The Sri Lankan rupee fell sharply against the dollar Thursday, after the country’s central bank ordered a 15 percent depreciation in a bid to stave off a looming economic collapse sparked by a shortage of foreign currency.

The country’s worst economic crisis since independence has led to fuel and electricity rationing across the South Asian nation of 22 million, crippling public transport and causing long queues for food and medicine.

The coronavirus pandemic battered the island’s tourism sector — a key foreign currency earner — sparking fears the country may not be able to repay its $51 billion foreign debt.

Traders said the rupee Thursday sank 11.53 percent against the US dollar, the island’s main foreign trading currency, as authorities struggled to raise cash to finance desperately-needed oil imports.

The state-run Ceylon Petroleum Corporation (CPC) has asked the government to urgently raise the retail price of oil in a bid to save itself from bankruptcy.

This week’s depreciation added another 198 billion rupees ($760 million) to service the firm’s foreign debt of $3.3 billion, official figures showed.

The Central Bank of Sri Lanka on Monday night announced it would allow “greater flexibility” in the exchange rate, which had been pegged at 197 rupees to the dollar since last April.

But it then backtracked, telling commercial banks that it would not intervene to shore up the rupee.

The remarks led to a sharp depreciation when markets opened on Thursday, traders said, with exporters expecting a further fall in the currency’s value.

The CPC is losing 120 rupees on every litre of diesel sold at the current government-regulated price, chief Sumith Wijesinghe said.

“If we had the authority to increase (the price), we would have done it already,” Wijesinghe told reporters.

The government has said it hopes to soon import $500 million worth of oil under a credit line from India to address the local shortages.

On Wednesday, the government tightened restrictions on a wide range of imports — from whisky to kitchen appliances — to save foreign exchange and finance essential imports such as oil, food and medicines.

An import ban was already introduced in March 2020 on big-ticket items such as cars, in an effort to stop the outflow of dollars needed to pay Sri Lanka’s debts.

Milk powder, sugar, lentils and wheat, as well as medicine, are in short supply.

The International Monetary Fund last week urged Colombo to devalue its currency and raise taxes, warning the cash-strapped country that its foreign debt was “unsustainable”.

Ten party alliance to conduct rally in Nugegoda

The ten party alliance of the government is planning for a public rally in Nugegoda in similar lines with ‘Mahinda Sulanga rally’ (Bring Back Mahinda) conducted way back in 2015 after the electoral defeat, Daily Mirror learns.

A date has not yet been fixed. However, sources close to the alliance said March 29 would be the likely date.

These parties have decided to sit independent of the government in Parliament.

The National Freedom Front led by MP Wimal Weerawansa, the Pivithuru Hela Urumaya led by MP Udaya Gammanpila, the National Congress led by MP A.L.M.A. Athaullah and the Democratic Left Front led by Minister Vasudeva Nanayakkara are among the parties of this alliance. (Kelum Bandara)

China mum on Sri Lanka’s request for debt restructuring

China once again kept silent on Sri Lanka’s request for debt restructuring but said it has been assisting the island nation to the best of its ability to overcome its forex crisis.

Sri Lanka is currently reeling under a severe foreign exchange crisis with falling reserves and the government is unable to foot the bill for essential imports.

Last December, Sri Lankan President Gotabaya Rajapaksa requested Beijing’s assistance in mitigating his country’s deepening forex crisis and spiralling external debt.

In his meeting with the Chinese Foreign Minister Wang Yi, the President raised Sri Lanka’s deepening forex crisis and spiralling external debt and sought Beijing’s assistance.

He had pointed out that it would be a great relief to Sri Lanka if attention could be paid to restructuring the debt repayments as a solution to the economic crisis that has arisen in the face of the COVID-19 pandemic.

It is estimated that Sri Lanka owes debt payments to China in the region of USD 1.5 to 2 billion this year. Overall China’s loans and investments in Sri Lanka were estimated to be more than USD eight billion in the last few years.

But Beijing has not made a public commitment for debt relief assistance to Sri Lanka so far.

Asked about Sri Lanka’s pending request for debt relief, Chinese Foreign Ministry spokesman Zhao Lijian told a media briefing on Wednesday that China has been providing assistance for Sri Lanka’s socio-economic development as its capability allows, and will continue to do so going forward”.

With the efforts and solidarity of the Sri Lankan government and people, the country is believed to overcome the temporary difficulties soon and embrace even greater development,” he said.

Coronavirus: 580 fresh cases reported and confirms 13 more coronavirus deaths in Sri Lanka

The Health Ministry reports that another 580 persons have tested positive for Covid-19 today (March 10), pushing the tally of confirmed cases of the virus registered in the country to 654,916. 

Nearly 20,000 patients infected with coronavirus are currently undergoing treatment island-wide while total recoveries has risen to 618,616.

The Director General of Health Services has confirmed another 13 coronavirus related deaths for March 09, increasing the country’s death toll due to the virus to 16,374.

Sri Lanka’s post-independence has been flavoured by spice & ice – all of our momentous moments were erased by a handful that chose to go crying tale tales overseas. The noteworthy aspect of these tale carriers is the selective nature of their so-called justice”. They deem fit to decide what should be defined as ‘justice’ within the prism of their belief. We have seen many a character scooting off to Geneva to deliver speeches to embarrass the nation, not shirking once that their statements are distorted & full of innuendos. Not only do they take pride in painting a bleak overview about Sri Lanka internationally, they think they can return as heroes for doing so. No country in the world garlands their traitors but Sri Lanka has an uncanny knack of doing so. This is creating more traitors who think they can emerge as heroes & heroines by betraying their nation.

The newest entrant to the annual Geneva circus is peddling a new notion regarding the Easter Sunday attack. If his claim is that the attack is politically motivated, is his trip to Geneva politically motivated too. If his claim is only God can provide answers, why go to Geneva & not seek an explanation why so many died inside Churches where they went to prey. There are other answers we seek from the Cardinal. A key question remains the unanswered question of the Church role in LTTE terrorism where a plethora of players were involved in indirectly fostering terror in Sri Lanka simply to advance the agendas of their foreign head-quarters as well as to fulfill a historical unfulfilled objective. Thus is the trip also to satisfy head quarters?

Ironically, we have had direct foreign presence for 443 years and indirect foreign intervention since 1948 via groups of puppets camouflaged in different forms. It has been all of these players who have been despatched overseas from time to time, to the halls of Geneva when their concocted lies appear not to be working locally. They take turns to betray the nation or when things hot up they clamor together to build a combined force.

If many have not noticed, while plugging a political motive for the attacks, the innuendos behind the Cardinal’s appeal for intervention is to CONTINUE” the UNHRC investigations, illegally & falsely launched since 2011. Having produced no dead bodies, no names of dead to claim 40,000 or more died & relying only on annual tamashas and well-sponsored fake reports & invisible hidden witnesses – it becomes laughable to have the Cardinal even suggest that UNHRC plugs Easter Sunday into their scope of lies. This is indeed a grand move on the part of the script writers for obviously their lies are getting internationally exposed with countries also questioning the methodology of the UNHRC against a UN Member state.

What is interesting about the Cardinal’s request is that while he claims not to trust or have faith in local investigations, he wants to plug Easter Sunday investigations into the UNHRC investigations which even after 10 years has failed to prove any of their claims except trying to trap Sri Lanka into UN terminology & international legal googly’s. If one looks at the UNHRC reports it is clear that they are out to weaken Sri Lanka at every level & has little or nothing to do about any accountability for the last 3 months of the conflict which was the sole reason for UNHRC crocodile tears against Sri Lanka.

Let the Cardinal be once again reminded that while the Church remains silent about its role in LTTE terror where Church fathers & sisters have openly supported the LTTE so far as to go on street protests holding placards for Prabakaran & even running orphanages from which children were taken & turned into child soldiers, while missionaries were seen carrying out the historical quest of conversions which was why all LTTE dead were buried and not cremated (if we presume majority of LTTE were Hindus & should have been cremated) All of the LTTE diaspora are functioning from Western countries and majority of these entities were only created after the death of Prabakaran which is a clue to showcase the foreign influence over LTTE while another clue comes in the manner West-funded NGOs were quick to come to LTTE rescue using their staff & reports, while the west-sponsored media also did their role.

These same players are now being re-tasked to function within a newer script, obviously drawn up by the same invisible players. What role our closest neighbor plays in this we cannot tell but there is only a wafer thin line between fulfilling its self-interest & fulfilling its duties as a strategic partner. But the good Cardinal must explain why he is ignoring this neighbor’s role in the Easter Sunday scheme of things.

As for the people of Sri Lanka, all that we can wonder in surprise is the manner the Church flies off to Geneva when such trips were never forthcoming to save a child from becoming a child soldier, to stop LTTE bombing 24×7, to tell the truth about LTTE to the world, to even praise Sri Lanka’s military against the lies to justify R2P (another form of intervention camouflaged by the West)

As for the other characters presently in Geneva, they should explain why they did not bother to warn the churches when they knew of an imminent threat the day before the actual attacks.

If the ‘maha molakaru’ are the usual culprits, we should not be too surprised at the newest Geneva soliloquy. It’s all part of the plot! Ironically, the suicide bombers were just as victims as the hundreds they were brainwashed to kill.

Far more dangerous than them are those that pretend to be our heroes but are diabolical traitors, never hesitating to betray the nation & its people for 30 pieces of silver!

Easter attacks was a ‘grand political plot’, Sri Lanka cardinal tells UNHRC” Cardinal Malcolm Ranjith Fernando.

Rev Archbishop of Colombo Cardinal Malcolm Ranjith, could you please reveal this political plot for the benefit of the general public so that we will know who the real culprits are behind this Grand plot, without leaving room for unnecessary speculations and confusion both at Home and abroad that will worsen the image of Sri Lanka which is already at abysmal depth. The God will bless you on behalf of all victims, once the real culprits are caught. And punished.

How gracious and dignified it would be, if it had been revealed at home on your part as the onetime national idol of all Sri Lankan people, before you told the Pope and the UNHRC going all the way to Geneva as a person who strongly opposed for international mediation in our domestic affairs?

Anyway, I earnestly request your Honor to reveal it at least now so that the sinners could be brought to book early and justice and fair play is meted out for the victims, as both you and we pray.

We are so unfortunate that bribery and corruption in every Institution, particularly in the Government sector is dishonest. The Media has exposed the venality of Parliamentarians, members of Town and Provincial Councils, Chairpersons of Government Corporations, and Administrators as deceitful and corrupt. Still, there is no proof against them, as they are very clever in concealing their dishonest practices. 

It is tragic that officers elected to serve the public behave in a scandalous and disgraceful manner. The newspapers and TV news give us an ear-full daily. So, the public has no choice except to be disgusted and frustrated to see their hard-earned money wasted as direct and indirect tax payments. It is undoubtedly our mistake in appointing such people through the universal franchise.

Each Government had slow economic progress even when the country had resources with engineers and artisans. From time immemorial, our forefathers were engineers admired and praised by foreigners for their ingenuity. They constructed canals with a gradient of one inch to a mile. Our forefathers did everything with the sole aim of preserving their nationalistic premise.

Unfortunately for us, the qualified and capable engineers, technicians, and artisans migrated to boost the economy of foreign countries. When Governments change every five years or so, they don’t define a Government policy structure to adhere to. New administrations then change the policy structure according to their whims and fancies rather than adhering to a national policy. 

