Bond sale: seize their passports, PHU urges

The Pivithuru Hela Urumaya (PHU) Monday alleged Arjun Aloysius, the son-in-law of former Central Bank Governor Arjuna Mahendran, of attempting to siphon off money that he allegedly earned through illegal means. PHU leader Udaya Gammanpila made the observation at a press conference held in Colombo.
We doubt whether he allegedly attempts to siphon off money in the guise of buying machinery by spending billions of rupees for a liquor factory in Pasikuda through over invoicing, Gammanpila said.
The PHU also insisted the government to take immediate steps to cancel the primary dealer license of the Perpetual Treasuries Pvt Ltd. These offenders should be indicted without any delay. Their passports should also be seized,” he said

නියෝජ්‍ය අධිපතිවරුන් දෙදෙනකු සහ තම දෙපාර්තමේන්තු නිලධාරීන් ඉදිරියේ මේ තීරණය පිළිගන්නා ලෙස තමාට තරයේ උපදෙස්‌ දුන්විට එම තීරණය ක්‍රියාත්මක කරනවා හැරෙන්නට තමාට වෙනත් විකල්පයක්‌ නොතිබූ බවද ඇය කීවාය.
අධිපතිවරයා එහිදී තමා දෙසට හැරී .dද සඑ. යන වචන භාවිතා කරමින් එම තීරණය ක්‍රියාත්මක කරන ලෙස තමාට නියෝග කළ බවද ඇය කියා සිටියාය.
අතිරේක රාජ්‍ය ණය අධිකාරි ආසිම් මහතා එම තීරණයේ අහිතකර බව සිව් වතාවක්‌ පෙන්වා දුන්නත් පළක්‌ නොවූ බවද නියෝජ්‍ය අධිපතිවරුන් දෙදෙනා නිහඬව බලා සිටි බවද ඇය කියා සිටියාය.
ශ්‍රී ලංකා මහා බැංකුවේ රාජ්‍ය ණය දෙපාර්තමේන්තුවෙන් සිදුකෙරෙන රාජකාරි කටයුතු ගැන දැනීමක්‌ හා අත්දැකීම් නැති තමා හදිසියේම එහි ප්‍රධානියා ලෙස පත්කර ඇති බව දැන ගන්නට ලැබී විශ්මයට පත්වූ බවද ඇය කීවාය.
තමා එම තනතුරට පත් කරනු ඇතැයි කිසි දිනෙක අපේක්‍ෂා නොකළ බවත් තනතුර භාර ගැනීමට ඇති අකමැත්ත පළකොට දන්නා හඳුනන උසස්‌ නිලධාරීන් මාර්ගයෙන් වෙනත් අංශයකට මාරුවක්‌ ලබා ගැනීමට ගත් උත්සාහයන් අසාර්ථක වූ නිසා අවසානයේදී එවකට මහා බැංකුවේ අධිපති අර්ජුන මහේන්ද්‍රන් මහතා හමුවී කරුණු ඉදිරිපත් කළ බවද සෙනවිරත්න මහත්මිය කීවාය.
එවකට රාජ්‍ය ණය දෙපාර්තමේන්තුවේ අතිරේක අධිකාරිවරයකුව සිටි ආචාර්ය ආසිම් මහතා ඉන් ඉවත් කිරීමට තමාට අවශ්‍යවී තිබෙන බව අර්ජුන මහේන්ද්‍රන් මහතා තමාට පැවසූ බවත් ඒ නිසා තනතුරේ දිගටම රැඳී සිටින ලෙස ඔහු තමාට දැන්වූ බවත් එම කාරණාව කිසිවකුට හෙළි නොකර රහසක්‌ වශයෙන් තබා ගන්නා ලෙස ඔහු තමාට එම අවස්‌ථාවේදී පැවසූ බවත් දීපා සෙනෙවිරත්න මහත්මිය කොමිසම හමුවේ පැවැසුවාය.
ඉන්පසුව වෙන ගත හැකි පියවරක්‌ නැති නිසා තනතුර භාරගත් බවත් පළමුවෙන්ම කළේ රජයේ ණය දෙපාර්තමේන්තුවේ සියලු දෙනාම කැඳවා තනතුරේ කටයුතු කරගෙන යැමට තමාට සහාය වන ලෙස ඉල්ලා සිටීම බවත් ඇය කීවාය.

ඇය කොමිසමට විස්‌තර කළ අන්දමට මහා බැංකුවේ සේවයට බැඳී වසර 28 ක්‌ සේවය කර ඇත. කාර්ය මණ්‌ඩල නිලධාරියකු ලෙස සේවය ආරම්භ කළ ඇය අර්ථ සාධක සහ විනිමය දෙපාර්තමේන්තුව ඇතුළු දෙපාර්තමේන්තු කීපයක සේවය කර තිබේ. ඇය ශ්‍රී ජයවර්ධනපුර විශ්වවිද්‍යාලයේ උපාධිධාරිනියකි. වසර 28 ක සේවා කාලය තුළ උසස්‌වීම් කීපයක්‌ ලබා ඇති ඇය රාජ්‍ය ණය දෙපාර්තමේන්තුවේ අධිකාරි තනතුරට පත්වී ඇත්තේ 2015 පෙබරවාරි 09 දායි. එම තනතුරට පත් කළ බව මහ බැංකුවේ මානව සම්පත් අංශයෙන් 2015 පෙබරවාරි 6 දා ඇයට දැනුම් දී තිබේ.
තමා එම තනතුරට පත්වීමට කලින් තනතුරේ කටයුතු කළේ ධම්මික නානායක්‌කාර මහතා බවත් තමාට මතක ඇති හැටියට ඔහු මාස 3 ක්‌ පමණ එම තනතුරේ සේවය කර ඇති බවත් ජ්‍යෙෂ්ඨ නියෝජ්‍ය සොලිසිටර් ජනරාල්වරයාගේ ප්‍රශ්නවලට පිළිතුරු දෙමින් සෙනවිරත්න මහත්මිය කියා සිටියාය.
කොමිසම සාමාජික විනිසුරු ප්‍රසන්න ජයවර්ධන මහතා, මහා බැංකුවේ හිටපු අධිපති අර්ජුන මහේන්ද්‍රන් මහතා එම තනතුරට පත් වූයේ කවදාද?

He should be made accountable. If it was a business deal or a trading gamble gone wrong then the government must take steps to damage control and recover some of that money invested in bonds.
CB haven’t been doing their job and that of the watch man for the last decade resulting in this situation.
