Maithripala Sirisena lacks a moral compass

You could go anywhere on earth these days and get yourself a compass. It is not difficult to buy one with a grand design, the embossed sort that looks may be like a Rolex, and shows you the way too.

But there is one type of compass that cannot be bought for all the money in the world. That’s called the moral compass.

It’s the one that Maithripala Sirisena does not possess. A man so bereft of a moral compass cannot be called that, unless the individual who refers to him as ‘President’ does not possess a moral compass himself.

Sirisena leads the Sri Lanka Freedom Party. How he got there, and by what sleight of hand, also is a long story that concerns the lack of a moral compass, but let’s not go into that here; there is so much sordidness a reader could stomach in half-an-hour. The UPFA last week nominated candidates who would be up for election at a watershed poll that would decide the future course of the country.

The nomination papers were handed over and by consensus decision the Alliance decided to field lists of candidates to take on the United National Party (UNP).

The leader of the Alliance (UPFA) however chooses to call a press conference all by himself, to announce that he feels the most prominent candidate in the party list would not win. Furthermore, he says that he opposed this gentleman’s nomination.

If this isn’t despicable, and is not a serious sign of a drastic lack of a moral compass, don’t read any further. Acquire yourself a moral compass. It can’t be bought in the way you might buy a Rolex day-date.

Maithripala Sirisena may not like Mahinda Rajapaksa. That’s his prerogative. His likes and dislikes would be largely irrelevant except for this little detail. He is the leader of the Sri Lanka Freedom Party.

That party together in alliance with the others in the UPFA, endorsed a list of candidates and Rajapaksa is one of them, and it is no secret that he is the putative Prime Ministerial candidate.

The Head of that alliance says Rajapaksa would lose. Who does that help? Why, the Opposition UNP of course. For those who pretend ignorance, here is the spoon-fed detail on that. By claiming Rajapaksa would lose, Maithripala says his own party would lose. If by chance he means MR would lose his seat, it means the same thing. He says his party’s chief contender would lose i.e: that his party would lose.

Brutus did well by Maithripala’s standards. Judas did well by Maithripala’s standards. Mata Hari did well by Maithripala’s standards. Molligoda Adigar did well by Maithripala’s standards.

For a man who says that he is willing to give up powers, it’s strange that Sirisena does not want to give up the leadership of the SLFP and the UPFA.

Why has it become this important for him to be at the helm of those entities? That’s an easy one.

It is the only way he thinks it’s possible to stop the Mahinda surge.

He stays in the party and does everything he thinks is helpful to create chaos in the SLFP, and increase the chances of the UNP.

This is why Maithripala is worse than the worst traitors in history, of all time.

This is death by a thousand cuts. Or so he thinks it would be. Judas didn’t cling by Jesus and bleed him to death, even as he slept. He had the relative decency to take his 40 pieces of silver, do his dirty job and walk off.

How it would all turn out in the end in all probability would devastate Maithripala, but that’s a totally different matter.

Maithripala sleeps every night with the enemy, conveys the party piece by piece to the other side, and his aides tell me he sleeps well at night!

He has every right to criticize Mahinda Rajapaksa if he leaves the party, or at the very least, submits his resignation from its leadership post.

His treachery is so self evident, it makes anyone with a modicum of decency want to retch. He undermines the main thrust of the UPFA campaign and hopes that would bring the party’s opponents into power. Some say that he is being impartial, and even-handed in his criticism.

His tokenism is the most cynical manipulation of all. He does the most despicably treacherous thing by glibly delivering (what he thinks are …) his party’s chances of victory to the enemy. But he says he asked the Prime Minister to call for the resignation of the Central Bank Governor.

Even as he says so, he admits he dissolved Parliament to save the ignominy of a Wickremesinghe defeat in a no confidence motion that was based on this very issue — the bond scam involving the Governor of the Central Bank.

He thinks Ranil Wickremesinghe’s conduct is good enough that he deserves to have his political life saved. But he wishes a plague on the house of his own party’s anointed campaign leader, who on his own admission, a majority of the party leadership and rank and file wanted as the UPFA’s nominee, and Prime Ministerial contender. Yet Brutus is an honorable man?

No comment on the moral compass or the lack thereof is complete without a reference to the horde of the largely UNP based support that Maithripala enjoys for his despicable, benchmark setting, cynical acts of treachery that he alone seems capable of; the trademark back-stabbing with the cool aplomb of a man who claims he is a saint while brandishing a knife dripping with the enemy’s blood.

None of this treachery matters to the cynically disgraceful self-described pro good governance ‘democrats’ of the sort you find in this land. The prospect of victory by dividing the Opposition blinds them to the abject subterfuge of their president who they pretend to forget, is leading the party that opposes them.

He is the man sent from the opposing team’s dressing room, to poison our batsman Sangakkara’s lunch.

For this brand of subterfuge, the good governance elite would expend an arm and a leg. This has to be the darkest hour for those who seek the flimsiest veneer of honesty, morality and basic decency in our politics.

It’s a topsy turvy time indeed, when the grossest form of moral depravity is held up, knowingly of course, as a lesson in being true to mandate, and other such assorted hogwash.

Mandate? Sirisena won by a margin of 400,000 votes which means a mere 200,000 (or two lakhs) of votes going the other way would have tipped the balance. There are 5.8 million voters who wanted Mahinda Rajapaksa as President, and to steal their voice is called a ‘mandate’? And where was the mandate for those who got a mere 200000 vote difference to crow about, to keep Mahinda Rajapaksa away from politics forever? 200,000 voters could silence 5,800,000 voters on a mandate for MR’s political death, that doesn’t exist? By that yardstick, there was a mandate twice over to ban Ranil Wickremesinghe from politics forever, as he had lost two Presidential elections. This is discounting the 28 other occasions he led his party to defeat.

The moral depravity of Sirisena and his cheer squad calls for a new vocabulary. Despicable, depraved, vile, hypocritical, pathetic, gross — any of this just doesn’t do it.

HANUMAN BRIDGE ACROSS PALK STRAIT IS A DEATH KNELL TO SRI LANKA

All patriotic Sri Lankans should be grateful to Mr. K.Godage  a former ambassador,  for having brought to focus the next biggest danger Sri Lanka would be facing in the near future by his article titled   Ä bridge to destroy Sri Lanka ”appeared in Sunday Island 12 July.  His fear AS WELL AS OUR FEAR for the territorial integrity of Sri Lanka by this subtle plan to build a bridge across Palk Strait  by India conniving with unpatriotic  Sri Lankan politicians is absolutely reasonable . The idea of building a bridge across Palk strait connecting Tamil Nadu with Northern Sri Lanka  was conceived in Ranil Wickremasinghe’s mind when he was the PM under CBK. For some luck, RW couldn’t proceed thro as India didn’t go ahead as then Tamil Nadu CM Jayalalithaa didn’t like this as she was against LTTE at that period of time. Then President CBK  also didn’t give the green light to go ahead for some reason unknown.  However,  Ranil as PM  made a statement recently to revive this idea of building a bridge across Palk Strait to connect India & Sri Lanka.  Imagine the plight of Mother Lanka had Prabhakaran accepted CBK’s offer for ten year rule of Eelam in the North and East and Ranil built a bridge across Palk strait simultaneously?   Sri Lanka had a narrow shave of death. Due to some miracle, Sri Lanka is still one nation and one country.

As Mr Godage says that Indian Imperialists are planning this idea in order to annex Sri Lanka  to India. If that bridge as conceived in Ranil’s mind is built, we can no longer call Sri Lanka a separate country or Island as it will become a part of India. NPC’s CM Vignewsweran’s subtle plan is to annex the North and East of Sri Lanka to Tamil Nadu and the reason behind his Genocide Talk appears to be  part of this Plan. Further, CM recent visit to USA as a private visit as he called, he used his position as CM to meet some important politicians in the USA. How do we know that his visit was to  campaign to raise funds to build that bridge in Palk Straight to claim for a greater Eelam.  Adding insult to injury,  Ranil recently promised (as reported in the print media) TNA and the western world that enhanced devolution of power would bel granted to the NPC. Will the increased devolution of power to NPC would be another step of Ranil’s dream of the so called bridge across Palk Strait connecting  India & Sri Lanka? Imagine a bridge is built as Ranil wants, there will be influx of Kalla Thonis settling down first in the North and East and then will spread to other part of the country and there will not be a  Sinhala Buddhist Sri Lanka in 50 years’ time. There will be an effortless influx of narcotics to the country. We will be opening our gates to more environmental hazards and disease threats.

The UPFA should take this issue into focus and promise  the Sri Lankan people that they will never allow  any politician to  make Ranil’s dream which he conceived in 2002 a reality in building a bridge across Palk Strait connecting Tamil Nadu and North and East of Sri Lanka.

“My challenge to PM on Bond issue still valid”- Former CBSL Governor

Former Central Bank Governor Ajith Nivard Cabraal addressing the media yesterday in Colombo stressed that controversial Central Bank Treasury bond issue on February 27 has affected badly for the country and the wrong-doers cannot be set-free for any reason.

The former Governor challenged Prime Minister Ranil Wickremesinghe for a debate on transactions done by the Central Bank during last six months under his leadership. He further said that the controversial transaction has affected the country’s economy as never happened in the history by a single incident.

He also said that the incident could force on foreign investors who were interested in investing on Treasury bonds. Whole the country knows who is behind this deal and it is not just Arjun Mahendran. That is why I challenged the Prime Minister Ranil Wickremesinghe for an open debate over the issue” he added.

The former Central Bank Governor also commented on the government’s position on China, saying that China was becoming a leading investor in regional countries including Australia. Negative comments on China will not help Sri Lanka,” he also added.

NUTA pledges support to Mahinda

The newly formed National University Teachers Association (NUTA) today declared its support to all efforts undertaken to install former President Mahinda Rajapaksa as the next Prime Minister of the country at the upcoming General Election. According to the Secretary of the organization Dr. Channa Jayasumana of the University of Rajarata the main aim of the group is to promote a national consciousness among the people.

According to the group the Federation of University Teachers’ Association (FUTA) does not represent the majority of University intellects and in fact holds foreign ideologies. People have been misled to think that they represent the university lecturers in this country” Jayasumana said adding that they will back Rajapaksa due to the corruption of the current government. According to them it is the duty of the people to vote for the former President due to his major role in bringing peace to the country.

Speaking at the gathering Media Secretary of NUTA Mahinda Pathirana said it is a myth that Premier Ranil Wickramasinghe can give a solution to the National question. People of all races must accept that only Rajapaksa can provide an answer” he said.

The event was attended by Lecturers representing all universities of the Island. Former University Grants Commission Chairperson Prof. Kshanika Hirimburegama was also in attendance.

TNA national list nominee threaten Jaffna Technical College students

Tamil National Alliance (TNA) National List nominee Prof S Sitampalam held a meeting at the Jaffna Technical College on July 20 at 12.30. He was invited by the Director of the College, N Yogarajan and Sitampalam toured the College for over one hour carrying out propaganda activities.

Things took a heated turn after a number of students opposed the use of the College for electioneering. Facing the opposition of students the TNA candidate and the College Director threatened some students. Sitampalam is the person wearing a motor cycle helmet.

Ex-LTTE cadre held, cyanide capsules seized යාපනයට යනගමන් පරන කොටියා ළඟ සයිනයිඩ්

Tamil Nadu police on Monday night arrested a suspected LTTE operative who is believed to have served as one of secretaries of slain Tiger leader V. Prabakaran, in Ramanathapuram during a vehicle check along with two local residents.
The LTTE man was identified as Krishankumar, 39. He along with Rajendran and Saikumar were travelling from Madurai to Ramanathapuram in a car when police stopped them for vehicle check.
The police also seized 75 cyanide capsules and 300 gm of cyanide powder along with 4 GPS devices, mobile phones, Indian and Lankan currency. Police said Krishnakumar earlier stayed in one of special camps for Sri Lankan refugees where suspected Tigers and LTTE sympathisers are lodged.

The seizure of the suicide pills carried by the LTTE militants tied around their necks triggered speculation that the LTTE was trying to revive the movement after it was defeated by the Lankan forces in the civil war, which ended in 2009. The police also seized seven mobile phones, Rs. 46,200 in Indian currency, Rs. 19,300 in Sri Lankan currency, Indian and Sri Lankan driving licences from the Lankan Tamil, identified as K Krishnakumar (39), who had served in the LTTE in the 1990s and came to Tamil Nadu in 2009.

Acting on a tip-off, a Special Branch team, led by Inspector of police Vellaiyappan arrested the Sri Lankan Tamil along with two local Tamils R Sasikumar (25) and N Rajendran (44), who reportedly brought him from Madurai bus stand in a car to Uchipulli, police said.

After registering with K K Nagar police station in Tiruchi, he was staying outside the refugee camp, Q branch sources told The Hindu. The duo brought him to arrange for his clandestine return to Jaffna by sea route, the sources said.

The police on Monday (20) have arrested three armed army soldiers in civvies who were travelling in a white-coloured van with fake number plates, the police Spokesperson said.
The suspects were arrested by a patrolling team attached to the Mirihana police last evening at around 7.30 p.m. police Spokesperson ASP Ruwan Gunasekara told Ada Derana.
The arrested soldiers have been identified as personnel attached to the personal security squad of Major General Prasanna Silva, Gunasekara added.
The officials have also seized a firearm from the possession of the suspects. During the preliminary interrogation, it has come to light that these soldiers are attached to Major General Prasanna Silva’s personal security detail,” he said.
The Spokesperson said that a request has also been made for the Military police to produce a report concerning the firearm and ownership of the vehicle.
The suspects will be produced before the Magistrate unless the report is produced by this afternoon, the Spokesperson said.

WASHINGTON, D.C. — Majorities in more than half of the 21 Asian countries and regions Gallup surveyed in 2011 approved of their chief executives, with leaders in Southeast and South Asia earning some of the highest marks in the region. Laotians, Cambodians, and Sri Lankans were the most likely to express support for their leaders, with more than nine in 10 saying they approve of their job performance. The 20% approval rating that Pakistanis gave their president was the lowest in the region.

Laos’ 7% or better economic growth since 2008, for example, likely contributes to residents’ approval of President Choummali Saignason. Saignason, who is not elected by popular vote, was re-elected by the country’s National Assembly shortly before Gallup’s surveys started. Mahinda Rajapaksa in Sri Lanka may still be benefiting from residents’ residual euphoria following the 2009 end of the country’s 26-year civil war.

In contrast, political discord, internal strife, and geo-political complexities likely affected approval ratings for leaders in Hong Kong, Nepal, and Pakistan. Pakistanis have never placed much confidence in President Asif Ali Zardari’s leadership; throughout his tenure, the country has grappled with terrorism, challenging relations with the U.S., and a struggling economy. Donald Tsang of Hong Kong leaves office in July amid concerns about China’s increasingly active role in the former British protectorate and controversies over gifts, travel, and lodging received from business leaders.

Net Losses in Approval Larger Than Gains

More leaders in Asia lost support than gained it between 2011 and 2010. Thailand’s former Prime Minister Abhisit Vejjajiva saw the steepest decline in approval of all Asian countries, likely reflecting the atmosphere that led to the loss of his Democrat Party in July 2011 parliamentary elections. Vietnam’s Nguyen Tan Dung has also seen his approval sag following his defeat in party elections for the ruling Communist Party’s Politburo.

Singapore’s Lee Hsien Loong has maintained relatively high approval ratings compared with ratings that other leaders around the world received in 2011. However, gradually declining approval ratings for Lee’s People’s Action Party may be contributing to the decline in his own rating. Recent government corruption scandals and economic troubles have likely tarnished the image of Indian Prime Minister Manmohan Singh, who has seen a slight dip in his approval.

The leaders of Malaysia, Cambodia, and Taiwan saw marginal improvement in their already positive approval ratings. Mongolia’s Tsakhi Elbegdorj has also seen a slight improvement in his ratings since his disputed election to a third term as prime minister, and a plurality of Mongolians now approve of his leadership.

Implications

Compared with other global regions, there will be few elections in Asia and leadership will remain stable for the duration of 2012. In most of the Asian countries surveyed, more residents expressed approval for their leadership than disapproval.

Gallup’s findings suggest that those leaders without a majority of their constituents’ support need to address the economic, social, and political concerns of their populations. Given the lack of support by residents in Pakistan,Afghanistan, and South Korea, these leaders in particular will continue to struggle in governing their respective countries. South Korea’s Lee Myung-bak will continue to grapple with engaging constituents concerned with corruption allegations and provocations involving North Korea. Pakistan and Afghanistan in particular will face continued challenges as they struggle with internal unrest, labored relations with neighboring countries, and engaging the international community with geo-political, strategic, and economic interests in the region.

