විල්පත්තු වන උද්‍යානය අශ්‍රිතව කැලෑ  හෙළි කිරීම හා ඉදි කිරීම ගැන වහාම සොයා බලන ලෙස පරිසර අමාත්‍යංශයේ ලේකම් වරයාට ජනාධිපතිවරයා වශයෙන් ඔබ විසින් උපදෙස් ලබා දීම බොදු බල සේනාවේ පැසසුමට ලක් වෙන බව ප්‍රකාශ කරමු.

 2014  මාර්තු මස 20 වන දින මාධ්‍ය මගින් මේ කරුණ පිලිබඳ මුලින්ම බොදු බල සේනා විසින් කරුණු හෙලිදරුව් කරනු ලැබූ අතර මේ පිලිබඳ හිටපු ජනාධිපති මහින්ද රාජපක්ෂ මහතාට ද නිල වශයෙන් පැමිණිලි කරන ලදී. කෙසේ වුවද කිසිදු පියවරක් ගනු නොලැබුණි. මෙහිදී පරිසරයට අමතරව වෙනත් අංශ වලටද බලපෑම් එල්ල වී ඇති බැවින් ඒ පිලිබඳ පරීක්ෂා කරන ලෙස  විවිධ පාර්ශව වලින් අප විසින් ලිඛිතව ඉල්ලා සිටිනු ලැබිණ ඒ කිසිදු පියවරක් නොගත් අතර එය හුදෙක් ජාතිවාදී ගැටුමක් ලෙස හුවා දැක්වීමට අදාළ පාර්ශව විසින් කටයුතු කරන ලදී.

 මේ තත්වය තුල  2015 මාර්තු මස 31 ඔබ වෙත මේ කරුණ පිලිබඳ ව ඔබ වෙත ලිඛිත පැමිණිල්ලක් ද ඉදිරිපත් කරන ලදී.

 අනතුරුව මෙම ජාතික වශයෙන් වැදගත් කරුණ සම්බන්ධයෙන් ජාතිවාදී ස්වරුපයක් ඇති කිරීමට ඔබගේ රජයේ ඇමතිවරයකු උත්සහා ගැනීම නිසා මේ පිළිබඳව 2015 මැයි මස 8 වන දින විශේෂ මාධ්‍ය සාකච්ජාවක් පවත්වා ඒ සඳහා ඔබගේ මැදිහත් වීම අවධාරණය කරන ලදී.

 මෙහිදී කරුණු කිහිපයක් ඔබගේ අවධානයට යොමු කරමු.

 විල්පත්තුව, මඩු ප්‍රදේශයට අමතරව රට පුරා පසුගිය කාලයේ මෙන්ම අද ද සිදු වන වන විනාශයන් පිලිබඳ සොයා බැලීම.

• වන විනාශයට අමතරව නිවාස ඉදි කිරීම් හා පදිංචි කිරීම් පිළිබඳව මතු වී ඇති අප විසින් පහත ලේඛන වල මතු කර ඇති  කරුණු පිලිබඳ සොයා බැලීම

 විල්පත්තුව ආශ්‍රිත ව ගොඩනැගෙන ජන විරෝධය තාවකාලිකව සමනය කිරීමට ගනු ලැබූ උපාය මාර්ගික ක්‍රියාදාමයක් නොවී සැබෑ ලෙස සත්‍ය සොයා වැරදි කරුවන් නීතියේ රැහැනට ගෙන ඒමට උත්සහා ගනු ඇති බව ජනතාවගේ විශ්වාසයයි.

