Sri Lanka Ahmadiyya Convention Today at Pasyala

The Annual Convention (Jalsa Salana) of Sri Lanka Ahmadiyya Muslim Jama’at to be held today Tuesday the 14 January 2025 at Baitul Basit Mosque Sri Lanka in Pasyala, Pre-dawn (Thahajjud prayer in congregation at 4.16 am local time is also beginning of the event. Prior to the main program, flag hoisting to be done followed by silent prayer.

The main event will start at 9.30 a.m. with the recitation of Holy Qur’an followed by its translations.

The objective of this Convention (Jalsa Salana) is to present pure, pristine and peaceful teachings of Islam. Likewise to call people towards their creator, to develop love, affection and compassion among the creations of God, and promote brotherhood, are also its objectives.
 

Speakers will address on various topic quoting from Holy Qurán, Sayings of Prophet of Islam (PBUH), writings of Promised Messiah, peace be on him and also from the advice of His Holiness Ahmadiyya Khalifa Hazrat Mirza Masroor Ahmad (may Allah be his Helper).

These addresses will include on the tenets of Islam and its power to promote peace and harmony in the world.

INAUGURATION OF BAITUL KHABEER MOSQUE IN PUTTALAM.

It is worthy to mention here, by the Grace of God, Sri Lanka Ahmadiyya Community on last Friday inaugurated a beautiful Mosque in Puttalam. It was named by Ahmadiyya Khalifa as Baitul Khabeer. The completed Mosque has two story building with Dome and a Minara.. This Mosque has the spacious of worshipping 200 people.

Ahmadiyya Jama’at is a Community of Islam which is widely perceived to be different from the mainstream Muslism of the religion as they believe that the advent of a Messiah, as promised by the Prophet Muhammad (PBUH), has already happened. They believe, unlike the mainstream believers of Islam, that the Messiah was incarnated in 1835 in the form of Mirza Ghulam Ahmad.


Under Divine Command, in 1889, Ahmad proclaimed himself under the Divine Command, awaited Messiah, and was widely subscribed to be so by Muslims from around the world. The followers of Ahmad thus came to be called ‘Ahmadis’ or ‘Ahmadiyyas’.


We are completely same as the other mainstream followers of Islam but for our belief in the advent of a Messiah, which they believe is yet to take place.

President Anura Kumara Dissanayake (AKD) and his Janatha Vimukthi Peramuna (JVP)-led National People’s Power (NPP) Government have their work cut out for them in every sphere – economic, political, and social – this year. 

In fact, how AKD steers his JVP/NPP Government and the country as a whole this year will determine the future of not only the President and his party but that of an entire nation as well. While being engaged in the ongoing economic recovery programme, Sri Lanka has to manage geopolitics and political developments as well as ensure social welfare and justice. 

The Clean Sri Lanka programme, which is the main programme of AKD and his Government, is now on a bumpy road, with attempts being made for the programme to stay the course.

While the Clean Sri Lanka programme is gathering steam in some aspects, the Government will have to ensure that the programme progresses without meeting the fate that befell the voluntary clean-up programme that was launched by youth groups in 2019 after then President Gotabaya Rajapaksa (GR) assumed office. 

Soon after GR assumed office, youth groups engaged in various programmes islandwide to clean public places and to paint walls in such places as well. They claimed at the time that the voluntary programme was aimed at cleaning and beautifying the country and instilling discipline among the public.

The JVP/NPP Government will also have to work in a manner that will not draw criticism from the public and to get them involved as stakeholders of the programme. The ideal scenario would have been for the Government to engage in awareness campaigns to educate the public about the Clean Sri Lanka programme, its intended work, and outcomes, before launching it on 1 January without specific details and directions and expecting the public to get on board with it.

The revelation made by outspoken Opposition Member of Parliament (MP) Chamara Sampath Dasanayake that a sum of around Rs. 7 million had been spent to launch the Clean Sri Lanka programme on 1 January without following proper procurement procedures, making it difficult for officials to make the relevant payments, also left the public wondering about the allegations while Leader of the House, Minister Bimal Rathnayake requested details from Dasanayake to respond. 

Dasanayake claimed that he would table the details that include Rs. 200,000 allegedly allocated to a singer, Rs. 15,000 to models who had served as ushers at the event, Rs. 700,000 for the theme song, and Rs. 2.1 million to create the website.

The due procurement process has not been followed with regard to spending this Rs. 7 million. The Presidential Secretariat accountant has refused to issue the relevant cheque. You (the Government) will have to pay this sum from the fund in Pelawatte (a reference to the NPP fund). If the Government can prove that I am wrong, I will step down as an MP. This project failed at the inception itself.”

However, the following day (10), Chief Government Whip, Minister Dr. Nalinda Jayatissa denied Dasanayake’s allegations, saying that only Rs. 900,000 had been approved for the Clean Sri Lanka launch and that not a cent would be paid extra. He added that Dasanayake’s allegation of Rs. 7 million was wrong.

Dr. Jayatissa pointed out that Dasanayake seemed to have gotten the quotations that were received for the event with the actual expenses. The Minister added that the quotations had not been approved and only a sum of Rs. 900,000 had been approved for the programme.

It will now be interesting to see Dasanayake’s response since he threatened to quit the House if his allegations were proved to be false. 

Be that as it may, the outspoken Dasanayake also went on to reveal in Parliament the actions of former President Ranil Wickremesinghe that eventually resulted in the JVP/NPP victory at the last elections. The MP claimed that the Samagi Jana Balawegaya (SJB) and its Leader Sajith Premadasa would have won the election had Wickremesinghe not taken steps to break away 2.2 million votes from the SJB vote bank.

You always scold Ranil (Wickremesinghe) and us. There’s no point in it. If we had not broken 22 (2.2 million), Sajith (Premadasa) would have been president. It is because we broke away 22 that you received 159 (seats). Otherwise, you would not have gotten 159. You will be seated on this side (Opposition) and they (the SJB) will be seated on that side (Government side),” Dasanayake claimed.

Budget 2025

Amidst all this, the AKD Government is gearing for one of the focal points in its economic and governance area – Budget 2025.

In terms of the Consolidated Fund, the recurrent expenditure is Rs. 3,021,901,982,000, the capital expenditure is Rs. 1,594,850,000,000, and the total expenditure is Rs. 4,616,751,982,000.

The maximum expenditure limit for governmental activities is Rs. 43,218,025,000. The maximum debit balance limit for governmental activities is Rs. 84,532,500,000. The maximum limit of liabilities for governmental activities is Rs. 12,065,000,000.

The Second Reading (Budget Speech) of the bill is scheduled to be held on 17 February and the Second Reading debate is scheduled to be held for seven days from 18-25 February. Thereafter, the vote on the Second Reading of the bill is scheduled to be held on 25 February at 6 p.m.

The AKD Government’s 2025 Budget will play a decisive role in the International Monetary Fund’s (IMF) approval of the pending tranche under the ongoing Extended Fund Facility (EFF).

Gearing for China

Meanwhile, President AKD is set to travel to China on Tuesday (14) and the final touches to the visit are being made, with plans to sign several agreements between Sri Lanka and China during the visit.

The President is to be accompanied by Foreign Affairs, Foreign Employment, and Tourism Minister Vijitha Herath and Transport, Highways, Ports, and Civil Aviation Minister and Leader of the House Bimal Rathnayake.

AKD is to meet Chinese President Xi Jinping and Prime Minister Li Qiang on Wednesday (15).

Meanwhile, the Cabinet of Ministers has also granted approval for the continuation of supporting the ‘One China’ policy. The Government has maintained that Sri Lanka has consistently followed the ‘One China’ policy, which means that it recognises only the People’s Republic of China as the legitimate China, with Taiwan as an inalienable part of China. 

The AKD Government’s decision has resulted in increased interest among many other countries, including the US and India, which are keeping a close watch on President AKD’s visit to China.

It is learnt that President AKD will underscore the importance of Chinese businesses not making various payments to individuals outside project-related work in order to ensure there will be no more commission payments.

Meanwhile, Chinese Foreign Minister Wang Yi made a brief stopover in Sri Lanka last Sunday (5) while on his way to Namibia.

Airport and Aviation Services Sri Lanka (AASL) had stated that Communist Party of China (CPC) Central Committee Political Bureau member, Foreign Minister Wang had arrived at the Bandaranaike International Airport at around 2.18 p.m. for a transit stopover enroute to Namibia.

The Chinese delegation of 18 members had been welcomed by Ambassador of China to Sri Lanka Qi Zhenhong, AASL Chairman Air Chief Marshal (Retd) Harsha Abeywickrama, and AASL Vice Chairman Cyril Wannigama.

The Chinese Foreign Minister and his delegation had left Sri Lanka at 4.23 p.m. local time.

Agreements on media

It is learnt that among the agreements that are to be signed between Sri Lanka and China are several that will link Sri Lanka’s State media with Chinese media institutions.

Accordingly, the Cabinet had reportedly given approval to a Cabinet paper presented by Health and Mass Media Minister Dr. Nalinda Jayatissa that includes the following agreements:

Memorandum of Understanding (MOU) between the Ministry of Health and Mass Media and the National Radio and Television Administration of the People’s Republic of China; MOU between United Newspapers Company Ltd. and Xinhua News Agency of China; Memorandum of Cooperation between the Department of Government Information and Xinhua News Agency of China; MOU between the Sri Lanka Rupavahini Corporation and China Media Group; and MOU between the Sri Lanka Broadcasting Corporation and China Media Group.

Other agreements

The Cabinet last week also approved the signing of a MOU between China Media Group and the Sri Lanka Tourism Promotion Bureau, with the aim of positioning Sri Lanka as a leading destination for Chinese tourists by using the latest technology and expertise of the media group based on the cooperation between the two parties.

The proposal was submitted by Foreign Affairs, Foreign Employment, and Tourism Minister Herath. 

The Cabinet had also approved the signing of an agreement on the protocol related to the export of chicken meat to the Chinese market.

Indian support

Meanwhile, India last week announced that the Indian Government had converted nearly $ 100 million worth of loans issued to Sri Lanka to grants. This was announced by Indian High Commissioner to Sri Lanka Santosh Jha during a briefing with media personnel last week.

$ 20.66 million has been extended as grant assistance to settle the payments related to seven completed line of credit projects in Sri Lanka. Similarly, there is another important project of rehabilitation of the Kankesanthurai Harbour in the Northern Province with total grant assistance from India to the tune of $ 65 million. This is also something that was to be executed through a line of credit but will now be executed through a grant. 

Along with $ 14.9 million for the Maho-Anuradhapura Railway Signalling Project that I mentioned earlier, more than $ 100 million worth of loans have been converted by India into grants. This conversion of loans to grants was also discussed in the Sri Lankan Parliament, on the return of the President, with much appreciation,” the Indian High Commissioner told the press.

According to the High Commissioner, India’s grant assistance to Sri Lanka stands at $ 780 million at present. Out of these, completed projects are estimated to be worth $ 390 million, ongoing projects are approximately $ 211 million, and committed grant projects in the pipeline stand at nearly $ 180 million. The total new assistance overall is $ 391 million.

Jha also noted that President AKD had also invited Premier Narendra Modi to visit Sri Lanka this year.

Expressing confidence

Sri Lanka is however confident that it can drive the debt-to-GDP ratio well below 95% by 2032 with GDP and currency overperformance, as debt has already fallen below the required level.

A statement from the Finance Ministry said that various critiques had been made of the IMF’s Debt Sustainability Analysis (DSA) target, with the view that the debt-to-GDP target of 95% by 2032 was too high.

However, 95% is just the target; there is nothing to prevent the Government from achieving a debt to GDP well below that target,” the statement read.

The Finance Ministry said that debt to GDP had already declined below the level the IMF anticipated at the time of the programme review and that any overperformance in GDP growth and currency would help the country drive the debt-to-GDP ratio below the 95% target.

Moreover, it said that the negotiations with the bondholders had ensured that even at the highest state of growth overperformance, a nominal haircut of 16% had been obtained and a Net Present Value (NPV) haircut of 33% (at an 11% discount rate) had been achieved.

Ravi’s question

However, Opposition MP Ravi Karunanayake, while explaining the current economic conditions in the country, asked the Government in Parliament how Rs. 5,000 billion required for this year was going to be raised. 

He asked the Government to explain its programme under the current path to raise revenue and investments apart from the IMF since the programme with the IMF alone could not help the country in this endeavour.

According to Karunanayake, managing inflation alone will not address the issue of raising the targeted revenue for the year.

Minister of Labour and Deputy Minister of Economic Development Prof. Anil Jayantha Fernando responded to Karunanayake’s question agreeing that following the IMF framework and managing inflation targets alone would not address the issue. 

However, Prof. Fernando noted that, unfortunately, the Public Financial Management Act had put in place limits for 2025 that included revenue and expenditure. He explained that these limits had been put in place according to projected GDP for 2025, which had been done in line with the IMF programme by the Public Finance Department. 

No one can project 100% about these statistics. For this year it has been set that 13% GDP should be the expenditure while 15% has to be raised,” the Minister explained.

He further noted that the Government had set its policies within this framework and would work to increase production and get more investments to the country.

Karunanayake then asked about the Government’s plan to support and uplift the 70% of Small and Medium-sized Enterprises (SMEs) in the country.

Prof. Fernando stated that the Government had already discussed with all officials in the country’s finance establishment and had planned a programme to develop the SME sector as well. He noted that growth could be considered successful only if the benefits were equitably distributed and the latest figures showed that it was not so. 

According to Prof. Fernando, the current welfare measures carried out by the Government are not merely for welfare but to provide assistance to the people to uplift them and get them involved in the economic process.

Blaming RW

Meanwhile, the Government continues to face pressure from the Opposition over the ongoing shortage of certain varieties of rice and the high prices of the stocks in the market. The issue resulted in a heated exchange of words between the Government and the Opposition during last week’s parliamentary sessions.

Former President Wickremesighe was also blamed by the Government for the ongoing shortage of red rice. 

Minister of Trade, Commerce, Food Security, and Cooperative Development Wasantha Samarasinghe, responding to questions posed in Parliament by Sri Lanka Podujana Peramuna (SLPP) National Organiser Namal Rajapaksa, acknowledged a shortage of red rice in the local market, but said the shortage was a result of the former Government distributing 20 kilos of rice per person free of charge ahead of the Presidential Election.

Samarasinghe alleged that the Wickremesinghe Government had distributed red rice to the public who did not consume red rice as well, which had resulted in the shortage. The Minister however stated that the Government had taken necessary measures to address the issues and ensure the continuous supply of rice to the local market.

Meanwhile, Namal also locked horns with Prime Minister Dr. Harini Amarasuriya over the fertiliser subsidy allocated for farmers for the Maha season, asking the Government if the promised subsidy would be paid after the Maha harvest.

The Premier stated that 996,992 farmers would be given the allocated Rs. 25,000 fertiliser subsidy in two instalments between 1 October 2024 and 15 February this year and that the first instalment had already been made while the second instalment would be completed next month.

Contradictions and confusion

Despite attempts by the JVP/NPP Government to streamline systems and act against corruption, there seems to be quite a bit of chaos being created, resulting in several key programmes coming to a standstill and stakeholders looking at initiating legal action against the Government’s unilateral decisions without any stakeholder consultations.

Some decisions taken by several key ministries have adversely impacted the power and energy and land sectors. 

One incident that was recently reported was where the Ministry of Plantation and Community Infrastructure had suspended a power project in the Badulla District aimed at providing electricity to families in the Sinhalayagama, Unakanda, and Annasigala regions, saying it was necessary to facilitate an investigation into the land allocations, while the Energy Ministry maintained that the project was moving ahead and was in active status. Despite being over 85% complete, the project had reportedly been halted on the orders of JVP/NPP Minister Samantha Vidyarathna.

Energy Ministry Secretary Prof. Udayanga Hemapala denied any official cancellation of power projects since 26 September 2024 and Ceylon Electricity Board (CEB) General Manager Wasantha Edussuriya had confirmed that the project was in the commissioning stage. There is no reason to halt it because the project is still under commissioning. Sometimes it may stop under their requirement,” he had added.

Another incident related to the power and energy sector was the move by the Energy Ministry to cancel several renewable energy projects while also cancelling the tariffs that had been agreed for several projects through previous Cabinet approvals. 

The relevant Cabinet paper was approved last week and several previous Cabinet decisions on renewable energy are to be revoked as a result. The renewable energy industry has expressed dismay at the Government’s move, claiming it will have an adverse impact on investor confidence in the industry.

Another incident is the Government’s decision to stop releasing lands even for projects in order to launch an investigation into the lands released by the Land Reform Commission (LRC) since 2015. This inquiry has resulted in land releases for projects coming to a standstill, resulting in a delay in the recommencement of some stalled projects.

This delay in assigning lands for projects is a contradiction of President AKD’s call for businesses and investors to explore opportunities to carry out development projects. The President has announced that Sri Lanka is open for business and foreign investments while the Government is yet to take measures to ensure the ease of doing business in the country.

While irregularities and corruption need to be addressed and acted upon, such actions need to be pursued without hindering the economic processes at play, given that Sri Lanka’s economy is still in a fragile state.   

Corruption complaints

Meanwhile, Foreign Minister Herath has claimed that complaints have been made by diplomats from South Korea and Australia that businesses and investors from the two countries who have tried to do business in Sri Lanka have left for India and Vietnam instead due to the request for monies by some politicians in previous governments to support businesses or investments from these two countries.

These complaints have been made during recent meetings held between Herath, the South Korean Ambassador in Sri Lanka, and the Australian High Commissioner in Sri Lanka.

The South Korean envoy had pointed out that a South Korean company had won the open tender for the construction of an oil pipeline from Muthurajawela to the Bandaranaike International Airport. However, this tender had been cancelled without giving any reason.

However, there are now calls by the public for the Minister to reveal the names of the politicians who had requested monies from foreign companies in keeping with the JVP/NPP Government’s pledge to be transparent and act against irregularities.

Tuition for the Govt.

The JVP/NPP Government’s actions and work have now become a topic of discussion among the general public as well as political circles.

The Government was also the key topic of discussion during an unexpected meeting that took place between former President Mahinda Rajapaksa (MR) and senior members of the Sri Lanka Freedom Party (SLFP) in Kataragama on the night of 31 December 2024. 

The SLFP has a tradition of holding a pirith chanting ceremony at the Kiri Vehera in Kataragama. MR and his family also have a tradition of engaging in religious activities in Kataragama as the new year dawns.

MR and SLFP seniors were entertained by the Chief Incumbent of the Abhinavarama Temple in Kataragama. Over a cup of tea, everyone had discussed the current state of the country and the JVP/NPP Government’s actions.

SLFP MP Chamara Sampath Dasanayake had made an interesting comment about the incumbent Government’s inability to carry out its work and failure at governance. He had noted that the Government’s inabilities were so great that some members had even failed to engage in extramarital affairs (Me anduvata kochchara veda berida penava neda, hariyata kotuvakvath paninna be ahuvenne nethiva”). 

Everyone had laughed at this statement and former Minister Mahinda Amaraweera had said while laughing that Dasanayake as a senior MP should give tuition to the newcomers to the House, especially from the Government side. Dasanayake had laughed and said that there were more qualified people than him in the House to tutor JVP/NPP MPs on such matters. 

MR’s wish 

Meanwhile, former President MR was among the first devotees in the new year to make offerings to the Ruhunu Maha Kataragama Devalaya. 

Accepting his offerings, the kapu mahaththaya had asked MR if he had any wish from the gods. MR had smiled and said that he wished that the people would not suffer from shortages of food and other difficulties during the new year (Hemotama karadarayak nethiva kanna endala inna puluvan wewa kiyala pathuva”).

Namal in hospital

However, Namal was not present with his father, MR, in Kataragama, like during previous years.

