To the attention of the Sri Lankan Media Minister: ‘Teacher stuck on a horn”

Watching the 11:55 A.M. Hiru News/January 7, 2021 (Live Stream) I was dismayed by a news ticker in Sinhala characters that flashed intermittently during a news item that covered a press briefing presided by His Eminence Malcom Cardinal Ranjit, the Archbishop of Colombo, who was raising concerns about some environmental degradation taking place in a wetland area in the name of development. The Sinhalese language crawler ran: angaranda  guruvaraya madya hamuve paevasu adahas” (Views expressed by the Archbishop before the media). However, the correct Sinhala equivalent for ‘Archbishop’ which is meant here is ‘agaradaguruhimi’, not ‘angaranda guruvaraya’. The second is mocking and irreverential towards His Eminence, whom all Sri Lankans hold in high esteem as a courageous religious leader who always rises above politics in speaking up for their welfare and their interests.

‘Angaranda guruvaraya’ literally means not Archbishop, but ‘teacher stuck on a horn’. The word ‘guruvaraya’ is disrespectful in this context. What the person wants to achieve by this nasty gesture/joke may be left for the intelligent reader to guess. This reminded me of a similar outrage committed by a TV cameraman during the live broadcast of the ceremonial oath taking of President Gotabaya Rajapaksa in the sacred precincts of Ruvanmelisaeya at Anuradhapura in 2019: the cameraman flashed a momentary closeup of the face of the king Dutugemunu statue there caught in a really scary perspective. No doubt, many viewers felt unexpectedly shaken by a horrible visage on that auspicious occasion.

Media institutions must discipline the uncultured individuals who are responsible for such dastardly acts.

COVID 21- The Trump Virus affects 74 million

It is 97 years since H L Mencken’s comment was reportedly published in the Baltimore Evening Sun on the 26th of July 1920.

Who was this person? As per the Wikipedia Henry Louis Mencken (September 12, 1880 – January 29, 1956) was an American journalist, essayistsatiristcultural critic, and scholar of American English. He commented widely on the social scene, literature, music, prominent politicians, and contemporary movements. His satirical reporting on the Scopes Trial, which he dubbed the “Monkey Trial,” also gained him attention. As a scholar, Mencken is known for The American Language, a multi-volume study of how the English language is spoken in the United States. As an admirer of the German philosopher Friedrich Nietzsche, he was an outspoken opponent of organized religiontheismpopulism, and representative democracy, the last of which he viewed as a system in which inferior men dominated their superiors. Mencken was a supporter of scientific progress and was critical of osteopathy and chiropractic. He was also an open critic of economics. Mencken opposed the American entry into both World War I and World War II. Some of the terminology in his private diary entries has been described by some researchers as racist and anti-Semitic, although this characterization has been disputed. His attitude to African-Americans reflected the conservative paternalism of his era and “the kind of anti-Semitism that appears in Mencken’s private diary may be found elsewhere: for example, in the early letters of Eleanor Roosevelt and Adlai Stevenson.”

The world could judge whether Mencken’s prediction 97 years is accurate and whether the incumbent in the White House is a downright fool and a complete narcissistic moron”.  The events that unfurled since the Presidential election on the 3rd of November and what was witnessed today (6th January 2021) perhaps will strengthen and confirm Mencken’s prediction 97 years after that prediction.

How else could one describe the happenings since November 3rd? Only a fool would pursue with the litany of challenges that President Trump engaged in directly and indirectly through his cronies. The legality and the admissibility of all challenges had failed one after the other. But, Trump continued unfazed. His accusations that there was mass scale fraud and failures in the voting system and mechanisms, were unproven in every State where he made such challenges. The Senate runoff election contradicted his stand that he had won Georgia by hundreds and thousands” of votes.

The runoff election delivered both Senate seats to the Democratic party and the hundreds and thousands” of votes never materialised for the GOP contestants.

Why is the President a fool? A simple reason. He has been in power for 4 years and both houses of congress have been in Republican control during his tenure. If fraud occurred due to systemic and systematic shortcomings in the election system, the man who presided over the system was none other than Trump himself. It is then his lack of leadership and ability to manage the system by working closely with State leaders, both Republican and Democratic, to address shortcomings, if any, and loop holes, if any, the crux of the problem. When he accuses others of fraud and mismanagement, he is in fact spitting in the air with his face up. All the legal challenges have concluded that he has not been able to produce any acceptable evidence of substantial fraud or mismanagement. Trump should be happy that he had a good system working!

What about a person being a narcissistic moron? Help Guide.Org states that a Narcissistic personality disorder involves a pattern of self-centered, arrogant thinking and behavior, a lack of empathy and consideration for other people, and an excessive need for admiration. Others often describe people with NPD as cocky, manipulative, selfish, patronizing, and demanding”

It is difficult to argue that Trump has not shown these characteristics although it is left to the readers to dwell on his behaviour and make up their own minds.

A Moron? Who is a moron? Dictionaries uniformly describe a moron as a person who is notably stupid or lacking in good judgment. The encouragement given to the mob invasion of the Congress to thwart a hitherto ceremonial final constitutional process of ratifying the electoral college vote was, for many, the last straw. This lack of judgement on what is more important, whether it’s himself or the country and law an order, demonstrated an elevated degree of stupidity.

Whilst not wishing to pre judge President Trump, his record after four years in office, and especially his judgement and actions since he lost the election so convincingly to Joe Biden, does not auger well for him and his place in history. Above all, he has cast doubts on the key plank of democracy, law and order, in a country that championed democracy throughout the world.

He has divided his own country and he has extinguished the flame that the USA held as the citadel of democracy. He has brought it closer to the rank of third world countries as far as law and order is concerned, and who were lectured incessantly by the USA about democracy and law and order. He leaves office as the Emperor without clothes.

Another aspect to his performance is how he has managed to infect some 74 million of his countrymen with the deadly virus he is carrying, COVID 21. While COVID 19 affected the lungs, COVID 21 appears to have affected the brain. It is unlikely that a vaccine could be found for this virus. Joe Biden and Kamal Harris have a monumental task to bring some degree of sanity back to a divided country.

Meanwhile, the principle adversaries of the USA, China and Russia are perhaps raising toasts in celebration of what the last four years have done to the USA, and if they had a hand in it, congratulating themselves for winning a bloodless battle.

The USA needs to be strong in the democratic front as the alternative of rising authoritarianism is not a welcome development. The expansion of Chinese and Russian dominance in the world needs to be kept in check and the USA needs to give leadership to all forces who desire this to happen.

Joe Biden and Kamala Harris, just confirmed as the next President and the Vice President of the USA by a joint session of the congress, have a monumental task to undo the damage done by the outgoing President and restore the seriously damaged credibility of the USA.

The Indian Foreign Minister arrived in Sri Lanka on Tuesday. His schedule includes discussions with the President, Prime Minister and the Foreign Minister.  Any visit by any Indian minister or senior official is important, this is undebatable. Not because ‘we are old friends’ or ‘have a long, shared history’ (the ‘friendship’ is debatable and the ‘history’ has been by and large sordid).

That said, things can change (very slowly, yes). Prime Minister Modi is not exactly a clone of the late Prime Minister Rajiv Gandhi who thought the Indo-Lanka Accord of 1987 would be the Bhutanization of Sri Lanka. Nothing wrong in hoping that he has abandoned the age-old Kautilyan foreign-relations ‘non-negotiables’ of fighting with closest neighbors and being friends with those beyond. India is not friends with China (despite the massive volume of trade between the two countries). India is more than cosy with the United States of America and Jaishankar has had a lot to do with improved relations.

The USA is not Sri Lanka’s friend. Let’s get that straight and out of the way. So when the USA gets pally with India after showing disappointment that Sri Lanka wasn’t interested in the Millennium Challenge Corporation Compact, Sri Lanka should be wary of any Indian moves. The USA’s ideological and political allies in Sri Lanka (including ex-Deputy Governors of the Central Bank, SJB parliamentarian Harsha De Silva, and the [un]thinking tank Advocata) appear to be more upset than the US Ambassador over this non-event. Some have screamed, ‘repercussions!’

Well, India has buddied with the USA to set up the ‘Quad’ or the Quadrilateral Security Dialog which includes Japan and Australia, which is clearly a move to contain China’s rise in the region and of course the world. Some call it the Asian NATO. The Indian Defense Secretary recently insulted Sri Lanka during a visit to Nepal, warning (yes!) that country from getting assistance from China. China, by the way, is not Sri Lanka’s best friend in terms of aid. That ‘distinction’ goes to Japan.

This is not all the context there is. There’s the impending UNHRC sessions in Geneva. The by now par-for-the-course surrounding noise has been made by the Washington-led media and of course the Washington-dependent rights outfits. Sri Lanka is set to be hauled over the coals. Yes, the USA has pulled out from that ‘Cesspit of bias’ but that hasn’t stopped Uncle Sam from leveraging its allies to get the dirty work done. It’s an ideal time for India to play ‘friend!’ If there is a resolution against Sri Lanka, India won’t object. India might not even support it. However, India is most likely to do the friend-thing: dilute the resolution. And Sri Lanka would be required to applaud.

The big-deals will take place in this context. The Eastern Terminal for example. India is actively sabotaging the Colombo Port already through an Indian company and taking control of the terminal would put Sri Lanka at India’s mercy. India, once its port operations in the Andaman Islands are done, will ‘gracefully leave.’ And Sri Lanka would be required to applaud. Again. And again.

Subramanyam Jaishankar is no baby. He’s a seasoned operator. A career diplomat, Jaishankar was once the Secretary, Foreign Ministry. He knows India, Indian interests and how the world operates. No wonder that Tata made him ‘President – Corporate Affairs’ when he retired. Before that, though, he had already established excellent relations with the USA, playing a key role in hammering out the Indo-US civilian nuclear agreement. And just a few months ago on behalf of India he inked the Basic Exchange and Cooperation Agreement on Geospatial Cooperation (BECA) with the USA.

So, friends, this is no routing courtesy call. It’s business. As usual. For India. Or anyone else for that matter. Jaishankar is taking care of Indian interests. As always there’s give and take, more of the former as far as Sri Lanka is concerned. We are not in the right market here, so we can haggle only so much about the price.  

Jaishankar will no doubt come with some sugar because deals often have to be sweetened. Going from the sound bytes we’ve heard or rather been made to listen to, it’s like to be something to do with a vaccine to combat Covid-19. India can easily spare a few pricks and offer the rest on a concessionary loan. Sri Lanka would be required to applaud.

So, friends, once the joint statement is released or when India or Sri Lanka or both issue statements, let’s resolve to read them carefully. Let’s read between the lines. Let’s keep context in mind. Let’s remember histories that have left bloodstains behind and whose shadows will invariably fall on Sri Lanka come the UNHRC sessions.
Does India want to start on a fresh page? Well, India would like us to believe they do. Will they? Will they? Unlikely. If that were the case, the Indian Defense Secretary wouldn’t have tossed around disparaging comments. If it’s about give and take, no-free-lunches and such, then India should not have any problem with the paid-for lunch or the lunch-on-credit (as per their preferred narrative) that China offers.
Subramanyam Jaishankar is a professional turned politician. That’s good for India. How good is it for Sri Lanka? Let’s not bet on such things, shall we?

සද් භාවයෙන් ජනතාවට සේවය කරපු කිසිම රාජ්‍ය නිලධාරියෙකුට දඬුවමක් දෙන්න බැරි ව්‍යවස්ථානුකූල ආරක්ෂාව ලබාදීමට බලාපොරොත්තුවන බව ගරු අග්‍රාමාත්‍ය මහින්ද රාජපක්ෂ මහතා අද 2021.01.07 දින අරලියගහ මන්දිරයේ ප්‍රධාන ශාලාවේ දී පැවැසීය.

ගම සමඟ පිළිසඳර – වැඩ සමඟ යළි ගමට ජාතික වැඩසටහනේ රාජ්‍ය නිලධාරින් දැනුවත් කිරීමේ වැඩසටහනට එක්වෙමින් අග්‍රාමාත්‍ය මහින්ද රාජපක්ෂ මහතා මේ බව අවධාරණය කළේය.

අග්‍රාමාත්‍යතුමා කළ සම්පූර්ණ කතාව මෙසේය,

2021 අයවැය යෝජනාවලියෙන් අපි විශාල මුදලක් රටේ දේශීය කර්මාන්ත සංවර්ධනයට වෙන් කරලා තිබෙනවා. මේ අයවැයෙන් පොදු ජනතාවට මොනවත් නෑ කියලා අපේ විවේචකයෝ අපිට චෝදනා කළා. නමුත් මතක තියාගන්න අපි කොයි වෙලාවකවත් නිකන් සල්ලි බෙදන ව්‍යාපෘති පටන්ගත්තේ නෑ ඉතිහාසයේ. ඡන්ද බලාගෙන හදපු අකුරක්, කොමාවක් මේ අයවැය ලේඛනයේ නෑ. අපි ඒ ප්‍රෝඩාව ජනතාවට කරන්නේ නෑ කියලා අපි හැමදාම කියලා තියෙනවා. අපි කරන්නෙත් නෑ. මේ අයවැය වෙන් වෙන්නේ ගමේ ගොවියා, ධීවරයා, කර්මාන්තකරුවා ගොඩනගන්න. ඒ නිසා  මේ අයවැය යෝජනාවලිය ක්‍රියාත්මක කරන්න විදේශීය විශේෂඥයෝ අපට අවශ්‍ය නැහැ, විදේශීය උපදේශකයෝ අපිට අවශ්‍ය නැහැ, විදේශීය මූල්‍ය විශේෂඥයෝ අපිට අවශ්‍ය නැහැ. ඒ නිසා මේ අයවැය යෝජනා ක්‍රියාත්මක කරන්න ඉන්නේ අපේම රජයේ නිලධාරීන්. මේ අයවැය යෝජනා පොළොවට ගේන්න ඉන්නේ තමුන්නාන්සේලා. ගෙනියන්න ඉන්නේ.

මිත්‍රවරුනි ,

මේක අමාරු වැඩක් බව අපි දන්නවා. හැබැයි ඒ අමාරු වැඩේ කරන්න වෙන්නේ ඔබට. ඔබ තමයි මෙතෙක් කරෙත්. ඒ අපේ රටේ ගමේ ජනතාවත් එක්ක එකතු වෙලා. ඒ ජනතාව ව්‍යවසායකත්ව දැනුම ලබපු, විශාල පුහුණුවක් ලබපු, ආයතන වල වැඩ කරලා හුරුව තියෙන අය නොවෙයි. ඒ අයට තමුන්නාන්සේලාට උදව් කරන්න සිදු වෙනවා. නිලධාරීන් සහ ජනතාව අතර තියෙන පරතරය අවම කරගන්න වෙනවා. රජයේ නිලධාරීන් වන තමුන්නාන්සේලා ආණ්ඩුවේ අදහස තේරුම් ගන්න ඕන.

“ගම සමඟ පිළිසඳරක්” වැඩසටහන කරගෙන යනකොට අපිට තේරෙනවා ජනතාව ඉල්ලන දේ. පොතේ තියෙන දේවලුයි, පරිපාලන රෙගුලාසිවල (AR), මුදල් රෙගුලාසිවල (FR) තියෙන දේවලුයි ජනතාව ඉල්ලන දේවලුයි අතර විශාල පරතරයක් තිබෙනවා. ඒවා ජනතාවගේ අවශ්‍යතා වලට ගැළපෙන ආකාරයට හසුරුවාගෙන වැඩ කරන අභියෝගය තමයි ඔබට තිබෙන්නේ. දැනට පවතින නීති හා රෙගුලාසි බොහොමයක් යල් පැන ගිහින්.

