Elephant calf to be offered to ward off PM’s bad luck – Ananda Sagara Thero

Chairman of the ‘Protect Sri Lanka’ national movement Ven. Pahiyangala Ananda Sagara Thero today handed over a letter to the Prime Minister’s Office against an alleged attempt to transfer an elephant calf from the Ridiyagama safari park to private custody, due to political interests.  

The Thero arrived at Temple Trees and somewhat forced his way through the security at the PM’s Office in anger after being told to use a different entrance, resulting in a brief tense situation.

He then returned after handing over the letter, seeking to block an alleged illegal attempt to transfer the elephant calf ‘Isira’ from the park to private custody through political involvement. 

Speaking to reporters outside Temple Trees, Ananda Sagara Thero stated that they have received information that two government ministers are preparing to offer an elephant calf, who is roaming freely in the wild, to the custody of the Kataragama Devalaya, to allegedly ward off the Prime Minister’s bad luck”.

He said the elephant calf is very young and still suckling and that he does not approve of that innocent animal being used for the purpose of being anointed for the presidential election.

The Thero accused Ministers Gamini Jayawickrama Perera and John Amaratunga of being responsible for this illegal attempt. Ananda Sagara Thero also said he could prove his allegations as he is in possession of the recording of a phone conversation.

India’s NIA carry out raids looking for Sri Lankan bomb attack links – report

India’s National Investigation Agency (NIA) today carried out raids at multiple places in Chennai and Nagapattinam.

The city offices of Wahdathe Islami Hind at Mannady and Vepery were searched by the investigating officers in connection with Easter Day blasts in Sri Lanka recently.

Three persons are being questioned in connection with the raids, sources told News Today.

According to sources, Wahdathe Islami Hind has its headquarters in Uttar Pradesh and branches at Mannady and Vepery-Poonamalle Road.

Raids began at 6 am at Lingi Chetty Street, Mannady. Following this, two persons, identified as Nizamudeen and Usman, who are said to be managing the centre, were taken in for investigation. Around the same time, NIA team also took into custody Sayyed Mohammed Buhari, the State head of the organistaion. His office, which is in an apartment complex on Vepery-Poonamallee Road, was raided as well,” sources were quoted saying.

NIA officers claimed that the group had contact with some other banned Islamic organisations. They are also inquiring if they were in touch with the perpetrators of Easter Day blast which killed 259 people and left 1,000 injured.

At Nagapattinam, the team raided places in Sikkal and Manjakollai and took two persons for inquiry. They were identified as Hassan Ali and Haris Mohammed.

The NIA team is also probing if they were plotting to murder Hindu leaders. It is said this group communicated via social media.

Based on the Central government’s order, NIA is on a pan-India operation to remove any Islamic State (ISIS) support groups, the media report said.

Investigations revealed that the terrorists involved in the Sri Lanka blasts have had connections with Kerala and Tamilnadu. They allegedly visited both States often and roamed freely.

NIA claims the Wahdathe Islami Hind had an association with banned outfit SIMI. Further searches and investigations are under way.

On 12 June, the NIA had conducted raids at seven locations in Coimbatore in connection with an ISIS module case. And in May, NIA sleuths conducted raids at a house in Kattumannarkoil, Chidambaram.

From Gujral doctrine to Modi doctrine

The predictions made by larger number of academics based in Delhi, Mumbai and Calcutta about Indian General elections vouching that Narendra  Modi would not get his second term as prime minister were shattered in reality as Modi could uphold his strong position better than the previous time resulting a steeping success of his Bharatiya Janatha Party which won 302 seats in Indian Lok Saba. The election result has palpably shown a shocking decline of India’s largest political party National Congress led by Rahul Gandhi as Congress could solely win only 52 seats in the legislature. The gob smacking results of the election seems to have given a clear picture of voters pulsation as the ground reality in the sub-continent albeit many pundits made pro congress predictions while accusing Modi’s  poor economic policy and demonetization as two major factors behind the economic crisis India has been facing now.

However, the Himalayan image Indian premier has built up on himself among countries majority Hindu population has been mainly attributed to his stanch belief in Hindu ideology and his image seems to have depicted as a Hindu messiah who has come to regain the deserving place for nationalist forces. It is an important question to focus whether such ideological attitudes possessed by Modi and his Bharatiya Janatha Party would make impacts upon carving India’s foreign policy for next five years. Before reaching the position of Indian premier’s approach towards foreign affairs, particularly regarding South Asia, it becomes an interesting factor to trace how Indian foreign policy on South Asian states were shaped under Gujral Doctrine which happened to be a milestone in Indian foreign policy when it was rendered by minister of external affairs in Dev Gowda’s government in 1996. Basic mantra of Gujral doctrine affirmed India being the larger power in South Asia should not ask for reciprocity, but gives all that it could in good faith to the neighboring countries like Sri Lanka, Bhutan, Nepal, Maldives and Bangladesh. Notably Pakistan was excluded from this benefited category and it further elucidated that no country would allow to be used against the interest of another country in the region. One of another pivotal principle of Gujral doctrine was the noninterference of the internal affairs of the neighboring countries and resolving disputes through amicable bilateral negotiations.

This doctrine has been regarded as a strategy initiated by Mr. Gujral in reducing the influence of both Pakistan and China in a hostile manner while upholding a stable peace with other neighbors. In fact, this doctrine has played an indispensible role as a major principle for many prime ministers since 1996 though none of them had officially admitted the influence of Gujral doctrine over their foreign policy mechanism. Yet the changing winds of Indian foreign policy seems to be evident after the astonishing victory of Narendra  Modi and it would be an interesting task to assess how would Gujral doctrine prevail before the galactic persona of Modi as a leader who seeks much dominating authority in his foreign relations in South Asia. Since Modi became premier in India, its foreign policy was heavily affected by his personal aura and besides his troublesome past of his alleged involvement in the communal violence of Gujarat in 2002 during his tenure as its chief minister, many countries have received him with awe and Russia honored Modi by awarding him the highest state decoration called Order of Saint Andrew the Apostle in 2019.

In understanding his foreign policy for his second term, it becomes salient that his famous slogan neighborhood first” is likely to continue, at least nominally. But the truth in reality is Narendra Modi’s sole personal image driven by his Hindutva ideology would make some lasting impacts in foreign relations with India’s immediate neighbors and beyond it. The next notable factor appears to be stunning in Modi’s foreign policy is that contrary to India’s fervent position of defending secularism, the space for religious diplomacy has rapidly increased for past few years in India’s foreign policy. In the contest between China and India as rivals for decades, it is a question beyond doubt that Chinese political, militarily and economic powers are far ahead of India, yet in terms of soft power mechanism India has successfully forged ahead and Modi’s approach to his foreign relations too has taken a special interest in portraying India’s spiritual legacy to the world extensively as propaganda tool. For example during most of his foreign tours as premier, Modi paid frequent visits to major Hindu, Buddhist and Sikh sacred sites, also his active role in introducing June  21st  as International Yoga Day shows his effort in propagating India’s ancient practice of meditation yoga as a soft power tool beyond the sub-continent.  The utmost veneration towards Indic religions such as Buddhism, Hinduism, Jainism and Sikhism as an important feature in foreign policy had not been a principle practiced by previous Indian prime ministers since Nehru who was a doyen of secularism. On the other hand the notion of Hindutva stemming from Modi’s political party BJP and his personal ideology may confront with carving the foreign policy of India generally. The notion that Hindutva involves an obsession with national power needs to be placed in its historical context. V. D. Savarkar, M. S. Golwalkar, H. V. Sheshadri, and other stalwarts who developed its ideational foundations believed that the golden age of ancient Hindu civilization had been lost owing to material and moral weakness, which had brought it under the prolonged subjugation of Muslim and Christian/ British power. The great iconic personality he has been creating abroad as leader coming from a greater civilization and his ardor of using Hindi as the language of communication in his foreign state visits even though he is well versed in Hindi are the most notable examples showing the way of his foreign policy driven by Hidututva ideology.

Modi’s beginning of his first term was quite optimistic in terms of his attitude to India’s immediate neighbors in South Asia and this was visible as all South Asian leaders were invited to his inaugural ceremony in Delhi in 2014, but throughout his first term it was evident that Modi could not keep his grip over India’s neighbours like Sri Lanka, Nepal, Maldives and Bangladesh where Chinese influence have appeared to be a predominant factor. For instance New Delhi was alleged to have some involvement in toppling former president Mahinda Rajapakse from power yet his successor Maithripala  Sirisena and government of Sri Lankan premier Ranil Wickramasinghe have not been able to completely get rid of Chinese presence in Sri Lanka despite both personalities are known for their pro Indian policies. Modi” s last few months may have brought him a sudden success from the jingoistic voters from Hindu mainstream in India as last February India’s jet fighters crossed into Pakistan territory and engaged in aerial combat in first time in nearly 50 years. In India’s history since independence several prime ministers had confronted Pakistan militarily, yet the propaganda used by Modi convinced the people only he is able to keep India secure from Pakistan.

Cardinal approach likely to be adopted during Modi’s second term on Indian foreign policy has much idealistic feature to uphold Indian hegemony in South Asia and moreover Modi’s foreign policy would pay a much attention in using soft power as a greater strategy in India’s path to global governance. Rise of Xi Jinping as China’s powerful assertive president and his astute actions on expanding Belt and Road initiative across South Asia seems to have created a sneaking agitation in India for past few years. In such a situation Modi’s foreign policy for next four years five years would be decisive in terms of uplifting India’s image a key player.

  1. I was appointed as the President SLMC by the Hon.Minister since January 2019. However to date he has not influenced me on any matter in relation to the proper functioning of the activities of the SLMC.
  2. It is the members of the council that decide on the functions of the SLMC.
    The council consists of, a. President and members appointed by the Minister. b. Dean/Representatives of State Medical/Dental Faculties. c. Members elected to the council.
    Under the elected categories there are four members who represents the GMOA. 3. I wish to emphasize that the primary objective of the SLMC is to safeguard the rights of patients/people. Unfortunately we have no members that represent public in the council.
    It is not a secret that the GMOA safeguards the rights and privileges of doctors which is acceptable, but their political affiliations are transparent. Therefore it is possible that their opinions in the council are influenced by these factors. It is mandatory that the minister in charge of an institution, and in this instance the Minister of Health is responsible for all decisions based on statute and any amendments should be recommended by him, through the cabinet to the parliament. 4. The SLMC ordinance came in to effect in 1927 more than 90 years ago. There have been amendment from time to time. However an overall change in the ordinance is necessary in order to protect the rights of the people/patients and to eliminate as much as possible persons with conflict of interests.
    The proposal to change the ordinance is timely since the ordinance is archaic.
    The cabinet paper was presented for this purpose based on a concept paper developed by a five members committee appointed by the Minister of Health which comprised of the former Attorney General. The proposed task force to draw up a new enactment will consist of a wide spectrum of professionals and lay people in the formulation of the amendments.
  3. Doctors’ trade unions are there to protect the rights of doctors. But not to protect the rights of the patients. I wish this clarifies the allegations made in the GMOA website, against the SLMCA.

Open Letter to the Sinhale & Thamizhan Solidarity and Cohesiveness

The contents of this article should be propagated to all SriLankan citizens, especially the Sinhalese and Tamils.   

Analysis

Buddhism is a non-violence advocating philosophy. In the early centuries, the Sinhale were quite peaceful and unobtrusive loving people. The Indians from Pandinadu, Cholanadu, Pallavas came into the island and mass murdered the Sinhale in order to conquer power. The poor Sinhale were quite soft and gave into the invaders. That is how the Tamils were able to settle in all the areas in the South and there are Hindu temples in the South. It is not the Jaffna man who built these temples, but the Indians. Jaffna Tamils cannot beat around the bush that they built these temples thousands of years ago.

During the Portuguese/Dutch era, Portuguese and half cast Portuguese/Dutch known as Burgers held positions in the Police, army, Navy and Air Force and to be selected into the Navy one must be white in color. The Sinhale have undergone through various atrocities and oppression by the invaders: Portuguese, Dutch and the British. The British colonized the highland with Indian labor brought from Tamil Nadu, Andra, and Malabar. The Tamils were not at all in sympathy with the Sinhale but got all that they want from the Dutch and the British.

Sri Lankans did not get their independence through war or struggle but was given on a silver tray. This indicates the value of independence to the Sinhale and Tamils. Means nothing to both races. The Soulbury and the Donomore constitutions mean nothing to them but was training in politics. After independence people elected unscrupulous and incompetent leaders except DSS focussed on structural transformation like Galoya etc. However, DSS also made a severe slip-up of disfranchising one million Tamils, which could have been done before receiving the Independence. Every leader afterward made severe racial & and silly faults and directed the country to degrade to the worst state. The Champion as JRJ giving in to the Indians. JRJ’s nephew has wrecked the country to the worst level by trying to give in to federalism which will be a catastrophic failure to SriLanka if passed by the parliament. Tamils cannot run a federal state because of the differences and hatred they carry towards the Sinhale, caste differences among the Tamils, and religious differences. It may end up with another caste war in the North.

An example: Since independence, what have the Tamil MPs done to the North apart from fighting for Tamil Eelam? Since NPC was given to the Tamils and the NPC was formally opened in 2013, CV Vigneswaran was elected the Chief Minister. What has he done apart from talking in competition with the FP clowns for missing persons? Okay: the recently appointed Suren Raghavan: What has he done to the North on development and people’s sustainability on fixed earnings through work, private work, etc? Several young boys and girls have been subjected to sexual attacks and rapes. These are the young future of the nation. Cannot the Governor use his power to curtail these types of sexual incidents? How can he focus on development if he could be added to the incompetent nincompoops’ lists? One MP demanded his brother to be given a Minister position in the NPC.

