රට ජාතිය විනාශකර තම වර්ගයා පෝෂණය කරමින් සිටි රනිල් ප්‍රමුඛ එජාප නායකත්වයට ‘ඉල්ලපු දේ’ ලැබී ඇ‌ත. ජනපති ව්‍යවස්ථාව මගින් ඔහුට ලැබී ඇ‌ති ප්‍රතිපාදන වලට අනුව, ජනතා හද ගැහෙන රාවය හඳුනාගෙන, රටටම පිලිකාවක්ව වෙමින් තිබූ දැලඹු ගොට්ට (මුන්ට සමනල නාමය කිසිසේත්ම නොගැලපේ) ඉවත්කර මහින්දව අගමැති තනතුරට පත්කර ඉතාම සාමකාමි සශ්‍රීක ශ්‍රී ලංකාවක් කරා අපව ගෙන යාමට කල්පනා කලා විය යුතුය. නමුත් රටේ යහපතක් නොපතන කාලකන්නින් එයට ඉඩ දුන්නේ නැත. ජනපති ව්‍යවස්ථානුකූලව ගත් තීරණයට එරෙහිව එය සිදුවූ දින සිටම මේ දැලඹු ගොට්ට ජනපති හා සංග්‍රාමයකට එලැඹුනි. රනිල්ගේ ලවුඩ්-ස්පීකර් එලිපිටම ජනපති තීරණයට එරෙහි ප්‍රකාශ නිකුත් කරන්නට විය. එමගින් ඔහු සිය හාම්පුතුන් වන බටහිරයින්ට අප රටේ දේශපාලනයට අත පෙවීමට දොර හැර දුනි. මෙවැනි තත්වයන් හමුවේ වගකිව යුතු රාජ්‍ය නායකයෙක් ගත යුතු තීරණය අප ජනපතිතුමා ගෙන ඇ‌ත. ව්‍යවස්ථාදායකයේ ඇ‌තිවිය හැකිව තිබූ ගැටුම හා එමගින් රට තුල ව්‍යාකූලත්වයක් ඇ‌ති නොවනු පිනිස පවතින පාර්ලිමේන්තුව විසුරවා හැර නව ජනතා තීරණයකට මග විවෘතකර ඇ‌ත.

මෙම තත්වය යටතේ නැවත ජනතාවට රට හා ජාතිය දිනවීමට අවස්තාවක් උදාවීම අප සියළු දෙනාම සතුටට පත්විය යුතු කාරනයකි. අප ඒ‌ සඳහා කැපවිය යුතු වන්නේ මතු උපදින දූ දරැවන් වෙනුවෙනි. ජනතා විශ්වාසය දිනාගැනීම මෙතිදී පලමු පියවරයි. ජනතාව ඉදිරියට යාමට මහින්දට අවශ්‍ය සියළුම ශක්තීන් අපට හැකි පමනින් සම්පූර්ණකර දිය යුතුය. ජයග්‍රහණය අබියස සිටි මහින්දට පසුගිය මැතිවරණයේදි ‘දිනුවත් අගමැතිකම නොදෙන බවට’ කල ප්‍රකාශයෙන්වූ හදිය තවමත් ජනතාවගේ මතකයෙන් ඇත්වී නැත. ඒ‌ නිසා ජනතා විශ්වාසය තහවුරැකීරීම අංක එකට ඇ‌ති ප්‍රධානම කාර්ය්‍යයි. මහින්දගෙන් නැතිකල දේ නැවත ඔහුට ලබාදී ඔහුව අප්‍රමාදීව ශක්තිමත් කිරීම ජනතා විශ්වාසය ගොඩනැගීමේ ප්‍රථම පියවරයි. ශ්‍රී ලංකා නිදහස් පක්ෂයේ නායකත්වය මහින්දට නැවත ලබාදීමෙන් එම පක්ෂයට ප්‍රාණයත් ජනතාවට ප්‍රබෝධයත් ලැබී මහින්ද වටා ජනතා පෙලගැසීමකටද ඉවල්වනු නොඅනුමානය. ලබන මැතිවරණය ජයග්‍රහනය කරවීමට නම් මෙය අදම කල යුතු කාරියකි.

එ මෙන්ම අපට පැවරී ඇ‌ති වගකීමවන්නේ බටහිර ඩොලර්වලට ගිජුවී රට ජාතිය වැනසීමට කැසකවන එජාප නායකත්වය ප්‍රමුඛ සිවළුන් කෙසේ හෝ පලවා හැරීම ප්‍රධානතම රාජකාරිය ලෙස සලකා අද සිටම සූදානම් වීමයි.

අද හෙටම සයිබර් අවකාශය එජාප තරැණ බලකාය අරක්ගනු ඇ‌ත. බටහිර ඩොලර්වලිනුත් මතබැංකු මංකොල්ලයේ මුදල් වලිනුත් විශේෂයෙන්ම ඡංදහිමි තරැණ සිත් සතන් දූෂණය ඇ‌රඹේ. මේ මොවුන්ගේ අවජාතක මානසිකත්වයයි. රට ජාතියට හෙන ගැසුවත් කම්නැත. මොවුන්ගේ පරම සතුට ප්‍රවුඩ සංස්කෘතියක් ලෙස අපට හිමි තැන නැතිකර බටහිරයන් ඉදිරියේ ලක්මෑණියන් දනගැස්සවීමයි. මෙවර එයට කිසිසේත් ඉඩ නොතබමු. එම ක්‍රියාවලියේ ප්‍රථම පියවර මහින්දට ශ්‍රීලනිපයේ නායකත්වය අදම පිරිනැමීමයි.

Now, the general public as well as the political parties can exercise their democratic” rights.

MPs are merely the representatives of the public.

Its better to ask the opinion of the principal (People)” rather than the agent (MPs)”. A General election provides the best opportunity for that.

  • 19th amendment is an inconsistent /ill thought change/s made to the constitution
  • Somehow, it has become the law and thus be honored is a skin-deep argument with a limited scope. Their thinking resembles that of
  • Shylock of Shakespeare’s Merchant of Venice who insisted on abiding by an unfair agreement mistakenly signed by Antonio
  • Devadatta’s” insistence that all monks must follow his strict rules
  • Also, it reminds us of ‘Nari-Bena’ who insisted on upholding to the perceived promise made by the girl’s mother

Due to the practical difficulties of running a direct democracy, world has chosen representative democracy where elected officials represent public in the process of policy making.

An inherent flaw of the system is that the voters are compelled to make the difficult judgement that their chosen candidate/party will remain loyal to the line of thinking existed at the time of election.

During the elected term,

  • The voters form their own opinion based on the changing conditions such as living expenses, government performance, policies on key elements of the society/county to name a few
  • Expectation is that their representatives would change their course accordingly and represent the ever-dynamic expectations of their respective constituencies
  • However, there is no proper system to evaluate the performance of elected officials during their term of 4-5 years
    • Presidential approval rating is an unofficial way of measuring the President’s alignment with his voters/general public in the United States

Having frequent elections is one of the best solutions to evaluate performance and to correct the cause.

If the government approval rate has dropped below 35 % and the government is moving forward on a destructive trajectory, there are no adequate provisions in the constitution for cause correction. The only available solution is to dissolve the parliament and declare a general election which would enable public to correct the cause of the government in line with their thinking, through electing a new set of parliamentarians.

 

Dissolution of Parliament by the President

The President had done the best thing for the country by dissolving Parliament and going for the country. Arrogant Ranil, who scraped through in 2015 by getting a slight majority wrecked the country for 3 and a half years. With his western touch up and with his circle of colleagues from the upper class of Colombo he has no sense of national mind or love for the country. So no wonder, he and President Sirisena who comes from a typical country background are poles apart. A good example of Ranil’s irresponsibility is the Central Bank Bond scam by his friend Arjuna Mahendran. He made decisions as an autocrat. He completely ignored the fact that the President is elected by the country where as he is elected by an electorate and appointed as PM by the President.

Ranil and his UNP acolytes must have got a shock of their life with the dissolution of Parliament, as they know that they are not prepared to face the people after what they had done during the last three and a half  years. At the interview with the Hindu Correspondent, he had said that he is willing to go back and work with the President.  This is because having lost nearly 24 elections he knows that he can never win an election. With his defeat at the coming elections he will be ousted as leader of the UNP and will be in the ‘cold storage’.