මිත්‍රවරුනි,

බොහොම දෙනෙක් හිතනවා අපි රූලෙන් පිට, නීතියෙන් පිට වැඩ කළොත් අමාරුවේ වැටෙනවා කියලා.මොකද යහපාලන ආණ්ඩුව මේ රටට කළ ලොකුම ද්‍රෝහිකම තමයි මේ රටේ රජයේ නිලධාරීන් ජනතාවට සේවය කරපු නිසා බන්ධනාගාර ගත කරපු එක. මට මතකයි ජාතික ආපදා අවස්ථාවක ගංවතුර ආධාර බෙදුවා කියලා හිටපු හමුදාපතිවරයාව එෆ්.සී.අයි.ඩී එකට ගෙනල්ලා ප්‍රශ්න කළා. සිල් රෙදි බෙදා දුන්නා කියලා ජනාධිපති ලේකම්වත්, විදුලි සංදේශ නියාමන කොමිසමේ අධ්‍යක්ෂ ජනරාල් අනූෂ පැල්පිටවත් බන්ධනාගාර ගත කළා කියලා ඔබ දන්නවා. අපි මේ තත්ත්වය තේරුම් අරගෙන තියෙන්නේ. හැබැයි අපි මේකට පිළියමකුත් යොදනවා. සද්භාවයෙන් ක්‍රියා කරපු කිසිම නිලධාරියෙකුට දඬුවමක් දෙන්න බැරි බවත් ඒ සඳහා අවශ්‍ය ව්‍යවස්ථානුකූල ආරක්ෂාව ලබා දෙන්න අපි බලාපොරොත්තු වෙනවා. සිල් රෙදි නඩුවෙන් නිදහස් වුණ ලලිත් වීරතුංග, හිටපු ජනාධිපති ලේකම්වරයා ජනතාවට කිව්වේ මොකක්ද? සද්භාවයෙන් ජනතාවට සේවය කරන කිසිම වෙලාවක වරදින්නේ නැහැ කියන එක. ඒ නිසා පවතින නීති රීති වලින් ඔබ්බට ගිහිල්ලා මේ මුදල් ජනතා සුබසිද්ධිය වෙනුවෙන් පරිහරණය කරන විදිහ ගැන, පළපුරුද්දක් තියෙන තමුන්නාන්සේලා දන්නවා ඇති.

අමාත්‍යංශවල ඇමතිවරයාත්, ලේකම්වරුත්, නිලධාරිනුත් අතර හොඳ සම්බන්ධයක් තියාගන්න ඕන. අපි විශාල තරුණ මන්ත්‍රීවරු පිරිසකට අවස්ථාව ලබාදීලා තිබෙනවා රාජ්‍ය ඇමතිවරුන් වශයෙන් කටයුතු කරන්න. අපේ ඇමතිවරු වැඩකරන විට අමාත්‍යංශ ලේකම්වරු, දිස්ත්‍රික් ලේකම්වරුත් එක්ක සුහඳ සම්බන්ධතාවයක් පවත්වාගෙන යන්න ඕන බව ඔවුන් දන්නවා. මේ අය ජනතාවගෙන් වගේම අමාත්‍යංශ නිලධාරින්ගෙනුත් ඉගෙන ගන්න ඕන.

මට මතකයි 1970 එදා මන්ත්‍රීවරයෙක් වශයෙන් තේරුණ වෙලාවේ සිරිමාවෝ බණ්ඩාරනායක මැතිණිය දිස්ත්‍රික් සම්බන්ධීකරණ සංවර්ධන කමිටුවේ නියෝජිතයා හැටියට මාව පත් කොට යැව්වා. එදා එතුමිය හම්බන්තොට දිසාපතිවරයාට කතා කරලා කිව්වා මහින්දව එවනවා, මහින්දව බලා ගන්න. දිසාපතිට කියනවා මන්ත්‍රීවරයව බලා ගන්න කියලා. ඒ එදා බණ්ඩාරනායක මැතිණිය වැඩ කරපු හැටි.  ලාබාලතම මන්ත්‍රීවරයා වුණාට පාර්ලිමේන්තුව නියෝජනය කරාට සිරිමාවෝ මැතිණිය කිව්වේ ගිහිල්ලා නිලධාරීන්ගෙන් ඉගෙන ගන්න කියලා. මේ තරුණ මන්ත්‍රීවරුන්ටත්, ඇමතිවරු වෙච්ච තරුණ මන්ත්‍රීවරුන්ටත් මම කියන්නේ ඒ කාරණයයි. හොඳට මතක තියා ගන්න.

ඒ වගේම අපි ආණ්ඩුවක් කරගෙන යන විට රජයේ නිලධාරීන්ම පමණක් නොවෙයි, විශේෂඥ දැනුම තියෙන, කාර්යක්ෂමතාව තියෙන, තරුණකම තියෙන නොයෙක් පාර්ශව සම්බන්ධ කරගන්න ඕන. අපි කවුරුත් සාමූහිකව වැඩකරන්න ඕන. මතක තියාගන්න ආණ්ඩු යනවා එනවා. එනවා යනවා. නමුත් රාජ්‍ය පවතිනවා. ඒක තමයි සත්‍යය.

කොරෝනා වසංගතය එක්තරා ආකාරයකට රාජ්‍ය සේවයේ ශක්තිය පරීක්ෂා කළ අවස්ථාවක් බව මම කියන්න ඕන. කොරෝනා වසංගතයට මුහුණ දෙන විට අපිට සිද්ධ වුණා උපරිම වශයෙන් නවීන තාක්ෂණය භාවිතා කරමින් වැඩ කරන්න. කරමින් වැඩ කරන්න. ඒ තාක්ෂණය භාවිතා කරලා ජනතාවට සේවය කරන්න. විශාලම අභියෝගය වුණේ අපිට අධ්‍යාපනයට. ගුරුවරයාට ගෙදර ඉඳන් තමන්ගේ  දූ දරුවන්ට උගන්වන්න සිදු වුණා කියාලා ඔබ දන්නවා. මම කියන්න සතුටුයි මොන දුෂ්කරතාවය ආවත් මේ රටේ ගුරුවරු  ඒ අභියෝගය භාර ගත්තා. ගෙදර ඉඳගෙන දරුවන්ව ගෙවල් වල තියාගෙන  ඉගැන්වූවා. උගන්වනවා. එක අතකින් ඒක රජයේ සේවයේ අය කරපු විශාල මෙහෙවරක්. පෞද්ගලික අංශයේ අය වගේම රජයේ සේවකයිනුත් ඔන්ලයින් ක්‍රමය යටතේ හොඳින් වැඩ කළා. අපේ රටේ රාජ්‍ය සේවය ජනතාව වෙනුවෙන් සිය යුතුකම නිවැරදිව ඉටුකළා. ඉටු කරලා තියෙනවා.

මේකෙන් පේනවා රජයේ නිලධාරීන්ට ඕනම මොහොතක අලුත් දෙයක් වැළඳගන්න නම්‍යශීලිව වැඩ කරන්න පුළුවන් කියලා. සමස්ත රාජ්‍ය සේවයම මේකෙන් පාඩමක් ඉගෙන ගන්න ඕනෑ. නූතන තාක්ෂණය රජයේ ආයතනවලට වේගයෙන් අනුගත කරගන්න ඕනෑ. ඒක අවශ්‍යයි කළ යුතුයි. ඒක අමාත්‍යංශ ලේකම්වරුන් වන ඔබගේ වගකීමක්. මේ ලැබුණු අවස්ථාවෙන් ප්‍රයෝජනය ගන්න ඕනෑ. සෑම විටම නූතන තාක්ෂණය  යොදාගෙන ජනතාව අතරට යන්න තමුන්නාන්සේලා උත්සහ කරන්න ඕනෑ. අපිට ඕනෑ කාර්යක්ෂම රටක්. දශක ගණනාවක් මඟහැරුණු වැඩ  රාශියක් අපිට තියෙනවා ඉටු කරන්න.

තමුන්නාන්සේලා දන්නවා ශ්‍රේෂ්ඨාධිකරණයට අලුතෙන්ම විනිසුරුවරුන් විසිදෙනෙක් ජනාධිපතිතුමා පත් කළා. ඒ පත් කළේ මේ රටේ අධිකරණයේ ගොඩගැහිලා තියෙන නඩු විශාල නඩු ප්‍රමාණයක් ඉක්මණින් විසඳන්න. රටට යුක්තිය ඉටු කරන්න. ඒ යුක්තිය සියලු රාජ්‍ය ආයතන වලින් ඉටු කරන්න ඕන කියන කාරණය මම මතක් කරනවා. අපිට ඕනෑ බැනුම් අහන්නේ නැති රාජ්‍ය සේවයක්. අපිට ඕනෑ රාජ්‍ය වගේම ආණ්ඩුවත්, ආණ්ඩුව වගේම රාජ්‍යත් වගකීමක් ඇතුව ජනතාවට සේවය කරන තැනට ගේන්න.

අපි බලයට පත් වුණ සෑම අවස්ථාවකම ජනතාව අපේක්ෂා කළ වගකීම් අපි ඉටුකළා. අපි යුද්ධය අවසන් කළා. ආපස්සට ගියපු ආර්ථිකය හා සංවර්ධනය ගොඩනැගීම වෙනුවෙන් අපි කටයුතු කළා. ඒ සෑම අවස්ථාවකදීම රාජ්‍ය සේවය අපිට උදව් කළා. ඉදිරියටත් මේ රට ගොඩනැගීමේදි තමුන්නාන්සේලාගේ උපරිම සහය අපි බලාපොරොත්තු වෙනවා.

ඇතැම් කෝටිපති ලොතරැයි ජයග්‍රාහකයන් දුර්වල මුදල් පරිහරණය හේතුවෙන් හිටපු තත්ත්වයටත් වැඩිය පහළ මට්ටටමට වැටී ඇති නිසා ජයග්‍රාහී මුදල් දූ දරුවන්ගේ පවුලේ හා අවසානයේ රටේ යහපත වෙනුවෙන් යොදවන්න යැයි අග්‍රාමාත්‍ය මහින්ද රාජපක්ෂ මහතා පැවැසීය.

සංවර්ධන ලොතරැයි මණ්ඩලයේ කෝටිපති කප්රුක හා ජයෝදා ලොතරැයිපත්වලින් බිහිවූ සුපිරි කෝටිපති ජයග්‍රාහකයින් දෙදෙනෙකු සඳහා අද 2021.01.07 දින අරලියගහ මන්දිරයේදී චෙක්පත් ප්‍රදානයට එක්වෙමින් අග්‍රාමාත්‍ය මහින්ද රාජපක්ෂ මහතා මේ බව අවධාරණය කළේය.

කෝටිපති කප්රුක 652 වන වාරයේ සුපිරි ජයමල්ල රු. 87,991,625/- ක මුදල දිනාගත් අඹන්පොල කුමාර පතිරන්නැහැලාගේ සුනිල් මහතාට හා ජයෝදා 1717 වන වාරයේ සුපිරි ජයමල්ල රු. 57,138,276/- ක මුදල දිනාගත් ගල්ගමුව ඒ.ජී.බී.ජී.කොඩිතුවක්කු මහත්වරුන්ට අදාළ චෙක්පත් මෙසේ ගරු අග්‍රාමාත්‍යතුමා අතින් ලබා දුන්නේය.

මෙම ලොතරැයිපත් අලෙවි කරනු ලැබුවේ අඹන්පොල අලෙවි නියෝජිත යූ.ඩී.එල්.දිනේෂ් කුමාර මහතා හා ගල්ගමුව අලෙවි නියෝජිත ටී.එම්.එස්.බී.මැණිකේ මහත්මිය විසිනි.

ලොතරැයි ජයග්‍රාහයින් විසින් දිනා ගන්නා මුදල් සිය පවුලේ හා දරුවන්ගේ අනාගත අභිවෘර්ධිය වෙනුවෙන් පමණක් යෙදවීමට කටයුතු කරන්නැයි අග්‍රාමාත්‍ය මහින්ද රාජපක්ෂ මහතා උපදෙස් දුන්නේය.

ජයග්‍රහණය කළ මුදල් පෞද්ගලකිව දිනාගත්තද මෙම මුදල් නිසි පරිදි තමන්ගේ දියුණුව වෙනුවෙන් යෙදවීමට කටයුතු කරන්න. දූ දරුවන් මෙන්ම පවුලේ අනාගතය වෙනුවෙන් මෙම මුදල් කදිම ආයෝජනයක් ලෙස යෙදා ගත හැකියි. විශාල මුදල් ප්‍රමාණයක් ලැබූ පමණින් එම මුදල් අනවශ්‍ය දෑ සඳහා වැය කිරීමෙන් අවසානයේ කිසිවක් නැති තත්ත්වයට නැවත පත්වන්න පුළුවන්. ඇතැම් කෝටිපති ලොතරැයි ජයග්‍රාහකයන් මෙවැනි ජයග්‍රහණවලින් පසුව දුර්වල මුදල් පරිහරණය නිසා හිටපු තත්ත්වයටත් වැඩිය පහළ මට්ටටමට වැටිලා තියෙනවා. එවැනි උදාහරණ ඕනෑ තරම් අපට දැනගන්න ලැබිලා තියෙනවා. ඒ නිසා මේ මුදල් දූ දරුවන්ගේත් පවුලේත් අවසානයේ රටේ යහපත වෙනුවෙන් යොදවන්න යැයි අග්‍රාමාත්‍ය මහින්ද රාජපක්ෂ මහතා මෙහිදී සිහිපත් කළේය.

India’s foreign minister has told Sri Lanka’s president that the country will be prioritised when Indian-produced COVID-19 vaccines are ready for export, the president’s office said.

We are now looking at post-COVID cooperation and I carry back with me Sri Lanka’s interest in accessing vaccines from India,” said Jaishankar.

His Sri Lankan counterpart Dinesh Gunawardena said India’s ‘Neighbourhood First’ policy made a very positive impact on our health sector and the economy during the critical period, unprecedented crisis”.

India’s drug regulator has approved two vaccines for emergency use for COVID-19 – one developed by Oxford University and United Kingdom-based drug maker AstraZeneca, and another by the Indian manufacturer Bharat Biotech.

Serum Institute of India, the world’s largest vaccine manufacturing company, has been contracted by AstraZeneca to make one billion doses for developing nations, including India.

However, delivery of the vaccine outside India is likely to take a number of months.

COVID-19 cases have spiked in Sri Lanka in recent months. At least 217 people have died.

However, authorities were undecided on a vaccine until last month.

Jaishankar, who is on a two-day visit to Sri Lanka, also reiterated India’s backing for Sri Lanka’s reconciliation process and an inclusive political outlook” that encourages ethnic harmony.

The Indo-Sri Lanka Accord signed in 1987 called for the devolution of power to Sri Lanka’s Tamil minority regions and resulted in the 13th Amendment to the Sri Lankan constitution, which created provincial councils with a degree of decentralised power.

It is in Sri Lanka’s own interest that the expectations of the Tamil people for equality, justice, peace and dignity within a united Sri Lanka are fulfilled,” he said.

India in 1987 intervened to end the civil war between Sri Lankan government forces and minority ethnic Tamil rebels. Sri Lankan Tamils have familial, linguistic and cultural ties with Tamils in South India.

India sent a peacekeeping force to implement the agreement but ended up fighting with the rebels before returning home with heavy losses.

In 1991, a suspected Tamil Tiger suicide bomber killed former Indian Prime Minister Rajiv Gandhi, who had signed the agreement.

Sri Lankan government forces crushed the rebels in 2009, ending a 26-year civil war that killed at least 100,000 people, according to the United Nations.

Successive Sri Lankan governments have pledged to India that they will share more power with the Tamils to ensure peace, but President Rajapaksa, who was elected last November, has rejected the idea.

PM says no decision to hand over ECT to foreign company

Prime Minister Mahinda Rajapaksa told Parliament yesterday that no decision had been made to hand over the East Container Terminal (ECT) of the Colombo Port or part of it to a foreign entity, or involve a foreign venture in managing it.

Responding to a question raised by JVP leader Anura Kumara Dissanayake, the Prime Minister said that ECT would be developed by the government and no decision had been made so far to hand it over to a foreign company.

The PM said that the yahapalana government had inked an agreement over the ECT without involving the Ministry of Ports and Naval Affairs.