It is recommended that the GOSL shall appoint a team to investigate the blemishes, imperfections, bribery, corruptions that the former NPC council ministers and members and the current Governor have done so far. These people are responsible for the citizens of SL. So many imperfections have occurred in the North but with lack of focus by the Governor and the GOSL.

SriLankan politicians enter politics to earn and fill their coffer, not to serve the public. The reason is that they have to spend funds from their coffer at the elections as collateral for a vote. What it means is that the politicians buy votes from the people. Hence the people have no right to protest on bribery and corruption. The main culprits are the people (voters) who sell their votes. Can the people understand this corruption?

The recent attack on the deprived, underprivileged Catholics at the St. Anthony’s Church by the Mad Islamists is a conspiracy. Why the Tamil Catholics? It is like an Indian movie. Create a precarious & explosive situation and make people crawl into a nervous state. All the racial riots are similar incidents. One of the dirtiest, animalistic acts was to gouge the eyes of Kuttimani (TELO) and kill him in jail by the rioters in July 1983. Of course, this act must have been done under supervision by the jail guards and police. This is against Buddhism. Therefore, it is of the view that there is no difference between the Islamophobia infected Muslims, Sinhale Buddhists, and the Cruel animalistic murderous LTTE. The TNA consists of racial hatred politicians: Sambanthar was in love with the Leader of Opposition (LOP) position cos of the Police guards, palace, car, etc provided to the LOP. He is definitely a FOOL. Instead of the LOP position, Sambanthar should have joined the GOSL and accepted three or four Ministerial positions and focussed on developing the North and the Country. He was selfish and self-centered as a normal Tamil. Quite often he comes in the media and makes a statement; I am fighting for the missing persons”. The FOOL may not know that these missing persons may be down in the Indian ocean or earning money overseas and spoiling the youths in the North. When will these fools get rational and free thinking? It is only Mano Ganesan appeared in the media condemning the serious terror attack with TEARS. Where was Sampanthan? Where was CV Vigneswaran? Where was Suren Raghavan? COWARDS? Douglas is a man who does not boast, but a man of action.

The racial quarrel in the East now has started by the Muslims. They are determined to make the East a Muslim state and crawl into the South through bombing and intimidating the poor Sinhale. Maybe In 25 years, the Muslims will convert SriLanka into a Muslim state (Wahabi) and then Buddha may have to relocate to another country. Already Buddha has started to relocate to other countries anyway.

The illiterate Sinhale have been voting to politicians who are weak in politics but rich in making money. The UNP, Ranil, etc gang have become a slave to the West. Let us study the history of the Balkans, Sudan, Iraq, and Bangladesh. They have become the worst beggars except for Serbia. We can find them in other countries like Australia. Even most Sinhalese have migrated from SL and are doing well in other countries because SL does not respect educated academics and professionals.

Solution

People shall be enlightened and vote for the right candidate. In the forthcoming election for the Presidency most clowns, entertainers, movies stars, immature sports stars, illiterates, uneducated suckers, dupes, hoodwinks, eight standards educated who claim they are from London School of Economics in Wikipedia, may enter the election purely for the purpose of creatively dividing the votes. I viewed an advertisement by Kumar Sangakkara in a media show showing his five fingers for solidarity and force. This is purely a child affair and is an old example. Is this gentleman fit to run for the presidency of a country full of educated academics and professionals? Politics and governance are not playing cricket. People: Please do not be taken by this false propaganda in Wikipedia, media by cheap people.

The Rajapaksa team is the best for SL. Gotabaya Rajapaksa (GR) is the best patriotic, methodically planning intellectual fit to govern SL. People in SL should know this and vote with a free mind to GR. If for any circumstances GR will not contest in the presidential elections, people of SL should vote for the Rajapaksa TEAM and NOT sell their vote for cash or wealth to unpatriotic politicians. People should understand whether they want SL for cash for their short pleasure or save the country from bribery and corruption and protect SriLankan sovereignty. The country is for our future generation.

Response to the Washington Post article of Monday July 8, 2019, titled “In Sri Lanka, Muslims increasingly under siege” by Joanna Slater and Hafeel Farisz

The above article that appeared in the Washington Post on Monday July 8, 2019 singles out the occurrence of reaction by the citizens of Sri Lanka against the recent extremist Islamic violence portrayed as Muslims being under siege with insinuations of unfair treatment of Muslims as a rule.  The recent coordinated attacks in Sri Lanka in 6 places within minutes of each other killing close to 300 men women and children in churches and luxury hotels in one clean sweep of coordinated attacks is not something to keep a country complacent.  In addition, over 500 are injured with life altering injuries. This kind of carnage is not anything new in the vision of the world that has witnessed Islamic extremism fast spreading to obliterate the traditional practices of Islam throughout the world.

Why is Sri Lanka isolated from other countries that are facing similar issues?  Why is Sri Lanka singled out for trying to protect its people and all traditional religions?  Why are only the Buddhists blamed for reacting when the Buddhists, Christians, Hindus and moderate Muslims face the same danger of extremist brutality?  It is not a perfect world to not have some reaction to such high numbers of casualties.  To direct the reaction as faith-based attacks implying that it came from a Buddhist Nationalist group is a deliberate attempt at the confirmed Buddhist bashing that has become a theme of the international media. 

How does one assume that any of the attackers to be solely Buddhists?  The Easter attacks were directed at the Catholic churches.  Why are Buddhists blamed without proof? The entire country is angry, grieving and living in fear.  It is not only Muslims but all those who don’t conform to the radical Islam of the Saudi supported Wahabi form that is rammed down people are in danger.

These questions must be answered by the Washington Post reporter who has not understood the root of the problem or fails to do so blatantly ignoring the recent violence against one of their own – Jamal Khashoggi a Saudi dissident. It is the possibility of the same violence that Sri Lankans fear because of the push to annihilate all religions with only two choices.  One, to convert to extreme Islam and live, or refuse and die by beheading or any other means. This is the Saudi sponsored Wahabism that is causing a problem to moderate Muslims also in Sri Lanka.  If they are concerned for their safety, how much more should non-muslims fear for their lives?  This applies to all people in the cross wires of a fanatical drive to push their flavor of Islam throughout the globe. 

The article is more sympathetic to the material loss of business and buildings over the loss of life deliberately destroyed.  Regardless of the faith, this is completely wrong and yet it continues globally with countries more powerful than Sri Lanka bracing for attacks.

If there is a fall out from this event against all muslims, it is to be expected because the moderate muslims are as much victims of this tragedy.   They cannot denounce the extremists to suffer threats to their lives to a far greater extent than illustrated in the article that pinpoints to the majority race the Sinhalese among whom are majority Buddhists, viewed and assumed as a threat. Recognizing the right or real threat is the bottom line here. It is convenient to ignore the root cause – the jihadist attacks and skip to those who react.

The Washington Post needs to be balanced in reporting sporadic incidents of the fate of material business and understand fully the implications of the fate that awaits the people of Sri Lanka with the risk to their life if nothing is done about it.  Patience of the people is fast running out.

The current situation is that all citizens of the country across religious lines are coming together because they realize the gravity of the situation.  The lead to the group and one of the most vocal proponents of the need for action is Cardinal Malcom Ranjit the head of the Catholic Church in Sri Lanka who has fearlessly come forward to join the Buddhist clergy with the common goal of saving all traditional believers from the plans for widespread Jihad. Further plans for destruction have been revealed following the swift action and investigations by the security forces in the country.

Historically Sri Lanka that survived invasions by the Portuguese, Dutch and British have saved the country with extreme sacrifice and action of the patriots that include the Buddhist clergy who have their own way of expressing their patriotism through which they have protected all religious and ethnic groups in the history of the country.  That is a given and no reporter in the international media understands their role.  In the 30-year war too, there was mass slaughter of Buddhist monks by terrorists, slaughter of Muslims in prayer in the very area that was home to the leader of the recent extremist bombing. Thousands of dead from suicide bombs never had their day because terrorists are non-state players who walk free with no accountability for human rights.

This is not only applicable to Sri Lanka.  The US also will do well to focus their attention to take note of how operations were carried out in places of religious worship, under cover with the abuse of religious freedom afforded to all groups in Sri Lanka.   No one wants the brutal bloodshed and beheadings, suicide bombings to destroy one of the most beautiful, peaceful spiritual nations in the world that has seen Buddhists, Christians, Hindus and moderate Muslims living peacefully without the radicalization that is going on today and brutal consequences in the name of religion.    Nor do they wish to have the laws of the country substituted by Sharia Law that doesn’t offer justice to its people. 

Before the Easter Sunday attacks, vandalism at Buddhist Temples

Leading up to the bombing of the churches on Easter Sunday, over twenty Buddhist temples were vandalized and the individual leading those attacks was also the leader of the pack of suicide bombers who were known but never apprehended until they caused all the damage. Valuable Buddhist statues at temples were mutilated and this was also an organized attack as a prelude to bigger and more violent attacks on living worshippers.  These actions received very little media attention and the government took extra precautions to protect a backlash against Muslims by keeping it away from national news.

Is the Washington Post ignoring the global trend of Islamic extremism that has hit Sri Lanka? 

The article refers to boycott of Muslim businesses and sporadic attacks by angry mobs with an element of sympathy using anecdotal incidents. The reporter may not have encountered or interviewed customers who decided to boycott some businesses.   There are those who experienced the crudest treatment from eating houses that they decided to boycott.  Some non-Muslims have reported firsthand that their food was contaminated with human excreta and as word got around, those eating places were boycotted for obvious reasons.  It takes only one for reaction to all.  The actions of hate found their way to food outlets too.   Can one blame the boycotts?  Isn’t it obvious?  These are anecdotal reports from individuals who experienced firsthand.

The reference in some media reports to mob attacks attributed to Buddhist monks has a strange connotation.  The discovery of huge quantities of Buddhist robes worn by monks buried in mosque premises deserves to be queried.  Most of the attackers could not be identified by the chief incumbents of Buddhist temples because they were imposters.  Another deliberate move to discredit Buddhism. 

There is an obvious explanation for the discovery of a large quantity of white clothing found buried in mosques and other places to be used for disguise in mingling with Buddhist devotees for a planned attack at temples.  White attire is worn by Buddhists as simple garb when they attend Buddhist festivals.  

It was recently revealed that there were plans to destroy the most sacred Buddhist shrine, the Temple of the Tooth in the country that enshrines the relics of the Buddha.  Sri Lanka is a spiritually rich country with prayers in every faith and it will be protected from these fanatics to a greater extent than one can believe.

There is also a strange find of military like uniforms buried in the premises supposed to be for religious worship.  According to the Indian Intelligence reports, there is a warning of an impending attack on India and Sri Lanka by Jihadists wearing military like attire.  This is yet to be proven, but if it does happen, the Washington Post better be alert that the Indian authorities are just as concerned.  The discovery of mass scale catches of weapons and explosives obviously gives credibility to their findings.

It is not accurate that a reputable newspaper in the capital of the world in Washington DC to present a one-sided picture of the situation in Sri Lanka and imply that terrorists who are Islamic extremists who catalyzed the situation should not be a reason for the victims to react. This should be challenged by moderate Muslims too.  Claiming faith-based attacks accusing a Buddhist Nationalist Group is preposterous when up to and until this event on April 21, all religions in Sri Lanka had the freedom to practice their faith and there was no forced murderous killing of individuals while in prayer.  The Buddhist Nationalists are coming together through patriotism and they have no affiliation to any armed group outside Sri Lanka and it is an exaggeration to paint a picture that they will take to arms.  They have no such capability.

All Muslims are only 9.3% of the population and they came to Sri Lanka as traders in 8 A.D., when Buddhism has existed in Sri Lanka since 250 BC.  With 70% of the Sinhalese people who make up about 72% of the population of 21.6 Million being followers of Buddhism, the rest of the Sinhalese majority are followers of Christianity.   The situation on the ground is one that has brought together all segments of the population that feel threatened by extremism.

This article written without due consideration for the big picture is a pitiful illustration of a very dangerous situation. Some of the suicide bombers were well educated in western countries and from affluent families enjoying power in professions and business circles in addition to political roles.  It is the scenario we see in countries like France, UK and other places that have provided refuge to radicals who now disturb their peace by making demands that are beyond reasonable.

According to experts, this is clearly a push for new grounds for their caliphate with the footing lost due to US bombings and the displacement of ISIS that is the influence behind the forceful conversion of an entire nation that has only two choices, death or forced conversion to a radical form.

This is not how Sri Lanka and Sri Lankans want to live.  When they protect their country, the interpretation of international media has taken on a role of Buddhist bashing and it must be reminded that the Sinhalese Buddhists are fearless about guarding Sri Lanka as a world minority of only 17 million in the entire world,  while accommodation all other ethnic and religious groups in their midst to exist peacefully.  In Sri Lanka, every religious holiday for Buddhist, Christian, Hindu and Muslim followers are mandated government paid holidays.  Taking aim at the majority as spreading faith-based attacks as the norm is baseless and inaccurate.  It is more accurate to indicate that there are undercurrents to eliminate all non-muslims from the entire country with no regard for human life. The Government of Sri Lanka has taken measures to protect Muslims over and above the majority to prevent a backlash. There is every possibility that this situation can be taken advantage of if it is not monitored diligently.

