I have heard the Minister of Agriculture, speaking in Parliament, defending the ban on importing inorganic fertilisers, say that fertilisers are one of the causes of the increased incidence of Chronic Kidney Disease (CKDu), reported mainly in the North Central Province.

Cadmium, which is nephrotoxic, is found in Eppawala Apatite (rock phosphate- EP). Rock phosphate is used to manufacture phosphate fertilisers such as Triple Super Phosphate (TSP).

Although EP, and TSP contain cadmium, it is present in insoluble complex forms. When these phosphatic fertilizers are applied to soils, only a very small percentage of cadmium, in the fertiliser gets into water as cadmium ion (Cd ++). The balanced cadmium is not easily available and remains as an insoluble complex. Hence, Cd is not available for plants to be absorbed. A number of soil factors, such as soil pH, determine Cd availability. TSP is used as a fertiliser in all agricultural areas in the country including upcountry, but CKDu is reported mainly in the Anuradhapura and Polonnaruwa districts.

The exact cause of the disease is not known. A number of seminars/symposia on CKDu have been held during the last few years. Results of studies carried out by a number of Sri Lankan scientists were presented at these seminars, and CKDu was attributed to a toxic element/s or compound/s in drinking water. However, there is no conclusive evidence on what causes CKDu.

The Ministry of Health, in collaboration with the World Health Organisation, carried out a multidisciplinary research study during 2010-2012. This study, costing nearly Rs. 100 million, was assisted by around 40 Sri Lankan scientists. There was no conclusive evidence from this study as to what causes CKDu. A recent review by the International Water Management Institute (IWMI) (ref. IWMI Working Paper 158) indicates that no specific substance/compound has been proved to cause CKDu.

Some, including the Minister of Agriculture, attribute CKDu to fertilizers. If so, it is not possible to explain why CKDu is not prevalent in many other districts such as Kalutara, Kandy, Nuwara Eliya , Hambantota, etc., where TSP is applied in large amounts. Even in the NCP, the occurrence of CKDu is considerably higher in some DS divisions than in others.

It is very important that those who attribute CKDu to fertilisers, including the Minister of Agriculture, refrain from citing unconfirmed unscientific views/ideas, which tend to give wrong information to the general public and to policymakers.

The Director General of Health Services has confirmed another 42 coronavirus related deaths for July 21, increasing the death toll in Sri Lanka due to the virus to 3,959.

The deaths reported today includes 25 males and 17 females with one of them below the age of 30. 

Six victims are between the ages of 30-59 years while 35 are aged 60 and above.

The Ministry of Health says that another 586 persons have tested positive for the novel coronavirus today, increasing the daily count of Covid-19 cases to 1,714. 

This brings the tally of Covid-19 positive cases confirmed in Sri Lanka to 291,298.

22,646 infected patients are currently under medical care while total recoveries stand at 264,755.

Health Minister Pavithra Wanniarchchi stated that a majority of patients that succumbed to COVID-19 have not received even one dose of the COVID vaccine.

The Minister requested the people over the age of 60 and others with various complications to take part in the vaccination rollout and to get vaccinated to protect themselves and others.

She reiterated that the main objective of the vaccination rollout is to save the lives of people.

At present, the Government has implemented priority vaccination programmes throughout the island. The Minister of Health stated that the required quantities of vaccines have been received and will continue to be provided.

Despite the successful implementation of the vaccination programme by the Government in the last few days, there has been a slowdown in the number of people coming for vaccinations.

Minister Pavithra Wanniarachchi stated that the health authorities have pointed this out with data and information.

The data and information show that people who have died of Covid infection and are in the intensive care unit have not received a single dose of the vaccine.

Labour MP Dawn Butler has been ordered to leave the Commons chamber after she refused to withdraw accusations that Boris Johnson is a liar.

Ms Butler said the prime minister had “lied to the House and the country over and over again”.

Under parliamentary rules, MPs are not allowed to accuse each other of lying in the House of Commons.

The acting Deputy Speaker asked the MP to withdraw her remarks but Ms Butler refused and was ordered to leave.

The incident took place during the final debate in the House of Commons before MPs leave Westminster for the summer.

Ms Butler used her speech to attack the prime minister for “misleading this House” during the pandemic.

The Brent Central MP cited past statements on economic growth, nurses’ bursaries and investment in the NHS as proof of the prime minister’s dishonesty.

The rules governing behaviour in the Commons state that MPs are not allowed to use abusive language or accuse another MP of either being drunk or a liar.

Acting Deputy Speaker Judith Cummins interrupted Ms Butler and asked her to “reflect on her words and perhaps correct the record”.

Ms Butler replied: “At the end of the day, the prime minister has lied to this House time and time again and it’s funny that we get in trouble in this place for calling out the lie, rather than the person lying.”

Ms Cummins again urged the MP to take back her comments but Ms Butler said, “I have reflected on my words and somebody needs to tell the truth in this House that the prime minister has lied.”

The Deputy Speaker then ordered Ms Butler to withdraw from the Commons for the rest of the day’s sitting.

Downing Street has been contacted for a comment.

After listening to the news from Sri Lanka I could not believe how disgusting the behaviour of some people, especially some selfish politicians, trade unions, and health workers unions.  

Only in Sri Lanka did doctors and nurses organized strikes demanding pay hikes and solutions for other job-related matters during a pandemic.  These problems may have existed for many years before the pandemic started.  Miraculously they woke up suddenly and jumped into action during this pandemic not limited to Sri Lanka, but all over the world.  It is shameless behaviour obviously backed by some of the political parties who want to disrupt government efforts to control the situation.  I have read about some countries’ retired nurses volunteering in hospitals where help is needed.  These nurses are called travelling nurses.  They work expecting nothing in return.  

Somehow when hospital strikes are over again backed mainly by opposition parties teachers started the same thing.  One of the leaders who have the same name as a Russian dictator acts like a mad fox.  What I have heard is that he is not even a teacher.  He seems to be handled by some NGO.  Among protestors are monks.  Nowadays monks behave like madmen.  Why do they need money?  If they are real Buddhists they must help people not participating in rallies during the pandemic.  If these teachers are really concerned about their students they never participate in treacherous activities.  I am sure these rallies definitely create Corona hot spots.  

It is so sad to see none of the opposition parties has given a modicum of support to combat the pandemic.  They looked like vultures to see any misstep taken by the people working to combat the pandemic.  

Another disruptive activity is trying to stop vaccination.  Public health officials started a strike in the middle of vaccination efforts. Fortunately, our army took charge of vaccination and they do a fantastic job and continue to do so.   At the same time, some doctors and other health officials spread bogus claims highlighting the unfounded ill effects of some vaccines.  Someone even tried to stop importing Chinese vaccines.  These people do not care how many died during the pandemic. Their priority is to grab the power.

On the political front, I saw a gathering of opposition parties to create a common front to rescue the country.  I am not going to make anything more than people who were very vocal about how to rescue the country.  One guy was a crook who imported expired medicine and gave it to cancer patients, and another one was who tried to hide from a hit and run road accident and he also destroyed Avangrad company stopping foreign exchange to Sri Lanka.  Another one was a racist Tamil politician talking about the Tamil problem. He should talk to Mr Sidhartahan, who is a community activist trying to help underprivileged Tamil people.  He can get a good answer from Mr Sidhartahn: what are the real Tamil problems?

It is so pathetic these selfish politicians’ behaviour. My suggestion to the government is to stop paying salaries to striking government workers.  Why in the world do these morons get paid during these disruptive activities.  Also, the army should take the front line in vaccination projects.  This is the only way we can have a successful vaccination programme.

Writing an essay titled A country without values or principles about the situation in Colombia in January 2019, Carlos Alberto Palacio Acosta, Director of Revista Colombiana de Psiquiatría, wrote that quote, Analysing the root of the problem brings us face-to-face with individuals who lack the most basic values: loyalty, solidarity, honesty and empathy, to name but a few. The social distortion that led us to live for decades in a mafia culture” that upheld and introduced concepts such as the end justifies the means”, money represents success as both a goal and symbol of power”, power is achieved by walking over people” and survival of the fittest”,  unquote.

Carlos Alberto Palacio Acosta wrote about Colombia. He could very well have written about Sri Lanka as all of what he wrote about appears to ring a bell in Sri Lanka as well. In a country where an Executive President pardons convicted rapists and murderers without at least adhering to Constitutional provisions, where such a pardoned rapist is appointed in one instance as a Justice of the Peace and where in a another instance a murderer is appointed to a top government position, where perpetrators of major financial scams roam the world without any accountability, where the buck for major crimes such as a bombing of churches on Easter day and killing hundreds of worshippers does not stop with those constitutionally responsible, where no one is held accountable for a pogrom organised by a government against its own minority community, where bribery & corruption cascades from the highest levels to the lowest, and flows on as a way of life, who would be able to discern which country Carlos Alberto Palacio Acosta was writing about?

