New government out to scrap Provincial Councils

Swearing in of ministers yesterday for provinces and the proposed district councils for development headed by the MP who won the most votes in the district is a clear sign the Sirisena-Wickremesinghe government has started dismantling provincial councils, says senior journalist cum political analyst Kusal Perera.
These ministers appointed to oversee provincial development will be in charge of these district councils in their province. With that at least 03 provincial councils, the Southern, Western and Wayamba, will become redundant, he told SriLankaMirror. With decentralised budget allocations given to MPs also increased, the role provincial councils could play will be seriously undermined said Kusal Perera adding that decentralised budget allocations to MPs for district development is a total failure and a waste of tax payers’ money that led to massive corruption at local level during the past 25 years.
It is also totally wrong to allow legislators to handle money. The person who enacts law if allowed to handle money there is inevitable corruption” said Perera.
Speaking about the novel Ministry for Megapolis, he said is a replication of everything that is to be brought into the Colombo Port City, in the Western coastal area from Negambo to Bentota annexing the whole Western Province too. This negates the very existence of the Western Province he added.

I SUPPORT scrapping Provincial Councils, and the 13th Amendment, in favor of District Councils PROVIDED the District Councils are Administered by a GOVERNMENT APPOINTED District Governor subject to confirmation by the National Parliament.
I REPEAT, this District Governor SHOULD NOT BE an ELECTED OFFICIAL, by an OFFICIAL APPOINTED by the National Government, to PRECLUDE the rise of SEPARATIST moves by communally motivated local politicians against the WILL & the INTERESTS of the Nation and its People as a WHOLE!

Some UPFA MPs opt to be in the opposition

In the wake of the two main parties agreeing to form the national unity government, some United People’s Freedom Alliance (UPFA) MPs are hoping to inform Speaker Karu Jayasuriya that they would function as part of the opposition, a party leader said yesterday.
The UPFA and the United National Party (UNP) which agreed to form the national government had also agreed to share Cabinet portfolios.
Against this background, the UPFA MPs who are opposed to the formation of a national unity government are preparing a petition to be sent to the Speaker.
National Freedom Front (NFF) Leader Wimal Weerwansa told Daily Mirror said he believed that at least 50 MPs would sign this petition which would be handed over within the next two weeks.
He said he had learnt of attempts by the government to suppress dissent in parliament.

Sept 05, Colombo: Minor constituent parties of former ruling party United People’s Freedom Alliance (UPFA) are in discussions to form an opposition alliance after the main constituent, Sri Lanka Freedom Party (SLFP) decided to join the United National Party (UNP) in the national government.
Leader of the National Freedom Front (NFF) Wimal Weerawansa said that discussions have been held by five political parties of UPFA represented in parliament on forming a common opposition.
Minor constituent parties of the UPFA Mahajana Eksath Peramuna, National Freedom Front, Communist Party, Democratic Leftist Front and the Pivithuru Hela Urumaya are represented in Parliament.
Two other minor parties, Eelam People’s Democratic Party (EPDP) led by Douglas Devananda and Ceylon Worker’s Congress (CWC) led by Arumugam Thondaman have joined the national government.
Weerawansa said parties will further discuss next week with regard to forming a new political front to contest future elections.

