Hotel Association offers selected hotel facilities to prevent COVID-19

The Hotels Association of Sri Lanka (THASL) today said that the Association is willing to work with the membership to offer selected hotel facilities in the battle against preventing the spread of COVID-19 in the country. THASL President Sanath Ukwatte said the members of the association have been following with deep appreciation the strenuous efforts made by the Government to contain COVID-19 crisis.

“Our members are willing to house those who are subject to two weeks of quarantine at remote locations. In addition, THASL has come forward to house medical staff who are working around the clock who are unable to get home after their work shift.

The number of rooms will depend on demand but it will help to maintain wellbeing of this important staff who is performing an yeoman service to the nation at this crucial time.

THASL stands ready to support the Government’s efforts in fighting the COVID-19 pandemic and supporting the wider community, especially our healthcare professionals at a time when they need it most,” Mr. Ukwatte said.

Sri Lanka records 77 positive coronavirus cases

Another person has tested positive for Covid-19 in Sri Lanka, bringing the total number of infected persons to 77, says Minister of Health Pavithra Wanniarachchi.

Earlier this evening (21), four new positive coronavirus (Covid-19) cases in the country.

Accordingly, the Covid-19 case tally in the country now stands at 77. The majority of these patients are reportedly males.

As of yesterday (19), Sri Lanka recorded a total number of 72 Covid-19 patients. However, five new patients were reported during the course of today’s observations.

According to the report published by the Epidemiology Unit of the Health Ministry this morning (21), 245 patients are under observation at selected hospitals on suspicion of being infected with the virus.

Two dead in A’pura Prison shooting; no inmates escaped, says Police

Another inmate injured in the Anuradhapura Prison shooting incident has succumbed to his injuries, stated the Director of Anuradhapura Hospital.

This brings the total number of deaths in the incident to 2, stated the Hospital Director.

A tense situation occurred at the Anuradhapura Prison this evening (21) leading to a shooting incident.

Previously, an inmate suspected with an infection of COVID-19 had been identified and had been hospitalized for treatment.

Reportedly, inmates had staged a protest over the incident today, with several detainees attempting to escape during the commotion.

However, prison officials had opened fire at the inmates attempting to escape and 5 inmates injured in the shooting have been hospitalized.

Subsequently, 2 injured detainees had succumbed to their injuries, stated the Hospital Director.

The tense situation at the prison had resulted in a fire at the prison premises as well.

However, no inmates had been able to escape in the incident, assured the Police.

Anuradhapura Police, Anti-Riot Squad and the Special Task Force (STF) have been called in to control the situation.

Police arrest 180 over curfew violations

Police Media Division stated that 180 individuals have been arrested over violating the curfew within the time period between 6 pm yesterday (20) and 9 pm today (21).

The government yesterday (20) imposed an island-wide curfew from 6.00 pm until 6.00 am on Monday (23).

The curfew was enforced as a means to minimize public gatherings in order to contain the spread of the deadly coronavirus within the country.

All individuals were advised to remain indoors during the time of the curfew and to maintain a minimum distance of each other. Authorities have warned that public congregation can lead to the further spread of the virus.

As a preventive measure, the government also banned all leisure trips, pilgrimages, and tours within the country until further notice.

A total of 130 persons who had violated curfew have been arrested during operations across 31 police divisions, says Deputy Inspector General (DIG) of Police Ajith Rohana.

Ten motorcycles and a three-wheeler have been seized during the operations.

Some of these arrests were made in Dambulla, Bandarawela, Haputale, Tangalle, Katunayake, Walasmulla, Nallathanniya and Ampara areas.

Nine persons who had been travelling in two three-wheelers and three motorcycles were taken into custody in Dambulla.

In the meantime, 8 persons were arrested for having a party during curfew hours, while another person was arrested in Haputale for keeping his restaurant open during the night.

Two individuals who were taken into custody in Walasmulla area had been transporting sand in two tipper trucks.

A motorcyclist and the pillion rider were arrested in Nallathanniya area and three others were detained by the police while loitering in Katunayake and Ampara areas.

Meanwhile, another motorcyclist who had been driving under the influence of alcohol was nabbed in Tangalle.

Global Pandemic: Coronavirus has shaken the world

Corona virus has today impacted 182 countries with 246,467 confirmed cases and 10,047 deaths. In fact, though China had 80,967 confirmed cases the death toll was 3,248 and China proudly claims zero cases in China. However, Italy with 41,035 confirmed cases has 3,405 deaths exceeding that of China. What did China do right and what is Italy doing wrong? This is the question that engulfs most countries now dealing with the coronavirus coupled with indiscipline and selfish attitude of citizens as seen in the case of Sri Lanka. The peak in cases and contaminations has been as a result of contaminated Sri Lankans arriving from Italy in secret and refusing to be quarantined.

72 active COVID-19 patients in Sri Lanka

Two more persons have tested positive for Coronavirus, increasing the total number of cases in Sri Lanka to 72, Health Minister Pavithra Wanniarachchi said.

As of yesterday (19), the number of Covid-19 patients in the country stood at 59. However, 13 new patients have identified within today alone.

According to reports, over 200 patients are under observation at selected hospitals on suspicion of being infected with the virus.

Meanwhile, the National Operation Centre for Prevention of Covid-19 has stated that 2,738 persons including 30 foreigners are being quarantined at 17 centres across the country.

AWAKENING TO REALITIES OF LIFE

By regular practice of Bhavana” or Buddhist meditation, one could go beyond everyday consciousness to a deeper level of consciousness or a deep state of mental calm which leads one to a state of awakening to realities of life, to self-understanding and the ultimate meaning of life. According to the teachings of the Buddha, Bhavana” is the key to understanding your true nature or discovering who you truly are.  It helps one to develop one’s understanding of oneself that comes from a clear view of reality. Buddhist meditation is not a means of escaping reality. It enables one to discover who you really are. In other words, meditation helps one to unmask the causes of one’s stress, discontentment, and suffering and to dispel one’s mental confusion. Deep meditation helps one to develop emotional intelligence, self-regulation, and empathy necessary for successful relationships to face interpersonal challenges and eventually to experience true happiness.

Samatha” and Vipassana” are the two common types of Bhavana or Buddhist meditation practices or methods of mental development that help to raise human consciousness to a higher level, bringing one’s mind to a state of equilibrium. Samatha is the development of tranquility and Vipassana is the development of insight. Samatha aims only at concentration whereby the individual is constantly conscious of one object and this concentration is directed along a single channel of one-pointedness until serene mental tranquility is reached.  It is noteworthy that this form of mental development does not bring about an understanding of reality, nor of its cause and effect. It brings only tranquility. One can begin with Samatha or the development of mental tranquility and after having achieved concentration, one can proceed to vipassana or the development of insight or wisdom.

Vipassana meditation practice purifies the mind to enable it to gain insight. Insight means wisdom which enables one to see that mental states and matter are impermanent or transitory, unsatisfactory or suffering, and non-self or impersonal. Vipassana is the realization of the three signs of being- anicca” (impermanence), dukkha” (suffering), and anatta” (non-self), by direct insight at a deeper level of awareness at an intuitional” plane where it is experienced as a psychological fact

SELF AWARENESS

Complete self-awareness is possible only by those who have advanced in the development of their minds through regular meditation. Such a mind can have a clear perception of what you, in fact, is mistakenly considering as ‘yourself’. According to Buddhism, there is no permanent soul” or self”. An individual is subject to constant change, as the elements or skandhas” that constitute the individual or what we identify as me”, or self” is a combination of five constantly changing skandhas. A person may be compared to a river, which retains an identity, though the drops of water that make it up are different from one moment to the next. There is no one, no soul” or self” sitting inside me, as we think there is. Anatta” or no permanent self is at the core of the teachings of the Buddha.

In other words, what we identify as self” is a combination of five skandhas” or aggregates,  namely:  

1. rupa” or the body or the manifest form of the four elements – earth, air, fire & water; 
2. vedana” or sensations or feelings;   
3. sangna” or perceptions of sense objects; 
4. sankaras” or  mental formations;   
5. vinnana” or consciousness or awareness of the other mental aggregates.

