රේගු වෙන්දේසියට තබා තිබූ  රෝස්වුඞ් දැව තොගය ඉන් ඉවත් කිරීම           

උක්ත කරුණ සම්බන්ධයෙන් 2017.01.31 දින ලංකාදීප පුවත්පතේ නාලක සංජීව දහනායක මහතා විසින් ‘‘රේගුවෙන් ඇල්ලූ දැව තොගයක් පරීක්ෂණයක් නොකර වසර තුනක් තිස්සේ රඳවාගෙන’’ යන මාතෘකාව යටතේ පළකර තිබූ ප‍්‍රවෘත්තිය කෙරෙහි ඔබතුමාගේ අවධානය යොමු කිරීමට කැමැත්තෙමු.

මෙම ප‍්‍රවෘත්ති මහජනයා නොමග යැවීමේ හා රේගු දෙපාර්තමේන්තුව අපකීර්තියට පත් කිරීමේ අරමුණින්, ඔබතුමාගේ අනුදැනුම මත පළකල එකක් බව අපගේ අදහසයි. ඔබතුමා එම ලිපිය තුලින් පවසන කරුණු මුලූමනින්ම සාවද්‍ය නිසා ඔබතුමාගේ හා රටේ ජනතාවගේ අවබෝධය පිණිස අප සංගමය සතු තොරතුරු සමහරක් මෙහි සඳහන් කිරීමට අදහස් කළෙමු. 

මෙම රෝස්වුඞ් දැව තොගය අත්අඩංගුවට ගන්නා ලද්දේ රේගු දෙපාර්තමේන්තුව විසින් බිහි කරන ලද කීර්තිමත් රේගු නිලධාරියෙකු හා පරිසර වේදියකු වන සමන්ත ගුණසේකර මහතා විසිනි. රේගු දෙපාර්තමේන්තුවේ ජෛව විවිධත්ව ඒකකයේ නිර්මාතෘවරයාද වන මෙතුමා සිය සේවා කාලය තුලදී සිදු කරන ලද කොතල හිඹුටු, කෙකටිය වැනි සුප‍්‍රසිද්ධ රේගු වැටලීම් නිසා දේශීයව හා ජාත්‍යන්තරව මහත් සේ ඇගයීමට ලක්වූ නිලධාරියෙකි. මෙතුමාගේ පෞද්ගලික ඔත්තුකරුවකු ලබා දුන් තොරතුරක් මත 2014 මාර්තු මාසයෙදී මෙම දැව තොගය අත්අඩංගුවට ගන්නා ලදි. එතැන් සිට මේ පිළිබඳව දේශීයව හා ජාත්‍යන්තරව සිදු කරන ලද රේගු විමර්ෂණයට මාස 6 කට අධික කාලයක් ගතවී තිබේ. ඉන් අනතුරුව රේගු නඩුවක් ගොනු කරන ලද අතර එය අධිකරණ ක‍්‍රියාවලියකින් අවසන් වී තිබේ. ඒ සඳහා තවත් වසරකට ආසන්න කාලයක් ගතවී තිබේ.              

මෙම නඩුව අවසාන වීමෙන් පසු දැව තොගය රාජසන්තක කළ අතර 2015 වසරේ මැයි මාසයේ පමණ සිට අවස්ථා ගණනාවකදීම වෙන්දේසි කිරීමට උත්සාහ දැරුවත් ජෛව විවිධත්ව ඒකකයේ නිලධාරීන්ට පාලනය කළ නොහැකි හේතූන් මත එය සාර්ථක කර ගැනීමට නොහැකි වී තිබේ. ඒ නිසා ‘‘රේගුවෙන් ඇල්ලූ දැව තොගයක් පරීක්ෂණයක් නොකර වසර තුනක් තිස්සේ රඳවාගෙන’’ සිටියා යන චෝදනාව මුලූමනින්ම සාවද්‍ය එකක් බව මොලේ කළඳක් හෝ ඇති  ඕනෑම අයෙකුට වැටහෙනු ඇත.තමන් වෙත පැමිණි සියලූ බාධක පරදවමින් ජෛව විවිධත්ව ඒකකයේ නිලධාරීන් මෙම දැව තොගය යලිත් වරක් 2017 ජනවාරි මාසයේදී වෙන්දේසියට තබන ලදි. එම වෙන්දේසියේදී දැව තොගයට සාධාරණ මිලක් නොලැබුනු නිසා එය 2017 ජනවාරි 28 වන දින යළිත් වෙන්දේසියට තැබීමට සූදානම් වන විට රේගු අධ්‍යක්ෂ ජෙනරාල් වරයාගේ උපදෙස් මත ජෛව විවිධත්ව ඒකකයේ නිලධාරීන්ට දැව තොගය වෙන්දේසියෙන් ඉවත් කිරීමට සිදුවී තිබේ. ඔවුන් විසින් ඊට හේතු මොනවාද යන්න විමසන විටදී දැනගන්නට ලැබීඇත්තේ මෙම දැව තොගයට මිල ගණන් ඉදිරිපත් කරන සෑම අයෙක්ම රුපියල් මිලියන 10ක (රුපියල් කෝටියක) ආපසු නොගෙවන තැන්පතුවක් තැබිය යුතු බවට වන කොන්දේසියක් ටෙන්ඩර් පත‍්‍රිකාවට ඇතුළත් කිරීම සඳහා රේගු අධ්‍යක්ෂ ජනරාල් වරයා විසින් මහා භාණ්ඩාගායෙන් අනුමැතිය ඉල්ලා ඇති අතර එකී අනුමැතිය ලැබෙන තෙක් මෙලෙස දැව තොගය වෙන්දේසියෙන් ඉවත් කර ඇති බවයි.                              

            රේගු අධ්‍යක්ෂක ජනරාල් වරයාගේ තනි කැමැත්තට මෙය සිදු කලා යැයි සිතීමට තරම් අපි අඳ බාලයන් නොවෙමු. එබැවින් ඒ සඳහා ඔහුට උපදෙස් දුන්නේ මුදල් ඇමතිවරයා වශයෙන් ඔබතුමා නොවේනම් ඒ කවුරුන්ද යන වග ජනතාවට හෙලිදරවු කිරීමේ වගකීමෙන් ඔබතුමාට මිදිය නොහැක. ඔබතුමා එසේ නොකරන්නේනම් මෙම රෝස්වුඞ් දැව තොගය කුණු කොල්ලයට ලබා ගැනීමට තැත් කිරීමේ කුමන්ත‍්‍රණය පිටුපස සිටින්නේ කවුදැයි ජනතාව විසින් තීරණය කරනු ඇත.

Sri Lanka should immediately establish a Marine Science Research Station on Kachchativu

Last month there were reports in the press that a group of Indian citizens was planning to raise their national flag on the island of Kachchativu to coincide with India’s Republic Day celebrated on 26 January.  That threat failed to materialize. February is an important month for another reason. Around that time of the year, both Sri Lankans and Indians from Tamil Nadu will jointly celebrate the St. Anthony’s festival there. Despite the bonhomie atmosphere during the festival season, the small island wedged between Rameshwaram and the Delft island will continue to be a bone of contention between the two countries until the fisheries dispute is amicably resolved.

From time to time, there have been demands by interest groups in Tamil Nadu for retrieving the island, which was allegedly ‘ceded’ to Sri Lanka following the Agreement between the two countries on the ‘Boundary in Historic Waters between the Two Countries and Related Matters’, signed in June 1974. Such demands have become a common feature, particularly when Tamil Nadu fishermen poaching in Sri Lankan waters, whether in the Palk Bay, the Gulf of Mannar or even in the eastern coast of the island in the Bay of Bengal, were apprehended by Sri Lankan authorities. Reports on flag hoisting may represent a mischievous attempt intended to disturb the prevailing friendly relations between the two countries, as questions of sovereignty over Kachchativu were discussed and amicably resolved some 40 years ago, after Sri Lanka conclusively established that its sovereignty over the island went back to the colonial period. It is noteworthy that as recently as 1924, Kachchativu was listed in correspondence with Survey Officers of the Government of India (GOI) as a part of what was then Ceylon. Historical records confirm that the Island was under Sri Lanka’s sovereignty during Portuguese, Dutch and later the British colonial times.

The 285-acre island is located 12.4 nautical miles northwest of the Delft Island and 13.3 nautical miles northeast of Rameshwaram. Sri Lanka’s sovereignty over Kachchativu was formally and legally recognized at the highest political level in both countries after the Agreement was signed by Prime Minister Sirima Bandaranaike and Prime Minister Indira Gandhi in June 1974 and ratified by the respective Parliaments.

So clearly and permanently were the rights of the two countries established and regulated by the Agreement, that when questions were recently raised regarding ownership of the island, the then Attorney-General of India Mukul Rohatgi, representing the Centre, reportedly expressed the opinion to a Supreme Court bench led by Chief Justice of India R.M. Lodha, said on 26 August 2014 that If you want Katchatheevu back, you will have to go to war to get it back.”

Continuing surveillance maintained over centuries, Kachchativu is regularly visited by Sri Lankan government officers – scientists, administrators, surveyors and military personnel from time to time.  A high point in activity on the island is the religious festival held there in the months of February/March annually and widely attended by Sri Lankans and Indians. Observing that the original shrine built in 1905 was in a dilapidated condition, Sri Lanka Navy constructed a new shrine, which was consecrated by the Bishop of Jaffna in December 2016.

From time to time, some commentators have mischievously claimed that the Agreement grants to Indian fishermen the right to fish in and around Kachchativu, and that there has been interference with the exercise of that right. Article 5 of the 1974 Agreement grants Indian fishermen and pilgrims access to visit Kachchativu as hitherto”, and will not be required by Sri Lanka to obtain travel documents or visa for these purposes.  The phrase as hitherto” refers to visits for drying fishing nets or for religious observances. It does not refer to fishing or other activities, which are, by Article 4 of the agreement, fully subject to Sri Lanka’s sovereignty and exclusive jurisdiction. Paragraph 1 of the Exchange of Letters between the two countries in 1976 clearly prohibits fishing in the Indian waters by Sri Lankans and Sri Lankan waters by Indians by stating  Fishing vessels and fishermen of India shall not engage in fishing in the historic waters, the territorial sea and the EEZ of Sri Lanka nor shall the fishing vessels and fishermen of Sri Lanka engage in fishing in the historic waters, the territorial sea and the EEZ of India, without the express permission of Sri Lanka of India, as the case may be.” In any case, with the introduction of the steel hulled mechanized trawlers by Tamil Nadu fishing syndicates, man-made fiber fishing nets and the gradual disappearance of artisan fishing methods, the need for drying fishing nets on the island has become a long forgotten practice.

Considering the damage done to the marine environment over the past several decades, particularly fisheries, due to unceasing bottom trawling by Tamil Nadu fishermen using fishing nets banned by Sri Lanka, Colombo should adopt a strategy to take stock of the situation and come up with solutions to address the issues before the damage done becomes irreversible.

One way to address the issue is to establish a marine science research station in Kachchativu, which is said to be home to unusual varieties of marine flora and fauna, as the area surrounding the island has taken the brunt of poaching. The government should request the National Aquatic Resources Agency (NARA) and the Department of Fisheries to come up with a plan to undertake such a venture without delay. Living quarters, communication facilities and research equipment will be needed to make the research station functional. Regular exchange of personnel should be organized as well as transport and emergency services. If resources are difficult in the short term, support of the private sector may be sought to commence the project. Meanwhile, the two countries should make every effort to cooperate to resolve the fisheries issue and take steps for conservation and sustainable exploitation of marine resources on their side of the International Maritime Boundary Line.

Troubled Future for our Species.

Since his emergence as a semi-civilized species many thousands of years ago, the threats to human survival have been both severe and sustained. Throughout the ages Famine, Disease and War kept populations dynamically stable and environmental degradation was kept within sustainable limits. This ‘fortunate’ state of affairs no longer holds – for two chief reasons. These reasons are interlinked but they are very different in origin and scope. The first is the explosive growth in the ‘energy footprint’ of humans as individuals – the cost of maintenance of a person in terms of the depletion of energy and material resources available in our planetary environment. Today this footprint is menacingly large and there  is no reason to believe that things will be different in the future. This ‘footprint’ encompasses such things as discharged chemicals that pollute habitats, carbon dioxide emissions that are rising to levels that are life-threatening, the wholesale destruction of organic species and the anthropogenic destabilization of the biosphere – all this resulting from Mankind’s historic  experiment in a ‘civilization’ that has gone horribly wrong    an ‘experiment’ that may soon kill all on Planet Earth except, perhaps, for some hardy cockroaches.

Let us look at some of the looming threats that are direct and of recent origin – the second assault on our felicity as a species.  As the renowned scholar Noah Harare points out, the greatest threat by far is the radical diminution in importance of man himself in a new dispensation that sees technological wizardry as the diving force in human evolution. The key developments that spell doom for ordinary humans are artificial intelligence, machine-learning and robotics. Much of human activity – indeed the better part- can now be done cheaply and efficaciously by intelligent machines – and human beings will become ‘obsolescent’ or historically defeated by machine ‘aliens’ that will do a better job. This may sound airy-fairy – but this ‘take over’ is happening right now – if insidiously and without much notice by the embattled masses. The prime symptom of this take-over is the loss of jobs in all sectors except in corporate management and research.

The paradox of an expanding economy with a shrinking work-force is  seen currently in most ‘advanced’ countries. Our species is the victim of a double whammy – heavy manual work is now done by machines with human operators – but it is only a matter of short years before artificial brains will replace the human operator. What of highly skilled work like a surgical operation or sculpting a complex piece of machinery? Artificial brains directing complex machines will do a far better job. in the future.  In the medical field doctors will be replaced by Computerized Intelligent Robots in all areas of practice – diagnostics, treatment and patient-support.

There is no need to belabour the point – jobs, wealth and status will be the prerogative of a tiny elite with computers and robots replacing brains and limbs. What place for mankind then? More urgently and importantly why do our leader in Sri Lanka speak of jobs for thousands in a future expanding market based on a model now gone for ever? The biggest existential problem – both here and abroad – is to find a meaning for human existence with jobs gone, the environment irreplacaby degraded and the sense of individual worth lost. Must we add that religion will go the way of jobs and markets?

When I read above story ,I was wondering to know how JVP feels and felt they were mudslinging in seventies and eighties at public figures

I would like to elaborate an incident which concerned me as well .I worked many years in UK and acquired a property with hard earned money .I came back to Sri Lanka after 1989 and worked in two establishments. A person who had vested interest in the places where I worked wanted to sling mud at me .Bought a ticket and went to UK and took photograph of my house and published in Yuktiya paper run by JVL affiliated people ( I think it is Sunanada Deshapriya) and with allegation that I used public money to buy properties in UK .I wrote to them and admitted that it is my house .

Sad thing is they never mentioned that I worked in UK and it is my own money I used to acquire the property .

I write this with responsibility and strand by what I say

JVL now is facing similar song and I wonder how they feel about it

FB was one of their effective tool during last election to make allegations and now they try to wash their hand off   ??

If he is not guilty he should either say no this is a different Anura Kumara” or that it is my house and I bought it from party funds or I got a present from Castro” !!