That agreement had been signed by the then Ministry of Development Strategies and International Trade with the Indian government.

The Prime Minister said the then government of Sri Lankan had reached an agreement with India and Japan as well.

The Phase 05 of the Jaya Container Terminal (JCT) had been delayed, and therefore to meet the growing demand at the Colombo Port three gantry cranes had been moved from there to ECT, said the Prime Minister.

බොහෝ දහම්වල ප්‍රශ්නයක් වන්නේ තමන්ගේ දැනුම් පද්ධතිය පමණක් හරිය කියා ඇදහීම. වෙනත් දැනුම් පද්ධතිවලට තැනක් නැහැ. සමහර රටවල රෝහල්වල බටහිර වෙදකම සමග තමන්ට ආවේණික වෙදකම් ද කිරීමට අවසර තියෙනවා. එහෙත් බොහෝ රටවල තත්වය එසේ නො වෙයි.

ලංකාවෙ පඬි නැට්ටන් නම් කියන්නෙ මේ රටේ තියෙන්නෙ සිංහල බෞද්ධ ස්වොත්තමවාදයක් කියල. මුස්ලිම් කොවිඩ් ආදාහනයත් ඒ ස්වොත්තමවාදය නිසා ඇති වූවක් බවයි කියන්නෙ. ඒත් කලකට පෙර මේ සිංහල අපගෙ රටයි කියන ගීය ගැයීම අර ස්වොත්තමවාදයට පයින් ගහල නතර කෙරුණා. ඒත් අපි තාමත් දූවිල්ලෙන් සැදුණු ලියේ බාලොලියේ ගීතය ගායනා කරනවා. වෙද හාමිනේ අප අතිනුත් අගය කෙරී තියෙනවා. මා හිතන්නෙ කොළඹ විශ්වවිද්‍යාලයෙන් තමයි එයට පළමු අනුග්‍රහය ලැබුණෙ කියල.

අප කවුරුන්වත් ඉල්ලා සිටියෙ නැහැ ඒ ගීතයෙ තියෙන්නෙ ක්‍රිස්තියානි/මුස්ලිම් සංකල්පයක් නිසා එය තහනම් කරන්න කියල. එහෙමත් නැත්නම් ජයන්ත චන්ද්‍රසිරිගෙන් ඉල්ලා සිටියෙ නැහැ ඒ ගීතය ඉවත් කරන්න කියල. ඝරසර්ප චිත්‍රපටයෙ සංස්කෘතික පසුබිම මොකක් වුණත් අප එය අගය කළා. එහෙත් හඳගම වැන්නන් සිංහල බෞද්ධ සංස්කෘතියට පහර දෙන චිත්‍රපට අධ්‍යක්‍ෂණය කරන විට අප ඒවාට තනි තට්ටෙන් යන්න පහර දුන්න.

දූවිල්ලෙන් තමයි දෙවියන් වහන්සෙ මිනිසා මැවුවෙ. දූවිල්ලෙන් සැදුණු ලිය එන්නෙ එතැනින්. දූවිල්ලෙන් දූවිල්ලට අළුවලින් අළුවලට. මේ ක්‍රිස්තියානි/මුස්ලිම් සංකල්පයක්. අද මුස්ලිම් බැතිමතුන් අතර ප්‍රශ්නයක් ඇති කෙරිල ආදාහනය පිළිබඳ ව. එය දේශපාලනඥයන්ගෙ වැඩක්. ඔවුන් තම දේශපාලන බලය රැක ගැනීමට මුස්ලිම් බැතිමතුන් උගස් තියනවා. මා කුරාණයත් බයිබලයත් කියවල තියෙනවා. ඒත් සූත්‍ර පිටකයෙ සූත්‍ර කිහිපයක් පමණයි කියවල තියෙන්නෙ. ඒක මට ප්‍රශ්නයක් නොවෙයි. සූත්‍ර පිටකයෙ හරය මට වැටහෙනවා. මා බෞද්ධයකු ලෙස පෙර භවවලත් ඉන්න ඇති.

මට බටහිර වෙදකම මත පදනම් වෙලා ආදාහන ප්‍රශ්නය ගැන කතා කරන්න ඕන නැහැ. බටහිර වෙදකම කොවිඩ් 19 ගැන දන්න ඉටි ගෙඩියක් නැහැ. ඒත් රෝගය පැතිරීම වැළැක්වීමට අප ක්‍රියා කරන්න ඕන. භූමදානය නිසා රෝගය පැතිරීමට ඉඩක් තියෙන බවට අඩු තරමෙන් සැකයක් තියෙනවා. සැකය නැති වූ දාක භූමදානයට කවුරුත් එකඟ වේවි. මා ආගමික විශ්වාසවලින් පහර දෙන්නෙ බටහිර විද්‍යාවට පමණයි. ඒ ඔවුන් එය ආගමක් නොවන බව කියන නිසා.

මුස්ලිම් බැතිමතුන්ට ආදාහනය කළ පමණින් ස්වර්ගයට යෑම ප්‍රශ්නයක් වෙනවා කියා මා හිතන්නෙ නැහැ. කුරාණයෙ අල්ලා දෙවියන් වහන්සේ තමයි ජීවිතය දෙන්නෙ, මරණයට පත් කරන්නෙ, පුනරුත්ථානය කරන්නෙ. කුරාණයෙ 36ඃ79 පාඨයෙ අහනව අස්ථි දිරාපත් වුණාට පස්සෙ ජීවය දෙන්නෙ කවුද කියල. එයට පිළිතුර අල්ලා දෙවියන් වහන්සෙ කියන එකයි. 37ඃ17 පාඨයෙත් එවැන්නක් කියනවා. භූමදාන කළත් ආදාහන කළත් මේ සිරුර විනාශ වෙලා යනවා. පිරමිඩ්වල තියල තියෙන සිරුරු හැර අපට බලන්න පුළුවන් සිරුරු කීය ද තියෙන්නෙ. ලෙනින්ගෙ සිරුර තාම තියෙනවා ද? භූමදානය කළත් ආදාහනය කළත් සිරුරු එක්කෝ දූවිලි වෙනවා නැත්නම් අළු වෙනවා. දූවිල්ලෙන් සැදුණු ලිය මිය ගිහින් අවුරුදු කිහිපයකින් අපට හොයා ගන්නවත් බැහැ. ඒ තැන්වල තිබුණු ගසුත් මැරිල ගිහින්. ඒත් භූමදානය කළත් ආදාහනය කළත් ආත්මය නැතිවෙන්නෙ නැහැ. බෞද්ධයන් කලබල වෙන්න ඕන නැහැ මා ආත්මයක් ගැන කතා කරනව කියල.

Expert virologists committee recommends cremation of Corona dead bodies (Video)

The Minister of Health Pavithra Wanniarachchi stated in Parliament today that the recommendations of the expert virologists committee that corpses of people who die of corona infection should be cremated will be implemented in the same manner.

She said that the recommendations made by the experts have already been referred to the main committee which is looking into the manner in which funerals will be performed of those who die due to Corona.

Meanwhile, Kumari Weerasekera, Secretary to the Ministry of Indigenous Medicine Promotion said at a media briefing today that clinical trials of the Sri Bhadra Dhamma syrup manufactured by Dhammika Bandara of Kegalle to prevent corona virus infection will commence from tomorrow or the day after tomorrow at the Methsiri Sevana in Anuradhapura.

Three new COVID-19 deaths push total to 222

Total lives claimed by the COVID-19 pandemic in Sri Lanka reached 222 today (January 07) as Director-General of Health Services confirmed three more virus-related fatalities.

According to the Department of Government Information, three men including an elderly person have died of coronavirus infection.

One of the victims was identified as a 53-year-old man from Meethirigala area. He had been receiving treatment at the Wathupitiwala Base Hospital when he passed away yesterday (January 06). The cause of death was cited as COVID-19 infection and asthma.

The second victim, a 62-year-old man from Beruwala area has died of COVID-19 pneumonia, secondary blood infection and kidney infection. He had been transferred from Iranawila Base Hospital to National Institute of Infectious Diseases (NIID) where he died today.

In the meantime, an 89-year-old who was residing in Colombo 14 also died today while suffering from COVID-19 pneumonia. This was recorded as a home death, the Government Information Department said.

532 Confirmed COVID-19 cases total hit 46,780

The total count of COVID-19 cases reported in Sri Lanka reached 46,780 as 277 more persons were tested positive for the virus. 

Reportedly, 231 of the new cases were confirmed as close contacts of the Peliyagoda fish market cluster while 39 others were confirmed from the prison cluster.

The remaining 07 were identified as arrivals from foreign countries – 03 from Italy, 03 from Sudan and 01 from Jordan.

According to Department of Government Information said 532 fresh cases have been detected within the day.

As per the Health Ministry’s data, 39,661 of the confirmed patients have made complete recoveries from the virus so far.

However, 6,897 active cases are still under medical care at selected hospitals and treatment centers across the country.

The death toll from the virus meanwhile stands at 222.

You will see from this map that all the rivers in the Island starting from the Central Highlands flow   in between these trend lines.   Not only the rivers but also the movement and storing of underground water table also conforms to this morphological foundation. Hence the possibility of whatever virus or germ that gets in to the underground water table at any point in the upstream area the tendency of spreading  downstream under gravity radially or storing in underground water bodies in all the directions all over the Island in no time.  Part of it also might come to the surface through capillary action. As such spreading a virus in all directions both lateral and vertical in no time and remaiming there from any death body with Covid 19 virus at any point in the country could be very high and therefore extremely risky.

I am only trying here to illustrate the behavior of the underground water table within this peculiar underlying geological Structure as a student of geography. It is therefore left for expert geologists and hydrologists to elaborate on this point. I hope those more knowledgeable in geology an d hydrology  will pick up from here and tell the world the imminent dangers of burying Covid 19 dead bodies in any part of this country in view of this peculiar geomorphologica]  and geological context that might help  the health authorities to explain to the rioting Muslim lunatics and opportunist politicians who care a damn for other’s lives on the large scale ramifications of burying Covid19  dead bodies

If cremation is so antireligious then how about the souls of those who commit suicide like Saharan. Why can’t these idiots realize that the dead is dead for good. No one knows where he or she has gone whether hell or heaven.  As such there is no point in dabbling with dead bodies. What we have to do is to protect the living in view of social justice. The decision of the government should be based purely on health advice and never petty political considerations. I warn all those politicians of all communities not to play with human lives for votes.

There is another serious countrywide disaster pending if Muslim Covid 19 death bodies get piled up in government hospital morgues. Firstly it might spread all over the hospital and they might become dysfunctional. If that happens, who will come to rescue those who need hospital care.? Will Alla come from heaven to look after those patients, I ask these rioting Muslim fanatics and politicians like Sirisena and those in the fold who support them

           වසංගත මගින් ඇති කළ බලපෑම යනු ලෝක ඉතිහාසයේ සෑම අවස්ථාවකම ඉස්මතු වූ රෝග තත්වයකි. සූර්ය ශක්තිය විසින් පාලනය කරන ලෝකය එහි උපරිමයට පත් වන විට වසංගත පැතිරෙන බව පැරණීයන් දැන සිටියහ.එම තත්වය තුළ රෝග පැතිරෙන කාලය තුළ ශරීර ප්‍රතිහක්තිකරණය බිහි කර ගැනීමටද සිරුරේ මල කොටස් බැහැර කොට හක්තිමත් කර ගැනීමද සිදු විය.නවම් මැදින් මාස වලදී ළමුන් සඳහා විරේක බෙහෙත් ලබා දීම සිදු වූයේ මේ පසුබිම මතය.එසේම දුරුතු සහ නවම් මාස වලදී ලැබෙන වැල් අල වර්ගයන් නිසි කලට ආහාරයට ගැනීමෙන් වෙසෙස් ශක්තියක් ශරීරයේ ගබඩා වෙන බව ඔවුහු දැන් සිටියහ. කෙටි නියන් සමයකින් පසු බක් මස ආරම්භයේ වට අක් වැස්සෙන් කුඩා පැලෑටි රාශියක් මහ පොළවේ ඉබේ හට ගනී.පැරණියන් සඳහන් කරන ආකාරයට දලු නවයක් හට ගැනිණ. මේ දලු නවය තුළ සූර්ය ශක්තිය යහමින් ගබඩා වී තිබුණි. මේ දලු කඩා ඇඹුල සාදා ආහාරයට ගැනීමෙන් ශරීර ප්‍රතිශක්තිකරණය උපරිමයෙන් සිදු බව පැරණි මුතුන් මිත්තන් නිරීක්ෂණය කළහ.

    ලංකාවේ මව්වරු සිංහල වෙදමහත්වරුන් ගේ උපදෙස් පරිදි දරුවෙකු ඉපදී දින කීපයකින් පමණ රත කල්කය ලබා දීම ආරම්භ කරති. රත්හඳුන්  වදකහ ප්‍රධාන රත කල්කය මගින් දරුවාගේ ප්‍රතිශක්තිකරණ පද්ධතිය ශක්තිමත් කරන බව කවුරුත් දැන සිටියහ.මව්කිරි ලබා දීම කරන අතරවාරයේ ඇතිවන ළදරු සංකූලතා දුරුකරගන්නටද රත කල්කය උපයෝගී වෙයි.එයට අමතරව කලුකල්කය සහ සුරන් විදුර ගුලිය යන සරල ඖෂධයන් දරුවන්ට දෙති.දරුවෙකු තරුණ වියට පත් වන අතර වාරයේ ලැබෙන මේ ප්‍රතිශක්තිකරණ අත්තිවාරම දේශීය ආහාර මගින් තව තවත් තීව්ර වෙයි.

    1815 දී ලංකාව පරාධීන රටක් බවට පත්විය. 1818 මෙන්ම 1848 දීද ඇතිවූ විමුක්ති අරගල දෙකකින් පසුව සිංහල ජනතාව බෙහෙවින් අබල දුබල විය.රාජකාරිය ඇණ හිටීම නිසා වාරිමාර්ග විනාශ විය කුඹුරු වතුපිටි පාලු විය.ඉන්දියවෙන් වරින්වර සංක්‍රමණිකයන් කැඳවා පැමිණි ලන්දේසීන් සහ ඉංග්‍රීසීන් ඔවුන් තැන් තැන් වල පදිංචි කළහ.මේ අය සමග කොළරාවත් වසූරියත් පැතිරුණි. ලෝකයේ වසූරිය තත්වයට එරෙහිව වර්ෂ 1798  එඩ්වඩ් ජෙනර් ගව වසූරිය ( සැර බාල කරන ලද චීන ගව වසූරිය වෛරසයක්) ලබා දීමෙන් රෝගියාට ප්‍රතිශක්තිකරණය ඇතිවීමේ අවස්ථාවක් ලබා දෙන ලදී.ලංකාවේ වසූරියට එරෙහිව සිංහල වෙදමහත්වරුන් නොයෙකුත් බෙහෙත් සොයා ගන්නා ලදහ.ශ්‍රී වික්‍රම රාජසිංහ රජුද එම රෝගයෙන් මුදවා ගන්නා ලද්දේ ඔවුන් විසිනි. කෙසේ වෙතත් අබල දුබල ව ආහාර හිඟකමින් බැටකෑ සිංහලයන් වසූරියට ගොදුරු වීම සීඝ්‍ර විය. 1886 දී ඉංග්‍රීසි ආණ්ඩුව ප්‍රතිශක්තිකරණ  ආඥා පනත මගින් සෑම දෙනෙකුටම එන්නත් ලබා දීමට නියෝග කරවූයේ රටේ ඇතිවූ තත්වය සැලකිල්ලට ගෙනයි..මෙය බලහත්කාරයක් වුවද රටේ නීතියට සැමට එකඟ වන්නට සිදු විය.වසූරියට දුන් එන්නත බටහිර ලෝකයේ ජයග්‍රහණයක් විය.නව වෙලෙඳ පළකට අඩිතාලමක් විය.මේ නිසා යටත් විජිත රටවලට මේවා හඳුන්වාදීමද ප්‍රතිශක්තිකරණ වැඩ සටහන් ආරම්භ කිරීමද සිදු විය.