Despite this, very little concern or objection has been expressed by political, religious and civils society leaders to the pardoning of criminals facing death sentences, indicating possibly that the leaders as well as the people are all walking around without clothes and admiring each other’s invisible clothing while the nakedness of broader society’s values is as stark as the nakedness.

This is not the first occasion when Parliamentarians and others were silent when Presidents pardoned convicted rapists and murderers serving death sentences, and without following constitutional requirements.

There is anecdotal information that the latest recipient of a presidential pardon, Duminda Silva, had been targeted by high level law enforcement officials as well as some in the Justice system, in collusion with some politicians, and that his conviction had been stage managed to lead to an inevitable conviction. There have been several social media YouTube clips that have been doing the rounds showing the involvement of a leading politician of the Yahapalanaya era, a senior police official and a judge of the highest court allegedly targeting Duminda Silva.

If this were true, it shows that sections of the two bastions of the country, its law enforcement, and justice system, has no values and they are stark naked as well. In this climate of hopelessness, where rituals and hypocrisy have superseded values and principles, one is reminded of a quotation by Mahatma Gandhi extolling  people to quote keep your thoughts positive because your thoughts become your words. Keep your words positive because your words become your behaviour. Keep your behaviour positive because your behaviour becomes your habits. Keep your habits positive because your habits become your values. Keep your values positive because your values become your destiny”, unquote.

While what Mahatma Gandhi said is very much what all founders of religions would have said, it is not easy for the ordinary common man and woman to be as positive when confronted with dishonesty, deceit, inhumanity, discrimination and the misuse of power by those in power to degrade and dehumanise ordinary folk.

Pardoning criminals without providing reasons for such pardons and not adhering to constitutional requirements in granting such pardons does not encourage positivity. Pardoning only those who have influence, money and perhaps even incriminating knowledge that could be embarrassing to high level politicians, law enforcement officials and members of the Judiciary, is nothing but a prostitution of values and principles.

Miscarriage of justice does occur and it is likely that innocent people without the right connections, money and/or valuable information as bargaining tools, have also been convicted of crimes they never committed. There needs to be a mechanism for such people to seek justice as  they have no recourse to seeking a pardon from the President.

Pardoning convicted criminals without reason emboldens the recipients of pardons while it demeans the grantor of the pardons, the Executive President of the country, the highest elected official of the country. This leads to a loss in confidence in the Executive President and the Presidency itself, and a further erosion of societal values and principles. 

However, if people are to overcome this sense of despair, they need to think positive and act positive, and be more proactive in guarding what makes a human being a human, a value system and a set of principles enunciated by all religious leaders. 

A proliferation of rituals and mindless adherence to rituals, is not an indication that the society is adhering to any values and principles.

It appears that rituals have become the invisible clothing for the Emperors and the people and the pretence to cover their nakedness of individual and societal values. Amongst all religions, rituals practiced in the name of Buddhism have become political propaganda demonstrations with the State taking a leading role in setting an example to the general populace. These rituals have become tools to safeguard the institutions and not Buddhism as professed by those promoting more and more ritualistic practices. Yet, very few religious and civil society leaders extol anything different, and their inaction perpetuates the mindless rituals in the name of Buddhism.

In this climate of despair and hopelessness, one is reminded of the positivity spoken and practiced by a true Angel of disadvantaged people, Mother Theresa, who said quote” If you are kind, people may accuse you of selfish, ulterior motives: Be kind anyway. If you are successful, you will win some false friends and true enemies: Succeed anyway. If you are honest and frank people will try to cheat, you: Be honest anyway. What you spend years building, someone could destroy overnight: Build anyway. If you find serenity and happiness, they may be jealous of you: Be happy anyway. The good you do today, will often be forgotten by tomorrow: Do good anyway. Give the world the best you have, and it may never be enough: Give your best anyway” unquote.

Will the Sri Lankan society wake up to the fact that they are in very shallow waters when it comes to values and principles? Which direction will the country’s political, religious and civil society leaders head now?

ලොවපුරා විසිරී සිටින ලක්ෂ සංඛ්‍යාත ඉස්ලාම් බැතිමතුන් එකම අරමුණක බැඳී එකම පූජා භූමියකට රැස් ව මනුෂ්‍යත්වයේ අපේක්ෂාව වන සාමූහිකත්වයේ අගය ප්‍රාර්ථනා කරනුයේ හජ් වන්දනාව තුළිනි.

ඒ අනුව ගත් කළ සමාජීය සහජීවනයේ මහිමය ලෝක ප්‍රජාවට සන්නිවේදනය කරන ප්‍රමුඛ ආගමික උත්සවයක් ලෙස හජ් උත්සවය හැඳින්විය හැකිය.

කොවිඩ් – 19 වසංගතය හේතුවෙන් පසුගිය වර්ෂයේ මෙන්ම මෙවරත් ඉස්ලාම් බැතිමතුන්ට මක්කම ගොස් හජ් වන්දනාවේ යෙදීමට ඇති ඉඩකඩ ඇහිරී තිබේ.

සාමය, සහෝදරත්වය සමානාත්මතාවය අගය කරන හජ් දින සුබ ප්‍රාර්ථනාවන්ට එමගින් බාධාවක් නොවන බව මාගේ විශ්වාසයයි.

දේවස්ථානවල සාමූහිකව රැස්වී සිදුකරන සම්ප්‍රදායික ආගමික කටයුතු මෙවර  සිදු නොකරන ලෙසට සෞඛ්‍ය අංශ විසින් ලබා දී ඇති උපදෙස් වලට අනුගත වෙමින් කොවිඩ්-19 වසංගතය ලොවින් තුරන් කරන්නට අප සැම එක්ව තිර අධිෂ්ඨානයෙන් කටයුතු කළ යුතුය.

ඉස්ලාමීය මඟපෙන්වීම් ද නිසි අයුරින් අනුගමනය කරමින් ලෝකවාසී ජනතාවම කෙටි කලක් ඇතුළත කොවිඩ් වසංගතයෙන් මුදා දෙන්නැයි අද වැනි උතුම් දිනෙක අල්ලාහ් දෙවියන්ගෙන් අයැද සිටිමු.

ඔබගේ සියලු යහක්‍රියා අල්ලාහ් දෙවියන් විසින් පිළිගනිත්වා යන්න අපගේ ද ප්‍රාර්ථනයයි.

විවිධ ජාතීන් අතර සුහඳත්වය සහ සංහිදියාව සිහිපත්කරන හජ් උත්සවයේ පරමාර්ථ යථාර්ථයක් බවට පත්වන, ප්‍රීතිමත් ඊද් උල් අල්හා උත්සවයක් වේවා! යැයි සහෝදර ඉස්ලාම් බැතිමතුන් සියලුදෙනාට මම සුබ ප්‍රාර්ථනා කරමි.

There must be a total ban on Animal Sacrifice as it hurts the sentiments of a vast majority of people of this predominantly Buddhist country.

No one in Sri Lanka has a Constitutional Right to kill an animal under the guise of freedom of religion.

The State is the Guardian of all Animals in Sri Lanka.

This is part of Buddhist Customary Law.

The trusteeship power of the State was extended to protect animals, birds and other living creatures of the land pursuant to a moving plea made by Arahant Mahinda to King Devanampiyatissa in their very first encounter at Mihintale about 2300 years ago, in the following words:

“Oh! Great King, the birds of the air and the beasts have an equal right to live and move about in any part of this land as thou. The land belongs to the peoples and all other beings and thou art only the guardian of it”.

The Buddhist Customary Law in Sri Lanka was also heavily influenced by 

the Buddha’s discourse in the Cakkavatti Sihanada Sutta (Digha Nikaya of the Sutta Pitaka) where the Buddha in spelling out the duties of an ideal ruler declared:

” The Cakkavatti King (Righteous King) will give protection, shelter and ward both to the different classes of human beings, and also to birds and beasts” 

Emperor Asoka of India (3rd Century BC) accepted state responsibility for animals and granted them protection via edicts inscribed on rocks all over India (the Asokan Edicts). These edicts were legal pronouncements based on ethical teachings.

Arahant Mahinda’s declaration at Mihintale set the tone for the creation of an Asokan model of benevolent state in Sri Lanka, which protected animals, accepted State Responsibility for animals, and prohibited Animal Sacrifice. 

King Devanampiyatissa established the world’s first wild life sanctuary in Mihintale following his acceptance of Arahant Mahinda’s life affirming advice.