MR’ s acolytes want old regime back for survival-CBK

Reveals how Maithripala Sirisena was chosen as Presidential candidate

The role played by Chandrika Bandaranaike Kumaratunga in changing the political landscape in January 2015 was praiseworthy. In this exercise there is no doubt that she had to face great danger in undertaking such a risk. Upon the completion of two years of the unity government it is opportune to discuss issues that had surfaced in the recent past. The former President in a recent interview expressed her views on such issues, including the actions of the government and internal struggles among the rank and file of the SLFP.

Q It is now two years since your direct involvement in the political change that took place in January 2015. Are you satisfied with the process that had taken place since then?   
Despite criticism by some individuals, I am satisfied to a certain extent. We intervened in the January political change because of our love to the country. People do not seem to understand the challenges we had to face at that time. By the time this government came into power the entire government service had been destroyed.

During the time I was in London, most of these officers used to call me and inform that the Police, Judiciary and all sections had become corrupt. We had to begin by rebuilding this country which had been destroyed. As promised we appointed the Independent Commissions, and as assured took steps to establish police, judiciary and the government service to work independently.

However a country that had been destroyed over a period of ten years cannot be rebuilt in just one or two years. During the first nine months of this government, it was not allowed to function by MR. This proves that the government has not completed even one and half years. During this period so many things had been put on the correct track.

That is why I say that I am satisfied. I will be very happy if the government could act faster. Among the Ministers from the UNP, there are many who had never been ministers early, and many SLFP members who are holding portfolios had been ministers of the earlier corrupt government.

This may be the reason for the government to be slow. However it is a happy coincidence that these two parties had been able to work together, which is historical. Another matter I want to state is that there are rogues in this government as well. I know it clearly well. No meaningful steps had been taken to arrest that situation. Even what could have been done initially had not been done. My thinking of good governance is that not only the former Ministers, but even the present ones who had done wrong should be punished.

Q Even though it was possible to defeat MR politically at the last presidential poll, charges of financial fraud and corruption levelled against him are yet to be proved. What are the reasons for this delay?   

Do not forget that this is a Democratic State. We accused MR of having committed frauds. Just because we accuse him he cannot be put in prison, and a democratic country like ours cannot act that way. We cannot do the same thing what they did to Sarath Fonseka, or what a UNP government did to Wijaya Kumaratunga. We are doing everything in a democratic and in a legal manner. I am observing all these from outside. Those who are investigating these matters are doing it perfectly well. Those who are demanding that MR should be brought back, have been discussing with him while remaining with the President. I am aware of them. What they say is that they will not engage in splitting the party, what they want is withdrawal of all charges made against the members of the Rajapakse family.

QIn this background people may be tempted to believe that the firm commitment shown by the President earlier in conducting probes against the Rajapaksas has now diminished. How do you see this?  
I do not agree with that. Coming to that point, I can tell that some ministers who were close to Rajapakse making such requests were turned down by President Maithripala Sirisena and completely rejected them, showing that he is strongly bent on implementing the promises he made to the people. He is not in favour of splitting the party, and his desire is to rally round everybody and go forward. Leaders differ in how they decide. If I have proof of someone involved in fraud, I will immediately sack him. The way the President acts is different and history might someday prove he is correct. He is not a robber and he is anxious in honouring the pledges given to the people.

QIt now appears that the ministers in the unity government are criticizing each other. Would this be an obstacle in the future of the government?  
That is what I said before. There are many who had plundered everything during the past nine years. They are eager to bring in the old regime so that they can continue in their quest for filthy lucre. We have to take a decision on this issue. For them the yahapalanaya government is similar to pouring kerosene on rat  snakes.
Q People have also begun to query your role in this scenario…  
I have no scenario. I am only a patron among four or five others in the party. I have also stepped forward to resolve disputes among both parties at their request.

 
Q What do you think about your decision to propose Maithripala Sirisena as the common candidate?

I think it was the correct decision. Maithripala is an honest; Sinhala Buddhist leader. He is one who shuns communalism. That was why the entire nation accepted him irrespective of creed or race.
QHow was Maithripala Sirisena chosen from the other names that were proposed?   
We had to choose someone who could win, and there were no objections. We discussed this matter for over three years. During this time I was telling the UNP that this cannot be done alone by them or the group that would leave the SLFP. Therefore we need to get the support of civil organizations. In 1996, I proposed to Ranil Wickremesinghe to vote for my Constitutional proposals and immediately I would have invited the UNP to form a National government. It was a tragedy that the UNP did not agree to it at that time. When we were worrying over the rule of MR, I told Ranil it would have been better if you had agreed to my proposal. He agreed with me that the two parties should join, and it is much better to form a broader alliance. Thereafter we could decide on a common candidate. Many requested me to come forward. But I was determined not to contest, because I was not greedy for power. The question as to who was the common candidate surfaced. By this time, the common alliance had been formed.
I told even though there was a common alliance, the burden of taking it forward rested in the hands of the UNP, I reiterated. While this was in the process, UNP General Secretary Tissa Attanayake crossed over. But Kabir Hashim who took over carried out the task far better. Ven. Sobitha Thera said that he was not going to contest, I proposed Maithripala Sirisena. At first he did not agree. At that time there was an intelligence officer attached to the security division of each minister.

There were two attached to my security division as well. There was a fear psychosis prevailed at that time. There was no freedom like today. All our telephones were tapped, my emails were also not spared. Despite all this, we nominated Maithripala Sirisena. There were many who asked whether we could trust him; not only the TNA, even Ranil raised this same question. I vouched to them, placing my palm on my chest that I trust him. This trust I placed on him is still there without any break. Like us, he also took a heroic decision and walked out of the government. His doubts of obtaining nomination with the support of the UNP were cleared by my assurance to him. He walked out of the government asserting that he would contest as the common candidate was a great act showing his love for the country. After effecting the change and establishing a government, it is regretting to note that a group of our own members having negotiations to split the party joining with MR. Not stopping at that, they are scheming to spur differences between the President and the PM and between myself and the President.

QDid the President discuss these issues with you?  
He used to earlier, but I did not trouble him about these issues always, as I considered that he should act independently. Whenever there is a big issue, he would call me or visit me at home and discuss. He is a very unassuming person. He seldom speaks about party issues with me. He discusses with others and take decisions. I have a feeling that I could do a lot with my knowledge and experience. I only intervene when requested.

Q The President was firm when he contested the presidential polls that he would not contest again. But now some of his allies have made statements that he would be the SLFP candidate at the 2020 polls. What is your stance over this matter?   
His confidante ministers are saying various things and my problem is my inability to shut them off. This should be done or sack them. A party should be democratic and also disciplined. He had never said that he would contest. I do not think he would break the pledge, which he made to all of us. It is not recorded anywhere that he was one politician who broke a promise made. Executive Presidency should be abolished, and there is no second word about it. Those in the SLFP with MR, dreaming to cripple this idea.

Q During your presidency in 1994, you made a pledge to abolish the Executive Presidency, but you failed, what could you say about it?   
Ranil was the one who did not allow me to do it. I was concerned about the abolition of this post from the beginning. More than that I was keen to find a solution to the ethnic issue. By August 1995, I presented a draft of a new Constitution to the country. But it was brought to Parliament after improving it only after five years.

But it was set on fire inside Parliament. In one chapter of that draft, there was a clause saying that the post of Presidency should be totally abolished. But it was not mentioned that after my second tenure of presidency (1999-2005) that this would be done.  We had discussions with the UNP led by Ranil on 33 occasions about every word of the draft Constitution. With the approval of the UNP some of the clauses in the draft was changed, and finally a draft acceptable to all was prepared. Whenever discussions on the abolition of the Presidency was discussed, the UNP always differed the matter.
Finally Ranil did not come for these meetings. Karu Jayasuriya and Tyronne Fernando and a group of UNP members attended the discussions. However, they kept saying that they had failed to arrive at a decision. On seven occasions I allocated dates for discussions, but the UNP representatives always said that they were still to arrive at a final decision.


They might have feared that I would continue to hold office for another five years, I categorically stated that if they had voted for this, I would definitely leave this post in two years.  There was no reply to this as well. Then I called Rathnasiri Wickramanayake, who was the PM at that time and instructed him to inform Ranil that I would be leaving the post not in two years, but in one. But the response from everybody was for me to go on. Even Tamil parties too wanted me not to give up.
They were of the opinion that my leaving at that moment would create issues. The UNP never gave a definite answer to these questions, but resorted to burning the draft proposals. Rajitha Senarathne had said recently that I wanted to stay for another two years and they objected to it. No one had ever attempted the sacrifices I made towards the abolition of the post of Presidency.

QIn 2005, you gave the SLFP nomination to MR at the presidential polls. What do you think now about your decision then?   
That was the biggest mistake in my life. I never expected him to become so bad. I knew about his mistakes. He created much issues for our party. He caused my mother great distress with this actions. When MR was given a portfolio in my cabinet and after swearing in, he came and knelt and said Thank you” and when I asked him what it was all about, he said that he had never expected him to have been appointed to the Cabinet. I knew why he was saying so, because he created many problems to my mother, and I told him it was not necessary to thank me but do not get into rash activities hereafter for the party or its leadership.

Q It now appears that a more centred objection for the new Constitution is brewing up in the SLFP quarters. They raise their concern about a federal system and their opposition to it. How do you analyse this situation as a former leader of the SLFP?   
The Party leaders should create an awareness among them. When the 13th Amendment was brought in some of our party members joined my mother and sat under Bo trees and displayed their opposition to it. I made them aware of its good side and was able to turn round the opinion of the party. Except a few many accepted my thinking. Therefore in a similar manner, the facts should be cleared with them by educating them. I am ready for that and I should be given a chance.

QAs a solution to the ethnic issue, there have been many discussions on the political implications, and you played a role in implementing same. With the culmination of the war, there appears to be a new trend. What is your thinking now?   
During MR’s time, I was unable to raise my head. Even at that time I was invited for many international forums where they kept on asking me even after the LTTE made an attempt on my life how come you still continue to be propagating peace. I do not know what was moving me towards this aim. While attempting to find a solution to this problem, I lost my father, and with the JVP terrorism, I lost my husband (Wijaya Kumaratunga). In the events that followed, I lost one of my eyes in an attack by the LTTE. Despite all these setbacks, I had in my heart the belief that peace should be established. Towards this end I introduced a new Constitution, which was opposed by the UNP and Ven. Maduluwawe Sobitha Thera staged protests in public roads. But later he also realized the correct position and came to a stand, and I was able to join him and work closely. Though I was not able to do it due to the opposition of the UNP, now both parties had joined together. But because of some of our own members, this cannot be done. MR arouses from outside, and today, he has become the father of racism. In order to overcome this challenge, we should take control of the party and explain to the membership the truth behind all this and after removing all who disagree take the decision.

QDo you think with the present political environment and the pressure from within the party, is the President in a position to tackle this precarious situation.
Yes, I believe. Because he has a good knowledge. He reads well and also explains well. He is a good listener. When it is necessary to take stern action, I have no doubt that he would do that. But now the time is running out.

QThis government had entrusted to you the task of building national reconciliation. What is the present position of it?   
It is successfully carried out. In the face of opposition and a handful of extremists, activities are continuing with the blessings of the majority. Reconciliation means a lengthy activity. What is urgent now is to bring in a new Constitution, and then comes the establishment of the Office of the Missing Persons. With these in place, there would not be any necessity to have courts to probe war crimes.

QA few days ago after the release of a report by Manori Muththettuwegama, a direction had been made to the effect that Foreign Judges should be included to probe the issues during the final stages of the war, and the Joint Opposition had been very critical on this issue. Would you like to share your thoughts on this?
They have no right to comment in that manner. The committee was entrusted to obtain the views of the public and submit its report to the government. That was the responsibility of the committee. Their own ideas too had been incorporated in the report.

QIf we are to go back on the issues confronting the SLFP, do you accept that there is a conflict in the party.   
The whole world knows it. MR wants to break a piece and form a new party, in the same way he did earlier.

QSplitting parties are Basil’s way of doing things and it is not strange for MR. It seems like a trend among the grassroots level members to show solidarity with the Podu Jana Peramuna. Do you consider this as a challenge to the party?   
It is a minor challenge. With our stepping out it would change.
QCertain SLFP ministers themselves declare that in order to resolve the crisis situation in the party, both Maithri and Mahinda should join. What is your opinion on this?
I am completely against such overtures. Why did the people of this country vote for Maithripala Sirisena? Why did we defeat MR at the risk of our lives? If the latter had won, I would have been the first to have been killed and then Maithripala Sirisena. It is an utter lie, to say that SLFP cannot advance without MR. When I was brought into the party in 1993, MR vehemently objected to it. But I was able to win without his support. In the same way we can win.

QThere was a talk sometime ago that your son is keen to enter politics. Would it become a reality?   
He is not willing to enter politics and I also don’t want him to see he enters into politics.

QYou were at the forefront of the political change in this country. What would be your role when all these come to an end?  
Who knows when it will end? It could be five years or twenty years. I spend most of the time in building peace and reconciliation and then on education.
I do not get involved in other issues. We assisted in establishing this government. At this point, I would like to record my appreciation to PM Ranil Wickremesinghe for enduring so much patience. He had been working in that manner from the beginning.  He had not made any statements against President Maithripala Sirisena. He works as a versatile politician. He listens to others. He gives a very good leadership on economics and international affairs.

Both the President and the PM are giving leadership according to the short and long term plans in the development of the country. These have to be explained to the people in order to make them fully aware of the correct position. If this journey goes ahead with the support of the people our country, Sri Lanka would someday reach a position that we never anticipated.

Property in Ireland: I won’t respond to FB claims: Anura Kumara

Referring to claims that he owns a property in Ireland, JVP Leader Anura Kumara Dissanayake said he had no interest in responding to claims made on social media.

Earlier this week, several pictures of a letter from the Irish Revenue Department addressed to one Anura Kumara Dissanayake was circulated on Facebook.

The letter addressed to Dissanayake Mudiyanselage Anura Kumara Dissanayake was dated October 16, 2016 and referred to a property on 28, Sydney Avenue, Blackrock, Dublin 6.

Signed by Collector General Michael Gladney the letter is a reminder to pay 675 Euros as Local Property Tax (LPT) for the year 2017.

When contacted by Daily Mirror, the JVP Leader questioned whether any public figure had made any accusations against him in this regard.

If someone in the public sphere such as another MP or politician has not made such an accusation, I do not see the point in answering such questions. You should ask the people who posted such pictures,” the JVP Leader said.

During the short telephone conversation he neither denied nor acknowledged that he had received such a letter or that he owned such a property.

Former President Mahinda Rajapaksa to back Joint Opposition at Local Government polls

 Former President Mahinda Rajapaksa says he will support the Joint Opposition at the upcoming Local Government elections and not the Sri Lanka Freedom Party (SLFP).

Responding to questions from journalists in Puttalam today (01), the UPFA Parliamentarian said that he is prepared to successfully face the Local Government polls, which he says will be a decisive election.

Rajapaksa further said that when looking at certain incidents presently taking place in the North, it is clear that problems pertaining to national security have cropped up.

The Kurunegla District MP said that he had pointed this out a long time ago.

He said that there is no surprise such issues our surfacing at a time when security forces personnel have been restricted to within their camps which also have been limited and when intelligence officers are being imprisoned.

Do not eat croton

People shouldn’t eat any part of the croton plant.All parts of the croton plant contains oil with violently purgative (substances that loosen stools and increase bowel movements) and irritating qualities, which is also suspected of being a co-carcinogen. Even dried plant materials retain their poisonous properties. Although certain South East Asian and South American tribes have the knowledge to detoxify croton leaves, it is a complex procedure. In Chinese medicine croton is used to induce loose motions.

