Contempt rule against Ranjan: AG submits draft rule to SC

The Attorney General today (30) furnished a draft Rule before the Supreme Court against Deputy Minister Ranjan Ramanayake complaining of him for having committed an alleged offence of Contempt of Court.

The Bench comprised Chief Justice Priyasath Dep, Justices Vijith K. Malalgoda and Lalith Dehideniya, who will peruse it and make a decision on September 5.

The Court on June 18 directed the Attorney General to furnish a draft Rule against Deputy Minister Ranjan Ramanayake to show cause as to why he should be charged for in respect of two petitions complaining of him for having committed the alleged offence of Contempt of Court.

President’s Counsel M.A.Sumanthiran with Jerusha Crossette Thambiah appearing for Ranjan Ramanayake submitted that the procedure should be followed in all courts according to Section 793 of the Criminal Procedure Code in Chapter 9 which reads the procedure shall be followed in all courts.

Accordingly, it is the person who complains who should forward the summons containing the charges to be served on the respondent and the Attorney General has no role in the proceedings.

Additional Solicitor General Priyantha Navana had cited that the proceedure followed in former Minister S.B. Dissanayake’s case was that it was the Attorney General who drafted the Rule for Contempt.

However, Counsel Sumanthiran submitted that this case could not be followed because the expressed provision of the law was not followed in that case and that the practice of the Court cannot override the expressed provision of law.

Additional Solicitor General Priyantha Navana with Senior State Counsel Shuharsho Herath appeared for the Attorney General.

Sri Lanka Podujana Peramuna to take legal action against Election Commission

Sri Lanka Podujana Peramuna (SLPP) Chairman Professor G.L. Peiris today said they would constitute action in the Supreme Court (SC) asking for a writ against the Election Commission (EC) over its failure to hold elections for the dissolved Provincial Councils (PC).

Addressing the weekly SLPP news briefing, he said the writ would be sought against the EC to compel it to discharge its constitutional duty and to hold the PC elections without further delay.

The current session of the Supreme Court will come to an end this week and therefore, I, as the Chairman of the SLPP will constitute action in the SC during its next session which is at the end of August. The SLPP will do so to ensure the people’s right of exercising vote which is a part of sovereignty as assured by the article (3) of the Constitution,” he said.

He said six out of the nine PCs would be defunct by October this year with the latest dissolving of the PCs of Central, North Western and Northern by October.

He said the government brought the Provincial Councils Elections (Amendment). Act, No. 17 of 2017 to replace the Provincial Councils Elections Act (No. 2 of 1988), but the new Act never went through all processes of Parliament.

Kuwaiti couple banned from leaving country

Negombo Magistrate Sajindra Jayasuriya today banned the Kuwaiti couple, who allegedly assaulted Customs officials at the BIA on Friday, from leaving the country.

The Magistrate also ordered the couple to appear in the Court on August 10.

Five officials of the Customs Department, including a woman, were allegedly assaulted by the couple at the Bandaranaike International Airport (BIA), when they were requested to quarantine their pet dog.

They were later arrested and produced before the Negombo Magistrate Court by the Police.

Maithripala Sirisena insists that he will carry out the death penalty. His mere statement has caused an avalanche of protests. EU has threatened to withdraw the Generalized Scheme of Preference (GSP+) facility.

International NGOs have warned the Government of dire consequences if the moratorium on the death penalty was lifted. At a recent seminar titled, ‘Countering Drug Trafficking in the Indian Ocean. The Role of the UNODC and the Southern Route Partnership,’ Shanaka Jayasekara warned that as the UNODC does not endorse the death penalty, the West will no longer share its intelligence with Sri Lanka if a prosecution leads to a death penalty. These threats have irked many for this is a domestic matter to be decided solely by Sri Lankans. What Sirisena had really done in effect is to stir up a hornet’s nest, to once again distract us from a more contentious issue: the sale of the Mattala Airport to the Indians.

The West’s and the West-funded bodies’ stand is not surprising. During thirty years of war against terrorism, their undisguised sympathy was with the terrorists. Now that terrorism is history in Sri Lanka, their sympathies are with the criminals who are mostly drug barons, traffickers and dealers. The schoolchildren and the youth who are their most common victims do not factor in the equation. These so-called human right defenders have a problem with the State-sponsored executions that would take place after a detailed judicial process where the accuser will be given every possible support to defend himself and prove his innocence. If the accuser cannot afford a defence, the State will go to the extent of providing him/her one.

Murders However, the ordinary citizens have no such organized defence against the rising tide of the underworld menace and drug-related crimes. It has been reported that in the first six months of this year there had been 252 killings. All these killings might not be directly drug-related. What this figure shows though is the strengthening of the underworld, which is the hub of drugs and drug-related crimes. In these executions, often the judge, jury and the executioner is the killer himself. The victim is not given any chance to defend him/herself or appeal against the ‘sentencing’. Most of these executions are carried out in broad daylight and sometimes include victims who happen to be mere bystanders. There also had been a number of mistaken identities as well. Such is the carelessness of the killer.

Jayasekara, who is the Programme Coordinator for the United Nations Office on Drugs and Crime (UNODC), Regional Office for South Asia, does not explain the reasons for the West to withhold intelligence that has the potential to save thousands of young lives. The destruction of lives from narcotics is absolute and unparalleled. Over 50 countries still carry out the death penalty. In US, out of 50 states, 31 practises capital punishment. Pakistan lifted its moratorium on death penalty in 2014 and has since then executed 465. In 2018, the GSP+ facility for Pakistan was extended by another two years.

Trigger reaction Sirisena’s remarks over the death penalty would have been just that – a remark – had it not been for the trigger-reaction of the West and West-funded bodies. It is this blatant hypocrisy of the West that trade with countries that already carry out executions without a murmur and the crocodile tears they shed for those who violate the human rights of others that  ensue a debate on the topic.

This very cleverly ignited debate dominates the front pages of the newspapers with at least one or two headlines every day. This thus essentially drowned the hush-hush negotiations taking place with the Indians over the national asset, The Mattala Airport. Vested interest parties derided the infrastructural developments taken by the previous government as white elephants. This derision was blindly accepted by many, including learned editors reputed for their independent, apolitical thinking.

Magampura Port and the Mattala Airport were touted as the two main white elephants. This was simply because of the location. Both are in the constituency of the former President Mahinda Rajapaksa. Therefore, many assumed without further analysis that these projects were built just to bolster his political image.  These independent thinkers overlooked two important factors. The first was, they overlooked who first brayed that these were white elephants. It was the then Opposition (who are now in Government). They derided everything the previous Government did – including its successful efforts to eradicate terrorism. They insulted the Security Forces, ridiculed the victories over terrorism and celebrated the setbacks. Until the very end, they denied the glaring truth that was obvious to the rest of the nation, which was that we were winning the war against terrorism. Apparently such poor judgment did not suffice to discredit them.

The other factor that was overlooked was the location. Yes, it is where Mahinda Rajapaksa hails from, but that is not all there is to it. The location of the Magampura Port was decided on because it is the closest in proximity to one of the busiest shipping lines that is forecast to grow in greater importance, in time to come. Sixty per cent of fuel to China goes via these lanes. This entire area was designed to become a huge industrial zone and the naval and air hub of Southern Asia.

The one question that must be answered by all those who wrote almost daily against these two ventures is simple: If these two were white elephants, why would the Chinese and the Indians want those?”

It has been argued that such a small country as ours do not need two international airports. If so, why is this government talking of investing USD 65 million to expand and convert the existing Sri Lanka Air Force’s airbase at Hingurakgoda to a second international airport? What is the master plan? How will it help the Sri Lankan economy grow? Will it be just a mirror image of the Katunayake International Airport or something much more as envisioned for the Mattala Airport? These are the questions this government needs to answer.

The Mattala Airport was built in a sparsely populated, jungle-dominated area. Its current isolation and lack of basic facilities like a taxi service inclusive transport system, hotels within the vicinity were added to its discredit. These protestors forget what Colombo looked like a hundred years ago, what areas around Battaramulla, Hokandara and Athurugiriya were like a couple of decades ago.

From the muted buzz it is apparent that the controlling share of the Mattala Airport would be given to the Indians just as the Magampura Port was handed over to Chinese management. On the face of it, the ownership is still with us. However, the deal is such, that we are to be responsible for the security of our national assets, whilst it will be milked by the foreign powers. The greatest irony is that whilst we provide naval security to the Magampura Port, the Sri Lanka Navy must pay rent to the Chinese management for ‘occupying’ the Port property.

Premier Wickremesinghe gave a controlling share of the Magampura Port to the Chinese. He is now working hard to give a controlling share of the Mattala Airport to the Indians. In effect he is bringing two archenemies within kilometers to one another in a land that has no issues with either party. He is now cheeky enough to advise the Sri Lanka Navy to be ready to battle a ‘submarine war’. In effect, he admits that their battles will be on our land and their collateral damage would be us. At the very least, Wickremesinghe should tell us what measures his government has planned to face such an eventuality.

Watching the unfolding events, it is clear we do not have a Nationalist Government nor a Liberal Government. What we have is a sadistic government that is deliberately laying a trap against its own people and waiting with undisguised glee for the results to yield.

Mahinda is the most popular politician in country – Duminda

Minister Duminda Dissanayake says that he also admits that the most popular politician in the country is the former president Mahinda Rajapaksa.

He made this statement joining a public meeting held in Mihintalaya area.

He says that, 16 people, who praised President Maithripala Sirisena for 3 years and enjoyed ministerial portfolios, have now joined the opposition in the fear of losing their parliamentarian status after seeing the past LG election results.

SLFP is a party that has a President and every SLFP President had served two terms, Minister pointed out.

SLFP has the strength to make Maithripala Sirisena the President once again, he added.

Six of nine provincial councils will be void in two months – G. L. Peiris

Six out of the nine provincial councils will be void following another two months, the Chairman of Sri Lanka Podujana Peramuna (SLPP) Prof. G. L. Peiris.

According to him, the Chairman of the Election Commission is also avoiding his responsibilities regarding this issue.

Prof. G. L. Peiris made these comments at a press conference held in Colombo today (30).

Responding to a query, he said that, the statement made by the Elections Commissioner that he has nothing to do with regard to this issue and that only the parliament is able to provide a solution, is unlawful.

He further stated that a case will be filed at the High Court against the Chairman of the Election Commission with regard to the issue.

The current government is clandestinely postponing the elections and sabotaging its process, added Prof. G. L. Peiris.

O Cassandra……….O Cassandra !

I was distressed to read her comment in her article in The Island of 20th July last Friday. I refer to the following comment by her.

Cassandra’s short comment: they joined the armed forces knowing full well this was in line with duty; they had to serve the country, run personal risk and save the country at any cost when called upon to do so. So the eternally touted boast they saved the country risking their lives has to stop. It holds no water with thinking people. They did save the country from the LTTE menace and the civil war ignited by those northern terrorists, but they had to fight and do their utmost to save the country as they were trained and paid to do so. It was their job, in short.”

For a moment it set me thinking, OK, that was their job to fight for their country. What if they did not, for the fear of allegations of violating any human rights of the terrorists and lost the war effort? Of course that does not mean that they committed ‘war crimes’ when they ultimately defeated the Terrorists.

Also it struck me whether they would think for a moment: Is this the kind of people to ensure whose safety that we fought and lost the lives and limbs of our colleagues?  Do people like Cassandra who trifle the life of citizens of our country, leave alone, the people who fought in the war, ever seen the horrors of the battle field? Have they ever gone through the anguish, pain and despair of the mothers of the thousands of such soldiers whose dismembered bodies were brought in closed coffins to their miserable village huts some of which were not big enough  to accommodate those coffins? Have they ever visited an injured soldier in hospital and shared his pain?  Luckily, most of them do not read the newspapers written in the language of the Casandra types. If they did, perhaps these Cassandras may have to rush for police protection.

  1. Let us agree since they were paid salaries they jolly well die in war. In the 1818 Rebellion of Uva thousands of our people died in their fight and lost all their young sons, cattle, food crops and other devastation by the British. They fought in an effort to take back their country that they ceded to the British I their desperation. Did they fight and lose their lives families and everything, because they were paid to do so by the Cassandra types of then?

She then goes on to say,”Secondly and most importantly, they cannot and should not threaten persons who are making decisions on account of the posts they hold. Here it is Dr. Deepika Udagama, Chairperson of the Human Rights Commission, an excellent, prestigious academic who has proved herself in all the positions she has held: senior lecturer in the Faculty of Law, University of Colombo; Dean of the Faculty of Law, University of Peradeniya; and now Head of the HR Commission of Sri Lanka. She is a pioneer in creating awareness on the broad subject of human rights to a wide audience, particularly university students, initiating and creating as she did in the early 2000s, the Centre for the Study of Human Rights, which is thriving and now recognized worldwide. She is an excellent speaker and equally fluent in English and Sinhala. That is a mighty qualification. Academics of her caliber should not be treated with the slightest sign of disrespect. Doubly so in this case as she as a woman, and deserves more respect.”

 

In this instance, with all due respect to Dr. Deepika Udugama, I would ask, was she not paid a salary to do her job, as much as the soldiers to die in war? Is it not a job hazard in her job to become subject criticisms and threats? In this country even judges have been killed in their jobs of dispensing justice. Did not some of the soldiers too had obtained high qualifications in their own trade of  Military arts and have earned Medals of honour, some of them posthumously? They are not different from Dr. Udugama in their own profession. Thankfully, she too did not lose any of her family members or friends in the war. So she could not be sensitive to the anguish of the surviving soldiers who painfully and helplessly watch their colleagues die in the battle field. So are we so hardhearted that we would not leave some margin for our war heroes. some who may be even still suffering from PTSD whilst fighting for the salary they were paid to ensure the safety of such ungrateful as Cassandras?

We hope this does not in any way affect Dr Deepika Udagama, more so in hurting her feelings. She deserves respect from all Sri Lankans; she has earned it internationally.” Would Cassandra entertain similar feelings for our war survivors, who have returned home after having secured the territorial integrity of our country after fighting for over 30 years, where several international Militaries in the world have evinced interest to learn how they did that?

I wish to draw the attention of the Cassandra types to the attitudes of a another kind of soldier who fought many battles to uphold the honour of our country in the field of international cricket when he was honoured to be invited to deliver the prestigious Collin Cowdry oration at the Lords.

Having recollected during his speech the terrorist attack in Lahore, Sangakkara recounted an unforgettable experience he had with a Sri Lanka soldier back at home. Sangakkara told the audience: A week after our arrival in Colombo, from Pakistan, I was driving about town and was stopped at a checkpoint. A soldier politely inquired as to my health after the attack. I said I was fine and added that what they as soldiers experience every day we only experienced for a few minutes, but managed to grab all the news headlines. That soldier looked me in the eye and replied: “It is OK if I die because it is my job and I am ready for it. But you are a hero and if you were to die it would be a great loss for our country. I was taken aback. How can this man value his life less than mine? His sincerity was overwhelming. I felt humbled.

For them, avoiding bullets, shells, mines and grenades, was imperative for survival. This was an experience that I could not relate to. I had great sympathy and compassion for them. “This war affected the whole of our land in different ways. Families, usually from the lower economic classes, sacrificed their young men and women by the thousands in the service of Sri Lanka’s military.

“Even Colombo, a capital city that seemed far removed from the war’s front-line, was under siege by the terrorists using powerful vehicle and suicide bombs. Bombs in public places, targeting both civilians and political targets became an accepted risk of daily life in Sri Lanka. Parents, travelling to work by bus, would split up and travel separately so that if one of them died the other will return to tend to the family. Each and every Sri Lankan was touched by the brutality of that conflict. An experience with which I could draw parallels. That was until we toured Pakistan in 2009.”

That is how Cassandra, sensitive people of substance react in these situations. The difference is that it may be in his blood. His ancestors may have fought in the Uva Rebellion.

මෛත්‍රිපාල  සිරිසේන ජනාධිපති  තුමනි ඔබ තරහෙන් ක්‍රෝධයෙන් පළිගැනීමේ චේතනාවෙන්  ගෙන යන වෛරී දේශපාලනය නතරකිරීමට කාලය එළඹ තිබේ. ඔබේ අග්‍රාමාත්‍ය වරයා විසින් අනිවාර්යෙන්ම විදේශිඛයන්ගේ සහායෙන් ලියු 19වන ව්‍යවස්ථා සංයෝජනයෙන් ජනාධිපතිවරයාගේ තනතුර අත්හිටවීමට ගත යුතු පියවරවල් සඳහන් කරතිබෙන අතර අග්‍රාමාත්‍ය වරයාගේ තනතුර අත්හිටවීමට ගතයුතු පියවරවල් සඳහන්කර නොමැත.

ඇත්තවශයෙන්ම ජනාධිපතිතුමනි ඔබ ඔබේ අග්‍රාමාත්‍ය වරයා ඔහුගේ අමෙර්කානු හා බටහිර හිතවතුන්ගේ උපදෙස් පරිදි ඔබ පිටුපස සිට කරන ක්‍රියාවන් ගැන ඔබ දන්නා දෙයක් නැත. 2015 ජනවාරි මස 8වනදා ඔබ ජනාධිපති  ධූරයට පත් ඌවාට පසු ශ්‍රී ලංකාව සීග්‍රයෙන් අගාදියට ඇදීයාම පටන්ගත්තේය. ඒ නිසා අද ලංකාව වැටී තිබෙන මැනුම්කල  නොහැකි දීර්ඝ ප්‍රපාතයෙන් ගොඩගෙන ඔබ මේ භාග්‍යමත් අතීත සිංහල මුතුන් මිත්තන්ගේ රටේ ජනාධිපති වන්නට  පෙර තිබු තත්වයට මේ රට නැවත ගෙන ඒම සුළුපටු කාර්යයක් නොවෙනවා ඇත.

එබැවින් ඔබේ විදේශික වන්දනාගමන් යාම අත්හිටුවා  අගාදියට වැටී තිබෙන, යහපාලනයට පෙර තිබු මේ භාග්‍යමත් රටේ  ඉතුරුවී තිබෙන යම් තැනක නැවතී, කොන්දක් තිබෙනවානම් එය කෙලින් කරගෙන ඔබ වටා  සිටින ඔබ ජනාධිපති පුටුවට උස්සා තියා ඔබේ නිවට නොන්ජල් කමෙන් ප්‍රයෝජන, ගෙන රට හුරා කාගෙන, මහා බැංකුව මංකොල්ලකාගෙන, සිංහල මහා ජාතිය විනාශකර, රටබෙදා විකුණනාගෙන,  ධන කුවෙරයන්වී උන්ගේ උපන් පෙදෙස්වල හොර සල්ලිවලින් හදාගත් මහා මන්දිර වල පදිංචියට යන්න මානබලන  දුෂ්ඨ අධම දේශපාලන නිවටයින් පන්නා දැමීමට  දැන්වත් ඉක්මන් ක්‍රියාපිලිවෙලක් සොයාගත යුතුය.