Eid-ul-Azha marks the completion of the pilgrimage to Mecca by Muslims from multifarious nations of the world on the tenth day of the Islamic month Zul Haj. It is obligatory to bring the pilgrimage to a successful termination with the sacrifice of an animal. Like prayer and fasting, the performance of pilgrimage is a mode of worship seeking the spiritual, social and economic upliftment of Muslims.

 Pilgrimage accustoms a person to leave home and, for the sake of God, to undergo separation from friends and relatives. It also serves as a symbol of respect for the holy places of God frequented by the Holy Prophet of Islam (peace and blessings of Allah be upon him). When visiting these sacred places the pilgrim experiences spiritual elation. The universal bond of Islamic brotherhood is also strengthened as pilgrims of worldwide nationalities gather together in a spirit of unity and harmony.

 The pilgrim offers the sacrifice of an animal at the end of the pilgrimage which is also done by Muslims all over the world. This is done in remembrance of Abraham’s readiness to sacrifice his son Ishmael (not Isaac as recorded in the Bible) who, in turn, resigned to being sacrificed under the belief that it was the Will of God. We read in the Holy Quran:

 And when he (Ishmael) was old enough to run along with him (Abraham), he said, `O my dear son, I have seen in a dream that I offer thee in sacrifice. So consider what thou thinkest of it!’ He replied, `O my father, do as thou art commanded; thou wilt find me, if Allah please steadfast in my faith.’

And when they both submitted to the Will of God, and Abraham had thrown him down on his forehead, We called to him `O Abraham thou hast indeed fulfilled the dream.’ Thus indeed do We reward those who do good.’ (37:103-105)

 The Holy Quran succinctly describes the significance of animal sacrifice:

Their flesh reaches not Allah, nor does their blood, but it is your righteousness that reaches Him. (22:38)

 The act of sacrifice is symbolic reminding the person who offers it that as the animal is inferior to him so he, also, is inferior to God and should, therefore, be ready to sacrifice himself and all his personal interests and inclinations for the sake of God when he is required to do so. The attainment of righteousness should be the goal of every Muslim. The Holy Quran states:

 Verily the most honourable among you in the sight of Allah is the one who is most righteous among you.(49:40)

 Those who do good and act righteously shall have a great reward. (4:173)

 Verily he truly prospers who purifies himself, and remembers the name of his Lord and offers prayers. (87:15)

The act of sacrifice is in no way an atonement for the sins of the person making the sacrifice. Islam emphasises that no creature or person can atone for the sins of anyone else.

 Eid-ul-Azha is an occasion on which Muslims everywhere are encouraged to make every kind of sacrifice for the spiritual, moral, social, and economic uplift of mankind and especially their own. If they make it a common cause and strive to manifest in themselves the attributes of God in accordance with the teachings and guidance of the Holy Quran and teachings of the Holy Prophet (PBUH) then, indeed, the message of Eid-ul-Azha would have borne fruit.

සිංගප්පූරු, යූඑස්ඒ, යූකේ ඇතුලු විදෙස් නීති රටට ගෙන ඒමට ආණ්ඩුක්‍රම ව්‍යවස්ථාවේ 3 සහ 4 ව්‍යවස්ථාවලට පටහැනිව කොරෝනා පනත ගෙන ඒම සහ 2021.07.12 දින ස්වර්ණවාහිනී ‘ඉර’ වැඩසටහනේදී ශ්‍රේෂ්ඨාධිකරණයට සහ නීතියට අපහාස කිරීමත්, නීතීඥ සංගමයේ ස්වාධීනත්වය අනතුරේ හෙලීමත්, විදෙස් ‘සූම්’ ගිවිසුම් මගින් අභියාචනාධිකරණය ඇතුලු අධිකරණවල ස්වාධීනත්වයට ගැටලු ඇති කිරීමත් ඒ සඳහා පැහැදිලි උදාහරණ වේ.

අභියාචනාධිකරණයේ නඩු විභාග කිරීමට “සුම්”
විදෙස් ආයතනය සමග ඇතිකරගත් ජාත්‍යන්තර ගිවිසුමේ පිටපතක් ලබා ගැනීමට ජනාධිපති කාර්යාලයෙන් මෙම ලියුම්කරු 2016 අංක 12 දරණ තොරතුරු දැනගැනීමේ අයිතිවාසිකම් පිළිබඳ පනතේ විධිවිධාන යටතේ පසුගියදා කළ ඉල්ලීම ජනාධිපති ජ්‍යේෂ්ඨ සහකාර ලේකම් සිසිර කුමාර හේනාධීර මහතා විසින් අධිකරණ අමාත්‍යාංශයට යොමු කර තිබුණි.

එකී යොමු කිරීමේ මාගින් “සූම්” මාර්ගගත ක්‍රමයට නඩු විභාග කිරීමට “සූම්” ආයතනය සමග ඇතිකරගත් විදෙස් ගිවිසුම සම්බන්ධ ක්‍රියා දාමය පිළිබඳව ජනාධිපති කාර්යාලය දැනුවත් කරන ලෙසද වැඩි දුරටත් ඉල්ලා ඇත.

ඉහත කාරණ සහ හැසිරීම් අනුව පැහැදීලි වන්නේ  19 යේ අධිකරණ ඇමති අලි සබ්‍රි නීතියට, අධිකරණයට සහ නීතීඥ සංගමයට බලපෑම් කරන ආකාරය නීතියේ පාලනය පවත්වාගෙන යාමටත්, පුද්ගලයන්ගේ ආරක්ෂාවටත් අනතුරක් බවයි.

එයට ඉඩදී නිහඩව සිටීම ප්‍රජාතන්ත්‍රවාදය, නීතියේ පාලනය, තිරසර සංවර්ධනය, ආගමික නිදහස සහ ඩිජිටල් නෛතික නිදහස අගයන අයට නොහැකිය. නීතීඥ අරුණ ලක්සිරි උණවටුන B.Sc(Col), PGDC(Col)

අග්‍රාමාත්‍ය මාධ්‍ය අංශය

කුලියාපිටිය මූලික රෝහලට හෘද, ස්නායු, පෙනහළු සහ වයෝවෘද ප්‍රතිකාර සේවා වෙනුවෙන් නව ඒකක ආරම්භ කරන්නැයි ගරු අග්‍රාමාත්‍ය මහින්ද රාජපක්ෂ මහතා අද (20) දින උපදෙස් දුන්නේය.

කුලියාපිටිය මූලික රෝහලේ සංවර්ධන කටයුතු පිළිබඳව පාර්ලිමේන්තුවේ කාරක සභා කාමර අංක 01 පැවති සාකච්ඡාවක මුලසුන ගනිමින් අග්‍රාමාත්‍යතුමා විසින් මෙම උපදෙස් ලබා දෙන ලදි.

රෝහලේ නව ඒකක ආරම්භ කරමින් ප්‍රදේශයේ රෝගීන්ගේ සියලු අවශ්‍යතා සම්පූර්ණවන අකාරයට කුලියාපිටිය මූලික රෝහල සංවර්ධනය කළ යුතු බව අග්‍රාමාත්‍යතුමා පෙන්වා දුන්නේය.

කුලියාපිටිය මූලික රෝහලේ පවතින ගැටලු, වර්තමාන තත්ත්වය හා සංවර්ධනය කළ යුතු අංශ පිළිබඳව කුලියාපිටිය මූලික රෝහලේ රෝහල් අධ්‍යක්ෂ වෛද්‍ය ප්‍රභාත් වේරවත්ත මහතා විසින් දැනුවත් කරන ලදි.

මෙයට අමතරව කුරුණෑගල පළාත් රෝහල ජාතික මට්ටමේ රෝහලක් ලෙස වැඩි දියුණු කිරීමේ දී අවශ්‍යකරන වෛද්‍ය ඒකකය, ළමා රෝග ඒකකය සහ ශල්‍ය ඒකකය යන ඒකක තුන සඳහා සැලසුම් නිර්මාණය කොට වෛද්‍ය ඒකකය තට්ටු 14ක ගොඩනැගිලි සංකීර්ණයක් ලෙස ඉදිකරීම සඳහා අවශ්‍යකරන තාක්ෂණික අනුමැතියට යොමු කිරීමට ද මෙහි දී තීරණය විය. අදාළ තීරණයට අනුව මාස කිහිපයක් තුළ මෙම නව ගොඩනැගිලි සංකීර්ණයේ කටයුතු ආරම්භ කිරීමට නියමිතය.

