The Davos Farce

At this very moment 2500 or more of the world’s most influential people are gathered in Davos, Switzerland to discuss the most pressing issues facing the world. This Economic Forum is committed to improving the state of the world”.
It is ironical that the USA, the most important and influential of countries is represented by the outgoing leaders-Secretary of State John Kerry, Vice President Joe Bidden who cannot in any way commit to the path that the USA will take on under President Elect Donald Trump.
What is the World that Davos is trying to improve and develop?
Looking at the World today one finds that even the Developed Countries are facing major problems. The USA is yet to recover from the onslaught on its economy staged by its own financial institutions of repute. As Professor Joseph Stiglitz said,
” The financial markets have mismanaged themselves… They allocated hundreds of billions of dollars to mortgages beyond people’s ability to pay. They didn’t manage risk. They created risk While financing firms were messing up our economy they garnered for themselves over a third of all corporate profits.”(People First Economics: Ed Ranson & Baird.)
The current recession commenced in 2007 and all the king’s horses and all the king, men have failed to remedy the situation yet. Even today, full eight years since the economy grounded the citizens are unsure whether their own dollars held in reputable banks are safe. Home owners find that their homes have no value, a situation that is not faced by even citizens of the Third World. The USA is today a debted nation . In 2015 the national debt was as much as $ 18.8 trillion. The citizens voted for a new President who does not belong to either the Republicans or the Democrats the two parties that ruled again and again, and they hope for deliverance from bankruptcy which many face today.
Take Europe, the European Union is in grave trouble with Britain deciding to march out and some of its countries facing problems. Greece is in the dog house. With its economy in tatters. The Greek citizens are helpless, with rising unemployment, pay cuts and austerity demanded by the EU. Greece has to beg the European Union for funds. Funds are given and like in the case of the Third World countries funds given on loan are paid back to the creditors of the Developed Countries and Greece limps on till the next loans are due. It is a question of the richer EU countries benefiting.
The benefits accruing to major European Countries due to the Greek Financial Crisis is immense. A Study by the Halle Institute for Economic Research states that Germany was able to balance its budget because of the Greek Crisis. ‘The Study attributed a significant part of Germany’s balanced budget to the Greek Crisis. Berlin stands to make money from the Crisis even if Greece reneges on its debt. The Study also concludes that while Germany benefited most, the US, Netherlands and France too benefited”(Germany Profitted from the Greek Crisis: Study Reveals, USA Today 12/8/2015)

The countries of the Third World are held in a firm grip through the debts they owe the Developed Countries, their IMF and banks. In the Sixties these countries were not in debt. They managed their outgoings with their incomes through a process of controlling their imports and allocating their hard earned foreign exchange in the national interest. Then came the IMF. As stated by me;
Whenever a country could not meet its financial commitments as did happen when the Middle East countries increased the price of oil threefold in the Early Seventies they flocked to the IMF for Aid. The IMF then imposed its conditions to be followed and the countries had no option other than to agree… The variety of conditions imposed comprised liberalizing the use of foreign exchange, taking the control of foreign exchange out of the hands of the Government. Instead it was to function as decided by the market forces of supply and demand which really meant that it was handled by the banks- the banks decided the exchange rate…This led to devaluation. Foreign Exchange use was liberalized… an entire decade of economic blunders by the IMF shows how the countries became burdened with debt with the result that they had to get more and more loans to service the debt.” (From: How the IMF Sabotaged Third World Development)
This process of bankrupting the Third World countries was organized by the donors themselves as confessed by John Perkins, a foreign consultant who admitted that he fabricated statistics and drafted programs where the foreign exchange provided went back somehow- through consultancies, and other charges back to the donor countries while leaving Ecuador indebted to the extent of the loan. For the World Economic Forum to play a major role in development it had better address the economic problems that all countries- the Developed as well as the Third World countries face today. It is a new Paradigm for Development, a New World Order that is required to bring prosperity to all countries.

Indian geo-politics cannot not be jeopardized: Lankan ex-Army chief Fonseka

“When it comes to the security issues, obviously India is the regional power in this Area. Indian security concerns and sentiments cannot be jeopardised. Sri Lanka has really understood that. So when Sri Lanka deals with other countries you have ensure that you don’t put India into embarrassing situation,” he told ANI.

Fonseka, who played an instrumental role in bringing down the LTTE, promoted India’s role in the geo-politics around Indian Ocean and asserted that other powerful countries must realize that India is very concerned about its security.
“India is any way a regional power and potential super power. So rest of the powerful countries in the world, when they want to move around in this area, must understand that India is very concerned about its security,” he added.
Fonseka criticised the way Hambantota project has been handled and dubbed that concerned projects have not been beneficial to the country because of the rampant corruption and called it as a national crisis.
“Hambantota is a peculiar situation. Our country has become indebted to China very badly over those projects. Those projects have not been beneficial to the country because there have been lot of corruption.
People dealing with China from our side were not doing a very sincere job. Lot of money have been played out. As it is it became a national crisis for us,” he said.
Highlighting the diplomatic relations with other countries, Fonseka said, “Our intention is to remain friends with everybody. We are a small country we had historical relationship with most of the countries. Large countries must understand our situation. Things will be all right as it goes on.”
Being optimistic on the future course of relationship between India and Sri Lanka, Fonseka added that political understanding is there between the two nations, national interests are being respected by both countries.
“We have realised that at (in) no way we can disturb the geopolitical interest. I don’t see any that there be any problem in future between these two countries,” he added.
Fonseka arrive in India on Tuesday for a two-day visit to brainstorm on global issues in the second Raisina Dialogue which is underway in New Delhi.(ANI)

This was a LIE Sirisena camp created in 2014 to defeat MR.
The MAVIL ARU army operation was planned MONTHS BEFORE anticipating LTTE action. Ratana had NO PART in it. Actually Ratana’s actions DISRUPTED our plans. Here is PROOF.
1. How did so many MBRLs appear within STRIKING RANGE of MAVIL ARU LTTE CAMPS at such short notice”? Well, they were there for MONTHS waiting for LTTE to do something STUPID. We baited them.
2. DILAN PERERA did have a protest AGAINST WAR then. But whose side is DILAN anyway? Sira-Ratana side. Isn’t it?
3. Army forced the LTTE to CLOSE the anicut to DRAG the LTTE to war at a time of OUR CHOOSING. After a HAMMERING LTTE cowards opened the sluice gates. We heli-dropped STF and CLOSED it again so that we had an excuse to CONTINUE. Remember there was a CFA agreement in force signed by that FOOL RUN-NIL. So we NEEDED an EXCUSE for action.
We believed in fixing the sickness not treating symptoms. When the sickness is CURED, symptoms automatically cure.
4. Ratana’s stupid hunger strike DISRUPTED our plans to CLEAR entire TRINCO of LTTE terrorists. We had to stop because army had to provide security to THOUSANDS who joined the hunger strike!!! IF they were attacked there would have been riots. This DISRUPTED our army plans.
5. GR didn’t need RATANA to tell him WHY army should saved people!! GR was in the army since 1970!!
6. ELAM WAR IV did NOT start with MAVIL ARU in AUGUST 2006. It started in DECEMBER 2005. We killed scores of LTTE leaders, intel operatives, etc. before August 2006. LTTE bombed SF in APRIL 2006 clearly proving war started before MAVIL ARU!
7. Ratana was in MAVIL ARU (close to TRINCO) to protect ENDIAN INVESTMENTS in Trinco. LTTE was actually after ENDIAN oil tanks too. Please look at a map with ROADS and waterways to understand this. Most people don’t know this.
8. In MAY 2006 LTTE attacked a Singhala people in a bus in KEBITIKOLLEWA killing SCORES. Where was RATANA? He was not there! How did he appear in MAVIL ARU a few months later?
Ratana was also behind the GLYPHOSATE ban.
Why?
Glyphosate is imported to SL from CHINA, not from Monsanto directly. Chinese manufacturers make this cheap with licence from Monsanto. He wanted to STOP this MASSIVE business to China and give it to ENDIAN companies. Look at WORSE herbicides coming to SL today after the ban. They are all Endian made!!!
Without GLYPHOSATE SL farmers are suffering. This is the truth. Round-up may be bad but the TRUTH is our farmers rely on it to produce rice. SL farming has collapsed. Who gains? ENDIA!! Now rice is imported from ENDIA!!
Buddhist medicine to sick Eelamists

Vessantara-traitor dilemma
(This essay, first printed in the Colombo Telegraph (Oct. 13, 2013), is slightly modified to help President Sirisena understand that Buddhist ideals of good governance (a new Sri Lankan political theory of dasaraja dharmism, not the jocular talk of Lichchavism by his PM) cannot work unless politicians are honest. Greed, hidden agenda and dishonesty have nearly destroyed representative democracy in the world over including UK and USA. In 1903, in his book detailing the misery of poor Irish people in East London, the people of the abyss, Jack London called it mismanagement, now in 2017 we have to call it corruption with no limits.)
Between getting branded as a Tamil traitor (even GG Ponnambalam was once called a Tamil traitor) or a Sinhala Vessantara/Siri Sangabo, Wigneswaran and MahindaR, respectively, could find the zone of agreement that Dayan Jayatillake is talking about, if both of them act honestly and reasonably. Beyond the picture-taking oath ceremony (as CM of NP), and the prohibited word unitary” (Dayan talks of a united not unitary), there are serious but simple questions one could ask. When Wigneswaran (W) says that Sinhala people have no other land [except this island], then he accepts the history and geography of the country. But is this because the visiting Indian foreign minister told him to say so? If it was his own genuine realization, then is he ready to forget the Tamil homeland myth of SJV Chelvanayagm? Since nobody calls Tamils buying land in Colombo as Tamilisation would he stop using the word Sinhalisation when Colombo government does anything in NP or EP? Then only one can think of W or one his hybrid granddaughters one day becoming a Tamil Obama in Sri Lanka or at least a reincarnation of Lakshman Kadiragamar or even a Jeyaraj Fernandopullai. More Tamils live outside NP like a scrambled egg. Now in 2017 Dayan has achieved his samma ditti, along with the Thuppaiya website owner Michael Roberts from Australia, but W has gone the opposite direction of hating lonely Buddha statutes along the road because they remind him the Tamil genocide by the Sinhala government since 1948. He does not want coconut toddy to invade palmyra toddy (latest example of Sinhalisation). One of his ministers is awaiting Prabahakaran’s arrival, alive.
The day after the photo-taking if W says that it was because of India that he could become CM-NP what could one expect? Before the NP election he said Prabakaran was the greatest Tamil hero. He did not realize that by telling so to get Tamil votes the cheaper way he was slapping on the face of Sinhala Buddhists who had the Sri Maha Bodhi and the Dalada Maligawa attacked, and busloads of Buddhist monks massacred. Prabakaran cannot be a Tamil Kappettipola maha dissava, objectively speaking. One can understand W now has a difficult boat to row in balancing how to satisfy promoting the Prabakaran game versus how to promote a peace-loving Tamil culture without harming the Sinhala heritage. But, if his plan is to blackmail Mahinda Rajapakse (MR) using the Indian card or the Michele Sisson face, he will destroy his politics, larger Tamil dream of peace and the politics of MR. This is why all those former this war was not winnable” agents are preaching to W to apply breaks and be diplomatic.

On the other side of the picture-taking opportunity, when MahindaR (MR) says he has Sinhala extremists and religious extremists in his government, which words must be honey in the ears of the TNA, Vasudeva, Dew, TissaV, Bahu, Rajitha and Mano Ganeshan, as well as the Indian RAW, can he elaborate what Sinhala extremists and what religious extremists he has (Yes, there were Sinhala extremists in the past (1957) by the names of KMP and Kusuma Rajaratne)? After his recent twin conversion to multiculturalism and the Interfaith Sect, both modern instruments of remote-controlled colonialism, embraced by the black-white crowds in the former colonies (but England and France now accept their multiculturalism experiment has now failed), it is possible that he could now see Sinhala extremists, but in the case of religion, a reasonable and impartial person could see only one religious extremist in his cabinet: Rauff Hakeem who fabricates stories that Buddhists are destroying mosques, his hurriedly erected make-shift tin sheds at Kuragala, Dambulla etc.
The Rajiv-JRJ 1987 agreement accepts a Tamil homeland in Sri Lanka and 13-A added this to the JRJ bahubootha thing. As long as 13-A is there Sri Lanka cannot be a unitary state. Hence, either unitary must go or 13-A should go. This is not a matter that MR can try to escape from the loop by passing the buck to a parliament so well known as a shop full of crooks. JRJ kept them in a hotel and forced them to vote for 13-A. Now in 2017, MR has not changed a bit from his recent conversions. He is not ready to remove 13-A and he still says that the Bodu Bala Sena is a Norway coup. His disciple G.L. Peiris has a new party, but unless his party says that 13-A will be abolished, at any election meeting he will get massacred by his opponents reminding him that he was the original architect of what the Marxist Jayampathi Wickramaratne is now busily fine tuning in 2017, the 1995-2001union of regions package deals of Mrs. Chandrika’s, to give the package to Eelam (moderate Tamils?) faces, Sumanthiran and Sambandan, without saying so. GLP is also for the abolition of the concurrent list. A new national third force is in the making (not JVP) and he and MR cannot expect the Sinhala Buddhist votes they lost, until and unless they abandon the 13-A wagon.
Reasonable solution
The reasonable thing is to erase the bahubootha thing and develop a constitution by the people. This cannot be done in a hurry and there is no reason to be in a hurry. Such acts require selfless dedication to save one’s motherland. The reasonable thing is to accept that both UNP and SLFP Colombo politicians have failed to solve the Tamil issue with justifiable solutions. A real Buddhist leader can find these solutions within the Buddhist Jathaka stories and the Middle Path. Poor Christians and the Sinhala Buddhist villagers (not the Colombo black-white Sinhalese and the Christian establishment) would not object to doing justice to Tamils. The history has been that boru Vessantaras or Madri Devis messed up the issue because it was always their private benefit that was in their hidden agenda. For example, both RPremadas as well as Mrs. Chandrika thought NP as their private property and wanted to offer it secretly to Prabakaran on long-term lease! RanilW in 2002 offered NP and EP as well as the whole country (tiger cats were roaming all over the island, but army could not go to NP/EP) on a platter to Erick Solheim and Prabakaran.
Rajiv Gandhi did not want nine PCs in Sri Lanka. He only wanted one PC for N-E provinces. It was JRJ’s plan, thinking it will prevent the Rajiv plan. JR ruined everything and anything he touched. But surrendering to boy Rajiv was a wise thing he did. Otherwise Rajiv would have created a Tamil Eelam using the Indian army. JR had all his eggs in the Yankie basket. He bent like a tree that survives strong winds. It was the later fools who failed to understand his strategy. Now the biggest problem Sri Lanka has is not Tamils but the exploitation of the country by a horde of parasites known as PC members, their relatives and officers who thrive under the PC system. It has become a lucrative gold mine. Those who want 13-A are these Sinhala sharks. The perception is that MR also thrives under the 13-A system. This is very clear now from his PC member-collecting strategy to hit at Maithripala. MR was using the King Walagambahu method to use this PC system to keep the presidency maintained (isolate PCs and hold elections exerting full governmental force). So much so that Michele Sisson says elections does not [necessarily] mean democracy. She knows it is not true in USA, because every day there are elections in so many locations in USA.
Death of democracy
Since the 1960s one could see how democracy was dying in Sri Lanka. What are some indications? The (1) structural democracy was dying due to tampering with the rule of law, independence of the judiciary, impartial civil service etc. UNP and SLFP political black-whites did this by gradual politicization of everything they touched. The 1947 constitution became the scapegoat. Except for the removal of appeals to the Privy Council nothing was wrong with that system. Even the Clause 29 could have been handled if the concept of discrimination with reason was used (India, USA and Malaysia used it). For example, when GG Ponnambalam complained that allocating money for the preservation of the ancient city of Anuradhapura was discrimination, the Soulbury Commission flatly rejected such madness. The destruction of structural democracy was completed with the JRJ bahubootha thing in 1978.
Appointing active politicians (Jaya Pathirana) as SC judges began with Felix Dias. May Day rallies became so funny. In Colombo, blue and red rally participants throw stones at shops. In mid night when these people travel back to their remote villages green rally workers throw stones at their busses hiding behind rubber trees! The worst was in the 1970s when false answers were given for questions asked in the parliament. Seetha Molamure who lost Ratnapura by-election sat in the Senate before the man who won took oath in the House. These are just a few examples of how structural democracy began to fall sick.
The death of (2) territorial democracy was the next. Whatever one could salvage from the capitalist representative democracy that the American president George Bush was talking so highly about, who stole it from Al Gore in the first place, ended in Sri Lanka with JRJ-RPremadas election laws. Now MPs, PC members and Pradesheeyas are mostly thugs selected by party bosses in Colombo after an interview. The whole system is a disgrace to democracy, whatever is meant by the word democracy. The election boss cannot even implement the law on declaration of assets on the candidates or the ones got elected!
After 1978, During RPremadas time, another (3) attack on civil administration took place by increasing the number GSN units from 4,000 to 14,004. There was no rationale behind this decision except providing jobs to UNP catchers. Each GSN unit now has at least 3-5 full-time government officers. If local school teachers are added to this list 50-100 government servants per GSN unit. No country can develop if these people are allowed to idle because they have political party connections.
Spatial inequity
With the governance system in such a mess for the past 60 years or more, it was not possible to expect anything better on the socio-economic side other than patch work here and there. Structural changes to a colonial open economy, reducing the gap between the rich and the poor, taking development work away from Colombo, all operated under the Colombo paradigm, which JVP described as milk to Colombo and fodder to villages.” Some work was done but it was always government officers running the show fooling the politician. DS Senanayaka’s dry Zone land development schemes gave lots of jobs to Tamil technical officers, but were run very inefficiently. Dudley Senanayaka, Mrs. B and RPremadas had at least one major project always directed from Colombo. Now Basil Rajapakse has begun several projects also run by officers. He decided not to copy the very successful Gami Diriya people-based project, and instead created a monster department to run his Divi Neguma plan. These can bring some results but unless people are deciding what they need to do, any officer-imposed plan cannot succeed. That is the history of such projects all over the world. The problem in Sri Lanka today is a problem of spatial inequality in not having equality of opportunity and equal access to opportunity. This is so all over the country worst affected being the border regions in the NP, NCP, EP and UP.
Degradation of morals (King Kosol’s Sixteen Dreams)
The open economy introduced by JRJ without reasonable restriction has destroyed the physical, human and moral resource base of the country. Big fish eating the small fish, greed to make money somehow, parents encouraging children to tell lies, tuition mafia, bribery, corruption, sex selling, one can write pages of such ill effects slowly destroying the society, especially the Sinhala Buddhist society. During the 30-year war people lived with the fear of death underneath their smile and two generations suffered from this mental condition, became so un- human like, suspicious of others, extremely selfish, willing to lie or steal. Unfortunately, only a visitor from abroad can see these traits and the whole country needs mental therapy of some sort. This can be identified as the Mervyn Silva syndrome, so openly abusive of all Buddhist norms of civility. Buddhist temples are failing in their traditional role as the whole country is in a rat race. This situation is not limited to Colombo areas alone. Yes, there is a section of the people who make money and rich but the masses are bankrupt, materially and morally. Importing luxury cars using the money sent by village women who work in Arab homes cleaning toilets, and the tourism madness have already done massive societal damage.
Zone of agreement
So Dayan Jayatilleke talks about the zone of agreement—the fine line dividing an Eelam versus united federal state! His zone does not include a unitary Sri Lanka. He and other federalists want Wigneswarn to be cautious, not to be a case of pudana kotama kaapi yakaa (the devil swallowed the offer before the offer was fully executed?) as if to give MR some time to digest the Eelam rope. Dayan is so sure about a Bangladesh/Kosovo type R2P solution if W be patient. Hasty acts will be a copy of what Prabakaran did, who refused all the good offers bestowed at his feet. This is all when MR is caught between the Canadian boycott of CHOGM and the British PM coming with tough messages.” May be another lucky UNP MP can become a new minister just to implement CHOGM decisions.
The brief descriptions in paragraphs above show that Wigneswaran, TNA, Indian RAW and Michele Sisson are just small disappointments that MR has to worry about. Dayan’s zone is a mental zone limited to a merged N-E zone; MR’s zone on the other hand is the whole country replete with mismanagement by black-whites. Just forget about the university mess, tuition mess, hospital mess, transportation mess; even the Sugala Devi’s tomb is dynamited and the archaeology boss says he will have an inquiry! There is a Ph.D. minister Jagath B, whose only allocated function is to protect such historical sites! By 2017 the destruction of ancient Buddhist sites are being destroyed at an accelerated pace, and a solitary monk from the Mangalaramaya temple, Batticaloa, Ven. Ampitiye Sumanaratana, had to act as if he was a madman to get the attention of the Buddhism minister and the president. Now ethnic peace is symbolized by two policemen guarding each Buddhist temple and archeological site in EP and NP!
JRJ thought he was an Aristotle but ended like an Andare, the court jester. He preached for a system of government better than anywhere in the world, and with the help of A.J. Wilson erected a method which is now known as the bahubootha thing. With its other death trap, the new election method, this JRJ thing has become a curse for those who come to power under it. For example, we know from Mrs. B’s private secretary that she thought that Chandrika [is] pissu kelinava.” We know from RPremadas’ press secretary that RP was suffering from severe mental (psychiatric) disease.” Fortunately, MR is free from all such problems but the curse affected him in a different way. In order to overcome the most severe defect in the bahubootha thing, (parliament can deny money to run the Temple Tress) MR started using minister jobs as a bribe which is a politically wise thing to do. But in so doing he has violated a cardinal rule in management systems. It created a system of disintegration of government functions that led to a malfunctioning of the entire system of governance. The divisions were such that no one can be identified as the party responsible for bad things. For example the function of agriculture which should be under one minister is so divided that there is even a sugar minister. While this is happening on one end three or four ministers have all the key governmental functions taken out of other namesake ministries so that when things go wrong namesake ministers become the scapegoats. In a situation like this it is human nature to make hay when the sun is shining. The evil triangle (politician-officer-NGO) operating for several decades is now at its zenith under this bribing method along with the PC white elephant. There is no Middle Path but extremism.
River for Jaffna
Despite all these problems from A-Z, there is no alternative for the Sinhala Buddhists and the poor Christians in Sri Lanka other than MR. People have not forgotten what JRJ, RPremadas, RanilW, Ravi Karunanayaka and Mrs. Chandrika did to the country. The new movement Bodu Bala Sena is really the challenge that MR faces because it is exposing how Sinhala politicians have been playing a game of cheating Sinhala Buddhists for half a century. Therefore, if Wigneswaran and TNA becomes an albatross on MR’s neck, the country will again be in a total mess. War capital will be over. Golden brains (GLP, CBK-based federalist), copper brains (Sarath Amunugama, legalize kassippu) and sand brains (Vasu, two language national anthem) will be the first to jump ship when the right time comes.
Therefore, if TNA is not for an Eelam, if they want to follow the law, if they learned anything from the good advice given by CJ Sansoni in 1980, then the first task before them on behalf of Tamils in Jaffna is to ask Colombo’s help to implement the river for Jaffna project, first presented by K Balasingham, member of the State Council in the 1930s and refined by S Arumugam in the 1950s and keeping it alive to date by DLO. Mendis. Since, Colombo itself should have undertaken this plan as part of the Mahaveli Project, a request from TNA, will be an eye opening cry of TNA. It would be the most beneficial, most reasonable Colombo-Jaffna joint project with least cost. Colonial administrative divisions

Instead there are rational, reasonable, scientific Buddhist methods that can be justifiably applied in Sri Lanka. May be by accident president Sirisena has now discovered this method via the UNESCO Buddhist representative Ven. Thampalawela Dhammaratana when he met the monk in November 2015 in Paris. The plan is not only to use Buddhist way of governing in Sri Lanka, but spread it to the world by way of an international institute. The plan should include the following simple Buddhist Middle Path steps:

River basin approach is the scientific method used in a world of global warming, environmental degradation, soil erosion, deforestation, flooding, drought, landslides, waste management, and land and air pollution.