These five skandhas sum up the whole of an individual’s mental and physical existence. They are impermanent, constantly changing, transient processes that function continuously on an ongoing basis and we cling on to these processes considering them as self”. In other words, the tendency is us to consider the skandhas as ‘self’ and to cling on to the illusion of a permanent self. Identifying themselves with their transient personal characteristics such as thoughts, feelings, volitions, and consciousness with the notion of permanence, people cling on to these transient skandhas. Such attachment brings about craving, greed and associated fear, hatred, jealousy and prejudice resulting in stress and suffering. In order to find deep abiding peace and serenity, we need to learn to let go of any attachment to or habit of fixating on to a self-identity.

If we really want to get rid of suffering, completely and totally, then clinging to the illusion of a permanent self must be dropped. Letting go of one’s attachments is not an easy task. In order to be free of attachments and thereby free of suffering one must realize the non-existence of this illusion of self”. This calls for wisdom or a higher degree of mental development or a deeper level of consciousness available when you focus your mind in meditation. In other words, such a mind can be developed by those who have advanced in the development of their minds through regular meditation.

Buddhism stands unique in the history of human thought in denying the existence of a separate ‘soul’ or ‘self’. According to the teachings of the Buddha, the idea of a soul or self is an imaginary false belief which has no corresponding reality. It produces harmful thoughts of me” and mine”. The self” is not a rigid, unchanging entity but a living evolving organism. It is an ever-growing changing bundle of attributes or characteristics, forming our character and personality.  All defilements like greed, hatred, and ill-will, etc., have their root in the wrong notion of a soul or self. The hindrance caused by defilements like greed, hatred, etc., is eliminated by the realization of the doctrine of ‘no soul’. The Buddha teaches that, what we call ego, self, soul, personality, etc., are merely conventional terms not referring to any real independent entity. And he teaches that there is only to be found this psycho-physical process of existence changing from moment to moment. Without understanding the ego-lessness of existence, it is not possible to gain a real understanding of the Buddha-word; and it is not possible without it, to realize that goal of emancipation and deliverance of mind proclaimed by the Buddha.

According to Buddhist teachings, what we regard as self or ego or soul are miscomprehensions arising from lack of knowledge of absolute truth about these so-called entities. In reality ‘self’ is but a very rapid continuity of birth and decay of mental states and matter. Insight has as its function, the destruction of all hidden defilements, cravings and wrong views. The insight will enlighten us to the true nature of mental states and matter or in other words that mental states and matter are not lasting, they bring about suffering. Mental fetters bind us tightly to ‘dukkha’ or suffering. These fetters are mind defilements namely, greed, hatred and delusion (loba” dosa” moha”), along with their many offshoots such as anger, malice, jealousy, stinginess, hypocrisy, obstinacy, conceit, arrogance, vanity and heedlessness.

THE NOBLE EIGHTFOLD PATH

Self-purification is a prerequisite for the removal of these defilements. The work of self-purification is to be undertaken by treading the Noble Eightfold Path, with its three divisions of virtue, concentration and wisdom (‘seela’, ‘samadhi’, ‘panna’). Each of these divisions of the Eightfold Path is intended to remove the defilements at successively subtler levels. It is only when these defilements have been completely uprooted by direct insight into the true nature of phenomena through deep meditation practice, that ‘dukkha’ can be completely removed and Nibbana or the highest happiness, peace freedom and security is attained right in this very life. The Buddha points out that real happiness, peace, freedom, and security must be attained by overcoming these mental defilements. The training in ‘samadhi’ or concentration aims at eliminating the active eruption of the defilements into our thought processes. Panna or wisdom helps to eradicate defilements at the fundamental level. It is only when these defilements have been completely uprooted by wisdom or by direct insight into the true nature of phenomena, that ignorance is completely removed, and one reaches the state of highest happiness, peace, freedom, and security right in this very life.

This essay concludes the discussion on the contrived failure of Eelam War II and III.  The essay starts with the Millenium City Raid.

 The Intelligence branch of the Sri Lanka army had carried out top-secret covert operations from a safe house in Millennium City Housing scheme at Aturugiriya.  It is usual for armies to have safe houses. The Athurugiriya Safe House had been rented by the Directorate of Military Intelligence in December 2001.

The location of the house was known only to one or two DMI officials. It was a closely guarded secret. The last LRRP operation from Aturugiriya had been prematurely concluded on December 21. It had become difficult to execute highly classified, sensitive operations, since a Ceasefire had been planned.

In January 2002, a middle grade police officer, Kulasiri Udugampola, a SP in the Kandy Division, obtained a Court Order to conduct a raid on the safe house at the Millennium City at Athurugiriya. The exact address of the house was stated in the order, critics observed, though this was a secret location.

Udugampola had spoken to the Army’s Provost Marshal, and obtained the assistance of the Military Police.  Udugampola and his team raided   Millenium City safe house.   Captain Nilam and other intelligence officers found there,  were arrested, abused ,    bundled up and driven  to Military Police Headquarters in Narahenpita and then to Kandy where Detention Orders were served on them under the PTA.

The raid was conducted on the bogus excuse, that there was a conspiracy in Millenium City to assassinate Prime Minister Ranil Wickremesinghe.   There was no evidence of such a plot. A second charge was added on to this. That thermo-baric explosives had been brought to the Panaluwa Army Testing Range in order to train non-military persons on the orders of the Directorate of Military Intelligence (DMI). The Panaluwa training was for the LRRP team. They were taught the use of thermobaric weapons for use in assault on Tiger guerrilla positions.

The political aspect of the matter soon emerged.  Udugampola had telephoned Interior Minister John Amaratunga, to complain of pressures on him. Minister Amaratunga dispatched Lal Ratnayake, a former DIG, to Athurugiriya to make sure nothing was done to suppress matters. The media was informed and there was wide publicity .

The Millenium City Raid had been carried out on the urging of the LTTE. The LTTE knew that this house was used by the Long Range Reconnaissance Patrol (LRRP). LLRP had caused much damage to the LTTE. The LLRP were highly trained men who infiltrated Tiger guerrilla controlled areas and carried out devastating attacks. The Aturugiriya raid was to crush the LLRP.

After this raid, highly confidential information such as the names and addresses of the LLRP were made public and LTTE started to eliminate them one by one. LTTE   targeted intelligence operatives and their informants, gunning them down whenever they were exposed. Many informants were killed or went into hiding. Active officers were threatened or killed across the country. Col Nisham Muthalif and Col Rizley Meedin were among those killed.

It was charged that Ranil Wickremesinghe was involved in the release of the names of the 80 odd long-range Military Intelligence group to the Parliament which resulted in the names going public. The LTTE then hunted them down and killed every one of them. Some of them were captured and tortured by them to get more names. (https://en.wikipedia.org/wiki/Millennium_City_incident.)

The Millenium City raid exposed a top secret, DMI run operation. Military intelligence had made an enormous contribution to military successes of the Sri Lanka army. But with the Raid, the entire intelligence network established with much effort by the DMI was destroyed over night. This raid was a diabolical exposure of army intelligence to the LTTE, so that the LTTE could benefit from it. The public called it   ‘wisalatama pava deema.

The Press was used to mould opinion against the Sri Lanka army. Kamal Gunaratne   specially mentions a particular Sunday newspaper column, which publicized inside information. Persons within the army were giving him the information. This columnist    did not draw attention to officers who had committed errors, but had attacked some upright officers quite viciously till they fell, said Kamal Gunaratne.

This Sunday column greatly influenced the public perception of the war.  The columnist had repeatedly said that the army could not win, since it could not successfully wage war on both the eastern and northern front simultaneously. LTTE would eventually win.   Kamal Gunaratne is probably referring to Situation Report” by Iqbal Athas in Sunday Times.

His Situation Report for August 2, 2003 was accompanied by a detailed map giving both the LTTE military installations as well as those of the armed forces. Government wanted to know how Sunday Times had got this information, particularly the markings made on the map. Sunday Times said   they had drawn the map.

The best known piece by Iqbal Athas was on the MiG fighters ordered for Eelam War IV. These second-hand MiG-27 jet fighters from Ukraine, purchased by Defence Secretary Gotabaya Rajapaksa, greatly helped the state to win the war. That is the reason for the resentment and opposition.  In August 2007, Athas reported on the purchase suggesting that the deal had been corrupt. Athas traced the purchase to Bellimissa Holdings”, a company ostensibly based in the UK but not listed in the UK Company Register.