Earlier our average IQ was very high. However in 2015, we went down to 79 in the Asian IQ rankings. Today Japan has an IQ rate of 106.48 with 125, 584, 838, and Taiwan stands at 106.47 with 23,888,595 population and Singapore at 105.89 with 5,943, 546. It shows how Sri Lanka has deteriorated in social and intellectual capabilities.

What did Sri Lanka lose?

Because of the gluttony of two former Ministers, Sri Lanka lost a network of electric trains. Media wallahas pulled skeletons out of the cupboards of a former senior Minister and State Minister concerning an electric train project with a foreign company. The foreign firm was unwilling to grant the staggering commissions demanded by the two previous Ministers. Their greed affected the development of the country’s rail system and lost thousands of employment opportunities.

The irony was how such transgressions were covered up rather than holding an inquiry by the Criminal Department to bring the perpetrators to justice. They should have been punished by law. For the sake of transparency, the previous Government should have investigated whether their two Ministers were corrupt or were the Media, allegations false.

Ceylon gained Independence on 4 February 1948; since then, politicians’ fragmented society into various political groups and hues. The politicians’ egocentric aim was to grab power but not work for the nation’s development. It is ruinous even today to see such views and patterns continuing in the same trend to devalue the country’s overall values, progress, and development.

During the Presidential Election, the Government repeatedly announced that when they came to power, the wrongdoers of the previous Government would be severely dealt with. The Government has still to adhere to their pledge at the election podia. The Government tried to escape by adopting a procrastination process and hiding behind the term ‘democratic‘. This kind of television drama makes the present Government sill unpopular. 

Towards progress    

On 2 March 2022, a  conference of eleven coalition parties of the Government was held at a Hotel in Kotte to unveil their proposals titled ‘Mulu Ratama Hari Magata’. The forum intended to overcome the economic crisis in the country’s long-term and short-term solutions. Still, after the conference, two prominent Cabinet Ministers lost their jobs, which the populace thought was a rash decision!

Blaming others

The administrators constantly point fingers at the residue of corrupt officials entrusted to deal with the files of the miscreants. The public hears the files containing evidence against offenders were either misplaced, or that lawyers did not present facts accurately. This process is a total waste of the taxpayers’ money and the Government’s time in courts that sends so many scot-free.

Police 

A police force deployed in any country is to maintain Law and Order. However, if a police officer is found guilty, he gets transferred to another district rather than being dealt with. Such situations become indecorous incidents, but the whole issue becomes a laughingstock. 

The public consensus is that reorganising the Cabinet of Ministers will not help the Nation’s development or come out of the present economic crisis. Yet, the head of the Government needs to consider the overall Cabinet Ministers’ capabilities rather than being emotional before taking any drastic steps.

Dispensing of medicine

A state of affairs exists when the registered pharmacists entrust the business to entrepreneurs to run their licensed pharmacies by employing cashiers with no knowledge of pharmaceuticals, except a few branded names.

It is a severe problem. The Pharmacy Act in Sri Lanka dictates the licence holder to be present on-site when dispensing drugs to the public. Suppose the licence holder is not available at any time in the pharmacy, the Law dictates to close the pharmacy during the pharmacist’s absence. Even when Health Ministry inspectors do flying visits to pharmacies in the absence of the licence holder, the cashier usually comes out with the excuse that the boss just has gone out”. 

 In Sri Lanka, it has become habitual to place drugs in small envelopes without mentioning the drugs’ name or strength. The ignorant patient does not know what he consumes at all. It applies primarily to antibiotics. Unless one buys a complete packet from a pharmacy of the branded drug, no one knows what they swallow.  All local private clinics adopt this system placing drugs in separate envelopes. After all, a person’s life is their responsibility. They should have the right to know what medications they consume.

Contrary to these practices in developed countries, such as Chemists in the UK, the senior pharmacist always double checks the drugs before dispensing it to the public by checking the name and address of the prescription, the list of drugs and the strength of the medicine and the dosage marked as TDS, etc.

Living conditions

Unfortunately, the public is facing hard times with the economic calamity and the consumer prices rocketing because of the dollar crisis. People are in darkness for up to 7 hours a day due to power outages while the Ministers and VIPs are not affected.  The public are frustrated to the hilt. With the release of funds to clear cargo in Colombo harbour, one hopes the power outage will be limited. At present, what people see on TV news is how the public express their frustrations. Can any Government politician visits the voter now pleading to be reelected?

While recalling long standing excellent relations with Sri Lanka, Minister Prof. Dr. Laothamatas warmly welcomed the Ambassador Chaminda Colonne and assured to accelerate bilateral cooperation through speedy implementation of signed bilateral Memoranda of Understanding under the purview of the Ministry of Higher Education, Science, Research and Innovation of Thailand.

Both further discussed the avenues of future cooperation mainly in the fields of medicine, engineering, vocational training and language training.

Prof. Dr. Anek Laothamatas warmly accepted the invitation extended by Ambassador Chaminda Colonne to visit Sri Lanka at a mutually convenient time.

Permanent Secretary Prof. Sirirurg Songsivilai, Deputy Permanent Secretary Assoc. Scans reveal how Covid may change the brain

Catching Covid may cause changes to the brain, a study suggests.

Scientists found significant differences in MRI (magnetic resonance imaging) scans before and after infection.

Even after a mild infection, the overall size of the brain had shrunk slightly, with less grey matter in the parts related to smell and memory.

The researchers do not know whether the changes are permanent but stressed the brain could heal.

The study is published in the journal Nature.

Lead author Prof Gwenaelle Douaud, from the Wellcome Centre for Integrative Neuroimaging, at the University of Oxford, said: “We were looking at essentially mild infection, so to see that we could really see some differences in their brain and how much their brain had changed compared with those who had not been infected was quite a surprise.”

The UK Biobank project has followed the health of 500,000 people for about 15 years and has a database of scans recorded before the pandemic so provided a unique opportunity to study the long-term health impacts of the virus.

The scientists rescanned:

  • 401 participants 4.5 months, on average, after their infection, 96% of whom had had mild Covid
  • 384 participants who had not had Covid

They found:

  • The overall brain size in infected participants had shrunk between 0.2 and 2%
  • There were losses in grey matter in the olfactory areas, linked to smell, and regions linked to memory
  • Those who had recently recovered from Covid found it a bit harder to perform complex mental tasks

But the researchers do not know whether the changes are reversible or truly matter for health and wellbeing.

“We need to bear in mind that the brain is really plastic – by that we mean it can heal itself – so there is a really good chance that, over time, the harmful effects of infection will ease,” Prof Douaud said.

The most significant loss of grey matter was in the olfactory areas – but it is unclear whether the virus directly attacks this region or cells simply die off through lack of use after people with Covid lose their sense of smell.

It is also unclear whether all variants of the virus cause this damage.

The scans were performed when the original virus and alpha variant were prevalent and loss of smell and taste a primary symptom.

But the number of people infected with the more recent Omicron variant reporting this symptom has fallen dramatically.

‘Your mind is what is being exercised’

Paula Totaro lost her sense of smell when she caught Covid, in March 2020.

“When it was gone, it was like living in a bubble or a vacuum – I found it really isolating,” she told BBC News.

But after contacting the charity AbScent, which supports people who have lost their ability to smell and taste, she began smell training.

“What smell training does – particularly if you do it twice a day, regularly, religiously – is it forces you to take the smell, allow it to go back into your nose and then to think about what it is that you’re smelling,” she said.

“And that connection between what’s in the external world and what goes into your brain and your mind is what is being exercised.”

Ms Totaro has now recovered most of her sense of smell – although she still has trouble identifying what different smells are.

“It’s a mix of joy that the sense has come back but still a little bit of anxiety that I’m not quite there yet,” she said.

UK Biobank chief scientist Prof Naomi Allen said: “It opens up all sorts of questions that other researchers can follow up about the effect of coronavirus infection on cognitive function, on brain fog and on other areas of the brain – and to really focus research on how best to mitigate that.”

Prof David Werring, from the University College London Institute of Neurology, said other health-related behaviour could have contributed to the changes seen.

“The changes in cognitive function were also subtle and of unclear relevance to day-to-day function,” he said.

“And these changes are not necessarily seen in every infected individual and may not be relevant for more recent strains.”

Where did Sri Lanka go wrong after independence & how do we make it right?

Either we are picking at straws wondering what we did wrong since 1948 or we are pointing fingers at others but still unable to find the answers. It is indeed sad that we cannot pinpoint where we have erred & we fail to find a formula to take us out of the rot we have got ourselves into. While anything is possible & nothing is impossible, there are plenty amongst us with the will to create that much needed system change – will we be allowed to?

Before we search for solutions, we need to first get some background facts straightened out

We have always been betrayed by our own & not because our enemies have been any better. 

Sadly, the reality in looking back at history, all of the South Indian, western invasions have been as a result of the betrayal of our own leaders for petty personal gains or lack of will to lead & defend the nation. It happened in 1505, 1658 & 1796 – brave sons & daughters of Sri Lanka sacrificed their life & limb to protect the nation but a handful was ever willing to sign & hand over power. This betrayal baton & its DNA has passed into the hands of many present day leaders whose treacheries we know too well. Thus, one of the key reasons we are unable to come out of the abyss we are in is because we have no leaders we can trust who will put the country first. It is their selfish agenda which gets rubbed into the closest around them creating a merry team of traitors & opportunists holding the helm of governance & controlling all areas where development should be systematically taking place, denying true policy creators the opportunity & freedom to plan Sri Lanka’s short/mid/long term development goals on Sri Lanka’s terms with a national policy plan that doesn’t get changed as a result of under table deals.

Colonial slave” mindset – mentally geared to run to the suddas for all matters         

Life before 1505 & life after 1505 needs greater comparison. All the discrimination allegations thrown at us today are part & parcel of the divide & rule policies drilled into the social-educational policies by our invaders. There was no ethnic” identification & no one was discriminated because of their ethnicity during pre-invader Sinhale rule. People were divided by their colour, their ethnicity, their status etc only by the systems created by the western invaders to make their colonial rule advantageous to themselves. Having created mayhem & murder across the globe going so far as to create slaves out of people, transporting & dumping them across all corners of the world – today, these very nations demand we treat them as paragons of virtue. They demand accountability from others but are averse to being held accountable for 500 years of murder & plunder. With all world systems under their thumb, perversion of justice will continue, except for pretentious carnivals organized as Global Conferences with fancy speeches written by unknown persons just a camouflage. Not many wish to call their bluff because a call will end up with sanctions or similar bullying. However, we must mention the likes of Castro, Gaddafi, Mugabe, Chavez – who bravely stood up to challenge the status quo.

500 years of direct invasions followed by present day indirect interventions

There was no print or digital media to cover the horrors committed by a handful of countries that went to explore the world & claimed to have discovered” countries where inhabitants lived for centuries.These discoverers” were sanctioned by their religion to forcibly convert or kill all those that did not belong to their faith & take over their lands. This agenda continues – where the sword was used previously newer tactics are currently in vogue. To cover their present day crimes, they control all modes of communication channels that can influence opinions to their advantage. We have seen how the modern day invasions based on lies were justified to fool the world with well-orchestrated bag of lies & teams of liars with another set kept ready to be bogus witnesses. The lengths they take to commit their crimes & cover their crimes is unbelievable.

