Creating a unique record in the Sri Lankan cruise segment Aitken Spence Travels, brought 4,000 passengers from three vessels on a single day on Sunday.

The simultaneous arrivals of three cruise ships—Vasco Da Gama, Mein Schiff 5, and MS Seven Seas Navigator on December 10, 2023, at the port of Colombo also helped in increasing tourist arrivals and brought on the much needed revenue via a series of excursions.

Minister of Ports and Shipping Nimal Siripala de Silva who welcomed the Cruise ships said that they will add more infrastructure to the Colombo Port.

Operated by TUI, this cruise brought three flights to Colombo for disembarking cruise passengers. Notably, the Vasco Da Gama cruise will be continuing their voyage to the Trincomalee port as well.

Israel and Hamas; Strange bed fellows fallen out with each other?

As Aaron David Miller, a Middle East expert at the Woodrow Wilson Center, observes, a strange, self-sustaining relationship remains. Israel’s hawkish government — comprising many politicians who have little interest in seeing the creation of a separate Palestinian state — dwells on the security threat that Hamas’s crude rockets pose. Hamas depends, Miller writes, on “an ideology and strategy steeped in confrontation and resistance. “And so, he concludes, they are “two parties who can’t seem to live with one another — or apparently without one another either.”

David Miller has summed up in one phrase, the Israeli-Hamas conflict so accurately and so succinctly. Miller’s assertion is not simplistic by any means as the root of this conflict runs very deep and predates the advent of Hamas. It is a complex issue weighed by history and religious beliefs. For those who say the solution is a two State solution, it is, but it is also not something written on a document or spoken from a lectern that can be easily translated into practical action. A solution fundamentally has to come from the people of Israel and the people of Palestine. Easily said than done though!

Israel and Hamas and supporters of both sides are engaged in a battle involving manifestations of a deep-rooted problem. Till the 7th of October, this battle was one sided in relative terms, with Israel using all its fire power on Palestinians, while overtly telling the world they are after Hamas operatives. Were they actually looking to liquidate Hamas or to break the back of Palestinians, or what is left of their backs? The disproportionate and atrocious destruction and killings of Palestinians in Gaza does raise the question as to what the ulterior motive of Israel is. One can ask whether it is the total annihilation of the Palestinians and whether that is the solution Israel is seeking in the guise of looking for Hamas operatives. The latest UN announcement says Half of Gaza is starving and that 9 out10 people cannot eat every day. The BBC reports that meanwhile, the Biden administration has used an emergency law to bypass Congress and authorise the sale of some 14,000 rounds of tank ammunition worth more than $106m (£85m) to Israel.

The term wheels within wheels” has never been more apt if, as some articles quoted below suggests, and as Miller has said, to describe two parties, Israel and Hamas, who cannot seem to live with one another- or apparently without one another either. They suggest that Israel and Hamas were strange bed fellows and Israel had used Hamas to destabilise the Palestinian Authority which had recognised Israel and a two State solution in 1987 as the solution to end the long-drawn crisis. These articles present the view that Israel had been against the creation of a Palestinian State, and they had used all available means, including Hamas which opposed the recognition of Israel, to make sure a Palestinian State as envisaged by the PLO never became a reality. While the world looked on, or rather looked the other way, the conflict got worse, and the prospective two State solution became more and more distant. The ordinary Palestinians continued to bear the brunt of this indifference while Israel illegally expanded their borders by encroaching into Palestinian territory. Divide and Rule”: How Israel Helped Start Hamas to Weaken Palestinian Hopes for Statehood

The Israeli-Hamas conflict, and more broadly, the Israeli- Palestine conflict, reminds one of the Buddhist doctrine of Patityasamutpada or dependent origination, in particular the cause that has given rise to the manifestations which have been the driving force of this conflict. 

Pratītyasamutpāda (Sanskrit: प्रतीत्यसमुत्पादPāli: paṭiccasamuppāda), commonly translated as dependent origination, or dependent arising, is a key doctrine in Buddhism shared by all schools of Buddhism. It states that all dharmas (phenomena) arise in dependence upon other dharmas: “if this exists, that exists; if this ceases to exist, that also ceases to exist”. The basic principle is that all things (dharmas, phenomena, principles) arise in dependence upon other things.

In the case of this conflict, one can conclude that the dependent origination principle if this exists, that exists; if this ceases to exist, that also ceases to exist, and that all things arise in dependence upon other things” based on the many associated machinations and tactics of Israel, the stand taken by Hamas in 1987 to oppose the PLO to recognise Israel’s right to exist, and the two State solution, supported or influenced by Israel, and the demented outlook of the key World players, is absolutely true.  The action of the British, supported by the League of Nations, in the creation of the State of Israel in 1948 without consultation with the Palestinians and giving Statehood to Palestine, could well be regarded as the event that resulted in what followed, and the interconnected of many events that followed. In this context, the October 7 massacre in Israel, deplorable and inhuman as it was, has to be considered from the many interconnected issues that are manifestations of the root cause of the conflict.

Hamas, founded in 1987, opposed the secular approach of the Palestine Liberation Organization (PLO) to the Israeli-Palestinian conflict, and rejected attempts to cede any part of Palestine. They embraced the use of violence, including acts of terrorism, as a means to achieve its goals. In this context, Hamas is as responsible for the violence that followed and is still ongoing, as Israel.

It is ironic that in a curious and one could say in a diabolical way, both Hamas and Israel had a common cause and objective at the time in standing in the way of the two State solution, with both being against the PLO which by then had embraced it. The world, in particular the West, was complicit in not exposing and acting against this objective. It certainly leaves one with the unsavoury conclusion that ordinary Palestinians, the fodder in all this, was, and still is, a dispensable community of no worth or consequence to the rest of the world, including the Arabs who have the clout to do something for them, but who basically have not done anything effective for the Palestinians. The world watches in horror from their comfortable living rooms as to what is happening to Palestinians in Gaza, but does nothing effective to stop Israeli atrocities which go on unabated.

Imagine the dynamics of this conflict had Israel allowed the Palestinians to extract their oil reserves within an independent Palestine State? Its people would have been carried on the shoulders of the West and Arab countries. Israel would have lost their clout as war mongers as the world would have teamed up with Palestine rather than Israel. Ramallah would have been another Dubai, or a Doha

According to UNCTAD, while Palestine produces no oil or natural gas and is predominantly dependent on the Israel Electric Corporation (IEC) for electricity, the Palestinian Territory “lies above sizeable reservoirs of oil and natural gas wealth” but “occupation continues to prevent Palestinians from developing their energy fields so as to exploit and benefit from such assets

Plight of the Palestinians

Al Jazeera report (https://www.aljazeera.com/news/2022/5/15/nakba-mapping-palestinian-villages-destroyed-by-israel-in-1948) details the plight of Palestinians since 1948. Excerpts from the report are quoted here.

Every year on May 15, Palestinians around the world mark the Nakba, or catastrophe, referring to the ethnic cleansing of Palestine in 1948. Having secured the support of the British government for the creation of a Jewish state in Palestine, on May 14, 1948, as soon as the British Mandate expired, Zionist forces declared the establishment of the State of Israel, triggering the first Arab-Israeli war. Zionist military forces expelled at least 750,000 Palestinians from their homes and lands and captured 78 percent of historic Palestine. The remaining 22 percent was divided into what are now the occupied West Bank and the besieged Gaza Strip.

Mapping the Palestinian villages Israel destroyed

Between 1947 and 1949, Zionist military forces attacked major Palestinian cities and destroyed some 530 villages. About 15,000 Palestinians were killed in a series of mass atrocities, including dozens of massacres. Israeli annexation of Palestinian territory since 1948 is illustrated below.

Where are Palestinian refugees today? There are 6 million of them.

There are some six million registered Palestinian refugees living in at least 58 camps located throughout Palestine and neighbouring countries. The UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) provides assistance and operates hundreds of schools and health facilities for at least 2.3 million Palestinian refugees in Jordan, 1.5 million refugees in Gaza, 870,000 refugees in the occupied West Bank, 570,00 refugees in Syria and 480,000 refugees in Lebanon. The largest camps in each are Baqa’a in Jordan, Jabalia in Gaza, Jenin in the occupied West Bank, Yarmouk in Syria, Eand in El Hilweh in Lebanon. More than 70 percent of Gaza’s residents are refugees. About 1.5 million refugees live in eight refugee camps around the Gaza Strip. The plight of Palestinian refugees is the longest unresolved refugee problem in the world.

Palestinians’ life under occupation

Israel’s military control over the Palestinian people affects every aspect of their lives, from what services they can access and where they can travel to whom they can marry and where they can live. Leading international NGO, Human Rights Watch (HRW) says Israel is committing the crimes against humanity of apartheid and persecution against Palestinians”. In a damning investigation, HRW documented a range of Israeli abuses, including extensive seizures of Palestinian land and property, unlawful killings, forcible transfer, drastic movement restrictions, administrative detention and the denial of citizenship to Palestinians.

Every year, Israel demolishes hundreds of Palestinian homes. According to data compiled by OCHA, between 2009 and 2022, at least 8,413 Palestinian-owned structures were demolished by Israeli forces, displacing at least 12,491 people. Forcible displacement is a violation of international law. Most of these structures (79 percent) are in Area C of the occupied West Bank which is under Israeli control. Twenty percent of these structures are in occupied East Jerusalem. Israel also holds some 4,450 Palestinians – including 160 children, 32 women, and 530 administrative detainees – in prisons. Al Jazeera staters that Four in 10 Palestinian men spend time in Israel jails.

Israeli settlements grow

Israeli settlements are heavily fortified Jewish communities built illegally on Palestinian land. Some 750,000 Israeli settlers live in at least 250 illegal settlements in the occupied West Bank and occupied East Jerusalem. Israeli settlements are illegal under international law.

Settler attacks against Palestinians and their property are a regular occurrence in the occupied West Bank and occupied East Jerusalem, home to some three million Palestinians. The Israeli government has openly funded and built settlements for Israeli Jews to live in, offering incentives and subsidised housing. This has meant the population of Israeli settlers in the occupied West Bank and occupied East Jerusalem is growing faster than the Israeli population of Israel.

Is there a solution to thos conflict?

The two State solution is mentioned as the solution by everyone except the Israeli’s and Hamas. Isreal has opposed it from day 1 and they have fought wars, killed thousands of Palestinians and they have witnessed the death of their own soldiers and ordinary citizens. Hamas has opposed the two State solution and Isreal’s right to exisisr as a State. They are equally responsible for the suffering of Palestinians as Isreal. Unfortunately, the elimination of Hamas as vowed by Isreal as their goal, will not advance the two State solution as Isreal is bitterly opposed to it. So, even if Hamas is no longer in the picture, which incidentally is a pipe dream of Isreal and their sipporters, their elimination will only strengthen Israel’s hand and a two State solution will recede futher into nowhere. Maybe this is what the supporters of Isreal also has as their objective. This could become a solution but it may require many interrnational interventions considering the current situation. Firstly, Isreal will have to agree to return to the pre 1967 borders. This will not be possible unless there is an Arab and Hamas agreement to recognise Israels right to exist should Israel agree. Secondly, there is so much mistrust of each other about commitments, even if they are made, there will have to be an interrnational armed force to monitor adherence to such a commitment. In an overall sense, unless there is an international intervention, the two State solution will not become a reality. Of course, there is one more possibility to explore how the conflict could be solved. This is by Israeli and Palestinian people, most of whom no doubt are peace loving people, finding ways and means of talking to each other about how they could live in peace. Extreme elements on both sides who are now calling the shots should be moved out of such a dialogue as they will not want this conflict to end as their existance and their power base is dependent on the continuation of the conflct.

The Netherlands is sending US F-35 fighter jet parts to bomb Palestine. And while we are on the ‘edge of an economic precipice’ (see ee Economists, Sanderatne), the bands (media) on this supposedly stationary Titanic wreck are announcing the latest imperial medleys & celebrity superstars & charitable loan-givers.

     The local media are bribed handsomely to strike up a lot of song&dance about the Dutch state returning some old captured cannon&swords (at least they were once made here!) to Sri Lanka. There are even Dutch flags flailing outside the besieged ‘National Museum’ on ‘Sir Marcus Fernando Mawatha’. Why not give Sri Lanka a 30% stake in ASML? (ee 11 Nov 2023, Tradition of Knowledge behind Europe’s Most Valuable Tech Co). Instead, according to Dutch accounting, we still owe them!!! Meanwhile, Elon Mutt, the CEO of Twitter, has banned the term ‘decolonization’ from his platform. We must thank him! Next: Post-Colonial!

     It turns out, it’s precisely to prevent such decolonizing ‘reparations’ for their ongoing horrors that the US & their Euro killer-poodles set up the World Bank’s ICSID (International Centre for Settlement of Investment Disputes). Italian mining companies then sued post-1994 South Africa at the ICSID, for enacting policies giving 30% of every company to their historically disadvantaged people (see ee Random Notes about ICSID cases against Sri Lanka so far). So much for ‘truth & reconciliation’!

     This ee Focus therefore also looks at the colonial origins of ICSID & other supranational (imperialist?) bodies like Chambers of Commerce that are the source of the real ‘corruption’ in this country, and the spooky Mont Pelerin Society (President Ranil a member!) which is behind USDollared thinktank Advocata (with Borah merchant sahib Murtaza Jafferjee at its head & Catholic Action ‘poor boy’ Dhananath Fernando as nominal CE-hO), and faux media outlets like EconomyNext, etc, who are guiding Sri Lanka’s economic policy today.

• The JVP slogan for the next election is ‘Pohosath Janathawak – Pohosath Ratak’ (‘A rich people – rich country’, as translated by anglomaniacal Sunday Times, see ee Focus). This slogan recalls SBD de Silva’s classic query, ‘What do the rich think rich means in Sri Lanka?’ And perhaps echoes Deng Xiaopeng’s ‘It is glorious to be rich.’ The JVP leader goes on to add: ‘We should have a corruption-free country with democracy in place. Today we do not have economic democracy.

• The whites of this world see ‘democracy’ not as ‘the will of the people’ or ‘the results of the election’, but as a specific type of NATO-aligned ‘liberal’ government. While signaling such ‘populist’ mantras as democracy & corruption, it’s good that AKD rescues his notion of democracy by asserting the economic facet – though what kind he does not exactly say, outside of calling for much-media-maligned import-substitution. Again, recalling the 1970s, SBD de Silva pointed out the then UF government’s type of import-substitution was not part of a modern industrial political, economic & military strategy but a scrambling to resolve an acute balance-of-payments snafu.

As for corruption, such accusations alone, as if it were some personal or psychological genetic (family) defect – fail to show how it’s due to the particular structure of the merchant & moneylender ‘rentier’ capitalism that fuels such ‘corruption’. While being an easy route to power, perhaps, such constant vague accusations will be used again the next government. & on & on it shalt go…

     It turns out these accusations are part of that old CIA Playbook, that was also behind the so-called Aragalaya – an attack on the ability of the state to function as an engine of modern industrial growth but only as a repressive tool of the merchants (see ee Politics, CIA Change Agent: Gene Sharp’s Neoliberal Nonviolence).

• While the media sometimes admits that it was: ‘the aggressive borrowing [by the US-backed Yahaplana government] in the international bond market’ that ‘resulted in the country borrowing $12billion during 2015-19, resulting in the country’s foreign currency debt stock reaching almost 50% of the total debt stock of ISBs at around $15bn’. And that, ‘Of the $12bn so raised only around $2bn had been utilized to settle ISBs, most dollars were utilized to finance imports, especially cars’, such revelations are not given any saturated (like an US-Israeli blitzkrieg) media coverage, unlike the USA’s ‘China Debt Trap’ bull.

     This week also saw a feeble, isolated, lonely, forlorn news item claiming the ‘Private sector as much to blame for corruption’Really! The World Bank’s Transparency International (TISL) adds‘The private sector are also the enablers of this corruption that we see. Such grand-scale corruption couldn’t have happened without the lawyers, real estate agents’ (see ee Economists). But only lawyers & real-estate agents? What about all them bankers, US & EU & other poodle envoys, & CEOs, accountants, & media publicists who got us to look somewhere else while they entrapped the country?

• Smokin’ Harsha de Silva of Ceylon Tobacco Co & Assembly of God fame, says there is no proof that companies are parking their country’s dollars abroad (see ee Economists, SJB belatedly defends 2017 Foreign Exchange Act, rejects claim of funds ‘parked’ overseas).

     ee therefore provides testimony of a ‘marketing & communication’ executive at Switzerland’s ‘UBS, the world’s largest private bank… best bank in the world & the oldest wealth manager on earth… about 200-250 years old’. It’s about UBS helping their clientele ‘disappear’ money. And in this overarching moment of bats & balls & bunker busters, she also exposes the role that sports & celebrities play in helping banks seduce the ‘emotions’ of the enormously wealthy. • ee keeps asserting that the corporate media has no right to accuse only politicians of corruption. They are all ‘sponsored’ by the same multinational corporations (MNCs) & their petty merchants & moneylenders. News items should clearly state not just which ‘news agency’ (Reuters, AP, BBC, etc) but the PR firms too (WPP, JWT, Phoenix, Mullen Lowe, Grants etc who’ve taken to awarding – Effies, indeed! should be Effems! – & congratulating themselves over & over, where do they find the time?), and name the main corporations and embassies, etc., funding the news item.