සිරිසේන ජනාධිපති  තුමනි, ජනාධිපති මහින්ද රාජපක්ෂ තුමා ගේ  මහින්ද චින්තනය මෙන් රට දියුණුකිරීමට සුදුසු මාහැඟි දර්ශනීය  වැඩපිළිවෙලක් සකස් කර, අවුරුදු තිහක ත්‍රස්තවාදය නිමාකර, ලංකාව නිදහස ලබාගත්තාට පසුව සිටි  කිසිම අග්‍රාමාත්‍ය වරයෙකුට  හෝ ජනාධිපතිවරයකුට කල නොහැකිවූ විශාල දියුනුවක් කරා ශ්‍රී ලංකාව ගෙනයාමට හැකිවූ තරම් බලවත් දේශපාලන දර්ශනයක් ඔබට නැත.

ජනාධිපති තුමනි ඔබ දිග ඇරී ගිය දේශපාලන නුල්බෝලයක  පැටලී සිටියදී  යහපාලනය තවතවත් නොමග යවා ඇමෙරිකානු සී අයි ඒ වැඩපිළිවෙලක් අනුව ලංකාව විනාශකිරීමට  ගෙනයන  ඊනියා සංහිදියාව සඳහා කාර්ය භාරයක් ඉටු කරවාගැනීමට ලංකාවේ සිටින ඔවුන්ගේ එන් ජී ඔ ඒජන්තවරුන්ට  ඇමෙරිකාව ඩොලර් බිලියන ගනනාවක් ගෙවා ඇතිබව සඳහන්වී තිබේ.

අමෙරිකාව ලංකාව බෙදීම සඳහා ගෙන යන වෑයමේ අවශ්‍ය තාවයක් වූ  ලංකාවට අලුත් ව්‍යවස්ථාවක් සැදීම  සඳහා  යහපාලන ආණ්ඩුව  පෙලඹවීමට   ටී එන් ඒ  නායක සම්බන්තන් දේමල දේශපාලන උම්මත්තකයා සහභාගී කරවාගැනීමට  ඇමෙරිකානු තානාපති අතුල් කෙශප් සම්පන්දන් හමුවූ බවක්ද පසුගිය දවසක සිදුවුබව පත්‍රවල සඳහන් වී  තිබුනේය.

ඇමෙරිකාව හා බටහිර රටවල්  අපෙ රටට මෙතරම් හානි කරන්නේ ඈයි දැයි  ලංකාවේ ජනතාවෙන් බොහෝ දෙනෙක් නොදන්නවා ඇත. සමහරක් දෙනා මේ  විරුද්ධ පක්ෂය ගෙන යන බොරු ප්‍රචාරයක්යයිද සිතනවාද ඇත. මෙය මහජනතාවට පැහැදිලිව කියා දිය යුතුය.

 එනම්  ශ්‍රී ලංකාව දෙකඩ කිරීමෙන් අමෙරිකාවට පහසුවෙන්ම ලංකාව ඔවුන්ගේ අනසකට ගොදුරුකරගැනීමෙන්  චීනයට විරුද්ධ ඇමෙරිකානු නාවික  තොටුපලක්  ලංකාවේ සාදාගැනීමට ඉඩ ප්‍රස්තාව ලැබෙන හෙයින්ය අමෙරිකාව මෙතරම් දෙමළුන්ට සැලකිල්ලක් දක්වමින්  සංහිදියාව සඳහායි කියා   ශ්‍රී ලංකාව  බෙදීමේ වීයාපාරයක් ගෙනියන්නේ. ජනතාව මෙය හොදින් අවභෝදකරගත යුතුය. මෙය බොරුවක්නොවේ,  බොරු ප්‍රචාරයක්ද නොවේ.

 ඇමෙරිකානුවන්  සහ බටහිර රටවල් ශ්‍රී ලංකාවට තියා කොයියම් රටකටවත් ආදරයක්, කරුණාවක්, අනුකම්පාවක් ඇති එවුන් නොවෙ. මුන් තිරිසනුන්ටත් වැඩිය දරුණු හිතක් පපුවක් නැති අධර්මිස්ට, රටවල් වනසන මිනීමරුවෝ. මුන් ලිබියා, ඉරාකය, සිරියාව, ඇෆ්ඝනිස්තානය වැනි රටවල් බෝම්ඹ  දාල පොඩි පට්ටම් කරලා දහස් ගණන් මිනිස්සු මරලා විනාශකලා. මුන් කෙරිහි විශ්වාශයක් තියන්න බෑ.

මේ අපේ රට බෙදීමේ ඇමෙරිකානු ප්‍රයත්නයට  රනිල් අග්‍රාමාත්‍ය වරයා සහ මංගල සමරවීර  ගේ සහායද ඇමෙරිකාවට ලැබෙනු ඇත.  උතුරේ සහ නැගෙනහිර යුද කඳවුරු අහක් කරගැනීම හා  අයිතිකරුවන් යයි  කියාගන්නා  තෝරාගත් දෙමළුන්ට යුද හමුදාව ලබාගත් ඉඩම් ආපසු පැවරීමත් මේ රට දෙකඩ කිරීමේ ප්‍රත්නයේ තවත් වැඩ කොටසක්ය.

මේවා ඉතා සුක්ෂමව කරගෙන යනබැවින්  මේ කරුණු ඔප්පුකර පෙන්වීමට සාක්ෂි නොමැත. නමුත් දෙමල දයස් පොරාවත් ඇමෙරිකාව හා බටහිර රටවලුත් ඔවුන් ගේ උත්සාහයෙන් ගෙනා උන්ගේ රුකඩ යහපාලන ආණ්ඩුව පවතින කාලය අතරතුර ශ්‍රී ලංකාව දෙකඩකර විනාශකර දැමීමට උන් ඉක්මන් වැඩකොටසක් කරගෙනයයි.

ජනාධිපති තුමනි ඔබ මේ මත්ද්‍රව්‍ය ජාවරම්කරුවන් එල්ලාමරන්නට මහා ආන්දෝලනයක් කරගෙන ඔබේ හිත වෙන අතකට හරවාගෙන යද්දී ඔබේ පිටුපස ඇමෙරිකාවයි බටහිර රටවලුයි එක්වී බරපතල ලංකාවට හානිකර දේශපාලන ක්‍රියාවලියක් කරමින් සිටී.    ලංකාවේ වටිනා ආයතන රැසක් විකුනා දැමීමට ඔබේ අග්‍රාමාත්‍ය වරයා පොලොඹවාගෙන යනබවක් ඔබට නොපෙනේද නැතහොත් ඒවාට ඔබත් සම්බන්ධවී සිටිත්ද ?

මත්ද්‍රව්‍ය ජාවාරම්කරුවන් හා මිනීමරුවන් එල්ලාදැමීමෙන් මත් ද්‍රව්‍ය ජාවාරම් කරුවන් වත් මිනීමරුවන්වත් අධයිර්ය කිරීමට එල්ලුම් ගහ හේතුවක්වෙන්ණේනම් නැත. ඒ සඳහා අවශ්‍ය වන්නේ වඩාත් කාර්යක්ෂමවත්  පොලිස් සේවයක් හා පුහුණුකරන ලද විශේෂ පොලිස් භට කාන්ඩායමක්ය.  අද තිබෙන පොලිස් හමුදාව අග්‍රාමාත්‍යවරයාගේ හා එක්සත් ජාතික පක්ෂයේ දේශපාලන අතකොලුවක්ය.

දැන් නම් රනිල් සිරිසේන යුවල ගෙනගිය යහපාලනයේ  අදුරදර්ශී ක්‍රියාවන්  නිසා  ලංකාව විනාශයකරා යන ගමන නැවත්වීමට හැකියාවක් තිබෙන්නේ  ජනාධිපති සිරිසේන ලැබූ පදවියෙන් මත්වී අහස්යානවල පළමුවැනි පන්තියේ විදෙස් සංචාරයට  යාමට හුරු පුරුදුවී වැටී සිටින නින්දෙන් අවදිවී රනිල් වික්‍රමසිංහ   අග්‍රාමාත්‍යවරයා  ජනාධිපති බලයත් ඔහුඅතට පවරාගෙන  ලංකාව තවදුරටත් විනාශකිරීම නැවැත්වීමට  යම් වැඩ පිළිවෙලක් ඉක්මනට යෙදුවොත් පමණයි

ලංකාවේ දුප්පත් ජනතාවට නම් උවමනා යහපාලනය ට පයින්ගසා ඒ පාලක පැලන්තියම  එළවා දමා රට නැවතත් දියුණුකිරීමේ විධි මත් දර්ශනයක් ඇති ඥානවන්ත විශ්වාශය තැබීය හැකි පාලකයෙක් ලබා ගැනීමයි.

Except those under 11 all others will be ex-officio.

This Council will restore the traditional power of the Sangha in the Sri Lankan State.

*(The Secretary to the Treasury like in the Civil Service days should be the most senior and competent Public Servant from the Sri Lanka State Administrative Service. SLSAS should also be fully upgraded and reorganized to the level of the Premier Public Service and the steel frame of the machinery of the State)

The S N A C will be a non-political Supreme National Advisory Council that stands above all state institutions and individuals in the country by tradition and convention in time to come. It is an independent National Institution set up by Law/convention primarily to advise the State and to protect and safeguard national interest of the country and welfare of its people. It is expected that this Council will act as the guardian god to protect this country and the nation and the wellbeing of its subjects. This Council is to be formally appointed by the Head of the State, the Lakisuru/President of the Republic. The need for such a nonpolitical Supreme Council is stressed in the light of discriminations made by all politicians against the Sinhala nation since 1948 by going after minority votes. This type of mechanism is the need of the day as we have learnt enough lessons for the past 70 years by leaving everything in the hands of the politicians. All politicians right from the President downwards to the village council level should be stripped off of their excessive powers and make them true servants of the people

The functions of this council are enumerated under sec 5 in the Siya Panatha (see part 11 of the Mahanuwara Charter 2018.

Permanent National Planning Council ( Nitya Jatika Salesum Mandalayak)

It is also proposed that we also set up a Permanent National Planning Council consisting of 10 or 15 eminent persons in fields like Economics, Management, Administration, Finance, Agriculture, Environment, Industries, Medicine, Engineering, Technology, Education, Trade and Commerce, History and Culture of this country etc, to prepare the overall National Plan so that politicians will have only to implement national policies after they get elected. This Council will operate directly under the Head of the State.

Every plan prepared by this Council has to be formally approved by the legislature and the President of the Republic in consultation with the Supreme National Advisory Council

Structure of the State

1 A Strong Central Government   with an Executive President (to be called Lakisuru/Janapathi)

1 The President shall be elected by all the people in the country

The President of the Republic of Sinhale shall be elected by all the people. He will be the Head of the State, the Government and the Commander in Chief of the Armed Forces

The Selection and election of the President

It is proposed that THREE names of outstanding personalities be nominated as candidates by the Supreme National Advisory council to the Election Commission so that people also could have a wide choice. Selection could be made on public nomination or application by a candidate

After nomination is made and the approval of the Supreme Advisory Council, the Election Commission will arrange for three Public debates for the candidates over the TV to enable the people to select the best person. The aggregate of all votes received by a candidate should exceed 50 percent of the valid votes poled for him to be declared elected as the President. If no one gets 50 % then the third will be eliminated   and        a              second election be held to elect the President.                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                    Persons nominated for the post of President should be of unblemished character, over 40 years of age and who have rendered a distinguished service to the country in any field like Law, Politics, Administration, Academia, Science, Finance, Agriculture, Technology and Industry, Trade and Commerce  and Culture or any other professional field. He should be a proven National Figure acceptable to all at Home.

Only a Sinhalese Buddhist shall be nominated for this position. That was the inalienable tradition that has come down the ages. The Election will be conducted by the Election Commission and upon election the Lakisuru shall take a public oath at the Sri Dalada Maligawa in Senkadagala Nuwara in front of the Supreme National Advisory Council affirming that he will protect the country and its people and the Sambuddha Sasana as it was done in the past and promises to make the country a peaceful, prosperous and righteous land for the good of all he subjects of this Republic.

His term of office shall be 5 years. He should not run for office for more than two consecutive terms unless the whole country wants him back.

The President will not hold any portfolio but he will preside over the Amatya Mandalaya (Cabinet)

Prime Minister ( Agramatya)

An Electoral College consisting of the 18 Chairmen of the 18 Executive Committees as stated below will elect the most suitable person among them as the Prime Minister. The Prime Minister should be appointed from the Pahala Mantrana Sabhava.  He shall be formally appointed as the Prime Minister by the President of the Republic thereafter, with the concurrence of the Supreme National Advisory Council. The Prime Minister shall be in charge of the subjects of National Security, External Affairs, National Planning, Plan implementation and Buddha Sasana

The Jatika Rajya Sabha (JRS)

(Jatika Rajya Sabha (Parliament) shall consists of The President, Pahala Mantrana Sabha (PMS) and  Uttara Mantrana Sabha (UMS)

Rajya Sabha consisting of the two Houses shall be the supreme Legislative body in the country. Its legislative power is in-alienable.

The Pahala Mantraan Sabhava (PMS)

It will have 152 Members (140 elected to represent the 28 Districts at 5 Members per District and another 12 nominated to represent unrepresented sections of the society Eg, professionals and underprivileged sections  of the Society. The 28 Districts are to be set up under the Tun Rata Sabha system as given below.

The 12 nominated members will be appointed by the President on the recommendation of the Prime Minister with the concurrence of the Supreme National Advisory Council.

The Jatika Rajya Sabha will get the Jatika Rajya Sabha Nayaka and Niyogya nayaka (Speaker or Chairman and the Deputy Speaker /Niyogya sabhapathi) elected at its first meeting

When two members get elected as the Speaker and Deputy the balance 150 will form in to 15 Executive Committees. Each Committee will then elect one member as its Chairman and another as Deputy Chairman.

Where a Committee is unable to elect its Chairman and the vice Chairman the President, in consultation with the Speaker of the House will nominate Members from among the members of the Committees to be Chairman and his Deputy.

Uttara Mantarana Sabha,UMS (Senate)

There shall be a Senate of 36 members; 28 elected representing the 28 districts, and 8 nominated to represent eminent persons who have rendered a distinguished service to the nation in different fields such as Politics, Administration, Finance, Science, Education, Arts and Literature, Business & Commerce and Agriculture or any other field. Ethnicity and defeated candidates at elections should never be considered for these appointments. UMS will also have 3 Executive committees a with 3 Chairmen elected by them.

The 28 Senators shall be elected by each District at the General Election conducted for the election of Rajya Sabha and Rata Sabha Members by introducing a separate ballet paper giving three names for each District to be elected as Senators for the people to have a wider choice

The nomination for the Senate should be for the whole District and not for an electorate as in the case of a JRS or Rata Sabha (RS) Member. The one who gets the highest number of votes will be declared the Senator for that District as there is only one place for a District in the senate. If he resigns or dies the second candidate will succeed as the UMSember

Qualifications for one to be nominated and the process of selection and election will be the same as for a Member of the Jatika Rajya Sabha or Rata Sabha, the only exception is that they should be men and women of higher attainments than the others and shall be over 35 years of age.

At the first meeting of the new Jatika Rajya Sabha it will elect the Sabhanayaka (Speaker), the Deputy, the Committees and the Chairmen of Committees after the conclusion of the General Election. Thereafter the Members of the Rajya Sabha will form in to the 15 Executive Committees and each Committee will elect its Chairman.

The UMS will also elect the Chairmen of the UMS and set up the Committees and elect their Chairmen  at its first meeting

The President will then formally appoint the Chairmen of Executive Committees of the Jatika Raj Sabha and the UMM as Ministers.  The Committee Chairmen will thereafter elect one from among them as the Prime Minister.  The President then will formally appoint the Prime Minister and other Committee Chairmen as Ministers. Three Ministers including the Minister of Justice should be from the UMS.  No Minister or Deputy shall be removed by the President unless that Committee makes a request in writing from the President for reasons such as misconduct, insolvency, failure to perform his duties due to illness, misbehavior, breach of trust or finding guilty by a court of law etc.

This will remove the arbitrary powers of the President in appointing and removing Ministers and Deputies at his will to suit his private agenda like a despot, as it is done today and make the process more democratic and also allow the Ministers to work independently as representatives of the people, answerable to them instead of the President. Under the present system not only the Ministers and Deputies but all MPP and even the organizers have become virtual hostages in the hands of the President or Party Leader. So much so it has boiled down to a one man show- a virtual dictatorship. The proposed arrangement is expected to restore democracy and Yahapalanaya in its true sense once again in this country unlike today.

Terms of office of Jatika Rajya Sabha shall be 5 years starting on 15th of May immediately following the General Election that should be conducted in the first week of May.

The Amatya Mandalaya (Cabinet)

There shall be an Amatya Mandalaya of 19 (18 Ministers and the President of the Republic), 15 from the JRS and 3 from the Uttara Mantri Mandalaya. The UMM will also have three Executive Committees with three chairmen who will be appointed as Ministers. All the Chairmen of the Committees will function as the Cabinet presided over by the President but the President shall not hold any Ministry. Of the 18 Ministers three shall be selected from the Uttara Mantri Mandalaya and one of them shall be the Minister of Justice. The 15 Committees will be named on a functional basis like Agriculture, Industries, Finance & Public Administration & Home Affairs, Justice, Health and social Service, Education, Lands and Irrigation, Trade and commerce, Public Works, Cultural Affairs, Foreign Affairs, Defense, Shipping and Aviation, Telecommunications, Information & Media etc. Only functionally related subjects should be allocated to each ministry.

Machinery of Governance

The present system of Government departments, corporations and statutory bodies will continue to function after scrapping all superficial and redundant ones to maintain economy of governance. Subjects like Law and order, National Security and defense, Foreign Affairs, External trade, Fiscal and Monetary policy, National Planning and all other National level policies like Agriculture, Industries, Health and EducationA covering the whole Island shall be handled by the Central Government.

Sovereignty

Sovereignty of the people will rest with the people and it will be exercised by The President, Rajya Sabha and the Judiciary, and by the People at a referendum. The legislative powers of the Rajya Sabha shall be in-alienable

Government will execute its policies and Programmes at different levels through central government Departments, Disa Lekam Karyala (District Secretariats), Upadisapathi Karyala (Divisional Secretariats) and Gampati Karyala  and Rata Sabhas, Disa Sabhas, Upadisa Sabhas and Gam Sabha and Nagara Sabhas  at each level as people’s Councils dealing with Governance.

