‘These will be going to the world as the official recommendations and observations of a task force appointed by the Prime Minister and which functioned under the Prime Minister’s Office and which held meetings with stakeholders throughout the country.’

In January last year, the Prime Minister appointed an 11 member body styled the ‘Consultation Task Force on Transitional Justice and Reconciliation’ comprising of the following individuals. Manouri Muttetuwegama – Chairperson , Paikiasothy Saravanamuttu – Secretary, Shantha Abhimanasingham PC, Visaka Dharmadasa, Dr. Farzana Haniffa, K. W. Janaranjana, Prof. Sitralega Maunaguru, Mirak Raheem, Prof. Gameela Samarasinghe, Prof. Daya Somasundaram and Gamini Viyangoda. This task force should not be confused with that other reconciliation body headed by former president Chandrika Kumaratunga which functions under the presidential secretariat. What we are referring to here is a body appointed by the Prime Minister, functioning under the Prime Minister’s Office.

The task that this body was entrusted with was to ‘seek the views and comments of the public on the proposed mechanisms for transitional justice and reconciliation, in the October 2015 UN Human Rights Council resolution on Sri Lanka’. This task force has now put out a voluminous report making among other things, the following observations and recommendations.

1. The establishment of a secular state as a starting point for reconciliation.

2. The cessation of military involvement in civilian affairs, economic activities and civil administration.

3. Return of civilian lands acquired by the forces.

4. The release of detainees (LTTE) who have not been charged under the PTA or other laws.

5. The repeal of the PTA.

6. A political and constitutional settlement of the conflict as a ‘pivotal’ prerequisite for reconciliation.

7. The ‘occupation’ of land by the military and other state agencies such as the Forrest Department, is an impediment to reconciliation,

8. As is the ‘secondary occupation’ of lands and fishing waters by members of other ethnic communities.

9. Symbolic reparations in the form of official acknowledgment and apologies should be made by the state.

10. Monuments to be erected for lives lost in incidents such as massacres or disappearances.

11. Observance of ‘Maaveerar Dinam’ be allowed to continue.

12. Families of deceased LTTE cadres, be permitted to hang a photograph of their son or daughter in LTTE uniform, in their homes.

13. The restoration of burial plots of LTTE cadres to family members and the removal of all buildings subsequently erected on them.

14. The establishment of a Truth, Justice, Reconciliation and Non-recurrence Commission (TJRNRC) as an investigative body that would refer cases of criminal acts to a prosecutorial body.

15. No amnesties would be granted by the Truth, etc Commission.

16. The findings of the Truth etc Commission to be included in school text-books.

17. A Special Court and Prosecutor be set up to try war crimes with the participation of international judges, prosecutors and investigators.

18. No LTTE members should be prosecuted by this Special Court because they have been through rehabilitation or have been prosecuted under the existing judicial system. The focus instead should be on leaders of the LTTE who were allied to the government or LTTE leaders assumed to be living abroad.

19. Phased demobilisation of security forces with an attractive early retirement package which could include pensions, admissions to schools for children, alternative civilian employment etc.

20. A national policy on victim centeredness is recommended and page 152 of the main report stresses the need for victims to ‘own’ the Truth etc Commission.

21. The indispensable role of ‘civil society’ in a transitional justice process be recognised legally.

22. District level State officials are to be instructed to work with ‘civil society’.

23. Funding of the judicial mechanism could be from the UN and the shortfall met through international ‘voluntary contributions’.

These will be going to the world as the official recommendations and observations of a task force appointed by the Prime Minister and which functioned under the Prime Minister’s Office and which held meetings with stakeholders throughout the country. In short, these will be passed off as things that the government and the people are prepared to do. Yet those of us who live in this country know that these views are not by any means representative of the views of the majority of the population. These are the same old views that we have been hearing for years from the foreign funded NGOs in this country. Nobody in this country is going to accept that these are views that have been formed after consulting the public. This reads more like a wish list written by a group of foreign funded NGO owners in a state of deep intoxication.

For an elected government to even acknowledge this as an official document of the state would be akin to doing what Puck did in ‘A Midsummer Night’s Dream’. Only one of the recommendations made by this task force – the one calling for international participation in the war crimes judicial mechanism received some publicity but a section of the government was quick to shoot it down saying that nothing of the sort will happen. Fortunately for the government, this document quickly disappeared from the public radar due to intervening incidents. But it will continue to hang over the government like a Damoclean sword unless it is formally disowned by either the President or the Prime Minister.

Take that recommendation that the government should seriously consider establishing a secular state. What they mean by this is the removal of the special place accorded to Buddhism in the constitution. Sri Lanka has never been a theocracy. The special place accorded to Buddhism in the constitution is an acknowledgement of an age old tradition which is dear to the majority community in this country. Even though Buddhism is accorded a special place in the constitution, the state does not discriminate against other religions in this country. Quite on the contrary even in an era when religious freedom was unknown in Europe, the Sinhala Buddhist Kings upheld religious freedom in this country.

Some of the other recommendations such as returning land acquired by the military and repealing the PTA have been around for a long time and needs no comment. But what is interesting is the observation made by the task force that even land ‘occupied’ by other state agencies such as the Forest Department and the Mahaweli Authority impinges on the freedom of the people and is therefore an obstacle to reconciliation. If the observations made by the task force are turned into policy, then it would logically follow that Minister Rishard Baithiudeen would have to be given complete freedom to do just as he pleases in the environs of Wilpattu. They have also talked about the ‘secondary occupation’ of fishing waters by members of other communities – an obvious reference to fishermen from the South visiting the East coast for seasonal fishing. These are fishermen moving from coast to coast in what has been an age old tradition among the fishing community in this country.

The recommendation made about apologies to be tendered by the state to victims, sits oddly beside the fact that these supposed victims were officially designated even by the FBI as the deadliest terrorists in the world. The task force recommends the restoration of the LTTE cemeteries and that permission be granted to commemorate deceased members of the LTTE. Even though these recommendations and observations are touted as having been formulated after consulting the public, how many members of the public would have asked for the commemoration of deceased LTTE cadres? If anything should be memorialised it is the fact that they were got rid of. It is true that the JVP openly commemorates the Sinhala terrorists who tried to overthrow the elected governments in 1971 and 1987-89. Allowing them to be portrayed as innocents killed for no reason by the government of the day was a cardinal mistake made by short sighted politicians.

But at least the JVP has given up armed revolution and has come into electoral politics whereas the remnants of the LTTE and the Tamil Diaspora overseas still harbour ambitions of a separate state. As such permission granted to memorialise the LTTE in the manner recommended by the Prime Minister’s task force will be a case of keeping the separatist dream alive and lionising the LTTE combatants who fell trying to achieve that goal. That is the surest way of radicalising a new generation. The JVP’s commemorations however do not radicalise anybody because they do not commemorate brave revolutionaries who fell in the quest to establish a socialist regime in Sri Lanka but innocents who were killed by two different governments for no reason. Even so this writer acknowledges, that the JVP too should never have been allowed to commemorate fallen terrorists.

An interesting point to note is that the so called ‘Truth, Justice, Reconciliation and Non-recurrence Commission’ (TJRNRC) recommended by the Prime Minister’s Task Force will not be authorised to grant amnesties. It is to be purely an investigative body that would refer cases to a prosecutorial body. Yet the main feature of the South African Truth Commission from which this supposedly derives its inspiration was its ability to grant amnesties. Once when Bishop Desmond Tutu, who headed the South African Truth Commission was accused of granting amnesties to murderers, he said that it was necessary to put the past behind them if a new South Africa was to emerge from the old and he asked his critics whether they wanted to turn South Africa into a Sri Lanka – stuck in interminable conflict and recriminations.

Another curious observation is that while the judicial mechanism on war crimes is to try members of the armed forces, no members of the LTTE are to be tried because they have been through rehabilitation or have been prosecuted under the existing judicial system. The PM’s task force observes that the focus instead should be on leaders of the LTTE who were allied to the government or LTTE leaders assumed to be living abroad. So the LTTE leaders who left the LTTE and sided with the government are to be penalised for having left the terrorist movement while those who remained with the terrorists are to be exempt from prosecution. Coupled to all this is going to be the phased demobilisation of the military. Furthermore, the government is to adopt a victim centred approach – the victims of course being former LTTE combatants and the next of kin of deceased LTTE combatants who are to have ‘ownership’ of Truth etc Commission.

When one looks at the totality of the observations and recommendations made by the Prime Minister’s task force on reconciliation and transitional justice, it appears to have been drafted not even by the NGO owners who have put their names to it, but by the LTTE rump hiding in Europe.

Co-Cabinet Spokesman, Dr. Rajitha Senaratne addressing the media on Wednesday, tore into a high-up in the Agricultural Department for suggesting that the public eat croton and kos kola (jak leaves) as food substitutes; he said if he had been the Minister of Agriculture he would have got that official to consume kos kola without recommending it to others. We believe that before shoving kos kola down anyone else’s throat, the government ministers, Senaratne included, should partake of it in sufficient quantities if they think they can ‘fool all the people all the time’.

Senaratne had the audacity to claim that Prime Minister Ranil Wickremesinghe had attended a recent tyre factory launching ceremony in Horana without any knowledge of the background of its owner! And, in the same breath, he added, on being questioned by a journalist, that the PM had got to know the businessman for what he really was—a frontman for the Rajapaksas—only on the morning of the day of the ceremony and a no-show at the event would have amounted to an act of discourtesy! He blamed some ministers for having misled the PM, but refused to name them. He seems to have taken people for suckers.

One is intrigued. Even if the PM had been informed of the track record of the entrepreneur concerned only one hour before the event at issue, he should have decided against attending it and told the public the reason for his decision.

It is hard to believe that the PM had been in the dark about the background of the Horana investor, who had been accused by his own government of having purchased shares of foreign hotels for the former ruling clan. President Maithripala Sirisena, also, claims from time to time, that he is not aware of certain issues. Are we to gather from the Cabinet Spokesman’s tall stories about the Horana factory that we are being ruled by a bunch of thoththa babas or babes in arms?

The dental surgeon turned Health Minister, pretending that what he was telling the media was the ‘tooth’, the whole ‘tooth’ and nothing but the ‘tooth’, went on to claim the Horana entrepreneur was investing the Rajapaksas’ money in his factory. If so, it is a blatant act of money laundering. Why hasn’t the FCID arrested him? Who is shielding him? The ministers who ‘misled the PM’ on behalf of Rajapaksas’ ‘frontman’ must also be arrested for aiding and abetting the crime!

Asked by a journalist why Arjun Aloysius of Perpetual Treasuries fame had not been arrested for the Central Bank bond scams, Senaratne gave a yanne-koheda-malle-pol (totally irrelevant) answer. Aloysius had been a friend of Namal Rajapaksa, Senaratne claimed. If so, then that is all the more reason why the incumbent regime antipathetic towards the Rajapaksas should have him arrested forthwith. Does the government think the masses are as stupid as kos kola-eating goats to buy into its cock-and-bull stories?

If there are corrupt elements in the garb of ministers as Senaratne has told the media then the entire Cabinet must be made to pay for that. Sprint legend, Usain Bolt, will lose one of his Olympic gold medals because a team mate in Jamaica’s gold winning quartet has tested positive for a banned substance. That is what collective responsibility is all about.

How can the government call itself a yahapalana administration while having corrupt ministers within its ranks?

If the thoththa baba regime has no answers to media queries and/or lacks ministers to defend it in a convincing manner, it had better cancel the weekly post-Cabinet briefings without letting its spokesmen make facetious remarks and cut pathetic figures in the process besides wasting journalists’ valuable time.

Even the rib-ticklingly hilarious Charlie Chaplin shows have more gravitas and send across more meaningful messages than kos kola kolam aka the Sirisena-Wickremesinghe government’s media briefings.

INTERNATIONAL LAWS in ARMED CONFLICT

During the course of an e-mail exchange, the question as to which Laws should guide issues relating to Sri Lanka’s Armed Conflict became a contentious topic. The opinion of some was that International Human Rights Laws (IHRL) and International Humanitarian Laws (IHL) should operate concurrently while others were of the opinion that International Humanitarian Law should operate separately. Since International Humanitarian Law is triggered ONLY during an Armed Conflict it is necessary to first establish whether the conflict in Sri Lanka had reached the threshold of an Armed Conflict.

SRI LANKA’S CONFLICT: ARMED CONFLICT or NOT?

The two undisputed authorities cited as to what constitutes an Armed Conflict are: (1) The International Criminal Tribunal for former Yugoslavia (ICTY, 1995) appointed by the Security Council and (2) the ICRC, internationally acknowledged as the accredited agency for IHL

During the Prosecutor v. Dusko Tadic trial the ICTY stated: “…we find that an armed conflict exists whenever there is a resort to armed force between States or protracted armed violence between government authorities and organized groups or between such groups within a State.  International humanitarian law applies from the initiation of such armed conflicts and EXTENDS (emphasis added) beyond the cessation of hostilities until a general conclusion of peace is reached; or in the case of internal conflicts, a peaceful settlement is achieved.  Until that moment, international humanitarian law continues to apply in the WHOLE TERRITORY (emphasis added) of the warring State or, in the case of internal conflicts, the WHOLE TERRITORY (emphasis added) under the control of the party, whether or not actual combat takes place there”.

Part 1, Article 1 (1) of the ” Protocol Additional to the Geneva Conventions of 12 August 1949, and relating to the Protection of Victims of Non-International Armed Conflicts (Protocol II), 8 June 1977 states:

“This Protocol, which develops and supplements Article 3 common to the Geneva Conventions of 12 August 1949 shall apply to all conflicts…which take place in the territory of a High Contracting Party between its armed forces and dissident armed forces or other organized armed groups which, under responsible command, exercise such control over a part of the territory as to enable them to carry out sustained and concerted military operations and to implement this Protocol”.

Therefore, it could be justifiably concluded that the conflict in Sri Lanka was in fact an Armed Conflict; a fact also acknowledged by the UNSG appointed Panel of Experts and in the OISL report of the UNHRC.

CURRENT OPINION

An official publication titled “INTERNATIONAL LEGAL PROTECTION OF HUMAN RIGHTS IN ARMED CONFLICT” by the United Nations Human Rights, Office of the High Commissioner, New York and Geneva, 2011 states:

“Two arguments have specifically been raised against their concurrent application. Firstly, it has been argued that international human rights law and international humanitarian law are regimes that apply in separate contexts – namely the former in peace time only and the latter in armed conflict – and that concurrent or complementary application is therefore, irrelevant. Second, it has also been argued that if both bodies of law are applicable in situations of armed conflict, then the question is whether one body of law would have pre-eminence over the other as a matter of lex specialis” (p.54).

Continuing the UN document states:

“A number of decisions by human rights and judicial organs have concluded that international human rights law applies at all times, irrespective of whether there is peace or an armed conflict. Meanwhile, international humanitarian law specifically applies only to situations of armed conflict. Thus, in an armed conflict, international human rights law is applicable concurrently with international humanitarian law. For example, the International Court of Justice has clearly stated that “the protection of the International Covenant on Civil and Political Rights does not cease in times of war, except by operation of article 4 of the Covenant whereby certain provisions may be derogated from in a time of national emergency” (p. 55).

CONDITIONS for CONCURRENT

APPLICATION of IHRL and IHL

The notion that International Human Rights Law (IHRL) and International Humanitarian Law (IHL) are applicable concurrently during an armed conflict is widespread.  However, this could be misleading because it could be misinterpreted that the full scope of IHRL that applies at peace time is applicable along with IHL during an armed conflict.  Since the UN opinion cited above acknowledges that certain provisions could justifiably be derogated provided certain provisions of Article 4 of the Covenant are retained, means that the notion that the full scope of IHRL that is applicable during peace time also applies during an Armed Conflict (as in Sri Lanka), is flawed. Thus, for IHRL and IHL to apply concurrently it is absolutely necessary for human rights to be derogated to the limits stated in Article 4 (2) of the Covenant. However, since these provisions, identified as the “hard core human rights”, are incorporated in provisions of Additional Protocol II of 1977, the concurrent inclusion of IHRL with IHL when addressing issues of accountability should be avoided since it could lead to confusion.

The derogation of IHRL during Sri Lanka’s Armed Conflict is justified because Sri Lanka’s Emergency Regulations were in operation during and after the conflict and furthermore, Article 15 (7) of the Constitution permits the restriction of several fundamental rights in the interest of national security. Even though the provisions of Article 4 of the Covenant are strictly not applicable to Sri Lanka since they have not been incorporated into domestic law, the fact that Additional Protocol II of 1977 incorporates the provisions in Article 4 of the Covenant that cannot be derogated, the applicability of IHL as provided in Additional Protocol II is justified since it is part of Customary Law. Thus, addressing accountability on the basis of Protocol II of 1977 provisions of IHL is valid.

Addressing the issue of “hard core of human rights” following derogation of IHRL in general, an ICRC publication of October 2002 titled “International humanitarian law: answers to your questions.” states:

“The International human rights instruments contain clauses that authorize States confronted with serious threats to suspend the rights enshrined in them.  An exception is made for certain fundamental rights laid down in each treaty, which must be respected in all circumstances and may never be waived regardless of the treaty.  In particular, these include the right to life, the prohibition of torture and human punishment or treatment, slavery and servitude, and the principle of legality and non-retroactivity of the law.  These fundamental rights that States are bound to respect in all circumstances, even in the event of a conflict or disturbance are known as “hard core of human rights”.

CONTRADICTIONS when IHRL and IHL are CONCURRENTLY APPLIED

An official publication of the ICRC titled “The Use of Force in Armed Conflict”, (2013) states: “It was also suggested that imposing human rights obligations on States in armed conflict situations might increase the asymmetry in non-international armed conflicts between States and organized non-State armed groups, since the latter are in principle not bound by human right law. As a consequence there would not only be an asymmetry in the means and methods of warfare used, but also as regards the range of rules belligerence must respect.

This would provide an advantage to organized non-State armed groups which are bound by IHL only while States would be bound by both IHL and human rights law.”

Other contradictions between IHRL and IHL are that IHL operates on the principles of Distinction and Proportionality. Such principles on the other hand are unknown in IHRL. Therefore, while the LTTE is required to conform to principles of Distinction and Proportionality as a Party to an Armed Conflict, they are not bound by the need to distinguish between combatants and civilians when IHRL and IHL are concurrent.

This is the most serious objection to the concurrent application of IHRL and IHL because only State Parties to an Armed Conflict are bound by the need to abide by provisions of IHRL and IHL while non-State actors such as the LTTE are bound only by IHL. For instance IHRL requires that States are responsible for the safety of the civilians, but the non-State actors such as the LTTE are not because they are not bound to protect civilians. However, under provisions of IHL all Parties to the Armed Conflict are required to adopt measures to protect the civilians under their charge. Such asymmetries present serious challenges to the concurrent application of IHRL and IHL.