තරුණ හා ක්‍රීඩා අමාත්‍යංශය, ඩිජිටල් හා ව්‍යවසාය සංවර්ධන රාජ්‍ය අමාත්‍යංශය

අනාගතය පරපුර වෙනුවෙන් පරිසරය ආරක්ෂා කිරීම රජය වගකීමක් කොට සළකන බව තරුණ හා ක්‍රීඩා අමාත්‍ය, ඩිජිටල් තාක්ෂණ හා ව්‍යවසාය සංවර්ධන රාජ්‍ය අමාත්‍ය නාමල් රාජපක්ෂ මහතා පැවසීය.

මෙරට පළමු වතාවට රාජ්‍ය අනුග්‍රහයෙන් නිර්මාණය වූ  බත්තරමුල්ල ශ්‍රී ජයවර්ධනපුර කෝට්ටේ පාර්ලිමේන්තු සංකීර්ණය අසළ පිහිටි ජාතික සඳුන් අරණ” ජාතියට තිළිණ කරමින් අමාත්‍ය නාමල් රාජපක්ෂ මහතා අද (20) දින පස්වරුවේ දී මේ බව අවධාරණය කළේය.

සෞභාග්‍යයේ දැක්ම ප්‍රතිපත්ති ප්‍රකාශනය අනුව යමින් රට හරිත කලාපයක් බවට පත් කිරීමේ වැඩ පිළිවෙලට සමගාමීව අක්කර 9කින් යුතු භූමි භාගයක් පුරා සඳුන් අරණ විහිදෙයි.

නාගරික සංවර්ධන අධිකාරියට අයත් ඉහළ ආර්ථික වටිනාකමකින් යුත් මෙම භූමි ප්‍රමාණය හරිත සංකල්පය ප්‍රමුඛ කර ගනිමින් ජනතාව වෙනුවෙන් නිර්මාණය වූ වෙනස්ම ආකාරයේ පරිසර හිත මිතුරු ව්‍යාපෘතියකි.

ජාතික සඳුන් අරණ රට තුළ සංවර්ධනය කළ යුතු ප්‍රදේශ හඳුනාගනිමින් යටිතල පහසුකම් සහිතව හරිත කලාප ඇති කිරීමේ වැඩපිළිවෙලේ එක් සංධිස්ථානයකි.

ශ්‍රී ලංකාවේ අති දුර්ලභ රත් සඳුන් ශාක 300 ක් සහ සුදු සඳුන් ශාක 900 කින් මෙම උද්‍යානය අලංකාර වේ.මෙය ජනතාවට නොමිලේම නිදහස, විවේකය, හුදකලාව සහ විවිධත්වය අත්විදීමට හැකි අපූරු නවාතැනකි. 

වෙනස් වූ විවිධත්වය අගයන්නන්ට සේම ගැඹුරු පර්යේෂණ කරන්නන්ට තමන් සොයන නිදහස් මතයන්ට සහ පර්යේෂණවලට පිවිසීමට ජාතික සඳුන් අරණ ප්‍රයෝජනවත් වනු ඇත.

ව්‍යායාම කිරීම‍, භාවනා කිරීම, යෝග ව්‍යායාම ඇතුළු වැඩසටහන් රැසකට  සුදුසු වන පරිසරයක් ද මෙහි නිර්මාණය කර තිබේ.

කාර්ය බහුල ජීවිතයෙන් මිදී පවුලේ සාමාජිකයින් සමඟ විවේකීව නිදහසේ කාලය ගත කිරීමට සුදුසු පරිදි සකසා ඇති මෙහි, පිරිසිදු ආහාරපාන ලබා ගැනීමට අවන්හල්, සනීපාරක්ෂක පහසුකම් මෙන්ම වාහන 60ක් නැවතා තැබිය හැකි රථ ගාලක් ද තිබේ.

පොකුණු දෙකක් මැදින්  ප්‍රවේශය තනා ඇති උද්‍යානය සෞම්‍ය ආලෝක රටාවන්ගෙන් රාත්‍රියේ දී විචිත්‍රවත් වේ. එහි තිබෙන උස් වේදිකාව සංගීත සංදර්ශණ හා සංස්කෘතික උළෙලවල් හා විවිධ සංදර්ශන පැවැත්වීම සඳහා යොදා ගත හැකි ය.

අදියර දෙකක් යටතේ ක්‍රියාත්මක වූ මෙම ව්‍යාපෘතියට පළමු අදියරේ දී රුපියල් මිලියන 132ක් සහ දෙවන අදියර යටතේ රු.මි 162ක් වැය කරනු ලබයි. ඒ අනුව සමස්ත ව්‍යාපෘතිය සඳහා රජය ආයෝජනය කරන මුදල රුපියල් මිලියන 294කි.

අමාත්‍ය නාමල් රාජපක්ෂ මහතා ජාතික සඳුන් අරණ ජාතියට තිලිණ කරමින් කළ සම්පූර්ණ කතාව මෙසේ ය.

ජාතික වැදගත්කමක් ඇති මේ උත්සවයට ගරු අග්‍රාමාත්‍යතුමාන්ට සහභාගිවය නොහැකි වුවත් මෙම ජාතික කර්තව්‍යය වෙනුවෙන් එතුමාගේ සුබාශිංසන එකතු කරනවා.

අපි දන්නවා අපේ රටේ උද්‍යාන කියන සංකල්පය අලුත් සංකල්පයක් නොවේ. අපේ රටේ ඉතිහාසයේ සිට හෙළ රජ දවසේ සිට මේ උද්‍යාන කියන සංකල්පය අපේ රටේ ක්‍රියාත්මක වුණා.

අනුරාධපුරයේ මහ මෙවුනාවේ සිට සීගිරියේ ජල උද්‍යානය දක්වා දේශීය වශයෙන් මෙන්ම විදේශීය ගවේශකයින්ගේ පර්යේෂණවලට ලක් වූ උද්‍යාන නිර්මාණය කරපු ඉතිහාසයක් අපේ රටේ තිබෙනවා.

මෑත යුගයේ මේ උද්‍යානකරණය නැවත වතාවක් පණ ගන්වන්න ගරු මහින්ද රාජපක්ෂ ජනාධිපතිතුමන්ගේ ආණ්ඩු සමයේ ගෝඨාභය රාජපක්ෂ වර්තමාන ජනාධිපතිතුමන් එවකට රාජ්‍ය ආරක්ෂක හා නාගරික සංවර්ධන අමාත්‍යාංශයේ ලේකම්වරයා ලෙස කටයුතු ආරම්භ කළා.

ඒ අනුව එදා කුණු ගොඩ ගැහිලා තිබුණු කොළඹ, කොන්ක්‍රීට් වනාන්තරයක්ව තිබුණු කොළඹ දිස්ත්‍රික්කය නවීන සහ පරිසර හිතකාමී නගරයක් බවට පරිවර්තනය කිරීමේ වැඩපිළිවෙල ආරම්භ කළා.

එහි ප්‍රතිඵල කොළඹ නාගරක ජන සමාජයේ කොතැනකට ගියත් අපිට දැක ගන්න ලැබෙනවා.

එක පැත්තකින් එය අපේ රටේ ජනතාවගේ මානසික හා කායික සෞඛ්‍ය සංවර්ධනයට ගොඩනගපු දෙයක් කියලා අපි විස්වාශ කරනවා.

ඇවිදින මංතීරු, දියත උයන, අපේ ගම සංකීර්ණය, කිඹුලාවල ප්‍රදේශයේ ඇවිදින මංතීරු ඇතුලු මේ ප්‍රදේශ මහා දැවැන්ත පරිසර හිතකාමී නගර බවට පරිවර්තනය වෙලා තිබෙනවා.

අපි දැක්කා පහුගිය කාලේ මාධ්‍ය හා සමාජ මාධ්‍ය තුළත් බොහෝ වෙලාවට කතා වූ කාරණය තමයි පරිසරය සහ පරිසරය ආරක්ෂා කිරීම පිළිබදව.

එදා අපි දැක්කා සමාජ මාධ්‍යවල පිටරට ගස් කපපු පිංතූර පවා අපේ රටේ වන විනාශයක් වන බවට ඒත්තු ගන්වලා කතිකාවතක් ගොඩ නගන්න සමහර උදවිය කටයුතු කළා.

ලංකා ඉතිහාසයේ පළමු වතාවට ගරු ගෝඨාභය රාජපක්ෂ ජනාධිපතිතුමාගේ සංකල්පයකට අනුව දුර්ලභ සඳුන් ශාක 1200 කට අධික සංඛ්‍යාවකින් සමන්විත උද්‍යානයක් ගොඩනැගිලා තිබෙනවා.

