COVID-19 (coronavirus): Long-term effects

COVID-19 symptoms can sometimes persist for months. The virus can damage the lungs, heart and brain, which increases the risk of long-term health problems.By Mayo Clinic Staff

Most people who have coronavirus disease 2019 (COVID-19) recover completely within a few weeks. But some people — even those who had mild versions of the disease — continue to experience symptoms after their initial recovery.

These people sometimes describe themselves as “long haulers” and the condition has been called post-COVID-19 syndrome or “long COVID-19.”

Older people and people with many serious medical conditions are the most likely to experience lingering COVID-19 symptoms, but even young, otherwise healthy people can feel unwell for weeks to months after infection. The most common signs and symptoms that linger over time include:

  • Fatigue
  • Shortness of breath
  • Cough
  • Joint pain
  • Chest pain

Other long-term signs and symptoms may include:

  • Muscle pain or headache
  • Fast or pounding heartbeat
  • Loss of smell or taste
  • Memory, concentration or sleep problems
  • Rash or hair loss

Organ damage caused by COVID-19

Although COVID-19 is seen as a disease that primarily affects the lungs, it can damage many other organs as well. This organ damage may increase the risk of long-term health problems. Organs that may be affected by COVID-19 include:

  • Heart. Imaging tests taken months after recovery from COVID-19 have shown lasting damage to the heart muscle, even in people who experienced only mild COVID-19 symptoms. This may increase the risk of heart failure or other heart complications in the future.
  • Lungs. The type of pneumonia often associated with COVID-19 can cause long-standing damage to the tiny air sacs (alveoli) in the lungs. The resulting scar tissue can lead to long-term breathing problems.
  • Brain. Even in young people, COVID-19 can cause strokes, seizures and Guillain-Barre syndrome — a condition that causes temporary paralysis. COVID-19 may also increase the risk of developing Parkinson’s disease and Alzheimer’s disease.

Blood clots and blood vessel problems

COVID-19 can make blood cells more likely to clump up and form clots. While large clots can cause heart attacks and strokes, much of the heart damage caused by COVID-19 is believed to stem from very small clots that block tiny blood vessels (capillaries) in the heart muscle.

Other parts of the body affected by blood clots include the lungs, legs, liver and kidneys. COVID-19 can also weaken blood vessels and cause them to leak, which contributes to potentially long-lasting problems with the liver and kidneys.

Problems with mood and fatigue

People who have severe symptoms of COVID-19 often have to be treated in a hospital’s intensive care unit, with mechanical assistance such as ventilators to breathe. Simply surviving this experience can make a person more likely to later develop post-traumatic stress syndrome, depression and anxiety.

Because it’s difficult to predict long-term outcomes from the new COVID-19 virus, scientists are looking at the long-term effects seen in related viruses, such as the virus that causes severe acute respiratory syndrome (SARS).

Many people who have recovered from SARS have gone on to develop chronic fatigue syndrome, a complex disorder characterized by extreme fatigue that worsens with physical or mental activity, but doesn’t improve with rest. The same may be true for people who have had COVID-19.

Many long-term COVID-19 effects still unknown

Much is still unknown about how COVID-19 will affect people over time. However, researchers recommend that doctors closely monitor people who have had COVID-19 to see how their organs are functioning after recovery.

Many large medical centers are opening specialized clinics to provide care for people who have persistent symptoms or related illnesses after they recover from COVID-19.

It’s important to remember that most people who have COVID-19 recover quickly. But the potentially long-lasting problems from COVID-19 make it even more important to reduce the spread of the disease by following precautions such as wearing masks, avoiding crowds and keeping hands clean.

It’s agony enough to experience Covid-19 with its chills, fever, and other unpleasant symptoms. Now experts are discovering that some people who have recovered from coronavirus have lingering effects that last for weeks or even months.

Scott Krakower, DO, a psychiatrist in Glen Oaks, New York, is a case in point. The 40-year-old spent much of April sick with a violent cough, trouble swallowing, and chills so extreme he kept taking hot showers. He tested negative for the virus at the end of May. It’s now early August and, while the virus itself may be gone, he still has a recurring cough, fatigue, and weakness in his voice. He doesn’t plan to return to work until September at the earliest. Dr. Krakower is one of a growing number of “long haulers” who report symptoms of Covid-19 long after the virus has departed. “This tells us that this virus is a little different than others,” says Todd W. Rice, MD, director of the medical ICU at Vanderbilt University in Nashville. “It probably causes more damage and because of that it has longer residual effects.”

How many people have lingering coronavirus symptoms?

No one knows exactly how many people have persistent symptoms of Covid-19. In a July 24 Morbidity and Mortality Weekly Report (MMWR), the Centers for Disease Control and Prevention (CDC) reported that 35 percent of adult patients, most of whom had not been in the hospital, had not returned to their “usual state of health” two to three weeks after testing positive.

An Italian study published July 9 in JAMA found that 87.4 percent of patients who were hospitalized still had at least one lingering symptom 60 days out from their first symptom. (Learn more about the people at highest risk from Covid-19.)

Many people who report continuing symptoms are older or have underlying health conditions—the same factors that put you at risk for a more serious case of Covid-19, like heart disease or lung disease. In the CDC report, the more chronic conditions a person had, the more likely they were to say they weren’t fully recovered.

On the other hand, says Prathit Kulkarni, MD, assistant professor of medicine at Baylor College of Medicine, “persistent symptoms can exist even with milder forms of Covid-19.” The severity of the illness may also play a role, with those needing to be hospitalized appearing more likely to have lingering complications, says Dr. Rice. Fatigue is common

In the JAMA study, more than half (53.1 percent) of participants reported fatigue two months later, making it the most common lingering symptom. Fatigue also ranked high in the CDC report as well as in a survey of 1,567 Covid-19 survivors conducted by Indiana University and the Survivor Corps, a grassroots organization that includes people who often refer to themselves as long haulers. “That fatigue is fairly severe,” says Dr. Rice. “It’s disabling fatigue.”

The infection “seems to last a little longer with Covid-19 than it does with flu or other respiratory illnesses and is a little bit more prevalent,” says Dr. Rice. By contrast, the CDC notes, more than 90 percent of people with the flu recover within two weeks of a positive test result. (This is what you need to know about at-home Covid-19 tests.)

Trouble breathing

Shortness of breath and trouble breathing were among the most common continuing symptoms reported by survivors. They’re also, of course, key symptoms of a virus, which primarily attacks the respiratory symptom. In particular, they’re hallmarks of acute respiratory distress syndrome (ARDS), which is when fluid builds in the lungs, preventing you from getting enough oxygen. By one estimate from The Centre for Evidence-Based Medicine at Oxford University, 15 percent of people with Covid-19 develop ARDS and may need oxygen or mechanical ventilation.

Although we don’t have that much data on long-term complications from Covid-19 itself, “based on other diseases which require the ICU, we know that a small percentage of people will have long-term lung damage and fibrosis and scarring from being in the ICU,” says Dr. Rice. Much of the fear surrounding COVID-19's mutation is a fear of the unknown. Will the virus become more infectious? Will it present completely different symptoms? Aches and pains

Recovering patients have also reported muscle and body aches, says Robert Glatter, MD, an emergency physician at Lenox Hill Hospital in New York City who treated Dr. Krakower. Overall, more than a quarter (26.5 percent) of respondents in the Indiana University survey said they had symptoms that caused pain. Not just muscle or body aches but also joint pain, headache, chest pain, sore throatlow back pain, nerve pain, and kidney pain.

The survey notes that patients’ comments “show that this pain can be extreme and difficult to manage” and that doctors often didn’t know how to treat them. (Here are the coronavirus precautions doctors take to protect themselves.)

Brain fog

Covid-19 survivors have also reported difficulty concentrating or focusing and short attention spans. “There are a host of nonspecific symptoms,” says Elisa Choi, MD, a member of the Public Health Committee of the Infectious Diseases Society of America. But rather than being a lingering symptom of Covid-19, brain fog may actually be part of a post-viral syndrome that can be seen with other viruses, says Dr. Choi.

“After any illness, it’s not uncommon to feel not quite as sharp afterward,” she explains. “Your body has been through this tumultuous phase so, afterward, you might be exhausted, but also may not be sleeping as well. You recover from the acute infection or illness but it’s almost like the body is still trying to recover back to its baseline.”

Experts noted a post-viral fatigue syndrome after SARS and MERS, the two other potentially life-threatening illnesses caused by coronaviruses that caused outbreaks in 2003 and 2012, according to the American Heart Association. Why do some coronavirus symptoms linger?

No one knows what causes these persistent symptoms, but there are theories. One is that the immune system response is still raging even though the virus is gone.

It’s possible the same dysfunction that makes the infection so dangerous is contributing to lingering symptoms, says Dr. Glatter. Another possible explanation is inflammation, with inflammation lingering and having a continued effect on different organs, says Dr. Rice.

The virus may also expose previously latent conditions. “It’s possible that infection with Covid-19 may be unmasking a previously unreported or undiagnosed chronic condition,” says Dr. Choi.

For instance, a young adult may not have been actually diagnosed with asthma previously, but perhaps they had a predisposition to asthma, and becoming infected with Covid-19 leads to asthmatic symptoms.

How lingering coronavirus symptoms are treated

The one treatment that has been approved for Covid-19—remdesivir—doesn’t do any good here because it directly attacks the virus and the virus has gone away, says Dr. Rice.

Steroids and other anti-inflammatory drugs “to try to decrease that inflammation seems to improve symptoms and organ damage,” says Dr. Rice.

When Dr. Krakower came to the emergency room unable to swallow, Dr. Glatter treated him with steroids which seemed to help. He’s still using a steroid inhaler, which can help reduce inflammation in airways. These type of inhalers are often used to treat people with asthma.

Do people ever recovery fully? This is another question with no clear answer. SARS-CoV-2, the virus that causes Covid-19, has only been around for about six months so there isn’t any long term data. But, even long haulers seem to be showing an arc in the right direction, says Dr. Rice.

Dr. Krakower believes he’s on the mend from the days when he was coughing blood and couldn’t swallow. He’s even seen an improvement from two weeks ago. “I still have moments where I’m short of breath [but] this is much better than I was,” he says.

It’s just not clear at this point if everyone will recover fully. “The real question is how long is this going to persist,” says Dr. Kulkarni. (Next, read about the promising Covid-19 vaccines.)

Titanium Sands Ltd (ASX:TSL) remains focused on recommencing its drilling program to finalise the release of numbers contained in the scoping study and moving Mannar Island Heavy Mineral Sands Project in Sri Lanka into its next phase. 

Whilst the year was impacted heavily with COVID-19 restrictions and issues, the company was able to achieve some milestones in its growth and form a solid base on which to work from in 2021 and beyond once COVID-19 restrictions are lifted.

Describing 2020 as a volatile year mainly due to COVID-19, the company thanked shareholders for their ongoing support and faith in the project and hopes to provide meaningful updates” as COVID restrictions are lifted. 

Milestones achieved

Milestones achieved in the year include:

➢ Indicated resource upgrade to 90.03 million tonnes at 6.6% total heavy mineral concentrate (THM) with 66% in the indicated category;

➢ Reverse aircore results show major depth resource potential, identifying heavy mineral concentrations down to 9 metres beneath the entire 8 kilometres domain to mineral resource zone;

➢ Further assay results show extensive depth resource potential, with aircore drill holes demonstrating heavy mineral down to at least 10-11 metres in an area on 18 square kilometres of the existing shallow resource;

➢ TSL resource triples to 264.93 million tonnes at 4.38%;

➢ Positive scoping study results show potential for a robust long-life major dredging project;

➢ Project upgrade with garnet added to the mineral resource estimate;

➢ Placement and share purchase plan which saw firm commitments for $2.2 million received for the placement; and

➢ Share Purchase Plan from existing shareholders raised a further $167,000 via a share placement plan (SPP).

Mannar Island HMS Project

The Mannar Island project is an exploration-stage project on the 26 kilometres by 6 kilometres-wide Mannar Island in northwest Sri Lanka, joined to the mainland by a 3-kilometre-long road causeway.

Titanium Sands Ltd has been exploring and defining areas of heavy mineral sand concentration on the island since December 2018.

