The members of the three-member committee appointed by the President to probe the Easter Sunday attacks appeared before the Parliamentary Select Committee (PSC) appointed to investigate into Easter Sunday terrorist attacks.
The Hiru correspondent stated that they are currently testifying before the committee.
The Supreme Court Judge Vijith Malalgoda served as the Chairperson of the commission and the other members were former Ministry Secretary Padmasiri Jayamanne and former IGP N.K. Illangakoon

ජනාධිපතිවරණය සඳහා රට සූදානම් වෙමින් තිබේ. මේ වන විට ප‍්‍රධාන පක්ෂ ඒ සඳහා අපේක්ෂකයන් සූදානම් කරමින් තිබේ. කවර හෝ හේතුවක් මත ජනාධිපතිවරණය යම් ලෙසකින් කල් ගිය ද කෙසේ හෝ ඉදිරි මාස තුනත් අටත් අතර කාලය තුළ ව්‍යවස්ථානුකූලව එය පැවැත්විය යුතුමය.

 එදා මෙදා තුර ජනාධිපතිවරණය සඳහා ඉදිරිපත්වූ පුද්ගලයන් බොහොමයක් ජනාධිපතිවරුන් ලෙස පත්වූ පසු ඔවුන් විසින් බොහෝ විට සිදු කළේ ඔවුන් ජනතාවට පොරොන්දු වූ දේ හෝ ඔවුන්ගේ ප‍්‍රතිපත්ති ප‍්‍රකාශවල පවතින දේ නොවේ. 

 ජනතා ඡුන්දයෙන් පත්වන්නේ රටක තාවකාලික භාරකරුවන් වන නමුත් එදා මෙදා තුර පත්වූ පාලකයන් මෙන්ම රජයන් ද ක‍්‍රියා කරමින් සිටින්නේ රටේ තාවකාලික භාරකරුවන් ලෙස නොව රටේ අයිතිකරුවන් ලෙස බව පෙනේ. මෙම පිරිස් විසින් රටේ මහජන සම්පත් විකුණා දමන්නේත් රටට අහිතකර ගිවිසුම් අත්සන් කරන්නෙත් එම නිසා ය.

 මේ නිසා මෙවර ජනාධිපතිවරණයට පෙර රටේ ප‍්‍රධාන ප‍්‍රශ්න, විවිධ ජාත්‍යන්තර ගිවිසුම් හා විවිධ ක්ෂේත‍්‍ර සම්බන්ධයෙන් ඒ ඒ ජනාධිපති අපේක්ෂකයන් තම තමන්ගේ ප‍්‍රතිපත්තිය රටට හෙළිකරන ලෙස පුරවැසියන් ලෙස අප මොවුන්ගෙන් ඉල්ලා සිටිය යුතුව තිබේ.

 එසේම ඒ ඒ අපේක්ෂකයන් විසින් රටේ ආරක්ෂාව, බෞද්ධ ආගම, කෘෂිකර්මාන්තය, දේශීය නිෂ්පාදනය, විදේශ ප‍්‍රතිපත්තිය, ව්‍යාපාර ක්ෂේත‍්‍රය, කම්කරු නීති, සෞඛ්‍ය, අධ්‍යාපනය, ප‍්‍රවාහනය ආදී සියලූ ක්ෂේත‍්‍ර පිළිබඳ පැහැදිලි ප‍්‍රතිපත්තියක් රට හමුවේ තැබිය යුතුය.

 එසේම ජීවන වියදම, වැටුප් විෂමතා, ආදායම් විෂමතා ආදිය සම්බන්ධයෙන් තම තමන්ගේ ප‍්‍රතිපත්තිය මෙන්ම අදාළ ගැටලූ නිරාකරණය කිරීමේ පැහැදිලි ක‍්‍රමවේදයක් ඔවුන් රට හමුවේ තැබිය යුතුය. එසේ නොවුන හොත් සිදුවන්නේ ඔවුන් තම තමන්ට අවශ්‍ය දේ ජාත්‍යන්තර බලපෑම් හෝ වෙනත් පාර්ශවවල බලපෑම් මත සිදු කිරීමය.

 ඉදිරි ජනාධිපතිවරණයට කුමන අපේක්ෂකයෙක් ඉදිරිපත් වුණත් මත්ද්‍රව්‍ය ජාවාරම මර්දනය කරන බවට සහ මත්ද්‍රව්‍ය ජාවාරම්කරුවන්ට මරණ දඬුවම දෙන බවට ප‍්‍රතිඥාවක් ලබාදිය යුතු බව වර්තමාන ජනාධිපති මෛත‍්‍රිපාල සිරිසේන මහතාද පවසා තිබේ.

 අපගේ ද අදහස අද රටේ අපරාධ රැුල්ල වැඩිවී ඇති ආකාරය හා මත්ද්‍රව්‍ය ප‍්‍රශ්නය වැඩිවී ඇති ආකාරය නිසා සියලූ ජනාධිපති අපේක්ෂකයන් ඒ සම්බන්ධයෙන් ද රටට පොරොන්දුවක් ලබා දිය යුතු බවය.

 එසේම මේ වන විට ඇමරිකානු ගිවිසුම්, සිංගප්පූරු ගිවිසුම්, චීන ගිවිසුම් හා ඉන්දියානු ගිවිසුම් ගැන විවිධ සැකසංකා රටේ ජනතාව තුළ ඇතිවී තිබේ.

 ඇමරිකාව සමග අත්සන් තැබෙන මිලේනියම් චැලේන්ජ් කෝපරේෂන් ගිවිසුම යටතේ ඉදිකෙරෙන ඇමෙරිකානු ආර්ථික කොරිඩෝවට ඉඩම් අක්කර ලක්ෂ 12ක් ලබාදීම සඳහා නව නීති සාදන බවටත් ත‍්‍රිකුණාමලය සිට කොළඹ දක්වා කිලෝමීටර දෙසීයක් දිවෙන ඒ ඉඩම් අක්කර ලක්ෂ 12ට ශ‍්‍රී ලංකාවේ පුරාවිද්‍යා උරුමයන්, පරිසර සංවේදී කලාප ඇතුළත් වන සේ මිනුම් කටයුතු සිදු කරන බවටත් මේ වන විට චෝදනා එල්ලවී තිබේ. එම නිසා මේ සියල්ල සම්බන්ධයෙන් තම තීරණය ගැන නිසි පිළිතුරක් සියලූම අපේක්ෂකයන් පැහැදිලිව රටට ලබාදිය යුතුය. එම පිළිතුර පැහැදිලිව ලබාදීම යනු එය ලබා දෙන්නේද නොදෙන්නේද යන්න මිස වෙනත් අටුවා ටීකා නොවේ.

 එසේම මැතිවරණ වලදී ජනතාවට ලබා දෙන පොරොන්දු ඉටු නොකිරීම හෝ එසේ ලබා දෙන පොරොන්දු වෙනුවට වෙනත් දේ සිදු කිරීම වැළැක්වීම සඳහා ආණ්ඩුක‍්‍රම ව්‍යවස්ථාවට නව සංශෝධන ගෙන ඒමද කළ යුතුව තිබේ.

 නිදහසින් පසු වසර හැත්තෑ එකක් විවිධ පක්ෂ විසින් අපේ රට පාලනය කර තිබේ. එම නිසා අද මේ රට පත්ව තිබෙන දුඃඛිත තත්ත්වයට ඒ සියලූ දෙනා අඩු වැඩි වශයෙන් වගකිව යුතුව තිබේ. එහෙත් මින් ඉදිරියටවත් රටේ අනාගත පරපුර ගැන සිතා මේ වැරදිවලට තවදුරටත් ඉඩදිය යුතු නොවේ.

 එම නිසා දේශපාලනඥයන් රට ගැන තීරණ ගන්නවා වෙනුවට රටේ මහජනතාව බහුතර කැමැත්තෙන් නිවැරදි තීරණ ගන්නා කාලයක් රටට උදාකර ගැනීම පුරවැසියන් ලෙස 

 සැමගේම යුතුකම හා වගකීම බව අවසාන වශයෙන් මෙසේ මතක් කර සිටින්නෙමු.

ශී‍්‍ර ලංකා යුද හමුදාවේ වර්තමානයට පීඩා ගෙන දුන් වීරත්වයේ පිපාසය සංසි`දුවා ගන්නට සියල්ලෝ මෑත අතීතයෙන් ඉල්ලා සිටි රණකාමීත්වයේ සිසිල් දියපොද කාගේත් බලාපෙරොත්තු සඵල කරමින් ඊයේ (19 වැනිදා) මල් වරුෂාවක් සේ ඇද හැලිණි. 

 සේනාධිනායක ජනාධිපති මෛති‍්‍රපාල සේනානායක මහතා අවසන් මොහොතේ නිවැරදි තීන්දුව ගනිමින් මේජර් ජෙනරාල් නිලයේ සිට ලූතිනන් ජෙනරාල් නිලයට උසස් කරනු ලැබීමෙන් පසු නව යුද හමුදාපතිවරයා වශයෙන් කළ පත් කිරීම හේතුවෙන් ලූතිනන් ජෙනරාල් ශවේන්ද්‍ර සිල්වා ශී‍්‍ර ලංකා යුද හමුදාවේ 23 වැනි හමුදාපතිවරයා ලෙස ඉතිහාසයට එක්වීම එයට හේතු විය.

 අපි තිස් වසරක ත‍්‍රස්තවාදයක් පරාජය කර උපන් බිමට නිදහස දුන්නෝ වෙමු. එහිදී වීරෝදාර රණවිරුවෝ කළ කැපකිරීම් බොහෝ වූහ. එදා සෙසු සෙන්පතියෝ සේම යුද හමුදා 58 වැනි සේනාංකයට නායකත්වය දුන් ලූතිනන් ජෙනරාල් ශවේන්ද්‍ර සිල්වා පෙරමුණේම සිටියෙකි.

 එහෙත් පසුගිය කාලයේ යහපාලනය බලයට ඒමෙන් පසු මේ ජාතියේ වීරත්වය අමතක කර දැමිණි. රට බේරාගෙන ලක්මවට සාමය ගෙන දෙන්නට කැපවූ වීරයෝ නිසි තැන නොලැබ විශ‍්‍රාම යද්දී බොහෝ අවස්ථාවල ත‍්‍රස්වාදය පරාජය කළ අවසන් සටනේදී නොඇසූ නොදුටු ආගන්තුකයෝ පසුගිය කාලයේ යුද හමුදාවේ ලොකු පුටුවලට ආහ.

 මෙසේ වීරත්වය අමතක කරද්දී ඉතා කර්කෂ වූ ඉඩෝරයකට ශී‍්‍ර ලංකා යුද හමුදාව ගොදුරු විය. එහෙත් මේ මොහොතේ සිදුවූ ලූතිනන් ජෙනරාල් ශවේන්ද්‍ර සිල්වා යුද හමුදාපති ධුරයට පත්වීම තුළින් දැන් ඒ ඉඩෝරය නිමාවී යළි වසන්තය උදා නොවනු ඇතිද? ඕනෑම අයකුට එය තීරණය කරන්නට අද යුද හමුදාවේ මුල් පුටුවට පැමිණි ලූතිනන් ජෙනරාල් ශවේන්ද්‍ර සිල්වාගේ තිස්පස් වසරක හමුදා ජීවිතය දෙස ආපු හැරී බැලීමේදී බොහෝ පහසු වනු ඇත.

 මාතලේ ශාන්ත තෝමස් විදු පියසේ සිට ඔහු සිය වීරත්වය කරායන ගමනේ මාවත විවරව තිබෙන්නකි. පාසල් අධ්‍යාපනයෙන් පසු 1984 වසරේ මාර්තු මස පස් වැනිදා කෙඩෙට් නිලධාරියකු ලෙස ශී‍්‍ර ලංකා යුද හමුදාවට එක්වන හේ එල්ටීටීඊ ත‍්‍රස්තවාදයට එරෙහි සටන්වලදී වඩාත්ම දායකත්වයක් දුන් ගජබා රෙජිමේන්තුවේ දෙවන ලූතිනන් නිලයෙන් සිය හමුදා ජීවිතය ඇරඹූ ප‍්‍රථම නිලධාරියා ලෙස යුද හමුදා ඉතිහාසයේ සටහන්ව තිබේ.

 එතැන් පටන් ශී‍්‍ර ලංකා යුද හමුදාවේ මුල් පුටුවට පැමිණෙන තැන දක්වා වූ ගමනේදී ශවේන්ද්‍ර සිල්වා සහභාගි නොවු යුද හමුදාව ත‍්‍රස්තවාදයට එරෙහිව සිදුකළ ප‍්‍රමුඛ මට්ටමේ කිසිදු මෙහෙයුමක් නොවීය. 

 මේ මාතෘ භූමියෙන් ත‍්‍රස්තවාදය තුරන් කිරීම උදෙසා දිවි පරදුවට තබා රණ බිමෙහි දැක්වූ දස්කම් නිසාම එකවර විශිෂ්ට සම්මාන තුනකින් පිදුම් ලැබූ ලාබාලම දෙවන ලූතිනන්වරයා ලෙස යුද හමුදා ඉතිහාසයේ සුදහන්ව ඇත්තේද ශවේන්ද්‍ර සිල්වා නාමය ය.

 ශී‍්‍ර ලංකා යුද හමුදාව 1995 වසරේ යාපනය බේරා ගැනීම සදහා ත‍්‍රස්තවාදීන්ට එරෙහිව දියත් කළ සටනේදී කෙටි කාලීන හමුදා ජීවිතයක් පසුරා තිබුණද ළාබාලම අණදෙන නිලධාරිවරයා ලෙස යුද හමුදා ඉතිහාසයට එක්ව සිටින්නේද ශවේන්ද්‍ර සිල්වාය.

 මේ සටහන් කෙරුණේ යුද හමුදාපති ලූතිනන් ජෙනරාල් ශවේන්ද්‍ර සිල්වාගේ හමුදා ජීවිතයේ මුල් කාලීන යුගයේදී ඔහු නිලධාරියකු ලෙස දැක්වූ දස්කම්වලින් බි`දක් පමණකි. ඉන් අනතුරුව උසස් හමුදා නිලධාරියකු ලෙස 1 වැනි ගජබා, 5 වැනි (ස්වේච්ඡුා) ගජබා සහ 8 වැනි ගජබා යන ගජබා රෙජිමේන්තුවේ ඒකකයන් ති‍්‍රත්වයටම අණදීම සිදුකර ඇති ලූතිනන් ජෙනරාල් ශවේන්ද්‍ර සිල්වා සිය තිස්පස් වසරක යුද හමුදා ජීවිතයේදී නිලධාරියකු ලෙස තනතුරු රාශියක් හොබවා තිබෙනුයේ කීර්තිමත් නිකැලැල් රාජකාරී කැපවීමක්ද සමගය.

 ශී‍්‍ර ලංකා යුද හමුදා විද්‍යා පීඨය දියතලාවහි නිලධාරි පුහුණු කිරීමේ උපදේශක ධුරය, යුද හමුදා විද්‍යා පීඨ ඉතිහාසයේ ප‍්‍රථම වරට විදේශීය හමුදා සාමාජිකයන් පුහුණ කළ නිලධාරියා වීම සහ එසේ පැමිණි ගමනේ දී යුද හමුදා විද්‍යා පීඨයේ අණදෙන නිලධාරියා ලෙස කටයුතු කිරීම මෙහිදී කැපී පෙනෙන සිදුවීම් ලෙස පෙන්වා දිය හැකිය.

 ලූතිනන් ජෙනරාල් ශවේන්ද්‍ර සිල්වාගේ රණ ශූරත්වය සහ යුද ප‍්‍රවීණත්වය මෙන්ම හමුදා නිල ඇ`දම තුළ සිටි එ මිනිස් හදවතේ ළතෙත් බව ලොවක් දුටුවේ ඔහු ඉකුත් මානුෂීය යුද හමුදා 58 වැනි සේනාංකයේ සේනාංකාධිපති ධුරයට පත්වීමත් සම`ගය. එහිදී 58 වැනි සේනාංකයට නායකත්වය දෙමින් අවසන් සටනේදී ත‍්‍රස්තවාදය මේ බිමෙන් අතුගා දැමීම ස`දා ලබාදුන් එඩිතර නායකත්වය මෙරට මෙන්ම ලෝකයටද රහසක් නොවීය.

 ත‍්‍රස්තවාදින් ඉදිරියේ කිසිදු ඉඩක් නොතබා මව්බිමේ ජයග‍්‍රහණය වෙනුවෙන් සිය සෙබළමුළු මෙහෙයවූ ශවේන්ද්‍ර බිහිසුණු සටනකදී වූව හමුදාවට කොටුවී අන්ත අසරණ වූ ත‍්‍රස්වාදියාට වැරදීමකින්වත් ගිනි අවියක් එල්ල කරන්නට කිසිවටෙකත් කිසිදු සොල්දාදුවකුට ඉඩක් නොතැබීය. 

 එසේ කොටුවූ ත‍්‍රස්වාදින් දැඩි මානුෂීය බවකින් යුතුව සිය භාරයට ගත් හේ ගුවාල ලැබ සිටියේ නම් ප‍්‍රතිකාරද ලබාදී ඒ හදවත් සුවපත් කළේ ඉතාම විනයගරුක හමුදාවක් ශී‍්‍ර ලංකාව සතුයැයි ලොවටම පෙන්වා දෙමිනි. 