With this simple change it will become obvious that the nine-province division of the island done by the British for colonial reasons has no reason to exist other than the inability of the Eurocentric black-white thinking of the UNP, Marxists and SLFP politicians. With the realization that NP is depending on the Mahaveli water and that there will not be an EP, the thinking that a Tamil country could be carved out of Sri Lanka instead of from India will face a natural death. With GSN units based on natural boundaries there will be hundreds of 100% Tamil, Muslim units but there basis is not language or ethnicity but hydrology-ecology. Divisions based on river basins will not be perceived as a Tamil separatist threat by the Sinhala villagers.
Evil triangle
Tamil separatism is only a small problem compared to the wholesale destruction taking place in the island due partisan politics. An evil triangle (politician-officer-NGO) has enveloped the villages, towns, urban areas and the whole island making people’s lives so miserable which does not appear on surface but deep within. This why the administrative boundary modification proposed above becomes more relevant in salvaging the country from the present mess.
LLRC recommended devolution of power to the lowest possible unit of government as opposed to Tissa Vitharana’s APRC idea of having a Tamil police station in Sinhala villages. If Sri Lanka is to be protected from inevitable destruction it is necessary to create GSN-level people’s civic administrative units (Iana Sabha) where 10 members are selected on non-political party basis. This is how empowerment of people can take place. This is what India is trying to do under the Panchayathi Raj law. Our situation is not as complex as India’s. All local civil administrative functions need to be handed over to these committees. They will take decisions with the advice of officer experts and the implementation of these policy decisions to be handled by local officers responsible to the GSN committee. At present local knowledge is ignored or erased by some officer answerable to party politicians. Issues people face on a daily basis, drinking water, garbage disposal, elementary education, floods, landslides, religious harmony, agriculture, water and air pollution, basic health, NGO exploitation must be tackled by local people at local level. The Divi Neguma law needs modification and used as an instrument to create this kind of GSN level civil administrative units. It is true that politicians at all levels who created a mess in the first place will not willingly give up their power and perks. But this is a war for the politician MR, unlike the military war won by the soldiers GR and SF. Imagine a situation that the Bodu Bala Sena or a new third nationa force taking a booklet developed on the basis of this essay and distributing it to villagers!
The Next President

The current president has spent two useless years in presidency; there are another three years left. If we assume that no uncertainty occurs and the president stays on for next three years, still he is incapable of stopping the economic meltdown we are faced with. The current government has already proven to be totally incapable of this. Neoliberals have lost their global clout and this also contribute to the downward spiral.
After maintaining a continuous economic growth of around 6.5% during last government, we are seeing that our economy barely hangs on around 3% growth mark in 2016 contrary to the false promises made by the current regime leaders. They are so afraid of democratic process and continue to postpone elections knowing very well that when people speak, that will be the end of them.
However, through all these darkness, a clear silver line is emerging; never was this clear at any given instance of Sri Lankan history as to who the next president of the country is. While many still are skeptical about the role of Mahinda Rajapakse (MR), there is absolutely no arguments about the role of Gotabaya Rajapakse (GR). He was the main doer in previous government providing leadership to war as well as development activities.
With the economic meltdown in the horizon and the government requesting people to eat Croton leaves, with the power shortages looming and government having no solution, with no proper development plan in place, civil unrest will rise and popularity of this lot will continue to slide faster than the speed of light. This calls naturally for an alternative leader who is capable of turning this negative tide around.
Majority right now agree that the only leader that matches these qualities would be GR. He has a proven track record in both fighting separatism (which MR prevented after end of war) as well as development aspects. With each day these set of jokers leading us nowhere, GR emerges as the only true leader who will rescue us in the future. Within next five years, we will see GR’s rise to power as well as elimination of the joker gang JVP from Sri Lankan politics.
This government will be the last ever UNP government that will rule this land.
හම්බන්තොට කැරැල්ල නිර්මාණය කල අනාගත ශ්රී ලංකාවේ දේශපාලන ප්රවාහය

ශුෂ්ක දේශගුණයකට උරුමකම් කියන හම්බන්තොට දිස්ත්රික්කය කාගේත් අවදානටට ලක් නොවුන දක්ෂිණ ලංකාවේ දුප්පත් ප්රදේශයකි. මේ ප්රදේශයේ ජීවත්වෙන මිනිසුන්ගේ නැති බැරිකම නිවට කමක් ලෙස තම ජීවිත වලට බද්ධව ඇති ආකාරය ලෙනාර්ඩ් වුල්ෆ්ගේ ‘බද්දේගම’ කෘතියෙන් ලස්සනට පෙන්නුම් කර ඇත. මේ නිවට නියාලු බාවයෙන්, මේ මිනිසුන්ව මුදවාලිය යුතුය, එසේ කිරීමට නම් ඔවුන් ආර්ථික වශයෙන් පන ගැන්විය යුතු බව අවබෝධ කරගත් මහින්ද රාජපක්ෂ ජනාධිපතිතුමා කිසිවෙක් අපේක්ෂා නොකළ ආකාරයට, මේ ශුෂ්ක කලාපීය හම්බන්තොට නම්වූ දුප්පත් අක්රමවත් නගරය, කිසිවෙකුටත් අදහාගත නොහැකි ආකාරයේ මහා නගරයක් ලෙස පන ගන්වන ලදී. මහා වාරායක්, මහා ගුවන්තොටුපලක් ඇතුළුව, ඉදිකළ මේ නගරය වසර 200ක් පුරා මෙහි උපදින අනාගත පරපුර ඉලක්ක කරගෙන ඉදිකළ නගරයක් බව පළමුව මේ රටේ ජනතාවත් එහි ජීවත් වෙන ජනතාවත් වටහාගත යුතුය. මෙවන් මහා නිර්මානිතයක් ඉදිකළ පසු, මේ නව නගරය දෙස බැලුම් හෙලු, කුහක මිනිසුන්ගේ ඇස් වලට මෙය, දරාගත නොහැකි කරුණක් විය. නවතම මංමාවත් ඉදිවී පළාතේ ඉඩකඩම් වල මිල අධික ලෙස ඉහල යනවිට මේ වටිනා ඉඩම් තමන් සතු කර ගැනීම හෝ ඒවා විකුණා තම මහලු වයසේ අවසාන අවුරුදු 10ක කාලය සන්තර්පණය කරගැනීම අරමුණු කරගත් මේ රටේ රාජ්ය නායකත්වය දරණ පුද්ගල කැලත,ඉතා පහත් ආකාරයට මේ ගොඩනැගුන දේවල් කිසිදු වටිනාකමක් නැති රටට බරක් ලෙස හුව දක්වන්නට විය. මෙය ඉතා සැලසුම් සහගතව සිදුකල බාල්දු කිරීමේ ක්රියාවලියක් විය. මේ පහත් කාර්යභාරය සිදුකිරීම සදහා එම පළාතේ මහජන මන්ත්රීවරුද,ජනතාවද, සිය දායකත්වය මනාව ලබාදුන් බව ඉතා කණගාටුවෙන් වුවද පැවසීමට සිදුව තිබේ.
බොරුව තම දේශපාලන දර්ශනය කරගෙන, ඒ තුලින් බලය ලබාගත් යහපාලන දේශපාලන අධිකාරිය, හම්බන්තොට සංවර්ධන ක්රියාවලියට නොවැදගත්කමක් ආරෝපණය කරන්නට ගත්තේ ඉතා දිගු කලෙක සිටය., ඒ ආරෝපිත නොවැදගත්කම ඉස්මතු කර දැක්වීම සදහා, මහා වටීනා ජාතික වස්තුවක් වන ගුවන් තොටුපලක වී ගබඩා කිරීමේ තුච්ච ක්රියාවලියකද නිරත විය. මේ ක්රියාවලිය, රටේ, ජනාධිපතිවරයාගේ හා අගමැතිවරයාගේ, නින්දිත භාවයේ උපරිමය ලොවටම ප්රකාශ කරන්නක් විය. මේ සිදුකරන අපරාධය,රූපවාහිනියෙන් දුටු ජනතාවගේ, මුවගින් එලියට පැන්නේ , මුන්ටද ජනාධිපතිලා අගමැතිලා කියන්නේ? යන වදන් පෙළයි. දේශපාලන කුහකත්වය හා බැදුණ මේ ක්රියාවලිය කිසිදා පරිනත දේශපාලකයකු අතින් සිදු නොවේ. නමුත් මේ රටේ දිගු දේශපාලන ඉතිහාසයකට නෑකම් කියන ගෞරවනීය පවුලක උපත ලද අගමැතිතුමෙකුගේ මගපෙන්වීම යටතේ මෙය සිදුවීම තුලින් පෙන්නුම් කරන්නේ, මේ පුජනිය මාතෘභූමිය අනතුරුදායක තත්වයකට පත්ව ඇති බවයි. තවද මේ ධන උල්පතක්වූ, මහා ජාතික සම්පත්, කුණු කොල්ලයට විජාතික සමාගමකට පවරාදීමටද තීරණය කරනු ලැබීමත් සමග රටක් පාලනය කිරීම සදහා බලය ලබගත්තවුන්ට වරායක්වත් පාලනය කරගත නොහැකි බව මුළු මහත් ජාතියටම හඩගා කියන්නට විය. මේ සිදුවන්නේ කුමක්දැයි විමසිලිමත්වන ජනතාවට පෙනෙන්නේ,..මේ රටේ ඇති දේශීය සම්පත් සියල්ලම විකුනාගෙන් මුදල් පොදීබැද ගැනිමට සුදානම් වෙන මේ මහලු නායක කැලතයි. උන් කොතරම් නිර්ලජ්ජිත ආකාරයට මේ රට විකිනීමට කටයුතු කරනවාදයත් අවුරුදු 198 තුල ඉපදීමට සිටින ජනතාවගේ උරුමයන් පවා මේ නරුමයන්ගේ ඉලක්ක බවට පත්ව තිබේ. මේ රටේ ජනතාව හඩනගමින් පෙන්වාදෙන්නේ, ඒ ප්රදේශයේ ජන ජිවිතයට බාධාවෙන කිසිදු කාර්යක් කිරීමට පවතින කිසිදු රජයට කිසිදු අයිතියක් නැති බවයි., රජයට අයත් කාර්යය වන්නේ ඒ ප්රදේශයේ මිනිසුන්ගේ සුබ සිද්ධියට ඉවහල් වෙන ආකාරයට කටයුතු ඉටු කිරීම පමණි. මැතිවරණ බල ප්රදේශයේ, චන්ද දායකයාගේ, අභිමතයට එරෙහිව යමින් ජනතාව විසින් පාලකයින්ට ලබාදුන් බලය, එම ජනතාවට එරෙහිව පාවිච්චි කිරීමට පවතින රජයට අයිතියක් නැත. මෙරට ඉතිහාසයේ, මුඩුබිම් පනතද, ඉක්මවා යන ආකාරයේ ඉඩම් මංකොල්ලයකට සිරිසේන රජය මාන බලන බව මේ වනවිට අවබෝධ කරගත් හම්බන්තොට ජනතාව ඊට එරෙහිය වීථි බසින්නට තීරණය කිරීම සර්වසාධාරන දේශපාලන නිගමනයකි. එහි පළමු පියවර වුයේ 2017 ජනවාරි මස 7 වෙනිදා හම්බන්තොටින් රජයට එරෙහි පළමු සටනට පන පෙවීමයි.
ජනතාවට සිය ගම්බිම් රැක ගැනීම උදෙසා සටන් කිරීමට බලකරන තත්වයක් රටතුල නිර්මාණය විය. ඊට එරෙහිව මෛත්රිපාල සිරිසේන පාලනය දැඩි මර්ධන යාන්ත්රණයක් ගොඩනංවන ලදී. රටේ බලවතා ජනතාවයි. ඔවුනට සිදුවන අසාධාරණකම් වලට එරෙහිව, අදහස් පල කිරීමේ හා විරෝධය පෑමේ අයිතියක් ඔවුනට ව්යවස්ථාවෙන්ම උරුමව පවතී. එය රටේ නීතියයි. ඒ නීතියට අභියෝග කිරීමට තරම් සිරිසේන පාලනය උද්ධච්චත්වයේ ඉහලම තලයට පැමිණියහ. විරෝධතාවය මැඩලීමට පොලිසිය යොදවා ගැනීම සාමාන්ය කාර්යයයි. නමුත් සිරිසේන පාලනය විරෝධතාවය මැඩලීමට පොලිසිය හා ඒකාබද්ධව උසවියද, පොලිසියේම උපාංගයක් ලෙස උපක්රමික ලෙස යොදා ගැනීම සිදුකරන ලදී. ” විරෝධතා එහෙම දාන්න එන්න එපා බලාගෙනයි ” පොලිසිය කියනවිට එයම වෙනත් ආකාරයකට අධිකරණයද පවසා සිටින ලදී. දැන් ජනතාව කලයුත්තේ කුමක්ද?
1.තමන්ව මැඩපවත්වා තමන්ගේ ඉඩම් කොල්ල කෑමට මග පාදන පොලිස් නියෝගයට යත්වෙලා තම ඉඩම් කොල්ල කමට ඉඩ ලබාදෙනවාද?
2. තමන්ගෙන් කරුණු නොවිමසා, මර්ධන පොලිස් හමුදාව ඉල්ලා සිටි මර්ධන නියෝගය නිකුත් කල උසාවි නියෝගයට අවනතව තම ඉඩම් කොල්ලකෑමට ඉඩ දෙනවද?
යන දෙකරුණ ඉදිරියේ අතරමන්වූ, හම්බන්තොට ජනතාව ” බද්දේගම” කෘතියේ ඒ අසරණ තරුණයා විත්ති කුඩුවට නැග අසරණව තමාට මේ වෙන්නේ කුමක්දැයි නොදැන, තමන් කල යුත්තේ කුමක්දැයි නොදැන සිටින තත්වයට සමාන ඉරණමකට මුහුණ දුන්හ., ඇත්තටම මෙවන් අවස්ථාවකට පත්වෙන ජනතාව කලයුත්තේ කුමක්දැ? අප ඔබෙන් අසන්නෙමු. මෙවන් අවස්ථාවකට මුහුණ දෙන මෛත්රිපාල සිරිසේන මහතා හෝ, රනිල් වික්රමසිංහ මහතා හෝ පුජිත ජයසුන්දර මහතා හෝ,විනිසුරු පුටුව දරණ ඒ පුද්ගල චරිතය තමන්ගේ ඉඩකඩම් හා ගැනීමට ඉඩ ලබදෙනද? ඇත්තටම නැත, සාධාරණය ලබාගැනීමට යායුතු උසාවිය, කොල්ලකරුවගේ අභිලාෂයන් වෙනුවෙන් පෙනීසිටින තත්වයක් තුල ජනතාවට සටන් කරනවා හැර වෙන විකල්පයක් නැත.
කුමක් කලත් සිදුවන්නේ තමන්ගේ ඉඩම් තමන්ට අහිමි වෙන බවයි. එය මැඩලීමේ කාර්යට පොලිසිය, අධිකරණය උපයෝගී කරගත්හ., මේ විරෝධතාවය සංවිධානය කරන කිසිවෙකුත් උසාවියට නොකැදවා, උසාවි නියෝගයක් ලබාගැනීම තුලින් උසවියත් පොලිසියේම උපාංගයක් බවට පත්කර ගැනීම උසාවියට කරන බලවත් අපහාසයකි. උසාවියක් කුමන හෝ තීන්දුවක් දිය යුත්තේ සිදුවීමක් සම්බන්ධව, සාධාරණ විනිශ්චයකින් පසුවය, උසාවියකට යමක් වියහැකියයි අනුමානකර, විත්තිකරුවෙක් නැතිව, තීන්දුවක් දිය හැකිදැයි? යන ප්රශ්නය ඇසීමට මෙරට ව්යස්තනුකුලව බලවතා වන මහජනතාවට අයිතියක් තිබේ.
ඒ පැමිණිලිකරුම උසාවි නියෝගය ඉලක්කගත පාර්ශවයට ලබා දෙමින්, සටන නවතාලීමට පළමු උත්සාහය දරන ලදී. එම උසාවි නියෝගය මේ මහජන සටන නවතාලීමට තරම් බලවත් මදි බව වටහාගත් සිරිසේන පාලනය යුද හමුදාවද , පොලිසියද කැදවා, මිනිසුන්ට නිවස වලින් එලියට යාමට ඉඩ නොදී නිවස අඩස්සියේ තබාගත් බවට ජනතාව කරුණු එලි දක්වයි. මේ මිනිසුන් ගෙවල්තුල හිරකරගෙන සිටින අතර, ලංගම බස් රථවලින් කොළබ සිට, කැදවාගෙන එනලද යහපාලන රාජ්ය ගෝචර මැරයන් විසින්, පෙළපාලි කරුවන්ට ගල් වලින් පහර දෙනවිට ඊට පොලිසියද එකතුවී, තම ඉඩම් රැක ගැනීමට සටන් වදින ජනතාවටම පහරදී ඇත. ජනාධිපති මෛතිපාල සිරිසෙන් දේශපාලන යාන්ත්රනය විසින්
1. මිනිසුන් නිවස තුල සිරකොට,
2.රාජ්ය හිතෛෂී මැරයන් ලවා පහරදී,
3. භික්ෂුන්ගේ, ඔලු පලා, සිවුරු ඉරා පුළුස්සා
4,කාන්තාවන්ට නිර්ලජ්ජිත ආකාරයට පහරදී
5, කුඩා බිලිඳුන රාශියකට කදුළු ගස් ආසාදනය නිසා පිදාවකට ලක්කොට,
6.මිනිසුන් අත් අඩංගුවට ගෙන සිරගත කොට ඇත.
ස්වදේශික ජනසටන, පරදේශිකයන් උදෙසා කුඩුපට්ටන් කොට විනාශකර ඇත. වර්තමාන පාලකයින් බලය අතටගෙන මෙරට ජනතාව ඉලක්ක කරගෙන කිසිදු වැඩක් නොකර මුළු රටම පරිහානියකට පත්කිරීමේ, දෙවර්ෂ පුර්ණය, ප්රීතියෙන් සමරන මේ මොහොතේ එතුමා පෙරදා, තමන්ගේ මැර හමුදාව, පොලිසිය, හා හමුදාව යොදා හම්බන්තොට ජනතාවට සිදුකල විනාශය දැක උදම්ව, මේ රජය කිසිවෙකුටත් බිද දැමිය නොහැකි බවට උදාන වාක්යක් ලෙස පල කළහ.,මෙතුමගේ විශේශිතය වන්නේ, උතුරේ හමුදා කදවුරු ඉවත් කරමින් එම පළාතේ ජනතාවට ඉඩම් ලබාදෙන අතර වාරයේදීම, ඒ ඉවත් කරන හමුදාවම යොදවා බලයපා දකුණේ ජනතාවගේ ඉඩම් කොල්ලකෑමේ ප්රතිපත්තියක් අනුගමනය කිරීමයි.
. මේ ජනවාරිමස 7 වෙනිදා, හම්බන්තොට ජනතාවට සිදුකල පාදඩ ක්රියාන්විතයට සමාන සිදුවීමක් වර්ෂ 1981 මැයි මස 31 වෙනිදා, ජේ. ආර්. ජයවර්ධන මහතාගේ ධර්මිෂ්ඨ පාලනය විසින් මේ ආකාරයෙන්ම යාපනය නගරය තුල සිදුකරන ලදී. එදාද, අගනුවර සිටින රාජ්යතාන්ත්රික චන්ඩින් බස්වල නංවාගෙන යාපනයට ගොස් යාපනය නගරය තුල යකා නටමින් යාපනය පුස්තකාලයට ගිනිතබා විනාස කරන ලදී.එහි ප්රතිපලය වුයේ, වසර තිහකට අසන්න කාලයක්,උතුරේ නිතිය ගැන කතා කරන්න උසාවියක්ව්ත්,පොලිසියක්වත් පවත්වා ගැනීමට හැකියාවක් රජයට උරුම නොවීමයි. එම ක්රියාවලියම දකුණට ආදේශ කිරීමේ සමාරම්භක උත්සවය පසුගිය 7වෙනිදා, හම්බන්තොටදී, එදා ධර්මිෂ්ට රාජ්ය නියෝජිතයින්ම, මෙදා යහපාලන නියෝජිත පුවරුව පෙරදැරිව ආරම්භ කරන් ලදී. එදා මේ කල්ලියම යාපනයේදී පිස්සු කෙලින විට, ප්රභාකරන් හැරුනේ ගමේ සිටින පොලිස් ඔත්තුකරුවන් වෙතය, ගමේ පොලිස් ඔත්තුකරුවන්ගෙන් නොනැවතුන ඔහු පොලිස් නිලදරුවන් හා ඔවුන්ගේ පවුල්ද ඝාතනය කළහ. මේ කාර්යයන් බිම්මට්ටමින් සිදුකරනවිට, එම පොලිස් නිලධාරීන්ව බේරාගැනීම සදහා, පොලිස් බල ඇනිවත් චන්ඩින් වත් පැමිණියේ නැති බව ඒ ක්රියවන්ම මෙදා සිදුකරන විට සිහි ගැන්වෙනම් ඉතා හොදය.
එදා ප්රභාකරන් සටන කලමනාකිරිම තම සංවිධාන වෙත පවරා ගෙන, පළමුව තම බල ප්රදේශය තුල සිටින සතුරන් විනාශ කිරීම ආරම්භ කළේය. තමනට එරෙහි පොලිස් ඔත්තුකරුවන්, පොලිස් නිලධාරීන්ගෙන පටන්ගෙන මන්ත්රීවරුන් හා ඉහල රාජ්ය නිලධාරින්ද ඝාතනය කර තමන්ට අවනත බල ප්රදේශයක් නිර්මාණය කරගත්හ. ඒ උතුරේ ප්රභාකරන්ය.රටේ අනිකුත් ප්රදේශවල මේ රට පුරාම ඇදිරි නිතිය දැමීමට තරම් බලවත් වූ විජේවීර කෙනෙක්ද නිර්මාණය කළහ. ඒ නිර්මාණයන් නිසා ලද වේදනාවන් මනාව හදුනන මෙරට ජනතාව, රට කරවන පාලකයින්ගෙන් ඉල්ලා සිටින්නේ, අතැති බලයට මුලාවී රාජ්ය මන්ධබුද්ධිකතාවය ප්රදර්ශනය කිරීමෙන් වැලකි, රාජ්ය දේපල විකුණාගෙන කෑමේ වංචනික චින්තනයෙන් බැහැරව රටට දැනෙන සංවර්ධන ක්රියාවලියක් නිර්මාණය කරණ ලෙසයි.. අගමැතිතුමා, ‘හම්බන්තොටට මේ ව්යාපෘතිය එපානම් කියන්න අපි වෙන දිස්ත්රික්කයකට දෙන්නම්’ කියනවිට පළමු පුරවැසියාවූ ජනාධිපතිතුමා විලි ලජ්ජා නැත්තෙකුසේ, අනේ ඒක එහෙනම් පොළොන්නරුවට දෙන්න කියන විට, මෙරට මිනිස්සුන්ට සිනා පහල වන්නේ දෙකොනෙනි. රටේ ජනතාවට ධනය බෙදාදීමට යැවු එකා, අගමැතිතුමාගෙන් මොකක්දෝ හිගන තත්වයට පත්ව තිබීම ඇත්තටම ලැජ්ජාවට කරුණකි.
.රජය පවසන ආකාරයට ඒ අය මේ සැරසෙන්නේ, හම්බන්තොට සුරපුරයක් කිරීමටය. අක්කර 15,000 ක් චීනයට පවරාදී මහා කර්මාන්තපුරයක් ඉදි කිරීමටය.මේ අපට ලැබෙන මහා සම්පතක් සේ පෙන්වාදීමට රජය විශාල වැයමක් දරමින් සිටි. ඒ රංගනයේ ප්රධාන නළුවෙක් වන අගමැතිතුමා,
“හම්බන්තොටට මේ ව්යාපෘතිය එපානම් කියන්න අපි වෙන දිස්ත්රික්කයකට දෙන්නම්” කියනවිට, තවත් අයෙක්,
“එහෙනම් එක මොනරාගලට දෙන්න. එහෙම උනොත් රැකියාවල් ටිකත් මොනරාගලට ඕනි” යනුවෙන් පවසයි. මේ අතර තවත් එකෙක්,
“එක ගාල්ලට දෙන්න ” යනුවෙන් මොරදෙයි. ඒ අතර ජනාධිපතිතුමා එක පොළොන්නරුවට දෙන ලෙස ඉල්ලා සිටි.
යහපාලනය බලය ගත්තු දවසේ ඉදන්ම උතුරට අපි මහා විනාශයක් කරලා තියෙන්නේ, උතුරට සංවර්ධනය කරන්න ඕනි යයි මොරදෙන එකෙක්වත් මේක උතුරට හෝ නැගෙනහිරට දෙනවා කියන්නෙවත් නැත.උතුරේ අය එය ඉල්ලන්නේවත් නැත. ඒ ඇයි ?
.ඒ අනුව මේ අපට දෙන්න වලිකන්නේ, උතුරට එපාවූ දෙයක් වගේම උතුරේ ස්ථාපනය කල නොහැකි දෙයක් බව හම්බන්තොට ජනතාව දනී. මේ සිදුකරන්න වෙර දරන්නේ අන් කිසිවක් නොව, ඉතිහාසයේ පුරාම මෙදුමවාදයට එරෙහිව නැගිටින බලවේගයේ මුලකදවුරවූ මාගම්පුරය විනාශකර දැමීමටය.
එදා මාගම්පුරයේ රජකළ කාවන්තිස්ස රජතුමා, පන්සියයක් මහා සංඝයා වහන්සේලාට දානයක් පිළිගන්වා අවසන, මහ සංඝයා ඉදිරියට තමන්ගේ පුතුන්වන දොළොස් හැවිරිදි ගැමුණු කුමරුද, දස හැවිරිදි වියේ පසුවූ තිස්ස කුමරුද කැදවා, හිදුවා ගෙන, තලියකට අනාගත බත් ස්වල්පයක් බත් ගුලි තුනක් බවට ගුලිකර, දෙබෑයන් ඉදිරියේ තබා,
“දරුවෙනි, අපගේ කුලදෙවතාවූ, සංඝයාවහන්සේට කිසිදු කරදරක් හිරිහැරයක් නොකරන බවටත්, කිසියම් දෙයක් දන් නොදී නොකන බවට පොරොන්දුවී පළමු බත් පිඩ කන්න” යයි පැවසූ විට කුමරුවන් දෙදෙනාම එය ඉතා සතුටින් බෙදාගෙන කෑහ.
දෙවනුව, “ඔබ දෙදෙනා කිසි දිනක එකිනෙකට එරෙහිව සටන් කරන්නේ නැති බවට දිවුරා ” .දෙවන බත්පිඩ කන්නයි ඉල්ලා සිටිවිටද, කිසිදු බේදයකින් තොරව කුමරුවන් දෙදෙනාම එයාඩ් කැහ.
තුන්වෙනුව, “කිසි දිනක දෙමළුන් හා සටන් නොවදින බවට පොරොන්දු වන්නැයි ” ඉල්ලා සිටි විට, තිස්ස කුමරු අතට ගත් බත්පිඩ බිමදම පලා ගිය අතර, ගැමුණු කුමරු,අතින් ගත බත්පිඩ තටියටම දමා, තම කාමරයට වැදි වකුටුව නිදා සිටින විට, කාමරය තුලට පැමිණි විහාරමහාදේවිය ,” පුතනුවනි, වකුටුව නිදාගන්න එපා. මේ යහනාවේ හොදට ඉඩ තියෙනවා, ඇත පය දිග හැරලා නිදාගන්න” යයි පවසන ලදී.
එවිට ගැමුණු කුමරු, ” මෑණියනේ, ගගින් එතෙර දෙමළුන්ය, අනිත් පැත්තෙන් ගොළු මුහුදය. ඉතින් ම්ම් කොහොමද ඇත පය දිගහැර නිදා ගන්නේ?” යයි පවසන ලදී.
වර්තමානයේදී, යහපාලන රජය චීනයට විකුණා දමන්නට සැලසුම් කර ඇත්තේ, එදා ගැමුණු කුමරුගේ යහනාව තිබුන ස්ථානයයි. එතුලින් අත පය වකුටු කරගෙන හෝ අනාගත පරපුරට සටන් සැලසුම කිරීමට තිබු ස්ථානයත් සිංහලයින්ට අහිමි කිරීම යහපාලන රජයේ අභිප්රාය බව පැවසීමට සිදුව තිබේ, එබැවින්, එදා අතීතයේ සටන් වැදුන රණවිරුවන්ව් සිහියට ගෙන, එකාවන්ව යහපාලනය පලව හැරීමට පෙරමුණ ගන්න එය යුගයේ කාර්යයභාරය බවට පත්ව තිබේ.