     A simple analysis of the news section would show that many news items repeated ad nauseam in all the media emanate from the same publicist sources: Unilever, P&G, Exxon, CIC, CTC, the US & other embassies, World Bank, IMF, ADB… And many are promises using the infinitive verb ‘to’, which means it may happen in the next birth or one after that, perhaps… These news items are actually not for us but for these offices & institutions to report to their bosses in Washington & London & Brussels, on how well they are ripping off & fooling the natives.

     The corporate media will of course not saturate us with more vital issues such as irrigation…even as the present government is out there ‘attracting’ investment at the International Water Summit (see ee Agriculture)

• This ee Focus continues sharing the Communist Party of Sri Lanka’s Alternate Program: this week examining irrigation, providing some startling data. Irrigation was the historical basis of the solidarity of the ancient village, and the main focus of the sabotage by the colonial powers of food security (outside of attacks on iron smitheries). In 2000, the water system in Cochabamba – Bolivia’s 3rd-largest city – was privatized and handed over to US corporation Bechtel, who jacked up prices, making it impossible for most people to afford water. They even made collecting rainwater illegal! …

එදා තිබුණ රට අද තිබෙන තැනට අරගෙන එන්න අපි නොයෙක් වැඩසටහන් ක්‍රියාත්මක කළා. නිවරදි ක්‍රමයට රටට සල්ලි එව්නන කියලා ඉල්ලුවා. විදේශ ගත ශ්‍රමිකයින්ට වාහන බලපත්‍ර අරගෙන ආවා. අපි නොවැමිබර් මාසයේදී ඩොලර් මිලියන 573ක් මේ රටට ගෙනත් තියෙනවා. මේ අවුරුද්දේදී විතරක් ඩොලර් බිලියන 5.4ක මුදලක් රට ඇතුළට අරගෙන ඇවිත් තියෙනවා. මේක සුවිශේෂී අවස්ථාවක්. විදේශ ගත ශ්‍රමිකයින් හරි විදිටය රට ඇතුළට සල්ලි අරගෙන ආපු නිසා තමයි පෝලිම් නැති කරන්න පුලුවන් වුනේ. මිල වැඩි වුනත් තෙල් ටික රටට ගේනනේ මේ අය නිසා. රජයක් විදියට අපිට කෙලෙහිගුණය දක්වන්න මනුස්සකමක් තියෙන්න ඕන.

විදේශ ගත ශ්‍රමිකයින්ට තමන්ගේ කෙලෙහිගුණය ඉටු කිරීමේ වගකීමක් තියෙනවා. ගොඩක් අයට කෙලෙහිගුණ මතක නෑ. එතැනට එන්න උදව් කළ විදේශ ගත ශ්‍රමකයින් වෙනුවෙන් තමයි මනුසවි දිරිය වැඩසටහන ක්‍රියාත්මක වෙන්නේ.

රටට වැඩියෙන්ම ඩොලර් එන්නේ විදේශ ගත ශ්‍රමිකයින්ගෙන් ලැබෙන ආදායම. විදේශ ගත ශ්‍රමිකයන් රටට ඩොලර් එව්වාට, එක ඩොලරයක්වත් එළියට යන්නේ නෑ. මේ ඩොලර් ආදායම සියයට 100ක්ම රට ඇතුලේ රැදෙනවා.

එදා මිනිස් බෝම්බ ලංකාවට ගේන්න එපා කියලා, හෝටල් නිරෝධායනයෙන් මුදල් ගසා කෑවා. ඒ යුගය අවසන් කරලා අපි ගුවන්තොටුපොලේදී හෝප් ගේට් නමින් විශේෂ ද්වාරයක් හදුන්වා දුන්නා. විදේශ ගත ශ්‍රමිකයින්ගේ දරුවන්ට ශිෂ්‍යත්ව ලබාදෙනවා. ශ්‍රමිකයාට විශ්‍රාම වැටුපක් හදුන්වා දුන්නා. ගුවන්තොටුපොලේදී තීරු බදු සහනය ඉහළ දැමීමට අපි ගැසට් ගැහුවා. ඒත් ඇතැම් නිලධාරීන් නිසා ඒවා ක්‍රියාත්මක කරන්න බැරි වෙලා තියෙනවා. රටට ඩොලර් එවපු ශ්‍රමිකයින්ට විද්‍යුත් වාහන ආනයනය කිරීමට අවසර ලබාදුන්නා. වාහන නමසීයක් අපි ගෙන්වා තිබෙනවා.  ඒ සදහා වන කාලය දිර්ඝ කිරීමට ජනාධිපතිතුමා නියෝග කළත් ඇතැම් නිලධාරීන් ඒවා ක්‍රියාත්මක කරන්නේ නෑ. ඒ ඔවුන් කෙලෙහිගුණ දන්නේ නැති නිසා.

මේ රට කඩාගෙන වැටුන එකට පී.බී.ජයසුන්දරට ආර්ථික ඝාතකයා කියලා කිව්වා. විමල් වීරවංශ තමයි ඒක කියන්න පටන් ගත්තේ. හැබැයි එතුමා අද හොදට ඉන්නවා. උසාවියෙන් නඩු දාලා, ප්‍රශ්ණ වෙලා තියෙන්නේ කාටද? ඒ ප්‍රශ්ණ වෙලා තියෙන්නේ දේශපාලඥයින්ට. හැබැයි ඔය කියපු ආර්ථික ඝාතකයා කිසිම ප්‍රශ්ණයක් නැතිව ඉන්නවා.

මේ රට ගොඩ නගන්න නම් අපි හැමෝම එකට එකතුවෙන්න ඕන. හැමෝම රට ගොඩ නගන්න උදව් කරපු විදේශ ගත ශ්‍රමිකයින්ට අපි ව්‍යවසායකත්වය ගොඩ නගලා කෙලෙහි ගුණ සලකනවා. අපේ රටේ බදු ගෙවන ප්‍රතිශතය ඉතාම අඩුයි. සේවක භාරකාර අරමුදල් ගෙවන පිරිස ඉතාම අඩුයි. ඒ කියන්නේ රටේ ව්‍යවසායකයෝ ඉන්නේ ඉතාම සුළු ප්‍රමාණයක්. රටක් දියුණු වෙන්න ඕන නම් ව්‍යවසායකයින්ගේ සංඛ්‍යාව ඉහළ දාගන්න ඕන.

88- – 89 කාලයේදී කොරියාව ආර්ථික වශයෙන් කඩාගෙන වැටුනා. ඒ රටේ ජනතාව රස්සා හොයාගෙන මැදපෙරදිග රටවලට ගියා. ජාත්‍යන්තර මූල්‍ය අරමුදලේ සහාය ලබාගන්න ඕන තැනට ගියා. පිටරටවලට ගියපු අය මූලික ධනයක් අරගෙන ඇවිත් තමන්ගේ රටට ආවා. ධනයත් එක්ක දැනුම අරගෙන ආවා. ඇවිත් නිෂ්පාදන ආරම්භ කළා. අද කොරියාව මහා විශාල කර්මාන්ත පුරයක් බවට පත් වෙලා තියෙන්නේ විදේශ රටවලට ගිය අය තමන්ගේ රටට ඇවිත් ආරම්භ කළ ව්‍යාපාරවලින්.

කොරියාවු අවුරුදු 30කට කලින් මුහුණ දුන්න වගේ තත්වයකට තමයි ලංකාව අද මුහුණ දෙන්නේ. ඒ නිසා තමයි ආණ්ඩුව ව්‍යවසායකත්වය වැඩි කිරීම සදහා කටයුතු කරන්නේ. ඵලදායිතා ලේකම් කාර්යාලය හරහා හැම ඵලදායිතා නිලධාරියෙක්ම, සෑම ප්‍රාදේශීය ලේකම් කාර්යාලයකම එක ව්‍යවසායකයෙක් නිර්මාණය කිරීමේ වැඩකටයුත්ත සිදුවෙනවා. ගාල්ලේ දිසාපතිතුමා දිස්ත්‍රික්කය ඇතුලේ ව්‍යවසායකයින් නිර්මාණය කිරීමට කටයුතු කරමින් යනවා. දේශපාලන මත පැත්තකට දාලා රට ගොඩ නැගීමට එකතුවෙලා වැඩ කරන්න ඕන. ආර්ථික ඝාතකයෝ නොවී ආර්ථිකයකට ශක්තියක් වන නිලධාරීනුත් අපිට ඉන්නවා. ඒක සතුටුයි. ඒ අය එක්ක මේ රට ගොඩ නගන්න පුලුවන්.

හයිවේ එකේ මම එනකොට ටිකට් එකෙ දුන්නේ තරුණයෙක්. මේ අය බදවා ගන්න විට ගණිතය, විද්‍යාව, සිංහල විශිෂ්ඨ සාමාර්ථ ඉල්ලුවා. වැඩ අටම සමත් වෙලා උසස් පෙළ සමත්වෙන්න ඕන කිව්වා. ටිකට් එකක් කඩලා මාරු සල්ලි දෙන්න මේ තරම් සුදුසුකම් තියෙන අය අවශ්‍යද? රාජ්‍ය සේවයට දාහත් ලක්ෂයක් බදවා ගන්නම් ඒවාට ඉඩ දුන්නේ දේශපාලඥයින් විතරද? ඒවට අනුමැතිය දීලා අත්සන් ගැහුවේ කවුද? දැන් මේ ආකාරයට බදවා ගනිපු තරුණයෝ වැටුප් වැඩි කරන්න කියලා ඉල්ලලා විරෝධතා කරනවා. මේ අය හොද රස්සාවක් කරලා රජයේ රැකියාවලට ආවේ. වෙන රටවල අවුරුදු හතලිහ හතලිස් පහ පැනපු අය තමයි ටිකට් කවුන්ටරවලට දාලා ඉන්නේ. හැබැයි අපේ රටේ තරුණයෝ තමයි මේවාට දැම්මේ. මේවා කළේ දේශපාලඥයින් කියලා වරදවා හිතන්න එපා. මේවා වෙනස් කිරීමට මුදල් අමාත්‍යාංශයේ කළමනාකරණ සේවා දෙපාර්තමේන්තුව තියෙනවා. රාජ්‍ය සේවකයින් ලක්ෂ දාහතක් වෙනකම් බදවා ගත්තේ ඔය මුදල් අමාත්‍යාංශයේ තියෙන කළමනාකරණ සේවා දෙපාර්තමේන්තුවේ අනුමැතිය අරගෙන තමයි. අද මේ අපේ මානව සම්පත නිවරදි ලෙස කළමනාකරණය නොකිරීමේ සම්පූර් වගකීම, ශ්‍රම සම්පත විනාශ කිරීමේ වගකීම උපන්දා සිට එම ආයතනවල ඉන්න නිලධාරීන් භාරගන්න ඕන. හැබැයි කාගේ ගෙවල්ද ගිනි තියන්නේ? කාටද බනින්නේ? දේශපාලඥයින්ට. මේ ක්‍රමය රට වෙනුවෙන් වෙනස් කරගන්න ඕන වෙලාව ඇවිත් තියෙන්නේ.

අද ඊශ්‍රායලයට විශාල පිරිසක් යන්න සූදානම් වෙලා ඉන්නෙවා. යුද්ධයක් රටේ කොනක තිබියදීත් තරුණයෝ මේ රස්සාවලට යන්නේ තවමත් ආර්ථික වශයෙන් අමාරු නිසා තමයි. යාපනයේ යුද්ධය තියෙද්දී ගාල්ලේ, කොළඹ දුරාවාරයේ සිදුවීම් වාර්තා වුනා තමයි. ඊශ්‍රායලය හා ලංකාව අතර පැවති ගිවිසුම් අනුව අපි ඊශ්‍රායලයේ කෘෂි ක්ෂේත්‍රයේ රැකියා සදහා ශ්‍රමිකයින් දස දහසක් යැවීමට එකගතාවය දැක්වූවා. අපි නොබැදි රටක් විදියට ශ්‍රමිකයින් ලබාදෙන්නම් කියලා කිව්වා. මුලින්ම කෘෂි ක්ෂේත්‍රයට දස දහසක්, ඉන් පසුව ඉදිකිරීම් ක්ෂේත්‍රයට තවත් විසි දහසක් යැවීමට කටයුතු කරනවා.

වෙබ් අඩවියේ ලියාපදිචිවූ තරුණ තරුණයින්ට, මහජන නියෝජිතතයින් තමන්ගේ ප්‍රදේශවල සිටින දුප්පත් දරුවන් තෝරා දුන්නා. අපි ඔවුන්ට අවස්ථාව ලබාදෙනවා. ඒ අතරේ සාටක දාගෙන පාර්ලිමේනතුවට ආපු සමහරු ඊශ්‍රායලයට අපේ තරුණ තරුණියන් යවන්න එපා කියලා කියනවා. අපි පලස්ථානයේ හමාස් ත්‍රස්තවාදීන් ඊශ්‍රායලයට ඇවිත් සිවිල් වැසියන් ඝාතනය කරනට විට ඒකට විරුද්ධව කතා කළා. පෙරලා ඊශ්‍රායලය විසින් ගාසා තීරයට ප්‍රහාර එල්ල කරන විට අපි ඒකත් හෙළා දැක්කා. ඊට කණගාටුව ප්‍රකාශ කළා. අපිට තියෙන්නේ නොබැදි විදේස් ප්‍රතිපත්තියක් තියෙනවා වගේම අපි යුද්ධයට විරුද්ධ රටක්. අපි සාමයට කැමැති රටක්. අපි දරුවන් මැරෙනවට කැමැති නෑ. ඒක සිංහලද, දෙමළද, මුස්ලිම්ද යුදෙව්ද කියන එක අදාල නෑ. අපිට ලෝකයේ කවුරුවත් මරණවට අපි විරුද්ධයි. හැබැයි අf් රටවල්වල ඉන්න අපේ දේශපාලඥයින් කාලයකට වද කොත්තු, වද යට ඇදුම් කියලා මුස්ලිම් ජනතාව කොන් කරලා සිංහල ජනතාවගේ ඡන්ද ගන්න උගුල් ඇටවීමට උත්සාහ කළා වගේම තවත් කණ්ඩායම් වෙනත් ස්වරුපයකින් ඇවිත් මුස්ලිම් ඡන්ද ගන්න අලුත් ස්වරූපයකින් ඇවිත් තියෙනවා. මුස්ලිම් ජනතාව රවට්ටන්න හදනවා.

ලෝකයේ බලවත් රටවල් ඊශ්‍රායලය සමගත්, පලස්තනය සමගත් සම්බන්තා පවත්වා ගනිද්දී ලෝකයේ කේවල් කිරීමේ බලයක් නැති අපේ රටේ සමහර අය ඇවිත් ඊශ්‍රායලයට ශ්‍රමිකයින් යැවීම නතර කරන්න කියලා කියනවා. රාජ්‍ය තාන්ත්‍රික සම්බන්ධතා නතර කරන්න කියලා. අපේ දරුවන් හම්බකරගෙන ඇවිත් ව්‍යවසායකයින් වෙලා කාගේවත් ටකරම් කොලයට යට නොවූ නැගි සිටීවී කියන බය තමයි මේ අයට තියෙන්නේ. වැලිසිකිළි කටට, ටකරම් කොලයට, ආණ්ඩුවේ රස්සාවට තරුණයින් යට කරන්න බැහැ. ඒ නිසා තමයි පටු දේශපාලනයක් බලාගෙන ඉන්න මේ අය තරුණයින්ට ඊශ්‍රායලයේ රැකියා අවස්ථා ලැබෙන විට ඒවාට විරුද්ධ වන්නේ.

Mihintale Raja Maha Viharaya: MoD to withdraw 250 forces personnel

The Ministry of Defence (MoD) will move to withdraw nearly 250 members of the armed forces who were deployed to carry out maintenance and support duties at the historic Mihintale Raja Maha Viharaya, State Minister of Defence Premitha Bandara Tennakoon said in Parliament.

The move follows an escalation of a dispute between the Government and the Chief Prelate of the Mihintale Rajamaha Viharaya which began with an electricity bill-related matter. Last week, the chief prelate alleged that his life was at risk due to security personnel entering the temple premises clad in civilian clothes, implying that there may be a move to assassinate him.

Speaking to The Daily Morning, Tennakoon rejected the allegation as baseless and unwarranted. According to the State Minister, nearly 250 members of the armed forces – including several officers – had been tasked with maintenance and construction of the historic temple grounds and to aid in cultural and religious activities.

We have 250 soldiers, sailors and Civil Defence Service officers at the Mihintale temple. They were tasked with helping with maintenance, cleaning, and construction of the historic site. We are withdrawing all of them today (10). These personnel have worked hard to maintain that site, and now the chief prelate claims they are a threat to his life. These are totally baseless allegations and we do not accept it. If he has no trust in our personnel, we are withdrawing them.”

However, the current detachment of police personnel who have been assigned for security duties at the Mihintale Raja Maha Viharaya are to remain at their station, it is learnt.

The Sri Lankan armed forces have continued to be deployed to a number of religious sites, for civilian tasks of renovating, rebuilding, and administrative duties following the end of the war – a role that the military is not traditionally deployed for. The Ministry of Defence has stated that with the ongoing defence review, such deployments will be curtailed. Given the politics involved, it remains to be seen if the Government has the political will to recall all the armed forces personnel deployed for such duties.