Sri Lanka has been an unlucky victim of such global geopolitics but we have failed to produce leaders able to withstand international pressures. There are many examples to cite how PM Mrs. B never gave into international pressures, President Premadasa packed off Indian soldiers from Sri Lanka, President Mahinda Rajapakse succeeded in deciding to militarily end LTTE despite western/UN threats not to. The present day international pressures are all part of fulfilling international geopolitical goals at the cost of Sri Lanka’s sovereignty.

When leaders forget Sovereignty is non-negotiable” 

Any donkey can become a politician but it takes much more to be a national leader & throughout over 70 years of post-independence, those we elect seem to forget the golden rule that demands them to protect the sovereignty & territorial integrity of our nation. Sri Lanka is not their personal property to cut & dish out as they please when cornered politically by international giants or multinational powerhouses. People elect them to devise strategies & draft policies & legislations to protect the nation & its people. We have seen this erode with each parliamentary election. When the crooks hold the reigns & powers to change, there is little hope to expect them to make any legislative & legal changes for the betterment of the country except to protect their own interests. We have many ready to hold placards to ‘change’ the system – but how” is never answered given that those who plead for votes are unable to make that change with many ending up joining the coteries of those who manipulate the systems.

The begging bowl syndrome & lack of We”

Ever since the open economy” the people have been formed to think of everything with cosmetic value & encouraged to splurge without saving & investing. Furthermore, we have been entrapped to take loans ignoring how we are to pay back these loans. When difficulties arise in paying back the loans, we have been encouraged to not feel shy to go with begging bowl. Late Ronnie de Mel glorified this trait which became a hand-me-down policy for every government. Working hard, paying greater attention to local products, manufacturing & national productivity that was promoted under Mrs. B was soon kicked out the door & people were drawn towards relying on everything & anything being imported. The secret behind this maneuvere was the massive commissions that accrued from these deals. This soon saw a surge in new rich – resulting in more cosmetic thinking, more importing, more loan taking, more spending & little or no income or saving. There is little point blaming any one government – every government from J R Jayawardena has to accept responsibility (proportionally differing). While countries like Bangladesh have shone with their new economic national plans, Sri Lanka makes bold ventures without proper planning & ends up in a worse scenario than where we began. China’s 30 year plan has seen China rise to a mega power. This shows nothing is impossible but so long as Sri Lanka continues to ride the tide of ignoring national development across the boards instead of personal benefit alone, Sri Lanka is unlikely to get anywhere. We are a resilient nation but governments should not take the patience of the people for granted. No citizen would agree to suffer when those that are tasked to improve their lives end up only improving their own, their families & their friends.

Who has the answers – what have the world’s agencies really done

From the world monetary systems, to development goals, human rights & world politics – we are annually told the experts and organizations will usher in a better world, but we never see that happening. From seeing the end of two world wars in 1945, we have just 11 countries without conflict. When there were no lawyers, police, judicial systems in ancient times – we see greater crimes now. When there were no consultants, advisors, engineers in ancient times – no modern road can compete with the magnificent structures of the past. When international agencies preach righteousness, equality, anti-corruption – their halls are full of them.

How do we make it right?

We cannot change the world – but we certainly can change all that is going wrong in Sri Lanka. We can spend months of Sundays listing the wrongs & pointing blame but these should only be used to ensure they do not recur in the future. No change can come without considering the dangers outside our borders, for all new change must first accommodate a legal framework to ensure that Sri Lanka is legally protected via international common laws & any new laws must also ensure this. Where we know the opportunities for mischief is possible, these should be plugged or alternately some form of checks & balance system must be devised. The most important aspect is to imbue nationalism & patriotism amongst all citizens & this is the only way that instils in them the mindset to wish to protect one’s home & it is a feeling that remains even amongst expats living overseas.

There is little point in forming new parties or movements if it continues to place the same players responsible for the situation Sri Lanka has landed in. There is little point in planting a new set of people, if they lack any patriotism to protect the nation & its people. There is little point in placing persons who pretend to be patriotic for they end up doing the bigger damage. Therefore, any system change must uproot all of the corrupt that sit across all public sector positions at decision making levels while nominations should be the key area for initial change as often parties end up listing the same corrupt persons & the voters have little choice ending up having to vote for the lesser evil.

It would be good for groups of people to devise appropriate changes for nomination criteria, removing corrupt public officials (including those in the judicial pillar) Let all these changes be designed and drawn by our own – we have the talent & we do not require imported international consultants or international agencies to draw up frameworks.

ERASING THE EELAM VICTORY Part 16C

Anton Balasingham (1938 – 2006) played an important role in the Eelam war. Balasingham and his wife influenced, assisted and guided the group from the very beginning, said analysts.  Balasingham spent time with the LTTE leadership, in India in the 1980s and Sri Lanka in the 1990s.

By virtue of his close association with LTTE chief Velupillai Prabhakaran for nearly three decades and his dogged pursuit of the LTTE cause, Balasingham had created a niche for himself in the monolithic outfit, observed Muralidhar Reddy. Bala was the LTTE’s chief negotiator and political strategist. Also its chief spokesman, propagandist and theoretician. LTTE could not find a replacement for Bala after he died.

Balasingham grew up in Jaffna. His father, an electrical foreman was from Eastern province.  His mother a midwife was from Jaffna; His father was a Hindu and mother Roman Catholic. The father died when Balasingham was young and his mother took the family to Karaveddy, 7 km from Point Pedro.

Balasingham was educated at Sacred Heart College, Karaveddy and Nelliady Central College. Balasingham was raised a Roman Catholic, but he was also attracted to leftist politics which was popular in Karaveddy at the time.

In the 1960s, Balasingham moved to Colombo   as a sub-editor of the Virakesari newspaper. He was in charge of foreign news which entailed translating Reuters and other articles into Tamil. Balasingham then got a job as a translator at the British High Commission in Colombo. His wife fell ill and in 1971, Balasingham immigrated to UK with the help of the British High Commission to obtain treatment for his wife. His wife died in 1976 and in 1978 Balasingham married Adele Ann Wilby, an Australian nurse working in the UK.

Balasingham managed to study while working in the UK. He obtained a M.A. degree from the South Bank Polytechnic. He started a PhD course but did not complete it.

Politically, Balasingham first linked with Eliyathamby Ratnasabapathy, founder of EROS. He also had discussions with Padmanabha, the EPRLF leader, and then a student in London. N.S. Krishnan, the LTTE Western European representative then enticed Balasingham into the LTTE. Initially Balasingham was commissioned to write tracts, leaflets, pamphlets etc. for the LTTE in English and Tamil. In 1979 he produced the LTTE ideological leaflet ‘Towards socialist Eelam’. He did a lot of translations for the Tigers later, said DBS Jeyaraj.

Balasingham and Adele went to Tamil Nadu and met the two LTTE leaders, Prabhakaran and Uma Maheswaran. When Prabhakaran and Maheswaran split Balasingham tried to reconcile the two but failed. Instead of resolving the dispute Balalsingham’s intervention deepened the dispute said one analyst. After the split became permanent in 1981, Balasingham joined Prabhakaran though the Prabha loyalists were very few compared to the Uma group at that time. Balasingham had judged correctly.

The Balasinghams took up residence at a state guest house in Madras with the help of a Tamil Nadu politician, a friend of Prabhakaran. Then they started to lecture to Tamil youth, on request.

Cyril Ranatunga, former Army Commander, recorded later that   in May 1981 the District Intelligence Bureau of Jaffna was getting information regarding the activities of Anton Balasingham and his wife, Adele, from informants who had attended the lectures of the Balasinghams.

The main thrust of Balalsingham’s lectures to the ‘Boys’ in Madras had been :( a) the time was appropriate for as many Tamils as possible to seek asylum in the capitals of Europe, America, Canada and Australia. This should be to convince the foreign sympathizers that the Tamils are an oppressed race, they are being harassed by the Sri Lankan Armed Forces and the Police and the government of Sri Lanka is violating Human Rights.(b) The need for some sensational act to attract the attention of the world to the cause of the Tamils and also provide adequate grist to the mills of the world media.(C) The need for a steady flow of funds if the movement is to be sustained particularly if an armed struggle had to be launched. Balasingham had stressed that an armed struggle was inevitable. (d) Adele Balasingham had specifically mentioned that she was in touch with the Australian immigration authorities and the latter welcomed asylum seekers from oppressed communities.

Prabhakaran returned to Jaffna in 1987. Balasingham remained in Madras to oversee political work but later he and Adele moved to Jaffna. When war erupted between the LTTE and IPKF in late 1987 Balasingham and Adele became targets and they returned to London. That is because India had never trusted the Balasinghams and at one point deported them.  The Indian government expelled Balasingham after the Thimpu talks OF 1985.Tamilnadu protested and Balasingham was allowed to return to Tamil Nadu.

After the IPKF left,   Balasinghams returned to Jaffna. While Adele Balasingham helped out with the medical unit and the women’s wing, Balasingham attended to political matters. The Jaffna media too came under his influence. He also wrote extensively using the pseudonym Brahma Gnani” for the Velicham journal.

When the Sri Lankan military recaptured in the Jaffna peninsula in 1995 the LTTE withdrew to the Vanni and Balasingham relocated to Thiruvaiyaru near Kilinochchi. Later they moved to Puthukkudiyiruppu. They continued to stay sporadically in Jaffna thereafter.

Balasingham was important to the LTTE and the LTTE recognized this. In 1998 Balasingham fell ill in Jaffna. He was suffering from acute renal failure and needed to go abroad for advanced treatment. The government of Sri Lanka placed conditions on helping him, so the LTTE did it by themselves. The UK daily, Guardian commentedonthe extraordinary lengths the LTTE went to in 1999 to smuggle him out of the country for treatment.

In January 1999, he was taken by a Sea Tiger boat personally captained by Sea Tiger Commander Soosai to a LTTE ship at mid sea .Thereafter, the ship proceeded to Phukhet in Thailand.From ThailandBalasingham was taken to Singapore and   London.  Then he went to Oslo, where he received a transplanted kidney donated by a young Sri Lankan Tamil. After recovery Balasingham returned to work for the LTTE.

Initially Balasingham had a good relationship with Prabhakaran.  Balasingham was one of the few who could engage in constructive discussion with Prabha. Balasingham accompanied Prabhakaran to important meetings, such as that with Indian Prime Minister Rajiv Gandhi in Bangalore in 1986, to act as translator and political adviser. Prabhakaran did not speak English. He was  Prabhakaran’s speechwriter. Despite the terminal illness he wrote the Great Heroes Day” speech for the LTTE leader in November 2006.

Prabhakaran and Balasingham presided over press conferences together. The best known of these is the press conference Prabhakaran gave in 2002 to an international audience. At one point when journalists wanted Prabhakaran to answer instead of Balasingham told the media that he and the LTTE Chief were of the same mind ” and spoke with the same voice.”. Bala was also  at Prabhakaran’s side when Prabha met various Sri Lankan politicians   such as the Muslim Congress, Up Country People’s Front and Ceylon Workers Congress after this speech.

Balasingham  played a role in all the peace conferences.. At Thimpu,1985, Balasingham was backstage, giving instructions to the LTTE delegation of Lawrence Thilagar and Anton Sivakumar. Balasingham led the LTTE delegation in the 1990  peace talks in Colombo. Balasingham did not take any direct part during the 1994/95 peace talks in Chundikuli but instead monitored the talks from another room and exchanged notes with S. P. Tamil selvan who led the LTTE delegation.

