President hopeful about reducing bank interest rates

President Ranil Wickremesinghe says reducing bank interest rates in relation to the gradual decline in inflation is currently under consideration.

The Head of State further expressed hopes about receiving the USD 2.9 billion under the International Monetary Fund’s extended fund facility (EFF) program by March.

His remarks came during a meeting at the Presidential Secretariat on Thursday evening (Feb 16) to discuss the issues faced by small- and large-scale paddy mill owners, the President’s Media Division (PMD) said.

During the discussion, the mill owners raised concerns about the soaring fuel prices, electricity tariffs, equipment maintenance costs, transportation charges and other costs pertaining to production and administration work that have led to an increase in the production cost of 1 kilogram of paddy.

Further, the mill owners drew the attention of President Wickremesinghe to the challenges they are facing by having to pay an interest of 28% for the bank loans they have obtained.

රනිල් එක්ක බෑ, රනිල්ට බෑ, රනිල් ඉන්නකං බෑ කියා පසු ගිය කාලේ කියපු බොහෝ දෙනා දැන් දැන් රනිල් ට විතරයි පුළුවන් යනුවෙන් කියන තැනට පරිවර්තනය වී තිබේ. විශේෂයෙන්ම එක්සත් ජාතික පක්ෂයේ බිම් මට්ටමේ සිට ජාතික නායකයන් දක්වා පසුගිය කාලේ ‘‘රනිල් ඉන්නකං බෑ‘‘ කියමින් පක්ෂය හැර යාම සුලබ දෙයක් වී තිබිණි. එක්සත් ජාතික පක්ෂයේ හිටපු ජාතික සංවිධායක නවීන් දිසානායක සිය තනතුරින් ඉල්ලා අස්වුණේද කඩිනමින් පක්ෂ ප්‍රතිසංවිධානයක් නොකරන්නේ නම් පක්ෂයට අනාගතයක් නෑ කියමිනි. නමුත් නවීන් පසුගිය දවසක සිරිකොත පක්ෂ මූලස්ථානයේ පැවති මාධ්‍ය හමුවකදී පැවසුවේ රට මීට මාස 6කට කලින් තිබුණ තැන හා සසඳද්දී මේ වන විට රට ගොඩ එමින් තියෙන බවයි. ඒ සියල්ලට හේතුව රනිල් සිය දේශපාලන පන්නරයෙන් තනියම ගහන ගේම් එකක් බවත් ඔහු වැඩි දුරටත් පවසා තිබේ. මේ වන විට රටේ නිල විදේශ සංචිතය ඇමරිකානු ඩොලර් බිලියන දෙකකට පැමිණ ඇති බවත් රනිල් වික්‍රමසිංහ රට භාර ගන්නා විට විදේශ සංචිත තිබුණේ ඍණ මට්ටමක බවද මෙහිදී නවීන් පවසා තිබේ. කිසිම මැතිවරණයක් පවත්වන්න එපා යැයි එක්සත් ජාතික පක්ෂය කිසි විටෙක කියන්නේ නැතැයිද රට ස්ථාවර කිරීම සඳහා ජනාධිපතිවරයාට තව මාස හයක්වත් දිය යුතු යැයිද ඊට පසුව ඕනෑම මැතිවරණයකට යා හැකි යැයිද ඔහු මෙහිදී අවධාරණය කර තිබේ.

High level US Defence delegation discuss regional security stability with SL officials

State Minister of Defence Premitha Bandara Tennakoon and Defence Secretary Kamal Gunaratne today held discussion with the delegation led by U.S. Principal Deputy Assistant Secretary of Defence for Indo-Pacific Security Affairs (PDASD) Jedidiah P Royal over the matters of defence cooperation enhancement and regional security stability.

Jedidiah P Royal paid a courtesy call on the State Minister of Defence and Defence Secretary during two separate occasions today.

U.S. PDASD accompanied by Defence Attaché of the US embassy Lt. Col. Anthony Nelson on arrival at the State Ministry of Defence.

The brief discussion held during the occasion was centred on matters of further strengthening the existing ties between the U.S. and Sri Lanka.

Assistant Defence Attaché in the U.S. Embassy Mr. Seth Nevins, U.S. South Asia Desk Officer Lt. Col. Christian Mitchell and Sri Lankan Defence Ministry’s Senior Assistant Secretary (Defence) Mr. Harsha Withanarachchi were also present during the meeting.

Prior to the meeting with the State Minister, the U.S. delegation met Kamal Gunaratne at the Defence Headquarters Complex in Sri Jayewardenepura.

Defence Secretary held a cordial discussion with Mr. Jedidiah P Royal and the mutually supportive relations existed between the two countries were recalled. 

Military Liaison Officer (MLO) of the Ministry of Defence Maj. Gen. Dinesh Nanayakkara, Assistant Defence Attaché in the U.S. Embassy Mr. Seth Nevins and U.S. South Asia Desk Officer Lt. Col. Christian Mitchell were also present at the occasion.

Sri Lanka, India to sign power grid linking pact within two months – envoy

Sri Lanka and India will sign a pact to link their power grids and start negotiations on an upgraded trade agreement within two months, a Sri Lankan diplomat said on Wednesday, as the island nation seeks a way out of its worst economic crisis in decades.

India has provided some $4 billion in assistance to its southern neighbour since the crisis hit early last year, but Sri Lanka is now seeking to enhance trade and investments as it moves to close a $2.9 billion loan from the International Monetary Fund, the country’s envoy to New Delhi told Reuters.

We have to have growth, otherwise basically the economy will shrink,” Milinda Moragoda said.

As far as growth is concerned, India offers that prospect. So we will have to move on that. Tourism from India, investment from India, integration with India. That’s what we have to do.”

A key part of Sri Lanka’s economic recovery plan rests on developing its renewable energy resources in the island’s north, from where power can be transported into southern India through a cross-border transmission cable.

The two countries resumed talks on linking their electricity grids last year, and Moragoda said a memorandum of understanding on the project would be signed within two months, which will be followed by a feasibility study.

First proposed more than a decade ago, the project has made little progress so far. But Moragoda said Sri Lanka hoped to get the transmission line in place within two to three years so that renewable power produced on the island can be sold to India.

We need to have more sources of foreign exchange and electricity will be ideal,” he said.

The neighbours will also start negotiations within weeks on enhancing an existing free trade agreement, Moragoda said, as part of a push by Sri Lanka to seal deals with key trading partners, including China and Thailand.

On our side, we are just about to nominate the (negotiations) team,” he said, adding that the focus would be on enhancing trade in sectors including textiles and garments, a major foreign exchange earner for Sri Lanka.

India is Sri Lanka’s biggest trading partner accounting for about $5 billion each in bilateral trade in 2021.

Funding LG election problematic due to unprecedented economic crisis – Justice Minister

Minister of Justice, Prison Affairs and Constitutional Reforms Dr. Wijeyadasa Rajapakshe says the government has requested the Ministry of Finance to look into how the upcoming local government election can be financed in order to safeguard the people’s franchise.

Speaking during a panel discussion ‘At HydePark’ on Ada Derana 24, the Justice Minister said funding for the election has become problematic due to an unprecedented economic crisis which has never been experienced during the time of any election.

Dr. Rajapakshe also noted that the Election Commission is vested with the powers to make decisions on holding elections via the 21st Amendment to the Constitution.

Meanwhile in response to a question raised during the discussion regarding whether the government is interested in holding the election, Dr. Rajapakshe claimed that they must continue with the election to safeguard the public franchise.

The Minister, who pointed out that the Treasury says they are prioritising the essential services, also requested the Finance Ministry to look into how the election can be financed.

Furthermore, the Minister replying on what the time frame government looks at to hold elections, expressed that the decision on holding elections is vested with the Election Commission via the 21st Amendment to the Constitution, adding that the government is trying their best to conduct the election.

Uninterrupted power supply from today

An uninterrupted power supply will be provided for the whole of Sri Lanka with effect from today, Minister of Power and Energy Kanchana Wijesekera said on Thursday (16).

Addressing the media today, Minister Wijesekera said this is being made possible following the electricity tariff hike approved by the Public Utilities Commission of Sri Lanka (PUCSL).

Minister Kanchana Wijesekera clarified that electricity tariffs have not been increased to cover longstanding losses of the Ceylon Electricity Board (CEB).

He explained that the tariff hike has been proposed only to manage the current costs of the CEB.

The Minister of Power and Energy assured that this proposal in no way covers the long-standing costs of the CEB or enables an additional income to the state institution.

Minister Kanchana Wijesekera further stated that arrangements have also been made with state banks to obtain the necessary fuel, naphtha, and coal for the production of electricity.

He said that due to this arrangement and the electricity tariff hike, the CEB will be able to provide an uninterrupted power supply from today.

The Minister added that once the recent tariff hike is implemented, there will be no need for another increase in electricity tariffs soon.

The announcement comes after the PUCSL approved an electricity tariff hike of 66% with effect from Wednesday, 15th February 2023.

Is former prime minister and president, Mahinda Rajapaksa still bluffing?

The Most Venerable Mahanayake theras of the Three Nikayas (Siyam, Amarapura and Ramanna) wrote to president Ranil Wickremasinghe admonishing him not to fully implement the 13th Amendment to the Constitution two weeks ago, on February 2, as reported in The Island (‘Mahanayakes tell President not to implement 13A’/February 3, 2023). The Buddhist prelates reminded the president that his predecessors did not implement 13A fully because of the devastating consequences this would have on the country, and that the executive presidency was established to safeguard the people’s sovereignty. The Mahanayake theras warned him of public anger rising against him if he carried out activities that tend to weaken the central government. It is evident that the senior monks are aware of the current economic crisis that the country is going through. They understand that Sri Lanka needs the assistance of global powers to overcome these difficulties. However, they correctly point out that proposals that undermine the sovereignty and territorial integrity of the country must be rejected. According to The Island report, the Mahanayakes also told the president that the country as a whole.. ….”faced many difficulties during the war. The government must do more to develop the North and East and uplift the livelihood of people who faced the most damage. Politicians who come from those parts hold Cabinet posts and can do a lot to develop these areas. At such a time, fully implementing the 13th amendment will create confusion….”

