KUALA LUMPUR (THE STAR/ASIA NEWS NETWORK) – Malaysian counter-terrorism chief Datuk Ayob Khan said people should not confuse sympathy for the plight of the Tamil minority in Sri Lanka with supporting the Liberation Tigers of Tamil Eelam (LTTE) terror group.

He said this on Sunday (Oct 13) as Malaysian police came under criticism after it detained five more Malaysians in a swoop against what it said were followers and symphathisers of the defunct LTTE, bringing the total arrested to 12.

Two of the seven men arrested in the first swoop last week were ethnic-Indian assemblymen from the Democratic Action Party (DAP), part of the ruling Pakatan Harapan (PH) coalition.

Deputy Commissioner Ayob, the Counter Terrorism Division head of the police in Malaysia, said there was nothing wrong to have sympathies for the Tamils in Sri Lanka, but it is an offence to support the LTTE as they are a terror group.

“I sympathised with the Tamils too but I don’t support LTTE,” he told reporters. “Don’t confuse the plight of the Tamils (in Sri Lanka) with the terrorist acts of LTTE,” he told a special press conference in Bukit Aman, the police headquarters.

On the latest string of arrests, DCP Ayob said they were detained in central Melaka state and northern Penang state between 10am and 5pm on Saturday (Oct 12).

The five included a 52-year-old teacher, a Melaka city councillor, and a factory worker and security supervisor in Bukit Mertajam, Penang.

“Those detained were suspected of promoting and supporting LTTE while securing funds for the terror group.

“The ones detained in Melaka were suspected of organising an LTTE Warriors’ Day celebration last year,” he said.Related Story

Mr Ayob added: “We are going to follow the money trail and see where funds were transferred to and from. We believe large sums were transferred among those detained but we are not ruling out the involvement of others.”

Police had said last week that one of the men arrested had wanted to attack the Sri Lanka embassy in Malaysia.

The state lawmakers detained were Seremban Jaya (Negeri Sembilan) assemblyman P. Gunasekaren and G. Saminathan, the Gadek (Melaka) assemblyman.

Veteran DAP leader Lim Kit Siang visited Mr Gunasekaran’s family on Sunday. Mr Lim said, as quoted by Malaysiakini news site:  “Guna has stood in six elections and has been victorious on three occasions. I believe he is innocent, and we will give him legal and other forms of support.”

The arrests have raised tensions in the PH ruling coalition, amid claims that police did not warn DAP leaders about the impending detention of their lawmakers, and concerns that these have marred the image of the Chinese-led DAP party, which is in power for the first time since its formation. 

Mr Lim on Sunday called for the security law Sosma to be abolished.

Malaysia’s Prime Minister Mahathir Mohamad, asked on claims the arrests would weaken the DAP, said on Sunday: ‘’The government wants to know why this matter is happening. We don’t like to use power to weaken any quarter.”

“It is not me who nabbed these people, not (Home Minister) Muhyiddin (Yassin) who nabbed them, (but) it is the police who did so and the arrests by their officers were following the law,’’ he told the media in Langkawi, as quoted by The Sun Daily news.

Mr Ayob, asked on criticisms that the police should charge the suspects in court instead of detaining them under the Security Offences Special Measures (Sosma), said the suspects were detained for security offences and not a normal criminal investigation.

“If we merely recorded their statements, I believe they will give ‘superficial’ statements or the bare minimum.

“They were detained under Sosma to enable us to investigate further and seize crucial items pertaining to the investigation,” he said.

Mr Ayob said that political leader Senthamizhan Seeman from India’s Tamil Nadu state may be banned from entering Malaysia if there is evidence that links him to the LTTE. He said police are aware that Mr Seeman has been entering Malaysia numerous times to meet politicians.

“However, we will investigate and see how deep is his role in channelling funds to LTTE or promoting the terror group. If there is basis, we will ask the Immigration Department to ban him from entering the country,” he said.

Meanwhile, Mr Ayob said family members of the suspects were informed of the arrests once the suspects had been detained under Sosma.

“They will then be given access to lawyers after 48 hours.

“In fact, the two assemblymen detained on Thursday (Oct 10) will be able to meet with their lawyers and family members on Monday (Oct 14),” he said.Related Story

On DAP secretary-general Lim Guan Eng saying the police assured him of no more arrests pertaining to LTTE, Mr Ayob said he was not sure where the minister got his information.

“He did not get it from me. I have never issued any statement that we will stop this investigation. If we have enough evidence, we will investigate and make more arrests,” he said.

DCP Ayob said police also believed an NGO with branches nationwide had been actively securing funds for LTTE.

“Those involved in supporting, promoting or securing funds for terror groups will be arrested regardless of their political affiliation or race,” DCP Ayob said.

KUALA LUMPUR: Police today confirmed they arrested five more individuals last night for promoting” the Liberation Tigers of Tamil Eelam (LTTE), bringing the total number of those held to 12 as the crackdown on the group’s alleged supporters continues.

Bukit Aman’s anti-terrorism chief Ayob Khan Mydin Pitchay said the individuals were detained based on solid evidence for promoting” the now-defunct Sri Lankan separatist group and supporting” it through the media.

The arrests of the five follow those of seven other individuals earlier in the week, including Melaka exco member and Gadek assemblyman G Saminathan and Seremban Jaya assemblyman P Gunasekaran, both of DAP.

They had been arrested over their alleged involvement in LTTE activities.

Giving details of the latest arrests at a press conference, Ayob said the first individual – a teacher – was held in Teluk Panglima Garang, Selangor, for allegedly supporting LTTE through the media.

The second arrest, he said, was carried out in Durian Tunggal, Melaka. The 38-year-old executive officer with the Melaka Green Technology Corporation allegedly served as the organiser of activities and distributed LTTE-related leaflets.

Ayob said the third individual arrested is a Melaka city council man.

The fourth is a factory worker from Penang held for promoting LTTE, while the fifth is a 29-year-old security supervisor who allegedly promoted the group through the media, he said.

Colombo, October 11 (newsin.asia): The Sri Lanka Podujana Peramuna (SLPP) founded and led by former Sri Lankan President Mahinda Rajapaksa has swept the Elpitiya Pradeshiya Sabha (local government) elections winning all the 17 divisions.

The win is of great importance in as much as it indicates the popularity of the SLPP and the Rajapaksas ahead of the Sri Lankan Presidential election to be held on November 16. Gotabaya Rajapaksa, a younger brother of Mahinda Rajapaksa is a Presidential candidate.

Elpitiya is in Galle District in South Sri Lanka. The election saw 70% polling.

The total number of overall votes obtained by the SLPP is 23,372. It got 17 seats. The United National Party (UNP) has secured 7 seats after obtaining some 10,113 votes. The United People’s Freedom Alliance (UPFA) led by Lankan President Maitripala Sirisena secured 3 seats after obtaining 5,273 votes. Janatha Vimukthi Peramuna (JVP) secured 2 seats after obtaining 2,435 votes.

A total of 53,384 voters were eligible to cast their votes at the Elpitiya Pradeshiya Sabha election which was held at 47 polling booths. 155 candidates from recognized political parties contested.

MEDIA RELEASE Mahinda Rajapaksa Leader of the Opposition

The opposition alliance formed by the Sri Lanka Podujana Peramuna, the Sri Lanka Freedom Party and the political parties of the Joint Opposition have scored a resounding victory at the Elpitiya Pradesheeya Sabha elections. This election was held on the basis of nominations submitted at the beginning of 2018. Hence the Sri Lanka Freedom Party had fielded a separate list. But today, we have formed an alliance to ensure the victory of one candidate at the presidential elections. The opposition alliance has won all the wards in the Elpitiya Pradesheeya Sabha. As a whole the opposition alliance has won 69% of the valid votes cast. The UNP won only 24%. The JVP has not obtained anything more than their usual percentage of votes.

The people of Elpitiya have with great foresight and integrity, conclusively defeated the attempt made by the government to retain power by deceiving the people through the distribution of land, jobs and all manner of material inducements.  I need not dwell on the disasters that have befallen this country after January 2015. The economy is in a state of collapse. In the run up to the Elpitiya election, the Department of Census and Statistics released the latest data indicating that unemployment had increased further. The economic growth rate is now about a third of what it was under my government. Businesses are struggling. The indebtedness of the country is at an all-time high.

There is no external, global reason for this economic downturn. The downturn that has taken place in this country after 2015 is due entirely to political reasons. This situation can be remedied only through politics. That is the process that has now been set in motion by the people of Elpitiya. It was not only the economy that the yahapalana government destroyed. They have destroyed the democratic system as well.  The local government elections were delayed by nearly three years. They have brought about a situation where Provincial Council elections cannot be held at all. They went to courts and got a declared Parliamentary election halted. They tried their best to get the presidential elections put off.

Indeed they even tried to prevent the Elpitiya Pradesheeya Sabha election from taking place. They made every attempt possible to get the candidate of the opposition alliance knocked out of the race even before the presidential election was held.  This era should be brought to an end. The people of Elpitiya have fired the first salvo. I request all supporters of the opposition alliance to savour this victory peacefully and without inconveniencing anyone.

රාජ්‍ය බලය උපරිම ආකරයට යොදවා,  මැතිවරණ නීතිත් උල්ලංඝනය කරමින් රැකියා, ඉඩම් හා නොයෙක් ද්‍රව්‍යමය දේවල් බෙදමින්, මහජනතාව රවටා තමන්ගේ බලය රැකගැනීමට ආණ්ඩුව ගත් උත්සාහය ඇල්පිටියේ ජනතාව ඉතාමත්ම දුරදක්නා නුවනින් පරාජය කර ඇත. 2015 ජනවාරියෙන් පසු, මේ රටට සිදුවුණු වින්නැහිය ගැන අමුතුවෙන් කිවයුතු නැත. රටේ ආර්ථිකය කඩා වැටුණි. ඇල්පිටිය ඡන්දයට දින ගණනක් තිබියදී සංඛ්‍යා ලේඛණ දෙපාර්තමේන්තුව නිකුත් කළ අලුත්ම සංඛ්‍යා දත්ත වලට අනුව මේ රටේ විරැකියාව තවත් වැඩි වී ඇත. රටේ ආර්ථික වර්ධන වේගය අපේ කාලයේ තිබුණාට වඩා තුනෙන් පංගුවක් දක්වා අඩු වී ඇත.  

ව්‍යාපාර කඩා වැටී ඇත. රටේ ණය බර අහස උසට නැග ඇත. මෙවන්  ආර්ථික පසුබෑමක් මේ අවස්ථාවේදී ඇතිවීමට කිසිඳු බාහිර, ජාත්‍යන්තර හේතුවක් නොමැත. ඉන්දියාව, බංගලාදේශය වැනි අපේ අසල්වැසි රටවල් එක පිම්මේ ඉදිරියට යමින් සිටී. මේ රටේ ඇති වී තිබෙන ආර්ථික පසුබෑම තනිකරම දේශපාලන හේතු නිසා ඇති වූවකි. එයට පිළියම් යෙදීමට හැකිවන්නෙද දේශපාලනය තුළින්ම පමණි. ඇල්පිටියේ ජනතාව මුලපිරුවේ එයටයි. යහපාලන ආණ්ඩුව නැති කළේ ආර්ථිකය පමණක් නොවේ. රටේ පාලන තන්ත්‍රයත්, ප්‍රජාතන්ත්‍රවාදී ක්‍රමයත් ඔවුන් විනාශ කළේය. පළාත් පාලන ඡන්දය ඔවුන් අවුරුදු තුනකින් ප්‍රමාද කළේය. පලාත් සභා ඡන්ද මොනම ක්‍රමයකින්වත් පැවැත්වීමට බැරි තැනට වැඩ සැලැස්සුවේය. පසුගිය වසරේ කැඳවපු පාර්ලිමේන්තු මැතිවරණයත් උසාවියට ගොස් නතර කර ගත්තේය.  ජනධිපතිවරණය කල් දමා ගන්නත් ඔවුන් උත්සාහයක් ගත්තේය.

වෙනකක් තබා, ඔවුන් ඇල්පිටිය පුංචි ඡන්දයත් නොපවත්වා සිටීමට උත්සාහයක් ගත්තේය.  විපක්‍ෂ සන්ධානයේ ජනාධිපති අපේක්‍ෂකයාව ඡන්දයටත් කළින් තරඟයෙන් ඉවත් කර ගන්න ඔවුන් නොගත් උත්සාහයක් නැත. මේ දුර්දාන්ත යුගය අවසන් කිරීමට දැන් කාලය එළඹී ඇත. ඒ සම්බන්ධයෙන් පළමු වෙඩි මුරය ඇල්පිටියෙන් පත්තුවිය.  ඇල්පිටියේ ඡන්ද ජයග්‍රහණය සාමකාමීව භුක්ති විදින මෙන්  මම විපක්‍ෂ සන්ධානයේ සියලු දෙනාගෙන්ම ඉල්ලා සිටිමි.

My famous Management Guru, Prof. Peter Drucker said: Efficiency is doing things right; effectiveness is doing the right things.” What is the difference between being effective and being efficient?

Basil Rajapakse is a hands-on and Effective and Efficient Performer.  As Drucker said, The end aim of a Manager, is the delivery of results”.

YAHAPALANA VERSUS MAHA SANGHA Part 4

Yahapalana’s attacks on the Maha Sangha are part of its attack on Buddhism, Buddhists, and Buddhist worship. This anti-Buddhist strategy has clearly been planned well ahead and given to Yahapalana to implement.

Yahapalana decided to avoid a frontal attack on Buddhist philosophy. They know what happened at the Panadura Vadaya. Yahapalana has preferred to hit below the belt. Yahapalana accordingly tried to silence the Maha Sangha, by putting them in remand prison and to sabotage the Peraheras by removing the elephants that go in it. Peraheras have always been an irritant to the non-Buddhists in Sri Lanka.

Uduwe Dhammaloka observed in 2016 we can see that strategies are being discussed among various NGOs and the present rulers seem to be going along with them, one instance is the Katikawata Bill, the intention was to suppression of the sangha. There is no need for a Katikawata bill, the Vinaya rules are sufficient.  Kiribathgoda Ananda has over a 1000 monks under him. They conduct themselves well.”

Uduwe Dhammaloka continued, there is now a move by NGOs to say that ordaining young boys as monks is child abuse.  We know that as far as Buddhism is concerned adult ordination will never work. Monks have to be ordained when they are young otherwise they will never be able to conduct themselves in a manner required of monks. We now see subtle attempt to portray the ordination of children as child abuse. There was a video clip of a young samanera crying for his mother that was shared on social media networks some time ago. These subtle campaigns which strike at the very root of Sinhala Buddhist culture. If child ordination is eliminated the sangha will be gone in one generation.  

