Snowden lashes out at HK for rejecting SL, Filipino refugees

Fugitive whistleblower Edward Snowden hit back at the Hong Kong government on Thursday for rejecting the protection bids of a group of refugees including Sri Lankans who sheltered him while he was hiding out in the city, the AFP reported.

The impoverished Philippine and Sri Lankan refugees helped the former US National Security Agency contractor evade authorities in 2013 by hiding him in their cramped homes after he initiated one of the largest data leaks in US history.

They have spent years hoping the Hong Kong government would recognise their cases and save them from being sent back to their home countries where they say they were persecuted.

But the family of four, a mother and her daughter and a single man saw their protection claims rejected Monday by the city’s immigration authorities, which said there were no substantial grounds” for believing they would be at risk if they went home. They now face deportation.

These are good people that were driven from their homes by torture, rape, abuse, blackmail and war, circumstances that are really difficult for us to imagine,” Snowden said in a video released Thursday.

Now what they’re facing is a transparent injustice from the very people that they asked to protect them,” he said.

Someone in the Hong Kong government has decided that they want to make these families disappear immediately, no matter the cost,” Snowden added in the video.

He has been living in exile in Russia since the summer of 2013. Russia’s immigration service in January extended Snowden’s residency permit to 2020.

The refugees’ lawyer, Robert Tibbo has called the decision by Hong Kong authorities completely unreasonable”, and said he had less than two weeks to submit appeals before the families were deported.

He said there was a risk his clients could be detained and their children placed in government custody.

Hong Kong is not a signatory to the UN’s refugee convention and does not grant asylum.

However, it is bound by the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (UNCAT) and considers claims for protection based on those grounds.

One of the refugees, Vanessa Rodel from the Philippines, who lives in Hong Kong with her five-year-old daughter, broke down over the news of the decision.

Another of the refugees, Ajith Pushpakumara from Sri Lanka, told AFP the government had taken his whole life”.

Lawyers for the Snowden refugees have separately lodged an asylum petition with the Canadian government and are calling for to be expedited.

China’s Belt and Road Initiative: How will it work?

As the Chinese President Xi quoted in his inaugural address to the Belt and Road forum in Beijing on Sunday 14th May 2017, the Chinese often say, “The beginning is the most difficult part.” He said, “A solid first step has been taken in pursuing the Belt and Road Initiative. We should build on the sound momentum generated to steer the Belt and Road Initiative toward greater success …” In pursuing this endeavor, he outlined several guiding principles. Twenty nine heads of state and governments, the Secretary General of UN, President of the World Bank, and over hundred other representatives took part in the forum session which shows it has gathered wide support in Asia and the West despite India and Japan keeping away.

India’s Absence

Looking at India’s absence at the forum one may be tempted to ask if holding the Belt and Road forum in China be like playing the famed Shakespeare’s famed drama, Romeo and Juliet, without Juliet.

Such a suggestion is likely to be spurned by both China and India though China may wish to keep the door opened despite her ignoring India’s absence at the Forum. As Raj Mohan, a top China-watching journalist in India put it thus: “India, which has long considered itself an equal to Beijing, cannot find her playing a secondary role in BRI fiddle … Neither India’s strong objections nor its weak political endorsement of the BRI would have any impact on its evolution; there is an air of inevitability to the BRI.”

What finally turned out was India’s absence which was completely ignored by the Chinese though the Chinese Foreign Minister had earlier expressed the hope that India would send a delegation. The Indian journalist continued that India which had been awakened had to do three things before she could join China on the latter’s initiative, the first being to bringing about a strategic challenge in her relations with immediate neighbours. That is deploying her inherited trans-border connectivities through the use of religio-cultural factor; the second was to develop India’s road connections to the Eastern parts; and third, development of ports in the east coast. If one looks at Prime Minister Modi snatching the opportunity offered by Sri Lanka this month, one could see him doing a first act in relation to her southern nighbour.

Opinion in India was divided on participating in BRI. I expected that she might send a professional team as it did for the Hainan Dialogue which our President attended as a special guest but this did not happen.

Another country which seemed to be drawing her feet on BRI seems to be Japan with her own initiative. She, too, was absent at the forum in China.

What is BRI about?

The much-spoken-of China’s Belt and Road (BRI) initiative was first put forward by President Xi Jinping in 2013. While originating in China that the initiative is expected to deliver benefits well beyond its borders is demonstrated by more than 40 countries and international organizations signing cooperation agreements with China under the initiative. The upcoming BRI forum is expected to explore ways to address regional and global economic problems, generate fresh energy for interconnected development, and ensure that the initiative brings greater benefits to people of the countries involved, President Xi said in January this year.

The BRI, an infrastructure and trade network, not only connects Asia with European and African landmass along ancient land and maritime trade routes, and the Indo-Pacific maritime domain through an overland “belt” and a maritime silk “road,” but also involves, as observed by Raj Mohan, ” the export of Chinese capital, labour, technology, industrial standards, commercial benchmarks, the use of the Yuan, the development of new ports, industrial hubs, special economic zones and military facilities, under Beijing’s auspices”.

“While the BRI is then breathtaking in scope, its scale is, of course, much bigger, thanks to the massive economic resources and national ambition that Beijing can mobilise … China is set to become the first non-Western power in the modern era to shape the geopolitics of Eurasia and the Indo-Pacific. While most nations are ready to accept this, grudgingly or otherwise, two of China’s neighbours — Japan and India — are reluctant.”

Sri Lanka’s Role

Sri Lanka has no such big stakes as Japan and India would have in the BRI initiative. China considers her part of the BRI link. Critics look askance at China’s infrastructural development at the Hambantota Port and the Colombo Port City Project. She has to meet India’s concern on fears of China’s rival maritime expansion in the Indian Ocean. She cannot however, ignore Chinese investments if she is to proceed with her development projects.

Bi-lateral relations

For Sri Lanka, on the bi-lateral side, the main subject for discussion outside participation in BRI Forum is further talks on Free Trade Agreement (FTA) with China. China has signed FTAs with a number of countries. The FTA with Sri Lanka was first mooted in 2015 and talks have been continuing since to improve terms. Sri Lankan exports to China remain low at 2.9 per cent of her total exports and they are expected to find greater access to markets with cheaper inputs and enhanced competitiveness etc.  Deeper trade integration and investment cooperation is also expected. Caution is taken not to permit China to enter the services field to the disadvantage of Sri Lankans as is alleged in the case of the proposed Economic and Technological Cooperation Agreement (ETCA) with India which has been devilled by the fear of Indian encroachment to the service fields in Sri Lanka.

The Hambantota project is not out of doldrums. The parliamentary debates and media discussions in Sri Lanka show that the proposed agreement to release 15,000 acres of state land in Hambantota to interested Chinese entrepreneurs has run into difficulty including violent protests. Obviously, there are elements which do not want to see the project succeed.

The most important consideration for boosting up relations between China and Sri Lanka is for both sides to “respect each other, understand and accommodate each other’s core interests and major concerns, and support one another on major issues.” That is a slogan which the Chinese repeat when discussing relations with countries. This sentiment was expressed by the Chinese President when he met President Maithripala Sirisena during his first official visit to China when he emphasized the need for “friendly cooperation” and “trustworthiness” and “reliable friendship.” That not only summed up what one may see as an expression of Chinese apprehension over the new Sri Lankan government’s attitudes towards Chinese investments but also served as a veiled expression of indignation over creating a “loss of face” situation for China, which the Chinese traditionally find difficult to stomach.

While the Sri Lankan Prime Minister participated in BRI forum, just fresh from the encounter with Prime Minister Modi in Colombo, he may not have been feeling a free man but mindful of repercussions that any overt enthusiasm he might be inclined to show in Beijing over BRI might cause in India. India, which now raises sovereignty issues over BRI, was herself seen laying down the parameters of sovereignty that her southern neighbour could practice. That was what he put in an aphorism when he said “India’s Sri Lanka’s security were indivisible”.

Sri Lanka needs to maintain a neutral national security policy that it will not arouse the security concerns of its big neighbour. That means Sri Lanka will have to do some tightrope –walking between economic imperatives and national security issues in its own interest. In short, she will walk the India rope with a Chinese umbrella in hand to maintain the balance.

YAHAPALANA AND INDIA Part 1

It is best to start this essay on Sri Lanka and India, by going all the way back to pre-history. The Indian peninsula and the island of Sri Lanka are next to each other, not because Sri Lanka is part of India, but because both countries are a part of Gondwanaland. Millions of years ago, Africa, Australia, India, Madagascar and Sri Lanka     were part of a large continent named by researchers as Gondwanaland. This Gondwanaland then broke up. Africa moved to the left, Australia moved to the right, the rest went upwards. Mozambique broke off and India with Sri Lanka attached went up and up and hit Asia, creating the Himalayas.

Sri Lanka was originally on the western side of India. Geologists have found that the Western Ghats of southwestern India and the highlands of southwestern Sri Lanka, separated by 400 kilometers, are strikingly similar in their geology, climate and evolutionary history.     (http://www.cepf.net/resources/hotspots/Asia-Pacific/Pages/Western-Ghats-and-Sri-Lanka.aspx}   Sri Lanka therefore was originally attached to western India. It has broken off and swung to the right, ending up below Tamilnadu.  This means that there is no natural link between Sri Lanka and Tamilnadu and the placement of Sri Lanka beside Tamilnadu means nothing.

The sovereign state of India   was created only in 1947. The Indian states are difficult to control and India is a very unstable state.  India will eventually ‘Balkanize’ into multiple sovereign states, despite the anti-secession clause in the Indian constitution.  It will be a messy break up. States will fight over boundaries and rivers.  Landlocked states will try to get access to the sea.  India is like a jigsaw puzzle, observers said. If you shake it hard, it will break up into its component pieces.

The British when they were ruling India concocted the myth that in ancient times everything had originated in India and then spread to the rest of Asia.  British and French scholars spoke of the   ‘Indianised states of Asia.’ Modern Indians swallowed this and started to write books on the ‘Wonder that was India’ and the ‘Discovery of India’.  Due to this, India initially was very arrogant and aggressive when it came to international relations. India considered itself the successor to the British when it came to dominating the Bay of Bengal.  Nehru had tended to dominate the Asian Relations Conference, New Delhi, 1947, by his interjections.

India thought that its great size would automatically make it the dominant power in South Asia. Instead India is heartily disliked by its neighbors.  India’s haughty, aggressive policy only succeeded in angering India’s neighbors. Because of its bullying tactics, India has been described as ‘a regional thug ‘and ‘regional bully’.

Nepal and Bhutan, it is alleged, have become totally dependent on India due to the binding agreements the two countries have signed with India in the last 65 years.  Indian firms are the biggest investors in Nepal. In November 2014, when Modi visited Nepal, he was to have addressed two public meetings but these were cancelled due to opposition from government   and opposition parties. In 2016, Nepali students protested over ‘Indian intervention in the constitution.’ They charged that India was forcing Nepal to amend its constitution.

India fought Pakistan, China, Sri Lanka, but was unable to force them into submission. There were major Indo-Pakistan wars in 1966, 1971 and 1999.  India is still ‘fighting’ Pakistan over border disputes. India fought China in 1962 with brief skirmishes in 1967 and 1987. India was given a drubbing by China in 1962. China attacked simultaneously in all three areas, Tawang, Walong and Ladakh. The operations were clearly prepared well in advance. China annexed the entire north-east and reached as far as Kolkata, then announced a unilateral ceasefire and retreated. There is an ongoing border dispute between India and China which China is not interested in settling. China knows it holds all the aces, said retired Major General Karkar. The Sino Indian border remains China’s only undefined land border. It is one of the longest interstate boundaries in the world and it is becoming heavily militarized.

India was also humiliated by Sri Lanka when it interfered in the Eelam issue. India started by providing a safe haven for the LTTE and trained them. India also gave money to LTTE to buy arms. It is doubtful if the LTTE would have launched its attacks without India to run to.  India sent in their army, and lost 3843 soldiers with nothing to show for it. China and Pakistan have now joined forces, in opposition to India. India does not have enough planes to fight a simultaneous two front war with Pakistan and China.  Pakistan, Sri Lanka and China could gang up against India in the future, said observers.

However, India’s admirers say India is the world’s largest democracy, home to the second-largest English-speaking population in the world and boasting a diversified and rapidly growing economy  India grew fastest among major economies worldwide, at over 7.5 per cent in 2016   and is expected to become the world    third largest economy by 2028 with China as first. India has the largest refinery in the world, in Jamnagar (Gujarat), with a capacity of refining 1.24 million barrels a day. The world’s largest solar power plant with an installed capacity of 648MW will be located at Kamudhi, Ramanathapuram in Tamil Nadu

India launched its nuclear-capable Agni V missile in 2017. Agni V  is launcher-based, it can be moved, deployed and then re-employed, Chinese nuclear missiles, on the other hand, are silo-based, hence immobile and can be engaged, prior to launch. Agni V has an expected range of over 5,000 kilometers. All major cities of China are now within Indian missile range.

In 2011, India had the world’s sixth largest navy, with 155 vessels and 56 000 personnel on active duty in 2011. In 2017, India’s military rank had     dropped to 7th place. The rank order is US, Russia, China, Japan, UK, France, then India. India has naval bases in Andaman and Nicobar Islands. Currently about 3000 Indian soldiers trained in amphibious warfare are deployed at Andaman and Nicobar Island. India has several landing craft ships. The latest ones can carry 10 armored vehicles, 11 armored personnel carriers and more than 500 troops.

India is ranked as sixth in a list of eight great powers for the year 2017 by ‘a leading American foreign policy magazine’. The rank order they gave was US, China, Japan, Russia, Germany and India. India is often overlooked in lists of the world’s great powers, but it occupies a rare and enviable position on the world stage,  said India’s admirers. India dominates south Asian region physically and economically   and India’s geographic location enables it to be a dominant power in the Indian Ocean region.

There are two views in Sri Lanka about India. Some feel that Sri Lanka must prostrate itself humbly before India since India is ‘our powerful neighbor’.  They say that Sri Lanka should follow the policy of Finland, which makes it a point not to antagonize its neighbor, Russia. They point out that when Sri Lanka looks upwards all it sees is India towering above.

K.Godage, a career diplomat, pointed out that Sri Lanka‘s closest link is with India. It is essential to get on with and please India, he observed. The Indian factor is crucial to our existence. India can either help or hinder. We need to be always mindful of India’s sensitivities. India’s policy towards us has not been consistent but ‘that is a luxury they can afford’.  India seeks to expand its influence in Sri Lanka domestic policies. She also wishes to be a significant partner in our economic development. We should also develop close relations with southern states of India and its leaders as well, Godage concluded. (Island 3.8.09 p 8).

Lynn Ockersz said that Sri Lanka needs to consider that absolutely nothing could be done about her geographical position in the region. She is ‘destined’ to be India’s close neighbor, whether she likes it or not. Accordingly, she must follow a good neighbor policy.  India has generally been an amicable neighbor.

India has been a friend for thousands of years, said Sanja de Silva Jayatilleka. ‘It is incomprehensible to me, that India would want to be seen as a predatory power, causing civil strife. It is a ‘thoughtful state’, concerned about its relationships with its neighbors.  India has the intellectual and imaginative capacity for creative, consensual solutions to the problem of balance of power in the Indian Ocean region’.

Pathfinder Foundation, a recently set up think tank (date of origin not available) said India is our closest neighbor and it is best not to antagonize it. Maintaining good relations with India can pay rich dividends.   It is important to realize geographical realties, continued Pathfinder. India will intervene if it thinks its geopolitical interests are threatened.  India is very sensitive to developments in the south where Sri Lanka is, because India’s defenses and nuclear progamme are located in India’s own south

Not everybody agrees. When it was pointed out that India is Sri Lanka’s closest neighbor, one reader stated that ‘personally my wish is that we were not 20 but 200 miles away from the sub continent’. Others were equally contemptuous towards India.  Sri Lanka’s strategic location and lack of ‘any land border’, makes it more independent than most other SAARC countries, observed Samantha Kumarasinghe.   Sri Lanka has always valued and guarded its separate and distinct identity from its much bigger neighbor. Despite its size and location this island has always asserted its independent space to decide its own destiny said Dayan Jayatilleke.

Sri Lanka has been strongly anti-India from the time of independence. There is suspicion, dislike and distrust. Sri Lanka sees India as its enemy. India voted against Sri Lanka repeatedly during several UNHRC sessions and India supported the Tamil Separatist movement in the Eelam War.  The parippu drop, violating Sri Lanka air space and the Indo-Lanka Accord are not forgotten. India has forfeited the respect and confidence of Sri Lanka, said critics. China gave the Conference hall, Japan gave Sri Jayewardenepura Hospital but India has not given anything similar.

Sri Lanka is neither frightened of India nor impressed by India’s might. India holds its International Indian Film academy awards in different capitals, as an attention getting device. India pays the expenses.  When the Awards were held in Colombo in 2010 the host country, Sri Lanka had put up the money, and there were protests.

Sri Lanka is ahead of India in certain sectors. Sri Lanka doctors do not think highly of India’s health service or medical education. India’s health system was behind those of the west as well as Singapore, they said.

Sri Lanka eradicated polio years ago but cannot get a certificate because neighboring Tamilnadu had frequent polio epidemics and there is interregional travel. Indian pharmaceuticals that have flooded our markets are substandard and of   low efficacy. Tablet manufacture is a cottage industry in India.  This writer   once selected an Indian drug which was much cheaper than its western equivalent and was told that the Indian drug lacked a vital ingredient found in the western pill.

Sri Lankan doctors maintain that Sri Lankan   medical expertise was far better than anything that India can offer. Sri Lanka  could be proud of its health achievements,  low maternal mortality, high life expectancy, successful elimination of malaria and free availability of healthcare to all citizens all this has been achieved at the mere cost of only 1% of National GDP due to the skill and dedication of our health care professionals. Sri Lanka medical training is uniform and invariably excellent. In some of the best research hospitals of the world, a Sri Lanka specialist can be found, they said. Sri Lanka doctors are not sent for training to India as the standards are not satisfactory. India’s medical education was highly variable and Sri Lankans who study there do not do well at the Act 16 exam in Sri Lanka.

Sri Lanka   has   one important economic advantage over India. Sri Lanka’s ports are superior to the ports of India. Indian ports do not have adequate depth and India does not have any ports which can compete with Sri Lanka. The deepest Indian port is Gangavaram in Andhra Pradesh with 21 meters depth. Colombo port enjoys a better reputation in international shipping than the ports in South India. The turn over time for ships in Colombo is much less than in the ports of south India.

India is heavily dependent on Sri Lanka ports. More Indian goods are transshipped through Colombo than through Indian ports. 70% of the volume handled by the Colombo port is transshipment of goods imported by India. Colombo is India’s no 1 container transshipment port. Some 80% of India’s container traffic is shipped through Colombo. Jawaharlal Nehru port, Bombay, India‘s most modern container terminal only handles a maximum of 10 containers per ship/ hr, Colombo does 30.

The list of complaints against India is very long. Here are some of them. India never offers loans without a hidden agenda, critics observed. In 1968 India offered a loan of Rs 100 million for purchase of equipment used in government departments.  The items had to be of Indian manufacture.  The Department of electrical Undertakings prepared a shopping list which was of international standard. The Indians refuse to provide these they instead offered items which they could not sell in the international market. The Telecommunications switchboard in the head office of the DGEU went out of order within a short period of installation. Several of the railways engines supplied by India have failed to operate after a few years, and the large extent of the railway line laid by India contractors have been damaged including concrete sleepers.

China offered 3D radar to Sri Lanka in 2007.  New Delhi strongly opposed China’s offer because they wanted to prevent the deployment of state of the art Chinese radar across the Palk Strait   and instead installed 2D radar. This radar failed to detect the LTTE attack at Katunayake. BIA radar did the alerting just before LTTE struck. Eventually Colombo acquired the Chinese equipment.

Three days a week, ten months a year, Sri Lanka   fishermen were forced off the sea in Sri Lanka‘s north western waters by  a swathe of hefty Indian trawlers for which their fiberglass boats were no match. The Indians cross by night fall, haul their net over the seas and leave before dawn.  They come in huge numbers from Rameshwaram and Nagapattinam. Sri Lanka fishermen’s boats, engines and nets are damaged by the large Indian vessels, so they keep away. The sheer size of the Indian operation is daunting.  The boats have suddenly become even bigger.

The vast majority of previous detection has been in the northern waters, but Sri Lanka Navy has also seized two Indian fishing vessels poaching in Sri Lanka waters off the east coast. India is not interested in settling this issue of South Indian fishermen poaching in Sri Lanka’s Northern waters. This is seen as part of Indian high handedness when dealing with Sri Lanka. There is a clear maritime boundary between India and Sri Lanka, in the Palk Strait.

When Sri Lanka fishermen are arrested by Indian coast guards, they are treated harshly.   One set arrested after straying into Indian waters in February 2016, were ordered to kneel on a heavy iron plate which had heated due to the sun. These persons told the media, ‘We were beaten up by the coast guards and offered rice with dhal and were forced to pick the worms off the plates of rice before we ate. There were more worms than rice. We were kept in prison in Hyderabad for two and half months and were released only after paying Rs 75,000 each.

We did not receive any support from the government and had to manage our affairs on our own. But in contrast Indian fishermen are seen poaching in our water freely and when they are arrested they are provided with the best possible treatment and released a few weeks later. When we overpowered some Indian fisherman and handed them over to the authorities they were released, without any punishment.’

