The arrival of Buddhist monks in the north and east is not something new. Buddhist monks were reclaiming the North and East for Buddhism during the period of British rule too. Ven. Kohukumbure Revata went into thick jungle amidst many difficulties in search of the Dighavapi chaitya, said Ellawela Medhananda. He had cleared the area around the Chaitya and lived there under great difficulty in a small hut. He was shot dead by a Muslim in 1950. This got great publicity at the time.
The site of a ruined dāgäba at Sēruvila in the East was re-occupied by Dambagasāre Sumedhaṅkara some years after the British first inspected the ruins. He was supported by Buddhists in the south. The rebuilding of the dāgäba stretched from 1922 to 1977, and continued despite challenges from Tamil and Muslim settlers.
Ven.Kithalagama Sri Seelalankara known as Dimbulagala priest tried to revive Piyangalla vihara, Ampara, in 1971. Tamils burnt down the awasa, destroyed the ruins, chased away the Sinhalese and set up a kovil, said Ellawela Medhananda. Dimbulagala was later shot and killed by the LTTE.
The Sangha looked after the viharas in the north and east during the Eelam war (1983-2009) too. When villagers were fleeing due to LTTE attacks, monks stayed behind to look after the deserted temples, said critics. They have done a valuable service. They must not be pushed aside. The Sangha are the ones who get the most praise and most criticism, observed Santhabodhi.
The Sangha continued to take an interest in the Buddhist temples of the north and east, after the Eelam war ended. In this they met opposition from both government and the Tamil Separatist Movement.
At one time the Sangha were pushed aside when it came to conservation of ancient temples in the north. We could not get a finger in, and the government did not support us, said Santhabodhi in August 2022.[1]
Chief Sangha Nayake of north and the east Ven. Siyambalagaswewa Wimalasara said during a discussion on Kurundi in 2023, that archaeological sites should not be given to the care of Buddhist monks. All outstanding issues will be resolved if the Archaeology Department takes over such sites, he said. Chief incumbent of Nagadipa Vihara, Ven. Nawandagala Padumakittitissa said newly-arriving monks are creating trouble in the north, part of the blame should go to the Army as well.[2]
When the Department of Archaeology sent in a team to survey the Buddhist ruins in north and east, in 2010, they did not take bhikkhus with them to inspect sites. If we took them that could have created problems” said the Department in answer to a question from the audience at a talk.
This question was asked, because bhikkhus, such as Ven. Ellawela Medhananda have alerted the country regarding Buddhist ruins. Therefore, in the public mind ,bhikkhus are connected to Buddhist archaeology. Bhikkhus are experts in Buddhism not archaeology.
The arrival of the Sangha in the north and east after the Eelam War ended, was greatly feared by the Tamil Separatist Movement. TNA MP Sumanthiran went to Supreme Court in August 2022 saying that the Hindu heritage would disappear because of Kurundi. This shows that the Hindu faith was not strongly entrenched in the north and could be easily replaced.
Santhabodhi said that Tamil Separatist Movement started a movement against Sangha in the north. In the north Buddhist monks are asked, Where are you going? No, you can’t go there, go away , he said at a talk show on You Tube.( Madhura TV in 2022) .On one occasion 30 or 40 persons led by two MPs blocked the road and did not allow some forest monks get to their destination. The government should condemn such action and protect these sites, Santhabodhi said.
In September 2023 Eastern Province Governor Senthil Thondaman directed authorities to stop any illegal construction of Buddhist shrines in Trincomalee area. Such constructions are provocative and could cause communal disharmony. We cannot allow that to happen, he said. The bhikkhus in these temples were furious. They stormed a meeting Thondaman was chairing in Trincomalee and demanded that the order be withdrawn. The order was withdrawn.
The Tamil animosity to Buddhist theras from Sri Lanka extended beyond Sri Lanka to Tamilnadu. In January , 2011 Deputy High Commissioner for Sri Lanka in Chennai told Ada Derana that a mob had attacked the Sri Lankan Maha Bodhi Vihara in Chennai . Three monks inside the vihara, two Sri Lankan and one Nepalese had sustained minor injuries.
In March 2013, there were two attacks on Buddhist monks in Tamilnadu. On March 16 2013 You Tube showed a Sinhala bhikkhu attacked at Tanjore .https://youtu.be/RSFopX4BWrY. DBS Jeyaraj gave a detailed account of both events. On March 16 2013 Ven. Pathberiye Gnanaloka was assaulted at Tanjore. A group of students from the Institute of Archaeology, New Delhi were on a study visit to Brahadeewarar temple Tanjore. The group including Ven. Pathberiye Gnanaloka , a 46 year old Buddhist priest from Sri Lanka, who had been at the Institute since 2011, doing comparative research on monuments in Anuradhapura period , Sri Lanka and the Chozha period in Tamil kingdom.
A group of Tamil political activists from Tamil Desiya Pothuvudamai Katchi (Tamil National Socialist Party) Naam Thamizhar Katchi (We Tamil Party) and Viduthalai Thamizh Puli Amaippu (Liberation Tamil Tiger Organization) invaded the temple, surrounded Gnanaloka and hurled abuse at him. They accused him of being responsible for killing their Tamil brothers in Sri Lanka and told him to get out of the temple. The study team promptly left the temple.
Outside, they found some more opponents. There was also a TV crew. More abuse was shouted at the monk. The group were led by Karikalan of the Tamil Desiya Pothuvudamai Katchi. The TDPK, a small party advocates the setting up of a Tamil state in North and East Sri Lanka, added DBS Jeyaraj. Karikalan told the monk that he would be killed unless he vacated the temple precincts.
The visitors left the Temple precincts and started walking to the Archaeology Survey office. The Tamil activists also accompanied them shouting anti- Sri Lanka and anti-Rajapaksa slogans. Some started hitting the priest from behind. The visiting team quickened their pace finally breaking into a run as the blows increased.
Archaeology and temple officials took Gnanaloka into the office and locked him up for his own safety . The crowd kept on chanting slogans that the Singalan”(Sinhalese) must be sent out. The hostile crowd began increasing as more and more passers-by joined it.
The bhikkhu got out of his robes on the advice of the Police and changed into ordinary garb. officials took Gnanaloka and other ASI students out through a rear door and put them aboard two vans .The activist group came to know of what was happening and ran to the vehicles, screaming loudly. The Police prevented them from going close to the vehicles. With two Police vehicles at the front and back escorted the two ASI Vans left the Temple.
Marumalarchi Dravida Munnetra Kazhagham(MDMK) then joined forces with the Naam Thamizhar Katchi” (NTK) to launch combined operations against the visitors. The MDMK is led by V. Gopalaswamy now known as Vaiko. The NTK is led by Sebastian Seemon now known as Senthamilan Seeman. He later went to Geneva, to engage in anti-Sri Lanka lobbying.
Seeman had a history. He was detained in Tamil Nadu for many months for publicly threatening to kill Sinhalese in India as retaliation for Tamil Nadu fishermen being killed. He was deported from Canada some time ago for making racist remarks threatening the lives of Sinhala persons. Recently Seeman was denied entry to the USA and turned back at the John F. Kennedy Airport in New York. His younger followers wear black tee –shirts with Prabhakaran’s portrait and describe themselves as Karumpuligal” or Black tigers. His party has thousands of Sri Lankan Tamil members from the global Tamil Diaspora. The membership fee is 100 US Dollars per year. In addition Seeman also gets hefty donations from tiger supporters abroad, said DBS Jeyaraj.
The MDMK-NTK activists concealed themselves in strategic positions close to the roundabout near the Ariyamangalam dairy farm. As the vehicles slowed down at the roundabout the Tamil activists emerged suddenly with sticks and stones and blocked the vehicles. They started shouting anti-Rajapaksa slogans and started attacking the vehicles. Windows were cracked. Rotten eggs were thrown, thugs poked sticks and tried to hit them. Gnanaloka could not be identified by the mob as he was now in civilian clothes
There was another mob trying to block them at the other side of the Dairy farm roundabout. There, some activists got on their motor cycles and gave chase. When the vans neared the Ponmalai railway bridge the Seeman group took swipes at the vehicles with poles and pelted the vehicles with stones.
When the vehicles reached the G corner” at Ponmalai a large number of volunteers from the MDMK tried to obstruct the road shouting slogans against Sri Lanka. They also tried to attack the vehicles. . As the vans neared the TVS tollgate another group comprising the NTK and MDMK tried to attack them.
As the ASI vehicles reached the Airport they found that activists from several Tamil outfits had assembled at the entrance, chanting slogans. The Police however did not allow them to enter Airport premises. The visitors were safely flown out to Chennai where Police met them and provided security out of India.
DBS Jeyaraj then described the second incident. 36-year-old Ven.Udathalawinne Wageesa was attacked on March 18 2013 at Chennai railway station. A group of nineteen Buddhists from Geli-Oya had left Sri Lanka on March 3 to India on a pilgrimage, led by Ven. Wageesa . There was one other monk also in the group but he had opted to travel like a civilian in ordinary clothes as a precaution, due to the volatile nature of anti- Sri Lankan politics in Tamil Nadu Wageesa had refused to do so.
The group was at Chennai railway station having finished their pilgrimage. Wageesa was in the train compartment collecting his belongings when three men clambered aboard the compartment, surrounded the startled Bhikkhu and began shouting at him. They accused him of killing Tamils in Sri Lanka. At this point two others who seemed to be media persons got in. One had a TV camera. The trio started posing for the camera and shouted slogans. They also heaped abuse calling the priest a dog and a murderer. Get out of Tamil Nadu” they threatened.
Wageesa did not try to talk to them. He got up and attempted to walk away and was I immediately assaulted. He was hit on the face, chest and arms. Wageesa left the compartment but the trio followed. The priest was chased along the platform. He stumbled and fell. The trio then surrounded him and attacked him. He was kicked. He was also hit on the left leg with an iron pipe. The attackers interspersed their violence with slogans made to the camera. ”You can’t come here after killing there,” they said.
The matter ended there. Wageesa returned to Sri Lanka and was welcomed by many Buddhist monks at Katunayake. Meanwhile Chennai Police questioned the TV crew about how they had arrived at the scene.
The government of Sri Lanka lodged a protest with New Delhi over the incidents of assaults on Buddhist monks.. Buddhists including monks marched in protest to the Indian High Commission in Colombo. ( Continued)

Russia remains America’s second-largest supplier of crop nutrients, according to the news agency

The US has ramped up fertilizer imports from Russia over the past year despite being at the forefront of the Western sanctions war against Moscow, RIA Novosti analysis of official data showed on Monday.
According to the outlet, American companies purchased $174 million worth of fertilizer in March – up by 10% from last February. Russia’s share of US imports surged to 17.1% from 9.7% over the past year, data showed.
That made Russia the second-largest exporter to the US behind Canada, which supplied $338 million worth of the commodity in March, according to the agency’s calculations.
Data shows that US imports of potash fertilizers jumped by 29% year-on-year in March to $95.5 million. The country also purchased nitrogen-containing fertilizers worth $75.3 million and phosphorus fertilizers worth $3.1 million.
Moscow has faced unprecedented sanctions from the West since the start of the Ukraine conflict in early 2022. While Russian fertilizers and grain have not been directly targeted by restrictive measures, their exports have been affected by financial, shipping, and insurance constraints placed on Moscow.

Earlier this month, US fertilizer producer CF Industries said American agriculture companies had remained brisk” importers of Russian fertilizers since 2022.
What’s kind of shocking is there’s been all of this focus on not funding the Russian war machine and not buying Russian gas,” CF CEO Tony Will said on a company’s earnings call.
And yet, the US is arms wide open to take urea and UAN [urea ammonium nitrate] coming out of Russia, which is effectively just natural gas that’s been converted [into fertilizer].”
Russia is one of the world’s largest producers and exporters of nitrogen-containing fertilizers, according to official data. Nitrogen-based crop nutrients are produced by mixing the chemical from the air with hydrogen from natural gas at high temperature and pressure.
The biggest American urea importers from Russia between 2022 and March 2024 were ECO Fertilizers, Swiss-based EuroChem and US giant Archer-Daniels-Midland (ADM), Reuters reported citing import data.
ADM imported at least 16.8 million tons of urea from Russia between February 2022 and March 2024 via five subsidiaries, the figures showed.

ඉන්දියාව ඇමෙරිකාව, ඔස්ට්රේලියාව සහ ජපානය සමග චීනයට එරෙහි ආරක්ෂක සංවිධානයක ( Quadrilateral Security Dialogue commonly known as the Quad) සාමාජිකත්වය දරන අවස්ථාවක එම කණ්ඩායමේ ම ඇමෙරිකාව සහ ඔස්ට්රේලියාව කර ඇති චෝදනා අතිශයින්ම බරපතලය. එම චෝදනා පහසුවෙන් නොසලකා හැරිය නොහැක. කැනඩාවට ද ඉන්දියාව සම්බන්ධයෙන් බොරු කීමට අවශ්යතාවයක් නොමැත.
ඔස්ට්රේලියානු රහස් ඔත්තු සේවය තවදුරටත් කරුණු දෙකක් සම්බන්ධයෙන් කනස්සල්ල පළ කර ඇත. එනම් (1) ඔස්ට්රේලියාවේ ස්ථානගත විදේශීය තානාපති කාර්යාලයක් සමග ඇති කර ගෙන ඇති සම්බන්ධතා සහ (2) ඔස්ට්රේලියානු පොලිසිය සමග ‘මිත්රත්වයක්‘ ගොඩනගා ගැනීම.