නාලක ගොඩහේවා අමාත්‍යතුමාත් සදහන් කළා මෙතෙක් රත්හදුන් ශාක 40 පමණයි ලංකාව තුළ තිබුණේ කියලා. අද මේ උද්‍යානය තුළ බැලුවාම එය 300 ක් දක්වා රෝපණය කරන්න හැකියාව ලැබිලා තිබෙනවා.

සඳුන් ශාකය අපේ සංස්කෘතිය හා බැදුණු ශාකයක් ලෙස හදුන්වනවා. අනෙක් පැත්තෙන් ආයුර්වේදයත් සමග බැදුණු ශාකයක් බවට පත් වෙනවා.

මෙම සඳුන් ශාක 1200 කට අධික වන අරණ මීළග පරම්පරාවට අපි ලබා දෙන මහගු දායාදයක් ලෙස මා විශ්වාස කරනවා.

නාගරික සංවර්ධන අධිකාරිය විදියට මේ රටේ නගර සංවර්ධනයට සෘජුවම දායක වන ආයතනයක්. පැල්පත් නිවාස ඉවත් කොට කොළඹ නගරයේ ජීවත් වන ජනතාවට ජීවත් වීමට සුදුසු නිවාස ලබා දෙන්න කටයුතු කරනවා.

ග්‍රාමීය නගර නව නගර බවට පරිවර්තනය කරනවා නාගරික උද්‍යාන සංකල්පය යටතේ. මේ වන විටත් එවැනි නාගරික උද්‍යාන සමග නව නගර 100 ක් නාගරික සංවර්ධන අධිකාරිය හරහා ගෝඨාභය රාජපක්ෂ ජනාධිපතිතුමාගේ සෞභාග්‍යයේ දැක්මේ ප්‍රතිපත්ති ප්‍රකාශයට අනුව ක්‍රියාත්මක වෙනවා.

අපි දන්නවා මේ කාල සීමාව තුළ කොවිඩ් 19 වසංගතයත් එක්ක අපේ රටේ වගේම ලෝකයේ ජන ජීවිතය අඩාල වුණා. ගමනාගමනය සීමා වුණා.

ඒ වගේම ජනතාව වෙනදාට වඩා පරිසරයත් එක්ක ලංවෙන්න පටන් ගත්තා. සංස්කෘතියත් එක්ක, ආගම දහමත් එක්ක ලංවෙලා වැඩ කරන්න අලුතින් පුරුදු වුණා.

ලෝකයේ බොහෝ රටවල් තමන්ගේ රටේ සංචරණ සීමා දාලා තියෙද්දී මේ නාගරික උද්‍යානවල තිබෙන වැදගත්කම පිළිබදව කතා කලා.

සමස්ත ලෝකයම කොරෝනා වසංගතයේන පසු නව සාමාන්‍යකරනයත් එක්ක අපි ජීවත්වෙන්නේ කොහොමද කියන එක පිළිබදව වැඩි අවධානයක් යොමු වෙලා තිබෙනවා.

එවැනි වකවානුවක, ගෝලීය ආර්ථික අවපාතයකට මුහුණ දෙන අවස්ථාවක වසංගත තත්ත්වය පාලනය කර රටක් විදියට ඉතාමත් ඉක්මනට ක්‍රමාණුකූලව රට විවෘත කරන්න අපිට හැකියාව ලැබිලා තිබෙනවා.

වසංගතයේ ව්‍යාප්තිය පාලනය කරනවා වගේම කඩිනම් එන්නත්කරණය කිරීමේ වැඩපිළිවෙලත්, නිසි සෞඛ්‍යාරක්ෂිත ක්‍රමවේදත් භාවිතය මේ සදහා ඉවහල් වුණා.

අද දකුණු ආසියාවෙන් වගේම ලෝකයෙන්ම ඉතාමත් වේගයෙන් එන්නත්කරණය කරන රට බවට අපි පරිවර්තනය වෙලා තිබෙනවා.

අතිගරු ජනාධිපතිතුමාගේ ඉලක්කය තමයි සැප්තැම්බර් මාසය වෙනකොට වයස අවුරුදු 30 ට වැඩි මේ රටේ සියලු දෙනාටම අවශ්‍ය එන්නත් මාත්‍රාවන් ප්‍රමාණය ලබා දෙන්න.

මට මතකයි අපේ ආණ්ඩුව පත් වෙලා කෙටි කාලයක් යනකොට සමහර දේශපාලන පක්ෂ කිවුවා මේ ඉඩම විකුණන්න යනවා කියලා

තවත් සමහරු කිවුවා ඉඩම් මංකොල්ලකෑමක් කරන්න වර්තමාන ආණ්ඩුව සැරසෙනවා කියලා.

අපි ආයෝජකයෝ ගේන්න ඕනේ. ආයෝජකයෝ ගෙනැල්ලා රටේ අලුත් රැකියා උත්පාදනය කරන්න අවශ්‍යයි.

නාගරීකරණයට යනකොට ඒ යන ගමන තුළ මේ රටේ පරිසර පද්ධතිය රැක ගන්න කටයුතු කරන්න අවශ්‍යයි.

එයයි අතිගරු ජනාධිපති ගෝඨාභය රාජපක්ෂ මැතිතුමාගේ සහ ගරු අග්‍රාමාත්‍ය මහින්ද රාජපක්ෂ මැතිතුමාගේ බලාපොරොත්තුව.

මහා ගොඩනැගිලි ඉදි කරනකොට ඒවාට සරිලන පරිසර පද්ධති බිහි කරන්න අවශ්‍යයි. ඒ නිසා තමයි එදා චෝදනා නගමින්, බොරු ගොතමින් ආණ්ඩු කරපු අයට මෙවැනි උද්‍යාන ඉදි වෙනකොට එය දරා ගැනීමට නොහැකි වෙලා තිබෙන්නේ.

අපි මේ රටේ ජනතාවට මතක් කරන්න ඕනේ ගෝඨාභ්‍ය රාජපක්ෂ ජනාධිපතිතුමාගේ සෞභාග්‍යයේ දැක්ම යථාර්ථවත් කරන්න අපි ආණ්ඩුවක් විදියට කටයුතු කරන්න කැපවෙලා වැඩ කරනවා.

මම මේ රටේ ජනතාවට ආරාධනා කරනවා ඔබ මේ ජාතික සඳුන් උයන නරඹන්න එන්න. මේ තිබෙන සුන්දරත්වය අත්විදින්න. මෙහි ඇති අලංකාරය පිළිබදව, සුන්දරත්වය පිළිබදව ඔබේ සමාජ ජාලවල, ෆේස්බුක් පිටුවේ, පොත් පත් වල කවි නිසැදැස් ලෙස පල කරන්න. චිත්‍ර නිර්මාණය කරන්න.

මෙම ජාතික සඳුන් අරණ රටෙන් ලෝකය වෙත රැගෙන යාමේ ජාතික මෙහෙය සදහා ඔබත් එකතු වෙන්න කියලා මම ආරාධනා කර සිටිනවා.

Colombo, July 20 (Daily Mirror) – Over 300 policemen have been infected with COVID-19, weeks after both doses of vaccines had been administered on them, the Daily Mirror learns from informed sources.

The Police Department has sent a letter to the health experts, raising concerns over the situation, but have mentioned that none of the infected policemen are suffering from severe symptoms of the virus.

A rapid rise in the number of coronavirus patients has been recorded at the National Hospital of Sri Lanka (NHSL) in Colombo. Consultant physician at the National Hospital Dr. Upul Dissanayake said that there are currently 200 Covid infected patients at the NHSL. (Jamila Husain)

Colombo, July 20 (NewsWire) – The AstraZeneca COVID-19 vaccines to be administered as the second dose will arrive in Sri Lanka this week, the Colombo Municipal Council (CMC) announced.

Regional Epidemiologist of the CMC Dr. Dinuka Guruge assured that the vaccines will be made available for everyone who received the AstraZeneca vaccine as the first dose.

She further said that people who had received their first dose of the vaccine at a CMC operated venue will be informed via SMS of the venue to receive the second jab.

People who had received the first dose of the AstraZeneca vaccine in other areas will be required to wait for instructions from their area Medical officer of Health (MOH), she added.

Sri Lanka received its first few batches of the AstraZeneca vaccine from India.

However, the manufacturing company later announced a suspension of delivery due to a local demand in India due to an outbreak of the coronavirus.

The Government has since been in discussion with various manufacturers of the vaccine in other countries to address the shortage of the vaccine.

Two special police teams have been deployed to investigate into the death of a 16-year-old girl while working at former Minister Rishad Bathiudeen’s residence, Public Security Minister Sarath Weerasekara said today.