Sri Lanka would have experienced massive killings if Mahinda Rajapaksa returned to power: Chandrika Kumaratunga
Sept 05 (TOI) NEW DELHI- Mahinda Rajapaksa during his tenure as the President of Sri Lanka ran a police state and if he was successful in returning to power as Prime Minister in recent parliamentary polls the country would have experienced massive killings of innocents, according to Chandrika Kumaratunga, former President of the island nation.
Kumarantunga, who played a key role in unseating Rajapaksa in last January’s Presidential polls, announced on Saturday that her visit to India would be followed by that of Prime Minister Ranil Wickremansinghe on Sep 15 as his maiden visit abroad since reelection.
Talking to a select group of journalists here Kumaratunga, however, warned that Rajapaksa who muzzled voices of Sinhalas and Tamils during his decade-long-rule has not given dream of returning to power. “His primary aim of returning to power is to ensure that corruption charges are not pressed against him,” noted the former President who was in Delhi to participate in the just concluded Hindu-Buddhist conference organized by the Vivekananda International Foundation.
Asserting that role and preeminence of India in the region cannot be wished away, fiery Lankan politician pointed out that Rajapaksa had supposedly tried to balance India in her country by promoting other powers. “But India is special to Sri Lanka and we need Indian support in form of investments among other things. India’s role in South Asia has been acknowledged globally. Its strategic position cannot be undermined,” noted the former President who was instrumental in bringing anti-Rajapaksa faction in Sri Lanka Freedom Party (SLFP) and opposition United National Party to jointly oppose the common enemy – Mahinda Rajapaksa.
She admitted that the Chinese funded projects in Sri Lanka had incurred huge debts on Colombo as the cost of such projects were high due to commissions paid to the Rajapaksa regime.
Dismissing Rajapaksa’s claim of India’s hand in his defeat in Presidential polls last January, she said that the former head of state was looking for scapegoats after he was voted out of power. “The people of Sri Lanka can manage their democracy on their own.”
Recalling the process that ousted Rajapaksa from power Kumaratunga informed that protests were launched by the civil society two years ago and there was demand that she take the lead in ousting the tyrant regime. “Rajapaksa created enormous hurdles in this journey and even did not allow any SLFP leaders or Ministers to meet me. But as demands grew for an alternate leader I zeroed on Maithiripala Sirisena who has a clean image among the SLFP leadership. I also got in touch with Opposition leader Ranil Wickremansinghe and the common enemy brought us together,” recounted the former two-time President as she did not rule out possibility of returning to active politics at a later stage.
On the issue of reconciliation with the Tamil minorities Kumaratunga, who is also the chairman of the national reconciliation commission noted that the period provides golden opportunity to address the issue permanently. “We are working towards handing over land back to Tamils, addressing the disappearance issue and devolution package. India understandably has a dynamic role to play in this process,” she said, adding that both sides are responsible for the fishermen impasse and need to address the issue earnestly.

R Sampanthan as Lankan opposition leader gives hope: DMK
Sept 05 (TOI) CHENNAI- DMK President M Karunanidhi today welcomed the appointment of Tamil National Alliance leader R Sampanthan as the Leader of Opposition in Sri Lankan Parliament, saying it has given hope for the Tamils in the island nation.
“Sampanthan being elected Leader of the Opposition at a time when Tamils were for long looking forward to a resurgence gives us all hope,” he said in a statement here.
Greeting the Tamil leader on his being chosen for the important post, he said, “Sampanthan has said that the TNA would strive for getting Tamils their rights and powers and it gives joy.”
“It is joyous that a Tamil has become Leader of the Opposition in Sri Lanka after a gap of 38 years,” he said.
Sampanthan heads the TNA sine 2001 and he has been a Member of Parliament for more than 22 years.
TNA comprises Ilankai Tamil Arasu Katchi (ITAK), Tamil Eelam Liberation Organisation(TELO), the Eelam People’s Revolutionary Liberation Front (EPRLF) and the People’sLiberation Organisation of Tamil Eelam (PLOTE).

Sept 04, Colombo: The pro-LTTE Tamil Nadu political leader, the general secretary of the MDMK, V. Gopalasamy aka Vaiko has asked the chief Minister of Tamil Nadu J. Jayalalithaa to bring a resolution against a domestic probe in Sri Lanka.
The MDMK leader has called upon the Chief Minister Jayalalithaa to initiate steps to pass a resolution in the Assembly opposing any move to carry out a domestic investigation into the alleged war crimesin Sri Lanka, The Hindu reported.
“If such a resolution is passed, I will be the first person to support the same,” he has said while paying a lightning visit to the site near Palladam where the party planned to hold a conference later this month.
Mr. Vaiko told The Hindu that only an inquiry by an independent non-domestic body could bring out justice and truth.