Recently a Buddhist monk and a Hindu priest went on a hunger strike because of this issue demanding the removal of ultra-powerful Muslim cabinet members who were loyal to the perpetrators of this carnage. See the confession of a Jihadist who mentions them by name.  (The names have been removed for the personal safety of this writer)

With the emergence of extremism, the hardliners who were radicalized became a force that was recognized and feared mostly by the moderate Muslims in the country.  They made representations to the government about the activities that were going on under cover because the danger to them was as bad as to other religions.  It is not a wonder that with the severity of the recent attacks, people of all religions and ethnicities including the moderate Muslims live in fear? 

This is also a common issue considering the occurrences in bigger and more powerful nations faced with the push from extreme Islam followers trying to rule in their host countries with no go” zones and a push for Sharia Law.

The extract from a Jihadist’s confession below will be an eye opener.  Ironically his appeal was sent to the very Buddhist Nationalist Group referred to in this article.  This letter was his ultimate salvation from the brainwashing that he underwent for nine years to turn him from being human to a barbarian trained to kill even his own people perceived as a threat to the religion with no basis for verification.  All in the name of man-made religious beliefs.   This confession is a translation from reputable sources.

How a brainwashed Jihadist confessed plans in detail to the Buddhist Nationalist Group mentioned above

The letter from a Jihadist going back to 2014 that was revealed in the light of recent attacks.

This is a translation of a letter received by the Bodu Bala Sena (BBS) organization (the Buddhist Nationalist Group referred to in the article)  in Sri Lanka that was a much-maligned by the government as an organization for pointing out the secret activities of the radicals in the country as confirmed by this Jihadist.  The Buddhist monk heading the organization was sent to jail for several years.  He was released after April 21 attacks came to fruition proving his findings to be true facts.

The BBS spokesperson who revealed this is a Buddhist monk, in a video statement online. He has declared that this is not being revealed to cause any harm, anger to resentment toward any segment of the community to hurt their feelings or cause fear. This is revealed for the seriousness of the contents as revealed by the writer, a young radicalized Jihadist who wants it to be known.

The original letter was written in Tamil and an authentic translation was made with the help of a reporter of a leading Tamil newspaper the Virakesari. The handwritten Tamil letter translated into Sinhala is in the hands of the BBS organization.

The English translation of the confession of the Jihadist from the letter is as follows: (The words here are the words of the brainwashed Jihadist)

I ask you to read this letter from top to bottom more than once recommends the writer and he adds that every word in this letter is true.

He says think about the contents.  I confirm that every fact is true. (Words from the Jihadist that prefaced the actual confession)

I was born and raised in the Muslim environment and knew only about Allah” and  as I grew up all I heard in my life was about the harm done to Muslims by other believers and religions.  My village had small mosques and in a close by town there was a larger mosque.  Some of the folks in my village had connections with the larger mosque.  When I was about 15 years old, I got a chance to attend the larger mosque with some folks who had connections to the larger mosque and I too got a chance.  Those who attended this mosque had revolutionary ideas.  Their talk centered around how to deal with the other believers outside Islam. After a while I too accepted their ideas and believed that to protect our belief, we must destroy others to save our religion.  The main aim of discussion was the elimination of all other believers.  In order to do so we were prepared to commit genocidal attacks on all others except muslims. We were ready to eliminate everyone except muslims and create an Islamic state.

We received special talks too.    One day we had a visitor, from a foreign land at our mosque.  A discussion ensued.  He preached that we must be ready make the whole world Muslim and that we must be ready to do anything to achieve that and concentrate on Sri Lanka. This is what he said and invited us to join a special organization. We were impressed with the idea and agreed immediately.  We didn’t know the name, or the organization didn’t have a name.  We were not sure whether it was Jihad but later found out it was not Jihad and that it was the mother organization. Many people didn’t know for sure the real organization structure or name.  We were told that the name need not be known, and that Jihad was just a cover to mislead those who were seeking to find out about us.

We didn’t care if it didn’t have a name.  They avoided naming the organization getting known.  I got to know this after 7 years with the organization.  Jihad name was to mislead because Jihad the known name was being watched while they operated with a bigger mother organization that had spread throughout the world.  Most people didn’t know this. I was proud to be in this organization. Due to my contribution, after 9 years I was able to get a big position and at that time I was 26 years old.  I was empowered to kill anyone to spread Islam and establish a Muslim country in Sri Lanka. To establish Islamic state, I was ready to kill anyone, and we were trained well without being visible to the outside world.

I learned to read and write the Sinhala language (language of the majority ethnic group and majority of the Sinhalese people are Buddhist) and I looked like a Sinhalese in my appearance.

At this point the organization gave me something special.  That is, identification papers changing me to a Sinhalese with a new name and all the necessary papers to disguise myself as a Sinhalese. I was given a special assignment to go to the Sinhala community and learn as much as possible about them and I was able to travel to any part of the country. 

At this point I was also informed that every office or establishment throughout the country had people who were prepared like I was, and they were established in such places for many years.  Some of these folks were in this role for around 30 to 40 years and some were Sinhala people, but they were converted to become like us.  I was given a code word to identify similarly trained people.  I am going to reveal that code in this letter.  When it becomes known the organization members will be disturbed.  That is what I want to make known.  The code word was madei” which when softly spoken they reply to confirm they are in the movement.  This is the code word worldwide.  These people continue to operate in every sphere even today.

This way they infiltrated all the areas of work in the country.  Every government department, military, air force, airports, banks, police, and all other places they have infiltrated and are not known or visible from the outside.

 Ports and airports were the most important and we have got things done the way we want.  Due to political instability we had advantages.  We also dealt with those who didn’t agree to what we wanted done.  These people who worked in ports were taken to the middle of the sea and murdered for not agreeing to carry out what we wanted done. Then we spread the word that they went overseas.  Among us are Government politicians that include two (Muslim Ministers – Name 1 withheld, Name 2 withheld but widely known in local media). These ministers in the government are our biggest members.

About 3 years ago they gave me a special assignment.  They made use of my appearance that looked like a Sinhalese.  Sent me to a Buddhist organization and made a member.  I was asked to learn all the inside working of the Buddhist organization with my Buddhist Sinhala identification documents.  I was not given details, but I realized that what I was expected to do was a very serious act of genocide and mass destruction.  I was also brain washed with the desire to carry out such acts.  They asked me to study the festivals and when and where their festivals were to be held and where people were to gather. I was able to get a good insight into their activities and passed the information on.  I was told to stay in the same place, and I was ready for the next step as they said the next step will take place there.

I was with the Sinhala people for 3 years in this environment.  This is when things started to change. My attitude started to change, and I realized that the Sinhala people were more civilized than I had believed.  By then my commitment in the Islamic organization had gone far beyond a point when I could turn around.  If I had changed at this point, I would have been killed by the Islamic organization.  So, I stayed quiet and time passed.  My organization did not notice a change in me.

Then two weeks or so before writing this letter, I was given the second stage of their plan.  This plan was to be in Anuradhapura (An ancient historic capital of Buddhist heritage) where a big Buddhist festival offering of Jasmine flowers was to take place on June 5th.  There were plans in place to cause a disturbance there.  I was not able to let this happen.  Therefore, I exposed this plan. To prevent this is for you to take over.

At a time, next month there was a plan to take over this country.  But due to incidents at Aluthgama, (a place where there was unrest between Muslims and villagers) these plans were postponed as I have learned. 

As I told you we have our people in all institutions in this country and worldwide in every country.  With the help of our people there is a plan to disrupt all communication channels and mess things up. Then a group was to come from overseas and bring the weapons and people, for us to take over this country by morning.  All this is the absolute truth.  In order to achieve this, we have hidden weapons in the country in preparation.  In every mosque we have 300 swords and in some there are weapons with ammunition too.”

End of the contents made public, but it is assumed there is more.

History of 30 years of terrorism, winning peace in 2009 and the start of a new era of terrorism

When security personnel carried out their investigations following the suicide bombings at Easter, they did connect remnants of terror suspects from the previous conflict who have lent their services and provided remaining weapons to this group.  Terrorism is a mindset regardless of a cause.  The outcome of destruction is inhumane.  Another definite contributing factor is that after 2009 and the peace that followed, security guidelines were dictated to by demands from UN and the US with pressure from certain sectors without regard for the ramifications to national security.   Following the attacks in April, some of the very segments of the country that wanted the military checkpoints removed were begging to have them reinstated.   

Future for Sri Lanka is bleak and uncertain for reasons that are known globally

This is not how Sri Lanka and Sri Lankans want to live. 

Sri Lanka’s tolerance has been completely misconstrued. It must also be pointed out that many skilled men and women from poor families seek employment in the middle eastern nations.  It is interesting to make a study of the level of tolerance of other religions in that region to the extent of not allowing any religious books or statues beyond the airports in Muslim countries.  However, the liberal freedom in Sri Lanka has clearly been abused and now being pushed to be overrun by radicalism

As stated in the article referring to Hardline Buddhist Nationalist groups that emerged, they took a hard line because the tolerance and compassion, with patience as practiced in the Buddhist faith did not work as the revolution of hard line extremist Islam started to take over the country and the push to eliminate all religions began to be felt by all people.

The Western Media continues to subscribe to Buddhist bashing with stilted information when Buddhism is one of the most compassionate doctrines used even in the rehabilitation of prisoners in the United States.  It is not as fast growing as Islam because the depth of the philosophy requires intellectual understanding and commitment to self-discipline which is a much-needed human quality today.

It is unfortunate that all of this stems from the distortion of Islam to a man-made version of a brutal form that is more suited for those with sadistic instincts.  Moderate Muslims are caught in the middle with no freedom of expression in their own communities.

I suggest the reporter Joanna Slater of the Washington Post makes contact with people on the ground in Sri Lanka on both sides of the issue and takes the opportunity for a discussion with the Sri Lankan American Community that lives in Washington to ask pertinent questions and elicit answers about the truth.

It is disappointing that all 5 Asian Teams out of 10 Teams in the competition failed to secure a spot in the Final.   Bangladesh and New Zealand have consistently maintained aggressive and  methodical styles of play.

Statistical probability indicates a low scoring match at the business end of the Tournament. NZ bowlers appear to have a upper hand against the England.  They are back to basics, uncomplicated and pleasure to watch. Bowling at line and length is the secret for NZ success thus far. Kane Williamson’s field placements and bowling changes have shown remarkable indepth understanding of the batters mentality most of the time.

2015 runners up was NZ, players such as Martin Guptill, Kane Williamson, Ross Taylor  and Trent Boult are continuing in 2019. The current England team includes Jos Buttler, Eoin Morgain, Alex Hales, Moeen Ali, Joe Root and Chris Woakes from the 2015 squad.

In round-robin stage, NZ beat Sri Lanka by 10 wickets whereas Sri Lanka beat England by 20 runs.

Judged by the clouds of political interference in Sri Lankan Cricket, our boys performances were below par, but not totally disappointing. At least our Sports Minister made a trip to England on tax-payers account.

Our current squad should be further developed. For the next 4 years, an established team with a long term captaincy to Dimuth Karunaratne need to be considered.    Dave Whatmore is in Sri Lanka and his contribution will be valuable in re-shaping the structure.

අප රටේ සාමාන්‍ය පොදු ජනතාවට එතරම් සමීප නොවන විෂය ක්ෂේත්‍රයක් වන විද්‍යාව, තාක්ෂණය සහ නවෝත්පාදනය සරල සහ සැහැල්ලු ලෙස සමීප කරවීම අරමුණු කරගනිමින් අමාත්‍ය සුජීව සේනසිංහ මහතාගේ මෙහෙයවීමෙන් විද්‍යා, තාක්ෂණ හා පර්යේෂණ අමාත්‍යාංශය විසින් ක්‍රියාත්මක කරනු ලබන ශ්‍රී ලංකා තාක්ෂණ විප්ලවය – ශිල්ප සේනා වැඩසටහනේ පළමු ප්‍රදර්ශනය කොළඹ බණ්ඩාරනායක අනුස්මරණ ජාත්‍යන්තර සම්මන්ත්‍රණ ශාලා පරිශ්‍රයේ දී ජූලි මස 18 වන දින ආරම්භ වී 21 වන දින දක්වා පැවැත්වේ. 

ආර්ථික සංවර්ධන කාර්යයේ මූල සාධකය බවට විද්‍යාව, තාක්ෂණය හා නවෝත්පාදනය පත්ව තිබේ. ලෝකයේ නවෝත්පාදන සංවර්ධන දර්ශකය අනුව අප දැනට පසුවෙන්නේ 88 වැනි ස්ථානයේ. ඉදිරි අවුරුදු 4-5 කාලය තුළ 60 වැනි ස්ථානයකට පැමිණීමේ ඉලක්කය ජය ගැනීම සඳහා විද්‍යා, තාක්ෂණ, පර්යේෂණ හා නවෝත්පාදන දිරිගැන්වීම ඉහළ අගයකින් සිදුකළ යුතුවේ. ඒ සඳහා පර්යේෂණ ආයතන, විශ්වවිද්‍යාල, විද්‍යාඥයින්, තාක්ෂණවේදීන්, පර්යේෂකයින් එක් මාර්ගයකට අනුගත කර රට තුළ පර්යේෂණ සංස්කෘතියක් ඇතිකිරීම වැදගත් වේ.

මෙරට ජනතාව විද්‍යා, තාක්ෂණ හා නවෝත්පාදන විෂය ක්ෂේත්‍රයට දක්වන්නේ අඩු අවධානයක්. ඔවුන් ඒ සඳහා යොමු වීමට එක්තරා ආකාරයක බියවීමක්, මැලිකමක් දක්නට ලැබේ. මෙම ක්ෂේත්‍රය ඉංග්‍රීසි භාෂාව මූලිකව ක්‍රියාත්මක වීම  නිසා ඒ සඳහා සාමාන්‍ය ජනතාවගේ අඩු අවධානයක් යොමු වීම පැහැදිලි වේ.