He told Parliament that investigations were continuing and officials had visited the girl’s residence for further investigations.

Immediate action will be taken against those responsible,” he said.

He said this while responding to questions raised by JVP MP Anura Kumara Dissanayake and SJB MP Mano Ganeshan on the progress of the investigations into the incident.

The Minister said the JMO had confirmed that the girl had been subject to repeated sexual harassment.(Ajith Siriwardana and Yohan Perera)

The Motion of No Confidence brought against Energy Minister Udaya Gammanpila by the opposition has been defeated by a majority of 91 votes.

A total of 61 MPs had voted in favour of the motion while 152 parliamentarians voted against it. 

Members of the Samagi Jana Balawegaya (SJB), the Tamil National Alliance (TNA) and the Janatha Vimukthi Peramuna (JVP) voted in favour of the motion while members of the ruling party, Sri Lanka Podujana Peramuna (SLPP), and the Sri Lanka Freedom Party (SLFP) cast their vote against. 

Parliament was subsequently adjourned until August 03, 2021. 

On June 16, several Members of Parliament representing the Samagi Jana Balawegaya (SJB) signed a 10-point motion of no confidence against Energy Minister Udaya Gammanpila, citing the recent ‘arbitrary’ increase in fuel prices.

It alleged that the energy minister had proceeded to increase the fuel prices without the approval of the Cabinet of Ministers and thereby violated a pledge under the Constitution.

The motion also cites the recent statement issued by the General Secretary of the ruling party, Sri Lanka Podujana Peramuna (SLPP) regarding the fuel price hike.

The no-confidence motion against Minister Gammanpila was handed over to the Speaker of the Parliament Mahinda Yapa Abeywardena on June 22.

It was taken up for debate yesterday and today, followed by a vote on the motion at 5.30 p.m. this evening. 

Meanwhile former Prime Minister Ranil Wickremesinghe’s proposed amendment to the no-confidence motion was deemed not acceptable by the Speaker today.

Speaker of Parliament ruled that the proposed amendment to the No-Confidence Motion against the Minister of Energy, handed over to the Secretary-General of Parliament by MP Ranil Wickremesinghe is out of order, and cannot be accepted.

Speaker Mahinda Yapa Abeywardena informed of this to the parliament this morning (July 20) when the debate on the no-confidence motion resumed for the second day.

The no-confidence motion filed by the Samagi Jana Balawegaya (SJB) against Energy Minister Udaya Gammanpila over the recent hike of fuel prices commenced in the parliament yesterday (July 19).

When the case of no-confidence motion was tabled at the parliament yesterday, former Premier Ranil Wickremesinghe proposed to amend the motion against all ministers of the government instead of just the Energy Minister.

However, as SJB objected to this proposition, the no-confidence motion was taken into debate.

A total of 449 more people tested positive for COVID-19 today (July 20), raising the daily count of positive cases reached 1,511.

According to the Government Information Department, the new cases reported today have been associated with the New Year cluster, which has recorded a total of 279,705 virus infections since mid-April this year.

The new development has brought Sri Lanka’s confirmed coronavirus cases tally to 287,930.

Epidemiology Unit’s data showed that as many as 262,828 patients who were infected with the virus have regained health so far. Meanwhile, the death toll now stands at 3,870.

More than 21,000 are currently under medical care at selected hospitals and treatment centres across the country.

The Director-General of Health Services has confirmed 43 more COVID-19 related fatalities that have occurred yesterday (July 19).

The new development has pushed the official death toll due to the virus in Sri Lanka to 3,870.

According to the data released by the Department of Government Information, the new victims confirmed today include 17 females and 26 males.

One of them is aged below 30 years, eleven victims are between 30-59 years and the remaining 31 are aged 60 and above.

The Criminal Investigation Department (CID) has arrested a 31-year-old over commercial sexual exploitation of a foreign woman, says Police Spokesman Senior DIG Ajith Rohana.

The suspect, who is a resident of Wellawatte area, had brought the 36-year-old Uzbekistani woman in question to Sri Lanka on the pretext of providing employment, however, he had later forced her into prostitution.

Probes into the matter were initiated based on a complaint filed by the International Organization for Migration (IOM), the police spokesman said further.

According to reports, the wife of the arrestee, who is also an Uzbekistani national, is currently serving a prison sentence over a similar offence.

Gotabaya Rajapaksa previously said he would be a one-term president

Sri Lanka’s President Gotabaya Rajapaksa announced Monday he would stand for a second term, reversing a promise to only stay for five years, media reports said.

The 72-year-old nationalist leader told top media executives he needed more time to fix Sri Lanka’s worsening economic crisis, reports said.

During his triumphant 2019 election campaign, Rajapaksa said he would be a one-term president.

He reaffirmed in March last year that one five-year term was sufficient to implement his ambitious manifesto, triggering a succession struggle within the powerful Rajapaksa family that dominates the government.

Elections are not due until 2024, but Rajapaksa now says he needs five more years to implement his “Vistas of Prosperity and Splendour” manifesto after the economy contracted by a record 3.6 percent in his first year. The government has banned many imports because of a foreign currency crunch.

Rajapaksa “today declared that he would contest for a second term”, the pro-government The Morning website quoted him as telling media owners.

Other media also reported on the comments, which set off new speculation about the intentions of the ruling family.

The elevation of the president’s youngest brother Basil, 70, as finance minister earlier this month was widely seen as a move to groom him for the presidency.

Basil was thought to have edged out his nephew, Namal, the minister of sports and eldest son of Prime Minister Mahinda Rajapaksa, to be the next family leader.

“Another U-turn and maybe this squashes Basil’s chances for the next presidency,” said Jamila Husain, a deputy editor of the Daily Mirror newspaper, on Twitter.

Since his election, Gotabaya Rajapaksa has tightened the family grip on power.

With the entry of Basil, the cabinet now has five members of the ruling family.

Eldest brother Chamal, 78, is minister of irrigation. Several Rajapaksa family members hold junior ministerial positions and other key posts.

Basil was described as “Mr Ten Percent” in a 2007 US embassy cable published by the WikiLeaks organisation, because of commissions he allegedly took from government contracts.

He has denied any wrongdoing and inquiries failed to find any evidence to back charges he siphoned off millions of dollars from state coffers.

Basil is a dual US-Sri Lankan citizen, but Gotabaya removed constitutional provisions which blocked him from standing in a parliamentary election last year.

Colombo, July 19: Given the intense speculation that incumbent President Gotabaya Rajapaksa will be replaced by his brother Basil Rajapaksa as the Sri Lanka Podujana Peramuna (SLPP) candidate in the 2024 Presidential election, Gotabaya’s announcement on Monday that he intends to seek a second term came as a surprise to many.

He had earlier said that he would be President only for one term, and given his reputation, people believed him. But his inability to fulfill his promises (principally to put Sri Lanka on the path of sustained and sustainable economic development) had made him rethink on his resolution to stick to one term. The COVID-19 pandemic and other issues had stymied his attempts. On Monday, he told the media that he has time beyond 2024 to fulfil his goals, thereby saying that he is looking for a second term.  

In the weeks preceding Gotabaya’s statement, the expectation was that Basil Rajapaksa, the sidelined economic and political manager of the SLPP and the government, would return from the US, set the house in order, get the economy going, and be set up as the SLPP’s 2024 Presidential candidate. But resistance from Gotabaya to this plan was intense as he needed a free hand to carry out his agenda as per his wishes.

According to sources, there were intense, and at times, acrimonious discussions within the Rajapaksa clan. But finally, a compromise formula was worked out in the best interest of the family and the SLPP, which is but a Rajapaksa family creation. The compromise appears to be that Gotabaya will seek a second term and Basil will help him win again, thus maintaining family unity as well as national power in the hands of the Rajapaksas.  

At present, all key executive positions in the government, including the Presidency, the Premiership and the Finance Ministry are in the hands of the Rajapaksa siblings. For decades, the family had gained immensely by being united, and it was unlikely that this solidarity would be destroyed when the family’s hold was being seriously questioned due to non-performance in the last two and a half years under the Gotabaya Presidency. It was time members of the family put their shoulders to the wheel to save the regime and win the provincial elections in 2022 and the 2024 Presidential poll.    

Basil Rajapaksa had single-handedly created the SLPP after his elder brother Mahinda Rajapaksa quit the Sri Lanka Freedom Party (SLFP) and struck out on his own. He led the party to a decisive victory in the local bodies elections against the then ruling United National Party – SLFP combine. He was instrumental in getting Gotabaya elected as President in 2019 and the SLPP’s getting a two thirds majority in the 2020 parliamentary elections. When COVID-19 struck, he successfully managed the social and economic side of the dire situation created by the pandemic, wining kudos from international organizations.   