In Sri Lanka, India has diplomatic representations in Colombo, Kandy, Jaffna and Hambantota besides numerous cultural centers.  Consulates are established to look after their nationals.  How many Indian nationals are there in Jaffna and Hambantota? The consulates in Jaffna and Hambantota are viewed as RAW stations.  The Jaffna one is there to monitor what is going and to foment trouble in Jaffna. The Hambantota one is there to act as a watch post. In UK, India has only three offices in London, Birmingham and Edinburgh, despite an Indian community in excess of 1 million living in UK.  Sri Lanka, it was pointed out, had a high commission in New Delhi, a Deputy high commission in Chennai, Consulate general in Mumbai and Honorary consul in Kolkata.

However, there are some positive aspects too. Centre for Contemporary Indian Studies, University of Colombo (CCIS) was established in 2012, for research on contemporary India, and provide an intellectual forum for those working in the field of contemporary Indian studies. The Centre has a journal, a library, guest lecture series and visiting scholars. Knowledge of contemporary India is lacking in Sri Lanka and this is not to our interest, noted K.Godage.

Pathfinder Foundation is especially interested in strengthening indo-Lanka ties. Pathfinder Foundation launched the Center for Indo Lanka Initiatives in 2016. it had signed a memorandum of intent with Indian think tank, Vivekananda international foundation in 2014. The Foundation says it plays a catalytic role in changing attitude of legislators, government officials, civil society groups and public.   Pathfinder Foundation’s list of completed projects includes those with ADB, USAID, Norway and India. It says its main partners are US, India and China.

An India Gallery was set up in 2013 at the Buddhist Museum at Dalada Maligawa. It consist of eight major sections, the origin of Buddhism in India, pilgrimage sites in India, symbolic representation of Buddha  in Buddhist  art in India, anthropomorphic representations, secondary events in the Buddha’s life,  mudras, Buddhist architecture in India, spread of Buddhism  from India. Modi’s  Bonhomie and the New Machiavellian Twist in Indian Diplomacy

The accomplishment of strategic aims can – at times – be achieved by suavity and charm when a direct and blunt approach would make the opposition bristle in fear and anger. Let us take the overarching or grand strategy of Modi and the Indians in dealing with their historic neighbor Sri Lanka. There is one word that sums it all – Balkanization. Given a neighbourhood that is unfriendly but riven within by political divisions and ethnic antagonisms, the optimal strategy is to foment such divisions by deceitful overtures that pass off as instances of genuine concern. Modi – the artful Indian Prime Minister – used the Celebration of Wesak to advance a nakedly political agenda – to weaken the Sri Lankan State by openly patronizing Non-State Actors. His address to a vast crown of flag-waving ‘Indian Tamils’ in the Sinhala Heartland was ‘a shot fired across the bow’ by our dangerous neighbour – that the supposed million or so ‘Indians’ in the hills constitute a rapid reaction ‘political force’ that could be enlisted to thwart any attempt by  a ‘Sinhala Government’ to  challenge the regional suzerainty of Big Brother .

That he also met the ‘Koti Tamils’ of the North and ‘pow-wowed’ with their leaders will not occasion much surprise – this group is a foster-child of Imperialist India. That Modi thought it fit to stir the political pot on the occasion of Wesak shows the depth of the political depravity of a country that once (the time of Nehru and Gandhi) pretended to lead a moral force in global politics. A concluding thought on our own brand of ‘moral politics’ – the ‘vintage’ advertised by our own President and Leading Light MS – needs to be stated. Our Leader declared with unshaken firmness and authority that Modi’s visit to our country was entirely and unequivocally religious. Like in most matters he was dead wrong.

Three commitments save UN Vesak Day Mahanuwara (Kandy) Declaration 2017

The nine point Mahanuwara Declaration on the United Nations Day of Vesak 2017 may have ended up as an empty vacuous and vague document not worth a second look but for three distinctive commitments which have saved this document from being cast into oblivion.

They are as follows:

  1. 1.    In realizing the long felt need to have an aligned organization among Buddhist Communities underpinned by solidarity, solemn initiatives shall be taken to form such an organization with minimum delay in furtherance of our objectives and aspirations based on values and principles of the teachings of the Buddha.
  2. 2.    In consideration of the challenges faced by Buddhist communities all over the world plausible methodology shall be evolved to address and encounter them as one community.
  3. 3. (Point numbered 8).    In view of the alarming decline of morals and spirituality, steps shall be taken to set-up a media network to disseminate the message of Dhamma leading towards a virtuous life based on Buddhist principles”.

The rest of the points totaling altogether six are so commonplace and hackneyed that no one could be blamed for thinking that so much of money was spent unnecessarily for this UNDV event to reach these wayside insignificant conclusions.

The saving grace of the Mahanuwara Declaration was the points numbered 1, 2 and 8.

Who are the Godfathers of these ideas?

Mahanuwara Declaration

1)   Formation of an International Buddhist Organisation underpinned by solidarity

Two leading Buddhist activists based in Sri Lanka and Bangladesh can be given credit for this positive outcome. They have unceasingly lobbied in various international Buddhist conferences and publications in the mass media calling for the establishment of a strong pro-active International Buddhist Organisation that would adopt a trouble shooting approach rather than a showboat approach with a tea party flavor, which has virtually paralyzed and made International Buddhist organizations functionally and politically ineffective in the world arena.

Senaka Weeraratna (Sri Lanka) has been actively canvassing over the last seven years, for the establishment of a League of Buddhist Nations on lines similar to the Organisation of Islamic Co – operation (OIC) or World Council of Christian Churches, with a view to functioning in areas where other international Buddhist organisations, for example, the World Fellowship of Buddhists (WFB) are inactive, weak or silent. He has pointed out that the Buddhist World lacked an effective mechanism to help save a Buddhist Nation or Buddhist community in danger. 

Weeraratna has proposed a remedy in the following words:

Buddhism is part of the national psyche of many Asian countries and such an organisation can serve as a platform to co-operate and promote Buddhism among themselves and others, a mediator in conflicts between Buddhist nations (Thailand/Cambodia), and a pressure or lobby group in respect to countries where Buddhist minorities are oppressed. It would entertain Buddhist grievances and complains with a view to taking up such complains at an inter-governmental level. The OIC and European Union (EU) perform this role currently on behalf of Muslim and Christian communities respectively”,

Weeraratna has further said as follows:

Buddhist Solidarity
There is no International Buddhist forum to listen to the grievances of Buddhists and act on their behalf in world councils. Buddhists vis-à-vis other religions are largely unrepresented or under-represented in UN bodies. As a lobby group, Buddhists are weak internationally. In such context, the world Buddhists must unhesitatingly come together on the basis of solidarity rather than fellowship, and project strength and assertiveness on the international stage, to combat the rising challenges to the very existence of Buddhism in several parts of Asia.

The lack of an effective institutional mechanism that can lend support when a Buddhist institution, Buddhist community or even a predominant Buddhist nation is in danger is a glaring lacuna. We see the lack of substantial networks of support driving threatened Buddhist nations or Buddhist communities into a sense of despair and hopelessness at times of an emergency.

Despite a 2500 year old history that makes Buddhism one of the oldest religions in the world, a worldwide presence that makes it a global religion, and a way of life grounded in wisdom and compassion that attracts the envy of other civilizations, Buddhism still retains its biggest constraint – lack of effective protections. It is a historical and sad fact that Buddhism has lost more territory and space in Asia, its traditional homeland, in the last one thousand years than any other religion. It is also a hard fact that this process continues with no sign of abatement and no effective measures being developed to counter it.”

League of Buddhist Nations – An idea whose time has come

Dr. Bikiran Prasad Barua (Bangladesh) is another advocate of the formation of an International Buddhist Organisation which he has named as the ‘Organisation of Buddhist Countries’ ( OBC), that would function on a footing similar to that of the Organisation of Islamic Co-operation (OIC).  Dr. Barua in fact had a petition in hand gathering signatures in support of the aforesaid OBC on the day of the International Buddhist Symposium of the UNDV ( May 13, 2017) and during the plenary session Dr. Barua stood up and read out a Resolution proposing the formation of a OBA. Unfortunately the moderately failed to call for a seconder to this motion and the matter was unfortunately allowed to lapse immediately without a discussion of this vital proposal.

2)   Methodology shall be evolved to address the challenges faced by Buddhist communities all over the world and encounter them as one community.

Rising challenges to Buddhism

The issue of rising challenges to Buddhism to the extent of undermining its very existence as the pre-dominant religion of traditional Buddhist nations, has hardly attracted much attention in discussions of International Buddhist Organisations, International Buddhist Conferences, or among National Governments in countries with predominant Buddhist populations and corresponding state and constitutional obligations to protect and foster Buddhism.

The solidarity that countries in Buddhist Asia showed towards each other in the distant past (pre-colonial era) has greatly diminished or become non-existent. The sense of kinship of being fellow travellers in the sansaric journey overarched by Buddhist precepts and bonded by common religious beliefs and foundations no longer acts as a reference point to summon or render assistance even between Buddhist peoples in neighbouring countries at times of need”.

There were several speakers who were in support of the idea of developing mechanisms to face challenges confronting Buddhism.

Ven. Shartse Khensur Jangchup Choeden (Himachal Pradesh, India) and currently Executive Director, Geluk International Foundation, Gaden Monastic University, Karnataka, India, expressed optimism in seeing growth of the International Buddhist community and the very fact that 72 countries from four corners of the world were represented  by Buddhists at this Conference, was a cause for satisfaction. When compared to the time when the WFB was inaugurated in 1950, there is a larger world Buddhist community now, and as time passes by mechanisms would evolve to meet the challenges ahead, he said in a reassuring way.

Sati Pasela

One of the Panels had proposed that the Sati Pasela ( School for Mindfulness) conceived and promoted by its Architect, Ven. Uda Eriyagama Dhammajive Thera, the Head and Chief  Kammatthanacariya (Meditation teacher) of the Mitirigala Nissarana Vanaya (founded by Asoka Weeraratna), be included in the final Declaration. It was approved in the plenary session. But unfortunately it was not specifically included as a commitment to be pursued in the Mahanuwara Declaration.

Azan at Buddha Gaya

Senaka Weeraratna made the following remarks:

Prime Minister Narendra Modi has declared the inauguration of a direct flight from Colombo to Varanasi commencing in August 2017 to enable Buddhist pilgrims from Sri Lanka to visit Buddha Gaya ( site of the Buddha’s enlightenment) with a greater ease. While this is much welcomed,  the reality is that the same pilgrims become a captive audience the moment they reach the Maha Bodhi Temple at Buddha Gaya and are forced to listen to the Azan ( call to prayer ) being amplified by newly installed loudspeakers in a recently established Mosque adjacent to the Maha Bodhi Temple, five times a day much against their will. These amplified sounds disrupt the proceedings of the Maha Bodhi Temple, humiliate the Buddhists in the Center of Buddhism, disturb their meditation and indirectly contribute to the widening of the communal gap between the two religious communities”.

Weeraratna proposed that an appeal be made to the Government of India to establish a noise free zone in the environment surrounding the Maha Bodhi Temple at Buddha Gaya, with a strict prohibition on use of loudspeakers and amplified sounds, and that such appeal be included in the final Mahanuwara Declaration.

3)   Setting – up of a Buddhist media network

It was heartening to note that an entire panel discussion was devoted to this important topic. Mr. Prasantha Lal de Alwis, PC., one of the Co – ordinators, of this UNDV 2017 event must be commended for this initiative. He has been raising this issue even internationally. We have to note that the Buddhist voice is relatively speaking largely unheard in the international arena. Buddhist nations which are embattled or threatened by more powerful vested interests have to rely on International news agencies or foreign Television Channels such as BBC, CNN or Al – Jazeera which have different policy objectives and are largely unsympathetic or sometimes even prejudiced towards the Buddhist cause, to air their position. This is an unsatisfactory situation. The time has come for the Buddhist world to seriously consider the inauguration of a Buddhist Television Channel on par with the aforesaid major TV Channels.   In addition a panel comprising  Buddhist Scholars must be established to review Wikipedia entries and correct theological and factual errors in these entries.

Next UNDV  

An Indian Buddhist lady proposed at the plenary session that the next UNDV be held in India to enable Prime Minister Narendra Modi to declare India as a Buddhist country.

The Plenary Session

The plenary session commenced with an address by Hon. Dr. Wijayadasa Rajapakse, Minister of Justice and Buddha Sasana. He distinguished the approaches of the Western Civilization and the Eastern Civilization. The former  placed a heavy emphasis on Law and Justice while the latter emphasized the Dharma, he said. Ven. Dr. T. Dhammaratana (France) acted as the Moderator.

European Buddhists such as Egil Lothe (Norway) and Carlo Luyckx (Belgium) also addressed the plenary session. Carlo Luyckz in particular expressed concern at the dissemination of information in Europe showing Buddhism in bad light due to the troubles in Myanmar. Buddhism is generally reputed as a peaceful religion, but seeing the violence in Myanmar on TV, people have begun to raise questions, he said. There must be a Buddhist organization to clarify the matters and restore the good image of Buddhism, he said.

Ven. Illukpitiye Pannasekera, a Sinhalese monk, now resident in Tanzania and propagating Buddhism in Africa, received a standing ovation when he showed to the vast gathering an African monk from Tanzania, whom he has ordained. There were African Buddhists from Nigeria who also spoke at the Symposium.

A leading prelate from South Korea chanted Buddhist sutras in favour of the work of Ven. Illukpitiye Pannasekera, in Africa. Several speakers including a former senior Diplomat from Malaysia, Mr. Kumarasiri expressed support for rendering assistance to the Buddhist Dalit Community in India.  Dr.  Sunil Kariyakarawana (Buddhist Civilian Chaplain to British Armed Forces) spoke sharing his experience with inmates in prison and how Buddhism has been helpful in their rehabilitation.

In the audience were distinguished personalities from various parts of the world including Professor K.T.S. Sarao (Centre for the Advanced Study of Buddhism, University of Delhi), Dr. Anand Singh (Dean, School of Buddhist Studies, Gautam Buddha University, Greater Noida, Uttar Pradesh, India), Ven.Dr. Ding Hong ( Ling Feng Buddhist Education and Propagation Ltd., China), Ven. Dhammasami ( Oxford Centre for Buddhist Studies), Mr. Padma Jyoti and Mr. Ratna Man Sakya (Nepal), Mr. Goh Seng Chai, Mr. Ang Choo Hong and Ms. Loh Pai Ling (Malaysia) and Dr. Lee Chi-Ran (South Korea).

Buddhist Teachings for Social Justice and Sustainable World Peace

This was the theme of the Conference. The topic of Social Justice was discussed for almost two days without reference to non – human sentient beings, until Senaka Weeraratna brought this matter to the attention of the Symposium. He said that animals were the real victims of the planet earth. They do not conduct wars against humans, they do not carry weapons, have no intention to liquidate humans, or impose their religion or beliefs. They want to live side by side with humans in harmony. But they are imprisoned in zoos and deprived of their freedom. Their ‘crime’ is that they exist and they are destroyed in their millions daily because of the totally false and erroneous view that they have been planted on earth to serve the interests of human beings exclusively.

The Buddha never subscribed to these wrong views. His moral community comprised all living beings ‘ Siyalu Sathwayo’ and the first precept is a moral injunction to prevent harm being any done to any living being. Ahimsa, Metta and Karuna were conceived by the Buddha to protect animals but now when we discuss these enlightened concepts we leave out animals. It was a national shame for Sri Lanka that we have still as the governing legislation a statute enacted during the British era, the Prevention of Cruelty to Animals Ordinance, No. 13 of 1907, where the maximum punishment for a heinous crime committed on an animal is Rs. 100 (less than a Dollar). Even a beggar can pay that amount. There is no deterrent effect in such penalty.      The Animal Welfare Bill must be enacted without any further delay.

Buddhist principles must not be jettisoned or overlooked to reach the goals of the UN, Senaka Weeraratna concluded.

In fairness it must be said that the Government of Sri Lanka, in particular the Ministry of the Buddha Sasana, went to extra – ordinary lengths to provide hospitality of a rare kind to the foreign guests. In that respect Sri Lanka earned the friendship and gratitude of the foreign visitors immeasurably.

To the delight of animal lovers only vegetarian food was served to the participants throughout the Conference thus taking into consideration the Maha Karuna of the Buddha and providing a strong message to the world that the most effective way of sparing the lives of innocent animals was by reducing the consumption of meat and in turn protecting the environment.

Neoliberalism and its impact on the standard employment relationship; Migrant labor issues in Canada

Given the recent expansions in trade both in terms of increased trade liberalizations and the reach of local markets being expanded by a globalized world order, people have increasingly been given the economic incentive to mobilize their labor to jurisdictions that value their labor the most. In Canada, many migrant workers who arrived through the Seasonal Agricultural Workers program have voiced grievances ranging from employers failing to provide safety equipment to denying overtime pay. Live-in caregivers have been subject to sub-par living accommodations and this issue of the precarious nature of migrant employment is significant given that more people are admitted to the labor force through Temporary Employment Authorizations than through permanent residency (238,093 and 235,708 respectively).

The neoliberal response to this influx of migrant labor has caused a policy shift on the Standard Employment relationship which in turn has created the legislative conditions for businesses to depend on precariously employed labor. The implication of this is a sharp increase in Non-Standard Employment Relationships (NSER’s) and the establishment of a multi-tier welfare state. These migrant workers share a grossly asymmetric relationship with their employers since they are tied to a single employer by means of labor permits and immigration status which not only give employers the unilateral power to hire and fire at will but also quells any form of opposition on part of the workers regarding unfair treatment (Choudry& Smith 5). The legislative support for the current state of the migrant employment situation is upheld by Bill 7,49 and 149 of the Employment Standards Act. Bill 7 marked the end of the Employee Wage Protection Program by imposing a wage freeze and the later Bill 49 imposed limitations on the time-frame for registering complaints and capped maximum monetary compensation (Thomas 76). Bill 149 allowed temporary worker agencies to avoid legal culpability for violating employment standards as well (Thomas 81).Under the Employment Standards Actmigrant farmworkers are exempt from protections regulating all rest and eating periods (including daily and weekly rest periods) as well as overtime pay and public holidays. Harvesters are given the same exemptions with the addition of being covered under minimum wage provisions and vacation pay (Thomas 28).

An issue of fairness arises when migrant worker programs are viewed in the light of a neoliberal policy aimed to combat outsourcing by allowing businesses to procure cheap labor locally. Consider that when firms engage in regulatory arbitrage and outsource production to locales that feature lax environmental and/or labor standards, they are not directly penalized as capital leaves Canada and moves to say, India. Yet, people that arrive in Canada seeking employment are not extended the same employment standards and entitlements because the neoliberally motivated state recognizes that the standard employment relationship is not feasible to be extended to migrant workers. Privatization and the assimilation of labor relations to be more flexible and thus ultimately more profitable has been instrumental in the neoliberal expansion of the market. This makes the migrant worker’s already difficult adjustment to a new country and employment condition that much more precarious and in some instances, dangerous.

It is clear that employers are conferred a great deal of power over these migrant workers which allow employers to define the most fundamental working conditions such as wages, working hours and job duties. This has allowed employers to acquiesce these migrant workers through subcontracting, threat of dismissal/delay and deportation (Koo & Hanley 40). Workers who are under these conditions would rather bear the abuse and precarious nature of their employment than be unemployed and facedeportation.

Therefore, I suggest the establishment of a non-profit NGO for this multifaceted problem. By establishing an ad-hoc labor communion by means of an NGO it would not only be able to monitor these migrant workers on a case by case basis but also gain enough leverage by unifying these widely dispersed persons to equalize the asymmetric relationship they share with their respective employers. These migrant workers already pay taxes for employment insurance and healthcare which they are not eligible for, and although it is a considerable barrier- with enough support this proposed NGO would be able to divert some of that revenue the government receives to fund their operations. That is an overly hopeful prospect, but I believe it is possible if enough salience is drawn to this issue.

Statement on Sri Lanka on Anniversary of end of War

Dear Sir:

I refer to your statement of May 18,2017 on the eigth anniversary of the end of the war in Sri Lanka.

I note that you extend your deepest sympathy and support to Canadians of Tamil descent. You seem to be ignorant that there are other Sri Lankans in Canada who also have votes, who are the real victims of the Tamil terrorist war in Sri Lanka which was funded by Tamil Canadians with the help of all political parties, particularly the Liberal party, whose members of Parliament including ministers, helped to fund terrorism in Sri Lanka for thirty years. Your sympathy and support to Canadians of Tamil descent is therefore indicative of your support for terrorist sympathizers. That was a contribution that Tamil Canadians made to Canada, making it a supporter of the most ruthless terrorist group. Tamil terrorists killed thousands with Canadian help. According to you it was a great contribution!

Please consider these FACTS rather than Tamil terrorist propaganda in Canada.

The war was by Tamil terrorists against the Government and people of Sri Lanka. The real victims were all Sri Lankans who you seem to have no consideration for in your support of Tamil terrorism just to get Tamil votes in Canada. Your support to Canadian Tamil supporters of terrorism is therefore abhorrent to anyone who does not support international terrorism and all Sri Lankans who were terrorized.

Sri Lanka does not need international investigators, prosecutors and judges. Would you call for international investigators, judges and prosecutors to investigate Canadian issues? How did the Canadian Government react to the death of one person killed by the FLQ?