විෂය : ත්‍රස්තවාදී යුද්ධය නිසා අවතැන්වූවන්ට නිවාස ඉදිකිරීම හරහා විල්පත්තු වනයට සිදු විය හැකි හානි කර තත්වය හා සමාජ ඒකාබද්ධතාවයක් ඇති කලයුතු සමාජයක වෙනම  මුස්ලිම් කලාප ඇති කරමින් මුස්ලිම් ගම්මාන ඇති කිරීම

අවතැන් වුවන්ට ගෙවල් ලබා දිය යුතුයි. එහිදී මුලින්ම කල යුත්තේ ඔවුන් යුද්ධයට පෙර පදිංචි වී සිටි ප්‍රදේශ වල නිවාස සාදා දී පදිංචි කල යුතුය. ශ්‍රී ලංකාවේ හරිත වනාන්තර විනාශ වෙමින් පවතින යුගයක විල්පත්තු වනාන්තරය අසල එළිපෙහෙළි කරමින් නිවාස  සැදීමට කටයුතු කිරීම අතිශය භයානක පරිසර විනාශයකි. මේ රටේ පදිංචි වීමට කෙතරම් ඉඩ තිබියදීත් සිය දේශපාලනික අරමුණු සඳහා  මෙලෙස වනාන්තර හා විශේෂයෙන් විල්පත්තු අභයභුමිය හෙළි කර විනාශ කිරීම හා එයට අනුමැතිය දීම භයානක අපරාධයක් බව බොදු බල සේනා අවධාරණයෙන් යුතුව ප්‍රකාශ කරමු.

රටේ බොහෝ අංශ වලට මෙන්ම අවතැන් වුවන් පදිංචි කිරීම සඳහා නිසි  ක්‍රමවේදයක් තිබිය යුතුයි. උපායමාර්ගික සැලැස්මක් රටට තිබිය යුතුයි. එසේ නොමැති වීම තුල එක එක පුද්ගලයින් තමන්ට ඕනෑ දේවල කිරීමට යාම නිසා මෙම තත්වය ඇති වී තිබේ.

රිෂාර්ඩ් බදුර්දීන් යනු මේ රටේ කර්මාන්ත ඇමැතිවරයාය. ඔහු මැදපෙරදිග රටවලට ගොස් මුස්ලිම් වරුන් සඳහා පමණක් නිවාස සැදීමට එම රටවල රාජ්‍ය නොවන සංවිධාන සමග ගිවිසුම් ඇති කරගැනීම පොදුවේ රාජ්‍ය පාලනය පිළිබඳ ගැටළුවක් ලෙස අපි දකිමු.

අවතැන්වූවන්ට නිවාස ලබා දිය යුතුය. ඔවුන්ගේ ජනවාර්ගික හා ආගමික පදනම් ගැන නොසලකා  ඔවුන්ට වහාම පහසුකම් සැලසිය යුතුය. නිදහසින් පසු හැම පාලනයක්ම කලේ විදේශ රටවල ඩොලර් වලට අනුව ඕනෑම කෙනෙකුට නිසි ලෙස කටයුතු කිරීමට ඉඩ සලසමින් දියාරුව කටයුතු කිරීමයි. සුනාමියෙන් පසුවද  එය අපි පැහැදිලිව දුටුවෙමු. අදද එය සිදු වීම කණගාටුවට කරුණකි.

යුද්ධයෙන් පසුව කලයුතු වන්නේ සියලු පාර්ශව සමග කතා බස් කොට විශ්වාශය ඇති වන ලෙස හා සහයෝගිතාවය ඇතිවන ලෙස සමාජ ඒකාබද්ධතාව ප්‍රවර්ධනය කරනු ලබන යලි පදිංචි කිරීමක් සිදු කිරීමය.

• ඒ සඳහා අවසර ලබා දීම කල හැකිද
• අවසර දුන්නේ කවුද? පාර්ලිමේන්තු මන්ත්‍රී වරු හා පරිසර ඇමති මේ සම්බන්දයෙන් නිහඩ ද?
• ශ්‍රී ලංකාවේ නිවාස ඉදි කිරීම් ඇමතිවරයා මේ ගැන කියන්නේ කුමක්ද?

