 Trincomalee Tank farm with 100 tanks in 850 acres of land need not be given to any country or any foreign company. Whatever the agreement with LIOC, all the tanks must be taken back to the government possession immediately as the COPE finds that there is no legal agreement signed to lease it out to them. The US$ 100,000 p.a or $8333.33 per month lease for all tanks in 850 acres is peanuts as we have individual professionals earning even more than that kind of monthly salary.

Developing 100 tanks and clearing the 850 Acres of land and pipe line and the Oil Jetty in Trinco harbour should be done by Sri Lanka government and owned by it and not even by Petroleum Corporation. So that Tanks are only hired out on a daily rate Per CBM per day”; for storage for anyone who wants to hire them for Crude Oil, Heavy Fuel Oil, Intermediate Fuel Oil, Refined products such as Diesel, Petrol, Kerosine, Aviation Fuel Etc, using dedicated tanks and separate pipelines to the jetty. It shall cost an affordable amount to Sri Lanka Government needing no loan involvements to clear our own backyard of 850 Acres. Management of that operation shall be done by the government owned or delegated company with corporate efficiency. They also can canvass for business to attract foreign companies to use the tanks for short term and long term storage of petroleum oil only on the basis of  ‘per cbm per day rate’ so that there is no question of long term leasing it out to anybody.

I reiterate that there is no need to get into another trap like Hambantota when the Trinco harbour, tanks and Land are already ours without a cent of debt to any one like in Hambantota. Why invite another country like India to jointly develop it. So we must make full use of our own asset for the country’s benefit. Hope the government has learnt the lesson hard way from Hambantota Port and Port City with the Chinese debts for next 400 years

I challenge any expert in the industry or the government including the Prime Minister to irrefutably justify why Trinco Tanks should be jointly developed with India or any other country.

What is the valid reason for Joint Venture ?

Doesn’t the Government have money to develop the tank farm ?

Cant the Govt. do a joint venture with Sri Lankan companies; why Indians ?

Does it cost an unaffordable amount to develop the tank farm ?

Do we intend buying and selling oil or look for offering the tanks for storage only ?

What is Lanka IOC doing with 99 tanks when there is no valid agreement with them to lease ?

  1. To upgrade the tanks and clear the land as a clean tank farm, it does not cost a lot; (not as much as many Prados to Ministers) Costs are within the reach of government alone.
  2. if the government cannot afford even that kind of investment, there are enough local companies who can do that and run the tank farm so that there is no need to give it to foreign countries.
  3. When there is no debt at all and the tanks are already there and owned by the country, why do we want to give it out to any other country to develop just like the debt-trapped Hambantota, specially to India which has other interests in holding onto land. Get the LIOC out of the hold on to the tanks first.
  4. Having an ambiguous MOU to agree to lease out the tanks to LIOC without a proper lease agreement signed at all, it is best to clear it out immediately and have the possession of the all 102 tanks, the pipeline & oil jetty and land vested clearly in the Government so that it can be hired on spot basis to anyone including CPC and LIOC only on Tankage hire on daily rate per ton.
  5. It is a business that can be developed to attract other oil traders in the region without having to give out on lease agreements. There are viable alternatives either as a sole government project or local private public partnership project There is ready business available and can be further developed hiring of tanks on per MT per day” basis and can earn 100 times more than what current lease does
  6. In the event of setting up a refinery in the country, storage facility is definitely needed for both crude oil as well as finish product. So let the tanks be our own assets
  7. Even if we don’t have any business for these tanks, let them be as they are; why do you want to give it to another country purely on the so called geo-political reasons the pundits in governments unduly infer or fear; (if giving it to a foreign country is the way to go, Govt can give that also to China; so that the so called geopolitical reasons will vanish immediately;

රටට මේ තරම් විපතක් වූ මොහොතක දේශපාලන කරුණු ඇතුලත් වූ ලිපි ලියන්නට මගේ සිත ඉඩ නොදුනි. නමුත් අප රටේ දේශපාලක රැල මේ විපත අස්සේත් නටන නාඩගම් දකිනවිට මෙවන් විපත්වලට මග සාදන්නේත් තම බලය ගැන පමනක් මිස දුර දිග නොබලන දේශපාලකයන්ගේම අත්තනෝමතික තීරණ බව මතකයට නැගෙනු වැලැක්විය නොහැකිය.

2002 වසරේදී මා සේවය කල ආයතනය මගින් පැවැත්වීමට අදහස් කල පාරිසරික සංරක්ෂණ දැනුවත් කිරීම් වැඩ සටහනක් සඳහා, එය මෙහෙයවූ සොයුරියට උපකාර කරන බවට මම පොරොන්දු වීමි. එම කටයුත්ත මා සතු විෂය පථයට ඇතුලත් නොවුනත් පුද්ගලිකව මා සතුව පරිසරය සම්බන්ධව ඇල්මක් සහ යම් තරමක දැනුමක් තිබූ නිසා මේ අදහස මා තුල ඇතිවූ අතර මගේ මිතුරියද ඊට එකහෙලා එකඟ වූවාය. අනුව තමන් ජීවත්වන පරිසරයට අත් වෙමින් යන ඉරණම ගැන ජනතාවට හැඟීමක් ඇතිවන ආකාරයේ ප්රායෝගික කරුණු ඇතුලත්ව සරළව ලියැවුන, රූ සටහන්ද සහිත අත් පත්රිකාවක් සකසා දීමට මම සිතා ගතිමි. වන විටත් අප වැඩසටහන සැලසුම්කල රත්නපුර දිස්ත්රික්කයේ ශීඝ් වූ වන විනාශයක් සිදු වෙමින් පැවති නිසාද, එම විනාශයට අප සේවයකල ප්රදේවල ජනතාවත් දැන හෝ නොදැන සක්රීයවම දායක වූ නිසාද මේ පිලිබඳව ඔවුන් හා සංවාදයක් ගොඩ නැගීම සඳහා අත්යවශ් කරුණු සොයා ගැනීමට මට වුවමනා විය

අනුව කාලගුණ විද්යා දෙපාර්තමේන්තුවේ ලේඛණාගාරයට ගිය මම 1980 සිට 2001 දක්වා රත්නපුර දිස්ත්රික්කයට බලපෑ වාර්ෂික වර්ෂාපතන රටාව අධ්යයනය කරනු පිනිස එම දත්ත ලබා ගත්තෙමි. එම දත්තවලට අනුව සත්යය ඇස් පනාපිට දිග හැරින. එනම් 80 දශකයේදී වර්ෂයේ මාස 12 තුල ඉතා සමබරව අඩු වැඩි වෙමින් පැවත ගිය මාසික වර්ෂාපතනය, ක්රමයෙන් වෙනස්වෙමින් ගොස් 2001 වනවිට ඉතා අසමතුලිත තත්වයට පැමිනි අයුරුය. ප්රදේශවලට ජුලි, අගෝස්තු හා සැප්තැම්බර් මාසවලදී අඩුම වර්ෂාපතනයත්, මාර්තු සහ අප්රේල් මාසවල වැඩිම වර්ෂාපතනයත් ලැබෙන අතර මුලදී එම කාල සීමාවන් අතරතුර සමබරව අඩු වැඩි වෙමින් යන වර්ෂාපතනයක් තිබිනි. (එනම්  මිමී 40 සිට 500 අතර මාසික වර්ෂාපතනයක් ලෙස දෝලනය වන) නමුත් 2001 වනවිට වියලි මාස වල මිමී 2 සිට 5 පමන වන මාසික වර්ෂාපතනය වැසි සහිත මාසවලදී මිමී 800-900 දක්වා ඉහල නගින බව නිරීක්ෂණය කල හැකිවිය. කොළඹ 07 පිහිටි කාලගුණ විද්යා දෙපාර්තමේන්තුවේ ප්රධාන කාර්යාලයේදී එම සංඛ්යාන දත්ත ලබා ගැනීමට මට උපකාර කල නිළධාරියා වූයේ වත්මන් කාළගුණ විද්යා අධ්යක්ෂවරයා වන ලලිත් චන්ද්රපාල මහතාය. මේ ගැන ඔහුත් සමඟ මඳක් මා කතාකලා මතකය.

මවිසින් එම සේවා ආයතනයේ වැඩ භාරගන්නා ලද අවධියේදී රට තුල බොහෝ පෙදෙස්වල මහා නියඟයක් විනි. අපේ ක්ෂේත්රයේ ජනතාව වතුර ගෙන ඒමට, නා ගැනීමට, බසයෙන් හෝ වෙනත් ප්රවාහන මාර්ග යොදාගෙන කිලෝ මීටර 12 ක් 15 ක් පමන ගියහ. නමුත් කල්තොට පාරේ වනාන්තර ගහන මේ භූමිය නිරන්තරව ගිනි තැබීම්වලට ලක් කලේද මොවුන්මය. මේ ගැන විමසූ විට දැනගත් හේතු කාරණා වූයේ සතුන් දඩයම් කිරීම, වැසි කාලය පැමිනිවිට වගාවක් කිරීමට බිම් සකසා ගැනීම යනාදියයි. පලාතේ එනසල්, කරාබුනැටි සහ තේ එළවලු වර්ගද වගාකල අය සිටියහ. තමන්ට කියා ඉඩමක් නැති අය මෙන්ම තම වගාව පුලුල් කරන්නට අවශ් අයද මේ ගිනි තැබීම්වලට හවුල් වූ අය අතර සිටියහ. මෙම තත්වයට බොහෝ දුරට වගකිව යුතු වූයේ අක්රමවත් ඉඩම් බෙදීමේ ප්රතිපත්ති . ඔවුන් ගිනි තබන්නේ අක්කරයක පමන ඉඩමක් බලාගෙන වුවත් ගින්න අක්කර ගණනාවක් පුරා පැතිර යාම වැලැක්විය නොහැකිය. මා චන්ද්රපාල මහතා සමග කතාකලේ මේ වන විනාශය වර්ෂාපතන රටාව හා ගැලපී යාම ගැනය. නමුත් ඔහු මට දුන් පිලිතුරින් මම වික්ෂිප්ත වීමි. ‘අක්කර 150 200 කැලෑවක් කැපුව කියල ඒක ලොකුවට වර්ෂාපතනයට බලපාන්නෙ නැහැ

නමුත් මෙසේ ගස්වලින් තොරවන භූමියට කෙලින්ම පතිතවන වර්ෂාව ඔස්සේ පස සේදී යාම තුල ඇතිවන අනිටු ඵල විපාක සහ එමගින් ඇතිවන පාරිසරික වෙනස්වීම් අනිවාර්ය නේදැයි මම ඔහුගෙන් විමසුවෙමි. එය සත්යයක් නමුත් වන විනාශය සම්බන්ධව කටයුතු කිරීම වන සංරක්ෂණ දෙපාර්තමේන්තුවේ විෂය පථයට අයත් දෙයක් බවත් ඔහුගේ පිලිතුර විය. මෙතැනදී මම එක දෙයක් වටහා ගතිමි. ශ්රී ලංකාවේ පරිසරය හා සෘජුවම සම්බන්ධවන ආයතන ක්රියා කරගෙන යන ඒකාබද්ධ එලැඹුමකින් හා සම්බන්ධීකරනයකින් තොර හුදෙකලා ස්වභාවය ගැනය. මේ ආයතන ජනතාව හා පවත්වාගෙන යන සම්බන්ධය කෙතරම් දුර්වලද? මෙම නිළධාරීන් තම තමන්ගේ විෂයට පමනක් සීමා කෙරෙන ලෙස කටයුතු සිදුවෙත්දී  ජනතාව අතින් සිදුවන  වරදකට දඬුවම් කෙරෙන විටෙක ගැන දන්නවා මිස එම ආයතනයේ කෙරෙන කාර්යභාරය ගැන ජනතාවට අදහසක් නොලැබීම ස්වභාවිකය. එක අතකට එහිද වරදක් දැකිය නොහැක. තමන්ට ලියා පවරා නොදෙන විෂය පථයකට අත දමන්නට තම රාජකාරි වගවීම් තුල ඉඩක් නොලැබීම ඔවුන්ගේ වරදක් නොවේ. මෙය රටේ ප්රතිපත්ති සකස් කරන්නන්ගේ වරදය. මේ වරද නිසා මෙවන් ආයතන තුල සේවය කරන උගතුන් පිරිසකගේ දැනුම නිකම්ම සෝදා පාලුවට ලක්වේ. එය දේශපාලනමය හේතුවකි.

පසුගිය  අප්රේල්  මාසයේදී  මීතොටමුල්ලේ  කසල කන්ද කඩා වැටුන පසු පලවූ විවිධ ලිපි අතර ලංකාදීප පුවත්පතේ පලවූ එක් විශේෂ ලිපියක් විය. කොළඹ මහ තගර සභාවේ හිටපු පුණ් කටයුතු පිලිබඳ සහකාර කොමසාරිස් වන නිරෝෂ් ධර්මපාල මහතාගේ කතාවයි. කොරියාවේ සියොල් නුවර මෙට්රොපොලිටන්හිදී කසල කලමණාකරනය උගෙන ලබාගත අත්දැකීම් උපයෝගී කරගෙන ඔහු කොළඹ නගරය සඳහා කසල කලමණාකරන සැලැස්මක් පිලියෙල කර නගරාධිපතිවරයාට ලබා දුන් හැටිත්, එය ධර්මපාල මහතාගේ විෂය පථයට අයත් නොවූ බැවින් කෝපයට පත් නගරාධිපතිවරයා ඔහුව කොළඹ නගර සභාවෙන් ඉවත් කරන්නට කටයුතුකල හැටිත් එහි කියැවිනි. මේ කසල කලමණාකරන සැලැස්ම කොළඹ නගරාධිපති මුසම්මිල්ට එතරම් විස වූයේ ඇයිද කියා දන්නෝ දනිති. මේ අප රටේ දේශපාලනයයි

අද වන විට රටේ තිබෙන අමාත්යංශ ගණන ජනතාව තබා දේශපාලකයන්වත් හරිහැටි දන්නවාද කියා සැක සහිතය. නමුත් මෙතරම් විපතක් වූ තැන ජනතාවගේ තත්වය ගැන සොයා බලන්නට ආවේ මොවුන් අතරින් කී දෙනෙක්ද? ඊලඟට මේ අමාත්යංශවලින් ඉටුවන සේවය? අද වන විට රටේ ඇමති ගනයාට තම විෂය පිලිබඳ සිතන්නට වෙලාවක් නැති අතර ඔවුන්ගේ මූලිකම අවධානය යොමුව තිබෙන්නේ වෙළඳපලට අලුතින්ම පැමිනි සුඛෝපභෝගී වාහන මාදිලිය කුමක්ද, එය මිලට ගන්නට පරිපූරක ඇස්තමේන්තුවක් අනුමත කර ගන්නේ කෙසේද යන්න පිලිබඳව බව පෙනෙයි. මෙහිදී දැන් නම් ඔවුන්ට ඇත්තේ මුදල් ගැන කාරණයක් මිසෙක ජනතාවට උත්තර බඳීමක්  නොවන බව පැහැදිලිය. මේ වාහන පිපාසයේ සන්සිඳීමක් නැත.