Survey Methods

Results are based on face-to-face and telephone interviews with approximately 1,000 adults, aged 15 and older, conducted between April 5 and Dec. 4, 2011, in the 21 countries identified in the article. For results based on the total sample of national adults, one can say with 95% confidence that the maximum margin of sampling error ranges from ± 2 percentage points to ±4 percentage points. The margin of error reflects the influence of data weighting. In addition to sampling error, question wording and practical difficulties in conducting surveys can introduce error or bias into the findings of public opinion polls.

Sri Lanka Tamils

Tamils came to Sri Lanka as plunderers, treasure hunters,   and land grabbers. There were no Tamils in Sri Lanka when Venerable Arahat Mahinda came to Sri Lanka.

To love a country and hold it as one’s motherland one has to be born and bred with a great  love and affection to the country into which one was born. If the Tamils talk of dividing the country to set up a separate State, could they be called patriots who love Sri Lanka as their motherland ?

That love for the country comes from the  religious and  cultural characteristic instilled from the homeland environment. However much the Tamils try to rewrite  the history  insulting the Sinhala for a Mahavamsa mindset, they cannot go behind the fact that Sri Lanka belonged to the Sinhala  and the Tamils were mere adventurers, plunderers, treasure hunters, and land grabbers who came to  Sri Lanka and later settled down . The Sinhala love Sri Lanka and would not allow it to be divided.

A woman stole a baby from its mother and claimed it was hers.  They were taken to King Solomon. As the kind could not decide  who the true mother was he asked the  baby  be cut into two and divide the two parts between the two women. The woman who stole the baby agreed , but the other woman wailed asking the King not to cut the baby  but give it to the other  woman. The King knew the true mother and asked the baby to be given to her.

Sinhala the true patriots of Sri Lanka  will  not allow Sri Lanka  or any part of it handed over to the Tamils to allow them to  do whatever they want to do with it.

Mahinda Rajapakse re-established Sri Lanka as a Unitary State after Ranil Wickramasinghe had given  parts of it to the terrorists under the infamous CFA. 

Ranil Wickramasinghe is up to his old tricks again, this time  (along with Chandrika the woman who proposed Prabhakaran the terrorists to take over the North to be ruled as  he wants for ten years), to allow  North to  be governed as a separate Tamil territory by the  TNA and other Tamil extremists, with the consent of HIS President Sirisena.

Unfortunately for Sri Lanka, even today the Sri Lanka Tamils have not changed that ancient mindset of the plundering Tamils who came from South India to plunder  and devastate Sri Lanka and at the extreme settled down without any patriotic love for the place, wanting to make it like the place where they came from.

It is the reason why the Tamils do not have a patriotic affection  to an undivided Sri Lanka as it should be if they for a moment consider it their  motherland.

Even today they want Sri Lanka divided to satisfy their separatist Tamil ideology. They never worked for the protection and security of Sri Lanka, but instead continued to create danger and  insecurity.  They showed no gratitude to the Sinhala who accepted them and made every effort to live with them as equals. The Sri Lanka Tamils have no sense of gratitude.

The Sinhala  with their inborn sense of  generosity and Buddhist love and compassion  accepted the Tamils and made every effort to live with them as compatriots sharing their motherland  despite their difference . The Tamils never contribute to develop  Sri Lanka, constantly taking care to preserve their Tamilness, separate from the Sinhala Community.  However much the Tamil racists try to prove that they were a race that existed in Sri Lanka along with the Sinhala or before them, they have not found to date any evidence  of such a presence.

They had always tried to find excuses  to  emphasize their separateness without ever wanting to work together with the Sinhala  as compatriots to develop and protect Sri Lanka. Unfortunately it is from these Tamils Sri Lanka need protection.

In 1803 and 1804 invasions of the Kandyan provinces by the British, it was the  Sinhala who fought  against the invaders paying heavily for their  patriotism .  After the British occupation in 1817 and 1830 it was again the Sinhala who rebelled against the colonial ruler.

The British took over the land belonging to the Kandyan Sinhala people for the plantation of coffee depriving the dispossessed Sinhala from even working in these  plantations.

The British instead hired Indian labour and brought large numbers of Indian Tamils to work in the coffee plantations,  and later after the coffee blight, in  tea plantation. After the rebellion  of the 1830 the Kandyan peasants were stripped of land and made utterly poor and destitute.  The rebellions against the colonial ruler; after  the Sinhala  leaders were  crushed  by the colonial forces, were unsuccessful as  it had been said by Colvin R de Silva that, the rebellions had leaders but no leadership ”.

However, against the colonial presence,  or  against the terrorists, it had always been the Sinhala who rebelled, or sacrifice their lives to redeem the motherland .

Even in the struggle for Independence it was a few Tamil leaders  such as  Sir  Ponnambalam Ramanathan   and Sir Ponnambalam  Arunachalam who were with the other predominantly Sinhala leaders.  Even Sir Ponnambalam Arunachalam later  broke away from the rest of the Sinhala leaders to form the Ceylon Tamil League.

The Tamils wanted to be the  majority along with the Sinhala and resisted being a minority community. It was due to that misguided concept that the Tamils in Sri Lanka did not contribute to make Sri Lanka a united nation of Sri Lankans.

But the Sinhala now accused for chauvinism, Sinhala Supremacism, and anti Tamil racism had always accommodated the Tamils no matter  whether or not they joined hands with them to fight against the colonial rule or refused to be identified as Sri Lankans along side the Sinhala.

It was hence no surprise the terrorists in Sri Lanka came from amoung the Tamils.  The Tamil terrorists were loud and clear about their intention of  separation from the Sinhala to set up a separate land of the Tamils.

In Sri Lanka, the Sri Lanka Tamils  are not treated differently from the Sinhala.  There are no privileges that the Sinhala enjoy  different from those enjoyed by the Tamils. The two communities are treated equally in every respect.  But yet they are not satisfied wanting to be a race apart claiming  a Tamil Land with their own administration.

This ideology of separation is inborn undoubtedly due to a genetic  psychological block  caused by the presence of  a sever inferiority complex.  This is undoubtedly because of their Dravidian roots.  The Dravidians were chased by  superior invading Aryans until they found their niche-the hide out, in the southern most Indian continent- South India .

 Hence they cannot feel equal to the Sinhala despite their social status they have acquired through higher education, or wealth  they have amassed in business and professional  occupations. Not feeling equal to the Sinhala they want to be different by accentuating their Tamilness claiming even a territorial separation from the Sinhala.

A case in point is C.V.Vigneswaran, the present Chief Minister of the Northern Province.  He was born in Colombo, educated in Kurunegala, Anuradhapura and Colombo. He had always been in the South with the Sinhala  and worked in the south with the Sinhala.  His two sons are married to Sinhala women.

But today he is a rabid Tamil racist, demanding a separate territory for Tamils and accusing Government  Armed Forces ,  having forgotten that if not for them there would never have been a North Provincial Council,  and he would never have become the Chief Minister.

Vigneswaran has forgotten that for  what he is today, he owes so much to the former President Mahinda Rajapakse,  which debt he  will never able to pay back  in this life . But Vigneswaran being of  Dravidian origin  lacks that sense of human gratitude to say thank you to those who made him what he is today.

These pseudo educated men who occupied respected profession are yet ignorant that in life what is more important is to possess  that human nature –the quality of  being a human, which is above everything else.

This man Vigneshwaran is the worst of the Sri Lankan Tamils. He was right along a hypocrite living with the Sinhala ,  growing up with them yet hiding his  boiling racist anger against them, profiting from the  goodness of his Sinhala colleagues at work, profiting from the friendly generosity of his  Sinhala neighbours, eating and socialising with  Sinhala relatives of his sons’ wives,  wearing a  mask of  a good  gentlemen to hide his real face  of  the rabid Tamil racist.

How can one trust the Tamil who is your next door neighbour, occupying the desk next to you in office, or running a business along side you, when they are harbouring  inside them the racist ideology of separateness,  taking care of  their Tamilness.

Are there still  in Jaffna those Tamils who were held as human shields by the terrorists who risked their lives when the terrorists had planted their heavy artillery amoung them to shoot at the Armed Forces caring least for the danger to their human shield – those innocent Tamil men women and children ?

Have those Tamils if they are still living in the north, and not suffering from amnesia,  remember the humanitarian rescue operation (never attempted before by any armed force any where in the world- not  even by the armed forces of USA, the pseudo non violator of human rights) carried out by the soldiers of the armed forces to take them to safety ?  Have not at least they  the duty to show their gratitude for those armed forces by voting for the former President Mahinda Rajapakse ?

Perhaps the 74,454 votes President Mahinda Rajapakse received from the Jaffna Electoral district at the Presidential Election on 8th Januaary, 2015 were the votes cast by some of them.

After the elimination of the terrorists on the 18th May ,2009 Sri Lanka had every reason to be happy as the country was peaceful and security had been established . The Government  of  the President Mahinda Rajapakse had taken every precaution to avoid a resurgence of terrorism and country was progressing socially and economically. But only problem we had came from the Sri Lanka Tamils.

The peace, and security and fast growing financial stability and development towards a bright and a prosperous future was not enough for the Sri Lanka Tamils , they want more they want their separateness established.  And they continue to create trouble accusing  the Sri Lanka government and invoking the enemies of Sri Lanka to destabilising the country making the President, the   Government, and the Armed Forces pay for eliminating their dear terrorists.

These are the Sri Lanka Tamils with whom  the USA insists that we should reconcile threatening to take  the Armed Forces of Sri Lanka and  the President Mahinda Rajapakse before a  tribunal accused for war crimes.

The reconciliation with Sri Lanka Tamils  will never happen as the Sri Lanka Tamils  do not want any reconciliation with the Sinhala, but they want a separate territory carved out for themselves.

USA open your eyes. Enough of your interference, which continues since terrorism hampering the progress and development of the country. USA has succeeded in a regime change which has been for the worst.  Sri Lanka Since the election of the new President has not stopped going back wards losing its sovereignty and getting poorer and soon to be dependent on USA and the West.

That is what USA wanted.  But the Sri Lankans at least the Sinhala Buddhists are not naïve and we will not let USA and the West have their way. They will change the trend on the 18 August, 2015 even if USA, UK and India  try their best to make Sri Lanka their dependent colony” employing rhe CIA, the MI6 or the RAW.

The Sri Lanka Muslim Community is the other side of the same coin.

Economic Sterility of the January 8 Coalition

Taking part in the Budget debate in the late 1960s, the General Secretary of the Communist Party of Sri Lanka, Pieter Keuneman, said that budget and the policies of the UNP government had demonstrated clearly its ‘economic sterility, political impotency and administrative incapacity’. In this column, I argue, focusing more on the economic management, that this description is more valid as regards the policies and the performance of the government of the Jan. 8 coalition than those of the UNP government of Prime Minister, Dudley Senanayake. It is interesting to note that Comrade Keuneman did not talk about corrupt practices of the Senanayake government as widespread corruption was not a phenomenon in pre-1977 UNP governments. Had a day time robbery like what had happened recently at the Central Bank of Sri Lanka occurred under his rule Senanayake would have resigned immediately from the post of PM! Of course, it is hard to expect that kind of moral behaviour from the politicians in this neo-liberal phase.

Let me come to my main argument. The statements by the spokesperson of the Jan. 8 coalition who were later responsible for economic management have demonstrated without any doubt that they are clueless about the issues and do not possess a clear strategy for economic development of the country. Prior to the presidential election, I wrote in this column about this sterility of development thanking in Maithripala Sirisena’s election programme: ‘Champika Ranawaka has a formula and Candidate Sirisena has just copied it verbatim in his manifesto. This formula has a close affinity with Narendra Modi’s programme. Whether the economists of Modi government believe it or not, Modi gave a lot of publicity to the idea that bringing black money deposited in foreign banks would give substantial impetus to the economy. Candidate Sirisena proposes: “By stopping mega corruption and waste alone I will act to provide the country with development ten times that of the last six years and provide relief to the people.” Anybody who knows ABC of economics or has common sense may not accept this theory even though one assumes that corruption and waste are substantial. Modiconomics is not working in India; so will be the Sirisenomics.’ UNP spokesperson, Eran Wickramaratne also reiterated the same logic of finding necessary capital for development by eliminating waste and corruption.

 

Prior to the election, R M B Senanayaka and Hema Senanayaka had also pinpointed this shallow idea of developing country by transferring money reclaimed from the people who were engaged in corrupt practices to development projects. It is not necessary to tell time and again, the money that is recovered (which is a stock) does not provide a continuous flow of capital needed for development. In the pre-election period, the Jan. 8 coalition supporters tried to inflate the amount money that could be reclaimed with the support of the international banking system. However, during the last six months, the UNP government has failed to reclaim a single penny from this allegedly stolen money. Hence, it is not a surprise to see that the whole idea of economic development collapsed as a result of over emphasised faith on this shallow idea.

 

Since Jan. 8, the country has witnessed the sterility of this ‘strategy’ as the so-called rainbow coalition had to depend more and more taking money even to run a day to day business of the government.

 

As I have discussed in this column many a time, the UPFA government has simultaneously adopted two strategies of economic development. One I called ‘Jayasundara strategy’ and the other “Basil Rajapaksa strategy’. These two were combined into a single strategy by the Secretary to the Treasury. In my writings both in Sinhala and English, I have made an attempt to reflect critically on these two strategies and shown their inherent drawbacks. Overall, as I mentioned, the UPFA strategy was a result of mixing ‘developmentalist state model’ with neoliberalism. Hence, it failed to produce expected results. On the other hand, the past six months, we have witnessed under the UNP regime a ‘strategyless situation’. Its entire policy package was based on ‘tactics’––tactics of winning elections. Eran Wickramaratne, in one of the TV interviews, accepted that the UNP government had not even thought of economic development as it concentrated on giving some benefits to people.

 

The UNP that placed so much faith in using money which had allegedly been stashed away on development that later it had to adopt strategyless economic management. A movement from shallow strategy to strategy-less policies. The outcome of this miserable situation was a decline of growth rate, rise in unemployment, falling living standards and half-completed development projects.

 

The microcosm that funnily revealed this pathetic situation is the road that I used everyday. It is in Kadirana and comes under Katana Pradeshiya Sabha. It was a gravel road that cannot be used during the rainy season. And the people who use this road made many appeals for repairs. Part of the road was redone placing tar just before the Jan. 8 election. It was not a job hurriedly done. However, all worked stopped after the election. We thought that work might recommence once the election fever subsided. Nothing happened. So the outcome is a half tarred road with lots of bumps (UPFA economic programme) and the second half with muddy holes (UNP economic programme)! When I was asked by one of the journalists how I see the change that occurred in Jan. 8 I cited the condition of the road that I use every day as an example. Does the UNP led coalition now have an economic strategy? Not yet clear! Champika Ranawaka on behalf of the UNFGG has recently claimed that they would in next five years adopt ‘social market economy’. Social market economy was the right wing version of social democracy. It produced some positive results during ‘late capitalism’ especially in Germany. However, it is now an abandoned strategy and in the context of neoliberal globalization, it does not have practical relevance.

 

Comrade Keuneman’s phrase that the UNP’s vision and policies on economy is sterile and senile is also valid for today. It is the dominant party in the January coalition. It does not have an economic strategy that could take the country out of the economic mess. It will just follow the neoliberal agenda designed by the Washington consensus. The same measures that Germany has imposed on Greece. Chinese military strategist cum philosopher Sun Tzu wrote: “Strategy without tactics is the slowest route to victory. Tactics without strategy is the noise before defeat”.

A bridge to India – or keep the Hindian at arms length?

Ex-diplomat K. Godage has recently written to the Island pointing out the strategic dangers of building a land bridge connecting India and Sri Lanka. KG has emphasized the threat to the sovereignty of Sri Lanka from such a bridge. The wars in Afghanistan feeding Pakistan with Jihadists, Muslim-Hindu and Sikh antagonisms etc., have made India a free market for arms, narcotics, and Jihadists. These too can travel freely over a bridge and add to Lanka’s existing problems. However,  such links are a favorite of free-market advocates whose main policy is promoting trade”. As KG points out, the idea was first tabled in 2002 by Ranil Wickremasinghe, the local Davos Man”, a name coined by the Harvard political writer Samuel Huntington. KG’s thesis merits further discussion regarding its economic fallout and other issues.

The Economic argument.

Open borders benefit the larger Industrial power. It could benefit a poorer neighbour if the latter has mineral and other resources, or cheap labour to offer. This is the case between USA and Mexico. However, even though there is a North American Free Trade agreement covering Mexico, USA and Canada, the Bush administration  built large fortified walls (not bridges!) against the flow of Mexicans into the USA. Large numbers of illegal Hispanics are an exploited under class in southern USA. The Hispanic population in the USA (legal and illegal) may exceed 20%, with a majority in some southern states speaking Spanish and little English.  Republican Presidential candidates like Donald Trump routinely use racial put-downs on Hispanics. Spanish is NOT an official language of the USA, and no Hispanic rights activist” has dared to ask for the US anthem in Spanish.  Contrast this  with the insensitive TNA-clamour for singing the Sri Lankan anthem in Tamil, just after a bitter clash of three decades.