 අද ඇතැම් ජාත්‍යන්තර බලවේග සහ රටවල් යුද අපරාධ සහ මානව හිමිකම් චෝදනා එල්ල කරමින් දෙස් දොවොල් තබන්නේ එසේ මනා හිකමීමකින් යුතුව උපන් බිමේ නිදහස වෙනුවෙන් 58 වැනි සෙන්ාංකයට නායකත්වය දුන් ලූතිනන් ජෙනරාල් ශවේන්ද්‍ර සිල්වාටය.

 මෙසේ සැබෑම වූ මානුෂීය ගමනක් තුළින් ත‍්‍රස්තවාදයට එරෙහි සටනේ පෙරට ගිය ලූතිනන් ජෙනරාල් ශවේන්ද්‍ර සිල්වා අණදුන් 58 වැනි සේනාංකය යනු ඉකුත් මානුෂීය මෙහෙයුමේදී යුද ජයග‍්‍රහණ රාශියක් අත්පත් කරගනිමින් සටනේ වැඩිම දුරක් පෙරට ගිය සේාංකය ලෙස වාර්තා පොතට එක් කිරීමටද ලූතිනන් ජෙනරාල් ශවේන්ද්‍ර සිල්වාගේ සංග‍්‍රාමික පරිනත බව සමත් විය.

 මෙසේ සංග‍්‍රාම භූමියෙදී උපන් බිමේ නිදහස වෙනුවෙන් දැක්වූ දස්කම් නිසාම ලූතිනන් ජෙනරාල් ශවේන්ද්‍ර සිල්වා අවසානයේ සිය වෘත්තීය ජීවිතයේ ඉතාම වැදගත් සන්ධිස්ථානයක ළ`ගා වෙමින් ශී‍්‍ර ලංකා යුද හමුදාවේ ළබාලම මේජර් ජෙනරාල්වරයා බවටද පත්විය.

 එහෙත් මේ සා පරිණත සහ මානුෂීය බවෙන් යුතුව කටයුතු කළා වූ ශවේන්ද්‍ර සිල්වාට එරෙහිව දෙමළ ජාතික ස්නධානය මෙන්ම ඇමරිකා එක්සත් ජනපදය මේ මොහොත වන විට අවි අමෝරා ඇත. එ් ඔහු යුද හමුදාපති ලෙස පත් කිරීමට එරෙහිවය. එහි ඇති සාධාරණය කුමක්ද? සාධාරණය කෙසේ වෙතත් මේ තුළ ඇත්තේ මුහුකුරා ගිය කුහකත්වය පමණක්ම බව අද ඇමරිකා එක්සත් ජනපදය මෙන්ම ප‍්‍රභාකරන්ගේ දේශපාලන අතකොළව ලෙස සිටි දෙමළ ජාතික සන්ධනාය ඔප්පු කරමින් නොසිටින්නේද?

 ලූතිනන් ජෙනරාල් ශවේන්ද්‍ර සිල්වා තුළ තිබුණේ මේ කියන රණශූරත්වය පමණක්ද? නැත යුද්ධය නිමා වීමෙන් පසුව එක්සත් ජාතීන්ගේ නියෝජ්‍ය නිත්‍ය නියෝජිතවරයා ලෙස පත්ව යමින් තමන් ශී‍්‍ර ලංකාව වෙනුවෙන් කැපවි රාජකාරිය කරනු ලබන දක්ෂ රාජ්‍යතාන්ත‍්‍රිකයකු බව ඔප්පු කර පෙන්වීමටද හෙතෙම සමත්විය.

 එක්සත් ජාතීණ්ගේ නියෝජ්‍ය නිත්‍ය නියෝජිත ලෙස පත්ව යෑමෙන් අනුරුව සාමසාධක මෙහෙයුම පිළිබ`ද එවකට එක්ස්ත් ජාතීන්ගේ මහ ලේකම් බෑන්කී මූන් මහතාගේ ජ්‍යෙෂ්ඨ උපදේශකයකු ලෙසද කටයුතු කළ ලූතිනන් ජෙනරාල් ශවේන්ද්‍ර සිල්වා වචනයෙන් නොව කි‍්‍රයාවෙන් ජාත්‍යන්තරය ජයගත් නිලධාරියකුද විය. 

 ඉදින් මේ රටේ අද පවතින තත්ත්වය තුළ ශී‍්‍ර ලංකා යුද හමුදාවේ අධිපති ධුරයට පැමිණිය යුතු වන්නේ මෙවැන්නකු නොව්දු? උපන් බිමේ විමුක්තිය උදෙසා ජීවිත පරිත්‍යාගයෙන් කැපවූ විරුවාණනි ඔබය ජයෙන් ජය

The process of selecting the International Monetary Fund’s next Managing Director must change. In particular, the tradition of choosing a European for the post – based on an unfair and anachronistic ‘gentlemen’s agreement’ reached with the United States when the institution was established 75 years ago – needs to be discarded. But even more important, the IMF’s longstanding approach to lending should be transformed.

The Fund has a long history of policy mistakes. Yet, as Christine Lagarde’s just-completed tenure showed, it has learned little from them. Consider the case of Argentina. In mid-2018, the IMF agreed to provide the country with a heavily frontloaded three-year loan worth nearly $57 billion – the largest in the institution’s history – following a series of reckless decisions by President Mauricio Macri.

One such decision, made soon after he took office in 2015, was to strike a deal with the holdout creditors who were still fighting in US courts to be repaid in full, following Argentina’s 2002 debt default and subsequent restructuring. Another was Macri’s subsequent borrowing spree, which caused public debt – mostly denominated in dollars – to swell by more than one-third, to $321 billion in 2017.
By last year, Argentina’s fiscal and current-account deficits exceeded 5% of GDP. In the ensuing economic and financial crisis, public debt ballooned to nearly 90% of GDP, capital flight caused the peso’s value to collapse, and inflation soared. So, under pressure from United States President Donald Trump (who had business ties with Macri), the IMF stepped in – with Lagarde’s active support.

The loan may have been unprecedented in size, but it had all the familiar characteristics of past IMF financing programmes. In exchange for the cash, Argentina was to implement massive budget cuts, in order to balance its primary budget in 2019 and significantly reduce its external deficit. Argentina complied – and the economy steadily deteriorated.

Today, inflation is running at over 55%, the poverty rate has surpassed 30%, and output and employment are shrinking. Argentina is nowhere near the IMF’s targets for investment and GDP growth, which have already been revised twice. More downward revisions are undoubtedly coming.

Missing macroeconomic targets

The IMF has been here before. In 1998, when East Asia was in the throes of financial crisis, the Fund had to sign no less than five Memorandums of Understanding with Thailand, precisely because fulfilling all of the austerity requirements the Fund had imposed on it meant missing its macroeconomic targets.

Yet, far from learning from its mishandling of the 1990s Asian financial crisis, the IMF made the same mistakes in Europe after the 2008 global financial crisis sent the eurozone into a tailspin. In particular, instead of allowing Greece to default on its massive debts to private creditors, the IMF – together with the European Central Bank and the European Commission – lent it the money. The accompanying austerity conditions made repayment of those debts – now held by official creditors – impossible. Greece continues to struggle to this day.

In 2013, the IMF produced a report acknowledging that it had ‘underestimated’ the effects austerity would have on Greece’s economy. It seemed like a promising portent. Yet, a mere five years later, the Fund’s apparent realisation was not reflected in its deal with Argentina. Nor is it reflected in a more recent financing deal with another Latin American country.

In March, the IMF approved a $4.2 billion, three-year loan for Ecuador, as part of a plan to reduce public debt and reform the economy. In exchange, the Fund is predictably demanding rapid fiscal consolidation, through cuts to wages and public-sector jobs, hikes in energy prices, new charges for Government services, and higher indirect taxes. As Mark Weisbrot and Andres Arauz note in a report for the Centre for Economic and Policy Research, these steps will likely lead to an immediate drop in GDP and cause the current recession to persist for the four years of the programme.

Yet the IMF has somehow convinced itself that growth will decline only mildly in 2019, before recovering in 2020, as a huge boost in private-sector confidence – naturally brought about by fiscal restraint and privatisation – leads to a surge in inward foreign investment. According to the Fund’s logic, even if employment and consumption are falling, and the economy is in recession, net capital outflows of 1.9% of GDP will turn into net private capital inflows of 4.9% of GDP in 2020.
As usual, the folly of this logic will become apparent in due course. (A floundering economy, it should be clear, is not attractive to private capital.) In the meantime, the people of Ecuador will suffer greatly, owing to rising unemployment, declining living standards, widening inequality, and greater poverty.

The IMF’s bizarre belief in ‘expansionary austerity’ would be laughable if it were not so damaging. How can the IMF justify an approach with such a poor track record? One explanation could be a lack of accountability that permeates the institution’s bureaucracy, right up to the very top. If that’s the case, boosting accountability should be the next IMF Managing Director’s first order of business – that, and aligning the Fund’s lending approach with economic realities.

  • They sent her back to Kegalle on the final day of the Randoli perahera. Elephants walk for 30-40km and old elephants too walk for 10-15 km

Her worn-down, skeletal frame flooded social media posts in a matter of seconds. Online petitions were signed, others called for justice, some called to boycott peraheras while the international wildlife community criticised us once again. All this was for Tikiri – a 70-year-old female elephant who was seen parading a pageant organised by the Sri Maha Vishnu Devalaya, one of the main devalayas at Sri Dalada Maligawa, subsequent to the Esala Maha Perahera (Pageant). A once magnificent elephant is now suffering from an eating disorder where she cannot chew or digest food. Veterinary surgeons claim that as a result her condition is deteriorating, but the owners are doing their best to keep her stable. This was why the owner claims that he sent Tikiri to fulfil a vow that he had placed in her name to invoke blessings for her health. Tikiri’s photos went viral at a time when the debate for captive elephants was going strong. Although many requests have fallen on deaf ears, activists request the Government and authorities to advocate for a chain free environment for captive elephants.


With that in mind the Daily Mirror spoke to several individuals to find out what had happened to Tikiri, the status of captive elephants in Sri Lanka and the way forward.

 At the onset of the incident, Tourism Development, Wildlife and Christian Affairs Minister John Amaratunga issued a statement requesting the Veterinary surgeons at the Department of Wildlife Conservation (DWC) to inspect the elephant’s condition. The statement further read considering what has transpired I have ordered Ministry officials to inquire into this matter to ascertain how and why an elephant in such poor health was used in the pageant and to take necessary action against those responsible for this.” 
It further stated that he had instructed officials at the DWC to revive work done by a Committee of Experts in 2015-2016 on preparing guidelines for owners of captive elephants, so that the health of elephants held in captivity could be ensured. It also mentioned that he had appointed a team of veterinary surgeons from the DWC and the Zoological Department to inspect the health of all elephants in captivity and submit a report on their status of health.
When contacted by the Daily Mirror, the Minister said that he was awaiting the report to find out the background of Tikiri and all other captive elephants. 


Animal rights activists don’t protest when animals are killed for meat  Ratwatte


Using elephants for vows is quite normal,” Vishnu Maha Devalaya Basnayake Nilame Mahindra Ratwatte said. Tikiri has been working for quite a long time and since she was sick, the owner had made a special vow at the Vishnu Devalaya. We sent her back to Kegalle on the final day of the Randoli perahera. Elephants walk for 30-40km and old elephants too walk for 10-15 km. So walking isn’t an issue for an elephant. Nor is it harmful. Certain parties talk about animal rights. But the same parties don’t voice out when it comes to killing hens, cows for meat or when horse races take place in the hill country.” he argued. 


He further said that veterinary surgeons keep a close watch on all elephants daily. Before they are sent to the procession, doctors check if they are fit to walk in the pageant. We have veterinary surgeons working in the four devalayas as well as at the Maligawa,” Ratwatte added.

Although it was repeatedly said that Tikiri was sent to fulfil a vow and not for any commercial purpose, the plight of other captive elephants are unheard of. According to Elephant Owners Association of Sri Lanka Secretary Damsiri Bandara Karunaratne, both him and the Basnayaka Nilame had visited Tikiri’s owner to inquire into her health prior to the pageant. Then the owner requested us to have her walk in one pageant as he had to fulfil a vow placed in her name. We can’t simply disregard an ageing, feeble elephant. So we took the necessary steps to bring her to Kandy. Once she was brought to Kandy the Basnayake Nilame decided to treat her before sending her back. 
She was tamed and taken into captivity at the age of five and for the past 65 years she has lived among humans. She is being given a special diet and tender leaves as she cannot chew properly. If she lived in the wild she would have been dead by now,” said Karunaratne. 

Karunaratne, who is also in charge of the elephants at the Sri Maha Vishnu Devalaya, questioned why animal rights activists stage their protests regarding captive elephants every year when the perahera is due?

According to Karunaratne there are over 105 captive elephants in the country, both with individual owners as well as in temples. The Pinnawala Elephant Orphanage has released 16 elephants according to a new system. Here the Department of National Zoological Gardens is given ownership of these elephants, who have been sent to a few temples that have volunteered to be caretakers. We go there every two to three months and check their status. We check their living conditions and if there are any shortcomings we take them back to the zoo. Previously elephants were gifted to temples and if those elephants aren’t cared for, we take them back as well. As a result, Kalana of Devundara Devalaya and Saman of a Tissa Devalaya are now at the zoo and those two venues have been blacklisted. We also have elephants given through permits, auctions and so on.” he said. 
Karunaratne also said that there’s a disconnect between the owners, the Department of National Zoological Gardens and the DWC. Because of that, they don’t look into the elephant welfare aspect. The DWC issues permits and registers elephants and we are called in only for the renewal of permits. The monitoring doesn’t happen as required. 
On the other hand, the Department of National Zoological Gardens doesn’t know about domestic elephants. If both these departments can get together and call owners and handlers and educate us on these guidelines and other formalities we can work around it because we are ready to work with them. They can invite foreign elephant experts to conduct workshops, but we don’t see such investments happening either. We know of traditional ways to handle elephants and traditional medicine given to them which are slowly dying out. There’s no way that we could disseminate that kind of information. On the other hand there’s an ongoing debate about mahouts who work 365 days. Now there’s a dialogue that one of the qualifications for a mahout is to have a degree,” said Karunaratne. 
Karunaratne, who is also in charge of the elephants at the Sri Maha Vishnu Devalaya, questioned why animal rights activists stage their protests regarding captive elephants every year when the perahera is due? They don’t talk about horse races that happen in Nuwara Eliya. We like to ask why? Unlike other animals, we don’t tame elephants to kill them and consume their meat. We take them into captivity to be used in pageants and we will not allow them to destroy the culture through these protests,” he affirmed. 
Several attempts made to contact Director General of DWC Chandana Sooriyabandara and Deputy Director – Elephant Conservation U.L Taufeek proved futile. 


A chain-free environment for captive elephants is an achievable goal

 I have never ever seen an elephant in such poor body condition in the 30+ years I have observed elephants,” said Dr. Sumith Pilapitiya, leading environmental specialist and former Director General of the DWC. 


The photographs show that her body condition is absolutely abysmal. Tikiri should never have been used for the pageant in this condition. There are social media reports which say that Tikiri had collapsed. The media also reported that a representative of the Elephant Owners Association of Sri Lanka had said that a Veterinary doctor had given the green light” for Tikiri to join the pageant. If this is true, the veterinary doctor and the owner should be held accountable for the fate of Tikiri and be charged for animal cruelty.” said Dr.Pilapitiya. 


While I am personally unaware whether there have been other elephants that have faced the same fate as Tikiri, this case is more than adequate for the Government to bring in more stringent regulations on elephant welfare,” he continued. Sound elephant welfare guidelines have been prepared by a Committee appointed by a previous Minister of the Department of Wildlife and Conservation. 


 As is usual in Sri Lanka, when there is a problem, we appoint a committee to look into it and no further action is taken.  I call upon the Minister of the Department of Wildlife and Conservation to gazette the elephant welfare regulations that have been prepared immediately. 


If implemented, this would make a substantial improvement in the welfare of captive elephants and go a long way in preventing a recurrence of what happened in this instance,” he added. 
When inquired into the situations elephants have to face before and during a pageant, Dr. Pilapitiya said that he was not aware of any scientific research done to determine the stress levels of elephants when they are used in pageants.


 But the pageant environment is a significant change from the environment that the captive elephant generally lives in. The pageant environment is busier, noisier, more crowded with unknown crowds of people within close proximity to the elephants, they walk on asphalt surfaces and have fire all around them.  


All this could lead to stress in elephants. I recommend that we operate on the precautionary principle—if we don’t know the impact of an action on an animal, we should not take that action!” he opined. He further opined that elephants control their body temperature largely through blood flowing through their ears. That is why they have large ears and when in need of cooling, they wave their ears a lot. Covering their ears during the pageant impedes their ability to control body temperature. 


 This obviously could lead to stress.  I have seen photographs of elephants used in temple processions in India and Bhutan where their ears are not covered.  That is a small step that can be easily taken in Sri Lanka to reduce stress on the elephants,” he explained. 