අතර ජනතාව පත්ව සිටින තත්වය ගැන කතාකල ඇමතිවරයෙකුට පාර්ලිමේන්තුවේදී පිලිතුරු දුන් අමාත් ලක්ෂ්මන් කිරිඇල්ලඔයාට අමාරුවක් තියේ නම් බෝට්ටුවක් අරන් යන්නයි කීවේය. විපතට පත් ජනතාව 500,000 ක් වෙනුවෙන් රු. කෝටි 4.5 ක් ඇඟෙන් ඇටයක් යන්නාක් මෙන් වෙන් කරන අතර ක්රීඩා ඇමති දයාසිරි ජයසේකර සහ තිලංග සුමතිපාල විසින්ශ්රී ලංකා ක්රිකට් ආයතනයේදී රු. කෝටි 1/2 ක් වැයකර සාදයක් පැවැත්වූහ. තමන්ට ආපදා ආධාර එවන්නට ප්රමාද වීම ගැන වින්දිත ජනතාව විරෝධය පෑ විට කුපිත වූ හර්ෂණ රාජකරුණා මන්ත්රීවරයා ජනතාවට පරුෂ වචනයෙන් බැණ වැදී තමන් ගෙනා සහල් ගෝනිද විසිකර යන්නට ගියේය. අතර අගමැතිවරයාටබාත්රූම් එකට යන්නටවත්, නා ගන්නටවත් වෙලාවක් නැති තරමට කරන වැඩ(?) නිසා වෙහෙස බවපවසා ටිකක් විවේක සුවයෙන් පසු වීමට ඇමරිකාවට ගොස් ඇත. මේ තරම් බරපතල ආපදාවකට රට මුහුණ පා සිටිත්දී ජනතාව ගැන යන්තම් හෝ  සිතන නායකයකුට විවේක ගැන්මක් ගැන සිතන්නට හැකිද? පසුගිය  සතියේ  ඔස්ට්රේලියාවට ගිය ජනාධිපතිවරයා තමන්ට දැන් පිටරටවල් වලින් වෙන කවරදාටත් වඩා ආරාධනා ලැබෙන බව පැවසුවේ මහත් ආඩම්බරයෙනි. එම ආරාධනා ලැබෙන ප්රමානය නිසා දැන් රටේ නායක දෙපලට රටේ ජනතාව ගැන බලන්නට කාලය හෝ මුදල් නොමැත. අයවැයෙන් තම ජනාධිපති සහ අගමැති කාර්යාල වල වැය ශීර්ෂ ඉහල දමා ගත්තේ මේ ආරාධනාවන්ට ලක ලැහැස්ති වීම සඳහා බව පැහැදිලිය

ඔස්ට්රේලියාවට යාමට පෙර අටුව කඩා පුටුව තනන්නා මෙන් කැබිනට් සංශෝධනයක් කල ඔහු මුදල් සහ ජනමාධ් ඇමතිකමට පත්කල් මංගල සමරවීරය. මංගල සමරවීරට රටක මුදල් ඇමතිකම දරන්නට සහ ජනමාධ් වනි විෂයයක් බාර දෙන්නට තරම් ඇති සුදුසුකම් මොනවාදැයි ජනාධිපති නොදන්නවාද නැතිනම් ඔහුට ඉන් වැඩක් නැතිද කියා දන්නේ ඔහුම පමනි. මේ ජනාධිපතිවරයාගේ බුද්ධි මට්ටමද නැතිනම් තමාට කතිරය ගසා මෙතැනට ඔසවා තැබූ ජනතාවගේ බුද්ධි මට්ටම ඔහු තක්සේරු කරන ආකාරයද? රටක ආර්ථිකය යනු රටේ අනාගත පැවැත්මේ එක් ප්රධානතම සාධකයකිමංගල තම ඇමති පියාගේ පිහිටෙන් රාජකීය විද්යාලයටත් එතැනින් එංගලන්තයටත් ගොස් මෝස්තර නිර්මාණය ඉගෙන ගත්තද එයින්වත් වැඩක් ගත්තාද යන්න සැක සහිතය. එවන් අයෙකුට මුදල් ඇමතිකම පවරා දෙමින් එක අතකට ජනාධිපතිවරයා කරන කියන හැසිරෙන ආකාරය දුටු විට සිතට දැනෙන්නේ කේන්තියක් නොව දැඩි සිත් වේදනාවකි. අනේ අපේ රටට අත්වන්නට යන ඉරණමකියා සිහි වීමෙන්ය. මේ මොහොතේ රට මුහුණ දී සිටින තත්වයටද බලපා ඇත්තේ අවිධිමත් පාරිසරික පැවැත්මක ප්රතිඵලය. පරිසර විෂය භාර වගකිවයුත්තා වශයෙන් මේ ගැන ජනාධිපතිට පවසන්නට ඇත්තේ කුමක්ද? තම බලකොටුව සෙලවේය යන බියෙන් හැකිලී, විල්පත්තුව වැනි මිලකල නොහැකි වන සම්පත් වනසාලන බදුර්දීන් වැනි පව්කාරයන් රකිනා අතර මේවාට එරෙහිවන පරිසරය ගැන කකියන සිත් ඇත්තන්ට පහර ගසන ගමන් පාට පාට ටී ෂර්ට්ස් ඇඳගෙන ගැලපෙන කැප් තොප්පි දමාගෙන කැමරා ඉදිරිපිට රඟපා පෙන්වන දර්ශන වලින් මේ ප්රශ්න විසඳීමට හැකිය කියා ඔහු සිතනවාදයලිත් උතුරත් දකුණත් දෙකම දශක තුනකට පෙර තිබූ තත්වයටම පසු ගමන් අරඹා ඇත. දේශපාලක රැල මුහුද මැදට ගසාගෙන යන අලි කුණේ වසාගෙන බුදින කපුටු රැල මෙනි.

දැන අලි මදිවට හරක් කියන්නා සේ එකපිට පහර දෙන ස්වභාවික ව්යසනයන්ය. සති කිහිපයකට පෙර දරාගත නොහැකි උණුසුමකින් සහ නියඟයෙන් පීඩා විඳි ශ්රී ලාංකික ජනතාව දැන් ගංවතුරක, අනෝරා වැසි කඳක ගිලී යති. මේ සියලු ව්යසනයන් හුදී ජනතාවගේ කරපිටය.

ගැටඹේ පැවැත්වූ මැයි රැලියේදී ජනාධිපතිවරයාතමන් යන යන තැන නියඟ අවසන් කරමින් වැසි වැටෙන බවකියමින් උදම් ඇනීය. දැන් ඉතින් ජනතාවට මදිය නොකියන්නට වැසි ලැබී ඇත. ඔහු මෙසේ සඳහන් කරන්නේ තමාගේ ධාර්මිකකම ගැන බව පැහැදිලිය. නමුත් ඉන් වැඩක් ඇති බවක් නොපෙනේ.

මෙවැනි වැදගැම්මකට නැති විකාර කියවමින් පරඬලාවක් සේ වැනෙමින් රට විනාශ මුඛයට යනකම් බලා සිටිනවාද? 2015 ජනවාරියේදී, දශක තුනක් පෙලූ යුද්ධය අවසන් කරනට ගත් පියවර තරම්ම යෝධ කාර්යභාරයක් ඉටුකල පුද්ගලයෙකුද  පරාජය කරමින් ජනතාව තමන්ට රටේ පාලනය භාර දුන්නේ ඇයිද කියා සිතා ගන්නට මොහුට ශක්තියක් තිබේද? රැවටුනේ ඔවුන්ද? මහජනතාවද?

Those who are interested in the secrets of the hidden world of the intelligence agencies might have read this famous quotation, ‘a spy sitting in the right place saves the life of at least 20,000 soldiers of his nation’. But the Indian spy Kulbhushan Jadhav simply turned this quotation upside down. Instead of saving 20000 soldiers he put the whole Indian nation into trouble. How pathetic is that from Mr. Modi to every man in the streets of India has been compelled to raise his protesting-voice in favour of a criminal who was earlier not accepted even as an Indian citizen. At the cost of the whole of the Indian nation, the International Court of Justice had to be dragged into a matter which brought nothing but shame and insult for the whole of the ‘Shinning India’. But this all makes no difference to Pakistan. Jadhav is going to be hanged very soon as his activities are directly linked with the security affairs of Pakistan and such affairs are beyond the jurisdiction of the ICJ. India is just twisting the facts and trying to give this case a humanitarian angle.”A senior official at the foreign ministry said talking to media, It was decided in the meetings that every effort will be made to expose India before the international community and to ensure punishment for Kulbhushan Jadhav as Pakistan has a very solid case against him.” Mr. Khawar Qureshi said, ‘The staying of Kulbhushan execution by the ICJ is not on our mind. This is a normal practice as the case could not move forward if Jadhav is executed.’ All these meetings were arranged to discuss the future line of action with reference to Kulbhushan’s case.

Certainly the case of Commander Kulbhushan Jadhav is not a simple matter of a spy, it is the matter of Pakistan’s defence and security; it is the matter of killings of so many innocent people; it is the matter of pushing Pakistani society into the inferno of sectarian-divide and linguistic-hatred; it is a matter of keeping the foreign investors away from Pakistan and all these matters lead to social insecurity and no doubt to destruction of the whole economic structure. Jadhav is not just a spy, he is a terrorist and a terrorist never deserves any soft corner. R&AW’s futile efforts of spreading anarchy in Pakistan and its useless struggle of destabilizing Pakistani society are nothing new; since after the creation of Pakistan, it has ever been an ‘official dream’ of India to keep Pakistan in trouble, sometimes with the help of its ‘media-soldiers’ and sometimes with the help of the R&AW and sometimes with the support of the so-called Militant Organizations.

Spies do work in hostile lands; it is a ‘part of game’ but forgiving spies is nowhere a part of game. Spies are treated everywhere with all possible strictness rather rudeness and rigidity but in Pakistan, the natural and national temperamental peacefulness and kindheartedness with the neighbors has ever been a hurdle in a way to deal with the spies, particularly the spies belonging to India. The security agencies of Pakistan have so many times caught the Indian spies red-handed and after giving them all possible opportunities of proving their innocence and after following complete legal procedure sent them behind the bars but during all this process such criminals are never treated brutally. The reason behind this soft-behaviour might be that the spies are considered ‘illegal-diplomats’ of the countries they belong to. Kulbhushan Jadhav was also treated with the same kindness. People might have noticed the appearance of Jadhav during his confession-statement; freshly and nicely shaven face, neatly dressed with very peaceful expressions on his face; he was looking like a high-ranked army officer. He seemed neither under influence of some violence nor under some mental torture. It seemed that he had got tired of the dirty game of which he had been a part since long and he wanted to get rid of all that rubbish. If you look back at the record-files of the Indian spies arrested in Pakistan you would be astonished to know that they are hundreds in number. It is the high-time for Pakistan to put a full-stop to India’s dirty game of sending her spies here. Pakistan will have to make sure that Indian spy Kulbhushan Jadhav is punished for killing innocent people and it is the most suitable way of exposing India’s dirty face before the international community.

Khilafat – Successorship to Prophethood.

(Given below is an excerpt of the Friday Sermons of Hazrat Mirza Masroor Ahmad, Supreme Head of the world-wide Ahmadiyya Muslim Community in Islam, delivered on 26th May 2017, at ‘Baithul Futhuh’, London, U.K. gave a discourse on system of Khilafat – Spiritual leadership.

After reciting the Tashahhud, Ta’uz, Tasmia and Sura Fatiah,  Ahmadiyya Khalifa recited verse 56 of Sura Al-Nur of Holy Qur’an and then said:

The translation of this verse is as follows:

Allah has promised to those among you who believe and do good works that He will surely make them Successors in the earth, as He made Successors from among those who were before them; and that He will surely establish for them their religion which He has chosen for them; and that He will surely give them in exchange security and peace after their fear: They will worship Me, and they will not associate anything with Me. Then whoso is ungrateful after that, they will be the rebellious.”

This verse, as it is evident from the subject matter, declares the promise of Allah the Almighty to Muslims that Khilafat [i.e. Calipahte] will continue to remain in Islam. However, according to a saying of the Holy Prophet (PBUH), due to the conduct of the Muslims and the state of their faith, this blessing was to be temporarily seized from them. Nevertheless, the Holy Prophet (PBUH) also added that, in accordance with the promise of Allah the Almighty, this system was to be re-established. Khilafat on the precepts of prophethood was to be re-established and reinstated in the world for those who are firm in their faith, do good deeds and follow this final and complete religion.

Whilst mentioning the lack of knowledge of the Muslims, or rather the lack of understanding and ignorance of the Muslim scholars, Founder of the Ahmadiyya Muslim Community Hazrat Mirza Ghulam Ahmad – the Promised Messiah and Imam-al-Mahdi (peace be on him) stated: Some people deny the general connotation of the verse: [Arabic] (i.e. the broader meaning of this verse) by saying that Minkum] from among you] can only refer to the companions [of the Holy Prophet (PBUH)] and the rightly guided caliphate terminated with them.” Ahmadiyya Founder further states: I ask the question, can any virtuous individual entertain the belief that the dispensation and caliphate of Prophet Moses (peace be on him) lasted for fourteen hundred years, yet that individual who was the best of all the Messengers and the best among all the Prophets – the blessings of whose dispensation was to last until the Day of Judgement – his blessings were to last only until his era, as if to say that God Almighty did not wish for the blessings of his model to be exhibited through his spiritual Caliphs”

 Thus, there are people who are of this opinion as well about whom the Holy Prophet (PBUH) mentioned with detail. However, there are some individuals who wish to establish the Caliphate using the support of worldly powers. These people have failed to understand the clear message of God Almighty that this promise is stipulated with faith and virtuous deeds. Becoming a true servant of God Almighty is a condition attached to this promise. Three years ago, a journalist in Ireland asked me ‘what is the truth behind the system of Caliphate that has appeared in the Islamic world? What dangers are posed to your Caliphate by this?’ I explained to him that they are a group of extremists and their end will be the same as rest of the extremist organisations. Recently here in the United Kingdom an incident took place in Manchester where twenty-two or twenty-three people were needlessly killed including innocent children. This was an outrageous act of cruelty and can never be associated with the teachings of Islam at any cost. We are perturbed by these atrocious acts of terror. May Allah have mercy on the deceased and grant steadfastness to their relatives. May Allah stop the hands of these tyrants who are carrying out vicious acts in the name of Islam and Khilafat [Caliphate].

 In this day and age Ahmadis are the ones who have understood the teachings of the Quran and can comprehend the directives issued by the Holy Prophet (PBUH) as Ahmadis because we have recognised the teachings of peace and harmony in Islam through accepting the Khatam-al-Khulafah [the Seal of the Caliphs, i.e. the Promised Messiah (peace be on him)].

 In Surah Jumuah of the Holy Quran, God Almighty states: ‘And among others from among them who have not yet joined them’. When this verse was revealed, a companion enquired: ‘O Messenger of Allah (PBUH)! Who are those people who have not yet joined them, but still hold the status of being called companions? The Holy Prophet (PBUH) did not answer until the companion asked for a third time, after which the Holy Prophet (PBUH) placed his hand on the shoulder of Hazrat Salman, the Persian, and said: When the faith reaches the Pleiades, some individuals from among these people would attain it.” Regarding the status of those ‘Others’ [who have not yet joined them] the Holy Prophet (PBUH) once said: My people are a blessed nation, it will be difficult to decipher if the first century will be the most blessed or the last century.” Thus, the Holy Prophet (PBUH) himself gave the glad tidings of the blessings of the latter days.

 The Promised Messiah (peace be on him) came to rejuvenate Islam, while at the same time these companions, who attached themselves with the Promised Messiah (peace be on him), gained that radiance which is the light of faith. They witnessed an array of signs. To this day there are many who are emerging from the darkness to see the light, and having seen the signs they enter into the fold of the Ahmadiyya Community.

 The followers of the Promised Messiah (peace be on him) continue to difficulties, hardships and adversity. However, they bear all the suffering and misfortune with extraordinary patience and steadfastness. The example of Algeria in this regard is right before us. The Jamaat there is not all that old, however after they accepted the Promised Messiah and thus joined the ‘latter day ones’ and have followed Khilafat, and so their faith is elevated to the highest levels. We can gauge the faith and firm belief of these [Ahmadis] who have been jailed through the following, where the writer says: ‘I also met you in my dreams. Your prayers strengthened our faith and belief and gave us comfort in jail. Certainly our release is a result of the prayers made by you and the Jama’at.’ His wife is the only Ahmadi in her entire family as all her other relatives are non-Ahmadi and have abandoned her. However pious Ahmadi women filled this gap with their love and family was formed through them.’ Apart from a handful, these Ahmadis from Algeria have never even met the Khalifa. However, because they have complete faith Allah the Almighty brings about the means for their tranquillity in the same way that at the time of the Promised Messiah (peace be on him), the means for tranquillity was created for those near to him.

 Thus, in the pamphlet The Will (Al Wasiyyat), the Promised Messiah (peace be on him) writes regarding his departing this world, and the continued progress of the Jamaat through Khilafat by saying: ‘So dear friends! … But when I depart, God will send that second Manifestation for you which shall always stay with you just as promised by God in Brahin-e-Ahmadiyya. … Thus, it is inevitable that you see the day of my departure, so that after that day the day comes which is the day of ever-lasting promise. Our God is He Who keeps His promise and is Faithful and is the Truthful God. He shall show you all that He has promised.’ The institution of Khilafat which has been established through the advent of the Promised Messiah, peace be on him, is now the only true institution through which success and also the peace and harmony of the world can be achieved.

 It is a great favour of Allah the Almighty that although the Ahmadiyya Jama’at experienced a great shock at the time of the demise of the Promised Messiah (peace be on him) however Allah the Almighty immediately took care of the Ahmadiyya Jama’at through Hazrat Khalifatul Masih I. And so even if anyone had any intention to create mischief, it was quickly quelled. Thereafter, the Ahmadiyya Jama’at experienced another shock when the First Ahmadiyya Khalifa passed away and certain prominent and leading members of the Ahmadiyya Jama’at abstained from taking the Bai’at [oath of allegiance] and rejected the Khalifa and the Jama’at endured very a difficult period during this time. Then, the Jama’at faced very hostile periods during the era of the third Khalifa and despite the government’s very horrific plans, Allah the Almighty bestowed His grace and they could not hinder the progress of the Jama’at. The Leader of Pakistan at the time boasted that he will ensure that Ahmadis are forced to resort to a begging bowl, however Allah the Almighty brought about the means to ease.