There were few reports over the last couple of days that some people experimented to eat croton leaves, and resulted in abdominal symptoms; however those were not serious cases. It is a surprise why the director general of agriculture pointed out croton as an edible plant, while we have hundreds of eatable plants in the country.

 

Astrologers’ woes

Fortunetellers’ fortunes are tied to those of their political masters and not to stars. This has been the case throughout human history. Haruspices, who pretended to be able to predict future for Roman emperors by looking at the insides of sacrificed animals and oracles who specialised in communicating with gods in glossolalia or some unknown language in ancient Greece attained the status of demigods. None of those seers survived the fall of their political masters. The same holds true for the modern era of human civilisation.

Humans are not free from atavistic fears in spite of their evolution which has reached a very advanced stage. Their rulers are in a far worse predicament; with their minds weakened by a gnawing sense of insecurity which causes them to see around them more devils than vast hell can hold, they seek solace in witchcraft and the occult, especially in the developing world. There have been apocryphal stories of some Sri Lankan leaders who had themselves bathed in milk at the crack of dawn and got into sacks of gingerly in the buff at the behest of their palace astrologers to ward off the malefic effects of some planetary combinations.

Superstition is said to be the religion of the feeble mind. Voltaire it is who has rightly said: “Superstition is to religion what astrology is to astronomy––the mad daughter of a wise mother. These daughters have too long dominated the earth.” Astrologers get close to rulers and go places thanks to the insecurities which weigh down on the heads that wear crowns and make them slaves to the aforesaid two mad daughters—superstition and astrology.

This country has had its share of feeble minds at the levers of power and that may explain why some astrologers have become so wealthy and influential. Most political leaders’ wrists bear testimony to their superstitious beliefs; with many charmed threads of different hues wound around them, they look as ugly as the telephone posts disfigured by layers of old ropes once used to hang banners. Besides, they take pride in sporting extra-large gold rings studded with various gems on several fingers in a bid to neutralise the perceived adverse planetary effects. Some of them even carry with them astrologically determined, small gold objects embellished with precious stones, seeking divine protection.

Star gazers are usually circumspect and care to hedge their bets by making several vague predictions at a time, but there have been instances where some of them threw caution to the winds and got into hot water as a result. Former President Mahinda Rajapaksa’s palace seer is now in the wilderness as his bold predictions went wrong and his boss lost power. Other astrologers who threw in their lot with Rajapaksa have also got into trouble.

An astrologer who made some malicious predictions about incumbent President Maithripala Sirisena and circulated them via the Internet has been arrested and remanded. It is a pity that he could not foresee trouble! We thought much publicised predictions that went wrong were good enough punishment for any astrologer and there was no need for any other punitive action. But, the champions of ‘compassionate governance’—whatever that means—are convinced otherwise.

It is baffling why President Srisena, who pardoned a terrorist who conspired to kill him, has not shown any mercy to the astrologer in trouble. Is it that he considers a false prediction that he will lose power or some harm will befall him is a more serious offence than an assassination plot? Never mind astrologers! Even those who caused massive losses to the state coffers, amounting to billions of rupees, through bond scams and were held responsible by Parliament for that criminal offence have not been arrested for interrogation. They are seen in the exalted company of their political masters. Is making false predictions a far more serious crime than abusing public funds?

Some crooks seem to have all the luck! Did we hear someone say they were beneficiaries of their masters’ raja yoga?

The Joint Opposition reports Minister Harrison to the Commission to Investigate Allegations of Bribery or Corruption

The Joint Opposition (JO) yesterday complained to the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) against Minister of Rural Economy P. Harison and Chairman of the Paddy Marketing Board for causing a loss of Rs. 10 billion to the government by selling paddy stocks to a private company as animal food.

Addressing the media at Dr. N. M. Perera Centre in Borella, Kalutara District MP Jayantha Samaraweera said a stock of 200,000 MT of paddy was sold to a company and they used it for animal feed.

The paddy bought by PMB from farmers at Rs. 28 – 45 a kilo was sold at Rs. 24, he said adding that it was condemned as not suitable for human consumption without appointing a technical committee to evaluate it.

Samaraweera said another fraud took place when releasing paddy from PMB stores to private rice millers.

He said there was a rice shortage in the market at present and the government insiders themselves blamed it on unscrupulous releasing of paddy stocks to favourites.

“During President Mahinda Rajapaksa’s period, the PMB had 200,000 MT paddy as a buffer stock, but this government did not maintain such a reserve,” Samaraweera said.

The Kalutara District MP said they asked CIABOC to start an investigation into their complaint as it had kept silent on their previous six complaints against government ministers.

Kandy District MP Mahindananda Aluthgamage said the government was manipulated by four persons—Prime Minister Ranil Wickremesinghe, Minister Malik Samarawickrema, Charitha Ratwatte and R. Paskaralingam.

They decided everything of the government and they did not listen even to President Maithripala Sirisena, he said.

Aluthgamage said the JO lodged the first complaint against a government minister four months ago and seven complaints had been made so far, but CIABOC was still silent on them.

Attempt on lawmaker’s life Norway mum

The Norwegian embassy refrained from responding to serious accusations that a Norwegian or Norwegians of Sri Lankan origin had been involved in an alleged assassination attempt on Tamil National Alliance (TNA) Parliamentarian M. A. Sumanthiran in January, this year.

Megapolis and Western Development Minister Patali Champika Ranawaka has alleged that Norway based Tamil diaspora elements conspired to have attorney-at-law Sumanthiran assassinated during a recent visit to the Jaffna peninsula.

The Island efforts to obtain a response from the Norwegian embassy on Wednesday, Thursday and Friday were in vain. The diplomatic mission refrained from responding to our emails and those who had been authorized to address media issues weren’t available. The embassy refrained from contacting The Island though the hand phone number of the News Editor was made available.

Norway made an abortive bid to end the conflict here through negotiations in 2002-2006 period before the previous administration eradicated the LTTE in May 2009.

Authoritative police sources told The Island that five former members of the Liberation Tigers of Tamil Eelam (LTTE) who had been arrested by the Terrorist Investigation Division (TID) in connection with Sumanthiran assassination probe would be produced in Kilinochchi Magistrate court on February 13. Sources said that all suspects had undergone rehabilitation at military run facilities in the Northern Province in the wake of the successful conclusion of the war in May 2009.

Law enforcement authorities produced the five suspects before Kilinochchi Magistrate and District judge A.A. Anandarajah on January 20. Anandarajah remanded them till Feb 13 pending investigations.

Police swooped down on suspects in the Northern Province and in the eastern Trincomalee district soon after an ex-LTTE cadre who had been allegedly offered money to get involved in the operation, informed authorities about the plot. Acting on information provided by the ex-LTTEer, the police have recovered two claymore mines from the possession of suspects. The police also recovered stock of Kerala ganja.

Targeted MP Sumanthiran told The Island that the alleged attempt on him shouldn’t be considered as an ongoing effort to revive the LTTE under any circumstances.

The US embassy spokesperson told The Island that they didn’t have anything else to be added to recent reports regarding the alleged assassination attempt.

The Australian High Commission declined to comment on the assassination bid on the basis the mission didn’t comment on legal matters.

Foreign Ministry spokesperson Mahishini Colonne told The Island that the ministry was ready to get in touch with foreign governments to facilitate ongoing investigations.

Many an eyebrow has been raised over the government prosecuting the five suspects on charge of possessing explosives and narcotics instead of the Prevention of Terrorism Act (PTA). Sources told The Island that the recent arrests had taken place at a time the government was engaged with a section of European Union countries to abolish the PTA and other far reaching changes to the Public Security Ordinance.

Alleging that five former LTTE cadres arrested in connection with an alleged attempt to assassinate TNA lawmaker M.A. Sumanthiran had been produced before the Kilinochchi Magistrate and District judge and remanded till Feb 13 on a charge of possessing explosives and narcotics instead of under the Prevention of Terrorism Act (PTA), former External Affairs Minister Prof. G.L. Peiris said the government should explain its position vis-a-vis key anti-terrorism legislation.

A government that had been preaching to the public of the importance of the Right to Information shouldn’t keep the people in the dark regarding vital matters, he said.

Prof, Peiris told The Island last night that the Joint Opposition would like to know whether the government had suspended the PTA consequent to talks with the EU as well as various other parties regarding far reaching changes to counter terrorism legislation and amendment to the Code of Criminal Procedure Act.

Had they already suspended the PTA pending the introduction of a new Counter Terrorism Law, Prof. Peiris asked and added that the JO would closely monitor investigations into alleged political assassination attempt. The former Law Professor said that the EU shouldn’t be allowed to influence the decision making process in respect of security matters.

The EU delegation declined to comment on the alleged attempt on TNA MP Sumanthiran’s life.

Prof. Peiris yesterday warned of dire consequences due to dismantling of what the former eminent law professor called a tight security apparatus maintained by the previous government.

In accordance with their overall security strategy, the Ministries of Defence and External Affairs had maintained constant dialogue with countries where diaspora had been strong and active. As a result, there had been several successful prosecutions of members of the terrorist LTTE in Switzerland, France, Germany and Italy, he noted.

Prof. Peiris was addressing a group of trade union representatives at former President’s office at Nelum Mawatha, Battaramulla.

The former Vice Chancellor of the Colombo University recalled the operations undertaken by the previous government to meet the threat posed by diaspora elements. There had been a constant flow of information from various sources due to the previous government’s initiatives. Unfortunately, Prof. Peiris said the Sirisena-Wickremesinghe administration had dismantled vital security apparatus thereby paving the way for those disruptive elements to advance their agenda inimical to the country.

Although the LTTE had been militarily defeated in May 2009, the country couldn’t have afforded to do away with the Prevention of Terrorism Act (PTA), Prof. Peiris said. “We realized the requirement to maintain a robust security system to ensure a peaceful environment. But, the yahapalana rulers are engaged in a project to abolish the PTA and to amend some major provisions in the Public Security Ordinance.”

Prof. Peiris pointed out that a top level discussion chaired by Prime Minister and the UNP leader Ranil Wickremesinghe on Dec 16, 2016 at Temple Trees revealed extremely dangerous path the present leadership was taking at the expense of national security. Alleging that yahapalana rulers had absolutely no concerns regarding national security matters, prof. Peiris recalled how the Criminal Investigation Department (CID) summoned him following a statement he made regarding the recovery of explosives, including one suicide jacket and claymore mines at Chavakachcheri, Jaffna early last year.

Having mollycoddled terrorists and those who had been based abroad and pushing for a country divided on ethnic lines, the recent alleged attempt on the life of TNA lawmaker M.A. Sumanthiran must have come as a total shock to them, Prof. Peiris said. Having jeopardized national security for narrow political gains, the Sirisena-Wickremesinghe administration was struggling in the face of new threat, he said.

Sri Lanka arrest astrologer who predicted President Sirisena’s death

An astrologer who made several predictions that Sri Lanka’s President Maithripala Sirisena would die has been arrested, police said Wednesday.

Most Sri Lankans follow astrologers’ advice, and the suspect, Vijitha Rohana Wijemuni, is a former navy sailor convicted of attempting to assassinate India’s then-Prime Minister Rajiv Gandhi in 1987.

The Police Media Division said Wijemuni was arrested Tuesday evening on the charges of making false predictions and comments that could mislead the public.

Wijemuni posted several videos on Facebook predicting Sirisena would die of illness or accident before January 27. His predictions raised concerns of top government officials, and Media Ministry Secretary Nimal Bopage asked police in December to investigate.

In a letter sent to the police chief, Bopage said he suspected a possible coup and assassination attempt were behind Wijemuni’s sustained campaign on the internet during the last few months. He is the only person who has been investigated, though the government did not say if he was thought to have acted alone.

Wijemuni served two and a half years in prison for attacking Gandhi with his rifle as the Indian premier inspected a naval guard of honour in Colombo. After being released from jail, Wijemuni turned to politics and contested for parliamentary elections in 2000, before becoming an astrologer.

Most Sri Lankans follow astrology to identify auspicious times for occasions such as marriage, building houses and signing important documents.

Rajapaksa accuses Sirisena govt of dropping guard on LTTE

Former President Mahinda Rajapaksa has accused the Sri Lankan government of dropping its guard on the LTTE by scaling down intelligence operations in the island’s Tamil-majority north and east.

Commenting on the recent arrest of four ex-LTTE members, for allegedly plotting to assassinate Tamil legislator M.A. Sumanthiran, the two-time President said: They [Maithripala Sirisena government] removed military camps and reduced the level of intelligence operations. Now they are seeing the results of that irrational action,” according to a PTI report on Wednesday.

In January, Sri Lanka’s Terrorism Investigation Division (TID) arrested five men, four of whom were formerly with the LTTE. They reportedly plotted to kill Mr. Sumanthiran, a Tamil National Alliance MP who has been a key negotiator, along with Leader of Opposition and TNA leader R. Sampanthan, engaging the government on Tamils’ expectations.

Mr. Rajapaksa – who spoke to newspersons in Anuradhapura in Sri Lanka’s North Central Province – said while in power he had rehabilitated around 12,000 LTTE members. However, his government often pointed to a possible revival of the LTTE and justified the heavy surveillance and military presence prevalent in the north and east.

After unseating Sri Lanka’s former strongman in the January 2015 presidential elections, President Maithripala Sirisena promised to address concerns over militarisation. His government has since returned some land formerly held by the army in the north and east. While the degree of obvious surveillance appears to have lessened in the last two years, apprehensions over militarisation linger.

The recent arrest of the former LTTE cadre, which prompted Mr. Rajapaksa’s remarks, has evoked strong reactions from other politicians in the south as well.

Days after news about the alleged plot broke, Cabinet Minister Patali Champika Ranawaka, a prominent politician in the Sinhala-nationalist Jathika Hela Urumaya (National Heritage Party), led largely by Buddhist monks, has said that the 12,000 former LTTE members who were rehabilitated should be arrested in the interest of the island’s security”.

Cautioning against such “hurried conclusions”, Northern Provincial Council member M. K. Sivajilingam told the media that the government must undertake a thorough investigation to probe the alleged assassination plot targeting Mr. Sumanthiran. It was important to find sound evidence, rather than hurriedly blaming the LTTE, he said.

A Tamil leader being targeted, reportedly with explosives, was a matter of serious concern” in Sri Lanka’s post-war context, he said, adding that such developments could be a major setback to ongoing efforts [towards a political solution]. President Sirisena and Prime Minister Ranil Wickremesinghe should soon inform the parliament about the actual situation to prevent speculation and fear-mongering,” he told The Hindu.