Derana   News on 10.9.19 showed a young man repeatedly slapping two Samanera bhikkhus repeatedly for allegedly taking an item from a shop. An onlooker came forward and stopped him but only after about half a dozen slaps had been given. The next day Derana news showed the two Samanera in hospital. The man was arrested and the camera showed him apologizing for his action.

Samanera bhikkhus are also featured elsewhere. The popular teledrama ‘Sidu’ features a village temple, its chief priest, his assistant Ven.  Rahula and two little Samaneras, Soratha and Subhoda. ‘Sidu’ thus shows the three levels of bhikkhus in the Sangha community, senior, middle and junior, their role and the difference in attitude among them.  The Samanera are shown to be normal, mischievous little boys, training to be priests. Before it became a soap opera, Sidu” was a lovely film. Buddhist philosophy was woven beautifully into a relaxing film which offered,  suspense, melodrama, excitement, ‘pight’, ‘comit’ and ‘luv’. 

The international conspiracy leaders have studied the Sangha as individuals and selected the most suitable Bhikkus for what they had in mind. These handpicked monks talk and behave in a manner designed to turn Buddhists against Buddhism. That is the nature of the conspiracy. Getting the monks involved is part of the conspiracy. This has also happened in Burma where monks were brought into disrepute., said Uduwe Dhammaloka.

There is a small group of monks playing a major role in creating disturbances in the country.  They paved the way for the present government to come to power. These monks were completely unheard of until they started creating disturbances on the streets. This is a small minority of monks with suspicious linkages to the west. 

It is these monks who were arrested at Homagama. They were brought to court like criminals with their heads covered, Things that were not done even in colonial times are being done now. Our monks are now aware of what is going on, we discuss these matters, concluded Uduwe Dhammaloka.

The pin pettiya in temples is also targeted. Some time ago, the pin petti of Alutgama and Dambulla viharas were sealed by the Department of Buddhist Affairs. The public protested and the Department gave in. In September 2019 another round of pin petti sealing  started. The pin petti at Badulla raja Maha vihara were sealed.

In September 2019, the audit Division of the Department of Buddhist affairs had come Tissamaharama Raja Maha vihara to do a surprise check of its pin petti. The petti were sealed to be taken for examination to the Department of Buddhsit Affairs. The auditors have said that the temple had not maintained proper records of the pin petti money.

 The chief priests at Tissamaharama told Derana that they were unable to get the money they needed for the next perahera due to the bomb blast. They needed about 1.3 million. They needed another 50 lakhs or so, to keep the chaitya whitewashed and pay the workers and feed them for about two or three months. The Chief priest also observed that there was a Christian Church in Tissamaharama which had about three hundred acres of land. Are they checking there as well, he asked.

However, since it was best to keep on the good side of the Maha Sangha.  Yahapalana made it a point to go to Malwatu and Asgiri Mahanayakas,   kneel down, hand over baskets of fruit and say what they were going to do next. Maha Sangha was not fooled. Some Yahapalana MPs went beyond that. Derana news 8.9.17 showed Ravi Karunanayake visiting Elle Gunawansa and worshipping before a Buddha statue.  Then in August 2019, there was a photograph of Ravi kneeling before a bhikkhu at a function at the BMICH.  

Unfortunately for   Yahapalana, things did not go as planned. Instead of getting frightened, shutting up and staying inside their temples, the Sangha did the opposite. They marched out en masse from their temples and confronted Yahapalana directly. We now see a re-emergence of the Maha Sangha as a   strong, formidable political force.

The Buddhist monk is fundamentally a teacher, and a counselor to laypeople observed  Raj Gonsalkorale. They are part of a community,  and their role is defined by the environment they live in.  I would add to this that the Sangha are citizens of Sri Lanka,  and are entitled to all the rights and privileges of a citizen of Sri Lanka. That is an inalienable right. If the  Sangha can vote at an election, they can be politically active as well.   Buddhism is not a philosophy that shuns politics.  Buddha preached to King Bimbisara,  King Pasenadi, and Anathapindika, a rich merchant and banker. In doing so, he was recognizing the importance of political and economic power in a society. 

The  first concern of the Maha Sangha was of course, Buddhism .in June 2017 after a meeting of the Karaka Sangha Sabha, Warakagoda Gnanaratana in a strongly worded statement   spoke of internal and external conspiracies against Buddhists and emphasized the need for the Mahanayake Theras of the Three Nikayas and the patriotic people of the country ‘to act in unison to face such injustices.

The Sangha made sure that traditional Buddhist activities continued. A Pirit chanting was organized at 600 temples in June 2019 to invoke blessings to the country, tri-force personnel, Police, Government, and the people.  The chanting was to start at Anuradhapura, with 500 bhikkhus chanting pirit at  Ruwanvelisaya.. The annual peraheras would  also  continue.  In June 2019, chief prelates met the Secretary of Defence to discuss security arrangements to the annual peraheras conducted at Kelaniya, Mahiyangana, Bellanvila, and  Navagamuwa.

The Maha Sangha have taken a fearless stand against Yahapalana government.  Ven.Elle Gunananda said the Yahapalana ‘lied and lied to us’ (boru kivuva).  Ven.Omalpe Sobitha said there must be a firm Sinhala leadership in Parliament. The tail cannot be allowed to wag the dog.  Ven.Wattegama PItiyegedera observed that we do not have a national policy that can survive changes of government.

The Maha Sangha have made their political position clear .Wattegama PItiyegedera said that Vigneswaran had met the Malwatte and Asgiriya sangha and said they want federalism. Wattegama Pitiyegedera reported that the Sangha straightaway said they cannot agree this.

The Maha Sangha have also  made it clear that they support Gotabhaya Rajapaksa as the next President of Sri Lanka. Gotabhaya   did a well planned tour of the major temples of the country. The chief priest of each temple spoke and the speeches were shown on television news. They had clearly planned their speeches  beforehand and chose their words carefully. The speeches were political statements intended for the public and Yahapalana. At Kiri vehera, the camera showed a bikkhu recording the proceedings with a smart phone.

The itinerary went as follows. Gotabhaya first went, with his retinue to Anuradhapura where he worshipped at Sri Maha Bodhi, Ruvanveli seya, Mirisavati, Lankarama and Jayanthi vihara. At Ruvanvali seya     1500 monks  conducted an adistana puja. The heads of these temples greeted him as a promising future leader.

After visiting the Dalada Maligawa in Kandy, and receiving the blessing of the Sangha at Malwatte and Asgiriya temples as well as pirit nool. Gota travelled south, to Kiri vehera at Kataragama, where there was an ashirvada puja and 500 monks chanted Jaya pirit. 

The chief priest of Kiri vehera, Kobawaka Dhamminna said we will support anybody who is prepared to protect Buddhism and our land .We hope that Gotabhaya will take up that responsibility. Bellanwila Dhammaratna said the country had fallen to nought today in terms of security and economy. Mahinda Rajapaksa made [an impact]. ‘You are his brother. You have the ability to take this country out of this mess.  You have experience. Do the right thing. We will support you.’

 Uva Wellassa Sanghanayake Kandaudapanguwe Sudamma said ‘look into security,   foreigners cannot poke their noses [into our affairs]. Create a good country, a strong, courageous one where Sinhalese can live with pride. You have the strength to do this. Today Sangha lack respect. They are insulted. We cannot be expected to tolerate this.   The Maha Sangha is for the country, its Sasana, and   its culture.’

Gotabhaya then went to Tissamaharama Raja Maha Vihara where  Develegama Dhammasena spoke.    At Matara  Paraduwa Jinaratna, head of a Sangha organization, wished Gota  success at the elections, the  solidarity of the Rajapaksa brothers is an example to the nation, he said.  People are on fire,  he continued, they are scared the country will be handed over to a foreign power. Stop  those who are robbing the state, selling  the state, save it from foreigners, protect Buddhism, get rid of this irreligious government, which has  encouraged Sangha bedhaya .There must be a  love for the country, he concluded.

At Alutgama Kande viharaya,   Malegoda Nanda said head of state must have  ‘eveseema’. ‘As Defence Secretayr you showed that quality’. At the Kalutara bodiya Waskaduwe Mahindawansa   told Gotabhaya  ‘you gave a very good speech at the launch in Colombo  it had no mud, no division, you got your ideas across very effectively’.  There was pirit at Wadduwa bodhiraja.

Pannipitiya Rukmale Sri Dharma Vijayaloka’s chief priest, Ittapane Dhamalankara  said most politicians are busy slinging mud at each other from the mud hole they have got into. They are placing the population in danger. ‘Like you got us out of the war  you should  try to get us out of this mud hole too.  You have shown by action, not talk your ability and won the admiration and respect of the public. I  declare that you are the most suitable as our leader.’

At Mount Lavinia Dharmapala aramaya Ramannya chief prelate Kotugoda Dhammavasa said  the public hare hoping now for a good leader. They eagerly await a leader who will  provide a ‘kramavath ayurin rata hikmavagena nisi paripalanayak. ‘with help of the Maha Sangha and public  we hope that you will be able to create a country which regains its self respect and we pray that you will have the strength, power and support of the public to achieve this.’   I have given this programme at length because I wish to show  the huge , island wide support given by the Sangha to Gotabhaya and the issues the Sangha consider important.

The Maha Sangha  was aware of the animosity of  Yahapalana towards the Sangha. Keppetiyagoda Sirinimala  of Getambe temple said  in 2017 that usually when there was a crisis, the bhikkhus came forward, ‘now they are  denigrating the monks.’ A protest march and a meeting of the Maha Sangha was held in Kandy in July 2019  because  some NGOs and  other organizations  had challenged a statement made by the Mahanayake of Asgiriya .The  march  was organized by  several Sangha organizations, including  Jathika Sangha Sabha and Thri Nikayika Bhikshu Ekamuthuwa.

The Maha Sangha have emphasized their unity by appearing in formidable groups, not singly. At the National Conference on Peace, Harmony and Co existence, July 2019,  one half of the BMICH auditorium was  given over to the Sangha, who could be seen seated  en masse, in a  blaze of saffron. (See Derana news 31.7.19 at at13.53). 

There was a media conference  to report the decision of the Kotte Sri Kalyani Samagri Dhamma Maha Sangha Sabha regarding the proposed new constitution. The opening shot showed a group of 12  or so, red and yellow clad Bhikkus emerging from the discussion led by  the chief priest. The chief priests  spoke  to the camera with this group standing behind him, in full view of the camera, looking very  serious and formidable. It was impressive. (see Derana 6.55 news 22.10.17 at 15.10) Camera also showed them going into the meeting.

The third example is from the  ‘Jathika Maga’  conference  held by Maha Sangha Samuluva at BMICH   in June 2019 .  This showed three or four rows of monks, on the stage,  sitting amidst a set which included   Anuradhapura style pillars, a Samadhi statue and a Dagoba. 

The Sangha also  spoke out  regarding non-conformist bhikkhus. In 2017, after a meeting of the Karaka Sangha Sabha, the Mahanayake of the Asgiriya Chapter, announced Although we do not approve the aggressive behavior and speech of Bhikkhu Galabodaatte Gnanasara the viewpoint expressed by him cannot be discarded. Insulting Bhikkhus by various groups without inquiring into the veracity of the issues raised  cannot be condoned.”

A historic agreement merging the Amarapura and Ramanna Chapters was signed in Colombo, in August   2019. The two chapters will hereafter be known as a single entity: Sri Lanka Amarapura Ramanna Samagri Maha Sangha Sabha.” The agreement was signed by the Amarapura Chapter Mahanayake, the Ven. Kotugoda Dhammavasa , and the Ramanna Chapter Mahanayaka, the Ven. Napana Pemasiri. The two prelates will hereafter function as Joint Chairpersons of the new Sangha Sabha.

The agreement marks a turning point in the history of the Buddha Sasana in the country. It was reached after years of talks. Six major aims were cited as the reasons for the merger. These included the need to take decisions jointly regarding issues affecting the Buddha Sasana and the country, building a disciplined Sangha society and providing guidance to young learned Buddhist monks to face social challenges. Ven. Kotugoda Dhammavasa said there was no reason why the two Chapters should remain separate as they were started by the pupils of the same monk. The Sangha now urgently needed a  Sangadhikarana   and  a Kathikawatha. We have submitted the recommendations,  for a Sanghadhikarana, but  nothing has happened so far, said the  Sangha.

It should be noted however, that the  three nikayas have been  working together  for a long time before the merger. For instance,  in December 2018 a decree by the tri nikaya was announced at the Jathika Maha Sangha Samuluwa led by the prelates of the three nikayas at Nelum Pokuna, Colombo.  

The Easter Sunday bombings mark a significant coming together of the Catholic Church and the Maha Sangha. The Catholic Church and the Maha Sangha appeared   together on one platform after this  sad event. Cardinal Malcolm Ranjith   took the lead.

Cardinal Malcolm Ranjith held two joint press conferences with the Maha Sangha regarding the bomb blasts. The   Maha Sangha was represented by Ven. Ittapane Dhammalankara, Chancellor of the University of Sri Jayewardenepura, and chief priest of Kotte Sri Kalayani Samagri Dharma Maha Sangha Sabha of Siyam Maha Nikaya.   In July 2019, Kirinde Dhammakusala, chief incumbent of Sri Bodhi temple at Bopitiya and Rev Francis Jayakody parish priest of Pamunugama were special invitees to the meeting of the Pamunugama Welfare Association of Bopitiya.  

After the Easter Sunday bombings, the Sangha decided to send the Muslims, as well as Yahapalana and the USA a strong message. 50 bhikkus ,from Bellanwila Raja Maha Vihara went by bus to Katuwapitiya church, and were met by the chief priest of the Church. They exchanged greetings, went into the church and surveyed the damage done. Then in a symbolic gesture of sympathy, several bhikkus took brooms and swept the compound. Ven. Bellanwila Dhammarathana invited His Eminence Malcolm Cardinal Ranjith to join a pooja at Bellanwila Raja Maha Viharaya in August 2019  to invoke merit on those killed, which he did with all reverence.

Yahapalana  has   inadvertently, helped to establish Sri Lanka as a Buddhist country. It happened like this. Mangala Samaraweera said  on 13 May 2019 that Sri Lanka was not a Buddhist country.  There was a howl. Of course it is a Buddhist country said the Buddhists.  Yes it is, added the Hindus, Christians and Muslims independent of each other.

Cardinal Malcolm Ranjith said it could not be disputed that Sri Lanka was a Buddhist country. Sri  Lanka is a Sinhala Buddhist country said Faizer Mustapha. So did Minister Mano Ganesan.. Navinda Jayasinghe speaking for Catholics said this is Sinhala Buddhist country, there is nothing to argue about it. Its identity is Sinhala Buddhism. Vadivel Suresh said there are no two words about It. Buddhism  is the senior  religion under which come the junior religions  of Hinduism, Islam and Christianity.