MR and the family had spent the holiday season in Nuwara Eliya and returned to Colombo on 31 December 2024 in order to leave for Kataragama for the religious observances at midnight. Namal however was unable to make it to Kataragama since he had to take one of his sons, who was down with the flu, to hospital for treatment in Colombo.

Namal on 1 January attended the New Year celebrations at the SLPP Headquarters from hospital.

Changes in SJB

The main Opposition SJB meanwhile is still trying to recover from last year’s electoral defeats and is looking at making changes to several key positions in the party amidst the growing dissension within the party over the party leadership, the lack of party democracy, and the interference of what is termed as third parties affiliated to the party leadership.

There were first reports of changes being made to the post of national organiser held by Tissa Attanayake following the critical comments made by him against the party leadership calling for immediate party reforms.

However, it is learnt that there are now moves mooted by loyalists of Opposition and SJB Leader Premadasa to make changes to the posts of party chairman and general secretary.

SJB Chairman Imthiaz Bakeer Markar it seems has earned the wrath of the SJB leadership and his loyalists following his recent letter containing 12 proposals to address the issues faced by the party. When there had been no response to the letter from the party leadership, Bakeer Markar had copied the letter to the General Secretary, National Organiser, and Treasurer of the party, which was later leaked and publicised in the media.

However, many SJB seniors have expressed their opposition to making changes to key positions in the party, which they claim is being mooted by Premadasa and his loyalists, once again in an arbitrary manner to make way for a few Premadasa loyalists.

Being sidelined

However, many SJBers as well as others in the political scene have been wondering about the reason for Bakeer Markar being sidelined by the party leadership.

It is in such a backdrop that several senior SJBers had discussed an incident that had taken place during a meeting of SJB seniors after the party’s defeat at the last Presidential and Parliamentary Elections. 

During this meeting, which was chaired by SJB Leader Premadasa, Bakeer Markar had stated that the party had been defeated at the two elections due to shortcomings within the party and that these issues needed to be properly identified and addressed to ensure the SJB’s victory at future elections.

Bakeer Markar had proposed that a committee be appointed for the purpose. Premadasa had then proposed that his confidant, Lakshman Fonseka, also be included in the proposed committee. Bakeer Markar had responded immediately saying that Fonseka should not be included in this committee since those who had decided on the party strategies and campaigns for the elections should not be part of it since the report and recommendations needed to be done impartially.

According to several senior SJBers, Bakeer Markar’s comments at this meeting had resulted in him being sidelined by the party leadership, which eventually resulted in him being axed from the party’s National List members to Parliament as well as not receiving a response to his letter containing proposals to address the issues currently faced by the SJB.

Decisive meeting

Amidst this increasing dissension within the party, the SJB Working Committee met last week, resulting in a decisive discussion.

Unlike during other Working Committee meetings, this time around, the party leadership had distributed a document to all members outlining the meeting agenda prior to commencement. The document had shown that among the key issues to be discussed at the meeting was Bakeer Markar’s letter with proposals to reform the party. 

However, at the outset of the meeting, a majority of the Working Committee members had spoken about the current political situation and the elections to cooperatives and the SJB winning some of them. 

After listening for a while, MP S.M. Marikkar had said that they should not lose focus and veer away from the main reason for the meeting. He had noted that there was no point in talking about the ‘feel-good’ stories instead of talking about the real issues and working to strengthen the party.

National Organiser Tissa Attanayake had also supported Marikkar’s statement, saying that the proposals presented by Bakeer Markar needed to be discussed. He had pointed out that there were shortcomings within the SJB that needed to be addressed and everyone needed to reflect on them and correct their mistakes or the SJB would continue to lose future elections.

Prior to discussing the proposals, Premadasa had expressed his displeasure over the leaking of Bakeer Markar’s letter to the media. Bakeer Markar had denied releasing it to the media, saying he had only given the letter to the Party Leader and a few other party office bearers – General Secretary Ranjith Madduma Bandara, National Organiser Attanayake, and Treasurer Harsha de Silva. It is learnt that the letter had been leaked to the media from the table of one of the party seniors who had been given the letter.

New committee

However, Premadasa decided to implement several proposals made by Bakeer Markar, which included the holding of regular and timely meetings of key party committees and for the appointment of a committee to study the changes that need to be made to the SJB as part of the reforms process.

Accordingly, a four-member committee was appointed consisting of SJB General Secretary Madduma Bandara, Chairman Bakeer Markar, National Organiser Attanayake, and Kabir Hashim.

It was also decided that the SJB Management Committee would meet every Wednesday and that the party’s Working Committee would meet every third Thursday of the month.  

Three new members were also appointed to the SJB Management Committee – Marikkar, former MP Buddhika Pathirana, and Lalith Bandara.

Continuing push for alliance

Amidst the ongoing internal conflicts within the SJB, there is a continuing push for the party to unite with the United National Party (UNP).

The unofficial talks between senior members of the UNP and a group of SJBers that commenced after the Parliamentary Polls last November have recommenced this month, with several UNP and SJB seniors engaged in unofficial talks.

It is learnt that several key Premadasa loyalists have expressed willingness to explore possibilities of the two parties joining forces.

The SJB side, it is learnt, has proposed to the UNP side that Premadasa be given a leadership role in the proposed alliance. It is also learnt that the UNP is also agreeable to giving more powers to the SJB in the new alliance.

Thalatha’s bridge

The appointment of former SJB MP Thalatha Atukorale as the General Secretary of the UNP has renewed hope among the UNPers and SJBers of the possibility of uniting. This renewed hope has been further strengthened after Atukorale officially assumed duties as the UNP General Secretary at the Party Headquarters, Sirikotha, last Friday (10).

Senior SJB members, including several Premadasa loyalists, have also expressed hope that Atukorale will serve as a bridge between the UNP and SJB and that it is the best opportunity for the two parties to unite. A senior SJBer noted that there were several issues that needed to be ironed out with the UNP before proceeding with alliance talks and that these areas were being discussed at present.

Atukorale has been pushing for the two parties to unite even during her tenure in the SJB before defecting to support Wickremesinghe at the Presidential Election last September.

Only under the ‘elephant’

Meanwhile, the UNP has decided to maintain that the party will contest future elections only under the ‘elephant’ symbol.

The decision to stick to the ‘elephant’ was made after the UNP’s recent experience with the New Democratic Front (NDF) alliance under the ‘gas cylinder’ symbol, where the NDF General Secretary arbitrarily filled the two National List slots the alliance obtained at the Parliamentary Elections. 

Sajith-RW meet

Meanwhile, SJB Leader Premadasa and UNP Leader Wickremesinghe met last week at the almsgiving held to mark the 50th birthday of Ven. Welipana Dharmarama Thera. It was interesting to see the UNP’s Wajira Abeywardena seated between Premadasa and Wickremesinghe. However, both leaders had engaged in a friendly chat.

It is learnt that the two Leaders had spoken about the incumbent Government and its actions. The discussion had also included the recent statements being made by Government ministers, the upcoming budget, and the matters to be raised in the House.

SLFP’s united front

The SLFP meanwhile put forward a united front last week when all senior members gathered at the S.W.R.D. Bandaranaike statue on Wednesday (8) to mark their late Founder’s birth anniversary.

The event was graced by former Presidents Chandrika Bandaranaike Kumaratunga and Maithripala Sirisena, who have both served as Leaders of the SLFP, and the new office bearers of the party led by SLFP Leader, former Minister Nimal Siripala de Silva. The SLFP seniors, who have been at loggerheads for some time, were seen seated together and talking to each other.

Ministry of Health Secretary Dr. Anil Jasinghe, has announced that the Government is focusing on the establishment of several laboratories to test medicines in the near future.

Dr. Jasinghe also indicated that an investigation is planned into recent allegations regarding the importation of medicines by a blacklisted company.

It was recently revealed that the State Pharmaceuticals Corporation (SPC) tender board had allegedly awarded a tender to purchase 270,000 bottles of an antiseptic mouthwash used for the treatment of inflammatory dental conditions, ‘Chlorhexidine’, to a Bangladeshi company that had been blacklisted.

Speaking in response to several questions raised by journalists in Kandy, Dr. Jasinghe elaborated on the Government’s plans: These tests should be conducted at various stages of quality checking. However, so far, such testing has only been carried out when a complaint arises. This approach is insufficient. Now, the Government is concentrating on setting up one or two testing laboratories in Sri Lanka,” he said. Although Sri Lanka is a small country, its procurement process is much larger than that of many developed countries, given that the healthcare system is State run and the supply of medicines is centralised,” he added.

Meanwhile, the Medical and Civil Rights Professional Association of Doctors (MCPA) has called for the resignation of the SPC Chairperson and its Board of Directors following allegations that the SPC tender board awarded a Rs. 37 million antiseptic mouthwash tender to a blacklisted company. Speaking to The Daily Morning, the MCPA President Dr. Chamal Sanjeewa said that the SPC has enjoyed a strong reputation among health sector institutions; however, the alleged transaction has tarnished its reputation. “The public’s trust in the SPC has been damaged by this transaction. How can a tender be awarded without the knowledge of the Chairperson and the Board of Directors? They must take responsibility and resign from their positions.” Attributing the tender in question to be the first tender issue that took place under the current Government, he said that Health Minister Dr. Nalinda Jayatissa should also pay immediate attention and take appropriate action against those involved.

Dr. Jayatissa and the SPC were not available for comment.

However, Minister Dr. Jayatissa has vowed to safeguard all employees dedicated to resolving and correcting issues within the pharmaceutical sector. He stressed that the pharmaceutical industry, while being one of the most profitable globally, has also become a hub for racketeering. Dr. Jayatissa made these remarks during an emergency inspection tour of the SPC, located at the ‘Mehewara Piyasa’ office complex in Narahenpita. He held an extensive discussion with the governing authority of the SPC to find ways to improve the institution’s operations, ensuring that they are carried out in a more systematic and transparent manner. Additionally, Dr. Jayatissa provided guidance on several aspects of the drug supply network, including the current functioning of the system, the drug procurement process, and the drug distribution programme, as well as outlining strategies for the future development of these activities.

According to Dr. Sanjeewa, dealings with the company in question had been suspended as a default supplier due to a non-settlement of claim” with legal action underway to recover an unsettled amount of nearly Rs. 130 million. However, he claimed that the SPC tender committee, led by its Managing Director and the Deputy Director of the National Hospital of Sri Lanka, Colombo, awarded the tender despite the company lacking National Medicines Regulatory Authority registration or World Health Organisation standard certification at the time. The relevant transaction is alleged to have been made by officers appointed under the current Government last month (in December 2024) under tender bearing number DHSP/WW/15/2025.

Meanwhile, in a statement issued yesterday (13), SPC Chairperson Dr. Manuj Weerasinghe said that the SPC Procurement Committee had initially decided to award the tender to the said blacklisted supplier; however, the decision was suspended after it was identified that the company had been blacklisted as a defaulter on 29 October of last year (2024). He however denied the allegations that the supplier did not possess the NMRA registration. Following the suspension of the decision to award the tender, he said that the necessary steps to select a suitable bidder from the remaining candidates had already been finalised. He added that this process was completed before media reports about the tender emerged.

Prez leaves for 4-day China visit

President Anura Kumara Dissanayake was set to depart the country last evening (13) for a four-day State visit to the People’s Republic of China. 

This visit, taking place from 14-17 January, is undertaken at the invitation of Chinese President Xi Jinping.  

During the visit, President Dissanayake will hold discussions with President Xi Jinping and Premier Li Qiang, as well as engage with other senior Chinese officials to strengthen diplomatic ties.  

The agenda includes key focus areas such as technology, agriculture, and poverty alleviation. The President is also scheduled to visit strategic facilities and participate in high-level business forums aimed at enhancing economic collaboration and investment opportunities, a statement said.  

A series of bilateral agreements to deepen mutual understanding and cooperation between Sri Lanka and China will be signed during the visit.  

This marks President Dissanayake’s second international State visit since assuming office and is considered a pivotal step in fortifying the longstanding partnership between Sri Lanka and China. It is anticipated that the visit will significantly advance bilateral relations, particularly in the areas of trade, investment, and economic cooperation.  

Meanwhile, last month (December 2024), Dissanayake visited India, marking his first overseas trip since the Presidential Election.

In recent years, China has provided ongoing assistance in areas such as foreign direct investment, infrastructure, energy and more. Following Sri Lanka’s economic crisis, China played a significant role in debt restructuring and its timely support further strengthened the deep friendship between the two nations.

In general, Dissanayake’s China trip is expected to focus on exploring opportunities for collaborative development.

Teachers and principals will soon be among top 10 highest-paid positions: Deputy Minister

The government is taking significant steps to address salary disparities in the education sector and elevate five key education services, including teachers and principals, to be among the 10 highest-paid professions in the country, Deputy Minister of Labour Mahinda Jayasinghe said.

Speaking at an event held in Maharagama, the Deputy Minister outlined the government’s commitment to improving remuneration and addressing long-standing salary issues in the education sector.  

We will present the first budget next month, and there will be an increase in the salaries of public servants in that budget. Do not have any doubts about that,” said Jayasinghe, emphasizing the government’s efforts to prioritize public sector wage reforms.  

He also acknowledged the persistent concerns about salary disparities in the education sector. Many people are asking about the two-thirds salary disparity for teachers. We are already conducting the necessary preliminary discussions to resolve this issue,” he added.  

Highlighting the government’s plans for educators, the Deputy Minister noted that five services—teachers, principals, educational administrators, teacher educators, and teacher advisors—are being considered for inclusion among the top 10 salary scales.  

Discussions are currently underway to not only address the salary scales but also to improve the quality of these services. Our goal is to enhance the standards of education through appropriate salary adjustments,” he stated

AI in Education: Cheater or Tutor

Introduction

In my previous article published in Sunday Observer of 3rd November, 2024 entitled Digital Transformation: Avoid paving the cow path”, we discussed about the general benefits of the Digital Transformation to the economy as a whole. One of the very important sectors of this overall digital transformation effort is the Digital Transformation in Education. Digital transformation in education uses the technology to improve teaching and learning. Artificial Intelligence (AI) is a key part of this transformation. This article attempts to discuss the benefits, challenges and the way forward on the use of Artificial Intelligence (AI) in the digital transformation in education. While AI can revolutionize learning by making it more accessible and tailored, concerns about misuse and ethical implications do remain. The question remains: Is AI a cheater that undermines learning or a tutor that enhances it? Let us examine the circumstances that the use of AI in education exemplifies the role of cheater and tutor and how best we could balance these two roles for the best advantage of the learners.

AI as a Tutor: Transforming Education Positively

AI’s role as a tutor is demonstrated through its ability to provide personalize education in more efficient and student-centered manner. The AI-based tools can monitor the student’s rate of progress and tailor the learning experience to best suit the student’s ability and level of competence through Intelligent Tutoring Systems, etc. Such learning systems are highly adaptive and can adjust content delivered in real-time to suit the individual student’s demonstrated ability and to keep the students engaged and motivated.

Further, AI can bridge the student’s knowledge gaps by offering scalable learning opportunities. Students who do not have access to quality teachers or appropriate resources can make use of the AI tools to avail 24/7 learning assistance from anywhere. AI chatbots can serve as virtual tutors which on demand will answer questions and provide explanations. This democratization of education allows students from underserved areas to benefit from personalized support which otherwise is impossible or very expensive to receive.

AI can also alleviate teachers’ administrative burdens. AI-powered grading systems streamline evaluation processes, lesson planning, etc., enabling educators to focus on teaching rather than spending time on routine and laborious tasks. Further, the analytics from the AI tools can help teachers identify trends in student performance. This makes it easier for teachers to address learning gaps proactively and design suitable learning materials.

AI as a Cheater: Ethical Concerns and Academic Dishonesty

While AI holds immense potential, its misuse raises serious concerns. The rise of AI-powered tools with the capability of generating essays and predicting answers, has made it easier for students to plagiarize and submit work they did not create. Platforms like ChatGPT, Gemini, etc. can generate essays and assignments with simple prompts by the user, and even provide answers to exam questions, allowing students to bypass the real learning process altogether.

The consequences of the above misuses are very serious. The learning outcomes such as ability to apply gained knowledge, ability to summarize, analyze, evaluate, etc., critical thinking, problem-solving skills, and ability to synthesize acquired knowledge and create new work – core competencies that education seeks to develop among learners – are undermined by the overreliance on AI. When students use AI to complete their assignments without having to go through the cognitive processes needed to complete them as learners, it disrupts the long-term learning outcomes that learners need to achieve in the progression of their studies and devalues the integrity of education.

Moreover, distinguishing between genuine student work and AI-generated content is challenging. Even with plagiarism detection tools, AI outputs can often pass as original work, creating a dilemma for educators. This increases the need for stricter academic integrity policies and a re-evaluation of traditional assessment methods.

Striking a Balance in AI’s Role in Education

Considering the benefits and risks in using AI in education, it is not possible to label the use of AI, simply, as a Cheater or Tutor. To determine whether AI is a cheater or tutor, it is essential to strike a balance between harnessing its benefits and addressing its risks.

Educational institutions must focus on fostering a culture of ethical AI use by setting clear guidelines and expectations. Students should be taught how to use AI tools as supplements to learning rather than shortcuts.

Educators can use the AI’s capabilities to develop students as the ones who can think critically rather than being rote learners, who are taught to learn by memorizing the information by mere repetition. The use of AI as a tutor needs a great deal of effort and dedication by the educators. Educators can leverage AI’s capabilities to create assessments that prioritize understanding and critical thinking over rote memorization. For instance, oral presentations, project-based learning, and open-ended assignments are less susceptible to AI misuse and encourage genuine student engagement.

Furthermore, AI literacy should become part of the curriculum. Teaching students about AI’s capabilities, limitations, and ethical considerations can empower them to use these tools responsibly. When used effectively, AI can complement human instruction, fostering a collaborative and innovative learning environment. AI’s ability to serve as a tutor anytime, anywhere solves the problem of one to one tutor support for those who are in need but cannot afford. This could be used to alleviate the issues that comes from the understaffing of schools in certain geographical locations and perhaps need for private tuition.

Way Forward

AI in education is neither inherently a cheater nor a tutor; it is a tool whose impact depends on how it is used. While it holds the potential to revolutionize learning by making education more personalized and accessible, its misuse poses ethical and academic challenges. Striking a balance requires educators, policymakers, and students to collaborate in developing guidelines that promote ethical and responsible AI use. If harnessed correctly, AI can serve as a powerful tutor, enhancing education and preparing students for a technologically advanced future.

Dam in Tibet, a concern for India, Bangladesh

The construction of a colossal hydropower project by China in Tibet has emerged as a matter of grave concern for India, especially for those residing in its eastern regions including Bangladesh. These areas now face a perpetual threat akin to living under a water bomb, controlled by a foreign power governed by a Communist regime that lacks credible bilateral relations with India, the world’s largest democracy. The recent earthquake in the Tibetan plateau, which claimed over 125 lives and injured numerous others, has exacerbated these fears. The disaster has underscored the seismic vulnerabilities of the region, further alarming those downstream who depend on the Brahmaputra river system.

Often referred to as the Earth’s third pole, the Tibetan plateau experienced a powerful earthquake on 7 January 2025, registering a magnitude of 7.1 on the Richter scale. The tremors, which were felt in neighbouring Nepal, Bhutan, and India’s eastern states, also led to aftershocks that intensified the destruction. More than 3,500 homes were damaged in this high-altitude Himalayan region, which maintains an average elevation exceeding 4,000 metres. Over 400 individuals were rescued, and nearly 30,000 people were relocated due to the disaster. The epicentre of the quake, located approximately 80 kilometres from Mount Everest, highlights the region’s vulnerability to seismic activity. With Beijing’s stringent internet restrictions in Tibet, the full extent of the devastation remains unknown, but it has already heightened anxieties about the safety of China’s hydropower infrastructure in the region.