             සිංහල ජාතිය වසර දෙදහස්පන්සීයක් පුරාවට එක්රැස් කල සංස්කෘතිය ලේඛන ගතව පවතින අවස්ථා දෙකක් ඇත. එකක් නම් ශිලාලිපි සහ මුද්‍රා වන්ය. අනෙක් වැදගත්ම සමුච්චය පුස්කොළ ලේඛනීය සම්ප්‍රදායයි. රටේ ව්‍යවස්ථා පුද පූජා සහ ආඥාවන් මෙන්ම වෙළෙඳ සබඳතාද ප්‍රකට කරවන ශිලාලිපි මෙන්ම සීගිරි කැටපත් පවුරු ගීයෙන් කියැවෙන්නේ ද ජාතියේ සාහිත්‍ය ලෙන්ගතු කමයි.මේ කිසිවක් මිළ කළ නොහැකිය. ක්‍රි.පූ. දෙවන සියවසේ වලගම්බා සමයේ බැමිණිතියාසාය නොහොත් නියන්සායක් පැමිණි කල්හි සිංහල භික්ෂූන් වහන්සේලා කරකොළ වළඳමින් සිය බණ දහම් වන පොත් කලේ ඉතා ඉක්මනින් එය ග්‍රන්ථාරූඩ කරලීම පිණිසය. මාතලේ අලු විහාරය එයට සුදුසු තැනැක් යැයි කල්පනා කරන්නට ඇත. සිංහල භික්ෂු පරම්පරාව මිහිඳු මහ රහතන් වහන්සේ ගෙන් ඇරඹුණි යැයි කීවද බුදුන් වහන්සේ ලංකාවට වැඩම කළ අවස්ථාවේදී මහණව බණ දහම් රැක ගත් යක්ෂ ගෝත්‍රික ස්වාමීන් වහන්සේලා සිටි බව අප්‍රකට ඉතිහාස පුවත් දක්වයි. දඹදිවින් පැමිණි මහාවිහාරීය භික්ෂූන්ට වඩා මේ සිංහල භික්ෂූන් වන්සේලා ජාතිය සතු මහඟු නිධාන පණ මෙන් රැක ගත්හ. එයින් එකක් නම් පුස්කොළ ලේඛනීය සම්ප්‍රදායයි.

             මෙම සම්ප්‍රදාය මගින් බිහිවූ ග්‍රන්ථ අංශ කීපයකට බෙදා දැක්විය හැකිය. එහි ප්‍රධානතම අංශය වන්නේ ත්‍රිපිටකයයි. දෙවැන්න නම් බණ කතා සාහිත්‍යයි.අනතුරුව වංශකතා දැක්විය හැකිය.වංශකතා අතර පරම්පරාගත විස්තර ඇතුලත් විත්ති ලේඛන සම්ප්‍රදායක්ද දක්නට ලැබේ.වලගම්බා යුගයේ රටේ ප්‍රධාන මූලස්ථානය වූයේ අභයගිරියයි. සිවුසැට කලාවන් ගෙන් සමන්විත රටේ ආර්ථික සම්ප්‍රදායේ මූලස්ථානය එය විය. අනුරාධපුර යුයේ අටමහතැන් යයි සඳහන් වන අෂ්ඨ මූලායතන ඇරණු කොට අභයගිරි සම්ප්‍රදාය විසින් ජාතියේ හෘදස්පන්දනය වන දැනුම ලේඛන ගත කරන ලදී. පෙර යක්ෂ රාක්ෂ ජනතාව විසින් පණ මෙන් රැක ගත් මේ දැනුම් සම්ප්‍රදායට දඹදිව චීන මෙන්ම වෙනත් සම්ප්‍රදායන්ගෙන් දැනුම උකහා ගැනීමට හැකි විය.ශ්‍රී මහා බෝධි ශාඛාව වැඩමවා ගෙන පැමිණි අවස්ථාවේදී මෙරටට පත් ශිල්ප ශ්‍රේණි හැට හතරක් විය. ඔවුන් සතු දැනුමද දේශීය කෝවේ දමා මකවා ගෙන වැඩට ගැන්ම සිදු විය. ලංකාවේ ශිල්ප ශාස්ත්‍ර ග්‍රන්ථ බිහිවූයේ ඒ ආකාරයටයි. වෛජයන්තය රූපාවලිය බිම්බ  මානය මංජු ශ්‍රී භාෂිත වාස්තු විද්‍යා ග්‍රන්ථය වාස්තු රත්නාවලිය ඉතා ජනප්‍රිය ශිල්ප ශාස්ත්‍ර ග්‍රන්ථ වෙයි.මීට අමතරව සිංහල වෙදකම අරභයා ලියැවුණු වෛද්‍ය ග්‍රන්ථ සහ වට්ටෝරු පොත් ද මන්ත්‍ර පොත්ද රාශියක් දිවයින පුරා දක්නට ඇත.

           සෞඛ්‍ය සහ දේශීය වෛද්‍ය අමාත්‍ය රාජිත සේනාරත්න මහතා ප්‍රකාශ කරන පරිදි මේවා විකල්ප වෛද්‍ය ක්‍රමයක් ස්ථාපිත කිරීම පිණිස ඇමරිකාවේ විශ්ව විද්‍යාලයකට යැවිය යුතු වෙයි. එයට තමා ඉදිරියේදී පියවර ගන්නා බවද වැඩිදුරටත් පවසා තිබේ. පළමුවෙන්ම කිව යුතුව තිබෙන්නේ විකල්ප යනුවෙන් වෛද්‍ය ක්‍රමයක් පැවතීමට නොහැකි බවයි. වර්තමාන ඇලොපති වෛද්‍ය ක්‍රමය ලොව පුරා ප්‍රචලිතව තිබෙන අතර එයට විකල්පයක් ලෙසින් සිංහල වෙදකම සහ ආයුර්වේද ක්‍රමය භාවිතා කිරීම යනු එම ශාස්ත්‍රයන්ටත් කරන නිගාවකි. ඔහු පටලවා ගෙන ඇත්තේ මෙතනිනි. බටහිර වෙදකම හැදෑරූ  අමාත්‍යවරයාට සිංහල වෙදකම පෙනෙන්නේ විකල්ප වෛද්‍යක්‍රමයක් විලසිනි.ඒ දේශීය වෛද්‍ය දර්ශනය ගැන අවබෝධයක් ඔහුට නොතිබෙන බැවිනි . පසුගිය කාලයේදී ආයුර්වේද සංස්ථාව තුළ නව ශාකශාර නිෂ්පාදන ප්‍රචලිත කරන්නට ඔහු මුල් තැන දුන්නේ ඒ නිසා  විය හැකිය.

       සිංහල වෙදකම ඇලොපතියට සාපේක්ෂ විකල්පයක් නොවේ. එය මේ රටේ ජනතාවගේ හද ගැස්ම හඳුනන රටේ ගහකොළ පරිසරය අනුව වර්ධනය වූ දේශීය ශාස්ත්‍රයකි. එය මේ රටේ ජනතාවගේ වෛද්‍ය ක්‍රමයයි.කලක් තිස්සේ සිද්ධ ආයුර්වේද වෛද්‍ය ක්‍රම මගින් එය පෝෂණය වුවද එයට ආවේණික වූ ප්‍රතිකාර විධියක් තිබේ.ඒවා සිංහල වෛද්‍යවරුන් අතර අත්දුටුවයි ප්‍රත්‍යක්ෂයි විය. සිංහල සර්ප වෙද මහත්වරුන් පාෂාණම් මිශ්‍ර විසගලක් සාදති. එම රෝගියාගේ ද්ෂඨ මුඛයට තැබූ විට එයට විෂ ඇදෙන අතර පසුව දෙහි ඇඹුලෙන් සෝදා හැර සුරැකිව තබා ගනී. මෙම ගල නිෂ්පාදනය කොට එහි ප්‍රත්‍යක්ෂ බව දැන ගැනීමට වෛද්‍යවරුන් අනුගමනය කරන ක්‍රම දෙකක් ඇත. එකක් නම් කූඩැල්ලෙකුට ස්පර්ශ කිරීමයි. එහිදී වෙනත් පර්යේෂණ විධියක් ඔහුට නැත. එය ඔහුට අත්දුටුවයි ප්‍රත්‍යක්ෂයි විය.

      සෞඛ්‍ය අමාත්‍යයවරයා යෝජනා කරන්නේ දේශීය වෛද්‍ය පරම්පරා මගින් නාවින්න ආයුර්වේද පර්යේෂණායතනයට පරිත්‍යාග කරන දේශීය වට්ටෝරු පොත් ගැන විය යුතුය. ඒවා වරක් හිටපු දේශීය වෛද්‍ය අමාත්‍ය වි.ජ.මු. ලොකු බණ්ඩාර මහතා විසින් තල්පතේ පිළියම් ලෙසින් මුද්‍රණයෙන්ද ප්‍රකාශයට පත් කරන ලද්දේ ජනතාව වෙත එම දැනුම ගලා යනු පිණිසය. එය දැනුම සංරක්ෂණයේ මහඟු අවස්ථාවක් විය. වසර දහස් ගණනක් තිස්සේ පාරම්පරිකව භාවිතා කළ ඇතැම් වෛද්‍ය පුරුදු අභාවයට ගොසින් ඇත. නාවින්න පර්යේෂනායතනය විසින් පර්යේෂණයට ලක් කළ යුත්තේ එලෙස අභාවයට ගොස් ඇති අත්දුටු ප්‍රත්‍යක්ෂ ක්‍රම වේදයන් ගැනය. එහෙත්  එවැනි ක්‍රියාදාමයකට එහි ඉඩක් ඇති බව නොපෙනේ. ඔවුහුද නවීන පර්යේෂණ ක්‍රම මගින් වට්ටෝරු වල හෝ ඖෂධ වල රසායනික සංඝටක වෙන් කිරීමට උත්සාහ කරති. එය ආයුර්වේද දර්ශනයට හෝ සිංහල වෛද්‍ය දර්ශනයට එකඟ වන්නේ නැත.වත්මන් සෞඛ්‍ය අමාත්‍යවරයා මේ සැරසෙන්නේ එවැනි අනුවණ ක්‍රියාවකට මුල පිරීමයි.

       ලංකාවේ පවතින දේශීය දැනුමට මෙතෙක් ආරක්ෂණයක් දක්වා නොමැති අවස්ථාවක රටේ දේශීය දැනුම අඩංගු ග්‍රන්ථ විදේශිකයන්ට නිරාවරණය කිරීම අපරාධයකි. එක්සත් ජාතීන් ගේ ප්‍රඥප්ති කීපයක් මගින් දේශීය දැනුම ආරක්ෂා කළ යුතු බවට ප්‍රකශ වී ඇති නමුදු එය තවමත් නිල මට්ටමින්  සිදුව නොමැත. විශේෂයෙන්ම දේශීය දැනුමේ ආරක්ෂාව පතා බුද්ධිමය දේපළ නීතිය පවා හරිහැටි සකස් වී නොමැත. එවැනි තත්ත්වයක් යටතේ පුස්කොළ පොත් ඇමරිකාවේ විශ්ව විද්‍යාලයකට භාරදීම නරින්ට කුකුළන් බාර දුන්නා හා සමානය. ඔවුහු එම වට්ටෝරු විහ්ලේෂණය කර ලෝකයට දෙන්නේ අයුර්වේදයටත් නැති දේශිය වෙදකමටත් නැති සංකර බෙහෙත් කැප්සියුලයකි.  දේශීය වෙදකමේ දර්ශනය අනුව ප්‍රතිකාරයකින් පසුව රෝගියා නිරෝගී පුද්ගලයෙකු බවට පත් වෙයි. නමුත් ඇලොපති ක්‍රමය අනුව පුද්ගලයා නිරෝගී නොවේ. ඔහු බෙහෙත් ගනිමින් රෝගය පාලනය කරමින් ජීවත් වෙයි.දියවැඩියා රෝගීන් උදාහරණයකට ගත හැකිය.මෙවැනි විකෘති වෙදකමකට දේශීය ඖෂධ සහ වට්ටෝරු යොදාගැනීමට කිසිවෙක් උක්සාහ දරන්නේ නම් එහි යට පවතිනු ඇත්තේ වානිජ පරමාර්ථයකි.අද ලෝකයේ හරිත රත්තරන් යයි කියන්නේ මෙවැනි වූ ජාන සම්පතකටයි.පුස්කොළ පොත් නොමිලේ දීම නොහොත් අව භාවිතය තුළ  දැවැන්ත අලෙවි සැලැස්මත් තිබෙන බව අප පෙන්නා දෙන්නේ එහෙයිනි.

Who is  ( NOT) helping business tycoon Nandana Lokuwithana?

Sometimes back I was invited by Nandana Lokuwithana to discuss the possibility of setting up a ship breaking yard, using Turkish technology to minimize  environment pollution. With some political backing he flew over Trinco to select an area within the harbour ,where we were discussing how to  place a floating dock on to which old ships can be hauled in and broken up.I even suggested that we should install a floating LNG plant and use the gasified LNG to run generator to supply power to CEB and use part of LNG to melt the steel .His plan was to transport steel  billets to Oruwala by train.This was an ideal project and he was willing to find investments.

People say that he is from Rural Pollonaruwa and went to Dubai to do a small job, and later acquired some means to buy off the Steel Mill owned by Koreans who were not running it well.Whether it is his own money or he was acting as proxy,his ideas were brilliant and sustainable .Some people stash the money in many other countries like Switzerland or Panama ,but the money is coming back to our country ,Hence the claim that he was using someone else’s money  is Sri Lanka is better than buying Yachts in Monaco and buy properties in US or South of France.

It is such a stupidity to stop the tyre industry in Horana where rubber is availabe,which he intends to start with his own investment and putting a fork to his drive wheel  by shortsighted politicians who may be wanting a small cut from the investment .

The claim that land was given at 100 Rs per acre may be only way he could justify the investment. If you try to get state valuation for a land which is abandoned , for a use which can derive tangible and intangible benefits ,why not ?

Even Lee Kwan Yew, father of modern Singapore did the same thing .Land was almost given free, so that he could entice them to invest.

Sri Lanka can never grow with such attitudes, We have to be more forward looking if we need to develop.

Astrologer Vijitha Rohana Wijemuni arrested for allegedly misleading the public by making false predictions

The Criminal Investigations Department (CID) has arrested Astrologer Vijitha Rohana Wijemuni.

He has been arrested for allegedly misleading the public by making false predictions and is expected to be produced before court today (31), police said.

The former Sri Lankan sailor, who had attacked visiting Indian Prime Minister Rajiv Gandhi with a rifle butt in 1987, was accused of making an astrological prediction about President Maithripala Sirisena. – See more at:

වෛද්‍ය සිසු සිසුවියන් අනවශ්‍ය ලෙස ආතතියට හා ක්ලමථයට පත් කිරීම

ලෝකයේ බොහෝ වෛද්‍ය පීඨ වල වෛද්‍ය සිසුන් හෙවත් අනාගත දොස්තරලා අනවශ්‍ය ලෙස ආතතියට හා ක්ලමථයට පත් කිරීම මෙන්ම ඔවුන් ගේ අභිමානය බිඳ දමමින් ක්‍රියා කිරීම දකින්නට තිබෙන කරුණකි. බොහෝ වෛද්‍යවරු තම තමන් ගේ පීඨ වල මහාචාර්‍යවරු අතින් මානසික ආතති වලට ලක්වී තිබේ. මෙය වෛද්‍ය ලෝකයේ දක්නට ලැබෙන සුලබ තත්වයකි. 