ඔස්ට්රේලියාවේ ජාතික ආරක්ෂාවට බලපෑමක් එල්ල වන ආකාරයට කටයුතු කිරීම හේතුවෙන් ස්කොට් මොරිසන් අග්රාමාත්ය ධුරය දැරූ කාලයේදී ඉන්දීය නිලධාරීන් අවම වශයෙන් දෙදෙනකු එරටින් ඉවත් කළ බවට ඔස්ට්රේලියාව සනාථ කර ඇත. මීට පෙර කැනඩාව 2023 ජුනි මාසයේදී ෂික් ජාතිකයා මරා දැමීම සම්බන්ධයෙන් චෝදනා කර ඉහළ පෙළේ ඉන්දීය රහස් ඔත්තු නිලධාරියකු එරටින් පිටුවහල් කළේය. ඉන්දීය එම කැනඩා ක්රියාමාර්ගයට එරෙහිව තානාපති ක්රියාමාර්ග ගත් අතර දෙරට අතර රාජ්යතාන්ත්රික ගැටුමක් දක්වා වර්ධනය විය. එම ඉන්දියානු නිලධාරියා ඇමෙරිකාව තුළ ක්රියාත්මක කිරීමට සැලසුම් කළ ඝාතනයකට ද සම්බන්ධ බව ඇමෙරිකානු රාජ්ය දෙපාර්තමේන්තුව හෙළිදරව් කර ඇත.
කැනඩාව, ඇමෙරිකාව මෙන්ම ඔස්ට්රේලියාව ද රහස් මෙහෙයුම් සම්බන්ධයෙන් ඍජුව චෝදනා කරන්නේ Research and Analysis Wing (RAW /ප්රධාන ඉන්දීය රහස් ඔත්තු සේවය) ඔස්ට්රේලියාව හෙළිදරව් කළ මෙහෙයුම ක්රියාත්මක කළ ඉන්දියානු කණ්ඩායම විදේශීය මාධ්ය අපූරු ආකාරයකට හඳුන්වා දී ඇත. ‘Nest of spies’ නැතහොත් ‘ඔත්තුකරුවන්ගේ කැදැල්ල’ ඇත්ත වශයෙන්ම මෙහෙයුම ක්රියාත්මක කළ පුද්ගලයින් කණ්ඩායම සුදුසු ආකාරයට හඳුන්වා දීමකි.
මෙහිදී ලියුම්කරුට විශේෂයෙන්ම අවධාරණය කිරීමට අවශ්ය කරුණක් ඇත. ඔස්ට්රේලියාව අවධාරණය කර ඇත්තේ තමන් සම්ප්රදායික සතුරු රාජ්ය ලෙස සලකන (චීනය වැනි) රටවලට අමතරව මිත්ර රටවල් ද තමන්ට තර්ජනයක් ඇතිවන ආකාරයෙන් කටයුතු කරන බවයි. ඔස්ට්රේලියානු ගුවන් විදුලිය රජයේ ආරංචි මාර්ගවලට අනුව එලෙස කටයුතු කරන රටවල් ලෙස සිංගප්පූරුව, දකුණු කොරියාව, ඊශ්රායලය සහ ඉන්දියාව නම් කර ඇත.
පාර්ලිමේන්තුව නියෝජනය කරන කිසිදු පක්ෂයකට ජාතික ආරක්ෂාව සම්බන්ධයෙන් පැහැදිලි ස්ථාවරයක් නොමැත. යම් පක්ෂ ඇමෙරිකාව ප්රමුඛ බටහිරට ගැති අතර තවත් කොටසක් ඉන්දියාවේ සරණ පතයි. චීනය මත ‘යැපෙන’ කණ්ඩායමක් ද ඇත. එවැනි තත්ත්වයක් තුළ ජාතික ආරක්ෂාව අර්බුදකාරී තත්ත්වයකට පත් වීම වැළැක්වීමට නොහැකිය. මෙම තත්ත්වය පාර්ලිමේන්තුවෙන් පිටත දේශපාලනයේ නියැළෙන (මාධ්යයද ඇතුළුව) කණ්ඩායම්වලට ද අඩු වැඩි වශයෙන් අදාළය. ඉහළ පෙළේ ව්යාපාරික ප්රජාව ද මෙවැනි විදේශීය මෙහෙයුම්වල කොටස්කරුවන් විය හැකිය.
මීයක් කඩන්නේ අත ලෙවකන්නට නොවේ යැයි කියමනක් ඇත. විදේශීය බලවේග ශ්රී ලංකාව තුළ කරන ආයෝජන සම්බන්ධයෙන් අවධානයෙන් කටයුතු කිරීම රජයේ වගකීමකි. පාර්ලිමේන්තුවේ ද වගකීමකි. නමුත් අප රටේ අවාසනාවකට බොහෝ දේශපාලන පක්ෂවලට ජාතික අවශ්යතා නොමැත. ප්රධාන වශයෙන් ඇත්තේ පුද්ගල අවශ්යතා බව ක්රියාවෙන්ම ඔප්පු කර ඇත.
උපායමාර්ගික වශයෙන් අතිශය වැදගත් ස්ථානයක පිහිටි හම්බන්තොට වරාය ඇමෙරිකානු ඩොලර් බිලියන 1.1 කට 2017 දී චීනයට වසර 99 කට බදුදීම අවධාරණය කරන්නේ පාර්ලිමේන්තුව නියෝජනය කරන පක්ෂ කටයුතු කළ හැකි වගකීම් විරහිත ආකාරයයි.
ඔස්ට්රේලියාව ඉන්දියාව සම්බන්ධයෙන් කර ඇති හෙළිදරව්ව ශ්රී ලංකාව පත්වී ඇති එසේත් නැත්නම් පත් කර ඇති තත්ත්වය අපූරුවට අවධාරණය කරයි. ඉන්දීය රහස් ඔත්තු සේවය ශ්රී ලංකාව තුළ කර ඇති මෙහෙයුම් රහසක් නොවේ. දශක ගණනාවක් තුළ ඉන්දියාව ගත් ක්රියාමාර්ගය තුළ ශ්රී ලංකාව නැත්තටම නැතිවිය. තමන්ගේම හිටපු අග්රාමාත්යවරයකු වූ රජීව් ගාන්ධි 1991 මැයි මරාගෙන මැරෙන ශ්රී ලාංකික ප්රහාරයකට ලක්වන්නේ ඉන්දියාව ක්රියාත්මක කළ රහස් මෙහෙයුමේ විපාකයක් ලෙසය. ඒ ඉන්දීය සෙබළුන් 1,500 ආසන්න සංඛ්යාවක් ශ්රී ලංකාව තුළ ද්රවිඩ ත්රස්තවාදී ප්රහාරවලින් මිය ගොස් ඇති පසුබිමකය. වර්තමානයේ පාර්ලිමේන්තුව නියෝජනය කරන ධර්මලිංගම් සිද්ධාර්ථන් මෙම ලියුම්කරු සමග බොහෝ කලකට පෙර ප්රකාශ කළේ යාපනය දිස්ත්රික්කය නියෝජනය කළ විස්වානාත ධර්මලිංගම් වන තමන්ගේ පියා සහ අලාලසුන්දරම් නමැති මන්ත්රීවරයා ඉන්දීය ඔත්තු සේවයේ නියෝග මත ටෙලෝ සංවිධානය විසින් 1985 සැප්තැම්බර් මාසයේ පළමුවන සතියේ මරා දැමූ බවයි.
මෙය එක සිද්ධියක් පමණි. නමුත් අහඹු සිදුවීමක් නොවේ.
අස්ථාවරත්වය අවධාරණය කරන අවස්ථාවක්
දේශපාලනික-ආර්ථික-සමාජීය ලෙස අස්ථාවර රටක් පහසුවෙන් විදේශීය බලවේගවලට නතු වේ. මෙවර මැයි දිනය නැවත අවධාරණය කළේ වගකීම් විරහිත දේශපාලනය රට ගොදුරක් කර ගෙන ඇති ආකාරයයි. මෙපමණ කලක් රට පාලනය කළ කිසිදු පක්ෂයකට වර්තමාන අභියෝග ජයගත හැකි ආකාරයේ වැඩපිළිවෙළක් නොමැති බව පැහැදිලි විය.
පක්ෂයෙන් වෙන්වූ සමගි ජන බලවේග (සජබ) නියෝජනය කරන මන්ත්රී කණ්ඩායම නැවත එජාපයට කැඳවා ගැනීමට හැකියාවක් නොමැති අවස්ථාවක, ජාත්යන්තර මූල්ය අරමුදලේ නායකත්වයෙන් ක්රියාත්මක වැඩ සටහනට එම පක්ෂයේ (සජබ) සහ ජනතා විමුක්ති පෙරමුණේ/ජාතික ජන බලවේගයේ (ජවිපෙ/ජජබ) සහයෝගය ඉල්ලා සිටීම හුදු දේශපාලනික ප්රකාශයක් පමණි. ජනතාවට නව බලාපොරොත්තුවක් ඇති කිරීමට දෙයක් වික්රමසිංහ ජනාධිපතිවරයා ප්රකාශ කළේ නැත. ඒ ප්රකාශය මාලිගාවත්තේ ය.
සජබට ද අලුතෙන් කීමට දෙයක් නැත. ජනාධිපතිවරණය තමන් ජයග්රහණය කළ පසුව ජාත්යන්තර මූල්ය අරමුදල සමග දැනට ක්රියාත්මක ගිවිසුම වෙනස් කිරීමට කටයුතු කරන බව සජබ නායක සජිත් ප්රේමදාස කළ ප්රකාශය සම්බන්ධයෙන් ද ජනතාවට බලාපොරොත්තු තබා ගත නොහැක. ඒ චැතම් වීදියේය.
ඊළඟ ජනාධිපතිවරණයේ ජයග්රාහකයා තීරණය කරන්නේ ශ්රී ලංකා පොදුජන පෙරමුණ (පොහොට්ටු පක්ෂය) බව එහි සභාපති හිටපු ජනාධිපති මහින්ද රාජපක්ෂ බොරැල්ලේ කැම්බල් පිටිය කළේ ද පිළිණු ප්රකාශයකි.
ගම්පහ පැවැති ශ්රී ලංකා නිදහස් පක්ෂයේ (ශ්රීලනිප) මැයි රැලියේදී එම පක්ෂයේ ජනාධිපති අපේක්ෂකයා ලෙස අධිකරණ අමාත්ය, ජනාධිපති නීතිඥ සහ ආචාර්ය විජේදාස රාජපක්ෂ ස්ථිර විය. එය ශ්රීලනිපයේ ඔඩු දුවමින් තිබෙන අභ්යන්තර ගැටුම්කාරී තත්ත්වය සමනය කිරීමට ගත් ක්රියාමාර්ගයක් මිස රට වෙනුවෙන් ඉදිරිපත් කළ වැඩපිළිවෙළක් නොවේ.
ඉහත සඳහන් පක්ෂවලට අමතරව ජවිපෙ/ජජබ ඉදිරිපත් කළ යෝජනා සාපේක්ෂව ඉදිරියෙන් තිබූ අතර නමුත් දූෂණ, වංචා, අක්රමිකතා මැඬලීමෙන් පමණක් ශ්රී ලංකාව යථා තත්ත්වයට පත් කළ නොහැකි බව එම පක්ෂය තේරුම් ගත යුතුය. විශේෂයෙන්ම 2010 ජනාධිපතිවරණයේ සිට (එවකට විශ්රාමික ජෙනරාල් සරත් ෆොන්සේකා ජනාධිපති කරවීමට කළ අසාර්ථක උත්සාහය) එජාපය සමග 2019 දක්වාම දේශපාලනය කළ ජවිපෙ ඊට පෙර මහින්ද රාජපක්ෂ 2005 දී ජනාධිපති කිරීමට ප්රබල දායකත්වයක් ලබා දුන් බව නොරහසකි. චන්ද්රිකා බණ්ඩාරනායක කුමාරතුංග මැතිනිය සහ ජවිපෙ ‘පරිවාස’ ආණ්ඩුව මෙන්ම එම පක්ෂය ශ්රීලනිප ප්රමුඛ එක්සත් ජනතා නිදහස් සන්ධානයෙන් තරග කර ආසන 39 දින ගැනීම ද අමතක කළ නොහැක.
ජවිපෙ ඉදිරි පිම්මේ සාර්ථකත්වය තීරණය වන්නේ ප්රධාන පක්ෂ දෙකේ සමස්ත වැරදි ක්රියාකලාපයට මෙවර ජනතාව ජනාධිපතිවරණයේදී සහ මහ මැතිවරණයේදී දක්වන ප්රතිචාරය මත බව අමුතුවෙන් කිවයුතු නැත. ඒ 2022 අරගලය දේශපාලනය උඩු යටිකුරු කළ නිසාය. අරගලයත් සමග ජවිපෙ වර්ධනයට හේතුව ප්රධාන දේශපාලන ප්රවාහයන් දෙකම දශක ගණනාවක් තිස්සේ අනුගමනය කළ අතිශය ප්රෝඩාකාරී සහ විනාශකාරී ප්රතිපත්ති බව එම පක්ෂ අදටත් පිළිගන්නේ නැත.
දේශපාලන එදිරිවාදිකම් පසෙකට දමා බංකොලොත් ශ්රී ලංකාව මුහුණ දෙන සමස්ත අභියෝග ගොන්න තේරුම් ගෙන කටයුතු කිරීමේ අවශ්යතාවය දැන්වත් දේශපාලන නායකත්වය තේරුම් ගත යුතුය. ඔස්ට්රේලියාව වැනි සංවර්ධිත රටක් තමන්ට තර්ජනයක් වන ලෙස යම් රටවල් කටයුතු කරන බවට ප්රකාශ කිරීමට තරම් භූ දේශපාලන තත්ත්වය නරක විය හැකි නම් ශ්රී ලංකාව මුහුණ දෙන අභියෝගය සම්බන්ධයෙන් අමුතුවෙන් කිව යුතු නැත.
ශ්රී ලංකාව පත්වී ඇති අන්ත අසරණභාවය ලෝක බලවතුන් තමන්ට රිසි සේ පාවිච්චි කරන බව තේරුම් ගැනීමට මහින්ද යාපා අබේවර්ධන මාර්තු 21 වැනි දින කළ ප්රකාශය ප්රමාණවත්ය. තමන් ව්යවස්ථාවට පිටින් වැඩ කටයුතු කිරීමට සූදානම් නොමැති බවට ප්රකාශ කළ විට දෙස් -විදෙස් බලවේග තමන්ට ද ජීවිත තර්ජනයක් එල්ල කළ බව කථානායකවරයකු මිට පෙර කියා නැත. කථානායකවරයාට බලපෑම් කිරීමට කිසිදු චකිතයක් නොමැති නම් විදේශීය හස්තය අනෙකුත් පුද්ගලයන් සම්බන්ධයෙන් ක්රියාකරන ආකාරය වැඩිදුර පැහැදිලි කිරීමට අවශ්ය නැත.
වසරකට පමණ පෙර ලංකා විදුලිබල මණ්ඩලයේ එවකට සභාපති එම්. එම්. සී. ෆර්ඩිනැන්ඩෝ පාර්ලිමේන්තු කෝප් කාරක සභාව ඉදිරියේ කළ ආන්දෝලනාත්මක ප්රකාශය ඔබට මතක ඇති බව මෙම ලියුම්කරුගේ විශ්වාසයයි. ඉන්දීය අග්රාමාත්ය නරේන්ද්ර මෝදි පුනරින් පුනර්ජනනීය විදුලි ව්යාපෘතිය ඉන්දියාවේ අදානි සමාගමට දීමට තමන්ට බල කළ බවට එවකට ජනාධිපති ගෝඨාභය රාජපක්ෂ තමන් සමග පැවසූ බව විදුලි බල මණ්ඩලයේ සභාපතිවරයා හෙළිදරව් කළේය. ඊට එහා ඒ සිද්ධිය සම්බන්ධයෙන් කීමට අවශ්ය නැත.
ඍජු විදේශීය බලපෑම් සම්බන්ධයෙන් පසුගිය කාලයේ මාධ්ය හෙළිදරව් කර ඇත. එවකට විදුලිබල සහ බලශක්ති අමාත්ය නීතිඥ උදය ගම්මන්පිල කෙරවලපිටිය බලාගාරය ඇමෙරිකානු සමාගමක් වෙත ලබා දීමට ඇමෙරිකානු තානාපතිවරිය (ජුලි චන්ග් නොවේ) කළ බලපෑම සම්බන්ධයෙන් පාර්ලිමේන්තුවේදී අනාවරණය කළේය.
මෙම ලිපියේ ඉහළ සඳහන් කර ඇති පරිදි හම්බන්තොට වරාය අත්පත් කර ගැනීමට චීනය ක්රියාකළ ආකාරය නැවත නැවතත් අවධාරණය කරන්නේ දේශපාලන පක්ෂ, මහජන නියෝජිතයන් සහ නිලධාරීන් විදේශීය බලපෑම්වලට නතුවන ආකාරයයි. හම්බන්තොට ‘පාවාදීමට’ එරෙහි වූ එවකට වරාය අමාත්ය අර්ජුන රණතුංග (එජාප) එම අමාත්ය ධුරයෙන් ඉල්ලා අස්වූ අතර එම ධුරයට ශ්රීලනිප ජාතික ලැයිස්තු මන්ත්රී මහින්ද සමරසිංහ පත් කිරීම මෛත්රිපාල සිරිසේන ජනාධිපතිවරයා කළේය. ඒ සමගම හම්බන්තොට ගිවිසුම ක්රියාත්මක විය. චීනයට කොටස් 85% අයිති වූ අතර ශ්රී ලංකාවට 15% හිමිවිය. ඒ යහපාලන ‘හපන්කම’ කිසිදා ඒ ආකාරයට සිදු කළ යුතු නැති ගිවිසුමකි. එවකට අග්රාමාත්ය වූයේ වර්තමාන ජනාධිපති රනිල් වික්රමසිංහයි. අවසානයේ මහින්ද සමරසිංහ ඇමෙරිකාවේ ශ්රී ලංකා තානාපති ලෙස පත් වූ අතර හම්බන්තොට වරාය ශ්රී ලංකාවට සදහටම අහිමි වූ බව අමුතුවෙන් කිව යුතු නැත.
එම ප්රකාශය සම්බන්ධයෙන් යම් ගැටලුවක් තිබෙන පුද්ගලයකුට හෝ දේශපාලන පක්ෂයකට 2019 ජනාධිපතිවරණයෙන් පසුව හම්බන්තොට වරාය ගිවිසුම සංශෝධනය කළ යුතු බවට ගෝඨාභය රාජපක්ෂ ජනාධිපතිවරයා ඉන්දියානු මාධ්යයට කළ ප්රකාශය සහ ඊට චීනය දැක්වූ ප්රතිචාරය සම්බන්ධයෙන් විමසා බැලිය හැක.
මෙම ලිපිය අවසානයේ ඔබට කරුණු තුනක් මතක් කර දීමට කැමැත්තෙමි. (1) යහපාලන කථානායක කරු ජයසූරියගේ ඉල්ලීමක් මත මැති ඇමැතිවරු සහ නිලධාරීන් 200 ක් පමණ චීනයේ සංචාරය කිරීම (2) මහින්ද රාජපක්ෂ ජනාධිපතිවරයා 2015 දී පරාජය කිරීමට රට පෙළගැස්වූ මාදුළුවාවේ සෝභිත හිමියන් සිහිවීමට අනුරාධපුර දිස්ත්රික්කයේ ඇලපාතගම සම්පූර්ණයෙන්ම සංවර්ධනය කිරීමට ශ්රී ලංකා රුපියල් මිලියන 450 ආයෝජනය කිරීම. රුපියල් මිලියන 300 ක ආයෝජනයක් කර 2017 ආරම්භ කරන ලද මෙම ව්යාපෘතියට මෑතකදී තවත් රුපියල් මිලියන 150 ලබා දීමට ඉන්දියාව කටයුතු කළේය සහ (3) යහපාලන සමයේදී පාර්ලිමේන්තුවට (මැති ඇමැතිවරුන්ට සහ නිලධාරීන්ට) පරිගණක 240 පමණ චීනයෙන් නොමිලේ ලබා ගැනීම. ඊට අමතරව ඇමෙරිකාව පාර්ලිමේන්තුව සහ ශ්රී ලංකා නීතිඥ සංගමය ඇතුළුව අනෙකුත් ආයතන සම්බන්ධ කර ගනිමින් කර ඇති ‘ආයෝජන’ සම්බන්ධයෙන් ද නිසි අධ්යයනයක් නැත. එසේ කිරීමට ද කිසිදු අවශ්යතාවයක් හෝ උනන්දුවක් නැත.
ශමින්ද්ර ෆර්ඩිනැන්ඩෝ
The decision to outsource online and on-arrival tourist visa processing to three foreign companies was made despite national telecom provider SLT-Mobitel having already partially upgraded the existing electronic travel authorisation (ETA) system at the request of the Immigration Department at no cost to the government.
The fee charged by SLT-Mobitel was to have been US$ 1 per tourist application. In contrast, under the deal reached with the Singapore-registered GBS Technology Services, the UAE-registered IVS Global-FZCO, and the Dubai-headquartered VFS VF Worldwide Holdings Ltd., the companies have levied US$ 18.5 with US$ 5 added as service” and convenience” charges.
SLT-Mobitel’s upgrade of the ETA system was approved by the Cabinet on August 24, 2021. The decision was conveyed to the company via a letter dated September 21, 2021. In a letter sent last month to Immigration and Emigration Controller General Harsha Ilukpitiya, Mobitel claims that its first upgrade (done after November of that year) resolved all the performance issues and cyber security aspects immediately to manage application volumes and to meet the latest payment gateway requirements to ensure timely collection of applicable government revenues”.
The Sunday Times understands that the sudden decision to enter into the IVS-GBS-VFS deal when SLT-Mobitel had already part-upgraded the ETA system also came up for discussion when senior officials of the Public Security Ministry and the Immigration Department were summoned before Parliament’s Committee on Public Finance (COPF) on Thursday. The committee is to meet again on May 14 to further discuss the matter.