Given a bridge tio India, Sri Lanka will be receiving impoverished, uneducated, unemployable south Indians speaking Dravidian languages. The existing racial tensions will become even more exacerbated. One has to hark back to the pre-1970s, when Kalla Thonis” came to the island, even without a bridge. They promptly acquired forged rice ration books in Jaffna and exploited the goodies of Sri Lanka’s welfare state. The rise of terrorism brought in another type of illegal immigration and arms transport across the Palk strait until May 2009.

In contrast to the idea of connecting Sri Lanka to India, what has actually happened since the defeat of terrorism is the linking of the Colombo Port to global markets, thanks to the regional free-trade agreements, and the new container facility in Colombo built with Chinese help. Colombo has now surpassed all the Indian and other south-Asian ports in the container volume it handles. Similarly, the BIA air-cargo handling has become a preferred global distribution hub. Textiles, footwear, Machine parts, electronics etc., from neighbouring countries like India, Vietnam and Bangladesh are brought to the center, sorted out by destination and then re-loaded on to cargo planes and ships. The Middle East, Europe, U.S. And Japan are the main destinations for the cargo. Japan’s SGI Holdings, Germany’s Deutsche Post DHL, APL Logistics, and other international companies have selected Sri Lanka over India, Thailand etc. This is because of Sri Lanka’s  strategic position, efficient customs and clearance services as well as its significantly cheaper shipping costs (see July 17, Nikki Asian Review).

Thus the thrust is not for a bridge to India, but in augmenting and developing alternative cargo facilities, e.g., as envisaged in the Colombo Port city, and in the Hambantota and Mattala projects.

Ecological impact.

The ecological impact of  a bridge in the fragile Palk strait environment is very serious. Of course, it is less serious than the Rama Sethu” plan to dig a deep channel in the Palk strait to allow container ships to by-pass the Southern route and follow the Indian maritime waters. The Rama Sethu project is disadvantageous to Sri Lanka. Unfortunately, successive Sri Lankan governments have failed to lodge their protests. Even concerned-neighbor” status was not accorded to Sri Lanka during or prior to the construction of the Nuclear Reactor in Koondamkulam (see my article in the Island, March 21st 2011,http://www.island.lk/index.php?page_cat=article-details&page=article-details&code_title=21267), although it impacts directly on the safety of the Sri Lankan North.

The exploration for oil and gas in the region of the Palk straits and the adjoining Indian ocean should be abandoned. No small nation has successfully maintained its oil wealth and its sovereignty; the smaller nation has to pay suitable Kappan” (dues) to powerful oil consortia. Even Canada, dictated by the US, sells” its oil and gas to USA discounted by some 40%. It is better to leave the fossil fuels deep down in the earth and develop our solar energy resources, until Sri Lanka becomes a strong nation.

Health and Epidemiology

Sri Lanka enjoys a high level of public health compared to South India. While the WHO claims to have globally eradicated small pox, questions linger about India. Sri Lanka is free of many diseases that are recurrent and endemic in South India. The vast majority of the poor use public places as open toilets. Large numbers of people are slum dwellers who look for recyclables and food in garbage dumps in South Indian cities for their livelihood. The gulf between the rich and poor in India is extreme, and exacerbated by the draconian caste system in Tamil Nadu.

Road transport between the two countries will bring non-endemic species of microbes, parasites and sicknesses to Sri Lanka from the North. Even between between USA and Canada, boarder controls in regard to food stuffs, meat (esp. after the incidence of mad-cow disease) etc. are very stringent. The very lax law and order situation in South Asia is such that adequate border controls cannot currently be imposed.

In conclusion, at the moment, Sri Lanka will not gain from a land bridge to India, while it has much to loose.

President Who Captained The Titanic Sinking With Crooks

President Maithripala Sirisena’s speech, covering several key aspects of his six-month rule, was timed to be a critical political intervention on the eve of election. The broad overview of his stewardship was angled to undermine his bete noir, Mahinda Rajapaksa. Though it was also meant to give a shine to his 100 days” (it ran into six months!) it did not enhance his image as the head of the promised Yahapalanaya (good governance). In fact, by the time he ended his speech he had put his foot in his mouth, exposing himself as the captain of a disastrous political Titanic” that carried on deck some of the biggest crooks in the land. The most remarkable note in his speech admits that he saved his Titanic” which was sinking because of crooked navigators who could not float even a paper boat down a rain-filled drain. Of course, it was not a Q & A session where the media could question him on the issues he raised to boost his agenda. It was one long monologue in which he provided an insight into his thinking. In the main it was a justification of his actions and inactions. In his speech he was aiming strenuously to project himself as a man who means well and achieved the best though the value and the consequences of his actions / inactions raised more questions than the answers he provided.

All in all, his speech was simple to the point of being naive. In fairness to him it must be said that he did not try to be more than the al-lay, vel-lay, pal-lay village rustic. He gave his own interpretation of events tracing the crisis way back to JR Jayewardene’s Constitution of 1978. It was a plain narrative that could have been heard in any kopi kad-day in the village. It lacked the depth of understanding of the undercurrents and the overwhelming forces at play. He was more obsessed with justifying his actions and inactions rather than spelling out a vision for the nation. The”vision” that came out loud and clear was his determination to keep the Rajapaksas out of power. By the time he finished his speech he had also declared that he will play his cards to keep the January 8th revolution” going, meaning that he will lend a hand to Wickremesinghe to keep him in power. He was quite sure that Rajapaksa will be defeated. Other than that he had nothing to offer the nation. He was not even aware that, under him, his Titanic” was drifting into a Bermuda Triangle, leading to uncertainty and the instability – a dangerous situation which is spinning out of control with his mates on board feeling the chilly winds of change coming their way. But buoyed by his blissful naivety he ended his speech on an optimistic note, quite convinced that his name will be cleared by posterity, at the end of his five-year term, as the man who restored freedom and democracy to the nation.

Though he kept saying elsewhere that he was going to remain neutral the lines in between in his speech made it clear that he was bent on keeping Wickremesinghe in power. The main thrust of his speech, the selected points he highlighted and his vindictive politics made it abundantly clear that he was going to work, during and after the election, to bring back Wickremesinghe. His anti-Mahinda Rajapaksa bitterness is entrenched irremovably in his psyche. This should normally disturb his Buddhist conscience, if he has one. But he has now written himself into history as the first leader of a party to work against his own nominated candidate.

Perhaps, it was his guilt that prompted President Sirisena to give his speech a gloss in the best way he can. He was making a strenuous bid to explain the reasoning behind his acts of commission and omission. All of which sounded somewhat like a confession-cum-justification. He also sounded a bit aggrieved that he was subject to the worst ever onslaught” (translation) than any other president had faced before. This paranoid statement is an exaggeration. If he has a grasp of the facts on the ground, he would know that the I/NGOs, the Western embassies and the media, both local and international, gave him the proverbial nudge-and-wink to carry on as he was linked, through Ranil Wickremesinghe, to the West-Indian lobby. But he tried to turn the attacks on him to his advantage by portraying himself as a democrat who had opened the path for a hundred flowers to bloom. He summed up his role as that of the captain of the Titanic” — his glorified term for Wickremesinghe’s bamboo raft . The difference, he argued, was that he did not allow it to sink.

This metaphor is central to understand his political thinking. So to clarify issues, let’s consider how his metaphor translates into the political realities of the day. First, let us consider what the equivalent of the Titanic” is and, second, who was running it. In real terms, the Titanic” referred to by Sirisena is the state which he called the Yahapalanaya. It was run by his Chief Officer who was handpicked by him even though there were other competent and legally entitled deckhands to run the Titanic”. He floated this metaphor assuming that it would demonstrate his greatness as the Captain of the Sri Lankan Titanic”. But he couldn’t push the metaphor to its final conclusion as Edward Smith, the Captain of Titanic, became a hero by going down with the ship. President Sirisena claims to be the hero by saving his Titanic” which is yet to be proved on August 17.

It is appropriate, therefore, to scrutinise his claim of saving the Titanic”. There is neither logic nor appropriateness in drawing this conclusion because the Titanic represents, in any language, a symbol that stood for total disaster caused by foolishness and hubris. There were no heroes available to rescue the Titanic. All were miserable failures. As everyone knows two main things happened on the Titanic : 1. due to miscalculations and refusal to heed the warnings it crashed headlong into an iceberg; 2. it sank and no Superman, or a Sirisena could have saved it from sinking. So, as the captain of his Titanic”, Sirisena is unwittingly confessing to total failure. He is admitting that he was a part of the blind folly that led to the crash of his Titanic”. In the same breath, our hero makes a sly attempt to distance himself from the crash by passing the buck to his Chief Officer on board, Wickremesinghe.

The Titanic” crash happened because Sirisena handed the navigation to his trusted mate, Ranil Wickremesinghe — a failed pilot who could never read a map of the realities surrounding him. He has no compass to find his way around either, particularly in choppy seas. Besides, Sirisena allowed Wickremesinghe to pilot the ship even though he knew his mate was steering the ship on a disastrous course leading to a multi-billion dollar collision that could have been avoided with some intelligent navigation. He said he asked Wickremesinghe to get rid of Arjuna Mahendran – the man who ripped off everyone on board the Titanic”. But it did not happen. Why? Who is responsible for not carrying out the President’s order / request? Or is Sirisena now trotting out this lame excuse to cover his back? Doesn’t he know that the last thing he should do is to expose his backside to Wickremesinghe? Unable to draw the appropriate conclusions from this disaster he makes a pathetic attempt to portray himself as the hero who saved the Titanic. That never happened. It was the biggest blunder in maritime records.

In plain language, it means that when the Prime Minister (Chief Officer) overrules his President (Captain) and keeps the man responsible for the biggest financial scandal (i.e., steering the ship off the course of the map of Yahapalanaya) the Sirisena’s Titanic” was bound to crash. The Prime Minister did not give two hoots to the President’s order / request. In his speech he did not explain as to why he allowed Wickremesinghe to get away with the corrupt deal at the Central Bank, even after he had asked him to get rid of Mahendran. He glossed over it hoping that the listeners will not take much notice of his ploy. This questions the integrity and the commitment of Sirisena to be the genuine guardian of Yahapalanaya / Titanic”. His duty was to follow up and see that his Titanic” kept a steady course, according to the map of the Yahapalanaya. At least he should have sent a complaint to Wickremesinghe’s FCID and demanded immediate action. But he failed to do his duty. Isn’t President Sirisena complicit in letting his Yahapalanaya sink in the mire of stinking corruption? It is the Parliament that galvanized into action. And when the Parliament was about to tighten the noose round the Prime Minister’s neck Sirisena rushed in to loosen the knot by dissolving Parliament, according to his own admission.

Clearly, the President and the Prime Minister were acting contrary to the basic principles of Yahapalanaya. The Central Bank scandal contained all the strands of corruption that were condemned by the Yahapalana- yakos. It contained shady deals with the Bank of Ceylon lending billions on just a phone call from the right sources, nepotism, the unprecedented presence of the governor of Central Bank at the sale of the bonds, hints of political patronage for the wheeler-dealers, cover-up at the Prime Ministerial level with UNP lawyers white-washing the deal, etc., – and yet neither the President nor the Prime Minister took the necessary steps to bring to book the man responsible for the biggest scandal in the Central Bank since it was established in 1950. Knowing that the full blast of the scandal was hitting the proverbial fan of Yahapalanaya and his own image as a clean man the President made a pathetic attempt to hide behind the Titanic metaphor. He admits that it crashed but he claims that he did not allow it to sink. In other words, he is admitting that he saved all the corrupt wheeler-dealers on board his Titanic by not allowing them to sink. He boasts about it as if it is his greatest achievement. All of which boils down to the admission of how he leapt to save his mate Wickremesinghe from sinking by dissolving Parliament. He saved the ship not to save the country, his party, or good governance. As Ranil Wickremesinghe was on board the Titanic Sirisena’s intervention could have been only to save the crooks on board his Titanic”. The classic Sinhala saying on the Titanic sums up Sirisena’s pathetic role : Na-wer gilu-nath bang chune” (The ship may sink but the band plays on.)

Sirisena’s Freudian use of the Titanic metaphor has placed him in a corner from which he cannot escape. According to him, he knew that Arjuna Mahendra should have been held responsible and sacked for the Central Bank scandal. Mark you, Mahendran was also on the deck of the Sirisena’s Titanic”. When it crashed Sirisena rushes to save the ship from sinking. Why? Was his duty to throw life belts to the crooks on board? This is where Sirisena put his foot in the mouth : saving the Titanic”meant saving the crooks. He thought he was making a smart, intellectual and heroic defence when, in fact, he was tying himself in knots. On his own admission he had rushed to save the crooks who should have been thrown into the Indian Ocean, somewhere near Singapore to keep the waters of Trincomalee and Colombo clean. As a Yahapalana-yek his duty was not to save crooks but to let them sink (metaphorically speaking) without any compunction.

But, of course, in saving Wickremesinghe he saw another great advantage : saving Wickremesinghe meant fixing Mahinda Rajapaksa. He was hoping to kill two birds with one stone. He feared that the SLFP majority in Parliament was plotting to install Mahinda Rajapaksa as Prime Ministerial by rolling its majority. It was at this critical point that Sirisena rushed in to save the crooks on board his Titanic”. The public admission of Sirisena that he saved a shipload of corrupt crooks from sinking is good enough reason for him to be impeached in the next Parliament. In his own words, he is guilty of rushing to save a shipload of corrupt wheeler-dealers. He let the multi-billion scandal go unpunished. After all he is responsible for it because it happened on board the Titanic” he captained.

According to the metaphor of President Sirisena he moved in to prevent the Titanic from sinking by dissolving the Parliament in the nick of time. This is a metaphor used to cover-up all the crooked deals, nepotism, mismanagement and total abuse of power, let alone the good governance. He used the metaphor as if he had done a great service to the nation. In the same breath he also passed the buck to Wickremesinghe for crashing the ship and stops at that without taking responsibility for his inaction.. He does not take responsibility for the crooked deals that rammed the ship into the iceberg. All said and done, the President’s speech sounded more like the band on board the Titanic playing Amazing Grace, as it was listing perilously in the icy waters. In his speech he was also singing the other hymn, How great Thou art — Thou” meaning Sirisena.

Sirisena is now hoping that the people will vote to bring back the ship that crashed to port on August 17? But the ship that he claimed to have saved, along with Wickremesinghe, is still listing dangerously. Both are jointly engaged in playing the futile role of rearranging the chairs on the deck.

However, no one is quite sure as to how many chairs will be there for them to sit on August 18th.

Regime Change by the IMF(international Monetary Fund)

This time it is Greece, a country that is unable to service its Foreign  Debt.

Just now the Hellenic Parliament is approving the austerity package approved by the Troica- the IMF with the EU and the ECB together. It is an austerity package that would cause more poverty among the Greeks. While the Parliament is approving the latest austerity demanded by the Troica, the people are on the rampage, setting fire to automobiles, and the authorities have even had to resort to  water cannon being used.

Once a country becomes indebted it is the IMF that takes control of its economy.  In the case of Greece it is the Troica- the IMF, the EU and the ECB. This is purely because the country needs funds to survive and it has to raise that money from the Banks and the IMF/EU/ECB and no Bank or investors will ever give a single dollar to any country unless the country is recommended by the IMF.

The IMF is in full control, though very covertly. This has happened again and again in Third World countries and Greece is the first test case from Europe. As the Minister of Finance in Zambia said in 2004, We are running the country but the budget is controlled by donors”  In The End of Poverty, Professor Jeffery Sachs,  referring to African countries, said that The IMF and the World Bank virtually ran the economic policies of the debt ridden continent”.

In the case of Greece, the control by the IMF is not covert. The Troica is in full control and does not hesitate to dictate terms.

In Greece, the attempt is to secure  a GBP 61 million bail out. On its part Greece has to follow more austerirty,  including the privatization of valuable State held assets to raise  GBP 50 billion, where the money will be used to repay debt and  pump liquidity into the Banks.  The Banks had stayed closed and limitations were placed on account holders withdrawing funds- limited to  Euro 60 a day.  The ECB had refused emergency funding to the Greek Banks. In the words of Premier Alexis Tsipras it was an unprecented act” and he questioned the right the ECB had to decide on such a strict measure.  Beggars cannot be choosers. Once an economy is on the rocks, with high debt, it is the creditors- that call the shots.

The Troica has been prescribing austerity over the years ever since Greece requested its bail outs beginning in  2010. Following this package of austerity, mainly dealing with increases in taxation, cuts on pensions and welfare payments has brought about untold poverty and unemployment. This process has only brought about a small saving that is easily spent  on luxury imports and on living beyond ones means. This process only helps the country to limp to an armegaddon in a few months.