අපගේ විනිට්සා වෛද්‍ය පීඨයේ සමහර සෝවියට් මහාචාර්‍යවරු​  සිසුන්ට ගරුත්වයකින් තොරව සැලකුවේය​. අපගේ ක්‍ෂුද්‍ර ජීව විද්‍යාව පිළිබඳ මහාචාර්‍ය පලී මාන්නක්කාර පුද්ගලයෙකු වූ අතර ඔහු සිසුන්ට පමණක් නොව කණිෂ්ඨ කථිකාචාර්‍යවරුන්ටද සැලකුවේ අත පල්ලෙන් වැටුණු ගානටය​. වරක් මම ඔහුගේ කාර්‍යාලයේ සිටියදී මහාචාර්‍ය පලී උප පීඨාධිපතිවරයෙකුට කර්කශ ලෙස   බැන වැදුනේය​. සිසු සිසුවියෝ ඔහුට බිය වූහ​. යම් ලෙසකින් පලීට නෝට් වූයේ නම් විභාග වලදී ඇන්නීම සුලබ වූයේය​. මහාචාර්‍ය පලී හැරුණු කොට තව  මහාචාර්‍යවරු කිහිප දෙනෙක් වෛද්‍ය සිසු සිසුවියන්ට අවමන් කරමින් සැලකූ බව මතකය​. එහෙත් 2009 වසරේදී වෛද්‍ය පීඨයේ මගේ ට්‍රාන්ස්ක්‍රිප්ට්ස්  යෝක් විශ්ව විද්‍යාලයට එවන ලෙස මා කල ඉල්ලීම  මහාචාර්‍ය පලී වහා ඉටු කල අතර ඔහු මට සුභ පැතුවේය​. මා මේ සටහන තබන්නේ මහාචාර්‍ය පලී සතුව යම් ගුණාංගද තිබූ බව කියන්නටය​. 

උතුරු කොලඹ ශික්‍ෂණ රෝහලේ සහ ජාතික රෝහලේ සේවය කරන ලද කාලයේදී ලංකාවේ වෛද්‍ය සිසු සිසුවියන් සහ ඔවුන් ගේ ආචාර්‍යවරු අතර සම්බන්ධතාවන් මම නිරීක්‍ෂණය කලෙමි. සමහර මහාචාර්‍යවරු වෛද්‍ය සිසු සිසුවියන්ට සැලකුවේ සැඩොලුන්ට මෙනි. බැනීමට අපහාස කිරීමට අමතරව සත්තු වත්තේ සතුන් ගේ නම් වලින් කතා කිරීමද සවනට වැටුනේය​. එසේම රෝගීන් ඉදිරියේ සිසුන්ව​ අවමානයට පත් කිරීම මොවුන් නිතරම කළහ​. 

මේ ඇදුරන් අතර වෛද්‍ය සිසු සිසුවියන්ට ආදරයෙන් සහ ගරුත්වයකින් සැලකූ ශල්‍ය වෛද්‍ය මහාචාර්‍ය රනිල් ප්‍රනාන්දු මගේ ගෞරවයට පාත්‍ර වූ විශේෂඥ වෛද්‍යවරයෙකු  බව මෙහිදී කියමි. මේ හැර ජාතික රෝහලේ මනෝ වෛද්‍ය අංශයේ මහාචාර්‍ය දියනාත් සමරසිංහ  වෛද්‍ය සිසු සිසුවියන්ට ආතති ගැන්වීමකින් තොරව හාසය යොදා ගනිමින් උගන්වනවා මම දුටුවෙමි.   

වෛද්‍ය සිසු සිසුවියන්ව වෛද්‍ය අධ්‍යාපනයේ නාමයෙන් මානසික හිංසනයට ලක් කිරීම ගැටළු සහගත තත්වයකි. ඉන්දියාවේ සහ චීනයේ සමහර වෛද්‍ය පීඨ වල සිසුන්ට ගුරුවරු විසින් කම්මුල් පහරවල් පවා දෙන බවට වාර්තා වී තිබේ. 

මේ රටවල් හැරුණු කොට මානව ගරුත්වය ගැන විශේෂ අවධානයක් දක්වන කාර්මීකරණයෙන් සංවර්ධිත පළවන ලෝකයේ වෛද්‍ය පීඨ වල මේ තත්වය තිබේද​? මම ඇමරිකාවේ , කැනඩාවේ, බ්‍රිතාන්‍යයේ , ඕස්ට්‍රේලියාවේ වෛද්‍ය පීඨ වල ඉගෙනුම ලැබූ වෛද්‍යවරුන් ගෙන් ඔබලා වෛද්‍ය සිසුන් වූ කාලයේදී  තම තමන් ගේ වෛද්‍ය විද්‍යාල වල ඇදුරන් විසින් අනවශ්‍ය ලෙස ආතතියට හා ක්ලමථයට පත් කිරීම තිබුනේද කියා ඇසුවෙමි.   ඔවුන් බොහෝ දෙනෙකු  වෛද්‍ය පීඨ වල සමහර ඇදුරන්  ඔවුන්ව  අනවශ්‍ය ලෙස ආතතියට හා ක්ලමථයට පත් කල බව කීහ​. 

වරක් මම කැනඩාවේ සනි බෘක් රෝහලේ Frederick W. Thompson Anxiety Disorders Centre මධ්‍යස්ථානයට ගියේ මා හඳුනන වෛද්‍යවරයෙකු හමු වීමටය​. එහිදී මම සනි බෘක් ශික්‍ෂණ  රෝහලට ඉගෙන ගැනීමට එන ටොරොන්ටෝ විශ්ව විද්‍යාලයේ වෛද්‍ය පීඨයේ වෛද්‍ය සිසු සිසුවියන් දුටුවෙමි. සමහර ගුරුවරු ඉදිරියේ මේ සිසු සිසුවියන් ගේ මුහුණු ඇදවී තිබුනහ​. තම ඇදුරන් ඉදිරියේ ඔවුන් ගේ මුහුණු වල තිබූ ක්ලමථය මම නිරීක්‍ෂණය කලෙමි. එසේම මේ රෝහලේ වෛද්‍ය ආතර් සාල්ට්ස් වැනි ගුරුවරු වෛද්‍ය සිසු සිසුවියන්ට ඉතා මානුෂිකව සලකනවාද මම දුටිමි. 

මෙලෙස වෛද්‍ය සිසු සිසුවියන් ආතතියට හා ක්ලමථයට පත් කිරීමෙන් ඔවුන් වඩා හොඳ දොස්තරවරු වන බව මේ ඇදුරන් විශ්වාස කලා විය හැකිය​. එසේම ඔවුන් ගේ මහාචාර්‍යවරු ඔවුන්ට සැලකූ ආකාරයට ඔවුන් තමන් ගේ වෛද්‍ය සිසු සිසුවියන්ට  සලකනවා විය හැකිය​. 

මෙලෙස වෛද්‍ය සිසු සිසුවියන්  අනවශ්‍ය ලෙස ආතතියට හා ක්ලමථයට පත් කිරීමේ දුර්විපාක මොනවාද​?

A Review of the Sinhala Language Book on ‘Separatist Strategies and Constitutional Amendments’ by Manohara R De Silva

President’s Counsel Manohara R de Silva’s book of the above theme written in Sinhala is a timely publication that would stimulate public dialogue on the ongoing constitutional drafting process and contents. The original Sinhala title is ‘Bedumvadinge Upayamarga Ha Vyavastha Sanshodana’. Persons who normally use English for their communication, but in addition possess even a moderate knowledge of Sinhala, would certainly profit by reading this book as it contains invaluable information on Constitutional concepts as well as an analysis of key recommendations proffered by the six sub-committees of the current Constituent Assembly.

The launch ceremony was held a few days ago, and was attended by many Nayaka Theros, clergy, and laity. The SLFI Auditorium where the ceremony was held was overflowing. Many were standing at the back as well as outside in the lobby indicating the topicality of the publication and the value placed by discriminating public on initiatives aimed at educating the public on issues of national importance. Such unprecedented (large) audience present for an event such as a book launch at SLFI was not only due to topicality of the subject. It was also a deep and silent acknowledgment of the professional reputation and the integrity of the writer and his scholarly knowledge on Constitutional Law. It would also have been a tribute to his enduring legal struggle to preserve the integrity of the State of Sri Lanka, while protecting the fundamental rights of all segments of citizens of Sri Lanka.

The book identifies two strategies used by groups with separatist tendencies. (i) armed conflict and (ii) attempts at manipulating and choreographing drafting of constitutions and laws. The book focuses on the second strategy.

It covers such conceptual areas as people’s sovereignty, unitary system of governance, federal system of governance, national security, land powers, law and order (police) powers, financial powers etc. The author uses his deep legal knowledge about these concepts in writing the book. But the beauty of the book lies in author’s ability and willingness to explain these concepts in non-technical (non-jargon) simple language and easy to read (non-convoluted) style of writing. Therefore, the reader need not be a person with a legal background or an expert in Sinhala to read and understand the content of this book. What is required of the reader to benefit from the book is common sense and a general understanding of contemporary issues of national significance.

The book has 14 chapters. Although the author has not divided the book into distinct parts, for analytical purposes, the book can be divided into three parts. The first two chapters could be grouped as Part 1. Chapter one presents a summary of historical development of separatist ideas linked to post Independence constitutional development in Sri Lanka. Chapter two discusses principles and concepts such as sovereignty, unitary system and federal system.

Chapters three to 11 can be considered as Part 2. Chapters three, five, and six analyze the impact of the 13th Amendment, as well as the 17th and the 19th Amendments with regard to introduction of federal features into the Constitution(13A) and the weakening of executive powers of the President /Central Government (17A & 19A). Chapter four includes a brilliant analysis on the federalization objectives underpinning the aborted 2000 draft Constitution. Chapters seven to 11 are devoted to a discussion on the significance of concepts of national security, police, land and financial powers in different types of Constitutional arrangements and the potential impact that some of these arrangements would have on the integrity of the State of Sri Lanka.

Chapters 12 to 14 which can be considered as the last, but the most important part of the book, discusses the ongoing processes currently adopted to change the Constitution, the suggested recommendations of the six sub-committees of the present Constitutional Assembly, and their potential impact on the future course and stability of the country. Lastly, Chapter 14 identifies those constitutional principles and provisions with potentially negative consequences for the stability of the State of Sri Lanka, and analyses in detail the reason for their negativity and unsuitability for Sri Lanka. Through this chapter the author invites people to focus on the said inappropriate provisions, review and understand the negative impact of these on the country.

Some of the inappropriate issues, tactics, and provisions identified by President’s Counsel Manohara de Silva in his book (with a request that people should scrutinize these issues deeply) are presented below in summary form.

These are: The prospect of drafting a federal styled constitution under a unitary name (label); abolishing the Concurrent List and transferring those subjects to the Provincial List; removing the executive powers of the Provincial Governor; removing the right of the Central Government to decide on national policy in all subjects; giving police powers to provinces; establishing a constitutional court outside of the formal judicial structure; specifying that a designated ratio of central government revenue should be disbursed to the provincial councils; bringing the district and divisional administrations of the Central Government under respective provincial councils; giving land powers to the provincial councils etc.(For a complete List of issues and comprehensive analysis of each issue, the reader may refer to the above-mentioned book published by Visidunu Publishers).

Divulapitiya alleged sand mining racket: engineer transferred

The Excavation Engineer of the Gampaha district has been transferred with immediate effect until probe in contact to alleged sand mining racket in Divulapitiya is concluded, Chairman of the Geological Survey and Mines Bureau Dr. Kithsiri Dissanayake said.

The officials attached to the Geological Survey and Mines Bureau have also visited the site in Divulapitiya on Tuesday, it was reported.

Dissanayake said that further steps with respect of the case will be taken following the findings of the site inspection report.

The state employees of the Gampaha district also resorted to a strike earlier in protest against remarks made by Deputy Minister Ranjan Ramanayake on the District Secretariat of Divulapitiya over the issue.

The Deputy Minister has also charged that UPFA MP Indika Anuruddha and his family members are allegedly involved in illegal sand mining. I repeatedly challenge Anuruddha to sue me. I have enough evidence against him,” he said.

SAITM medical degree is lawful – Appellate Court

The South Asian Institute of Technology and Medicine (SAITM) is legally eligible to issue medical degrees to the students, the Court of Appeal has ruled on Tuesday.

The Appellate Court has also directed the Sri Lanka Medical Council (SLMC) to give provisional registration to medical students passing out from SAITM, Ada Derana reporter said.

The verdict was announced when the Writ Petition filed seeking an order questioning the decision of the SLMC on the SAITM, was taken up for hearing before a bench headed by Justice Vijith Malalgoda.

The petition had been filed by an MBBS undergraduate as the SLMC refused to register a batch of medical students who had passed out from the SAITM last year.

The Ministry of Health had earlier also given an undertaking to the Supreme Court to provide clinical training to the students of the private medical college at the Avissawella Base Hospital and the Kaduwela MOH.

Court directs SLMC to register SAITM’s MBBS graduates

 The Malambe Private Medical College better known as SAITM, hailed the Appeal Court ruling which allows the provisional registration of SAITM’s MBBS graduates.

Chief Executive Officer Dr. Sameera Senaratne said in a statement that according to the laws of Sri Lanka, the Sri Lanka Medical Council (SLMC) was always obliged to register students with a degree in Bachelor of Medicine and Bachelor of Surgery from a degree-awarding institute, as per section 29(1)(b)(i) of the Medical Ordinance, amended in 1988, in the same manner as a student with a degree from a State medical faculty.

“The refusal by the SLMC to grant due provisional registration to SAITM’s MBBS graduates was subsequently successfully challenged in the Appeal Court vide Case No.: CA/WRIT/187/2016,” he said.

Today’s decision also reaffirms the legal basis of SAITM as per Gazette Extraordinary No.1721/19 dated 30/11/2011 and subsequently No.1829/36 dated 26/09/2013 in terms of Section 25A of the Universities Act of 1978, and tabled in Parliament, to award the degrees of Bachelor of Medicine and Bachelor of Surgery (MBBS).” SAITM has always confidently asserted that its MBBS degree programme is on par with or even better than similar programmes offered by some state/foreign medical faculties”.

Dr. Senaratne said the historic ruling by the Appeal Court was a victory for SAITM’s MBBS students who can now take their rightful place as fully-fledged doctors in this country.

“They have endured many hardships from opposing parties and now we are happy that justice has finally been served. We will continue to uphold the standards of the medical education in Sri Lanka in collaboration with all relevant authorities to produce doctors of highest standards,” he said.

Dr. Senaratne said the ruling is a just recognition of the rights of all institutions such as SAITM and the people of this country, who have steadfastly fought for the freedom of education in Sri Lanka. (S.S. Selvanayagam)

The way to Good Governance and the path to peace, justice and prosperity in this country?

(Please note that this is a revised version of the first article I wrote to Lankaweb on 16.Jan 2017 under ‘Twelve Prerequisites for Good governance’ etc. I decided to write this piece in view of valuable comments made by my readers of the first. I thank them for their valuable comments, new ideas offered and prompting me to improve my horizons. I also REQUEST YOU TOO, T0 READ THEIR COMMENTS under the original article)

What has to be done immediately to stop the division of the motherland and save, that was the home of the Sinhala Buddhist nation for 2500 years for posterity?

I am fully aware that this is a very big challenge and a very difficult puzzle too to solve. But it has to be sorted out as soon as possible at any cost in the name of posterity.

Therefore I put down the following recipe in good faith, with malice towards none, but with love and affection to our heritage as a patriotic Sinhala Buddhist who loves his country,its people and the heritage more than anything else. I give it in 5 Steps.