 The Sangha spoke up. The religious groups in this country should keep it in mind that Buddhists in Sri Lanka had always respected and allowed unhindered the existence of other religions, said Asgiriya in an   official statement. We condemn acts by other religious groups that insult this tolerant Buddhist ethic,”.

The rest agreed. They also announced, with appreciation, that it was the Buddhist ethos that permitted them to  practice their religion with complete freedom. Faizer Mustapha said it was the Buddhist  ethos that permitted the other religions to   follow their religions peacefully and exercise their rights.

However, long before all this, In Sept 2018  Cardinal Malcolm Ranjith was present at the prize giving of Kanduboda Shri Saranankara Daham Pasala in Delgoda, organized by the Ven. Parakaduwe Sri Saranankara with Chancellor of the Kelaniya University Ven. Dr. Walamitiyawe Kusaladhamma  presiding.

Cardinal Malcolm Ranjith said at this event that Buddhism was the backbone of this country and it was a religion which had been followed by the people in this land for a long time. People who had been shaped by Buddhist civilization do not violate human rights. He added that a society which attempts to make human rights a religion, could safeguard human rights effectively through Buddhist teaching.

Rights of all people in this country are safeguarded when Buddhist culture is safeguarded, he said. Human rights are safeguarded in our country much more than what is prescribed by the UN because of the Buddhist environment,” he added. Since we have inherited a great culture over the years, there is no need to think about human rights in a special way  Anti-religious ideologies are being filtered into the society today. We have to put them aside and safeguard religions,” he said. ( Concluded)

ADDITION NO 1.

 When Mahinda Rajapaksa took over at Prime Minister in Oct 2018, he emphasized the Buddhist connection. He went to several temples, Abhayarama first, of course, then to Kelaniya, Vidyalankara and also Anuradhapura. He received the blessings of, among other bhikkhus, Ven. Welamitiyawe Kusala Dhamma    and Ven Kumburugama Vajira

ADDITION NO 2.

In November 2018, Chief Sangha Nayake of North Central Province and Chief Incumbent of Jayanti Viharaya, Anuradhapura, Ven  Nugetenne Pagnnananda said what was important was not individuals or political parties, but the national interest. Those who sought the intervention of foreigners in the internal affairs of the country put national sovereignty in peril.”We should solve our internal issues ourselves. Already foreign powers have poked their fingers into our affairs”, he added. In the past Sri Lankans had invited Dutch to save them from the Portuguese and, subsequently enlisted the support of the British to get rid of the Dutch. Finally, the entire country had been ruled by the British. “Hence, I request all concerned not to invite foreign powers to interfere with matters concerning our country”, he said.

ADDITION NO 3

In August 2019, at a Yuthukama meeting Ven. Elle Gunawansa made a stirring speech. He critiqued Yahapalana in strong terms. He said the first thing that Yahapalana was looking at from the time it came to power was how to hit the Buddha Sasana. So they brought in a Theravada bhikkhu kativatatak. If this katikavata had gone through I would not be standing here speaking to you and the Diyawadana Nilame would have been in prison, he said.

Then came the pin petty issue. Elle Gunawansa   also   spoke of the Cultural Triangle, which now has 6 billion rupees in its fund. ‘This is our money’, said the thera. It was made by displaying Buddhist   viharas, and ancient ruins. No other government after independence has created a greater ‘vinase’ than this government. So don’t be fooled. This is your last chance, he said. We need an ‘ayomaya nayakayek’. Not someone who will kneel before the west. If you make a mistake don’t come saying sorry. ‘I am very upset’ he concluded.

ADDITION NO 4.

A resolution to remove Prime Minister Ranil Wickremesinghe from the post of Chairman was passed by the Dayaka Sabha of the Kelaniya Raja Maha Vihara, in September 2019. The resolution was moved by a member of the Kelaniya Seela Bhavana Samitiya and seconded by Co-Secretary of the Dayaka Sabaha. around 300 members of the Sabha  were present .Ven. Kollupitiye Mahinda Chief Incumbent of the temple inquired from the Sabha whether there was anyone supportive of Prime Minister Wickremesinghe, and seven members of the Sabha raised their hands in support of the Prime Minister. Ven. Prof. Kollupitiye Mahinda then announced that the matter would be referred to the Executive Committee of the Sabha for a final decision to be taken.

ADDITION NO 5

The 155 birth anniversary of Anagarika Dharmapala was celebrated at Sugathadasa Stadium in September 2019. Television cameras showed a huge crowd and many monks. Several bhikkhus, including Polipiti Mukalane Pannasiri spoke. Ven.Medagoda Abhayatissa made an unprecedented reference to politicians   who go about ‘holding their male partners by the hand’.  Bhikkhus so not usually touch on this subject.

 Elle Gunawansa again let go. He said the Anagarika fought British rule. Today also we have become a subject state and we are now seeing a ‘sanskrutika vinasayak’. Once again we are strangled by a foreign power. Both laymen and bhikkhus must get together to save the country. When we talk of a Sinhala jatiya they say we are rousing communal feelings. That criticism is made only to us.

ADDITION NO 6

In September 2019, there was a huge meeting for the presentation of the report Sammuthiye Malimawa” or modern dasa panatha at BMICH hall by Jathika vidvat Bhikkshu Peramuna .This report focused on the 13th Amendment and the Executive President. The bhikkhus said they do not like the executive Presidency but as long as the 13th amendment is there, the Executive President also must be there. Otherwise the country will divide into two.

The bhikkhus spoke of puppet government and NGO rule. Walpola Piyananda of Washington said that now there are over one million Buddhists in USA and more are joining in. The ‘film personality’ (Ranjan Ramanayake) who is attacking the Sangha is not doing this on his own, he is pushed into it by others. Diviyagaha  Yasassi let go against Yahapalana government . What damage they have caused to the country from Bank scam  onwards. This is our last chance to save the country, he said.

GOTA PHOBIA – Part IV C (Chandrika flees, Sajith genuflected, Gota leaps forward)

Sajith Premadasa in his desperation and greed for political power had been uttering many jokes in recent days and has become an object for amusement in certain cases and serious offensive and repulsive utterances in certain other cases. The amusement series included driving buses, kicking a football to show he can play soccer, holding a bat and attempting to hit a cricket ball to show he can play cricket, playing volleyball, crossing a river on a footbridge, a log bridge (aethanda), etc.  Is it also denotes that he does not know or not interested at all about other popular sports such as track and field, rigger, swimming, basketball, etc.   All these are utterly irrelevant for the election of a President. If such things were done by presidential candidates, the election commission in those countries would have taken the person concerned to test whether he is a maniac or in a good sense before accepting nominations from such a person.

The most scornful and repulsive offense he has made so far is using a term that no Buddhist priest or laymen would have dared to use by themselves, the term Sri” (Holy) which is only used as an attribute to Lord Buddha.   For instance Si Pada, Sri Vibhootiya, Sri Maha Bodhiya Sri Dalada Maligawa, Sri Dantha Dhathoon  etc.  This crank candidate has said that he was uttering things or making promises through his Sri Mouth. The usage of this attribute to his mouth has created a storm of prote3sts and condemnation from all over the country. 

The self-aggrandized Sajith Premadasa visited Kandy on Monday on the insistence of his media team as a gimmick to fool the Buddhists and to get some video clip to be used in the election campaign.  In this visit, he visited Sri Dalada Maligawa, and to meet the incumbent Maha Nayake Theroes of Malwatte, Asgiriya chapters and theMaha Nayake Thero of the Ramanya Nikaya.  During this visit the Acting Maha Nayake Thero of the Amarapura Nikaya, Ven. Yalegama Dammissara Thero told Mr. Premadasa to apologize publicly and seek  reprieve from the Buddhist public about his utterance for himself having a Sri mukaya and thereby desecrating the attribute exclusive belonging to Lord Buddha and admonished him that people make mistakes when they speak or so something but it is paramount to seek indemnification for such mistakes and utterance. The enormous anger among the Buddhists, priests, and laymen both, forced shameless self-aggrandized, hollow and foul mouthed Sajith to publicly apologize at his first public rally held at Galle face greens on 10th October, Thursday.

By this measure, the so-called Sri Mouth of Sajith became a ‘Kaanu Kataa’ the well-known name for his father.  Readers may be wondering why he was known as Kaanu Kataa.  When Madam Sirimavo Bandaranaike became World’s First Prime Minister Premadasa addressing a meeting in Anuradhapura said that when they get their own PrimeMinister he will sit on the PM’s chair after only washing it thoroughly.  When there were objections to this speech and people started to rebuke him as Kaanu Kataa.  At that time the Lake House was totally servile to the UNP and it even attempted to claim that the speech was made by Mr. Peter Keuneman which was not accepted by the people.  So as Sajith has on umpteen times said that he will become the son of Premadasa noe he has become a Kaanu Kataa like his father.

On Deiday11thOctober Sajith Premadasa and the UNP hierarchy received another bad news from the Supreme Court.  The government filed many bogus cases against Gotabhaya to keep him tied up in court premises and hamper his campaign activities.  TheSupreme Court issued a stay order on special court Trial-at-Bar which hears the D.A.Rakapaksa Memorial Museum case until 10th.  It was reported that the government was making illegal moves to have hearings of this case to hamper Gota’s election campaign.  

In another set back to Sajith his bete noir Ranil Wickremasinghe has taken over the election campaign activities and shifted it from Sajith’s own election in the Vaxhaul street to Ranil’s UN[ headquarters Sirikotja saying that Sajith’s Sajitj’s campaign activities are not being carried properly.  The has denied that election campaign activities had been entrusted to the former UNP General Secretary Tissa Attanmnayake and has said that it will now be handled by the former Director-General of the Information Department Mr. Ranga Kalansueiya under the direct supervision of Mr. Ranil Wickremasinghe.

Despite wasting public funds on advertisements and on foundation laying/inaugural ceremonies of his chicken pen houses alleged to have constructed on archaeological sites after removing the artefacts (details of these swindling and wastage were reported in the media from time to time) this self-aggrandizing person with a chicken mind addressing an event titled ‘mega mind’ has said that he will intend implementing the concept of artificial intelligence management dashboard  for contacting officials of government institutions over the phone to get statistics and updates on relevant institutions and strategies to address certain issues. Like the anecdote that attributes to prawns, he thinks all public servants are rogues and guilty despite he himself is reported to be guilty to a gross extent.  People say that he is only parroting illusory things without knowing the meanings of such things. 

As per a report published in the Daily Mirror on 3rd October 2019 s Sajith Premadasa’s statement suggests that the gap in income share between the richest and poorest quintiles in the country is 50% of total household income. As per the report, the FactCheck in its assessment has shown Sajith’s claim against the income statistics in the Household Income and Expenditure Surveys (HIES) of Sri Lanka in 2016 ), the gap in income share was 46%, and not 50%. The website has said that Sajith overstates the income disparity in Sri Lanka and therefore, they classify his statement as FALSE. The website reputed for analytical forecasts also states that Sajith’s ’s statement is ambiguous on whether he is referring to the quintiles in terms of households or individuals (because household size varies, the two statistics

October 8 Tuesday was a historic day for my old political party, the Sri Lanka Freedom Party in which I was the Vice President of the Central Committee of the Matara electorate. 

The party had its Central Committee meeting on this day at the official residence of President Maithreepa Sirisena and at this meeting, the President relinquished his chairmanship of the SLFP. and remain as a nonpartisan until the end of the presidential election. The former General Secretary of the party Prof. Rohana Lakshman Piyadasa was appointed as the acting Chairman. At this historic meeting, several provisions were taken on several resolutions moved by the party’s senior vice president Mr. Nimal Siripala de Silva.  These decisions included

  1. the SLFP to extend its fullest support to the presidential candidacy of Mr. Gotabhaya Rajapaksa and take all steps to ensure his victory
  2. the SLFP to joint he new political alliance of the SLPP, the Sri Lanka Podujana Alliance (SLPA)
  3. to hold negotiations with the SLPA on the allocation of positions in the alliance and arrangements related to the next General Electopm. 

It was also decided for MPs Duminda Dissanayake and Weerakumara Dissanayaje to attend Mr. Gotabhaya Rajapaksa’s inaugural rally to be held at the Salgado stadium in Anuradhapura on the following day. And officially the three MOUs that had been drawn up by MP Nima; Siripala de Silva in respect of the aforementioned three matters.  Accordingly, the MOUs were signed on the 9th morning at the Sri Lanka Foundation Institute by the General Secretary of the SLFP Dayasiri Jayasekera and the General Secretary of the SLPP Sagala Kariyawasam.

Amidst these developments, some lapdogs of the old hag Chandrika calling themselves as members of the organization for the protection of the SLFP have attempted to contact Chandrika to get instructions from her the steps to be taken and have found that Chandrika has left (fled from) the country on the 9th morning.  Later of was reported that they have held a meeting with Chandrika’s minion the notorious quisling and the foreign servile Mangala Samaraweera. The number of this so-called Chandrika’s lapdogs are said to be not even 10 persons.

 Chandrika has severely blamed the SLFP General Secretary Dayasiri Jayasekera and has sent a letter stating the following in Sinhala:

Immediately halt SLFP support to Gota.  90%are with me.

The former President Mrs. ChandrikaBandaranaike expresses her opposition for the decision taken by the Sri Lanka Freedom Party to extend its support to Mr. Gotabhaya Rajapaksa in the forthcoming presidential election

Given below is the contents of the letter sent by her to the SLFP General Secretary Mr. Dayasiri Jayasekera.

 When over 90% of our organizers have stated that they are opposed to joining withPohottuwa, how can you decide to support Gota? This is a complete betrayal of the Sri Lanka Freedom Party.

If Maithree has said that he is willing to relinquish the party presidency,we would extend you support to revive the party and take up the chairmanship.

Our party became weak not because we joined in an alliance with the United National Party and other parties. It was because our leader did not have the required strength and vision and because he became fooled by the conspiracies of Rajapaksas and complicating the party by destroying the goof things. 

If Maithree had the capability of using the government power, he could have built the Sri Lanka Freedom Party, allowed the law and order to prevail smoothly and taken appropriate action against murders and plundering of Rajapaksas by now the Sri Lanka Freedom Party and the country would have become very strong.

Therefore, I appeal to you as the person who loves the Sri Lanka Freedom Party most and who knows about the party.  Without confining to your personal needsm do not allow our party to be destroyed.

Wednesday 9th October, bright sun and cool winds pleasing everyone prevailed in Anuradhapura.  By the moon, Tsunami waves of people from all over the district descended to normally deserted Salgado stadium and its environs and the people were very much enthusiastic to see the savior of the nation and the country’s undisputed next President.

When Gota’s inaugural rally, MPs Dr. Sarath Amunugama, Duminda Dissanayake, Weerakumara Dissanayake, and several other SLFP  MPs joined the guests.  It was also surprising to find that the former deputy minister W.B.Ekanayake whom a few days ago was shown as joined Sajith Premadasa also coming to the stage and pledging his support to SLFP MP Duminda Dissanayajeaddressing the rally said that the victory was with Gotabaya and invited all SLFPers to back him at the upcoming presidential election.