Contradictions could be avoided by addressing issues of accountability on the basis of IHL as stated in Additional Protocol II since it incorporates the “hard core human rights” provisions of IHRL. This position is further justified on the basis of the ruling by the International Criminal Tribunal for former Yugoslavia cited above that “International humanitarian law applies from the initiation of such armed conflicts and extends beyond the cessation of hostilities…”.

AG stands his ground – CBSL bond scams controversy

Auditor General Gamini Wijesinghe yesterday said that there couldn’t be any information pertaining to the Central Bank bond scams which couldn’t be shared with JVP MP Sunil Handunetti, Chairman of the parliamentary watchdog Committee on Public Enterprises (COPE).

Soft spoken Wijesinghe emphasized that there couldn’t be any secrets between the AG and the Chairman of COPE.

The presidential appointee was responding to severe criticism of his conduct as well as those of his officials over the alleged release of information pertaining to Central Bank bond scams to COPE Chief as alleged by Finance Minister Ravi Karunanayake.

The UNP led coalition is under heavy fire for allegedly protecting those who had perpetrated massive bond scams in Feb 2015 and March 2016. The then Central Bank Governor Arjuna Mahendran and his son-in-law Arjun Aloysius of controversial primary dealer Perpetual Treasuries have been accused of abusing the system.

The UNPer accused AG Wijesinghe of handing over information he had sought from the official to the JVPer. Minister is on record as having said that he wasn’t given what he had asked for.

Wijesinghe told The Island that he couldn’t be browbeaten under any circumstances though some may have believed in suppressing the truth.

Asked whether he had undermined the authority of the Finance Minister, Wijesinghe emphasized that the AG’s Department is answerable to the parliament therefore no one could find fault with him for making relevant information available to the House.

In fact, after having handed over the information the Finance Minister had asked for, I have uploaded the same to department website, Wijesinghe said. According to him, information had been made available to Minister Karunanayake on January 17 and a receipt received from the ministry.

Wijesinghe said that there was no basis for the claim that the Attorney General barred issuance of information to anyone other than the Finance Minister.

JVP National List member Bimal Ratnayake used the information provided by the AG to Minister Karunanayake, MP Handunetti as well as posted on AG’s Department website to flay the UNP.

The AG said that regardless of intimidation his efforts to uphold transparency and accountability would continue.

Responding to a query, the Auditor General said that he had discussed the issue at hand with Speaker Karu Jayasuriya in the wake of unfounded accusations directed at his department. “I have explained the circumstances under which the information requested by the Finance Minister ended up in the public domain.”

Comparing the investigation undertaken by him into the Central Bank bond scams with the doctor conducting a port postmortem on a body, Wijesinghe said that the latter couldn’t be asked not to cut the body.

Recollecting a simmering dispute last year over a report pertaining to government debt, AG Wijesinghe said that his department couldn’t be expected to produce reports to appease anyone.

Wijesinghe strongly criticized a recent front-page report headlined ‘AG goes ahead with controversial arrangement proposed by budget, but rejected by media Secretary’ on January 18 edition of The Island. The AG emphasized that the agreement to lease vehicles for a five-year period had been taken in accordance with budget proposal subject to reconfirmation with the Secretary to the Ministry of Finance.

The AG said that acquisition of vehicles required by his department shouldn’t be criticized against the backdrop of Secretary to the Media Ministry Nimal Bopage declining to authorize leasing of 58 vehicles for members of parliament. The AG said: “The Media Ministry Secretary is right. Bopage quite rightly felt that he couldn’t authorize payment plan spread over a five year period as the life of the present parliament is very much less whereas the AG’s Department is a permanent functioning body.”

AG Wijesinghe said that media could cause severe damage to important institutions and in the process, wittingly or unwittingly facilitate despicable projects.

Mattala Airport in full throttle

 Mattala Rajapaksa International Airport (MRIA), which was once dubbed as a ghost airport by both local and foreign commentators, has suddenly turned into life becoming one of the busiest airports in the world, due to the temporary closure of Bandaranaike International Airport (BIA) for the relaying of its decade-old runaway.

With the operations at BIA increasingly becoming chaotic, an increasing number of airlines has started flying in and out of MRIA carrying thousands of passengers on a daily basis.

According to MRIA officials, at least 14 airlines, including state-owned SriLankan Airlines and some charter flights, are now flying to Mattala, saving millions of dollars in foreign exchange to the country.

Mirror Business spotted a few of these flights from new airlines such as Sriwijaya Air, an Indonesian airline based in Jakarta, and Jordan Aviation, an airline based in Amman, flying in an out of MRIA through Flightradar24, a global flight tracking service that provides with real-time information.

Even when BIA was in full operation, the low-cost carrier, flydubai, has been making regular flights to Mattala since the opening of the airport. SriLankan Airlines flights to Shanghai and Beijing also used to make stopovers at MRIA.

The airport and aviation experts however question the selection of the location for Sri Lanka’s second international airport due to the presence of strong cross winds in the area, which makes a pilot’s job much harder in landing a passenger aircraft.

Also, frequent bird strikes and unavailability of parallel taxi ways and enough runaway exits have also been highlighted as major shortcomings of MRIA.

However, they do not appear to consider them as reasons to abandon the facility, which can be easily made financially viable by way of fixing some of these limitations and making the airport attractive by offering competitive handling charges, etc.

However, the coalition regime, which came into power promising full-stop to the Rajapaksa vanity projects, took no time to turn one of MRIA’s unused terminals into a warehouse for storing rice.

However, the government is reportedly finding bidders to sell the airport, likely to a Chinese operator, to settle the debt drawn from China to construct the airport.

Legalising homosexuality: Rajitha contradicts President

 Contradicting a statement made by President Maithripala Sirisena on Wednesday that he threw away the Cabinet paper aimed at legalizing homosexuality, Minister Rajitha Senaratne today told Parliament that there was never such a move.

“There was never a move to legalize homosexually or prostitution,” the minister said responding to a question raised by MP Piyal Nishantha this afternoon.

The minister said Cabinet paper was only aimed at ensuring the rights of all Sri Lankans.

The paper was to ensure that people of different sexual orientation enjoys same rights as others. You must read the Cabinet paper clearly” he told MP Nishantha.

There was a list of items under sexual orientations and gay people came under one category. Accordingly, gay people will only enjoy rights as others and there is no move to recognize homosexual relationships,” he said.

The minister said this when MP Nishantha recalled the statement made by the President on Wednesday.

MP Nishantha then said gay people might use the Cabinet paper as a loop hole to argue that the lifestyle they adopt was legal. (Yohan Perera)

PM office sent COPE report to AG before Parliament approval – President

The COPE report on the Central Bank bond issue has already been sent to the AG by the Prime Minister’s Office before it was approved by Parliament yesterday, the President said.
President Maithripala Sirisena made the observation while speaking at an event held at the Abeyaramaya temple in Narahenpita on Wednesday.

Then the report has also been forwarded to the IGP,” he said.

President Sirisena also went on to say he is not agreeing with the move to conduct probe with respect of the case as a civil case, not as a criminal case.

Advice from legal experts of the country was obtained before appointing the CoI, or other investigations will be dragged for two to three years,” he said.

Meanwhile, Ven. Bellanwila Wimalaratana Thera said It is questionable whether people are experiencing the ‘change’ they expected. Even a child would agree to the fact that a massive fraud has taken place in this country. Why (they are) trying to sweep it under the carpet by appointing commissions. This looks like a serious jock. Have these officials got no shame? to allow their friends to earn in billions while making losses to the country.”

Rajitha’s comments on Horana tyre factory incorrect – Malik

 Minister of Development Strategies and International Trade Malik Samarawickrama says that certain articles published on Horana Tyre Factory Project at Wagawaththa Industrial Zone are giving misleading information to the public.

He further said that the statement made by co-cabinet spokesman Rajitha Senaratne on this issue is also incorrect.

The Health Minister told a press briefing on Wednesday that the Prime Minister was aware of the investor of the proposed tyre factory in Horana only on the morning of the foundation stone laying ceremony.

Senaratne had also said that the government would reassess the land value of the 100 acres given to the project and that the PM was reluctant to participate in the ceremony on January 5th after he found out who the investor was.

It is necessary to emphasize the fact that, both the President and the Prime Minister were aware of the investor since I, myself informed them well in advance,” Samarawickrama said, issuing a statement today (26).

Furthermore, he said that two cabinet papers ie. initially one proposing the land and then giving details of the incentives and other terms were submitted on this project and in addition the project was discussed and endorsed at several meeting of Cabinet Committee on Economic Management.

The statement that the land was given for Rs.100/- per Acre is incorrect. In fact, the Government Chief Valuer had valued the land at Rs. 170,825,000/- and the investor has agreed to pay the total amount upfront.”

The Chief Valuer has also indicated that a further Rs. 10,000/- be charged as an annual nominal fee,” he said.

Further details pertaining to the project mentioned in the statement:

  • The 100 acre land at Horana, Wagawaththa Industrial Zone is a bare undeveloped land undulating in most areas. Based on the technical investigations done by Central Engineering and Consultancy Bureau (CECB), it is noted that the investor has to incur a sum of about Rs.300 to 400 Mn as per the estimate to bring the land to a usable state. The investor claims that around 3m layer of weak soil has to be removed throughout 25 acres of this land.
  •  BOI is not providing any infrastructure facilities like in other zones- e.g. even the waste Disposal Treatment Plant will be constructed by this investor. Similarly, all internal roads will have to be constructed by the investor.
  • Based on valuation of land by Government Chief Valuer – an upfront payment of Rs. 170Mn is to be paid by investor. Since the project requires a large extent of land, the investor requested the land be leased to him based on the valuation determined by the Chief Valuer on the basis that infrastructure will be provided by him. The said request by the investor was accommodated by us in view of the high value of the investment of the project and the significant contribution expected to the economy particularly linked with the rubber industry.
  • BOI should promote investment and if necessary regulations & rules need to be changed to attract investments as the current regulations have failed to bring in investors. The FDI in 2015 was USD 970 Mn and in 2016 it will be around USD 450 Mn. which is extremely low by any standard.
  • The total investment of this project is USD 75Mn (Rs 11.25 Bn). The Project will employ around 3000 people. It will add value to the rubber produced in Sri Lanka & convert raw rubber to radial and solid tyres.  The annual export earnings will be above USD 125Mn.
  • There will also be inward transfer of technology as the Italian company Marangoni is expected to provide the technical know-how to produce tyres and other rubber based products.
  • There are similar BOI projects, on BOI owned properties, which have been given on long term lease with an upfront payment & an annual fee is not charged from such projects – e.g MAS Group given 47 acres on 50 year lease and upfront payment is to be received and no annual fee is charged. This was a well-developed property with buildings and other infrastructure, although major repairs/renovations will have to be undertaken by the investor (former Kabool Lace property).  Furthermore, a land vested by BOI in Kuliyapitiya was given on a freehold basis to Western Automobile Assembly for a proposed Vehicle Assembly Plant. The BOI has also granted 357 acres in the same area on a 99 year lease for 1 USD per acre per annum to Merbok, in settlement of a dispute arising from a contract signed in year 2000.
  • All expenses in developing this land, including constructing a treatment plant, internal roadways & obtaining transformers, etc will be on account of the investor. Therefore, this project should be considered on the same basis as the MAS project.
  • This investor applied to set up the plant in March 2016 when they were eligible for the tax concessions under BOI.
  • Initially, BOI took steps to acquire a private land in Horana but since the owners of that land were unwilling to sell this property BOI was instructed not to acquire that land as per this President’s observation on Cabinet Paper no MODSIT/3/CAB/16/8 dated 2016.06.02
  • We believe the investor should not be penalized for this delay on the part of BOI to make available the land. Accordingly a Cabinet Memorandum was submitted on 2016.10.03 identifying the BOI owned land at Wagawaththa and explaining this position. Accordingly approval was granted by the Cabinet on granting the tax concessions prevailing at the time of the application.
  • It is worth to mention that in different countries promoting investment projects, various mechanisms exist for lease of land and providing infrastructure on case by case basis, based on evaluation of salient features of the project, level of infrastructure required, extent of land, etc. In India, in certain states land is given for one Indian Rupee per Acre per year to attract investors.  When proposals for investments are received we do not look at the political affiliations of the investor and projects are evaluated and approved on the basis of economic and social benefits to the country.

Sri Lanka has window of opportunity to renegotiate UN resolution – Dayan Jayatilleka

The views of US President Donald Trump and British Prime Minister Theresa May on matters of national security offer a window of opportunity” to the Sri Lankan government to re-negotiate the September 2015 UN Human Rights Council (UNHRC) resolution on it, says Dr.Dayan Jayatilleka, former Sri Lankan Ambassador to the UN in Geneva and France.

He said the UNHRC resolution, co-sponsored by Sri Lanka at the instance of the US and other Western powers, has tied down the island nation to steps which could demoralize its Security Forces and compromise national security.

It ought to be re-negotiated in the light of the latest thinking in Washington and London, Jayatilleka told Express on Thursday. Security conscious Trump had assured the Afghan President in December 2016 that he would increase US troops in that country which is being harassed by the Taliban.

Currently there are about 8,400 US troops apart from 6,400 from its allies. Recently, Trump had said that he would build a wall to stop illegal immigration from Mexico, and that in investigations of suspected terrorists, torture works absolutely” and that the US must fight fire with fire”.

British Prime Minister Theresa May had said in September last year, that her government will not allow British soldiers who had served in Iraq to be dragged to the courts on human rights violation charges and that she would protect servicemen from legal harassment.

With such views emanating from Western capitals, which were behind the UNHC resolution in 2015 September, Sri Lanka should press for re-negotiation of the resolution to accord with its national security imperatives, Jayatilleka urged.

He regretted that the pro-West” Sri Lankan Foreign Minister Mangala Samaraweera and Prime Minister Ranil Wickremesinghe are not seizing the opportunity. Jayatilleka warned that given the growing clout of the nationalist forces in Sri Lankan politics, the United National Party (UNP) – dominated government would find it more and more difficult to implement the key clauses of the UNHRC resolution.

Any move to ram the unpleasant clauses down the throats of the nationalist masses would only erode the standing of the government, he said.

The former diplomat noted that President Maithripala Sirisena, who is more sensitive to the ground situation in Sri Lanka than the UNP leadership, has shown a manifest interest in protecting the dignity of the Sri Lankan Security Forces.

According to Jayatilleka, Sirisena has also sensed the possibility of working with a reoriented US Administration under President Trump. In this context he said it is significant that Sirisena has nominated Susil Premajayantha, a stalwart of his nationalistic Sri Lanka Freedom Party, to represent Sri Lanka at President Trump’s  Prayer Breakfast.

Rajiv Gandhi’s Sri Lanka intervention helped win Haryana Election back in 1987?

NEW DELHI: ‘Insider Knowledge’ can be roughly defined as real-time intelligence that shapes the events and gives us a peep into situation room to highlight why decisions were made by then government. But, blunders will be too many and difficult to count if the ‘insider knowledge’ is ‘sexed-up’ with deceptions and lies by the faceless intelligence officials.

The CIA, top American intelligence agency, which had convinced the people to enter 2003 Iraq war had observed in 1987 that then Prime Minister Rajiv Gandhi intervened in Sri Lankan crisis to win Haryana state assembly election. The intelligence memo dated June 8, 1987, which has been declassified by the CIA observed that India’s decision to airlift humanitarian aid to Sri Lankan Tamils was to gain ‘Hindu’ sympathy.

He (Rajiv Gandhi) probably believes such dramatic actions on behalf of Hindus in Sri Lanka will help win over Indian Hindus before critical election next week in Haryana state,” the CIA memo said.

Over a month later, another CIA memo (July 29, 1987) criticised Rajiv Gandhi for having short-term view of things. And, that was the day when India and Sri Lanka signed a peace accord that included provision for Indian Peace Keeping Force (IPKF). The CIA memo reads; Sri Lanka, moreover, could become a military entanglement for India.”

Gandhi tends to have a short-term view of things and may not see the pitfalls in trying to achieve a cheap victory using the tougher line on Sri Lanka.”

A CIA intelligence officer memo suggested that Rajiv’s move in Sri Lanka was keeping in the view India’s determination to be the dominant regional power in South Asia.

We do not, however, believe Gandhi or his advisers have a ‘greater India’ in mind. New Delhi may instead aspire to a relationship with Colombo that resembles its ties to Nepal, over which India exercises strong influence.”

The CIA also believed certain political advantage to Rajiv Gandhi with the signing of accord and input suggested that his efforts to bring peace for Sri Lankan Tamils will help him build support among Tamils in Southern India, where the ruling Congress party has been weakest.”

Counting Intelligence

Before Rajiv’s decision, an assessment prepared in June 1984 by the CIA said that New Delhi then rules by Indira Gandhi was preparing for the possibility of direct military intervention.” The CIA intelligence memo said Gandhi believes that ethnic violence in Sri Lanka can have serious repercussions for India as well as her own political future.

We believe New Delhi’s support for Sri Lanka’s Tamil separatists probably is an effort to control a movement it cannot eradicate. Gandhi cannot move against Sri Lankan Tamils in Tamil Nadu without risking the loss of India Tamil votes in this election year,” the CIA memo said.

The intelligence agency said Mrs Gandhi wants to forestall intervention in Sri Lanka by the superpowers and Indian officials reacted with dismay last summer after hearing of Sri Lanka’s thinly veiled pleas for security help from several countries including Pakistan, UK and USA.  CIA said the Indian Navy can launch a small amphibious assault force against Sri Lanka on short notice.

In our opinion, the likelihood of a peaceful resolution of the tensions that divide Sri Lankan society is rapidly diminishing,” the CIA intel note said.

Speak Truth Unto Power

In the war, the ability to see the dust storm even before the engine roars has always been critically important. The CIA memo of December 22, 1987, appears to have had ace up on its sleeve when amid the fog of war it said that Indian forces in Sri Lanka could stay for longer and that could be at least next 3 years.

The CIA said, It is not yet clear how far Gandhi intends to go in establishing dominance over Sri Lanka, but active guerrilla warfare by Tamil fighters against the Indians and over 300 combat fatalities will complicate plans to withdraw and make a long stay more likely; the Indians themselves already are talking of a three year presence. This could presage an extended period of warfare and turmoil.”

The American agency’s another input pointed out that Rajiv’s move seems to reflect adoption of a doctrine formulated by his mother (Indira Gandhi) and reaffirmed recently asserting an Indian right and responsibility to protect ethnic Indians anywhere, even when they resist protection.