අප මේ ගැන උනන්දු වන්නේ ඉහත කරුණු වලට අමතරව විල්පත්තු වනය යනු ශ්‍රී ලංකාවේ ආදී ජනාවාස තිබු බවට හා විශේෂයෙන් බෞද්ධ සිද්ධස්ථාන පවා තිබු බවට ජීවමාන සාක්ෂි අප සතුව තිබෙන බැවිනි.  එමෙන්ම ඇෆ්ගනිස්ථානයේ බාමියන් බුදු පිළිම ප්‍රසිද්ධියේ පුපුරුවා හරින ලද අන්තවාදීන්ට මෙම මුලාශ්‍රයන් විනාශ කිරීම පහසුවෙන් කල හැකි බැවිනි.

 

මාස ගණනක් යන තුරු මෙම අපරාධය සිදු කිරීම මාධ්‍ය වලට අසු නොවින. පරිසර සංවිධාන වලට අසු නොවින. රජයේ නිලධාරීන්ට අසු නොවින. දේශපාලකයින්ට අසු නොවින. ආරක්ෂක අංශ වලට අසු නොවින. මෙය මහත් අරුමයකි. පුදුමයකි.

 

එකක් පැහැදිලිය. එනම් විල්පත්තුව විනාශ කරන බවය. අපගේ හෙලිදරුවව නිසා දැන් බොහෝ දෙනාගේ  දෙනෙත් විවර වෙමින් පවතී. තව බොහෝ දෙනා තවම නිදා ගෙන සිටී.

 

අපට දැන් ජනතාවගේ බදු මුදල් වලින් කටයුතු කරන ජනතාවට වගකිවන පාර්ශව කිහිපයකින් ඇසිය යුතු ප්‍රශ්න කිහිපයක් ඇත.

1)      ජනාධිපති කාර්යාලය නිහඩ ඇයි?

2)      බෞද්ධ පුරාවස්තු විනාශයට මග පාදමින් සිටියදී බුද්ධ ශාසනය බාර අගමැති වරයා නිහඩ ඇයි?

3)      සංචාරක කර්මාන්තයට බලපාන මේ සිද්ධියට ආර්ථික සංවර්ධන ඇමතිවරයා නිහඩ ඇයි?

4)      මෙම අපරාධය සිදු වෙනකම් මාස ගනනක්  වනජීවී සම්පත් සංරක්ෂණ අමාත්‍යවරයා නිහඩව කටයුතු කලේ ඇයි?. වන විනාශයට අවසර දුන්නේ ඇයි?

චන්ද්‍රීකා කුමාරණතුංග මහත්මියගේ දකුණු ආසියානු ප්‍රතිපත්ති හා පර්යේෂණ ආයතනය ඇතුළු රාජ්‍ය නොවන සංවිධාන වල ස්ථාවරය කුමක්දැ? යන්න ගැනත් ජනතාව උනන්දුවෙන් සිටින බව තවදුරටත් ප්‍රකාශ කරමු .

පසුගිය මැතිවරණයේදී ඔබ විසින් ජනතාව ට ඉදිරිපත් කල “මෛත්‍රී පාලනයක්- ස්ථාවර රටක් ” නමින් වූ මැතිවරණ ප්‍රකාශනය හා විශේෂයෙන් “සොබාදහම රැකගැනීම” පිලිබඳ ව වූ ජනතා පොරොන්දු පිලිබඳ මුලින්ම අවධානය යොමු කරමු.

• වනාන්තර සහ වන සතුන් ආරක්ෂා කිරීමසඳහා වන විනාශය වැලැක්වීම හා සංවේදී පරිසර පද්ධති රැකගැනීම සඳහා තරාතිරම නොබලා සියලූ පරිසර නීති කි‍්‍රයාත්මක කිරීමට අවශ්‍ය පසුබිම සකස් කරන්නෙමි. එහිදී ග‍්‍රාමීය ප‍්‍රජාවගේ සම්ප‍්‍රදායික ජීවනෝපායට අගතියක් නොවන පරිදි වන සංරක්ෂණය පිළිබඳ පැහැදිලි ප‍්‍රතිපත්තියක් ඇති කොට ක‍්‍රියාත්මක කරනු ලැබේ.