The victims of Sri Lanka’s war were Sinhalese, Muslims and Tamils. It is also a fact that the Tamil terrorists, the LTTE, killed Tamils indiscriminately to the end. They also killed Sinhalese and Muslims as they slept, prayed, in their places of work, trains, buses etc. using suicide bombers. The Tamils invented the suicide bomber vest and had special brigades of suicide bombers. They killed the Prime Minister of India, who incidentally was their one time friend and ally to get votes in Tamil Nadu, India, a President of Sri Lanka, ministers of the government and anyone who crossed their path regardless of ethnicity.

Your statement addressed to Tamil Canadians only, ignoring all others from Sri Lanka is also racist and discriminatory. Before you make these statements merely to get the “Canadian Tamil vote” in Canada, may I suggest that you get more balanced, accurate  information rather than Tamil terrorist propaganda and not antagonize non-Tamil Canadians from Sri Lanka. Sri Lanka does not need your continued discriminatory support to prolong the suffering caused by Canadian support of Tamil terrorism. May I remind you that it was a Tamil Terrorist War.

An open letter to the Sri Lanka High Commission in Canada  regarding Statements in Canadian media that are highly damaging to Sri Lanka’s interests.

The following letter was sent to the Sri Lankan High Commission in Ottawa recently when a CBC broadcast  stated  the following about refugees sent back to Sri Lanka. This is about  Sri Lankan refugees in Hong Kong who had sheltered  the Wiki-Leaks journalist Snowden.

There’s good reason to believe that they will be arrested on sight. They will be detained, tortured and most likely killed. …”.

It is indeed true that many pro-LTTE NGOs as well as organizations like Human-Rights Watch have claimed that ethnic-Tamil Sri Lankans who are refugee claimants when sent back to Sri Lanka face arrest and torture, but here the claim is extended to refugees who are ethnic-Sinhalese Sri Lankans. At a time when the government is claiming GSP-plus status in Europe with its presumably improved human rights record, this type of statement, if false, needs refutation. If this is true, then the human-rights situation in Sri Lanka has not improved one iota.

The Sri Lankan High Commission has replied to this letter stating that it is awaiting instructions from Colombo. Hence we make this letter public in the hope that it would influence the Sri Lankan Foreign Ministry officials and also influence the Prime Minster himself to review the human-rights situation with serious concern.

In effect, please note  that this letter should not be regarded as a critique levelled at the Sri Lankan High Commission in Ottawa  par se, but a wake up call to the Foreign Ministry and the Government in its general failure to meet this type statements against Sri Lanka that occur all too frequently in Western media.

The Ambassadors and High Commissioners are supposed to be men and women who have had much experience and training in their diplomatic careers, and should be given the appropriate authority to make statements in regard to such matters without undue delay, and when the matter has caught public opinion, rather than their having to wait for Colombo to react.

Highly inaccurate and damaging remarking against  Sri Lanka uttered by Montreal lawyer Seguin on “As it Happens”, Monday 15th,  2017.

I wish to draw your attention to the highly defamatory remarks against Sri Lanka made by the Montreal lawyer Mr. Seguin on the CBC program “As it happens” at around 7:15 pm, 15 May 2015.  Mr. Seguin, representing some Sri Lankans in Hong Kong who had been denied refugee status there, alleged that the Sri Lankan government will in all likelihood murder these individuals if returned to Sri Lanka. In listening to the radio program I got the impression that the lawyer also alleged that the Sri Lankan government had even deployed extra-judicial means to harm these people even while they are in Hong Kong.

These refugees had provided lodgings and cover to Mr. Snowden and they are being sought by the US, and not by Sri Lanka. Sri Lanka has every reason to be happy with  Wiki leaks as they have revealed the true situation contradicting some of the unfounded allegations that have been levelled against Sri Lanka by some organizations who are unhappy about its victory over terrorism.

The only reason why the refugees should not be sent back to Sri Lanka is because  Sri Lanka might hand them over to the US,  unable to withstand US pressure. Instead of stating that danger, Mr. Seguin made what most Sri Lankans believe to be false, unsubstantiated allegations against Sri Lanka itself; these are immensely detrimental to Sri Lanka’s reputation. This is of course not the first case that would-be refugees to Western countries and their lawyers have made such false claims against Sri Lanka. I am aware that High Commissioners and Consul Generals had intervened and filed their objections when this sort of thing happened in the past. This is a high-profile case and it is essential that this case be taken up. In fact, this is entirely in line with the government’s effort to secure GSP-plus in Europe on the basis of the improved human-rights record of the country. Hence one should not allow lawyers trying to gain an advantage to their clients to sully Sri Lanka’s reputation.

Hence I invite you, Sir, as the accredited representative of Sri Lanka in Canada, to take it up with Mr. Seguin, the CBC, and the program “As it happens” and ask for air time to clarify matters. But of course you may have already done so and I hope you would let the community of Sri Lankans and ex-Sri Lankans residing in Canada know about it.

Mr. Seguin has every right to advance the circumstances of his clients, but surely not by vilifying other innocent parties. I think most Sri Lankans also feel that everything must  be done in favour of these valiant people who came to the help of Mr. Snowden. But the Threat on the refugees is from the US and its agents, and the possibility of the refugees being handed over to the US.  That is what Mr. Seguin should have expressed.

SNOWDEN REFUGEES

Guest: Marc-Andre Seguin

JD: They helped Edward Snowden find shelter. And now, seven refugees in Hong Kong could lose their shelter. The Hong Kong government has formally rejected the asylum claims of the three families who assisted Mr. Snowden in 2013, when he was on the run. The families are from the Philippines and Sri Lanka and their identities came to light last year when the Oliver Stone directed a biopic Snowden” was released. Now, a group of lawyers in Montreal is urging the Canadian government to accept them as refugees in Canada. Marc-Andre Seguin is one of the lawyers representing the refugee families. We reached him in Hong Kong earlier today.

CO: Mr. Seguin, why has the Hong Kong government rejected the asylum claims of these three families?

MARC-ANDRE SEGUIN: Well, from the get go the odds of having an asylum claim successfully adjudicated in Hong Kong or extremely low. Historically Hong Kong has had a 0.36 per cent acceptance rate since 1992. Now more precisely, our clients have been specifically targeted by the Hong Kong authorities even though they entered Hong Kong years apart from one another and filed claims that were different in nature as well. Their claims were rejected on the exact same day. This is not something that is normal. This does not happen. And we believe that that is for political reasons first and foremost.

CO: Are the political reasons because they gave shelter to Edward Snowden?

MS: That’s certainly one of the reasons. Their profile ever since it has become known in the general public since last September is that they provided shelter to Mr. Snowden when he was in Hong Kong. They’ve been at the center of a significant media attention and have been thrust onto the world stage. Because of that they present a security interest in Hong Kong. They’ve been interrogated by the police ever since their assistance to Mr. Snowden has been known. Despite the fact that that assistance was lawful at all times because Mr. Snowden was not a fugitive in Hong Kong he was lawfully on Hong Kong territory and there was no mandate for his arrest. But despite that, they’ve been specifically targeted and interrogated without any regard to the basis of their original claims for why they came to Hong Kong in the first place. We’re talking about people who have been in Hong Kong in some cases as far back as the early 2000s. So the Snowden factor has certainly been important. What’s also important is that they have essentially become the very public illustration of Hong Kong’s very poor treatment of asylum seekers in violation of international law. And for this have become an embarrassment for Hong Kong must be discarded no matter the consequences.

CO: Last September, we spoke with Robert Tibbo, who is a lawyer you’re working with. He also represents Mr. Snowden. He was looking for a way to help Mr. Snowden as he made his way out of the United States. And Mr. Tibbo is the one who set up this plan to have the refugees in Hong Kong offer Mr. Snowden a place to hide.

MS: To understand the context of this you have to understand that the asylum-seeking community in Hong Kong is a very special group. And one of the most ostracized segments of the Hong Kong population. And when they first saw Mr. Snowden they saw him as one of their own. And their act of compassion was one of solidarity towards a fellow asylum seeker. And to this day they have not regretted it. The one thing that they could not predict was that the role that they played would be depicted in a major Hollywood production. Ever since 2013, and up until September of 2016, nobody knew about this specific chapter of Mr. Snowden’s stay in Hong Kong. And our clients certainly did not disclose that.

CO: But at the same time, these people were willing to give him shelter. And our understanding when we’ve done this story in the past is that they didn’t know who Mr. Snowden was and they certainly didn’t know what kind of heat it might bring on them. Do you think that they should have been better informed by any of the lawyers trying to help Mr. Snowden that they might be putting themselves in jeopardy?

MS: Well, in all fairness no one at the time had an idea of what type of heat might come of this. This was presented in the documentary Citizenfour”, but also in Oliver Stone’s production. What happened, at the end of the day, after Mr. Snowden made these revelations to Laura Poitras and Glenn Greenwald is they went back to sleep. They didn’t go into hiding. So if they couldn’t have a full understanding of what would happen next how could our clients know without even having any further information than even the principal protagonists?

CO: But do you think that more should have been done to protect them from their identities coming out as they have? From becoming these public figures who are now probably going to be deported and split up with their children, but became recognizable on the streets of Hong Kong. Do you think that somebody should have done more to protect them?

MS: Well, a lot was done to protect them. It’s important to remember our clients and their legal representatives never sought this type of attention and for three years, our clients were very successful in keeping a low profile.

CO: So now what we are faced with is that these people — seven of them — possibly to be deported back to. One is to the Philippines, others to Sri Lanka and they may even be split from their children. So what can you possibly do at this point to get them someplace safe?

MS: There is the Hong Kong work that Mr. Tibbo is doing and that that’s to appeal the decisions. So what we’ve done was file refugee petitions to Canada for all three families. We received confirmation that the petitions that we filed have been transferred to the Canadian visa office here at the Canadian consulate in Hong Kong. Now, we simply hope that they’ll look at the fact that our clients were rejected, that they could be subject to deportation and that they’ll understand also that because of these rejections our clients can now be arrested by immigration authorities, detained and be separated from their children while their appeal is processed.

CO: And you’re also playing beat the clock aren’t you? You only have a few weeks to make this appeal. What happens if your clients are deported back to the Philippines or to Sri Lanka?

MS: There’s good reason to believe that they will be arrested on sight. They will be detained, tortured and most likely killed. Because of their very public profiles, it will be impossible for them to return to their home countries unnoticed. Very clearly local authorities over there will be expecting them and will have a security interest. Si Lanka’s Criminal Investigation Department has dispatched officers on Hong Kong territory to try and locate and possibly harm our client right here extra judicially. And the CID has also been to the houses of our client’s family members back in Sri Lanka. So there’s a lot of reason for concern.

CO: All right. We will leave it there. We will follow this story. Mr. Seguin, I appreciate speaking with you. Thank you.

ත්‍රස්ථවාදයට එරෙහිව වසර 26 ක් තිස්සේ රාජ්‍ය නායකයින් 5 දෙනෙකු යටතේ ශ්‍රී ලංකා හමුදාවන් කල සටන 2009දී සාර්ථකව අවසන් කොට එල් ටී ටී ඊ ය මුලින් උපුටා දැමීමේ තීරණාත්මකය සාධකයක් වූයේ විදේශ බලවේගයන් හමුවේ නොසැලුන මහින්ද රාජපක්ෂ ජනාධිපතිවරයාගේ අභීත නායකත්වයයි.

ශ්‍රී ලංකිකයින්ගෙන්ම සමහරක් දෙනෙකුට කිසිදින නොවැටහුනු, එමෙන්ම බොහෝ දෙනෙකුට අමතක වුනු මේ සත්‍යය මනාව පැහැදිලි කෙරෙන පරිච්ඡේදයක් මෙම යුද්ධයට රාජ්‍ය තන්ත්‍රික මට්ටමින් ඍජුවම සම්බන්ධ අත්දැකීම් ලබා ඇති ඉන්දීය රජයේ හිටපු විදේශ ලේකම් වරයෙකු වන (2006-2009) ශිවශංඛ මෙනන් මහතා විසින් පසුගියදා එලි දක්වන ලද ” ඉන්දියාවේ විදේශ ප්‍රතිපත්ථියේ ඇතුලන්තය’ ( CHOICES- Inside the Making of India’s Foreign Policy ) නැමති පොතෙහි දක්නට ඇත.

මෙම පොත ත්‍රස්ථවාදයට එරෙහි ශ්‍රී ලංකා රජය කල යුද්ධය පිලිබඳ පැහැදිලි අවබෝධයක් ලබා ගන්නට කැමති සෑම කෙනෙකු විසින්ම කියවිය යුත්තක් වන්නේ එය ලංකාවේ දේශපාලනයෙන් පරිබාහිරව සිතන ඉන්දීය රාජ්‍ය තාන්ත්‍රිකයෙකු විසින් තමන්ගේ අත්දැකීමද උපයෝගී කරගෙන ලියන ලද්දක් නිසාය.
මෙම ග්‍රන්ථයේ 4 වන පරිච්ඡෙදයේ ” බලය වැඩකරයි – ශ්‍රී ලංකාව ද්‍රවිඩ ත්‍රස්ථවාදය නිමකරයි” යන මාතෘකාව යටතේ ශිව ශංඛ මෙනන් මහතා විසින් ලියා ඇති සමහරක් වැදගත් කරුනු පහත සඳහන් කෙරේ. මෙතැන් සිට භාවිත වන්නේ ඔහුගේම වචන හා ශෛලයයි.

( උපුටා දැක්වීම ) 2009 යුද්ධය අවසාන අදියරට පැමිනෙමින් තිබෙනා කාලයේ ඉන්දීය රජය මහින්ද රාජපක්ෂගේ රජය සමඟ ඉතා සමීප හා නිරන්තර සම්බන්ධතාවක් පවත්වාගෙන ගියේය. ඒ ශ්‍රී ලංකාවේ උතුරේ තත්වය ඉන්දියාවේ දේශපාලනයට තමිල්නාඩුව හරහා ඍජු හා දැඩි බලපෑමක් එල්ල කල නිසාය. ඉන්දියාවේ පාර්ලිමේන්තු මැතිවරණය 2009 මැයි මස පැවත්වීමට නියමිතව තිබුන අතර එවකට බලයේ සිටි කොන්ග්‍රස් පක්ෂයට තමිල්නාඩු ප්‍රාන්තය දේශපාලන වශයෙන් ඉතා වැදගත් විය.

රාජ්‍ය තන්ත්‍රික මට්ටමෙන් ක්ෂනිකව අදහස් හුවමාරු කර ගැනීම සඳහා මීට පෙර කිසිවිටක ශ්‍රී ලංකාව හා ඉන්දියාව අතර ක්‍රියාත්මක නොවු ක්‍රමවේදෙයක් මේ වන විට දෙරට විසින් සාර්ථකව භාවිත කෙරෙමින් තිබුනි. එය අප හැදින්වූයේ ‘ත්‍රිත්ව සම්බන්ධීකරණ ක්‍රමවේදය ‘ කියාය. මේ යටතේ වගකිවයුතු කුඩා කන්ඩායමක් ලෙස කටයුතු කිරීමටතීරණ ගැනීමේ හැකියාව හා බලය තිබෙන තිදෙනෙකු බැගින් දෙරට විසින් නම් කර තිබුනි. ඉන්දියාව පැත්තෙන් මෙය නියෝජනය කලේ ඉන්දීය රජයේ ආරක්ෂක උපදේශක එම් කේ නාරායන්,ආරක්ෂක ලේකම් විජය සිං හා විදේශ ලේකම් ශිවශංඛ මෙනන්ය. ශ්‍රී ලංකාව නියෝජනය කලේ ආර්ථික සංවර්ධන අමාත්‍ය බැසිල් රාජපක්ෂ, ආරක්ෂක ලේකම් ගෝඨාභය රාජපක්ෂ හා ජනාධිපති ලේකම් ලලිත් වීරතුංගය.බැසිල් රාජපක්ෂ හා ගෝඨාභය රාජපක්ෂ දෙදෙනාම ශ්‍රී ලංකා ජනාධිපති මහින්ද රාජපක්ෂගේ සොහොයුරන් වීම මෙම ක්‍රමවේදය සාර්ථක වීමට මූලික හේතුවක් විය. ඒ ඔවුන් විසින් ගනනා තීරණ පසුව වෙනස් නොවන අවසන් තීරණ වීමය. අවශ්‍යතාවක් පැන නැගුන විට ජනාධිපති වරයාට ඍජුවම කතා කිරීමේ හැකියාවද ඔවුන්ට තිබුනි. ඉන්දියාවේ පැත්තෙන් ඉහත කී තිදෙනාට අමතරව එවකට සිටි විදේශ අමාත්‍ය ප්‍රනාබ් මුඛර්ජී මහතාද මෙම සම්බන්ධීකරණයට බොහෝ විට එක්විය. ඉන්දීය අගමැති මන් මෝහන් සිං මහතාව නිරන්තරයෙන් දැනුවත් කිරීමට මෙම කන්ඩායම වග බලා ගත්හ.
‘ත්‍රිත්ව සම්බන්ධීකරණ ක්‍රමවේදය ‘ නිසා මීට පෙර ශ්‍රී ලංකා හා ඉන්දියා රජයන් අතර යුද්ධය සම්බන්ධයෙන් පැවති අනවබෝදය සහමුලින්ම වාගේ නැති වී ගියේය. අප කන්ඩායම නිරන්තරයෙන් මුන ගැසී සාකච්ඡා කල අතර 2009 මුල කාලයේ බොහෝ දිනවල රාත්‍රිකාලයේ ඉන්දීය ගුවන් හමුදායානයකින් අප ලංකාවට පැමින සාකච්ඡා පවත්වා පැය කිහිපයකට පසු නැවත ඉන්දියාවට යාම සිදුවිය.විදේශ අමාත්‍ය ප්‍රනාබ් මුඛර්ජී මහතාද බොහෝ විට අප සමග පැමිනි අතර ජනාධිපති මන්දීරයේ පැවත්වූ සාකච්ඡාවලට ජෙනරාල් සරත් ෆොන්සේකා වැනි ජේශ්ඨ නිලධාරීන්ද පැමින සිටියහ.

මේ සාකච්ඡාවලදී ඉන්දියානු නියෝජිතයින්ගේ මූලික අවධානය යොමුවුයේ යුද්ධයට කොටුවී සිටින සිවිල්වැසියන්ගේ ආරක්ෂාව සලසන්නේ කෙසේද යන්න පිළිබඳවය. ත්‍රස්ථවාදයට එරෙහි යුද්ධය සම්බන්ධව දැඩි ස්ථාවරයක සිටි ශ්‍රී ලංකා ජනාධිපතිවරයා මෙම කරුනේදී ඉතා සංවේදී විය. සිවිල් වැසියන් සිටින ප්‍රදේශ වලට ගුවන් ප්‍රහාර එල්ල නොකිරීම, බර අවි යොද පහර නොදීම, යුධ මුක්ත කලාප නම් කිරීම, සිවිල් වැසියන්ට ඉවත්වීම සඳහා විශේෂ කොරිඩෝවන් ලබාදීම වැනි යහපත් තීරණ මේ සාකච්ඡා වලදී ගැනුන නිසා ඉන්දීය රජයට මහත් පහසුවක් දැනුනි. පොරොන්දු වූ දේවල් ඒ අකාරයෙන්ම ඉටු කිරීමට රාජපක්ෂ රජය සැමවිටම වගබලා ගත් බවද සඳහන් කල යුතුය.

රාජපක්ෂවරු කිසිවිටක එකඟ නොවුනු කරුණක් වූයේ එල් ටී ටී ඊ නායකයින් පණපිටින් අත්ඩංගුවට ගෙන නඩු පැවරීම සඳහා වූ අන්තර්ජාතික යෝජනායි. එසේම යුද්ධයට අන්තර්ජාතික මැදිහත් වීමකට ඉඩ ලබාදීම ඔවුන් සහමුලින්ම ප්‍රතිශේප කලහ.

යුද්ධයේ අවසාන භාගයේ නෝර්වේ රාජ්‍යය හා ඇමෙරිකාව යුධ විරාමයක් ලබාගැනීමට බොහෝ වෙර දැරූහ. ඔවුන්ගේ පැහැදිලි අවශ්‍යතාව වූයේ අනාගත ප්‍රයෝජනය සඳහා එල් ටී ටීය විනාශ වෙන්නට නොදී ගලවා ගැනීමයි. මතුපිටින් නොපෙන්නුවද ඉන්දියාවේ තත්වය මෙයට වෙනස් විය. ප්‍රභාකරන් වෙනුවෙන් එලිපිට කතා කල තමිල්නාඩුවේ දේශපාලන නායකයින් පවා දැන සිටි කරුනක් වුයේ ප්‍රභාකරන් ජීවත් වුවහොත් යම් දිනක ඔහු තමන්ගේ ජීවිත වලටද අනතුරක් විය හැකි බවයි. ඒ නිසා හිත යටින් ඔවුන්ද බටහිරට දන නොනමන මහින්ද රාජපක්ෂගේ දැඩි ස්ථාවරය අනුමත කරන්නට ඇත.