But overtime, power shifted from Basil’s hands and went squarely into the hands of the military, with the backing of President Gotabaya, himself a former army officer. The military’s involvement in civil administration had kept increasing by the day much to the dismay of the Rajapaksa family, wedded as they were to the supremacy of civilians over the military. The sidelined Basil Rajapaksa left for the US (as a he is a dual citizen) and did not come back till the political and economic situation in Sri Lanka was ripe for his return. The time came when the Gotabaya regime was losing ground rapidly.

Initially welcomed by the majority of Sri Lankans on the expectation that Gotabaya will restore orderly government and push the country back on to the economic developmental path, he did not live up to expectations. Pandemic-triggered disruption of economic activities ( lockdowns and movement restrictions) inconsistent actions, frequent changes in policy and decisions, lack of consultations with stakeholders including party people in touch with the grassroots, and rising prices of essentials, made people wonder if the SLPP will win the next elections.

There was a call for the return of Basil from America to set the house in order before facing the next polls. As one insider said: Basil is our last hope”.

But Basil apparently wanted the Finance and Economic Development ministries and also the foreign investment department. Sri Lanka had lurched towards China, thus alienating India and the West. This put investment prospects in the  China-funded and executed US$ 1.4 billion Colombo Port City in jeopardy. Basil, known for his broadminded and pragmatic approach could secure the cooperation of India, the West and China at the same time, it is felt. The world sees both Gotabaya and Mahinda as doctrinaire.

Eventually, Basil got the Finance and Economic Development portfolios after a hard fought battle because these were in the grip of the President aided and advised by his influential Secretary Dr.P.B.Jayasundara. As part of the compromise, it appears that Basil will continue with some of the pet projects of the President but handle the rest of the economy independently. He has already met the envoys of the Western countries, India and China. The West is now opening up to Sri Lanka with the announcement of some investments and vaccine supplies. India is looking for openings and China is keen on Sri Lanka’s continuing to encourage Chinese investments. Basil’s aim, like President Gotabaya’s, will be secure FDIs and not loans, the latter having cast a very heavy burden on Sri Lanka driving it towards the IMF.

Both Basil and Gotabaya have promised to open the Lankan economy by September after widespread vaccination with the help of Chinese, Western, Russian and Japanese inputs.

Basil has also announced that the SLPP intends to go for provincial elections in 2022. The provincial elections will help revive the dormant party organization and enthuse the cadres, both necessary ingredients for winning the 2024 Presidential election, no matter who the SLPP candidate is.

මෙය ආර්ථික කාර්යයට ද අදාළ සත්‍යයකි. සතයෙන් සතය වෙන වෙන ම එක්රැස් කර මහා ප්‍රාග්ධනයක් නිර්මාණය කළ නො හැකි ය. විශාල ප්‍රාග්ධනයක් ඇති කර ගැනීමට නම් තනි තනිව ඉතිරි කරන මුදල් ඒකරාශී කළ යුතු වේ. සැබැවින් ම, මෙය මූල්‍ය ප්‍රාග්ධනයට පමණක් නොව ඉඩම්, යන්ත්‍ර සූත්‍ර ආදිය සඳහා ද අදාළ වේ.

මේ වන විට අප රටෙහි කුඹුරු බිම් විශාල ප්‍රමාණයක් පරම්පරාවෙන් පරම්පරාවට බෙදෙමින් ඇවිත් ඉතා කුඩා ලියැදි මට්ටමේ පුද්ගලික අයිතියක් ඇති වී තිබේ. මෙම කුඩා කුඹුරුවලින් ආර්ථික ප්‍රතිලාභයක් නො ලැබෙයි. කුඹුරු යායක් වෙනුවෙන් හවුලේ ශ්‍රමය යෙදීමත් ඉතා කුඩා ලියැදි තුළ තනි තනිව වැඩකිරීමත් එකම අයුරින් මැන දැක්විය නො හැකි ය. ශ්‍රමය එක්රැස් වන විට එයින් විශාල කාර්යයක් කළ හැකි ය. තනි තනිව වැඩ කරන විට එම ප්‍රතිඵලය අත්පත් කරගත නො හැකි ය.

මුළු කුඹුරු යාය ම එක්ව වගා කරන විට එක කාලයක් තුළ සියලු කටයුතු සිදුවෙයි. එහෙයින් ශ්‍රමයට අමතරව ට්‍රැක්ටර් ආදී වෙනත් යන්ත්‍ර සූත්‍ර භාවිතය ද පහසු ය. එවැනි වාතාවරණයක් තුළ, සෑම ගොවියකු විසින් ම අදාළ යන්ත්‍ර සූත්‍ර මිල දී ගැනීම හෝ ඒවා කුලියට ගැනීම හෝ කළ යුතු නොවේ. එහෙයින් එම යන්ත්‍ර සූත්‍ර සඳහා වැය කරන මුදල් ද ඉතිරි වේ. බීජ, ජලය, පොහොර වැනි අනෙකුත් යෙදවුම් සඳහා ද මෙම කාරණය අදාළ ය. අවසානයේ දී අස්වනු නෙළීම ද එකට ම කළ හැකි ය. එබැවින් ඒ සඳහා යෙදවිය යුතු ශ්‍රමය සහ යන්ත්‍ර සූත්‍ර ද ඉතා කාර්යක්‍ෂම අයුරින් කළමනාකරණය කරගත හැකි වේ.

නෙලාගත් අස්වැන්න විකුණන්නේ නම් ඒ සඳහා ද මෙම එකමුතුකමේ ශක්තිය උපකාර කරගත හැකි ය. තනි තනිව කුඩා ප්‍රමාණයේ අස්වැන්නක් විකුණන විට ඒ සඳහා කේවල්කිරීමට අවස්ථාවක් හිමි නොවේ. එහෙත් එකමුතු වී තනි තොගයක් ලෙසින් අස්වැන්න වෙළෙඳපොළට ඉදිරිපත් කරන්නේ නම් ඒ සඳහා මිල නියම කිරීමේ වරම විකුණන්නා වෙතට ද හිමිවෙයි. තව ද ලබාගත් අස්වැන්න සඳහා අගය එකතුකර (ලබාගත් වී අස්වැන්න සහල් බවට පත්කර) තමන්ගේ ම සන්නාමයක් යටතේ වෙළෙඳපොළට ඉදිරිපත් කිරීමට ද ගොවියන්ට හැකි ය.

එහෙයින් සාමූහික ක්‍රමය යනු පිරිවැය අඩු සහ ආදායම් වැඩි ආර්ථික කාර්යයක් බව පැහැදිළි ය. එහෙත් වගා බිම්වල පුද්ගලික අයිතිය තහවුරු වී පවතින වාතාවරණයක් තුළ සාමූහික ක්‍රමය භාවිතයට එක් කරගත හැක්කේ කෙ ලෙසින් ද? කිසි ලෙසකින් හෝ මේ සඳහා පැරැණි සමාජවාදී වට්ටෝරුව යොදාගත නො හැකි ය. එම ක්‍රමයෙහි අකාර්යක්‍ෂම බව ගැන අපි සැවොම දනිමු. අනෙක් අතින් තමන් සතු පුද්ගලික ඉඩම් එවැනි කාර්යයකට යෙදවීමට එකඟවන්නෝ ද නොමැත.

මෙවැනි වාතාවරණයක් තුළ සාමූහිකත්වය මත පදනම් වූ ආර්ථික ක්‍රමයකට පිවිසීම ඉතාමත් බැරෑරුම් අභියෝගයක් බවට පත්වෙයි. මෙම අභියෝගය ජයගත හැක්කේ පුද්ගලික අයිතිය තහවුරු කෙරෙන අතර ම ඒ තුළින් සාමූහිකත්වය උපදින ක්‍රමයක් හඳුන්වාදීමෙනි. මෙය කළ හැක්කේ සාමූහික සමාගම් ක්‍රමයක් හඳුන්වාදීමෙනි. ගමක හෝ ආශ්‍රිත ප්‍රදේශයක හෝ පවත්නා කුඹුරු යායක් වෙනුවෙන් තනි සාමූහික සමාගමක් පිහිටුවිය හැකි ය. තම පුද්ගලික අයිතිය රැකගන්නා අතර ම එම යාය තුළ වගාකරන කුඹුරු හිමියෝ මෙම සාමූහික සමාගමෙහි කොටස්හිමියන් බවට පත්වෙති. ඉඩමෙහි ප්‍රමාණය සහ අනෙකුත් සාධක සළකා ඒ ඒ ගොවියාට ලැබිය යුතු කොටස් හිමිකම තීරණය කළ හැකි ය. අස්වනු නෙලාගත් පසු ඒ ඒ ගොවියාගේ කොටස් හිමිකම අනුව ලාභාංශ බෙදාගත හැකි වේ.