Step1. What has to be done immediately to get out this Augean mess in Governance

What has to be done immediately to get out of this Augean mess

1 First and foremost, this externally manipulated ( the so-called International Community led by US, UK and Norway, India and LTTE agents called the Tamil  Diaspora- remnants of LTTE, all sworn enemies of the Sinhala Buddhists Sri Lanka), unconstitutional, treacherous and UNPatriotic rogue elephants Government yielding to Western dictates and catering to foreign interests must be sent home as soon as possible before it completely destroy this country and the Sinhala nation, and instead the people of this country must immediately replace it with a Strong central Government, headed by a patriotic Sinhala Buddhist leader as the Executive President, elected directly by all the people in the country as the incumbent President has miserably failed to protect the Sinhala Buddhist identity and heritage of this Island nation and allowed and empowered the Tamil politicians and Muslims like Richard Badurdeen (Wilpattu destruction) and Rauf Hakeem and Faizer Mustapa and undesirable  anti national Sinhala elements to destroy this country and its 2500  year old Sinhala Buddhist heritage

Firstly, by openly declaring in public that he is obliged and duty bound to serve the interests of the Tamils and Muslims as 90 % of them has voted him at the last Presidential election, completely ignoring and betraying nearly 5 lahks of Sinhala (UNP, JVP, new votes and elements those within  SLFP disgusted or angry with M R )  voters who have voted him by keeping mum and blind against all anti Sinhala and anti Buddhist activities done by the minority political leaders.

Secondly by allowing an utterly unsuitable person Rnil as the Prime minister, an avowed kalu Suddha, agent of the west and the Catholic church, together with his happy and gay bunch of ‘Asinhala’ Ministers like Mangala Samaraweera, Ravi Karunanayaka, Rajita, Kiriella (betrayer of the Kandyans) and rugby player Malik, absolutely unsuitable to hold such responsible public positions in this land of Sinhala Buddhists  country and messy Chandrika and NGOO and others who are all known as sworn and proven enemies of the Sinhala nation, to ruin this country, the nation and it priceless Buddhist heritage.

But since there is a Constitutional problem to dissolve the Parliament to go for fresh elections and the ramifications in changing the President as well, the only sort cut to get over this impasse for the time being is for the President to ask the PM to resign, while keeping his position also safe. If Ranil refuses, most probably he would, to resign honorably in spite of the humiliating political situation before the volley of political onslaughts the general public and the President himself has already fired at him and the Finance Minister and the major disagreements with Ranils pet constitution making, already conveyed to the ABC through his trusted SLFP Cabinet Ministers and the CB bond scam, the President could sack him and should appoint a new Cabinet headed by a new Prime Minister in order to clear his name and save the Presidency. With the latest developments seen at the weekend meeting of the SLFP CEC, their position expressed at the  Sri Lanka Buddhist council against  Ranils proposed Constitution, the open tug of war going on between the UNP and SLFP group within the government, presidents decision to revert the selling price of Lottery tickets to Rs 20/=, suspension of the coal tender and the Homagama Tyre Project, and above Ranil’sall well known  involvement in the Central Bank Bond scam and the ever rising public criticisms of his government, I don’t think Ranil has any other alternative than honorably submitting his resignation papers before he is sacked and humili Ambekkarated. The President also has fully understood now the predicament he is facing as the man who made Yahapalanaya his main slogan.  Why he decided to send his lapdog Chief Ministers to plead MR’S support at the forthcoming local government elections without which the Sirisena SLFP factor will get completely wiped out.

If the President does not take any action against this illegally appointed PM the people of this country led by Mahasangha (The guardians of the country and the nation) should in one voice compel the incumbent President to ask Ranil to resign and make immediate arrangements for an interim government to be formed under a new PM, who can protect this country against both internal and external threats until new elections are held.

Here the President has no choice but to submit to public opinion and appoint the person who commands the majority in the House, as the Prime Minister. He cannot take cover under the evasive constitutional provision ‘in his opinion’ and appoint any one he wants as the PM, like what he did last time. That is unconstitutional and illegal. I am sure if he tries to do that this time also, people will revolt. Anyone can even go to courts and get it annulled if he resorts to such gimmick even though the JO has failed to do it last time. Because the ‘sovereignty is in the people and is inalienable’ and not with the President and the Speaker as he thinks and what he said last week that no one could be the PM without his consent and that of the Speaker. It is not his consent that matters in a democracy but the consent of the people at last. Because sovereignty lies with hem The President has only to carry out that constitutional obligation and the Speaker has only to announce it.

The President should appoint an interim Government

The interim Government could last till the next general election is held. Since this interim government is not formed after an election where an election manifesto is not involved, it can formulate its own interim policy framework to stabilize the country and bring back normalcy looking forward at the next election. Looking at the present jumbo Cabinet (the biggest in the world for a small country like ours), the names of the Ministries and the confusion and disorder it displays, with jocular and funny names of some Ministries, one cannot understand whether it is a Cabinet or an asylum.

The new cabinet should be limited to a council of 15 Ministers only scientifically named and functionally arranged. This should provide the new Government to prove its honesty, integrity, commitment and sincerity to service to people as well. None of the present Ministers should be included in the new Cabinet. The President and the new PM has to ensure that they select suitable persons who can command the respect of the public and abstain from appointing rogues, thug, bar owners, crooks and controversial persons as Ministers for mere political expediency. If they cannot find 15 such people from among those who are in Parliament, then they should get that number by getting suitable and competent new people from outside appointed through the national list easily by sacking those defeated candidates who are in Parliament at present. The Government could use this opportunity to show the country the type of Ministers it is going to appoint in the future. (national list must be abolished in the new Constitution)

Step11. What the Interim Government must do.

1 Immediately stop all activities relating to the ongoing new Constitution making and disband all subcommittees and their reports

2 Hold local government elections as soon as possible

3Then abolish the Provincial Council system to put an end the divisive, wasteful, disastrous and baneful Provincial Councils which have completely destabilized district administration and proliferated political and administrative institutions providing sanctuaries  for political rejects and breading grounds for separatist elements and  disabled political dropouts and thugs eating in to the national coffers imposed on us by India to ruin this country together with the JR-Rajiv Accord of 1987 & then abolish the 9 Provinces carved out by the British, first, to divide and create dissention among the natives as a part of their colonial strategy to make it easy for them to rule and exploit the colony and second to ruin this country and its culture and the ‘Sinahla Buddhist’ nation. That will also put an end to the cry for devolution and federalism mania by the separatist elements as well and once again bring back sanity and permanent peace to this country.

4 Assign an MP for every electorate as we had under the old system to bring back meaning to representative democracy once again in this country and the people to have people’s representatives in place of the present system of their being representatives of the Party Leader only responsible and answerable to the Leader of the Party at whose will their survival depends

5 Next in order to achieve the expected targets and bring back normalcy in the country’s Administration (completely in disarray now) re-classify and streamline the Ministries, and activate Departments and District administration, including  the Divisions as well as the Village level, the nerve centres of efficient and good governance in this country by appointing the most suitable, senior and competent Janahitawadi public servants with proven ability who could deliver the goods like what they did in 1970s under Dudly Senanayaka Government so that we will have a country run by a group of non-political, independent, professional and patriotic public servants under the direction, control and supervision of the central Government, without leaving everything in the hands of uneducated, dishonest, self centred and corrupt politicians, and allowing them the monopoly of ruining this country as they have done for the past 68 years since 1948. The District Administration must be empowered with suitable changes and once again made the linchpin of peripheral governance with a District Secretary responsible to the center playing the main role.

Finally completely reorganize and revamp the village level by reducing the number of Gramaseva Units to about 5000 as it was there before 1990s (There were only 4000 GS Divisions then which Premadasa increased to 14,000 and also appointed all waga niladharis as Gramasevakas, thereby making it an utter mess by destroying both the village administration and food production in this country.

Grama Sweva Centers from where all village level officers of different departments should be set up at the Grama Seva Division levels.Completely revamp Grama Sevaya with wide changes in education qualifications, recruitment procedure, salary structure, responsibilities and status etc as the Grama Seva Office should be converted to be the most important unit of governance and development at the village level in this country in future. Grama Seva Niladhari should be the head of that office.  This is the type of innovative Administrative reforms our governments should think of instead of wasting billions on imported systems like the Provincial Councils packed with rogue politicians.

Make residence within the Districts and Divisions compulsory for all the District Secretaries, Divisional Secretaries and Grama Sevaka Divisions (to be administered by Grama Seva offices and Janasabhas). Services at each level should be made available at one central office or at least one central place as far as possible for better and efficient delivery of services. I also suggest that the former need for all public servants to reside within a 3 mile radius from the work place be readopted for all public servants so that they will be in offices in time in the morning and do not leave offices early either.

This will, I believe mark a turning point, in the history of this country’s public administration and good governance towards a stable, prosperous, peaceful and independent State.

6.Proscribe all communal political parties named after ethnicity, language or religion like TNA, ITAK, TC and SLMS immediately. Only national parties that have a national coverage like SLFP. JVP should be allowed to function and engage in politics and contest elections thereafter. Even the UNP (an invention and imposition by the British in1947) should be banned as a political party unsuitable for this country as it has accepted that there are more than one nation in this country, a peculiar and disastrous political concept no other country in the world has.

7 Also ban communal segregation and design all future settlements as mixed ethnic settlements with special emphasis on the hill country plantations to avoid the Malayanadu dream of Tamil politicians.

8 Reform the present electoral system and reintroduce the earlier electorate system and abolish the District MP that has made representative democracy a big joke so that each electorate will have its own representative. Until a complete reorganization is done, assign the present MPP to each electorate within the District

9 Immediately take action to stop religious vandalism such as the destruction of all Sinhala Buddhist historical places, cutting down Bo trees etc in the North and East and restore what had been already vandalized and take action against those responsible. (The story of 7 Buddha statues recovered from the deep sea near Konesvara in Trincommallee is a glaring point in rthis type of communal vandalism)

10 Resettle all displaced Sinhala and Muslim people in the North and East during the LTTE terror period immediately at least now.

11 Take immediate action against Richard Badurdeen and restore Wilpattu national park

12Immediately restore the Kandyan Peasantry Development Authority abolished in 2014 and take immediate steps to rehabilitateKAndyan Peasants in terms of the KPC Commission Report of 1951 by restoring all their lost rights including land and privileges and

13 Institute legal actions against the British Government for the vandalism they have committed against the Kandyan peasants and claim compensation for all loses have undergone.

14 Immediately scrap the Ministry of Upcountry Tamil Villages and Infrastructure Development  ad stop alienation of estate land now being carried out by the present Government under the direction of traitors like Prime Minister Ranil Wickramasingha and Minister Luxman Kiriella  as an election bait and bribe.

15 Instead immediately set up a Powerful Ministry under the President or the Prime Minister called the Kandyan Peasantry Rehabilitation and Kandyan Areas Development Ministry

16 Scrap all political citizenships given to Indian Estate Tamils and restart awarding Citizenship to them only under the Nehru-Kotalawala Agreement of 1954 and all those who are either disqualified or refuse to accede to that should be repatriated to India or Britain  as they were the people who brought these people to Sri Lanka and they were British citizen at the time of Independence in 1948.

17 Commence a mixed settlement programme for those who agree to that formula and all landless Kandyan peasants on marginal and uneconomic tea estates below 5000 ft MS taking in to consideration of the fact that Tea estates will get naturally reverted to forest I near future as the author of Paradise on the hills hascorrectly predicted.

18 Declare all lands above 5000 ft as strictly reserved forests and forbidden watersheds (Thahanchi kele as they were known in the days of the Sinhala Kings) to arrest land degradation in the central watersheds to improve the river flow to increase irrigation and hydro electricity potential of the Island.

19 Take strict legal actions against all who violate the 6th Amendment

20 Ban all communal and racial propaganda

21 Make prior approval of Parliament compulsory for all Ministry advisers, top Govt posts like the Governor CB, Ministry Secretaries, Diplomatic appointments etc so that we can avoid appointing unsuitable persons with controversial records like Arjun Mahendrana and R Paskaralingam to such high positions

22 Immediately withdraw the decision to pay Rs 2500 per sitting for MPP and the payment of RS 100 000 pm as rent for an office and ask them to operate from their homes in their electorates Ask those who refuse to abide b it to go home as they are no longer suitable to represent their voters in Parliament

23 Stop the leasing of 58 vehicles to be given to MPs by Ranil Wockramasinha

24 Stop appointing Chairmen for non existing Pradesiya Sanvardhana Sabhas and stop setting up of such additional and overlapping political institutions as we already have a plethora of such useless institutions like the Provincial Councils that have become a big burden to the govt coffers for no service done to the country.

25 Also remove all adheekshana MP and withdraw lavish facilities given to all politicians forthwith

26 Remove all political advisers appointed to Ministries

27 Recall all political appointees for diplomatic positions and replace them with career public servants

28 Stop all extravagant tamashas and politically motivated function like awarding certificates, and appointments etc All govt appointment could be sent by post with very little cost

29 Ban inviting more than one or the most two politicians or Government officials for any function and stop lining them up on the stage like film stars and getting all of them to show off when one can do the job and thus save enormous waste on transport, travelling, subsistence, fuel and ware and rare, overtime and wastage of time otherwise could have been used for public service

30 Scrap the Upcountry Tamil village and Infra structure Development Ministry immediately dissolve the 9 Provincial councils before next April and the UNDP funded special Authority to be set up for the same purpose immediately.

31 Restore all crown lands back to reserved forest encroached by Minister Badurdeen in Wilpattu and Muslim encroachers in the eastern Province and  sack the Minister and take legal action against him for violating Fauna and Flora Acts and connected other offences committed by him

32 Restore all Buddhist historical places vandalized by Tigers and Muslims in the North and East

33 Remove Arjun Mahendran and Paskaralingam as Advisors to PM and Take legal action per Cope Report against Mahendran and also Ranil

37 Also take action against Navy Commander for assaulting a Rivira Media man

38 Abolish the Pension scheme given to politicians under Act NO 1 0f 1987 and thereafter.

39 Stop issuing duty free vehicle permits to all politicians and selected state officers forthwith Give them loans by vehicles as it was done in the past so that wt he govt can cut down enormous public expenditure on drivers ,maintenance, salaries , repairs, subsistence and overtime etc.

40 Stop giving allocations to MPP and Ministers and channel all Government expenditure through Ministries, Departments and Public Officials who should be made solely responsible and accountable to the Public Accounts Committee for their proper disbursement

41 Replace all political Governors of PCC and replace them with retired Professional Public servants until the PCC are abolished

42 After abolishing the Provinces and Provincial Councils restore and re strengthen and completely reorganize the District Administration

43 Restore capital punishment immediately, to all those found guilty of crimes prescribed by law an all Drug offences, rape, Child abuse and theft and misuse of State property and those who vandalize ancient Buddhist sites in the North and Eastern Provinces.

44 All politicians starting from President downward should reduce attending public functions and various extravagant tamasas and should devote their time more for serious thinking, planning and expeditious action on public welfare without displaying their vanity and pride

45 Stop blaming the last government and at least now get down to positive action

46 Ban import and telecasting of all Indian soap opera programs that destroy our culture

48 Close down India Consulates in Kandy, Hambantota and Jaffna and send back the Indian Oil Co and bring its functions under CPC to save our assets draining to India.