Since he got the sack as PM he had been going after Foreign Envoys and pleading them to come to his rescue. As the President claimed he had used another trump card and I am sure the whole country backs him except the UNP torch bearers. The Foreign Envoys, NGO’s etc who were advising Ranil and Speaker Karu Jayasuriya must now be in a dilemma. The President had very cleverly tackled the critical state of the country giving a shock to Ranil and his henchmen. Ranil’s backers were saying that the appointment of Mahinda Rajapaksa as PM was ‘unconstitutional’. Will the so called legal experts say that the dissolution of Parliament as well is ‘unconstitutional’ ? Will Ranil hang around Temple Trees even after Parliament is dissolved? He may, but after January 5th he may have to pack up and go !

(ලවුඩ්)ස්පීකර් සංදර්ශණ නොහොත්  අනවශ්‍ය බහුතරයකට උඩගෙඩිදීම (Quest for unnecessary majority)

බහුතරයක් නොපෙන්නුවහොත් ජල්තරයක් දමන බව ගරැතර “ලවුඩ්-ස්පීකර්” තුමා පවසයි. අප රටේ ව්‍යවස්ථාව තුල බහුතරයක් පෙන්වීමේ අවශ්‍යතාවයක් හෝ අද ඒ‌ සදහා අනුමත න්‍යයාය පත්‍රයක් හෝ නැත. රටේ හා ජනතාවගේ සුභසිද්ධිය හා උන්නතිය පිනිස ජනපතිතුමා ‘තමාට හැගෙන පරිදි’ සුදුස්සෙකු අගමැති ලෙස පත්කරීම ජනතාව එතුමාට ව්‍යවස්ථාවෙන් පවරන ලද රාජකාරියයි. එම පත්වීම කල දින සිට රට කරවීම පත්කල අගමැතිට අයත් රාජකාරියයි. පත්කල නව අගමැතිට බහුතරය නොමැතිනම් ව්‍යවස්ථාදායකය තුල නව පනත් සම්මතය දුෂ්කර විය හැකිය. නමුත් රටපාලනය කරවීමට එය අදාල නොවේ. පවතින නීතිමය රාමුවතුල රට කරවීමට එය බාදාවක්ද නොවේ. මෙසේ දිගින් දිගටම නව පනත් සම්මත නොවන පරිසරයක්තුල ඔනෑම මහජන නියෝජිතයෙකුට අගමැතිට විරැදධව විශ්වාසභංගයක් ගෙන ඒ‌මට ප්‍රතිපාදන අප ව්‍යවස්ථාව තුල ඇ‌ත. එම විශ්වාසභංගය ජයගෙන අගමැති පරාජය කලහොත් පාර්ලිමේන්තුවේ වයස අවුරැදු 4 1/2 කට නොවැඩිනම් වෙනත් අයෙකු එම තනතුරට පත්කර රට කරවීමට ජනපතිට ව්‍යවස්ථාවෙන් වරම් ලැබේ. අවශ්‍යතාවය අනුව මෙය චක්‍රයක් මෙන් දිගටම සිදුවිය හැකි සරල ක්‍රියාවලියකි.

තවද පාර්ලිමේන්තුවේ වයස අවුරැදු 4 1/2 කට වැඩිනම් විශ්වාසභංගයකින් එවකට සිටිනා අගමැති පරාජය වුවහොත් වෙනත් අයකු එම තනතුරට පත්කිරීමට අමතරව පාර්ලිමේන්තුව විසුරවා හැර මැතිවරණයකට යාමට අවස්තාවද ජනපතිට ව්‍යවස්ථානුකූලව හිමිවේ.

තවද නව අගමැති යටතේ පාර්ලිමේන්තුව රැස්වන මුල්දිනයේම හෝ පසුව හෝ බහුතරයක් පෙන්විය යුතු බවක් හෝ අවශ්‍යතාවයක් හෝ ව්‍යවස්ථාව තුල අඩංගු නොවේ. මන්ද අගමැතිතුමා ව්‍යවස්ථානුකූලව ජනපති විසින් පත්කල අයකු බැවිනි. රනිල්ගේ ලවුඩ්-ස්පීකර්ට මෙන් බහුතරය බලාගැනීමට අවශ්‍යනම් පමනක් (පොඩි එකාගෙ සොමියට මෙන්) පාර්ලිමේන්තුව නැවත රැස්වු දිනක (මුල් දිනයේම විය යුතු නැත) යෝජනා සම්මතවී අයිතමයක්සේ න්‍යයාය පත්‍රයට ඇ‌තුළුවී විවාදයකට දින සම්මත කරගත යුතු තවත් එක් කටයුත්තක් පමනි. විවාදයකින් පසු ඡංද විමසීමකින් බහුතරය සොයාගත හැකිය. බහුතරය නැතත් ඉහත කී පරිදි ජනපති පත්කල අගමැති වරයෙක් (ජනපතිගේ අකමැත්තෙන්) ඉවත්කල හැකි නොවේ. ඒ‌ නිසා එම කර්තව්‍ය නිෂ්ඵල එකකි.

කොටින්ම පවසත හොත් අගමැතිවරයෙක් පත්කිරීමට හෝ නෙරපීමට ව්‍යවස්ථානුකූලව හැක්කේ ජනපතිට පමනි.

තනතුරෙන් පහකල රනිල් ශ්‍රේෂ්ඨාධිකරණයට නොයන රහසත් ගියත් පලක් නොවන හේතුවත් මෙයයි.

ශයිලොක්ගේ මස් රාත්තල මෙන් බහුතරයක්ම ඉල්ලන අයගේ (‘රනිල්ගේ ලවුඩ්-ස්පීකර්’ද ඇ‌තුළුව) නොදැනුම දුරැකරනු පිනිස මෙය මෙසේ ලියා දක්වා දන්වන බව කරැනාවෙන් සලකත්වා.

රටේ ජනතාවගේ හඞට සවන්දුන් හා ජනතා අවශ්‍යතාවය දැනුන ජනපති කෙනෙකු කලයුකු දෙය අද අපේ ජනපති විසින් සිදුකර ඇ‌ත. ඒ‌ ගැන කිසිවෙක් සැක පහලකල යුතු නැත. සියල්ල ජන හද ගැහෙන රාවයට අනුව සිදුවී ඇ‌ත.

රටේ රීරි මාංෂය බුදිමින් එහි දුවන රැධිරය උරා බීබී තම වර්ගයා පෝශණයකල එජාප නායකත්වය රට නිරැද්ධකර මරාදමා ලක්මෑණියන්ගේ ඇ‌ටකටුද කුඩුකර මිහිපිට අපායකට හැරවීමට ගත් උත්සාහය ජනපතිතුමා පමාවී හෝ අවබෝධකරගෙන ගත් මේ උදාර පියවර මව්බිමට ආ‌දරයක් දක්වන, දයාවක් පතන ඹබ සියළු දෙනාම අගය කල යුතු ක්‍රියාවක් වනවා මෙන්ම එය ආ‌පසු හැරවීමට කිසිසේත්ම ඉඩ නොතැබිය යුතුවන්නේය.

ලවුඩ්-ස්පීකර් නැති ව්‍යවස්ථා වියවුලක් ඇ‌තිකිරීමට මාන බලයි. විදෙස් බලවතුන් හමුවේ ඔබත් මමත් දිවි දෙවනි කොට රකින මව්බිම දැනටමත් අපකීර්තියට ලක්කර හමාරය. මේ තත්වයන් හමුවේ නැවත අප මව්බිමේ ප්‍රතිරෑපය ගොඩනගාගෙන ප්‍රවුඩ ජාතියක් ලෙස ලොව බලවතුන් සමග එකට සිට ගැනීමට නම් දැනට එජාප නායකයින් ප්‍රමුඛ ලවුඩ්-ස්පීකරයා ඇ‌තුඑ පරාජිතයින් ගෙනයන මේ වසල ක්‍රියාවලියට අදම තිත තැබිය යුතුය. ඒ‌ සදහා නව අගමැති මහින්ද මැතිඳුන් සමග පෙල ගැහෙමු. රට හා ජාතිය බටහිර ගැත්තන්ගේ නොව පරම්පරාවෙන්ම උරැම අපටම බව පෙන්නමු. රට රැකීමට පෙල ගැසෙමු.