Role of white west in dividing people of the world

Sooner than later it is good to re-evaluate and re-assess all that we had been fed over the years via an education system promoted by the West and a political and social system also influenced by the West. History has always been written by the victors. The conquerors views supersede those of the conquered. History is a story seen only from the lens of the victors and this is why over 400 years of conquest, murder, plunder during colonial rule and the illegal acquisition, expansion, integration of lands and territories subjugating the rights of those who ruled their original habitats have been usurped and to add to the injury mass importing of people and creation of migrant citizens further chaos has been created with no end until and unless all that the white West has been responsible for is negated and countries start afresh on their own terms. The exit of the US from the UN will no doubt lead to less bullying of Third World nations giving them the power to rule their own on their terms.

Evolution of Man – textbook history wrong

We have been drilled to believe that we all evolved Out of Africa. That is turning out to be a myth made popular amongst politically correct elite to promote the notion that ‘all races are the same’ to sustain their liberal ideology. Controversy and debate continues amidst the reality that a lot of falsehoods has also been spread. DNA is also proving Darwin wrong (ape to human theory). The debate continues with scientists themselves having opposing evidence. The take away from this is that we have been fed a lot of lies over the years. We need to question everything now.

RACE & RACISM

Race has become another debatable term. Many view the concept of race as modern and political. Certainly the word was never used in ancient times. Christians and Muslims divided people as believers and non-believers. Scientists say race has no gene that distinguishes one over the other.  Race is not biological. Scientifically there is no such thing as race and certainly no pure race. There are no genes that are specifically ‘black’ or specifically ‘white’,

It was the white west that began classifying people by appearance (looks) paving the way for superiority of skin color. Colonial rulers classified themselves as white and superior. Integrity Act of 1924 law included racial registration certificates as well as defining what white” was. Colonial rulers began classifying people by race in their census and later by ethnicity both of which they classified and determined. Appearance of people often meant they had automatic preference!

It was in 1684 that Francois Bernier published New division of Earth by the different species or races which inhabit it’ giving preference to the white European race. In 1775 Johann Freidrich Blumenbach classified humans into 5 divisions – Caucasian, Mongolian, Ethiopian, American and Malay. Caucasians were projected as the ‘most beautiful race of men’. George Buffon, Petruss Camper and Christoph Meiners all classified ‘negros’ as inferior to Europeans. American Thomas Jefferson viewed Africans as inferior to whites.

This thing was so shocking, so opposed to all the conceptions of society which religion and philosophers had…that the only justification by which humanity could face it was to divide people into races and decide that the Africans were an inferior race.” (C L R James)

Over the years the word became victim to a plethora of concepts and notions until the social scientists entered the scene and mixed race with ‘ethnicity’ and replaced race with ethnicity. It was they who came up with the notion of ethnicity self-identifying groups based on beliefs concerning shared culture, ancestry and history. Then it got further confused with many more theories being added. Bishop Robert Caldwell created a notion that Dravidians existed before Aryans in India. It was Caldwell who coined the term ‘Dravidian’ from the Sanskrit dravida thus creating the Dravidian identity. Thereafter Reverend John Stevenson lumped languages placing Dravida languages before Sankskrit and claiming Tamils to be the aboriginals of India prior to Aryan invasion. This term is another coined by the whites for political advantage. Scholars are in agreement that both race and ethnicity are politically motivated for use in social movements and voting. Ethnicity refers to group that share some common ancestry, traditions, language, or dialect. all history shows how easily political action can give rise to the belief in blood relationship.” – Max Weber.

In Sri Lanka the first islandwide census was in 1871. From 1871 to 1901 the population was classified on the basis of nationalities and races. From 1911 right up to 1963 race was replaced with nationality in all census while from 1971 onwards ethnic category was introduced – all based on what the British thought to be race/nationality/ethnic. Experiments which have created global issues in all of the countries/territories the British ruled. All of these definitions were based on White assumptions, ideologies and what benefitted the white rulers of the time. Whites categorized people on their appearance, rewarding those they liked with prestigious names while treating all others differently.

Nation / Nationality & State

The notion of nation is again a western created term. All references as accepted terminology are Western authorized and western authored. Nation is a large group of people with strong bonds of identity. National identity is typically based on shared culture, religion, history, language or ethnicity. The nation is the holder of sovereignty.

Nationality refers to the country which a person is a citizen of.

A state can be defined as a patch of land with a sovereign government The West has derived word State from Latin ‘Status’ note nothing of Eastern civilization has even been considered to be adopted. States (associated with provinces) must adhere to national laws. States cannot form laws that violate the laws of the nation.

Nation states came into being through various Western laws & systems – 1648 Treaty of Westphalia, 1713 Utrecht Treaty, 1815 Congress of Vienna, World Wars and the dominance of Western systems following industrial revolution and Western-influenced legal systems and trade agreements.

The confusions are many. All types of terminologies are now in vogue leading to numerous interpretations and legal opinions. Most often it is the will of the West that rule. At the time of decolonization we must note that territory that belonged to the indigenous rulers were either split or expanded and new demarcations and boundaries were set by the colonial rulers. Independence was afforded to these newly demarcated areas and not by the original area that the invaders overtook. Decolonization saw the emergence of another Western coined term – Self determination. This has become manipulated over the years and the west has incorporated external and internal self-determination. With every coinage of new terms the confusions got worse and thus strengthened hatred and conflict which must have been the main objective. We can see the chaos that has resulted in the newly created states – Kosovo, South Sudan etc bringing to naught the justifications used to create these independent states. Nevertheless, despite these errors officials of the UN are continuing to divide the world along mono-ethnic/religious lines while harvesting the majority-minority divide.

Majority-Minority / Black-White   

Dividing people was part of colonial divide and rule strategy. People pre-colonial were never divided in the manner that the West has divided people. There were no majority and minority classified people before the white west descended. People had their differences but they were never based on racial segregations as the west has done. The division of white vs black was also an invention of the whites – notice how everything negative is always associated with black. All these have been purposely done to even mentally accept white superiority and black inferiority.

Sri Lanka is an example of the unequal treatment by colonial British that has created tensions between the majority and minority immigrants. British as a policy gave disproportionate treatment to these minorities in education, jobs and society brewing hatred.

It was the West that began Us vs Them slogan too – we know what that led to during the World Wars and all of the conflicts to which the West has been party (directly/indirectly covertly and overtly)

What must be remembered at all times is that the boundaries and demarcations have all emerged as a consequence of colonial occupation, rule and what they deemed to be countries & their citizens that became decolonized. All of the countries in Africa were creations of the West. None of these boundaries existed before the arrival of colonial invaders. The same with Asia and other parts of the world.

It was the white people who created ‘new’ lands. It was the white people who ruled over 400 years. Then they began importing and exporting people and created new boundaries and created new identities. All these were cosmetic and artificial changes done to the advantage of the white rulers. All of the terms – race, ethnic, nationality used by colonial rulers were without scientific backing but solely to keep people divided. Over a 100 new nations were born during process of de-colonization – these nations had never even existed before colonization. It is these artificial borders that cause tensions today – Libya-Chad conflict is just one example. Greek Cypriots and Turkish Cypriots are at odds as a result of the rivalry encouraged under British rule. Practice of favoring one ethnic, religious or racial group over others was the practice of colonial rulers as government policies.

Lets all remember and never forget that all of the virtues that the Western nations today preach were all violated by them and have not still been accounted or even compensated. Slavery, ethnic cleansing, mass murder, genocide, destruction of livelihoods, forced cultural assimilation, forced labor etc were all introduced by the West upon people who had done no harm to them. These were all human rights abuses in excess of the human rights that the very same nations are preaching to the countries they inflicted. Ironically the education and political systems created by the whites have created leaders who are in the pockets of the west and functioning as brown sahibs.

All of the systems in place today be it administration, legal, social, cultural, trade are all dictated by the West. It is on their terms that regulations and laws are decided by the West as per their prism and what suits their ideology. Nothing of the ancient eastern civilizations that had superior systems far before the west became civilized after the advent of colonial plunder have even been considered. Even history is written as per the opinions and perceptions of western historians.

It would be a worthwhile academic exercise if national minded academics take up each of the so-far promoted western notions and present the eastern version to set the records straight. History owes future generations the truth and not a history as determined by the West. It is also time that nations functioned as sovereign nations and refuse to be held to ransom by the terms and terminologies that have never existed prior to its creation by the West for their own superior existence.

It is based on these realities that we must not accept any of the recommendations or proposals to change Sri Lanka’s constitution.

හිටපු ජනාධිපති ජේ.ආර්.ජයවර්ධන මහතා 1978 සකස් කළ ආණ්ඩුක්‍රම ව්‍යවස්ථාව මගින් විධායක ජනාධිපති  ධූරය ඇති කරන ලද්දේ එක් ආසනයකින් එහි චන්ද දායකයන්ගේ බලයෙන් තේරී පත් වූ මන්ත්‍රීවරයෙකු රටේම අගමැති වී නායකත්වයට පත් වීම ප්‍රජාතන්ත්‍රවාදයට පටහැනි යැයි කියමිනි.එය සත්‍යයකි.අගමැති වරයා ධූරයෙන් පහකිරීමටද අගමැතිවරයා ගන්නා සාධාරණ තීරණයන් වුවද පසුබට කිරීමටද පාර්ලිමේන්තුවට හැකිය.1972 ජනරජ ව්‍යවස්ථාව පරිදි අගමැතිවරයා පාර්ලිමේන්තුවේ මෙන්ම රටේ නායකයාව සිටියේය  මෙම තත්ත්වය දිගින් දිගට පැවතියේ නම් සැබවින්ම තිස්වසරක් පුරා ඇවිලී ගිය දෙමළ ආක්‍රමණික කැරැල්ල පරාජය කිරීම අසීරුවනු ඇත. කෙසේ නමුත් ඉන්දියාවේ බලපෑම මත ජේ.ආර්. ජයවර්ධන ජනාධිපතිවරයාට පළාත් සභා සහිත දහතුන් වන ආණ්ඩුක්‍රම ව්‍යවස්ථාව සම්මත කරගැනීමට සිදු විය.එයට හේතුව ඒ වන විට දෙමළ නිජ බිම් සංකල්පයට සහ බෙදුම්වාදයට එරෙහිව ප්‍රබල විද්වත් මතයක් සහ ජනමතයක් ඇතිව නොතිබීමයි.

දෙමළ නිජබිම් සංකල්පය යනු දහනම වන සියවසේ දී ඇමරිකන් මිෂනාරීන් විසින් අධ්‍යාපනය ලබාදී බලවත් කරන ලද දෙමළ ප්‍රභූන් ගේ මනස්ගාතයකි. මෙලෙස සිය අදහස් ප්‍රකාශයට පත් කරන ලද කිසිම දෙමළ පුද්ගලයෙකු පරම්පරා ගතව යාපනයේ ජීවත් වූවන් නොවීය. ලන්දේසීන් විසින් මලබාරයෙන් ගෙන්වා පදිංචි කරන ලද වහලුන් සහ ඔවුන්ගේ කංකානි වරුන් ගෙන් මොව්හු පැවතෙන බව පෙන්වා දිය යුතුය. නමුත් දහතුන් වන සියවසේ උතුර පාලනය කළ ආර්ය චක්‍රවර්තී වරුන් ගෙන් ඔවුහු පැවතෙන බවට බොරු මුසා ඇද බෑහ.ඒ සඳහා ව්‍යාජ පෙළපත් සටහන් පවා අන්තර්ජාලයෙට දමා ඇත.ප්‍රශ්ණය වන්නේ ලංකාවේ සිටින ඉතිහාඥයන්  මේ මතය බිඳිමට ඉදිරිපත් නොවීමයි.මහාචාර්ය කේ.එම්.ද සිල්වා වැන්නවුන් ඉදිරිපත් කළ මත දේශපාලනඥයන්ද ඉහළින් පිළිගත්හ. එම නිසා මේ ව්‍යජ දෙමළ නිජබිම් සංකල්පය මතවාදීව පරාජය කරනට ඒ යුගයේ කිසිවෙකුට හැකි නොවීය.

යාපනයේ නගරාධිපති දොරේඅප්පා ඝාතනයෙන් පසුව මේ දෙමළ බෙදුම්වාදයේ සන්නද්ධ අංශය බලවත් විය. පසුව පොලිස් නිළධාරින් ඔවුන්ගේ ඉලක්කය විය.1983 වසරේදී හමුදාභටයන් 13 දෙනෙකු මේ ප්‍රහාර වලින් ජීවිතක්ෂයට පත් වීමෙන් මුලු රටම කැළඹි ගියේය. මෙම අවස්ථාවේදී ජේ.ආර්.ජයවර්ධන මහතා රටේ නායකත්වය නිසි පරිදි නොගැනීමෙන් රට පුරා ප්‍රචන්ඩත්වය ඇවිලී ගියේය. කටකතා පැතිර යෑමෙන් කොළඹ නගරයටද ප්‍රහාර එල්ල වේ යැයි බියක් ඇති විය. මෙයින් කලබලයට පත් ජනතාව කොළඹ නගරයේ ඇති කළ විපර්යාසය ආරම්භ වත්නේ රාජකාරි සඳහා කොළඹ පැමිණි ජනතාව එකිනෙකා පරයා නිවෙස් වලට යෑමට කළ දැඟලිල්ලෙනි. පාර පුරා මෙන්ම පදික වෙදිකා මත්තේද ගමන් කල වාහන නිසා නගරය අවුල් ජාලාවක් විය. ඒ කලබල අවසරයෙන් ප්‍රයෝජනය ගත් ඔත්තු සේවා දෙමළ ව්‍යාපාරික ස්ථාන වලට ගිනි තැබූහ. එය ආදර්ශයට ගත් මංකොල් කරුවන් මේ කෝලාහලය කොළඹින් පටතටද ගෙන ගියහ.රටම ගිනිගත් හැටි එහිදී අපට අමතක නොවේ.

දෙමළ බෙදුම්වාදයේ පළමු උගුලට සිංහල ජනතාව අසුවුණේ එසේය. මේ කලබලයේ ප්‍රතිඵලය වූයේ ඉන්දියාවේ පීඩනය ලංකාවට එල්ල වීමයි. දෙමළ ජනතාවට ප්‍රශ්ණයක් ඇතැයි ලෝකයට හෙලී වී ඇතැයි ඉන්දියාව සිතන්නට ඇත. ඔවුහු දෙමළ බෙදුම්වාදයට උඩගෙඩි දුන්හ. තමිල්නාඩුවේදී ආවුධ පුහුණුවද දුන්හ.රජය මේ අවස්ථාවේදී කලේ උතුරෙන් එන පීඩනය වළක්වාගන්නට වන්නි දිස්ත්‍රක්කය තුළ බහුතර සිංහල ජනගහනය පිහිටුවීමට උපදෙස් දීමයි.පසුව ගාමිනී දිසානායක මහතා ගේ මෙහෙයවීමෙන් මහවැලි කලාප වල එය ව්‍යාප්ත විය. මායිම් ගම්මාන නමින් සංකල්පයක් බිහිවූයේ එය අනුවයි. නමුත් කොටි ත්‍රස්තයන් මේ ගම්මානයන්ට පහරදීමත් සිංහල ජනතාව පළවා හැරීමත් සමගම දේශපාලන විසඳුමක් සඳහා රජයට බලපෑම් එල්ල විය. විසඳුමක් දිය යුත්තේ කුමන ප්‍රශ්ණයකටදැයි කිසිවෙක් ඇසුවේ නැත. නමුත් මේ වන විටත් උතරේ සිංහලජනයා ගැන කතාකරමින් ජනපද පිහිටුවීමේ පුරෝගාමියෙකුව සිටි   සිරිල් මැතිව් මහතා ජේ.ආර්. විසින්1984 වසරේ දී පක්ෂයෙන්  නෙරපා හැරියේය.ඒ බලය බෙදා හැරීම සම්බන්ධව ප්‍රසිද්ධියේ ජේ.ආර්. විවවේචනය කළ නිසාය.1985 වන විට ඉන්දියාව විසින් කොටි ත්‍රස්තයන් පෝෂණය කරන බවට රජයට තොරතුර ලැබී තිබුණි. නමුත් ආරක්ෂක ඇමති ලලිත් ඇතුලත් මුදලි හෝ ජේ.ආර්. හෝ එයට විරුද්ධව වචනයක් කතා කිරීමට මැලි විය. ඒ වෙනුවට සිදු වූයේ රජීව් ගාන්ධ විසින් මොවුන් බලය බෙදීමේ ක්‍රියාවලියට තල්ලු කර දැමීමයි.

සර්ව පාක්ෂක සම්මේලන එහිදී ඇති වූ එකඟතාවය ආදී කරුණු වලින් පසු 1987 දී දහතුන් වන ව්‍යවස්ථා සංශෝධනය පිණිස පසුබිම සැකසුණි. ඉන්දු ලාකකා ගිවිසුම මගින් ඉන්දීය බලහත්කාරය තව තවත් දැඩි කරන ලදී. එයම සිංහල ජනතාව උතුරෙන් පළවා හැරීම පිණිස යොදා ගන්නා ලදී.මේ තරම් දුරක් බෙදුම්වාදය පැමිණියේ සැබවින්ම ශක්තිමත් බෙදුම්වාදී විරෝධි මත වාදයක් රට තුළ ස්ථාපිත නොවී තිබීම නිසාය. උගතුන් යයි කියා ගන්නා බහුතරයක් නිහඬව සීටියහ. මහාචාර්ය විමල විජේසූරිය අභය ආර්යසිංහ වැනි වියතුන් ද අධිනීතිඥ හරිස්චන්ද්‍ර විජේතුංග මහතා පමණක් බෙදුම් වාදයට  ඉතිහාසයෙන්ම පිළිතුර දුන්හ.

දහතුන් වන ව්‍යවස්ථා සංශෝධනය වනාහි ජේ.ආර්.රජය කෙරෙහි බලයෙන් පටවන ලද්දක් නොවේ. ඔවුහු ක්‍රමයෙන් එයට මානසිකව අනුගත වෙමින් පැවතුණි. බලය බෙදීම අවශ්‍යතාවයක් ලෙසට ජේ.ආර්. පිලිගනු ලැබූවේ ව්‍යාජ දෙමළ නිජබිම් සංකල්පය හේතුවෙනි. අපකීර්තිමත් ඉන්දු ලංකා ගිවිසුම මගින් එය පිළිගෙන තිබුණි. මේ නිසා රට බෙදීමේ ක්‍රියාවලිය සඳහා සිංහල දේශපාලනඥයන්ගේ මානසික එකඟතාවය තිබූ බව පැහැදිලිය. මහින්ද රාජපක්ෂ මහතා විසින් නන්දිකඩාල් කලපුවේ දී පරාජයට පත් කරන ලද්දේ දෙමළ බෙදුම්වාදයේ සන්නද්ධ අංශයයි. එය ද සැබවින්ම දේශපාල විසඳුමක් විය. නමුත් දෙශපාලනඥයන් සියල්ල සැබවින්ම හදවතින්ම බලය බෙදීම නමැති සංකල්පය අත්නොහළහ. ජේ.ආර්. කලා මෙන්ම මහින්ද රජයද වන්නි දිස්ත්‍රක්කයට මායිම්ව සිංහල ගම්මාන පිහිටුවීම ආරම්භ කළහ. නමුත් උතුරේ හෝ මන්නාරමේ එය සෘජුවම කිරීමට පසුබට වූහ. වරක් විදෙස් මාධ්‍ය හමුවකදී ඇසූ පැනයට පිළිතුරු දුන් මහින්ද රාජපක්ෂ මහතා කියා සිටියේ සිංහලයන්ද අවතැන් වූවන් බැවින් ඔවුන්ද පදිංචි කල යුතු බවයි.නමුත් එම වචනය පොළව මට්ටමේ සක්‍රීය නොවීය.