He  led the LTTE delegation at talks with the Government in Thailand, Norway, Germany and Japan in 2002-2003.In Oslo, on December 5, 2002, Balasingham and his government counterpart G.L. Pieris agreed that the LTTE and the Sri Lankan government would explore solutions within a federal model. Balasingham was primarily responsible on the LTTE side for getting the ceasefire adopted.Balasingham then made a triumphant re- entry into the Wanni by travelling on a sea plane from Maldives that landed on the Iranamadu tank.  Lastly, he led the LTTE  at talks in Geneva in early 2006, but fell ill during the talks.

Bala was indispensable at these talks.Balasingham was the only English speaking person in the LTTE.  KP stated that LTTE suspended talks in 2003 because they lacked competent negotiators. Except for  Balasingham, LTTE negotiators simply failed to match the skill of government representatives. The government  had GL Pieris and several other expert negotiators while we lacked experienced men, he said. It was the same in 2006. LTTE missed Balasingham at their peace talks in Geneva, in 2006, Bala was ill.

Balasingham enjoyed special status in the UK during the  Eelam war. He was considered the leader of the LTTE  in the UK. Balasingham was the link between Norway and Prabhakaran. Norway could not meet Prabhakaran direct, only through Bala.  Bala represented the LTTE in all discussions with Norway , communicating continuously with Prabhakaran during the  discussions. 

Norway invested exclusively in Bala and their strategy was mostly    based on their special relationship with him., said analysts.  A leaked US diplomatic cable revealed how top Norwegian diplomats met Balasingham in London secretly, to discuss implications of Kadirgamar’s assassination.

Bala had very good relations with Norwegian peace envoy Erik Solheim. For a long period of time, I came to London every week, speaking with Bala, having his point of view about how the peace process could be moved forward; having his analysis of the situation in Sri Lanka; also exchanging my view ” Solheim said at the memorial service to Balasingham in London.

Erik Solheim  described the relationship between Prabhakaran and Balasingham as that of a husband and wife,” always needing each other but at the same time always fighting with one another. Together, when [Balasingham and Prabhakaran] combined their forces, they were a strong team. Separately, neither of them could lead the struggle.”

They were odd bed fellows anyway. Prabhakaran, in Balalsingham’s own words, was a war lord who has no real interest in political concepts.” Prabhakaran was a man who had virtually zero understanding of the political consequences to his actions, agreed DBS Jeyaraj. Bala on the other hand   had an academic approach to the Eelam issue, not a combatant one. Bala was for a negotiated settlement. But Bala could not take decisions, only  Prabhakaran could.

“Balasingham really believed the problem could be solved through negotiations, but Prabhakaran had other ideas. Both of them had several arguments and Balasingham often ended up cutting short his trips to the Vanni because of the arguments he had with Prabhakaran,” Karuna  said. On many occasions, Prabhakaran made it a point to contradict Bala.

Bala was gradually sidelined. The LTTE drafted the ISGA without consulting Bala . Balasingham voiced disappointment at the fact that he was largely excluded throughout the ISGA drafting process.

By 2006, Prabhakaran and Balasingham were not on good terms. Thamilselvan, Castro, Pottu Amman in the Wanni and Ruthirakumaran in New York had prejudiced Prabhakaran’s mind against him , said Bala. One reason for Bala’s unpopularity was the Oslo agreement which spoke of a federal solution. This  did not go down well with the hardliners in the LTTE and led to the sidelining of Balasingham . The charge against Bala was that he had made the organization give up the Eelam demand.

In November 2006  Bala had told DBS Jeyaraj  that the LTTE  would lose the war. He had tried to alert Prabhakaran at  a  one to one meeting at Kappapulavu  but failed to convince him.  He had entreated Prabhakaran to see reason and understand the situation. But Prabhakaran did not.

Thamilselvan, Castro, Pottu Amman in the Wanni and Ruthirakumaran in New York had  told Prabha that the Sri Lankan armed forces could be defeated and that the world would back the  LTTE against Rajapaksa. Senior leaders like Soosai, ‘Baby’ Subramanian, Balakumaran and Para understood the predicament but were powerless to persuade Prabhakaran to  face facts, Bala said.

Balasingham died on 14 December 2006 at his home in South London. Balalsingham’s funeral was held on 20 December 2006 at Alexandra Palace, London with a parallel service in the Vanni. On that day the LTTE conferred the title Thesathin Kural (Voice of the Nation) on Balasingham.

Adele Balasingham played a significant role in the Eelam war.  Suicide Killers, a documentary produced by BBC in 1991 shows Adele in Tiger uniform carrying an AK 47 and wearing a Cyanide capsule around her neck.

 Adele went with her team, from school to school recruiting children and camp to camp providing guidance. Among a dozen videos containing testimonies of LTTE child soldiers speak of  Adel Aunty and her baby brigade”

At Patrima School, one of the schools from which the LTTE recruited child cadres, 543 students were indoctrinated by LTTE including Adele. They were taken to the Skandapuram camp and trained by Adele and those working with her. Children, as young as 10, were trained in handling weapons and bombs. Adele was at the graduation with LTTE male and female leaders, Tamilchelvam and Vidusha,.

 At the Anbu base children as young as 12 were trained and sent to fight. The children who fled were captured and jailed. Tamil children who fled from the LTTE or freed by the Sri Lankan security forces implicated Adele in recruitment, indoctrination, training, and direction. According to multiple testimonies, Adele worked with Vidusha, Durga and Selvi. They  saw Adele instructing Vidusha.

Today, Mrs. Balasingham, who had encouraged the use of child soldiers against the SLA, lives peacefully in the UK observed Shamindra Ferdinando..After the death of Balasingham, Adele lives in a large double-storey home in a quiet street in New Malden, a middle-class residential suburb in southwest London. A war criminal, Adele committed crimes against humanity. Should Adele not be charged, arrested, tried and sentenced  said analysts. ( Continued)

Why did Caliban Fly into a Narcissistic Rage Hacking the Website and Removing the Offending Analysis when a Credible Plot to Annex the Northern and Eastern Provinces of Sri Lanka to India was Bared?

On 22 02 22, the ‘Socialist Vanguard Party for the Restoration of a Sovereign Unitary State of Sri Lanka’delineated a detailed exposé on how the Sri Lankan government, acting as a compliant accessory, is attempting to carve out an independent State of Eelam from the Northern and Eastern Provinces of Sri Lanka and thereafter facilitate Eelam (which includes Trincomalee Port) to annex itself to Tamil Nadu as Eelam -Nadu to be a member of the ‘Union of States’ of India.

Caliban flew into a narcissistic rage, when his seemingly well laid plans were exposed; he hacked into the website of Lankaweb and sheared off the offending analysis.

This expose` was carried in the slipstream of an incisive overview by the Editorial board of Lankaweb, THE PRESENT CRISES IN SRI LANKA- A FRIGHTENING OVERVIEW”.  

It is evident that the analysis has touched a very raw nerve of Caliban, working on a set plan to dismantle the Nation State of Sri Lanka; the reaction by Caliban validated the rationale of the ‘Appreciation’ of unfolding political and geopolitical events in the country.   

Serious acts of commission and omission by India, USA, Nandasena and Basil figured prominently in the appreciation. Who was Caliban, the website hacker? Was it one of those aforementioned or was it these same, acting collectively like a Cerberus from hell?

The plot thickens; the story line of India annexing the Northern and the Eastern Provinces of Sri Lanka gets grimmer and the situation becomes even more critical for Sri Lanka when on the 9th of March this year, a couple of days from now, the Supreme Court of India will take up for consideration a prayer made by BJP activist, Subramaniam Swamy, to declare Adams Bridge (Ram Setu) an Indian ‘national heritage monument’.

Adam’s bridge is a chain of impermanent sand dunes between Dhanuskodi in India and Talaimannar in Sri Lanka which serves as an expedient line of demarcation between the Gulf of Mannar and the Palk Bay.

Experts say that these sand dunes are formed QUOTE, Due to the streaming relationship of the Indian Ocean and the influence of the monsoon on the superficial sediments of the sea, combined with negative beach pushing UNQUOTE.

These dunes are constantly changing structure, repeatedly constructed and destroyed by natural process. The whole phenomenon depends on changes in the levels of the sea.

The international maritime boundary of the two countries is in the middle of the sea, the sea between Dhanuskodi and Talaimannar that stretches around 32 km; only half of the sea belongs to India while likewise, only half of the sand dunes, when in existence, belong to India.

The case, which has been postponed several times, is politically loaded and is being taken up at a suspiciously inadvertent time.

The ramifications of the Indian Supreme Court holding with BJP’s Swamy are many; such a unilateral determination would bring Tamil Nadu right upto the doorstep of Sri Lanka, to be precise Talaimannar.

And the ownership of the Gulf of Mannar, replete with untapped mineral and fuel resources, would be touted by India, as belonging to them.

But, from Sri Lanka’s side nothing appears to have been done. Almost as if the reprobate representatives of the people want it to happen.

Could it be that Basil postponed his visit to India to concur with the Delhi Supreme Court decision and sell secretly the mining rights in the Mannar Basin to the Indians?

If India establishes a monopoly in the Gulf of Mannar and if the Indian fishermen are permitted to share Sri Lanka’s waters in the Palk Bay with the Sri Lankan fishermen, India would have succeeded in metamorphosing the sea of Sri Lanka to the Sea of India.

There would then be no physical division between the sub-continent of India and the Island of Sri Lanka; Sri Lanka would become a part of the Indian subcontinent.

And when Tamil Nadu annexes Eelam, carved out from the Northern and Eastern Provinces of Sri Lanka, as delineated in the hacked article and with America’s buffer Zone running from TCO- CBO, Sri Lanka will be reduced to a North American style Indian-Reservation restricted to the Southernmost tip of a new cartographical India.

ජාත්‍යන්තර කාන්තා දිනයට සමඟාමීව බාලිකා පාසල් 08ක් සහ මිශ්‍ර පාසල් 02ක් ජාතික පාසල් පද්ධතියට එක් කිරීම අග්‍රාමාත්‍ය මහින්ද රාජපක්ෂ මහතාගේ ප්‍රධානත්වයෙන් අද (08) දින අරලියගහ මන්දිරයේ දී සිදුවිය.

රට හදන සෞභාග්‍යයේ දැක්ම පෙරදැරි කරගනිමින් අධ්‍යාපන අමාත්‍යාංශය ඔස්සේ ක්‍රියාත්මක ජාතික පාසල් දහසක් වැඩසටහන යටතේ මෙම උත්සවය පැවැත්විණි.

මෙම පාසල් දහය ජාතික පාසල් බවට පත්කිරීමේ නාම පුවරු අග්‍රාමාත්‍යතුමාගේ සුරතින් අරලියගහ මන්දිරයේ සිට අන්තර්ජාල තාක්ෂණය ඔස්සේ එකවර නිරාවරණය කෙරිණි.

අලුතින් එක්වූ ජාතික පාසල් 10 සමඟ ශ්‍රී ලංකාවේ ජාතික පාසල් සංඛ්‍යාව 395 ක් දක්වා ඉහළ යනු ඇත.