Is this dabbling in politics on the part of the Mahanayakes? Absolutely not. They are just attending to the hallowed duty assigned to the bhikkhus of our country by a tradition that began 2260 years ago with the official introduction of Buddhism: to come forward/usually to offer advice to the ruler when the country, the people and the Buddha Sasana are in jeopardy. Sri Lanka is a Buddhist majority country. Countries that possess such a long unbroken history of the same spiritual culture are extremely rare. Doesn’t that imply something about the dominant cultural background of the country and the people’s beliefs and ideas about the living of life, worldly happiness, social obligations, spiritual fulfillment, and so on?  As the spiritual guides of at least 70% of the Sri Lankan population, they have a historic responsibility to advise the ruler when they realize that the interests of the people of the country (including non-Buddhists) are threatened as understood at present by a large majority of the population. 

The Maha Sangha are arguably the most democratic community of clerical men and women on earth. They are averse to totalitarian control of any kind (something hinted at by the president in the Buddha’s admonition to his followers Be a lamp unto yourself” with which pithy quote he ended his policy statement, though its appositeness in that context may be in question). 

In their missive, the Buddhist hierarchs express their sincere concern about the need to address the current economic issues with special attention to the livelihood problems of the people of the North and the East who faced the brunt of the civil conflict. At the same, they urge the president not to carry out the full implementation of the 13th Amendment. (Though the Venerables didn’t mention it, the 13th Amendment was forcibly imposed on Sri Lanka grossly violating her sovereignty in 1987 in less than ideal, less than democratic circumstances as the older generation of Sri Lankans knew at first hand.)

While presidents, prime ministers, and governments come and go from time to time, changing their powers and policies as appropriate or otherwise, the Mahanayakes who are symbols of wisdom and compassion remain more permanent, like the sovereign state itself. However, hardly ever do they usurp a ruler’s role. The intrinsic secular nature of Article 9 (relating to Buddhism) of Sri Lanka’s existent republican constitution is something that Western observers, and even our own politicians including the nationalists among them do not or do not want to understand; the latter seem to be abysmally ignorant of the term ‘secularism’, and play havoc with it.  

Contrary to what people expected, in his ceremonial policy statement from the Speaker’s chair in parliament on February 8,  president Wickremasinghe did not seem to respond to the Mahanayakes’ earnest advice conveyed to him nearly a week previously, but he did so by implication, towards the end of his speech. Some of his utterances, probably, increased their apprehensions. He talked about having to take unpopular decisions. I am not here to be popular!”, he said. Ranil Wickremasinghe can well say that since it was not because he was popular that he became executive president. He, as a would-be technocrat, can take unpopular decisions, as he thinks fit, in dealing with purely economic issues. But if his economic policies are based on wrong political decisions, it’s a different issue, where his personal moral values get tested (in spite of his indispensability at this juncture).

The president devoted the first half of his speech to dealing with strictly economic matters: Rebuilding the nation, foreign reserves, IMF negotiations, revival of tourism, economic reforms, etc. To properly handle these it will be helpful for him to keep in mind the concerns raised by the monks. For example, one of the worries of these leading monks, though not mentioned in the letter, relates to the preservation of the Buddhist archaeological heritage of the northern and eastern areas. The archaeological treasures connected with the history of Sinhalese habitation in the northern, north central and eastern parts of the island have been under threat for decades; some of them have been  deliberately destroyed, reburied, built over or falsely claimed by non-Buddhists.  There is history written on rock in the form of rock inscriptions right across the country from north to south and from east to west that bear witness to the presence of the Sinhalese throughout the island. Archaeological remains and sites are great tourist attractions, which means their preservation is economically very important, too.

Most of the other half is about establishing communal harmony.  President Wickremasinghe takes great pains to convince the Tamil and Muslim minorities about his determination to solve their problems. He had discussed with R. Sampandan MP in 1977 (i.e., 45 years ago) about how to resolve the Tamil ethnic issue. The time has come at long last for them to achieve their goal. Ranil had been made aware of problems of the Muslims by minister A.C.S. Hameed, presumably in the latter 1980s, i.e., 35 years ago. All sensible Sri Lankans appreciate Ranil Wickremasinghe’s desire to resolve minority problems, but he should remember that no politician has a moral right to disregard the human rights interests of the majority community.

While listening to the policy statement streamed live on February 8th, I felt that the president displayed less enthusiasm in talking about the problems that the majority community suffer from. It looked as though he thought those problems were less substantive than the ones that the minorities faced. His single apathetic utterance in this regard was: The Sinhalese community is also facing issues of their own which require open discussion. We expect to recognize the communities that are marginalized in society especially due to caste discrimination”. This is tantamount to associating the caste issue with the Sinhalese instead of the Tamils, particularly those in the North, who are persecuted by religion sanctioned casteism. The caste problem among the Sinhalese – historically borrowed from Tamil Hindu culture – is very mild, confined perhaps to party politics and matrimonial occasions, and is fast disappearing. Tamil civil society activist Arun Siddharthan often mentions this problem among Tamils. Rear Admiral (Retd) Sarath Weerasekera MP said in Parliament recently stated that blood needed for blood transfusion in Jaffna hospitals was in short supply due to (Hindu religion based) caste discrimination and had to be donated by Sinhalese soldiers. Of course, how seriously the particular form of social injustice affects the Tamil society can’t have escaped the president’s attention.

Paradoxically, though, in stark contradiction with basic Buddhist teachings, caste distinctions are still observed by Sri Lankan Buddhist monks, who have divided themselves into caste-based nikayas, something initiated by the Siyam nikaya in unalterable historical circumstances in the 18th century. It’s an evil that the Mahanayakes could have corrected, at least decades before, had they been less worldly, and more devoted to the Dhamma, and more dedicated to the welfare of the Buddhist laity, and the society in general. At least now, they must bury these undue divisions among themselves, and unite as a single body and realize and demonstrate to the world what the power of the Maha Sangha is. This is urgent for the survival of the Buddha Sasana.

President Wickremasinghe expressed his determination for bringing in maximum devolution of power within a unitary Sri Lanka (not united Sri Lanka as he used to say in the past). How he can secure this is yet to be disclosed. The people must be wary, for the devil is in the details. He says quite correctly that reconciliation alone will not bring about economic development: people’s attitudes must change. (Of course, this should apply not only to the majority, but also to the minorities.) This is perhaps a reference to his decision to get Tamil diaspora entrepreneurs involved in the development of the war-damaged North, for which he will create a separate department. We remember that, even months before, diaspora representatives indicated their readiness to bring in foreign funds to ease Sri Lanka’s dollar crunch, but that was with the proviso that those funds will be utilized exclusively for the economic development of the North.  

During his closing words, president Wickremasinghe said: 

,,,,,,,We are all bound to protect the State of Sri Lanka. Any citizen has the opportunity to democratically change Governments through the elections. However, no one has the right to create anarchy in Sri Lanka. Not any political party. Not any group.

We cannot allow our motherland to become an economic or social colony. Anarchy cannot be allowed. No one who truly loves the nation will allow such a situation. We all should stand on the side that supports the nation and not that which is bent to destroy the country..”.

That is a kind of assurance given that the sovereign Sri Lankan state will remain whole; there will be no division of the country. Governments will be changed democratically through elections. This means that the sort of annihilationist anarchy that the chaotic medley of leaderless directionless political and religious desperados of the foreign funded, anti national, conspiratorial ‘Aragalaya’ will not be allowed. The president promised that his proposals will be implemented through the National Assembly of the Parliament. What better guarantee can be given than this that the kind of undemocratic coercion that forced the 13th Amendment on a hapless Sri Lanka in 1987 under a dictatorial president who had succumbed to undue Indian pressure will not be applied in the present situation?

If the 13th Amendment must be implemented in full, let it be implemented in that democratic way. But we know that the present parliament doesn’t have a legitimate mandate to achieve that end. The SLPP was returned to power with a near two thirds majority, having fought elections on the platform of ‘One country, One law’. It is still an SLPP government. So they do not have the moral right to pass legislation that is entirely opposed to the original rallying cry that brought it to power. To cut a long story short, it is only Mahinda Rajapaksa MP who can persuade the unelected, president by default, Ranil Wickremasinghe from using the sitting parliament to enact 13A in its entirety without consulting the public regarding it through a referendum or a general election. Of course, in the past, Mahinda Rajapaksa used to repeat that he’d offer a 13A+. But I thought he was just bluffing then. Now Ranil seems to have called his bluff. Almost all members of parliament including Mahinda Rajapaksa, except a small splinter group who have left the SLPP alliance, have expressed agreement to the president’s decision to execute the full implementation of 13A. So, legally, there is no obstacle to his plan. But it is undemocratic and immoral.

It is the conscientious assertion of a nation’s dominant moral values by the three branches of government in a democracy – the executive, the legislature and the judiciary – in their activities that saves that nation from collapse and disaster. In the final analysis, Mahinda Rajapaksa, former president and prime minister, despite his, perhaps, unmatchable past achievements, is responsible for the present unprecedented crisis, especially, the ruinous political chaos. Only he can put an end to it by putting the country before himself, if possible. He used to say that his  Priority Number One, Number Two, and Number Three was the same: the Motherland/the Nation. Let him redeem his lost honour and popularity, and also win back the love of the people he tried to serve. 