මහින්ද රාජපක්ෂ මහතාගේ රජයේ අවසාන කාලයේදී ජාතික බලවේගයන්ගේ ඉල්ලීම වූයේ දහතුන් වන සංශෝධනයට අයත් යම් යම් බලතල ඉවත් කරන ලෙසයි. මේ වන විට උතුරේ බෙදුම්වාදය මතවාදීව පරාජය කිරීම ආරම්භ කර තිබූ අතර දෙමළ ජනතාවට අනන්‍යවූ වෙනම ප්‍රශ්ණයක් නැතැයි සමාජය පිළිගෙන තිබුණි. මහාචාර්ය නලින්ද සිල්වා මහතා වැනි අය මෙම මතය ප්‍රබල ලෙසට සමාජගත කරන්නට උත්සාහ කළහ.මේනිසා ජාතික ව්‍යාපාපාරය විසින් ඉදිරිපත් කළ යෝජනා මහින්ද පිළිගත යුතුව තිබුණි. එහෙත් අවාසනාවකට ඒවා ඉදිරිපත් කරන ලද්දේ මහින්ද මහතාව පාලනය කරගත හැකි අවස්ථාවකදී නොවේ. ඔහු ඒ වන විට තම බලය සඳහා නව සැලැස්මකට අවතීරණ වෙමින් සිටි අවස්ථාවයි.ජාතික හෙළ උරුමය වැනි පිරිස් මෙම ඉල්ලීම් යුද්ධය අවසාන වූ වහාම කලේ නම් ඇතැම් විට එය සාර්ථක වන්නට ඉඩ තිබුණි. නමුත් ජාතික ව්‍යාපරයේ ඇතැම් කාරණා සිදු වන්නේ ද බලය සහ බලය උදෙසාමය.ඒවා පදනම් වන්නේ මාක්ස්වාදී න්‍යායන් ගුරුකොට ගනිමිනි.

වර්තමාන රජය පත් වීම අහම්භයක් නොවන බව පැහැදිලිය. දෙමළබෙදුම්වාදීන් ගේ නිහඬ ක්‍රියාකාරිත්වය සහ බෙදුම්වාදීයට පක්ෂ සිංහල දෙශපාලනඥයන්ගේ කුමන්ත්‍රණ හේතු කොට ගෙන මහින්දට පරාජය පිළිගන්නට සිද විය. පසුව යහපාලන රජය පත් වී වසරක් කාලයක් තුළ අප දුටුවේ ඔවුන්ගේ බෙදිමවාදී න්‍යාය පත්‍රය ක්‍රියාත්මක වන ආකාරයයි.නව ව්‍යවස්ථාව සකස් කිරීම ට ගත් උත්සාහය. එයට මහජන අදහස් විමසීම. එහි වාර්තාව තුළ අඩංගු වූ බෙදුම්වාදී අදහස්. පසුව පාර්ලිමේන්තු අනු කමිටු වාර්තාව අතුරුදහන් වූවන්ගේ කාර්යාල පණත සම්මත කිරිම මෙන්ම සංහිඳියා බලකායේ වාර්තා පිටවීම දක්වා මේ බෙදුම්වාදී න්‍යාය පත්‍රය ක්‍රියාත්මක වී තිබේ.නමුත් ජාතික ව්‍යාපාරයේ ඉදිරිපත් වීම මත මේ න්‍යාය පත්‍රය තාවකාලිකව හකුලා ගැනීමට රජයට දැන් සිදුව තිබේ නමුත් ඔවුහු දෙමළාට ප්‍රශණ්යක් ඇතැයි විශ්වාස කරති. එයට දෙන විසඳුම කුමක්දැයි. ජනාධිපති තුමා අද්මිරාල් සරත් වීරසේකර මහතා ගෙන විමසා සිටියේ එහෙයිනි.එම නිසා රජයේ බෙදුම්වාදී පිළිවෙත තවම වෙනස් වීම නොමැති බව පෙනේ. මේ අතර අගමැති කාර්යාලය විසින් පත් කළ සංහිඳියා බලකායේ වාර්තාව ඔවුහු ජිනීවා වලට ඉදිරිපත් කිරීමේ සූදානමකින් පසුවෙති.එයට සමගාමීව උතුරේ දෙමලජනතාව සංවිධානය කොට රජයට බලපෑම් කිරීමටද ඉඩ ඇත. මේ තත්ත්වයෙන් පීඩාවට පත්වන රජය  සමහරක් විට දහතුනට එහා යන බලය බෙදීමකට එකඟවනු ඇත. ඉඩම් පොලිස් බලතල දීමට එකඟ වනු ඇත. නව ව්‍යවස්ථාව පසෙක ලා පවතින ව්‍යවස්ථාවට සංශෝධනය ගෙන ඒමට යලි පිඹුරු පත් සකසනු ඇත.එය 1987 දී ජේ.ආර්. ජයවර්ධනයන්ට ඇටවූ උගුලයි.ජේ.ආර්. මෙන්ම වර්තමාන දේශපාලන නායකයන්ද මානසිකව බලය බෙදීමකට එකඟ හෙයින් සුළු පීඩනයක් එල්ලකීරීමෙන් හෝ බෙදුම්වාදී සිතියම පුළුල් කර ගැනීමට ඔවුනට හැකි වනු නියතය. මේ තත්ත්වය නැවත නැවත උදා වන්නේ දෙමළ ප්‍රශ්ණය නමැති ඊනියා සංකල්පය ඉතුරු වී ඇති හෙයිනි. එම සංකල්පය ව්‍යාජයක් බව ජාතික හා ජාත්‍යයන්තර වශයෙන් ඔප්පුකිරීමට දැන් කාලය පැමිණ ඇත.

Secularism has become the buzz word for all those who wish to drive out Buddhism from public life in Sri Lanka, both overtly and covertly.

When we refer to secularism we must be in a position to distinguish it from pseudo-secularism.

What is practised in a large majority of countries in the name of secularism is a pseudo variety of secularism.

We now see particularly in the Western countries in the light of the influx of a large number of refugees from Middle Eastern countries, deep seated nationalism and patriotic fervour rising to the surface and challenging the ‘secular image’ these European countries had carefully cultivated and projected to the outside world in the decades following the end of the second world war.

In other words, beneath the veneer of ‘secularism’ in Europe lurks an innate nationalism that had laid the foundation of the nation state and united the people on the basis of a shared past that bonded one another through affinities to a common religion, ethnicity and language.

Sri Lanka’s 2500 year old civilization was founded on this basis-similar to the great Chinese and Japanese civilizations, and several European Christian nations.

Yet, modern day pseudo-secular countries particularly in the West want Sri Lanka to discard its primordial national (Sinhala) and religious (Buddhism) identity, and embrace an artificial secular identity that has neither roots to the soil of the country nor been shaped either by history, common values, heritage or destiny.

Pseudo-Secularism

Secularism calls for equal treatment of religions without discrimination.

In which countries is that practiced?

Take for example the status of Buddhism (And other Eastern Dharmic Religions) in Western countries.
In Europe only two countries have officially given recognition to Buddhism- namely Russia and Austria.
The rest of Europe with a Christian heritage denies official recognition to Buddhism.

Buddhism is being tolerated but not recognised officially as a religion despite almost all majority Buddhist countries in Asia giving full official recognition to the major Abrahamic religions, i.e. Christianity and Islam.

It is this lack of reciprocity on the part of European Christian nations to give any form of recognition to Buddhism that has caused consternation at recent international Buddhist Conferences. Speakers have condemned the adoption of double standards by European countries in respect of different global religions.

Despite claiming to be ‘Secular’ most European countries allow Political Parties to bear religious names such as the Christian Democratic Union (CDU) of Germany. The leader of the CDU, Angela Merkel, is the current Chancellor of Germany.Christian Democratic Party (France), Christian Social Union in Bavaria, Christian Democratic Party (Norway), Christian Democratic People’s Party (Switzerland), Christian Democrats (Denmark) are names of some of the political parties that openly espouse the cause of the majority religion in Europe.

There are no public holidays for Buddhism or any other non-Christian religion in the public holiday calendar of European nations with Christian heritage.

This is in stark contrast to the conduct of traditional Buddhist countries e.g. Sri Lanka, which has granted public holidays on days of religious significance to adherents of both Abrahamic and Eastern Dharmic religions.

Discrimination against Buddhism
The discriminatory stance against Buddhism in Europe has had several detrimental effects such as categorising Buddhists as being members of ‘sects’ and ‘cults’ among other things.

Official recognition would allow Buddhists certain rights, such as access to the media, financial support, legal standing, and recognition equal to those of Christian Churches, and right to be taught in a school. It would allow them the legal right to form voluntary societies as exclusive Buddhist Societies with membership restricted only to Buddhists.

It is regrettable to note that concepts such as Secularism, Diversity, Multi-culturalism and the like have now become code words for demonising the Sinhalese majority and removal of Buddhism (Despite its singular and overwhelming contribution to national life since it was introduced by Arahant Mahinda to Sri Lanka in circa 300 BC) from public life.

Manipulation of Secularism
Secularism in the West began with the objective of separating the Church (Which was trying to usurp the power of the State) and the State. Nevertheless, the Secularism in Christian countries remains unequivocally pro–majoritarian.

In contrast in the Eastern countries such as India and Sri Lanka, Secularism has been manipulated to become anti–majoritarian.

Religious discrimination en masse and public policy wise, really began in Sri Lanka after the arrival of the Portuguese in 1505. They had an Inquisitorial mindset shaped by events commencing in Europe in the 15th century which required all non – Christians e.g. Muslims, Jews to convert to Christianity or face the Inquisition, which meted out a series of harsh punishments including burning the victims at the stake for being ‘ heretics’.

The Portuguese Inquisition in Sri Lanka (1505 – 1658) deserves a close and careful study as it was introduced to Sri Lanka by the Portuguese following the Catholic Inquisition in Europe and the Goa Inquisition. There were several Portuguese Captain – Generals like Jeronimo de Azavedo who were in charge of the Inquisition both in Goa and Portuguese occupied territory in Sri Lanka.

Secularism as a concept was conceived and evolved in an European context.

It is euro-centric in its very nature like the European Union and even the United Nations, which today is unashamedly promoting re-colonization and the right to intervene in the affairs of nation states that seek independence, self – reliance and non – alignment.

Instead of transplanting ideas grown in contexts that are far removed in respect to both time and space, the challenge for us in Sri Lanka is to develop our own home grown political ideas taking into consideration Lanka’s heritage and history, and more importantly the setbacks this country sustained as a result of nearly 450 years of western colonialism.

Unreasonable demands of the EU
How should Sri Lanka respond to constant unreasonable demands made by the European Union and the USA, to shape our public policy, Constitution, method of governance, national security and the like in line with hidden agendas drawn by these countries to suit their parochial interests and objectives?

Let me conclude with an edited quote from a very perceptive Indian writer:

I would like to reiterate that non-Europeans are better off being always suspicious of the motives behind the preaching of democratic, liberal and civilized forms of governance by the West. Being at the receiving end of colonial oppression for centuries, non-Europeans should naturally be distrustful of those lecturing them about the virtues of liberty, who had trampled these virtues the most. Just recount these events in last couple of centuries, Atlantic slave-trade to plantation slavery in Americas, violent and repressive colonies in Asia and Africa, brutal world wars in a span of thirty years accompanied by genocide (by US in Japan) and holocaust (by Nazis on Jews) on a scale never seen before, waging a cold war in its most violent form in Asia. If this were the track record of those lecturing the virtues of democracy, liberty and human rights then only the insane would listen to their diabolical propaganda. China feeds more than 1.2 billion of her people and the West is too worried about the lack of democracy in China. Let China start taking the Western panacea (by the way, isn’t communism a Western theory?), famine would run havoc, automatic weapons will flood the streets of her cities, drug and narcotics will intoxicate her people and a total lawlessness will pave the way for Western powers to intervene and colonize using R2P. Therefore, we should remember that preaching Western (Anglo-Saxon) style democracy and liberty to any non-Westerner for serious implementation would be a one way ticket to frustration, chaos and turmoil in a non – Western country”.

දූෂණ විරෝධි පෙරමුණ විසින් අද කැඳවා තිබු මාධ්‍ය හමුවේදී එම පෙරමුණේ උපදේශක කීර්ති තෙන්නකෝන් මහතා දැක්වූ අදහස්  පහතින් දැක්වෙයි

වංචාව දූෂණය නැති කරන්නට ආපු අණ්ඩුව අද වෙනකොට වංචාව දූෂණය සහ හොර කල්ලි වටකරගත්ත ආණ්ඩුවක් බවට පත්වෙලා තියෙනවා. අපිට ඉතාම පැහැදිලියි මේ රට මේ වෙකොට පහුගිය මහින්ද රාජපක්ෂ ආණ්ඩුව හා  සමානවම දූෂිතියන්ට අනුබල දෙන  දූෂිතයින් ආරක්ෂා කරන ක්‍රියාවලියකට මේ රට තල්ලු කරගෙන යමින් තියෙනවා කියලා.

එහි අංක  එකේ උදාහරණය බවට පත් වෙලා තියෙන්නේ  බැඳුම්කර පිළිබඳ කටයුත්ත.  මේ බැදුම්කර සිදුවීම පිළිබඳව දූෂණ විරෝධි පෙරමුණ පෙරේදා පුවත්පත් නිවේදනයක් නිකුත්කරමින් අණාවරය කළා අර්ජුන් මහේන්ද්‍රන් මුදල් අමාත්‍යංශයේ පාර්ශවය නියෝජනය කරමින් රැස්වීම් වල වාඩිවෙලා කටයුතු කරනවා කියලා., මහ බැංකුවට උපදෙස් දෙන තැනකට මේ පුද්ගලයා කටයුතු කරමින් තිබෙනවා කියලා.

මේ කාරණය ජනමාධ්‍ය ඊයේ වාර්තා කළ ට පස්සේ ඊයේ මුදල් අමාත්‍යංශයේ ලේකම්වරයා ප්‍රකාශයක් නිකුත් කරනවා අර්ජුන් මහේන්‍ද්‍රන්  මොනම ආකරයකට හෝ  තනතුරක් දරන්නේ නෑ කියලා.

ආචාර්ය සමරතුංග මහත්මයා ගැන ඔහුගේ මිත්‍රයෝ  කයන විදිහට පළපුරුදු ගෞරවනීය  කීර්තිමත් රාජ්‍ය නිලධාරියෙක් කියලා අපි හිතනවා. ඔහුගේ මිත්‍රයෝ කියන විදිහට ඔහු මහජන සුභසෙත උදෙසා කටයුතු කරන රාජ්‍ය නිලධාරියෙක් කියලා අපි විශ්වාස කරනවා.

එහෙමනම් කිසිදු තනතුරක් නොදරන අර්ජුන් මහේන්ද්‍රන් කොහොම ද  ලේකම්වරයා සහභාගිවන, මුදුල් අමාත්‍යවරයා කැඳවන , වත්මන් මහ බැංකු අධිපති වරයා , පාස්කරලිංගම් මහත්මයා, ඇතුළු කණ්ඩායම් සහභාගි වන රැස්වීම් වලට සහභාගි වෙන්නේ ?. මේකට උත්තරයක් දෙන එක  සමරතුංග මහත්මයාගේ  වගකීමක්. අපි ඉතාමත් අවධාරණයෙන් කියනවා  අර්ජුන් මහේන්ද්‍රන් මහත්මය මේ තනතුරෙන්  ඉවත් කළාට පස්සේ  වත්මන් මහ බැංකු අධිපතිවරයා ඒ තනතුරට පත් කළා ට පස්සේ  අර්ජුන් මහේන්ද්‍රන් මහත්මයා දිගින් දිගටම මුදල් අමාත්‍යංශය  යටතේ අමාත්‍යංශ ලේකම් වරයාගේ භාරකාරිත්වය තියෙන මුදල් අමාත්‍යංශ ගොඩනැගිල්ලට ඇවිල්ලා අදාල ඇමතිවරයා සහභාගි වන, ලේකම් වරයා සහභාගි වන රැස්වීම් වල වාඩිවෙලා අද ඉන්න මහ බැංකු අධිපති කුමාරස්වාමි මහත්මාට උපදෙස්  දෙන තැනකට ගියා.

මේ ක්‍රියාවලිය පුවත්පත් නිවේදන නිකුත් කරලා හංගන්නට බෑ. මේ ක්‍රියාවලිය තව දුරටත් අද වෙනකොටත් මාධ්‍ය සෙල්ලම් වලින් යටපත් කරන්න බැරි තත්වයට ඇවිල්ලා තියෙන්නේ. අර්ජුන් මහේන්ද්‍රන් එන රැස්වීම් වල වාර්තා, ලේඛන ලිපිගොනු  හංගලා තියන්න උත්සහ කළාට මේ සත්‍යය සියලු දෙනා  දන්නා කාරණා.

ඊයේ මලික් සමරවික්‍රම අමාත්‍යවරයා පාර්ලිමේන්තු  වරප්‍රසාද පාවිච්චි කරලා  තනතුරින්  ඉවත් කළාට පස්සේ අර්ජුන මහේන්ද්‍රන් මහත්මා කිසිදු තනතුරක් දැරුවේ නෑ කියලා කිව්වා. හැබැයි 2016 ජුලි 11 වනදා හවස 5ට ආර් පාස්කරලිංගම්, අමාත්‍යංශ ලේකම් ආචාරය සමරතුංග, සමඟ  මොනිටර් බෝර්ඩ් එකට කලින් තමයි මේ රැස්වීම තියන්නේ.