මෙම විෂය ක්ෂේත්‍රය සාමාන්‍ය පොදු ජනතාවට වඩාත් සමීප කරවීම සඳහා සිංහල භාෂාව ද යොදා ගනිමින්  සරල සහ සැහැල්ලු ක්‍රමවේදයක් යොදා ගැනීම තුළින් ඉහළ ජන සහභාගිත්වයක් සහ අවධානයක් ලබා ගැනීමට හැකියාව ලැබෙන බව අප විශ්වාස කරනවා. ඒ සඳහා අතීතයේ පොදු ජනතාවට වඩා සමීප වූ, ආකර්ශනය දිනාගත් ගම් උදාව, මහපොළ වැනි වැඩසටහන ආදර්ශයට ගනිමින් ශිල්ප සේනා වැඩසටහන නිර්මාණය කරනු ලැබ තිබේ.

සවිමත් දෑතින් පොහොසත් තනන්නට වෙර දරණ ශිල්ප සේනා ප්‍රදර්ශනය මූලික වශයෙන් තාක්ෂණ කලාපය, ව්‍යවසායකත්ව හා රැකියා වෙළෙඳපොළ,  නවෝත්පාදන කලාපය සහ අධ්‍යාපන සහ වින්දනාත්මක කලාපය ලෙස කලාප පහකට වෙන් කොට තිබේ.

තාක්ෂණ කලාපය

තාක්ෂණ කලාපය තුළ STEM අධ්‍යාපන ක්‍රමවේදය ඇතුළු ප්‍රධාන තේමාවන් දොළහක් යටතේ නවීන විද්‍යා, තාක්ෂණ  හා පර්යේෂණ  විෂය දැනුම සම්ප්‍රේෂණය කිරීම සිදු කෙරේ. පාසල් සිසුන්, විශ්ව විද්‍යාල සිසුන්, පර්යේෂකයින් සහ විෂය ක්ෂේත්‍රය පිළිබඳ නවීන දැනුම ලබාදීම මෙන්ම විෂය ප්‍රචලිත කිරීම මෙම කලාපයෙන් අපේක්ෂා කෙරේ.

 නවෝත්පාදන කලාපය

ශිල්ප සේනා ප්‍රදර්ශනයේ නවෝත්පාදන කලාපය තුළ මෙරට නිර්මාණ ශිල්පීන් බිහිකළ  කරන නවෝත්පාදනයන් 500 කට අධික ප්‍රමාණයක් ප්‍රදර්ශනය කෙරෙන අතර එම නිර්මාණ වාණිජකරණය කිරීමට අවශ්‍ය  වැඩපිළවෙළක් ක්‍රියාත්මක වේ.

නවෝත්පාදනයක් නිර්මාණය කිරීමෙන් අනතුරුව එයට වෙළෙඳ වටිනාකමක් ලබා දෙමින් මුදල් බවට පත් කිරීම රටක සංවර්ධන කාර්යයේ දී ඉතා අත්‍යවශ්‍ය වේ. මෙරට බොහෝ නව නිර්මාණ ශිල්පීන් විසින් නවෝත්පාදනයන් සිදු කළ ද එය පොදු සමාජය අතර ප්‍රචලිත වීමක් බොහෝවිට සිදු නොවේ. එසේම ඒ සඳහා වෙළඳ අගයක් ලබා දීමට අවස්ථාවක් උදා නොවේ.   මෙම වාණිජකරණ කාර්යයේ දී පෞද්ගලික අංශයේ දායකත්වය අතිශය වැදගත් වේ. ආර්ථික සංවර්ධනය සඳහා දායකත්වය ලබාගැනීම අරමුණු කරගනිමින්  නව නිර්මාණ ශිල්පීන් සහ පෞද්ගලික අංශය යන දෙපාර්ශ්වය අතර සම්බන්ධතාව ගොඩ නැගීම සඳහා ශිල්ප සේනා වැඩසටහන තුළින් සුවිශේෂී අවස්ථාවක් උදාකර දෙනු ලබයි.

ව්‍යවසායකත්ව හා රැකියා වෙළෙඳපොළ

දිරියෙන් නැගී සිටීමට උනන්දුවක් දක්වන ජනතාවට අත්වැලක් සැපයීම වෙනුවෙන් ව්‍යවසායකත්ව හා රැකියා වෙළෙඳපොළ කලාපය නිර්මාණය කර තිබේ. දැනට සුළු හා මධ්‍ය පරිමාණ කර්මාන්තයන්හි නියැලෙන සහ අලුතින් කර්මාන්තයක් ආරම්භ කිරීමට උනන්දුවක් ඇති පුද්ගලයින්ට අභිමානවත් ව්‍යවසායකයෙක් ලෙස ඉස්මතු වන්නට විශේෂ නිෂ්පාදන පැකේජ 1000 ක් හඳුන්වාදීම මෙහි දී සිදුවේ. මීට අමතරව වෙළඳ ප්‍රචාරණය, සේවා සැපයීම, ව්‍යාපාර ලියාපදිංචිය, ණය පහසුකම් ලබාදීම පිළිබඳ දැනුම හා මගපෙන්වීම ලබාදීම සිදුවේ.

එසේම මෙම කලාපය තුළ තරුණ ප්‍රජාව සහ පෞද්ගලික අංශය අතර සාකච්ඡා අවස්ථා,  තරුණ ප්‍රජාව වෙනුවෙන් වෘත්තීය පුහුණු අවස්ථා උදාකිරීම සිදුවේ.

Cricket , Muslims and Beard ( without prejudice )

In British , Australian and South African  teams ,you note that most of the spin bowlers carry Muslim names who wear beards .

One Bangladeshi Umpire has also started growing a  beard to identify him as a Muslim . 

Most of the Indian Cricketers also have got signature beard like Kohli’s , which is different from beard of other Muslim cricketers worldwide

( I remember the story about an Indian inteprid pilot of a fighter plane which was shot down by Pakistan.He had a signature beard which became popular in India Ironically this hearded ( rather mustached pilot was released by no beard wearing ex cricket captain Imran khan who is the current prime minister of Pakistan) 

Beard of Indian crickets lkkmhas a point with a conical shape like the ones few Sinhala kings had.

I cannot remember any Sri Lankan Muslim cricketer wearing s beard

The fact is that  most of the Muslim personnel in world -cricket started growing beard to identify them selves despite the fact that they have typical Muslim Names..

Question is why have they started this practice during last decade ?

In Muslim community worldwide ,they may have been informed or indoctrinated to wear beard so that they are singled out among all the members.

Other funny side is Muslim cricket  fans in Sri Lanka almost always support Pakistan  when Sri Lankan Team plays against them .

I am not sure how they behave when Sri Lanka plays against Bangladesh

(We also note that Muslim players lift the bat towards sky and look at a imaginary god or kneel and kiss the ground and thank the divine forces.)

Even Muslim Indians never support Pakistan when they play with each other.

Ironically Sri Lankan Non Muslim fans always support Pakistan when they play against India .

Even though Muslim politicians and some religious leaders try to isolate Muslim politics from Sinhala ( or burger ) ,non Muslim fans never discriminate them.

May be the meaning of spinning the ball is turning  the ball which batsman fails to play as he often does not know how the direction of turning ball comes to bat and to play safely

Fasciola liver flukes infecting wild elephants of Sri Lanka: tackling tricky taxonomy

A Fasciola liver fluke found infecting Asian elephants in Sri Lanka reveals a need to understand economically important parasites in wildlife.

Elephants and fascioliasis

Fascioliasis is a global economic problem impacting upon human and domestic animal health, but what about wildlife? Although we are used to considering the impact of Fasciola infections on domestic animals such as sheep, cattle, and horses, it is often very easy to forget their impact on wild ungulates, including deer, buffalo, antelope, and even elephants.

Fascioliasis is a serious problem for elephants throughout Asia with continuous reports from India, Sri Lanka, and Malaysia of considerable morbidity and mortality in domestic and semi wild elephants.

Historically, elephants were held in high esteem in human societies being depicted as gods and later being domesticated and even used in battle. Today, throughout Asia, elephants continue to have particularly high importance in religion and culture but also as beasts of burden. Yet despite their importance we still know relatively little about their diseases and the true impact that such infections can have on elephant populations.

An understanding of the consequence of parasitic infections in wild populations of Asian elephants is even more neglected despite the close interactions that domestic and semi domestic elephants have with their wild counterparts.

Wild elephants are in continual conflict with humans for land. In Sri Lanka the conflict is so intense it is estimated to result in the death of at least one human a week and one elephant every two days. Owing to this continued conflict there has been a dramatic decrease in wild elephant numbers due to a lack of space and an eruption of infectious diseases, including the liver fluke Fasciola jacksoni, the agent of elephant fascioliasis.

Fasciola jacksoni: tackling the tricky taxonomy of a terrible trematode

Prof Jayanthe Rajapakse led a team of veterinarians and parasitologists on a 39 month survey of the health of wild elephants across Sri Lanka from January 2000 to April 2003, collecting faecal samples from living elephants and performing autopsies on wild elephants that had been killed as a result of human activity as well as individuals with a fatal burden of F. jacksoni.

The autopsies showed that over 50% of the elephants were infected with F. jacksoni, with livers showing cholangitis, an inflammation of the bile duct, and major fibrosis of the liver, a scarring of the liver as result of the parasite’s activity. Since then work has focused on improving the identification of F. jacksoni which has traditionally been done on the morphology of the adult worms which can often be erroneous as morphological characteristics of parasites can vary not only at different life stages but also between different hosts.

In 2019, Prof Rajapakse and his team joined forces with Prof T. Hoa Le of the Institute of Biotechnology, Vietnam and me, Dr Scott Lawton, at Kingston University London in the UK, and was able to apply molecular taxonomic techniques to identify F. jacksoni material from wild elephants for the first time (Rajapakse et al., 2019).

Using both the mitochondrial genetic markers cox1, the DNA barcoding gene, and ND1 gene, it was possible to link the genotypes of eggs from faecal samples to adult flukes, but also showed that there was little to no genetic diversity of worms between hosts, indicating transmission between hosts from particular localities. However, phylogenetic analyses of the F. jacksoni showed it to be most closely related to a highly pathogenic liver fluke of deer Fascioloides magna rather than the medically important genus Fasciola, and upon reanalyses of the morphology, F. jacksoni and Fa. magna shared many anatomical traits not seen in members of Fasciola.

Freezing flukes: the ice age and the movement of elephants from Asia to North America

Fascioloides magna is an invasive fluke of deer from North America causing serious damage to livestock especially cattle and sheep in Europe. However, the relationship between the elephant fluke and the deer fluke may be an ancient one.

It has been suggested that the ancestors of the American elephants such as the Columbian mammoth which is a sister species to the Asian elephant, would have taken an F. jacksoni-like liver fluke with them as they migrated across the Bering straights from Asia into North America 1.5 million years ago. Eventually, the parasite would have undergone a host switch into North American cervids and persisted in deer after the extinction of the North American elephants and eventually giving rise to Fa. magna. However, this will need further investigation to really resolve the origins of F. jacksoni and Fa. magna.

A need for further understanding of diseases of elephants and large mammals

The application of molecular tools in the identification of F. jacksoni from Sri Lanka provided crucial tools for the monitoring of fascioliasis, especially as the conflict between humans and elephants continues to intensify. Such approaches are crucial to aid in accurate diagnostics of infection of wild and domestic elephants but also provide tools to estimate transmission patterns.

However, there is a growing global need to monitor diseases of wildlife not only to identify the risk of zoonotic infections that could be potential risks to human and livestock health but also to in order to measure consequence of human impact on populations of wild animals.

Populations of elephants, and other large mammals, are becoming increasingly fragmented into smaller areas, and with this increasing density within limited areas there is also an increase in the risk of infection. This could ultimately lead to natural low-level infections increasing in intensity and becoming a real conservation issue.

Sri Lanka Muslims to field first separate Muslim candidate in coming Presidential elections

For the first time in Sri Lankan Presidential elections history, a Muslim candidate who will not represent any mainstream political party but will only represent the Muslims of the country, is set to come forward as a candidate.

Well informed Muslim political sources said that all Muslim political parties will back a separate Muslim Presidential candidate who would likely be nominated by the Sri Lanka Muslim Congress (SLMC) on behalf of all Muslim parties.

The Muslim parties are likely to form a loose coalition at Presidential elections so that the Muslim voter-base would not split and would rally around only one nominated Muslim candidate, the sources added.

According to these sources, it was this consensus that also led to the sudden mass resignation of Muslim Ministers on June 3, who said they were all stepping down in protest against the targeting of a single Muslim politician, leader of ACMC (and former Minister) Rishad Bathiudeen.

“Even Muslim Ministers of UNP who were voted-in by the Sinhalese voters resigned unexpectedly on June 3 with Muslim Ministers who were voted in by Muslim votes. The undisclosed political development of a forthcoming separate Muslim candidate was the reason for their resignation, which was not known to the public at that time. Everyone was led to believe that all Muslim Ministers were standing in unity with Minister Bathiudeen when they resigned” sources added.

When it was asked that “Since a Muslim candidate separately contesting will not be able to secure sufficient votes to become the President of the country, what is the purpose of nominating such a separate Muslim candidate?”

The reliable source within SLMC said “It is well known that such a separate Muslim candidate cannot win the Presidential election alone. We clearly understand this. The expectation of the Muslim candidate is that he/she will show that he/she has the majority Muslim votes of the country, and he/she, representing the Muslims in the country, will start to bargain with the mainstream candidate who is most likely to be the winner in the Presidential election. He/she will therefore be able to do this negotiation for Lankan Muslims in a bigger capacity than a standard Muslim Cabinet Minister or a usual Muslim party leader.”