Most Venerable Mahanayake Theros, I would like to beseech you Reverend Sirs, in all humility and with the deepest respect, to please write to Mahinda Rajapaksa MP or summon him before you Reverends, to demand that he explain to the nation why he now supports a measure that is likely to prolong the suffering and insecurity of the people and to endanger the survival of the Buddha Sasana, and, if it is something unavoidable at this stage, how he is going to make the proposed change harmless. Please remind him that he was a former prime minister, president, and a minister for Buddha Sasana.

Why can’t the Government of Sri Lanka pass an Act in Parliament declaring Tamil secession as an illegal act like what India did in 1963 Under Nehru’s Government.

Last week, two vocal representatives of Tamil political opinion, Abraham Sumanthiran and C.V. Wigneswaran made statements rejecting implementation of the 13th Amendment to the Constitution under the unitary system of government and demanded a federal system.

Sumanthiran claimed that all the Tamil parties agree on a meaningful power-sharing arrangement on a federal basis and added that his party would not have talks with the Government until that issue is resolved.

Wigneswaran, using stronger words, said Sri Lanka’s position is internationally weakening and the Tamils could get federal powers with the support of foreign powers.

These two positions are contradictory to the Indian position, which calls for full implementation” Wignesvaran going even further  said that  that he will n anything less than Federalism as if Singaporean Cathiolic Chelvanaayagam, the father of Federalism and ITAK (ilankei Thamil Arasu Kachchi”in this country is reborn out of communal ashes.  

The same Tamil communal agitation were there even in India from early 1930s.

In 1963, the Government of India led by Jawaharlal Nehru, declared secessionism as an illegal act. As a consequence, Annadurai abandoned the “claim” for Dravida Nadu – now geographically limited to modern Tamil Nadu – completely in 1963 even though it supposed to be the traditional Homeland of 70 million Tamils. 

In fact, at that time Dravida Munnethra Kasagam wanted the whole Southern part of India including the northern part of Sri Lanka to form what they called Dravida Munnethra Kasagam which subsequently transformed in ta EELAM (meaning the Land of the Sinhalese) was defeated in May 2009.

Had the Rajapaksa government abolished the 13th A and also the JR/Rajiv Accord, that had ceased to be legally valid document as the Government of India had already unilaterally violated its’ conditions by then Rajapaksa by that time had the 2/3 majority in Parliament and also had the support of the people.

But Rajapaksa and Co had no brain to do that for which folly he had to pay dearly in 2015 at the Presidential elections and missed a golden opportunity of being perhaps a lifetime President.

Even now it is not too late for the Rajapaksa clan make history by proscribing all communal cessation movements in this country by passing an Act in Parliament declaring Tamil secession as an illegal act like what India did in 1963 Under Nehru’s Government. If they have the will, they have the power to do it as the Parliamentary majority is with them and the head of the Head of the State is also at their mercy. In the event a proposal is brought before Parliament to ban communal Tamil secession getting the 2/3 will not be  a problem as all Sinhala MPP and even some Tamil and Muslim MPP who love this country will vote for it.

This in my view is the only way to restore political stability that had been lacking ever since 1948 and take the country to economic prosperity as one nation

If you can’t do that, why don’t you immediately implement the 6th Amendment to the Constitution certified on 8th August 1983 that had been dead almost for 20 years. Why do you enact laws if you don’t have the courage to implement them.

All politicians must at least now realize that enough is enough. Open your eyes and look at where we were in 1948 and where are we now after 75 years of this political gamble and communal war fare?

Sri Lanka Peace Support Group (SLPSG) සංවිධානය (එවැනි සංවිධානයක් ඇත්තටම ඇත්නම්) එය හා අප සංවිධානය – Sri Lanka Support Group (SLSG) අතර කිසිම සම්බන්ධතාවයක් නොමැති බව මෙම නිවේදනය මඟින් අප දන්වා සිටිමු. SLPSG නමින් සංවිධානයක් ඇත යන්න අප දැන ගත්තේ මෙම ලිපි කියවීමෙන් පසුව, 2023 පෙබරවාරි මසය.

SLPSG සංවිධානයේ ඊනියා නිලධාරීන් සමඟ අප Sri Lanka Support Group (SLSG) කිසිම ආකාරයෙන් සම්බන්දතා පවත්වා නැත. ඒ කිසිවෙක් අප කිසිදා හමුවී නැත. එවැනි සම්බන්දතා හෝ හමුවීම් අප ඉදිරියේද සිදු නොකරන්නෙමු.

SLPSG සත්‍ය සංවිධානයක් වී නම්, එය අප සංවිධානය ආරම්භ කලාට පසු, අප සංවිධානයේ නම යුතු ලෙස භාවිතා කර, නිර්මාණය කරන ලද්දක් විය යුතුයි.

අප සංවිධානය (Sri Lanka Support Group (SLSG) කිසිදාක ශ්‍රී ලංකාව දෙකඩ කිරීමේ ක්‍රියාවලින් වල යෙදී නැත. අප සැමදා වැඩ කර ඇත්තේ ශ්‍රී ලංකාවේ ඒකීයභාවය සුරැකීමේ සහ ශ්‍රී ලංකාවේ භෞමික අඛණ්ඩතාව සුරැකීමේ ක්‍රියාවලීන්වලය. අප සංවිධානය කිසිම දිනක කිසිම ශ්‍රී ලාංකික රජයක් හෝ කිසිම ශ්‍රී ලාංකික දේශපාලන පක්ෂයක් වෙනුවෙන් ‘කඩේ යාමක්’ සිදු කර නැත.

අප සංවිධානය සැම දාම ක්‍රියාත්මක වුයේ ශ්‍රී ලංකාවට ආදරය කරන, විශේෂයෙන්ම ශ්‍රී ලංකාවේ සිංහලත්වය සහ බෞද්ධත්වය සුරැකීම සඳහා වැඩ කරන බුද්ධිමතුන්ගේ සහ වෘත්තීයවේදීන්ගේ කුඩා පර්ශ්වදයක් ලෙසිණි. කැන්බරා හි Australian National University (ANU)හි, පශ්චාත් නිතී උපාධිධාරි, ක්‍රියාන්විත  නීතීඥයන්ගේ බුරුල් එකතුවක් ලෙස ඇරභී අප සංවිධානය, අද දක්වා දිගු ගමනක් පැමිණ ඇත.

2000 මුල, අප සංවිධානය කැන්බරාහි ලියාපදිංචි කල අතර, එහිදී සභාපතිත්වයට (අද දක්වා) ජාත්‍යාන්තර නීතීඥ චානක බණ්ඩාරගේ මහතා පත්විණ. ඉන්පසු එය  ඕස්ත්‍රේලියාවේ ශ්‍රී ලංකාව වෙනුවෙන් සටන් කරන ප්‍රධාන lobby group එකක් වශයෙන් කටයුතු කර ඇත. .

ප්‍රසිද්ධිය, පදවි, තනතුරු හඹා නොගොස්, රට, ජාතිය, බුද්ධාගම වෙනුවන් අපේ යුතුකම නිහඬව, අවංකව, සත්‍යවාදීව ඉටු කිරීමයි අපේ කැමැත්ත. SLSG සාමාජික සැම මේ අදහස දරයි.

යුද්ධයට පෙර කාලයේදී ඕස්ත්‍රේලියාවේ ක්‍රියාත්මක වූ විවිධ දෙමළ ත්‍රස්තවාදී සහ බෙදුම්වාදී කණ්ඩායම්වල අවහිර බාධවනට මුහුණ දීමට අපට සිදු විය. ජීවිත සහ වෙනත් තර්ජනද අපට පැමිණීය.

අප සංවිධානය ඕස්ත්‍රේලියාවේ තිබෙන ශ්‍රී ලංකාවේ ඒකීයභාවය සුරැකීම වෙනුවෙන් කටයුතු කරන සෑම, සියළු කණ්ඩායමක් සමඟම වාගේ ඉතා සහයෝගයෙන්, එක්ව කටයුතු කර ඇත. අප සංවිධානය සහ ඕස්ත්‍රේලියාවේ SPUR සංවිධාන (NSW, Qld, Vic, WA) ඉතා කිට්ටුවෙන් වැඩ කර ඇත.

යුද්ධය සමයේ රණ විරුවන් වෙනුවෙන් නොයක් උදව් උපකාර කළෙමු. ශ්‍රී ලංකාව බේරා ගැනීම සහ ශ්‍රී ලංකාවට උදව් කිරීම වෙනුවෙන් ඕස්ත්‍රේලියාව සහ ශ්‍රී ලංකාව තුල විවිධ ක්‍රියාවන්වල වල නිරත වූවෙමු. නමුත්, ඊනියා SLPSG වැඩ ගැන අපේ කිසිම සම්බන්ධයක් නැත.

ශ්‍රී ලංකාවේ සුභ සිද්ධිය වෙනුවෙන් ඕස්ත්‍රේලියාවේ ප්‍රාන්ත සහ මධ්‍යම රජයේ මන්ත්‍රීරුන්‌, ඇමති වරුන්, ඕස්ත්‍රේලියන් අගමැතිවරුන් නිරන්තරයෙන් හමුවී සාකච්චා කළෙමු. ඕස්ත්‍රේලියාවේ මධ්‍යම රජයේ මැතිවරණ පැවැත්වෙන කාලවල විවිධ පක්ෂවල චන්ද අපේක්ෂයන් ශාලාවලට  ගෙන්වා, ශ්‍රී ලංකාවට වාසි ලබා ගැනීමට, රාත්‍රී භෝජන සංග්‍රහ, සංගීත සංදර්ශන වැනි උත්සව, සම්භාෂණ සංවිධානය කළෙමු; හෝ එවැනි දේ කරන අනෙක් දේශප්‍රේමී සංවිධානවලට ආධාර කළෙමු..   

