Jun 25: Container ship MSC MESSINA reportedly suffered fire in engine room in Indian ocean halfway between Sri Lanka and Malacca Strait, at around 1930 UTC Jun 24. The ship was disabled, and as of 0415 UTC Jun 25 remained disabled, adrift. She’s en route from Colombo Sri Lanka to Singapore.

Ban of chemical fertilizer import not a hasty decision: President

Commenting on the controversy over stopping the importation of chemical fertilizers, President Gotabaya Rajapaksa said it was not a hasty decision.

Prior to the implementation of the said decision, stocks of fertilizer required for the forthcoming season had been imported. Already 300,000 metric tons of fertilizer required for 1 and 1/2 million hectares of cultivated land has been distributed,” he said.

At the same time about 8,000 metric tons of organic fertilizer has been distributed. The Government guarantees that all organic fertilizer required for farming will be provided for the forthcoming Maha Season,” the President underlined.”We should not take back the step which was taken based on the constructive reasons that are beneficial to the country,” he added.

Govt. temporarily halts importation of compost

The government has decided to suspend the importation of compost fertilizers, says the Director-General of Agriculture.

Earlier this month, the Cabinet of Ministers had approved a proposal to import compost.

The approval came after the government decided to ban the import of chemical fertilizers in a bid to promote toxic-free diets.

However, the decision to import compost has been overturned, taking into account its impacts.

Coronavirus: 48 new deaths take total to 2,862

Sri Lanka has recorded 48 more COVID-19 related fatalities confirmed by the Director General of Health Services yesterday (June 24).

The new development has pushed the official death toll due to the virus in Sri Lanka to 2,862.

According to the data released by the Department of Government Information, the new victims confirmed today include 22 females and 26 males.

Eleven victims are aged between 30-59 years and the remaining 37 are aged 60 and above.

Sri Lanka registers 1,859 COVID cases within the day

The Health Ministry says 620 more persons have tested positive for COVID-19 today (June 25) increasing the daily count of positive cases to 1,859.

All new cases reported within the day have been associated with the New Year cluster. 

This brings the tally of confirmed infections of coronavirus reported in the country so far to 249,909.

As many as 214,668 recoveries and 2,862 deaths have been confirmed in Sri Lanka since the outbreak of the pandemic last year.

According to official data, more than 32,000 active cases are currently under medical care at designated hospitals and treatment centres.

Sri Lanka can vaccinate 13 million citizens by end of September – President

Sri Lanka expects to vaccinate 13 million of its population against COVID-19 by the end of September, President Gotabaya Rajapaksa said in a televised address to the nation on Friday (June 25).

Speaking on the national inoculation drive, the President stated that Sri Lanka will ramp up vaccination programs upon the receipt of 21 million of coronavirus vaccines in the coming three months.

Thereby, 4 million doses of China’s Sinopharm vaccine and 2.5 million of Sinovac vaccine are expected to arrive in July. Meanwhile, arrangements have been made to obtain 2 million more shots of Russia’s Sputnik V vaccine, the President said further. In addition, 5 million doses of Sinopharm vaccine, 2.5 million doses of Sinovac and 2 million doses of Sputnik V are expected in August. Upon receiving, 3 million more Sinopharm vaccines in September, Sri Lanka will be able to inoculate 13 million people by the end of September this year, he added.

Accordingly, we can vaccinate almost everyone over the age of 30 by that time and this is a very satisfactory situation.”

Inoculation drive successfully is moving forward in each district now. Over 3 million already vaccinated, the President Rajapaksa added.

He noted that containing the risk of coronavirus infection can be done by vaccinating the majority of the population, as done by many developed countries, which initially suffered severely from the outbreak of the pandemic.

The President said he made special efforts in the recent past to bring down vaccines to Sri Lanka, because I wanted to vaccinate all the people in our country.”

As a result of these efforts, the country is now receiving a large number of vaccines that we need on a monthly basis. We only use the vaccines approved by the World Health Organisation (WHO). So far, we have received 1,264,000 doses of AstraZeneca vaccine, 3.1 million Sinopharm vaccine doses, and 130,000 doses of Sputnik V vaccine. Altogether, we have received a total of 4,494,000 vaccine doses.”

President Rajapaksa pointed out that every time the country is shut down due to risks of coronavirus infection, the government spend around Rs. 30 billion in each round to provide an allowance of Rs. 5,000 for daily wage earners who lost their livelihoods following the outbreak of the pandemic.

At present the government has borne this cost on a number of occasions. The government incurs a number of additional costs related to the health sector in relation to the coronavirus pandemic. The government has incurred additional costs to conduct PCR and antigen tests, to treat identified infected persons and to set up a number of new treatment centres. In addition to the cost of quarantine centres maintained by the government, each family quarantined in their own homes were provided with a relief package worth Rs. 10,000 for two weeks.”

During his address, the President highlighted that the government has spent over Rs. 260 billion to provide relief to the people, since the beginning of the crisis. When the expenditure on support measures relating to the COVID-19 crisis is added to the planned subsidies, it is about half of the country’s total government revenue of 1,380 billion rupees last year.”

However, despite the dire situation caused by the pandemic, the government has never taken actions to reduce the salaries or allowances of more than 1.4 million public servants, he continued.

Speaking on the ban imposed on import and re-export of agricultural products, the President said it was a great blessing during the coronavirus pandemic that we paid special attention to the importance of food security in the country while building a people-centric economy. We did not have to face such problems when countries that depended on imported food were in trouble.” He noted that the ban created a good market for crops such as pepper and turmeric.

The government has taken several important steps towards building a sustainable development policy that is resilient to environmental and climate change, President Rajapaksa said, adding that another important step in this process is the decision to ban import of chemical fertilizers into the country.

There has been a debate in the country on this issue over decades. The use of chemical fertilizers introduced to this country about 45 years ago has become a major social threat to our country. The widespread use of these chemicals has contaminated the soil and the water, and many experts believe that it has directly led to the increase in cancer and kidney diseases. The harm caused to human life by the use of chemical fertilizers must be identified and remedied.”

Although there has been a great deal of dialogue about the long-term damages it causes to the lives of people, no government has ever had the ability to make a direct decision in this regard, he continued.

Today, there is a great demand around the world for the products produced utilizing organic fertilizers,” he stated adding that a huge market opens up for Sri Lanka when the island nation is internationally recognized as a country that does not use chemical fertilizers. Farmers and entrepreneurs can expect a very good price for their produce from it. There is a huge demand for organic food in the world. This is a unique opportunity for the country.”

Therefore, the intelligent entrepreneurs should be prepared to reap the benefits of a prosperous future, rather than complaining about the current difficulties,” the President continued.

It reminds us of the preaching of ‘’ArahathMahinda’’ that ‘’this earth and vegetation is yours; but they should be protected not only for your benefit alone but also for the benefit of the future generation’’. King was the trustee of the environment and severe capital punishment was given to destruction forest with no proper reason then which is our heritage. It is time for us to look for novel ways of protecting the forest adopting natural ways. Sri Lankan irrigation system that spreads length and breadth is one of the best systems in the world (based on views of world renowned  top international engineers) where the water flows upwards  in the new world of streams  made for agriculture and it is a pity and a misadventure that bamboo plant which belongs to the grass family has not been exploited which  as valuable as gold which is capable of saving the environment which is destroyed by unpatriotic destructive men by deforestation for timer and sand mining for construction, when bamboo is the best alternative for wood and housing construction adoptable to many forms such as furniture making and organic fertilizer. President is heading the difficult tasks transforming application of chemical fertilizer which is harmful to the soil and the animal kingdom, to natural organic fertilizer locally made with green ingredients on the campaign headed by the President with his team with a future vision. Bamboo belongs to a main and unique fastest growing grass family not harmful and invasive with soil and human friendly capable l to be reused for other plantations on rotations. I short it an innocent, productive, and multipurpose grass not properly used and unearthed to be used in place of timber which takes decades to grow when bamboo completely grows within four years. Usage of Bamboo is productive hundredfold few  as an alternative to wood, preparation of organic fertilizer, housing, household items, as a preventive shield to save soil, as an alternate energy, firewood, food, help maintain the earth temperature at the required rate, and many  other ways with the strong but flexible wood alternative. It is shown in few images how strong and productive bamboo is as furniture, constructions, and ornaments and of course in agriculture as a natural fertilizer.

Importance of ‘Bamboo’ which is a productive Gold mine

  • Bamboo which is the goldmine still not unearthed properly in Sri Lanka, which belongs to the grass family yet as strong as a tree is a best alternative in place of timber, reforestation, furniture, housing construction, and many more household and industrial items providing a yeoman service to the mankind finding suitable alternatives for wood, timber, industrial and house hold utensils made with least efforts using the flexible hard timer easily grow in Sri Lanka. Furthermore, due o its versatility and quality, bamboo is widely used for purposes such as furniture, flooring, textiles, fiber, food, utensils and music instruments. In addition they serve as raw materials for food, medicine, dyes, textiles, clothing, furniture, energy, electricity, charcoal and other industrial products making use of the advancement in science and technology.

Bamboo is a plant which absorbs more carbon dioxide from the air and high amounts of nitrogen from the soil and releases more oxygen to the environment which undoubtedly, would help alleviate water and air pollution issues. With the existing vegetation of few thousand acres in many parts of Sri Lanka grown as a shade and a protection to the soil with the protective ‘’Rhizona’’ which protects soil erosion in banks of rivers in Sri Lanka by  the network of rivers and water streams spread in the country. One of the main reasons of deforestation by felling trees is due to great demand for wood for construction, furniture, and industry which has a continuous growing demand worldwide forests as a victim and the best solution and the alternative is the unearthed gold which is one of the fastest growing plant with no side effects for the soil or the environment. Because bamboo can be used as a substitute to plastics, steel, cement and composite materials in structural and product application.

 There is a need to educate the community on the value and the proper use of bamboo in private consumption and industrialisation for the larger benefit of the community. There is a misconception the bamboo is invasive and affects soil is a myth and to be eradicated and we must promote the private sector and the governance to make the best use and benefits when we are in need of innovations with quick and maximum results. Bamboo grows worldwide and used by many mainly the Asian sector. It grows in Sri Lanka mainly in the forest and in private lands. There are restrictions on transport and it is time for the government to draft legislature in these areas for growth and easy transportation, which the UN to have taken note of by giving grants and assistance promoting growth and encouraging the peasants as a handicraft. With this bamboo is contributing to the reduction of rural poverty which has been used to create more jobs and income generation to the rural poor which indirectly contributes to the development in community. It is harmless, productive, easy to grow and to remove, and a multipurpose goldmine and a source on income to the common man and the government.

North worthy for HE President to consider the potential on organic fertilizer and prevent environment

China has 10 million growth, with 35 million farmers, and outcome of 10.5 billion which is north worthy for the attention to HE the President to consider, which spreads worldwide excluding Sri Lanka an ideal destination for growth of bamboo with amply neglected land for production. UN having recognized the potential, encouraged to plant 10000 acres spending 15.9 million on the UNIDO project. It is a good news that His Excellency has taken notice of the potential and the value of the plant and helping to use as an alternative to wood and organic fertilizer which are the matters in the top of the agenda today. In the ‘’Mahavali’’ zone as a pioneer project did not kick off due to inactivity which is a sorry state of affairs. The other good news is that the private sector too has entered this much needed project and a leading business magnate Mr. Ram Subramanian and Mr. Jeff Goonewardena who is a philanthrophist and a hotelier, joined as a board member to Aakash, internationally reputed based in Sri Lanka and America and many other parts of the world havelaunched pioneer projects in this field which  gives hope to Sri Lanka on this  hopeful event which is a success story to the farmers, environmentalists, and those who awaits innovative proposals and investments which are environmentally friendly with long and short benefits, a main benefit being the organic fertilizer project made out of by-products of green bamboo. Bamboo will be grown in small and large scales using the neglected land and small lands of the villager with inter plantations when done scientifically. It is useful to regularize and scientifically modified the plantation linked with the small and large scale industries and products using common and simple devices in the voyage of the fast developments planned ahead of us. Introduction of organic fertilizer and conversation to organic is a challenge to be met by the bamboo green miracle with long and ambitious plans and ambitions and next green revolution to come.

Bamboo grown in Sri Lanka

Currently Sri Lanka has a few varieties of Bamboo grown mainly in the forest and some in private lands protected by the government with restricted transport of the plant as a protected plant to avoid overuse and extinction which is sufficient in construction and as a household craft in some part of the country. But the bamboo recently introduced by ‘’Aakash ‘’Green Research is an introduction  form of plant to be used in place of timber and hard use which is being introduced as a BOI project with prospects of converting to organic fertilizer and green energy badly in need to Sri Lanka. It is time Sri Lanka regains the lost forest cover and a new vegetation to make the soil service fertile and usable for any plantation subsequently. Now that His Excellency, UN, The BOI and the private sector have individually and collectively launched the organic fertilizer schemes actively working together with one aim, it is time to harness all resources together for consolidated effects   for the bamboo green revolution in Sri Lanka. Bamboo grown and found in the jungle and private lands is not of the best quality and it is necessary to introduce the best quality meeting the required standards that meets requirements and targets. It is a good idea to exchange the species, knowledge, experiences, in bamboo growing cultivation and planning to receive the maximum benefits based on experience and research.