Sri Lankan Cricket has reached its low ebb and in the process virtually destroyed some of the young talents. Angelow Mathews was never a visionary leader, he was fortunate to be the skipper with the right contacts, rather than right skills needed by a skipper. With the departure of Mahela, AM was appointed to the top role after 2 years of grooming under Mahela.
During past few years, we had injury prone skippers in Tests, ODI and T20. The three leaders of the longer and shorter formats of the game, viz. Angelow, Dinesh and Malinga were not fully fit most of the time. There had been musical games on the field as a result. At the end, the Game of Cricket in Sri Lanka suffered after repeated setbacks.
Now they are passing the blame on Sanath Jayasuriya and Angelow Mathews. In fairness AM had made inroads into the games upward curve, but was not consistent. He cannot clap with one hand.
The management is now considering bringing back Mahela or Kumar to the top job of Chairman of Selectors. In our current situation, where local politics is taking centre stage, we have consistently failed to pool all resources under one umbrella. Muralitharan should be in a key role to develop our spinners. In any other country, Murali would have become the Coach. Why Mahela, Kumar, Sanath, Dilshan, Hashan, Chanminda Vass, are not mixed into a Unit of Command to direct the future of the game in Sri Lanka, leaving disgusting politicians such as Sumathipala, Dayasiri and Arjuna. Though Arjuna has a good cricketing brain, time after time, he has proved his inability to work as a team as he has a BIG HEAD AND BIG MOUTH.
On test ranking we are now just above West Indies and Zimbabwe. I strong recommend to bring back Herath as Test Captain, whilst appointing Upul Tharanga for ODI and T20.
If no corrective action is taken, Sri Lanka could be deprived of its Test Status.

Power and Renewable Energy Minister Ranjith Siyambalapitiya has removed attorney-at-law Maithri Gunaratne from the post of Chairman Lanka Coal Company (LCC) a week after the UNPer exposed sordid coal deals perpetrated at Sri Lanka’s expense.
Former Southern Provincial Council member confirmed his removal and the disbanding of the board of directors..
Secretary to the Power and Renewable Energy Ministry Dr B. H. S. Batagoda over weekend called for the immediate removal of the board of directors of LCC on the basis of Auditor General Gamini Wijesinghe’s report pertaining to the shortcomings and failures during 2009-2016 period.

Batagoda also called for an emergency meeting of the shareholders of the company to discuss the situation and to take remedial measures.
In a letter dated Jan. 15, 2017, Batagoda has advised Power and Renewable Energy Minister Ranjith Siyambapalitiya to remove the board of directors.
Recently Chairman of LCC attorney-at-law Maithri Gunaratne flayed the ministry, Special Cabinet Appointed Procurement Committee (SCAPC) and Batagoda for awarding a coal tender to Swiss Singapore Overseas Enterprises Pvt Limited, which is said to have caused a loss of over four billion rupees to Sri Lanka on an earlier occasion.
Batagoda also sent copies of the letter to Secretary to the President, Secretary to the Premier, the AG, Secretary Ports and Shipping Ministry, Secretary Sectoral Committee of Parliament dealing with coal and Chairman LCC.
Gunaratne said the LCC should have sought a clarification from the Supreme Court in the wake of the apex court in June last year suggesting that LCC ‘may cancel’ the tender, but the Ministry instead sought an opinion from the Attorney General, who recommended that the Cabinet take whatever decision. Therefore, those who had the power to influence decision went ahead with the deal, Gunaratne alleged. The UNPer is also on record as having said that he was asked to step down.
Batagoda found fault with the board of directors of LCC for not taking remedial measures and tangible action to avert losses. Batagoda suggested that in accordance with the recommendations made by the AG, it would be necessary to ascertain whether LCC was required to function. The top Power Ministry official said that LCC fate should be examined against the backdrop of its failure to take remedial measures as recommended by the AG.
Civil activist Rajith Keerthi Tennakoon yesterday told The Island that Gunaratne had been targeted for speaking out against those involved in mega corruption. Tennakoon pointed out that the recommendations made by the Power Ministry Secretary were certainly contrary to the Supreme Court opinion.
Batagoga, however, on the basis of the AG’s report pointed out that as LCC wasn’t essential for the purchase of coal, relevant authorities should examine the requirement for its existence

Secretary to the Ministry of Power and Renewable Energy BMS Batagoda has written to the President demanding the resisgnation of Maithri Gunaratne, Chairman of Lanka Coal Company (Pvt) Ltd, who had continiously opposed the attempts to sign an unfavourable deal to import coal to Sri Lanka.
A few days after an Auditors General report revealed that Sri Lanka lost Rs 4145.43 million in 2016 due to an agreement, signed after obtaining Cabinet approval through misleading ministers, to import coal to the country, the Ministry of Power has entered into a similar agrement.
With this agreement, the state will have to pay US $ 10 per ton above the real market price.The first ship carrying coal will arrive with a shipment between 40 000 – 60 000 tons. The Letters of credit have already opened to facilitate this deal.
Campaign for Free and Fair Elections (CaFFE) wrote to Presdient Maithripala Sirisena about this corrupt deal on January 04, 2016. We pointed that because of this deal Sri Lankan government has lost at least Rs 4145 million and that even the Supreme Court of the country has declared that (verdict no SCFR394/2015) that the deal must be made null and void.
CaFFE also states that three politicians, belonging to both Sri Lanka Freedom Party (SLFP) and United National Party (UNP), are directly involved in this corrupt deal. ACF also wrote to the new Director General of the Bribery Commission inquiring what action has been taken on the previous complaint lodged by ACF.
With this deal members of the Good Governance government will have the opportunity to embezzle more money than what the Rajapaksa administration made in four years. Towards a police state?

The Rajapaksa government stood accused of militarising society. Intoxicated with power it went so far as to order a military crackdown on a civilian protest against the contamination of groundwater by a factory in Rathupaswala in 2013. It looks as if the yahapalana administration, which came to power promising to demilitarise society, were trying to create a police state. It blatantly abuses the judicial process and the long arm of the law to suppress democratic dissent. Now, it is planning to restrict public protests to some designated areas in the city, we are told.
True, protests in busy urban areas are a public nuisance. Undergraduates and trade unionists often overstep their limits and make life miserable for commuters and other road users. Protesters don’t consider their struggles complete unless roads are blocked and massive traffic jams created. Some action is, therefore, called for to make protesters act with some restraint and consideration towards fellow citizens. But, by no stretch of the imagination can the proposed government move be considered pro-people. It is trying to suppress political dissent.
The last regime did not give two hoots about public opinion. It did not tolerate dissent and crushed Opposition protests openly. It unleashed criminal elements within its ranks and their confederates on protesters. The situation has somewhat changed under the incumbent dispensation. During the Rajapaksa government police operated alongside goons to disrupt demonstrations against it. Today, goons operate alongside the police as we saw in Hambantota the other day! None of the stone throwing thugs caught on camera during the recent Mirijjawila protest have been brought to justice. The police have, true to form, acted against only the Opposition activists.
The yahapalana government has no need for the likes of Mervyn and Eraj to lead attacks on the Opposition and the media. The police and Navy chiefs are doing a much better job! No sooner had the navy commander roughed up a journalist in Hambantota in full view of the media than the police chief swung into action in the same district, directing as he did a police crackdown on those who opposed the sale of national assets; he succeeded in his endeavour. Both of them are likely to be rewarded for services rendered.
Police bigwigs have never been independent under successive governments. But, never have they made a public display of their servility to politicians in this shameless manner! Senior university don turned Chairman of the National Police Commission (NPC), Prof. Siri Hettige, has resigned. Had he continued to hold that office he would have ruined his reputation further. It was a wise move on his part as the NPC has become a mere appendage of the ruling coalition.
The government is apparently busy devising ways and means of countering street protests which are likely to erupt when it has to resort to highly unpopular moves like setting up war crimes courts and signing agreements like the ETCA and the one to hand over national assets like the Hambantota Port.
The yahapalana grandees seem to think they can confine protests to some godforsaken areas and ratchet up pressure on the media to black them out. They are already issuing not-so-veiled threats to cancel the licences issued to television stations which refuse to toe their line. Government leaders frequently launch into tirades against independent newspapers in a bid to frighten them into submission. Moves are also underway to muzzle the web-based media.
Let the government pundits be warned that what they are doing is akin to trying to control dysentery with a loincloth. Ill-conceived moves to contain public resentment without letting it find expression in protests will only cause it to well up and burst forth. They are playing with a time bomb.
‘Coca Cola may set up Lanka plant to target Indian market’

Coca-Cola’s interest was expressed by the Asia Pacific chiefs of the Company when they met the Finance Minister Ravi Karunanayake here over the weekend, it said in a statement.
American beverages major Coca-Cola Co may set up a plant in Sri Lanka to feed demands in India, which has the highest demand of the firm’s products in South Asia, the Sri Lankan finance ministry today said.
Coca-Cola’s interest was expressed by the Asia Pacific chiefs of the Company when they met the Finance Minister Ravi Karunanayake here over the weekend, it said in a statement.
“They pointed out that Sri Lanka could be developed into a production hub to re-export their products to India. India has the highest demand for Coca Cola products in the South Asian region.
” The Atlanta-based firm’s products include Coca-Cola, Sprite, Fanta, Thums Up and Limca, juices and juice-based drinks like Minute Maid and Maaza, packaged water, as well as Kinley soda.
The non-alcoholic beverages market in India is said to be around USD 5 billion, according to the data available on the website of Indian Beverage Association, which is formed by firms with direct and allied interests in the non-alcoholic beverage industry.

TEHRAN, Jan. 17 (MNA) – Visiting Sri Lankan Minister of Technology and Research Susil Premajayantha visited the Research Institute of Petroleum Industry of Iran in a bid for technological cooperation agreements with Iran.
Iran and Sri Lanka started a new round of negotiations over exploring oil in Indian Ocean after the arrival of Sri Lankan Minister of Technology and Research Achchige Don Susil Premajayantha to Tehran, according to the Research Institute of Petroleum Industry of Iran. Mr. Premajayantha is after conveying the science and technology of Iran to Sri Lanka in areas of exploring and refining oil.
Sri Lanka has recently started its initiative in the area of oil industry and in order to open their laboratory for testing different engine oils and to have the capacity in industries of bitumen and asphalt concrete pavement, they visited the pilots of downstream petroleum industry at the campus of the Research Institute of Petroleum Industry of Iran,” recounted Mansour Bazmi, Deputy of the Institute for Technology and International Relations.
Bazmi highlighted that the Sri Lankan delegation showed great deal of interest in Nano-section pilots and voiced their interests for benefiting from the experience and expertise of Iranian specialists of the Research Institute of Petroleum Industry.
As the Sri Lankans have recently found new sources of oil in the Indian Ocean, they are willing to expand their exploratory efforts and take advantage of the Iranians’ experience in the area, and that is the reason behind the recent visits and talks,” reassured the Iranian official of the Research Institute of Petroleum Industry saying that the Islamic Republic of Iran is ready to give hand to the new born oil industry of Sri Lanka.
Bazmi maintained that the current visit is to co-ordinate future agreements to have a set of MoUs (Memoranda of Understanding) signed in the near future.
In his recent meeting of this week with Iranian Foreign Minister, Mr. Premajayantha had told Mohammad Javad Zarif that Sri Lanka is still, as was in the past, demanding Iran’s crude oil and oil products.”
In his visit to Tehran, Mr. Premajayantha is accompanied by the head of Sri Lanka’s Industrial Technology Institute (ITI), the head of foreign relations office of Ministry of Technology and Research, and the head of National Science & Technology Commission of Sri Lanka.

Consuming a pill with nearly 100 times the recommended daily allowance of riboflavin has one definitive benefit: It will turn your urine ultra-yellow.
“This is as close as most people come to watching their money go down the toilet,” writes James Hamblin in response to the question “Is there any harm in taking a multivitamin?

The doctor-turned-journalist tackles dozens of such medical queries in If Our Bodies Could Talk: A Guide to Operating and Maintaining a Human Body. In the book, Hamblin offers up a few quickies, like this one:
Q: If my mucus is green, it means I need antibiotics?
A: The colour of mucus can’t tell us whether an infection is bacterial or viral. It can tell us only what colour our mucus is.
But most of his replies take deep dives into science and history, with a mash-up of data, expert interviews, anecdotes and a healthy dose of humour. (That’s appropriate, because Hamblin considers laughter a form of medicine.)
For that multivitamin question, Hamblin sets the stage with a flashback to Sri Lanka in 1803. Thomas Christie, a surgeon in the British army, is baffled by a fatal illness, beriberi, that is causing people to lose control of and feeling in their feet.
Christie attempts to fix the problem by prescribing citrus fruit, which is already known to be a cure for scurvy. It doesn’t help.
But as beriberi appears in more countries, doctors discover a different food connection: People who moved away from a diet heavy on white rice recovered. Turns out the culprit is the lack of a compound called thiamine (which is found in brown rice) that metabolises carbohydrates and amino acids.
And so thiamine became the first “vitamin,” a term coined by Polish chemist Casimir Funk in 1912.
Hamblin’s theory is that Funk’s catchy lingo is responsible for what he calls today’s “vitamania.” In the case of vitamin C, he writes, “Would people buy foods today because they were ‘fortified’ with ‘antiscurvy factor’? Would they believe that thirty times the necessary daily amount of antiscurvy factor is better than one?”
Certain populations stand to benefit from specific vitamins, Hamblin points out. For instance, folic acid is recommended to pregnant women because it plays a key role in preventing birth defects.
Hamblin’s main concerns are with supplements that combine a slew of stuff and with the idea that more is always better. Some vitamin compounds – such as riboflavin – are water-soluble, which means that overdoses are simply flushed away. But others pile up in our bodies, and the long-term effects are unknown, Hamblin writes. Also, you might end up with some unexpected extras: He notes that one vitamin company (that’s still in business!) sold supplements containing anabolic steroids.
So, yes, it appears there can be harm in taking a multivitamin.

Govt lacks funds for drought relief programme

The Finance Ministry claims that the country will face a dire food, water and electricity crisis should the islandwide drought continue until the April monsoon rains arrive.
State Minister of Finance Lakshaman Yapa Abeygunawardene, speaking to the media yesterday, said the government is expecting USD 1.5 billion to implement a comprehensive programme that will address issues caused by the severe drought, but it has only been able to get a mere USD 500 million for this plan. Abeygunawardena added that 600 water bowsers will have to be imported to meet the demands of the drought management programme.
He also claimed that the water supply throughout the country, which is fed by the collective reservoirs, can only continue for another two months should current conditions prevail.
Abeygunawardena stated that “If by any chance the April monsoonal rains do not arrive, it will impact very adversely on the economy.
The government is doing everything in its power to prevent the dire conditions now prevailing in Chennai, happening in Sri Lanka too. In Chennai, the drought has resulted in a food scarcity that has resulted in major sections of the population having just one meal a day.”
According to him, the Ministry of Finance has requested the Ministry of Disaster Management to submit an estimate of funds that should be appropriated to implement the drought management programme immediately.
The Ministries of Power and Energy and Disaster Management have already begun a public awareness programme islandwide urging people to conserve water and food. The government expects this drought to be a recurrence of the scorching island wide drought experienced 40 years ago.
Twelve Prerequisites for sustainable and just reconciliation in Sri Lanka

Strong Government at the centre headed by a patriotic Sinhala Buddhist leader elected by all the people of the country and a council of 15 Ministers with a Rajya Mantarana Sabbha of not more than 150 members elected on an electoral basis, with recalling powers vested with the people, run by Govt Departments and Gam Sabhas and Nagara Sabhas, so that we will have a country run by a set of non-political, independent professional public servants under the direction, control and supervision of the central Government, without leaving everything in the hands of politicians allowing them the monopoly of ruining this country as they have done for the past 68 years since 1948.
2 Abolish the curse that is 13th Amendment and Provincial Councils along with the JR-Rajiv Accord of 1987 & Abolish the 9 Provinces set up by the British first, to divide and rule ‘for their convenience’ and second to ruin this country and the ‘Sinahla Bauddha’ nation. If necessary, the government can make use of the Tun Rata Divisions for administrative convenience, as it had been here from 427 BC to 1833 AD.
3 Declare this Country as the Sinhala Buddhist Country (as it had been for 2500 years before), a Unitary State and One Government with 25 Districts, Divisions, Korales and Village Councils with maximum decentralization of Administrative power (all minority groups should accept this position and learn the language of the land within 10 years and integrate with the native Sinhala nation. Those who cannot do so must go back to countries of their love and choice)
4 Declare Buddhism as the State religion (as it had been before for 2500 years)
5 Make Sinhala the Official Language of the State of Sinhale (as it had been before for 2500 years).
6 Declare Nationality of this country as Sinhala meaning the people of Sinhale (as it had been before for 2500 years)
7 Have one Law for all in the country and abolish Thesavalamei and Muslim Laws (as it had been before for 2500 years).
8 Everybody within this country and outside must accept this as the Sinhala Buddhist country and the inalienable right of the Sinhala people to make above claims. Those who cannot do so must go back to their dream motherlands immediately without trying to carve out separate mini-homelands on someone else’s country.
9 Enact a Constitution based on history, traditions, religion customs and manners of this country. This should be done by local experts in Law, Administration, History, Politics and traditions etc and not as the Western nations or India want.
10 A non-political National Advisory Council. Should be set up to decide the national policies of the country
11 A new constitution as enumerated in 10 above should be enacted within Six months.
12 The government of this country should be based on the Dharmasokian concept of the State and it should be guided by Dasaraja Dharma and Satara Sangraka vastu with the ultimate objective of achieving the goal of the ‘Righteous Rajya” for the good of the many and the happiness of the many.
A national movement of all patriotic forces of this country should be immediately set up like the Eksath Bhikshu Peramuna of 1956 and prepare a detailed policy outline and get the political leaders to one central place and offer this package at a public meeting at the Sri Dalada Mligava.
The group that promises to implement it to the letter and accepts this programme before the Mahanayaka Theras of the Three Nikayas as it was the custom in the ancient days, should be supported at the General Election to form a new Government

(Part 2) -The Criminal Junta Threatens the World with Annihilation Flexing its ‘Full- Spectrum Dominance’ Weather Bomb

