An Opportunity to Modi-fy the Visit

 Mr. Modi’s visit to Sri Lanka, the first by an Indian Prime Minister in 28 years, presents an opportunity to examine the ways and means of strengthening Indo – Lanka economic relations to boost the prosperity of this country. The path of Indo – Lankan bilateral relations will have a significant influence on Sri Lanka’s ability to realise its full economic potential. Mr. Modi’s re-setting of India’s relations with its neighbours offers an opportunity which needs to be grasped. There are a number of areas where his visit can serve to advance the agenda.

  • There is a strong case to deepen the existing Free Trade Agreement (FTA) on the trade in goods and for extending it to services and investment. In this connection, the concerns that continue to persist can be addressed by highlighting that the principles of non-reciprocity and special and differential treatment underlie the proposed trade arrangements between the two countries. In this respect, confidence can be built by greater transparency regarding the documents that are being negotiated.
  • On the fisheries issues there is need to undertake enhanced surveillance to minimise incursions, institutionalise assistance for salvage operations of released vessels, pay attention to ecological and conservation aspects and consider licensed fishing with a bilateral MOU on fisheries.
  • Sri Lanka’s continuing lacklustre export performance is a major drag on the development prospects of the economy. The current problem is basically the lack of competitive supplies. Indian investment can assist in addressing this. Mr. Modi’s ‘make-in- India’ strategy also has the potential to open up opportunities for Sri Lankan businesses to plug into the supply chains of domestic and foreign companies operating in India.
  • There is a case for establishing Industrial Zones for sectors with potential such as pharmaceuticals, automotive components, electric and electronic goods, ICT/BPO, etc,.
  • India already accounts for the highest number of tourists to Sri Lanka. Considerable scope exists not only to increase the numbers but also the daily spend. The significant stock of up-market inventory scheduled to come on stream in the next few years can generate increased access to the higher Indian tourist market segments.
  • In this connection, there is considerable potential for expanding transport connectivity through the increased capacity of the Colombo and Hambantota ports and the Katunayake airport but also through development of the Kankasanthurai port and Pallali airport. There is also a strong case for re-opening the Mannar – Rameswarm ferry.
  • ICT/BPO is currently the most dynamic component of Sri Lanka’s export sector. India can play a major collaborative role in the development of this sector. It can be the source for accessing specific categories of skilled labour to meet shortages in the domestic market.

    If Narendra Modi visits Jaffna after his initial stop in Colombo when Shastri the leader of Pakistan did not even mention Kashmir when he visited India on Modi’s inaugural day it would be a slap in the face to the Singhalese

    This would be compounded because Modi would elevate Jaffna to the same status as Colombo when Tamil Nadu continues to host pro LITE organizations such as TESO, TELO, PLOT etc.

    This will be made worse if Modi avoids Sinhalese centers such as Kandy or Galle. Unlike Kashmir which is a disputed region between India, Pakistan and China where Shastri had the right to bring up this region when he visited India, Narendra Modi cannot give the same status to Jaffna as he would to Colombo when Sri Lanka won the war for Elam.

    If Modi makes this visit to Jaffna he will do far more damage with the majority Sinhalese and the Sinhalese Buddhist Sanga. It will demonstrate to the Sinhalese that India who supported the Tamil Tigers continues to play an imperial role in Sri Lanka. Not only will the majority Sinhalese note this but so will Pakistan and China who have disputes with India regarding land from Kashmir to Arunachal Pradesh. We will be watching this man

    PAKISTAN WAS CREATED AS THE HOMELAND FOR THE SUBCONTINENT MUSLIMS. IT IS IN HER DOCTRINE THEN TO BE PART OF THE INDIAN MUSLIM POPULATION, ESPECIALLY KASHMIR SINCE ALSO KASHMIR IS A DISPUTED REGION.

    PAKISTAN CAN USE THE SAME LOGIC INDIA IS USING ON SRI LANKA TO INTERFERE WITH THE DOMESTIC ISSUES OF INDIA ON BEHALF OF SUB CONTINENT MUSLIMS.

    IT IS ALSO THE SAME REASON FOR CHINA WHO SEES ARUNACHAL PRADESH AS AN EXTENSION OF TIBET.

    CHINA THEN ALSO HAS THE SAME VALID REASON AS INDIA TO MAKE SURE ALL THE BORDER TERRITORIES DISPUTED BETWEEN BEIJING AND INDIA ARE NOW VALID ISSUES IN THE SAME MANNER NEW DELHI CONSIDERS THE SRI LANKAN TAMILS HER ISSUE BECAUSE SHE HAS A TAMIL POPULATION.

    INDIAN TAMILS WHO HAVE ENTERED SRI LANKA ILLEGALLY BE DEPORTED

    DEMAND THAT BUDDHISM BECOME A STATE FAITH
    REMOVE TAMIL AS AN OFFICIAL LANGUAGE AND REMOVE AMENDMENT 13 FROM BEING IMPLEMENTED
    THREAT OF WAR IF ELAM IS EVEN REALIZED IN ANY WAY. TAMILS DO NOT HAVE ANY RIGHT IN SRI LANKA NO MORE THAN SINGHALESE HAVE ANY RIGHTS IN TAMIL NADU.

    ONE MORE ISSUE. SOUTH INDIA HAS BEEN HOME TO BUDDHISM FOR MANY CENTURIES. IT IS TIME THAT BUDDHIST MONUMENTS BE BUILT THERE. THE FAMOUS AMARAVATI STUPA IS BUT ONE EXAMPLE OF BUDDHISM IN SOUTH INDIA

    IF TAMILS CONSTRUCT GOPURAMS IN SRI LANKA THEN THEY SHOULD RESPECT BUDDHIST SINGHALESE CULTURE AND ALLOW THE CONSTRUCTION OF DAGOBAS IN SOUTH INDIA OR THE GOPURAMS ARE REMOVED.

    Everyone has choices. Tamils always have and THIS TIME IT IS INDIA THAT HAS TO GIVE MORE THAN CHINA.

    DUE TO INDIA’S INSECURITY:

    RAJAPAKSE WAS OUSTED BY 450 THOUSAND VOTES FROM 15 MILLION. TAMILS FOR THE 1ST TIME SHOWED UP IN LARGE NUMBERS AGAINST RAJAPAKSE.
    THE RELATIONSHIP SRI LANKA AND CHINA ENJOYED HAS NOW BEEN DAMAGED BY SIRISENA AND MODI.

    IN THAT SENSE NOT ONLY MUST INDIA GIVE MORE THAN WHAT CHINA OFFERS TO SRI LANKA OR LOSE SRI LANKA TO CHINA
    THE SRI LANKAN TAMILS TO TAMIL NADU TO THE TAMIL DIASPORA MUST APOLOGISE AND MAKE AMENDS TO THE SINGHALESE IF THERE IS GOING TO BE ANY KIND OF RECONCILIATION
