Those boycotting Donald Trump’s presidential inauguration come across as childish spoilsports who are going to exclude themselves from the fun. To date, Donald Trump has made a lot of sense, has shown himself to be a shrewd communicator and has called a spade, a spade. Let us analyze what he has said and where he stands.
NATO is obsolete. It was formed supposedly as a defensive block to protect western Europe against a threat from the Soviet Union which never happened basically because it was never planned. In fact, the Soviet armed forces were essentially defensive, the fruit of having been attacked twice by Germany in a quarter of a century and the last time losing 26 million souls. In fact, NATO’s armed forces were and are offensive.
In fact, NATO is a lobby which implements the strategies of and acts as the cutting edge for the Sinister Six Sisters, the BARFFS (Banking, aRms, eneRgy, Finance, Food, PharmaceuticalS lobbies) and is responsible for cavorting with terrorists in Libya and Syria, for carrying out terrorist atrocities in Libya, Syria, Iraq, Serbia and Afghanistan, and Yemen by proxy and for creating the conditions for groups like ISIS to appear.
Apart from that, what has NATO done? Has it stopped Islamic State? Has it stopped Al Qaeda? Both of these terrorist organizations grew up under NATO’s nose. Did NATO help to develop Libya, the African country with the highest Human Development Index before Obama and his lapdogs destroyed it with terrorists? Today Libya is crawling with ISIS operationals.
So Trump is right. NATO is obsolete. How to waste one point two trillion USD per year, every year. On what? Inventing non-existent threats and when they do not exist, interfering somewhere, like in Ukraine, to stir up a hornet’s nest and keep the military occupied. If the exercise is to keep NATO going to create jobs and keep the lobbies happy, then let’s be honest about it. It is an anachronism which favors the few and moves enough money to justify its continuation, nothing else. Conclusion: Trump is right.
As I wrote in this column at the time, if one million people come pouring over the borders, many without documernts but armed with the latest generation laptops, mobile phones, tablets and a host of other gadgets, something stinks. When I travel, the first thing I organize to take with me is my documents. Quite what Merkel was thinking, egged on by Obama, defies logic but congratulations, the hype over floods of immigrants precipitated Brexit. Nice one. Trump is right.
Yes, it does. In fact the entire thing favors France and Germany and always has. Germany rules the roost, imposes its own limits on other economies which it does not understand or care to understand and sells its products in Europe after creating the conditions for the other countries to close their factories, beach their fishing fleets, bury their apples, dig up their orchards, scrap their industry and Buy German. France gets away with a few morsels if it keeps its head down and nods obediently and everyone else does as they are told because Germany already pulls the strings of their economies. The EU has done for Germany what Hitler failed to do. Europe is German, Deutschland über Alles! Trump is right.
Donald Trump favors a review of the relations with Russia, and this goes hand-in-hand with the will of the vast majority of citizens in the United States of America, except for the hard-line pro-war activists low on IQ and high on root beer. True, while sanctions last it is an opportunity for Russia to diversify the economy but the bottom line is, imposing sanctions on the one country doing something about terrorism in a meaningful way, attacking and exterminating terrorists while the west cavorts with them, makes little sense when the alternative is to team up to address serious issues. Trump is right.

People who used to talk about evils of Mara Palanaya ot Gotapalanya is now talking about sins of Yahapalanaya and may even be of Champikapalnaya ?
Few years back I was traveling by car along Thalawathugoda Road to Hokandara passing a house of Ex UNP ,Ex DP of General and (I do not know where he is now ) ,there is a paddy field where the rain water catchment flows crossing the road to Talangama Tank which SLLRDC is dredging to form a canal to facilitate storm water flow towards Ambatale .
There was a part of the paddy field filled forcibly by a politician .SLLRDC warned him several times in 2013 -2014 and before ,and yet he filled it . SLLRDC as per their legal rights to remove the earth in a filled area without permission , deployed heavy machinery and removed the earth .
Politician protested ,but Super Secretary who was in charge of SLLRDC went in person to supervise the removal of filled material and made a hole in the paddy field .
Presumably to show that he means business and he does not give a hoot !

Today in 2017, I was passing by the same location ,( I keep watching paddy lands being filled as I was the Chairman of SLLRDC ) I saw the same dredged Paddy land being filled again during weekends and lorries were unloading earth .I noted that filling is taking place close to the canal which has a very restricted culvert. This road is earmarked for widening and there will be a wider bridge and a wider canal.But the current filling and any construction will hinder any further storm water drainage to Talangama Tank.
Obviously I became irritated and called SLLRDC and complained .
Do you know the answer ………”We cannot do much ,,Culprits have got all the permissions except their’s ! and it may be imminent that SLLRDC may have to cave in .”

Royal Honour is an impressive and high status award to an individual. The British award three types of honours based on a person’s specific bravery, achievements or services to the United Kingdom and its former territories. Such awards are classified into three categories viz: Honours, Decorations and Medals.
An OBE (Order of the British Empire) is awarded by the Queen in person for individuals who have excelled in arts, sciences, public services and benevolent exertions. An MBE (Member of the Order of the British Empire) is awarded for exceptional services to the community. The Queen or a member of the royal family acting on her behalf awards Knighthoods, which permit the receiver to use the title “Sir” or “Dame”.
The Queen imparts honours twice a year, one in the beginning of year and again in June on her official birthday. A special committee appointed by the Queen selects those who demonstrate exceptional standards of merit or service, which are open to a wide range of people from all backgrounds. Once the special committee scrutinises nominees, those lists are forwarded to the Prime Minister, depending on each one’s merit and entrepreneurial success. The PM then presents the list to the Queen for final approval.
Sri Lankan share
King Edward III founded the oldest and the highest British Order of Chivalry in 1348. Since then the system has evolved to address the changing trends to recognize other forms of services to the United Kingdom. Records reveal that a good portion of Sri Lankan (Ceylonese) have been decorated by the British Royalty with knighthoods in forgone years and later with OBE and MBE honours.
Quite creditably many Sri Lankans (Ceylonese) had received Knighthoods in the past. Some of the names include Sir Ponnambalam Arunachalam, Sir Ponnambalam Ramanathan, Sir Nicholas Attygalle, Sir Solomon Dias Bandaranaike, Sir Muthu Coomaraswamy, Sir Don Stephen Senanayake, Sir Henry Kotelawala, General Sir John Lionel Kotelawala, Sir Oliver Goonatillake, Sir Solomon Christofell Obeysekera and Sir Baron Jayatilleke et al.
Subsequently, many Sri Lankan expatriates of different backgrounds have received royal honours. Arjuna Gihan Fernando (popularly known as Gi Fernando), son of Dr. Anton and Tina Fernando, who graduated at the Bristol University in Engineering and Computer Science, received an MBE in the New Year Honours list in 2017, in recognition of his services to the digital economy in the UK. Gihan has been recognized as a technology investor based in the UK, who has backed businesses such as City mapper, Booking Bug, Car Throttle and Plan.

He started his career with a brief stint at the HSBC bank. Subsequently he stretched his entrepreneurial tentacles and started his own social media enterprise ‘Techlightenment,’ which he later sold to the global information services group Experian Plc., which has its operation in 40 countries. In 2012, he formed another company called ‘Freeformers’. The main concept of ‘Freeformers’ was to recruit young people and to transform them as leaders to promote business knowledge of social media and digital marketing comprehensively. Should the sole objective of the UK be to become a competitive edge, then ‘Freeformers’ mission would be to identify inherent technical talents and abilities of the young, below 25 years of age, in a world of continually and endlessly changing digital milieu.
In June 2016, Sri Lankan Nushelle De Silva received the Young Leaders Award from Queen Elizabeth II, on her (Queen’s) 90th birthday, for taking the lead in transforming the lifestyles of people within the Sri Lankan community. Her programme dedicating to young people aged between 18–29 years encouraged other young ones to promote “peace building measures,” particularly to create positive changes to the lives of people in Sri Lanka.
In 2014, Elizabeth Moir, an Oxford graduate, was honoured with an MBE for her services to British education and the teaching of English in Sri Lanka. In 1982, she arrived in Sri Lanka with her family and founded the Colombo International School (CIS). Her past students have gone on to Oxford, Cambridge, LSE, UCL and Imperial College in the UK and to Harvard, Yale, MIT and Princeton in America.
Rene Goonasena perhaps was the first Sri Lankan female to be awarded an MBE for her long services as a librarian attached to the Ministry of Defence in the UK. Lakshmi de Soyza who was the head of Brent Languages Service followed suit. She had a 26-year-old teaching career in England teaching English to foreign children and trained teachers in colleges.

Chelliah Yogamoorthy received an MBE in 2011 in the New Year Honours list for his outstanding services for 23 years to the Department of Transport, as a quantity surveyor for Highways in the UK.
In 2003, Ven. Galayaye Piyadassi, the Head of the Sri Saddhatissa International Buddhist Centre in NW London was awarded an MBE honour during the Queen’s Birthday Honours in recognition of the vast amount of community service done over the years, within the Borough of Brent, as much as engaging in community activities among the Sri Lankans and many other religious and racial groups living in the cosmopolitan city of London. Under Mettha Foundation, the Bhikku has set up a home for the homeless children in Sri Lanka to provide welfare and educational needs for delinquent juveniles.
In the 2006 New Year’s Honours list, the late Ven. Dr. Vajiragnana, head of the London Buddhist Vihara was awarded an MBE. The Bhikku represented the Buddhist devoutness for 20 years abroad. He represented the Sri Lankan community at royal functions and was in constant demand to address seminars in the UK, as well as many other parts of the world. In 1999, he founded the Rahula Trust, a charity aimed at helping the deserving children of Sri Lanka, Nepal and Kenya. He was an author who has published many books, pamphlets and articles covering all aspects of Buddhism.
Prince Charles conferred the honours in 2008, representing the Queen when Ven. Dr. Witharandeniye Kassapa was awarded an OBE. Ven. Kassapa qualified as the only Bhikku to be selected for the Queen’s awards representing the Buddhist community in the United Kingdom.