Speaking to the first-ever political campaign of Mr. Rajapaksa, MP Dissanayake said he was on the stage bearing well wishes from the SLFP to Mr. Rajapaksa.

MP Dissanayake said that they will back Gotabaya Rajapaksa as the SLFP has decided to do so because both parties represent the left politics. He said Gotabaya’s proposals for the future are optimistic to form a strong country with restored democracy, national security, and economy.

Delivering the keynote address, Mr. Gotabhaya Rajapaksa said it is his duty is to make Sri Lanka a safe country once again and promised to release all war heroes who have been imprisoned over ‘false’ charges. He expressed his immense gratitude to all members of the Sri Lanka Freedom Party (SLFP) for the historic decision” taken by the party to support him at the election. 

The former Defence Secretary charged that within 5 years of coming to power, the incumbent government has taken away the people’s freedom to visit even their places of worship without being afraid of a bomb attack. He asked the people to fulfill their duty and assured that November 16th onwards his duty is to make this country a safe country once again.

He also vowed that once their government comes to power farmers will be given their fertilizer subsidy-free of charge and all microfinance debt and the debt of the farmers will be waived off.

He promised that all imprisoned war heroes will be released by the morning of the day after the presidential poll. He said a  large number of war heroes are languishing in prisons over false charges and cases. And he would like to declare at this moment that they will all be released by November 17th morning. He also promised that all personnel in the civil security service who have completed 22 years of service will get a pension under their government.

Speaking further Mr. Gotabhaya said that the government is trying fears in the minds of the people that he will install a military regime in the country.  He said that they liberated this country in a glorious manner and the people are well aware of what has happened to the gallant war heroes under this government and attempts made to prosecute them as war criminals. 

Delving about Anuradhapura, he said that the Anuradhapura in the past was known as the Tank Kingdom. At that time we had agriculture connected to the village, the tank and the temple.  2/3rd of the people of the country depended on agriculture as a living hood. But this government gave only step-motherly treatment to agriculture. It was only MahRajapaksa government that served for the farmers. The Agriculture received state patronage and gave fertilizer subsidy, but this government slashed the fertilizer subsidy. Again the fertilizer subsidy was given to the farmers during the 52 days government. It will be given absolutely free of charge when we come to power. What we want is to raise the living standards of the farmers. To make the country self-sufficient in rice and other food products.  No country could look forward to the future without food security. We will do everything possible and necessary to ensure food security.  When the country is developed it should be developed encompassing all sectors so that everyone can benefit as a whole.

The leader of the National Freedom FrontMP Wimal Weerawansa addressing the rally that the recent killing of 7 elephants has been done to fulfill a Malayalam Vow. He said that this country which had been shattered can be rebuilt again only by Mahinda-Gota pure combination which in the past directed children wearing Cyabide capsules to re-enter schools and removed the bomb fear from the Sinhala and Muslim children.  He said that it is the incumbent duty of the people to ensure the victory of the Mahinda-Gota combine to get a bright, peaceful and harmonious future assured for their children. 

Speaking further he said that the SLFP joining with them they are inaugurating the campaign with 6.5 Million votes in hand and it would get further increased up to November 16th. With that, they will proceed from real victory to a mammoth victory. Mr. Weerawansa said that it will not become necessary to wait until November 16th to celebrate victory but the heroic patriotic people of Elpitiya will write the premonition before that.

With the statements issued recently by ex solicitor general Dilrukshi Wickramasinghe and another former solicitor gen Suhada Gamlath, it is very clear that there had been a cabal of vicious Ministers , the supportive politicians and government servants working in hand and glove under Yahapalanya Plan who were involved in a political witch hunt throwing all government procedures etc overboard and causing massive financial expenditure to the state.

With the formation of Yahapalanaya government in 2015, an advisory committee was appointed to plan and implement a program of its activities. The committee included Ranil, Chandrika, Champika, Rajitha, Anura Kumar, Sumanthrian and Hakeem which was known as National Executive Committee, One of the first decision made by the committee is to plan a strategy to punish all who belonged to to the opposition Camp by investigating their acts of corruption and misdemeanours. To enable the committee to enlist the support of the NGOs etc another committee was appointed which came to be known as ‘Anti-corruption committee secretariat’. The person who headed the committee was Ananda Wijepala who was Anura Kumara’s personal secretary when he was the Minister of Agriculture. The fact that its office was situated in the Temple Trees complex speaks of the important role assigned to it.

It was so powerful that the ministers who were members were working round the clock in submitting petitions to the Bribery commission and also to the CID. It was instrumental in the looking into the alleged misuse of government funds and submitted reports to the organizations which were examining Financial Frauds. Some of the members were seen carrying these files themselves and lodging complaints and issuing public threats to the persons alleged to have committed the misdeeds and the official in these organizations and especially the law enforcing authorities in the Police department and the Attorney General’s Department. They were successful in forming a supportive unit in the CID which worked tirelessly to nab the political opponents of the Government, Unfortunately, there were loop holes in the fabricated cases and they were to a large extent failed in the pursuits for last 5 years!.

But, about a month ago the revelations by Dilrukshi Wickramasinghe, the then Solicitor General and the former Bribery Commissioner that she regretted the unjust actions taken by herself with regard to the destructions of Avant Grade Co and its executives due to nasty politicians, hit the nail on the head of these questionable operations as it came to the public eye that there ‘were ministers and the politicians’ who were controlling the implementation of the law which is a judicial function. Avant Garde was a high profit earning venture which crated job opportunities for nearly 1500 persons and adding 16.4 dollar billions to Sri Lankan economy from 2011 and 2015. As one of the very first unlawful political operations conducted by the Yahapalanya government to achieve a personal vendetta ,it resulted in a colossal  loss to the country as well to the employees of Avant Garde, This issue must be taken up by a responsible government to recover the losses while punishing the guilty who were playing a political game using the country’s resources and it’s time. It has to be mentioned that many Government personnel were compelled to spend time in implementing their vicious plan of political revenge.

To add insult to the injury another former Solicitor General, Shuada Gamlath and presently the Chairman of NAPVW dropped another bombshell by end September when he revealed the names of prominent activist Ministers and a former high  official of Bar Association  who were involved in pressurizing Mr Gamalth to take illegal  steps to arrest illegally, Gotabaya Rajapakse and several others in connection with  Avant Garde issue which he resisted, and, resulted in him not receiving the due promotion as the Attorney General,

The above serious comments made by two former Solicitor Generals on the undue and unethical interference in the law enforcing situations have to treated with the seriousness which it deserves to be probed further to seek compensation from the irresponsible individuals for wasting public funds and their attempts to ride the donkey.

බල්ලට ගිය සුද්දගෙ නීතිය – දෙවන කොටස

නීතියේ ආධිපත්‍යය යනු එන්ජිිoo කාරයින් පාවිච්චි කරණා සෙප්පඩවිජ්ජාවක් නොවේදැයි මීට පෙර ලියූ ලිපියට දෙවන කොටසක් ලියන්නට සිතුනේ පසුගිය සති කීපය තුල මතුවූ අළුත් උදාහරණ රැසක් නිසාය. හරිහමං නීති නැත්නම්, ඒවා සාධාරණ ලෙස ක්‍රියාවේ යොදවන ආයතන නැත්නම්, යුක්තිය පසිඳලීම නිසින්දමට අපක්‍ෂපාතී ලෙස සිදු නොවේනම් එවැනි රටක, සමාජයක, රූල් ඔෆ් ලෝ  ඉල්ලමින් දුවන්නේ පෙරමුණේ ඉන්නා හොර හිත් ඇති තැරැව්කාරයින්‌ය. පෑගෙන, මිරිකෙන ජනතාවට මේ රූල් ඔෆ් ලෝ කන්නට හෝ බොන්නට නොහැකිය. ඔවුන් දකින්නේ පගාවට, බලයට, ධනයට, නෑකමට, ලිංගික ආශාවට හෝ වංචාවට යටවුන දේශපාලකයින්, නිලධාරීන්, පොලිසි, නීතීඥයින්, දොස්තරලා, ග්‍රාම සේවකලා හා නඩුකාරයින්‌ය.

සමාජයේ ස්ථාවරභාවය සඳහා ඇති නීති රීති පද්ධතිය හරියට ශරීරයේ හම මෙන් සමාජය එකට බැඳ තබයි. කුලියට දේශපාලනය කරණ එන්ජිිoo මුදලාලිලා මේ හම කොනිත්තා හිල් කරන්නට හදන්නේ යම් නීතියක් අර්‍ථ නිරූපණය කිරීමට නඩුකාරයින්ට ඇති වරණය උපයෝගීකර ගෙනය. ඕනෑනම් කබරගොයා තලගොයා කිරීමට උසාවියට ඉඩ ඇත යන න්‍යාය උඩය. උදාහරණයක් වශයෙන් ඩොලර් මුදලාලි පාකියසෝති මහතා (හා එක්නැලිගොඩ නෝනා) විසින් ඥානසාර හිමියන් දිගටම හිරේ සිටීම දැකීමට ඔහුට නීතියෙන් ලබාදී ඇති අයිතිය, නොහොත් ඔහුගේ මූලික අයිතිවාසිකම, නොහොත් නීතියේ ආධිපත්‍යය ජනාධිපති සිරිසේන විසින් බකල් කලා යයි නඩුවක් ගෙනාවේය. ගෝඨාභය පුරවැසියෙක් නොවේයයි ප්‍රංශ පුරවැසි වියන්ගොඩ හා තේනුවර විසින් ගෙනාවේද මෙවැනි නීතියේ ආධිපත්‍ය කයියකි. මෙය නීතිය අවභාවිත කිරීමක් හෙවත් වෙට්ටුදමා, කකුලෙන් ඇද චන්ද දිනාගැනීමේ යුුeන්පී උපායක් ලෙස ජේවීපීකාරයින් සිතයි. මීට කලින් යුුeන්පීකාරයින් විසින් පාර්ලිමේන්තුව විසුරුවා හැරීමට විරුද්ධව ගෙනා නඩුව මෙන් මේ නඩුවේදීද කබරගොයෙක් හෝ තලගොයෙක් කිරීමට නඩුකාරයින්ට ඉඩ තිබුණි. චමල් රාජපක්‍ෂ ඇප බැන්ඳේ ඒ බය, අවදානම නිසාය. ලෝකයේ උසාවි වලට ඇත්තේ පාරිශුද්ධ දේව කාරියකි.

මෙවැනි නඩු ගෙන ඒමට ඇති අයිතිය අයුතුලෙස භාවිතා කිරීමම නීතියේ ආධිපත්‍ය කතාව කෙළසීමකි. මෙය හැඳින්‌විය හැක්කේ එන්ජිිooකාරයින්ගේ උසාවි යාමේ පිස්සුව කියාය. පොලිසියටද දැන් මේ උණ බෝවී ඇත. යම් චෝදනාවක් පොලිසියට ආ හැටියේම තහනම් නියෝග ඉල්ලා උසාවියට යාම ඔවුන්ගේ ඇඟබේරා ගැනීමේ උපක්‍රමයක් වී ඇත. හිටපු හැටියේම ජනාධිපතිවරණය නවත්‌වන්නට උසාවි ගිය පෙත්සම්කරුගේ නීතීඥයාට උසාවිය සමඟ විහිළු නොකරන ලෙස තරයේ අවවාදකලේ මේ සෙල්ලම උසාවියටද කරදරයක් වී ඇති නිසා වියයුතුය. මුළු රටම පක්‍ෂ දේශපාලනය හා එන්ජිිoo විදේශ තැරව්කාරයින් නිසා අන්දමන්දව සිටින කාලයක අතලොස්සක් පමණ පිරිසක් හෝ අ‌වංකව දේශමාමකත්‌වයෙන් කටයුතු කිරීම රටේ වාසනාවකි. උදාහරණයක් වශයෙන් ඇමෙරිකන් තානාපති කාර්‌යාලය විසින් යම් තෝරාගත් නඩුකාරයින් පිරිසක් ඇමෙරිකාවේ සංචාරයක් සඳහා සූදානම් කරද්දී එය රහසින් රෙකෝඩ්කර උදය ගම්මන්පිල මන්ත්‍රීවරයාගේ අතට දීමට ක්‍රියාකල නඩුකාරතුමෙක් ඒ අතර සිටියේය.

ලංකාවේ දුෂ්ඨ ත්‍රිකෝණය, දේශපාලකයා-නිලධාරියා-එන්ජිිooකාරයා, කෙතරම් දරුණු වසංගතයක් වී ඇද්ද යන්න එලිවන්නේ කෝප් කමිටුවේ රැස්වීම් දැන් මහජනයාටද විවෘත කිරීමත් සමඟය. කියුබාවේ, රුසියාවේ, චීනයේ හෝ කොරියාවේ නම් හැම කෝප් රැස්වීමකටම පසුව මොවුන්ට බුරුතුපිටින්ම වෙඩිතබා දමනවා නිසැකය. මේ නීතියේ ආධිපත්‍යය නමැති සුරංගනා කතාව කළුසුද්දන් හා සුද්දන් විසින් මහජනයා රැවටීමට පෙන්වන ඇතුලතින් කුණුවුන බිත්තරයක් නොවේද යන්න පසු ගියදා සක්සුදක්සේ පැහැදිලි විය. එන්ජිිoo කාරයින්ගේ මානව අයිතිවාසිකම් රැකෙන්නේ 2005 දී ගෝඨාභය ලබාගත් ලංකා පුරවැසිකම 2019 අගදී අහෝසි කිරීමෙන්‌ය. ඇමෙරිකාණු පුරවැසිභාවය ලබාගැනීමේදී යම් බොරු තොරතුරක් දුන්නොත් අවුරුදු 90 කට පසුව හෝ එය එලිදරව් වුනොත් ඒ පුද්ගලයා රටින් පිටුවහල් කරනු ලැබේ. නීතියේ අධිපත්‍යය කියන්නේ එයටය.