• සත්ව හා වෘක්‍ෂ ලතා ආඥා පනත නොබියව හාපක්‍ෂග‍්‍රාහී බවින් තොරව දැඩි ලෙස ක‍්‍රියාත්මක කිරීමට කටයුතු කරන්නෙමි.

• නූතන පරිසර ගැටළුවලට මුහුණ දීමට හැකිවනජාතික පරිසර ප‍්‍රතිපත්තියක් සම්පාදනය කරන්නෙමි. දේශගුණික විපර්යාසය නිසා සිදුවන නියඟය ලැව්ගිනි ගංවතුර නාය යෑම් සුළි සුළං කුණාටු සහ සමුද්‍ර ඛාදනය ආදී විවිධ වූ ආපදා සහ අනතුරු අවම කිරීමේ වැඩසටහන් ක‍්‍රියාත්මක කෙරේ.
• අනතුරු අවමකර ගැනිමේ ක‍්‍රමෝපායන් නිර්මාණය කොට ක‍්‍රියාත්මක කිරීම සඳහා අදාළ නියෝජිත ආයතන සමඟ ඵලදායි සබඳතාවයක් පවත්වාගෙන යෑමට හැකිවන පරිදි සෑම ප‍්‍රාදේශිය ලේකම් කාර්යාලයකම ආපදා කළමනාකරණ මධ්‍යස්ථාන විධිමත් ලෙස ස්ථාපිත කරන්නෙමි

 

 

මෙම කරුණු රටේ ජනතාවට අතිශය වැදගත් වූ පරිසරය සුරැකීම පිණිස ඉතා වැදගත් බව අප පිළිගනිමු. එලෙසම රටේ පරිසරය විනාශ කිරීම පිණිස කටයුතු කරන අපරාධකරුවන් සිටී නම් ඒ පිලිබඳ ව ඉතා ඉක්මනින් කටයුතු කිරීමේ, ඔවුන්ව හෙලිදරුව කිරීමේ , ඔවුන්ට නිසි දඬුවම් කිරීමේ හා මෙවැනි ජාතික අපරාධයන් නැවත සිදු වීමට ඇති ඉඩකඩ වලක්වාලීමේ  වැදගත්කමත් අපි අවධාරණය කරමු.

 

ශ්‍රී ලංකාවට මෙන්ම කලාපයටම පාරිසරික මෙන්ම ආරක්ෂක අතින්ද වැදගත්වන සිංහල ජාතියට හා බෞද්ධයින්ට අතිශය වැදගත් වන “විල්පත්තු වන විනාශය” පිලිබඳ පසුගිය කාලය තුල බොදු බල සේනා විසින් කරනු ලැබූ අදහස් දැක්වීම් හා පැහැදිලි කිරීම් ඔබගේ අවධානයට යොමු කරමු. මේ හා සම්බන්ද මුලික පුද්ගලයා ඔබගේ රජයේ ඇමතිවරයෙක් හා ජාතික විධායක සභාවේ  සාමාජිකයකු බවත් ඔහුට එරෙහි පැමිණිලි කර ඇති බවත්, “සිරස” රුපවාහිනී නාලිකාවට අනුව මෙම පැමිණිලි ගැන කිසිදු පියවරක් නොගෙන ඇති බව දිනපතාම වගේ ප්‍රවෘත්ති මගින් දැනුම් දෙන නිසාත්,  මෛත්‍රී පාලනය විසින් ප්‍රවර්ධනය කරනු ලබන “යහපාලනය” යටතේ මේ තත්වය නොගැලපෙන නිසාත් , විශේෂයෙන් පසුගිය මැතිවරණයේදී ඔබ විසින් ජනතාව ට ඉදිරිපත් කල “මෛත්‍රී පාලනයක්- ස්ථාවර රටක් ” නමින් වූ මැතිවරණ ප්‍රකාශනය හා විශේෂයෙන් “සොබාදහම රැකගැනීම” පිලිබඳ ව වූ ජනතා පොරොන්දු  වලට මෙම තත්වය නොගැලපෙන හා එම පොරොන්දු වලට  එරෙහිව සිදුවන අපරාධයක් නිසාත් , මේ පිලිබඳ ව බොදු බල සේනාවේ අවධානය යොමු වූ අතර ඒ අනුව බොදු බල සේනා මහ ලේකම් රාජකීය පණ්ඩිත  පුජ්‍ය ගලගොඩඅත්තේ ඥානසාර හිමි ඇතුළු නායක හිමිවරින්ගේ උපදෙස් පරිදි මෙම ලිපිය මගින් ඒ සම්බන්ධව අපගේ අසතුට හා විරෝධය පල කිරීමට තීරණය කල අතර ඒ අනුව උක්ත තත්වය  ඔබගේ අවධානයට යොමු කරනු ලබන අතර මේ පිලිබඳ ඉක්මන් පියවරක් ගනු ඇතැයි අපේක්ෂා කරමු.