SRI LANKA NEEDS TO CANCEL THE 19TH AMENDMENT TO THE CONSTITUTION AND INCLUDE AN ANTI DISCRIMINATION CLAUSE

Current political crisis in Sri Lanka clearly indicates that 19th amendment to the constitution has led to a political crisis and it is baffled to take decisions. After the approval of the amendment, many issues emerged in relation to all segments of the state. According to the constitutional provisions, it is quite difficult to amend the various clauses of the constitution as it needs two third majority of the members of the parliament or an approval from a referendum. The writers of the 19th amendment is silent when problem arose.  It also seems that there are no people to take responsibility to the amendment.

In this situation, it is obvious from the current crisis that political parties need to take fresh mandate from the public at the next election to thoroughly review the constitution and to introduce a new constitution with other promises.  Under the yahapalana Regime of 2015 promised to introduce new constitution, it has not happened. The effort was a waste of government resources.  Political parties must educate public that with this confused amendment the country cannot be governed and cannot achieve the wishes of people.

The other important thing is that there should be a wider debate over the contents of the constitution with the participation of the public because the contents of the constitution impact on different people of the society.  The implied meaning of the clauses need be explained clearly.  In this way it would be a strategy to reduce possible mistakes and constitutional crisis in the future.

The recent statement of Mr Muralitharan also vital to concentrate as more than 75% of population of Sri Lanka are Sinhala Buddhists and any contents of the constitution must not go against the rights of Sinhala Buddhists while safeguarding the rights of Non-Buddhists and secular people.  People of Sri Lanka needs understanding that religious people cannot discriminate secular people and secular people also cannot discriminate religious people.  The same principle must be applied to sexuality too. The reality in Sri Lanka is that people in one sexuality attempts to discriminate people in other sexuality and the behaviour of religious and secular people also seems to be similar.  The best option is to include an ani-discrimination clause using the right wording.

People are subject to do mistakes.  There are many problems in the world in relation to misconduct of sexual behaviour and many kids are suffered by these types of misbehaviour.  In the same way it is needed to understand that without a sexual behaviour, human living of this world might be ceased to exist. Therefore, sexual behaviour, religions, people are important to existence of the country.  The constitution needs to recognized that people have rights as well as responsibilities.

Too much concentration on this type of issues in Sri Lanka reflects the stupidity of many people. On the other hand, many young people seem to be using religious, secular or sexual behaviour as a life style.  The behaviour of a person is a dynamic factor that is influenced by the environment, which has a good cultural design, which means that the society of the country has rules and regulations to control the human behaviour.

Dawn of a new era

With the appointment of Mahinda Rajapaksa as the Prime Minister and the Finance Minister, a new era has dawned on Sri Lanka’s political landscape. A nation oppressed with the heavy burden of taxation in various forms, large scale virtual sale of national assets on the basis of 99 year leases without any long-term substantial benefits to the nation, wasteful expenditure and an administration beset with mismanagement, was awaiting relief eagerly. As Prime Minister Mahinda Rajapaksa addressing the Finance Ministry officials on assuming the role of Finance Minster quoting an ancient saying stated Taxes should be levied on the people as a bee extracts nectar without crushing the flower.” As that great ancient philosopher Kautilya stated and quoted at the outset, ‘a ruler’s happiness is in the happiness and welfare of the people’. Kautilya further stated: ‘The king shall be ever active in management of the economy. Root of wealth is economic activity and lack of it brings material distress. In the absence of fruitful economic activity, both current prosperity and future growth will be destroyed. A king can achieve the desired objective and abundance of riches by undertaking productive economic activity.’ People all over our motherland are celebrating the political change with heartfelt relief with the advent of the new administration under the well experienced and time tested leader Mahinda Rakapaksa, who now faces the challenge of extracting the nation from the economic crisis it is currently facing.

Several remedial measures such as reducing the price of fuel and many essential consumer goods have already been taken to grant relief to the consumers.

The Prorogation of Parliament is at the sole discretion of the President for which power has been granted to the President by Article 70 of the Constitution  as time is required to prepare the Vote on Account of the new Government. It is unfortunate that foreign intervention has been sought to resolve the conflict of opinion as to the removal of the former Prime Minister. It must be noted that Sri Lanka is an independent sovereign country no more under colonial rule. The Supreme Court of Sri Lanka is the proper forum to resolve such conflicts of opinion as the Supreme Court is the sole authority empowered by the Constitution to determine the interpretation of legality of the Constitutional provisions relating to any such conflicts. Arbitrary statements made by politicians about the legitimacy of the removal of the former Prime Minister and the appointment of the new Prime Minister are not acceptable under the law.

Regarding foreign intervention it is most unfortunate that the US-led resolution co-signed by the Sirisena-Wickremesinghe Government appears to encourage such unilateral intervention. The new Prime Minster has stated that steps would be taken to neutralize this resolution as Sri Lanka’s sovereignty-its supremacy in domestic policy and its independence in foreign policy are jeopardized under the said resolution.

As Tamara Kunanayakam a former Ambassador/Permanent Representative of Sri Lanka to the UN at Geneva very correctly points out ‘Sri Lanka is fast losing its economic sovereignty. People and nation have become dispensable commodities; their labour, wealth, natural resources, economic activities are on auction with foreign bidders determining their worth.’

It is relevant to note that addressing the 73rd Session of the United Nations General Assembly in New York, President Maithripala Sirisena called on the international community to allow Sri Lankan people to solve their problems on their own,” and said, as an independent country we do not want any foreign power to exert influence on us.” He also said Sri Lanka is taking action to consolidate peace and forge ahead to develop the economy, and such a nation deserves the support and understanding of the international community, and said I urge the international community to allow Sri Lankan people to solve their problems on their own.” It is obvious that the President was acting in taking steps to achieve the said objective when he removed the former Prime Minister and appointed the new Prime Minister in his place, which was done in the national interest as stated by the President.

In conclusion, civil society leaders including the clergy as well as the great majority of Sri Lankans have welcomed the recent appointment of the new Prime Minister and Sri Lankans have already commenced to enjoy the several relief measures proposed by the new Prime Minister Mahinda Rajapaksa. Sri Lanka now looks forward to a new era of happiness, peace and tranquillity.

YAHAPALANA VERSUS MAHA SANGHA Part 2

The sangha had strong comments to make about the Yahapalana government in general and its attitude to Buddhism in particular. The Mahanayakes of all three nikayas went on television jointly, to say that the Buddhist population was facing problems and it was necessary to find solutions for these. (Derana news 4.11.17)

Ven. Elle Gunawansa said before television cameras, ‘ After 1948, there had never been a period when the sangha were attacked like now, when the Buddhists were insulted and ridiculed like now, when the Sinhalese were attacked like now. This is a conspiracy.’ He then added, ‘We know all about honda bauddhayo .We know where they come from.’  (Derana news 11.3.2018)

In the same interview, Ven. Gunawansa said he had told the President to tell his ministers to keep quiet. One lot are criticizing the sangha, another lot are criticizing Buddhists. They say that Buddhists should apologize to the Muslims, why should they? The Muslims were fooled by the politicians not us. Ven Gunawansa also advised the army not to interfere with Buddhist matters.  (Derana news 11.3.2018)

The sangha were contemptuous of the President too. At a function of the Amarapura nikaya, Ven Assaji, head of the Amarapura nikaya stated that President has said that this is a Buddhist country. Kiyavunada, kee vadda danne ne” he commented. ‘Some do not like to hear this.’ If we do not come forward to protect Buddhism and Buddhists, then who will, Ven Assaji asked. The calculated animosity towards Buddhism was silently illustrated when television cameras featured the pindapatha conducted by the sangha in Kelaniya to provide money for the ‘sil redi’ case. The television camera showed a cripple and a little child dropping the coins in to the begging bowl.  Then they showed ‘hot dogs’ containing sausages entering the bowl. (Derana news 19.9.17)

Venerable Anamaduwe Dhammadassi Anunayake Thera of Asgiriya Chapter said that the Buddhist religious and archaeological projects in the North and East had run into resistance.  Problems had arisen in respect of the conservation of ancient and historic places of worship and putting up monasteries for the Sangha in the North and the East. His temple had received complaints from the people in those provinces.