අල්ලස් කොමසාරිස්ට (ඉයන් වික්‍රමනායක?) විරුද්ධව ඔහු විසින් අල්ලසක් ගැනීම ගැන පරීක්‍ෂණයක් 1960 ගණන්වල සිදුවුනා මට මතකය. නමුත් නොබෝදා එලිදරව්වූ  දිල්‍ර‌ැක්‍ෂි මැතිණිය ඇවන්ගාඩ් හිමිකරු සේනාධිපති මහතාට කිව් කතාව නීතියේ ආධිපත්‍යය බල්ලට ගිය රටක් වශයෙන් ගිනස් වාර්තාවක් වෙනවා නිසැකය. ඉන් පසුව, සොලිසිටර් ජෙනරාල්ව සිටි සුහද ගම්ලත් මහතා විසින් කල ප්‍රකාශය නිතියේ ආධිපත්‍යයට ගැසූ බෝම්බ ප්‍රහාරයක් වන්නේ අධිකරණ ඇමතිනි තලතා කල ප්‍රකාශය නිසාය. ආණ්ඩුවේ දූෂණ එලිකරන අය රැකගැනීමේ (විසිල්බ්ලෝවර්ස්) නීතිය සැදුවේ ඒබ්‍රහම් ලින්කන් ජනාධිපතිතුමා විසින් 1862 දීය. මේ නීතිය නිසා දැන් 2019 අග වනවිට ඇමෙරිකන් ජනාධිපති ඩොනල්ඩ් ට්‍රම්ප්ද අමාරුවේ වැටී සිටී.  නමුත් ලංකාවේ තලතා නෝනා කියන්නේ ගම්ලත් කලේ වරදක් නිසා ඔහු රක්‍ෂාවෙන් අස්කල යුතු යනුය. ගම්ලත් විසින් ඇයට කල තර්‍ජනය නම් තවත් රහස් තොරතුරු එලිකරන්නට ඔහු සූදානම් බවය. ලංකාවාසීන් නොදන්නා කරුණක් නම් ඇමෙරිකාවේ මෙම නීතිය ක්‍රියාවේ යෙදෙවීම භාරව සිටියේ ක‌ර්‌නල් ඕල්කොට් යන්නය.

ඇමෙරිකාවේ, ජපානයේ, යුරෝපයේ හා ඉන්දියාවේ පවා සිදුවන්නේ දිල්‍ර‌ැක්‍ෂි හා ගම්ලත් විසින් එලිදරව් කල දේශපාලකයින් ඇමතිකම් වලින් නෙරපා දඬුවම් ලබාදීමය. ගම්ලත්ගේ එලිදරව්ව අනුව හරිනම් චම්පිකගේ ජාතික හෙල උරුමය පක්‍ෂය විසුරුවා හැරිය යුතුය. නීතියේ ආධිපත්‍යය කියන්නේ එයටය. ලංකාවේ නීතිපති දෙපාර්තමේන්තුවේ අතිමහත් බහුතරයකගේ දීන හැසිරීම නීතිපති දෙපාර්තමේන්තුව විසින් ඥානසාර හාමුදුරුවන්ව කූට ආකාරයට හිරේ දැම්මා යන නිගමනය තහවුරු කරන්නේය. විදේශ කටයුතු අමාත්‍යංශයද මෙවැනි කළුසුද්දන්ගේ බලකොටුවකි.

නඩුකාරයින් විසින් නඩු පොතෙන් ඔබ්බට ගොස් සෙසු සමාජීය සාධකද තම තීරණ දීමේදී සලකා බැලිය යුතු බව 1954 දී ඇමෙරිකන් සුප්‍රිම් උසාවිය තීරණය කලේය. උදාහරණයක් වශයෙන් ගුරුකන්ද විහාරයේ හාමුදුරුවන්ව පන්සල් භූමියේ ආදාහන නොකරන්නට දෙමළ මහේස්ත්‍රාත් තීරණයක් දුන්නේ ඔහු නීති පොතට පමණක් සීමාවූ පොතේ ගුරෙක් වුන නිසාය. පන්සලේ ඉතිහාසය දැන සිටියා නම් ඔහුට විග්නේශ්වරන්ගේ තවත් ගෝලයෙක් වීමට සිදු නොවේ.  නීතිය හදනවා, නීතිය නවනවා යන කියමනේ නියම තේරුම දේශපාලකයාට කඩේයාම නොව නීතිය රේල් පාරෙන් මහපාරට ගැනීමය.

අයෝධ්‍යාවේ රාමා දේවාලය උඩ 1528-1668 කාලයේදී බැබ්‍රි මස්‌ජිඩ් නමින් ඉස්ලාම් පල්ලියක් ඉදිවිය. මේ බිම හාරද්දී අන්තිමට එලිවුනේ මේ දෙකටම යටින් එහි තිබී ඇත්තේ බෞධ විහාරයක නටබුන් බවය. පොලොන්නරුවේ ශිව දේවාලය යට තිබුනේද පන්සල් හා විහාර නටබුන්‌ය. මක්කම හතරැස් ගල යට තිබිය හැක්කේ බෞද්ධ නටබුන් යයි මතයක් ගොඩනැඟී ඇත්තේ (ඒ ඩී ටී ඊ පෙරේරා, ආදි අරාබියේ හා ඊශ්‍රායලයේ බුද්ධාගම, 2013, මොරටුව) සුනාපරන්තයේ පුන්න තෙරුන්, තපස්සු-බල්ලික වෙළඳ දෙබෑයන් පිළිඹද විස්තර හා අරාබියේ බෞද්ධ නටබුන් සොයා ගැනීමත් නිසාය. මක්කම හෝ අරාබියේ මෙන් නොව ලංකාවේ උතුර-නැඟෙනහිර පුරා වස්තුවලට (දෙවනගල, කුරගල මෙන්ම) විග්නේෂ්වරන්ලා නඩු දමන්නේ නීතියේ ආධිපත්‍යය නම් ත‌ර්‌කයක් ඉදිරියට දමාය. ශිවාජිලිංගම් ජනාධිපති චන්දය ඉල්ලන්නේ දෙමළ නිජ භූමියට ඥානසාර හිමියන් උසාවිය තීරණය නොසලකා ඒම යහපාලනයට පටහැනි යයි කියමින්‌ය.

රනිල්ගේ යහපාලනය, ලිච්චවි ක්‍රමය, දශරාජ ධ‌ර්‌මය, චන්ද්‍රිකා නෝනාගේ නිර්‍වස්ත්‍රම් පරමං සුඛම්, බුදුන්ගේ රස්තියාදුව හෝ සජිත් ප්‍රේමදාසගේ ශ්‍රී මුඛය යනු නීතියේ ආධිපත්‍ය නාමයෙන්, මූලික අයිතිවාසිකම් යටතේ කරණ කියන දේය. මේ කළුසුද්දන් විසින් සුද්දන් විසින් දුන් නීතිය පවා කණපිට පෙරලවා ගෙන පිනුම් ගසමින් සිටී. නීතියේ ආධිපත්‍යයේ හරය ගැන ලෝකයට kiyaa ðunnee ඉංග්‍රීසිකාරයා නොව ක්‍රිස්තු පූර්‍ව හයවන සියවසේදී බුදුරජාණන් වහන්සේය. පසේනදි කොසොල් රජතුමා දුටු සීන දාසැය දැන් ලංකාවේ සැබෑවෙලා යයි කියන්නේ මේ නිසාය. අද ඇති දුෂ්ඨ ත්‍රිකෝණය වෙනුවට ලංකාවේ පැවතියේ ගම-වැව-දාගැබ යන ශිෂ්ටාචාර ත්‍රිකෝණයය. හිරි ඔත්තප්පයෙන් පිරි සමාජයක්‌ය. පස් දෙනෙක් එකඟතාවයකට ආ විට දෙවියන් එතනය යන ගාන්‌ධිගේ පංචයාත් සංකල්පයද එයමය. හොබ්ස්, ලොක්, හා රූසෝ ගැන කතාකරණ, නන් මැජෝරිටේරියන් පාලන විසඳුම් යෝජනා කර රටවල් එකින් එක විනාශකරණ යුරෝපීය මහාචාර්යවරු ලංකාවේ ගම් සභා ත්‍රිත්‌වය හෝ පංචයාත් සභා ක්‍රමය ගැන ලියන්නේ නැත.

මාක්ස්වාදය මෙන්ම අසාර්‍ථකවෙමින් පවතින, මිනිසා විසින් මිනිසා සූරාගෙන කෑම නමැති ධනවාදයට මුක්කු ගසන බොරු නියෝජිත ප්‍රජාතන්ත්‍රවාදයේ පිරුවටය ලෙස ඉස්සරහට දාන්නේ නීතියට හැමදෙනාම යටත්‌ය යන කරඬුවය. මුහුදේ උඩපාවෙන අයිස් මුදුනේ යටින් ඇති අයිස් කන්ද මෙන් මේ කරඬුව යට ඇත්තේ දුෂ්ටකම, අයුක්තිය, දූෂණ, හොරකම, මැරබලය යනාදී ලෝභ, ද්වේශ, මෝහයෙන් පිරි පංචස්කන්‌ධ වල ක්‍රියාවලීන් නොවේදැයි රටවැසියා අවබෝධ කරගතයුතු කාලය පැමිණ තිබේ. උදාහරණයක් වශයෙන් මහින්ද රාජපක්‍ෂ පාලන කාලයේදී කරණ ලද වැරදි ක්‍රියා බොහෝය. ðænagena hoo noðænaගෝඨාභයද ඒවාට හවුල්වී ඇත. එහෙත් ජනාධිපති අපේක්‍ෂකයා වනතුරුම ඔහුට විරුද්ධව නඩුවක් වශයෙන් ස්මාරකයක් සැදීමේදී කල රාජ්‍ය මුදල් අවභාවිත කිරීමේ නඩුව ප්‍රමාදවීම හා එය දැන් විභාගයට ගැනීම නීතියේ ආධිපත්‍යයක් නොවේ. මෙය බරපතල ස්ත්‍රී දූෂණ හෝ මිනීමැරුම් නඩුවක් නොවේ. මෙම නඩුව චන්දය අවසාන වනතුරු කල්නොදැමීම එය අසන නඩුකාරයින් තිදෙනා විසින් නීතියේ ආධිපත්‍යයට කරන ලොකුම හානිය වන්නේය

රූල් ඔෆ් ලෝ, බලතල බෙදීමේ න්‍යාය, ස්වාධීන අධිකරණය, ස්වාධීන රාජ්‍ය සේවය යන මේ සියල්ල රජාගෙන් මහජනයාට බලය මාරුවීමේ ඉතිහාසයේ සංකල්පය. ලංකාවේ පැවති ගම-වැව-දාගැබ ත්‍රිත්‌වය, රජු-සංඝයාවහන්සේ-ජනතාව යනුවෙන් ජාතික මට්ටමෙන් ක්‍රියාත්මක විය. රජු මහාසම්මත රජෙක් විය යුතුවිය (බල පිරමිඩය සහ ධර්‌ම චක්‍රය, ඒ ටී ආරියරත්න, 1988, 114 පිටුව). මොන්ටෙස්කි විසින් කියූ බලතල බෙදීමේ න්‍යාය දැන් 2019 ඔක්තෝබර් වනවිට ඇමෙරිකාවේ ජනාධිපති හා ව්‍යවස්ථාදායක සභාව අතර අර්බුදයක් බවට පත්‌වී ඇත. මීට හේතුව මේ පංචස්කන්‌ධ ලොභ-ද්වේශ-මෝහයෙන් පිරී සිටීම පමණක් නොවේ. ආණ්ඩු බලතල වර්‌ග තුන ඉරක් ගැසුවා සේ බෙදන්නට මොන්ටෙස්කි කියා සිටියේ නැත. ඔහුගේ අදහසවූයේ ආණ්ඩු බලය හැකිතරම් කුඩා ඒකක විශාල sákhyaavakata විසුරුවා හැරීමය. මෙම නූතන විග්‍රහය හැඳින්‌වුනේ මොන්ටෙස්කි ඔළුවෙන් හිටගන්නවා යනුවෙනි. ලංකාවේ ගම් සභා සංකල්පය එවැන්නකි. ඇමෙරිකාවේ පහල උසාවිවල නඩුකාරයින් අවුරුදු කීපයකට සැරයක් මහජන චන්දයෙන් පත්‌වෙන්නේද මේ අනුවය. ඔවුන්ට නැවත චන්දය ඉල්ලීමටද පුළුවන. එය ලංකාවේ අනුගමනය නොකලත් ඓතිහාසිකව ගම් සභාවට යම්   අර්‌ධ අධිකරණ බලතල තිබුණේය (යමෙකුට මරණ දඩුවම දියහැකිවූයේ රජුට පමණය).

ලංකාවේ පාර්ලිමේන්තුව නුසුදුස්සගෙන් පිරී ඇත. ඔවුන්ට තේරෙන නීතියක් නැත. බලයේ ඉන්නා අතලොස්ස තමන්ට ඕනෑ දේවල් සම්මත කර ගනී. මේවා වංචනික ලෙසද කර ගනී. අල්ලස් වශයෙන් කාර් පර්මිට්, දීමනා, අරමුදල් ලබා දෙමින් රටම රවටා මන්ත්‍රී චන්ද සපයා ගනී. දෙමළ හා මුස්ලිම් මන්ත්‍රීන්ට දෙන්නේ රටකඩන, රටකන ගනයේ අල්ලස්‌ය. විධායකය ඊට දෙවෙනි නැත. 17 හා 19 සංශොධන වලින් ඇතිකල ස්වාධීන කොම්ෂම් විහිළුවක් වූයේ ඒවාට පත්කලේ තමන්ගේ හෙංචයියලා වීම නිසාය. ලංකාවේ ජනාධිපතිවරු ලංකාව අනාථකලේය. පුද්ගලික ආත්මාර්‌ථකාමී හැසිරීම් නොතිබුණේ විජේතුංග ජනාධිපතිට පමණක් යයි කිව හැකිය.

අධිකරණ අංශය තරම් ලෙඩෙක් තවත් නැත. අධිකරණයට අපහාසකලා යන කඩුව ඉදිරියේ මහජනයා අසරණව සිටී. අධිකරණ ක්‍රමයට උදව්කිරීමට ඇමෙරිකන් ඩොලර් ලබාදීම සැකයට හේතුවක්‌වී තිබේ. ඊට හේතුව යම් රටක යුදහමුදා නිලධාරීන් හා නඩුකාරයින් බා ගැනීමද රටවල් සියුම් ලෙස පාලනයකිරීමේ උපක්‍රමයක් වන නිසාය. චීනයෙන් ඒ කාලයේ ප්‍රේමදාස මහතා ලබාගත්තේ කොලපාට ටෙලිෆෝන් සහිත උසාවි ගොඩනැගිල්ලක් පමණය.

මේ සියල්ල ගැන සිතනවිට රටට ඉතුරුව ඇති එකම දේ නම් රටේ භික්‍ෂූන් එක්සත්‌ව, අතීතයෙන් පාඩම් ඉගෙන ගෙන ගෝඨාභය රාජපක්‍ෂ බලයට ගෙන ඒම හා ඔහු හරහා පරණ සෙල්ලම් නැවත කිරීමට සිතා සිටින කොටස් දමණය කිරීමට දිනපතාම සුදානමින් සිටීමය. ලංකාවේ පමණක් නොව ලෝකයේම ආදර්‍ශමත් නායකයෙක් වීමට තමන්ට තිබූ අනගි අවස්ථාව මහින්ද රාජපක්‍ෂ මහතා අහිමිකරගත්තේ අ‌වංක අධාරකරුවන් වෙනුවට හොරුන් ලංකර ගැනීම නිසාය. ඉතාමත් කලාතුරකින් යමෙකුට ලැබෙන මෙම දෙවන අවස්ථාවේදී රටේ උගතුන්ට, බුද්ධිමතුන්ට නිසි තැන දීමේ ගෝඨාභය ව්‍යාපාරයට mahinða විසින් paraNa දේශපාලනය නොææඳිය යුතුය.