China’s planned dam on the Yarlung Zangbo River, which becomes the Brahmaputra downstream, has further amplified these concerns. The hydropower project, estimated to cost USD 137 billion, is touted to generate 300 billion kilowatt-hours of electricity annually, making it the world’s largest such venture. Situated in the Shigatse region of Tibet, a mere 22 kilometres from the Arunachal Pradesh border, the dam’s proximity and potential risks are alarming. While Chinese officials argue that the dam will have minimal impact on downstream areas, experts and local organisations in India have expressed serious doubts about these assurances.

All Assam Engineer’s Association (AAEA), a prominent forum of graduate engineers, has raised concerns about the devastating impact a high-intensity earthquake near the dam could have on the Brahmaputra River basin. They have urged the Union government to address the issue firmly with Beijing, emphasising the potential havoc a dam failure could wreak across eastern India and northern Bangladesh. Adding to these concerns, the Chief Ministers of Arunachal Pradesh and Assam have also voiced their apprehensions. Arunachal CM Pema Khandu has highlighted the issue to New Delhi, while Assam CM Himanta Biswa Sarma has warned that mismanagement of the dam could disrupt the entire ecosystem of the lower riparian areas. Sarma further noted that the fertile regions of eastern India could be left solely reliant on rainfall from Bhutan and Arunachal Pradesh if the dam’s operations go awry.

In a proactive measure to mitigate potential fallout, India has initiated the Siang Upper Multipurpose Project in Arunachal Pradesh. Unlike typical hydropower projects, this dam is designed not only to generate electricity but also to regulate the Brahmaputra’s flow throughout the year, counteracting any sudden water releases from China’s dam upstream. However, this project has not been without controversy. Local communities and human rights groups have opposed the Siang dam, citing concerns about the fragile ecosystem and the displacement of thousands of indigenous families living near the project site.

The broader issue remains the lack of a formal water-sharing agreement between India and China. New Delhi has called upon Beijing to respect the principles outlined in the United Nations Convention on the Law of the Non-Navigational Uses of International Watercourses (1997). These guidelines advocate for fair and sustainable use of transboundary rivers. Despite this, Beijing has shown little willingness to adhere to these principles for rivers originating in Tibet, including the Brahmaputra, Irrawaddy, and Mekong.

The absence of such an agreement leaves India vulnerable to unilateral decisions by China, which could have catastrophic consequences for millions living downstream. As the international community continues to grapple with water resource management and cross-border cooperation, India must intensify diplomatic efforts to pressure Beijing into adopting and respecting global water-sharing norms. Until then, the threat of potential disasters caused by China’s mega dam in Tibet will remain a looming shadow over the lives of those dependent on the Brahmaputra basin.

TACC Ltd, a wholly-owned subsidiary of HEG Ltd, has entered into a partnership with Ceylon Graphene Technologies/CGT (a joint venture between LOLC Advance Technologies and Sri Lanka Institute of Nanotechnology) to establish a state-of-the-art graphene manufacturing facility at TACC’s premises in India.

The partnership comes in the wake of TACC Ltd entering into a non-binding Memorandum of Understanding (MOU) with CGT to advance graphene technology and unlock its vast potential for diverse applications, per a regulatory filing by HEG (LNJ Bhilwara group). HEG is a graphite electrode manufacturer.

The proposed graphene manufacturing facility will enable large-scale production, ensuring the delivery of sustainable and innovative graphene solutions to global markets, said the regulatory filing. The company did not disclose the investment being made to set up the facility.

This MoU establishes a strategic collaboration between TACC and CGT to jointly explore the manufacturing of graphene and its derivatives, leveraging Sri Lanka’s premium vein graphite and TACC’s synthetic graphite expertise. Colombo launches online platform to access documents from abroad

On 6 January, Vijitha Herath, Minister of Foreign Affairs, launched the initiative as part of the digitisation process initiated by Dissanayake. A pilot project is active in seven embassies, including Japan, Qatar and Kuwait. Jasintha Subasinghe, Sinhalese in Italy: ‘Visits to the homeland were races for documents’. Cases of abuse of power by officials in some countries.

Colombo (AsiaNews) – ‘This online system is very valuable for us who are abroad. We are very grateful to benefit from such an effective measure. Until now we had to rush and waste time. We are facilitated because we only go on holiday to our homeland for a short period of time’.

AsiaNews gathered the views of some Sinhalese living abroad on the 6 January launch of the digital platform that allows overseas citizens to quickly obtain birth, marriage and death certificates through their respective embassies, without any delay.

The initiative is part of the ambitious digitisation programme initiated by President Anura Kumara Dissanayake. In this context, on Monday, Foreign Minister Vijitha Herath inaugurated the new platform: a website managed by the Ministry of Foreign Affairs, Foreign Employment and Tourism.

The pilot project is being implemented in seven embassies in Sri Lanka, Japan, Qatar, Kuwait, as well as in Milan, Toronto, Melbourne and Dubai. The project aims to cover all embassies in the future.

‘This opportunity for Sri Lankans abroad is the result of dedicated efforts over the past two months by officials of the presidential secretariat,’ said Minister Herath.

‘Although the officials could have implemented it earlier, they did not have the necessary leadership. However, with the new political leadership, the officials managed to turn it into reality within two months. This is the first successful initiative of the President’s digitisation process’. For Herath, the new service would also support the economy: Sri Lankans abroad can obtain documents for a fee of about USD 22.

The minister also announced that a tender had been issued for the printing of new passports. ‘In this way, we intend to get the quantities of passports quickly and provide the same technology for renewing and obtaining new documents,’ he added. ‘With over three million Sinhalese currently living abroad, this is a critical step.’

Lester Jans, who lives in Los Angeles, California, US, told AsiaNews that the system needs to be set up as soon as possible to allow Sri Lankans living abroad to obtain documentation online. Even in his case, visits to Sri Lanka turned into office runs.

‘The short time we have to spend with our relatives back home, we have to spend on getting these documents. So, my friends and I appreciate these new measures. We abroad are very grateful to the new government for making this progress,’ Jasintha Subasinghe, who represents herself and her friends living in Breccia (Como), Italy, told AsiaNews .

Philippe Ratnayake, a resident of Brussels, Belgium, sees this step by the government with two perspectives. ‘Firstly, we congratulate the government for taking a step forward towards Sri Lankan citizens abroad. Because some had to wait a long time to get the necessary certificates through embassies and offices in their respective countries,’ he told AsiaNews.

Then, he says he is aware of cases where officials in some countries have extorted money from people by claiming to provide those documents quickly.

He explained that ‘when we go to make requests for documents we are given a yellow sheet. That yellow sheet indicates that we are Sri Lankan citizens and the officials try to trick us and get money by saying that it is a long process. There have been friends of ours who have faced similar situations’.

Another thing Philip explained is that only migrant workers or people who have a visa can be involved in this process, but people staying abroad under political protection cannot be involved in the new process. Everyone said that this new step will have to be kept under control to avoid any drift, because it is still a pilot project.

8 Indian fishermen arrested for alleged poaching in Sri Lankan waters

Eight Indian fishermen were arrested on charges of fishing in Sri Lanka’s territorial waters, the Sri Lankan Navy said. So far, 18 fishermen have been arrested this year.

The Sri Lankan Navy on Sunday said it has arrested eight Indian fishermen for allegedly fishing in the island nation’s territorial waters and seized two fishing trawlers.

The arrests took place on Saturday night “during a special operation conducted in the sea area north of Mannar”, it said in a press statement.

With this arrest, so far, this year, 18 Indian fishermen have been arrested and three trawlers confiscated, the statement said.

Taxes on vehicles may increase up to 600%: Vehicle importers -වාහන සිහින බොඳ කරන බදු – වැගන් ආර්, විට්ස්, ඇක්වා මිල වැඩි වෙන්නේ මෙහෙමයි.

The Sri Lanka Vehicle Importers’ Association has raised concerns about the potential hike in vehicle import taxes, which are currently at approximately 300%. According to the association, taxes could climb to 400%, 500%, or even 600% for certain vehicles.

The president of the association, Prasad Manage explained that the sharp increase in taxes is due to multiple layers of taxation.

There is a special import tax based on the vehicle’s value. Additionally, there’s a luxury tax, and all three are added to the CIF value. On top of that, an 18% VAT is applied. This results in four types of taxes determining the final cost of a vehicle,” he said.

The association predicts that taxes on some vehicles will increase significantly. For instance:

  • Taxes on a Wagon R could rise from Rs. 1.6 million to over Rs. 1.8 million.
  • Taxes on a Vitz could jump from Rs. 2 million to approximately Rs. 2.4 million.
  • Taxes on vehicles like the Toyota Aqua, Corolla, and Axio, previously Rs. 5.7 million to Rs. 6.6 million, could now exceed Rs. 6.6 million.

While the cost of importing vehicles will rise sharply, the association noted that the prices of vehicles already in the local market are likely to see only a slight increase.

Despite the rising taxes, the association urged the public not to panic. Mr. Manage encouraged potential buyers to wait until new vehicles arrive in Sri Lanka, as the supply situation may stabilize.

Sri Lanka imposed strict restrictions on vehicle imports in 2020 during the severe economic downturn. However, with the implementation of the International Monetary Fund’s (IMF) Extended Fund Facility (EFF) program and the recovery of foreign reserves, optimism about vehicle imports returned.

In September 2024, the Cabinet approved the phased import of motor vehicles and wheeled items under 304 Harmonized System (HS) Codes, effective from February 2025.

However, a recent gazette notification issued by the President introduced new excise duty amendments on vehicle imports. These adjustments increase excise duties on both fuel-powered and electric vehicles, depending on cylinder capacity and vehicle age.

රජය විසින් කළ යුතුව තිබුනේ රොහීන්ග්‍යයන් ආ විගස ඔවුන්ව ඔවුන්ගේ රටට (මියන්මාරයට) ආපසු පිටත් කර හැරීමයි.

රටට ආදරය කරන, දූරදර්ශී රජයක් විසින් ක්ෂණිකව ගත යුතුව තිබු පියවරකි ඒ.

රටට අත්‍යාවශ්‍ය ඇතැම් තීරණ සැනෙකින්, ඉතා බුද්ධිමත්ව ගැනිය යුතුය.  දක්ෂ නායකත්වය යනු එයයි.

දක්ෂ නායකයාට ඉතා පුළුල් පරාසයක් පෙනේ. ඔහුට/ඇයට ඇත්තේ ඉතා හොඳ දුරදක්නා නුවණකි; රටට පන මෙන් ආදරය කරයි.

නායකත්වයට පළපුරුද්ද (experience) අවශ්‍යය යයි කියන්නේ මේ නිසාය.

මියන්මාරය අපට ඉතා හිතවත්, ගුණ ගරුක බෞද්ධ රටකි. මේ පැමිණි රොහීන්ග්‍යයා වරුන්ට කිසිදු කරදරයක් නොකර, ඔවුන් ආපසු භාර ගන්නා මෙන් ඉල්ලා, ඒ පිළිබඳව මියන්මාරයෙන් සහතිකයක් ලබා, ඔවුන්ව වහාම පිටත් කර යැවිය යුතුව තිබුණි.

රොහීන්ග්‍යයන්ට කවා පොවා බලා ගැනීමෙන් මේ රටේ වාසය කල හැකිවේ යයි යන බලාපොරොත්තුවක් අප ඔවුන් තුල ඇති කරයි. මේහි සිටින දින ගණන වැඩිවෙත්ම මෙහි දිගටම වාසය කිරීමේ ඔවුන්ගේ ආශාව වැඩි දියුණු වනු ඇත.  එය මනුෂ්‍ය ගතියකි.

තවත් රොහීන්ග්‍යයා බෝට්ටු ඉදිරියේදී පැමිණිය හැකි යයි ඇතැම් අය (විශේෂඥයෝ) ප්‍රකාශ නිකුත් කර තිබේ.

රොහීන්ග්‍යයන් මෙහි තබා ගත යුතු යයි පවසන ප්‍රබල දේශපාලනඥයෝ සහ වෙනත් සමාජ බලවේග වෙත්. ඔවුන්ට වෙනත් යටි අරමුණුද තිබිය හැක.  

ශ්‍රී ලංකාව යනු සරණාගතයන් භාර ගන්නා රටක් නොවේ (මේ රටින් නම් සරණාගතයන් වෙනත් රටවලට පිටත් වේ). ඒ සඳහාවූ  ජාත්‍යන්තර සම්මුති වලට අප අත්සන් තබා නැත. සරණාගතයන් භාර ගැනීම සඳහා වූ දේශීය නිතී රීතිද  මෙහි නැත.

සරණාගතයන් භාර ගන්නා දියුණු බටහිර රටවල් රාශියකි – ඇමරිකාව, කැනඩාව, ජර්මනිය, ප්‍රංශය, ඉතාලිය, ස්කැන්ඩිනේවියානු රටවල්, ඕස්ත්‍රේලියාව, නවසීලන්තය වැනි. ඒ රටවල මනා ලෙස පිළියෙළ කරන ලද, විධිමත් වැඩ පිළිවෙලවල් ඇත.

මේ රොහීන්ග්‍යයන් ඇත්තටම සරණාගතයන් නම් (ඔවුන්ට අදාළ සත්‍ය කරුණු අප නොදනිමු) ධනවත් යුරෝපිය රටවල් ඔවුන්ව බාර නොගන්නේ නම්, මැද පෙරදිග  රාජ්‍යන් ඉදිරිපත් වී ඔවුන්ව භාර ගත යුතුවේ. ඒ දෙකොට්ටාශය අතර ආගමික/සංකෘතික බැඳීම් ඇත.

අප කරුණාවන්ත ජාතියක් බව සැබවි. නමුත් මේ මහා ප්‍රශ්ණයට අපට කර ගැසිය නොහැක. අප සිටිනුයේ දැඩි ගිණි කන්දක් මතය. රජය හැකි පමණින් දුප්පතුනට  උදව් කිරීමට උත්සහ දරන බව සැබවි. නමුත්, මේ රටේ මිනිසුනට හරිහැටි කන්න, අඳින්න නැත, බෙහෙත් නැත. රට වෝහාරිකව බංකොලොත්වීය.  

රොහීන්ග්‍යයන් මෙහි තබා ගැනීම ගැන UNHCR ශ්‍රී ලංකාවට ඉමහත් ලෙස ප්‍රශංසා කර තිබේ. මොවුන් මේ ඒමට හදන්නේ කුමකටද?

රුපියල් කෝටි ගණනක මුදල් කුට්ටියක් සමහර විට ඔවුන් රජයට දී ඇද්ද, නැත්නම් දෙන බවට පොරොන්දු වී ඇද්ද? මේ ගැන අප කිසිත් නොදනිමු. එවැන්නක් වාර්ථා වී නොමැත.

As the northeast winds and rains bend, our President alights on China. As we enter the 2nd quarter of the 21st century, much of the world around us is still colonized. Most times in all but name. Our economy continues to be held hostage, bound hand and foot, to the US Treasury – fronting for Wall Street and London & Euro bondholders wrapped in Rating-Agency flags – determining who and how our coin – our labor, really – is to be valued and invested.

     If we are honest, we will admit: We may be trainers and exporters of accountants, numerary and literary clerks, around the world. But we ourselves are immaculately illiterate and innumerate about our true priorities, let alone ignorant of our true history, our best interests. There is no end to the lessons we could learn from China, on how to organize and rule an independent modern industrial country. However, we have to navigate and manoeuvre the still-active colonial timebombs on land and sea, as we fill in the curious blanks of history – bomb craters, really – of 500 years and more, to build a better country… to share in a better world.

Was it Sinhala monks as envoys who informed the Roman Empire about China? China (Zhongguo, the Middle Kingdom) has historically called Sri Lanka – Shiziguo – the Kingdom of the Lion. And they once called India – Tian Xi (Western Heaven). And what is in those scriptures of ours, that made the Chinese trek over the Himalayas to study at our early University-Monasteries? The largest foreign ships in China were also once from Lanka. So much to remember… (see ee Focus)

     The 500 years and more of China’s abstention from the Lakdiva Sea is yet to be fully rectified, the ocean made finally and truly ‘post-colonial’. That post-colonial branding turns out to be have been a heavily funded now-defunded tenure posting. For, yes, so-called World War 2 never ended. Simply, frozen, we’re told… 260 US military bases still adorn colonized Japan and Korea, alone, and hundreds of bases more litter other isles and seas. All offering lessons on ‘democracy’.

     Anglo-Yankee nervousness about Sri Lanka’s relationship with China, though expected, is to be pitied, if not cause for a titter or two. It is understandable. The US and their agents in the Central Bank of Ceylon opposed Sri Lanka’s most enduring treaty, the Rubber-Rice Pact. And as for our even more ancient and abundant cultural and economic ties, little is divulged in English. And even then it is via the nosey BBC. The tsunami of fake news and mudslinging is relentless. Thus, the Anglo-US alliance seeks to militarily and economically stunt Sri Lanka’s view of itself in the real world, and its possibilities and futures…

     This widespread nervousness is exhibited in the continuing attempt to sow discord between Sri Lanka & Myanmar, with the orchestrated arrivals of ‘refugees’ from those shores, where hot war is being waged. The annual wintry season’s usual flus are relentlessly headlined and spread in scaremongering social media as somehow heralding mysterious new pandemics in the land of the panda.  There is even talk broadcast in India of coups, crafted by the CIA and ‘disgruntled’ Sinhala Buddhist nationalist elements, while AKD is at Tiananmen. They wish! Other ‘liberal’ media join in chorus: ‘Setback in Sino-Indian relations due to fresh territorial and water disputes.’ Well, what else is new? Then you have the Bajaj and Ashok Leyland lenders growing restless… All this to stop the time….

The Island’s editors shed kimbula tears that even ‘the non-parliamentary oppositional groups’ have no alternative to the IMF’s final solutions: ‘The Frontline Socialist Party has sought to belittle the increase in Sri Lanka’s foreign currency reserves… It is also demanding an immediate end to the IMF program.’ But our supine media does not even dare explore alternatives, let alone provide space, oxygen to air for such views. This ee reproduces an Island interview with the FSP’s Education Secretary Pubudu Jagoda. Jagoda warns that the inability of the JVP to resolve the country’s economic challenges may result in ‘sudden collapse’ and give rise to ‘authoritarian’ rule.

     ‘The government is a patchwork of ideological contradictions’, and this ‘diversity’ prevents ‘a cohesive strategy… to formulate practical solutions for the people’s problems.’ Relying heavily on ‘rhetoric around anti-corruption initiatives’ – ‘There are limits to how far you can go with slogans about changing the political culture. These initiatives cannot put food on people’s tables.’

     So, does the FSP offer more practical solutions to the country’s disorders? They speak of ‘public welfare’, of child malnutrition, and their proposals for the budget (see last ee), but again they fail to clearly spell out a positive program to achieve a modern industrial society, which alone can carry the weight of their often-romantic ‘welfare’ dreams. Why the shyness? Is it studied indifference or plain ignorance?

• Privatized companies perform worse than when they were public. But that’s supposed to be a secret, and Sri Lanka’s merchant media is not allowed to shed any such ‘sunlight’. Sunlight is a brand, after all, and a Unilever IPR-protected brand, perhaps why such sunlight can never set. Only dissolve and pollute the drains. At least until their patent runs out. Privatization is a big racket, indispensable to such luminaries as the big 4 ‘accountancy’ firms operating in Colombo: Deloitte, PWC (PriceWaterhouseCoopers), KPMG, and EY (Ernst & Young). Now what is the main role of these tax magicians? – To avoid taxes, misreport profits, fix the books, etc, for the multinational corporations (MNCs). Their major consultancy expertise involves the business of transfer pricing, one of the main means by which MNCs like Unilever, Exxon, CTC, etc, avoid paying their due to the country, while pointing fingers at local individuals and families.