Needless to say people are not very happy about the yahapalanaya neither would they like the earlier regime. The main reason why yahapalanaya is no more yahapalanaya is because, the president, in spite of being a sincere, trustworthy, good intending person is struggling between two contradicting roles.
While being the president of all the citizens of Srilanka he is also trying to fulfill his role as the leader of SLFP. Obviously this is going to cause conflicts. While sincerely trying to be true to all his promises he made as a presidential candidate, he is also trying to keep the strings of one political party within his grasp. This is what made him bring in all the unwanted elements into the government, not punishing the culprits of the previous regime and allowing all what he abhorred to continue in his own regime, undoing all the good he could have achieved.
A President, once elected is the president of all the citizens, irrespective of the party affiliation and irrespective of who voted for him. In fact every politician must realize this is the correct attitude they should take. They may have been elected to a particular post/ electorate by some, but they are supposed to serve the whole area to which they are elected. This used to be the case long ago but then the party politics overtook the democracy and the politicians publicly refuse to serve those who did not vote for them – or even may have voted for them, but their cronies tell them otherwise.
A president is even more duty bound to serve all the people, since there is only one president for the whole country. He cannot afford to serve or favor one party or one group of people in contradiction to some others.
Since our present president does not even aspire to come to office again, he must try to be a good president rather than the leader of a particular party. He may want the party he belongs to do well, but he cannot favor it over another party and he can always elect another leader for that party who will be do the job well.
Unless and until our president recognizes what these conflicting roles are doing to him, there can never be yahapalanaya.
He has to choose whether history will remember him as the best president of Srilanka ever, which he is capable of being, or who struggled to keep SLFP alive and failed in both roles.
One head can wear only one hat at a time; if two are worn that will become a tragedy and a comedy.
Let’s hope common sense will prevail.

I read Doctor Ruwan Jayantunge’s latest book, Psychological Aspects of Buddhist Jātaka Stories, with great interest. As a person with a longstanding interest in Buddhism and as a psychologist I found that the Jakata tales address the dynamics of the human mind and a broad range of psychological themes which encompass mental states, feeling and emotions, motives, behaviors, thinking and actions. As Dr. Jayatunge helps the reader to understand, the Jakata tales were developed from the 3rd Century B.C. to the 5th Century A.D. to teach people about human nature and to assist with the development of insight. The Jakata tales were the Diagnostic and Statistical Manual (DSM) of their time and were designed to help people achieve moral and personal growth without the stigmatizing effect of diagnosis.
In modern psychological thought we recognize patterns of thinking and behavior which impair functioning, cause distress and produce disability. While these the patterns of distressed human behavior are richly described in the Jakata Stories, through Doctor Jayatunge’s comparison with past and present psychological theories the reader is given an opportunity to examine human behavior through a different lens and to consider an alternative perspective on change through insight.
In our efforts to categorize human behavior, we may have lost some of the relationship of the person’s everyday behavior to their lives. The Jakata Stories are moral teaching tales which can be an important instrument of change for people. Dr. Jayatunge has done a masterful job of bringing these tales into a contemporary point of view.

On the backdrop of the demands being made to re-award GSP plus by EU to Sri Lanka, the EU has through a press release claimed that Sri Lanka needs to ratify 27 international conventions to be awarded GSP plus. It is interesting to see how many international conventions/statutes and protocols these preaching EU member states have themselves ratified. Let us not forget that it was to wrest power in their control that these international conventions have been set up as it is the Western bloc of nations that dictates and determines who should comply and who should be punished with terms and conditions set up by them as they see fit. These bullying tactics need to now stop and nations that are supposed to be sovereign must act with a spine instead of bending down to the whims of a handful of nations who must be statistically reminded that they are the minority in a world where the periphery of power is now changing. The West is no longer the king maker. Therefore Asian and African nations including South American nations must refuse to be bullied by 28 en bloc nations whose future is also now questionable together with a crumbling America.
Lets all remember that the EU is not a country, it is a bloc of European countries coming together following the Maastricht Treaty in 1993. There are so many international treaties, protocols and statutes possibly no nation knows what they have signed, what their contents are or whether they are overlapping and contradicting each other. Even within the UN system it is extremely difficult to get a clear picture of what countries have signed, ratfied or left. However, what is clear is that these ‘agreements’ are all drafted with advantage titled towards the Western nations with a sellable insignificant short term advantage to the developing nations that these Western nations deal with. Is this not why there is no equilibrium in the world and the gaps between the rich/poor nations and rich and poor are widening by the day? Shocking too is that 8 men own the combined wealth of half the world! In other words the wealth owned by 3.6billion people is 462.2billion which 8men own!
A brief look at some of the ratifications by these EU members reveal that each nation are selective about what they ratify, so why demand Sri Lanka agree to sign every treaty that EU deems fit and hold that as a carrot to give trade concessions? There is no uniformity as nations of the EU ratify only what they like but insist other countries to ratify what they demand. What nations need to also realize is that the demands being made by the EU nations simply to award GSP plus are demands that are irreversible while the GSP plus can be reversed at any time as EU has done.

GSP plus has been offered to the following countries. Many are of these are little known nations though surprisingly the GDP of some countries are even better than Sri Lanka as shown below.
Armenia, Bolivia, Cape Verde, Kyrgyzstan, Mongolia, Pakistan, Paraguay and Peru.
Of these countries Cape Verde enjoys GSP plus even though it has only ratified 14 ILO international conventions/protocols and statutes while Mongolia has ratified only 20. So why the insistence on Sri Lanka ratifying 27 international conventions plus the 58 conditions that the GOSL and media have admitted.

Sri Lanka no doubt is cash-strapped but does it need to get further trapped by nations who have never sought to do us any good? What has the West given free and without tags?

“Today we are not merely transferring power from one administration to another, or from one party to another ‒ but we are transferring power from Washington, DC, to you the American people,” Trump said in his inaugural speech just after noon on Friday, as it started to rain.
“January 20, 2017, will be remembered as the day the people became the rulers of this nation again.”
A statement met with loud applause and cheering.
Trump went on to remark that his supporters were part of a historic movement that has a crucial conviction, “that a nation exists to serve its citizens.”
He said Americans want great school for their children, safe neighborhoods and good jobs.
“These are just and reasonable demands of a righteous public.”
Trump said American experience a different reality, with mothers and children “trapped in poverty in our inner cities,” rusted-out factories, and an education system “flashed with cash” but which left the young “deprived of knowledge.”
“This American carnage stops right here and stops right now,” commanded Trump, as the audience erupted in cheers, whistles and applause. “We will follow two simple rules: Buy American and Hire American.”
“We do not seek to impose our way of life on anyone, but rather to let it shine as an example for everyone to follow.”
Trump said when the country was united it will be totally unstoppable.
“For many decades we’ve enriched foreign industry at the expense of American industry; subsidized the armies of other countries while allowing for the very sad depletion of our military; we’ve defended other nation’s border while refusing to defend our own,” Trump proffered while whistles and cheers erupted from the crowd.
Trump said the US has spent trillions abroad while the country’s infrastructure fell into “disrepair and decay.”
“We’ve made other countries rich while the wealth, strength, and the confidence of our country has dissipated over the horizon,” he remarked. “One by one the factories shuttered and left our shores without a thought for millions of millions of American workers left behind. The wealth of middle class Americans has been ripped from their homes and redistributed across the world. But that is the past but now we are only looking to the future.”
The remarks, which Trump previously said he wrote himself, reiterated many of his campaign promises.
“Today [we] are a new decree… from this day forward… it’s going to be only American First,” emphasized Trump.
“There should be no fear, we are protected, and we will always be protected. We will be protected by the great men and women of our military and law enforcement, and, most importantly, we will be protected by God.”
“We will no longer politicians who are all talk and no action ‒ constantly complaining but never doing anything about it,” added Trump.
“The time for empty talk is over, and now arrives the hour of action,” he said. “Do not allow anyone to tell you it cannot be done… Our country will thrive and prosper again.”
Trump said the country stand at the birth of a “new millennium, ready to unlock the mysteries of space, to free the Earth from the miseries of disease, and to harness the energies, industries and technologies of tomorrow.”
“Whether we are black or brown or white, we all bleed the same blood of patriotism, we all enjoy the same glorious freedoms, and we all salute the same great American Flag.”
In closing Trump stated, “Together we will make America strong again, we will make it wealthy again, we will make America proud again, we will make America safe again, and yes, together we will make America great again.”
The speech lasted 16 minutes, about half as long as the average inaugural address. It was 1,440 words, while the average inaugural address is about 2,350 words, according to the American Presidency Project at the University of California, Santa Barbara.