Withdrawal of Security Forces from Mihintale Rajamaha Vihara Amidst Controversy

State Minister for Defense Pramitha Bandara Tennakoon announced in Parliament today that 251 members of the Army, Navy, and Civil Defense Force, who were on duty at Mihintalea Rajamaha Vihara, will be withdrawn. The decision follows a question raised by opposition leader Sajith Premadasa in Parliament yesterday.

The controversy surrounding the security forces’ presence at Mihintalea Rajamaha Vihara escalated when one of the officers was questioned by authorities on the 7th. The officer in question had been staying with other security forces in the Dharma Sala building under construction at the temple. The statement made by Mihintalea Viharadhipa Thero further fueled political controversy.

Opposition leader Sajith Premadasa brought the matter to the attention of Parliament, leading to Minister Tennakoon’s announcement today. The withdrawal of the 251 officers from the Army, Navy, and Civil Defense Force is seen as a response to address the political and public concerns surrounding the security forces’ presence at the revered religious site.

Parliament, Dec 10 (Daily Mirror) – It has been decided to withdraw the security personnel deployed at the historical Minintale temple if the chief Incumbent thinks that the military presence is a threat to his life, State Minister of Defence Pramitha Bandara Tennekoon told Parliament today. 

The State Minister said this in response to a question raised by Opposition Leader Sajith Premadasa who said there is a threat to the chief incumbent’s life because of the presence of two unknown persons in civvies. 

” The two persons in civvies are military personnel. 
They were deployed to ensure the security of the temple and the tourists after assessing the security situation. We have decided to withdraw all military personnel who are at the temple premises if their presence is considered as a threat,” the State Minister added.

25 Indian fishermen, who were fishing in international waters, were detained by the Sri Lankan Navy along with their two trawlers, off Point Pedro town in Sri Lanka.

According to the Sri Lankan Navy, the fishermen were allegedly involved in ‘illegal poaching’ and were detained after a special operation on Saturday night.

“The Navy continues to conduct regular patrols and operations in Sri Lankan waters to curb illegal fishing practices by foreign fishing trawlers, taking into account the consequences of these practices on the livelihood of local fishermen and marine resources of the country,” the navy stated in an official press release.

The 25 fishermen belonged to Nagapattinam district in Tamil Nadu and Karaikal district in Puducherry.

The apprehended fishermen were brought to the Kankasanthurai harbour and will be handed over to the Mailadi Fisheries Inspector for further legal action.

The relatives of the fishermen have expressed their concern about the incident and have requested both central and state government to rescue them and their two lifeboats.

Last month, 27 Indian fishermen were released by the Sri Lankan authorities. They returned to the Chennai airport on separate days in sets of 12 and 15.

Earlier in October, a total of 64 fishermen who belong to Rameshwaram and Mandapam were arrested in three separate arrests by the Sri Lankan navy, allegedly for cross-border fishing along with their boats and fishing nets.

A total of 33 Indian trawlers and 220 Indian fishermen have been apprehended by the Sri Lankan Navy in 2023 till now, the statement added.

Notably, the arrests of Indian fishermen by the Sri Lankan Navy has been a concerning issue for both Tamil Nadu government as well as the BJP-led central government.

In October, Tamil Nadu Chief Minister MK Stalin wrote to External Affairs Minister S Jaishankar, highlighting the issue of repeated arrests of Tamil Nadu fishermen by the Sri Lankan Navy.

He also reiterated the demand to protect the traditional fishing rights of Tamil Nadu fishermen in the Palk Bay region.

The issue was also discussed during the meeting of Prime Minister Narendra Modi and Sri Lankan President Ranil Wickremesinghe during the latter’s visit to July this year.

“Today we also discussed the issues related to the livelihood of fishermen. We agree that we should proceed with a humane approach in this matter,” the official statement by Prime Minister Narendra Modi after the meeting read.

Lightning strikes cause islandwide blackout: CEB

Colombo, Dec. 9 (Daily Mirror) – The islandwide power blackout is due to multiple lightning strikes on several transformers and power stations, a Power and Energy Ministry official said.

Meanwhile, the Power and Energy Ministry  said the islandwide power blackout is also due to a breakdown in the transmission line from Kotmale to Biyagama.

They said the power restoration process is expected to be completed within two hours.

In addition a Ceylon Electricity Board (CEB) confirmed the blackout is due to multiple lightning strikes on several transformers and hydropower stations.

The widespread power failure occurred at around 5 p.m. today.

COLOMBO, Sri Lanka — Sri Lanka experienced an island-wide power outage for several hours Saturday after a system failure in one of the main transmission lines, the country’s power and energy ministry said.

The power outage began Saturday evening and continued for several hours.

Step by step restorations are underway and it may take few hours to completely restore the power supply,” said the ministry in a statement.

Sri Lanka largely depends on hydro power for power generation, while coal and oil are used to cover the balance. During the dry season, the country is compelled to use more thermal power for generation of electricity.

Sri Lanka experienced several hours of daily power cuts last year for several months due to plunging water levels powering hydroelectric dams. The power crisis worsened as Sri Lanka faced difficulty in importing sufficient stocks of oil and coal after the country’s foreign reserves were depleted during an unprecedented economic crisis.

Sri Lanka plunged into am economic crisis in 2022, creating severe shortages and drawing strident protests that led to the ouster of then-President Gotabaya Rajapaksa. It declared bankruptcy in April 2022 with more than $83 billion in debt — more than half of it to foreign creditors.

Under new President Ranil Wickremesinghe, a continuous power supply has been restored. But there has been growing public dissatisfaction with the government’s efforts to increase revenue by raising electricity rates and imposing heavy new income taxes on professionals and businesses.

Sri Lanka has sought the support of the International Monetary Fund to rescue the economy.

The IMF agreed in March to a $2.9 billion bailout package, releasing the first payment shortly thereafter. However, the IMF delayed the second tranche, citing inadequate oversight and debt restructuring.

An IMF review in September said Sri Lanka’s economy was recovering but the country needed to improve its tax administration, eliminate exemptions and crack down on tax evasion.

Sri Lankan tourism revenue reaches USD1.8B in first 11 months

COLOMBO (XINHUA) – Income generated by tourism in Sri Lanka from January to the end of November reached USD1.8 billion, which is a 78.3-per-cent hike from the same period in 2022, the latest data released by the Central Bank of Sri Lanka (CBSL) revealed.

The revenue earned from tourism increased to USD205.3 million in November 2023, which is over twice the revenue in November 2022, according to the CBSL.

Minister of Foreign Affairs Ali Sabry told Parliament on Thursday that the tourist arrivals will spike in 2024 with more airlines coming into the country.

Sri Lanka welcomed 151,496 international tourists in November, the highest monthly number of visitors it received in 2023, official data showed.

Sri Lanka’s cumulative tourist arrivals for the first 11 months of the year stand at 1.27 million, according to the Sri Lanka Tourism Development Authority.

In 1981, India’s post office issued a stamp showing the flags of India and occupied Palestine flying side by side above the phrase Solidarity with the Palestinian people.” That now seems like ancient history. Today, Hindu nationalists are flying the flags of India and Israel side by side as a demonstration of their support for that country’s catastrophic war on Gaza.

It’s a match made in heaven (or do we mean hell?), because the two nations have similar problems” they’re trying to solve.” Israel has long been engaged in the violent suppression of Palestinians whose lands they occupy (including the current devastation of Gaza, an assault that 34 U.N. experts have labeled a genocide in the making”). Meanwhile, India’s Hindu nationalist government continues the harsh oppression of its non-Hindu minorities: Muslims, Christians, Dalits, and indigenous people.

About the time Zionist settlers were beginning their occupation of Palestine in the early 1920s, an Indian right-wing figure, V.D. Savarkar, fashioned the ideology of Hindutva (Hindu-ness). Today, right-wing Hindu nationalists employ Hindutva and physical violence to further its vision of India as a nation for Hindus and Hindus only. Similarly, Zionism views historic Palestine as a land for Jews and Jews only. These parallel visions, along with the two governments’ increasingly authoritarian tendencies and ready use of violence, have drawn them into a dark alliance the consequences of which are unpredictable.

India Makes New Friends

The Republic of India and the State of Israel were born nine months apart in 1947 and 1948, each an offspring of partition. The British-ruled Indian subcontinent was then split into Muslim-majority Pakistan and Hindu-majority India, while Israel was carved out of a portion of the British Mandate Palestine.

Throughout the Cold War, India would be a leader of what came to be known as the nonaligned movement — formerly colonized nations that sought to develop independently of both American and Soviet influence. In the 1980s, it also became the first non-Arab nation to recognize the state of Palestine. A similar recognition of Israel didn’t come until 1992, around the time India was shifting away from its nonaligned social-democratic stance toward its current adherence to neoliberalism.

In recent decades, India and Israel have established strong trading relationships, especially in the military sphere. In fact, given the massive militarization of its borders with China and Pakistan and its suppression of occupied Kashmir and its people, India has become the top importer of weapons and surveillance equipment from Israel. In 2014, the Hindu-supremacist Bharatiya Janata Party (BJP) won power and its leader, Narendra Modi, became prime minister. In the process, India and Israel grew ever closer.

By 2016, as the Washington Post reported, after Indian commandos carried out a raid inside Pakistan-controlled Kashmir in response to an attack by militants on an Indian army post, Modi trumpeted the action, saying: ‘Earlier, we used to hear of Israel having done something like this. But the country has seen that the Indian army is no less than anyone else.’”

Today, the Israeli weapons-robotics firm Elbit Systems has even established a drone factory in India and now has a $300 million contract to supply drones to the Indian army occupying Kashmir. Meanwhile, Modi and Israeli Prime Minister Benjamin Netanyahu have established a mutual-admiration society, dubbed by the media of both countries the Modi-Bibi bromance.” And New Delhi has all but abandoned the Palestinians.

Economic Alliances

When, on October 27th, the U.N. General Assembly passed a resolution calling for an immediate, durable, and sustained humanitarian truce leading to a cessation of hostilities” in Gaza, only the U.S., Israel, and a handful of small nations voted no.” India abstained. (Apparently, the Modi-Bibi bromance wasn’t quite enough to sustain a no” vote.) Modi, however, immediately responded to the measure’s passage by declaring his solidarity” with Israel.

Economic, political, and diplomatic relations between New Delhi, Tel Aviv, and Washington (all nuclear powers, by the way) had been strengthening even before the current conflict. Last year, for instance, India, Israel, the United Arab Emirates, and the United States formed the I2U2 Group” to attract corporate investment for their mutual benefit. Projects now underway include food parks across India” with climate-smart technologies” and a unique space-based tool for policymakers, institutions, and entrepreneurs” (whatever in — or out of — the world food parks” and space-based tools” might be).

Then, in September, the G-20 summit of the group of 20 major nations, meeting in New Delhi, approved an India-Middle East-Europe Economic Corridor which, according to Voice of America, would establish a rail and shipping network linking the UAE, Saudi Arabia, and Jordan to the Israeli port of Haifa on the Mediterranean Sea.” And guess who now operates that very port? A company led by Gautam Adani, India’s richest person and (naturally!) a Modi buddy. Foreign Policy notes, It is also palatable for the Middle East to have India as a major energy market to diversify its exports and offset Chinese influence over critical commodities such as oil and gas.”

But not surprisingly, the war in Gaza has thrown plans for such a new Indian-oriented economic corridor through the Middle East into limbo.

High-, Medium-, and Low-Tech Warfare

Militarily, the conflicts in occupied Palestine and occupied Kashmir are both lopsided mismatches. In each, a powerful nation-state is assaulting resource-poor populations, though the scale of slaughter, displacement, immiseration, and death wrought by the Indian regime doesn’t faintly approach what’s currently being done by Israel in the Gaza Strip — at least not yet. While the cases have similarities, magnitude isn’t one of them.

In Gaza, you have the Israeli Defense Forces (IDF), a massive high-tech killing machine financed in large part by the world’s richest nation, facing off against Palestinian resistance groups, including the Qassam Brigade, whose most effective weapons are homemade Yassin antitank grenades and whose defenses largely consist of a network of fortified tunnels. Instead of engaging in face-to-face subterranean combat with the Qassam fighters — something that could turn out badly indeed for the IDF — the Israelis have been carrying out an industrial-scale bombardment of densely populated areas. As of late November, the result was approximately 15,000 civilians killed (including more than 6,000 children) and the displacement of 1.6 million people, or two-thirds of Gaza’s population.

In India, the Hindu nationalists’ onslaught against non-Hindu minorities has not been carried out by the Indian Army itself, but by a paramilitary organization, the Rashtriya Swayamsevak Sangh (RSS), in partnership with the BJP. That unofficial army, founded almost a century ago and modeled on Italian fascist Benito Mussolini’s blackshirts” and Adolph Hitler’s Nazi stormtroopers, has a membership of five to six million and holds daily meetings in more than 36,000 different locales across India. Its shock troops rarely even carry firearms; their weapons are low-tech, crude, and exceptionally cruel, and their targets are unarmed, unsuspecting civilians. They kill or maim using batons, machetes, strangulation, sulfuric acid to the face, and rape, among other horrors.

Such attacks by Hindu-nationalist gangs, different as they are from the military assault on Gaza, do have parallels in the occupied West Bank. There, Israeli settlers, some carrying government-supplied small arms, maraud through parts of that area (where they live illegally), beating, torturing, and killing Palestinians, including ethnic Bedouin families. They have expelled people from their homes, stolen their money and possessions, including livestock, and destroyed houses and schools. It is now olive harvest season and Jewish settlers have attacked Palestinians in their olive groves, sometimes forcing them off their ancestors’ land, perhaps permanently. More than 200 Palestinians have been killed this way since October.

Common Language

One of the worst atrocities perpetrated against Muslims since India’s partition occurred in 2002 in the western state of Gujarat. (Not coincidentally, that state’s chief minister at the time was Narendra Modi.) Following the alleged torching of a train compartment in which 58 Hindu nationalist volunteers” were traveling, Hindu mobs inflicted state-sponsored terrorism on the Muslim community across Gujarat. More than 2,000 Muslims were killed. Speaking in the aftermath of that horror, then-prime minister A.B. Vajpayee offered a perfunctory admission of regret for the carnage, only to ask rhetorically, Lekin aag lagayi kisne?” (But who lit the fire?”) The implication was that since some from their community were accused of committing the initial crime, all Gujarat Muslims were responsible and that, however regrettably, justified their slaughter.

Similar allegations of collective guilt and justifications for collective punishment have a long history in Israel, as in the current conflict. In October, Israeli President Isaac Herzog claimed that there is an entire nation out there that is responsible.” That comment earned Herzog a place in a greatest-hits video of Israeli leaders attempting to defend atrocities inflicted on Gaza’s 2.3 million inhabitants. Similarly, a former Israeli ambassador to the U.N. told Sky News, I am very puzzled by the constant concern which the world… is showing for the Palestinian people, and is actually showing for these horrible inhuman animals.”

Some of the language surrounding it can be similar. Allegations that, in their October 7th attack on Israel, Hamas fighters beheaded children and tore fetuses from women’s wombs — none of which have been substantiated — eerily echo the sexualized violence committed by Hindu mobs in Gujarat in 2002 (rape, mutilation, the killing of women and their babies, and other horrors). A report of attackers using a sword to cut a fetus out of a Muslim woman and burning the bodies of both fetus and mother has been told and retold countless times over the past two decades.

And within mere hours of the October 7th attack in Israel, BJP politicians and Hindu nationalists in India were spreading propaganda on social media, including accusations that Palestinians were worse than animals” and were cutting fetuses from wombs, beheading children, and taking girls as sex slaves.” This started in India before IDF spokespeople began spreading similar claims.

An Unnatural Disaster

Drawing a comparison to the ethnic cleansing of 1948, the Israeli agriculture minister, a member of the security cabinet, recently explained his government’s goal to a reporter for the Israeli newspaper Ha’aretz this way: We are now rolling out the Gaza Nakba.” (Nakba was a reference to Israel’s forcible expulsion of 800,000 Palestinians from large portions of their territory in 1948.) When the incredulous reporter tossed the minister a lifeline, asking if he really meant what he’d said, he doubled down: Gaza Nakba 2023. That’s how it’ll end.”

As of now, it certainly looks that way. The IDF bombed apartment blocks, shelters, schools, and hospitals in northern Gaza to force the migration of the population there toward supposedly safe” south Gaza. They then began bombing southbound car caravans and even ambulances in which refugees were fleeing. Large groups of other Gazans were forced to make the long journey south on foot through narrow IDF-designated corridors. As the Guardian reported in mid-November,

Those walking south under the tense gaze of Israeli troops, through a hellscape of tangled rubble that had been buildings two months ago, along roads shattered by weapons and churned to mud by tanks, had little hope of rest when they reached the south. Shelters are crammed, food and water supplies are so low the UN has warned that Palestinians face the ‘immediate possibility’ of starvation, infectious diseases are spreading, and the war there is expected to intensify in coming days.”

Israel soon began bombing parts of South Gaza, too, clearly trying to drive the refugees further south, possibly even through the Raffah gate into Egypt. But Egypt has refused to participate in such an ethnic-cleansing campaign. So, figuratively speaking, millions of desperate Palestinians have their backs to the wall, or in this case, fence, with nowhere to run.