Challenges to Sri Lanka on Global Warming and climatic Changes

Sri Lanka and world over is pressured with new demands and challenges on climatic changes, global warming and threats on the existence of the living beings and the earth with short and long term ambitions and plans on curbing global warming, and to be within the preview on the disastrous effects to the living kingdom which includes water, air and earth requirements for a healthy life. Sri Lanka an island nation has to be extra careful due to the geographical situation with advantages on security, excellent climatic conditions and the fertility of the soil which is rare on world standards. It is worrying that we have not exploited the conditions and advantages above, and it is time we assist and research on the matter in terms of soil, air, and water. Water in Sri Lanka is in abundance with over 100 main and small rivers, 50 waterfalls and thousands of small and large reservoirs with the great ancient network of water system that runs upward to amassment of the modern engineers. Air is clean and even all parts of the Island, but the soil is not maintained properly due to mismanagement by small and commercial agriculturalists, which is possible to bring back to normalcy with modern technology and the expert knowledge of the ancestral farming techniques. Main issue to be considered is the soil that we have lost originality due to excessive application of artificial fertilizer and pesticides destroying the friendly creators required for a fertilized soil. Forest covered of 84% in 1886 has dwindled to 29% with further reduction due to environmental disasters which are worrying and the government attention is given as a priority in reforestations with prevention of the existing forest. Bamboo is one of the fastest growing grass plants with no damages or side effect to soil they live in with multi purposes and enormous productivity will be a classic answer to the wantondistortion to the environment and deforestation taking place.

Bring the soil back to the original natural mode for modern and natural agriculture with Bamboo

World is in this pandemic crisis living against nature with artificial way of life including manure that has poisoned the human culture including health food pattern and the soil. We can be modern and still be natural and environmental friendly. Sri Lanka is mainly an agricultural Nation with majority people depending on agriculture and related modes of life with rice as a staple food and used to excessive artificial usage of fertilizer which is unnatural and poisonous. Bamboo is a grass with no poisonous ingredients and soil and water friendly growing on the surface of the outer soil with less or no damages to the soil with an outer cover protecting the soil cover. Bamboo is grown mainly in forests in Sri Lanka which is used in handicraft, construction and small industries without making use of the miracle plant in repairing, reconstructing soil be natural, help in agriculture, preparing organic fertilizer, saving deforestation using bamboo on wood work, housing construction, decorations and many more ways adopted in China japan and many countries as a main industry, and a tool in agriculture. It is timely to look for novel methods of soil preservation, finding ways and means to meet global warming and to find an alternate green energy to the citizen at a cheap and affordable price conveniently.

President has quite correctly has resolved to switch over to organic fertilizer in order to preserve the soil which is being poisoned with the vegetation and save the lives of citizens from number of diseases infected due to poisonous foreign bodies visa an soil and the vegetation.Agriculture is within our system and not alien to live with nature being an agricultural nation for generations, and continue to be so. The traditional agriculture system was disturbed by commercial crops by foreign domination such as tea, rubber, coconut and deforestation that led to reduction of the forest and changing the traditional climatic patterns. Excessive sand mining has destroyed the river banks resulted in the soil washing away and environmental destructions with drastic effects to the fertile soil already infested with excessive fertilizer by misguided farmers. Agriculture policy is published spending enormous amounts giving publicity in English Media alleged to be based on outdated concepts prepared with less or no research work in the absence of consultations with real farmers on the ground. Even the sudden wise decisions to transform the fertilizer culture from artificial to organic appear to have been taken hap haphazardly without giving a cooling and period to transform to the best model for a proper changeover. Upper soil is the most important and the protected zone in the soil which is the main factor in the life of the plant next to water and the best is the naturally formed top soil prepared naturally. Bamboo is a grass which protects, soil and river banks and nourished the outer soil with natural cover available to be improved to the maximum capacity on natural treatments. Bamboo is grown in Sri Lanka mainly in forests which is used in housing, handicrafts, and various other modes traditionally as an affordable soft timber in construction which is not as strong flexible and user-friendly as the product introduced and bread by the Aakash Company in Sri Lanka with the head office in Singapore.

Artificial to Organic Fertilizer

Thesis the challenge of the decade which needs enormous skill knowledge and planning. President has launched with best of intentions with full of honest intentions and it is the duty of all to back him. It is a world record and a win and win situation.When winning the war and it has to be won at any cost, and bamboo revolution will be a catalyst for the venture. It is a productive and a revolutionary step taken transforming the practice of artificial fertilizer to organic for very valid reasons but the timing and sudden decision without a cooing period has led to complications an confusions to the farmers and the citizen at the receiving end always. It is time the governance makes alternative arrangements for genuine organismic fertilizer in place of products.

Way forward

It is necessary to be innovative and act with a plan and a vision to achieve the arduous task of extracting Gold from earth Bamboo as a vehicle starting from soil preservation and harnessing the worldwide knowledge and experiences of genuine and experienced agro – based multinational companies acting genuinely with the background of serving the world to be Green and natural giving agriculture and small industry priority. Needless to say the governments must take due safety precaution in saving the soil and forests from destruction from unruly invaders and to select genuine agriculturalist and industrialists for the purpose of growing bamboo and propagate the trade to benefit the country and the citizen.

මෙහි ඉහතින් දැක්වෙන්නේ ආර්ථික විද්‍යා මහාචාර්ය වරයෙක්ව සිටි එෆ් ආර් ජයසූරිය මැතිතුමා විසින් වරක් ඔහුගේ කොළඹ නිවසේදී 1970 වසරේ දී පමණ දිනක මට කියන ලද  කතා දෙකක සිංහල අනුවාදයය. පේරාදෙණිය විශ්ව විද්‍යාලයේ සිංහල මාධ්‍යයෙන් ඉගැන්වීම සඳහා ඔහුත්, අයි. ඩි. එස්. වීරවර්ධනත් බලවත් සටනක් කළේය. ඉංග්‍රීසි භාර්යාවක් සිටි, අකාලයේ මිය ගිය, ආචාර්ය වීරවර්ධන සිංහල භාෂාවෙන් දේශපාලන විද්‍යා පොත්ද ලියුවේය. උගත් වෙල්ලාල දෙමළ ජාතිකයින් ඉංග්‍රීසි මාධ්‍යයට කැමැත්තෙන් සිටියේය, ඒ හැරත් ඔවුන්ට, දෙමළ ජනයාට, දකුණු ඉන්දියාවේ මැඩ්‍රාස් යුනිවර්සිටිය තිබූ නිසා, ඔවුන් දෙමළ මාධ්‍යයක් පස්සේ එලෙව්වේ නැත. ඉංග්‍රීසි ඉගෙන ගැනීම බයිසිකල් පැදීමට හෝ ගස් නඟින්නට හෝ පීනන්නට ඉගෙන ගන්නවා වැනි දෙයක් නොවේද කියා සිතන මට, සිංහල මාධ්‍යය නිසාම විශ්ව විද්‍යාලයට යන්නට ලැබී දැන් මහාචාර්යවරු වී ඉන්නා අය, ඉංගිරිසියෙන් විශ්වවිද්‍යාල වල ඉගැන්විය යුතුයයි යෝජනා පාස් කිරීම ගැන ඇත්තේ මුස්පේන්තු හැඟීමකි. ඒ කාලයේ එහෙන් මෙහෙන් යම් පුද්ගලයින් ලියූ  ලිපිමෙන් නොව, දැන් 2021 වනවිට මේ හීනමාන රෝගය බරපතලවී ඇති තරම පේන්නේ, පලවෙනි ශ්‍රේණියේ සිටම ඉංගිරිසියෙන් දරුවන්ට උගන්වන්නට නිලධාරීන් විසින් ක්‍රියාකරන්නට යන බව වාර්තා වීමෙනි. ඊට කලින් නීති විද්‍යාලය ඉංගිරිසි බදාගත් විට නීතීඥ අරුණ උනවටුන හැර අඩුතරමින් ජේවීපී එක වත් ඒ ගැන කතා කලේ නැත.

කළු සුද්දන්ගේ මෙම ඉංගිරිස් පිස්සුව ගැන 2001 සිට මාවිසින් ලියනලද ලිපි දෙක තුනක්ම අයිලන්ඩ් පුවත් පතේ පලකිරීමට එහි කතෘ  ප්‍රභාත් සහබන්දු මහතා ක්‍රියාකළේය, ඒවා ඒ කාලයේ යම් යම් පංචස්කන්ධ විසින් ඉංගිරිස් පාරුව කරට ගනිමින් ලියූ ලිපිවලට සැපයූ පිළිතුරු විය. එහෙත් දැන් 2021 වන විට රාජ්‍ය නිලධාරීන් විසින් ඉංග්‍රීසි භාෂාව යළි රජකරවීමට නිලවශයෙන් අවස්ථා දෙකකදීම ක්‍රියාකරණ ලදී.  එකක් නම් අධිකරණ අමාත්‍යාංශය මැදිහත්ව නීති විද්‍යාලය අවුරුදු දෙක තුනක් ඇතුලත අමු අමුවේ ඉංග්‍රීසිකරණය කිරීමය. අලි මදිවාට හරක් මෙන් අධ්‍යාපන අමාත්‍යාංශයද වැඩේට බැස ඇත. පලවෙනි ශ්‍රේණියේ සිට ඉංග්‍රීසියෙන් ඉගැන්වීමට එහි ලේකම්, සිංහල ටාසන් කෙනෙක් මෙන් ඉදිරිපත්ව සිටී. රටේ දැනට තිබෙන දැවෙන ප්‍රශ්ණ ඉදිරියේ යම් කළු සුද්දන් පිරිසක් හෝ සිංහල බෞද්ධ විරෝධී කොටස් විසින් ඉංගිරිස් යළි රජකරවන්නට තතනන්නේ, 2019 හා 2020 චන්ද වලින් එලිවූ මහජන අපේක්ෂාව කඩාකප්පල් කිරීමේ කුමණ්ත්‍රනයක් ලෙසද යනුවෙන් සාධාරණ සැකයක් මතුවේ.

රාජ්‍ය වගකීම

මව් භාෂාවට අමතරව දෙවන භාෂාවක් වශයෙන් (English as a second language) හයවන ශ්‍රේණියේ සිට පාසැල්වල ඉංග්‍රීසි ඉගැන්වීම අත්‍යාවශ්‍ය කරුණකි. විශ්ව විද්‍යාලයකට හෝ තෘතීය අධ්‍යාපන ආයතනයකට ඇතුලත්වූ පසු වර්ෂයක් ඇතුලත ඉංග්‍රීසි භාෂා  ප්‍රවීණතා විභාගයක් සමත්වීම එම ආයතනයේ තවදුරටත් අධ්‍යාපනය සඳහා අනිවාර්ය කලයුතුය. 1931 දී සර්ව ජන චන්ද බලය දීමේ ඩොනමෝර් කොමිෂමේ යෝජනාවට ඒ කාලයේ සිටි සෑම දේශපාලකයෙක්ම විරුද්ධ විය. එකම පාක්ෂිකයා වූයේ කම්කරු පක්ෂනායක ඒ. ඊ. ගුණසිංහ පමණය. 1940 ස් ගණන්වල කන්නන්ගර මහතා නිදහස් අධ්‍යාපන පණත ගෙනාවිට ඩී. ඇස්. සේනානායක ප්‍රමුඛ පිරිස් ඊට විරුද්ධ විය. මෙම දේශපාලන කළුසුද්දන් රංචු, 1956 දී සිංහල රාජ්‍ය භාෂාව  කිරීමට (හා දෙමළ භාෂාවට යුක්ති සහගත භාවිතය ලබාදීමට ) විරුද්ධව දිගින් දිගටම ක්‍රියාකලේය. සිංහල රාජ්‍ය භාෂාව කිරීම මෙම දේශපාලකයින් හා නිලධාරීන් විසින් කඩාකප්පල් කල එක් විධියක් නම් පාසැල්වල ඉංග්‍රීසි භාෂාව ඉගැන්වීම විනාශකර දැමීමය. 1956 න් පසු කවිකොලකාරයින්, තැපැල් පියුන්ලා, ඉංගිරිස් නොදන්නා ගැමියන් පාර්ලිමේන්තුවට ආවේය. ඉංගිරිස් නොදන්නා අයට රජයේ ලිපිකාර රස්සාවල් ලබුණේය. එහෙත් පාසැල්වල ඉංග්‍රීසි ඉගැන්වීම කඩාකප්පල් කිරීමෙන්, කළුසුද්දන් එක ගලෙන් කුරුල්ලන් දෙන්නෙක්ම මරා ගත්තේය. එකක් නම් ඒ වනවිට රටේ හොල්මන් කල කැතලික් ඇක්ෂන් විරෝධී ව්‍යාපාරය, සිංහල-දෙමළ භාෂා ඝට්ටනයක් බවට හරවා දැමීමට හැකිවීමය. එස්මන්ඩ් වික්‍රමසිංහ යටතේ ලේක් හවුස් පත්තර එයට දායක විය. 1962 පොලිස්-නාවික හමුදා ක්‍රිස්තියානි කුමණ්ත්‍රනයෙන් එය අවසාන විය (1964 පුවත්පත් කොමිෂම් වාර්තාවේ මේ පිළිඹඳ විස්තර සඳහන්වේ).