RAF Is Preparing to Open “Noora Village” and “Al-‘Abdul Ghani Mosque ” Soon 

Dr. Al-Qahtani said: Our projects in Sri Lanka aim at making the Muslims remain in their areas.”  

Mr. Badr al-Din said: I call upon charity organizations to contribute in providing housing for 100,000 displaced people in northern Sri Lanka. 

 

60 schools and 79 mosques in “Manar” were destroyed during the war and 2,000 orphans need care.  

 

HE Mr. Rashad Badr al-Din, Minister of Commerce and Industry in Sri Lanka paid a visit yesterday to Sheikh Thani bin Abdullah Foundation for Humanitarian Services “RAF”, on the sidelines of his participation in the Forum being held in Doha.   

 

On the other hand, Dr. Ayed Bin Dabssan AL-Qahtani, Chairman of the Board of Trustees and General Director, discussed with the visiting Minister the implementation of a number of developmental and charity projects for the Muslims of Sri Lanka, as well as the arrangements for the launching of “Noora Mohamed Mahmoud Village” project, may Allah have mercy upon her, and other projects carried out by “RAF” in Sri Lanka during the past few months. 

 

At the beginning of the meeting, HE the Minister of Sri Lanka expressed his thanks and appreciation to the State of Qatar, its Emir, its government, and its people for the considerable efforts which they carry out for the needy people in his country, praising the efforts undertaken by Sheikh Thani bin Abdullah Foundation for Humanitarian Services “RAF”, and Jassem and Hamad bin Jassim Charity Foundation in providing shelter for the residents who were displaced from their homes 20 years ago during the conflict between the Sri Lankan government and Tamil. 

 

Besides, the Sri Lankan Minister presented to the Chairman of the Board of Trustees of “RAF” some studies for projects that need funding during the coming period, the most important of which are an orphanage, a number of schools and mosques.  RAF General Director promised to study these projects and work onMARKETING them during the coming period. 

 

Additionally, HE the Minister discussed with Dr. Ayed Al-Qahtani the implementation of a number of vocational training centers for a number of returnees from forced displacement. 

 

The meeting was attended on the Sri Lankan side by Mr. Riad Badr Eddin, Head of the Housing and Resource Development Organization in Sri Lanka, and Mr. Farouk, and on the side of RAF Foundation, it was attended by Engineer Jassim Al-Shamri, Director of International Programs and Projects, and Mr. Ibrahim Ali Abdullah, Director ofMARKETING and Media in “RAF”. 

Noora Village 

 

“RAF” Foundation is preparing during the coming period for the opening of “Noora Mohamed Mahmoud Village” project, may Allah have mercy upon her, which was established with the funding of the heirs of the notable Abdul Jaleel al-‘Abdul Ghani, may Allah have mercy upon him, which is considered as one of the main components of Sheikh Jassim bin Jabor modal City in Sri Lanka.