As economic and geopolitical ties among Israel, India, and the U.S. have only continued to strengthen, Joe Biden has chummed it up with both Netanyahu and Modi, averting his eyes from their antidemocratic and all-too-violent national visions. He has backed the assault on Gaza all the way and as late as November 18th was still arguing in the Washington Post against a ceasefire. At the same time, he called for increasing the flow of humanitarian assistance to Gaza to remedy critical staggering shortages of food, water, housing, and fuel. In other words, the Biden administration is treating the catastrophe there like a natural disaster, acting as if there’s something terrible happening, something beyond his (or anyone’s) power to prevent, so all that can be done is to aid the survivors.

In truth, administrations in Washington have been treating Israel’s occupation and immiseration of the West Bank and Gaza like a natural disaster for more than half a century now. Liz Theoharis, co-chair of the Poor People’s Campaign, recently pointed out an incident that suggests just how disingenuous that claim is. In November, Israeli Defense Minister Yoav Gallant came under withering criticism for permitting a few small, wholly inadequate truckloads of humanitarian aid to enter Gaza from Egypt. As Theoharis noted, Gallant defended his decision to allow the aid this way: The Americans insisted, and we are not in a place where we can refuse them. We rely on them for planes and military equipment. What are we supposed to do? Tell them no?” This puts the lie to the idea that Washington has no influence over the progress or outcome of this war. It does have influence over Israel — more than $3 billion worth in the form of military aid provided by Washington every year, not to speak of the $14 billion the Biden administration still wants to reward Israel with.

As we write this, we don’t know what will happen to the people of Gaza once the temporary ceasefire for prisoner exchanges expires. But rest assured that the governments of India and Israel will continue to feed off each other as they develop new strategies, tactics, and propaganda for their respective campaigns of occupation and oppression, campaigns the U.S. government, through both action and inaction, is endorsing. Consider them now three nations under god(s) of hell.

Carbon Colonialism, COP28 and the Climate Crisis

Dubai, UAE – More than 100,000 people have descended on the United Nations climate summit here in Dubai, making it the largest ever. The goal of COP28, the 28th annual Conference of Parties” to the climate negotiations, is to halt catastrophic climate change. As the impacts of the climate emergency become increasingly frequent and destructive, from droughts, hurricanes and typhoons, wildfires, melting polar ice caps, rising sea levels and more, problems with the UN’s climate negotiation process itself become magnified; oil and gas producing nations and corporations that profit from fossil fuels dominate, delaying meaningful progress.

Exhibit One: COP28 is being hosted by the United Arab Emirates, the seventh largest oil producing nation on the planet, and the COP Presidency is currently held by Sultan Ahmed Al Jaber, the CEO of the UAE’s state-owned Abu Dhabi National Oil Company.

The decision to have the head of an oil company running the climate change negotiations has been called Orwellian. This week, The Guardian reported on comments Al Jaber made on November 21st during a live, online event hosted by Mary Robinson, the former president of Ireland and the former UN Special Envoy on Climate Change.

Robinson asked Al Jaber if he would call not for a phase down” of fossil fuels, but for a complete phase out,” which science says is needed to limit the global temperature rise over pre-industrial levels to 1.5 degrees Celsius (2.7 degrees Fahrenheit). Al Jaber testily replied,

There is no science out there or no scenario out there that says that the phaseout of fossil fuel is what’s going to achieve 1.5…Show me a roadmap for a phaseout of fossil fuel that will allow for sustainable socioeconomic development, unless you want to take the world back into caves.”

The Guardian story came on the heels of another from the Centre for Climate Reporting based on leaked documents containing background briefs on officials from several countries coming to COP28, to help the UAE secure oil and gas deals from them.

Fueling criticisms of COP28, The Kick Big Polluters Out coalition of environmental groups released an analysis revealing that close to 2,500 fossil fuel lobbyists have flooded COP28, outnumbering all but two national delegations.

You wouldn’t invite arms dealers to a peace conference,” said David Tong of Oil Change International. Pacific Climate Warrior Drue Slatter of Fiji added, It’s because they’re scared. There’s more of them [lobbyists] here because they know that the age of fossil fuels is coming to an end.”

While lobbyists enjoy virtually unlimited access to COP28, climate activists say they are having a more difficult time getting credentialed than in previous years. Add to that the United Arab Emirates authoritarian, strictly enforced ban on protests and the UN climate summit looks more like what climate scientist Kevin Anderson wrote on social media, a Cabal of Oil Producers not a climate COP.”

Beyond the expansive, air-conditioned summit venue, the planet continues to heat. The European Union said Wednesday that this year will be the warmest ever recorded. A scientific study on ecological tipping points from a team of 200 researchers warned, Without urgent action to halt the climate and ecological crisis, societies will be overwhelmed as the natural world comes apart.”

One urgent action” being debated at COP28 is developing so-called carbon markets.” A consortium of organizations released a report, The Africa Carbon Markets Initiative: A Wolf in Sheep’s Clothing,” detailing extensive problems with these markets, which involve buying and selling carbon credits. When a government protects a tract of forest, for example, it obtains credits which it can then sell. The buyer can then pollute elsewhere, offsetting the pollution with those credits.

Carbon credits are just permits to pollute,” said Mohamed Adow, director of the climate think tank Power Shift Africa, on the Democracy Now! news hour.

Among the nations buying up those African land rights for carbon credits is the COP28 host, the United Arab Emirates. To date, a private firm called Blue Carbon, owned by Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum of Dubai’s ruling royal family, has acquired land rights to 10% of Liberia, 8% of Tanzania, 10% of Zambia and 20% of Zimbabwe, plus millions of hectares” in Kenya. While these deals might protect undeveloped land, it could also force indigenous people off their land or lose their rights to use it.

Sixty years ago, African countries attained their independence. We were able to kick colonizers out of our land. What they’re doing now is basically introducing this new form of colonialism,” Mohamed Adow said.

Carbon colonialism only ensures worsening climate disasters. The science and climate activists around the world agree: what’s needed is a fast, full, fair, and funded phase out of all fossil fuels.

The contested site” argument was indirectly supported, by the numerous You Tube talk shows that discussed Kurundi. Kurundi was a topic on many You Tube talk shows.  The contested sites” issue was discussed at these talk shows.

 In all the talk shows I watched, the interviewer wanted to know whether there really was a Hindu kovil inside Kurundi. They all ask, tongue in cheek,” ‘is there a kovil at Kurundi’ and Ven. Santhabodhi gives a negative answer. Santhabodhi was present in nearly all the talk shows that I listened to.

But one talk show stated openly that Kurundi was a contested site”. That was the Hashtag Generation    You Tube interview with Nirmal Dewasiri on July 13, 2023.

Dewasiri specifically stated that Kurundi is a ‘contested site’. He then went to hint that Buddhist sites located in the North and East of Sri Lanka, belonged to Eelam. This was done obliquely, by referring to the Indus Civilization of ancient India. The Indus Civilization is now in the state of Pakistan. India cannot claim it, he observed.

Dewasiri was asked   loaded questions by the Hashtag interviewer.  Who owns an archaeology site, he was asked. Who owns Kurundi? People are saying that a particular   archaeology site belongs only to one group, rest must stay away. Is this acceptable? Can we use archaeology to raise just one ethnic group? A problem will arise if we try to say Kurundi is exclusively Sinhala.

Such questions are not usually asked of an archaeology site and it was not necessary to ask such questions about Kurundi either.  The   purpose of conserving a religious   site, such as Kurundi, is to make it available to worshippers and also to visitors who wish to see evidence of a particular historical period.  It is nonsense to say that Kurundi will be a closed site owned by one ‘race’ or that it will elevate that ‘race’.

This Hashtag interview with Dewasiri carried statements that supported the Tamil separatist view. As the discussion progressed, we were told that    Kurundi was a part of the Anuradhapura kingdom, but after 13th century, things changed in Mullaitivu. Mullaitivu and the rest of the north became depopulated.

 Then in the 19th century   the north was re-populated by Tamils from south India. New settlements developed and the culture of Mullaitivu changed. Mullaitivu became a Tamil- Hindu area. Buddhism has now lost its position in Mullaitivu and modern Buddhists cannot claim to be the owners of Kurundi, Hashtag noted.  (This is my recasting of what was said.)

Hashtag also inquired about the Kurundi vihara boundary. The  boundary demarcated by the Archaeology  Department  included lands which were used by the villagers , said   Hashtag ignoring that fact that  there are no   villages near Kurundi vihara and that any use of the land would be illegal since it was forest  and archaeological reserve.

Hashtag wanted to know, were there any rules about taking over occupied land? There is an international method of deciding boundaries, Hashtag was told. This is an oblique reference to the modern Heritage policy of not disturbing the present day occupants of archaeological lands (my recasting of the dialogue)

The Institute of Archaeology and Heritage Studies, (IAHS) provided a series of YouTube presentations starting on July 23.2022 and ending in a marathon   panel discussion   lasting three hours.

IAHS asked what are we going to do about the problem of Kurundi. New questions have come up. These ‘new questions’ were purely political.  The political aspect was the only aspect of any importance in the Kurundi issue, but IAHS completely ignored  this aspect and talked of Heritage. The IAHS series, in my view, only helped to create a dithering public, unable to decide either way on Kurundi.

IAHS   advocated a Heritage based policy for Kurundi. IAHS wanted the UNESCO created Heritage policy be used at Kurundi. Kurundi cannot be considered only as a Buddhist place of worship . Mullaitivu was no longer Sinhala-Buddhist .It was now Tamil .This had to be accepted.The Tamil presence must be recognized, also their right to protect their heritage.

Heritage policy also demanded that when an archaeology project was taken up for conservation, all stakeholders must be consulted. This would include those living near the site. The Heritage project must help in their development.

Critics pointed out that at Kurundi the Buddhist ruins are located in   an archaeology reserve which is, in turn, inside a forest reserve. There are no villages in this reserve, so where are the local stakeholders?

Critics also observed that the Tamils were not sympathetic to the Buddhist ruins at Kurundi. The first Tamils sent to Mullaitivu by the British in the late 19th century, promptly started to destroy Kurundi monastery. The British GA reported this.

  The present day Tamil settlers are no better. They have also damaged the Buddhist ruins. The area round the Thannimuruppu tank has received the most         willful damage, said the team from the Department of Archaeology who were working in Kurundi. Some of the items in the ruins have been taken away for other use. Material from Kurundi   has been taken for their kovils. An inscription   has been deliberately broken into two. 

The Tamil stakeholders” are not concerned about the environment either.       Deforesting is going on at a rate, reported the Archaeology Department team. The deforesting in Kurundi is less than at Wilpattu, certainly, 1300 hectares at Wilpattu compared to 500 at Mullaitivu, but Mullaitivu land is more valuable, they observed.

Several speakers brushed aside the Heritage policy.   The important issue, for them, was the fact that Kurundi was a Buddhist vihara and Buddhism was a living tradition in Sri Lanka. Buddhist heritage cannot be compared with other heritages, they said. We have looked after our heritage for thousands of years before UNESCO brought in its notion of Heritage. Those traditional methods of Buddhist heritage management are also a part of our heritage.

Participants were not impressed with Heritage policy. We need to change these Heritage laws, they said.  We need to start another dialogue  on Buddhist heritage and heritage management. We need to rethink heritage management, we are having a problem with it, they said.

Chapa Bandara took a strong position on the Kurundi issue, in his talk show of   September 2022. Chapa got Ven. Santhabodhi and lawyer Nuwan Ballantudawe on video .He told them bluntly, we know the history, Give us the problem. Santhabodhi told his story for the umpteenth time. We have faced opposition at Kurundi from the beginning in 2018. Now it is getting worse, he said.

After listening to what they had to say, Chapa said that there should be more discussion on this issue. At present, it is only the media that is examining this matter. We need to find another route. Let us go to each Buddhist village, and then we will get support. We must work very carefully. We need to create a national campaign, initiate a cultural awakening, awaken the public, rouse them up, he said.  (Continued)

Economist Eran Wicks has rightly pointed out that we in our poor budget, are wasting funds and spending on unnecessary items. He has rightly said that of the Rs 254 million for the Highways Ministry as much as 85% is to be spent on Highways.(The Morning:1/12/23)

I have for long wandered how we have been spending on unnecessary highways. We are an indebted country that should know to economize and spend on essential projects. Fancy highways, endless flyovers, cable cars, not at Ambuluwawa- which is destined to be a failure- such grandiose projects must be put on the back burner as we are indebted, going on all fours begging. Today we are begging – praying for a mere $ 3 billion from the IMF.

Ask the IMF as to whether they have ever helped a single indebted country to get on its feet. The answer will be No. The IMF only knows to make the debt increase! And this the IMF has regularly done in all indebted countries. That is because from 1977 we in Sri Lanka have stopped all development programmes at the advise of the IMF. The administrators are confined to the barracks- being paid- finding something to do.

I can remember reading Hon Ronnie’s budget speech where he speaks highly of the IMF’s neoliberal economics poured over our throat in 1977- to live on loans. My good friend Ronnie and Pres Jayawardena were taken for a ride and a country that did not owe a penny to anyone was taken to the cleaners. They should have consulted the fishmonger or the street basket woman on the economics of living on loans for their business. The stark sad fact remains that the economic competance of our Central Bank mandarins is below the economics accumen of a street pedlar.

Unfortunately even Eran and our other great economist Harsha could not bring the Yahapalana economy to heed. As Chandraprema says:

The aggressive borrowing in the international bond market resulted in the country borrowing $ 12 billion during 2015-2019, with $ 6.9 billion being borrowed during a fourteen months period- April 2018 to May 2019. As a result the country’s foreign currency debt stock reached almost 50% of the total debt stock of ISBs at around $15 billion.”(The Island 22/11/23).

Chandraprema also adds something more important:

It is noted that of the $ 12 billion so raised only around $ 2 billion had been utilized to settle ISBs, while the bulk seems to have been utilized to finance imports , especially cars and other passenger vehicles…”

I wonder where Eran and Harsha were at that time. Perhaps they were Ministers not of Cabinet rank. The Central Bank mandarins are responsible for not alerting the Government against spending money obtained on ISBs for imports of unnecessary items- items that we have to forget till we get to even keel. During the Yahapalana days the foreign debt increased from $ 42 billion at the end of 2014 to about $ 55 billion at 2021. Today I hear that we have been importing KiriAla with our foreign exchange!

Harsha and Eran are great economists on analysis and I hope someday they will get to be in charge to do something worthwhile. There are many eloquent advisors- Advocata etc. who have never got the opportunity to prove what they actually advise. It is indeed a difficult task to get into a niche where one can do something worthwhile- to translate ideas into a process of action like what I managed to do in Coop Crayon in Sri Lanka and in the Youth Self Employment Programme in Bangladesh.

Coop Crayon at Morawaka was my method of teaching the Ministry of Plan Implementation a lesson for not approving an industry for Matara under the famous Divisional Development Councils Programme. The Ministry was highly satisfied and sitting on its laurels with the Mechanized Boatyard I established at Matara. They never wanted me to do anything more. It ended up with my Planning Officer, Vetus Fernando, a raw chemistry graduate experimenting at the Matara Rahula College science lab for a full three months from six to midnight every eve to find the art of making crayons. I was the man who ordered , sat by him, and we, katcheri officials cheered him through for a full ninety days. When we succeeded I sat with him finalizing the experiments for the crayon to be equal to Reeves, the best of the day. Then we wanted the industry to be done by the Government and . got Sumanapala Dahanayake the Member of Parliament for Deniyaya in his capacity as the President of Morawak Korale Coop Union to establish it. We Katcheri Officers trained youths in two weeks, working on a twenty four hour basis. It was all completed in three and a half months with crayon packets filling two large rooms.. The Minister for Industries Mr Subasinghe was surprised at the quality and opened sales and with that authority we got to the open as till then it was a dead secret. The Minister for Imports Mr Illangaratne was so surprised at the quality that he gave an allocation of forex to import dyes and shouted in glee to the Controller of Imports to stop all imports of crayons. The sad fact is that when President Jayawardena became President, he wanted to hang Sumanapala as this was the flagship industry of the Divisional Development Councils Programme and to discredit it sent a flying squad led by AT Ariyaratne Deputy Director of Cooperatives to check and they did pore over the books for four full days and had to conclude that it was a great well run industry but in keeping with Instructions from the IMF ordered it closed!

May I hope that our great economists will get a similar chance to shine.

What is necessary is for the development of the country to be accepted as a sacred task that cannot be ruffled by changes in political changes. Every President and Parliament must continue all development programmes that have been a success.

In that regard, I can quote about my experience as the Commonwealth Advisor to the Ministry of Labour and Manpower in Bangladesh. When General Ershard took over the country in a bloodless coup, I was commanded: What can you contribute for Bangladesh?’ It was a military style order- foreign consultants were not wanted anymore- they talked nonsense. I replied that a Youth Self Employment Programme should be approved to get the 40,000 youths who were being vocationally trained annually to become entrepreneurs. The Secretary to the Treasury, the highest official in the country objected; I have no funds to waste because the ILO had failed in the earlier three years.” It ended up in a one to one argument between me and the Secretary to the Treasury- I showing how I can establish that programme and the Secretary to the Treasury detailing how the ILO had brought consultants from all over the world and tried hard and had miserably failed, leaving a great loss for the Bangladesh Treasury. . Meanwhile the Hon Minister who ordered me was making notes for a full two hours or more while both of us argued. Finally he got up, ordered us to stop arguing. Looking at me in my face with firey eyes he said, I approve your establishing a self employment programme for the youth and I will be there to see the progess.”