දෙවැන්න නම් 1956 ට පෙර හීනමානය දැණවූ භාධකයක් ලෙස එලිපිටම තිබුණාට වඩා කෲර ලෙස යටින් හිස ඔසවා ඉංගිරිස් කඩුවක් සේ සිංහල-දෙමළ ජනතාව පීඩාවට පත් කිරීමය. ඉංග්‍රීසි නොදත් දේශපාලකයින් කලේ තම මෝඩ හා මෝඩ නොවන දරුවන් පිටරට පටවා ඉංගිරිස් කට ගස්වා ගෙන්නා ගැනීමය. ඉංග්‍රීසි දන්නා සමහර කන්තෝරු ලොක්කන් තමන් යටතේ ඉන්නා ඉංගිරිස් නොදන්නා විධායක ශ්‍රේණි මට්ටමේ නිලධාරීන්ට පවා  හීනමානය දැනවෙන සේ හිතාමතාම සළකා ඔවුන් සිය ආධිපත්‍යය යටතට ගත් අවස්ථා වාර්තා විය.

සංහිඳියාව හරහා රට බෙදීම

ඉංගිරිස් යළි රජකරවන්නට කැසකවන අය (කළුසුද්දන්) කරණ එක සෙප්පඩ විජ්ජාවක් නම් සංහිඳියාව නමැති මන්තරයය. සිංහල දෙමළ භාෂා දෙක පාසැල්වල උගන්වනවා වෙනුවට හා ඉංග්‍රීසි විෂයක් වශයෙන් ඇතුලත් කරණවා වෙනුවට ඔවුන්ගේ න්‍යාය පත්‍රය ඉංගිරිස් රජකරවීමය. 1956 දී සිංහල රාජ්‍ය භාෂාව කිරීම නිසා ඉංග්‍රීසි කතා බහ නැතිව යාමෙන් සිංහල හා දෙමළ ගණුදෙනු, අදහස් හුවමාරුවීම් අඩුවී යැම නිසා ජාති දෙක එකිනෙකාගෙන් දුරස්ථවී, එය දෙමළ ඊළම් සටනක් දක්වා ඇවිලී ගියායයි ඔවුන් පවසයි. 1971, 1988-89 ජේවීපී කැරළි ඉංග්‍රීසි නොදත් පිරිසක්ගේ ව්‍යායාමයක් ලෙස කියන අයද සිටී. 1971 දී ඊට සහභාගීවූ තරුණයින් ආවේ වැඩිපුරම කුලයෙන් ” පහත්” යයි සළකන ජනයා වසන ප්‍රදේශ වලින් බවද ඔවුන් පෙන්වා දේ. කලකට පෙර බී.ඕ.අයි සභාපතිව සිටියදී, දැන් රටින් පලාගොස් සිටින, අර්ජුන මහෙන්ද්‍රන් කියා සිටියේ ලංකාව නොදියුණු රටේ පාසැල් වලින් ඉංග්‍රීසි ඉවත් කල නිසා යනුවෙනි. ඉංග්‍රීසි කතාකරණ එහෙත් දුප්පත් රටවල් කෙතරම් තිබෙනවාද?  මේ අයට නොතේරෙන දේ නම්, 1918 තරම් ඈතක දී දකුණු ඉන්දියාවේ ද්‍රවිඩස්ථාන් දෙමළ රාජ්‍ය ව්‍යාපාරයේ බලපෑම අනුව යමින් 1923 වනවිට, ඊළම් අදහස අරුණාචලම් පොන්නම්බලම් විසින් ලංකාවට හඳුන්වාදුන් බවය. 1949 දී චෙල්වනායගම් විසින් (ඉංග්‍රීසි නම පෙඩරල් එහෙත් නියම දෙමළ නම වන) දෙමළ රාජ්‍ය පක්ෂය, පිහිටෙව්වේ ලංකාවේද අනාගත යුගෝස්ලේවියාවේ කොසොව් ක්‍රමයේ වැනි බෙදීමක් අරමුණු කරගෙනය. ඔහු නිතරම වාගේ අනාගත කොසොව් ප්ලෑනක් ගැන සඳහන් කලේය. දියවන්නා හෝටලයට කෑමට හා නිදාගන්නට යන 225 දෙනාගෙන් කීදෙනෙක් මේ ඓතිහාසික වාර්තාව ගැන දන්නවාද?

අපිලට සිංහල ලෙජ්ජයි (ඉංග්‍රීසිය සම්පතක් කරගැනීම)

නුවර ගමක සිටි එක්තරා මුස්ලිම් කාන්තාවක් ඇයට හරියට සිංහලෙන් කතාකරන්නට නොහැකි බව ගමේ වැදගත් මැණිකේ කෙනෙකුට කිව්වේ ඉහත සඳහන් ආකාරයටය. සිංහල නොදන්නා අය සමඟ සමාදානයෙන් ගණුදෙනු කිරීම අතින් පයින් කල නොහැකිය.ඒ කෙසේ වෙතත්, අපට නිතර දක්නට ලැබේ.සිංහල නොදන්නා අය සමඟ සමාදානයෙන් ගණුදෙනු කිරීම අතින් පයින් කල නොහැකිය. ඒ කෙසේ වෙතත්, මුහුදු වෙරළේදී සංචාරකයින්ට මෙසේ කේවල් කර නොයෙක් දේ විකුණන කොල්ලන් අපට නිතර දක්නට ලැබේ. ඒ කාලයේ කොළඹ ආයාලා, ටැක්සි රියදුරන්ද ඉංග්‍රිස් කටගා ගත්තේත් මෙසේය. ජර්මන්, ප්‍රංශ භාෂා මෙන් නොව ඉංග්‍රීසි භාෂාව ලෝකය පුරාම විසිරී ඇති භාෂාවක් නිසා එය සුද්දා විසින් අපට බලෙන් ලබාදී ගිය වෙස්වලාගත් භාග්‍යයක් වැනිය. දෙමළ නොදන්නා සිංහලයෙක් යාපනයට ගියවිට සිංහල නොදන්නා දෙමළෙක් සමඟ කතාකරන විට ඔහුට හෝ ඇයට ඉංග්‍රීසි කටගැස්මක් තිබීමට හොඳටම ඉඩ ඇත.

ලෝකයේ ඇති විද්‍යා හා තාක්ෂණික දැණුම් සම්භාරය සඳහා ලඟාවිය හැකි උපකරණයක් ලෙස ඉංග්‍රීසි භාෂාව ප්‍රධාන තැනක් උසුලයි. මහාචාර්ය නලින් ද සිල්වා විසින් පෙන්වා දෙන අයුරු ලංකාවේ අයෙක් සොයාගත් විද්‍යාත්මක දැණුමක් ගැන නිදසුන් නැත. මින් අදහස් වන්නේ නොබෙල් ත්‍යාග ලාභීන්ගේ මට්ටමක් නොවේ. එහෙත් ඉංග්‍රීසි සඟරා පොත් කියවා බලා ඒවා අනුකරණය කරමින් තාක්ෂණික දස්කම් කරන අය ලංකාවේ සිටී. වැඩිදුර අධ්‍යාපනය සඳහා පිටරට යන අය බොහෝ විට ඒ සඳහා යන්නේ ඉංග්‍රීසි කතාකරන රටකටය. ලංකාවට එන විදේශිකයින්ට සේවය සපයන රාජ්‍ය නිලධාරීන් හා ලංකාවෙන් පිටරට යන නිලධාරීනුත් වෙනත් විදේශ භාෂා නැතත්, ඉංග්‍රීසි භාෂාව දන්නා අය විය යුතුය. හමීඩ් විදේශ ඇමතිව සිටියදී වොෂින්ටන් වෙළඳ සාකච්චා සඳහා ආ දෙන්නා ඉංග්‍රීසි කතාකිරීමට නොදත් අයවූ බව එය දුටු මගේ මිතුරෙක් පැවසුවේය. උදාහරණයක් වශයෙන් දැන් කාලයේ ඇමරිකාවේ තිබෙන ලංකාවේ පන්සල් වලට එන බොහෝ හාමුදුරුවරු සුද්දන්ට බෞද්ධ දර්ශනය කියාදීමට නොහැකි සිංහල පමණක් දන්නා අයය.

ඉංග්‍රීසි භාෂාව ලෝකයේ වෙනත් භාෂාවලින් වචන  අහුලා ගනිමින් දිනෙන් දින වර්ධනය වන, චමත්කාර ජනක භාෂාවකි. එය ලෝකය දෙස බැලිය හැකි ජනේලයක් වැනිය. නමුත් සිංහල භාෂාවෙන් යමෙකුට ඒ ආකාරයට කෙළින්ම ලෝකය දෙස බලන්නට නොහැකිය. එහෙත් බොහෝ අය නොදන්නා කරුණක් නම් සිංහල හෝඩිය ශබ්දය අනුව ගොඩනැඟුන විද්‍යාත්මක භාෂාවක් යන්නය. බොහෝ අය නොදන්නා කරුණක් නම් පරණ ඉංග්‍රීසි භාෂාවේ (old English) හෝඩිය හා අයිස්ලන්ත භාෂාවේ ඇතැම් අකුරු ශබ්ද සිංහල ශබ්ද වලට සමාන  බවය. මෑතකදී මගේ මිතුරෙකුට ඇතිවූ ප්‍රශ්ණයක් නම් සිංහලෙන් වතුර කියන වචනයෙන් ජර්මන් භාෂාවේ වසර් කියන වචනයත්, ඉංග්‍රීසියෙන් වෝටර් කියන වචනයත් හැදුනාද යනුය! අප විසින් වටහා ගතයුතු කරුණ නම් ඉංග්‍රීසි භාෂාව සිංහලයාගේ හතුරෙක් නොවන බවත්, හතුරා නම් ඉංග්‍රීසි භාෂාව හරහා සිංහල භාෂාව හා සිංහල ජාතියට වින කරන්නට හදන කළුසුද්දන් රැළ බවත්ය. ඉංග්‍රීසි රජකරවිමේ ප්‍රයත්නය රට දෙකට කැඩීමේ ලෝක ව්‍යාපාරයේම තවත් බොහෝ අය නොසිතන පැත්තකි.

සිංහල භාෂාවේ අඳුරු අවධිය

1840 ස් ගණන්වලදී කළුසුද්දන් සිතූ දෙයක් නම් දශක දෙක තුනක් ඇතුලත බුද්ධාගම රටෙන් අතුගෑවී යනවා කියාය. වෙන බොහෝ යටත් විජිත වල සිදුවූයේ ඒවා ක්‍රිස්තියානි ආක්‍රමණයට ගොඳුරු වී යාමය. බණ්ඩාරනායක-ද සේරම් පවුල් වලට අයත් ජේම්ස් ද අල්විස් එසේ කී එක් අයෙකි. 1873 පානදුරා මහාවාදයෙන් ඒ මතය නිෂ්ප්‍රභා විය. ඉන් පසු 1900 ගණන් වනවිට මතුවූ අළුත් භීතියක් වූයේ දෙමළ භාෂාව ඉදිරියේ සිංහල භාෂාව දියවී යනවා යනුය. තියඩෝර් ජී පෙරේරා ගුරුන්නාන්සේ විසින් 1932 දී ලියනලද, සිංහල භාෂාව පිළිඹඳ අනගි ග්‍රන්ථය මෙම අනතුරට අදාලව ගත් එක් පියවරකි. එහි සංඥාපනයේ ඔහු මෙසේ සඳහන් කර ඇත. .. භාෂාවක අභාවය ජාතියේ විනාශය වන්නේය…කලක සිට ඇතැම් විද්‍යාර්ථීන් විසින් අප භාෂාවේ කථාන්තරය හා නිරුක්ති පිළිඹඳ නොයෙක් සාවද්‍ය මත පහළ කරන ලදී.. සිංහල භාෂාවේ නිර්මාණය දෙමළ භාෂාව අනුව සිදුවූ යේ යයි ද, සිංහල ව්‍යාකරණය ප්‍රධාන වශයෙන් ද්‍රවිඩ යයිද යන අසත්‍ය උපවාදය යථොක්ත අන්දමේ සාවද්‍ය මත එල්බ ගෙන පහළ කරන ලද්දක් වේ. සිංහල භෂාවේ උත්පත්තිය හා සංසිධියද, එහි ආර්ය අනුසංගය හා අද්‍රාවිඩ භාවයද පිළිගත හැකි ඉතිහාස නයින් පෙන්වා දීමට මෙහි අප විසින් පරිශ්‍රම දරන ලද්දේය.”

