Jaffna University Medical Student from Siyambalawewa arrested in Drug Trafficking Operation.

The Police Special Task Force apprehended a 23-year-old student enrolled in the Faculty of Medicine at Jaffna University, who was allegedly involved in a drug trafficking racket utilizing the courier system.

The arrest took place during a raid conducted in the Kopai police domain on the 19th, where law enforcement authorities detained the student, a resident of Rambewa – Siyambalawewa area. The suspect, currently in his third year of medical studies, is now facing charges related to drug trafficking.

In addition to the arrest, authorities discovered 11 pills in the possession of the student. The Police Special Task Force is investigating the extent of the student’s involvement in the alleged drug trafficking network.

The arrest serves as a stark reminder of the prevalence of illicit activities even within educational institutions and the importance of collaborative efforts between law enforcement and academic authorities to maintain a safe and drug-free environment for students.

The Indian invasion of this country has already begun? while the government of this country is in a dead sleep

Beside these 14,000 houses on the hills, India has already implemented a 60,000-housing scheme for Tamils in Sri Lanka as follows, for which the Sri Lankan government has already signed an MOU with the Indian government the conditions of which are not known to the general public of this country.

India builds 60,000 houses in Sri Lanka

            In June 2010, the Government of India announced that it would construct 50,000 houses in Sri Lanka at an outlay of 33 billion LKR. A Pilot Project involving the construction of 1,000 houses was launched in November 2010 and was completed in July 2012. An MOU with the Government of Sri Lanka on the modalities of implementation of the remaining 49,000 houses under the Project was signed on 17 January 2012.

•              Pilot Phase: The government of India entrusted an agency to construct 1,000 houses for beneficiaries in the Northern Province. The project was completed in July 2012.

•              Second Phase: The second phase launched on the birth anniversary of Mahatma Gandhi on 2 October 2012, which envisaged the construction of 45,000 houses in the Northern and Eastern Provinces was completed in December 2018.

•              An innovative owner-driven model was adopted to implement the second phase, wherein the Government of India arranged technical support and financial assistance for the owner-beneficiaries to undertake the construction/repair of their houses themselves.

•              Financial assistance of LKR 550,000 per beneficiary (LKR 250,000 in case of repair cases) was released in stages and transferred directly to the bank accounts of the beneficiaries by the High Commission of India. (Where?)

•              Third Phase: The third phase of the Indian Housing Project involves the construction of 4,000 houses for estate workers in the Central and Uva Provinces through an innovative community-driven approach. Letter of Exchange with the Government of Sri Lanka for this phase was signed in April 2016 and work started in October 2016.

•              In the third phase considering the difficulties in the terrain and accessibility of materials and other logistics LKR 950,000 is disbursed per beneficiary.

•              As on date close to 2300 houses are complete in the third phase and the construction of the remaining houses is currently underway.

•              Fourth Phase: During his visit to Sri Lanka on 12 May 2017, Prime Minister of India Shri Narendra Modi announced an additional 10,000 houses for the estate workers, and the agreement was formalized in August 2018. This entails an additional commitment of LKR 11 billion. Preparatory work for these additional houses is currently underway and the construction of these houses is expected to start soon. This makes the total number of houses being built in the plantation areas 14,000.

•              As of 31 December 2019, more than a total of LKR 31 billion has been?

My Comments on this serious and important news item.

 I welcome the construction of such a large number of houses for any citizen of this country by any government.  But I don’t agree with this selective preference given only to Tamils of this country as it is bound to create a special kind of attachment and allegiance to India of a section of citizens of a particular ethnic group, that is Tamils, an imminent threat to the independence and sovereignty of this country.

The only way to overcome this imminent disaster.

First of all, we must thank the NBOR for releasing this important information for the information of the general public so that firstly, there will be increased public awareness and secondly, they will take serious notice of this imminent danger and open their eyes to take precautionary action and thirdly, they will corporate with the authorities to mitigate these disasters first, in their own interest and second, in the broader interest of the country.

If immediate action is not taken to arrest this catastrophe, before long, the entire 13,000 square kilometers of land spread over in Badulla, Nuwara-Eliya, Kandy, Matale, Ratnapura, Kegalle, Kalutara, Galle, Matara, and Hambantota- comprising 1/5th of the area of this Island as they have estimated, will be converted to an area unsuitable for human settlements. Considering the ever-increasing population with the land extent remaining constant, the Sri Lankan society will be faced with a major problem of finding sufficient space for people, increasing in millions annually to live in the short run.

Therefore, the crying need firstly, to take short-term measures to arrest this calamity. Secondly, to find out the causes that have brought about this situation and finally to immediately find a permanent workable solution to stop this manmade disaster.

The problems one can visualize in the long run can become far more serious and can even go beyond our imagination for the following reasons resulting in the total disappearance of the 2566-year-old Sinhala Buddhist civilization from the face of this earth as Tamils can go to India and Muslim to countries from where they have come. But where are we going? We have no place on this earth other than this tiny island. The causes for what we are experiencing today in these regions of this type of landslides are a direct legacy we have inherited from 103 years of British colonial devastations from done for 133 years from1815 to 1948 and the 1.2 million Indian labour they left behind when they left for their home. The actual problem at stake is much wider and deeper than the NBOR report has indicated. What we are facing today is the result of cumulative causes that have been in operation for a long time on the hillsides and are attributed to many factors other than those mentioned in para 3 of the above report. Among them the most important reason was the large-scale deforestation for Coffee and Tea on these hills, running into about 1.3 million acres of never touched before as they were reserved crown forests.

The onslaught on this forest began with the opening up of these lands for Coffee. The first commercial coffee plantation was started by George Bird, in Singhapitiya, Gampola in 1824. The same year, Edward Barnes, who became Governor of Ceylon in 1824, established another plantation in Gannoruwa in 1825 (now a part of the Royal Botanical Gardens, Peradeniya). This was followed by Tea after the Coffee blight in 1869. The first tea plantation estate in Sri Lanka (Ceylon) was started in 1867 by Scotsman James Taylor in Loolekandura, in the Kandy district near Hanguranketha. Thereafter Tea cultivation spread all over the hill country in no time. This resulted in the deforestation of the entire hill country within a few years. With the expansion of the Tea industry nearly 1.3 million acres of prime jungle that remained as Thahanchi kele (protected forests) by Royal decree from the inception of Civilization in this country were removed to give way for Tea bushes sprawling all over the hill country.

 This large-scale deforestation, followed by setting fire to the forests, uprooting and stumping the felled trees, digging for planting tea and earth cutting for drains,  constructions of buildings, factories and thousands of line rooms for nearly 1.2 million indentured south Indian slave labour brought by the British to work on these newly opened up land and their discriminate cuttings and digging around the line rooms for cultivations followed by a massive network of roads and a Railway line across the country’s hilly terrain up to Badulla. These entire 1.3 million acres covered with the prime forest over the whole hill country that remained undisturbed for millennia got directly exposed to heavy rain and elements of weather got eroded and degraded and the streams dried up. The inner layers are unable to withstand this sudden weakening of the binding effect of the decaying root system and opening up of underground cleavages due to heavy exposure on the surface coupled with indiscriminate land use disturbing the underlying structural harmony of the whole hill country followed by heavy rain were the main causes of these earth slips  As the prime forest was removed the earth got dried up, streams dried up underground water deposits vanished fauna and flora disappeared. In fact, it is the aftermaths of all these destructions that we see as landslides and earth slips all over the hill country,

Now it reminds me of the famous Sinhala folk ‘tale of As if the man fallen from the tree was also attacked by the Bull” adding to all damages done by the white people to this Heartland of Mother Lanka for 133 years from 1815 to 1948,  today our own government elected by us has started to destroy it completely beyond recovery by aiding and abetting the Indian Government sponsored settlement and housing program followed by large scale building program that churn up the little physical stability left behind by the British on these hills by a massive housing and settlement building program including large scale infrastructure development projects with Indian and international funding all over the hill country with no regard whatsoever to the massive and irreversible damages already caused to the Physical stability of the Geographical Heartland of this country.

Way back in 199I, I declared this geographical area as HADABIMA of Sri Lanka since it functions as the Heart of the body of Sri Lanka. Thus, not only functionally but even analogically it resembles a heart when you turn the physiographic map of the central hill country 15 degrees clockwise with two outliers, the Rakwana hills on the right-hand side and the Dumbara hills on the left side with the central massif at the center resembling heart flanked by two lungs on either side. The peculiar radial drainage pattern of 103 rivers has their sources on these hills that flow in all directions providing the water to sustain all the water to keep the entire life system in the country guaranteeing the survival of the civilization of this Island nation.

Thus, its physical stability determines and dictates the survival of the entire life system and the civilization of this Island nation. Therefore, the need to protect its physical stability by protecting its forest cover, the land, and the river system without disturbing its critical physical stability is the main and the only watershed that decides the survival of life on this Island. When the heart stops the man dies. Similarly, the day physical stability of the central hills is not there the curtain will fall on the entire life system and the civilization of this Island. It is in this perspective one has to look at the need to protect the physical stability of these central hills.

Removing the forest cover on these hills will first make these rivers dry. All 103 main rivers in this Island have their sources on these hills. Continuous landslides and deforestation followed by land degradation and bad land use practices will soon lead to the drying up of all these rivers. Since these rivers form the life arteries that provide the water needed for the entire life system in the down-streams area in the lowland surrounding the central hill country, their drying up will lead to the extinction of life in the Island and inevitably thereafter human civilization in the country will vanish in the long run, in the lowlands around the entire Island together with the hill country.

The only way to avoid this disaster is the protect of the physical stability of the central highlands, the Geographical heartland, and the HADABIMA” of Sri Lanka just like you protect your own heart. Because as much as you die if your heart stops, the same way Sri Lanka’s entire life system and civilization will also come to an end if the physical stability of the central highlands is lost.

The first step in this mission is to declare all land above 5000 ft as strictly protected and banned area for any human intervention. Second to restore its original position and maintain it regularly.

Unfortunately, none of the governments that came to power after the so-called Independence has taken any step to arrest this devastation done to this country by the British for 133 years and to restore the status quo, that was there before 1815 as a heritage coming down from the inception of history. Instead, they also have continued to accelerate the destruction done by the invaders by cruelly stabbing the heart of the nation to death, for narrow political gains.

Even the Kandyan Peasantry Commission set up in 1949 did not look at this critical problem. I am asking the present-day government as to why it keeps deaf, blind, and dumb. Why don’t you understand the gravity of this disaster? Why can’t the NBRO who impose strict conditions on innocent native villagers imposing all unnecessary conditions when they make an application to put up a wattle and doab hut on their ancestral land, take action against this wanton national crime committed by the government under pressure from the Indian government by constructing 60,000 new houses on hill slope even over 60 degrees slope on land going up to almost 8000 ft MSL. In my opinion everybody including the Government and all government department are responsible for this crime of erasing a great nation in the world from the surface of this earth by keeping deaf, dumb and blind on this issue just to woo the votes of a band of Indian cooly labour left behind by the British high and dry, who have no love for this country.

As none of the post-independent government or any responsible citizen had opened their eyes on this subject and done their duty by a great nation who had defended and protected their motherland for 443 years (1505-1948) by paying with their lives. Therefore, I am making the following proposal on their behalf to arrest this death march and restore normalcy in the Central Hill country restoring its physical stability for the Sinhala nation to protect this heritage that comes down from the sacrifices of their brave forefathers.

To avoid this imminent disaster, I propose to the government that it should take the following steps

1 Declare all forests above 5000 ft above MSL as strictly reserved heritage forests of the country, as it had been done throughout history leaving Nuwara Eliya Bandarawela, Hakgala Botanical Garden, Ambewela farm, and the Horton Plain as tourist attractions. The road network all over the hill country must be maintained for tourist’ purposes.

2. Evacuate all settlements in the region between 3500 ft and 5000 ft msl and settle them at a lower contour that is between 1000-3500 leaving only the tea factories and allied offices to remain within the zone 3500 -5000. These settlements also will provide the labour required for the tea plantations between 3500-5000 ft msl.

The large-scale tea plantations between 3500-5000 should be managed by JEDB and SLPC, USAWASAMA, or big native private Companies. None should be given to foreigners.

3. Relocate all displaced plantation workers, who are willing to abide by the laws of the land in the area between 1000-35000 ft lands on 2 ½ acre farm lots together with landless Kandyan peasants in the adjoining villages. Here priority should be given to landless Kandyan Peasants, as they were the original owners of these lands. These settlements should be developed as mixed farm lots of the HADABIMMA model giving rise to a unique settlement model. Land allocation should be done by drawing lots to avoid discrimination. That will also help social integration between the native Sinhalese and estate Tamil labour. These farm lots will be HADABIMA model mixed farms with animal husbandry and these villages right around the hill country will also provide the labour for the 3500-6000 plantations in the neighboring estates. This settlement belt right around the central hills will develop a unique settlement model with a Kandyan forestry garden type adapted to suit the present-day socio-economic needs.

The present estate labour should cease calling themselves Naam 200 and they are Indiana Tamils.  They all should accept the historical fact that this is the land of the Sinhala nation as it has been for the past 2600 years. They also accepted the conditions in the Nehru-Kotalawala Pact of 1953 and ceased to be called Indian Tamils any longer. No Naam 200. No Malahayaha as they do now. Those who insist they want to retain this nomenclature and the Indian identity should go back to India. If they want to be identified in those terms then they should get repatriated as we cannot have Indian citizens within our territory.   But if they want to, they can observe their religion and customs in private. Those who want to integrate they can do that.  Those who refuse should go back to India or ask their colonial masters to provide land and citizenship in the UK. In the event they refuse to fall in line, with this naturalization, have no alternative but to go back either to India or the other legitimate motherland Britain as the UK is legally bound to take them back as they were British citizens at the time of their leaving this country in 1948.

Herewith I propose a pragmatic action plan to see an end to all these problems mentioned in this note, once and for all,

This Action plan if implemented will find a permanent solution for the following national problems.

1 First and foremost of them, restoring the physical stability of the HADABIMA (The central hill country) of Sri Lanka will guarantee the survival of the entire life system in this country and will protect the continuity of the civilization of this country that had been there from the dawn of history until the Sun and the Moon shall last.

2 It will solve the problem of landlessness among the Kandyan peasants, highlighted by the KPC Report 1951 but not touched up to date.

3. Thereby, partly rectify the historical injustices inflicted upon the Kandyan Sinhala patriots, the sons of the soil, whose ancestors were annihilated in tens of thousands in battle and hunger in 1817-1818 Uva Rebellion and 1848 Matale rebellions/Freedom struggles against the British colonial invaders, under orders of Brownrigg and Torrington the white murderers.

4 Solve the landlessness, unemployment problems, and other socio-economic problems of the Estate labour in the present plantation sector by converting them to respectable full native citizen status of this country.

5. It will also stop the exploitation of the estate labour by the pseudo-Indian labour leaders within the estate as feudal lords did in medieval Europe.

6. This will end the 224-year-old (1799-2023) ethnic animosity created between the native Sinhalese and these Malabar Tamils, first,  planted by the  Cleghorn report 1799 and second, by the Wesleyan Methodist Mission that met in Jan 1819 in Galle whose most important resolution, as they said was the division of Ceylon into two districts, to be designated as the Sinhalese and Tamil districts”   to destroy the native Sinhalese. They also imported Malabar Tamils, using their divide and rule policy and later used by the British as sepoys in their struggles against the native Sinhalese in the freedom Struggles of 1817-1818 Uva Wellassa and the 1848 Matale rebellion and thereafter exploited them to enrich the British and Indian Banks up to date by the British by engaging these  as cheap labour working under trying conditions.

And since the British left in1948, leaving the Indian labour  high and dry as a band of stateless destitute exploited by the feudal minded Estate Tamil labour leaders and communal Tamil politicians led by Thondaman and his heirs up to date and also by selfish native Sinhala political leaders  who woo them for their vote at every election,  (even though they never get it) and finally, using them as fodder by Indian Mandarins and politicians, partly in pursuance of their expansionist agenda and partly, to meet domestic politics exigencies of winning the 39 seats in Tamilnadu.

7.The implementation of this plan will also see the end of Tamil communal politics in the central hill country of this country.

8 With the completion of this humanitarian settlement program Sri Lanka will be relieved once and for all of the presence of the headache of an anti-Sinhala anti-Buddhist pro-Indian enclave consisting of 1.2 million band of Malabar Tamils in the Heartland of this Sinhala Buddhist Kingdom that was there for the last 2600 years and instead we will be blessed with a band of naturalized native citizens who love this as their own motherland, even better than the original Sinhalese just like the naturalized and integrated south Indians who came to this country in the medieval times, presently living in the South Western quarter of the country.

With the completion of this project, all the following institutions should be closed down.

1. Ministry of Hill Country New Villages, Infrastructure and Community Development

2. The Ministry of State Infrastructure a development

3 New Villages Development Authority for Plantation Region

and all other agencies with direct foreign intervention and funds to this sector based on ethnicity

 The practice of creating separate ministries and Institutions and appointing these plantation sector Tamil politicians to high posts,  such as Ministers and Governors, just to woo the estate sector Tamil votes should be stopped forthwith.

This is the type of houses built with Indian assistance on the central hills indiscriminately without any regard for the physical stability of the Central hill contrast time.

It is said that already 60,000 houses have been built and another 40 000 are to be built very soon.

Indian built Housing schemes in other parts of the country outside the hill country.

Pathfinder Foundation to Develop a Blueprint to Double Sri Lanka’s Growth Rate Through Accelerated Connectivity to India

The Pathfinder Foundation has formed a Study Group of Experts to develop a blueprint and framework aimed at doubling Sri Lanka’s economic growth rate through accelerated economic integration and infrastructural connectivity with India. The framework document is expected to be formally launched in March 2024. Most economic forecasts place Sri Lanka on an average growth trajectory of 3% per annum for the next decade. Such an anaemic growth rate will not help resolve Sri Lanka’s daunting social and economic challenges by any stretch of the imagination. Sri Lanka needs to think big and shift paradigms if the country is to find a way out of a seemingly hopeless predicament. As growth in the rest of the world including China continues to slowdown, India is expected to grow at above 6% per annum and will remain one of the best-performing economies in the world for the foreseeable future.While foreign investment into many regions is falling, investors are flocking to India due to its large market and emerging middle class.
Through an accelerated economic integration and physical connectivity strategy with India, Sri Lanka could take advantage of this momentum and easily double its economic growth to 6% per annum. India is already the largest source market for Sri Lankan tourism.

For example, at the end of the Second World War, the Netherlands seized the opportunity to develop its air, sea, rail, road, and energy sectors to become Europe’s distribution centre. Today, Rotterdam is the largest port in Europe, and Amsterdam is a principal global aviation hub. In fact, Singapore, too, used the Netherlands as a model for its own planning during its early stages of development. As windows of opportunity open and close quickly, it is essential for Sri Lanka to rapidly move towards becoming the principal gateway to South Asia, the Middle East, the Far East, and beyond before circumstances evolve and Sri Lanka is left behind.

Sri Lanka’s modern historical landscape has been littered with many missed opportunities. During the 1970s, in the heyday of US and European global expansion, Sri Lanka chose to nationalise Western multinationals operating in the country and as a result lost out on potential foreign investment opportunities to East Asia. Subsequently, President J.R. Jayewardene opened the economy and worked with the West and Japan to attract funding and investment for large-scale projects such as the Accelerated Mahaweli programme, port development, export-processing zones, and other infrastructure projects. Unfortunately Sri Lanka’s inability to grasp and manage the realpolitik of the Cold War period especially in terms of the Indian relationship, ultimately contributed to an intractable war that lasted nearly thirty years. In the 1980s when Japanese investors started to look abroad to relocate their industries for competitiveness, Sri Lanka was very high on the shortlist. However, despite the excellent bilateral relationship between the two countries, due to persistent civil unrest during that period, in Sri Lanka, Japanese industries chose to relocate to Malaysia, Thailand, and other East Asian countries instead. In many ways, Sri Lanka also missed the opportunities presented during the early stages of China’s economic rise. Today, China is an important investment partner for Sri Lanka, although geopolitical realities will frame how thisrelationship can be managed.

India’s dramatic transformation into a fast-growing global economic powerhouse presents Sri Lanka with yet another chance to get the country onto a fast economic growth trajectory that will integrate it with the global economy on a competitive footing. The Pathfinder Foundation Study Group blueprint and framework will conceptually present the key requirements for infrastructure connectivity between Sri Lanka and India including land, rail, ports/shipping, airports/airlines, electricity, energy/oil, telecommunications, and digital infrastructure. It will also identify other requirements that would facilitate speedy economic integration.

The Study Group will delineate an accelerated programme to achieve physical connectivity between India and Sri Lanka, while ensuring that Sri Lanka’s national security, territorial integrity, sovereignty, and unique cultural identity are safeguarded. It will also advocate an ambitious programme like the Accelerated Mahaweli programme that will seek to mobilise funding on a global level from bilateral, multilateral and international private-sector sources. There is no doubt that this is a very auspicious time for such an initiative and international support and resources will be available, Sri Lanka must have the political will to seize this rare advantage that would put Sri Lanka on track. Besides the obvious medium and long-term advantages this program will have, there will also be many short-term spin-off benefits to the local economy as well. These will help create employment and opportunities in sectors such as construction.

Once this blueprint is complete, Pathfinder will present it for discussion in Sri Lanka and internationally. Earlier this year, the Pathfinder Foundation launched a report entitled ‘Medium and Long-term Strategy for Indo-Japanese Collaboration to Support the Economic Transformation of Sri Lanka’, which was launched in both Colombo and New Delhi.

Rajiv Gandhi assassination case convict can’t be deported to UK: Centre

CHENNAI: The centre has told Madras High Court it cannot deport Murugan, one of those convicted for assassinating former Prime Minister Rajiv Gandhi, to United Kingdom, as per his request, but he can be repatriated to his home country Sri Lanka provided the island nation gives its nod. 

The Foreigners Regional Registration Officer (FRRO) of the Ministry of External Affairs (MEA), on Monday, made the submission before a division bench of Justices D Krishnakumar and P Dhanapal when a petition filed by Murugan, who was released last year, came up for hearing.

Additional Solicitor General (ASG) AR L Sundaresan, representing the FRRO, said that Murugan seeks issuance of travel documents to exit India and go to UK but such a permission or exit order cannot be issued by FRRO. The FRRO has written to the MEA, which has forwarded the papers to Sri Lankan High Commission, the ASG added.

Only if the Sri Lankan High Commission issues a passport or travel documents to the petitioner, can FRRO proceed further and issue an exit order for the petitioner to leave for his home country,” the ASG said. He mentioned that the exit order cannot be given to any other country.

Murugan is currently lodged in the special camp for foreigners in Tiruchy. He had applied for permission to travel abroad to be with his daughter in UK. The bench disposed of the petition with a direction to the state government to provide security for Murugan whenever he visits Chennai to complete formalities for issuance of a passport.

Colombo, Dec 19 (Daily Mirror) –  Archbishop of Colombo Cardinal Malcolm Ranjith today said he did inform former President Gotabaya Rajapaksa not to appoint Ali Sabry as the Minister of Justice in his cabinet.

We were disturbed about the appointment initially as we thought that the Easter Sunday attacks were done by a certain religious group which could influence Sabry. However we changed our stance when it was found out that there is another conspiracy behind the attack,” the Cardinal added.

My trust on Gotabaya Rajapaksa was lost when he appointed a subcommittee to relook at the report of the presidential commission which probed Easter Sunday attacks,” he also said.

Cardinal said the church is not prepared to meet incumbent President Ranil Wickremesinghe as the latter had told Indian journalists. We want the government to carry out a probe on the matters revealed by the Channel 4 and the presidential commission, to involve the officers who carried out the initial probe on Easter Sunday attacks on the fresh probes. We also want any future probe done under international monitors,” he also said.

Representing diaspora doesn’t make you extremist or anti-Sri Lankan – Sagala

Being part of the diaspora does not make someone an extremist or anti-Sri Lankan, says Senior Advisor to the President on National Security and Chief of Staff, Sagala Ratnayaka.

Speaking on the negative perception associated with the term diaspora” in Sri Lanka, Ratnayake explained that any Sri Lankan living in another country, regardless of ethnicity or religion, is part of the diaspora.

Ratnayake acknowledged historical events in Sri Lanka that have created distance between the country and its people, especially those living abroad. He highlighted the challenges faced by those in the diaspora who want to contribute to the country’s development but encounter bureaucratic obstacles.