අධ්‍යාපන අමාත්‍ය දිනේෂ් ගුණවර්ධන සහ අධ්‍යාපන අමාත්‍යාංශයේ ලේකම් මහාචාර්ය කපිල පෙරේරා මහත්වරු අන්තර්ජාල සූම් තාක්ෂණය ඔස්සේ අදාළ පාසල්වල විදුහල්පතිවරු, ආචාර්ය මණ්ඩලය සහ සිසු දරුවන් ආමන්ත්‍රණය කළහ.

මෙම අවස්ථාවට අධ්‍යාපන අමාත්‍ය දිනේෂ් ගුණවර්ධන, අධ්‍යාපන උපදේශක කාරක සභික පාර්ලිමේන්තු මන්ත්‍රී යදාමිණි ගුණවර්ධන, අග්‍රාමාත්‍ය ලේකම් අනුර දිසානායක,අධ්‍යාපන අමාත්‍යාංශ ලේකම් මහාචාර්ය කපිල පෙරේරා මහත්වරු ඇතුළු පිරිසක් එක්ව සිටියහ.

අපේ රටේත් තීරණාත්මක පිරිස බවට පත්වෙලා ඉන්නෙ කාන්තාවෝ යැයි අග්‍රාමාත්‍ය මහින්ද රාජපක්ෂ මහතා පැවසීය.

සිරිමාවෝ බණ්ඩාරනායක අනුස්මරණ ප්‍රදර්ශන ශාලාවේ පැවති ජාත්‍යන්තර කාන්තා දින ජාතික සැමරුම -2022ට එක්වෙමින් අග්‍රාමාත්‍යතුමා අද (08) පෙරවරුවේ මේ බව සඳහන් කළේය.

අග්‍රාමාත්‍ය මහින්ද රාජපක්ෂ මහතා සහ අග්‍රාමාත්‍ය ආර්යා ශිරන්ති වික්‍රමසිංහ රාජපක්ෂ මහත්මියගේ ප්‍රධානත්වයෙන් මෙවර ජාත්‍යන්තර කාන්තා දින ජාතික සැමරුම පැවැත්විණි.

දිරියෙන් නැගී සිටින කාන්තාවන් අගය කිරීම උදෙසා සංවිධානය කළ කාන්තා නිෂ්පාදන ප්‍රදර්ශනය සහ අලෙවි පොළ මෙහි දී අග්‍රාමාත්‍යතුමාගේ නිරීක්ෂණයට ලක්විය.

වී-භාෂා තේමාවෙන් ජාත්‍යන්තර ප්‍රමිතියට අනුගත අයුරින් විදේශීය භාෂා 10ක් පාසල් දරුවන්ට හඳුන්වා දීමේ වැඩසටහනේ සමාරම්භය ද අග්‍රාමාත්‍යතුමාගේ ප්‍රධානත්වයෙන් මෙහි දී සිදුවිය.

රාජ්‍ය අමාත්‍ය පියල් නිශාන්ත මහතා ද මෙම අවස්ථාවට එක්විය.

දියණිය වැඩසටහන යටතේ නොමිලේ පාසල් දියණියන්ට සනීපාරක්ෂක ද්‍රව්‍ය පිරිනැමීමේ දෙවැනි අදියර ක්‍රියාවට නැංවීම ද අග්‍රාමාත්‍ය ආර්යා ශිරන්ති වික්‍රමසිංහ රාජපක්ෂ මහත්මිය ගේ ප්‍රධානත්වයෙන් මෙහි දී සංකේතාත්මකව ආරම්භ විය.

කාන්තා හා ළමා සංවර්ධන, පෙර පාසල් හා ප්‍රාථමික අධ්‍යාපන පාසල් යටිතල පහසුකම් හා අධ්‍යාපන සේවා රාජ්‍ය අමාත්‍යාංශය සංවිධානය කළ මෙවර ජාත්‍යන්තර කාන්තා දින ජාතික සැමරුම අර්ථවත් දෙසුම් හා විචිත්‍රවත් අංගවලින් සමන්විත විය.

මහා සංඝරත්නය සහ අන්‍යාගමික පුජකතුමන්ලා ද මෙම ජාතික සැමරුම හා එක්ව සිටියහ.

ජාත්‍යන්තර කාන්තා දින ජාතික සැමරුම -2022ට එක්වෙමින් අග්‍රාමාත්‍ය මහින්ද රාජපක්ෂ මහතා මෙසේ ද කීවේය.

නොයෙක් ආකාරයේ ප්‍රශ්න මැද්දේ වුණත් අද අපි ජාත්‍යන්තර කාන්තා දිනය සමරන්න අමතක කරන්නෙ නෑ. අපි විතරක් නොවෙයි ලෝකයේ බොහොමයක් රටවල් නොයෙක් බරපතල ප්‍රශ්නවලට මුහුණ දීලා සිටියත් මේ ජාත්‍යන්තර කාන්තා දිනය සමරන්න අමතක කරලා නෑ. ඒ ගැන අපි ඉතාම සතුටු වෙනවා.

සහෝදරියනි,

මේ ජාත්‍යන්තර කාන්තා දිනයේ, මම කැමැතියි අපේ රටට වාගේම මගේ දේශපාලන ජීවිතයටත් විශාල ආදර්ශයක් ලැබුණු කාන්තාවක් ගැන මතක් කරන්න. එතුමිය තමයි සිරිමාවෝ බණ්ඩාරනායක මැතිනිය.

මම 1970 ලංකාවේ ලාබාලම මන්ත්‍රීවරයා හැටියට පාර්ලිමේන්තුවට යන කොට මගේ නායිකාව වුණේ සිරිමාවෝ බණ්ඩාරනායක මැතිනියයි.

එතුමිය තමයි මම දේශපාලනයේ දැක්ක නිර්භීතම නායිකාව. ඒ වාගේම රටට ආදරේ, ජාතික හැඟීමක්, දේශීය හැඟීමක් ඇතිව රට මෙහෙයවපු නායිකාව. ලංකාවේ තිබුණ විදේශයන් සතු කොම්පැණි ජනසතු කළා. එදා ඒක ලොකු නිර්භීත පියවරක් ලෙස හඳුන්වන්න පුළුවන්. විදේශ කොම්පැණි සතුව තිබුණ වතු ජනසතු කළා. එහෙම කරලා නතර කළේ නෑ.

එතුමිය සිය රට දේ සිරිසැප දේ කියලා අපේ රටේ දේශීය ආර්ථිකය ගොඩනගන්න නිර්භීතව වැඩ කළා. ලංකාව ගොවිතැනින් ස්වයංපෝෂණය කරන්න දේශීය කර්මාන්ත දියුණු කරන්න දැවැන්ත අධිෂ්ඨානයකින් වැඩ කළ නායිකාව තමයි සිරිමාවෝ මැතිනිය. මම හිතනවා ඒ තමයි ලංකාවේ ගෑනුකම.

රට ස්වයංපෝෂණය කරන්න දේශීය ආර්ථිකයක් ගොඩ නගන්න කැප වෙලා නිර්භීතව වැඩ කරනකොට එදා එතුමියට විශාල විවේචනවලට වාගේම අභියෝගවලට මුහුණ දෙන්න සිද්ධ වුණා. අද වාගේම තමයි. දේශීය ආර්ථිකයක් ගොඩනගන්න කහ පැලේ ඉඳන් අපේ දේ අපි හදාගන්න හදනකොට ලොකු අභියෝගවලට මුහුණ දෙන්න වෙනවා. සිරිමාවෝ බණ්ඩාරනායක මැතිනිය මුහුණ දුන්න අභියෝග ප්‍රශ්න සියල්ලට අපිත් මුහුණ දෙනවා. අපි දන්නවා අපේ රටේ කාන්තාවන් ප්‍රාර්ථනා කරන දේවල්, කාන්තාවන් රටේ ස්වාධීනත්වය ගැන හිතන විදිය. ඒ අයගෙ ප්‍රාර්ථනා ඉටු කරන්න ඕනෑ.

සහෝදරියනි,

ලෝකෙම පිළිගත්ත එක දෙයක් තමයි කාන්තාවන්ට තියෙන ලොකුම ප්‍රශ්නය යුද්ධය බව. යුද්දෙ නිසා කාන්තාවන්ට තමයි වැඩිපුරම වේදනා විඳින්න වෙන්නෙ.

යුක්රේනය, රුසියාව ගහගත්තත් අමෙරිකාව, ඉරාකය ගහ ගත්තත් වැඩිපුරම විඳවන්නේ කාන්තාව.

ඒ වගේ අන්ත තත්ත්වයක් තමයි වසර තිහක් තිස්සේ ලංකාවෙත් තිබුණේ. උතුරේ දැරිවියන්ව බලෙන් කොටි යුද්දෙට ඇදගෙන ගියා. යුද්දෙට ගිය අයගෙ බිරින්දෑවරු දහස් ගණනක් වැන්දඹුවො වුණා.        හැමදාම දකුණේ කොහේ හෝ ගෙදරකට උතුරේ යුද්දෙන් මිය ගිය තරුණයකුගෙ මිනියක් ගේනවා. උතුරු නැගෙනහිර මායිම් ගම්මානවල කාන්තාවෝ දහස් ගණන් මර බයේ ජීවත් වුණා.

වසර තිහක් දුක් විඳපු කාන්තාවන් තමයි යුද්දෙ නිමා වුණහම වැඩිපුරම සතුටු වුණේ. අපේ රටේ යුද්ධය ඉවර කිරීම තමයි උපන්  නූපන් කාන්තාවන්ට කරන්න පුළුවන් වුන ලොකුම සේවය. ඒ බව මම ඉතාම ආඩම්බරයෙන් කියන්න ඕනෑ.

නමුත් පාස්කු ප්‍රහාරයත් එක්ක අපේ රටේ කාන්තාවන්ට එබදු බයක් ආයෙත් ඇති වුණා. නමුත් ජාතික ආරක්ෂාව තහවුරු කරලා ආයෙත් එබදු බයක් කාන්තාවන්ට උදා නොවෙන්න වග බලාගෙන තිබෙන බවත් මම කියන්න ඕනෑ.

සොහොයුරියනි,

අපි දන්නවා ලෝකෙ වාගේම අපේ රටේත් කාන්තාවන් හැම ක්ෂේත්‍රයකම වේගයෙන් ඉදිරියට එන බව. අපේ රටේත් තීරණාත්මක පිරිස බවට පත්වෙලා ඉන්නෙ කාන්තාවො.

කොරෝනා අර්බුදය නිසා කාන්තාවන්ට විදේශ ගතවීම නතර කරන්න වුණා. අද ඇති වෙලා තියෙන ඩොලර් අර්බුදයට ඒ නතරවීමත් එක ප්‍රශ්නයක්.

 ඇඟලුම්වලින්, තේ දල්ලෙන් මේ රටට ඩොලර් ගෙනාවේ කාන්තාවන්. අපි වතුකරේ පඩිය වැඩි කළහම ඒකෙන් වැඩිපුරම ප්‍රතිලාබ ලබන්නේ කාන්තාවන්.

ඇඟලුම් කර්මාන්ත ශාලා විවෘත කළොත් ඒකෙන් වැඩිපුරම ප්‍රතිඵල ලබන්නේ කාන්තාවො. ඒ විතරක් නොවෙයි අද විශ්වවිද්‍යාලවලට වැඩිපුරම ඇතුළත් වෙන්නේ කාන්තාවො බව පේනවා.