Exploration has involved shallow hand auger drilling and light mechanised drilling, both of which have very low to zero environmental impact.

The project is at an early stage and is being progressed under exploration licences granted on the basis that the proposed exploration activities should not have a detrimental impact on the environment.

Any mining or major development project in Sri Lanka must move through numerous regulatory steps, including demonstrating compliance with the Sri Lankan Environment Act and a public consultation process.

Granting of a mining licence, terms of investment, export licences, operational licences and other regulatory compliance can only occur once the project has been sufficiently defined by studies that include comprehensive environmental impact and management assessments.

COVID-19 impact

Since March 2020, Sri Lanka has, like the rest of the world, been dealing with the COVID-19 pandemic.

While the country has experienced relatively low levels of infection and death, a recent increase in positive cases has prompted the re-imposition of restrictions on domestic travel including to and from Mannar Island.

The situation remains uncertain but it is hoped exploration will be able to recommence before travel restrictions are fully lifted.

660 new Covid-19 cases reported within today

A total of 660 Covid-19 patients have been reported within today increasing the total positive cases in the country to 36047,the Government Information Department said.

Some 376 positive cases were reported earlier in the day while 284 cases were reported later in the day.

Five new Covid-19 deaths push total to 165

Five new Covid-19 related fatalities have been confirmed in Sri Lanka, says the Director-General of Health Services.

This brings Sri Lanka’s coronavirus death toll to 165.

According to the Department of Government Information, the victims are reported from Kalutara, Colombo and Gampaha districts.

One of the victims is a 72-year-old man from Agalawatte area who died while being admitted to Agalawatte Base Hospital on December 11. The cause of death was cited as Covid-19 infection and heart attack caused by high blood pressure.

An 86-year-old woman also died of Covid-19 infection and heart attack induced by high blood pressure. She had passed away on December 15 at her home in Maggona.

In the meantime, a 76-year-old man residing in Colombo 15 fell victim to the virus today (18). He was transferred from Colombo National Hospital to Homagama Base Hospital where he died of Covid-19 pneumonia and chronic kidney disease.

The fourth victim is a 50-year-old resident of Maharagama area, who was transferred from Colombo South Teaching Hospital to Homagama Base Hospital where he passed away today (18). The cause of death was recorded as Covid-19 pneumonia.

The other victim is an 86-year-old man who fell victim to the virus today (18) at his home in Wathupitiwala. He has died of chronic kidney disease exacerbated by Covid-19 infection.

Coronavirus: 376 new infections confirmed

Sri Lanka’s Covid-19 numbers saw another surge today (18) with 376 more persons testing positive for the virus.

The newly-identified patients were identified as close contacts of earlier cases linked to the Peliyagoda fish market.

As per statistics, the total number of Covid-19 infections confirmed in the country to date now stands at 35,763.

Recoveries from the virus meanwhile climbed to 27,061 earlier today, as 708 more patients regained health.

However, 8,542 active cases are still under medical care at selected hospitals and treatment centres located across the island.

Sri Lanka has also witnessed 160 deaths related to Covid-19.

Five leaving Western Province test Covid-19 positive

Five persons who were leaving the Western Province today (18) have tested positive for Covid-19 in random rapid antigen tests.

Commander of Army Lieutenant General Shavendra Silva said a total of 451 individuals were subjected to rapid antigen tests today as they were moving out of the provincial limits.

Of these tests, five were tested positive for the virus. Two of them have been identified as port employees. They were referred to testing in Kosgama and Mirigama.

Earlier today, the Director General of Health Services Dr Asela Gunawardhane announced that random rapid antigen tests will be performed on persons leaving the Western Province.

Testing was carried out at four locations – Salawa in Kosgama, Danowita in Mirigama, Kochchikade in Negombo, and Aluthgama on Galle Road.

Authorities have urged the members of the public restrict moving out of the Western Province during the festive season, in order to prevent further spread of novel coronavirus.

SC to call for clarifications on Ranjan’s contempt case

The Supreme Court has decided to call for clarifications on the contempt of court case against MP Ranjan Ramanayake on January 12, 2021.

The case was taken up today before a judge bench comprising Justices Vijith Malalgoda, Murdu Fernando and S. Thurairaja, under a motion filed by the Attorney General.

Accordingly the court decided to take it up on January 12 for further clarification. 

The case was filed against former State Minister Ranjan Ramanayake over Contempt of Court charges for making defamatory remarks against the judiciary on the 21st of August in 2017.

Speaking to the media following a meeting with then-Prime Minister Ranil Wickremesinghe at the Temple Trees, Ramanayake had claimed that the majority of judges in the country issue biased rulings and that they are corrupt.

Retired Air Force Officer Sunil Perera and Venerable Magalkande Sudatta Thera later filed two petitions with the Supreme Court alleging that such defamatory comments can shatter public confidence and provide a warped image of the judiciary to the people of Sri Lanka.

Based on these complaints, the Attorney General had later served the charges against Ramanayake before the Supreme Court.

Random rapid antigen tests on people leaving Western Province

People leaving the Western Province limits will be referred to random Rapid Antigen Tests starting from today (18), says the Commander of Army, Lieutenant General Shavendra Silva.

Testing will be carried out at four locations – Salawa in Kosgama, Danowita in Mirigama, Kochchikade in Negombo, and Aluthgama on Galle Road.

As the festive season is nearing, the authorities have urged the members of the public restrict moving out of the Western Province in order to prevent further spread of novel coronavirus.

His Eminence Malcolm Cardinal Ranjith meanwhile appealed to the Catholic devotees to give priority to religious observances during Christmas and to limit their celebrations to immediate family members.

Sri Lanka: Amending land laws to help fraudsters without protecting the land owners

The Justice Ministry, the land ministry, the AG’s department & the Cabinet are either drafting new laws, amending existing laws, appointing committees or with one nod eliminating existing statutory laws. This is a new Constitutional procedure even when the constitution does not allow court to eliminate statutes. How far each are working with each other or consulting legal experts in the areas amendments are being proposed is a question to be answered. We have 3 scenarios that warrant the attention of the decision makers and the general public as they all deal with the core sovereign component of land and necessitates public debate and discussion.

  1. Cabinet nod to annul caveat notices– Cabinet in a single day completely repealed Sections 32, 33, 34 and 36 of the Registration of Documents Ordinance 23 of 1927. These are thestatutory provisions relating to caveats

Caveats are registered by the registrars according to the law given in section 36 [and not according to the way cabinet had stated] from the Ordinance which grants power to the registrar to adjudicate the rights of the person presenting the caveat before registering. They have no authority under the law to register caveats on any land.  Not only has the Registrar the power to refuse registration of caveats, the law is extended for the real owner to obtain damages for registering unlawful” caveats on lands according to section 34.

How can cabinet decisions repeal statutory provisions in law? Is it correct to do so and what are the repercussions in doing so?

There is no problem for sellers and banks as owners know how to remove the caveats under the provisions given in the Registration of Documents Ordinance

This new situation will create an ideal situation to steal land specially from those living abroad. These citizens have only the solace of placing a caveat to safeguard their land.

Law of Caveat essential.

In other nations law of caveats have been extended to save owners from fraudsters. Registrar sends a message to the owner’s telephone if anyone tries to register any document in the land registry. These modern methods should be adopted in Sri Lanka.

A caveat is a safeguard made available to a land owner to protect his/her land from being sold without his/her permission.

Only the owner can put a caveat.

2. Amending Register of Documentation Ordinance but not amending Section 7

Are we conniving with fraudsters?

The Registrar as per Section 33 of the Documents Ordinance 23 of 1927 is bound to adjudicate only land deeds that has the owner’s interest.

Nevertheless, anything can be done by bribery and this is the area that any new laws being introduced has to address – not to completely annul a safeguard made available to original land owners seeking to protect their land.

Removal of the caveat is removing the safeguard owners have to protect their land.

Thus the removal of the caveat completely is a bad and wrong decision.

What is the point in amending the Register of Documentation Ordinance but keeping Section 7?

What is Section 7? 

Section 7 of the Register of Documentation Ordinance does not make the Registrar responsible for registering invalid deeds.  He has no authority to refuse deeds or to check the identity of owners. This means the registrar can accept even forged deeds and he is not responsible for accepting forged deeds.

3. Shortcomings in Notaries Ordinance

As per Notary Ordinance all illegible signatures are valid and once the seal is affixed under section 33 of the Notaries Ordinance all deeds are valid even if the NOTARY DID NOT OBSERVE THE LAWS TO IDENTIFY THE PERSON WHO SIGNED THE DEED.

These are the provisions that are required to be repealed.

Not the only safeguard the poor man’s caveat.

Ex of an actual victim – a Bank Manger. 

The bank manager wished to buy a land. The Broker and the notary were looking after his interest. The owner of the land was abroad. A forged deed was presented to the bank manager selling the land at Nugegoda for Rs4 million and Rs160,000 stamp duty with a fee of Rs80,000. The bank manager was unaware that the land he bought was not from the original owner.

The forged deed was duly registered as the registrar was not responsible and the notary went scot-free as under section 33 all deeds are valid.

If the overseas owner had registered a caveat, the notary could have known and the person abroad would have been informed that the land was being sold without the knowledge of the owner. The buyer eventually lost his money and the house – part of it was bank loan which he has to pay back monthly. These are scenarios that can arise if immediate measures are not taken.

Now connect the situation – notary is not bound to identify original owner, but his/her seal is valid, the registrar is not responsible for accepting forged deeds and the safeguard provision for the land owner (caveat) is removed.

What is the scenario Sri Lanka is creating for the land owners of Sri Lanka?

Shouldn’t the Ministries, the lawyers and others tasked to look at where the malady lies come up with answers and not create more problems?

Shouldn’t the caveat remain but ensure there is proper mechanism to ensure no one else but the real land owner can put a caveat.

Shouldn’t the registrar be made responsible & accountable for accepting forged deeds & ensure he accepts only original deeds?

Shouldn’t the notary be made to have a means of identification system before placing his/her seal?

The Ministries, Ministers, lawyers and public servants who are all living off tax payers money must work towards facilitating the citizen and not uprooting the citizen of his ownership of land.

Attorney General, the Justice Ministry & BASL —Today Bim Saviya law is funded by foreign experts to govern the e-register.  According to this law even the rich victims affected by fraud cannot go to court if the land registry registers fraudulent deeds. They cannot get back the lands.

The Justice Ministry must protect the land of the nation that belongs to both the State & the private individuals. The Justice ministry can enter history books proposing to repeal Act 21 of 1998 and do away with the Bim Saviy and continue with a modernized deed system.

The e-register allows to register forged deeds in one hour in the future with no caveats. Imagine what this means to the land owners. Registrar and the Notary will not be responsible as said the laws protect them.

We cannot watch a legal land grab by fraudsters taking place knowing that the Government has all the powers to stop it and the data and information required to do so.

This is one of the most favourite quotations of the celebrated 19th century Russian novelist Leo Tolstoy.  

It means that for as long as humans continue to be the ruthless destroyer of non – humans, the former will never know peace or harmony. For as long as humans massacre animals, they will also kill each other as we have seen right throughout human history. Indeed, one who sows the seeds of murder and pain on another living being cannot be expected to reap joy and love in their own private lives.  

There is no real difference in violence. If you are violent to kill an animal then you are likely to be violent enough to kill a human. Thoughtless killing of animals produces a mindset that can easily  generate violence against fellow humans setting the stage for battlefields and violent conflicts on a mass level .  

Man made disasters such as wars, genocides and holocausts, and natural disasters in the form of pandemics e.g. COVID -19, earthquakes, massive fires, cyclones, typhoons, tsunamis, and huge floods are the outcomes of the evil perpetrated on innocent animals by the tyranny of humans.  