Responding to a question raised on the matter of adequate guidelines for captive elephants, he said that there are some guidelines, but these need to be significantly strengthened.  As stated earlier, there are new guidelines that can be enacted and MUST be done immediately.  However, the more important thing is how the Government monitors the implementation of these guidelines. Unless there is good monitoring, there is no point in having stringent guidelines. 


 The Government should have independent observers working with them in monitoring the implementation of guidelines—this may improve the chances of stringent monitoring.”
When asked why Sri Lanka should move away from keeping elephants in captivity, Dr. Pilapitiya said that there’s a lot the elephant owners could do immediately. I fully agree that Sri Lanka should move away from having elephants in captivity, there is a lot the elephant owners can do immediately.  As I mentioned earlier, a ban on captive elephants is not something that would happen in the near future, so let’s look at ways of improving the welfare of captive elephants.  I have seen some captive elephants in Nepal and Thailand who are kept chain-free, even during use for tourism purposes. 


 Why can’t we in Sri Lanka move towards a chains free environment for captive elephants.   There can be no argument on religious or cultural grounds for anybody to be against having captive elephants in a chain-free environment. 


So why don’t we advocate for this? I am a strong supporter in changes for the better – albeit incrementally.  Let us all try to pressurise the captive elephant owners to move towards a chain-free environment for elephants in captivity in Sri Lanka. This is an achievable goal,” he said.  


In conclusion, he stated that although elephants are used in religious processions, he is yet to find anything in the Buddhist or Hindu scriptures that promote the use of elephants for religious processions. But in the present religious and cultural environment in Sri Lanka, advocating for a ban” on using elephants in temple processions is futile.  


I would rather advocate for better elephant welfare, so that captive elephants are treated more humanely. Secondly, the Government should identify which pageants must have elephants and limit the use of elephants only to those pageants.  We are currently in a situation where elephants are used even in a small event like a Katina pinkama”.  So I would propose that we first ensure better welfare of captive elephants and limit their participation to key pageants . However, we should not hide behind religion to justify the use of elephants in temple processions.  All religions promote compassion for humans and animals alike.  So let us actually try to practice compassion by stopping animal cruelty in the name of religion,” he said. 
Come old age, what you really need is love and care. This applies to all living beings. Whether it’s Tikiri, Wasana or Nadungamuwa Raja, there comes a time when they need to retire and that’s when they require our love and support the most. 

Gota assures solutions to northern people’s concerns

He gave this assurance during a discussion held with the Eelam People’s Democratic Party (EPDP) Leader Douglas Devananda about the concerns of the people in the North because of the lack of development.

The arrests have been made in Hettipola and Nikaweratiya areas.

Reportedly, the two suspects had received training with Zahran Hashim, the alleged ring leader behind the Easter attacks.

The suspects had received their training in Nuwara Eliya.

REGIONAL SECURITY, JOURNALIST BEHAVIOUR, AND PRESIDENTIAL CANDIDATES

This year’s Indian independence celebration primarily focused on regional security, which is a vital issue for all countries in the South Asian region. It seems that certain media of Sri Lanka attempts to mislead people of the country focusing on unimportant issues that are entirely worthless and they are really like opening soda bottles when gas has gone out the bottle become water bottles. In that way, it seems that news media focus on the presidential election and the candidates for the election. They have given priority to personal considerations such as Mr. Gotabaya Rajapaksa’s citizenship which is entirely a private matter for Mr. Rajapaksa as American Embassy pointed out.  America is not an irresponsible country to disclose personal matters to journalists or people who looking for points to coverup the mistakes done during the 2015 presidential election.

These people (Journalists) seem to be behaving like gossipers than responsible professionals and an article in a weekend newspaper named them as stooges and during the LTTE war also some of the journalists behaved irresponsibly and disguised after the war. Now they have emerged with a view to making money spreading lies or taking advantages out of the vulnerable nature of Sri Lankans.  

These stupid guys are pointing out cases against Mr. Gotabaya Rajapaksa, which are still in courts without final judgments and many journalists are irresponsible who attempt to prejudice with a view to making political advantages for supporting candidates.  Last weekend newspapers especially Island carried good articles based on various points of views and the political analyst has published an interview with a lawyer who replied to significant legal points.

Many criticisms against Mr. Gotabaya Rajapaksa are court cases which are like cases that exist for many other people and the truth of the world is that many currents presidents in the world had court cases before they become presidents.   The cases were not cases against the presidentship.  Why these journalists use the profession for prostitution than using it respectfully for giving the right information to readers and listeners and beguiled Western nations with a view to making money fabricating news against the Rajapaksa regime as they have done in 2015. Now Western countries know the truth and again they will not offer money for lies.

Regional security and economic issues are the most significant points to the presidential election in Sri Lanka.  It seems that UNP and NGOs reluctant to openly talk about regional security because many UNP supporters and JVP supporters associated with the Easter Sunday bomb attack and they want to coverup the issue pointing figure to unnecessary points.  India, America, China, Russia, Japan, Australia, and Korea highly concern about regional security and it appears that Islamic terrorists have looked on Sri Lanka to use as a centre for spreading terrorism. UNP, SLPP, SLFP and all other political parties need to stand on one policy as the regional security must be a vital point all needed to concern.  New security threat is not like LTTE threat but it is associated with global terrorism which has a disguised face.

When compared to India Islam’s population in Sri Lanka is over 9.5% and there are plenty of young Muslims in Sri Lanka to use for terrorist targets.  They are blind on the faith and terrorists have used them in the name of religion and the operations and administration of Eastern province in Sri Lanka showed that the ruling political parties were not interested in look into what was going on and gave full freedom to operate against the democratic world.

UNP needs the support of Muslims to election winning so they are not interested in regional security and the secret behaviour of Muslim guys, who associated with terrorism. Sri Lanka doesn’t want to go against any religion, but the incident in the Easter Sunday showed that authorities of Islam religious institutions attempted to either disguise what was happening in their institutions or they purposely supported to terrorist activities with a full knowledge that such terrorism would be harmful to the country as well to the entire region.

India has only less than 5% of the Muslim population and the Indian government concerns the behavior of these people and it is quite difficult for Muslim people to spread terrorism in India.  However, Sri Lanka has more than 9.5% of Muslims, which is a quite large population for Sri Lankan authorities to control and is an easy target for Islamic terrorists to get publicity because of party politics in the country supports to operate Islamic terrorists.  The presidential and other election has caused many terrorists to get refuge in political parties as in 2015 happened with JVP.  Many small party leaders want to make money out of elections and it would be an opportunity for terrorist’s disguise and operate.   Disguise Islamic terrorists can activate in the country as strong supports of political parties wants power than the security of the country.  People of the country need to understanding this situation and need to support a presidential candidate who is concerned about regional security.

Sri Lanka cannot waste its resources for the reconstruction of terrorist destructions and needs supporting for securing friendly nations from terrorism.  Australia, New Zealand and Japan are major targets of Islamic terrorists, who consider that Sri Lanka is the best way for them to enter those countries.  The politics in Sri Lanka clearly show that there are top politicians to safeguard them. Some Sinhala UNP candidates in the Muslim majority area need support from Muslim people and they are ready to safeguard these terrorists.  Television pictures showed that some accused people who associated with Islamic terrorists sitting with political leaders of parties and many active NGOs have active relationships with Muslim personnel who have an association with Islamic terrorists.  In this situation, Sri Lanka needs a president who strongly concerns with regional security and who is possible to attract financial and other supports to control terrorism and ensure regional security.  Sri Lankans must understand that due to politics in the South Indian area governments and political parties are reluctant to work against Islamic terrorism and Sri Lanka also pushes to that level and after Marth of the Easter Sunday bomb attack political parties attempt to coverup the issue in the name of elections.

According to the public statement of Mr. Sarath Fonseca only 50% of terror supported personnel were arrested in the country and the balance 50 % have not identified or are still working under the disguise of political supporters and these people are carrying a high risk to above-mentioned countries.

A day’s incident on the Easter Sunday damaged more than 15% of Sri Lanka’s economy and if any candidate attempts to protect terrorist supporters, they can be done more damages to the economy as well as to other countries.  Therefore, regional security and the economy of the country must be vital points in elections.

Presidential election supports to electing a visionary leader but entire policy development and policy implementation would be depended on the parliament elected members from the general election. This means that Sri Lanka needs a visionary leader and policy-oriented parliament members and this might not understand many voters. If it takes Malaysia, Mr. Mahathir was against the social culture of West but he never refused Western investments and never allowed to ISIS terrorism though he was a person in the Muslim faith. The experience in the world clearly shows that the president of Sri Lanka must be a visionary leader who concerns regional security.

The economy of the country has a highly positive relationship with the security of the country and if it mathematically calculates the relationship between two factors, it would be more than 0.9, which means that without ensuring the security of the country no investment will be attracted.  This is the highly significant point that must be considered by presidential candidates and except Mr. Gotabaya Rajapaksa, other candidates are reluctant to talk about security.

It is also shown that many Western democracies have understood that they will not financially support to so-called NGO leaders who are talking on stages for money rather than working for democracy.  These NGOs were reluctant to condemn terrorism and appreciate the policies relating to regional security. This means that they don’t bother about the security of countries that provide funds for them. The politics of Sri Lanka should not allow terrorists to enter the countries through it in the name of politics.

COLOMBO-TRINCOMALEE ECONOMIC CORRIDOR

 The plan for a Colombo Trincomalee Economic Corridor, which is considered part of the MCC Compact, was developed initially by the Asian Development Bank. In 2018, the media reported that the Asian Development Bank had initiated a comprehensive development plan for the Colombo-Trincomalee Economic Corridor (CTEC) to address some of the development challenges faced by the country.

An economic corridor development plan with the potential to generate 1.2 million new jobs by 2030 was proposed in a 2018 study by the ADB, reported the media. This corridor development plan seeks to address regional imbalances in the country and also extend the strengths of the Western Region to the other end of the Colombo Trincomalee Corridor and along the corridor as well.

The primary corridor, (which means the Colombo-Trincomalee economic corridor) will be an east-west corridor that takes advantage of existing international gateways, such as the Bandaranaike International Airport and Colombo Port, which are located at the western end of the corridor. Trincomalee’s ‘proximity to potential transport gateways’ ( which means its harbor) and position as a key tourist attraction will help to establish it as a complementary location to Colombo on the eastern end of CTEC and along the corridor.

The proposed Central Expressway, which connects the two, which is about 280 kilometers long, will act as the spine of the corridor. An influence area of 50 kilometers on either side has been selected, which cuts across 6 provinces and 10 districts. The districts in the influence area cover 42% of Sri Lanka’s total area, account for 58% of the total population and contribute 86% to industrial output.

The nurtured development of Trincomalee will balance the corridor’s growth by increasing the competitiveness of the eastern part of the corridor, which will help to address regional imbalances in the country.

To implement the economic corridor, it is necessary to identify economic centers that can be prioritized for development and made ready for attracting investments”. Valuable resources must be channeled in a focused manner, thus maximizing the potential benefits of the corridor. The right mix of industries needs to be promoted in order to develop effective and efficient production clusters along the corridor. Aligning them with existing transport spines helps generate synergies that further boost the potential of the corridor, concluded ADB.

Critics were not impressed. They observed that the Colombo-Trincomalee project will carve out an economic corridor from Colombo to Trincomalee, taking in Colombo, Negombo, Kurunegala, Dambulla, and Trincomalee, covering 1.2 million acres, in a manner that physically divides the territory of Sri Lanka into two distinct parts. It has been alleged that the MCC envisages an electric railway line that would bisect the country in a straight line linking Trincomalee with Colombo. The underlying purpose of the MCC compact was to divide Sri Lanka into two distinct parts, said, critics. That the so-called economic corridor is to serve the interests of the U.S. that have upgraded the status of Sri Lanka to that of a Military Logistics Hub.

ADB stated that the corridors were to help economic growth in economically poor areas. Critics pounced on this.  The majority of the Districts within the economic corridor do not qualify on grounds of poverty, they are below the national poverty headcount index of 4.1 Districts with high levels of poverty are outside the proposed corridor, they said.

Expanding on this, critics observed that of the eight Districts included in the Colombo Trincomalee Economic Corridor, five of them, namely, Matale (3.5), Kurunegala (2.9), Anuradhapura (3.8), Polonnaruwa (2.2) and Gampaha (2.0) are below the national headcount index of 4.1. Therefore, only three Districts, Kandy (5.5), Kegalle (7.1) and Trincomalee (10.0) qualify, since their poverty indices are high and well above the national average of 4.1. Districts, where the poverty headcount index is considerably higher than the national average and therefore requiring attention are not in the corridor. Districts such as Ratnapura (6.5), Monaragala (5.8), Badulla (6.8), Batticaloa (11.3), Kilinochchi (18.2), Mullaitivu (12.7), Jaffna (7.7), Nuwara-Eliya (6.3) are well above the national poverty index.

Lasanda Kurukulasuriya added her views. .Readers may recall how in January 2019 the US military carried out what it called a ‘temporary cargo transfer initiative’ where US Air Force planes brought cargo into the Bandaranaike International Airport – which is a commercial airport – and transferred supplies to an aircraft carrier USS John C Stennis of the US 7th Fleet. US embassy statements did not specify where the aircraft carrier was, but reports suggest it was in waters off Trincomalee. If the US plans to use the ports of Trincomalee and Colombo as part of a logistics hub to support its military activities in the Indian Ocean, the relevance of a high-speed rail link connecting the two port cities becomes obvious.

The Colombo-Trincomalee economic corridor ends at Trincomalee. Trincomalee harbour provided shelter to the British Eastern Fleet, during the 2nd World War. However, following independence in 1948, Sri Lanka took over the control of the Trincomalee harbour in 1957, said, commentators. Since then, for the past 60 years, one of the largest natural harbours in the world has been in a deep slumber, without making use of its real potential.  Britain’s first possession in Sri Lanka was Trincomalee (1796) and it was the last to go (1957).

When J.R. Jayewardene was President, India exerted pressure regarding Trincomalee, continued the commentary. The letters exchanged in 1987 said that Trincomalee or any other port of Sri Lanka will not be made available for military use by any other country in a manner prejudicial to India’s interest. Restoring and operating the Trincomalee oil tank farm shall be a joint venture between Indian and Sri Lanka. Sri Lanka must no employ foreign military and intelligence personnel prejudicial to India and Sri Lanka must not provide facilities for a foreign broadcasting organization which could be used for military or intelligence purposes.  This was a reference to Voice of America broadcasting from Iranawila.

In 2017 Yahapalana announced that Japan, India, and Singapore would develop the Trincomalee area.  Subana Jurong of Singapore is to draw up the master plan for Trincomalee and BOI would enter into an MOU with this firm.   This would also create opportunities for the people of Rajarata. Yahapalana also said that discussions were on with both India and Singapore for developing the Trincomalee harbour. After India’s stubborn action of changing the status of Jammu Kashmir and Ladakh, the situation is getting seriously dangerous and gravely complicated in the South Asian Region. Recently Pakistan’s foreign Minister went to China on a diplomatic mission where he was warmly welcomed by the Chinese authorities. It is in the news that he ‘visited China in a bid to seek allies for a UN resolution against New Delhi for revoking Kashmir’s autonomy’. During the meeting, Mr. Wang expressed grave concern about the situation in Kashmir, the cause of two wars between nuclear-armed India and Pakistan. He assured Mr. Shah Mehmood Qureshi that Beijing would continue to support Pakistan to safeguard its legitimate rights and interests. In short, this was a very fruitful visit but certainly not a ‘good omen’ for India, so to counter the situation Indian foreign Minister, Subrahmanyam Jaishankar, flew to Beijing himself just after the visit of Pakistan’s Foreign Minister Shah Mehmood Qureshi. Indian Foreign Minister Subrahmanyam Jaishankar, during the talks with China’s top diplomat Wang Yi, said that “the two nations should ensure that it was important that differences between us, if any, should not become disputes”.

China did not welcome this statement of Subrahmanyam Jaishankar and its foreign ministry had to release a statement just to clarify China’s position. The statement said, China has taken a ‘principled’ stand on ‘unilateral’ actions by India, and has urged New Delhi to play a constructive role in regional peace and stability”. Obviously, the Chinese response did not prove pleasing to the Indian hi-ups and they issued a warning to China to stay out of the dispute over Kashmir’s status. India’s Ministry of External Affairs said that ‘decisions on Kashmir were an internal matter concerning the territory of India as their country does not comment on the internal affairs of other countries and similarly expects other countries to do likewise.’ At present, nothing happening there in Kashmir is unexpected or strange after President Trump’s offer to mediate on the Kashmir issue. All actions were taken by the Modi government simply show the climax of mental panic Mr. Modi and his loved ones are passing through at the moment.