ලංකාවේ මුල්‍ය රැස්වීම් වල පළවෙනිම තැන මූල්‍ය මන්ඩලයට කලින්  දවසේ තියෙන මේ රැස්වීමට අර්ජුන් මහේන්ද්‍රන් මහතා  සහභාගි වෙනවා. ඒ සඳහා වන ලේඛන අපි සතුව තියෙනවා මෙතන 6 වෙනියට නම් සඳහන් වෙන්නේ අර්ජුන් මහේන්ද්‍රන් ගේ. මේ අර්ජුන් මහේන්ද්‍රන් මේ රැස්වීමේදී මොකක්ද කළේ? මේක රටට කිව යුතුව තිබෙනවා.

අපි අපේ පුවත්පත් නිවේදනයේ පළකරා  ඒ වගේම ජනාධිපතිවරයා වෙත යොමු කරපු ලිපියේ සඳහන් කළා  අවසාන වශයෙන් 2017 ජනවාරි  6 පෙරවරු 11ට මුදල් අමාත්‍යංශයේ  රැස්වීමක් තිබ්බයි කයලා. මේකට තමයි උත්තර දෙමින් කියන්නේ  මේ විදිහට තනතුරක් දරන්නේ නෑ කියලා. ඔබතුමාලට මතක ඇති Economic Sub Comitee එකේ අර්ජුන මහේන්ද්‍රන් වාඩි වෙනවයි කියපු කාරණාව ඒකාබද්ධ විපක්ෂයත්, තවත් කණ්ඩායම් කිහිපයක් විසිනුත් මතුකරාම එදා ඉඳලා මේ රැස්වීම් වලට යනකොට අර්ජුන් මහේන්ද්‍රන් මහතා   ඔහුගේ නම පැමිණිමේ ලේඛණයේ ඇතුළත් කරන්නේ නෑ.

හැබැයි ඔහු අර රැස්වීමේ ඇමතිවරයාට තියෙන පුටුවට යාබද පුටුවේ වාඩිවෙනවා. මේක තමයි දිගින් දිගටම කරපු ව්‍යහාරය  බවට පත්වුනේ. ඊට පස්සේ ඉතාම විහිලු සහගත තැනක් තියෙනවා  2016 නොවැම්බර් 1 වනදා තිබ්බා රැස්වීමක් මුදල් අමාත්‍යංශයේ. මේකේ  මිනිට්ස් වල 13/1  යටතේ තියෙනවා එක එක රාජකාරි පැවරුවාම ඒවා ඉටුකළයුතු පුද්ගලයෝ  සඳහන් කරලා. ඒ ලේඛනයේ පවා අර්ජුන් මහේන්ද්‍රන් පිළිබඳ සඳහන් වෙනවා. 2016 ජුලි  25 මුල්‍ය මන්ඩලය රැස්වෙන්න, ආපහු බැඳුම්කර ගණුදෙනුවකට යන්න, විදේශ විනිමය අනුපාතයන් තීරණය කරන්න, මයික්‍රො ඉකොනොමික්ස් පිළිබඳ තීරණ ගන්න දවස් කීපයක්ට කලීන් පැවැත්වු රැස්වීමක්.

මේකේ  මුලින්ම නම තියෙන්නේ මුදල් අමාත්‍ය රවී කරුණානායක ගේ, දෙවනියට මහ බැංකු අධිපති ඉන්ද්‍රජිත් කුමාර්ස්වාමි ගේ ඊට පස්සේ අර්ජුන් මහේන්ද්‍රන්ගේ නම තියෙනවා. හැබැයි  මේ මහබැංකුවේ අනිත් ජ්‍යෙෂ්ඨ නිලධාරින්ගේ නම්  වලට කලින් අර්ජුන් මහේන්ද්‍රන්ගේ නම  මේ සටහනේ සඳහන් කරලා තියෙනවා. මේ රටේ තවත් අර්ජුන් මහේන්ද්‍රන් කෙනෙක් ඉන්නවාද කියන එක 

අපිට අහන්න සිදු වෙනවා මේ තත්වය දිහා බැලුවම  ඉතා පැහැදිලිව අර්ජුන මහේන්ද්‍රන්  මහබැංකු අධිපති ධුරයෙන් ඉවත් කළේ ඔහුට එරෙහිව ඉදිරිපත් වෙලා තිබුණ චෝදනා නිසා.

ශ්‍රී ලංකා මහ බැංකුව ඉතාදැවැන්ත අර්බුදයකට අර්ජුන් මහේන්ද්‍රන් විසින් ගෙනිහිල්ලා තියෙනවා විතරක් නෙවෙයි යහපාලන රජය මුළුමනින්ම අර්බුදයකට ගෙනියන්න මේ  බැඳුම්කර වංචාවත් ඒකට කේන්ද්‍රගත වෙච්ච අර්ජුන මහේන්ද්‍රනුත් හේතු වෙලා තියෙනවා. අද වෙනකොට මේක තවදුරටත් වසාගන්නට බැරි තත්වයකට පත්වෙලා තියෙනවා. මේ අණාවරණයන් අද වෙනොට මේ ආණ්ඩවේ නිළධාරින් මේ බොරුව වසාගන්නට දරන උත්සාහයින් මොනවාද? ඊයේ රාත්‍රි රජයේ ප්‍රවෘත්ති දෙපාර්තාමේන්තුව මාද්‍ය නිවේදනයක් නිකුත් කරනවා හිල්මි මොහොමඩ් මහතාගේ  අත්සනින්.

ඒකේ කියනවා සිරස මාධ්‍ය ආයතනයට පාර්ලිමේන්තු වරප්‍රසාද යටතේ කටයුතු කරනු ලැබේ කියලා. වැරැද්දක් තියෙනවා නම් හදන්න, ගිහිල්ලා නැත්තම් නෑ  කියන්න. මේ විදිහට තර්ජනය කරලා මේ වැඩේ කරන්න බෑ. මේ පුවත්පත් නිවේදනයට පාදක වෙන ක්‍රියාවලිය ආරම්භ වෙන්නේ පෙරේදා.  පෙරේදා  උදේ වරුවේ. ජනාධිපතිවරයාට  දූෂණ විරෝධි පෙරමුණ මේ ලිපිය යොමු කරන්නේ පෙරේදා.

ඒකට උත්තර දෙන්න මොනම ආකාරයක හෝ හැකියාවක් නෑ. මේ සත්‍ය කරුණ වසන්නට මුකුත්ම හැකියාවක් නෑ. දැන් අන්තිමට කියනවා ජනමාධ්‍යයට පාර්ලිමේන්තු වරප්‍රසාද යටතේ කටයුතු කරනවා කියලා. මොකක්ද මේ කියන්නේ? මේ පාර්ලිමේන්තු වරප්‍රසාද පාවිච්චි කරලා අපි දන්නවා එක කාලෙක ලේක් හවුසියේ හිටපු පිලිප් කුරේ ඇතුළ පිරිසකට දඩුවම් පැමිණවුවා. මේ ක්‍රියාවලිය ආපහු ගේනවා කියලද මේ කියවෙන්නේ. මේ වැරැද්ද කරලා තියෙන්නේ මාධ්‍ය ආයතන ද ?

මේ බැදුම්කර වංචාවට අදාල සියලු කරුණු විගණකාධිපති වරයා විසින් සහ විවිධ පාර්ශව විසින් මේ වනවිට හෙළිදරව් කරලා තියෙනවා. මේ පට්ටපල් බොරුව වහන්න මාධ්‍යයට තර්ජනය කරලා. බොරු කරුණු කාරණා දක්වලා රැස්වීම් වලට එයා වෙන විදිහකට ගෙනිහින් තවමත් ඒ ප්‍රතිපත්තිය ක්‍රියාත්මක කරලා මේක කරන්න බෑ.

අද විගණකාධිපතිවරයා ඉතාම දැඩි පීඩනයකට ලක්වෙලා තියෙනවා මේ ක්‍රියාවලීන් දෙකක් නිසා. පළවනි කාරණය තමයි බැඳුම්කරේ.මේ බැඳුම්කරේ ඉතිහාසය පුරාම හොයාගන්න මේ වනවිට දැවැන්ත මෙහෙයුමක් ක්‍රියාත්මක වෙමින් තියෙනවා. ඊයේ පාර්ලිමේන්තු මන්ත්‍රි වරයෙක් කිව්වා මේ මහින්ද රාජපක්ෂ මහත්තයාගේ කාළෙත් මේ පර්පචුවල් ටෙෂරීස් එකේ දූෂණ වංචා අක්‍රමිකතා තිබුණයි කියලා.

මේ ආණ්ඩුව බලයට පත්කලේ මේ රටේ ජනතාව මේ දූෂණ හොයන්නට තමයි. මේ දූෂණ හොයන එක නවත්වලා, මේ දූෂණ කරන හැටි අධ්‍යයනය කරලා ඒ දුෂණ  ඊට වඩා දහ දොළෙස් ගූණයකින් කරන තැනකට  මේ බැදුම්කරය සහ ගල් අඟුරු කියන මේ රටේ දුෂිතම ගණුදෙනු දෙක මේ රජය අරගෙන ඇවිල්ලා තියෙනවා. තවදුරටත් මේක වසන්නට බැරි බව මේ කාරණය වසන්නට උත්සහ කරන පුද්ගලයින්ටත් මේකට තර්ජනය කරන පුද්ගලයින්ටත්  අපි අවධාරණය කරනවා. 

අනෙත් කාරණය මේ ආණ්ඩුව වැටිලා තියෙන දෙවන නරා වල තමයි ගල් අඟුරු වංචාව. මේකේදි  කෝටි 12ක් වැඩියෙන් ගල් අඟුරු ගේන්න හොරකම් කරන්න අත්සන යොදන්න බෑ කිව්ව මෛත්‍රී ගුණරත්ත සභාපති වරයා තනතුරින් ඉවත් කරනවා. ඔහු පත් කලේ කවුද ? ජනාධිපතිවරයා. මේක භාරව ඉන්න අමාත්‍යවරයා කවුද රංජිත් සියඹලාපිටිය අමාත්‍යවරයා.

මේක භාරව ඉන්න නියෝජ්‍ය ඇමතිවරයා, රාජ්‍ය ඇමති වරයා අජිත්. පී . පෙරෙරා මහත්මයා.අපි දන්නවා  මේ යහපාලන රජයේ සාමන්‍ය චර්යාව වෙලා තියෙන්නේ එජාපයේ සහ ශ්‍රී ලංනිපයේ ඇමතිවරයා සය නියෝජ්‍ය ඇමතිවරයා දැම්මට පස්සේ නයි මුගටි වගේ කෝලහල කරගන්නවා. එහෙම කෝලහල කරගන්නේ නැතුව රයිගමයයි ගම්පලයයි වගේ ඉන්න එක අමාත්‍යංශයයි තියෙන්නේ. ඒ තමයි විදුලි බල හා පුනර්ජනනීය බලශක්ති අමාත්‍යංශය.

මේ රයිගමයියි ගම්පලයයි වගේ මේ අමාත්‍යංශයේ ඇමතිවරු දෙන්නට ඉන්න පුළුවන් වෙලා තියෙන්නේ අර ගල් අඟුරු වල තියෙන ඇලෙන ස්වභාවය නිසා. මේ ඇලීම හදලා දෙන්නේ අමාත්‍යංශ ලේකම් අචාර්ය බටගොඩ. මේ බටගොඩ මහත්මයාගේ ක්‍රියාවලිය කරන්න  ඔහු උකසට තියන්නේ මේ රටේ ජනතාවගේ මුදල් .ඔහු නොමග යවනවා කියන්නේ මේරටේ විගණකාධිපතිවරයා සහ ශ්‍රේෂඨාධිකරණය කියන්නේ  මේ රටේ කැබිනට් මණ්ඩලය.

ජනාධිපතිවරයා ඔහු විසින්ම පත්කරපු ටෙන්ඩර් ප්‍රසම්පාදන අභියාචනා කමිටුවේ තීරණය පැත්තකට දාලා  කැබිනෙට්ටුව නොමඟ යවලා කියලා ශ්‍රේෂඨාධිකරණය කියන කොට මේ සියල්ලම කරපු පුද්ගලයා අර ඇමතිවරයා සහ නියෝජ්‍ය ඇමතිවරයා අලවලා තියාගන්න ගල් අඟුරු පාවිච්චි කරනවා වගේ මේ රටේ ජනතාවගේ ධනය මංකොල්ල කන්න ඉඩදීලා බලාගෙන ඉන්නවා. මේ ක්‍රියාවලියද අපි අපේ රටට බලාපොරොත්තු වුන යහපාලනය?

අනික් අතට මේ සියල්ලම ඉතාම ලැජ්ජාසහගත විදිහට සිද්ධ වෙනකොට අනික් පැත්තෙන් අපිට ඉතාම සුන්දර චිත්‍රයක් මවමින් ඉන්නවා දේශපාලන ප්‍රතිසංස්කරණ හිංදා අද එනවා හෙට එනවා ආණ්ඩු ක්‍රම ව්‍යවස්ථා සංශෝධනයක් එනවා මැතිවරණ සංශෝධනයක් එනවා කියලා  චිත්‍රයක් පෙන්වලා මේ සියලුම හොරකම් ගැන කථා කරන්න එපා, හොරකම් ගැන කථාකරාම අපේ ආණ්ඩුවට රිදෙනවා කියනවා. හොරකම් නොකරන ආණ්ඩුවක් නම් හොරකං ගැන කථාකරනකොට රිදෙන්න විදිහක් නැහැනේ?

අපරාධ ගැන මතක් කරාම රිදෙන්නේ කොහොමද? වැලිකඩ ගැන මතක් කරාම ඒ සිද්ධියට සම්බන්ධ පුද්ගලයින්ට රිදෙන්න ඕන. හැබැයි  මේ වෙනකොට ඒ  රිදෙන පුද්ගලයෝ රැකගන්න කටයුතු කරමින් ඔවුන්ගේ ආරක්ෂකයො බවට පත්වෙලා තියෙන්නේ එක්සත් ජාතික පක්ෂයෙත් ශ්‍රී ලංනිපයෙත් ඉන්න දේශපාලඥයෝ කණ්ඩායම සහ නිලධාරි කණ්ඩායම.

මෙනන මෙ අභියෝගය තේරුම් ගැනීම මේ රටේ සිවිල් සංවිධානවොල වගකීම වෙනවා.අද වෙනකොට මේ රටේ සිවිල් සංවිධාන වලට ඇතිවෙලා තියෙන ඛේදජනක තත්වය තමයි ගල් අඟුරු වංචාවේ ඒක අණාවරණය කරපු පුද්ගලයා ඉවත් කරන කොට ඒ වෙනුවෙන් කටක් ඇරලා කථාකරන්න බැරිවෙලා තියෙනවා.

අර්ජුන් මහේන්ද්‍රන් ගිහිල්ලා මුදල් අමාත්‍යංශයේ රැස්වීම් වල වාඩිවෙලා මහ බැංකු අධිපතිවරයාට උපදෙස් දෙනකොට ඒක වැරදියි කියන්න අද ඉන්න සිවිල් සමාජ  සාමාජිකයින්ට  බැරි වෙලා තියෙනවා ඒ ගැන කථා කරන්න.  මෙන්න මේ අර්බුදය ඉතාම පැහැදිලිව අපි ජයගත යුතුව තිබෙනවා නැත්තං මේ ආණ්ඩුවට සිද්ද වෙන්නේත් අර පහුගිය ආණ්ඩුව වැටිච්ච කුණු ගොඩටම වැටිලා ඉවර වෙලා යන්න.

India a true friend of US: President Trump

Guwahati: Newly crowned US President Donald Trump last night called Indian Prime Minister Narendra Modi  and expressed hope to host the hardliner Indian premier in the United States later this year.  In a telephonic conversation with PM Modi on 24 January 17, President Trump also termed India a true friend and partner in addressing challenges around the world.

Both the powerful politicians discussed opportunities to strengthen the partnership between the United States and India in broad areas such as the economy and defense. They also discussed security in the region of South & Central Asia and finally resolved that the United States and India stand shoulder to shoulder in the global fight against terrorism.

ධර්ම ගුණසිංහ මහතාව  මම මුලින්ම දුටුවේ 1973 වසරේදීය​. එකල එතුමා  නාලන්දා මහා විද්‍යාලයේ කණිෂ්ඨ අංශයේ විදුහල්පතිවරයා විය​.  අපගේ එක ඩී පන්තිය තිබුනේ ධර්ම ගුණසිංහ මහතා ගේ කාර්‍යාලයට යාබදවය​. එම නිසා ගුණසිංහ මහතා අපි නිතර දෙවේලේ දුටුවෙමු.  පසුව ගුණසිංහ මහතා  නාලන්දාවේ විදුහල්පතිවරයා විය​.    
සුදු කමිසය සහ කලිසම අඳින තේජාන්විත පෞරුෂයක් තිබූ ධර්ම ගුණසිංහ මහතා එකල පාසල් රැස්වීම් වලදී අපව අමතන අන්දම මට තවමත් මැවී පෙනේ.සිසුන් ගුණසිංහ මහතා කෙරෙහි භක්තියක් මෙන්ම ගරුත්වයක්ද දැක්වූහ​. වර්තමානයේ මෙලෙස භක්ති-ගරුත්වයක් ලබා ගත හැකි ආකාරයේ පෞරුෂයක් සහිත විදුහල්පතිවරු අතිශයින්ම විරළය​.
සිසුන් ගේ දැණුම මෙන්ම පෞරුෂ වර්ධනය කෙරෙහි ගුණසිංහ මහතා අවදානය යොමු කල අතර ගුණසිංහ යුගයේදී නාලන්දාව අධ්‍යාපන මෙන්ම ක්‍රීඩා අතින් ද දිවයිනේ අනෙකුත් පාසල් අතර මුල් තැනක් ගත්තේය​. ගුණසිංහ යුගයේදී නාලන්දාවේ අධ්‍යාපනය ලැබීමට අප වාසනාවන්ත වූයෙමු.

වෛද්‍ය රුවන් එම් ජයතුංග 

මෑතකදී මම ඇඹිලිපිටිය මධ්‍ය මහා විද්‍යාලයේ සිසුන් පිරිසක් පැහැරගෙන ගොස් ඝාතනය කිරීම සිද්ධිය සම්බන්ධයෙන් ලියන ලද අමාවක සඳ  යට කෘතිය කියවූයෙමි. එම පොත කියවීමත් සමගම ඇඹිලිපිටිය සිදුවීම්  ගැන  මා විසින්  දීර්ඝ කාලයක් පුරා හැදෑරූ  දේවල් මගේ මතකයට ආවේය​. 