26 වසරක යුද්ධය ශ්‍රී ලංකාවට බොහෝ අනර්ථකාරී ප්‍රථිපල ගෙන් ආවේය. ආර්ථික වශයෙන්වූ හානිය පමනක් ඇමෙරිකානු ඩොලර් බිලියන 200 ඉක්මවන්නට ඇත ( රුපියල් බිලියන 30,000ක්) . ලක්ෂයක් පමන පිරිසක් යුද්ධයෙන් මියගියහ. ඒ අතර ඉන්දියානූ සාම හමුදාවේ 1,155 ද වේ.

යුද්ධයේදී මහින්ද රාජපක්ෂගේ සොහොයුරු ආරක්ෂක ලේකම් ගෝඨාභය රාජපක්ෂ විශේෂ කාර්ය භාරයක් ඉටුකලේය. ජනාධිපතිවරයා යුද්ධයේ වගකීම බාර දී තිබුනේ ගෝඨාභයටය. හිටපු හමුදා නිලධාරියෙකු වූ ගෝඨාභය යුද්යයේ අවසාන වසර කිහිපයේ සියලූම වැදගත් හමුදා තනතුරු වලට අදාල පත්කිරීම් හා යුධ තීරණ වලට නායකත්වය සැපයුවේය. ඔහු මේ කාරණය සම්බන්ධව ගෞරවය ලබා ගැනීමටද මැලි නොවන බව ‘ගෝඨාගේ යුද්ධය’ නැමති පොත පරිශීලනය කරන්නෙකුට පෙනෙනුඇත.

මට පෙනී ගිය කරුනක් වූයේ ලංකාවේ ආරක්ෂාව පිලිබඳ ඉතා පැහැදිලි දැක්මක් හා උනන්දුවක් ගොටාභය රාජපක්ෂට තිබුන බවයි. ඔහුගේ මතයන් බොහෝ විට අපගේ මතයන් හා සැසදුනි. මහින්ද රාජපක්ෂ ආර්ථික සංවර්ධන ක්‍රියාවලියට චීන සහාය බලාපොරොත්තු වූ නමුදු ඔහු අපට දුන් පැහදිලි පොරොන්දුව නම් ශ්‍රී ලංකා චීන සබඳතා කිසිවිටක ඉන්දියාවේ ආරක්ෂාවට තර්ජනයක් වීමට ඉඩ නොතබන බවයි. මෙහිදී ගොටාභයගේ සහතිකය ඉතා වැදගත් විය. 2014 මා විදේෂ ලේකම් දූරයෙන් ඉවත්වන තුරු කිසිවිටක ශ්‍රී ලංකාව රාජපක්ෂවරු ඉන්දියාවේ ආරක්ෂාව සම්බන්ධව දුන් පොරොන්දු කඩ නොකල බව මට කිව හැක.

මෙහිදී සඳහන් කල යුතු තවත් කරුනක් වන්නේ ශ්‍රී ලංකාව කිසිවිටක ඉන්දියාවට තම රටේ ආර්ථිකය හෝ ආරක්ෂාව පිලිබඳ සම්පූර්ණ අයිතිය පැවරීමට සුදානම් නොවුනු බවයි.ඉන්දියාව පෙන්වා චීනයෙන් ආයෝජන ලබා ගනීමත්, චීනය පෙන්වා ඉන්දියාවේ අවදානය ලබාගැනීමත් ශ්‍රී ලංකාව දක්ෂ ලෙස කල අතර එහි කිසිදු වරදක් මම නොදකිමි. ඔවුන් එසේ නොකරාවියැයි සිතීමට තරම් ඉන්දියාව මෝඩ නොවිය යුතුය.

මා දන්නා තරමට යුද්ධයෙන් පමනක් ත්‍රස්ථවාදය අවසන් කල එකම රට ලංකාව විය යුතුය. යුද්ධයකදී ජීවිත හා දේපල හානි වැලක්විය නොහැක.මෙහිදී ඇසිය යුතු ප්‍රශ්නය නම් විවිධ අවස්ථාවල සාමය සඳහා ප්‍රයත්න දරමින් යුද්ධය 26 වසරක් ඇදගෙන යැම නිසා වූ හානිය යුද්ධයෙන් වූ හානිය හා සම කල හැකිද යන්නයි.

2009 දී ශ්‍රී ලංකාවේ යුද්ධය නිසා ඉන්දියාවටත් ලෝකයේ ත්වත් බොහෝ රටවලටත් යම් තීරණ ගන්නට සිදුවිය. ලෝකයටත් අපටත් තිබුන ගැටලුව වූයේ දෙශපාලන හේතු මත හෝ මානුෂික හේතු මත ශ්‍රී ලංකා රජය විසින් කරගෙන යන ලබන වැඩපිලිවෙලට ඇඟිලි ගසනවාද නැත්නම් ඔවුන්ට ඔවුන්ගේ කාර්යය කරන්නට ඉඩහැර බලා ඉන්නවාද යන්නයි. ප්‍රජාතන්ත්‍රවාදී රටක් වශයෙන් අප මේ දෙකටම අතරමැද ක්‍රමවේදයක් මගින් සියලු දෙනා සතුටු කිරීමේ අසාර්ථක ප්‍රයත්නයක නිරතවුනෙමු. ප්‍රතිඵලය වුයේ අපට කිසිවෙකු සතුටු කරන්නට නොහැකි වීමයි. දේශපාලනයේදී සියලු දෙනාම සතුටු කල නොහැකි බව මින් යලිත් පෙනී යයි.

ශ්‍රී ලංකාව පිලිබඳ ගැටලුවකදී අවසාන තීරණය ගත යුත්තේ එම රටේ අවශ්‍යතා මත මිස අන්තර්ජාතික සබඳතා හෝ අන් රටවල විදේශ ප්‍රතිපත්ති මත නොවේ. 2009 දී ශ්‍රී ලංකා රජය කිසිදු විදේශ බලවේගයකට ගැති නොවී ස්වාධීනව තම රටේ අවශ්යතා වෙනුවෙන් පෙනී සිටියේය.

අප සියලු දෙනාම අද පිලිගත යුතු සත්‍යය නම් එල් ටී ටී ඊ යෙන් තොර ශ්‍රී ලංකාව වඩා හොඳ රටක් බවයි. එම තත්වය උදාකරගැනීමට ඉන්දියාවද සහාය විය. ( උපුටා දැක්වීම අවසන් )

මේ පොත කියවූ අයෙකුට පැහැදිලිවම පෙනී යන කරුණනම් කලාපයේ බලවතා වන ඉන්දියාව හොඳින් තබාගැනීම වෙනුවෙන් තම රට දේපල හෝ වෙලඳ අයිතිවාසිකම් පාවාදීමක් අවශ්‍ය නොවන බවයි. කොන්ද පණ ඇති රජයකට මේ කිසිවක් අහිමි කර නොගෙන ඉන්දියාව සමඟ සුහද රාජ්‍යතාන්ත්‍රික සබඳතා පවත්වාගැනීමට හැකි විය යුතුය.

GALLE FACE –FACE OF OUR ISLAND ??

I was doing my early morning walk in Galle Face Promenade on next day after Wesak and noted that the whole promenade was full of garbage stewn everywhere.Next day I see the CMC garbage truck collecting only cardboards and some plastics which can be sold ,leaving heap of rotting wet garbage on the side.

From Galle  face hotel looking magnificent ,many foreigners come out to walk and pass the stinking mess.

Today 7 days after Wesak  today I noted that  the garbage still lying full of crows ,even attacking the walkers. SLPA which has company called Sri Lanka Ports Management Services which  charges stall owners for  occupying the stalls  and also running  a stinking toilet has turn blind eye to the state of the Galle Face. Before the Wesak I was almost manhandled by Presidential Security for crossing the walking exercise of HE the President who may have seen the mess during last few days

I saw yesterday Hon Minster of Tourism also passing by making faces about the Stink .He did not even bother to take any action.

I remember when President Premadasa calling me late evening when I was heading a corporation about appalling condition of Hamilton Canal Bank and Garbage and inquired why we have not taken action. By  next day morning area were cleared .

If this garbage cannot be cleared, how CMC and Megapolis can handle 1000 tons of garbage in Colombo ?

My point is why  CMC.SLPA.Megapolis.Tourism Board ( round the corner ) .Galle Face Hotel Management and even Air force Personnel doing regular Exercises cannot spend little money and deploy some manpower and get rid of this eye sore ??

නන්දිකඩාල් ජයග්‍රහණය ගැන ශ්‍රව්‍ය දෘෂ්ටි පටයක් ඇති බැවින් වැඩිමනත් ලියන්න අවශ්‍ය නැහැ. ඒ පටයට විනාඩි පහළොවක් පමණ කාලයක් ගත වන්නෙ. නන්දිකඩාල් ජයග්‍රහණයෙන් අප අත්පත් කරගත් දේ බොහොමයි. ඒත් ඒ ජයග්‍රහණය සඳහා අවුරුදු විසිපහක් පමණ මතවාදී තලයේ කළ සටන බොහෝ දෙනා දන්නේ නැහැ. දන්න අයත් කියන්නේ නැහැ. ඒ සටන කළ අයට තැනක් නැහැ. ඔවුන් කොන් කෙරෙනවා. ජාතික ව්‍යාපාරය ගැන එතරම් හොඳක් කියන්න බැහැ. එහි අකෘතඥයන් වැහි වැහැලා.

මේ නිවට ආණ්ඩුව නන්දිකඩාල් ජයග්‍රහණය සමරන්නේ නැහැ. මියගිය අය සිහි කරාවි. එය මිය ගිය රණවිරුවන්ගේ ඥාතීන් කොහොමටත් කරනවා. නන්දිකඩාල් ජයග්‍රහණයට දේශපාලන නායකත්වය දුන්නේ මහින්ද රාජපක්‍ෂ. ගෝඨාභය කළමනාකරණයට උර දුන්නා. රණවිරුවන් සටන් කළා. මෛත්‍රිපාල සිරිසේන මහින්දගේ ඇමති මණ්ඩලයේ සාමාජිකයෙක්. බටහිරයකු වූ රනිල්ට කොහොම වෙතත් මෛත්‍රිපාලට අවශ්‍ය නැද්ද ජයග්‍රහණය සමරන්න.

නිවට ආණ්ඩුව නන්දිකඩාල් ජයග්‍රහණය සමරන්නේ නැති වුවත් ශිවාජිලිංගම් සතියක් පුරා ඊනියා ජනසංහාරයක් සමරනවා. ඔහුට එතරම් සෙනගක් ඇද ගන්න බැහැ. එහෙත් ජනමාධ්‍ය ඒ බව වාර්තා කරන්නේ නැහැ. ජනමාධ්‍ය වාර්තා කරන්නේ ශිවාජිලිංගම්ට මහා සෙනගක් ඇති බව ජනතාවට ඒත්තු ගැන්වෙන ආකාරයට. ඡායාරූප වාර්තා පළකරන්නේත් ඒ අයුරෙන්. ශිවාජිලිංගම්ලා දේශපාලනයෙහි නිරත වන්නේ ජනමාධ්‍යවලට පින් සිදුවන්නට.

ශිවාජිලිංගම් වැනි හත්අට දෙනකුගේ නායකත්වය ගැන කළ යුත්තේ කුමක් ද යන්න පඬියන් නිවට ආණ්ඩුවට උපදෙස් දෙනවා ද? ජනමාධ්‍යයේ පඬියන්ට කළ යුත්ත කියන්න අප කවුද? ඔවුන් විශේෂයෙන් ම ප්‍රවෘත්ති සංස්කාරකවරුන් නොදන්නා දෙයක් නැහැ. ඔවුන් වැඩියෙන් කතා කරන තරමට හොඳයි. එවිට ඔවුන්ගේ නොපැසුණු බව ප්‍රේක්‍ෂකයන්ට වැටහේවි.

අප නන්දිකඩාල් ජයග්‍රහණය නොකළා නම් ආර්ථික සම්බාධක, ජී එස් පී +, එල්ලුම් ගස්, විදුලි පුටු ආදිය කිසිවක් නැහැ. සියලු මානව අයිතිවාසිකම් ප්‍රශ්න ඇති වුණෙ ප්‍රභාකරන්ට ලංකාවෙන් බේරිලා යන්න මහින්ද රාජපක්‍ෂ ඉඩ දුන්නෙ නැති නිසා. මහින්ද ප්‍රභාකරන්ට පැන යෑමට අවසර ඉල්ලා සිටි බටහිරයන්ට අමතක නොවන පාඩම් ඉගැන්නුවා. විජය නම්බියාර්ට නැවක් ගෙනැවිත් ප්‍රභාකරන් රැගෙන යෑමට ඉඩ දුන්නේ නැහැ. බටහිරයන් හා ඉන්දියාව  එහි පලිය රාජපක්‍ෂලාගෙන් ගැනීමට බලාගෙන ඉන්නවා.

දෙමළ ජාතිවාදය සම්බන්ධයෙන් බටහිරයන් මුල සිට ම අනුගමනය කෙළේ සිංහල බෞද්ධ සංස්කෘතිය විනාශ කිරීමේ ක්‍රියා මාර්ගයක්. ඉන්දියාව කොටින්ට හා වෙනත් ත්‍රස්තවාදීන්ට ආයුධ පුහුණුව ලබා දුන්නා. ඔවුන්ට අවශ්‍ය වූයේත් අවශ්‍ය වන්නේත් ලංකාව ඔවුන්ගේ ප්‍රාන්තයක් හෝ දෙකක් හෝ කරගන්නට බැරි නම් මෙරට ඔවුන්ට ගැති නිවට ආණ්ඩු පවත්වාගෙන යෑම. ඉන්දියාවෙන් බේරීමට අප චීනයේ ගැත්තන් විය යුතු නැහැ. චීනය අපට ඇති විශේෂ ලැදි කමක් නැහැ. ඉන්දියාවට විරුද්ධව චීනය ගැනීම තවත් ඉඟුරු දී මිරිස් ගැනීමක් පමණයි. චීන ගැත්තන් එසේ නොවේ යැයි කියාවි.   

මෝදි හොඳ මිනිහෙක් නොවෙයි. ඔහු බෞද්ධ විරෝධියෙක්. ඔහුගේ දේශපාලනයේ මුලදි ඔහු ආර් එස් එස් සංවිධානයේ සාමාජිකයෙක්. පසුව භාරතීය ජනතා පක්‍ෂයේ සාමාජිකයෙක්. ඔහු බමුණු හින්දු මතධාරියෙක්. ඔහු ලංකාවට ඇවිත් ධම්මපදයෙන් පාඨයක් කිව්ව ම මෙරට බෞද්ධයන් රැවටෙනවා. මෝදි ලංකාවට ආවෙ වෙසක් මුවාවෙන් ව්‍යවස්ථාව සම්මත කරවන්න. එට්කා ආදිය ද්විතීයිකයි. ප්‍රධාන කරුණ ව්‍යවස්ථාව. සයිටම් ගැන පෙළපාලි යන තරුණ හාමුදුරුවරුන් ව්‍යවස්ථාව ගැන නිහඬයි. ජ වි පෙ, පෙරටුගාමී ආදී කසිකබල් අවලංගු මාක්ස්වාදී පක්‍ෂත් ව්‍යවස්ථාවට එකඟ වේවි.

නන්දිකඩාල් ජයග්‍රහණයෙන් පසු 1833 බෞතීස්ම කරන ලද දෙමළ ජාතිවාදී දේශපාලනය පරාජය කෙරුණා. හමුදා මෙහෙයුම් කියන්නෙත් දේශපාලනය. අප ඒ බව කොතෙක් කීවත් කිසිවකු සවන් දෙන්නේ නැහැ. අපට නන්දිකඩාල් ජයග්‍රහණය නීති පොතට, ව්‍යවස්ථාවට, ඇතුළත් කර ගන්න බැරි වුණා. එහි විපාක අද විඳින්න සිදු වෙලා. ඉන්දියාවට රාජපක්‍ෂලා සම්පූර්ණයෙන් ම දේශපාලනයෙන් ඉවත් කරන්න අවශ්‍යයයි. එහි දී ඔවුන් ජී එල් පීරිස් යොදා ගන්නවා. නන්දිකඩාල් නීති පොතට ඇතුල් කිරීමට ජී එල් විරුද්ධ වුණා.

WHITHER SRI LANKA? CAN THE SRI LANKAN’S THINK?

Sri Lanka before colonialism exhibited a society that showed religious tolerance, communal harmony and acceptance of economic migrants. Was it not King Senerath who gave refuge to the Muslims in the east when they were discriminated by the Portuguese? Was it not the Sinhalese who gave refuge to the Catholics in wahakotte when the Dutch persecuted them? Thousands of economic refugees be it fisherman, Cinnamon peelers and toddy tappers were graciously accepted and even given areas in the Buddhist temples to worship Hindu gods. Ironically today the most pious Buddhists are from these communities.   The only destabilising factor was the devastating Indian invasions and occupations that were overcome by marrying into Indian royalty. Even today the remnants of Hindu Kovils for the Queens is seen in the big temples of Kandy such as Lankathilake.

With such a great inheritance today the country is divided on communal, religious and class lines. And the country is in dire straits.

COLONIAL PERIOD

As a subjugated colony the colonial power deprived the majority of their rightful place in society. They were deprived of a English Education the medium of the public service, Took over land by a waste lands act of the Sinhala Buddhists and sold them to Sinhala Christians from families like the Bandaranaike, Obeyseakera etc. to use them as a tool against the poor Sinhala Buddhists masses. Economically pauperised they were also deprived of leadership as the men over 16 years of the Aristocracy were killed by the British after the Uva Wellessa uprising. The Sinhala land was divided into 9 provinces in such a manner that the Sinhala people, were ethnically marginalised by the establishment. This was following the Col Brook Commission around 1829.  The original TRI SINHALE was destroyed.

Economicaly destroyed after the UVA Wellassa Rebellion deprived of their land and education  and their religious order impoverished by the temple lands act the Sinhala Buddhists were the main group subjugated.

This pauperised group were suddenly given power after 1948 that led to what was a rebellion in 1956, which lacked foresight and vision that has led to the present predicament.

PRE INDEPENDENCE

With great nationalists such as D B Jayethileke. F R Senanayake, E W Perera started what was a very buddhistic social policies of Free Education and free health . even 2 measures of rice free for the poor. Unfortunately the very noble principles are gradually eroded as a part of the Legacy of the evil J R Jayawardena.

INDEPENDENCE IN 1948

With out bloodshed Sri Lanka obtained its independence from colonialism on the back of Indian Independence. The advice of the Colonial Governor Lord Soulbury to a macaulaite first prime minister was never to appoint a Sinhala Buddhists into positions of power if they wish to survive. Thus it took almost 15 years before a Sinhala Buddhist army commander was appointed longer for the other two forces the Navy and the Air Force. Thus the seeds of disharmony was created using men who had been brain washed by a Christian education system.

 

CONTINUATION OF THE COLONIAL PRINCIPLE OF DIVIDE AND RULE and MIGHT IS RIGHT

Although Sri Lanka achieved Independence in 1948 from the day of independence the colonial cancer of divide and rule persisted with the Christian Chelvanayagam demanding a federal state and G G Ponnambalam a Tamil demanding fifty fifty for 12% of the population. His hypocrisy was very obvious  when he accepted a ministers post and with that died the unfair demand for 50-50. The Tamils who were the handmaidens of the colonial power felt that they will be deprived of a privileged position. The converted Sinhala Christians had the same complaint.

The Sinhalese Buddhists who were 70% 0f the Population deprived of an education, as the education system was open only to Christians.  Even the Sinhala Buddhist elite had to become Christians to obtain an education. Thus the free education system was born. In 1956 the converted Christian S W R D Bandaranaike came into power by using the pent up forces of the Sinhala Buddhists of the discrimination of 200 years.  He came into power using the Pancha Balavegaya of the farmers, workers,etc on a slogan of implementing Sinhalese as the State language in 24 hours. His hypocrisy was such he saw to it that his daughters went to a catholic school and learnt English an international language. Having misled the Sinhala population into believing wrongly that Sinhalese would be able to cater for the needs of the future generations. His philosophy  gave impetus to the Christian Tamil Chelvanayagam to shout of discrimination and cause further disruption of the inter communal harmony. The Muslims at the time did not have any power be it economic or in numbers. They joined the Sinhala majority and gradually built up their educational and economic power in their build up to the present state. Bandaranaike was assassinated by a Buddhist monk in 1958.

Thus started the cancer of divide and rule and the colonial mentality of might is right of the political class which has now ended up with the gradual enlistment of the illiterate Thugs and Criminals.( Half of the MPs have no GCE Qualification).

Democratic form of government

Democracy that was hailed as the answer to all ills is an absolute failure. To begin with there is no democracy in the main parties. There is no proper mechanism to elect leaders. It was Anura Bandaranaike first, Namal Rajapakse the next all geared to Family Bandisma and nepotism. There is no proper mechanism of progression dependent on the quality of the Leader. Leaders of today lack character, Vision, and are unproved entity. Once in power they have done nothing to benefit the people except to pauperise the people with foreign and local debt. Generations have been sacrificed to debt and destruction. Essentially they have become leaders of a predatory government and a predatory society who has left the majority of people down trodden with no hope for the future. They are sent by these decrepit leaders to the Middle East as Slaves whose death rate is higher than in Sri Lanka. The daily abuse of these poor workers are a disgrace to the country and its leaders. On that alone they are disqualified as leaders.