Sources further told that, Once the mainstream candidate who is likely to be the winner agrees to the demands of our Muslim Presidential candidate, then our Muslim candidate would either withdraw from his candidacy and pledge his and his Muslim voters’ support to this mainstream candidate or, call all Muslim voters to mark “the mainstream candidate who is likely to be the winner” as their “second preference” in their ballot papers.”

Colombo Dockyard Launches Dedicated Afloat Repair Service

The RAPID RESPONSE AFLOAT REPAIR SERVICE (RRARS) was officially launched on May 31, 2019 following two years of preliminary service provision which gained the confidence of the shipping community with vessels calling at ports located in Sri Lankan waters. Car-free day in Sri Lanka sparks debate over safety for women

Though it may be good for the environment, not having the security of automobiles and public transport has raised fears.

When the mayor of Colombo announced that the congested capital of Sri Lanka would go car-free this Sunday to promote a “healthier” lifestyle, she might have expected a few grumbles from petrolheads.

But no one seems to have anticipated the furious backlash from women in the city, who say cars offer them much-needed protection from sexual harassment both outside on the streets and on public transport.

A tweet from a journalist saying she could “barely walk 100 metres without some sick pervert or inbred idiot saying something perverted or stupid” unleashed a torrent of anger from female residents of the city over the plan this week.

Dozens of women backed the journalist, Marianne David, and recounted their own experiences – from being ogled and flashed on the sidewalks, to being groped and witnessing public masturbation in crowded trains and buses.

“Street harassment is kind of getting worse. I can’t walk 10 steps without being stared at or catcalled,” Pabasara Palletanne, a public bank employee, told the Thomson Reuters Foundation on Friday.

‘Patriarchal attitudes’

Responding to the criticism, the office of Colombo Mayor Rosy Senanayake said she was working to address the issue of sexual harassment.

“Clearly it’s something that needs a sustained effort,” she said in an email.

A 2015 survey by the United Nations Population Fund (UNFPA) found nine out of 10 women and girls had faced sexual harassment on public buses and trains in Sri Lanka.

Misha’ari Weerabangsa, a graduate student, used the term “galling” in reaction to the fact that the car-free idea was spearheaded by two women – the mayor and the Dutch ambassador to Sri Lanka, Joanne Doornewaard.

“They fail to take into consideration the ground realities that are faced by commuters, especially women,” said Weerabangsa, who tweeted a series of incidences of sexual harassment she said she had suffered.

The Dutch embassy did not immediately respond to a request for comment.

But some people on social media responded angrily to David’s tweet, among them a former navy chief who told her to leave the country.

Randima Jayasinghe, a spokesperson for the UNFPA, said such a response highlighted “the patriarchal attitudes prevalent in societies” in Sri Lanka and urged women to report any sexual harassment they experienced.

A 2018 Thomson Reuters Foundation survey of 1,000 women in five of the world’s biggest commuter cities – London, New York, Mexico City, Tokyo and Cairo – found 52 percent cited safety as their top concern while using transport.

India-China-Sri Lanka Triangle: The Defense Dimension

With increasing Indo-Chinese competition in the Indian Ocean, their respective military relationships with Sri Lanka play an important part in this maritime great game. This article will examine this relationship from an Indian perspective, looking at the current scenario and what this means for the future geopolitical scenario in the region.

China has been the largest supplier of arms to Sri Lanka since the 1950s. These transactions have included small arms, ammunition, landmines, naval vessels, and aircraft. China and Sri Lanka’s defense and security cooperation intensified during the Sri Lankan civil war, where China’s support came in several forms. In 2007, then-President Mahinda Rajapaksa’s visit to China led to a $37.6 million deal to purchase Chinese Jian-7 fighter jets, anti-aircraft guns, JY-11 3D air surveillance radar, armoured personnel carriers, and other weaponry.

In the more recent past, high-level visits between Chinese and Sri Lankan military officials have also furthered ties. In 2012 during the Chinese defense minister’s visit to Sri Lanka, a grant of a $100 million was given for the construction of army camps. China has also provided military training to Sri Lankan officers. Last year, a senior colonel at the Chinese Embassy in Colombo stated that China wishes to boost the development of the Belt and Road Initiative to strengthen the pragmatic cooperation between the two countries and the two militaries.”Enjoying this article? Click here to subscribe for full access. From an Indian perspective, the growing transfer of arms and cooperation between China and Sri Lanka is a cause for concern. Such concerns became a reality in 2014 when Sri Lanka allowed two Chinese submarines and a warship to dock at its port in Colombo. This rang alarm bells — while China’s counterpiracy contingents have been a regular presence in the Indian Ocean region for over a decade, sightings of Chinese submarines in the region were until recently a relatively uncommon occurrence. Although India did not protest aggressively, this was seen as a major breach of trust between New Delhi and Colombo and also heightened tensions with Beijing.

Although this does not imply that Chinese submarine deployments are provocative in nature, they do cause anxiety and can be viewed as diminishing India’s naval superiority in the region. The frequency of Chinese visits has become a concern, along with speculation that an aircraft maintenance facility could be built by the Chinese in the eastern port city of Trincomalee, which India considers a strategic location in terms of national security. This has also led to a greater security dilemma between the two countries, pushing India to strengthen its position in the Indian Ocean as further explained below. The prospect of Chinese arms being used against India is yet another factor that tests India’s relationship not only with Sri Lanka but also with China in the Indian Ocean, where the battle for influence between two of Asia’s most powerful countries is taking place.

India has not been left in the dust when it comes to Sri Lankan security cooperation, however. For the first two decades after independence, Sri Lankan military officers trained in Indian military academies, and in 1971, India helped Sri Lanka put down a countrywide rebellion when the government asked for external assistance.

Although India was politically constrained from selling offensive weapons to Sri Lanka, it facilitated arms deals, sold defensive weapons, and provided critical naval and intelligence support to help Sri Lanka target the Liberation Tigers of Tamil Eelam.

More recently, New Delhi has particularly provided support in the maritime realm. Last year, the Indian Coast Guard gifted an offshore patrol vessel (OPV) to the Sri Lankan Coast Guard for training and surveillance purposes. The Indian Coast Guard also handed over two OPVs to Sri Lanka in 2006 and 2008. Prior to handing over the OPVs to Sri Lanka, training was imparted by the Indian Coast Guard on ship handling, bridge navigation, and engine room controls.

Sri Lanka ordered two advanced offshore patrol vessels (AOPVs) from India in 2014 for $74 million each, the country’s first-ever purchase of a new AOPV from a foreign builder. Custom-made for the Sri Lankan Navy by Goa Shipyard Limited, the vessels were commissioned in 2017 and 2018, resistively, becoming the largest vessel of its kind to be acquired by the [Sri Lankan] Navy.” India providing these ships to Sri Lanka can be perceived as strengthening Sri Lanka’s maritime security, which is in India’s own national security interest.

India has also held numerous joint military exercises with Sri Lanka, grouped under three different types. The Mitra Shakti” bilateral exercises, conducted between the two armies, started in 2013. The 2017 exercise focused on counterinsurgency and counterterrorism operations, with an emphasis on increasing the use of modern communication, reconnaissance and weapon technologies.

SLINEX” is a series of naval exercises between the two navies. First conducted in 2005, these exercises help the two navies understand each other’s procedures. The goal is to enable the navies of both countries to rehearse and improve their own capabilities and enhance operational effectiveness, which is imperative for maintaining maritime security in the region. The 2017 edition of SLINEX, held near Vishakhapatnam, focused on anti-piracy, fleet work, seamanship, communication, and helicopter operations. SLINEX 2018 took place in Trincomalee, Sri Lanka and saw a significant boost in its scope, with the Sri Lankan Air Force participating for the first time.

The third joint exercise, called Dosti,” is a trilateral coast guard exercise that includes the Maldives. Originally started in 1991 between India and the Maldives, it expanded in 2012 to include Sri Lanka and is aimed at achieving interoperability. Due to the geostrategic importance of the area, it is important for the coast guards of the three countries to establish the safety and security of the Indian Ocean region. Apart from these, India and Sri Lanka have also participated in larger joint military drills with other countries.

India has also successfully imparted training to the Sri Lankan military across the three branches of the armed forces for years. Although there has occasionally been opposition to such ties from India’s Tamil Nadu, Sri Lanka has asserted that it is committed to training its defense personnel in India and prioritized India over sending officers to other countries. Between 2011 and 2013, almost 1,700 Sri Lankan officers trained in India, and around 80 percent of Sri Lankan naval officers received training from India.

In 2012, an agreement between the Indian and Sri Lankan prime ministers led to the inauguration of the Annual Defense Dialogue between the two countries. This dialogue, attended by high ranking officials, evaluates a range of defense cooperation initiatives, including maritime security, to further bilateral defense ties.

Thus, through these various confidence-building measures, the Indian military currently enjoys a level of cooperation with Sri Lanka that China most likely never will.

Therefore, India is still an important player with reference to Sri Lanka’s defense and security and in the recent past has significantly stepped up its defense cooperation with Colombo. Although China is increasing its defense ties with Sri Lanka mainly through military sales at the moment, Beijing could potentially strengthen ties further if the Sri Lankan Navy’s Southern Command base is indeed shifted to the Chinese-run Hambantota port. However, the prime minister’s office has stated that China will not use the facility for military purposes.

India on the other hand, although with limited military sales and exports, is still the top training destination for Sri Lankan officers. Furthermore, ties between the two militaries remain strong and continue to grow through annual joint military exercises covering all three services. With government assurance that Sri Lankan soil will not be used by anyone against India, it is imperative that the government in New Delhi continues to foster this relationship.

Looking at the situation from the Sri Lankan perspective, Colombo needs to tread carefully on how it manages its defense relations. Growing too close to China could create problems with India while leaning too much in favor of India could affect Chinese military sales to the country and other aspects of their bilateral relationship. For Colombo, it is therefore imperative to try and maximize its own gains while not antagonizing either of the large powers.

Saudi Embassy refutes allegations of providing loans for Lankan Muslims

COLOMBO — The Kingdom’s embassy in Colombo has refuted allegations that Saudi Arabia is providing loans for Muslims through some local banks at the interest rate of 1 percent.

The Embassy of Saudi Arabia referred to a statement made by former Western Province Governor Dr. Hemakumara Nanayakkara on June 13 in their media release refuting the allegations.

The embassy has asserted that the soft loans provided by Saudi Arabia for the development projects in Sri Lanka are intended to be contributions to provide a quality life for the friendly people of Sri Lanka.”

How a British law against modern slavery is leading to moral policing in Sri Lanka

How a British law against modern slavery is leading to moral policing in Sri Lanka

The Modern Slavery Act was seen as a big achievement for combating the issue of forced labour. But since it was passed by the UK government in 2015, many have pointed out its shortcomings. In particular, how the legislation helps cover up serious forced labour issues, all the while making citizens who are concerned about the problem feel better.

Less well known is how Article 54 of the act, which assigns British companies the responsibility to clean up their global supply chains, hurts factory workers in developing countries. I’ve witnessed how British companies outsource this responsibility to local factory managers in Sri Lanka.

These local managers feel tremendous pressure to monitor their workforce, even beyond the shop floor, for fear of losing their contracts. And this leads to an excessive amount of surveillance, with devastating consequences for factory workers, most of whom are female.

The Modern Slavery Act was passed after years of pressure from anti-trafficking organisations, which promoted global laws that hold all commercial actors jointly accountable for forced labour. Article 54 of the act requires UK companies to prepare slavery and human trafficking statements that account for their supply chains. Besides protecting vulnerable workers, these statements are also geared toward enhancing their reputations and improving investor confidence.

But by recommending universal policies, the Modern Slavery Act fails to take into account how local suppliers around the world respond to it, even though the law effectively transfers to them the responsibility to keep the workforce free from modern slavery. It has led to a climate of suspicion and fear that exacerbates the already difficult lives of their workforce.

I spent two summers speaking about the Modern Slavery Act to female factory workers in Sri Lanka’s free trade zones, which are industrial areas with a number of garment factories that supply many foreign companies. I found there is intense pressure on local managers to clean up their assembly lines in such a way that the Western companies which hire them could not be accused of modern slavery. The pressure to appear clean results in an unhealthy working environment.

It also limits women’s freedom in a number of ways. For instance, a number of women I spoke to engaged in part-time sex work to make extra money outside of their factory jobs. This work was of their own choosing – and very different from the sexual trafficking or exploitation that the Modern Slavery Act is also designed to stop. But local managers feared it would be seen by Western auditors as exploitation and threaten their contracts. As one factory manager told me, If we do not fire part-time sex workers, our factories can get blacklisted and our orders will be cancelled.”

Surveillance and suspicion

Some international companies also have whistleblower policies which put the onus on workers to report any concerns they have about colleagues being exploited. It’s meant to be for their protection but increases the environment of suspicion and surveillance in factories.

While there is nothing in the Modern Slavery Act that says workers must behave a certain way outside the factory premises, managers are consumed with anxiety over being accused of aiding and abetting sexual slavery.

Many factory workers told me how factory compliance officers asked them to stop doing any part-time work, including sex work, as soon as possible. They were also told to report on colleagues.

One worker speculated that the sudden firing of a colleague had something to do with the new policies that came into place after the Modern Slavery Act. While nobody had actually accused her of sex work, there were rumours that she engaged in casual sex with various boyfriends. Considering the cultural context of Sri Lanka, where this behaviour is heavily frowned upon and even equated with prostitution at times, it can be seen as the misapplication of the Modern Slavery Act at the local level, resulting in an even more stressful work culture.