යුද්ධය අවසානයේ, 2010දී, ඕස්ත්‍රේලියානු පාර්ලිමේන්තු ගර්භයේ එරට දේශපාලනඥයන් විශාල දෙනෙක් සහභාගී සහභාගී වූ දැවැන්ත ‘Sri  Lanka Way Forward’ සම්මන්ත්‍රණය සංවිධානය කළෙමු. මෙවැන්නක් මේ දක්වා අන් කිසිම සංවිධානයක් කර නොමැත (දෙමළ සංවිධාන හැර). මීට අමතරව නිරන්තරයෙන් ඕස්ත්‍රේලියාවේ විදේශ ඇමති සහ එම රටේ විදෙස් තානාපතිවරු සමඟ හමුවීම් කළෙමු. වෙනත් දේශප්‍රේමී සංවිධානද මේ සඳහා සහභාගී කරගෙන එම කාර්යයන් සඳහා නායකත්වය දුනිමු.

ඕස්ත්‍රේලියාවේ ශ්‍රී ලාංකික මහ කොමසාරිස් කාර්යාලයේ සෑම මහ කොමසාරිස් වරයෙක් සමඟම ඉතා කිට්ටුවෙන් අප ක්‍රියා කර ඇත. අප සංවිධානයේ විශ්වාසනීයත්වය පිළිබඳව ඒ අය සාක්ෂි දරනු ඇත.

අද, එලෙසින්ම, Sri Lanka Support Group  (Global), යන නමින් කුඩා කන්ඩායමක් ලෙස කටයුතු කරන්නේමු. ඕස්ත්‍රේලියාව, උතුරු ඇමරිකාව, එංගලන්තය, ෆිජී, මැලේසියාව, ශ්‍රී ලංකාව වැනි රටවල විහිදුනු අප සාමාජිකයෝ zoom තාක්ෂනය මඟින් විටින් විට  සාකච්චා කරත්.  

මෑතක සිට ශ්‍රී ලංකාවේ අපගේ වැඩ කටයුතු සිදු කරන්නේ අපගේ සහෝදර සමිතිය වන Sinhala Sanwardhana Sanwidhanaya (සිංහල සංවර්ධන සංවිධානය – SSS ) සමගිනි. දීර්ඝ කාලීන බහාලීමකින් පසුව SSS යලි කුඩා කණ්ඩායමක් ලෙස වැඩ අරභා ඇත.  එහි වත්මන් සභාපතිත්වය දරන්නේද ජාත්‍යාන්තර නීතිඥ චානක බණ්ඩාරගේය.  

SSS මේ රටේ සිංහලත්වය සහ බෞද්ධාගම සුරක්ෂිතකිරීමට සහ ආරක්ෂා කිරීමට කැපවී වැඩ කරන සංවිධානයකි. විශේෂයන්ම උතුරු, නැගෙනහිර පළාත් වල සිංහල ප්‍රජාව වෙනුවෙන් නොයෙක් ප්‍රජා සංවර්ධන ව්‍යාපෘති ක්‍රියාත්මකයි. Prime Minister Dinesh Gunawardena held a productive discussion with representatives of IndustriALL Global Union, which represents powerful Trade Unions in more than 100 countries at the Temple Trees today (Feb 15).  වාරියපොල හාමුදුරුවන් එසේ නියම කළේ ඒ පොරොන්දු පත්‍රය අනුවයි. පොරොන්දු පත්‍රය කඩ කළ විගසම සිංහල බෞද්ධ ජනතාවගේ   අයිතිවාසිකම් වෙනුවෙන් අවදි වුණු  ක්‍රියාදාමය මේ අවස්ථාවේ මම සිහිපත් කරන්නට කැමතියි.

1815 මාර්තු දෙවැනි දා කියන්නේ  ඒ ඓතිහාසික සන්නස්පත්‍රයේ උත්තරීතර අවස්ථාවයි. සම්බුද්ධ ශාසනය ආරක්ෂා කරන්නට බිතාන්‍ය පාලක දණ ගැස්සූවේ අපේ මහා සංඝ පරම්පරාවයි. අද අපි  සමරන්නේ ඒ අයගේ පාලන ත්‍රන්තයෙන්   නිදහස් වී හැත්තෑ පස් වැනි වසරයි. පොත්ගුල් විහාරය සහ සමන් දේවාලයේ කියන්නේ වෙනම ඉතිහාස කතාවක්. අත් අකුරු කියවන්නට ලියන්නට කතා කරන්නට බැරි කාලයේ  නිදහස් අධ්‍යාපනයේ ජයග්‍රහණය වෙනුවෙන් නායක හාමුදුරුවරුන් නායකත්වය දුන්නා.

 මගේ ආදරණීය මව  56 මන්ත්‍රීවරිය හැටියට අපේ බොරලුගොඩ ප්‍රදේශයේ     ගමේ පළවෙනි පාසල ආරම්භ කරා. ඒ ගමේ ඒ කාලේ පාසලක් තිබුණේ නැහැ. ලියන්න කියන්න උගන්වන්නට අවස්ථාව නොලැබුණු නිසා බොහෝ අයට ඉදිරියට යන්න පුළුවන් කමක් තිබුණෙ නැහැ. එදා  අපේ පළාතේ වෙනස්කම් ගණනාවකට පරිවර්තනය කරන්න පුළුවන් වුණු නායක පරම්පරාවක් අද දිනයේ ඔබ වහන්සේ බාර ගන්නවා. මේ මහා නායක ධුරය එසේ වඩ වඩාත් අපේ රටේ අභියෝගයන් ජය ජයගැනීමට එක්තැන් කර මගපෙන්වීමට ආශිර්වාදය දෙන්නට රටවැසි ජනතාවට ශක්තිය ලබා දෙවන්නට හැකි ධූරයක්.   

 වත්මන් මේ අභියෝග ජයගැනීම  සඳහා බුදුන් වදාළ ධර්මය ගිහි  සමාජයට   වඩාත් හොඳින් අනුගමනය කළ හැකි සමාජයක් බවට පරිවර්තනය කිරීමේ ක්‍රියාමාර්ගයට ඔබවහන්සේ ලබාදී තිබෙන මඟ අති උතුම් කියන එක මම කියන්න කැමතියි.

වසර දෙදහස් පන්සියයකට වැඩි කාලයක් බුදුන් වදාළ ධර්මය තවමත් අහන්නට පින් තිබෙන අපි ඒ  මඟ සකස් කර දෙන්නේ මහා නායක ස්වාමීන් වහන්සේලා ප්‍රධාන මහා සංඝරත්නය.

Apichatpong Weerasethakul to Shoot Next Film in Sri Lanka, Inspired by Arthur C. Clarke

With its staggered, theatrical-only rollout over the last year, here’s hoping you’ve had the opportunity to experience the mesmerizing, transportive experience that is Apichatpong Weerasethakul’s Memoria. The director, who left Thailand for Colombia to film the Tilda Swinton-led feature, has now announced the first details for his next project, and its intended home may surprise you.

Speaking to Metrograph ahead of a 35mm run starting Friday, the director revealed he plans to head to Sri Lanka to shoot his next film and he may be partnering with a streamer for the film. (MUBI, are you listening?) With plans to do some location-scouting starting this month, he hopes this new project will be more free” than his last one. This time, I want it to be more flexible. It’ll be a smaller budget, and probably with [my longtime actors] Jenjira [Pongpas] and Sakda [Kaewbuadee],” he said, hoping to not have a strict list of things to shoot each day. It’s the same old gang.”

As for his inspirations, he’s looking toward sci-fi author and 2001: A Space Odyssey co-writer Arthur C. Clarke. He lived and died in Sri Lanka, and one of his books, The Fountains of Paradise, is set in a fictional land based on a Sri Lankan landscape,” the director said. The novel, released in 1979, was set in the 22nd century and followed a visionary scientist who conceives the most grandiose engineering project of all time, and one which will revolutionize the future of humankind in space: a Space Elevator, 36,000 kilometers high, anchored to an equatorial island in the Indian Ocean.” While it’s unclear if he would be drawing direct inspiration from the novel, with Memoria‘s (spoiler?) sci-fi twist, it would be fascinating to see the director head further down this path.

Apichatpong also said another source of inspiration was an article written by a Thai woman who went there on a religious pilgrimage. She speaks about climbing a holy mountain, the same one that inspired Clarke’s story, so I’m going to go check it out.”

Speaking of its length, it may be his longest project yet. I wrote a treatment for a three- or four-hour movie, just from my imagination, from what I dream about,” he said. When you talk about 90 minutes, it’s a comfortable length. The human attention span is 90 minutes, and the dream cycle is also 90 minutes. To make it longer is like a challenge: how to create a journey where you don’t feel trapped by this human, biological requirement.”

Lastly, the Uncle Boonmee director revealed what we’ve all been waiting for: his thoughts on James Cameron’s Avatar: The Way of Water. It’s so simple, right? It’s such a classic storyline, there’s no innovation there, but the technology is amazing,” he said. In other movies that are completely computer-generated, you can feel there’s something missing, whereas in this one you are able to identify. The characters have those very big eyes, they’re like babies. It’s a mass market product, and I admire that aspect which only Hollywood can do.”

Recent seismic activity in Indian Ocean likely led pilot whales to beach on Sri Lanka shores

  • Marine experts say the seismic activity in the Indian Ocean in the past few days likely pushed a pod of pilot whales onto Sri Lanka’s shores.
  • Authorities and volunteers undertook a strenuous 15-and-a-half-hour operation to send a pod of pilot whales safely back into the sea.
  • Rescuers managed to push 11 pilot whales back into the sea while three died on the shores.
  • Recorded incidents of whales beaching up on Sri Lankan shores go back as far as 1889.

Kalpitiya, SRI LANKA: The Feb.11 beaching of 14 pilot whales in Kalpitiya, about 172 kilometers (107 miles) from the capital, Colombo, may have occurred due to the recent seismic activity in the Indian Ocean, marine experts say.