The Inter-University Bhikkhu Federation held a demonstration saying that the regulations for Buddhist education were being revised. The Maha sangha led by Walawahengunawewe Dammaratana chief incumbent of Mihintale  Raja Maha Vihara, protested at government tax of Rs 3.2 million on Buddha statues brought by a Chinese delegation at his request to be distributed among poor  temples in the remote areas.

The Maha sangha were appalled to find that there was a movement to mislead Buddhists by distorting Buddhism. This  was connected to Yahapalana rule. There is a planned movement to mislead Buddhists by distorting Buddhism, said the Maha Sangha. Certain Buddhist monks and laymen were distorting Buddha’s teachings when preaching.  They were distorting the Dhamma very subtly by giving various interpretations.  They were propagating distorted versions of the ‘Tripitaka’ and the Dhamma. They said Gautama Buddha was born in Sri Lanka. They were using certain viharas for the campaign.

The monks engaged in this activity were known by name. Four monks who were acting against the Dhamma and Vinaya by distorting Buddhist teachings were summoned to the Malwatte Maha Vihara. Karaka Sangha Sabha of both Chapters warned them not to indulge in such activities in the future. If they continued, they would be expelled from the Sasana.  They were also asked to remove their sermons posted on social media, forthwith

The Karaka Maha Sangha Sabha of the Malwatte and Asgiriya chapters met to formulate a plan of action to prevent   bhikkhus from distorting Buddha’s teachings and behaving in a manner detrimental to Buddhism. . Among the participants at the meeting were Venerable Medagama Dhammananda  (Secretary General Asgiriya Chapter), Chancellor Kelaniya University Dr. Welamitiyawe Kusala Dhamma, Ven. Dr. Godagama Mangala , Ven. Urulewatte Dhammarakkitha Nayaka Thera and Ven. Anamaduwe Sri Dhammadassi .

After a lengthy discussion , and with the consent of the Pirivenadhpathis of the Vidyalankara and Vidyodaya Pirivenas, the Mahanayakes of Malvatu and Asgiriya   addressed a joint memorandum to the President of Sri Lanka, urging him to take stern action against the laymen and bhikkhus who were trying to bring the Buddha Sasana into disrepute. Various forces are in operation in the country to create division within the Buddhist community with an ulterior motive of destabilizing the nation, they said.

The Mahanayakes of the Malwatte and Asgiriya Chapters called for government intervention to defeat the nefarious forces trying to destabilize the country by creating disputes among the Buddhist community reported Daily News.  The Mahanayakes also said that the government should declare the Buddha Jayanthi Thripitaka Granthaya prepared by the Tripitaka Grantha Sampadaka Mandalaya as Sacred State property and legal provision should be brought to protect them.

Malwatte and Asgiriya Maha Nayakes also planned to organize a campaign to counter this attempt to mislead the Buddhists. A final document in this regard will be prepared and following approval by the Mahanayake Theras of both chapters, it will be presented to the Buddhasasna Ministry to implement it.

The sangha was strongly opposed to   Constitution reform.  Ven. Medagoda Abhayatissa said that not only the campaign against Buddhism but also the proposed 20th Amendment should be defeated. The 20th Amendment was a grave danger to the country, he said. Ven. Dhammadassi said that the JVP had presented the 20th Amendment with an ulterior motive.

Ven. Bellanwila Wimalaratana, addressing a press conference, in October 2017, said the Maha Sangha was firmly of the view that ‘the need of the hour’ was not a new constitution. The planned new Constitution would not only jeopardize peaceful co-existence of the citizens of Sri Lanka but also help promote separatism. The term federal was not used directly, but it had been subtly introduced by use of words that had different meanings in the different languages. In Sinhala version the word “Ekiya” (unitary) is used but the English version had the term, ‘United’.

Similarly, the special  position accorded to Buddhism had been diluted by the introduction of alternative amendments to Article 9 of the Constitution. “We stress that  amendments to the constitution at this point should be restricted to the electoral system,” Ven. Wimalaratana said.

The sangha noted that  this  so called Constitution reform was directed at diluting the powers of Parliament, taking away the powers vested in the President to monitor the Provincial Councils through the Governors appointed him, establishing a Constitutional Court that will usurp the existing powers of the Supreme Court to make rulings on constitutionality of legislation pertaining to key areas such as land matters, recognizing the Northern and Eastern Provinces, abolishing the Concurrent List in the 13th Amendment so as to eliminate the powers of government to intervene in any provincial issues with national implications and doing away with the prevailing provisions for the Government or the parliament to formulate national policies in any subject area.

“We do not think the government will be able to get a two-thirds majority in Parliament to bring in a new constitution or to amend the existing one. Even if it is passed by Parliament it will have to be placed before people at a referendum. Then we will bring out all members of Maha Sangha to the streets to defeat it, the sangha said.

Ven. Bellanwila Dhammaratana, Ven. Bengamuwe Nalaka and Ven. Hemaloka representing ‘Mawbima surakeema Jathika Vyaparaya’, spoke to the media In December 2017.  They said Sri Lanka was pandering to foreign forces and foreign countries. Yahapalana had made promises to these before the elections, to bring in a new constitution and put into it what the foreign countries wanted. Delimitation for elections was also done to suit the separatists. Faizer Mustapha went to Paris and met the LTTE leader Balachandran Nagalingam there .We have the photos, these bhikkus said.

Jathika Niyojitha Maha Sangha Samuluva  had a televised media conference in May 2018.They spoke out against 20th amendment, saying that it was a device to create a federal state. ‘It is to remove the few obstacles in the 13th amendment.’ It is the Maha sangha who had protected the country till now, they added.  Ven Medagoda Abhayatissa heavily criticized the JVP who had brought in the amendment. The JVP’s real position had now emerged. Ven Medagama Dhammananda also criticized the JVP.  Ven, Bellanwila Dharmaratana openly attacked Ranil Wickremasinghe by name, saying he had promised ten things to the TNA.

Ven. Vendaruwe Upali said it is India, America, UNHRC and the NGOs that are influencing Sri Lanka today. This is a very ‘avadanam’ time. Ven Induragare Dhammaratana said the National Freedom Front had distributed 10,000 pamphlets to the public at Fort railway station. Tri nikaya Maha Sangaratana has issued a 16 point statement against the amendments as well. Ven Medagoda Abhayatissa said at an Eliya media conference that they would not allow the government to proceed with the TNA ten point proposal. ‘If Ranil tries this we will stop him.’

The Mahanayakes of US, Singapore, Australia and India addressed a press conference at Abhayarama vihara in Narahenpita in August 2018.  Mahanayake of UK  Walpola Piyananda,  said the Buddhists abroad are worried.  There are many NGOs working overtime to destabilize the country.  This unfortunate situation would not have risen   had there been a stronger President and stronger government in power. Why were some of the UNP candidates using a poster with an Eelam map,   Vijayakala Maheswaran and other UNP candidates were using the UNP elephant. the UNP must reveal its stand.

Ven. Bengamuwe Nalaka, speaking on  behalf of  the Federation of National Organizations (FNO),  faulted former President Mahinda Rajapaksa for the current turmoil in the country. Elements waiting for an opportunity to cause mayhem exploited President Rajapaksa’s unwise decision to call presidential polls two years ahead of schedule. The change of government in January 2015 paved the way for anti-national elements to ruin the country. President Rajapaksa’s decision had caused irreparable damage.

Ven Nalaka dismissed President Sirisena’s often repeated claim that he saved the country from international intervention.  If the Sirisena-Wickremesinghe duo was allowed to remain in power for the remaining two years, the country would be ruined. He referred to the rapidly deteriorating situation and the failure on the part of the government to address grievances of the public. Ven. Nalaka alleged that the US was brazenly manipulating the incumbent government and exploring ways and means to use the country as a base against China.

At another media conference, Ven. Medagama Dhammananda     said they had no faith in those appointed to the Committee on Disappeared either. The government should take measures and implement projects to develop the country but that should not be done by selling the national assets to the foreigners, Chairman of the Trincomalee Sashanarakshaka Bala Mandala, Ven Nugegoda Chandrajothi Thera said.