Addressing the International Migrant Day at the President’s Office on Monday (Dec.18), Ratnayake emphasized the importance of engaging the diaspora and creating an environment that encourages their return and investment.

During the event, the Chief of Presidential Staff inaugurated the official website, https://oosla.lk/ for the Office of Overseas Sri Lankan Affairs.

The keynote address was delivered by Prof. Lakshman Samaranayake. In recognition of the exemplary services rendered by the Office of Sri Lankan Affairs Abroad, the Chief of Presidential Staff, along with Minister of Foreign Affairs Ali Sabry, presented Prof. Samaranayake with a commemorative memento as a token of appreciation.

Ratnayaka further said that the establishment of the Office for Overseas Sri Lankan Affairs (OOSLA) aligns with the broader economic reform process in Sri Lanka.

While emphasizing the need for transparency, the Chief of Presidential Staff underscored the importance of offering a level playing field and attractiveness to make Sri Lanka an appealing place for investment opportunities, attracting Sri Lankans living abroad to invest in the country.

The concept behind OOSLA was to create an overarching office that engages with the entire Sri Lankan diaspora. The aim is to assist Sri Lankans living abroad with issues like dual citizenship, passport renewals and obtaining information about their relations, with the broader goal of bringing together all Sri Lankans to contribute to the country’s development.

Ratnayaka acknowledged the challenges faced by Sri Lanka, including economic difficulties, and expressed optimism about the future, anticipating rapid growth by the end of 2024 or early 2025. He emphasized the need for collective effort and clear communication to ensure citizens understand the government’s commitment to improving their lives.

Meanwhile, Minister of Foreign Affairs, Ali Sabry, addressing the gathering, emphasized the significance of International Migrants Day, highlighting the challenges and opportunities associated with migration. The Minister underscored the need for Sri Lanka to proactively engage with its diaspora, including both permanent migrants and temporary workers abroad.

The Foreign Minister acknowledged Sri Lanka’s historical ties with migration, noting the shift from inward migration to the current trend of outward migration. He emphasized the challenges faced by those who have migrated and expressed the importance of creating conditions that encourage them to return to their homeland.

Minister Sabry stressed the need to recognize the contributions of Sri Lankan migrants, both permanent residents and temporary workers. He highlighted the importance of providing them with respect, dignity, and a sense of belonging, in line with the principles outlined in the country’s constitution.

He discussed the establishment of the Office of Overseas Sri Lankans (OOSLA) as a significant step towards addressing the concerns and needs of the diaspora.

Minister Sabry announced the approval of a new law establishing a Truth and Reconciliation Commission with significant powers, including the ability to provide reparations, locate missing persons, and initiate prosecutions. He sees this as a positive step towards creating an environment conducive for fair living in the country.

The lawmaker highlighted efforts to modernize services for expatriates, mentioning the aim to make all services, including immigration-related processes, accessible online. This move is intended to reduce bureaucratic hurdles and facilitate smoother interactions for Sri Lankans living abroad.

Addressing the gathering Director General of the OOSLA, V. Krishnamurthy, highlighted that in accordance with the vision of President Ranil Wickremesinghe, the office commenced its operations in January 2023. He emphasized that December 18 holds particular significance as it marks the opportune day to introduce the institution to the global Sri Lankan community.

Krishnamurthy further noted that the diaspora, amounting to approximately 3 million in number, Sri Lankans who have relocated abroad for diverse reasons, has significantly influenced and contributed to the country’s economy. This acknowledgment underscores the profound impact and positive role played by this expatriate community during the preceding period.

The event garnered participation from a distinguished assembly, including Ambassadors, High Commissioners, and Secretaries of Ministries representing foreign countries. Additionally, a substantial number of Sri Lankans residing abroad engaged in the proceedings through online technology.

Pastor Jerome accused of abusing country’s criminal justice system

Pastor Jerome Fernando, who currently remains in remand custody over his controversial remarks on several religions, has been abusing the criminal justice system in the country by filing various cases, President’s Counsel Sanjeeva Jayawardena alleged while speaking in court while appearing on behalf of a group of religious leaders.

The President’s Counsel stated this when a petition filed by Pastor Jerome Fernando, seeking a ruling to invalidate the order issued by Colombo Fort Magistrate under the United Nations International Covenant on Civil and Political Rights (ICCPR) to remand him in custody, was taken up before the Court of Appeal today (19).

The relevant petition was called before the Appeals Court Judge D.N. Samarakoon for the presenting of written submissions.

The President’s Counsel mentioned that the Pastor had initially filed a Fundamental Rights petition before the court, seeking an order preventing his arrest while naming the Inspector-General of Police (IGP), the DIG in charge of the CID, the CID director and the Officer-in-Charge (OIC) of the cybercrimes unit of the CID as the respondents of the petition.

He alleged that Fernando, who submitted another writ petition before the Court of Appeal regarding the same matter, withdrew the petition when the court was ready to consider it, and then submitted another petition related to the same matter.

The President’s Counsel accused the petitioner of trying to circumvent the law by submitting petitions to various courts regarding the same matter, while also accused him of abusing the criminal justice process in the country.

Furthermore, he mentioned that Pastor Jerome has not been given any special privilege before the law to act this way.

The Attorney General had raised preliminary objections against Pastor Jerome’s petition yesterday (19).

However, the Court of Appeal announced that the decision pertaining to the relevant preliminary objections will be delivered on Wednesday (Dec. 20).

Multiple vehicles belonging to drug dealers impounded

Nine vehicles worth Rs. 68 million owned by drug dealers have been taken into custody by the Illegal Assets Investigation Division of the Police during a 24-hour operation.

Speaking to the media, Acting Inspector-General of Police (IGP) Deshabandu Tennakoon vowed that all assets belonging to criminals, which they have acquired using ill-gotten money, would be confiscated.

Inspecting the impounded vehicles at the Illegal Assets Investigation Division in Narahenpita, the Acting Police Chief also vowed to apprehend the criminals who have fled the country to evade arrest. He emphasized that stringent measures would be taken to prevent such escape attempts.

Among the seized vehicles are two vans, three cars, one jeep, one motorcycle, and two tipper trucks.

Sri Lanka Police on Sunday (Dec.17) launched a special island-wide operation titled ‘Yukthiya’ (Justice) to crack down on drug peddling and organized crimes in the country.

Thus far, more than 4,000 arrests have been made during these special drug busts and large consignments of narcotics including heroin, ‘Ice’ and cannabis were also seized.

He said this  while marking the last day of the ‘Mahapola’ Educational and Trade Fair which was held after a decade at Ja-Ela Municipal Stadium on 17.12.2023.

Speaking on this occasion the Prime Minister stated that –

Mahapola which was revived after a decade is a special program that changed the history of Mother Lanka. This program which flows like Mahaweli River, expanded in various ways and travelled all over the country making various revolutions consequent to the initiative taken by the late Minister. Lalith Athulathmudali.

I agreed as a member of parliament who was in Parliament together with Mr. Lalith  Athulathmudali. that he added something new to the history of parliament as an  excellent orator at all times. That is why we respect him even today. As a noble democrat, he bequeathed to our parliamentary democracy a way to discuss together with his opposite ideologies. Moreover Mahapola he initiated creatively for the betterment of our future generation.

Every mother and father thinks about the future of a child. It was pointed out that the Mahapola scholarship given to the children of a large population in our countryside and cities can create such an effect by solving the big issues that children had to face in the future.

The Employee’s Provident Fund which is available in Sri Lanka and Asia has become one of the largest banks for employees. At the beginning, no one thought that such a strong bank would emerge from it. Even Mr. Lalith Athulathmudali  did not think that it would be possible to endow such a huge revolution in education.

The children who can build this country produced from Mahapola are working in various institutions of our country and internationally even today. The implementation of the Mahapola program is for the growing generation of our country. When Mahapola was started, there were few universities as you could count on your fingers. Today, there are three to four times more state universities in the country. There are more than twenty private universities too in this country.

Mahapola is a hub that transforms new information technology and science to overcome challenges. A new message has started to be sent to the country that education and knowledge can be combined under the shadow of Mahapola. This program of Mahapola says that in order to overcome challenges, we must change the tradition and become the generation of a country which overcomes new challenges.

Death and Destruction in Gaza

I do not believe that anything I say about what is happening in Gaza will affect Israeli or American policy in that conflict. But I want to be on record so that when historians look back on this moral calamity, they will see that some Americans were on the right side of history.

What Israel is doing in Gaza to the Palestinian civilian population – with the support of the Biden administration – is a crime against humanity that serves no meaningful military purpose. As J-Street, an important organization in the Israel lobby, puts it, The scope of the unfolding humanitarian disaster and civilian casualties is nearly unfathomable.”[1]

Let me elaborate.

First, Israel is purposely massacring huge number of civilians, roughly 70 percent of whom are children and women. The claim that Israel is going to great lengths to minimize civilian casualties is belied by statements from high level Israeli officials. For example, the IDF spokesman said on 10 October 2023 that the emphasis is on damage and not on accuracy.” That same day, Defense Minister Yoav Gallant announced: I have lowered all the restraints – we will kill everyone we fight against; we will use every means.”[2]

Moreover, it is clear from the results of the bombing campaign that Israel is indiscriminately killing civilians. Two detailed studies of the IDF’s bombing campaign – both published in Israeli outlets – explain in detail how Israel is murdering huge numbers of civilians. It is worth quoting the titles of the two pieces, which succinctly capture what each has to say:

‘A Mass Assassination Factory’: Inside Israel’s Calculated Bombing of Gaza”[3]

The Israeli Army Has Dropped the Restraint in Gaza, and the Data Shows Unprecedented Killing.”[4]

Similarly, the New York Times published an article in late November 2023 titled: Gaza Civilians, Under Israeli Barrage, Are Being Killed at Historic Pace.”[5] Thus, it is hardly surprising that the UN Secretary General, Antonio Guterres, said that We are witnessing a killing of civilians that is unparalleled and unprecedented in any conflict since” his appointment in January 2017.[6]

Second, Israel is purposely starving the desperate Palestinian population by greatly limiting the amount of food, fuel, cooking gas, medicine, and water that can be brought into Gaza. Moreover, medical care is extremely hard to come by for a population that now includes approximately 50,000 wounded civilians. Not only has Israel greatly limited the supply of fuel into Gaza, which hospitals need to function, but it has targeted hospitals, ambulances, and first aid stations.

Defense Minister Gallant’s comment on 9 October captures Israeli policy: I have ordered a complete siege on the Gaza Strip. There will be no electricity, no food, no fuel, everything is closed. We are fighting human animals, and we are acting accordingly.”[7] Israel has been forced to allow minimal supplies into Gaza, but the amounts are so small that a senior UN official reports that half of Gaza’s population is starving.” He goes on to report that, Nine out of 10 families in some areas are spending ‘a full day and night without any food at all’.”[8]

Third, Israeli leaders talk about Palestinians and what they would like to do in Gaza in shocking terms, especially when you consider that some of these leaders also talk incessantly about the horrors of the Holocaust. Indeed, their rhetoric has led Omar Bartov, a prominent Israeli-born scholar of the Holocaust, to conclude that Israel has genocidal intent.”[9]

 Other scholars in Holocaust and genocide studies have offered a similar warning.[10]

To be more specific, it is commonplace for Israeli leaders to refer to Palestinians as human animals, ”human beasts,” and horrible inhuman animals.”[11] And as Israeli President Isaac Herzog makes clear, those leaders are referring to all Palestinians, not just Hamas: In his words, It is an entire nation out there that is responsible.”[12] Unsurprisingly, as the New York Times reports, it is part of normal Israeli discourse to call for Gaza to be flattened,” erased,” or destroyed.”[13] One retired IDF general, who proclaimed that Gaza will become a place where no human being can exist,” also makes the case that severe epidemics in the south of the Gaza Strip will bring victory closer.”[14]



 Going even further, a minister in the Israeli government suggested dropping a nuclear weapon on Gaza.[15] These statements are not being made by isolated extremists, but by senior members of Israel’s government.

Of course, there is also much talk of ethnically cleansing Gaza (and the West Bank), in effect, producing another Nakba.[16] To quote Israel’s Agriculture Minister, We are now rolling out the Gaza Nakba.”[17]Perhaps the most shocking evidence of the depths to which Israeli society has sunk is a video of very young children singing a blood-curdling song celebrating Israel’s destruction of Gaza: Within a year we will annihilate everyone, and then we will return to plow our fields.”[18]

Fourth, Israel is not just killing, wounding, and starving huge numbers of Palestinians, it is also systematically destroying their homes as well as critical infrastructure – to include mosques, schools, heritage sites, libraries, key government buildings, and hospitals.[19]

 As of 1 December 2023, the IDF had damaged or destroyed almost 100,000 buildings, including entire neighborhoods that have been reduced to rubble.[20] Consequently, a stunning 90 percent of Gaza’s 2.3 million Palestinians have been displaced from their homes.[21] Moreover, Israel is making a concerted effort to destroy Gaza’s cultural heritage; as NPR reports, more than 100 Gaza heritage sites have been damaged or destroyed by Israeli attacks.”[22]

Fifth, Israel is not just terrorizing and killing Palestinians, it is also publicly humiliating many of their men who have been rounded up by the IDF in routine searches. Israeli soldiers strip them down to their underwear, blindfold them, and display them in a public way in their neighborhoods – sitting them down in large groups in the middle of the street, for example, or parading them through the streets – before taking them away in trucks to detention camps. In most cases, the detainees are then released as they are not Hamas fighters.[23]

Sixth, although the Israelis are doing the slaughtering, they could not do it without the Biden administration’s support. Not only was the United States the only country to vote against a recent UN Security Council resolution demanding an immediate ceasefire in Gaza, but it has also been providing Israel with the weaponry necessary to wage this massacre.[24] As one Israeli general (Yitzhak Brick) recently made clear: All of our missiles, the ammunition, the precision-guided bombs, all the airplanes and bombs, it’s all from the U.S. The minute they turn off the tap, you can’t keep fighting. You have no capability.… Everyone understands that we can’t fight this war without the United States. Period.”[25] Remarkably, the Biden administration has sought to expedite sending Israel additional ammunition, by-passing the normal procedures of the Arms Export Control Act.[26]

Seventh, while most of the focus is now on Gaza, it is important not to lose sight of what is simultaneously going on in the West Bank. Israeli settlers, working closely with the IDF, continue to kill innocent Palestinians and steal their land. In an excellent article in the New York Review of Books describing these horrors, David Shulman relates a conversation he had with a settler, which clearly reflects the moral dimension of Israeli behavior toward the Palestinians. What we are doing to these people is actually inhuman,” the settler freely admits, But if you think about it clearly, it all follows inevitably from the fact that God promised this land to the Jews, and only to them.”[27] Along with its assault on Gaza, the Israel government has markedly increased the number of arbitrary arrests in the West Bank. According to Amnesty International, there is considerable evidence that these prisoners have been tortured and subjected to degrading treatment.[28]

As I watch this catastrophe for the Palestinians unfold, I am left with one simple question for Israel’s leaders, their American defenders, and the Biden administration: have you no decency?

Lawyers who oppose acting IGP linked to drug traffickers’ cases: Tiran Alles

Colombo, Dec 18 (Daily Mirror) – Public Security Minister Tiran Alles alleged that certain lawyers who opposed the appointment of Deshabandu Tennakoon as the Acting Inspector General of Police are now appearing on behalf of cases filed by the court against notorious drug traffickers.

The Minister disclosed that these lawyers are earning billions of rupees from such cases.

Earlier, Minister Alles said that he and the Acting IGP are committed to cracking down on narcotic drugs and the underworld, irrespective of certain objections or pressures.

Accordingly, the Police launched a special island-wide operation yesterday. As a result, over 2,000 suspects have been arrested within a 24-hour period, and a substantial quantity of narcotic drugs seized.

Former Health Secretary remanded over drug imports scandal

Former Secretary of Health Ministry Janaka Chandragupta, who was arrested by the CID over the controversial human Immunoglobulin import issue, has been remanded until 27 December by the Maligakanda Magistrate’s Court.

Mr. Chandragupta was arrested by the Criminal Investigations Department (CID) after he had arrived at the CID this morning (18) to record a statement regarding the controversial substandard Human Immunoglobulin import issue.

On Thursday (Dec. 14), the Maligakanda Magistrate Lochani Abeywickrama had declared that the court finds the actions of the former Secretary of the Ministry of Health with regard to the process of purchasing the batch of ‘substandard’ human intravenous immunoglobulin (IVIG), as suspicious.

Therefore, the Magistrate also ordered that all responsible parties must be arrested and produced before the court irrespective of their positions, for the administration of justice over the providing of substandard medicine to the public.

The CID had recorded a statement from the former Health Secretary regarding the matter on two previous occasions.

Acting IGP instructs to remove activities harmful to children near schools

The Acting Inspector General of Police (IGP) Deshabandu Tennakoon has instructed to take necessary measures to inspect and remove all activities that could be harmful to children within 500 metres of schools, before the start of the new school term in February 2024.

There is a discourse within the society regarding certain things within and surrounding the schools that are unsuitable for children. Yesterday I ordered the high-ranking police officers across Sri Lanka to remove all places that sell, distribute or propagate activities harmful for schoolchildren, which are located within a 500-metre radius of all schools”, Tennakoon said.

When the next school term commences in February following the term holidays, I will not allow any such operations to continue in this country”, he said speaking during an event.

He further highlighted that strict action will be taken against such activities and establishments. 

The Acting IGP also stated that measures will be taken to remove all the things that unfavorably affect the school environment, by using the powers of Sri Lanka Police.

14 Indian fishermen apprehended for poaching in Sri Lankan waters

The Sri Lanka Navy has held 14 Indian fishermen along with an Indian trawler for poaching in Sri Lankan waters off the Kovilan Lighthouse, Kareinagar last night (17).

The Northern Naval Command had deployed its Fast Attack Craft to chase away a cluster of Indian poaching trawlers, after having spotted they were engaging in illegal fishing in Sri Lankan waters. 

In this operation, naval personnel held the Indian poaching trawler with 14 Indian fishermen, as it continued to remain in island waters off the Kovilan Lighthouse, the navy said.

The apprehended Indian fishermen and the poaching trawler were brought to the Kankasanthurai harbour and they will be handed over to the Mailadi Fisheries Inspector for onward legal action.

Thus far in the year 2023, the Navy has held 35 Indian poaching trawlers and apprehended 240 Indian fishermen for their poaching activities in island waters. Following arrest, they have been handed over to authorities for onward legal action.

The Concept of “Dukkha” in Buddhist Philosophy

The Buddhist concept of Dukkha” describes the true nature of all existence. It has a profound philosophical meaning.  The term dukka has been commonly misunderstood and misused. The word dukkha means not suffering. Suffering can be found in the pathogenic paradigm. Suffering involves somatic, mental, social, and spiritual forms of distress and causing psychopathological alterations. Suffering is a subjective experience that can involve physical, emotional, or mental pain. These types of suffering can be mitigated via therapeutic or socio-economic interventions.

Dukkha is more than subjective suffering and a vast conscious experience and words cannot fully or accurately describe it. It goes beyond the pathogenic paradigm disintegrating the internal sense of coherence.

The Buddhist concept of dukkha is not suffering, despair, anguish, misery wretchedness, or disheartenment. It is not total pessimism either. Dukkha is a multidimensional concept and a complex construct that has no precise linguistic meaning. It is a vast universal experience connected to the universal consciousness based on the reality of human life. Dukkha exemplifies the true human condition.

The mundane understanding of suffering is related to the bearing of pain, inconvenience, and distress that is connected with hopelessness. According to the Buddha, the word suffering has a deep existential meaning. It is a universal explanation of the true human condition.  

Many Western Psychologists misinterpreted the word Dukkha” or universal suffering, and they viewed it as an agonizing human condition. This was due to the mistranslation done by the French Philosopher Anatole France in the late century. Anatole France translated the word Dukkha” into French as souffrance” and then into English as suffering. Ever since many Western scholars grasped the concept of Dukkha” incorrectly. Therefore, many thought Dukkha symbolized the dark side of human existence filled with pessimism and despair.

Dukkha narrates about the veracity and the accurate nature of existence. Existence has three major characteristics: impermanence, un-satisfactoriness aka dukka, and absence of a self. These are interconnected and interdependent.

Some view Impermanence as the philosophical problem of change. It is the absence of permanence and continuity. Impermanence denies the unchanging transmigrating human soul. The universe is incredibly vast and complex and constantly changing. It is not a permanent entity. The universe has normal matter, ‘dark matter’, and ‘dark energy’ which all constantly change. Nothing is permanent in an ever-changing universe. There is no physical or mental object which is permanent. The Greek Philosopher Heraclitus once stated: “No man ever steps in the same river twice.”   The world is constantly changing. Human change on the personal level as well as on the collective level.

The phenomenal world is transitory.  According to Buddhism matter is impermanent, feeling is impermanent perception is impermanent, determinants are impermanent consciousness is impermanent. When a person tries to resist the impermanent world without understanding its true nature, dukkha arises. He does not want things to be changed. But things around him change constantly. He can never go back to the same exact moment or experience again. The person is aging. He cannot stay forever young. It creates immense distress in the person. This distress is part of dukkha. The person wants an internal life for himself and his loved ones. But death is inevitable. No one cannot escape death. Fear of death and dying process is associated with dukka.

The world is filled with illusions. The person takes many imagined mental concepts as real.  The mental-physical ego-self is a mere deception.  Although we perceive the self as a distinct conscious entity there is an illusion of self. The brain creates self-identity with perceptual illusions via neural activations. The brain takes experiences, thoughts, and behaviors into a narrative to create a mythical sense of self. According to some Neurologists, the brain is a narrative-creating machine. The reality is a subjective experience. Self is not a single unified entity, but a bundle of sensations, perceptions, and thoughts lumped together. All physical and mental existence is not metaphysically real. There is no permanent mental-physical self. Self consists of the moment-to-moment flow of consciousness. When a person is trapped in this illusion dukkha arises.

The mundane understanding of dukka is suffering, related to bearing pain, inconvenience, and distress that is connected with hopelessness. Dukka is not mundane suffering or general unhappiness, uneasiness severe mental pain, or mental agony.  If Dukkha is suffering, then suffering is impermanent. It’s not everlasting or perpetual. Suffering is a subjective experience. The word dukkha has a deep spiritual, existential, and dialectical meaning. Dukkha does not symbolize the dark side of human existence filled with dread and misery. Instead, it highlights the authentic nature of all existence. Dukkha is associated with the impermanent nature of self.

Dukkha is not a pessimistic or nihilistic concept. Dukkha represents an array of emotions from happiness to despair. Dukkha refers to a state of existential confusion and fixation on deceptiveness and deviating from the reality of existence. Dukkha is an inability to understand the true nature of existence. It is the tension, conflict, friction, resistance, and change caused by circumstances of life. The illusion of self causes dukkha. It’s an existential and spiritual crisis that every man confronts, and some find the universe irrational and meaningless. Dukkha is the conflict between a rational man and an irrational universe. Dukka is a form of absurdism that men face. It is the struggle to find meaning in a meaningless world. Dukkha is about the universal un-satisfactoriness of life. Dukkha is intertwined with the whole existence.

A worldly person experiences two types of suffering; one is mundane suffering due to low socio-economic deplorable living conditions and health-related issues. These types of suffering can be fixed through worldly interventions. The second kind of suffering which is called Dukkha suffering is more than mundane day-to-day suffering. It cannot be fixed via worldly interventions.  

Is human life being full of unbearable suffering? I have spoken with the former Gulag prisoners of the Soviet Union, Holocaust survivors, and the POWs who underwent unbearable and tortuous suffering. However, most of them concurred that despite their suffering there were happy and content moments in their lives while under bondage. Despite their suffering, they had moments of inner contentment. This may be an innate survival mechanism that humans achieve through evolution.

Mr. Smaith lived a productive life of 84 years. He had a happy childhood, a good education, and a fruitful adult life with a respectable profession. He was happily married. He was a delighted man for most of the time. He disregarded some of the life stresses, negativity, and disappointment and had a positive outlook on his life. He died at the age of 84 in his sleep without any old age suffering. Although Mr. Smith is a fictitious character, we know many people who had similar lives as Mr. Smith.  Did they ever complain life is full of suffering?