The whales beached on Sri Lanka’s northwestern Kudawa beach in Kandakuliya, Kalpitiya, prompting 15 and a half hours of strenuous efforts from authorities to send the mammals back into sea.

We launched efforts to send these whales back into the sea at around 4 a.m. after we received a tipoff from a fisherman,” Upali Kumarathunga, the wildlife ranger who was in charge of the rescue operation, told Mongabay.

It was challenging for us because the whales kept coming back to the shore even though we kept pushing them back into the waters.”

Kumarathunga noted that about 25 personnel from the Department of Wildlife Conservation, Sri Lanka Navy, Sri Lanka Coast Guard and other volunteers had participated in the operation that came to a close around 7:30 p.m. Colombo time.

While the rescuers managed to send 11 whales safely back into the sea, three had died.

After completing a postmortem examination on the dead whales, we will report findings to the court and bury the carcasses. However, we intend to preserve at least one carcass. That is still under consideration,” the wildlife ranger said.

Causes for the incident

Marine biologist Ranil Nanayakkara, a member of the IUCN SSC Serenia Specialist Group who leads the local conservation NGO Biodiversity Education And Research, cited two main reasons that may have resulted in the pod of whales reaching the Sri Lankan shores.

Pilot whales travel in pods and often follow their leader. The leader often reaches the shore when it falls sick, and the pod follows it,” Nanayakkara told Mongabay. I feel one of the whales that had died was the leader.”

Nanayakkara added that recent seismic activity in the Indian Ocean is another reason that may have caused these whales to reach the shore, as these mammals travel using sonar and become easily disoriented. ”

Pilot whales are classified into two groups, as short-finned pilot whales (Globicephala macrorhynchus) and long-finned pilot whales (Globicephala melas). Nanayakkara identified the stranded whales as short-finned pilot whales, which are often found in tropical waters.

Incidents of this nature have occurred previously in Sri Lanka as well, with the most recent one in 2020, when 120 pilot whales had beached on the western coast of Panadura. In 2017, about 20 short-finned pilot whales were stranded on the eastern coast before being rescued by the navy and local volunteers.

According to Spolia Zeylanica, a journal published by the Colombo National Museum, recorded incidents of whales washing up on the shores of Sri Lanka go back as far as 1889.

Calls for legal action

Hours after the whales had reached the shore, pictures posted online showed kids supervised by adults climbing on top of the mammals as efforts were underway to send them back to sea, prompting outrage among environmentalists and citizens alike.

Some kids had climbed on top of one of the dead whales. We were handling the whales that were alive. We immediately took steps to remove the people from the area,” said Kumarathunga, the wildlife ranger in Kalpitiya.

He added that an investigation into that was not necessary, as the animal had not been alive at that time.

Jagath Gunawardana, a top environmental lawyer and environmentalist, said it would have been possible for law enforcement authorities to take action over such incidents if the animal had been alive.

The authorities can take action against the parents under Section 30 of the Fauna and Flora Ordinance and Section 2 and 3 of the Cruelty to Animals Act,” Gunawardana told Mongabay.

He pointed out that suspects can be charged for harassing and abusing an animal.

When these whales are out of the water, they find it difficult to breathe. Therefore, if people climb on them, it makes things even worse,” Gunawardana noted.

In November 2020, Sri Lanka recorded its worst whale beaching event after navy personnel and volunteers rescued 120 whales and returned them to the sea.

Sri Lanka, India to sign power grid linking pact within two months: Envoy

Sri Lanka and India will sign a pact to link their power grids and start negotiations on an upgraded trade agreement within two months, a Sri Lankan diplomat said on Wednesday, as the island nation seeks a way out of its worst economic crisis in decades.

India has provided some $4 billion in assistance to its southern neighbor since the crisis hit early last year, but Sri Lanka is now seeking to enhance trade and investments as it moves to close a $2.9 billion loan from the International Monetary Fund, the country’s envoy to New Delhi told Reuters.

We have to have growth, otherwise basically the economy will shrink,” Milinda Moragoda said.

As far as growth is concerned, India offers that prospect. So we will have to move on that. Tourism from India, investment from India, integration with India. That’s what we have to do.”

A key part of Sri Lanka’s economic recovery plan rests on developing its renewable energy resources in the island’s north, from where power can be transported into southern India through a cross-border transmission cable.

The two countries resumed talks on linking their electricity grids last year, and Moragoda said a memorandum of understanding on the project would be signed within two months, which will be followed by a feasibility study.

First proposed more than a decade ago, the project has made little progress so far. But Moragoda said Sri Lanka hoped to get the transmission line in place within two to three years so that renewable power produced on the island can be sold to India.

We need to have more sources of foreign exchange and electricity will be ideal,” he said.

The neighbors will also start negotiations within weeks on enhancing an existing free trade agreement, Moragoda said, as part of a push by Sri Lanka to seal deals with key trading partners, including China and Thailand.

On our side, we are just about to nominate the (negotiations) team,” he said, adding that the focus would be on enhancing trade in sectors including textiles and garments, a major foreign exchange earner for Sri Lanka.

India is Sri Lanka’s biggest trading partner accounting for about $5 billion each in bilateral trade in 2021.

China expresses support for Sri Lanka ahead of debt meeting

BEIJING (AP) – China expressed support for Sri Lanka ahead of a meeting Friday of government lenders to poor economies but did not say if it would help reduce a multibillion-dollar debt that has plunged the Indian Ocean nation into financial and political turmoil.

Beijing is one of Sri Lanka’s biggest creditors after extending it loans under President Xi Jinping´s Belt and Road Initiative, which expands trade by building ports and other facilities across Asia and Africa. China has offered a two-year suspension of repayments but balked at reducing the amount owed. That is an obstacle to obtaining an emergency loan from the International Monetary Fund, which wants creditors to agree to debt reductions.

Chinese officials are due to attend a meeting of lenders organized by the IMF and the Paris Club of government creditors. The IMF’s managing director, Kristalina Georgieva, said last month the agency was talking with Beijing about ways of “reducing the burden of debt.”

The Paris Club, after announcing last week its assurances on working with Sri Lanka, said, “The Paris Club members as well as Hungary and Saudi Arabia urged other official bilateral creditors, including China, to do the same in line with IMF program parameters as soon as possible.”

China accounts for about 10% of Sri Lanka´s $51 billion foreign debt. The island nation of 22 million people ran out of foreign currency last year. That triggered power cuts, food shortages and protests that forced a president and prime minister to resign.

China is “willing to work with relevant countries and international financial institutions to continue to play a positive role to help Sri Lanka get over current difficulties,” Foreign Ministry spokesperson Wang Wenbin said when asked whether Beijing would agree to a debt reduction.

Wang repeated an earlier official statement saying that China supports Sri Lanka´s application for an IMF loan and would help its government ask for help from commercial and other creditors.

The China Export-Import Bank last month offered Sri Lanka a two-year repayment suspension. An American official said that was too little and called on Beijing to offer more relief.

“We are in direct discussions with China,” Sri Lankan President Rani Wickremesinghe said last week in a speech to Parliament. “We are now working towards unifying the approaches of other countries and that of China.”

Sri Lanka´s situation reflects conditions across dozens of countries, from South Pacific islands to some of the poorest in Asia and Africa, that borrowed under the Belt and Road Initiative. The total debt of poor countries is rising, increasing the risk that others might also run into trouble.

Beijing has forgiven interest owed by some but has avoided writing down the amount borrowed.

Economists say Beijing probably is resisting cuts to Sri Lanka´s debt for fear that other borrowers will want similar relief. Last April, then-opposition leader Wickremesinghe told Republic TV that China offered an additional $1 billion loan instead of reducing Sri Lanka´s debt. That would allow the government to make payments, but the total amount owed would rise.

Georgieva said IMF officials who visited Beijing discussed with Chinese officials a “pathway for debt reduction” for Chad, Zambia, Sri Lanka and other struggling debtors.

A “very broadly shared” notion in China is that the country wants to help but “they expect to be paid back,” Georgieva said.

That makes a reduction in the amount borrowed “politically very difficult,” Georgieva said. But she said there “might be a way to reach the same objective” by changing interest rates or repayment terms.

Sri Lanka is trying to complete negotiations by the end of March, government spokesperson Bandula Gunawardena said Tuesday. Gunawardena said the IMF has concluded that China´s offer of relief “is not sufficient.”

“I hope the IMF will, by March, be able to ensure that the debt restructuring can begin,” Wickremesinghe said Wednesday.

Issues in fully implementing 13A: Land powers

Many of those who call for the ‘full implementation of the 13th Amendment’ believe that all State land should be completely under the control of the provincial councils. The actual extent of the devolution of land powers would depend on the language used in the text of the 13th Amendment, and the interpretation given to that text by the Supreme Court which has exclusive jurisdiction in respect of Constitutional matters. Provisions with regard to land are to be found in the Ninth Schedule of the Constitution and they cascade from the national government’s list of powers, to the provincial councils’ list of powers and finally onto Appendix II of the Provincial Councils’ list of powers.

The list of powers of the national government expressly includes the subject of State lands with the proviso except to the extent specified in Item 18 of the provincial councils list”. Item 18 of the provincial councils list states that the provincial councils wield power over land in the form of ‘rights in or over land, land tenure, transfer and alienation of land, land use, land settlement and land improvement. Appendix II of the provincial councils’ list has the opening statement that State land shall continue to vest in the Republic and may be disposed of in accordance with Article 33(d) of the Constitution and written law governing this matter. (Article 33(d) refers to the President’s power to make and execute under the public seal, grants and dispositions of lands vested in the Republic.)