The bare fact remains that the ruling Government in Greece is leftist and it has to be thrown out and it is my contention  that the draconian austerity measures that have been approved by the Troica is designed to cause a regime change.  Premier Tsipras had the nerve to request a referendum from the people whether the austerity package can be accepted and the people resounded with a blatant no”.  The Troica then reconsidered its earlier austerity package, came up with a new more draconian austerity package, that included the privatization of State Assets which  has been approved  by the Hellenic Parliament. This  amounts to a capitulation to the Troica.

What is important to realize is that the funds to be released, with all the austerity imposed,  are all meant to provide a modicum of liquidity to the Banks to keep the economy going and mainly  to provide payments due to the creditors. In short it is a method of doling out funds to get it back with profits.

Regime Change  through financial control organized by the IMF is the order of the day. Sadly this fact is not yet realized by the leaders of the countries. Many are the Regime Changes already done in the Third World and this is the first time that a  Regime Change is being done to a country in Europe. It is all done in a shrewd manner. The IMF  never dictates but its policies and preferences are known to the mandarins in the Treasuries of the countries  who have to act accordingly to keep the IMF happy to get their approval as Investors can be forthcoming only if the IMF approves. Countries are at times forced to increase their electricity and utility charges by ridiculous amounts like 70%.  At the same time the taxes to the high earners are not increased. The result is a rude shock to the economics of every family where the monthly charges increase by 70% and all services like eateries, restaurants have to increase their prices to combat for this increase. All this while the incomes of the people are stagnant. The result is  increased poverty and the people have their say at the next elections to vote out  the Government in power. This has happened again and again.

It is hoped that Premier Tsipras will get this message. The draconian austerity package is designed to vote out his Government, bring it to nonentity. His is a socialist government that has to be changed.

What has to be done is not to give in but to insist on a growth package. This happens to be the weakest link in both the Troica as well as the IMF. They yet think that growth can be brought about by increases in taxation and curtailing welfare payments and making a few changes in interest rates. They fail to realize that by such measures  no permanent solution can ever be expected. Instead the solution lies in a package of projects to create production and thereby create employment and also bring about incomes to the people. This involves restrictions on the use of foreign exchange(forex). The use of Forex has to be controlled, imports have to be restricted. There is no point in allowing forex to be used to import marble to adorn the bathrooms of Four Star Hotels,  as observed in my recent visit to Mongolia or to import Porsche and Mercedes automobiles, while the masses suffer from unemployment and poverty and a foreign debt piles up.. The IMF and the Troica should allow the country the power to control its imports and  restrict the use of forex in the national interest. The dues on the foreign debt should be withheld till the economy reaches even keel and can afford such payments. It has to be understood that the onus of responsibility for the debt  also lies with the creditors for having provided easy funds without ensuring that the funds were put to good use. The answer lies in the immediate planning and implementation of a series of production oriented projects creating the production needs of the people, bringing about  employment and incomes to the people, self sufficiency in the first instance followed by export orientation.. As stated by me in the context of Third World countries, The IMF should allow every  sovereign country the right to handle their own economies and should not impose conditions that lead to recessions.  … The countries should be given  investment and Aid to develop their resources in the national interest.”(From Karunaratne;  How the IMF Ruined Sri Lanka and  Alternate Programs of Success.(Godages, Colombo)

Premier Tsipras is on his way out  as has happened to many leaders, unless he takes full control of the economy and steers it to bring about development. It is hoped that Premier Tsipras will successfully ride the storm  and the eyes of the world look to him for leadership in a sea of debt ridden countries that see no salvation whatsoever.

A Compassionate Sri Lanka: DVA to establish chapter to give voice to animals

The Buddha stands out as the foremost religious leader in history to first speak up for the rights of animals and place a moral obligation on each and every human being to refrain from taking the life of another living being; and call on everyone to radiate compassion and loving kindness to all living beings with a boundless heart on par with the love and affection shown by a mother in protecting with her life her only child.   Whereas Mahavira ( Nigganta Natha Putta) leader of Jainism, a contemporary of the Buddha, echoed similar sentiments in asking his followers to revere life of others, the Buddha went one step further.

 

If Jainism requires that the monk should suppress all emotions of hatred and revenge, the Buddha lays on him the further command, that he shall meet all living things, yea, the whole Universe, with a feeling of kindness” (p. 104). The Buddha is the first to express the fundamental law that ethical spirit quite simply in itself means energy which brings about what is ethical in the world” Albert Schweitzer in ‘Indian Thought and Its Development’ (1935)

 

Dharma Voices for Animals (DVA), a non-profit organization, originating in San Diego, California, USA is the first international Buddhist organization taking up the cause of animal rights worldwide. Its President and co – founder is Mr. Bob Isaacson, lawyer. Its mission is to give meaning to the Buddha’s teachings by being the voice for animals. It has a far flung membership in 40 countries. It has recognized the growing stride of veganism and vegetarianism particularly in western countries where non-vegetarianism is being increasingly linked with global warming, cardiac attacks and various forms of pollution. Meat eating at the cost of the lives of billions of innocent animals invariably results in gaining weight followed by countless ailments. The message is clear.

Sri Lanka Chapter

A preliminary meeting to establish a Sri Lanka chapter of Dharma Voice for Animals was convened by Senaka Weeraratna, Attorney at law and pioneering animal rights activist, and attorney Ms. Lakmali Udugampola in the presence of a distinguished audience at the Royal College Union premises in Colombo on 18th July 2015.

 

Buddhism is integral to the national identity. Sri Lanka is the home of Theravada Buddhism. Over 70% of Sri Lanka’s population is Buddhist despite invasions and incursions following colonial occupation. The animal-friendly society followed by the Sinhale Kings through the dasa raja dharma soon became replaced by meat consumption succumbing to the will of the colonizers. From a non-meat eating animal-loving society large numbers of the Sri Lankan populace began to consume meat. That animal lovers have failed to push to enact the Animal Welfare Bill in Sri Lanka despite its release by the Law Commission in 2006 speaks volumes of the total indifference of our law makers to engage in any meaningful law reform of principal animal welfare statutes. That the maximum punishment for a heinous crime committed against an animal is still a fine of Rs. 100 (as set out in the governing Prevention of Cruelty to Animals Ordinance, No. 13 of 1907 enacted by the British Raj) has generated shock and disbelief even among those who love Sri Lanka within and outside the country.   

 

The Chapter of DVA that will be formally launched in Sri Lanka in October 2015 aspires to tap into the non-violence of Buddhism inculcating the global past history when royal decrees (in Sri Lanka) banned killing of animals, established animal hospitals as early as 341 AD making Sri Lanka a model country following the central tenet of the First Precept – no harm to all animals.

 

Nepal earthquake and animal sacrifice in Ghadimai

Senaka Weeraratna in his presentation covered through examples the recent earthquakes in Nepal and China and posed the question whether there was an underlying connection between the mass sacrifice of over 500, 000 innocent animals in Ghadimai in Nepal in December 2014 to appease Gods and the huge earthquakes that devastated Nepal in April 2015. Likewise the regular earthquakes that engulf China; do they have any connection to the culling of animals in festivals e.g. killing of over 10, 000 dogs and countless number of cats at the Yulin Dog meat festival?   That nature feels the pain of animals and punishes nations and people that do not protect animals was a powerful message drawn from these examples.

Lisbon Earthquake ( 1755 )

Weeraratna also referred to the Lisbon earthquake. On November 1, 1755, the greater part of the city of Lisbon, Portugal, was destroyed. Besides the earthquake, a tidal wave (Tsunami) followed and wrecked the shipping in the river Tagus on which Lisbon is built. In addition to that, fire broke out and completed the work of destruction. Sixty thousand were said to have lost their lives, and the property damage, although it cannot be estimated accurately, was huge.

 

The event had a major effect on the cultural consciousness of much of Europe. Voltaire was one of many philosophers, theologians and intellectuals to be deeply affected by the disaster. Catholics attempted to explain the disaster as God’s wrath, invited by the sinfulness of the people of Portugal and the presence of Protestants and Jesuits; Protestants blamed the Portuguese for being Catholic, and were thus punished by God.

 

One significant literary outcome was the poem on the Lisbon disaster by Voltaire. It is widely regarded as an introduction to Voltaire’s later acclaimed work Candide and his view on the problem of evil. It is considered one of the most savage literary attacks on Optimism in the power of God. Voltaire was convinced that there could not possibly exist a benign, all-loving, or intervening deity who aggrandized the virtuous and punished the sinful. He asserted instead that the disaster revealed the weak, helpless, and ignorant nature of humankind. For Voltaire, people might well hope for a happier state, but that was the logical limit of their optimism.

 

That no such moral voices were raised in Asia over the mass culling of animals in Nepal, China and other countries or attempt made to connect the bloodshed to Karmic effects even at a collective level i.e. earthquakes, Tsunamis,  except a deafening silence on the part of Asia’s media and citizenry reinforces the thought provoking question raised by Kishore Mahbubani ‘ Can Asians Think? Understanding the Divide Between East and West’. 

Senaka Weeraratna then quoted the Sutta Nipata showing the Buddha’s disgust of animal sacrifice, and the Dhammapada on the karmic effects awaiting animal abuse.

Suttanipata: 2:7:23-26: But largesse (of the king) fired their (Brahmins’) passions more to get; their craving grew. Once more they sought Okkāka; with these verses newly framed: As earth and water, gold and silver, so are cows a primal requisite of man. Great store, great wealth is thine; make (cow) sacrifice!

 

Then the king, the lord of chariots, persuaded by these Brāhmins, killed hundreds of thousands of cows in sacrifice. Cows sweet as lamb, filling pails with milk, never hurting anyone with foot or horn -the king had them seized by the horns and slaughtered by the sword.”

 

The Buddha expressed his horror as follows:

Suttanipata: 2:7:27-30: Then the gods, the Pitrus (ancestral spirits), Indra, the Asuras, the Rakshasas cried out as the weapon fell on the cows, Lo! This is injustice!” Of old there were only three diseases -desire, want of food, and decay. Owing to the killing of the cattle, there sprang ninety-eight diseases. The Dhammapada says as follows (in the section on Punishment 10)

” Whoever inflicts punishment

on those who do not deserve it

and offends against those who are without offense

soon comes to one of these ten states:

cruel suffering, infirmity, injury of the body, fearful pain,

or mental loss, or persecution from the ruler,

or a fearful accusation, loss of relations,

or destruction of possessions,

or lightning fire burning one’s houses,

and when one’s body is destroyed the fool goes to hell”

 

Work in store for DVA

The nascent Sri Lankan chapter is now drawing up its objectives that seek to become a voice for animals and establishing a compassionate society obliging every citizen to show kindness to all living beings. The group also aspires to campaign to include animal welfare into election manifestos and policy making and create Ahimsa as a guiding principle in all State affairs. Dharma Voices for Animals also seeks to reform education at all levels and provide humanitarian education to raise awareness and develop consciousness on animal welfare and protection as well as extend the subject to the legal fraternity. In essence the goal and objective of Dharma Voices for Animals is to build an animal friendly cultural heritage and reconnect to Sri Lanka’s former heritage based on religious and cultural values. 

 

The group also discussed the need to follow the Bhutan model by phasing out zoos and ending the export of live animals for slaughter as well as promoting plant based alternatives to meat consumption and ending the use of animals as entertainment and sports. The group also brought out the need to phase out animal experimentation and have clear labelling of all products enabling customers to make informed choices.

 

There are 7 billion people in the world. More than 150 billion animals are slaughtered every year. The future wars will be about food and water. To create sustainability we must be at one with nature and all living beings. We must help protect the environment and create more greenery. A noble effort was inaugurated on 18 July 2015 and needs momentum by drawing all communities who wish to be champions of change in fostering an animal-friendly culture in Sri Lanka.

 

The audience comprised leading animal rights activists such as Ms. Sagarica Rajakarunanayaka (Sathwa Mithra), Mrs. Irangani de Silva (Animal Welfare Trust), Ms. Lalani Perera (Attorney and Animal Rights activist), Ms. Ashani Gopallawa (Embark) among others.

Why Heart Attacks are common in Sri Lanka?

Myocardial Infarction (heart attack) is the biggest killer in Sri Lankan and more and more young Sri Lankans (those below 40 years) are getting heart attacks because they do not live with nature, eat bad food and eat at the wrong time in the night. It is not surprising that Sri Lankans are getting heart attacks about ten to twenty years before people in the West. This is due to a number of reasons.

A majority of Sri Lankans pass off the good food such as cheap vegetables, greens, nuts and red rice to the servants and eat so-called good food such as polished rice, eggs, butter, cheese, mutton, pork and beef. They eat fast food and a significant number of them, especially those living in the urban areas eat junk food. They end up dining at expensive restaurants, whose fare is not the best for a healthy heart.

Deep Frying With Vegetable Oils 

It is common knowledge that most of the hotels and restaurants use vegetable oils for frying. As a result, the amount of trans-fats in vegetable oils is increased. Trans-fats increase your bad (LDL) cholesterol, decrease your good (HDL) cholesterol and increase your serum triglycerides.

High LDL cholesterol, low HDL cholesterol and elevated serum triglycerides are coronary risk factors and deep frying with vegetable oils result low HDL and high serum triglycerides.

Low HDL (good) Cholesterol Among Asians 

Sri Lankans and other Asians are prone to have low HDL cholesterol, unlike people in the West and excessive use of vegetable oils and deep frying making use of vegetable oils makes this low HDL cholesterol worse and some of my patients who use vegetable oils have dangerously low (below 40mg%) HDL cholesterol.

Epidemic Of Obesity In The Young 

We Sri Lankans consume too much of aerated water, sweet drinks and too much of high calorie food such as ice cream, puddings, watalappan, yoghurt etc. We eat too much of rice at night and there is an epidemic of overweight and obesity among teenagers and young Sri Lankans. Obesity is a coronary risk factor and obese persons have high LDL cholesterol, low HDL cholesterol and high triglycerides.

Diabetes Mellitus 

Eating too much of sugar and other sweets is one of the causes of diabetes and uncontrolled diabetic patients have high serum triglycerides and low HDL. Diabetes mellitus is a common risk factor for heart attacks and elevated LDL (bad) cholesterol is not uncommon among uncontrolled diabetics.

Eating Dinner Late At Night 

Eating a late dinner is bad for your heart. In the urban areas of Sri Lanka , a significant number of people ate getting used to having a late dinner.

Lack Of Exercise 

Lack of exercise is another well known risk factor for heart attacks. HDL (good) cholesterol is low in a high proportion of people who do not exercise regularly. HDL is normal in people who exercise regularly.

When I was studying in the sixth standard at the Government Junior School Elpitiya, in 1949, I used to walk two miles daily in the morning to Catch” the school bus. I can remember once we students went on strike against the private bus owners who increased student’s bus fare and we walked 24 miles a day (12 miles up and 12 miles down) for two consecutive days. The private bus owners brought down the bus fare and we won the strike. I do not think any of the present day students will ever walk even one mile a day to school. Even to travel a distance of two bus halts, most Sri Lankans in the urban areas use a bus or a three-wheeler.

To sum up, lack of exercise, low HDL cholesterol, high LDL cholesterol, high serum triglycerides, eating too much of sugar and other high calorie diets, including fast food and junk food and eating a large dinner late at night are some of the common causes of heart attacks in Sri Lankans.

Thanks to the present government, smoking is rare among Sri Lankans now. When Dr. Wallooppillai and I carried out a research project to find out the common causes of heart attacks among young Sri Lankans in 1974, it was found that the commonest cause of heart attacks among those patients below 40 years was heavy smoking.

Most of the heart attacks among Sri Lankans can be prevented if we live with nature, eat good food, take regular exercises and take dinner early. Other coronary risk factors such as high blood pressure, diabetes, obesity and abnormal blood lipids (fats), can be controlled with the help of correct medication and the correct diet.

මෛත්‍රීට වුනෙත් සිංහ හම පොරොව ගත්තු නරියට වුණ දේ – උදය ගම්මන්පිල

ජනාධිපති මෛත‍්‍රීපාල සිරිසේන මෙතෙක් කල් ශ‍්‍රිලනිප නායකයා ලෙස සිංහ හමක් පොරවාගෙන සිටියද පසුගියදා එජාප සටන් පාඨ කීමත් සමඟ සිංහ හම ගැලවී ගොස් ඇත්ත නරි රූපය මතු වූ බව කොළඹ දිස්ත‍්‍රික් සන්ධාන අපේක්‍ෂක උදය ගම්මන්පිල මහතා පවසයි.

ඒ මහතා මෙසේ කියා සිටියේ පසුගිය 17 වන දා අනුරාධපුරයේ පැවති සන්ධානයේ මංගල ජන රැළිය අමතමිනි. ඔහු එහිදී මෙසේද කියා සිටියේය.