While the world was riveted to the newscasts of bombings and carnage perpetrated by Obama’s USIS terrorists, going almost unreported was the rash of major earthquakes, wobbling our Planet, which followed the New Zealand earthquake.
On 13 Nov 2016 a massive earthquake measuring 7.8 on the Richter scale hit New Zealand, virtually flattening regions of Christchurch.
John Key the New Zealand PM was aghast; ‘The Earthquake, he wailed, was a man-made catastrophe and not a natural disaster’. This was in sharp contrast to what people around the world had imagined.
Key’s candour cost him his job.
In the span of about five weeks that followed New Zealand’s man-made Earthquake, there have been over 25 Major Earthquakes, the last one, as at the time of writing, being in Fiji.
The New Zealand Earthquake came barely two days after Kerry’s clandestine visit to the ‘Raytheon Base’ in the South Pole; this base is the site where the ‘Weather Bomb’, the ultimate ‘Weapon of Mass Destruction’ of the Neoliberals, is being secretly developed against all International Convention, under the US military programme HAARP (High Frequency Active Auroral Research Programme).
Notorious for its criminality for more reasons than one Raytheon, which uses depleted uranium in its Patriot and other missiles, had been previously involved in an equally dubious Project, the Manhattan project of the 1940s; Vannevar Bush, a co- founder of Raytheon, was the architect of the criminal nuclear bomb which was calculatedly dropped on unsuspecting civilians in Hiroshima and Nagasaki. The Americans stand accused of war crimes and the genocidal slaughter of the Japanese. In this incident alone over 300000 men, women and children had their lives snuffed out in the blink of an eye.
If the Nuclear bomb was the creation of the devil, the ‘Weather’ bomb is the heinous creation of the arch devil.
The macabre concept of a weather bomb that remained only as an abstraction in evil minds nearly 70 years ago is today a reality. The Neoliberals have spent much time and money to secretly develop the bomb that is designed to fast forward the US military goal of achieving ‘full spectrum dominance of the world’.
Raytheon acquired the technology to manufacture the apocalyptic bomb when it paid $2.3 billion in 1995 to buy up E systems Inc.
E System Inc, synonymous with the CIA, had previously bought up the patent rights to the ‘Weather’ bomb technology.
Declassified US documents reveal that experiments, classified ‘Top – Secret’, were conducted over 50 years ago off the coast of Auckland to perfect a ‘Tidal Wave’ bomb; that bomb project was code named ‘Project Seal’.
The ‘Weather’ Bomb, whilst retaining the original concept of using a ‘Tsunami’ type wave as a weapon of war, has gone beyond that descriptive term and broadened its destructive capability to include other elements of nature.
The bomb incorporated the military concept of ‘Full Spectrum Dominance’, defined in US Army Field Manual (FM) 3-0, (Operations).
In the year 2000, the Pentagon too ‘borrowed’ this same military concept (Full Spectrum Dominance) when making its vision statement for the United States; this vision statement ‘flag posted’ the year 2020 as being the year by when the US should achieve ‘Full Spectrum Dominance of the world’.
That vision statement for the US is spelt out in the policy document signed by the then Chairman of the Joint Chiefs of Staff, Gen. Henry Shelton; this policy objective for 2020 was reconfirmed in 2010.
‘Full spectrum dominance’ is an Army operational concept relating to battles conducted on land; it relates to a military unit’s ability of controlling all dimensions of that unit’s battle space.
Those dimensions of battle space, as per US Military doctrine, include terrestrial, extra terrestrial, aerial, maritime, subterranean, psychological, biotechnological, cyber technological, electromagnetic and information space.
The ‘History Channel’ documentary on HAARP describes, as highlighted by researcher Burke, the monstrosity of the electromagnetic weapon being developed: The weapon packs an invisible wallop, hundreds of times more powerful than the electrical current in a lightening bolt; it could be used to, blast enemy missiles out of the sky, blind soldiers on the battlefield, control crowds by burning the surface of their skin and (detonated over a large city) destroy all electronics in a wink”.
That documentary went on to describe the wide spectrum of cataclysm that Neoliberal research had been able to achieve with the use of the electromagnetic weapon.
Simplistically put the ‘Weather’ bomb works on the principle of firing accurately, pulsed energy beams into selected areas of the ionosphere in order to heat those (selected) areas; these heated areas of the ionosphere would then reflect and bounce back the heat, now magnified to the intense proportions required, to corresponding pre-selected locations on the Earth .
With this selected manipulation and heating of the Earth’s ionosphere, the Neoliberals are now in a position to create (and prolong) droughts, rains, floods, storms, hurricanes, snow, earthquakes, tsunamis and the like in geographical locations of their choice.
The spectrum of dominating the world, with this Frankenstein bomb, has widened to mind boggling proportions; the Weather bomb could effectively facilitate, starvation and extermination of populations, making readily available unwilling human guinea pigs, collapse of economies, pursuit of Nazi style eugenic pogroms, colonisation of States, plunder of resources of sovereign States, creation of Sovereign debt and the creation of a ‘slave’ class.
This ‘Weather’ weapon also gives the Neoliberals the wherewithal of negating their enemy’s military capability and this includes the ability of breaking radio lines of communication (in equipment installed on spaceships and rockets), provoking serious accidents in electricity networks and oil and gas pipeline structures, impacting negatively the mental health of people populating entire regions of the Earth.
As Nobel Prize winner Harold Pinter put it, the Neoliberals have officially put their cards on the table; their declared policy is, the full spectrum dominance of the world.
The pithy caption of the book by William Engdahl, the German geo – political researcher captures the enormity of the situation, Full spectrum Dominance: Totalitarian Democracy in the New World Order,”
The rash of earthquakes bespoke of sinister Tsunami threats to India, Japan, China and Sri Lanka too amongst others.
Professor Chossudovsky alludes to with credible arguments, to ‘the droughts and floods experienced by many countries, with notable reference to Sri Lanka; these droughts and other extremes of weather Chossudovsky asserts, are being created by HAARP for geo political reasons’.
On 01 Dec 16, following the disruption to a vital data signal, the Russians lost their ‘Progress’ spaceship carrying nearly three tons of supplies to the International Space Station; most of the debris of the spaceship burnt up in the Earth’s dense atmosphere.
Investigations on the disaster are continuing. In the meantime Vladimir Evdokimov top honcho of the Russian Space Agency Roscosmos is being called to explain $3 million he cannot account for.
Britain too stands warned. Scientist Simon Day has informed the country to prepare itself for 3 metre high Tsunami waves, originating from the unstable Canary Island, that could travel several miles inland and wipe out entire British towns.
In Japan on 22 Nov 16, a 2011 Fukushima type disaster was averted when a 7.4 magnitude earthquake, triggered a Tsunami; plant engineers, unlike in 2011, were able to restore the cooling system of the reactors which had shut down.
The EU has expressed deep concern over the HAARP programme and it’s far reaching global impact; the EU passed a resolution calling for the halt of the programme until an independent international body could assess the legal, ecological and ethical implications of the programme.
The Neoliberals in the US thumbed their noses at the EU proposal and chose to ignore repeated requests to suspend the programme.
In their quest to achieve full spectrum dominance of the world, the Neoliberals developed the apocalyptic bomb.
In heating the ionosphere repeatedly, to fine tune the weather bomb, the HAARP programme is toasting the Earth, raising the temperature to dangerous levels; scientists have warned that unless these madmen are stopped immediately, a point of no return would soon be reached.
To retain the secrecy of the HAARP program and to retain the surprise element of their secret weapon, the Neoliberals invented the ‘CO2 Conspiracy Theory’.
The conspiracy theory of the Neoliberals, that global warming is due to the emission of man made CO2, was from the start, a part of the Pentagon psyops campaign.
The Neoliberals spread the lie that the increasing level of CO2 in the atmosphere was the cause of global warming. This hoax provided a red herring to distract attention from the real culprit, ‘Raytheon’s Apocalyptic Bomb’.
The recent rash of Earthquakes (and threats of Tsunamis) conveyed a message from the Neoliberals to the world; it was loud and clear. Trump may have won political office in the US but we Neoliberals control foreign governments, US bureaucracy, military technology and the Agencies. Any country thinking otherwise and acting against us neoliberals will do so at its peril. Note, we are in control of the ultimate Weapon of Mass Destruction. We have the power to obliterate you from the face of the Earth.”
This Neoliberal arrogance may have prompted the Neoliberal ambassador in this country to irresponsibly assert what he said in the immediate aftermath of Trump’s victory that there would be no change in his country’s foreign policy.
If Trump heard it, he would perhaps have immediately fired this pathetic ‘Apprentice’ in the diplomatic corp.
The ‘Apprentice’ of hybrid nationality must be fearful of Trump though, to have publicly backtracked on that statement, in very humiliating circumstances.
Trump called the neoliberal’s bluff on global warming when he declared that he would revert to Coal energy.
It is significant that 99.9% percent of gases in the earth’s atmosphere – Nitrogen, Oxygen and Argon – are non greenhouse gases; only a 0.1% of gases are greenhouse gases.
The primary greenhouse gases in that 0.1% of greenhouse gases found in the Earth’s atmosphere are water vapour, carbon dioxide (CO2), methane, nitrous oxide and ozone.
CO2 makes up only 3.5% of the 0.1% greenhouse gases found in the atmosphere, 95 % being water vapour.
In that 3.5 percent of CO2 found amongst the 0.1 % of greenhouse gases in the Earth’s atmosphere, man’s input of CO2 is just 0.117%.
It follows therefore that Man’s total contribution of CO2 to the Earth’s atmosphere is just 0.000004095%!
Even if the Kyoto protocol were strictly observed by the entire world, man made CO2 would be reduced by just 0.035% and the temperature would be reduced by 1/20th of a degree and that too only by the year 2050.vide (http://www.geocraft.com/WVFossils/greenhouse_data.html)
Trump has put the giant oil companies on notice. But within the US too there is a gap between cup and lip.
The Plutocrats had turned the concept of Universal Adult Franchise in the US, on its head. No matter which party was elected, the Plutocrats won. The Neoliberals occupied the seats of power in Washington doing the scut work of the Plutocrats.
Trumps victory appears to have dented that process and made the concept of Universal Adult Franchise in the US, for the moment at least, more meaningful.
In the ongoing US civil war, the Neoliberals are keeping open all their options, available to them, of removing the Trump Threat; these include assassination, impeachment, Martial Law, Supreme Court et al.
It was interesting to note Sri Lanka’s hoaxwagon PM, whose engine too is fired from the Neoliberal rear, contradicting Trump and making claims that the US Empire would continue as before. The son of a prominent yesteryear Neoliberal lickspittle, Sri Lanka’s Hoaxwagon is in some ways like Mike Pence, just a heartbeat away from the Presidency. It somehow is sad that Sirisena does not seem to realise this, when he is in a position to redeem himself and apply the rule of law on Sri Lanka’s Batalanda queen who has murder indictments (yet to be filed) pending, charges of massive corruption and bribery yet to be investigated and a self confession of torching the Jaffna library yet to be acted on.
If Trump is serious about his promised changes and must survive the on-going US civil war he must revoke the effects of the 1913 Federal Reserve Act.
The Neoliberal criminals like Obama and the Clintons must be brought to book immediately for crimes against humanity and hauled before a Nuremburg type Tribunal. So must also the Neoliberal scumbags in the UN and in the NGOs, like Ban ki Moon, all accessories to HAARP’s doomsday weapon which is threatening the very existence of life on Earth.
The time is now to storm the ‘Bastille’ and pull down the walls of HAARP in the South Pole and ‘guillotine’ all the proponents of this programme around the world.
The Weather Bomb has been fired over Sri Lanka’s ionosphere and the drought will persist and worsen. People will die of hunger and thirst, the poor will be left destitute and forced to foray for food while Hoaxwagon Wickramasinghe and the ‘Tie Coat’ Master crook will offer Crotons and Jack leaves to the dying poor.
Hark, the words of Vidura Wickramanayake. Hurry! The days of ’86 – ’87 and Batalanda are not far off. The opposition politicians must perforce unite, evolve a plan and work out that plan to pull the people out of their misery. In addition, we must join forces in dismantling the Weather Bomb in the South Pole
What good is GSP plus if the 58 conditions undermines Sri Lanka’s national sovereignty & security?

What is the better human rights that EU boasts of that is not prevalent in other parts of the world? Does the EU member states not suffer crimes and violations of any kind? Is it honky dory in EU 28 nations that they can dictate trade deals with other nations? Is EU nations not guilty of hate crimes and racism? The crux of the matter is the 58 conditions that EU demands to return GSP plus facility to Sri Lanka.
Sri Lanka’s decision makers must realize that we are first a sovereign nation, an island which has a proud history unmatched by any of the 28 nations dictating terms. Many of these countries are what they are having come to our part of the world fleeced, plundered and murdered our people and with those stolen wealth become rich nations. These EU nations need to also be reminded that many of them gave safe haven to LTTE terrorists and continue to allow LTTE fronts to operate on their turf. In taking the statistical records it is also clear that even despite the removal of GSP, trade has not dropped and this is a key indicator. Governments and their officials should not function as doormats to bully nations. A government and officials are expected to keep our nations flag flying, keeping the respect of the nation and people without appeasing to the carrot and stick approach being adopted.
The return of the GSP plus is said to come ONLY IF Sri Lanka agrees to implementing 58 conditions imposed by EU. Conditions that EU has not presented to any other country and conditions that NO OTHER COUNTRY is likely to agree to. Therefore, like the UN Resolutions and demands, these conditions must be an experiment to see how far the West can bully appeasing governments and weaken a nation’s sovereign status.
What are some these 58 conditions?
- EU demands Sri Lanka REVOKE the Prevention of Terrorism Act (PTA) – why would 28 EU nations want us to remove a key ACT that enables a govt to take quick action in the event of calamity especially acts of Terror?
- EU demands Sri Lanka expedite cases of remaining detainees – why is the EU so interested in LTTE cadres most of whom are those who surrendered during the final stage of the conflict? Shouldn’t legal action be taken to hold them guilty for their crimes?
- EU demands Sri Lanka review STATUS of Tamil diaspora organizations and individuals on the UNSC Resolution 1373 LTTE front list – why is the EU states so concerned about their removal? What does LTTE diaspora have to do with trade deals between countries?
- EU demands Sri Lanka devolve powers under the new Constitution? Is Sri Lanka’s constitution being made to the interest of the People of Sri Lanka or the interests of the EU states? - EU demands Sri Lanka return all private lands to owners in the North? Are these not internal affairs of a sovereign country to sort out? Do we go telling the EU how to run their nations? For starters why not acknowledge, apologize and compensate us for almost 500 years of colonial crimes we suffered?
- EU demands Sri Lanka adopt a policy of National Reconciliation & National Resettlement? Again are these not areas of internal interest. Moreover, the military onslaught was against LTTE terrorists whom the EU have also proscribed. The military onslaught was not against any minority. We do not need to reconcile with terrorists. We have resettled more people in the shortest of time while demining the areas unlike all the millions that have been displaced by US/NATO bombing.
Let’s take a look at how great the human rights records of the EU is and lets not forget that the Nobel Peace Prize in 2012 went to the European Union for its transformation “from a continent of war to a continent of peace” and its focus on “peace and reconciliation, democracy and human rights,” (It was no different to US President Obama receiving the Nobel Peace prize – in 2016 alone on his orders 26171 bombs had been dropped on 7 nations!
It is hilarious that the very countries that are dictating to countries about rights violations and rule of law are the one’s who should be ashamed of their own records and thus have no moral right to be demanding conditions countries must conform to make trade deals when minorities are being ill-treated on their turf!
- According to Fair Trials International and the international law firm Clifford Chance – Greece, Bulgaria, Poland and Romania are the worst European Union countries at delivering justice through criminal trials – In some EU countries pre-trial detention can last for up to four years; others have no legal maximum
- According to HRW 2016 report – EU states have not addressed the 850,000 refugee asylum seekers, Hungary closed its doors to asylum seekers, Slovenia, Croatia, Serbia and Macedonia allowed only certain nationalities to enter, spike in hate crimes against Muslims especially in UK and France, EU leaders are on record to say they will only accept Christian refugees and not Muslims! France enacted a law permitting the government to conduct sweeping digital surveillance on broad grounds and without prior judicial authorization, in breach of the right to privacy. In Germany, Federal police registered 473 attacks on asylum accommodations while anti-migrant protests were held throughout the country. The London Metropolitan Police recorded respective increases of 22 percent and 46.7 percent in anti-Semitic and Islamophobic crimes in London between January and July 2015. Also note, UK’s Counter Terrorism laws are NOT in line with International Covenant on Civil and Political Rights.
- In France, the UN Committee for the Elimination of Racial Discrimination expressed concern about discrimination against migrants and people of foreign origin” – faced in education, housing, culture, healthcare,

- UK – According to the Home Office, 44,480 hate crimes were reported in 2013-2014, a 5 percent increase over the previous year. Over 80 percent of these crimes were related to race.
- Germany – In 2011, a study by the Institute for Interdisciplinary Research found 47.1 percent of Germans believe there are too many foreigners in the country. Nearly 30 percent agreed foreigners should be removed from Germany if jobs became scarce
The examples that can be cited are too many.
EU is a bloc of nations coming together enbloc for THEIR POLITICAL INTEREST ALONE. These 28 member nations make up one voice even inside the UN.
The countries that GSP plus is extended to are Armenia, Bolivia, Cape Verde, Kyrgyzstan, Mongolia, Pakistan, Paraguay and the Philippines – other than Pakistan and Philippines the other countries are not so much in global spotlight! For some unusual reason trade agreements are always tied to demands specifically aiming to weaken a country. Let us not forget that the EU nations have been voting en bloc against Sri Lanka.
In 2005, the GSP plus came after agreeing to 27 conditions but with no changes made to the rules of origin. This meant that apparel exporters had to show domestic double transformation from yarn to fabric and fabric to garment (over 50% domestic value addition which Sri Lanka could not as we have no domestic yarn and fabric base). Only 35% of raw materials are sourced locally by the apparel industry and the rest is imported. That imported fabric is at most times more than 50% cost of the finished garment.
January-September 2004 – exports to EU was US$ 716.2 million
January-September 2005 – exports to EU was US$ 720.2 million (no significant change after GSP)
2014 – 31% exports to EU (for the EU, Sri Lanka is an unimportant entity accounting for just 0.1% of EU trade) EU investment in Sri Lanka was US$ 535 million (Saman Kelegama)

While apparel exporters estimated GSP usage to be around 20% of total exports to the EU, the Commerce Dept claims it to be 17% (LBO, 2005) with local authorities trying to reduce the domestic value addition from 50% to 35%.
In August 2010 EU decides to revoke GSP plus on grounds of human rights violations and not implementing 3 international HR conventions (the International Covenant on Civil and Political Rights (ICCPR), the Convention against Torture (CAT) and the Convention on the Rights of the Child (CRC) – (the EU must have been asleep when LTTE was on a killing spree). The withdrawal in concessions was said to affect apparel industry the loss of $100 million.
In 2008, the EU was Sri Lanka’s largest export market, accounting for 36 percent of all exports accounting for USD $3.47 billion from EU markets.
However, according to Dilshani Samaraweera a writer on labor matters claims withdrawal of GSP in 2010 did not impact local economy and exports to US and EU had increased compared to 2009.
Benefits to European buyers, Companies, Employers & Investors
The apparel industry generates $3.2billion exports accounting for 45% of export revenue.
Zones were set up giving special incentives in the 1980s to attract foreign investors.
Union activists can only enter with permission from employers.
Trade concessions have benefitted companies and employers but not so much the workers. So in whose interest is GSP plus?
Moreover it is important to investigate reasons for closure of companies/factories? Is it the inefficiency of the management or GSP plus removal?
Benefits to Workers
The Sri Lanka Apparel industry employs about 300,000 people. Workers in the freetrade zone (export processing zones) earn about $100 a month with overtime and other additional payments (just over Rs.15,000) These young girls are around 20 years of age and coming from rural villages and a third of what they earn go towards boarding most of which are in poor conditions.
Over 50,000 workers have since lost jobs due to recession. Unions allege that some factories have shut down (between 2008-2011 – 50 such companies have shut down) citing recession and reopened as new units.
Workers wages and related benefits have not been on par with those enjoyed by companies/employers. There is no system that profits gets distributed to the workers without whose contributions companies would not exist!
Leaving all this aside, no government should agree to compromise and sacrifice a country’s national security and national sovereignty just for a trade deal that impacts only a segment of society. We elect leaders to function on behalf of the state and not other countries or foreign companies. To boast of winning a trade at the peril of losing, weakening and sacrificing national sovereignty is treason. We do not want to see another Volkswagen embarrassment occurring in Sri Lanka therefore the current government must keep in mind that it is in power to serve the nation and not the EU
Moreover with nationalism sweeping across the EU, it is likely that EU as an en bloc political bully will collapse.

The 58 preconditions to obtain GSP+

The government has been ecstatic at being granted GSP+ again by the European Commission. It hasn’t however revealed the conditions it has agreed to in order to get this trade concession. In this context, two documents are of interest to us. The first of these is the ‘Report on assessment of the application for GSP+ by Sri Lanka’ by the European Commission dated 11 January 2016 (Staff Working Document 474) which is available in the public domain and another document which was obviously a part of the application made by Sri Lanka to the European Commission to obtain GSP+, which is not available in the public domain. The two documents complement and authenticate one another.

Everyone knows that GSP+ is conditional on ratifying and adhering to 27 international conventions and compliance is monitored by the European Commission. The 58 ‘conditions’ for granting GSP+ in the second document are obviously the result of the dialogue between the European Commission and the government of Sri Lanka to ascertain whether Sri Lanka is, in fact, adhering to, or in the process of implementing the international conventions it is supposed to implement to qualify for GSP+. The European Commission as the monitoring authority would naturally reduce things to certain specific questions or requirements and that is what these 58 conditions are all about. According to the confidential document mentioned above, the 58 preconditions are as follows:
1. Review or repeal of the Prevention of Terrorism Act (PTA).
2. Expeditious conclusion of cases of the remaining (LTTE) detainees.
3. Completion of rehabilitation of all ex-combatants.
4. Amendment to the Code of Criminal Procedure Act to include rights of detainees.
5. Adoption of new regulations for public disorder management by the police.
6. Review of the Public Security Ordinance (PSO).
7. Expeditious processing of the remaining cases referred to by the UN Working Group on Enforced or Involuntary Disappearances.
8. Establishment of an Office on Missing Persons.
9. Operationalisation of all provisions of the Protection of Victims of Crime and Witness Act, review of the Act and setting up of an independent witness protection authority.
10. Introduction of a new Human Rights Action Plan (2017-2021). 11.Ratification of the Convention on Disabilities and send to parliament the draft Disability Rights Bill.
12. Adoption of the new Prisons Administration Act and adopt strategy against prison overcrowding.
13. Expeditious conclusion of emblematic cases identified in the OISL/High Commissioner’s report. (This refers to the Ekneligoda and Lasantha Wickrematunga cases etc.)
14. Reforms to address delays in the administration of justice.
15. Reviewing of the status of the Tamil Diaspora organizations and individuals in the terrorist list.
16. Expeditious conclusion of pending cases of corruption before the FCID, AG’s Department and CIABOC.
17. Effective implementation of the CIABOC Action Plan against corruption.
18. Adoption of the National Action Plan for strengthening the Bribery and Corruption Commission.
19. Restructuring and enhancement of capacity of the anti-corruption bodies.
20. Devolution of power to the provinces to be addressed under the new Constitution.
21. Release all remaining lands to the rightful civilian owners.
22. Adoption of the National Policy on Reconciliation.
23. Adoption of the National Resettlement Policy.
24. Finalization of the resettlement of all internally displaced persons.
25. Ratification of the Convention on Enforced Disappearances with accompanying legislation. Issuance of certificates of absence.
26. Security Sector Reform/Peacekeeping operations.
27. Introduction of Electoral reforms under the new Constitution and consideration of the relevant EU EOM recommendations.
28. Submission of the Right to Information Bill to Parliament.
29. End all surveillance, harassment and reprisals against civil society, human rights defenders and journalists.
30. Propose to Parliament legislation allowing individuals to submit complaints to the UN Human Rights Committee under the First Optional Protocol to the ICCPR and to the UN Committee against Torture.
31. Reconsideration of the decision to establish the Press Council.
32. Legislative changes to ensure non-discrimination on the basis of sexual orientation.
33. Amendment to the Land Development Ordinance to provide equal land succession rights to men and women.
34. Issuance of clear, public and unequivocal instructions to all branches of the security forces that torture, rape and other human rights violations are prohibited and those responsible will be investigated and punished.
35. Adoption of the National Action Plan on Gender Based Violence.
36. Increase of Tamil speaking, especially female, police officers.
37. Reserve a minimum of 25% of representation in parliament for women.
38. Adoption of the National Action Plan on Female-Headed Households.
39. Address sexual harassment at the workplace including establishing and re-activating sexual harassment committees.
40. Strengthening of the Domestic Violence Act.
41. Amendment to the law to introduce a minimum age of marriage under Muslim law.
42. Amendment to the law to address marital rape and abortion.
43. Amendment to the law to raise the minimum age of criminal responsibility.
44. Enactment of the Children (Judicial Protection) Act.
45. Strengthening of child protection through multiplying Child Protection Committees.
46. Re-issue circular to schools against use of corporal punishment.
47. Ratify the Optional Protocol to CAT.
48. Adopt Strategic Plan on Trafficking of Persons.
49. Expedite prosecution of reported cases of torture.
50. Continue supporting moratorium on death penalty.
51. Take effective measures on the worst forms of child labour (mainly hazardous work in manufacturing industries, services and agriculture) and child-sex tourism. 52. Protection of workers, freedom of association & collective bargaining in the Export Processing Zones (EPZ).
53. Fully operationalise the Readmission Case Management System.
54. Review position with regard to recommendations received during the 2nd cycle of the Universal Periodic Review. 55. Submit addendum to the 5th periodic report to the UN Human Rights Committee.
56. Submit addendum to the 5th and 6th periodic report under the Convention on the Rights of the Child.
57. Launch wide public consultation and disseminate information during the various stages of setting up the transitional justice mechanisms.
58. Design a transitional justice architecture consistent with the HRC resolution and the results of the public consultation.
The Brussels Empire
Reading the above will help the Sri Lankan public realise why Britain voted to leave the EU. The European Commission, which is an unelected body, controls the EU and it is against that body that the British public revolted. The Brexit vote was an unprecedented electoral stampede which trampled all three established political parties in Britain – the Conservatives, Labour and the Social Democrats – so eager were the people of Britain to escape the clutches of Brussels. The European Commission is a body that turned even our erstwhile colonial master Britain into a virtual colony – they get your signature on a document and from that point onwards, you lose control over your own country and your destiny. Given the fact that the present government has virtually fallen over itself to sign up for GSP+ again the fly has willingly and enthusiastically entered the spider’s parlour!
Take some of these conditions. Item 30 on the above list, is to bring in legislation allowing individuals to submit complaints to the UN Human Rights Committee under the First Optional Protocol to the ICCPR. This is a case of effectively subordinating Sri Lanka’s supreme court to the Human Rights Committee in Geneva and ending the supremacy of the Supreme Court. One of the main reasons why Britain wanted to leave the EU was to stop being dictated to by the European Court of Human Rights. According to the European Commission’s conditions above, everything ranging from ‘public disorder management’ by the police in Sri Lanka, and cases pending before the FCID and Bribery Commission, the devolution of power to the provinces, electoral reform, the law of succession, the prevention of domestic violence, the minimum age of marriage for Muslim girls, will be under direct supervision from Brussels.
The last condition on the list is that Sri Lanka should set up a transitional justice mechanism in accordance with the Human Rights Council resolution. This means the setting of a war crimes tribunal with foreign judges, prosecutors and investigators, removing through administrative action the members of the armed forces suspected of having committed war crimes but against whom there is no evidence; and everything else the Sirisena-Wickremesinghe government agreed to in the Obama administration sponsored resolution against Sri Lanka in September 2015. The European Commission’s supervision is so intrusive that it obviates the need for an elected government in Sri Lanka. Indeed, the European Commission has been set up in such a way that it can supervise the governments of the whole world if necessary. According to the British press, there are more than 10,000 European Commission officers getting a bigger salary than the British Prime Minister.
Nigel Farage the victor of Brexit, and Member of the European Parliament, puts that number at closer to 15,000. There are only 196 independent nations in the world so there are plenty of highly paid bureaucrats at the European Commission to go around. If our civil service was authorised to report directly to Brussels, Sri Lanka can be run as a colony once again with the EU Ambassador in Colombo functioning as the Governor. According to the above mentioned list of conditions, even the repeal or amendment of the Prevention of Terrorism Act, the review of the Public Security Ordinance has been made mandatory if we are to obtain and retain GSP+. The Tamil diaspora organisations in the terrorist list will have to be delisted to the satisfaction of Brussels.
When the GSP+ programme started in 2005, it had 16 original members – Armenia, Azerbaijan, Bolivia, Colombia, Costa Rica, Ecuador, El Salvador, Georgia, Guatemala, Honduras, Mongolia, Nicaragua, Peru, Paraguay, Sri Lanka and Venezuela. Of these countries, only four – Armenia, Azerbaijan, Georgia and Sri Lanka were genuine applicants while the other 12 nations had been absorbed into the GSP+ scheme after they were orphaned following the World Trade Organisation’s ruling against the EU’s special trade concession for drug producing countries which had been started to help those countries move away from drug production into conventional economic activities. Today, of the original four applicants who obtained GSP+ the same way Sri Lanka did, Azerbaijan and Georgia have left the programme.
Nations fleeing GSP+
Of the 12 narcotics producing countries in the programme, ten have dropped out and only Bolivia, and Paraguay remain. The drug producing countries have much less trouble with GSP+ than the others because the ‘drugs programme’ in which these countries were before they were put into GSP+ was given without any conditions. The only proper GSP+ beneficiary in the programme from the inception to date is Armenia – a tiny country much less than half of Sri Lanka in size with a population much smaller than that of the Western Province with exports of just 1.6 billion USD per year. The only significant Asian countries on the GSP+ programme are two relatively new entrants––Pakistan and the Philippines. Pakistan was one of the original beneficiaries under the ‘drugs programme’ of the EU and it was due to the inclusion of Pakistan that India went to the WTO and got the entire EU ‘drugs programme’ shot down.
As a country on the former drugs programme, Pakistan need not fear the kind of scrutiny that Sri Lanka would come under. The Philippines has joined the programme obviously due to the political fellow feeling that would have existed between the EU and that country during the presidency of Benigno Aquino III. But, if the EU tries to exert pressure on the Philippines now under a very different character Rodrigo Duterte, it is only a matter of time until Duterte tells the EU where to get off the way he so colourfully told both Barak Obama and the UN Human Rights Commissioner Zeid Al Hussein. GSP+ is the most unsuccessful trade concession scheme ever launched by the EU.
Very few nations on earth are willing to trade in their sovereignty for a duty concession. The Prime Minister has been touting GSP+ as the trade concession that will change Sri Lanka’s destiny. The Sri Lankan apparel industry was doing quite well before the country received GSP+ in 2005 and even after GSP+ was withdrawn in 2010, apparel exports to the EU continued to grow at the rate of six to seven percent a year. GSP+ gives the European importers an incentive to import from Sri Lanka by removing the applicable tariff. This may increase the orders that our garment factories get – but at what cost? Even at present, the biggest problem facing our garment factories is labour with the FTZ trade unions estimating the labour shortage to be more than 30,000 in the apparel sector alone. If there is increased demand from Europe following the reintroduction of GSP+, how is the increased demand going to be met without more labour?
This is not a government that is good at negotiation or even weighing the costs against the benefits of a certain course of action. Ultimately by getting GSP+ back the actual economic benefit to the country may not be proportionate to the political cost not just to the country but also the very government that negotiated the reintroduction of GSP+. There is certainly going to be a major political fallout if some of the 58 preconditions set out by the European Commission are actually implemented. There is however the chance that since this government is a fellow traveller of the liberal establishment which still controls most of Europe, they will soft pedal the conditions imposed and only make noises without taking any action in order to help their struggling acolytes in Sri Lanka. The GSP+ concession is not given for all perpetuity. At the moment we know that it will last till 2023. What will happen after that is open to question.