        1949 දී ක්ෂය රෝග එන්නතද  1961 දී ගල පටල එන්නතද  1962 දී මුඛ පෝලියෝ එන්නතද 1963 දී නවජ දරුවන්ට බී.සී.ජී. ඒන්නතද 1969 දී ගර්භනී මව්වරුන්ට පිටගැස්ම එන්නතද හඳුන්වාදුනි. 1974 දී ලෝක සෞඛ්‍ය සංවිධානය විසින් ගෝලීය ප්‍රතිශක්තිකරණ වැඩ සටහන ආරම්භ කරන ලද්දේ එන්නත් වෙළඳ පළ ජය ගැනීමේ අදියරක් වශයෙනි. ලංකාවේ මෙය ක්‍රියාත්මක කිරීම ආරම්භ වූයේ 1979 වසරේදීය. ඉන්පසු 1986 දී සරම්ප එන්නත හඳුන්වා දීමෙන් මෙරට පැවති යම් බෝවන රෝග වැලැක්වීමේ සාම්ප්‍රදායික ක්‍රමයට නිල වශයෙන් පහර දීම ආරම්භ කරන ලදී.එතෙක් සරම්ප සහ පැපොල දෙයියන්ගේ ලෙඩ වශයෙන් හඳුන්වනු ලැබූහ.එම රෝග වරක් වැළඳුණු කල්හි නැවත ඇති නොවේ. ඒ නිසා. කුඩා කාලයේ දී මේ රෝග ඇතිවීම බලාපොරොත්තුවෙන් සිටියහ.මෙම රෝග වළැක්වීම පිණිස පත්තිනි ඇදිහිලි ප්‍රචලිතව තිබුණි.ත ගම්මඩු නැටීම වැනි ශාන්තිකර්ම ප්‍රචලිතව තිබුණි.නමුත් සරම්ප එන්නත විසින් මේ රෝගයට එරෙහිව ඇති කරනු ලැබූ සංස්කෘතික පහරදීම බෙහෙවින් ප්‍රබල විය.

1988 හඳුන්වාදුන්  ජැපනීස් එනසෙපලයිටීස් එන්නතේ සිට 2015 දී නිකුත් කළ අජීවී පෝලියෝ එන්නත දක්වා කාලය ලෝක සෞඛ්‍ය සංවිධානය විසින් අප රටට කරන ලද බලපෑම සුලු පටු නොවේ.ලංකාවේ සෞඛ්‍ය තත්වය පිළිබඳ යම් වෙනසක් සිදු කරන කල්හි. මේ ජගත් සංවිධානයෙන් අවසර ගැනීම දක්වා එම බලපෑම දීර්ඝ වී තිබේ.

    සරම්ප සහ රුබෙල්ලා වැනි රෝග සඳහා ද එන්නත් ලබා දීමෙන් මනුෂ්‍යා සදා සුරක්ෂිතයයි යන හැඟිමක්  ලෝකය පුරාවටම  ඇති කර තිබෙන්නේ ජගත් සෞඛ්‍ය සංවිධානයන්හි පෙළඹවීමෙනි.නමුත් කලකට ඉහත හඳුන්වාදුන් එන්නත් වලින් ඇති කරන ලද ප්‍රතිශක්තිකරණය අද වන විට හීන වී තිබේ.ක්ෂය රෝග එන්නත උදාහරණයකි.මෙවැනි එන්නත් කුඩා දරුවන්ට මෙන්ම පසුව වැඩිහිටියන් බවට පත් වූ අයටද ඇති කරන ලද බලපෑම සුලු පටු නොවේ.ස්වභාවිකව ලැබී තිබෙන ප්‍රතිශක්තිකරණය අභිබවා කෘතිම ක්‍රියාවලියක් ශරීරය තුළ ඇරඹීම මීට හේතුවයි.මේ නිසා නොයෙකුත් බෝනොවන රෝග ගණනාවක්ම පුද්ගලයන් තුළ වර්ධනය වී තිබේ.මෙවැනි පුද්ගලයන් හුරුව තිබෙන්නේ කෘතිම ප්‍රතිශක්තිකරණයකට බැවින් දියවැඩියාව හෘද රෝග වැනි අවස්ථාවන්හිදී ඒවාට ඒරෙහිව ප්‍රතිදේහ ක්‍රියාත්මක නොවේ.එවිට සිදු වන්නේ විවිධ ඖෂධ මගින් මෙම රෝග පාලනය කිරීමට සිදු වීමයි.. ඇමරිකාවේ කරන ලද නොයෙකුත් අත්හදා බැලීම් නිසා ජානමය එන්නත් පවා අද නිෂ්පාදනය වෙයි. එම නිසා ඇමරිකාවේ චීනයේ සහ රුසියාවේ විද්‍යාගාර පැරණි වෛරස ක්ෂුද්‍ර ජීවින් ගබඩා කොට නොයෙකුත් අත්හදා බැලීම් සිදු වෙයි. කෙරෝනා යනුවෙන් අද පිටවී ඇතිතේ එම විද්‍යාගාර වලින් නිකුත් වූවක්ය යන්න දැන් කතාබහට ලක් වී ඇත. වර්තමානයේ පැතිරුණ කොරොනා වෛරසය ට අමතරව දැන් බ්‍රිතාන්‍යයෙන්ද තවත් නව වෛරසයක් පැතිරෙන්නට පටන් ගෙන ඇත.

    මෙමගින් අප තේරුම්ගත යුත්තේ කුමක්ද.සිය ලාභංශ වැඩි කර ගැනීමට ඖෂධ සමාගම් දරන උත්සාහයයි. ඔවුහු විද්‍යාඥයන් කුලියට ගනී. ලකාවේ උගෙන විදෙස් වලට සංක්‍රමණය වූ විද්‍යාඥයන් පවා මෙලෙස විශාල පඩියකට ඖෂධ සමාගම් යටතට පත් වී තිබේ. කලකට ඉහත මෙරට කෘෂි විද්‍යාඥයන් විදෙස් ගතව ජාන විකරණය කරන ලද ආහාර නිෂ්පාදනයට දායක වී ඇත. විවිධ හයිබ්‍රිඩ් එළවුලු වර්ග අද වෙළෙඳපළට නිකුත්ව තිබෙන්නේ මෙම වෑයමේ ප්‍රතිඵලයක් වශයෙනි.මේ තත්වය අභියස ලෝකය පවතින්නේ බහුජාතික සමාගම් විසින් හසුරුවනලද යන්ත්‍රණයක් මගින් යැයි කීම විහිලුවක් නොවේ.ලංකාව වැනි රටකට මේ වෛරස් යුද්ධය නොහොත් සමාගම් වල ජාන හැසිරවීම ඔරොත්තු දෙන්නේ නැත. මෙරට පාලකයන් ගේ හෙචයියන් සැම විටම විවිධ ජාවාරම් මගින් කරන මුදල් ගනුදෙනු වල කොමිස් බැරවන්නේ දේශපලකයන්ගේ සාක්කු වලයි. එම නිසා කොරෝනා වෛරසයට දෙනු ලබන එන්නත මෙරටට ගෙන්වීම පිටුපස මේ ජාවාරමුන් පෙළ ගැසී සිටී. මෙරට පවතින දේශීය වෙදකමෙන් බිහිවන විවිධ ඖෂධ සමාජය ඉදිර්යේ හෑල්ලූ කිරීම මේ ජාවාරමුන්ගේ තවත් ව්‍යාපෘතියකි.එසේම සෞඛ්‍ය අංශ වල නිසි බලධාරිත්වය හොබවන පිරිස මුදලට නතු කරගෙන දේශීය වෙදකමට ගැරහීමත් නීති රීති වෙනස් කිරීමට ඉඩ නොදීමත් තවත් ව්‍යාපෘතියකි. පවිත්‍රා ඇමතිවරියගෙන් සහ සුදුර්ශනී ප්‍රනාන්දුපුල්ලේ අමතිණියගෙන් ප්‍රකාශ වන්නේ එම කටුක සත්‍යයි. කෙසේ වෙතත් අනාගතයේ දී මෙරට පැතිරෙන වෛරස් යුද්ධ අබියස සටන් කළ හැකි වන්නේ ස්වභාවික ප්‍රතිශක්තිකරණයක් ඇත්තවුන්ට පමණි.ඒ පිරිස වැඩි කර ගැනීම අපට  අද තිබෙන අභියෝගයයි.

ප්‍රවෘත්තී නිවේදනය නිපුණතා සංවර්ධන, වෘත්තීය අධ්‍යාපන, පර්යේෂණ හා නව නිපැයුම් රාජ්‍ය අමාත්‍යාංශය

නිපුණතා සංවර්ධන, වෘත්තීය අධ්‍යාපන, පර්යේෂණ හා නව නිපැයුම් රාජ්‍ය අමාත්‍ය විශේෂඥ වෛද්‍ය සීතා අරඹේපොල මහත්මිය  පසුගිය දා (4) ඔරුගොඩවත්ත කොරියානු තාක්ෂණික අභ්‍යාස ආයතනයේ නිරීක්ෂණ චාරිකාවක නිරත  වූවා ය.

ජාතික වෘත්තීය පුහුණු අධිකාරිය සතු කොරියානු තාක්ෂණික අභ්‍යාස ආයතනයේ අරමුණ, සරසවි වරම් නොලබන තරුණ පිරිස රටේ සංවර්ධනයට, ව්‍යවසායකත්ව හා තාක්ෂණික වෘත්තිකයන් ලෙස දායාද කිරීමයි. මේ වන විට මෙම ආයතනය තුළින් මෝටර් රථ ඉංජිනේරු තාක්ෂණය, ඉදිකිරීම්, පරිගණක ඉංජිනේරු හා අධිපීඩන තාක්ෂණ විෂයයන් ගණනාවක් හැදෑරිය හැකි අතර රොබෝ තාක්ෂණය පිළිබඳව පාඨමාලාවක් ද හඳුන්වා දී තිබේ.

කොරියානු තාක්ෂණික අභ්‍යාස ආයතනයෙ වත්මන් තත්ත්වය සහ එහි ප්‍රගතිය පිළිබඳව සොයා බැලූ අමාත්‍යතුමිය එහි ඉදිරි සැලසුම් පිළිබඳව සාකච්ඡා කරමින් කියා සිටියේ දැනට NVQ Level 5, 6 පාඨමාලා හදාරන සිසුන් 350 දෙනා අර්ධකාලීන පාඨමාලා හරහා 720 දක්වා වැඩිකිරීමට කටයුතු කළයුතු බවයි.  නව NVQ Level 4 පාඨමාලා හඳුන්වා දීමත් ICT විෂය වෙනුවෙන් සිසුන් 500 දක්වා වැඩිකිරීමටත් අර්ධකාලීන කෙටි පාඨමාලා සඳහා අවුරුද්දකට සිසුන් 860ක් දක්වා වෙන්කිරීම පිළිබඳව තීරණය කෙරිණි. ආයතනයෙහි පවතින ගැටලු පිලිබද සොයාබලමින් එහි ඇති අඩු පාඩු,  මානව සම්පත දියුණු කිරීම පිළිබඳවද මෙහිදී අමාත්‍යතුමියගේ විශේෂ අවධානය යොමු විය.

එදිනම රාජ්‍ය අමාත්‍යතුමිය,  ජාතික ආධුනිකත්ව සහ කාර්මික පුහුණු කිරීමේ අධිකාරිය ( NAITA ) සතු ඔරුගොඩවත්තේ පිහිටි මෝටර් රථ ඉංජිනේරු අභ්‍යාස ආයතනය හෙවත් ජපන් ටෙක් ආයතනයේ වත්මන් තත්ත්වය සහ ප්‍රගතිය පිළිබඳ සොයා බැලීම සඳහා ද,  එහි නිරික්ෂණ චාරිකාවක නිරත වූවා ය.

අමාත්‍යංශයට අනුබද්ධ ආයතනයක් වන ජාතික ආධුනිකත්ව සහ කාර්මික පුහුණු කිරීමේ අධිකාරිය (NAITA) යටතේ පවතින මෙම ආයතනය මගින් මෝටර් යාන්ත්‍රික ශිල්පී, මෝටර් විදුලි ශිල්පී, මෝටර් රථ වායු සමීකරණ ශිල්පි, ටින්කර් පෑස්සුම් ශිල්පී, මෝටර් රථ පින්තාරු ශිල්පී සහ යන්ත්‍ර ක්‍රියාකරු යන පාඨමාලා හැදෑරීමේ අවස්ථා සලසා තිබේ.

 ආයතනයේ නිරීක්ෂණ කටයුතු වල යෙදෙමින්,

Covid Is an Orchestration for Serving an Agenda—The Destruction of Freedom

The accumulated evidence is overwhelming that Covid is an orchestration the purpose of which is to eliminate human autonomy and make the concept of freedom a dirty word that will bring you Covid illness and death.  

As physical currency is one necessity for human autonomy, globalists are working on its replacement with digital money. Paper currency, coins, money orders, and checks pass hand to hand and allegedly carry possible infection with Covid. In contrast, digital money is virtual.  No one touches it. More importantly for the globalists, It cannot be drawn out of an account in physical form and horded or hidden.  You cannot make anonymous payments with digital money.  Privacy leaves your life. You become totally transparent.

Some hope that people will have their own private digital money in the form of crytocurrencies. However, transfers can be prevented between an official digital monetary system and private crytocurrencies.  Moreover, private cryptocurrency payment of rents, mortgages, car loans, grocery store bills, and so forth can be banned and enforced.  A private cryptocurrency economy would have to operate outside of the official digital money economy. As the purpose of digital money is to eliminate human autonomy, such a parallel economy would be suppressed. 

The same goes for payments with gold and silver coins.  You could pay for a private service or for privately grown food from gardens if gardens are permitted in a world of artificial food made in factories, which is what the World Economic Forum’s Great Reset” encompasses. But you couldn’t purchase a house or car or airline ticket with gold or silver. 

People welcomed the digital revolution without recognizing its totalitarian consequences. They love their smart phones, the Internet, video games, social media, online payments, the ability to work from home.  Perhaps many are agreeable to giving up independence and autonomy for these conveniences.  Even if they are not, they are likely to find themselves trapped inside such a system before they become aware of its consequences.

Not that warnings are not all over the place.  MIT’s Gideon Lichfield tells us that there is no going back to normal from Covid.  Controls over our behavior are the new normal.  Freedom, liberty, civil rights are not compatible with a Covid world and the Great Reset that the Covid world is being used to put in place. The change that elites are bringing to us is so radical that people dismiss it.  But their smart devices have already ensnared them into the change.

The future that is unfolding is a restoration of ancient times when people were regimented under the control of priests or Druids.  Any person showing any sign of independence was a prime candidate for sacrifice to appease the gods. Throughout the Western World this is already happening to truth-tellers.  Manning, Assange, Snowden.

If people want to be free, they are going to have to eliminate the globalists and dispossess the billionaires.  Every last one. It is pointless to peacefully protest, because as the stolen US presidential election makes completely clear, the elites have no regard whatsoever for democracy and the people’s voice.  They hate the concept of government accountable to the people.  

The preferred government is one accountable to the elites, just as ancient governments were accountable to priests, Druids, and pharaohs.  It seems clear enough that this is the direction in which the Western World is headed. Notice that the new era of freedom’s absence is upon us.”  

Why is is upon us? How is it that it is independent of us.”  Did God unleash the new era?  No.  It is upon us because it is what the elites are doing to us.  The global elites are making us think that it is ordained and cannot be resisted. If we fall for this and permit it, we will be responsible for destroying our own freedom.  Why not instead destroy those who seek to destroy us?

They can be resisted.  All that has to be done is to round up a handful of totalitarian globalists.  Nothing like the casualties of the Bolshevik Revolution, the American Revolution, the French Revolution are required.  Freedom is not up against an established multitude that needs to be eliminated.  Only a few globalists who are seizing power while people sit cowering sucking their thumbs.