Suffering can be external. A chronically depressed person might suffer due to his erroneous worldview, his negative life philosophy, and his detrimental perceptions. A person from a war-torn region might suffer due to geo-political reasons. The internal suffering could be due to disruption of brain chemistry. Think about a person suffering from drug-resistant depression with altered brain chemistry.  He is experiencing prolonged suffering.   

Some people are not aware of their suffering. For instance, patients with Alzheimer’s disease are in an intriguing condition, yet these patients are not aware of their worldly suffering.

In the past people suffered as a result of various diseases such as smallpox, polio, measles, mumps, and rubella. With the progress of medical science, this suffering has been eradicated. Therefore, we don’t see suffering due to these infectious diseases. However cellular aging (the cell biology of aging) is a universal factor that is associated with pain and discomfort. There is a suffering from the consequences of old age.  due to bodily decline and physical/mental deterioration, there is suffering.

Suffering is a personal matter as well as a collective matter.  Universal suffering covers a wide range of human experiences, and it has physical, psychological, social, and existential dimensions. These universal characteristics are common to every human. As a result, these universal characteristics bring a conscious awareness of the self’s vulnerability. They feel that life no longer makes sense. This awareness is Dukkha.

Dukkha is not clinical depression, mundane suffering, alienation, or tiredness of life that is associated with suicidal intentions. These conditions can be treated with anti-depressants and psychotherapy. But Dukkha cannot be treated with anti-depressants. Dukkha is a profound and strong awareness of life’s universal maladies.

Some Buddhist texts state that birth is suffering. Here it does not refer to normal childbirth. Childbirth is often a happy occasion for parents. In the Buddhist context, birth refers to the birth of the ego. The birth of ego and fixation leads to universal suffering. Following ego fixation, the person is mentally preoccupied with fixed belief. He has grasped a false sense of self. When his beliefs are changed or challenged, his false sense of self is compromised, and he is experiencing discomfort and anxiety. This leads to dukkha.

Aging is suffering. However, modern scientific technology especially gene therapy decelerates the aging process. Sometimes within the next 100 to 200 years, medical science will develop anti-aging treatments and humans will be able to live 250 to 300 years. Even that will not resolve Dukkha. Because aging and demise are inevitable and finally people would experience universal suffering.

Sickness is suffering. But the medical science has found treatment for many diseases. Perhaps within another 200- 300 years’ time, humankind might eradicate 95% of infectious and non-communicable diseases including cancer. Then sickness wouldn’t be viewed as a factor that brings human suffering.  

Indeed, death is suffering. The medical science can prolong the human life span. Bio-printing technology can replace skin and other internal organs and rejuvenate the human body. Although these measures would give a long life death is unavoidable. Therefore, death will be a part of human existence. Dukkha is associated with death anxiety.

A lack of meaning in life can result in dukkha. Although people have every comfort and many materialistic things, often they are hit by meaninglessness in life. They do not have a clear sense of purpose. According to Viktor Frankl, without meaning, people fill the void with hedonistic pleasures, power, materialism, hatred, boredom, or neurotic obsessions and compulsions. A lack of meaning in life would bring dukkha.

Dukkha is not about pessimism or cynicism. Dukkha is connected with true human nature. Dukkha is not an enigma without an answer. The Buddha described the comprehensive nature of Dukka and its cessation.

Proposed Master Plan to develop the Kandyan areas-Part 111

This includes

Physical heritage reparation.

This proposal also includes   a programme of physical heritage reparation. Among other things it includes mainly three items; they are,

a)            Forest

The restoration and rehabilitation of the destructions done to the forest, land and water resources of the central hill country, as a top national priority as it forms the foundation of the entire life system and the civilization of this Island nation. It is estimated that over 600 000 acres of prime forest had been removed for coffee and tea plantations

b)            Land

 It Is estimated that 1.3 million acres of land owned by the native people, Buddhist temples and Devalas had been illegally taken over by force by the colonial government under draconian legislations like Land Encroachment Ord No 12 of 1840, Temple Land Ordinance 1853 and Wasteland Ord 1897.

 c)Rivers

In the process 103 perennial rivers, watering the lowlands around the hill country were made to dry up due to deforestation of the main watersheds in the central hills. Deforestation also led to heavy soil erosion and loss of bio diversity due to land degradation, landslides (in the hill Country) and other calamities like recurrent downstream floods and river siltation causing heavy losses to people and property in the lowlands.

Therefore, protecting the central watersheds above 3500 ft MSL is the most fundamental and crucial factor not only for future development but also in deciding the fate of the entire life system and the future civilization in this country.

In view of this despicable backdrop of failed governance with regard the Kandyan areas for 75 years as stated above, I seek the approval of the Cabinet of Ministers to this historic proposal to do justice by a great people who had sacrificed everything they had under the sun, including their own dear lives, to defend the motherland against the enemy over a period of 443 years, for us and the generations unborn.

As for me, as the son of late Philip Gunawardhana, honestly I deem it my bounden duty and unavoidable responsibility too, though already too belated, to rectify the historical injustices inflicted upon these great Kandyan people, at the first opportunity I got in my life, as the Prime minister of a government of the people, by the people and for the people, to fulfil a nations’ noble duty by them at least now.

Therefore, Cabinet approval is sought for the creation of the 

1) Kandyan Areas Rehabilitation, Development and Protection Ministry under the Prime Minister as stated under the KPC Report of 1951.

2) The Kandyan Areas Rehabilitation, Development and Protection Authority of Sri Lanka to be in charge of the implementation of the objectives mentioned in Annex 1V and all matters incidental to those objectives

3. To transfer the present Sri Lanka Hadabima Adhikaariya and the Kandudarata Urumaya Surakiime saha Savibala Ganviimei Adhikaariya with all their assets to the Kandyan Areas Rehabilitation, Development and Protection Ministry

4) to enlist the services of an expert on employment and income generation as given under item 3 above in order to make this national mission a full success.

5)To implement all the functions listed in Annexes 11, 1V and V

Annex 11

The next area of rehabilitation and reparation is heritage destruction. Usually, who write on heritage include only the cultural side. But to me it means two things, that is both cultural and physical as they are always interlinked, inter related and inter dependent. Therefore, in any programme of heritage rehabilitation and development it is important to take both these aspects in to consideration, if the desired results of rehabilitation and development are to be achieved.  This is specially so in the context of our country. (Pl: see annex 11 for details)

Usually, literature on heritage of any nation implies only the cultural side like language, religion, arts and crafts, architectural and religious monuments like buildings, statues, temple and dagabas and paintings and frescoers songs and literature, food and drinks, dresses, customs, rituals and traditions indigenous technology, administrative and legal system, the economic system. their dress and habits, human attitudes like patriotism and bravery and other nuances of human behavior.

But they don’t include the physical or natural assets like the nature of the land and its physiography, soil, its rivers and other water bodies like irrigation tanks and canals, biodiversity in fauna and flora the development and conservation of which sometimes become even more important for the survival of life and man’s survival on earth than the protection of some of the cultural heritages.  In this case the best example in our context is the central hill country of Sri Lanka. Geographically it is like a human heart both in its formation and function.  It is located almost right at the center of the Island, sloping down towards the coastal plain right round. All the rivers in the country starts there and flow down in all direction watering the rest of the country providing the water needed to sustain life in the country. If these rivers stop flowing one day, the curtain will fall on the entire life system in this country. Continuous river flow depends primarily on the physical stability of the central hill country. The stability of the hill country mainly depends on its forest cover. The physical stability of the central hill country determines and dictate the survival of the entire life system in this country. To this extent the central hill country plays the role of a heart of the living being” that is Sri Lanka.  Therefore, just like the man dies when the heart stops the Being” Lanka also, will die, the day the physical stability of the central hill country is gone. Therefore, the crucial need to protect the physical stability of the Central hill country at all cost. This lesson has t be taught to each child from his kindergarten days and every man and woman in this country should add here to this concept as a religion.

This was done during the days of the Sinhala Kings by banning all settlements and clearings on land above 3500 ft above sea level. The only exceptions were Kotmale, Welimanda and Mandaram Nuwara. All forests above that level were declared Thahanchi kele strictly prohibited forest even to enter, by Royal decree. Therefore, if you want to stop the extinction of entire life system in the whole Island leading to disappearance of civilization as well, we have to take the following steps very early.

1)Declaring all forests and lands above 5000 ft msl in the Island as strictly protected and conserved forest

2) Limit large scale tea cultivation to land above 3500 ft above sea level. They should be managed by large scale Boards either State or private, but all settlements should be banned within it confining to tea factories and offices only.

3)All settlements in the hill country should be confined to land below 3500 ft

4) land between 1000 ft and 3500 ft should be used for settlement of small holder farm families on 2 ½ acre farm lots of mixed farms. It is suggested that the landless Kandyan villagers and the displaced estate Tamils of this country who are citizens presently occupying on land between 3500-5000 to be settled on these lands as mixed village expansion settlements. That will put an end to mono Tamil settlements in the central hill country and will end Indianization of the heartland of this Island and expected to divorce all connections with India and get fully integrated to the native society just as it happened in the past. This settlement will also provide the labour required for the tea plantations between 3500-5000 ft.

This arrangement will guarantee the much-needed physical stability of the central hill country that will in turn guarantee the survival of the   entire life system in the whole Island.

(However, the Nuwara Eliya Town may be exempted from this rule. But all other hill country towns like Hatton, Talavakele and Bogawanthalawa etc should be necessarily relocated in suitable places within the 1000-3500 belt. Those who refuse to adjust to this new situation and wants to remain Indian has no alternative but to get back to India or ask UK to provide lands for them to settle down to continue as British citizens as they had been so before 1948.  Because you cannot allow two nations, one Sinhalese and another Indian’ to operate right at the center of their land of the Sinhala nation

Once this arrangement is complete then again, the paradise on earth in Sri Lanka often eulogized by many a western traveler in the medieval times will definitely reappear again on this land.

Annex 111

Although a Commission called the Kandyan Peasantry Commission was appointed in 1949 by the then Government to look in to the problems of Kandyan people on representations made by people like A. Ratnayaka, the MP for Dumbara and the Minister of Home Affairs at the time, its objectives were limited To inquire in to the socio-economic conditions of the Kandyan people and make recommendation to ameliorate them” only.

Although this Commission had done an excellent job by producing a comprehensive Report on the socio-economic conditions of these people at the time, I think The Kandyan Peasantry Commission” also has missed the wood for the trees. The Commission has failed   to look at the problems of the victims and their territory in a broader perspective of some vital areas like,

a) rectifying the historical injustices done to the natives by the invaders, by illicitly taking over their land by force under draconian land grabbing laws.

b) murdering thousands of freedom fighters, by killing some of them, savagely, violating all accepted civilized norms, executing some of them even without proper trials and banishing some of the national leaders like Ahelepola to distant countries beyond the seas to places like, Mauritius and leaving them to die as prisoners of war and criminals in unknown lands, for the noble act of defending their motherland against the invaders.

c)It also had not made any reference to the illegal, immoral and unethical Royal proclamation No 21 of Nov 1818 made by Brownrigg and the crimes committed under its cover, which unilaterally abrogated the Kandyan Convention of March 2 even before its ink was dry and the repressive military rule carried out by the invader thereafter, as pre0arranged.

 d)There is also no reference to continuing their governance under exploitation, repression and oppression, undemocratically under their Royal Proclamations ever since 1818 almost up to 1948, denying all civilized and accepted principles of natural justice to the citizens of the Kandyan Kingdom.

e) There is also no mention about the untold destruction and devastations and loss done to this country, its rich natural and physical resources, social and economic assets, age old customs and traditions and above all to Buddhism the fountain of our culture, by them.

f) There is also no reference anywhere for the need to restore what was destroyed by colonial vandalism and the need to claim compensation and to demand an apology from the oppressors for the wrongs they had done and left.

g) But the Commission supported the continuation of their tea plantations all over the hill country as a foreign exchange earner without realizing the irreparable damage it has already done and continuous to do, for the physical stability of the central highlands without realizing the environmental damage its doe to his Island nation.

h) no mention about the 12.5 million Indian labour gang that was already pausing a major demographic, political, economic and social problem to the country even by that time, not to mention perceiving future problems. I do not know as to how the KPC was planning to solve landlessness among Kandyan peasants (which they had identifies as a major problem among them) when 12.5 million Indians were occupying their ancestral land, illegally taken over by the British by force.

i) a) There is also no reference to the crying needs to restore the physical stability of the central hill country that was there in the days of the Sinhala Kings, that was functioning as the virtual heart of the body Sri Lanka.

What is even worse is The KPC Report which made extensive recommendations to ameliorate the socio-economic conditions of the Kandyan peasants was also never implemented as recommended and left justice denied to them up to date.

Annex 1V

The objecives of the Kandyan Areas Rehabilitation, Development and Protection Authority of Sri Lanka (Udarata Punaruththaana, Sanvardhana   saha Surakiime Adhikaariya).

(The Kandyan Areas Rehabilitation, Development and Protection Authority of Sri Lanka)

1 Completion of Rehabilitation of land and people by implementing the projects identified in the KPC Report to uplift the social and economic standards of people living within the Central, Uva and the Sabaragamuwa provinces and the Div. Sec Divisions අර කියපු වගා කරන යාලුවාට මේ දෙන්ඩ Contact information  of the other provinces as decided by the Board through other government line departments relevant to the subjects.

2.Implementing an aggressive and sustainable rural economic and social development through agricultural, small industrial and tourist development programme geared to employment and income generation in liaison with government departments and private organizations and individuals.

2 Implementing a Settlement Development programme in the mid country (1000—3500) by the Authority on 2 ½ acre small holder diversified farm lots. Under this scheme it is envisaged to settle 250,000 families in the 3 provinces within 5 years

3 Funding development projects initiated by other government departments. Here each line dept is expected to identify their own projects and submit them for funds. We provide funds   after project evaluation and monitor implementation to guarantee successful completion of the said projects in time.

4.Implementing other development project identified by public agencies or individuals   within the project area through the subject departments and monitoring their successful completion in time.

5) Taking action to restore the lost Physical Stability of the Central Hill Country (The Geographical Heartland- HADABIMA) of Sri Lanka on which depends the survival of the entire life system and the civilization of this country.

6) Initiating action to rectify the historical injustices done by the British to the Kandyan Sinhalese from 1815-1948 and more particularly in the 1818 and 1848 Freedom Struggles.

7)Taking action to implement a comprehensive development plan to solve the problems of landlessness, unemployment, underemployment, acute poverty and other socio- economic problems of the people living in these areas.

8) Taking action to attend to their social and infrastructure needs like roads, domestic water needs, irrigation, health, education, cultural needs marketing and administration

9) 14) Taking action to put an end to ethnic discrimination and create a socio-culturally and politically homogeneous, integrated and inward-looking Sri Lankan society in the central Sri Lanka.

10.Initiating action to demand reparation and compensation from the British Government for the destruction and devastation done to millions of acres of our land, forest, water resources and from the British government.

11 Initiating a global movement to seek compensation for centuries of land theft, genocide and cultural imperialism, large scale violation of human rights by Britain for native Sinhalese as well as Indian estate labour during the period 1797-1948.

12) Taking action to claim compensation for a) displaced native Sinhalese, their land taken over by force under draconian land grabbing laws such as the Encroachment upon Crown Land Ordinance No 12 of 1840. Temple Lands Ordinance of 1853 and Waste Land Ord of 1897 and loss of life b) compensation for the Indian indentured labour who had been subjected to exploitation from 1830s to 1948 and ill- treatment by low wages and despicable living conditions as British citizens and leaving them behind as a destitute and a stateless lot and C) the catastrophic political and economic problems willfully left behind by the British for the government of Sri Lanka.

13) Taking action to seek redress and compensation from the British Government for the native Kandyan Sinhalese as well as the laborers of Indian origin for violation of their human rights by the British colonial Government from 1815-1948.

14) Taking action to seek compensation for the destruction done by the colonial rulers to the forest, rivers, water, land and biodiversity and the havoc done to downstream areas by flood due to largescale deforestation on the highlands.

15. Taking action to return the land confiscated by the British to their original owners

The Project area covers 1/3 the area of th3 Island also 1/3 the population of the country.

That also means 1/3 the voters of the country So obviously the government that implement this programe will firstly, go down in history as the only Government that has addressed the problems of the forgotten Kandyan people and that did justice by them at last. As such the people of this area will decide as to who should govern the country in future.

Annex V

Head Office of the Ministry and the Adhikaariya Office

It is proposed that the Head office of this Ministry and the Authority should be located in Kandy being the central place of the mandated area considering the ease of delivery of services to people from an operational angle and easy access to the people on the other hand.

Staff of the Ministry and the Authority

The Secretary of the Ministry who will have authority over all activities of the Ministry and the Authority will also function as the Director General who will coordinate the work of the 3 Divisions of the Authority stated below.

Staff of the Ministry and the Authority will be kept at a bare minimum at the beginning

Board of Directors

It will be headed by the Permanent Secretary of the Ministry of KRDP who shall be an officer of Cabinet Secretary rank (SLAS)

The Ministry and the Secretariat will function from Kandy once the Cabinet paper is approved

Implementation of this programme (other than the settlement Development Programe vide item 2 above) in all three provinces will be carried out through the district administration and other government departments where the GAA/District Secs, Divisional Secs and Graama Sevaa Niladharis will act as the coordinating officers of the activities of the Authority in their respective divisions.  The services of field officers of the line ministries and departments at field level will be coordinated by the Divisional Sec and Grama Seva Niladharries

(All legislative enactments Statutes enacted exclusively for the estate Tamil community of Indian origin only stands repealed.  Ministries and all statutory organization including the Ministry for Hill Country Village and Infrastructure Development (with a ten-year special development Project with UNDP funds obtained as loans exclusively to develop the Tamil settlements on the hills), and the Upcountry new Village Development Authority   etc should be abolished. All funds allocated to these institutions will be transferred to the New KARDA. This enactment will operate as the sole legal Authority that deals with settlement of people living in the Kandyan provinces in future. The funds lying in banks and all assets belonging to them will also be transferred to the Fund of the KRDP Authority immediately

General Sir John Kotelawala Defence University’s Faculty of Defence & Strategic Studies (FDSS) and the Centre for Strategic Assessment (CSA) hosted the Signature Seminar addressing the issues of Responding to Disinformation and Building Disinformation Resilience with the gracious presence of Minister of Foreign Affairs Hon. M.U.M. Ali Sabry PC MP as the Chief Guest on December 14.

This consequential event was committed to expounding upon the intricate challenges posed by disinformation within the contemporary global landscape, with a specific focus on devising strategies to bolster resilience against this dynamically evolving threat.

The conference was structured into three distinct sessions, each delineated by the overarching themes of “Strategic & International Relations,” “Political Economic & Legal,” and “Social Engineering & Operational Challenges.” Nine distinguished speakers, comprising both international and Sri Lankan authorities, actively contributed their insights and ideas throughout the entirety of the conference. The foreign experts engaged in the discussion sharing insights from their respective national experiences while drawing some parallels with Sri Lanka. The experts represented France, India, and Malaysia, contributing valuable perspectives to the discussions.

Vice Chancellor of KDU Rear Admiral HGU Dammika Kumara, delivered the welcome address and subsequently, Hon. Ali Sabry addressed the audience underscoring the paramount significance of tackling disinformation within the realm of Strategic and International Relations.

The Foreign Secretary, Aruni Wijewardena delivered an address to the audience, emphasizing the paramount importance of fostering disinformation resilience and she extended her appreciation to KDU for its pivotal role in leading this noteworthy effort.

The first session, under the moderation of Director CSA Dr. Harinda Vidanage, delved into the nuances of Strategic and International Relations. Editor In Chief of Stratnewsglobal.in,  Nitin A Gokhale, Additional Secretary/Multilateral Affairs, MFA U.L.M. Jauhar, and Norashikin Sahol Hamid from the National Defence University of Malaysia imparted their insightful perspectives.

The second session commenced with an introduction by the moderator, setting the stage for compelling presentations by Additional Solicitor General Nerin Pulle, Actg. DG Data Protection Authority Waruna Dhanapala and Senior Vice President Global Alliances and Partnerships, John Keels Dileep Mudadeniya.

The culminating session focused on intricate subjects of social engineering and operational challenges featured presentations by Coordinator in Charge of Healthcare Donor Activities and Diplomatic Affairs, Ministry of Health Dr. Anver Hamdani, Head of Unit for Analysis and Strategic Communication / French Ministry of Foreign Affairs Charles Thepaut and Business Consultant on Digital Transformation Isura Silva.

The subsequent participants’ discussion served as a platform for diverse viewpoints on the political, economic and legal dimensions of mitigating disinformation.

The Signature Seminar on Responding to Disinformation and Building Disinformation Resilience is the first ever combined effort of the stakeholders and proved to be a beacon of erudition.

The event convened distinguished dignitaries, experts, scholars and professionals to collectively address the complexities of disinformation, fostering a holistic comprehension of the challenges and opportunities within the contemporary information landscape.

Over 80 arrested on drug charges in special island-wide police operation

The special police operations that commenced this morning (17) across the island have resulted in the arrest of 83 suspects thus far, Minister of Public Security Tiran Alles said.

The Minister stated that this includes 45 suspects who had been wanted in connection with narcotics-related offences.

Sri Lanka Police commenced a special operation from today in order to eradicate drugs trafficking and the underworld in the country.

Over 100kg of Kerala cannabis seized in Ja-Ela

The Police Special Task Force (STF) has recovered more than 100 kilograms of Kerala cannabis during a special raid carried out at a house in the Ja-Ela area. 

The raid has been carried out based on a tip-off received by the police.

The street value of the stock of Kerala cannabis is estimated to be around Rs. 20 million, according to police.

Police said that further investigations are underway regarding the incident.

Meanwhile, the police have also arrested a 38-year-old woman, along with over 68 kilograms of Kerala cannabis at a house in the Bharathipuram area of Kilinochchi.

In a separate raid, a 53-year-old woman who had sold intoxicating pills to schoolchildren has been taken into police custody along with 1,310 intoxicating pills in the Colombo 14 area.

Suspect nabbed with Hashish worth Rs. 20 mn in Wattala

Police have arrested a person while in possession of 35 kilograms of ‘Hashish’ during a special operation carried out in the Wattala area today (17).

The street value of the seized narcotics is estimated to be around Rs. 20 million, according to Police.

42 arrested with various narcotics in joint raid at Kolonnawa

A total of 42 individuals have been arrested while in possession of various narcotics including heroin, ‘Ice’ (Crystal Methamphetamine) and Cannabis during a joint raid conducted by the Police, Special Task Force (STF) and Sri Lanka Army at the ‘Sanhinda Sevana’ flats in Kolonnawa.

The raid has been carried out on the orders of Acting IGP Deshabandu  Tennakoon, Ada Derana reporter said.

A total of 156 police officers including the officers of Western Province-South Crimes Unit, 154 personnel of the Sri Lanka Army and 16 officers of Police STF had joined the special raid, which was conducted early this morning (17).

Meanwhile, the police have also used drones and police K-9 units for the operation, according to Ada Derana reporter.

During this raid, the security personnel have searched 625 individualsfrom 165 houses at the ‘Sanhinda Sevana’ flats, the police said.

Of the 42 arrested individuals, 25 were arrested on suspicion while narcotics were found in the possession of the other 17 suspects, according to police.

Moreover, police have also taken custody of several sharp weapons including swords during the raid.

Property earned through drug smuggling, underworld to be confiscated: Deshabandu

Ambalangoda, Dec. 16 (Daily Mirror)- Steps will be taken to confiscate all property and wealth earned illegally through drug smuggling and underworld activities within the next three months, Acting IGP Deshabandu Tennakkon said today.

He made this remark at an event held in Ambalangoda today.

He said underworld activities are rampant in the Western and Southern Provinces which amounts to 7 percent.

The Acting IGP said some 1,091 individuals have been identified as being engaged in underworld activities and that information on 790 among them have been gathered by now.

He said CCTV cameras have been fixed at the counters of the exit terminals at the airport to prevent them from fleeing the country with forged passports.

The Acting IGP further said that some 70,000 individuals with open warrants are at large in the country and that their whereabouts are unknown.

Minister Alles sets deadline against drugs and underworld

lpitiya, Dec 16 (Daily Mirror) – Public Security Minister Tiran Alles said that a special operation targeting drug-related activities and the underworld is set to commence tomorrow.

Minister Alles has directed Police to take stringent measures against individuals engaged in drug smuggling and underworld operations.