මේ උත්සවයෙන් පස්සේ කාන්තා පාසල් 08ක් සහ මිශ්‍ර පාසල් 02 ක් ජාතික පාසල් කරන උත්සවයකටත් මම සහභාගී වෙනවා. අපේ දිනේෂ් ගුණවර්ධන අධ්‍යාපන ඇමතිතුමා, රාජ්‍ය අමාත්‍යතුමන්ලාත් ඒ සියල්ල කරන්නෙත් කාන්තා දිනයට සමගාමීව බව කියන්න ඕනෙ. මේ හැමදේම කරන්නෙත් මේ රටේ කාන්තාවන්ට හොඳ අධ්‍යාපනයක් ලබා දෙන්නයි.

අපි අද බොහොම අසීරු තත්ත්වයක ඉන්න බව අපි පිළිගන්නවා. විදුලිය, ඩීසල්, ගෑස් හිඟ වෙනකොට අපේ රටේ කාන්තාවො දුක්විඳින බව අපි දන්නවා.

මේ ළඟදි ජනාධිපතිතුමාගෙ ගෙදර ඉස්සරහට ගිය කාන්තාවක් මේ ගැන එතුමා දන්නවද කියලා ඇහුවා. කවුරුවත් කියන්න ඕන නෑ ජනාධිපතිතුමා ඒ ගැන දන්නවා.

මට මතකයි දෙවැනි කොරෝනා රැල්ල වෙලාවේ ඔය කට්ටිය ජනාධිපතිතුමාට බල කළා රට වහන්න කියලා. වැහුවෙ නැත්නම් ස්වයං ලොක්ඩවුන් කර ගන්නවා කිව්වා. එහෙම රටක් මාස ගණනක් වැහුවාම ආර්ථික වශයෙන් ප්‍රපාතයට වැටෙන බව වහන්න කියපු අය දැනගෙන හිටියා.

රට වහලා ගාමන්ට් ඇරල තියෙනකොට ගාමන්ට් වහන්න ගාමන්ට් පොකුරක් හැදෙයි කියලා ඒකත් වහන්න ඒ අය බලපෑම් කළා. එදා රට වැහුවාම මීට වඩා ජනතාවට විපාක විඳින්න සිද්ධ වෙන බව ජාතිය අමතලා කියලා තමයි ජනාධිපතිතුමා රට වැහුවේ. නමුත් අද ඒක ඇත්ත වෙලා තියෙනවා. අද රට වහන්න කියපු අය කවුරුවත් දුක් විඳින ඔබ වෙනුවෙන් පෙනී සිටින්නේ නෑ.

ඒ විතරක් නොවෙයි අපිව පරාද කරලා 2015 ගෙදර යැව්වා. ඒ වෙනකොට අපි නොරොච්චෝලෙ ඇතුළු විදුලි බලාගාර ගණනාවක් අවුරුදු අටක් තුළ ඉදි කරලයි ගෙදර ගියේ.

නමුත් 2015 ඉඳන් යහපාලන ආණ්ඩුව එක මෙගාවොට් එකක් ජාතික විදුලි බල පද්ධතියට එකතු කළේ නෑ. එහෙම අය අද පන්දම් අරගෙන විදුලි කප්පාදුවට එරෙහිව පෙළපාළි යනවා. ඒ යන කාටවත් මතක නෑ එක මෙගාවොට් එකක්වත් ඒ ගොල්ලො එකතු කළේ නැති බව.

ආදරණීය සොයුරියනි,

මේ තිබෙන දුෂ්කරතා විතරක් නොවෙයි, ඒවා ඇති වීමට බලපෑ හේතුත් තේරුම් ගන්න. අපි පක්ෂ භේදයක් නැතිව මේ ගැන හිතමු. මේ දුෂ්කර අවස්ථාවේ ඉවසීමෙන් වැඩ කරමු.

ඔබ සැමට තෙරුවන් සරණයි!යැයි අග්‍රාමාත්‍යතුමා පැවසීය.

Colombo: Sri Lanka’s painful decision to effectively devalue its currency this week could pave the way for the island nation to get help from the International Monetary Fund as a $1 billion debt payment looms in four months.

The South Asian nation of about 22 million people has shunned a bailout from the IMF because of the strict conditions involved. The Washington-based lender said last week that Sri Lanka needs to urgently adopt a credible and coherent strategy” to cope with its foreign-exchange crisis. Foreign currency reserves shrank to just $2.31 billion last month.

Tightening global credit conditions brought about by a hawkish Federal Reserve as well as higher fuel costs exacerbated by the war in Ukraine mean a more challenging environment for Sri Lanka. The war could also further hit tourism revenues as almost a quarter of all tourist arrivals into Sri Lanka this year were from Russia and Ukraine, while Russia was the third-biggest buyer of Sri Lankan tea over the past two years.

The policy that Sri Lanka has taken aligns with some of the recommendations suggested by the IMF,” said Wang Ting Seah, country risk analyst at Fitch Solutions in Singapore. Negotiations with the lender will be easier if Sri Lanka chooses to undergo an IMF programme,” he said.

The rupee had been trading in a narrow range of 201-203 per dollar since October as the central bank sought to rein in the fastest-growing consumer prices in Asia. Monetary authorities also raised interest rates for a second meeting last week.

External help is inevitable,” said Carl Wong, head of fixed income at Avenue Asset Management in Hong Kong. IMF will be the ultimate solution and this is another step closer to that,” he said, referring to the greater flexibility in the exchange rate.

Fish fillets and other fish meat, Milk and cream, buttermilk, curdled milk and cream, yogurt, butter and other fats and oils derived from milk; dairy spreads, cheese and curd, grapes, fresh or dried, apples, pears and chocolate, are some of the products of which imports have been restricted.

The Regulation is only be applicable to the importation of goods, which have the date of Bill of Lading/ Air Waybill on or after March 10, 2022.

Any importers, who intend to import any goods specified in the Gazette, are entitled to have a valid license issued by the Controller General of Imports and Exports Control prior to the date of Bill of Landing: Airway Bill of such importation.

The Gazette notification has been issued in such a situation where multiple parties have slammed the Government for not prioritizing the imports of essential goods, which has eventually led to a shortage of such goods.

The archbishop earlier met Pope Francis at the Vatican seeking support for his call for justice to the victims of the Easter terror attacks

The head of Sri Lanka’s Roman Catholic Church, who earlier resisted international pressure on Sri Lanka over war-time accountability and justice, on Monday urged the United Nations to investigate the Easter Sunday serial blasts of 2019 that he called a grand political plot”. 

Addressing the ongoing 49 th session of the UN Human Rights Council in Geneva on Monday, Cardinal Malcolm Ranjith said: The first impression of this massacre was that it was purely the work of a few Islamic extremists. However, subsequent investigations indicate that this massacre was part of a grand political plot.” 

An initial probe by Sri Lankan authorities led them to a network of Islamist radicals who carried out the deadly serial blasts across three churches in capital Colombo, nearby Negombo and the eastern town of Batticaloa, and three luxury hotels in Colombo. As many as 279 people, including dozens of foreigners, died in the bombings. 

Members of the Catholic church and Cardinal Ranjith, who supported President Gotabaya Rajapaksa in the 2019 elections, have since voiced concern, domestically and abroad, over the lack of progress in the probe — a key poll promise of Mr. Rajapaksa — and even suggested that the attacks were likely carried out with a political or electoral motive. 

Despite our repeated requests and those of civil organisations pursuing the truth, the incumbent government of Sri Lanka has failed to mete out justice to the victims,” the Cardinal told the Council, adding: As a result, nearly three years after the horrendous crime, we are still in the dark as to what really happened on that Easter Sunday.”

සිවිල් සමාජය කෙරෙහිද දැඩි බලපෑමක් එල්ලවෙමින් තිබෙන අතර තමන්ට එල්ලවන පීඩනය හමුවේ සිවිල් සමාජ ක‍්‍රියාකාරීන් අදහස් ප‍්‍රකාශ කිරීම වෙනුවට නිහඩව සිටීම තෝරා ගෙන ඇත.  

විපක්ෂයේ මන්ත‍්‍රීවරුන් අදහස් පළ කරමින් ආණ්ඩුවේ ක‍්‍රියා කලාපයන් විවේචනය කිරීම විපක්ෂයේ මන්ත‍්‍රීවරුන් නොයිවසන තත්වයකට පත්ව ඇත. පාර්ලිමේන්තුවේදී පවා විපක්ෂයේ මන්ත‍්‍රීවරුන්ට ආණ්ඩුව විවේචනය කිරීමේ අවස්ථාවක් නොමැති අතර පාර්ලිමේන්තු සභා ගර්භය තුළදී පසුගිය වසරේ දෙසැම්බර් 4 වැනිදා ආණ්ඩු පක්ෂයේ මන්තී‍්‍රවරුන් එක්ව මා හට පහරදීමට උත්සාස කළේද ආණ්ඩුව විවේචනය කිරීම නිසාය.

අධිකරණය, රාජ්‍ය සේවය, ස්වාධීන කොමිෂන් සභා, නීතිපති දෙපාර්තමේන්තුව, පොලිසිය වැනි ප්‍රධාන ආයතනවල ස්වාධීනත්වය හෑල්ලූවට ලක් කරමින් විසිවැනි සංශෝධනය මගින් ආණ්ඩුක්‍රම ව්‍යවස්ථාවට කළ වෙනස්කම්වල ප්‍රතිවිපාක දැන් පෙනෙන්නට තිබේ. පසුගිය රජය යටතේ දූෂිත දේශපාලනඥයන්ට සහ නිලධාරීන්ට එරෙහිව පවරා තිබූ නඩු ඉල්ලා අස්කර ගනිමින් සිටී. ආණ්ඩුවේ අත්තනෝමතික ක‍්‍රියා කලාපයන් සදහා නීතිපති දෙපාර්තමේන්තුවේද සහාය හිමිවීම බොහෝ දෙනාගේ විවේචනයට ලක්ව ඇත.

සමස්ත ලංකා දුම්රිය සේවකයින්ගේ පොදු සේවක සංගමය

ජනාධිපති වරයාගේ රාජ්‍ය ආයතන සංචාරය වැය බරක් හා මාධ්‍ය සංදර්ශණයක් පමණයි.

මේ දිනවල පැවැත්වෙන ජනාධිපති වරයාගේ රාජ්‍ය ආයතන සංචාර, ආයතන වලට අමුතු වැය බරක් උද්ගතවන මාධ්‍ය සංදර්ශයනයක් පමණක් වී ඇති බව ආනවරණය වේ.