මැයි දින වේදිකාව මත සිට ජවිපෙ දේශපාලන මණ්ඩල සභික ලාල්කාන්ත මහතා විසින් සිදු කළ ප්රකාශයක අන්තර්ගතය විකෘති කරමින් මේ දිනවල විවිධ දේශපාලන සංවාද මණ්ඩප ගොඩනැගෙන ආකාරය දැක ගත හැක. ඒ තුළ ඊට පෙර තවත් ජවිපෙ ප්රබලයකු වූ නලින් හේවගේ මහතා රූපවාහිනී සංවාදයකදී සිදු කළ ප්රකාශයකටද විවිධ අර්ථකථනයන් ලබාදෙන ආකාරය දැකගත හැක. නමුත් නලින් හේවගේ වැනි 1989 වකවානුවේ සැබැවින්ම සිදුවූයේ කුමක්ද යන්න පිළිබඳව ගැඹුරු පුද්ගලික අත්දැකීම් අඩු අයෙකුගේ ප්රකාශයක් සහ ලාල්කාන්ත වැනි යම් අත්දැකීම් සහිත පුද්ගලයෙකුගේ ප්රකාශයක් සමාන තලයක තබා කියවා ගැනීම වරදක් බව ඉතා පැහැදිලිය.
ඊට අමතරව නලින් හේවගේ මහතාගේ ප්රකාශය විවාදයකදී බුරාගෙන් පනින ප්රතිවාදීන් නිහඬ කිරීම සඳහා එල්ල කරනු ලැබූ වාග් වෙඩි ප්රහාරයක් සේ සලකා බැහැර කළ නොහැක. ඔහුට අනුව එදා ජවිපෙ විසින් ‘‘කැන්ගරු උසාවි’’ මගින් නඩු අසා ස්ත්රී ¥ෂකයන් බවට චෝදනා එල්ල වූ පුද්ගලයන්ට මරණ දඬුවම නියම කර ඇත. ඒ අනුව ලාල්කාන්තගේ ගමට අධිකරණ බලය ලබාදීම නැමැති සංකල්පය එම සන්දර්භය මත තබා විග්රහ කිරීමේදී අනාගතයේදී ගම්වල ජ.වි.පෙ. සාමාජිකයින් නලින් හේවගේගේ ප්රකාශය යථාර්ථයක් බවට පත්කිරීමට ඉඩ ඇතැයි භීතියක් මැවීමට ඉඩක් විවර වේ. කෙසේ වෙතත් ජ.වි.පෙ. අතීතයට සාධාරණය ඉටු කිරීම සඳහා, ජාතික ජන බලවේගයට එම අතීතය ප්රශ්නයක් වුවද, යම් පැහැදිලි කිරීමක් සිදු කිරීමේ වගකීමක් මෙම ලියුම්කරුට ඇත.
ඒ අනුව අනුර කුමාර දිසානායක මහතා විදේශීය රටකදී 89 සිදුවීම් පිළිබඳව සැබවින්ම කණගාටුව ප්රකාශ කළා නම් එහි වරදක් නැති බව පළමුවෙන්ම කිව යුතුය. එම වකවානුවේදී සිදුවූ ඝාතන රැුල්ල පිළිබඳව අත්දැකීම් ඇත්තෙකුට ඊට අදාළ කණගාටුවක් ඇති නොවන්නේ නම් ඔහු මනුෂ්යයකු විය නොහැක. නමුත් ඔහු විසින් ඊට අදාළව සමාව ඉල්ලා සිටියා නම් එය බලවත් වරදකි. කණගාටුව ප්රකාශ කිරීම කිරීමේ දිගුවක් ලෙස සමාව ඉල්ලා සිටීමට පොදු බලපෑමක් ඇත්නම් ඊට පෙර තම මාමා විසින් ආරම්භ කළ සහ තමා විසින් උච්ච ස්ථානයකට ඔසවා තැබූ ප්රචණ්ඩ ඝාතන සංස්කෘතිය පිළිබඳව පළමුවෙන්ම රනිල් වික්රමසිංහ මහතා විසින් සමාව ඉල්ලා සිටිය යුතුය. චන්ද්රිකා කුමාරතුංග ජනාධිපතිවරිය විසින් බටලන්ද සිදුවීම් පිළිබඳ සොයා බැලීම සඳහා 1995 දී පත් කළ ජනාධිපති කොමිසමේ වාර්තාව අනුව බටලන්ද වධකාගාරය ආශ්රිතව සිදුවූ අපරාධ ‘‘මිනිස් සංහතියට එරෙහිව සිදුවූ අපරාධ’’ ලෙස සලකා නඩු පැවරීම පිළිබඳව සලකා බැලිය යුතුය.
එදා 1987 ජුලි 28 දින ඉන්දු ලංකා ගිවිසුමට එරෙහිව පිටකොටුවෙන් ආරම්භ කළ විරෝධය මර්ධනය කිරීම සඳහා එදින අහිංසක නිරායුද පුද්ගලයින් 140 දෙනෙකු ඝාතනය කෙරුණි. එම ඝාතනවලට පොලිසියට අමතරව බාහිර මැර පිරිස් ද යොදාගත් බවට චෝදනා එල්ල විය. ඊට පෙර 1983 සිට බොරු චෝදනා එල්ල කරමින් ජවිපෙ තහනම් කර මර්ධනයට යටත් කළද ඊට පිළිතුරු ලෙස හෙවත් මර්ධනයට ප්රති අවියක් ලෙස හෝ ජවිපෙ විසින් ප්රචණ්ඩත්වය හෝ ඝාතන යොදාගත්තේ නැත. ඉන්දු ලංකා ගිවිසුම අනුව ඉන්දියානු මැදිහත්වීම මත පළාත් සභා පිහිටුවීම මගින් රට බෙදීමට එරෙහිව දියත් කළ දේශපාලන ව්යාපාරයට ජ.වි.පෙ විසින් ප්රචණ්ඩත්වය යම් මාත්රාවකට එකතු කරන්නේ දේශපාලන අවියක් ලෙසය.
දේශපාලන ජයග්රහණ සඳහා ප්රචණ්ඩත්වය සුළු මාත්රාවකින් යොදාගැනීම පිළිබඳව ලෝක ඉතිහාසයේ ඕනෑ තරම් අත්දැකීම් ඇත. එවැනි උත්සාහයන් සාර්ථක වීම පිළිබඳව කෙසේ වෙතත් මහා ඛේදවාචක බවට පත්වීම පිළිබඳව බොහෝ උදාහරණ ඇත. එල්සැල්වදෝරයේදී ශ්රී ලංකාවේ සිදුවූ දේ ඊට වසර කිහිපයකට පෙර ඒ ආකාරයටම සිදු වූ ආකාරය පිළිබඳව සුවිශේෂී හෙළිදරව්වක් සුප්රසිද්ධ WITNESS TO WAR (By DX CHARLES CLEMENT නම් වූ ග්රන්ථය මගින් ඉදිරිපත් කර ඇත.
ඊට අනුව වාමාංශික ව්යාපාරය විසින් රාජ්ය ප්රචණ්ඩත්වයට එරෙහිව මහජනයා විසින් ප්රචණ්ඩත්වය ප්රති අවියක් ලෙස කුමන මාත්රාවකින් යොදා ගත්තද එම ක්රියාවලිය චක්රීයව වර්ධනය වන විශම චක්රයක් බවට පත්වේ. එම ක්රියාවලිය තුළ රාජ්ය ත්රස්තවාදය සාධාරණිකරණය කෙරෙන අතර විවිධ සමාජ විරෝධී බලවේගවලටද පවතින තත්වය යොදාගනිමින් තම පටු පුද්ගලික අරමුණු ඉටුකර ගැනීමට අවකාශය නිර්මාණය වේ.
කෙසේ වෙතත් එවැනි ඛේදවාචකයක් පිළිබඳව ප්රත්යාවලෝකනය කිරීමේදී වරදක් සිදුවී ඇති බව පිළිගැනීම මූලික කොන්දේසියකි. දෙවන්න දැනුම්වත්ව ඊට දායක වූ ප්රමාණය සහ යම් තත්ත්වයන් වැළැක්වීම සඳහා ගනු ලැබූ පියවර කුමක්ද යන්න පිළිබඳ විමසා බැලීමයි. මෙම ලියුම්කරු 1983 සිට 2008 දක්වා ඉතා සමීපව සහ 2008 සිට මරණය තෙක් දුරස්ව සෝමවංශ අමරසිංහ සහෝදරයා දේශපාලන වශයෙන් මෙන්ම පුද්ගලිකවද ඇසුරු කර ඇත. එසේම රෝහණ විජේවීර සහෝදරයා 1984 සිට 1989 දී අත්අඩංගුවට පත්වීමට මාස කිහිපයකට පෙර කාලය දක්වා ඉතා සමීපව ඇසුරු කර ඇත. ඒ නිසා ඔවුන්ගේ දේශපාලන සහ පුද්ගලික මනෝභාවයන් පිළිබඳව ඉතා ගැඹුරු අවබෝධයකින් යුක්තව සහ වගකීමෙන් යුක්තව සඳහන් කළ හැක්කේ ඔවුන් දෙපළ නායකයින් ලෙස එදා රටේ සිදුවූ ප්රචණ්ඩ ක්රියා පිළිබඳව බලවත් සිත් වේදනාවකින් සහ කම්පනයකින් යුක්තව ක්රියාකළ බවය. යම් විශේෂිත සිදුවීම් පිළිබඳව ඔවුන් පුද්ගලිකව දුකට පත්වූ ආකාරය පිළිබඳව අත්දැකීම් රාශියක් මෙම ලියුම්කරුට ඉදිරිපත් කළ හැක.
ඊට අදාලව හොඳම උදාහරණය සපයන්නේ ජනතා විමුක්ති පෙරමුණ විසින් වගකීම බාරගත් කටුනායක ගුවන් හමුදා කඳවුරට එල්ල කළ ප්රහාරයේදී ගුවන් හමුදා බටයකු මරණයට පත්වීමේ සිදුවීමය. එම සිදුවීම පිළිබඳව ඔවුන් පුද්ගලිකවද කම්පාවට පත්වූ අතර ප්රසිද්ධියේ මහජනයාට කණගාටුව ප්රකාශ කරනු ලැබීය. ඒ මගින් අභ්යන්තරවද ප්රවේසම් විය යුතු ආකාරය පිළිබඳව මානසික බලපෑමක් ඇති කරනු ලැබීය. කෙසේ වෙතත් එල්සැල්වදෝරයේ ඛේදවාචකය ශ්රී ලංකාවේ ඛේදවාචකය සමඟ සංසන්දනය කිරීමේදී ජාතියක් ලෙස අප විසින් ගෙවා ඇති වන්දියට සාපේක්ෂව ලැබී ඇති ප්රතිලාභය සැලකිල්ලට ගත යුතුය. නමුත් බොහෝ අ`දබාල දේශපාලඥයින් ප්රකාශ කරන්නේ රෝහණ විජේවීර තම ජීවිතය සහ සාමාජිකයන් 60,000 කගේ ජීවිත පූජාකර ලබා ගත් ප්රතිලාභය කුමක්ද යනුවෙනි. ලාල්කාන්ත සහෝදරයාගේ ප්රකාශය සාකච්ඡුාවට ගත යුත්තේ ඊට අදාළ සංදර්භය තුළය.
එදා 1987දී ඉන්දු ලංකා ගිවිසුම අනුව 13වැනි ව්යවස්ථා සංශෝධනය යෝජනාවන්නේ අවසානයේදී රට බෙදා වෙන් කිරීමේ අරමුණු සහිතව බව මේ වන විට එදාටත් වඩා හොඳින් පැහැදිලි වී ඇත. ජේ.ආර් ජයවර්ධන ජනාධිපතිවරයා නීති උපදෙස් ලබාගත් එච්.එල්. ද සිල්වා, එස්.එල්. ගුණසේකර වැනි විද්වතුන් මෙන්ම හිටපු අග විනිසුරු රාජා වනසුන්දර මහතා පසුකාලීනව එළිදරව් කළ ආකාරයට 13 වැනි ව්යවස්ථා සංශෝධනය සකස්වන්නේ පූර්ණ ෆෙඩරල් රාජ්යයක් නිර්මාණය කිරීම සඳහාය. එය බෙදුම්වාදී මාර්ග සිතියමේ පළමු පියවර වන අතර ජාත්යන්තරය ද මැදිහත් වන ගැටුම් යොදා ගනිමින් ෆෙඩරල් රාජ්යය වෙනම රාජ්යයක් බවට පත් කිරීමේ ක්රියාවලිය දෙවන පියවර ලෙස සැලකේ. ලාල්කාන්ත සහෝදරයා මැයි දින වේදිකාවේදී සුමන්දිරන් මහත්මයලා සතුටු කිරීම සඳහා ව්යවස්ථාදායක බලය සහ විධායකය බලය පමණක් නොව අධිකරණ බලයද ඇතුළත් වන ආකාරයට බලය බෙදීම තමාගේ ප්රතිපත්තිය බව සඳහන් කිරීම මගින් අදහස් වන්නේ කුමක්ද? ඔහු දැනුවත්ව හෝ නොදැනුවත්ව පෙනී සිටින්නේ පූර්ණ ෆෙඩරල් රාජ්යයක ආකාරයට බලය බෙදීම සඳහා බව ඉතා පැහැදිලිය.
ඒ ආකාරයට පරමාධිපත්යයේ බලය බෙදීම යනු ජාත්යන්තර නීතියට අනුව රටක් බෙදා වෙන් කිරීමේ ක්රියාවලිය තුළ ජාත්යන්තර අධිකරණය විසින් සැලකිල්ලට ගන්නා මූලික කොන්දේසියකි. දෙවන ලෝක යුද්ධයට පසුව ජාත්යන්තර මැදිහත්වීම මත බෙදාවෙන්කර ඇති රටවල් 26ක් අධ්යයනය කිරීමේදී දක්නට ලැබෙන පොදු ලක්ෂණය වන්නේ පළමු පියවර ලෙස එම රටේ ව්යවස්ථාව මගින් හෝ ජාත්යන්තර ගිවිසුමක් මගින් පරමාධිපත්යයේ බලය බෙදීයන ආකාරයට ෆෙඩරල් ලක්ෂණ සහිත පාලන බල ප්රදේශයක සීමා ලකුණු කිරීමය. ශ්රී ලංකාවේදී 13 වන සංශෝධනය මගින් උත්සාහ කළ දේ සුඩානයේ දී සිදු කරන්නේ ජාත්යන්තර ගිවිසුමක් තුළින් තාවකාලික ආණ්ඩුවක් පිහිටුවීම මගිනි. ශ්රී ලංකාවේදී 2002 දී එවකට අගමැති රනිල් වික්රමසිංහ මහතා එම ක්රමවේද දෙකම දෙමුහුන් කිරීම මගින් බෙදුම්වාදීන්ගේ මනදොල සැපරීමට උත්සාහ කළ බවද අමතක නොකළ යුතුය.
ඒ ආකාරයට 1987 ජුලි මාසයේදී රජීව් ගාන්ධි විසින් ප්රභාකරන්ට පොරොන්දු වන්නේ අනාගත ඊළම නිර්මාණය කිරීම සඳහා ෆෙඩරල් පාලනයක් ලබා දෙන බවට ය. ඔහු ආයුධ බිම තැබීමට එකඟ වන්නේ ඊට අනුවය. නමුත් නොවැම්බර් මාසය වන විට ජවිපෙ විසින් එම ක්රියාවලියට එරෙහිව දියත් කළ ප්රචණ්ඩ විරෝධතාවයන් නිසා 13 වැනි සංශෝධනය සඳහා ඉන්දියාව විසින් ඉදිරිපත් කළ ලියවිල්ල බරපතල වෙනස්කම්වලට භාජනය කිරීමට සිදුවිය. ඊට හේතු වූයේ පූර්ණ පෙඩරල් පාලනයක් සඳහා වන ව්යවස්ථා සංශෝධනයක් සම්මත කිරීම සඳහා ජනමත විචාරණයක් අවශ්ය වීමය. එම ප්රචණ්ඩ විරෝධය තුළ ජනමත විචාරණය පරාජය වීමේ ප්රබල හැකියාවක් තිබුණු අතර එසේ වූවා නම් සමස්ත බෙදුම්වාදී මාර්ග සිතියම හකුලා ගැනීමට සිදුවේ. ඊට අමතරව මධ්යගත ප්රබල ධනේෂ්වර රාජ්යයක ඒකාධිපතියා වීමට සිහින දකිමින් සිටි ජේ.ආර්. ජයවර්ධන ජනාධිපතිවරයාට බලය බෙදීමට අදාළව පුද්ගලිකව එ`ගකතාවයක් නොතිබුණු බව ඉතා ඉහත සඳහන් කළ විද්වතුන් විසින් එළිදරව් කරන්නට යෙදුණි.
ඒ අනුව ජවිපෙ විරෝධය තුළ ඉන්දියාවට අතරමැදි සමාදානයකට එකඟවීමට සිදුවූ අතර පූර්ණ ෆෙඩරල් පාලනය බිහිකිරීම වැළැක්වීම සඳහා ව්යවස්ථාමය බාධක ප්රමාණයක් පැනවීම සඳහා එකඟතාවය පළකිරීමට සිදුවිය. ඒ අනුව සමගාමී ලැයිස්තුව ඇතුල් කිරීම, මුදල් සහ ඉඩම් බලය සීමා කිරීම, ආණ්ඩුකාරවරයාගේ බලතල සහ ජාතික ප්රතිපත්ති වලට අදාළ බලය මධ්යයම ආණ්ඩුව සතුවීම ආදී වශයෙන් එවැනි බාධක 5ක් හඳුනාගත හැක. එහිදී ඉන්දියාව අඩියක් පිටුපසට තැබූ බව පෙනුණත් ඔවුන්ගේ වෙනස් වූ උපායමාර්ගික ප්රවේශයට අනුව 13 වැනි සංශෝධනය සම්පූර්ණයෙන්ම බලාත්මක කිරීම හෙවත් පූර්ණ ෆෙඩරල් පාලනයක් බිහි කිරීම ද්විතීක අවස්ථාවක් බවට පත් කෙරිනි. පසුගිය කාලයේදී ව්යවස්ථා සංශෝධනයක් මගින් බාධක ඉවත් කිරීම හරහා 13 වැනි සංශෝධනය සම්පූර්ණයෙන්ම බලත්ම කිරීම හෝ පරිපාලන වශයෙන් ආණ්ඩුකාරවරයාගේ බලතල ක්රියාත්මක කිරීමට ඉඩ හැරීම මගින් 13 බලාත්මක කිරීම සඳහා ඉන්දියාවෙන් බලපෑම් එල්ලවන්නේ එම ද්විතීක උපාය මාර්ගයට අනුවය.
එසේ වුවත් ප්රභාකරන්ට ලබාදුන් පොරොන්දු ඉටුු නොකිරීම නිසා ඔහු නැවත ආයුධ අතට ගැනීම සාධාරණීකරණය විය. ඉහත සඳහන් කළ ආකාරයට පසුකාලීනව 13 පූර්ණ වශයෙන් බලාත්මක කිරීම සඳහා බලපෑම් එල්ල කිරීමේදී එම ආයුධ බලය කේවල් කිරීමේ අවියක් ලෙස යොදා ගැනීමට අවකාශය ලැබුණි. එහිදී පසුකාලීනව ප්රභාකරන් නැති ඊළමක් බිහි කිරීම දක්වා ඉන්දියාවේ උපායමාර්ගය තුළ වෙනස්කම් සිදුවුවද බෙදුම්වාදී මාර්ග සිතියමට අදාළ මූලික උපාය මාර්ගික ප්රවේශය වෙනස් වූයේ නැත. අද වන විට එහි අවසාන අරමුණ එනම්, ශ්රී ලංකාව ඉන්දියාවේ 29 වැනි ප්රාන්තය බවට පත්කර ගැනීම සහ ඉන් පසුව ඊළම නිර්මාණය කර ඈදා ගැනීම මගින් 30 වැනි ප්රාන්තය නිර්මාණය කිරීමට අදාල ක්රියාවලියේ හැඩතල පැහැදිලිව හඳුනාගත හැක.
ඒ සමස්ත පැහැදිලි කිරීම මගින් ජනතා විමුක්ති පෙරමුණ විසින් දියත් කළ ප්රචණ්ඩ විරෝධය සහ ඒ සමග බැඳුණු ජීවිත පරිත්යාගය නිසා එදා 1987 දී පූර්ණ ෆෙඩරල් රාජ්යයක් බිහිවීම වැළැක්වීම තුළින් බෙදුම්වාදී මාර්ග සිතියම තීරණාත්මක පසුබෑමකට ලක්වූ බව තේරුම් ගත හැක. එසේ නොමැති තත්ත්වයක් යටතේ මේ වන විට එසේ නිර්මාණය කිරීමට නියමිත වූ පූර්ණ ෆෙඩරල් රාජය්ය බෙදී වෙන් වී අප ජාතියක් ලෙස එකිනෙකා මරා ගන්නා තත්ත්වයක් නිර්මාණය වේ. එසේ වුවානම් එදා සිදු කළ පරිත්යාගයට වඩා මහා විනාශයකින් වන්දි ගෙවීමට සිදුවන බව ඉතා පැහැදිලිය. අද සුඩානයට අත් වූ ඉරණම දෙස බැලීමේදී ඒ බව ඉතා හොඳින් පැහැදිලි වේ. සුඩානයට අත් වූ ඉරණම එනම් 2002 දී අප රටේ නළලේ කෙටීමට උත්සාහ කළ ඉරණම දෙස බැලීමේදී ද එදා ජවිපෙ 1988-89 කාලයේදී සිදු කළ පරිත්යාග වල වැදගත්කම තවදුරටත් අවධාරණයවේ.
එදා ඒ මහා විනාශයට පසුව ‘‘ෆීනික්ස් පක්ෂියා’ සේ 1994 දී ජවිපෙ නැවත නැගීසිටීමෙන් පසුව බෙදුම්වාදයට අදාළ රෝහණ විජේවීරයන්ගේ ඉගැන්වීම් හිස් මුදුනේ තබාගෙන කටයුතු කරන්නේ අතීතයේ සිදු කළ පරිත්යාගයන්ගේ බරපතළකම සහ වැදගත්කම නිසාය. එම වන්දියේ තරම අනුව එම පක්ෂයට බෙදුම්වාදයට අදාළ ස්ථාවරය වෙනස් කිරීමේ හැකියාවක් නැත. ඒ අකාරයට ජවිපෙ 2002 දී රෝහණ විජේවීරයන්ගේ ඉගැන්වීම් සහ පරිත්යාග හිස මත තබාගෙන කටයුතු කළ නිසා ඔවුන්ට සුඩානයට සිදු කළ විපත එනම් ජාත්යන්තර ගිවිසුමක් මගින් තාවකාලික ආණ්ඩුවක් පිහිටුවීමේ උත්සාහය පරාජයට පත් කිරීමට හැකි විය. එසේ නොකළා නම් අද සූඩානයේ වැසියන් ගෙවන ආකාරයට අප රටේ වැසියන්ට ගෙවීමට සිදුවන වන්දිය 1988-89 කාලයේදී ගෙවූ වන්දියට වඩා සිය දහස් ගුණයකින් බරපතල වන බවට කිසිදු සැකයක් නැත. අප රටේ වසර 2000කට අධික කාලයක් ආක්රමණ 20ක් පරාජය කර ශ්රී ලංකාවේ රාජ්යය ආරක්ෂා කිරීම සඳහා රට වැසියන් ලක්ෂ ගණනක් සිය ජීවිත පරිත්යාග කර ඇත. ශ්රී ලංකාවේ භූ දේශපාලන පිහිටීම අනුව, ගෝලීය බලතුලනයේ මහා වෙනසක් සිදු නොවන්නේනම්, එම තත්වය ඉදිරියටත් එසේම පවතිනු ඇත.
ඒ අනුව දැන් සුමන්තිරන්ලා කිසි දිනක ලබා නොදෙන ඡන්ද කුට්ටියක් දෙස බලාගෙන ලාල්කාන්තලා තම ඓතිහාසික දේශපාලන න්යායාත්මක ස්ථාවරය දියාරු කිරීම මගින් රටක් ලෙස අප ගෙවා ඇති වන්දිය සහ පරිත්යාග සියල්ල අවතක්සේරු වේ. ඊට අමතරව ඔහු විසින් 60,000ක් වූ තම අතීත ස`ගයින් පමණක් නොව ඉහත සඳහන් කළ පරම්පරා ගණනාවක මුතුන් මිත්තන් ද ඉතා ගුණමකු ලෙස පාවාදෙන බව පැහැදිළිය.
ඒ සියල්ල මගින් ජාතික ජනබලවේගයේ යම් නායකයින් සහ අධිරාජ්යවාදී බලවේග බලවත් සතුටට පත්විය හැකි වුවත් අප රටේ ජනතාව දුකට පත්වීමට ගතවන්නේ ඉතා කෙටි කලක් බව ඉතිහාසයට සාධාරණය ඉටු කිරීම සඳහා ඉතා කණගාටුවෙන් යුතුව මෙසේ ලියා තබමි.

සිද්ධාර්ථ යසෝදරා චරිත වලින් සිද්ධාර්ථ චරිතයටත් වඩා යශෝධරා චරිතය තමන් වීරත්වයෙන් සලකන බව ජාතික ජනබලවේගයේ පාර්ලිමේන්තු මන්ත්රීනී හරිනී අමරසූරිය මහත්මිය ඉකුත් දා නෙත් ගුවන්විදුලිය සමඟ සාකච්ඡාවකදී පවසා තිබිණි.
සිද්ධාථට වඩා යශෝදරාවන් කරන ලද කැප කිරීම් ඉහළ බවද ඇය එහිදී කියා සිටියාය.
මේ සම්බන්ධයෙන් පූජ්ය මිල්ලකඩ දම්මරතන හිමියන් උන්වහන්සේගේ අන්තර්ජාල මුහුණුපොතේ අදහස් පළ කිරීමක් සිදුකර තිබිණි.