Sunday Leader also supported the allegation. It said that Belimissa Holdings address and individuals are fake. Even the contact numbers mentioned, are fake. Gotabhaya Rajapaksa filed a case at the Mount Lavinia District Court against Lasantha Wickrematunga and the Sunday Leader. In 2015, The Sunday Leader apologized to Gotabaya Rajapaksa for a series of articles written in the newspapers in 2006 on the purchase of MIG 27 aircraft for the Sri Lankan Air Force. The unqualified apology was carried in the Leader newspaper of 08. 03. 2015.

C.A.Chandraprema explained. This transaction relates to the purchase of four second hand but fully overhauled MiG-27s and the overhaul of three more MiG-27s and one MiG-23 UB Trainer in 2006, he said. The total amount paid by the government of Sri Lanka for the purchase of four additional MiG-27s and the overhaul of four other MiG aircraft in 2006 was US Dollars 15,665,437 (USD 15.6 million.)  Four additional MiG-27s were delivered to Sri Lanka and four existing MiG aircraft were taken from Sri Lanka to Ukraine, fully overhauled and brought back and all these aircraft were in use until the war ended.

The MiG – 27 purchased in 2000 had a very short life span one to two years. However, in the contract entered into on 26 July 2006 between the Air Force and UKRINMASH for the supply of four MiG-27s and the overhaul of three MiG-27s and one MiG-23 UB trainer clearly states that the air frames of all the aircraft will have a service life or TBO of 850 hours/8 years and the engines 550 hours/ 7 years, with the MiG-23 UB trainer having an engine service life of 400 hours. That was why the cost was more. Four MiG-27s bought in 2006, cost more and were purchased for USD 2,462,000 each and the cost of transporting the four planes to SL was USD 460,000.

The allegations in relation to the MiG transaction have kept changing over the years, observed Chandraprema. When this first started back in 2006, the allegations were that the four MiG-27s bought in 2006 cost more than the MiG-27s bought in the year 2000. The other allegation was that the purchase price was not paid to the supplier UKRINMASH but to a third party called Bellimissa Holdings.

Actually, Bellimissa Holdings was also a signatory to the contract .The contract had three signatories – the Commander of the Sri Lanka Air Force as the buyer, UKRINMASH as the seller and Bellimissa Holdings Ltd as the designated party which was to receive the payment. D.A.Peregudov a Director of UKRINMASH had written to the Defence Ministry explaining that UKRINMASH is a fully state owned enterprise and that according to Ukrainian law, they cannot trade on credit terms and they cannot provide credit facilities for two years as requested by Sri Lanka. Hence a financier by the name of Bellimissa Holdings Ltd would provide financing for the transaction.

There are international groups that keep tabs on what kind of military hardware is being bought and sold on the international market, said Chandraprema. They saw nothing wrong in the Sri Lanka purchase. The US based ‘Strategy Page’ website said on 27.12.2006 that Sri Lanka has purchased an additional four second-hand MiG-27 fighter bombers from Ukraine, for about USD 2.5 million each. It said later, Sri Lanka bought MiG-27s largely because they were so cheap … Sri Lanka was able to get some proven combat aircraft at a fraction of what any alternatives (new or used) would cost.

The Ceasefire Agreement of 2002 was used to weaken the Sri Lanka army. The army was confined to barracks and its FDLs.  UNP government did not give the army enough money to even maintain the vehicles and munitions. The government ordered the army HQ not to issue daily situation reports through the Information Dept.  The army had to stop releasing information to the public on LTTE atrocities and CFA violations.

Vanni Sevaya radio broadcast which was providing a very useful service to the police and security forces was closed on 31.3.2002 and SLBC directed to use the facilities to set up a Tamil commercial service.

Vanni Sevaya,  was an the SLBC run radio station set up over a decade ago for the benefit of security forces and police deployed in the region. Army appealed against the decision but was ignored. The excuse was that the service was not generating any revenue. The closure of the Vanni service gave the clandestine Voice of the Tigers a chance to engage in propaganda without hindrance.

The   Ceasefire Agreement was used by the LTTE to strengthen their defense systems. Entire container loads of equipment were allowed to go to the Wanni to LTTE on Ranil’s instructions.  Container loads of equipment and maybe even armaments were brought in through the customs without inspection on Ranil’s instructions and send directly to the LTTE (seehttp://www.island.lk/index.php?page_cat=article-details&page=article-details&code_title=1146733. The government, the public and even our own soldiers thought that the LTTE was a superior fighting force, said Kamal Gunaratne. A senior minister told Kamal Gunaratne You can’t win the war with the LTTE.” When I said that we could, he said: Colonel, your people have been fighting with the LTTE for so long and couldn’t win a battle so that is why we have to go for peace talks.” We also had Service Commanders who said we could never defeat the LTTE and ended up as 4 star Generals,   said Kamal Gunaratne.

Since the Army was losing continuously in the battlefronts, in Eelam War II and III,   the public also didn’t have much faith in the fighting strength of our soldiers and thought the LTTE was more powerful than us. In all the operations, except for a few operations like Balawegaya, in which we liberated Elephant Pass and Thrivida Balaya, we ended up with disasters, said Kamal Gunaratne.

We had tremendous support from the public whenever we started a battle with the LTTE. The public displayed banners and posters all over the country and also conducted religious ceremonies in temples, kovils and church to bless the armed forces and ensure its safety. However this lasted only for a month or two after an attack. Thereafter the enthusiasm waned and completely disappeared, though the war continued.

There was also a certain amount of enduring public support. This was reflected in the creation of welfare committees for the soldiers, on the battle front and well as those who were wounded. Also in the fact that Anuruddha Ratwatte, Deputy Minister of Defence was roundly criticized by everybody for his unsuccessful military operations.

There were other forms of support. Consultant anesthetist Dr.  B.S. Perera    returned to Sri Lanka from Australia in 1994 and worked at the Military hospital from 1997 to 2000 and donated his full remuneration to the National Defense Fund and the Kobbekaduwa Trust Fund.

Two minor employees of Sri Lanka Ports Authority detected two frogmen carrying explosives near the Jaya container Terminal. They alerted authorities and prevented an attack on Colombo Port in 1996..

One segment of urban society did not care about the War.  They had no emotional connection with the Eelam war. Some could not care less if a portion of the country fell to the LTTE as long as their lives were not disrupted.  Some did not even remember that there was a war going on. They were more concerned with sports and musical shows.  They were not bothered even if the LTTE had killed 50 soldiers. But the entire nation mourned if a cricketer had a run out for a few runs, said Kamal Gunaratne.   (CONTINUED)

Sri Lanka imposes curfew as South Asia steps up coronavirus battle

COLOMBO/RAWALPINDI, PAKISTAN (REUTERS) – Sri Lanka imposed a nationwide weekend curfew on Friday (March 20) as South Asian countries escalated efforts to check the spread of coronavirus across the densely populated region of 1.9 billion people.

South Asia appears to have been less hard hit than elsewhere in the world, but the rate of new infections in Pakistan, India and Sri Lanka is accelerating with the total across South Asia passing 800. Seven people have died.

Officials worry that these countries could prove especially in danger due to poor health facilities and infrastructure in much of the region. The virus has already infected more than 245,000 people worldwide and killed more than 10,000.

A police curfew took effect nationwide in Sri Lanka at 6pm on Friday and will run until 6am on Monday, as the authorities on the island acted to slow transmission of the virus, which has infected 70 people there.

CURBS EXPAND

In India’s financial hub Mumbai, the authorities on Friday ordered all businesses and offices other than those providing essential services to shut down until further notice.

In a nationally televised address late on Thursday, Indian Prime Minister Narendra Modi appealed to citizens to stay home and avoid panic buying, and suggested a one-day nationwide curfew for Sunday to practice social distancing.

India, the world’s second-most populous country, also plans to halt all incoming international flights to help stem the number of cases, which passed 220 on Friday.

That number could rise sharply when India begins to ramp up testing on suspected carriers.

The authorities have so far tested fewer than 14,000 people for the virus, the Indian Council of Medical Research said on Friday – a tiny fraction of its 1.3 billion people.

Wuhan virus: Sri Lanka confirms first case

Outbreaks in Malaysia and South Korea both worsened after carriers of the coronavirus attended places of worship.

“Don’t be afraid of this corona. This corona can’t be stronger than our belief,” an Islamic cleric said in a loudspeaker announcement in Rawalpindi, a city adjacent to Pakistan’s capital Islamabad.