ශිරාණි බණ්ඩාරනායක මැතිණිය විසින් ලියූ උත්තරීතර දෝෂාභියෝගයේ ඇතුලාන්තය (2019 සැප්තැම්බර්) නම් පොත ගැන අශාන් නානායක්කාර (කලම්බු ටෙලිග්‍රාෆ්, ඔක්තෝබර් 7) විසින් ලියූ විග්‍රහයේ ලෝභ-දෝෂ-මෝහයෙන් අවසානවන කර්‍ම විපාක (කල කල දේ පල පල දේ) සටහන් කර ඇත. ඇය තම කතාව 2012 න් ආරම්භ කරන්නේ ඇයි? 2012 ට පෙර කතාව සඟවන්නේ ඇයි? මේ අශාන් අසන ප්‍රශ්ණයි. කොටින්ම කියනවා නම් ශිරානිගේ පැණිවරකා ගහට හෙන වැදුනේ කෙසේද? මහින්ද රාජපක්‍ෂ මහතා 2005 දී දිනුවේ ඉතාමත් ස්වල්ප (ලක්‍ෂ එකහමාරටත් අඩු) චන්ද සංඛ්‍යාවකිනි. සියළු විදේශ බලවේග ඔහුට විරුද්ධව ඩොලර් බෙදුවේය. කොළඹ සරසවියේ ආර්ථික විද්‍යාව ඉගැන්‌වූ ලලිතසිරි ගුණරුවන් රට-ජාතිය-ආගම වෙනුවෙන් මහින්ද චින්තන ප්‍රකාශනය ලිවීමේ සිටම මහින්ද බලවේගය පිටුපස සිටියේය. චම්පික රණවක බැරිමතැන හැමදේම පාවාදී දේවදත්ත සමඟ එක්‌විය. රතන හාමුදුරුවන් anþimeeðii ඒ පවට නොගෑවී ගැලවුනේය. රටට සේවය කල හැකිදැයි සිතා 2011 දී මා ලංකාවට ගියවිට ලලිතසිරි මගෙන් ඇසුවේ ලංකාවට ආවේ මට පිස්සුද කියාය. ඒ වනවිට ඔහු තුල තිබූ කල කිරීම මාස හයක් තුල මටද තහවුරුවී ආපසු ඇමෙරිකාවට ආවේය. ලලිතසිරි වැනි අය දහස් ගණනින් ලංකාවේ සිටී. මේ අය වියත් මඟට හෝ එලියට හෝ නොeනවා වියහැකිය. නමුත් ඔවුන් තම වැඩසටහනට සහභාගී කරගැනීම ගෝඨාගේ යහපතට හේතුවනු නිසැකය.

අ‌වංකව දේශපාලනයට ආ නාගානන්ද කොඩිතුවක්කු නඩුකාරයින්ගේ රැවටීමට අසුවීම නිසා දඬුවමකට අසුවිය. දැන් දෙවන වරට ඔක්කොම වැසියෝ පක්‍ෂයේ අයිතිකාරයා ඔහුව රැවටුවේය. බොදු බල සේනාව අන්තවාදීයයි පාර්ලිමේන්තු පාස්කු කාරක සභාව වාර්‌තා කලොත් ඊට විරුද්ධව නැගීසිටිය යුතුය. කිසිම සුළු ජන වර්‍ගයකට හිංසා කිරීමක් බොදු බල සේනාව විසින් කර නැත. මේ ගැන කොමිෂමක් පත්කරන්නට දේශපාලකයින් කැමති නැත්තේ ඒ නිසාය. හින්දු මිනිසුන් හා විග්නේෂ්වරන්ලා, සුමන්තිරන්ලා අතර ඇති වෙනස නාගානන්දත් ඥානසාර හිමියනුත් රටට පෙන්වා දී ඇත. ඉදිරියේදී නාගානන්ද හා බොදු බල සේනාව එකතුව ගෝඨාභයගේ ආශිර්‍වාදය ඇතිව හෝ නැතිව පාර්ලිමේන්තු චන්දය සඳහා අපේක්‍ෂකයින් ඉදිරිපත් කලයුතුයයි මම සිතමි. ලංකාවේ රේගුව, අධිකරණ ක්‍රමයට අදාල සංවිධාන වැඩපිලිවෙලකදී නාගානන්දවද සම්බන්‌ධ කරගැනීම රටේ තරුණ කොටස් වල සතුටට හේතුවනු නිසැකය.

We are deeply saddened when we saw the President Presidential candidate, Mr. Sajith Premadasa trying to mislead the public by showing a dashboard what he referred to as “Artificially Intelligent Management Dashboard”. We are very disappointed that he is trying to mislead the public by merely displaying a video without incorporating any such advanced technologies.

Artificial intelligence is any device that perceives its environment and takes actions that maximize its chance of successfully achieving its goals. Examples include driving a vehicle without a driver, diagnosing a patient and suggesting the treatments by a robot.

Even what Mr. Pramadasa showed using a video is not artificial intelligence. Just showing data on a colored dashboard is not artificial intelligence at all. At that time, he was looking for answers to the problem by discussing with an officer via phone call. It is obvious that the intelligence of Mr. Sajith Premadasa and the officer on the other side is not artificial intelligence.

We still cannot believe that a person seeking the leadership of the country is committing such a degrading act to mislead his voters. We suggest that he should openly apologize to the public for his efforts to mislead the people by this fraudulent act.

මාධ්‍ය නිවේදනය! ලසන්ත වික්‍රමසිංහ ලේකම් තොරතුරු තාක්ෂණ වෘත්තීයවේදීන්ගේ සංසදය

ජනාධිපති අපේක්ෂක සජිත් ප්‍රේමදාස මහතා විසින් පසුගිය දා ඔහු විසින් කෘත්‍රිම බුද්ධිය කළමනාකරණ පුවරුව (Artificial Intelligent Management Dashboard)” ලෙසින් හඳුන්වනු ලැබූ පුවරුවක් පෙන්වා මහජනතාව නොමඟ යවන්නට උත්සාහ කරනවා දැක අපි ඉමහත් කණගාටුවටත් මවිතයටත් පත්වීමු. එය හුදෙක් වීඩියෝවක් ප්‍රදර්ශනය කර ජනතාව නොමඟ යැවීමට තැත් කිරීම පමණක් බව අප ප්‍රකාශ කර සිටින්නේ ඉමහත් නොසතුටිනි.

කෘත්‍රිම බුද්ධිය යනු උපාංගයක් යම් අවස්ථාවකට ගැලපෙන පරිදි වඩාත් සුදුසු ක්‍රියාමාර්ගයක් තාක්ෂණය ඔස්සේ තීරණය කිරීමයි. උදාහරණ ලෙස රියැදුරෙකු නොමැතිව වාහනයක් ධාවනය කිරීම, වෛද්‍යවරයෙකු සේ රෝග නිධානය හඳුනාගෙන ප්‍රතිකාර නියම කිරීම වැනි දෑ දැක්විය හැකිය. සජිත් ප්‍රේමදාස මහතා වීඩියෝවක් මඟින් ජනතාව නොමඟ යවමින් හෝ පෙන්වන්න උත්සාහ කළ දෙයවත් කෘත්‍රිම බුද්ධිය නොවේ. වෛවර්ණ පුවරුවක හුදු දත්ත පෙන්වීම පමණක් කිසිසේත්ම කෘත්‍රිම බුද්ධිය නොවේ.  එම අවස්ථාවේ, ඔහු ගැටළුවලට පිළිතුරු සොයන්නේ තවත් අයෙකු සමඟ සාකච්ඡා කිරීමෙනි. එහිදී ක්‍රියාත්මක වන්නේ සජිත් ප්‍රේමදාස මහතාගේ බුද්ධිය සහ අනෙක් පස සිටින නිලධාරියාගේ බුද්ධිය මිස කෘත්‍රිම බුද්ධියක් නොවන බව පැහැදිලිය.

රටේ නායකත්වය ප්‍රාර්ථනා කරන පුද්ගලයෙකු සිය චන්දදායකයන්ව නොමඟ යැවීමට මෙවැනි පහත් ක්‍රියාවක නිරත වීම අපට තවමත් අදහාගත නොහැක. මේ වංචාසහගත ක්‍රියාව මඟින් ජනතාව නොමඟ යැවීමට උත්සාහ දැරීම පිළිබඳව ඔහු විසින් ජනතාවගෙන් ප්‍රසිද්ධියේ සමාව අයැද සිටිය යුතු බව අපි යෝජනා කරමු.

දේශපාලන වේදිකාවන් වල ජනාධිපතිවරණ අපේක්ෂකයින් විසින් ඔවුන්ගේ දේශපාලන රැස්වීම වලදී ඔවුන් බලයට පත්වූ විට ඉරිදිරියේදී රටේ ගැටළු විසදීමට කෘතීම බුද්ධිය වැනි නවීන තාක්ෂනය භාවිතා කිරීමට සුදානම් බව පවසින් ඒ සදහා ඔවුන් සතුව එම ක්‍රියාවලීන්ට යොදාගතහැකි පරිගණක වැඩසටහන් පවතින බව සදහන් කරමින් දැවැන්ත පුළුල් තිරවල නියැදී ප්‍රදර්ශනය කිරීමක් දක්නට ලැබේ.

ජනතාවගේ ගැටළු නිරාකරණයට කෘතීම බුද්ධිය වැනි තාක්ෂණයන් භාවිතා කීරීමට ජනාධිපතිවරණයට ඉදිරිපත්වෙන පිරිස් පෙළබිම ඉතා කාලෝචිත ක්‍රියාවක් ලෙස අප ශ්‍රී ලංකා තොරතුරු තාක්ෂණ සංගමය අගයන අතර එහෙත් අන්තර්ජාලයේ වීඩියෝ පට සංස්කරණය සදහා තිබෙන සංරචක උපයෝගී කරගනිමින් දෘශ්‍ය ප්‍රයෝග ජනතාවට ඉදිරිපත්කොට ජනතාව නොමග යැවීමට ජනාධිපතිවරණ අපේක්ෂකයින් කටයුතු කිරීම කිසිසේත්ම අනුමත කල නොහැක.

එම ඉදිපත් කිරීම් වලට අදාළ වීඩියෝ පට සංස්කරණය සදහා තිබෙන සංරචක මේ වනවිට සමාජ මාධ්‍ය පරිශීලකයන් අතර ඉතා වේගයෙන් හුවමාරු වෙමින් පවතී.

මෙලෙස කෘතීම බුද්ධිය වැනි තාක්ෂණයන් පිලිබදව බොරු මවාපෑම් සිදුකිරීමට යාමෙන් එම තාක්ෂණයන් පිලිබදව ජනතාව වැරදි අවබෝධයක් ලබාගත හැකි බව අප සංගමය සියලුම ජනාධිපතිවරණ අපේක්ෂකයින් හට පෙන්වාදීමට කැමැත්තෙමු.

ඊයේ දින පැවති ඇල්පිටිය ප‍්‍රාදේශීය සභා මැතිවරණයේ දී එක්සත් ජාතික පක්ෂයට දරුණු පසුබෑමක් ඇතිව තිබේ.

එක්සත් ජාතික පක්ෂ ජනාධිපති අපේක්ෂක ඇමති සජිත් ප්‍රේමදාස මහතා විසින් නායකත්වය දෙමින් මෙහෙයවන ලද ඇල්පිටියෙ ප‍්‍රාදේශීය සභා මැතිවරණයේදී එජාපය විසින් ලබාගන්නා ලද්දේ 24% ක ඡන්ද ප්‍රතිශතයක් පමණි.

නමුත් 2015 මහ මැතිවරණයේ දී එජාප නායක රනිල් වික්‍රමසිංහ මහතා නායකත්වය දෙමින් එම මැතිවරණ කොට්ඨාසය 40.8% ඉහළ ප්‍රතිශතයක් වාර්තා කරන ලදී.

එනම් සජිත් ප්‍රේමදාස මහතා ජනාධිපති අපේක්‍ෂක වීමෙන් පසු එජාපය ඇල්පිටියෙන් පමණක් 16%ක ඡුන්ද ප‍්‍රමාණයක් අහිමි කරගෙන ඇත.

KUALA LUMPUR: Bukit Aman’s counter-terrorism chief Ayob Khan Mydin Pitchay has rejected the notion that the Liberation Tigers of Tamil Eelam (LTTE) whose sympathisers were arrested yesterday is fighting for human rights, saying the defunct Sri Lankan rebel group has been classified a terrorist organisation by Malaysia.

This comes after DAP leaders such as Charles Santiago and P Ramasamy questioned the police over the arrest of seven people, including two DAP assemblymen, on accusations of supporting and promoting the Tamil Tigers, the group which was involved in a decades-old armed rebellion to break away from Sri Lanka.

Ayob said LTTE has been labelled a terrorist organisation under the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act, or Amla.

He said those who disagree with the label are entitled to their opinion.

If he (Santiago) wants to say that LTTE is not a terrorist organisation, that is his personal opinion.

But if you promote or support LTTE, we will take action,” he told reporters today.

Among those arrested yesterday were DAP’s Gadek assemblyman G Saminathan, who is also a Melaka state executive councillor, and Seremban Jaya assemblyman P Gunasekaren.

Police said both had attended an event to pay tribute to LTTE fighters, held annually in November by sympathisers of the group.

FMT understands that more arrests are expected in the coming days.

Police earlier said they are also investigating Ramasamy, who is a Penang deputy chief minister, over reports linking him to LTTE.

Yesterday, Ramasamy said he was prepared to be taken in.

If they want to, go ahead. I am not a fugitive seeking asylum in this country,” he said with a laugh.

Ayob today declined to state whether Ramasamy would be arrested.

Wait and see. If there is enough evidence, we will,” he said.

Don’t bow to political pressure, opposition tells cops on LTTE-linked arrests

KUALA LUMPUR: The opposition today called on the police not to bow to pressure” in arresting political leaders involved in the Liberation Tigers of Tamil Eelam (LTTE), after DAP secretary-general Lim Guan Eng said he was assured that no more DAP leaders would be arrested.

Opposition Leader Ismail Sabri Yaakob said LTTE remained illegal in this country and Malaysia should not be made the base for any terrorism activities.

We view this as a serious issue,” Ismail told reporters at the parliament lobby.

He said the opposition bloc, including those from Sabah and Sarawak, were concerned over Lim’s statement that he had been guaranteed” there would be no more arrests from DAP since the crackdown started yesterday.