මම අද කතාව ආරම්භකරන්නට සිතුවෙ පුංචි ගමක කතාවකින්. දවසක් කුකුල් හොරකමේ ගිය නරියෙක් ගමරාලට අහුවුනා. ගමරාල පොල්ලක් අරන් පස්සෙන් පන්නනකොට නරිය දුවල ගිහින් ලොකු කල්දේරමකට පැනල හැංගුනා. ගමරාල යනකන් ඉදලා කල්දේරමින් එලියට පනිනකොට ඒකෙ තිබුන සායම් ඇගේ ගෑවුනා.  නරිය කැලේට යද්දි කැලේ සත්තු දැක්කෙ අමුතු සතෙක් වගේ. මේ නරිය කැලේ සත්තුන්ට කිව්ව දැන් සිංහයා මහලුයි සිංහයා දැන් දුර්වලයි ඒ නිසා දෙවියො මාව එව්ව කැලේ සත්තු ටික බලා ගන්න කියල.  සත්තුත් මේක විශ්වාස කරල අර පාට පාට නරියත් එක්ක ගිහින් සිංහ රජතුමාට කිව්ව අපි කැමතියි දෙවියන් එව්ව කෙනාව අපේ නායකයා කරගන්න.

ඒ පාර සිංහ රජතුමා කියනව මම කැමති නෑ කැලේ සත්තු දෙකට බෙදිල රන්ඩු කරනව දකින්න. ඔය ගොල්ලො කැමති මේ අලුත් නායකයටනම් මම පැත්තකට වෙලා ඉන්නම් කියල නරියට කැලේ නායකත්වය දෙනවා. දැන් නරිය රජකම් කරනව හැබැයි හූ නොකියන්න ප්‍රෙව්සම් වෙලා ඉන්නව. මිත්‍රවරුනි දවසක් තව නරියෙක් ඇවිදින් හූකියනව ඇහුනම නරියගෙ ජම්ම පුරුද්ද එලියට ඇවිදින් හූ කියන්න පටන් ගත්ත. මෙන්න නරිය හූ කියනකොට තමයි කැලේ සත්තුන්ට තේරුනේ අපි මෙච්චරකල් කැලේ නායකය කරගෙන ඉදල තියෙන්නේ නරියෙක් නේද කියල. කැලේ සත්තු නරියව එලවලා සිංහ රජාව ආපහු ගෙනල්ල රජකමේ පිහිටුවා ගත්ත.

මිත්‍රවරුනි සංධානෙ අපිට උනෙත් ඒ කම තමයි. ඒ නිසා නිල් රෙද්දක් පොරවගෙන හිටියට ජනපති සිරිසේනගෙ ඇගේ දුවන්නෙ කොළ පාට ලේ. හැබැයි නිල්පාට රෙද්ද නිසා අපි රැවටුනා. පසුගිය අගහරුවාදා ඡන්ද සටන මැද එජාපයේ අය යූඇන්පී සටන් පාඨ කියනකොට ඉන්න තැන අමතක වෙලා එතුමා කියනවා මගේ පැතුමත් එජාප‍යේ ජයග්‍රහනයයි කියලා. ඔන්න නරියා හූ කිව්වා. දැන් නරිය කවුද කියල අපි දන්නවා. ඒ නිසා මිත්‍රවරුනි අපිට බොහොම ලේසියි. අපි නම් ජනවාරි මාසයේ ඉදල බොහොම සැකෙන් බැලුවෙ. එන පොට හොද නෑ කියලයි අපි දැක්කෙ. හැබැයි සමහරු විශ්වාස කලා එතුමා ඇවිත් මේ සන්ධානෙට නායකත්වය දෙයි ජනපතිකමේ අනුහසින් සන්ධානය ජයගනී කියලා. ඒ නිසාම සංධානෙ පිල් දෙකක් හැදුනා. මෛත්‍රී පිල කියල සමහරුන්ට කිව්ව. මහින්ද පිල කියලා තවත් අයට කිව්වා. ගිය අගහරුවාදා  කිව් ඒ හූවට පින් සිදුවෙන්න එතුමගෙ ඇත්ත තත්වෙ දැනගත්තා.  දැන් ආපේ සන්ධානෙ පිල් දෙකක් නෑ. එකම එක පිලයි ඒ සන්ධානය විතරයි. ඒ නිසා අපේ සන්ධානයේ සමගිය ගොඩ නැගුවට ජනපති සිරිසේන මැතිතුමනි ඔබට බොහොම පිං.

මහින්ද රැල්ල ගොඩනැගුවේ ඇයි ?

අපිට එතුමට දොස් කියන්න බෑ. එතුමට ඔය ජනපති පුටුව අරන් දුන්නේ යූ ඇන් පී එක. ඒ නිසා එතුමා යූ ඇන් පී එකට ණයයි. එතුමට අවුරුදු පහකට ජනපතිකම අරන් දුන්නු  යූ ඇන් පී එකට අවුරුදු පහකට ආන්ඩුවක් අරන් දෙනතුරු එතුමගෙ ණය ගෙවෙන්නේ නෑ. ඒ නිසා එතුමා හිටන් ඉන්න තැන අපිට පැහැදිලියි. හැබැයි මිත්‍ර වරුනි අපි මේ දේ කලින් දැක්ක නිසා සන්ධානෙන් එලියෙ රටපුරා ගිහිල්ල මහින්ද රැල්ල ගොඩ නැගුවා. ඒ නිසා ඡන්දය මැද සන්ධානෙ නායකය මම ඉන්නෙ යූ ඇන් පී එකත් එක්කයි කියනකොට අපි විකල්පෙ හදල ඉවරයි අපේ සදාදරනීය නායකයා අද මේ වේදිකාවට ගොඩ වැදිල ඉවරයි. ඒ නිසා අපි මේ මැතිවරණ ව්‍යාපාරය ගොඩ නැගුවෙ ජනපති සිරිසේන වටා නෙවෙයි. අපි විශ්වාසය තැබුවෙ ආදරණීය ඔබ ගැනයි. නුගේ ගොඩ ඉදන් අද වෙනකන් අපිත් එක්ක හිටිය තමුන්නාන්සේලා ගැනයි.  මේ ජන රැල්ල තිබෙන තුරු මේ ජන පවුර තිබෙන තුරු සන්ධානයේ ජයග්‍රහනය රන්ල්ට සිරිසේනට නෙවෙයි බැරැක් ඔබාමටවත් නතර කරන්නට බෑ කියල අපි කියනවා.

සත්‍යයේ හඬ නමින් මාධ්‍ය හමුවක් කැඳවා තිබූ පසුගිය රජයේ උසස් නිලධාරීන් රනිල් වික්‍රමසිංහගේ යහපාලන රජයට අභියෝග කළේ කඩාවැටෙමින් පවතින ආර්ථිකය පිළිබඳ විවාදයකට එළඹෙන ලෙසයි.

මෙම මාධ්‍ය හමුවට හිටපු අගමැති ලේකම් එස් අමරසේකර මහතා සහ මහබැංකු අධිපති අජිත් නිවාඩ් කබ්රාල් මහතා සහභාගී වී සිටියේය.

මහින්දට අගමැති වීමට නො හැකි ද?

ඇතැමුනට අනුව මහින්ද රාජපක්‍ෂට අගමැති වීමට බාධාවක් වෙයි. 19 වැනි ව්‍යවස්ථා සංශෝධනයෙන් පසු මහින්ද රාජපක්‍ෂට තුන්වැනි වරට ජනාධිපති විය නො හැකි ය. අනෙක් අතට යම්කිසි ආකාරයකින් මෛත්‍රිපාල සිරිසේනගේ සේවා කාලය අවසන් වීමට පෙර ජනාධිපති තනතුරේ පුරප්පාඩුවක් ඇති වුවහොත් මසක් ඇතුළත පාර්ලිමේන්තුව විසින් එහි මන්ත්‍රීවරයකු ජනාධිපති ලෙස තෝරා පත් කර ගනු ලැබිය යුතු ය. එසේ තෝරා පත් කර ගන්නා තෙක් අගමැති ජනාධිපති තනතුරෙහි වැඩ බැලිය යුතු ය. මේ ප්‍රතිපාදන නිසා ඇතැමුන් මහින්දට අගමැති විය නොහැකිය යන තර්කයක් මතුකර ඇත.

දහනවවැනි ව්‍යවස්ථා සංශෝධනය අනුව මහින්ද රාජපක්‍ෂට පුද්ගලයකු ලෙස තුන්වැනි වතාවකට ජනාධිපති විය නො හැකි ය. එබැවින් ජනාධිපති තනතුරෙහි පුරප්පාඩුවක් ඇති වුවහොත් හා ඒ අවස්ථාවෙහි මහින්ද පාර්ලිමේන්තු මන්ත්‍රීවරයකු  ලෙස පත් වු සිටියහොත් පාර්ලිමේන්තුවට ඔහු ජනාධිපති ලෙස තෝරා පත් කර ගැනීමට නො හැකි ය. පාර්ලිමේන්තුවෙහි වෙනත් මන්ත්‍රීවරුන් ද සිටන බැවින් පාර්ලිමේන්තුවට ඉන් එක් අයකු ජනාධිපති ලෙස තෝරා පත් කර ගැනීමට මහින්ද රාජපක්‍ෂ පාර්ලිමේන්තු මන්ත්‍රීවරයකු පමණක් නොව අගමැති වශයෙන් සිටීම ද බාධාවක් නො වේ. එබැවින් මෛත්‍රිපාල සිරිසේනට මහින්ද අගමැති ලෙස පත්කිරීමට බාධාවක් නැත.  අවශ්‍ය වන්නේ මහින්ද රාජපක්‍ෂට පාර්ලිමේන්තුවේ වැඩි දෙනකුගේ කැමැත්ත පමණ ය. 

ජනාධිපති තනතුරෙහි පුරප්පාඩුවක් ඇති වූ විට පාර්ලිමේන්තුව විසින් නව ජනාධිපතිවරයකු තෝරා පත් කර ගනු ලැබීමට අවස්ථාව සපයා දී ඇත්තේ මසක් පමණ කාලයකි. ඒ කාලය තුළ අගමැති ජනාධිපති තනතුරෙහි වැඩ බැලිය යුතු ය. මහින්ද රාජපක්‍ෂ අගමැති වීම නිසා එයට බාධාවක් ඇති වේ ද? තනතුරකට පත් කිරීම හා තනතුරක වැඩ බැලීමට නිල බලයෙන් පත් කිරීම යනු එකක් නොව දෙකකි. දහනවවැනි ව්‍යවස්ථා සංශෝධනයෙන් මහින්ද රාජපක්‍ෂට බාධාවක් ඇති කර තිබෙන්නේ ජනාධිපති තනතුරට පත්කිරීම සම්බන්ධයෙනි. එහෙත් නිල බලයෙන් අගමැති තනතුරට පත් වූ අයකුට ජනාධිපති ධුරයෙහි වැඩ බැලීමට කිසිදු තහනමක් ව්‍යවස්ථාවෙන් පැන වී නැත. මෙහි දී ජනාධිපති තනතුරෙහි වැඩ බැලීමට නිල බලයෙන් පත් කෙරෙන්නේ අගමැති ය. අගමැති කවුරුන් ද යන ප්‍රශ්නය මෙහි දී පැන නො නගී. 

යම් කිසි අයුරකින් ජනාධිපති ධුරයෙහි පුරප්පාඩුවක් ඇති වු විට අගමැති ජනාධිපති ධුරයට පත් කළ යුතු බවට ප්‍රතිපාදනයක් තිබිණි යැයි සිතමු. එවිට මහින්ද රාජපක්‍ෂ අගමැති ව සිටියහොත් ඔහු ජනාධිපති ලෙස පත්කර ගත නො හැකි ද? එවැනි අවස්ථාවක ව්‍යවස්ථාවෙහි විසංවාදයක් ඇති වන බව පැහැදිලි ය. දැන් පාර්ලිමේන්තුව රැස් වී මහින්ද ජනාධිපති ලෙස තෝරා පත් කර ගත්තේ යැයි සිතමු. එය නිවැරදි තේරීමක්් ද නැද්ද යන්න තීරණය කරන්නේ කවු ද? අධිකරණයට ඒ තීරණය ගත නො හැකි ය. ඒ තීරණය ගත හැකි වන්නේ ද පාර්ලිමේන්තුවට ය.  හදිසියේ සම්මත කර ගන්නා ලද දහනවවැනි ව්‍යවස්ථා සංශෝධනය කෙටුම්පත් කිරීමේ දී ඒ කරුණු සැලකිල්ලට නොගැනීම පිළිබඳ මහින්ද රාජපක්‍ෂ වගකිව යුතු නො වේ.

අනෙක් අතට මේ සියල්ල මතුවන්නේ ජනාධිපති ධුරයෙහි පුරප්පාඩුවක් ඇති වුවහොත් පමණ ය. පුරප්පාඩුවක් ඇති නොවුණහොත් මේ කිසිවක් ප්‍රශ්න ලෙස මතු නො වෙයි. එවැනි අවස්ථාවක් ඇති වේය යන උපකල්පනයෙන් මහින්ද රාජපක්‍ෂ අගමැති තනතුටරට පත් නො කිරීම ඔහුගේ මානව අයිතිවාසිකම් උල්ලංඝනය කිරීමකි. එමෙන් ම ව්‍යවස්ථාවෙහි ජනාධිපතිධුරය දෙවරක් දැරූ අයකුට අගමැති විය නො හැකි බවට සඳහනක් ද නැත. නූපන් දරුවන්ට කේන්දර නොසාදා මහින්ද රාජපක්‍ෂට පාර්ලිමේන්තුවේ වැඩි කැමැත්තක් ඇතොත් ඔහු අගමැති ධුරයට පත් කිරීම හැර වෙනත් විකල්පයක් මෛත්‍රිපාල සිරිසේනට නැත.

විජාතික බලවේගවල මෙහෙයවීමෙන් පසුගිය ජනවාරි 8 වැනි දා මෛත්‍රිපාල සිරිසේන විසින් ශ්‍රී ල නි ප ඝාතනය කෙරිණි. ජූලි 17 වැනි දා ශ්‍රී ල නි ප අනුරාධපුරයේ දී යළි උපත ලබා ඇත. අගෝස්තු 17 වැනි දා මැතිවරණ ජයග්‍රහණයෙන් පසු ශ්‍රී ල නි පක්‍ෂය ප්‍රමුඛ සංධාන ආණ්ඩුවක් මෛත්‍රිපාල පල පල කියමින් ඔහු ඉදිරියේ දී ම දිවුරුම් දෙනු ඇත. ඇතැමුනට අනුව සංධානය මෑතිවරණයෙන් පරාජය වනු ඇත. ඒ ගොන් කතා ගැන ප්‍රසිද්ධ කිරිඇල්ල න්‍යායට අනුව ය. 

අනුරාධපුර රැස්වීමට මම ද සහභාගි වීමි. එයට හිටපු මන්ත්‍රීවරුන් සියයකට වැඩි පිරිසක් සහභාගි විණි යැයි කියැවෙයි. එහි සත්‍යාසත්‍යභාවය ගැන මට කිසිවක් කිව නො හැකි ය. ඒ කෙසේ වෙතත් ශ්‍රී ල නි ප හා සංධාන ලේකම්වරු ද විපක්‍ෂ නායකයා ද එහි සිටියෝ ය. ඔවුහු ද කතා කළ අනෙක් ජ්‍යෙෂ්ඨයෝ ද මහින්ද අගමැති අපේක්‍ෂකයා බව පුන පුනා කීවෝ ය. මෛත්‍රිපාල එ ජා පක්‍ෂයේ අවශ්‍යතාව අනුව දිගින් දිගට ම කීවේ මහින්ද සංධානයේ නායකයාවත් අගමැති අපේක්‍ෂකයාවත් නොවන බව ය. ඔහු මහින්දට සංධානයෙන් නාම යෝජනා දීමටත් විරුද්ධ විය. එහෙත් ඔහුට එකින් එක ඒ සෑම අවස්ථාවක දී ම පරාජය හා පරාජය පමණක් හිමි විය. අද මහින්ද සංධාන මැතිවරණ කමිටුව මෙහෙයවන්නා පමණක් නොව අගමැති අපේක්‍ෂකයා ද වෙයි. මෛත්‍රි ආත්ම ගෞරවයක් ඇති අයකු නම් කළ යුත්තේ වාරණයකු (වාරණ නියෝග අස්සේ සැඟවෙන) නොවී ශ්‍රී ල නි ප සභාපති කමෙන් හා පක්‍ෂයෙන් ද ඉල්ලා අස්වීම ය. යළි උපන් ශ්‍රී ල නි පක්‍ෂයේ ඔහුට භූමිකාවක් නැත.