The Secretary in anger said,

Bangladesh does not have funds to waste. I will not allocate any funds.”

I immediately quipped even without consulting the two Secretaries of the Ministry with whom I worked.
I do not need any new funds. I will find funds to hold training workshops from savings in approved budgets and need approval to change the remits of existing staff.”

The Minister approved my request and from the next day I was training youth workers, lecturers and directors in development economics and the art of guiding unemployed youths to become entrepreneurs. I followed the principle of building up the abilities and capacities of illiterate youths, some of whom had even forgotten to read and write in the manner that Akhter Hameed Khan did in the Comilla Programme of Rural Development. We never provided any subsidy but trained them in livestock and many vocations on short three month courses and my officers sat with them and guided them to become successful. .

I commenced addressing youths in vocational training from the very first days and to a man officers of the Ministry responded. When I left Bangladesh in nineteen months I met the Hon. Minister and requested him to not charge taxes from the youths who had in less than nineteen months earned sufficient incomes to get taxed. The members of the elite Bangladesh Civil Service who were working with me continued the programme and by now over three million youths have been guided to become entrepreneurs. The achievement of this Programme found eight pages in the prestigious Fifth Five Year Plan of Bangladesh. There were many political changes in Bangladesh, but every Government had to support this successful programme. It was so great a success that even the World Bank had offered to buy the programme which was refused and today this Programme is the greaest employment creation programme the world has known.

What I have to state is that there are a few who do hold the ability to shine and let them be taken to the helm and not waste their time in petty posts. They have to be handed over tasks and I am certain that they will act responsibly.

Once not long ago in 2011, when His Excellency Milinda Moragoda, our recent Ambassador at Delhi made a bid for the Mayorship of Colombo. His Manifesto stated that if elected, he would seek to implement the Youth Self Employment Programme of Bangladesh which incidentally was an amazingly successful scheme introduced to that country by a distinguished son of Sri Lanka, Dr Garvin Karunaratne, who served in Bangladesh as an international consultant.”(The Nation: 11/9/2011)

Then by 2011 my Youth Self Employment Programme had guided only two million youth to become entrepreneurs. By now- 2023, that Programme has guided over three million youths to be commercially viable entrepreneurs.

It is sad that our 2023 budget does not contain a single programme to train our people to get to produce what we import and it is high time that His Excellency Milinda Moragoda be requested to consider taking charge of employment creation and national production. It is a national task that requires the calibre of a high order . Mind you it is a programme that does not require a single dollar. The Youth Self Employment Programme was implemented with locally printed Taka- the Bangladeshi Rupee. In fact it did not even have a budget for the first four years. It was implemented by officers working on other programmes!

එසේ නොකරණ සෑම ජනාධිපති අපේක්ෂකයෙකුගේ මෙන්ම සෑම පක්ශයකම නාමයෝජනා පත්‍ර ප්‍රතික්ශේප කළයුතුය.

1948 සිට මේ වෙනතුරු කොට මහ මැතිවරණ 16 ක් පමණත් ජනාධිපති වරණ 6කුත් පවත්වා තිබෙනවා. ඒ කියන්නේ ආණ්ඩු 16ක්. ජනාධිපතිවරු 9 ක්. හැබැයි අපේ ආණ්ඩු සහ ජනාධිපතිවරු කොතරම් හොඳට රට පාලනය කරලා තියෙවාද කීවොත් 1948 වෙනකොට ආර්ථික වෂයෙන් ආසියාවේම දෙවැනි රට වෂයෙන් තිබුණ අපි අද මුලු ලෝකයේම අන්තිම හිඟන රටක් බවට පත්වෙලා. මේ වන විට ලන්කාව බන්ක්ලොත් රාජ්‍යක් හැටියට විළි ලැජ්ජානැතිව මුලු ලෝකෙටම ප්‍රකාෂ කරල හමාරයි. මේ රටේ 2,19,16,436 (දෙකෝටි දහනව ලක්ෂ දහසය දාස් හාරසිය තිස් හයෙන්) සෑම එක් පුහ්ගලයෙක්ම 12 ලක්ෂයක් ලෝකෙට නයයිළු.කොච්චර ණය වෙලාද කීවොත් අද රටේ වාර්ෂික ආදායමෙන් 72% ක්ම ගත්ත නයට පොලී වශයෙන් ගෙවන්ට වෙලා.2022 අප්‍රේල් වනවිට තිබුණු ණය අමෙ. ඩොලර්. US$ ට්‍රිලිනය 3.45 ගෙවිම  සහ ඊට අදාල පොලිය ගෙවීම වාර්ෂික ආදායමෙන් 72% සහ  අලුතෙන් ගැනීමට මේ අය වැයෙන් යෝජිත ණය වන ට්‍රිලිනය US$ 3.90 ඇතුළු මේ සියළු ණයත් ඊට අදාල පොලියත් ගෙවීම  යන කරුණු සම්පූර්ණ  වන විට,  ජනාධිපතිවර්යා  ප්‍රකාෂකොට ඇති පරිදි 2048 වනකොට මේ රට සන්වර්ධිත රටක් බවට පත්වීම කෙසේ වෙතත් ඊටත් පෙර මේ රට ණය කරුවන්ට ප්‍රසිද්ධ වෙන්දේසියේ විකිනෙණ රටක් වීමේ ඇති අවදානම නම් මෙහිලා අවධාරණය  කල යුතුව ඇත.

මේ උතුම් සින්හල ජාතියේ සහ සින්හල දේශයේ එම මළගමේ සෝක ගීතය ගැයීමට දැනට 74 වන වියේ පසුවන ඔහු නම් ඇතැම්විට නොසිටිය හැකි නිසා ඔහුට නම් සැනසුම් සුසුම් හෙලිය හැක.

එහෙත් පුරා වසර 2600 කට ආසන්න කාලයක් ලොව පුරා ජයකෙහෙළි නන්වා සිටි සින්හ වන්සිකයින් වූ සින්හල බෞද්ධයින් වන අපි කෙසේනම් එම විනාශය විඳදරා ඉවසා සිටිමුද? 

රටේ ආර්ථික තත්වය එසේ තිබියදී මිනි මැරුම්. ස්ත්‍රී දූෂන, හොරකම්,මන්කොල්ලකෑම්, රාජ්‍ය දේපල අවභාවිතය, අසාධාරණය අයුක්තිය ඉහවහ ගිහින්. අවුරුදු 75 ක් තිස්සෙ අපේ පාලකයින් කොපමණ හොඳට රට පාලනය කරලා තියෙනවාද කියලා ඒකෙන්ම පෙනෙනව.

ඒ උනාට සුද්දා විසින් අපේ රට විනාශකරන්ට 1948 දී අපට දායාදකොට දී ගිය පක්ෂ දේශපාලන බලුපොරයට දැන්යලිත් සියලුම පක්ෂ 86 ක්පමණ ලහිලහියේ සූදානම් වන බව පෙනෙනවා.

ඒත් දැන්නම් රටේ මිනිසුන්ට දේශපාලනේ අරහන්. මිනිසු කියන්නෙ අපි කාට චන්දෙ දුන්නත්  බලේට එන එවුන් හැමදාම රට ආණ්ඩු කරන්නේ කොලඹ ඉන්න ජාවාරම් කාරයින්ටයි, නීතිඥයින්ටයි  ලොකු ලොක්කන්ටයි ඕනෑ විදියට නෙ. හැබැයි ආණ්ඩු බලයට පත්වෙන්නේ කොලඹින් පිට ගම් දනව් වල ඉන්න දුප්පත් මිනිසුන්ගේ චන්දෙන්.බලයට පත් උනාට පස්සේ ඔක්කොම කරන්නේ කොලොම්බියන්ස්ලාට” ඕනෑ විදියට. මේ කොලොම්බිඅන්ස්ලා” වැඩ කරන්නේ ලන්ඩන්, නිව්යෝක් වල එහෙමත් නැත්න්ම දිල්ලිය කියන විදියට.රටේ ජනගහනයෙන් 80% කට වැඩි ගමේ මිනිසුන්ට ගොවියාට අවශ්‍ය මූලික දේවල්  කිසිවක් නෑ. හැම දේකම මිල අහස උසට නැගල.ගොවියාට අව්ශ්‍ය බිත්තර වි, ජලය, පොහොර නෑ. වෙනත් යෙදවුම්, ව්‍යාප්ත සේවා කිසිවක් නෑ. එදා හිටපු ව්‍යාප්ත සේවකයො ඔක්කොම කොලඹ කෙහෙල්වත්තෙ ප්‍රේමදාස ජනාධිපති වරයා ග්‍රාම සේවකයො කළා. දැන් ව්‍යාප්ති සේවකයොත් නෑ, ග්‍රාම සේවයිනුත් ගම්වල නෑ. ඒ ඔක්කොම දැන් පක්ෂ දේශපාලනේ.රටේ ජාතික ආදායමෙන් 85% ම වැයකරන්නේ රජ්‍යසේවකයින්ටයි දේශපාලකයින්ටයි. හැබැයි කරන ආණ්ඩුකිරිමකුත් නෑ රාජ්‍යපාලනයකුත් නෑ.

ගොවීන් වගාකරගන්නා දෙයින් 40% සතුන් පාලුකරනවා. ඉතිරි ටිකත් විකුනාගන්ට බෑ කොළඹ සහ නගරබද බල්ලන් ගානට මනුස්සයන්ට වෙඩිතියන්ට ට් 56 තියෙනව. නමුත් රටේ ජනගහ්නයෙන් 80% වන ගම්බද ඉන්න ගොවියන්ට ඔවුන්ගේ වගාවක් රැකගන්ට බෙහෙත් කොටන ගිනි බටයක්වත් දෙන්නේ නෑ.

එසේම කොලඹ ඇත්තන්ටනම් අවශ්‍ය හැමදෙයක්ම පිටරටින් ගෙනත් දෙනවා. ගමේ ගොවියො වවන බතල, මයියොක්කා කිරිඅල, කුරක්කන් වී ටික ඌරා,ඉත්තෑයා වඳුරා රිලවා අලියා මොණරා කාලා විනාශකරනවා. උන් කාල ඉතිරිවන ටිකවත් විකුනාගනටහ් බෑ. හැබැයි මේ ඔක්කොම කොලඹ මිනිසුන්ට පිටරටින් ගෙනත් දෙනවා එමනිසා ඉදිරි මැතිවරණයකදි තරඟ කිරීමට කියල චන්දෙ ඉල්ලන්ට නම් ගම්වලට එන්ට එපා.

එවැනි පසුබිමක ජීවත් වෙන අපි සියළුම දේශපාලන පක්ෂයයි කියාගන්නා කන්ඩායම් වෙත ඉදිරිපත් කෙරෙන ප්‍රශ්න මාලාවකි මේ.

වසර 2600 ට ආසන්න කාලයක් පුරා එක රජෙක්, එක රටක් (සින්හලේ/ලන්කාද්වීපය), එක ජාතියක් (සින්හල),එක ආගමක් (බුද්ධාගම), එක භාෂාවක් (සින්හල) සහ එක සන්ස්කෘතියක් වෂයෙන් පැවති සින්හලේ/ ලන්කාද්වීපය නම්වූ මේ රට, උඩරට හා පාතරට, (බෙදීම 1803) සින්හල බෞද්ධ,  සින්හල කතෝලික , සින්හල-දෙමල, (1799) සින්හල-මුස්ලිම්,ආදි වශයෙන් අප රට හා ජාතිය බෙදා තැබීම සඳහා සුද්දා විසින් 1948 දී අටවාගිය දේශපාලන පක්ෂ නමැති (මේ රටට කිසිසේත්ම නොගැලපෙන) මර උගුලේ එල්ලී මරාගන්නා දේශපාලන  කණ්ඩායම් නැමැති නයි-මුගටීන් ලහි ලහියේ ලබන වසරේ තිබේ යැයි කියන මැතිවරණයෙන් මේ රටේ දේශපාලන බලය යලිත් අල්ලා ගැනිමට ඔවුනොවුන් මරා ගැනීමට සූදානම් වන බව පෙනේ. මේ පුන්චි රටේ දැන් ලියාපදින්චි  දෙශපාලන පක්ෂ 86 කීවොත් කව්ද විශ්වාස කරන්නේ?

මේ රටේ 1948 සිට  මේ දක්වා රටේ පාලනය භාරව සිටි කිසිවෙකු රටේ අතීත රජවරුන්වූ පණ්ඩුකාභය, දේවානම්පියතිස්ස, දුටුගැමුණු, වලගම්බා, වසභ,සිරිසඟබෝ, මහසෙන්, ධාතුසේන, කාශ්‍යප, විජය බාහු 1, මහා පරාක්‍රමබාහු, ගජබාහු 1, කළිකාල සර්වඥ පන්ඩිත නමින් පටබැඳුණු 2 වන පරාක්‍රමබාහු,6 වන පරාක්‍රමබාහු, සපුමල් කුමරු,11 රාජසින්හ සහ කිර්තිශ්‍රී රාජසින්හ වැනි රජවරුන් සහ 1948 න් පසු සිටි පාලකයින් 4 ක් ද මේ රට පාලනය කළේ කෙසේද,ජනතා සුභ සෙහ සැලසුවේ කෙසේද, බුදු සසුන පෝෂණය කොට ආරක්ෂාකලේ, රට විදේශ ආක්‍රමණවලින් බේරාගත්තේ  කුමන රාෂ්ට්‍රපාලන ක්‍රම වේධයන් අනුව දැයි මලපොතේ අකුරක් දන්නා බවක් අපටනම් නොපෙනේ.

එසේම මොවුන්, මෑත කාලයේ සිටි අගමැති වරුන්වන ඩී.එස්.සේනනායක මහතාගේ වියළි  කලාපයේ සින්හල ගොවි ජනපද පිහුටුවීම, .සී. ඩබ්ලිව් ඩබ්ලිව් කන්නන්ගර මහතගේ නිදහස්  අධ්‍යාපනය.බණ්ඩාරනායක මහතාගේ 1956  දි සිදුකළ ජාතික චින්තන පුනරුදය සහ විප්ලවය, පිලිප් ගුණවර්ධන මහතාගේ කුඹුරු පනත,බණ්ඩාරනායක මැතිනිය වසර 17ක් තුල දේෂිය කෘෂි හා කාර්මික අන්ශතුල ලබාදුන් පිබිදීම, විදේශීන් සතු වතු සහ ඉන්ධන අධිකාරීය  නොබියව ජනසතුකිරීමෙන් සිදුකළ  සමාජ හා ආර්ථික විප්ලවය සහ  දේශීය පුද්ගලික අයිතිය අක් 50 ට සීමා කරමින් සිදුකළ ඉඩම් ප්‍රතිසන්ස්කරණය, 1948 දී නොලැබුණු දේශපාලන  ක්ශෙස්ත්‍රයේ ව්‍යවස්ථා දායක, විධායක සහ අධිකරණ  නිදස සම්පූර්ණ කරමින් 1972 මැයි 22 දා නව ජනරජ ව්‍යවස්ථාවක් මගින් 1948 ලැබුණායයි කියන ඊනියා ඊනියා නිදහසින් වසර 24 කට පසු, ජනරජ ව්‍යවස්ථාවක් යටතේ ජනරජයක් බවට මේ රට පත් කරමින් මේ රටට   පූර්ණ සහ සැබෑ නිදස ලබා දීම සහ ඊනියා පොදුරාජ්‍ය මණ්ඩලයේ සිරකරුබවින් නිදහස් ලබා ගැනීම,එසේම මහපොල ශිෂ්‍යත්ව වැඩ පිලිවෙලෙන් කන්නන්ගරට පසු මේ රටේ අධ්‍යාපනයට විශාල මෙහෙයක් කල ළලිත් ඇතුලත් මුදලි සහ ජනාධිපති මහින්ද රාජපක්ෂ ලොවම දරුණු ත්‍රස්ථවාදීන් වු දෙමළ එල්.ටි.ටී ත්‍රස්ථ වාදීන් පරාජයකොට නැවතත් මේ රට එක්සේසත් කිරීම  යනාදියෙන් කිසිදු පාඩමක් ඉගෙන ගෙන ඇති බවක්ද අපටනම්  නොපෙනේ.