ඝාතනය කරන ලද සිසුන් ගේ කියා සැක කරන ලද සූරියකන්දේ සමූහ මිනීවලෙන් සොයා ගත් ඇටකටු පොහොර ගෝනි වල බහා කොලඹ ෆ්‍රැන්සිස් මාවතේ මෘතශරීරාගාරයට 1994 දී ගෙන එන විට මම කොළඹ ප්‍රධාන අධිකරන වෛද්‍ය නිළධාරි එල්.බී.එල් ද අල්විස් මහතා යටතේ අධිකරන වෛද්‍ය විද්‍යා පාඨමාලාව හදාරමින් සිටියෙමි. මෙම ඇටකටු කිසිම අධිකරන වෛද්‍ය ක්‍රියාදාමයකින් තොරව හාරන ලද බැවින් සාක්‍ෂි විනාශවී තිබෙන බව ප්‍රධාන අධිකරන වෛද්‍ය නිළධාරි එල්.බී.එල් ද අල්විස් මහතා අපට කීවේය​. එය තවත් දේශපාලන සංදර්ශනයක් විය​. 
ඇඹිලිපිටිය ඛේදවාචකය ඇරඹෙන්නේ 1988 භීෂණ සමයේදීය​. මේ කාලයේදී ජවිපෙ  දේශප්‍රේමී ජනතා ව්‍යාපාරය විසින් පාසල් සිසුන්ද මහ පාරේ අරගල වලට යොදාගෙන තිබුණි. ඇඹිලිපිටිය මධ්‍ය මහා විද්‍යාලයේ විදුහල්පති දයානන්ද ලොකුගලප්පත්තිට පාසල පාලනය කල නොහැකි මට්ටමට පාසල තුල විරෝධතා ඇති විය​. එසේම විදුහල්පතිගේ පුත්  චමින්ද ලොකුගලප්පත්ති පාසලේ සිසුවියකට ලියන ලද පෙම් හසුන්පතක් අතිනත ගොස් හාස්‍යට ලක්වීමද දයානන්ද ලොකුගලප්පත්තිගේ කෝපය වඩවන්නක් විය​. මෙවැනි තත්වයකදී ඉවසීමෙන් ගුරුවරයෙකු ලෙස කටයුතු කරනවා වෙනුවට දයානන්ද ලොකුගලප්පත්ති  හමුදා ක්‍රමයට පාසල පාලනය කිරීම ඇරඹීය​. ඔහු පාසලේ සිටියේ රිවෝල්වරයක්  සහ ග්‍රෙනේඩ් බෝම්බයකින් සන්නද්ධවය. 
ලොකුගලප්පත්තිට ළමයින් පාලනය කිරීම ගැන දැණුමක් තිබුනේ නැත​. එසේම කාලයකට ඉහතදී පාසල් සිසුවෙකුව ලිංගික අපයෝජනයට ලක් කිරීම ගැන ඔහු චෝදනා ලබා සිටියේය​. දේශපාලන පත්වීමක් ලෙස ඇඹිලිපිටිය මධ්‍ය මහා විද්‍යාලයේ විදුහල්පති තනතුරට පත් වූ ඔහු ක්‍රියා කලේ යක්‍ෂාවේශයෙනි. ත්‍රස්ථ ක්‍රියා කල බව​ට චෝදනා කොට ඔහු තමාගේ සිත් නොගත් සිසුන් ගේ නම් හමුදාවට දුන්නේය​.  
ඝාතනයට ලක්වූ සිසුන් ගෙන් බහුතරය අහිංසකයෝ වූහ​. නමුත් ඒ අතර ජවිපෙ පන්ති වලට සහභාගී වී ඇඹිලිපිටිය කඩදාසි කම්හලට ගිනි තැබීම , සෙවනගල සීනි කම්හලේ බුල්ඩෝසර් වලට ගිනි තැබීම වැනි කඩාකප්පල්කාරී ක්‍රියා කල කිහිප දෙනෙකුද වූහ​. මෙම පාසල් ළමුන් මෙහෙයවන ලද්දේ  ජවිපෙ  දේශප්‍රේමී ජනතා ව්‍යාපාරය විසිනි. අවසානයේදී මොවුන් අවාසනාවන්ත ලෙස ඝාතනයට ලක් වූ අතර මෙම සිසුන්ව මෙහෙයවූ කේඩරයන් බ්‍රිතාන්‍ය , ඉතාලිය සහ ඔස්ට්‍රේලියාව යන රටවලට පැන ගියහ​. 
ඇඹිලිපිටිය විදුහලේ සිසුන් 32ක් අතුරුදහන් කිරීමේ   නඩුවේ  පළමු විත්තිකරු වූයේ  ලොකුගලප්පත්තිය. ඔහුට වසර දහයක සිර දඞුවමක් ලැබුනු අතර වර්තමානයේ ඔහු නිදහස ලබා රත්නපුර ප්‍රදේශයේ දෙවාලයක කපුවෙකු ලෙස වැඩ කරයි. නඩුවේ දෙවන විත්තිකරු වූ විදුහල්පති දයානන්ද ලොකුගලප්පත්තිගේ පුත් චමින්ද ලොකුගලප්පත්ති නිදහස් විය​. 
2005 වසරේදී යුද හමුදා රෝහලේදී මාගෙන් ප්‍රතිකාර ලබා ගැනීම සඳහා හමුදා නිලධාරියෙක් ආවේය​. ඔහුගේ වාසගම ලොකුගලප්පත්තිය​. ඔහු තමා හිටපු විදුහල්පති දයානන්ද ලොකුගලප්පත්තිගේ ඥාතියෙකු බව පිලිගත්තේය . එහෙත් ඔහු ලොකුගලප්පත්තිගේ පුතෙකු කියා මම සැක කරමි.  එදා මගෙන් ප්‍රතිකාර ගැනීමට ආවේ චමින්ද ලොකුගලප්පත්තිද කියා මට සැකයක් තිබේ. 
ඇඹිලිපිටිය සිසු  ඝාතන සිද්ධියට  චෝදනා ලැබූ හමුදා නිලධාරීන් කිහිප දෙනෙකු සමග මම කතා කලෙමි. ඔවුන් ද යම් ආකාරයකට මේ භීෂණය වෙත තල්ලු කරන ලද  වින්දිතයෝ වෙති. මේ වකවානුවේදී ඇඹිලිපිටියේ දේශප්‍රේමී ජනතා ව්‍යාපාරය විසින් ගෙන යන ලද  භීෂණය උග්‍රව තිබුණි. දේශප්‍රේමී ජනතා ව්‍යාපාරය විසින් තුංකම  ප්‍රදේශයේදී හමුදා රථයකට බිම් බෝම්බයක් අටවා  හමුදා සෙබළුන් 8 දෙනෙකු මරා දමන ලදි.  එසේම දිනපතා බස් රථ මෙන්ම රජයේ ගොඩනැගිලි ගිනි තැබීම සිදු කරන ලදි මේ තත්වය නිසා හමුදාව සිටියේ වියරුවෙනි.  ඉහල දේශපාලන තන්ත්‍රය මෙන්ම ඉහල හමුදා නායකත්වය  ජවිපෙ භීෂණයට භීෂණයෙන් ප්‍රතිචාර දක්වන ලෙසට කණිෂ්ඨ  හමුදා නිලධාරීන්ට මෙන්ම සෙබළුන්ට නියෝග කලහ​. ඩර්ටි වර්ක් හෙවත් සියළු කැත වැඩ කර ගත්තේ මේ නිලධාරීන් සහ සෙබළුන් හරහාය​. නමුත් නඩුවේදී මේ ඉහල දේශපාලන තන්ත්‍රය මෙන්ම ඉහල හමුදා නායකත්වය තම තමන් ගේ ඇඟවල් බේරා ගත්හ​. වතුර ගලා ගියේ පහත් තැනිනි. 
ඇඹිලිපිටිය සිසු  ඝාතන සිද්ධිය සහ සූරියකන්ද සමූහ මිනී වල චන්ද්‍රිකාට බලයට ඒමට උපකාරී විය. නමුත් බලයට පැමිණි චන්ද්‍රිකා වින්දිතයන්ට සාධාරණයක් ඉටු කලේ නැත. සියල්ල වචන සහ පොරොන්දු වලට පමණක් සීමා වූයේය​. 
අද පවා අතුරුදහන්වූ සිසුන් ගේ දෙමාපිය ඥාතීහු වියෝ දුක සාංකාව විඳිමින් මැරි මැරී උපදිති. ඝාතන වලට චෝදනා ලැබ සිරගතවූ හමුදා නිලධාරීන් ක්‍ෂිතිමය අතීතය අමතක කොට යලි ජීවිතයට මුහුණ දීමට උත්සහ දරති. මේ ඛේදවාචකයේ මූලාරම්භයන්ට තම දායකත්වය ලබා දුන් දේශපාලනයේ හය හතර නොතේරෙන පාසල් දරුවන් ෆෝම් කොට බිලි බෝයිස්ලා ලෙස හමුදා තුවක්කු කටට විසි කල දෙබිඩ්ඩෝ ඊනියා විප්ලවයෙන් පසුව ප්‍රජාතන්ත්‍රවාදය පවතින පළවන ලෝකයේ ධනවාදී රටවල දේශපාලන රැකවරණ ලබා ගත්හ​. ඔවුන් එකී බටහිර රට වල ජීවත් වෙමින්  තමන් ගේ  දරුවන් එම රටවල පුද්ගලික විශ්ව විද්‍යාල වලට යවති. මෙම දෙබිඩ්ඩෝ එම රටවල සිට ජීවිතය විඳිමින් නොස්ටැල්ජියාව හෝ වරදකාරී බව නිසා ලංකාවේ විශ්ව විද්‍යාල වල සිටින තමන් ගේ බිලි බෝයිස්ලා හරහා අරගල කරමින් ජනතාවට උතුරු කොරියාවක් , කියුබාවක් නිර්මාණය  කිරීමට කැස කවති. භීෂණය තවමත් අප අත් හැර ගොස් නැත. එබැවින් අනාගතයේ තවත් ඇඹිලිපිටියක් නිර්මාණය වීමේ ඉඩකඩ බොහෝ සෙයින් තිබේ.

වෛද්‍ය රුවන් එම් ජයතුංග 

මහාචාර්‍ය නන්දදාස කෝදාගොඩ මහතා ගැන සටහනක් ලිවීමට මම අදහස් කලෙමි. මහාචාර්‍ය නන්දදාස කෝදාගොඩ යුග පුරුෂයෙකි. ඔහු දක්‍ෂ සන්නිවේදකයෙකි. එසේම භාෂා ප්‍රේමියෙකි. විද්‍යා දැනුම පොදු ජනතාව අතර ප්‍රචලිත කිරීමට ඔහු පෙරමුණ ගත්තේය​. කොළඹ වෛද්‍ය විද්‍යා පීඨයේ අධිකරණ වෛද්‍ය විද්‍යාව පිළිබඳව මහාචාර්‍යවරයෙකු වූ එතුමා ජාතික මත්ද්‍රව්‍ය පාලන මණ්‌ඩලයේ සභාපති ලෙසද කටයුතු කලේය​.
මහාචාර්‍ය නන්දදාස කෝදාගොඩ මහතා ගැන නොදත් පාර්ශවයක් ද තිබේ. මා එය සටහන් කරන්නේ එතුමාට අපහාසයක් කිරීමේ අදහසකින් නොවේ. මගේ තක්සේ‍රුව අනුව අප අතර සුරුවම් සහ ශුද්ධ වූ මිනිසුන් නැත​. අප සියළු දෙනාම පුහුදුන් මිනිසුන් වන අතර පොදුමිනිස් දුබළතා වලින් යුක්තය​.  මෙය මහාචාර්‍ය නන්දදාස කෝදාගොඩ මහතාටද ආදේශ වේ. 
මහාචාර්‍ය නන්දදාස කෝදාගොඩ මහතාට වෛද්‍ය සිසුන් බිය වූහ​. එයට එක් හේතුවක් නම් ඔහු තම සිත් නොගත් සිසුන්ව විභාග වලදී ඉලක්ක කර ගත් නිසාවෙනි. මේ පිලිබඳව බොහෝ වෛද්‍යවරු මා සමග කියා තිබේ. මෙහිදී මට එතුමා අරබයා එක් සිද්ධියක් මතක් වේ. 
වෛද්‍ය  ප්‍රසන්න ගුණසේන නාලන්දා විද්‍යාලයේදී උසස් පෙළ පන්ති වල ඉගෙන ගත් සමයේ  නාට්‍යයක් කලේය​. මේ  නාට්‍යයේ ඔහු නිරූපනය කලේ ද්විත්ව චරිත ගති ගුණ තිබූ මත්ද්‍රව්‍ය හා මත් පැන් නිවාරණ ආයතනයක සේවය කරන කුහක ලොක්කෙකුගේ චරිතයකි. 
කොල්ලන් විසින් කරන ලද මේ නාට්‍යය පිලිබඳව මහාචාර්‍ය නන්දදාස කෝදාගොඩ උරණ වූ අතර වරක් නාලන්දා විද්‍යාලයට පැමින (මේ 1985 වසර විය යුතුය​) මේ නාට්‍යය සහ මේ නාට්‍යයේ නළුවන්ව තදබල ලෙස විවේචනය කලේය​. මේ කාලයේ ප්‍රසන්න ගුණසේන කොලඹ වෛද්‍ය විද්‍යාලයට තේරී සිටි අතර ඔහු සැබවින්ම මහාචාර්‍ය නන්දදාස කෝදාගොඩට බිය විය​. එසේම විභාග වලදී ඔහුට නෝට් නොවී සිටීමට අමතර වෙහෙසක් ගත්තේය​. 
වෛද්‍ය මාලා කිරිඇල්ල මගේ ඥාති සහෝදරියකි. ඇය කොලඹ වෛද්‍ය පීඨයේ ඉගෙනුම ලැබුවාය​.  මහාචාර්‍ය නන්දදාස කෝදාගොඩ ඔවුන් ගේ පවුලේ හිතවතෙකු වූවද මාලා කිරිඇල්ල කොලඹ වෛද්‍ය පීඨයේදී මහාචාර්‍ය   කෝදාගොඩට බිය වූයේ ඔහුගේ අන්ප්‍රෙඩික්ටබල් හෙවත් භාවි කථනීය කළ නොහැකි ගති නිසාය​. මහාචාර්‍ය   කෝදාගොඩ සමහර විට වෛද්‍ය පීඨයේදී යක්‍ෂාවේසයෙන් ක්‍රියා කල බව වරක් මාලා කිරිඇල්ල මා සමග පැවසුවාය​. 
මහාචාර්‍ය නන්දදාස කෝදාගොඩ තමන්ට යටින් පහර දුන් බව වරක් (2009 වසරේදී) මහාචාර්‍ය කාලෝ ෆොන්සේකා මට කීවේය​. එසේම ඇතැම් අවස්ථා වලදී කෝදාගොඩ මහතා තමන් ගේ සමකාලීන මහාචාර්‍යවරු කෙරෙහි ඉරිසියා සහගතව ක්‍රියා කල බවටද මට තොරතුරු ලැබී තිබේ. 
මහාචාර්‍ය නන්දදාස කෝදාගොඩ අප අතරින් වියෝ වී බොහෝ කල්‍ ය . මළවුන් ගේ නුගුන කථා නොකල යුතු බව අපගේ සංස්කෘතියේ කියා තිබේ. එහෙත් මම මේ අංගයට එකඟ නොවෙමි. එය බලය අතේ තිබෙන මිනිසුන්ට වැරදි දේ කිරීමට පොළඹවයි. මිනිසුන් තමන්ව ජීවත් වන කාලයේදී පමණක් නොව තමන් ගේ මරණින් පසුවද විචාරයට ලක් වන බව දැනගෙන සිටීම ඔවුන් හරි දේ කිරීමට මෙහෙයවයි.

Recommendations in sub-committee reports pose threats to Buddhism

Ven. Medagama Dhammananda Thera, the Lekhakadhikari (Chief Secretary) of the Asgiriya Chapter, speaks about the Constitution-making process and the elements to be considered in this case. In an interview with the Daily Mirror, the Ven. Thera says the foremost status is historically-bestowed upon Buddhism in Sri  Lanka. Excerpts of the interview:

QHow do you look at the current Constitution-making process?
Mainly, there is no clear mandate either to bring about a new Constitution or to amend the existing one. In the run-up to parliamentary elections, the Sri Lanka Freedom Party (SLFP) spoke of amendments to the present Constitution and the United National Party (UNP) about replacing it with a completely new one. No party received a mandate to form its own government.


Now, the two main political parties have joined for governance. We inquired about the Constitution-making process from Prime Minister Ranil Wickremesinghe and MP Jayampathi Wickramaratne who play pivotal roles in this endeavour.

During the discussion, our Mahanayake Theras inquired about the flawed areas of the present Constitution (if there were any), and how they were to be rectified. However, we did not get a clear-cut response in this respect. Nevertheless, it is obvious that the government is heading for devolution of power based on the 13th Amendment to the Constitution.

We always insist that a strong central government remains in the country. We participated in the discussion based on this position we cherish. Our territorial integrity should be inalienable.

QThere is a lot of talk about the status to be accorded to Buddhism as the majority religion. How do you look at this? 
We have taken the position that the provisions of the present Constitution be further strengthened in regards to this matter. We have drafted a bill to protect and foster the Buddha Sasana, but it could not be enacted. The bill, if enacted, will strengthen the provisions of the present Constitution related to Buddhism. The hierarchy of the present government constantly asserts that the current constitutional provisions related to Buddhism will not be altered or compromised. However, we feel that there are moves to incorporate fresh provisions garbed under different concepts to negate the relevance of the existing provisions related to Buddhism.

In the sub-committee reports, propagation of religions has been recommended as a fundamental right of any person. We always believe in religious freedom for all. We have upheld that position. But, we cannot approve of such a right (propagation) for any person as it could be detrimental to the established religion of our country. We also have a few court rulings on this. The court has ruled on this considering the provisions in the Indian Constitution and some other judicial interpretations in Europe.

Accordingly, there are recommendations in sub-committee reports that pose a threat to Buddhism. On the one hand, the Constitution-making process is underway while on the other, we see Cabinet papers seeking the enactment of bills to recognising homosexuality or people with different sexual orientations.

Alongside, we have observed several other attempts to diminish the significance and hold of the Buddhist culture of this county. In texts prescribed for school curricula, the stories woven around our noble heroes of history have been omitted in the name of reconciliation.

QWhat are the other attempts you witnessed so far?
In the recent past, the stories and events related to King Dutugemunu, Ven. Tibet S. Mahinda Thera, great poet Mahagamasekara and statesman Anagarika Dharmapala have been discarded. We learn of attempts to exclude texts related to Thupawamsa from the Advanced Level Sinhala syllabus. In a Sinhala literature textbook, a lesson on the customs and rituals of Muslims has been included. We all value reconciliation. We live amicably with all religious and ethnic groups. Yet, these are disturbing moves for reconciliation in real sense. The inclusion of a mere constitutional provision to safeguard Buddhism will not serve the intended purpose unless these activities are stopped.