සිංහල ක්‍රිස්තියානි පාදිලිතුමෙක්ව සිටි තියඩෝර් උන්නාන්සේ කියා සිටියේ දෙමළ, තෙලිඟු, මලයාලම් යන ද්‍රවිඩ භාෂා හා සිංහල භාෂාව අතර යම් සමානකම් තිබුණත්, එහි සම්භවය හා සංයුතිය ද්‍රවිඩ නොවන බවය. සමානකම් වලට හේතුව මෙම ද්‍රවිඩ භාෂාවල සංස්කෘත වචන බහුල වීමය. සිංහල භාෂාව, පාලි හා සංස්කෘත ව්‍යාකරණ මත පදනම් වූවකි. සිංහල භාෂාව වෙනුවෙන් එතුමා ඒ අවධියේ කල සේවය අදටත් කෙතරම් වැදගත්ද කියා පෙනෙන්නේ ඇමෙරිකාවේ ජීවත්වන ඇන්ත්‍රොපොලොජි ප්‍රොපෙසර් එච්. එල්. සෙනෙවිරත්න  විසින් 2008 දී ලියු මතය ගැන සිතන විටය. මාක්ස්වාදී පෙඩරල්කාරයෙකු වන ඔහුට අනුව සිංහලයා දෙමළ වර්ගයකි; සිංහල භාෂාව, එහි සංයුතිය හා ව්‍යාකරණ අනුව දෙමළ භාෂාවකි; එහි වචන වලින් සියේට 20 ක් දෙමළය (අයිලන්ඩ් පුවත් පත, ජනවාරි 14, 2008). මෙවන් විහිළු කතා ඉදිරියේ,  ආසියානු භාෂා පිළිඹඳ ලෝක විශේෂඥයෙකුවූ ඇමෙරිකන් මහාචාර්ය ජේම්ස් ගයර් විසින් 1998 දී ලියනලද අදහස තියඩෝර් ගුරුන්නාන්සේට දුන් රන් පදක්කමක් වැනිය. පැහැදිලි ඉන්දු-ආර්ය භාෂාවක් වශයෙන් සිංහල භාෂාවේ නොනැසී බේරී පැවතීම, ලෝකයේ භාෂා හා සංස්කෘතික ඉතිහාසයේ සිදුවූ කුඩා ප්‍රාතිහාර්යයක් ලෙස සැළකිය හැකියයි ගයර් ලියා ඇත (Sinhala [language]’s survival as a clearly Indo-Aryan language can be considered a minor miracle of linguistic and cultural history,” James W. Gair, Studies in South Asian Linguistics: Sinhala and other South Asian languages, 1998, Chapter 14: How Dravidanized was Sinhala phonology? Pages 185-199).

වාසල මුදලිඳු ඒබ්‍රහම් මෙන්ඩිස් විසින් 1891 දී ලියන ලද සිංහල භාෂාවේ ව්‍යාකරණ යන පොත සුදු හා කළුසුදු සිවිල් සේවකයින්ට කාලයක් පුරාම සිංහල ඉගැන්වීමට භාවිතා කරණ ලදී. මුනිදාස කුමාරතුංග මහතාගේ හෙල හවුල ව්‍යාපාරයෙන් කල සේවයද මෙහිදී සඳහන් කල යුතුය. ගාන්ධි ලංකාවට පැමිණි 1930 ස් ගණන් වලදී රට පුරාම පැවතියේ ඉන්දියානු ආධිපත්‍යයය. හින්දි භාෂාව නොදන්නා දකුණු ඉන්දියාවේ ද්‍රවිඩ නායකයින්ට සරදම් කල ගාන්ධි, කොළඹ සිටියා මිස උඩරට ඉන්දියන් කම්කරුවන් බලන්නට ගියේ නැත. වෙළදාම, දෙමළ සඟරා, පුවත්පත්, චිත්‍රපටි, ඉන්දියන් වතු  කම්කරු යන හැම අංශයකින්ම සුද්දන් යටතේ සිංහලයින්  පසුබැස සිටියේය. අනාගාරික ධර්මපාලතුමා පෙන්වා දුන්නේ මේ අවසනාවන්ත ඉරණමය. තමන් දුකෙන් ගලවා ගැනීමට නුදුරු අනාගතයේදීම දියසේන කුමාරයෙක් පහලවෙනවා යයි දුගී ගැමියා ලතැවුනේ ඊට කලකට පෙර සිටමය. හින්දි භාෂාව හතුරෙක් සේ පෙන්නා අදටහ් ජනයා රවටන දේශපාලකයින් ඉන්නා එකම ඉන්දියන් ප්‍රාන්තය ටැමිල්නාඩ් පමණය.

සිංහලයා ශ්‍රී ලාංකිකයා කිරීමේ ව්‍යාපාරය

2001, 2008 වර්ෂ වලදී ඉංගිරිස් හීනමානයකින් ඉංග්‍රීසියෙන් ලියූ අයට, ඉංග්‍රීසියෙන්ම පිළිතුරු දෙමින් සිටි මට, ඒ අය දැන හෝ නොදැන, ඒ මඟින් රට කැඩීමේ ක්‍රියාවලියට හවුල් වෙනවා යයි ඒ වකවානුවේදී සිතුනේ නැත. නමුත් දැන් 2021 වනවිට එලිවන කරුණු අනුව අළුතින් සිතීමට අවශ්‍යව තිබේ. 1972 දී මෝඩ ලෙස සිලෝන් (සිංහලේ) යන රටේ නම ශ්‍රී ලංකා කලේය. මේ අනුවම යමින් මෑතකදී හොර රහසේම උප්පැන්න සහතිකයේ ජාතිය සිංහල වෙනුවට ශ්‍රී ලාංකික කියා දැමීමට නිලධාරීන් උත්සාහ කලේය. මෙසේ කලොත් සිංහලයාට සිංහල නමත්, සිංහල යන රටත් යන දෙකම අවුරුදු 100 කට පෙර අහිමිවන්නේය. උතුරු නැඟෙනහිර දෙපලාතේ දෙමළ නොදන්නා සිංහලයාට දැනටමත් ග්‍රාම සේවක මට්ටමේ රාජකාරියක්වත් දෙමළ නොදැන කරගත නොහැකිව සිටී. නැඟෙනහිර අරාබිකරණය, ලංකාව තුල අරාබි රටක් බිහිකරමින් පවතී. පාරවල්වල නම් පවා ඇත්තේ අරාබි අකුරු වලින්ය. රට දැනට මුහුණපා සිටින වෙනත් ප්‍රශ්ණ ඉදිරියේ නීති විද්‍යාලය ඉංග්‍රීසි කිරීමටත්, රජයේ පසැල් ඉංග්‍රීසි  රේල්පාරට දාන්නත් හේතු මෙතෙක් ඉදිරිපත් කර නැත. මෙය කළු සුද්දන් රටට ගේන අහේතුවය.

1505 දී පෘතුගීසීන් කඩුව හා බයිබලය අත් දෙකින් අරන් ආවා යයි කියැවේ. 1802 න් පසු ඉංග්‍රීසීන්ගේ  යටත් විජිත පාලන ක්‍රමයේ මූලික උපක්‍රම දෙකක් වූයේ බෙදා පාලනය (ජන වර්ග, ආගම්, භාෂා, කුල වශයෙන් බෙදා) හා පොදුවේ හැමෝටම තමන් සුද්දාට වඩා පහත්ය යනුවෙන් හීනමානයක් කැවීමය.  මෙම හීනමානය නොතිබුණු එකම ලංකා නායකයා ළදරු කාලයේ සිටම සුදු නැනීලා විසින් හැදූ වඩූ අගමැති බණ්ඩාරනායක පමණ යයි මට  සිතෙන්නේ ඔහු එංගලන්තයට ගොස් සුද්දියක් කරගසාගෙන නොපැමිණි දෙතුන්දෙනාගෙන් එක් අයෙක්වූ නිසාය.. මෙම ලිපියේ දෙවන කොටසින් හීනමානයෙන් පිරි කළු සුද්දන්, නිලධාරීන් විසින් 1956 න් පසු නැටූ ඉංගිරිස් නාඩගම ගැන විමසා බලමු.

තරුණ හා ක්‍රීඩා අමාත්‍ය නාමල් රාජපක්ෂ මහතාගේ උදාර සංකල්පයක් අනුව ක්‍රියාත්මක යොවුන් ශීල සමාධි වැඩසටහන් මාලාවේ හයවැනි වැඩසටහන මෙවර පොසොන් පුන් පොහොය යෙදුණු අද (24) දින සිතුල්පව්ව රජ මහා විහාරස්ථානයේදී පැවත්විණි.

තරුණ පරපුර සුගතිගාමී කරවීම පෙරදැරි කරගනිමින් රට පුරා සියලු විහාරස්ථානවල සෑම පසොලොස්වක පොහොය දිනයන්හීදීම තරුණ තරුණියන් ශීල සමාධියෙහි පිහිටුවීම හා දාන ශීල භාවනා වැඩසටහන්වලට යොමු කිරීමට යොවුන් ශීල සමාධි  ජාතික වැඩසටහනේ අභිමතාර්ථයයි.

ඒ අනුව තරුණ පිරිස ශීල සමාධියෙහි පිහිටුවීම අද පෙරවරු 06.00ට යටගල රජමහා විහාරය, සිතුල්පව්ව රජ මහා විහාරය, ප්‍රධාන අෂ්ඨ මහා විහාරාධිපති ගාල්ල හෙට්ඨාවල පරිවෙනාධ්‍යක්ෂ පණ්ඩිත ශාස්ත්‍රපති, දක්ෂිණ ලංකාවේ ප්‍රධාන සංඝනායක අතිපූජ්‍ය මැටරඹ හේමරතන නාහිමිගේ මූලිකත්වයෙන් පැවැත්විණි.

පෙ.ව.06.45 සිට පෙ.ව.07.30 දක්වා සිල් සමාදන් පිරිස සමග සිතුල්පව්ව විහාරවාසී පූජ්‍ය බෝපාගොඩ නාගිත හිමියන් විසින් බුද්ධ පූජාව තැබූහ.

අනතුරුව පෙ.ව.07.30සිට පෙ.ව. 08.00 දක්වා ‘අපේ විහාරය’ වාර්තාමය වැඩසටහනෙන් පසු සිල් සමාදන් වූ පිරිසට බොදු පුවත් සඳහා සවන්දීමේ අවස්ථාව ද හිමි වූහ.

ඉන් අනතුරුව ශාසනාලෝක වැඩසටහන හා ස්වදේශී අනුග්‍රහයෙන් පැලසිටුවීමේ වැඩසටහන ද පැවැත්විණි.

මෙම යොවුන් ශීල සමාධි ජාතික වැඩසටහනේ ධර්ම සාකච්ඡාව සඳහා බුද්ධශාසන හා ආගමික කටයුතු අමාත්‍යාංශයේ හිටපු ලේකම් පරිපාලන සේවා සංගමයේ හිටපු සභාපති හා රාජ්‍ය සේවා බෞද්ධ සංගමයේ සභාපති එම්.කේ.බී.දිසානායක මහතා ද සහභාගි විය.

ප.ව.06.30ට පැවති ආලෝක පූජාවෙන් පසු ශාස්ත්‍රපති පූජ්‍ය කෙහෙල්වල සුමංගල හිමියන් විසින් සිල් සමාදන් වූ පිරිස  සිල් පවාරණය කරවීමෙන් අනතුරුව මෙවර පොසොන් පුන් පොහෝ දිනය නිමිත්තෙන් පැවති යොවුන් ශීල සමාධි ජාතික වැඩසටහන නිමාවට පත්විය.

මෙම වැඩසටහන සදහා බුද්ධශාසන හා ආගමික කටයුතු අමාත්‍යාංශයේ උපදේශකත්වය, තරුණ හා ක්‍රීඩා අමාත්‍යාංශයේ ජාතික තරුණ සේවා සභාවේ මෙහෙයවීමෙන් හා සංවි‍ධායකත්වයෙන්, රාජ්‍ය සේවා බෞද්ධ සංගමයේ සම්බන්ධීකරණය, ජාතික වෙළඳ හා ව්‍යවසායකත්ව සම්මේලනයේ හා පහන්සිත් පදනමේ ක්‍රියාකාරී දායකත්වයයෙන් සිදු විය.

දේශිය අංගම්පොර සටන් කලාව සඳහා යටත්විජිත යුගයේ පටන් පනවා තිබෙන තහනම ගැසට් පත්‍රයකින් ඉවත්කොට එය ජාතික ක්‍රීඩාවක් ලෙස දේශීය හා ජාත්‍යන්තර වශයෙන් ප්‍රචලිත කරන බව තරුණ හා ක්‍රීඩා අමාත්‍ය, ඩිජිටල් තාක්ෂණ හා ව්‍යවසාය සංවර්ධන රාජ්‍ය අමාත්‍ය නාමල් රාජපක්ෂ මහතා පැවසීය.

කොරතොට අංගම් සටන් පාසල නැරඹීමට එක්වෙමින් අමාත්‍ය නාමල් රාජපක්ෂ මහතා පසුගිය දා මේ බව සඳහන් කළේය.

මෙරට සාම්ප්‍රදායික අංගම්පොර සටන් කලාව යටත්විජිත යුගයේ දී වර්ෂ 1818 දී ඔක්තෝබර් මාසයේ ඉංග්‍රීසීන් විසින් තහනම් කරනු ලැබූ නමුත් එය වසර 202කට අධික කාලයක්  රහසිගතව පාරම්පරික වශයෙන් පැවත එයි.

අමාත්‍ය නාමල් රාජපක්ෂ මහතා එහි දී මෙසේ ද කීවේය.

පළමුවෙන්ම දේශිය සටන් කලාවක් වන අංගම්පොර සටන් ශාස්ත්‍රය වෙත ඉංග්‍රීසි පාලන අධිකාරිය විසින් පනවා තිබෙන තහනම ගැසට් පත්‍රයක් හරහා ඉවත් කරගැනීමට බලාපොරොත්තු වෙනවා. 

මෙම අංගම්පොර සටන් ශාස්ත්‍රය හදාරන අය තුළ අනෙක් ක්‍රීඩාවල නියැලෙන ක්‍රීඩකයන්ට එහා ගිය දරාගැනීමේ ශක්තියක් තිබෙන බව පෙනෙනවා.