THIRTEENTH  AMANDMENT AND THE POLITICAL IMPLICATIONS

Thirteenth amendment at the instigation of geo political interests of India is a disgrace and an insult to the sovereignty of people of Sri Lanka. Signed much against the will of the Members of Parliament and the people held to ransom by resignation letters is a disgrace to the democratic process in this country. The promise of referendum was never held instead it legalised the Sinhala Buddhist ethnic marginalisation of the colonial power. The only protest against this hegemonic action of India was the attack on Rajiv Gandhi by a naval rating who is much admired.  To this present day none of the four Presidents of Sri Lanka has made any attempt to redeem the insult to the people of this country and  has legitimised J R Jayawardenas illegal and undemocratic action.

Instead of redeeming the insult to the people , the  political parties have filled the provincial council with thugs and criminals who have used their privileged position to high jack and corrupt every activity of the provincial council. With it went the standards of health care, Education, Forestry and every social activity has been compromised.  The provincial councils are added burden on the people of this country and is a white elephant and should be banned. This will be a thorn on INDO SRILANKAN relationship for decades.

THE LEGACY OF J R JAYAWARDENA

Up till 1977 sri lanka endeavoured to carry out a balanced economy with a degree of frugality living with in its means. It was 27th in the league of well being in the world in the world today according to international assessments 25% of the people are living in a dire state.

Background of J R Jayawardena

J R Jayawardena  got a well deserved nick name as Yankee Dickie and  has been the cause of all evil in this country. Born to a family according to Dr James Rutnam from a Tamil immigrant from colombothurai who made a fine art of the mechanism of  yours obedient servant progressed from a servant at Governor  Driebergs house to becoming  a part of British Aristocracy  in the process changing religion from a Hindu to a  member of the Dutch reform church  to an Anglican and later to becoming a Buddhist. Dr Rutnam comments that if ever this country was controlled by Muslims he would have been a muslim. Dr Rutnams final words were Men like this are dangerous and  if ever this man became the leader of sri lanka” he said God Save Sri Lanka” Dr Rutnams  prediction in around 1958 was spot on! JRJ made one mistake . He said he will achieve a Dharmishta society but what he meant was a Adharmishta society .

Yours obedient servant is now a policy of the government. Political appointees to public servant mostly unsuitable candidates who will follow the political advice right or wrong, car permits for public servants, Ministerial positions, cars for politicians to buy favours for the ruling class is the policy. The best example of the subservience to the politicians is best expressed by the videoed dialog between the Inspector General Of Police and a politician. The poor man only did not go on his knees. This is the power of subservience that the politicians have on public servants. An independent public service with fairness and efficiency have become robots for the dirty work of the Politicians. Democracy, the rule of law, Justice and fair play are now only words.  No one can go against the Politicians. Recently the Chief Justice was unceremoniously ejected out of her position as she disagreed with the politicians. Even the opinion of the Mahanayake was ignored and races held in the precincts of the Maligawa with half naked women dancing. The politicians care too hoots for any body be it the Buddhist prelate or not.

The poor whose meagre earnings are gradually dwindled by commissions such as the Police commission etc. which do not serve a purpose except to  show the world the perfect Democracy we have. This is another fraud by the ruling classes imposed on the country.

MECHANISMS OPEN FOR LEGITIMATE GRIEVANCES

There is no way for the people to have their grievances addressed in most occasions with out the intervention of politicians. What ever the pros and cons of the grievances of the JVP and LTTE are there is no mechanism to deal with it. The Police are absolutely corrupt the judiciary is so slow that it can last a lifetime. The public service is resistant to any grievance. Their modus operandi is quite simple. No response to any request. Recently I had to get a report from the police commission even the Presidential secretariat was ignored. This is the state of arrogance and unaccountability of the public service.  The ultimate result of the youth is violence as they are frustrated by the arrogance and the inefficiency of the whole of the public service. The result is many decades of war, social disruption and death of about 200000 Tamil and Sinhala youth, disruption of society and economic disruption. Added of course the outside influences that use the destabilisation to imprint their geo political interests. It is said that after a war there is an army of widows, army of disabled and an army of corrupt that has come to roost in Sri lank. The worst is the rise of corrupt criminals in the Political field after the LTTE war.

OPEN ECONOMY

  Let the Robber Barons come JRJ said” to which his Permanent Secretary had commented Sir, you will make Barons of Robbers”

Barons have come robbed the nation left it with an environmental disaster, economic mess and indebted the country from 500 million in 1977 to 80 billion Dollars in 2017. The Poor people are sold to slavery in the Middle East, every educated person is running away from the country and the Public service is in dire strait as explained the country is virtually run by illiterate criminals.  Sri Lankans are paying the price of ignoring the quality of its elected Leaders.

True to his nick name Yankie Dickie followed the advice of the IMF and World Bank to the letter. His pedigree of yours obedient servant  and a white worshipper helped the IMF and WB  to use him to achieve a open economy to enslave the people in this country.

OPEN ECONOMY

First thing he did was to devalue the currency so that he could sell the best commodity he had to slavery of the open economy. He devalued the currency from Rs 5.5 to Rs 16 to the dollar. 300% devaluation but the public servants were given a meagre rise in salaries. The IMF and the World Bank virtually ran the economy. Thus started the commission based economy, reduction is subsidy of the health care, education and vast development programs with no consideration to the environmental damage and a consumption based economy that was essentially solving the economic problems in other countries as the country was going down the precipice of debt.  The middle classes were living it up drinking whisky and going for dances paying thousands of Rupees. Thus the government fritted away the wealth of the country whilst giving the people a false sense of well-being. The educated class gradually started moving away to greener pastures from the sinking ship allowing the country to be run by illiterate men with no vision as time went on others joined the Boat people to countries like Australia. The ruling illiterate class was quite happy as the public servants etc. followed the J R Jayawardena principle of yours obedient servant. These public servants who were attracted by the new kind of life style of educating their children abroad, foreign travel etc.  Entrenched in the corrupt predatory commission based economy. Alas the country suffered. Men of class left its shores and left the poor to the present predicament.

Aim of IMF and World Bank

Encourage a world market based on the monopoly money created by the Dollar based banking system. Its aim is to establish a unitary system of economics so that smaller powerless nations are absorbed into this unitary system, there assets sold and sovereignty of the nation to be dissolved into debt and destruction of its environment. The trading agreements are to entrap nations into this system where by parliaments loose the power to change them for decades. Thus whilst encouraging a system of consumption economics that lacks interests to develop the local economy. Sri Lanka will loose its sovereignty and a chance to choose its path of development. Recently in Quebec the parliament could not change the environmentally damaging programme of a foreign company because of a trade agreement. One has to only look at the policy created by the sri Lankan government in the policy of regaining Sri Lanka. Although the policy has been pursued by governments since few decades at the instigation of the IMF and World Bank immaterial of the party in power vast areas of jungle land has been opened without due consideration of the environment and health sold to individuals and foreign companies. The infra structure development is to sell the citizens to slavery as all corporations will be going for cheap labour.

The other is a megacity project that destroys the rural economy that is the mainstay of any country. The megacity projects only look at the short-term benefits of increased employment and financing an economy based on a housing bubble and debt. The transport. Utility and health care issues are ignored. These projects are created to entrap these unaffordable projects into debt and on the longer-term slavery.

This neo colonial agenda is pursued by the IMF and The World Bank is observed by the yes obedient relicts of J R Jayawardena selling the birth right of the people to foreigners whilst pocketing the commissions. The commission based economy and this corruptive practice is another legacy of the yours obedient servant JRJ.

The final aim is to divide the world into a super power controlled economy and regional powers. India is the regional power who is part of the world wide project and hence needs to be evaluated with care. There interests in manintaining the communal divide is another form of control. Sri Lanka needs to  Beware of the trogon horse.

Social Effect

Any economic model must be based on wealth creation and social stability. The majority of the country depends on agriculture and therefore the sector must be improved by helping in the development of the industry. Today the main stay of agriculture water the life giver has been converted to a vehicle of death and destruction by projects like mahaweli. Etc. A short term policy at the advice of the foreign consultants who have absolutely no idea of the environment and the thinking processes of the Sinhala people. In essence the rulers have no proper water resource policy, fertiliser policy and even any idea of the  results of genetically modified plant introduction.

The growth of the non productive consumption economics have created a minority based enriched class that has grown at the expense of the majority. Money is broadly borrowed in the name of all the citizenry is given to a minority to make money out of a non-productive economy. The productive economy of agriculture is marginalised paid poor remunerations for their products. This has created communal disharmony and has led to violence in the recent past.

In this new economy the poor have got poorer rich have got richer and at the end of the day the market system will not be able to sustain itself as the markets will shrink with the poor not participating in the market. Today the market system is maintained by borrowing from a much-liquidised monetary system by printing and borrowing. The poor are much in debt and before long they will start to default, the banks will not be able sustain it self with out cooking the books. Ultimately the banking system will become another burden on the people as we have seen in the west in 2008. There trillions of dollars was put into the economy calling it quantitative easing, reduced interest rate to steal from the savers whereby we have realised with time the poor have got poorer and the rich richer. In USA 1% of the people own 70% of the wealth in that country that has created extremism that threatens the whole system. Sri Lankans tackle the problem by selling the country to the Indians and Chinese and of course the IMF that is ruling this countries economy. What right has the leaders got to sell the birth right of the people when they are only elected for five years.  This is an effect of the yours obedient servant to the IMF who has a well-organised plan for neo colonial system.

It is only possible if the leaders are unaccountable. In SRI Lanka the President cannot be legally taken to court during his tenure. Another trick of JRJ the cunning fox at the expense of the people. He boasted that he only could not change a man to a woman and vice versa but he could do every thing else. No wonder none of the so called power hungry  leaders don’t want to change the constitution. This unaccountability is at the expense of the people. What good has this policy brought to the people of this country in the last 40 years?

THE OPEN ECONOMY AND RELIGEOUS PRACTICE

The temple was the source of controlling the rulers by getting them to observe the Dasa Raja Dharmaya in the past. Today the temple is also gradually infiltrated and destroyed by a p[political class that has made the temple follow the principle of yours obedient servant. They have lost the purpose of serving society. They are at the behest of the Politicians who have bribed the hierarchy by donating cars etc thus emasculating the power of the temple. Ordinary priests have to work and conduct money making rituals such as Katina pinkamas to maintain the temples. The obligations to society takes a back seat.

The  economic non viability made so by the British who took over there property and sustenance by the temple lands act.  The Maligawa property was also to be taken over but Sir P Ramanathan took the matter up in the state council and prevented it. In fact it is said that the British taxed the gold casket of the temple of the tooth but  one Obeyeseakera retrieved it by paying the tax.

It is sad that none of the Leaders who patronise the temple for political gain has ever thought of compensating the temples for the take over of the lands and sustenance and elevating the temple to safeguard the rights of the people.

THE RULE OF LAW

The rule of law is non existent. The police is absolutely corrupt and is the hand maiden of the politicians. The subservience was pretty apparent in the recent videoed dialog between the IGP and a politician. The IGP saying some one was not going to be arrested. How can one even think of the rule of law if the IGP behaves this way. If ever one goes to the police the inefficiency and practising rules of made up by the officer in charge. The countries rules are not practices in most cases . The corrupt practices of the police are such that people have no choice but to take the law into their hands and is one of the causes of violence in this country. Any complaint to the IGP is either not responded or response is with partial analysis and no legal basis. A recent letter of complaint by me against a senior superintendent of Police of fraud had been sent to a junior officer for investigation with no documents that was attached.  The assistant who could not understand anything asked me what it all meant. This is the state of the police and a letter demanding an explanation from the IGP is not addressed.

The judiciary is slow , inefficient that it has made a mockery of the Law and Order in this country

The Bar is unaccountable by a practice of proxies. Advice from the bar in most occasions is geared to not solving but prolonging the case. The bar is so corrupt that with the Police is the cause of long standing cases. The judiciary ,the bar and the police lacks the discipline for the protection of the citizenry. An area the corrupt rulers are quite happy as they control the police and gets away with blue murder.

SECURITY

Security of Sri Lanka cannot be separated from the sub continent. The security cannot be on the basis of yours obedient servant to India. It is for the mutual benefit of the two countries.

 

OPEN ECONOMY AND DISTRUCTION OF THE ENVIORNMENT AND RURAL ECONOMY

Control the oil, and you control nations. Control the food, and you control the people.” – Henry Kissinger

The citizenry is exposed to new diseases by deforestation , pollution of air by megacity projects and pollution of water with toxic products imported based on commissions . For instance Dengue is a result of change in biodiversity and deforestation. It has not come from air. Short sighted policies based on unplanned economy that has been based on commission based development by the political class. The cancer rate in sri lanka has doubled in 7 years , People are suffering from kidney disease  as a result of the uneducated ruling class. This is a vast subject that cannot be addressed in this comment.

The investment based on megacity projects have deprived the Rural Economy of investment. The western province alone gets 50% of the GDP that deprives the rest of the country . The consequences and its social impact is never addressed. The agriculture based rural economy will be devastated that soon we will need to import more food fro abroad. There goes the second saying of Kissinger control food and you can control the people.

The energy policy dictated to by the present rulers is to sell that to India  and with it goes one of the first saying of Kissinger . Control nations control energy (oil, electricity)

Thus the world economy will control both the energy and food thus the dependence and the loss of the independence.

Economic independence cannot be achieved with out a viable rural economy.

Subsidy on education ,healthcare etc were reduced at the instigation of the IMF but does it make any sense if you spend billions of Rupees on education abroad. Many of them do not even return home. Reduced subsidy  has had a detrimental effect on the education standards in sri Lanka. Are the rulers thoughtless?

CONCLUSION

Sri Lanka is still a colony with the people much worse off than under colonialism. At least then we were not in debt.

Some signs of iron deficiency or anaemia in the body

People just and drink but sometimes do not care if they are eating healthy food. Iron is an important element in the blood. Each haemoglobin protein is made up subunits called hemes, which are what give blood its red colour. More specifically, the hemes can bind iron molecules, and these iron molecules bind oxygen. The blood cells are red because of the interaction between iron and oxygen.

Some signs of iron deficiency

Some people easily feel tiredness and lack of energy and this might be a sign of lack of iron in your blood, further they might experience short breath and heart palpitations, dizziness  pale skins. Not only these signs there are few others such as, these symptoms, unusual weakness and fatigue, poor concentration, brittle nails,  recurrent infections, breathlessness and always feeling cold. If anyone shows these kinds of signs, it is better to consult your doctor to check about the iron deficiency.

There are plenty of food that are rich in iron

Red meat, pork and poultry, seafood and beans. People always eat vegetables such as spinach which is a rich source of iron. Then the dried fruits, such as raisins and apricots. Iron-fortified cereals, breads, pastas and peas. There are plenty of food other than the above list, that include clams, liver, sunflower seeds, nuts, beef, lamb, beans, whole grains, dark leafy greens (spinach), dark chocolate, and tofu. Tofu is a food made of condensed soy milk that is pressed into solid white blocks. It originated in China, and the process is quite similar to how cheese is made.

Why iron is important

Iron is an essential mineral used to transport oxygen to all parts of the body. A slight deficiency in iron causes anemia (fatigue/weakness), and a chronic deficiency can lead to organ failure. Conversely, too much iron leads to production of harmful free radicals, and interferes with metabolism, causing damage to organs like the heart and liver. So one cannot ignore the iron deficiency in the body. How about some more food that are rich in iron. Squash and Pumpkin Seeds, Liver (Chicken), Seafood (Oysters, Mussels, Clams), Nuts (Cashew, Pine, Hazelnut, Peanut, Almond), beef and Lamb (Lean Chuck Roast), beans and pulses (White Beans, Lentils).

There is a place called Bataleeya” along Kandy Colombo road that sells nothing but cashew nuts. As an additional attraction, they are sold by local beauties called Kaju kello”. One cannot tend to forget to miss the place if you travel by car or by bus because of the special fragrance of the roasted cashew nuts.

As mentioned above, iron is an essential nutrient, without iron, blood cells have difficulty in transporting oxygen to your muscles and cells, and you may easily become fatigued.

Why not learn how to increase your body’s ability to absorb iron.

The human body typically absorbs iron from dietary sources. In order to absorb the iron, you must consume it through food or supplements. Vegetarians, young children, pregnant women, and individuals with certain chronic illnesses may be at increased risk for poor iron absorption or inadequate iron levels. Certain foods are naturally high in iron and can be regularly incorporated into the diet to increase the amount of iron you absorb. Even vegetarians who eat high quantities of fortified grains and iron-rich vegetables can still suffer from iron deficiencies. The form of iron found in plants is more difficult for the body to absorb, but combining them with foods or drinks that contain vitamin C can increase absorption levels.

Taking Iron Supplements

Speak with a health professional about iron supplements. Iron needs vary during different stages of life and for men and women. Young children, adolescents experiencing growth spurts, menstruating women, and pregnant women often have elevated iron needs. Many infants are given iron supplements or fed iron-fortified formula to achieve adequate iron levels. Anaemic individuals or people taking antacids also may require iron supplements to ensure adequate intake. Your doctor can help you decide whether you need additional iron supplements.

In most cases, adequate iron intake can be achieved through the diet or through a standard multi-vitamin. Pregnant women taking prenatal vitamins may already be receiving iron supplementation.

Get tested for iron deficiency. In many cases, a simple blood test can give immediate feedback on your current iron levels and alert you to a potential deficiency. To confirm an actual deficiency or anaemia, additional blood tests must be conducted. These can help determine whether the deficiency is caused by inadequate intake or another medical condition. The people most at risk of iron deficiency are pregnant women, infants and young children, women with heavy menstrual bleeding, frequent blood donors, and people with cancer, gastrointestinal disorders, or heart failure. HAND SANITISER IS CREATING SUPERBUGS, NOT DESTROYING THEM

It’s 5.30pm. You’re on the tube, and it’s saturated with that damp warm air that marks the transition from spring to summer. Everyone is tired, grubby from traffic fumes and just a little bit sweaty. You go to grab a pole because as usual there are no empty seats when UGH! Unholy horror! The pole comes pre-moistened with the sticky fingerprints and mysterious bodily fluids of your fellow humans. Shuddering, you open the zippy pocket on your bag and take out the emergency bottle of antibacterial hand sanitiser you keep for emergencies such as this…

STOP RIGHT THERE. BACK UP A SPACE (DO NOT PASS GO, DO NOT COLLECT $200).

BBC London released a video on social media a few days ago which reported that microbiologists from London Metropolitan University have discovered 95 different microbes on the London tube system, 9 of which were superbugs – microbes resistant to most conventional antibiotics. Cue frantic commenters crying gross!”, and advising their friends to be clean freaks and carry hand gel.

HOWEVER, in terms of our health as a population, this is the last thing we should be doing. For you, it’s as simple as applying that chilly green goo, waiting for it to sanitise your skin and then waiting for it to evaporate, along with all your dirty problems. But for the bacteria on your hands, they have just been just targeted by an antibacterial agent, most commonly triclosan – an antibiotic which works by attacking the cell membranes. Unfortunately, this means there is a very strong selection pressure for the toughest of these bacteria to survive. These little triclosan-impervious bastards will multiply (survival of the fittest) and form a superbug on your hands, and no amount of green goo is going to get rid of it.

Eventually, scientists are going to run out of antibiotics that actually work, because people have bathed in antibacterial hand gel 24/7 and inadvertently made the sequel to Nasty Bacteria – Super Duper Nasty 2: The Revenge. And then we are seriously screwed. Antibiotic resistance is without exaggeration one of the most serious threats facing humanity right now. Think the Dark Ages, but with more Snapchat coverage.

But hang on – aren’t we going to get sick anyway without the green goo to protect us from all those ghastly bacteria? The answer is for the most part, no. Unless you are elderly, have a severely weakened immune system, or are a new born baby, your immune system will take care of it – that’s what it’s there for.  For most of history, our ancestors survived without hand sanitiser. Those that didn’t probably wouldn’t have benefited either, as clean hands wouldn’t have prevented the bubonic plague.

In fact, by using triclosan-containing products, you’re only making things worse for yourself. By attempting to shield yourself from the microscopic horrors of the urban world, you’re leaving your immune system as strong as a piece of cooked spaghetti. With hand gels doing all the bacteria-killing, the immune system doesn’t get a chance to fight anything itself. Therefore, when it is inevitably exposed to bacteria (which it will be if you ever want to go outside), it won’t have been primed by previous exposures. This means you could end up getting much sicker than you would have done without its use.

Way back in 2007, researchers from the University of Michigan School of Public Health found a strong link between the overuse of antibacterial soap in children and the risk of developing allergies. They hypothesised that when our immune systems are raised in more sterile environments, they become hypersensitive to allergens that they haven’t encountered before.

So what should you do? Should you roll in dirt and run free through the countryside? Start eating garbage? Not quite. But you can’t go wrong with some good old fashioned soap and water, a method wholeheartedly endorsed by the Centres for Disease and Prevention in America, and the NHS. Not only does the scrubbing action required for soap and water do a better job than the more superficial hand gels at removing bacteria, but unlike soap and water, sanitisers are known to be very drying on skin, leading to cracks and breaks that provide the ideal conditions that all sorts of germs would love to live in.

Most importantly, soap does not contribute to antibiotic resistance, because it contains no antibiotics. Alcohol hand-rubs as used in the NHS are also an option, as the alcohol sanitises in a different way to Triclosan by dissolving the whole organism rather than targeting part of it. This means it shouldn’t lead to bacterial resistance. However, most people like to buy the alcohol-free Triclosan gels as ironically, they believe alcohol can be drying.