Earlier, Morrell said that the Russian president had “a great opportunity” to congratulate US President-elect Donald Trump on his inauguration by delivering former employee of US intelligence Edward Snowden to the United States.
Morell wrote in a column on Cipher Brief that Snowden’s delivery would be beneficial to Russia as Putin would thus be able to build personal ties with Trump and hurt outgoing President Barack Obama. The delivery of the former US intelligence contractor Edward Snowden would also make the world see Russia as an equal partner of the United States, he added, RIA Novosti reports.
Noteworthy, Donald Trump stated prior to his election that Edward Snowden was a spy who should return to the United States.
Strangely enough, it was Michael Morell, who urged to kill Russians in Syria, Zakharova noted.
“You let it slip, Mr. Morell, and it is now clear to all that it is ok for your agency to make gifts in the form of people and deliver those who seek protection. You haven’t understood Russia ever, Michael Morell,” Maria Zakharova wrote on her Facebook page.

This question is asked because the expositions and exegeses of learned Buddhists – chiefly the Bikkshus – are time-shifted in the illustrative paradigms employed to bring out a religious truth.
Thus India at the time of a great spiritual efflorescence about two and a half thousand years ago is the favoured background for the illustration equally of moral perfidy and spiritual grace in mankind.
These ‘stories’ are invariably magical to those whose science and cosmology reflect the contemporary idiom in the elucidation of Nature’s mysteries. To declare that Hells and Torture-chambers lie below our feet seem grossly offensive to children of our age.
The concept of ‘punishment’ is, itself, a left over from mankind’s first attempts at establishing a moral order in society. Equally, the ‘reward’ of heavenly status to ‘do-gooders’ smacks of deals in a market-place.

Let me conclude these brief observations by noting that the brain is the ‘organ of mentality’ and all scientific attempts to understand our relationsip with the externality which we call our ‘world’ is based on a comprehensive understanding of how our brain works.

The Federal Court upheld the deportation of Manickavasagam Suresh on the grounds he was a member of a terrorist organization and that he was complicit in war crimes and crimes against humanity.
The evidence adequately supported” the Immigration and Refugee Board’s finding that Suresh was a member of the Liberation Tigers of Tamil Eelam, or LTTE, Justice Richard Mosley wrote in his ruling.
The judge also found reasonable the IRB’s finding that Suresh was a dedicated supporter who voluntarily worked on behalf of the LTTE and willingly followed the direction of the organization’s leadership.”
The Tigers were separatist guerrillas who fought for independence for Sri Lanka’s ethnic Tamil minority. In addition to fighting a ground war, they conducted numerous political assassinations and bombings.
In 1990, Suresh was allegedly sent to Toronto by the LTTE to help run the group’s front organization, the World Tamil Movement, serving as its co-ordinator. But he was arrested in 1995 as a security risk.
Initially, Canadian authorities tried to deport him under a security certificate, which was upheld by the Federal Court. He fought the case to the Supreme Court, which ruled he could face torture if returned to his home country.
But the government continued to quietly push for his removal and in 2008, immigration officials drafted a report alleging he was inadmissible to Canada due to his membership in the WTM and his complicity in war crimes.
Following a hearing, the IRB ordered his deportation in 2015. The 40-page decision dismissing his appeal of that ruling was handed down on Jan. 10 but as of Monday had not yet been posted on the Federal Court website.
The Tamil Tigers ran a lucrative fundraising operation in Toronto and Montreal until the WTM’s offices were raided by the RCMP in 2006. Among other things, the searches turned up appeals for money to buy weapons.
The WTM was placed on Canada’s list of outlawed terrorist groups in 2008. In 2009, the Tamil rebels were defeated by Sri Lankan government forces, which have themselves been accused of committing war crimes during the lengthy conflict.

If the above great Muslims Leaders would have lived today, they would have just DECLARED that what THE MUSLIM VOICE” is ADVOCATING POLITICALLY is the appropriate move for the present times and what the four (04) Muslim Organizations are doing is correct politically. Mahinda might have been a bad example of a leader for the Muslims, between 2010 and 2015, but we cannot discard him as a political power and a National Leader. What the four (04) Muslim Organizations have decided to do is what late Muslim political leader T.B.Jaya said – DON’T PUT ALL YOUR EGGS IN ONE BASKET”, and that is most welcome. The rest we have to leave to God AllMighty Allah.
But former President Mahinda Rajapaksa should remember one thing clearly. Support of the Muslim Community is much awaited and most welcome, but Mahinda, the Joint Opposition, The Sri Lanka Podu Peramuna has to be careful about who the Muslim leaders of these groups approaching him to pledge the Muslim vote support. Former President Mahinda Rajapaksa should trust the humble “Muslim Ummah”, the “Poraaligal” or the “Muslim Makkal” and NOT the deceptive Muslim political leaders, Ulema and Muslim Civil Society/Community Leaders who got the best during his regime and stabbed him behind his back in the 2015 Presidential and General elections, trying to get back into Mahinda’s “rank and file” when things are not good for them in the “Yahapalana Government” now.
Any ruler in office is ineffective in a sagging economy unless corruption is slackened and administration tightened. Neither is on mend. Route Premier Ranil Wickremesinghe picked was nullified by minions in the government as seen in the Development (Special Provisions) Bill, shot down by his buddy President Maithripala Sirisena and his provincial marauders. Same fate, thankfully awaits, the controversial Constitutional Amendments that would gather dust on the shelf. Naturally, these are scatterbrain schemes. Unseen saboteur is the President, studies the ground situation rationally, more than Ranil, living a planet away. Knows opposition could coalesce on a sentimental issue that is attractive to the fast expanding middle – income groups that carry voting strength.
Middle-income, middle-class strayed from the government as the economy started tickling them. Tickle turned to a scratch and became a wound that did not answer to any antibiotic. They were the bulwarks of the 2015 elections.
Middle-incomers, after the victory over terrorism led a more comfortable life style (travelling around Sri Lanka in vans on pilgrimages to the hill country, up north, improving home conditions, purchasing mechanized two, three or four wheelers and sending kids to more tuition classes!) acquired wealth after the chapter on terrorism was firmly nailed. They presently live in discomfort with ‘luxuries’ pruned down.
Billboards on road side advertise expertise from dressing brides to repairing computers to perming hair in their homes in proof of an emerging economic class where the income is tax free, earned without paying rent or incurring transport charges. These homes had more than one income earner and parked more than one vehicle. Roads naturally are clogged with vehicles with the ‘middle-tons’ on the move.
Public officers in this category, if convinced, the government is frail and vulnerable, as at present, would accelerate the rate of destabilization in search of their advancement.
Mahinda Rajapaksa (MR)’s apparent fizz is not self-induced but coincides with the unpopularity of the Ranil-Maithri combine. A coalition between UNP and SLFP cannot function smoothly as they tread different paths with competing MP’s having an eye on re-election. Presently, Ranil is trying cheap gimmicks to make the economy tick without luck, as his vintage administrators are an elitist bunch forming the establishment that misled him with their unfriendly policies that undid the UNP between 2001-2004.
Daydreaming of manufacturing a Volkswagen vehicle locally failed miserably, Ranil has not succeeded in attracting a maker of dinky toys to set up a factory, notwithstanding having the best finance minister in the world as determined by a banking magazine.
The economy is the live issue, relegated at the last election to the background, while good governance was made sugary sweet by the NGOs’ whacky armies; genuine few, in disgust, sought fresh pastures in anguish, regretting their misguided exercise was badly fractured.
Ranil and Maithripala enjoyed an easy ride to office without an Economic Master Plan (J.R. Jayewardene’s bags of cereals –‘Ata atta’ or R. Premadasa’s dole assured every poor household a bounty of Rs. 2,500 per month) to keep the poor out of despair awaited patiently for the arrival of a miraculous go-dot. An absent Santa makes the‘fed-up’ rate grow swifter. Good governance kids unwittingly caused the government to engage in disastrous ad hoc economic policies, on being underprepared.
The former President peaked in popularity with the war victory, became a sitting duck unable to respond to the cry for good governance with rampant corruption marching hand- -in-hand at the elections; voters knew and know the culprits of then and now. Mahinda’s toadies made him look regal. Being a silly mortal fell into their trap in believing that ‘King can do no Wrong’- fiddled like Nero while the country was on the mend, then fell into an insurmountable hole on public debt – the encircling albatross of economic development.
Restrictive phase where general elections are tabooed for 12 months after the previous, was by Constitutional Amendment extended to 54 months; needed a simple majority of one in Parliament to revise the prohibitive period, now requires a 2/3 majority. Silly surplus, as no MP is prepared to shorten his parliamentary lifeline? These are the achievements of the 19th Amendment that could unsettle the present government. Draconian provisions were extended without the 5/6th majority enjoyed by J.R.Jayewardene
Therefore, a general election could be held after February 16, 2020. Yet governments could change hands in persons and parties without the exercise of the franchise – the issue is the Supreme Court led by Chief Justice Siripavan evaded answering in the 19th Amendment. Justices are answerable some day, somewhere, since the issue causes havoc. All that is needed is a show of hands in Parliament. The 19th Amendment kills the good work of good governance with one stroke! Mahinda promises an early return to power by this queer process with his old familiar unfriendly faces. New government, if any, will be virtually the same that lost in 2015, back in the saddle knowing well this is their last hurrah, multiplying corruption. Some sail with President Maithripala and continue to hold ministerial appointments. Such are not wanted for a parade before the FCID that has failed to lead any evidence in any court on any corruption charges. Mahinda has to play with these past masters till 2020; many cheated him. Maithripala, champion at pole vault, holds a whip in hand, against possible ‘double crossing-tons” with or without sharing a hopper; others will say bye-bye to the FCID, already in toe with the tortoise, would parade different faces; tempting more from the UNP to join the Mahinda’s bandwagon, to be secure. Has a new insurance policy been designed exclusively for MPs?
Tired Sinhala Buddhist nationalists trek to learn thorny constitutional issues under the tutelage in the home of unblemished Prof. G.L. Piers. Tolerance in Buddhism makes it possible to forget and forgive. Prof. Pieris has artfully won over a hostile constituency. Now dressed as a Sinhala Buddhist zealot is ousting the old guard in the MEP, JNP, SLFP and JHU that stood loyally in difficult days when waltzing Prof. Pieris, with the UNP evolved federal structures with the LTTE and produced a Package for the SLFP in the company of Neelan Thiruchelvam of the TNA. Selling names attracts dodgy funding.
Good Health and Long Life to those seeking a place in the sun in their last days. Sulking dears may surface in round two, poorer with sour faces sadly muddied for life. Sad to say they are purchasable for a sandwich and an outing being long without recognition sought desperately.
Prof. Pieris is a treasured asset for Mahinda, as he is a master of the English language (quality sadly lacking in the joint opposition) supposedly knows the law”, is no threat to Mahinda, flexible to vary directions, has space to set up a clubhouse to varied and conflicting causes of persons with excess free time and provide refreshments to all and sundry. Such a combine together with culinary skills cannot match gallons of tea and lumps of jaggery offered by the MEP, JNP or JHU or SLFP ‘patriots’ as they fall by the wayside against a buying office well funded.
Pieris is Mahinda’s on/off Anagarika with western flourishes as he doubles as latter’s principal spokesman in the English-speaking to foreign dignitaries in different tongues. Mahinda wants to enjoy power with his manageable old stock that provides him a free hand.
Mahinda needs 75% of Sinhala Buddhist support, not necessarily as votes, since there is no election – to counter the oncoming economic upheaval responding with the shrill cry of a divided nation to keep him afloat in the south, without a team of any re-known. Minority vote is not his constituency but fortifies the majority vote. People abhor terrorism, learnt lessons at their doorstep. Maithripala’s SLFP too needs the Sinhala Buddhist vote to survive. Vote as you desire; don’t make Sirisena a foe for he can be a friend to offset Ranil’s wild desires, with his presidential powers. Think of the nation, my friends, not of politicians that provide a tasty bite.Be your thinking machines and no particle of any politicians’ Seeya/Archie Armies.
Ranil in his wisdom may craftily manoeuvre a shift to the opposition by having him outvoted in Parliament or more likely dissatisfied parliamentarians may shift loyalties and outvote him in parliament leaving the country in the hands of Mahinda and his merry men to fumble. Reminded of a story of treading angels and rushing fools.
More likely, UNP may return without Ranil or the SLFP without Mahinda, whichever or whoever is out of power, in 2020: reaction to a bored leadership. Generation gap between an aged leadership and youthful constituents is expanding – forced retirements may be a mutual feature.
A timetable to remember –
A) Presidential elections must be held on any date before the 7th of January 2020
B) General Elections must be held between February16 and the August 16, 2020.
The President has to determine the dates of both elections. Both elections cannot be held on the same day, much to Maithripala’s disadvantage due to the artificial datelines. Which will he hold first? Will he as promised gracefully retire than be sure defeated as the permanent fixture of hard times and search a corner to sulk?