The Minister made these directives during a community police committee meeting in the Elpitiya Division held this morning.

A group of senior officers, including Acting Inspector General of Police Deshabandu Tennakoon attended the meeting.

Minister Alles urged the public to actively support the police force in their efforts to combat drug-related crimes and underworld activities. 

“I have given the police until June 30 only. By June 30, there should be a complete change in the drug and underworld activities in this country,” he said.

Housing Ministry to probe unauthorized lending of housing loans from 2015 -19

Colombo, Dec 17 (Daily Mirror) – Minister of Housing and Urban Development Prasanna Ranatunga has ordered a probe into unauthorized lending of housing loans in his Ministry from 2015 to 2019.

“Unauthorized lending has been done mostly in the Hambantota District,” the statement said.

An official statement from the Ministry said funds allocated for certain housing schemes under the Udagama project have been transferred to several other housing schemes.

Meanwhile, the Ministry is to start work on the construction of 98,000 houses which has been halted halfway. It has been found that work on 2,150 Udgamas has been stopped during the regime of 2015.

Meanwhile, work on 2,795 houses has been fully completed after the SLPP government came into power but work on the other houses could not be completed due to the Covid-19 pandemic.

Rendering justice to martyr Edward Henry Pedris

 Colombo, December 17: Earlier this week, the Sri Lankan cabinet decided to investigate the execution of a young Ceylonese entrepreneur Duenuge Edward Henry Pedris 108 years ago by the British for a crime he did not commit.

Pedris was sent to death by a firing squad for attempted murder.” The shots that he fired in self-defence into a mob that was converging on his shop in Pettah, had only injured a policeman. No one was killed.

Pedris, then only 27, was executed by an army firing squad in Welikade prison on July 7, 1915. The unconscionable execution was part of the widespread repression the British rulers resorted to in order to control the Buddhist-Muslim riots which they suspected were part of a sinister scheme to overthrow them.

Pedris was executed primarily to set an example to those among the newly-emerging  Sinhalese-Buddhist elite who had developed a sense of cultural and religious nationalism with a political undertone. However, contrary to the expectation of the British, Pedris’ brutal execution did not frighten the emerging Ceylonese political elite but only spurred them on.

Independent Ceylon remembered the young martyr by naming places after him and issuing a postage stamp in his honor. But the indefensibility of the British decision to execute him was not fully gone into and publicised. This lacuna will now be filled by a three-member cabinet-appointed investigating committee chaired by Anil Gunarathna, a retired Supreme Court Judge.

Shooting and Riots

Pedris was from one of the richest families in Ceylon. And like his class, was by no means anti-British. In fact, he was a member of the Colombo ‘Town Guard’, a force raised by the government to help the police in emergencies.

The Sinhala-Muslim riots had started in Kandy at the end of May 1915, and had spread to Colombo. It wreaked havoc in Pettah, the town’s main market. On 1 June, when Pedris was at his shop on Main Street Pettah, a Muslim mob, incensed by the destruction of their shops, was seen advancing towards his shop. Pedris came out, whipped out a gun and fired six shots into the crowd. One of the bullets hit police constable Seneviratne in the head. Seneviratne survived, but the charge of attempted murder was slapped on Pedris.

The police raided his house and seized a cache of arms and ammunition. He was produced before a Court Martial, and sentenced to death. The sentence, grossly out of proportion to the crime, was handed down despite contradictory evidence about the time at which the shooting took place. Further, the trial was held under Martial Law even though the shooting had taken place before Martial Law was imposed.

Appeals for clemency to the Governor Sir Robert Chalmers from the highest personages in Ceylon fell on deaf ears. Chalmers and the Inspector General of Police, Herbert Layard Dowbiggin, wanted to make Pedris’ swift execution a lesson for the other ‘ringleaders’ of the ‘anti-British’ movement such as D.S. Senanayake, F.R.Senanayake, D.B.Jayatilaka, Dr.W.A.de Silva and Dr. C.A. Hewavitharana. Like Pedris, these members of the emerging Ceylonese elite were striving to foster a new cultural nationalism based on Sinhala-Buddhist ideals. They were among 86 leading lights of the anti-drink ‘Temperance Movement’ who were imprisoned in Welikade for ‘waging war against the King’ and abetting the riots against ‘His Majesty’s Moorish (Muslim) subjects.’

Execution

On the day of the execution, at 7.30 a.m., the man in charge, Additional District Judge Arthur Charles Allnut, an Oxford University graduate and a member of the Ceylon Civil Service, lined up the 86 Sinhala-Buddhist notables in the verandah outside L-Hall in Welikade Prison, so that they could watch Pedris walk to his death.

According to Jayasena Dahanayaka, author of Deshabandhu F.R. Senanayake (Vijitha Yapa, 2011), Pedris, dressed in his Town Guard uniform, marched with his head held high and chest forward. At the site of the execution, behind the jail, Pedris was made to sit on a chair. He had just one request to make: he wanted to be shot, not by Christian or European soldiers, but by Asians. Allnut agreed and ordered the men of the 28th Battalion of the Punjab Regiment, which had been brought from India to help quell the riots, to carry out the sentence. Pedris faced the Punjabis fearlessly, rejecting a blindfold offered to him.

Sharp at 8 a.m. gunshots rang, signalling the end of the young man. Twenty minutes later, Allnut arrived at L-Hall with a posse of prison staff carrying the blood splattered chair on which Pedris had died. Showing the chair to the Ceylonese leaders lined up there, Allnut declared: Any person who commits an act of treason against the government by forming organizations like the so-called Anti-liquor Movement, will have to die facing such a fate as this.”

An infuriated F.R.Senanayake shot back : Are you such a cowardly and timid nation to shoot one of our young men and bring the chair splashed with his blood?  Aren’t you ashamed to parade the results of your foolish and stupid act to us when we are sorrowing at the demise of one of our people? Each drop of blood of this young man Pedris, who I treat as one of my own, should be considered as sacrificed in the name of the nation. If the stream of blood wetting that chair is counted in drops of blood, the British will definitely have to pay compensation.”

The killing of Pedris and the liberal use of the charge of treason in dealing with rioters and suspected instigators made the British very unpopular among the politically conscious sections of Ceylon. Even the British lawyer, Eardley Norton, dubbed this tendency as ‘Treasonitis’, a new disease afflicting Colonial Establishments all over the world.

Edmund Hewavitharana, brother of  Buddhist revivalist Don David Hewavitharana (who later became Anagarika Dharmapala) was sentenced to ‘penal servitude’ for inciting a mob to attack ‘Chrystal Palace’ a huge Muslim emporium on Keyzer Street, Pettah.   Constable Senanayake was sentenced to death for extorting money and jewellery from a Muslim businessman.

Punishments out of proportion to the crime, such as these, eventually turned the leaders of the social reformist ‘Temperance Movement’ into national political leaders demanding self-rule, albeit in a non-violent, gradualist and constitutional ways. Their efforts culminated in the British withdrawing from Ceylon and D.S. Senanayake becoming independent Ceylon’s first Prime Minister in 1948.

Reasons for excesses

There were several reasons why the British used excessive force to quell the riots. The basic reason was a lack of understanding of what was happening in the socio-cultural, political and economic life of the Ceylonese.   

A.C.Dep, the author of Ceylon Police and Sinhala-Muslim Riots of 1915, says that the relationship between the British rulers and the people of Ceylon had been as distant in 1915 as it was during the Matale rebellion in 1848 and the Uva uprising in 1818. Very few of the British administrators knew the local languages and customs, though, ironically, the Governor of Ceylon in 1915 was Sir Robert Chalmers, a well-known scholar in Buddhism with academic papers to his credit. 

But Chalmers was a bad administrator. Sir Ponnambalam Ramanathan, who had taken up the cause of the Buddhists and was also close to Chalmers, tried to meet him and persuade him to see the riots in the right perspective, but Chalmers would not see him. Some of Chalmers’ paranoia could be explained by the fact that he had just lost two sons in World War I which was then raging in Europe.

The Inspector General of Police, Herbet Layard Dowbiggin, also showed lack of understanding despite the fact that he came from a family with a long connection with Ceylon. His father was Rev. R.T. Dowbiggin, was a Sinhala scholar who had translated the bible into Sinhala, and taught Christianity to none other than Anagarika Dharmapala, the Sinhala-Buddhist nationalist.

Dowbiggin was a hardworking officer, but he tended to be untrusting in his approach and impetuous in action. The then Army commander Brig. Gen. H.H.L.Malcolm was of the same kind.    

According to A.C.Dep, the Governor did not bother to find out from the newly emerging elite, including the Mudaliyars and Muhandirams appointed by them, what was meant by the Sinhala-Buddhist National Movement and National Day,” whether it had any political content. The new elite had also made no attempts to engage the government. They passively looked on as the riots spread, giving the British the impression that they were the behind the scenes instigators.

Crucial Letter

Chalmers and Dowbiggin went by a letter written by a nephew of Ven. Hikkaduwa Sumangala Thera in 1914, which happened to fall into their hands.

The letter said: Advantage should be taken of the present opportunity to obtain our freedom from the manifold hardships we have to put up with at the hands of the heathen and coast Moorman and the Moors of Ceylon, as our object in view can be obtained as the English are at present hampered owing to the war, and because the opposing enemy will render us assistance. That the century of the British occupation of Kandy will be completed on the 2nd of March, 1915, it is the object of our association to take steps to cause rebellion in all the provinces and take possession of Kandy on that day itself.”

Army’s Induction

Since the Ceylon Police were understaffed (According to police historian A.C. Dep, there were only 2600 men in the force and these had to man 132 police stations across the island), troops had to be requisitioned from India. About 300 Indian troops of the 28th Battalion of the Punjab Regiment led by Lt.Col. Chichester were inducted.

With the imposition of Martial Law on 2 June, the police, army and volunteer corps especially the planters’ brigade, went berserk. Shoot at sight orders were issued. Miscarriage of justice took place on large scale.

Part 11

A sad tragedy we all should be ashamed of

Although, historically that is the stark truth, we all should be ashamed that nothing had been done to rectify the historical injustices done to our own heroic ancestors in the former Kandyan Kingdom, by the colonial invaders for 443 years by any government that took over the reins of government of this country in 1948, even though 75 years have lapsed, since the invaders have left the shores of the country.

Although a Commission called the Kandyan Peasantry Commission was appointed in 1949 by the then Government in an attempt to look in to the problems of Kandyan people (calling them peasants- a social group never existed in this country since the advent of Buddhism in 307 BC), its objectives were limited, To inquire in to the socio-economic conditions of the Kandyan people and make recommendation to ameliorate them” This in my opinion was only a very superficial scratching of a deep rooted national problem manifested by Western colonial plunderers over a long period of nearly 500 years (1505-1948) of brutal and savages colonial destructions of one of the greatest millennia old Eastern civilization.

The KPC never addressed the basic issues of a nation robbed of its natural wealth such as millions of acres of land, its  pristine forests and making hundreds of perennial rivers dry and a nation pauperized and culturally poorer due to ruthless colonial exploitations and depredation. The restoration of their lost birth rights and the heritage starting from 1815 up to 1948 was not given any attention. Firstly, by returning their ancestral land to their original owners, the right to restore the premier forests cover destroyed by the invaders on the prime watershed in order to restore the lost physical stability of the nation’s Heartland that led to acute soil erosion and land degradation, and the depletion of water resources and the loss of bio diversity in the geographical heartland of the country. The demographic complication of the presence of a foreign labour force of nearly 1.2 million Indian labour right at the center of the country that would bring about internal demographic, political and socio-economic problems and future geopolitical problems that threatens the political stability of the Island a nation and finally, the reparation of the lost rights of the native Sinhala people, the sons of the land who owned it for millennia

It may be that both the politicians and policy makers of the time had been debarred from looking in to other critical problems like, touching the tea plantations, the issue of the Indian labour and the crimes committed by the British on native Sinhalese, including their war crimes, genocide and murder, their draconian land policies that made thousands of native Sinhalese landless.

To that extent the KPC Report is also an incomplete public record that has failed to do justice by the Kandyan and their land. 

What is worse was that even the extensive recommendations made in the KPC Report which made to ameliorate the socio-economic conditions of the Kandyan peasants, were never implemented as recommended and left justice denied to them up to date.

For example even the first and the only 6 Year Plan 1953/54-1959/60 prepared under the findings of the KPC Report 1951 still remains unimplemented fully, due to  non-provision of funds and absence of necessary institutional arrangements and more specifically  due to objections by some of the so-called low county Sinhala politicians like M.D.H Jayawardha, the then Finance Minister who raised his objections against special treatment for a particular area and a particular group and refused to give allocations. This evinces how the black white rulers have treated their own ancestors of the Kandyan areas, who had died on behalf of them.

The chronic apathy on the part of the Kandyan present day politicians (from 1948 to date) on the other hand who should have fought the battle on behalf of their own people is even worse. The disinterest on the part of all Sinhala politicians in the Parliament, who have no feeling for their country or for their own people who had fought and died to protect this country for them, who were and who are  more interested in estate Tamil votes and their own narrow party politics than the destiny of the country and their own Sinhala voters whose ancestors had died in thousands in battle under extremely deplorable and pathetic condition as Davy had mentioned above, to protected this country, for them to do politics today and enjoy the lavish privileges of political life are responsible for this unfortunate situation. (See Annex 111 for details)

Two other eyewashes.

Meanwhile two other political” eyewashes to deceive the Kandyans, were also made in recent times by the same genre of politicians who were never committed to rehabilitate the Kandyan areas.

The first was the formation of the Udarata Development Authority under Act no 26 of 2005. This was closed down on Jan 1st 2014 by Minister Basil Rajapaksa to from his own pet project Divineguma.

The second attempt was made in 2017 to form an Authority called a Statutory Board for the protection of Kandyan Heritage. Those who sponsored this were also never concerned about the rehabilitation or the welfare of the people. This Authority   has no final Cabinet approval or an Act passed by the Parliament up to date. But it continues to operate rather illegally in the Kandy town in a rented-out building paying a monthly rental of Rs 1.2 million spending millions of public funds, looking after their own benefits.

A Nations Indebtedness to Kandyans

The whole nation is eternally indebted to the Kandyans who sacrificed their lives for 443 years on behalf of the Motherland and its people which enabled us to have a country to live today.

This sums up the 75 years of an appalling and tragic story of how the successive governments since 1948 have treated the brave and patriotic sons of the soil who had fought and died in battle in thousands to liberate this country, from three western colonial enemies for, four centuries and forty-three years.

Therefore, the crying need and the timeliness for formulating, and implementing a comprehensive rehabilitation and development Programme, for the Kandyan areas to uplift these forgotten, neglected and betrayed sons of the soil whose ancestors have protected this land by paying with their lives in thousands for us to live today in our beloved motherland and to do justice to these neglected people at least now, though belated.

It is on behalf of these patriotic freedom fighters who died on our behalf for 443 years and their victimized and destitute decedents who are landless, poverty stricken and therefore helpless, today, I am making this request for their rehabilitation, reparation and upliftment in order to do justice by a patriotic generation of people.

Needless to say, the whole nation is eternally indebted to the Kandyans who sacrificed their lives on behalf of the Motherland and the posterity.

At the same time there is also a legitimate and moral need to rectify the historical injustices done to the country and the people as   a whole.

First, by the colonial invaders, more specifically by the British by way of reparation and an open apology for the destruction and devastations done to this country and its people.

Second, by our own politicians who succeeded the colonial rulers in 1948 for the criminal negligence committed by them on their own people who protected a country for 443 years for us to live up to date.

The area proposed to be taken up for rehabilitation and development under this Authority covers 1/3 the total area of the Island also with a beneficiary population of 1/3 the total population of the country.

Proposed Political and Administrative mechanism to implement this programme.

1. A proposal to establish 

A powerful Ministry of Kandyan Rehabilitation, Development and Protection under the Head of the State as proposed by the Kandayan Peasantry Commission Report of 1951

(ශ්‍රි ලංකා කන්ද උඩරට පුනරුත්ථාන, සoවර්ධන සහ සුරැකීමේ අමාත්‍යාන්ශය)

and

2. A Kandyan Areas Rehabilitation, Development and Protection Authority of Sri Lanka under the above Ministry as the Agency in charge of carrying out the activities of the Master plan

The mandate of the Kandyan area Rehabilitation, Development and Protection Authority are as follows.

1.First,

To complete the recommendations made for rehabilitation under the Rehabilitation and the Development programme given in the first six-year plan made under the Report of the KPC 1951.

2.Second, to complete the other recommendations of the KPC Report 1951.

3.Third, to carry out a comprehensive socio-economic development programme through an intensive and sustainable agricultural livestock, small and medium industries and tourist development program geared to employment and income generation within the rural sector on 1/3 the total area of the Island with a view to raising the standard of living of nearly 7 million people there by rescuing them from abject poverty and discrimination.

4.Fourth,

To implement a comprehensive infra structure development programme like roads, irrigation facilities (anicuts, village tanks and canals ect) hospitals and Ayurvedic centers, schools, multipurpose cooperatives with banking facilities, Agrarian service centers, marketing facilities, and postal facilities etc throughout the project area.

5.Fifth,

To implement a Settlement Development programme to settle 250,000 families within the areas between 1000-3500ft msl in the above three Provinces and in the selected Divisional Secretary Divisions mentioned in para 2 to solve critical socio-economic problems prevailing in these areas such as landlessness, unemployment and abject poverty rampant and acute. This settlement and development package is based on the NADSA Development model implemented in the Districts of Kandy and Kegalla (1985-1991) that was extended to Monaragala, Badulla, Rathnapura, Nuwaraeliya from the year 1992, after its resurrection with a 12.5 m us$ WFP package obtained by me as its then Executive Director under the new name HADABIMA Authority of Sri Lanka)  

The original NADSA project (National Agricultural Diversification and Settlement Authority was confined to Kandy and Kegalla Districts, was a UNDP project started in 1978 August with the three-fold objectives of

1 Watershed Protection (management)

2 Settlement Development and

3 Agricultural Diversification

In addition to these objectives the new proposal is also geared to employment and income generation within the rural sector. leading to overall socio-economic development in the country.

6.Sixth,

To initiate a program of returning the lands of native leaders confiscated by the British to their legitimate inheritors. (See Annex 1V 12)

8. Seventh

This will be followed by a call for reparation, compensation and apology from the British government both for natives and Indian estate labour who had been exploited to the rim under most inhuman treatment. (See Annex 1V 10&11)

9 And finally,

To engage in any other activity the Authority deems appropriate to meet the lost rights and grievances of these great people and improve the standards of life of the permanent residents of the selected Divisional Secretaries Areas.

One objective of the USA’s ‘colour revolution’ in Sri Lanka aka ‘Aragalaya’ has been achieved – mission accomplished! The Sri Lankan & Indian Navies are now operating under USA-England’s Combined Maritime Force (CMF). Midst lots of blabber about ‘nonalignment’ and ‘strategic neutrality’ etc, we are about to end up embroiled in white military (naval) attacks on the Western IOR (Indian Ocean Region), already stalked by the US Central Command. This could immediately mean fighting against Ansarullah (which BBCysts call Houthi) of Yemen, against EritreaEthiopia and Somalia, and potentially against HezbollahIranSyria, and even Palestinian Liberation Movements. They aim to use us as cats’ paws to claw at our neighbors.

     So, what was the media headlining while this Anglo-US takeover was being effected? Readers can check our past ee News Indexes to verify this: The media was jabbering about Chinese ‘spy’ ships, about protracted kerfuffle between the headline-grabbing Minister of Justice and the National Aquatic Resources Research & Development Agency (NARA) over control of the mapping of the country’s ocean floor, about Tamil Nādu’s incessant poaching, and about the rare interceptions of their dangerous drugs and fake medicines (which are yet flooding the country), etc. How we can intercept contraband when allied to the main drug dealers of the world (of English Opium Wars & US Golden Triangles, anyone?) remains a mystery? It was also pointed out this week that the international (read: English) media ‘without hesitation categorizes all Chinese research vessels as spy ships’.

     The CMF is commanded by a US Navy Vice Admiral, who also serves as Commander, US Naval Forces Central Command (Navcent) and US Navy 5th Fleet (stalking the Persian Gulf, Red Sea & Arabian Sea). All 4 commands are based at US Naval Support Activity (NSA) in colonized Bahrain. CMF’s Deputy Commander is an English Royal Navy Commodore who recently visited Sri Lanka, again rather hush-hushedly.

     So, what’s going on? Wasn’t SWRD Bandaranaike murdered for also kicking the English navy out of Trincomalee & Katunayake? So, is this the end of ‘flag & anthem’ independence… of ‘briefcase independence’? (see ee Random Notes, US Navy)

• He likes to play the baba: this University of Colombo Professor S Abeyratne. ee used to mock him as Reductio Ad Abeyratne, for his ability to condense any and all trivia into the utopian talking points demanded by the white embassies: rule of law, corruption, free trade, etc. He writes a weekly column in the President’s family rag The Sunday Times. ‘Endless bribes & commissions from top to bottom’ are required to do business in Sri Lanka, he wails this week, saying villagers impudently ask, ‘What do I get? – Mata Monavadha Lebenne?’ when private businesses are set up in their communities – in this case on Temple Lands!

     He’s such a baba, but then so are the rest of these 5th-column economists. They rather attack Sinhala (nay, all Black peoples & countries) as somehow genetically corrupt. Someone should ask Mistuh Abeyratne why the English embassies (England, South Africa, Canada, Australia, New Zealand) in Sri Lanka call their chief agents, High Commissioners. Is it cos they take the highest commissions? Monavadha Oonta Lebenne? – What do they get? This he can’t & won’t, and is simply not allowed to, say.

     The USA speaks its own variable English, and calls their siccarios, Envoys (from the French for ‘on the way’, perhaps to invade!). The English & their settler colonies as well as kalusuddha colonies (India, etc) are more honest – if we choose to explore or rather excavate their English – an English never taught in our obese & flatulent English departments. These – D’Oyly’s great-grand-spawn – have never heard of England’s industrial revolution, nor of their de-industrialization of our world. This ee continues examining the metasizing of imperialist ‘supranational’ institutions under the guise of ‘aid’ and ‘development’. Premier among them is the Crown Agents Office in Sri Lanka set up way back in 1833:

• This ee charts the evolution of the OCA into England’s Commonwealth Development Corporation, originally called the Colonial Development Corporation, to use exports from colonies to pay off the vast US loans that funded their 20th century world wars. The term development’ was a cunning corporate 1950s advertising strategy led by Unilever in Africa to justify the continued dominance of companies closely linked to the English empire. Think of all the government ministries who sport the title ‘development’ now, think of the names of NGOs & banks (eg, World Bank’s real name, IBRD). This ee unearths the origins of imperialism’s fake aid business in England’s Crown Agent Office (OCA); the US World Bank’s International Finance Corporation (IFC), which under the guise of ‘poverty reduction’, is behind several so-called ‘commercial banks’ in Sri Lanka; the USA’s Millennium Challenge Corporation (MCC), which makes electricity expensive for people yet diverts it inexpensively to tourist hotels, the UN’s ‘Sustainable Development Goals’ which talk of ending ‘poverty everywhere’ and providing ‘quality education for all’ but insists on teaming up with big businesses (aka IMF).

• This ee looks at the close corporate links with NGOs and continues our charting of the corporate coup d’etat to overthrow ‘independent’ governments. In Sri Lanka, this attack is led by Unilever, one of the largest corporations in the world, who not only has captured our home market, but also controls our media. ee therefore examines the colonial origins of Unilever and the devastation it has left in its path; and also looks at the setup of an international legal system to control and plunder the resources of the world, and overthrow governments that challenge corporate domination. This involves, the ‘nefarious alliance’ between so-called NGOs like Care USASave the ChildrenOxfam etc & corporations (Unilever also claims to be an NGO!). They all seek to promote profit over justiceweakening labor laws and eviscerating workers’ protections & rights. To enforce this predatory behavior, MNCs have created a global Supreme Court (ICSID) and are raising & funding private mercenary militias (death squads) to crush labor movements, and intimidate & murder activists. Welcome to the age of perpetual war and full spectrum dominance: Gaza is meant to show us their ways…

‘Hotels, catering to foreign tourists,

bask in the luxury of subsidised electricity,

paying a mere Rs28/unit, while ordinary households

over 181 units monthly face a peak-time tariff of Rs106/unit’

This ee also reproduces the incisive criticisms of the President’s 2024 Budget by economist Dhanusha Pathirana – reproduced ironically in both the President’s family monopoly media – the Wijeya Group (WG)’s Financial Times and the Daily Mirror. Pathirana correctly points to our ruling oligarchs as ‘an unproductive rentier elite holding the country’s domestic and foreign debt hostage’. Crucially, he points to the need for industrialization. He fulminates against corruption, a favorite flogging horse for a pseudo-populist media, yet we wonder if this is the very nature of such an animal – feeding off ‘rents’ (ie, making money off money, off unproductive land, off tourism, off state access, etc). Corruption is in the very DNA of such merchants & moneylenders & high-commissioned importers of multinational goods. If our politicians & officials & capitalists were brahmacharis & bodhisattvas, would such a system produce different outcomes?