අනෙකුත් ක්‍රීඩාවල නියැලෙන ක්‍රීඩකයින්ටත් මෙහි ඇති දැනුම හුවමාරු කරගෙන තම තමන්ගේ දරාගැනීමේ ශක්තිය වැඩි දියුණු කරගත හැකියි.

එමෙන්ම මෙම ක්‍රීඩාව ප්‍රගුණ කිරීමේදී භාවනා/ යෝගා වැනි ක්‍රම හරහා ක්‍රීඩකයන්ගේ කායික මානසික තත්ත්වය සකසනු ලබනවා. ඒ  මත තරුණ පිරිස යහමගට ගැනීම මෙන්ම නිරෝගි තරුණ පිරිසක් ගොඩනැගීමත් සිදුවෙනවා.

අංගම්පොර සටන් කලාව දේශීය සටන් කලාවක්. දේශීය දේවල් රැකගැනීම අපේ යුතුකමක්.

දැනට මේ ක්ෂේත්‍රයේ නියැලෙන්නේ බොහොම අතළොස්සක පිරිසක්. අංගම්පොර  සටන් ශාස්ත්‍රය හදාරන එහි ගුරුහරුකම් ලබාදෙන ශිල්පීන් සොයාගෙන මෙවැනි දේශීය සටන් ක්‍රම සහ ජන ක්‍රීඩා ජාතික මට්ටමින් පුහුණු කිරීම සඳහා පුහුණු මධ්‍යස්ථානයක් හදන්න බලාපොරොත්තු වෙනවා.

එසේම අංගම්පොර සටන් කලාවේ පවතින හරයන් පාසල් අධ්‍යාපනයට ඇතුළත් කිරීමට ඇති හැකියාව පිළිබඳව සොයාබැලිය යුතුයි.

අංගම්පොර සටන් ශාස්ත්‍රය ඇතුලුව අපේ පැරණි ජන ක්‍රීඩා හා සටන් ක්‍රම පිළිබඳ පර්යේෂණාත්මකව සොයා බලා ඒවා අනාගත පරපුර වෙනුවෙන් සුරක්ෂිතව රැකගැනීම එම ක්‍රීඩා දැනුම සංරක්ෂණය කිරීමට කෞතුකාගාරයක් ඉඳිකරනත් බලාපොරොත්තු වෙනවා.

තරුණ හා ක්‍රීඩා අමාත්‍යංශය හා ග්‍රාමීය පාසල් ක්‍රීඩා යටිතල පහසුකම් ප්‍රවර්ධන රාජ්‍ය ආමාත්‍යංශය ඒකාබද්ධව අපේ රටේ සාම්ප්‍රදායික ක්‍රීඩා ප්‍රවර්ධනය කිරීම සඳහා විශේෂ වැඩපිළිවෙලක් සකස් කරන බව අමාත්‍ය නාමල් රාජපක්ෂ මහතා පැවසීය.

ඩිජිටල් තාක්ෂණ හා ව්‍යවසාය සංවර්ධන රාජ්‍ය අමාත්‍යංශය

දොම්පේ රෝහලට අනුබද්ධව උලහිටිවල ප්‍රදේශයේ ඉදි කළ අතරමැදි කොවිඩ් ප්‍රතිකාර මධ්‍යස්ථානය ගරු අමාත්‍ය නාමල් රාජපක්ෂ මහතාගේ  සුරතින් ඊයේ  (23) දින විවෘත විය.

ඒ සඳහා යොදාගත්  ගොඩනැගිල්ල ව්‍යාපාරික  එම්.එම්.ඒ.ස්මයිල් මහතා විසින් නොමිලේ ලබා දෙන ලදි.

ඒ අනුව කොවිඩ් වසංගත තත්ත්වයට සාර්ථකව මුහුණදීම සඳහා රට පුරා ස්ථාපිත කරනු ලබන අතරමැදි කොවිඩ් ප්‍රතිකාර මධ්‍යස්ථානයක් ලෙස උලහිටිවල මධ්‍යස්ථානය අද  පටන් ක්‍රියාත්මක වනු ඇත.

අමාත්‍ය නාමල් රාජපක්ෂ මහතා එහිදී මෙසේ පැවසීය.

කෝවිඩ් ව්‍යාප්තිය පාලනය කිරීමට හැකි සියලුම පියවර අපි ආණ්ඩුවක් විධියට  ගන්නවා.

ඒ වගේම එන්නත්කරණය මේ වන විට ඉතාමත් සාර්ථකව ක්‍රියාත්මක වෙනවා.

ගම්පහ, කොළඹ, කළුතර දිස්ත්‍රික්කවලට අතිගරු ජනාධිපතිතුමාගේ උපදෙස් මත සෞඛ්‍ය අමාත්‍යාංශ නිර්දේශ පරිදි මේ සතියේ තවත් එන්නත් ප්‍රමාණයක් ලබා දෙනවා.

ඒ වගේම ඉදිරි එන්නත්කරණ වැඩසටහන වේගවත් කිරීමට වැඩකටයුතු සැළසුම්කරලා තිබෙනවා.

අපේ ඉලක්කය දකුණු ආසියාවේ රටවල් අතරින් ඉතාමත් කඩිනමින් එන්නත්කරණය කළ  රට බවට අපේ රට පත් කරවීම.

ඒ හරහා ආර්ථික කටයුතු සඳහා රට විවෘත කළ හැකි පරිසරය නිර්මාණය කරන්න අපි බලාපොරොත්තු වෙනවා.

අතරමැදි ප්‍රතිකාර මධ්‍යස්ථාන හරහා රෝගීන්ව තමන්ගේ දිස්ත්‍රික්කය තුළ රදවා ගනිමින් ප්‍රතිකාර කිරීම අපේ අරමුණ.

මෙවැනි අතරමැදි ප්‍රතිකාර මධ්‍යස්ථාන ලංකාවේ සෑම දිස්ත්‍රික්කයකම, හැකිනම් සෑම ආසනයකම විවෘත කරන්න අපි කටයුතු කරනවා.

මෙම කටයුත්ත සඳහා රජයට ශක්තියක් වෙමින්  ඉදිරියට පැමිණෙන සියලු ධානපතියන් හට මා විශේෂ ස්තුතියක් පුද කරනවා.

අද දින විවෘත කළ අතරමැදි ප්‍රතිකාර මධ්‍යස්ථානය සඳහා පෞද්ගලික පාසල් ගොඩනැගිල්ලක් ලබා දුන් ස්මයිල් මහතාට ස්තූතිවන්ත වෙනවා. එතුමා වගේ ඉදිරියට පැමිණ උපකාර කරන අයට අපි හදවතින් ස්තූතිවන්ත වෙනවා.

Sri Lanka’s bunker market is likely to ride a wave of growth as it develops its Hambantota port, among other initiatives, while also welcoming additional short-term demand due to India’s impending monsoon season, although some hurdles remain, industry sources said.

“Demand for bunker fuels is considerably good [in Sri Lanka] as compared to last month… we’ve seen bunker [volumes] rise from 1,100 mt to 1,500-2,000 mt/day,” a Colombo-based bunker trader said.

Demand at the main bunkering hub of Colombo has been increasing from around 20,000 mt in March to 26,000-27,000 mt in April to around 36,000 mt in May, a Colombo-based supplier said.

“Demand so far suggests that [June] volume should be steady from May.”

Oil price volatility, however, is a concern, the trader said.

India’s bunker fuel prices are typically lower than those at Sri Lanka as the latter buys most of its bunker fuel from Singapore and Fujairah, making the fuel costlier.

According to Platts data, the Mumbai delivered marine fuel 0.5%S bunker averaged $547/mt over June 1-23, lower than the same delivered grade in Colombo, which averaged $576.04/mt during the same period.

India’s summer monsoon, which usually starts in June and ends in September, will likely impede bunkering operations somewhat, industry sources said.

“Bunkering operations are smooth at anchorage, but OPL [outer port limits] deliveries have been suspended in Mumbai and most other western and eastern ports due to monsoon in India,” an Indian trader said.

The OPL deliveries will likely remain suspended until end-August.

“There have been no availabilities in the eastern ports of India due to which our inquiries are diverted to nearby ports,” the trader added.

A source at a refinery said that India’s Kochi port “won’t be able to handle full supply” because of limited barge operations once the monsoon sets in.

“However, in the end it’s all about prices. Prices will determine whether shipowners and operators bunker at ports in Sri Lanka or India,” he said, adding that there could be a potential 5%-6% switch to Sri Lanka during this period.

A bunker supplier in India echoed a similar sentiment. According to him, some demand may go to ports such as Trincomalee and Hambantota in Sri Lanka.

Hambantota port aspirations

Hambantota port, located on Sri Lanka’s southern coast, is within 10 nautical miles of the main Asia-Europe shipping route and is in a strategic position on China’s Maritime Silk Road.

Platts reported previously, quoting the Sri Lanka Ports Authority, that the $1.5 billion port has eight tanks capable of storing a total 51,000 cu m of marine fuel.

In the week ended June 18, Ceylon Petroleum Corporation said it had inked an agreement with the Hambantota International Port Group to develop the Hambantota port as a strategic energy center in Sri Lanka.

A separate storage terminal with associated facilities for both domestic and export purposes connected to the port via a pipeline is to be established by CPC, about 15 km away from the port, to boost its storage capacity.

HIPG awarded Sinopec Fuel Oil Sales Co. a tender in 2019 to provide marine fuel and other ancillary services to ships calling and passing through Hambantota.

“Sinopec with their vast resources guarantees the supply of VLSFO and MGO in Hambantota, enabling the port to service all vessels plying the principal sea routes in the Indian Ocean,” Tissa Wickramasinghe, COO of HIPG, said in a statement on June 14.

Transshipment of LPG and delivery for local consumption is also a part of the energy hub mix at HIPG, while Intertek Lanka (Pvt) Ltd has also established a petroleum testing laboratory within the port to provide services to the energy hub, he added.

Meanwhile, the Colombo Port City Economic Commission Bill, which was recently passed, paves the way for the creation of a special economic zone in about 269 hectares of reclaimed land in the vicinity of the Port of Colombo.

The ‘Colombo Port City Special Economic Zone’ will be an international business and services hub with specialized infrastructure and other facilities to promote economic activity, including international trade, shipping logistic operations, and other services, according to a document seen by Platts.

The move appears positive, but “it’s too early to comment on its effect on bunker sales,” another trader said.

While the development of Hambantota port is a move in the right direction for Sri Lanka to lift the country’s bunkering business, but for volumes to pick up, there is a need for a healthy amount of competition, another Colombo-based trader said.

“There is room for growth, but the price inelasticity is not helping,” a Colombo-based supplier said.

One of the Colombo-based suppliers, who had stationed a barge at Hambantota on hopes that bunker volumes will rise progressively higher there, had recently brought the vessel back to Colombo as the barge was not fully employed, market sources told Platts.

With $100 billion you could buy about 240 Boeing 747s, which would easily give you the world’s largest fleet of aircraft. Or you could buy out countries like Kenya, Ethiopia, Sri Lanka or Luxembourg, whose GDP is much lower than $100 billion. Or like Jamsetji Tata, the founder of the Tatas’ business empire, you could give that money away in philanthropy to become known to posterity as the most generous giver in the world. While Jamsetji Tata passed away in 1904, the value of his endowments has put him top of the list of philanthropists who have given away the largest sums in recent history. Here’s what it means.

How Jamshetji Tata gave away his money?

The principal investment holding company for the Tata businesses, called Tata Sons, has about two-thirds, or 66 percent, of its equity share capital held by philanthropic trusts that “support education, health, livelihood generation, and art and culture”. The biggest two of these trusts are the Sir Dorabji Tata Trust and Sir Ratan Tata Trust.

According to the 2021 EdelGive Hurun Philanthropists Of the Century report, Jamsetji “made his fortune in the 1870s after floating the Central India Spinning Weaving and Manufacturing Company and set up the JN Tata Endowment in 1892 for higher education”. It was the JN Tata Endowment that was the beginning of Tata Trusts.

The total donations made by Jamsetji Tata have been computed at $102.4 billion, making him “the world’s biggest philanthropist of the last century”.

The creators of the rankings worked out what they termed the “total philanthropic value” of donations, which was “calculated as the value of the assets today together with the sum of gifts or distributions to date”. The figures were then adjusted for inflation to arrive at the value of donations made.

Who are the other major givers?

According to the EdelGive Hurun report, the top 50 givers globally in the last century have come from just a total of five countries. The US expectedly leads the list of such individual donors with 39 names followed by five from the UK, three from China, two from India and one each from Portugal and Switzerland.

The total wealth given away by the top 50 donors is a massive $832 billion with their various foundations holding more than $500 billion of that value.

Software mogul Bill Gates and his wife Melinda Gates, who recently announced they will divorce, are second on the list of biggest givers with a total of $76.4 billion. Of this, close to $50 billion has been placed at the disposal of the Bill and Melinda Gates Foundation, globally one of the leading names behind philanthropic causes. Their cumulative donations amount to another $24.8bn.

Henry Wellcome, the American British pharmaceutical entrepreneur, has total donations amounting to $56.7 billion and is third on the list followed by US film tycoon Howard Hughes. American investor Warren Buffett, who started the Giving Pledge in 2010 with fellow billionaire Bill Gates, is the fifth on the list of last century’s greatest givers with total donations of $37.4 billion. Azim Premji, the former Wipro chairman and founder of the trust of the same name, is the second Indian on the list. He comes in at No.12 with cumulative donations of $22 billion till date. He is No.7 on the list for the largest annual donations and has signed the Giving Pledge.