1977න් පසු මේ රටේ නායකත්වයට පත්වූ සෑම අගමැති, ජනාධිපතිවරයෙකුම  ඊනියා නිදහස ලැබුණායයි කියන 1948 දි ලබාගතයුතු වුවත්  එදින නොලබාගත්  එසේම ඊට වසර 24 කට පසු 1972 වනතුරුම කිසිම නායකයෙකුට කිරීමට නොහැකිවූ එහෙත් 1972 දී මැතිනිය විසින්  රටට හා ජාතිය ලබාදුන් එසේම් 72 සිට 77 දක්වා වසර 5ක්ම අභි මානවත් අන්දමින් පවත්වනලද  ජනරජ දිනය අවලන්ගු කොට ඒ වෙනුවට 1977  සිට ජේ.ආර් ජයවර්ධන ජනාධිපති වරයා පෙබ් 4 දිනම නිදහස් දිනය නැවතත් අධිරාජ්‍ය වාදි පහනම දැල්වීමෙන් ජනරජ නිදහස 1978 සිට ජාතියට අහිමි කළේය. ඊට පසු ප්‍ප්‍රේමදාසමදාස, විජේතුන්ග, චන්ද්‍රිකා කුමාරතුන්ග, මහින්ද රාජපක්ෂ, සිරිසේන, ගෝඨාභය සහ රනිල් වික්‍රමසින්හ යන සියලුම ජනාධි පතිවරුන් 1972 ජනරජ ව්‍යවස්තාව සහ ජනරජ ජයග්‍රහනය නින්දා සහගත  අන්දමින් පාවා දෙමින් පර සුද්දන්ටම ආවඩමින් නැවටත් පෙබ් 4 ම ජෙනින්ස්ගේ බිරිඳගේ උපන් දිනය සැමරීම් අරඹන ලදී. තම රට ජාතිය ගැන මෙලෝ හැඟීමක් නැති මෙවැනි ජාති ද්‍රෝහී, දෙශද්‍රෝහි අයටත්, නැවත නැවතත්,තවමත් චන්දය දෙන අමණයින් සිටින රටක් ඉතින් දියුණු වන්නේ කෙසේද?

අපේ රටේ දේශපාලන නායකයින්ගේ රට ජාතිය ගැන තිබෙන ගෞරවය සහ සැළැකිල්ල මෙන්ම ඔවුන්ගේ දේශවාත්ශල්‍ය  සහ දේශප්‍රේමයේ මහත මෙයින්ම පැහැදිළි නොවේද. එමනිසා මේ රටේ දේශපාලනයට එන සෑමකෙනෙකුම ප්‍රථමයෙන්ම කලයුත්තේ ඒ පැරැණි රජවරුන් සහ පාලකයින් රට පාලනය කළේ කෙසේදැයි අධ්‍යයනය කිරීමයැයි මම සිතමි.එම රික්තය නැතිකිරීම සඳහා අධ්‍යාපන අමාත්‍යාන්ශයේ මැදිහත් වීමෙන් දැන්වත් වහාම ලන්කා ඉතිහාශය පිලිබඳ පාසැල් සිසුන්ගේ මෙන්ම සාමාන්‍ය ජනතාවගේ සහ මේ රටේ දේශපාලනය කිරීමට අදහස් කරණ සෑම කෙනෙකුගේම දැනගැනිම සඳහා මෙම රජවරුන් පිළිබඳ ප්‍රවීණ ඉතිහාශය්ඥයින් ලවා පොත් පෙලක් වහාම ලියා ප්‍රසිද්ධ කරණ මෙන් මම යෝජනා කරමි

යටත් පිරිසෙයින් 1815 මාර්තු 2 දා උඩරට ගිවිසුමෙන් සුද්දන්ට රට භාරදෙන අවස්ථාව වන විට ඔවුන්ට භාරදෙනලද්දේ සින්හල භාෂාවෙන් පාලනය කරණලද සින්හලේ නමැති බෞද්ධ රාජධානිය බවවත් මේ එකද ඊණියා දේශපාලන පක්ෂයක් හෝ සාමාජියෙකු දන්නා බවක්ද ඔවුන්ගේ කථාවෙන් බහෙන් හෝ හැසිරීමෙන් නොපෙනේ.

එමනිසා මීලඟ ජනාධිපති වරණයට හෝ රජ්‍යසභාවට තරඟ කිරීමට අපේක්ෂාකරණ සෑම අපේක්ෂකයෙකුගේම අධාපන සුදුසුකම්,චරිතය,වත්කම්,සමාජසේවය පිලිබඳ පලපුරුද්ද ආදියට අමතරව ඒ සඳහා,මේ රටේ භූගෝලවිද්යාව, ඉතිහාසය, ආර්ථිකය, සමාජය, සන්ස්කෘතිය,බුද්ධාගම, රජ්‍යපාලනය වැනි විශයන් පිළිබඳ පරීක්ෂනයකින් සමත්විය යුතුබව අනිවාර්‍ය කළ යුතුය. එම පරීක්ෂනයෙන් අසමත්වන කිසිවෙකුට නාමයෝජනා නොදිය යුතුය.

වර්ථමානයේ සිටිණ එකද මැති ඇමති වරයකු 1815 වනවිට මේ රටේ නම වූයේ සින්හලේ යන්න වත් දනිතැයිද මම නොදනිමි. එදා මේ රට සින්හලේ නමින් හැඳින්වූයේ සින්හල මිනිසුන්ගේ රට යන අරුතෙන්ය. සුද්දන් (Ceylon) කියා කීවෙත් සින්හලයින්ගේ රට යන අරුතින්මය.ඒ කි.පූ. 543 සිටම මේ රටට භාවිතාවු නමය. ඊට අමතරව ලස්සන රට, ලෝකයේ මධ්‍යයේ (ලක්ෂයේ) පිහිටි රට යන අරුතින් ලන්කා/ලන්කාදීප (ලන්කා දිවයින) යන අපර නාමයෙන්ද රාමායණය, මහාභාරතය වැනි භාරතීය පොත පතෙහි මෙන්ම දේෂීය ග්‍රන්තීන් වන මහාවන්ශය සහ දීපවන්ශය ඇතුලු පොත පතෙහිද සඳහන්වන නම් දෙකවේ.කොටින්ම කියනවානම් ඊළාම්වාදි උන්මත්තකයින් ඊලාම් කීවේද, මලබාර් වරුන් ඉලන්කයි කිවේද ලන්කා යන අරුතෙන්මය.සින්හලයින්ගේ රට (සීහලම්=ඊලාම්)) යන අරුතින්මය.තම්බපන්නි යන්නෙන් සාදාගත් ටැප්‍රොබේන් හැර 20 ක් පමණ ඇති අනෙකුත් සියල්ලම සින්හලයින්ගේ රට යන අරුතෙන්ම මේ රට නම්කොට ඇත. එබැවින් ඒ නම් දෙකින් හැර වෙනත් කිසිම නම්කින්මේ රට හැඳින්වීම දේශද්‍රෝහි වරදකි. එසේම ජාතිද්‍රෝහී සහ නීති විරෝධී වරදකි.එසේ කන්නවුන් සින්හල රජකාලේ මෙන් උලතබා මැරිය යුතුය.

ඉතිහාශයේ ආරම්භයේ සිටම මේ රටේ ජාතිය වුයේ සින්හලය. මන්ද මේ රටේ ශිෂ්ඨාචාරය බිහිකලෝද සින්හල බෞද්ධ සන්ස්කෘහ්තිය නිර්මාණය කලෝද ඔවුහුමය.  පෘතුගීසි ලේඛකයින් වන ක්වේරෝස්,පීබස් සහ ඕලන්ද ජාතික හ්‍යු ක්ලෙගෝන් වැනි අයගේ ලේඛණ අනුව ඉන්දියාවේ මලබාර් ප්‍රදේශයෙන් ඕලන්දයින් සහ ඉන්ග්‍රීසීන් විසින් එවකට පැවති යටත් විජිත වල ගොවිපල සහ මාර්ගවල ඔවුන්ගේ වහල් මෙහෙයට මෙහි ගෙන ආ මලබාවරුන් වන වර්තමාන දෙමළ ජාතිය  වෂයෙන් හන්දුන්වන ජනවර්ගයට මේ රටේ ඇත්තේ වසර 300 කට නොවැඩි ඉතිහාශයක් පමණි.මොවුන් සෑමදෙනාම මේ රටට ගෙන ආවේ  ඕලන්ද කාරයින්ගෙන් පසුවය.කෝට්ටේ යුගයෙදී බුවනෙකබහු ව්1(සපුමල් කුමාරයා) 1447 දී නාගදීපය යටත්කර ගැනීමෙන් පසු(වර්තමාන ‍යාපනය පැරණි නාගදීපය )ඊට පෙර යාපානයෙහි දෙමලාධිපත්‍යද අවසන් විය.  

ඒ අනුව වර්තමානයේ යාපනයේ සිටින දෙමලජනයා සියල්ල ඕලන්දයින් සහ ඉන්ග්‍රීසින් ගෙන ආ මලබා වහල් කම්කරුවන්ගෙන් පැවත එන අයවේ.එමනිසා ඔවුනේ අයිතිහාසික නිජබිම මෙන්ම ජාතියද ඇත්තේ දකුණු ඉන්දියාවේ මිස මෙහි නොවේ.එබැවින් ද්‍රවිඩ ජාතියේ අයිතිහාසික මව්බිම වන ඉන්දියාවේත් නැති ජාතිකත්වයක්  2600 වසර සිට සින්හලයින්ගේ රට වන මේ සින්හලේ වසර 300 ක් සිටි පමණින්ම  ඔවුන්ට තිබෙන්නේ කෙසේද කියා අසන්ට කටක් හා කසේරුකව ඇති එකද සින්හල දේශ්පාලකයකු හෝ මේ සින්හල රටේ අද නැත

තවද මලබාවරුන් මෙන්ම තමන්ද ජාතියක් යයි කියමින් මේ   සින්හල රට මුස්ලිම් රටක් කරගැනීමට උත්සාහ කරන එසේම මිනීමරණ අන්තවාදී  මුස්ලිම් වරුන්ට මුස්ලිම් කියා ජාතියක් මේ මනුස්ස ලොකයේ කිසි තැනක නැති බවවත් පෙන්වා දීමට මේ කිසිම දෙශපාලනඥයෙකුට හෝ  පක්ෂයකට නොහැකිවී ඇත. එසේ වී ඇත්තේ ඔවුන් සියළුදෙනාම දරුණු දෙමළ මුස්ලිම් චන්ද මළභධයෙන් පෙලෙන නිසා සහ ඔවුන් තුල කිසිම සින්හලකමක් නැති නිසාය. මුස්ලිම් යනු  බෞද්ධ, හින්දු කීවාක් වැනි ආගමික කල්ලියක් පමණි. ජාතියක් නොවේ. ඒ බවවත් මේ දේශපාලනඥ්යෝ නොදනිති.

1815 වනවිටත් මේ ජනවර්ග දෙකම මේ සින්හල රට පුරාම තැනින් තැන විසිරී ස්වදේශිකයින් සමඟ සුහදව සමගියෙන් සිටියහ. එකල සින්හලේ වැසියන් වශයෙන් ඔවුන්ද සින්හලයින්ම විය. එහෙත් කිසිදිනක ඔවුන් කිසිවෙක් වෙනම ජාතීන් වශයෙන් හඳුන්වාගෙනද නැත. ඔවුන් හැමදෙනාම, සින්හලයින්, මේ රටේ පරම අයිතිකරුවන් බවද පිලිගත්හ. මලබා වාර්ගිකයින් මේ රටේ වෙනම ජාතියක් වෂයෙන් ප්‍රථම වතාවට හඳුන්වාදී ඇත්තේ 1799 දී ක්ලෙගොර්න් විසින්ය. 1819 දී වෙස්ලියන් මෙතොඩිස්ට් මිෂම විසින්ද මලබා වාර්ගිකයින් වෙනම ජාතියක් වෂයෙන් හඳුන්වාදී ඇති අතර 1818 දී ගාල්ලේදී පැවති ඔවුන්ගේ සම්මේලනයේ වැදගත්ම අරමුණ එය බවද ඔවුන් විසින්ම ප්‍රකාශකොට ඇත.

මලබා වරුන් මෙන්ම මුස්ලිම් භක්තිකයින්ද ජාතීන් වශයෙන් හැන්දින්වීමට පටන්ගෙන ඇත්තේ අධිරාජ්‍යවාදීන්ම විසිනි. ඒ වුකලී අධිරාජ්‍යවාදීන්ගේ බෙදා පාලනයකිරීමේ කුමන්ත්‍රණ යේම එක් අන්ගයකි. ඔවුන් ආක්‍රමණය කළ සෑම රටකම ස්වදේශීය ජනය එක්කෝ සමූළඝාතනය කොට (ඇමෙරිකා දෙක,ඕස්ට්‍රේලියාව සහ නවසීලන්තය මෙන්) හෝ නැතිනම් වෙනත් රටකින් ගෙන ආ ජනවර්ග සමඟ බේධබින්න කොට ස්වදේශීන් දුර්වල කිරීම  අධිරාජ්‍ය වාදීන්ගේ ප්‍රතිපත්තිය විය. (හොඳම උදාහරණය මේ රට). ඌව වෙල්ලස්ස කැරැල්ලේදී මෙන්ම 1915 ඊණියා සින්හල මුස්ලිම් කෝලාහලයේදිද,1948 සෝල්බරී ව්‍යවස්ථාවේ 29 වන වගන්තියෙන් සහ අදද සිදු කරණුයේ එම ද්‍රෝහී ක්‍රියාවමය.

මලබා ජාතිකයින් ලන්කා දෙමල වෂයෙන් හඳුන්වා ගැනීමට ආරම්භකලේ 1901 පසුවය. එයද කලේ දැඩි දෙමල වර්ගවාදියකුවු, සුද්දන් විසින් ඔසවා තැබූ මලබාජාතිකයකු වූ පොන්නම්බලම් අරුනාචලම් නම්වූ රිජිස්ස්ට්‍රා ජෙනරාල් වශයෙන් තම නිලබලය අනිසිලෙස යොදාගනිමින්ය.

එතැන්සිට මේ දෙගොල්ලම ජාතීන් වශයෙන් හැඳින්වීමට පටන්ගැණින. පසුව මේ රට බහුජාතික,බහු ආගමික, බහු  භාසික, සහ බහු වාර්ගික වැනි කුණුහරුප නම් වලින් හැඳින්වීම ආරම්භ විය. 1948 නිවැරදි නොකළ මේ රටේ නිවැරදි ජාතිකත්වය දැන් වත් අපි නිවැරැදි කළයුතුව ඇත. අද හෝ එසේ නොකළහොත් තව වසර 25 ක් ගතවීමට පෙර සින්හලයින් මේ රටේ සුළු ජනකොටසක් වී තවත් අවුරුඩු 50 කින් මේ මිහිතලයෙන් අතුරුදන් වනු නොඅනුමානය.ඒ සමඟම වසර 2600 පැවති සින්හලයින්ගේ රටද එසේම ලෝකයේ ඇති එකම සින්හල බෞද්ධ රාජ්‍යද අතුරුදන් වී මේ රට ඉන්දියාවේ ප්‍රාන්තයක් හෝ තවත් මාලදිවයිනක් වනු ඒකාන්තය. 1946 සෝල්බරි ව්‍යවස්ථාවේ 1 වගන්තියේ (2) අනුව මාලදිවයින ලන්කාවෙන් වෙන්කලේද සුද්දන් විසින්මය.

මෙම පසුබිම තුල

1 ඕනෑම රටක ජාතිය වන්නේ එම රටේ ශිෂ්ඨාචාරය බිහිකළ සහ එම රටට අනන්න්‍ය සන්ස්කෘතිය එහි ගොඩනැගු ජනවර්ගය යන ජාත්‍යන්තර වශයෙන් පිලිගත් නිර්වචනය ඔබ පිලිගන්නවාද? ඒ අනුව මේ රටේ ජාතිය වන්නේ සින්හලයින් පමණි යන්න් අඔබ පිලිගන්නවාද?

 2 මේ අනුව එ.ජා.ප. ජා.ජ.බල වේගය, ජාතික සමඟි පෙරමුන සහ ජාතික යන වචනය තමන්ගේ දේශපාලන පක්ෂයට කොතැනක හෝ යොදාගෙන ඇති සියළුම දේශපාලන පක්ෂ  ඔවුන් මේ රටේ ජාතිය  කුමක්ද කියා ප්‍රස්සිද්ධියේ ප්‍රකාෂයක් කළයුතුය. එසේම ඔබ පක්ෂ දෙමළ සහ මුස්ලිම් වරුන්ද මේ රටේ ජාතීන් වෂයෙන් පිළිගන්නවාද කියා ප්‍රසිද්ධියේ ප්‍රකාෂයක් නිකුත් කළයුතුය.  

3 මෙම නිර්වචනය අනුව මේ රටේ ජාතිය වෂයෙන් නීත්‍යාණුක්කූලව පිළිගත හැක්කේ සින්හලයින් පමණි යන සම්මුතිය ඔබ පිලිගන්නවාද /නැද්ද යන්න ප්‍රසිද්ද ප්‍රකාෂ්යක් කළයුතුය.

4 ඔබ පක්ෂය ඉදිරි මහමැතිවරණයේදී ජයගතහොත් ඒ අනුව මේ රටේ ජාතිය සින්හලයින් පමණි යන්න ව්‍යවස්ථාගත කරනවාද ?

5 ඔබ පක්ෂය ඒ අනුව දැනට පවතින ව්‍යවස්ථාව අහෝසිකොට මේ රටට,  මේ රටේ සම්ප්‍රදාය සහ ශිෂ්ඨාචරය පදනම් කරගෙන නව ව්‍යවස්ථාවක්  හදනවාද ,ඒ කොතරම් කාලයක් තුලද?

6. ඔබ පක්ෂය ක්‍රි.පූ 307 සිට මේ රටේ අඛණ්ඩව පවැති පරිදි බුද්ධාගම යලිත් රාජ්‍ය ආගම බවට ව්‍යවස්ථාගත කරනවාද?