Subject to all of the above, Appendix II declares land to be a provincial councils’ subject. Under Item 1.1 of that Appendix, if the national government requires a State land for a subject coming under the national government or the concurrent list, it may utilize a land after consulting the relevant Provincial Council. Item 1.2 stipulates that if a Provincial Council requires State land for a Provincial Council subject, the national government will make such land available to the provincial council. Under Item 1.3, Alienation or disposition of State land within a Province to any citizen or to any organisation shall be by the President, on the advice of the relevant Provincial Council.

Interpreting the land powers provisions

For many years, Supreme Court interpretations of the above-mentioned provisions appeared to confirm the view that the 13A had accorded complete power over land to the provincial councils. In the 2003, the Supreme Court Determination on the Land Ownership Bill, Justice Shirani Bandaranayake stated, With the passing of the Thirteenth Amendment to the Constitution, such Constitutional power vested with the President (under Article 33(d) of the Constitution) was qualified by virtue of paragraph 1.3 of Appendix II to the Ninth Schedule…” In Vasudeva Nanayakkara v Choksy and Others (the John Keells case of 2008) Chief Justice Sarath N.Silva stated that whilst the ultimate power of alienation and of making a disposition remained with the President, a pre-condition laid down in paragraph 1.3 is that the exercise of that power shall be done on the advice of the Provincial Council.

However, in the landmark 2013 case of Solaimuthu Rasu vs. State Plantations Corporation, the Supreme Court gave a very different interpretation of the land powers provisions in the 13A. The three-member bench—Chief Justice Mohan Peiris and Justices K. Sripavan and Eva Wanasundera—which heard this case delivered three separate judgments – all coming to the same conclusion that even under the provisions of the 13A, the Centre has not ceded its dominium over State Lands to the Provincial Councils except in some limited circumstances. For the sake of brevity, only the judgment delivered by Justice K. Sripavan will be taken up here.

Justice Sripavan explained the tilt of the land powers in the 13A towards the national authorities as follows:  a) Under Article 154 (G)(7) of the Constitution, a Provincial Council has no power to make statutes on any matter in the national government’s list of powers. State land is in fact a subject on the national government’s list. b) Appendix II of the Provincial Councils List opens with the statement that State land shall continue to vest in the Republic and may be disposed of in accordance with the President’s powers.  c) Item 9.1 of the Provincial Council list titled ‘Agriculture and Agrarian Services’ also excludes State land from the legislative competence of provincial councils. d) Item 3.4 in Appendix II provides that the Provincial Councils shall adhere to the national policy on the use of state lands formulated by The National Land Commission appointed by the national government.

In contradistinction to the above, the limitations imposed on provincial councils in the exercise of land powers are as follows: a) Under Item 1.2 of Appendix II, a Provincial Council can utilize State land only if the national government makes that land available to the Council for a purpose coming under Provincial Councils List. b) Land is a Provincial Council subject only to the extent set out in Appendix II and no exclusive power over land is vested in the Provincial Councils. c) Under Item 1.1, the national government can utilize State Land in respect of a subject coming under it only in consultation with the relevant Provincial Council. (But as Chief Justice Mohan Peiris held in his separate judgment, ‘consultation’ would not mean ‘concurrence’). d) While Item 1.3 states that the alienation or disposition of State land within a Province shall be by the President, on the advice of the relevant Provincial Council, Justice Sripavan held that ‘It cannot be construed that the advice tendered by the Provincial Council binds the President’.

Conventional wisdom upended

The judgments in the Solaimutthu case upended the conventional wisdom that had prevailed up to that time with regard to the land powers in 13A. As a result of the Solaimutthu case, the interpretation of the land powers provisions in the 13A have taken a trajectory very different to that desired by the parties that have traditionally called for the full implementation of the 13A. Some continue call for the full implementation of the land powers in the 13th Amendment due to long ingrained habit, but the Solaimutthu case has made the ground shift under them. There is of course the possibility that a judgment by a three-member bench of the Supreme Court could be superseded by a bigger bench at a later date. However, it’s not going to be easy to vitiate some of the pivotal arguments made in the Solaimutthu case. For example how do you make the word ‘consult’ in Item 1.1 of Appendix II acquire the meaning of ‘concurrence’, or the word ‘advice’ in Item 1.3 acquire the effect of a legally binding ‘instruction’ or ‘order’ as would be required by those who hold the political position that the provincial councils should have complete control over land?

One of the ideas being mooted these days is that National Land Commission for which provision has been made in Appendix II of the Provincial Councils List should be instituted without delay. The setting up of this National Land Commission will reinforce the trajectory taken by the Solaimutthu case, because the National Land Commission will be an institution of the national government even though it will include representatives from all provincial councils. Item 3.3 of Appendix II specifically stipulates that national policy on land use will be based on technical aspects (not on political or communal aspects), and the Commission will lay down general norms in regard to the use of land, having regard to factors such as soil, climate, rainfall, soil erosion, forest cover, environmental considerations, economic viability, etc. As pointed out earlier, one of the considerations that led Justice Sripavan to the conclusion that the provincial councils had not been ceded complete power over land, were the provisions relating to this National Land Commission in the 13th Amendment.

EC to summon Finance Ministry officials for discussion on funds required for LG polls

Chairman of the Election Commission Nimal G. Punchihewa says that he will summon the Secretary of the Ministry of Finance and its officials for a discussion tomorrow (Feb. 16), in order to hold talks on the release of funds required for the upcoming Local Government (LG) election.

The Election Commission chief also pointed out that they are trying to hold the postal voting on previously scheduled dates.

The Government Printer had earlier informed the Election Commission on Monday (Feb. 13) in writing that printing work pertaining to the upcoming LG election cannot be carried out without due payments.

However, the relevant commission announced yesterday that the ballot papers for the postal voting of the 2023 LG election would not be distributed as scheduled due to ‘unavoidable reasons’. The distribution of postal ballots was arranged to be carried out today (Feb. 15).

Against this backdrop, the Election Commission has decided to summon the officials of the Finance Ministry to discuss the release of funds.

Meanwhile, the Election Commission Chairman states that they are making efforts to resolve this issue through negotiations, and if it doesn’t work out, legal actions will be sought.

China dithers over IMF’s Sri Lanka debt plan, leaves Colombo in limbo

With China yet to support Sri Lanka debt restructuring based on the debt sustainability analysis (DSA) of the IMF and Paris Club, time is running out on Colombo to secure a much-needed loan to revive the nation from the present economic crisis. Sri Lanka is seeking a USD 2.9 billion-dollar loan from the IMF over four years in eight installments.

While India has agreed to support the Island nation on the basis of DSA, China still has differences over period of loan moratorium and debt restructuring with the IMF’s Executive Board scheduled to meet next month. 

Under the circumstances, the IMF can either give loan on arrears and then wait for China to come on board by IMF spring meeting or later this year. Sri Lanka owes nearly USD 7.8 billion dollars to China which includes both bilateral lending from EXIM bank and commercial lending from Chinese development Bank. 

Over the years, the Rajapaksas with present President Ranil Wickremesinghe in cahoots, used these loans for sponsoring white elephant projects like Hambantota port, Mattala airport, Norocholai power plant and Colombo port city as a result of which Beijing was given long term tax concessions and a free run of the Island nation.

While China was the favourite destination of the Sri Lankan political leadership since the present millennium, Colombo chose to stay away from India under pressure from Beijing and has still not said yes to the Indian proposal to develop the Trincomalee port. It is another matter that India provided some four billion dollars’ worth of aid including food, petrol and medicine, to Sri Lanka last year to tide over its raging economic crisis.

With Chinese EXIM bank only willing to extend a two year debt moratorium to Colombo as of now, the Sri Lankan economy will hit the rock bottom soon or else IMF will have to give loan on arrears with further stringent conditions. This not only means further political instability in the Island nation and the obvious beneficiary of this ferment will be the Communist parties of Sri Lanka like the JVP.

The political climate of Sri Lanka will remain uncertain but the first indicator of the extent of ferment will be the local elections next month. 

Unless the mainstream parties are able to recover from the hit, President Wickremesinghe, who is the lone MP from his party, may not be eager to announce the general elections. 

With USD at an all-time high against Sri Lankan rupee and food inflation into double digits, things will get much worse for Sri Lanka before they turn for the better. And this could take at least a decade.

 We refuse to learn

The rapid development of South Korea from a backward nation whose per capita income was less than that of Ceylon in 1960 to a modern developed nation with a per capita income of US$ 42500 is considered an economic miracle. Do we have any lessons of experience to learn from that sensational achievement launched by President Park? The present government does not seem to think so.

The present government appears to depend on political authorities in the form of a National Council (a set of politicians who for decades failed to at least prevent the country descending  into the current economic crisis) to develop national plans whereas President Park adopted a systems change in elevating the status of economic planning in Korea and placing civilian experts in charge of it. He also created the the Economic Planning Board (EPB) and made its head the deputy prime minister. Park insisted that it be filled by a person with superb technical qualifications rather than a political figure or a high-ranking member of the military. While he created new state banks to support development, we privatized the only bank, the NDB which had been established specifically for this purpose. While most of our governments resorted to privatizing existing SOEs, South Korea invested in public enterprises which were valued at more than 9% of the GDP in 1980. Fortunately, South Korea was not subjected to IMF conditionalities.

South Korea well into the 1960s represented a backward, desolate economy based on subsistence agriculture with all the difficulties facing a typical developing country today. It had a per capita income of less than that of Ceylon. But with the concerted development effort launched by President Park Chung-hee in 1961 the country has achieved a miracle of a per capita income of 42500 USD by 2021, whereas Sri Lanka per capita has fluctuated around 4000 USD. And then came Gen. Park Chung-hee, who became the president in 1961 through a military coup. While serving in the Japanese army he had imbibed the spirit of Bushido and wanted his country to become a developed country. Park coaxed, wheedled, intimidated, manipulated and outright threatened the companies for cooperation. But the president also offered incentives,- government and foreign loans, relaxed regulations and tax cuts.”