The USA Food and Drug Administration (FDA) has very recently decided to ban the sale of handwashing products containing antibiotics, specifically Triclosan and Triclocarban, citing a high risk of antibiotic resistance. Sadly, the UK has yet to catch up. A recent petition to the government to ban Triclosan from UK products only managed to reach a pathetic 18 signatures before the General Election was called and all petitions were halted, which really shows how unaware most of us are when it comes to knowing what’s in our everyday products.

The bottom line is, dump the antibacterial hand gel and pick up a bar of soap. You’ll be doing yourself, mankind, and modern medicine a world of good.

Majority of Sri Lankans still remember and honour the War Heroes who defeated LTTE Terrorists

Nowhere in the world do we hear of countries scrapping their Victory Day celebrations just because the feelings of the vanquished is hurt. The Allies still celebrate victory not bothered whether it upsets Germany or Japan. No country will ever scrap a Victory over terrorists but Sri Lanka becomes an exception under this government who are courting and flirting remnants of the Tiger Inc in a laughable bid to reconcile with terrorists. We take this opportunity to run through some facts.

 

LTTE and Tamil militancy are inextricably linked to objectives to destabalize Sri Lanka by multiple elements, players with a plethora of objectives.

 

The Tamil high castes used Tamil militancy to advance their own agendas to reign supreme over the low caste Tamils. The links to LTTE and Tamil elitist politics as well as India obscures and blurs the distinction between Tamils & terrorists. What needs to be clearly identified is that the demands made by LTTE and TNA are virtually the same. Demands made by India claiming to be mediator was to use their initial puppet to secure advantage over Sri Lanka geopolitically and strategically. This requires any government to investigate TNA for links to terror and remove TNA from mainstream politics if they are using political cover-up to achieve what the terrorists in arms strived to do.  

 

India that helped arm, train and finance Tamil militancy secretly training groups of unemployed Tamil youth, did so with the intent to use the ‘Tamil’ card to use as a ploy to give India the ‘right’ to interfere in Sri Lanka’s internal affairs claiming India was looking after the interests of people who were originally from India. The second stage of that objective has now been launched with the arrival of the Indian PM to address only the estate laborers imported from South India during colonial rule. The Tamil card becomes an unbreakable umbilical chord with India eternally using ‘national defense’ as reason d’etre to interfere in the internal affairs of Sri Lanka after helping create the problem.

Evidence to support India’s guilt of sponsoring terror is in the Jain Commission report following the assassination of Rajiv Gandhi, the affidavits confirming Indian soil was used as a training ground, memoirs and books written by former Indian envoys, IPKF heads, retired Indian military personnel and diplomats.

 

The other foreign involvement came via a plethora of Western countries where LTTE had their offices and who used Tamil/Indian diaspora to garner votes for western politicians in exchange for their support of a Tamil homeland. With no shame western politicians were seen atop LTTE stages, signing petitions on behalf of LTTE eelam demands and even travelling to LTTE events and speaking as chief guests. Even former US presidential candidate had taken funds from LTTE sources, UN bodies had also been compromised as they too had been working with LTTE front charities. But then again UN has been so compromised that the country that has lists of violations against women is today the champion of Women’s HR rights and the UN was forced to remove that country from its list of violators after it threatened to stop all funds to the UN. Therefore, money buys what happens inside the UN is nothing for any of us to be surprised about.

 

Evidence of Western double standards include not taking action against Adele Balasingham now living in UK for training LTTE child soldiers and even instructing them to commit suicide by biting the cyanide capsule. Allowing LTTE to use London as its international head quarters. Silence and inaction against UK MPs who have been regular attendees at LTTE front events even after UK banned LTTE. Apart from a handful of arrests, even investigations by metropolitan police on LTTE operatives have not arrested the key LTTE players who had been providing material support and raising funds for LTTE over the years. In fact, State premises are being used by these LTTE fronts for their events!

 

Let’s all realize that Prabakaran and his merry men would be no ‘internationally feared’ rebel force without guns and ammunition supplied to them that at times outmatched what the national army was given. Where were these arms coming from is as important as who were paying for the arms and this was never investigated and culprits living overseas on foreign passports arrested for that material support given that LTTE was banned by the very countries that continue to harbor LTTE fronts & their heads who are continuing their struggle politically given that they have financially and voter-wise helped this government come into power. The US inaction against UNSC 1373 banned LTTE front TGTE and its head is a case in point of the double standards that prevail.

 

While India must take blame for starting armed militancy, the west stands guilty of allowing that armed militancy to grow and giving their lands to be hiding grounds for material/fund raising as well as to harbor runaway LTTE cadres over the years. It has now come to light that there are firms training Tamils to enact a drama when being interviewed for refugee status and Tamils are paying to be bodily harmed with a doctor endorsing that the wounds are recent and committed by the Sri Lankan Army. This is a mass money making endeavor that is yet to be investigated though the British authorities are well aware of it. Money has silenced a lot of international agencies, players and statements but has caused unnecessary loss and death of both civilians, armed forces and even Tamils who had been forced into becoming part of that terrorist movement. While a handful of people were thrown into the battle ground the rest of the Tamils used that as an excuse to claim discrimination apply for refugee status and live abroad.

 

Peace talks – that failed

§  April 1989 – June 1990 direct talks between GOSL and LTTE

§  October 1994 – peace talks initiated by President Chandrika

§  January 1995 cessation of hostilities but LTTE began violence in April

§  December 2001 – unilateral ceasefire declared by Ranil W

§  February 2002 – cease fire agreement between GOSL and LTTE – 3 rounds of peace talks failed

 

All those who have been chirping that Sri Lanka must return to the negotiation table must first realize the futility of these talks and ceasefires that have been taking place since 1985. No one came up with any solution while the LTTE continued its murderous ways killing not only civilians, army personnel but even Tamils and their own cadres. Had the 32 nations had banned the LTTE taken action to stop the LTTE fronts from raising funds that purchased the arms and ammunition Prabakaran and his men would not have become as deadly as they did.

 

It is unfortunate that the very countries that have illegally invaded, after cooking up false stories and making false propaganda and destroyed nations and made their citizens destitute in their own homes are claiming to champion human rights and bringing resolutions against Sri Lanka in the UNHRC. It is hilarious and ironical that these countries who have shameless records of killing and destroying nations are using their power in the halls of the UN to steer puppet UN officials against Sri Lanka and its military. The farce has been such that calls for investigation against the Sri Lanka army on LTTE dead completely ignores the 3000 missing Sri Lankan soldiers. Despite the UN and UNSG as well as the international community making official statements during the height of the conflict to release civilians kept as human shields/hostages and firing on them while fleeing the LTTE have never taken measures to question how many the LTTE killed in the final battle. The UN is yet to reveal how many LTTE cadres died in battle (in civilian/uniform), how many Tamils LTTE killed, how many civilians took part in hostilities and got killed and without making this differentiating every dead is being credited to the Sri Lankan Army. Moreover, without a dead body or even a skeleton, how can the Sri Lankan Army be accused of murder?

 

Having said that even the arrangements that were made to accept fleeing Tamils were laughed and referred to as ‘internment camps’ with the mainstream media shamelessly lying and distorting the facts.

 

Let us remind all that upto 2015 following the West’s illegal interventions in Iraq there are 3.3million internally displaced, in Libya the figure is now 417,123, while in Syria the figure is a staggering 6.6million. Where is the UN and UNHRC demanding action against the West and giving them deadlines on resettling them? These hypocrisies reveal what a farce human rights placards raised by the West and the UN are. We can see how the EU is using human rights as benchmarks to give unilateral concessions which they can revoke any time but force countries to pledge commitment to open their sovereignty to these Western countries to interfere in.

 

What makes the victory on 18 May 2009 great is

 

·         Sri Lankan Forces were up against a terrorist force that was indirectly backed by powerful countries and armed by a LTTE diaspora that was making USD300m annually in profits the money which is now being used to buy over foreign and local politicians and decision makers.

·         While carrying out a military operation the Sri Lankan Forces simultaneously engaged in a humanitarian rescue operation that saved close to 300,000 people (which included LTTE cadres in civilian clothes)

·         Those pointing fingers at the Sri Lankan Army have yet to explain why the army would save 300,000 people yet kill numerous guestimate figures for which they do not even have a dead body or skeleton to substantiate their claim.

·         A successful rehabilitation program was launched and many LTTE cadres were rehabilitated while the over 500 child soldiers were given a presidential amnesty and they have completed their studies, launched their careers and reunited with their families.

The fault of the previous government however was not to take action against all those that supported LTTE over the years by initiating an official investigation against them that needed to investigate the TNA, local NGO heads, local media heads, UN officials, foreign MPs, LTTE diaspora and their groups etc for their role in LTTE terror and demanding through diplomatic channels that foreign governments take action against them using their country laws as LTTE remains banned in their countries.

 

However, 8 years on we still proudly remember the men who sacrificed their today for our tomorrow and enabled us to live without bombs and suicide missions. If at all our people must look back in time and recall the fear we all suffered during the height of LTTE terror. Parents scared to send their children for classes, parents not travelling in one single bus, the anguish of the ambulance sirens and wondering how many had been killed, the mourning in the homes of the soldiers, the agony of their wives and children at the loss of their soldier husband/father. We cannot be a selfish nation to forget these sacrifices made. There are thousands of soldiers injured, young men many hardly 30 years old lying unable to feel or move parts of their bodies. These men are suffering in silence. A trip to the Abhimansala and Ranaviru homes will show you what sacrifices they made and as a grateful nation it is upto all of us to look after them, at least make them smile and feel loved. Caring for others should not have to be done on a special day – we must nurture our compassion for all.

I write to convey the shock , horror and consternation of much of the Sri Lankan community, especially the Sinhalese in Wellington, at the totally distorted impression given by the above trailer caption, of the ..continuing .. common experiences”  , in Sri Lanka, today.

Nothing is further from the truth  than to say  that continuing”  abuses against Tamil people , loved ones disappearing , bombs exploding , intimidation and kidnapping are common experiences  in Sri Lanka,  even today as implied by the use of the word continuing”. What is also implied is that the blame for this lies at the feet of the Sri Lankan state , and so it’s people, the majority of whom are Sinhalese like many of us . What is cleverly concealed is that when these abuses did  happen for three decades  , before the end of the  Sri Lankan civil war on the 19th of May  2009, the perpetrators of these crimes were the “Tamil Tiger Terrorists”. It is very likely that it is the Tiger Terrorist  international diaspora with their billion dollar war chest who are now the funders of  this caption and film. Cunningly they are turning it around to blame their bloody”  crimes on the Sri Lankan state as they have done , is very much a hall  mark of  Tamil Tiger Distortion.

Kidnapping  and conscripting  children even as young as  seven years, exploding bombs to cause maximum carnage, introducing suicide bombings to the world to have maximum carnage,kidnapping and intimidating tamil youths to forcefully join the Tigers,  referred to in the caption above,  are very much the way Tamil Tigers” were formed and acted. The reality is that since the Tiger’s were silenced on 19/5/2009 , not a single terrorist bomb has been detonated in Sri Lanka, unlike all of it’s neighbours. Today, more than sixty percent of Sri Lanka’s Tamil population live in and around Colombo among the Sinhalese and other communities in Sri Lanka. Would they do so if the  alleged Tamil abuses referred to in your caption above was true.

If this caption is anything to go by, this film, like many similar documentaries” before  this  would be fifteen minutes of clever distortion misleading the unsuspecting viewer regarding the realities of Sri Lanka, to discredit it and to build the case for more refugees & asylum seekers” from Sri Lanka . These more than likely would be queue  jumping  economic migrants seeking a better life in the west,  who have paid large sums of money to people smugglers with connections to the Tiger Diaspora. Sadly, local political groups who see them as fattening their voting block would also lend a helping hand to this distortion.

The extent of distortion refugees” seeking asylum would go to was shown recently in the UK, where the courts rejected an asylum application supported by physical evidence of torture ,with multiple burn marks in the most private of parts  and  marks  of  multiple lashings  on the back, claimed to have been inflicted by security forces back in Sri Lanka. It was later established that all of these marks of torture could be acquired in the UK, by having them inflicted under anaesthesia on the payment of a fee. There have been more than one such case going through and being thrown out by the UK courts

Dear Dan, many of us came to New Zealand , fleeing Tiger Terror in Sri Lanka, for a quiet and peaceful life in New Zealand living as law abiding citizen contributing to it’s economy and other facets of NZ life . We did not come hear to face barbs brickbats  like this especially  when we least expect them. Do not permit unsuspecting Doc Edge to be used to throw these at us. Do not permit Doc Edge to be used to help subvert the law of the land in New Zealand.

Dan, might I also add that by design or otherwise, the screening of this film on the 19th of May , is on the eighth anniversary of the liberation of Sri Lanka from three decades of Tiger Terror and and precisely at the time when we in Wellington would be meeting to remember and record our respectful gratitude to those who sacrificed life and limb to achieve this for all of us Sinhalese, Tamil and all. We do this  just as New Zealanders remember the ANZAC’s annually for they sacrifices. The timing of this screening  to us is more than a coincidence.

Sadly and very significantly  films such as these only serve to be offensive, provocative &  to re-open healing wounds and undermine the delicate reconciliation process ongoing now, between the Sinhalese and Tamil peoples , all over the world.

You would help this  reconciliation immensely, if you were able to suspend the planned  screening on the 19th.

        ඉන්දීය අගමැති නරේන්ද්‍ර මෝඩි මහතා ලංකාවේ පැවැත්වූ ජගත් වෙසක් දින සැමරුම් උළෙලට ප්‍රධාන ආරාධිත අමුත්තා වශයෙන් සාභාගි වූවා ඇරුණු කොට වෙනත් න්‍යාය පත්‍රයක් එහි නැතැයි ජනාධිපතිවරයා ඇතුළු රජයේ දේශපාලන අධිකාරිය පුන  පුනා පැවසූහ. නමුත් ඉන්දීය මාධ්‍ය වාර්තා කරන අන්දමට වෙසක් දින සැමරුමට සමගාමීව ඉන්දීය අගමැතිවරයාගේ දේශපාලන න්‍යාය පත්‍රය හෙළිදරව් විය. එයින් එක් ප්‍රධාන කාරණයක් වූයේ ත්‍රිමලයේ තෙල් ටංකි පිළිබඳ ගිවිසුමයි.කෙසේ වෙතත් නුවරඑළි දිස්ත්‍රික්කයේ නෝර්වුඩ් හි පැවැත්වූ දේශපාලන රැස්වීමක්ද නරේන්ද්‍ර මෝඩි අගමැතිවරයා අමතනු දක්නට ලැබුණි.මෙම රැස්වීම සංවිධානය කරනු ලැබූයේ කවුරුදැයි පැහැදිලි නැති වුවත් ප්‍රචාරක දැන්වීම් වල ජනපති හා අගමැති දෙපළ ගේ චායාරූප සමග වතුකරයේ දේශපාලකයන් ගේ නම් ඇතුලත්ව තිබුණි.  රටේ උත්සවයකට ආරාධිත අමුත්තකු ලෙසට පැමිණි විදේශීය අගමැති වරයෙකු දේශපාලන රැස්වීමකට සාභාගිවීම ම ප්‍රශ්ණාර්තයකි.

          නුවරඑළිය දිස්ත්‍රික්කය හඟුරන්කෙත වලපනේ කොත්මලේ සහ නුවරඑළිය මස්කෙළිය වශයෙන් මැතිවරණ ආසන කීපයකින් සමන්විතය. 1947 වර්ෂයේදී එහි පළමු මැතිවරණය පවත්වා තිබේ . ඉන්පසු 1977 වසර වන තෙක්ම නුවරඑළිය තනි මැති වරණ ආසනයක් විය. 1977 න් පසු නුවරඑළිය මස්කෙළිය නමින් බහුආසනයක් බවට පත් කළ පසු ගාමිනී දිසානායක අනුර බණ්ඩාරනායක මෙන්ම එස් .තොන්ඩමන් මහතා ද ජනතාව නියෝජනයට පත් විය. 1977 ට පෙර නුවර එළිය යනු වතු කාර සුද්දන් සහ වතු කරයේ දෙමළ කම්කරුවන් බහුතරය විසූ කලාපයක් විය. නුවර එළියට සිංහලයන් ගේ ආකර්ශනය සිදු වූයේ එහි පැවති වෙළෙදාමත් ඉන්පසුව සිදු වූ වානිජ වැවිලි ක්ෂේත්‍රයේ දියුණුවත් සමගින්ය.නුවරඑළිය දිස්ත්‍රික්කයේ මැතිවරණ සිතියම ගත් කල්හි එය 1947 සිටම ඉහළ ධනපති පංතියේ දේශපාලනඥයන් ගේ පොරපිටියකි. මෙය පොදු ජනතාව අතරට මාරු වූයේ 1960 මැතිවරණයේදී සිරිමා බණ්ඩාරනායක මැතිණියගේ නායකත්වයෙන් යුත් රජයක් පත් වීමෙන් පසුවයි. එහිදී නුවරඑළියේ වතුකරයට මැකනික් වැඩට පැමිණි දකුණේ පුද්ගලයකු වූ ටී.විලියම් ප්‍රනාන්දු මහතා එම ආසනයේ මන්ත්‍රීවරයා බවට පත් විය. 1960 -65 කාලය තුළ නුවරඑළි ආසනය විශාල පරිවර්තනයකට ලක් විය.විලියම් ප්‍රනාන්දු මහතා ගේ මූලිකත්වයෙන් එහි පළමු සිංහල ජනපදය වූ ශාන්ති පුරය  බිහිවන්නේ බණ්ඩාරනායක මහතාගේ සහ මැතිණියගේ පූර්ණ ආශීර්වාදය සහිතවයි. සිරිමා රජය 1965 දී පරාජයට පත් වූ පසු විලියම් ප්‍රනාන්දු මහතාටද ආසනය අහිමි විය. නමුත් ඔහු 1970 නගර සභා මැතිවරණයෙන් ජයග්‍රහණය ලැබ සිය පළමු අභිලාශයන් ව්‍යාප්ත කරමින් නුවරඑළිය තුළ සිංහල ජනතාවගේ උරුමය තහවුරු කරවීය.ඒ පියවර මගින් මුඩුබිම් පණතෙන් ඉඩම් අහිමි වූ උඩරට සිංහලයන්ගේ අයිතිවාසිකම් යම් පමණකින් හෝ ස්ථාවර විය. 1960 දී නුවරඑළිය ආසනයේ තිබූ සමස්ත චන්ද දායක සංඛ්‍යාව දෙගුණයක් වන්නේ ඔහු විසින් පදිංචි කරන ලද සිංහල ජනතාව නිසාවෙනි. ඒ නිසාම ශ්‍රී ලංකා නිදහස් පක්ෂයට නුවර එළි ආසනයේ වැඩි බලයක් හිමිව පැවතුණි.

        1977 වර්ෂයෙන් පසුව නුවර එළිය දිස්ත්‍රික්කය එක්සත් ජාතික පක්ෂයේ ප්‍රධාන බල කඳවුරක් බවට පත් කරවන ලදී. දිව්රුම් පෙත්සමට පවා වතු දෙමළ කම්කරුවන්ට පුරවැසි කම ප්‍රදානය කළ එක්සත් ජාතික පක්ෂය ලංකා කම්කරු කොන්ග්‍රසය මත සිය චන්ද පදනම ශක්තිමත් කරගන්නා ලදී.මේ නිසා කම්කරු කොන්ග්‍රසය සතු දෙමළ චන්ද  වෙන්දේසි කරමින් ජාතික දේශපාලනයට පවා අභියෝග කරන්නට තොන්ඩමන් මහතා සමත් විය. පසුව කම්කරු කොන්ග්‍රසයෙන් කැඩී ගිය තරුණ කොටස් කොටි සංවිධානය සමග සබඳතා පවත්වමින් 1999 දී පමණ කඳුරට ජනතා පෙරමුණ බිහිකළහ. වර්තමානය වන විට උඩරට වතු කරයේ මෙම දේශපාලන බලවේගය ඉදිරියට පැමිණ තිබේ. නමුත් ඔවුහු කණ්ඩායමක් ලෙසට දිගින් දිගටම අසාර්ථක විය. මෙම කරුණු නිසා කවදත් එ.ජාප. යට පිටින් යන බලවේගයකට නුවර එළිය දිස්ත්‍රික්කය ජය ගැනීම පහසු කරුණක් නොවීය. එම බල කඳවුර යම් තරමකින් දෙදරුම් කෑවේ 1994 සහ 1999 ජනාධිපතිවරණ වලදී චන්ද්‍රිකා මැතිණිය ලබා ගත් මනාප හේතු කොට ගෙනයි. විජය කුමරතුංග මහතාගේ ජනප්‍රියත්වයත් කොටි බෝම්බයෙන් ලද පීඩනයෙන් ලද ජනතා අනුකම්පාවත් නිසා චන්ද්‍රිකා මැතිණිය අනෙක් අය අභිබවා ඉදිරියට පැමිණියේය. ඉන්පසු මහින්ද රාජපක්ෂ මහතා රටේ ප්‍රධාන දේශපාලන චරිතය බවට පත් විය. මහින්ද රජපක්ෂ මහතා 2005 ජනාධිපතිවරණ චන්දය ජයග්‍රහණය කරන කල්හි ඔහුට එම දිස්ත්‍රික්කයෙන් ලබා ගත හැකි වූයේ චන්ද 99550  ක් පමණකි. නමුත් ඔහුගේ ප්‍රතිවාදියා වූ රනිල් වික්‍රමසිංහ මහතා චන්ද 250428 ක් ලබා ගෙන තිබුණි. පසුව මහින්ද රාජපක්ෂ මහතා යුධ ජයග්‍රණයද ලබා ඔහුට ලබා ගත හැකි වූ චන්ද ප්‍රමාණය 2010 දී 151 604 ක් විය නමුත් ඔහුගේ ප්‍රතිවාදයා වූ සරත් ෆොන්සේකා මහතා චන්ද 180604 ක ගේ කැමැත්ත දිනා ගෙන තිබුණි. මහින්ද රජපක්ෂ මහාතා 2015 වසරේ පරාජයට පත් වන විට ඔහුගේ චන්ද ප්‍රමණය 145 339 දක්වා අඩුවී තිබුණි. නමුත් මෛත්‍රී පාල සිරිසේන මහතා චන්ද 272 600 ලබා ගනිමින් නුවර එළිය දිස්ත්‍රික්කයේ ඉහළම ප්‍රතිශතය වාර්තා කර ගෙන තිබුණි.