The Buddha condemned animal slaughter and animal sacrifice and in the Mahayana Sutras the Buddha is quoted condemning even meat eating e.g. Lankavatara and Surangama Sutras  

The Buddha said in respect to the duties of an ideal ruler (Cakkavati Sihanada Sutta) as follows:

”  the Chakkavati King (Righteous King) will give protection, shelter and ward both to the different classes of human beings and also to birds and beasts”   

Brahmana-dhammika Sutta

An important discourse of the Buddha on killing of cattle can be found in one of the most ancient Buddhist texts, the Sutta Nipata. Here in a discourse on the ethical conduct fit for a Brahmin (Brahmana-dhammika Sutta), the Buddha speaks glowingly of ancient Brahmins who had renounced the taking of life and never allowed their religious rites to be dishonoured by the killing of animals. But unfortunately corruption set in and they started the practice of animal sacrifice. When the knife was laid on the neck of cattle, the Devas themselves led by Indra cried out ” Against the Dharma is all this ” while fell the sword upon the cows. 

The Devas cried out in horror of that crime of ingratitude and insensitivity perpetrated on an animal that was to humans such a faithful worker, such a sustainer of life. “Neither with their hoofs nor horns do cows cause harm to anyone, gentle they are as sheep, yielding us pails of milk” 

The land became cursed. The awesome power of nature and karmic retribution followed soon after. 

The Buddha further points out that in former times only three ills were found

desire, hunger and decay

but due to the killing of cattle as part of animal sacrifice

ninety – eight diseases were brought on to place the lives of humans in great jeopardy.

Some advice to Investors contemplating establishing new slaughterhouses and meat markets in Sri Lanka

Build your wealth on right living and not through causing injury or destruction to the lives of innocent animals.

Remember that kill and eat is not a Buddhist tenet. 

Snuffing out the life of a defenseless animal is totally contrary to Buddhist precepts 


Compassion for living beings is part of Sri Lanka’s Buddhist Sinhala Heritage.

There is an entirely new field called ‘Ethical or Social Conscious Investment’ which encourages investors to choose to invest in activities that are morally and ethically defensible, are run ethically, provide social benefits and are sensitive to the natural environment and the living creatures that inhabit it.  

The story with a photo in the ‘Sunday Times’ (Dec. 4, 2011) entitled ‘ Crabs for Grabs’  shows the insensitivity of the onlookers to the pain and suffering of animals.

These crabs are not there for decoration. Very soon the legs of these live crabs can be expected to be ripped apart and both the legs and the torso thrown into the boiling pot. 

Recent studies show that both Lobsters and crabs i.e. crustaceans, feel pain and stress. These findings add to growing evidence that virtually all animals can suffer.

In the Vyagghapajja-Sutta (AN) the Buddha gave some sensible advice.  The Buddha said that before one acts, one should consider the possible effects or consequences thus: whether the action will be harmful to oneself or others. If it is damaging to oneself, others or both, such an action should be abandoned. Conversely, if it is beneficial to oneself and others, it ought to be committed.

In Buddhist phraseology one’s “neighbour or others’ includes other living beings ( Siyalu Sathwayo). The moral community in Buddhism encompasses all living beings.

Significance of the Vyagghapajja-Sutta (AN)

The Vyagghapajja-sutta (A.N) is the Buddha’s discourse on the Conditions of Welfare expounded for the material or financial  and spiritual development of the lay Buddhists. The Buddha admonishes his followers to preserve a balanced development between material dimension and the spiritual dimension and to construct personal ethical ideals so as to help realize the social ideal.


As long as a lay Buddhist amasses and expands his or her material or financial wealth ethically or righteously through Right Livelihood (Sammā Ajīva), the Moral Law of Action and Reaction (Kamma-Vipāka Dhamma) will reward the ethical or righteous individual correspondingly.

Right Livelihood means engagement in occupations which do not transgress the Five Precepts (Pañcasīlas) and Ten Wholesome Courses of Actions (Dasasīlas)

According to the Buddha the five [types of business] to be refrained from are:

1. selling weapons,
2. selling human beings [slavery],
3. selling animals to be killed for food, or the flesh of animals that one has killed oneself,
4. selling intoxicants,
5. selling poison.

In the Sutta Nipata: 2:7:27-30 it is said that Kshatriyas and self-styled Brahmins and others protected by rank destroyed the repute of their caste and lost their own high status in society because of their involvement in the sin of causing injury to living beings and falling off their virtues. 

Love and compassion for animals is a sign of advancement of culture and civilization.  However,  Sri Lanka is now on the descendancy by falling on the wrong side of history in trying to establish a vast meat industry to serve the flesh food requirements of Asia and the Middle Eastern countries. 

Wise counsel must prevail. Sri Lanka must not allow itself to become the dumping ground for industries that are being rejected and relocated from western countries due to large scale public protests, on moral and environmental protection grounds.

There is no future for the meat industry. The future belongs to the plant based food industry and the ‘ No Kill’ meat substitute industry. 

The meat industry is expected to become obsolete all over the world by 2035.

කෝවිඩ් වසංගයත් සමග වරින්වර කරළියට එන මාතෘකාවක් වී ඇත්තේ ඉස්ලාම් භක්තිකයන්ගේ මරණ, තම ආගමික ඉගැන්වීම් අනුව භූමිදානයට ඉඩ දිය යුතු ම බවය. ඔවුන් එසේ පැවසුව ද ඔවුන්ගේ ආගමික ග්‍රන්ථය වන කුරාණයේ 5 සුරාවේ 31 වන වගන්තිය ජනාසා (අවමංගල්‍ය කටයුතු) පිළිබඳ සඳහන් යැයි දැක්වුව ද, එහි වැළලිය යුතු ම යැයි සෘජුව සඳහන් වන ආගමික ආඥාවක් නම් නැත. (මෙම සිද්ධිය ක්‍රිස්තියානියේ ද දැක්වෙන අතර, ආදාම් සහ ඒවගේ පුත්‍රයන් වූ කායින්  විසින් අබෙල් මරා, මිනිය සැඟවීමේ උපක්‍රමයක් පිළිබඳ විස්තරයක් විනා වළ දැමීමක් පිළිබඳ නොවේ ය –  බයිබලයේ උත්පත්ති 4:9 ට සම්බන්ධ වූ සිද්ධියමය .) එහෙත් වැළලීම තමන්ට අයිතියයක් ඇති බවට තරයේ කියා සිටින්නේ රටේ පවතින නීතියට අභියෝග කිරීමට සහ තම බලය පෙන්නවීමටය.

මේ වන විට කෝවිඩ් ආසාදිත මෘත ශරීර ලංකාවේ වැළලිය නොහැකි නම් එය මාලදිවයිනට ගෙන ගොස් වැළලිය යුතු බවට රජයේ වගකිවයුත්තන් සාකච්ඡා කළ බව දැනගන්නට ඇත. ඉස්ලාමිය ඉගැන්වීම් සහ මූලධර්ම අනුව රටකින් තව රටකට නොව තම රටේම වෙනත් ප්‍රදේශයකට මෘතශරීර ගෙන යාම මෙන්ම,  අවසන් කටයුතු සඳහා  මුල්‍ය හෝ අනෙකුත් අනවශ්‍ය හිරිහැරවලට බලපාන ප්‍රමාද කිරිම් හරාම් (නොකළ යුතු) බව දක්වා ඇත. මෙවැනි පදනම් විරහිත අයුතු යෝජනා සිදු කරන්නේ රජය අපහසුතාවට පත්කොට තම දේශපාලන බලය පෙන්වීම මෙන්ම අන්තවාදී කොටස් සතුටු කිරීම වන බැවින් මෙවැනි යෝජනා කරන්නවුන්ගේ රජය ප්‍රවේසම් විය යුතුය.

වැළලීම ඉස්ලාමයට පමණක් නොව මැදපෙරදිග කලාපයේ යුදෙව්, ක්‍රිස්තියානි ආදී මැද පෙරදිගින් බිහි වූ සියලු ආගම්වලට අදාළය. එහෙත් පවතින වසංගත තත්ත්වය මත කිතුනුවන් ඒසේ වැළලිය යුතු ම යැයි කියා අයුතු බලපෑම් නොකරයි. අද අප අනුගමනය කරන අවමංගල්‍ය චාරිත්‍ර අතීතයේ දී සකස් වී ඇත්තේ පරිසරික සාධක අනුවය. අරාබිකරයේ දී දෑවීමට තරම් දර නොමැති බැවින් වළලනු ලැබ ඇති අතර එය කඩිනමින් ම සිදු කිරීමට හේතු වන්නේ පවතින උණුසුම් තත්ත්වය මත මෘත ශරිරය නරක් විමට පෙර අවසන් කටයුතු කළ යුතු බැවිනි.

අපේ රට අරාබිකරයේ රටක් නොවන බැවින් ඇති තරම් ඉන්දන ද (රිෂාඩ් විල්පත්තුවේ කැපු දර ද) ඇති බැවින්, වසංගත තත්ත්වය යටතේ වඩාත් ම සෞඛ්‍යාරක්ෂිත ම ක්‍රමවේදය වන්නේ දැවීම ය. ඇත්තෙන්ම ඉස්ලාම් ආගම වෙනුවෙන් මරාගෙන මැරෙන ප්‍රහාර සිදු කරන්නන් ද මියයන්නේ ද පණපිටින් ගින්නෙන් දෑවීයයි . එහෙත් ඉස්ලාමයට අනුව ඔවුන්ට ස්වර්ගයේ ඉහළම ස්ථානය ලැබෙනු ඇත. ඒ් අනුව ස්වර්ගයට යාමට ගින්න බාධාවක් නොවන බැවින් කෝවිඩ් වසංගතයේ දී ජිවත්ව සිටින අයගේ සුරක්ෂාව වෙනුවෙන් මෘතශරීර දැවීම ස්වර්ගයට යාමට බාධා වන්නේ කෙසේ ද යන්න පැහැදිලි නැත. ඇත්තෙන්ම අධිකරණ ඇමති අලි සබ්‍රී සහ අන්තවාදීන් මේ උත්සහ කරන්නේ තම ආගමික නීතිය වන ශරියා නීතිය අප රට තුළ ස්ථාපිත කිරීමට පසුබිම සැකසීම බව ඉතා පැහැදිලිය. 

ඉස්ලාමය පිළිබඳව මහාචාර්ය පීටර් හැමන්ඩ් නම් විද්වතා ලියන ලද ”වහල්භාවය, ත්‍රස්තවාදය සහ ඉස්ලාම්: ඒහි ඵෙතිහාසික මූලාශ්‍ර සහ වර්තමාන තර්ජන” නැමති පොතේ රටක මුස්ලිම් ජනගහන ව්‍යාප්තියත් සමග ඔවුන් තම ආගමික ග්‍රන්ථ වන කුරාණය සහ හදීස්, සුන්නාවලට අනුකූලව ශරියා නීතිය බලාත්මක කරන්නට කටයුතු කරන බව පෙන්වා දී ඇත.

මහාචාර්ය හැමන්ඩ්ට අනුව මුස්ලිම් ජනතාව රටක ජනගහනයෙන් 2%කට අඩු වන විට ඔවුන් අන්‍ය ජාතින්ට හිරිහැරයක් නොවන ලෙස සහයෝගයෙන් කටයුතු කරන බව පෙන්වන අතර, ඒහෙත් ජනගහනය 5%ක් වන විට හලාල් (ආගම අනුව පවිත්‍ර යැයි සලකන දේ) ලබා ගැනීමට තර්ජනය කරමින් කටයුතු කරයි. ජනගහනය 5%- 10%ක් වන විට රටේ නිතිය නොතකා බහුතරයක් ඉස්ලාමිකයන්/මුස්ලිමුන් පදිංචි ප්‍රදේශවල පාලනය තම ආගමික නීතිය වන ශරියා නීතියට අනුකූලව කටයුතු කර ගැනීමට බලපෑම් කරන බවය.

තවදුරටත් මහාචාර්ය හැමන්ඩ් දක්වන්නේ යම් රටක මුස්ලිමුන් ජනගහනයෙන් 10%ක් වූ විට ඔවුන්ගේ ක්‍රියා පිළිවෙත වන්නේ ඒම රටේ පවතින ප්‍රමිතින් ගැන පැමිණිලි කර උද්ඝෝෂණ කිරීම සහ නීති විරෝධි ලෙස හැසිරීමය.”

මුස්ලිම් නොවන ඕනෑම දෙයක් ඉස්ලාම් ආගමට රිදවන්නේය යන්න හුවා දක්වමින්, ඒ් හේතු කොට ගෙන කෝලාහල, උද්ඝෝෂණ, තර්ජන සමාජය තුළ දියත් කරයි.” මෙය ලෝව පුරා මෙන් ම, අද ලංකාවේ ද සිදු වන්නේ මෙම ක්‍රියා දාමයමය.