 During the time of the fourth Khalifa, the Pakistan government intensified its persecution and again Allah the Almighty granted the means to provide comfort. Moreover, the Jama’at continued to scale new heights and newer means emerged for Tabligh [propagation of the message of Islam] and then through the satellite system we were able to do Tabligh. Then, during the era of the fifth Khalifa, the modes of Tabligh further expanded and not just thousands or hundreds of thousands but the message of the Ahmadiyya Jama’at has begun to reach millions. All of this shows that despite the temporary hurdles, the victory of Islam is destined to happen through the Promised Messiah, peace be on him and the institution of Khilafat which was established after him. May the standards of every Ahmadi’s worship continue to increase so that we continue to partake of this success.

Teach yoga and meditation to ‘unplug children’, says British Education Minister

Buddhist monks engage in the art of meditation at Mendut Temple, Indonesia

Children should be taught Buddhist meditation techniques and yoga in schools to help them “unplug from their online world”, a minister has said.

Edward Timpson, an education minister, said that schools across the country should start teaching “mindfulness” as a “normal part of the school day”.

The meditative practice, which has its roots in Buddhism, encourages people to focus on the present, rather than on the anxieties of the past or future.

Speaking during a debate in Parliament, Mr Timpson warned that children cannot unplug from their online world, and that is changing the shape of many of their relationships and the pressures that they come under at a much more tender age”.

He said that mindfulness is a modern innovation born from the deepest traditions of meditation” and that schools and colleges using the technique will to enable all children to enjoy good mental health and emotional wellbeing”.

Mr Timpson said: We want schools to have a whole-school approach that makes talking about feelings, emotions and wellbeing as normal for pupils as talking about their physical bodies. That might include lessons taught as part of the PSHE curriculum, whole-school ​programmes such as mindfulness that become a normal part of the school day, role play in drama lessons, or offering meditation or yoga sessions.”

Inspired by ancient Buddhist meditation, mindfulness courses were developed in the late 1970s by US doctors to combat stress.

Mindfulness is said to help people recognise and overcome negative thoughts while noticing small pleasures around them.

Although some regard it with scepticism, studies appear to show a clinical benefit for treating a range of mental health problems

Thousands of mindfulness sessions are prescribed to NHS patients every year to help treat anxiety and depression.

Sir Anthony Seldon advocated the technique when he was Master of Wellington College.

He said previously: ‘Mindfulness or meditation has been shown to be an invaluable tool to help bolster young people’s resilience to psychological stress. It also boosts concentration, depth of thought, happiness and achievement.

It is the most simple and natural technique to learn … It is all about being yourself, making the most of yourself, and making the most of the opportunities that life presents to you. It promotes trusting relationships, healthy living and psychological and emotional security.”

ගංවතුරටත් වඩා භයානක විපතක්

මෙරට සමාජය, සිංහල සමාජය, කඩා වැටෙමින් තිබෙනවා. ගංවතුරෙන් පෙනී යන්නේ එයයි. මේ ගැන විශේෂ දෙයක් කියලත් බැහැ, නොකියත් බැහැ.  ගංවතුර විපතෙන් පීඩාවට පත් අය වෙනුවෙන් මගෙන් එතරම් දෙයක් සිදු වුණේ නැහැ. මා කිසිවක් නොකළ තරම්. කාට හරි කියන්න පුළුවන් මා වැදි බණ කියනවා කියලා. ඒත් මට දැනෙන කරුණක් දෙකක් නොකියාම බැහැ. අපේ සමාජය ව්‍යවස්ථා සම්පාදනයෙන් නොවුණත් අනෙක් කරුණුවලින් ඉතා විමධ්‍යගත සමාජයක්. විමධ්‍යගත කියන වචනය එතරම් සුදුසු නැහැ. අප දැන් බොහෝ දේ ප්‍රකාශ කරන්නේ බටහිර සංකල්පවලින්. අප ක්‍රියා කරන්නේ ප්‍රාදේශීය ව හා සාමූහික ව. පඬියන්ට අනුව එය ගෝත්‍රිකවාදය වෙන්න පුළුවන්.

සුනාමිය අවස්ථාවේ සිට අද වන තුරු සමාජය කඩා වැටී ඇති ආකාරය ගංවතුරෙන් පෙන්නුම් කරනවා. එදා ඉතා ඉක්මණින් මිනිසුන් පීඩාවට පත් අයට උදවු උපකාර කළා. ඒ ඒ ස්ථානවල ඒ දේ සිදු වුණා. ආණ්ඩුවෙන් බොහෝ දේ කෙරෙන්නේ නැහැ. ආණ්ඩුව ක්‍රියා කරන්නේ මධ්‍යගත ව. එය අපේ ක්‍රමයක් නො වෙයි. බටහිර වුණත් මෙවැනි හදිසි අවස්ථාවක දී මධ්‍යගත ව ක්‍රියා කරන්න බැහැ. ඔවුන්ට ඇති වූ ආපදා අවස්ථාවන්හි එය පැහැදිලි වුණා. මේ ගැන දීර්ඝ ව පසුව කතා කරන්න ඕන. දැනට කියන්න ඕන කරුණ තමයි අද අප එදා තරම් ප්‍රාදේශීය ව හා සාමූහික ව ක්‍රියා නොකරණ බව. නිලධාරීන් මධ්‍යගත ව ක්‍රියා කරන නිසා හදිසි අවස්ථාවක දී ඔවුන්ගෙන් වැදගත් දෙයක් සිදුවන්නේ නැහැ. අද අර මූල්‍ය අපරාධ කොට්ඨාසයත් සමග ඔවුන් තවත් හිරවෙලා.

මේ අවස්ථාවේ දේශපාලනය ගැන කතා කිරීම මනුෂ්‍යත්වය අමතක කිරීමක් ලෙස කිසිවකු කියන්න පුළුවන්. ඇතැමුන් කියන්නේ මට මිනිසත් බවක් නැහැ කියා. මිනිසත් බව ඇත්තේ දේශපාලනඥයන්ට හා ප්‍රසිද්ධත්වය අවශ්‍ය වෙනත් පුද්ගලයන්ට වෙන්න පුළුවන්. එහෙම වුනත් මේ සඳහන් කරන්නේ ඉතා කාලීන හා වැදගත් කරුණක්. එය නොකියාම බැහැ.

රවි කරුණානායක මුදල් ඇමති ධුරයේ තබා ගැනීමට රනිල් බොහෝ මහන්සි වී තියෙනවා. එහෙත් මෛත්‍රිපාල ඉතා තදින් රවි ඉවත් කළ යුතු යැයි කියා තියෙන බවට ආරංචි පැතිර යනවා. රවි වෙනුවෙන් පෙනී හිටියේ රනිල් හා එ ජා ප පමණ ද? සමහර විට රවිට අවසානයේ දී මුදල් අමාත්‍යාංශයේ කොටස් කිහිපයක් දෙන්න පොරොන්දු වුනා ද දන්නේ නැහැ. එය ගැසට් නිවේදනයෙන් බලා ගන්න පුළුවන්. එහෙම කෑලි ගලවල අමාත්‍යාංශ දෙන්නෙ නැත්නම් හොඳයි.

ඩී බී එස් ජෙයරාජ් කියන්නෙ කැනඩාවෙ ජීවත් වන දෙමළ ක්‍රිස්තියානි භක්තිකයෙක්. ඔහු මෙරට පුවත්පත්වලත් සේවය කර තිබෙනවා. ඔහුට මට මෙන් නොව තොරතුරු ලැබෙනවා. ඔහු ලැබෙන තොරතුරුවලින් සමහරක් ඔහුගේ වෙබ් අඩවියේ පළ කරනවා වෙන්න පුළුවන්. ඒ ගැන මා හරියට ම දන්නේ නැහැ. ඔහු කොපමණ තොරතුරු හෙළි කරනවා ද යන්න මා දන්නේ නැහැ. ඔහුගේ ලිපි ඇතැම් විට මෙරට පුවත්පත්වලත් පළ වෙනවා. මට ඔහු මුණ ගැසී ඇති. එහෙත් ඔහු මගේ මිතුරකු නො වෙයි. ඔහු ලියන දෙයින් මට විශ්වාස කළ හැකි දේ පමණක් මා නැවත කියනවා. පඬි පෝතකයකු කියන්න පුළුවන් මා සඳහන් කරන්නේ ජෙයරාජ් කියන දේ පමණක් කියා.

පසුගිය විසිවැනි දා ජෙයරාජ්ගේ ලිපියක් ඩේලි මිරර් පුවත්පතෙහි පළ වුණා. එහි මහින්ද හා ගෝඨාභය මෝදි හමුවීම හා එයට ජී එල් පීරිස් හා බැසිල් මැදිහත් වූ ආකාරය ගැන ඔහු ලියා තිබුණා. ඔහු ජී එල් හා බැසිල් නමින් හඳුන්වා නොතිබුණාට ඔහු දී තිබූ හෝඩුවාවල් අනුව ඔවුන් හඳුනා ගැනීම අපහසු වූයේ නැහැ. මා මේ තොරතුරු මැයි විසිවැනි දා මගේ ලිපියෙහි සඳහන් කළා. මා තොරතුරු ලබාගත්තේ ඩේලි මිරර් පත්‍රයෙන් බව මගේ ලිපියේ සඳහන් වුණා.

විසිවැනි දා පිට වු ඩේලි මිරර් පුවත්පතට ජෙයරාජ් අඩුම තරමෙන් දහනවවැනි දා තම ලිපිය යොමු කරන්න ඕන. ඔහුට අදාළ තොරතුරු මගේ ලිපියෙන් ලබා ගන්න කිසිම විධියක් නැහැ. මා මගේ ලිපිය ලිව්වෙ එදින ඩේලි මිරර් ලිපිය කියවීමෙන්  පසුව දොවාල් දෙවියො යන මැයෙන්.  එහෙත් ඒකාබද්ධ විපක්‍ෂයෙ ඇතැමුන් කියන්න පටන් අරන් ඩේලි මිරර් පත්‍රයෙහි අදාළ ලිපිය පළවුණේ මගේ ලිපියෙන් තොරතුරු ගෙන කියා. මගේ ලිපිය දහනවවැනි දා වත් පළ වුණා නම් එහෙම කියන්න පුළුවන් කමක් තිබුණා. එහෙත් මගේ ලිපිය පළ වූයේ මැයි විසිවැනි දා. 

මට ඉන්දීය මහා කොමසාරිස් කාර්යාලයෙන් හරි මෙරට දේශපාලනඥයන්ගෙන් හරි තොරතුරු ලැබෙන්නේ නැහැ. මට ඔවුන් සමග ඇසුරක් නැහැ. මා තොරතුරු ලබා ගන්නේ වෙනත් අයගේ ලිපිවලින්. එහෙත් විශ්ලේෂණය හා නිගමන මගේ. මට යම් කිසි ඉවකුත් තියෙනවා. මහින්ද හා ගෝඨාභය ජී එල් ද සමගින් මෝදි හමුවීම කිසිසේත් ම සිංහලයන්ට සුබ කටයුත්තක් නො වෙයි. මට ඒ හමුව හා එහි පසුබිම ගැන කියන්න අවශ්‍ය වුණා. ඒ සිංහලයන්ට අනතුරු ඇඟවීමට. සිංහලයන්ට නායකයකු සොයා ගැනීමේ ප්‍රශ්නයට මුහුණ දෙන්න වෙලා.

ජෙයරාජ් තවත් ලිපියකින් වැදගත් කරුණක් හෙළිදරවු කරනවා. රවි මුදල් ඇමති කමෙන් ඉවත් කරන්නට යෑම ගැන මහින්ද දුරකතන පණිවුඩයක් මගින් රවිට තම කණස්සල්ල පළ කර ඇති බව ජෙයරාජ් කියනවා. එමෙන් ම ඔහු කියනවා යෝෂිත රාජපක්‍ෂ රවි හමුවීමට ඒ දිනවල ගිය බවත්. යෝෂිතගෙ ආරංචිය කෙසේ වෙතත් දුරකතන ඇමතුම ගැන මට වෙනත් ප්‍රභවයකින් ද ඊයේ දැනගන්න ලැබුණා. ඔහු සඳහන් කෙළේ එය මහින්ද විසින් රවි දිනාගනු ලැබීමක් ලෙස. රවි දිනාගනු ලැබුවේ රනිල් ගෙන් ද? රනිල් හා රවි එක ම සංස්කෘතියක ගජ මිතුරන්. ඔවුන් වෙන් කරන එක පහසු නැහැ.

අපට කිව හැක්කේ මෛත්‍රිපාලගේ රවි මුදල් ඇමති කමෙන් කිරීමේ අරමුණට මහින්ද විරෝධය පා ඇති බවයිි. ඒකාබද්ධ විපක්‍ෂයට රවි ගැන විවිධ චෝදනා තිබුණා. එසේ තිබිය දී දුරකතන පණිවුඩය දීමේ අවශ්‍යතාව කුමක් ද? අප හැමදාමත් කියා සිටියේ මෛත්‍රිපාල කෙතරම් ද්‍රෝහි කමක් කර තිබුණත් මහින්ද ඔහු සමග එක් වී රනිල් ඉවත් කළ යුතු බවයි. එහෙත් එසේ වන්නේ නැහැ. පෞද්ගලික වෛරය දිගින් දිගට ම පවතිනවා. රනිල් දිගින් දිගට ම අගමැති ධුරයේ රැඳී සිටිනවා. ඔහු හදිසියේ ම මෙන් පෞද්ගලික චාරිකාවක් සඳහා එක්සත් රාජ්‍ය බලා පිටත් වෙලා. ප්‍රතිකාර ගැනීමට කියා කියනවා. ඒ කුමක් වුවත් රටේත් ජාතියේත් ආගමේත් යහපතට ඔහු අගමැති ධුරයෙන් ඉවත් කළ යුතුයි. එසේ නොකළොත් ඔහු තමන්ට අවශ්‍ය වන විධියට ව්‍යවස්ථාවකුත් සම්මත කර ගනීවි. එය ගංවතුර විපතටත් වඩා භයානක බව අමුතුවෙන් කියන්න ඕන නැහැ.

LANKAN POLITICS AND SCIENCE LIKE OIL AND WATER!

Professor of Chemical and Process Engineering at the Moratuwa University Ajith De Alwis said that Sri Lankan politics and science is like oil and water. They never mix. “It is also sad that we look at all things from a political perspective and it is high time that we bring engineering and science together towards helping the economic development of the country which is sadly lacking at present.

This is not my political ideology, but this is a statement of fact, Prof. de Alwis told Ceylon Today.

Here, he is in conversation with the Ceylon Today.

? So, a few weeks have lapsed since the Meethotamulla tragedy. What is the latest update?

A: The Urban Development Authority (UDA) has developed the old Bloemendhal Street garbage dump site into a modern city type of place and which will be a garden city without moving the garbage and to be developed into a commercial space. This is not something new and it is something that happens all over the world now. That is the same type of development which we are advocating for Meethotamulla as well which is the most sensible solution available right now.

There are people who say that there is scope for landfill mining with an abundance of scope with lots of resources buried underneath. Meetotamulla has never been a proper scientific landfill but it has been a dump in every sense of the word. So, collecting gas from a landfill is a little difficult as the design has not been done right up to now. There is still some scope for collection and some power generation. The uses of these gases could be made for some benefit and that is not a problem at all.

? There have been some choice examples of various divisional secretariats down south that have used garbage for making fertilizer. These projects have been initiated by former World Bank Head of Environment for South Asia, Dr. Sumith Pilapitiya whose doctorate itself has been on waste management. They are working successfully. Why can that be extended countrywide?

A: That is a method that you collect the garbage and channel it to a compost pit and with the suitable separations. What you have in Meethotamulla is the waste without any separations. In Sri Lanka, the tragedy is that there is no company which has gone in depth into waste management. In Sri Lanka, they have helped the hazardous management places in the country.

There are choice examples of multinational corporates who are engaged in waste management. There are some top companies which are doing not only waste management but designing of equipment as well in the processes which leads to waste management. There is also reverse logistics and all that which cover the gamut of the subject. In Sri Lanka there is an operation which is the transport of waste and a bit of recycling. But, there have been no investments in proper processing. There is a lot of scope for that type of operation for the local private sector

? So, why has it not got off the ground all this time?

A: It is sad that no corporate institution in Sri Lanka has looked at this positively. If someone says that there is scope for building hotels, then everybody goes to invest in hotels. It is high time that all who think of big business, should not only think of their betterment, but also at the same time, think of the betterment of the country as well. All the people who are crying for the management of the ever increasing garbage want the government also to give unlimited support as well. That is not the way that a business establishment is to be developed. It is up to the business community to understand the risk and the returns and proceed with the projects so that it benefits the country.

? So, dont you think that some of the blue chip corporates in Sri Lanka such as John Keells Holdings PLC , Aitken Spence and Co. PLC Carsons Cumberbatch PLC and Hayleys PLC and others should get involved ?