It’s not the first instance where international attempts to stop human trafficking has complicated things for the local workforce. In Congo, the efforts to halt child labour associated with cobalt mining led to thousands of legitimate adult jobs being lost and much socioeconomic upheaval due to blanket policies being put in place, which pay little attention to local issues at play.

Precarious pay

The workers I spoke to who engage in part-time sex work told me that they do so because their factory pay is not enough. Many women are hoping to earn enough to buy a small plot of land to achieve financial independence.

So a better remedy to stop women from sex work might be to pay them a meaningful living wage. Instead, the Modern Slavery Act’s emphasis on clean supply chains is making women’s livelihoods more precarious. Perhaps if the act emphasised better pay for workers in global supply chains the outcome might be different. But the bottom line is, it must encourage better engagement with the local workforce.

The act was imposed in Sri Lanka without consulting global factory workers and now threatens a space that previously allowed women a path to economic empowerment. The conflation of sex trafficking with sex work assumes the majority of women in developing countries are victims that lack their own agency. But, for many of the women I spoke to, sex work was their own choice.

More disturbingly, intentionally or not, Article 54 makes global factory managers responsible for the leisure activities of their workers and, by extension, their moral conduct. Rather than requiring UK companies to ensure a living wage and help the education and economic empowerment of their supply chain workforce, the Modern Slavery Act punishes them.

Epidemiological and statistical study – On allegations against Dr. Shafi

The opposition yesterday urged the government to conduct an epidemiological and statistical study into the allegations against Obstetrician and Gynecologist Dr. Shafi Shiabdeen of the Kurunegala Teaching Hospital without trying to sweep the allegations under the carpet.

UPFA MP Ramesh Pathirana told parliament that it was the responsibility of the health ministry to conduct an epidemiological and statistical study and find out the truth behind the allegations.

He said more than 1,000 complaints had been received of secondary sub-fertility after 4,732 C-section operations carried out by Dr. Shafi and added that it was an important incident when compared with the global situation.

Secondary sub-fertility after C-section operations is 10 per cent in the world. 1,000 incidents of secondary sub-fertility out of 4,732 caesarean sections amount to 25 per cent. This should be reported as a statistically significant finding,” he said.

The MP urged the health ministry to conduct a scientific investigation and reveal the truth to the public.

කුරුණෑගල රෝහලේ සිදුකළ සිසේරියන් සැත්කම්වලදී මවුවරුන් වඳ භාවයට පත්කිරීම ඇතුළු චෝදනා එල්ලවන වෛi මොහොමඞ් ෂාෆි සැකකරුගේ දේපළ මිලදී ගැනීම් පිළිබඳව අපරාධ පරීක්‍ෂණ දෙපාර්තමේන්තුවේ විමර්ශන කරුණු සම්බන්ධයෙන් තම අධිකරණයේද ගැටලූවක් පවතින බව කුරුණෑගල මහෙස්ත‍්‍රාත් සම්පත් හේවාවසම් මහතා ඊයේ (11 දා* අවධාරණය කළේය.

සැකකාර වෛiවරයාට එරෙහි පැමිණිල්ල විභාගයට ගනු ලැබූ අවස්ථාවේදී අගතියට පත් මවුවරුන් වෙනුවෙන් පෙනී සිටි නීතිඥවරුන් දක්වා සිටි කරුණු කෙරෙහි සැලකිලිමත් වෙමින් මහෙස්ත‍්‍රාත්වරයා එසේ අවධාරණය කළේය.


පසුගිය වසර 13 ක කාලය තුළදී පමණක් කුරුණෑගල ශික්‍ෂණ රෝහලෙන් සිසේරියන් සැත්කම් 33,000 ක් සිදුකර ඇතැයි අගතියට පත් පාර්ශ්වය වෙනුවෙන් පෙනී සිටි ජනාධිපති නීතිඥ මොහාන් විජේකෝන් මහතා ඊයේ (11 දා* කුරුණෑගල මහෙස්ත‍්‍රාත් සම්පත් හේවාවසම් මහතා ඉදිරියේ කියා සිටියේය.

පසුගිය වසර 08 ක කාලය තුළදී පමණක් ඉන් සැත්කම් 17,600 ක් ම සිදුකර ඇති බව ද කී නීතිඥවරයා එකී ප‍්‍රමාණයෙන් හතරෙන් එකක් සිදුකර ඇත්තේ සැකකාර මොහොමඞ් ෂාෆි බව ද පෙන්වා දුන්නේය.
වෛi ෂාෆි මසකට සැත්කම් 45 ක් පමණ සිදු කරන විට ඔහු සමග සේවය කරන සෙසු වෛiවරුන් 19 දෙනාම සිදුකර ඇත්තේ එකී සමස්ත ප‍්‍රමාණයෙන් අටයි දශම තුනක ප‍්‍රමාණයක් වුවත් විමර්ශනය සිදුකරන අපරාධ පරීක්‍ෂණ දෙපාර්තමේන්තුව ඒ සම්බන්ධයෙන් කිසිදු විමර්ශනයක් සිදුකර නැති බව ද හෙතෙම පෙන්වා දුන්නේය.

දිවයින පුවත්පත මගින් එම ව්‍යසනය හෙළි කළ පසු සැකකාර ෂාෆි විසින් සැත්කම් කළ මවුවරුන් ඒ සම්බන්ධයෙන් උනන්දු වී තොරතුරු සෙවීම ආරම්භ කළ බවත් එහිදී පෙන්වා දුන් ජනාධිපති නීතිඥවරයා සැකකාර ෂාෆි වෛiවරයා ඉතාම සූක්‍ෂම ආකාරයෙන් දීර්ඝ කාලයක් තිස්සේ සිංහල මවුවරුන්ට සිසේරියන් සැත්කම් කළ බවට සාක්‍ෂි ඇති බවත්, එකී සැත්කම් සිදුකිරීමේදී පැලෝපීය නාළය තත්පර පහක් දහයක් අතර කාලයක් තදකර සිටීම මගින් එම නාළ විනාශ කිරීමේ හැකියාව පවතින බව ද පෙන්වා දුන්නේය.

ෂාෆි වෛiවරයාට එරෙහිව අපරාධ පරීක්‍ෂණ දෙපාර්තමේන්තුව විමර්ශන සිදුකරන පරීක්‍ෂණ සම්බන්ධයෙන් අගතියට පත් පාර්ශ්ව කිසිදු සෑහීමකට පත් නොවන බවත්, එකී විමර්ශන සම්බන්ධයෙන් කිසිදු ආකාරයකින් විශ්වාස නොකරන බවත් එහිදී පෙන්වා දුන් ජනාධිපති නීතිඥවරයා සැකකරු ඇප මත මුදා හැරීමෙන් දේශපාලන හා මුදල් බලය ඇති මොහුට සාක්‍ෂිකරුවන්ට බලපෑම් කිරීමේ හැකියාව ඇති බවත් පෙන්වා දුන්නේය.
සැකකරු සිදුකර ඇති එකී ජන සංහාරය සඳහා ඔහුට විදේශ රටවලින් මුදල් ලැබී ඇති බවට තොරතුරු ලැබී ඇති බවද මුදල් විශුද්ධිකරණ පනත යටතේ නොව, ත‍්‍රස්තවාදය වැළැක්වීමේ පනත යටතේ ඔහුට විරුද්ධව පරීක්‍ෂණ සිදුකළ හැකි බව ද පෙන්වා දුන්නේය.

මෙහිදී අගතියට පත් පාර්ශ්වය වෙනුවෙන් පෙනී සිට ජනාධිපති නීතිඥ යූ. ආර්. ද සිල්වා මහතා කරුණු දක්වමින් සැකකාර ෂාෆි මුදල් උපයාගත් ආකාරය පිළිබඳ විමර්ශන සිදුකරනු වෙනුවට අපරාධ පරීක්‍ෂණ දෙපාර්තමේන්තුවේ සමූහ මංකොල්ල විමර්ශන අංශය ඒ සම්බන්ධයෙන් විමර්ශනය කිරීම සමූහ ලෙස වළක්වා ඇති බව ද පෙන්වා දුන්නේය.

අපරාධ පරීක්‍ෂණ දෙපාර්තමේන්තුව විමර්ශන සිදුකර ඇත්තේ ත‍්‍රස්තවාදය වැළැක්වීමේ පනත මඟහැර සැකකරු නිදහස් කිරීමේ අරමුණින් බව පෙන්වා දුන් ජනාධිපති නීතිඥ යූ. ආර්. ද සිල්වා මහතා අධිකරණය අපරාධ පරීක්‍ෂණ දෙපාර්තමේන්තුවෙන් අපේක්‍ෂා කළේ එකී දියාරු විමර්ශන ප‍්‍රතිපත්තියක් නොවන බව ද පෙන්වා දුන්නේය.


එහිදී අගතියට පත් පාර්ශ්වය වෙනුවෙන් පෙනී සිටි නීතිඥ ඉන්‍ද්‍රසිරි සේනාරත්න මහතා අධිකරණයට පෙන්වා දුන්නේ සැකකරුට එරෙහිව ලැබුණු බුද්ධි තොරතුරු අනුව විමර්ශනය කිරීමට ගිය අපරාධ පරීක්‍ෂණ දෙපාර්තමේන්තුවේ නිලධාරීන් කුරුණෑගල කොට්ඨාස භාරව සිටි නියෝජ්‍ය පොලිස්පතිවරයාගෙන් ප‍්‍රශ්න කොට ඇත්තේ සැකකරුට එල්ල වූ චෝදනා සම්බන්ධයෙන් නොව ඔහු මාධ්‍යයට ලබා දුන් පිළිතුරු සම්බන්ධයෙන් යැයිද කියා සිටියේය.

කුරුණෑගල නියෝජ්‍ය පොලිස්පතිවරයාගේ නියෝග අනුව ෂාෆි වෛද්‍යවරයාට එරෙහිව විමර්ශන සිදුකළ කුරුණෑගල කොට්ඨාස භාර ජ්‍යෙෂ්ඨ පොලිස් අධිකාරිවරයා භාරයේ තිබූ විමර්ශන ගොනු අපරාධ පරීක්‍ෂණ භාරයට ගැනීම පිළිබඳ බලවත් සැකයක් මතුවන බවත් ඒ සම්බන්ධයෙන් ජ්‍යෙෂ්ඨ පොලිස් අධිකාරිවරයා ලබාදුන් ප‍්‍රකාශ අධිකරණයට ඉදිරිපත් නොකිරීම ගැටලූ සහගත බව ද සේනාරත්න මහතා පෙන්වා දුන්නේය.
නඩුව ඊයේ දින කැඳවූ අවස්ථාවේදී අපරාධ පරීක්‍ෂණ දෙපාර්තමේන්තු නිලධාරීන් විසින් සැකකාර ෂාෆි වෛiවරයා අධිකරණයට ඉදිරිපත් කරනු ලැබීය. ඔහුට එරෙහිව ත‍්‍රස්තවාදය වැළැක්වීමේ පනත යටතේ 
ගැනෙන චෝදනා සනාථ කිරීමට ප‍්‍රමාණවත් සාක්‍ෂි ඉදිරිපත් නොවූ බැවින් ඒ සම්බන්ධයෙන් ආරක්‍ෂක අමාත්‍යවරයාව දැනුවත් කළ බවත්, ඒ අනුව ආරක්‍ෂක අමාත්‍යවරයා විසින් ඔහුට එරෙහිව නිකුත් කර තිබූ දින 90 ක රැුඳවුම් නියෝග පෙරේදා අවසන් කළ බවත් නීතිපති දෙපාර්තමේන්තුව වෙනුවෙන් පෙනී සිටි නියෝජ්‍ය සොලිසිටර් ජනරාල් තුසිත් මුදලිගේ මහතා අධිකරණයට පෙන්වා දුන්නේය.

වෛi මොහොමඞ් ෂාෆි විසින් කුරුණෑගල රෝහලේ සිදුකරන ලද සැක සහිත සිසේරියන් සැත්කම් අතරින් පැලෝපීය නාළවලට හානි වී ඇතැයිද යන්න පරීක්‍ෂණ සිදුකිරීම සඳහා නියමිත මවුවරුන් 147 දෙනාගෙන් වෙන් වෙන්ව ප‍්‍රකාශ සටහන් කර රෝහල භාරයේ ඇති ඇඳ හිසපත් සටහන් ලබාගෙන සම්පූර්ණ පරීක්‍ෂණයක් සිදුකළ යුතුව ඇතැයි ද නියෝජ්‍ය සොලිසිටර් ජනරාල්වරයා පෙන්වා දුන්නේය.

එබැවින් විමර්ශන නිලධාරීන් සිදුකර ඇති එච්. ජී. පරීක්‍ෂණ සඳහා එකී මවුවරුන් 147 දෙනාට අනිවාර්යයෙන් සහභාගි වන ලෙස දැනුම් දෙන්නැයි නියෝජ්‍ය සොලිසිටර් ජනරාල්වරරයා අධිකරණයෙන් ඉල්ලා සිටියේය.
ෂාෆි වෛiවරයා විසින් සිදුකරන ලද සිසේරියන් සැත්කම් සම්බන්ධයෙන් කුරුණෑගල රෝහලට හෝ අපරාධ පරීක්‍ෂණ දෙපාර්තමේන්තුවට ලැබී ඇති කුමන හෝ පැමිණිල්ලක් ඉල්ලා අස්කර ගෙන ඇත්නම් මෙහි ඉදිරි විමර්ශන වලට බාධාවක් වන බවද මහෙස්ත‍්‍රාත්වරයා පෙන්වාදුන් මහෙස්ත‍්‍රාත්වරයා ඒ සම්බන්ධයෙන් කළ විමසීමට පිළිතුරු දුන් අපරාධ පරීක්‍ෂණ දෙපාර්තමේන්තුව සහ කුරුණෑගල රෝහල් අධ්‍යක්‍ෂවරයා පෙන්වා දුන්නේ මේ දක්වා කිසිදු පැමිණිල්ලක් ඉල්ලා අස්කර ගෙන නොමැති බවය.