ජාතියට නව පණක් දිය හැක්කේ යළි උපන් ශ්‍රී ල නි ප ප්‍රමුඛ සංධානයට ය. එ ජා ප 1948 සිට කර ඇත්තේ බටහිරයන්ට දණ නැමීම හා ඔවුන්ට රට පාවාදීම ය. දූෂණය භීෂණය රජ කර ඇත්තේ ඔවුන්ගේ පාලන සමයෙහි දී බව ඔවුන් වෙනුවෙන් මුදලට වැඩකරන අනුර කුමාර නොකීවාට එ ජා පක්‍ෂයේ තරුණ සංවිධානය වූ ජ වි පෙරමුණ ද දැන ගත යුතු ය. අද වන විට අනුර දිසානායක බටලන්ද අමතක කර ඇත්තේ එදා දිවිදුන් තම පාක්‍ෂිකයන් පාවා දෙමිනි. අද ලෝක හොරා කවුරුවත් නොව ජනතාවට තොරතුරු දැනගැනීමේ අයිතිය වාරණ නියෝග මගින් නැතිකරන බැංකු බැඳුම්කාර රනිල් ය. 

රෝසි සේනානායක මහින්දගෙන් අසා තිබුණු ප්‍රශ්නයක් වෙයි. මහින්ද දඬුවම් නොකළ වරදකරුවන් නම් කරන ලෙස ඇය ඉල්ලා ඇත. ඒ රනිල්, චන්ද්‍රිකා, රවි කරුණානායක, ප්රාජිත ආදීන් ය. මහින්ද එහි දී  දඬුවම් නොකිරීමෙන් වරදක් කර ඇති බව පැහැදිලි ය. යළි උපන් ශ්‍රී ල නි ප ඒ වරද නිවැරදි කරනු ඇත.

අද දෙරණ වෙබ් අඩවියට අනුව මෛත්‍රිපාල සිරිසේන ලබන අගෝස්තු 17 වැනි දිනට පසු ගෙදර හරින බවට මා කළ ප්‍රකාශය අශිලාචාර එකක් යැයි කබීර් හෂීම් පවසා ඇත. මා කිසි දිනෙක ගේට්ටු කඩාගෙන විත් මෛත්‍රිපාල ගෙදර හරින බවක් කියා නැත. මා පැහැදිලිව කියා ඇත්තේ ව්‍යවස්ථානුකූලව දෝෂාභියෝගයක් මගින් මෛත්‍රිපාල ගෙදර හරින බව ය. ඒ අශීලාචාර නම් මෙරට ව්‍යවස්ථාව අශීලාචාර විය යුතු ය. එය ජේ ආර් ජයවර්ධනගේ අශිලාචාර කමක් යැයි කබීර් හෂීම් පවසන්නේ ද? 

මෛත්‍රිපාල සිරිසේන පසුගිය දින දෙසියයක පමණ කාලයෙහි ඉතා පැහැදිලිව තමා රාජ්‍ය පාලකයකු තබා නායකයකුවත් නොවන බව පෙන්වා දී ඇත. ඔහුට තීරණයක් ගැනීමට නො හැකි ය. ඔහු බලයට පත් කෙරුණේ බටහිර හා ඉන්දීය ඔත්තු සේවාවල අවශ්‍යතාව  මත මහින්ද රාජපක්‍ෂ ගෙදර යැවීම සඳහා ය.  මෛත්‍රිපාලට විවිධ බලපෑම් කෙරෙයි. එංගලන්තය, ඇමරිකාව ඉන්දියාව ආදී රටවලට අමතරව මෙරට විජාතික බලවේග ඔහුට බලපෑම් කරයි.  ඒ අතර ශ්‍රී ල නි ප හා සංධානය මගින් ඔහුට ජාතික බලවේග විසින් කරන බලපෑම් ද වෙයි. මෛත්‍රිපාල ඒ බලපෑම් අතර දෝලනය  වෙයි. එහෙත් අවසානයේ දී ඔහු කරන්නේ විජාතික බලවේගවලට අවශ්‍ය දේ ය.  

කබීර් හෂීම් අප ගැන කුමක් කීවත් මෙරට අශිලාචාරයෝ සිටිති. මෛත්‍රිපාල ඉන් එක් අයකු පමණකි. මෛත්‍රිපාල සිරිසේන වාරණ නියෝගයක් මගින්  ශ්‍රී ල නි පක්‍ෂයේ සභාපති ධුරයේ එල්ලී සිටියි. ශ්‍රී ල නි පක්‍ෂයේ ව්‍යවස්ථාව එතරම් කල්පනාකාරීව කෙටුම් පත් කරන ලද්දක් නො වේ. එහි පක්‍ෂයේ මධ්‍යම කාරක සභාවේ සාමාන්‍ය රැස්වීමක් කැඳවන්නේ කෙසේ දැයි සඳහන් නො වේ. පක්‍ෂයේ සභාපතිට මධ්‍යම කාරක සභාවේ විශේෂ රැස්වීමක් කැඳවිය හැකි ය. එමෙන් ම මධ්‍යම කාරක සභා සාමාජිකත්වයෙන් තුනෙන් එකක් ඉල්ලා සිටි විට ලේකම්ට හෝ සභාපතිට හෝ විශේ’’’ෂ රැස්වීමක් කැඳවිය හැකි ය. එහෙත් ඒ සඳහා මසක කාලයක් ගත වෙයි. ඒ හේතුවෙන් ලේකම් මධ්‍යම කාරක සභාව කෑඳවීමට විරුද්ධව අධිකරණයෙන් වාරණ නියෝගයක් ලබාගත හැකි ය. 

මගේ ප්‍රශ්නය වාරණ නියෝගයේ නෛතික භාවය පිළිබඳ ව නොව එහි දේශපාලනික හා සදාචාරාත්මක භාව පිළිබඳ ව ය. ඉතා පැහැදිලිව මෛත්‍රිපාල සිරිසේනට ශ්‍රී ල නි පක්‍ෂයේ සභාපතිකමේ එල්ලී සිටීමට අවශ්‍ය වෙයි. ඔහු තවදුරටත් හදවතින් ශ්‍රී ල නි පාක්‍ෂිකයෙක් නො වේ. ඔහු අද වන විට එ ජා පාක්‍ෂිකයෙකි. ඔහු ශ්‍රී ල නි පක්‍ෂයේ සභාපතිකම දරන්නේ එ ජා පක්‍ෂය වෙනුවෙනි. ඕනැම ගොනකු කියන දේ කියන ලක්‍ෂමන් කිරිඇල්ලට අනුව නම් ශ්‍රී ල නි ප නායකයා ම ශ්‍රී ල නි පක්‍ෂයේ මහින්දට අගමැතිකම නොදෙන බව පවසා මහින්ද පරදින බව ද කියා ඇත. ගොන් කතා කීමට ප්‍රසිද්ධ කිරිඇල්ලට අනුව නම් පක්‍ෂ නායකයා ම මහින්ද පරදින බව පිළිගෙන ඇති බැවින් සංධානයට ඡන්දය දීම වැඩක් නැත. එහෙත් සිරිසේන ශ්‍රී ල නි පක්‍ෂයේ සභාපති වන්නේ නමට පමණකි. ඔහු අද වන විට හදවතින් එ ජා පාක්‍ෂිකයෙකි. ඔහුට අවශ්‍ය එ ජා පක්‍ෂය දිනවීම ය. 

සිරිසේන ප්‍රජාතන්ත්‍රවාදියකු නම් කළ යුත්තේ මධ්‍යම කාරක සභාව රැස්කිරීමට විරුද්ධව වාරණ නියෝග ගන්නා වාරණයකු (වානරයකු) වීම නොව මධ්‍යම කාරක සභාව රැස්කිරීමට ඉඩ දී (ඔහුට රැස්විමක් කැඳවිය හැකි ය) ඔහුගේ සභාපතිත්වය තහවුරු කර ගැනීම ය. ඔහුට පක්‍ෂය කැමති නම් පක්‍ෂයට අවශ්‍ය ඔහු සභාපති ලෙස කටයුතු කරනු දැකීම නම් ඔහු කළ යුත්තේ මධ්‍යම කාරක සභාව කැඳවා තමා කෙරෙහි විශ්වාසය පළකරන යෝජනාවක් සම්මත කර ගැනීම ය. එය දේශපාලනික ව මෙන් ම සදාචාරාත්මක ව ද නිවැරදි වෙයි. මෛත්‍රිපාල ඒ වෙනුවට නීතිය පසුපස ගොස් එ ජා පක්‍ෂය වෙනුවෙන් ශ්‍රී ල නි ප සභාපතිකම අත් නොහරියි. මෙය බල ලෝභය නොවන්නේ යැයි කියන්නේ කවු ද ? කිරිඇල්ල ද? 

රනිල් වික්‍රමසිංහ වාරණ නියෝගයක් මගින් කෝප් වාර්තාව (තොරතුරු) ප්‍රසිද්ධ කිරීම වළකයි. රනිල් බේරා ගැනීමට  සිරිසේන පාර්ලිමේන්තුව විසුරුවා හරියි. ඒ සියල්ල නීත්‍යානුකූල විය හැකි ය. එහෙත් ජනතාවට තොරතුරු දැනගැනීමට වැළැක්වීම, ශ්‍රී ල නි පාක්‍ෂිකයන්ට තමන්ට කැමති සභාපති කෙනකු තෝරා ගැනීමට අවස්ථාව නො දීම, හොරුන් රැකීමට පාර්ලිමේන්තුව විසුරුවා හැරීම කෙතරම් ශීලාචාර දැයි කබීර් හෂීම්ගෙන් දැන ගැනීමට කැමැත්තෙමි. කබීර් හෂීම්ට අශිලාචාරයන් දැක ගැනීමට එතරම් දුර යා යුතු නො වේ. එ ජා පක්‍ෂය දූෂිතයන්ගෙන් අශීලාචාරයන්ගෙන් හොරුන්ගෙන් ජාතිය පාවා දෙනන්නන්ගෙන් පිරී ඉතිරී ඇත. කබීර් හෂීම්ට ඒ නොපෙනීම පුදුමයක් නො වේ. නීතියට මුවා වී මහින්දගේ ආරක්‍ෂාව අඩු කිරීමට උසාවි යන වික්‍රමබාහුට අවශ්‍ය ඔහුට අනුව ධනපති අධිකරණයක් වූ උසාවියක් මගින් මහින්ද ඝාතනය කිරීමට ඔහුගේ මිතුරන් වූ කොටින්ට ආධාර කිරීම ය. ඒ අන්දමට ම මානව අයිතිවාසිකම් කමිටුව ඉදිරියට යන අනුර දිසානායකට ද අවශ්‍ය මහින්ද ඝාතනය කිරීම ය. වික්‍රමබාහු ද අනුර දිසානායක ද අශිලාචාරයෝ හා ඝාතක ආධාරකරුවෝ වෙති. 

ඉහත සඳහන් කරුණු ද දෝෂාභියෝග යෝජනාවට අඩංගු විය හැකි බව පමණක් දැනට සටහන් කරගන්නා මෙන් කබීර් හෂීම්ගෙන් ඉල්ලා සිටිමි. දෝෂාභියෝගය ගෙන ඒම සඳහා අවශ්‍ය මන්ත්‍රී සංඛ්‍යාව සංධානයට ලබා දීම ජනතාවගේ කාර්ය භාරය වෙයි. සිකුරාදා පවත්වන ලද අනුරාධපුර රැස්වීමෙන් නම් පෙනී යන්නේ මහින්ද ගෙදර යැවීමට විජාතික බලවේග විසින් බලයට පත් කෙරුණු රනිල් හා මෛත්‍රිපාල ගදර යන දිනය වැඩි ඈතක නොවන බව ය.

President Sirisena only has poison to serve the nation

The protagonists of the Yahapalana deception appear like a bunch of bungling comedy actors except for the danger they pose to the future of Sri Lanka. If the breathtakingly doltish display of the care-taker education minister (Wilbewa toiya”) Akila Viraj Kariyawasam to bring Napoleon Bonaparte – who had been dead for nearly 100 years – to the World War 1 arena is anything to go by, the country is clearly going to the dogs.

If the Wilbewe Toiya instils fears about the future of the country, his leader, the chief back-stabber Maithripala Sirisena proves that he is a classic example of a pathetic man without any charisma, discernible leadership or management skills or any other worthwhile traits – other than the record of selling his services to the cabal of local and foreign conspirators who secured power on January 8, on behalf of anti-national forces.

Performance over the last six months has showed that the only qualification Sirisena seems to have had for the job of president was his preparedness to backstab his leader without any moral compunction. His non-existent decision making ability as the chief executive of the country is a true national embarrassment. And then, his performance as the nominal leader of the majority political party has been more than disgraceful.

Looking at the moronic personality and the inept on-the-job performance of President Sirisena reminds Winston Churchill’s acerbic slights of other British political leaders: He is on record famously remarking that the three-time Prime Minister Stanley Baldwin – whom the bellicose Churchill hated with gusto for his alleged crime” of trying to appease Hitler – I wish Stanley Baldwin no ill, but it would have been much better if he had never lived”.  And of Clement Atlee, A modest man, who has much to be modest about”.

The reasoning given by Sirisena in his disgraceful special statement” of 14 July for his many demeanours, shows beyond doubt that he is a fitting candidate for the unflattering descriptions of Churchill, unfairly directed at a couple of decent British politicians.

First thing to note is that Sirisena’s14 July statement” did not materialise from the ether! Orders came from London where Chandrika the venom pot” was taking instructions on next steps from MI6, following the SLFP’s decision to nominate Mahinda Rajapakse for the August 17 election. Sirisena, who seems to be able to do not much else than dancing to the tunes of his puppet Madam” simply delivered what he was asked to.

The nub of what Sirisena said was that he will continue to stand against former President Mahinda Rajapaksa. There were hardly any surprises in the cowardly statement, made after full signing up of Rajapakse’s nomination. But the man has form. He has backstabbed, lied, and tried to distort or obfuscate the truth before.

Judging by the malicious breach of trust he committed on Rajapakse in joining the international conspiracy, the man is clearly capable of anything. Signing Rajapakse’s nomination papers and then announcing he is against the nomination is typical of the immoral, back bone-less behaviour he has made himself famous for!

Sirisena also made the election results prediction that Rajapaksa will be defeated again” as he was defeated on January 8. He has demonstrated that he has not been exposed to the true nature of the so called January 8 victory” cobbled together by assembling all desperate groups from Ranil Wickremesinghe and Rajitha Senaratne to the various Islamist rabble.

Nor does he seem to have counted the electoral level results for the SLFP and the UNP following the so-called victory. Most importantly, he seems to be disregarding the abysmal six-month record of the Yahapalana fraud and the impact it has made on the national morale, the economy and peoples’ lives in general. Obviously, Sirisena’s announcement of his neutral stand” at the upcoming pols is a stance enforced by his inability to face the people again.

Sirisena’s explanation of the reasons behind his agreeing to give nominations to the former President shows the man’s duplicitous nature: he said that he had repeatedly refused demands by UPFA leaders to grant nominations to Rajapakse, but was forced” ultimately because he wanted to retain the party leadership in order to be able to reward those who supported his treacherous common candidature.

Next, revealing his unextinguished jealousy and hatred of Rajapakse he declared his illegal, dictatorial wish, following the elections, to form a government with the victorious political parties”; His determination not to appoint Rajapaksa PM appears to be based on a blatant disregard for the constitution as he displayed in removing the chief justice and in appointing Ranil Wickremesinghe prime minister. Being the sneaky character he is, a wink towards foul-mouthed turn coats” like S. B. Dissanayake was clearly visible in his reference to other senior politicians” who can be appointed PM.

Immediately after the infamous statement however, UPFA General Secretary Susil Premajayantha insisted that in accordance with the Parliamentary Elections Act of 1981, only a person named in the original National List submitted to the Elections Secretariat along with nominations for the last parliamentary election or an unsuccessful candidate at the same election could be appointed PM. The former Chief Justice Sarath N. Silva also clarified the legal position relating to the PM at the Anuradhapura meeting.

Sirisena showed that he has his own devious interpretation of what is fit for a President”: his peculiar morals apparently prevented him from breaking ranks with the UPFA because the Rajapaksa group would have contested from another party and entered Parliament anyway. So he seems to believe that he received a mandate on January 8 to keep Rajapakse out of parliament and out of politics!

Next he made his obviously murky moral backdrop even murkier by justifying not taking disciplinary action against party members supporting Rajapakse: his explanation was that he needed to protect the 47 member Ranil Wickremesinghe government”. A disturbing display indeed – by someone purporting to be a national leader – of a moral landscape sans any principles or decisive action.

Sirisena also revealed the blatant falsity of his earlier denials of any meetings with Mahinda Rajapakse by disclosing that he had met the former President for talks in three occasions.

All in all, there are some positives: Sirisena who seems to have a penchant for using ghoulish similes (like crabs in boiling pots, rebirth as crows and dogs) by comparing his disastrous short rule with a minority government to the journey of the Titanic.

This was probably the only truth he uttered in the entire statement. May Sirisena and his band of unpatriotic rogues face the same fate as the Titanic – in the name of the nation and its people.