A: Yes, there is scope for that in Sri Lanka. The Chinese developed their systems by processing American waste. They brought the waste to China and processed it. That was for paper and others as well. They were very strategic by getting the German machinery and that proved to be an unprecedented success. All the corporates or at least the blue chip corporates should come in where they have opportunities to invest and reap their returns. They will also be doing a social service, not withstanding and in addition to making their profits as well. It will be a win – win situation for all.

? How do you see this being an economically profitable venture?

A: There is no expiry date to this. The stuff is already expired. There is no shelf life over garbage.

? So, how long will that take to be implemented in Sri Lanka?

A: The tragedy is that Sri Lanka has a linear economy. We are good at buying and using things and disposing of them. We have no solution and we just pile up the waste. We are talking of sustainable development and we need to transform ourselves to a circular economy. That is going from cradle to cradle where good quality compost is used as fertilizer and the same process is repeated.
The tragedy is that we Sri Lankans do not place efficiency in our economic practices. There should be a national policy and strategies as well.

Whatever, we put as fertilizer is wasted. The energy is also wasted, but, now the Ceylon Electricity Board (CEB) has improved its practices in generation and transmission.

? Then, what in your opinion, should be done?

A: We should stop complaining and adjust our thinking. We are not doing our bit.

? When you say we are not doing our bit, do you mean the government or some other stakeholder(s)?

A: The people. We need the people to be more efficient. The yardstick is whether we are good and efficient at using our resources. We are simply inefficient in using our resources. That is a fact.

? So, how do you expect the people to be efficient?

A: It is the way we do things. We should stop complaining saying that nothing is happening. We should not be blind to the bureaucratic circulars which I describe as ‘weapons of mass destruction’.

? So, do you believe that garbage is more a resource than a hazard?

A: Of course, it is a resource and not a hazard. You can get fertilizer and electricity out of it. The Ministry of Science and Technology will bring in the people who have ideas but whose perceptions have not been factored into policy. They are going to hold a meeting with the stakeholders who have a 360 degree perspective. They will come with a set of proposals and some recommendations that everybody will agree upon.

? Well, all this time as the power sector is concerned and with no power generation project in sight till at least 2022, it has been NATO, not the acronym for the North Atlantic Treaty Organization (NATO) but for No Action Talk Only! How do you see this?

A: There has been a lot of talk but there has been some action as well. We have not been coherent in our policies. Without collecting the garbage despite our commitments to climate change, the theme of the debate is what is our collection of waste?

What we should be worried is the recycling rate. That is the yard stick. What is the infrastructure we have for recycling and how we do support that? That is what has to be answered. We think that collection is the end of the process when it is the start of the process. Recycling is the way forward and that is what we should be talking about.

? How long do you think that the process would take?

A: If you start it today, you can finish it tomorrow.

? What do you mean? It is it in the literal sense?

A: It can be literally. All you have to do is to collect your domestic garbage and use a garbage recycling bin at home, and then you can start the processes almost immediately. There are 400,000 households in the Colombo City and if the first 25 per cent start doing that, we could reduce a lot of things. It is all about understanding that all of us generate waste and all of us need to handle the problem, and not wait for the government to do that.

? So, if everybody at home does this at a domestic level, will that make a big difference?

A: It has to be everybody at home, offices and everywhere. We have to think, what is happening to our waste at home, offices and also while travelling. If all the Sri Lankans could do that with their heads and hearts, a lot of things can change.

? So, if all the households manage their garbage that way, at least say 70-80 per cent of the total population, will there be enough garbage left for a commercial operation?

A: That may not happen that way. We are not that efficient at all. Also it is not possible as well. On the other hand, while there are the lower cost options, why do we need to go for mega projects? We should understand the problem. Mega is the recycling operation.

That will be possible for the industrial waste as they are not going to tell their businesses to run a separate facility to meet their waste management process. They do it as a network. We are talking about the Municipal solid waste at domestic level. The other is the industrial waste which has to be managed separately.

? How do you address and handle the domestic waste and industrial waste?

A: The law is very clear on this. One cannot dump the industrial waste into the Divisional Secretariat waste bin. There is a separate process for that. Industrial waste management is under the aegis of the Central Environment Authority (CEA). It should be based on sound technical and economic decisions.

? Now there seems to be some ambiguity about the Megapolis Ministry having some projects and also which is seen to be clashing with the Western Province Provincial Council with investors arriving for garbage management projects. How do you see this?

A: Irrespective of who is trying to do what, it should not be officials or politicians meeting investors at a five star hotel over cocktails and dinner and thrusting down our throats that there are investors for waste management. There should be a pathway where proposals are called and there is transparency in that process. All projects should be analyzed scientifically.

? How is that no one in the business community has thought in these lines?

A: I don’t know as I am a university teacher and researcher. But, what we know is that most companies are investing heavily into hotels. Even manufacturing companies are going to invest in hotels.

? May be this is a relatively new area that is not known yet. But, if the sole motive of these corporates is to make money and are aware of the returns and the social role that they are playing in, they will change their thinking?

A: The best example is China. You visit the Alibaba website and see how many trades are done on waste products. That includes Sri Lanka as well. When we wanted to start the process in Sri Lanka, the process failed three times.

The way that it usually happens is that that there are the garbage sellers, who list their products and the specifications on a portal and there are the buyers who access the information from that. Sri Lanka has been backward in this regard.

? Then, what is the way forward?

A: The way forward is to be scientific in our approach without being gullible. There are so many investors who have applied for the disposal of waste through the alibaba.com. website.

UNDER THE SAME SUN, THOSE DEAD KIDS FROM MANCHESTER TO KEBBITHIGOLLEWA

This week’s terrorist attacks in Manchester would remind most Sri Lankan’s of attacks in buses and trains and on office blocks in Sri Lanka.
All the circumstances are familiar, such as explosives packed with ball bearings, children dead, people shocked, and numb with disgust and fear.
Except for this one difference.
Nobody outside of Sri Lanka cared one toy pink balloon when Sri Lankan children were murdered.

To this day, even, at the United Nations Human Rights Council, the former Sri Lankan president and his army is being taken to task for ensuring that just these kinds of attacks were stopped. But nobody talks about the children of Kebbithigollewa who were killed by terrorist attacks very similar to, or worse than than the attacks in Manchester a few days back. (They were Claymore mined for god’s sake.)

There are no flowers or teddies for these children, and no sorrowful odes certainly not from BBC CNN or Channel 4 or of course any of the leaders of the ‘free world.’
No children should be killed, not in Manchester, not in Kebbithigollewa, not in any part of the world.

But yet the world reacts differently. Nobody cares about this anomaly anyhow, not the liberal tear jerking fluffy heads of the press here, who cry in their sleep and beat their breasts in their waking hours for ‘Justice’ and good journalism. What a pack of forgettable silly-heads.
When the children of Manchester are killed they say no stone must be left unturned to apprehend these terrorists. Human rights are held in suspension.
The British Premier insists human rights laws should be held in abeyance in order to combat terror.

Britain will cry buckets for children in Manchester, as Britain should, but not one tear would be shed for the scores who were killed in Sri Lanka, in Kebbilithigollewa and elsewhere, and the soldiers who were also killed and maimed in their efforts to rid the scourge that killed these children.
Instead Britain cries for the blood of these Sri Lankan soldiers, or at least the British government does. They want our soldiers to hang for their services.
And yet the British cry for the children of Manchester.
Cry for the children of Kebbithigoloewa, Britain.
Cry for the soldiers who stopped children from dying.
I know many arguments would be made against my point, each getting closer to vilification rather than explanation, as the intensity of the denial about the double standard increases.
None of that would cut.
Because everybody knows. Everybody including every cringeworthy hypocrite knows.
We stopped terrorists who killed small children, and cannot be called out for it, when Britain is using every rule out of the book to unsuccessfully stop terrorists from killing their own little kids.
You may still get away with your charade, but that won’t stop the hypocrisy from reeking upto the Pearly Gates and right unto god’s own quarter, until Kingdom Come, and you know that.

“CASE FOR A CONSUMER OMBUDSMAN FOR SRI LANKA”

Ombudsman – the Concept in practise worldwide

Ombudsman is an office that resolves disputes of the citizen in a cordial and friendly atmosphere, with fewer technicalities by an experienced Personality or a body of persons of repute experienced and knowledgeable in the subject with wide experience. This concept is tested as successful historically and currently prevalent in most parts of the globe in governance, trade, commerce and development as a mode of resolution of disputes in cordial friendly and less complicated atmosphere. Parliamentary Ombudsman in Sri Lanka is a concept inherited from the UK and adopted successfully with the first appointment of Late Mr Sam Wijesinghe – the former Secretary General of the Parliament – a celebrated and reputed government servant by then President H. E. J R Jayawardena based on an act of Parliament. The process was extended to Insurance, Finance and many state and non-state institutions in Sri Lanka following other models as a mode of resolution of disputes with fewer complications. In the United Kingdom Ombudsman exist to deal with complains from ordinary citizens about public and private bodies in Local Government and in many other areas. Legal Aid/assistance and Arbitrations are also other modes of conflict resolutions with consent of all parties concerned with binding effects legally of consent avoiding rigorous complicated and expensive court procedure. In UK, EU and the western concepts of Ombudsman is deep rooted and successfully stalled in the development on trade and governance fast tracking the internal administration and international dispute resolution. In Sri Lanka too Ombudsman procedure is successful in state and private sector with room for expansion with past practice giving space for confidence building. Finance and Insurance are broad and wide areas fast developing in Sri Lanka with developments in trade insurance and finance banking and many other areas. Finance and Insurance Ombudsman in Sri Lanka are non-state offices acting on independent and voluntary basis with minimum expenditure on the basis of mutual consent and agreement/s among parties concerned. Learning from international practice Mega businesses in Sri Lanka are successfully adopting the concept of Ombudsman in their respective organizations in resolution of disputes and satisfying the consumer considered to be powerful and most important. In the UK the scheme covers financial services energy estate agent sector health higher education housing local government police parliament technology water and many sectors. Arbitration and mediation are alternate methods used as a cheap quick and independent systems adopt successfully in other parts of the world and small claim scheme originated from North America which is successful in UK with the legal aid scheme Law Centres, Citizens Advice Centres, Legal Aid Schemes which are successful and effective methods when trans state disputes engage in European dimensions in the complicated process entangled in number of directions from the EU on consumer trade and resolution of disputes connected to trade mong states.

Ombudsman service is prevalent in Asia, and west including United Kingdom in the areas of governance and trade as an intermediate party in the resolution of disputes avoiding costly litigations. Regulators in United Kingdom and in Sri Lanka mostly perform dual purposes in regulation and resolution. Rail Tract in UK, PUCSL, TRC, Financial and Insurance Ombudsman in Sri Lanka are some examples of successful and effective Ombudsmen/mediation /dispute resolution schemes and institutions. In the UK Ombudsman exist to deal with complaints from ordinary citizen complaining about public bodies and services in the private sector. Lord Woolf declares in his report on the subject that the retail sector should be encouraged to develop private Ombudsman Schemes. The origin of the Ombudsman scheme was founded in Nordic countries encouraging genuine independent schemes now prevalent globally which needs to be encouraged in Sri Lanka.

Consumer- Consumerism and rights/duties of the Consumer and Trader

Apart from the legal definition of the term consumer, every citizen is a consumer generally considered to be as powerful as a king as a king maker when properly organized. Which magazine and consumer organizations in United Kingdom indicates the power of the powerful consumer movement with their power and organized skills in pressurizing and making the errant and unjust trader to kneel down on complaints of exploitation. Though the consumer is powerful in the west due to their organisational power and skills with the help of the media and non-governmental organisations, the situation in Sri Lanka is less than unsatisfactory as a group neglected and not considered important segment of the society. Consumerism in the present context is consumer activism though the historical and traditional definition is different based on historic definitions and concepts. Consumer has rights as well as duties attached to them towards the rest of the world. Concept of the alert consumer and just trader” is an innovative theory put forward by CAA during my chairmanship with the consumer pages published which are still in the public domain that consumer, trader, regulator, and the state should work together for a better day for all work with an understanding on the rights duties and priorities towards the rest of the world.

Consumer Affairs Authority came into force to protect consumer, trader, and manufacture by act no 9 of 2003, is the main regulator on consumer issues followed by many other regulators such as PUCSL,TRC, Bureau of Standards State sponsored Ombudsmen schemes and private schemes such as finance and Insurance Ombudsman some of which are set up on trademarks ordnance, poison opium and dangerous drugs ordinance, control of prizes ordinance, weights and measures ordinance, food and drugs act control of prices ordinance, food control act, licencing of trades act, bureaux of Sri Lankan standards act, National price commission law, consumer protection act, code of intellectual property act petroleum products act code food act centimes devices and drugs act Sri Lanka Standards institution act fair trading commission ac ,measurements unit standards and services act, and unfair contract terms act. Consumer depends on the CAA empowered to perform duties to the consumer to enjoy rights and the trader to carry on the just trade with freedom to conduct trade business and industries as guaranteed in article 14 of the constitution and UN guidelines. CAA was set up replacing all previous legislation on the subject for better protection of consumers through regulation, against unfair trade practices other forms of protect[ng traders and manufactures against unfair trade practices, promote competitive pricing, ensure healthy competition, protect consumers against marketing goods and services which are hazardous to the life and property of consumers, protect consumers against unfair trade practices and give consumers interest due consideration, seek redress against unfair trade practices and exploitation of consumers by traders. CAA has enormous powers exercisable by regulation and directions, which are not being enforced due to

inefficiency of the institution/s, leaving the consumer helpless .CAA has become a teeth less failed institution and it is time to adopt the concept of Ombudsman procedure to Sri Lanka with other forms of alternates resolutions until the CAA is reactivated by changing the Act to suit the modern challenges to adopt concrete and meaningful changes for an effective Consumer Authority to meet the needs of the consumer in need of assistance in the current changes in door steps of the digital age.

A Consumer Ombudsman Scheme for Sri Lanka

Despite the main regulator CAA and other regulators, institutions, officials such as Public Health Officers, Local Government Officials, water we drink is contaminated polluted and expensive with wastage of 46% of water produced, food we consume is poisonous adulterated and expensive, prices of consumer items are completely out of control, consumer education is at the lowest ebb, fruits and vegetable are full of pesticides and with strong preservatives, consumer items in food and consumer outlets are not price and quality controlled when CAA is helplessly conduct day to day matters with the restricted and limited capacity. Consumer has no access to the regulator to seek redress. No warring or system of education to citizen on consumer matters/issues and directions. Access to legal procedure is complicated and expensive. There is an urgent need to change the CAA act to meet the current challenges in the approach of a digital era when the OPA has initiated a project to suggest changes to be forwarded to the people and the state which process to take effect will take long years and change of legislature will take a longer time when no changes have taken place for 14 years since the act came into force in 2003. Setting up of the office of Consumer Ombudsman and alternate resolution procedures/methods such as, Arbitrations, Establishment of UK modelled Citizen Advice bureaux , using mediation boards for consumer dispute resolutions, engage Chambers of Commerce and trade and consumer organizations to In resolution of consumer dispute the resolution schemes, setting up and encourage small claim court procedures with the assistance and guidance of the legal aid scheme, setting up of consumer courts, are some measures and methods suggested to be adopted led by the office of Consumer Ombudsman to meet the challenges giving temporary relief to the consumer and trader until permanent changes and solutions are made after the transformation of the current failed system.

චක‍්‍රලේඛ නොසලකා වැඩ කරන්නැයි හිටපු ජනාධිපති මහින්ද මහතා ගිය මග ජනාධිපති සිරිසේන මහතාත් ගමන් කළද ව්‍යසනයක් අභිමුව ආණ්ඩුවක් සකි‍්‍රය වියයුතු, වේගවත් විය යුතු ප‍්‍රමාණය මදකමට මෙවරත් වන්දිගෙවීමට සිදුවූයේ විපතට පත් ජනතාවටයි. සමහරවිටක දිවි බේරාගත හැකිව තිබූ ජනයාගේ දිවි අහිමිවූයේ ඒ නිසාය. අවශ්‍ය පිරිස්, අවශ්‍ය උපකරණ, ආදිය සැපයීමේදී සිදුවූ ප‍්‍රමාද බොහෝය.

විපත්තිදායක අවස්ථාවලදී තවමත් අප රටේ වේගවත්ම ක්‍ෂණික විහිදුම් බලකාය වන්නේ හිතේ හයියෙන් ඉදිරිපත්වන ජනතා බලකායයි. එහෙත් ඔවුන්ට ඇත්තේ හිතේ හයිය පමණි. ඒ නිසා ඔවහු නිරුවත් දෑතින් නිරුවත් දෙපයින්, ආරක්‍ෂක උපකරණ, අවශ්‍ය අවි ආයුධ කිසිත් නොමැතිව වුවත් විපතට පත් ජනයා බේරාගැනීමට ඉදිරිපත් වෙති. ආණ්ඩුව හෝ පාලකයින්, වගකිවයුත්තන් කි‍්‍රයාත්මක වන විට සාමාන්‍ය ජනයා සැලකිය යුතු පංගුවක් කර අවසන්ය.