The Central government Officials at each level will function as the ex-officio Chairmen of the District and Divisional and Grama level Government institutions. For example the District Secretary of a District will be the Chairman of the Disa Sabha. Same principle will apply at Divisional level where the Divisional Secretary will preside over Upa Disa Sabha meetings, ending up with the Gampathi who will preside over the Gam Sabha at the village level. This of cause will be different from the elected Gamsabha where a elected Gamsabha member elected as Chairman will preside.

The Head of the District Secretariat should be named as District Secretary and Disapathi and he should be concurrently designated as Additional Secretary for all central Government Ministries. The term Government Agent should be removed from the vocabulary as they no longer perform their functions as an agent of a colonial Government. Similarly the designation of the GS should also be changed as Gampathi/Grama Lekam, so that there will be a meaningful and functional correlation between the three levels.

All these Government Institutions and Councils must be administered by professional Public Servants recruited through open competitive examinations where meritocracy shall be the hallmark.

When District and Divisional Sabhas are presided over by State officials as the agent of the central Government the quality as well as the efficiency of delivery of services and good governance will also increase as the decisions at these meeting will be more objective and not be politically biased, as it always happen when these meetings are presided over by politicians. This will also lead to better democracy. This arrangement will enhance the sovereignty of the people while at the same time strengthening independence and quality and efficiency of delivery of services by State officers at the same time.

Hypocrisy behind Black July 1983 remembrance

Every year local NGOs, human rights groups, the so-called international community, the pro-separatist Tamil Diaspora and other do-gooders never fail to remember the victims of ‘Black July’ 1983  in which many innocent Tamils were massacred and their property destroyed by mainly ruling party goons and other thugs taking advantage of the situation to loot, commit mayhem and murder, all of which tarnished Sri Lanka’s global image for decades and made the Sinhala people in general the culprits.

Remembering the victims is well and good.

However the bleeding hearts weeping over this bloody rioting conveniently forget the incident which sparked off the senseless violence.  The so-called yahapalana government too seems to have forgotten the 13 soldiers who died in the terrorist ambush.

It was the first time the Sri Lankan Army personnel gave their lives, resisting the attempts of the LTTE – which the FBI called the most dangerous terrorist group – (Taming the Tamil Tigers) to bisect the country. Thirteen soldiers of Patrol Bravo 44 under 2nd Lieutenant A.P.N.C. De S. Vass Gunawardena fought with great courage and bravery despite being taken unawares. (A. P. N. C. De S. Vaas Gunawardene

No, it’s not al Qaeda or Hezbollah or even HAMAS. The group is called the Liberation Tigers of Tamil Eelam (LTTE) or the Tamil Tigers for short.

Needless to say, the Tamil Tigers are among the most dangerous and deadly extremists in the world. For more than three decades, the group has launched a campaign of violence and bloodshed in Sri Lanka, the island republic off the southern coast of India.

මේ දවස උතුරේ ද්‍රවිඩ ජනතාවට මෙන්ම දකුණේ සාමාන්‍ය ජනතාවටද පිළිකුල්ය. ප්‍රභාකරන්ගේ කුරිරු ත්‍රස්තවාදය මෙන්ම දකුණේ ජාතිවාදීන්ගේ සැහැසිකම් ආරම්භ වූ දිනය ලෙස සැලකෙන 1983 ජූලි 23ට දැන් වයස අවුරුදු 35කි. ඒ තිස්පස් වසර පුරාවටම අප ලැබූ නීරස අත්දැකීම් බොහෝය.

වසර 35කට පෙර ඇරඹි මේ අභාග්‍යයට ආසන්නතම සිදුවීම බවට පත්වුණේ යුද හමුදා කණ්ඩායමකට ප්‍රභාකරන්ගේ මැදිහත්වීම මත එල්ල වූ බිම් බෝම්බ හා වෙඩි ප්‍රහාරයන්ය. එය හිත්පිත් නැති අමනුෂ්‍ය ක්‍රියාවලියකි. එකවර හමුදා රණවිරුවන් 13 දෙනෙක් මේ ප්‍රහාරයෙන් ජීවිතක්ෂයට පත් වූහ.

ප්‍රභාකරන්ගේ මේ අමනුස්සකමට දඬුවම් ලැබුවේ දකුණේ අහිංසක ද්‍රවිඩ ජනතාවය. ඔවුහු ජාතිවාදී අමනුස්සයන්ගේ ප්‍රහාරයට ගොදුරු වූහ. එහෙත් දකුණේ අහිංසාවාදී සිංහල ජනතාව අහිංසක ද්‍රවිඩ ජනතාව වෙනුවෙන් පෙනී සිටීමට තරම් කාරුණික වූහ. සිංහලයන් ඒ අහිංසක ද්‍රවිඩ පුරවැසියන්ට, හිතවතුන්ට ආධාර කළේ අවංක හදවතින් යුතුවය.
එදා ප්‍රභාකරන්ගේ අමානුෂික ප්‍රහාරයෙන් දිවි ගලවා ගත්තේ එකම එක හමුදා නිලධාරියකු පමණි. ඔහු දැනට විශ්‍රාම සුවයෙන් පසුවන කොමිෂන් ලත් නිලධාරි උපාලි පෙරේරාය. තවමත් ජීවතුන් අතර සිටින උපාලි ඇසින් දුටු සාක්ෂි නැවත නැවතත් විස්තර කරන්නේ මේ අයුරිනි.

“චාල්ස් ඇන්තනී” එහෙමත් නැත්තම් සීලන් කියන්නේ එල්.ටී.ටී.ඊ. නායක වේලුපිල්ලේ ප්‍රභාකරන්ගේ සමීප හිතවතෙක්. ඔහු 1983 ජූලි 15 වැනිදා චාවකච්චේරි මීසාලේ ප්‍රදේශයේදී හමුදා ප්‍රහාරයකින් මිය යනවා. ඒ සීලන් ආයුධ සන්නද්ධ කණ්ඩායමක් එක්ක යාපනයේ පතුරවපු ප්‍රචණ්ඩත්වය නිසා. විටින්විට යාපනයේ සන්නද්ධ ක්‍රියා ඇතිවෙමින් පැවැතුණා. මේ සිදුවීමෙන් පසුව ප්‍රභාකරන් තදබල ලෙස කෝපයට පත්වෙනවා. එහි පළිගැනීම තමයි ජූලි 23 වැනිදා ඔහු සිදුකරන්නේ.”

උපාලි පෙරේරා පවසන පරිදි ඔවුන් 1983 ජූලි 23 වැනිදා රාත්‍රියේ මුර සංචාරයක් සඳහා ගුරුනගර් කඳවුරේ සිට පිටත් වන්නේ 2 වැනි ලුතිනන් වාස් ගුණවර්ධන ඇතුළු 15 දෙනකුගෙන් යුත් කණ්ඩායමක් ලෙසිනි.

“මේ ආකාරයට ගුරුනගර් සිට නාග විහාරය, යාපනයනගරය, තෝපායි හරහා මාදගල් දක්වා මාර්ග පරීක්ෂාවේ යෙදෙන භට පිරිස් නැවත පැමිණෙන්නේ යාපනය විශ්වවිද්‍යාලය ආසන්නයටයි.

යාපනය විශ්වවිද්‍යාලය අසලට පැමිණෙන හමුදා සෙබළුන් රැගත් ට්‍රක් රථය හා ජීප් රථය ගමන් වේගය බාල කරන්නේ එම මාර්ගයේ ඇති අබලන් තත්ත්වය සැලකිල්ලට ගනිමින්.

මේ හරියේ පාර එක් තැනක අලුත්වැඩියා කටයුත්තක් සඳහා වසා තිබුණා. අපේ වාහන එතැනින් හිමිහිට ගමන් කළා. ගතවුණේ තත්ත්පර කිහිපයයි. එකපාරටම ලොකු පිපිරීමක් එක්ක වෙඩි වරුසාවක් එල්ල වුණා. පෙට්රල් බෝම්බ ප්‍රහාරයකුත් දියත් වුණා”

මේ මොහොතේ ජීවිත බේරාගත් හමුදා නිලධාරීන්ද සැඟවුණේ නැත. ඔවුහු තුවාල සහිතවම සන්නද්ධ කොටි සාමාජිකයන් සමඟ සටන් කළහ.
“ඒත් අපිට තේරුම් ගියා තවදුරටත් සටන් කරන්න බැරි බව. මොකද ඒ වෙද්දි මගේ වම් පාදයට වගේම මා ළඟින්ම සිටි ලාන්ස් කෝප්‍රල් සුමතිපාලගේ පපුවට වෙඩි වැදී තිබුණා. ඒ නිසාම මම සුමතිපාලවත් වත්තම් කරගෙන ඒ ළඟ තිබුණු ගෙදරක් ළඟට කළුවරේම දිව්වා.

ටික වෙලාවකින් එතැන හිටපු කොටි හිතුවා අපි සේරම මැරුණා කියලා. එහෙම හිතලා අපේ හමුදා සෙබළුන් ළඟට ඇවිත් ආපසු වෙඩි තියලා එහි තිබුණු ආයුධ හා පණිවුඩ හුවමාරු යන්ත්‍ර සේරම අරන් ගියා. ඒ අය මිය ගිහින් හිටපු අයටත් නැවත වෙඩි තිබ්බා”

සන්නද්ධ එල්.ටී.ටී.ඊ. පිරිස් මේ සැහැසිකම් අතැර දමා පලා ගියහ. ඊළඟ මොහොතේ උපාලි පෙරේරා වහා දිව ආවේ තම මියගිය සගයන් වෙතටය.
“මම එහෙම ගිහින් බලනකොට දැක්ක දසුන් මට අදටත් අමතක කරන්න බැහැ. ඒ තරම්ම ඒ දේවල් කුරිරුයි”

තුවාල ලැබ සිටි උපාලි පෙරේරා අනතුරුව වහා මේ බව තම ක¼දවුරට දැනුම් දීමට කටයුතු කළේ අසල තිබූ මධ්‍යම ගමනාගමන මණ්ඩලය වෙත අපහසුවෙන් යුතුව ගමන් කිරීමෙන් පසුවය. එහි තිබූ දුරකථනය අතට ගෙන ගැහෙන හදවතින් ඔහු මේ අවාසනාවන්ත අත්දැකීම දැනුම් දුන්නේය.

ඒ අනුව මොහොතකින් සහායක බළඇණි එහි ආවේය. ලාන්ස් කෝප්‍රල් සුමතිපාල හා කෝප්‍රල් උපාලි පෙරේරා මෙන්ම තුවාලකරුවන් අතර සිටි සැරයන් වෙලකරත්නවද යාපනය රෝහලට ඇතුළත් කරන්නට විය. එහෙත් මොහොතකින් එම සැරයන්වරයාද මිය ගියේය.

මේ සිදුවීම මේ අයුරින් සිදුවෙද්දී දකුණ ගිනි ගත්තේය. ඒ හමුදා සෙබළුන් 13 දෙනාගේ ඝාතනය හෙළා දකිමිනි. එදා පැවැති රජයත් මේ විනාශය සිදුවන්නට ඉඩදී පැය ගණනාවක් නීතිය අවනීතිය වන්නට ඉඩදී බලා සිටි බවට ඇතැම්හු චෝදනා කළහ.

කෙසේ හෝ පැය කිහිපයක් ගත වෙද්දී කොළඹ ඇතුළු වෙනත් ප්‍රදේශවලට අවනීතියේ ගිනි ඇවිළුණි. මිනීමැරුම් මෙන්ම දේපොළ විනාශ විය. කොල්ලකෑම් දෙගුණ තෙගුණ විය. ප්‍රභාකරන් බලාපොරොත්තු වූදේ ඕනෑවටත් වඩා ඉහළින් ක්‍රියාවට නංවන්නට තරම් ජාතිවාදීහු සැහැසි වූහ.
මේ සැහැසිකම් මේ අයුරින් සිදුවෙද්දී යාපනය ප්‍රහාරයට ගොදුරුව මිය ගිය සෙබළුන්ගේ අවසන් කටයුතු බොරැල්ල කනත්තේදී රහසිගතව සිදුකිරීමට එවකට සිටි රජය ක්‍රියා කළේය.

“එදා මා වෙනුවෙනුත් වළක් කපලා තිබුණා. අපේ ගෙදරට මා මිය ගිය බවත් දන්වා තිබුණා. ඒ නිසාම මගේ බිරිය තෝන්තු ගතියෙන් කොළඹ කනත්තට ඇවිත් තිබුණා.”
උපාලි පෙරේරාගේ බිරිය කොළඹ ආවෙ ගමනාගමන මණ්ඩලයට අයත් මොරටුව දක්වා පැමිණෙන බස් රථයකිනි. ඒ බස් රථය මොරටුව දක්වා පැමිණියෙත් කලකෝලාහල සිදුවන අතරතුරේදීය.

“මම මොරටුවේ ඉඳලා පයින්ම කොළඹට ආවා. ඒ කම්පනය මට අද වගේ මතකයි. එන පාරේ කඩ ගිනි ගන්නවා. දකින දකින තැන කලබල. අන්තිමට මේ හැම දෙයක්ම දරාගෙන ආවට පස්සේ දැනගත්තා මගේ මහත්තයා ජීවතුන් අතර ඉන්නවා කියලා.”

මේ ආකාරයට තුවාල ලබා ජීවිතය බේරාගත් උපාලි පෙරේරා ඉන්පසුවත් ඇවිළී ගිය යුද්ධය හේතුවෙන් යුද වැදී තුවාල ලැබීය.
කෙසේ හෝ අවසානයේදී ඔහු විශ්‍රාම ගන්නේ 2013 වසරේදීය. යුද්ධය අවසන් වන කාලයේ ඔහුට පැවැරී තිබුණේ පුනරුත්ථාපන කටයුතුය. ඊට ජාති භේදයක් තිබුණේ නැත. රණවිරුවන්ද කොටි සාමාජිකයන්ද කියා විශේෂත්වයක් තිබුණේ නැත. තිබුණේ මානුෂිකත්වය පමණි.

To those who remember only the July 1983 riots history riots Sri Lanka’s history begins only 1948. They never go to the roots of Sinhala-Tamil communal violence which began with the likes of G.G. Ponnambalam and S.J.V. Chelvanayakam, even before independence.

These ‘reconciliation’ pundits also ignore the massacres LTTE committed for nearly 30 years since 1983 and rival Tamil politicians and militants they assassinated during these three decades.

 

The Forgotten Thirteen

Second Lieutenant A.P.N.C. De Vaas Gunawardene and twelve other Army personnel were brutally killed in an ambush of the ill-fated Four Four Bravo patrol by the LTTE at Tinneveli on July 23, 1983.

They were innocent of any crime and were only performing their professional and military duties while engaging in routine Patrol of the districts of Jaffna for reasons of security.

Unfortunately there is no remembrance of these brave soldiers who died fighting purely in self – defense. While the biased media are full of stories of the events that followed the incident of July 23, 1983, no English language newspaper has thought it fit to give space and detailed accounts of the last stand of the 13 Sinhalese soldiers who died valiantly as a result of a cowardly ambush.

Are the populations of bees and butterflies declining?

There are always intermittent reports and circulation of petitions about the loss of bee populations, butterfly populations, fire-fly populations etc and evident environmental damage. These reports are never accompanied by entomological surveys of insect populations and other relevant data.

Instead, it will claim that the reader in his/her childhood days saw many butterflies, bees and fireflies, while today this is not the case. Of course, many people who had a rural childhood live today in crowded urban jungles enmeshed with roads choked with traffic. Why would they expect to see butterflies in a concrete jungle?

According to a comprehensive review article by Prof. David Goulson (Fellow of the Royal Society and Professor at the University of Cambridge), and his colleagues,  the honey bee populations in the world have INCREASED by 40% over the last decade.

What has decreased is the population of WILD BEES. Some species of butterflies (e.g., Monarch butterfly) have also decreased due to the removal of specific flowering plants (Milkweed or “Varaa” in Sinhala) due to urbanization and cutting down of forest.

  1. This loss of wild bees is mostly due to LOSS of HABITAT due to people felling forests and building houses and roads. This reduces the amount of forest and bush available for wild bees, butterflies  and indeed all flora and fauna. Even the elephant population in the Sinharaja has now been reduced to just two elephants – this is NOT due to glyphosate or pesticide use.

Haphazard urbanization should be stopped, and the existing Forests must be preserved and forest cover MUST BE increased. Roads passing through forest reserves must NOT be build. Much of waste farmland should be returned to forest instead of dredging and building houses. But even the Wilpattu has been razed for building human habitations, ostensibly for “war-displaced Muslims”.

  1. Furthermore, human populations and urbanization help the growth of parasites which harm bees. The noxious fumes from motor vehicules, diesel engines, farm tractors, electronic and mining industries, coal-power plants etc., burning of garbage, increased particulate dust are  vital factors producing extreme environmental stress on bees and butterflies.
  2. The excessive use of pesticides has also been mentioned, but The chief entomologist of the primary agricultural Research institute in Britain (Rothamstead Research Inst.) has stated that there is no clear evidence that no-necotinoids are a cause of wild-bee decline.

Glyphosate acts on  green plants, and have no direct impact on fauna, insects and other zoo-species. In fact it is known to encourage the growth of soil microbes, earthworms etc. Its impact is only on plant-species as the mode of action of glyphosate is to interfere with photosynthesis (i.e., living species having chlorophyll). Bees don’t have chlorophyll and are unaffected  by glyphosate.

Such herbicides are used to control weeds and this may lead to a reduction of some weeds useful to wild bees. But usual planted species (e.g., tomatoes, tea bushes) also provide flowers that are valuable to wild bees and so there is a compensating effect as long as flowering plants are used in farmlands which often tend to be mono-cultures (e.g., vast extensions of corn fields).

Plantations which are mono-cultures are not ecologically balanced.

Most knowledgeable farmers  inter-space their crops with strips of flowering plants, herbs, legumes  etc.,  to help desirable insect populations and soil microbes.

Many of the so-called environmental groups  are unwitting instruments in the hands of certain neo-liberal advocacy groups. They are  targeting our

food supply because of their hidden agenda to push forward “organic food” and reduce the world food supply and diminish the world population by starving out the third world.

They have ignore the items 1 and 2 which threaten wild-bee populations. Instead, they have concentrated ONLY on herbicides like glyphosate that have NO direct effect on bees, while the indirect effects are utterly negligible compared to items 1 and 2. They nearly succeeded in banning glyphosate in Sri lanka even though 192 of the 195 countries in the world fully approve of the use of glyphosate in agriculture.

So banning glyphosate or (neo-nicotinides used for eliminating mealy bugs in potatoes and such crops) will NOT eliminate the primary cause of the decline of wild bees, butterflies and other useful WILD insects.