     The concern with Pathirana’s critique is that he naively absolves the IMF of culpability by suggesting that the IMF demanded direct taxes. IMF staff, however, know full well that in order to meet their ambitious fiscal targets in short order, indirect taxes are the easiest to collect for governments. Taxing the rich would require stringent capital controls & a strong government which IMF-supported policies have happily eroded over the past decades.

     Education is surely an essential, but education for what? More arts & humanities graduates to bloat government bureaucracy? More lawyers, doctors, nurses & technical workers to immigrate to the white West? In a way, funding road & infrastructure is more productive as it at least provides livelihoods for rural workers.

     It is true that taxes are low & tax holidays are excessive in Sri Lanka. But anyone who calls themselves Marxist has to ask why this is the case. It cannot just be due to the unique meanness of the Sri Lankan ruling class. It is a reflection of very low levels of productivity, requiring tax cuts to maintain profits.

     High interest payments are specifically due to the high exposure to private debt. Sections of this pseudo-Left jumped on the anti-China debt-trap narrative and helped manufacture consent for further exposure to private debt in 2015. Unlike Chinese debt, there are no records or corresponding assets of the way higher private-US-vulture-bank ISB debt has been used!

     The purpose of state-led industrialization is not just to correct market failures, but to actually build the home market, which would ensure further industrial advance, particularly in the countryside

     Finally, Pathirana refers to so-called ‘independent trade unions’. ‘Who are they ‘independent’ of? Are they those that met with US & EU ambassadors & their agents in the lead-up to the 2015 Yahapalana mess and/or during 2018’s so-called ‘coup’, or during the Aragalaya, which delivered us to the IMF? Are they just independent of mass political parties, and therefore of the people? Does their leadership reflect the social character of the membership? Do they derive their funding from members, or from foreign NGOs & CIA-backed ‘unions’ like the AFL-CIO? Do they represent the productive workers of the countryside? Or are they simply a small urban enclave representing the interests of government bureaucracy & the neocolonial service sector?

     Recall that some of these so-called independent unions were linked to certain sectarian fellow-travelers in various ‘international’ unions, all, if not mostly, based in Europe or the US. Most of whom supported the US & EU & English wars on Iraq, Syria, Libya, Palestine, etc.

• ee also reproduces the criticisms by the Nicholas father-&-son tag team, of the new Central Bank Act (CBA). They point out it is Washington (metonym for the powerful US state) who demanded that the IMF release funds only after passage of the new Act. The old Central Bank Act of 1950, also being a US Federal Reserve creation, has now outlived its purpose. The Nicholases also record that another NATO-faithful economist & WG columnist WA Wijewardena recalls that the current governor of the Central Bank, Nandalal Weerasinghe, a former IMF stipendiary, stenographed this US demand for a new CBA, much earlier on, during the 2015 US-misbegotten Yahapalana regime, while working under Governor – now criminal fugitive – Arjuna Mahendran.

     At this moment when the new pro-NATO President of Argentina, as a candidate wielded a chainsaw to indicate his anarcho-corporatist intentions for their Central Bank, the next government should not just amend the new CBA, but abolish the existing US-sculpted Central Bank, which SBD de Silva pointed out, has always opposed the independence of the country, from day one. They should establish a new People’s Bank to directly finance heavy industry and put the current Governor on public trial – along with his old boss Mahendran hiding out in rule-of-law Singapore, who CNN easily located & interviewed when the US dislodged the last President Gotabhaya Rajapakse!

• And speaking of Argentina, well known for its animal husbandry, wool, etc, this ee Focus continues sharing the Communist Party of Sri Lanka’s Alternate Program: this week examining Livestock & Dairy. Until JR Jayawardena’s post-1977 ‘open economic’ policies promoting imports, local milk production could fulfil 80% of Sri Lanka’s milk consumption needs. Now Sri Lanka produces only 45% of the demand for milk & related products. So, in a country where parents consider providing milk and milk-related products to their children as a mandatory obligationwhat is to be done?

     We should point to a curious lacuna, though. The failure to address what SBD de Silva called Staple Base Dynamism (SBD!) This refers to the practice allowed in the settler colonial countries, where primary staples were developed through dynamic rural industrial processes: milk to yoghurt to cheese, etc; wheat to flour to bread and desserts, and industrial chemicals, etc. Nonetheless, ee is pleased to continue our coverage of the CPSL’s program, of matters rarely well-detailed in other party programs (see ee Focus).

• Sri Lanka & India under US Navy – In July 2022 the Indian Navy quietly joined the USA’s Combined Maritime Force (CMF) based in colonized Bahrain. It didn’t get much media in India, for it was ‘buried 12 paragraphs deep in the joint statement issued at the end of the India-US 2+2 dialogue in Nov 2023’, in a 3-line paragraph that says less than what it means: ‘The Ministers welcomed India’s full membership of the multinational Combined Maritime Forces (CMF) headquartered in Bahrain.’ The apparent hush-hush is due to: ‘A Shift in Policy as India Joins Multinational Force Not Led by UN’ (see ee Sovereignty).

     On 2 Oct 2023, English Deputy Commander Combined Maritime Forces (CMF), Commodore (Royal Navy) Philip Edward Dennis, based in colonized Bahrain, called on SL Navy Commander Vice Admiral Priyantha Perera in Colombo. Deputy Chief of Staff & Director General Operations, Rear Admiral Pradeep Rathnayake, Naval Assistant to the Commander of the Navy & Chief Hydrographer of the SL Navy Hydrographic Service, Commodore Kosala Warnakulasooriya, Defence Advisor at the English High Commission in Colombo, Colonel Darren Woods, et al, were also reported present.

     Midst media diversion about battles between Minister of Justice Wijedasa Rajapakse and the National Aquatic Resources Research & Development Agency (NARA), the US Army Pacific Deputy Commander entered Sri Lanka ‘unheralded’, reported ee (18 Nov 2023). US Envoy Yatathvijitha Koreavay Julie Chung twitted on Nov 16 that she ‘welcomed Major General Christopher Smith, Deputy Commanding General of the US Army Pacific to explore ways to enhance our US-SL security partnership… ensuring a secure Indo-Pacific region. ee also noted that India & USA were moving ‘to grab Oceanic Surveys around Sri Lanka’.

     On 20 November 2023, Sri Lanka joined the USA’s Combined Maritime Forces in West Asia as its 39th Member. ‘We are excited to have Sri Lanka as part of CMF,’ said Vice Adm Brad Cooper, CMF commander, calling it a ‘growing international naval coalition in the Middle East, which protects some of the world’s most important waterways. The naval partnership upholds the international rules-based order (except in Palestine etc) by supporting security & stability across 3.2mn sq.mi of water encompassing some of the world’s most important shipping lanes.’

     On 4 December, the Indian Navy marked its Navy Day, which commemorates India’s attack on Karachi harbour during the 1971 War under ‘Operation Trident’. India’s navy is also gearing up to host its largest multilateral exercise Exercise Milan in Feb 2024, with over 50 countries, ‘to assist countries in the Indian Ocean Region (IOR) as the first responder & Preferred Security Partner. The Indian Navy conducts 17 multilateral and 20 bilateral exercises annually. The last edition of Milan was held off Visakhapatnam with over 40 countries.       

     Apparently, India’s Mobile Training Teams (MTT) have undertaken Operational Sea Checks of ships from ‘2 friendly countries’ – Sri Lanka & South Africa at Gokanna (aka Cheena Varaaya aka Trincomalee) & Cape Town. INS Nireekshak also conducted mix gas diving training for Sri Lankan Navy personnel in Trincomalee, in 2022-23.

     Indian Navy Survey Ships have also conducted several hydrological surveys in Sri Lanka, Tanzania, Maldives, and Mauritius, as well as joint Exclusive Economic Zone (EEZ) surveillance, as ‘requested’ by Indian Ocean littoral states such as Maldives, Seychelles, and Mauritius. And these are not spy ships, apparently.

 • ‘See the venue AKD has chosen to showcase his ‘knowledge’ of the music industry, of global supermarkets and Netflix: Uda Dumbara, a sleepy mountainous area inhabited by impoverished paddy, vegetable & highland cultivators!

     AKD should be taught about the speech given by China’s Premier Zhou Enlai at a forum on literary & artistic creations & screenplay writing in 1961. Zhou delineated physical & intellectual production and discussed class struggle & united front, to whom art & literature serve, development laws, heritage, creation & leadership in art & literature.

     Before uttering unscientific nonsense AKD should learn the ideas expressed by Marx, Engels and Lenin on art & literature, and Chairman Mao’s treatises on art & literature which have a profound relevance to countries in the East.

     Has AKD written any theoretical essay? If the JVP claims that it is a Marxist party, what extraordinary profound knowledge of Marx do they have, of the ability to apply Marxism-Leninism to the economic and political situation of Sri Lanka? Is it able to unite Marxist parties and circles into a single unit giving it political leadership? It is an affront to Lenin if we try to describe what Lenin did before the Great October.

     What ideological struggle do AKD & JVP/NPP wage against the SLPP, UNP, SJB & other splinter groups, except calling all of them horas? Is he criticizing their political & economic programs? What work have they done to unite Marxist groups & circles when it is not banned, at a time of enjoying democratic rights without any police persecution?

     What change – if the JVP is not using the term ‘Revolution’ – is the JVP going to bring about? Is it a bourgeois-democratic revolution as Lenin put forward in his Two Tactics of Social Democracy in the Democratic Revolution or A Phase of New Democracy as expounded by Mao? Both leaders said the Proletariat – Working Class – Communist Party must be the leader. Is the JVP or NPP such a party becoming the leader of the bourgeois democratic or new democratic revolution?

     Giving an interview to the Sunday Times, AKD had stated that his party’s aim will be a ‘Pohosath Janathawak – Pohosath Ratak’ (Rich People – Rich Country). All are hackneyed phrases (like ‘engine of economic growth’), nothing new in what he says; we have heard all this from all people who sought a mandate from people since Independence. These so-called engines are like the different types of locomotives the Ceylon Government Railways (CGR) has imported from its inception, which still cannot provide an efficient and effective service to commuters! What kind of ‘economic democracy’ AKD imagines, we do not know.

     How is AKD going to make people ‘rich’ is the biggest question. ‘Rich’ in what? They are ‘rich’ in rhetoric. In words, not deeds. It seems that AKD is thinking that statecraft – with apologies to Mao – is ‘a dinner party or writing an essay or painting a picture or doing embroidery’.

• Analyzing Sri Lanka’s 2024 Annual Budget – ‘Over the last 7 or 8 months our economic policymaking has been almost on autopilot – we have just been following the IMF benchmarks and what there is in the World Bank Country Partnership Framework. These are 4-year term agreements and programs and the government really doesn’t seem to be thinking about how to get either the people or the economy out of this crisis except through this IMF path, and austerity is very much a part of it. And by austerity, I mean that there is very little government expenditure for people and programs, and even investment for that matter. • Was Kissinger or Obama Worse? – ‘What is notable in the current moment, in the moralizing obituary circuit, is the framing that Kissinger was somehow uniquely evil & murderous – a moral cancer on the US body politic – and that he personally shifted US policy in this direction.

     The Wickedest Man Alive – This ‘exceptional war criminal’ framing is especially promoted by the Imperial Liberal Press, in particular the Overton window gatekeepers such as The Nation, DemocracyNow!, NY Times, and Washington Post.

     These sources draw liberally from the Bishop of Bombast, Christopher Hitchens, who described Kissinger as a ‘one-man rolling crime wave’, and his actions as ‘the wickedest thing ever done in American political history’, a moral crisis and stain on US politics. But is this characterization correct?

     Kissinger had his fingerprints all over Vietnam, Cambodia, Laos, East Timor, Chile, Argentina, Bangladesh, Cyprus, implementing or greenlighting horrific, genocidal-politicidal atrocities.  But these actions were not sui generis nor were they uniquely Kissingerian.  They had already been templated, foreshadowed, & rehearsed for by previous US policies, long before the realpolitiking Kissinger had laid his felonious fingers on the reins of foreign policy. Korea (1948-53), Indonesia (1965-66) and the Philippines (1899-1902) are some key exemplars.

     Gaza Covered with Snow – In the case of Korea, 20% of the population were killed, according to General Curtis LeMay, who designed and conducted the bombing campaign. What had been done tactically to individual cities – DresdenTokyoHiroshima – was concretized as continuous strategy for Korea: 635,000 tons of bombsmore than the entire Pacific bombing campaign, dropped in endless sorties of high explosives, cluster bombs & napalm over an entire country.

     To get a contemporary image of this, take the worst bombing of Northern Gaza – already unimaginable and unthinkable in its sheer, atrocious barbarity – imagine, eg, the devastation of the Jabaliya refugee camp – and then double the intensity of that bombing, and then magnify the theater of bombing 800-fold. Add in endless napalm and time-delayed cluster bombs – to kill anyone who tried to rescue survivors – then you have a small sense of what Korea went through. Then add snow: Korea borders Siberia, and temperatures can drop to -25 degrees Celsius. If you were bombed and somehow survived the shredding of your flesh by cluster bomb shrapnel, or its incineration by napalm, there’s a good chance you would die from exposure to cold under an open sky, as the US rolled out massive air strikes in the month of November, 73 years ago.  And still, if you survived all this, and had dug yourself into subterranean shelter, you could have been drowned later when irrigation and hydroelectric dams were attacked, and entire valleys inundated with flooding, while subjected to threats of biological & chemical weapons.’ – see ee Sovereignty, Question the Narrative that Villainizes Henry Kissinger: Correcting the memory of the obsequious butler of US empire

සිංහල බෞද්ධයාගේ තවදුරටත් වන පරිහානිය

චානක බණ්ඩාරගේ

පන්සල් යන ගමන් පල්ලි යන අය අද එමටය. මේ අයගේ ආගම කුමක්ද?

කෙනෙකුට ආගම්  2ක් තිබිය හැකිද? මෙම ලියුම්කරු කියනුයේ නොහැක කියායි.  

ආගම යනු විශ්වාසයකි.

එසේ නම්, කෙනෙකුට එකම කරුණ ගැන පරස්පරවූ ආගමික විශ්වාසයන් 2ක් තිබිය නොහැක (උදා: මරණයෙන් පසු ජීවිතය, දෙවියන් සිටීද /නැද්ද).

ආගම් අතර ඉගැන්වීම් වල ඇත්තේ බලවත් පරතරයන්ය.

යුදෙව්වන්, මුස්ලිමානුවන්, ක්‍රිස්තියානුවන් (Abrahamic religions) – සියල්ල අදහන්නේ එකම ජීවමාන දෙවියන් වහන්සේය. නමුත්, එකී ආගම් අතර මොන තරම් පරස්පරතාද? ඔවුන් යනුයේ තමනට ආවේණික ආගමික සිද්ධස්තාථානයට පමණි. මෙරට මුස්ලිමානුවෙක් ක්‍රිස්තියානි පල්ලියකට ගොස් භක්තියෙන් ඉටි පහන් පත්තු නොකරයි; ක්‍රිස්තු භක්තිකයෙක් හින්දු කෝවිලකට ගොස් භක්තියෙන් පොල් නොගසයි.

බුද්ධාගම සහ හින්දු ආගම අතරද ඇත්තේ වෙනස් වූ විශ්වාසයන්ය. එක් කෙනෙකුට මෙම ආගම් 2ම ඇදහිය නොහැක.

පන්සල් යනවා යයි කියන දේශපාලඥයින් තිරුපතිද යන්නේ සුළු ජාතික චන්ද අපේක්ෂාවෙන් නොවේද? ඉදිරියේදී, සුළු ජාතික චන්ද නොමැතිව ජනාධිපතිවරණයක් දිනිය නොහැක. රටේ නායකයා අගමැති නම් (’72 ව්‍යවස්ථාව අනුව),. මේ ප්‍රශ්ණය මෙතරම් කෙලින්ම බල නොපායි.

ආදී දෙමළ බෞද්ධයන් සිටියාය කියා මතයක් බෙදුම්වාදීන් දැන් ගොඩ නගනුයේ උතුරෙන් සහ නැගෙනහිරෙන් හමුවූ සහ දිගටම හමුවෙන ශිලා/ටැම් ලිපි, සිංහල රජවරුන් ඉදි කල ඉපැරණි ගල් කුළුණු, සඳකඩ පහන් ආදියේ දෙමළ අක්ෂර නොමැති නිසා, සිංහල නොමැති, සංස්කෘතික (Sanskrit) අක්ෂර පමණක් ඇති ඒවා සිංහලයන් නොව ද්‍රවිඩයන් – ඊනියා ආදී ද්‍රවිඩ බෞද්ධයන්,  විසින් කරන ලද නිර්මාණ බව ලොවට වංක ලෙස පෙන්වීමටයි. මොවුන් කුරින්දිහි (මුලතිව් දිස්ත්‍රික්කයේ කුරුඳුමලේ)  කරන්නේ මෙයයි.

අභාසලමෙවන් රජ විසින් කරවන ලද, 10වෙනි සියවසට අයත්, සිංහල පුවරු ලිපියක්  කුරුන්දි වල පුද බිමෙන් හමුවූ බව අති පුජ්‍ය මඩිහේ පන්ඥසීහ මහ නාහිමියන් සිය ග්‍රන්ථයක දක්වා ඇත.,

දෙමළ යනු සිංහල, හින්දි, පාලි, උර්දු, බෙන්ගාලි මෙන් වූ සංස්කෘතික (Sanskrit) සම්භවයක් ඇති භාෂාවක් නොව මුළුමනින්ම වෙනස් වූ  ‘ද්‍රවිඩියන්’ භාෂාවකි.

මිහින්තලාවට දඹදීවින් වැඩම කළ මිහිඳු හිමියනට පෙර මෙහි බුදු දහම තිබුණු බවත්, රටෙහි සිටී රජතුමා සිංහල දේවානම් පියතිස්ස නොව දෙමළ දේවානම් පියතිස්සම් බවත් බෙදුම්වාදීහු පවසත්. මේ මතයට උඩ ගෙඩි දෙන යු ටියුබයෙන් ශ්‍රී ලංකාවේ ඉතිහාසය පිළිබඳව නොනවතින ‘බනක්’ කියන පුරා විද්‍යා මහාචාර්යවරයෙක්ද ඇත (ඉතිහාසය ෆැක්ටරියක්).

මොහුට විජය නයාට අඳු කොළ මෙනි.

මහාවංශය බැහැර කරන මෙතුමාද පෙන්වීමට උත්සහ කරන්නේ සිංහලයනට පෙර මෙම භුමියේ දෙමළ අය වාසය කළ බවයි.

මේ කරුණ පෙන්වා ජාත්‍යාන්තර නිතීය යටතේ ඊලාම දිනාගැනීමට විග්නේස්වරන්, සිද්ධාර්ථන් වැන්නන් අනාගතයේදී උත්සහ දරනු ඇත.

‘ආදී ද්‍රවිඩ බෞද්ධයන්’ යන ජන කොටසක් ගැන කිසිම ඉපැරණි ඉතිහාස පොතක සඳහන් නොවේ.

එසේ නම් දැන් මෑතක සිට මෙවැනි මතයක් ජනිත වන්නේ කෙසේද? නැවතත්, මෙය ද්‍රවිඩ බෙදුම්වාදය සාක්ෂාත් කර ගැනීම සඳහා ගෙන එන ලද නව සංකල්පයක් යයි මෙම ලියුම්කරු පවසයි.

අම්බෙඩ්කාර් ද්‍රවිඩ හින්දුන්ව බෞද්ධ කල බව සැබවි (තෙලිඟු, කණ්නඩයන් මෙන්). ඒ මෑතකදීය (20 ශත වර්ෂයේ). එයද දකුණු ඉන්දියාවේය, ශ්‍රී ලංකාවේ නොවේ.

වීරෝධාර රණ විරුවෝ සිය ජීවිත පරදුවට තබා ලක් මෑණියන් රැක දුන්හ. නමුත්, යුධ ජයග්‍රණයෙන් පසු උතුරේ සහ නැගෙනහිර සිංහල බෞද්ධ පුරාවස්තු භුමි වල හින්දු කෝවිල් අලුතින් ස්ථාපනය විණ. දැනුදු සිදුවේ, විශේෂයෙන්ම නැගෙනහිර.

ඉපැරණි ගල් කුළුණුවල (සිංහල රාජධානි යුගයේ – උදා: දෙවෙනි පෑතිස් රජ සමයේ) ත්‍රී ශුල කොටා ඒවායින්  නව හින්දු කෝවිල් සාදා, ඉපැරණි කෝවිල් ලෙස පෙන්වත්.  

2015 දී ත්‍රිකුණාමලයේ දෙහිවත්තේ සිංහලයන් ගොවිතැන් කල කුඹුරු අක්කර 1000ක් පමණ ඔවුනට අහිමි විය; ජාතික වීරයෙක් තත්වයට අද රටේ පිළිගත් නැගෙනහිර පළාතේ මන්ත්‍රීවරයෙක් වන ප්‍රබල, ඉතා වයෝවෘධ, ද්‍රවිඩ දේශපාලනඥ නායකයෙකුගේ උවමනාවට (TNA) එම ඉඩම් එම පලාතට අලුතින් පැමිණ ස්ථාපිත කල ද්‍රවිඩ ජන කොටසකට හිමි විය. එතුමා එම පළාතේ දිසා ලේකම් තුමාට දුන් ‘ඕඩරයෙන්’ මේ දේ වුවා යයි දෙහිවත්ත පන්සලේ විහාරාධිපති හිමියන් මේ ලියුම්කරු සමඟ පැවසුහ.

මේ හා සමාන ‘ඕඩරයක්’ මේ වයෝවෘධ, දේශපාලනඥයා ත්‍රිකුණාමලේ දිසා ලේකම්ට මේ මෑතක දී එහි පන්සලක ඉදි කිරීම් වැඩ නතර කිරීමට උත්සහ කලත් ගරුතර මහා සංඝයාවහන්සේගේ උද්ගෝෂණ නිසා (උන් වහන්සේලා මහ පාරේ වාඩිවී සත්‍යග්‍රහ කළහ), එම වෑයම ව්‍යවර්ථ විය.

සිංහලයන් 35% පමණ වන නැගෙනහිර පළාතේ අද (ප්‍රථම වරට) ආණ්ඩුකාරවරයාද දෙමළය. ඔහු උපන්නේ තමිල්නාඩුවේය. ඔහුට සිංහල හොඳට පුළුවන්ද?

ශ්‍රී ලංකාවේ සමහර බෞද්ධයෝ ශිව, විෂ්ණු, ගණ වැනි දෙවිවරුන් අදහන බව සත්‍යකි. නමුත්, මෙය ආගම් 2ක් එකවර ඇදහීමක් නොවේ.  මේ පිළිබඳව විග්‍රහ කල හැක්කේ මෙසේය:

තමිල්නාඩුවේ මුල් බැස තිබු විජයනගර් රාජධානිය යටතේ ශ්‍රී ලංකාව පාලන කල නායක්කර් රජවරු 4 දෙනා (තෙලිඟු සම්භවය – අද අන්ද්‍රා ප්‍රදේශ්), පුර්ණ බෞද්ධ රජවරුන් බවට පත් වුවත් (රජකම හිමිවීමට මෙය අත්‍යාවශ්‍යම සාධකයක් විය) ඔවුන්ගේ දකුණු ඉන්දියානු දේවී වරුන් හින්දු භක්තිකයෝ වුහ. ඒ අයගේ ඇදහීම උදෙසා මහනුවර දළදා මාලිගා සංකීර්ණයේ හින්දු කෝවිල්ද නිර්මිත විය. රජතුමාට සේවය කල සිංහල රදළයන් සහ වෙනත් වංශක්කාරයන් ද මෙම හින්දු දෙවිවරුන් අනුකරණය කිරීම නිසා (දෙමළ කථා කළ හැකිවූ  ශ්‍රී ලංකා රජතුමා සතුටු කිරීමට) කන්ද උඩරට රාජධානියේ සාමාන්‍ය සිංහල බෞද්ධ ජනතාවද මෙම හින්දු දෙවිවරුන් ඇදහීමට පටන් ගත්හ.