“Saying prayers at the mosque is much better an act than sitting at home like a coward,” Mr Nasir Jan, 56, a trader, told Reuters after attending mosque.

“We all have to die one day, but that doesn’t mean that we start quitting our beliefs.”

Other mosques in the region screened people for high temperatures using thermometers and urged their faithful to practice greater social distancing during Friday prayers.

Following Mr Modi’s appeal, a senior district official in the town of Ayodhya in India’s northern state of Uttar Pradesh, said he expected the state government to call off the Ram Navami Mela, a major Hindu religious gathering in the temple town.

“We’re expecting an official order in a couple of days and it will be in line with what our Prime Minister said yesterday in his address,” said the senior official.

Prime Minister K.P.Sharma Oli of Nepal, in an address to the nation, said all international flights were suspended until March 31.

Public and private offices, except those providing essential services, will be shut until April 3 as a precautionary measure against the coronavirus. Public buses running on long routes will be suspended, he said.

“Remain clean, stay away from crowds, stay at home as far as possible, be patient, don’t panic and don’t be influenced by rumours,” the Prime Minister said.

The Government today requested the public to strictly adhere to the social distancing policy of one metre at public places. In a statement, the President’s Media Division (PMD) said this should be adhered to while travelling in public transport as well.

“In order to observe the social distancing in buses and trains must carry only half of the number of passengers that they normally transport,” it said. The statement further said, “In an attempt to mitigate the spread COVID-19, the Government has taken two more stern measures today. First is the imposing an island-wide curfew with effect from 6.00 pm today (20) until 6.00 am on Monday (23).

The Government will announce the time of the re-imposition of curfew on Sunday (22).

All forms of picnics, pilgrimages and leisure tours of foreigners have been suspended with immediate effect. It has been identified that the congregation of people is escalating the spread of the pathogen. However, groups of tourists undertake leisure tours in the country. Locals to go on trips ignoring the prevailing threat.

The main objective of this step is to prevent the gatherings of such nature. Securing the daily life of the citizens is the utmost priority of the Government and President Gotabaya Rajapaksa daily studies the situation in the country and gives directives to the officials on future measures,.

The Government has dispatched adequate food and other essential items to shops including Sathosa and Co-Operative Societies outlets. The trade authorities have been advised to distribute the items without causing any hardships to the general public.

Following the notification by the World Health Organization on COVID-19, President Rajapaksa took several effective measures to combat the spread of the virus. The Task Force on Prevention of Coronavirus was established on February 26th. Sri Lanka is the first country in the world to implement such a mechanism.

The President takes decisions following regular discussions with the members of the Task Force and other relevant officials. At present, 17 quarantine centers with all required facilities have been set up at various places of the island.

All the passengers arriving from overseas are being subjected to quarantine.

Around 19 hospitals are ready to treat the infected. Established under the directives of President Rajapaksa, the National Operation Center for Prevention of COVID- 19 Outbreak, carries out its functions from No. 1090, Sri Jayewardenepura, Rajagiriya. The Center is tasked with the responsibility of implementing prevention and management measures through proper coordination between public health and other relevant services.

During the meeting with the members of the Task Force held on last Tuesday, the President requested not to use the situation for narrow political gains.

Although the challenge before the country is undoubtedly severe, the President pointed out that steps need to be taken while carefully studying every aspect and without causing any disruption to the daily life of the people.

Certain groups with vested interests are engaged in maliciously spreading false information using Social Media and word of mouth. Some of them have already been identified. Necessary legal actions will be taken against them.”

Cabinet allocates Rs.75Bn to settle ’Red bills’ of former Govt.

The cabinet gave the nod on Wednesday (18) to allocate a massive Rs. 75 billion to settle unpaid bills of the Yahapalana government to small and middle-level development projects, fertiliser companies, banks and many other investors, goods and services suppliers, cabinet spokesman, Minister Bandula Gunawardana said yesterday.

Addressing the weekly cabinet news briefing, Minister, Gunawardana said the cabinet gave approval to pay Rs. 10 billion immediately to drug companies for outstanding bills that remained payable by the Ministry of Health for drugs purchased on credit in 2018 and 2019, Rs. 3 billion to two fertiliser companies, Commercial Company and Lakpohora, Rs. 5 billion for small and medium scale constructors who built school buildings and renovated roads, Rs. 46 billion to banks to settle the subsidies payable by the Treasury to pay a 15% interest rate to senior citizens for their fixed deposits.

With the settlement of outstanding bills of these private and state establishments, there will be an increased circulation of money that would boost the purchasing power of the people. In addition to that, the drug companies will be in a position to re-open Letters of Credit to import essential drugs, fertiliser companies can import fertiliser and development project managements will pay salaries of their workers,” Minister Gunawardana said.

He said the approval of these funds was made possible after President Gotabaya Rajapaksa was empowered by the Constitution to obtain funds from the consolidated fund after the dissolution of Parliament and the Treasury Secretary as the chief financial officer of the state will obtain the money from the Treasury to allocate funds to each establishment, next week.

Small scale entrepreneurs, investors and businessmen who are in the red will be offered a bank loan to re-start their business at an interest rate of 4% and a grace period of six months will be offered to those who have defaulted debt repayments.

The cabinet has also approved Rs. 500 million for the COVID-19 prevention campaign and Rs. 8 billion for the Elections Commission. ()

Island-wide curfew to be imposed until Monday

An island-wide curfew will be imposed from 6.00 pm today (20) until 6.00 am on Monday (23), says the President’s Office.

The curfew is to be imposed with a view to prevent violation of provisions and regulations of the Quarantine and Prevention of Diseases Ordinance imposed for prevention of spreading COVID – 19 alias New Corona Virus.

All individuals shall remain indoors during the time of the curfew, the Acting IGP C.D. Wickramaratne said in a statement declaring the curfew. 

Furthermore, permission will be granted only for vehicles delivering / transporting essential services and media services during the time of the curfew while those travelling under permission granted shall use their official identity card issued by the relevant institution as the curfew permit. 

Whereas those flight passengers headed towards Katunayake airport may use their air ticket as a curfew permit, the Acting IGP said.

In the meantime, the police curfew imposed within the Ja-Ela and Wattala Police Divisions from 10 pm yesterday (19) was lifted at 9.00 am this morning and will be in force again starting from 12 noon until further notice.

Previously, police curfew was imposed in 11 police divisions in Puttalam, 7 in police divisions in Chilaw and the Kochchikade police division in Negombo from 4.30 pm on Wednesday (18) until 8.00 am yesterday. It was re-imposed at 2.00 pm in the afternoon and temporarily lifted this morning.

PM urges public to follow medical, government advice properly to beat coronavirus

Prime Minister Mahinda Rajapaksa today (20) urged the public to take well thought out decisions amidst the global Covid-19 pandemic while assuring that the government has taken necessary measures to face any crisis situation.

In a special statement, the Premier also appealed to the public to adhere to medical and government’s advice properly in order to rid the country of the deadly virus at the earliest possible.

Not even during the era of the world’s worst civil war did we have to impose an island-wide curfew.  But today we have to take such measures due to the negligence and irresponsibility of a few people,” he continued.

We have taken this decision to ensure the safety of you and your children,” the Premier said while apologizing for any form of inconvenience that is caused by the prevailing situation.

He ensured that the government is capable of supplying everything that the general public needs to continue their daily lives. Medicine, food and fuel have been stocked for months.”

The Premier also urged the general public not to have undue panic.

The government will not hide anything from the people, PM Rajapaksa emphasized, adding that information about the diseases and its nature will not be kept from the general public.

Dambulla Mayor arrested for organising bicycle race

The Mayor of Dambulla and another individual have been arrested in connection with organising and participating in a bicycle race, despite a ban on such events and large gatherings due to the Covid-19 outbreak, police said.

The bicycle race had commenced in the Dambulla town yesterday (19) morning while the start of the race had been signaled by Dambulla Mayor Jaliya Opatha.

DIG Ajith Rohana told reporters yesterday that the relevant incident will be investigated after it was reported by media and on social media.

Accordingly the Mayor of Dambulla and one of the organisers of the event were arrested today by Dambulla Police. They were produced at court after recording their statements.

The Dambulla District Magistrates Court ordered the suspects released on bail. Accordingly they were released on two personal bonds of Rs 1 million each.

Dambulla Police is conducting further investigations.

All expressways to be closed from 4pm

The Road Development Authority (RDA) says that all expressways will be closed for motorists from 4.00 p.m. today (20).