Malvatu and Asgiriya viharas had a very  special delegation  visiting it in March   2018. The European Ambassador, Swiss Ambassador and  Romanian Ambassador visited Asgiriya and Malwatte  to learn the stance  of the Mahanayakes on the Muslim riots  in Kandy. Usually when visitors come to see the Mahanayake, he meets them alone,  looking utterly bored sometimes. This time it was different. The ambassadors faced a team of   bhikkus,  ready and waiting. The bhikkus had much to say to the Ambassadors.

The Mahanayakes said that the Digana event was a political one, not an ethnic one. It was not correct to highlight the recent unrest at several places in Kandy as racial conflicts since the Sinhalese, Tamils and Muslims in Sri Lanka have always lived in harmony.  There are a minimal number of extremists in any religion in any country, the ambassadors were told. Sri Lanka is no exception. The Buddhist monks had given protection to the Muslims in temples.  This would not have happened had it been a religion based conflict.

The bhikkus  rejected the allegation by these European Union representatives that the Sinhalese Buddhists had assaulted Muslims. The Bikkhus emphatically stated that it was not right to highlight a single incident as  an attack by the Sinhalese on the Muslims. There is a small group within the Muslim community that  is attempting to build up a separate identity and they make various  offensive statements about the Buddha and the Buddhist monks. The Bhikkus also pointed out that most of the mosques and the business areas have been constructed in the lands of the Asgiriya and Malwatu temples.

Yahapalana had planned to bring in a Sanghadhikarana bill to control the sangha. In August 2018, Ven. Prof. Medagoda Abhayatissa, Principal of Pepiliyana Sunethradevi Maha Pirivena, met the Mahanayakes of Malwatte and Asgiriya and leading members of the Karaka Maha Sangha Sabhas, to alert them to the dangers of the proposed Sanghadhikarana Bill the government was  ‘planning to rush through Parliament’. The Bill was intended to control the activities of the Sangha and bring the sangha  under laymen. The proposed bill would also create a division among the Maha Sangha as well. He urged Maha Sangha to oppose the proposed legislation.

Several members of the Karaka Sangha Sabha of Asgiriya including Ven. Dr. Godagama Mangala  and Secretary General of Asgiriya Venerable Dr. Madagama Dhammananda  also expressed their views. They pointed out that in the decades since Independence, the differences between the various Nikayas had progressively diminished to the point where to outsiders such differences would almost be imperceptible.

While the Siam Nikaya was engaged in  discussion, the Rammana nikaya walked in procession to President to ask that they be given  legal powers to maintain standards in the sangha. They must have statutory powers  for the decisions they take. ‘Our matters must be decided by us ‘ they said. ‘

The media seem to have seen this Bill and liked some of it. Chandraprema observed in June 2018,  that one version of a proposed amendment to the Buddhist Temporalities Ordinance had a Section numbered as 43(4)(a) which specified that if a person whose name has been struck off the register of bhikkus, continues to be in robes, the Commissioner General of Buddhist Affairs can bring it to the notice of the Magistrate’s court of the area and after due inquiries, the Magistrate has the power to order that individual to appear before him in the clothes of a layman. Such a system of giving practical effect to the disrobing of an expelled monk would have solved a major problem faced by the Buddhist dispensation in this country.

Senior monks have told   Chandraprema that there are several instances where monks who had been expelled by their Nikayas and whose names have been struck off the register of bhikkus,  have continued to wear robes. There is no  legal mechanism to expel and disrobe monks who behave in a manner unbecoming of a monk. Even if a bhikkhu had been expelled by his Nikaya and his name struck off the register of bhikkus maintained by the Commissioner of Buddhist Affairs, there was still no legal mechanism by which he could be disrobed, they said.

Bhikkus continued to be arrested as Yahapalana government went merrily on. Colombo Fort Magistrate issued an order in September 2018 for the arrest of Ven. Bengamuwe Nalaka, Ven. Magalkande Sudatta, Ven. Madille Pannaloka  and  Ven. Ittakande Saddhatissa  for unlawful assembly and  allegedly causing damage to police vehicles during a protest organized by the Disabled Soldiers Association on November 7, 2016. They were released on Rs.150, 000 surety bail each. The Fort Magistrate also ordered that the warrant issued on Ven. Athulugalle Siri Jinananda be reissued. He had failed to appear in court. Ven. Jinananda thereafter appeared before court.

Galagodaatte Gnanasara   has won the dubious distinction of being the only Buddhist monk to become a public figure entirely through thuggery, said Chandraprema. Gnanasara was the monk that the JHU deployed to break up meetings of the Norwegian funded Anti-War front during the early days of the last phase of the war against the LTTE. The Bodu Bala Sena CEO Dilantha Vithanage said very openly at a press conference that it was Champika Ranawaka who directed Gnanasara to violence (prachandathwayata yomu kale). Before he first appeared on the streets, he was completely unknown, said Chandraprema.

USA had granted Gnanasara thera a multiple reentry visa to the USA in 2011. This was canceled after the Sunday Island questioned the connection between this monk and the American embassy. Then came a trip to Norway In 2012, and a few months after that bhikku Gnanasara  emerged as a public figure by spearheading an anti-Muslim campaign, said Chandraprema.

Gnanasara  had  also helped to bring the Rajapaksa government down. This was once again an operation of the JHU as explained by a founding member of the JHU, Asoka Abeygoonesekera in his book ‘Yuga Peraliya’. The strategy was to use Gnansara to thrash the Muslims and Christians so that the Rajapaksa government becomes dependent only on the Sinhala-Buddhist vote and then at the last minute the JHU defected to the other side taking with them a crucial number of Sinhala votes so that the Rajapaksa government fell. This was a conspiracy more than two years in the making from 2012 onwards.

In July 2018 a Sinhala youth was killed In Kandy by four drunken Muslims. Gnanasara visited the area and a riot ensued. Now everyone is talking about the Sinhala -Muslim riot but nobody is taking about the Sinhala youth who was killed or whether action is being taken against the four Muslims who started the whole thing. The same thing can be said about Beruwela. It all started off with reports of a monk being assaulted by a group of Muslims. Gnansara went to Beruwela and a riot ensued and now nobody knows what happened to the monk who is supposed to have been assaulted or the Muslims who are supposed to have carried out the assault, continued Chandraprema.

All political leaders avoid Gnanasara like the plague. Nobody wants to be seen or photographed in his company. Nobody invites him for important functions. Some senior monks have lifted the phone only to find a familiar voice at the other end cursing and bellowing obscenities and unprintable adjectives in their ears. As the person at the other end is familiar with goings on within temples, these details are mentioned with many an imprecation laced with choice epithets concluded Chandraprema. Gnanasara was a hit man in robes, he said.

In July 2018, Gnanasara was sentenced to 6 months rigorous imprisonment by Homagama magistrate for intimidating Sandhya Ekneligoda in court. Gnanasara had never attended any of the court hearings when of members of the armed forces were charged, only the Ekneligoda hearing.    Gnanasara cannot be unaware that nobody can shout at witnesses inside a court house and expect to get away Scot free, observed Chandraprema. Gnanasara, protesting loudly, was led away by prison officials and put in Welikada prison.

The Maha Sangha reacted. They said they  had reservations about Gnanasara and they did not contest his remand. They were concerned only about two things. Firstly, about a bhikkhu having to disrobe in prison. This would be a violation of Vinaya rules. Secondly, that this may be a part of the current anti Buddhist agenda.  My view is that it is the second issue that  was important, not the first.

The sangha held demonstrations and protest marches across the country. There was a march from Galle to Colombo with daily media  reports of the progress of this march. The sangha also marched at Ampara, Badulla, Bandarawela, Dambulla Negombo., Moneragala, Pilimatalawa and  Suriyawewa.   The march at Pilimatalawa  showed a huge number of bhikkhu six or seven rows deep.

The main protest was held opposite the Fort Railway Station. It was attended by a large number of monks, who marched in rows ten deep, up to the Pettah Bo Tree and held an ‘adishtana pooja.’.Sangha Nayaka of Magampattuwa, Ven. Magama Mahanama said he was opposed to attempts to put Gnanasara Thera in prison uniform. But this was clearly   an anti Yahapalana protest.  We are not here to protest against the court verdict. We are here to draw public attention to the threats we face. There is an attempt to undermine Buddhism, the sangha said. It was organized by ‘Mathru bhumi surakhsa Sanvidhanaya’ and the posters said ‘jathiye satyagrahaya’ and ‘mathru bhumiya suraksha puja’.