පසුගිය පෙබරවාරි 24 දින දුම්රිය දෙපාර්තමේන්තුවේ රත්මලාන ප්‍රධාන යාන්ත්‍රික ඉංජිනේරු උප දෙපාර්තමේන්තුවේ කර්මාන්ත ශාලා කිහිපයක් ජනාධිපති වරයාගේ අවධානයට ලක්කර ඇත. ජනාධිපති වරයා පැමිණිමට පෙර සති කිහිපයක සිට, අනිකුත් සියළු වැඩ පසෙකලා ජනාධිපති වරයාගේ අවධානය යොමු වන ආකාරයට රත්මලාන භූමිය පිළිසකර කිරීමට නිලධාරීන් උත්සුක වූහ. සඳහා සේවකයින් යොදවා ඇත. විශාල මුදලක් වැයකර ඇත. ඉදිරි දිනක එනම් මාර්තු 15 දින නැවත දුම්රිය දෙපාර්තමේන්තුවේ ධාවනබල උප දෙපාර්තමේන්තුවේ මාලිගාවත්ත වැඩ භූමියට ජනාධිපති වරයා පැමිණීමට නියමිතව ඇත. වෙනුවෙන් මාලිගාවත්ත වැඩ භූමිය පිළිසකර කිරීම ලහි ලහියේ සිදුවේ. අනිකුත් සාමාන්‍ය රාජකාරී කටයුතු පසෙකලා අත්‍යවශ්‍ය රාජකාරී කටයුත්තක් ලෙස සලකා වෙනත් අංශ වල සේවකයින්ද ගෙන්වා ගෙන සේවයේ යොදවා ඇත. ධාවන බල සමාජ ආයතනයේ වහලය ගලවා අලූමීනියම් මැක් පොයිල් ( Aluminium mack foil ) යොදා වහලය සැකසීම පවා සිදුකරමින් ඇත. මේ සඳහා දෙපාර්තමේන්තුව අති විශාල මුදලක් වැය කරමින් ඇත.

දුම්රිය භූමියේ පැයකටත් අඩු කාලයක් ගත කිරීමට ජනාධිපති වරයාගේ සංචාරය වෙනුවෙන් වැය කරන මුදල සහ ශ්‍රමයේ වටිනාකම අති විශාලය. දින ගණනාවක් තිස්සේ ජනාධිපති වරයාගේ අති විශාල කාර්ය මණ්ඩලයේ පිරිස වෙනුවෙන් දරණ වියදම අති විශාලය. රට මහා අර්බුදයකට පත්කර ඇති මොහොතක, ජනාධිපති වරයාගේ සංචාර වෙනුවෙන් මේ වැය කරන්නේ දුක් විඳින ජනතාවගේ මුදල්ය.

දුම්රිය නිවාස වල, වහලයේ සිදුරු අතරින් වැහි වතුර ගෙය තුලට ගලා එමින් ඇත. දුම්රිය සේවකයාට සුබසාධනයක් නැත. පිරිසිදු වැසිකිලි පද්ධතියක් නැත. ඔහුනට සෞඛ්‍ය තත්වයක් නැත. වැඩකරන සේවකයාට රාජකාරි කිරීමට අවශ්‍ය පසුබිමක් නැත. තාක්‍ෂණ ශිල්පියාට නවීන තාක්‍ෂණ උපකරණ නැත. පිරිසිදු කිරීමට සේවකයින් නොමැති කමින් දුමිරිය අංගන වනාන්තර බවට පත්වී ඇත. සේවක උසස්වීම වසර ගණනාවකින් නැත. ආපදා ණය මුදල නැත. සේවකයින්ට ඇඳුමක් මාරුකර ගැනීමට සුදුසු ස්ථානයක් නැත. මේ සියළු දුක්ඛ දෝමනස්සයන් හමුවේ සේවකයින් වැඩ කරමින් ඉන්නේ අනේක විධ පීඩාකාරි තත්වයන් යටතේ . එහෙත් ජනාධිපති සංචාර වලදි එවැනි තත්වයක් නොපෙනෙන පරිදි ආයතන උඩුයටකුරු කිරීමට නිලධාරීන් පෙළඹී ඇත.
අතීතයේ දී රජවරු වීදි සංචාර වල යෙදී ඇත. එහෙත් රජ කියා කිසිවෙකුට නොදැනෙන ලෙස වෙස් වලගෙනය. ජනතාව ජීවත්වන තත්වය රටේ පවතින වතාවරණය, තමන්ගේ පාලනය ගැන ජනතාවගේ අදහස් අවබෝධ කොට ගන්නේ එවැනි සංචාරයකිණි. වර්තමානයේ එය එසේ ප්‍රායෝගික නැතත්, කිසිවෙකු නොදන්නා පරිදි රහසිගතව රාජ්‍ය ආයතනයකට යාමට ජනාධිපති වරයාට හැකිය. එසේ නොකර සැලසුම් කරන ලද ජනාධිපති සංචාරයකින් සිදුවන්නේ ඩෙංගු මදුරු මර්ධනය කිරීමක් පමණි.

මවක, දියණියක, සොහොයුරියක මෙන්ම මිත්තණියක ලෙස මුළු මහත් සමාජයට මග පෙන්වන ධෛර්ය සම්පන්න කාන්තාවන්ගේ කැපවීම සිහිපත් කෙරෙන ජාත්‍යන්තර කාන්තා දින ජාතික සැමරුමට සුභාශිංසන පළ කරනුයේ ඉමහත් සතුටිනි.

තිරසාර සමාජයක් වෙනුවෙන් සිය ජීවිත කාලය පුරා දයාව කරුණාව හා පෞරුෂත්වය බෙදාදෙන කාන්තාවගේ අභිමානය එක් දිනකට සීමා කළ නොහැකිය. ඔවුන් ඉටු කරන අනගිභවනීය මෙහෙවර මෙතැකැයි කියා නිම කළ නොහැකි බව මාගේ විශ්වාසයයි.

මානව වංශය වෙනස් කළ සියලු ශාස්තෘවරුන් බිහිකිරීමේ පටන් මානව පැවැත්ම සාක්ෂාත් වන සියලු දෑ සඳහා කාන්තාව මුල් වූ බව නොරහසකි. ලොව නිර්මාණය වී ඇත්තේ හිරු කිරණින් හා මවු කිරෙන් බව ප්‍රකට රුසියානු ගත්කතුවර මැක්සිම් ගෝර්කි පෙන්වා දෙන්නේ මේ නිසාය.

වීර කාන්තා පරපුරක ඉතිහාසය අනුව යමින් ශ්‍රී ලාංකික කාන්තාව අද වනවිට සමාජයීය වගකීම් දරමින් නොපසුබටව ඉදිරියට පැමිණෙමින් සිටී.

මෙසේ ඉදිරියට පැමිණෙන ධෛර්ය සම්පන්න කාන්තාවන්ට ශක්තියක් වීමට අප රජය ඉදිරියටත් ක්‍රියා කරන බව විශ්වාසයෙන් යුතුව ප්‍රකාශ කරමි.

තිරසාර හෙටක් සඳහා අද ස්ත්‍රී පුරුෂ සමානාත්මතාව” තේමාවෙන් මෙවර සමරනු ලබන ජාත්‍යන්තර කාන්තා දිනයේ දී අපගේ අපේක්ෂාව වන්නේ ද ඔබට එරෙහි ප්‍රචණ්ඩත්වය සහ වෙනස් කොට සැලකීම ශ්‍රී ලාංකික ජන සමාජයෙන් තුරන් වන දිනයක් උදාකිරීමයි.

රටකි, දැයකි, ලොවකි ඇය” දේශීය තේමාවෙන් පවත්වන ජාත්‍යන්තර කාන්තා දින ජාතික උත්සව මාලාව ඔස්සේ රටේ ජීවනාලිය බඳු කාන්තාවගේ භූමිකාව අපේක්ෂිත ආකාරයට නිසි ලෙස ඇගයීමට ලක්වනු ඇතැයි මම විශ්වාස කරමි.

ඔබ ඇය”ට හිමි අභිමානය  පුද දෙන්න දෙවරක් නොසිතන්න. සියලු කාන්තාවන්ට සම අයිතිවාසිකම් ලබමින් සමාජය තුළ අභිමානවත්ව නැගී සිටීමට ශක්තිය ධෛර්ය උදාවේවා! යැයි ප්‍රාර්ථනා කරමි.

ඔබට ගෙයක් – රටට හෙටක්” නිවාස ආධාර වැඩසටහනේ හම්බන්තොට දිස්ත්‍රික් සමාරම්භය සනිටුහන් කළ මෙම උත්සවයේ දී අග්‍රාමාත්‍යතුමාගේ සුරතින් සංකේතාත්මකව ප්‍රතිලාභීන් දස දෙනෙකුට නිවාස ආධාර චෙක්පත් ප්‍රදානය කෙරිණි.

ඔබට ගෙයක් රටට- හෙටක්” නිවාස ආධාර වැඩසටහන යටතේ නව නිවාස 588ක්, තම දරුවකු සසුනට පූජා කළ අඩු ආදායම්ලාභී දෙමාපියන්ට උපහාර ලෙස මිහිඳු නිවහන” නිවාස වැඩ සටහන යටතේ ප්‍රතිලාභීන් 14ක් සහ ආබාධිත හෝ ඉතා දිළිඳු පවුල් සඳහා නිවාස ලබා දෙන සෙවණ” ආධාර වැඩසටහන යටතේ ප්‍රතිලාභීන් 24 දෙනෙකු සඳහාත් මෙහි දී නිවාස ආධාර චෙක්පත් ප්‍රදානය සිදුවිය.

නාගරික සංවර්ධන හා නිවාස අමාත්‍ය සහ අග්‍රාමාත්‍ය මහින්ද රාජපක්ෂ මහතාගේ උපදෙස් පරිදි මෙම නිවාස ආධාර වැඩසටහන් ක්‍රියාත්මක වන අතර ග්‍රාමීය නිවාස සහ ඉදිකිරීම් හා ගොඩනැගිලි ද්‍රව්‍ය කර්මාන්ත ප්‍රවර්ධන රාජ්‍ය අමාත්‍යාංශය යටතේ ජාතික නිවාස සංවර්ධන අධිකාරිය මගින් මෙම වැඩසටහන ක්‍රියාවට නංවයි.

පහුගිය මහ මැතිවරණයේදී විශේෂයෙන්ම අග්‍රාමාත්‍යතුමා පිළිබඳව තිබිච්ච ඒ විශ්වාසය තහවුරු කරමින් අපිට ජනාධිපතිවරයෙක් පත් කරගන්න ආණ්ඩුවක් පත් කර ගන්න තමුන්නාන්සේලා ඡන්දය දුන්නා. කොවිඩ් වසංගතය හමුවේ එන්නත් ලබාදීම පිළිබඳව ලෝකය අද ලංකාව ආදර්ශයට ගන්න කියලා කියනවා. ඒ වගේ ජනතාව ජීවත් කරවීමේ ඉතිහාසයට ගියාම මහින්ද රාජපක්ෂ ජනාධිපතිතුමා එදා යුද්ධය සහමුලින්ම නතර කරලා රට තුළ සාමකාමී තත්ත්වයක් ඇති කරමින් ජීවිත ආරක්ෂා කරනු ලැබුවා.

හම්බන්තොට දිස්ත්‍රික්කයේ විශාල පානීය ජල අවශ්‍යතාවයක් පවතිනවා. එදා  වීරකැටිය ඇතුළු මේ ප්‍රදේශවල පවතින එම ගැටලුව හඳුනාගත් දැවැන්ත යෝජනා ක්‍රමයක් විදියට නිල්වලා යෝජනා ක්‍රමයට අපි 2015ට පෙර මුදල් වෙන්කරලා ආරම්භ කරන්න සැළසුම් කළා. එහෙත් අවාසනාවකට 2015න් පස්සේ මේ ව්‍යාපෘතිය සම්පූර්ණයෙන්ම අඩපණ වුණා.දැන් නැවත වරක් අපි එය ක්‍රියාත්මක කරන්න කටයුතු කරගෙන යනවා.