Reference this article by Taylor Dibbert, I am writing to bring to the attention of your readers the many assumptions, inaccuracies and uncalled for “advice” to the Sri Lankan government and mostly to the Sri Lankan people as to what they have to do at the dictates of the so-called international community who for thirty years had no interest in the suffering of Sri Lankans because of Tamil terrorism. These countries, have got used to meddling in the internal matters of Sri Lanka through their long support of the Tamil terrorists (LTTE). As Dibbert has been in Sri Lanka from 2006 to 2008, it seems that the demise of the LTTE leadership has left him only with the alternative to find fault with Sri Lankan policy since the defeat. To do so he has used false and misleading information.
For the benefit of your readers, it is important to note that Tamil terrorism in Sri Lanka was developed in India, funded and politically supported by India and by the Tamil expatriate supporters of LTTE terrorism throughout the world as well as politicians, primarily in the U.K., Canada, the E.U. and the United States. These countries supported the division of Sri Lanka through terrorism, not because of their concern for the country or it’s citizens but merely to get votes in their respective countries. They got votes, ordinary Sri Lankans paid with their lives. The economy suffered drastically, people lived in fear of bombs on trains, buses, homes, places of worship, attacks anywhere in the country, because of these external forces. It was an internal war against terrorism yet, interference by foreign powers was incessant in support of terrorists. This support was most manifest at the last stages of the war. When it became clear that the Sri Lankan forces were going to succeed against the terrorists the U.S., U.K. France, Norway to name a few, did their utmost to save the leadership of the LTTE and provide safe passage out of Sri Lanka. The plan was that the terrorists could leave and return to terrorize the country. It was a repeat performance because previously, when the LTTE faced defeat, India militarily threatened Sri Lanka, evacuated the LTTE, and again provided them with bases, funding and political support to return and terrorize the country for a further twenty years. In 2009, the Government of Sri Lanka refused to be bullied into what the West wanted, and is now being harassed because they did not cave into pressure by the supporters of LTTE terrorism. Articles such as this by Dibbert are part of that effort.
The statement that the government is “still prevaricating on the controversial issue of accountability – punishing perpetrators for alleged wartime abuses” is duplicitous. If there is to be punishing of perpetrators for “alleged wartime abuses”, while the Sri Lankan security forces are “alleged” to have committed abuses, it has been established without any doubt, that the LTTE, committed abuses and war crimes. Their war crimes were used as propaganda by the LTTE to encourage more funding and support for terrorism. For example, Adele Balasinghan was the head of the women’s suicide brigade. There is video footage of her hanging cyanide capsules around the necks of these abducted, brainwashed women who were ready to detonate themselves to kill hundreds. Of the 388 Tamil terrorist suicide bombers, half were women. This LTTE criminal now lives in comfort in the U.K. on LTTE funds and attends functions with British Members of Parliament who support the LTTE. Why does the U.K. government not try her for war crimes? They are responsible for supporting LTTE terrorism, leaders of the LTTE responsible for terrorism live in the U.K. still promoting the division of Sri Lanka, supported by politicians in the U.K. They were responsible for terrorism. Why are they not held accountable? Why are they not prosecuted when the evidence is available and overwhelming? Why are these governments preaching to Sri Lanka regarding internal matters that are none of their business but not holding accountable the LTTE leaders in their countries? Before looking for punishment of Sri Lankans for “alleged” war crimes, why are these supporters of the LTTE not held accountable and punished? If and when they do, Sri Lanka could learn from their processes which should of course include foreign investigators and judges.
Reliable estimates suggest up to 40,000 people died during the war’s final months, although casualties could be considerably higher. The clear majority of those killed were Tamil civilians”. This is another unsubstantiated statement. G. Weiss, an employee of the U.N. in Sri Lanka during the final stages of the war made this claim in a book he wrote, The Cage. However, when he attended meetings in Canada and Australia to promote his book he publicly admitted that there was no substance to that figure. Weiss’ original number in Sri Lanka was 7,000. This was immediately refuted by John Holmes of the U.N. who stated that there was no information to substantiate even 7,000. Even the propaganda arm of the LTTE, which was given to exaggeration, indicated that the number was around 6,000. Why do these writers who choose to give advice to Sri Lanka knowingly make these false statements? Is it because they are biased or have an anti-Sri Lanka agenda?
Regarding including foreign judges, lawyers, prosecutors and investigators”, obviously the writer is ignorant of the fact that it is the Government of Sri Lanka that has the authority to determine who is going to be doing these tasks. These writers who keep repeating these demands seem to be unaware that it is the constitution of Sri Lanka that prevails, not the impositions of wish lists of foreigners. If Sri Lankans do not want foreigners appointed, it is their right to refuse. The rights of Sri Lankans supercede the demands of foreign interests. As for now would be an opportune time for the government to acknowledge that it would be willing to accept substantial international assistance in all aspects of its transitional justice process”, if the people of Sri Lanka do not want foreign interference, again it is their right to reject these overtures which is an infringement on the sovereignty and security of the country.
Regarding Tamils not having confidence without international participation, if the are citizens of Sri Lanka, they have to abide by the laws of Sri Lanka. As for decades of discrimination”, the question has been asked over and over again throughout the past thirty years of the war, that the Tamils list their grievances and so-called discrimination. There has been no response. The fact is that the Tamil minority has the same rights as all the other communities, the right to vote, free education, free medical attention to name a few rights”. Throughout the duration of the terrorist war, it was the government of Sri Lanka that provided food, medical aid, paid for education i.e., provided the same benefits to the Tamils in terrorist held areas as they did to other communities.While the Tamils live anywhere in the island, they refuse to allow other communities to live in what they claim are their areas. Of the total Tamil population, 55% live outside the area they claim as exclusive to the Tamils. They have driven out the other communities and will not allow them to return to their homes yet claim discrimination. It is they who are discriminating against the other communities.
As for the government consistently explaining to the masses that international participation is imperative, what the writer does not seem to realize is that these explanations will only lead to the masses realizing that it is not only unconstitutional but that it is damaging to the security of the country and will be rejected by the masses. The people of Sri Lanka are well aware of the damage done to the country by “international participation”.
Sri Lankans have suffered because of the interference of external forces for decades, Tamil racist demands for one-third of the country exclusively for the Tamils while over 55% of them live outside of the areas they want and can only judge the opinions of this writer as a repeat of promoting foreign interference in support of the Tamils goal of dividing Sri Lanka. As for if the coalition government is going to reconsider its deeply flawed approach, it would need to move quickly and decisively”, I agree, but it should be to tell these countries and individuals that supported LTTE terrorism, that Sri Lanka rejects their advice and will decide on what is best for the country based only on what Sri Lankans want. It is these foreign countries and individuals that supported the LTTE that should “reconsider their position on wartime accountability” and prosecute the LTTE leaders still operating in their midst. In short, they should practice what they preach.

සුදු අලියා කැලැවේ සිටියානම් අනුන්ට කරදරයක් නැත. සුද්දෝ යුරෝපයේ සිටියානම් ද එසේමය. එහෙත් අල්ලාගෙන ඇවිත් බැඳගත් දින සිට අපි ඌට කන්න බොන්න දිය යුතුය. අවුවේ යන්න බැරි නිසාත් ලස්සන නිසාත් වැඩක් ගන්න බැරිය. ඕනෑ නම් පෙරහැර කට ගෙන යා හැක. පලාත් සභාත් මේ වගේ නම් නරකම නැත. අපේ ආර්ථිකය 1987 සිට කොස්ගස් කපමින් , ලොරිවල ගෙනයමින් මූට කොස් කොළ අතුපිටින් කැවීය. සමහර වෙලාවට මුගෙන් කරදර උනත් මූ යෝධ මදුරුවෙක් වී අපේ ලේ නොබීවේය. එහෙත් ,වැඩිපුරම , යුද්දේ අවසානයත් සමගම සුදු අලියා අධි බලැති මැක්කෙක් බවට පත්විය. මෙය පටන් ගත්තේ උතුරු පළාත් සභාව පත්වීමත් සමගය. ඊට හේතුව මූ අපේ ලේ උරාබීමට දැන් සැරසෙන බැවිනි.
13වැනි සංශෝධනය මගින් අපිට පරපෝසිතයන් බිහි කලෑයි කියන්නේ ඇයි ?
ඕනෑම සමාගමක්, සංස්ථාවක් හෝ රජයක් ආදායම් ලබන ආයතන වෙති. මේවා හුදෙක් වියදම් කරන්නෝ නොවෙති. ආයතනයේ පඩිනඩි ගෙවීමට , ගොඩනැගිලි පවත්වා ගැනුමට ආදායම් අවශ්ය වෙයි. පරිත්යාග වලින්ම ගෙනයන ආයතන වලට කියන්නේ “ලාභ නොලබන” ආයතන කියාය. පලාත් සභා ‘ලාබ නොලබන’ ආයතන නොවන්නේ එවැනි ආයතන පවත්වාගෙන යන්නේ මිනිස්සු අනුකම්පාවෙන් දානය කල මුදල් වලින් බැවිනි. එහෙත් මේවා ගෙනයන්නේ මහජනයාගෙන් ටැක්ස් කොට ගත් මුදලිනි. එබැවින් මේවා ‘පරපෝශිත සභාය’.
එහෙත් ලාභ නොලබන ආයතන, රට පාලනය කිරීමට ඉල්ලීම හරිද?
පළාත් සභා වල එකම ආදායම ආණ්ඩුවෙන් වෙන් කරන මුදල් ය. මුන් සම් බන් ධ වන්නේ අමාත්යාංශ ලෙවෙල් එකේය. මේ මුදල්වලින් අඹුදරු රකිමින් මුන් සියලුම ව්යාකෘති වලින් පගා ගසති. හැම එකටම ඇඟිලි ගසති. වැඩක් කිරීමට ඉඩ නොදෙති. සියලු දෙපාර්තමේන්තු නිල ධාරීන් මුන් ගේ අනුමතිය නැතිව වැඩක් කිරීමට නොහැකි තත්වයකින් හිරවී ඇත. යම් අවංක නිලධාරියෙක් පලාතේ වැඩක් කිරීමට පෙර මුන් ගේ අංකුට්ටන්ට රස්සා දිය යුතුය. මීට අමතරව මන්තිරියාගේත් , අංශ බාර ඇමතියාගේත් නොයෙක් ඕනෑ එපාකම් පිලිපැදිය යුතුය. අවංක නිලධාරියා රටම එපාවී පිටරට යති. හොරු සහ මදුරුවෝ ඉතුරුවෙති. අවංක ආයෝජකයාටත් එකම සෙල්ලමය. එක එකාට පගාව දී ණය ගෙවා ගන්න බැරිවී සමහරවිට මරණ බය මැද ආයෝජනය කරන්නේ මොකා ද?
මීට අමතරව මුන් දැන් ‘බලය බෙදා හැරීමක් ‘ ඉල්ලති (ඇත්තටම මේ ලෙඩ බෝකර ඇත්තේ අපේම එවුන් ය). එසේනම් පරපෝසිතයන් නොවී උන් ගේ පලාතේම ආදායමින් මුන් පාරවල් නඩත්තු කල යුතුය. රෝහල්, පාසැල් , විශ්වවිද්යාල , පොලීසි , උසාවි මේ අදී සියලු සේවාවන් ගෙන යායුතුය. උදාහරණයක් ලෙස උතුරු පලාතේ ආදායම හදා ගැනීමට දකුණු පලාතේ සාරය උරා බීම හරිද ? අවුරුදු ගණනක් දකුනේ මිනිස්සු මැරීම මුන් ගේ එකම කර්මාන්තය වූවා පමණක් නොව ඒ සඳහා යොදා ගත්තේ දකුනේ මිනිසුන්ගේ දහඩිය මාන්සියෙන් උපයන සල්ලිය. කිසිම මුදලක් නොඋපයන, රටේ ආර්ථිකයට සොච්චමක් පමණක් එකතුකරන උතුරු පලාත් සභාව මේ මදිවාට පොලිස් බල, ඉඩම් බල ඉල්ලමින් කලබල කරති. මුන් කන වටේ රුං රුං ගානවා පමණක් නොව බෙදුම් වාදය, ජාතිවාදය වැනි මිනීමරු රෝග බෝකරන මදුරු රැලක් බවට පත්වී ඇත.
මේ ප්රශ්නය අනික් පලාත් වලටත් බලපායි. කොටින්ම කිවහොත්, රටේ ජාතික ආදායම පළාතේ ජනගහනයට සම අනුපාතිකව බෙදූ ගනණනින් 1/2 ක් වත් නැත්නම් ඒ පලාතට සම බලය දීම මහා අසාධාරණයකි. එබැවින් මෙවැනි ක්රමයක් ඇතිකර ගැනීමට නම් පලාත්වල නිපැයීම මෙන්ම මුලු රටේ ආදායමත් විශාල වශයෙන් වැඩි කල යුතුය. එසේ වැඩි කරන තුරු ‘බලය බෙදීම’ විහිලුවක් වන්නේ ‘බලය’ ලබා ගැනීමට බුදියගෙන් ඉඳීමෙන් කල නොහැකි බැවිනි. අපේ රට මුන්ට යන්න පාරවල් හදා කෝච්චි පාරවල් හදා පාලම් හදා මුන්ම ඇටවූ බිම් බෝම්බ ඉවත් කිරීමට ගත් ණය ගෙවීමටවත් මුදල් මදි කල අපිට කිසිම බලයක් නැත. බිංදුව බෙදීම නමය ඊක්වල්ස් බිංදුව වෙන්නා සේ බෙදාගන්නා බලය බිංදුවම වේ. හදවත් නැති කොන්දක් නැති නූගත් දේසපාලුවන් බත්තරමුල්ල ගවගාලේ ලගිනතුරු අපි බිංදුව ඉල්ලා සටන් වදිමු ද ?
විමධ්යගත කිරීම ගැන කතා කලොත් කියන්න ඇත්තේ මේ පුංචි රටේ කිලෝමීටර් 300 ක දුර ගොස් කිරීමට තරම් වැදගත් දෙයක් මැකි මදුරු සභා වලින් කෙරෙන්නේ ද යන්නයි. ඊමේල් , ෆැක්ස් , ටැලිෆෝන්, ටැලිකොන්ෆරන්ස් දමා කොහේ සිටියත් ඕනෑම වැඩක් කල හැක. බිලියන් ගනන් බලුමැක්කන් ට ගෙවා ලෙඩ දා ගන්නවාට වඩා අපිට බැරි නම් සුද්දෝ 9 ක් හෝ ගෙන්වා මේ කියන සම්බන්ධීකරණය පහසුවෙන්ම කළ හැක.
මේ තර්කය මා ඉදිරිපත් කලේ කිසිම ජාතිවාදයකින් තොරවයි. ජාතීන් ගැන කතා කරතොත් උතුරේ රට විනාශ කරමින් , දුම් රිය බස් රථ පුපුරවමින් , පාලම් විනාශ කරමින් , දරුවන් යුද භටයන් කරමින්, උන් දූෂණය කරමින් රට විනාශ වෙන සටන් ව්යාපාරය කලේ සිංහලයින් නොවේ. එසේනම් ඒ කරපු විනාශයට හරියන්න රටට ආදායමක් ගෙනදෙන වැඩ කරපියව්! ණය ගෙවපියව් ! ඊට පස්සේ ඉල්ලීම් ඉල්ලපියව් ! මේ සත්යය කීමට අපිට සිංහලයෙක් ඉපදී නැද්ද?
ඇත්තටම අපි කලයුත්තේ උතුරු පලාත චීනාට භාර දී ඕනෑම පඩියක් ගෙවා මුන් ගෙන් වහල් වැඩ ගන්නට අක්කර 22250,000ක් අවුරුදු 40 ලීස් එකට දීමයි. ප්රභාකරන්ට දුන්නා නම් මුන්ගේ පසුපස තුවක්කුව අල්ලා මෙයම කරවන බැවිනි.
එසේ ලබා ගන්නා මුදලින් මුන් ගේ පාරවල් , ඉස්කෝල , පාලම්, රෝහල් හදන්න තිබුනි. උන් සියලුදෙනාම එක්වී අර කී ව්යාපාරය ගෙන ගිය බැවිනි.
පළාත් සභා පරපෝශිතයා විනාශ කරමු. මේ ඉල්ලීම පමණක්ම ඇති.
යාපනේ දෙමළ ඉතිහාසය අවුරුදු 250යි.. උතුරේ සිංහලයන්ගේ පාරම්පරික ඉඩම් මෙන්න !