බෞද්ධ සමාජය කොතනකවත් සිද්ධාර්ථ කුමාරයාට “සිද්ධාර්ථ” යනුවෙන් අමන්ත්රණය කරන්නේ නෑ .සාමාන්යයෙන් අපි කියන්නේ “සිද්ධාර්ථ ගෞතයන් වහන්සේ” එහෙමත් නැත්නම් “සිද්ධාර්ථ බෝධි සත්වයන් වහන්සේ” යනුවෙන්.
ලන්කාවේ නිරාලට (එහෙම පිරිසක් ලන්කාවේ නෑ) හා ජේවීපී හිපාටුවන්ට අනුව නම් හේ සිද්ධාර්ථ නම් වෙයි.
බෞද්ධ සමාජයට රිද්දවන්න නම් එක්කෝ බෞද්ධ සංස්කෘතිය ට ගහන්න ඕනී. එහෙම නැත්නම් අර කියන සිද්ධාර්ථ කුටුපට්ටම් කරලා මහා මායා දේවිය හෝ යසෝධරා උස්සන්න ඕනී. හරිනිලා විඩෙන් විඩේ කරන්නේ ඒ කොන්ත්රාත්තුව ක්රියාත්මක කරන එක.
මේ අයට බුද්ධ ආරක ධර්ම වැදගත් නෑ.
බුද්ධ සංකල්ප හෝ බෝධි සත්ව පරමාදර්ශය වැදගත් නෑ. කොටන්න පුලුවන් මොකද්ද හම්බවෙන්නේ ඒකට කොටනවා.
හැබැයි මේකෙන් සිගිති ආතල් ගන්න කොටසකුත් නැතුවා නොවේ. ඒ අයට හරිනිලාගේ නමට ඉස්සරහින් ආචාර්ය කෑල්ල දාලා මොකක් හරි කිව්වාම ඒක හොද කටගැස්මක් වෙනවා.
අද මව් වරුන්ගේ දිනේ සිද්ධාර්ථ පාගලා එහෙමත් නැත්නම් පොඩිපට්ට කරලා යසෝධරා උස්සලා තිබ්බම ඒ අය හිතනවා සිංහල බෞද්ධ සමාජය රිද්දවලා පොඩි ආතල් එකක් දෙන එක හොදයි කියලා.
ඉතින් මේ විදියේ සිගිති ආතල් ගන්න කිසිම කෙනෙකුට බාදාවක් නෑ. ඒ වගේම හරිනිලා පතන නිරාගමික රාජ්යයටත් ඕවා බාධාවක් වෙන එකකුත් නෑ.
President Ranil Wickremesinghe emphasised that LKR 01 billion will be allocated next year for research on the relationship between Buddha’s teachings and Artificial Intelligence (AI).
The President mentioned that while the research on Buddha’s teachings and AI was scheduled to begin this year, it has been postponed to next year due to the absence of required legislation for the regulation of Artificial Intelligence. He emphasized that the subsequent steps will be taken once the new laws are adopted.
President Ranil Wickremesinghe made this statement during his attendance at the 100th anniversary celebration of the Sri Lanka Buddhist Society Moratuwa, held today (11) at the Moratuwa Buddhist Society Hall.
The Moratuwa Buddhist Society Hall, initiated under the Sri Lanka Buddhist Society Moratuwa, had its foundation stone laid in 1925. This society was established on May 11, 1924, under the leadership of Mr. Arthur V. Dias. The building was inaugurated as the Buddhist Headquarters for Buddhist population in Moratuwa on June 24, 1929, by the then Governor of British Ceylon Sir Herbert J. Stanley with officiating the opening ceremony. Additionally, on that same day, the foundation stone for Moratuwa College was also laid.<
The President reiterated that the government will finance the restoration of the Moratuwa Buddhist Society Hall, which is approaching its centenary.
During his visit to the Moratuwa Buddhist Society Hall this afternoon, President Ranil Wickremesinghe participated in solemn religious ceremonies before the sacred Buddha statue. The Maha Sangha meticulously adorned the Seth Pirith and extended blessings to the President.
Additionally, the President participated in the ceremonial planting of a sandalwood tree on the premises, symbolizing the commemoration of the 100th anniversary of the Moratuwa Buddhist Society.
The Vice President of Moratuwa Buddhist Society Dhammika Chandranath Fernando presented the centenary commemorative souvenir to President Ranil Wickremesinghe.
Additionally, the most senior member of the Moratuwa Buddhist Society Ranjith Gamanayake, along with Vice Presidents Pradeep Sriyantha Fernando, Dhammika Chandranath Fernando, Gamini Perera, and Regional Secretary Keerthi Perera, also presented a commemorative gift to the President.
Furthermore, commemorative gifts were extended to Minister of Justice, Prison Affairs and Constitutional Reforms Wijayadasa Rajapaksa, Member of Parliament Eran Wickramaratne, Senior Advisor to the President on National Security and Chief of Presidential Staff Sagala Ratnayaka and former Mayor of Moratuwa Samanlal Fernando.
Additionally, a picture of the Moratuwa Buddhist Society Hall, featuring a portrait of President Ranil Wickremesinghe painted by W. A. Imasha Shavindra Ashinshana a student from the Moratuwa College student, was also presented to the President.
President Ranil Wickremesinghe, speaking at the event, added:
“Today, the world is confronted with a significant threat posed by climate change. The unprecedented intensity of sunlight we are experiencing is unlike anything we’ve encountered before. We find ourselves in a challenging situation that requires focused efforts to mitigate climate warming. Additionally, we’re grappling with a substantial water scarcity issue. It’s essential to approach these challenges in alignment with the teachings of Buddha.
In the next two or three decades, climate change will emerge as one of the primary global challenges. According to Buddha’s teachings, this issue stems from civilization’s greed for rapid progress. The widespread desire for advancement has led to increased vehicle usage, resulting in significant environmental damage. Consequently, human society has inflicted considerable harm on the environment. Hence, it’s crucial to prioritize efforts to control climate change.
Today, the world is witnessing rapid technological advancements. Despite initial beliefs after the atomic bomb explosion in 1945 that technological progress might cease, there has been significant advancement across all sectors. Particularly, the IT sector has seen remarkable progress. During our school days, computers and mobile phones were non-existent, but with modern technological advancements, we now have access to Artificial Intelligence.
We are currently at the dawn of Artificial Intelligence, prompting questions about its trajectory over the next two decades. It’s essential to explore the relationship between artificial intelligence and Buddhism.
Buddha’s teachings emphasize the power of our minds in shaping our lives. By mastering our minds, we pave the way for progress; failure to do so leaves us with no future. This message was specifically intended for humanity, highlighting the importance of controlling our minds to overcome desires.
Now, artificial intelligence (AI) mirrors the capabilities of the human mind. AI can process vast amounts of information and operate accordingly. Therefore, it’s pertinent to explore the connection between Buddha’s teachings and AI, considering their shared focus on the mind’s control and its implications for our actions.
If artificial intelligence promotes a different religion, it could pose a threat to Buddhism, so it’s crucial to consider this possibility. Throughout history, Buddhism in Sri Lanka has been influenced by Hinduism, Mahayana and political influences. With the emergence of artificial intelligence, it adds another layer of influence. Therefore, we must contemplate whether AI might propagate alternative doctrines
It’s essential for people to contemplate the implications of integrating Dhamma with the mobile devices they use. This issue extends beyond Buddhism to other religions as well.
Hence, we are implementing new regulations to oversee artificial intelligence. The Ministry of Technology has drafted legislation for technology development, including plans to establish an artificial intelligence centre. Countries like the United Kingdom and the European Union have already enacted laws to govern artificial intelligence, and we must follow suit.
Moreover, there are plans to allocate LKR 01 Billion next year for research on the interconnection between Buddha’s teachings and artificial intelligence. Although originally slated for this year, the initiative has been deferred to next year due to pending laws and regulations concerning AI oversight. Consequently, we anticipate introducing new legislation to kick-start these endeavours;.

Mr. Chairman, Ranking Member Rickets, and distinguished Members of the committee, thank you for convening this hearing. I am honored to appear before you today as the President’s nominee for U.S. Ambassador to Sri Lanka. I am deeply grateful for the opportunity to be considered for this esteemed and critical role. Senators, I appreciate your consideration of my nomination.
I began my diplomatic career in South Asia over 20 years ago and have long championed fundamental U.S. principles, including the respect for human rights and economic freedom. Our ability as Americans to thrive while safeguarding the democratic values enshrined in our Constitution is what distinguishes us and serves as an example to others. If confirmed, I eagerly anticipate collaborating with Congress to uphold and advance U.S. interests.
Before delving into further details regarding our relationship with Sri Lanka, I wish to extend my gratitude to several individuals who have supported me on my journey to this hearing. Foremost, my husband, Army COL JP Gresh, who is my rock and source of joy. Our household embodies civilian-military cooperation, and together, we have built our lives around a shared commitment to public service and adventure: five countries, four dogs, and fifteen years and counting.
Accompanying me today is my sister, Sarah Horst, whose humor and candid feedback have been invaluable. Additionally, my two nieces, Bailey Evans and Kate Evans, are present, and I hope that witnessing today’s proceedings inspires them on their own paths of public service. I also extend my heartfelt appreciation to my parents: my father, Dr. Jim Horst, who instilled in me empathy, and my mother, Reverend Dr. Judith Stone, who taught me the value of generosity. These qualities have served me well in my roles as a diplomat and leader in the U.S. Foreign Service.
Sri Lanka holds a crucial position as a partner to the United States in the Indo-Pacific region, a relationship spanning over 76 years. If confirmed, I intend to focus on three primary pillars of the U.S.-Sri Lanka relationship: expanding our economic cooperation, strengthening our security interests, and fostering ties with Sri Lanka’s diverse and vibrant population.
Sri Lanka’s economy possesses significant potential. Enhancing trade relations, promoting private sector-led growth, and fostering inclusive innovation and entrepreneurship are central to my vision for deepening our economic ties.
Despite enduring a civil war that concluded in 2009 and facing political and economic crises in 2022, Sri Lanka remains resilient. During the 2022 crisis, the United States provided immediate food aid and chemical fertilizers to alleviate hunger and ensure a successful harvest. Presently, we continue to provide meals for schoolchildren nationwide. As Sri Lanka regains economic stability and confidence, we remain steadfast in our support for the Sri Lankan people.
Given Sri Lanka’s strategic importance in the Indian Ocean and its proximity to global maritime lanes, close collaboration is essential to promoting a secure Indo-Pacific region. Our partnership is vital for addressing emerging security challenges and adversaries, including combating transnational crime, enhancing maritime security, and responding to natural disasters. If confirmed, I will reaffirm our shared commitment to a free and open Indo-Pacific region, collaborative maritime security, the rules-based international order, and stability throughout the Indian Ocean.
Sri Lanka boasts a vibrant civil society, and if confirmed, I eagerly anticipate expanding our people-to-people ties, including with the dynamic Sri Lankan American community. I will advocate for marginalized populations, accountability, truth and reconciliation, and transparency and justice in Sri Lanka.
In conclusion, I emphasize a fourth pillar, the true cornerstone of diplomatic success: the dedicated individuals at the U.S. Embassy Colombo. If confirmed, I am eager to lead, develop, and empower our interagency team and local staff to make a meaningful impact in our bilateral relationship and advance a foreign policy that benefits the American people. Elections are far more than simply going to an election booth every 5 years and casting one’s vote, yet how many of Sri Lanka’s voters realize the importance of an election? Is it simply a day where they can’t wait to take revenge & vote out the party in power not caring who takes over or not bothering to even wonder if the successor is able or capable to lead the nation. The unimportance of elections were seen in 2022 when a small handful of the 22m population stormed the President’s House/Office to oust an elected President & were happy to continue with a rejected politician as president. It is these same handful & their sponsors who are now ironically demanding elections to exercise their franchise. We certainly cannot understand their logic!
How many of Sri Lanka’s voters ever read a single line in the manifestos issued by political parties prior to elections? Then again how many inside the parties read their own manifestos? This job is often outsourced to a PR agency who charges millions and produces a document the party eventually doesn’t even refer to!
This is where voters and parties have gone wrong. They contest without a proper plan while voters vote not even demanding a plan.
The contenders only plan to come to power and enjoy the perks and privileges of power while the voters generally vote thinking how they will personally benefit. This is seen in the ugly manner businesses fund every political party so they are on the good books of every party coming to power. The media is tasked alongside other hired groups to sway the people’s conscience in particular the floating voters.
People’s thoughts are easily swayed because they do not put the country or the need to protect the country first. They do not realize that it is only when the nation is safe & secure, that their own personal lives become safe & secure. When the Colombo cannot understand this simple fact, can we expect rural Sri Lanka, though speaking to them, it is easy to realize that they have a better understanding of politics than the Colombo elite.
Voters who do not read a manifesto & parties that also don’t care to follow-through the commitments made in their manifestos are not doing any good to the nation. Both parties are equally at fault. If we turn this statement to numbers, we will be shocked to come to terms with exactly how many of our voters are ignorant of party manifestos & vote because of the manifesto primarily because they too know the parties will not follow their own manifestos. So essentially the voters & their parties are equally guilty and are to be blamed.
When there is no plan for the party – there is no plan for the country.
All political parties are guilty
All voters who vote for parties that produce cosmetic manifestos simply to bolster their campaign are guilty too.
Next is the issue of nominations.
When political parties present the same list of old stooges, some jumping from one party to the next, why are their supporters silent? Is it because these stooges take care of their electorate? Voters that selfishly vote for corrupt politicians simply because they take care of them are doing more harm than good to the nation. Thereafter, these same voters point fingers at other politicians of different electorates and call them corrupt without realizing that these politicians are also in parliament because of the selfish voters of that electorate.
Nominations are a key area where the party can be forced to omit failed politicians.
To decide that criteria the voters themselves must be knowledgeable.
One key area that should be of concern to voters is to identify politicians who promote sale of assets and resources of the nation as well as giving away state land & attempts to separate or indulge in treacherous acts. These vices pose more dangers to the nation than corruption. There appears to be a well-planned & funded move to keep people’s attention towards corruption only & away from the bigger dangers of treason, separatism, siphoning state assets & resources.
People must demand that any government cannot make commitments beyond the period it is in power without seeking a mandate. The voters give a mandate only for the term of office which is 5 years – therefore, no Government has any moral right to be making commitments beyond the framework it has been given powers.
People must be able to come to terms with the fact that the power of a State comes in the ownership of its land. If land is sold or leased or even given away to citizens it becomes private property and do not fall within the gambit of State power. The smaller the land area owned by the State means that a government has less power to govern & less control. Giving away assets & resources is equally hara kiri. In a scenario where there is less land to govern, hardly any assets and resources under the government (except the annual taxes by those controlling the assets) the most important question is whether we need 225 + 1 people in Parliament.
Therefore, by now people should have raised their voice that the more assets and resources and land that the President or Government gives away, the Parliament should reduce proportionately. People should not have to maintain a Parliament that does sweet nothing as it has nothing to govern as everything has been outsourced.
This means even the Public Sector should also be pruned. It should first start with the treacherous senior secretaries who are happy to draft or agree to clauses by external parties giving them complete control over Sri Lanka’s resources/assets with no exit clauses and heavy damages if Sri Lanka were to negate these agreements. Voters need to demand not only accountability from the Secretaries and senior officials in the public sector but take them to court & hold them accountable.
Unfortunately, we lack a patriotic legal team sans political allegiance to legally address anti-national decisions and use their legal ability to challenge these in courts without waiting for clients to fund them. As citizens, lawyers too have a role in protecting national interests.
The most important aspect that ails our voters is their lack of political knowledge & the geopolitical threats as well as the entities working within to divide people. It is this lack of understanding in particular amongst the so-called educated who having read and seen about the same tactics happening globally, and should comprehend the threats that prevail for Sri Lanka, but cannot read between the lines.
We can stop the levels of external interference in politics – in our economic decision making – in our education & cultural platforms only when and if we can identify the players and what they are up to. It is not difficult because they apply the same templates in other countries. The colored revolution or regime change that happened in other parts of the world was cut & pasted to Sri Lanka on several occasions. We should have taken lessons. Yet, the so-called elite of Sri Lanka not only were the first to be gullible but were happy to be gullible too! Thus, the upper strata of society and key segments of even the middle class by their inability to stand & defend the nation are the one’s that make the nation more vulnerable.
To apply peer pressure, Sri Lankan voters need to be aware of the dynamics at play. If external players interfere in the elections and even appointments of public officials in other countries, Sri Lankans cannot be naïve to think it does not happen in Sri Lanka. However, as a result of the ignorance (feigned or real) of powerful segments of the vote base, the problem becomes more confounded & the situation is made worse by not putting pressure on political parties to nominate powerful politicians able to meet the challenges. This results in weaklings entering the nomination list, they are propped up by people who selfishly seek to gain from them & these weak politicians become eventually all powerful as a result of the dirty deals they end up entering into with the corrupt internally & the nefarious external entities out to weaken Sri Lanka & destabalize us.
The voters must stop revenge voting and learn to cast their votes asking some key questions because people need a strong and stable nation to survive and thrive. Voters should not by their ignorance or selfishness make a nation weak – eventually it backfires upon the citizens.

ගෞතම බුදුන් වහන්සේ බුධත්වයට පැමිණ මාස 9 ක් වැනි කෙටි කාලයක් තුල ජම්බුධ්වීපයෙන් පිට වැඩි පලමු විදේශ රටද මේ ශ්රී ලංකා වය. උන්වහන්සේ බුද්ධත්වයෙන් 9 වන මස මහියන්ගනයට වැඩියේ යක්ෂ ගෝත්රිකයින් අතර වූ ආරවුලක් සමතය කිරීමටය. දෙවන වරට 5 වන වසරේ දී නාගදීපයටද යලිත් 8 වන වසරේ රහතුන් 500 සමඟ කැළනියටද වැඩියහ. ඒ ගමනේදීම දීගවාපියටද කතරගමටද එසේම සමනළ ගිරි හිස මුදුනතටද වැඩ එහි උන්වහන්සේ ගේ ශ්රී පාදය පිහිටවුහ. මේ ගම්න්වලදී රුවන් වැලි සෑ පින් බිම සහ අනෙකුත් තුන්හෙලේ සොලොස්මස්ථානද බුදු සිරිපා පහසින් සළකුණු කළ බව පොත පතෙයි සඳහන් වෙයි.
එබැවින් ක්රි.පූ.307 දි දේවානම්පියතිස්ස රජු සමයේදී දඹදිව්හි මහරජ අසෝක පුත් මහින්ද මහරහතුන් වහන්සේ විසින් නිල වෂයෙන් බුද්ධාගම ලන්කාවට ගෙනඒමට පෙර මේ රට පුරාම බුද්ධාගම පැතිරී තිබුණු බව අප පිළිගත යුතුය. ඒ අනුව බුදුන් වහන්සේ පිරිනිවන් පැමටත් පෙර එනම් බුද්ධත්වයට පත්වී මාස 9 සිටම උන්වහන්සේම මේ රටේ බුද්ධාගම ස්ථාපිත කොට තිබුණු බව අයිතිහාසික සත්යකි.එසේ වූ විට උන්වහන්සේ වසර 45ක් ජීවමානව දහම් දේශනා කළසේක යන පදනම අනුව උන්වහන්සේ මහියන්ගනයට වැඩමකොට ඇත්තේ ක්රි. පූ. 588 දී පමණ විය යුතුයයි නිගමනය කළහැක. එසේම බුදුන් උපන් දේශය වූ දඹදිවින් පසු බුදු දහම ලැබුණු පළමු විදේශයද මේ රටය. බුදුන් වහන්සේ පිරිනිවන් පා වදාල ක්රි. පූ. 543 වෙසක් මස පුන් පොහෝ දිනයෙහි විජය කුමාරයා මෙහි ගොඩබට වේලාවෙහිද සක්දෙව් රජ අමතා,

බුදු දහම මෙහි පිහිටවු දා සිටම ඉතිහාෂය පුරාම දැහැමෙන් සෙමෙන් රජුන්ට අනුශාසනා කරමින් මේ රටත්, ජාතියත් සාශනයත් රැකගත්තේ මේ රටේ බෞද්ධ භික්ෂූන්ය. උන්වහන්සේලාට ජාතියේ මුර දේවතාවුන් යන නම පටබැඳුනේ ද එමනිසාමය. රාජ කුමාරවරුන්ට මෙන්ම සමාජයේ අනෙකුත් සියළු දෙනාටද සියළුම ශිල්පශාස්ත්ර උගැන්වූයේද නක්ශාස්ත්ර, ගණිත, ඝාන්ධර්ව, වෙද හෙදකම්,භෂා ශාශ්ත්ර ,කලා ෂිල්ප ආදි සියළු ශාස්ත්ර වල උල්පත වූයේද බෞද්ධ භික්ෂූන්මය.බණ දහමින් සමාජය යහමඟ යැවීමද, එලොව හා මෙලොව සුගතියේ මඟ පෙන්වූයේද ඒ සඳහා පොත පත ලීවේද උන්වහන්සේලාමය. සින්හල බෞද්ධයෙකුගේ උපතේ සිට විපත දක්වා පමණක් නොව ඉන්පසුවද භික්ෂුවගේ සම්භණ්ධතාව අවසන් නොවේ. ඒ අනුව සින්හලයාගේ සහ භික්ෂුව අතර ඇති සම්භන්ධය ගසත් පොත්තත් අතර ඇති සම්භන්ධ හා සමානය.