නිර්මල බුද්ධාගමේ සියලු බලැති දෙවි වරයෙක්/දෙවිවරුන් නොමැති නිසා (කතරගම, සමන්, දැඩිමුණ්ඩ ආදීන් සිංහල දෙවිවරුන් බව සැබැවි), බෞද්ධයනට බුදුන් වහන්සේ වැඳ පුදා ගත් පසු මෙකී හින්දු දෙවිවරුන්ද වැඳ පුදා ගැනීම පසු කාලයේදී ප්‍රශ්නයක් නොවුවා විය හැක.

නැවතත්, බුද්ධාගමේ දෙවියන් ගැන ඉගැන්වීමක් නැත. නමුත්, බුදු රජාණන් වහන්සේට පහතින් සිටින, අවශේෂ දෙවිවරු පිළිබඳව අප විශ්වාස කරමු. සක්‍රයාද බුදුන්ට අවශේෂය.

වැඩිමනත්ම, ඒ බෞද්ධ සංස්කෘතියට අනුවය.

බෞද්ධ  සංස්කෘතියේ දෙවිවරු ගැන සඳහන්ය.

සෝම හාමුදුරුවන්ට ‘වැරදුනේ’ මෙයද? – බුද්ධාගමේ කිසිදු දෙවියෙක් නොමැති බවට උන්වහන්සේ ගේ වූ ඉතා දැඩි ස්ථාවරය.

සියවස් ගණනක් තිස්සේ දෙවියන් ද වැඳ පුරුදු ජනතාවට එක් වරම එයින් මිදිය යුතු යයි අනුශාසනා කිරීම සාධාරණ නොවේ.

දෙවිවරුන්ට පින් දීම ආදිය බුදු බණට විරුද්ධව යාමක් නොවේ. ඒ සම්බන්ධ ගාථා ඇත.

බුදුන් වහන්සේට සක්‍රයා ප්‍රමුඛ සියළු දෙවිවරුන් වන්දනා මාන කල බවට බෞද්ධ ග්‍රන්ථ දක්වයි.  

මහාවංශය සඳහන් කරන ආකාරයට විජය ලංකාවට පැමිණියේ බුදුන් වහන්සේ පිරිනිවන් පෑ දිනයේය. එයට අනුව පිරිනිවන් මංචකයේ හොත්තාවූ බුදුන් වහන්සේ ශක්‍රයා අමතා ‘සිංහබා පිත් තෙල විජය කුමර අනගත සත් සියයක් පිරිවර ඇතිව ලාට රටින් ලක්දිව් බැසේය. දේවේන්ද්‍රය මාගේ සස්න ලක්දිව්හි පිහිටන්නේය. එහෙයින් පිරිවර සහිත උහුද ලංකාවද මොනවට රකුව’ යි වදාළ සේක.”

මෙකී හින්දු දෙවිවරු බුද්ධාගමේ කොටසක් ලෙස සලකා අප අද වැඳ පුදා ගනිමු. මේ දේව කෝවිල් පිහිටා ඇත්තේ පන්සල් භූමී තුලමය – නාථ, පත්තිනි, විෂ්ණු, ගණ වැනි.

ඒ නිසා සිංහල බෞද්ධයා බුද්ධාගම සහ හින්දු ආගම යන ආගම් 2ම අදහන්නේය යයි කීම සම්ප්‍රප්ලාවකි.

වර්තමානයේ කෙනෙක් ක්‍රිස්තු පල්ලියට සහ බෞද්ධ පන්සල යන ස්ථාන දෙකටම ගොස් ඇදහීම් සිදු කිරීම මෙයට වඩා වෙනස් දෙයකි.

බෞද්ධයා ක්‍රිස්තියානි පල්ලියට ගොස් දෙවියන් ඇදහීම ‘වරදක්’ යයි මෙම ලියුම්කරු කිසි සේත් පවසනවා නොවේ. තමන් කැමති ආගමක් ඇදහීමේ නිදහස මේ රටේ ඕනෑම කෙනෙකුට ඇත.

ඔහු පවසන්නේ මේ අය ආගම් 2ක් අදහන බව පෙන්වීමට උත්සහ කරන බවත්, ඔහුගේ මතය නම්, කෙනෙකුට ආගම් 2 ක් ඇදහිය නොහැකි බවත්ය.

බොහෝ විට ඒ අය පන්සල් යන්නේ පවුලේ සෙසු බෞද්ධ අයට/ලෝකයාට පෙන්වීමට විය හැක – උපතින් බෞද්ධයන් වීම නිසා.

ඔවුන් දැන් පල්ලි යන්නේ එය ඔවුන් දැන්  වැළඳ සිටින ආගම නිසාය. එනම්, ඔවුන් බෞද්ඩ්ත්වයෙන් ගිලිහී  ක්‍රිස්තියානුවන් බවට පත්ව ඇති නිසා.

මේ නව ක්‍රිස්තියානුකරණය ශ්‍රී ලංකාව තුල සිංහල බෞද්ධ සංඛ්‍යාව අඩු වී යාමට බලවත්ම හේතුවකි.

මෙය දැන් නගර වල සිට ගම් බිම් දක්වා පිළිලයක් මෙන් පැතිර යයි  – විශේෂයෙන්ම තරුණ කොටස් අතර.

1981 සංගණනයයේ දී  ශ්‍රී ලංකාවේ ක්‍රිස්තියානුවන්  (කතෝලිකයන් ඇතුළුව) 8%කි. අද, සංගණනයක් කලහොත් එය 10% ක් පමණ පෙන්වනු ඇත. නමුත් ‘හොරෙන්’ ක්‍රිස්තියානි ආගම අදහන්නන්ද ගතහොත් (කතෝලික, ඒවාන්ජලිස්ට් ඇතුළු – සිංහල + දෙමළ) මේ සංඛ්‍යාව 12%ක් වත් විය යුතුය.

අද කොච්චිකඩේ පල්ලි යන අය අතර බොහෝ ‘බෞද්ධයෝ’ වෙත්.

1981 සංගණනයයේ දී  8%ක් වූ මුස්ලිමානුවන් අද  12%ක් පමණවත් විය යුතුය. මේ රටේ අද දෙමළ  හින්දු භක්තිකයන් 16% ඇත්නම් (ද්‍රවිඩ ක්‍රිස්තියානුවෝ 4%), රටේ මුළු සිංහල බෞද්ධ සංඛ්‍යාව 60% වඩා වැඩි විය නොහැක (මේවා හුදු අනුමාන පමණි).

මෑත කාලයේ, ශ්‍රී ලංකාව තුල සිංහල විශේෂයෙන්ම සිංහල බෞද්ධ සංඛ්‍යාව අඩු වීමට අඩිතාලම දැමුවේ 1971 – 77 දක්වා (සිංහලයන්ට පමණක් මෙන්) ක්‍රියාත්මක වුනු ‘පුංචි පවුල රත්තරන්’ සංකල්පයයි. මෙය අතිශය පුළුල් පවුල් සංවිධාන ව්‍යාපෘතියක් විය.

සිංහල බෞද්ධ සංඛ්‍යාව අඩු වී යාමට තවත් බොහෝ හේතු ඇත:

1978 දී සිරිමා – ශාස්ත්‍රී ගිවුසුම අවලංගු කිරීම සහ වතුකරයේ ද්‍රවිඩ සහෝදරයන් ලක්ෂ ගණනකට එක් වර ශ්‍රී ලාංකීය පුරවැසිබව පිළිගැන්වීම (JR රජය මඟින්), 1971 සහ 1989/90වූ  ජවිපෙ ත්‍රස්තවාදී යුද්ධ, 1995 පසු රාජ්‍ය නායකයන් සිංහල බෞද්ධත්වය අවංකවම රැකීමට ඉදිරිපත් නොවීම, මැදපෙරදිග මෙහෙකාර සේවා සඳහා අපේ වැදගත් කාන්තාවන් දස දහස් ගණනින් පිටත් කර යැවීම, බෝර්න් අගේන්/ජෙහෝවා විට්නස්/7 වන දින ඇඩ්වෙන්ටිස්ට්/පෙන්ටකොස්ටල්  වැනි ඒවාන්ජලිස්ට් ක්‍රිස්තියානි කල්ලි/කණ්ඩායම් වල අති සීග්‍ර වැඩි වීම, මෙරටට ධීවරයන් සහ වෙනත් වේශයෙන් තමිල්නාඩුවෙන් එන  නොරටුන්, මාලදිවයින්/පකිස්ථාන්/ඇෆ්ගනිස්ථානයෙන් පැමිණියායි කියන හොර නොරටුන්, අපේ බෞද්ධ ස්වාමීන්වහන්සේලා  සමහර දෙනෙක් දුෂ්ශීල වැඩ වල නිරත වීමට යොමු වීම,  30 අවුරුදු අති දරුණු යුද්ධය, 2010 පසු මෙහි වූ (දැනුත් සිදුවෙන) (ආපසු නොයන බව පෙනෙන) අධික චීන ජනගහන ව්‍යාප්තිය, දැනට දකුණේ සිදුවෙන (ආපසු නොයන බව පෙනෙන) රුසියන්/යුක්රේන් සීග්‍ර ජනගහන වර්ධනය, දියුණු රටවල් කරා වු (අදටත් සිදුවන) දැවැන්ත බුද්ධි ගලනය, විධායක ජනාධිපතිත්වය – අපගේ 14/2/23 ලිපිය බලන්න, ආදී විවිධ හේතුන් වේ.

මිශ්‍ර  ජාති/ආගම් විවාහයන් නිසා දෙමව්පියන් දරුවන්ව  ආගම් දෙකම අදහන තත්වයකට අද පත් කර ඇත.

1995 පසු, රජයන්හි ආශිර්වාදයෙන්, පුද්ගලික (රජයේ නොවන), සිංහල රුපවාහිනී සහ සිංහල FM ගුවන් විදුලි සේවා (ප්‍රධාන පුද්ගලික සිංහල  නාලිකා 3ක් හැර – දැන් ඒවා  2කි) සිංහල බෞද්ධත්වය පිරිහීම උදෙසා ඍජුව සහ රහසිගතව කටයුතු කළහ.

මෙවා දකුණු ඉන්දීය සංස්කෘතිය සිංහල බෞද්ධයාට  ආරෝපොණය කිරීමට තදින් වෙර දැරුහ (දෙමළ සංස්කෘතිය, දෙමළ චිත්‍රපට, ද්‍රවිඩ රාවණා සංකල්පය වැනි දේ අද කිසිදා නැති තරම් සිංහලයන් අතර ප්‍රචලිතය). සිහල හඬ කවන ලද දෙමළ ටෙලි ඩ්රාමා දැන් දිවා/රාත්‍රී කාලයේ සිංහලයෝ නරඹති; මෙය නව ප්‍රවණතාවයකි.

රජයන්හි අනුග්‍රහයෙන්, ‘සිංහල බෞද්ධ’ අනන්‍යතාවය සුන් කර ඒ වෙනුවට ‘ශ්‍රී ලාංකික’ අනන්‍යතාවයක් දකුණේ තැනීමට උක්ත නාලිකා (පුද්ගලික සිංහල රුපවාහිනි සහ ගුවන් විදුලි) ඉතාම සමත් ව ඇත.

උතුරේ සහ නැගෙනහිර ඇති දැඩි ‘ද්‍රවිඩ’අනන්‍යතාවය එසේම පවතී, එය ‘ශ්‍රී ලාංකික’ බවට පත්වී නොමැත. එය ‘ශ්‍රී ලාංකික’ කිරීම සඳහා කිසිවෙක් වැඩි උත්සහයන්හි  නොයෙදුනි.

පසුගිය රජයන්වල (1995 – 2019) සංහිඳියා ක්‍රියාදාමය අසාර්ථක වී ඇතැයි අප පවසන්නේ ඒ නිසායි.

අරගලකරුවන් තමන් සර්ව සාධාරණ සහ සුවිශේෂ අය යයි පවසත්. අද මේ රටේ පවත්නා ප්‍රධානතම මානව හිමිකම් ප්‍රශ්ණය වනුයේ සිංහලයාට උතුරේ සහ නැගෙනහිර ජීවත්වීමට නොහැකි වීමයි. මේ පිළිබඳව ඔවුහු ගොළුවත රකිත්.

යු ටියුබ් සමාජ මාධ්‍යකරුවන් මෙම ප්‍රශ්ණය මඟ හැර යත්.

කතරගම පුද බිම වෙත ජනයා යාම යුටියුබ් සමාජ මාධ්‍ය කරුවන් ඉතා මැනවින් නවතා/අඩු කර ඇත. වයෝවෘධ කතරගම ප්‍රධාන කපු මහතා ‘සොරෙක්’ බව කපටි ලෙස පෙන්වා ඔවුනට අවශ්‍ය වුයේ කතරගම ‘මරා’ දැමීමටද? කතරගම අද බෙහෙවින්ම හිස්ය. එම පුද බිම අවට ප්‍රදේශවල ව්‍යාපාර කරන  සිය ගණනකගේ ආදායම් බින්දුවටම මෙන් පහල බැස තිබේ.

සමහර යු ටියුබ් මාධ්‍යකරුවන් සතොස ‘මරා දැමීමේ’ කාර්යයක් භාර ගෙන තිබෙන බව පෙනේ. මෙය ප්‍රධාන සුපර් මාර්කට් ජාලා විසින් මෙහෙයවන දෙයක්ද?

 සමහර යු ටියුබ් වැඩසටහන් අනුග්‍රාහක ව්‍යවසායකයින්ගෙන් මුදල් ලබාගෙන, ඒ බව සිය ප්‍රේක්ෂකයනට නොපවසයි. මෙය සදාචාරාත්මක මාධ්‍යකාරණයක් නොවේ. අවශ්‍ය නම් මේ අයව නියාමනයට භාජනය කිරීමේ නිතී/රීති තිබිය යුතුයි. 

සමාජ මාධ්‍යකරුවනට නිදහසේ අදහස් ප්‍රකාශ කිරීමට ආණ්ඩුක්‍රම ව්‍යවස්ථාවේ 14 (අ) වගන්තිය යටතේ පූර්ණ අයිතිය ඈත. එය වාරණය කිරීමට ගෙන එන නිතී නියතයෙන්ම පරාජය කළ යුතුයි.

ආගම් 2, 3ට අනුව විවාහ මංගල්‍ය උත්සව ගන්නෝ වෙත්. මේ අය බොහෝ විට අති ධනවත් දේශපාලන ක්‍රියාකාරින්ය.  මේ අය බොහෝ විට මේවා කරන්නේ ජාති 3ම චන්ද ලබා ගැනීමටය.

මේ අය පසුපස යන සාමාන්‍ය ජනයා ද මේ දේම කරත්. මේ නිසා අපේ සිංහල බෞද්ධ සංස්කෘතිය අවුල් වේ.

විවාහ මංගලෝත්සව වලදී අපේ තරුණියෝ (මනාළියෝ) දැන් සාරිය වෙනුවට යුරෝපීය ගවුම වැඩි වැඩියෙන් අඳිති. මෙය අපේ සංස්කෘතියේ ප්‍රබල කඩා වැටීම පෙන්නුම් කිරීමකි.

අපේ ගුරුවරියන් සාරිය වෙනුවට  බටහිර ඇඳුම් අන්ද වීමට එක් සුප්‍රසිද්ධ ගුරු සංගම් නායකයෙක් දැඩි වෙහෙසක් දැරීය. ඔහු පරාජය විය.

අද ජාතික ඇඳුම ඇඳගත් පිරිමි කෙනෙක් (දේශපාලනඥයන් හැරුනු විට) බෙහෙතකටවත් හොයා ගැනීම අපහසු වන්නේ දේශපාලනඥයන් මේ ඇඳුම අපෙන් 1970 අග භාගයේ සොරකම් කල නිසායි.

මේ විගඩම මුළින්ම පටන් ගත්තේ 1930/40 ගණන්වල SWRD බණ්ඩාරනායක, JR වැන්නෝයි. ඔවුහු තම නිවෙස්හිදී ටයි කෝටි හැඳ සිටියහ. හැඳි ගෑරපුවෙන් කිරි බත් කෑහ. මේ දෙදෙනාගේම මුතුන් මිත්තෝ 18වෙනි ශත වර්ෂයේ අග භාගයේදී දකුණු ඉන්දියාවෙන් මෙරටට පැමිණ, සිංහල නම් ගත් ද්‍රවිඩයෝය (පිළිවෙලින් නීල පෙරුමාල් සහ තම්බි මුදියන්සේ පරම්පරාවල්).

උදයට ජාතික ඇඳුම හැඳ සවසට යුරෝපිය කලිසම්, ෂර්ට් අඳින – තරු 5 හෝටල්වලට ගොස් විස්කි බී ආලින්ගනයේ යෙදෙන, වර්තමාන දේශපාලනඥයන් තමනටම බොරු කරගනිත්.  එදා ජාතික ඇඳුම ඇන්ඳ අපේ වැඩිහිටියන්ගෙන් ඉමහත් ප්‍රෞඩත්වයක්, ආඩම්බරකාරී පෙනුමක් විද්‍යාමාන විය. මේ අය අතර විදුහල්පතිවරුන්, ගුරුවරුන්, වෙද මහතුන්, රාජ්‍ය සේවකයෝ වුහ.

පවුල්වාදයට පින් සිදු වන්න දේශපාලනයට පැමිණි (අද බොහෝ දේශපාලනඥයෝ මෙසේය) තරුණ ඇමතිවරු පිරිසක් අද (2022 මැද භාගයෙන් පසු) සිය ජාතික ඇඳුම් පසෙකලා ඉතා වටිනා, උසස්ම ලේබලවල ටයි කොට් හැඳ වැඩට බැස ඇති බව දුටු විට සිනහ පහළ වේ.

මෙවැනි සංස්කෘතික පිරිහීම් ගැන සමාජයේ කිසිම කථිකාවක් නැත.

ගතානුගතිකත්වය හොඳ නැතැයි එක් දේශපාලන පක්ෂය නායකයෙක් ඊයේ පෙරේදා සිය පක්ෂ වේදිකාවේදී අවධාරණය කරමින් කියා සිටියේය. ඒ, ළඟදී ඇමරිකාවට ගොස් පැමිණී නිසාවත්ද?

ගතානුගතිකත්වය ප්‍රතික්ෂේප කරන රටක ජනතාව තමන් කවුද කියා නොදනී.

එංගලන්තයේ කොන්සර්වටිව්, ඕස්ත්‍රේලියාවේ ලිබරල්, ඇමරිකාවේ රිපබ්ලිකන් පක්ෂ ගතානුගතිකත්වය ආරක්ෂා කිරීම සඳහා ඇප කැප වුනු පක්ෂයි.

ගතානුගතිකත්වයට, සම්ප්‍රදායට, සංස්කෘතියට, සභ්‍යත්වයට, සාර ධර්මවලට ගරු නොකරන සමාජයකට පැවැත්මක් නැත. අප සමාජය කඩා වැටෙමින් පවතින්නේ මේ නිසායි.

රටේ සිදුවන විවාහ ප්‍රමාණය ඉමහත් ලෙස පහත වැටී තිබේ. දික්කසාද වැඩිවී තිබේ. තවදුරටත් වැඩිවනු ඇත.

බටහිර සමාජයන්හි දික්කසාද දැන් අඩුවෙමින් පවතී (උදා: ඕස්ත්‍රේලියාවේ සුදු ආවේනිකයන්, එහි වෙසෙන ශ්‍රී ලාංකික/ඉන්දීය සංක්‍රමණිකයන්). 

දියුණු රටවල විවාහ වී ජීවත් වන්නන්ට (දරුවන් සිටින්නවුන් නම් දරු පවුල්  සමඟ) සමාජයේ වැඩි ගෞරවයක්, අභිමානයක් ලැබේ. ඒ නිසා, බොහෝ දෙනෙක් එම සංකල්පය අනුකරණය කිරීමට උත්සහ ගනිත්. රජයන් දරු පවුල් රැකීමට අයවැයන් මඟින් බොහෝ සහන සලසයි.

ශ්‍රී ලංකාවේද තිබුනේ එවන් පාලන ක්‍රමයකි/සංස්කෘතියකි.  

සීග්‍රයෙන් බිඳ වැටෙමින් යන අපේ ගතානුගතික පවුල් සංස්ථාව අප විසින් ආරක්ෂා කළ යුතුවේ.

අද වැඩි ප්‍රවනතාව සමනළ සමාජයක් කරා යාමයි. කොවිඩ් නිසා අභාවප්‍රාප්ත වූ හිටපු ඇමතිවරයෙක් මෙයට හොඳ අත්තිවාරමක් දැමීය.

සමලිංගිකයනට හිරිහැර කිරීම වැරදිය.

සමලිංගික විවාහ මේ රටේ පිළිගත නොහැක.

එක් වරම අධික ආදායම් බදු බර පටවන, ජනතාව මත අධි උද්ධමනය/වෙනත් බර පටවන සමයක, විවාහ වී දරු පවුලක් ආරම්භ කිරීම කෙසේ වෙතත් තමන්ගේ ජීවිතය පවත්වා ගෙන යාම කරනුයේ කෙසේදැයි නුතන තරුණ තරුණියෝ තුෂ්නිම්භූතව කල්පනා කරත්. ළඟදීම සියළු භාණ්ඩ සහ සේවාවලට VAT 18%කි.

ජවිපෙ බලයට පැමිණිය හොත් බෞද්ධාගමේ ආරක්ෂාව පිණිස ව්‍යවස්ථාවේ 9වෙනි වගන්තියෙන්  ලබා දී ඇති ප්‍රමුඛත්වය නැති කරයිද? මේ පිළිබඳව ඔවුන්ගේ ස්ථාවරය ප්‍රකාශ කළ යුතුයි.

විජේවීර මහතා සටන් කලේ මෙවැනි දේ ආරක්ෂා කිරීමටය. රටේ ඊලම බිහි කිරීම, පළාත් සභා හඳුන්වා දීමට  ඔහු තදින්ම විරුද්ධ විය. 1980 දශකයේ (2වෙනි) අරගලය අරඹා තම ජීවිතය ඒ සටන් වෙනුවෙන් පුද කළේය. අද ජේවීපිය?

අපට 9වෙනි වගන්තිය (ව්‍යවස්ථාවේ) මුළින්ම ලබා දුන්නේ සිරිමා  බණ්ඩාරනායක මැතිණියයි – 1972 ව්‍යවස්ථාවෙන්.

එක් රටක්/එක් නිතීයක් වුවත්, මුස්ලිමානුවන්ට මුස්ලිම් කාති උසාවි මඟින් (දිස්ත්‍රික් උසාවි නොවේ) , සාපේක්ෂව, දික්කසාද ඉතා ඉක්මනින් ලැබේ.  ඔවුනට අවශ්‍ය නම් උපරිමව විවාහ 4ක් සඳහා වුවද අයැදුම් කල හැක. සිංහලයන්/ද්‍රවිඩයන් දික්කසාද ලබා ගැනීම සඳහා වසර ගණන් රටේ දිස්ත්‍රික් උසාවි බංකු මත හිඳ  සිටිනු දක්නට ලැබේ. ඔවුනට දික්කසාදය ලැබෙන විට සමහර විට ඔවුන්ගේ දෙමව්පියන් වියපත්ව මරණයට ගොසිනි.

නැවත විවාහයක් කර ගැනීමට නොහැකි තරමට ඇතැම් දික්කසාද ලාබීහු වියපත්ව ගොසිනි; නැත්නම් අධි පීඩනයට ගොදුරුව හෝ ලෙඩ දුකින් පෙළෙති.  

දික්කාසද නොවී නැවත විවාහයක් කර ගන්නා සිංහලයා හෝ ද්‍රවිඩයා bigamy යටතේ සිර දඬුවම් පවා විඳිය හැක.

යල් පැන ගිය දික්කසාද නිතී කලානුරූප කිරීමට රජයනට කිසිම උවමනාවක් නැති බවක් පෙනෙන්නට තිබුණි.  බොහෝ රටවල් අද ‘No Fault Divorce’ ක්‍රමය ක්‍රියාත්මක කරයි. එය හොඳය.