මාධ්‍ය, මහජන සංවිධාන, මහජන ආයතන ආදී සියල්ල ඒකාබද්ධකොට මෙහෙයුමක් සැලසුම් කිරීමට වගකිවයුත්තන්ට තවමත් නොහැකිවී තිබේ. මේ අතර සෑම විපතක්ම සමහරෙකුට සැපතක් වන අවස්තා අප දැක ඇත. ඒනිසා පීඩාවට පත් ජනයා වෙනුවෙන් ලැබෙන විදෙස් ආධාර සොරකම් කරමින්, ලැබෙන මහජන ආධාර සොරකම් කරමින් කරන නිහීන කි‍්‍රයාත් මෙවරද අඩු නොවනු ඇති.

තව නොබෝ දිනකින් එළඹෙන පොසොන් පොහොය නිමිතිකරගෙන දන් සල් ආදිය හා තොරණ ආදිය පැවැත්වීමට සිටින සැමගේද අවදානය මෙම විපත්ති දායක අවස්ථාවට යොමුකරන මෙන් ජාතික භික්‍ෂු පෙරමුණෙ ලෙස අපි ඉල්ලා සිිටිමු. දන්සල්, තොරණ ආදිය සඳහා යොදවන මුදල් හා ද්‍රව්‍ය විපතට පත් ජනයා වෙනුවෙන් යොමුකරන්නේ නම් එය සැබෑ දානයක්, සැබෑ සතුටක්, සැබෑ බුද්ධ වන්දනාවක් වනු ඇත.

German Schools turn to Buddhist temples for Mindfulness training

Mindfulness (Sati) which the Buddha pioneered 2, 600 years ago in Bharat (India) is sweeping the western world. The mindfulness community is growing at an exponential rate and touching the lives of people of all ages in the western world.

In Sri Lanka, the Mitirigala Nissarana Vanaya ( founded by Asoka Weeraratna) is the centre of mindfulness training. Thanks to Ven. Uda Eriyagama Dhammajiva Thera, the Chief Preceptor of the Nissarana Vanaya and Architect of ‘Sati Pasela’ (School for Mindfulness).

Ven. Dhammamuninda Thera is an Italian monk who was trained at Mitirigala Nissarana Vanaya by Ven. Dhammajiva. He speaks four languages i.e. Italian, German. English and Sinhala.

Ven. Dhammamuninda is currently resident at the Berlin Vihara ( Das Buddhistische Haus) in Berlin – Frohnau, Germany and engages in teaching Sati (mindfulness) and Buddhist doctrine and practice to students of Buddhism.

Mindful awareness exercises help children develop concentration and self-awareness.

German Schools are increasingly turning to Buddhist Temples for mindfulness training for their students.

Bim Saviya stripped the Judiciary of its powers to sit in judgment on matters relating to ownership of land; those ‘Judicial’ powers were wilily transferred to the Executive – the Minister of Lands – causing disequilibrium in the delicate ‘check- and- balance’ structures of governance between the Executive, the Judiciary and the Legislature.

With the Minister of Lands thus empowered to give ownership of land to persons of his choice, with the Minister of Lands granted immunity from prosecution for his indiscretions, with ownership of land executed and registered even in fraudulent circumstances made irreversible, with disputed ownership of land unchallengeable in a court of law, the US has through the ‘Bim Saviya’ law, neatly sewn up Sri Lanka for the control of her assets which include her intangible strategic location; in short, the US has established the basic foundation  to make Sri Lanka one of its colonies.

The nub of Mr.John’s article is that this law of 1998 has been introduced, funded and promoted by the US. It is the framework of American Colonialism and would enable the Americans, their Indian agents and their terrorist mercenaries to buy permanently the country’s land. Once bought their ownership would be irreversible.and can only be relinquished by the owner.

We got to see the wood for the trees. As a lawyer I see some inaccuracies in Mr. Lorenzo’s comments. To dwell on them would be to distract readers from the imminent danger Mr. John is alerting us to.

He has given a solution. Amend the relevant provisions in Bim Saviya that will restore the authority of Sri Lanka’s Judiciary and that will revoke the power of the Minister of Lands”.

It is good to bear in mind that no politician, of whatever hue he may be, is sovereign. It is the country and its people who are sovereign.

I agree with Mr. John that we need to act fast.

ඊනියා ආපදාවලට වෙනත් හේතු

ජනමාධ්‍යට අනුව ලංකාවේ විද්‍යාඥයන් ඉන්නවා. ඒ ඒ ආයතනවල එවැන්නන් ඉන්න බව ජනමාධ්‍ය පවසනවා. ජනමාධ්‍යවලත් විද්‍යාඥයන් ඉන්නවා යැයි කියනවා. ඇතැම්විට විද්‍යාව පිළිබඳ පුවත්පත් සඟරාත් පළවෙනවා. ඒත් මට තාම ලංකාවේ වසන එකම විද්‍යාඥයකුවත් දැක ගැනීමට ලැබී නැහැ. මාත් පාසලේදීත් විශ්වවිද්‍යාලයේදී  සිටියේත් දැනට අවුරුදු පනහකට පමණ පෙර එංගලන්තයට ගියේත් විද්‍යාඥයකු වීමේ බලාපොරොත්තුවෙන්. එංගලන්තයෙ දි  තේරුණා මට විිද්‍යාඥයකු වීමට නොහැකි බව. මා හැකි ඉක්මණින් ආපසු ලංකාවට ආවා. කැනඩාවේ සිටින පාසල් ගුරුවරයකු නම් කියන්නේ මා අදක්‍ෂයකු බැවින් මට උපාධියක් දී ආපසු පිටත් කළ බවයි. ඒත් මා දෙවියන් ගැන කතා කරන තෙක් හා බටහිර විද්‍යාව පට්ටපල් බොරුය කියා කියන තෙක් මා ඔවුන් කිසිවකුටවත් ජනමාධ්‍යවලටවත් අදක්‍ෂයකු වූයේ නැහැ. 

අද ලංකාවෙ පඬියකු වීමට නම් අපේ දැනුමට බණින්න ඕන. අපේ දැනුම මිථ්‍යා දැනුමක් ලෙස හඳුන්වන්න ඕන. ඊනියා විද්‍යාඥයකු කලාකරුවකු විදග්ධයකු ශාස්ත්‍රවන්තයකු ලෙස පෙනී ඉන්න ඕන. ඒ බව අනෙක් අය ලවාත් කියවා ගන්න ඕන. දෙවියන් ගැන කතා කළ විගස  යමකු මෝඩයකු වෙනවා. පසුගිය දිනවල ගුරුත්වාකර්ෂණය, ගංවතුර ආදිය ගැන මා ලියූ ලිපි හාස්‍යයට ලක් වූවා. දෙවියන් නැති ගණනටයි මෙරට පඬියන් හා පඬි පෝතකයන් ජීවත් වන්නේ.
ඔය බෙංගාල බොක්කේ සිදුවන අවපාත ගැන කල්තියා කියන්න විද්‍යාඥයන්ට බැරි ද? අඩු තරමෙන් සම්භාවිතාවක් සහිතවවත් කියන්න බැරි ද? අවපාතය ඇති වීමට දිනකට කලින් නොව දින කිහිපයකට කලින් කියන්න බැරි ද? අවපාත ඇති වන්නේ ඊනියා විද්‍යාඥයන් කියන ආකාරයට ම ද? ඊයේ හා පෙරේදා නිරිතදිග මෝසම අක්‍රීය වුණා ද? අද හා හෙට එය නැවත සක්‍රීය වන්නේ ද? එයට හේතු කවරේ ද? බටහිර විද්‍යාව මෙතරම් දියුණු වී තිබියදීත් මෙරට මෙතරම් විද්‍යාඥයන්, උගත් පරිපාලකයන් සිටියදීත් මෙතරම් දරුණු හානියක් මේ අවුරුදු පතා එන මෝසමකින් හා ඊනියා හදිසි අවපාතයකින් සිදු වුණේ කෙසේ ද?රනිල් කියන්න වගේ අඩු තරමෙන් කුකුළෙට වැස්ස වැඩි වෙන කොටවත් විද්‍යාඥයන්ට කිසිවක් කියා ගැනීමට නොහැකි වුණේ ඇයි?
මා බටහිර විද්‍යාව ගැන කියන පඬියන් හා පඬි පෝතකයන් ගණන් ගන්නේ නැහැ. මොවුන්ගෙන් ඇතැමුනට මා උගන්වා තිබෙනවා. ඔවුන්ගේ විශ්ලේෂණ හැකියාවන් ගැන මා හොඳින් දන්නවා. මෙරට බටහිර විද්‍යාවේ ආරක්‍ෂකයා ලෙස පෙනී සිටින කාලෝ ෆොන්සේකා බටහිර විද්‍යාව ගැන මා සමග විවාදයකට එළඹෙන්නේ නැහැ. ඔහුට බටහිර විද්‍යාව ගැන විශ්වාසයක් නැද්ද? මට නම් එය පට්ටපල් බොරුවක්. කාලෝට හැකි නම් එය පට්ටපල් බොරුවක් නොවන බව පෙන්වන්න. ජනමාධ්‍යයකට පුළුවන් ද මා හා කාලෝ අතර විවාදයක් සූදානම් කරන්න.

මෙරට බටහිර විද්‍යාව අප වෙත පටවන්නේ ඉතා පීඩාකාරී ආධිපත්‍යයක්. ඒ ආධිපත්‍යය හේතුකොට ගෙන දෙවියන්ට මේ රටේ සමාජයීය වැදගත් කමක් නැහැ. එහෙත් දෙවියන් වහන්සේට සමාජයීය වැදගත් කමක් තියෙනවා. ඒ යුදෙව් ක්‍රිස්තියානි ආධිපත්‍යය නිසා. බටහිර විද්‍යාවත් එහි කොටසක්. මෙරට බුද්ධාගමටත් තැනක් නැත්තේ යුදෙව් ක්‍රිස්තියානි ආධිපත්‍යය නිසා. කවුදෝ අසා තිබුණා මිථ්‍යාදෘශ්ටිකයන්ටත් දේව ආත්ම ලැබිය හැකි ද කියා. මාර දිව්‍ය පුත්‍රයා සම්‍යක්දෘශ්ටික දෙවියෙක් නොවෙයි. දෙවියන් ද පෘථග්ජනයන්. ඔවුන් අතරත් විවිධ අය ඉන්නවා. මෙරට උගතුන් දෙවියන්ට හිනහවෙනවා. අද බොහෝ සම්‍යක්දෘශ්ටික දෙවියන් අප අත හැර ගිහින්.  මිනිසුන් අධාර්මික වන විට දෙවියන්ට හිනහවෙන විට දෙවියන් මිනිසුන් ගැන බලන්නේ කෙසේ ද? අද මෙරටට වැඩියෙන් බලපාන්නේ මිථ්‍යාදෘශ්ටික දෙවියන්.

පඬියන් හා පඬි පෝතකයන් දෙවියන්ට හිනහවෙන්නේ යුදෙව් ක්‍රිස්තියානි බටහිර විද්‍යාවේ ආධිපත්‍යය නිසා. බටහිර විද්‍යාවේ ආධිපත්‍යයට විරුද්ධ වී මේ රටේ ජීවත් වීම තරමක ප්‍රශ්නයක්. මා නාථ දෙවියන් ගැන කියන විට බටහිර විද්‍යාව පට්ටපල් බොරුවක් ය කියා කියන විට මට මුහුණ පෑමට සිදුවන අභියෝගය හා තර්ජනය මා දැන සිටියා. ජනමාධ්‍යයෙන් පමණක් නොව ජාතික ව්‍යාපාරයෙන් ද මා කොන් වන බව මා දැන සිටියා. පඬියන් මට හිනහවෙන බව මා දැන සිටියා. එහෙත් මට එය ප්‍රශ්නයක් නො වෙයි. පඬියන්ගේ, ජනමාධ්‍යවේදීන්ගේ තරම මා දන්නවා. ඔවුන්ගේ නියෝජිතයා වූ කාලෝට මගේ විවෘත අභියෝගය තියෙනවා.

මෙරට විද්‍යාඥයන් උගතුන් ශාස්ත්‍රඥයන් ආදීන් දෙවියන්ට විරුද්ධ වන්නේ සමාජයීය වශයෙන්. පෞද්ගලික ව ඔවුන් දෙවියන්ට බාරහාර වෙනවා. බාරහාර කියන්නේ දෙවියන් සමග පවත්වන ගිණුමේ බැර හා හර. මේ ගිණුම බැංකු ගිණුමට වඩා හොඳින් තබා ගැනීමට බොහෝ දෙනා උත්සාහ කරනවා. එහෙත් සමාජයීය වශයෙන් දෙවියන්ට බැණ වදිනවා. දෙවියන් නැතැයි කියනවා. දෙවියන් පේන්නෙ නැහැයි කියනවා. එහෙත් නිව්ටන්ටත් නොපෙණුන ගුරුත්වාකර්ෂණය විශ්වාස කරනවා. ගුරුත්වාකර්ෂණය නැත්නම් වැටෙන්නෙ කොහොමද කියලා අහනවා. එහෙම නොකළොත් තම සමාජයීය වැදගත්කම නැති වෙනවා.  බොහෝ දෙනකුට සමාජයීය වැදගත්කම අවශ්‍යයයි. 

මේ සිංහල බෞද්ධ පඬියන්ගේ කුහකකමක්. කාලෝ සිංහල බෞද්ධයකු නොවෙයි. ඔහු ගිනි පැගීමට විරුද්ධ වී දේවගැතිවරුන් ආදීන් කොරුන් ඇවිද්දවීමට ආදියට විරුද්ධ ඊනියා පර්යේෂණ නොකරන්නේ ඔහුගේ න්‍යාය පත්‍රය අනුවයි. සිංහල බෞද්ධ පඬියන් පෞද්ගලික ව දෙවියන්ට බාරහාර වී දෙවියන් සමග ගිණුම පවත්වා ගෙන යන අතර සමාජයීය වශයෙන් දෙවියන්ට තඩිබාන විට දෙවියන් කැමති වෙන එකක් නැහැ. කාලගුණ විද්‍යාවට සාමාන්‍ය මෝසම් ගැන කියන්න පුළුවන්. ඒක ඒ තරම් දෙයක් නො වෙයි. වාර්ෂික ව සිදුවන දේ ගැන කල්පනාවෙන් සිටින අයටත් සංඛ්‍යා නැතිව වුවත් කියන්න පුළුවන්. ඒත් අසාමාන්‍ය කාලගුණ ගැන කියන්න බැහැ. නිව්ටන්ට තරමක් හරි නිශ්චිත ව කියන්න පුළුවන් වුණෙ ඔහුට අවශ්‍ය සාධක පමණක් සැලකිල්ලට ගෙන, අනෙක් සාධක නැති වෙලාවට. එහෙත් වෙනත් සාධක ඇති විට නිව්ටන් අමාරුවේ. ක්වොන්ටම් භෞතිකයෙන් කියන්නේ එයයි. පඬියන් ක්වොන්ටම් භෞතිකය ගැන ගර්ඩ්ල් ප්‍රමේයය ගැන කෙතෙක් දන්නවා ද?

කලක සිට මෙරට සිදුවන ඊනියා ආපදාවලට වෙනත් හේතු තියෙනවා. ඒවා නිව්ටන්ටවත් ලංකාවෙ ඉන්න නිව්ටන්ගෙ වැඩ බැරි මුණුබුරාලටවත් අහුවෙන්නෙ නැහැ. පඬි කතා අත් හැරලා ඊනියා විද්‍යාත්මක නොවන හේතු ගැන දන්න අයගෙන් අහලා ඒ විධියට වැඩ කළොත්, ආධ්‍යාත්මික පැත්තට යොමු වුණොත් මේ ඊනියා ආපදාවලින් බේරෙන්න පුළුවන්.

A calculated & subtle switch from Ports to Petroleum

The recent Cabinet reshuffle was a joke, is the general public opinion. Ravi Karunanayaka and Mangala Samaraweera swapping places was nothing more than changing the pillow to cure the headache. While everyone was ridiculing the remedy, almost none paid attention to the changes in Arjuna Ranatunga’s portfolio. When he was stripped from the Ministry of Ports and Shipping, everyone knew it was because of his opposition to the Magampura Port being leased to the Chinese. Then, is it not curious such a thorn to the government is appointed as the Minister of Petroleum Resources Development?

True, removing him from Ports and Shipping will free the path for the government to go ahead with leasing the Magampura Port to the Chinese. However, installing him to be in charge of the Trincomalee Oil Wells that the Indians are salivating over will create a fresh problem for the government. Ranatunga replaces Chandima Weerakkody, who has been such a good and quiet boy, not giving any grief to the government. By all accounts then, the government should have kept him. What possible logic drove the Sirisena-Wickremesinghe duo to get rid of a passive man and install strong-willed Ranatunga?