ක්රි. පූ. 1 මු සියවසේදී වළගම්බා රජ සමයේ බෞධ ශිෂ්ඨාචාරයේ පදනමවු බෞධ ත්රිපිටකය මාතලේ අලු ලෙනේදි පළමුවරට පොපුස්කොළ පොත්වල ලේඛණාරූධ කොට ලෝකයට දායාද කලේ ලන්කාවේ බෞද්ධ භික්ෂූන්ය. පන්සිල් පද පහ මුල්කොටගෙන දසරාජ ධර්මය සහ සතර සන්ග්රහවස්තූන් පදනම්කොටගෙන, මිනිසුන්ට පමණක් නොව සියලු සතුන්ටද මෙත පතුරුවන් ධර්මාශෝක රාජ්ය සන්කල්පය මේ රටට හඳුන්වා දී රජු රටේ අයිතිකාරයා නොව භාරකාරයා පමණි යන මිහින්තලෙන් ඇරඹුණු බෞද්ධ රාජ්ය සන්කල්පය රටපුරා ප්රචලිත කලේද බෞද්ධ භික්ෂූන්මය.
මධ්යයකාලීන ග්රාම රාජ්යක් වූ මේ රටේ සෑම ගමකම මූලස්ථානය වූයේ පන්සලය. ගමේ ආගම දහම පමණක් නොව සියලුම ෂිල්ප ශාස්ත්ර වල කේන්ද්රස්ථානය වූයේද ගමේ පන්සලය. එහි නායකයා භික්ෂුවය.
රාජ්ය පාලනයේදී ලන්කා ඉතිහාශයේ භික්ෂුව නිතරම සිටියේ රජුට ඉහලින්ය. රජු හුනස්නෙන් නැග්ගා පමණක් නොව භික්ෂුවට රජ වැන්දා මිස භික්ෂුව රජුට කිසි දිනක වැන්දේ හෝ හුනස්නෙන් නැගිට්ටේ නැත. රජතුමා රාජ්ය පාලනය පිලිබඳ නිතරම අවවාද අනුසාසනා ගත්තේද භික්ෂුවගෙන්ය. මේ රටේ ඉතිහාසහය පුරාම භික්ෂුවට තිබුණ අනභිභවනීය සමාජ තත්වය එබඳුය. එපමණක්ද නොව බුද්ධ චීවරය සින්හල බෞද්ධ සමාජයේ කොතරම් උසස්කොට සැළැකේදැයි කිවහොත් එය පෙරවාගත් පුතුට පියා මෙන්ම අම්මාද අදටත් දනගසා වඳියි.
සිංහලයාගේ උපතේ සිට මරණය අවසන්කොට ඇති ජීවිතයේ හික්ෂුව නැතිව කෙරුණු කටයුත්තක් නැති තරම්ය. මේ නිසාම භිෂුවගෙන් තොර සිංහල බෞද්ධ සමාජයක් ගැන සිංහල සමාජයේ කිසි තැනක සිහිනෙන් හෝ සිතිය නොහැක.දරුවෙක් බිහිවූ විට වේළාපත්කඩය සෑදුවේද ,දරුවාට නමක් තැබුයේද ගෙදරට දොරට ගොවි තැනට සුභ නැකතක් හැදුවේද දරුවාට අත් පොත් තිබ්බේද අකුරු කියෙව්වේද බනට, දනට පිරිතට වැඩියේද,ලෙඩට බේත් දුන්නේද අවසානයේදි පන්සකූල දෙන්නේද ගමේ පන්සලේ හාමුදුරුවෝ මය.
මේ ආදි හේතූන් නිසා සිංහල සමාජයේ මිනිස් ජීවිත්යේ භික්ෂුවගෙන් තොර කිසිම සන්සිද්ධියක් දැක්ක නොහැක. ගමේ පන්සල මෙලෝ ජීවිත්යේ මෙන්ම එලෝ ජීවිත්යේද කේද්රස්ථානය විය. රට පුරා වෙහෙර විහාර ගොඩ නැගින. ඒවා කලාශිල්ප වලින් බැබළුවේද භික්ෂුවමය .
එපමණක් නොව ආදි කාලයේ සිටම රට, දැය සමය රැක ගැනිමට නිතරම පෙරමුණ ගත්තේද බෞද්ධ භික්ෂුවමය.උදාහරණයක් වෂයෙන් දක්වතොත් එලාර-දුටුගැමුණු යුද්ධයේදී ථේර පුත්ථාභය, මහනුවර යුගයේදී වාරියපොල සුමන්ගල, කඩහපොල හිමි සහ පසුකාලීනව මොහොට්ටි වත්තේ ගුනානන්ද හිමියන් වැනි අය සඳහන් කළ හැක.
මේ අතර අධිරාජ්යවාදි බලපෑම්, මෙන්ම කතෝලික පල්ලියේ මෙන්ම මාක්ස්වාදි ඉගැන්වීම් නිසාත් බෞද්ධ ආර්ථික ක්රම්යෙන් බැහැරවී නූතන පරිභෝජනවාදයේ බලපෑම් නිසා වර්තමානයේ ඇතම් භික්ෂූන් සම්ප්රදායික බෞද්ධ චර්යාවෙන් බැහැර ක්රියාවල යෙදීම නිසා භික්ෂු සමාජය තුල මෑතක සිට බොහෝ විපරීත කටයුතුවල යෙදෙන බව පෙනේ. ඒ අතර කොන්ඩ රැවුල් දික් කිරීම, විරෝධතා පෙලපාලිවල සටන්පාට කියමින් යාම, සිවුරු, අඳන පවා වැටවල් උඩ සහ මහපාරේ දමා දිවීම, බීමත්ව රිය පැදවීම පමණක් නොව තිත්ත කුණුහරුපයෙන් රාජ්ය නායකයාට පවා ප්රසිද්දියේ මාධ්ය හරහා පරිභව කරමින් හැසිරෙන රාජාන්ගනයේ භික්ෂුව වැනි ඇතැම් මාන්සික විපරීත බවින් පෙලෙන භිෂූන්ද සිටින බව පෙනේ. මෙම ප්රවනතාව සාශනයට මහත් හානියකි.
එහෙත් මෙවැනි සිද්ධියක් දෙකක් අල්ලාගෙන පොදුවේ සමස්ථ භික්ෂු සමාජයටම දොස් නැගීමද අසාධාරනය. කෙසේ වුවද භික්ෂුව කයින් වචනයෙන්,මන්සිසින් සහ අන් සියළු දෙයින්ම සන්වරවීම ඉතා වැදගත්ය.විනය විරෝධි කටයුතු වල යෙදෙන අසම්මත භික්ෂූන් පාලනය කිරිමේ හෝ උපවැදි කිරීමේ ක්රමවත් වැඩපිලිවෙලක් ඇති කිරීම ඒ ඒ නිකායවල මහනායක කිමි වරුන්ගේ වගකීමය.සාශනය තුල පවතින නීති රීති ප්රමාණවත් නොවේනම් ඒ සඳහා අවෂ්ය නීති කතිකාවත් මගින් හෝ සකස්කර ගැනීමද උන්වහන්සේ ලාගේ කාර්ය්ය භාරයකි.
මීට අමතර බෞද්ධ විරෝධි අන්යාගමික බලවේග විසින් සිදුකරන ඇතැම් ක්රියාවන් නිසාද භික්ෂූන්ට මෙන්ම බුද්ධ සාශනයට වර්තමානයේ ඉමහත් හානි සිදුවනබවද පෙනේ. ජෙරෝම් ප්රනාන්දු, ජයනී නතාසා නම්වූ දෙදෙනෙක්ද බුදුන් වහන්සේට සහ බුදුදහ මට මහත් අවමාන නින්දා කරමින් ප්රසිද්ධ රන්ගනයක යෙදෙනු මාධ්යමගින් පසුගිය දිනක අපි දුටුවෙමු.මේ සින්හල බෞද්ධ රටේ බුදුන් වහන්සේට හෝ බුධාගමට එවැනි නින්දා අපහාස කිරිමට කිසි කෙනෙකුට කිසි සේත්ම ඉඩදිය නොහැක. එම ක්රියාවන් පිළිබඳ රජය ගණු ලැබූ පියවර අතිෂයින්ම ඇල්මැරුණු බව සින්හල බෞද්ධ සමාජයේ පිලිගත් බහුතර මතයයි. රජයේ මෙවැනි අමන ක්රියා නිසා මේ රටේ සින්හල බෞද්ධ අනන්යතාවයට සිදුවන්නේ බලවහ් හානියකි. එමනිසා මේ රටේ අන්යාගමිකයින්ට බුද්ධාගමට හානිවන මෙවැනි ක්රියාවල යෙදීම වහාම තහනම් කළයුතුය. එසේම එවැනි ක්රියාවන්ට දැඩි දඬුවම් දිය යුතුය. එවැන්නන් රටින් පිටුවහල් කළ යුතුය.
අනෙක් අතින් භික්ෂූන් වහන්සේලා සිවුරු පිටින් පොලීයෙන් කුදලාගෙන ගොස් සාමාන්ය උසාවියක නඩු අසා දඟගේ දමීමද නතර කළ යුතු කාලය එලඹ ඇතැයි මම සිතමි. සිවුරක් පෙරවාගත් භික්ෂුවක් එසේ හිරේ දානවා කියන්නේ බුදුන් වහන්සේ හිරේ දැමීමක් වැණි පාපිෂ්ඨ ක්රියාවකි.මෙහිදී වඩාම හොඳ ක්රමය වනුයේ බෞද්ධ හික්ෂූන්ගේ ආගමික වත් පිලිවෙත් සහ විනය පිළිබඳ නඬු ඇසීම භික්ෂූ අධිකරණයකට පමණක් පැවරීම යයි මට සිතේ. අපරාධ යක් සිදුවූ බවට මූලික පරීක්ෂනයකින් තහවුරුවු වහාම ඒ පුද්ගලයා උපැවිදිකොට සාමාන්ය උසාවියක ණඩු විභාග කළ යුතුය. එසේ නැතිව කිසිසෙත්ම සිවුර පිටින් භික්ෂුවක් ගිහි අධිකරණයක් ඉදිරියට ඉදිරිපත් කිරීඉමක් හෝ දඟගේක දැමීමක් මේ සින්හල රටේ කිසිසේත්ම නොකළ යුතුය.

ක්රි.පූ.307 සිටම මේ රටේ පැවතුණේ සිංහල බෞද්ධ රාජ්යයකි.1815 දී අහිමිවූ එම තත්වය 1948 දී ලැබුණායයි කියන ඊනියා නිදහසේදි හෝ යටත් පිරිසෙයින් මේ රටට, ව්යවස්ථාදායක, විධායක සහ අධිකරණ යන මූලික අන්ග තුන සහිතව පූර්ණ දේශපාලන නිදහස ලබාගත්තේ නැත. ඒ ස්වාධීනත්වය ලබාගත් පළමු අවස්ථාව වූ 1972 දී හෝ මේ රට 1815 දි තිබුණු පරිදි සිංහලේ, රටේ ජාතිය සිංහල, රාජ්ය ආගම බුද්ධාගම වෂයෙන් ව්යවස්ථාගත නොකළ බැවින්, අපි අදටත් 1815 පැවති පූර්ණ නිදහස් නිවහල් සිංහල බෞද්ධ රාජ්යක් නොවේ.
1948 දී කළයුතුව තිබුණු, එදාසිට වසර 76 ක් ගතව ඇතත් තවමත් එය කිරීමට නොහැකිවූ, මේ රට කුමක්ද එහි ඉතිහාසය සහ භූගෝලය කුමක්ද, ශිෂ්ඨාචාරය කුමක්ද, මේ රටේ උරුමකරුවන්වූ සිංහල යින්ගේ, ජාතිය කුමක්ද, භාෂාව, ආගම කුමක්ද ඔවුන්ගේ අභිලාශයන් මොනවාද, ඒවා ලබාදීමට ගතයුතු ක්රියා මාර්ග මොනවාද නොදන්නා එසේම රට දැය සමයට හෝ සිංහල ජාතියට කිසිදු ආදරයක් නැති සුද්දාවිසින් මොලය සෝදා ඔවුන්ගේ අධිරාජ්යවාධී කොල්ලකෑමේ වැඩ පිලිවෙලම ක්රියාවට නන්වන බහු ජාතික,බහු ආගමික සහ බහු වාර්ගික තිත්ත කෂාය අජීරණය වී සිටින මේ සිංහල විරෝධි,බෞද්ධ විරෝධි බටහිර අධිරාජ්ය වාදින්ගේ ගැත්තන්ගෙන් කිසිදිනක මේ රටේ සිංහල බෞද්ධ රාජ්යනම් ගොඩ නොනැගේ.
එම නිසා වසර 2566 ක් සිදුකළ පරිදි දැන් යලිත් දේශප්රේමී පිරිස් සිංහලයින් වහාම අවදිවී 1956 දී සිදු කලාක් මෙන් සන්විධානය විය යුතු කාලය දැන් යලිත් පැමිණ තිබේ.
දැන් සැප්16 ඔක් 17 අතර ජනාධිපති මැතිවරණය පැවැත්වීමට දින නියමකොට තිබේ. එහෙත් තරඟ කරුවන් අතර රටේ ජනතාවට අවෂ්ය රට ගොඩගත හැකි අපේක්ෂකයෙකු පේනතෙක් මානයේ නැත.මෙම තත්වය යටතේ කිසිම අපේක්ෂකයෙකුට ජයග්රහනය සඳහා අවශ්ය 50% ලබා ගත හැකි කිසිවෙකු නොපෙනේ. එම නිසා අපි කිසිකෙනෙක් නොසිතන අවිනිෂ්චිත හා අවුල්සහගත තත්වයක් අනිවාර්යෙන්ම රට තුල උද්ගතවණු ඇත. එසේ වූ විට ජනාධිපති වරණය හෝ 2025 මහ මැතිවරණය දැනට පවතින කිසිම දේශපාලන පක්ෂයකට 2025 දීද රජයක් පිහිටුවීමට ජනව රමක් ලබාගැනීමේ ඉඩකඩ ඉතාමත් විරළයය.
එමනිසා ඉදිරි කාලය දැඩි අවුල් සහගත අවිනිෂ්චිත කාලයක් ඇතිවීමේ අවදානමක්ද පෙනේ. මෙම අව්දානමෙන් රට ගොඩ ගැනීමටනම් 2025 දී ශක්තිමත් රජයක් පිහිටුවා ගත යුතුය.
ඊට ඇති එකම විසඳුම ජනතා අභිලාශයන්, විශේෂයෙන්ම සිංහල බෞද්ධයින්, දිනාගත හැකි නව දේශපාලන පක්ෂයක් බිහි කිරීම යයි මට සිතේ. සියලුම දේශප්රේමී ජාති හිතෛෂී කණ්ඩායම් එක්වී එවැනි සන්විධානයක් කල් යල් ඇතිව ගොඩනගා ගැනීම මතුවිය හැකි සිංහල බෞද්ධ ජාතියේ අර්බුධයට ඇති එකම විසඳුම යයි මට සිතේ.
මෙම මහා අයිතිහාසික ජාතික විප්ලවය කළයුතු හා කළ හැකි එකම ක්රමය නම් දිවයින පුරා වැඩ සිටින සියළුම භික්ෂූන් වහන්සේලා ජාතික, දිශා, ප්රදේශ සහ ගම් වෂයෙන් සන්විධානයවී උන්වහන්සේඉලාගේ අනුසාශනාව යටතේ 2025 දී මේ සිංහල බෞද්ධ රට, පෙර සිරිත අනුව පාලනය භාරදීම සඳහා දේශප්රේමී, ජාතිමාමක සිංහල බෞද්ධ නායකයකු හෝ 5 දෙනකුගේ නායකත්ව මණ්ඩලයක් යටතේ මේ රට පාලනය කළහැකි පාලකයින් පිරිසකගේ රාජ්යක් නැවත පිහිටුවා ගැනීමෙන් පමණි.
මේ සඳහා, විද්යාලන්කාර ප්රකාශනයේ, බෞද්ධ කොමිෂන් සභාවේ සහ එක්සත් භිෂු පෙරමුණේ මූලිකත්වයෙන් 1956 දී සිදු කරණ ලද අයිතිහාසික සමාජ දේශපාලන විප්ලවය ආදර්ෂයට ගැනීම මැනවයි මම යෝජනා කරමි.

Coyly denying he handed down the US government’s dictat to oust a popularly elected Imran Khan in Pakistan, Assistant Secretary of State for South & Central Asian Affairs Donald Lu is set to case India, Sri Lanka & Bangladesh from May 10-15. Banana-2 Lu (US Envoy Chung is Banana-1) is avoiding Pakistan because he may not wish to upset the uneasy calm in the wake of the turmoil he escalated after deposing Khan. What squid ink will he fog the air with in Sri Lanka, after roosting in Chennai?
Who determines when to overthrow a popular government? Who has usurped &/or overthrown the power to determine & define what ‘independence’ means? The re-entry of such a coup-plotter as Banana-2 Lu reinforces what ‘independence’ can really add up to. • This ee reproduces an exposé of the ongoing NGO aragalaya or ‘color revolution’ in action in former-Soviet Georgia, against a law long-overdue to control foreign-funded NGOs. This law is not as powerful as the US Foreign Agents Registration Act (FARA), yet the US is funding violent opposition to the Georgian legislation.
US citizen WEB Du Bois was indicted as far back in 1951 under the US FARA for failure to register as a ‘foreign agent’ after setting up a ‘Peace Institute’ calling on the US to make peace with Russia & China. Du Bois was then forced into exile into Ghana.
The US therefore well knows the purpose of such laws. The US after all is funding un-elected NGOs to take over governments seen as too close to the people they are supposed to represent.
An NGO consultant, who helped fund oppositional ‘civil society’ organizations in Russia, confesses that both governing and opposition parties in post-Soviet Georgia have been greased by foreign aid agencies (see ee Focus). And now unelected NGOs (who have to be more active on Facebook than in real-life), more artificial astroturf than grassroots, are taking over government functions. She also examines the ‘outsized’ role US- & EU-funded NGOs are playing in Georgia: in ‘politics, policy-making, and public services.’
Her essay also fingers the so-called nationalist opposition to the NGOs. These ‘nationalists’, usually anti-Communist, put forth technocratic solutions that only enhance the rule of corporations. This ee Focus therefore also reproduces an essay on that much-propagandized ideological flavor of the month – Artificial Intelligence (AI). Much of AI depends on human labor (particularly on exploited workers based in Asia & Africa), as well as enormous energy (belying all greenwashing rhetoric against carbon footprints, etc) – The ‘A’ in AI could mean both African & Asian Intelligence, with the new joke being that AI really means ‘Actually Indian’!!)

In Pakistan, the US rules through the army & judiciary. In so-called democratic colonies, they rule through army, judiciary & ‘nongovernment organizations’ – maybe NGO is just a new name for the colonial dupes they have always ruled through. It is no surprise many of these NGOs are led by members of the old merchant compradors. And what is a true NGO anyway? Private Corporations. Unilever claims to be the biggest NGO in the world!
Asians & Africans are now keeping the toilets clean at European airports. They are also in charge of shepherding immigration line-ups & airport security. And there are fully dressed brown mannequins purportedly in charge of governments. They too tend to be members of old merchant elites who the English & others ruled through in Asia & Africa. Behind these modern gate-mudaliyars, standing behind it all, looking over their shoulders, are the same old import-export colonial plantation ghosts…

• Global Warring is far greater immediate threat to the world than global warming. Indeed! Global whitening is just as great a threat, for it aims to undermine true cultural opposition to its wider economic objectives. ee therefore examines the role recently passed Professor Nalin de Silva played in upholding the legacy of Anagarika Dharmapala, the 20thC prophet of Sinhala Buddhist nationalism & independence. ee also examines the downplaying among so-called nationalists of that part of Dharmapala’s legacy which recalls the role modern industrialization has to play in undergirding any true independence.

• Professor Nalin & Herr Marx – Where the US government has had erected another huge fortress, another seaside wing to the Colombo Fort, with the Indian High Commission, Galle Face Hotel and Galle Face boxed in between – down from Kollupitiya Junction, 2 roads fork off: At the ‘Liberty Roundabout’, Liberty Plaza on one arc selling imported goods, Liberty Cinema on another selling Hollywood, one prong snakes north & east and is now named after Ananda Coomaraswamy. The other heads south & east, and named after Anagarika Dharmapala.
Coomaraswamy is oft-quoted by Englishers, always positively as a ‘Tamil’ who spoke up for Sinhala culture. Coomaraswamy drew attention to the artisanal culture of the Sinhala people, but failed to or could not expose the prevention of a modern industrial culture among the people. None of the major 19th century books in science & technology were ever published in Sinhala, whereas they were translated into Tamil and Hebrew. Coomaraswamy also ignored, displaced or downplayed the Sinhala role in maintaining a historically continuous, contiguous and centripetal nation. He makes Sri Lanka an indispensable appendage of India.
Dharmapala’s fuller story, meanwhile, is almost fully suppressed. His importance may be gauged by the multi-barrelled missiles still aimed at him from all English quarters, the moment his name is mentioned. The same may be said for Prof Nalin de Silva, who upheld Dharmapala’s role in history and in the nation, his exile in India, being driven away by the English & their house slaves (the Wijewardenes, Jayawardenes, Ponnambalams, Pages, Gardiners, & Coomaraswamys, who also happen to still own major properties along these diplomatic and financial tramways of Colombo). De Silva also wrote of US Colonel Henry Olcott’s exaggerated role in determining the Buddhism of the Moratuwa petit-bourgeoisie (For more on the 2 de Silvas, see Random Notes).

• The power of capitalists behind agribusiness was again exposed this week, with the fingering of Peradeniya Professor Buddhi Marambe as a partner in the ‘fertilizer mafia’ that was involved in undermining the Gotabhaya Rajapakse government’s organic fertilizer policy. Professor in Crop Science, Faculty of Agriculture, University of Peradeniya, Marambe is also a director of the English chemical importer CIC (ICI), and a member of the present government’s agricultural modernization plan (see ee Agriculture). He has been named as being part of the conspiracy to falsely accuse and turn back a Chinese ship allegedly dumping contaminated fertilizer. The failure of the last government’s organic fertilizer policy is cited as a major reason for the undermining of popular support.