RDA Chairman Chaminda Athuluwage stated that vehicles will no be allowed entry to any of the expressways from 4.00 p.m. 

The decision has been taken owing to the curfew to be imposed island-wide from 6.00 p.m. today to 6.00 a.m. on Monday (23).

Meanwhile Sri Lanka Railways says that all train services will be halted from 3.30 p.m. today and will resume at 6.00 a.m. on Monday (23).

All leisure trips, pilgrimages & picnics banned until further notice

The government has banned leisure trips, pilgrimages and tours within the country with immediate effect until further notice.

President’s Media Division (PMD), issuing a communique in this regard, stated that this decision is coming into effect as a preventive measure to protect the general public from the risks of coronavirus outbreak in the country.

Despite the advisories issued by the government that public congregation can lead to the further spread of the virus, reports have been received that foreign and local tourists are travelling the country in groups, the PMD said.

The communique urges the public to refrain from engaging in such excursions.

The government has also urged the compliance with the instructions given to maintain a distance of at least one meter with other individuals in public places, including inside buses and trains.

In order to maintain social distance, buses and trains are allowed to carry half the estimated number of passengers that can fit in.

The government has issued an adequate number of essential food items and other goods to Sathosa and co-operative shops in the country.

These shops have been advised to distribute these food items and goods to the general public without causing any inconvenience to them.

In the meantime, the government will announce the time of re-imposition of the island-wide curfew on Sunday (22). An island-wide curfew will be imposed from 6.00 pm today (20) until Monday (23), to minimizer public movement as more people in the country are tested positive for the deadly virus.

Train services to be halted until Monday

The Railway Control Room says that all train services will be halted from 3.30 p.m. today and will resume at 6.00 a.m. on Monday (23).

Accordingly, the train departing at 3.30 p.m. from Fort Railway Station to Mahawa will be the final train journey of the day, it said.

This essay, which is a continuation of the previous essay, gives other reasons for the bungling of Eelam War II and III. One reason was the attitude of the army high command in Colombo.

The army high command of this period   was not interested in winning Eelam war II or III. They did not know how to fight it either. The high ups in the army HQ in Colombo did not know what was happening in the operations areas   of the war, said Kamal Gunaratne. Those who knew did not care.

There was a casual attitude at the time, he said. Soldiers were getting killed and wounded but the authorities still wanted us to fight.  When peace talks collapsed, they wanted us to commence military operations though we were short of infantry soldiers.

Army HQ had held an inquiry into Mankulam, because this defeat had created a huge uproar in the country.  Kamal was summoned to Colombo and asked, to his surprise, ‘why did you abandon camp.’ Colombo did not seem to know that an instruction had been given to do so. Joint Operations Commander Cyril Ranatunga, had   observed, during the inquiry, that if 40,000 rounds of ammunition had been used, ‘You must have killed at least 10,000’.  Kamal was surprised that a senior officer would make such a statement.  Kamal was told that there would be a high powered inquiry into Mankulam. This did not happen.

The staff officers of the army, who dealt with administrative, operational and logistical matters, were chosen not for knowledge of battle but for knowledge of English. Officers with a wealth of experience were overlooked if they lacked a command of stylish English. English was the medium of correspondence in the army at higher levels.

Promotions in the army were made on seniority, not merit or experience, said Kamal Gunaratne. Leadership also was given on seniority. This was practiced right down the line. Officers were appointed to command postings, based on their seniority, over more experienced, capable, soldiers. ‘If you were senior in service, you would be appointed a Division Commander, whether you were capable or not.’    Battlefield achievements and fighting capabilities were not taken into consideration. We lost battles because those who were capable of commanding the soldiers were not given the opportunity to do so.

Unsuitable appointments were made. A brigadier from the Engineering Corp was appointed to command the elite 53 division during Jaya Sikurui.  He was walking around with a broad smile and was playing games like ‘tak tik tuk’ with officers while his troops were engaged in battle, reported Kamal Gunaratne. The CO of 10VGW had gone on leave the day prior to the Mandativu attack o f 1995, saying he had a family emergency. His   deputy died in the attack the next day.

It was clearly evident In July 1996 that LTTE was planning to attack Mullaitivu. The day before the attack the Brigade commander and senior CO of 9SLSR left camp. According to regulations if the Brigade commander is away then all COs of all the battalions should be on duty. Also the most senior officers should be on site. In this case, the entire responsibility fell on the only other senior officer, Major Aliba.

 Major Aliba was originally from the General Service Corp which handled logistics. He lacked the required experience in actual fighting which an infantry officer would have. The troops were left to fight the terrorist onslaught on their own. The Brigade Commander and CO were ordered back but left as soon as they could on the helicopter which brought back reinforcements. Then they bragged about themselves in Colombo, said Kamal Gunaratne.

During Jayasikurui, the forces were informed that a battery of six pounder guns was about to be attacked and order was sent to the CO of an infantry battalion to immediately go to its rescue and secure it. But the CO just marked time without going forward. The artillery officer repeatedly informed that an attack was imminent but since the cowardly CO was not going forward he was asked to destroy the guns and retreat. Later they found that guns were intact, the Gun Position Officer had been so anxious to run away that he did not wait to even destroy the guns.

While making sure that the army would not win Jaya Sikurui, government news said that army had advanced   destroying terrorist camps   and that LTTE was having heavy losses.  This was false, said Kamal Gunaratne. Government gave much publicity to Operation Rivi Bala, but Rivi Bala had not inflicted any harm on the LTTE.

The HQ had an odd attitude to secret operations. We need to maintain secrecy about our identities and what we do, announced the  Navy Special Boat Squadron, the Navy’s equivalent of commandos in the Army. We have remained in obscurity over the years. After saying this,   the squadron had a demonstration in Trincomalee for the media in 2004. The squadron showed how they attacked a land based target. They said that they had blasted bridges and causeways in Jaya Sikurui.

 The army was given a novel task to carry out in the north. In 1994 army was asked to carry out an offensive operation south of Palaly and conduct the general election in the same area at the same time.  The plan was for army to launch an offensive operation  from Thelippalai area advance about one kilometer, and leave the ballot boxes out for a few hours  then return with the ballot boxes.  This was to show that elections were held in the north while ensuring that no votes would be cast. 

There were appalling battle defeats and withdrawals, resulting in huge loss of manpower. Over 1200 soldiers were killed at Mullaitivu (1996) and many more wounded and missing. This was one of the most painful and humiliating defeats, said Kamal Gunaratne.  

In Mutur, the navy managed to land a contingent of commandos close to Brown Rock point, east of Muttur in the early hours of June 14, 1990. Having allowed the commandos to come ashore, the LTTE ambushed them. Commandos lost over 40 men in this single ambush.

At Mankulam, the HQ had plenty of warning. HQ was told many times that LTTE was getting ready to attack. There was an increase in their radio transmissions, there was continuous training of cadres at night and LTTE   senior leaders had come to Mankulam.   LTTE was also seen building a huge structure for launching Pasilan mortars. The army HQ sent a measly reinforcement of 500 soldiers, reported Kamal Gunaratne.    Six helicopters did leave Vavuniya for Mankulam, with ammunition, defenses, and stores but only the first could land.  LTTE   attacked and killed the gunner.

Once the attack started, the forces at Mankulam begged for ammunition, over and over again. They also said fresh troops were needed by nightfall.  Vanni HQ did not respond.   Then when it was obvious that Mankulam was going to fall to the LTTE, the   Vanni HQ  ordered  the forces  to abandon Mankulam and withdraw into the jungles, saying that Vanni HQ  had no way of helping.  This was a shock to the army. It was a painful withdrawal into the jungle. Kamal Gunaratne described this withdrawal at length in his book ‘Road to Nandikadal’

The order given to abandon Mankulam and withdraw into the jungle was a totally unexpected order, he said. Leaving the camp unnoticed was difficult. It had to be done secretly. Also they had to destroy mortars that had helped them a lot. They were sad to do so. All left camp safely, with the more experienced soldier going last. They did not eat for a long while.

It was difficult to walk in the jungle in the dark carrying the wounded on stretchers, said Kamal Gunaratne. The wounds would get scratched by thorny bushes and their agonized cries were painful to hear. The group also had to make sure that the rear did not get lost. They were surrounded on 3 sides by LTTE. The helicopter rescue had to be aborted as LTTE had got at the network and were mocking them. They were finally rescued by a Bell helicopter where the pilot bravely swooped down and took them in.