දහතුන් වැනි ආණ්ඩුක්රම ව්යවස්ථා සංශෝධනය යටතේ තිබෙන බලතල ඉක්මවා යන ආකාරයට බලය බෙදන්නට එක්සත් ජාතීන්ගේ මහලේකම් වරයාට මහින්ද රාජපක්ෂ මහතා පොරොන්දුව සිටි බව වත්මන් ජනාධිපතිවරයා පවසයි. එසේම දෙමළ ජනතාවගේ පාරම්පරික ඉඩම් ඔවුන්ට ලබාදීම පිණිස හමුදා කඳවුරු ඉවත් කරන බවද ඔහුගේ පාර්ලිමේන්තු ප්රකාශයේ විය. මහින්ද රාජපක්ෂ මහතා එදා එලෙස පොරොන්දු වුවද රටේ ජනතාවගේ පැත්තෙන් බලා එය ඉටු නොකළ බව සත්යයකි. කොටි සමඟ සිදු වූ අවසාන සටන්වලදී ජාත්යන්තරය හමුවේ කියන බොහෝ කතා යථාර්ථයක් බවට පත් කිරීමට මහින්ද රාජපක්ෂ මහතාට එතරම් අවශ්යතාවයක් තිබී නොමැත. ඊට හේතුව ඔහුට අවශ්ය වූයේ යුද්ධය කෙසේ හෝ නිමා කොට කොටි සන්නද්ධ අංශය සහමුලින්ම විනාශ කිරීමයි.
වත්මන් යහපාලන රජය බලයට පත්වීම සඳහා නොයෙකුත් පොරොන්දු ජාත්යන්තරයට සහ කොටි ඩයස් පෝරාවට ලබා දී ඇත. තිස්ස අත්තනායක මහතා ඉදිරිපත් කළ දෙමළ ජාතික සන්ධානය සමඟ තිබූ ගිවිසුම මෙවැන්නකි. දහතුනට එහා යන බලය බෙදීමක් සහිතව උතුරු නැගෙනහිර පළාත් එකතු කිරීම මෙහි සරල අරමුණයි. දැන් මේ ආණ්ඩුව සැරසෙන්නේ එලෙස වූ පොරොන්දු යථාර්ථයක් බවට පත් කිරීමටයි. මහින්ද රාජපක්ෂ මහතා මෙන් නොව වත්මන් ජනාධිපතිවරයාද අගමැතිවරයාද කෙසේ හෝ එම පොරොන්දු ඉටුකිරීමට උත්සාහ දරනු දක්නට ලැබේ. පසුගිය කාලයේදී පිටකළ ලාල් විඡේනායක කමිටු වාර්තාව ව්යවස්ථා සම්පාදක මණ්ඩල කමිටු වාර්තා ආදිය සලකා බලන කල්හී දෙමළ දේශපාලකයන්ට අවශ්ය ස්වයං පාලනය ලබා දීමට නව ව්යවස්ථාවක් ඉදිරියේ එන බව පැහැදිලිය. වත්මන් ජනාධිපතිවරයා පසුගියදා පාර්ලිමේන්තුවේ ඉදිරිපත් කළේ එම ක්රියාදාමයේ යථාර්ථයයි.
මෙම බලය බෙදීමට තුඩු දෙන කාරණා කීපයක් තිම්පු සාකච්ඡාවෙන් ජනිත වේ. පළමු කාරණය නම් ඓතිහාසික දෙමළ වාසභූමියයි. එය පිළිගැනීමට ඉන්දු – ලංකා ගිවිසුමද ක්රියා කර තිබුණි. ඉන්දීය රජයෙන් දිගින් දිගටම ලංකා රජයට බලපෑම් එල්ලවන්නේ මේ ගිවිසුම දඩමීමා කරගෙනයි. දෙවැන්න නම් කාලයක් තිස්සේ දෙමළ ඊලාම් සංවිධාන විසින් සිංහල දේශපාලඥයන් මුදල්වලින් බිලී බා ගැනීමයි. පළමු වැනි කාරණය වඩා ප්රබල නමුත් දෙවැන්න මත වත්මන් බලය බෙදීම නමැති ක්රියාවලිය සිද්ධ වන බව පෙනේ. කෙසේ වෙතත් වත්මන් ජනාධිපතිවරයාද දෙමල නිජ භූමිය පිළිගන්නා කෙනෙක් ලෙසට අපට තේරුම් ගත හැකිය. ඔහු පාරම්පරික දෙමල ජනතාවගේ ඉඩම් යනුවෙන් ව්යවහාර කරන්නේ එA නිසයි.
යාපනයේ සහ වන්නියේ ජීවත් වූ දෙමළ ජනතාව අතීතයේ දී හැඳින්වූයේ මලබාර් වැසියන් ලෙසටයි. ඔවුහු යාපනයේ දෙමල ජනතාව ලෙසට ස්ථාපිත කෙරෙනුයේ ඉංග්රීසීන්ගේ පාලන සමයේදීය. යාපනෙයේ මාලබාර් වැසියන්ට පොදු වූ තේසවලාමෙයි නීතිය යටතේ ද ඔවුන් හඳුන්වන ලද්දේ මලබාරයන් ලෙසටයි. එම තත්ත්වය තුළ යාපනයේ ජීවත්ව සිටින දෙමල ජනතාවට වසර දෙසිය පණහක පමණ ඉතිහාසයක් හිමිය. ඔවුහු වරින් වර මලබාරයෙන් සංක්රමණය වෙමින් ලංකාවේ පදිංචියට පත් වී තිබේ. යාපනයේ වත්මන් මහ ඇමතිවරයා වන විග්නේශවරන් ද මලබාර වැසියෙකු ගේ මුණුපුරෙකි. සම්බන්ධන්ද එසේය. ප්රභාකරන්ද එසේය. ඔවුන්ගේ පරම්පරා පැටිකිරිය සලකා බලන කල්හි. දකුණු ඉන්දීය සම්භවයක් සහිත කල්ලතෝනින් ලෙසට හැඳින්විය හැකිය.
1946 ජන සංගණනය අනුව යාපනයේ පහත රට සිංහලයන් 3215 ක් ද උඩරට සිංහලයන් 1331 ක්ද ජීවත්ව ඇත. ලන්දේසි පාලන සමයේ අවසාන කාලයේදී සිදුවූ ආගමික පරිවර්තනයද සමඟ සිංහලයන් වන්නියටද මහනුවර රාජධානිය දක්වාද පලායැමට උත්සාහ කළහ. එයට හේතුව යාපනයේ තිබූ පාරම්පරික ගම්බිම් ලන්දේසීන් විසින් ආක්රමණය කොට විහාරස්ථාන කඩාබිඳ දමා සිංහලයන් විනාශ කිරීමයි. ලන්දේසි පාලන සමයට පෙරාතුව වත්මන් වලිකාමම් නොහොත් වැලිගම පාලන වසමේ පූනාල, බතකෝට්ටේ, මූලි, ආනෙයිකොට්ටේ, කීරමලය ඇතුළු සිංහල ගම් බිම් පණහක්ද වඩමාරච්චි පාලන වසමේ වැලිවැටිය, ලීලගම, තඹල, අම්බන ඇතුළු සිංහල ගම්බිම් දහසයක්ද තෙන්මාරච්චි පාලන වසමේ කොහිල කන්ද, වනන්දිය, මන්ඩාවිල, පල්ලාවි ඇතුළු සිංහල ගම්බිම් පහළොවක්ද පච්චීලපල්ලිවල මොහමලේ, ඉටාවිල, කොස්සම්පත්තු, තඹලගම ඇතුළු සිංහල ගම්බිම් දහහතරක් ද පුවඟු දිවයින කාරදිව කැස්බදූව ඇතුළු අනෙකුත් දූපත්වල ගම්බිම් විස්සක් පමණද තිබී ඇත. නෙදර්ලන්තයේ බීල්ඩ් බෑන්ක් ලේඛනාගාරයේ තිබෙන වර්ෂ 1695 ට අයත් පැරණි සිතියමකට අනුව සිංහලයන්ගේ පාරම්පරික ඉඩකඩම් මොනවාදැයි හඳුනාගත හැකිය. එA අවදියේ දකුණු ඉන්දියාවත් ලංකාවත් අතර ජන සංක්රමණ සිදු විය. පරංගි ලන්දේසි යුද්ධ නිසා අවතැන් වූ මලබාරයන් වහලුන් ලෙසට යාපනයේ සහ වන්නියේ පදිංචි කිරීම සිදු වූයේ ලන්දේසි පාලනය ඇරඹීමෙන් පසුව විය යුතුය.
ඉංග්රීසි පාලන සමය අවස්ථාවේදී දහනවවන සියවස අවසාන භාගයේදී නැවතත් සිංහලයන් බේකරි කර්මාන්තකරුවන් ගඩොල් පෝරණුකරුවන් කම්මල්කරුවන් වශයෙන් යාපනයේ පදංචියට ගිය බව පැවසේ. කන්කසන්තුරේ සිමෙන්ති කම්හල ආරම්භ කළ පසුද එසේ පදිංචියට ගිය සිංහල පිරිස විශාලය. නල්ලුර්, ජාවාකච්ෙච්රිය, කන්කසන්තුරේ ආදී තැන්වල සිංහලයන් ගේ ගම්බිම් පැතිර පැවතුණි. නවසිය අසූව දශකයේදී නල්ලුර්වල නිවාස යොජනා ක්රමයක් සකස් කර දී සිංහලයන් නැවත පදිංචි කිරීමට සලස්වා ඇත. 1981 වන විට සිංහලයන් 4615 ක් යාපනයේ ද ජීවත්ව සිට ඇත. යාපනය කිලිනොච්චිය මන්නාරම සහ වවුනියාව යන දිස්ත්රික්ක හතරේම 1981 වර්ෂය වන විට සිංහල ජනගහනය 49530 ක් වූ බව පෙනේ. මේ අලුත් ජනගහන තත්ත්වය වර්ධනය වූයේ බ්රිතාන්ය පාලන සමයෙන් පසුව ඇතිවූ යම් යම් ප්රතිසංස්කරණ නිසාවෙනි. එහෙත් අසූව දශකයේ ඇතිවූ දෙමල ජාතිවාදී කලබල නිසා උතුරෙන් සිංහලයන් නැවතත් පළවා හරින ලදහ. වර්තමානය වන විට උතුරේ සමස්ත සිංහල ජනගහනය විසිදාහකට අඩුය. මේ සංඛ්යාවෙන් වැඩිම පිරිසක් ජීවත් වන්නේ මුලතිව් සහ වවුනියා දිස්ත්රික්කයන් තුළය.





2009 දී කොටි ත්රස්වාදය පරාජය කිරීමෙන් පසු රජය විසින් පත් කරන ලද උගත් පාඩම් හා ප්රතිසන්ධාන කොමිසම් වාර්තාවේ නිර්දේශ යටතේ උතුර නැගෙහිර පළාත්වල ඉඩම් කළමනාකරණ කටයුතු විධිමත් කිරීම මැයෙන් අංක 11/0737/533/015 දරන 2011.03.07 දිනැති අමාත්ය මණ්ඩල පත්රිකාව මත 2013 සහ 2014 යන වර්ෂවල කඩිනමින් ක්රියාත්මක කිරීමට මාර්ගෝපදේශයන් සහිතව චක්රලේඛනයක් නිකුත් කර තිබුණි. මෙම කරුණු ඉඩම් කොමසාරිස් ජනරාල් ආර්. පී. ආර්. රාජපක්ෂ මහතා 2013.01.31 දරන ලිපියෙන් උතුර සහ නැගෙනහිර පළාතේ සියලුම ප්රාදේශීය ලේකම්වරුන්ට පිටත් කර යවා ඇත. එම චක්රලේඛනය අනුව ඉඩම් අහිමි පුද්ගලයන් වෙත ඉඩම් බෙදාදීම සිදු කළ යුතුව තිබුනේ මේ අකාරයටයි.
‘ගැටුම් පැවති කාලය තුළ තම ඉඩම් වලින් ඉවත් වීම හෝ පලවා හරිනු ලැබීම නිසා ප්රදේශයෙන් ඉවත් වූ පුද්ගලයන්ට ගැටුම් වලින් පසුව නැවත එම ඉඩම් අහිමි වී ඇති අවස්ථාවන් හඳුනාගෙන ඇත. රාජ්ය ආයතන සහ ත්රිවිධ හමුදාවල පරිපාලනය යටතේ සංවර්ධනය සඳහා යොදා ගෙන තිබීම හෝ වෙනත් පුද්ගලයින් ස්ථිර ලෙස පදිංචිව සිටීම වැනි හේතුන් නිසා එසේ පුද්ගලයින් සතු ඉඩම් අහිමි වී තිබිය හැක. එවැනි ඉඩම් නැවත ලබා ගැනීම ප්රායෝගිකව අපහසු අවස්ථාවලදී එම ප්රදේශවලින්ම සුදුසු ඉඩම් හඳුනාගෙන ඔවුන්ගේ කැමැත්ත මත විකල්ප ඉඩම් බෙදා දීමට ක්රියාකල යුතුය.’
අවසර පත්ර විනාශ වූ අස්ථානගත ඉඩම් සඳහා දුන් නිර්දේශය මෙසේය. ‘කලින් බෙදා දී බලපත්ර නිකුත් කර තිබූ ඉඩම්වලට අදාළව මුල් බලපත්ර සහ/හෝ ප්රාදේශීය ලේකම් කාර්යාලවල ඊට අදාළ ලෙජර්/ බලපත්ර පිටපත් ආදිය විනාශ හෝ අස්ථානගත වී ඇති අවස්ථාවල එවැනි ගැටලු විසඳීම සඳහා පළාත් ඉඩම් කොමසාරිස් වෙත ඉදිරිපත් කර උපදෙස් ලබා ගත යුතුය. එවැනි ලියවිලි යාවත්කාලීන කිරීම සඳහා ඉඩම් කච්ෙච්රි ක්රමවේදය මින් නැවත තෝරා ගැනීමක් සිදු කර බලපත්ර නිකුත් කිරීමට පියවර ගත යුතුය.’
පසුගිය ආණ්ඩුවේ කැබිනට් ඇමතිවරයෙකුව සිටි වත්මන් ජනාධිපතිවරයා මේ කැබිනට් නිර්දේශ ගැන නොදන්නවා විය නොහැකිය. ඉන්පසු ක්රමානුකූලව 2014 වර්ෂය වන තෙක්ම අවතැන් වූ දෙමළ සහ මුස්ලිම් ජනතාව නැවත පදිංචි කිරීම සඳහා ගත් ක්රියාමර්ගයන් ගැනද දන්නවා ඇත. එහෙත් මේ ක්රමවේදය අනුව බලපත්ර විනාශ වී ගිය තමන්ගේ ඉඩම් බලහත්කාරයෙන් කොටි මහවිරුපවුල්වලට ලබා ගෙන තිබූ බැවින් අතරමංව සිටි සිංහලයන් ගැන එතුමා දන්නවාදැයි නොදනිමි. මේ චක්රලේඛනයේ තිබෙන ආකාරයට පළාත් ඉඩම් කොමසාරිස් වරුන් හට පැවරූ රාජකාරි ඉටු වූයේ දැයි පසුවිපරමක් කර නැත. සැබෑව නම් කිසි විටක් සිංහලයන් වෙනුවෙන් අවශ්ය ක්රියාමාර්ග නොගත් බවයි. මහින්ද රාජපක්ෂ යුගයේ දෙමළ ජනතාව නැවත පදිංචි කිරීම යථාර්ථයක් බවට පත් කළද සිංහල ජනතාව සඳහා ඉඩම් ලබා දීම දිගින් දිගටම ප්රතික්ෂේප කළ බව දැක්විය හැකිය. යාපනයේ ජීවත් වූ සිංහලයන් නාවක්කුලියේ බලයෙන්ම පදිංචි වූයේ එහෙයිනි. එසේ නම් පාරම්පරිකව භුක්ති විඳ ගෙන පැමිණි සියවස් ගණනාවක් තිස්සේ උතුරු පළාතේ අයිතිය අහිමි වෙමින් පැවති සිංහලයන් ගේ ඉඩම් පාරම්පරික ඉඩම් නොවන්නේදැයි අප දැන ගත යුතුය.