An obviously complacent Chandrika Bandaranaike, in a recent interview (as seen on a news video on Lankaweb on January 12, 2017) asserted that Ranil has today accepted her own constitutional proposals of 2000, which he rejected at that time. Commenting on what she took to be a vindication of her stand, she said that our politicians propagate racism, and that she herself did not do that. She further remarked that, of late, even some Buddhist monks have begun to resort to racism. She claimed, in a self- congratulatory tone, that she’s the only politician who never instigated racism, but she was careful to add that the (current) president is also (like her) non-racist. The former president was correct about the basic similarity between the 2000 and 2017 constitutional proposals, which is evident in their common accommodation of federalist demands. Her banter about racism also has some twisted relevance to current developments in connection with constitution making.
It may be argued that, from as early as the grant of independence, or even from before that time, many communalistic minority politicians (especially Tamil politicians), not all of them however, have harboured ungenerous feelings about the majority Sinhalese who form 75% of the population. This is in spite of the fact that they are so accommodating towards the minorities who compose the remaining 25%. Besides, the existential truth is that, in general, a larger proportion of the Sinhalese are politically and economically worse off, or more disadvantaged, than Tamils and Muslims. The average Sinhalese voters, who are not without the ability to distinguish between what is right and what is wrong, do not know what the problems are that the Tamils have that they themselves don’t suffer from.
But the perennial complaint of Tamils against alleged Sinhalese discrimination has a historical explanation. It is not due to any characteristic depravity of the Sinhalese or of the Tamils. The key factor is that it is largely a vicious legacy of the infamous divide and rule imperial policy of the British colonialists. They privileged the minorities over the Sinhalese whom they wanted to keep suppressed since they were potentially dangerous to their dominion. It was the land of the Sinhalese that the British were occupying. The affirmative action policies introduced following the 1956 dawn of ‘the era of the common man’ (or ‘age of the common people’ in today’s nonsexist language) such as making Sinhala the official language in place of English (the foreign tongue through which the common masses were oppressed), nationalizing public transport services, taking over of schools, phasing out the English medium, etc. were meant to end discrimination against the common people, including the Sinhalese majority, who had borne the brunt of European, especially British, oppression. The pioneers of the 1956 change called it the era of the common man and the concept included all the oppressed citizens of the country – the ordinary Ceylonese as distinct from the small privileged minority of the English speaking and Christian Westernized elite, favoured by the occupying British. The alleged racism that the Sinhalese are traditionally accused of is a complete myth. Actually, it is they who, even now, are at the receiving end of racism, as their current predicament shows.
The external demand for promoting a so-called reconciliation and for formulating a new constitution is, in the final analysis, based on false racist assumptions against the Sinhalese. There is really no need for any reconciliation between the majority Sinhalese and the minority Tamils because there was no enmity between the two as ethnic groups, and the traditional peaceful coexistence which has been the norm for centuries remained intact even during troubled times. The call for reconciliation is predicated on the wrong assumption that the government was fighting against all Tamils and that the LTTE was their sole representative. The factual situation was that the state was forced, with reluctance, to militarily put down a separatist rebellion launched against it by the group. Armed terrorism was put down, as it had to be, only after all attempts at resolving the problem through peaceful means, under five or six different governments during nearly twenty-six years, had failed due to the group’s intransigence.
As for a new constitution, such a thing was not among the election pledges made by the coalition of parties that came to power after the regime change of January 2015. What they promised was only to significantly modify the existing constitution by making such changes as abolishing the executive presidency and introducing a reformed electoral system, etc. Among proposed constitutional reforms at this juncture is the subtly camouflaged proposal that the country be divided into two regions (something discernible even to an average layman like me): the (eventually merged) north and east forming one, and the rest of the country forming the other, with separate zonal councils being established for Muslims in the east and Tamils in the central hills. It is as if the proponents of the new constitution have decided that the Sinhalese are so tribalistic, xenophobic and inconsiderate that it is impossible for minority communities to coexist with them. Doesn’t that unreasonable assumption smack of racist discrimination against the Sinhalese? If one goes by the report of the Public Representations on Constitutional Reform of May 2016 (which hardly extends any recognition to the views of the majority Sinhalese), and the recent reports of the six subcommittees of the Steering Committee of the Constitutional Assembly (the sub-committee reports are closely linked to the PRCR report)), particularly the report on Centre Periphery Relations, one could strongly suspect that the plan is to divide the country into nine separate provincial administrations, each enjoying its own judiciary, police, and land powers, with few incentives for them to remain united as one country. Of course, the country could still be called the Democratic Socialist Republic of Sri Lanka, and could still be touted as a unitary state. But that is all. Insistent reassurances, mostly implicit (e.g., in the report of the Sub-committee on National and Public Security, Public Order and Police and Law Enforcement) that the unitary character of the country will remain intact cannot to be relied upon. Ultimately, the unitary claim will be limited to the label. In reality, the country will be a loose confederation of nine provincial quasi states. A number of Sri Lanka’s competent constitutional lawyers and political analysts who genuinely care for the future of our beloved motherland prognosticate a future where, ironically, a Tamil speaking unitary state will emerge in the north and east and a multiethnic federal state in the rest of the country!
I heard a number of MPs of the yahapalana coalition, among them particularly, those of the official SLFP, denouncing their opponents in the Joint Opposition as (Sinhalese) racists. In this respect, the UPFA members raising racist allegations against their erstwhile colleagues, who form the biggest component of the Joint Opposition, are even more strident than the UNP members. Therefore, Chandrika Bandaranaike is not without supporters. She is a responsible person. She was elected president for two terms. She must have genuine reasons to believe what she believes about our politicians (apparently, only those representing the majority Sinhalese are racists in her view). However, there a rare few Sinhalese politicians who condemn their co-ethnic colleagues as racists. They do so when the latter express an independent opinion about what is good or bad for the Sinhalese as a community that is different from their own views.
But what is racism? A good definition of ‘racism’ is the following from the online Oxford Dictionary:
The belief that all members of each race possess characteristics, abilities, or qualities specific to that race, especially so as to distinguish it as inferior or superior to another race or races”
A politician who holds such a belief and demonstrates it in words and actions is a racist. Speaking and working for the welfare of one’s own race, and against what is detrimental to it, but without any unprovoked ill will towards members of other races, is not racism. It is patriotic nationalism. In my opinion, only a handful of Sinhalese politicians from 1948 to date can be called racists; strangely though, they are not pro-Sinhalese; they are anti-Sinhalese racists.