What are the most popular causes backed by these givers?

Education and healthcare were the two pet causes of last century’s 50 biggest givers, followed by social welfare, arts and culture and Research and development, in that order. Education was listed as the primary cause for the Tata Trusts with at least 10 other philanthropists, too, devoting their focus in this area. Healthcare, too, had a total of 11 philanthropists who adopted it as their primary cause.

Which is the most generous country in the world?

The US is the most well-represented country on the list while New York City had the highest concentration of such philanthropists, counting 10 people among the top-50 givers. But which country is the most generous in the world in terms of how much charity is done by its common citizens? For the answer to that question, we can look at the World Giving Index compiled by the Charities Aid Foundation (CAF). According to the report for 2021, Indonesia is the most generous country in the world.

According to a survey carried out by CAF, “more than eight in 10 Indonesians donated money this year and the country’s rate of volunteering is more than three times the global average”.

India ranked No.14 on the index, the top five of which include only one developed country, Australia at No.5. Kenya, Nigeria and Myanmar, respectively, occupied positions No.2, 3 and 4.

Sri Lanka’s president Thursday pardoned 16 minority Tamils imprisoned for over a decade, as the country faces renewed United Nations pressure over detentions without charge under draconian anti-terrorism laws.

The amnesty is a first for people linked to the Tamil Tigers since Gotabaya Rajapaksa, a member of the majority Sinhalese community, came to power in 2019 on a nationalist agenda.

The men were convicted under the Prevention of Terrorism Act (PTA) that gives security forces sweeping powers to arrest and detain suspects.

A total of 78 other convicts, including a murderer closely linked to Sri Lanka’s ruling Rajapaksa family, were also released under an amnesty to mark a Buddhist holiday.

The UN rights body as well as the US ambassador to Sri Lanka, Alaina Teplitz, criticised the release of Duminda Silva, a former ruling party legislator facing a death sentence for a 2011 murder.

“Presidential pardon… is another example of selective, arbitrary granting of pardons that weakens rule of law and undermines accountability,” the UN Human Rights Council said on Twitter.

Ambassador Teplitz said the US welcomed the early release of PTA prisoners, but “the pardon of Silva, whose conviction the Supreme Court upheld in 2018, undermines rule of law.”

Silva worked for the defence ministry when current Prime Minister Mahinda Rajapaksa was president from 2005 to 2015.

The Bar Association of Sri Lanka and the main opposition party SJB also slammed his release.

– Protecting criminals –

“Today, those found guilty of the most serious crimes in our law enjoy presidential protection while the judges and police officers who brought them to justice have targets on their backs,” SJB legislator Thalatha Athukorale, a former justice minister, said.

The US has been pressing Sri Lanka to ensure accountability for war-time atrocities by both government forces and Tamil rebels during a 37-year separatist war that ended in 2009.

A prison official said the 16 Tamil prisoners freed Thursday were due to complete their sentences soon.

“The 16 Tamil detainees are among 94 prisoners who received a presidential pardon,” prison superintendent Chandana Ekanayake said.

Government officials said the release was the first phase of a plan to free all those held or charged under the PTA.

Another 78 people arrested under the law on suspicion of supporting the separatist Tamil Tigers have been in custody for decades, political sources from the Tamil community told AFP.

Lawmaker Namal Rajapaksa, the president’s nephew and son of Prime Minister Mahinda Rajapaksa, told parliament this week that some of those detained had been in jail since before he was born in 1986.

He added that his government is working to free them.

The Human Rights Council last week urged the government to either charge or release those detained under the PTA, including human rights activists who were recently arrested.

Critics warn the law is being used as a weapon targeting dissidents and minorities in the fractured country.

Sri Lanka confirms 45 new COVID deaths

The Director-General of Health Services has confirmed 45 more COVID-19 related fatalities that have occurred yesterday (June 23).

The new development has pushed the official death toll due to the virus in Sri Lanka to 2,814.

According to the data released by the Department of Government Information, the new victims confirmed today include 18 females and 27 males.

One of them is aged below 30 years, ten victims are between 30-59 years and the remaining 34 are aged 60 and above.

Daily coronavirus case count moves to 1,917

The Epidemiology Unit of the Health Ministry reports that another 689 persons have tested positive for COVID-19 in Sri Lanka, moving the daily total of new cases to 1,917.

This brings the total number of confirmed cases of coronavirus reported in the country to 248,050.

As many as 212,825 recoveries and 2,814 deaths have been confirmed in Sri Lanka since the outbreak of the pandemic.

The Epidemiology Unit’s data showed that 32,456 active cases are currently under medical care.

Why is EU Funded Foundation for Human Rights South Africa administering Yasmin Sooka’s ITJP against Sri Lanka?

We seek clarification from the EU, South Africa & the Government of Sri Lanka. In 1996, the European Union created the Foundation for Human Rights in South Africa and appointed Yasmin Sooka as its Executive Director in 2001 paid by the EU. The Foundation for Human Rights is funded by EU and its scope is South Africa. The golden question that remains unanswered is how a EU funded South African human rights project can administer another project (International Truth & Justice Project-Sri Lanka since 2014) that has nothing to do with South Africa or South Africans? Can the EU, the South African Government or the Sri Lankan Government provide the answer! 

If EU is funding human rights initiatives in South Africa via the Foundation for Human Rights who the hell allowed ITJP to be administered through the Foundation for Human Rights? What is the connection with EU funded FHR & ITJP(SL) Sri Lanka is not South Africa – Sri Lanka is not even in the African continent!

  • The post of Executive Director FHR was passed on to Hanif Vally in August 2020.
  • Is Hanif Vally also the Director of ITJPSL or is Sooka continuing as ITJPSL Director & is EU continuing to pay her?

Some South Africans should start counting!

The Sri Lanka Foreign Ministry must take this up at diplomatic levels with the EU, the South African Government and even withSigrid Rausing Trust.

EU funds come from EU Tax Payers, this money is not meant to be used for witch hunts by individuals or groups.

Values and vultures

You must be wondering: What has the first got to do with the other; I mean the two words that appear in the title. Vultures have no moral values and as such they are not qualities that you can associate, even in your wildest of dreams, with those rapacious, avian desert-dwellers.

Well, this is what happened. The other day, I saw this photograpgh on Facebook, of a vulture of the Kalahari desert. The award winning photo shows the raptor amidst a cloud of dust, while the rest of its wake were busy nibbling and snacking on the  skeleton of a camel (not in the photograph but the following narration), one more gone ‘the way of the desert’, in the end.

Now back to the question: What made me put these two words alongside each other that are otherwise incomparable beyond imagination. How could someone in his/her right mind entertain such an incomprehensible thought?

Anyway, as I kept looking at the photo, something slowly emerged from the periphery of my mind and then quickly moved to the centre. 

They were the images of ‘vultures’ in human form, waiting at every turn to pounce on the hapless and the helpless.  

For the sake of limited space, I will start from the beginning of the viral epidermic to the present, though it is in fact a long story now seventy years old. 

First it was the ‘Facemask’ that people had to buy in a hurry. When the ferocity and the danger of the virus came to be known, waking up the people from their slumbers, the panic button was hit and so was the buying-frenzy. Masks were sold without any price-controls whatsoever and the vultures were getting multifold returns. So were the sellers of other products with vulturine appetite for profits. 

Advance forward skipping many examples of ‘human vultures’ in action, following are the saddest of the story (in my opinion), so far, given in summary though: the PCR test, the quaratine, the false lab. reports in regard to PCR test (as one lady patient reported in social media websites) and then how a baby, who was found to be PCR test positive and the following bitter experience that the parents had to undergo at a private hospital (again according to social media sites), and lastly the vaccination program.

Now as far as the ‘quarantine’ procedures go, we all know how it is handled by whomever, and them only going by profit and zero-customer care. 

And I have nothing new to add to the vaccination-programmes many of which are set-up and conducted in a disorganised manner, while the intervention of another set of those human vultures was seen getting in the way of the health officials carrying out their duties.

Lastly some two hundred odd of them sitting near the ‘Oya’ seem to have no qualms whatsoever about the ‘importing of luxury vehicles’ costing millions to the country, which is short of financial resources and still fighting a health crisis of unimaginable proportions.

Dear Mr President. Please begin from the ones around you and then work all the way down to the bottom, getting rid of these vultures in human form, who do not hesitate to put their personal gains before everything else.

A sink hole is in the making and unless immediate measures are taken to stop this vulturine behaviour of some, we will all be sucked into it before long.

උලහිටිවල ප්‍රදේශයේ ඉදිකළ අතරමැදි කොවිඩ් ප්‍රතිකාර මධ්‍යස්ථානය විවෘත කරමින් අමාත්‍ය නාමල් රාජපක්ෂ මහතා මේ බව අවධාරණය කළේය.

එක්කෙනාට ඇගිලි දිගු කරමින් සිටියහොත් මේ වසර 04 තුළ දී වැඩක් කිරීමට නොහැකිවන බව පෙන්වා දුන් අමාත්‍යවරයා, දක්ෂ ක්‍රීඩකයන් බිහි කර ජාත්‍යන්තර ජයග්‍රහණ කරා යන සැළසුම් සහගත ගමනට කවුරුන් බාධා කළ ද එය ඉදිරියට රැගෙන යන බවට විශ්වාසය පළ කළේය.

ප්‍රතිපත්ති සෑදීමට වියදමක් නොයන බැවින් කලින් ආණ්ඩුවේ අයටත් උවමනාවක් සහ උනන්දුවක් තිබුණේ නම් මේ වනවිට නව ක්‍රීඩා පනත සකසා අවසන් බව අමාත්‍යවරයා කියා සිටියේය.

දීර්ඝකාලීන සැලැස්මක් එක්ක ඊළඟ අවුරුදු 04 ඇතුළත ක්‍රීඩකයෝ නිර්මාණය කරන්න මේ වන විට අපි ක්‍රීඩා සංගම් 06 කට මිලියන 100 කට වඩා මුදල් ආයෝජනය කරලා තිබෙනවා.

ඊළඟ සතියේ අපි තවත් හදුනාගත් ක්‍රීඩා සංගම් 05 ක් සඳහා මිලියන 100 කට ආසන්න මුදල් ප්‍රමාණයක් ආයෝජනය කරන්න බලාපොරොත්තු වෙනවා.

ඒ සමඟම ඔලිම්පික් ක්‍රීඩා උළෙල සදහා සහභාගී වන ක්‍රීඩකයින්ට පළමු වතාවට ව්‍යාපාරික පන්තියේ ගුවන් ටිකට්පත් ලබාදීලා,  ජාත්‍යන්තරයේ ක්‍රීඩක ක්‍රීඩිකාවන්ට සලකන ආකාරය හා සමානවම අපි අපේ ක්‍රීඩක ක්‍රීඩිකාවන්ටත් සළකනවා.

ග්‍රාමීය ක්‍රීඩා පිට්ටනි හැදෙනවා. පාසල් ක්‍රීඩා පිටි හදන්න අවශ්‍ය මුදල් ප්‍රමාණය මේ වන විටත් යවලා තිබෙනවා.

ආසන මට්ටමින් ක්‍රීඩාංගණ 162 ක් පළමු වටයේ හදන්න ඊළඟ සති කිහිපය ඇතුළත වැඩ කටයුතු ක්‍රියාත්මක වෙනවා.

කොරෝනා ව්‍යසනය පාලනය කරන්න සටන් කරන අතරතුරේදීම මේ රටේ ජනතාවගේ ක්‍රියාශීලීත්වය ඇතිකරමින් සෞඛ්‍ය සම්පන්න සමාජයක් වෙනුවෙන් අපි  ප්‍රමුඛස්ථානය දී කටයුතු කරනවා.

ක්‍රිකට් සම්බන්ධයෙන් දිගුකාලීන සැළැස්මක් ක්‍රිකට් කමිටුව විසින් හදනවා. ඒ කමිටුවේ සැළැස්ම අනුව ජයග්‍රහණ කරා ගමන් කරනවා.

ක්‍රීඩකයින්ගේ සහ රටේ ආත්ම ගෞරවය ආරක්ෂා කරගෙන ජයග්‍රහණ කරා යන්න අපේ පැත්තෙන් ගතයුතු සෑම ක්‍රියාමාර්ගයක්ම අපි ගන්නවා.

පැහැදිළිව අපි තේරුම්ගත යුතු කාරණය තමයි එක රැයකින්, දෙකකින් චැම්පියන්ස්ලා හදන්න බැහැ. ජයග්‍රාහකයෝ හදන්න බැහැ. ඒ සඳහා යම් කාලයක් ගත වෙනවා.

වසරකට ක්‍රීඩකයින් 100 ක් විදේශ පුහුණුව සදහා යැවීමට අපි බලාපොරොත්තු වෙනවා. දැනට ක්‍රීඩකයින් 60 දෙනෙක් ඒ සඳහා හඳුනාගෙන තිබෙනවා.

අපේ උසස් දක්ෂතා සංචිතයේ ක්‍රීඩකයින්ට තමන්ගේ දක්ෂතා අනුව රුපියල් ලක්ෂයේ සිට මාසික දිමනාවක් ලැබෙනවා. කඩිනමින් මෙම ක්‍රීඩකයින් කෙටි කාලීන පුහුණු කොන්ත්‍රාත්තු මත විදේශ පුහුණුව සඳහා යවන්න කටයුතු කරනවා.