We feel this is an involvement by the politician. I hope the police will not be pressured. The rakyat support the police on this,” he said.

Ismail said the opposition members would continue to support the police should they make further arrests, including those concerning ministers or deputy ministers, allegedly involved with LTTE.

He said they also wanted the Attorney-General’s Chambers to come up with fair decisions after the police had completed their investigation.

MIC leader S Saravanan, who was among the Barisan Nasional and PAS MPs present, said action should be taken against those proven to have links with LTTE.

Ismail said the issue was not about race but about the security of the country.

He said DAP should not equate LTTE fighters with Palestinian freedom fighters because the Palestinians were being victimised.

” The Palestinians are fighting for their rights and are chased from their land. It is not only about religion but also about human rights,” he said.

Two DAP assemblymen are among the seven detained by police under the Sosma Act 2012 [Security Offences (Special Measures) Act 2012].

Earlier today, Penang Deputy Chief Minister II P Ramasamy, also from DAP, who had been public about his sympathies for ethnic Tamils in Sri Lanka, conceded that he too may be arrested.

PETALING JAYA: PAS has called for the arrest of Penang Deputy Chief Minister II P Ramasamy, accusing him of stoking Tamil sentiments in the country following a police crackdown on local supporters of the Liberation Tigers of Tamil Eelam (LTTE).

The Islamist party’s influential ulama wing said Ramasamy had been instigating Malaysian Indians by claiming state exploitation and discrimination against the community, including being denied employment in the civil service as well as hurdles in the construction of Hindu temples.

His writings are widely spread and can be accessed by Malaysians around the world. His position as Penang deputy chief minister II and as committee member of DAP can easily influence the people,” said the wing’s spokesman Mohd Khairuddin Aman Razali, who is also the Kuala Nerus MP.

Khairuddin referred to several online articles by Ramasamy, saying the DAP leader is trying to provoke Tamils to confront the government.

He said Ramasamy should be investigated under the Security Offences (Special Measures) Act 2012, or Sosma, as well as under the Penal Code.

Ramasamy yesterday criticised the police over the arrest of seven people, including two DAP assemblymen, who are accused of helping LTTE, the defunct Sri Lankan militant group which once fought a decades-old war against Colombo.

Ramasamy, who was also accused of links to the group, said authorities practise double standards when it comes to the struggle of the Tamils for a separate homeland.

He also said he was prepared to be arrested.

LTTE: Cops not ruling out possibility of nabbing more suspects

Datuk Ayob Khan Mydin PitchayKUALA LUMPUR, Oct 11 — Police have not ruled out the possibility of arresting more individuals to facilate investigations into the case involving the Liberation Tigers of Tamil Eelam (LTTE) terrorist group in Malaysia.

Bukit Aman Special Branch Counter Terrorism Division (E8) principal assistant director Datuk Ayob Khan Mydin Pitchay, said police had 28 days to conduct investigations on the seven individuals, including the two state assemblymen who were detained yesterday.

“Police are not ruling out the possibility of more individuals being arrested to assist in the investigations if there is enough evidence,” he told a press conference at the Bukit Aman monthly assembly, here today.

In this regard, he advised all parties to stop making statements that could affect the investigation process and public perception.

However, he pointed that there were no restrictions on individuals or parties who wanted to voice their personal views, but it would be a mistake to support, promote or raise funds for the LTTE terrorist group.

“…action can be taken if they (their actions and activities) are detected on social media or any other platform,” he said.

Commenting on the purpose of activating the LTTE in the country, Ayob Khan said: From what we can see, the pictures shown are LTTE images, this is not a matter of the Tamil rights struggle in Sri Lanka and so on, it is supporting and promoting the terrorist group.”

He reiterated that according to the laws of the country, the LTTE has been listed as a terrorist group since 2014, adding that it was also listed as a terrorist organisation in the United States, India and Sri Lanka.

Yesterday, seven individuals including the two state assemblymen from Melaka and Negeri Sembilan, were arrested in the operation carried out by Bukit Aman as they were suspected of promoting, supporting, possessing materials and channelling funds to the LTTE.

All of them were detained in operations around Selangor, Perak, Kedah, Negeri Sembilan, Melaka and Kuala Lumpur.

Forensic audit on bond scam to be completed by mid-November: CB Governor

The forensic audit which is being carried out as per the recommendations of the presidential commission on the Central Bank bond scam would be completed by mid-November, Governor Dr. Indrajit Coomaraswamy said. 

He said the audit is being carried out over the issuance of bonds and the Employee Provident Fund transactions in relation to the bond scam. 

Dr. Coomaraswamy said the completed forensic audit would be handed over to the Monetary Board and then to the Attorney General’s Department to obtain the Attorney General’s opinion.

Colombo, October 11 (newsin.asia): The Indian High Commissioner in Sri Lanka, Taranjit Singh Sandhu, said on Friday that tourist arrival figures for September this year shows that arrivals from India are about three times the number from the second-highest source.

Indian tourists are back in big numbers and are driving all the supply chains in the Sri Lankan economy,” the envoy emphasized in his inaugural address at the Post Graduate Institute of Sciences- Research Congress, University of Peradeniya.

The University of Peradeniya (located in Kandy) is known for its quality research in various fields, not just in Sri Lanka, but also in the region and beyond, the envoy said.

I am conscious of the fact that today I am standing in the largest and oldest university in Sri Lanka. I am also conscious of the fact that today I am speaking before a large group of scientific experts. I feel truly privileged, and honoured. I thank the Director, PGIS and Deputy Vice Chancellor for giving me this opportunity.”

Both India and Sri Lanka come from a rich tradition where acquisition of knowledge was considered the supreme goal in life; where knowledge and wisdom were cherished and scholars were most respected. We are proud owners of the legacy of Nalanda and Vikramashila, the prominent centers of learning in ancient days, where Medicine and Mathematics were taught side by side with Buddhist studies and Philosophy. Scholars from Sri Lanka like Lanka Jayabhadra adorned these Universities.”

Indian educational institutes have produced the minds that now lead the global Corporations such as Google, Microsoft, Nokia, to name a few. We have sent our Missions to the Moon and the Mars. More than one-third of the top 1,000 global R&D spenders have centers in India.”

India will soon become the second-largest market for robotic surgery in the world. The vaccines developed by Indian scientists against Rotavirus and Hepatitis B have been trendsetters, and have helped reduce the prices of these vaccines considerably in most developing countries.”

Further, the warning system developed by India in the wake of 2004 Tsunami is amongst the best in the world,” he added.

It is heartening to note that University of Peradeniya has strong tie-ups with several educational institutions in India- IIT, Kanpur, IIT Roorkee, University of Delhi, South Asian University etc. We also have an ongoing Programme of Cooperation in Science and Technology between India and Sri Lanka, under which several projects have been jointly funded, based on mutual interests.”

I note that several scholars from University of Peradeniya are actively collaborating with our scientists in India on various research projects under this Programme. We need to have more such collaborations,” the High Commissioner said.

Sandhu pointed out that Sri Lanka was the first in South Asia to join the National Knowledge Network (NKN), through which Sri Lankan Universities now have digital access to around 1600 universities in India & beyond.

We have recently started conducting the IIT Joint Entrance Examination and the Graduate Aptitude Test for Engineering (GATE) in Colombo for the benefit of Sri Lankan students. The Government of India offers 750 scholarships annually to the Sri Lankan students, for Undergraduate, Postgraduate and Doctoral studies. We have also launched a new web portal, Study in India, which has all the relevant information regarding education opportunities in India, in one place.”

Similarly, we have constructed the largest University Auditorium in Sri Lanka, in University of Ruhuna. The 1990 Emergency Ambulance Service, funded by India, is now operational island-wide.”

Our development partnership with Sri Lanka is based on Sri Lanka’s own priorities. Our projects are people–oriented. They have a direct impact on the lives of common people. From North to the South and West to East, it is spread all across the island,” the envoy stated.

Sandhu pledged that India will continue to stand with Sri Lanka in her journey ahead.

The Prime Minister of India Narendra Modi was the first world leader to visit Sri Lanka after the Easter attacks. This has been also an important messaging and you can see the difference it has made tourist arrival figures,” he pointed out.

On Thursday, the High Commissioner Sandhu was received and blessed by the Most Venerable Mahanayake of the Asgiriya and Malwathu Chapters, the Most Ven Warakagoda Gnanarathana Thera and the Most Venerable Thibbatuwawe Sri Sumangala Thero. He also worshipped at the Sri Dalada Maligawa (Temple of the Sacred Tooth).

Is the PM lying or is he misinformed?

In the last two months or so, when the country was edging towards the Presidential Election, Prime Minister, Ranil Wickremesinghe, maybe hoping for United National Party nominations, had begun to talk on the economic performance of his Government. Having followed his speeches in different fora, one may identify the following assertions that he had made on the economy of Sri Lanka: 1. The economy was in a really bad shape when the Yahapalana Government was elected, with him as the Prime Minister; 2. Since 2015, the Sri Lankan economy has moved in the right direction, with the capability to achieve high-income country status by 2025, as a result of the right economic policies adopted by his Government; 3. The debt situation of the country has improved since 2015 so that the country would be able to repay its loan liabilities; 4. The country’s future depends on the growth of tourism and that of the export economy; 5. Although this process was temporarily mitigated by two stochastic shocks that occurred in September 2018 and April 2019, the sound policies adopted by his Government have put the economy back on the right track. 

In all five assertions, the Prime Minister appears to be one hundred percent certain. Although this time, he did not mention about the Volkswagen car assembling plant, his main emphasis is now on two or more new international airports. For sure, not to transform them into paddy stores. In this election time, it would be appropriate to look at carefully the data issued by the Government, in order to see if the Prime Minister’s assertions are validated. 

Economic growth

Of course, the economy in 2014 was not a very healthy one. The growth rate was reasonably high and many macro indicators, like the rate of inflation, the unemployment rate, and the poverty level were a single digit. However, Rajapaksa’s policies did not give necessary emphasis on the production side of the economy. As a result, the dynamism of the economy was maintained by State-led, debt-financed infrastructure projects. It was the merchant and financial capital that was hegemonic. The situation had changed when the economic management was handed over to the Wickremesinghe regime. Figures 1 and 2, that need no explanation, demonstrate the sluggish growth between 2015-2019. The blue line of Figure 1 below shows the behavior of per capita income from 2005 to 2019. While there was a gradual rise between 2005-2014, its increase is negligible after 2015. Ironically, the actual and trend per capita are noticeably lower when those figures compared with the Vision 2025 expected per capita income figures as indicated in the orange line. Although the Finance Minister still talks about the Vision 2025 plan, it would be clear to Economics 101 student that the Vision 2025 document was cremated or buried a long time ago. 

Looking at the past performance, one thing is very clear. When the economic policies deviated at least slightly from its fundamentalist neoliberal approach, the Sri Lankan economy has shown some kind of dynamism. The Yahapalana Regime has killed the economic dynamism between 2005-2015, by being obedient to IMF-WB prescriptions. Figure 2 shows the downturn trend of the economy after 2015. 

So, it appears that the Prime Minister’s first two assertions are not supported by an actual development published by the Central Bank of Sri Lanka.

The Prime Minister’s third claim is that the Yahapalana Government, under his visionary leadership, was able to release the country from the debt trap created by the Rajapaksa regime. It is true that the Rajapaksa Government’s heavy investment in infrastructure development was based on debt financing. But the question that needs to be asked is if his Government was capable of reducing the mountain of debt. Figure 3 and Figure 4 are extracted from the Annual Report of the Central Bank of Sri Lanka. According to Figure 3, the accumulation of debt under the present government has increased.

As a result of the accumulation of Central Government debt, its debt-servicing charges have also been increased. What the present Government did and continues to do is to get more loans, to pay its existing debt responsibilities, resulting in an increase in debt: GDP ratio. The debt/GDP ratio exceeded 100 percent during the last Ranil Wickremesinghe regime. Since 2015, as Figure 4 indicates, it has begun to rise once again.

Hence, it is clear that his third assertion is equally false. I will leave his fourth and fifth claims for another article, due to restriction over space. However, it is not clear whether the Prime Minister was deliberately lying, or he was totally misinformed by his staff. Whatever the answer to those two questions, one thing should be made very clear. The continuation of the economic policies of Ranil, Mangala and Malik trio would be a complete disaster to Sri Lanka.

At meeting with medical professionals Gotabaya Rajapaksa vows to revamp health service

We will set up a high-quality health service in Sri Lanka, by regulating it through a formalised national policy, Presidential candidate Gotabaya Rajapaksa said.

He was speaking at a meeting with medical professionals, which was held recently in Colombo. At the event, Rajapaksa said:

It is a dream of parents to see their child becomes a doctor. Similarly, children also prefer to become doctors someday. That is because the medical profession is one that commands great respect from the society. In present times, gaining entry to a medical faculty is a very competitive endeavour. It is only those students who show exceptional skills in a competitive exam that are admitted to medical faculties. It is a selection which is done with impartiality, based purely on merit. Both before and after entering the medical faculty, students have to make a multitude of sacrifices in their adolescence, youth and in school life, in order to qualify as a doctor.

 A qualified doctor, attached to the government sector, has to fulfil his/her responsibilities, by serving in remote areas of the country, with fewer resources. Therefore, the Government must be sensitive to these realities. Efforts must be made to pay the due respect and appreciation befitting the medical profession. It is one of the basic demands of the doctors of this country, that their profession should be free from political influence. We believe that it is a very reasonable demand. Therefore, through the Government we hope to form in the future, we will work towards ridding the medical profession of political influence.

We hope to equip the hospital system of the country with state-of-the-art facilities and simultaneously to put into action a proper human resource management plan. We will completely depoliticise and rid of political influence, the stationing of doctors and other medical professionals around the country, opportunities to doctors for post-graduate studies and expand further education opportunities. Especially, we will not let crucial institutions like the Medical Council become politicised. We will take every possible step to safeguard the independence of such institutions. We will ensure that transfers of doctors and their opportunities for scholarships to pursue further education, are free from political influence. Medical education in this country has maintained a high standard of quality. It is the responsibility of the Government to facilitate the maintenance of that higher standard. We will never let that standard of medical education be degraded or compromised according to political sway. After coming to an agreement with the stakeholder sectors about a minimum standard of medical education, we will take steps to issue a Gazette on it. It is also a timely need to bring in necessary amendments to the Medical Ordinance, which dates back to more than 90 years. Today, the medical field is updating and advancing every moment, owing to new technology and new innovations. 

At present, there has arisen a necessity for quality-controlled laboratories, in order to ensure the quality of the medicine that is provided to the public. Therefore, we believe that a mechanism should be put in place, with the participation of medical professionals, which continually informs and disseminates the advancements and innovations made in the medical field, among the doctors of Sri Lanka. We will also formulate a special programme, in order to retain doctors and other professionals within Sri Lanka. We desire to build a country with happy and productive citizens. Maintaining good health of citizens is important in this connection. 