 7 ඔබ පක්ෂය දැනට රටතුල පවතින 86 ක් පමණ වූ සියළුම ජාතිවාදි ආගම්වාදි සහ බෙදුම්වාදී දේශපාලන පක්ෂ සියල්ල තනම්කොට ජාතික මට්ටමේ දේශපාලන පක්ෂ දෙකක් පමණක් ඇතිකිරීමට ඔබ එකඟ වෙනවාද?

8. ඔබ පක්ෂය බලයට ආ විගසම 1987 ජූළි 29 රජිව් ගාන්ධි/ජේ ආර් ගිවිසුම සහ 13 වන වි‍යවස්ථා සන්ශෝධනය වහාම අහෝසි කරනවාද? ඒ යටතේ පිහිටුවා ඇති පලාත් සභා අහෝසි කරණවාද?

9 ඔබ පක්ෂය එසේම එම ගිවිසුම සහ පනත යටතේ පාර්ලිමෙන්තුවේ සම්මතකොට ඇති සියළුම අනපනත් සහ රෙගුලාසි වහාම අහෝසිකිරීමට පියවර ගන්නවාද?

12 ඔබ පක්ෂය සියලුම මට්ටම්වල ඒ ඒ මට්ටමට සුදුසු පරිදි දේශපාලකයින්ට අවම අධ්‍යාපන, වත්කම් චරිතය වැනි සුදුසුකම් පනවනවාද.?

13 ඔබ පක්ෂය ජනාධිපතිට හැර අනෙක් සියළුම මහජන නියොජිතයින්ට අදාල මැතිවරණ කොට්ඨාෂයතුල අවමවශයෙන් වසර 5 ක ස්ථිර පදින්චිය හෝ තම ගම පිහිටාතිබීම   අනිවාර්‍ය කරනවාද?

16. ඔබ පක්ෂය පූර්ණ ව්‍යවස්ථාදායක,විධායක සහ අධිකරණ බලය සහිතව මේ රටට සැබෑ නිදස සහ දේශපාලන නිදහස ලැබු ණේ 1972 මැයි මස 22 නිසා නිදහස් දිනය/ජනරජ දිනය වශයෙන් මැයි මස 22 නැවතත් ප්‍රකාශකරනවාද/

17. ඔබ පක්ෂය 1948 දී සුද්දන් විසින් සෝල්බරී ව්‍යවස්ථාවෙන් උන් වෙනුවෙන්, උන් වෙනුවෙන් උඟේම පාලන ක්‍රමයම  තව දුරටත් පවත්වාගෙන යාම සඳහා ඔවුන්ගේම නියෝජිතයින් වූ කලු සුද්දන් පිරිසකට භාරදී ගිය  විදේශීය පාලන ක්‍රමයම තව දුරටත් පවත්වාගෙන යනවාද?

20.සියළුම මට්ටමේ මහජනනියෝජිතයින් සහ රාජ්‍ය සේවකයින්ට දැඩි විනය මාලා සහ බඳවා ගැනිමේ දැඩි සුදුසුකම් පැන්වීමට එකඟ වෙනවාද?

21 මේ රටේ මත් ද්‍රව්‍ය ජාවාරම, ලඟ තබාගැනීම,පාවිච්චි කිරීම ඇතුලු සියලුම වරදවලට මරණ දඬුවම නීති ගත කරණවාද?

22 දේශපාලනයේ හෝ රාජ්‍ය සේවයේ හොරුන්ට , වන්චාකාරයින්ට සහ බලය අයුතු විධියට පාවිච්චි කිරීම නිසා වැරදි කරුවන් වන් සියළු දෙනාගේ ප්‍රජා අයිතිය අහෝසි කරනවාද

24. සියළුම වර්ගයේ මත්ද්‍රව්‍ය වැරැදි, මිනීමැරුම් රාජ්‍ය දේපල හොරකම් කිරීම, රාජ්‍ය ද්‍රොහි වරද  අතුළු සියළුම දරුණු අපරාධ සඳහා මරණ දඬුවම නියමකිරීම?

Egg incubators are distributed with the objective of strengthening the rural economy and empowering small-scale poultry farm owners. With the objective of strengthening the rural economy and empowering small-scale poultry farm owners, 100  egg incubators were distributed today (2023.12.08) under the patronage of Prime Minister Dinesh Gunawardena at the Temple Trees.
Acceding to a request made by the Prime Minister during his visit to China’s Yunnan Province, the Chinese Ambassador Mr. Qi Zhenhong handed over 100 incubators to the Prime Minister and these machines were distributed all over the island by the Hadabima Authority of the Ministry of Agriculture.
The Chinese ambassador who participated in this event said that as a special friend, China will always fully support the program of Prime Minister Dinesh Gunawardena to improve the lives of the rural people in Sri Lanka.

State Minister of Defence Hon. Premitha Bandara Tennakoon made these remarks while gracing as the Chief Guest of a Youth De-Radicalization Workshop organized by Search for Common Ground with Meta (Facebook), Skype, Twitter and Messenger, at the Kingsbury Hotel in Colombo, yesterday (07 December).

Delving deep into the subject, the State Minister noted Youth radicalization doesn’t occur in a vacuum. It’s often born out of a complex interplay of socio-economic disparities, political instability, marginalization and a lack of education or opportunities and addressing radicalization requires a multifaceted approach – one that goes beyond mere security measures”.

The social media has evolved as social nations and exerts enormous influence around the world. he Colombo Port City has great potential to facilitate the economic transformation Sri Lanka seeks, Central Bank Governor Nandalal Weerasinghe said on Thursday.

Weerasinghe told reporters that the Colombo Port City is likely to become a global commercial hub featuring local and international businesses.

We believe this project will change the fate of the country,” he said.

International accounting agencies have estimated that the Port City will attract investments worth 15 billion U.S. dollars, Weerasinghe said.

Enhancing fall-back power of the brain

It is a well-known fact that many organs of the human body have some reserve quantum to fall back on during situations where a human being is taxed above its usual calm existence. An excellent example of this is the human heart. In the resting status of the body. the heart beats at around 70 to 80 beats per minute. During strenuous exercise this rate could automatically go up to about 150 or even 200, bringing the reserve power of it into play. The cardiovascular reserve can go up to several times its usual tranquil capacity whenever called upon to provide that extra power.

The notion that the human brain too has fall-back reserve power is a thing that that may surprise many people. As most of us know, we associate the brain with the higher functions of the mind where intelligence and many other cognitive features associated with it make the Homo sapiens to be quite different and differentiate humankind from all other species of the animal kingdom. Yet for all that, with advancing age, impairment of memory is a thing that most people worry about.

By age 60, more than half of adults have concerns about their memory. However, minor memory lapses that occur with age are not usually signs of a serious problem, such as Alzheimer’s disease, but rather the result of normal changes in the structure and function of the brain. However, major and progressive memory loss is a devastating problem for the elderly. Yet for all that, we differ from each other in the way our thinking skills age. One explanation is that some people have better resilience to the effects of ageing because they have developed a better capacity or ‘reserve’ to cope with the changes in the brain that occur with age.

The intellectual power that we can fall back on is referred to as cognitive reserve. Cognitive reserve is the mind’s and brain’s resistance to damage of the brain. One could also rather loosely equate this phenomenon to the ability of the brain to improvise and find alternate ways of getting a job done. It reflects how agile a brain is in pulling in skills and capacities to solve problems and cope with challenges. It is a phenomenon that has to be nurtured and strengthened by learning and experience right throughout a lifetime. Cognitive reserve is developed by an era of education and curiosity right throughout life.

The impression of such reserve power of the brain was first realised and then explored in the late 1980s. That concept which was labelled as cognitive reserve originated when researchers described individuals with no apparent symptoms of dementia or deterioration of the higher functions of the brain who were nonetheless found at autopsy to have brain changes consistent with advanced Alzheimer’s disease. Such observations suggest that there does not appear to be a direct relationship between the degree of brain changes in any given individual and the outward signs of those changes that manifest as loss of cognitive functions.

It was then postulated that these individuals somehow did not show symptoms of the disease while they were alive because they had a large enough cognitive reserve to offset the damage and enable them to continue functioning as usual. The concept of reserve accounts for individual differences in susceptibility to age-related brain changes or Alzheimer’s disease-related pathology. There is evidence that some people can tolerate more of these changes than others and still maintain function.

This curious phenomenon led to intensive research that has shown that people with greater inherent cognitive reserve are better able to stave off or even keep at bay, the symptoms of degenerative brain changes associated with dementia or even some other brain diseases, such as Parkinson disease, multiple sclerosis, or a stroke. A more robust cognitive reserve can also help one to function better and for longer even when one is exposed to unexpected life events, such as stress, surgery, or toxins in the environment. Such circumstances demand extra effort from the brain, somewhat similar to requiring a car to engage another gear.

Research suggests that our level of intelligence, which traces back to childhood as well as our set of lifetime experiences, helps to build cognitive reserve and may account for differences in cognitive reserve between different individuals. The lifetime experiences include education, having an engaging occupation and taking part in stimulating activities; the latter ideally combining leisure activities, learning and social interactions.

The evidence that lifetime experiences help to build cognitive reserve comes from studies of large groups of people over long periods. Such studies have repeatedly found that these life experiences are associated with a slower rate of cognitive decline in normal ageing and reduced risk of developing Alzheimer’s disease.

In other words, higher attainment and engagement appear to protect cognitive function in ageing. Indeed, some studies have suggested that these life experiences may reduce the risk of Alzheimer’s disease by 35-40%. The changes in the brain that are seen in the disease may still occur, but these people cope better and will not ever be diagnosed because they do not present with any symptoms.

The basic perception of cognitive reserve suggests that the brain actively attempts to cope with brain damage by using pre-existing cognitive processing approaches or by enlisting compensatory mechanisms. This would allow an individual with higher cognitive reserves to handle it better to enable the individual to better cope with the brain damage than another with lower cognitive reserves.

It has now been realised that cognitive reserve can be enhanced by a programme of cognitive fitness. Such an initiative would develop the ability of the brain to deal with and function normally when it is induced to call upon the reserve power, especially when disease states take their toll. The very heart and the central cog of a coordinated brain health and cognitive fitness programme involves rather simple but all too familiar lifestyle changes. The cognitive reserve hypothesis gives hope that exposure to various sorts of stimulating activities can help us age successfully. It also leads us to ask what people can do to help increase their cognitive reserve.

It is still unclear what the exact ‘recipe’ for this is. The evidence from studies of large populations suggests that it is exposure to the experiences and activities discussed above across the lifetime that contribute to the reserve, but we do not yet know what specific activities would slow the rate of cognitive decline or reduce the risk of dementia.

Researchers at Harvard Medical School have identified six cornerstones to any effective brain health and cognitive fitness programme. These are as follows:-

Task 1:

Eat a plant-based diet. This is beneficial in many ways and building up cognitive reserves is just one of them. The diet needs to be a good balanced one to supply all macro and micro nutrients.

Task 2:

Exercise regularly. Like the vegetarian diet, this too has a multiplicity of positive benefits. Building up cognitive reserves is just one of them. The nature and severity of the exercise needs to be individualised. Some medical advice would certainly help in that venture.

Task 3:

Get enough sleep. It is well-known that sleep facilitates tissue repair. It is perhaps the same with the neurones and their connecting meshworks as well. A minimum of 6 hours is essential and it is quite good to have 8 hours of quality sleep.

Task 4:

Manage your stress. It has been proven that stress has deleterious effects on many systems of the human body. It is perhaps the same with the brain and the neural tissues.

Task 5:

Nurture social contacts. Good social connections may provide mental stimulation through complex interactions with others and hence build cognitive reserve and maintain healthy cognitive function. This is a very important component of the cognitive fitness initiative.

Task 6:

Continue to challenge the brain everyday. Just as much as regular exercise improves the physical functions and the physical strength of the body, mental exercises are well-known to be beneficial for the proper functioning of the brain. Research studies suggest that doing cognitive tasks that feel difficult, like problem-solving, learning something new, reading a newspaper article and discussing it with a friend, etc.., truly challenge the brain.

This multi-pronged plan includes and integrates proven approaches to committed changes being made in everyday lifestyles. It is advocated that by incorporating simple, specific changes into a daily routine, one could add years of enduring mental stamina and vitality. It is extremely important to realise that these factors are equal parts of a cohesive plan and that they do not work very well in isolation or when they are taken up just as one or two separate efforts. For example, simply eating more fibre or adding a morning walk to your routine is not enough to forestall mental decline. Instead, diet, exercise, sleep, stress management, social interaction, and mental stimulation, all work in harmony, just like in a concert, to yield the desired results.

All that we have undertaken during a lifetime of this worldly experience certainly helps in building up a mental and neurological reserve to enable us to successfully navigate through the drastic effects of age on our mental faculties. There is emerging evidence that even in older ages, commitment to the cause of enhancing that cognitive reserve would certainly help. Old age then becomes a really great pick-up or fizz time.

Eradicating CKDu From Sri Lanka is Straightforward—What is Preventing it?

Since identifying chronic kidney disease of unknown etiology (CKDu) in Sri Lanka in the mid-1990s, little progress has been made in aetiology and prevention. Despite the numerous hypotheses and conjectures—with more than 35—none have been thoroughly studied or substantiated as the definitive cause of CKDu.

The development of CKDu necessitates simultaneous exposure to various factors and conditions over an extended period. Hence, it is also called chronic kidney disease of multifactorial origin (CKDmfo). A recent newspaper article suggested that Chinese researchers re-confirmed the lack of association of agrochemicals, heavy metals, or arsenic (common postulated factors) with CKDu, consistent with our and other scientists’ publications over 15 years.

Comparatively, on a per-hectare basis of arable land, New Zealand and numerous other countries employ more than ten-fold the amount of agrochemicals and fertilisers containing heavy metals. Similarly, in Sri Lanka, in hilly country like Nuwara Eliya, and wet zones, farmers extensively utilize inorganic fertilisers, especially phosphates and pesticides—significantly more than in the dry zones. Surprisingly, there is little to no reported incidence of CKDu in these regions.

Research studies on hypothesis-driven causation are needed

The lack of conclusive evidence on CKDu stems from inadequately designed studies that fail to assess causes and test specific hypotheses. No CKDu study has rigorously applied Hill’s criteria for disease causation to distinguish casual association from causation. To address CKDu causes effectively, detailed empirical studies, not just descriptive ones, are essential. No credible scientific evidence supports the role of any of the mentioned postulated factors in contributing to or causing CKDu. Definitive conclusions necessitate well-conducted, unbiased studies with proper design and sufficient statistical power to thoroughly assess or rule out the potential effects of heavy metals, algal toxins, and agrochemicals on CKDu.

Critical causative criteria for establishing a link between a factor and a disease include the Strength of the association, Consistency, Specificity, Temporality, Biological gradient, Plausibility, Coherence, and Empirical data (Experiments). The presence of the majority of these factors is necessary to attribute causation. However, most studies on CKDu are heterogeneous and descriptive, offering limited value. Therefore, conducting meta-analyses using such data is scientifically unsound and inappropriate, as they will likely yield misleading conclusions.

Because CKDu arises from forming nanocrystals and nanotubes in kidney tubules and tissues, a more fitting designation would be CKD of crystal-tubular nephropathy” (CKD-CTN). Poorly designed studies generated inconclusive data:

Compartmentalized research and poor study designs consistently fail to address research questions and test hypotheses related to CKDu. This lack of adherence to fundamental scientific principles, along with issues in improper sample collection and data integrity, has resulted in skewed and unreliable conclusions, muddling the progress and analyses of CKDu in the country.

Extrapolating such data to the overall status of CKDu in Sri Lanka and other tropical countries shifts attention away from identifying actual causative factors, proper fund allocation, and implementing essential remedies for CKDu prevention. Biased comments by Chinese scientists, such as ‘aristolochic acid,’ while relevant in rural China, are not pertinent to CKDu (CKD-CTN) in the dry zones of Sri Lanka.

Methodological and conceptual failures:

No conclusive evidence supports agrochemicals (glyphosate) or heavy metals causing CKDu. Claims linking slightly elevated magnesium in drinking water to CKDu lack reliability due to sampling and methodological errors. In contrast, over 750 international research articles establish magnesium as a renal protector” in humans.

Detecting an isolated elevation of magnesium or extremely low levels of glyphosate in inconsistent studies is insufficient to establish even an association, let alone causation. Such findings meet only one of Hill’s Causation criteria. Inferences from random water samples and two rat studies lack reproducibility and conclusiveness. The flawed extrapolation of this data to assert that glyphosate or magnesium causes CKDu has diverted attention and national research funds to unproductive programmes. The crucial factor in drinking water is the calcium to magnesium” ratio, not individual components alone.

Glyphosate or other chemicals used in intervention experiments, equivalent to body weight on a kg basis, are astronomically” high—toxic. Such concentrations do not exist in water or soil under normal conditions. Such concentration exists when an individual ingests concentrated glyphosate. Therefore, conclusions from such experiments are misleading. Any toxicity dependent on the dose and exposure” and real-world scenarios do not match the extreme concentrations used in intervention experiments.