අපි එක එක්කෙනාට ඇගිල්ල දික් කර කර හිටියොත් මේ අවුරුදු 04 ම  වැඩක් කරන්න බැරි වෙනවා. කවුරු බාධා කළත් ඉන්න අයත් එක්ක මේ ගමන යන්න ඕනේ.

අපි එකතුවෙලා ප්‍රතිපත්ති හැදුවාට පස්සේ ක්‍රීඩාව දියුණු වෙයි. අපි ඉවසීමෙන් ඒ කාලයට අවශ්‍ය සැළැස්ම හදලා මේ පද්ධතිය ඇතුලේ දක්ෂ ක්‍රීඩකයෝ බිහි කරලා ජාත්‍යන්තර ජයග්‍රහණ කරා යමු.

ඉතිහාසයේ පළමු වතාවට ඔලිම්පික් තරගාවලියට සම්බන්ධ වන සාධනීය මට්ටම ඉක්ම වූ ක්‍රීඩකයින්ට ඩොලර් 10,000 ක දීමනාවක් ලබාදෙමින් පවතින නීති රාමුව තුළ ක්‍රීඩකයන් වෙනුවෙන් කළ හැකි උපරිමය ඉටු කරන බවත් අමාත්‍යවරයා මෙහි දී පැවසීය.

Organic fertilisers can also be polluting, Soil Scientists say

Government has turned a deaf ear to fervent pleas from agricultural scientists and economists for a step by step approach

Organic fertilisers could be a boon as well as a bane, soil scientists say.

Colombo, June 20: The Sri Lankan government is determined to make farmers immediately switch over to organic farming citing health and environmental reasons as well as the severe foreign exchange shortage which impairs the import of chemical fertilisers. Government has turned a deaf ear to fervent pleas from agricultural scientists and economists for a step by step approach to the change-over. It has ignored the argument that an overnight change would be impossible to implement and that the change-over itself could,in fact, hurt agriculture instead of fostering it.


But there is another angle to the controversy which has not been taken into account so far, namely, the question of the suitability of organic fertilisers for the soil itself. Organic fertilisers could be a boon as well as a bane, soil scientists say. 


Peradeniya University Soil Scientist Dr.Warshi S. Dandeniya and her collaborator Serene Caucci, say in their paper: Composting in Sri Lanka: Policies, Practices, Challenges, and Emerging Concerns. (www.link.springer.com) that organic fertilisers could also pollute the soil. They point out that organic fertilisers commonly called ‘compost’ can be a carrier of potentially toxic trace elements. 


Producing good-quality compost, safe for human health and the environment, is a challenge that should be addressed at various levels: from production to policymaking. The long-term use of compost in large quantities and/or application of poor-quality compost to soil can deteriorate environmental quality and pose a threat to the safety of food,” they warn. 


The progressive accumulation of toxic trace elements such as lead and cadmium in soils has been reported in several studies where there has been a long-term application of compost produced from Municipal Solid Waste (MSW).  Contamination of food items with potentially toxic trace elements and human pathogens due to the application of compost to crops has been reported in the literature on the subject,” Dandeniya and Caucci point out. 


Poultry litter/manure is a source of antibiotic resistance determinants and, therefore, imposes a silent threat” to environmental quality and health, they say. And night soil (human faeces) could also get mixed up with organic fertiliser. Furthermore: Organic pollutants such as detergents and antibiotic resistance determinants and pathogens surviving in night soil and septic waste, and the fate of these constituents during composting, have not been studied extensively in Sri Lanka,” they say.  


The soil scientists also warn that microbial pathogens and parasites could spread in the environment through creatures like flies and dogs found at the composting sites. 


Bio-aerosols and volatile compounds could enable transmission from composting sites to other environments with the wind. Leachates coming out from compost piles during the production process, and runoff water from the composting sites, could contaminate both surface and groundwater,” Dandeniya and Caucci warn.


Demand for change-over not new 
The bid to change- over from chemical fertilisers to organic fertiliser is not new. Between 2010 and 2015, government had tried to reduce the import of synthetic fertilisers by 15%. And fertiliser imports did drop by 33% between 2015 and 2017. Compost production graduated from being a backyard activity to a commercial venture, thanks to government schemes like ‘Pilisaru’ (introduced in 2008).The ‘Api Wawamu Rata Nagamu’ (i.e. let’s grow and develop the country) programme between 2008 to 2015 promoted home gardening using the concepts of organic agriculture.


Over 100 composting stations associated with Municipal Councils were established by 2011. However, a lack of sorting waste before disposal increased the labour requirement in processing the compost and reduced the quality of the compost, Dandeniya and Caucci point out.  Bad odour from the decomposing waste made the fledgling industry socially undesirable. Therefore, despite the government’s efforts, organic farming did not catch on. The easy availability of chemical fertilisers in the market and the quick response of crops to their application were other reasons for the desired switch over not taking place.


Financial Viability
Andante Hadi Pandyaswargo, Dickella Gamaralalage and Jagath Premakumara went into the question of financial sustainability of modern composting in the developing countries of Asia in their 2014 paper published in the International Journal of Recycling of Organic Waste in Agriculture. Their study found that the viability of composting plants depended on the selection of suitable processing methods, the technology used, the scale of the operation,the quality of the product, and marketing strategies.


In the developing countries, where Municipal Solid Waste is mostly organic waste, it is not properly segregated. But compost plants are highly sensitive to input quality. They are best used to treat animal manure, kitchen and agricultural waste because of the uniformity and purity of the organic content, the authors say.


Generally the application of compost technology has not been very successful in the Asian cities because segregation of ‘waste-at-source’ is poor in these cities. The raw garbage here is full of contaminants such as heavy metals, glass, inert materials, and plant and animal pathogens. Larger scale composting plants receive a large volume of mixed waste with contaminants, the authors point out.


Therefore, the scientific use of the solid waste becomes a tedious process. Landfilling is resorted to as the easy way out. However, the landfills in the under-developed countries are poorly designed and maintained. They are a serious threat to public health. The landfills also cause global warming because organic waste is the main source of methane gas emissions.


Technological Issues
Then there are technical issues facing the compost making industry. The authors say that large-scale composting facilities with complex mechanical pre-processing to remove non-compostable materials have largely failed because there is hardly any mechanical system which can adequately identify and separate all of the materials in the mixed waste to ensure production of good-quality compost. 


Also, the initial investment is high and there are maintenance costs and technical skill requirements which are difficult to meet. 


Medium Scale Plants Sustainable 
The authors say that medium-scale (51 TPD) and lower large-scale (200 TPD) composting plants have a better opportunity to be financially sustainable because the waste input and product quality of these plants are more controllable than larger scale composting plants.Government aid in terms of financial, technical and market-oriented inputs, is a vital necessity, they say.


Lack of Market Acceptability
Another reason for the failure of compost plants is the lack of a market for the compost manufactured. Market acceptance depends on price, quality and consistency of the product.The experts also point out that there is a failure to understand the nature of the biological processes that underlie composting. 


Compost bacteria, insects, and micro organisms require certain environmental conditions to thrive. If these conditions are absent or interrupted, it badly affects the composting process and 
its quality.”

Duminda Silva gets presidential pardon

Duminda Silva, who is currently imprisoned under a death sentence, has been granted a Special Presidential Pardon, Prisons Media Spokesman informs.

President Gotabaya Rajapaksa today (June 24) granted presidential pardon to 93 prison inmates to mark the Poson Full Moon Poya day.

Media Spokesperson of Department of Prison Chandana Ekanayake said that former MP Duminda Silva was also among them.

Former parliamentarian Duminda Silva was jailed in September 2016 after the Colombo High Court found him and several others guilty in the murder of former MP Bharatha Lakshman Premachandra.

President Gotabaya Rajapaksa today (June 24) granted presidential pardon to 93 prison inmates to mark the Poson Full Moon Poya day.

Among them, 16 are former LTTE cadres, according to Media Spokesperson of Department of Prison Chandana Ekanayake.

Another 77 have been imprisoned over minor offenses.

Coronavirus death toll up by 65 fatalities

The Director General of Health Services has confirmed 65 more COVID-19 related fatalities that have occurred yesterday (June 21).

The new development has pushed the official death toll due to the virus in Sri Lanka to 2769.

According to the data released by the Department of Government Information, the new victims confirmed today include 25 females and 40 males.

Two of them is aged below 30 years, ten victims are between 30-59 years and the remaining 53 are aged 60 and above.

Daily COVID infections count climbs to 2,205

The Health Ministry says 820 more persons have tested positive for COVID-19 today (June 23) increasing the daily count of positive cases to 2,205.

All new cases reported within the day have been associated with the New Year cluster. 

This brings the tally of confirmed infections of coronavirus reported in the country so far to 246,091.

As many as 211,186 recoveries and 2,769 deaths have been confirmed in Sri Lanka since the outbreak of the pandemic last year.

According to official data, more than 32,000 active cases are currently under medical care at designated hospitals and treatment centres.

Continuous Indian Interference in Sri Lanka’s domestic affairs

As per the media reports, the Indian High Commission has quoted Indian High Commissioner Gopal Bagley as having told a bunch of local politicians led by R. Sampanthan, who recognized the LTTE as the sole representative of the Tamil speaking people and promoted its terrorism for three decades in Sri Lanka, that India remained committed to devolution within a united Sri Lanka on the basis of full implementation of the 13A, which would be in line with Tamil aspirations for equality, justice, peace & reconciliation in Sri Lanka.

While responding to the Indian High Commissioner’s statement, Sri Lanka’s Ambassador in Myanmar Prof. Nalin de Silva quite correctly pointed out the relevant Section of the Vienna Convention on Diplomatic Relations 1961 – Article 41.1 which clearly says “Without prejudice to their privileges and immunities, it is the duty of all persons enjoying such privileges and immunities to respect the laws and regulations of the receiving State. They also have a duty not to interfere in the internal affairs of that State.”

As per the Prof. de Silva’s statement, the deputy HC of the Indian High Commission too reported to have had similar meetings with former LTTE cadres to discuss the matters related to 13A which is a blunt violation of the Vienna Convention. 

The above behavior of the Indian HC is nothing new to us. We remember the days how India interfered blatantly in the internal affairs of Sri Lanka through its High Commissioner J. N. Dixit (1985-1989).

India became the first country, since independence, to interfere blatantly with the internal affairs of Sri Lanka. We also remember the reports describing how India trained Tamil terrorists and launched a terrorist war against the Sri Lankan people and how the Indian government later went all out to coerce Sri Lanka into submission. When the Sri Lankan security forces were about to destroy the same terrorists, Indian cargo planes invaded Sri Lanka’s air space undermining her sovereignty, and almost forced Sri Lanka President JR Jayewardene (JRJ) to ‘invite’ Indian Prime Minister Rajiv Gandhi to sign an agreement and to accept the accommodation of Indian military on Sri Lanka soil under the name of IPKF. JRJ had no alternative but to give in to India and to sign the document hurriedly prepared and enforced by the Tamil separatist groups including the LTTE. The JRJ-Rajiv agreement thus signed led to 13th Amendment which made both Sinhala and Tamil official languages and to establish Provincial Councils (PC) or a Federal system of government. Provincial Councils set up under Indo-Lanka agreement are, if fully implemented, State Governments with Governors representing the Central Government in all but name, Chief Ministers, Ministers with wide powers (even more than those exercised by State governments of India).

Although the Indian government undertook to disarm the terrorists group in return of implementing the constitutional amendment imposed on the Sri Lanka government, India has failed miserably to fulfill its obligation as per the agreement. On the other hand, Sri Lankan people had to bear the huge cost of war against terror abetted by India and the cost of implementing the constitution amendment, thus imposed under the failed agreement, in addition to the loss of lives since 1987.

As per media reports the government’s expenditure for maintaining PCs has gone up from of 22,128,000 LKR million in 1996 to 286,031,000 LKR million in 2017. It would be interesting to find out whether there is any benefit to the general public on spending such a large sum of funds, and how many millions of rupees have been saved from the public funds for not activating the PCs during the last two and half years.

Since it is the Sri Lankan Security forces who ultimately disarm the terrorists, the moral rights of the Indian government to ask the government of Sri Lanka to implement 13th amendment is highly questionable. Former Indian diplomat and analyst of international politics M. K. Bhadrakumar (MKB), in one of his article titled ‘Geopolitics of Sri Lankan Tamil Problem’ appeared in Newsclick.in dated 30th September 2020 (https://www.newsclick.in/Geopolitics-of-Sri-Lankan-Tamil-Problem), quite correctly identified, it is likely that India will continue to interfere with the internal affairs of Sri Lanka, not only due to the internal politics of Tamil Nadu, but to satisfy the geopolitical interests as described in the said article titled ‘Geopolitics of Sri Lankan Tamil Problem’.

Full implementation of the 13th or any other Amendments, or the complete overhaul of the entire Constitution of Sri Lanka, is a matter for the Citizens of Sri Lanka and its elected leaders. Continuous insisting of how we should solve our problem and to push Sri Lanka towards Indian solutions is simply a gross violation of our rights as a sovereign country and a clear example of how powerful states are bullying the weak and small states to achieve their own geopolitical interests.

ERASING THE EELAM VICTORY Part 20 C7

 When Sri Lanka won Eelam War IV, the west called for an international    war crimes investigation. This is a new development in warfare. The International Criminal Court in Hague (2002) was created for this purpose and serious war crimes are now referred to it.