The only possible explanation is, this government does not want to give the Oil Wells to the Indians. Interestingly, the fact they installed a liberal thinker like Mahinda Samarasinghe to be in charge of the Magampura Port means, this government no longer has the same reservations against the Chinese that they once did, but obviously now have with India.

Once again, India has no one to blame but their own stupid foreign policy vis-a-vis Sri Lanka. They are so pumped up with their ability to flex their power and coerce us into submission; they always fail to read the small nuances that have proven to be the most crucial details. The fact that their latest ploy to destabilize us has resulted in the current government too leaning towards China, and more importantly away from India, should have some heads rolling for fresh thinkers to strategize Indian foreign policy.

Hats off to Sirisena-Wickremesinghe duo for they are playing their cards well in this regard. As experienced politicians, they know that India’s weakness is its insufferable arrogance. With Modi’s second visit to Sri Lanka – before, during and after – a number of curious events took place that tweaked political analysts’ attention. These were however so minuscule against the largeness of Modi’s visit, it got lost in the centre stage drama.

The first question was, why would Wickremesinghe run to India to meet Modi, if Modi is coming almost immediately afterwards.

The speculation rested however what he will sign and agree to whilst in India. Wickremesinghe is known to sign agreements detrimental to Sri Lanka’s interests without consultation or informing country or Cabinet. Thus, his quick run to India had everyone nervous. It even prompted the Ceylon Petroleum Corporation to initiate trade union action to force Wickremesinghe to give a written pledge that he will do no such thing.

People were still talking of the MoUs he had signed when Modi landed in Sri Lanka. Modi walked about, oozing with the assurance that he was having his way, all the way. At Norwood, it was he who grabbed and raised Sirisena’s and Wickremesinghe’s hands, signifying that he was the leader. Whatever faults the MoUs may have, it was obvious that Wickremesinghe had done a good job massaging Modi’s ego. Modi totally forgot that he was a State guest and behaved with scant regard to Sirisena or Wickremesinghe.

He just did not care that after he goes, these two will have to face the public, the voter.

The Chinese request

The second curious occurrence was the Chinese request to dock one of its submarines in the Colombo Harbour while Modi was still in Sri Lanka. Submarines do not take to the sea as one would run to the supermarket to buy a carton of milk. Their routes are carefully pre-planned with the necessary requests made weeks ahead of time. Yet, suddenly one wanted to pop over for a visit, just when Modi was visiting.

It certainly presented more than an awkward situation for us. Three years ago, India went berserk just because we failed to inform India that Chinese submarines were popping over for a visit. Apparently, that was one reason Indians to be an engineer in the regime change.

Timing of this whole affair is curious. The submarine comes when the One Belt, One Road conference was just about to kick off.

Chinese have been going out of their way to impress on the world that their intention is a mission of mutual economic partnership.

They have repeatedly assured in numerous ways that they will not interfere with another country’s internal politics, nor are they interested in seeking a dominant role in regional affairs, nor do they desire to create a sphere of influence.

In that context, the sudden appearance of the submarine was very curious indeed. It is as if China did not care for India’s sensitivities. Yet, China was trying to convince India to join the conference. Though both knew it was a futile attempt, it is highly unlikely that China would have wanted to tease India.

The request put Sri Lanka into the most awkward situation, where Sri Lanka had to choose between the two powers. On the whole, it was very bad diplomacy on the part of the Chinese, which is contrary to Chinese foreign policy. Sri Lanka’s refusal was portrayed in media as an act of solidarity with India, than as a safeguard from India’s wrath. Rather than acknowledging that the incumbent government did not want the same fate that befell their predecessor, what was articulated was that unlike the previous administration, this government took India’s concerns seriously. When Sri Lanka refused, China apparently diverted the submarine to Karachi, almost as if they knew beforehand that Sri Lanka would refuse.

Raising eyebrows, soon after Modi took off, Wickremesinghe hopped on to the next plane and went straight to China and joined the OBOR Conference. India, who frowns when neighbours try to be friendly with other powers, did not have time to react. Sarath Amunugama almost immediately sympathized with India’s inability to be flexible with regard to the USD 50 billion China-Pakistan Economic Corridor as it goes through the “heart of Indian interests”. Thus, we communicated our loyalty to India.

Upon assuming his new responsibilities, Ranatunga lost no time communicating where he stands on the matter. He categorically stated that the oil tanks would be leased and not sold. DailyFT reports that he noted “a framework is needed to develop State assets through private investments while securing the country’s ownership of those assets. In order to modernize the CPC oil refinery, investors would have to be invited; but while that investor is earning revenue, the property should remain under the ownership of the people.

“I was also at the forefront of protecting our harbours. The people of this country elected us to develop the country. I agree that investors are necessary but I’m not for investors having their way and robbing this country’s resources.”

When Ranatunga opposed the Magampura Port being leased to the Chinese, he did so as a matter of principle. However, when he throws his weight to stop India from getting their hands on the oil wells, it will be personal as well.

It is widely believed that India was behind Ranatunga getting sacked from the Sri Lanka’s cricket board. Ranatunga strongly opposed the lucrative Indian Premier League, which is organized by the Board of Control for Cricket in India. As the head of the SLC, Ranatunga wanted the team to play a Test series in England.

However, the dates clashed with the 2009 IPL edition. Though the then Minister Gamini Lokuge asked Ranatunga to arrange the English Test series on days that does not clash with the IPL, which the SLC had already approved for the Sri Lankan players to take part in, Ranatunga was adamant that the team play in the Test series. Finally, the minister had to order Ranatunga to let the players honour their commitment to the IPL.

Soon after, the Sports Ministry Secretary had a meeting with IPL officials along with representatives of the players in Bangkok.

Though Lokuge insisted that the IPL was not behind Ranatunga losing the SLC top post, no one believed him. Soon after, Ranatunga switched his political alliance and to date remains bitter with the then administration. If even after this government legally persecuted his own brother, Ranatunga had not changed his mind. There is no way India will find any quarters from Ranatunga.

It looks as if Modi is getting cuckolded in a very big way.

What went wrong for India?

India made the cardinal error of seriously embarrassing Sirisena and especially Wickremesinghe. Before 2015, Wickremesinghe was perceived as an economic genius. Those who voted for the rainbow coalition seriously thought that under Wickremesinghe the country’s economy will grow in leaps and bounds.

Out of political necessity, Wickremesinghe decided to honour election pledges. When he increased government expenditure unprecedentedly whilst reducing government revenue to capture the southern voter for 2015 general elections, he was confident that India will come to the rescue with investments.

Apart from some currency swaps to meet expenses until the IMF loan is approved, India did not help Sri Lanka. The country thus has still not recovered from the economic crunch resulting from honouring these election pledges. According to the international rating agency Moody’s, as quoted in a local daily, “Sri Lanka’s debt to GDP which was gradually falling from over 100pc ten years ago hit a low of 71pc in 2014, but rose to 76pc a year after. At 76pc of GDP, government debt was high compared with similarly rated sovereigns.”

Today, the perception the voter had of Wickremesinghe’s economic management is totally shattered. Furthermore, India did not help the Sri Lankan Government to manage the Geneva Resolution despite being a direct beneficiary of the war’s victory. Still thinking India will help, this administration capitulated and co-signed the resolution without garnering support from China and Russia to fight it. Instrumental in bringing this administration to power, India instead treated Sirisena-Wickremesinghe duo as their subordinates and publicly humiliated them in front of their own voters. The mammoth rallies that the Joint Opposition has pulled off shows just how much the country is angry with the incumbent leaders.

India’s mistake is not to see beyond Sirisena’s and Wickremesinghe’s frail physiques. When Sirisena could not get appointed as the PM, he reacted slowly, coldly and decisively. Mahinda Rajapaksa did not know what hit him until he was ousted from office. When Sarath Fonseka committed the same error as Modi and treated Wickremesinghe as his gofer, he ended losing his rank, benefits and liberty. Though Mahinda Rajapaksa carries the blame for throwing Fonseka behind bars, not many realize how the then opposition instigated Fonseka to cut his own path to jail.

However, with people like Dr. Shashi Tharoor and Modi playing with Indian relations for personal political gains, will India be able to understand the problem much less see the solution? Tharoor who is now a political threat to Rahul Gandhi is not in Sonia’s good books. Aiming to be Congress’s 2019 PM candidate, he must now impress his supporters. Lecturing to Sri Lankan powers on Indian interests was simply to impress the typical Indian ego. Modi too quickly comes to Sri Lanka to deliver a speech to outdo Tharoor.

Sirisena and Wickremesinghe listen to these speeches patiently, but obviously not with agreement.

Dangling on Dual Citizenship

A lot of hue and cry has been made at Parliament over the past couple of months with the Court of Appeal issuing a Writ of Quo Warranto disqualifying the UPFA Member of Parliament, Geetha Kumarasinghe holding office as an MP on May 3, 2017 under the claim that Ms. Kumarasinghe was holding dual citizenship at the time of seeking nomination to enter Parliament and failed to renounce from the dual citizen status before contesting at the elections from the Galle district in August 2015 as opposed to the 19th Amendment enacted by President Maithripala Sirisena after entering office in January 2015. But on May 15, 2017, there has been an extended interim relief granted in favour of appellant Geetha Kumarasinghe by the Supreme Court.

 The decision made by court is currently pending and the appeal is to be argued in Supreme Court on September 25, 2017. No matter what would be said and done, this incident would have a butterfly effect on Parliament for sure.

To get further comprehension on the backgrounds of the pending matter in hand, the Daily Mirror spoke to reputed Constitutional lawyer and politician Srinath Perera PC.


Starting off from square one, Srinath Perera was asked to specify on the grounds on which the 19th Amendment suggested Geetha Kumarasinghe’s disqualification. He said that certain reasons for disqualification of a candidate at the elections were laid down under Article 91 of the Constitution but was amended under President Sirisena where it was stated that dual citizenship was also another reason for disqualification. Under article 91 and sub paragraph (1) (d) (xiii) of the Constitution, persons who are dual citizens are disqualified from being elected as Members of Parliament or the President of the Republic. The Constitution stipulates – No person shall be qualified to be elected as a Member of Parliament or to sit and vote in Parliament if he/she is a citizen of Sri Lanka who is also a citizen of any other country. So Ms. Kumarasinghe is challenged under this amendment as she is thought to have been holding dual citizenship while bearing a post in Parliament.”

Nobody knew about it. Those who must have known about it were not interested. Somebody who became aware of it must have been interested and filed papers against it. That is when the investigations and court cases started

Geetha took oath on September 1, 2015, so the revelation of her holding a dual citizenship after two years is a long time. Why hadn’t anyone brought this up before? What had provoked the revelation this year? Won’t the time issue provide a legal barrier to the case? Nobody knew about it. Those who must have known about it were not interested. Considering the possibility of her disqualification, and if she loses her post, there will be a vacant seat in Parliament. Then there would be a big question mark left in the eyes of many. Speculations, perhaps for another election may sprout up. This is an instance which challenges only Ms. Kumarasinghe occupying the position of MP under dual citizenship status. If she faces disqualification, the next person in line in the list of names would assume the position. An election would not be held in any case. Parliamentary elections are held district wise. There would be a certain number of members that could be chosen from each district. Now in Colombo, the number stands at 21.What is normally done is names of another three individuals in addition to the 21 would be added to a list. Each party has to submit a list of 24 names i.e. Colombo district. These are the people who are contesting at the elections. The Elections Commissioner would then give each contestant a number. When the final counting of votes are completed, the number of contestants would be allotted from that particular party. The contestant who had obtained the highest number of votes would be elected.

In the list of names given, there would also be names of a few other contestants who had not polled sufficient votes would be considered disqualified and would lose the chance of entering Parliament. The name of the other contestant who is listed next who had just missed a seat in Parliament, would be given the seat instead.”

Referring to the possibility that Ms. Kumarasinghe is found guilty, won’t the list of names, that includes her name be challenged, and hence, an election would be called for? The fact that despite her disqualification, it does not affect the others whose names appear in the list. There are certain specific grounds under which the list of names could be rejected. Once it is accepted, nobody can challenge. The court has issued a writ of quo warranto, which will only subject Ms. Kumarasinghe to disqualification given that she is proved guilty as charged. That court’s decision will not in any event affect the rights of others who have been elected. Because the simple principle here is that Geetha’s election has only been challenged in particular. When the names are entered in a list, they add the names of three persons – more than the number that could be elected. All the chosen candidates are not elected from the same party. There have been a number of others who have contested in the list available. So, if Geetha faces disqualification, the next person in line with the highest number of votes will be given the post,” said Srinath Perera when he was queried about the list.

There are various notions that other MPs who hold dual citizenships came into the existence with this whole event. If there is any truth to this tale, the list may contain names of parliamentarians with dual citizenships. We asked Srinath Perera PC what would happen in such a circumstance, he said Like I mentioned previously, this is an instance which would disqualify the challenged individual only. In my understanding, to be fair, if another candidate in the list who also holds dual citizenship, he/she should be rejected and eliminated from the list as well.”
Once an MP is disqualified under a particular accusation, and in this case due to dual citizen status, one does naturally bear in mind the question whether the accused stands a chance to compete in the elections as a candidate again. If a person is disqualified as an MP, namely referring to Geetha Kumarasinghe in this case, she could contest in the next elections provided that she had annulled her dual citizenship before the next nomination date, and hence, she would stand a chance to be nominated again.”

Disasters: Government caught napping

The monsoonal rains for an island like Sri Lanka are nature’s gift to the nation, which has been plundered by ad hoc management all self-seeking politicians since independence. Nevertheless, in spite of the so-called climate change phenomenon sweeping across the world, Sri Lanka has not been failed by rains at least once a year. It is unfortunate that we have failed to do justice to this natural gift, by managing it properly, so that not a drop flows to ocean without being put to use, as vowed by our ancient kings.

Instead of managing and using this nature’s gift, we have allowed it to cause havoc and destruction every year, so much so that, a Ministry for Disaster Management has been established to protect the nation from such calamities. It should have used its mandate to give leadership to all government agencies whose business should have been to manage flooding, by implementing a master plan for water management from day one of its establishment. Instead, it has become another post box, which passes the buck by issuing media announcements, on weather, earth slip prone areas, flood relief, etc., while asking the people to take suitable action to move out after the damage is done. It has become a mere agency doing the work of a social services department, waiting until some disaster strikes to distribute some handouts! Instead, it should have been the agency that implements the Master Plan for Mitigation of Natural & Man-made Disasters.

For instance, our country would not go under flood waters if we had implemented a Master Plan for Water Management, which should include among other things the following:

1. A boundary survey of all reservations of all major rivers and their tributaries, and secure the areas with chain-link fencing prohibiting all unauthorized entry.

2. Remove all unauthorized structures and cultivations.

3. Strengthen all river banks with granite enmeshed in wire mesh, similar to the construction system already in place for protection of river banks of Diyawanna Oya – Wellawatte canal.

4. Raise the river banks at places already known to overflow its banks.

5. During the dry season clean all rivers and waterways of all debris & sand, as done during the days of Civil Service administration. If all rivers and reservoirs are cleaned, desilted and sand mined appropriately, annually, then we need not make plans to import sand from overseas countries, increasing our debt burden.

6. Clear the outfalls of all rivers to the sea during the dry season, and widen the mouths and install gates which can be controlled mechanically as and when required, instead of waiting to widen river mouths after the damage is done in a very ad hoc manner, as practiced now.

7. In order to take water coming into a river from unprecedented rainfalls, a cascading system of reservoirs should be constructed at appropriate places downstream to divert such excess waters along the reservations of the major rivers.

8. Plant bamboo trees along all river banks and all watersheds to hold soil in place, to effect conservation and prevent soil erosion, while all river reservations should be made into bamboo plantations.

9. Landslides occur, when heavy rainfall percolating soils of hilly areas is unable to escape from enmeshed soil. The solution is to use make terrace waterways available or insert ducting in the ground laterally, as practiced in Japan. Rehabilitation of hilly lands in a similar manner should be part of the scheme.

10. If such a master plan is implemented by obtaining foreign assistance, Sri Lanka would tame nature for ever for the benefits of its nation, and we shall not then here of flood relief annually anymore. Such a plan would create plenty of productive jobs for thousands of people; provide river sand for all construction work, and many other raw materials for various industries. Savings will be in billions to the country, including billions of cubic meters fresh water that is now flooding the countryside, and thereafter flowing to the ocean unused.

Power of institutional religions – Christianity & Islam against Buddhism/Buddhists

Historically Christianity & Islam has been at odds. Both remain engaged in a historical endeavour to overrule & over power the other while at another level both join to influence other religions and their status quo. Both Vatican/Holy See and the stricter form of Islam (Wahhabism) under control of Saudi have at their disposal a plethora of trigger points that are used to influence non-Islamic & non-Christian/Catholic nations politically, culturally, economically, via international trade, diplomatically and even socially. They have groups steering these endeavours at state, non-state, NGOs, INGO and even private capacity levels. These facts have to be taken into account whenever either or both join to chagrin other religions and people following other faiths.