එනම්, දික්කසාදය ලබා ගැනීමට හේතු කාරක දැක්විය යුතු නොවේ. එක් පාර්ශවයක් කැමති නම් දික්කසාදය ලැබේ. ගරු අධිකරණය විසින් දේපළ බෙදීම/වන්දි ගෙවීම්, දරුවන්ගේ වාසය/නඩත්තු ආදීය පිළිබඳව සොයා බලනු ඇත.

පාස්කු ප්‍රහාරයෙන් පසු අතුරුදහන් වූ, බොහෝ රටවල තහනම් ව ඇති නිකාබය/බුර්කාව නැවත උඩට පැමිණෙමින් තිබේ.  මෙය සමහර මුස්ලිම් රටවල්ද (සීමා සහිතව) ඇතුළු ලොව රටවල් 28 ක පමණ තහනම් වී ඇත.

ඒවා මේ රටේ නැවත ඇඳිය යුතු නැතැයි මුළු රටම වාගේ පාස්කු ප්‍රහාරයෙන් පසු පිළිගෙන තිබුණි. නිතී මඟින් එය එකළ  තහනම් කල හැකිව තිබුනද පිටකොන්දක් නොමැති, අද බොරුවට පාරම් බාන,  රාජ්‍ය නායකයෙක් එකළ ජනාධිපති ලෙස විය.

සෙසු ජාතීන් සමඟ මනා මිත්‍රත්වයෙන් මේ රටේ ජීවත්වන මුස්ලිම් ජනතාවගෙන් වැඩිතරය මේ ඇඳුම වලට අකැමතිය.

හිජාබය හොඳය.

1995 පසු රට පුරා හතු පිපෙන්නාක් මෙන් හෝටල් කාමර/මසාජ් සෙන්ටර් නමින් සමහර විට ගණිකා නිවාස  ආදිය මතු වී ඇති නිසා ස්ථිරසාර පවුල් ජිවිත කෙසේ වෙතත් තාවකාලික සතුට සොයා යාමට අප රටේ තරුණයන්/වැඩිහිටියන් වැඩි වැඩියෙන් පෙලම්භී ඇත.

මෙය අප රටේ සංස්කෘතිය/සභ්‍යත්වය කෙලසීමට ආ ප්‍රවණතාවකි – 1995න් පසු ආරම්භ වූ.

ඉතාම කණගාටු දෙය නම් පාසැල් යන දරුවනටද මේ ආගම් 2 විගඩම, ලිංගික උත්තේජන වැනි දේ වැඩි වැඩියෙන්  ආරෝපණය කිරීම සිදු වීමයි. පෙළ පොත් වලට නොමනා ලිංගික අධ්‍යාපන පාඩම් ඇතුළු කිරීමට විරුද්ධව කටයුතු කල ගරුතර ස්වාමීන්වහන්සේට ජාතියේ ප්‍රණාමය හිමි විය යුතුයි.

කොන්ඩම් රැගෙන ළමුන් පාසැල් යා යුතුයයි වැනි දෙයක් එක් වෛය්ද්‍යවරියක් ඊයේ, පෙරේදා ප්‍රකාශ කර තිබුණි.

පෙළ පොත් වල ශ්‍රී ලංකා ඉතිහාසය විකෘති කිරීම නිවැරදි කිරීමට අධ්‍යාපන අමාත්‍යාංශය පියවර ගෙන තිබේද? එසේ නොමැති බවයි පෙනීමට තිබෙන්නේ.

ඉතිහාසය පෙළ පොත්වල වැරදි ගොඩකි.

සිංහලයාට පෙර ද්‍රවිඩයන් මෙහි වාසය කර ඇති බව, මිහිඳු හිමි බුදු දහම රැගෙන ඒමට පෙර මෙහි බුදු දහම පැවතියේය වැනි දේ පිළිබඳව රහසිගත ඉඟි මේ පෙළ පොත් මඟින් ළමා මනසට අඩංගු කර තිබේ.

බුදුරජාණන් වහන්සේ 3 වරක් ශ්‍රී ලංකාවට වැඩිය බව සැබවි. ඒ වාරයන්හි උන්වහන්සේ ශ්‍රී ලංකා වැසියනට බුදු දහම දේශනා කළ සේක කියා කථාවක් දැන් හැදී ගෙන යයි.  බුදුරජාණන් වහන්සේ වැඩියේ මෙහි යුධ සමනය, සමන් දෙවි ආරාධනය වැනි සුවිශේෂ කටයුතු සඳහායි. මෙහි ශ්‍රාවකයන් හෝ දායකයන් බිහි කර නොගියහ.  ශ්‍රී ලංකාවේ බුදු දහම ස්ථාපිත වුයේ මහින්දාගමනයෙනි.

අපේ මී මුත්තා (ජාතියේ ආරම්භය) හෝමෝ සපියෙන් කියා උගන්වන පෙළ පොත්ය අද ඇත්තේ. ලොව වෙනත් කිසිම රටක මෙවන් විහිළු ඉතිහාසයක් තම ළමුනට නොඋගන්වයි. අපේ දරුවන්ට විජය ගැන සඳහන් කර ඇත්තේ පෙළ පොත්වල පේළී 2/3 කින් පමණය.

මෙම ලිපියේ ඉහළින් සඳහන් කල මහාචාර්යවරයා මේ ඉතිහාසය පෙළ පොත් පිලිබඳ සංස්කාරක මඩුල්ලේ ඉතා වැදගත් තනතුරක් හොබවයි.

එදා ඉතිහාසය පොත් වල විජයාගමනය, මහින්දාගමනය, සඟමිත් ආගමනය ගැන පරිච්චේද ගණනින් ලියැවිණි.

සත්‍ය ඉතිහාසය ළමුන්ට ඉගැන්වීමට රජයන් බිය ඇයි? බෙදුම්වාදීන්ගේ/NGO කාරයන්ගේ බලපෑම් නිසා නොවේද? සත්‍ය ඉතිහාසය විෂය මාළාවට මුළින්ම කෙණේහිලි කම් කලේ 1970 ගණන් වල සිටී බද්යුදීන් මොහමඩ් අධ්‍යාපන ඇමැතිවරයාය.

ඉරිදා දහම් පාසැල් ගිය දරුවා දැන් අඟහරුවාදා සවස පල්ලියේ පුජාවට යන තත්ත්වයන් මතුවී ඇත.

ළමුන් ඉරිදා දහම් පාසැල් යාම වැළක්වීමේ දුෂ්ට චේතනාවෙන් ඉරිදා උදේ ටියුෂන් කඩ පවත්වන ගුරුවරුනට විරුද්ධව නිතීය ක්‍රියාත්මක කල යුතුයි. මෙම ලියුම්කරු දන්නා පරිදි එම නිතීය උතුරේ සහ නැගෙනහිර අද ක්‍රියාත්මක කෙරේ.

දහම් පාසැල් කඩා දැමීමේ දුෂ්ට ව්‍යාපාරයන් ක්‍රියාත්මක වන බව පෙනෙන්ට තිබේ.

අපේ මහා නායක ස්වාමින් වහන්සේලා, පන්සල් වල නායක ස්වාමීන් වහන්සේලා, ධර්ම කථික ස්වාමීන් වහන්සේලා, බුද්ධ ශාසන අමාත්‍යාංශය, කාදිනල් තුමා (9වෙනි වගන්තිය බේරා දුන්නේ මෙතුමෝය – 2015/2016දී) මෙහි සඳහන් ප්‍රශ්ණ පිළිබඳව යොමු වීම්/කටයුතු කිරීම ඉතා අවැසියි. ජනතාව නිසි ලෙස දැනුවත් කිරීම මේ අයගේ වගකීමයි.

ශ්‍රී ලංකාවේ අදත් සිංහල බෞද්ධයන් 70% හෝ 75% ඇතැයි අප පාරම් බාමූ. මෙය අප විසින් අපවම මුළා කර ගැනීමකි.  මේ රටේ අද  බුද්ධාගම පමණක් අදහන සිංහල බෞද්ධයන් 62%ක්  ඇත්නම් එය පුදුම විය යුතු කරුණකි. රටේ  සිංහලයාගේ සංඛ්‍යාව අඩු වීමත්, සුළු ජාතීන්ගේ සංඛ්‍යාව වැඩි වීමත් (මේවාට හේතු මෙහි යම් තරමින් සාකච්චා කළෙමු) මේ ප්‍රතිශත අවපාතයට ප්‍රධාන හේතුව වේ.

අද කොළඹ නගර සභා සීමාව තුල (කොළඹ 1 -15) වැඩියෙන්ම කථා කරන භාෂාව දෙමළයි (දෙමළ සහ මුස්ලිමානුවන් එකතුව  කථා කරන). මේ සීමාව තුල අද සිංහලයන් 35% හෝ 40%ක් ඇද්ද?

මේ සියවස අවසන් වන විට මුළු රටේම මේ තත්ත්වය විය නොහැකිද (සිංහලයන් 35% හෝ 40%)?

Importance of climate financing for green energy

Deliberations at COP 28, the 28th UN Climate Summit in Dubai, have focused on several strategies for reducing greenhouse gas (GHG) emissions in the atmosphere to slow down climate change and global warming. To identify methods to fund non-carbon and renewable energy, participants (governments, financial institutions, and investors from the private sector) have been debating several solutions, such as carbon taxation, emission trading, and lowering the large amounts of subsidies given to the fossil fuel industry. According to experts, the world has to spend billions of dollars a year on renewable energy to transition to a “low carbon economy.” To raise the money required to address the climate catastrophe, IMF Managing Director Christian Georgieva recommended imposing “an implicit price on carbon emissions” during the COP 28 summit. According to her, initiatives aimed at increasing the cost of carbon emissions would hasten the global decarbonization of economic activity.  Advocating for a swift phase-out of fossil fuels, more extreme viewpoints propose limiting global warming to 1.5 degrees Celsius by the end of this century. There is, however, no denying the need of rapidly adapt to renewable energy sources, drastically increasing funding for the research (and usage) of renewable energy, and gradually ceasing to utilize fossil fuels.

Bangladesh and other nations face several obstacles as they transition from fossil fuels to renewable energy. Bangladesh is now a nation that depends on energy imports. The importation of coal, LNG, and liquid petroleum is necessary to maintain the nation’s economic operations. The country’s energy balance has seen a considerable strain from domestic energy sources, namely natural gas. But solar energy—that is, solar-powered irrigation systems, solar-powered rooftop and land systems—is becoming more and more common. Due to significant technical developments in wind turbine efficiency improvement, there are encouraging signs that the nation’s offshore and coastal regions may see the development of wind energy-based power.  However, the price of electricity produced by renewable energy sources like solar and wind is still rather expensive, at over Taka 12 per unit. Furthermore, a restriction on their proportion in the national grid is necessary due to the intermittent nature of solar and wind energy. For the same reason, maintaining and expanding a sizable fossil fuel-based capacity backup is necessary to ensure grid stability.

Experts believe that by increasing energy efficiency and adopting energy-saving practices, Bangladesh may drastically (up to 30%) lower its energy consumption. Bangladesh does not have the topographical or geotechnical advantages necessary to capture significant amounts of hydroelectricity, but it may benefit from its neighbours’ hydroelectric power potential via a regional system. Furthermore, the bordering nations’ developing “green hydrogen” technology may make it possible for the local energy sectors to convert from LNG to liquid hydrogen (import and usage). The capacity of the renewable energy basket may be significantly increased by improved and efficient battery technology. Bangladesh might thereby enter the race to phase out fossil fuels. Almost twice as much (around Taka 22–25 per unit) may be obtained from renewable energy sources with battery backup for solar and wind power as from the current, sporadic, and small-scale use of grid-connected solar power. The large differences in energy production and distribution costs that the steady and diverse range of renewable sources may provide cannot be sustained by government subsidies.

Bangladesh has already entered the age of producing nuclear electricity. There is increasing global agreement that nuclear energy is a non-carbon source. Even though developing nuclear power and securely using it requires significant upfront costs, ongoing costs are still quite inexpensive. Bangladesh may thus increase its nuclear energy capacity in order to get more dependable baseload electricity.

The technologies that are now and in the near future accessible provide means of gradually replacing fossil fuels with non-carbon and renewable energy-based economies. However, the global community’s climate funding and technology support are necessary for the solutions to be both socially and economically acceptable. Bangladesh and other low-income industrialised nations shouldn’t be forced to transition to a non-carbon (net zero) economy on the same timelines. Furthermore, the international community should give Bangladesh, the country most affected by climate change, a high priority in receiving many financial resources for both adaptation and mitigation.

UN climate conferences have repeatedly discussed achieving net zero by 2050, 60% reductions in GHG emissions by 2035, and 43% reductions in GHG emissions (compared to 2019) by 2030. However, these discussions will not produce significant outcomes unless the international community swiftly and effectively provides technology sharing and funding to developing nations such as Bangladesh.

2023 ශ්‍රී ලංකා පොදුජන පෙරමුණේ පක්ෂ සම්මේලනය

දිවි දෙවැනිකොට රැකගත් අප මාතෘභූමිය කිසිවෙකුගේ හෝ වුවමනාවකට කෑලිවලට කඩා ආපස්සට ගැනීමට කිසිඳු ඉඩක් නොතබන බව ශ්‍රී ලංකා පොදුජන පෙරමුණේ නායක සහ හිටපු ජනාධිපති මහින්ද රාජපක්ෂ මහතා අවධාරණය කරයි.

මෙය අප සියලු දෙනාගේම උපන් බිම බව පෙන්වාදෙන ඒ මහතා තිස් අවුරුදු යුද්දයේ දි මේ රටේ කිසිම නායකයෙකුට ප්‍රභාකරන් සමඟ මුහුණට මුහුණා යුද්ධ කිරීමට නොහැකි වූ බවද එසේ පැවැති යුද්ධයක් තවත් නායකයෙකුට ඉතිරි නොකිරීමට තමන් වගබලා ගත් බවද සිහිපත් කරයි.



ඒ මහතා මේ බව සදහන් කළේ කොළඹ, සුගතදාස ගෘහස්ථ ක්‍රීඩා සංකීර්ණයේ දී ඊයේ (15) පස්වරුවේ පැවැති ශ්‍රී ලංකා පොදුජන පෙරමුණේ දෙවැනි ජාතික මහා සම්මේලනය අමතමිනි. ශ්‍රී ලාංකේය දේශපාලන වංශ කතාවට නව පරිච්ඡේදයක් එක්කළ ශ්‍රී ලංකා පොදුජන පෙරමුණේ දෙවැනි ජාතික මහා සම්මේලනය උත්කර්ෂවත් අයුරින් පැවැත්විණි. මෙම සම්මේලනය පස්වරු 3.30 ට ආරම්භ වූ අතර මෙරට සෑම මැතිවරණ කොට්ඨාශයක්ම නියෝජනය කරමින් 10,000 ට ආසන්න පිරිසක් ඒ සඳහා සහභාගි වීම විශේෂත්වයකි.

එහිදී වැඩිදුරටත් අදහස් පළකළ මහින්ද රාජපක්ෂ මහතා පෙන්වා දුන්නේ,

“ශ්‍රී ලංකා පොදුජන පෙරමුණේ ජාතික සම්මේලනයට පැමිණි ඔබ සියලුදෙනා මා නැවතත් ඉතා ගෞරවයෙන් පිළිගන්නවා. ඔබ සියලුදෙනා තමයි අපේ පක්ෂයේ ශක්තිය. ඒ වෙනුවෙන් ඔබ අපේ විශ්වාසය හැමදාමත් ආරක්ෂා කළ බව ඉතා ගෞරවයෙන් සිහිපත් කරන්න ඕන. පහුගිය අවුරුදු හත පුරාවට ඔබ කරපු කැප කිරීම් අපි දැක්කා. පක්ෂෙට වගේම රටට ආදරය කරන මිනිස්සු විදියට ඔබ ඉතා ඉවසිලිවන්තව කටයුතු කළා. එහෙම නොකළ නම් සමහරවිට අද තත්ත්වය මීට වඩා වෙනස් වෙන්න ඉඩ තිබුණා. දැන් බලන්න අපේ සම්මේලනය තියෙනවා කිවුවමත්, සමාජ මාධ්‍ය යොදාගෙන අපිට ඇති තරම් මඩ ගැහුවා. ඒ ගහපු මඩවලට ඔබ තමුන්නාන්සෙලා අද හොඳ පණිවිඩයක් මුළු රටටම දීලා තියෙනවා. හොඳට මතක තියාගන්න අපි 2005 දි රට භාරගන්න කොටත් අපිට මඩ ගැහුවා. එදා රටේ ජනතාව අපෙන් ඉල්ලුවේ රට දෙකඩ වෙලා ඊළම හැදෙන එක නවත්වන්න කියලා විතරයි. ඔබ දන්නවා තිස් අවුරුදු යුද්දෙ දි මේ රටේ කිසිම නායකයෙක්ට ප්‍රභාකරන් එක්ක මුහුණට මුහුණ යුද්ධ කරන්න බැරිවුණා.

සමහර නායකයො යුද්දෙ නවත්වන්න කියලා ප්‍රභාකරන්ට ආයුධ පවා දුන්නා. ඒ ආයුධවලින්ම ප්‍රභාකරන් අපේ රණවිරුවන්ට වෙඩි තිවුවා. එහෙම තිබුණ යුද්ධයක් තව නායකයෙකුට අපි ඉතිරි කළේ නැහැ. සිංහල, දෙමළ මුස්ලිම් සියලු ජනතාවට සාමකාමී රටක සහජීවනයෙන් ජීවත්විය හැකි සාමය අපි මේ රටට නිර්මාණය කරලා දුන්නා. එදා 2009 යුද්ධය අවසන් උන කාලයේ යුද්ධයක් ගැන මතකයක් නැති දරුවන් අද තරුණයන් ලෙස මේ රටට සමාජගත වෙමින් ඉන්නවා. මේ තරුණයන්ගෙ අම්මලා තාත්තලා වැඩට යන්න පිටත්වෙලා දෙන්න එකම බස් එකේ නොයා රස්සාවට ගිහිං, මේ දරුවො පාසල් ඇරිලා ගෙදර එනකම් මර බියෙන් හිටියා කියලාවත් මේ අය දන්නෙ නැහැ. ඒ නිසා ඒ තරුණයන්ට අපට චෝදනා කරන්නත් බැහැ. මේ දරුවො රවට්ටගෙන තමන්ගෙ දේශපාලන අවශ්‍යතා සපුරාගන්න උත්සාහ කරන පිරිසක් දැන් ඉන්නවා. මේ අය තමයි රටට සාමය උදාකළ රණවිරුවන් පවා හෑල්ලුවට ලක් කරන්නෙ. ඒ විතරක් නෙමෙයි ඔවුන් දේශීය මෙන්ම ජාත්‍යන්තර බලපෑම් කණ්ඩායම්වලට අහුවෙලා තමන්ගෙ රටටම වින කරනවා.

ඒ නිසා තමයි අපි කියන්නෙ එදා වගේම අදත් මේ රටට තියෙන බලපෑම්වල අඩුවක් නැහැ කියලා. බලන්න දැන් සමහර අය අපේ කාලයේ ආර්ථිකය ගැනමයි කතා කරන්නෙ. අපි ජනතාව ඉදිරියේ වරදකරුවො කරන්න අහස පොළව ගැටගහනවා. හැබැයි මේ අය හදන්නෙ අපට චෝදනාව දාලා බේරෙන්න. 2006-2009 අවුරුදුවල යුද්ධයක් තියාගෙනත් අපි රටේ ආර්ථික වර්ධන වේගය සියයට හයක තියාගත්තා. එදා ඒක අමාරු වැඩක්. මේ වර්ධනය 2014 වෙනකොට සියයට 6.8 ක් දක්වා ඉහළට ගේන්න අපට හැකියාව ලැබුණා. අවශ්‍ය අයට මහ බැංකුවේ සංඛයාලේඛනවලින්ම මේක බලාගන්න පුළුවන්. ඒ විතරක් නෙමෙයි 2005 දි, ඇ.ඩො 1242 වෙච්ච ඒක පුද්ගල දළ දේශීය නිෂ්පාදනය 2015 වෙනකොට ඇ.ඩො 3819ක් දක්වා අපි තුන්ගුණයකින් ඉහළට ගෙනාවා. 1948 ඉදන් ගත්තත් ඒක පුද්ගල දළ දේශීය නිෂ්පාදනය ඒ තිබුණු සියලු ආණ්ඩුවලට වඩා දෙගුණයකින් වැඩිකරන්න පුළුවන් උනේ අපට විතරයි. මේ තොරතුරු දන්නෙ නැති පිරිසක් තමයි මේ කයියනායකලා මග යමින් ඒ කණ්ඩායමට අහුවෙලා බොරු ප්‍රචාර කරන්නෙ.

එයාලා හැමදාම කරේ විවේචන විතරයි. හැබැයි වැඩ නෑ. වැඩ නෑ නෙමෙයි වැඩ බෑ. හැබැයි පුළුවන් දේවල් කීපයක් තියෙනවා. එකක් එයාලට හොඳට ගිනි තියන්න පුළුවන්. හැබැයි ගිනි තියන්න පුළුවන් උනාට ගිනි ගිනි නිවන්න පුළුවන් කමක් නෑ. අර ගස් නගින්න පුළුවන් පූස් පැටව් වගේ. නගින්න දන්නවා. බහින්න දන්නෙ නෑ. ඔබ තමුන්නාන්සෙලාට මතක ඇති සංවර්ධනයක් කියලා නාමයක් නැති මුඩු බිමක් සංවර්ධන මාවතට ගන්න අපි එදා 2005 ඉඳන් විශාල පරිශ්‍රමයක් ගන්නවා. එදා අධිවේග මාර්ග හදනකොට ඒක මට ඇඹුල් තියල් ගේන්න හැදුවා කිවුවා. කාන්තාරවල හයිවේ හදන්න මේ හයිවේ හදන්න යන වියදමෙන් භාගයයි යන්නෙ කිවුවා. සමහරු මේ වගේ කතා ඇහුණම ඒවා ඔලුඋඩ තියාගත්තා. සමහරු හොයලා බැලුවා. මෙහෙම චෝදනා අපහාස විදගෙනත් අපි ෆුට් බයිසිකලයක්වත් නැති ගමේ ගෙවල්වලට රෝද තුනේ හතරෙ වාහන ගේන යුගයක් නිර්මාණය කරලා දුන්නා. රටේ මධ්‍යම පන්තිය වැඩිවුණේ එහෙමයි. ඒ විතරක් නෙමෙයි, දුප්පතුන් කියන සමාජ නිර්නායක අයින් කරන තැනට අපි ක්‍රියාත්මක වුණා.

විදෙස් ආයෝජනවලින් අලුත් කර්මාන්තශාලා ඇතිවුණා. මංවාවත් දියුණු කළා. කෘෂිකාර්මික නවෝදයක් ඇති වුණා. මේ හැමදේකින්ම රටට සංවර්ධනයක අරුණළු වැටෙන්න පටන් ගත්තා. මේ වෙලාවේ තමයි 2015 දි රටේ ඇතැම් පිරිසකට වෙනසක් ඕන උනේ. එහෙම වුණා ද නැද්ද? ඒ වෙනස ඇවිල්ලා කරපු දේ තමයි අර ආර්ථික වර්ධන වේගය සියයට සෘණ  0.2ක් වෙනකම් පල්ලම් බැස්සුවා. ආර්ථිකය දන්න අය දන්නවා. 2015-2019 කාලයේ තමයි මේ රටට ඔරොත්තු නොදෙන තරම් විදේශ ණය විශාල ප්‍රමාණයක් ලබාගත්තෙ කියලා. මේවා සමහර මිනිස්සු අදත් දන්නෙ නැහැ. දුර දිග නොබලා ගත්ත ඒ වගේ තීරණ නිසා රට අමාරුවේ වැටුණා. මේ විදියට බිඳවැටුණු ආර්ථිකයක් තිබුණු රටක් නැවත ගොඩනගන්න පුළුවන් කියන විශ්වාසයෙන් තමයි අපි නැවත භාරගත්තෙ. අපි කවුරුත් නොහිතපු විදියට එදා කොවඩ් 19 බලපෑම ආවේ ඒ වගේ බිඳවැටුණු ආර්ථික පසුබිමක් තිබුණු රටකට. හැබැයි ඒ වෙනුවෙන් තීන්දු ගන්නවා හැරෙන්න අපට විකල්පයක් තිබුණෙ නැහැ. ඒ නිසා යුද්ධයෙන් මිනිස්සු මැරෙන එක නවත්වපු අපි කොවිඩ්වලින් මිනිස්සු මැරෙන එක නවත්වන්න වැඩ කළා.