Moving away from potato and meat diets, and moving to rice diets and vegetarianism, together with a sharp reduction in the use of fossil-fuel based motor vehicules, and stopping sprawling urbanization, stabilization of the rising human population are essential to saving the threatened environment as well as its threatened insect populations.

Abstract

Phosphate fertilizers were first implicated by Schroeder and Balassa (Science 140(3568):819–820, 1963) for increasing the Cd concentration in cultivated soils and crops. This suggestion has become a part of the accepted paradigm on soil toxicity. Consequently, stringent fertilizer control programs to monitor Cd have been launched. Attempts to link Cd toxicity and fertilizers to chronic diseases, sometimes with good evidence, but mostly on less certain data are frequent. A re-assessment of this accepted” paradigm is timely, given the larger body of data available today. The data show that both the input and output of Cd per hectare from fertilizers are negligibly small compared to the total amount of Cd/hectare usually present in the soil itself. Calculations based on current agricultural practices are used to show that it will take centuries to double the ambient soil Cd level, even after neglecting leaching and other removal effects. The concern of long-term agriculture should be the depletion of available phosphate fertilizers, rather than the negligible contamination of the soil by trace metals from fertilizer inputs. This conclusion is confirmed by showing that the claimed correlations between fertilizer input and Cd accumulation in crops are not robust. Alternative scenarios that explain the data are presented. Thus, soil acidulation on fertilizer loading and the effect of Mg, Zn and F ions contained in fertilizers are considered using recent Cd2+Cd2+Mg2+Mg2+ and FF− ion-association theories. The protective role of ions like Zn, Se, Fe is emphasized, and the question of Cd toxicity in the presence of other ions is considered. These help to clarify difficulties in the standard point of view. This analysis does not modify the accepted views on Cd contamination by airborne delivery, smoking, and industrial activity, or algal blooms caused by phosphates.

Presidential Candidate

Lot of controversy surrounds the the selection of a presidential  candidate for the forthcoming Presidential   election from the Major political  parties. President Maithreepala Sirisena declared that he will not contest for another term when he assumed duties as the new president. Hence, SLFP is still not sure about their candidate. Prim Minister Ranil  Wickremasingha is having lot of problems from his back benchers who are not happy about his leadership which is marred by lot of defeats.

United Front Alliance is not sure about the  candidacy of Mahinda Rajapaksa because of legal restrictions. Hence several names have come up as potential candidates.  Among them are Chamal, Basil, and Gotabhaya Rajapaksas.

Members of the alliance are also prepared to support any candidates picked by Malinda Rajapaksa. In this article it is attempted to caution the Alliance about the selection of a Presidential candidate as any short sighted selection can spell disaster for the victory of the Alliance.

Selection of basil Rajapaksa will not be a good move under any circumstances as it was believed that his activities were  partly responsible for the defeat of Mahinda Rajapksa.

On the other hand it will provide a trump card to opposition parties for using it against the Alliance to their advantage.

Chamal Rajapaksa is not a very popular figure and he has yet to prove his capabilities.

Even though Gotabhaya Rajapaksa is very popular, he is a novice to politics and his dual citizenship will pose problems for his candidacy. Even the opposition will try to ensure that it will act as an impediment for his candidacy.

There appears to be differences of opinion among the high ranks of the Alliance about their selection.

Picking up of  a  Rajapaksa will also provide an opportunity to the opposition parties to  criticise the Alliance being a Rajapaksa family affair as they are doing now.

However, three is a definite solution which has been quite often overlooked by the members of the Alliance. I strongly believe that a solution is found in professor G.L.Pieris who is the president of the Alliance.

He is a very senior politician with lot experience behind him and one of the  most knowledgeable persons in the parliament.

His educational background and intellectual capacity is unparalleled by any of the present day politicians. He commands international respect and as Minister of Defence of the Malinda Rajapaksa regime he did quite a lot to uphold the integrity of Sri Lanka.

He also commands the respect of the Alliance. Hence, I don’t see any reason for the high ranking officers of the Alliance to oppose his candidacy.

Considering the other possible candidates of the major opposition parties he is the most suitable person to become the president.  at this critical juncture it is advisable to select him as the Presidential candidate of the United front Alliance without jeopardising the golden opportunity  available for it to win the election.

I am sure that Malinda rajapaksa will also not hesitate to nominate him. As  a  respect for the Rajapaksa family for what they have done to the country it is crucial to select a member of the Rajapaksa family as the Prime Minister of the country in the event of Mahinda Rajapaksa not being able to contest.

ධර්මයට අනුව කර්ම කරන්නෙක් හෝ විපාක විඳින්නෙක් නැත. කර්මය කරන කෙනෙකු නොමැති කල කර්මය පල දෙන්නේ කාටද? ගොනෙකු නොමැති නම් කරත්තය යන්නේ කවරෙකු පසුපසද? පුද්ගල ක්රියාකාරකම් සිදුවන්නේ සිතුවිලි අනුවය, සිතුවිලි අනුව ක්රියා සිදුවෙයි, ක්රියාවන් අනුව විඳීම සිදුවෙයි. කර්මයෝ විසින් විපාකයෝරැස් කරයි , විපාකයෝ විසින් කර්ම ගෙන එයි. බයිබලයේ එන අකීකරු පුත්රයාගේ කථාව අකාලික මාර්ගෝපදේශනයන්ය, වඩා වැදගත් වන්නේ රැළේ පිළිවෙලට යන බැටළු පැටවා ගැන සෙවීම නොව කණ්ඩායමෙන් පිට ගිය එකා ගැන සෙවීම .


බෞද්ධ දර්ශනය අනුව සන්සාරය යනු භවයෙන් භවයට ගමන් ගන්නා කාල යාත්රාවක් නොව එක් චිත්තක්ෂනයකි. සන්සාරය යනු මේ මොහොත . හිතක් නිරුද්ධ වී අලුත් සිතක් ඉපදෙන විට පූර්ව කිසිවෙකු එහි නැත. අවිද්යාවේ ගිලී සිටින සත්වයාගේ ස්වභාවය අල්ලා ගැනීමයි . කෙනෙකුගෙන් වරදක් සිදු වුව හොත් වාඩුව ගැනීමට සිත්හි තැන්පත් කර තබා ගනියි , අතීතයේ වර්තමානයේ අනාගතයේ ඔහු හා ගැටෙමින් සැරිසරයි. දිව පිනවන රසක් දැනුන හොත් එය සිතෙහි ගබඩා කර තබා ගනියි, රසය එසේ අල්ලා ගන්නේ ඉදිරියේදී තව තවත් රස විඳීමටය. ඇලීම ගැටීම නිසා කාලය ගොඩ නැගෙයි . ඇලීමට, ගැටීමට, රස විඳිමට කෙනෙකු ඇතැයි සිත් වෙයි. මම කියා පුද්ගලයෙකු ඇතැයි සිතෙයි. කාලය නැමති මායාවට මමත්වය එකතු කොට ජීවිතය ගොඩනගයි.

ගැටලුවට  සම්භූත හේතු  එලෙසම පවතිද්දී ඵලය සමග ගේම ඉල්ලීම නිරර්ථකය 

සත්වයා තුල මම නොහොත් ආත්ම දෘෂ්ඨිය කිඳා බැස ඇත. මමත්වය යනු මමයන අදහස පමනක් නොවේ. මමත්වය යනු නැති ලෝක ස්වභාවයක් පවතින ලෙස දැකීමයි. ආත්ම දෘෂ්ඨියටත් අනාත්ම දෘෂ්ඨියටත් වෙනස් දෘෂ්ඨියක් පවතියි. හේතු ඵලවාදය යනු එයයි. හේතූන් ගැලපිලා බැඳුනු කල හා බැඳුනු උපතක් හට ගනියි, හේතූන් නොමැති වූ කල එය නැතුව යයි. එහෙයින් යම් දෙයක් ස්ථිරව පවතිනවා යයි කිව නොහැක , නොපවතිනවා යයිද කිව නොහැක. හේතුන් ගැලපිලා බැඳුනු කල යම් දෙයක් ඇතැයි දිස්වෙයි, වැටහෙයි, දැනෙයි. පඨවි, ආපෝ, තේජෝ, වායු යන ගති ලක්ෂණ ගැලපිලා බැඳුනු කල භෞතික රූපයක් හට ගනියි. අතීත කර්ම ඵල ගැලපී බැඳුනු කල කෙනෙකුගේ කර්මජ රූපය සැකසෙයි. විඳීම විඳවීම ඒතුලින් පැමිනෙයි .

කර්මය හේතුව වෙයි, විඳීම විඳවීම ඵලය වෙයි. හේතුව නැති කිරීමෙන් ඵලය නැතිවෙයි. තුල විඳින්නෙකු හෝ විඳවන්නෙකු නොමැත.

කරුනු එසේ වූ කල්හි බෞද්ධ ඉගැන්වීම අනුව අතීත වරදකට දඬුවම් පැමිනවීම අතාර්තික ක්රියාදාමයකිසිදුවිය යුත්තේ ඵලය සමග ගැටීම නොව හේතුව සොයා ඊට පිලියම යෙදීමය.

වර්තමාන සමාජයේ පවුල් සංස්ථාව යනු අපරාධ උගන්වන පෙර පාසැලය. සමාජය අපරාධ උගන්වන පාසැලකි. එහි පශ්චාත් උපාධිය හැදෑරීමට බන්ධනාගාරය වෙත යා  යුතුය.  මෙවන් දාමක ක්රියාවලියක  අවසානය ලෙස අපරාධකරුවෙකු බිහි වූ විට ප්රතිකර්ම කළ යුත්තේ ඵලය වෙත නොව හේතු මූලය වෙතය. අපරාධකරුවා එල්ලා මැරීමෙන් අත්වන යහපතක් නැත.

රජගෙදර වුවද  පැල්පත වුවද  උඩුයටිකුරු කළ හැකි දුරාචාරය 

වර්ථමානයේ බන්ධානාගාරගතව සිටින පුද්ගලයන්ගෙන් 60% ක් පමන ප්‍රමාණයක් හෙරොයින් සහ ඒ ආශ්‍රිත මත්ද්‍රව්‍ය  පිලිබඳව චෝදනා ලද වුන්ය . රජ ගෙදර වුවද පැලපතේ වුවද හෙරොයින් භාවිතා කරන සාමාජිකයෙකු සිටී නම් එහි බලපෑම සුලු ප‍ටු නොවේ. හෙරොයින් භාවිත කරන පුද්ගලයන්  අහිංසක නැත. නමුත් අසරණ පුද්ගල කොට්ඨාශයකි. හෙරොයින් භාවිතයෙන් අත්මිදීමට ඔවුන්ට උදව් අවශ්‍යය. ක‍ටුනායක ගුවන්තො‍ටුපල හන්දියේ ඇති ක්‍රීඩාංගනය අපට මතක් කර සිටින්නේ හෙරොයින් පිලිබඳ සංවේදී කථා පුවතකි . එම ක්‍රීඩාංගනය ඉදිකර ඇත්තේ හෙරොයින් නිසා අකාලයේ මිලිනව ගිය දේශපාලන ප්‍රබලකුගේ පුත්‍රයෙකු සිහිවීම පිනිසය.

රොඩ්රිගු දුතර්තේ සහ සිරිසේන

සිරිසේන ජනපති මත් ද්‍රව්‍ය ජාවරම්කරුවන්ට එරෙහිව මරණ දඬුවම පැමිනවීමට තීන්දු කළ විගස විශාල ප්‍රතිරෝධයක් ඔහු වෙත එල්ල වූයේය. එනමුත් නම ගිය ගහලයෙකු වන පිලිපීන ජනාධිපති රොඩ්රිගු දුතර්තේ, සිරිසේනගේ තීන්දුව අගය කළේය. දුතර්තේගේ මත් විරෝධී සටන ඔහු පිලිපීන ජනාධිපතිවරයා වීමෙන් පසු ඇරඹුණක් නොවේ. එහි අතීතය ඔහු 1998 පෙබරවාරි මින්දනාඕ දිවයිනේ දවාඕනම් නුවර පුරපති ලෙස දිව්රුම් දුන් දා දක්වා දිව යයි. එදා සිට අද දක්වා හෙරොයින් වලට ඇබ්බැහි වූවන් 5000 කට අධික ප්‍රමානයක් ඔහුගේ නියමයෙන් ඝාතනය කර ඇත. මෑතකදී රොයිටර්, නිව්යෝර්ක් ටයිම්ස් ඇතුලු පුවත් පත් ගණනාවක් වාර්තා කර තිබුනේ  දුතර්තේගේ මත් විරෝධී සටන අසාර්ථක බවය. දුතර්තේගේ දැලට හසුව අසරනයන් 5000 ක් පමන ඝාතනය වූවද ‍තෝරුන් මෝරුන් වැනි ජාවාරම්කරුවන් යහමින් කල් ගෙවන්නේය. ගණන් ඉලක්කම් සමග බොරු කළ නොහැක. දුතර්තේ විසින් එදා වේල කුඩ්ඩන් 5000 ක් පමන ඝාතනය කර ඇති නමුදු මහා පරිමාන ජාවාරම් කරුවන් ඝාතනය කර ඇත්තේ දෙදෙනෙකු පමනි . එයද දේශපාලන ආරවුලක් නිසා සිදු වූවක් බව කියැවෙයි. හේතු එක ලෙස පවතිද්දී ඵලය සමග ගැටීම් ගඟට ඉනි කැපීමකි.

අයිතිකරුවන් නැති හෙරොයින්

ලංකාවේ  කිලෝ ගණනින්  හෙරොයින් අසුවූ සෑම විටකම එහි අයිති  කරුවන් සොයා ගැනීමට පොලීසිය අසමත්ය. රාජපක්ෂ සමයේ  එස්.ටී.එෆ් එකෙන්  නිමල් ලංසාගේ නිවස වටලන විට ඔහුගේ ආරක්ෂාවට වහා දිව ගියේ මහින්ද ය. වෙලේ සුදා හිරේ ගියද ඔහුගේ ගෝඩ්ෆාදර් කුඩු දුමියාට ආරක්ෂක ආමාත්‍යංශයේ අධීක්ෂණ ඇමති ධූරයක් ලැබුනේය. එල්.ටී.ටී.ඊ පාලන කාලයේ බෙහෙතකට හෙරොයින් පොදක් නොවූ උතුරු නැගෙනහිර අද කුඩු වසංගතයකි. හෙරොයින් ආරක්ෂක අංශ සහ දේශපාලනය අතර ඇති අනොන්‍ය සබඳතාවය වටහා ගැනීමට මෙම පසුතලය ප්‍රමාණවත්ය. ලෝකයේ හෙරොයින් නිෂ්පාදනයෙන් 74 %කට දායක වන්නේ ඇෆ්ගනිස්ථානයයි.  ලාඕසය , වියට්නාමය මියන්මාරය 15% ක් පමන දායකත්වයක් ලබා දෙන්නේය. අමෙරිකාව විසින් රටවල් ආක්‍රමනය කරන ආරක්ෂා කරන  සමීකරණය මේ තුල දැක ගත හැක.

බන්ධනාගාර බුද්ධි අංශයේ වගකීම

1898 දී හෙරොයින් මුලින්ම නිෂ්පාදනය කළේ කුප්‍රකට රෝත්ස්චයිල්ඩ්ට අයත් වූ බේයර් සමාගම ය. රොත්ස්චයිල්ඩ්ගේ ඊනියා හරිත විප්ලවය මෙන්ම මෙයද මානව සංහතියට එරෙහිව දියත් වූ ව්‍යවසනයකි. නමුත් එය වෙනම ලිවිය යුතු මාතෘකාවකි . එදා පටන්  රහස් ඔත්තුසේවා , ආරක්ෂක අංශ සහ දේශපාලනඥයන් යනු  හෙරොයින් ජාලයේ ‍අසහාය රැකවලුන්ය. වැලිකඩ බන්ධනාගාරය යනු කුඩු බෙදා හරින ජාත්‍යන්තර මධ්‍යස්ථානයක් බව විශේෂ කාර්ය බලකායේ ජ්‍යෙෂ්ඨයෙකු පසුගියදා ප්‍රකාශ කළේය. සියල්ල මෙහෙයවනුයේ සෙලියුලර් දුරකථන මගින් බව කීවේය. බන්ධනාගාර නියාමකවරුන් මොවුන්ට අත්උදව් සපයන බවද කියා තිබුනි. මතට තිත තැබීමට කිසිවෙකුට අවැසි නම් මූලිකවම කළ යුත්තේ බන්ධනාගාර බුද්ධි අංශය ඉහල කාර්යක්ෂමතාවයකින් පවත්වාගෙන යාමය. ඕනෑම සෙලියුලර් දුරකථනයකට රහසේ සවන්දිය හැකි උපකරණ ඇ.ඩො 75000 සිට ඉහලට පහසුවෙන් මිලට ගත හැක. එමගින් හෙරොයින් ජාවාරමේ අල ගිය මුල ගිය සියලු තැන් හෙලිදරව් කරගැනීමට හැකිය.

එල්ලුම්ගස සේවය කරන්නේ කවුරුන්ටද?