QHow do you advocate the strengthening of current constitutional provisions?
We worked out a bill which sought to give impetus to the existing provisions in fostering and nurturing the Buddha Sasana. Although it was done five years ago, it had not been enacted yet. It was drafted by leading monks together with the assistance of legal luminaries including Manohara de Silva. It does not pose any threat to any religion. It was done in accordance with the recommendations by the Commission on Buddha Sasana. A definition has been given for Buddha Sasana in it.

QThere is an argument that it is discriminatory of other religions to afford foremost status to Buddhism. How do you respond?
It is not so. We have not acted in a manner that harms the interests of other religions. The rights of other religions are guaranteed under Article 14 of the Constitution, and we recognise them. However, we have to bear one thing in mind. In almost all other countries, their respective religions have been assigned special positions. In Norway, majority Cabinet slots are constitutionally assigned for the followers of the Lutheran  Church. As for the Malaysian Constitution, religious freedom is guaranteed for all, but Islam is given the pride of place with special safeguards. In England, royalty is always linked with the Church of England by convention. In the United  States, even in currency notes, religious affiliation is mentioned. That is the world situation. Sri  Lanka is and will be a country that protects Theravada Buddhism. We work for constitutional provisions to enable this task in the greater interest of generations to come. As Buddhists, we do not harm anyone. However, Sinhala Buddhists stood up whenever they felt threatened in their own land. Buddhist monks led such mass risings.

We identify a danger lying with the devolution of land powers to the provinces. Already, ancient Buddhist archaeological and historical sites are encroached in the Northern and Eastern provinces. The governing bodies in those territories try to work out legal means to obliterate any trace of Buddhist identity in their area. We hear some voices averse to Buddhism being given the foremost place. That is politically motivated. Otherwise, all other religious groups of this country live in harmony with the Buddhist culture. Be it from Catholics to Hindus, no such outcry is made against Buddhism. We met with Malcolm Cardinal  Ranjith even in recent times. He said his religious community was also able to live amicably with others in this country because of the Buddhist cultural ethos in social order. Thus, he does not mind Buddhism being given the foremost status.

QSome politicians say Bhikkhus should confine themselves to their religious duties. What are your thoughts?
Buddhist monks stay away from their family links. We become common personage to all. We go by the names of our villages and not by surnames. Unlike politicians, we live off alms offered by ordinary people.

Politicians do a contractual job for a term of five years or so. Most politicians work for their personal comforts in life, sometimes losing their perks and posts after a term. For us, it is not so. A duty is naturally cast upon us to be carried right throughout our lives for the good of the society. As a result, we are dedicated for it. We are observant of the process of making the new Constitution as it is the supreme law of the country. It has to be done for the common good of our people. Before enactment, it should be shown to the Mahanayake Theras and Maha Sanga for their concurrence. We will object it if unacceptable.

In 1994, there were proposals brought in the guise of upholding human rights. One such proposal was meant to ensure any person, even from outside the country, to engage in religious propagation here. It had been garbed under human rights. That was something that could harm the majority religion.
In 2000, a political package was introduced. There again, the Maha Sangha protested the precarious position into which Buddhism was placed in. The Mahanayake Theras resolved and informed the government at the time that Buddhism enjoyed its rightful foremost position historically; since its founding in this nation by the arrival of Arahat Mahinda. Even the English rulers did not act to strip that right as a whole despite creating certain odds. The then Mahanayake of the Asgiriya Chapter Most Ven. Palipane Sri Chandananda Thera informed the government that the foremost position for Buddhism was something due by historical convention. Otherwise, it is not something to be accorded to it by someone. He asked the government to recognise it constitutionally.

The then leaders responded to it saying no compromise would be made in this respect. Our Mahanayake Thera was not pleased with such rhetoric alone. He insisted on the recognition of this as a fact in the Constitution – the foremost place historically bestowed upon, not accorded by someone.
Building further on this, we have now decided to submit proposals to the present government for consideration.

In previous proposals for Constitution-making, Buddhism had been referred to as Buddha Dhamma. When you say Buddhism, it involves something more than Buddha Dhamma which is basically the doctrine in Tri-pitaka. In addition to Tri-pitaka, Buddhism involves cultural features like Vihares, Chaithyas, literature and customs. We dealt with this broad concept in the bill we drafted. A certain religious organisation protested against that bill at that time. Ultimately, it could not be enacted.

QThere is a school of thought that Bhikkhus should not do politics. What is your opinion?
That is again dependent on how you define politics. Minister Wijeyadasa Rajapakshe also brought in a piece of legislation. It has been identified in the draft bill that a Bhikkhu should not take to politics as an MP. Yet again it depends on the atmosphere of the Parliament. Currently, it has been relegated to a place providing jokes for people. In general terms, village development councils, for example, are meant for development activities at a rural level, and the Parliament is a forum where the entire country is represented to decide on its development.

As things stand at the moment and going by the conduct of members, Parliament is not suited for Bhikkhus. We have to decide accordingly. It is a relative situation. Yet, every activity in life is associated with politics. Bhikkhus are dedicated to serve people. So, there is no harm in their involvement in politics in the greater interests of people.

Bloomberg rates Sri Lanka in High Risk Zone

Sri Lanka has being ranked in the high risk (red) zone for investors in the Country Risk Score Index by Bloomberg, a privately held financial software, data, and media company headquartered in New York City.

Sri Lanka has been placed in the 69th slot out of 82 selected countries.

Norway, Switzerland, Sweden Hong Kong and Germany has being placed in the top five investment destinations while El Salvador, Nigeria, Honduras, Tanzania and Venezuela have being placed among the worst destinations.

Out of 100 points Sri Lanka has only 12 points while countries like Pakistan (12.5)India, (34.6) Greece, (41.0) China(64.2) are ranked above Sri Lanka.

The Bloomberg Country Risk Score is a composite of 29 indicators representing financial, economic and political risks facing investors. Risk scores are calculated on a monthly basis and range from 0 to 100, with a higher score indicating less overall risk relative to other countries.

Total foreign reserves (excluding gold) held by each country’s central bank as a percentage of gross domestic product, Unemployment, Inflation and overall expectation of a currency’s future volatility also have being taken in to account.

Sri Lanka Central Bank blocks taking out of Perpetual profits: Harsha

Jan 25, 2017 (LBO) – Sri Lanka’s Central Bank has blocked Perpetual Treasuries from taking out the company profits for any purpose, Deputy Foreign Minister Harsha de Silva said on Tuesday.

Speaking at the bond debate in Parliament, de Silva pointed out that the Central Bank Governor and the Monetary Board has acted in a way that the government will be able to recover any money, if the company was found guilty in a civil case.

The company has, however, maintained that it acted in its bond dealings on the basis of public information.

Attorney General has discussed about the COPE report on bond investigation with the Central Bank Governor,” de Silva said.

Central Bank has also taken steps to block Perpetual Treasuries from taking off their profits in any manner.”

He said the Central Bank has also requested instructions from the Attorney General on the possibility of filing a civil case to recover money if possible.

Governor told me today that he lodged a written complaint with the Police IGP over this and said the Attorney General has already instructed the IGP to examine the issue as soon as possible.”

Minister Rauff Hakeem speaking at the debate requested the Speaker to supervise the future course of action on the COPE report.

He said it should not be a part of the work of the executive as the Parliament is empowered with the ultimate financial management of the government.

Minister Susil Premjayanth, however, praised the President over the proposal to appoint a commission to investigate and recommend actions over the alleged bond scam.

He said it has the necessary legal power and the required mandate.

Sri Lanka 95th in global corruption index – report

Sri Lanka’s score in the Corruption Perception Index remains unchanged as per the 2016 data released today by Transparency International, the global movement against corruption.

The Corruption Perception Index (CPI) ranks countries according to the perceived level of public sector corruption where Sri Lanka is ranked 95th out of 176 counties with a poor score of 36.

However, the previous year Sri Lanka was racked 83rd among 168 countries with a score of 37.

The ranks are based on a scoring system that ranges between 0 (public sector perceived as highly corrupt) to 100 (public sector perceived as very clean).

Asoka Obeyesekere, Executive Director of Transparency International Sri Lanka (TISL) mentioned that despite the passing of the Right to Information Act and the adoption of the Open Government Partnership National Action Plan, we are yet to see anti-corruption rhetoric leading to strong action. A legislative reform agenda alone is not enough to put an end to impunity”.

Controversies such as the Bond issue, the alleged Australian corruption scandal implicating the President and delays in corruption related prosecutions have raised serious questions about the government’s commitment towards ‘yahapalanaya’ and anti-corruption.

Obeyesekere added that it is often forgotten that the 19th Amendment gave CIABOC (the Bribery Commission) the power to institute prosecutions – therefore beyond the government the public must hold the Independent Commission to account”.

Globally, the data reveals that a staggering 69% of the 176 countries scored below 50 in the 2016 CPI indicating the high levels of perceived public sector corruption prevalent throughout the world. 2016 also marks an alarming trend where more countries declined rather than improved in the overall index.

Denmark and New Zealand are jointly ranked 1st in the 2016 CPI with a score of 90 followed by Finland, Sweden and Switzerland ranked 3rd, 4th and 5th respectively. India has scored highest in the South Asian region with a score of 40 and ranked 79th overall. India is followed by Sri Lanka and the Maldives which are jointly ranked 95th.

The Corruption Perceptions Index aggregates data from a number of different sources that provide perceptions of business people and country experts of the level of corruption in the public sector.

Muslim boy ordained at Dimbulagala

For the first time in the history of the Dimbulagala Forest Monastery, a seven-year-old Muslim boy has been ordained, said Chief Incumbent Millane Siriyalankara Thera.

The Thera said the mother of the boy was abroad and his father Hameed Ismail had brought him to the monastery.

He had been ordained as Rathnapure Siri Sudarshanalankara and resides in the forest monastery along with many Sinhala, Tamil and Veddah children who had entered into Buddha Sasana.

This is the best precedent for religious harmony and national unity.

The Dimbulagala Forest Monastery is the only temple where monks of different ethnicities reside, setting an example not only to all Sri Lankans but also to the entire world,” the Thera said. (Nimal Jayaratne) –

Construction Industry, Cement Industry would have been booming by now.

With Nelum tower in the background , development will be a dream for us .They plan to liberalize boat ownership and Sri Lanka upper echelon who has money will buy a Yacht  ( instead of buying a Benz or a BMW) and park in Port City Marina .It is timely that we started the Yacht Repair and Building Yars in Colombo and Galle

We need Marinas and high riseslike in Singapore with good facilities and entertainment to entice  investors  .

People may protest including JVP because they do not like the country to grow .If the country develops they will lose their vote base.

No country can develop without corruption at some level, Even though there are some people in both set ups get some kick back ,we will have a development which will benefit all of us. .
Giving off Mattala Airport and Hambantota is  mere shortsightedness ,and I hope that it will not happen .

මෙතනට පැමිණි අගවිනිසුරු රොබර්ට්ස්, ජනාධිපති කාටර්, ජනාධිපති ක්ලින්ටන්, ජනාධිපති බුෂ්, ජනාධිපති ඔබාමා, සෙසු  ඇමෙරිකානු සහෘද ජනතාවට සහ ලෝකවාසී සියල්ලන්ටම ස්තුතියි !!

අපි, ඇමරිකා පුරවැසියන් වශයෙන්, දැන් අපේ රට නැවත ගොඩනැඟීම සඳහා වු ජාතික මෙහෙවරට එක්වී ඇත්තේ අපේ ජනතාවගේ  පොරොන්දුන් හා බලාපොරොත්තු  ඉටුකිරීමේ ජාතික කාර්යභාරය ප්‍රතිසම්පාදනය කිරීමටය.

එක්සත්ව, ඉදිරි අනාගතය වෙනුවෙන් අපි ඇමරිකාවේ පමනක් නොව මුලු ලෝකයේද ගමන් මග අප විසින් තීරණය කරන්නෙමු.

අනේකවූ අභියෝග වලට මුහුණ දෙන්න සිදුවුවත්, දැඩි දුෂ්කරතාද හමුවුවත් අපි අපේ කාර්යභාරය ඉටු කිරීමට අපි බලපොරොත්තුවෙමු.

සෑම වසර හතරකට වරක් මෙම පියගැටවර මත රැස්වී, අපි ආණ්ඩුව බලය ක්රමවත්ව හා සාමකාමීව නව ජානාධිපතිවරයාට පැවරීම සිදු කලෙමු. 

අද මෙම සංක්රමණය පුරා ජනාධිපති ඔබාමාගෙන් සහ ජනාධිපති ආර්යා මිෂෙල් ඔබාමාගෙන්  ලැබුනු කාරුණික ආධාර හා උපකාර ගැන අපි අපේ කෘතඥතාවය පලකරමු. ඔවුන්ගේ විශිෂ්ටත්ව මෙයින් විදහා පා ඇත

කෙසේ වුවත් අද දින සිදුවන සැමරීම ඉතා විශේෂ අර්ථයක් ඇත. අප අද හුදෙක් එක් පරිපාලනයකින් තවෙකකට හෝ එක පක්ෂයකින් තවෙකකට බලය පැවරීම පමණක් සිදු නොකර අප අද වොෂින්ටන් DC සිට නැවත බලය පවරන්නේ ජනතාව වන ඔබ වෙතය.

බොහෝ කාලයක් තුල, අගනුවර සිටි කුඩා කණ්ඩායමක් විසින් රජයේ  ධන ලාභයේ සියලු ඵල නෙලාගෙන තිබූ නුමුත් වියදම දරා ඇත්තේ ජනතාව විසිනි.

වොෂින්ටන්වලට පමනක් ධනලාභයේ මල් පල දැරීමක් ලැබූ මුත් – ජනතාව කරා එම ධනය බෙදී ගියේ නැත.

දේශපාලනඥයන් පමනක් සමෘද්ධිමත්විය – එහෙත් පොදු ජනතාවගේ රැකියා විරහිත විය,  කර්මාන්ත ශාලා වසා දමන ලදී.

දේශපාලන අධිකාරිය පමනක් ස්වරක්ෂාවිය, නමුත් රටේ පුරවැසියන් අනාර්ක්ෂිත විය..

ඔවුන්ගේ ජයග්රහණ ඔබගේ ජයග්රහණ නොවීය; ඔවුන්ගේ විජයොත්සවය ඔබේ විජයොත්සවය නොවීය; ඔවුන්  අගනුවර දී ජයසමරන අතර රට පුරා විහිදුනු පීඩිත පවුල් සඳහා සැමරීමට තරම් යමක් හෝ ඔවුනට නොමැතිවිය.

මේ සියල්ල වෙනස්වේ,  වෙනස්වීමේ ආරම්බය මේතනයි, මේ මොහොතේයි.  මේ මොහොත ඔබේ මොහොතක් නිසා මෙහි අයිතිය ඔබටයි.

එය මෙහි අද රැස්ව සිටින සෑම අයටත්   ඇමරිකාව පුරා බලා සිටින සියලු අයටත් අයත් වේ.

මේ ඔබේ දිනයයි ඔබේ සැමරීමයි . මේ ඇමෙරිකානු එක්සත් රාජධානිය ඔබේ රටයි…….

කුමන පක්ෂය ආණ්ඩු කරන්නේදැයි අපට වැඳගත් නැත. වැඳගත් වන්නේ අප රජය ජනතාව විසින පාලනය වන්නේද යන්නයි ..

ජනතාව නැවතත් මේ රටේ පාලකයන් බවට පත්වූ දිනය ලෙස, 2017 ජනවාරි 20 දවස සදා සිහිපත් කෙරෙනු ඇත.

අපේ රටේ අමතක කරනලද පිරිමින් හා කාන්තාවන් තවදුරටත් අමතක නොකරනු ඇත. සියල්ලම දැන් ඔබට සවන් දෙනු ඇත.

ඔබ මිලියන ගනනින් අවුත් ලෝකයේ මීට පෙර දැක නැති ඓතිහාසික ව්යාපාරයක කොටසක් බවට ඔබ අනුවර්තනය වී ඇත.

මෙම ව්යාපාරයේ කේන්ද්රය ජාතියක් තම පුරවැසියන්හට සේවය කිරීමට පවතින තීරණාත්මක ස්ථිර විශ්වාසයයි.

ඇමරිකානුවන්හට, තම දරුවන් සඳහා උසස් පාසල්ද, ඔවුන්ගේ පවුල් සඳහා ආරක්ෂිත නිවහන්ද, ඔවුන්ගේ ජීවනොපය සදහා ස්ථිර රැකියාද අවෂ්‍යය.

මෙය දැහැමි ජනයාගේ සහ ධර්මිෂ්ඨ සමාජයේ යහපත් සහ සාධාරණ ඉල්ලීම් වේ. 

එහෙත්, අපේ පුරවැසියන්ගෙන් බොහෝ දෙනෙකුගේ යථාර්ථය මෙයට විරුද්දය:

අපේ අභ්යන්තර නගර වල සිටින මවු වරුන් සහ දරුවන් දිළිඳුකමින් කොටු වී සිටී. අපගේ ජාතියේ භූදර්ශනය පුරා විසිරී ඇති සොහොන් වැනි මලකඩ කෑ දිරාගිය කර්මාන්ත ශාලා තුන් බියක් සේ දේශය වසා සිටී. උතුරා යන මුදලින් පෝශිතවූ අධ්යාපන ක්රමයක්ද, එනමුදු සියලු දැනුම අහිමිවූ අපේ ශෝභන තරුණ සිසුන් පිරිසත්  අපරාධ කල්ලි, මත්ද්‍රව්‍ය විසින් විශාල ජන ජීවිත ගණනක් බිළිගනිමින් අප රට මංකොල්ල කමින් සිටී.

මෙම ඇමරිකානු මනුෂ්ය සංහාරය අපි මෙතනින් නතර කරමු දැන්මම නතර කරමු.

අපි එකම ජාතියට අයත් වූවන් මෙමු – ඔවුන්ගේ වේදනාව අපේ වේදනාව වෙයි. ඔවුන්ගේ සිහින අපේ සිහිනයයි; ඔවුන්ගේ සාර්ථකත්වය අපගේද සාර්ථකත්වය වනු ඇත. අපි එක හදවතින්, එකම ගෙදර ජීවත්වෙමින්, එකම කීර්තිමත් ඉරණම බෙදා ගන්නා කොටස්කාරයින් වන්නෙමු.

අද මගේ දිවුරුම සියලුම ඇමෙරිකානුවන්ට පක්ෂපාතිත්වය දක්වන බවට තහවුරුකරන දිවුරුමයි.