At Elephant Pass, it was obvious that LTTE was preparing for a massive assault. Palaly instructed that the forces should take Tamilamadam, to expand the area and increase security. HQ promised to send fresh troops to guard the new territory, but did not do so. 90 soldiers died.  Then came the order ‘withdraw’. They should not give false promises like this, said Kamal.

Helicopters containing soldiers had been sent, but when the helicopters attempted to land, they were pummeled with a new LTTE weapon, a sort of 23mm cannon.  The helicopters gave up and returned to base. There were more than 10,000 troops and only 5,000 LTTE at Elephant Pass, but army was a demoralized force by that time, said Kamal Gunaratne. 

 LTTE attacked Pooneryn in 1993. The army fought back and Pooneryn was saved. Those who were wounded also fought. But the damage was on a scale never before experienced, said Kamal.  8 officers, 225 other ranks were killed in action. 17 officers, 544 other ranks, were wounded and 302 missing in action. Army lost equipment worth over LKR 50 million.  A large stockpile of arms   fell in to the hands of   the LTTE.  They got small arms, machine guns, RPGs, mortars, and the MBT (Main battle tank).  Thecaptured MBT was used against the army till the end of the war.

Elephant pass camp was a large base which included almost all the buildings, the salterns and school.    Paranthan and Kilinochchi were thereafter linked to Elephant Pass.  Satellite camps were established at Vettilaikerny, Kattikadu and Pullaveli and a safe supply route by sea and land was ensured.  The Kilinochchi –Elephant Pass- Vettilaikerny base became a sprawling complex that housed the entire     54 division. It was considered impregnable. 

But this complex fell easily to the LTTE.  To win Kilinochchi, LTTE first took over the wells at Iyakachchi, which was the army’s source of drinking water. Due to this, the troops died a sad death from dehydration due to the extreme heat and lack of water.  At Elephant Pass too,   there was a lack of drinking water and many died due to acute dehydration. The camp had a machine for desalination of water but it had broken down and was not repaired.   The Chandrika government was unfazed, observed Kamal Gunaratne  

Army high command was slow to obtain the modern weapons the army needed. It was only after LTTE deployed shoulder fired heat seeking missiles that the government bought anti missile equipment. Army was initially using obsolete 76 mm and 85 pounder guns and 25 pounders.   122 mm howitzers were obtained later from China.

When they did make purchases, the government bought the wrong items.   In 1998, they bought a hovercraft at a staggering cost of Rs. 250 million. It was never used in war. The government wanted to get rid of it  in 2007, but was unable to find a buyer.

 Battle tanks were usually bought from Russia but for Jaya Sikurui they were bought from China. The tanks did not match the Russian guns the army was using.  When the tanks were operated, the guns got destroyed. The army purchased unsuitable armored personnel carriers, with thin weak body. They were called ice cream vans.

The MiG combat aircraft the Air Force had bought in 2000 were not operational by 2003 as their guarantees had expired and they needed to be overhauled. The government bought Chinese F7 fighter   jets when they needed   fighter ground aircraft. The F7 is an interceptor, not suited to fight a ground battle.

Fighter pilots were handicapped in identifying targets. The government hadn’t felt the need to acquire jets, dedicated helicopter gunships or Unmanned Aerial Vehicles (UAVs) to facilitate a complicated operation. LTTE simply went underground and emerged cheering when the planes had gone.

We did not use the correct tactics in Eelam War II and III   said Kamal Gunaratne. Our main objective should have been to weaken and destroy LTTE and not capture ground.   Jaya Sikurui for instance, was capturing    areas which had no LTTE. We were taking useless ground.

In a war the army is expected to conduct ‘deep operations’ going deep inside the enemy territory. Our ‘deep ops’ were pathetic or non existence. Instead the army went in for ‘limited operations’ where they advanced a few kilometers and retreated carrying their wounded and dead and then boasted in the news about their success.

The government   set up military camps without planning in advance for reinforcements, replenishment of ammunition and evacuation well in advance said Kamal Gunaratne. There must be plans for reinforcements and they must also be rehearsed so that when they go, they know exactly what to do. Instead, there were no plans in place for contingencies and there was no high level of preparedness. We did not keep a battalion in reserve for an emergency but deployed all battalions on ground. There was a lack of reserve troops.

Battle plans were calculated to lead to defeat. There was no secrecy in the battle plans either.  The decision to move northward on A9 was clearly visible to LTTE.  In Jaya Sikurui our weaknesses were observed by LTTE, as they got ready for a major attack. In Jaffna, LTTE had had ample time to study and prepared a counterattack on Jaffna Fort.

We over extended ourselves, said Kamal Gunaratne. army failed to secure the newly captured areas. It was imprudent to encircle jungles, because we were unable to secure them. Our weak defense lines in Jaya Sikurui and large expanses of empty jungle were easy for LTTE to penetrate.

 We always used large numbers of troops in our offensive while LTTE used their sparingly. Also our FDLs (Forward Defence Line) were weak. The FDL at Nagar Kovil after the ceasefire was a very weak one with dilapidated sandbags, and deteriorating palmyrah logs. The authorities had ignored requests to improve the fortifications. The army presence at Nagar kovil FDL was a volunteer battalion which had been there a long time. They had no drinking water and unsanitary toilets.

The army lacked basic information. At Mullaitivu the rescue mission did not have enough maps, proper radio communication or artillery support when it took off to rescue those at Mullaitivu. There was misuse of equipment, as well, due to ignorance, and possibly the lack of suitable weapons.  The navy had used heavy machine guns which had an effective range of 3000 meters, to cover short ranges of around 300 meters. 

The army lacked intelligence on LTTE activities,   its strength and its fortifications.   We should have taken more serious note of the LTTE capability such as Sea Tigers and the ability to infiltrate from the beach end for reconnaissance, and ability to hide in scrub jungles within our camp premises. 

In a war, armies were expected to set up signboards   indicating gun positions, tanks and so on. They did so using military symbols, not words. During Jaya Sikurui, the army had erected large name boards, using language instead of military symbols. These boards were erected   where they could be easily seen by the enemy, indicating locations such as division, brigade, battalion, artillery, battery, squadron etc.  When the army objected, they were told the order had come from the top.

In Eelam wars II and III there was no plans to increase the fighting strength of the Army and also no continuous flow of weapons and ammunition for the Army.  The army had an acute shortage of the troops it needed to conduct operations and hold ground.

The soldiers who were there, were not equipped and trained adequately to conduct offensive operations. We did not train troops for night time combat. We attacked only  in broad day light. In Jaya Sikurui  the army would control the main road during the day and retreat to camp at sunset leaving the road free for LTTE to dominate at night.  

In Jaya Sikurui the three forces, army, navy, air force did not work together. There was no co-ordination between them. Each service worked under their own chain of command, so instructions had to go upwards within each force.  Navy and air force  refused to take orders from division  commanders unless ratified by their own HQ.

There was a serious  erosion of discipline and  morale, in the army, because of the failed campaigns and defeats in Eelam War II and III . In Jaya Sikurui  team spirit  vanished,   division commanders would not  look or  even speak to each other. On one occasion,  there were heated word between commanders of 55 and 56 divisions.

There was very low morale among the soldiers and desertions were extremely high. Morale of army  fell after Kokavil, said Kamal Gunaratne  for they knew that Mankulam was next. LTTE  had already constructed bunkers around Mankulam.  The  situation  at Mullaitivu camp  was dismal, morale was low and they had no proper food or leave, said Kamal Gunaratne .  Usually at the risk of their lives they would try to drag back the dead and wounded after a battle. Now they did not, he said.

There was a deliberate withdrawal of services which benefited the soldiers. The Vanni Sevaya radio broadcast  was providing a very useful service to the police and security forces. During the ceasefire, the Ranil Wickremesinghe government ordered the service closed.  SLBC  was directed to use the facilities to set up a Tamil commercial service.

The army retreated in great disorder  in Jaya Sikurui and the scale and speed surprised even the LTTE. Only one officer was successful in halting the retreat in Jaya Sikurui .Col Roshan Silva  of Gajaba  regiment held an FDL across Omanthai with his  air mobile brigade, This FDL remained  in the Wanni till Eelam war IV. Roshan was never recognized  for this.