     If we stamped the label ‘importer’ in front of every company listed on the stock exchange or in the media, we will learn how a long ‘value’ chain of ye olde mercantile agency houses strangle the economy.

     So imagine our surprise, sorry, sheer delight, when US tax magicians Ernst & Young (EY) announces this week, their appointment of Talal Rafi as ‘Director, Business Consulting’. Rafi may deny he possesses astrological powers, yet he promises ‘future-ready solutions to clients in a rapidly changing world’. Our radar picked up Rafi’s drone rising in the Arabian Sea when his name started to author several boring columns in the Wijeya Group’s Financial Times.

     Then in June 2024, SJB party leader Sajith Premadasa appointed Rafi as his policy advisor. So what does it matter? Rafi admits the IMF & World Bank & International Sovereign Bond (ISB) owners are all creatures of the USA. He says Premadasa has only known him for a couple of years. Besides, Premadasa has more economically sharp advisors from the casinos. But what makes a boring story more compelling is when we find out he is being welcomed to Ernst & Young by their Sri Lanka & Maldives Country Managing Partner Duminda Hulangamuwa, who is ‘excited to welcome Talal…’

     Ceylon Chamber of Commerce Chairman Duminda Hulangamuwa is also senior advisor to the incumbent President of the country. Rafi & Hulang however are no strangers to the global glug-glug. This perhaps is how Rafi plans to fathom the shifting ‘future’ to offer ‘ready’ solutions.

     Rafi was first coyly named as ‘an economic policy consultant to [an unnamed] multilateral development bank’. Also, as a ‘regular contributor for the International Monetary Fund’s Expert Forum on Public Finance’ and ‘a member of the expert network of the World Economic Forum’ and ‘of the Deloitte Global Economist Network’. Wait! Deloitte was named as a ‘transaction advisor’ for privatizing several strategic national enterprises like SriLankan Airlines, SLTelecom, Litro & SL Insurance, etc. And, Rafi is no stranger to this world’s most rapacious milieu… EY… Deloitte… shapeshifters…

CBSL Governor & Deloitte’s Talal Rafi to speak at Oxford Global Society Panel’, reported one headline in late 2023. They were joined by ‘Member of SL Presidential Advisory Group & former IMF Director Sharmini Coorey’. Rafi’s credentials included ‘visiting lecturer at the Centre for Banking Studies, Central Bank of Sri Lanka’, having toiled on ‘projects by the World Bank, Asian Development Bank & USAID’ and been recognized as a fellow predator by the NASDAQ Centre, S&P Global, the World Bank, IMF, ADB, World Economic Forum, Chatham House London, London School of Economics, & Forbes.  He was even on the board of the hijacked Lakshman Kadirgamar Institute, ‘Sri Lanka’s state foreign policy thinktank’, and on the board of ‘Almas Holdings, one of Sri Lanka’s largest asset management firms,’ owned by Imtiaz Buhardeen and linked to importer Sierra Cables and LOLC Browns, etc. Rafi also co-chairs another Rockefeller Exxon front – the Global Plastic Innovation Network Action Group of the World Economic Forum!

     Transfer pricing involves rules and methods for pricing transactions within and between MNCs under common ownership or control. Cross-border controlled transactions can distort taxable income, through under- and over- invoicing etc. Ernst & Young has been sued by former partner Sayantani Ghose – an expert in transfer pricing who worked at EY for 16 years – who says she was forced out of her job for refusing to sign off on client transactions that violated tax and securities laws.  EY has already paid tens of millions of dollars in fines and settlements over its auditors’ alleged misconduct in recent years. New York-based EY has faced numerous claims over the past decade that it encouraged or tolerated misconduct by auditors, including approving unlawful accounting practices in order to win or keep clients…

     Wijeya Group’s FT columnist Abeyratne by the way was appointed Executive Director this week of the German-funded Centre for Poverty Analysis (CEPA). SBD de Silva often wondered why there was no Centre for Wealth Analysis? He wished the so-generous Germans and others would tell us how they got ‘wealthy’, or at least tell us how their agents in Sri Lanka got wealthy by importing and retailing those 300 branded industrial German goods, which they prevent us from making here. Mein gott! (see ee Random Notes)

• When Singh Sang a Southern Song – This ee Focus reproduces Usvatte-aratchi (Ua)’s name-dropping recall of Manmohan Singh & Amiya Bagchi and the rest of an Indian shoal of eminent economists. The US embassy must have given permission to these columnists to only praise Manmohan Singh’s supposed repudiation of India’s Nehruvian and supposedly ‘socialist’ ways! We disagree with much of Ua’s understanding of India’s and China’s economy. But Ua’s obeisance is not complete. Ua at least remembers Bagchi, who Ua invited to speak at the Central Bank school, uneasy though his reception there was. We of course also recall Singh’s running of the South Commission under Tanzania’s Julius Nyerere in the 1980s. Singh apparently began to understand the grip that the colonial system still had over countries, and tried to examine how in adverse conditions, the South could break from this stranglehold.

     The South Commission was established in 1987 by Non-Aligned countries in Harare, Zimbabwe. Chaired by Julius Nyerere, with Manmohan Singh as Secretary General, the Commission analyzed the economies of the South. In 1990 it produced ‘The Challenge to the South’, responding in part to the failure of the 1983 Willie Brandt Commission report on ‘international development issues’. The Commission led to the establishment of the South Centre – an international thinktank headquartered in Geneva – in 1995.

     Singh, we’re told, was very proud of his work in but apparently refused to answer a journalist’s query on how he moved from the strong arguments of the South Commission in August 1990 to oversee India’s abject surrender to IMF dictat in Bangkok in July 1991. India’s deal was poorly executed, there was no mandatory technology & science transfer for liberalization, perhaps due to the strategic withdrawal of the USSR at that time… And so it turns out that the ‘thoroughly secular’ Singh was also ‘largely responsible for introducing the neoliberal ‘reforms’ in the country’. This ee Focus, midst the President’s voyage to the People’s Republic of China, also attempts to depict Sri Lanka’s long and ‘enchanting’ historical engagements with China. In China to this day, Sri Lankans are treated as ‘lao pengyou’ (old friends), unlike Indians who the English have used as troops & auxiliaries, then as now, to undermine and invade that country. Sri Lanka, earlier known in China as Shilan (Ceylon), is now Si-li Lanka. We resurrect such sources as RALH Gunawardena’s work on navigational history,which are placed within Senake Bandaranayake’s useful and concise (tho problematic) periodization of Sri Lanka’s history into 12 parts, beginning with: Sri Lanka – Period 1Prehistoric Period~120,000 BC onwards to M19thC. (1815/1848 AD) onwards: Modern Transitional Era. Total Colonial Occupation. Underdevelopment.

     For our purposes, we begin with Sri Lanka’s Period 5…which provides ample evidence of early contact, recalling Early Anuradhapura Period and Unified All-Country Kingdom… Urbanization. Continuing Trade Phase 2. Major Irrigation & Architectural Complexes. Colossal stupas. Centrifugal tendencies dominant. These long-distance relationships were enabled by the surpluses accumulated through advanced ancient irrigation systems, as were not to be found in ‘ancient Mesopotamia, Tigris, Euphrates or Indian river valleys’: but came to be only ‘seen in Ceylon’ where ‘the fusion of Egyptian and Babylonian patterns achieved the most complete and subtlest forms’ (Needham). At this moment, where all manner of panaceas are being offered to bring down the price of rice, few mention the need for replenishing the irrigation and industrializing the countryside.

• Mental Wards & Awards – We would scratch ours heads if we still had our heads on. We have already scratched our heads into bald stumps of nothingness. So, we have taken our heads off for a moment. So many absurdities. So much magic. Not a day passes, or should we say not a chandeliered hotel afternoon dissolves into perfumed darkness, nor glittering evenings shut down in silence, without the import merchants of Colombo, agents of multinationals, not giving themselves even more awards! Sporting suits & saris & what not in AC-ed rooms. Giving & receiving awards for all kinds of things. Awards for this & that. And eerily, telling us about it. Then there’s the de-rigueur photo op with the US Envoy. Tap open any media ‘Business’ section. Awards. Awards. Awards. Is this a carryover from the old-boy/ old-girl culture derived from the English private schools, where prize giving is a major blazered business? Awards for being more ‘equalizing’ or virtuous than the darker ‘natives’. Click. Justice. Rule of Law. Click. We keep scratching…

     This week saw the media give themselves awards, instead of the usual reporting on others giving themselves and each other awards. Does the Sri Lanka Press Institute (SLPI) still hand out awards to students who never attended their classes but were still able to deliver the valedictorian?

     Does this award-giving&taking exhibit a decadent narcissistic streaking? To make them believe otherwise. That their apocalyptic me-first (& why not!) impetuosity, devil-may-care fatuity, enabled by the capitalist anarchy, only revives itself, again for another maimed generation at least, only through it seems greater & greater destruction…

     We notice that many of these awards are for certain categories under their ‘diversity, inclusivity, equality’ nameboards – or for saving some rare animal, they declare is on the edge of extinction, or equality. Each virtue they signal has an airy tax shelter attached like air-conditioned outdoor plumbing. But here’s the exhaust. What they are awarding themselves for is their continued prevention of a modern industrial society, their blocking of investment of money into industrial capital. If there is a thing called corruption, then this is it. But it’s more like, plain robbery.

     Enter then the accountants & associated number crunchers, who have us by the nuts & bolts… We are trainers & exporters of accountants. Yet none of them appear to be able to count on our behalf. None dare stand up and declare, it is they who owe us and here is how & why! If proofs are needed. And chartered, indeed, but with a compass oriented in which direction?! None can say, it is modern industry that counts.

     It is no ironic historical farce we are having 2 English literary festivals, one sponsored by the tourist rentiers fattening upon that ‘boutique’ Fort in Galle, where locals are being systematically chased out, and another funded by ye olde English opium dealer HSBC – Hongkong & Shanghai Bank – who hath occupied the iconic Colombo Public Library…

     Would they ever feature such a novelist as Amitav Ghosh who has mined deep the archives in India, England and China, starring so bright in his 2023 opus Smoke and Ashes on his research into his trilogy Sea of Poppies about the role India’s merchant and moneylending minorities, so dominant in Sri Lanka too, have played in the monstrous and ignored English opium wars on China…. wars that continue in other ways to this day…

රොහින්ග්‍යා සරණාගතයන් ලංකාවට පැමිණෙන එක විශාල ප්‍රශ්නයක් බවට පත්වෙලා තිබෙනවා. මහජන ආරක්ෂක අමාත්‍යතුමා පැහැදිලිව කිව්වා බුද්ධි තොරතුරු අනුව ලක්ෂයක් පමණ ලංකාවට එන්න තිබෙනවා කියලා. ඒ වගේම එතුමා පැහැදිලිව ප්‍රකාශ කළා මේ පිරිස සරණාගතයන් නොවේ නීති විරෝධීන් ලෙස බෝට්ටුවලට මුදල් දීලා පැමිණෙන පිරිස් කියලා. නීති විරෝධි සංක්‍රමණිකයෝ කියලා ඉතා පැහැදිලිව එතුමා ප්‍රකාශ කළා.

එක්සත් ජාතීන්ගේ සංගමයේ දැනටමත් අපේ රටට විරුද්ධව අපි සමූල ඝාතනය කළා කියලා, අපි යුද අපරාධ කළා කියලා යෝජනා ගෙන එන තත්ත්වයකට ඇවිල්ලා තිබෙනවා. එසේ තිබියදී කෙසේද අපිට බල කරන්නේ මේ වගේ සරණාගතයන් අපිට භාරගන්න කියලා. කුමන්ත්‍රණයක් නැතිනම්, කවුද මේවා කරන්නේ කියලා යම් මෙහෙයවන බලවේගයක් තිබෙන බව අපිට පේනවා. මේ සියලුම පිරිස ඉස්ලාම් ආගම අදහන පිරිසයි. අපේ රටෙත් මුස්ලිම් ජනතාව සිටිනවා. නමුත් අපේ රටේ මුස්ලිම් ජනතාව මේ සිංහල බෞද්ධ සංස්කෘතියට මුසුවෙලා ඔවුන් සිටින්නේ. ඉතා සාමදානයෙන් අපේ සිංහල සහ මුස්ලිම් පිරිස එකම සහෝදරයෝ වගේ ජිවත් වෙනවා.

නමුත් අනෙක් රටවල්වල සිටින මුස්ලිම් ජාතීන් එසේ නොවේ, ඔවුන් ශරියා නීතිය අදහන මුස්ලිම් ජාතීන්. ඒවගේ සංස්කෘතියක සිටින පුද්ගලයෝ අපේ රටේ සංස්කෘතියකට කවදාවත් ගැලපෙන්නේ නැහැ. ලෝකයේ මුස්ලිම් රටවල් 50ට අධික සංඛ්‍යාවක් තිබෙනවා. එයින් අර්ධයකටත් වඩා පොහොසත් රටවල්. එසේ තිබියදී ඇයි මේ එක්සත් ජාතීන්ගේ සංගමය සරණාගතයන් පිළිබඳ ආයතනය ඒවගේ රටවල්වලට මේ සරණාගතයන් යොමු කරන්නේ නැත්තේ කියලා අපිට ප්‍රශ්නයක් තිබෙනවා.

ඒ වගේම අපේ රට ගත්තාම ආර්ථිකය අතින් අවුරුදු 03ට කලින් බංකොලොත් යැයි ප්‍රකාශ කළ රටක්. අපේ රටට තාමත් ආර්ථික ප්‍රශ්න රැසක් තිබෙනවා. අද වෙද්දි අපිට හාල්, පොල් නෑ. මිනිස්සුන්ට විශාල ප්‍රශ්න තිබෙනවා. ඒ ප්‍රශ්න විසඳලා අපි ජනතාවගේ බඩවල් පුරවලා පිටරට පිරිස් ගැන හිතුවට කමක් නැහැ. රජය මේ සඳහා අතගහන එක ඉතා වැරැදියි. ඒ වගේම මේ වගේ සරණාගතයන් මුවාවෙන් මත්ද්‍රව්‍ය ජාවාරම්, නීති විරෝධි අවි ජාවාරම්, ත්‍රස්තවාදීන්, ගණිකාවන් පැමිණෙනවා. එසේ නම් අපිට රටක් වශයෙන් ජාතික ආරක්ෂාව පිළිබඳව හිතන විට මේ සඳහා ඉතා ප්‍රවේශම් වෙන්න ඕන.

ඒ වගේම සජිත් ප්‍රේමදාස, මුජිඛර් රහුමාන් මැතිතුමන්ලා මේ පිළිබඳව ඉතාම කරුණාවෙන් කතා කරනවා. ඔවුන් අපේ රටේ තියාගන්න ඕන කියන ස්ථාවරයේ ඉඳන්. නමුත් අපේ රටේ යුද්ධයෙන් අවතැන් වූ එකොළොස් දාහක් පමණ අපේ රටේ පිරිස. තාමත් ඒ පිරිස ඉන්නවා අනාථ කඳවුරුවල. ඒ වගේම ස්වාභාවික හේතුන් නිසා එක්ලක්ෂ විස්එක්දාහක් පමණ අවතැන් වෙලා සිටිනවා. ඒ නිසා අපේ රටේ අවතැන් වෙච්ච මිනිස්සු ගැන හිතන්නේ නැති කෙසේද මේ පාර්ලිමේන්තුවේ මුදල් වැය කරලා, කාලය වැය කරලා ඒ පිටරටින් එන සරණාගතයින් ගැන කතා කරන්නේ. එයින් තේරනවා මේ දේශපාලන වශයෙන් වාසියක් ගැනීම සඳහා කරන දෙයක්.”

ශ්‍රී ලංකා පොදුජන පෙරමුණ පක්ෂ මූලස්ථානයේ දී පැවති ප්‍රවෘත්ති සාකච්ඡාවට එක්වෙමින් හෙතෙමේ මේ බව පැවසීය.

රෝගින්ගේ මුඛය පිරිසිඳු කිරීම සඳහා භාවිත කරන විශබීජ නාශක බෝතල් ගෙන්වීමක් සඳහා, අසාදු ලේඛනගත කළ බංග්ලාදේශ සමාගමකට ටෙන්ඩර් ලබාදීමට රාජ්‍ය ඖෂධ සංස්ථාව අනුමත කර ඇතිබවට වෛද්‍ය හා සිවිල් අයිතිවාසිකම් පිළිබඳ වෛද්‍යවරුන්ගේ වෘත්තීය සමිති සන්ධානය චෝදනා කරයි.

එම සන්ධානයේ සභාපති වෛද්‍ය චමල් සංජීව අද (11) ප්‍රවෘත්ති සාකච්ඡාවක් කැඳවමින් මෙම අදහස් පළකළේය.

“බරපතළ ටෙන්ඩර් ගනුදෙනුවක් රාජ්‍ය ඖෂධ සංස්ථාව තුළ පසුගිය සති කිහිපය තුළ  සිදුවෙලා තිබෙනවා. රෝගීන්ගේ මුඛ පිරිසිදු කිරීමට භාවිතකරන විෂබීජනාශක බෝතල් දෙලක්ෂ හැත්තෑ දහසක් මිලදී ගැනීමට පසුගිය වසරේ ජුනි මාසයේ රාජ්‍ය ඖෂධ සංස්ථාව ටෙන්ඩර් කැඳවලා. පසුගිය දෙසැම්බර් 12 වනදා මේ සම්බන්ධයෙන් ටෙන්ඩර් තීරණයක් ලබාදීලා. මිල අඩුම සමාගමට ටෙන්ඩරය ප්‍රදානය කරලා.  මේ ටෙන්ඩරය ප්‍රධානය කරන විට මේ සමාගමට අදාළ සමාගම ලංකාවේ  රාජ්‍ය ඖෂධ සංස්ථාව මගින් තවදුරටත් මූල්‍ය ගනුදෙනු නොකළ යුතු බවට තීරණය කළ සමාගමක්. මේ සමාගම බංග්ලාදේශ සමාගමක් මෙම සමාගම මගින් ශ්‍රී ලංකා රජයට රු. මිලියන 127ක අධිභාරයක් අයවිය යුතු සමාගමක්.”

කෙසේවෙතත් එම චෝදනාව සම්බන්ධයෙන් රාජ්‍ය ඖෂධ සංස්ථාවෙන් අප කළ විමසීමකදී එහි ප්‍රකාශකයෙකු සඳහන් කළේ ඒ පිළිබඳව සොයාබැලීමකින් තොරව ප්‍රකාශක් කළ නොහැකි බවය.

Clean Sri Lanka – Cleansing the soul of the country

This endeavour goes beyond merely cleaning up the environment. It aspires to restore the deeply eroded and deteriorated social and environmental fabric of our motherland. We aim to create cleanliness and rejuvenation across all sectors of society – President Anura Kumara Dissanayake unveiling the Clean Sri Lanka initiative on the 1st of January 2025

President Anura Kumara Dissanayake’s three step plan for 2025 is an initiative that presents an opportunity for the entire country to rally round and contribute to the success of the plan. The President has placed good governance and anti-corruption at center stage and if one can borrow from ph.pintrest.com, the following graphic illustrates broadly the substance of the speech that the President made on the 1st of January heralding 2025 and setting the tone and direction for his government.

As outlined by the President, the three-step plan is much more than a physical cleanliness of the country. It is in fact cleansing the soul of the country and restoring the lost values of the society and the country. This article is not an attempt to expand on the speech or provide interpretations of the speech as President Dissanayake was very clear, concise and substantive in his well-presented speech. This article is about the physical cleansing of the country’s environment, the degradation of it which those with eyes, ears and noses cannot miss once they step outside their homes. Physical cleanliness is very much a mechanical exercise if the hearts and minds of people are not there to feel that environment cleanliness is very much part of who we are, and that uncleanliness reflects who we should not be. In this context, physical cleanliness is very much part of the ethos of the Clean Sri Lanka effort which aims to transform the mindset of people to usher in a value-based, internally and externally clean society.