49 Scrap the IOC and vest it in the  CPC also stop the Trinco Oil tanks deal with India

50 Relieve the Judiciary and the Public Service from political interference and make them

fully  independent so that the public will get an efficient and impartial service

 

Step 111

The need for a national movement to prepare a National Policy Framework

1 Meanwhile we must immediately form a national movement headed by a National Council of all patriotic forces of this country like the historic Eksath Bhikshu Peramuna of 1956 led by eminent and respected Bhikkus and supported by few outstanding national level intellectuals drawn from different fields like Statecraft, Law. Civil service, Finance, Banking, Economics, History, Culture, Business, Engineering, Agriculture, Industry and Fishing etc  to prepare a detailed national policy framework to be submitted to the political parties at the next election.

At the same time this movement must get all Sinhala people to renounce their blind party alliances and political colour (such as Green, Blue and Red attachments forthwith and get together under one national flag-that is the Lion flag the British lowered on 2nd March 1815 as one Nation to save our country and the nation with a view to evolve a system of government without political parties in future to unite the whole nation under one Government to restore political stability and protect the country from the minorities and from all foreign threats including India and the West at work.

The Bhikkus must take the leadership in this movement. They all should give up their politically Green, Blue and red robes and be armed with the Yellow robe as they have done throughout history whenever the nation was in danger. This should not be construed as narrow Sinhala Jativadaya. It is only an attempt to assert the lost rights and privileges of the Sinhala Nation, the real Bhoomiputras of this Land, over the years after 1815 and to restore the heritage of a Great Nation they have lost as all Governments since 1948 have miserably failed and criminally faulted to do it.

In reality the people involved in agitations for Independence should have planned for it years before and should have been ready with the Constitution of the new Republic by 1948 without waiting to meekly submit to a Constitution prepared by the Colonial masters to perpetuate their control for their own benefit. This is what neighbor India did in 1935 when it appointed a Committee under the chairmanship of Ambedcar to prepare the Independent Republican Constitution of India. They  made India an Independent Republic immediately after Independence At least our people should have learned a lesson from it. Instead they embraced the Jenning constitutions even without restoring the name of the country SINHALE which was there in 1815. Since the word Ceylon in English was the direct translation of the Sinhale which they have used throughout the Kandyan convention I cannot understand as to why they accepted the word Lanka which was changed as Sri Lanka in 1972, though it too had been in use before. It was a name coined by India to denote that it is the country situated at the center of the world or beautiful land. But even ancient Indians have called us Sinhalas when they said ‘tat depa vasin Sihalam.  Was this acceptance their ignorance or a joint conspiracy?

The foregoing process of preparing the comprehensive report should begin immediately as it has to be presented to the political parties before the election

 The National policy framework so prepared should be offered to party leaders at a public meeting and the party who accepts to implement it should swear before the Mahanaayaka Theras of the three Nikayas in front of the Sri Dalada Wahanse as it was the tradition followed in the ancient days

And the group who accept it must be supported at the Election

 

Step 1V

What the new Government after the General election should do

1 Following the General election first enact a new and Constitution as promised within six months

2 The new Constitution must be based on the history, traditions, religion customs and manners of the Bhumiputras of this country. This should be done by local experts in Law, Administration, History, Politics and traditions etc and not by imported conspirators according to the dictates of Western nations and India.

3 Declare this Country once again as A Sinhala Buddhist Republic (as it had been the unbroken tradition of this country from its inception for the past 2500 years (that no other country in the world can claim).  Also declare it as a Unitary State that will last as long as the sun and Moon will exist. The Republic of Sinhale will have only 25 Districts as administrative regions subdivided in to Divisions, Korales and Village Councils areas with maximum decentralization of Administrative power.

4 Begin to implement the election manifesto

5 All minority groups should accept this position as non-negotiable and inalienable constitutional provisions. All of them will have to learn the language of the land within 10 years and integrate with the native Sinhala nation while enjoying the freedom to practice their own religion and culture. Those who cannot do so must go back to countries of their love and choice or to countries from where they were brought by Suddhas or migrated) All minorities have to fall in line with this reality. There is no other alternative either for reconciliation or co-existence with the Sinhalese. None of them should dream to be independent nations in someone else’s country as they do now.

6 Restore independence in Judiciary and Administration

7 Declare all lands above 5000 ft mean sea level as strictly protected national watersheds that should never be touched for development or settlements and confine all settlements to land below that elevation

 

V Guidelines for the National policy framework under the new Constitution

This country should have only one government for the whole Island and its territorial waters as the Republic (A unitary State In modern terms) of Sinhale (one Eksesath Rajya or Janarajaya) as it had been one Kingdom for the past 2500 years. It should be based on the Dharmasokian concept of the State and it should be guided by Dasaraja Dharma and Satara Sangraka vastu with the ultimate objective of achieving the goal of the ‘Righteous Rajya” for the good of the many and the happiness of the many inclusive of all Countrymen or citizens (as they are popularly called now) belonging to all ethnic groups.

The fundamental features that should be embodied in the Constitution of the Republic of Sinhale

1 Objective: To convert our Motherland once again to an Independent Sovereign, prosperous and righteous State, guaranteeing territorial integrity, sovereignty and unitary status of the country.

2 Name : The Democratic Socialist Republic of  Sinhale (Kingdom before 1815) Actually it continued to be called Sinhale up to 1972 as it was known as Ceylon in English till then that was only the anglicized version of Sinhale.

3.Nationality: Sinhala

4 State Language Sinhala

5 State Religion Buddhism

6 Law of the land: Sinhala Law. Thesavalamei and Muslim Law operating at preset in respect of Tamils and Muslims shall be abolished under this as there were never such laws prior to 1815

(As it had been for 2500 years from 543 BC up to 1815 AD. In fact there is nothing to declare so, as it had been the historical legacy of this nation)

.7 State administration. The country will be run by a people friendly, Homemade Administrative system replacing the present alien, destructive and divisive political Party system.

8 Machinery of Governance:  An elected Executive President by the people as the Head of the Government, A Jatika Rajya Sabha with 15 Ministers, Administered under 25 Districts, Divisions and Villages administered by Janasabhas as given under step 11 : item 3 above

9 There can never be any reconciliation in this Land of the Sinhalese outside these non-negotiable and inalienable conditions. No political party or leader should aspire or dream to be the Head of this country as this was the historical fact that was strictly adhered to by all the Kings in this country up to 1815 march 2. Even the British accepted this position when they signed the Kandyan Convention, though they violated it later.

10 Under the New Constitution

There shall be a ‘Jatika Rajya Mantarana Sabbhava’ of not more than 150 qualified statesmen in all, elected on an electoral basis, (so that every electorate will have their representative, a people’s representative in the Jatika Rajya Mantarana Sabhava and not a rep of a party leader as it has come to stay at present, with clear recalling powers vested with the people by the Constitution.’

11 Uttara Mantrana Sabhava

In addition to this an Uttara Mntrana Sabhava of about 30 Senators, 25 representing the 25 districts and 5 nominated could also be set up if the Constitution makers so desire.

12 Set up a non-political National Advisory Council and a National Planning Council  to decide the national policies of the country

Everybody within this country and outside including the so-called minorities must accept this as the Sinhala Buddhist country and the inalienable and non–negotiable rights of the Sinhala people to make above claims. Those who cannot do so must go back to their dream motherlands immediately without trying to carve out or day dream for separate mini-homelands on someone else’s country.. whose legacy it was for millennia.

Appeal to the President

Mr President this is the only way for you to prove your honesty, integrity, patriotism and your leadership to the people and the world. Hope good counsel will prevail upon you to make this a golden opportunity to absolve all black marks you have collected since you became the President, without been trapped in the illusion of your expressed obligation, responsibility and duty you are talking about, to solve the problems of Tamils and Muslims on the ground that 90 % of them have voted you at the election as you have publicly declared many a time. They may have voted you as a block. Please remember that Tamils and Muslims voted you not because they like you or trust you but because that is the only way they could have ousted Mahinda and put UNP Ranil at the steering, on whom they had the full trust to get their political agenda implemented.  Once they get their jobs done they will discard not only you but Ranil or any other Leader and put to the dust bin in no time.

Also please don’t forget that this country had been the Land of the Sinhalese for 2500 years. Neither you nor anyone else has the right to betray it. I wish wisdom will dawn upon you to mark your niche in Mahawansa. Whether you decide to go down as traitor or hero in the annals of history in this country of the Sinhalese is entirely your choice. Also please note that I have made all these observations in good faith, purely in the interest of the my country and the people, with malice towards none

.Finally, I would like to remind the President and the entire coterie of those who are trying to enact  a new Constitution against the wishes of the Sinhala majority that they must remember nearly 5.9 million of Sinhala people have voted against them at the last elections. The weeping and wallowing ghosts of these people and the descendents of the nearly 4 million UNP misled and blind folded voters who will later realize their folly, together constituting the entire dispersed, displaced and destroyed Sinhala people will follow and haunt you as long as you trek through this endless Sansara if you betray them. You will never be pardoned for this Great Sin and their eternal curse will be upon you forever.

We would remind that the main objectives of any Government in this country should be

1 Security of the country.

2 Protecting the territorial integrity, Freedom from both internal and external threats and Sovereignty of the people

3 Working for the good and welfare of the people and maintaining law and order in the country and  ensuring good governance

4 Protection of the Sambuddha Sasana and protection of the culture, traditions and customs

In all these areas the present Government has failed miserably. Any person man or woman who is not prepared to accept this reality is never suitable to be the leader of this Island nation.

I don’t claim this package to be a complete prescription for all our ills. I am only trying to open a wider public debate through this note on a very important national issue so that all people will get together to save our country,  the nation and its cherished heritage,

Biswal, Power, Malinowski replaced, a slap in Govt’s face: JO

 The replacement of key US State Department officials such as Samantha Power, Nisha Biswal, Tom Malinowski and Susan Rice who were ‘interested’ in the internal affairs of Sri Lanka, is a slap aimed at the Sri Lankan Government, the joint opposition said today.

National organiser and MP Dullas Alahapperuma said this move shows that new US President Donald Trump had no intention of interfering in the internal affairs of other countries.

Biswal and Malinowski were frequent visitors to Sri Lanka. Samantha Power was behind the US resolution on Sri Lanka on war crimes charges. The resolution was co-sponsored by Sri Lanka and approved at the UN Human Rights Council. These envoys spent more time here instead of attending to State Department work,” he told a news conference.

Samantha Power served as the US Ambassador to the UN from 2013 to 2017. She was replaced by former South Carolina Governor Nimrata “Nikki” Haley.

Nisha Desai Biswal was the Assistant Secretary of State for South and Central Asian Affairs.

Tomasz P. Malinowski served as Assistant Secretary of State for Democracy, Human Rights, and Labour. He was replaced by Virginia L. Bennett.

Susan Elizabeth Rice, the 24th US National Security Advisor was replaced by Michael T. Flynn who is a retired Army Lieutenant General.

The MP said US Ambassador Atul Keshap should pay close attention to new developments arising from President Trump’s decisions in the wake of assuming office.

We urge the Ambassador to respect our sovereignty and understand the change. President Trump has clearly stated that he has no interest in the internal affairs of other countries,” he said.(Lahiru Pothmulla)

TORONTO –€” Canadian Prime Minister Justin Trudeau has a message for refugees rejected by U.S. President Donald Trump: Canada will take you.

Trudeau reacted to Trump’s ban of Muslims from certain countries by tweeting Saturday: To those fleeing persecution, terror & war, Canadians will welcome you, regardless of your faith. Diversity is our strength #WelcomeToCanada.”He also intends to talk to Trump about the success of Canada’s refugee policy.

Trudeau also posted a picture of him greeting a Syrian child at Toronto’s airport in late 2015. Trudeau oversaw the arrival of more than 39,000 Syrian refugees soon after he was elected.

A spokeswoman for Trudeau said Trudeau has a message for Trump.

The Prime Minister is looking forward to discussing the successes of Canada’s immigration and refugee policy with the President when they next speak,” Trudeau spokeswoman Kate Purchase told The Associated Press.

Trudeau is expected to the visit the White House soon.

The prime minister has refrained from criticizing Trump to avoid offending the new president. More than 75 percent of Canada’s exports go to the U.S.

Toronto Mayor John Tory also weighed in, noting that the city is the most diverse in the world.

We understand that as Canadians we are almost all immigrants, and that no one should be excluded on the basis of their ethnicity or nationality,” Tory said in a statement.

A Muslim cleric, 93, who wed 130 wives died on Saturday, leaving behind more than 200 children.

Mohammed Bello Abubakar died from an unknown illness in Niger State and large crowds turned out for his funeral on Sunday.

It is believed that some of his wives are pregnant.

Nigerian Mohammed Bello Abubakar, 84, has advised other men not to follow his example and marry 86 women.

The former teacher and Muslim preacher, who lives in Niger State with his wives and at least 170 children, says he is able to cope only with the help of God.

“A man with 10 wives would collapse and die, but my own power is given by Allah. That is why I have been able to control 86 of them,” he told the BBC.

උපදේශන කාර්ය සාධක බලකාය විසින් දැඩි ලෙස උපක‍්‍රමශීලීව සහ ඉතා අසමබර මෙන්ම අසාධාරණ ලෙස ඉදිරිපත් කර ඇති නිර්දේශයන් ඉතා දැඩි ලෙස මෙන්ම තරයේ සියලූ ජාති හිතෛෂී ශ‍්‍රී ලාංකික ජනතාව විසින් ප‍්‍රතික්ෂේප කර යුතුව ඇත. එම නිසා අප මව්බිමේ වත්මන් ප‍්‍රධානියා වන ගෞරවණීය මෛත‍්‍රීපාල සිරිසේන මහතා සහ අප රටේ සියලූ නිකායන්හි, ප‍්‍රධාන පූජණීය සංඝ නායක වහන්සේලා මෙන්ම අනිකුත් සියලූම භික්ෂූන් වහන්සේලා සහ අන්‍ය ආගම් වල සියලූම ආගමික නායකයින් ද, විශේෂයෙන්ම කතෝලික සභාවේ පුජ්‍ය මැල්්කම් රංජිත් කාදිනල්තුමා ද, සියලූම පක්ෂ වලට අයත් නොසැලෙන හදවත් ඇති දේශ හිතෛෂී පාර්ලිමේන්තු මැති ඇමතිවරුන් හා සියලූම ප‍්‍රඥා ගෝචර ශ‍්‍රී ලාංකිකයින් මෙම ඉතාමත්ම අසාධාරණ යෝජනා ඉතා ප‍්‍රඥාවෙන් යුක්තව කිරා මැන බලා දේශපාලන පක්ෂපාතිත්වයන් පසෙක තබා ඒකීය ශ‍්‍රී ලංකාවක් වෙනුවෙන් දැඩි ලෙස හෙළා දැකිය යුතු බව ශ‍්‍රී ලංකා ගෝලීය සංසදය නිර්භයව ප‍්‍රකාශ කරයි.