If the globalists are not eliminated, they will eliminate us in the sense of our autonomy, our independence, our ability to express a point of view contrary to the elite’s, our humanity.  

These last few lines will produce demands to know if I am advocating violence.  I am advocating nothing.  I am describing a situation and asking a question. We are losing our freedom.  Are we going to do anything about it?

Perhaps I am mistaken.  But based on available information it is apparent that governments in the Western World are committing violence against the peoples whom they allegedly represent. Violence against people goes far beyond arrests for not wearing a mask and fines for not maintaining social distance.  Lockdowns are dispossessing people of their businesses, prohibiting family gatherings and freedom of association.  These are massive interferences with rights that took centuries of struggle to achieve.  And it is all for nothing as the death rate from Covid is miniscule.

The Western World frozen in fear by lies and propaganda has abandoned freedom.

Are the people of the Western World going to accept the violence enacted upon them and the cancellation of their rights?

If the people of the Western World will not defend their freeom, they will not have it.

Can a dog’s tail straighten by keeping it inside a piece of bamboo tree?

In America I see dog tails in all kinds of shapes due to human intervention. In China and Japan there was a time that young girls were subjected to customary ‘feet-squeezing’ therapy  to give them tiny, beautiful feet. The recent press release by Professor Tissa Vtharana (TV) on behalf of LSSP, reminded me the Sinhala proverb that one cannot make a dog’s tail straight by placing it inside a bamboo block [even for a decade or two]. Impermanence (change) is what we all see in the world, but TV and Wickremabahu K are perhaps the only two Marxists who still live in the LSSP world of 1935-1964, blindly following the Samathana theory, despite the fact SJVC meant by it a Kosovo plan since 1949. In this affair, Nirmal Ranjith Devasiri, JVP-supporting history professor, has understood the truth. He says the solution to the so-called Tamil issue is, to give them what they ask, i.e., an Eelam!

There are mildlytamed other supporters of an F solution such as Vasudeva, Dew Gunasekara, and so many other older MPs hiding under the SLPP cloak, who survived only because of the Gotabhaya Factor. I did not realize how serious was this steamroller effect of Gota’s name, until I read an essay by KkS Perera in the Daily Mirror, on Jan. 5, with an eye-catching title: SLFP with its 1.5 per cent attempts Hara-kiri? -disband it and join UNP.” Commenting on a new game by ex-president Sirisena and Dayasiri Jayasekera, he says that in the two districts SLFP contested solo, it got only 1.47% and 1.57% of valid votes cast in Nuwara-Eliya and Kalutara respectively.  People did not want to forget what they did to the Sinhala nation via the Yahapalana illicit marriage. So, if not for Gota and the SLPP cloak, SLFP could have faced the same RanilW fate, except perhaps Sirisena, because of his competitive thirst to convert Polonnaruwa to another Hambantota using all the funds he could muster. See what had happened to Handunnetthi that every other black-white blog owner promoted as a must MP in the parliament, when the general demand was to get rid of the 225 rascals.

Tissa V is not in a political Siberia today because of the generosity of MahindaR then, and the SLPP-Gota factor now. His vote bank is miniscule. As APRC chairman, he betrayed MR, and worked openly as well as secretly to promote Chandrika’s balkanization scheme. His plan was rejected not because he had on his lap a husband/wife team selected as members, but the Minority Report prepared by the late H.L.de Silva and the Gomin Dayasiri-Manohara de Silva- G.H. Peiris trio. Therefore, his recent statement, Tamil-speaking people, after the defeat of the LTTE, see the Provincial Councils as an adequate sharing of power, given some minor modifications that were acceptable to them at the APRC, within a single unitary state,” (Island January 3, 2021), is mind-boggling, to say the least.

Does he not realize even in the sunset days of his panchaskanda, that what he considers as minor modifications which he suggested in 2006, such as stationing a Tamil policeman in each Sinhala villages in the South etc., cannot give the people of Sinhale, a guarantee that they are free of a balkanization trap, simply because he now combines the two words, single with unitary (state) in his communique? 13-A is a one-way ticket to Eelam with a resting place called a union of regions of the Chandrika-Orumittanadu type, or police or land powers of the Dayan Jayatilaka kind. Wigneswaran is now talking about Shakespeare’s Ides of March about to happen in Geneva in March, about a homeland blessed by five Shiva Lingams brough to the island in pre-historic times! It is no longer a simple Tamil homeland of SJVC type limited to NP and EP. It is now a theory to catch the moon! Why is that this truth is not sinking in his brain if not in his heart? His uncles perhaps, did not know the hard life Karl Marx’s wife went through to feed her family. I think Marx would have become an ardent Buddhist if he had an exposure to Buddhist literature. Why did Marxists in Ceylon did not see the thin separation between Buddhist path and the theory presented by Marx. Instead of the <Bangaveva> slogan?

Everybody is trying to veer the Romesh de Silva committee to follow Chandrika’s 1995-2000 package deal. Previous committees including the LLRC has disappointed the Sinhala people (see Senaka Weeraratna’s essay on the Lankaweb, on Jan. 4th (LLRC Report – Betrayal of the victory of the security force in 2009). The purpose of this essay is to remind the game TV and his Majority crowd played then in 2006. The essay attached below is a record I made at that time, the facts that I cannot remember now. However, after reading it, I tremble when I see how wrong was Tissa then, and how grave the predicament Sinhale people are trapped in, due to Sinhala black-white party politics. Of course, I will copy it to the constitutional experts’ committee, because it has no time to peruse old documents prepared consecutively by sets of black whites to trick people.

Vitharana proposal and the separatist paradigm (1918-2007)

(I heard that a letter to the Island editor on April 25, 1997 ended the then Package deals” of law professor G. L. Peiris. I write this letter praying for an end to the APRC proposal of minister Vitharana.)

Marxism and Malwatta

After two atapirikara-carrying trips to Malwatta and Asgiriya temples, minister Vitharana, Chairman, APRC, has given an outline of his power sharing mechanism” to a Daily News reporter (Daily News, 3/30/2007). He had also spoken before the OPA on 3/27/2007, especially on the devolution of water resources. The general secretary of LSSP visiting Malwatta and Asgiriya is different from Anandasangaree or Karuna going there. As part of their overall plan of peace and good governance, British governors used the two Kandy Mahanayakes as cultural relicts. It was a strategy, just like their accepting and promoting the caste system despite their Christian religious beliefs. In the case of monarchy in London it has functioned as a symbol of unity.  

With no disrespect to the Venerable Mahanayake Theros, it must be said that the revival and protection of the Buddhist way of life despite all hostile acts against it, after 1815 and 1818, was carried out by coastal monks such as Walane Sidhdhartha, Waskaduwe Subhuthi, Migettuwatte Gunananda and Hikkaduwe Sumangala. Like in India or more recently in South Korea Buddhism would have wiped out from Ceylon if not for the Sanga society in which Vidyalankara monks played a key role at a later stage. The JHU and for example, Ven. Ellawala Medhananda is the latest link of this chain via the late Ven. Soma. Thus, if APRC chairman had an urge (itch) to obtain Buddhist views on his plan, he had one in Colombo free of travel time. A trip to Kandy should not look like the trip JRJ and RP made to the first wedding of Prince Charles.

In any case minister V’s words do not give the impression that he had listened to the advice given to him by the Malwatte Mahanayake Thero. This advice was reported in detail in the Island newspaper on March 9, 2007. It also appears that minister V ignores public comments such as Federalism and marriage” (Island, 12/12/2005, Island, 1/11/2006), you cannot legislate against geography” (Island, 2/22/2006), Federal Marriages and water wars” (www.defence.lk, 8/31/2006), Language-blind regional development units” (Island, 10/25/2006), Anandasangaree and God Vishnu” (Island, 1/3/2007) and A letter to a Tamil friend after 40 years!” (island, 1/25/2007). This is no surprise as APRC has even ignored 800 or so proposals it obtained by invitation from Janayas.”

Parity of status- history repeats

During the period 1935-1964 Marxists preached two things: bangawewa (destroy) and sama thana. JVP copied this later in 1971 and 1988. Sama thana did more psychological damage as villagers could not comprehend that the golden brains could possibly go wrong. Facing generations of discrimination under the colonial rule, and never treating Tamils or Muslims as second-class people, they could not think of any justification that in their locality or region where 99.9% spoke Sinhala why Tamil should be equally used (recognized). LSSP and CP never understood that providing equality of opportunity is different from parity of status. JRJ’s Imbulgoda march was against a Tamil Federal scheme. But villagers were confused as to why Marxists became an appendage to the Tamil state party of Chelvanayagam. With stories such as Marxists shouted at Sir D.B. calling him an abittaya (because he grew up in a temple atmosphere as a child), and they called King Dutugemunu a gadol modaya (fool of bricks) Marxism became an engine on logs (kota uda). But they went on tours to admire the pyramids!

With only an appointed, not voter elected position, minister V is repeating history. He has taken upon his shoulders the baggage abandoned by G. L. Peiris. In Buddhism no two persons are equal, and therefore, providing equality of opportunity to its people by a government following western democratic principles had no conflict within Buddhist society. It is the aspirations of individual (in the sense of personal needs and wants) Tamil, Sinhala, and Muslim, not the aspirations of IC, Tony Blair, the American ambassador or Prabakaran that minister V should talk about. For that he does not have to resurrect the Neelan-GL package.

Ven. Kalukondayawe Pannasekera Thero and suriya mal viyaparaya

Ven. K started a village development and crime eradication movement in the 1940s with Justice Akbar, ASP Osmond de Silva, and lots of Tamils. Ven. K faced all kinds of obstruction from the colonial government and the CCS crowd. At that time LSSP was also engaged in Malaria control work and suriya mal selling. If Marxists were not blinded by the dogmas of Trotsky and Stalin, they could have become little Ho Chi Minh/s in Ceylon, where nationalism and socialism (not Marxism) worked hand in hand. Instead, the uncles of minister V, became alienated from the villagers like water and oil. What V is doing today will make him an anti-Mahinda Chinthanaya agent within the government.

F=U formula

If the Chairman of APRC thinks that the words federal and unitary have lost their meanings over the passage of time,” then we need God Vishnu’s help to help him. This is a lesson at grade 9 level Civics. The self-appointed jack-of-all-trades Carlo Fonseka has recently pointed out at a book launching why devolution (F not U) is needed for social order based on his analysis of Buddhism’s three klesas” (lobha-dosa-moha)” (Island, 3/25/2007). Thus, Carlo is a fellow Marxist available to V for a quick lesson on Buddhism, only a phone call away. There is also a book by the law professor Lakshman Marasinghe (the evolution of constitutional governance in Sri Lanka, 2006).

Did minister V explain his F=U formula to the Mahanayakes? F” is a political marriage contract in modern politics. U” on the other hand is Buddhist politics such as the King allowing persecuted coastal Catholics or Muslims to live in his kingdom or temple priests in remote areas giving food and lodging to Christian priests from Colombo or Galle who went on head hunting trips. Could V think of any example from anywhere in the world where Sinhala, Tamil, Buddhist, Hindu, Christian and Muslim people lived in harmony despite an active separatist agitation since 1918? It was the Colombo ruling families who ruined this harmony after 1931. 

An F” marriage cannot work when one of the partners has a paramour.  The IC solution to Sri Lanka is unique in that two parties living in one house is asked to go to two houses for the happiness of both. Unfortunately, a marriage cannot be saved that way. Hence, even Lakshman Kadiragamar was wrong in proposing an F” solution. An F” solution based on language differences (as in India since 1956) is a slippery path with no end in sight. Indian F” model is the best example. Indian army is fighting against separatism all over India.

An F” creates two or more units which have some powers that cannot be taken back from them permanently forever. The egg is scrambled. As the asymmetrical package dealer G. L. Peiris once confessed, the F is a risky path, once taken the egg cannot be unscrambled. F is like a roach motel- you see the roach entering but no returning back. Unlike the notorious CFA 2002 or the merger, F is a one-way path.,

Upatissa damanaya

Why did APRC ignore 800 or so people’s proposals? What is the reason for a hurried solution? Where is the home-grown solution? Does minister V believe in Buddhist economics discussed in Schumacher’s Small Is Beautiful (1973) or in Buddhist politics? One example was Buddha’s advice to Ajathashatru, the king of Magadha, when the latter had a war plan to capture the Lichchavi kingdom of Koshala. It was Buddhist democracy in 500 B.C. After all, the reasonableness doctrine, compromise in modern democracy, is the Middle Path in Buddhism.  Why cannot V use either the Nalagiri or Angulimala damanaya in dealing with Tony Blair, TNA or Prabakaran? 

The Mahinda Chintanaya is nothing but an application of our 2500-year- old traditions of living in harmony with other human beings (be they Helanic or Roman or Muslim traders, Tamil invaders or plantation coolies, Malay soldiers or Portuguese who came with Bible and sword, Burghers and NGO evangelists) which got twisted in the hands of Colombo black whites (since 1833) and Marxist preachers (since 1935). APRC or its expert committees do not have people who read the Ummagga Jathakaya as high school students.

White man’s burden (1905-2007)

Why is minister V in a hurry? Is it because more and more time means less and less time for the Prabakaran episode? The IC does not want a total removal of the cancer of terrorism. They want a second Vadamarachchi in 2007. They want him in a three-piece suit flanked by his western-educated children. Why? Is there any connection to the theory of the White man’s burden of 1905? Is there any influence from White evangelism of Blair or Bush as outlined by the Polish Pope John Paul II when he visited India in 1999 (evangelization of Asia)? Pope’s propaganda cabinet minister with a grand budget has his office located in Ratnapura. Or was it the clash of civilization” thesis of the Harvard professor Huntington (1993)?

Balkanization of Sri Lanka is a short cut to India. The world federation of Tamils wants a separate state, and Tamil Nad opposes Hindia’s intrusions. In Trincomalee harbor even nuclear submarines could hide in deep under sea troughs as revealed by the former CCS officer Neville Jayaweera who is now running a Christian communications network from England. So, there is great temptation all around that probably escapes from minister V’s radar screen.

India is a myth” – Indian National Congress (1885)

What does V know about the separatist paradigm in Tamil Nad and Sri Lanka? It began in Tamil Nad in 1917 and one year later in 1918 it came to Ceylon. In India the colonial master openly promoted separatism stating that India is a myth.” They promoted a Pakistan. In Tamil Nad separatism grew to the extent that even the Ramayanaya story was changed making Ravana a Tamil king who fought against the evil doers of Rama and Seetha (Adam and Eve?)! Prabakaran is thus a Ravana prince more than a new Chola king with a cyanide pill on his neck. In the past it was Sivaji Ganeshan or MG Ramachandran (born in Kandy) who acted as Ravana in popular Tamil Nad movies. A former SP of NP recently noted how Jaffna Tamil boys went in the morning by boats to Tamil Nad to see opening afternoon show and return home in the night!

Minority-majority complex

Despite the total silence of Colombo NGO peace mudalalis with western Ph.D.s and the Marga Institute, not to produce papers” on the impact of the Tamil Nad separatist agenda on Sri Lanka, from 1917 to 2007, there had been a continuous flowing of two parallel streams of separatism poisoning each other. Thus, in 1949 SJV Chelvanayagam benefited from Tamil Nad’s Dravidasthan movement.” In the late 1950s it was the anti-Hindi movement.” When separatism was proscribed by the 16th constitutional amendment in 1963, it came to the Kandyan areas in lock stock and barrel as the DMK threat and a Kallathoni problem (Tennakoon Vimalananda, Dravida Munethra Kasagam Movement and the future of the Sinhalayas, Anula Press, Colombo, 1970).  In the 1980s separatism went back to India, officially, with MGR and Indira Gandhi sponsoring it with surface to air missiles. After the murder of Rajiv Gandhi in 1991 there was a set back but in an era of coalition governments in Delhi, Tamil Nad voting block has become more powerful than the power of Delhi to use or abuse the presidential rule to discipline unruly regional politicians (Article 356).