The focus of this article is to highlight one serious contributor to environment degradation, pollution, arising from plastic waste, and to present a point of view that such physical pollution is reflective of minds that are polluted and the lack of concern for other living beings around every individual.

Glimpse at the global situation

Plastic pollution is a global problem. Every year 19-23 million tonnes of plastic waste leaks into aquatic ecosystems, polluting lakes, rivers and seas. Plastic pollution can alter habitats and natural processes, reducing ecosystems’ ability to adapt to climate change, directly affecting millions of people’s livelihoods, food production capabilities and social well-being. The United Nations Environment Program (UNEP)’s body of work demonstrates that the problem of plastic pollution doesn’t exist in a vacuum. The International Union for Conservation of Nature (IUCN), https://iucn.org/resources/issues-brief/plastic-pollution says that

  • Over 460 million metric tons of plastic are produced every year for use in a wide variety of applications. 
  • An estimated 20 million metric tons of plastic litter end up in the environment every year. That amount is expected to increase significantly by 2040.
  • Plastic pollution affects all land, freshwater, and marine ecosystems. It is a major driver of biodiversity loss and ecosystem degradation and contributes to climate change.
  • As plastic pollution is a transboundary issue, a global plastics treaty is needed to ambitiously reduce plastic production, phase out harmful subsidies, eliminate products and chemicals of concern, and adopt strong national plans and rigorous reporting and compliance mechanisms.

A project of the Institute for the study of human knowledge, the Human Journey, under the paragraph captioned Death by Garbage” states that Turtles, Seabirds, Marine Animals eat plastic — instead of food – and then starve to death. Plastic debris makes its way from the land into the ocean because most of it is littered or thrown into landfills without adequate safeguards. The amount of plastic waste we dump into the environment in a single day is almost unimaginable. In the time it takes you read this sentence, about one hundred thousand plastic bottles will have been thrown away. Such bottles make up about one-third of all plastic trash. Another third is plastic bags and food wrappers. A glimpse at the Sri Lankan situation

The National Plastic Waste Inventory for Sri Lanka: A Material Flow Approach document of the Ministry of Environment released in February, 2024 provides readers with disturbing statistics on plastic pollution in the country (https://www.env.gov.lk/web/images/pdf/divisions/PollutionControl/Publications/National_plastic_waste_inventory_for_Sri_Lanka_-_MFA_FEB_2024_Final_0509.pdf)

Specifically, attention is drawn to the following.

  • Widespread plastic pollution

The widespread plastic pollution problem that affects the entire country, including remote areas. The issue is having a significant impact on the environment and biodiversity and is contributing to climate change. 

  • Waste generation

Sri Lanka generates around 250,000 tonnes (or 250,000,000 Kilograms, or 250 million kilograms!) of plastic waste each year, with the majority coming from rural areas. Based on this statistic, with a population of around 22 million people, each person generates about 11 kilograms of plastic waste every year.

  • Waste collection

Around 73% of plastic waste is collected, but only a small portion of plastic, only 11% in mixed waste is recycled. 

  • Waste disposal

About 44% of uncollected plastic waste is burned openly, and 24% is disposed of in waterways and on land. 

  • Plastic in the ocean

Sri Lanka was ranked fifth in the world for releasing plastic and polythene waste into the ocean in 2017. 

  • Plastic in coastal seas

The Marine Environment Protection Authority (MEPA) estimates that 1,500 metric tonnes of plastic garbage enter Sri Lanka’s coastal seas each year. 

  • Chemicals

As plastics biodegrade, they release chemicals like phthalates and Bisphenol A (BPA). These chemicals have been linked to hormone damage and dermatitis. 

Although the Ministry of Environment report says 73% of plastic waste is collected, what one sees when travelling around the country does not seem to be consistent with this statistic. Plastic bags and bottles litter roads, waterways (rivers, canals), wetlands, drains, beaches, parks etc signifying that the public generally appear to be oblivious to plastic waste.

Sri Lanka developed a National Action Plan on Plastic Waste Management (NAPPWM) in 2021 to address the issue (https://ccet.jp/sites/default/files/2021-08/srilanka_report_web_fin_pw.pdf)

The plan is based on the government’s national policies and the waste hierarchy, and it is a comprehensive plan with goals assigned to the reduction, reuse, recycling, and final disposal of plastic waste. Very importantly it has identified goals for several important cross cutting issues as shown in the illustration below,

While the national action plan and all its goals are commendable and the document identifies a pathway towards reducing plastic waste, its success obviously rest on how well it is implemented and monitored. Perhaps the most significant goal that will determine the success or failure of the plan, besides the commitment and funding from the government for implementation of the plan, is community participation and goal number 16. Unless the community at large are educated on the perils of plastic waste, unless they take ownership of the effort to reduce plastic waste, and they collectively become the voice to prevent littering of plastic anywhere and everywhere, and they become active advocates of organised plastic waste collection, disposal and recycling, it is unlikely that the national action plan will be successful and sustainable. In this context, managing plastic waste, reducing waste and recycling waste is more than a physical cleansing effort and it is an effort that must come from the inner self of people. It is therefore very much consistent with the overall goals in the Clean Sri Lanka initiative of the government.

The general public in their individual capacities and through community organisations, workplaces, voluntary organisations, religious institutions etc, should spearhead the drive to battle plastic waste by better managing waste and making better reuse of plastic waste. Besides this, the government should give serious consideration to link programs like Samurdhi, Aswasuma and recipients to be integral in assisting with efforts being made specifically with programs like the National Action Plan on Plastic Waste Management, and more generally with efforts relating to environment arrest environment degradation.

Overall, Clean Sri Lanka is not any one entities or individual’s project. It is essentially a people’s project that must be based on a mindset change that must involve everyone. Not just the government and public officials, but the entire society. Politicians, business leaders, teachers, civil society leaders and religious leaders have a major role to play in influencing and changing the mindset of the people and they must take the lead to effect this change. However, at the end of the day if the general public’s mindset does not change, the country will have more of the same and continue to live in an unclean, corrupt society with no values such as ethical and moral practices.

The famous quotation by Jalāl al-Dīn Muḥammad Rūmī, or simply Rumi , the 13th-century poet, jurist, Islamic scholar and Sufi mystic, illustrates this point so well yesterday I was clever, so I wanted to change the world, today I am wise, so I am changing myself”.

Sri Lankans, its leaders and the public, can choose whether they wish to change their mindset and look at a cleaner country from a broader context of good governance and interdependency. They must consider safeguarding the environment as an insurance for the well-being of current and future generations of all living beings in the country. Perhaps the broader context needs to be introduced in schools so that it becomes part of the formative phase of children, and they grow into adulthood with their mindsets already changed. The concept of a clean Sri Lanka should not be a political football and hopefully embraced as a necessity by all political parties and the civil society.

How Thailand replaced Sri Lanka as the premier Gem Center.

Media reports that the Sri Lanka Gem and Jewellery Association (SLGJA) has called for urgent policy reforms to accelerate growth and restore global competitiveness within the sector, aiming to once again establish Sri Lanka as ‘Ratnadeepa’ – the Island of Gems – the Jewel of Asia.

In this context it is relevant to reflect on how Sri Lanka lost its eminence as Ratnadeepa to Thailand.

At the very inception of the EDB it had selected the Gems and Jewellery sector to be given high priority in export development. The EDB resuscitated the Blue Diamonds Ltd giving a boost to the diamond cutting industry. Heat treating machines were imported to support the value addtion to geuda stones. A gem cutting center was established to improve the gem cutting technology. There were two critical problems that the gems and jewelry industry faced at the time.

One was the severe competition that the local industrialists had from Thai nationals who had established themselves strongly in the gem mining centers and buying up the uncut gems and specially geuda. These were then exported legally and more illegally to Thailand where uncut stones were cut and geudas burned and converted to sapphires. The Thais had the financial strength to buy up massive stocks of geuda and uncut gems. The local industrialist did not have the financial strength to stock the raw material. At a meeting where the Governor of the Central Bank was present the EDB explained this problem and proposed that the Central Bank should establish a special refinance scheme of Rs 500 million to meet this need. The Governor said that will increase the money supply in the country leading to inflation and other problems. In response the EDB offered to freeze that amount of funds which was held by the EDB in Bank deposits to prevent an increase in money supply. The Governor rejected the proposal. The outcome was that Sri Lanka lost the opportunity to become a gems and jewelry center, and our gems helped Thailand to become a premier center for gems and jewelry.

The second problem with our industry was the restrictions on gold import for manufacture of jewelry. When the problem was taken up with the Cabinet President JR h directed to undertake a study of the Gold Trade in a few East Asian countries. The.

The Hong Kong Chinese are reputed to be very conservative investors. They do not trust very much paper currency which have had many fluctuations in value. But gold is a solid investment, and the Chinese were willing to forgo the interest on Bank deposits, which was very small, and preferred to hold their investment in gold in the banks which were prepared to hold the gold on behalf of the investors. The investor had the right to get the gold back at any time. It was a win-win situation. It was the safest investment. Gold did not depreciate but appreciated against paper currencies. As proof of the gold deposit the investor was given a paper certificate and hence the gold in the Bank was called “Paper Gold”. The paper was also transferrable. Under this system gold was freely available in the country for the Jewellery industry.

It was also mentioned that it was encouraged by the government as paper gold mops up excess currency in the economy and reduces inflation. It was an efficient and transparent system.

The President JR had liked the idea of paper gold, but the Central Bank had objected to the idea on the grounds that gold is bullion and cannot be made a subject of any other agency.

EDB had from its inception been debating with the Central Bank to make import of gold free for the jewelry industry. Other than this irrelevant statutory restriction the Central Bank had an obnoxious objection which was not openly disclosed, that India will not like it as it will encourage smuggling of gold to India. EDB responded in jest that  if gold smuggling to India was done on a fair scale there would have been less terrorism in the North.

It was the short-sighted attitude of the Central Bank that deprived Sri Lanka from reestablishing again as ‘Ratnadeepa- the Island of Gems – the Jewel of Asia.”

There is no ethnic issue in this country. It is only a product of the 19th-century British colonial Administration.

The so-called ethnic issue is a product of the 19th century British colonial Administration. There were no ethnic issues in this country prior to that, although there were few Malabars (Tamils) and Muslims even prior to 1815 there was only one nation called Sinhala in this country. All others were migrants. The country was known as Sinhale, meaning the land of the Sinhala people (see The Kandyan Convention of 2nd March 1815) minority communities coexisted within the Sinhala Buddhist society without any problem. Most Muslims even got the Sinhala ge names like mudiyanseilage and vidanelaage etc. Accordingly gradual social integration with the native Sinhalese was taking place smoothy. In the olden days any one who wanted to be a citizen of this country had to get fully integrated with the native Sinha Buddhist society. That was made law by royal decree.

           Thus, the ethnic problem in this country as it exists is therefore only an artificial and savage post-colonial conspiracy created by the colonial invaders and injected in to the heads of minority communities, as an inherent part of the mechanism in their divide and rule policy.  The minorities were also given special privileges over the native Sinhalese. It was the British Colonial invaders who introduced South Indian Malabar colonial settlers in pursuance of this vicious colonial policy in the 19th century to this country, in two stages. Those who were brought prior to 1840 formed three categories. That was those who were brought as sepoys to crush the native Sinhalese who rose up against the invader in 1818 and 1848. Next there were those who were brought as cooly slave labour to work on their projects like road building and toddy taping. finally, those who were brough to be settled in the north and east under their long term vicious colonial settler policy to change the demographic constitution of the country, to weaken the powers of the natives.  The second phase includes those who were brought to work on their newly opened up plantations on the central hill country, reaching nearly 1.2 million.  The long-term colonial policy behind all those packages was to divide and destroy this Sinhala Buddhist civilization in this country that was their envy, to take revenge from the Sinhala Buddhists for the worst defeat and humiliation they had to face in 1803 in the whole British Empire, in the Danthure and Wagolla battles. The blood thirsty British were never satisfied with the mass massacre and annihilations they committed in 1818 Uva Wellassa and 1848 Matale in retaliation, which John Davy has described in the following words. ’The history of British rule in Sri Lanka after the 1818 rebellion cannot be related without shame. None of the members of the leading families in the Kandyan country have survived. Small pox and deprivations have destroyed those spared by the gun and the sword”. That was whythe imperial British adopted the above long-term large-scale colonial settler programe in the whole country.

In this essay first, I would like to draw the attention of my readers to the following excellent article by Prof. N.A.de S. Amaratunga DSc, posted on January 4th, 2025 in the Lanka web on this subject. It is based on his valuable findings on a global scale.

Thereafter, I propose to present my comments on his article, without prejudice, to increase the value of his contribution to all important and timely issues facing our motherland on the following four aspects

Solving Ethnic Issues without the financial burden of PCs

Tamils and also Muslims to a degree in the North, East, Centre and Colombo voted for this government rejecting their own ethnic political parties which helped the government to get more than two thirds majority. The significance of this change of heart, if it is that, should be understood by the government as well as all political leaders of the country. It could mean that what they want is apart from solving of the problems common to all communities such as the economic, education, employment, health issues etc., a different approach to the ethnic problem which had been all these years exploited by their politicians for their own political survival. Moreover, they may have realized the inadequacy of benefits of Provincial Councils when the huge expenditure they entail is considered. They may have experienced the ills of PCs when the Northern PC was run by their own politicians

The Provincial Councils do not serve any useful purpose. One cannot see a single project or beneficial outcome that has resulted from PC activity anywhere in the country. Instead, it is another bureaucratic barrier to the people that increase the red tape, inconvenience, waste of time, money and energy of the people. Further it has increased the number of corrupt politicians that people have to bribe to get any official work done. The devolution of power via these PCs is totally redundant as shown by the inability of the Northern PC, which was formed for the very purpose of solving the Tamil problem? Or to meet the Indian aspirations   ?, to make use of the opportunity to serve the people. The work done by these PCs could easily be carried out by the GA and the kachcheri system we had previously without the involvement of politicians. Similarly administrative power could be devolved to the North through the local government institutions.

Total revenue from PCs in 2020 was Rs.331 billion and the expenditure was a similar amount.  Financially there was no gain for the country and there is nothing to show as benefits. This revenue could have anyway accrued via other existing institutions like the katcheri system, local government etc and Tax Department and more revenue to the Treasury. By this means the expenditure would have been cut down to a minimum while retaining the revenue. These PCs have functioned under the Govenor and the seceretary without the politicians for the last three to four years showing that this tier of political rulers are redundant and a burden to the poor people.

Further, several authoritative worldwide surveys have shown that power-sharing measures as a solution to ethnic conflict have not been successful. There had been 78 countries in Asia, Africa,  Middle East, Eastern Europe, former USSR and the Caribbean which were in intense ethnic conflict during 1980 to 2010. Of these only 20 managed to conclude inter-ethnic power sharing arrangements, many failed, some experienced genocide eg. Rwanda in 1993 and others ended with secession eg. Sudan in 2005. Only 4 to 6 achieved stable arrangements but even these have serious political instability (Horowitz D, 2014).

Following are few extracts from these research works; The core reason why power-sharing cannot resolve ethnic conflict is that it is voluntaristic; it requires conscious decisions by elites to cooperate to avoid ethnic strife. Under conditions of hypernationalist mobilisation and real security threats, group leaders are unlikely to be receptive to compromise and even if they are they cannot act without being discredited and replaced by harder-line rivals” (Kaufmann, 1997). Proposals for devolution abound, but more often than not devolution agreements are difficult to reach and once reached soon abort” (Horowitz, 1985).

That Sri Lanka provides ample evidence in support of the above research findings could easily be seen in its experience with its own Provincial Councils. Of the nine PCs the worst failure was seen in relation to the previous Northern PC where it was supposed to be essential for the solution of the ethnic conflict. Its Chief Minister after willingly contesting for the post, made use of the opportunity to loudly engage in secessionist rhetoric and propaganda. He did not make use of the government grants for the development of the North.

In consideration of the above what would be more suitable for Sri Lanka is a power-sharing mechanism at the centre which would suit its geography of ethnicity

where in most areas there is a mixture of ethnic groups and 50% of minorities live outside the North and the East. If all possibility of discrimination of majority or minority communities is avoided and people are allowed to learn to respect each other’s different cultures there would develop common feelings and thinking about national issues which would be the national integration that has eluded us all these years.

The Tamils who voted for this government and a majority of them did so, may prefer such a system of power sharing at the centre which may make them feel integrated and belonging to their country more than the PC system which make them more separate and parochial in their own country. A new group of Tamil politicians may emerge who would like to be responsible for the whole country rather than an enclave in the far North.

The government has a two thirds majority and could bring in the necessary constitutional changes without a hassle to eliminate the presidential system? get rid of the 13th Amendment and establish an institution for power sharing at the centre. > mad no power sharing on an ethnic basis. Governance should one for the whole country.be If the minorities agree India will not mind the removal of the 13th A which they forced on us as they see no need for it.. It is significant that no mention of the full implementation of the 13th A was made in the joint statement issued by the Indian and Sri lankan leaders during the latter’s recent visit to India, an issue which was always taken up by the Indian side whenever the leaders of the two countries met in the past. Now may be the opportunity to solve the ethnic problem to the satisfaction of everybody and

                            My comments

However, at the same time, while thanking him for sharing his valuable experience, I would like to make few pertinent comments      on some of the conclusions he has arrived at, by giving my personal experience as a senior public servant who has personally seen and experienced it on ground.  The author has not dealt fully with the unprecedent and irreparable political and administrative damages done the 13th A to this country as a free, independent and sovereign state form 1987 up to date. First by this Indian imposition on this Island nation which had remained as a unitary State for the past 2566 years, defended and protected it from all South Indian invasions from the 2nd century BC up to the 13th century AD and thereafter from Western Colonial invasions starting with the Portuguese 1505, Dutch 1665 and the British from 1797-1948. His conclusion that the PCC have messed up the whole District Administration system making it almost redundant is very correct. But it would have been better if he had given in detail as to how it had been done. For example, the resulting exponential increase in a useless second tire political power base, like Governors Ministers and Secretaries, increase in cadre, waste and corruption, centralization and duplication making the delivery of services to the people utterly ineffective, inefficient and extremely slow. I would also disagree with his proposed power sharing on an ethnic basis as it leads to a breakdown in the unitary status of the State. The power of the State in a unitary State should lie with the center to preserve and protect its territorial integrity.

Finally, I would have preferred the author, with his global experience to have strongly recommended the complete abolition of the 13th A  together with the Rajiv/JR Accord that was imposed on this country by India by force to facilitate the establishment of the Eelam, a separate Tamils State covering 1/3 of the country immediately a with a projected coup  to make it almost 2/3 at the end  after annexing a number of other provinces like the central Uva and Sabaragamuwa where a substantial number of Indian Tamils live and  finally making this Island  the 29th State of India as Panikkar dreamt.

The only acceptable solution to the native Sinhala Buddhist in this country is one country and one nation. The country being Sri Lanka as it had been now accepted both locally and internationally as decreed by the Republican Constitution 1972. It must also be stated here for record purposes that Sinhala race is the only legitimate nation on this country as they are the people who founded this country, built up its glorious Sinhala Buddhist Civilization a form 543 BC and defended it against and protected it from all South Indian invasion numbering nearly 18 from the second century BC and from all Western invasions from 1505 up to date. All others are only others immigrant ethnic entities some com eon their own in search of green pastures and other, especially the army of Malabar people brought by the Dutch and British in the 19th century only. As South Indian slaves as a labour force to work on their projects, to fill the Banks of England and to realize their vicious divide and rule policy  and destroy the millennia old  unique Sinhala Buddhist Civilization on this planet, that had been thorn  in their eyes and an eternal object of envy in their hearts.