When Gnanasara was released on bail, he was taken in perahera, walking on a pavada towards a puja. The media interviewed him. Gnanasara now became careful in his speech. He refused to say whether he had been stripped of his robes. Instead he said that during his stay in prison, he had observed the prison rules but without breaking Vinaya rules.   ( to be continued)

Fresh elections to Lankan parliament on January 5, 2019, new parliament will meet on January 17

Colombo, Nov 9 (newsin.asia) – Sri Lankan President Maithripala Sirisena, late on Friday dissolved Parliament amid a severe political crisis which erupted in the island since Oct 26, a gazette notification said.

The notification also said that elections to parliament will be held on January 5, 2019 and the newly elected House will meet on January 17.

The gazette notification said that the President is using his powers under Art 33  read with paragraph 5 of Art 70 and paragraph 2 of Art 62 to dissolve parliament and set dates for fresh elections and the re-assembly of the newly elected parliament.

Art  33 (2) says: The President shall have the power to summon, prorogue and dissolve Parliament. Paragraph (5) of Art 70 says that a Proclamation dissolving Parliament shall fix a date or dates for the election of Members of Parliament, and shall summon the new Parliament to meet on a date not later than three months after the date of such Proclamation.

Re: Mr. Vijay Thanigasalam, Conservative MPP for Scarborough-Rouge Park’s Statement at the Ontario Legislature on October 30, 2018 (Hansard) on Sri Lanka

I am writing to correct the twisted and erroneous views expressed by Mr. Vijay Thanigasalam, MPP, who had been greatly influenced by the internationally designated terrorist movement known as the Liberation Tigers of Tamil Eelam (LTTE), which is borne out by the contents of his Facebook wherein he carried pictures of the megalomaniacal leader Velupillai Prabhakaran, the Black Tiger Suicide Bombers and much more, as per the article written by Stewart Bell in the Global News of June 2018; viz. https://globalnews.ca/news/4256193/ontario-pc-candidate-apologizes-facebook-posts-terrorist/. The Tamil Tigers were so designated per the UN Security Council Resolution Number 1373 of September 2001 and banned by 32 countries including Canada.

Further to the letter addressed to you by Mr. Asoka Weerasinghe of Ottawa on November 7, 2018, I would like to add that the LTTE which resorted to ethnic cleansing massacres of non-Tamil residents of the North and East of Sri Lanka for establishing their mono-Ethnic Separate State called Eelam”, even used a battalion of 70 women Tiger cadres to conduct a night time attack on the rural hamlet of Gonagala in the Ampara District in September 1999 where they hacked to death nearly 56 men, women and children for no other reason other than their being from the Sinhalese ethnic community. The survivors of the impoverished village of Gonagala disregarding the violence perpetrated on them, were quick to respond to the needs of the Tamil residents of the neighbouring village who were severely affected by the tsunami of December 2004, by rushing cooked rice and other food items from their meagre resources to feed and comfort their Tamil neighbours.

The LTTE terrorists bombed the Central Bank in the financial district of the capital city of Colombo killing 114 and injuring nearly 1,400 others. They attacked the civilian international airport in Katunayake where they destroyed six passenger aircraft belonging to Sri Lankan Airlines and continued their violent destruction by planting bombs in trains, buses and shopping centres during rush periods causing numerous deaths and injury to innocent civilians during the ceasefire period (CFA) monitored by the Nordic countries. The Sri Lankan government of the day led by President Mahinda Rajapaksha withdrew from the CFA and engaged in a coordinated military action against the Tamil Tigers who launched their ‘Final War of Liberation’ in August 2006 in order to rid the terrorist menace and regain the country. In the process, the LTTE bastions in the east and north fell to the Sri Lankan forces compelling the Tamil Tigers to retreat to their final stronghold on the northeast coastal belt of Vellimullivaikal, along with the Tamil civilian population of the northern Vanni region who were forced to accompany the retreating Tigers to form a human shield. Despite 48 hour ceasefires and offers to surrender, the LTTE forces decided to fight to the last and even prevented the captive civilians from leaving their area of control under threat of death. The Tamil Tiger forces were totally defeated on the 19th of May 2009, with the Sri Lankan forces rescuing 295,873 civilians including almost 12,000 former Tiger fighters who surrendered, with the civilians being resettled in new or repaired homes while the LTTE cadres were rehabilitated with new life skills and released to society within a period of three years. Unsubstantiated allegations by INGO/NGOO, UNSG’s so called panel of experts led by Marzuki Darussman reporting directly to Ban ki Moon on accountability in Sri Lanka while sitting in New York and putting a lid on the information gathered by them for a period of 20 years till the year 2031, or biased media reports continue to remain mere allegations far from fact or truth.

What has taken place in Sri Lanka is a coming apart of a coalition government formed by the two main political parties, namely, the UNP and the SLFP, where the President of the country has had to intervene in order to ensure stability and continuance pending the holding of fresh general elections. The President has removed the sitting Prime Minister, Ranil Wickremasinghe and named Mr. Mahinda Rajapaksha who was the leader of the main opposition block as  the new Prime Minister to form a new government along with the SLFP and other members supportive of the new Prime Minister.

The allegations of rape, torture and genocide of Tamils spoken of by MPP Thanigasalam against former President Mahinda Rajapaksha is part of the propaganda line projected by the defeated Tamil Tiger supporters to demonize Sri Lanka.  Contrary to what the MPP said, the rape of women in the Jaffna region has been carried out by Tamil on Tamil, with only 11 of the 375 reported incidents from January 2007 to May 2012 which could be attributed to security forces personnel.  The offending military persons have been charged in the courts and thereafter court martialled by the military including the dismissal from the security force. With the increasing presence of Tamil diaspora in their home towns (places of origin), community women have told us that their daughters are often being viewed as sexual objects and in some cases, been sexually assaulted,” a leading woman’s activist working in the north told IRIN in an e-mail.  Refer:  http://www.irinnews.org/report/98978/abuse-marginalization-war-affected-women-sri-lanka%E2%80%99s-north.  The Tamil expat involvement in such crimes was observed in the abduction, rape and murder of 18 year school girl Sivaloganathan Vidya of Pungkuduthivu, Jaffna, on May 13, 2015, by a gang of Tamils including one Mahalingam Sivakumaran, alias Swiss Kumar who tried to flee to Switzerland with the help of Mrs. Vijayakala Maheswaran, State Minister of Child Affairs and one V.T. MPP Thanigasalam should not attempt to use his position as an elected member of the Ontario Provincial Legislature to conduct propaganda for the terrorist LTTE whom he hero worshipped, and instead confine himself to serving the members of his riding which is his first and only priority.

අනුන්ගෙන් උදව් ලබාගැනීම සිංභල අපට හොඳට පුරුදුය. උදව්කල අය අමාරුවේ වැටුන විටක උදව් ලබාගත් අය අහක බලාගැනීම ඊටත් වඩා පුරුදුය.

මරණ බිය තරම් තවත් බියක් නැත්තේමය. අපේ ජනාධිපතිතුමාද මෙම බියෙන් වෙලුනේය. මෙභිදී ඔහුට ලඟසිටින සගයාට වඩා තමන් විසින්ම ඈත්කල මිතුරා තමන්ගේ පණ බේරාමට සුදුසුම වීරයා බව වැටහුනේය.

රනිල් මෛතී එකතුවී මභින්ද දේශපාලන වශයෙන් විනාශ කලා නම් අද මෛතීට කාගේ පිළිසරනයක්ද? රනිල්ගේ කුරුමානම එසේනම් සපල වන්නේමය. රනිල් ට දරදිය ඇද්ද අනුර නම්වූ සුරතලාටත් රනිල් ටත් අඳුරු දේශපාලන යුගයේ දොරටු විවෘතවී ඇත.

Fuel pricing formula no more – 10th of the month becomes a normal day.

Vehicle owners in the country had a peaceful and sound sleep last night, and they woke up for a nice day this morning.  The 10th of each month in the recent past was a miserable day for vehicle owners as on this day they faced a price increase of petrol and diesel.  Hence on the 9th of each vehicle owners queued up at petrol sheds to get their vehicle tanks filled.  Three wheelers got one or two additional cans also filled as it would ease their burden for one or two additional days.  By afternoon on the 9th many petrol sheds displayed NO PETROL – NO DIESEL”” boards to keep their available petrol and diesel reserved to get advantage from the price increases that were to become effective on the midnight of that day.