Tamil Nadu time bomb

Tamil Nad is in such volatile state that Delhi is now surviving by capitalizing on the rival demands of its present or former chief ministers to arrest the other or to impose the presidential rule. At least two major caste groups are demanding two separate states within Tamil Nad. It is only a matter of time a future Prabakaran takes control of Tamil Nad politics which is driven by sex scandals and family affairs. The common criminal Veerappan incident (Saradeal or Robinson Crusoe) demonstrated how easily and quickly separatist sentiments could be utilized to overthrow the corrupt and inefficient political establishment in Tamil Nad. The Janatha Party leader Subramanium Swamy’s recent book (Sri Lanka in crisis: India’s options, 2006; (Island, 3/21/2007) should be an eye-opener to minister V.

Himalaya and Pidurutalagala

Does V provide an adequate mechanism to prevent secessionist attempts under the geopolitical conditions mentioned above? He says there are two safeguards: (1) the president can deploy the army and (2) he can dissolve the province and take over the administration. Minister V must be kidding. Even under the 13th amendment which is not an F but U condition according to V or Carlo Fonseka or another law professor Lakshman Marasinghe (Daily Mirror, 3/9/2007), the chief minister Vartharaja declared UDI and fled to India. Where would be the IC if it happens again? Once minister V allowed the province to do everything it needed to be on the separatist path, the province will appeal to IC for help or justice. It will say the president is not allocating sufficient volume of water from the Mahaveli River and the IC and UNO will intervene. As Marx said people also suffer from the dead.

In the case of India each state is a small fraction of the goliath. This is why comparing Indian F and its article 356 with a Sri Lanka F is like comparing the Himalayas with Pidurutalagala because both are mountains. Minister V must be more careful than Anandasangaree.

Traditional Tamil homeland – cart before the horse (1976-2007)

Does V reject the proposition that there is a traditional Tamil homeland in the Eastern Province? Is he willing to make that rejection the foundation stone of his proposal? V should not first get his scheme approved and say that the issue of re-merger will be discussed later. Re-merger means acceptance of a homeland. Homeland theory is a colonial western idea. This was what the Neelan-GL package wanted. Neelan went even further and refused to accept the Pondicherry sub-model of the Indian F” model because his homeland would then look like a moth-eaten patch of land with Muslim and Sinhala Pondicherry units”. V will be putting the cart before the horse if he does not clearly understand this issue. If V’s constitution is silent on homelands now, and if later it comes up making a giant N-E unit, then the Trincomalee state will be as big as the Colombo state. With Malayanadu in between Colombo army will be no match to Trinco power.

This is not a daydream of a Sinhala Buddhist Chauvinist. V does not have to believe what the retired geography professor G. H. Peiris wrote in his book (2006). He could read what the Scotman Paul Harris has written on the subjects of Malayandu youth unrest and Oluvil Muslim radicals. If V accepts FP, TULF, TNA and Anandasangaree versions of a homeland then V cannot stop homelands for Muslims, Indian Tamils or Christians in Negombo or Tamils in Wellawatte. He will get an F” grade from the IC crowd.

Discrimination against the majority (1505-1931)

V says there are about 27 other countries which have veered away from U status towards F states to prevent separation. Without a list of these countries, one cannot comment on this point. In the Fiji Islands or in Malaysia there were attempts of separation. In the Fiji case the army arrested the Indian-backed prime minister for anti-national work against the native Fijians. In Sri Lanka Tamils and Muslims enjoy more rights than any where else in the world. In Colombo, the richest are the Tamils and Muslims. Thus, when Karuna says in 2007 or when the JVP said in 1971 or 1988 give us what Colombo gets” (kolambata kiri apita kakiri Youth Commission Report, March,1990, p. xvii)) there is/was no ethnic discrimination. Instead, the truth is that the Colombo class has been controlling 95% of the people, which became worse under the globalization game and the 1978 Dharmista samajaya gimmick.

 Section 29(4) of the Soulbury Constitution did not allow the removal of five centuries of discrimination against the majority community which is allowed and implemented in other countries that faced similar situations where the majority was the victim. The Shia majority in Iraq complained that the Sunni minority mistreated and killed them. South Africa had the same problem. In Russia, the party members were the minority who exploited the majority citizens.

V says, if the minorities don’t get the power they need, the only solution is separation.” Can V say that the majority got the power? Who got power after 1931 or after 1833? A group of white-kissing Colombo families who used Buddhist masks after 1931, got power. A group of Colombo Tamils who used the language card to prevent the poor Tamil learning Sinhala, but gave Sinhala private tuition to their children, got power. The question is would this Colombo control change under V’s proposal? Rather than re-inventing the Neelan-GL package, V should ask a set of new questions. He has become a prisoner in trying to provide new answers to his old questions. Does he know that by sheer mismanagement the Colombo black whites ruined the country?

*1. they destroyed the structural democracy of the island since the early 1960s, after the 1962 Coup (the separation of powers doctrine started in 1802 when North was the governor, and the rule of law);

2. JRJ killed territorial democracy after 1978 with a bahubootha Vyavastava,” electoral system that robbed people of their representative democracy, and by demolishing the VC-TC local government system;

3. In the 1980s village level civil administration was politicalized by increasing the number of GSN units from 4,000 to a mind-boggling 14,006 (each GSN unit has a GSN, Samurdhi Niladharee and a mid-wife);

4. A corruption trinity of AGA-local MP-NGO agent (Colombo peace mudalalis or evangelists) now runs the show. Each AGA unit (there are 319 of them) has between 100-150 officers excluding teachers;

5. the gap between Colombo and villages increased under globalization and free trade;

6. the divide between Colombo rich and village poor widened after 1978;

Do we need a hurried devolution package, based on the same Neelan-GL formula? Or should we take a holistic approach to handle this antho-jata-bahi-jatas meta-problems? The V proposal in its present form will deliver an F” to a group of Tamil politicians, but it will not solve the mismanagement problems of the average person, Sinhala or Tamil. This is the aspiration issue that V should think of. Not the aspirations of IC or Tony Blair.

In India under the language-based state reorganization, a new tier of local/regional politician class developed who began to challenge the Delhi political class. That brought an end to the Congress Party control and created a sick Delhi center dependent on over 20 coalition partners. Indian poverty is still a major problem and politicians at all levels are thriving. Is this not what is happening in Sri Lanka after 1978?  Macaulay’s grandchildren from all former colonies flooded UN jobs just as white mayors in USA left the major cities leaving them for black or Hispanic minorities. For an outsider, minorities are mayors in all major US cities! Who are the children going to the future world leaders’ summit in USA (Daily News, 7/23/2006)? How many Sri Lankan village boys got scholarships to Harvard or Oxford? Just see how Sri Lanka’s Sixth Great Force (janitors and housemaids in Arab countries) is treated by its Colombo ruling families? This is what minister V should consider as top priority not a Prabakaran solution within 60 days.

Colebrook (1832) and Dixit (1987)

V says Province is the devolution unit. Does he not accept that PC is a white elephant, and unwanted burden on people and the economy? Is there any scientific, ecological, social, or economic justification for this unit other than Rajiv Gandhi and Dixit forcing it on JRJ, Sri Lanka’s kaputu bo tree? V is taking the path of least resistance to achieve his goal of paving the way for a Tamil homeland. Why did Colebrook divide the island into five?

Ayub Khan’s plan of October 26, 1959

V has proposed a 100-family Jana Sabha (JS) unit (ward) below Gam Sabha (GS). From GS comes Pradeshiya Sabha (PS). A GS will according to V cover about 2/3 of one GSN unit. This is similar to what Ayub Khan proposed for Pakistan which was similar to the Soviet people’s councils (Pakistan: old country/new nation, Ian Stephens, Pelican, 1964, p. 314). The Ayub plan became too good to be true and never implemented. He was talking of basic democracies” with units of 800-1000 people. Instead of his own plan, if V decides to read the valuable document of the Local Government Reforms Commission (Sessional Paper No. 1 of 1999, the Abhayewardhana report) he would become an expert in grass-roots politics. A.T. Ariayaratne’s 1988 book, The Power Pyramid and the Dharmic Cycle” also gives a plan of action.  Another source is Arjuna Hulugalla of the CIMOGG who writes regularly with a unit plan leading to a District administration.

Trinity of gama-vawa –dagaba

V has a golden opportunity to link the Gama Naguma project just inaugurated under the Mahinda Chinthanaya with his mission as Chairman of APRC, if he comes out of his parity of status prison. Tamils have a homeland in Tamil Nad. Muslims have Mecca and a billion muslims. Christians have Pope. Sinhala people and Sinhala Buddhist have this tiny island, 15 million and the ocean. Trostsky or Vishaka Kumari Jayawardena (queen of Marxism in Ceylon) did not know this. The 2500-year-old civilization of Sri Lanka should really be a UNECO heritage site. Just think of the biso kotuwa or the Dambulla hydraulic lamp?  Rather than running with ghosts of SJV Chelvanayagam or GG Ponnambalam, minister V should think of using his Marxist energy to empower the Tamils, Sinhala and Muslim comrades at the trinity level, because, the dagaba was kovil, mosque or church at the grass roots level. Let aspirations grow at the family and village level. Do not promote language-based separation. Instead create language-blind developmental units. If in a village the majority happens to be Tamil let them work on their aspirations from house-hold level upward to VC level. Several VCs can go to District level. Imposing a Provincial level unit on them by a Colombo group is not suitable in Sri Lankan case as there is the fear and danger of separation.

Make a trip to New Zealand

Because our trinity is tank (reservoir)-centered it fits very well with the modern concept of river basin-based administrative units. New Zealand, a tiny country like ours is using this concept. The geographer, Maddumabandara has produced a river basin-based administrative system for Sri Lanka that V should get his APRC and the expert lawyers to study. Because one cannot legislate against geography, law in books cannot become law in action, if APRC chairman acts like a Colebrook in 2007.

Move the capital city to Raja Rata

While developing the Southern Provinces the APRC should think about moving the administrative capital to a location within the triangle of Anuradhapura-Vavuniya-Trincomalee on a 20-year plan. Let Tamil farmers in Jaffna meet with Sinhala farmers in Hambantota by linking that capital with Hambantota along the Mahaveli River by a railway line and a highway. By moving their science and integration ministries to Raja Rata ASAP, the Marxists ministers could win the hearts and minds of the janayas. This is what an APRC should really be engaged in rather than re-dusting the old documents in Colombo houses.

The Vitharana proposal and the separatist paradigm (1918-2007) Part 2

After two atapirikara-presenting meetings with the Asgiriya and Malwatta Mahanayakas minister Vitharana, Chairman of APRC, says the words federal and unitary have lost their meaning over the passage of time” (Daily News, 3/30/2007).

He gives two safeguards to prevent a secessionist move in Sri Lanka: (1) the president can deploy the army and (2) if that is inadequate president can dissolve the Province and take over administration.

Just like his uncles of LSSP preached parity of status” from 1935-1964, blindly following international Marxist dogmas of Trotsky and Stalin, the nephew, minister Vitharana, who is an appointed politician (not elected by people) is now trying to placate the IC, American ambassador and Tony Blair, thinking only of the next ten years or so of his political life. Colvin in 1972 prepared a constitution to please the Colombo crowd symbolized by Felix Dias, and JRJ in 1978 got A. J. Wilson to prepare a bahubootha vyawastawa.” Minister V, who is presently on a crusade has put the cart before the horse, thus endangering the 2500-year-old Sinhala-Buddhist heritage of Sri Lanka.

The following are a set of questions for minister V, based on his interview with the Daily News reporter.

1.Does he (minister V) reject the concept of a traditional Tamil homeland in the Eastern Province? If he rejects it then will he make that rejection the foundation stone of his proposals? Erection of a Vitharana constitution scheme, leaving the re-merger of N and P Provinces to a future date is placing the cart before the horse or closing the stable after the horses gotten out. Because, you cannot unscramble a scrambled egg. Once you take the path toward F”, there is no point of no return!

2.Does he know that the separatist paradigm in Sri Lanka began in 1918 (in Tamil Nad in 1917) and has continued in different faces and shapes to 2007?

3.Why is that there is a deadening silence by APRC with regard to the separatist movement in Tamil Nad which began in 1917, had a lull after 1963 Indian Constitutional Amendment prohibiting secession talks, revived again with official support in the 1980s, died down after the assassination of Rajiv Gandhi in 1991 and back again in full force with the era of coalition governments in Delhi? Does he know that the world Tamil federation has the goal of a Tamil state not possible in either the Fiji Islands or Malaysia? Does he know that in the Fiji Islands, the army removed the Indian-backed government just a month or so ago?

4.Why did he not think the PC system based on the 13th Amendment is a white elephant which has created a second tier of corrupt politicians? Was it a scientific way of applying science to administrative affairs? Was not the only purpose behind it to give support to the myth of Tamil homeland in the E Province?

5.Could you elaborate your statement that there are 27 states veered away from unitary status to F” states to prevent separation?” Do you not think Sri Lanka’s situation is unique because (1) Tamil politicians wanted a second homeland next to their Tamil homeland in Tamil Nad (2) Since 1917 the idea had been to united Ravana land with Tamil Nad (3) the border between the two areas is porous and difficult to monitor (Jaffna Tamils go by boat in the evening to see movies in Tamil Nad and return home in the night!) (4) in Tamil Nad itself the separatist agenda is a hot cake (the easy solution to economic and social problems is talk about separatism) (5) If F” is the way to stop separation then what about Indian Tamil and Muslim demands?

6.Why do you not think that the Prabakaran episode is no different from the 1971 and 1988 Wijeweera rebellions? The IC must be told that other than the ethnic twist given the problem in Sri Lanka is a problem of mismanagement by a group of Colombo families. Just like the Sinhala politicians tried to exploit the Sinhala youth during 1965-70, Colombo-living Tamil politicians (plus Indira Gandhi) tried to use the Tamil boys.” Why should you try to punish the country with your hurried V proposals because of the blunders of your Colombo class?

7.Are you telling us that your V proposals will solve Sri Lanka’s present mess? Why don’t you take a holistic approach to this mess rather than giving and F” proposal? This means the recognition of the following mismanagement topics which made the average Tamil, Sinhala and Muslim man (woman) to suffer.

a.Colombo ruling families of UNP, SLFP, PA, UNF, LSSP, CP, FP and TULF destroyed structural democracy of Sri Lanka introduced in 1931. The destruction of the separation of powers doctrine (independence of the judiciary/rule of law) that began in 1802 when North was the governor was the worst.

b.JRJ destroyed the territorial democracy in Sri Lanka introduced by the British in 1931. With his electoral systems and removal of VC, TC local governments the janayas lost what we call the representative democracy. The voter has no representative to go to.

c.In the 1980s civil administration was ruined or politicalized by increasing the number of GSNs from 4,000 to mind-boggling number of 14,000. Each GSN unit has a GSN, a samurdhi niladharee and a midwife!

d.Each AGA units (there are 319 of them) has 100-150 government servants excluding teachers. A corruption trinity of AGA-local politician-NGO agent (evangelists/peace mudalalis/professors) has an iron control over the janayas. 

Do you think your proposal of Jana Sabha unit of 100 families workable? What could happen with your Jana Sabha-based pyramid is that at the top those politicians who want F” will get it at the expense of the average Sinhala and Tamil janayas just like the 2002 CFA helped the terrorist leaders and not the average Tamil. Did you know that your plan is so similar to what Ayub Khan enacted for Pakistan in

Why is that you do not want to consider the New Zealand method?  That small country follows a river basin-based administrative system of regions. This method is race and language blind and empowers the janayas, ecologically sound and solves lot of man-made environmental hazards such as floods, droughts and land slides.

Would you postpone the IC-driven deadline date of within 60 days” and study the 800 or so proposals sent by the janayas if you are really concerned with empowering people?