බිම් මට්ටමේ හෙරොයින් ජාවාරම්කරුවන් එල්ලුම් ගස් යැවීම හරහා සිදුවන්නේ ගෝඩ්ෆාදර්ගේ ආරක්ෂාව සහතික වීම ය. එවන් ක්‍රියාදාමයක් හරහා මත් උවදුර මැඩලිය නොහැක. බිම් මට්ටමේ අපරාධකරුවන් ඝාතනය කිරීම හරහා සිදුවන්නේ මහ මොළ කරුවන් ආරක්ෂා වීම මිස අන් යමක් නොවේ. ඒ අනුව  එල්ලුම් ගස නිරතුරුව සේවය කරනු ඇත්තේ ඉහල ස්ථරයේ වැජඹෙන ජාවාරම් කරුවන්ගේ ආරක්ෂාව  වෙනුවෙනි. එදා වැලිකඩදී කඩු සොරකමේ ප‍්‍රධාන සැකකරු වූ හර්ෂ මංජු ශ‍්‍රී මනකීර්ති පෙරේරා වෙඩි තබා ඝාතනය කෙළේය. ඒ ක්‍රියාදාමයෙන් කඩු සොරකමේ මහ මොළ කරු වූ නාමල්ගේ ආරක්ෂාව තහවුරු විය. අපරාධ පිටු දැකීමට අවැසි එකෙක් වෙත් නම් ඔහු කළ යුත්තේ වැරදි කරුවන් පුනරුත්ථාපනය කිරීමට පෙර නීතිය ක්රියාත්මක කරන ආයතන සහ පුද්ගලයන් පුනරුත්ථාපනය කිරීමය

 ගල් යුගයේ අපි

බන්ධනාගාර පනතේ දක්වා ඇති ආකාරයට එක් සිරකරුවෙකු සඳහා දිග 8.6 x පළල 5.6 x උස 10 ඉඩක් වෙන් කළ යුතුය. බන්ධනාගාර පනත ප්‍රකාරව කොළඹ රිමාන්ඩ් බන්ධානාගාරයේ ‍රැඳවිය හැක්කේ සිරකරුවන් 260 පමණි. නමුත් මෙහි සිරකරුවන් 1300 කට ආසන්න ප්‍රමාණයක් රඳවා සිටියි. ‍රැඳැවියන්ට රස පරීක්ෂක වාර්තාව එනතුරු අවුරුදු ගණන් බන්ධනාගාරයේ තැපීමට සිදුවන අවස්ථා එමටය. සිරකරුවන් ‍රැඳවීමේ විද්‍යාත්මක ක්‍රමවේදයක් නැත. මංකොල්ලකරුවන්, මිනීමරුවන්, කුඩ්ඩන් ඇතුළු සියල්ලන් එකට පැකැට් කරයි. සුද්දන් විසින් බන්ධනාගාර පනත හඳුන්වා දුන්නේ 1844 වර්ශයේදී ය. එනම් අදින් වර්ෂ 174 කර පෙර ය. 1844දී නිර්මාණය කළ සිරකරුවන්ගේ ඇඳුමට පාදක වූයේ එකල ගැමියන් භාවිතා කළ ඇඳුම්වල හැඩතලය. ඒ අනුව සිරකරුවන්ගේ නිල ඇඳුම වූයේ කම්බා රෙද්දකින් මැසූ බැනියමක් සහ කොට කලිසමකි. මෙම හම්පඩ ඇඳුම කිසිදු යාවත්කාලීන වීමකින් තොරව අද ද භාවිත කරයි. සිරකරුවන්ගේ ඇඳුමේ සිට මනෝමූල පුනරුත්ථාපනය දක්වා අප තවම සිටින්නේ ගල් යුගයේ ය.

ලංකාවේ බන්ධානාගාරවල බුද්ධි අංශ යනු විහිලු සපයන ආයතනයන් . මහජන මුදල් කබාසිනියා කරන සුදු අලින් . බොහෝ බුද්ධි අංශ සාමාජිකයන් පෞද්ගලික වාසි තකා තමන් බුද්ධි අංශයේ යයි පෙනී සිටියි. බුද්ධි අංශයේ අහවල් සර්ට යයි කියමින් හිරගෙදර මෝරුන්ගෙන් ගාන කැපීම  නිතර සිදුවෙයි. ලංකාවේ තත්වය එසේ වුවද ලෝකයේ දියුණු රටවල නවීන  තාක්ෂනික උපකරන වලින් යුත් ශූක්ෂතම බුද්ධි අංශය ස්ථාපිත කරන්නේ බන්ධනාගාර ආශ්රිතව . මක්නිසාදයත් සියලුම ක්ෂේත් වල කෙළ පැමිණි ගේම් කාරයින්  සිටින්නේ එහි නිසාය. හෙරොයින් පමනක් නොව ජාතික ආරක්ෂාව සමබන්ධ ගනුදෙනු පවා තුල සිදුවන්නේයසාර්ථක බුද්ධි අංශයක් හේතුවෙන් සංවේදී බාහිර තොරතුරු හෙලිදරව් කර ගැනීම  පමණක් නොව අභ්යන්තර විනය   ආරක්ෂා වන්නේය. නීතියේ පාලනය ස්ථාපිත වන්නේයපහත දැක්වෙන වාර්තාව මේ සමග අමුනන්නේ බුද්ධි අංශ යයි පිස්සු කෙලින ලංකාවේ ආයතනයන නිසි රාමුවක් තුලට ගෙන ඒමට මාර්ගෝපදේශනයක් ලෙසිනි

ආණ්ඩුව විසින්ම පොහොට්ටුව පැත්තට ජනතා බලවේගය හරවලා

ප්‍රගීත් සම්පත් කරුණාතිලක උපුටාගැණීම  මව්බිම

ජනාධිපතිවරණයට ඇත්තේ වසරකුත් මාස හතරක කාලයක්. මේ කාල සීමාව තුළදී අනෙක් පක්‍ෂ ඉදිරිපත් කරන තම අපේක්‍ෂකයා ගැන සඳහන් කරමින් සටනට ලැහැස්තියි.

නමුත් ඒකාබද්ධය දවසින් දවස එක එක අපේක්‍ෂකයන් ගැන කියමින් ජනතාවත් නොමඟ යවන්න හදනවා. ඒ ඇයි?

අපි රටේ ජනතාව නොමඟ යවන්නේ නැහැ. අද රටේ තියෙන තත්ත්වයත් එක්ක රටේ ජනතාව පැහැදිලි වෙනසක් බලාපොරොත්තු වෙනවා. ඒ විකල්පය මහින්ද රාජපක්‍ෂ ජනාධිපතිතුමාගේ නායකත්වයෙන් කවුද කියා ඉදිරිපත් වේවි. ඒ අනුව අපේ ජනාධිපති අපේක්‍ෂකයා කවුද කියා ඉදිරියේදී දැනගත හැකියි.

අපේක්‍ෂයා කවුද කියා තවම තීරණය කරන්න ඔබලාට බැහැ. මහින්ද මහත්තයා කියනකම් ඉන්නවා කිය කියා ෂේප් වෙලා යන්න හදන්නේ ඇයි?

අපි ප්‍රශ්නයෙන් ෂේප් වෙලා යන්නේ නැහැ. කවුද ඊළඟ ජනාධිපති අපේක්‍ෂකයා කියනවාට වඩා අපට සැකයක් තියෙනවා. මොකද ආණ්ඩුව කලින්ම ජනාධිපති සටනට ඇවිත් ජනාධිපතිවරණය නොපවත්වා ඉන්න කුමන්ත්‍රණය කරයි කියා. ජනාධිපති අපේක්‍ෂකයෙක් හොයනවාට වඩා මේ ගැන හොයලා ඒකට විසඳුමක් හොයන්නයි වෙලා තියෙන්නේ.

කුමාර වෙල්ගම, වාසුදේව නානායක්කාර වැනි මන්ත්‍රිවරු පක්‍ෂය ඇතුළේ විවිධ මත දරනවා. ඉන් පෙනෙන්නේ ඒකාබද්ධය ඇතුළෙත් කචල් කියලනේ?

ඒකාබද්ධය ඇතුළේ කචල් නැහැ. නමුත් ඒකාබද්ධය ඇතුළේ විවිධ මතවාද තියෙන පක්‍ෂ කණ්ඩායම් ඉන්නවා. මේ මොන මත තිබුණත් අන්තිමට සියලු දෙනාම එක මතයකට එනවා.

පසුගියදා හිටපු ජනාධිපතිවරයාගේ නිවෙසේදී සාකච්ඡාවක් පැවැත්තුවේ ඊළඟ ජනපති අපේක්‍ෂකයා කවුද කියා තෝරගන්න නේද?

නැහැ. එතැනදී අපේක්‍ෂකයා ගැන සාකච්ඡා කළේ නැහැ. මොකද එතැනදී කතා කළේ අගෝස්තු මස 17 වැනිදා පවත්වන්නට නියමිතව තිබූ ආණ්ඩු විරෝධී ජනතා බලවේග පෙළපාළිය අ.පො.ස. උ.පෙළ විභාගය නිසා සැප්තැම්බර් මස දක්වා කල් දැමීමටත් සිදුවුණා. විරෝධය පවත්වන්න දින නියම කර ගන්න විතරයි. ජනතාව ඊට සහභාගි වෙන්න පෙළගැසී ඉන්නවා. නමුත් විභාගය නිසා වැඩේ කල් දාන්න සිදුවුණා.

පළාත් පාලන ඡන්ද ප්‍රතිඵලයත් එක්ක ඒකාබද්ධය අධි තක්සේරුවකට ගියා. නමුත් අද වනවිට ඒකාබද්ධයේ බලය හීන වෙන බවක් තමයි ආණ්ඩුව කියන්නේ?

අපේ බලය හීන වෙලා නැහැ. ජනතාව පෙබරවාරි 10 දුන් ජයග්‍රහණය තවත් ශක්තිමත් වෙලා තියෙන්නේ. ඒ ජයග්‍රහණයට වඩා මිලියන දෙකක විතර ජනතාව අපි වටා එකතු වුණා. මොකද අද රටේ සංවර්ධනයක් කියා පෙන්නලා මේ ආණ්ඩුව කරන්නේ ජනතාවගෙන් බදු ගන්න එක විතරයි. රටට සල්ලි එන ක්‍රමවේදයක් නැහැ. ව්‍යාපාර කඩා වැටිලා. ගමට ගිහින් අගමැතිවරයාම කියනවා අද ගමේ ජනතාවට සල්ලි නැහැ කියලා. ඉතින් රටේ අගමැති රටේ ආර්ථිකය ගැන එහෙම කියනකොට ආර්ථිකය ගැන තවත් මොන කතාද? එහෙම තමන් විසින්ම තමන් කරපු පාපකර්මය නිසා රටට වුණු දේ ස්වයං විවේචනයක් කරනවා නම් ඒ වාගේ රජයක් එක්ක ජනතාව පෙළගැසෙන්නේ නැහැ. ඒ වගේම රටේ ආරක්‍ෂාව සංස්කෘතිය සභ්‍යත්වය මේ සියල්ලම අද විනාශ වෙලා. ඒ නිසාම ආණ්ඩුව විසින්ම පොහොට්ටුව පැත්තට ජනතා බලවේගය හරවලා.

මම මුලින් කිව්වා වගේ ඔබ ඉන්නේ පොහොට්ටුව ගැන අධි තක්සේරුවකින්. නමුත් පළාත් පාලන ඡන්දය වගේ නෙවෙයි ජාතික මැතිවරණ. ජාතික මැතිවරණයකදී මේ අධි තක්සේරුව වෙනස් වෙනවා. ඔබ කියන කාරණා ඒ විදියටම ඉෂ්ට වෙන්නේ නැහැ?

රටකට ආණ්ඩුවක් ඕන. රටක ආණ්ඩුවක් පවතින්න ඕන ජනතාව වෙනුවෙන්. රටක ආණ්ඩුවකින් රට වෙනුවෙන් සේවයක් කරන්නේ නැත්නම්, තමන් පත් කළ ආණ්ඩුව තමන්ට දුන් පොරොන්දු ඉටු කරන්නේ නැත්නම් ඒ වටා ජනතාව රැඳෙන්නේ නැහැ. මේ ආණ්ඩුව රට භාර ගත්තේ රටේ ජනතාවට බොරු කියලා. අද වනවිට රටට වුණු දෙයක් නැහැ. දින 100 අලුත් රටක් ගෙනාවා ඒක හරි ගියේ නැහැ. ඊට පස්සේ මාස 60න් අලුත් රටක්. ආයි ගෙනාවා ආසියාවේ ශීඝ්‍රයෙන් දියුණු වෙන රට කියලා. මේ වාගේ සංකල්ප ගෙනාවෙ මේ කිසිදු සංවර්ධන සැලැස්මක් නැතිවයි. වචනවලට පමණයි සීමා වුණේ. මේ තත්ත්වය තුළ දවසින් දවස රට ආපස්සට යනවා. බැංකුවේ සල්ලි දැම්මොත් පොලී ගහනවා. විශ්‍රාම වැටුපට බදු ගහනවා. ඊට පස්සේ භාණ්ඩ හා සේවා මත බදු ගහනවා. අපේ ආණ්ඩුව කාලයේ ප්‍රාඩෝ රථයෙන් යන්න සිහින මැව් කෙනාට අද වැගන් ආර් එකෙන් සෑහීමකට පත් වෙන්න සිදුවෙලා. අපේ කාලයේ මෝටර් සයිකලයක් ගැන සිහින මැව් කෙනාට අද පාපැදියත් නැති කරලා. මේ විදියට රටේ දැවැන්ත ආර්ථික අර්බුදයක් තියෙනවා. අනෙක් පැත්තෙන් පාතාලය වේගයෙන් බිහි වෙනවා. ඒ නිසා රටේ ජනතාව අද බියෙන් ඉන්නේ. පොළොන්නරුවේ ගමක් ගමක් ගාණේ මත්කුඩු. මේ ආණ්ඩුව යටතේ ව්‍යාපාරයක් විදියට පෝෂණය වුණේ තරුණ පරපුර විනාශ කරන මත්කුඩු විතරයි. මේ තත්ත්වය තුළ අපට පැහැදිලි වෙනවා ජනතාව බලන් ඉන්නේ මැතිවරණයක් එනකම් කියලා.

යහපාලන ආණ්ඩුව දුන් පොරොන්දු ඉටු නොකිරීම මත ජනතාව ආණ්ඩුවෙන් අෑත් වුණා මිස මහින්ද රාජපක්‍ෂ සාධකය වටා ජනතාව එකතු වුණේ නැහැ. ඒකයි ඇත්ත?

මහින්ද මහත්තයා නිසා ඡන්දය දෙන්නේ ඇයි? ජනතාවට විකල්පයක් නැහැ. ජනතා ප්‍රශ්න ගැන කතා කරන්න කෙනෙක් නැති නිසා. බලයට එන්න පෙර මේ ආණ්ඩුව කොපමණ මඩ ගැහුවද? මහින්ද මහත්තයාගේ පවුල සැප වින්දා මහින්ද මහත්තයා ඩොලර් බිලියන 18ක් පෞද්ගලික ගිණුමක දාලා තියෙන්නේ කිව්වා. මහින්ද මහත්තයාව විවේචනය නොකළ අයෙක් නැහැ. එහෙම කරලා තමයි මැතිවරණයකට ගියේ. ඒ යනකොට ජනතාව තේරුම් ගත්තා මුන් කළේ බොරුවක් කියලා. මහින්ද මහත්තයා ඉන්නකොට අපට කොයි තරම් දේවල් ලැබුණද කියලා. ගෙයක් හදාගන්න, පාපැදියක්වත් නැතිව හිටපු අය යාන වාහන ගත්තා. ව්‍යාපාර ගොඩනඟා ගත්තා. නමුත් යහපාලනය ඇවිත් අපිව විනාශ කළා කියා ජනතාව හිතුවා.

ඒක තමයි අපි කිව්ව කාරණාව ඔබ පිළිගන්නවා?

මහින්ද මහත්තයා වටා මේ රටේ ලක්‍ෂ 52ක ඡන්ද බලයක් තියෙනවා. ඒකට තමයි තව මිලියන දෙකක් එකතු වුණේ. එහෙම ඒ අයත් එන්න හේතුව තමයි මේ ආණ්ඩුව ජනතාව රවට්ටපු එක. මොකද මේ ආණ්ඩුව දිගටම කළේ බොරුව. ඒ බොරුව එයාලගේ කටින්ම එළි වෙනවා ඒකයි ඇත්ත.

කුඩු පාතාල ක්‍රියාකාරකම් වැඩියි කියලා ඒකාබද්ධය මේ ආණ්ඩුවට චෝදනා කළාට පොලිස් වාර්තා අනුව ඒ කාලයට වඩා මේ කාලයේ සිදුවී ඇති අපරාධ අඩුයි. තමන්ගේ ඇසේ රොඩ්ඩ දකින්නේ නැතිව අනුන්ගේ පොල්පරාල හොයන්නේ ඇයි? ජනාධිපතිතුමත් මේ සංඛ්‍යා ලේඛන ප්‍රසිද්ධ කළා. නමුත් ඒකාබද්ධය වෙන කතා කියනවා?

මේ සංඛ්‍යා ලේඛන එක්ක සංසන්දනය කරලා පාතාලය අඩුයි කියන්න බැහැ. 2008 කියන්නේ මේ රටේ යුද්ධය පැවැති සමය. ත්‍රස්තවාදය පැවැති කාලයේ සංඛ්‍යා ලේඛන අරගෙන ඒවා සංසන්දනය කරමින් එදා පාතාල ක්‍රියාකාරකම් වැඩියි කියනවා. 2008 වකවානුවේ උතුරේදී කී දෙනෙක් මරලා දැම්මද? 2007, 2008 වකවානුවත් එක්ක මේ සංසන්දනය කරලා අද පාතාල ක්‍රියාකාරකම් වැඩියි කියන එක වැරැදියි. මොකද මේ ආණ්ඩුවේ මනස විකෘති වෙලා. යුද මානසිකත්වයක් තිබුණු රටක ඉන් පසු කාලය තුළත් බැලුවම මේ විදියට පාතාල ක්‍රියාකාරකම් සිදු වුණේ නැහැ. යුද මානසිකත්වය සහ අවි ආයුධ තිබුණු තැනක දිගින් දිගට පාතාල ක්‍රියාකාරකම් ක්‍රමයෙන් අඩු වෙනවා. සංඛ්‍යා ලේඛන ඉදිරිපත් කරලා වෙන කතා කිව්වත් ජනතාව රැවටෙන්නේ නැහැ. මේ අය බලන්න ඕන 2015 අපරාධ 2016දී අඩු වෙලාද, 2017දී කොහොමද කියන එකයි. 2018 වසරේ මැයි වෙනකොට පාතාල ක්‍රියාකාරකම් නිසා 30ක් මැරුණා. මේවායින් පෙනෙන්නේ රටේ ආරක්‍ෂාව නැහැ කියන එකයි. අද රටේ අපරාධ වැඩියි. ළමා අපචාර වැඩියි. කුඩු ව්‍යාප්තිය වැඩියි. මේවා වැඩි වෙන තත්ත්වයක් තමයි පෙනෙන්න තියෙන්නේ. මේවා අඩු වෙන්නයි ඕන.

20 වැනි සංශෝධනය ගැන මොකක්ද අදහස? හැමෝම බලයට ආවේ විධායක බලය නැති කරනවා කියා. නමුත් විධායක ජනපති බලය අඩු කරන්න යෝජනා ගේන විට ඊට සහාය දක්වන්නේ නැහැ. මොකද ඒකේ රහ වැඩි වෙන කොට දාලා යන්න හිතන්නේ නැති නිසාද මෙහෙම වෙන්නේ?