මෙම ක්‍රමය අදාළ කරගත හැක්කේ කුඹුරු වගාව සඳහා පමණක් නොවේ. වෙනත් ඉඩම් වගාවට, සත්ත්ව පාලනයට සහ කර්මාන්ත සඳහා ද මෙම සාමූහික සමාගම් ක්‍රමය අනුගමනය කළ හැකි ය. මෙවැනි කාර්යයන් සඳහා අවශ්‍ය නීති සම්පාදනය රජය විසින් ද, ව්‍යාපාරික ආකෘති සහ කළමනාකරණ ක්‍රම හඳුන්වාදීම උත්තරීතර උපදේශක සභාව යටතේ ක්‍රියාත්මක විශ්වවිද්‍යාල වැනි ආයතන විසින් ද සිදුකළ යුතු වෙයි.

වැඩිහිටියන් සහ ළමයින් සඳහා භාවිතා කළ හැකි වෙන්ටිලේටර් (Ventilators) , ඔක්සිජන් චිකිත්සක (Oxygen therapy) උපකරණ , පී.පී.ඊ (PPE) කට්ටල ඇතුළු වෛද්‍ය උපකරණ ඊට අයත් විය.

මෙම අවස්ථාවට තරුණ හා ක්‍රීඩා අමාත්‍ය, ඩිජිටල් තාක්ෂණ හා ව්‍යවසාය සංවර්ධන රාජ්‍ය අමාත්‍ය නාමල් රාජපක්ෂ, පළාත් සභා හා පළාත් පාලන රාජ්‍ය අමාත්‍ය රොෂාන් රණසිංහ මහත්වරු ඇතුළු පිරිසක් එක්ව සිටියහ.

අග්‍රාමාත්‍ය මාධ්‍ය අංශය

ඩරාස් ශ්‍රී ලංකා ආයතනය ඉටුකම කොවිඩ්-19 සෞඛ්‍ය හා සමාජ ආරක්ෂණ අරමුදල ඉහළ  නැංවීම සඳහා රුපියල් මිලියන 2ක මුදල් චෙක්පතක් අද (19) දින පස්වරුවේ දී ගරු අග්‍රාමාත්‍ය මහින්ද රාජපක්ෂ මහතාට අරලියගහ මන්දිරයේ දී භාර දුන්නේය.

මෙයට සමඟාමීව කොවිඩ් රෝගීන්ට ප්‍රතිකාර කිරීමේ දී සෞඛ්‍ය කාර්ය මණ්ඩල සඳහා අවශ්‍ය පී.පී.ඊ (PPE) කට්ටල තොගයක් ද ඩරාස් ශ්‍රී ලංකා නියෝජිතයෝ අග්‍රාමාත්‍යතුමාට භාර දුන්හ.

කොවිඩ්-19 හමුවේ රටේ සෞඛ්‍ය හා සමාජ ආරක්ෂණ කටයුතු සඳහා මින් ඉදිරියටත් රජයට අවශ්‍ය සහය ලබාදීමට සූදානම් බව ඩරාස් ශ්‍රී ලංකා ආයතනය සඳහන් කරයි.

මෙම අවස්ථාවට තරුණ හා ක්‍රීඩා අමාත්‍ය, ඩිජිටල් තාක්ෂණ හා ව්‍යවසාය සංවර්ධන රාජ්‍ය අමාත්‍ය නාමල් රාජපක්ෂ, පළාත් සභා හා පළාත් පාලන රාජ්‍ය අමාත්‍ය රොෂාන් රණසිංහ, ඩරාස් ශ්‍රී ලංකා ආයතනයේ කළමනාකාර අධ්‍යක්ෂ රකිල් ප්‍රනාන්දු, ප්‍රධාන මෙහෙයුම් කළමනාකරු දර්ශික අත්තනායක, ප්‍රධාන පරිපාලන නිලධාරී මලිත් රණදේව මහත්වරු ඇතුළු පිරිසක් එක්ව සිටියහ.

තිරසාර නිෂ්පාදන ක්‍රියාවලියක් යටතේ ශ්‍රී ලංකාවේ නිෂ්පාදිත ලොව ප්‍රථම පරිසර හිතකාමී ස්මාර්ට් මුව ආවරණය  (Smart Face Mask) BreathTech-S3 සන්නාමයෙන් ලොවට හඳුන්වාදීම අද (19) දින අමාත්‍ය නාමල් රාජපක්ෂ මහතාගේ ප්‍රධානත්වයෙන් ජාතික ක්‍රීඩා සභා පරිශ්‍රයේ දී සිදුවිය.

හයිඩ්‍රාමනී (Hirdaramani) සමූහය, ශ්‍රී ලංකා නැනෝ තාක්ෂණ ආයතනය (SLINTEC) සහ CirQ  Technolagies ආයතන ත්‍රිත්වය එක්ව මෙම පරිසර හිතකාමි ස්මාර්ට් මුව ආවරණයේ නිෂ්පාදන ක්‍රියාවලියට දායක වෙයි.

මෙම අති නවීන Smart මුව ආවරණය එළිදක්වමින් අමාත්‍යවරයා මෙසේ ද කීය.

මේ සියල්ල යාවත්කාලීන කරගෙන කඩිනමින් රට ම විවෘත කරන්න පුලුවන් පරිසරයක් නිර්මාණය කළ යුතුයි.

Colombo, July 19 (NewsWire) – Over 7.36 million doses of the COVID-19 vaccines have been administered as the first and second dose in Sri Lanka to date.

According to the Health Ministry, 925,242 people have been administered the AstraZeneca vaccine as the first dose, while 385,885 people have been provided as the second jab.

4, 534, 165 people were administered the Sinopharm vaccine as the first dose and 1,286,215 individuals received it as a second dose.

The Sputnik V vaccine was provided to 159,081 people as the first dose, while 14,464 people received it as the second jab.

The Health Ministry said 46,753 people have received the Pfizer vaccine and 10,088 individuals have obtained the Moderna vaccine to date.

Sri Lanka is now allowing fully vaccinated international travellers to enter the country without undergoing quarantine, as the country looks to restart its tourism engine.

Vaccinated tourists are required to only spend 24 hours in a dedicated hotel facility to await their on-arrival PCR test results. Once they test negative, they will be allowed to leave the hotel and go about their activities. On the other hand, non-vaccinated tourists have to undergo a 14-day quarantine in a safe and certified hotel.

Meanwhile, tourism authorities are forging ahead with a campaign to inoculate all tourism industry workers by October. Sri Lanka’s vaccination rollout campaign is also speedily moving ahead, with plans to complete vaccinating all those above 30 years of age by September.

Kimarli Fernando, chairperson of Sri Lanka Tourism, the state tourism promotion agency, said that with the success of the national vaccination rollout programme, Sri Lanka is ready to welcome fully-vaccinated foreign travellers while ensuring the safety and security of local communities.

Sri Lanka Hotels Association president Sanath Ukwatte, while welcoming the relaxation for fully vaccinated visitors, urged the authorities to further ease restrictions at restaurants which are now limited to 25 per cent capacity.

The national tourism agency is also working together with national carrier SriLankan Airlines to launch a buy-one-get-one-free air ticket campaign next month across 18 key markets. They are the UK, Germany, Australia, Singapore, Malaysia, South Korea, Japan, Kuwait, UAE, Qatar, Bahrain, Oman, Saudi Arabia, Kenya, Pakistan, Bangladesh, India and the Maldives, according to sources at the national carrier.

As of June 30, 16,908 tourists have visited Sri Lanka this year, a decline of 96.7 per cent over last year where 507,311 tourists visited the country from January to March 18 (the day the airport was closed to inbound travellers owing to the pandemic).

According to official data, Kazakhstan, Ukraine, Germany, China and India were Sri Lanka’s top five source markets from January to June this year. Leading the pack was Kazakhstan which contributed to 19 per cent of the total traffic, followed by Ukraine (16 per cent), Germany (nine per cent), China (seven per cent) and India (six per cent).

Sri Lanka Tourism’s Fernando said that the CIS markets are low-hanging fruits” as the countries have no travel restrictions and have limited warm weather destination options currently.

Last week, the government relaxed Covid-19 restrictions, allowing restaurants, bars, shopping malls, wildlife parks and other places of tourist interest to open amid the steady rollout of the vaccination drive.

As of July 18, Sri Lanka recorded 283,512 Covid-19 cases and 3,733 deaths.