The monthly increases were carried out under the pretext of a fraudulent world price increase on fuel and reportedly based on a so-called pricing formula.  The butterfly government failed to disclose this pricing formula and the loquacious butterfly Minister kept on saying for several months that even he does not know the pricing formula and it was a very complicated one but at last he was forced to disclose the said formula last month owing to heavy criticism from vehicle users and the general public.

The short sighted monthly price increases of fuel not only affected vehicle owners it led to a spiral of price increases for instance increases in thee wheel charges, bus fares, transport charges related to rice, vegetables, coconut and other goods and even increase in the price of meals and even in the price of a plain tea, which is the precious drink of poor wage earners unlike arrack and whisky consumed by the affluent class.  This clearly showed the mishandling of the ignoramus designer turned Finance Minister’s lack of economic management capabilities.

Vehicle owners may have had a peaceful and around sleep last night since the Finance Minister of the new government Prime Minister Mr. Mahinda Rajapaksa had already announced with the recent reduction in fuel prices and the reduction of some other essential products and services the abandoning of the despicable pricing formula. The prudent action taken by the Prime Minister has been widely welcomed and three-wheel drivers and private bus operators have voluntarily reduced their fare charges compelling SLTB also to reduce their fares accordingly. In addition to this restaurant owners too have announced reliction of prices of their products.  This is a commendable example to show that unlike the butterfly clan which fleeced the blood of the people for the last 3 ½ years imposing taxes on everything without any sympathy to the down trodden class of people these people are committed to ease the burden of people in whatever the way they could and dedicate themselves to build t0his country and revive the economy.

The newly appointed Petroleum Sector Development State Minister Mrs. Pavithra Wanniarachchi upon assuming her duties has confirmed the discarding of the despicable Pricing formula and has assured steps will be taken to further reduce fuel prices.  She has said instead of importing refined fuel products from Singapore steps will be taken to import crude oil and get them refined at Sapugaskanda.

During the previous government of Mr. Mahinda Rajapaksa the world prices of oil increased steeply and hence that government made arrangement to get fuel products from Iran at concessionary rates and to make payments in Rupees instead of U.S.Dollars.  Such possibilities should be explored by the new government/.

During the recent past there were many newspaper and website articles critical of the oil price increases.  I append below to show how stupid was some of the butterfly government Ministers on this subject.

The State Minister for Finance Eran Wickremaratne addressing a media conference held at the Finance Ministry on 11th May this year said that increase of fuel prices was good for the country as it would reduce environmental pollution. He said that it is the intention of the government to make use of solar power as an alternate power source.

Pa.Cha.Ranawaka who is notorious for making stupid utterances addressing a political meeting during the 2015 elections said the price of a barrel of petrol was U.S.Dollar 70 and the price of a litre of petrol without taxes Rs. 63.  It was this kind of concocted lies he made to fool the people at that time

An article published in Lankaweb website on 11th May this year with the courtesy of Mail on Line (U.K) said that Sri Lanka sharply raises fuel prices under IMF pressure. It said Sri Lanka hiked fuel prices by up to 130 percent following pressure from the International Monetary Fund and its central bank to reduce the burden of heavy subsidies on its struggling economy. It said Sri Lanka had to secure a $1.5-billion IMF bailout two years ago after a balance of payments crisis and has struggled to limit huge losses at the state-run Ceylon Petroleum Corporation, the country’s biggest oil company. The article further stated that the IMF has said it will only release the next tranche of its bailout loan if Sri Lanka implements a controversial formula to adjust fuel prices based on the cost of production

This article confirms that the despicable pricing formula was only a prescription given by the IMF.

කථානායක තුමා ව්‍යවස්ථාව උල්ලංඝනය කරලා අගමැති 113 පෙන්වීම අවශ්‍ය නැහැ

කැළබුණු දේශපාලන වාතාවරණයක එක ලිපියක් ලියා පල කිරීමට ප්‍රට්ම තවත් බොහෝ සිද්ධි මතුවේ.

ශ්‍රී ලංකාවේ ව්‍යවස්ථාවට අනුව ජනපති ට හා අගමැති ට පසුව රටේ ප්‍රධාන පුරවැසියා වන්නේ කථානායක තුමා වේ. එවන් ස්ථානයක් ඔහුට ලැබෙන්නේ ජනතාව විසින් එම තනතුරෙන් විශාල වගකීමක් හා දේශපාලන අපක්ෂපාති හැසිරීමක් බලාපොරොත්තු වන බැවිනි. එසේම ප්‍රජාතන්ත්‍රවාදයේ මුලිකම සිද්ධාන්තය වන ජන මතය ගරු කිරීම සහ ජන කැළබීම් ඇති නොවන ආකාරයෙන් කටයුතු කිරීම ඔහුගෙන් ප්‍රජාතන්ත්‍රවාදී සමාජයක ජනතාව අපේක්ෂා කරන බව එතුමාට රහසක් නොවන බව නිසැකය. විශේෂයෙන්ම රටේ ප්‍රධාන පුරවැසි අනුපිළිවෙලේ දේශපාලන අපක්ෂපාතිත්වයක් අනිවාර්යයෙන්ම තිබිය යුතු ප්‍රධානම පුරවැසියා වන්නේ කථානායක තුමයි.

අගමැති පත්කිරීම මැයෙන් මීට කලින් ලිපියකින් 19 වන ව්‍යවස්ථා සංශෝධනය සහ ජනපති තුමා විසින් අගමැති ඉවත් කිරීම සහ පත් කිරීම අතර සම්බන්ධතාවයත් ජනපති තුමාට ඒ සම්බන්ධව ඇති බලතලත් සාකච්ඡා කල අතර මේ ලිපියද ඊට වැඩිමනත්ව වේ. ( http://jayawewa.lk/?p=news&s=political&s=political&id=280 )

එහිදී සදහන් කර ඇති ආකාරයට වර්තමාන ජනාධිපති තුමාව 2015 ජනවාරි මස ජනතාව විසින් මුළු රටම් එක් ඡන්ද කොට්ටාශයක් ලෙස සියළු දෙනාම ප්‍රජාතන්ත්‍රවාදිව, එවකට බලපැවැත්වූ 18 වන ව්‍යවස්ථා සංශෝධනය ප්‍රකාර තමන්ගේ පාලකයා ලෙස පත් කර ගන්නා ලදී. එතෙක් ව්‍යවස්ථානුකුලව ජනතාවට තිබුණු ජනතා පරමාධිපත්‍ය මුලික වන හා එමගින් ලැබුන පාලන බලතල අනුව මෙසේ තම දේශයේ පාලකයාව, විශේෂ  බලතල සහිතව පත් කර ගන්නා ලදී.

ව්‍යවස්ථාවට අනුව ජනතා පරමාධිපත්‍ය ප්‍රධාන වන අතර එය වෙනස් කිරීමට කිසිවෙකුට බලයක් නැත. කිසිවෙකු යනුවෙන් විධායකය, ව්‍යවස්ථාදායකය හා අධිකරණය යන කණ්ඩායම් ත්‍රිත්වයම අයත් වේ. එම ආයතන වලට තනි තනිව හෝ එක්ව හෝ ජනතා පරමාධිපත්‍ය වෙනස් කල නොහැක. විශේෂයෙන්ම අඩු කල නොහැක. එවැන්නක් කල හැක්කේ ජනතාවටම පමණි, එයද ජනමත විචාරණයක් මගීනි. අධිකරණය සතුව ඇති බලයක් වන්නේ ව්‍යවස්ථාව හා එමෙන්ම ජනතා පරමාධිපත්‍ය අර්ථ දැක්වීමයි. පාර්ලිමේන්තුවට මේ සම්බන්ධව ශ්‍රේෂ්ඨාධිකරණ අර්ථ දැක්වීම අවශ්‍යනම් නොසලකා හැරීය හැකිදැයි නොදනිමි. නමුත් එසේ කිරීම ප්‍රජාතන්ත්‍රවාදී  වීමට ඇති  ඉඩකඩ අල්පය.