Though political agencies in the early Park regime were dominated by the military, economic agencies generally were not. Rather, under Park the status of experts in economics in the Korean government rose considerably. One of Park’s first acts was to elevate the status of economic planning in Korea, placing civilian experts in charge of it. In 1961 he created the Economic Planning Board (EPB), whose head was made deputy prime minister. In spite of the political title and high level of this position, Park insisted that it be filled by a person with superb technical qualifications rather than a political figure or a high-ranking member of the military.
In 1962, the EPB introduced the first of what was to become a series of five-year plans for Korea’s development. State-owned banks were created to help implement the government’s development plans, and laws were passed to force private banks effectively also to become agents of their implementation. Over the next years, the Korean government became, in the words of former EPB member and Deputy Prime Minister SaKong Il, an entrepreneur-manager” (SaKong 1993, 27). During the first and second five-year plans, the government itself was involved in industrial undertakings.
In the 1960s, more than one-third of government expenditures were for investment, and public investment accounted for close to a third of allfixed capital formation. Thus, between 1963 and 1977, public enterprises in Korea grew at an annual rate of 10 percent and the share of these enterprises in GDP grew from slightly over 6 percent in 1963 to more than 9 percent in 1980.

Sri Lanka Cenral Bank Governor disregards trade mis-invoicing and collaborates with corporate and political corruption

  • CBSL seems to function on the personal ‘belief’ of the CBSL Governor;
  • CBSL continues to bury its head in the sand while the country is robbed by business elites in the export and import sector, saying corporate corruption is ‘their business’;
  • CBSL ignores crucial findings and recommendations of IMF, World Bank, ADB, UNCTAD and OHCHR on illicit financial outflows affecting countries like Sri Lanka;
  • Trade Unions demand immediate coordinated effort between CBSL, Commercial Banks and Customs to investigate the issue and repatriate illicitly transferred funds, starting from most recent transactions.

 Central Bank of Sri Lanka (CBSL) Governor Dr. Nandalal Weerasinghe has disregarded and trivialised the extent of illicit financial flows through trade mis-invoicing in instigating Sri Lanka’s ongoing foreign exchange and fiscal crisis. This was fully apparent at the Parliamentary Committee on Public Finance meeting on January 23rd in response to revelations made by us as a collective of Sri Lanka’s prominent trade unions, mass organisations, professionals and economists.

In response to questions raised by Parliamentarians on our statement at the Committee meeting, the CBSL Governor responded,

Obviously people who do under-invoicing or over-invoicing happens basically to evade taxes. If you have taxation, you declare low value and pay low taxes and then they keep money. probably they keep it out or bring it here. That’s their business. We don’t know.”

The Governor of the country’s Central Bank continued to rationalise or mis-rationalise his admitted ignorance by speaking in a language which is alien to economists, saying,

Other thing is, I don’t believe this number. Reason is if exporters are doing business here, they can’t keep that amount of money abroad.”

After hearing this, we as citizens are concerned whether the operations of the CBSL are in fact moving forward on the erroneous personal beliefs of the CBSL Governor at this time of deep economic crisis. Since the CBSL Governor ‘does not know’, we as trade unions, civil society organisations, economists and concerned professionals find the need to enlighten him, CBSL Officials and all concerned citizens the extent and dynamics of trade mis-invoicing in accelerating Sri Lanka’s economic collapse. In the following account we will critically address the misleading remarks of CBSL Governor on capital outflows through trade mis-invoicing.

International Recognition that Trade Mis-invoicing is Not a Myth

 The CBSL Governor dismissed the findings of Global Financial Integrity (GFI) report published in December 2021 which pointed out that an estimated US$ 40 billion was transferred out of the economy between 2009-2018 through fraudulent invoicing by corporates operating in the import-export sector. This figure significantly exceeds Sri Lanka’s foreign debt of US$ 36 billion in default since April 2022. The impact of capital outflows of this magnitude on the ongoing economic collapse is self-explanatory. Nevertheless, the CBSL Governor is of the view that corporates would not have sufficient funds to operate within the economy if such a large sum of capital is held outside the country. Consequently, he falsely concludes that the GFI estimates are extreme exaggerations. This amounts to a complete misunderstanding of illicit outflows globally. If not, it indicates that the CBSL’s Governor and officials are colluding with business interests and the political establishment to trivialise and dismiss what appears to be the largest financial crime in Sri Lankan history.

These outflows are surpluses from both legal and illegal operations and therefore are not reutilised in domestic operations and in the interest of expanding industries locally. Economists such as Professor Arun Kumar at Jawaharlal Nehru University, New Delhi, have pointed out that the illegal outflow of capital is used to acquire property abroad or in conspicuous luxury consumption. In other words, illicit financial outflows enable the extravagant enrichment of individuals at the expense of entire countries in the third world.

However illicit financial flows are a common occurrence in countries which have poor financial controls. For instance, the UN referring to the GFI report published in 2014 recognised that illicit financial flows from the African continent through trade mis-invoicing from 1970 to 2009 is a staggering four times the aggregate foreign debt of the region. Furthermore, the UN Conference on Trade and Development (UNCTAD) in September 2020 revealed that an estimated US$ 88.6 billion leaves the African continent as illicit capital flight yearly and the aggregate outflows between 2000-2015 (US$ 836 billion) is far greater than total foreign borrowings of the continent (US$ 770 billion).

The ground-breaking findings of GFI and their collective work with the UN, the World Bank and the IMF advocated including illicit financial flows in the UN’s Sustainable Development Goals in 2015 under goal 16.4 to which Sri Lanka is also a signatory. As early as September 2018, Mr. Juan Pablo Bohoslavsky, the UN’s Independent Expert on Foreign Debt and Human Rights for 2014-2020 stated following his visit to Sri Lanka that no study or official estimation of illicit outflows or inflows has been conducted to date in Sri Lanka”. In his report, he urged the Government to conduct these studies in order to further curb illicit financial flows in line with the Sustainable Development Goals.”

Further, the Asian Development Bank (ADB) in 2003 emphasized that inaccurate pricing (misinvoicing”) of imports or exports [is used] to hide the transfer of funds. When such transactions are extensive, the impact on a country’s entire external sector can be substantial” (ADB, Manual on Countering Money Laundering, 2003). In 2017, the ADB further estimated that trade mis-invoicing accounts for a staggering 83% of all illicit capital outflows from developing countries. The recent statement endorsed by 182 globally renowned economists, academics and activists demanding cancellation of Sri Lanka’s foreign debt also highlighted that capital outflows during the past 15 years is estimated to be greater than Sri Lanka’s total outstanding foreign debt.

There is thus a vast body of research conducted by institutions such as the ADB, IMF, World Bank, OHCHR, UNCTAD and international economists on what happens to national economic development when rampant corruption is allowed through illicit financial flows. It is therefore hugely concerning that our CBSL Governor ‘does not believe’ and does not seem to be aware of the impact illicit financial flows through trade mis-invoicing have had on the Sri Lankan debt crisis. Ultimately, it is a tragedy that Sri Lanka’s foremost authority on economic affairs is completely oblivious to chronic issues engulfing the developing world and the root causes of the fiscal crises we face. Alternatively, if this is not ignorance or misunderstanding, then it points to deliberate collusion by the CBSL’s Governor and his officials with business interests and the political establishment to trivialise and dismiss what are massive financial crimes.

Government Enabling of Illicit Capital Flows

We are well aware that the Sri Lankan Government ‘legally’ permitted companies to park income outside the country for years and that this economic hara-kiri was only addressed in October 2021 through a regulation under the Monetary Law Act. It is our interest as citizens to know the full impact of this disastrous blunder. We demand that the CBSL publicise the amount of residual income that the export sector failed to repatriate between the period October 2021 to date, thereby aggravating the economic crisis. We further request institutions such as the CBSL to be responsible and reflect on the implications of the ‘legality’ of enabling local companies to take capital on a developing economy like ours’ in the long run. We are glad to note that the CBSL Governor is aware of other developing countries such as India and Malaysia which have placed restrictions on financial flows as part of a policy framework to accelerate their development with the capital produced in their own countries.

CBSL Governor passing the buck to Customs

In a separate press conference on January 26th, Dr. Nandalal Weerasinghe stated it is the responsibility of the public to inform the Financial Investigative Unit (FIU) of CBSL and Customs Department if they have conclusive evidence of firms involved in fraudulent trade invoicing. It is only then he claimed that the FIU of CBSL and Customs Department can take appropriate legal measures against the perpetrators. He further stated it is the responsibility of Customs Department to address mis-invoicing and not of the CBSL. These assertions indicate the reluctance of CBSL to recognise and investigate illicit outflows. It is shocking to hear from the Governor that it is the general public who should provide information or advise CBSL on highly technical matters like illicit capital transfers when the CBSL employs the greatest number of Ph.D. holders under one institution in Sri Lanka. Furthermore, it is clearly stated throughout the Monetary Law Act, No. 58 of 1949 that the CBSL bears the responsibility and authority to address issues threatening the economic stability and economic wellbeing of the general public. Hence, the CBSL cannot simply abdicate responsibility by passing the mantle to Customs Department and the general public.

Export profits are only a fraction of capital transfers through trade mis-invoicing

During the Parliamentary Committee on Public Finance meeting, the CBSL Governor further claimed that capital flight through trade mis-invoicing is tantamount to shifting profits to an overseas destination for tax avoidance. However, this is a gross understatement of the gravity of the issue. We have shown in our earlier statements that the over-invoicing of imports transfers out foreign exchange received as foreign borrowing and even workers’ remittances. This compounds the foreign debt crisis, leads to chronic shortages of foreign exchange to finance essential imports and a collapse of living conditions. A study based on 39 African countries illustrates that between 1970 and 2010 approximately 63% to 73% of foreign borrowing exited Africa within a five-year window as a result of capital flight through trade mis-invoicing. Further, the IMF in its publications over the years shows that the loss of foreign reserves of Central Banks is accelerated by capital flight through trade mis-invoicing while decreasing tax revenue. It diminishes governments’ debt-servicing capacity and worsens the incidence of balance of payments crises. Capital outflows are a diversion of domestic savings out of the economy and deplete domestic resources, compelling governments to absorb more and more foreign debt to finance domestic investments, exacerbating debt unsustainability. Needless to say that these observations are clearly applicable to the course of Sri Lankan economy over the past three decades as we have emphasised repeatedly in earlier statements.