There are 2.2billion Christians worldwide. In 1900 the Christian population was just 600million. Christians in Sub-Saharan Africa was 9% in 1910, in 2010 it has shot up to 63%. In Asia-Pacific the Christian populace in 1910 was 3%, it is 7% in 2010 (Pew Research)

Catholics number 1.1billion. Over 285million are Evangelicals. Other offshoots include Assemblies of God, Independent Bible Churches, etc.

A shocking 33,000 Christian denominations interpret Scriptures differently.

Indonesia, a Muslim majority country is home to more Christians than all 20 countries in the Middle-East North Africa region combined. More than a third of Christians (37%) live in Americas where nearly 9 out of 10 (86%) are Christian. US, Brazil, Mexico account for nearly 1 in every 4 Christians worldwide.

Jesus was the poorest of the poor, Roman Catholicism which claims to be His Church, is the richest of the rich, the wealthiest institution on earth. The Church of England’s income was £1.41 billion in 2013 – beating McDonald’s.

The Vatican refers to the Vatican City, an independent sovereign territory located in Rome, Italy. Vatican is home to the Pope, the leader of the Roman Catholic Church and the Holy See, which is the government of the Catholic Church.

The Pope is the leader of this absolute monarchy, while the legislature is run by Cardinals (Pontifical Commission) Vatican City is 0.17sq.miles and occupies 850 people. The Pope is leader to 1.2billion Catholics worldwide. Vatican’s annual revenue is more than $300million. Vatican is protected by the Pontifical Swiss Guards Corps.

Vatican Bank, officially titled the Institute for the Works of Religion (also known as IOR), manages $8bn of assets. The Bank also has gold reserves worth over $20m with the US Federal Reserve. the CIA estimates Vatican City’s 2011 revenue to be $308m.

The Holy See (the Government of the Church) has investments in the New York Stock Exchange, in real estate, pharmaceutical companies that manufacture birth control, There is also allegations that Vatican is the main shareholder of arms manufacturer – Pietro Beretta. Because of its sovereignty, the Vatican Bank has the ability to withhold account information from regulators and authorities.

The Vatican exerts power on countries that have significant catholic populace and it also influences international donor agencies.

Then there is Opus Dei – one of the most influential religious organizations in the world. It holds enormous power over local communities. Publicly it donates to locals in need, but underneath much controversy exists. Dan Browns’ Da Vinci Code reveals the cult nature of it.

The US has channelled millions to influence foreign elections. $10 million was sent to the Christian Democrats in Italy’s 1948 election campaign. CIA has also been used to overthrow elected governments and prop up puppets. George E. Irani’s book, The Papacy and the Middle East, illustrates the Vatican’s involvement in Lebanon’s series of religious wars in the 1970s and 1980s.

More than 70% religious non-government organisations (NGOs) at the UN are Christian while, the Vatican enjoys a special observer status, as a state and religion. Is this not where the UN bias is rooted?

Overall, the UN regularly engages with more than 3,000 non-governmental organisations afforded ‘official’ UN status. Around 10 per cent are classified as FBOs, implying that their activities and goals are significantly moulded by religious orientations and principles.

Then at the other end of the spectrum is Islam.

In July 2013, Wahhabism was identified by the European Parliament in Strasbourg as the main source of global terrorism. In the 1970s, with the help of funding from petroleum exports and other factors, Saudi charities started funding Wahhabi schools (madrassas) and mosques across the globe (UK Telegraph)

The intelligence service of India estimates more than $244 million has been spent by Saudi Wahhabis during the past decade to set up 40 new mosques and four new madrassas and take over hundreds of others across the subcontinent, from Kashmir in the north to Maharashtra in the west and Kerala in the south. The years 2011 to 2013 alone saw a record number of 25,000 Wahabis coming to India and conducting seminars in various parts of the country. With them they brought in Rs 1700 crore in several installments and used it to propogate the Wahabi style of Islam. The Saudi sponsored Wahabis are aiming to set up their own education system in India – Rs 800 crore is being spent on setting up Universities in different parts of the country. They have earmarked Rs 400 crore to set up 40 Mosques adhering only to Wahabi preachings

In Bosnia, too, Saudi financing has been central since the end of the civil war, in 1995, for construction of new mosques and cultural centers, such as the King Fahd Mosque in Sarajevo. Saudi and Qatari Wahhabi charities controlled 60% of mosques in Italy by 2009. 80% of the 1,200 mosques operating in the US were constructed after 2001 & with Saudi money.

The money trail reflects the larger trend of the Saudi financing of Wahhabism abroad. Funds are funneled from Saudi sources through multiple, seemingly innocuous bank accounts—often via Qatar and Kuwait—reaching the accounts of mosques and imams who make distributions to Wahhabi organizations and individuals abroad. Bob Graham, a former Democratic senator from Florida who has called for declassification of the portion of the 9/11 Commission report dealing with Saudi Arabian links to the hijackers, says ISIS “is a product of Saudi ideals, Saudi money, and Saudi organizational support.” 

According to the Saudi monarchy’s official websites, Wahhabi charities and royal trusts, including that of another Saudi ruler, the late King Fahd, spent millions of dollars recruiting students to more than 1,500 mosques, 210 Muslim centers, 202 Islamic colleges, and 2,000 madrassas and on staffing those institutions with nearly 4,000 preachers and missionaries in non-Muslim nations in central, southern, and southeast Asia, as well as in Africa, Europe, and North America.

Using the majority Muslim countries which number over 50, the IOC joins as a bloc of nations to make demands and exerts power over non-Muslim nations using trade, tourism, UN, UNHRC, local Muslims/local mosques/local Muslim politicians etc. Money is disbursed to not only promote Islam but also purchase property & land, shares in countries, investments etc and all these added up make formidable challenges to any non-Muslim countries. Islam exerts power politically, socially, economically, culturally using both state and non-state apparatus and these pose issues and concerns.

Let us clear some facts about the 3 Abrahamic religions. Both Islam and the Generic Church stand guilty of pursuing world conquest and domination through control of territory and people while Judaism pursued goal of dominating the world by controlling the world’s capital. That historical mandate of conquest continues using pan-national/international structures and ‘liberal’ politically correct idioms, Islam adopts the method of increasing Muslim population through birth and conversions while Judaism continues to control the world’s wealth. Where does this leave a compassionate philosophy like Buddhism and its adherents?

The trigger points of influence by these 3 Abrahamic faiths is clear and prevalent across Government and non-Government (private/Public) structures at every level. This is why communication/PR/media influences people’s minds against or for a cause that is directed or choreographed by those who own and influence these entities. This is why the Buddhists & Hindus almost always gets a raw deal electronically/print communication channels as well as by the UN, Western Governments & majority-Muslim states. There are no neutral countries today that are either Western or Islamic.

History is witness to how these Abrahamic faiths used the sword on behalf of their religion. Every murder, every territory taken was in the name of their God. Their new weapons have become the natives that have converted and the floors of the international agencies which they influence and the slogans democracy, freedom multiculturalism, human rights, racism, equality are perfect to interfere and dictate to non-Christian/non-Islamic countries which they eye to take over. There are only a few left. While both compete to take over non-Christian/non-Islamic territory they themselves are at odds with one another.

The Middle East and parts of Africa are in chaos. The new found friends to upset any country has become the Al Qaeda, ISIS and their off shoots. At the international level world trade is controlled by the IMF, WTO, World Bank who dictate the world order and money flow and control illegal & legal trade with the capacity to make bank collapse and recover. Hired Muslims and Christians are helping to kill innocent Muslims and Christians in a bogus war on terror.

It is in this global context that Buddhism/Buddhists face unprecedented challenges. Inside the UN the 70% NGOs, the Christian Western bloc vote, the Islamic bloc vote determines what UN officials deem ‘right’. Foreign government funds are also disbursed to non-state organizations to propagate a policy that gets subtly hidden in internationalized jargon. At the propaganda/media levels the situation is simple. A Christian/Islamic racist remark is given lesser coverage while a Buddhist or Hindu reacting to the remarks get full media attention and the electronic and print media goes into action to completely annihilate the person reacting ignoring the reason for the reaction. Moreover, there are hired people or those with bogus names tasked to denigrate Buddhism/Buddhists and this is flagged throughout the media channels given the impression that the world’s worst are no one but the Buddhists and Buddhism is to blame and this give reasons to sideline the place of Buddhism, marginalize the place given to Buddhism and that is what is being done vis a vis the new constitutional changes being proposed in Sri Lanka. The ground work has been nicely laid out to prepare people for the realization of the historical objective to oust Buddhism from its sacred role and position in Sri Lanka using all the jargon and people and institutes available and at their disposal.

It is only the people who have a solid understanding of the past, the historical background of Sri Lanka together with the understand of the influence and the trigger points that are used and are in control of the parties out to oust Buddhism, who understands the bigger picture.

The issue has nothing to do with people following the Abrahamic faiths. Most of them to not know or are totally unaware of what goes on inside these financially power religious institutions or what their leaders and their board of directors are really upto. What they are upto in reality has nothing to do with the philosophy that bore their faiths.

It is therefore time that people wake up to realities and place situations in their proper context.

Feasibility of Religious Cohabitation in Sri Lanka.

Issues relating to the desirability of things must not be confused with those concerned with their feasibility.  In the democratic pursuit of the ideal states of human well-being much is longed for but little attained. The Latin tag ‘Facile dictu, difficle factu’ is a pithy statement of this sad fact. The popular consensus that all religions place love and understanding at the very core of their belief-system is difficult to reconcile with the indisputable facts of inter-faith dissonance – more often than not violent. If love and compassion are at the heart of religion, whence the violence and strife of the kind historically attested when the great religions of mankind share territory and competitively advertise their religious wares? It would be naïve to believe that such violence is wholly attributable to a weakening of true religiosity on the part of the adherents of the diverse parties forced into cohabitation.  There are features of a structural kind built into organized belief-systems that militate against the placid acceptance of non-faith actors – ‘disbelievers’ or ‘heretics’. The unpleasant truth is that the more monolithic a religion becomes, the greater the intolerance of dissent. Thus, the naïve belief that religions in general act as social healers is a myth – their very cohesiveness depends on exclusion of non-conformists (sinners) and the rejection of the right to believe in a ‘godless’ world.(Secularism). It can be argued that Buddhism is uniquely tolerant in this regard – but the historic problem for Buddhism is that of survival when the competition does not care a fig for such tolerance and co-existence. The rapid retreat of Buddhism in East Asia is a lamentable truth and is wholly explained by that meekness of spirit of historical Buddhism when survival – not metaphysics – is the burning issue.

In the light of these remarks, is it not wishful thinking to suppose that ‘all religions are ‘ fountains  of goodwill and graciousness’ and must be recognized and supported by the State.? The New Constitution – currently being drafted – is said to incorporate this ideal of radical eucumenism  (or religious pluralism)– that all religions are great and good and their coexistence leads to Spiritual Richness. This foolish belief of well-placed philosophical innocents can – if given political expression – lead to a steady withering of the native faith and its historic predominance lost to a coalition of ‘desert faiths’ – the Semitic Monotheisms that now rule most parts of the world. The Anti-Buddhist forces that  are currently having a ‘field day’ under the aegis of the ‘Yahapalanaya Administration’ see a wonderful opportunity to weaken our historic connection with Buddhism through a constitutional change that envisages the co-equality of all religions. Since Christianity and Islam now dominate the world – an indisputable truth – Buddhism in an enfeebled Sri Lanka may not survive long.

Students, who have passed GCE O/L (with minimum 6 credit passes) or A/L exam, and are below 25 years of age, can apply for this Scholarship.

I quote here  a section from a an open letter I addressed to Prime Minister Modi when he came to Sri Lanka to attend the International  Vesak festival this year where in also I brought up this issue.

2 Stop all direct assistance to Tamil areas in future and all such assistance should be sent to the Government of this country as assistance to all Sri Lankans on a bilateral basis.  Don’t treat Tamils as a separate target group

3 Your Governments present practice of offering scholarships only to Estate Tamils also should be discontinued as it would tantamount to India’s selective treatment to Tamils who are Sri Lankan citizens. Indian assistance must come to Sri Lankans and not to any particular community or area as it will make Sinhalese suspect the Indian agenda behind such assistance. (I am compelled to tell you this as I have seen some paper advertisement in the past by you Embassy in Colombo calling for applications for Indian Scholarships only from Estate Tamils)

These unfortunate practices have lasted long enough. This is how the Indian Government has driven a wedge between native Sinhalese and immigrant Indian Tamils. As such India is more responsible for ethnic clashes and ethnic separatism here even than Britain. Aren’t both parties are contributing to create ethnic compartments and communal unrest and building Chinese walls to keep the communities separately eve their own benefit.

Also tell them to drop Indian identity if they want to be Sri Lankans and develop a Sri Lankan identity, learn the language of the natives and integrate with the natives. Then they will be equal with native Sinhalese. That is the best answer to the current problem.

Actually it is the Government of this country that should make these requests from you. But I am compelled to make these request from you as a responsible Citizen on behalf of the Sinhala Community who are sick of Indian interference in our domestic affairs and secondly, as there is no patriotic  Government with a backbone in this country to do so and stand for its own people. Such action may bring short term political gain to you. But they are detrimental to both countries in the long run. You must not act like a third grade Tamilnadu politician when it comes to matters like this. You must act and behave like an exemplary Statesman representing the land of the Buddha, whom we worship day and night.

Please don’t treat them any more as Indians. They citizens of this country. If you are interested in helping Sri Lanka please offer them to the Government of Sri Lanka without specifying any community. So that the Government can call for applications from qualifies candidate, process them and submit them to you.

I see this action by the Indian High Commission as an unwanted strategy and conspiracy to build up a Pro-Indian Tamil generation within Sri Lanka. While I strongly protest the Indian High Commission’s action I request the Government   of Sri Lanka also to lodge its protests against the Indian High Commissioner’s action and ensure that in future these all foreign scholarships will come only through the Sri Lanka Government. Because it is the Government of the country that should take decisions on is citizens and not a foreign

Rice mafia controls prices

Last week the government decided to import 300,000 metric tons of rice saying there is a shortage in requirement until September.

However, the All Ceylon Farmers’ Federation (ACFF) refuted the government claim saying that 200,000 metric tons of rice that is needed for local requirement for the current year is available in the country.

An audit report on the available rice stocks in the country at the beginning of the year 2017, revealed that there was 1.6 million metric tons of rice in the country.

Statistics maintained by the Agriculture Department indicated that the yield from Maha Season in 2016 was less due to drought, although some 400,000 hectares had been cultivated during this period.

Former Janatha Vimukthi Peramuna (JVP) parliamentarian Namal Karunaratne, and ACFF National Organizer said the harvest during the first quarter of 2017 yielded one million metric tons.

He told Ceylon Today: “Based on the report of the Auditor General, at the beginning of 2017, there were 1.6 million metric tons of rice and when the harvest of one million metric tons from the Maha season is added to it, there should be 2.6 million metric tons of rice in the country. The monthly overall rice consumption in the country is 200,000. Then, at the rate of 200,000 for the entire 2017, the requirement is only 2.4 million metric tons. Accordingly, there is 200,000 metric tons of rice in surplus.”

At the same time paddy was also cultivated during the Yala season of this year. However, due to the drought which prevailed for several months until last week, the harvest did not yield much. Anyhow, the country did receive some quantity of the harvest from this season. Even if that harvest is not considered, there is still 200,000 metric tons of rice available in the country, he said.

Where is this rice?

“If so why is there a shortage of rice in the country? This shortage has been created artificially. Trading of rice in the country is handled by three individuals. They are the persons who have stocked up,” Karunaratne said.

There are allegations that three businessmen are maintaining a monopoly on rice in the country and are creating a false shortage when so much of paddy is cultivated and therefore there is no need for imports, he said.

His argument was endorsed by many other groups.

Officials with the Ministry of Agriculture also agreed with the allegation made against the three individuals.

They also pointed out that 20 per cent of the annual paddy production of the country is hoarded by rice mill owners adding that the government has done little to curb their activities but instead they are allowed to have a free run.

Overall rice consumption

According to data with the Agriculture Department, the annual overall rice consumption in Sri Lanka is 2.4 million metric tons. The monthly overall rice consumption is 200,000 metric tons. The number of farmers cultivating paddy in the country is 982,503.

The extent of paddy lands cultivated during the Yala Season of 2016 is 385,318 hectares. The paddy production in 2016 was 1,517,392 metric tons. At the same time the extent of paddy lands cultivated during the 2015-2016 Maha Season amounted to 756,505 hectares. Accordingly the harvest during this Maha Season was 2,902,693 metric tons.

Legal action should be taken against rice monopoly

Karunaratne said that since rice is a national product of the country, legal action should be taken against the few businessmen who are illegally hoarding stocks.

Based on the budget for 2017, a sum of Rs. 35 billion has been allocated from the Treasury to provide paddy farmers with fertilizer subsidy.