මේ අතර අතිශය උණුසුම් නව කලාපීය සීතල යුද්ධයක සෙවණැලි දකුණු ආසියාව සහ ඉන්දියානු සාගර කලාපය මත වැටී තිබේ. වික්ටෝරියා නූලන්ඩ්ගේ ආභාෂය ලද ” වර්ණ විප්ලව” නැතහොත් අරාබි වසන්තය පන්නයේ අරගල” යොදාගනිමින් ආණ්ඩු පෙරළීමේ මෙහෙයුම් දෙකක් 2022 දී ශ්‍රී ලංකාව සහ පකිස්ථානය තුළ සිදු විය.

2024 අගෝස්තු මාසයේ බංග්ලා දේශයේ ෂික් හසිනාට එරෙහිව ඒක්සත් ජනපදය විසින් මෙහෙයවන ලද විරෝධතා ව්‍යාපාරයේ කොටසක්

‍2024 වර්ෂය අවසානයේදී බංග්ලා දේශයේ ආණ්ඩුව පෙරළා දැමීම සිදු වූ අතර සති කීපයකට පෙර ඉන්දියාවේ පාලක BJP පක්ෂයේ සාමාජිකයන් විසින් අගමැති මෝදිගේ ආණ්ඩුව පෙරළා දැමීමේ උත්සාහයක් එක්සත් ජනපදය දියත් කර ඇතැයි චෝදනා කරන ලදි. මෝදිගේ රජයේ ප්‍රතිරූපය විනාශ කිරීම සඳහා වන දේශිය සහ ගෝලීය ජාලයේ කොටසක් ලෙස ජෝර්ජ් සොරෝස් පදනම සහ NED විසින් අරමුදල් සපයන රාජ්‍ය නොවන සංවිධාන සංකීර්ණය හඳුනාගෙන තිබේ.

මේ අතර රුසියාව ඇතුළු BRICS ආර්ථික හවුලේ රටවලට එරෙහිව එක්සත් ජනපදය විසින් පනවා ඇති සම්බාධක පුළුල් කිරීම හේතුවෙන් ද ඉන්දීය ධන කුවේරයකු වූ අදානිට එරෙහිව එක්සත් ජනපද අධිකරණ ක්‍රියාමාර්ග හේතුවෙන්ද විදේශීය ආයෝජන අවශ්‍ය ශ්‍රී ලංකාවේ සංවර්ධන ව්‍යාපෘතින් අවුල් සහගත තත්ත්වයකට පත්ව තිබේ.

ශ්‍රී ලංකාවේ දකුණු පළාතේ චීනය විසින් ඉදිකරන ලද මත්තල ජාත්‍යන්තර ගුවන් තොටුපල සංවර්ධනය කිරීම සඳහා ඉන්දියාවේ ශෞර්යා එයරෝනොටික්ස් ප්‍රයිවට් ලිමිටඩ්” සමාගම සහ රුසියාවේ ” එයාර්පෝර්ට් ඔ‌ෆ් රීජන්ස් මැනේජ්මන්ට් කොම්පැනි” යන සමාගම් විසින් සැලසුම්කර තිබූ ඒකාබද්ධ සංවර්ධන ව්‍යාපෘතිය අත්හිටුවීමට සිදුව ඇත්තේ මාස දෙකකට පෙර එක්සත් ජනපද සම්බාධක හේතුවෙනි. එක්සත් ජනපද භාණ්ඩාගාරික දෙපාර්තුමේන්තුව විසින් ඉන්දියාව මූලස්ථානය කොට ගත් ශෞර්යා එයරෝනෝටික්ස් ප්‍රයිවට් ලිමිටඩ් (Shaurya Aeronautics Pvt Ltd) සමාගමටත් තවත් පුද්ගලයන් 275කට සහ ආයතන රැසකටත් එරෙහිව සම්බාධක පනවා ඇත්තේ රුසියාවට අධි තාක්ෂණය සහ උපකරණ සැපයීම යන චෝදනාව යටතේය. මත්තල ගුවන්තොටුපොල පිහිටා ඇත්තේ ලෝකයේ කාර්ය බහුලතම වෙළඳ සහ බලශක්ති මාර්ගයන්ගේ සහ ජාත්‍යන්තර මුහුදයට සන්නිවේදන දත්ත කේබල් මාර්ගයන්ගේ සන්ධිස්ථානයන්ට නුදුරු හම්බන්තොට වරායට ආසන්නවය.

මේ අතර නිව්යෝර්ක් අධිකරණයක් හමුවේ දූෂණ චෝදනා යටතේ අදානි කෝපරේට් ඒකාධිකාරයට එරෙහිව නඩුවක් පවරා තිබේ. අදානි යනු ලෝකයේ විශාලතම වත්කම් කළමණාකරණ සහ මූල්‍ය වත්කම් හිමි එක්සත් ජනපද බ්ලැක්රොක් සමාගමේ හවුල්කාර සමාගමකි. ශ්‍රී ලංකාවේ ජාත්‍යන්තර ස්වෛරී ණය බැඳුම්කරවලින් අතිවිශාල ප්‍රමාණයක හිමිකමක් දරන්නේ බ්ලැක්රොක් සමාගමයි. ගෝලීය කෝපරේට් මාධ්‍ය විසින් ශ්‍රී ලංකාවේ ණය අර්බුදයට හේතුව චීනය වෙතින් ලබාගත් ද්විපාර්ශ්වික ණය යැයිද ඒ මගින් ශ්‍රී ලංකාව ණය උගුලට හසු කරගැනීමට චීනය කටයුතු කර ඇතැයිද” දිගින් දිගටම චෝදනා කළ ද ශ්‍රී ලංකාවේ ණය පිළිබඳ විශ්ලේෂණය මගින් පෙන්නුම් කරන්නේ මෙම භූ උපායික වශයෙන් වැදගත් දිවයිනට 2022 දී සිය ඉතිහාසයේ පළමුවරට තමන් ගත් ණය ගෙවාගත නොහැකි හෙයින් බංකොළොත්” බව ප්‍රකාශ කිරීමට සිදු වූයේ බ්ලැක්රොක් වැනි සමාගම් වලින් ගත් ජාත්‍යයන්තර ස්වෛරී බැඳුම්කර (International Sovereign Bond -ISB)ණය හේතුවෙන් බවයි.

කොළඹ වරායේ බටහිර පර්යන්තය සංවර්ධනය කිරීම සඳහා අදානි සමාගම දේශිය සමූහ ව්‍යාපාරයක් වන ජෝන් කීල්ස් සමාගම සමග හවුලේ කටයුතු කිරීමට නියමිතව තිබිණි. ජෝන් කීල්ස් සමාගම මේ සඳහා එක්සත් ජනපද සංවර්ධන සහයෝගිතා අරමුදලෙන් (United State Development Finance Corporation-USDFC) සැලකිය යුතු මූල්‍ය සම්පත් ප්‍රමාණයක් ලබාගෙන තිබිණි. මේ සඳහා එකඟතාවන් සිදුව තිබුණේ ඉන්දියාවේ ආන්ද්‍ර ප්‍රදේශ්හිදී අල්ලස් ලබාදීමක් පිළිබඳව අදානිට එරෙහිව නිව්යෝර්ක් නගරයේදී නඩු පැවැරීමට පළමුවය.

ආසියාවේ ධනවත්ම පුද්ගලයා ලෙස සැලකෙන අදානි ඉන්දීය අගමැති නරේන්ද්‍ර මෝදිගේ පුද්ගලික මිතුරෙකු ලෙස සැලකේ. ශ්‍රී ලංකාවේ දූෂිත ණය ප්‍රතිව්‍යුහගතකරණ බැඳුම්කර හුවමාරු වැඩ සටහන තුළ දැවැන්ත ප්‍රතිලාභ අත්පත් කරගැනීමට සමත් වූ බ්ලැක්රොක් සමාගමේ හවුල්කරුවෙකු වන අදානි ශ්‍රී ලංකාව තුළ හරිත බලශක්ති” ව්‍යාපෘති ගණනාවක් සඳහා ගිවිසුම් 2024 දෙසැම්බර් මාසයේදී අත්සන් තබා ඇත.

සම්බාධක සහ රාජ්‍යතාන්ත්‍රික සංචාර

ශ්‍රී ලංකාවේ සාර්ථකම ස්ත්‍රිය වූ එක්සත් ජනපද තානාපතිනි ජූලි චුංග් සහ දකුණු ආසියාවේ   ප්‍රීතිමත්ම මිනිසා වූ එක්සත් ජනපද රාජ්‍ය ලේකම් ඩොනල්ඩ් ලූ සමග ශ්‍රී ලංකාවේ ජනාධිපති අනුර කුමාර දිසානායක ජනාධිපති ලේකම් කාර්යාලයේදී සමූහ ඡායාරූපයකට පෙනී සිටිමින්

සම්බාධක පැනවීම් මධ්‍යයේ එක්සත් ජනපද සහකාර රාජ්‍ය ලේකම් ඩොනල්ඩ් ලූ ඉන්දියව, ශ්‍රී ලංකාව සහ නේපාලය යන රටවල සංචාරයක නිරත විය. එම සංචාරය තුළ ඩොනල්ඩ් ලූ රාජ්‍ය නිලධාරින්, රාජ්‍ය නොවන සංවිධාන සංකීර්ණයේ නියෝජිතයන්, සිවිල් සමාජ සාමාජිකයන් ආදින් මුණ ගැසී ධාරිතා ගොඩනැගීම” (capacity building) සඳහා ආධාර ලබාදීම පිළිබඳව සාකච්ඡා කර තිබිණි. මෙම ඊනියා ධාරිතා ගොඩනැගීමේ ඉලක්කය ආයතනික ආක්‍රමණය උත්සන්න කිරීමය.
ජාත්‍යන්තර මූල්‍ය අරමුදල විසින් නිර්දේශිත ප්‍රතිසංස්කරණ” හරහා ශ්‍රී ලංකාවේ මහබැංකුව මේ වනවිට ඉතා සාර්ථකව පුද්ගලීකරණය කර තිබේ. එහි ඉලක්කය වූයේ ශ්‍රී ලංකාවේ පුරවැසියන්ගේ උවමානාවන්ට සේවය කරනු වෙනුවට කොල්ලකාරි ජාත්‍යන්තර බැඳුම්කර හිමියන්ගේ අවශ්‍යතාවන්ට සේවය කරනු පිණිස මහ බැංකුව යටත් කර ගැනීමය.

දූෂිත දේශීය දේශපාලනඥයන් සහ ඔවුන්ගේ ජාවාරම්කාර මිතුරන්ගේ හවුල්කාරිත්වයෙන් ගොඩ ගසන ලද ජාත්‍යන්තර ස්වෛරී බැඳුම්කර ණය ප්‍රතිව්‍යුහගත කරණ ගිවිසුම් අත්සන් කිරීමට බල කරමින් ණය හිමිකරුවන් නියෝජනය කරන ජාත්‍යන්තර මූල්‍ය අරමුදල සහ ලසාර්ඩ් ඇන්ඩ් ක්ලි‌ෆර්ඩ් චාන්ස් විසින් අටවන ලද ණය උගුල මෙන්ම ඉන්දියානු සමාගම්වලට එරෙහිව එක්සත් ජනපදයේ ක්‍රියාමාර්ග විදේශ ඇමැති විජිත හේරත්ට හිසරදයක්ව ඇති බව පෙනී යයි.

ණය උගුලේ සිරව ඇති ශ්‍රී ලංකාවට සහනයක් ලබාගැනීම සඳහා එක්සත් ජනපද සම්බාධක ශ්‍රී ලංකාවට අදාළව ඉවත් කරගනිමින් ඒ මගින් මත්තල ජාත්‍යන්තර ගුවන් තොටුපල සහ කොළඹ වරායේ බටහිර පර්යන්තය සංවර්ධනය කිරීමේ ව්‍යාපෘති ඉන්දීය සහ රුසියානු ආයෝජන හරහා සිදු කිරීමට අවස්ථාව ලබාගැනීමටත්, කොල්ලකාරි ජාත්‍යන්තර ස්වෛරී බැඳුම්කර හිමියන් වෙතින් සහනයක් ලබාගැනීමටත් එක්සත් ජනපද සහකාර රාජ්‍ය ලේකම් ඩොනල්ඩ් ලූ එකඟකරවාගැනීමට විදේශ ඇමැති විජිත හේරත් සමත්වනු ඇත්ද?

එක්සත් ජනපද සංවර්ධන සහයෝගිතා අරමුදල අරමුදලෙන් (United State Development Finance Corporation-USDFC) විසින් කොළඹ වරායේ බටහිර පර්යන්තයේ සංවර්ධන කටයුතු සඳහා අදානි ව්‍යාපෘතියට ඩොලර් මිලියන 500ක ණයක් ලබාදීමට එකඟව තිබූ අතර දැන් ඔවුහු එම ව්‍යාපෘතිය පිළිබඳව ප්‍රති සමාලෝචනයක නිරත බව පවසති.

ඉන්දියානු ව්‍යාපෘතිවලට එරෙහි ප්‍රහාරය සහ BRICS ආර්ථික හවුලේ සාමාජිකත්වය සඳහා ශ්‍රී ලංකාවේ ඉල්ලීම

දීර්ඝ කාලයක සිට උපාය මාර්ගික වශයෙන් වැදගත් ශ්‍රී ලංකාවේ බලශක්ති, ප්‍රවාහන සන්නිවේදන යටිතල ව්‍යුහයන් අත්පත් කරගැනීමට මාන බලමින් සිටි වොෂින්ටනය ඉන්දියානු සමාගම්වල එරෙහි ප්‍රහාරයක් දියත් කර ඇති බව පැහැදිලි වෙමින් පවතී.

ඉහත යටිතල ව්‍යුහයන් අත්පත් කර ගැනීමේ එක්සත් ජනපද උවමනාව 2019දී ශ්‍රී ලංකාවට අත්සන් කිරීමට බලකරන ලද ” එක්සත් ජනපද සහස්‍ර අභියෝග සහයෝගිතා ගිවිසුම”(US Millennium Challenge Corporation-MCC)) තුළද අන්තර්ගත විය. නමුත් එවකට පැවැති රජය එම ගිවිසුම ප්‍රතික්ෂේප කරන ලදි. ඒ වකවානුව තුළ හමුදා තත්ත්ව ගිවිසුම” (Status of Forces Agreement -SOFA),යටතේ භූ උපායික වශයෙන් වැදගත් මෙම දිවයින තුළ එක්සත් ජනපදය විසින් ස්ථාවර කඳවුරු පිහිටුවනු ඇතැයි බියක් පැවැතිණි.

කොළඹ වරාය දකුණු ආසියාවේ කාර්ය බහුලතම වරායවන නමුත් එහි සංවර්ධන කටයුතු දැන් අත්හිටුවා තිබේ. ඇත්ත වශයෙන්ම, අදානිගේ වරාය සංවර්ධන ව්‍යපෘතිය සඳහා ඇමරිකානු ඩොලර් මිලියන 500 කට වඩා අරමුදල් සපයන බවට එක්සත් ජනපදයේ පොරොන්දුව කෙසේ වෙතත් එය ඉටුකිරීමේ උවමනාවක් නොතිබූ බව පෙනී යයි. මෙම මුදල එක්සත් ජනපදය විසින් සිය සහස්‍රයේ අභියෝග සහයොගිතා ගිවිසුමට”(MCC)  අත්සන් තබන්නේ නම් ශ්‍රී ලංකාවට ලබාදීමට පොරොන්දු වූ මුදලට වැඩිය. කෙසේ වුවද එම ගිවිසුම ශ්‍රී ලංකාව විසින් ප්‍රතික්ෂේප කරන ලද අතර ඉන් අනතුරුව ISIS නම් ත්‍රස්තවාදි සංවිධානයක් විසින් පාස්කු ඉරිදා ශ්‍රී ලංකාවේ සංචාරක හෝටල් සහ දෙව්මැදුරු ඉලක්ක කරමින් අභිරහස් හයිබ්‍රිඩ් යුද ප්‍රහාරයක් එල්ල කරන ලදි. එම ප්‍රහාරයෙන් ශ්‍රී ලංකාවේ ආර්ථිකය බිඳ වැටුණ අතර ජාතින් අතර අසහනය සහ වෛරය උත්සන්න විය. ISIS සංවිධානය විසින් වගකීම භාරගත්” බවට පැවැසෙන මෙම ප්‍රහාරයේ එක් ඉලක්කයක් වූයේ පැහැදිලිවම බහු ආගමික දේශයක් තුළ ආගමික ගැටුම් ඇති කිරීමය.

චීනය විසින් ආරම්භක ඉදිකිරීම් සිදු කරන ලද මත්තල ජාත්‍යන්තර ගුවන් තොටුපල සුදු අලියෙකු” ලෙස පිළිබිඹු කරනු ලැබූවද එය සැබැවින්ම පිහිටා ඇත්තේ ලෝකයේ කාර්ය බහුලතම වෙළඳ සහ බලශක්ති නාවික මාර්ග සන්ධිස්ථානයක මෙන්ම මුහුද යට සන්නිවේදන දත්ත කේබල් මධ්‍යස්ථානයකට නුදුරුවය. එය සංවර්ධනය කිරීම සඳහා ඉන්දියාවේ ශෞර්යා එයරෝනොටික්ස් සමාගමේ ව්‍යපෘතිය විසින් අත්‍යවශ්‍යව පවත්නා විදේශ ආයෝජනයන් මෙන්ම චීන, ඉන්දියානු සහ රුසියානු යන ආසියාවේ දැවැන්තයන්ගේ ඒකාබද්ධ සහයෝගිතාවයද එමගින් ශ්‍රී ලංකාවට හිමිවන්නට නියමිතව තිබිණි. නමුත් දැන් එය එක්සත් ජනපද සම්බාධක හේතුවෙන් වළ දමා තිබේ.

2024 ඔක්තෝබර් මස 23 වැනි දින කසාන්හිදී පැවැත්වුණ  BRICS  සමුළුවට සහභාගිවූ රාජ්‍ය නායකයන් (Xinhuanet)

පැහැදිලිවම ප්‍රධාන බලවතුන්ගේ එදිරිවාදුකම්වලට මැදිව ඇති ශ්‍රී ලංකාව විසින්, පසුගිය ඔක්තෝබරයේ දී රුසියානු ජනාධිපති ව්ලැදිමීර් පුටින්, චීන ජනාධිපති ෂී, සහ ඉන්දීය අගමැති මෝදි ඇතුළු ගෝලීය දකුණේ රටවල නායකයන්ගේ සහභාගිත්වයෙන් කසාන්හිදී පැවැති BRICS සමුළුවේදී එම ආර්ථික හවුලේ සහ එම හවුල විසින් පිහිටුවන ලද නව සංවර්ධන බැංකුවේ (New Development Bank) හි සාමාජිකත්වය සඳහා විධිමත් ලෙස ඉල්ලීම් ඉදිරිපත් කර තිබිණි. කොළඹ නව ආණ්ඩුවේ අපේක්ෂාව වනු ඇත්තේ කලාපීය ආර්ථික වර්ධනයේ ප්‍රතිලාභයන් හිමිකරගැනීම සහ ආසියානු 21 වැනි සියවස” තුළ ගෝලීය දකුණේ සහයෝගය ලබා ගැනීමය.