මෙතැනදී මම ඉන්නේ විධායක ජනාධිපති බලය රටට අවශ්‍යයි කියන තැන. දේශපාලනයට එන්න ඉස්සර, ආවට පස්සෙත් අදත් මම ඉන්නේ ඒ මතයේ. මොකද සර්ව ආගමික ජනතාවක් ඉන්න රටක්. අපේ රට ශ්‍රී ලංකාව විදියට සංහිඳියාව ඇති කරලා සිංහල විදියට හිතන පරපුරක් ඇති කරන්න නම් එහෙම නායකත්වයක් රටට අවශ්‍ය නම් මහ ජාතිය නියෝජනය කරන නායකයෙක් රටට අවශ්‍යයි. ඒ නායකයා විධායක බලතල යටතේ කටයුතු කරන්නට ඕන. නැත්නම් අර්බුද ගොඩක් බලපානවා. අද රට අරාජික වෙලානේ. අද රටට ප්‍රතිපත්තියක් නෑනේ. ශ්‍රී ලන්කන් මත්තල වගේ අපේ දේවල් විකුණන්න ඕන නෑනේ. උෟරාගේ මාළු උෟරාගේ පිටේ තියාගෙන කපනවා වගේ අද ශ්‍රී ලනිපයේ එදා ඇමැතිවරු අද මේ ආණ්ඩුවේ ඇමැති තනතුරු අරගෙන මහින්ද මහත්තයා හදපුවා විකුණනවා.

ඒ නිසා රට ගැන හිතන්නේ නැතිව මේ අය තීන්දු තීරණ ගන්නවා. අද පාර්ලිමේන්තුවේ කොටසක් අධිරාජ්‍යවාදීන් සහ කුමන්ත්‍රණකාරයන්ගේ මුදල්වලට යට වෙලා ලංකාවේ විනාශය වෙනුවෙන් කටයුතු කරනවා. අවාසනාවකට මේ අය පාර්ලිමේන්තුව තුළ ඉඳන් 20 වැනි ව්‍යවස්ථා සංශෝධන කුමන්ත්‍රණයකට යන්න හදනවා. මේ වෙනුවෙන් අපට තියෙන්නේ ශේ‍ර්ෂ්ඨාධිකරණයේ පිහිට පමණයි. මේ රටේ ව්‍යවස්ථා සංශෝධන පනත් ආවා. අධිකරණයට ගියා. අධිකරණය කිව්වේ ඡන්දයක් තියන්න ඕන නැත්නම් එය ප්‍රජාතන්ත්‍රවාදී විරෝධී කියා. ඉන්පසු මේ ගැන ඡන්ද විමසීමේදී මැතිවරණ සංශෝධනයකට ගියා. අධිකරණ තීන්දුවට එරෙහිව ඡන්ද ක්‍රමයම වෙනස් කරලා ජනතාවගේ ප්‍රජාතන්ත්‍රවාදී අයිතිය විනාශ කළා. 20 වැනි සංශෝධනයත් අධිකරණයට ඉදිරිපත් කළාම අනිවාර්යයෙන්ම ජනමත විචාරණයකට යන්න වෙයි. එම තීන්දුව කුමන්ත්‍රණකාරී ලෙස මේ අය වෙනස් කරන්න උත්සාහ කරාවි.

එහෙම කරන්න බෑනේ. ඔබ වෙන මතයක් ගොඩනඟන්න උත්සාහ කරනවාද?

මේ අය මැතිවරණ නොපවත්වා පාර්ලිමේන්තු බලය විකෘති කොට මේ පනත් සම්මත කරගන්න උත්සාහ කරයි. ඒ නිසා 20 වැනි ව්‍යවස්ථා සංශෝධනය ගැන ශේ‍ර්ෂ්ඨාධිකරණය හොඳ තීන්දුවක් දෙයි. ඒක මේ ආණ්ඩුවට වෙනස් කරන්න බැරි වෙයි කියා අප විශ්වාස කරනවා. එහෙම නොවුණොත් මේ අය ලොකු කුමන්ත්‍රණ කරන්න බලාගෙන ඉන්නවා. අද අපේ ජනාධිපති අපේක්‍ෂකයා කියන දේට වඩා වටින්නේ මේ කාරණා ගැන අවබෝධයෙන් විමසිලිමත්ව සිටීමයි. නැත්නම් 20 කියන්නේ රට විනාශ කරන කුමන්ත්‍රණය රටම විනාශ කරනවා.

අද රටේ ප්‍රජාතන්ත්‍රවාදයක් තියෙනවාද?

නැහැ. රටේ ප්‍රජාතන්ත්‍රවාදය මේ වෙනකොට නැහැ.

ඔබලාගේ පාලන සමයේ මත්තල බලන්න ගිය අයට එදා ගැහුවා. සෙල්ලම් පිස්තෝල පෙන්නලා බය කළා. වෙඩි තිබ්බා. පසුගිය දිනෙක ඔබතුමන්ලාගේ අයත් මත්තලට ගියා විරෝධය පෑවා ආවා. කිසිම කරදරයක් කළේ නැහැ එහෙනම් එදාට වඩා අද රටේ ප්‍රජාතන්ත්‍රවාදය කියනවා නේද?

පක්‍ෂයකට මිනිස්සු ගන්නකොට අපට කාලා බලලා ගන්න බැහැ. එදා සෙල්ලම් පිස්තෝලවලට සම්බන්ධ වූ අය අද ඉන්නේ ජනාධිපතිතුමා ළඟ. ඔහු ශ්‍රී ලනිපයෙන් ඡන්දය ඉල්ලලා අද කටයුතු කරනවා. එදා ඒ පුද්ගලයා කළ ක්‍රියාව අනුමත කරන්නේ නැහැ. එදා එක් එක් පුද්ගලයකු කළ ක්‍රියාවයි තව අයයි කළ ක්‍රියාදාමය හරහා රටේ ප්‍රජාතන්ත්‍රවාදය තියෙනවාද නැද්ද කියලා බලන්න බැහැ. එදා සෙල්ලම් පිස්තෝලයක් හරි අරගෙන කළ වැඩේ වැරැදියි. ඒ නිසා එදා පැවැති ආණ්ඩුවටම චෝදනා එල්ල වුණා.

අද මේ දේ වැරැදියි කියන ඔබ එදා ඔය සිදුවීම ගැන වචනයක් කතා කළේ නැහැ. හැමදේම තේරෙන්න බලය නැති වෙන්න ඕන නේද?

මම එදත් විරුද්ධ වුණා. එදත් කිව්වා. අදත් කිව්වා. ගුරුවරයෙක් දණ ගැස්සුවා නම් ඒක වැරැදියි. සමෘද්ධි නිලධාරියකු ගස් බැන්දා නම් ඒක වැරැදියි. ඒක මම කියනවා. මේ සිදුවීම් එක්ක ගත්තාම අද වනවිට රටේ ජනතාවගේ ඡන්ද බලය උදුරාගෙන ඉවරයි. ඒක උදුරාගෙන මේ ආණ්ඩුව රටේ ජනතාවගේ ප්‍රජාතන්ත්‍රවාදී අයිතිය නැති කළා. අවුරුදු තුනක් පළාත් පාලන ඡන්ද තිබ්බේ නැහැ. ඒ නිසා රටේ කුණු ගොඩ ගැහුණා. කුණු නිසා ලෙඩ රෝග හැදුණා. කුණු කඳු කඩා වැටිලා මිනිස් ජීවිත විනාශ වුණා. ඩෙංගු බෝවීම වැඩි වුණා. මේවා වුණේ ප්‍රජාතන්ත්‍රවාදය උල්ලංඝනය කිරීමේ වැරැද්ද නිසයි.

අද පළාත් සභා අක්‍රියයි. උතුරේ නායකයෝ පළාත් සභා විසුරුවත් නැතත් පළාත් සභා තිබ්බත් නැතත් එයාලට ඕන එයාලගේ අයිතිවාසිකම් දිනා ගන්න විතරයි. මම පෞද්ගලිකවම පළාත් සභා ක්‍රමයට එකඟ නැහැ. උතුරේ අය නිදහස ඉල්ලලා පළාත් සභා ක්‍රමයට යන්න ඕන කිව්වා නම් එයාලටත් දැනෙන්න ඕන පළාත් සභා ඡන්ද කල් දැමීම වැරැදියි කියා. නමුත් ඒ අයගේ එහෙම කතාවක් නැහැ. එදා බටහිර අධිරාජ්‍යවාදීන් මහින්ද මහත්තයට කොයි තරම් බලපෑම් කළාද උතුරේ ඡන්දය තියන්න. අපි උතුර සංවර්ධනය කරලා වෙලාවට ඡන්දය තිබ්බා. නමුත් කිසිම ගැටලුවක් නැතිව ආණ්ඩුවට අද උතුරේ ඡන්දය තියා ගන්න බැරි වෙලා. මේවා ගැන අද බටහිර රටවල් කතා කරන්නේ නැහැ. එදා අපි මේ රටේ ප්‍රජාතන්ත්‍රවාදය ඇති කළා වෙලාවට ඡන්දය තිබ්බා. නමුත් අද මේ ආණ්ඩුව ඡන්දය නොතියා ඒකාධිපති ගමනක යනවා.

සුදුසු නැති අය දේශපාලනයට ගෙන ඒම නිසා ප්‍රශ්න මතු වෙනවා නම් පසුගියදා ප්‍රසන්න රණවීර මන්ත්‍රිවරයාගේ හැසිරීම ගැනත් කලකිරෙන්නේ නැද්ද? නවක මන්ත්‍රිවරුන්ට පාර්ලිමේන්තුව තුළ හැසිරෙන්න විනයක් නැත්තේ ඇයි?

ඉස්සර වෙලාම විනය නැති වීමට දඬුවමක් දෙන්න ඕන. ඒක අපි පිළිගන්නවා. නමුත් එතුමා සෙංකෝලය ගෙනියන්න ප්‍රධාන වුණු කාරණාව මොකක්ද? විජයකලා මහේෂ්වරන් ඇමැතිවරිය ස්වදේශ කටයුතු සහ විදේශ කටයුතු ඇමැතිවරු දෙදෙනා ළඟ තියාගෙන රටේ ව්‍යවස්ථාව උල්ලංඝනය කරමින් රටේ ත්‍රස්තවාදය නැවත ප්‍රවර්ධනය කිරීමේ සහ ත්‍රස්තවාදයට දිරි දීමේ ප්‍රබල දේශනයක් දෙනවා. මේ විදියේ දේශනයක් දීලා සුළු මොහොතක්වත් ඇයට ඉන්න දෙන්න බැහැ. ත්‍රස්ත විමර්ශන ඒකකයෙන් අත්අඩංගුවට අරගෙන ප්‍රශ්න කළ යුතුයි. එතුමිය අත්අඩංගුවට ගත්තා නම් එදා ගැටලුව ඇති වෙන්නේ නැහැ. රටේ ව්‍යවස්ථාවත් උල්ලංඝනය කරමින් ගරු නොකරන කාටවත් දේශපාලනයේ ඉන්න බැහැ. ව්‍යවස්ථාවට එරෙහිව කටයුතු කළ අයට විරුද්ධව හඬ නඟපු අපේ මන්ත්‍රිවරයාට එරෙහිව ප්‍රශ්න කරනවා. මේවාට හරි නීතියක් කරන්නේ නැතිව ඒකට විරුද්ධ වෙන අයටයි අද නීතිය ක්‍රියාත්මක වෙන්නේ. මේ ප්‍රකාශය නිසා විජයකලාගේ මන්ත්‍රි ධුරය අහෝසි කරන්න ඕන. එතුමියගේ ප්‍රජා අයිතිය අහිමි කරන්න ඕන. ඒක නොකරන තාක් එතුමිය දෙවැනි වරටත් ඔය වගේ දෙයක් කියයි. පස්සේ හැමෝම කියයි විජයකලාගේ කතාව හරි කියලා. මේ ගැන පාර්ලිමේන්තුව පැත්තෙන් හෝ රටේ ව්‍යවස්ථාවෙන් හෝ රටේ නීතිය අනුව කටයුතු කරන්න පොලිසිය මැදිහත් වෙන්නේ නැහැ. අද රටේ තියෙන්නේ කැලෑ නීතියක්.

හිටපු ජනාධිපතිවරයාට නිව්යෝර්ක් ටයිම්ස් පුවත්පතින් එල්ල වූ චෝදනාව ගැන පාර්ලිමේන්තුවේ විවාදයක් තිබ්බා. හිටපු ජනාධිපතිවරයා විවාදයට එන්නේ නැතිව පැනලා ගියා කියා බරපතළ චෝදනාවක් එල්ල වෙනවා. ප්‍රශ්නයකට බයේ එහෙම පැනලා යන එක හරිද?

ඒ කතාව බොරුවක්. තම බලය රැක ගන්න කාලය කා දමන්න ආණ්ඩුව එක එක යෝජනා විවාද පාර්ලිමේන්තුවට ගෙන එනවා. මේ ආණ්ඩුව රටට වැදගත් කිසි දෙයක් පාර්ලිමේන්තුවට ගෙන ආවේ නැහැ. පළාත් පාලන ඡන්ද ක්‍රමය ගෙන ආවා රටට ඔරොත්තු දෙන්නේ නැති මන්ත්‍රි පිරිසක් වැඩි වුණා. හම්බන්තොට වරාය විකුණන එක ගෙනාවා. මේ වාගේ රටට හානිකර රටේ ආර්ථිකය විනාශ කරන දේවල් ගෙන ආවේ. ඒ විතරක් නෙවෙයි රටේ ජනතාවට වැඩක් නැති රාජපක්‍ෂවරුන්ට මඩ ගහන්න විතරයි මේ ආණ්ඩුව දන්නේ. ඊට පස්සේ පත්තරේ හරහා මඩ ගහන්න චීන සමාගමකත් චීන රජයත් සම්බන්ධ කරලා. එම සමාගම සහ චීන රජය ප්‍රකාශ කරලා තියෙනවා රාජපක්‍ෂ මහතාට එවැනි මුදලක් දුන්නේ නැහැ කියා. එසේම මහින්ද රාජපක්‍ෂ මහතා මුළු රටටම ප්‍රවෘත්ති නිවේදනයක් නිකුත් කළා.

හිටපු ජනපතිට මෙහෙම චෝදනා එල්ල වෙද්දි පාර්ලිමේන්තුවේ ඒ ගැන විවාදයක් තිබියදී එය මඟ හැර ප්‍රවෘත්ති නිවේදන නිකුත් කිරීම පමණක් හරිද?

එතුමා විවාදයට එන්න රටේ හිටියේ නෑනේ? හරි විවාදයක් තිබුණා නම් එතුමා එයි. මඩ ගහන විවාදයකට ඇවිත් එතුමා මුහුණ දෙන්න ඕන නැහැ. එතුමා රටේ ජනතාවට ඇත්ත කිව්වා. එතුමාගේ අස්සනින් ප්‍රවෘත්ති නිවේදනයක් නිකුත් කළා. ඊට වඩා වෙන මොනවද?

අපි ඒකාබද්ධය විදියටයි යන්නේ. ඒකාබද්ධය විදියට කටයුතු කරන ගමන් ජනතාවගේ ප්‍රශ්න රටේ ප්‍රශ්න වෙනුවෙන් පෙනී සිටිනවා. ඒකාබද්ධ විපක්‍ෂය බිහි වුණේ ජනතා ඡන්දයෙන්. මේ ආණ්ඩුවට විරුද්ධව ජනතාව පෙළ ගැහෙන විට ඒ අය පොහොට්ටුව වටා ඒකරාශී වුණා. ශ්‍රී ලංකා පොදුජන පෙරමුණ, එකතු වුණා. අද කවුරු මොන මතයක හිටියත් ඒ අයට අන්තිමට එන්න වෙන්නේ එතැනට. ඔය හැම කෙනාටම පිහිට වෙන්න තියෙන්නේ පොදුජන පෙරමුණ පමණයි. ජනතාවයි එම පක්‍ෂය ගොඩනැඟුවේ. මේ 16 දෙනාගෙන් කවුරු හරි පොහොට්ටුව විවේචනය කරනවා නම් ඒකත් නොවිය යුතුයි. ඒ 16 දෙනාව අපි විවේචනය කරනවා නම් ඒකත් සුදුසු නැහැ.

Referendum is needed on death penalty – Fonseka

Implementation of the death penalty should be decided by a referendum, says Minister of Sustainable Development, Wildlife and Regional Development Field Marshall Sarath Fonseka.

Minister made these comments in response to a question posed by media personnel following a function held in Wellawaya.

He stated that death penalty should be imposed on those who are guilty of actions that lead to the detriment of the country.

If the government gets in order properly, the public will also get in order, further said Minister Fonseka.

Mr President Maithreepala Sirisena, time has come to stop your rein of political  terror of anger, hatred and vengeance in Sri Lanka. The 19th Amendment which was perhaps prepared under the direction of  the foreign advisors of the Prime Minister, provides the means to terminate the service of the President, but not that of the Prime Minister.

You really do not know Mr. President what your Prime Minister  is doing behind your back  with the advice of his American and Western backers. Mr. President since you became the President of Sri Lanka on the 8th January, 2015, Sri Lanka began its descent into a political hell hole. Today  it has descended into an unfathomable  depth from which we may not be able to recuperate it to be what it had been before you took over the presidency of this noble land of our ancient Sinhala ancestors.

Therefore, it is time that you stop your pilgrimages” to foreign countries and settle down in what remains of  Sri Lanka before the advent of the disastrous  Yahaplanaya,  and straighten your back bone if you have one, and act quickly to disperse malignant political nitwits who put you on the Presidential seat to profit from your naiveté to ransack the country, steal the Central Bank and destroy the Sinhala as a majority, divide the country, and sell as much of it as possible before they retire to settle down as multi millionaires in their luxury provincial residences..

Mr. President Sirisena you do not have any political vision for Sri Lanka, like your predecessor  the President Mahinda Rajapakse, who with his Mahinda Chintanya developed  Sri Lanka after eliminating the cancer of terrorism, as it had never been done before by any of the previous Prime Ministers or Presidents before him since independence.

Mr. President  while you get entangled in the tangled threads of an undone ball of a troubled political thread,  America is paying billions to NGOs to create trouble in the country by their  CIA interposed American  brain wave of inciting Yahapalanaya to take up further measures of reconciliation to seal the division of the country having instigated the TNA political lunatic Sampandan by the out going US Ambasador Athul Keshup to  demand the writing of the planned Sri Lanka’s new Constitution.

Withdrawal of the Army Camps from the North and East, and release of land  to the supposed to be original owners are some of the projects for the destruction of Sri Lanka  that was before President Sirisena’s advent into Yahpalanaya.

Mr. President your involvement in the insistence of passing a law to hang the drug dealers, is only taking your attention away from  more important political issues that are being hatched behind your back by your Prime Minister  prompted by USA and the West, to sell off the
valuable commercial and industrial  sectors to foreigners.

The hanging of drug dealers or other criminals would serve no purpose to deter the underworld mafia and criminal gangs from exercising their brutality.  It is more appropriate to  have an efficient police system, with a trained security force to survey the criminal
activities of the underworld mafia, the drug dealers and criminals. As it is the Sri Lanka police force seems to be playing politics with the  approval of he Prim Minister and the UNP.