Would obtain the help of geographers, historians and ecologists in the country to study how the trinity of gama-wewa-dagaba (kovil/mosque/church) functioned in Sri Lanka for thousands of years which is so similar to the Panchayathi Raj Institutions in India or the New Zealand approach? Rather than the unworkable Jana Sabha idea, is it not a simple step to get the Village Council system which the British governors resurrected in the 1860s, given its due place to empower the janayas and to let them achieve their aspirations that way?  The 14,006 GSN units could be rearraged to fit in with the VC boundaries. The two maps are not aimed at creating fear against devolution. Devolution is different from the merchandize called Indian federal formula of NGO and INGO agents. Real, as opposed to fake devolution from the concentration of power in the Colombo crowd of politicians (and officers) is what people are waiting for. The political and economic power must be decentralized and given to the people. The PC system and the new election law did not create devolution. It created a new layer of corrupt politicians. After 1980 Colombo rulers destroyed the VC, TC, UC-based local government system. Rather than fostering a healthy local government system, each UNP and SLFP local govt. minister abused his powers and weakened local democracy and self-governance. The Abhayewardhana Report on Local Government Reforms (1999) provided in detail why the country needed to go back to the pre-1980 system to overcome the mess we are now in, especially the white elephant called PCs.

A. T. Ariyaratne of Sarvodaya proposed a system of national governance structure based on local building blocks in 1988 in his booklet, The Power Pyramid and the Dharmic Cycle.” From time to time Arjuna Hulugalle presents his CIMOGG proposal of devolution at the district level with a base which is similar to the Sarvodaya proposal (Island, July 31, 2006). Actually all these are so similar to what was presented by president of Pakistan Ayub Khan on October 26, 1959 as Pakistan’s new constitution. Under it the whole country was divided into very small constituencies of between 800 and 1000 people. This novel type of constituency was called the basic democracy.”  There were 80,000 such elected units as the first tier of the constitutional structure (Pakistan: old country/new nation by Ian Stephens (1964, page 315).

The geographer Madduma Bandara proposed a river basin-based Provincial Division of seven units in 1987 (Chapter 4 in Fifty years of Sri Lanka’s Independence: a socio economic review, edited by A.V. de S. Indraratna (1998, p.83). Actually this is the best scientific approach for a united” Sri Lanka where the term united really means unity. The AGA divisions and even the Grama Sevaka divisions should ideally be based on River-Oya-Ela basins. This way we will not have a mind-boggling number of 14,000 GS divisions in the island.

The Vitharana proposal and the separatist paradigm (1918-2007)

After two atapirikara-carrying trips to Malwatta and Asgiriya, minister Vitharana, Chairman, APRC, has given an outline of his power sharing mechanism” to a Daily News reporter (Daily News, 3/30/2007).

Lawyers and Janayas”

APRC center of gravity has now moved from, husband and wife lawyers, to a microbiology Marxist who is an appointed (not elected by people) politician. Just like his parity of status” Marxist uncles of the 1935-1964 era, who blindly followed the international dogmas of Trotsky and Stalin, minister Vitharana is on a hurried mission to placate the IC, American Ambassador, and Tony Blair. Colombo politicians gave us the 1987 Indo-SL agreement, 13th Amendment and the 2002 CFA. The Vitharana outline will give us an egg scrambled. Unlike the two previous blunders which resulted in loss of thousands of lives, the Vitharana path, if entered, will have no point of return. This was what G.L. Peiris, the legal eagle, said then. It is a one-way street to separatism. Janayas” (of the Jana Sabhas) could achieve their aspirations without APRC erecting, intentionally or unintentionally, a separatism ladder.

Why did APRC ignore 800 or so people’s proposals? What is the reason for a hurried solution? Where is the home-grown solution? Does minister V believe in Buddhist economics discussed in Schumacher’s Small Is Beautiful (1973) or in Buddhist politics? One example was Buddha’s advice to Ajathashatru, the king of Magadha, when the latter had a war plan to capture the Lichchavi kingdom of Koshala. It was Buddhist democracy in 500 B.C. After all, the reasonableness doctrine, compromise in modern democracy, is the Middle Path in Buddhism.  Why cannot V use either the Nalagiri or Angulimala damanaya in dealing with Tony Blair, TNA or Prabakaran? 

The Mahinda Chintanaya is nothing but an application of our 2500-year-old traditions of living in harmony with other human beings (be they Helanic or Roman or Muslim traders, Tamil invaders or plantation coolies, Malay soldiers or Portuguese who came with Bible and sword, Burghers and NGO evangelists), which got twisted in the hands of Colombo black whites (since 1833) and Marxist preachers (since 1935).

Those who studied Shakespeare or Chaucer, and never heard of the Ummagga Jathakaya, could call this letter is from a Sinhala Buddhist Chauvinist or from a Sinhala extremist. But that mud ball cannot hide from any objective standard the fact that minister V is taking a suicidal path putting the cart before the horse. He has a duty to explain to his Janaya” why the following questions/statements are incorrect.

White man’s burden theory (1905)

1.Why is minister V in a hurry? Is it because more and more time means less and less time for the Prabakaran episode? The IC does not want a total removal of the cancer of terrorism. They want a second Vadamarachchi in 2007. They want him in a three-piece suit flanked by his western-educated children. Why? Is there any connection to the theory of the White man’s burden of 1905? Is there any influence from White evangelism of Blair or Bush as outlined by the Polish Pope John Paul II when he visited India in 1999 (evangelization of Asia)? Pope’s propaganda cabinet minister with a giant budget has his office located in Ratnapura. Or was it the clash of civilization” thesis of the Harvard professor Huntington (1993)? Balkanization of Sri Lanka is a short cut to India. The world federation of Tamils wants a separate state and Tamil Nad opposes Hindia’s intrusions. In the Trincomalee harbor even the submarines could be hidden in deep under sea troughs. Thus, there is great temptation that minister V probably cannot see.

India is a myth” theory and the Indian National Congress (1885)

2.What does V know about the separatist paradigm in Tamil Nad and Sri Lanka? It began in Tamil Nad in 1917 and one year later in 1918 it came to Ceylon. In India the colonial master openly promoted separatism stating that India is a myth.” They promoted a Pakistan. In Tamil Nad separatism grew to the extent that even the Ramayanaya story was changed stating that Ravana was a Tamil king who fought against the evil doers of Rama and Seetha (Adam and Eve?)! Prabakaran is thus a Ravana prince more than a new Chola king with a cyanide pill. In the past it was Sivaji Ganeshan or MG Ramachandran (born in Kandy) who acted as Ravana in popular Tamil Nad movies. Jaffna Tamil boys would go to Tamil Nad to see the opening show by boat in the afternoon and return home in the night!

Despite the total silence of Colombo NGO peace mudalalis with western Ph.Ds, and the Marga Institute not producing papers” on the impact of the Tamil Nad separatist agenda on Sri Lanka, from 1917 to 2007, there had been a continuous flowing of two parallel streams of separatism poisoning each other. Thus in 1949 SJV Chelvanayagam benefited from Tamil Nad’s Dravidasthan movement.” In the late 1950s it was the anti-Hindi movement.” When separatism was proscribed by the 1963 constitutional amendment, it came to the Kandyan areas as DMK and a Kallathoni problem (Tennakoon Vimalananda, Dravida Munethra Kasagam Movement and the future of the Sinhalayas, Anula Press, Colombo, 1970).  In the 1980s separatism went back to India, officially, with MGR and Indira Gandhi sponsoring it. After the murder of Rajiv Gandhi in 1991 there was a set back but in the coalition government era of India, Tamil Nad voting block in Delhi has become more powerful than the power of Delhi, the power to use the presidential rule to discipline unruly regional states.

Tamil Nad is in such volatile state that Delhi is now surviving by capitalizing the rival demands of its present or former chief ministers to arrest or impose the presidential rule. At least two major caste groups are demanding two separate states within Tamil Nad. It is only a matter of time a future Prabakaran takes control of Tamil Nad politics which is driven by sex scandals and family affairs. The common criminal Veerappan incident (Saradeal or Robinson Crusoe) demonstrated how easily and quickly separatist sentiments could be utilized to overthrow the corrupt and inefficient political establishment in Tamil Nad. The Janatha Party leader Subramaniumswamy’s recent book (Sri Lanka in crisis: India’s options, 2006; (Island, 3/21/2007) should be an eye-opener to minister V.

Indian states as tiny parts before the Goliath Indian Goliath army

Does V provide an adequate mechanism to prevent secessionist attempts under the geopolitical conditions mentioned above? He says there are two safeguards: (1) the president can deploy the army and (2) he can dissolve the province and take over the administration. Minister V must be kidding. Even under the 13th amendment conditions chief minister declared UDI and fled to India. Where would be the IC if it happens again? Once V allowed the province to do everything it needed to take the separatist path, the province will appeal to IC for help or justice. It will say the president is not allocating sufficient volume of water from the Mahaveli River and the IC and UNO will intervene. Minister V would be no more there to answer. This is why, the next question is so important.

Myth of a traditional Tamil homeland in the Eastern Province

Does V reject the proposition that there is a traditional Tamil homeland in the Eastern Province? Is he willing to make that rejection the foundation stone of his proposal? V cannot first give his scheme and say that re-merger will be discussed later. Re-merger means acceptance of a homeland. Homeland theory is a colonial western idea. This was what the Neelan-GL package wanted. Neelan went even further and refused to accept the Pondicherry sub-model of the Indian F” model because the homeland would then look like a moth-eaten patch of land with Muslim and Sinhala Pondicherry units like in the Tamil Nad. V will be putting the cart before the horse if he does not clearly understand this issue. If V’s constitution is silent on homelands now and if later it comes up making a giant N-E unit, then the Trincomalee state will be as big as the Colombo state. With Malayanadu in between Colombo army will be no match to Trinco power. This is not a daydream. V should read what the retired geography professor G. H. Peiris and the Englishman Paul Harris has written on the subjects of Malayandu youth unrest and Oluvil Muslim radicals. If V accepts FP, TULF, TNA and Anandasangaree versions of a homeland then V cannot stop homelands for Muslims, Indian Tamils or even Christians in Negombo or Tmils in Wellawatta.

F” is a marriage contract

How can V say that F” and U” have lost their meaning?  Did V tell this to the Mahanayakes? F” is a political marriage. U” is Buddhist politics such as the King allowing persecuted coastal Catholics or Muslims to live in his kingdom or temple priest in remote areas giving food and lodging to Christian priests from Colombo or Galle who went on head hunting trips. Could V think of any example from anywhere in the world on the co-habitation of Sinhala, Tamil, Buddhist, Hindu, Christian and Muslim people living in harmony that took place in pre-colonial Ceylon? It was the Colombo ruling families who ruined this harmony after 1931. 

An F” marriage cannot work when one of the partners has a paramour. The IC solution to Sri Lanka is unique in that two parties living in one house is asked to go to two houses for the happiness of both. Unfortunately, a marriage cannot be saved that way. Therefore, even Lakshman Kadiragamar was wrong in proposing an F” solution. An F” solution based on language differences (as in India since 1956) is a slippery path with no end in sight. Indian F” model is the best example. Indian army is fighting against it all over India.

An F” creates two or more units which have some powers that cannot be taken back from them permanently for ever. The egg is scrambled. This is grade 9 civics lesson.

Discrimination against the majority (1505-1931)

V says there are about 27 other countries which have veered away from U status towards F states to prevent separation. Without a list of these countries, one cannot comment on this point. In the Fiji Islands or in Malaysia there were attempts of separation. In the Fiji case the army arrested the Indian-backed prime minister for anti-national work against the native Fijians. A group of Colombo Tamils who used the language card to prevent the poor Tamil learn Sinhala but gave private tuition in Sinhala to their children got power. The question is will this Colombo control change under V’s proposal? Rather than re-inventing the Neelan-GL package V should ask a new set of questions. He has become a prisoner in trying to provide new answers to his old questions. Does he know that by sheer mismanagement the Colombo black whites ruined the country?
  • they destroyed the structural democracy of the island since the early 1960s after the 1962 Coup (the separation of powers doctrine started in 1802 when North was the governor and the rule of law);

    • In the 1980s village level civil administration was politicalized by increasing the number of GSN units from 4,000 to a mind-boggling 14,006 (each GSN unit has a GSN, Samurdhi Niladharee and a mid-wife);
    • A corruption trinity developed after 1978 with AGA-local MP-NGO agent (Colombo peace mudalalis or evangelists) in control. Each AGA unit (there are 319 of them) has between 100-150 officers excluding teachers;
    • the gap between Colombo and villages increased under globalization and free trade;
    • the divide between Colombo rich and village poor widened after 1978;
    • Vakarai IDP welfare money stolen by corrupt officers!

Do we need a hurried devolution package, based on the same Neelan-GL formula? Or should we take a holistic approach to handle our antho-jata-bahi-jatas meta-problems? V proposal in its present form will deliver an F” to a group of Tamil politicians but will not solve the mismanagement problems of the average person Sinhala or Tamil. This is the aspiration issue that V should think of. Not the aspirations of IC or Tony Blair.

In India under the language-based state reorganization, a new tier of local/regional politician class developed who began to challenge the Delhi political class. That brought an end to Congress control and a sick Delhi center dependent on over 20 coalition partners. Indian poverty is still a major problem and politicians at all levels are thriving. Is this not happening in Sri Lanka after 1978?

  • V says Province is the devolution unit. Does he not accept that PC is a white elephant, and unwanted burden on people and the economy? Is there any scientific, ecological, social or economic justification for this unit other than Rajiv Gandhi and Dixit forcing it on JRJ, Sri Lanka’s kaputu bo tree? V is taking the path of least resistance to achieve his goal of paving way for a Tamil homeland.

  • V has proposed a 100-family Jana Sabha (JS) unit (ward) below Gam Sabha (GS). From GS comes Pradeshiya Sabha (PS). A GS will according to V cover about 2/3 of GSN unit. This is similar to what Ayub Khan proposed for Pakistan which was similar to the Soviet people’s councils (Pakistan: old country/new nation, Ian Stephens, Pelican, 1964, p. 314). Instead, if V reads the 600-page document of the Local Government Reforms Commission (Sessional Paper No. 1 of 1999, the Abhayewardhana report), it has covered all what Sri Lanka needs in this regard. A.T. Ariayaratne’s 1988 book, The Power Pyramid and the Dharmic Cycle” also gives a plan of action.

Trinity of gama-vawa –dagaba

  • V has a golden opportunity to link the Gama Naguma project under the Mahinda Chinthanaya with the mission of APRC if he comes out of his parity of status prison. Tamils have a homeland in Tamil Nad. Muslims have Mecca. Christians have Pope. Sinhala people and Sinhala Buddhist have this tiny island and the ocean. Trostsky or Vishaka Kumari Jayawardena did not know this. The 2500-year old civilization of Sri Lanka should really be a UNECO heritage site. Just think of the biso kotuwa or the Dambulla lamp?  Rather than running with ghosts of SJV Chelvanayagam or GG Ponnambalam minister V should think of using his Marxist energy to empower the Tamils, Sinhala and Muslim comrades at the trinity level. Because the dagaba was kovil, mosque or church at the grass roots level. Let aspirations grow at the family and village level and create language-blind developmental units. If in a given village the majority happens to be Tamil let them work on their aspirations. Do not impose Provincial level unit on them by a Colombo group to protect their aspirations. Because it never worked that way. Only a class of politicians exploited it to stay in power. Our trinity with upward representation will create a District level unit where Tamil identity will be protected without creating fear in the Sinhala mind.

Make a trip to New Zealand

  • Because our trinity is tank centered it fits very well with the modern concept of river basin-based administrative units. New Zealand, a tiny country like ours is using this concept. The geographer Maddumabandara has produced a river basin-based administrative system for Sri Lanka that V should get his APRC and the expert lawyers to read. Because, one cannot legislate against geography.

Move the capital city to Raja Rata

  • While developing the Southern Province get the APRC to think about moving the administrative capital to a location within the triangle of Anuradhapura-Vavuniya-Trincomalee on a 20 year plan. Let Tamil farmers in Jaffna meet with Sinhala farmers in Hambantota. Link that capital with Hambantota along the Mahaveli River with a railway line and a high way. Move the science and integration ministry to Raja Rata ASAP. This is the best way you can win the hearts and minds of the janayas.