Studies have consistently lacked rigorousness during sample collection, standardized methodology, and the use of controls. They also lack quality control during analyses and testing hypotheses. Methodological errors, such as smaller sample sizes and a lack of control experiments, introduce random- and Type-2 errors into the data. To obtain accurate insights, examining thousands of properly collected water samples across affected regions is crucial, as is comparing them with comparable but non-affected villages within the same region (e.g., subtractive analysis), even within ‘affected’ villages, pockets with good-quality drinking water (e.g., natural springs), thus clusters of unaffected families. Therefore, calling the entire area as CKDu affecting is a misnomer.

The neglect of already published data

Suppose one uses CKD” as a keyword in the following URL: one can pull over a dozen research articles illustrating that CKDu is triggered by natural” causes—hard water (Ca2+), excess phosphate in combination with fluoride” and chronic dehydration.

Peasants experiencing chronic dehydration due to daily exposure to hot climates and nightly alcohol intake, along with drinking water high in Calcium, Carbonate/ Phosphates, and Fluoride ions, etc., create a conducive internal environment” for the formation of calcium phosphate (CaPO4) crystals within renal tissue. Additionally, hard water chelates glyphosate, eliminating its potential toxicity, if any, whereas fluoride has the opposite effect.

Chronic exposure to excess calcium, carbonate/phosphate (and other anions), and fluoride through the ingestion of hard water over a decade is necessary to induce CKD-CTN. Such extended exposure maintains the mentioned higher ionic concentrations in renal tissues. Chronic dehydration leads to consistently concentrated urine, enabling the precipitation of hydroxy- and oxalate-apatite nano-minerals in the kidneys. This process occurs with or without fluoride, but fluoride stabilizes these nano-mineral crystals, forming fluorapatite resistant to degradation, allowing crystals to grow. The way to prevent and eradicate CKDu:

Consuming potable water and avoiding prolonged dehydration can prevent persistent dehydration-associated CKD-CTN. This concept offers highly cost-effective and straightforward solutions to safeguard peasants, particularly farm laborers. This eliminates silent, deadly disease, without needing expensive medications, interventions, or the construction of dialysis centers and hospitals, which is especially crucial in financially strained circumstances.

Research, including ours, has shown that increasing daily access to clean water significantly reduces CKD-CTN incidence and associated morbidities and premature deaths. Unfortunately, once the disease progresses beyond CKD stage IIIB, the damage becomes irreversible. It leads to hardening and shrinkage of the kidney due to fibrosis—resulting in permanent damage.

The direct approaches outlined in the above articles offer ways to mitigate and eradicate CKDu/CKD-CTN in Sri Lanka and other affected countries. Unfortunately, there has been a lack of political will to address the issue. For some, it has become an unscrupulous business. The mentioned scientific papers provide details on how implementing a multi-pronged approach can prevent CKD-CTN, reduce premature deaths, and minimize the socio-economic impact on affected families. Critical elements need to eradicate CKD-CTN from Sri Lanka

It is essential to systematically address peasants’ lifestyles and dietary habits, improve micro-nutrition, protect their renal and general health, and mitigate CKD-CTN. In addition to providing potable water, other interventions are also necessary to overcome this forgotten killer. Adhering to such would save the lives of people in CKD-CTN-affected tropical countries. They consume insufficient water due to the unpleasant taste of naturally contaminated hard water. Just because peasants do not have a voice is not an excuse to neglect them by the politicians and the government.

The key to eradicating CKD-CTN is prevention through education, lifestyle changes, and increased consumption of clean water—not in treating renal disease or expanding dialysis centers, hospitals, or transplantation services. To effectively prevent CKD-CTN, providing safe and affordable clean water in the affected and adjacent regions in the entire dry zone is essential rather than solely emphasizing aggressive treatment of end-stage renal diseases.

Historical evidence indicates that ancient Sri Lankan Kingdoms, like Anuradhapura, Polonnaruwa, Dambadeniys, Sigiriya, and Yapahuwa, were relocated, primarily within the dry zonal regions, now affected by CKD-CTN. The reasons for these relocations, whether protecting from invading armies, severe malarial epidemics, or deaths due to CKD-CTN, remain uncertain. Proposals to move the entire North Central Province (NCP) population elsewhere or replace the topsoil in the region are deemed impractical and absurd.

The current approach will continue to fail

The current strategy of expanding renal clinics, dialysis and transplantation services, coupled with reliance on aid from other countries, is an ineffective approach that falls short of preventing and eradicating” CKD-CTN in Sri Lanka. This method is like holding a tail to tame a tiger. Even if the rates of deaths have somewhat slowed, it is likely because many of the most vulnerable individuals are already deceased. The focus should shift towards protecting the younger generation and families. Unfortunately, CKDu has become a business venture for many, akin to exploitation during the LTTE war.

In addressing CKD-CTN, vision, political will, and prioritization of programs that cost less than a few months of healthcare expenses for maintaining affected individuals and families are lacking. Sri Lanka possesses the necessary technology, know-how, and essential resources to implement a program for eradication without requiring international expertise. However, inherent conflicts of interest hinder the implementation of the right path and impede progress.

Sri Lankan mercenaries in Ukraine: FM says govt. has no control over what they do

Foreign Minister Ali Sabry, PC, yesterday (07) said that the government could not do anything about the activities of ex-military officers overseas.Minister Sabry said so in response to The Island query whether the Sri Lankan law prohibited Sri Lankans from joining the armed forces of Ukraine. Three ex-military personnel including a former Special Forces officer serving with what is widely referred to as Ukrainian Foreign Legion aka International Legion for the Defence of Ukraine were killed in a Russian artillery strike early this week.

Asked whether the government could step in to prevent our ex-military men joining Ukrainian Foreign Legion, Minister Sabry said: They have retired from military and have gone there on their own. As Sri Lankans have the freedom of movement and once they leave the country legally we have very little control over what they do, unless they violated the law of the country where they are residing or absconded after committing a crime.”

The government has no record of ex-military personnel who had volunteered to fight for Ukraine.The Russian embassy in Colombo declined to comment when The Island asked whether the presence of ex-military personnel was brought to the notice of the government.

Foreign media reported that the body of Andrew Ranish Hevage, who held the rank of Captain at the time he retired from Special Forces here has been recovered. The other dead were identified as M. Priyantha, a former petty officer of Sri Lanka Navy and Rodney Jayasinghe, a former member of the Sinha Regiment. According to these reports, Sri Lankans had been making an attempt to recover bodies of Ukrainian soldiers when they were targeted by Russian artillery.

Ukraine has offered USD 600 as monthly salary for deployment behind the front-line, USD 1,200 for high risk sectors and staggering USD 3,300 for combat. Ukraine has also declared additional bonuses for selected units that had been assigned special operations. While those who had been disabled were paid a special payment, the families of fallen members received approximately USD 400,000, according to the Ukrainian Foreign Legion.

WHAT IS THE SOLUTION FOR INFLATION?

Inflation is a term that expresses everywhere without a practical solution. This term reiterates in many countries without a solution and policymakers expressed the term for covering incapability and the economic history of Sri Lanka before European invasions gave a successful solution to inflation, it is valid for today too.

The meaning of inflation has three definitions: a cost push, b demand pull, and uncontrollable price creasing of goods and services.  In history, economic planners in Sri Lanka used boosting production and services. As the successful solution, boosting production and solution is the theoretical and practical answer for inflation.

Nobody talks about this solution and reiterates the term without a solution.  Why policymakers in Sri Lanka cannot explain the success of historical strategy to control inflation that support to make profits to business people from the producers of rural community.

When I was small, my parents educated to gain knowledge and skills to write used by pens and make producers using a mammorty (agricultural equipment used by farmers) and it was a successful strategy to control inflation, however, many production and service companies love to inflation because they can make more profits when there is an inflation. In the 1960s, monetarists advised charging inflationary tax, but the actual impact was further increasing prices.

The government of Sri Lanka must launch a production initiative rather than blaming for inflation. The basic aspect of the price theory is when supply increases, the price will come down. This theory was known by kings and queens, in history, however, modern economic advisors are silent and talk hard words and support for making profits for business people.        

The loss of the Physical stability of the Central Hill country is the end of the entire life system and the 2600 Sinhala Buddhist Civilization of Sri Lanka-Alarming news item?

I would like to draw the immediate attention of all-patriotic citizens of this country particularly living in the downhill areas of these Tea plantations and on the lowland areas below the hills that will be affected by earth slips in the hill country and flood in the downstream area that will recur as these hanging houses on these unstable and exposed hills will give way one day,( definitely in the near future) burying them en-masse leading to unprecedented natural disasters not only for the occupants of these pigeon holes but also to all those who live in the downstream areas right round the hill country up to the sea, for no fault of theirs’s.  Finally, one day it will lead to the complete extinction of all forms of life, both fauna and flora, in this Island due to lack of water and ending up all living forms on this land and finally the curtain will fall on human civilization on this land. Readers of this article should not dismiss this prediction as mere fantasy. It will definitely happen if all Sri Lankan patriotic people don’t get together as one family immediately to stop this wanton destruction done to the entire hill country, jointly by the government, Tamil politicians representing the plantation sector, the Indian government and international agencies and anti -Sri Lankan NGOO.

The loss of physical stability of the central hill country can occur due to the loss of one or a combination of the following factors.

1 Loss of the forest cover due to continuous deforestation

2 land degradation taking place thereafter due to heavy erosion and exposing land to elements of weather

3 disturbances to land due to construction of building either for residence purpose or any other either for residence or industrial or other purposes.

4 constructions of roads and railways lines or any other activity that exposes the earth to the elements of weather

5 Unexpected Tectonic movements

5 Bad land use by the millions of Indian Tamil labor settled all over the hill country on land even going up to 8ooo ft msl.

Therefore I call upon all concerned parties including the government, the patriotic masses and intellectuals who love this country to take immediate action to stop this criminal devastation and take  steps to protect the physical stability of the central highland of this country above 1000 ft msl, which I have named as the HADABIMA of this country, as it functions as the heart of the body Sri Lanka that determines and dictates the survival of the entire life system of this Island by providing the main source for all the rivers in the Island,  that keep the entire life system alive.

Furthermore it is also the sacred land the gods have bestowed on this island nation of the Sinhalese that was blessed thrice by the Lord Buddha as the land where his sublime Dhamma will be preserved for 5000 years to come and also as the country blessed with  the sacred mountain Samanala kanda, sanctified by the Buddha’s sacred foot  print on the top of which, the first ancestor of Man, Adam is also supposed to have   placed his foot, as the legend has it, making it a sacred land for all the three religions in this world and further making it a sacred land for humanity the world over. As such it is the bounden duty not only of all Sri Lankas but also of all devotees of all three main religions the world over to protect it together with the whole hill country, the Geographical HEARTLAND” of this blessed land.

Therefore ,I also call upon the NBRO the main Organization responsible for all programmes to assist a disaster-free built environment in the future in this country , to  take  up this issue immediately with the sleeping government that does not take any action against this type of disastrous  and devastative actions  done by these Tamil politicians , the Indian government and some International agencies who are playing havoc, as it considers the estate Tamil vote is even more important and valuable than the destiny the country and its people whose sovereignty and welfare they have vouched to protect

Sri Lanka’s Central Hills at risk: One-fifth of land prone to landslides

One–fifth of Sri Lanka’s total landmass, particularly the areas in the central hills- is prone to landslides according to a study by the National Building Research Organization (NBRO).

According to the NBRO study, around 13,000 square kilometers of lands spread over in Badulla, Nuwara-Eliya, Kandy, Matale, Ratnapura, Kegalle, Kalutara, Galle, Matara and Hambantota- are landslide –prone.

The study has found that incidences and frequency of landslides are growing, and it is common to have such disasters after every rain.

The major causes for the increase in the frequency of landslides are un-planned land use practices and unplanned intensive cultivation, ever increasing non- engineered constructions, construction blocking the waterways, construction in the reservation area of water bodies, deforestation and human intervention.

Another study done Professor in Earth Resources Engineering University of Moratuwa and President of Institute of Geology Sri Lanka Prof. Ranjith Premasiri, major landslides which occurred during the past two decades have claimed thousands of lives, about 175,000 people have been rendered homeless. Besides, damages in multi-millions have been caused to property.

He says Sri Lanka can be divided in to three main climatic zones on the basis of annual rainfall- wet zone (over 3000mm annual rainfall), intermediate zone (2000 to 3000mm), and dry zone (less than 2000mm).

Landslides are very often triggered by continuous rainfall characterized by showers of high intensity that occur for short periods of time. Central hilly area of Sri Lanka experiences rain from two monsoons, North-East and South-West,” he said.

It is in this gloomy backdrop one has to take extremely serious notice of the ongoing largescale, unplanned and uncontrolled political housing construction activities, by The Ministry of Upcountry New Tamil Villages, Estate Infrastructure & Community Development, that is going on in the above-mentioned 10 districts exclusively for the estate Tamil labour force of Indian origin. It is reported that the construction of 14,000 houses all over the hill country and it’s adjoining areas is funded by the Indian government for the benefit of nearly 1. million living on the central hills ( which allready they call Malayaha) in the plantation sector is nearing completion. (902,000 persons in 2012).

The following housing project in Bogawantalava completed under Indian funding in 2019 clearly shows the wanton destruction and irreparable damage already done to the fragile landscape in the hill country by this type of housing projects coming up all over the hill country and   its neighboring hilly areas extending to 10 districts.

This is only one out of hundreds of such haphazardly constructed housing schemas all over the 10 districts mentioned above covering around 13,000 square kilometers (1/5th the area of the country)

 Government official like GAA have no control over these housing projects

When I made inquiries from the GA Nuwara Eliya and the Divisional secretaries they said they were never consulted and they had no say or any authority what so ever on the construction of this type of houses within their divisions. Apparently, they were invited to attend the ceremonies only. Only, later I came to know that all land powers that were formally under the GAA had been transferred to Div Sects by Act. no 58 of 1992 during the Premadasa time. But regarding the construction of these houses in the plantation   areas, I am informed that it is The Ministry of Upcountry New Villages, Estate Infrastructure & Community Development and the local Tamil politicians who organize these housing projects in collaboration with the Indian Embassy in Colombo. Starting from the selection of lands, planning and constructions of buildings and roads and the selection and handing over the houses to the recipients are done under the supervision of the same Ministry.

As it is the government of the country or its administration and the Minister of Lands has no say what so ever in the whole process. Technical advice of agencies like the NBOR is never sought. It so happens that the officials like the GA and divisional Secretaries are invited only for the opening functions. As such it appears as if the government officials like the GA and the Div Secs now have no control over these unplanned and haphazard constructions which have already posed a big threat not only to the physical stability of around 13,000 square kilometers of lands spread over in Badulla, Nuwara-Eliya, Kandy, Matale, Ratnapura, Kegalle, Kalutara, Galle, Matara and Hambantota-that is almost 1/5th the area of the whole country as stated by the NBRO as landslide –prone areas. What is even more dangerous is the complete collapse of the subject of   land administration by the government that covers ten administrative areas in the south, as if it has been already handed over to the Indian Government. In sum for an outside observer, it appears as if this area is already run as a legitimate part of the Indian subcontinent by the Ministry of Upcountry New Villages, Estate Infrastructure & Community Development that comes under the government of Sri Lanka on behalf of the Indian Government. 

Isn’t it a shame for the Government of Sri Lanka, if there is one, and for all political parties at home, to keep deaf dumb and blind over this irreparable and irreversible devastation being done to mother Lanka by a group of British Indian labourers who were brought in the late 19th century and left behind destitute when they left the Island din 1948.  for the shake of a dangling goats testicle called the vote” that will never fall in to their plate, as the parable says.

 It is high time that all patriotic citizens of this country wakeup up immediately from their death slumber, as one nation to stop this all-time disaster that is going to befall on the entire life system and the civilization to this country within few decades. The devastation that will follow this hazardous and unscientific construction activities will be million times more destructive than what the British did by removing the forest which was subsequently covered with a carpet of tea bushes that protected the earth to some extent. The degree of devastation then was less as the construction were limited to few factories residential Bungalows for the management of communal line rooms on selected places. The degree e of disturbance done to the physical stability under the present system is thousand time greater. The earlier system was reversible. But not the present system. What is more is the then labourers had no permanent interest as they knew that one day they will go back to their motherland. Today the situation is very much different as they not only have permanent interest to stay but they also dream to make this their permanent homeland and finally make it a Malayanadu, a part of India. sponsored by the expansionist Indian Government.

The subject of land administration in the whole country has to be brought under the central Government Immediately

The effect on land administration in the whole country has to be assessed in this backdrop very seriously with no delay as the government has already lost land administration powers in the Northern and Eastern Provinces long time ago, especially after the implementation of Act no 58 of 1992 and the PA circular 21/92.

Beside this there is also a far more serious threat of life in the downstream area right round the hill country due to continuous floods devastating these areas as frequent earth slips and floods occurring in this area due to the collapse of the physical stability of the central hill country. There is a third danger of all the103 rivers that have their sources on the hills running dry in the long run due to the loss of the physical stability of the central hill country, which I have identified as the geographical heart land (The HADABIMA) of Sri Lanka in 1991 whose physical stability determine and dictate the survival of the entire life system in this country and therefore the civilization of this island as well. The degree of land degradation and the rate of deforestation and the drying up of river flow and the underground water deposits that keep the rivers perennial is alarming and beyond imagination.