Muslims Will Vote for a Muslim Therefore, Gota will not do. We should field Omar Kamil.”
The UNP is reportedly going to field former Mrs. World and ex-MP Rosie Senanayake as its Colombo mayoral candidate. Political analysts say the UNP will ask for it by fielding her against a Muslim figure like Kamil.

The European Union (EU) said today the ratification and implementation of 27 international conventions signed by the Sri Lankan Government was the only criteria to be considered when assessing Sri Lanka’s application to re-gain the GSP+ facility.
Issuing a statement, the EU said these conventions were related to international human rights, labour rights, environmental standards and good governance.
Benefitting from GSP+ requires the government to undertake to make further progress in implementing the conventions and to cooperate with us to monitor implementation and address shortcomings,” the EU said.
The EU said they have supported the leadership shown by the government in committing to address historic and long-standing problems that have caused conflict and negatively affected the lives and living standards of all Sri Lankans.
This includes the undertakings made, for instance, in the resolution that Sri Lanka co-sponsored at the UN Human Rights Council,” the EU stressed.
The EU said they have being working with the government and civil society organisations to structure their support and engagement to positively contribute to the government’s national reconciliation and good governance aims.
Currently there are 8 GSP+ recipients including Armenia, Bolivia, Cape Verde, Kyrgyzstan, Mongolia, Pakistan, Paraguay and Peru.

(ECONOMYNEXT )- Sri Lanka’s Prime Minister Ranil Wickramasinghe has met the President of China-led Asian Infrastructure Bank Jin Liqun, who expressed readiness to provide funding to the island, a statement said.
Prime Minister Wickramasinghe and Finance Minister Ravi Karunanayake had met the AIIB chief on the sidelines of the World Economic Forum at Davos, Switzerland.
A statement from the Prime Minister’s office said AIIB was ready to fund road, rail, ports, airport and urban development.
Sri Lanka is a founder member of the newly-formed AIIB.

The Cabinet is reported to have rejected surreptitious attempts buy some to decriminalize homosexuality.
A new provision has been included, under women’s rights, in the draft on the Human Rights Action Plan seeking not to discriminate anyone on sexual orientation. Some ministers are reported to have protested at yesterday’s Cabinet meeting saying it was yet another surreptitious attempt to recognize homosexuality.
The HR Action Plan was developed through an inter-ministerial process, with the leading role played by the Foreign Affairs Ministry.
It contains proposals to address Sri Lanka’s human rights responsibilities under international human rights instruments, on a voluntary basis. The process adopted to evolve the draft ensures that it represents expectations of all segments of Sri Lankan society, in keeping with the mandate received by the National Unity Government to promote good governance, rule of law, democracy, human rights, and reconciliation, and achieve durable peace. අහෝ රතන හිමියන් බලවේග යන්න ඉතා පටු ලෙස අර්ථකතනය කරන අයුරු! බලවේග සහ රැළි එහිමියන්ට මාරු වී ඇත. එහිමියන් හදන්න දායක වී ඇත්තේ රැළි මිස බලවේග නොවේ. බලවේග එක රැයෙන් සෑදිය නොහැක. ඒ සඳහා කිහිප දෙනෙකු ජීවිත පරිත්යාගයෙන් කටයුතු කළ යුතුය. ඒ සඳහා හොඳම උදාහරණය අනගාරික ධර්මපාලතුමා බව අවිවාදිතව පිළිගත හැකිය. රතන හිමියන් බලවේග යයි කියන්නේ බලවේගවලට නොව. රැළි වලටය. කුමක් හෝ රැල්ළක් මවාගෙන ඒ රැළි මත නැගී රැල්ල සමඟ ඉහළ යාමින් දේශපාලනය කිරීම එහිමියන්ගේත්, චම්පිකගේත් දේශපාලනයේ දැකිය හැකි ප්රධානම ලක්ෂණයයි.
සෝම හිමියන්ගේ අපවත් වීමත් සමඟ සමාජය තුළ ඇති වූ කම්පාවෙන් දේශපාලන රැල්ලක් තනා ගෙන පාර්ලිමේන්තුවට පැන ගන්නට මොවුන්ට හැකි විය. ඉන් පසුව හලාල් විරෝධී රැල්ලට හෙළ උරුමය නොමදව දායකත්වයක් දුනි. ඇතැම් භික්ෂුවක් හෙළ උරුමයේ මධ්යම කාරක සභාවෙන් උපායශීලීව ඉවත් කොට බොදු බල සේනා සංවිධානයට බඳවන්නේ ඒ අරමුණෙනි. ඉන් පසු යහපාලන රැල්ලේ නැගී යළිත් වතාවක් පාර්ලිමේන්තු පැන ගත්තෝය.
රතන හිමි දැන් බොරුවට ස්වාධීන විය. බොරුවට ස්වාධීන වී මේ රජය ගෙන යන ව්යවස්ථා ජඩකම ඇතුළු දේශද්රෝහී ක්රියාමාර්ග විවේචනය කළේය. එහිමියන්ට පාර්ලිමේන්තුව තුළ බොරුවට ස්වාධීන විය හැකිය. නමුත් මේ රටට එරෙහිව සිදුකළ දේශද්රෝහී කුමන්ත්රණවල පාපයෙන් නම් ස්වාධීන විය නොහැකිය.
මේ විරුද්ධවීම අළුත් තීරණ නොවේ. මේවා යහපාලන කුමන්ත්රණයේම අංගයන්ය. මේ ආණ්ඩුව රට බෙදන බව රතන හිමියන් දැන සිටියේය. එය තමා ඇතුළු පිරිසට උන් වහන්සේ බලවේග නමින් හදුන්වන තාවකාලික රැල්ළක් සාදා යළි ඉහළට ඒමට අවස්ථාවක් බවද අවස්ථාවාදී එහිමියෝ දැන සිටියහ. ඒ බව පවසන්නේ අප නොව, උන් වහන්සේමය. 2014 අගදී “ඕගොල්ලෝ රට බෙදන්න අපි විරුද්ධ වන්නම්” යයි පවසා ඇත්තේ අද බොරුවට ස්වාධීන වූ රතන හිමිමය.
ජාතික රූපවාහිනිය ඔස්සේ ප්රචාය කළ රාජිතගේ දුරකථන සංවාදය කූඨ විද්යූත් ලේඛනයක් නොවන බව ඒ සඳහා මෙතක් නඩු නොපැවරීමෙන් තව දුරටත් තහවුරු කර ඇත. රාජිතගෙන් හෝ රතන හිමිගෙන් හෝ මේ සඳහා පැමිණිල්ලක්වත් නැත.
චම්පිකලාට ජාතික බලවේගයේ ප්රමුඛත්වය ගැනීමේ නොතිත් වුවමනාවක් විය. නමුත් ඒ ප්රමුඛත්වය කිසිදා ලබාගත හැකිවූයේ නැත. දේශපාලන තලයේ ඒ ජනප්රියතාව හිමිව තිබිනේ විමල් වීරවංශ හටය. යහපාලනය හරහා රට බෙදන විට එම ජාතිකවාදී යෂ්ඨිය අතට ගැනීම චම්පිකගේ සහ රතන හිමිගේ සිහිනය විය. චම්පික සහ රතන හිමි අතර පිටට පෙන්වන ආකාරයේ විරසකයක් නැත. රතන හිමි හෙළ උරුමයෙන් මේ අවස්ථාවේ ඉවත්වන්නේ උපායශීලීවය. ඒ මඟින් රතන හිමි හා චම්පික බලාපොරොත්තු වන්නේ රතන හිමි කෙරෙහි කිසියම් විශ්වාසයක් ගෞරවයක් ජනතාව තුළ රදවා ගැනීමයි.
රතන හිමියන් මුල්වී රජය ගැන කළකිරුණු කොටස එකට ඊනියා බලවේගයක නාමයෙන් එකට එක්කාසු කිරීමටය දැන් සැරසෙන්නේ. විශේෂයෙන් පක්ෂ දේශපාලනය ගැන කළ කිරුණු කොටස් මෙන්ම රට ගැන සැබෑ හැඟීමක් ඇති නමුත් දේශපාලන නොදරුවන්ද මේ රැල්ල සමඟ එක්කර ගැනීම එහිමියන්ට කජ්ජක් නොවේ. එහිමියන් ඒ කාර්යයෙහි ඉතා දක්ෂයකි.
මේ උත්සාහය සඳහා අවශ්ය වන අනෙකුත් සාධකයන් මීට පෙර සිටම නිර්මාණය කෙරෙමින් පැවතුණි. ඒ සඳහා වෘත්තිකයන් පිරිසක් ගොඩ නගා ගැනීම සඳහා එට්කා විරෝධය අවස්ථාවක් කර ගැනීමට ප්රබල උත්සාහයක් දැරීය. නමුත් එම උත්සාය ව්යවර්ත වී ගියේය. (දැන් වෘත්තිකයින්ගේ ජාතික පෙරමුණ නමින් වෛද්ය අනුරුද්ධ පාදෙණිය මහතාගේ සභාපතීත්වයෙන් යුතුව පුළුල් වෘත්තිකයින්ගේ එකමුතුවක් ගොඩ නැගී අවංකව විරෝධය දැක්වීමට පෙරට පැමිණ ඇත.)
තවත් පෙරමුණක් විල්පත්තු ප්රශ්නය හරහා බිහි කරගෙන ඇත. මින් කියවෙන්නේ මේවාට සහභාගීවන සෑම දෙනාම එහි දැනුවත් කොටස් කරුවන් බව නොවේ. චම්පිකලාගේ උපාය නම් මෙම විරෝධතාවයන් තුළ තමන්ට හිතවත් කණ්ඩායමක් වෙත නායකත්වය තබා ගන්නට කටයුතු කිරීමයි. මෙය ජවිපෙට වඩා සුක්ෂම ලෙස කරන්නේ චම්පිකලාගේ කණ්ඩායම විසිනුයි. ජවිපෙට අයත් සංවිධානවලට ජවිපෙට අයත් බව සඟවාගත නොහැක. නමුත් චම්පිකලාගෙ සංවිධාන විසින් පොදුවේ සියළු දේශපාලන පක්ෂ විවේචනය කිරීම මඟින් තම සංවිධානය හුදෙක් රටට හිතැති සංවිධානයක් බව මවා පායි.
මේ අතර අප නොදන්නා තව තව පෙරමුණු තිබිය හැකිය. මේ සියල්ල එකතු පහදු කරගෙන රතන හිමි විසින් අලුත් අපක්ෂපාතී ස්වාධීන දේශප්රේමී යහපාලනලෝලී පරිසරලෝලී රැල්ලක් නිර්මාණය කරනු ඇත. චම්පික මේ රැල්ල සමඟ දැනට එක් නොවේ. චම්පික වෙනම මේ රැල්ල හා සමාන්තර අදහස් ඔස්සේ ජාතික හෙළ උරුමය සමඟ සිය දේශපාලනය ත්රිවුර කරනු ඇත.
ඉන් පසු මේ රැල්ල විසින් දකින සිහින යථාර්තයක් වීමට නම් එය දේශපාලන රැල්ලක් බවට පරිවර්තනය කර ගත යුතුය. අන්න! චම්පික සහ රතන හිමිගේ රැල්ල යළි එක්වන අවස්ථාව එළඹෙනු ඇත. චම්පික සහ තමන් වහන්සේ අතර බරපතළ විරසකයක් නැතැයි රතන හිමියන් මාධ්ය හමුවේ පවසන්නේ ඒ ඉඩ ඉදිරියට ඉතිරිකරගත යුතු බව උන් වහන්සේ අන් කාටත් වඩා දන්නා බැවිනි. දැන් චම්පිකගේ දේශපාලන අනාගතය උදෙසා ක්රියාත්මක වන මේ අළුත් රැල්ලට රැවටෙන්නේ කවුදැයි අපි බලා සිටිමු.