  • We were proud when President Rajapaksa spoke so eloquently at the UN

NOW-

  • We are sad at the state of affairs of the country
  • We are angry at the unelected government’s plundering of assets
  • We are disturbed by the Foreign Ministry tactics
  • We are outraged at clandestine meetings with terrorist groups
  • We are nauseated by the way some minority diaspora groups are being wooed and appeased
  • We feel left out of any reconciliation efforts
  • We are tired of extremists crying, Genocide” by the Sinhalese
  • We are appalled at the way the courts and other institutions are exploited
  • We are concerned about politicians manipulating a weak and indecisive President
  • We are dismayed at appointments of cabinet ministers with ties to convicted criminals in international jails.
  • We wish citizens will wake up and fix the chaos and confusion of the last six months
  • We hope the voters will reject the Good Governance” Mantra

According to the Sunday Times, a Tamil National Alliance (TNA) member, Mr Adaikalanathan has said in a TV interview in England that:

We will not support Mahinda Rajapaksa; but we will give conditional support to any other party that forms the next government.
Withdrawing the armed forces and finding a political solution based on a federal system will be two of the conditions for our support.”

Furthermore, we will urge the international community to conduct a referendum to divide this country into two. We will also be able to justify such a referendum. This is going to be the last chance. If our political problem is not solved and if the South deceives us again, we will have to go on our separate way from this country, with the help of the international community.”

To prevent the country being divided by the TNA and UNP, it is important for the UPFA to obtain a 2/3rd majority in the next parliament and this can be done by including in its election manifesto the following:

 Promise to amend the constitution to bring in a Bill of Rights which guarantees equal rights to every citizen of Sri Lanka irrespective of religion, race, caste or gender.

Promise to bring in anti-discrimination legislation criminalising discrimination based on religion, race, caste or gender. Then the Tamil politicians can’t cry discrimination and the UN, western countries and human rights advocates will become powerless to criticise Sri Lanka and think of carving out a separate state called Tamil Elam.

Promise to get rid of the 13th amendment and abolish the Provincial Council system, which then becomes superfluous. Some people will say that Provincial Councillors are the foot soldiers of UPFA and it is not good to antagonise them. The best of them are contesting this election and the rest can get jobs in the District Development Councils.

Political Violence and Future of Democracy – Under UNP Government (1983)

Perhaps the government (UNP) is yet unaware that this many-headed monster it created may not only destroy its creator but also the entire democratic fabric of Sri Lankan society.

PART II

THE REFERENDUM AND THE ABOLITION OF ELECTIONS

Such political organisation of violence can herald the demise of what has been so far one of the few democracies in the non-western world. The present government, the United National Party, came into power with a landslide majority in1977 defeating Mrs. Bandaranaike’s SLFP(Sri Lanka Freedom Party). The SLFP did not have enough representation even to choose the leadership of the opposition; this went to Mr. Amirthalingam, the leader of the TULF (Tamil United Liberation Front), the Constitutionalist group representing the Tamil minority.

The government started with a great deal of public goodwill and confidence in the leadership of Mr. J.R. Jayawardene. He initiated his regime with two major policy decisions that changed the economic and political face of the country.

Firstly, he rejected the narrow and crude socialism of the SLFP and adopted an “open economy” encouraging foreign investment, by opening a free trade zone in the north of Colombo. The second was a political change initiated in1978. He used his five-sixths majority to change the “Westminster-type” parliamentary system that prevailed until then into a “Gaullist-type” system based on proportional representation.

This was initially done by simply amending the constitution, making himself President and converting the current elected representatives into the representatives of the new system. The PR system was welcomed by most civil rights groups in the country, though some features of the system were disturbing. One of these was that if a member of Parliament resigned or was expelled from the Party, the President could nominate someone to take his place and thus by-pass the need for by-elections. 

On October 20, 1982, the first Presidential election was held under the new constitution and Mr. Jayawardene was elected President with 52 percent of the votes polled. A general election based on PR under the new constitution was expected to follow. But this in fact did not happen.

In a press conference Mr. Jayawardene said that the very day after the Presidential election he had heard from the Police Department of a “Naxalite Plot” from within the SLFP” to assassinate me and four other ministers, as well as Mr. Anura Bandaranaike. Armed Forces chiefs and others; do away with the Constitution; imprison Mrs. Bandaranaike”. 

In order to prevent this he was not going to have a general election. “If I dissolved Parliament and held the general election, according to the 20 October voting (i.e. ,according to the Presidential election)my party, The United National Party, would have obtained 120 seats out of 196.The SLFP would have obtained 68 seats. I don’t mind that but I do mind if the opposition is an anti-democratic, violent and Naxalite (anarchist) opposition” He continued: “I decided to change my mind and call for a Referendum and not a general election for this reason and this reason alone.”

Thus the abolition of the general elections was done ostensibly for altruistic reasons, but effectively it meant that the government could by a Referendum requiring a simple majority perpetuate the Parliamentary majority of five-sixths held under the previous (Westminster type)constitution. The whole point of changing the constitution to a system of proportional representation was deliberately undermined.

It is more likely that the real reason far the change was the fear that if the SLFP obtained 68 seats, the government would not have the two-thirds majority it required to continue the pattern of successive amendments to the constitution such as it had introduced. It would also create an effective opposition that might be critical of the executive Presidency. It was thus decided to hold a Referendum, but prior to this the President asked all Parliament members of his party to submit undated letters of resignation.

Again the rationale was supposedly altruistic: to eliminate bad or corrupt MPs and nominate others instead. But once again it effectively meant that the President now had a strangle-hold on his MPs and could dismiss and replace them with members of his choice. The effect of the Referendum which Mr. Jayawardene won with only 51 percent of the votes polled was to strengthen the executive Presidency by eliminating criticism from both the opposition which now hardly existed, and from his own MPs, who had signed undated letters of resignation.

For example, the Minister of Finance who was unpopular in his constituency in the South resigned from that seat and he was reassigned to another constituency over the protest of Party members of that area. More recently, a Party member who helped organise the Referendum vote in two key areas was given a Parliamentary Seat when a recent “vacancy” occurred. Thus it is possible to reproduce in time a group of Parliamentary representatives who do not represent the people but only the President. The effect of these changes is to produce an all-powerful Presidency and muffle criticism within the governing party. The power of the Presidency is further reinforced according to Article 35 of the constitution as interpreted by the Solicitor General.

The President is immune from court proceedings and cannot be made a party in such proceedings. The President himself summed up the situation in an address to the Party at the 28th annual convention of the UNP:

“The country needs one strong individual who fears not the Judiciary, the Legislature nor the Party but only the general public to develop it and I have the power to do any-thing for six years” (The Island, Sunday, February 27, 1983.) 

The referendum saw the full mobilisation of the organisations of institutionalised violence to deliver the vote. Both sides adopted violent methods, except that the UNP, as the party in power, was better organised. What was especially striking for Sri Lanka was the mass-scale impersonation of voters that occurred.

In many villages I visited, people told me how they had been threatened the previous night and asked to refrain from voting; their votes were blatantly cast by impersonators, Another striking feature was the open threats made to public officers manning polling booths. These middle-class persons were so frightened that they did not report fraudulent voting to the police. That their fears were well founded is clear from a news item which appeared in several newspapers about a Colombo politician who, along with a number of his supporters, threatened the presiding officer with a pistol, assaulted him, while his supporters carried bombs.

The Island of January 6, 1983, wrote: “Mr.Anura Bastian, MP for Colombo West, denied in Parliament yesterday any implication that he was the politician concerned. It was not exactly clear why he should have done so when no names had been mentioned.” It was, however, clear that the President himself believed in Mr. Bastian’s innocence and political integrity for he was promoted as the head of the newly founded Home Guards!

The key thesis of the Referendum was the proposed take over of the SLFP by a group of anarchist terrorists (Naxalites) who, if elected, would disrupt Parliament, kill key personnel and produce a dictatorship. This was constantly repeated in election speeches by government leaders and heavily publicised in newspapers.

To prevent an early take over by violent elements, the government held the election under a state of emergency which gave police wide powers of arrest. These arrests in fact took place and included the arrest and remand of Mrs.Bandaranaike’s son-in-law (one of the Naxalites) who was also a film star and popular orator.

Eight opposition parties protested the arrest and remand of twelve key SLFP organisers in different electorates in the country. They were released after the Referendum was over and they were never produced in a court of law. Posters intimidating the voters to say “Yes” appeared all over, in spite of protests by political parties and civil rights groups about this flagrant violation of election law.

The Communist party newspaper was closed down so that it ceased to function at this time. Newspapers. even those supporting the government, widely reported cases of intimidation and violence. The Island, congratulating the President on his victory, underscored this: “It is a pity, however, that the Referendum had to be marred by ugly use of thuggery allegedly by Government leaders which has left a bitter taste in the mouth.”

The public disillusionment regarding elections was manifest in a 10 percent drop in the vote compared with the Presidential election of a few months before. Though there was a drop in the voting, some electoral districts showed disproportionate in-creases.

This phenomenon took place in Attanagalla (Mrs. Bandaranaike’s former electorate) and Dompe (formerly that of Mr.Felix Bandaranaike). Both electorates were important for the government for reasons of prestige, and a strong UNP party man was sent to organise these two areas. The ensuing violence was so great that Mrs. Bandaranaike had to withdraw her polling agents.

In spite of this, the total poll fell by 4.67 percent (when compared with the Presidential pall) yet the vote for the government showed a phenomenal increase of 59percent. In Dompe the poll fell from 84.7 percent to 74.08 percent yet the vote for the government rose by 13 percent. An election agent of the opposition was killed here.

One electorate, Matale (with many backward areas), suffered severe flood damage during the Referendum yet 30.565 voters out of a register of 35.129 allegedly braved these disasters to vote, giving the government a 50 percent increase. The opposition view that organised violence and election fraud did in fact take place seems to be substantiated at least in some key constituencies.

What then happened to the Naxalite anarchists in the aftermath of the Referendum? Mr. Pieter Keuneman, the Leader of the Communist Party, as reported in The Sun of March 31 1983, asks: “Where are the Naxalites and why aren’t they brought to book? Has one member been charged on this count? Why has it been totally forgotten’? The people have been deprived of their basic right of voting.” The Naxalite threat was not totally forgotten. Very recently (between July 23 and 28, 1983) the government released the CID report on this subject and it was serialised in several newspapers. Except for a lot of gossip and loose talk the deadly threat to democracy and the lives of political leaders turned out to be not so serious after all. No charges were made.

POLITICAL RHETORIC AND THE AFTERMATH

The racial riots started on the night of the 24th. Those of us who witnessed the situation that night felt that the government would impose an immediate curfew. I know of several senior government officials and politicians who said they telephoned the President on the seriousness of the situation, which he must surely have known anyway, since mobs demonstrated near his private residence.

Yet no curfew was imposed until 5:00 p.m. the next day and by this time most of the damage to property and looting had already taken place.

One thing must be clearly stated: President Jayawardene is not a racist. It is likely, therefore, that his inaction was due to bad advice he received from groups within his own party. Even more incredible is that neither the President nor any member of the government appeared on national TV or radio exhorting the people to calm down, or condemning the violence unleashed.

The President made his speech five days later with practically no compassion extended to those who suffered most the Tamils of Colombo. The tone of the speeches of other government leaders was the same: these speeches were designed to placate the Sinhalese community–not a word of compassion for the Tamils. Mr. Lalith Atulathmudali, the young Minister of Trade, opened his speech to the nation thus: “A few days ago, my friends, I saw a sight which neither you nor I thought that we should live to see again. We saw many people looking for food, standing inline, greatly inconvenienced, seriously inconvenienced.” Here was the leading intellectual in the government speaking of the hardship faced by Sinhalese people queuing up for food when 70.000 Tamils were in refugee camps’ Equally astonishing is the fact that neither the President nor any Minister of the government made an official visit to a single refugee camp to console the dispossessed.

The public utterances of government leaders seemed to be carefully orchestrated. It was as if they viewed the racial violence not as a product of urban mobs but as a mass movement of Sinhalese people in general; hence possibly the refusal to extend compassion to those who actually suffered. This came out clearly in the President’s own speech on July 28 where he promised to introduce legislation to ban separatism or even talk of separatism. He said further more that because of the violence initiated by Tamil terrorists, “the Sinhalese people themselves have reacted.” Prime Minister Premadasa was even more explicit:

We have now taken a decision to include in the Constitution that even advocating a division of the country is illegal. No one would be able to even talk about it. Such a campaign will be made illegal. We would not only deprive those advocating any division of the country of their civic rights. we would even bring legislation to confiscate their properties. Those advocating any division of the country will not be able to talk about it even in a foreign land. Because we would punish them on their return to Sri Lanka. The President yesterday promised you that such actions would be ordered by the government. He said so to dispel any doubts that you may have had in your minds. 

But see what has happened today. Today they have heard rumours that Tigers (Tamil terrorists) have come to Colombo and invaded Colombo. Just imagine the great destruction and the crimes committed based on such wild rumours. Our people not Only were aroused but also engaged themselves in violent acts. They have taken clubs and other weapons and engaged in violent acts. As a result even our Sinhala and Muslim brethren have been subjected to harassment. 

The words “our people” appear several times. It is certainly the case that the greatest destruction of property occurred in the area represented by Prime Minister Premadasa (Colombo Central) yet the “our people” in his speech does not refer to those specific elements of the city population. According to the government scenario those committing acts of violence were the generality of Sinhalese people. This is certainly not the case: most middle-class people, as well as ordinary villagers I know, have a strong Sinhala-Buddhist identity, but they did not engage in acts of violence against Tamils and were for the most part shocked by the brutality and suddenness of these events. It is true that some connived at these events, but others gave Tamil refugees shelter in their homes at great personal risk. They were not without a profound ambivalence but this was not a mass movement of the Sinhala people against the Tamils. If this were so, one must give up any hope for the future, not just of the Tamils who could flee to the north and east of the island or to South India, but more so for the Buddhists entrapped in their own violence. What a fate for a nation subscribing to a religion of non violence!

Both the Tamils hurt by these events and even Sinhala people, as well as the foreign press, openly stated that the government either condoned the attack or it was done by factions within the government. As a response to this, the government came out with its own theory of an international and local Communist conspiracy.

Even non-government leaders made the same point. Ariyaratna, a leader of a voluntary organisation called Sarvodaya, in his speech spoke of a situation created “by intrigue of both national and international origin.” This time it was not a Naxalite plot, but an internationally aided Communist plot to take over the country. The President even implied the possibility that the killing of the army personnel may also have been part of the plan. According to this anti-government plot scenario the Muslims and Christians were to be massacred next. The parties who allegedly planned this overthrow of the government were proscribed, these being the JVP (the political group that spearheaded a youth insurrection in 1971), the NLSSP (a tiny Trotskyite group), and the Communist Party. Dark doings by foreign embassies were also hinted at by the local newspapers.

For once the public was sceptical of these “complots,” as Richard III would have said. In the first place, all three of the proscribed parties were sympathetic with Tamil language aspirations, and two (JVP and CP) were supposedly in cahoots with the terrorists while one (NLSSP) openly sided with the Tamil demand for a separate state. It was difficult to believe that the very groups sympathetic to the Tamils would systematically plunder, loot, and destroy Tamil homes and gruesomely murder men and women.

Several Sinhalese people I met were willing to believe that these groups may have got involved later in the destruction of factories. But even here I know an owner of a factory and a manager of another who could identify the looters as members of the government trade union. Similarly it is difficult to believe that a government so promptly informed of a Naxalite plot by the C1D a day after the Presidential election were ignorant of a more serious plot by Marxist groups to create race riots. In other words, the government was forewarned of a plot that did not occur but not warned of one that did! Thirdly, if the racial riots were caused by Marxists, why did the government imply that it was a popular up-rising by the Sinhalese and why in heaven’s name did no one offer sympathy for the dispossessed or visit refugee camps?

The rhetoric of plots was obviously less for local consumption than for the Thatcher and Reagan governments whose co-operation was necessary to rebuild the economy. It is also obvious that these actions would further eliminate political opposition to the ruling party and reinforce tile power of the Presidency.

PROSPECTS FOR THE FUTURE: THE POLITICAL ISSUE

Needless to say, the future for Sri Lanka is bleak. But behind the rioting is the spectre of increasing authoritarian rule. The prestigious Indian newspaper, The Hindu, commenting on President Jayawardena’s “victory” at the Referendum stated in an editorial of December 25, 1982: “Mr. Jayawardene will be leading the country towards one-party rule with all its menacing implications–and, in the end, may have won nothing but a Pyrrhic victory.” In my view the recent riots would not have occurred at least on the same scale–if the general elections had been held, providing Parliament with a strong opposition.

The very existence of an opposition creates criticism of the government and provides opportunity for public debate. The actions of the J.S.S. would have been subject to Parliamentary criticism, and so would have been the ultra-nationalism of government party leaders. The motives for such criticism might have been unprincipled political opportunism, but their effect would surely have brought about division and debate among the two major Sinhalese political parties.