මානව අයිතිවාසිකම් පිළිබඳ අපට මහා ඉහළින් දෙඩ වූ එංගලන්තය, ප්‍රංශය, ඉතාලිය, නොර්වේ වැනි රටවල් අද මුස්ලිම් ජනගහනය වැඩි විමත් සමග හිස් එසවූ ඉස්ලාම් ත්‍රස්තවාදයෙන් සලිතව ගොස් ඇත. ඒ් අප වැනි රටවලට එල්ල කළ තම මානව හිමිකම් ඔවුන්ටම පාරාවළල්ලක් වීමෙන්ය.

1981 ජනසංගණය අනුව ශ්‍රී ලංකාවේ මුස්ලිමුන් 7.3%ක් වූ අතර 2012 දී එය  9.7%ක් ලෙස දශක 3ක දී විශාල ජනගහන වර්ධනයක් හිමිකර ගෙන ඇත. අද වන විට එය 10% ද ඉක්මවා ගොස් තිබිය හැකිය. අපි ද මුස්ලිම් ජනගහනය 10%ක් වන විට මුස්ලිම් ක්‍රියාකාරකම් අප ද අත් විද ඇත්තෙමු-විදිමු. අප සමාජය තුළ සිදුවන සිදුවීම් තුළින් ම  මහාචාර්ය පීටර් හැමන්ඩ්ගේ නිරික්ෂණ සත්‍ය බව ඔබට ද වැටහෙනු නියතය.

සියලු මුස්ලිම් දේශපාලඥයන් තම ආගම ජාතිය වෙනුවෙන් කටයුතු කරන විට දී, සිංහල ඡන්දයෙන් තේරි පත් වූ පක්ෂ-විපක්ෂ සිංහල දේශපාලඥයන් සිංහලයන් වෙනුවෙන් පෙනි සිටින්නේ දැයි අපි බලා සිටිමු.

දෙරට අතර රාජ්‍ය තාන්ත්‍රික සබඳතා ඇති කර ගැනීමේ 65 වන සංවත්සරය නිමිත්තෙන්, තායිලන්තයේ ශ්‍රී ලංකා තානාපති කාර්යාලය සහ චූලාලොන්කෝන් විශ්ව විද්‍යාලයේ ආසියානු අධ්‍යයන ආයතනය එක්ව, බැංකොක්හි චූලාලොන්කෝන් විශ්ව විද්‍යාලයේ දී ඉකුත්දා සැමරුම් උත්සවයක් පවත්වන ලදී.  පල්ලෝබ් ක්‍රිටියානවාජ් මහතා විසින්, සාම්ප්‍රදායික තායි නිරාස් / නිරාට් කාව්‍යානුසාරයෙන් රචිත  ‘ශ්‍රී ලංකා චාරිකා කාව්‍යය ’ නම්   පද්‍ය ග්‍රන්ථය  එළිදැක්වීම මෙම  සැමරුමේ විශේෂ අවස්ථාවක්  විය.

එහි පළමු පිටපත ප්‍රධාන ආරාධිත අමුත්තා වූ තායිලන්ත සංස්කෘතික අමාත්‍ය ඉටිපොල් කුන්ප්ලුම් මහතා වෙත ප්‍රදානය කරන ලදී. සංවත්සරය වෙනුවෙන් ගරු අග්‍රාමාත්‍ය, මෙන්ම  සංස්කෘතික, බුද්ධ සාසන  සහ ආගමික කටයුතු පිළිබඳ අමාත්‍ය මහින්ද රාජපක්ෂ  මහතා නිකුත් කළ පණිවිඩය  තායිලන්තයේ ශ්‍රී ලංකා තානාපතිනි, සමන්තා  කේ. ජයසූරිය මහත්මිය විසින් ඉදිරිපත් කරන  ලදී.

මෙම නිරාස් පද්‍ය ග්‍රන්ථය තුළින් කතුවරයා, ශ්‍රී ලංකාවේ බෞද්ධ මංපෙත් සහ වෙනත් ස්ථාන හරහා  කළ සිය සංචාරයන් මෙන්ම තායි සංචාරකයන් සිතැඟි  දක්වන ක්‍රියාකාරකම් පිළිබඳව සිය හැඟීම් ප්‍රකාශ කරයි. නිශ්චිත ගමනාන්තයක් කරා යන අතරතුර හමුවන ස්ථාන, සොබාදහම සහ මිනිසුන් පිළිබඳ වචිත්‍රවත් විස්තර අඩංගු පද්‍ය  සාහිත්‍යයක් තායි නිරාස් කවි සහ ශ්‍රී ලංකාවේ සන්දේශ කාව්‍ය අතර ඇති බැවින්, එම කවි වල රිද්මයානුකූල වෙනස්කම්ද  නිරූපණය කරමින්, ‘මයුර සන්දේශය’ සහ ‘සැළලිහිණි  සන්දේශය’ යන කෘති වලින් මෙන්ම තායි භාෂාවෙන් ඉදිරිපත් කළ නිරාස්  පැදි ගායනාවන් වලින්ද මෙම සැමරුම් උළෙල රස ගැන්විණ. 

තානාපති කාර්යාලයේ වාණිජ උපදේශක අනිල් සිරිමාන්න මහතා විසින් පොත් එළිදැක්වීමේ  ක්‍රියාවලියේදී කර්තෘ මණ්ඩලයට පහසුකම් සපයන ලද අතර, ශ්‍රී ලංකා සංචාරක ප්‍රවර්ධන කාර්යාංශයද , ශ්‍රී  ලංකා බෞද්ධ මංපෙත් පිලිබඳ තොරතුරු තායි බසින් ප්‍රවර්ධනය කිරීමේ මෙවලමක් ලෙස මෙම කෘතිය භාවිතා කිරීමේ අරමුණින් ඒ සඳහා  සහාය ලබාදී තිබේ. ඒ අනුව, මෙම පොතේ පිටපත්, ශ්‍රී ලංකා සංචාරක ව්‍යාපාරය ප්‍රවර්ධනය කරමින් තායිලන්තයේ පාසල්, පුස්තකාල, බෞද්ධ විහාරස්ථාන සහ සංචාරක නියෝජිතයින් අතර පුළුල් ලෙස බෙදා හරිනු ඇත.

තානාපති කාර්යාලය විසින් දියත් කරන ලද සංස්කෘතික රාජ්‍ය තාන්ත්‍රිකත්වයේ තවත් සාර්ථක පියවරක් සටහන් කළ මෙම චාම් උත්සවයට සහභාගී වු ආරාධිතයන්ට,  තානාපති කාර්ය මණ්ඩලය විසින් සාම්ප්‍රදායික ශ්‍රී ලාංකික ආහාරපාන වලින්ද සංග්‍රහ කරනු ලැබීය.

65th Anniversary of Sri Lanka –Thai Diplomatic Relations Celebrated in Bangkok

The Embassy of Sri Lanka in Thailand together with the institute of Asian Studies of the Chulalongkorn University co-hosted an event at the Chulalongkorn University in Bangkok to mark the 65th Anniversary of establishment of diplomatic relations between the two countries. The launch of a travelogue written by Mr. Ballobh Krityanavaj, in traditional Thai Niras/Nirat poems titled ‘Sri Lanka Charika Kavya”, was the highlight of the celebrations. The first copy of the book was presented to the Chief Guest, H.E Mr. Ittipol Khunplume, the Minister of Culture of Thailand. The message issued on the Anniversary by H.E Mahinda Rajapaksa, the Hon. Prime Minister and Minister for Culture, Buddha Sasana and Religious Affairs of Sri Lanka, was read by Sri Lanka’s Ambassador to Thailand H.E Mrs. Samantha K. Jayasuriya. 

Through the Niiras poems, the author expresses his feelings on his tours around Sri Lankan Buddhist Trails and other places, as well as activities of interest to a Thai traveller. Given the parallels in providing eloquent descriptions on places, nature, people en route to a particular destination, by both the Niras Poems and the Sri Lankan ‘Sandesha Kavya”, the audience was entertained with the recital of Niras poems in Thai language, and poems from the ‘Mayura Sandeshaya’ and the ‘Selalihini Sandeshaya’, demonstrating the Rhythmic variations of the Poems.

Mr. Anil Sirimanna, the Commerce Counsellor of the Embassy facilitated the editorial board in the preparatory process of the book launch, and the Sri Lanka Tourism Promotion Bureau (SLTPB) has supported the book, as a tool of promoting Sri Lankan Buddhist Trails among the Thai Public. Copies of the book will accordingly be widely distributed among schools, libraries, Buddhist temples and Travel Agents in Thailand, promoting Sri Lanka Tourism.  

Following another successful event of Cultural Diplomacy launched by the Embassy, the participants enjoyed traditional Sri Lankan food and refreshments arranged by the Staff.

Colombo Port City Secures First Investment with One Billion Dollar Colombo International Finance Center

The first investment within the Colombo Port City will commence with the one billion dollar Colombo International Finance Centre (CIFC) Mixed Development Project.

The momentous agreement between Browns Investments, the strategic investment arm of the LOLC Group, and China Harbour Engineering Company Limited (CHEC) was signed this morning in the presence of Prime Minister Mahinda Rajapaksa and Ambassador of China to Sri Lanka Qi Zhenhong.

Attracting foreign direct investment is a key priority for our Government, and this landmark project is a strong indicator that Sri Lanka is now back in business,” Prime Minister Rajapaksa said. We invite investors from around the world to explore the multitude of investment opportunities that Sri Lanka presents with its strategic location and human resource capabilities.”

The Colombo Port City was the brainchild of Prime Minister Rajapaksa, launched during his presidency together with Chinese President Xi Jinping during his state visit to Sri Lanka in 2014. With an initial investment of US$ 1.4 billion and an expected overall investment of US$ 15 billion when completed, the Port City is set to be the leading business, retail, residential and tourist destination in South Asia.

At this crucial moment, China once again demonstrates its confidence in Sri Lanka and commitment to help Sri Lanka’s economic and social development,” said Ambassador Zhenhong. The project comprises a total land area of 6.8 hectares, implemented under two phases. The first phase of the CIFC Mixed Development Project, with an investment of US$ 450 million and comprising a land area of 3.06 hectares, will consist of the incorporation of a Special Purpose Vehicle (SPV) company, jointly managed by Browns Investment and CHEC.

The overall project, which will be implemented in a sustainable and socially-responsible manner, expects to create significant quality employment opportunities across a variety of sectors.

HTCey Aqua goes for Vannamei cultivation with USD 1.8 million investment

Colombo, December 17 (newsin.asia): Sri Lanka, once the land of the Black Tiger shrimp, is now tasting success in Vannamei cultivation. Vannamei is also known as White Leg Shrimp, Pacific White Shrimp or King Prawn.

The leisure and tourism companies like HTCey Leisure have entered shrimp cultivation on a large scale. For example, Mansur Hassen, Managing Director of HTCey Leisure, set up the subsidiary, HTCey Aquaculture, in 2019 to get into large scale Vannamei cultivation.

In August 2020, the company signed an agreement with the Sri Lankan Board of Investment to infuse US$ 1.8 million to build a 12 million post-larvae capacity shrimp farm in Puttalam, in the northwestern coast of the island.

The idea of cultivating Litopenaeus vannamei or the Pacific white shrimp has been floating around since 2011, but the industry got its first shipment of brood stock only in 2018. At present, all SPF broodstock is exclusively imported by Taprobane Seafoods, from Hawaii. 

Hassen too receives his broodstock from there and hopes to set up a state of the art Vannamei outgrower model on 18 acres of land. An additional 37 acres has been kept for expansions in the second phase.  

The farming model is based on the Vietnamese style where intensive shrimp culture is practiced.  

This is a huge leap from the traditional farming method we have been following here in Sri Lanka, even with Vannamei. The standards are still being set, so it has been a challenge to get approvals from the government,” Hassen said.