Sri Lankans fail to realise that removing the LTTE, one of the worst terror group, irked some power blocs of the west. It was the MR govt that removed the LTTE. Also exposing what Norway did in the Vanni area did not help the MR govt. win popularity with some western power blocs. The west removed the GSP advantage for Lanka and removing all powerful UN verbal support did not help MR either. Remember how MR was invited to speak at the Oxford Uni but was turned back ? Disapproval re the war with the LTTE still continues in some quarters.
For the MR govt., winning the west and even India after the war was quite impossible. There is still a pseudo War Crimes charge on. That is why the MR govt could not move at all in removing the 13-A.
Lankans still have not grasped just how important the killer LTTE group became for some power blocs in the west !! Please be aware that Lanka, due to its easy to manage size, shipping lane and port importance, is virtually a dead duck re real Democracy and Independece of the Nation of Sri Lanka.
That is why Lanka is not allowed to feel pride in the MR govt., the great work of the SL armed forces or the development work done by the MR govt. The present weird GoSL is a symptom of that disease called Neo-Colonisation.

1. All actions by the present puppet regime have been to appease India
* Rasing the tax for hybrid vehicles to make way for Indian junk cars that had virtually no demand before
* Granting Indian access to Hambantota port
* Dismantling Mattala Airport to allow Chennai Airport to profit