අපි බලාපොරොත්තු වෙනවා තව අවුරුදු 3ක කාලයක් ඇතුළත තමුන්නාන්සේලාට නිල්වලා ගඟේ නැත්නම් ගිං ගඟේ  දෙකේම ජලය මේ ප්‍රදේශයට දීලා චන්ද්‍රිකා වැවට ජලය අරන් ගිහිල්ලා තමුන්නාන්සේලාට අවශ්‍ය ඒ පානීය ජලය ගොවිතැනට අවශ්‍ය ජලය වගේම හම්බන්තොට ඉදිවන මහා කර්මාන්ත ශාලාවලට අවශ්‍ය ජලය ලබා දෙන්න. එය සැලැස්මකට කෙරෙනවා.

අපි කිසි කෙනෙක් පහුගිය ආණ්ඩුව හොඳ දෙයක් කරානම් අපි ඒක නතර කරන්නේ නැහැ.ඒකට තවත් එකතු කරලා, අපි ඒක දිගටම කරගෙන යනවා. පහුගිය ආණ්ඩුව මොකක්ද කරේ? 2015 ආවා විතරයි සියල්ල නතර කරා. මේ වගේ දේවල්වල තිබූ අදූරදර්ශී වැඩ නිසා තමයි අපි මේ මුහුණ පාලා තියෙන ආර්ථික අර්බුදයට හේතුව. එක පැත්තකින් මේවා ක්‍රියාත්මක වුණානම් ඩොලර් එනවා.

Removing Russian oil from the market would make energy prices skyrocket to over $300 per barrel of oil, Russia’s deputy prime minister, Aleksandr Novak, said on Monday, adding that Russia is not dependent on the West and can reroute” its supplies elsewhere.

The European officials are once again seeking to put all the blame for their own recent energy policy shortfalls on Russia,” Novak told journalists, adding that Russia has nothing to do with the current price hike on market volatility.”

Russia has been a reliable partner” for Europe for many decades, Novak said, adding that Moscow has been supplying the European nations with roughly 40% of their gas needs. The deputy prime minister made his comments after gas prices in Europe hit record highs of almost $3,900 per 1,000 cubic meters while the price of Brent crude oil surpassed $130 per barrel for the first time in a decade.READ MORE: US plotting unilateral ban on Russian oil imports – media

The deputy prime minister also slammed Germany’s decision to freeze certification of the Nord Stream 2 gas pipeline project and argued that Moscow has a full right” to stop supplying gas via Nord Stream 1 pipeline, which has not been targeted by Western sanctions. Russia is not that dependent on the West and knows where to reroute” its supplies if needed. Still, Moscow will not take reciprocal measures against Europe in this case, he added.

Earlier on Monday, German Chancellor Olaf Scholz admitted that his nation would not be able to replace Russian gas supplies any time soon and expressed his opposition to any sanctions targeting Russia’s essential” oil and gas industry. Following his statements, the gas price reduced to $2,700 per cubic meter.

Russia’s energy giant Gazprom has confirmed it will be sticking to its commitments under the contracts and deals with foreign customers and also said that it still uses Ukrainian gas transit system as normal” despite a conflict between Moscow and Kiev.

Colombo, March 7: The United States struts about the global stage portraying itself as an ideal democracy and as a gladiator for human rights everywhere. But it doesn’t appear to have an exemplary rights record to back its claims. The World Report for 2022 of the Human Rights Watch (HRW), had this to say: The Biden administration has made some big-picture pronouncements on key issues like racial and gender equity with little evidence so far that the words will translate into real impact for people whose rights have been systematically and historically ignored or trampled.”

Backing this up, Nicole Austin-Hillery, US Program Executive Director at HRW, said: Black people in the United States still suffer from significant economic disparities stemming from systemic racism that have impacts across generations; and border policies have shredded the right to seek asylum, while officials subject migrants to violent, abusive treatment.” Anc according to Executive Director Kenneth Roth: Black people are killed by police at a per capita rate that is three times the rate of White people. Black people still make up almost 42% of the current death row population despite being only 12.4% of the US population.”

The Biden administration has also kept in place the harmful Title 42 border policy, under which it expels asylum seekers to unsafe conditions in Mexico or their home countries on specious public health grounds, HRW says. The Department of Homeland Security documents showed over 160 internal reports of physical and other abuses of asylum seekers as well as violations of their due process rights.

Reviewing the Trump Administration’s human rights record in 2020, Amnesty International noted that the Trump administration’s record was dismal”. The COVID-19 pandemic exacerbated long-standing inequalities in the USA. Inadequate and uneven government responses to the pandemic had a disproportionate and discriminatory impact on many people based on their race, socioeconomic situations and other characteristics. Additionally, racially discriminatory political speeches and violence increased the number of hate crimes, the report said.

At least 1,000 people were reportedly killed by police using firearms. Black people are disproportionately impacted by police use of lethal force. In numerous incidents, human rights defenders – including protest organizers, media representatives, legal observers and street medics – were specifically targeted with chemical irritants and kinetic impact projectiles, Amnesty said.

Gun Culture

The ongoing failure to protect individuals from persistent gun violence continued to violate their human rights. Unfettered access to firearms, a lack of comprehensive gun laws and a failure to invest in adequate gun violence prevention and intervention programs continued to perpetuate gun violence. In 2018, 39,740 persons died from gunshot injuries while tens of thousands more sustained gunshot injuries.

As of 2020, expansive Stand Your Ground” and Castle Doctrine” laws, both of which provide for private individuals to use lethal force in self-defense against others when in their homes or feeling threatened, existed in 34 US states. These laws escalate gun violence. The federal government carried out more than three times the number of executions in 2020 than it had between 1977 and 2019 combined. Since judicial killing resumed in the USA under revised statutes in 1977, a total of 1,529 people have been executed.

Amnesty said that the authorities unlawfully detained and expelled” over 330,000 migrants and asylum-seekers between March and November – including over 13,000 unaccompanied children.

Under its flawed global war on terror” project the US repeatedly resorted to lethal force in countries around the world, including using armed drones, in violation of its obligations under international human rights law and, where applicable, international humanitarian law, ignoring calls by the UN for clarifications. Since January 2018, the US has not responded to communications from Special Procedures or accepted their requests for invitations to carry out official visits.

Following announcements that the ICC would investigate violations of international humanitarian law and crimes against humanity committed on the territory of Afghanistan since  May 1, 2003, the Trump administration issued an Executive Order which declared a national emergency” and authorized asset freezes and family entry bans against certain ICC officials.

In July, the US Department of State released a report by its advisory panel called the Commission on Unalienable Rights”. That report unilaterally redefined what human rights mean, rejecting the interpretive authority of UN and other international human rights bodies, Amnesty said.

The February 2022 Report on Human Rights Violations in the United States in 2021 issued by the State Council Information Office of China quotes NBC News of Sept. 1, 2021 to say that since March 2021, the US had thrown away at least 15 million doses of COVID-19 vaccine, that was significantly more than many poor countries had prepared for their whole populations. But the US itself has the world’s highest number of COVID-19 cases and deaths, with 34.51 million confirmed cases and 480,000 fatalities, which far surpassed the numbers in 2020. Average life expectancy in the US fell by 1.13 years, during the pandemic, the biggest drop since World War II.

The public security situation in the United States deteriorated. There were 693 mass shootings in 2021, up 10.1% from 2020. More than 44,000 people were killed in gun violence. The United States is the country with the largest number of privately owned guns in the world. The Small Arms Survey (SAS) researchers estimate that Americans own 393 million of the 857 million civilian guns available, which is around 46% of the world’s civilian gun cache.

There are 120 guns for every 100 Americans, according to the SAS. No other nation has more civilian guns than people. Every town for Gun Safety reported on Dec. 21, 2021 that over 15 million guns were sold through October. According to statistics released on Jan. 5, 2022 by the Gun Violence Archive website, the number of fatalities from shootings in the US rose from 39,558 in 2019 to 43,643 in 2020, and further to 44,816 in 2021. CNN reported on Nov. 26, 2021 that Jason R. Silva, an assistant professor of sociology and criminal justice at William Paterson University, said that the United States is the only developed country where mass shootings have happened every single year for the past 20 years. According to an April 2021 Pew Research Center survey, 48 percent of Americans see gun violence as a very big problem in the country today.

According to data compiled by Mapping Police Violence, at least 1,124 people died in 2021 due to U.S. police violence. The USA TODAY website reported on June 21, 2021 that police in the United States fatally shoot about 1,000 people a year..

Around 81% Asian American adults said violence against Asian communities is rising. Prisoners held in U.S. private prisons are at risk of being abused. The UN News reported on Feb. 4, 2021 that in 2019, there were about 116,000 U.S. prisoners held in privately operated facilities, representing about 7% of all state prisoners and 16% of , quoting data from the U.S. Bureau of Justice Statistics. The United States still held 39 detainees at the Guantanamo prison.

Hundreds of bakeries shut in Sri Lanka after cooking gas runs out

COLOMBO, March 7 (Reuters) – Nearly 1,000 bakeries have closed in Sri Lanka due to a severe shortage of cooking gas, an industry association said on Monday, as the impact of dwindling foreign exchange reserves ricochets through the country’s economy.

The island nation is facing its worst financial crisis in a decade with foreign exchange reserves shrinking 70% to $2.36 billion in January, leaving the government struggling to pay for imports including food, medicine and fuel.

People are lining up at fuel pumps across the country and a shutdown of multiple power plants has led to rolling power cuts, sometimes lasting more than seven hours a day.

The cooking gas shortage has almost doubled bread prices to about 150 rupees ($0.75) in some urban areas, N.K. Jayawardena, chairman of the Ceylon Bakery Owners Association, said.

“If this situation lasts for one more week, 90% of bakeries will have to close. Many bakers have taken out loans, they will not be able to repay them,” said Jayawardena, whose association, the largest in the sector in the country, represents some 7,000 members. “The government must find a solution urgently.”

Two government spokesmen could not be immediately reached for comment on the bakeries but ministers have said they are working to normalise fuel distribution.

While bread products are not such a vital staple as rice, nearly every village and town would have at least one bakery supplying breads for curries and snacks to families and workers.

The gas shortage is also hitting small restaurants and households, with dozens of cooking gas retailers forced to suspend business due to lack of supplies.

“Normally we get about 100 gas canisters every two days. Since last Monday we haven’t got any,” cooking gas retail outlet owner Danusha Gunewardene told Reuters. “I had a delivery boy but now he also has no work and no way to make a living.”

A senior official at Laugfs Gas, one of Sri Lanka’s two gas suppliers, said imports were stalled because banks were declining to open letters of credit. The company typically sources about 15,000 tonnes of gas from Qatar and Oman a month worth $50 million.

“We usually issue 40,000-50,000 cylinders to retailers per month but that has now reduced to less than 2,000. Since last Friday no supplies have been released,” the official, asking not to be named because of the sensitivity of the situation.

Spokespeople for Laugfs and the other main supplier, state-owned Litro Gas, declined to comment.

Sri Lanka is due to receive two diesel shipments on Monday and another later this week, which is expected to partly ease the fuel shortage, Energy Ministry Secretary K.D.R Olga said.

“A 30,000 tonne shipment of furnace fuel has also docked and will be offloaded from tomorrow to supply thermal power plants,” Olga said.