The decision of changing the status of Jammu and Kashmir and that of Ladakh would soon prove very unwise because this decision has on one hand added a lot to already troubled lives of the people of Jammu and Kashmir and on the other hand this decision has given a new life to the already active separatist elements in India. The Indian plan of changing the administrative status of Ladakh has annoyed China too as it has raised serious objections on the formation of Ladakh as Union Territory by India, saying it undermined its territorial sovereignty. Chinese foreign ministry spokesperson Hua Chunying has recently said that China has always opposed India’s inclusion of the Chinese territory in the western sector of the China-India boundary into its administrative jurisdiction. Hua said in a statement that India has continued to undermine China’s territorial sovereignty by unilaterally changing its domestic law,” She further said that such practice was “unacceptable and will not come into force.” She also said, “We urge India to exercise prudence in words and deeds concerning the boundary question, strictly abide by relevant agreements concluded between the two sides and avoid taking any move that may further complicate the boundary question.” Looking at the present situation of the Indian Occupied Kashmir, one can easily feel that ‘prudence’ could never be expected from the Modi government particularly in the matters relevant to Kashmir. At present, the state Kashmir is literally burning. The Guardian has recently published an analysis on the worsening situation in Kashmir which says, By subverting the constitution, ignoring India’s Simla obligation to ensure that the ‘principles and purposes’ of the UN charter govern relations with Pakistan, and removing Kashmiris’ right to self-governance, Modi has placed himself squarely in the wrong. To argue, as he does, that Kashmir is solely an internal matter is to ignore the realities of 70-plus years of strife.” Fortunately, in a recent meeting on the Kashmir issue, the UN Security Council has also rejected this argument of Mr. Modi. It has suggested to both countries, Pakistan and India to settle the matter bilaterally as Kashmir is a matter belonging to both countries on equal grounds. Another important thing is that the matter was brought to the Supreme Court of India too by some Indian human-rights protectors; the honourable Supreme Court has yet not decided the matter but it is being hoped that some judicious decisions may come out if the courts in India are not under Modi-pressure. Unfortunately, the name of Mr. Modi has become a symbol of injustice and unfairness. What would become of a country which is headed by an unfair leader; this question has its own importance

 ටිකිරි ඇතින්නට දැන් වයස අවුරුදු හැත්තෑ තුනකි. නවසිය පනහ දශකයේදී උතුරුමැද පළාතේ කැලයකින් බලපත‍්‍ර සහිතව අල්ලා ගන්නා ලද මේ ඇතින්න හීලෑ කරවා ගත්තේ රත්වත්තේ පරපුර විසිනි. මුල් අයිතිකරුවන් ලෙස රත්වත්තේ පරම්පරාවේ අනසකට යටත්ව සිටි ටිකිරි ඇතින්න හොඳින් හීලෑවීම මත දේවාල පෙරහැරට දායකත්වය දක්වා ඇත්තේ හැටේ දශකයේ සිටමය.

 ශරීර සෞඛ්‍ය පිරිහුණු වයෝවෘද්ධ ටිකිරා නම් ඇතින්න මහනුවර ඇසළ පෙරහැරට සම්බන්ධ කර ගැනීම සම්බන්ධව සමාජ මාධ්‍යය මගින් එල්ල කරන චෝදනා සියල්ල අසත්‍යයි. මහනුවර විෂ්ණු දේවාලය නියෝජනය කරමින් තුන්වන රන්දෝලියට පමණයි ටිකිරා ඇතින්න ගමන් කළේ. එයත් අපි විෂ්ණු දෙවියන් වෙනුවෙන් වූ භාරයක් ඔප්පු කරන්නයි. 

 පසුගිය වසරේ පෙරහැරෙන් පසුව ටිකිරි අසනීප වුණා. ආහාර ජීර්ණය නොවීමේ රෝගයකින් මාස හයක පමණ කාලයක් පීඩා වින්දා. ඇය අපහසුවෙන් ඉන්න විට අපටත් දරා ගන්න බැහැ. ලොකු මුදලක් වැය කරලා අපි ඇයව සුවපත් කළා. ප‍්‍රතිකාර කරන අතර රෝගය සුවවීම ප‍්‍රාර්ථනය කරමින් භාරයක් වූ වුණා. ඇතින්න සුව වූ පසුව දළදා පෙරහැරේ ගමන් කරවන බවට විෂ්ණු දෙවියන්ට. රෝගය සුව වීමෙන් පසු රන්දෝලි පෙරහැර එකකට හෝ දෙකකට සම්බන්ධ කරන බවට විෂ්ණු දෙවියන්ට භාරයක් වූ බවත් අපි විෂ්ණු දේවාලයේ බස්නායක නිලමේවරයාටත් කියා තිබුණා. පෙරහැර ළං වෙලා මා ඒ ගැන සිහිකරනන විට නිලමේතුමා කිව්වා දේවාලයේ පූජාවකුත් තියලා ඇතින්ටද නිරෝගී සුවය ප‍්‍රාර්ථනා කරමු ආරක්ෂාවකුත් කරමු කියා කිවුවා. එම භාරය ඔප්පු කිරන්න තමයි මෙලෙස සතා පෙරහැරට එක් කළේ. ඇතින්නට ප‍්‍රතිකාර කළ වෛද්‍යවරු සතා දිනකට කිලෝ මීටර දෙකක පමණ දුරක් ඇවිද්දවන ලෙස දැනුම්දී තිබුණා. යැයිද ටිකිරා ඇතින්නගේ හිමිකරු වන එල්. එල් තිලකරත්න මහතා කියා සිටියේය.

 සියලූ වෛද්‍ය පරීක්ෂණ සඳහා වන කාර්යභාරයන් පේරාදෙණිය විෂ්වවිද්‍යාලයේ පශු වෛද්‍ය පීඨයේ ජ්‍යෙෂ්ඨ කථිකාචාර්ය මහාචාර්ය අශෝක දංගොල්ල මහතාගේ මෙහෙයවීම මත සිදුවන්නේය. පශු වෛද්‍ය තරිඳු විජේකෝන් මහතා මෙවර අලි ඇත් සායන සියල්ල සමග එක්ව සිටියේය. ටිකිරි ගේ රෝග තත්ත්වය පිළිබඳව මහාචාර්ය අශෝක දංගොල්ල මහතාද රෝග නිශ්චය සහ ප‍්‍රතිකාර ලබා දි තිබුණේය.

 විෂ්ණු දේවාලයේ පෙරහැර සඳහා අලි ඇතුන් දහඅටක් පමණ සහභාගි වනවා. ටිකිරි ඇතින්න විෂ්ණු දේවාලයට ආ විට අප ඉතා හොඳින් රැක බලා ගත්තා. විෂ්ණු දේවාලයේ බස්නායක නිලමේ මහේන්ද්‍ර රත්වත්තේ මහතා මට දැනුම් දී තිබුණා තුන්වැනි රන්දෝලි පෙරහැර සඳහා ටිකිරි ඇතින්න සහභාගි කරවීමට පෙරත් පසුත් වෛද්‍ය පරීක්ෂණයට බඳුන් කරන ලෙස. 

 මහනුවර ඇසළ පෙරහැර මංගල්‍යයට ඇතෙකු, අලියෙකු හෝ ඇතින්නක සම්බන්ධ කරන්නේ පශු වෛද්‍යවරුන් සතා පරීක්ෂාවට ලක්කර උගේ සෞඛ්‍යය තත්ත්වය පිළිබඳව සෑහීමකට පත්වුවහොත් පමණයි මෙම ඇතින්න පෙරහැරේ ගමන් කළේද වෛද්‍ය නිර්දේශ ලබා ගැනීමෙන් අනතුරුවයි.

 මේ ඇතින්න වසර පනහක් පුරා ඇසළ පෙරහැරට සම්බන්ධ වෙලා තිබෙනවා. පෙරහැර දහය පනහ වැඩිකළොත් පන්සියයක්.. නුවර පෙරහැරම පන්සියයක් ගිහින්. ලංකාවේ සෙසු දේවාල පෙරහැරටත් ඇය සහභාගි වෙලා තිබෙනවා. අයිතිකාරයාගේ බලවත් ඉල්ලීම අනුව අපි ටිකිරිව පෙරහැරට යැව්වේ. අනික ටිකිරිට මේ විෂ්ණු දේවාලයේ අලි ඇත්තු සමග ඉන්න මොහොත බොහොම සුන්දර වෙන්න ඇති. මොකද මේ සත්තු දන්නවා කාලයකට කිහිප වතාවක් අලි ඇත්තු ගොඩක් එක්ක ඉන්න වන වග. හරියට මිනිස්සු සාදයකට සහභාගි වනවා වාගේ. කෑගහනවා. දඟලනවා. අනික් සත්තු ඉව කරනවා. මොකක් හෝ භාෂාවකින් ඒ අය කතා කරනවා. කන්පොට හොලවනවා. 

 දැන් බලන්න මේ පෙරහැරට වයෝවෘද්ධ බෙර කරුවෝ නර්තන ශිල්පීන් කොපමණ සහභාගි වනවාද. ඒ අය කියන්නේ මේ සැරේ පෙරහැරට ඉඳලා මැරුණත් කමක් නැහැ කියලා. මේ අලි ඇතුන්ට කතාකරන්න බැරි එක විතරයි. උන් මේ පෙරහැරවලට සහභාගි වෙලා හොඳ පලපුරුද්දක් තිබෙන අය. ඒ සත්තු හරි කැමතියි ගෞරවයට පාත‍්‍ර වෙන්න. 

 අපි මේ ටිකිරිව අපි විෂ්ණු දේවාල බිම දිගා කරවලා එන්නත් ලබා දුන් මොහොතේ පවා ඡුායාරූප අරගෙන ඇතින්න මිය ගියා කියලා සමාජ ජාලාවල දාලා තිබුණා. තාක්ෂණයේ දියුණුව හානියක් වන අවස්ථා තමයි මේ. නිවැරදි තොරතුරු දාන්නේ නැතිව බොරු ප‍්‍රචාර කරන්නේ ඇතැමුන්ට තිබෙන මානසික ප‍්‍රශ්න නිසා වෙන්න පුළුවන්. ටිකිරි දහහතර වැනිදා ඇගේ සුපුරුදු කෑගල්ලේ නිවසට යැව්වා. ලොරියෙන් බැහැලා ඇය සාමාන්‍යයෙන් ඉන්න තැනට හොඳ ශක්තිමත් ඇතින්නකගේ විලාසයෙන් වේගෙන් දුවගෙන ගියා. මොකද විෂ්ණු දේවාලයෙ ඉන්නා තුරුම අපි ඇයව විවිධ පරීක්ෂණවලට ලක්කරමින් බේත් හේත් ලබා දුන්නා.

 පාස්කුදා ප‍්‍රහාරයත් සමඟ මේ රටේ ජාතික ආරක්‍ෂාව පිළිබඳව යළි යළිත් දැඩි විවේචන එල්ල විය. මෙම විවේචන පිළිබඳව උරණ නොවී සත්‍ය හෙළිදරව් කිරීම අදාළ අංශවල සහ බලධාරීන්ගේ යුතුකමකි.

 හිටපු හමුදාපති සරත් ෆොන්සේකා මහතා පසුගිය දිනෙක මාධ්‍ය හමුවක් පවත්වමින් ප‍්‍රකාශ කළේ ආරක්‍ෂාව සම්බන්ධයෙන් බරපතළ ගැටලූ පවතින බවයි. තව්හිද් ජමාත් සංවිධානයට සම්බන්ධ ත‍්‍රස්තයන් සියයට පනහක් නිදැල්ලේ සිටින බව ඔහු ප‍්‍රකාශ කළේය. ෆොන්සේකාගේ මේ හෙළිදරව් පිළිබඳව සමහරු විවිධ මතවාද ඉදිරිපත් කළහ. ෆොන්සේකා කරන මෙම හෙළිදරව් පිළිබඳව සොයා නිසි පියවර ගැනීම ආරක්‍ෂක අංශවල වගකීමකි. ෆොන්සේකාගේ ප‍්‍රකාශය තඩිබාමින් ඔහු විවේචනය කළ පමණින් ප‍්‍රශ්නය විසඳෙන්නේ නැත.

 පසුගිය 15 වැනිදා කටුපොත කුකුණගොල්ලේදී තව්හිද් ජමාත් සංවිධානයේ දෙවැනියා ලෙස සැලකෙන නවුෆර් මවුලවි නැමැත්තාගේ 16 හැවිරිදි පුත‍්‍රයා අත්අඩංගුවට ගෙන තිබිණි. මෙම සැකකරු සහරාන් යටතේ නුවරඑළිය පුහුණු කඳවුරේදී අවි ආයුධ සහ පුපුරණ ද්‍රව්‍ය සම්බන්ධයෙන් පුහුණුව ලැබූවකු බව පරීක්‍ෂණවලදී අනාවරණය වී ඇත. සහරාන් යටතේ බාල වයස්කාර දරුවන්ද අවි පුහුණුව ලබා ත‍්‍රස්ත කටයුතුවලට සූදානම් කළ බව මේ අනුව තහවුරුවී ඇත. කොටි සංවිධානයේ නායක ප‍්‍රභාකරන්ද මේ අයුරින් දෙමළ දරුවන්ට අවි පුහුණුව ලබාදී බෙල්ලේ සයනයිඞ් කරලක්ද එල්ලවූ එම අතීතය අපට මතකය. එනිසාම සහරාන්ලාගේ ප‍්‍රශ්නය අවසන් කියා අපට සැහැල්ලූවෙන් සිතිය නොහැක. මුළු රටම බුද්ධි අංශයක් ලෙස කි‍්‍රයාත්මක වෙමින් මෙම පවිටු ත‍්‍රස්තයන් කොටුකර දීමට පියවර ගත යුතුව ඇත.

 ලෝකයේ පරාජය කළ නොහැකි යැයි කියූ එල්ටීටීඊ සංවිධානය අපට පරාජය කළ හැකිවුණේ යුදමය මෙහෙයුම්වලට සමාන බුද්ධි මෙහෙයුම්ද කි‍්‍රයාත්මක වූ බැවිනි. යුද්ධයක් ඇතත්, නැතත් ජාතික ආරක්‍ෂාව පිළිබඳ රටක ආරක්‍ෂක අංශ මෙන්ම මුළු රටම අවදියෙන් සිටිය යුතුය. නිහඬතාවය තුළ සතුරන් බලවත්වීමට ඉඩ ඇති බව අප අමතක නොකළ යුතුය.

 විශේෂයෙන් තව්හිද් ජමාත් ත‍්‍රස්ත සංවිධානයට සම්බන්ධ සියලූ පාර්ශව ගැන සියුම් අධ්‍යනයක් කළ යුතුව ඇත. විශේෂයෙන් මෙම සංවිධානයට අරමුදල් ආ ආකාරය, ඊට යම් යම් දේශපාලනඥයන්ගේ උපකාර ලැබුණු ආකාරය පිළිබඳවද සොයා බැලිය යුතුමය.

 සහරාන්ලාගේ කි‍්‍රයා කලාපය නිසා මෙරට මුස්ලිම් ජනතාවද විශාල අපහසුතාවනට පත්වූ බව නොරහසකි.

 මුස්ලිම් ජාතිකයෝ තමන්ගේ ආගම අදහමින්, ව්‍යාපාර කටයුතුවල යෙදෙමින් අනෙක් ජාතීන් සමග සුහදව කටයුතු කළහ. නමුත් අන්තවාදීන්ගේ කි‍්‍රයා කලාපය නිසා මුස්ලිම් ජනතාවගේ ජන ජීවිතය අවුල් විය. එනිසා මුස්ලිම්වරුන්ගේ යුතුකමද විය යුත්තේ අන්තවාදීන් කොටුකර දීමට සහයෝගය දක්වා මේ රටේ යළිත් ත‍්‍රස්තවාදීන්ට අන්තවාදීන්ට හිස එසවීමට ඉඩ නොදීමයි. හෙට මේ රටේ සියලූ ජාතීන් සහජීවනයෙන්, සමගියෙන් ජීවත්වනු දැකීම අප කාගේත් අපේක්‍ෂාව විය යුතුය

No security, former prime minister gave police the jitters. Then police chief Ramalingam rewinds to the night of Aug. 18, 1991.

BENGALURU: Days before he was assassinated by an LTTE suicide bomber in Sriperumbudur in Tamil Nadu, former prime minister Rajiv Gandhi had taken a stroll down the iconic MG Road in the city with then city police commissioner Ramalingam in tow. The city’s top cop had the jitters. This was after all, a former prime minister, and not many knew – but they had already been one serious attempt against his life. But that day in Bengaluru, he seemed as if he didn’t have a care in the world, probably secure in the belief that the Congress party that he headed would come back with the biggest majority in the country’s electoral history.  

Walking with him was the late S. Bangarappa, who was the chief minister,” recalls Ramalingam while talking to Deccan Chronicle.  

I was very tense and scared. I was worried that something could happen. He was facing all kinds of risks and as if what I had sensed came true, only days later, he was assassinated. He was so free and open that day, walking down Brigade Road that was swarming with people, as if he didn’t have a care in the world,”  recalls the top cop, who went on to narrate the chilling sequence of events that led to the hunt that led them to Rajiv’s assassins in an isolated house in Konanakunte three months later, a day before Rajiv would have brought in his 47th birthday.

Today, on what would have been his 75th birthday – if he had been alive – Ramalingam recounts how he tracked down the top LTTE cadre involved in the planning and execution of the assassination and found the mastermind, Sivarasan, dead from a bullet wound to his head, at a  house in the South Bengaluru locality before they could be captured on August 18, 1991 – two days shy of Rajiv’s birthday.

  Asked if there was a possibility of  capturing the assassins alive, he said this was a question he had faced over and over, right from the day the operation was carried out.