දශක ගණනාවක් පුරා, අපි ඇමරිකානු කර්මාන්තවල වියදමින් විදේශ කර්මාන්ත වඩාත් සඑල කරවා ඇත

අපගේ හමුදාව ඉතා කනගාටුදායක අන්දමට ක්ෂයවීමට ඉඩ හැර  වෙනත් රටවල හමුදාවන්ට මුදලින් උපකාරකර සහන භුක්ති විදීමට ඉඩහැර ඇත;

අප, අනෙකුත් ජාතීන්ගේ දේශ සීමා ආරක්ෂා කර ඇති අතර අපගේම දේශ සීමා ආරක්ෂා කිරීම ප්රතික්ෂේප කර ඇත  ;

ඩොලර් ටි්රලියන හා ටි්රලියන ගනන් විදේශීයන්හි වියදම්කර ඇති අතර අලුත්වැඩියා නොකරන ලද ඇමරිකාවේ යටිතල පහසුකම්  ජරාවාස වී දිරාපත් වූ තත්වයට වැටී ඇත.

අපි වෙනත් රටවල් ධනවත් කර තිබූ අතර , අපේ ධනය, ශක්තිය සහ රටේ විශ්වාසය ක්ෂිතිජයෙන් ඔබ්බටද සිඳී බිඳි නොපෙනී අඩුවී ගොස් ඇත.

මිලියන ගණනක් ඇමෙරිකානුවන්ගේ පැතුම් තඹයකට මායිම් නොකරමින් කරමාන්ත ශාලා එකින් එක   බැගින් වැසී අප වෙරළින් ඈතට නික්මිණි.

අපගේ මධ්යම පන්තියේ ධනය අවිනීතව උදුරාගෙන අනතුරුව සියලු ලොව පුරා බෙදාහැරීම සිදු කර ඇත

අපගේ මධ්‍යමපන්තික ධනය අවිනීතව උදුරාගෙන ලෝකය පුරා බෙදාහරින ලදී.

එය ඉතිහාසයයි. නමුත් දැන් අප දකින්නේ අනාගතයයි.

අද මෙහි රැස්ව අපි නිකුත් කරන නව නියෝගයන් සෑම නගරයක්ම සෑම විදේශ අගනුවරක්ම, සෑම රාජ්‍යය පර්ෂදයකමද මින් පසු මේ ක්‍රියාදාමය දකිනු ඇත.

මේ දවසේ සිට ඉදිරියට, නව දැක්මක් මගින් අපේ රට පාලනය කරනු ඇත.

 අද සිට ඇමෙරිකාව අංක එක බවට පත් වනු ඇත. ඇමෙරිකාව පළමු ස්ථානයයි.

මින් පසු විදේශ කටයුතු, බදු, සංක්‍රමණය ආදී දේ ගැන සෑම තීරණයක් ම ඇමෙරිකානු පවුල් වල යහපත අරමුණු කොට ගැනෙනු ඇත.

අපගේ දේශසීමා අනෙකුත් රටවල විනාශ කාරීන් ගෙන් රැක ගන්නෙමු. අපගේ රැකියා අපගේ ධනය අපගේ කර්මාන්ත ශාලා ඔවුන්ගෙන් රැකගන්නෙමු. ආරක්ෂාව සෞභාග්යය හා ශක්තිමත් කිරීමට හේතු වනු ඇත

මගේ සිරුරේ පවතින සෑම හුස්මක් පාසාම ඔබ වෙනුවෙන් සටන් කරන්නෙමි . මා කිසිම දිනක ඔබට වැටීමට ඉඩ නොදෙමි..

ඇමෙරිකාව නැවත ජයග්‍රහණය කරා යනු ඇත. කිසිදා නොවූ අන්දමටජයග්‍රහණය කරා යනු ඇත

අපේ රැකියා අපි නැවත ගෙන ඒන්නෙමු. අප දේශසීමා අපි නැවත ගෙන ඒන්නෙමු. අපගේ ධනය අපි නැවත ගෙන ඒන්නෙමු. ඒ වගේම අපි අපේ සිහින නැවත ගෙන ඒන්නෙමු.

මුළු දේශ පුරා අප නව මංමාවත්, වරායවල් , පාලම් ගුවන්තොටුපළවල් තනන්නෙමු.. සහනාධාර වෙනුවට ජනතාවට නැවත රැකියා ලබා දෙන්නෙමු.

ඇමෙරිකානු ජනතාවගේ අත්වලින් ඇමෙරිකානුවන් මතින් අප දේශය නැවත ගොඩනගන්නෙමු

අප ඉතා සරල නීති දෙකක් අනුගමනය කරමු..

  1. ඇමෙරිකානු නිෂ්පාදන ගන්න.
  2. ඇමෙරිකානුවන් රැකියා සඳහා යොදවන්න..

අප අනෙකුත් ලෝක වාසීන්ගේ මිත්‍රත්වය පතමු. එහෙත් අප ඔවුන්ගේ ජාතික අවශ්‍යතා පළමුවෙන් සැලකීමට ඉඩ ලබා දෙමින් එසේ කරන්නෙමු.

අප කිසිදිනෙක අපගේ ජීවන රටාව අනෙකුත් රටවල් වෙත බලෙන් පටවන්නේ නැත. එහෙත් අප හොඳ මාවතේ යන්නේනම් ඔවුන් නිතැතින්ම අප පසුපස එනු ඇත.

අපේ පැරණි සන්ධාන තවදුරටත් ශක්තිමත් කරනු අතර නව සන්ධාන තවදුරටත් ඇතිකරමු ඉස්ලාමිය ත්‍රස්තවාදයට එරිහිව මුළු ලෝකයම පෙළගස්වන්නෙමු. ඉස්ලාමිය ත්‍රස්තවාදය මුළු ලෝ තලයෙන්ම සදහටම අතුගා දමන්නෙමු .

 පළමුව අපගේ දේශයට අවංක පක්ෂපාතිත්වය දැක්වීම මගින් අප එකිනෙකා තුලද පක්ෂපාතිත්වය අලුතෙන් ඇතිකර ගන්නෙමු.

ඔබ ඔබේ හදවත ජාතිමාමකත්වය වෙනුවෙන් විවෘත කරනවිට ද්‍රෝහීන්ට අවස්තාවක් නොලැබෙනු ඇත.

දෙවියන්ගේ දරුවන් එකට ජිවත් වනවිට ඇති සුන්දරත්වය බයිබලය අපට කියාදෙනවා.

අපි විවෘත මනසක් තුල කතා කළ යුතුය. අවංකව අපගේ නොඑකඟතාවන් විවාද කලයුතුය, නමුත් සෑම විටම සහයෝගය බලපොරොත්තු වියයුතුය.

ඇමරිකාව එක්සත් වන විට, ඇමරිකාව කිසිදිනක නැවැත්විය නොහැක.

අපි බිය නොවිය යුතුයි – අපේ ආරක්ෂාව, අපි හැම විටම ආරක්ෂා කරනු ඇත.

අප අපගේ රණවිරුවන් විසින් ඔවුන්ගේ ලෙය මතින් රැකගනු ඇත. ඉතා වැඳගත් දෙයනම දෙවියන් විසින් අප රකිනු ඇත.

 අප විසින් උසස් විශාල පරිමාණයෙන් සිතිය යුතු අතර ඊටත් වඩා ඉහලින් සිහින දැකිය යුතුය.

අප විසින් කටින් පමණක් වැඩකරන අක්‍රිය දේශපාලකයන් නැවත පිලිනොගන්නෙමු. ඔවුන්ගේ හිස් වචන සඳහා වූ කාලය ඇමෙරිකාව නිමා කර ඇත.

දැන් ඇත්තේ ක්‍රියා කිරීමේ කාලයයි .

කිසිවෙකුට ඔබට එය කල නොහැකියි කීමට ඉඩ නොදෙන්න.

ඇමෙරිකානුවන්ගේ ධෛර්යට, හදවතට ජයගත නොහැකි අභියෝගයක් නොමැත.

අප පරාජය නොවන්නෙමු. දේශය නැවත ගොඩනන්වන්නෙමු.

අපි, නව සහස‍්‍රවර්ෂයක අරුනලුවකට පාතබමින්   සූදානම්වන්නෙ විශ්වයේ අබිරහස්වල අගුළු හැර රෝග බියෙන් පෘථිවිය නිදහස් කර හෙටට අවශ්‍ය ශක්තිය, කර්මාන්ත හා තාක්ෂණයන් සොයා භාවිතා කිරීමට සදහා සූදානම් කිරීමයි.

නව ජාතියේ ආඩම්බරය, අපගේ ආත්මයන් විසින් උත්තේජනය කොට අපගේ අවධානය යොමුකර  භේදයබින්නයන් සුවපත් කිරීමයි.

අපගේ සොල්දාදුවන් කවදාවත් අමතක නොකරන පැරණි ප්රඥාව මතක තබා ගැනීමට කාලයයි: එනම් අපි කළු හෝ දුඹුරු හෝ සුදු වුවත්, අප සියලු දේශප්රේමීන් එකම රතු රුධිර වහනයක් ඇති බවත්, අපි හැමෝම එකම කීර්තිමත් නිදහස භුක්ති විඳීනබවත්, එක ම ශ්‍රේෂ්ට ඇමෙරිකානු ධජයට අප සියල්ලන්ම ආචාර කරන්න බවත්ය.

දරුවකු, නාගරික ඩෙට්රොයිට් වල උපන්නත්  මාරුතයෙන් පිරි නෙබ්රාිස්කා වල ඇති තැනිතලා වක උපන්නත් ඔවුන් දකින්නේ එකම රාත්රී අහසයි, සමගාමීව ඔවුන් එකහා සමාන  සිහින වලින් ඔවුන්ගේ සිත පුරවා ගන්නා අතර, ඔවුන් එකම සර්වබලධාරී නිර්මාතෘ විසින් ජීවන ආවිලයනය කරඇත .

නිසා, දුර සහ අසල මෙන්ම, කුඩා සහ විශාල සෑම නගරයක් නගරයක් පාසාද, කන්දෙන් කන්දට, සහ සාගරයෙන් සාගරයට වෙන්වී ජීවත්වෙන, සියලුම ඇමෙරිකානුවන්ට මේ වචන අසා දැනගන්න:

නැවතත් ඔබව නොසලකා හරින්නේ නැත.

ඔබේ හඬ, ඔබගේ බලාපොරොත්තු, ඔබේ සිහින, අපගේ ඇමරිකානු ඉරණම මෙහෙයවනවා ඇත.

ඔබේ ධෛර්යය, යහපත්කම සහ ප්රේමය සදහටම  අපට මඟපෙන්වනවා ඇත.

DALADA MALIGAWA ATTACKED ON JANUARY 25, 1998

Nineteen years ago, on Sunday January 25th 1998 around 6:30 in the morning, the savage Tamil terrorists attacked the Sri Dalada Maligawa – one of the greatest national cultural treasures of our country. Built originally in the late 15th century, this fabulous architectural marvel is more than 550 years old, In the centuries that followed, additions and improvements were effected to the Maligawa by several kings making it one of the most captivating historic buildings in the country. This magnificent structure enshrines the sacred Tooth Relic of the Buddha which is the most sacred object of worship in the Buddhist world. It is of utmost symbolic value for Buddhists and the Nation as a whole, because from historic times the possession and custodianship of the Sacred Tooth Relic was tantamount to acquisition of the sovereignty of the nation. It was first brought to Sri Lanka in the fourth century CE and has been treated with utmost veneration by our kings of the past. The possession of the Sacred Tooth Relic was required for a king to be acknowledged as the ruler of the country.

SAVAGE ACTION OF TAMIL TERRORISTS 

The savagely cruel and violent actions that were characteristic of the Tamil terrorists reached their highest levels with this ghastly event of bombing the one of the most sacred places of veneration of Buddhists across the world. Structures and historic monuments associated with the entrance to the Maligawa were subject to most severe damage. In addition the blast led to the demolition of a good part of the roof and the exposure of the Maligawa to the open sky.  Extensive peeling off of the wall plaster resulted in the destruction of exquisite paintings that adorned these walls besides damage to other priceless artifacts of the Maligawa. Several pilgrims including children who were at the Maligawa died on the spot along with several police personnel providing security at the Maligawa entrance at this time.

In the Sunday Divaina newspaper of July 20, 2003, Manoj Abayadeera has written in considerable detail that this attack of the Dalada Maligawa was a conspiracy of the Christian church using racist Tamil terrorists who are now well known to have had the strong backing all along of the Christian churches. He shows how Christians have been conspiring for a long time to destabilize the Dalada Maligawa establishment and to eventually acquiring the premises by any possible means to be used for their purposes.

The UNESCO Director General Mr. Federico Mayor’s reaction to this tragedy is noteworthy. He said “I am deeply shocked by this act of blind violence perpetrated against a place of meditation, joy and peace. All religions are based on love and respect for life. Attacking a holy place means striking the very best in humanity, undermining its innocence and purity. Those who attack people through their faith can only be condemned. Religious differences can absolutely not be justification for conflict, and places of worship should in no case be used as targets.”

AFTERMATH OF A DEPLORABLE CRIME

For decades I have been interested in Buddhist sites and the exquisite traditional architecture, sculpture, paintings and the  assortment of visual art that adorn these sites. I have read about them and visited many of these sites. The inner joy and spiritual feelings that I experienced are inexplicable and unfathomable. I have photographed a good part of this rich heritage and have held several photo exhibitions of the enchanting paintings found in these historic sites. These were held in Canada during the 1990s and annually in Sri Lanka, since the year 2007. Among my collection of photo images are some of the most breathtaking paintings of the Dalaga Maligava, found on its walls, ceilings, on wooden structures and surfaces and on the covers of the many ola palm leaf manuscripts found in the Dalada Maligava.

It could be considered as a strange coincidence in my life that I was in Mahanuwara, not far from the Dalada Maligawa when it was attacked by Tamil terrorists. I was one of the first to witness the  aftermath of this shocking, atrocious, deplorable and excruciating crime. It is with this background that I would like to make a few comments on the priceless artistic treasures in the Maligawa and the impact of the terrorist attack on some of them.

PRICELESS CULTURAL WEALTH

The bomb attack on January 25th 1998 resulted in the disintegration of all the enchanting paintings on the ‘Ambarawa’ that were effected during the 17th and 18th centuries. Ambarawa is at the entrance to the Maligava in the form of a tunnel. Its entire curved surface was vibrantly adorned with colourful paintings. The blast destroyed the enchanting Sandakada Pahana (moonstone) built in keeping with the unique Mahanuwara tradition, at the entrance to the Ambarawa and damaged the granite rock pillars which were adorned with delicate and exquisite rock carvings of intricate traditional motifs. Passing the Ambarava one enters the ‘Hevisi Mandapaya’ (the open verandah-like area) with pillars where ‘pujas’ (offering) and drumming are performed.

Besides the damages to the priceless cultural wealth that was associated with the Ambarawa, the blast resulted in the total destruction of one of the most precious items of the Maligawa – the historic moonstone that was found at the main entrance to the Maligawa. It was one of the few most enchanting moonstones bearing the design and shape of Mahanuwara moonstone tradition, somewhat similar to the one at the entrance to the Degaldoruwa vihare. The destroyed moonstones and other rock structures have been replaced with new ones bearing the same shape and design and the ‘Ambarawa’ paintings have been re-drawn. However, can they ever replace these invaluable historic treasures that glorified and embellished this cultural paradise?  Many ancient ola palm leaf manuscripts and delicate traditional ornaments and artifacts stored in the Pattirippuwa octagonal building were destroyed.

Except for some structural damages to the plasters and walls and dislodging of parts of the carved wooden ceiling structures, most miraculously the ancient inner relic chamber structure at the centre of the Maligawa building where the Sacred Tooth relic was housed remained intact. When conservationists sifted through the rubble after the terrorist attack, they made an unexpected discovery. Beneath the existing wall paintings, two earlier layers of plaster with paintings were detected. Images of an elephant and a dancer’s leg were revealed which appear to be a part of a wider artistic composition of a ceremonial pageant. This painting is attributed to the beginning of the 18th century, to the period of King Narendrasinha. Fragments of these paintings are displayed today in the new Maligawa museum, along with pictures of the destruction wreaked by the terrorist attack.

EXCEPTIONAL PAINTINGS OF MALIGAWA

The earliest paintings of the period of the Mahanuvara kingdom are in the inner chambers of the Dalada Maligawa. They were completed during the reign of king Wimaladarmasuriya -II (1687-1707). Other paintings in the old Maligava building were done during king Kirthisri Rajasinghe (1747-1786).

In front of the ‘hevisi mandapaya’ is the two storied building where the Tooth relic of the Buddha is enshrined.  This was built by king Narendrasinghe who ruled from 1707-1739. The intricately carved wooden structures decorating the upper portion of the outer walls of the two storeys also contain exceptionally captivating paintings. Some of these paintings were done on plaster applied over wooden surfaces.

On the walls and ceilings of both floors of this building are paintings, which are exquisite. The wooden structures of the upper portions of the outer walls of the two storeys are decorated with intricate carving. Paintings found in these structures are exceptionally captivating. .

Most of the Maligava paintings are elaborate, thematic or decorative ones. Those decorating the walls and ceiling of the inner relic chamber are most breathtaking. There are paintings of beautiful designs using human figures. animals, birds, and flowers. Some are found on the carved wooden ceiling structures associated with the relic chamber. Among some especially appealing paintings found here are those depicting King Wimaladarmasuriya-I (1591-1604), King Kirthisri Rajasinghe, Weliwita Saranankara thera, jataka tales and the Esala perahera. Paintings of the Suvisi Vivarana” or the 24 former Buddhas, deities and heavenly beings are gorgeous. A particularly striking painting in one of the Shrine rooms with a Buddha image is a stunning Makara Thorana” which is a great work of art.

Modern paintings of Upasena Gunawardene are in the new Maligava Annex. They narrate the story of the Tooth Relic and its enshrinement in the Maligawa. The Dalada Maligawa museum established in recent years on the upper floor of the Maligawa Annex contains segments of the painting layers damaged by the bomb blast and photographs of some of the damaged original paintings and parts of the paintings of several inner wall surfaces that were exposed after as a result of the bomb blast and peeling off of walls. Canvas replicas of some Maligawa paintings adorn the stairways leading to the Museum.

GREATEST OF NATIONAL TREASURES

The sacred Tooth Relic of the Buddha venerated by Buddhists all over the world is enshrined in this fabulous building. It is of utmost symbolic value for Buddhists and the Nation as a whole. Besides, the Dalada Maligawa is also famous internationally for it colourful 10 day procession called the Dalada Perahera, which has an unbroken tradition extending up to the 4th c .CE. This captivating and delightful pageant has been conducted for the past 1700 years in several historic capitals in the country, when it was customary for our kings to built special Dalada Maligava structures in those capitals to enshrine the Tooth relic. Sri Dalada Maligawa is one of the greatest national cultural treasures of our country and  should receive the highest level of protection.