         සමස්ත නුවර එළිය දිස්ත්‍රික්කය තුළ වතුදෙමළ ජනගහනය 355830 කි.එයට ලංකා දෙමළ ජනතාවද එක්වූ කල්හි 401896 ක් දක්වා එය වර්ධනය වේ. නමුත් සිංහල ජනගහනය 282621 ක් පමණකි. වර්තමාන යහ පාලනය තේරුම් ගෙන තිබෙන්නේ මෙම යථාර්ථයයි.එම නිසා යහපාලන රජය පත්වූ පසු නව කඳුකර ගම්මාන අමාත්‍යංශයක් ඇතිකර වතු දෙමළ ජනතාවට පමණක් ඉඩම් හා නිවාස පිරි නැමීමේ ජාතිවාදී ක්‍රියාදාමය දියත් කරන ලදී. සංහිඳියාව ගැන කුමන කතා කීවත් එක්සත් ජාතික පක්ෂය අන්ත දෙමළ ජාතිවාදී පිළිලයෙන් වෙලා ගෙන ඇත. ඔවුහු දෙමළ චන්ද කේවල් කිරීමේ සාර්ථකත්වවය මත 2020 ජනාධිපතිවරණ ජයග්‍රහණය තහවුරු කර ගැනීමට ප්‍රයත්න දරති.නරේන්ද්‍ර මෝඩි ලවා හැටන් දික්ඔය රෝහල විවෘත කරලීමට රැස්වීමක් යොදා ගත්තේ එම අභිලාශය ඉෂ්ට කර ගැනීමටයි.මස්කෙළිය ආසනයේ විශාල දෙමළ චන්ද ප්‍රමාණයක් තිබෙන බව එ.ජා.ප.යේ අය දනී. නමුත් මෙම කේවල් කිරීම නොසිතූ විරූ පැත්තකය දැන් හැරී ඇත. මෝඩි සිය අධිපතිවාදී චින්තනය යොදා ගනිමින් කඳුරට දෙමළ ජනතාව ආමන්ත්‍රණය කරන ලද්දේ රටින් බැහැර ඉන්දීය ඩයස්පෝරාවක් ලෙසට අර්ථ දක්වමිනි. එලෙසම දකුණු ඉන්දීය සංස්කෘතිය රකිමින් මෙතෙක් කලක් දිවි ගෙවීම සම්බන්ධයෙන්ද ඔහු සතුට පළ කර තිබේ.මෙයින් ගම්‍ය වනුයේ කඳුකර දෙමළ ජනතාව සිංහල සංස්කෘතියට ක්‍රමයෙන් අවශෝෂණය වීම වලක්වාලීමයි.මේ අභිලාශයන් පිටිපස කඳුරට ජනතා පෙරමුණේ පැරණි සාමාජිකයන් සිටිති. ඉදිරි කොටි නැගිටීමකදී ඔවුන්ට සහාය වන්නට සිටින්නේ මේ පිරිසය. මෝඩි බලා පොරොත්තු වන දෙකඩ වන ශ්‍රී ලංකාවක් උදෙසා මේ පිරිසගේ දායකත්වය ඉහළින් ලැබිය යුතුය. උතුරේ කොටින්ට උතව් කළ ගාන්ධිලා මෙන් මෝඩිද වතුකරයේ ගිනි අවුලවන්නට කැසකවයි. 

       ජගත් වෙසක් උත්සව සැමරුම් දිනයේදී මහින්ද රාජපක්ෂ මහතා ද පැමිණ මෝඩ හමු වීම පරිණත දේශපාලන ක්‍රියාකාරිත්වයකට අයත් බව ඇතැමෙක් කියති. නමුත් මහින්ද වටා පෙළ ගැසී සිටින ජාතික බලවේගයන්හි ඇතැම් කොටස් මේ නිසා කළ කිරී තිබේ. මහින්ද රජය වැට්ටවීමට රෝ සංවිධානය හරහා කළ  මෙහෙයට නායකත්වය දෙනු ලැබූවේ නරේන්ද්‍ර මෝඩි  බව නිසැකය.එවැනි පුද්ගලයෙක් හමු වූයේ කුමකටදැයි බොහෝ අය ප්‍රශ්ණ කරති.පණහේ දශකයෙන් පසු සිංහල දේශපාලකයන් සියල්ල සිංහල ජනතාව රවට්ටමින් චන්ද වෙන්දේසියේ යෙදුණහ. පසුව දෙමළ සහ මුස්ලිම් චන්ද කේවල් කරමින් අවශ්‍ය දොල පිදේනි සපයමින් මේ ජුගුප්සාජනක කටයුත්තෙහි යෙදුණහ. වත්මන් පාලකයන්ද මේ කටයුතු  එළි පිටම කරන්නේ බහුතර සිංහල ජනතාව තුට්ටුවකටවත් මායිම් නොකරමිනි. මහින්ද රජපක්ෂ මහතා මෝඩි අගමැති හමු වීම සහ කතාබහේ යෙදීම ප්‍රශ්ණයක් නොවේ. එහෙත් නරේන්ද්‍ර මෝඩි හැටන් හිදී කළ  බලහත්කාරකමට සහ ජාතිවාදය ඇවිස්සසීමට මහින්ද ඇතුළ පිරිස ගෙන් සවිමත් ප්‍රතිචාරයක් ලැබුණේ නැත. ලක්ෂ එකහාමාරකට ආසන්න සිංහල චන්ද ප්‍රමාණයක් නුවර එළි දිස්ත්‍රික්යෙන් මහින්දට හිමිය. මේ චන්ද පදනම වැඩි කරගතහොත් උඩරට වතු කරයේ දෙමළ ජාතිවාදයට හිස එසවීමට ඉඩ ප්‍රස්ථා නොලැබේ.එවැනි තත්වයක් යෝජනා කරනුයේ තවමත් සිංහලයන් ගේ වීරයා මහින්ද රාජපක්ෂ බව බහුතරය සිතා සිටින නිසාවෙනි. නමුත් කොළඹ දේශපාලනය සහ ජගත් දෙශපාලන අතර දෝලනය වෙමින්  මහින්ද කරන මේ සෙල්ලමින් අතරමංවන්නේ සැබවින්ම සිංහල ජනතාවයි.එහෙයින් දහසක් බලාපොරොත්තු මත ඔහු වටා රොද බැඳගත් සිංහල ජනතාව වෙනුවෙන් සිය වගකීම ඔහුට ඉටු කරන්නට ඉඩදී ජී.එල් පීරිස්ලා බැසිල් ජපක්ෂලා නිහඬ වනවානම් ඉතා අගනේය. එසේ නොවේ නම් සිංහලයන් නැවුම් නායකත්වයක් සොයා ගමන් කරනවා නිසැකය.

Vehicle Permits Cost 16,000 Housemaids and Tax Avoided Thereon Another 16,000

Our thanks go to Nagananda Kodithuwakku for taking up the vital matter of vehicle permits to MPs. As he correctly points out, there is no law, constitutional provision or parliamentary approval for allowing vehicle permits to MPs. Customs Act allows the minister in charge of finance to allow a duty waiver for the benefit of the people and the nation. Allowing vehicle permits to MPs is not in the best interests of the people or the nation. This is a fraud by another name

What happens is, politicians borrow money to do their election campaign. Based on the value the permit sold, it can be estimated that each MP spends 35 million rupees for an election. However, this is only the successful ones. Others too spend money. After electing to parliament, they sell the permit, get the money and settle their election dues. It is a double whammy. The country loses foreign currency to the tune of 35 million rupees as the cost of the vehicle (which would not have been purchased if fully priced) and the duty waiver which is equal to the value of the vehicle (35 million rupees). Assuming a housemaid’s monthly earnings including the cost of plane tickets to be 40,000 rupees, it takes the sweat and blood of 16,000 of them for a year to pay for vehicles and another 16,000 for a year to pay for the duty waived and lost to the nation.

Vehicle permits to MPs are such a disgusting and immoral manipulation of the system. This practice must be stopped. MPs must find their own transport and use the generous monthly allowance for travel to finance their whatever mode of travel.

A criticism of this approach is that poorer politicians may not be able to compete with rich politicians. That is true. However, it is criminal and immoral for the nation, its vulnerable people and state revenue to finance their parliamentary entry. Rich politicians also get back the money as they too sell or use their vehicle permits.

There was a no confidence motion against the Finance Minister last year. Stated reasons included the central bank bond fraud, incompetence and irregularities. However, there was a more pressing reason for MP to bring a no confidence motion against him and terrorize him into submission. In 2015, he boldly proposed to stop the vehicle permit fraud. Needless to say indebted MPs found it unpalatable. However, since then they have been showered with vehicle permits. If he succeeded in stopping this immoral practice, he sure deserves to be the best Finance Minister in Asia.

Vehicle permit racket also sheds light on the colossal amount of money election candidates waste. Going by the excuse of using the proceeds to payoff loans obtained to run their election campaign, each candidate spends 35 million. However, those who have no chance of getting elected spend much less. On average, it is fair to say there is another defeated MP for every successful MP. This means 15.75 billion rupees ($100 million) are wasted by candidates at an election. Ultimately, people foot the bill as no politician has ever gone bankrupt! If the practice of vehicle permits ends, election spending will drastically reduce.

It was also reported that Nagananda Kodithuwakku faces death threats. It is very much understandable. He is up against a racket worth 15.75 billion rupees and the very survival of corrupt politicians who are no strangers to contract killings, mass murder and even crimes against humanity. Protecting him is protecting poor housemaids, their dependents and the nation that survives on their sweat and blood. Is it any surprise there aren’t any to take up this challenge! If Nagananda can enter parliament and hold the finance portfolio, the nation will enormously benefit.

RESHUFFLE- WE ALL ARE WAITING FOR

I am quite sure that various people wait for a  change of subject minster depend on a vested interest .Higher Education Minister is not in good terms with University Students including medical students .They may be breaking coconuts expecting a change .Health minister is also in logger head with Doctors and GMOA.They may be attending various places of God with offerings expecting changes .Finance Minister is not in good terms with bankers and customs and they may also be hoping for a change . Ports Minister may have some issues with senior ministers due to controversial statements made by him.He is also a candidate for a change

It looks like all the ministers listed above are from UNP and there may not be any minister from SLFP who may have any worries .UNP may be worried that powerful ministries held by UNP may be the only ministers who may be changed .That may be the reason why they are protesting against any changes .

People are expecting changes of all the ministers and make all of them retire and president  hand over all the positions to younger MP’s and give a new look to the cabinet.

I personally do not have any personal agenda ,but I would like General to take over as the role of Red Adair to save the country from JVP,GMOA and JO !

We all have seen that many state enterprises in Sri Lanka have failed and co-op reports suggest that we either have to liquidate them or resurrect them by down sizing .If you liquidate them and pay VRS people will suffer ,We need to install good honest trouble shooters /fire fighter to make these enterprises much more efficient and profit oriented .During my peak days of carrier ,I have taken over one state institution and later a private company which were in the red and managed to resurrect by getting the full cooperation from staff ,managers and the political leadership  It may be difficult to set established parameters for  resurrection . What we need is improving time keeping ,monitoring the entrusted tasks and overload the workers and managers with more work .It is better than terminate excess staff .

Prime minister has initiated a task force for PPP ( Private public Partnership Program ) to resurrect the state enterprises .Though it is a good move ,it is quite difficult to implement because of yahaplanaya Concept where leftist parties and some opportunistic fractions of the society try to either disturb the peace or go for legal action.
The word FR (fundamental rights)   has become a bane as lawyers use that concept to block any PPP program.

Government should select few efficient, honest and ruthless ( to a certain extent ) Sri Lankans with no political affiliation and entrust the resurrection the organization within two years .

I am sure that we have many Sri Lankans from Private Sector who can take over this daunting task and kill the fires”

SRI LANKA: Eleven year-old child tortured by his class teacher at Vidiyartha College Kandy

ASIAN HUMAN RIGHTS COMMISSION – URGENT APPEALS PROGRAMME

Dear Friends,

The Asian Human Rights Commission (AHRC) has received information from Mr. K M M G Sudath of No: 19/1, Watagoda Temple Road, Aruppola, Kandy, about maltreatment of his oldest son. His child was tortured and harassed by his class teacher. Though he lodged a complaint with the Police, they have not investigated these fundamental rights violations. Later, his father made a complaint to several Educational Authorities. However, no investigation has yet been initiated. Presently the boy is not attending school due to continued harassments. The parents of the child seek justice for him.

CASE NARRATIVE:

According to Sudath, his son (hereafter mentioned as ‘Child A’), is a student in grade 07 of Vidiyartha College Kandy. His younger brother is studying in grade 03 in the same school. Sudath is an entrepreneur who runs a small-scale business.

Child A’s class teacher, Ms. Himali Fernando, started harassing him because his parents were not in favor of the treasurer of the Parents’ Association. This parent held the position for many years without being held accountable.

On 16th February 2016, Child A, 11 years old, was assaulted by his class teacher with a CANE. She threatened to kill him if he said anything to his parents or any others about what was happening to him in her class. This beating was reported to the school Counselor. She was instrumental in covering up the incident and prevented the child from reporting it to the Principal.

However, the child’s mother noticed the scars on her child’s body while she was bathing him. The mother questioned the child about the scars. The child began to cry and spoke about the vindictiveness he suffered at the hands of his teacher. He specifically mentioned and identified the teacher by name. This entire incident was finally reported to the Principal. As a result, fearful? the class teacher Ms. Himali Fernando telephoned the child’s father and scolded him using filthy language.

His parents noticed that, with the continuing mental and physical harassment by the teacher, the child became discouraged in continuing his studies. He constantly expressed reluctance to attend school. After the Principal was informed about the harassments and the threats by the teacher, he did not take any positive measures to prevent this behavior in the future. No disciplinary action was taken against the teacher!

Finally, the parents decided to make a complaint to the Women & Child Bureau of the Kandy Headquarters Police Station. They lodged the complaint about the incident that took place on 16th February 2016, under reference W/CIB (2) 343/310. The parents of the child waited for the police authorities investigating the incident to take appropriate measures to provide justice for them. Needless to say, the complaint was neither investigated nor the accused warned. Instead, the police informed them that they were waiting for the Attorney General’s advice on how to proceed further with the case.

More than a month later, on the 30th March 2017, the Principal, Mr. Ranjith Rajapakse of Vidiyaratha College, called for a meeting of the School Development Board. All the parents also attended the meeting. In the meeting the Principal publicly accused the parents, of two students, who had complained to the police about a teacher. He said that the good name of the school was diminished. He specifically requested the parents to take some action against the parents of these two students. During his speech, he clearly referred to the names of Sudath, his wife and the names of their children as well. Both Sudath and his wife were present at the meeting and recorded the Principal’s entire speech. Sudath made a further complaint to the Kandy Headquarters Police Station on the incident and informed the police about future threats leveled at them and their children. The complaint was recorded by the police under reference ACFB (1) 209/59. However, as expected, this complaint has not yet been investigated.

Later, dissatisfied, the parents went to the Kandy Regional Human Rights Commission (HRC).
Their complaint was recorded, reference HRC/K/187/17-A. The HRC has not initiated any investigation into the incident as of this date. Sudath made several other complaints to the Kandy Regional Director of Education and the Secretary of the Provincial Educational Ministry. He was looking for justice after his children and his family’s rights were violated. He made a suggestion to the authorities that they at least provide an alternative school for their children to continue their education. None of the above-mentioned authorities have started an investigation into his complaints.

Child A passed the scholarship exam in year 5. He was a competent child, excellent in his pursuit of educational and extra-curricula activities in the school. However, after experiencing the violent, unlawful series of incidents in school, he was reluctant to return there to study. At present, both of Sudath’s children are at home and not attending any school as a result of the clear violation of their basic rights to continue with their education. The Authorities, the Police and the Educational Department have continued the rights violations of the children by not investigating the crimes committed by the teacher and the Principal of the school. Sudath stated that the educational authorities are collectively working to protect their fellow teacher and the Principal of the school. His appeal for an alternative school for his two boys was rejected as well.

The rights of two children and their family were violated by the Educational and Police Authorities. The family demands justice.

SUGGESTED ACTION:

Please write a letter to the authorities listed below expressing two concerns about this case. First, request an immediate investigation into the allegations of child abuse by the named class teacher. Second, urge the prosecution of those proven to be responsible under the law, for misuse of the powers of the State. Any officers involved must be subject to an internal investigation for breach of department orders issued by the Police and Educational Departments. Request the National Police Commission and the Inspector General of Police to hold a special investigation into the malpractices of police officers who were abusing their power.

1977 අවුරුද්දේ යුනෙස්කෝ සංවිධානය කොමිසමක් පත්කළා. ඒකේ ලොක්කා විදිහට පත්කළේ 1974 දී නොබෙල් සාම තෑග්ග දිනාගත්ත ශ්වොන් මැක්බ්‍රයිඩ් ව. මේ කොමිසම පත්කරන්න හේතුවුනේ ඇමෙරිකානු ජනපද සංගමයත් බ්‍රිතාන්‍යයත් ප්‍රංශයත් මුල්කරගත්ත ප්‍රවෘත්ති ඒකාධිකාරියට විරුද්ධ ව ඇතිවෙච්ච කලබලය.

මේ කලබලය ගැන කියන්න කලින් තව පොඩි කාරණයක් පැහැදිළිකරන්න ඕන. යුනයිටඩ් ස්ටේට්ස් ඔෆ් ඇමෙරිකා කියන එක සිංහලෙන් කියන්න ඕන ඇමෙරිකානු ජනපද සංගමය කියලා නෙවෙයි ද? සෝවියට් සංගමය කියලා එකකුත් තිබුණානේ. ඉතින් ඒ හින්දා මේක අපිට ආගන්තුක යෙදීමක් වෙන්න විදිහක් නෑ. ඇමෙරිකා එක්සත් ජනපදය කිව්වා ම ඒකෙන් කියැවෙන්නේ එක ජනපදයක් ගැන. ඒත් තියෙන්නේ ජනපද පනහකුයි තව තව මොනවා ද ගොඩකුයි එකතුවෙලා හදාගත්ත සංගමයක්නේ. ඉතින් ඒකට අපි ඇමෙරිකානු ජනපද සංගමය කියමු.

ඇසෝසියේටඩ් ප්‍රෙස්, රොයිටර්, ප්‍රංශ පුවත් සේවය තමයි ලෝකයට ප්‍රවෘත්ති බෙදන වැඩෙන් සියයට 80 කට ම වගකියන්නේ. මේ කතාව ලේසි කරගන්න ඕන හින්දා අපි මේ අයට රොයිටර්ලා කියලා කියමු. අපේ රටවල් ඇතුළේ සිද්දවෙන දේවල් ගැන නම් ප්‍රවෘත්ති ලියන්නේ අපේ ම අය. ඒත් අපේ හපන්කම් මේ දේශසීමාවලින් එහාට යන්නේ නෑ. අපි ගැන ලෝකයට කියන්නේ රොයිටර්ලා. අනෙක් රටවල්වල වෙන දේවල් ගැන අපිට කියන්නෙත් රොයිටර්ලා. ඉතින් මේ කාරණයට විරුද්ධ ව තමයි මුලින් කියපු කලබැගෑනිය ඇතිවුනේ. ඒ කලබලේ ඉහළින් ම සාකච්ඡා කෙරුණේ කොළඹ දී. ඒ, 1976 නොබැදි රාජ්‍ය නායක සමුළුව පවත්වපු වෙලාවේ. ඉතින් ඒ කලබලය මුල්කරගෙන පත්කරපු මැක්බ්‍රයිඩ් කොමිසම 1981 දී වාර්තාවක් නිකුත්කළා. ඊට පස්සේ? ඊට පස්සේ මොකුත් නෑ.