ෂාෆි වෛiවරයාට එරෙහිව තිබූ අයථා වත්කම් උපයා ගැනීම සම්බන්ධයෙන් තවදුරටත් විමර්ශන සිදුකරන බව පෙන්වා දුන් නියෝජ්‍ය සොලිස්ටර් ජනරාල්වරයා සැකකරු එවැනි මුදල් උපයාගෙන ඇති බවට සාධාරණ සැකයෙන් ඔබ්බට ඔප්පු කළ හැකි සාධාරණ සාක්‍ෂි මේ දක්වා ඉදිරිපත් වී නොමැති බවද කියා සිටියේය. එකී විමර්ශන මේ වන විට බොහෝ දුරට අවසන් බවද නියෝජ්‍ය සොලිසිටර් ජනරාල්වරයා පෙන්වා දුන් අවස්ථාවේ අගතියට පත් පාර්ශ්වය වෙනුවෙන් නීතිඥවරුන් පෙන්වා දුන්නේ මෙම සැකකරුගේ ගිණුම්වලට විදේශ රටවලින් ලැබී ඇති මුදල් සම්බන්ධයෙන් වාර්තා විමර්ශන අංශ වෙත ලැබී නොතිබියදී විමර්ශන බොහෝ දුරට අවසන් බවට ප‍්‍රකාශ කරන්නේ කුමන පදනමක් මතදැයි විමසා සිටියේය.


සැකකරු නමින් අමානෝ බැංකුවේ සහ කොමර්ෂල් බැංකුවේත් පවත්වාගෙන යන ගිණුම්වලට 2015 ජුනි 04 වැනිදා රුපියල් මිලියන 115 කට අධික ප‍්‍රමාණයක් ලැබී ඇති බවත් 2015 දෙසැම්බර් 16 වැනිදා තවත් මිලියන 115 ක චෙක්පතක් අමානෝ බැංකුවට ලැබී ඇති බවත් අගතියට පත් පාර්ශ්වය වෙනුවෙන් පෙනී සිටි නීතිඥවරුන් කියා සිටියේය.


එහිදී අගතියට පත් පාර්ශ්වය වෙනුවෙන් පෙනී සිටි නීතිඥ සේනාරත්න මහතා අධිකරණයට පෙන්වා දුන්නේ සැකකරුට අයත් දේපළ මිලදී ගෙන ඇති මුදල් ප‍්‍රමාණය සම්බන්ධයෙන් අපරාධ පරීක්‍ෂණ දෙපාර්තමේන්තුව අධිකරණයට ඉදිරිපත් කළ වත්කම් විස්තර ඉතාමත්ම අඩු බවයි.

රුපියල් කෝටි 04 කට සැකකරු කුරුණෑගල වීරසිංහ මාවතේ නිවසක් මිලදී ගත් බව අපරාධ පරීක්‍ෂණ වාර්තාවෙන් පෙන්වා දී ඇතත් එකී දේපළ මිලදී ගැනීම සඳහා ඔහු රුපියල් කෝටි 15 ක් 20 ක් වැයකළ බව එකී මිලදී ගැනීමේදී බ්‍රෝකර්වරයා ලෙස කටයුතු කළ අය පෙන්වා දී ඇතැයි ද නීතිඥවරයා පෙන්වා දුන්නේය.

මේ ආකාරයෙන්ම ඔහු සතුව ඇති දේපළවල වටිනාකම් හා ඒවා මිලදී ගැනීම සඳහා වැයකළ මුදල් අඩුවෙන් පෙන්වා ඇති බවද අගතියට පත් පාර්ශ්වය වෙනුවෙන් පෙන්වා දුන් නීතිඥවරුන් ඒ සම්බන්ධයෙන් වැයකළ මුදල් විමර්ශන නිලධාරීන්ට සොයා ගැනීම අපහසු නම් තොරතුරු සොයාදීමට තමන්ට හැකි බව පෙන්වා දුන්නේය.


අගතියට පත් පාර්ශ්වය වෙනුවෙන් පෙනී සිටි නීතිඥ කල්‍යානන්ද තිරාණගම මහතා සැකකාර වෛiවරයා සිදුකර ඇත්තේ උපත් වැළැක්වීම සඳහා පියවර ගැනීමෙන් ජනවර්ග ඝාතනයක් බවත්, එය ජාත්‍යන්තර සම්මුති පනත යටතේ ගැනෙන මිනිස් සංහතියටම සිදුකළ වරදක් බවත් පෙන්වා දුන්නේය. වඳ සැත්කම් චෝදනාව ත‍්‍රස්තවාදය වැළැක්වීමේ පනත යටතේ විමර්ශනය සිදුකළ හැකි වරදක් බවත් පෙන්වා දුන් තිරාණගම මහතා අපරාධ පරීක්‍ෂණ දෙපාර්තමේන්තුව සිදුකර ඇත්තේ ඒ ගැන විමර්ශන සිදුකිරීම නොව එකී ජනවර්ග සංහාරයේ අනතුර අනාවරණය කළ ‘දිවයින’ මාධ්‍යවේදීන් හඹායෑම බවද පෙන්වා දුන්නේය. එහිදී අපරාධ පරීක්‍ෂණ දෙපාර්තමේන්තුව සිදුකරන විමර්ශන කෙරෙහි කිසිදු විශ්වාසයක් අගතියට පත් පාර්ශ්වවලට නොමැති බැවින් එම අපරාධ පරීක්‍ෂණ කණ්ඩායම එකී විමර්ශනවලින් ඉවත් කරන ලෙසද අගතියට පත් පාර්ශ්ව දැඩිව අධිකරණයෙන් ඉල්ලා සිටියේය.

සාමාන්‍ය වරදක් කළ අයකු සම්බන්ධයෙන් බොහෝ විට උදාසීනව විමර්ශන සිදුකරන අපරාධ පරීක්‍ෂණ දෙපාර්තමේන්තුව මේ තරම් බරපතළ චෝදනා එල්ල වී ඇති සැකකාර වෛiවරයාව එකී චෝදනාවලින් ගලවා ගැනීමට කඩිමුඩියේ විමර්ශන සිදුකර නීතිපති දෙපාර්තමේන්තුව සමග එක්ව අධිකරණයට කරුණු වාර්තා කිරීම පුදුම සහගත බවද ඔවුන් පෙන්වා දුන්නේය.

එහිදී මහෙස්ත‍්‍රාත් සම්පත් හේවාවසම් මහතා පෙන්වා දුන්නේ අගතියට පත් පාර්ශ්ව පෙන්වා දුන් කරුණු සම්බන්ධයෙන් එනම් කුරුණෑගල නගරයට ආසන්නව පිහිටි සැකකරුට අයත් යැයි කියන දේපළ මිලදී ගත්තේ යැයි අපරාධ පරීක්‍ෂණ දෙපාර්තමේන්තුව පෙන්වා දුන් කරුණු සම්බන්ධයෙන් තම අධිකරණයටද ගැටලූවක් පවතින බවයි.

සිය සේවාදායකයාට එරෙහිව ප‍්‍රමාණවත් සාක්‍ෂි ඉදිරිපත් වී නොමැති බව පෙන්වා දෙමින් විමර්ශන නිලධාරීන් හා නියෝජ්‍ය සොලිසිටර් ජනරාල්වරයා කරුණු දක්වා ඇති බැවින් ඕනෑම කොන්දේසියකට යටත්ව සැකකාර ෂාෆි වෛiවරයාව මුදාහරින ලෙස ඔහු වෙනුවෙන් පෙනී සිටි අනුර මැද්දෙවෙල මහතා ඉල්ලීමක් කළ නමුත් අධිකරණය එම ඉල්ලීම ප‍්‍රතික්ෂේප කළේය.

NCM against Bathiudeen – If Muslim ministers sworn in

UPFA MP Dilan Perera said yesterday if the Muslim ministers, state ministers and the deputy minister, who resigned from their posts in support of MP Rishad Bathiudeen were sworn in again, the joint opposition would move a no-confidence motion against Mr. Bathiudeen.

He said he was aware of the remarks made by former deputy minister Ameer Ali in Parliament on Thursday soon after the government defeated the NCM that Muslim ministers were ready to accept their posts and charged that Prime Minister Ranil Wickremesinghe had split the Muslim community right in the middle after persuading them to resign instead of only Mr. Bathiudeen.

The MP charged that the JVP introduced the NCM to avoid the NCM against him and the government defeated it after promising bribes to the TNA and the CWC.

He told a media conference that neither the SLPP nor the SLFP would win the presidential if they they field two candidates and campaign separately.

The arithmetic is simple. At the February 2018 local government polls, the SLPP secured five million votes and the SLFP 1.5 million while the winning candidate at the presidential poll needs to secure a minimum of 6.5 million votes. Therefore, a joint opposition candidate obtaining 6.5 million votes with a SLPP-SLFP led campaign is not a difficult task. Mahinda knows this, Gota knows this and the President knows this. Therefore, unity between the SLFP/UPFA and the SLPP is extremely vital to win the presidential elections,” the MP said.

He said a few in the SLFP, who are suffering from ‘Political Hydrophobia’ were unable to see this truth and say the SLFP could contest the presidential poll separately.

“The alliance to face the UNP is like a plate of rice. Rice is the SLPP and vegetables and fish are like the SLFP. Both need to partake in the plate of rice. A single party cannot do that. The dark horse in Anuradhapura and fair skinned horse in Kurunegala must accept this fact,” the MP said.

He said defeating the NCM was not a victory for the government because the UNP led government has disintegrated as never before.

Commenting on the SOFA, the MP said SOFA to be signed shortly is much different from the one signed during President Chandrika Kumaratunga’s rule. Though the agreement has been reduced to five pages from seven pages as the Prime Minister says, the most dangerous conditions are found in the addendum that runs to 52 pages. (

India monitoring SL protests against SOFA

India is keeping a close watch as protests grow in Sri Lanka over the proposed Status of Forces Agreement (SOFA) with the US, which could enable the setting up of an American military base in Sri Lanka, the Economic Times reported today.

India is of the view that as a close neighbour, it would respect Colombo’s decision, as the Sri Lankan Prime Minister on Wednesday announced that his country would not sign any pact that violated sovereignty.

Delhi will respect Colombo’s decision on the matter. We are keeping a close watch as this pertains to our neighbourhood that has strategic significance for India,” an informed source who did not wish to be named has told the ET.

President Maithripala Sirisena also said over the weekend that he would not allow signing of any agreement which would not be in Sri Lanka’s interests.

The Lankan Government came under fire from the opposition over the SOFA, which would give the US forces unrestricted access to Sri Lankan facilities as well as diplomatic immunity.

“We have not signed a new agreement, but we have been discussing a draft. We will not sign anything to harm our independence and sovereignty,” Mr. Wickremesinghe told parliament on Wednesday, in response to an opposition query.

He said the Lankan ports would not be allowed to be used by any foreign force. “There was an exchange of letters between the then President JR Jayewardene and former Indian PM Rajiv Gandhi. It was stated that Trincomalee or any other ports in Sri Lanka will not be available for military use by any country,” he said.

Attorney-General Dappula Livera not appearing on behalf of former Defence Secretary Hemasiri Fernando and IGP Pujith Jayasundara

The Supreme Court postponed the hearing of the Fundamental Rights petitions filed against former Defence Secretary Hemasiri Fernanado and IGP Pujith Jayasundara until July 25.

A seven-judge bench of the Supreme Court today commenced hearing the petitions filed by 12 parties against the IGP and former Defence Secretary, claiming that they had violated fundamental rights by failing to prevent the Easter Sunday attacks.

Attorney-General Dappula Livera informed the court that he is not appearing on behalf of former Defence Secretary Hemasiri Fernando and IGP Pujith Jayasundara, who have been named as respondents in the petitions.

The AG stated that he is only representing the Attorney General and DIG (Special Range) B. Dissanayake, who also named as respondents.

The Attorney General stated that he received the objections of certain respondents in the case yesterday morning.

He pointed out that the main respite requested by most of the petitions is to issue an order to commence investigations under criminal charges against the former Defence Secretary and the IGP for failure to prevent the terror attacks.

After considering the facts presented before the court, the seven-judge bench chaired by the Chief Justice ordered the respondents to present if any objections with regard to the peititons before July 18.

The court also ordered to file the counter objections, if any, before July 23.

The petitions will be taken up for hearing once again on July 25 and 26.

The judge bench headed by Chief Justice Jayantha Jayasuriya also comprised of Justices Sisira de Abrew, Buwaneka Aluvihare, Priyantha Jayawardena, Prasanna Jayawardena, L.T.B. Dehideniya and Murdu Fernando.

The petitions were filed by 12 parties including the Sri Lanka Bar Association (BASL), a businessman engaged in the tourism sector named Janak Sri Vidanage and Saman Nandana Sirimanne, a father who had lost his son and daughter in the attack on April 21st.

The petitioners accuse that the IGP and the former Defense Secretary of infringing the fundamental rights of the people by failing to prevent the terror attacks on churches and hotels even when intelligence information had forewarned.

Motion to abolish death penalty tabled in Parliament

A Private Members’ Motion on abolishing the death penalty was tabled at the Parliament earlier today (12).