 

The village includes 100 residential units, a Center for the Memorization of the Quran, and a mosque where Friday prayer is held, and it contributes to the provision of adequate housing for 100 Sri Lankan Muslim families who were displaced during the war against the Tamils during the past decades. 

Also, RAF Foundation contributed to digging many wells for the Muslims of Sri Lanka, as part of its contribution in providing them with drinking water. 

 

Al-‘Abdul Ghani Mosque 

RAF Foundation is also preparing now for the opening of Al-‘Abdul Ghani Mosque, which is the largest mosque where the Friday prayer is held in the center of Manaar city, north of Sri Lanka, which was funded by a generous donation from the notable ‘Abdul Rahman bin Abdullah Al-Abdul Ghani. 

 

Our Duty Towards the Muslims In a press declaration on the sidelines of the visit, Dr. Ayed Bin Dabssan Al-Qahtani, Chairman of the Board of Trustees, and Director General of “RAF” Foundation stressed that the project of the village and the projects of mosques and wells carried out by RAF Foundation in Sri Lanka aim at making theMuslims remain in their areas from which they were evicted forcibly, and also they are considered the least obligation towards the Muslims of Sri Lanka. He praised the cooperation between the Qatari charity organizations and the Sri Lankan government represented by HE Rashad Badr al-Din, Minister of Trade and Industry, and he pointed out to the facilities provided by the Sri Lankan government to the charity organizations working there.

On his part, HE Mr. Rashad Badr al-Din, Minister of Commerce and Industry of Sri Lanka offered his thanks and appreciation to the State of Qatar, its Emir, its government, and its people for the great efforts which they provide for the Muslims of Sri Lanka, especially those who have been displaced from their areas during the conflict between the Sri Lankan government and Tamil without any reason, as they were not a party in the conflict. 

 

Moreover, the Minister praised the great efforts undertaken by Sheikh Thani bin Abdullah Foundation for Humanitarian Services “RAF”, and Jassem Hamad bin Jassim Charity Organization in providing housing to accommodate the displaced people, through the adoption of a number of projects of residential villages within the City of Sheikh Jassim bin Jabor Al-Thani, may Allah have mercy upon him, in the area of Manaar” northern Sri Lanka, which has the largest number of Muslims. 

 

Call for Charity Organizations

The Sri Lankan Minister called upon the Qatari charity organizations to participate in the project of providing housing to the displaced people from their homes whose number is more than 100,000 people who are in need for 20,000 houses to house them, noting that the cost of one single house costs approximately 21,000 QR, which is the construction cost only, and the Sri Lankan government undertakes to provide the infrastructure for the residential villages, as well as the delivery of facilities such as water and electricity and other services, as part of its contribution to provide shelter for the displaced Muslims from their homes. 

He explained that when the displaced people returned several years ago to their homes in those areas they found that their homes, mosques and schools for their children had been destroyed during the war, pointing out that the region had 60 schools and 79 mosques, which had all been destroyed during the war, as well as the destruction of about 20,000 homes. 

2000 Orphans 

Among the most important needs for the Muslims of Sri Lanka, Mr. Badr al-Din said that the projects urgently needed by the Muslims in Sri Lanka is the project of orphanages as there are over 2,000 orphans in the region of Manaar, northern Sri Lanka who need care and support, noting that the cost of building an orphanage is 2 million dollars. 

He added that the school projects are also among the important projects needed by the Muslims in this region, pointing out that the project of one single school costs about 350,000 QR. 

The Muslims there also need many training centers and vocational rehabilitation, especially in the fields of hunting (fishing), agriculture and other fields which contribute to providing a stable source of income for many poor families who left their homes without taking anything with them, and they returned to their homes without finding anything in them. 

About the number of Muslims and their proportion in Sri Lanka, HE Mr. Rashad Badr al-Din clarified that the number of Muslims in Sri Lanka is 2 million people, who represent 10% of the population and they are spread over most cities in Sri Lanka, noting that there are 100,000 Muslims in Manaar district, northern Sri Lanka, who suffer from very difficult conditions because of being displaced during the war.