Getting The ‘Culture’ Right  

According to HTCey Aquaculture’s model, the post larvae which will arrive on the farm on day 14 will be grown in their nursery for one month. Thereafter they will be moved to ‘grow out’ tanks for 60 to 75 days. These would be 25 diameter ponds holding 350-500 post larvae per square meter. 

The novelty here is that Hassen would be using high density circular ponds lined with High Density Polyethylene (HDPE). This is thought to be more cost effective than concrete tanks and more disease resistant than earthen ponds.

Downtime in our ponds is two to three days but in traditional Sri Lankan earthen ponds, downtime can be from two to three months,”  Hassen said.

Further, earthen ponds can be affected by monsoonal weather conditions, limiting the number of cycles a farmer can have.

With this new pond system, Hassen hopes to have at least five to six cycles per year, a significant leap from the traditional one to two cycles per year.

Given the high density of the tanks, the company would start partial harvesting from day 50 onwards, allowing space for others to grow.

This way we increase our density without harming productivity,” Hassen explained.

With the density they are going for, HTCey Aquaculture can hope to harvest 150 – 200 tons of shrimp in each cycle. In traditional mud ponds, farmers usually manage to get around 30 tons/cycle.

Disease Control

HTCey Aquaculture is among several hundreds of shrimp farmers which operate from Puttalam. And this has made Hassen’s model highly susceptible to the spread of disease from one farm to the other. To overcome this problem, the farm will adopt real time sensors to carefully monitor any changes in the water or environment.

Netting has been placed above all tanks, so that bird droppings (carrying shrimps from other farms that may be affected by disease) do not fall into the tanks.

One of the main risk factors is water and we will have our own purified water in the farm and recycle it,” Hassen said.

Phase 2

In Phase 2 of the operation, HTCey Aquaculture is looking to grow Vannamei in low salinity water, a feat never attempted in Sri Lanka. Close to 37 acres have already been procured for this project.

This process is highly technical in nature. We have to very carefully acclimatise the shrimp from a salinity of 25 to two. If not done properly, they can die,” Hassen said.

If the model works out, HTCey Aquaculture hopes that it would help expand shrimp culture further inland. This would significantly bring down the cost of shrimp in the country.”  

Overseas Markets

Lowering production costs could help Sri Lankan shrimp farmers like HTCey Aquaculture, compete with much larger players like India and other Southeast Asian countries for exports. Sri Lanka’s strategy has always been to target niche markets with fresh products as they were unable to compete in the mass market.

We don’t have the advantage of cheap labour, but we can beat them with superior technology,” Hassen said.  

Further, as Covid-19 batters the economies of many of the export markets in US and Europe, niche markets willing to pay more are expected to become even smaller.

Thus there is no option but to look to compete with the economies of scale. Our products are good, now we have to perfect the way of making them more competitive,” Hassen said.

Story of Vannamei

The story of Vannamei has been a long and hard one in Sri Lanka with the authorities and the private sector struggling since 2011 to introduce the species into the country. The Director General of the National Aquaculture Development Authority, Nimal Chandraratne said the introduction of Vannamei would help the country meet its target of 50,000 tons of shrimp production by 2025.

We will still go with the Monodon species. We are at present working on getting SPF Monodon broodstock in the country. But the productivity difference between Vannamei and Monodon is significant. The latter produces 3 tons/hectare while the former could go up to 20 tons/hectare,” Chandraratne said.

This significant difference in productivity has attracted many into the shrimp sector this year. Chandraratne believes that from one company producing vannamei in 2019, the number had grown to 25 by end of 2020. This has taken Vannamei production from 505 tons in 2019 to 1500 tons in 2020.

Despite the increase in interest in Vannamei, its adoption has not been as fast as expected due to certain obstacles

Much larger investments need to be made to get into Vannamei, especially since best management practices require that certain regulatory and other conditions be met prior to starting. In addition, there is a technology gap that needs to be bridged for Vannamei,” he explained.  

Chandraratne however believes that these issues would be sorted out in course of time. The government is very interested in promoting shrimp aquaculture. It hopes that Vannamei will be take the industry to the next phase of development,” he said.

Health worker has allergic reaction after getting Pfizer’s COVID-19 vaccine

December 17 (Reuters) – An Alaskan health worker had a serious allergic reaction after getting Pfizer Inc and BioNTech’s coronavirus vaccine, but is now stable, public health authorities said on Wednesday.

The adverse reaction in the person, minutes after taking the Pfizer shot on Tuesday, was similar to two cases reported last week in Britain.

Britain’s medical regulator has said that anyone with a history of anaphylaxis, or severe allergic reactions to a medicine or food, should not get the Pfizer-BioNTech COVID-19 vaccine.

But the U.S. Food and Drug Administration has said that most Americans with allergies should be safe to receive the vaccine. It said only people who have previously had severe allergic reactions to vaccines or ingredients in this particular vaccine should avoid getting the shot.

The Alaskan patient did not have a history of allergic reactions, Lindy Jones, the director of the emergency department in the capital Juneau where the patient was treated, told reporters at a virtual briefing.

The symptoms in the middle-aged patient resolved after being administered with allergy treatment epinephrine, Jones said.

The patient was still in Juneau’s Bartlett Regional Hospital being monitored on Wednesday.

Pfizer said the vaccine comes with a clear warning that appropriate medical treatment and supervision should always be readily available in case of anaphylaxis, but it would update the labeling language for the vaccine if needed.

Administration of the vaccine began Monday in the United States, following emergency-use authorization last week. Early doses have been set aside for healthcare workers and nursing home residents

Former FDA Chief Scientist Jesse Goodman called the allergic reaction concerning but said that more information must be known in order to better understand the risks.

What we need to know is what the denominator is — how many doses have been given? Is this going to be something that’s going to be seen at a higher incidence with this vaccine than with others?” Goodman said. We’re going to have to find out those things to inform whether that changes recommendations or how this is used.”

The Growing Need for Childcare Support in Sri Lanka

As an early childhood education specialist and as a mother of two children, I know how difficult the COVID-19 pandemic has been for parents who are juggling work and family obligations. The lack of affordable and reliable childcare options has left many parents scrambling to find makeshift solutions and has brought the issue of childcare sharply into focus. 

Here in Sri Lanka, the struggle has been most serious for daily wage earners. Schools and day care centers have been closed for most part of the year. For some, this has meant leaving young children alone at home, or in the care of older siblings. For others, it has meant forgoing their daily income.

The pandemic is temporary, but the challenges of parenthood are not. In fact, it is likely that some of these challenges will be exacerbated in the post pandemic world, as countries and families struggle to rebuild fallen economies. Though Sri Lanka provides free universal education from primary school onwards, the state does not provide universal education or childcare support to children below the age of 5. 

In a fast-changing world, this system is becoming increasingly unsustainable. I see some key issues and challenges surrounding the provision of childcare services in Sri Lanka, and a few simple questions can help put this issue into perspective.

Is home based childcare still a feasible option?

Culturally, many Sri Lankans believe that young children do best with their families, and research has shown that there is some truth to this notion.  Growing up with family allows children to develop bonds and secure attachments and helps foster early emotional development. The quality of care however depends on the responsiveness of the caregiver and on the nature of the environment, and not everyone has the resources to create a nurturing and stimulating home environment. The fact that in 2016, 60 percent of Sri Lankan children between 2-4 years had less than five books at home is indicative of this point.

Extended family support is common in the country, and grandparents have traditionally played a big role in childcare. This too is changing. Sri Lanka has the fastest ageing population in South Asia, and this coupled with the increase in non-communicable diseases has meant that grandparents are older and less able to care for grandchildren.  Dependency ratios have also changed, leaving parents responsible for the care of young children as well as elderly family members. With diminishing family support, home based care is becoming difficult.

Those without family support sometimes make informal childcare arrangements with neighbors and friends, often compromising the safety and welfare of the child. Many children grow up in unsafe and unsuitable environments and carry the consequences of this early neglect into adulthood.

Can parents afford to pay for childcare?  

Affordability is a challenge for many parents. Many families survive on limited and unstable incomes, and cannot afford the added expense of childcare, particularly for multiple children.  In 2016, 36 percent of children lived on less than LKR 278 ($1.5) per day, and 74 percent lived on less than LKR 506 ($2.7) per day.  With much of the family income going towards food, rent and other necessities there is little left to invest in childcare. 

Are there other factors that limit access?

For some parents, the lack of flexibility in childcare settings is also a deterrent. Most privately run day care centers operate from 9 – 5 and do not accommodate different work schedules.  As the name suggests, day care centers do not cater to parents who work night shifts. When children attend preschool and day care in different locations parents have to leave work midday for pick up and drop off. For many, the inconvenience and added expense of this commute is not negligible.

Though day care centers have been mushrooming in Sri Lanka, many lack basic infrastructure and adequate facilities.

Is employer-supported childcare available in Sri Lanka?

Employer-supported childcare is increasing, and various models, ranging from in-house childcare centers to consortium models have emerged in private and government offices.  In the estate sector, Child Development Centers – which are among the only preschool – day care integrated models in Sri Lanka – provide childcare support and early education. This leaves the 57.4 percent (2019) of employees working in the informal sector who can’t access employer-supported childcare and need other avenues of support.      

How good is the quality of childcare?  

Though day care centers have been mushrooming all over the country, many lack basic infrastructure and have inadequate facilities and teaching-learning material.  Some are overcrowded and understaffed. The capacity of child caregivers is also problematic. A 2010 survey found that 18 percent of child caregivers surveyed did not even have a General Certificate of Education, Ordinary Level qualification, and 43 percent had not received any kind of training. Though centers are required to provide holistic care and stimulation, most provide little more than childminding. This is not to say that good ECCE centers do not exist in Sri Lanka, only that it often comes at a high cost and is thus out of reach for many parents.

How is Sri Lanka responding to these issues?

Sri Lanka’s investments in ECCE have focused primarily on preschools (ECD centers). In recent years, there has been significant progress in increasing access to preschool education.  The World Bank funded Early Childhood Development Project has made a major contribution to the sector through the construction of new centers, facility improvement, teacher training, the provision of teaching-learning material and other measures to improve the quality of preschool education.

While this is a much-needed step in the right direction, we may now need to move towards a more holistic approach to early years’ services, to support parents, and to accommodate the care and education needs of children in the 0 – 5 age group.

As a start, more preschools/ECD centers could be developed to include affordable day care services for children, with facility development and capacity building support for the ECD teachers and childcare givers.  This is in line with the government’s mandate. The added advantage to this approach is that it will open up opportunities for more mothers, like myself, and caregivers, to participate in the labor force and contribute to the country’s economic development.

Strategic Victory For China? US Drops Key Project Amid Sri Lanka’s Unrelenting Security Concerns

US Secretary of State Mike Pompeo paid a visit to Sri Lanka in October to coax the Gotabaya Rajapksa government to sign the Millennium Challenge Cooperation Agreement. A controversy erupted ahead of Pompeo’s visit, as the US called upon Colombo to make difficult but necessary decisions” to pick sides between Beijing and Washington.

In a major setback amid the growing Chinese presence in the Indian Ocean Region, the US has decided to discontinue a proposed $480 million development assistance programme in Sri Lanka due to lack of partner country engagement”.

The US Embassy in Colombo on Thursday informed through a press statement that the Millennium Challenge Corporation (MCC) board has decided that the approved fund for Sri Lanka will now be made available to other eligible partner countries.

The Millennium Challenge Cooperation Agreement was approved by the previous government of Ranil Wickremesinghe in the last year of his tenure, but he was unable to get approval from parliament, evoking widespread resistance among people who believed it compromised the nation’s sovereignty and national security.

Nevertheless, the US has once again reiterated that the programme, also facing resistance in another South Asian nation, Nepal, is transparent in nature.

Country ownership, transparency, and accountability for grant results are fundamental to MCC’s development model”, the statement reads.

The MCC has been dubbed a “development project aimed at poverty alleviation” by the US, but many people in Sri Lanka consider it a tool to expand military outreach in the Indian Ocean.

The MCC has partnered with nearly 30 countries worldwide on 38 grant agreements, totalling nearly $13.5 billion.  

Ties between the two countries soured under the Gotabaya Rajapaksa government as the Trump administration considered it biased in favour of China. The Trump administration also introduced a ban on the entry of Sri Lanka’s Army Chief Lt. Gen. Shavendra Silva – who is considered a war hero in the 30-year battle against Tamil militancy – into the United States on charges of human rights violations.