අපි කොවිඩ් අභියෝගය ජයගත්තට, ඒ කාලය තුළ අර ඊට කලින් ආපස්සට ගිහිං තිබුණ රට, නැවත ගොඩගන්න විශාල ප්‍රයත්නයක් දැරුවා. ඒ අභියෝගයත් අත්නොහැර සිටින වෙලාවක තමයි. අර ජනතාව කුපිත කරපු ව්‍යාපාරය ආරම්භ උනේ. එතැන් පටන් සිද්ධ වුණ දේවල් ඔබ තමුන්නාන්සෙලා දන්නවා. ඒ නිසා, බොරුව ජනගත කරන්න උත්සාහ කරන කණ්ඩායම් හමුවේ අපි තවත් ඇස් කන් පියාගෙන සිටිය යුතු නැහැ. සමහරු අද මේ විදියට හැසිරෙන්නෙ ඇයි කියලා ඔබ දන්නවා. සමහරු බලය ගන්න කලින්ම සූට් මහලා ඉන්නෙ. මේ සූට් මහලා ඉන්න කවුරුවත් රට අමාරුවේ වැටිච්ච වෙලාවේ සූට් එක ඇන්දෙ නෑ. තව ණය තියෙන නිසා ගන්න බෑ කිවුවා සමහරු කිවුවා. දැන්ම ගත්තම තමන්ගෙ ධුරයේ ගොඩක් කල් ඉන්න බැරිවෙයි කියලා සමහරු මගෑරියා. මේ වගේ ලෝකෙට පරකාසෙ නායකයො තමයි අද ජනතාවගෙන් එයාලට බලය දෙන්න කියලා ඉල්ලන්නෙ. එහෙම නායකයන්ට මේ රට බාරදෙන්න ඔබ සුදානම් ද ? අපි කවුරුත් ඒ වගේ නායකයන්ට මේ රට භාර දෙන්න සූදානම් නැහැ. ජනතාවගෙන් ඇහුවත් කියන්නෙ ඔය කතාවම තමයි.

ඒ නිසා මේ රට නිවැරදි මාවතට අරගෙන යන්න රටේ ජනතාවට දැනෙන දේශපාලනයක් අවශ්‍යයි. අපේ පක්ෂය කියන්නෙ ඉතා කෙටි කලක් තුළ රටේ දැවැන්ත පෙරළියක් කරපු පක්ෂයක්. අපේ සාමාජිකයොන්ට එදා වගේම අදත් ඒ හැකියාව ඒ ශක්තිය ඒ විදියටම තියෙනවා. ඒ නිසා මොන බලවේග ආවත් හෙට දවසෙත් රටේ ප්‍රබලම බලවේගය නියෝජනය කරන්නෙ අපේ පක්ෂය ශ්‍රී ලංකා පොදුජන පෙරමුණ කියලා ඔබ තමුන්නාන්සෙලාට අපි විශ්වාසයෙන් කියනවා. ඒ නිසා ඊළඟ මැතිවරණයක අපේ කඳවුර තමයි බලවත්ව කඳවුර වෙන්නෙ. ඒ කඳවුර ශක්තිමත් කරන්න ජාති ආගම් කුල බේද නැතිව අපිත් එක්ක එකතුවෙන්න කියලා මේ රටේ ජනතාවට වගේම දේශපාලන පක්ෂවලටත් අපි ආරාධනා කරනවා. මට මතකයි එදා 2016 දි බැසිල් රාජපක්ෂ මහතා ශ්‍රී ලංකා පොදුජන පෙරමුණ නිර්මාණය කරන්න මාත් එක්ක මුලින් කතා කරපු දවස. එදා මම ඒ යෝජනාවට වැඩි කැමැත්තක් දැක්වුවේ නෑ. මොකද අලුතින් පක්ෂ හදනවට වඩා අපේ බැඳීම තිබුණ පක්ෂයෙන් ඉදිරියට යන්න තිබුණ නම් කියලා අපි කල්පනා කළා.

හැබැයි ඒ ගමනට හරස් කපනකොට අපට තිබුණ විකල්පය තමයි ශ්‍රී ලංකා පොදුජන පෙරමුණ. බැසිල් රාජපක්ෂ මහතා එක්ක මේ පක්ෂය නිර්මාණය කරන්න ගොඩනගන්න කණ්ඩායමක් හිටියා. ඒ හැමෝගෙම ආශිර්වාදයෙන් තමයි ශ්‍රී ලංකා පොදුජන පෙරමුණ බිහිවුණේ. ඒ ගමනට සහය දෙන පක්ෂ රැසක නියෝජිතයො අදත් මෙතන ඉන්නවා. මෙතන නැති අයත් ඉන්නවා. ඒ හැමෝම ගෞරවයෙන් මතක් කරනවා. එදා අලුත් පක්ෂයකට ඉඩක් නෑ කියද්දි තමයි බැසිල් රාජපක්ෂ මැතිතුමා මේ පක්ෂය නිර්මාණය කරලා කතා කියපු අයට මනාපවලින් උත්තර දෙන්න ගත්තෙ. අදත් ඒ සංවිධාන ශක්තිය එක්ක හැරෙන්න පුළුවන් පක්ෂයක් මේ රටේ නිර්මාණය වෙලා නෑ කියලා ඔබ තමුන්නාන්සෙලාට බොහොම අභිමානයෙන් කියන්න පුළුවන්. එදා අපිට ඡන්දෙ දීපු, අපිත් එක්ක හිටපු ජනතාවට සාධාරණයක් ඉටු කරන්න අපිට බලය යම් මට්ටමකින් හෝ අතහරින්න සිදුවුණා. රට වෙනුවෙන් ඒ වගේ කැපකිරීමක් කරපු පක්ෂයකුත් ඉතිහාසයේ තවත් නැහැ. අදටත් හොරකම දූෂණය ගැන මතක් කරලා රාජපක්ෂලා ඒවට ගාවලා බොහෝ දෙනෙක් අතපිස ගන්නවා.

අපි දන්නවා මිනිස්සු අපට මඩ ගහනවා. හැබැයි ඒ මඩ අපි ආයේ ආයේ අල්ලන්න ලෑස්ති නෑ. ඒ විතරක් නෙමෙයි ඒ මඩ ගාව නවතින්නත් අපි ලෑස්ති නැහැ. අපිට මේ රට වෙනුවෙන් ඉලක්කයක් තියෙනවා. මේක අපි හැමෝගෙම මාතෘභූමිය. අපි දිවි දෙවැනිකොට රැකගත් රට. ඒ නිසා මේ රට කාගේ හරි උවමනාවට කෑලිවලට කඩලා ආපස්සට ගන්න අපි ඉඩ තියන්නෙ නැහැ කියලා විශ්වාසයෙන් කියනවා. ඒ වගේම මේ රට හමුවේ තිබෙන අනාගත අභියෝග ජයගත හැකි එකම පක්ෂය ශ්‍රී ලංකා පොදුජන පෙරමුණ පමණක් බව අපි අද මේ රට හමුවේ නොබියව ප්‍රකාශ කරනවා. ඒ විශ්වාසය ඇතිව අද පටන් අපට වැඩ කරන්න පුළුවන්. එදා අරගලයෙන් නැත්තට නැතිවෙන්න ගියපු රටක් බේරුණා නම් බේරුනේ ඔබ දුන්න ජනවරම නිසයි. ඒ ජනවරම ආරක්ෂා කරගෙන රට වැටෙන්න ගියපු ආගාධයෙන් ගොඩගන්න අපට හැකිවුණා. අදත් ඇමතිකම් නැතිවත් අපේ ජ්‍යෙෂ්ඨයෝ රට වෙනුවෙන් ඒ සහයෝගය දෙනවා. මේ අතරෙ මුල අමතක උන සමහරුත් හිටියා.  ඒකට කමක් නෑ. හැබැයි අපි මොන දේ උනත් අපේ අත්වල ලේ තවරගත්තෙ නෑ.

ඒ නිසා සාමය උදාකරගත්ත රටේ නැවත ලේ වගුරවනවට අපි කැමති නැහැ. ඒ නිසා ශ්‍රී ලංකා පොදුජන පෙරමුණ රටට අවශ්‍ය විදියට අද පටන් අලුත් ගමනක් ආරම්භ කරනවා. සිංහල, දෙමළ, මුස්ලිම් බර්ගර් හැම ජන වර්ගයක්ම අද පටන් අපිත් එක්ක අලුත් රටක් වෙනුවෙන් පෙළගැහෙනවා. ඒ සියලුදෙනාගෙම ශක්තියෙන් ඉදිරියේ තියෙන ඕනෑම මැතිවරණයක් අපි ජයග්‍රහණය කරලා පෙන්නනවා කියලා ඔබ තමුන්නාන්සේලාට විශ්වාසයෙන් ප්‍රකාශ කරනවා. අපිට ඒක කරන්න පුළුවන්. අපි ඒ ගමන එකතුවෙලා යමු. අපි දන්නවා ඒ ගමනට එකතුවෙන්න පක්ෂ විශාල සංඛ්‍යෘවක් අපේ ආරාධනාව ලැබෙනකම් බලාගෙන ඉන්නවා. ඒ නිසා බොහෝ දෙනෙක් අපිත් එක්ක ඉදිරියේ දී අත්වැල් බැඳ ගනීවි. එදා අරගලයට මුවා වෙලා අපේ පාක්ෂිකයන්ට ඇතමෙක් හිරහැර කළා. පහරදුන්නා. ගේ දොර ගිනි තිබ්බා. තාමත් ඒකට සාධාරණයක් ඉටුවෙලා කියල මට පේනේනේ නැහැ. අපේ මන්ත්‍රීවරයෙක් මහ මග අමානුෂික ලෙස මරා දැමුවා. හරිනම් මේ දේවල්වලට කොමිෂන් සභාවක් පත්කරල විමර්ශනය පවත්වන්න ඕනේ.

පොලීසිය පවා මේ දේවල්වලට කොටුකරගත්තෙ ඒවා මෙහෙයවපු අය නෙමෙයි. සැබෑ අපරාධකරුවෝ තාමත් ඉන්නේ නිදැල්ලේ. එහෙම උනත් ඔබ ඇතුළු ජනතාව ඉදිරියේ ඒ වෙස්මූණු දැනටම ගැලවිලා ඉවරයි. මේ ප්‍රශ්න අපි අනාගතයේ දවසක් සාධාරණව විසඳගන්නවා කියන පණිවිඩය මම අද ඔබ හමුවේ තබනවා. ආර්ථික වශයෙන් අද ජනතාවට විශාල පීඩනයක් තියෙනවා. බඩුමිල වැඩියි. ජල විදුලි ගාස්තු වැඩියි. මේ භාණ්ඩ හා සේවාවල මිල අඩුකරගන්න අපි හැකිතාක් උත්සාහ කරන්න ඕනි. හැබැයි ඒ අතරෙම රටට ඉදිරියට යන්න අවශ්‍ය වටපිටාව අපි සකස් කරලා දෙන්න අවශ්‍යයයි. එහෙම නැත්නම් මීට වඩා අමාරු තැනකට රට ගමන් කරනවා. ඒකට අපි ඉඩ තැබිය යුතු නැහැ. මේ රටේ ජනතාවට විශ්වාස කළ හැකි ප්‍රතිපත්ති තුළින් අපි අපේ පක්ෂයේත් රටේත් අනාගතය ගොඩනගමු. ජනතාව බලාපොරොත්තුවන පිරිසිදු දේශපාලනය වෙනුවෙන් ඉදිරිපත්වීමට කැමති සියලුදෙනාට අපි අපේ පක්ෂය හා එක්වන්නැයි ආරාධනා කරමු. විවේචනවලට ඉඩ දීලා ඔප්පු කළ හැකි යථාර්ථය වෙනුවෙන් අපි පෙළ ගැසෙමු.

ව්‍යාජ දේශපාලනය වෙනුවට අව්‍යාජ දේශපාලනය ජනගත කරමු. ඔබ රට වෙනුවෙන් කරන ඒ කැපකිරීම් දිනෙක ඉතිහාසගත වනතුරු අපි වැඩකරමු. රටේ අනාගත අභිලාෂයන් සාක්ෂාත් කිරීමට ශ්‍රී ලංකා පොදුජන පෙරමුණේ ඔබ සැමට එකාවන්න පෙළ ගැසෙන්නැයි අපි ගෞරවයෙන් ආරාධනා කරනවා. ඔබත් සමඟ මේ රට අභිමානවත් රටක් ලෙස ලෝකය ඉදිරියට ගෙනයන වැඩපිළිවෙල මගහැරුණු තැනින් නැවත පටන් ගන්න අපි සූදානම්. ඒ වෙනුවෙන් කැපවන ශ්‍රී ලංකා පොදුජන පෙරමුණේ සියලුම සාමාජිකත්වය ගෞරවයෙන් සිහිපත් කරන අතර, අපේ පක්ෂය දින දින දිනේවා! යැයි ප්‍රාර්ථනා කරනවා”

ශ්‍රී ලංකා පොදුජන පෙරමුණේ නිර්මාතෘ හා ජාතික සංවිධායක සහ හිටපු මුදල් ඇමැති බැසිල් රාජපක්ෂ මහතා,

“එදා පිහිටවූ පක්ෂයට දැනට වසර 88ක් වෙනවා. අපේ පක්ෂයට අවුරුදු 7 යි. නමුත් ශ්‍රී ලංකා පොදුජන පෙරමුණ මුහුණ දුන් හැම මැතිවරණයක්ම ජයග්‍රහණය කරන්න සමත් වුණා. ඉදිරියටත් යම් මැතිවරණයක් තිබෙනවා නම් දිනන්නේ ශ්‍රී ලංකා පොදුජන පෙරමුණ බව කියනවා. එහි ගෞරවය, අයිතියා තිබෙන්නේ ඔබ සියලු දෙනාටයි. අපි කළේ වින්නඹු මාතාවගේ කාර්යයයි. ඒ සියලු ගෞරවය ඔබට හිමිවෙනවා. අපේ පක්ෂය ඉදිරියටත් ශක්තිමත් කළයුතු වෙනවා. ඔබ කළ කැපවීම අපි අගය කරනවා. අපි මේ ජයග්‍රහණය සියල්ලටම අයිතිය ඔබට දෙනවා වගේම මහින්ද රාජපක්ෂ මහතා අපිට ඉගැන්වූයේ කිසිවෙකුට වෛර කරන්න එපා කියලයි. පශ්චාත් ප්‍රචණ්ඩත්වය තුරන් කළා. මැතිවරණ ජයගත් පසුව කිසිවෙකුට හිරිහැර කළේ  නැහැ. ඉදිරියටත් අපි ඒ මහතාගේ ආදර්ශය අනුගමනය කරනවා. කිසිවෙකුට නොකියපු තමන්ගේ ගේ දොර අහිමිකර ගත්ත, දේපළ නැතිකර ගත්ත විශාල පිරිසක් ඉන්නවා. කිහිපදෙනෙකුට ආධාර ලැබුණා. ඒ සම්බන්ධයෙන් අපි ස්තුති වන්ත වෙනවා. තවමත් ආධාරයක් නොලැබුණු විශාල පිරිසක් ඉන්නවා. ඒ අය ගැන අවධානය යොමු කළයුතු වෙනවා.

අපේ රටේ සියලු දෙනාම එක වගේ මරණ බිය ඇතිවුණු අවස්ථා දෙකක් තිබෙනවා. කොටි ත්‍රස්තවාදය නිසා මරණ බිය ඇතිවුණා. ලෝකයේ ඇතිවූ කොවිඩ් වසංගතය නිසා මරණ බිය ආවා. ඒ දෙකෙන්ම බේරා ගත්තේ ශ්‍රී ලංකා පොදුජන පෙරමුණ ප්‍රමුඛ මහින්ද රාජපක්ෂ ආණ්ඩුවයි. එහි ගෞරවය ඔබටත් තිබෙනවා. මේ රටේ ඕනම ක්ෂේත්‍රයක සංවර්ධනයක් වුණා නම් ඒ සිදුවුණා නම් මහින්ද රාජපක්ෂ යුගයේ. ඒ අයිතිය තිබෙන්නේ ඔබටයි. මේ රටේ සෑම සංවර්ධනයක් තිබෙනවා නම් මහින්ද මහත්තයා කළ දේවල් බව අපි දන්නවා. ඒ අයිතිය කිසිවෙකුට උදුරා ගන්න දෙන්න බැහැ. මීළඟට මොකක් ද සිදුවන්නේ. මීළඟටත් අපි අනිවාර්යයෙන්ම පොහොට්ටුව දිනන්න කටයුතු කරනවා. අපි ඕනම දෙයකට සූදානම්. මේ ජයග්‍රහණවලට අපි සූදානම් වෙමු. අපේම ආණ්ඩුවක් පිහිටුවන්න කටයුතු වෙමු. නියම එඩිතර ආණ්ඩුවක් බවට පත් කරන්න කටයුතු කළයුතු වෙනවා. ඒ වෙනුවෙන් අපි ශක්තිය දෙනවා. දුර බැහැර සිට මෙහි පැමිණි සැමට අපේ ගෞරවය පිරිනමනවා. ඒ වගේම ඔබට ගමට යනවිට ආරක්ෂාකාරීව කටයුතු කරන්න කියා ඉල්ලනවා.

ඉවසීමෙන් කටයුතු කළාට අපි කිසිම වෙලාවක නිවටයන් වෙන්නේ නැහැ. ඕනම දේකට අපි සූදානම්. සිංහයෙකුට ගලක් ගැසුවොත් නතර වෙලා ගලක් ගැසුවේ කවුද කියා බලනවා. ඒ නිිසා අපිට ගල් ගසන්න උත්සාහ කරන්න එපා. අපි ඒ වෙනුවෙන් කටයුතු කරනවා. ඊළග මැතිවරණවලදීත් අපි අපරාජිතව ඉදිරියට ගමන් කරනවා”

ශ්‍රී ලංකා පොදුජන පෙරමුණේ මහ ලේකම් හා පාර්ලිමේන්තු මන්ත්‍රී නීතීඥ සාගර කාරියවසම් මහතා,

“පක්ෂයේ මහලේකම් ලෙස අද දිනය ගැන සතුටු වෙනවා. අපේ පක්ෂයට සම්බන්ධ නැතත් ජාතික වීරයෙක් ගැන අපි කතා කරනවා. එතුමා උපත ලබන්නේ 1964 වසරේ. කරෝලිස් හේවාවිතාරණ මහතාගේ පුතා ලෙස දොන් ඩේවිඩ් හේවාවිතාරණ ලෙස උපන්නා. ඒ කාලයේ ශ්‍රී ලංකාව බ්‍රිතාන්‍ය යටත් විජිතයක්ව තිබුණා. මේ යුගයේ හේවාවිතාරණ තරුණයා මේ රටේ ජනතාව විදින දුක දැකලා පීඩාවන් දැකලා තීරණය කරනවා අනගාරික ධර්මපාල නමින් රටට සේවය කරනවා. එතුමා මේ රටේ නිදහස් සටනට පණ පොවනවා. ශ්‍රී ලාංකිකයන්ට අවශ්‍ය ශක්තිය දෙනවා. මේ රටේ අධ්‍යාපනය, පේෂ කර්මාන්ත ආදිය නඟා සිටුවනවා. නමුත් රටට මෙතරම් මෙහෙයක් කළ මේ වීරයාට හොරා හොරා කියලා මේ රටින් එළවා දමනවා. මේ රටේ ළමුන් 100 ක් ඉපදුණොත් එයින් 3 ක් කුහකයන් වෙනවා. ඒ සියයට 3 කිසිඳු වැඩක් කරන්නේ නැහැ. ඔවුන් කරන්නේ මේ රට වෙනුවෙන් කටයුතු කරන අයට අවලාද කරමින් ජීවත් වීමයි. මේ සියයට එදත් සිටියා. එතුමාට හොරා හොරා කිවුවා. එතුමාට මේ රට එපා වෙලා ඉන්දියාවට ගොස් පැවිදි වුණා. අද දෙවැනි ජාතික වීරයෙක් ගැන කතා කරනවා.

1945 වසරේ එතුමා උපදිනවා. ඒ මහින්ද රාජපක්ෂ නමින් එතුමා උපදිනවා. එතුමා මේ රටේ නායකත්වය ගන්නවා විතරක් නොව මේ රටේ කිසිඳු නායකයෙකුට අවසන් කරන්න නොහැකි වූ යුද්ධය අවසන් කර සාමය ගෙනත් දෙනවා. ඒ විතරක් නොව බ්‍රිතාන්‍යයන් මේ රටෙන් යනවිට අපිට දුන් රේල්ලුව, ගුවන් තොට ආදිය පළමු වරට සංවර්ධනය කරනවා. නව ගුවන් තොටුපළවල්, වරායන්, මාර්ග ඉදිකරමින් සියලු සංවර්ධනයන් සිදුකරමින් මේ රට වෙනම තලයතට ගෙනයනවා. නමුත් අර සියයට 3 ජනතාව එතුමාටත් බොරු අවලාද චෝදනා නඟනවා. එතුමා ගැන වෙනම පරිච්ඡේද අද ලියවෙනවා. මේ රටේ තවත් වසර 50 ක් 100 ක් යනවිට ජාතික වීරයන්ගේ ලැයිස්තුවට ඇතුළත් වෙනවා. එදා ධර්මපාල තුමාට සියයට තුන හොරා කියනවිට මේ රටේ ජනතාවට නොහැකි වුණාට මහින්ද රාජපක්ෂ මහතා ආරක්ෂා කර ගන්න විශාල පිරිසක් මේ රටේ ඉන්නවා. මේ අවස්ථාවට සහභාගි වූ සැමට අපේ පක්ෂය වෙනුවෙන් මහින්ද රාජපක්ෂ මහතා වෙනුවෙන් මගේ ගෞරවය පිරිනමනවා” යැයි පැවසීය.

ශ්‍රී ලංකා පොදුජන පෙරමුණ සමඟ සන්ධානගතව ඇති සියලු දේශපාලන පක්ෂ සහ කණ්ඩායම් සඳහා ද මේ වෙනුවෙන් ආරාධනා කර තිබූ අතර එම සම්මේලනය උත්කර්ෂවත් අයුරින් පැවැත්වීම සඳහා ශ්‍රී ලංකාවේ සෑම දේශපාලන කෝට්ඨාශයකම වෙසෙන පාක්ෂිකයන්ට ආරාධනා කර තිබීම ද විශේෂත්වයකි. පක්ෂයේ ඉදිරි ක්‍රියාමාර්ග මෙන්ම රට ඉදිරියට ගෙනයන වැඩපිලිවෙලේ දී ශ්‍රී ලංකා පොදුජන පෙරමුණේ භූමිකාව මෙහිදී ප්‍රකාශයට පත්කෙරිණි.

අභියෝග රාශියක් මැද පසුගිය 2016 වසරේ දී බිහිවූ ශ්‍රී ලංකා පොදුජන පෙරමුණ මෑත ඉතිහාසයේ කෙටි කලක් තුළ ජයග්‍රහණ රැසක් අත්කර ගත් දේශපාලන පක්ෂය ලෙස ඉතිහාසයට එක්ව තිබෙන අතර එම පක්ෂය පිහිටුවීමෙන් අනතුරුව 2018 වසරේ දී පැවැති පළමු පළාත් පාලන මැතිවරණයෙන් විශිෂ්ඨ ජයග්‍රහණයක් අත්කර ගනිමින් පක්ෂයේ ශක්තිය මැනවින් ප්‍රදර්ශනය කෙරිණි. එයින් අනතුරුව 2019 වසරේ පැවැති ජනාධිපතිවරණය සහ 2020 වසරේ මහා මැතිවරණය ද ජයගත් ශ්‍රී ලංකා පොදුජන පෙරමුණ, පිළිගත් දේශපාලන පක්ෂයක් ලෙස මෙරට ඉතිහාසයේ කෙටි කලකින් ලබාගත් සියලු ජයග්‍රහණ තම නම ඉදිරියේ සටහන් කර ගැනීමට සමත්කම් දැක්වීය.