තවත් ඉතා වැදගත් කරුණක් වන්නේ, මෙම උපදේශන කාර්ය සාධක බලකාය යැයි කියා ගන්නා සභාවේ, ශ‍්‍රී ලංකාවේ ජීවත් වන සියලූ පුරවැසි කොට්ඨාශයන් සමබර ලෙස නියෝජනය නොවන බව සක්සුදක් සේ පැහැදිලිය. මෙසේ ප‍්‍රකාශ කිරීමට සිදු වී ඇත්තේ මෙම බලකායේ සමහර සාමාජිකයින් බොහෝ කලක් සිට විදේශීය අරමුදල් වලින් යැපෙන රාජ්‍ය නොවන සංවිධාන සමඟ කිට්ටු සබදතා පවත්වා ඇති අතර, මොවුන් කිසිම විලි ලැජ්ජාවකින් තොරව අප රටේ අති ගෞරවණීය ආරක්ෂක හමුදාවන්ට මෙන්ම ජාතික අභිවෘධියට එරෙහිව ප‍්‍රසිද්ධියේ ඉතා අසාධාරණ ලෙස විවේචනය කළ අයවලූන්ය. මෙම උපදේශන කාර්ය සාධක බලකායට කිසි දිනෙක සියලූ ජන කොටස් වල කැමැත්තෙන් හා සුහදතාවයෙන් ආදර්ශමත් සංහිදියාවක් ඇති කර ගත නොහැක. මක්නිසාද යත්, ශ‍්‍රී ලංකාවේ 70% කට වඩා නියෝජනය වන සිංහල ජාතියට මෙම බහුභූත කාර්ය බලකායේ ප‍්‍රමාණවත් නියෝජනයක් ලැබී නැති අතර, ඒ නිසාම මෙම සංවිධානය හරහා බෙහෙවින් විකෘති කරන ලද තොරතුරු හා ආත්ම ගෞරවයකින් යුත් ජාතියකට කිසිසේත් පිළිගත නොහැකි ඉතා පහත් මෙන්ම නින්දිත නිර්දේශයන් ඉදිරිපත් කිරීමය.

තව දුරටත් සොයා බලන විට මෙම නිර්ලජ්ජිත කාර්ය සාධක බලකාය ස්වාධීන ප‍්‍රජාතන්ත‍්‍රවාදී ජනරජයක් වන ශ‍්‍රී ලංකාවේ පවතින ව්‍යවස්ථාදායක රාමුව තුළ කටයුතු නොකිරීම මෙන්ම අප රටේ සියවස් ගණනාවක් තුළ පවතින අධිකරණ පද්ධතිය ද අවතක්සේරු කර ඇත. එක්සත් ජාතීන්ගේ මණ්ඩලයේ හිටපු මහලේකම් විසින් සම්පාදනය කරන ලද, විශේෂඥ කමිටු වාර්තාව (POE) මත පදනම් වූ එක්සත් ජාතීන්ගේ මානව හිමිකම් කවුන්සිලයේ (UNHRC)  ශ‍්‍රී ලංකාව පිළිබඳ ගෙන ඇති සාවද්‍ය ප‍්‍රවේශයට ඔවුන්ගේ සම්පූර්ණ සහයෝගය දී ඇතුවා මෙන්ම, ශ‍්‍රී ලංකා ආරක්ෂක හමුදා විසින් කෙරුවා යැයි කියන තහවුරු කර නොගත් අපරාධයන් ගැන වාර්තා ද ඔවුන්ගේ වාසියට අමතක කර ඇත. එක්සත් ජාතීන්ගේ මණ්ඩලයේ A./HRC/30/L. අංක දරන මානව හිමිකම් කමිටු යෝජනාවට අනුකූල, අවශ්‍යතාවයක් වන උපදේශන කාර්ය සාධක බලකාය විසින් ඉදිරිපත් කර යුතුව තිබූ ශ‍්‍රී ලංකා ගැටුම සම්බන්ධව නීත්‍යනුකූලව සොයා බැලීමක් හරහා ඔප්පු කළ යුතුව තිබුණු කරුණු සම්පාදනය නොකිරීම ගැන උපදේශන කාර්ය සාධක බලකායේ විශ්වසනීයත්වය හා නිපුණත්වය තව දුරටත් දුර්වල වී ඇති බව පැහැදිලිය. මෙයින් ඉතා පැහැදිලිව කැපී පෙනෙන ලක්ෂණයක් වනුයේ, ඉහත සඳහන් කාර්ය සාධක බලකාය ශ‍්‍රී ලංකා භුමියේ පැවති තත්වය සූක්ෂම ලෙස සොයා බැලීමක් නොකොට, ජාතික ප‍්‍රමුඛතා හෝ ජාතික සහජීවනය ගැන ගැටුමට අදාලව පැවති නීතීන් ආදිය ගැනද තියුණු පරීක්ෂාවකින් තොරව එක්සත් ජාතීන්ගේ මානව හිමිකම් කවුන්සිලයේ (UNHRC)   උවමනාවන් පමණක් ඉටු කර දී ඇති බවය. එකසත් ජාතීන්ගේ මහ ලේකම්ගේ, විශේෂඥ කමිටු වාර්තාව(POE) ප‍්‍රකාශ කර තිබූ පරිදි ජාත්‍යන්තර මානුෂීය නීතිය, ශ‍්‍රී ලංකාවේ ප‍්‍රශ්නයට අදාළ බව ප‍්‍රකාශ කර ඇත්තේ අප රටේ පැවති එදිරිවාදිකම් පැහැදිලිවම අභ්‍යන්තර ගැටුමක ස්වරුපය පෙනෙන්නට තිබු නිසාය. ඉහත වැකියෙන් කියවෙන පරිදි ජාත්‍යන්තර මානුෂීය නීතියෙන් ද මෙය සනාථ වන බැවින්, එය ගෝලීය ශ‍්‍රී ලංකා සංසදයේ සාමාජිකයින් වන අපේද මතයයි. නමුත් කරුණු මෙසේ තිබියදී එක්සත්් ජාතීන්ගේ මානව හිමිකම් කවුන්සිලය (UNHRC) ඉතාමත්ම සාවද්‍ය පියවරක් ගෙන මෙම විභාගය මානව හිමිකම් උල්ලංඝනය කිරීම හා ජාත්‍යන්තර මානුෂීය නීතීන් උල්ලංඝනය කිරීම දෙසට හැරවීය. නමුත් පුදුම උපදවන කරුණක් වන්නේ, ශ‍්‍රී ලංකාවේ එකම පළාතක එකම අවස්ථාවකදී සිදු වන ක‍්‍රියාකලාපයන් වලදී, ඉහත සඳහන් නීති දෙක වන මානව හිමිකම් උල්ලංඝනය කිරීම හා ජාත්‍යන්තර මානුෂීය නීතීන් උල්ලංඝනය කිරීම එකම අවස්ථාවකදී බලාත්මක විය නොහැකි බව උපදේශන කාර්ය සාධක බලකාය නොදැන සිටීමය.

අවසන් වශයෙන්, විදේශීය විනිසුරුවන් ඇතුළත් කිරීම වෙනුවෙන් ඔවුන්ගේ නිර්දේශ වලින් ප‍්‍රශ්න කෙරෙන්නේ, ශ‍්‍රී ලාංකීය විනිසුරුවන්ගේ විනිවිද භාවය හා අපක්ෂපාති බව මෙන්ම පොදුවේ අප රටේ අධිකරණ පද්ධතියේ ශක්‍යතාව ගැනය. තවදුරටත් ගෝලීය ශ‍්‍රී ලංකා සංසදයේ අප විසින් පැහැදිලිව ප‍්‍රකාශ කළ යුතු කරුණක් වන්නේ, අප රටේ පවතින නීති පද්ධතියට අනුව කිසියම්ම විදේශීය හෝ ජාත්‍යන්තර විනිසුරු වරයෙකුට ශ‍්‍රී ලාංකීය අධිකරණයක නඩු විභාග කිරීමේ කිසිම අයිතියක් නැති බව පැහැදිලිවම සනාථ කර තිබීමය. එම නිසා විදේශීය විනිසුරුවන් ශ‍්‍රී ලංකාව තුළ නඩු විභාග කිරීමට ගැනෙන්නේ නම්, ඊට පෙර පවතින ශ‍්‍රී ලාංකීය ව්‍යවස්ථාවට නව සංශෝධනයක් ඇතුළත් කළ යුතු වන අතර, එසේ කිරීමට පෙර අප රටේ පාර්ලිමේන්තුවේ 2/3 ක වැඩි ඡුන්දයකින් සම්මත කළ යුතු අතර ඊට අමතරව සියලූ ශ‍්‍රී ලාංකීය පුරවැසියන්ගේ ඡුන්දය ජනමත විචාරයක් තුළින් ලබා ගත යුතුව ඇත. ප‍්‍රජාතන්ත‍්‍රවාදී ජනරජයක් වන අප ශ‍්‍රී ලංකාවේ ලියවී ඇති ව්‍යවස්ථාපිත නීතියක් වන මෙම ඉහත සඳහන් නීතිය ගැන නොදැන වහසි බස් දොඩන, විශේෂයෙන්ම රාජ්‍ය නොවන සංවිධාන (NGO)   වලට හා ඒවායේ ගැත්තන්ට ගෝලීය ශ‍්‍රී ලංකා සංසදය (GSLF) වන අපගේ මෙම ප‍්‍රකාශනය වැදගත් වනු ඇතැයි අපි විශ්වාස කරමු.

විදේශීය විනිසුරුවන්, නඩු පවරන්නන් හා විමර්ශකයින්ව ශ‍්‍රී ලංකාවට ගෙන්වා ගැනීමට නිර්දේශ කරන ලද උපදේශන කාර්ය සාධක බලකාය විසින් කටයුතු කිරීමේදී, ඔවුන් කිසියම්ම ආකාරයකින් මෙයින් පැන නැගෙන ජාතික අවශ්‍යතාවයන් මෙන්ම නීතිමය ගැටළු ගැන සැලකිලිමත් නොවී ඇති බව පැහැදිලිය. අපක්ෂපාති ඕනෑම කෙනෙකුට සිත් නැගෙන ගැටළු කිහිපයක් ලෙස මෙම විදේශීය විනිසුරුවන්, නඩු පවරන්නන් හා විමර්ශකයින්ගේ අනන්‍යතාවය පිළිබඳ ප‍්‍රශ්නය වනුයේ,
x ඔවුන් මොන දීපංකරේ සිට පැමිණියාද කියා නොදන්නා බව.
x විශේෂයෙන්ම, නීතිමය ක‍්‍රියාමාර්ග ගැන ඇති නිපුණතාවය ගැන අවබෝධයක් නැතිකම.
x අපක්ෂපාතිත්වය හා සම්බන්ධව ඇති සැකය.
යන කරුණුය.

දේශපාලන යෝග්‍යතාවයක් ලෙස සැලකීමේදී, මෙම උපදේශන කාර්ය සාධක බලකායේ නිර්දේශය ඉතාමත්ම අ¥රදර්ශී එකක් සේ සලකා අනිවාර්යයෙන්ම ඉවත දැමිය යුතුය. මෙම අ¥රදර්ශී යෝජනාවෙන් ශ‍්‍රී ලාංකිකයින් වන අප විසින් තේරුම් ගත යුතුව ඇති ප‍්‍රධාන කරුණ වන්නේ, මෙය ශ‍්‍රී ලංකාවට එරෙහිව කටයුතු කරන යම් යම් රාජ්‍යයන් හෝ රාජ්‍ය නොවන සංවිධාන වල ඇති ප‍්‍රධාන උවමනාවන් වන, ප‍්‍රධාන වශයෙන් ජයග‍්‍රාහී රණවිරුවන්ගේ හා අප ශ්‍රේෂ්ඨ හමුදාවේ ස්ථාපිත වී ඇති දැඩි ආත්ම ශක්තිය දුර්වල කිරීමටත්, නැවත වරක් අප මව් භූමියේ කුරිරු ජාතිවාදී අරගලයක් ඇති කිරීමට උවමනා පසුබිම සකස් කිරීමටත්, වෙර දරන අදෘශ්‍යමාන බලවේගයන් වල ප‍්‍රධාන වශයෙන්, කොටි හිතවාදී බෙදුම්වාදීන්ගේ මුල්‍යමය ශක්තීන් ඉදිරියේ ආපස්සට නැමී ඔවුන්ගේ විසකුරු සැලසුම් වලට උපදේශන කාර්ය සාධක බලකාය ආවඩනවාදැයි සිතීමට බොහෝ ඉඩකඩ ඇත. මෙම කෲර සංවිධාන වල සැලසුමට අනුව තවත් වැදගත් කරුණක් වන්නේ, අපේ විරෝධාර සිංහල හමුදාව දැඩි ලෙස අවතක්සේරුවට ලක් කිරීම හා රට වෙනුවෙන් තම වටිනා ජිවිත පි¥ 27,000 ක් පමණ වන සෙබළුන්ද, අද වන තුරුත් අබාධිත තත්වයට පත් වී සිටින වීර සෙබළුන් 14,000 කගේද ජීවිත සුළු කොට සැලකීමට හා නැවතත් අවතක්සේරුවට පත් කිරීමය. උපදේශන කාර්ය සාධක බලකාය අමතක කිරීමට උත්සාහ කරන තවත් වැදගත් කරුණු ලෙස, කොටි ත‍්‍රස්තවාදීන්ගේ කුරිරු බෙදුම්වාදී යුද්ධය ජයග‍්‍රාහී සිංහල හමුදාව විසින් අවසානයට පත් කරගෙන අවසන් දින කිහිපය තුළදී 250,000 ක් පමණ වූ සිවිල් ද්‍රවිඩ ජනතාව කොටි ග‍්‍රහණයෙන් මුදවා ගැනීම හා දහස් ගණනක් වූ අහිංසක ද්‍රවිඩ ළමා සොල්දාදුවන් ද කොටි ග‍්‍රහණයෙන් මුදවා ගෙන නියම නිදහසේ ප‍්‍රීතිය ඔවුන්ට බුක්ති විදීමට සැලසීම යන කාර්යයන් හැදින්විය හැක.

අවුරුදු 30 ක පමණ කාලයක් මුළුල්ලේ ශ‍්‍රී ලංකාවේ ජීවත් වූ මිලියන 22 ක් පමණ වූ සියලූම ශ‍්‍රී ලාංකිකයින් පසුපස හමා ආ මහා දුර්ගන්ධයක් ලෙස සැලකිය හැකි වර්ගවාදී ගැටුම විනාශ කර දැමුවා වූ, ශ‍්‍රී ලාංකික මානව ඉතිහාසයේ ඉහළතම මානව අයිතිවාසිකමෙහි තෑග්ගක් ලෙස සැලකිය හැකි හදිසි මරණ වලට ඇති බියෙන් තොරව ජිවත් වීමේ අයිතිය අපට ලබා දුන්නා වූ සියලූම ත‍්‍රිවිධ හමුදාවේ විරෝධාර සෙබළුන්ට වැරදි විනිශ්චයන් හා තීන්දු ලබා දීම ඉහළතම කුහකකමක් මෙන්ම මහා පාවාදීමකි!

උපදේශන කාර්ය සාධක බලකාය හෝ වෙනත් සංවිධාන (NGO) විසින් අපේ වීරෝධාර හමුදාවන්ට සුළුවෙන් හෝ අවමන් කිරීමේ ක‍්‍රියාමාර්ග ගැනීම, දශක තුනක් පමණ දිගු කාලයක ලංකාව පුරා මාරාවේශ වී සැමතැන රුධිරය වගුරුවන ලද ප‍්‍රභාකරන්ගේ ද්‍රවිඩ කොටි ව්‍යාපාරයට ප‍්‍රසාද ගීතිකා ගයමින් දේව පූජා පැවැත්වීමක් වැනි යැයි ගෝලීය ශ‍්‍රී ලංකා සංසදය වටා එක් රොක් වී සිටින අපට හැෙඟ්.