යුරෝප සංගමයෙන් ජී. එස්. පී. ප්ලස් බදු සහනය යළි ලබා ගැනීම පිළිබඳ මේ දිනවල ආණ්ඩුවේ අය මහ ඉහළින් කතා කරයි. ජනාධිපතිතුමන්, අගමැතිතුමන් මෙන්ම මුදල් ඇමැති රවී කරණානායක මහතාද ආණ්ඩුවේ තවත් ඇමැතිවරුද මේ ගැන කතා කර තිබුණි. ආණ්ඩුවේ අය මෙය ඉතාම ශුභවාදී තත්ත්වයක් බව පෙන්නුවත් මේ සමඟම අප විසින් ඉටු කළ යුතුව ඇති කොන්දේසි ගැන කිසිවක් කතා කරනු දක්නට නොලැබිණි. මුදල් ඇමැති රවී කරුණානායක මහතා නම් කෙළින්ම කීවේ ජී. එස්. පී. ප්ලස් බදු සහනය ලැබී ඇත්තේ කිසිදු කොන්දේසියකට යටත් නොවී බවයි. මේ කියන කතා ඇත්ත නම් ඉතාමත් හොඳය. එහෙත් එය එසේ නොවන බවට වන තොරතුරු අප වෙත රජය පැත්තෙන්ම ලැබෙමින් තිබේ. ඒ අනුව අපට දැන ගැනීමට ලැබුණේ ශ්රී ලංකාව විසින් යම් යම් කොන්දේසි ඉටු කිරීමට යටත්ව මේ සහනය අප වෙත යළි ලබාදීමට නියමිතව ඇති බවයි. මේ කොන්දේසිවලින් ඇතැම් කොන්දේසි ඇතුළත්ව පසුගිය “දිවයින” ඉරිදා සංග්රහයේද පුවතක් පළ වි තිබුණි. එය ජනාධිපතිවරයා මෙන්ම එජාපයේ අජිත් පී. පෙරේරා ඇමැතිවරයාද පසුගිය සති අන්ත පුවත්පතක මුල්පිටුවේ පළව තිබූ පුවතක් ගැන ප්රතිචාර දක්වනු විද්Hqත් මාධ්ය හරහා දැක ගැනීමට ලැබුණි. එහෙත් අප වෙත ලැබී ඇති විශ්වාස කටයුතු ආරංචි අනුව රජය විසින් මේ බදු සහනය ලබා ගැනීමට අදාළව කළ යුතු ක්රියාකාරකම්වල ප්රගතිය දක්වමින් ඉකුත් නොවැම්බර් මාසයේ යම් ලියවිල්ලක් සකස් කර තිබේ. එම තොරතුරු අනුව මේ ජී. එස්. පී. ප්ලස් බදු සහනය අප වෙත ලැබෙන්නේ බොහෝ කොන්දේසි ඉටු කිරීමේ එකඟතාව මතයි. මේ ලිපියෙන් අපගේ අවධානය යොමු වන්නේ ඒ ගැනය.
රජයේ ඇතැම් තීන්දු තීරණ ගැන ජනාධිපතිවරයා දැන ගන්නේද පත්තරෙන් බවට මේ වන විට සමාජය තුළ පැතිර ගොස් ඇති මතයක් තිබේ. වත්මන් රජය විසින් සිදු කළ වැට් බදු වැඩි කිරීම ගැනද පුවත්පතකින් දුටු බව මීට කලකට ඉහතදී ප්රසිද්ධ රැස්වීමකදී කීවේ ජනාධිපතිවරයාමය. එහිදී ඔහු ජනතාව පීඩාවට පත් කරන බදු පනවන්නට ඉඩ නොදෙන බව දැඩිව කියා සිටියත් පසුව සිදු වූ දේ අපි දනිමු. ඇතැම් සුළු සංශෝධන සහිතව එය එලෙසම ක්රියාත්මක විය. මේ නිසා ජනාධිපතිවරයාගේ වචනය හැල්ලුවට ලක් විය. ජනාධිපතිවරයා පූර්ණ විසඳුමක් ලබාදෙන බවට පොරොන්දු වූ නිසා ජනාධිපතිවරයාගේ වචනය ගැන විශ්වාසය තබා ලොතරැයි අලෙවි නියෝජිතයන්ද තම වර්ජනය අවසන් කර නැවත ලොතරැයි අලෙවිය පටන් ගත්තත් ඔවුන්ට ලැබුණු විසඳුමක් නැත. ජනාධිපතිවරයා කියූ විසඳුම නොලැබුණු නිසා ඊයේ (16 දා) සිට ඔවුන් යළිත් ලොතරැයි අලෙවියෙන් ඉවත් වී ඇත. ජනාධිපතිවරයාගේ වචනය ගැන විශ්වාස කළ ලොතරැයි අලෙවි නියෝජිතයන් යළි වර්ජනයට අවතීර්ණ වූයේ ජනපතිවරයාගේ වචනය ඉටු නොවු නිසාය. මේ නිසා ජනාධිපතිවරයා (ගැලරියට) කියන දේ ගැන තවත් ඕනෑ තරම් අපට කතා කළ හැකිය. එහෙත් මේ අප සූදානම් වන්නේ ජී. එස්. පී. ප්ලස් බදු සහනය ගැන පසුගිය ඉරිදා ගාල්ල ලබුදුවේදී ජනාධිපතිවරයා කළ ප්රකාශයක් ගැන කියන්නටය. මාධ්ය වාර්තා කර තිබූ ආකාරයට එහිදී ජනාධිපතිවරයා කියා තිබුණේ මෙවැනි අදහසකි.
“යුරෝපා සංගමය ජී. එස්. පී. සහනය ලබා දී තිබෙන්නේ මේ රටේ ෆෙඩරල් ක්රමයක් ඇති කිරීමේ එකඟතාව මත කියා පුවත්පතක අද මුල පිටුවේ පළ කරන්න තරම් මේ රටේ මාධ්ය අශීලාචාර වී තිබීම ගැන කනගාටු වෙනවා. යුරෝපා සංගමය එම සහනය නැවත ශ්රී ලංකාවට ලබාදීමට තීරණය කිරීමත් සමඟ, රජයට ලැබෙන කීර්තිය සහ ගෞරවය වැළැක්වීමට ඇතැමුන් අශීලාචාර අන්දමින් කටයුතු කරනවා. ලබා දී ඇති මාධ්ය නිදහස වැරදි අයුරින් භාවිතා නොකර රටේ ජනතාවට නිවැරදි සහ සත්ය තොරතුරු ලබාදීමේ වගකීම ඉටු කරන ලෙස තමා නැවත නැවතත් ඔවුන්ගේ ඉල්ලා සිටිනවා. මාධ්ය නිදහස මේ අයුරින් පාවිච්චි කිරීම ගැන මා කනගාටු වෙනවා. කම්පාවට පත් වෙනවා.”
ඇත්ත වශයෙන්ම ජනාධිපතිවරයා කම්පා විය යුත්තේ ජී. එස් පී. ප්ලස් සහනය ලබාදීමට අදාළ කොන්දේසි මාධ්ය විසින් හෙළි කිරීම ගැනද? මාධ්යයේ යමක් පළ වූ විට ජනාධිපතිවරයා ඒ ගැන නොදන්නේ නම් ඒ ගැන සොයා බැලීමට ප්රථමයෙන්ම ක්රියා කිරීම, වඩාත්ම හොඳය. එසේත් නැතහොත් මාධ්යයේ යමක් පළ වූ බව දුටු පමණින්ම මාධ්යයට දොස් නැඟීම සුදුසු පිළිවෙතක් නොවන බවද කිව යුතුව තිබේ. ජනාධිපතිවරයාගේ මේ චෝදනාවේ පුවත්පතක නම සඳහන්ව නැත. ඒ නිසා ජනාධිපතිවරයා එම චෝදනාව එල්ල කළේ අප පුවත්පතට නොවන බව අපි සිතමු. ඒ කෙසේ වෙතත් පසුගිය ” දිවයින ඉරිදා සංග්රහය” ප්රධාන ප්රවෘත්තිය මඟින්ද ජී. එස්. පී. ප්ලස් සහනය ලබා ගැනීම සඳහා රජය විසින් කොන්දේසි 58 කට එකඟ වී ඇති බවත් ඉන් එක් කරුණක් වන්නේ පළාත්වලට බලය බෙදීම බවත් සඳහන් කර තිබුණි. එහෙත් අපගේ ප්රවෘත්තියේ කිසිම තැනක ෆෙඩරල් එකඟතාවක් ගැන සඳහන් කර නැත. අපගේ පුවතේ සඳහන් වන්නේ නව ආණ්ඩුක්රම ව්යවස්ථාව යටතේ පළාත්වලට බලය බෙදා හැරීම යන කරුණ, සලකා බැලීම යන්න ඉන් එක කරුණක් බවයි. අපට ලැබී ඇති තොරතුරු අනුව එම කරුණ අදාළ a ලියවිලිවල සඳහන් වන්නේ මෙලෙසය.
“Devolution of Power to the Province to be addressed under the new Constitution”
මෙම කරුණට අදාළ වර්තමාන තත්ත්වය (ඡරුseබඑ Sඒඑමි) ලෙස සඳහන් වන්නේ මෙවැන්නකි.
” The extent Of the devolution of Power is expected to emerge through the parliamentary consultative Process”
මෙහි අදහස වන්නේ එසේ බලය බෙදා හරින්නේ කොතෙක් දුරටද යන්න පාර්ලිමේන්තු උපදේශක සභා ක්රියාවලිය හරහා මතුවනු ඇති බවයි.
ඒ නිසා මේ කියන කරුණු සත්ය නම් ඒ කියන බලය බෙදා හරින ප්රමාණය සහ ස්වභාවය මත එය ෆෙඩරල්ද ඊට මෙහා තත්ත්වයක් හෝ නැත්නම් ෆෙඩරල්වලටත් එහා යන තත්ත්වයක්ද යන්න තීරණය වනු ඇත. ඒ නිසා ෆෙඩරල් එකඟතාව මත ජී. එස්. පී. ප්ලස් අපට ලැබෙන බව අපි නොකියමු. එහෙත් රජයේම ආරංචි මාර්ගවලින් අදාළ කොන්දේසි පිළිබඳ අප වෙත ලැබී ඇති තොරතුරු අනුව නම් පැහැදිලි වන්නේ “බලය බෙදා හැරීම” ද එම කරුණු 58 අතර එකක් ලෙස පැහැදිලිවම සඳහන්ව ඇති බවයි. ඒ නිසා මේවා සත්යද අසත්යද යන්න ජනාධිපතිවරයා සොයා බැලිය යුතුය. ජනාධිපතිවරයාවත් නොදැන ජී. එස්. පී. ප්ලස් සහනය ලබා ගැනීමට මෙවැනි කොන්දේසිවලට එකඟ වීමට රජයට සිදුව ඇත්නම් ජනාධිපතිවරයා කම්පා විය යුත්තේ ඒ ගැනය. මාධ්ය වාර්තා ගැන නොවේ.
අපට ලැබී ඇති තොරතුරුවලට අනුව ජී. එස්. පී. බදු සහනය ලබා ගැනීම සඳහා රජය එකඟ වී ඇතැයි කියන බරපතළ කාරණා කිහිපයක් මෙසේය. මේවා වැරදි නම් ජී. එස්. පී. ප්ලස් සහනය ලබා ගැනීම සඳහා රජය විසින් යුරෝපා කොමිසම වෙත එකඟතාව පළ කළ නිවැරදි කරුණු මොනවාදැයි රටට හෙළි කරන ලෙස අපි ජනාධිපති මෛත්රිපාල සිරිසේන මහතාගෙන් ඉල්ලා සිටිමු.
* ත්රස්තවාදය වැළැක්වීමේ පනත ඉවත් කර ඒ වෙනුවට ගෙනෙන නව නීතිය සමාලෝචනය කර එය ජාත්යන්තර ප්රමිතීන්ට අනුව බවට සහතික කර ගැනීම.
* අත්අඩංගුවේ සිටින රැඳවියන් සම්බන්ධ නඩු කටයුතු කඩිනමින් අවසන් කිරීම,
* සියලු එල්. ටී. ටී. ඊ. හිටපු සටන්කරුවන් පුනරුත්ථාපනය කිරීම අවසන් කිරීම,
* රැඳවියන්ගේ අයිතිවාසිකම් සම්බන්ධයෙන් ශ්රී ලංකාවේ අපරාධ නීතියට සංශෝධන ගෙන ඒම,
* මහජන ආරක්ෂණ ආඥා පනත සමාලෝචනය කිරීම,
* අතුරුදන් වූවන් සම්බන්ධයෙන් වෙනම කාර්යාලයක් ස්ථාපිත කිරීම,
* නව මානව හිමිකම් ක්රියාකාරී සැලැස්මක් (2017- 2021) හඳුන්වාදීම,
* ත්රස්තවාදී සංවිධාන ලෙස ලැයිස්තුගත කර ඇති දෙමළ සංවිධාන හා පුද්ගලයන් සම්බන්ධ තත්ත්වය සමාලෝචනයට ලක් කිරීම