The problem with the existing Provincial Councils is THREE FOLD:
1. The Provinces are TOO LARGE with respect to the land and the number of residents relative to the Central Government and the rest of the country. As such, they pose significant threats to the INTEGRITY of the nation, given the SEPARATISM in the North and East.
The SOLUTION to this FIRST PROBLEM is to INCREASE that potential to THREATEN that the SEPARATISTS/TNA wants to MERGE the North & EAST, encompassing more land and more people, many of whom are non-Tamils!
Therefore, the solution is to CREATE SMALLER, more easily controlled, units of ADMINISTRATION like the DISTRICTS as the British Colonial Administration did to maintain their control of the country.
2. Provinces are CONTROLLED by ELECTED local politicians/ “Chief Ministers” who are SEPARATISTS in the North and East, or who do not share COMMON POLITICAL GOALS or IDENTIFY WITH with the people living in the rest of the country.
Therefore, IN ADDITION to ELIMINATING the Provinces as ADMINISTRATIVE UNITS, the SOLUTION to the SECOND PROBLEM is to HAVE DISTRICT GOVERNORS and DISTRICT ADMINISTRATIONS APPOINTED by the National Government which represents the WILL of ALL citizens of the country.
Once again, this is what the British Colonial Administration did to maintain their control over each District.
3. The ROOT CAUSE of the above two problems are the REGIONAL CONCENTRATIONS of people belonging to DIFFERENT ethno-religious communities which INVITES SEPARATISM and PREVENTS the INTEGRATION of all people of the country into ONE People who SHARE the SAME GOALS & ASPIRATIONS.
The SOLUTIONS to the FIRST TWO PROBLEMS prescribed above, of creating District Administrations governed by District Governors and Administrations controlled by the National Government, must be considered URGENT TEMPORARY MEASURES.
The ONLY PERMANENT SOLUTION is to ELIMINATE the REGIONAL CONCENTRATION of people of different ethno-religions through a National Government Policy of Ethno-Religious Integration of the People off the country.
This is the ONLY PERMANENT SOLUTION, especially given that both Tamil Nadu and many Muslim countries are Sri Lanka’s NEAREST NEIGHBOURS and they are often infected with Racist Ethnic and Intolerant Religious idealogies inimical to the continued s of Sri Lanka as a permanent home of its Sinhala Buddhist majority.
ETHNO-RELIGIOUS INTEGRATION of the People of Sri Lanka, should first be adopted as National Policy. The GOAL should be to ELIMINATE Ethno-Religious Concentratchieve a Spatially UNIFORM Ethno-Religious Demographic distribution throughout the country.
To this end, the National Government should settle people of different ethno-religious communities in different areas of the country, using its ability to transfer its VAST government employee workforce to any part of the country. The government should build the necessary departmental offices and other infrastructure like communications, and offer housing incentives to achieve this end.
The government should also hire new employees from the various communities to even out the demography in an IMPARTIAL WAY so that equal percentages of each community are hired, but assigned to areas according to the need to even out the demography. It should abandon any move to hire only people local to the area because that will only exacerbate the existing ethno-religious concentrations.
The government should also give tax and resources incentives to PRIVATE COMPANIES that locate their operations and employees in areas that conform to the National Policy of Ethno-Religious Integration, and be rewarded for settling employees who put down permanent roots in those areas.
To DEFEND & PROTECT the people who relocate to other areas from prejudiced SEPARATISTS who do not understand the benefits of living in amity together as ONE people, in ONE nation, sharing ONE Destiny, the National Government should CREATE OMNIPRESENT bases for the Armed Forces and Police.
The Personnel of these Security Forces should themselves be selected to reflect the ethno-religious distribution of
communities in the nation as a whole, and be permanently stationed to settle in and contribute to the society and economy of the areas in which they are based.
The system of EDUCATION in the country should also be made to CONFORM to the National Policy of Ethno-Religious Integration. Religious denominational schools should be required to admit and educate students from ALL ethno-religious communities, up to some MINIMUM fraction (say 1/4) of students from other religious communities. For example, a Buddhist school should admit non-Buddhist students as should Catholic, Hindu and Muslim schools. The idea is to INCULCATE EMPATHY and ELIMINATE ISOLATION.
These are but a FEW of the MANY MORE AVENUES available for implementing a National Policy of Ethno-Religious Integration. The KEY is to implement such a Policy WITHOUT DELAY because of the DANGERS now confronting the nation.
However, only a Patriotic Sinhala Buddhist majority-led government such as the recently OUSTED government of Pnda Rajapaksa would have both the VISION and the Motivation to IMPLEMENT such an UNITY THROUGH INTEGRATION Policy in the Patriotic National Interest.
The current Yamapalanaya Government, wedded to the centrifugal UNITY THROUGH DIVERSITY Policy hopes in VAIN that SOMEHOW greedy people pulling in different directions for the parachial advantages for their own communities can work together in the National Interest.
If the recent elections which show how minority communities ganged up on the majority Sinhala Buddhist community, and the FAILURE of the Tamils to LEARN from the DISASTER wrought by their self-apppointed Tamil Saviours of the LTTE who enslaved them, and overwhelmingly supported the Proxy of the LTTE, thee TNA, shows ANYTHING, it is that the UNITY THROUGH DIVERSITY approach will fail and will result in DISINTEGRATION of our Motherland.
It is UP TO the Sinhala Buddhist Majority Community to COME TOGETHER, RECOVER the reins of Power from the Yamapalanaya Government, and to ACT WISELY by IMPLEMENTING this Policy of Ethno-Religious Integration of the Nation and its People as the ONLY PERMANENT WAY to ensure the LONG TERM SURVIVAL of Sri Lanka as a PEACEFUL, EGALITARIAN, ECONOMICALLY VIBRANT Sovereign Unitary Nation.

The current Yamapalanaya Government, wedded to the centrifugal UNITY THROUGH DIVERSITY Policy hopes in VAIN that SOMEHOW greedy people pulling in different directions for the parachial advantages for their own communities can work together in the National Interest.
If the recent elections which show how minority communities ganged up on the majority Sinhala Buddhist community, and the FAILURE of the Tamils to LEARN from the DISASTER wrought by their self-apppointed Tamil Saviours of the LTTE who enslaved them, and overwhelmingly supported the Proxy of the LTTE, thee TNA, shows ANYTHING, it is that the UNITY THROUGH DIVERSITY approach will fail and will result in DISINTEGRATION of our Motherland.
It is UP TO the Sinhala Buddhist Majority Community to COME TOGETHER, RECOVER the reins of Power from the Yamapalanaya Government, and to ACT WISELY by IMPLEMENTING this Policy of Ethno-Religious Integration of the Nation and its People as the ONLY PERMANENT WAY to ensure the LONG TERM SURVIVAL of Sri Lanka as a PEACEFUL, EGALITARIAN, ECONOMICALLY VIBRANT Sovereign Unitary Nation.