The free health service must be truly free. If the public has to pay for their basic medical requirements, it ceases to be a free health service. Therefore, the manner in which State funds are utilised in the medical field must be looked into. Such funds should be used towards the welfare of the public. Wastage and misuse of it must be controlled. If more funds are needed to ensure the welfare of the public through the medical field, we are prepared to allocate such funds. 

Today, there is a need for quality-controlled laboratories, to ensure the quality of medicine that is given to the public. In order to rid Sri Lanka of the pharmaceutical monopolies and mafias, this country needs a Drug Policy, based on the true core idea of Senaka Bibile’s policy. We will set up a high-quality health service in Sri Lanka, by regulating it through a formalised national policy. 

We need to take the medical sector forward, by basing it on indicators focusing on good health, rather than indicators of ill health. We will build an economy which does not depend on tax revenue received from cigarettes and alcohol. Food security is a crucial aspect of national security. 

Therefore, we will promote local produce through the development of the field of agriculture, and we will not hesitate to make strict decisions on the importation of milk powder and other non-essential food items from abroad. We hope to formulate a programme aiming at the reduction of non-communicable diseases, through programmes focusing on ensuring food security and limiting the use of chemical fertilizers. 

The structure of the State mechanism and the commitments of politicians are essential in building the prosperous Nation that everyone expects. Through the Government that we hope to form in the future, in order to execute its new national programme, we will appoint Members of Parliament to the relevant Ministries, of which they are most suited to assume the responsibilities. We also hope to properly constitute the Cabinet of Ministers of the new Government. 

We need the assistance of every professional in the task of development of this country. The day has come when we should come forward to do our duty. 

I request all professionals, including doctors, to come together to free Sri Lanka from the present crisis, and build a country which our future generations will be proud to live in. 

Former Customs DG & Additional DG granted bail

The former Director General of Sri Lanka Customs Jagath P. Wijeweera and former Customs Additional Director General Tharaka Seneviratne have been ordered released on bail by the Colombo Fort Magistrate’s Court.

The Financial Crimes Investigation Division (FCID) arrested the two officials on charges including criminal breach of trust, on September 27.

Mr. Wijeweera was arrested at the Sri Jayawardenapura Hospital and Mr. Seneviratne was arrested at the Badulla General Hospital while they were both receiving treatment. 

On September 19, the Colombo Fort Magistrate’s Court ordered the FCID to arrest and produce the two suspects before the court. 

The two officials have been accused of releasing 8 kilograms of confiscated gold from the custody of the Customs Department, for the enshrinement of treasure in the base ring of the ‘Sandahiru Maha Seya’.

The court had also issued an order preventing the accused from leaving the country.

SLPP wins all 17 Wards in Elpitiya PS poll

The overall results of Elpitiya Pradeshiya Sabha election have been released a short while ago.

Sri Lanka Podujana Peramuna has secured the victory of all 17 Wards of the Elpitiya Pradeshiya Sabha election. The SLPP has accordingly won the majority seats of the Elpitiya Pradeshiya Sabha which stands at 17.

The total number of overall votes obtained by the SLPP is 23,372.

The overall results of the Elpitiya Pradeshiya Sabha election were officially released at around 9.50 pm today (11).

The United National Party (UNP) has secured 7 seats after obtaining some 10,113 votes at the Elpitiya Pradeshiya Sabha election.

The United People’s Freedom Alliance (UPFA) secured 3 seats after obtaining 5,273 votes.

Janatha Vimukthi Peramuna (JVP) secured 2 seats after obtaining 2,435 votes.

The balloting of the Elpitiya Pradeshiya Sabha election commenced at 7.00 am this morning (11) and peacefully concluded at 4.00 pm.

A total of 53,384 voters were eligible to cast their votes at the Elpitiya Pradeshiya Sabha election which was held at 47 polling booths.

Among the 155 candidates from recognized political parties, who are running for the Elpitiya Pradeshiya Sabha election, only 28 will be elected as PS members.

Youth Employment: A Prime Necessity

In view of the fact that over twenty percent of young people in the World, have failed to find a due place in the economic ladder and have become drop offs of the education and development system, definite action to equip them to become contributors to society has to get priority. .

Every country has a plethora of job skills training programmes, but  the countries provide only skills training and expect the trained youth to either find suitable employment  or to become entrepreneurs. Finding suitable employment to utilize their skills is a difficult task because the International Monetary Fund has already imposed its Structural Adjustment Programme on almost all Third World countries with the result that these countries have been directed to follow a  set of policies – to allow unrestricted imports and are banned from implementing any government programmes that attend to create commercial undertakings. This means that though skills training can be provided the Governments cannot either restrict imports of items that can be made locally or set up programmes where the skills trained youth will be helped to establish manufacturing units that make items for local consumption or export. The IMF’s Structural Adjustment Programme also imposes a high interest rate policy which means that any entrepreneur has to obtain funds at a vfor bidding high interest at over twenty percent to establish any industry.

The result is that the vast majority of the skills trained youth continue to be unemployed and become consumers, receivers of welfare grants rather than become contributors.

In this context, the achievement of the Youth Self Employment Programme of Bangladesh comes of great importance in that it is the only  development programme that can claim success in guiding millions of youths to become self employed on a commercially viable basis. It is easily the only youth employment programme that has achieved world status within the short space of three decades. It is a programme that has left its imprint on the sands of time.

No feasibility reports were written to get this programme approved. The approval came in a flash.

In  Bangladesh when the new Military Government of General Ershard took over the country in 1982, the Ministry of Youth Development was providing skills training to 40,000 youths annually but the vast majority of them failed to find employment and continued to be unemployed for life. I happened to be the Commonwealth Fund Advisor to the Ministry on Youth Development and the new Hon. Minister for Labour and Manpower, Air Vice Marshall Aminul Islam at a Conference held to evaluate youth development programmes, ordered me,:

 What can you contribute for Bangladesh”?

I would suggest that you approve a  self employment programme to supplement the skills training programmes  that are being implemented by the Ministry of Youth Development, where the lecturers who train the youths in skills will in addition, also guide the youths to establish enterprises to manufacture items for sale and become self employed entrepreneurs.”

The Secretary to the Treasury, the highest official in the country who was present replied:

Self Employment is not a task that can be done. The International Labor Organization (ILO) with all their unlimited resources have just miserably failed to establish a self employment programme at Tangail in Bangladesh. They laboured for three years and brought experts from all over and failed. It was a great loss – a massive expenditure and this Government is not going to waste any more funds again. Self Employment is not a task that can be done. That was the conclusion of the ILO and they are the experts of international standing”

I replied:

Though the ILO failed,  I can establish a Self Employment Programme. I hold the experience of establishing self employment units in Sri Lanka for eighteen years and also hold the Ph.D in Agricultural Economics and Non Formal Education from Michigan State University. I am confident of success.”

. The Secretary to the Treasury the highest official in Bangladesh laughed loud at my attempt to make entrepreneurs out of school drop outs- the category from which the Department of Youth Development found youths for skills training. He was joined by Secretaries of a few other Ministries.

.. I argued that though the ILO failed I would succeed. The Secretary to the Treasury  were adamant that such a programme would never succeed, but I quoted instances where I had established  successful employment projects providing incomes to youths while simultaneously producing what the country imported. The battle went on for an easy two full hours The Hon.Minister was listening in silence till his patience was exhausted.  The Minister finally ordered us to shut up. He asked for any  Government training programmes that guided youths to become entrepreneurs. The Secretary to the Treasurty replied None”. Then the Minister asked for the number of youths that failed to get into higher education as well as finding a suitable job- the youths that will be scraping the barrel for life,  unemployed. The Secretary answered that it was in the millions, every year The Hon Minister without any hesitation ordered that I should establish a self employment programme to create  entrepreneurs.

The Secretary to the Treasury stumped,  stating‚  that there will be no  funds to establish a self employment programme, to which I replied that we will find savings within the  approved budgets  for the skills training of the youths and re deploy staff as necessary. The  Hon Minister  approved my suggestion.. .

We started planning work that night itself. The next morning I was addressing trainees at the training centers and also training our Lecturers and Youth Officers on how the programme should be done. The officers who had till then done traditional youth development work were trained in concepts of economics. All Training Institutes were immediately altered to Training Cum Extension Institutes where the youths in training were to be guided to become self employed. Overnight we established a countrywide special extension service for the lecturers to go out on inspections and help the youths who faced problems.  The youths were guided to draft their own projects to become self employed, starting small farms even with a few cows or chicks. Dresses were sewn using the machines at the training centers that were kept open after work till ten at night.  The method was to intensively guide the trainees in the management of their enterprises. Every action from the planning of their projects, to the purchase of raw materials, the chicks, the feed, the process of manufacture, the process of the growth and sale of cattle, the making of garments and their sale was all monitored on a non formal education  basis where the youths were trained to look at the advantages and disadvantages of each course of action and act on their own. They were monitored closely and helped when they failed. . The trainees were taught basic economics related to their ventures‚  The training included understanding the free market economy and the youths were guided to think, understand and increase their ability and capacity in the process. This was non formal education in action. The achievement was within the village setting where the projects became family concerns with brothers and sisters becoming involved. On our Visits, Training sessions were provided impromptu where everyone could participate.

The effort was to make a youth movement to make youths establish ventures and guide them till they are income bearing equal to the earnings of a clerical officer in the Public Service.

This Programme began at the end of March 1982 with a few trainees and was expanded to 2000 by October 1983. By the time I left Bangladesh at the end of October  1983- in  sixteen months my team was guiding 2000 youths.  The team comprised the Secretary, the Joint Secretary of the Ministry with a few hundred staff of Directors, Deputy Directors of Youth, Director for Livestock and Poultry , Directors of the 3 Residential Training Centers in Livestock & Poultry, Lecturers in Training Institutes- all of whom were taught the essentials of economics firstly to be able to analyse the economy of Bangladesh and to arrive at areas of economic activity where self employment production would be an asset.to the country. They were also taught methods of imparting instructions in a manner that would evoke the active participation of the trainees and enable them to think and make their own decisions. This included national and regional planning culled down to the village level., where the self employment units were established.

We got down to work in earnest.. The officers were patriotic to the extreme. It was long hours every day for months Daily circuits in Toyota Hiace bone shakers- leaving early morning to return whenever. The officials responded ably.

 In an evaluation conducted in March 1983, eleven months from the commencement it was found that of the youths that commenced by May 1982,   283 youths had established  their own commercial ventures, with stocks of flocks and head of cattle  valued at Tk.911,630.00.  It was building up stocks, buying chicks and ducklings and seeing them grow. As much as 223 of them had reached a net income of TK 369.00 a month. Of them 83 earned over Tk. 500.00 a month. In the  Jamalpur District, in disciplines like dress making, fisheries, retail sales, electrical goods repairing workshops, welding, etc. 73 youths were involved, earning an average net income of Tk 445.00 a month with 20 of them earning net incomes of Tk. 500.00 or over:”

At that time Tk. 500.00 a month was the salary drawn by a Clerical Officer in the Government Service. Getting the youths to reach a net income of Tk. 500.00 was our aim.

In an Evaluation done in August 1983, 16 months since commencement  the Evaluation Report states:

A Programme of Excellence in every respect  unfolds in the results documented. .Of  500 unemployed youths who joined the programme in the early months,   479 are earning  an average net income  of Tk 596.00 in August 1983, 8 to 12 months after they commenced their commercial ventures, 55 of them earn over Tk. 1000.00 a month and 253 earn  over Tk 500.00.”

In August 1983, barely 16 months since the commencent, the achievement was hailed by the two Secretaries of the Ministry of Labour and Manpower; In their words:

Dr.Karunaratne’s significant contribution has been in the field of self employment to the drop-out youths. This programme was not only designed but also guided by him. This activity which was initially launched as a pilot experimental project has been a great success and has now being adopted as a fill-fledged Programme. The Government of Bamgladesh..has been successful in providing meaningful employment to a large number of youths on this Programme” .(Asafuddowlah)

Dr. Karunaratne’s role as the formulator of the program has been particularly commendable. It was mainly through his dedication and hard work that the pilot project has now been formally accepted as one of the most important development projects. (Ayubur Rahaman)

The YSEP has stood the test of time for over three decades (1982-2019) The Five Year Plan of 1997-2002 devotes 8 pages to this program. This is easily the premier employment creation program that one can find in the world today. All other programs involve training and apprenticeship only and never include the tasks of motivating youths, involving them in non-formal education endeavor to develop their abilities and capacities, through technical guidance and management advice provided as they work on their projects aimed at their  becoming commercially viable, which are the cornerstones on which this programme  has been based.

Instead of traditional youth work, the aims of the Ministry of Youth had been altered  To facilitate the unemployed youth for gainful employment/self employment, providing vocational/skills development training and micro credit support.

The above achievement of the Youth Self Employment Programme stands great in comparison to what was achieved by the ILO Project in Tangail in the earlier three years, where the number of entrepreneurs was only 626, where Tk. 1.38 million was disbursed of which only Tk. .61 million was recovered. The best cases document people owning one milk cow or fattening one head of cattle for sale. Many of the 626 people have dropped off.

 By  August 1983, 16 months after commencement  The Department of Youth Development  were training  2000 youths. The Programme was expanded apace to involve 7000 youths by 1987, to 16,000 by 1992 and to 160,000 a year  from 1997. In 1982 we had only 3 Residential Training Centers. This was increased to 64 by 1997.  In  2011 February  The Government of Bangladesh reported to the 34 th Session of the Governing Council of IFAD(FAO)  that this programme had guided as much as two million youths to be self employed‚  on  a commercially viable basis.(Statement by Bangladesh to the 34 th Session of the Governing Council of IFAD(FAO), dated19/02/2011)

My task was also to train the officers to carry on the programme after my‚  two year period of service ended.‚  True to a man Bangladeshi officers carried on the ardous task and‚   today 160,000 youths are being guided annually.. A full Department of Youth Development now devotes 95% of their time to training and guiding youths to become self employed..

Every country boasts of skills training programmes where youths are trained in the thousands but none provide training to guide the trained to become entrepreneurs- the task that was successfully done in this Youth Seldf Employment Programme.

It would behove  every Government to  decide that all skills training programmes should include guidance to enable the youths in training to establish enterprises of their own and become entrepreneurs. This can be achieved with little extra cost as the staff that train youths in skills will also be guiding them to become self employed.

Another important fact is that for the first few years, no new funds were provided. Savings were found within the skills training programme budgets for holding training workshops to create self employment..

Having a live successful employment creation programme to follow and guide is a great asset to any country that wishes to commence activity. The may be   available for any country that hopes to convert their unemployed youth to become entrepreneurs.

. The entire world yearns for that development today.