1931 දී ඩොනමෝර් ක්රමය යටතේ සර්ව ජන චන්ද බලය ලැබුණායින් පසු සිලෝන් (සිංහලේ යන නම ඉංග්රීසි කාරයාට ඇහුණ හැටි) කොලනියේ ඉතිහාසය ඇල්ලේ ගුණවංශ හාමුදුරුවන් විසින් වෙන් කර පෙන්වූ, මරණ බියක් ඇතිවූ විට ඔ මයි ගෝඩ් හෝ බුදු අම්මෝ හෝ කියා කෑගසන සිංහලයින් දෙකොටස අතරේ සිදුවූ, සිදුවන ගැටුම නොවේද? මේ ගැටුමේදී කොඩි උස්සාගෙන ගිය බුදු අම්මෝ පිරිසට ඉතිරිවුනේ කොඩිවල පොලු පමණක් යයි උන්වහන්සේ කිව්වේය. දැන් කොසොල් රජතුමාගේ හීන සැබෑවෙන මේ රටේ කොඩි වෙනුවට කඹ තරම් මහත පිරිත්නූල් අතේ බැඳගෙන ඉන්නේ මේ දෙකොටසගෙන් මොන කොටසද කියා පැහැදිලි නැත. ගෙදර ගොස් පරණ සිරිතට බූරු ඇඳක ඇලවී විශ්රාම සුවයෙන් සිටිය යුතුව සිටි ඉතා මහළු හිටපු අගමැති දි මු ජයරත්න සම්බුද්ධ ජයන්තිය සැමරීමේ කොමිටියට අන්යාගමික (ඉස්ලාම්, හින්දු, ක්රිස්තියානි) නියෝජිතයින්ව පත්කලේ ඒ නිසාය.
යහපාලනයක් (ශීලාචාරීකරණය)
මෙවැනි පසුබිමක් යටතේ දැන් 2017 වන විට දක්නට ලැබෙන්නේ ලිච්චවි රජදරුවන්ගේ පාලන ක්රමය නිතර නිතර මතක් කරමින් සිටිනා ලංකා අගමැති කෙනෙකි. ඔහු මීට පෙර කාලවල මෙය කලේ නැත. රටේ ජනාධිපතිතුමාත් ඉඩක් ලද හැම විටකම කියන්නේ බෞද්ධ දර්ශනයට අනුව රටේ ප්රශ්න විසඳනවා කියාය. ඉන්දියාවේ ජනාධිපති නිලය හෙබවූ අබ්දුල් කලාම් හා ප්රතිභා පටිල් යන දෙන්නාද කියා සිටියේ ලෝකයේ ප්රශ්න වලට විසඳුම් බෞද්ධ දර්ශනය අනුසාරයෙන් ලබාගත හැකිය කියාය. ඔහු 2016 ජූලි 27 ජාතික පිරිවෙන් දිනයේදී ගැටඹේදී කියා සිටියේ බුදු දහමට අනුව රට පාලනය කරනවා කියාය. 2016 අගෝස්තු 6 දා කිරිවෙහෙරේ ආගමික උත්සවයකදී සඳහන් කළේ යහපත් සමාජයක් ගොඩ නැඟීමේ එකම මග (ථේරවාද) බෞද්ධ දර්ශනය ය කියාය. සිරිසේන මහතා මේ අදහස 2016 සැප්තැම්බර් 22 දින යූ එන් ඕ මහසභාව ඉදිරියේදීද කියා සිටියේය. 2017 ජනවාරි 2 දා ගම්බද පන්සල් වලට මුදල් ආධාර බෙදා දෙමින් ජනාධිපති මන්දිරයේදී නැවතත් කියා සිටියේ බෞද්ධ දර්ශනය සමාජයක් ගොඩනැඟීමට හොඳම විධිය බවය.
දැන් 2017 ජනවාරි මැද අප දන්නා අළුත්ම ආරංචිය නම්, මේ ගැටවර වයසේදීම චීන කොමියුනිස්ට් පක්ෂයට බැඳී දේශපාලනය ඇරඹූ සිරිසේන මහතා, 2015 නොවැම්බර් මස පැරිසියේදී තම්පලාවෙල ධම්මරතන (යුනෙස්කෝවේ බෞද්ධ නියෝජිත) හිමියන් හමුව යහපාලනය හා බුද්ධාගම ගැන කල පැයක සාකච්චාවේ ප්රතිඵලයක් වශයෙන් බුඩිස්ට් අයිඩියල්ස් ඔෆ් ගුඩ් ගවර්නන්ස් (බෞද්ධ රාජ්ය පාලන ප්රතිපත්ති) යනුවෙන් පොතක් සෝර්බෝන් විශ්ව විද්යාලය හරහා පලකර ඇති බවය (2017 ජනවාරි). මේ අනුව ලංකාව පමණක් නොව මුළු ලෝකයම සුවපත් කිරීමට (ශීලාචාර කිරීමට) මඟ පෙන්වීම මේ පොතේ අරමුණය. 1977 ජයවර්ධන මහතාගේ ධර්මිෂ්ට සමාජයක් යන කතාවට වඩා ඉදිරියට ගිය, බැරෑරුම්, යහපාලන (දස රාජ ධර්ම) අදහස් ප්රචලිත කරන ලෝක සංවිධානයක් පිහිටුවීමටද මේ පොතෙන් යෝජනා කරයි (ලෝකයේ රටවල් 198 න් 85 ක බෞද්ධයින් සිටී).
බෞද්ධ දේශපාලන විද්යාවක්?
මාක්ස්වාදය, ධනවාදය, සමාජවාදය, ලෝක යෝධ කොම්පැනි වාදය, නියෝජිත ප්රජාතන්ත්රවාදය යන මේ වාද අතරට සම්මුතිවාදී දස රාජ ධර්මවාදයක් ද එකතු කල හැක්කේ එය ක්රියාවට නංවා පෙන්වීමෙනි. දියසේන කුමාරයෙක් ගැන අප ඉඳහිට අසා ඇත. ධර්මාශොක රජතුමා ගැනද මහාවංශයේ ඒ නම සඳහන්වූ නිසා අපි දැනගත්තෙමු. ඉන්දියාවේ ඩලිට් කුලයේ ජනයා අම්බෙඩ්කාර් විසින් බුද්ධාගමට හැරවූයේ හින්දු ආධිපත්යය යටතේ හරි ජනයා ගැන ගාන්ධි කතා කලත් කුල පීඩනයට විසඳුමක් නොලැබුණ නිසාය. අනිත් පැත්තෙන් ඔහුගේ ප්රතිපත්ති ගැන සුබාස් චන්ද්රබෝෂ් ගාන්ධිට දෙහි කැපුවේය. 1956 මැතිවරණයේදී මාර යුද්ධය නමින් කාටූන් එකකින් සර් ජෝන්ලා ඔලිවර් ගුණතිලකලා බුද්ධ රූපයකට හානි කරන්නට යූ එන් පී ඇතා පිටින් එනවා පෙන්නුවේය. මීට හේතුව ආණ්ඩුව සරණං ගච්චාමි කියා පදයක් බුද්ධාගමේ නැතැයි අගමැති ඩී එස් සේනානායක විසින් හේන්පිටගෙදර ඥානසීහ හිමියන්ට කීමෙන් එලිවුන ආණ්ඩු ප්රතිපත්තිය නිසාය. පංච මහා බලවේගයේ කොටසක් වශයෙන් මෙසේ හාමුදුරුවරු චන්ද වැඩට මැදිහත්වීම හැරුනු විට, දේශපාලන විද්යාවක් වශයෙන් ප්රථම වරට බුද්ධාගම රාජ්ය පාලනයට ගාවා ගන්නට පොරොන්දුවූයේ 1977 දී ජේ ආර් ජයවර්ධන මහතාගේ ධර්මිෂ්ට සමාජයක් යන තේමාවය. මැතිවරණ වේදිකාවේ බිම ඔහු ඉඳගත්තේ ගන්ධිව සිහිකරවමිනි.
මේ සඳහා ඔහු වෙනුවෙන් රට වටේ ගියේ ඩබිලිව් එස් කරුණාරත්න බෞද්ධ දර්ශනය පිළිඹඳ මහාචාර්යවරයාය. බාහිර විප්ලවයට (කාර්, ශීතකර, රත්තරන් මාල, උපාධි, ධනය) අමතරව වැසියාගේ සිත් සතන් වල සන්තානගත විප්ලවයක්ද (ආර්ය අෂ්ටාංගික මාර්ගය) සිදුවිය යුතුබව ඔහුගේ තර්කය විය. චන්දයට පසුව ඔහු පාර්ලිමේන්තුවට ගොස් මේ ගැන මන්ත්රීන්ට ඉංග්රීසියෙන් කතාවක් ද දුන්නේය. ධර්මිෂ්ඨ සමාජයක් නමින් මුද්දරයක්ද නිකුත්විය. ඉන් පසුව ඔහු ඇමෙරිකාවේ තානාපති වශයෙන් ගියේය. ආපසු ලංකාවට එනවිට ඔහු චන්දකාලයේ කතාකල ධර්මිෂ්ඨ සමාජය, මහාචාර්ය එදිරිවීර සරච්චන්ද්රට බිම දමාගෙන බයිසිකල් චේන් වලින් ගසන, ආණ්ඩුවට අහිතකර තීන්දු දුන් නඩුකාරයින්ගේ ගෙවල් වලට ගල් ගසන සමාජයක් වී තිබුණේය. මහබැංකුවට ගොස් ඔහු දුන් කථාව ඔහුගේ බලවත් කලකිරීම එලිදරව් කලේය. පසුව සරච්චන්ද්ර මහතා (අ)ධර්මිෂ්ඨ සමාජය යන නමින් පොතක් ද ලිව්වේය. පසු කලෙක සෝම හාමුදුරුවන්ගේ ක්රියා නිසා මතුවූ බෞද්ධ ප්රතිපත්ති පක්ෂයවූ ජාතික හෙල උරුමයද අච්චාරුවී ගියේය.
සම්මා දිට්ටි සම්මා සංකප්ප සම්මා වායාම
මෙම මෑත ඉතිහාසයෙන් මොනවට ඔප්පුවන කාරණයක් නම් කතාව හා ක්රියාව (ඉංග්රිසියෙන් කියන වෝක් ද ටෝක්) අතර වෙනසට හේතුව සම්මා දිට්ටි-සංකප්ප-වායාම යන ආර්ය අෂ්ටාංගික මාර්ගයේ අංග තුන හරියට හිතට නොගෙන දසරාජ ධර්මවාදයක් ගොඩනඟා ගත නොහැකි බවය. මේ නිසා මේ ලිපියෙන් පෙන්වා දෙන්නට හදන්නේ සිරිසේන ජනාධිපතිතුමාට සම්මා දිට්ටි (නිවැරදි දැනීම) සම්මා සංකප්ප (නිවැරදි ආකල්පය) නැත්නම් ඔහුට සම්මා වායාමයක් (නිවැරදි උත්සාහයක්) ගත නොහැකිවන බවය. බෞද්ධ දර්ශනය මඟින් ලෝකයේ ඇති ප්රශ්න වලට විසඳුම් සොයාගත හැකියයි ඉන්දියාවේ හිටපු උපතින් බෞද්ධ නොවන ජනාධිපතිලා දෙන්නෙක්ම කියා සිටියේය. අබ්දුල් කලාම් දෙමළ මුස්ලිම් සම්භවයක් ඇති අයෙක් වූ අතර ප්රතිභා පටිල් හින්දු ආගමිකාවක් විය. මෙවැනිම අදහසක් තරුණ කාලයේ හිපියෙකු වශයෙන් කාලය ගෙවූ පසුව දලයි ලාමා ගේ ඇසුරෙන් බුද්ධාගම ගැන ඉගෙනගෙන බෞද්ධ දර්ශනය පිළිඹඳව මාහාචාර්ය වරයෙකු වූ රොබට් තර්මන් විසින්ද ඇමෙරිකාවේ ප්රශ්න හා සම්බන්ධව ප්රකාශ කලේය (ඉනර් රෙවොලූෂන්, 1999). මීට පෙර, ජර්මනියේ උපන් (යුදෙව් ජාතික?) පසුව බ්රිතාන්යයේ ආර්ථික විද්යාඥයෙකුවූ ඊ එෆ් ෂුමාකර් විසින් 1973 දී ලියූ ස්මෝල් ඊස් බියුටිෆුල් යන පොතෙන් වත්මන් ලෝකයට බුඩිස්ට් ඉකොනොමික්ස් හඳුන්වාදී තිබුණි. මහාචාර්ය කේ එන් ජයතිලක, ගුනපාල මලලසේකර යන අයද මීට කලකට පෙර මේ බෞද්ධ රාජ්ය පාලනය ගැන ලිපි ලිව්වේය.
ආණ්ඩුව සරණං ගච්චාමි නොවීම
මේ අන්දමට බෞද්ධ දර්ශනයේ ගුණ ගායනාකරණ එය ක්රියාවටද නැඟිය හැකි ජනාධිපතිවරයෙක් ලෙස ලෝකයේ දැනට ඉන්නේ සිරිසේන මහතාය. ඔහුට ඒ සඳහා පිට්ටනියක්, කුඹුරක්, ලැබ් එකක් ලැබී ඇත. ඔහු විසින් කියූ තවත් කරුණක් නම් සෙසු ලෝකයේ රටවල් වලද සහයෝගය ලබාගෙන ඊලම්වාදය (වෙනම දෙමළ රටක් වාදය) තුරන් කර දමනවාය යන්නය. ඒ සමඟම කියවෙන තවත් අදහසක් නම් සාමය, සතුට හා තිරසර සංවර්ධනයක් උදාකර ගැනීමය. මේ සියල්ල එකට බැඳී ඇති කාරණා නිසා මේවා ඉෂ්ටකරගතහැකි ක්රමයක් තිබේද? සිරිසේන මහතා විසින් කල තවත් ඓතිහාසික ප්රකාශයක් (වෙන කිසිම ලංකා රාජ්යනායකයෙක් නොකී) මෙහිදී ඉතාමත් වැදගත්වේ. එය නම් ලංකාව පලාත් නවයකට බෙදුවේ ඉංග්රීසිකාරයින් (කෝල්බ්රැක් සාමි 1832 දී) ඔවුන්ගේ අධිරාජ්යවාදී සූරාකෑමේ වාසිය සඳහා මිස රටේ යහපත ගැන සිතා නොවේය යන කියමනය. මෙසේ සුද්දන් ඇතිකල මායිම් බදාගෙන, ඒ අනුව බෙදී කෑ ගැසීම නිෂ්ඵල දේශපාලනයක් බව ඔහු පෙන්වා දෙයි.
ඊලම හා බුද්ධාගම
විග්නේෂ්වරන් විසින් 1948 සිට ලංකාවේ දෙමළ වර්ගයා ඝාතනය කිරීමක් (ටැමිල් ජෙනෝසයිඩ්) තිබෙනවායයි කියන අතරේ සිරිසේන මහතා කියන්නේ දෙමළ ජනයාට අසාධාරණකම් සිදුවුනා/සිදුවෙනවා කියාය. මේ නිසා මේ ලිපියේ මේ මාතෘකාව යටතේ අප සලකා බැලිය යුතු මේ ප්රශ්නයට බුද්ධාගමේ මැදි පිලිවෙත අනුව විසඳුමක් ලබා දිය හැකි ආකාරයය. මෙම විසදුම සිංහිඳියා කොමිසමටත්, මහින්ද රාජපක්ෂ ජනාධිපතිටත් ඒ කාලයේ ඉදිරිපත් කලත් ඔවුන්ට සම්මා දිට්ටියක් නොවීය.
සම්මා දිට්ටි යටතේ මෙහිදී කල්තියාම සිහියට ගතයුතු මූලික කාරණයක් ඇත. නූතන නීති විද්යාව (ජුරිස්ප්රැඩන්ස්), දේශපාලන විද්යාව හා පරිසර ව්ද්යාත්මක දැනුම් සම්භාරයට අනුකූලව, විශේෂයෙන් දෙමළ ජනයාට ගුණාත්මකවන බලය ලබාදීමක් දීමක් (ඇමෙරිකන් තානාපති රොබට් බ්ලේක් ඒ කාලයේ කිව් අන්දමේ මීනින්ෆුල් ඩෙවෙලූෂන් එකක්) යනු සම්බන්ධන් මහතා කියන ඔක්කොටම එකඟ වන්නට පුළුවන් හෝ ඒබ්රහම් සුමන්තිරන් මහතා කියන දුන්නට පසු ආපසු ගන්නට බැරි බලය පැවරීමක් නම් නොවන බවය.
පුද්ගලයින්ගේ අපේක්ෂා හා දේශපාලකයින්ගේ අභිලාශ
යම් දෙමළ. සිංහල හෝ මුස්ලිම් හෝ වැසියෙකුට ඇති ආශා, උවමනා එපාකමුත් (නීඩ්ස් ඇන්ඩ් වෝන්ට්ස්), බොරු නියෝජිත ප්රජාතන්ත්රවාදයක් යටතේ ඔවුන් රවටාගෙන තරවන පක්ෂ දේශපාලන කයිරාටිකයින් විසින් සිංහලයින්ට සාපේක්ෂව ඉදිරියට දාන දෙමළ හෝ මුස්ලිම් අභිලාශත් (ඇස්පිරේෂන්ස්) අතර ඇති වෙනස අප මෙහිදී අවභොධ කරගත යුතුය. ලංකාවේ භූමි ප්රදේශය තුල වෙනම දෙමළ රටක් ජනිත කර ගැනීමේ ලෝක දෙමළ ව්යාපාරයේ හා ටී එන් ඒ දෙමළ ඊලම් කොටස්වල අභිලාශය පරාජය නොකර දෙමළ වැසියන්ගේ පුද්ගලික යහපත උදාකර දීමට හැකියයි සිතීම සම්මා දිට්ටි හෝ සම්මා සංකප්ප නොවේ. ඒකීය රටක් නොව එක්සත් රටක් තුල බලය බෙදීමක් ඕනෑයයි ඊලම් වාදීන් කියන්නේ දෙමළ වැසියාගේ ජන ජීවිතය ගැන සිතා නොව දේශපාලකයින්ගේ බඩගෝස්තරය ගැන සිතාය. ඉතා සුළු උදාහරණයක් ගත්තොත්, ලංකාවේ දෙමළ ජනයාගෙන් සියේට හතලිහක්ම ඉන්නේ උතුරේ හා නැඟෙනහිර තියෙනවා කියන දෙමළ නිජ භූමියේ නොව ඉන් පිටය. කොළඹ නගරය ගත්තොත් එහි සිංහල ජනයා ඉන්නේ සියේට තිහක් පමණය. මේ නිසා වෙනම රටක් දීම ප්රශ්නයට විසඳුම නම් කොළඹ හා මලය නාඩුද (කන්ද උඩරට වතු දෙමළ) ඒ දෙමළ රටේ කෑලි විය යුතුය.
මෙවැනි ජරමරයක් නොකර, එක්තරා සාධාරණ ප්රමාණයකට යම් දෙමළ අභිලාශද ලබා ගත හැකි, එහෙත් ඒ අභිලාශ, සිංහල ජනයාගේ එකම අභිලාශය වන ටැමිල් නාඩුවට ඊලම් හරහා ලංකාව අල්ලා ගන්නට මග පාදා නොදිය යුතුය යන්න හා නොගැටෙන ආකාරයට දිය හැකි බෞද්ද්ධ මධ්යම ප්රතිපදා (රීසනබල්) විසඳුමක් ඇත. 2009 මැයි 19 දාට පසුදා යුද්ධ ආඥාවක් මඟින් අහෝසි කලයුතුව තිබූ ලංකාවේ පලාත් නවයේ බෙදුම එසේ සිදුනොවූයේ රට ගැන, සිංහල ජාතිය ගැන, බෞද්ධ ශාසනය ගැන, හරි හමං කැක්කුමක් නොමැති කළු සුද්දන් පිරිසක් ධර්මපාලතුමාට පසුව මෑතකදී ගංගොඩවිල සෝම හාමුදුරුවන් විසින්ද ඉතා පැහැදිලිව පෙන්වාදුන් විනාශකාරී බලවේග වලට ගොදුරුවී සිටිය නිසාය. ප්රභාකරන් දෙමළ කැප්පෙට්ටිපොල යයි කියන විග්නේශ්වරන් වැනි කෙනෙකුට හෙමින් හෙමින් ඊලම කරා යාමට ඉඩ දුන් හසළක වීරයාට ද්රොහීවූ පුද්ගලයින් නිසාය. දැන් සිදුවී තිබෙන්නේ නියපොත්තෙන් කැඩිය හැකිව තිබූ දෙය පොරොවෙන් කැපීමටය. ත්රිකුණාමළයට කෙළ හලමින් සිටින රටවල් පෑනෙන් පරදවා මෙය කල හැකි දෙමළ ජනයාට ගම් මට්ටමින්ම බලය පවරා දෙන බව පෙන්වා දීමෙන් ය. මෙය කරන්නේ කෙසේද? බෞද්ධ ක්රමයට රටක් ශීලාචාරීකරණය කිරීමට යාමේදී බෞධ නොවන අයව රේල් පීල්ල උඩ තබා ගන්නේ කෙසේද?
1. ගතයුතු ප්රථම පියවර (භූමි ඒකක සඳහා අතීතයේදී මෙන් ස්වාභාවික මායිම් යුදා ගැනීම)
ලංකාවේ පහලම සිවිල් රාජ්ය පරිපාලන ඒකකය වන ග්රාම සේවක වසම් දැනට බොහෝ සෙයින් පවතින කෘතිම මායිම් වෙනුවට පරිසර-ස්වභාවික (ගංඟා නිම්න හා භූගත ජලය) මායිම් අනුව පිහිටුවීම (උදාහරණයක් වශයෙන් ගිනිගත්හේන පොලිසියේ වහලේ එක පැත්තකට වැටෙන වැහි වතුර කැළණි ගඟටත්, අනිත් පැත්තට වැටෙන වතුර මහවැලි ගඟටත් ගලා යයි. මේ නිසා එම දියබෙත්ම වසම් දෙකක ස්වභාවික මායිමය). මෙය අධ්යයනය කිරීමට විශේෂඥයින්ගේ කොමිටියක් පත්කල යුතුය.
ගම-වැව-දාගැබ යන පැරණි සිංහලේ සමාජ-ආර්ථික-පරිසර ත්රිත්වය ගඟක්, ඇලක්, දොළක්, උල්පතක්, වැවක් කේන්ද්ර කරගත් ඒකකයකි. මේ මඟින් 4,000 සිට 14,000 දක්වා ප්රේමදාස යුගයේදී වැඩිකල මෙම වසම් සංඛ්යාව ඊට වඩා බෙහෙවින් අඩුවනු ඇත. මෙසේ පරිසරයට අනුකූල වනසේ සිවිල් ඒකක සැදීමෙන් පරිසරය හා ආශ්රිත ප්රශ්න වලට නිසි අවධානයක් ලැබේ. මෙසේ ගංඟා ද්රොණි අනුව පහල සිවිල් ඒකක නිර්ණය කිරීම කුඩා රටක් වන නිව්සීලනතයේ නිතියය.
2. දෙවන පියවර
මෙම අළුත් වසම් එකතු කර දැන් තිබෙන දිස්ත්රික් හෝ පලාත් වැනි විශාල ඒකක සදා ගත හැකිය. ඊට අමතරව චන්ද කොට්ට්ඨාශ ඇතුළු මැතිවරන ඒකකත්, වෙනත් පොලිස්, සෞඛ්ය, අධ්යාපන යනාදී පරිපාලන ඒකකත් මෙම වසම් අනුව පිහිට විය හැකිය. යම් වසමක් කෑලිවලට නොකැඩීම මෙහිදී බලපාන මූලික රීතියය. මේ අනුව මේ සියළු ඒකක ස්වාභාවික මායිම් සහිත ඒකක වේ. මීට හේතුව ලංකාවේ ඇති ගංඟා ද්රොණි 103 අනුව රටේ මුළු භූමියම ගංඟා ද්රොණි අනුව බෙදිය හැකි වීමය. ගහක අතු මෙන් ඒවා උස් තැනක සිට පහලට ගලා ගොස් ක්රමයෙන් විශාලවී ලොකු ගඟක්ව මුහුදට වැටේ (දැනට පවතින ක්රමය අනුව යම් දිස්ත්රික්කයක හෝ පලාතක මායිම ස්වාභාවික මායිමක් නොවන නිසා එසේ ඒවායේ මායිම් වලට අසුවන ග්රාම සේවා වසම් වලටද ස්වාභාවික මායිම් නැත). උතුරට දකුණෙන් පොල් රා ගේන්නට එපා, උතුරට මොරගහකන්ද වැවේ ජලය ඕනෑ කියා දැන් එන්නේ ඉදිරියට ගංඟා ජලය ගැන ඇතිවන ජල යුද්ධ වල සංඥා ය. නියං කාලයට ඊලම් ප්රදේශයට කඳු රටින් ආරම්භ ගංඟා ජලය ඉල්ලා මානව අයිතියක් කඩකලා කියා යූ එන් ඕ එකේ නඩු කියනු ඇත.
3. තුන්වන පියවර (ජනයාට බලය මාරු කිරීම)
මෙම ග්රාම සේවක වසම් වල භූමි ප්රමාණය හෝ ජනගහනය අනුව සලකා බලා තනි වසමක් හෝ වසම් දෙකක් හෝ තුනක් එකතු කර ඒවා ජන සභා ලෙස හඳුනා ගැනීම. ජනගහනය ගැන සැලකීමේදී පදිංචි මුළු මිනිස් සංඛ්යාව මිස ඔවුන්ගේ ජාතිය, වර්ගය, කුලය, භාෂාව හෝ ආගම නොසැලකිය යුතුය. මෙම ජන සභා වලට ග්රාම රාජ්ය සංකල්පය හෝ ඉන්දියාවේ පංචයාත් රාජ්ය මෙන් ඔවුන්ගේ එදිනෙදා ජීවිතයට බලපානා කරුණු සම්බන්ධයෙන් තීරණ ගැනීමට හා ක්රියා කිරීමට බලය ගුණාත්මක ලෙස (මීනින්ෆුල්) පවරා දිය යුතුය.
දකුණු පලාත්වල මුස්ලිම් ජනයා එකට කැටි ගැසී සිටින කුඩා භූමි ප්රදේශ ඇතත්, දෙමළ ජනයා දකුණේ ඉන්නේ විසිරී ගොස් ය. ලංකාවේ සිංහල ජාතිය හා අනිත් ජනවර්ග එකට ජීවත්වන්නේ හරියට බිත්තරයක් එකට කලවම් කලාවගේය කියන්නේ මේ නිසාය. ඒ මිශ්රණය නැවත වෙන්කර ගත නොහැකිය. මේ අනුව ස්වාභාවික මායිම් අනුව සැදූ ජන සභා ප්රදේශ, සිංහල, දෙමළ හෝ මුස්ලිම් ජනයා සම සමව සිටිනා (කොළඹ නගරය මෙන්) හෝ බෙහෙවින් අසමානව සිටිනා (මාතර-සිංහල, යාපනය-දෙමළ, අකුරණ-මුස්ලිම්) ඒකක විය හැකිය. ඒ අනුව යම් ජන සභාවක සුළු ජන කොටස යන වචනය දෙමළ හෝ මුස්ලිම් ජන කොටස් වලට පමණක් සීමා නොවේ. මඩකලපුවේ සිංහලයා ඉතාමත් සුළු ජාතියකි.
සංහිඳියා කඩුව හා නාගයා
දහස් ගණන් ජන සභා වල ජනයා තමන්ගේ එදිනෙදා පුද්ගලික උවමනාකම් සපුරා ගන්නා ගමන් යම් අති බහුතර ජන කොටස් වලට යම් පොදු අභිලාශ සඳහාද මේ මඟින් අවකාශයක් ලැබේ. එහෙත් දැන් පවතින 13-ඒ උතුරු හා නැඟෙනහිර පලාත් සභා මෙන් සිංහල ජාතියට අවදානමක් කිරීමට මේ ජන සභා වලට ඉඩක් නැත. හේතුව ජන සභා මායිම් භාෂාව හෝ වර්ගය අනුව පිහිටුවා නොතිබීමත්, යම් ජන සභාවක් එය තුල සිටින සුළු ජන කොටසට හානිකරන අන්දමේ තීරණ ගත්තොත්, ඒ සුළු ජන කොටස අති බහුතරයක් වන වෙනත් ජන සභාවක් ඊට විරුද්ධව (එකට එක කර) එහි සිටින සුළු ජන කොටසට හානිකරවන තීරණයක් ගන්නට පෙළඹීමට ඉඩ තිබෙන නිසාත් ය. මෙය අයුතු හැසිරීමක් නීතියක් මඟින් තහනම් කරණවාට වඩා වෙනස් අන්දමට බලතුලනය කිරීමකි. මඩකලපුවේ මුස්ලිම් අය අධික ජන සභාවක් අළුතින් පන්සල් හැදීම තහනම් කරන්නට නීතියක් පාස් කොලොත් ඒ වෙනුවට හෝමාගම ජන සභාවක් මුස්ලිම් පල්ලි හැදීම තහනම් කරන නීතියක් පාස් කරන්නට ඉඩ ඇත. මේ නිසා හෝමාගම මුස්ලිම් ජනයා මඩකලපුවේ මුස්ලිම් ජනයාට මේ අනතුර දන්වා එය වලක්වනු ඇත. දැන් තිබෙන ක්රමය අනුව සංහිඳියාව පවත්වාගෙන යන්නේ පොලිස් නිලධාරීන් දෙදෙනෙක් බැගින් උතුරේ හා නැඟෙනහිර බුදු පිළිම වලට රෑ දාවල් මුර දමා නොවේද? දකුණේ බෞද්ධයින් චිරානුගත අන්යාගමික රූප වලට හෝ පල්ලි වලට තාර ගන මනසික මට්ටමකට වැටී නැත. උතුරු නැඟෙනහිර දෙමළ-මුස්ලිම් ජන කොටස් උසිගන්වන දේශපාලකයින්ට සංහිඳියා කඩුව මිස නවගුණවැල නොතේරේ. ඔවුන්ට මෙත්තා-කරුණා-මුදිතා-උපේක්ඛා ද අණ්ඩර දෙමළය. මේ නිසා වෛරයෙන් වෛරය නොසන්සිඳේ යයි මතුරනවා වෙනුවට බෝධිසත්ව නාගයා ලිප්බොක්කෙන් දර පොල්ලක් අතට ගත් මැහැලියට කලා මෙන් පෙනේ පිප්පීමක් අවශ්යය.
4. හතරවන පියවර (ජන සභා ක්රියාත්මක කිරීම)
මෙම ජන සභා පක්ෂ දේශපාලනයෙන් තොරව චන්දයෙන් තෝරා ගන්නා නියොජිතයින් දස දෙනෙකුගෙන් සමන්විත විය හැකිය. මහජනයාගේ එදිනෙදා ජීවිතයේ අවශ්යතා විශාල කොටසක් මේ ජන සභා මඟින් සපයා ගත හැකිය. පිරිසිදු ජලය, කුණු කසල කළමනාකරණය, ඩෙංගු මර්ධනය, පරිසර දූෂණය අවම කිරීම, මොන්ටොසෝරි, ප්රාථමික අධ්යාපනය, මූලික සෞඛ්ය සේවා, පාරවල්, මූලික රාජ්ය සේවා, මූලික සමාජ සේවා, ගොවි ජන සේවා යනාදිය මේ යටතට පත්කල හැකිය. උතුරු වසන්තය හා නැඟෙනහිර නවෝදය අසාර්ථක වුනේ මෙසේ නොකල නිසාය. මධ්යම ආණ්ඩුව මගින් කලයුතු සේවා හා ජාතික මට්ටමෙන් ගතයුතු තීරණ පාර්ලිමේන්තු මන්ත්රී ක්රමය හරහා සිදුවෙනු ඇත. සෑම ජන සභාවකම පර්යේෂණ ඒකකයක් පිහිටුවිය යුතු අතර එම ඒකකයේ නිලධාරීන් පත් කිරීම හා විනය පාලනය මධ්යම පර්යේෂණ ආයතනයක් මඟින් මිස ජන සභාව හරහා නොවිය යුතුය. ජන සභා සම්බන්ධ දත්ත, වාර්තා ප්රමිතීකරණය කර පරිගණක මඟින් වෙබ් අඩවියකින් බලාගත හැකිවිය යුතුය. මේ අනුව හම්බන්තොට ඉන්නා අයෙකුට යාපනේ හෝ අම්පාරේ තොරතුරු විවෘත විය යුතුය. මේ සම්බන්ධයෙන් සවිස්තර සලැස්මක් මේ ලිපියේ සඳහන් කල නොහැකිය. මෙවැනි පරිගණක ගතකල දත්ත දැනටමත් ග්රාම සේවක වසම් මට්ටමෙන් රජයේ වෙබ් අඩවිවල දමා තිබෙනු මා දැක ඇත.
5. පස්වන පියවර (තිරසර සංවර්ධනය)
තිරසර සංවර්ධනය යනු-ආර්ථික සංවර්ධනය-සමාජීය අභිවෘධිය-පරිසර සංරක්ෂණය යන පාද තුනක් සහිත ත්රිකෝණය ය. එහෙත් ඊලම් හිසරදය සමඟ තිරසර ප්රගතියක් බලාපොරොත්තුවීම වෙස්ට් බෑන්ක් එකේ යුදෙව් ජනාවාස හදමින් ඊශ්රාලය පලස්තීනය සමඟ සාමයක් හොයනවා වැනිය. ලෝකය සුවපත් කරන්නට, ශීලාචාර කරන්නට මඟ පෙන්වන්නට යුනෙස්කෝවේ බෞද්ධ නියෝජිතයාවන තම්පාවෙල ධම්මරතන හිමියන් (ප්රංශ ජාතිකයෙක්ද සමඟ) ලියූ පොතේ කියනදේ ලංකාවේ ක්රියාත්මක කරන්නට නම් නැඟෙනහිර කෘතිම පලාතේ දෙමළ නිජ භූමියක් තිබේ යන චෙල්වනායගම් මහතා ගෙතූ මිථ්යා කතාව ශුන්ය කල යුතුය. එය කල හැක්කේ නැඟෙනහිර පලාතත් අනිත් පලාතුත් ස්වාභාවික මායිම් සහිත ඒකක ලෙස පරිසර විද්යාත්මකව හඳුන්වා ගැනීමෙනි.
මෙය භූමි ප්රමාණය වශයෙන් දැන් තිබෙන දිස්ත්රික් 25 මට්ටමින් හෝ පලාත් නවය මට්ටමෙන් හෝ ගංඟාද්රොණි මායිම් අනුව කල හැකිය. සෑම ප්රදේශයකටම සාගර මුහුණතක් ලැබෙන හා බිමේ ප්රමාණයෙන් බොහෝ සෙයින් එක සමානවන ආකාරයට ගංඟා ද්රොණි හතකට බෙදු කලාප සිතියම මෙහි පහතින් ඇත. යාල් පානම් කලාපය රජරට කලාපයෙන්ද ජලය ලබාගන්නට යන (මොරගහකන්ද-කළු ගංඟා ව්යාපෘතිය) මුළුමනින්ම වාගේ දෙමළ ජනයා වසන කලාපයක්වේ. එහෙත් එය එසේ වෙන්කර ඇත්තේ භාෂාව පදනම් කරගෙන නොවේ. දිගු කාලයේදී බුදු පිලිම අරහං නොවෙන මනසක් එන්නේ එවිටය. මුස්ලිම් ශාරියා වාදයද ගම් මට්ටමින් ලොප් කල හැක්කේද එවිටය.
චන්ද කොට්ඨාශ අනුව පක්ෂ දේශපාලනය උඩ පත්වන පාර්ලිමේන්තුවකුත්, පක්ෂ දේශපාලනයෙන් තොරව චන්දයෙන් පත්වන සම්මුතිවාදී ජන සභා ක්රමයකුත් යන විධි දෙක මඟින් දේශපාලනය පවුල් ජීවිකාව කරගෙන ජීවත්වන පිරිසක් විසින් ජන සභා ක්රමය අඩාල කරන්නට දරන උත්සාහයට රීසනබල් (මධ්යම ප්රතිපදාව) විසඳුමක් ලැබේ. රටේ ජන සභා ගංඟා ද්රොණි හතක් වශයෙන් ගොනුකර (හෝ දිස්ත්රික් 25 ක් වශයෙන් ගොනුකර) සිය දෙනෙකුගෙන් යුත් ජාතික ජන සභා මණ්ඩලයක් (සෙනේට් සභාවක්) පිහිටුවා එය පාර්ලිමේන්තුවට අතිරේක නීති සම්පාදන ඒකකයක් කල හැකිය. මේ මඟින් ජාතික මට්ටමින් බලතුලනයක් ඇතිවේ.
බුද්ධාගමේ මුල් ගලක් වන මධ්යම ප්රතිපදාවත්, නූතන නීති විද්යාවේ එන රීසනබල්නස් ඩොක්ට්රින් එකත්, භූගෝල විද්යාවේ එන පෘථිවි තලය මත තිබෙන හඳුනාගත හැකි භූමි ප්රදේශය (රීජන්ස්) නමැති සංකල්පයත් එකම ලෝක සිද්ධාංතයක් දෙස පැති තුනකින් බැලීමක් බව වටහා ගැනීම සම්මා දිට්ටි හා සම්මා සංකප්ප ද වේ. එවිට සම්මා වායාමයක් සඳහා ඉඩක් ලැබේ. ජන සභා සංකල්පය ත්රිකෝණයක මැද නම් එහි එක පැත්තක් මධ්යම ප්රතිපදාවය. ඒ කියන්නේ අන්තවාදී නොවීමය. ඌරු මස් කන, හරක් මස් කන, කුකුල් මස් කන, මාළු කන හා එළවලු පමණක් කන මිනිසුන් යම් ජන සභාවක් තුල සිටිය හැකිය. මේ නිසා එහි මිනිසුන් යම් යම් එකඟතාවලට (කම්ප්රොම්යිස්) පැමිණිය යුතුය. ත්රිකෝණයේ දෙවන පැත්ත ලෙස නීති විද්යාවේ (ජුරිස්ප්රැඩන්ස්) රීසනබල්නස් න්යාය (සාධාරණකම) ඇත. මෙය බුද්ධාගමේ මධ්යම ප්රතිපදාවය. ඕනෑම ගැටුමක් අන්තිමේදී උසාවියකින් විසඳන්නේ මේ රීතිය අනුව යමින් ය. ජන සභාවක් ගත් යම් ක්රියාවක්, තීරණයක් සාධාරණද යන්න තීරණය වන්නේ නොයෙක් භූගෝල විද්යාත්මක කරුණු මතය. ත්රිකෝණයේ උන්වන පැත්ත වන්නේ භූමි ප්රදේශයය (රීජනල් කන්සෙප්ට්). ලෝකයේ හෝ රටක භූමිය නොයෙක් නිර්ණායක අනුව එකිනෙකට වෙනස් භූමි ප්රදේශ වේ. මෙය පස, ජලය, ගස්, දේශගුණය හෝ ඒවායේ එකතුවෙන් (ලංකාවේ කෘෂි-පරිසර කලාප — හඳුනාගෙන ඇත්තේ මොසේය) හෝ සිදුවන දෙයකි. වියලි කලාපය, තෙත් කලාපය, තැනිතලා, කඳුකර, හුනුගල් පස, කබොක් පස, ලඳු කැලෑ, අර්තාපල්, ගෝවා වැවෙන ප්රදේශ, වටු කුරුළු බිත්තර එකතු කරගතහැකි ප්රදේශ යනාදී වශයෙන් විව්ධ ප්රදේශ ඇත. වැසි ජලය ලැබෙන ආකාරය අනුව මේ භූමි ප්රදේශ අවුරුදුපතා හෝ චක්රාකාරව අවුරුදු ගණනකට වරක් හෝ වෙනස්වීම් වලටද ලක්වේ. ගංවතුර, නායයාම්, නියං වලට ලක්වෙන ප්රදේශ ඇත. මින් පෙනීයන්නේ ජන සභා ලෙස කුඩා භූමි ප්රදේශ වශයෙන් මිස මෙග ප්රොජෙක්ට් ලංකාව වගේ කුඩා රටකට නුසුදුසු බව නොවේද? මෙග ප්රොජෙක්ට් වලට වන්දි ගෙවන්නේ තාවකාලික දේශපාලකයා නොව අසරණ රටවැසියාය.
පහතින් පෙන්වන සිතියම් තුන දෙස බලන්න. පුරාණ ලඬකාව යන සිතියම ගත්තේ නාරද හාමුදුරුවන් විසින් 1964 දී ලියන ලද බුද්ධා ඇන්ඩ් හිස් ටීචින්ස් නම් පොතෙනි. සිංහල ජනයාගේ ඉතිහාසය දකුණු පලාත් හතට සීමා කිරීමට සිතීම කෙතරම් අසාධාරණද යන්න ඉන් පෙනී යයි. 1977 සංඛ්යා ලේඛන අනුව දෙමළ හා මුස්ලිම් ජනයා සියේට 1-10 දක්වා සිටින මැතිවරන කොට්ට්ඨාශ මට්ටමේ සිතියම ඊලඟ සිතියමය. මෙවැනි කලවම්කල බිත්තරයක සුළු ජනවර්ග වලට සංහිඳියාවෙන් ජීවත්වීමට සුදුසුම විධිය ජන සභා ක්රමය නොවේද? භූගෝල විද්යා මහාචාර්ය මද්දුමබණ්ඩාර විසින් නිර්මාණය කල තුන්වන සිතියමෙන් පෙන්වන්නේ පරිසර සාධක අනුව මායිම් සදාගත් ජන සභා ක්රමය යටතේ ඉදිරියට ගොස් දිවයින බෙදිය හැකි භාෂාව නොව ස්වභාව ධර්මය මත පදනම්වූ රටකි. 13 ඒ අහෝසිකර ඒ වෙනුවට ගත හැකි සංහිඳියා පියවරය.