There were other successes too. In 1995, there was a surprising win at   Weli oya under Janaka Perera.  The camps at Kokkuthuduwai, Kokilai, Jayasinha pura, Janakapura and Parakramapura were all under heavy attack. But they withstood it.  Brig Janaka Perera   emerged victorious at these battles. As a  result, there was renewed  faith in the army’s ability to win the war. This was surprise to the army  as well. They thought by then that the war was already lost, said Kamal Gunaratne .(Continued)

BIG PHARMA PREPARES TO PROFIT FROM THE CORONAVIRUS

AS THE NEW CORONAVIRUS spreads illness, death, and catastrophe around the world, virtually no economic sector has been spared from harm. Yet amid the mayhem from the global pandemic, one industry is not only surviving, it is profiting handsomely.

Pharmaceutical companies view Covid-19 as a once-in-a-lifetime business opportunity,” said Gerald Posner, author of Pharma: Greed, Lies, and the Poisoning of America.” The world needs pharmaceutical products, of course. For the new coronavirus outbreak, in particular, we need treatments and vaccines and, in the U.S., tests. Dozens of companies are now vying to make them.

They’re all in that race,” said Posner, who described the potential payoffs for winning the race as huge. The global crisis will potentially be a blockbuster for the industry in terms of sales and profits,” he said, adding that the worse the pandemic gets, the higher their eventual profit.

The ability to make money off of pharmaceuticals is already uniquely large in the U.S., which lacks the basic price controls other countries have, giving drug companies more freedom over setting prices for their products than anywhere else in the world. During the current crisis, pharmaceutical makers may have even more leeway than usual because of language industry lobbyists inserted into an $8.3 billion coronavirus spending package, passed last week, to maximize their profits from the pandemic.

Initially, some lawmakers had tried to ensure that the federal government would limit how much pharmaceutical companies could reap from vaccines and treatments for the new coronavirus that they developed with the use of public funding. In February, Rep. Jan Schakowsky, D-Ill., and other House members wrote to Trump pleading that he ensure that any vaccine or treatment developed with U.S. taxpayer dollars be accessible, available and affordable,” a goal they said couldn’t be met if pharmaceutical corporations are given authority to set prices and determine distribution, putting profit-making interests ahead of health priorities.

When the coronavirus funding was being negotiated, Schakowsky tried again, writing to Health and Human Services Secretary Alex Azar on March 2 that it would be unacceptable if the rights to produce and market that vaccine were subsequently handed over to a pharmaceutical manufacturer through an exclusive license with no conditions on pricing or access, allowing the company to charge whatever it would like and essentially selling the vaccine back to the public who paid for its development.”

But many Republicans opposed adding language to the bill that would restrict the industry’s ability to profit, arguing that it would stifle research and innovation. And although Azar, who served as the top lobbyist and head of U.S. operations for the pharmaceutical giant Eli Lilly before joining the Trump administration, assured Schakowsky that he shared her concerns, the bill went on to enshrine drug companies’ ability to set potentially exorbitant prices for vaccines and drugs they develop with taxpayer dollars.

The final aid package not only omitted language that would have limited drug makers’ intellectual property rights, it also left out language that had been in an earlier draft that would have allowed the federal government to take any action if it has concerns that the treatments or vaccines developed with public funds are priced too high.

Those lobbyists deserve a medal from their pharma clients because they killed that intellectual property provision,” said Posner, who added that the omission of language allowing the government to respond to price gouging was even worse. To allow them to have this power during a pandemic is outrageous.

The truth is that profiting off public investment is also business as usual for the pharmaceutical industry. Since the 1930s, the National Institutes of Health has put some $900 billion into research that drug companies then used to patent brand-name medications, according to Posner’s calculations. Every single drug approved by the Food and Drug Administration between 2010 and 2016 involved science funded with tax dollars through the NIH, according to the advocacy group Patients for Affordable Drugs. Taxpayers spent more than $100 billion on that research.

Among the drugs that were developed with some public funding and went on to be huge earners for private companies are the HIV drug AZT and the cancer treatment Kymriah, which Novartis now sells for $475,000.

In his book Pharma,” Posner points to another example of private companies making exorbitant profits from drugs produced with public funding. The antiviral drug sofosbuvir, which is used to treat hepatitis C, stemmed from key research funded by the National Institutes of Health. That drug is now owned by Gilead Sciences, which charges $1,000 per pill — more than many people with hepatitis C can afford; Gilead earned $44 billion from the drug during its first three years on the market.

Wouldn’t it be great to have some of the profits from those drugs go back into public research at the NIH?” asked Posner.

Instead, the profits have funded huge bonuses for drug company executives and aggressive marketing of drugs to consumers. They have also been used to further boost the profitability of the pharmaceutical sector. According to calculations by Axios, drug companies make 63 percent of total health care profits in the U.S. That’s in part because of the success of their lobbying efforts. In 2019, the pharmaceutical industry spent $295 million on lobbying, far more than any other sector in the U.S. That’s almost twice as much as the next biggest spender — the electronics, manufacturing, and equipment sector — and well more than double what oil and gas companies spent on lobbying. The industry also spends lavishly on campaign contributions to both Democratic and Republican lawmakers. Throughout the Democratic primary, Joe Biden has led the pack among recipients of contributions from the health care and pharmaceutical industries.

Big Pharma’s spending has positioned the industry well for the current pandemic. While stock markets have plummeted in reaction to the Trump administration’s bungling of the crisis, more than 20 companies working on a vaccine and other products related to the new SARS-CoV-2 virus have largely been spared. Stock prices for the biotech company Moderna, which began recruiting participants for a clinical trial of its new candidate for a coronavirus vaccine two weeks ago, have shot up during that time.

On Thursday, a day of general carnage in the stock markets, Eli Lilly’s stock also enjoyed a boost after the company announced that it, too, is joining the effort to come up with a therapy for the new coronavirus. And Gilead Sciences, which is at work on a potential treatment as well, is also thriving. Gilead’s stock price was already up since news that its antiviral drug remdesivir, which was created to treat Ebola, was being given to Covid-19 patients. Today, after Wall Street Journal reported that the drug had a positive effect on a small number of infected cruise ship passengers, the price went up further.

Several companies, including Johnson & Johnson, DiaSorin Molecular, and QIAGEN have made it clear that they are receiving funding from the Department of Health and Human Services for efforts related to the pandemic, but it is unclear whether Eli Lilly and Gilead Sciences are using government money for their work on the virus. To date, HHS has not issued a list of grant recipients. And according to Reuters, the Trump administration has told top health officials to treat their coronavirus discussions as classified and excluded staffers without security clearances from discussions about the virus.

Former top lobbyists of both Eli Lilly and Gilead now serve on the White House Coronavirus Task Force. Azar served as director of U.S. operations for Eli Lilly and lobbied for the company, while Joe Grogan, now serving as director of the Domestic Policy Council, was the top lobbyist for Gilead Sciences.

Sri Lanka Health Ministry says all 59 COVID-19 patients in stable condition

Colombo, March 19 (newsin.asia) – All 59 patients who have to date tested positive for COVID-19 in Sri Lanka are in stable condition and are being treated by a senior medical team of doctors and nurses and are under close observation, the Health Ministry said.We are satisfied with the state of recovery of all patients so far. No one is in a critical condition,” the Ministry official said.

On Thursday Sri Lanka detected 7 more virus-infected patients bringing the total confirmed patients to 59, since the first case was detected 11 days ago, with medical teams now working round the clock to treat those confirmed as well as the 212 who were under observation at the 11 designated hospitals.

So far, those who have tested positive are admitted at the Infectious Disease Hospital but the government said it has begun equipping the Welikanda Base Hospital to treat the rising number of confirmed patients as it was in closer proximity to the Kandakadu quarantine centre where all those who had returned from Italy are being isolated.

A medical team from other hospitals will be gathered and appointed to the Welikada Base Hospital once it is ready to treat the virus-infected patients while patients who are presently admitted there for other ailments will be transferred to the Polonnaruwa Hospital.The Mulleriyawa Base Hospital is also being prepared to treat further patients.

Chinese experts to have video conference with foreign counterparts on COVID-19

Beijing, March 19 (China Daily): China will hold a video conference with more than 10 countries in the European-Central Asian region and South Asia on prevention and control of novel coronavirus disease on Friday, Foreign Ministry spokesman Geng Shuang announced.