Scrapping Provincial councils will come with the annulment of the 1987 Indo-Sri Lanka accord which is neccessary to allow the establishment of a US military base in Sampur. The 87 accord spesifically prohibits Sri Lanka from allowing a foreign country the use of Trincomalee for military puposes.

UPFA rebels to function as independent group in House

A 57-member dissident faction within the UPFA will function as an independent group in Parliament after defying the party decision to form a national government.
Former Chief Minister of Western Province Prasanna Ranatunga who entered Parliament on the UPFA ticket at the last election, said the UPFA rebels who has the support of former President Mahinda Rajapaksa, will also discuss the appointment of TNA’s R. Sampanthan as the Opposition Leader with the Speaker and President Maithripala Sirisena who is both the head of the UPFA and the SLFP.
According to Ranatunga, a majority of UPFA MPs (57 out of the 96) had informed President Sirisena in writing to appoint Kalutara district SLFP parliamentarian Kumara Welgama as the Opposition Leader.Speaking at a public ceremony in Gampaha yesterday, Ranatunga said since the SLFP central committee had given powers to the President to appoint the Opposition Leader they had not made any submissions to the Speaker.
Ranatunga said the UPFA team will also discuss the matter with the Speaker when Parliament convenes on September 22.
While noting that the Speaker had informed his group that he had received a letter from the newly appointed UPFA General Secretary Vishwa Warnapala that the party will not contest the post as it had agreed to join the UNP to form a national government, Ranatunga said there must have been a communication gap between the party Chairman and the General Secretary.
The MP said the UPFA did not have a mandate to form a national government as the party had not voiced any such aims to the voters at the last parliamentary polls.
Ranatunga said that Sampanthan’s appointment do have both good and bad sides. He said the TNA has not deviated from its position of seeking federalism as a means to devolving power and also its stance for an international probe against Sri Lanka to make a determination on the so-called human rights violations during the war.
Ranatunga was of the view that if there is an investigation against the alleged violations done by security forces the same should apply with regards to the atrocities committed by the LTTE.

Admitting that the national government formed between the UNP and the SLFP would face survival challenges, President Maithripala Sirisena yesterday called on members of both parties, especially at grass roots level, to ensure that their historic partnership continued for the betterment of the country.
Addressing the UNP’s 69 anniversary celebrations at Sirikotha, the President who is also leader of the SLFP, described his participation in the celebrations of the SLFP’s main opponent as an unprecedented occasion.
Describing his presence as an outcome of consensual politics, Sirisena warned that forces connected to the last Rajapaksa government and those with separatist agendas were doing their utmost to scuttle the UNP-SLFP Memorandum of Understanding entered into with the national interest in mind.
Appealing to members of both parties, he said that it was with their support and cooperation that the conspiracy to destabilise the National Government could be overcome.
Acknowledging that he could not have become President without the UNP’s support, Srisena expressed his heartfelt gratitude to the UNP leadership and rank and file.
He also personally thanked the then Opposition Leader Ranil Wickremesinghe and former President Chandrika Kumaratunga for their encouragement and support, at a time when he and his family’s very existence was under threat.
Among those present on the occasion were leaders of the constituent parties in the UNP led United National Front. They included Rauff Hakeem, Patali Champika Ranawaka, Palani Digambram, Rishard Bathiudeen and Mano Ganeshan.
Convenor of the National Movement for a Pure Tomorrow, Athureliya Rathana Thera and Democratic Party Leader, Field Marshall Sarath Fonseka also graced the occasion.
Leader of the UNP and Prime Minister Ranil Wickremesinghe recalling the difficult times that the party had to face in its history, thanked the membership for their efforts to making the UNP victorious once again.
“We have ended nepotism, anarchism and corruption,” he noted while urging all those committed to good governance and the rule of law to ensure a peaceful and prosperous Sri Lanka, where all its citizens would have equal opportunities to succeed in life.
Deputy Leader of the UNP Sajith Premadasa, Assistant Leader Ravi Karunanayake and General Secretary Kabeer Hashim addressed the gathering.