ඇත්ත සංවිධානය නම් සංවිධානයක් විසින් අලවා ඇති මෙම පෝස්ටරයේ සදහන් කාරනා පිලිබදව ඒකාබද්ද විපක්ෂ මන්ත්රීවරයෙකුගෙන් අප කල විමසීමකදී ඔහු කියා සිටියේ එවන් කිසිදු සාකච්චාවක් සිදුව නැති බවත් ඉදිරි පළාත් පාලන මැතිවරණයෙන් සිය නියත පරාජය දන්නා පිරිසකගේ බාලාංශ වැඩක් විය හැකි බවත්ය.

“CONSUMER AFFAIRS AUTHORITY -POWERS FUNCTIONS DUTIES AND CHALLENGES TOWERDS THE CITIZEN IN THE DIGITAL AGE”

CAA act 9 of 2003 is the main regulator body in Sri Lanka, for the consumer which includes the professional and the service sector among the other statutory bodies such as *Trade Marks Ordinance, *Prisons and dangerous drugs ordinance, *Control of prices Ordinance, * Weights and measures Ordinance, * food and drugs Act,* Control of prices Act,* food control Act,* Food control ( possession Act,* Licencing of traders Act,* Bureau of Ceylon standards Act,* National price commission law,* Consumer protection act,* Code of intellectual property Act, *Petroleum products Act,* food Act, cosmetic devices and drugs act,* Consumer credit act, * Sri Lanka standards institution act,* Fair trading commission act,* Measurements ,units, standards, and service act,* Unfair control terms act, *Local authorities including Public Health Officers and Procuring Officers,* Provincial Council including prosecuting officers and * consumer organizations, which are inactive, insufficient, but unfortunately not functioning up to the expecting standards. If they did, the consumer would not be in the current pathetic plight and trader business would be of international standard. These statutory bodies are expected to perform multipurpose in looking after the consumer, whilst maintaining the equilibrium with the trader, industrialist, state and the consumer in the maintenance of trade and business process and the culture in the state for the community. Dispute the existence of this battery of legislation Sri Lankan consumer is the most neglected in the Society as President John Kennedy stated at the inauguration of the world Consumer Day in 1962. Today the USA consumer is powerful and organized to assert the due right s and recognition due to the activism of the consumer organizations and the State.
Duties and Functions
Is Sri Lankan consumer a satisfied citizen enjoying healthy and quality food, consumer items of standard, services including all professionals and the workforce, at least of some standard if not of international or UN standards many citizens in the other parts of the world enjoy , is a moot issue confine to the consumer alone who are in the receiving end. CAA is a complete deviation of the traditional system which is a product of English Law and Consumerism and the jurisprudence which is functioning satisfactorily in the west with the assistance of the statutory bodies and consumer organizations. State Policy and the CAA are *to provide better protection against unfair and restrictive trade practices, *Promote competitive pricing, for healthy competitions, and * protect trader and manufactures of unfair and restrictive trade practices. How far and to what extend these policies are implemented are matters to be discussed in the public domain of the citizen. The main objects of the CAA includes *protection of the consumers against the marketing of goods or the provision of services which are hazardous to the life and property of the consumers, *to protect consumers against unfair trade practices and guarantee that consumers interest shall be given due consideration, *to ensure that wherever possible consumers have adequate access to goods and services at competitive process and seek redress against unfair trade practices,* restrictive trade practices or any other forms of exploitation of consumers by traders. To what extend the objectives are met is a moot issue, but the consumer is in a helpless situation before the multinational and local business and services powers. CAA is expected to perform these functions through the regulations under part three of the act which has given powers to the authority to perform duties through regulations and directions such as quality/price control, citizen be give adequate quantities, labelling, price marking, packing, sale, manufacture, mark the maximum price, specify batch number, specify expiry dates, manufacturing, importing, marketing, storage, selling, stocking, registration of traders and many other powers to perform duties of the CAA. Traditional consumerism based on English and EU law, practice and jurisprudence is simple effective with plethora of practice procedures and conventions and heavy case law practices and used since the introduction of the system few decades ago with all other English law precedents. As a result of the confusion between the English Law practiced and CAA which is mixture of Australian/ Canadian model, the Consumerism and the jurisprudence is in a state of confusion and there is hardly any conventions practice precedents, or case law and practices since the introduction of CAA. Ideally magistrate court being the original court should be the imitation of the practice and jurisprudence with a potential to reach superiors courts for ultimate decision-making. Consumer matters are hardly heard in the magistrates’ court now with the CAA quite in implementing the regulations and directions for reasons the citizen cannot understand. It is dormant, inefficient and inactive.
Consumerism Worldwide
Consumerism in UK, EU and even in India is far ahead of Sri Lanka. In India consumer courts are effective and the jurisdiction in higher courts has been active due to public interest litigation and consumer activism by the organised groups and the court at its initiative. It is productive for Sri Lanka to set up Consumer Courts and use the Mediation boards to settle consumer disputes in an amicable atmosphere. EU directions to the member countries including UK until the recent changes in the EU politics had updated and made consumerism effective and live through EU directions when UK was developing the activism and jurisprudence independently. Consumerism culture in the USA and the west including UK has drastically transformed into vibrant and forceful trade war among supermarket and online giants such as Amazon, Sainsbury’s, Tesco, Argos E-bay, Ali Baba, which are on the doo steps of the digital age, mega world online giants are introducing the world through mass platforms with attractive and ferocious market strategies small timers cannot penetrate. Sri Lanka is fast changing towards the trend due to ripple effects of winds of digital changes.
Gradual Approach
Sri Lanka is gradually entering into the club of online and digital purchase, who are gradually giving up traditional shopping patterns and way of living with mobile phones managing businesses, professional duties, household and everything and anything with the application of modern AP’s in every sector. Credit cards in Sri Lanka have become common with almost the entire population using mobile phones and different kinds of applications including what’s up, viber Facebook and many modern applications improving with new methods and developments every minute. In the Unied Kingdom Sainsbury’s have bought over Argos, and Home Base, which are high street giants and traditional sale points, to strengthen online trade. Many traditional high street shops such as Woolworth, MFI, and Summerfield had to be closed down giving the way for the new comers in online business. Customers will order any consumer item on line to be delivered to be collected at his leisure. Any item could be perched on line to be delivered within the shortest possible time with full confidence of the consumer who is guaranteed the price, quality and delivery on time. Refunds are prompt and returned items are promptly accepted. Due to self-regulation and organized consumer organisations and magazines such as WHIch”, competition among the online trade the state intervention are rare and unnecessary. In Sri Lank like in the UK the small time business have taken over by giant supermarkets managing successfully eating into the small business limping for existence. The traditional starter up business of the nation in the UK, known as corner shops are fast disintegrating with mini giant Sainsbury’s, and Tesco emerging all over. In Sri Lanka too this is happening fast with the same results.
Changes on Consumerism
When the consumerism in Sri Lanka is facing fast changes with the new consumer culture due to ripple effects of modern changes and the fast technological developments worldwide, the CAA is dormant and confined to basic traditional duties of imposing fines in traders and the other business community at the cost of the consumer who in turn are targeted by the trader by increasing prices to recover the fines paid whilst keep on exploitation. Modern changes are fast by passing the traditional consumer culture with the modern developments via social media internet, Facebook and contacts.
Way Forward
It is time the CAA, Consumer and the State face these issues during the passing by era of the door steps of the digital age with care and cautions to avoid disasters on fast changes due to the ripple effects of transitional stages. New developments are going to cut down sizable amount of jobs. Driverless cares will be introduced globally soon to avoid accidents and want of drivers. Cheques, Banks, and notes, will be things of the past soon and school children will be taught on line. Corner shops will be a matter of the past and industries will need the minimum labour as a result of the impending digitisation which is Challenges to the State, CAA, Chambers of Commerce, Trade Societies, Consumer organisations. . It is not too late for the CAA to propose the long overdue changes to the statue and implement the existing rules and directions to apply in the citizen during the transitional period until the digital age is reach. Best and the mist effective method would be formation of the consumer societies which is a long overdue duty entrusted to the CAA.

PM criticizes Ports Authority lawyers: JO

Prime Minister Ranil Wickremesinghe has criticised the lawyers appearing for the Ports Authority in the case filed in the High Court against the Hambantota lease agreement, MP Mahindananda Aluthgamage said today.
He told a media briefing organised by the joint opposition that Prime Minister had done so at a discussion held at Temple Trees on Sunday.
The MP said that the Attorney General, Finance Minister Ravi Karunanayake, Development Strategies and International Trade Minister Malik Samarawickrama and Ports and Shipping Minister Arjuna Ranatunga had attended the discussion.

The Prime Minister has criticized Minister Ranatunga and the lawyers as they were against the Hambantota Port agreement and the acquiring of lands for the proposed Hambantota industrial zone. The lawyers had showed that the agreement was illegal and the Ports Authority should not authorise it,” he said.
The MP said according to the sources, the lawyers had been warned to remain silent till the agreement was finalised.
While the subject minister has repeatedly said the country will lose some Rs.330 million if the government goes ahead with the agreement, the Prime Minister and the Finance Minister are trying to sign the agreement in secret,” he added. (Thilanka Kanakarathna)

Former president Mahinda Rajapaksa refused to pawn Sri Lanka to regain GSP+: GL

Former president Mahinda Rajapaksa had an opportunity of regaining the GSP+ facility during his tenure if he had agreed to the conditions laid down by the European Union (EU) at the risk of compromising the country’s sovereignty, SLPP Chairman G.L.Peiris claimed today.
He told a news briefing that Prime Minister Ranil Wickremesinghe was only speaking a lot about GSP+ but not about the conditions laid down by the EU to grant this preferential tariff system again to Sri Lanka.
Government has to agree to 58 conditions which are disadvantages to the country and its sovereignty, such as the removal of the Prevention of Terrorism Act (PTA) and restructuring the military. We are in favour of Sri Lanka regaining this facility but opposed to selling our nation. Mr. Rajapaksa rejected a similar set of conditions,” Mr. Peiris said.
He said regaining the GSP+ was not the issue but what mattered was the repercussions of regaining it.
We cannot pawn the country for the sake of economic growth. The Prime Minister cannot deny the fact that these conditions will impact on the country and the people adversely,” Mr. Peiris said.
The Generalized Scheme of Preferences or GSP+ allows developing countries to pay less or are exempt from duty exports to EU-member countries while providing access to EU markets and contribute to their economic growth.
Sri Lanka lost this facility in 2010. Last year German Chancellor Angela Merkel assured President Maithripala Sirisena that the EU would re-consider offering the GSP+ facility based on the steps taken by him on re-establishing Human Rights, Labour Rights, Environmental Protection and Good Governance. Pseudo – secular countries want Sri Lanka to be secular

Secularism has become the Buzz word for all those who wish to marginalize Buddhism from public life, both overtly and covertly.
When we refer to secularism we must be in a position to distinguish it from Pseudo secularism.
What is practiced in a large majority of countries in the name of secularism is a pseudo variety of secularism.
We now see particularly in the Western countries in the light of the influx of a large number of refugees from Middle Eastern countries, deep seated nationalism and patriotic fervor rising to the surface and challenging the ‘secular image’ these European countries had projected to the world in the decades following the end of the second world war.
In other words, beneath the veneer of ‘ secularism’ in Europe lurks innate nationalism that had laid the foundation of the nation state and united the people on the basis of a shared past that bonded one another through affinities to a common religion, ethnicity and language.
Sri Lanka’s 2500 year old civilization was founded on this basis similar to the great Chinese and Japanese civilizations, and several European Christian nations.
Yet, modern day pseudo secular countries particularly in the West want Sri Lanka to discard its primordial national (Sinhala) and religious (Buddhism) identity, and embrace an artificial secular identity that has neither roots nor been shaped either by history, common values, heritage or destiny.

In which countries is that practiced?
Take for example the status of Buddhism (and other Eastern Dharmic Religions) in Western countries.
In Europe only two countries have officially given recognition to Buddhism namely Russia and Austria.
The rest of Europe with a Christian heritage denies official recognition to Buddhism. In other words, in these countries Buddhism is seen as being tolerated but not granted recognition as a religion on par with Abrahamic religions.
This discriminatory stance has several detrimental effects.

It is regrettable to note that concepts such as Secularism, Diversity, Multi-culturalism and the like have now become code words for demonizing the Sinhalese majority and removal of Buddhism (despite its singular and overwhelming contribution to national life since it was introduced by Arahant Mahinda to Sri Lanka in circa 300 BC) from public life.
Secularism in the West began with the objective of separating the Church ( which was trying to usurp the power of the State) and the State. Nevertheless, the Secularism in Christian countries remains unequivocally pro – majoritarian.
In contrast in Eastern countries such as India and Sri Lanka, Secularism has been manipulated to become anti – majoritarian.
Religious discrimination en masse and public policy wise really began in Sri Lanka after the arrival of the Portuguese in 1505. They had an Inquisitorial mindset shaped by events commencing in Europe in the 15th century which required all non – Christians e.g. Muslims, Jews etc. to convert to Christianity or face the Inquisition which gave a series of harsh punishments including burning the victims at the stake for being ‘ heretics’.
The Portuguese Inquisition in Sri Lanka (1505 – 1658) deserves a close and careful study as it was introduced to Sri Lanka by the Portuguese following the Catholic Inquisition in Europe and the Goa Inquisition. There were several Portuguese Captain – Generals like Jeronimo de Azavedo who were in charge of the Inquisition both in Goa and Portuguese occupied territory in Sri Lanka.

Secularism as a concept was conceived and evolved in an European context. It is euro-centric in its very nature like the European Union and even the United Nations which today is unashamedly promoting re-colonization and the right to intervene in the affairs of nation states that seek independence, self – reliance and non – alignment.
Instead of transplanting ideas grown in contexts that are far removed in respect to both time and space, the challenge for us in Sri Lanka is to develop our own home grown political ideas taking into consideration Lanka’s heritage and history, and more importantly the setbacks this country sustained as a result of nearly 450 years of western colonialism.

How should Sri Lanka respond to constant demands made by the European Union and USA, to shape our public policy, Constitution, method of governance, national security and the like in line with hidden Agendas worked out by these countries to suit their parochial interests and objectives?

Some Health Dangers of Cooking Food at High Temperatures

Most people are unaware of the adverse effects of high temperature cooking. We cannot blame our good old kussi amma” because they were totally unaware of those matters but now the present generation with more modern cooking facilities must be aware of the good and bad side of high temperature cooking. Clay pots are bad conductors of that means it takes time to heat anything in them. I think the slow heating of the food inside a clay pot is really good because the food itself are bad conductors of heat. Once the food get heat lots of chemical changes takes place quite slowly, some juice ooze out while some get in. I am sure those clay pots cook the food but as I said it takes time to get them heated up. In the meantime most of the heat put to the cook get radiated or get waste but that is a different issue. Have you noticed that food cooked in clay pots taste better than those cooked in metal cooking pots? One of the reason is that the ingredients get absorbed better when cooking in clay pots as there is not enough heat for them to get evaporated quickly with the cooking aroma. The gas and electric temperature must be controlled so that the ingredients do not disappear into the air without getting absorbed into the food.
Now a days we are very worried about energy wastage in cooking but we do not think that food are slow conductors or heat or bad conductors of heat. Have you ever thought about what happens when you cook food? Certainly there must be chemical changes within the food due to heat provided by the fire. All food have very complicated chemicals so they will undergo changes due to heat. What Happens When We Cook Food at High Temperatures
30% to 50% of the vitamins and minerals are destroyed. One of the things that can effect is the vitamins on the food. We know certain food have certain vitamins but they will be no longer there once heat is applied because they get damaged. We lose up to 97% of the water-soluble vitamins (Vitamins B & C) and up to 40% of the lipid-soluble vitamins (Vitamins A, D, E & K). Some protein becomes coagulated, making it less digestible (studies suggest that cooked proteins are up to 50% less likely to be utilized by the body.) We know which food have proteins and which have vitamins. Any kind of meat and eggs have proteins but they would not be the same once cooked, even with low temperature. Certainly we cannot eat them raw just like cats and dogs, they must be cooked. The point is high temperature definitely damage these proteins.
Over–cooked food might take on a different meaning than it has previously. Not only is acrylamide formed in some starchy food but also meat cooked at high temperatures has as many as 20 compounds known as heterocyclic amines, or HCAs for short. HCAs are known as cancer causing chemicals.
The higher the temperature that food is cooked, the longer it stays in the gut and the more difficult it becomes for our digestive mechanisms to digest it. This makes it more difficult for the food to absorb and function at a cellular level where it needs to work. When the food cannot function in the cells, the cells can become deficient and/or toxic which leads to deficiency and toxicity of the whole body making the body less able to function optimally.
There are many ways to cook food, some with less harmful results. Steaming, boiling, and stewing expose food to heat not exceeding 100 degrees C. On the other hand, baking and roasting expose food to temperatures up to 200 degrees.
Microwaving also exposes food up to 200 degrees C. but there are also many other problems with microwaving food. The highest temperatures that foods are exposed to are broiling and barbecuing which can be 400 degrees C. Frying with a pan or wok normally uses high surface temperatures.2
As early as 1930 research was done in Switzerland showing what processed and cooked food did to the leukocytes, the white blood cells in humans. Prior to this research it was noted that upon eating there would be an immediate increase of the white blood cells which was called “digestive leukocytosis.” Digestive leukocytosis means that there is a rise in the number of white blood cells after eating. At the time this was considered a normal physiological response to eating. It was not know why the cells would increase after eating and this increase usually meant that the person had been exposed to a harmful substance such as toxic chemicals, a trauma or infection.
Then at the Institute of Clinical Chemistry, Dr. Paul Kouchakoff found that eating unaltered, raw food or food heated at low temperatures did not cause a reaction in the blood. Kouchakoff also found that if the food was processed or heated beyond a certain temperature it caused a rise in the number of white blood cells. He found that foods that had been refined, homogenized, pasteurized, or preserved causes the greatest increase in white blood cells.

I do not think that we should go back to cooking in clay pots due to many reasons but I think what we did in the past have some meaning. If we wanted to get similar results we must control the amount of heat put to cook food than wasting energy then eating food that are quite tasty. In my scientific method I have controlled the energy put to cook the food so that there is a minimum wastage of energy. In addition there are many advantages of low fire cooking. Today the people are in a hurry, no time to waste so they cook at high temperature and damage the food or they rush to eating junk unhealthy, salty and oily food. Any way it is up to them but try not to waste energy in cooking unless they want to walk up and down like Tandoori Chickens”. It is true those cooking aroma get deposited on the body and on the clothes then most Sri Lankan ladies just cover up by spraying some scents and colognes or they employ someone like Kussi amma” to cook the food.
