අතහැරදමා තිබූ නාගරික සංවර්ධන ව්‍යාපෘති රැසක් නැවත ආරම්භ කිරීමට අග්‍රාමාත්‍යතුමාගෙන් උපදෙස්

පසුගිය ආණ්ඩු සමයේ අත්හැර දමා තිබූ නාගරික සංවර්ධන ව්‍යාපෘති රැසක් නැවත ආරම්භ කිරීමට මුදල් සහ නාගරික සංවර්ධන හා නිවාස අමාත්‍යවරයා ලෙස ගරු අග්‍රාමාත්‍ය මහින්ද රාජපක්ෂ මහතා අද 2021.03.01 දින පෙරවරුවේ උපදෙස් දුන්නේය.
නාගරික සංවර්ධන හා නිවාස අමාත්‍යංශයේ ව්‍යාපෘති ගැටලු පිළිබඳව මුදල් අමාත්‍යංශයේ පැවති සාකච්ඡාවේ දී අග්‍රාමාත්‍යවරයා මේ බව සඳහන් කළේය.
එහිදී අග්‍රාමාත්‍යතුමා නාගරික සංවර්ධන හා නිවාස අමාත්‍යාංශය යටතේ ක්‍රියාත්මක කිරීමට නියමිතව තිබූ හා දැනට ආරම්භ වී තිබෙන සංවර්ධන ව්‍යාපෘති වල ප්‍රගතිය සමාලෝචනය කළේය.
සංවර්ධන ව්‍යාපෘති රැසක් පසුගිය ආණ්ඩුවේ වසර පහක කාලය තුළ දී අතහැර දමා ඇතිබව නිලධාරින් පිරිසක් අග්‍රාමාත්‍යතුමා දැනුවත් කළහ.
එසේ ක්‍රියාත්මක නොවී අතහැර දමා ඇති ව්‍යාපෘති රැසක් නැවත ආරම්භ කරන්නැයි අග්‍රාමාත්‍යතුමා මෙහි දී උපදෙස් දුන්නේය.
නාගරික සංවර්ධන, වෙරළ සංරක්ෂණ, අපද්‍රව්‍ය බැහැරලීම හා ප්‍රජා පවිත්‍රතා කටයුතු සම්බන්ධයෙන් ද මෙහිදී විශේෂ අවධානයක් යොමු විය.
සියලුම ව්‍යාපෘති සඳහා නාගරික සංවර්ධන අධිකාරිය උපයන ආදායම් වලට අමතරව මහා භාණ්ඩාගාරයෙන් ද අවශ්‍ය මුදල් ප්‍රතිපාදන වෙන් කරන්නැයි අග්‍රාමාත්‍යතුමා පැවසීය.
මෙම අවස්ථාව සඳහා මුදල් හා ප්‍රාග්ධන වෙළෙඳපොළ සහ රාජ්‍ය ව්‍යවසාය ප්‍රතිසංස්කරණ රාජ්‍ය අමාත්‍ය අජිත් නිවාඞ් කබ්රාල්, අග්‍රාමාත්‍ය කාර්ය මණ්ඩල ප්‍රධානී යෝෂිත රාජපක්ෂ, මුදල් අමාත්‍යංශ ලේකම් එස්.ආර්. ආටිගල, නාගරික සංවර්ධන හා නිවාස අමාත්‍යාංශ ලේකම් සිරිනිමල් පෙරේරා, නාගරික සංවර්ධන අධිකාරියේ සභාපති යූ.ඩී. හර්ෂාන් ද සිල්වා, ශ්‍රී ලංකා ඉඩම් සංවර්ධනය කිරීමේ සංස්ථා සභාපති මේජර් ජෙනරාල් එම්.ආර්. සොයිසා මහත්වරුන් සහ කොළඹ මහ නගර සභා නාගරික කොමසාරිස් රොෂානි දිසානායක මහත්මිය ඇතුළු රාජ්‍ය නිලධාරීන් රැසක් එක්ව සිටියහ.

It appears that there are lots of development plans that the PM is going to implement. But there there are lots of problems too. The main ones appear to be lack of essential materials like sand, crushed rock (or aggregate) and earth fill.
When we have a problem we should always try to find the solutions first.
I was listening to Melony Maharachchi’s (the Sri Lankan lady who seems to have designed the rover that is presently doing Nasa’s experiment on Mars). According to her, she achieved success by analyzing whatever the problems she encountered first, starting the enhancement her English language skills.
So, for the sand problem there is already the answer to my thinking. Why not pump sand from the sea near river mouths and wash it using the same river water when it is running full?. We have an organization called LHI doing ocean research. Why not give them a task to see how we can extract sand without causing environment damage that would impact fishermen. And the task of determining quality and usefulness of such sand can be given to an organization like, Association of Structural Engineers who are only discussing the aspect of admixtures to concrete all the time which to me is a pretty useless exercise. They can use their brains on this very important task. Both these organizations should be given a definite time frame to come up with practical solutions, not theoretical ones.

There is an abundance of sand deposits on vast stretches on beaches along east coast. Why not process these and transport via ferries to Colombo area, instead of transporting sand from the jungles of east by lorries?. There will not be ware and tare of roads as well as trucks

Sorry please correct the last sentence as “…damage to roads due to heavy loads of trucks and their ware and tare.”