Nothing can stop the downward sliding of Sri Lanka unless and until President Sirisena  wakes up, from his  deep sleep he has been lulled into since he occupied the high Office of the President of Sri Lanka, with an  open ticket to voyage first class to all the capitals of the world , to stop the Prime Minister Ranil W, taking his place to ruin Sri Lanka before long. The poor people have lost their voice and find  no way to act on their own to  kick out Yahapalanaya lock Stock and barrel and replace it with a more wise , patriotic, and  a visionary leadership.

It has been reported that there is already a four star  Commanding General of the United States Army Pacific Command  General Robert B Brown praising Sri Lanka for its reconciliation effort. For Sirisena and Ranil that would be a feather in their USA and the West subservient Cap.

USA and the West will  not help the development of Sri Lanka. They only want the Yahapalanaya  to go ahead with the reconciliation process  which would eventually make Sri Lanka poor, communally  divided,   undeveloped and subservient to USA and the West.  Mr. President are you really blind to these USA and Western pattern of destroying our country ?.

The defected American economic hit man John Perkins who admits to have put developing countries into economic peril making them indebted to American Companies, says that the American political strategists used to drop bags of food to people  living in  inaccessible  areas of  these poor countries, and in the bags were hidden electronic devices that could provide information about the geographical features and  valuable metal under ground.  They also introduced viruses.

Therefore Sri Lanka should investigate various USAID  projects in different parts of Sri Lanka to see that the USA was in way responsible for the kidney disease in the North Central Province..

The UNP  group within the Yahapalanaya Government does not stop saying that what they inherited on the 8th January,2015 was a country in debt and that it is because of  that they are burdened with the debts of the  Mahinda Rajapakse Government, that they were  unable  to develop the country. But they do not speak of their mismanagement and utter  corruption and their pilfering of the  Central Bank that has  put Sri Lanka into a perilous debt trap.

President Mahinda Rajapakse when he became the President in 2005, inherited a troubled Sri Lanka, with a ruthless terrorism gaining ground over the Sri Lanka Armed Forces with the terrorists  about to wrench away a large chunk of the Country to form a Tamil Eelam State.

It was thanks to the President Mahinda Rajapakse that the 30 years of terrorism was eliminated and the country was developed . The IMF itself praised the Rajapakse Government  for its  economic management?  It was said that Sri Lanka was then developing even faster than China.

The Mahinda Chintanaya the formidable visionary plan for Sri Lanka’s development had planned out ways to put into profitable use the Mattala Air Port and the Hambantota Harbour, with the development of an Industrial Zone in the surrounding  environment.. If President Mahinda Rajapakse had won the Presidential election of 2015 he would have certainly avoided all the problems the stupid Yahapalanaya is faced with today.

Neither President Sirisena nor the Prime Minister RanilW are capable of ruling Sri Lanka as it should be. They mismanaged the country in all its aspects from the very beginning and today Sri Lanka is facing bankruptcy.

President Sirisena talks big of making Sri Lanka a corruption free country with the remaining two year he  would be in power, while he had  ruined the country during the  last four years.  He will surely not be able to do any thing positive to Sri Lanka during the remaining two year of Yahpalanaya rule, though his Prime Minister will be able within that time to do more damage to Sri Lanka, selling  it to China, India, Bangladesh , Singapore etc. and perhaps he will also abolish the election of a future President of Sri Lanka by the people making a President elected by the Parliament. That procedure will be helpful to Ranil W,  as he cannot face a Presidential election and win it.

The West as well as Ranil, knows that even if they remove the name of Mahinda Rajapakse from sign posts, bill boards,  and buildings, they will not be able to remove the memory of Mahinda Rajapakse and the great love and affection of the people have for him, from the hearts of the people.

If Mahinda Rajapakse were to contest a Presidential election today he will win it hands down.  Election of Maithripala Sirisena was a mistake by the people and the people will definitely  not repeat it again.

Now the UNP is planning to remove certain areas reminiscent of Mahinda Rajapakse  on the ground that UNESCO has made a demand for its removal . But that is a lie as the World Heritage list  specifies, that the World Heritage Site in Galle is  the, Old town of Galle and its fortifications”,  which does not include buildings and sites out side the  Old Town of Galle and its fortification.

Why don’t you speak up Mr. President and stop this continued fooling of the people by the Prime Minister and the UNP Ministers ?

The stupid UNP MPs and Ministers participating in TV debates are unable to answer intelligently any question or explain any criticism levelled at them without comparing  what they say are wrongs  committed by the President Mahinda Rajapakse’s Government. Most stupid  is their  repeated  quoting of why Mahinda Rajapakse called for presidential elections two years before time.

They say it was because the President Rajapakse  had incurred so much of debt that he was frightened not being able to  pay back that debt, which  prompted him to call for elections two years before time. The inference is that the election was called by  President  Mahinda Rajapakse to lose the elections, so that the debt burden will fall on the government of the new President that would  be elected by the people.  What a foolish  idea that Mahinda Rajapakse called for elections to loose it !!

UNP thinks that they could fool the people with that kind of absurdity.

Mr. President, both you and your Prime Minister Ranil W, do not stop fooling the people. The people are not naïve to believe any one of you any further.

Next Mr. President, is about writing a new Constitution. Before you go down the history as the most un patriotic and clueless  man to have become the President of Sri Lanka, you can at least to a certain extent reverse that opinion, by stopping your Prime Minister go ahead with writing a new Constitution to Sri Lanka.

It is Lal Wichramaratne, and the anti Buddhist  Christian Tamil Sumanthiran who are taking the lead in preparing a Constitution, which they will make it a Federal Constitution at the committee stage if they are ever allowed to do it. We do not want a new Constitution now, we can still do with the 1978 Constitution.

 The Constitution if ever written should be written by the Sinhala Buddhist Majority and the minority Communities should have nothing to do with it. It is only the Sinhala Buddhist who are capable of writing an honourable  Constitution without discriminating any community or any religion.

Even the ordinary Tamils who are not politicians will agree that the Sinhala Buddhists will give them a better chance than being under the TNA and other Tamil politicians.

A Constitution written by any Committee, including the minority communities in the process will not make it an acceptable Constitution as minority Communities of Sri Lanka are prejudiced anti Buddhist, and anti Sinhala. They cannot therefore take a balanced view necessary to write an acceptable  Constitution to whole of Sri Lanka respecting Sri Lanka’s ancient history, its religious heritage, and the culture that has made the Sinhala people-its majority Community  a tolerant, friendly, and a peaceful community.

 

Towards a Government without Political Parties; Key to a new home grown political culture in Sri Lanka (Outline Draft for discussion:) -Part 1

 Introduction

There is unanimous agreement that the political party system, introduced by the British is one of the major impediments that has ruined good governance in all countries under colonial rule. A review of British colonialism all over shows that when they left the colonies they also left behind a legacy of their own political, administrative and legal mechanism and cultural remnants, replacing the original native systems, to continue the colonial grip in order to perpetuate their hegemony and exploitation. Westminster political party system that was alien to the natives was the main instrument through which they manipulated and controlled these countries with the assistance of a new generation of rulers they have nursed over the years, subservient and servile to them who acted as their accredited local agents even after the so-called Independence given to them. Therefore no country that was subjected to their depredations can ever be free, either politically economically, culturally or otherwise until and unless these alien elements are completely eradicated by a resurgent native social upheaval. The validity of this conclusion holds true to this country as well.

Although the removal of the whole colonial package and its replacement with a new system of government based on our own civilization called ”Civilization’ State as Martin Jaques has described in his book ‘When China Rules the world’’ is the best remedy to this malady as Gunadasa Amarasekara suggests it is not that easy in a context of over 5oo years of virtual destruction of the native systems. Nevertheless removal of the alien system is a must if these countries are going to be free, independent and developed nations. In this exercise therefore one has to make a start with the removal of the worst colonial legacy, that is the political party system introduced by them to keep the nation eternally divided, confused and leaderless. In this exercise the first curse we need to discard is the Political party system. Therefore the need to abolish all existing political parties should be the priority number one as none of them are formed on the principle of national integration and development.  In this country they were formed on narrow ethnic, linguistic, religious bases to keep the colony eternally divided. Those formed by foreign educated, though opposed to the Western model, still completely alien and incongruent to the local socio-political and cultural milieu.

The Tamil and Muslim Parties on the other hand are found purely on ethnic and religious bases, looking for self-assertion, not accepting the status quo of the Sri Lankan society. Even the notion United National Party, the name of the first political party hat was found in 1947 was directly contrary to the concept of one nation as it is based on the notion that this country has many nations as its name clearly implies. Though the SLFP on the other hand is not tainted with this weakness, in practice it also has to fall in line with the same principle to compete to attract minority communities in competition with the UN , that is committed to the hilt to this in principle. As such none of the existing parties can bring all Sri Lankan people together to form one united nation for nation building as long as this notion of many nations is not removed from the minds of the people of this country.  Minorities have made maximum capital alternatively and while getting their things done they use it as a clout to make and unmake Governments. The competition and the struggle between the two major national parties to woo the minority vote and the never ending communal and religious woos has converted this Island in to a veritable battle field of ethnic and religious conflicts, fuelled by both local and foreign elements, have led to the present political, economic and social instability in this country while making the majority weaker and weaker.

Therefore the need to invent a system of government, sans political parties, to keep the people together, as one nation as it had been always the case for 2600 years in this country and to maintain the  status quo of the majority. In this mission the native Sinhala people have to take the lead first by giving up all their blind party affiliations such as UNP SLFP, JVP etc, and form in to one group under one strong patriotic national leadership. Thereafter that national leadership has to make a clear declaration as to what Sri Lanka is, what its nation is and where the minorities stand. Once that is done the minorities have no alternative but to fall in line with the majority and give up their dreams of separation and integrate with the natives or migrate to their original motherlands

The best option I propose to resolve this for Sinhalese is to form one strong national Front as suggested above to rule the country for 10 years under 15 or 17 Executive Committees like in the days of the Donoughmore system where all MPP elected will together form the Committees and the Government.

The political agenda given in the Mahanuwara Charter 2018 and elaborated in the Siya Panata given as Part two of the people’s Mahanuwra Charter 2018 that could be used as the basis of this leap forward. Everyone has been talking for years about the need for a new system. But no one has so far found or seriously thought about any practical solution for this vexed national problem. Conventional political parties have been fighting with each other for power and wooing the minority vote for survival without giving any serious thought to the national conundrum. The minorities on the other hand had never voted the UNP or the SLFP. What happen is they are driven like cattle by their communal leaders to vote only members of their respective communities and thereafter they auction their demands and join the party that agrees for the highest bidding or join the party that forms the government on the other hand This is how they have been changing governments for the past 70 years and got the maximum at the expense of the majority rights.  Meanwhile the main national parties had been groping in the dark without realizing the realizing the tragedy they are committing.

What I have put down here is a straight and solid proposal, though appears to be impracticable by the cynics, which I consider the only way to rescue this nation. What I outline here is the result of my search for a workable solution to that all important puzzle. I am fully conscious of the difficulties ensued. But I have an inner feeling that if we implement this proposal it will be a turning point in the country’s political history and it will offer a permanent solution in our search for a satisfactory answer for this vexed problem. It is a new idea that came to my mind, capable of generating a live debate on this subject. Two people have inspired me in this mission. The first is my good friend and colleague the late UB Wijekoon, an uncommon politician who presented me a copy of a book called Paksha Desapalanaya Ratata Sapaya written by him in (2010) highlighting the need to change this curse; making a request appealing to me to think about a solution for this cancerous social disaster. Dr Gunadasa Amarasekara who wrote a book recently (2016) titled Sabbyatva Rajya” calling for a new system of government based on our own civilization, inspired by the Civilization State concept of Martin Jaques in his When China rules the world” is the other person who accelerated my search for a suitable answer. I thank both of them sincerely for their inspirations.

I must confess with humility that this is not the result of an in depth research, on this subject. It is only a hurriedly prepared note prepared based on my thirty five years of experience and understanding of our political system, past and present and the future needs of the country, to be presented at a discussion organized by my colleague and friend late Dr Nath Amarakoon at Navinna, Nugegoda on 15th October 2015.

I wish and hope this note will inspire all patriots to search for the answer we all need very badly to rescue the motherland and the nation from complete disintegrations and imminent threats, both internal and external.

To set up a new form of Government similar to what Martin Jacques calls the ‘Civilization State,” based on our own political philosophy, institutions and systems, traditions and social values that formed the  foundation of that heritage, to liberate this country from the shackles and clutches of Western colonial hegemony and exploitation. It is also an attempt to fully free our people from their mental servility to Western forms of Government, alien and utterly inappropriate to the East; to inspire people of this country to understand the value and relevance of their age old and time tested native system as the golden key to the portals of our future prosperity and pride.

My final aim here is to call upon all patriotic citizens to ‘wake up’ from hibernation and to rise up to rally round a mass national movement to save the Motherland and lift it up once again to lofty heights as a strong, vibrant and a prosperous nation.

Political parties the curse of the Nation

Of all legacies left behind by the British, political party system, has been identified as the most disastrous and baneful factor that has divided and ruined this country and the Sinhala nation ever since 1948, though the seeds of such division was sown by the British right from the beginning of their rule in 1815. The name of the first political party the UNP (United National Party) suggested by Governor Mason Moor in 1947 advanced the idea of the presence of many nations in this country and it was given legal recognition by incorporating it to the constitution under Sec 29 of the Soulbury Constitution. It planted the first virus of the concept of many nations in place of one nation concept that existed from the dawn of history of this country up to 1815. It is now widely accepted that the British colonial policy was the foundation of the conspiracy of divide and rule they adopted to destroy the Sinhala nation. It has now come to stay as the most fatal cancer that has killed the one nation and one country concept in this Island nation and destroyed the political stability and unity beyond all conceivable limits. What is even worse is that the colonial powers still continue to do so by promoting the divide and rule policy of the British. Therefore the crying need for an immediate solution to put back this great nation once again on its own feet.

The proposed Model envisages replacing the existing so-called Western democratic model of government imposed on us by force and intrigue by them, with a homemade system, sans political parties, administrative and legal systems and social values imposed on us by them, but incorporating some of the good aspects therein. Going back to our roots in search of a permanent remedy for these ugly legacies of political, social, economic and psycological maladies handed down to us by the West, to disrupt, disorganize and destroy our country to achieve their diabolical strategic, military and economic goals, is the aim of this effort.

I begin on the assumption that we have not got any independence in 1948. I challenge any one who says we have got any independence other than a British made Parliament to make legislation and a made in Britain Constitution to run the affairs of the State for them by a bunch of black whites they left behind when they left. The way how the West runs this country even today with the assistance of their stooges is sufficient proof of this pathetic situation. Have we won independence over our motherland, our language, religion, political institution, legal freedom our social the heritage and values as India or Miyanma did in 1947?  Do we have at least a homemade Constitution? Isn’t this country not run by the West orchestrated by the UN and the so-called International Community and India to suit their agendas? So in this backdrop how can one say we are an independent nation?

The following homemade model is proposed to make this country once again a free and Independent country.

Professor DYD Samarawickrema, Emeritus Professor of Conservative Dentistry at Queen Mary Hospital, London and the president elect of the Commonwealth Dental Association was the recipient of honorary life membership with the British Dental Association at its AGM held recently.

Life membership is a rare accolade awarded in recognition of outstanding national & international contribution to the field of dentistry.

Prof Samarawickrema received the honours in a packed auditorium attended by his peers & several dignitaries.

The picture shows Professor Samarawickrama with Dr. Susie Sanderson, the President, BDA and Dr. Mick Armstrong, Chair, Principal Executive Committee, after receiving the Award.

This is one of many ‘feathers in the cap’ of DYD as he is popularly known among friends & colleagues. Last year he received an award from the CDA in appreciation for his longstanding services.

Prof Samarawickrema received the DDU Educational Award for the best dental teacher in the UK & Ireland in 2008. In 2012 he was felicitated by Queen Mary University , London with the award of the Geoffrey Slack Medal for outstanding services to Dental Education!

An alumnus of the University of Ceylon at Peradeniya and Mahinda College, Galle, Professor Samarawickrama is married to Padma, a retired General Medical Practitioner and a former lecturer in Pharmacology at the Medical Faculty, Peradeniya.

Where the flight ends and the plight begins

The recent photo of a group of female Sri Lankan to-be-domestic aides on their way to the arid Middle East made me very sad and even brought tears to my eyes. Dressed in kind of a uniform, they were walking in single file towards the exit and then onwards to the great unknown that lies beyond.

The uniforms were supposedly for the benefit of the agent at the other end, making the identification easy for him. So that he can be sure that these veritable ‘lambs to the slaughter’ are indeed his flock and no one else’s.

There were quite a few posts on virtually all forms of media condemning the uniform as a silent whisper, yet roaring in public to say that here are the daughters of Lanka on their way to meet their foreign masters and that all under the sun could hear it and see them too, very well!

We all know that the Sri Lankans working overseas play a leading role in bringing hard currency to the country and amongst them, those, who are working in the Middle East as domestic helpers constitute an appreciable fraction. That’s what all those figures in statistical tables say.

So far so good as far as those figures go, which they often do anyway, whilst hiding the hideous and the horror that lay behind them. Have we ever cared as to what lies behind those numbers? Have our authorities ever noticed or wondered?

We all know how male-dominant these countries are and the nature of the mindset that they have acquired as a result, towards their own women. I don’t think anyone needs to be told as to how they would look at and treat these hapless foreign women.

Sometimes getting battered and bruised, often sweared-at by their masters, our mothers, sisters and daughters spend years slaving away in those homes, breaking their backs whilst, constantly at the risk and under the threat of getting abused, both physically and mentally.

Some of them pay the price in the form of irreparable trauma done to their dignity, sanity, and soul. Few of them have paid the ultimate price, for listening to and believing in the grandiose sermons of their agents, a grotesque, macabre reward to the innocent and the gullible for doing so.

In Saudi Arabia, one of the prime locations of our female domestic-aid workforce, Sri Lanka is said to be called the ‘country of housemaids’. Can any country be proud of this, let alone one with a civilization dating back to or even further than two and a half millennia?

We are still not even halfway as far as this bitter tale goes. Back at home and in some families (no statistics available as far as I know, yet numbers wouldn’t be insignificant or small) of those working mothers, another drama unfolds.

Some unscrupulous husbands now feeling freer and lighter than kites floating in the skies above our Galle Face greens, relieved of work to meet their families’ needs and looking after the responsibilities, suddenly become adventurous and curious going well past the average. They begin to dance, gallop and gallivant in ecstasy, immerse themselves in pleasures of intoxication, forbidden flesh and gambling.