නමුත් කෙසේ වුවද නිර්-ඩොලර්කරණය සහ ජාත්‍යන්තර වෙළඳාම තුළ ජාතික මුදල් භාවිතය උණුසුම් තේමාවක්ව පැවැති කසාන් සමුළුවට ශ්‍රී ලංකාවේ කිසිදු ජ්‍යෙෂ්ඨ ඇමැති වරයෙකු සහභාගි වූයේ නැත. එහෙයින් වොෂින්ටනයේ අයුක්ති සහගත බලපෑම්වලින් මිදීමේ අවස්ථාවක් අහිමි කර ගැනීම සිදුවූයේද යන ප්‍රශ්නය මතුව තිබේ. නව සංවර්ධන බැංකුවට සම්බන්ධ වීමට ශ්‍රී ලංකාව විසින් කරන ලද ඉල්ලීම පිළිගෙන ඇති නමුත් තාමත් එය සක්‍රිය කෙරී නැත.

නව කලාපීය සීතල යුද්ධයක් ඇරඹී තිබේද?

පකිස්ථානයේ හිටපු අගමැති ඉම්රාන් ඛාන්

ඉන්දියානු සාගර කලාපය තුළ නව කලාපීය සීතල යුද්ධයක් උත්සන්න වෙමින් පවතී. නමුත් එය චීනයට එරෙහිව දියත්ව ඇති එකක් පමණක් නොවේ. රුසියාවට සහ චීනයට එරෙහි ස්වකීය ආක්‍රමණික ප්‍රතිපත්ති මගින් එම රටවල් දෙක අතර සබඳතාවන් වඩාත් සමීප කිරීමේ දුර්විපාකයන්ට මුහුණ දෙමින් සිටින අතරම වොෂින්ටනය විසින් ඉන්දියාව ඉන්දියාවේ සම්ප්‍රදායික සතුරා” වන චීනය සහ BRICS ආර්ථික හවුල වෙත තවදුරටත් තල්ලු කිරීමේ ප්‍රතිපත්තියක් දියත් කරමින් තිබේ.

පසුගිය වසර දෙක තිස්සේ රුසියාවට එරෙහිව එක්සත් ජනපදය විසින් පනවන ලද සම්බාධක ඉන්දියාව විසින් ප්‍රතික්ෂේප කර තිබේ. එපමණක් නොව රුසියානු ගෑස් සහ තෙල් මිලදී ගැනීම්වලදීත් දෙරට අතර සෙසු වෙළඳ කටයුතුවලදීත් ඉන්දීය රුපියල් සහ රුසියානු රූබල් යොදාගැනීමට රුසියාව සමග එකඟවී ඇත. යුක්රේන යුද්ධය හේතුවෙන් රුසියාවෙන් තෙල් මිලදී ගැනීම ප්‍රතික්ෂේප කිරීමේ යුරෝපයේ තීරණය මගින් දැවැන්ත ප්‍රතිලාභයක් ලබමින් ඉන්දියාව විසින් රුසියාවෙන් තෙල් සහ ගෑස් මිලදී ගැනීම් කිහිප ගුණයකින් වැඩි කර තිබේ. කෙසේ වුවද දැන් යුරෝපයට සිදුව ඇත්තේ සෘජුවම රුසියාවෙන් තෙල් සහ ගෑස් මිලදී ගැනීම වෙනුවට ඉන්දියාව හරහා ඒවා මිලදී ගැනීමටය. ඉන්දියානු බලශක්ති සමාගම් මේ මගින් විශාල ලාභයක් උපයන අතර 2024 අවසානයේදී ඉන්දියාව සහ රුසියාව අතර තවත් වසර 10ක් සඳහා පවත්නා මිලටම තෙල් සහ ගෑස් වෙළඳාම සම්බන්ධ ගිවිසුමක් ඇති කර ගන්නා ලදි. රුසියාව සමග ඉන්දියාවේ පවත්නා සම්බන්ධතාවන් 1945-91 අතර බටහිර සහ සෝවියට් සංගමය අතර පැවැති සීතල යුද සමය සිටම හොඳින් මුල් බැස ගත් එකකි.

රුසියාවට එරෙහිව පනවන ලද සම්බාධක ප්‍රතික්ෂේප කිරීම හේතුවෙන් බංග්ලාදේශයේ ශික් හසිනාගේ රජය පෙරළා දැමීමට එක්සත් ජනපදය සහ බටහිර රටවල් විසින් දියත් කරන ලද වර්ණ විප්ලවය” විසින් ඉන්දියාව වඩාත් සිය අසල්වැසි ප්‍රබල රටවල් දෙකක නායකත්වය යටතේ පවතින BRICS ආර්ථික හවුල වෙත තවදුරටත් යොමුවීමට හේතු වී ඇත්ද? රුසියාවට එරෙහිව බටහිර විසින් පනවන ලද ආර්ථික සම්බාධක ඉන්දියාවට ආර්ථිකමය වශයෙන් විශාල වාසි සහගත තත්ත්වයක් උදා කර තිබේ. කැනේඩියානු සික් ජාතිකයෙකුගේ මරණය සම්බන්ධයෙන් සීක් ඩයස්පෝරාවේ අනන්‍යතාවාදි දේශපාලන කණ්ඩායම් මෙහෙයවමින් ඉන්දියාවට එරෙහි විශාල ප්‍රචාරයක් දියත්කිරීමට වොෂින්ටනය කටයුතු කළේය.

ආසියාවේ ආසන්නතම වර්ණ විප්ලව” මෙහෙයුම දියත් වූයේ බංග්ලාදේශයට එරෙහිව වන අතර එය ඉන්දියාවේ මෙන්ම දකුණු ආසියාවේ දැඩි සැලකිල්ලට ලක් වූ සිදු වීමක් විය. සමාජ මාධ්‍ය ජාලා සහ බටහිර රාජ්‍ය නොවන සංවිධානවල ග්‍රහණයට හසු වූ ධකා විශ්ව විද්‍යාලයේ දේශපාලන විද්‍යා පීඨයේ මහාචාර්යවරුන් සහ ශිෂ්‍යයන් විසින් මෙහෙයවන ලද එම වර්ණ විප්ලවය මගින් ෂික් හසිනාගේ රජය පෙරළා දැමීම සිදු වූයේ අසල්වැසි ඉන්දියාවේ දොරකඩය. එම විප්ලවයෙන්” අනතුරුව කලාපයේ හින්දු, මුස්ලිම් සහ බෞද්ධ ආගමික ආතතීන් අවියක් බවට පත් කිරීමේ සැලසුම්ද දියත් විය.

2025 ජනවාරියේදී ඉවත්වීමට නියමිත එක්සත් ජනපද ජනාධිපති ජෝ බයිඩන් තුළ ඉන්දියාව කෙරෙහි වන ඉවසීම දැනටමත් ඉක්මවා ගොස් ඇති බවක් පෙනී යයි. නව දිල්ලිය වඩවඩාත් BRICS ආර්ථික හවුල වෙත යොමුවන තත්ත්වය තුළ, පසුගියදා පැවැති G-20 රටවල සමුළුවෙන් පසු සිදුවීම් දිස්වන්නේ බටහිර සහ ඉන්දියාවේ සමුගැනීමේ ගීතයේ පෙරවාදනයක් ලෙසය. නැතහොත් එය ජෝ බයිඩන් ලෝකයෙන් සහ දකුණු ආසියාවෙන් සමුගන්නා ආකාරය විය හැකිය. ඔහු විසින් සිය පාලනයේ අවසන් දවස් කීපය තුළ ගනිමින් සිටින තීරණ තුළ වැඩි වැඩියෙන් දැකිය හැක්කේ මං ගියාට පස්සේ තොපි මකබෑ වුනත් මට මොකද” (‘Apres moi le deluge!’) වැනි ආකල්පයකි.

දකුණු ආසියාව තුළ මතුවෙමින් පවතින නව සීතල යුද්ධයේ සංදර්භය තුළ ණය නවයටත්විජිතවාදය

ජාත්‍යන්තර මූල්‍ය අරමුදලේ නවයටත් විජිතවාදි ණය සහ ඇපදීමේ ජාවාරමට හසුවී සිටින ශ්‍රී ලංකාවට එක්සත් ජනපදය වෙතින් එල්ලවන පීඩනය ඉන්දියාව මෙන් දරාගත හැකි වනු ඇත්ද? නැතහොත් එය ඉන්දියානු සහ රුසියානු ආයෝජනවලට පිටුපානු ඇත්ද?

පැවැති සීතල යුද සමයේදී මෙන් නවදිල්ලිය හෝ වොෂින්ටනය යන දෙකෙන් එකක් තෝරාගන්නා ලෙස නැවතත් කොළඹ වෙත බලකෙරෙනු ඇත්ද? පැවැති සීතල යුද සමයේදී ඇමෙරිකන් ගැති ජේ. ආර් ජයවර්ධන ආණ්ඩුව යටතේ සිය පිළිකන්නේ එනම් උපාය මාර්ගික වශයෙන් වැදගත් ත්‍රිකුණාමල වරායේ ඇමෙරිකන් හමුදා කඳවුරක් පිහිටුවීම වැළැක්වීම සඳහා ඉන්දියාව දෙමළ විමුක්ති කොටි සංවිධානයට ආයුධ සහ සන්නද්ධ පුහුණුව ලබා දෙන ලදි. මේ මගින් තහවුරු වන්නේ ශ්‍රී ලංකාවේ ඊනියා අභ්‍යන්තර ජනවාර්ගික ගැටුම” පැහැදිලිවම සෝවියට් සංගමය සහ එහි මිතුරු රාජ්‍යයක් වූ ඉන්දියාවට එරෙහිව එක්සත් ජනපදය විසින් දියත් කරන ලදුව වසර 30ක් තිස්සේ ඇදී ගිය ප්‍රොක්සි” යුද්ධයක් වූ බවය.

ඉන්දීය සාගර කේන්ද්‍රයේ පිහිටි භූ උපායික වශයෙන් වැදගත් ශ්‍රී ලංකාවේ වරාය සහ ගුවන් තොටුපලවල් මෙන්ම මුහුදු යට සන්නිවේදන දත්ත කේබල් සන්ධිස්ථානයක් ද පිහිටා ඇති ශ්‍රි ලංකා මුහුදු කලාපය අත්පත් කරගැනීම ගොඩබිම, සාගරය අහස, අභ්‍යවකාශය සහ සයිබර් අවකාශය යන සියලු අවකාශයන් මත සිය සර්ව අවකාශ ආධිපත්‍යය (Full Spectrum Dominance -FSD)අත්පත් කරගැනීමේ සැලසුමක් දියත් කර ඇති වොෂින්ටනයේ නියොකොන් යුදවාදින්ගේත් නේටෝ යුද යන්ත්‍රයේත් අවශ්‍යතාව වී තිබේ.

නේපාලයේ දී සහස්‍ර අභියෝග සහයෝගිතා”(MCC)  ගිවිසුම යටතේද ශ්‍රී ලංකාවේදී ජාත්‍යන්තර මූල්‍ය අරමුදලේ බලහත්කාරි පුද්ගලීකරණ න්‍යාය පත්‍රය යටතේද ආදි වශයෙන් දකුණු ආසියානු කලාපයේ බලශක්ති සහ විදුලි, ප්‍රවාහන සහ සන්නිවේදන යටිතල ව්‍යුහයන් අත්පත් කර ගැනීමේ මෙහෙයුම්වල අරමුණ නව සීතල යුද්ධයක් දිගහැරෙමින් පවතින තත්ත්වය තුළ දත්ත රැස්කිරීමේ සහ පාලනය කිරීමේ මධ්‍යස්ථාන ස්ථාපිත කිරීමත්, බලශක්ති සහ වෙළඳමාර්ග පාලනය කිරීමත්ය.

සීතල යුද්ධයේ පුනරාගමනය: ආණ්ඩු පෙරලීම් සහ ණය නව යටත්විජිතවාදය

2022 දී එවකට පකිස්ථාන් අගමැතිව සිටි ඉම්රාන් ඛාන් එක්සත් ජනපද සහකාර රාජ්‍ය ලේකම් ඩොනල්ඩ් ලූ විසින් සිය රජය පෙරලා දැමීම සඳහා මෙහෙයුමක් දියත් කර ඇති බවට චෝදනා කළේය. එයට සමාන්තරව ආණ්ඩු පෙරළා දැමීමේ මෙහෙයුමක් ලංකාවේද දියත් වූයේ එක්සත් ජනපද යේ ප්‍රජාතන්ත්‍රවාදය සඳහා ජාතික පරිත්‍යාගය” (NED) නම් අරමුදල,රාජ්‍ය දෙපාර්තුමේන්තුව,USAID වැනි ආයතන විසින් සපයන අරමුදල්වලින්ද ඒවා විසින් ගොඩ නගනලද සමාජ මාධ්‍ය ජාලා කණ්ඩායම්ද විසින් හසුරුවන ලද අරගලය” නම් විරෝධතා ව්‍යාපාරය යටතේය. මෙය සිදු වූයේ ලෝකය පුරා වෛර්ණ විප්ලව” මෙහෙයවමින් ආණ්ඩු පෙරළා දමමින් සිය න්‍යාය පත්‍රය අනුව හැසිරවිය හැකි ඇමෙරිකන් ගැති ආණ්ඩු පිහිටුවීම පිළිබඳ කුප්‍රකට එක්සත් ජනපද රාජ්‍ය ලේකම් වික්ටෝරියා නූලන්ඩ්ගේ ශ්‍රී ලංකා සංචාරයෙන් දින කීපයකට පසුවය.

2022 දී ශ්‍රී ලංකාවේ සිදු වූ අරාබි වසන්තය” නැතහොත් වර්ණ විප්ලවය” ආකාරයේ ආණ්ඩු පෙරළීමේ මෙහෙයුම දූෂිත සහ පීඩාකාරි පාලනයට එරෙහිව වීදි බට ජනතාවන්ගේ විරෝධතා තුළ සඟවමින් දියත් කරන ලදි.

2022 අරගල” නායකත්වයේ ඓතිහාසික හොර ගල් ඇහිලීම

ජාත්‍යන්තර මූල්‍ය අරමුදල සහ බ්ලැක්රොක් වැනි ගෝලීයකරණවාදි බලවේගයන් දියත් කළ ඊනියා කොවිඩ්-19 වසංගත ප්‍රෝඩාව යටතේ ලොක්ඩුවන් ක්‍රියාත්මක කිරීමට පැවැති රජයට බල කරමින් රටේ ආර්ථිකය විනාශ කිරීමට දායක වූ මෙම වෘත්තිය සමිති නායකයන් එකී ආර්ථික විනාශයෙන් බැට කෑ ජනතා විරෝධය ගසාකමින් ඇමැතිවරුන් බවට පත්වූ පසුව කලින් පැවැති දූෂිත ආණ්ඩුවලටද වඩා හොඳින් ජාත්‍යන්තර මූල්‍ය අරමුදලේ නියෝග ක්‍රීයාත්මක කිරීම විශ්මයක් නොවේ.

ලෝක සෞඛ්‍ය සංවිධානය, ජාත්‍යන්තර මූල්‍ය අරමුදල, ලෝක බැංකුව වැනි ආයතනවල බලහත්කාරය යටතේ ලෝකය පුරාම දෙවසරක් තිස්සේ ක්‍රියාත්මක කරන ලද කොවිඩ්-19 ලොක්ඩවුන් හේතුවෙන් ශ්‍රී ලංකාවේද ආර්ථිකය කඩාවැටී තිබූ අතර ජනතාව තුළ දැඩි ආණ්ඩු විරෝධයක් පැවැතිණි. මෙම විරෝධතා ව්‍යාපාරයේ ආරම්භක කැඳවීම කරන ලද්දේ සමාජ මාධ්‍ය ජාලා කණ්ඩායම් කීපයක් සහ ඇතැම් රාජ්‍ය නොවන සංවිධාන කීපයක් විසිනි. ක්‍රමයෙන් වෘත්තීය සමිති, දේශපාලන පක්ෂ, සිවිල් සමාජය, කලාකරුවන් එය වටා එක්වෙමින් පවතින විට ගෝඨා ගෝ හෝම්” යන සටන් පාඨය යටතේ ස්ථාවර විරෝධතා කඳවුරක් ගෝල්ෆේස්හිදී ස්ථාපිත කරන ලදි.

විශ්මයකට මෙන් ආර්ථික අර්බුදය හේතුවෙන් විදී බට ජනතාවට නායකත්වය දීමට ඉදිරිපත්ව සිටි බොහෝ දේශපාලන පක්ෂ සහ වෘත්තිය සමිති නායකයන් රටේ ආර්ථිකය විනාශ කිරීමට දායක වූ කොවිඩ්-19 ලොක් ඩවුන් නැතහොත් ඇඳිරි නීතිය රටපුරා ක්‍රියාත්මක කරන ලෙස රජයට බල කරන ලද්දවුන්ම වීමය. ආණ්ඩුව රට වසන්නේ නැත්නම් අපි ස්වයං ඇඳිරි නීතියක් පනවමින් රට වහනවා” යැයි ඔවුන්ගේ සටන්පාඨය විය. පූර්ණ ලොක්ඩවුන් කිරීමකට යාම මගින් රටේ සිදුවන ආර්ථික විනාශය තම ආණ්ඩුවේද අවසානය වනු ඇති බවට වටහාගෙන සිටි ගෝඨාභය රාජපක්ෂ නිරෝධායන ඇඳිරි නීති හෙවත් ලොක් ඩවුන් පැනැවීමට පසුබට විය. අවසානයේදී මෙම වෘත්තිය සමිති සහ දේශපාලන පක්ෂවලත් ආණ්ඩුවේම කොටසකගේත් බලකිරීම සහ එක්සත් ජනපදයේත් බලපෑම අනුව රට වසා දමන ලදි.

එවැනි ක්‍රියාකාරකම් මගින් එක්සත් ජනපදයේත්, බ්ලැක්රොක් වැනි කොල්ලකාරි  මූල්‍ය සමාගම්වලත්, ජාත්‍යන්තර මූල්‍ය අරමුදලේ සහ ලෝක බැංකුවේත්  අවශ්‍යතාව ඉටුකරමින් රටේ ආර්ථිකය බිඳ දැමීම සඳහා තමන්ගේම මුග්ධ දායකත්වය නොසලකා හරිමින් මෙම වෘත්තිය සමිති සහ දේශපාලන පක්ෂ නායකයෝ තමන් විසින්ද දේශපාලනිකව වගකිව යුතු ආර්ථික අර්බුදයෙන් බැට කෑ ජනතාවගේ ආණ්ඩු විරෝධී පෙළපාලිවල ගමන් කිරීම හාස්‍යජනක දර්ශනයක් විය. කෙසේ වුවද මෙම වෘත්තිය සමිති සහ දේශපාලන පක්ෂ නායකයන් මෙන්ම සිවිල් සමාජ සංවිධානද ජාත්‍යන්තර මූල්‍ය අරමුදල හෝ කොල්ලකාරි ස්වෛරී බැඳුම්කර ණය හිමියන්ට එරෙහි කිසිදු සටන්පාඨයක් ආණ්ඩු විරෝධී උද්ඝෝෂණ ව්‍යාපාරය තුළ ඉදිරිපත් කිරීමට කටයුතු නොකළා පමණක් නොව එවැන්නක් කම්කරු පන්ති කොටස්වලින් යම්තමින් හෝ මතු වූ අවස්ථාවල ඒවා සංවිධානාත්මකවම යටපත් කර දැමීමටද කටයුතු කළහ. එවැනි දේශපාලන පක්ෂ බලයට පත් වූ පසුව ඔවුන් ජාත්‍යන්තර මූල්‍ය අරමුදලේ කොල්ලකාරි පිළිවෙත්වලට පැවැති ආණ්ඩුවටද වඩා හොඳින් අනුගතවීම විශ්මයක් නොවිය යුත්තේ එනිසාය.