It is therefore sad to hear eminent Sri Lankan intellectuals, both in Sri Lanka and abroad, say that Westminster-type constitutions are of little use in Third World Nations and strong presidencies are required. Surely, we are dealing here with the prison house of language, where a convenient label like “Third World” is reified to designate a single social and political reality. It is also a mistake to assume that modern political institutions imported from the West have no parallel in tradition, since forms of voting and consensual government are not alien to traditional societies.Introduced political processes can often thus be given traditional validation.

Sri Lanka with its long history and tradition of Buddhist thought took readily to the concept of universal suffrage so that it had the largest voluntary voter turnout in the whole world. People understood the power of the vote and they used it to vote out practically every government in power since independence. There was also no attempt to tamper with the electoral process itself. Moreover, it was doubtful whether Sri Lanka ever had a Westminster-type government, except on paper. They had, through the long years of British rule and after, adapted the Westminster model to suit their own character and institutions. The one key institution they held in high regard was the free vote and free elections. The overthrow of this institution and the mass violence and impersonation of voters that followed have led to serious public disillusionment and demoralisation to be seen and felt everywhere. People, both in villages and cities, have told me on several recent occasions, that they will not vote hereafter because it is “useless,” This to me heralds the impending death of the democratic process.

The pernicious myth that it needs a strong authoritarian ruler to govern “Third World” countries is partly responsible for the present situation, providing intellectual justification for one-party rule, not just in Sri Lanka but elsewhere also. If Marcos uses his army to crush opposition, Sri Lanka (which has no army to speak of) has created a parallel institution in a government trade union hat has a paramilitary function. In doing so she may well have created a model for other small nations to emulate. The impending development and expansion of “Home Guards” I fear may also have a similar effect.

All this means that one should not be deluded by words like (‘Westminster-type government” “Gaullist-type regime” or that charmingly innocent term “Home Guards”: One has to probe the reality that lies beneath. The implication of that reality are also clear: unless the, government holds a general election soon, under conditions which permit people to exercise their vote without fear and intimidation, one of the few democracies of the Third World will surely go the way of nations like the Phillippines.

The erosion of political institutions has a paradoxical effect for it eventually creates a peculiar dilemma for the rulers themselves. The ruler who can no longer rely on supra-personal institutions to carry on the Process of government is forced to personalise them. Increasing personalisation inevitably pushes the authoritarian power. This seems likely to be the fate of Sri Lankad, as it has been the fate of other Third World countries.

President Jayawardana is a man of some stature; it is possible that he may have realised the monster that has been created in recent years (perhaps unwittingly) The monster seems now to have taken on a life of its own and must be tamed or killed if democracy is to survive in Sri Lanka and the President himself be given a niche in history.

PROSPECTS FOR THE FUTURE: THE ETHNIC ISSUE

What about the immediate issue, that of the secession movement in the North and the Sinhalese reaction to it? One thing is clear: if the intention of the mob was to push the Tamils out of the Sinhalese areas, they have surely succeeded. Not all Tamils have roots in the north and east, so some will have to come back and settle in Colombo and elsewhere, but professionals will probably leave the country and anyone with alternatives will resort to them. If the intention was to stifle the secessionist movement, then surely the strategy has backfired. The moderates among Tamils have been virtually eliminated in this polarisation of forces, and more people, especially youths, who had seen or heard of the macabre nature of the riots are now likely to join the terrorist organisations. This is a real pity for, in my view, political sovereignty on the basis of language can not work in South Asia. This is especially so in Sri Lanka.

Underlying the language uniformity which one sees in large areas of South Asia are serious and persisting divisions on the basis of culture and social structure. In the Tamil areas of Sri Lanka these differences are especially conspicuous. We noted that there are major sets of Tamil speakers, Hindu and Muslim. Sri Lankan Muslims do not consider themselves Tamils (in the ethnic sense) but Muslims. Prior to the language conflicts between Sinhalese and Tamils, there were endemic conflicts between Muslims and Tamil Hindus, some extremely violent, particularly on the east coast. This was to be expected given the Hindu-Muslim conflicts on the mainland. Assuming the existence of an independent Tamil state, one set of minority problems would be replaced by another. The Tamils would now be in a majority vis-a-vis the Muslims, but proportionately speaking, the Muslims would be a larger minority vis-a-vis the Tamils than the Tamils are in respect of the Sinhalese.

In addition to this there are deep subdivisions among the Tamils living indifferent areas of the island. The Jaffna Peninsula, where most of the political agitation takes place, is self-consciously identified with high Hinduism and a patriarchal ideology and the great tradition of Dravidian culture. By contrast the East Coast Tamils are mostly matrilineal, practice Dravidian folk religion and claim origins in Kerala. Even today there is considerable suspicion and hostility between these groups, especially the resentment by East Coast Tamils of the economic domination of northern merchants.

The recent Tamil Imported into the central highlands by the British are generally of low caste and remain divided from the two previous groups. These divisions between the various groups of Tamil speakers are reflected today even in the political system where the government party has three Ministers in its cabinet representing the Tamils of the East and the inland regions while Tamils of the North are represented by the TULF which is an opposition party. What the recent riots might have done is to push people from the east and central areas into a larger Tamil movement. If so, Sinhalese extremists would have fulfilled a prophecy–not theirs but that of their opponents.

One must also mention that great divider in Hindu society–caste. The aristocratic caste of landowners or Vellala dominate the politics and economy of the north and east and constitute about 40 percent of the population. In recent years the hegemony of the Vellala has been challenged by the Karaiyar (traditionally fishermen) who have moved into professional and entrepreneurial positions. There are also other large and powerful minority castes (e.g., Koviar, Mukkuvar) who are opposed to both these castes and are not likely to welcome the perpetuation of Vellala hegemony.

Finally there are untouchables and near-untouchables who are barely considered human by the rest of Hindu society and consequently were some of the first Buddhist converts in this region. Caste is compounded by another division, that of Tamil-speaking Christians of the North (5percent) who are politically and economically powerful. A striking feature of recent politics in both Sinhalese and Tamil areas is the extreme language chauvinism of the Christians.

It is as if their marginal Position in Buddhist and Hindu society has forced them to overemphasise their ethnic identity. But it is equally likely that in the event of an exclusive Tamil-Hindu domination in the North the Christians would be in an even more vulnerable position than the Muslims. The realities discussed above are reflected in the current political scene where, in spite of years of universal suffrage and democratic process, there are only two non-Vellala members of Parliament representing the Hindu-Tamil areas.

Thus, the upshot of the preceding argument is that in the eventuality of the Tamils achieving political independence (or even a form of federalism), there will arise a series of “minority problems” which will be as serious (I think even more serious) and internally more disruptive than that which prevails now between Sinhalese and Tamils. Language unity is an illusory one in Tamil Sri Lanka (as elsewhere in South Asia); the reality is internal division based on religion, caste, ethnic origins, etc. It should also be remembered that even the northern terrorist groups who are fighting to establish a separate Tamil State (Eelam) are not a single entity.

They are also fractionated into smaller groups based on caste affiliations and vying for political dominance. One of the terrorist groups currently very powerful, has a Karaiyar caste leadership and power base, while the other (now operating from South India) is Vellala caste based. Indeed recently the latter has openly upbraided the Karaiyar organisation for killing the thirteen Sinhalese servicemen in ambush in Jaffna and thereby triggering the massive Sinhalese reprisal and violence.

It is clear that current political realities seem to defy immediate political resolution of the inter-ethnic conflict in Sri Lanka. Yet it is virtually certain that only political compromise by both sides can bring about any lasting solution. To the credit of President Jayawardene it must be stated that he started this process of compromise, by introducing legislation to give greater autonomy to the Tamil regions of the country. But much of this remained on paper since reactionary elements in his own party did not permit the implementation of government policy.

On the Tamil side terrorist organisations did not brook compromise, and moderate Tamils did not speak up for fear of reprisals from terrorists. While it is likely that when the riots broke out the President was advised not to impose an immediate curfew, since some strong-arm tactics against the Tamil business community would facilitate negotiations, it is however unlikely that the President or the Prime Minister would have condoned the use of UNP unions for mass reprisals against Tamils.

But an analysis of events makes it equally clear that elements within their own party forced the issue, and once urban mobs were roused, all sorts of pathological elements in the city population went on the rampage. 

Contrary to Tamil opinion I do not believe that the government actually organised the riots; rather it was organised for the government by forces which the government itself had created, albeit for other purposes. Perhaps the government is yet unaware that this many-headed monster it created may not only destroy its creator but also the entire democratic fabric of Sri Lankan society.

Sri Lanka takes its place in the annals of savagery

ALMOST certainly, only the tip of the barbarity and brutalism of the Sri Lankan conflict has come to the surface. But if 30,000 people have been killed in the struggle between the Sinhalese JVP movement and government forces, as some diplomats believe, it is one of Asia’s worst post-war episodes of violence. It takes its place as an ugly land-mark along with the riots in post-partition India, the Korean and Vietnamese wars, the suppression of the Communists in Indonesia by Sukarno, and Pol Pot’s reign of terror in Kampuchea.

The savagery of the conflict has created its own momentum of ever more gruesome atrocities- The JVP first, then the armed forces in retaliation, took to leaving dead bodies by the roadside and then igniting them with rubber tyres. In the Kandy district in central Sri Lanka, paramilitary forces recently cut up bodies and draped them from roadside trees – as though a burning body alone was no longer sufficient to intimidate opponents.

Since July, when the JVP struck fear into the armed forces – and in retrospect brought about their own destruction – by threatening the families of the army and police, the armed forces have not concealed their use of torture. The scars of beatings and of burns through electric shocks are clear evidence on the bodies of those who have passed through detention centres.

Interrogation procedures appear to follow a systematic pattern beginning with a heavy beating and leading in the worst cases to a Sri Lankan invention of passing a plastic tube into the rectum with barbed wire inside – and then withdrawing the plastic. But the contrasting reality is of a capital, Colombo, which has the festive mood of a city liberated after a long siege. Middle class Colombo celebrated the capture and killing in November of Rohan Wijeweera, the JVP leader, which led to the arrest and elimination of his colleagues.

Restaurants, long closed through curfews or JVP threats, have been packed. Shops stay open later and there are crowds on the streets. Business confidence is picking up as the government’s claims to have almost crushed the JVP gain in credibility. Mr Charitha de Silva, the humane and much-respected chairman of Aitken Spence, says of the investment climate: “Overall things are definitely beginning to take off.” Aitken Spence, diversified in garments, freight handling, agro-business and tourism, expects record profits this financial year.

The fear, engendered by the massive police round-ups of JVP suspects, has helped the government carry through much-needed but unpopular IMF measures to remove subsidies and raise prices to market levels. The price of bread has risen by 38 per cent in the past two months, milk and sugar by 48 per cent, rice by 30 percent. Inflation is cautiously put at 20per cent higher than a year ago. But there have been none of the strikes and protests that were once a feature of democratic life in Sri Lanka.

Many in Sri Lanka’s establishment have great difficulty in bridging these two worlds -between the killing and terror that they sense dominate lives in the interior and the comforting signs of a return to normal in Colombo. At last week’s meeting between the government and representatives of western donor nations to review economic performance, a senior civil servant was thrown off balance by the details of human rights abuses presented by the donors and by the increasingly blunt questioning he had to face.

One diplomat said of what is happening in the central and southern regions of the country: “In many villages life has come to a standstill. Many men of working age are not there any more. They have either left to save themselves or they have been killed. ” Another diplomat says “the fabric of society is being destroyed (by fear) and fear may soon paralyse the way society functions.”

Driving up from Colombo last week to Trincomalee on the east coast I was struck by the sight of large numbers of children going to school for the first time in almost two years as a result of the reopening of classrooms. But equally striking was that there were few young boys among them.

There is no way of substantiating estimates of the numbers killed. The most obnoxious part of the Emergency regulations gives the security forces power to eliminate people with-out any trial or inquiry, or without even notifying their families. Parents often cannot establish whether their children have been killed or are simply missing.

European governments are pressing to get these clauses removed on the grounds that they can no longer serve any purpose. Security forces apparently regard them as necessary during “mopping-up operations.” But there is concern that their use could be extended from suspected JVP members to other opponents of the regime and “troublemakers.”

The direction the country will take is difficult to foresee because President Ranasinghe Premadasa is a lone figure who does not take his cabinet or even his senior officials into his confidence. He seeks the advice of gurus and astrologers and was recently photographed being raised on a chair by a spiritualist.

But he is in a much stronger position than in August when the JVP threat was at its height, the foreign exchange reserves at an all time low, and he was faced with a difficult dispute with India.

Some think his pragmatism will steer him to solutions for other problems, from bringing the armed forces back under civilian control, to achieving some form of national reconciliation and a settlement in the north. But the civil war has opened a Pandora’s Box, and it is still unclear what will emerge

Rajapaksa whips Ranil at Anuradhapura…

United People’s Freedom Alliance (UPFA) candidate for the Kurunegala District and former President, Mahinda Rajapaksa, addressing the inaugural UPFA rally in Anuradhapura yesterday, launched a scathing attack on United National Party leader Prime Minister Ranil Wickremesinghe charging him for reversing the development process that was pursued by the previous Rajapaksa regime.
The former President, who arrived on the stage as the Prime Ministerial candidate for the UPFA, said that the so called good governance government led by the United National Party (UNP), has in just six months backtracked the development process in the country that was initiated by the previous regime to benefit the people.

“Look at what Ranil Wickremesinghe and the current government have done to all the development projects started during my tenure in office? Those have been brought to a complete standstill. If in a short period of just six months they can undo all the progress we made in four years, imagine the damage they would do if they are given five years to govern this country?” the former President asked, adding that 58,000 rural development projects had been stopped by the present government led by Wickremesinghe.
Rajapaksa accused Prime Minister Ranil Wickremesinghe of orchestrating the controversial Central Bank Bond issue adding that Ranil was a hypocrite and added that Wickremesinghe alleged that Rajapaksas’ stole from the people.
“The country’s largest financial fraud was perpetrated soon after Ranil Wickremesinghe became Prime Minister this year. Over Rs. 50 billion was plundered through the Bond scam. All those who called me and my government thieves should look in the mirror and see themselves”, the former President urged.

Rajapaksa said the peace that the country regained in 2009 existed no more, citing as an example the atrocious rape-murder that took place in Jaffna in the recent past noting it was dreadful for a young girl to walk alone in the peninsula.
“We were able to free this country from terrorism. Not even six months have passed since the UNP came into power,the North is in total chaos endangering the lives of the people. Some have even said that the LTTE rule was more preferable to the situation that prevails in the north today”, he observed.

The former President continued to state that the Prime Minister was to blame for bowing his head to the LTTE leader in 2001 instead of defeating the terrorist organization at that early stage.
“Do you all remember how the present Prime Minister betrayed the country in 2001? Do you remember how he gave our Army’s intelligence to the LTTE”,he asked.
Rajapaksa alleged that similar to LTTE leader Vellupillai Prabhakaran proclaiming that he would defeat him (Rajapaksa), the new regime too hoped to do the same.

“The LTTE wanted me dead and done with. They did not succeed. Now, the Good Governance government has also stated that they will “sweep away the Rajapaksa’s”. Are they repeating the words of the LTTE”, the former President queried.
He further accused the present government of interrogating state officials in a threatening manner without reason and cause.
“Do you know that so far the Prime Minister has had over 800 people interrogated? They are being interrogated for the sole reason of having worked for my government. Some have been interrogated at gunpoint. Is this good governance?”, Rajapaksa asked the crowds at the venue.

The former President promised that if he and his government were to return to power following the August election, a series of changes would be made in the country.
“We will ensure that there is religious freedom for all. We will uplift the country’s economy and the living standards of the people” the former President said, noting that the achievement of Colombo being named the fastest growing city in the world as a result of the development that took place during the Rajapaksa regime would be further sustained.

US$ 1.6B reserves wipeout to defend rupee

Ceylon Finance Today: A massive sum of US$ 1,069.96 million (US$ 1.1 billion) was drained out from Central Bank of Sri Lanka’s (CBSL’s) foreign reserves in the first half of the year, mainly due to foreigners exiting from the government securities market and the stock market because of the prevailing political uncertainty in the country.
In contrast, in the corresponding period last year, the country’s foreign reserves on a net basis were enriched by US$ 550.9 million due to the receipt of inflows. Nevertheless, the drain in foreign reserves began in September 2014, when the calling of presidential elections was in the air. As a result, in the four month period from September 2014 to December 2014, the country’s foreign reserves suffered a net foreign outflow of US$ 516.19 million, thereby taking the net total of such outflows in the 10 month period to end June 2015 to US$ 1,586.15 million (US$ 1.6 billion).
Such outflows are caused due to CBSL’s prevention of the rupee depreciation, by meeting the market’s requirement for US dollars by selling the same at discounted price, whereas sellers were asking for higher prices.
The current discounted price of the dollar is Rs 133.80 per unit in interbank spot trades.