The Central Bank of Sri Lanka is now ‘independent’ – by an ‘Act’ of the Parliament of Sri Lanka, as demanded by the US government, acting through the IMF. Independent of whom? Independent from public review? Independent of Wall Street? A recent incident involving top capitalist law firm Cleary Gottlieb shows: ‘independence’ is being determined by Wall St. It would be fine if Wall St wishes to determine its own independence from New York or the USA, but it wishes untrammelled access to Sri Lanka’s economy and its productions.
Capitalist media this week reported that capitalist financier Blackstone – a major owner of Sri Lanka’s ‘debt’ via ‘international sovereign bonds (ISBs) – has taken over the handling of the on-arrival visa handling of the Sri Lanka’s Department of Immigration & Emigration at Bandaranaike International Airport? US buyout firm Blackstone Group was among the at-least-8 parties that showed interest in the 2016 attempt to sell flag carrier SriLankan Airlines.

In 2021 US-based Blackstone Capital sued the Sri Lankan government over Hambantota Port, and then grabbed our largest glass factory, the former Ceylon Glass Co (CGC) – which owns silica deposits and our largest glass-bottle manufacturing plant. US Blackstone’s acquisition of Sri Lanka’s glass factory was seen as testing the waters to make greater inroads into the economy. Blackstone is also involved in the privatization of public healthcare, part of 2 Wall St investment firms who own one-third of all US hospital emergency rooms, staffed by doctors on the payrolls of 2 physician staffing companies. Blackstone is one of the top 10 business groups in India and is also part of the capitalist clique who control the US government’s leadership. Blackstone’s CEO Stephen Allen Schwarzman was once chairman of President Donald Trump’s Strategic & Policy Forum, to help implement ‘his plan to bring back jobs and Make America Great Again’. Later Blackstone’s president Jon Gray joined more than 160 top US executives demanding Trump step down and acknowledge Biden as the president-elect.

This charge is being seen as revenge for and a warning to the bank regulator FDIC. FDIC recently approved the moving forward of proposed new rules to significantly raise the capital levels at the megabanks on Wall Street, particularly those holding trillions of dollars in derivatives off their balance sheet. Cleary Gottlieb has represented Bank of America, Citigroup, Goldman Sachs, JPMorgan and Morgan Stanley, as financial advisors in various Merger & Acquisition transactions: These 5 Wall St megabanks have the largest derivatives exposures. So the question: ‘In what alternative universe from hell can one call Cleary Gottlieb, independent’?
Indeed, NGOs were created by corporations & imperialist governments to perform such roles as ‘independent’ actors. Independent of ‘governments’ & popular will perhaps, but not independent of large multinational corporations (MNCs), bigger than most nation-states. The Tamil Separatist Movement has met the claims of the Buddhists, by issuing a counter statement which is a mirror image of what the Buddhists are saying. Buddhists say that Buddhists was there in the north and east before the Tamils. The Buddhists built the Buddhist monuments. Then these monuments were destroyed by Tamils who settled there. Tamil Separatist Movement says Hinduism was in the north and east long before Buddhism. Sinhala Buddhists came later, destroyed the Hindu temples and set up the Buddhist sites that are seen there today.
Tamil Separatist Movement also put forward a second argument, that the Tamils in the north- east were initially Buddhist. Tamil Buddhists were there in Sri Lanka from the very ancient past, they said. The Buddhist ruins found in the north and east were the remains of Buddhist monuments built by Tamil Buddhists. Later the Tamils gave up Buddhism and embraced Hinduism.
This argument went further, it said that these Tamil Buddhists were Mahayana as well as Theravada. The Mahayana group had their own temples in the north and east. There are still some Tamil Mahayana Buddhist establishments in the east and possibly in the Jaffna peninsula, said J.L. Devananda. This fabrication was concocted because the East Coast has many Mahayana temples, such as Tiriyaya and it was necessary to show that those temples were also Tamil.
The Sinhala Buddhists, on the other hand, were not so advanced. Sinhala Buddhists never became Mahayana. They incorporated Mahayana gods and beliefs into their practices, but the doctrine remained Theravada. The Mahayana temples along the East Coast followed this principle.
Tamil Separatist Movement then went on to criticize Sinhala thinking on the matter. The impression among the Sinhalese Buddhists is that Buddhism in Sri Lanka is exclusively for the Sinhalese . There seems to be an unwillingness to accept that Tamils too were Buddhists in an earlier era. Why do the Sri Lankans believe that the Buddhist sites in Sri Lanka belong only to the Sinhalese and not to the Tamils, asked J.L.Devananda. [1]
Tamil Separatist Movement then turned on the Dipavamsa and Mahavamsa .Dipavamsa and Mahavamsa were criticized on two counts. Both charges were fabricated ones. Firstly, that Buddhism flourished in South India in ancient times, but Dipavamsa and Mahavamsa remained silent about the introduction of Buddhism to South India.
This is because, continued Tamil Separatist Movement, when Hindu/Brahmanism started reappearing in India and posed a threat to Buddhism, the Mahavihara monks, in order to protect Buddhism in Sri Lanka , wrote the Pali chronicles Dipavamsa/Mahavamsa just to glorify Buddhism and the Buddhist kings of Sri Lanka and not to record objectively what happened.
Secondly, Dipavamsa and Mahavamsa created the Sinhala ethnic identity , yoked it to Buddhism and created a new ethno-religious identity in Sri Lanka known as Sinhala-Buddhist, to sustain the religion in the country for 5000 years, said the Tamil Separatist Movement, using its imagination.
Tamil Separatist Movement also said that the ancient Sri Lankan Kingdom (Anuradhapura) was ruled by both Buddhist and Hindu kings. There is no evidence what so ever to prove that they were Sinhala, said Tamil Separatist Movement , ignoring the fact that there is no evidence to prove that they were Tamil either.
The Buddhist past is unpleasant to many Tamils today, said the Tamil Separatist Movement . The Tamils are reluctant to admit the reality that their ancestors had been Buddhists in the past. Today most Tamils in Sri Lanka are Hindu or Christian.
Further, the present Tamil speaking occupants of the lands in the North and East are uneasy about the discovery of Buddhist sites, admitted the Tamil Separatist Movement . That is because these discoveries strengthen the case for Sinhala-Buddhism in the north and east, said critics.
There is absolutely no evidence to show that Sri Lanka was ruled by Tamil kings, but there is plenty of tangible evidence to show that Sri Lanka was ruled by Sinhala kings, said critics. This evidence starts with the Anuradhapura kingdom and continues unbroken up to the Udarata kingdom. Further, the Sinhala kings created a strong, stable monarchical state, which was recognized internationally, by India, China, Iran and other countries.
There is an abundance of such evidence, not just a fragment or two, continued critics. There are thousands of stone inscriptions , also sculptures, large monuments, irrigation schemes and a vast literature which includes histories and commentaries
Not only is the evidence there in abundance, it keeps on arriving. There is a continuous run of discoveries. The chief priest of a kovil, had come across the ruins of a Buddhist temple and some Buddha statues, stone carvings as well as a Bo tree when he was clearing the jungle in Kilinochchi, reported Daily News in 1965.[2]
The torso of a Buddha statue, was found at Pulmoddai some miles away from the Mineral factory , said the Handbook for the Ceylon Traveler , in 1974.[3] A standing Buddha statue 7 ½ feet in height was found at Mannar, said E.T Kannangara in 1984. [4] During our work for Mahaweli , north of Kala Weva, in every jungle area we saw very old small Buddhist temples with the Buduge in caves, said Randeniyage. [5]
800 new Sigiri graffiti dated to7th to 13th Centuries were found by Benille Priyanka and published in 2010. A Buddha statue dated to Anuradhapura era was found in Kantale in 2012.[6] A large number of archaeological remains were found at Arisimale beach , Pulmoddai in 2017. [7] A huge inscription was found in 2023 at Dimbulagala Aranya Senasana.
There is also another new stunt that the Anti Sinhala-Buddhist Movement, is attempting which locks in nicely with Eelam. The Anti Sinhala Movement says that the Sinhala-Buddhist history is all bogus, it is a figment of the imagination, it is a Sinhala Buddhist Imaginary.”
Elizabeth Harris provides us with a description of this Imaginary”. She says that there is a Sinhala Imaginary” that sees the entire island as belonging to the Sinhala people. This Imaginary” sees the island as belonging to both Buddha and the Sinhala people. The island was the dream land of the Buddha himself. That is why there is Sinhala attachment to Sri Lanka, said Harris.[8]
The Sinhala-Buddhist history of ancient Sri Lanka was an invention of the British rulers, continued Harris. The ancient cities of Anuradhapura, Polonnaruwa and Sigiriya, so important for the Sinhala imagination, were nineteenth century inventions. They were created by the British colonial officers and amateur archaeologists’. They were not known before. They gained prominence only when the European gaze fell on them, said Harris.
Anuradhapura’s ‘ancientness” is a modern, colonial invention continued Harris. The Buddhist pilgrimages to Buddhist places of worship was part of an Imaginary that pictured those sites as part of a larger island-wide Buddhist drama. The area around the Bodhi tree, (she means the Sri Maha Bodhi in Anuradhapura ), was all but deserted for centuries until it was reclaimed in the British colonial period, concluded Harris.
Elizabeth J. Harris studied English for her first degree. . After teaching English in Jamaica, she took up a position at Christians Abroad in UK and became involved in inter-religious groups in London . She worked as the Inter Faith Officer for the Methodist Church in Britain.
After becoming involved with my local interfaith group in London, I went to Sri Lanka to study Buddhism on a World Council of Churches scholarship, said Harris. She was in Sri Lanka from 1986 to 1993 and obtained a Ph.D. degree from the Postgraduate Institute of Pali and Buddhist Studies, University of Kelaniya, mentored by some wonderful people, including Dr Aloysius Pieris .
Harris has worked in several universities including Lund University, Liverpool Hope University, and Westminster College . She was Oxford Honorary Senior Research Fellow within the Edward Cadbury Centre for the Public Understanding of Religion, University of Birmingham. Harris was President of the UK Association for Buddhist Studies. She has been a trustee of Churches Together in Britain and Ireland” and also Secretary for Inter-faith Relations in the Methodist Church in London.
We now return to our topic, which is the Imaginary. This novel approach to Sinhala-Buddhism as an Imaginary” will infuriate Buddhists when they get to hear of it. It is outrageous certainly, but those with a sense of humor will consider it hilarious too.
It is also unethical. History is a respected academic discipline which fills a cultural need in society. There are ethics in the writing of history, also standards and controls. There is such a thing as historical accuracy. This is difficult to achieve in ancient and medieval histories, but not impossible. Distorting the history of a country, deliberately and with a political purpose, should be treated as a matterfor the courtsof law. There is a legal precedent , see the law on Holocaust . There is also discussion going on today in USA on how to interpret the American Civil War.
This Anti-Sinhala Movement glibly argues that it is the British who gave the Sinhalese their history. The Sinhalese did not even know that they had a history till the British told them, they said. This is nonsense.
It is the other way round. British administration acted on information from the natives. For instance, The British could not have discovered the Mahavamsa on their own.. The Sinhalese would have spoken about the Mahavamsa to the British. It was held in temple libraries and in private collections. It was known to the Sinhalese. About five copies of Mahavamsa were found in personal collections in 1933 by the Historical Manuscripts Commission.
The same goes for archaeology .The suggestion that the British found archaeological monuments and presented them to the Sinhalese, is absurd. The British administration did not posses divine vision. The natives would have directed the British administrators to the sites , which were in thick jungle. Villagers living close by would have informed their superiors and the information would have gone up the grape vine to the top officials. The facilities for excavating and conserving the ancient monuments was exclusively in the hands of the British administration .The Sinhala intelligentsia would have wished to utilize this and get their monuments restored.
It was not only the Sangha who were history conscious ,the intelligentsia who lived in the British period, also valued history and preserved historical documents. Henry Marshall ( 1776-1841) who was an administrator in British Ceylon, said the Sinhalese have many books , (he meant olas), in verse and prose on many subjects. These book collections included a very complete history of the kings of Ceylon.”
The findings of the Historical Manuscripts Commission, established in 1931, supports this. [9]The commission found that temple libraries had manuscripts on the history of the island. Nagolle vihara library, searched in 1933, had a copy of Mahavamsa and Maha Bodhivamsa. Yapahuwa temple had an ola with the dates of the coronation of deaths of kings and other important events in the life of the Udarata kings.
Other manuscripts found in temple libraries were: three copies of a history of Ceylon including the Udarata kings, a manuscript on history of Vijaya’s arrival, a kadaimpota containing a historical narrative of Sinhala kings from Vijaya, a vittipota with kings from Vijaya to Kirti Sri, containing also the names of cities in which the ministers of Vijaya lived and names of the chiefs who were given grants of village by kings up to Rajasinha I and a historical narrative of Sinhalese kings from Vijaya to Parakrama bahu containing names of places in several parts of the island and their boundaries.
The Historical Manuscript Commission also found in temple libraries two manuscripts describing battles between Sri Wickrema and the British and one giving dates of the death of Udarata kings, such as Kirti Sri Rajasinghe. A manuscript giving the exact dates and hours of death of Wimaladharmasuriya II, Kirti Sri, Rajadhi and other kings was found at Polgahawela. There were notes in Sinhala attached. one manuscript on history of the vihara at Gunadahe in Tumpane from time of Vikramabahu and several manuscripts dealing with the place names within the three divisions of the island, Ruhunu, Maya, and Pihiti.
Historical Manuscripts Commission (1933) found many historical manuscripts in personal collections of the Sinhalese. They found histories of Ceylon up to the Kandyan kings, inclusive, and many copies of Kurunegala vistaraya ,about five copies of Mahavamsa and a 19 century copy of the Dipavamsa. Also Rajalekhanaya”, which had the chronology of the kings of Ceylon and the Matale Maha Disava lekam Pota which had a historical and statistical account of Sri Lanka in time of Rajasinha II .
The Commission found the following manuscripts in the large Mahavalatenne collection at Balangoda. ‘Manuvamsa ‘ giving the names of the kings of Ceylon and the period they reigned, ‘Rajavaliya’, ‘Lanka kadaimpota,’ and a list of king up to Buvanekhabahu VI.
T.W. Maralande, Ratemahatmaya had in his collection copies of Kurunegala vistaraya,” Dambadeni asna,’ a kadaimpota with the story of Vijaya, an account of Sri Wickrema Rajasinghe, an account of the revolt by Daskon disawa against king Wimaladharmasuriya II and a manuscript of 72 leaves on Kira valiya or Bandara valiya. Jinatissa Madawela owned 2 copies of Rajavaliya, 3 of Kurunegala vistaraya. A personal collection at Talgodapitiya, yielded vittipota, Bandara valiya, Vijaya Rajavaliya.
Historical Manuscripts Commission found at Padiyapelalla, a kadaimpota of 14 century, on Ruhunu, Maya, Pihiti with names of subdivision, the ratas, Kelaniya, Panadura, Dambadeniya and so on. At Polgahawela they found a manuscript giving the exact dates and hours of death of Rajadhi, Wimaladharmasuriya II, Kirti Sri Rajasinghe and subsequent kings, with notes written in Sinhala. Tamil Separatist Movement has managed to create a doubt in the minds of the public regarding the Buddhist claims for the north and south. The word Kovil” has now come into discussions on Buddhist sites in north and east. That is something new. Tamil Separatist Movement claims that there were ancient Hindu kovils on the ancient Buddhist sites.
However, there is no evidence of any ancient Hindu kovils in the north and east. There are no ancient Hindu kovils elsewhere in the island, either. Ancient Hindu kovils make an appearance only in strategic Buddhist sites, such as Mullaitivu, Vavuniya and Trincomalee. They pop up suddenly as contested sites”, and they only appear when the Department of Archaeology comes to excavate, not before. There are three highly publicized ‘contested sites’ Kinniya, (Trincomalee) Kurundi (Mullaitivu), Vadunagala (Vavuniya).
A contested sites issue developed in Trincomalee over a mound found near the Kinniya hot wells In July 2019. Archaeological Department had gone there to do some routine conservation work. In the process some bricks had got dug up. Buddhist and the Hindus both claimed these bricks.
Bhikkhus such as Ven. Ampitiye Seelavansa of Velgam vihara said they belonged to an Anuradhapura era stupa which has been leveled and a Hindu temple built on top. Hindus said this was the ruins of a Pillaiyar kovil . Kinniya was linked to Ramayana and Ravana, and the presence of Buddhist ruins could also indicate Tamil Buddhist settlements.
A crowd of Tamils had gathered at Kinniya, where the Archaeological Department was digging. Tamil politicians had also come. Television news showed two groups fighting. Police, riot squad and Special Task Force were called in to quell growing tensions. Police came with a magistrate order, to stop the protest, that it would cause communal tensions.
With the injunction notice being served in Sinhala only to the protest organizers, hundreds of Tamils still attempted to make their way as planned to the site, with many being blocked by the Sri Lankan army, police and riot police who had all been deployed in their dozens.
We held a meeting last week where we briefed the officials of that area of the conservation work at the Kanniya Hot Springs. At this meeting it was decided that the Department would find a suitable place to relocate this Hindu Temple to which they agreed,” said Additional Director of Archaeology who oversees the sites in Anuradhapura, Trincomalee, Jaffna and Kilinochchi. The law makes provision for the officials to demolish or break structures that are new to the protected sites. However in this instance we found that the locals were extremely aggressive towards such conservation work.”
Although the injunction stated that nobody should be allowed to enter the hot wells premises, only Tamils were stopped from entering while Sinhalese traders and counter-protesters were allowed to enter, with police protection said Tamil Guardian. The Tamil crowds pleaded with police to allow them to enter the disputed site to worship, however being still blocked, protesters carried out prayers on the main road where they were stationed.
Tamil Guardian complained In July 2019, that when Hindus were carrying out rituals to mark Aadi Amavasai, the July new moon fast which Tamil Hindus observe to honor their deceased fathers and forefathers, at Kanniya, Buddhist monks in Trincomalee carried out a rival ceremony,” with hundreds of Sinhalese followers who crowded out Tamil devotees who were prevented from bathing beforehand in the hot wells.
Why today of all days are the Buddhist monks holding special prayers,” one Tamil devotee questioned. We can only assume it is to crowd us out of our own temple. Last week they ganged up with the police to stop us entering the temple and now they are disrupting our very holy fast day.”
Kokila Ramani, a resident of Trincomalee, petitioned the Provincial High Court, saying the land where the Kinniya hot springs are located belonged to her and the Archaeology Department is trying to construct a Buddhist structure there without her permission. The Department plans to construct a temple on the site of a Hindu kovil and Hindu devotees are being obstructed from entering the site by the Department, she said. TNA Parliamentarian M.A. Sumanthiran appeared for her. Provincial High Court Judge M. Illanchiyan issued an interim injunction suspending the conservation of the Kinniya hot springs which will remove the alleged ruins of a Hindu kovil.
There is a tussle going on at Kurundi. That is well known. In August 2023.A tense situation arose at the Kurundi Temple Complex, Mullaitivu, on Friday (18), when Buddhist and Hindu devotees held parallel events in close proximity to each other. The Buddhist monks organized a three-day chanting of the Ratana Sutra, A number of Buddhist devotees travelled from the South to attend the event. And Hindu priests planned a Pongal celebration around the same time. Heated exchange of words took place between the two groups and the police had to intervene. About 400 policemen were deployed at the scene to ensure that there was no violence.
The latest clash is at Vadunagala (Vedukkunarimalai) in Vavuniya district. A Hindu group had requested permission to a special Maha Sivarathri ritual at Vadunagala on March 8.2024, which was Maha Sivaratri.The Vavuniya Magistrate’s Court refused permission. Department of Archaeology requested police protection and a team of police officers were sent to the site.
Despite the prohibition, , nearly 500 people had visited the site and performed religious ceremonies during the daytime on 08 March, while a group of 40 persons, including the chief priest, had arrived later that night and taken steps to conduct a special Maha Shivarathri ritual, and had set up bonfire and improvised hearths.
Accordingly, 8 persons, including the chief priest of the Hindu temple at the site were arrested for allegedly conducting a religious ritual despite a court order being issued previously rejecting a request to do so. They were residents of Nedunkerny, Pulyankulam, Kanagarayankulam and Mamaduwa.
They were arrested for trespass. Police also stated that the group had not considered the possibility of causing great damage to the forest as a result of the fires that could have spread across the forest reserve during the prevailing dry weather conditions.
Those arrested were released by the Vavuniya magistrate. Television news on 19.3.24 showed them greeted like heroes by relatives and supporters. Critics pointed out that these arrests are made by the Archaeology Department and the magistrate had no power to grant bail.
Thereafter, TNA MPs staged a protest in Parliament, protesting against the arrest of eight civilians who were conducting a ‘pooja’ in view of the Maha Shivaratri Day on 08 March in an archaeological site. They shouted slogans in Tamil, English and Sinhala. Wane District TNA MP Charles Nirmalanathan said eight persons have been taken into custody. They should be set free. A bogus case has been filed against them. They were told that Parliament cannot release any one who is arrested, it has no such power. Chief Government Whip said MPs are wasting the time of the House. Sajith Premadasa said that religious freedom was a fundamental right, and the Chair must give a ruling ensuring that right.
Wimal Weerawansa spoke in Parliament and said that this was Vadunagala, an ancient Buddhist ruin. Courts have not given them the power to conduct a Siva puja there. There have gone there illegally and are trying to create an issue there. The Archaeological Department officials had taken a group of persons who were performing a pooja in violation of the law and produced them in court. They must not be penalized for doing their job, he said.
Human Rights Watch tried to internationalize the issue. HRW said that Eight Tamil Hindu worshippers arrested by Sri Lankan police while engaging in festival rituals last week were detained for more than 10 days and allegedly abused. A magistrate released them on March 19. Rights activists told Human Rights Watch the detainees said they were beaten in for which the court requested a medical report, and their families denied access to them for the first three days.Hindu worshippers consider the Veddukkunaari site to be an ancient Hindu shrine.
In recent years, government authorities and nationalist Sinhala Buddhist monks have been targeting Hindu as well as Muslim religious sites in the country’s north and east in violation of the right to freedom of religion and belief, among other basic rights said Human Rights Watch.
The eight were arrested at the Veddukkunaari temple near Vavuniya, a Hindu shrine that Buddhist monks, backed by the Department of Archaeology, say is an ancient Buddhist site. It is one of numerous temple sites in northeastern Sri Lanka claimed by nationalist Buddhist monks, frequently with the support of government agencies and the security forces concluded Human Rights Watch. Various scientific surveys reveal that over one billion people lack access to healthcare facilities around the world. It needs a multi-dimensional effort empowering different sections in the society and continuous advocacy along with societal collaboration to create a healthier population. International organisations, local governments, healthcare initiators, etc can make a real difference here, when each and every individual can be provided an affordable, accessible and quality healthcare service. Understanding the responsibility on ground, an innovative healthcare model named Affordable Health Mission (AHM) was launched five years back in North-east India by GNRC Hospitals under the leadership of Dr Nomal Chandra Borah.

