Atrocities Against Dalits High in Tamil Nadu, Claims NCSC

CHENNAI: Tamil Nadu figures among the top five States where a high number of cases of atrocities against Dalits have been reported in recent years, according to National Commission for Scheduled Castes (NCSC) Chairman P L Punia.

Statistics show that since 2011, as many as 213 people belonging to Scheduled Castes have been murdered in Tamil Nadu. This year, 16 Dalits have been killed in the State so far. Punia alleged that in many cases of atrocities, the police registered FIRs only after protests or directions from courts.

In Tamil Nadu, the highest number of sexual assaults against Dalits was recorded in 2011 when 41 rape cases were registered. It came down to 22 in the next year and 23 in 2013. In 2014, the number of rape cases was 18 and in 2015 till now, 14 sexual assault cases against Dalit women had been recorded,” Punia said.

In the last five years, 6,074 cases were filed under Prevention of Atrocities against SC/ST Act. In 2011, it was as high as 1,170, while it was 1,372 in the year 2012 and 1,497 in 2013. In 2014, the number of cases registered under the Act was 1,464 and so far this year, 571 cases had been registered under the Act.

A State level vigilance committee and district level vigilance committees had been set up to review the atrocities against Dalits twice in every year. But the panels have not met after June 2013, Punia alleged.

Nearly 60 to 70 per cent cases were closed without action and the conviction rate in Tamil Nadu is lower than the national average of 30 per cent,” he added.

On the Dalit engineering graduate Gokulraj’s murder case in Namakkal, Punia said the State DGP had told him that all the accused except one had been arrested and assured that he will be nabbed quickly. The Commission could not interfere in the investigation and it could do so only if it found the enquiry to be unsatisfactory.

    This has been the case from time immemorial. Dalits or Chandals in Tamil were and are not allowed to leave their habitats under Hinduism. During the British-Indian Empire Dalits, Chandals and Adhiwasis were not allowed to go to British-Indian colonies. The best Example is Ceylon when British-Indian Empire brought in Vellars from Malabar Coast as Peons (Administrators) to administer the Dutch possessions administered from Madras Presidency.

    In Ceylon we are the Chandals and Indians are the Brahmins.

    Look at the Crime figures in the island.

    How many Indian colonial parasites have been called to the Presidents Corruption investigation institutions. Mahendran and Mahendran are still at large.

    All those brought to then Ceylon by British & Dutch from Tamil Nadu HAD to be from Dalit origins. No higher Caste folk came to work in the Plantations sector of then Ceylon. About a Million and half Tamil folk were brought to work in the British & Dutch plantations. These people are socially very vulnerable and are used by various sectors to destabilise Sri Lanka.

    More than any other reason, it is the Tamil Nadu DALIT Problem that brings in CONVERSIONS of Tamil people in Sri Lanka, especially those tens of thousands who enter Lanka ILLEGALLY. They convert to various religions, mostly to Catholicism/Christianity, and Islam and a few to Buddhism. Some take to Hinduism, the main Tamil religion and practice a sort of ritual Hinduism and not the Yogas. Via the various religious bodies, we have destabilisation of Lanka with foreign agendas that get imposed on without the Peoples consent at Parliament level, somewhat similarly in some states in India too.

    Root Causes of all social problems run long a deep in any society, as with the Tamil Dalit problems. Address the Root Causes and the problems will be solved, at least more or less.

    Delve a bit deeper into the Caste matter in Tamil Nadu :

    Birth Certificates issued in Tamil Nadu all state the CASTE of a new born. In the case of a Tamil Dalit, the birth certificate will state it so.
    In Sri Lanka this is NOT so. The Brith Certificates issued in Sri Lanka for Tamils or anyone else will NOT state the Caste of that person.
    It does not need a rocket scientist to figure out why tens of thousands of Tamil Dalit illegal migrants come into Lanka.
    With the Tamil Language in place, FREE Education & Health Care, and nil Tamil Dalit status for themselves and children, Lanka is a haven for Dalit Tamils of TN.

    It does not need a high IQ to figure out why the 1983 Riots were trumped up either ! It was done so that over a million Tamils of Lanka could claim REFUGEE status in the western countries. Canada especially is very receptive to Refugees after World Wars I&II. In 1983, parts of Europe & Britain were so too. Some Tamils entered Britain after purposely mutilating themselves as ‘tortured’ people from Lanka ! Some of them were illegal migrants from Tamil Nadu.

    Imagine the level of unemployment in India. What will happen if we have a bridge or a tunnel between India and Sri Lanka. Who will lose? Sri Lanka will be flooded by uneducated, unemployable Dalits. Sinhalese will have to flee the land or fight for their survival.