But   the first war crime courts were the tribunals for the wars in Rwanda (1990-1994) Yugoslavia, (1991-2001) and Sierra Leone (1991-2002). Yugoslavia   had a series of wars from 1991 to 2001, and finally broke up into the   successor states of Bosnia and Herzegovina, Croatia, Kosovo, Montenegro, Macedonia, Serbia, and Slovenia. There was a long-running dispute between the Hutu and Tutsi In Rwanda. From 1990 to 1994 there was war n Rwanda and the Hutus slaughtered 500,000 to 600,000 Tutsi.

 In Sierra Leone there was a civil war. Sierra Leone Tribunal was a judicial body set up by the Government of Sierra Leone and the United Nations to investigate war crimes during its civil war. This court appears to have functioned effectively. It sentenced persons left and right. However, Sierra Leone is not mentioned in any discussion of the war crimes of the Eelam war IV.  Commentators in Sri Lanka looked at  Yugoslavia and Rwanda.

 International Criminal Tribunal for the Former Yugoslavia  (1993) and the International Criminal Tribunal for Rwanda,(1995)  were established by the UN Security Council acting under Chapter VIII of the UN Charter.

US gave much money and EU provided personnel for the    Yugoslavia and Rwanda investigations. Netherlands gave certain concessions free. USA also provided prosecutors, investigators and other experts from the Dept of Defence, FBI and  US Department of State.

The Yugoslavia and Rwanda  tribunals were heavily criticized  by legal experts. These tribunals  have perverted the  accepted laws ,they said. Many jurists were appalled by these two trials  saying that the standard of evidence in these trials differed significantly from the legal standards of most member nations of the UN.

The evidence rules in international war crimes tribunals have a lower benchmark than in the  national legal system of most countries. Life sentences can be handed down on little evidence, observed analysts.

Further, in the Rwanda and Yugoslavia trials it was decided that the normal rules of evidence need not be followed.  Witness testimony need not be corroborated to be admitted.  Thus removing the protection provided for the defendants.

Trials in both Tribunals were based entirely on oral testimonies. There is no documentation , only the accounts of witnesses. This also came in  for a barrage of criticisms by international jurists and other experts. Stephen D Roper observed that  with the passage of time,  recollection becomes blurred   making witness accounts un-reliable

Hassan B Jallow, chief prosecutor for Rwandan trial admitted that the trial was seriously handicapped by the fact that the investigators were all foreigners and had to work through interpreters. Nuances were lost in translation and this could  distort what a person said.

Jose Alvarez, Prof of Law at Columbia Law School, pointed out that when trials are conducted with the aid of interpreters, and without knowledge of the relevant culture or manners, misunderstandings at all levels are bound to occur.

 Manohara de Silva observed that almost all the international war crime tribunals  have been kangaroo courts where any    unreliable organization can make a complaint, false statements included, without having to face any consequences. Witnesses  are permitted  to give testimonies  that have not been properly verified. Witnesses are coached and taught how to tell convincing stories without contradicting one another.   

Christopher Black, a lawyer specializing in International Law who has appeared for persons brought before UN tribunals, has exposed  other  flaws in  the way these tribunals  conduct  the inquiries.

According to him these tribunals are propagandist. Stories are circulated about targeted countries, demonizing  their regimes and covering up the role of the US and its allies in their interventions. Christopher Black says that it  is now  known that the US was responsible for what happened in Rwanda and that America’s falsehoods were exposed at the trials.  

Many individuals brought before these tribunals had been falsely accused. A respected Rwandan General who had saved many Rwandan lives was arrested in 2000. Eleven years later the trial judges concluded that the arrest had been illegal and politically motivated because he had testified that the US and the UN forces had been directly involved in the violence unleashed in that country.

Black also said that these tribunals use criminal methods against those local  persons  whom  powerful countries want punished, such as first throwing them in prison without an indictment. Prisoners suddenly disappear, isolation being a method used to exert psychological pressure on them.

Tribunals pressurize the accused to use lawyers  in their pay,  or those whom they could bend to their will to do their bidding, or those in the pay of the West. Other lawyers are subject to harassment, intimidation, are followed, their hotel rooms are broken into and rumours are spread about them to discourage their appearing for the accused.

Indictments/charge sheets are often false and propagandist and often have parts blackened so that the defence lawyers cannot understand that whole charge. Documents and relevant disclosures are withheld from these lawyers.   ( Continued)

Port City on the Beira: looking a gift horse through its derriere

Wrong! It was an emerging Republic, a 700 acre wee sovereignty,

Passport and flag ready, she awaits an anthem, to enter the UN.

Defying scurrilous on-line disinformation, out of nothing came something.”

It has been done or has it? The Port City Bill has received overwhelming approval of Parliament, all amendments suggested by the Supreme Court were incorporated, so that a referendum or 2/3rds majority requirement were foreclosed. On the Speaker signing it, following due process, the Bill became law: it is within the constitution. But social media, for which truth is not a troubling issue, are carrying out a carping, personalised campaign of innuendo and insinuation against it. It would be useful to revisit the foundational bases for this law, to judge whether there is something genuine in their concerns or social media is merely flying someone else’s flag for advantage.

Natural harbours are created by nature, artificial ones by man. Both enclose the sea. Sri Lanka provided a wrinkle: a sea was drained, at a cost of US$ 15 Billion, creating a land mass on which six million square meters of built space will be erected, for commercial users. This collectivity is the Port City. The entire operation- of reclamation, building, and providing equity and debt finance- was undertaken by the Chinese: there were no Chinese loans given to Sri Lanka for this purpose, thereby leading her to debt enchainment and traps. Sri Lanka will receive half of the reclaimed land as a gift to her people. The balance, on which Chinese driven development will take place, was leased back to the Chinese for 99 years, an instance of one’s own product being back- leased. It will be managed by a corporate body headed by a very senior, experienced and highly respected Sri Lankan. This deal was riskless for Sri Lanka, for it was an asset created with no debt or funding from the Budget. Those who risk going far, would only know how far they could go! The reward of this deal came in aces. What was the catch? Punch drunk with debt blows and Sri Lanka on the fiscal ropes, Sri Lanka was not an enticing investment market. The public could not believe this deal. It was so good, it must be bad! Conspiracy theories sprouted. Social media referred to secret deals (if there were, how would they be known?). It had a whale of a time, broadcasting fake news- Galle Face Green will become a brown, they said, but a quarter mile of verdant green had already been added. The cliché, there is no free lunch, was widely bandied. Classical Latin vendors darkly quoted Aeneas, beware those who come bearing gifts.” (Timeo Danaos et dona ferentes.)

The fable of the Arab and the Camel was invoked, the Camel, given accommodation in his tent by the trusting Arab, used its vantage fulcrum point, to craftily mount a successful reverse takeover bid and later, dispossess the owner. This 700-acre transistor Republic- smaller than any municipal ward in Colombo – would be the first stop in making the country a Chinese colony, to be renamed Sino Lanka, they alleged.

There is confusion between rights of equity providers and of sovereignty governors. Lever Brothers, a British multinational, owns significant land parcels in Grandpass. They have managerial rights over company activities but these do not morph to exercising governance powers over Grandpass. Debt-equity swaps are a standard management tactic, to transfer risk from a debtor to owner, as Hambantota showed, but they are not equity-sovereignty swaps, like the Louisiana purchase of the US from France, a century and a half ago. In the Port City project there is no debt, all the equity is held by Sri Lanka. The Port City asset leased to China for 99 years is unlike Guantanamo, where the US forced Cuba to renounce sovereign rights over this parcel of Cuban territory to itself and in perpetuity too.

History repeats but, it is now claimed, with Chinese accents. 70 years ago, newly independent Sri Lanka (then Ceylon) was in dire straits as there was a severe shortage of rice. The Korean war was on and the price of rubber rose precipitously. Sri Lanka being a rubber exporting country was unable to take advantage of this bonanza because the US frowned on rubber trade with China. China countered with a win -win offer. She sold rice to Sri Lanka at a lower price than the market and purchased rubber at a higher price than what the market offered. The nay-sayers were aghast, there is a catch in this. It is the first step in the takeover of our newly independent country by China,” they growled. The government, though a West oriented one, stood firm. The US retaliated by cutting off assistance under the Battle Act. Today, sanctions would be the retaliatory measure. These alarmists need only scan a map. A Chinese air fleet would take eight hours flying time to reach Sri Lanka with a refuelling stop in-between, a navy will take three days. Napoleon was defeated by General Winter in his abortive invasion of Moscow. General Distance with stretched supply lines, would prove an invader’s nemesis with respect to Sri Lanka. A successful invasion of Sri Lanka is a fantasy of unthinkers, futile as The Charge of the Light Brigade.

The Rice-Rubber agreement has lasted 70 years with no adverse repercussions. It was renewed periodically by every government, irrespective of ideology. The same anti-China arguments offered then, were now dusted and re-presented. But the international situation has changed. A Thucycydian trap has inserted itself. What happens when an upstart power challenges a long established one? The US superiority is in hard power- land, sea (750 bases all over the world, some nuclear armed), undersea, air, cyber, nuclear and space. China’s counter was soft power, build infrastructure all over the world, a dire need if the third world were to benefit from development. The Port City furore is all about geo-politics, of a change of power relations, whether a numero uno would let itself get downgraded tamely without resistance.

The US used its superior public relations repertoire to denigrate China by instilling fear of the Chinese Dragon swallowing innocent Sri Lanka, the Arab and the Camel fable re-furbished. Social media provided the billboard.

Anything is permitted for debaters. For them,

To be or not to be, is not a question,

But a continuing answer.

The time has come to talk of many things,

Whether pigs have wings?

These debaters are eternal talkers of the ‘could’ (the possible), but not of the ‘can’ (doable) or making the doable an ‘is’ (done). Only a century ago did human beings grow wings to fly. Perhaps, eventually, pigs too may get air borne! Just seven years ago an entrepreneurial chance was offered to Sri Lanka, to get built a Port City. The central issue was how, a ‘Could’, be made to become a ‘Can’ and later, an ‘Is’. The challenge was taken. Rewards go only to the venturesome, whether in life or in love. The losers, chagrined, then take recourse to social media, with gossip, unsupported accusations of corruption, abuse- the fox and grapes- and fake news. Social media played the Game of Losers: they lost. Their opposites- past masters- played the Game of Winners: they won and handsomely too.

When new projects are proposed, professional contrarians and fundamental rights lawyers are attracted to them, like blue bottles to rotting protein or gossipy social media, to gain carrion comfort. Columbus had a trying time getting acceptance to go West, to an unknown land mass. This was the time when Flat Earth was the prevailing cosmology. The question was posed, what will happen at the end of the outward journey? When the Gal Oya scheme was proposed all the Left political parties opposed it, saying the reservoir will silt in twenty five years. If the current social media were in existence then, they would have talked of deforestation, environmental degradation, rights of those living in the this doomed habitat- the Vedddahs. If these protests were heeded, one could imagine what Amparai would be like today. With the wave of new independent countries post- 1950, the UN wanted to set up regional Economic Commissions. One was proposed for Asia and the Far East (ECAFE). The headquarter location was offered to Colombo. Sri Lanka turned it down. Bangkok grabbed the chance.

No” is the ugliest word in the vocabulary of development. It gives power to those who do not take responsibility for their decisions like the ECAFE one. It is against entrepreneurship, it conspires against innovation. The cost of projects undertaken could be measured but not the cost of projects not undertaken, caused by the fall of the kaduwa, no. No is reactionary, it congeals existing social and economic structures to an unchanging permanence which induces a violent revolution to dissolve. No Bungawewa!

Saying yes” to a postage stamp Port City has developmental benefits, a sea change of the land where the sea had been drained. The investment is very high. To be able to pay the interest on loans taken by the Chinese, instalment payments and have a modicum of return on capital, the Port City cannot depend on cultivating turmeric, green chillies, setting up garment factories or exporting domestics. It has to go very high tech with high value addition serving overseas markets. A matured Port City is not for this century but the next. As much as the determining economic activity of this century is Information Technology, the next would be Artificial Intelligence (AI)- in which robotics will have a major part to play- cryogenics, global financial innovation where economic activity is a 24 hour business cycle following the sun in its progress from East to West and East again. In none of these activities has Sri Lanka significant experience. The Sri Lankan work force entering the job market are journeymen, making their daily journeys to homes of politicians in search of permanent, pensionable government unsackable jobs. The Port City will be a training ground for high paying jobs in high tech, jobs having international demand.

There is downside too. The lubricant coursing through Port City’s different functions and parts is cold cash. The Port City will have a different culture where cash is king. There will be cultural costs where value is determined by cash not morals. Port City could become a cesspit like Havana under Batista. The governing board has to keep a laser eye peeled to prevent it.

Change is necessary for stability. Sri Lanka, instead of getting involved in Thucycydian dialectics, should clearly survey the current scenario through unprejudiced eyes. Spurning China is monumental folly. China is becoming a superpower. The Port City project is giving Sri Lanka an opportunity to prepare herself for next century’s strategic commitments. Decisions taken now will determine whether she will be an exporter of domestics, which brings her, her highest foreign exchange earnings or a Singapore, who, when she was ejected from the Malaysian Federation had to import drinking water. Today, she is the third highest exporter in the world of oil products, though she does not have a drop of oil.