“Five of the LTTE militants took cyanide pills and killed themselves before the operation, with the inputs we got suggesting they had AK 47 rifles besides cyanide. The moment they knew the police were there, they opened fire and consumed cyanide. We actually informed the CBI office but they wanted the NSG to reach the spot as the police did not have the required expertise to blast open the door of the house, where they were hiding and carry out the operation,” he maintains.

“Initially about 10 to 15 policemen in mufti were deployed around  the house but when the news leaked to the media, the deployment was increased to 500.  It was raining and we waited for the National Security Group (NSG) to arrive,” Ramalingam recalls.

The operation was planned for 5 am the next morning but then the circumstances forced a standoff on the night of August 18 itself. When the forces entered the house, the militants were found dead, he said, recalling how a slip of paper with an address and a name which was found in the Malavalli forest of Mandya district during a raid,  led them to the assassins.

Ramalingam, now leads a retired life and has no qualms about saying that the Konanakunte operation was one of the most important missions of his life. The credit for identifying the hide-out of the assassins and encircling them before the mass suicide goes to the Bengaluru police, he adds. But showing how much time has passed, Ramalingam admits that the last link he had with those turbulent times is gone .

“I had photographs of the operation but I recently disposed them off,” says Ramalingam.

Renunciation of Citizenship Federal Register could be behind schedule-US envoy

In response to comments about the name of SLPP Presidential Candidate Gotabaya Rajapaksa’s name not being in the Federal Register, US Ambassador Alaina B.Teplitz said on Monday that the Federal Register could often be months behind the recording of one’s renunciation of citizenship.

In an interactive session with a select group of journalists at her residence, she said the renunciation of citizenship was an administrative process.

You follow the steps. You eventually renounce your citizenship. However, she declined to comment on specific cases of renunciation citing that she had to abide by the laws of her country.”

She made these remarks in response to a question about comments made regarding the absence of Mr. Rajapaksa’s name in the list.

At the event, she also responded to a query about the US embassy expressing concern about the appointment of Maj.Gen. Shavendra Silva. She said it was only an articulation of her country’s position.

The ambassador said there was a difference between telling a country what to do and expressing concern on its actions.

My obligation is to share the policies and decisions of the United States,” she said.(

President Maithri’s deafening silence rings alarm bells

The Government, led by the United National Front elected in August 2015 General Election, completed four years yesterday  and the party leaders gathered at Health Minister Rajitha Senaratne’s residence for a decisive discussion to take a final decision regarding the new alliance.


UNP General Secretary Minister Akila Viraj Kariyawasam, Ministers Ravi Karunanayaka, Patali Champika Ranawaka, Mano Ganeshan, Rauff Hakeem and Senaratne joined the meeting. However, Ministers Ravi Karunanayaka, Mano Ganesan and Patali Champika Ranawaka left the premises, without expressing their views to media, concluding the meeting.


The discussions, however, was noticeably not attended by the Sajith Premadasa faction, even though the main aim of the discussion was to decide on the formation of the Democratic National Alliance, its constituency and its constitution mainly, ahead of the Presidential Election under the leadership of the UNP.


However, the formation of the alliance continues to get postponed with two factions not being able to reach a consensus. Prime Minister Ranil Wickremesinghe faction and most leaders in UNF are of the view that the UNP Presidential Candidate should be named after or simultaneously with announcing the DNF alliance. However, Deputy Leader Premadasa and his camp are adamant that the candidate (presumably Premadasa) be named first.


This stalemate in forming an alliance or naming candidate may take UNP-led Government to a compromising situation with various leaders having now started giving mixed signals about continuing to support UNP.


In such instance, Minister and the Leader of the Tamil Progressive Alliance (TPA) Mano Ganesan earlier in the week said that he is not ready to go to the cemetery with the United National Party (UNP) if they do not take a correct decision.
He said this while attending an event held in Deniyaya, Matara.


“We don’t want to form an alliance by force. There is no connection between the forming of the new alliance and appointing the Presidential Candidate. We are the ones who decided that the Presidential Candidate should be from the UNP. I am the person who presented this proposal in January. In 2010 and 2015 the Presidential candidates were persons external to the UNP. Though Field Marshal Sarath Fonseka is a member of the UNP now, he was not at that time. We allowed the UNP to decide on a candidate. Therefore, the sons and the grandsons of Senanayakes, Premadasas and Jayewardenes should take the correct decision in this situation,” he added.


He further said that it will not take long to name the Presidential Candidate through holding an election by the Executive Committee.


“The Party members know that we don’t have any connection with their delay and the cause for the delay is the UNP. Some internal members prevent the naming of the candidate requested by the people. We have a suspicion that they have a connection with the Opposition. We can’t wait any more. We request the UNP to name their candidate. We are ready to have discussions with the relevant candidate and we are ready to support him if we will be able to work with him. If not, we will leave and the UNP can contest with their candidate,” Ganesan added.


He further said that it is not enough only to win the Presidential Election as they will be required to face the General Elections also.


He highlighted that the TPA is ready even to contest alone.
“The UNP is trying to push their Party to the grave even after coming to power after 18 years and they make conspiracies within the Party.  I believe that the grassroots of the UNP will understand this fact,” he added.


It is in the midst of this that reports emerged stating that a group within the UNP is planning to overthrow the leadership, during the general convention of the Party, on 6 September, if Sajith Premadasa is not made the Presidential candidate. They are also planning to present nominations for other posts in the Party, except that of the Chairman.


Sources said the name of former Minister Imtiaz Bakeer Markar will also be included for the post of General Secretary.


They are also expected to nominate names for the Central Committee.
These steps will be taken to announce Premadasa as the candidate after taking over power as there was no response from the Party Leadership on the request made to announce Sajith as the Presidential Candidate.


It is also reported that Premadasa will be proposed as the Presidential Candidate at the general convention as he will get the majority of votes of the younger generation, the floating votes and a majority of the 150,000 new voters.
It is also known that a letter signed by parliamentarians, including senior members, was handed over to Prime Minister Wickremesinghe requesting that Premadasa be named the Presidential Candidate.


Meanwhile, sources report that a close relative of Wickremesinghe is forcing him to be the Presidential Candidate.


It is also known that she has informed the PM that according to an analysis done by her it is clear that he could gain 90 per cent of the Tamil and Muslim votes although 30 per cent of the Sinhala votes could win the election.


It is also noteworthy that PM Wickremesinghe has intensified his tours around the country, especially the North and the East declaring open development projects in the past week.


However, whether deputy leader Premadasa is serious about his candidacy and whether he will not give into UNP leader’s decision at the last minute, like he did once in the past where the MPs who backed him were compelled to leave the Party, will only be revealed at the penultimate hour.  


Maithri concerned


President Maithripala Sirisena requested everyone to refrain from making statements which are detrimental to the national security of the country.
He said this after declaring open the Sri Lanka Army’s Special Forces Regimental Centre at the Regimental Headquarters in Naula. The President further said that no one should make statements that would endanger the future of the Motherland as well as the nation to achieve narrow political gains.


President Sirisena extending his gratitude to the Security Forces for their contribution to protect the National Security, Independence and Democracy of the country said that the entire nation is indebted to them for their service.


The President said that no one could be allowed to underestimate their invaluable service to achieve degraded political interests adding that he was deeply saddened to hear statements made by certain persons, who have led the Army, disguised under narrow political agendas.


The Government has ensured the country’s National Security to the topmost level, jointly with the Security Forces the President said adding that there is no room in Sri Lanka for any acts of terrorism.


The President paid floral tributes to the War Heroes Memorial in the premises. Secretary General of Defence Major General Shantha Kottegoda and Head of the Security Council, Commanders of the Armed Forces, Colonel Chandimal Peiris, Commander-in-Chief of Special Forces and Chiefs of the Army were also present at this occasion.


President Sirisena however, was not much vocal about ongoing political developments ever since last Sunday where Sri Lanka Podujana Peramuna (SLPP) announced former Defence Secretary Gotabaya Rajapaksa as its Presidential Candidate.


The SLFP which continues with bilateral discussions with the SLPP also made aware that they will announce their final stance on the Presidential Election and candidate at Party’s 68th Convention to be held at the Sugathadasa Indoor Stadium on 3 September.


President Sirisena’s noncommittal stance on the elections has rung alarm bells in the minds of many people as he carries quite a reputation in taking entire country by surprise through decisions made on the eleventh hour.


Despite the two main parties already having entered the Presidential Election campaign and speculations still being ripe about fielding an alternative candidate as a third force, many political analysts are of the view that there is a good chance of the Presidential Election not being held as planned.


These speculations have emerged with President Sirisena seeking Supreme Court opinion on holding Provincial Council Elections and with questions being raised about Gotabaya Rajapaksa’s Sri Lankan passport.


The Supreme Court has informed the Bar Association of Sri Lanka (BASL) to forward their written submissions, if any, before 21 August, in connection with the views which have been sought by the President concerning the delayed Provincial Council Polls.


In a letter addressed by the Registrar of the Supreme Court, to the President of the BASL, it has been stated that at a time when the report on the Delimitation Committee has not been produced as yet, that the President had sought the view of the Supreme Court on the conducting of the Provincial Council Polls under the old system, based on the provisions of Article 129 of the Constitution.


The Registrar has pointed out that in this situation, the members of the BASL also have recourse to submit their views and should do so before 12 p.m. on 21 August.


The Supreme Court hearing on the matter is to be held on 23 August, while the Court’s verdict on the issue is to be conveyed to the President, a week later.
On the other hand, Chief Justice Jayantha Jayasuriya on Thursday (15) decided to appoint a five-Judge Bench of the Supreme Court to consider President Sirisena’s request for the Court’s views on the possibility of staging the delayed Provincial Council (PC) Polls before the next presidential election.


Hence, the ‘special jurisdiction case’ will be taken for consideration before Chief Justice Jayantha Jayasuriya and Justices Buwaneka Aluwihare, Sisira de Abrew, Prasanna Jayawardene and Vijith K. Malalgoda at 10 a.m. on 23 August.


The President has sought the Supreme Court’s view on three points, regarding the delayed Provincial Council Polls. The President has asked whether there is any legal impediment to his publishing the Delimitation Committee Report and stage the Provincial Council Elections in certain electorates based on provisions of Sections 13 and 14 of the Provincial Council Election Act, No. 2 of 1988. The President has then asked whether there is any legal hindrance for his ordering the conducting of the Polls based on provisions contained in the Amended Provincial Council Pols Act, No. 17 of 2017.


The President has also sought the views of the Supreme Court on whether there are any impediments to his ordering the Provincial Council Elections to be conducted based on provisions of Act, No 2. of 1988 related to the preferential voting system.


Meanwhile, President Sirisena has been asked to take action against Opposition Leader Mahinda Rajapaksa – who was named the Leader of the SLPP and other SLFP MPs who ‘joined’ SLPP. SLFP General Secretary Dayasiri Jayasekara, too, was vocal about taking disciplinary action on the matter. However, the President remains silent about the matter too.


Campaign for Commander


In an unprecedented trend a social media campaign is in place to decide who should be the next Army Commander.  Incumbent Commander, Lt. General Mahesh Senanayake who is on his second service extension is bound to retire earlier this week with his term coming to an end.


The next top contender for the post is Maj. General Shavendra Silva who is currently serving as the Army’s Chief of Staff and on a service extension till 31 December this year. He was given a six-month service extension in June. A massive congratulatory campaign has started in social media calling Silva, the next Army Commander.


Maj. General Sathyapriya Liyanage also a top contender to the post in the event of Lt. General Senanayake is not given a service extension. Maj. General LIyanage was appointed by the Army Commander as the chief of Overall Operation Command where all Army, Navy, Air Force and Police areas within the Western Province and Puttalam District were placed under and was responsible in bringing the situation under control in the immediate aftermath of Easter Sunday terror attacks.


However, defence analysts are of the opinion that President Sirisena will take current security situation into serious consideration when appointing the next Army Commander. This also means there is a possibility of granting incumbent Army Commander a third service extension, in a similar way, President Sirisena granted Lt. General Senanayake’s Predecessor Lt. General Chrishantha de Silva three service extensions.


JVP candidate


The Jathika Jana Balawegaya (JJB) is likely to announce that the Leader of the Janatha Vimukthi Peramuna (JVP), Parliamentarian Anura Kumara Dissanayake, as their Presidential Candidate. The announcement is to be made at a rally to be held today (18) at Galle Face Green.


The Jathika Jana Balawegaya says that Dissanayaka is suitable for the position due to his experience, love for the country and stance against corruption.  


A statement made by JVP General Secretary Tilvin Silva, during a media briefing on Friday (16), clearly confirms that the JVP leader will probably be the Presidential Candidate. The rally is scheduled to be held today at 3:30 p.m.

PM Ranil’s quarter-century leadership challenged as UNP crisis deepens

The cold war prevailing between the two camps within the United National Party (UNP) reached volcanic proportions with Deputy Leader Sajith Premadasa’s camp openly challenging Prime Minister Ranil Wickremesinghe who is holding onto the leadership for over quarter century, at a crucial Working Committee meeting held on Thursday (1), to deliberate on the proposed alliance.


The argument arose with Party’s Chairman Kabir Hashim opposing the idea, when UNP Leader Wickremesinghe sought a mandate of the Working Committee to launch the alliance on Monday (5), as planned without giving time for the members to study the content of the proposed alliance constitution.


The draft of the constitution of the UNP-led alliance, named the Democratic National Front (DNF), was ultimately passed  by the UNP Working Committee, led by Prime Minister Wickremesinghe at Temple Trees.


The UNP Working Committee comprises 77 members. However, only 42 members were present for yesterday’s meeting. Of them, 35 members voted for the constitution of the new alliance.


Seven UNP Members, including UNP Deputy Leader and Minister Sajith Premadasa, UNP Chairman and Minister Kabir Hashim and Ministers Mangala Samaraweera, Malik Samarawickrama, Ranjith Madduma Bandara and Thalatha Atukorale, voted against the constitution.


UNP National Organiser and Minister Navin Dissanayake, Minister John Amaratunga and Parliamentarian Dr. Kavinda Jayawardena had emphasised the importance of forming the proposed alliance.


Ministers Sujeewa Senasinghe and Eran Wickremeratne expressed their strong opposition to the formation of the new alliance, a UNP Working Committee Member told Ceylon Today. It is also reported that Wickremesinghe reprimanded Minister Ajith P. Perera, who expressed strong views in this connection.


Minister Eran Wickremeratne has lamented that the Wickremesinghe, who in 2001 made him (Eran) to meet LTTE’s Thamilselvan to talk about values of democracy, is depriving his own party from practicing democracy.


UNP Members who opposed the constitution had stressed that the Party’s Presidential candidate for the forthcoming Presidential Poll must be nominated prior to forming the alliance.


Speaking at the Working Committee meeting, Premadasa had stated that he would not oppose the formation of the new alliance if he was appointed as the General Secretary of the alliance.


Wickremesinghe instructed Party members to submit any amendments to the new alliance’s constitution to Hashim.


UNP General Secretary and Minister Akila Viraj Kariyawasam said, the new alliance will be formed without delay, and that the Memorandum of Understanding (MoU), on forming the new alliance, would be signed with amendments on 5 August. The majority in the Working Committee agreed to sign the MoU on 5 August, he added.


Meanwhile, Non-Cabinet Minister of Economic Reforms and Public Distribution, Dr. Harsha de Silva, took to Twitter to say that the Working Committee unanimously agreed to build an Alliance, but did not -agree on its proposed constitution.


He added that it has been decided to reconvene discussions after the leaders of the constituent parties agree on the amendments, and that no agreement has been reached yet on the date of the launch.


The objectives of the Front are to foster and protect national independence, safeguard unity, sovereignty and territorial integrity, to uphold and honour the principles of democracy and fundamental human rights and to protect and promote democratic rights and conventions.


Meanwhile, a group of UNP Ministers are planning to boycott the inauguration of a new political alliance slated for 5 August, if the UNP leadership decides to go ahead with its registration sans sorting out the thorny issues, informed sources said.


A few of the Ministers who spoke on condition of anonymity said that currently there were serious disagreements between UNP Parliamentarians on the proposed constitution of the DNF.


They said that any decision taken by the UNP hierarchy to register the DNF without effecting the necessary amendments to its constitution will result in the majority of Ministers boycotting the DNF inauguration which is scheduled to be held in Colombo.


Leader of the House and Minister Lakshman Kiriella asserted that the registration of the DNF will go ahead as planned on 5 August under the aegis of Party Leader and Prime Minister Wickremesinghe. He averred that already a dialogue has been initiated among party leaders of the UNF relating to the proposed amendments to the constitution of the DNF. Kiriella added that neither the UNP Ministers nor its supporters should be unduly concerned about the constitution of the DNF and insisted that the steering wheel will be in the hands of the UNP.

 He further pointed out that not only will Wickremesinghe head the DNF, but its Leadership Council will also be made up of the majority of UNP MPs. He explained that, therefore, the public should not entertain any undue fears that the UNP will be forced to play second fiddle to other political parties within the DNF.


 In the meantime, Ministers Kabir Hashim and Ajith P. Perera have both submitted proposals to Wickremesinghe demanding that he amends the DNF constitution. They have also demanded that the Secretary of the DNF should be from the UNP, while the Party’s Head Office should be ‘Sirikotha’ which is the UNP Headquarters. Among the other requests made to the Party Leader by the duo were that the UNP leadership be given the power to take decisions from within the DNF and that the person chosen to run for President should have his or her candidacy approved by the UNP’s  Working Committee and its Parliamentary Group.