In October this year, US Principal Deputy Assistant Secretary Dean Thompson urged Sri Lanka to make difficult but necessary choices” to secure its economic independence instead of choosing opaque practices in an apparent reference to China deepening its relations with the South Asian country. Beijing reacted to the remark and asked the US to shun a “Cold War” mentality. China has invested nearly $8 billion in infrastructure projects in Sri Lanka, with Colombo Port City and the Hambantota Port Projects being the two major ones.

Sri Lanka not expecting vaccine soon

Sri Lanka is not expecting a coronavirus vaccine anytime soon from any country as not a single vaccine has been approved by the World Health Organisation (WHO).

State Minister of Primary Health Services, pandemics and COVID Prevention Dr. Sudarshani Fernandopulle told reporters yesterday that there is still no discussion to import vaccines from any country.

She said that all vaccines are still in the testing stage and have not been approved by the WHO.

The State Minister said that the Government will pick the vaccine best suitable for Sri Lanka once it is approved by the WHO.

Dr. sudarshani Fernandopulle also said that Sri Lanka does not have full access to vital scientific information on the vaccines currently being tested and must depend on information shared with the media. She said that Sri Lanka is closely monitoring the situation but is also mindful that vaccines usually take a few years to be approved.

The United States has begun administering the Pfizer/ Biontech Covid-19 vaccine while the Moderna Covid-19 vaccine is also being tested.

These vaccines have been tested in a short period and are still in the testing stage ,”she said. 

Antigen tests on passengers crossing Western Province borders from today

According to a letter to Provincial Director of Health Services (Western Province) it stated that the testing would be carried out to identify risk of passengers in three locations in the Province and also to prevent the virus from spreading to other districts.

The sources said the tests would be carried out on random individuals.

The process will be facilitated by the police. In addition, respective Regional Directors of Health Services must deploy their teams to the following locations to carry out Antigen tests.

1.         Nittambuwa along the Kandy-Colombo Road

2.         Salawa, Kosgama along Avissawella-Colombo Road

3.         Katunayake along Colombo-Chilaw Road

The Ministry said the decision had been taken under a directive of Director General of Health Services.

Earlier, Army Commander Shavendra Silva also said that RAT would be conducted targeting people traveling especially to upcountry areas during the upcoming festive season.(Sheain Fernandopulle)

MCC discontinues USD 480 million compact with Sri Lanka

Millennium Challenge Corporation (MCC) has decided to discontinue the proposed compact of USD 480 million with Sri Lanka.

The decision was reached during the quarterly meeting of MCC’s Board of Directors on December 15.

In a statement issued yesterday, the MCC announced that the Board has discontinued the proposed compact with the island nation.

MCC of the US Government approved the grant to Sri Lanka at its board meeting held on the 25th of April 2019 in Washington D.C. subject to Congressional Notification.

On the request of former PM Ranil Wickremesinghe, the MCC had conducted an evaluation in terms of their investment criteria and selected Sri Lanka as a qualified country to receive grant funding under their Compact Investment Program.

Under the grant, MCC had agreed to kick off a USD 350 million transport project and a USD 67 million land project in Sri Lanka. The remaining USD 63 million was to be allocated to support technical assistance, feasibility and design studies, project administration, and monitoring and evaluation.

However, the proposed grant assistance agreement was met with strong disapproval from various parties citing that it adversely affects the sovereignty of the country as it would pave way for defense deals with the US.

Meanwhile, MCC has selected three new partners – Sierra Leone, Kiribati and Solomon Islands – for a new compact partnership and threshold programs.

As a part of the annual selection process, Benin, Burkina Faso, Côte d’Ivoire and Niger have been reselected as eligible for concurrent compact programs for regional integration, while Malawi, Mozambique, Timor-Leste and Tunisia were reselected for compact development.

Further, Ethiopia, Kenya and Gambia were reselected for a threshold program development.

The statement said the MCC has also reaffirmed its support for continuing development in Indonesia, Kosovo and Lesotho.

MCC provides time-limited grants to developing countries that meet rigorous standards for good governance, from fighting corruption to respecting democratic rights, as evaluated by MCC’s scorecard. MCC takes a business-like approach, with bedrock commitments to data, accountability and evidence-based decision making.”


Meanwhile, Embassy of United States in Colombo, in a statement published regarding the decision of MCC Board, said the US remains a friend and partner to Sri Lanka and will continue to assist Sri Lanka in responding to COVID and building its economy.”

On December 15, the MCC Board decided to discontinue the proposed development assistance grant to Sri Lanka due to ‘lack of partner country engagement’, the Embassy noted.

Rs. 89 billion approved for Sri Lanka will be made available to other eligible partner countries in need of grant funding to pursue their economic development priorities, reduce poverty, and grow their economies.”

The Embassy went on to say that the country ownership, transparency, and accountability for grant results are fundamental to MCC’s development model.

MCC has successfully partnered with nearly 30 countries worldwide on 38 grant agreements, totaling nearly $13.5 billion.  These grants have lifted millions of people from poverty by catalyzing local and domestic investment.”

338 more coronavirus cases detected

The total count of Covid-19 cases reported in Sri Lanka reached 33,387 as more persons were tested positive for the virus. 

The Department of Government Information said 338 more fresh cases have been detected within the day.

Reportedly, all of the new cases are close contacts of the Peliyagoda fish market cluster, reports confirmed.

With the new development, the Minuwangoda-Peliyagoda cluster has registered a total of 31,720 cases to date and 650 of them were reported today (December 17).

According to the Health Ministry’s data, 26,353 of the confirmed patients have made complete recoveries from the virus.

EU, WHO grant EUR 2M for Sri Lanka’s Covid-19 mitigation efforts

The World Health Organization country office for Sri Lanka (WHO), with financial support worth EUR 2 million from the European Union (EU), will help improve emergency response capacities in Sri Lanka to mitigate the impact of COVID-19.

The support will focus on several key areas, including enhancing the effectiveness of COVID-19 case management as well as preventing infection.

Developing the system’s case management processes will enable better planning, coordination, and decision-making; additionally, a key component of the grant, the advancement of a learning management system, will sustainably increase the health system’s capacity to respond to public health emergencies in the future.

The funding will also advance existing communication and community engagement efforts, ensuring the generation of relevant and accessible communication materials and supporting the mobilization of vulnerable individuals, young people, and community-based organizations to lead community-level prevention and control measures.

Finally, in recognition of the importance of continuing essential services, EU support will empower communities to access mental health and psychosocial services, addressing inequities exacerbated by the pandemic.

The funding for Sri Lanka is part of the EU’s global response to the coronavirus pandemic,” said Ambassador of the Delegation of the European Union to Sri Lanka and the Maldives Denis Chaibi.

The EU partnership with the WHO will not just address the impact on the health sector but also pay special attention to vulnerable populations, working hand-in-hand with local communities.  Strengthening response capacities of countries in the South Asian region is an important part of ensuring that we all recover from this crisis together and ‘build back better’”.

Dr Razia Pendse, WHO Representative to Sri Lanka, stated that as cases continue to increase globally and locally, we are reminded that the pandemic is far from over. The EU’s timely and strategic support will boost implementation of the Sri Lanka Preparedness and Response Plan to COVID-19, focusing on the pillars of case management, risk communication and community engagement, infection prevention and control, and maintaining essential services. The expansion of digital technology for capacity strengthening and continuous learning, through the development of the learning management system will go a long way in responding not only to the current COVID-19 pandemic but also to a better prepared and resilient health system for future.”

Low compensation paid for Easter attack victims?

It was revealed at the Presidential Commission of Inquiry on the 2019 Easter Sunday attacks that a compensation amount of less than the compensation for victims of Beruwala and Digana incidents have been paid for the Easter attack victims.

S. M. Bathiudeen, the Acting Director of the Office of Reparations, was summoned to testify before the Presidential Commission of Inquiry into the Easter attack yesterday (16).

He said that the then-Prime Minister Ranil Wickremesinghe, and then-Ministers Lakshman Kiriella and Rauf Hakeem decided to pay Rs 02 million for the victims of the Digana incident as compensation at a meeting held at the Kandy District Secretariat.

However, only Rs 01 million was paid to the victims of the Easter Sunday terror attack, the Acting Director pointed out.

Meanwhile, the Attorney General’s Coordinating Officer, State Counsel Nishara Jayaratne also visited the Police Unit of the Presidential Commission last afternoon to record a statement. This was as per an order issued by the Presidential Commission yesterday.

The Presidential Commission is scheduled to hear evidence from the State Counsel today (17) regarding this statement.

Dr Kohona assumes duties as new ambassador to China

Ambassador of Sri Lanka to China Dr Palitha Kohona has virtually assumed duties on Wednesday (December 16).

The Embassy of Sri Lanka in Beijing said the new ambassador was accorded a warm virtual welcome by its staff.

Dr Kohona had arrived in China two days ago to take office in his post.

He was the Permanent Representative of Sri Lanka to the United Nations from 2009 to 2015.

Prior to that, he served as the Permanent Secretary to the Foreign Affairs Ministry and as the Secretary-General of the Secretariat for Coordinating the Peace Process.

Dr Kohona is also the former Head of the UN Treaty Section in New York until 2006.

Further, he has chaired the UN GA Sixth Committee (Legal) in 2013 and co-chaired the UN Committee on Biological Diversity Beyond National Jurisdiction.

මෙම ලිපිය ලිවීමට සිතුනේ රෙයාර් අද්මිරාල් සරත් වීරසේකර වෙනුවට අළුතින් පලාත් සභා ඇමති‌ ලෙස පත්කරණ ලද, ජනක බණ්ඩාර තෙන්නකෝන් විසින් තම නිවසේ පැවති කාන්තා සම්මේලනයකදී පලාත් සභා චන්දය පැවැත්‌වීමට කැබිනට් තීරණයක් ගන්නවාය යනුවෙන් පවසා ඇති බව දුටු විටය (දෙසැම්බර් 14, ලංකාසීනිව්ස්). කාන්තා චන්දයෙන් ඒවා දිණනවා යයි ඔහු කියයි. මෙම වැඩේ ජනකට භාරදීම මතක් කරන්නේ රනිල් විසින් මහින්ද සමරසිංහව ඇමතිකර, හම්බන්තොට වරාය අවුරුදු 200 කට චීනයට විකුණන්නට ඔහුගේ අත්සන ගැනීමේ සිද්‌ධියටය.

මුතු බෙල්ලා වැලිකැටය මුතු ඇටයක් කරනවා මෙන්, මේ දුෂ්ඨ පලාත් සභා ක්‍රමය රන් ආකරයක් කරගත් පිරිසක් අද ඒ වෙනුවෙන් මුග්‌ධ තර්‌ක ඉදිරිපත් කරමින් සිටී. පරිහානිය කරා මුළු රටම යන ගමනේ ඇති කැතම දේශපාලක ක්‍රියාව මේ පලාත් සභා කොල්ලයය. මේ පලාත් සභා මිණිය ගොඩගන්නට වලිකන්නේ, ඉන්දියාවට, ජිනීවාවලට හෝ ඇමෙරිකාවට භයෙන් හෝ පටු දේශපාලන වාසියකට හෝ ඥාති-මිත්‍ර සංග්‍රහයකට හෝ නොව, හුදෙක් රටේ ප්‍රජාතන්ත්‍රවාදය රැකගෙන පෝෂණය කරණවාය යන උදාර පරමාර්‌ථයෙන්, ඊළම් ව්‍යාපාරය (හා දැන් ශාරියා වහබ් ආක්‍රමණය) පරාද කිරීමටය කියා විශේෂයෙන්, සිංහල බෞද්‌ධ ජනයාට ඒත්තු ගැන්‌විය හැකිද? ටැමිල් මොඩරේට් කෙනෙක් යයි සිතූ විග්නේෂ්වරන්ගේ ප්‍රජාතන්ත්‍රවාදයෙන් ගෙන් 2013 දී සිට ඉල්ලා ගෙන කෑවේ මුළු රටමය.