And the children are often left to their own devices, mostly being looked after by the grandparents or other siblings of the mother.

There are a few other; the dirty, the obscene and the ugly, which many a concerned writer has pointed out before me and I don’t think they need any further mention or reference.

I am sure we keep records of relevant data relating to all juvenile delinquents/young offenders spending their time in rehabilitation centres and open prison camps. Has any authority tried to delve into those data and made attempts to establish whether there is any relationship between the ‘instances of a mother-working overseas in this particular capacity or one related to it, and the incidents of juvenile delinquency’? And how many incidents are left unreported, anyway? I am sure that there is a lot more of them, which do not come in the limelight.

Now where is the solution? We cannot stop people from going overseas to work. But we can make them pause, think and stop. What if?

And the authorities, the biggest villain in this tragic drama should take immediate steps to investigate, study and begin necessary actions to establish a benchmark income level, which is on par with the current standard of living in the country and ensure that the relevant stratum of the populace is lifted above that mark.

In short, this is poverty alleviation. In fact it is ‘accelerated poverty alleviation’, which is not impossible, if the will is there.

‘Stop being spendthrift by dipping into our starving coffers. Stop playing with the country’s well-being and welfare. Get off your high horse. Cut off your excesses and pleasures, which are obscene, wicked demonstrations that smack of abuse of power.

Stop your name-building and spreading your fame at any cost or aiming for self-glorification while, pouring monies into bottomless pits (with highly disproportionate returns in comparison) that one day will be asking you in no uncertain terms to return the favours granted that cannot be met unless we sell more and more of the country while, caught in a vicious cycle of debt.

Instead, concentrate on efficacy, efficiency and productivity. Give a thunderous lion’s roar as one, so that we all could hear it; no to corruption, no matter how big or small it is and leave aside your petty, party, paltry politics, for the greater good of the nation’.

We should start doing something about it from right now with the top leading the way by example.

If we do this, the day won’t be too far away, when the end of that ‘flight would not become the beginning of a plight for some, any more’.

Sri Lanka a key component of Maritime Silk Road: China

Sri Lanka is a key component of the 21st Century Maritime Silk Road with Hambantota Port and Colombo Port City as the two flagship projects of the pragmatic cooperation between China and Sri Lanka under the Belt and Road Initiative (BRI), Chinese Ambassador Cheng Xueyuan said yesterday.

In a statement, he said that they believed that China-Sri Lanka economic and trade cooperation would inject new vigor to Sri Lanka’s economic and social development, enable development achievements to better benefit our two peoples, and let ordinary people get more sense of gain.

He said Sri Lanka also attaches great importance to the China International Import Expo (CIIE) and will send a high-level delegation to China.

Sri Lanka’s black tea, rubber, gems, textiles and other featured products will come to Shanghai, exhibiting the charm of Sri Lanka to the huge Chinese market. We believe that China-Sri Lanka traditional friendship will continue to deepen on this new platform,” he said.

In November this year, China will hold the first China International Import Expo (CIIE) in Shanghai.

This is the world’s first expo themed on import and is a major policy measure of China to further open its market to the world. In the coming 15 years, China is expected to import 24 trillion USD worth of goods. CIIE will provide new opportunities for export, build new platforms for countries to share dividends of China’s development and inject new vitality to world economic growth,” Ambassador Cheng said.

Meanwhile, he said according to the statistics released by China’s National Bureau of Statistics, China’s GDP growth rate in the first half of 2018 reached 6.8 per cent.

MR asks envoys appointed by him to plan for future

Former President Mahinda Rajapaksa had held talks with envoys appointed during his Presidency to serve in Sri Lankan missions abroad and requested them to come up with suggestions on Sri Lankan’s foreign policy to be adopted under a future government.

Former External Affairs Minister G.L. Peiris told the Daily Mirror that all envoys appointed by Mr. Rajapaksa had attended the meeting.

We had a fruitful discussion. We talked about what we were trying to accomplish during our time in office and where we might have gone wrong. We contrasted it with the present situation in the country,” he said.

He said the former president had asked them for their thoughts on a future foreign policy.

The former envoys formed themselves into various committees on the basis of geographical regions where they served. Those who served in Asia were in one group. I will be meeting them every month as they formulate their thoughts,” Prof. Peiris said.

Far reaching impact of July 1983 anti-Tamil riots on Sri Lanka

The anti-Tamil riots in Colombo and several other towns in Sri Lanka which raged for nearly a week in July 1983, were unprecedented in the annals of ethno-communal rioting in the island. But the most disturbing aspect is that the riots’ impact is still being felt. The issues which triggered them are still unresolved and the country continues to pay for the folly of unleashing  unbridled violence on a seemingly powerless minority.

For the first time in the history of civil commotions in Sri Lanka, 371 Tamils lay dead (unofficial estimates put the number at over 1000). More than 100,000 were rendered homeless; and 130,000 were turned into refugees forced to seek shelter elsewhere both in the island and abroad. An overwhelming majority of the 162,000 Tamils then living in Colombo, were in unlivable refugee camps.

Far reaching impact of July 1983 anti-Tamil riots on Sri Lanka

More than 100,000 fled to Tamil Nadu in South India by every possible means of transport including country boats. There  they were accommodated in scores of camps under appalling conditions.

According to Eleanor Pavey (https://www.sciencespo.fr/mass-violence-war-massacre-resistance/en/document/massacres-sri-lanka-during-black-july-riots-1983) the total damage caused to commercial and residential property in Colombo was officially estimated at U$140-180 million or 4% of the country’s Gross National Product at that time.

Planned Massacre

Even though the Black July” riots were triggered by overwhelming anger among the majority Sinhalese over the killing of 12 army men by Tamil militants in the North, their scale and intensity betrayed meticulous planning and  organization with the active (though clandestine) assistance of the then regime.

The J.R.Jayewardene government feigned innocence initially. But later, Information Minister Ananda Tissa de Alwis said that a pattern of organization and planning has been noticed in the rioting and looting that took place. Some organized force set this violence in motion. We have to find out who it was. It was not a haphazard hit-and-run operation.”

But government involvement in this mass uprising” was there for all to see. To quote from the Broken Palmyra: The General Secretary of the government union the Jathika Sevaka Sangamaya (JSS) was identified as the leader of gangs which wrought destruction and death all over Colombo and especially in Wellawatte, where as many as ten houses a street were destroyed. A particular UNP municipal Councilor of the Dehiwela-Mount Lavinia Municipality led gangs in Mount Lavinia. In the Pettah (the bazaar area, where 442 shops were destroyed and murders were committed) the commander was the son of Aloysius Mudalali, the Prime Minister’s right-hand man.”

In some cases, uniformed military personnel and police were seen leading the attack. They used vehicles of the Sri Lanka Transport Board and other government departments and state corporations. Trucks of the Ceylon Petroleum Corporation’s Oil Refinery came from many miles away.”

Later, President Jayawardene himself admitted that there was a big anti-Tamil feeling among the forces, and they felt that shooting the Sinhalese who were rioting would have been anti-Sinhalese; and actually in some cases we saw them  encouraging the rioters.”

Prison Massacres

On July 25, in Colombo’s Welikade prison, angry Sinhalese inmates wielding spikes, clubs and iron rods broke into the ward housing Tamil prisoners including convicted separatist guerillas and massacred them. Prison guards had provided the Sinhalese inmates with tools to break in to the Tamil ward. Thirty-five Tamil prisoners were massacred,” Eleanor Pavey writes in her detailed paper. Among the dead was Dr. S. Rajasundaram, the secretary general of the Gandhiyam Movement. On July 27, a further 17 Tamil prisoners were killed by Sinhalese inmates in the same jail.

Jayewardene’s Address

It took five days for President Jayawardene to address the nation on the carnage. He expressed no sympathy for the Tamils, nor did he mourn the dead. On the other hand he promised to ban all Tamil separatist movements in the country and stated that all persons advocating the division of the country would be stripped of their civil rights, be banned from holding office and prevented from practicing a profession.

He said that the riots were not a product of urban mobs but a mass movement of the generality of the Sinhalese people.”  For the President, the time had come to appease the natural desires and requests of the Sinhalese people to prevent the country from being divided.”

On July 29, panic spread across Colombo following rumors (that were later proved to be false) that Tigers had infiltrated the capital. The ensuing violence left 100 Tamils dead and made another 30,000 flee to refugee camps, Pavey recalls.

1983 riots took a heavy toll of Tamil properties

During and after the riots, Sri Lanka was condemned in the harshest possible terms in the international media. Western nations threw their borders open to Lankan Tamil refugees. But the Sinhalese could not say good riddance” and relax. The refugees were to come back as the dreaded Diaspora” to torment the Sri Lankan State to this day with the unabashed backing of Western governments and international human rights organizations.

The massive influx into Tamil Nadu created a stir in the South Indian state adjacent to North Sri Lanka. Pan-Tamil nationalism was whipped up in India to an unprecedented crescendo. Tamil Nadu tormented Sri Lanka by giving shelter and money to Tamil militant groups, especially the dreaded Liberation Tigers of Tamil Eelam (LTTE).

The humongous pressure applied by Tamil Nadu politicians on New Delhi led to Prime Minister Indira Gandhi’s sponsoring Tamil militant groups and using them to pressurize the Sri Lankan government to yield to the Tamils’ demand for autonomy, if not an independent Tamil Eelam.

To Sri Lanka’s discomfiture, its  bid to resist India’s interference found no support elsewhere in the world, including India’s adversary at that time, the United States.

With armed militancy gaining ground and the Western and Eastern powers looking the other way, President Jayewardene had no option but to sign the humiliating India-Sri Lanka Accord of July 1987. Parliament was forced to pass the 13 th.Constitutional Amendment, which gave a newly united Tamil majority North-Eastern Province a modicum of autonomy. And Sri Lanka also had to accommodate India troops on its soil from 1987 to 1990 for the first time since independence.

However, India failed in its well-meaning efforts to bring the Sinhalese and Tamils together and make them agree to a constitution  which will give a modicum of rights and powers to the provinces in a united Sri Lanka.

Brazen Indian intervention had whipped up strong nationalistic sentiments among the majority Sinhalese, who became more rigid in their stance. As for the Tamils, they were emboldened by the support they were getting from Tamil Nadu, India, and the West to pitch for the highest, an independent Tamil Eelam.

Search for a middle ground had to be abandoned because the LTTE decided to fight for independence without outside support and use talks only to gain time. The fact that it had gained ascendency by its ruthless intolerance of opposition ruled out any other option. It fought a full scale war with the Indian army from 1987 to 1990 until the Indians were asked to withdrew.

While the Tamils fell in line with the LTTE, the Sinhalese rallied round the military, ethnically dividing Sri Lanka like never before. A  full scale war with the use of artillery, air and naval power ensued in the north as the LTTE took civilian lives indiscriminately in the South. By the time war ended in 2009, thousands had lost their lives and 290,000 Tamils were displaced.

The government won the war, but political troubles ensuing from the Tamil question continued. The UN charged government troops of committing war crimes” and passed resolutions calling for remedial measures, which Sri Lanka has been reluctant to implement. And the Tamils’ demand for autonomy within Sri Lanka is nowhere near being conceded as is the demand for a probe into alleged war crimes. Colombo’s hegemony over the Tamil areas continues with no sign of a let up.

In fact, attitudes of both the Sinhalese and Tamils have hardened. The riots consolidated the Tamil identity and gave it a broader meaning over-riding traditional, caste and class divisions which had historically made the Sri Lankan Tamil community a very hierarchical and divisive one.

The shared experiences of a common event served to strengthen an already strong ethnic identity. In many ways, the common memory of Black July has become the focal point of modern Tamil identity,” writes Eleanor Pavey.

Dr.Sasanka Perera, Sri Lankan sociologist and Vice President of the South Asian University in New Delhi says:  The 1983 July violence against Tamil in Sri Lanka (as much as 1984 violence against Sikhs in India) had established very clearly that when orchestrated violence targeting ethnic or religious minorities takes place with the sponsorship of the State or powerful political entities, justice will never be served.”

In so far as July 1983 violence is concerned, it had established precedence for similar acts followed by a similar travesty of justice.  Worse, it has immunized most of us from feeling the pains of others.”

Chief of Sri Lanka’s largest business chamber says China’s Belt and Road Initiative an opportunity, not a threat

Colombo, July 28 – China’s Belt and Road Initiative (BRI), trade and infrastructure initiatives and investments in Sri Lanka’s ports could be seen as an opportunity and not a threat, the EconomyNext quoting head of Sri Lanka’s biggest business chamber said.

Rajendra Theagarajah, Chairman of the Ceylon Chamber of Commerce said Sri Lankan businesses could not afford to ignore the evolving international trade patterns and the most visible of the two or three which are currently happening around Sri Lanka is the Maritime Silk Road initiative of China.

Commenting on the Belt and Road Initiative, Theagarajah said, It is actually a necklace which the Chinese Government is intending to embrace, one in terms of the road connecting the eastern part of China with Western Europe. They will complete the necklace which they intend to cover through Sri Lanka.”

He further explained that Pakistan was already making use of China’s Maritime Silk Road, despite the internal conflicts they are currently facing, like what Sri Lanka faced for 30 years.

Pakistan has allowed the Belt and Road Initiative to go through their country and have managed to get two bids for key infrastructure for the benefit of their country, Theagarajah said.

The Chinese are to invest in something like 4200 megawatts of renewable energy in Pakistan, which is effectively taking care of their entire energy requirements,” he said.

The second thing is that, last year, based on public Google-able data, as a result of this road, cross border trade between Pakistan and the countries which embrace the Belt and Road Initiative increased by 15 percent to USD1.1 trillion,” Theagarajah added.

It just gives you some idea of the opportunity regardless of politics, if you embrace something just happening around you.”

For the first time, three Hindus win from unreserved constituencies in Pakistan elections

Karachi, July 28 (Geo TV): For the first time in Pakistan’s history, three minority candidates (all Hindus) were elected on general seats in the National Assembly and the Sindh Assembly. Interestingly, all three candidates were contesting on the ticket of Pakistan Peoples Party.

People voting in favor of these candidates shows that the people of Sindh have rejected the politics of hate, and elected people regardless of their religion.

It is pertinent to note that majority of the Hindu voters reside in Sindh, of which 40% live in two districts; Umerkot and Tharparkar.

Quarreling over white elephants

We believe that the majority of the people of this country regard the Provincial Councils to be no less than massive white elephants burdening the long-suffering taxpayers of Sri Lanka. The long-standing Tamil demand for regional autonomy resulted in the creation of this monster that has only benefitted the political class with very little evidence of the devolution that was the raison d’etre for setting them up to be seen. Instead we have seen the multiplication of elected, paid political offices, replete with lavish perquisites, providing a new avenue for politicians to do very nicely for themselves and also aspire for Parliament as the next step up the ladder.

After the bloodbath of 1983 and the escalation of LTTE terror that followed, Operation Vadamarachchi was the first major military operation mounted by Sri Lanka’s armed forces to finish off the Tigers that had all the signs of being a sure winner. India’s barely concealed intention of launching what was called Operation Poomalai (Flower Garland) or Eagle Mission 4 of a food drop over the Jaffna peninsula on June 4, 1987 was to give Colombo a clear signal that she would intervene militarily if Sri Lanka’s ongoing effort to crush the LTTE was not abandoned. The message, delivered against a bullying backdrop of Indian air power with a squadron of Mirage jetfighters escorting the five AN 32 military transporters carrying 25 m.t. of mostly parippu dropped over Jaffna, was clearly received. The so-called Indo-Lanka Peace Accord under which the Indian Peace Keeping Force (IPKF) was deployed here followed soon after. But there was no LTTE surrender as envisaged by the Accord. Instead the Tigers fought the IPKF and the Indians took more fatalities than they had in three wars with Pakistan and lost Rajiv Gandhi to a Tiger suicide bomber.

The 13th Amendment to the Constitution, thrust down our throats by India, was the genesis of the Provincial Councils that this country has since been saddled with was the result. There has never been a demand for regional autonomy outside the north and the east of Sri Lanka. But as then Minister of National Security, the late Lalith Athulathmudali, was to famously say, “You can’t give to Jaffna what you won’t give to Hambantota.” So we had Provincial Councils countrywide with the north and the east ‘temporarily’ merged to form a single unit. Whether the people of the east wished that merger to continue was to be tested by a referendum that was never held. Eventually, it was ended by a decision of the Supreme Court.

Having completed their five-year terms of office, the North Central, Eastern and Sabaragamuwa Provincial Councils stood dissolved from September last year. The affairs of those provinces have since been run by their Governors who are appointed by the President. In September this year – just a few weeks from now – the terms of the Central, Northern and North Western PCs will also end. That is why newspaper front pages are filled these days with reports of the delays in holdings the PC elections, the demand that they be held with due dispatch and accusations that the incumbent regime with its sorry performance at the local elections last February is in a state of abject funk about facing the electors again.

Just as in the case of the local elections, we are now hearing all kinds of dates of when the PC elections will be held. Elections Commission Chairman Mahinda Deshapriya is on firm record saying that he is ready to have the elections whenever Parliament enacts the necessary legislation. Prime Minister Ranil Wickremesinghe was reported yesterday saying that these elections will be held before the presidential and parliamentary elections. This implies that they’ll be held next year. We report Professor G.L. Peiris, the Chairman of the Sri Lanka Podu Jana Pakshaya, saying he will go to court in the short term if the elections are not quickly scheduled. December and January dates are frequently tossed around. It stands to reason that the UNP and SLFP which were drubbed at the February 10 local elections, which were eventually held only after much foot dragging, will not be enthusiastic about another electoral contest before the big races down the road.

But there is no way in which they can avoid these elections. If they fear being routed once again, it is best for them that it happens sooner rather than later and there is more time for them to get their acts together before the national elections. At least this time round, we would have all if not most of the PC elections together. That is much better than having them on a staggered basis as former President Mahinda Rajapaksa did when he called the shots to extract maximum advantage for himself. The politicians burdened the country in February with twice as many local councilors as we did before; at what cost and to what purpose? Now the debate is whether the PC elections will be under the new law or the old one. The people do not care just as much as they don’t care whether we have PCs or not.

VAT charge  at nursing homes

There was suddenly a news saying vat will be charged  from patients and doctors in nursing homes. Some nursing homes started charging immediately and others started late.  Then there was another news item saying it will not be charged from the first of this month. Some nursing homes stopped altogether but some are still charging form doctors’ fees. When inquired they say they have not received the circular. How come other nursing homes have received it? And when they do receive it, will they refund it to the doctors and patients? How would they do it?

As usual in our country there are always mishaps due to the red tape and it is the common man who suffers, silently.