The biography, titled ‘Hope dawns in the East’ and co-authored by Mumbai-based communication professionals Arnab Mukherjee and Sushmita Sarkar, guides the readers with a stunning line by Nobel laureate Nelson Mandela saying, ‘It always seems impossible until it is done’ and appreciating words from Mother Teresa and Bill Gates.
Published by Chennai-based Notion Press, the tiny book highlights the promise of ‘Health for all, smiles for all’. It includes many photographs ranging from Dr Borah’s early life to present days along with the portraits of his father Karneswar Borah and mother Kanaklata Borah. His close association with legendary musician Bharat Ratna Dr Bhupen Hazarika and Jnanpith awardee author Dr Indira (Mamoni Raisom) Goswami is also reflected in the selected photographs. The book comprises a few articles, penned by Dr Borah as CMD of GNRC Hospitals, on various pertinent issues like improving medical education system, dealing with the shortage of specialist doctors, highlighting the patient’s right to have a second medical opinion, troubles created by many doctor’s illegible handwriting in prescriptions, if healthcare is a science of medicines or an art of healing, etc. Dr Borah has passionately argued in his pieces that health is a fundamental human right and it’s critical for human dignity. Later he created a pool of community health workers named Swasthya Mitra, who relentlessly work for preventive and promotive care in rural and semi-urban localities. Swasthya Mitras remain the frontline health friends/workers, who understand the community and serve as a bridge between healthcare professionals and the people. GNRC has trained over 20,000 community health workers and nearly 6000 Swasthya Mitras are working on the ground. With a rare facility of free medical care to all accident & emergency patients for the first 24 hours, the North Guwahati campus also provides free bus service for the patients along with their attendants regularly coming from even 400 kilometres away.
GNRC Hospitals also supports the people under Ayushman Bharat (PM Jan Arogya Yojana) and Atal Amrit Abhiyan, sponsored by the Union government in New Delhi and State government in Dispur. Calls for divestment from BlackRock and other International Sovereign Bonds (ISB), have echoed across Columbia, Yale and many non-Ivy League universities in the United States recently. BlackRock is heavily invested in weapons companies fueling a genocidal war in Palestine. However, the International Monetary Fund’s (IMF), debt restructuring operations in the Global South appear designed to ensure BlackRock’s enhanced profitability.
BlackRock the world’s biggest investment fund manager and Sri Lanka’s largest private creditor, has over $ 10 trillion in investments around the world. An estimated 55 countries in Africa, Asia and South America, like Sri Lanka, are in ISB Eurobond debt traps, in or near Default at this time. From Argentina to Zambia, Global South countries have been subject to IMF ‘debt sustainability treatment’ after their currency depreciated against the exorbitantly privileged US dollar’ instantly impoverishing citizens. This, despite US government debt being $34 trillion and counting, with questions raised about America’s debt sustainability also given the Rise of the BRICS and ongoing de-dollarization in what has been termed ‘the Asian 21st Century. Estimates are that one billion is added every100 days to the US government debt.

The Lanka Rupee crashed– just when the new Cold War between ‘America first’ and China Rising ramped up in the Indo-Pacific!
Blue and Green Washing BlackRock and Partner Adani
BlackRock, is heavily invested in weapons manufacturing and fossil fuels. Facing criticism, the company has been trying to green, blue and pink-wash itself by marketing Environment, Social and Governance bonds (ESG), or Debt for Nature Swaps (DFNS), a.k.a. green and blue bonds, as well as, by funding UNWOMEN programs.
BlackRock’s South Asia partner is India’s richest man Adani, who appears to have achieved a lucrative settlement ex-ante any collective agreement with the bondholders given geopolitical headwinds and high levels of corruption. Sri Lanka sits on major Indian Ocean energy trade and Submarine Data Cable routes.
Adani closely allied with the Modi government in Delhi, has secured the environmentally and geopolitically sensitive Mannar and Pooneryn basins in the northwestern seas of Sri Lanka, purportedly for ‘green energy’ wind farms with unsolicited bids to the Ranil Rajapakse government whose bond scams at the Central Bank of Sri Lanka (CBSL), led to the staging of the country’s first ever sovereign default in 2022.
There have been protests by local fishermen and fisheries cooperatives in Mannar as well as, environmental organizations due to depleting fish catch and the environmental impacts of some wind mills already installed in Mannar.
In a nutshell, ESG, DFNS or Green and Blue bonds as part of ISB debt restructuring would see the financialization of Mother Nature based on a questionable carbon credit calculations and ‘Anthropocene’ science-fiction, ‘climate catastrophe’ narratives, while depriving local fishers and farmers of access to their traditional fishing and forest areas, impacting their livelihoods– in the name of ‘environment protection’.
Meanwhile, last year, women’s organisations and activists around the world signed a petition that accused the United Nations agency responsible for promoting gender equality of ‘pink-washing BlackRock”!
They argued that UNWOMEN’s collaboration with BlackRock gave the company ‘a veneer of feminist approval it clearly does not merit’. UN Women was compelled to terminate its contract with BlackRock over its record of prioritising profits over human rights or environmental integrity”.[i]
An IMF Firesale in Geostrategic Sri Lanka: CBSL prioritizes bond Holders
Now as Sri Lanka’s debt restructuring drags into a third year amid a flurry of meetings with bond holders and the IMF in London, Paris and Washington DC., the priority appears to be securing private lender’s profit margins and interests, regardless of the fact that they lend at predatory interest rates citing risks in lending to Global South countries, and the fact that many had already made profit.
There has been little effort to ensure transparency given that the names of the bond holders who own 40 percent of Sri Lanka’s debt stock are secret, or to ensure Odious Debt cancellation given the IMF’s principle of the ‘parity of treatment’ of lenders, regardless of whether they lend at predatory or concessionary rates. Nor has there been a serious attempt at poverty and debt reduction, aside from handouts via the Asswessuma program given persistent high levels of corruption at the newly reformed CBSL.
Ironically, the IMF-EFF debt restructuring operation appears designed to force a more borrow from the same predatory private lenders (ISBs), responsible for the country’s Odious Debt and Default in the first instance — in order to pay them back with a minimal haircut!
The result would be Sri Lanka’s ISB debt trap is being deepened and extended, also given IMF mission and mandate creep and new proposals for Macro-economy linked Bonds (MLB). Previously, Environment, Social and Governance Bonds (ESG), has been proposed supplemented by an IMF Firesale of strategic assets and State Owned Enterprises. These include prime coastal and hill country lands, energy, telecom, and transport infrastructure, with the latest being a Bill in Parliament to fragment and privatize the national electricity system. The latter has elicited powerful protest from the Unions of the Ceylon Electricity Board who also argue that it threatens national energy security. There are 12 cases ongoing against this bill in the Supreme Court of Sri Lanka at this time!
Last week there was a furor at Colombo’s BIA Airport over the US-backed Ranil Rajapakse regime outsourcing immigration and emigration services, including visas issue, to a foreign Company staffed by Indians, whose parent company is BlackStone.
Just like the deal with BlackRock’s South Asia front partner, Adani ex-ante any debt restructuring agreement. Meanwhile, the Bill and Melinda Gates Foundation has set up an office within President Ranil Rajapakse’s office – purportedly to collect and game national data! The national milk production company, Highlands, meanwhile was sold off to India’s other Oligarch- Ambani of Amul.
Sri Lanka Telecom and Sri Lanka Insurance, both highly profitable SOEs are also on the IMF privatization list.
Triple Jeopardy? IMF Mission Creep and Firesale
At this time, Sri Lanka subject to an IMF Firesale of national assets and SOEs regardless of their profitability as part of required reforms for its IMF Extended Fund Facility (EFF), bailout of a mere $ 3.9 billion over 4 years, seems to face not double, but triple and quadruple jeopardy given IMF mission mandate creep into Domestic Debt Restructuring (DDR), with partner in crime the newly privatized and independent” CBSL.
IMF ‘s mission and mandate creep into DDR has enabled conflating local rupee denominated domestic debt with external USD denominated debt and inflating Sri Lanka’s debt numbers, while upending the country’s economic sovereignty and policy autonomy. DDR along with MLBs would effectively enable ISBs to link and access the country’s Employment Provident Funds (EPF).
The CBSL manages the biggest pension fund in Sri Lanka, the EPF, which is assessed now at Rupees. 3.4 trillion. As agreement with private lenders remained elusive, the newly privatized and IMF-reformed CBSL, appears to have prioritized the interests of Eurobond holders, and facilitated the IMF’s mission and mandate creep into DDR, and the EPF. This would enable wealth transfers from the working people’s retirement saving to the Eurobond holders a.k.a. the global one percent.
IMF mission creep into DDR has enabled private creditors like BlackRock to link debt restructuring to the country’s biggest pension fund – the Employment Provident Fund (EPF) — jeopardizing the savings of millions of working people.
Debt restructuring morphs into Rocket Science
Civil society groups have called for a 10-year moratorium and ban on government borrowing from Eurobond markets, and debt restructure ONLY of multilateral and bilateral loans leveraged at concessionary rates. Almost 50 percent of Sri Lanka’s interest payments are to ISBs that charge predatory rates, rather than multilateral or bilateral creditors
The MLB and ESG, (also called Green and Blue Bonds or DFNS), proposals for Sri Lanka’s $26 billion external debt restructuring have been made by the French accounting firm Lazard and Clifford and Chance that represent the colonial Club de Paris group of private creditors and ISB holders.
The proposed MLBs and ESG bonds willy-nilly, seem to link everything and all national assets including the EPF funds to Debt and its restructuring via convoluted numbers games. They also include financializing Mother Nature with un-scientific carbon credit calculation in the form of Debt for Nature Swaps (DFNS), and belie basic science, logical analysis, and monitoring and evaluation criteria.
Under the aegis of IMF-EFF, debt restructuring appears to have morphed into ‘rocket science’ with jargon-filled numbers games, alongside IMF mission and mandate creep. This begs the question: Are Principles of Scientific thought such as simplicity, logical rigour in abeyance in an era of AI enhanced virtual reality, big data algorithms, and fudged figures in the absence of accurate data and baselines? The obtuse and convoluted linking of debt restructuring to unachievable and arguably incalculable macro-indicators and outcomes, also violate basic principles of development program Monitoring and Evaluation. After all it is an M & E truism that indicators must be SMART— that is, Specific, measurable, Achievable, Relevant and Time bound.
MLBs have been also extensively critiqued by Gihan Pathirana and other economists from the Institute for Political Economy who argue that they would ‘fleece’ the country.[ii] Future generations would be forced to pay down debt with a depreciating local currency given manipulated exchange and interest rates.
Whether by design or accident, the dragging negotiations with Eurobond holders under the IMF-EFF (although China is routinely blamed for debt traps and delays in the global corporate media), masks the ongoing privatization of State owned Enterprises and asset stripping of the strategic Indian Ocean island nation under the rubric of ‘economic reforms’ needed for the IMF-EFF disbursements.
Under IMF-Extended Fund Facility (EFF), negotiations among partners-in-crime, the CBSL and BlackRock and its South Asia partner Adani and other bond holders, the IMF has literally extended itself all over the strategic Indian Ocean island, making deep inroads into Sri Lanka’s economic Sovereignty and policy autonomy to conduct a Firesale and privatization of strategic assets – with land, energy, telecom, transport sector infrastructure being targeted as they were under a previous US Millennium Challenge Corporation (MCC), project.
Triple Jeopardy? Economic Sovereignty and Natural Justice
‘Too many cooks may spoil the debt restructuring soup’! Both un-transparent (the bond holders’ names are secret) and unnecessarily complex, the current’ IMF-EFF debt treatment’ process seems designed to give the upper hand and power balance to private creditors. The process itself seems riven with logical errors, fudged figures, data inconsistencies, and solely lacking in transparency and accountability to vulnerable people.
Simultaneously, MLBs and ESGs seem designed to mask the fact that the current process of IMF-EFF debt restructuring would deepen and extend the strategic island’s debt trap for decades, with future generations having to pay down the USD debt, further eroding Sri Lankan citizen’s economic sovereignty and policy autonomy.
It is increasingly clear that the IMF’s debt restructuring operations are part of Sri Lanka’s Odious debt problem, rather than the solution. The IMF seems to be more than ever in need of reform given the erosion of Sovereignty and principles of Natural Justice in its practice, as was pointed out in a statement signed by 184 internatoinal economists and development experts in January 2023, including Professors Jayathi Ghosh, Thomas Piketty, Dani Rodik, Yanis Varoufakis and others:
Private creditors own almost 40% of Sri Lanka’s external debt stock, mostly in the form of International Sovereign Bonds (ISBs), but higher interest rates mean that they receive over 50% of external debt payments. Such lenders charged a premium to lend to Sri Lanka to cover their risks, which accrued them massive profits and contributed to Sri Lanka’s first ever default in April 2022. Lenders who benefited from higher returns because of the risk premium” must be willing to take the consequences of that risk. Indeed, ISBs are now trading at significantly lower prices in the secondary market. In this context, giving private bondholders an upper hand relative to sovereign debtors in the Paris Club and the IMF’s required debt negotiations violates the basic principles of natural justice.[iii]

We may have a literacy rate of over 90% but majority of the citizens in particular those holding key positions in both private & public sector are clueless of geopolitics & historical linkages to modern governance or careless to even learn. This is why we are in a stalemate situation where politicians are clueless & care less, businesspeople share same sentiments, public sector & private sector are too busy with their personal problems, organizations are happy to keep to there area of focus instead of desiring to bring scope of every organization into a national agenda & the enemies who are well aware of what Sri Lankans suffer are happy to keep all divided & walk away with the booty. Having said that, it is a surprise that Sri Lanka is able to maintain its sovereignty despite the treacheries and lack of nationalism that worsens with every year while schools & university systems are not producing a younger generation to take up the stewardship and steer Sri Lanka. We don’t need youth protestors. We need youth leaders dedicated to turning Sri Lanka into a powerful nation while maintaining its historical blueprint. Our ancestors who built this civilization, produced man-made marvels that stands testament to our glorious past. They, must surely be rolling in their graves.
Every nation has its ups & down but they rise because not only the political leaders but the general citizens are bound by a common desire to take their nation & their people to the next level. It is a common call beyond fulfilling personal or selfish desires. This is how China uplifted 400million people from poverty & has become an international force today. Development has not erased their desire to foster, protect & preserve their heritage. Some Sri Lankans believe that we can develop ONLY AFTER erasing the Sinhala Buddhist civilizational history.
What is lacking amongst majority in Sri Lanka is that pride in their nation, the civilization that was built, the ancient marvels that continue to be tourist & archaeological attractions. Most are happy to make money showing off our ancient sites but with cosmetic pride shown only for the tourist! People must actually feel that pride not pretend for personal advantage.
Development in Sri Lanka is presented as having to first erase the historical past of the Sinhala Buddhist civilization. Lobbies & pressure groups in particular the media channels that influence the general public in Sri Lanka are all anti-national, anti-Sinhalese, anti-Buddhist and they are drilling this notion into the minds of the masses. So long as these influencers continue to influence people, Sri Lanka cannot develop. Confounding the situation is the use of technology & social media eternally keeping the majority & minorities apart while further dividing the majority & even the minorities. The lack of the true history of the nation, believing the historical lies that have been fed, successive governments that has failed to put history in its proper perspective to the people enables citizens to be swayed by the anti-Sri Lanka lobbies and prone to be manipulated enabling internal frictions that pave the path for the manipulators to get an upper hand.
People in positions whether in public or private sector roles are either voluntarily or involuntarily manipulated because they are unable to connect the dots, think for themselves & analyse situations & political events.
How many have questioned or thought about – the fall by D S Senanayake was accidental or not:, the assassination of SWRD Bandaranaike was really by the person who was accused, the real players behind the Catholic Action to assassinate & oust Mrs. Bandaranaike, the sudden emergence of the JVP a movement, its re-emergence in 1980s well-timed with the LTTE? Who has wondered how a 19 year old Prabakaran suddenly formed Tamil New Tigers in 1972 the same day that the Republican Constitution was released or the connection between the May 1976 Vaddukoddai Resolution calling for a separate armed struggle & Prabakaran rechristening LTTE that same month & year.
Who has looked at the extension of the Catholic Action into the inner circles of the JVP & LTTE & questioned if their targets were Sinhala Buddhists. The domino effect was that eventually it was the brainwashed but talented Sinhala Buddhist youth in the JVP who got massacred while the Sinhala Buddhist brainwashed youth were used to massacre Sinhala Buddhist soldiers. The ultimate outcome was that promising Sinhala Buddhist youth were eliminated by brainwashing them into joining various groups & killing each other. The US/West is using the same tactic via Islamic terrorism These terror groups are only killing fellow Muslims!
In all this we have failed to identify the role of India and pretend it is our historical friend. India trained, armed & funded LTTE from 1970s. India provided safe haven and logistics support to LTTE & other armed militants. India prevented action against LTTE going to far as to violate our territorial space & forced the signing of an agreement that is legally invalid due to India not fulfilling its commitments. India has economically, politically weakened Sri Lanka with every passing year. India used LTTE terror to build its power over Sri Lanka. Even the diplomats & foreign ministry did not realize the extent of India’s intervention or how to diplomatically deal with it or were themselves manipulated by India. We are now told that even the Easter Sunday has an Indian hand in it.
It is unfortunate that Mahinda Rajapakse who had the will to declare war on the LTTE failed to be streetsmart enough to comprehend the dangers of the external enemies after Sri Lanka became internally free of terror. In eliminating the LTTE, Sri Lanka had exposed itself badly. There was no post-LTTE plan/strategy and the Rajapakse’s were cunningly swayed to bolster themselves personally which was craftily used to build a campaign against them as part of the revenge for ending an investment project that lasted over 30 years. It is the fault of the Rajapakses for not reading the writings on the wall or becoming compromised from within. They had the golden opportunity to turn Sri Lanka onto the right path if strategic decisions had been taken instead of building their own personal portfolios and in so doing embracing all sorts of enemies to their fold who were planted to destroy them from within. They failed to realize the formidable forces that were building up against them & ensure they had a plan to overcome them.
The culmination of this came at the end of 2014 & the hero Sirisena emerging as common candidate. It was another India-US operation. The same US-Allies-India that mooted resolutions at the UNHRC & used their powers over Member states to press Sri Lanka against the wall & force administrative/legal & political changes advantageous to them to manipulate Sri Lanka further. The Sirisena-Wickremasinghe government was hailed by both US & India who were QUAD partners each with their own geopolitical goals to gain supremacy in the region and each with an angst against China.
What Sri Lankans failed to understand is that US & India were using our own people to fight against our own while they were walking away with the bounty. It is an open secret that the Church is a key ally of the Western agenda, the Church is used to say Catholic/Christian voters & its NGOs are placed across the provinces engaged in various social themes that enables them to get closer to target audiences & manipulate their thinking. It explains why NGOs were thriving during the LTTE in the North & East & seemed to have no issues to be among terrorists while most LTTE orphanages were run by Church fathers! Look closer at the influence of the Church lobbies within the LTTE. With the many evangelical & Born Again groups in full swing, they hide their true new affinities. All of the elements that have been highlighted above converged in 2022 to oust an elected leader behaving like hooligans and embarrassing the nation. History will be rewriting this narrative not as a aadara aragalaya” but one that brutally killed 8, vandalized state property, torched homes, looted and plundered and displayed venom, vengeance and hatred.
The very groups that converged are today uncharacteristically & not surprisingly silent. If they belonged to the anti-Sinhala/anti-Buddhist lobby (partnered by Sinhala Buddhists who only displayed their own lack of understanding geopolitics and political dynamics) & easily swayed by giving vent to their emotions and personal benefits, these individuals and groups are silent primarily because of their arrogance to admit they erred but committed to the emotional blackmail that they suffer as a result of their inability to assess and analyse ground realities.
So long as people who matter are weak & vulnerable in their analytical skills especially to identify the enemy & the tools used by the enemies, Sri Lanka cannot peddle forward. There will be plenty of public performances, beautiful speeches about my nation” blah blah blah but all these will only be for the ears and provide laughing matter for the enemies who are happy to think Sri Lankans are enjoying post-aragala dividends while sitting on a volcano ready to erupt any time!