රට කැබලි කිරීමේ විෂබීජය

1987 දී පලාත් සභා යනු 1923/4 දී ඇරඹුණ, සිංහලේ (සිලෝන්) දෙකඩ කිරීමේ අරුණාචලම් පොන්නම්චලම්ගේ, ටැමිලක්කම් ව්‍යාපාරයේ උච්චතම අවස්ථාවය. මෙවැනි ඉරණමක් රටට අත්‌වූයේ 1948 ට පසුව සිට සිංහල බෞද්‌ධ යයි කියාගත් පක්‍ෂ දේශපාලන කළු සුද්දන්ගේ ආත්මාර්‌ථකාමී, මිස්මැනේජ්මන්ට් ක්‍රියා පටිපාටියය. මොවුන්ගේ මේ අබෞද්‌ධ කටයුතු ඉදිරියේ මේ දිවයින මෙතෙක් විනාශ නොවී බේරී සිටින්නේ එය රැක ගන්නා යම් අදෘෂ්‍යමාන බලවේගයක් නිසාමය. මේ රටේ සිදුවු ජාති ද්‍රෝහී පාවාදීම් වලට වඩා ඒවා බෙහෙවින් අඩුවෙන් සිදුවූ රටවල් අද වන විට කැබලිවී විනාශවී ගොස්‌ය. සිය වංක හැසිරීම නිසා, රජිව් ගාන්‌ධි නම් තම ආරක්‍ෂක වාහන සමඟ <රේස් කාර් එලවපු කොල්ලා> ඉදිරියේ දණගසන්නට ජේ.ආර්. නම් <ලංකාවේ කපුටු බෝගසට> සිදුවිය. ඩික්‍ෂිට් නම් <කපටියා> එය සිදුකර ගත්තේ 1987 ගිවිසුමෙනි (කපුටෙකු ගෙන් උපත ලැබුවත් බෝගසක් නිසා ලංකාවේ බෞද්‌ධයින් එය කපා දමන්නේ නැතිබව කියා සිටියේ සිරිමාවෝ හා ජේ. ආර්. යන දෙන්නාටම විරුද්‌ධව චන්දය ඉල්ලූ ජේ. ආර්. පී. සූරියප්පෙරුමය).

ජේ. ආර්- ලංකාවේ කපුටු බෝගස

ප්‍රදීප් නම් ඔහුගේ මුනුපුරා විසින් <ප්‍රජාතන්ත්‍රවාදයේ ඒකාධිපතියා> ලෙස සුදුහුණු ගා ඇති ජේ. ආර් විසින් රටේ ඔහු අත ගැසූ හැම දෙයක්ම විනාශය කරා ගෙන ගියේය. 1962 පොලිස්-නාවික හමුදා ක්‍රිස්තියානි කුමන්ත්‍රණය, <බෞද්‌ධ කුමන්ත්‍රණයක්> යයි කුමන්ත්‍රණය මෙහෙයවූ සී. සී. දිසානායක ගේ පුතා (රවි කරුණානායකගේ මාමා) ලිව්වේ, ඇමතිලා,මන්ත්‍රීලා අත් අඩංගුවට ගන්නට යන කිසිවෙකුට පිස්තෝල රැගෙන නොයන ලෙස අණදී තිබුණ නිසාය! මෙයත් තම පියාට සුදුහුණු ගෑමකි. ගවමුත්‍රා බොන මොරාජි දේශායි සමඟ එකතුව වසු පැටියා හා එළදෙන කියමින් ඉන්දිරා හා ඇගේ පුත් සංජයට උපහාස කලේය (මෙය කලේ ජේ. ආර්.ද නැත්නම් ප්‍රේමදාසද යන්න මට මතක නැත). ඇගේ මිත්‍ර සිරිමාවෝගේ සිවිල් අයිතිවාසිකම් අහෝසි නොකරණ ලෙස කල ඉල්ලීමද නොසළකා හැරියේය. ඉන්දිරා හා පසුව රජිව් විසින් ඔවුන් දමිළ ත්‍රස්තවාදීන් පුහුණු කරන්නේ නැතැයි ලෝකයට බොරු කිව්වේ මේ වෛරය නිසාය. වික්ටර් අයිවන් විසින් මෙතෙක් රට නොදත් ජේ.ආර්.ගේ වංචා තුනක්ද නොබෝදා එලිකලේය (එස්.එල්.වී.ලොග්, දෙසැම්බර් 9). නාටු පොල් අක්කර 50 ක් ඉතාම සරු ඉඩමකට මාරුකර ගැනීම ඉන් එකකි. අක්කර දාස් ගණනක් රජයට දුන් සිරිමාවෝ, අක්කර 5 ක් අයථාලෙස තබාගත්තේයයි බොරු කොමිෂමකින් තීරණයක් ලබාගෙන, ඇය තමාට දේශපාලන අභියෝගයක් වීම නැවැත්‌වීම, ප්‍රදීප් දන්නා (බොරු) ප්‍රජාතන්ත්‍රවාදයය!

ජේ.ආර්. රටට කල එකම සේවය

බොහෝ අය සිතන්නේ වික්ටෝරියා ජලාශය ජේ. ආර්. රටට ලබාදුන් රැජිනගේ තෑග්ගක් ලෙසය. හුනුගල් පාෂාණ උඩ මෙවැනි යෝධ ජලස්කන්‌ධයක් කෙතෙක් කල් තිබේවිද යන්න මේ වනවිට භූමි කම්පා වලින් මතුකරදී ඇත. වී සෆර් ෆ්රොම් ද ඩෙඩ් කියන්නේ මෙයටය. පෘතුගීසීන් ගොඩකල කොළඹ නම් එක මඩ වගුරකින්, සැතපුම් 15 ක් දුරින් තවත් මඩ වගුරක් ගොඩකර දියවන්නා පාර්ලිමේන්තුව සැදීමද මෙවැනි ජේ. ආර්. දායාදයකි. දැන් වර්‍ෂා ජලයෙන් කොළඹ 7 පවා යටවෙන්නේ මෙහි එක් ආනිසංශයක් ලෙසය. විශාල ජලගැල්මක් ආ දාට දියවන්නා ඔය උතුරා ගොස් පාර්ලිමේන්තුව කොට උඩ යනු ඇත. සිය නම දාගන්නට අගනුවරක් මඩේ හදනවා වෙනුවට රටට-දැයට ආදරය ඇති දේශපාලකයින් නොවන රාජ්‍ය පාලකයෙක් නම් කරන්නේ රටේ පරිපාලන අගනුවර අවුරුදු 20 ක සැලැස්මක් යටතේ <රජ රටට> රට මැදට, ගෙන යාමය. කොළඹ තදබදයට විසඳුම ලෙස අහසේ දුම්‍රිය පාරවල් දැමීම දිගුකාලීන මහජන ශුභසිද්‌ධිය ලඟාකර දෙන්නේ නැත.

කෙසේ වෙතත්, සිය ජීවිත කාලය පුරාම සුවච කීකරු ඇමෙරිකන් බලු පැටියෙක්‌ව සිටි යැංකි ඩිකී නම් ලත් ජේ.ආර්. (ඉහත කාටූන් එකේ කලු පාට කෝට් එක බලන්න), රොනල්ඩ් රීගන් විසින් අළුයම ලූ කෙළපිඬක්සේ ඔහුව අතහැරදැමූ විට, ඉන්දියාවේ හිරකාරයෙක්ව අතරමංව සිටියදීත්, ඩික්‍ෂිට්ගේ ප්ලෑන බකල් කල හැකි උපායශීලි මනසක් විදහා පෑ බව පේන්නේ ඔහුට පසුව ආ අය හැසුරුණු නැණවිකල් (වෙස්සන්තර?) අකාරය සමඟ සසඳන විටය. මේ දිවයින රැකබලා ගන්නා යම් නොපෙනෙන බලයක් ජේ.ආර්.ට ආරූඪ වූවා වැනිය! ඔහු ඩික්‍ෂිට්ලා ඉදිරියේ දණ නොගැසුවා නම් අද වනවිට සිංහලේ (සිලෝන්) යනු, ඊළම හා මායිම් සටන් කරමින් වැනසෙන, දිවයිනේ කොටසක් (කුඩා පලස්තීනයක්) පමණය.

මුරුංගා ගහක් මෙන් සිට කඩා වැටෙනවා වෙනුවට ගොයම් ගසක් මෙන් පරාජයට අකුලා ගෙන හුලඟට නොනැවුනේ නම් ඉන්දියන් හමුදා පැමිණ, නැවත පිටව යන්නේ ඊළමක් සදා දීය. බොහෝ අයතුල ඇති මිථ්‍යාවක් නම් ඉන්දියන් <සාම> හමුදා ආපසු ගියේ ප්‍රේමදාසගේ බල කිරීම නිසාය කියාය. ඔවුන් ගියේ තමන් අල්ලාගෙන ඉන්නේ සැබෑම කොටි වලිගයක් බව දිල්ලියේ හා මැඩ්‍රාස් දේශපාලකයින්ට ප්‍රත්‍යක්‍ෂ වීම හේතුවෙනි. ඊළඟට ඔහු කලේ, බණ්ඩාරනායක විසින් 1957 ජූලි 26 දී චෙල්වනායගම්ගේ උ-නැ දෙපලාතේ මිථ්‍යා නිජබිමට, සිය තනිමතයෙන් දුන් තල්ලුවට (ඔහු මැදිහත්‌ව යළි 1965 මාර්තු 24 දින ඩඩ්ලි-චෙල්වා හොර ගිවිසුමක් මඟින් මේ තල්ලුව තවත් තීව්‍ර කලේය), සරදම් කරමින් සෙසු පලාත් හතද නිජබිම් කිරීමය! මේ මඟින් රටේ අසමමිතික එක පලාත් සභාවක් වෙනුවට නීතියෙන් එක හා සමාන සභා 8 ක්ම ඇතිකලේය. මෙය එක්තරා ආකාරයකට, ඩික්‍ෂිට් විසින් කොපිකල 1935 ගවර්‌මන්ට් ඔෆ් ඉන්ඩියා ජාතිවාදී නියෝජන පණත බාල්දු කිරීමකි. තුන්‌වෙනුවට ඔහු කලේ ඔහුට වගකියන ආණ්ඩුකාරවරයෙක් බැගින් පලාත් වලට පත්කිරීමය.

1551 දී දොන් ජුවන් ධ‌ර්‍මපාල ක්‍රිස්තියානි රජු වීමත් සමඟ දිවයිනේ ක්‍රිස්තියානි කළු සුද්දන් පරම්පරා බිහිවීම ආරම්භ විය. සුද්දන්ට දරදිය ඇද. ඔත්තු සපයා වරප්‍රසාද ලබාගත් කොටස් මතුවිය. 1815 දී සිංහලේ <ද්‍රවිඩ බෞද්‌ධ> රජුව අල්ලාගත් ස්ථානයට, බණ්ඩාරනායක, ජයවර්‍ධන හා කුමාරසූරියර් (පොන්නම්බලම්) යන <මුදලිලා> තුන්‌දෙනාම සුදු භටයින් සමඟ එහි ගියේ ඒ නිසාය. අවුරුදු 200 කටත් පසුව අදද මේ අයගේ ලේ ඥාතීන් තවමත් රටේ හොල්මන් කරණ කළුසුද්දන්‌ය. රනිල්ට හෙළ වෙදකමේ පැණි, එන්ජින් ඔයිල් ලෙස පේන්නේ ඒ දුර නෑකම නිසාය. ඔහුට අනුව පොසොන් යනු දිවයිනටවූ ප්‍රථම ආක්‍රමණයය. පෘතුගීසීන් ඇවිත් අවුරුදු 500 ක් වීම සමරන්නට පෘතුගාල අගමැති කොළඹට ගෙන්නන්නට ඔහු ප්ලෑන් කලේ ඒ නිසාය. අනිත් අතට චන්ද්‍රිකා නෝනා නිර්‍වස්ත්‍රම් පරමං සුඛම් කියමින් බුදුදහමට අපහාස කලේය. 1832 සිට සුද්දන්ගේ ව්‍යවස්ථාදායක සභාවේ නිල නොලත් සාමාජිකයින් ලෙස ජාතිය අනුව පත් කල අය ආවේ මේ පවුල් වලින්‌ය. දමිළ මුහන්‌දිරම්ලාට දුර නෑකමක් ඇති විග්නේෂ්වරන්ට අනුව ප්‍රාග් ඓතිහාසික යුගයේදී ඉන්දියාවේ සිට ගෙනා ශිව ලිංග පහකින් (ත්‍රිකුණාමළය, කීරමලෙයි, මන්නාරම, හලාවත හා දෙවුන්දර කෝවිල්) දිවයින බ්ලෙස් කර ඇත. මේ, බුදුරදුන් ලංකාවට තුන් වරක් වැඩියා යන මහාවංශ කතාවට, තේසවලම් මනසෙන් ඔහු දෙන උත්තරයය!