No one will be allowed to hijack the UNP when appointing the Presidential candidate for the forthcoming Presidential election, Minister Senasinghe has said recently.


He claimed that the UNP Working Committee had not granted approval for the formation of the DNF which comprises several recognised political parties even though several UNP sources had said that the approval was granted.


“The UNP leadership was seeking approval for forming the DNF but several members of the Working Committee including myself pointed out that approval can’t be granted for an unseen Constitution. Then the proposal to sign the MoU for the DNF was postponed because the proposal was not duly approved by the Working Committee,” he said.


He added that the UNP should hold the post of Secretary of the NDF, as the UNP is the key party to the alliance. Besides, the alliance headquarters should be “Sirikotha,” but with the draft, the NDF Secretary may come from another political party,” he said.


The disagreement between the two parties erupted mainly due to Wickremesinghe proposing Minister Rajitha Senaratne as General Secretary of the alliance and Minister Patali Champika Ranawake to the post of National Organiser.


Meanwhile, Leaders who represent ethnic minority parties including Ministers Rauff Hakeem, Rishad Bathiudeen, P. Digambaram and Mano Ganesan have also pointed out to PM Wickremesinghe that key posts of the alliance should remain with the UNP. It was also reported that they also spoke in favour of Premadasa’s candidacy as they also prefer a UNP candidate.


However, following the Working Committee meeting, it is learnt that the UNP leadership and his allies may give a serious thought to naming Speaker Karu Jayasuriya as its presidential candidate. The decision to appoint Jayasuriya appears the wisest option in hand as he is from the UNP and would be able to appeal to the Sinhala Buddhist vote; a vote base that UNP has thus far failed to achieve. Jayasuriya’s candidacy may also be able to split the Sinhala Buddhist majority vote that would ideally be drawn to former President Mahinda Rajapaksa’s camp.


Meanwhile, the Sri Lanka Freedom Party (SLFP) last week said, they are likely to decide on their presidential candidate at the party convention to be held on 2 September, insisting they prefer to wait until candidates from the United National Party (UNP) and Sri Lanka Podujana Peramuna (SLPP) are named first.
The DNF is scheduled to be formed on 5 August under the leadership of Prime Minister Ranil Wickremesinghe, and the SLPP will hold their maiden Party Convention on 11 August to name their Presidential candidate.


Speaking to media at the SLFP Headquarters, United People’s Freedom Alliance (UPFA) General Secretary Mahinda Amaraweera said, “We expect to take several crucial decisions during the convention to decide the future of the party. All these decisions will be taken with the approval of Party Members. Therefore, this will be a very productive convention, as we are going to follow a bottom-up approach to decide on the plans of the Party.”


He noted, the Convention will give a new message to the country on how to work according to democratic values, and to listen to ideas of the Members to decide the future of the Party. He said the Party was not in a hurry to name their presidential candidate, or make a call on how to contest upcoming elections. Meanwhile, SLFP National Organiser MP Duminda Dissanayake said they would observe activities of their rival political parties before making a final call on their presidential candidate and plans.  â€œWe are eagerly waiting to see what will happen on 5 August and 11 August before taking a final decision. This will enable us to take a more dynamic decision, which works better for us,” Dissanayake said.


Referring to the Executive Presidency, Amaraweera noted he would back the abolishing of the Executive Presidency, and in his view that can be done before the Presidential Election, if all parties join together.


“This is the best chance to abolish the Executive Presidency. Some argue the Executive Presidency is essential for national security, and the war ended under the leadership of an Executive Presidency, but the conflict started after the Executive Presidency was introduced. Therefore, I do not see any legitimate reason to think the Executive Presidency is essential for national security,” he argued.


Amaraweera noted if the Janatha Vimukthi Peramuna (JVP) does not present the 20th Amendment to abolish the Executive Presidency, he would present a Private Member’s Bill to abolish the Executive Presidency.


He noted that the SLFP had decided to seek the Supreme Court’s opinion on holding Provincial Council Elections before the Presidential Election. According to Amaraweera, that was to prevent any delays of Provincial Council Polls.


“Only a few weeks ago, Elections Commission Chairman Mahinda Deshapriya announced the possibility of holding Provincial Council Polls before the Presidential Election. Under these circumstances, if the President does not go before the Supreme Court and at least try to hold the Provincial Council Elections then the public will point the finger at us and say it was our fault the Provincial Council Polls were delayed. We are planning to go before Court to avoid such accusations,” he added.    


On the other hand, a group of party organisers last week in the presence of SLFP General Secretary Dayasiri Jayasekara requested President Maithripala Sirisena to remove Southern Province Governor Keerthi Tennakoon and Central Province Governor Maithri Gunaratne from their respective posts. President Sirisena has promised them to solve the matter before Monday (5) and it was in the midst of this that reports emerged to the effect Uva Province Governor Marshall Perera handing over his letter of resignation owing to personal reasons. Central Province Governer Maithri Gunaratne also tendered his letter of resignation to the Presidential Secretariat last afternoon.

National Organiser of the SLPP Basil Rajapaksa met a group of journalists at a star-class hotel in Colombo last week where journalists asked him about SLPP’s preparations for the Presidential Election and the planned National Convention to be held in a few days. At this point Basil Rajapaksa had turned to Prasanna Ranatunga and asked as to where his invitation card for the Convention is. Prasanna had responded saying “Sir, you are the mason who is building this house. Why do you need a special invitation?”


To this, Rajapaksa has said that he too fears whether he will face the same fate that every mason goes through. When puzzled journalists and Ranatunga asked as to what he meant he responded, “Well, the owners and everybody seek mason’s advice and assistance from the time the foundation was laid till the roof is completed. But on the day of housewarming, the mason becomes nobody and he even has to enter the house from the back door.”  


When journalists asked him whether it is confirmed Gotabaya Rajapaksa being SLPP candidate Basil said it is going to be a surprise and will be revealed only at the National Convention.


Meanwhile, a special discussion is to be chaired by Opposition Leader Mahinda Rajapaksa to seek necessary approval to the new draft Constitution formulated for the Sri Lanka Podujana Ekabaddha Peramuna (Sri Lanka People’s Joint Front) on 6 August, SLPP sources said.


United People’s Freedom Alliance Parliamentarian Dullas Alahapperuma said that this discussion will be attended by all Party leaders representing the Joint Opposition (JO) and MPs from the SLPP.


He said that an initial draft Constitution of the Front has already been given to Party leaders of the JO and added that if they have further proposals and suggestions to be accommodated in the draft Constitution they could do so at the discussion.


The MP said, the current draft Constitution of the Front has already been formulated having taken on board the suggestions submitted by Party leaders of the JO and SLPP MPs.

සදාචාරය ගැන , රට ගැන, ජාතිකාභිමානය ගැන වැඩියෙන්ම කතා කලේ. එදා ජවිපෙ වේදිකාවල රැස්වීම් පටන් ගන්නට පෙර ඇහුණේ හෙළ ජාතික අභිමානේ වැඩු විරුවන් සේ පොරණේ ,l ඉදුනිල් ගගුළැල් -රුව ලස්සන මව් ලංකා වගේ l රත්න දීප ජන්ම භුමි වගේ ගීත. නන්දා මාලනී , කපුගේ වැනි ප්‍රබුද්ධ කලාකරුවන්ගේ සෙවනැලිද වැටී තිබුණි ,
නමුත් අද එන්ජිඕ නඩවල සුරතලකු වී ඇති අනුර කුමාරගේ ජවිපෙ වේදිකාවේ මේ ගීත ඇහෙන්නේ නැතුවා පමණක් නොව මේවා ජාතිවාදය කුළුගන්වන ගීත ලෙස වර්ණ ගන්වන දෘෂ්ටිවාදයකට සිය සාමාජිකයා ඇදගෙන ගොස් තිබෙනවා. අද එන්ජීඕ කාරයන් සහ ජවිපෙ දෘෂ්ටිවාදය අතර වෙනසක් නෑ. පරතරයක් නෑ. අතීත ජවිපෙ හිටි මතවාදවලින් පිට පන්නවා අනුර කුමාර පක්ෂය එතැනට ඇදගෙන ගියා. එතකොට අපි එදා දේශපාලන අපරිණත බවකින් හෝ අනුමත කලේ 2002 -2005 වගේ කාලවල ජවිපෙ දේශපාලනේ. සාම ගිවිසුමට එරෙහිව දේශපාලන පක්ෂයක් ලෙස රටේ ලොකු මතවාදයක් සහ විරෝධයක් ගොඩ නගන්නත් දායක වුනේ එදා ජවිපෙ. එය අද අනුර කුමාරගේ ජවිපෙ මෙන් රට ජාතියට විසකුරු වුණේ නැහැ.

ජාතිකත්වය සමග විතැන් නොවුණ ජවිපෙ එදා චන්ද්‍රිකා ඇතුළු ශ්‍රී ලංකා නිදහස් පක්ෂයේ ප්‍රබලයන් මහින්ද රාජපක්ෂට උදව් නොකරද්දී කකුලෙන් අදිද්දී මහින්ද දිනවන්න වැඩිම වැඩකොටස කලේ ජවිපෙ.මහින්ද ජනපති කරන සටනේ වැඩිම බර ඇද්දේ ජවිපෙ. ඔවුන් මහින්ද චින්තන ප්‍රතිපත්ති ප්‍රකාශනය හදන්නත් දායක වුණා. මගේ පළමු ඡන්දය මහින්ද ජනාධිපති කරවන කදවුරට දෙන්න බලපෑවෙත් එදා ජවිපෙ. එහෙත් මහින්ද සමග එදා සන්ධාන ගතව 39 ක් පාර්ලිමේන්තු ගිය මහ මැතිවරණයේ දී ඇරෙන්න මම ජවිපෙට කිසිදාක චන්දයක් දී නැහැ.

අද අනුර කුමාරගේ ජවිපෙ කියන්නේ ඊට සම්පුර්ණයෙන්ම වෙනස් එකක්. එදා ජිප්සීස් සුනිල් පෙරේරා රාජකීය විදුහලේ ආදී ශිෂ්‍ය සංගමය සංවිධානය කළ ප්‍රසංගයක කාන්තාවක් නිරුවත් රංගනයක යෙදවීමට විරුද්ධව වැඩියෙන්ම පහර ගැහුවේ ලංකා පත්තරෙන්. අපේ සංස්කෘතිය සදාචාරය ඉස්මතු කර ලිපි ලිව්වේ ලංකා පත්තරෙන්. එහෙව් ජිප්සීස් සුනිල් අද අනුර කුමාරගේ ජවිපෙ වේදිකාවේ පහන පත්තු කරන ප්‍රධාන ආරාධිත අමුත්තෙක්. සුනිල් පෙරේරා වෙනස් වුනා ද නැහැ. නමුත් ජවිපෙ ජිප්සීස් වුණා. නමුත් එදා ජවිපෙ ජාතිකත්වයෙන් විතැන් වෙච්ච පක්ෂයක් නෙමෙයි. උරුමය සංස්කෘතික ගැන වැඩියෙන් කතා කරපු පක්ෂය ජවිපෙ නිසා තමයි ජාතික උරුමයන් පිලිබඳ අමාත්‍යංශය ජවිපෙට ලැබෙන්නේ. දේශීය හා කුඩා කර්මාන්ත අමාත්‍යංශය ජවිපෙට ලැබෙන්නේ. කෘෂිකර්ම අමාත්‍යංශය ජවිපෙට ලැබෙන්නේ. ජවිපෙ එදා දැරූ දේශපාලන ආකල්ප වලට වැඩියෙන්ම පහර ගැහුවේ එන්ජිඕ නඩේ තෝතැන්න වූ රාවය පත්තරෙන්. අධිරාජ්‍ය විරෝධී ජවිපෙ අධිරාජ්‍ය ගැත්තන්ගේ පුවත්පතට සම්මුඛ සාකච්ඡාවක් වත් නොදෙන ප්‍රතිපත්තිමය තීරණයක හිටියත් රාවයේ තිස්වන සංවත්සර කථිකයා අනුර කුමාරයි. අනුර කුමාරගේ ජවිපෙ කියන්නේ අද අධිරාජ්‍යවාදීන්ගේම අතකොළුවක් බවට පත්කළ පක්ෂයක්.දැන් ජවිපෙ මාධ්‍ය අනුග්‍රහකයා වී ඇත්තෙත් සිරස. ඒ නිසා දැන් ආයෙත් ජාතික ජන බලවේගය නමින් මිනිස්සු රැවටීමට පෙරට එන ජවිපෙ සර්පයා තේරුම් ගෙන ඔවුන් කොන්දේසි විරහිතව ප්‍රතික්ෂේප කරන්න.

Major General Shavendra Silva appointed new Army Chief

Major General Shavendra Silva has been appointed as the 23rd Commander of the Sri Lanka Army today (19).

Accordingly, he has received his letter of appointment from President Maithripala Sirisena at the Presidential Secretariat.

Joined the Sri Lanka Army as a Cadet Officer in 1984, Major General Silva held the position of Chief of Staff of Sri Lanka Army prior to this appointment.

Secretary to the President Udaya R. Seneviratne, Secretary to the Ministry of Defence Major Gen. Shantha Kottegoda were among the gathering.

Two more Jamathei Millathu Ibraheem (JMI) members arrested in Ampara

Two more members of the banned organization, Jamathei Millathu Ibraheem (JMI), have been arrested by police.

The arrest has been made in Ampara, stated Ada Derana reporter.

Reportedly, the 2 suspects had undergone weapons training from the terrorist leader Zahran Hashim.

The suspects had allegedly received weapons training in Nuwara Eliya.

China is today the leading economic power in the world. More than half of the leading companies in the world are now Chinese. These include the technology giants known as BATS, Baidu, Alibaba, and Tencent. Alibaba is bigger than Amazon and eBay combined, observed analysts.  Alipay, the Alibaba payment system, is more sophisticated than anything in the west. Baidu is the largest search engine BATS holds stakes in 150 companies abroad. There is also TikTok.

China’s telecom company, Huawei is ahead of the products manufactured by its rivals. Huawei had 5405 patents in 2018, the largest number by a single firm in the world. Huawei is also cheaper. Huawei has a big presence in Africa, Asia, and South America. Huawei has signed 40 5G contracts around the world, including one with Britain. 

That is not all. China started the electronic bike exchange and has progressed rapidly with electronic payments. Other countries are simply playing catch-up.   Chinese satellites are the cheapest option for electronic communication providers. 72% of the global market for drones is controlled by DJI, a Chinese company.

Chinese consumers have also become globally important. They are now ‘setting the pace for global commerce’, say analysts.  Consumer product companies now find that ‘you can’t win the world if you are not winning in China.’

Chinas economic rise has challenged the USA’s economic supremacy. China is the biggest market for a range of U.S. agricultural products. The USA is China’s major trading partner. Further, the US has a persistent trade deficit and China is helping to cover up that deficit. China holds over 1.17 trillion dollars of U.S. debt.  China is the leading investor in US government bonds. China is the leading producer of rare earth minerals. These are used in the many US manufacturers. Beijing could slam every corner of the American economy, from oil refineries to wind turbines to jet engines, by banning exports of crucial minerals, said Foreign policy”.

The Chinese Yuan has been recognized as a reserve currency by the IMF. The Yuan joins the U.S. Dollar, the Euro, the Yen and British Pound in the IMF’s special drawing rights (SDR) basket, which determines currencies that countries can receive as part of IMF loans. This is an impressive achievement as the Yuan had very little credibility as recently as thirty years ago, said Kohona. China appears to be increasingly moving towards international payments in Yuan.

China is now firmly entrenched in Europe. Chinese trains travel to European capitals, including London, on the new overland Silk Route and also link up with Tehran bringing East Asian products to European markets, by-passing the bottlenecks of the Malacca Straights and Suez Canal. Chinese companies are building the rail link between the Piraeus harbour and Serbia and Hungary. Natural gas from Central Asia now flows along four pipelines to China.

China is everywhere. In Greenland, two large infrastructure projects are currently in the spotlight because of Chinese participation. Chinese construction giant China Communications Construction Company (CCCC) has put in a bid to construct and expand three new Greenlandic airports. China also wishes to move into Greenland’s mining industry. The Inuits welcome this as they are very poor, but Denmark and the UK don’t.

China is also now a staggeringly important investor. The major share of Chinese overseas investments has gone to Europe and the US, observed analysts.  The European Union, whose second-largest trading partner is China, received 35 billion euro in Chinese investments in 2016 alone. The United States has received 90 billion dollars in Chinese investments since 2007. Australia, a nervous critic of the BRI, received AUD 15.4 billion in Chinese investments involving 103 deals.

China has bought land in France, Australia, New Zealand, including wheat fields, cotton farms, cattle ranches and dozens of dairy farms. Australia has been the second major destination for Chinese investments after the United States and Europe, observed analysts.  Investors have grabbed mining interests, hotel assets, real estate, agribusiness, vineyards, healthcare, infrastructure, in Australia, giving rise to considerable anti-Asian and anti-Chinese sentiment.  Nearly 60 percent of Australia’s commodity exports go to China. China has also bought nine million hectares in developing countries.