The government’s plans to sell off certain national assets and state owned enterprises have given rise to discontent among trade unions, political parties and the general public. The present divestiture drive is ostensibly aimed at minimizing govt. expenditure on loss-making state owned enterprises and meeting certain IMF conditions in that regard. I ruled the country for more than nine years from November 2005 to January 2015 without ever selling a single state owned enterprise. In fact, my government actually re-acquired some state owned enterprises such as the Insurance Corporation, and Lanka Hospitals that had been sold off by previous governments and these enterprises continue to make profits for the state to date.
My government had a pragmatic approach towards state owned assets and enterprises. If a state owned enterprise was making profits and providing a good service to the public, we saw no reason to privatize it. At times, a government may take a strategic decision to manage the prices of certain goods or services produced by state owned enterprises for the overall benefit of the economy or to help low-income earners. The energy sector is a good example of this. There is no government in the world that does not subsidise certain earmarked economic activities.
During my tenure as President, even if some state owned enterprises made losses due to a government decision to manage prices, our management of the economy resulted in an unbroken nine year economic boom. We had no difficulty in paying off our debts or meeting the costs of the subsidies we maintained and nobody even spoke of privatization when I was President. Since the divestiture of certain sectors can have far reaching consequences for the country especially when foreign parties are involved, this is an issue that has to be approached with caution. As was resolved at the SLPP May Day rally, any restructuring of state owned enterprises should take place with maximum transparency, according to a national plan, in a manner consistent with national security and in consultation with the employees.
Having said that, I wish to stress that the trade union sector for its part, should take a more nuanced approach towards private sector participation in state owned enterprises. Going by the dictionary definition of privatization, any involvement of the private sector in the ownership structure or the control of a state owned asset or enterprise can be characterized as privatization. However, trade unions should not oppose every attempt to obtain foreign or private sector investment in a government owned enterprise. A pragmatic and non-dogmatic approach to such matters is required.
If there are unutilized government properties or underperforming government enterprises, it makes sense to obtain private sector participation to turn such enterprises around. If a profitable state owned enterprise needs further investment to add a new feature which cannot be financed by the government, it makes sense to award a share of that enterprise to a private investor in exchange for the investment. If an investor is willing to build a new enterprise from scratch, it makes sense to award shares in that enterprise to the investor so that a new state asset comes into being.
Some political parties have an ideology driven, dogmatic approach to privatization and seeks to privatize anything and everything that can be privatized. Many trade unions also have a similarly dogmatic attitude and tend to oppose any involvement of the private sector in state owned enterprises. Both these extremes are harmful to the country. Trade unions should regard proposals to obtain private or foreign participation in a state owned enterprise on a case by case basis and look at the overall benefit of such collaboration to the country. The only real way national assets and strategically important state owned enterprises can be safeguarded is by having a government that takes a pragmatic and non-dogmatic approach to such matters. This is why it is important to take note of the fact that when I ruled the country for more than nine years, the economy flourished and there was not even a discussion on the subject of privatization.
The present government is an interim arrangement formed to run the country for the remainder of former President Gotabaya Rajapaksa’s term. Even the pro-privatisation lobby should realize that the hasty divestiture of state owned assets at a time like this will not produce the best outcome for the country. Furthermore, the next Presidential election is only a few months away. Hence, as a measure to ease the widespread discontent over the government’s divestiture drive, I wish to propose that all moves to sell off state owned assets or enterprises be postponed until a new government is formed after the next Presidential election. The new government will then be able to deal with state owned properties and enterprises in accordance with the mandate they obtain at the election.

Colombo, May 11 (Daily Mirror) – Venerable Omalpe Sobitha Thera told the Daily Mirror today that there are over 10 members currently serving in Parliament who hold dual citizenship and said that those MPs should be removed from their posts before the elections.
“In light of the Supreme Court ruling, I would like to kindly request all party leaders to disclose any members within their parties who hold dual citizenships,” he said.
MPs holding dual citizenship should step down before the upcoming elections; otherwise, the respective party leaders should bear the responsibility, he added.
“These MPs have no loyalty to the country; they simply occupy parliamentary positions for personal gain. We have the capability to disclose their identities, but they should be granted an opportunity to reveal themselves before the upcoming elections,” he said.
“If they fail to come forward, we’ll have to pursue legal action against them. However, resorting to litigation over these issues is both time-consuming and costly,” Ven. Sobhitha Thero said.
“Therefore, I urge these MPs to respectfully resign from their positions and I also remind party leaders to choose their representatives carefully,” the Thera said.

Colombo, May (Daily Mirror)- Amid concerns over the presence of Chinese research vessels conducting surveys in the Indian Ocean, the US nominee to Sri Lanka Elizabeth K. Horst assured the US Senate Foreign Relations Committee to work with Sri Lanka to ensure a moratorium on these vessels remains in place.
The Senate committee raised questions about the potential national security threat posed by the vessels, which are believed to have links to the China’s People’s Liberation Army (PLA) and display suspicious behavior. Horst emphasized the importance of collaboration with Sri Lanka to enhance their capabilities in patrolling their waters and defending sovereignty. The issue of the moratorium on Chinese vessels in Sri Lankan ports is at the forefront of discussions surrounding regional security concerns.
We are working to make sure there is fair access to ports for all ships,” she said adding that We have huge concerns and we have asked for that moratorium. We think it is Sri Lanka’s best interest.”
She also said “…cooperation with Sri Lanka is a key part of our security assistance. It is important for the Sri Lankans to have the capability and technology to patrol their own waters and defend their sovereignty. If I am confirmed, we will work with them to build their own capabilities.”
She also noted that the US government’s investment in Sri Lanka demonstrated a transparent and different model of investment, giving Sri Lankans a choice in their economic partnerships. Horst also committed to finding ways to further support and strengthen US activities in the region if confirmed.
Commenting on the economic situation in Sri Lanka, she said that the IMF is working closely with partners in the Sri Lankan government to make sure they can get back on better economic footing. We are making sure any debt negotiations treat partners fairly. There is an element of the IMF program that looks at governments to make sure that any programs also take care to the most vulnerable and are spread fairly. If I’m confirmed, I will look to follow in the steps of the ambassador Chung or to make sure we continue to work with the IMF to help Sri Lanka,” she said.
Sri Lanka is a vital partner to the United States in the Indo-Pacific region, and it has been for over 76 years. If confirmed, I would focus on three main pillars of the U.S.-Sri Lanka relationship: broadening our economic cooperation, bolstering our security interests, and deepening our ties with Sri Lanka’s diverse and vibrant population,” she said.
She further said that if confirmed she will support members of marginalized populations in Sri Lanka, accountability, truth and reconciliation, and transparency and justice.
In response to a question about the human rights situation in Sri Lanka, she said, “If I’m confirmed, you have my commitment to work with your committee and with Congress to ensure we are holding everyone accountable to the international standards we want them to adhere to.”
The government has decided to implement a referral programme for state officials to become monks in Thailand, the Buddhist Religious and Cultural Affairs Ministry said.
Accordingly, the Thailand Government has planned to implement a special temporary monastic programme for the Sri Lankan community to improve the local religious and cultural relations between the two countries in view of the birthday of the King of Thailand.
The Buddhist Religious and Cultural Affairs Ministry says that the programme will be held in Thailand for 15 days.

Suddenly a hawk jumped down and caught a quail. As it was led away, it cried, ‘I have received this punishment for wandering out of my territory and into the domain of others. Once upon a time, in another era, maybe even another universe, the head of a university refused to call on the police, the National Guard, or even federal troops in the face of student and other protests. Instead, he opened the doors of his school to the demonstrators.
I’m thinking of Kingman Brewster, who was the president of Yale University on May 1, 1970, as peaceful protests over racial justice and against the Vietnam War were taking place in New Haven, Connecticut. It was just days before, thanks to the killing of four demonstrators by the Ohio National Guard at Kent State University, anti-Vietnam War protests would — rather like the present Gaza ones — spread across hundreds of college campuses nationwide. Yale avoided the worst of it, when Brewster, among other things, said: “I am skeptical of the ability of Black revolutionaries to receive a fair trial anywhere in the United States. In large part, the atmosphere has been created by police actions and prosecutions against Panthers in many parts of the country. It is also one more inheritance from centuries of racial oppression.” I’m sure you won’t be surprised to learn that Republican Vice President Spiro Agnew promptly and publicly called for Brewster’s ouster, while the students united behind him.
No such luck these days, of course. The police are being called onto ever more campuses, starting with Columbia University where the Gaza demonstrations were first launched. Had its president, under pressure from the Spiro Agnews of this day, not called in the police to arrest students, there might be no nationwide Gaza protest movement today. Instead, as I’m writing this, more than 2,000 students have been arrested across the country, including — yes! — 44 for “trespassing” at Yale. Rare indeed has been Brown University, where “only” 61 were arrested after two sit-ins and a hunger strike before its president finally agreed to let its governing body vote this fall “on a proposal to divest the school’s $6.6 billion endowment from companies affiliated with Israel” and the Gaza Solidarity Encampment there ended peacefully. With that in mind, let TomDispatch regular Norman Solomon, author of War Made Invisible: How America Hides the Human Toll of Its Military Machine, fill you in on the ways in which American students have bravely risked their college careers and their futures to reject what he calls an all-American death culture amid a horrifying war in Gaza to which this country continues to supply the most devastating of weaponry. Persisting in his support for an unpopular war, the Democrat in the White House has helped spark a rebellion close to home. Young people — least inclined to deference, most inclined to moral outrage — are leading public opposition to the ongoing slaughter in Gaza. The campus upheaval is a clash between accepting and resisting, while elites insist on doing maintenance work for the war machine.
I wrote the above words recently, but I could have written very similar ones in the spring of 1968. (In fact, I did.) Joe Biden hasn’t sent U.S. troops to kill in Gaza, as President Lyndon Johnson did in Vietnam, but the current president has done all he can to provide massive quantities of weapons and ammunition to Israel — literally making the carnage in Gaza possible.
A familiar saying — the more things change, the more they stay the same” — is both false and true. During the last several decades, the consolidation of corporate power and the rise of digital tech have brought about huge changes in politics and communications. Yet humans are still humans and certain crucial dynamics remain. Militarism demands conformity — and sometimes fails to get it.
When Columbia University and many other colleges erupted in antiwar protests during the late 1960s, the moral awakening was a human connection with people suffering horrifically in Vietnam. During recent weeks, the same has been true with people in Gaza. Both eras saw crackdowns by college administrators and the police — as well as much negativity toward protesters in the mainstream media — all reflecting key biases in this country’s power structure.
What is needed is a realization that power without love is reckless and abusive, and that love without power is sentimental and anemic,” Martin Luther King, Jr., said in 1967. Power at its best is love implementing the demands of justice, and justice at its best is love correcting everything that stands against love.”
Disrupting a Culture of Death
This spring, as students have risked arrest and jeopardized their college careers under banners like Ceasefire Now,” Free Palestine,” and Divest from Israel,” they’ve rejected some key unwritten rules of a death culture. From Congress to the White House, war (and the military-industrial complex that goes with it) is crucial for the political business model. Meanwhile, college trustees and alumni megadonors often have investment ties to Wall Street and Silicon Valley, where war is a multibillion-dollar enterprise. Along the way, weapons sales to Israel and many other countries bring in gigantic profits.
The new campus uprisings are a shock to the war system. Managers of that system, constantly oiling its machinery, have no column for moral revulsion on their balance sheets. And the refusal of appreciable numbers of students to go along to get along doesn’t compute. For the economic and political establishment, it’s a control issue, potentially writ large.
As the killing, maiming, devastation, and increasing starvation in Gaza have continued, month after month, the U.S. role has become incomprehensible — without, at least, attributing to the president and the vast majority of Congressional representatives a level of immorality that had previously seemed unimaginable to most college students. Like many others in the United States, protesting students are now struggling with the realization that the people in control of the executive and legislative branches are directly supporting mass murder and genocide.
In late April, when overwhelming bipartisan votes in Congress approved — and President Biden eagerly signed — a bill sending $17 billion in military aid to Israel, the only way to miss the utter depravity of those atop the government was to not really look, or to remain in the thrall of a dominant death culture.

During his final years in office, with the Vietnam War going full tilt, President Lyndon Johnson was greeted with the chant: Hey, hey, LBJ, how many kids did you kill today?” Such a chant could be directed at President Biden now. The number of Palestinian children killed so far by the U.S.-armed Israeli military is estimated to be almost 15,000, not counting the unknown number still buried in the rubble of Gaza. No wonder high-ranking Biden administration officials now risk being loudly denounced whenever they speak in venues open to the public.
Mirroring the Vietnam War era in another way, members of Congress continue to rubberstamp huge amounts of funding for mass killing. On April 20th, only 17% of House Democrats and only 9% of House Republicans voted against the new military aid package for Israel.
Higher learning is supposed to connect the theoretical with the actual, striving to understand our world as it truly is. However, a death culture — promoting college tranquility as well as mass murder in Gaza — thrives on disconnects. All the platitudes and pretenses of academia can divert attention from where U.S. weapons actually go and what they do.
Sadly, precepts readily cited as vital ideals prove all too easy to kick to the curb lest they squeeze big toes uncomfortably. So, when students take the humanities seriously enough to set up a protest encampment on campus and then billionaire donors demand that a college president put a stop to such disruption, a police raid is likely to follow.
A World of Doublethink and Tone Deafness
George Orwell’s explanation of doublethink” in his famed novel 1984 is a good fit when it comes to the purported logic of so many commentators deploring the student protesters as they demand an end to complicity in the slaughter still underway in Gaza: To know and not to know, to be conscious of complete truthfulness while telling carefully constructed lies, to hold simultaneously two opinions which cancelled out, knowing them to be contradictory and believing in both of them, to use logic against logic, to repudiate morality while laying claim to it.”
Laying claim to morality, the Anti-Defamation League (ADL) has, for instance, been busy firing media salvos at the student protesters. That organization’s CEO, Jonathan Greenblatt, is on record flatly declaring that anti-Zionism is antisemitism” — no matter how many Jews declare themselves to be anti-Zionist.” Four months ago, ADL issued a report categorizing pro-Palestinian rallies with anti-Zionist chants and slogans” as antisemitic events. In late April, ADL used the antisemitic” label to condemn protests by students at Columbia and elsewhere.
We have a major, major, major generational problem,” Greenblatt warned in a leaked ADL strategy phone call last November. He added: The issue in the United States’ support for Israel is not left and right; it is young and old… We really have a TikTok problem, a Gen-Z problem… The real game is the next generation.”
Along with thinly veiled condescension toward students, a frequent approach is to treat the mass killing of Palestinians as of minimal importance. And so, when New York Times columnist Ross Douthat wrote in late April about students protesting at Columbia, he merely described the Israeli government’s actions as failings.” Perhaps if a government was bombing and killing Douthat’s loved ones, he would have used a different word.
A similar mentality, as I well remember, infused media coverage of the Vietnam War. For mainline news outlets, what was happening to Vietnamese people ranked far below so many other concerns, often to the point of invisibility. As media accounts gradually began bemoaning the quagmire” of that war, the focus was on how the U.S. government’s leadership had gotten itself so stuck. Acknowledging that the American war effort amounted to a massive crime against humanity was rare. Then, as now, the moral bankruptcies of the political and media establishments fueled each other.
As a barometer of the prevailing political climate among elites, the editorial stances of daily newspapers indicate priorities in times of war. In early 1968, the Boston Globe conducted a survey of 39 major U.S. newspapers and found that not a single one had editorialized in favor of an American withdrawal from Vietnam. By then, tens of millions of Americans were in favor of such a pullout.
This spring, when the New York Times editorial board finally called for making U.S. arms shipments to Israel conditional — six months after the carnage began in Gaza — the editorial was tepid and displayed a deep ethnocentric bias. It declared that the Hamas attack of October 7 was an atrocity,” but no word coming anywhere near atrocity” was applied to the Israeli attacks occurring ever since.
The Times editorial lamented that Mr. Netanyahu and the hard-liners in his government” had broken a bond of trust” between the United States and Israel, adding that the Israeli prime minister has been deaf to repeated demands from Mr. Biden and his national security team to do more to protect civilians in Gaza from being harmed by [American] armaments.” The Times editorial board was remarkably prone to understatement, as if someone overseeing the mass killing of civilians every day for six months was merely not doing enough to protect civilians.”
Learning by Doing
The thousands of student protesters encountering the edicts of college administrations and the violence of the police have gotten a real education in the true priorities of American power structures. Of course, the authorities (on and off campuses) have wanted a return to the usual peaceful campus atmosphere. As military strategist Carl von Clausewitz long ago commented with irony, A conqueror is always a lover of peace.”
Supporters of Israel are fed up with the campus protests. The Washington Post recently featured an essay by Paul Berman that deplored what has become of his alma mater, Columbia. After a brief mention of Israel’s killing of Gazan civilians and the imposition of famine, Berman declared that ultimately the central issue in the war is Hamas and its goal… the eradication of the Israeli state.” The central issue. Consider it a way of saying that, while unfortunate, the ongoing slaughter of tens of thousands of children and other Palestinian civilians doesn’t matter nearly as much as the fear that nuclear-armed Israel, with one of the most powerful air forces in the world, is in danger of eradication.”
Pieces similar to Douthat’s and Berman’s have proliferated in the media. But they don’t come to grips with what Senator Bernie Sanders recently made clear in a public message to the Israeli prime minister: Mr. Netanyahu, antisemitism is a vile and disgusting form of bigotry that has done unspeakable harm to millions. Do not insult the intelligence of the American people by attempting to distract us from the immoral and illegal war policies of your extremist and racist government.”
College protesters have shown that they will not be distracted. They continue to insist — not flawlessly, but wonderfully — that all people’s lives matter. For decades, and since October in a particularly deadly fashion, the U.S.-Israel alliance has proceeded to treat Palestinian lives as expendable. And that is exactly what the protests are opposing.
Of course, protests can flicker and die out. Hundreds of U.S. campuses shut down in the spring of 1970 amid protests against the Vietnam War and the American invasion of Cambodia, only to become largely quiescent by the fall term. But for countless individuals, the sparks lit a fire for social justice that would never be quenched.
One of them, Michael Albert, a cofounder of the groundbreaking Z Magazine, has continued with activist work since the mid-1960s. A lot of people are comparing now to 1968,” he wrote in April. That year was tumultuous. We were inspired. We were hot. But here comes this year and it is moving faster, no less. That year the left that I and so many others lived and breathed was mighty. We were courageous, but we also had too little understanding of how to win. Don’t emulate us. Transcend us.”
He then added:
The emerging mass uprisings must persist and diversify and broaden in focus and reach. And hey, on your campuses, again do better than us. Fight to divest but also fight to structurally change them so their decision makers — which should be you — never again invest in genocide, war, and indeed suppression and oppression of any kind. Tomorrow is the first day of a long, long potentially incredibly liberating future. But one day is but one day. Persist.”
Persistence will be truly essential. The gears of pro-Israel forces are fully meshed with the U.S. war machinery. The movement to stop Israel’s murderous oppression of Palestinians is up against the entire military-industrial-congressional complex.
The United States spends more on its military than the next 10 countries combined (and most of them are allies), while maintaining 750 military bases overseas, vastly more than all of its official adversaries put together. The U.S. continues to lead the nuclear arms race toward oblivion. And the economic costs are stunning. The Institute for Policy Studies reported last year that 62% of the federal discretionary budget went to militarized programs” of one sort or another.
In 1967, Martin Luther King, Jr., described this country’s spending for war as a demonic, destructive suction tube,” siphoning tremendous resources away from human needs.
The more things change, the more they stay the same.
With transcendent wisdom, this spring’s student uprising has rejected conformity as a lethal anesthetic while the horrors continue in Gaza. Leaders of the most powerful American institutions want to continue as usual, as if official participation in genocide were no particular cause for alarm.
Instead, young people have dared to lead the way, insisting that such a culture of death is repugnant and completely unacceptable.