ජී. එස්. පී. ප්ලස් බදු සහනය නැවත ලබා ගැනීමට කොන්දේසි 58 කට එකඟ වෙන්න රජයට සිදු වෙලා තියෙනවා. ඉන් එක් කොන්දේසියක් තමයි ත්රස්තවාදය වැළැක්වීමේ පනත හකුළා ගැනීම. ඒක එක කොන්දේසියක්. ඒවාට එකඟ වෙනවා නම් පමණයි මේ සහනය ලැබෙන්නේ.
මීට අමතරව රටේ අභ්යන්තර කටයුතුවලට අතපොවන තත්ත්වයක් පැහැදිලිවම අද ජනිත වෙලා තියෙන්නේ. ඒ නිසා අපට මතු වන ප්රශ්නය වන්නේ කවුද මේ රට පාලනය කරන්නේ යන්නයි. මේ රට පාලනය කරන්නේ බ්රසල්ස් නගරයෙන්ද? කොළඹ නගරයෙන්ද? අපේ ඡන්ද ක්රමය, ඉඩම් ප්රතිපත්තිය, රැඳවියන් පිළිබඳ ගත යුතු ක්රියාමාර්ග, ත්රිවිධ හමුදා ප්රතිසංස්කරණය කිරීම වැනි කොන්දේසි මේකට ඇතුළත් වෙලා තියෙනවා. ඒවා එක පැත්තකින් සලකලා මින් ලැබෙන ප්රයෝජනය අනිත් පැත්තෙන් බලන විට මේකෙන් රටට හොඳක් වෙනවාද කියන ප්රශ්නය ඉතාම පැහැදිලිවම ඉස්මතු වෙනවා.
ජනාධිපතිතුමා මොනවා කිව්වත් ආණ්ඩුක්රම ව්යවස්ථාව සංශෝධනය කිරීම, අපරාධ නීතිය වෙනස් කිරීම, බලය බෙදා හැරීම, ඒ සියලු කොන්දේසි එහි සඳහන් වෙලා තියෙනවා. අපටත් තිබුණා මේවාට එකඟ වෙන්න. එහෙම එකඟ වුණා නම් කිසිදු අසීරුවකින් තොරව එදා ජී. එස්. පී. ප්ලස් ලබා ගන්න තිබුණා. ඒක දේශපාලන තීරණයක්. මේ රටේ අනන්යතාව, ස්වාධිපත්යය වගේම රටේ ආත්ම ගරුත්වය ආරක්ෂා කර ගනිමින් මේ කොන්දේසිවලට එකඟ වෙන්න බැරි වීමයි තිබුණ තත්ත්වය.මෙතන තියන කරුණ දැන් ඒවාට එකඟ වෙලා තමයි මේ සහනය යළි ලබා ගන්න යන්නේ. මේ කොන්දේසි මොනවාද කියා ජනාධිපතිතුමාට සොයා ගැනීම අපහසු කටයුත්තක් නෙවෙයි.