Minority shareholder seeks SEC intervention: Controversy Over MTD Walkers AGM

MTD Walkers PLC’s second largest minority shareholder Udaya Thuduwewatte accused MTD Walkers Malaysian ownership of conducting their Annual General Meeting (AGM) online yesterday illegally, with no notice being issued to its minor shareholders.

In a letter drafted to the Securities and Exchange Commission (SEC) Sri Lanka, Director General, Thuduwewatte, also the third largest shareholder of the company, complained, that he and many other minority shareholders were not informed of nor was a Zoom link sent to them to connect to the meeting.  

I am a Minority share holder who was present   at the virtual meeting 

I loudly protested that nothing could be heard during the meeting where I had the intention to exercise my rights to seek answers about the future of the company

I wanted to raise issues about the fact that findings of Special Audit initiated by SEC currently underway can affect the approval status of the annual report of the company 

But I was not able to raise any issue due to shutting down  of sound system which think is malicious act by the majority shareholders   

It looks liked that the owners and the board Secretary has been in-violation of rights of the share holders as per SEC rules

I strongly suggest to urge Malaysian owners to hold a proper AGM in order to clarify the situation of the company

Jaishankar says it’s in Lanka’s own interest to render justice to Tamils

Colombo, January 6: The Indian Foreign Minister Dr.S.Jaishankar said here on Wednesday that it is in Sri Lanka’s own interest that the expectations of the Tamil people, of equality, justice, peace & dignity within a united Sri Lanka, are fulfilled.

And that applies equally to commitments made by the Sri Lankan government on meaningful devolution including the 13th Amendment,” he added.

Jaishankar was addressing the media following talks with the Sri Lankan President Gotabaya Rajapaksa and Foreign Minister Dinesh Gunawardena.

The Indian Foreign Minister did not directly mention the controversial Colombo Port Eastern Container Terminal in which India wants to invest along with Japan but which is facing a challenge from Sri Lankan nationalists. He did, however, say that it will help Sri Lanka’s economic recovery if the agreed developmental projects are implemented.   

Here are extracts from his address:

I visit Sri Lanka at a time when both our countries are faced with daunting and common challenges from the Covid-19 pandemic. At the same time, I think Covid has given us an opportunity to collaborate even more closely.”

Reflecting our Neighbourhood First policy, India has supported Sri Lanka’s efforts to tackle Covid through timely medical assistance. I should also place on record my appreciation to the Sri Lankan Government for its assistance and facilitation in evacuation of Indian nationals who were stuck here. We are now looking at post-Covid cooperation and I carry back with me Sri Lanka’s interest in accessing vaccines from India.”

It is also gratifying to note that Covid has not been able to dent our bilateral cooperation. High level contacts were maintained and indeed strengthened during the past year and the Virtual Bilateral Summit between PM Modi and Prime Minister Mahinda Rajapaksa was a high watermark for us in 2020.”

This morning, I had the honour to call on H.E. President Gotabaya Rajapaksa. My counterpart and I have just completed our discussions, reviewing in detail the progress in our partnership. This evening, I look forward to calling on H.E. Prime Minister Mahinda Rajapaksa. In line with our shared democratic traditions, meetings are also planned with other important political and community leaders. There is also an interaction with the business community. To all of them, I carry the message of an India that will always be a dependable partner and reliable friend, open to strengthening its relationship with Sri Lanka on the basis of mutual trust, mutual interest, mutual respect and mutual sensitivity.”

Right now, India and Sri Lanka both face the immediate challenge of post-Covid recovery. This is not just a public health issue but equally, a crisis of the economy. Where India is concerned, you are aware that our Covid numbers have come down sharply and the prospect of mass vaccination is in sight.:

The Indian economy has also shown strong signs of recovery in the last few months. We are very confident that this will be full-blown by the next quarter. These developments will obviously have a positive impact on Sri Lanka. At the same time, there are specific challenges that need addressing, whether it is in finance or in trade. My visit is aimed at facilitating that process.”

As two close neighbours with such obvious synergies, the potential for further strengthening our cooperation is enormous. Some of that may help provide immediate relief; others would have very positive medium-term implications for Sri Lanka’s development. There are many proposals under discussion, including in infrastructure, energy, connectivity, etc. Their early implementation is obviously in mutual interest and would definitely accelerate Sri Lanka’s economic recovery.”

Let me stress that Indian business is strongly interested in investing in Sri Lanka. We have discussed some important opportunities including in special zones for pharmaceutical manufacturing as also in tourism. I will ensure an early follow-up.”

India has a solid record as a development partner of Sri Lanka in the social, community and human resources sectors. Whether it is in mass housing or ambulance services, heritage conservation or education, our partnerships have made a real difference to the lives of the people all over the island. Our Lines of Credit have re-built connectivity, facilitating the restoration of normalcy. We are cognizant of the domestic priorities of the Sri Lankan Government, including in agriculture and technology, education and skill development and urban development.”

In particular, we understand the importance H.E. President Gotabaya Rajapaksa and the Government of Sri Lanka attach to the establishment of vocational training centres. We will naturally be guided by these priorities in our future endeavours.”

Ethnic Reconciliation

As we promote peace and well-being in the region, India has been strongly committed to the unity, stability and territorial integrity of Sri Lanka. Our support for the reconciliation process in Sri Lanka is longstanding, as indeed for an inclusive political outlook that encourages ethnic harmony. It is in Sri Lanka’s own interest that the expectations of the Tamil people for equality, justice, peace and dignity within a united Sri Lanka are fulfilled. That applies equally to the commitments made by the Sri Lankan Government on meaningful devolution, including the 13th Amendment to the Constitution. The progress and prosperity of Sri Lanka will surely be advanced as a consequence.”

Maritime Security

As maritime countries in the Indian Ocean, India and Sri Lanka have a shared interest in ensuring maritime security and safety. We have a long history of cooperation in this regard. India has been the first responder in emergency situations. I am confident that this domain of cooperation will continue to expand in the days ahead. We stand ready to enhance Sri Lanka’s capabilities to meet growing maritime and security challenges.

Fisheries Dispute

With regard to matters covering fisheries, you would be aware that the India-Sri Lanka Joint Working Group on this issue has met recently where all outstanding issues were discussed in an open and candid manner. We naturally look forward to an early return of our fishermen. I will also be meeting Fisheries Minister Mr. Douglas Devananda later this afternoon to discuss this further.”

Sri Lanka has assumed leadership of BIMSTEC and we look forward to participating in the next BIMSTEC Summit here.”

Lankan Foreign Minister

The Sri Lankan Foreign Minister Dinesh Gunawardena invited India to invest in Sri Lanka in the field of renewable energy like solar energy to mitigate climate change. Gunawardena also sought cooperation in the vocational education and the development of the Blue Economy. He also stressed the importance of stopping illegal fishing in an oblique reference to Indian fishermen illegally fishing in Sri Lankan waters in the Palk Strait and Palk Bay. Gunawardena expressed Sri Lanka’s interest in ensuring maritime security in the Indian Ocean.

The Lankan Foreign Minister thanked India for giving US$ 15 million for promoting Buddhist sites in Sri Lanka and India and SRs.1.2 billion (US$ 6.3 million) for the development of the Jaffna Cultural Center.

Dr.Jaishankar is to meet Prime Minister Mahinda Rajapaksa later in the day and the Tamil National Alliance (TNA) on Thursday prior to departure. 

He was here at the invitation of the Sri Lankan Foreign Minister. He was to come here in 2020 but the COVID 19 pandemic put paid to it, Jaishankar said.

India Offers to Boost Sri Lankan Navy as China Challenges Delhi’s Dominance in Indian Ocean

To counter China’s maritime influence in its backyard, India has been strengthening defence ties with countries in and around the Indian Ocean. India’s foreign minister recently assured that India will be a reliable partner for the island nation.

India is ramping up efforts to arm countries bound by the Indian Ocean and has offered to boost Sri Lanka’s naval capabilities. Indian Foreign Minister Subrahmanyam Jaishankar said New Delhi is ready to assist Colombo in enhancing its capabilities to meet growing maritime and security challenges in the region.

India has been strongly committed to the unity, stability, and territorial integrity of Sri Lanka. India will be a dependable and reliable partner,” Jaishankar said at a joint press briefing alongside his Sri Lankan counterpart Dinesh Gunawardena.

​As it stands, the majority of vessels in Sri Lanka’s Navy are of Indian origin, including its largest offshore patrol vessel.

However, China has challenged India’s dominance by gifting a frigate to Sri Lanka in 2019. Colombo said the Type 053 frigate is being used for patrol and surveillance missions in deep water, providing maritime security and helping search-and-rescue operations.

​Chinese survey and research vessels are no strangers to Sri Lankan waters and have been spotted several time by the Indian Navy. 

India voiced concern in 2014 when Sri Lanka allowed two Chinese submarines and a warship to dock at its port in Colombo. Nevertheless, India has since stepped up defence ties with the island nation by training Sri Lankan officers and doing joint exercises.

To Counter China, India Seeks Greater Economic Cooperation With Sri Lanka

With Sri Lanka drifting towards China to get funds for infrastructural development, India is anxious to demonstrate that it also can contribute to Sri Lanka’s economic development. Eastern Container Terminal

The Indian Foreign Minister did not directly mention the controversial Colombo Port Eastern Container Terminal (ECT) in which India wants to invest along with Japan. But he did say that it would help Sri Lanka’s economic recovery if agreed developmental projects were implemented.

The Lankan government had initially offered to hand over the construction and running of the ECT to India and Japan but subsequently put it on the backburner because of opposition from anti-India and ultra-nationalist elements. India is anxious to have a foothold in the Colombo harbor as 70% of the port’s business is Indian transshipment. Additionally, a Chinese company is running a terminal there – the Colombo International Container Terminal (CICT).

Indian Vaccine For Lanka

Jaishankar said that Sri Lanka has agreed to take an India-made COVID 19 vaccine. Reflecting our Neighborhood First policy, India has supported Sri Lanka’s efforts to tackle COVID through timely medical assistance. Jaishankar sounded Lankan leaders on India’s sensitivities about moves to scrap the 13 th.Amendment of the Lankan constitution which gives a modicum of powers to the Tamils to govern themselves in the North and the East were they live in large numbers.

Jaishankar told Sri Lanka that it would be in its own interest to promote reconciliation with the Tamil minority and ensure them justice equality, peace and dignity within a united Sri Lanka”. He reminded Sri Lanka about its own commitment to the devolution of power to the provinces under the 13th Amendment.

Significantly ,the 13 th. Amendment flows from the India-Sri Lanka Accord of 1987, which gives India legitimacy to speak on the ethnic issue.

No decision to handover Colombo Port’s Eastern Terminal to a foreign entity – PM

The government has taken no decision to transfer the management part of the ownership of the Eastern Terminal of the Colombo Port to a foreign entity, says Prime Minister Mahinda Rajapaksa.

The Prime Minister mentioned this in response to a question raised by Jathika Jana Balawegaya MP Anura Kumara Dissanayake in the Parliament today (06).

He said, The previous Yahapalana government entered into agreements regarding the Eastern Terminal of the Colombo Port and I will table copies of those agreements.

Our government has not decided to hand over the management of this Eastern Terminal, in whole or in part, to a foreign company.”

However, in response, MP Dissanayake said, Now they are trying to build an argument that we have to do this because there is an old agreement. But it’s not the old agreement; it has been proposed to reach a new agreement.”

India willing to prioritize Sri Lanka when exporting India-produced COVID-19 vaccine

India is willing to prioritize Sri Lanka when supplying the COVID-19 vaccine now being produced by India, the External Affairs Minister of India Dr. S. Jaishankar told President Gotabaya Rajapaksa.

The Indian Minister who arrived in the country yesterday (05) for a two-day visit, called on President Rajapaksa at the Presidential Secretariat today (06), President’s Media Division said.

Commenting on the future course of action to control the COVID-19 pandemic President Rajapaksa stated that Sri Lanka would like to obtain the COVID-19 vaccine, which is being produced by India, following an accurate assessment of the need for treatment.

Dr. Jaishankar agreed to give priority to Sri Lanka when his country begins exporting the vaccine to other countries. Both the President and the Indian Minister agreed to further enhance Indo-Sri Lanka bilateral relations so as to maximize mutual benefits.

In addition to the ongoing projects carried out in Sri Lanka with the assistance of India, several other areas for cooperation development were identified during the discussion. The East Container Terminal of the Colombo Port, LNG power plant, construction of houses and roads, development of agriculture and research, communication technology, and development of alternative energy sources were among them.

Stating that Sri Lanka possesses a young generation equipped with formal education, President Rajapaksa sought India’s support to provide them with proper vocational training in various fields. When the specific needs of Sri Lanka are known, India will be willing to assist vocational training programs, the External Affairs Minister said.

Both parties expressed views on the need to revive the tourism sector which was crippled in the wake of the COVID-19 pandemic.

People like to travel in order to get rid of the stress caused by the pandemic. Hotels in New Delhi are now brimming with Indians. We can encourage them to visit Sri Lanka”, Dr. Jaishankar said.

It was decided to hold a joint discussion between India, Sri Lanka, Maldives, and Nepal as soon as possible to determine a possible course of action for the revival of the tourism industry.

Indian High Commissioner in Sri Lanka Gopal Bagley, Joint Secretaries to the External Affairs Ministry of India Amit Narang and Dr. Shilpak Ambule, Secretary to the President P. B. Jayasundera, Principle Advisor to the President Lalith Weeratunga, and the Secretary to the Ministry of Foreign Ministry Admiral Jayanath Colombage were also present during the discussion.

Do not assume Colombo is safe now – Colombo Mayoress

A total of 12,255 COVID-19 patients have been identified within the Colombo Municipal Council (CMC) jurisdiction, says Mayoress of Colombo Rosy Senanayake.

Speaking to the media, she also stated that 292 employees of the CMC have been diagnosed with COVID-19 infection.

Yesterday we carried out 950 PCR tests. Twenty-five of them came out positive. Results of another 600 are yet to come. Never assume that Colombo is safe now.

Seven out of 150 antigen tests were positive yesterday. So far 12,255 cases of COVID-19 have been identified within the municipal limits from January 01 till today. By now, 119 deaths have been reported. 292 employees of the Colombo Municipal Council have contracted COVID-19. The total number of PCRs performed so far is 63,367.

Do not think that we can live a normal life like before the coronavirus. However, we can live with coronavirus.”

Administration approval to conduct clinical trials on anti-COVID tonic

Administration approval has been granted to conduct clinical trials on the anti-Coronavirus herbal syrup manufactured by Dhammika Bandara from Kegalle.

Director-General of Health Services Dr Asela Gunawardena said the letter pertaining to this has been directed to the Teaching Hospital in Anuradhapura, Health Services Director of Anuradhapura District and Provincial Health Services Director of North-Central.

Ethical Committee of the University of Rajarata granted the approval for the anti-Coronavirus tonic, on the 30th of December last year.

The committee accordingly recommended that the relevant tonic be directed for clinical trials.

Two more COVID-19 deaths bring tally to 219

Two more COVID-19 related deaths reported today (January 06) has pushed Sri Lanka’s fatality count from the virus to 219 cases in total.

As per the Director-General of Health Services, one of the victims is a 60-year-old male from the Dehiwala area.

He had been transferred to the National Institute of Infectious Diseases (NIID/IDH) from the Colombo South Teaching Hospital in Kalubowila, upon being diagnosed as a COVID-19 patient. The cause of death has been determined to be blood poisoning, kidney infection, and COVID-19 pneumonia.

Meanwhile, a 78-year-old female from Alawwa has succumbed to a severe diabetic condition, malfunction of heart, and a severe respiratory infection caused by the coronavirus infection.

She had been transferred from the Kurunegala Teaching Hospital to the Narammala District Hospital after being diagnosed with the virus.