China is now the proud owner of all sorts of foreign facilities and businesses. Toulouse airport where the Airbus is assembled is owned by Shandong Hi-Speed Group and a Hong Kong investment firm.  Piraeus harbour is now owned by Chinese companies, 70% by COSCO. The port of Melbourne is now controlled by a Hong Kong-Chinese concern. So is Darwin.  New York’s revered Waldorf Astoria is now owned by a Chinese concern. A Chinese billionaire now owns Volvo, controls Lotus and London Black Taxis. Another owns the AC Milan football club. The German robot manufacturer Kuka is now owned by a Chinese company. China also owns a number of historic vineyards and buildings, reported analysts.

China’s Belt and Road Initiative is going strong and there is a positive response.  Italy joined in April 2019. This is the first G7 country to enroll. The United Kingdom is also coming in. Philip Hammond, the British Chancellor of the Exchequer, said at the Belt and Road Forum in Beijing on April 2019 that the U.K. is committed to helping China realize its ambitious but controversial infrastructure investment project.

Though Britain, unlike Italy, hasn’t yet signed a formal memorandum of understanding to take part in the Belt and Road programme, Hammond said he will lobby for British firms to take part in Belt and Road projects, especially in finance and engineering. Standard Chartered, signed an agreement with the Export-Import Bank of China to promote Belt and Road projects.

“The Belt and Road Initiative is an economic cooperation initiative, not a geopolitical or a military alliance. It is an open and inclusive process, and not about creating exclusive circles or a China club,”  said President Xi Jinping. Kohona observed that BRI can be used to achieve prosperity, without the trappings of colonial rule and without territorial occupation, racial discrimination or forced alteration of cultures.

Economists, including those at the World Bank, agree that the recent rapid upward movement of the economies of a number of African countries has been the result of significant Chinese investments.  

Many African economies are prospering for the first time in years and analysts ascribe this development to Chinese investments in infrastructure in Africa. By 2014, that had risen more than 20-fold to 220 billion dollars, according to the China Africa Research Initiative at Johns Hopkins School of Advanced International Studies in Washington. It increased to USD 136 billion in 2018, with USD 60 billion in the pipeline.

Leaders from several African states came to Beijing in 2018 as guests of the Chinese Government for a summit meeting. That summit was to discuss China’s massive financial investment in infrastructure projects in Africa. Chinese President reassured his guests that his country had no vested interest in the loans it gave.

China’s BRI has its enemies. In 2018, Bangladesh was forced to ban one of China’s major state firms for attempted bribery, and in the same year, Maldives’ finance minister stated that China was building infrastructure projects in the country at significantly inflated prices compared to what was previously agreed, said critics.

Kenya could lose its Mombasa Port to China along the lines of Hambantota Port in Sri Lanka and the International airport in Zambia said, critics. Kenya has obtained a loan of US$ 2.2.billion for construction of a railway track from Mombasa to Nairobi and failed to pay it back. It is also reported that Zambia has surrendered its national airport to China as it has failed to pay back a loan. This should open the eyes of the developing countries, especially those in the South Eastern Asian region, which intend to obtain loans from China, whose hidden agenda may be to gain dominance in the Asian region on the pretext of helping these countries to develop, said a Sri Lankan critic.

Unlike other international lending agencies such as the International Monetary Fund, World Bank, Asian Development Bank, and Japan International Cooperation Agency, China does not look into the financial viability and whether the country could repay the loan. This is to their advantage as when a country fails to pay back the loan, invariably the project is sold or allowed to operate as a Build Operate and Own project, continued this Sri Lankan critic.

China is also moving into global politics. It is developing allies and strengthening old partnerships. President Duterte of the Philippines, which is a US treaty ally, wished to build a closer relationship with China. He went to China and announced a separation from the USA, said analysts when he said that there were ‘three of us against the world, China, Russia, and the Philippines.  Chinese President Xi went to Moscow, on June 2019. It was his eighth visit to Russia. Xi and Putin signed an agreement to upgrade bilateral relations to a comprehensive strategic partnership of coordination for a new era.

China has also made a start as an international mediator. In 2017 Chinese Foreign Minister Wang Yi hosted in Beijing the first trilateral talks between China, Pakistan and Afghan leaders. China has succeeded in persuading Afghanistan to begin a wide-ranging dialogue proposed by Pakistan for mending strained bilateral relations, reported the media. Ministers from Afghanistan, Pakistan, and China met in Beijing on Tuesday where they agreed to work together to tackle the threat of terrorism tied to China’s vast western Xinjiang region, they said.

China is also making its mark in scientific advances. In January 2019 a Chinese spacecraft made the first landing on the far side of the Moon. China says it had launched the world’s fastest electric car as well. China has filed 53,345 patents in 2018, while the USA filed 56,142. China is a leader in Information Technology and way ahead of the USA, analysts observed. China has more high-performance supercomputers than ever before. Top500, a site that tracks supercomputer development says 202 or so of the world’s fastest supercomputers are in China, compared with 143 in the US. Two of the fastest machines, Sunway TaihuLight and Tianhe-2 (Milkyway-2) are in China. (Continued)

China is seen as a rising military power with global ambitions. As China continues its economic and military ascendance, it seeks Indo-Pacific regional hegemony in the near-term and, ultimately global preeminence in the long-term said, analysts.

China with a navy second only to that of the US is an emerging superpower they said. China is investing in a broad range of military programs and weapons, modernizing its nuclear forces and conducting increasingly complex operations in domains such as cyberspace, space, and electronic warfare operations, in preparation.

China’s first concern is, of course, the South China Sea. China is developing a wide array of capabilities, which could be used to prevent countries from operating in areas near China’s periphery, including the maritime and air domains that are open to use by all countries, said observers.  In 2017 Chinese submarines called at a Malaysian port, showing that Chinese subs could operate in the southern extreme of the South China Sea.

But the real fear is Chinese expansion beyond the South China Sea, into the adjoining sea, the Indian Ocean. The most important occurrence in the Indian Ocean Region at present is the rise of China as a major power, said analysts in 2017. There is a very real fear that China is now planning to gain control of the Bay of Bengal.

China’s Navy came into the Indian Ocean around 2009, mainly to counter the piracy in the horn of Africa, which affected the world’s merchant marine fleet. That is now ending but the China navy is still present in the Indian Ocean, critics complained in 2017.  China has one of the world’s largest fleets of nuclear and conventionally powered submarines and in recent years China has sent them deep into the Pacific and Indian oceans.

The Chinese Navy has sent at least eight submarine missions since 2013 in the Indian Ocean Region, reaching up to Colombo and Karachi. Each of the missions lasted around a month. Backed by a regular ship, the deployments included nuclear as well as non-nuclear submarines. There was an alternating trend of sending a conventional submarine and a nuclear sub to follow it, reported the media.

Twelve Chinese naval units were operating in the Indian Ocean Region in 2017. These included Luyang class III destroyers, as well as Chongmingdao, the Chinese Navy’s submarine support for a submarine that was later docked in Karachi for replacement. In October 2018, a Chinese submarine was in the Indian Ocean Region for a month.”There are six to eight Chinese ships in the Indian Ocean Region at a time. This includes an anti-piracy escort force of three ships in the Gulf of Aden, analysts said in December 2018.”

India and China are rivals for power in the Bay of Bengal. China appears to be ahead. There is a simmering border dispute, between China and India, now extending to Kashmir as well, which China has refused to settle, knowing it held all the aces. But India’s newest ballistic missiles, Agni IV (successfully tested in 2014,) and Agni V, (successfully launched in 2015), has changed the equation. All major cities of China are now within the Indian missile range.  Agni VI is also on the way.

However, the main fight in the Bay of Bengal is between China and the USA, two countries that are nowhere near the Indian Ocean.  This is a fight for global power, though reasons given are about trade, the freedom of the seas and whatnot. The general idea at present is that the USA will win and chase China away because the USA is the superior military power. But experts warn that the US will be the world’s foremost economic and military power, only for a short time more. China will then take the lead.

But things are worse than that. Every advanced weapon in the U.S. arsenal, from Tomahawk missiles to the F-35 fighter jet to Aegis-equipped destroyers and cruisers and everything in between, is absolutely reliant on components made using rare-earth elements. These rare-earth elements are almost exclusively made in China. Alternative supplies of rare-earth ore abound, but China has a dominant position in the processed rare-earth products that the defense industry needs, said experts. Some highly processed rare-earth products, such as permanent magnets,     are made only in Japan and China.  But Japan’s rare-earth production is deeply enmeshed with China, and it cannot act as a substitute for China.

Therefore, if the United States gets into a conflict with China, China can determine the outcome of the conflict by controlling the supply of rare earths.  In fact, China has already threatened to cut off U.S. supplies of rare earths  (https://foreignpolicy.com/2019/06/11/how-china-could-shut-down-americas-defenses-rare-earth)

The USA is clearly spoiling for a fight with China. At the APEC summit meeting of 2018,   held in Papua New Guinea, there was an unusually sharp exchange of words between   China and the USA. There were speeches by Chinese President Xi Jinping and US Vice President Mike Pence, which appeared to represent competing bids for regional leadership, reported the media.

Pence warned smaller countries not to be seduced by China’s Belt-and-Road infrastructure programme. The loans come with strings attached and build up “staggering debt”, Pence charged, mocking the initiative as a “constricting belt” and a “one-way road”. He urged nations instead to stick with the United States, which doesn’t “drown our partners in a sea of debt” or “coerce, corrupt or compromise your independence”

Then Chinese President Xi Jinping took the stage. A cold war, hot war or trade war will produce no winners,” he told the crowd to hearty applause. Nobody should stop people in developing countries from pursuing a better life,” he added, before insisting that his signature Belt and Road Initiative (BRI), a transnational trade and infrastructure network, was not a trap as some people have labeled it.”

Neither Xi Jinping nor Pence listened to the other’s speech, both of which were delivered from a conference room on a cruise ship moored in Port Moresby harbour. The tension between the two nations was also evident at the photocall for the 21 APEC member nations. XI Jinping was there, standing right next to the host,  the President of Papua New Guinea but Pence was noticeably absent from the shot. Xi Jinping has been the star of the show, reported the media, he was front and center at official photos.

Analysts have commented on the difference between the USA style and the Chinese style when it came to international relations. China’s method of controlling South Asia, and the rest of the world, is very different from that of the US, they said. While China offers carrots USA offers only sticks, said TIME.

While the US is concentrating on hard power in places such as Middle East  China is exploring soft power options in South Asia. China concentrates on economic diplomacy.  China is slowly but steadily expanding its economic presence in South and South-East Asia, through economic diplomacy, said analysts. In summary, China is using a steady progression of small, incremental steps in the “gray zone” between peaceful relations and overt hostilities to secure its aims, while remaining below the threshold of armed conflict.         පසුගියදා එල්ල වූ පාස්කු ප්‍රහාරයෙන් පසු අන්තවාදී මුස්ලිම් දේශපාලනඥයන් ගේ ඉලක්ක පිළිබඳව සිංහල සමාජයට මනාව වැටහී යන්නට ඇතිවාට නිසැකය.විශේෂයෙන් රිෂාඩ් බද්යුදීන් හා හිස්බුල්ලා විසින් දියත් කරන ලද මුස්ලිම් ව්‍යාප්ත වාදය අද එක්සත්ජාතික පක්ෂයේ බල කඳුවුරුද ග්‍රහණය කරගැනීමට සමත්ව තිබේ.අනෙක් අතින් සුමන්තිරන්ලාගේ දෙමළ ජාතිවාදී බල ග්‍රහණය කොළඹ දේශපාලනය පමණක් නොව නිළධාරින් ඔස්සේද ක්‍රියාත්මක වෙමින් තිබේ.මෙ සියල්ල සාර්ථක ව ඉදිරියට ගෙන යෑමට අතහිත දෙන්නේ එදා බ්‍රිතාන්‍ය නම් අද ඇමරිකාවයි. ඔවුහු සිංහලයන් ශූන්‍ය කරලීමට අන්තිම තුරුම්පුවත් ගැසීමට කල් යල් බලමින් සිටී.

          සිංහලයන් මේ රටේ භූමිපුත්‍රයන් බව කියැවෙන්නේ එයට ඉතිහාසය නමැති ඔප්පුවක් තිබෙන බැවිනි. උතුරත් දකුණත් නැගෙනහිරත් බටහිරත්  තිබෙන ජීවමාන බෞද්ධ පුරාවස්තු අතර තිබෙන දාගැබ් කොරවක් ගල් බුදු පිළිම සහ සෙල් ලිපි වලින්  පමණක්ම සිංහල බෞද්ධ අයිතිය ලොවට හඬ ගා කිව හැකිය.වසර දෙසීයක් පමණ කාලයක සිට  මෙරටට පැමිණි සාක්‍රමණිකයන් වන දෙමළ සහ මුස්ලිම් ජන කොටස් විසින් මේ භූමිය අල්වා ගෙන සිංහලයන් ඉන් පළවා හැර දෙශපාලන බල ආධිපත්‍ය ඇති කරගෙන තිබේ.ඊනියා දෙමළ ප්‍රදේශ යනුවෙන් නම් කරමින් බණ්ඩාරනායක රජයේ සිංහල භාෂා පනතට සංශෝධන එක් කරමින් භූමිය පමණක් නොව උතුරේ භාෂා අයිතියද සිංහලයන් ගෙන් උදුරාගෙන තිබේ.අද වන විට උතුරේ තිබෙන බෞද්ධ පුරාවස්තු ඩෝසර කරමින් නිධන් වස්තු කොල්ල කමින් ඒ මත කෝවිල් ඉඳි කරගන්නට නීතියද අව භාවිත කරමින් පවතී.අවාසනාවකට වර්තමාන සංස්කෘතික ඇමතිවරයා යටතේ තිබෙන අමාත්‍යංශය මගින් උදාගම් හදන්නේ ද මේ පුරාවස්තු ඩෝසර කරමිනි.මේ අස්සේ සාෆි දොස්තර විසින් කළ ගර්භාෂ සංහාරය යටපත් කරලීමට දත් දොස්තරගේ සිට ඔවුන්ට රැකවල් දෙන යහපාලන කොන්දොස්තරලාගේ ද මහත්ම වෑයම වීතිබේ.නමුත් අර්ජුන් මහෙන්ද්‍රන් ලා  සහරාන් ලා සහ සාෆී ලාගේ කුමන්ත්‍රණය මෙහෙයවූ මහම ලොකු මොළ කරු මේ රටේ සිංහල බහුතර පක්ෂයක අසමසම නායකයෙකි.ව්‍යවස්ථා සම්පාදනය මගින් බෙදුම්වාදයට සුජාතබව දෙන්න වලිකන තක්කඩියෙකි.සුද්දා ලබා දුන් පක්ෂ දෙශපාලනය විසින් සිංහල ජනතාවට හිමිකර දුන් බරව කකුළ එයයි.

        දැන් මේ හොඳටම ඇති යැයි බොහෝ අයට සිතනවා නිසැකය.ඒ මන්ද පාර්ලිමේන්තුව ඇතුළු මුලු දේශපාලන ක්ෂේත්‍රයම ගන්දස්කාරයෙන් යුක්ත මීතොටමුල්ලක් වීමයි.කලකට පෙර කරුණාරත්න ජයසූරිය කතානායකට මහාසංඝ රත්නයෙන් සම්මාන  හිමි විය. .හඬින් චන්දය විමසා විශ්වාස භංගය ජයගත් කරු ජයසූරිය ඇමරිකන් තානාපති වරුන් ගේ ඕඩරයට නටන රූකඩයක් බව මේ කිසිවෙකුටත් අවබෝධ වී නැති ගානය.රනිල් ට විපක්ෂ නායකකමේ වත් එල්ලී සිටින්නට සිටින හොඳම අපේක්ෂකයා වන්නේ ඔහුයයි කල්පනාවක් මතුව තිබේ.දැන් සිංහල බෞද්ධ බහුතරය විකල්පයක් සොයමින් ඔල්වරසන් නගමින් සිටින කාල වාකවානුවයි.එදා කොටි ග්‍රහණය මැද්දේ යුදධය නිමා කරලීමට මහින්ද රාජපක්ෂ මහතාව ඉල්ලා සිටියේද ඒ ආකාරයෙනි. ඔහු යුද්ධය ශූර ලෙසට නිමා කලා පමණක් නොව ශක්තිමත් දේශපාලනයකට ඹුලාරම්භය ඇති කලේය( සයවන පරාක්‍රමබාහු යුගයෙන් පසු ). එහෙත් සිංහල බෞද්ධ අපේක්ෂාව ඉටු විණිද.ඒ අපේක්ෂාව මහින්ද සමග එකට සිට ඉටු කරනු ඇතැයි චම්පික රණවක කෙරෙහි මෙරට දේශප්‍රේමී සිංහලයන් දෑස් දල්වා බලා සිටියහ.අවසානයේ 2014 වන විට ඔහු මහින්ද අතහැර විජාතික කඳවුරට තුරුලු විය. ඒ යහපාලනය ලවා සිංහල අපේක්ෂාවන් දිනවීමට නොවේ. විජාතික පාලනයේ බලාපොරෙත්තු වඩාත් දක්ෂ අන්දමින් ඉටු කරලීමයි. මිලේනියම් චැලෙන්ජ් කෝපරේෂන් හරහා රට දෙකඩ කරවන ආරථික කොරිඩෝවේ දේශීය නියේජිතයා වන්නේ රනිල්ටත් වඩා චම්පික බවට අද තහවුරුවක් ලැබී තිබේ.1915 වැනි ඈත කාලයකදී ඩෙන්හැම් විසින් අපට පෙන්වා දුන් සත්‍යය එනම් සිංහලයා ක්‍රමයෙන් අන්‍ය ජන වර්ග වල දේශපාලනයෙන් කොටුවනවා යැයි යන සත්‍යය තෙරුම් ගෙන ඒ කටුක යථාර්ථය අභිබවමින් මොවුන්ට ඉදිරියට යන්නට බැරි වූයේ ඇයි.