එදා ජේආර් ජයවර්ධන ජනාධිපතිවරයාගේ ආණ්ඩුව විසින් 13 වන ව්යවස්ථා සංශෝධනය සම්මත කරගත්තේද එවැනි ලැජ්ජාසහගත බලහත්කාරකමින් බව ඔහු පෙන්වා දෙයි. මේ යෝජිත ව්යවස්ථා සංශෝධනයද එලෙස සම්මත කරගැනීමට ආණ්ඩුව සූදානම් බව පෙන්වා දෙන මාරපන මහතා ව්යවස්ථා සංශෝධන ගෙන ඒමට පෙර පක්ෂ නායකයාට මන්ත්රීධූරය තීරණය කිරීමේ අයිතිය ලැබී ඇති ආණ්ඩුක්රම ව්යවස්ථාවේ 99 -13-ආ වගන්තිය අහෝසි කළ යුතු යැයි අවධාරණය කරයි.
අධිනීතීඥ මනෝහර ද සිල්වා මහතා විසින් රචිත ‘බෙදුම්වාදීන්ගේ උපාය මාර්ග සහ ව්යවස්ථා සංශෝධන ” ග්රන්ථය ජනගත කිරීම වෙනුවෙන් ජනවාරි 5 වනදා පදනම් ආයතනයේදී පැවති උලෙලේදී ඔහු මේ බව ප්රකාශ කළේය. අධිනීතිඥ ගාමනී මාරපන මහතා එක්සත් ජාතික පක්ෂ මන්ත්රී , හිටපු අමාත්ය තිලක් මාරපන මහතාගේ සොහොයුරාය
අභ්යන්තරයෙන් අඩංගුවෙන් රට බෙදෙන ෆෙඩරල් රාජ්යක් සඳහා අවශ්ය සියලු ප්රතිපාදන සකස් කරමින් මිනිසුන් රවටන්නට පිටතින් ඒකීය බෝඩ් ලෑල්ල දමා මේ කරන ව්යාජයට හසු නොවන ලෙස ඉල්ලා සිටින මාරපන මහතා ආණ්ඩුව මේ කූට උපායමාර්ගවලින් රවටන්නට හදන්නේ කවුදැයි ප්රශ්න කරයි.
යෝජිත ව්යවස්ථාවට එරෙහිව චන්දය දීමට මන්ත්රීධූරය අහිමි කරාවියැයි පක්ෂ නායකත්වයට බියෙන් මුලු නොගැන්වී පෙරට එන ලෙස මාරපන මහතා මෙහිදී පැමිණ සිටි ඒකාබද්ධ විපක්ෂයේ මන්ත්රීවරුන්ට ආරාධනය කර සිටී.’

“මනෝහර ද සිල්වා මහතා මේ ග්රන්ථය හරහා කිස්සිවෙකුට අඟිල්ලක් දික් නොකර අප රට අද පත්ව තිබෙන අගාධය පිලිබඳ අදහස් ඉදිරිපත් කිරීම විශිෂ්ටයි.ඔහුගේ රජකාරි කටයුතු අස්සේ මෙවනි ග්රන්තයක් ප්රකාශ කිරීම පිළිබඳ එතුමාට අපි ප්රසංසන්සා කළ යුතුයි.මේ ග්රන්ථයේ සඳහන් වෙනවා ආණ්ඩුක්රම ව්යවස්ථාවෙන් මෙරට ඒකීයභාවය අහිමි කරන ආකාරය පිළිබඳ ඉතා සියුම්ව විග්රහ කරල තියෙනවා.
මෙ ග්රන්ථයේ 97 පැකේජය ගැන , 2000 ආණ්ඩුක්රම ව්යවස්ථා කෙටුම්පත ආදිය ගැන අඩංගු කරුණු වලින් බලය හිමි කොටස් මේ ප්රශ්නවලදී හසිරෙන ආකාරයද මැනවින් සඳහන් කර ඇත.
මා මෙතෙක් මෙලෙස අපේ ආණ්ඩුක්රම ව්යවස්ථාව ගැන සියුම්ව ලියපු ග්රන්ථයක් කියවලා නෑ.
එදා 13 වන ව්යවස්ථා උගුලේ අප වැටෙන විට මෙවැනි ග්රන්ථයක් නිර්මාණය වූවානම් අපේ රටේ ඉරණම මීට වඩා වෙනස් වෙන්නට තිබුණා.එබැවින් මේ ග්රන්තය අපේ රටේ දේශපාලනඥයන් මෙන්ම නීතීඥයන්ද අනිවාර්යෙන් කියවිය යුතුයි කිය මා ප්රකාශ කරනවා.
මේ අනතුරෙන් ගැලවිය හැකි මග එමගින් පාදාගත හැකියි.” යැයිද පැවසීය.

On the evening of 13 January 2017, a regular reader of my write-ups sent me an email expressing his worries on a demonstration outside Pakistan embassy in Kabul. He was of the opinion that the Afghan government is preparing a stage for its new drama of ‘Terrorist- Intrusion’ in Pakistan. I hope my reply to his mail would have calmed him down a lot. I wrote, ‘ Worry not, it is simply a joint venture; Modi’s tongue is dripping out of Ashraf Ghani’s mouth; nothing new, nothing strange; it all has been happening since long.’ Pakistan’s unfortunate companionship with India and Afghanistan is neither the new one nor the desired one since we can never choose our neighbours. It is another very ridiculous contradiction that India calls itself a secular country whereas Afghanistan is the most extremist and most rigid country with reference to acting upon the religious preaching. If Pakistan were not in between these two countries, Afghanistan would really have given a tough time to the secular India. Logically Afghanistan must have been closer to Pakistan but practically it has now simply become a colony of India. The rulers of Afghanistan have sold out the brave people of Afghanistan to the Modi state and now Modi is the master of their fate. Gone are the days when the rulers of Afghanistan were puppet in the hands of US, now their strings are in the hands of Mr. Modi. Though it is the very internal rather personal matter of Afghanistan to whom it gets closer but for the people of Pakistan, the helplessness of Afghan people is not less than a misery. Even thousand Modis and million Ashraf Ghanis can never cut off the relationship between the Afghan and Pakistani people but they can create temporary hurdles and misunderstandings between them; and this they are doing well. Moreover India’s and Afghanistan’s aggression at once increases whenever Pakistan achieves some brilliant success in the field of nuclear technology. The recent hype is also the result of the same ‘heart-burning’.
Let us look back to the recent incident of dragging Pakistan into an old blame game. On 10th of January, the UAE ambassador to Afghanistan his Excellency Jumma Mohammed Abdullah Al Kaabi was in Kandahar to lay the foundation stone for the UAE-funded Khalifa bin Zayed Al Nahyan orphanage and to sign an agreement with Kardan University for the Emirates to offer scholarships there. At once two explosions took place inside the heavily guarded governor’s compound. These blasts killed at least seven people and wounded 18 others, including the UAE ambassador and governor Homayun Azizi. A number of Emirati diplomats also got serious injuries. According to the media details, the explosives were hidden inside a sofa of the guest house in the Governor House. The same day two large bombings near government offices killed at least 38 people, including civilians and military personnel. Security officials in Kabul said it was the deadliest attack by Taliban insurgents in the capital in months. Earlier in the day, a suicide bomber on foot also struck in the southern province of Helmand, killing at least seven people. In short this icy cold day proved very hot for the people of Afghanistan. Whether the victims are from India, Afghanistan, UAE or Pakistan, killing of innocent human beings could never be appreciated. Pakistan has always felt and expressed deep grief and sorrow over such brutal incidents but more painful is the fact that instead of appreciating Pakistan’s emotions of sympathy and sorrow, the government of Afghanistan started blaming ISI and Pakistan for providing alleged support to the terrorists behind these attacks.
Just after the attacks in Kandahar and Kabul, the provincial police chief of the southern Kandahar province General Abdul Raziq blamed in a statement that ‘notorious Haqqani terrorist network with the support of Pakistan’s Inter Services Intelligence (ISI) were behind the deadly attack on governor’s compound.’ Speaking during a press conference, Gen. Raziq said the Haqqani network and ISI were working since a long period of time to target the provincial leadership. On the other hand, Taliban militants group denied involvement in the attack and blamed the Afghan officials for having internal disputes and accused them of plotting and carrying out the explosion. Just to make the statement of General Raziq authentic, the NDS in collaboration with the R&AW staged a protest demonstration outside the Pakistan embassy in Kabul on 13th January. The demonstrators raised slogans against Pakistan Army’s intelligence arm, Inter-Services Intelligence and burnt the effigy of a senior Pakistan Army official. What would the Afghan government get out of such baseless blames and allegations against a country which has been bearing the burden of more than 1.6 million Afghan refugees for more than three decades? It is the ever worst example of ungratefulness.