“Rice is the staple diet in the country. Rice is being produced by the common farmer in this country. What the government is spending on granting the fertilizer subsidy to these farmers is the money of the general public of this country. At the same time, what the government spends on maintaining the Ministry of Agriculture, institutions and officials connected to it, is also public money. Streams, dams and canals are also maintained using public funds. Accordingly the overall public of this country is involved in the rice production procedure.

Therefore the rice that is being produced with public funds is controlled by three businessmen who dictate the prices and in the process amass massive financial gains. Is this not a crime?

On the other hand this is not morally correct. Why has the government failed to take legal action against these persons”?

He called on the government for a better and stricter management in the rice producing sector saying it would provide a relief to the consumer where a kilogram of rice could be sold at Rs. 70 in the retail market.

“Rice mill owners have now begun milling paddy purchased from farmers during 2014-15. A kilo of paddy was purchased at approximately Rs 20, 30 or 35 rupees during that period. Accordingly they can sell a kilo of rice for Rs 64. But that is not the case.

At present a kilogram of rice is sold at more than Rs 80 in the retail market,” Karunaratne pointed out.

Agriculture Ministry officials who wished to remain anonymous also silently agreed that three businesspersons were presently controlling the rice market throughout the entire country.

“This is totally unjustified and an illegal act. However we cannot understand why the government is not intervening to halt this illegal activity which is being carried out continuously,” they said.

They pointed out that under the Paddy Marketing Board Act No. 14 of 1971 and the Consumer Services Authority, it is possible to take legal action against these businessmen since the hoarding of paddy in bulk is illegal.

They added that the Paddy Marketing Board (PMB) must be allowed to play a larger role in this sector.

The PMB should be able to specify a minimum control price for paddy and ban private individuals from purchasing paddy from farmers at a lower price.

However, the PMB can only purchase 5 per cent of the paddy production of the country, since it does not have the required storage facilities or the funds for bulk purchase.

Chairman of the PMB W. D. Dissanayake said that a controlled price for paddy would do justice by the farmers.

“Only the PMB can fix a controlled price for the purchase of paddy on behalf of the government. However when the PMB specifies a controlled price, the private sector cannot purchase paddy for a lesser price,” he pointed out.

During the first quarter of this year, the controlled price of a kilo of Nadu paddy was Rs 38 and for Samba Rs 41.

Dissanayake added that the monopoly of rice by private businessmen can be suppressed through competition only.

“The accusations regarding the monopoly of rice in the country carry some truth. If more small and medium scale mill owners are generated it will be possible to halt this. Equipment and machinery can be purchased with bank loans and then, if they can buy paddy they will be able to provide a challenge to this monopoly,” he said.

Speaking on the decision taken by the government to import rice, the Secretary to the Agriculture Ministry D. V. Bandulasena said, according to a report of the Agrarian Research and Training Institute, at the beginning of 2017, there was 1.5 million metric tons of rice in the country.

“This quantity of 1.5 million metric tons of rice is sufficient for a period of seven and a half months. That is only until the month of July. The harvest of the 2017 Yala Season will reach the market in September. Accordingly a decision has been made to import rice sufficient only for two months,” he said.

He said, from the 300,000 metric tons of rice to be imported, the government will handle 100,000 metric tons, while the private sector will be allowed to import the balance 200,000 metric tons.

Meanwhile, Karunaratne also alleged that imported rice is mixed with local produce and sold at higher prices.

“People in Sri Lanka are not fond of imported rice. During the past, rice was imported for Rs 56, 58, 60 and 61 per kilogram and sold at Rs 120 per kilogram. This is a large scale racket. We have also received information that rice unfit for consumption is polished and mixed with the local produce,” he pointed out.

Secretary Bandulasena however pointed out that in the case of such adulteration it was the responsibility of the Consumer Protection Authority to check on the matter and initiate action against those responsible.

My life is under threat-Ven. Galagoda Aththe Gnanasara Thera

In an interview with Ceylon Today, Ven. Galagoda Aththe Gnanasara said several recent incidents have compelled him to live in hiding as there is an attempt to assassinate him after arrest. The Thera further said he had to keep changing his hideouts for the protection of his life as he has hardly any faith in the government to protect his life. “Several unidentified people were loitering around my temple in Rajagiriya a couple of days ago. On inquiry, they replied that they were on a mission to apprehend narcotic dealers who were passing by the temple. I have been surreptitiously observing them for over an hour, but they did not seem to stop any vehicle passing along the road. I observed them looking around the neighbourhood of the temple,” he said. He further said he could sense danger in the manner they behaved and he immediately left the temple and is in hiding at present.

Commenting on the destruction of Buddhist archaeological sites by Muslim settlers in areas which were widely spoken about in Parliament this week, he said Muslims hardly possess any cultural or archaeological values and they attempt to deprive other communities of their lofty traditions out of malice. The Thera also mentioned that Buddhists and Hindus are being converted to Islam by offering financial support, marriage and various other material benefits. He reiterated during the interview that BBS has no malice against Hindus. “Buddhists and Hindus are culturally interrelated and both religions share similar values. When Hindus face injustice, BBS is prepared to speak for them,” he said. The Thera added that BBS has no animosity towards Muslims who moderately practice their religion and those people are in fact not harmful to the coexistence at all. “We are against Muslim extremists who spread Wahabism which is the greatest threat to the existence of non-Islam believers,” the Thera said.

?Your presence was not felt until recently after the change of government. What made you make a sudden comeback?

A: This is not an abrupt comeback. I have been engaging in various endeavours overseas such as in Japan and Korea. I spent a limited time in Sri Lanka and that may be why my presence was not felt in a strong manner as today. Although we remained active and continued to reveal the injustice faced by the majority ethnic community, some media organizations did not support us merely out of malice. When an arrest warrant was issued, they exaggerated the news. They also continue to condemn the BBS in a malignant manner as in the past.

We met President Maithripala Sirisena on several occasions. We discussed in details the destruction of archaeological sites, deforestation at Wilpattu and setting up of illicit Muslim territories, drug and the human trafficking taking place via the settlements in Wilpattu. Unfortunately, the government failed to take action against culprits. Muslim extremism has crept into the administration. The so-called Sinhala Buddhist rulers act according to the whims and fancies of Islam extremists who spread Wahabism. Extremist Muslim politicos in the government are extremely powerful. When the misdeeds of Muslim extremists began to escalate, we too had to rise against them. One may refer to this situation as an abrupt comeback. In fact, we abruptly reacted to the escalating injustice faced by Sinhala Buddhists.

?It was clear that the former regime did not curb BBS and allowed it to function on its own. Why does the government attempt to suppress BBS? Is it due to political animosity because BBS is supporting Mahinda Rajapaksa?

A: I do not agree with it. Repressive measures were applied even by the former regime. Former government plotted to apprehend the Chief Executive Officer of BBS Dilanthe Withanage. It even attempted to ban BBS.

Extremist Muslims were active in the Rajapaksa regime as well. Yet, they were not as powerful as they are today. That is why the repressive measures applied by the government on BBS appear to be severe in comparison to those of the former regime.

?If you are apprehended or surrender to the Police, do you suspect of any plot to assassinate you in the manner that of the underworld figure Samayan was killed?

A: I dare claim that I have no faults. While the Police have fabricated allegations against me for my arrest, various politicos such as C.V. Wigneswaran, Sivajilingam, Vijeyakala Maheswaran, Rauff Hakeem, Rishad Bathiudeen, Azath Salley and the Eastern Provincial councillor Shibly are plotting against me. I dare say the law of the country is partial. It shows the ulterior motives behind the moves to apprehend me. Muslim extremist politicos want to silence me so that they could implement the agenda of Arabian countries to convert Sri Lanka into a Muslim country.

If you take recent incidents, underworld gangsters were killed by the goons clad in Police uniform and Police Officers were killed by drug dealers. How can you provide security to my life? There is a clear threat to my life. President Sirisena was informed by a person in March about an attempt to assassinate me and to create unrest in the country with the intention of destabilizing the government. The person further alleged that some Police Officers might be involved in the plot to assassinate me. When the Police wanted to arrest me at Kurunegala, they did not have a warrant or a valid reason to do so. Moreover, some of the Police Officers were drunk at the time. The arrest warrant was issued on 25 May 2017 stating the reasons. They tried to arrest me in a Muslim area. It aroused my suspicions that they could be killers posing as Police Officers. There have been many political conspiracies and assassinations in this country. Therefore, I believe that there is a plot to assassinate me after apprehending.

?Your contentious remarks against minority communities propelled the idea that you want to be a martyr. Isn’t your hiding contrary to your aggressive behaviour?

A: I dare to be a martyr, but this situation is akin to State terrorism. Muslim extremists in the country have become extremely powerful with the unconditional backing of the government. Muslim extremists were instrumental in bringing the government to power to serve their selfish aims. They are in dire need of getting rid of me. Should I allow that to happen? Although I’m not scared of facing death, I do not want to become a victim of Islamic terrorism.

As a Bhikkhu I strongly believe that I have not committed sins even in my previous births. Those merits will protect me from dangers.

?Do you perceive that Sri Lanka needs a separate court system (Sanghadhikarana) to deal with cases pertaining to Bhikkhus as it is unethical to arrest a Bhikkhu by lay people?

A: Where does it state in the law that Sri Lanka is a Buddhist state? Although Sri Lanka should be one, it is not. I do not think the rulers of this country will think of forming a Sanghadhikarana. It is in fact vital to set up a Sanghadhikarana and appoint a Sanga Raja (Head of the Buddhist monks’ judiciary system) to solve the disciplinary matters pertaining to Bhikkhus.

?You are alleged to have been maintaining links with the Norwegian government. BBS is alleged to be funded by Norway to trigger communal violence in the country. Can you refute such allegations?

A: Yes, I can. Could you cite any instance where the Norwegian Government has funded any Buddhist organization? Sri Lanka is famous for bringing baseless allegations against opponents. People of this country are carried away by rumours easily. Even the leaders are of that nature. This is a rumour created by a group in the Mahinda Rajapaksa regime to tarnish the BBS image. Their intention was to keep people away from BBS and to deprive us of their support.

Has anyone been able to prove the allegation that BBS is funded by the Norwegian Government?

?BBS has alleged that Arab countries are on a mission to make Sri Lanka an Islamic State and Sri Lankan politicians have been beguiled by Muslim politicos to make that happen. Is that true?

A: According to Islam, there is no God other than Allah. The extremists who follow the teachings of the Quran are on a mission to convert the entire world to Islam. It is said the Jihad battle will not be given up until the entire world becomes Muslim. Sri Lanka has already become a victim of that Islamic extremism.

Unfortunately, leaders of this country are reluctant to admit it. BBS warned that there are ISIS members in Sri Lanka. And it has been proved. An ordinary school principal in a rural area who appeared to live in harmony with other communities became an ISIS terrorist and got killed in Syria. When we warned of this, the authorities laughed at us. We keep on enlightening the government of the acts of Islamic extremists, but it turns a deaf ear. Moreover, we came to know that ISIS terrorists received salaries from Ulama organization in Sri Lanka. They had studied Sharia Law in Pakistan. Today Sri Lanka has become an academic centre to teach Sharia Law. There is a university being set up in the Eastern Province that provides free education on Sharia Law. Sri Lanka has become a safe haven for international Islamic terrorists to get military training due to the slack nature of the immigration process.

During Chandrika Kumaratunga’s government in 2002, the President’s Commission Report clearly mentioned that Sri Lanka is slowly becoming a victim of world Islamic invasion. Fifteen years have elapsed and we can clearly see the accuracy of that statement. Muslim population is expanding. Foreign Muslims are being settled down in the Wilpattu area. Hindus, Christians and Buddhists are being converted to Islam.

This government was elected with the political support of ISIS. If the government is an elephant the spear that control and frighten it is akin to extremist Muslim politicos. Hence, it is apparent that Sri Lanka is slowly becoming an Islamic State. I can predict that in another 15 years, Muslim extremists will start a war in the country and that will be worse than the one we fought against the LTTE. Islamic extremists will fight in a clandestine manner so that no one in the country will know that they have become victims. I claim that Islamic extremism is far more terrorizing than the LTTE.

As I said, Muslim politicos work according to Islamic Fundamentalism which is called Wahabism. That is why Azath Salley says he will form a Jihad terrorist group to kill me and the Eastern Provincial Councillor threatens that there will be a bloodbath in Sri Lanka. Countries that accommodated Muslim minorities in the past have today become Islamic States. That is how they grow.

?BBS often speaks about Wahabism. What does that mean? It is difficult for lay people to understand that word?

A: The pernicious side of Wahabism cannot be elucidated in a brief interview like this. The word is often used by BBS. I may provide you with a very brief account of Wahabism. Wahabists are the extremist and fundamentalist Muslims. They follow the austere form of Quran and claim that whoever does not submit to the will of Allah, should be killed. If I am to quote the Quran;
(2:191-193) “And kill them wherever you find them…,. And Al-Fitnah [disbelief or unrest] is worse than killing…,. And fight them until there is no more Fitnah [disbelief and worshipping of others along with Allah] and worship is for Allah alone…
ISIS is completely based on Wahabism. In short, Wahabists stress that the entire world should be converted to Islam and there should not be any non-believer left. That is why ISIS is engaged in killing non-believers of Islam.

Sri Lanka’s luxury condos already in trouble: developers

Sri Lanka’s high-end luxury apartment developments may already be in trouble, according to at least two developers responding the Central Bank’s concern over a property bubble that could potentially undermine the entire economy.

The private Iconic Developments, an apartment builder, said it was aware of at least two projects that failed to take off resulting in cautious lending to the sector while another condo developer, Fairway Holdings, acknowledged a “bubble” in the high-end segment.

Central Bank of Sri Lanka Governor Indrajith Coomaraswamy announced earlier this month that they were closely monitoring the real estate sector after fears that excessive credit may have fuelled a property bubble that could cause distress to all.

He said  a low interest regime about three to four years ago encouraged money  into real estate which at the time appeared to give the highest rate of return on investment.

“What has been happening is that this sector has given a much higher rate of return than anything else,” he said. “When that happens, in whatever sector,  usually too much money gets in and then you end up in tears.”

Responding the Central bank chief’s comments, Fairway Holdings, which is putting up condominiums just outside Colombo,  agreed that a bubble may be forming, but said it was in the “luxury” segment.

“While agreeing that there is a possible bubble in the segment identified as ‘luxury’… the mid-range market is driven by solid fundamentals, underlying a gradual move towards modern city life,” Fairway chief Hemaka de Alwis said in a statement.

“Surely when the highest segment sells at double the price per square foot of the mid-range, there is every possibility of an unrealistic element in the pricing because the cost/quality base is the same – but the point is the whole industry can’t all be tarred with the same brush,” he said.

It is not clear what is meant by “luxury”, but the Hatton National Bank at a recent investor forum noted that they had not financed apartments generally costing over 40 million rupees, but felt there would be demand for more modestly priced units.

“We monitor the area quite closely,” HNB’s Chief Operating Officer Dishan Rodrigo said. “In case there is going to be a bubble, we know we are going to be relatively well insulated from it.”

HNB Chief Jonathan Alles said there was scope for apartments in the range of 10-20 million rupees targeting executives if developers were willing to get into that business.

Disputing reports of excessive bank credit into the sector, Fairway said only 10 percent of their customers used bank loans to finance their purchases while 75 percent of the customers bought the units to live in.

“Both indicators suggest that people are converting existing assets into apartments to support an urban lifestyle change,” Fairway said.

Iconic argued that there was real demand despite at least two projects getting into trouble, but did not identify those in difficulty.

“Acknowledging the fact two notable high-end developers had failed to get their projects off the ground, resulting in limited negative ramifications for lending to the sector, Iconic noted that the significant majority of real estate development was in fact being driven by real demand.”

A recent Hong Kong Bank study also showed that about 60 per cent of buyers of apartments were speculators trying to make a quick profit while 25 per cent were Sri Lankans living abroad. Only 15 per cent bought apartments to live in them. The report also suggested that a majority of apartment buyers were those unable to explain their wealth.

The Indian Diaspora in the US

From 12,000 Indian immigrants in 1960, the Indian-American population has shot up to over 3million. The worldwide Indian diaspora itself is immeasurable with estimated figures ranging from 20-30million. Many of these Indians are proud Americans with little allegiance to their land of birth, however, qualities of their birth land remains and is part and parcel of the lobbying techniques used to exert Indian dominance in any country they have become naturalized citizens in.

The restrictive Immigration Acts of 1917 and 1924, which effectively banned immigration from Asia. As of 1960, there were only 12,000 Indian immigrants in the United States. The 1965 Immigration and Nationality Act removed origin-country quotas and created employment-based immigration channels, as well as subsequent legislation emphasizing highly skilled immigration provided an entry pathway for a growing number of professionals and students from India. Immigration Act of 1990 contributed to a rapid increase in the size of the Indian-born population. From 1980 to 2013, the Indian immigrant population increased ten-fold, from 206,000 to 2.04 million, roughly doubling every decade.