         2019 වසර අග භාගයේ පවත් වාවිය යැයි විශ්වාස කරන ජනාධිපතිවරණයක්  ගැන සිහියෙන් එහි බලාපොරොත්තු දල්වා ගෙන අපේක්ෂකයන් තෝරන සිංහලයන්ට තමන්ගේ ඉරණම ගැන හන්කවිසියක් මතක් වී තිබේද. අපේක්ෂකයන් ගේ හොඳ  නරක දක්ෂතා ගැන අධිතක්සේරුවක සිටින සමාජයක් බැවින් සිංහල රට ගෙන යායුතු නිවරදි දිශානතිය ගැන තේරුමක් ගන්නට අවකාශයක් නොමැති බව පෙනේ.ගෝඪාභය රාජපක්ෂ ගේ ඇමරිකන් පුරවැසි බව ගැන කතා කරන පක්ෂවලට ලැදි සිංහලයන් ඔහුගේ භූමිපුත්‍ර අයිතිය ගැන කතා නොකරති.තමන් උපන් භූමිය වෙනුවෙන් තමන්ගේ ජාතිය වෙනුවෙන් ශාසනය වෙනුවෙන් වැඩ කරන්නා භූමිපුත්‍ර යෙකි.පෙර සඳහන් කළ පරිදිම ලංකාවේ හැම බිම් අඟලක්ම සිංහලයන් බහුතරයකගේ බලය ඇති තැන් බවට පත් විය යුතු බව ඉන් ගම්‍ය වේ.. මේ රටේ රණ විරුවන් දිවි පුදා හෝ ආබාධිත වී රට රැක ගත්තේ එවැනි අරමුණකින්ය.වසර දෙසීයක් තුළ සිංහල භූමි පුත්‍රයන්ට ස්වකීය මාතෘ භූමිය අහිමි කළ අණ පනත් රාශියක් ඇත. පළාත් සභා පනත වැනි බෙදුම්වාදී රේඛා ගැසූ පනත් ඇත. සහජීවනය හෝ සංහිඳියාව නාමයෙන් බෞද්ධ උරුමය සඳහා වැඩ කරන්නට සීමා පණවන අධිකරණමය නීති පද්ධතියක් ස්ථාපිතව තිබේ. මේවා ගැන සිහි බුද්ධියෙන් සිතන්නන් විරලය. සිතුවද එම සීමාවන් අතික්‍රමණය කරමින් සිංහල බෞද්ධ උරුමයන් ස්ථාපිත කරන්නට වෙහෙසෙන සත් පුරුෂයන් ද ඉතා විරලය.මෙම විරලතාවය නැති කොට ජාතිමාමකත්වයෙන් බහුලතාවය ඇති සිංහල ජනතාවක් රට තුළ ස්ථාපිත වුවහොත් ඉදිරියේ දී පත් වන නව ජනාධිපතිවරයාටද එසේ කරන්නට ශක්තියක් ලැබෙනවා නිසැකය.

           රටක් නැගිට්ටුවන්නට කළ යුත්තේ කුමක්දැයි ඇතිවන සංවාදයේ දී මෙරට ආර්ථික දිශානතිය මෙන්ම භූගොලීය සාධකයන්ද ඉතා වැදගත්ය. මේවාට අවශ්‍ය ශක්තිය ලබා දෙන්නේ සොබා දහමයි. සොබාදහමට ආශීර්වාද කරන සම්‍යක් දෘෂ්ඨික බලවේගයි. දළදා වහන්සේ මුල් කරගත් මෙරට සිංහල බෞද්ධ සංස්කෘතියයි. දෙමළ මුස්ලිම් සාංක්‍රමණිකයන්ට එදා රජ දවසදී ඌලියම් බදු ගෙවා සිංහලයන් ගේ සම්පත් භුක්ති විඳීමට මෙන්ම වෙළෙඳාමටද ඉඩ හසර තිබුණි.මහනුවර රාජධානියට ලුණු සැපයීමේ බද්ද ඔවුන්ට පැවරුණේ ඒ නිසාය.ගම් වදින ත්‍රස්තවාදී දෙමළුන් අල්වා මාවටුතොටින් පළවා හැරිය යුතු බවට සෙල් ලිපි කීපයකම අණ පනත් පනවා තිබුණි.මෙරට වාසය කරන විදේශිකයන් සිංහල සංස්කෘතිය යටතේ සිටිය යුතු බවට කෙරෙන ආඥාවන් එයයි.අද වන වට සිංහලයා පක්ෂ තුළට කොටු කර දෙමළ මුස්ලිම් ජාතිකත්වයක් ඔසවා තබා සිංහලයාට පහරන්නේ සුද්දන් පස්සේ යන කැනහිල්ලුය.අපගේ පැරණී සිරිත රකින්නට පවත්වා ගෙන යෑමට යම් පාලකයෙකු උත්සාහ කන්නේ නම් ඔහුට නිතැතින්ම ආරක්ෂාව මෙන්ම පින් මහිමයද උදාවන බව අතීත මහාවංශ උදාහරණ වලින් පෙන්වා දිය හැකිය. දුටු ගැමුණු කුමරු රජ දවස දිවයිනේ නන් දෙසින් තඹ රිදී පහළ වූ හැටි මතක් කරනු මැනවි.දිගාමඬුල්ල සශ්‍රීක වූ හැටි මතක් කරනු මැනවි. කාවන්තිස්ස දුටු ගැමුණු කලා මෙන් ධාතුසේන රජු ඉටුකලාමෙන් මාන කුමරු කලා මෙන් මහා විජයබාහු මහා පරාක්‍රමබාහු ගේ ජයග්‍රහණයන් මෙන් දෙවන සහ සයවන පරාක්‍රමබාහු කාලයේ සතුරාට නිසි පරිදි මුහුණ දුන්නා මෙන් පළමුවන විමලධර්ම සූරිය වැනි අසම සමව කාලය විසින් නිර්දේශිත රජවරු කලදේ අදටත් වලංගුය.ඒ මග ගැන්මට දැන් කාලයයි.

An Environmental policy statement is a MUST for every presidential candidate.

Today, even if you wish to dig a canal to provide water to rural people who are suffering from kidney disease owing to having consumed brackish well water contaminated with fluoride, an environmental impact statement is needed. Any major undertaking needs environmental impact statements. One of the reasons given for the cancellation of the port-city project by the Ranil-Maithree-Sampanthan Yahapalanaya government was that the construction of the port will destroy the marine ecosystem of the Western coast of Sri Lanka. Coal power plants approved by a previous regime were canceled and new LNG projects were commissioned, ostensibly for environmental reasons, but a dark underbelly of commissions and kickbacks were to be revealed later.

The essential Yahapalanite environmental policy turned out to be nothing but shaming and gutting anything done by the previous administration, be they good or bad, and restarting the same, or even more grandiose projects that were more likely to provide the new rulers and their henchmen with new commercial opportunities and short-term financial kickbacks enjoyed by the mercenary agents of the previous regime.  

The economic impact and the long-term political implications of such decisions are enormous, and hence it is imperative that each presidential candidate spells out his/her environmental policies.   What are the major environmental issues faced by the country?

The major environmental issues faced by the country.

These environmental  issues” are in fact dire threats that can extinguish millions of people within a few decades. Irrespective of whether a President under the 19th amendment has the same powers as before, he/she is the flag bearer of the administration, and he needs to state his environmental policies. Let us review the main environmental issues.

(I) Climate change due to global warming.

This is caused by the activities of a large population in the developing countries, as well as the high consumerism of the developed world even with a lower population. A single urban American or Londoner has a pollution footprint which is ten times that of a dry zone farmer.

Such environmental concerns need the over-arching reach of central governments, and indeed concerted action at a global level. The Paris accord and such accords must be a cornerstone of the policies of Presidential candidates.  An authority over-arching any provincial power devolution must exist to deal with environmental problems, as detailed in my article entitled A Tenth province or Coastal authority to deal with climate change – A must for a 21 st century constitution of Sri Lanka” (available at Researchgate:      DOI: 10.13140/RG.2.2.27092.30085, https://www.researchgate.net/publication/320258350_A_Tenth_province_or_Coastal_authority_to_deal_with_climate_change_A_must_for_a_21_st_century_constitution_of_Sri_Lanka).

The 13th amendment can become 13A, where the A” authorizes the central government to intervene on environmental and other concerns at a national level. Unfortunately, the TNA  who should be most concerned about the North and the East fails to comprehend that Eelam” will soon be below sea level.

While we must give credit to Mr. Gotabhaya Rajapaksa for mentioning the environment in his candidature address, he had not elaborated on concrete climate policy or how he plans to deal with the rise in sea level, a reality that you can see in the melting polar caps or sinking islands in Maldives or Fiji.

(II) Loss of habitat for flora and fauna

Human encroachment into every nook and corner is causing a catastrophic loss of biodiversity. Thus, while honey bee populations are soaring, wild bee populations are dropping fast. These  facts shows the main cause of the loss of bee and other populations is not agrochemicals, because excessive use of agrochemicals should harm honey bees as well, while their populations have actually increased even in areas where agrochemicals are extensively used (see review by Goulson et al in Science 2015, and my article in the Island 31st July 2018).

Mr. Sajith Premadasa, a potential presidential candidate of the UNP,  is well known to favor the environmentally catastrophic housing policies of his father. The old concept of Gama, Weva, and Temple” (village, tank and temple), with a small house for everyone is a favored paradigm of a certain sector of the leisured upper classes of Sri Lanka who want to go back” to the rural society depicted by, say, Robert Knox.   However, you cannot put  Humpty Dumpty back on the wall. Such a model, inherent in the Gam Udawa” concept of Premadasa Sr.  is possible even today ONLY IF  Sri Lanka’s population were still the same as in the early 19th century. Even then such models usually degenerate to the reality of Baddegama – Village in the Jungle- depicted by Leonard Wolfe. 

In today’s context, simple mathematical modeling  shows that creating the needed number of villages, tanks, houses etc., for 22 million would require the harnessing of every bit of arable land, converting the country into a veritable maze of concrete, asphalt, clusters of matchbox houses, and intensely eroded little bits of farmland covered by garbage mounds, short of water and power.

The only viable alternative is HIGH-DENSITY HOUSING (high-rise apartments)with as much land returned to nature as possible. Such land, returned to nature must be linked by green corridors that connect with each other and allow wildlife to migrate freely from one natural area to another. Animal underpasses to cross highways must be built, as already the practice in many Canadian Highways going through forest reserves. Highway expansion should be stopped and only public transport by electric trains should be encouraged.

Feeding the people has to also conserve habitat as much as possible. This means we maximize harvests out of a minimum of land. We go WELL  BEYOND what was possible with the green revolution”, and embrace the most modern farming approaches where fertilizers, pesticides and water and not released to the environment, but re-used in grow-towers which are essentially factory farms sealed from the environment. The late President Premadasa, and those of earlier generations treated the environment as an infinite resource that we need not worry about. Indeed, the Bible says that God created nature for man to exploit! But how should one exploit nature?

The environmental destruction caused by the Gal Oya and Mahaweli programs were hundreds of times bigger than what the British did to the hill country forests in planting coffee and Tea. But Gal Oya and Mahaweli reflected the best engineering thinking of the time, which was already decades behind the best scientific thinking.  Although the Club of Rome had brought out its warnings in the 1970s, they were only a worry for the future, taken seriously mostly by academics. Furthermore, the dire warnings of the Club of Rome regarding our capacity to feed the world were resolved for those decades by ushering in the green revolution”,  and thus saving millions of lives.

Today, we need technologies going well beyond the green revolution. Instead, the Yahapalanaites deployed a Buddhist monk and his hangers-on to launch a program proposing to get Humpty Dumpty back on the job using ancient seeds, home-made compost and pesticides like Neem (kohomba). Little did they know that plants bio-accumulate even low levels of toxins occurring naturally in the soil and return them to the compost at a higher toxin level. When the army caterpillar”   attacked crops in a recent pestilence, it was reported (http://www.island.lk/index.php?page_cat=article-details&page=article-details&code_title=198417) that the monk, forgetting even the 1st precept claimed that he can destroy thousands of caterpillar and demonstrate the efficacy of old fashioned bio-pesticides”! Fortunately, the offer was rejected and modern technologies were used. Most weeds and insects have developed resistance to such bio-pesticides that were used by our ancestors. Even modern pesticides need continual reformulation as the buildup of resistance is an inevitable evolutionary process.

(III) Imminent threat to the food supply.

Loss of biodiversity causes an imminent threat to the food supply of the planet due to the rapid decline of wild bees, wasps and other pollinating insects who find less and less habitat available to them. The situation is already so critical in the UK that wild bees and other pollinating insects are imported from eastern Europe annually to provide pollinators for British agriculture! 

In Sri Lanka, every time farmland becomes unproductive”, the push to convert to housing or tourist resorts is great. The unproductive outcome is a result of outdated agricultural policies and the lack of a marketing system for the produce. Unfortunately, once the land is directed to housing or tourism, road infrastructure with its diesel and other polluting fossil fuel emissions,  plastic pollution, urban garbage, sub-micron particulate dust, etc., follow inexorably destroying the fragile ecosystems needed by bees, moths, wasps, and dragonflies. Their decline has direct and dire consequences to higher life forms and humans as well, as every living being is a part of the web of life, as explained even by the Buddha.

Although there are many so-called environmentalist” NGOs in Sri Lanka, usually manned usually by lawyers rather than scientists, they do little to collect the crucial field data needed for sensible ecological decisions. They uncritically believe that agrochemicals” are the main causes of may illnesses, the loss of biodiversity, and clutch at the straw of traditional agriculture as the environmentally proper solution”.

Prof. Siriweera of the Rajarata University has written about the precarious nature of food availability in Sri Lanka and its tank system in historic times when traditional agriculture was practiced. Even if traditional agriculture could sustain a small pastoral population, it cannot even marginally meet today’s needs. The world’s output of organic” agriculture remains below 2% and increasing it even by 10-fold is a challenge. Expanding organic agriculture will need more land, water, and manual labor than available on the planet. Composting adds to greenhouse gases and leads to phyto-accumulation of metal toxins unless great care is taken. Abandoning no-till agriculture and going back to manual methods will lead to extensive erosion of soils. 

If Sajith Premadasa or Gotabhaya Rajapaksa were to promise to demolish the matchbox houses of Gam Udaawa” and return those lands to nature, increase forest cover,  build high-rise residences that use solar power, twinned with adjacent grow towers built for providing food, then we can applaud their environmental programs. If the candidates agree to follow the best technological know-how rather than fall prey to ideologically motivated public-fear mongering Luddite NGOs, then we can again applaud them.

(IV) Rejection of fossil fuels.

A very serious threat to the ecosystem is posed by the continued acceptance of fossil fuels. Oil explorations in Sri Lanka’s oceans are an affront to common sense. Why invest in fossil fuels when the world is trying to phase them out owing to their negative effect on health, and on global warming?  Such explorations are inherently far more damaging to the marine ecosystem than the construction of a port city.

If oil and gas were found in, say, the Mannar basin, it will pose a long term environmental catastrophe and a serious threat to the nation’s sovereignty. Oil and gas extractions are inherently polluting and lead to periodic accidents and spills, even in the hands of highly experienced oil-producing countries.  It is the TNA which should protest loud and clear if it has the interests of the North and the East at heart. But then, the TNA is interested only in ethnic purity and not environmental purity!  Sri Lanka DOES NOT NEED oil and gas because she has more than enough solar and biomass energy potential. In addition to the totally negative ecological effect of oil and gas exploitation, the country itself will be subjugated by powerful international oil companies backed by powerful countries. We see how oil-rich countries like Nigeria have become poorer and less independent with every gallon of oil extracted from its soil. 

So, we applaud any presidential candidate who will give a firm NO to fossil fuel usage and fuel exploration, with diesel, gasoline, etc., phased out within the next decade.

JVP has announced their candidate for the upcoming presidential election.  Their choice is Anura Kumara Dissanyake. Obviously, it is going to be Sajith Premadasa from UNP.

Do either Anura Kumara or Sajith qualify to lead a country? No way!

Forget about the development. Forget about the economy. Forget about who is contesting from the other parties. Priority should be to defeat these two guys.

Yes, at some stage we should get rid of the old set of 225 + 1 . But this is the time to defeat the Anura and Sajith. So Let us get together and defeat these two at this stage and then think about an overall change in the Sri Lankan  politics.

Sometimes it is better to discard the worst, rather than selecting the best!