Officials from China’s Foreign Ministry, National Health Commission and General Administration of Customs will attend the conference. In Sri Lanka, the video conference will be held at the Ministry of Health at 12.30 pm.

Those countries have lent powerful support to China since the outbreak, and are facing increasing challenges posed by the virus, Geng said on Thursday.

Some have requested China’s assistance and are eager to learn from its experience in fighting the disease, Geng said, adding that China will support and work with its friendly neighbors to overcome the pandemic.

Police curfew in Ja-Ela and Wattala

Police curfew will be imposed within the Ja-Ela and Wattala Police Divisions from 10 pm tonight (19).

The curfew will be in effect until further notice, stated the Police Spokesperson.

Previously, the government imposed police curfew in 11 police divisions in Puttalam, 7 in police divisions in Chilaw and the Kochchikade police division in Negombo from 4.30 pm last evening (18).

However, the curfew was lifted for 6 hours from 8.00 am this morning (19) and re-imposed at 2.00 pm in the afternoon.

The Police have advised the general public to minimize movement after the curfew is lifted and to stay inside their respective residences after curfew is enforced again.

Only the movement of public transport vehicles and urgent travels will be allowed while the curfew is in force, the Police noted.

Air passengers who are scheduled to reach Bandaranaike International Airport (BIA) in Katunayake can use their flight ticket as a curfew permit.

59 confirmed cases of Coronavirus in Sri Lanka

UPDATE (4.22 p.m.) – Three more Coronavirus patients have been identified today bringing the total confirmed cases in Sri Lanka to 59.
 
Director General of Health Services Dr. Anil Jasinghe said a small child, a 64-year-old patient from Colombo North Teaching Hospital and 23-year-old youth from IDH Hospital have tested positive for the virus. 

He revealed this while responding to a question during the press breifing of the National Operation Center for Prevention of COVID-19 Outbreak.


Four more patients have tested positive for Coronavirus bringing the total of confirmed cases in Sri Lanka to 56, the Director General of Health Services Dr. Anil Jasinghe said today.

He stated that as of yesterday (18) a total of 52 patients had been identified and that four more confirmed cases were reported so far today.

Speaking at a special press briefing, the Director General said that two of the new patients are the daughter and wife of a previous patient while the other two are from quarantine centers and they had arrived in the country from Italy recently.

All confirmed patients are receiving treatment at the Infectious Diseases Hospital (IDH) in Angoda.

Meanwhile, 243 suspected Covid-19 patients are currently being treated at selected hospitals in the country.

The majority of the confirmed cases are males (81%) while 45.2% percent of the patients are of the ages between 41 to 50 years, according to a situation report of the Epidemiology Unit.

Sri Lanka’s General Election postponed

The Election Commission (EC) has decided to postpone the General Election 2020, which was set to be held next month.

Holding a special media briefing at the Election Commission this afternoon (19), its Chairman Mahinda Deshapriya said the General Election will not be held on April 25 as scheduled.

The Election Commission has taken this decision considering the prevailing situation in the country owing to the threats posed by the coronavirus (Covid-19) outbreak.

Deshapriya added that the Election Commission may continue to receive accepted and rejected nomination papers, serial numbers assigned to candidates and the lists of polling stations on March 20 and 21 before noon.

After the gazette on the notice of poll is published the Election Commission is authorized to postpone the election, as per the provisions of Section 24 (3) of Parliament Elections Act (No. 1 of 1981), which states that at the event of any emergency or unforeseen circumstances the election cannot be taken on the day specified in the notice relating to the election.

The Election Commission can accordingly appoint another day for the election. However, Deshapriya pointed out that the new date of the election will be fourteen days after the day on which the election was set to be held.

Accordingly, owing to the coronavirus outbreak in the country, the chairman and the two commissioners of the Election Commission have decided that the General Election 2020 will not be held on April 25.

Deshapriya added that the election calendar for the year 2020 has now upended.

The new election date will be announced on March 26, after holding discussions with the health authorities on the prevailing situation and the means to control the Covid-19 in Sri Lanka, he continued.

PM and Ministers required to pay govt for use of official vehicles and residences

The Cabinet of Ministers has decided that the Prime Minister, the Cabinet Ministers, the former Speaker and former Opposition Leader would be required to make certain payments to the government for the use of official vehicles and official residences, if they participate in activities promoting the party or candidature during this pre-election period. 

The Cabinet Spokesman stated that the President has dissolved the 08th Parliament by now and has declared the dates for the General Election. 

However, the Prime Minister and the Cabinet Ministers are engaged in their official duties until the date of the General Election while the Speaker as well as the Leader of the Opposition shall participate in the official duties as the members of the Constitutional Council. 

However, it was observed the appropriateness for them to pay a reasonable amount to the Government for using their official vehicles and official residencies since they participate in the activities of promoting their political party and candidature during the same period, the spokesman said. 

Therefore, the Cabinet of Ministers decided that the office bearers mentioned above shall follow the same procedure followed during the General Election held in 2015.

They are as follows:

 Payment of a monthly rental of Rupees 100,000/- per vehicle if official vehicles are used for promotion of their party and candidature.

 Bearing the amount spent for additional fuel required than the quantity of fuel provided for the official vehicles personally by them.

 Personally, bearing all expenditure if utilizing planes or choppers for promotion of their political party and candidature.

 Payment of a monthly rental of Rupees 100,000/- for the official residence if used for promotion of their party and candidature.

Govt to declare 6-day period for public, private sectors to work from home

The government of Sri Lanka has decided to declare a period of six working days from 20th to 27th of March for employees of the public and private sectors to work from home.

This measure is being implemented as a means to limit the spread of coronavirus (Covid-19) by minimizing movement and gathering of the general public during the outbreak.

It is noted that this period of six days is not a public holiday and the heads of relevant workplaces are to decide on the spells of work that the employees should cover.

However, authorities will ensure that health, bank, transport, and essential services will be continued as usual, according to the circular issued on the matter by the Presidential Secretariat. Local government services, district secretariats, and divisional secretariats will also continue service.

Meanwhile, heads of workplaces should ensure continuous service by using technological tools such as email, SMS, telephone instead of summoning the staff to offices.

Further, public offices should take steps to serve and resolve public issues through methods such as telephone and email.

The government will provide relief for the cost of telephone charges if personal phones are used for the aforementioned services, the circular further read.

Parties submit national list nominations

Several parties have submitted their nominations for the National List to the Elections Commission today (19).

The national list of Sri Lanka Podujana Peramuna (SLPP) was handed over by the party Chairman Prof. G. L. Peiris and its General Secretary Attorney at Law Sagara Kariyawasam.

The list with 29 names consist of Chairman of SLPP Prof. G. L. Peiris, President’s Counsel Ali Sabry, ‘Yuthukama’ Chairman Gevindu Kumaratunga, former SLFP General Secretary Prof. Rohana Lakshman Piyadasa, former Central Bank Governor Ajith Nivard Cabral, former Cricket Captain Thilekaratne Dilshan, General Secretary of SLPP Attorney at Law Sagara Kariyawasam, Prof. Charitha Herath, Yadamini Gunawardena, Dr. Seetha Arambepola, Tiran Alas, Mohammed Muzammil, and Jayantha Ketagoda.

Meanwhile, the United National Party (UNP) and ‘Samgai Jana Balawegaya’ led by Sajith Premadasa submitted two separate national lists.

The UNP included names of John Amaratunga, Prof. Ashu Marasinghe, President’s Counsel Thilak Marapana, Saman Ratnapriya, Rohitha Bogollagama in their list.

‘Samagi Jana Balawegaya’ had added Ranjith Madduma Bandara, Mayantha Dissanayake, Tissa Attanayake, Harin Fernando, Eran Wickremaratne, Hussain Bhaila, Earl Gunasekera, Asad Sally, Shiral Lakthilaka, Imtiaz Bakeer Marker to their list.

Former MP Dayasiri Jayasekara submitted the national list of Sri Lanka Freedom Party (SLFP).

It is to be noted that former Speaker of the Parliament Karu Jayasuriya and former MP Sagala Rathnayake had neither submitted nominations to contest the election nor were included in national lists.

Speaking on the matter, Jayasuriya said that he continuously tried to reconcile the UNP and ‘Samagi Jana Balawegaya’ to no avail.

Therefore, he has decided to neither contest the election nor enter the parliament through the national list, the former Speaker said.