IMF Budget” for the People, Non-IMF Concessions for Corrupt Businessmen

The government is imposing an ‘IMF budget’ on Sri Lanka, making life unbearable to ordinary Sri Lankans, particularly working and poor people. We hope that the CBSL Governor is able to see the ground from the tall towers he occupies and observe how people are not eating any longer because they can’t afford food; have restricted even essential travel for medical and education purposes; live in the dark because electricity has become a luxury; and have children not going to school because of hunger and costs. His ‘belief’ is costing the lives of millions in Sri Lanka. Hence, we as trade unions, civil society organisations, economists and concerned professionals ask the obvious question – Why has the Government failed to move an inch on the observations and recommendations of institutions such as the IMF on illicit financial outflows? Why is the Government burying its head in sand while their friends, the business elite, loot money out of this country and deny our country of much needed foreign exchange?

The CBSL should therefore immediately implement a coordinated mechanism integrating itself with commercial banks and the Customs Department to investigate the issue and repatriate illicitly transferred, funds starting from most recent transactions. Instead of speculating on the credibility of GFI and the extent of trade mis-invoicing which are already recognised by international organisations like the UN, World Bank, IMF and ADB, the CBSL should collaborate with GFI and UNCTAD to further clarify the findings on Sri Lanka that emerged from 2021GFI report. In the absence of no such an initiative being even proposed by the CBSL Governor, we can only conclude that the CBSL is complying with the criminal corporate-political corruption that has driven the economy to the ground and ordinary Sri Lankans into destitution.

Continuing his engagement with the key officials of the Government of India, the High Commissioner of Sri Lanka in New Delhi Milinda Moragoda met with the Principal Secretary to the Prime Minister of India Dr. Pramod Kumar Mishra at the Prime Minister’s Office.

The meeting between the Principal Secretary to the Prime Minister and the High Commissioner of Sri Lanka was held in a very cordial manner, and a range of issues pertaining to the bilateral relationship was discussed. High Commissioner Moragoda also followed-up with Principal Secretary Mishra on the invitation that Prime Minister Narendra Modi has extended to President Ranil Wickremesinghe to visit New Delhi.

High Commissioner Moragoda thanked Dr. Mishra for the support India has been extending to Sri Lanka in the context of the present economic crisis. The Principal Secretary to the Prime Minister, while recalling India’s historical and deep ties with Sri Lanka, stated that it was India’s duty to help its neighbour when it faced a crisis.

The Sri Lankan High Commissioner also stressed the vital role that India could play in Sri Lanka’s economic recovery phase through tourism. The discussion focused on the ways and means to enhance bilateral cooperation in the tourism sector, including at the State level, using the MoU signed between Sri Lanka and the State of Gujarat in 2009 when Prime Minister Narendra Modi was the Chief Minister of Gujarat and High Commissioner Moragoda was the Tourism Minister of Sri Lanka, as a template.

During the past few weeks, High Commissioner Moragoda also met with several other key officials of the Government of India, including Finance Secretary T.V. Somanathan, Cabinet Secretary Rajiv Gauba and Chairman of the NITI Aayog Parameswaran Iyer.

A cabinet rank official, Dr. Mishra has been serving as the Principal Secretary to Prime Minister Narendra Modi since September 2019.

New Delhi, February 14 (NDTV): Income Tax officials searched the BBC’s Delhi and Mumbai offices today and seized phones and laptops, weeks after a massive controversy over the UK national broadcaster’s documentary on Prime Minister Narendra Modi and the deadly sectarian riots in Gujarat in 2002.

The taxmen sealed off the offices for a survey” linked to alleged diversion of profits and irregularities in transfer pricing involving the BBC (British Broadcasting Corporation).

The survey will continue at least till tomorrow and the officials are expected to search all night at the offices. Sources say, the Income Tax authorities are checking account details dating as far back as 2012.

Documents were seized and phones and laptops of journalists were taken away. Employees were allowed to leave six hours after the searches began, only after their laptops had been scanned. Visuals showed some employees arguing with the officials.

The officials used the keyword tax” to search for information on the desktops after asking employees to log in, a BBC journalist told NDTV.

BBC, in a memo to staff, asked those not in office to stay away. It has also asked its staff to avoid commenting on social media on the searches.

Tax officials insisted that this was a survey, not a search, and that the phones would be returned.

We needed some clarifications and for that our team is visiting BBC office and we are carrying out a survey. Our officers have gone to check account books, these are not searches,” Income Tax sources asserted, adding that they asked the BBC’s finance department for details of balance sheets and accounts.

The opposition accused the government of targeting the BBC for airing a documentary critical of PM Modi over the riots that swept Gujarat in 2002, when he was Chief Minister. The Editors Guild of India said the raids were part of a wider trend of using government agencies to intimidate or harass press organisations that are critical of government policies”.

The two-part series, India: The Modi Question”, was taken down from public platforms last month. The Centre used emergency powers under IT Rules to block YouTube videos and Twitter posts sharing links to the documentary. The government slammed the documentary as hostile propaganda and anti-India garbage”.

Opposition leaders and students protested against what they called blatant censorship by organising public screenings of the documentary, which led to clashes on campus between students, college authorities and the police.

The ruling BJP tore into the BBC for what it called venomous, shallow and agenda-driven reporting” and said the Income Tax department should be allowed to do its job. No individual or agency can be above the law. If they are working in India, they need to follow Indian law. If they have not done anything illegal, then what’s the worry? Why are the opposition parties defending the agency for cheap and petty politics,” said BJP spokesperson Gaurav Bhatia. He also mocked the BBC as Bhrasht, Bakwas Corporation (Corrupt, nonsensical corporation)”.

Last week, the Supreme Court rejected a request for a complete ban on BBC in India over the documentary, calling the petition entirely misconceived”.

There has been an increasingly pressured environment for the media since Modi came to power in 2014. Journalists and news organisations that have published work critical of the BJP government have faced harassment, raids, criminal cases and tax investigations, and India has dropped to 150 out of 180 in the World Press Freedom Index.

The Editors Guild of India described the actions of the income tax department as part of the trend of using government agencies to intimidate and harass press organisations that are critical of government policies or the ruling establishment”.

The BBC is just the latest organisation to be hit with a tax evasion investigation following reports that have reflected poorly on the Modi government. Tax raids have been carried out on Oxfam and several thinktanks, while Amnesty International, which had documented the erosion of human rights and persecution of minorities, had to shutter its India operations in 2020 after its accounts were frozen by a central government agency.

Amnesty called the raid on the BBC a blatant affront” to freedom of expression. The Indian authorities are clearly trying to harass and intimidate the BBC over its critical coverage of the ruling Bharatiya Janata party,” said Aakar Patel, the chair of Amnesty International India’s board.

PTI said that there was shock in the UK” as news of the survey unfolded early on Tuesday morning. There was a broad consensus that the action was linked to the BBC documentary, which was banned in India by the government.

Everyone’s shocked and no one is fooled that today’s tax survey, as it’s being called, is a retaliation to the recent BBC documentary The Modi Question,” said Mukulika Banerjee, a leading author and academic at the London School of Economics (LSE).

The BBC is an independent public broadcaster so if it puts out a documentary, it is not acting at the behest of the British government. In fact, BBC journalists routinely grill the British PM and all elected officials holding them accountable for their actions. The word ‘independent’ means just that,” she said, according to PTI.

Finally, the Indian government has appointed India as the ‘Mother of Democracy’ during its year of the G20 Presidency and plastered posters across every inch of the country proclaiming that. It should know then that one of the basic principles of being a democracy is to recognise that press freedom is an essential central pillar of a functioning democracy. They really need to understand that this is what press freedom looks like. And stop its shameful harassment of the BBC in Delhi and Mumbai,” she added.

The South Asia Solidarity Group, a human rights organisation based in the UK, dubbed it a blatantly vindictive move”.

In the wake of the government’s ban on sharing extracts or screening the documentary, this raid makes it clear that the Modi government will attack all those who criticise Narendra Modi, the BJP and those close to them,” said Mukti Shah, spokesperson for the group, according to PTI.

Governor for expanding bilateral trade with Sri Lanka

LAHORE   –   Governor Punjab Muhammad Balighur Rehman has said Pakistan and Sri Lanka have cordial relations and exist­ing bilateral coopera-tion be­tween the two countries can be further expanded.

Talking to a delegation of Sri Lanka – Lahore Business Council, led by Honor-ary Consul General of Sri Lanka, Yasin Joya, during a meeting at the Gover-nor’s House here on Monday, he said Sri Lankan students are studying in the universities of Pakistan and there are vast possibilities of cooperation be-tween the two countries in education, health and social sectors. The Gover­nor Punjab appreciated the Sri Lanka Lahore Business Coun­cil and Giving Sight Founda­tion Sri Lanka for helping in providing human eye corneas to the citi-zens of Pakistan.

The meeting discussed ways to enhance bilateral coopera­tion in trade and other fields.

The delegation proposed to sign a Memorandum of Under­standing (MoU) with the hospi­tals of South Punjab to provide human eye cornea for human eye transplan-tation. The del­egation said that the purpose of the MoU is to give access to the facilities of eye corneal trans­plant to the local people there. The Gover-nor Punjab appreci­ated the proposal of the delega­tion and assured efforts for its implementation.