The motion was moved by United National Party (UNP) parliamentarian Bandulal Bandarigoda.

Meanwhile, a Party Leaders’ meeting was called at 11.30 am chaired by Speaker Karu Jayasuriya.

Rishad will be taking up Ministry again – Faizal Cassim

Muslim ministers who resigned from their ministerial portfolios will be taking up their ministries again, says former State Minister of Health Faizal Cassim.

The parliamentarian mentioned this to the media in Colombo this morning (12).

He said that they resigned from their posts in order to ensure the security of the public and not to create any racial issues.

Cassim says that the party of former Minister Rishad Bathiudeen been informed them that he, too, will be taking up his ministerial post again as his name is mostly cleared.

President too had asked them to re-take their ministerial posts again, when they met with the President at his house, according to the MP.

Central Banks revises Sri Lanka’s growth to 3% from 4%

Colombo, July 12 (Daily FT) – The Central Bank yesterday said it has revised growth down to 3% from 4% earlier in the year, but kept policy rates unchanged on moderate inflation, international rate cuts, and expectations of lending rates declining in the coming weeks, to boost economic expansion.

Central Bank Governor Dr. Indrajit Coomaraswamy on Thursday remained optimistic about Sri Lanka’s growth prospects in 2019, but acknowledged positive sentiment and confidence was still muted among investors as well as the private sector.

He opined it was realistic to roll back growth projections after the Easter Sunday attacks, but was confident the reduction would not be severe, partly due to robust exports and expenditure by the Government ahead of elections. Private sector credit growth also decelerated to 9.2% by end May, from 15.9% as at end 2018. Following a higher than projected credit expansion in 2018, in absolute terms, private sector credit contracted by Rs. 2.6 billion in May resulting in a cumulative decline of Rs. 19.6 billion during the first five months of 2019.

As you know, growth was projected to be 4% at the beginning of the year, and after the Easter bombings we have revised it down to about 3%. I’ve seen some projections that have been much gloomier, but I think that is overdone. The 1Q growth was 3.7%, certainly 2Q growth will be disappointing, but 4Q there are very favourable base effects, as in 2018 the 4Q growth was only 1.8%. We are beginning to see faster recovery than anticipated in the tourism sector and elsewhere. I think 3% is realistic.”

He also told reporters that macroeconomic fundamentals remained in good shape” due to moderate inflation, stronger reserves, and international rates taking a dovish turn. Inflation is expected to be in the 4%-6% margin for 2019. But he also said the Monetary Board decided against loosening rates further, partly because it was concerned about fiscal slippage and also because it wanted to see the earlier policy rate reduction filter through markets.

The reason why the Monetary Board decided not to reduce policy rates is to wait and see the full effect of everything that has been done so far. Policy rates were reduced on 31 May and we haven’t really seen the Statutory Reserve Ratio (SRR) reduction and the Rs. 100 billion of Government payments, the effects of the deposit cap that we now hope to see spilling over into lending rates. In the coming weeks we anticipate lending rates coming down quite significantly. The Government is also spending about Rs. 300 million in each electorate under the Gamperaliya program, so there is a lot of money being flushed into the system. We would like to wait and see exactly what the overall impact of this money will be before making another call on policy rates.”

Responding to questions, the Governor expressed hope that the Central Bank would not have to resort to imposing a lending rate cap if market rates remain stubbornly high. Since the rate change the Prime Lending Rate has reduced by about 120 basis points, the Governor said, but the average weighted lending rate has remained unmoved.

To be fair by banks, the deposit cap was placed at the end of April and it would take a bit of time for them to re-price their deposits, and costs will not come down till then. We would anticipate a reduction of up to 200 basis points in lending rates, especially the average weighted lending rates, and will monitor it closely. We don’t want to impose a lending cap because those sort of measures are highly distortionary, but if we are forced to do it, we will. However, we anticipate banks will be cooperative and the impression we get is they also see lending rates come down.”

Following the receipt of the proceeds of the International Sovereign Bonds (ISBs), gross official reserves reached $8.9 billion by end June 2019, which provide an import cover of 5.1 months. The contraction in the trade deficit and the receipt of the proceeds from the ISBs, along with the continuation of the Extended Fund Facility Program with the International Monetary Fund (IMF-EFF), have eased the pressure on the exchange rate, resulting in the Sri Lankan rupee recording a cumulative appreciation of 4.1% against the US dollar thus far in 2019. This appreciation of the rupee has partially corrected its sharp depreciation observed in late 2018, the Central Bank said in its customary Monetary Policy update.

The year-on-year growth of credit extended to the private sector by commercial banks continued to decelerate during the first five months of 2019, while recording an absolute cumulative decline during the period. Following this trend in the growth of credit, the year-on-year growth of broad money (M2b) also decelerated thus far in 2019. Credit to the private sector is expected to gradually pick up in the latter part of 2019, with the expected decline in market lending rates.

A sizable downward adjustment in market lending rates is expected in the near term. Market deposit rates have declined in response to the measures already taken to ease monetary policy and monetary conditions. In particular, the reduction of policy interest rates in May 2019, coupled with sizable liquidity injections through the reduction in the Statutory Reserve Ratio (SRR) and the imposition of maximum interest rates on deposit products in April 2019, have resulted in a notable drop in the Average Weighted Call Money Rate (AWCMR), yields on government securities, new deposit rates as well as the Average Weighted Prime Lending Rate (AWPR), the report added.

However, the transmission of recent easing of monetary conditions to market lending rates, including AWPR, is not yet complete. It is expected that the ongoing downward adjustment in market lending rates would expedite in the immediate future, thus supporting the revival of demand for credit by the private sector and the recovery in economic activity.

Blasts bring Lankan Buddhist monks to political center stage

The simultaneous bombing of four posh hotels and three churches in Sri Lanka by a bunch of Islamic radicals on April 21 Easter Sunday, was clearly not aimed at the island’s majority Sinhalese Buddhist community as the targets indicate.

And yet, a noticeable consequence of the terrorist act is the revival of a Sinhalese-Buddhist nationalistic movement, with Buddhist monks spearheading it.

When the bombings took place, the immediate reaction of the population was to ensure that innocent Muslims were not attacked in retribution. But it did not take long for Lanka’s hardboiled politicos to sense the electoral advantages of whipping up communal sentiments, given the fact that the Presidential election was due at the end of the year.

Therefore, in May, there were anti-Muslim riots in the North Western Province obviously instigated by opposition politicians. There were calls for the boycott of Muslim businesses, and for investigations into the alleged nexus between Muslim politicos and the terrorists. The Sinhala-Buddhist agitators were seeking the scalp of cabinet Minister Rishad Bathiudeen and Provincial Governors Azath Salley and M.L.A.M. Hizbullah.

There was a shrill cry for a probe into the charge that Dr.Shafi Shihabdeen, a Muslim gynecologist at the Kurunegala Teaching Hospital, had sterilized 8,000 Sinhalese Buddhist women without their permission in a clandestine bid to reduce the proportion of Sinhalese Buddhists vis-à-vis Muslims in the Lankan population.

Politicians were brazenly vying with each other to exploit  communal sentiments to serve their partisan interests using Buddhist monks for this purpose.

President Maithripala Sirisena took the unprecedented step of pardoning and releasing the firebrand anti-Muslim Buddhist monk and General Secretary of the Bodu Bala Sena (BBS), Ven.Gnanasara Thera, who was serving a term for contempt of court.

It is  believed that Sirisena was planning to use the monk to get Sinhala-Buddhist support for his re-election as President. He needed a Sinhala-Buddhist rabble rouser like Gnanasara Thera to counter the appeal of the Rajapaksas who were planning to field Gotabaya Rajapaksa in the Presidential contest.

Gnanasara Thera was needed also to counter Rathana Thera, a monk MP of the United  National Party (UNP) headed by Prime Minister Ranil Wickremesinghe, from whom Sirisena is estranged.

Rathana Thera  took up the cause of the 900 Sinhalese women who had complained against gynecologist Dr.Shafi Shihabdeen and sat on a fast unto death” in Kandy to force Minister Bathiudeen and Governors Salley and Hizbullah to resign owning responsibility for the terror attack.

But in a dramatic move, all Muslim Ministers, and the two Governors, resigned. The sacrificial act widened the communal divide and showed the Sinhala-Buddhists in a bad light. To repair the damage and win over the Muslims , President Sirisena re-appointed two Muslim Ministers, Kabir Hashim and M.H.A.Haleem.

Gnanasara Thera blamed Rathana Thero’s unilaterally planned ‘fast unto death’ for the mess and then launched his own campaign to garner Sinhala-Buddhist  support but without alienating the Muslims.

Sinhalese Parliament

Gnanasara Thera held a mass rally in Kandy, the center of Sinhala-Buddhist nationalism in Sri Lanka, in which he demanded the replacement of the present parliament by a Sinhalese parliament”.  If even 7,000 of the 10,000 Buddhist temples in Sri Lanka support a political party formed by him, majority could be secured in parliament,” he claimed.

Under Sinhala-Buddhist rule, he said, the minorities will enjoy all rights so long as they acknowledge the primacy of Buddhism the Sinhalese-Buddhists.  As regards the Muslims he said that the Sufis should take over the leadership of the Muslim community from the Wahhabis as only the peaceful Sufis can co-exist with other communities in a multi-ethnic and multi-religious Sri Lanka.

When Muslim MPs complained to President Sirisena about Gnanasara Thera’s anti-Muslim tirade, he called up the monk in the presence of the MPs, admonished him and warned that he will not be able to pardon him again.

In her paper, Dynamics of Sinhala Buddhist Ethno Nationalism in Post War Sri Lanka, written for the Center for Policy Alternatives (CPA) in 2016, Ayesha Zuhair says that the doctrinal cover and historical rationalization for monks engaging in electoral politics was provided by the scholar monk Walpola Rahula in 1946.”

In his book Bhiksuvage Urumaya (The Heritage of the Bhikku)  Walpola Rahula asserted that monks could engage in politics given their mandate to perform social service”, which, he said, they had done  since the time of the Buddha.”

Rahula went on to say that from King Duttagemunu’s time (161-137 BC), patriotism and the religion of the Sinhalese become inseparably linked… and assumed such overpowering proportions that both bhikkhus and laymen considered that even killing people in order to liberate the religion and the country was not a heinous crime.”

In 1956, SWRD Bandaranaike brought together a powerful coalition of the Buddhist clergy, Ayurvedic physicians, school teachers, farmers and workers to capture power and make Sinhala the only official language of Sri Lanka. Monks became so important that an ambitious but disgruntled monk Somarama Thera assassinated Bandaranaike.

Later, the 1972 and 1978 Constitutions gave the foremost place” to Buddhism and added that it will be the duty of the State to protect and foster it. Subsequently, writer Dr.Gunadasa Amarasekera enunciated the ‘Jathika Chinthanaya’ (national consciousness) concept under which all communities in Sri Lanka would live within an over-arching Sinhala-Buddhist culture.

The Jathika Chinthanaya spawned Sinhala-Buddhist nationalist  organizations which had monks as leaders like Sihala Urumaya/ Jathika Hela Urumaya (JHU), Ravana Balaya, and Bodu Bala Sena (BBS).

Of these, the BBS is the most prominent. Its CEO, Dilanthe Withanage told Zuhair: Although Sinhalese are the majority of this country, and although Buddhism is given some recognition in the constitution, this is not happening in practice. We thought we have a duty to protect the Sinhalese and Buddhism, and the BBS was created for this purpose… Sinhalese can be considered as the majority, but with globalization, it is a global minority. If something happens to the Muslims and Tamils all the embassies will raise their voices. But if something happens to the Sinhalese, no one is there to protect.”

Founded in 2012, the BBS founded carried out campaigns against the Burqa and Halalcertification. In 2012 and 2013, there was a spate of attacks directed against Muslims and Christians.

Zuhair reports that a BBS spokesman Mawathagama Pemananda Thera said in a public meeting held in Kandy on 17 March 2013, that the Quran orders Muslims to spit three times on meals offered to non-Muslims, though there is no such statement in the Quran which orders Muslims to do so.

The BBS also accused its critic, Watareka Vjitha Thera of the Jathika Bala Sena (JBS), of working with Rishad Bathiudeen, Minister of Industry and Commerce and leader of the All Ceylon Makkal Congress (ACMC), to illegally settle several displaced Muslims in the Wilpattu National Park. The BBS stormed the inaugural press conference of the JBS on  April 9, 2014 at Nippon Hotel in Colombo and demanded that the organization be disbanded. Here Gnanasara Thera also attempted to disrobe Watareka Vijitha Thero, as confirmed by Police Media Spokesman SSP Ajith Rohana.”

On April 12, 2014,  Gnanasara Thera alleged that the concept of ‘Thaqya’ in the Quran allows Muslims to acquire the wealth of non-Muslims through fraudulent means, whereas the Quran explicitly states otherwise.”

Subsequent to this a BBS mob had raided the Ministry of Industry and Commerce on 23 April 2004 in search of Watareka Vijitha Thera.”

The National Shoora Council noted that with such stringent laws in place, the police in a shocking manner released the offenders at the police station itself without reporting facts to and producing the suspects before the Magistrate.”

According to Zuhair, the spark that set off anti-Muslim riots in Aluthgama in 2014 was Gnanasara’s public exhortation:  If one Marakkalaya (Muslim) lays a hand on a Sinhalese, that will be the end of all of them.”

The Aluthgama riots totally alienated Muslims from the Rajapaksa regime and their en masse protest vote led to Mahinda Rajapaksa’s defeat in the January 8, Presidential election.