අදටත් අර පරණ විදිහ ම තමයි. අන්තර්ජාලය තිබ්බත්, ෆේෂ්බුක් වගේ සමාජ ජාල සෙල්ලම් තිබුණත් ඒවා හරහා පැතිරෙන්නෙත් රොයිටර්ලා කියන දේවල් ම තමයි. ඉතින් අපි බාහිර ලෝකය ගැන දැනගන්නේ, තේරුම්ගන්නේ රොයිටර්ලා ගුලිය අඹරලා දෙන විදිහට තමයි. උදාහරණයක් කියමුකෝ. මේ ලෝකයේ වැඩියෙන් ම වායු දූෂණය තියෙන නගරය මොකක් ද කියලා මේ ලිපිය කියවන පාඨකයන්ට තමන්ගෙන් ම අහන්න පුළුවන්. අතිබහුතරයක් කියාවි චීනයේ පෙයි-චිං කියලා. මොකද රොයිටර්ලා ඒ ගැන දවල් රෑ නැතුව කියනවා. ඒත් වායු දූෂණය ගැන 2015 අවුරුද්දේ ලෝක සෞඛ්‍ය සංවිධානය නිකුත්කරපු වාර්තාවෙන් පෙයි-චිං නගරයට දීලා තිබුණේ 59 වැනි තැන. ඒ වාර්තාවේ මුල් තැන දිනාගෙන තිබුණේ නවදිල්ලිය. ඒත් ඒ ගැන රොයිටර්ලා කියන්නේ නෑ. ඉතින් අපිට දැනගන්න විදිහකුත් නෑ.

චීනයයි ජපානයයි අතර සෑහෙන්න ආරවුල් තියෙනවා. තායිවානය පේන මානයේ තියෙන තියාඕ-යූ දූපත් සම්බන්ධ ආරවුලත් ඒ අතරින් ප්‍රධානයි. 2012 අවුරුද්දේ මේ කලබලේ බොහොම සද්දේට නැගලා ගියා. අපේ ආණ්ඩුවේ ඉංග්‍රීසි පත්තරේ පෙරලා පෙරලා ඒ කලබලය වාර්තාකරලා තියෙන හැටි මේ ලේඛකයා හෙව්වා. මොකද ඒ කාලේ තිබුණු ආණ්ඩුව චීනයත් එක්ක බොහොම ඇයි හොඳයිකම් පැවැත්වුවානේ. ඒත් ඒ පත්තරේ මේ ආරවුල ගැන පළකරපු හැම වාර්තාවක් ම ලබාගෙන තිබුණේ ප්‍රංශ පුවත් සේවයෙන්. ඒ අයගෙන් මිසක් ශින්-හුවා එකෙන් ප්‍රවෘත්ති ගන්නේ නෑ කියලා ගිවිසුමක්වත් තියෙනවා ද දන්නේ නෑනේ. ඉතින් ඒ ගැනත් මේ ලේඛකයා හෙව්වා. එහෙමත් නෑ. ශින්-හුවා එකෙන් ගත්ත ඒවාත් ඒ පත්තරේ පළකරලා තිබුණා. හැබැයි ඒ වෙන වෙන ප්‍රවෘත්ති. ඉතින් අපි තියාඕ-යූ දූපත් ආරවුල ගැන දැනගත්තේ රොයිටර්ලාගෙන්.

දැන් දැන් අපේ රටේ චීන කොළණියක් හදන බවට කතාවක් තියෙනවා. චීන්නු ආයෝජනය කරන්නේ අපේ රටේ විතරක් නෙවෙයිනේ. ඉතින් මේ වගේ ම කතා තව තව රටවල්වලත් පැතිරෙනවා. පැරැණි සේද මාවත් මුල් කරගෙන ආරම්භ කරලා තියෙන මාවතක් හා තීරයක්” වැඩපිළිවෙලට ලෝකයේ රටවල් හා ප්‍රදේශ 65 ක් සම්බන්ධ කරගෙන තියෙනවා. පැරැණි මුහුදු සේද මාවතේ සන්ධිස්ථානයක් හින්දා අපේ රටත් මේ වැඩේට හවුල්. මේ වැඩේ ගැන රොයිටර්ලා කියන දේවල් ඇහුවොත් නම් පෙනෙයි චීන්නු ලෝකය පුරා ම යටත්විජිත හදන බවක්. ඒත් ඒක ද මේ වෙන්නේ?

දැනට ලෝකයේ වැඩි ම විදේශ විනිමය සංචිත තියෙන්නේ චීනයට. ඒ ප්‍රමාණය ඩොලර් ට්‍රිලියන තුනකටත් – ඒ කියන්නේ ඩොලර් බිලියන තුන්දාහකටත් වඩා වැඩියි. මේ විදිහේ සල්ලියක් ලෝකයේ වෙන රටකට නෑ. රටේ දළ ජාතික නිෂ්පාදනය වගේ දෙගුණයකටත් වඩා – සියයට 250 කටත් වඩා; ජපාන ආණ්ඩුව ණය වෙලා. ජපානය කියන්නේ ලෝකයේ තුන්වැනියාට දළ ජාතික නිෂ්පාදිතය තියෙන රටනේ. ඉතින් ඒ ආණ්ඩුවේ ණය බර ගැන අපිට හිතාගන්න පුළුවන්. ඉතින් හුඟක් දියුණු රටක් වුනාට ලෝකේ වටේ සල්ලි ආයෝජනය කරන්න පුළුවන්කමක් ජපන් ආණ්ඩුවට නෑ. ඉන්දියාව කියන රටේ රාජ්‍ය ණය නම් එච්චර ලොකු නෑ. දළ ජාතික නිෂ්පාදියෙන් සියයට 70 ක් විතර ඇති. ඒත් චීනයේ තරමට ම ජනගහනයක් ඒ රටේ ඉන්නවානේ. ඒ වුනාට, ඒ රටේ දළ ජාතික නිෂ්පාදිතය චීනයේ ප්‍රමාණයෙන් පහෙන් පංගුවක් විතරයි. ඉතින් ලොකුවට සද්ද බද්ද කළාට මේ අය ළඟ එහෙමකට සල්ලියක් නෑ.

ඉතින් ඉන්දියාවේ තියෙනවා වගේ අට ගුණයක් විතර විදේශ විනිමය සංචිත තියෙන චීන්නුන්ට ඕන ඒ සල්ලි කොහෙ හරි ආයෝජනය කරන්න. වැරැදිලා හරි අපි ළඟ ලොකු මුදලක් ඉතුරුවුනොත් අපි වුනත් කරන්නේ ඒ සල්ලි පැටව් ගස්සවන විදිහක් හොයන එකනේ. අපේ සමහරු සක්විතිලා පස්සෙ පවා ගියානේ. මාවතක් හා තීරයක්” වැඩේ හරහා කෙරෙන්නේ මේ ආයෝජන වැඩේ. මේ විදිහට කරන ආයෝජනවලින් අපේ රටට ලැබුණු ලොකු ම දේ තමයි කොළඹ වරාය නගරය හදන වැඩේ. ඒකට ආයෝජනය කරන්නේ අර කියපු ඩොලර් බිලියන තුන්දාහකටත් වැඩි සංචිතවලින් ඩොලර් බිලියන 1.5 ක් විතර මුදලක්. ඒ කියන්නේ චීන්නු ළඟ තියෙන විදේශ විනිමය සංචිතවලින් කොළඹ වරාය නගරය වගේ ඒවා දෙදාහක් විතර හදන්න පුළුවන්!

මේ විදිහට ආයෝජනය කරන්න හදන සල්ලිවලින් අපිට වැඩක් ගන්න බැරි ද? ඇයි අපි චීන කොළණි කතා කිය කියා ඉන්නේ? පකිස්ථානයේ හදන ආර්ථික මාවත කියන ව්‍යාපෘතියට චීන්නු ආයෝජනය කරලා තියෙන මුදල ඩොලර් බිලියන 46 ක්. ඒ කියන්නේ, වරාය නගර තිහක් හදනවා තරම් ලොකු මුදලක්. ඒත් පකිස්ථානයේ ඇතුළේ වැඩවලට ඇඟිලි ගහන්න අල්ලපු වත්තේ ලොක්කාට බෑ. ජපානය වුනත් ඒ ගැන මොකුත් කියන්නේ නෑ. ඉතින් පකිස්ථානයේ චීන කොළණියක් හදනවා කියලා කියන කෙනෙක් නෑ. ඒත් අපේ රටේ එහෙම නෙවෙයි. අපේ රටට ආවොත් එළුවෙක්ට වුනත් රැවුල කපාගෙන යන්න පුළුවන්.

වැදගත් ම කාරණේ තමයි මේ ආයෝජන සෙල්ලම්වලට පිටපත් ලියන්නේ කවුද කියන එක. කවුද මේවාට ඕන කරන සැලසුම් හදන්න ඕන? චීන්නු ද? නෑ! අපේ රටට ඕන ආයෝජන මොනවා ද කියලා තීරණයකරන්න ඕන අපි. ගෙයක් හදන්න සල්ලි නැතිනම් අපි බැංකුවලින් ණය ගන්නවානේ. හැබැයි ගෙදර පැලෑන අදින්නේ බැංකුවෙන් නෙවෙයි. ඒක කරන්න ඕන අපි. කලින් ලිපියෙන් කියපු විදිහට මහවැලිය හදන්න අපිට සැලසුමක් තිබුණා. ඒක කරන්න ඒ කාලේ හැටියට නම් සමහර රටවල් ආධාර උපකාර කළා. එහෙම කවුරුවත් සල්ලි දෙන්නේ නැති වුනා ම අපි ණය ඇරගෙන ඒ සැලැස්ම ක්‍රියාත්මක කරනවා. සැලැස්ම අපේ – සල්ලි ඒ අය ගේ.

හැබැයි ආයෝජනය කරනවා කියලා කියන්නේ පිනට සල්ලි දෙනවා කියන එක නෙවෙයිනේ. අපි වුනත් සල්ලියක් යටකරන්නේ ප්‍රතිලාභයක් බලාගෙන. ඉතින් මේ මාවතක් සහ තීරයක්” වැඩපිළිවෙල චීන්නු හඳුන්වන්නේ වින්-වින් වැඩක් කියලා. ඒ කියන්නේ, මේ සල්ලිවලින් අපිටත් යමක් ලැබෙනවා. ඒ අයටත් යමක් ලැබෙනවා.

දැන් බලපු බලපු තැන චීන්නු ඉන්නවානේ කියලා කාට හරි කියන්න පුළුවන්. ඒක ඇත්ත. මොකද ඒ බව අපිට පේනවානේ. මේ ළඟ දී එක හාදයෙක් කසිප්පු පෙරලාත් අහුවුනේ. හැබැයි අපිට පේන්නේ නැති කට්ටියකුත් මේ රටේ ඉන්නවා. ඒ, ඉන්දියාවෙන් ඇවිල්ලා අපේ රටේ වැඩකරන අය. ඒ ප්‍රමාණය ලක්‍ෂ දෙකකටත් වඩා වැඩියි කියලයි කියන්නේ. අක්කරපත්තුව දිහා කුඹුරු කපන වැඩ පවා කරන්නේ ඒ මිනිස්සු. එක දවසක් මේ ලේඛකයා ගිය බස් එකට ගිරිඋල්ල නගරයෙන් ටිකක් අමුතු පෙනුමක් තියෙන හාදයෙක් ගොඩවුනා. මේ ලේඛකයා ළඟමයි වාඩිවුනේ. ඉතින් ටිකක් කතාකරලා බැලුවා. මනුස්සයා ඒ පැත්තේ කඩේක වැඩකරන කෙනෙක්. කැඩිච්ච සිංහල කතාකරන්නත් පුළුවන්. ඇවිල්ලා තියෙන්නේ ඉන්දියාව කියන රටේ හර්යානා ප්‍රාන්තයට අයිති ෆරීදාභාද් නගරයෙන්!

ඉතින් අපි වදවෙන්න ඕන අපේ එකෙක් නෙවෙයි කියලා ඇහැට පේන අය ගැන ද? එහෙම නැතිනම් අපෙන් වෙනකරලා අඳුරගන්න බැරි අය ගැන ද? අපි කොහොමත් ඔය කොළණි ප්‍රශ්න විසඳගත්ත ජාතියක්නේ. ඉතිහාසය පුරා ම අපි ඒ වැඩේ කරගෙන ඇවිල්ලා තියෙනවා. ඒ හින්දා දකින දකින තැන චීන්නු වැඩකරනවා දැක්කා කියලා බයවෙන්න ඕනකමක් අපිට නෑ. අපි බලන්න ඕන අපේ ප්‍රශ්න විසඳගන්න විදිහක් ගැන. ඒ වැඩවලට මේ මාවතක් හා තීරයක්” වැඩෙන් උදව්වක් ගන්න පුළුවන් ද කියන එක ගැන. එහෙම පුළුවන් නම් අපි ඒකට පැකිළෙන්න ඕන නෑ. චීන කොළණි කතාව රොයිටර්ලා දිගට ම කියයි. ඉතින් අපිට මොකද?

කෘෂිකර්ම අමාත්‍යාංශයේ නමට අගමැතිවරයා ලබාගත් ගොඩනැගිල්ලේ බදු ගිවිසුම් අවසන් කළ යුතුයි

දුෂණ විරෝධී පෙරමුණේ සභාපති පුජ්‍ය උලපනේ සුමංගල හිමියන් පවසති. 

කෘෂිකර්ම අමාත්‍යාංශයේ නමට අගමැතිවරයා තම ගජ මිතුරාගෙන් ලබාගත් ගොඩනැගිල්ලේ බදු ගිවිසුම් අවසන් කළ යුතු බව දූෂණ විරෝධි පෙරමුණ පවසයි. එම පෙරමුණ විසින් අද (16) පැවැත්වූ මාධ්‍ය හමුවකදී අදහස් දැක්වූ දූෂණ විරෝධී පෙරමුණේ සභාපති පුජ්‍ය උලපනේ සුමංගල හිමියෝ මේ බව සඳහන් කළහ. 

අග්‍රාමාත්‍ය රනිල් වික්‍රමසිංහ මහතා විසින් 2016 පෙබරවාරි 17 දින කැබිනට් මණ්ඩලය ඉදිරිපත් කරනු ලැබූ සංදේශයට අනුව කෘෂිකර්ම අමාත්‍යාංශය සදහා රාජගිරියේ පිහිටි ගොඩනැගිල්ලක් කුලී බදු පදනම මත ලබාගෙන ඇති බවත්   ඩී.පී. ජයසිංහ සහ සමාගම සතු අංක 288, ශ්‍රී ජයවර්ධනපුර පාර, කෝට්ටේ හි පිහිටි මෙම ගොඩනැගිල්ල ‘සබීතාගේ ගොඩනැගිල්ල’ ලෙස ජනතාව හදුන්වන බවත් උන්වහන්සේ පෙන්වා දුන්නේය.  දැනට කෘෂිකර්ම අමාත්‍යාංශය පවත්වාගෙන යන ‘ගොවිජන මන්දිරය’ පාර්ලිමේන්තුවට පවරාදීම අගමැතිවරයාගේ යෝජනාව විය. අගමැතිවරයා සිය ගජ මිතුරාගේ ගොඩනැගිල්ලට බදු මුදලින් කුලී ගෙවමින් එය ප්‍රයෝජනයක් නොගෙන සිටින්නේ යැයි පැවසු සුමංගල හිමියන් වසා දමා ඇති ගොඩනැගිල්ලට දැන් ‘ගොවි ජන මන්දිරයටත් වැඩි විදුලි බිලක් ගෙවන්නේ යැයි ද පැවසීය. 

එම යෝජනාවට 2016 මාර්තු 2 දින කැබිනට් අනුමැතිය හිමි විය.  ඒ අනුව අදාළ ගොඩනැගිල්ලට මාසිකව රු මිලියන 23.5 ක බදු මුදලක් ගෙවනු ලබන නමුත් එහි පරිහරණ සිදු කරනු නොලබන බව දූෂණ විරෝධී පෙරමුණ අවධාරණය කරයි

විවිධ දේශපාලන න්‍යාය පත්‍රයන් සහිත කණ්ඩායම් මෙම ගොඩනැගිල්ල සම්බන්ධයෙන් විකෘති කරනු ලැබූ තොරතුරු ප්‍රචාරයක කරනු ලබයි.  නමුත්, සත්‍ය නම් කාර්යාලයක් පවත්වාගෙන යා නොහැකි ගොඩනැගිල්ලක් බදු ගෙන වසා දමා තිබීම සදහා රජයේ බදු මුදල් අති විශාල මුදලක් වැය වන බව එමපෙරමුණ පෙන්වා දෙයි.

දැනට කෘෂිකර්ම අමාත්‍යාංශය විදුලි බලය සදහා වැයකරන මුදලට වඩා වැඩි මුදලක් මෙම වසා දමා ඇති ගොඩනැගිල්ලේ විදුලි බිල ලෙස රජය විසින් ගෙවා දමන බව පෙන්වා දුන් පුජ්‍ය උලපනේ සුමංගල හිමියෝ වැඩිදුරටත් සඳහන් කළේ  දේශපාලන අවශ්‍යතාව මත නාමිකව කෘෂිකර්ම අමාත්‍යාංශය සදහා යැයි පවසමින් ලබාගත් ගොඩනැගිල්ල සදහා තවදුරටත් බදු ගෙවීම අනවශ්‍ය මුදල් නාස්තියක් බැවින් මේ පිළිබදව වන බදු ගිවිසුම අහෝසි කිරීම සදහා කටයුතු කළ යුතු බවයි.

MR is not responsible for current economic turmoil: Bandula

The latest Central Bank (CB) report for the year 2016 clearly indicates that current economic crisis was not a result of the action of former President Mahinda Rajapaksa or his government, the Joint opposition claimed yesterday.

Addressing a press briefing, MP Bandula Gunawardane said nearly two and half years has passed since the Unity government came in to power and still they are struggling to resolve the economic issues.

MP Gunawardane said by importing crude oil present government had to spend US Dollar 2.7 billions and 2.4 billions in 2015 and 2016 respectively when former President paid US Dollar 4.5 billions only for year 2014 due to price fluctuations in the international market.

He said the former President never sold the country or its resources to any other foreign nation during his ruling despite the country was embroiled with a civil war and so many economic issues.

It is misleading that country cannot proceed when there is a state debt crisis. It is the present government’s lack of efficiency in the state debt management. As the Finance Ministry failed to manage the economy they are continuously putting the blame on Mr. Rajapaksa,” he said.

Further, he said the Rupee had depreciated to a lowest ebb during the last two years as a result of Finance Ministries short term surviving policies launched to keep the US Dollar value around Rs 135.

Therefore, MP Gunawardane said no one can accuse Mr. Rajapaksa that he is responsible for the recent economic turmoil and the CB 2016 annual report endorses this facts. (Thilanka Kanakarathna)

It looks as if the UNP thought the SLFP had overstayed its welcome in the yahapalana government though the originally agreed two-year cohabitation period is not yet over. The SLFP has had to endure contempt, humiliation and obloquy at the hands of the UNP and its backers.

A collective of pro-UNP NGOs has recently reproached the SLFP members of the Cabinet for the government’s failure to make good on its pre-election pledges. It has also held them responsible for the inordinate delay in introducing the promised constitutional reforms. There seems to be an attempt to lay all the sins of the yahapalana regime on the SLFP goat, as it were, and banish it into the political wilderness.

Minister Lakshman Kiriella, too, has attributed the vexing cunctation in the constitution-making process to the SLFP’s failure to submit its constitutional proposals. The UNP and the SLFP are at loggerheads over a Cabinet reshuffle on the cards. Some UNP big guns have reportedly threatened to leave the government if their ministerial posts are changed. They suspect a surreptitious move on the part of the SLFP to consolidate its power in the government by granting all important ministerial posts to its Cabinet members. The UNP’s rank and file are openly questioning the party leadership’s wisdom of continuing with the yahapalana cohabitation. Some members of the UNP’s ginger group have made known their desire to join the Cabinet ‘to serve the public better’.

The SLFP is divided and it is now up to the UNP to take the tide in its affairs at the flood by going for an election or regret later. However, unless the UNP supporters are assured that they will have a government of their own in 2020 many of them may not be so enthusiastic as to cast their votes let alone go all out to campaign for their party’s victory.

The popularity of the yahapalana government, which has so far failed to live up to public expectations is manifestly on the wane. If the SLFP and the UNP are seen to be keen to resume their cohabitation after contesting future elections separately, frustrated voters are likely to look for an alternative. The Joint Opposition (JO) is likely to stand to gain in such an eventuality. (The JVP was hoping to capitalise on public disillusionment resulting from the failure of the two main parties on honeymoon, but its plan went awry due to the emergence of a formidable SLFP dissident group.)

President Sirisena is in a dilemma. He brought down a strong SLFP-led government in 2015 after defecting to the Opposition and winning the last presidential election. Thereafter, he engineered the SLFP-led UPFA’s defeat to prevent Mahinda Rajapaksa from becoming the Prime Minister. He has thus achieved his personal goals at the expense of the SLFP, which he currently leads. Now, he is faced with the daunting task of making the debilitated SLFP win elections!

The President is like a jockey who is trying to win a race with a horse he has willfully crippled. Besides the problems he faces in the national unity government, which is paradoxically characterised by disunity, he has had to contend with some other serious issues including the prospect of his loyalists losing power in two Provincial Councils. He may have been able to bring the situation under control in the North Central Province, wherein lies his home district, Polonnaruwa, by giving ministerial posts to some rebel councillors, but his problems are far from over. If the JO succeeds in wresting control of a Provincial Council that will mark the tipping point in the power struggle between the two factions of the SLFP.