අනාගාරික ධර්‌මපාලතුමෙකුගේ ආගමනය

එංගලන්තයට ගොස් ඉගෙන ගෙන ආ මේ කළුසුද්දන්ගේ අළුත් පරම්පරාව 1910 පමණ සිට තමන්ටත් සුද්දන්ගේ රක්‍ෂා වලින් කොටසක් ඉල්ලා සිටියේය. ඔවුන්ගේ අරගලය වූයේ එයය. මේ කාලයේදී පෙරමුණේ සිටියේ 1820 ටත් පෙර සිටම යාපනේ ඉංග්‍රීසි මිෂනාරි පාසැල් වලට ගිය මලබාර් ඉන්හැබිටන්ට් (දමිළ නම නිලවශයෙන් දාගත්තේ පසු කලෙක අරුණාචලම් විසිනි) යයි කියනලද කොටසය. සිංහල බෞද්‌ධයින්ට ඉංග්‍රීසි පාසැල් ලැබුනේ කර්‌නල් ඕල්කොට් ආපසු 1880 න් පසුවය. ක්‍රිස්‌තියානි පාසැලක ඉගෙනගත්, ඕල්කොට්ගේ භාෂා පරිවර්‌තකයා වශයෙන් කටයුතු කල දොන් ඩේවිඩ් හේවාවිතාරණ නම් තරුණයා මේ කාලයේ සමාජ-දේශපාලනයේ නිරතවූ අනිත් හැමෝටම වඩා වෙනස් ‌විය. ජාතිවාදී තරඟය ඉදිරියේ ඔහු සිංහල ජාතිය වෙනුවෙන් පෙනී සිටියේ බෞද්‌ධ ප්‍රතිපත්ති වලට අනුකූලවය. එනම් කිසිම මිනිසෙකුට ජාතිය, කුලය හෝ ලබ්ධිය අනුව වෙනස්කම් නොකල යුතුය යන්නය.
මෙම දර්‌ශනයට අනුව යමින් පිරිහී ගිය සිංහල ජාතිය නඟා සිටුවන්නට, අරුණාචලම්, මාකස් ප්‍රනාන්‌දු, එඩ්මන්ඩ් සමරවික්‍රම යනාදීන් බලයේ සිටි ලංකා ජාතික සංගමය සමඟ සහයෝගයෙන් ක්‍රියා කරන්නට ඔහු ගත් උත්සාහය අසර්‌ථක විය. <සිංහල බෞද්‌ධ> කළුසුද්දෝ, සුද්දන් හා එකතුව එතුමාව රටින් එලවා ගත්තේය. 2019 දි ගෝඨාභය ජනාධිපතිකලේ, පරණ වයින් බෝතල් වල පරණ වයින්ම දැමීමට නොව, අළුත් වයින් බෝතල් වල අළුත් වයින් දැමීමටය. මෙතෙක් රටේ සිටි අගමැතිලාට, ජනාධිපතිලාට වඩා වෙනස් පක්‍ෂ දේශපාලකයෙක් නොව, දූරදර්ශී සිංහලේ රකින රාජ්‍ය පාලකයෙක් පතාය. 1815 දී සිට සිංහල බෞද්‌ධයාට අහිමිකල සිංහල උරුමය සාධාරණ සීමා සහිතව (ඩිස්ක්‍රිමිනේෂන් විත් රීසන්) නැවත ලබා දීමටය. ධර්‌මපාල දර්‍ශණය හා එය ගම් මට්ටමෙන් ක්‍රියාවට යොදවා සාර්‌ථක ජාතික සේවයක් කල කළුකොඳයාවේ ප්‍රඥාශෙඛර නාහිමියන්ගේ ග්‍රාම ප්‍රතිසංස්කරණ හා අපරාධ මර්‌දන ව්‍යාපාරය (1940 දශකය), සෞභාග්‍යයේ දැක්ම සංකල්ප සමඟ හොඳටම පෑහේ.

වයිට් මෑන්ස් බර්‌ඩන්-බෙදා පාලනය

යටත් විජිත වාදයේ මූලික උපක්‍රමයක්‌ වූයේ ජාතීන් බෙදා පාලනය කිරීමය. එයද කලේ තමන්ට උපරිම වාසිය ලැබෙන ලෙසටය. සිංහල-දෙමළ වශයෙන් බෙදා ඉන් පසු උඩරට සිංහල-පහතරට සිංහල කියා බෙදුවේය. ඒ අතර ගොවිගම-කරාවේ-දුරාවේ-සලාගම යනාදී වශයෙන් තාන්න මාන්න බෙදාදී අභ්‍යන්තර කුලල්කා ගැනීම්වලට උල්පන්දම් දුන්නේය. මුස්ලිම් කියා කොටසකට නිල නොලත් මන්ත්‍රීකම් දුන්නත්, සිංහල බෞද්‌ධ-සිංහල ක්‍රිස්තියානි වශයෙන් සළකා බෞද්‌ධයින්ට නිල නියෝජනයක් දුන්නේ නැත. ඊනියා නිදහස ලබන කාලය වනවිට රටේ තිබුණේ කැතලික් ඇක්‍ෂන් වලට විරුද්‌ධ බෞද්‌ධ බලවේගයේ සටනය. මෙය සිංහල-දෙමළ භාෂා සටනක් බවට පෙරලීම කළුසුද්දන්ගේ ශූක්‍ෂම උපක්‍රමයක් විය. ඩොනමෝර් බෞද්‌ධයින් (ඕ මයි ගෝඩ් බෞද්‌ධයින්) මේ ලණු ගිල්ලේ දැනගෙනමද නැද්ද යන්න අදටත් ප්‍රශ්ණයකි. යාපනේ තිබුණේ මීට වෙනස් තත්‌වයකි. සුද්දන් සමඟ විවාහ-අවාහ මගින් පවා සම්බන්‌ධවූ මලබාර් වෙල්ලාලයින්, කොළඹ සිට <පහල කුලවලට අයත් යයි කියන> සෙසු ජනතාව අර්‌ධ වහල් භාවයෙන් තබා ගත්තේය. මේ කොළඹ සිටි නායකයින් බොහෝ දෙනෙක් දකුණු ඉන්දියා‌ණු ක්‍රිස්තියානි පල්ලි නිකායට අයත් විය.

වයිට් මෑන්ස් බර්‌ඩන්-හීන මානය රිංගවීම

යටත් විජිත වාදයේ අංග දෙකක් නොව තුනක් විය. අප දන්නේ බයිබලය හා කඩුව අරගෙන ආවා යන කතාවය. එහෙත් ඊට අමතරව (අරක්කු) බෝතලයද විය. මේ තුනෙන්ම සිදුකලේ යටත් වැසියා තුලට හීනමානය රිංගවීමය. ම්ලේච්ච ජනයා ශීලාචාර කොට ඔවුන්ව දෙවියන් වහන්සේට භාරදීම දේවකාරියක් ලෙස සිතා ජීවිත පරිත්‍යාගයෙන් ක්‍රියාකල පූජකවරු සිටින්නට ඇත. එහෙත් බොහෝවිට සිදුවූයේ බයිබලය, පාලකයින්ගේ සූරාකෑමේ ක්‍රමයට අතිරේක රෝදයක් වීමය. කච්චේරියට ගොස් සුදු ඒජන්ත ඉදිරියේ බලු පැටියෙක් ලෙස හැසිරෙන මුදලි, මුහන්දිරම්, හෙඩ්මන්ලා ගමට ගොස් අසරණ ගැමියාට පුස්පාට් දාන්නේ මේ හීනමානයේ ප්‍රතිපලයක් වශයෙනි. 1835 දී ඉන්‌දියාවේදී මැකෝලි විසින් ආරම්භකල දුඹුරුපාට බ්‍රිතාන්‍යයින් පිරිසක් බිහිකිරීමේ ඉංග්‍රීසි අධ්‍යාපන ක්‍රමය මෙම හීනමානය ඉහල සිට පහලට මුළු රටක් පුරාම පැතිරවීමට හේතු උපකාර විය. පරණ යටත් විජිත වාදය අදත් ලොව පුරා ගෙනයන්නේ මෙසේ බිහිකල කළුසුද්දන් කල්ලි හරහාය. කොරෝනාවට සිංහල බේත් තිබිය නොහැකිය යන මතයක් අදටත් ගෙන යන්නේ මෙම හීනමානයෙන් පෙලෙන කළුසුද්දන් විසින්‌ය. හීනමානය නිසා ඔවුන් දීන පංචස්කන්‌ධ වී ඇත. විවෘත මනසකින් ලෝකය දෙස බලන්නට යුරෝපයේ හැමදේම ශ්‍රේෂ්ඨය යන මිථ්‍යාව ඔවුන්ට ඉඩ නොදේ.

සෞඛ්‍ය කාර්ය මණ්ඩල සාමාජිකයින් සදහා නත්තල් සහ අලූත් අවුරුදු උත්සව වෙනුවෙන් මෙතෙක් කල් ලබාදුන් උත්සව අත්තිකාරම් දීමනා ලබා නොදීමට පියවර ගෙන ඇති බවට අප සංගමය වෙත කරුණු අනාවරනය වේ.

විශේෂයෙන් මේ මොහොත වන විට රට පුරා වසංගතයක්ව පවතින #කොවිඩ් උවදුර හේතුවෙන් සෞඛ්‍ය කාර්ය මණ්ඩලය දැඩි ආර්ථික දුෂ්කරතා මධ්‍යයේ සිය රාජකාරී ඉටු කරමින් සිටින අතරම සෞඛ්‍ය කාර්ය මණ්ඩල සාමාජිකයන් විසින් මෙතෙක් අමතර රාජකාරී ඉටු කිරීම වෙනුවෙන් උපයාගනු ලැබු අමතර දීමනාද බොහොමයක් අඩු වී ඇත.

තවද මීට පෙර අවස්ථාවලදී උත්සව අත්තිකාරම් ලබාදීම අත්හිටවූ මොහොතේ සෞඛ්‍ය කාර්ය මණ්ඩලයට ලබාදුන් ණය වාරික ගෙවීමේ සහනය සහ අනෙකුත් සහන ලබාදීම මේ මොහොතේ සිදු නොවන අතර උත්සව අත්තිකාරම් මුදල් ලබාදීම අත්හිටුවීමට ගත් තීරණය හේතුවෙන් සෞඛ්‍ය කාර්ය මණ්ඩලය තව තවත් ආර්ථික අර්බුදයන්ට ලක්වන බව පෙන්වා දිය යුතුව ඇත.

එබැවින් සෞඛ්‍ය කාර්ය මණ්ඩලය සදහා උත්සව අත්තිකාරම් ලබාදීම කතර කිරිමට ගෙන ඇති තීරණය මේ මොහොතේ වහාම අත්හිටුවීමට කටයුතු කරන ලෙසත්, සියළුම සෞඛ්‍ය කාර්ය මණ්ඩල සාමාජිකයින් සඳහා උත්සව අත්තිකාරම් මුදල් ලබාදීමට අවශ්‍ය කටයුතු කඩිනමින් සලසා දෙන ලෙසත් කාරුණිකව ඉල්ලා සිටින අතර යම් හෙයකින් උත්සව අත්තිකාරම් මුදල් ලබා නොදීමට කටයුතු කරන්නේ නම් අකැමැත්තෙන් වූවද වෘත්තීය ක්‍රියාමාර්ග වෙත එලැඹීමට සිදුවන බව වැඩිදුරටත් දන්වා සිටිමු.