මෙම අරගල ව්‍යාපාරය” මගින් රටේ අවධානය වෙනතකට යොමු කරමින් පවතින අතර ජාත්‍යන්තර ස්වෛරී බැඳුම්කර ණය වාරික ගෙවාගත නොහැකිව රට බංකොළොත් බව” ප්‍රකාශ කිරීමේ නාටකය වේදිකා ගත කෙරිණි. එමගින් ජාත්‍යන්තර මූල්‍ය අරමුදල විසින් අටවන ලද ණය ප්‍රතිව්‍යුහගතකරණ උගුල වෙත රට තල්ලුකරන ලදි. එක්සත් ජනපදයේ පිටු බලය ලද රනිල් වික්‍රමසිංහගේ ආණ්ඩුව අටවන ලද්දේ බංකොළොත් බව ප්‍රකාශ කිරීමේ නාටකය වේදිකා ගත කරමින් යුරෝ බැඳුම්කර ණය උගුල වඩාත් ගැඹුරු කරවනු පිණිසය.

එක්සත් ජනපද සහකාර රාජ්‍ය ලේකම් ඩොනල්ඩ් ලූ පකිස්තානයේ සිය ආණ්ඩුව පෙරලීමේ කුමන්ත්‍රණයක් දියත් කර ඇතැයි ප්‍රසිද්ධියේ චෝදනා කළ ඉම්රාන් ඛාන්ට එම කුමන්ත්‍රණකාරි ආණ්ඩු පෙරළියෙන් වසර දෙකකට පසුව අද ඉස්ලාමාබාද්හි සිරගතව සිටීමට සිදුව ඇත්තේ ඔහුට පක්ෂව පැන නැගුණු දැවැන්ත මහජන පෙළපාළි පැවැතියදීමය. එහෙත් 2022 අරගලය” හරහා විස්ථාපනය වූ ශ්‍රී ලංකාවේ හිටපු ජනාධිපතිවරයා වූ ගෝඨාභය රාජපක්ෂගේ ඉරණම ඔහු වෙත තරමක් කාරුණික වී තිබේ.

එක්සත් ජනපදයේ හිටපු පුරවැසියෙකු වූ ගෝඨාභය රාජපක්ෂ සිරගත කෙරී නැති නමුත් ඔහුට එක්සත් ජනපදයට ඇතුළු වීම තහනම් කෙරී ඇත. 2022 මුල්කාර්තුවේ එක්සත් ජනපද රාජ්‍ය ලේකම් වික්ටෝරියා නූලන්ඩ් ලංකාවට පැමිණීමෙන් පසුව බාහිර සිට මෙහෙයවන ලද සමාජ මාධ්‍ය ප්‍රචාරක ව්‍යාපාරය විසින් ගෝඨාභය රාජපක්ෂට එරෙහි ප්‍රචාරක ව්‍යාපාරයක් දියත් විය. වික්ටෝරියා නූලන්ඩ් වූකලි 2014 යුක්රේනයේ මයිදාන් චතුරස්‍රයේ වර්ණ විප්ලවය” මෙහෙයවීම පිළිබඳව කුප්‍රකට තැනැත්තියයි. යුක්රේනයේ සොල්දාදුවන් ලක්ෂ 10කට අධික සංඛ්‍යාවකගේ ජීවිත විනාශවන පරිදි රුසියාවත් සමග යුද්ධයකට එම රට තල්ලු කරනු ලැබුවේ එක්සත් ජනපදයේ පිටු බලය ලද මේ මයිදාන් කුමන්ත්‍රණය මගිනි.

දකුණු ආසියාවේ එකම ඉහළ මධ්‍යම ආදායම් සහිත රට ලෙස ලෝක බැංකුව විසින් 2019 දී ශ්‍රේණිගත කරන ලද ශ්‍රී ලංකාව ඉන් වසර දෙකකට පසුව 2022 දී ස්වකීය ජාත්‍යන්තර ස්වෛරී ණය ගෙවීමේ හැකියාවක් නැති හෙයින් බංකොළොත් බව ප්‍රකාශ කිරීමට බල කෙරෙන තත්ත්වයක් නිර්මාණය කරන ලදි. මෙය සිදුවූයේ විදේශීය ගුප්ත බැංකුවක් වන හැමිල්ටන් රිසර්ව් බැංකුව එය වෙත ගෙවීමට තිබූ ඉතා සුළු පොලී ප්‍රමාණයක් ගෙවීම අතපසු වීමේ හේතුවෙන් එම බැංකුව විසින් ශ්‍රී ලංකාවට එරෙහිව එක්සත් ජනපදයේ නිව්යෝර්ක් අධිකරණයේ නඩු පැවැරීමත් සමගය.
හැමිල්ටන් රිසර්ව් බැංකුවේ නඩු පැවැරීමත් සමගම ෆිච් (Fitch) වැනි ශ්‍රේණිගත කිරීම් ආයතන විසින් ශ්‍රී ලංකාව සිය ශ්‍රේණිගත කිරීම්වලින් පහළ දැමීම සිදු කළ අතර අසාධාරණ ලෙස වරප්‍රසාදිත එක්සත් ජනපද ඩොලරයට එරෙහිව රුපියලේ අගය ශීඝ්‍රයෙන් පහල වැටීම සිදු විය.

වෙන්ව යාමේ මාවත: ඩයස්පෝරා අනන්‍යතා දේශපාලනය අවියක් බවට පත් කිරීම

2022 දී තමන් විසින් ශ්‍රී ලංකාව සහ පකිස්ථානය තුළ දියත් කරන ලද ආණ්ඩු පෙරලීමේ මෙහෙයුම් සාර්ථකව අවසන් කිරීමට එක්සත් ජනපදය සමත් වූ අතර 2023 දී දකුණු ආසියාවේ බලවතා වන ඉන්දියාවේ නාසය යටින් වර්ණ විප්ලවයක්” දියත් කරමින් බංග්ලාදේශයේ ෂික් හසිනා රජය පෙරළා දැමීමට එක්සත් ජනපදය සමත් විය. බලයෙන් පහ වූ බංග්ලා දේශයේ අගමැතිනිය නව දිල්ලියේ දේශපාලන රැකවරණ ලබා ගැනීමට සමත් වූයේ ඉන්දීය රජය සමග පැවැති ‌ ඓතිහාසික බැඳීම් හේතුවෙනි. කෙසේ වුවද බංග්ලාදේශය තුළ නැවත වතාවක් ආගම යුද අවියක් බවට පත් කර තිබේ.

දකුණු සහ නැගෙනහිර ආසියාව තුළ විශේෂයෙන් බුද්ධාගම සහ ඉස්ලාමය ද ඇතුළුව ආගම් යුද අවියක් බවට පත්කිරීම සීතල යුද්ධයේදී බටහිර අධිරාජ්‍යවාදය විසින් දියත් කරන ලද ව්‍යාපෘතියක් විය. එහි ඉලක්කය වූයේ කලාපය අස්ථාවර කිරීමත්, ආසියාවේ අදේවවාදි කොමියුනිස්ට් ව්‍යාපාරය, ජාතික විමුක්ති අරගල සහ නිදහස් ව්‍යාපාර විසින් ගෙන ගිය යටත් විජිත විරෝධී අරගල නොමග යැවීම සහ ඒවාට එරෙහි ප්‍රතිගාමි බලවේගයන් ශක්තිමත් කිරීමත්ය. මෙම කරුණ සම්බන්ධව යේල් විශ්ව විද්‍යාලයේ ඉතිහාසඥ ඉයුජින් ෆෝර්ඩ් විසින් රචිත සීතල යුද්ධයේ ශ්‍රමණයො: බුද්ධාගම සහ එක්සත් ජනපදයේ රහසිගත ආසියානු උපායමාර්ගය” (Cold War Monks: Buddhism and America’s Secret Strategy in Asia) නම් කෘතිය මගින් පුළුල් විශ්ලේෂණයක් ඉදිරිපත් කෙරී ඇත.

මෙම අවස්ථාවේදී ඉන්දියාවේ අදානි ව්‍යාපාරය සහ විවිධ BRICS හවුල් ව්‍යාපාර වොෂින්ටනයේ ප්‍රහාරයට ලක්වෙමින් පැවතීම මගින් සළකුණු කෙරෙන්නේ ඉන්දියාව සහ එක්සත් ජනපදයේ එක්ව ගමන් කිරීම අවසන්ව ඇති බවද? කැනඩාව සහ ඉන්දියාව විසින් එකිනෙකාගේ රාජ්‍යතාන්ත්‍රික නිලධාරින් පිටුවහල් කරගැනීම ඇතැම් විට ආසියානු කලාපය තුළ දැවැන්ත බලපෑමක් ඇති කෙරෙන සිදුවීමක් වූ බංග්ලාදේශයේ ආණ්ඩු පෙරළීමේ බටහිර කුමන්ත්‍රණය වෙතින් අවධානය වෙනතකට යොමු කිරීමේ වෑයමක් විය හැකිය. බෞද්ධ, හින්දු සහ ක්‍රිස්තියානි සුළුතර ආගමික ප්‍රජාවන් වෙත දැන් තර්ජනයක් එල්ලවී ඇත්තේ CIA සහ මොසාඩ් හවුල්කාරිත්වයෙන් ගොඩ නගා මෙහෙයවන සහ සවුදි අරාබිය විසින් අරමුදල් සැපයෙන, ලොව පුරා රටවල් සහ කලාපයන් අස්ථාවර කිරීම සඳහා යොදවා ඇති ISIS, ISIL, අල්කයිඩා, මුස්ලිම් සහෝදරත්වය, සිරියාව සහ ඇෆ්ඝනිස්ථානය තුළ තුළ HTS හෝ ISIS-K යන නව වෙළඳ ලකුණු යටතේ හඳුන්වා දී ඇති පරණ සංවිධාන වෙතිනි.

පාරජාතික සංවිධාන ජාලාවන් සහ ආගමික අනන්‍යතාවාදි දේශපාලනය ආයුධයක් ලෙස යොදාගනිමින් සිදුකළ ආසන්නතම ආණ්ඩු පෙරළීමේ මෙහෙයුම මගින් ඉන්දියාවේ සමීපතම මිතුරු රාජ්‍යයක් වූ බංග්ලා දේශයේ අගමැතිනි ෂික් හසිනාගේ රජය පෙරළා දැමීම මගින් සනිටුහන් වන්නේ බ්‍රිතාන්‍යයේ රිෂි සුනාක්, එක්සත් ජනපදයේ කමලා හැරිස් සහ ඇගේ යුදෙව් සැමියා ආදින්ගේ ප්‍රබල දේශපාලන අනන්‍යතාවන්ද එක්සත් ජනපදයේ සහ යුරෝපයේ සමාගම්වල ඉන්දීය ඩයස්පෝරා ප්‍රධාන විධායක නිලධාරින්ගේ බලපෑමද යොදාගනිමින් ඉන්දියාව ආකර්ෂණය කරගැනීමේ මෘදු උපාය මාර්ගය පසෙකට දමා ඇති බවද?

එක්සත් ජනපදය H-1B වීසා ක්‍රමය යොදාගනිමින් ඉන්දියානු ඩයස්පෝරාවට බලපෑම් කරයි

එක්සත් ජනපදයේ සමාගම් විසින් H-1B වීසා යටතේ විදේශීය වෘත්තිකයන්ගේ සේවය ලබාගන්නා අතර ඉන්දියාවේ තොරතුරු තාක්ෂණ ක්ෂේත්‍රයේ විශේෂඥයන් රැසක් එක්සත් ජනපද සමාගම්වල සේවය කරති. ටෙස්ලා,ස්පේස්X, සහ ස්ටාර්ලින්ක් ප්‍රධාන විධායකනිලධාරි මෙන්ම ජනාධිපති ඩොනල්ඩ් ට්‍රම්ප්ගේ ප්‍රබල ආධාරකරුවෙකුද වන එලොන් මුස්ක් සිය සමාගම් සඳහා මෙවැනි විදේශිය විශේෂඥයන්ගේ සේවය ලබාගැනීම හේතුවෙන් ඇමෙරිකානුවන්ගේ රැකියා අවස්ථා සංක්‍රමණිකයන්ට පවරා ඇතැයි යන චෝදනාව මේ දිනවල මතුව තිබේ. කෙසේ වුවද එලොන් මුස්ක් මෙම H-1B වීසා ප්‍රතිපත්තිය ආරක්ෂා කළ යුතුය යන ස්ථාවරයේ සිටි‌යි. ජනාධිපති ට්‍රම්ප් සිය ජනපතිවරණ ව්‍යාපාරයේදී සංක්‍රමණික විරෝධී ප්‍රතිපත්තියක් පෙරට දැමුවද ඔහුද H-1B වීසා ක්‍රමය පවත්වාගෙන යා යුතුය යන අදහස දරයි. මේ හේතුවෙන් ජනාධිපති ට්‍රම්ප්ගේ Make America Great Again-MAGA” ව්‍යාපාරය තුළ දැඩි මතභේදයක් හට ගෙන තිබේ.

අනෙක් අතට එක්සත් ජනපදයේ විවිධ සන්නිවේදන තාක්ෂණ සමාගම් විශාල ප්‍රමාණයක ඉන්දියානු ටෙක් විශේෂඥයන් ලක්ෂ ගණනාවක් සේවය කරන බැවින් මෙම වීසා ප්‍රතිපත්තිය අවලංගු කිරීමකට හෝ සීමා කිරීමකට යොමුවුව හොත් එය ඇමෙරිකාව තුළ සිටින ඉන්දීය ඩයස්පෝරාව වෙත විශාල බලපෑමක් වනු ඇත. මේ ප්‍රශ්නය සම්බන්ධයෙන් තමන් දැඩි ලෙස අවධානයෙන් සිටින බව අවධාරණය කර ඇති ඉන්දීය විදේශ කටයුතු අමාත්‍යාංශය එක්සත් ජනපදයේ H-1B වීසා ප්‍රතිපත්තිය රටවල් දෙකටම අන්‍යෝන්‍ය ප්‍රතිලාභ හිමිවන වැඩ සටහනක් බව පෙන්වා දෙයි.

කෙසේ වුවද ඉන්දියාව,චීනය රුසියාව ඇතුළු BRICS ආර්ථික හවුල නව මුදල් ඒකකයක් ජාත්‍යන්තර වෙළඳාමට හඳුන්වාදීමට පළකර ඇති සුදානම හේතුවෙන් ඩොලරයේ ආධිපත්‍යය රැකගැනීම සඳහා එක්සත් ජනපදය BRICS ආර්ථික හවුලේ රටවල් එකිනෙකින් හුදෙකලා කිරීමට හයිබ්‍රිඩ් ආර්ථික යුද ප්‍රහාරමාලාවක් දියත් කර ඇති බවට තවත් නිදසුනක් ලෙස H-1B වීසා ප්‍රතිපත්තිය පිළිබඳව අලුතෙන්ම මතුව ඇති මෙම විවාදය දැකිය හැකිය. එක්සත් ජනපදය තුළ ආර්ථික වරප්‍රසාද ලැබීමට නම් BRICS ආර්ථික හවුල වෙතින් ඉවත්විය යුතු බවට එක්සත් ජනපදයේ ඉන්දියානු ඩයස්පෝරාවේ කොටස් මෙහෙයවමින් ඉන්දීය රජයට බලපෑම් කිරීම මෙහි සැඟවුණ ඉලක්කය විය හැකිය. එමෙන්ම එක්සත් ජනපද අභ්‍යන්තර රාජ්‍යයේ සතුරෙකු ලෙස දැනට සැලකෙන ඩොනල්ඩ් ට්‍රම්ප් තවදුරටත් හීලාකරගැනීම සඳහාත් ඔහු විසින් මෙහෙයවන ජනප්‍රියවාදි ” MAGA” ව්‍යාපාරය භේදභින්න කරමින් දුර්වල කිරීමටත් මෙම අර්බුදය යොදා ගැනෙනු ඇත.

ආසියාවේ 21 වැනි සියවස විනාශ කිරීම සඳහා යුරෝ ඇමෙරිකානු සහ ඔස්ට්‍රෙලියානු ලෝකය තුළ වෙසෙන ඉන්දීය ඩයස්පොරාව ලීවරයක් ලෙස යොදාගනිමින් චීනය සමග ප්‍රොක්සි යුද්ධයක් කරා ඉන්දියාව යොමු කිරීමේ වෑයමක් දැරෙමින් පැවැති බව වඩවඩාත් පැහැදිලි වෙමින් පවතී. නමුත් එම සරුංගලය ගුවන්ගත කිරීමට බටහිර අසමත් විය.

බටහිර ආසියානු QUAD සන්ධානය (Israel, India, UAE සහ US-I2U2) නැතහොත් ඊශ්‍රායෙලය, ඉන්දියාව, එක්සත් අරාබි එමිර් රාජධානිය සහ ඇමෙරිකා එක්සත් ජනපදය යන රටවලින් සැදුම්ලත් රාජ්‍ය සන්ධානය පිහිටුවා ඇත්තේ ඒබ්‍රහම් ගිවිසුම හරහා ඊශ්‍රායලයේ පලස්තීන ආක්‍රමණය සහ වත්මන් ගාසා ජනසංහාරය සාමාන්‍යකරණය කිරීම සඳහාය. නමුත් එක්සත් අරාබි එමිර් රාජධානියේ සහ එක්සත් ජනපදයේ (UAE සහ US-U2) කොටස මේ වනවිට වියැකී යමින් පවතී.

ඊශ්‍රායෙල්-එක්සත් ජනපද සන්ධානය විසින් ඉන්දීය-ඊශ්‍රායෙල් හවුල ශක්තිමත් කිරීමේ අතරමැදි කාර්යභාරය ඉටුකරමින් යුදෙව්-ක්‍රිස්තියානි-හින්දු මූලධර්මවාදි සන්ධානයක් ගොඩ නගයි. ඒ අතරම එම සන්ධානය ඊශ්‍රායෙල්-ඉන්දියා-එක්සත් ජනපද-එක්සත් අරාබි එමිර් රාජධානිය (I2U2) ලෙස ව්‍යාප්ත කරමින් දකුණු ආසියාව අස්ථාවර කරනු පිණිස ඉස්ලාමිය මූලධර්මවාදි බළල් අණ්ඩක් ශක්තිමත් කරයි. මේ ආකාරයේ කලාපීය ආරක්ෂක සන්ධාන වේගයෙන් බහුගුණනය වීම සීතල යුද සමයේ අග්නිදිග ආසියාතික ආරක්ෂක සංවිධානය වැනි (Southeast Asia Treaty Organization-SEATO) ආරක්ෂක කල්ලි ගැසීම්වලට සමාන වේ. බටහිර ජීවත්වන ඉන්දියානු ඩයස්පෝරාව අළුත්ම ඉලක්කයයි.

කසාන්හිදී පැවැති ආර්ථික හවුලේ සමුළුවට පෙර සහ එය පැවැත්වෙන අතර චීනය සහ ඉන්දියාව අතර ගොඩ නැගුණු සාපේක්ෂ සංහිඳියාව සහ සාමය හේතුවෙන් සහ එක්සත් ජනපදය ප්‍රමුඛ බටහිර රටවල් විසින් සිදු කරන ලද බංග්ලාදේශයේ ආණ්ඩු පෙරළීම විසින් ඉන්දියා-ඊශ්‍රායෙල්-එක්සත් අරාබි එමිර්- එක්සත් ජනපද හවුල බිඳ දමනු ඇත්ද? නැත හොත් අඩු තරමින් ඉන්දිය-ඊශ්‍රා‌යෙල් සබඳතා බිඳ වැටීමට එය හේතු වනු ඇත්ද?

මෙම ජනවාරියේදී ඩොනල්ඩ් ට්‍රම්ප් ජනාධිපති ලෙසින් දිවුරුම් දීමට නියමිත අතර වොෂින්ටනයේ සිට හමන සුළං වෙනස්වීමත් සමගම ඩොනල්ඩ් ලූ තමාගේ මෙම කලාපීය සංචාරයේදී දකුණු ආසියාවෙන් ආදරයෙන් සමුගනු ඇත.