කෙසේ නමුදු ශ්‍රේෂ්ඨාධිකරණ තීන්දුවක් ජනතා පරමාධිපත්‍යට හානි කර වුවහොත් හෝ පාර්ලිමේන්තුව විසින් එවැනි තීරණයක් ගතහොත් හෝ ජනතාවට නැවතත් ශ්‍රේෂ්ඨාධිකරණයට යෑමට ව්‍යවස්ථාවේ සමස්ත අරුත අනුව හැකි වුවත් ඊට ප්‍රථමව ජනාධිපති තුමාට ඊට මැදිහත් විමේ අවස්ථාවක් ජනතා ව විසින් ලබා දී තිබුණි. පාර්ලිමේන්තුව හෝ ආණ්ඩුව විසින් රටට අහිතකර වන තීන්දු ගන්නා විටදී තම ඍජු නියෝජිතයා වන ජනාධිපතිට ක්ෂණිකවම ඊට මැදිහත්වී ආණ්ඩුව හෝ පාර්ලිමේන්තුව විසිරවිමේ බලයත්, අගමැති ඉවත් කිරීමේ බලයත් ජනතාව ලබා දී තිබුණි. මෙසේ ක්‍රියාකිරීමට ජනාධිපතිට බලය ලබාදීමට ජනතාවට බලය තිබුණු බැවින්, එම ජනතා පරමාධිපත්‍ය බලය ජනතාවට අහිමි කිරීමට පාර්ලිමේන්තුවට 19 වන ව්‍යවස්ථා සංශෝධනයට අනුව හැකි වන්නේ ජනමත විචාරණයක් මගින් එය අනුමතවුවහොත් පමණකි. එසේ ජනමත විචාරණයක් පවත්වා නැති අවස්ථාවක අවම වශයෙන් 19 වන ව්‍යවස්ථා සංශෝධනය තුල ඇති ජනතා පරමාදිපත්‍යට හානි කර වන වගන්ති ව්‍යවස්ථානුකුල නොවේ. 19 වන ව්‍යවස්ථාව සම්මත කර ගැනීමට තුන්වන වර කියවීමේදී බොහෝ කොටස් එකතු කර ඇති බවත් ඒ කිසිවක් ශ්‍රේෂ්ඨාධිකරණයට යොමු කර නොතිබූ බව ද අප දනිමු.

අගමැති ඉවත් කිරීම

ජනාධිපති තුමා සිය අත්සනින් ඔක්තෝබර් 26 දින දරන ලිපියකින්  අගමැති තුමා ඉවත් කරන ලදී. ඒ සදහා එතුමාට ජනතාව ලබාදුන් 18 වන ව්‍යවස්ථා සංශෝධනය යටතේ 47 වන වගන්තියෙන් බලතල ඇත.( එම 47 වගන්තිය ලිපිය අවසානයේ  උපුටා දක්වා ඇත). 47 (අ) හි අනුව ජනාධිපතිවරයාගේ අත්සන යටතේ යවන ලිපියකින් අගමැති ඉවත් කල හැක

ජනාධිපති තුමාගේ ලිපියෙහි කොටස් දෙකකින් යුත් එක වාක්‍යයකින් හිටපු අගමැති ඉවත් කිරීම දන්වා ඇත. (මෙම ලිපිය මෙහි අවසානයේ උපුටා ඇත). එහි පළමු කොටසින් අගමැති තුමාව පත් කලේ කෙසේද යන්නත්, දෙවෙනි කොටසින්  තමා සතු බලතල අනුව අගමැති ධුරයෙන් ඉවත් කරන  බවත් සදහන්ය. ජනාධිපති තුමා සතු බලතල වන්නේ මෙතෙක් විස්තර කල පරිදි 18 වන ව්‍යවස්ථා සංශෝධනයට යටත්ව 47 වන වගන්තියේ සදහන් බලතලය. පළමු කොටසින් දක්වා ඇත්තේ අගමැති පත් කෙරුනේ 42(4) වගන්තිය අනුව බවය.  එසේ සඳහන් වීම ගැටළුවක් ලෙස දැකිය නොහැක්කේ ජනාධිපති තුමාට අවශ්‍යනම් අඩු බලතල සහිත 19 වැනි ව්‍යවස්ථා සංශෝධනය ජනතා පරමාධිපත්‍යට හානියක් නොවන පරිදි භාවිතා කල හැකි බැවිනි. කෙසේ වෙතත් එම කොටසෙන් දක්වා ඇති කරුණ අනුව ජනාධිපති තුමා තමාට ඇති 18 වන සංශෝධනයේහි  බලතල වෙනුවට 19 සංශෝධනයේ බලතල අනුව අගමැති තුමා පත් කිරීම වැරදියයි තර්ක කරන්නේනම් හිටපු අගමැති තුමාගේ පත්වීමම අවලංගු වේ. එවිටද එම ලිපියේ අරමුණ වන අගමැති ධුරයෙන් පහ කිරීම ඉෂ්ට වේ.

ඉහත ලිපියෙන් අගමැති ඉවත් කිරීම ව්‍යවස්ථානුකුලව සිදු කර ඇති බැවින් ඉන් අනතුරුව සිදු කල අගමැති පත් කිරීම හා ඇමතිවරුන් පත් කිරීමද නිවැරදි වේ.

113 පෙන්වීම අනවශ්‍ය මෙන්ම බල රහිතද වේ.

19 වන හා 18 වන ව්‍යවස්ථා සංශෝධන දෙකටම අනුව අගමැති පත් කිරීමේ අනිවාර්යය අවශ්‍යතාවක් වන්නේ එසේ පත්වන අගමැති ට පාර්ලිමේන්තුවේ විශ්වාශය තිබෙන බව ජනාධිපති විශ්වාස කිරීමය. ව්‍යවස්ථාවෙන් පිළිගෙන ඇති එම කාරණයට ගරු කිරීම රනිල් වික්‍රමසිංහ මැතිතුමා ඇතුළු සෑම පුරවැසියෙකුගේම ප්‍රජාතන්ත්‍රවාදී යුතුකම හා වගකීම වන්නේය. එය සෑම විදේශීය රාජ්‍යයන්ගේ ද යුතුකම වන්නේය. දැන් ජනාධිපතිතුමා විශ්වාස කරන්නේ පර්ලිමෙන්තුවේ විශ්වාසය ඇත්තේ අගමැති මහින්ද රාජපක්ෂ මහතාට බවයි.

යම් පාරිලිමේන්තු මන්ත්‍රීවරයෙකුට පාර්ලිමේන්තුවේ ඇති විශ්වාසය යම් සේද යැයි ව්‍යවස්ථාවට අනුව සහමුලින්ම ජනාධිපතිතුමාගේ පෞද්ගලික අභිමතය අනුව ඇති කර ගත යුතුය. එම විශ්වාසය පාර්ලිමේන්තුවේ මන්ත්‍රී වරුන්ගේ  චන්දය පෙන්වීමෙන් ඇති කර ගත යුතු යැයි ව්‍යවස්ථාවේ සදහන් නොවේ. එසේ යුතු ද නොවේ. මක් නිසාද යත් පාර්ලිමේන්තුවේ මන්ත්‍රීවරුන් අත් එසෙව්වත් ඒ විශ්වාසය මත පමණක්ම නොව අල්ලස් දීම් බිය වැද්දීම් තනතුරු අහිමි කිරීම් ආදී හේතුන් මත ද විය හැකි බැවිනි.

එවන් වාතාවරණයකින් ජනතාව ආරක්ෂා කර ගැනීම සදහා ජනතාව විසින් තමන්ම තෝරා පත්කරගත් ජනාධිපතිතුමාට තම අභිමතය පරිදි කටයුතු කිරීමට ව්‍යවස්තනුකුලවම (19 වන ව්‍යවස්ථා සංශෝධනයේත්  ඊට පෙරත්) බලය දී ඇත.

මේ අනුව අළුතින් පත්වන අගමැතිවරයෙකු තමන්ට පාර්ලිමේන්තුවේ බහුතරය තිබේයැයි පෙන්වීම අවශ්‍ය නොවන අතරම වෙනත් මන්ත්‍රීවරයෙකු එසේ තමාට බහුතර තිබේයැයි පෙන්වීමෙන් ජනාධිපතිතුමා සිය අභිමතය පරිදි ගොඩනගාගත් විශ්වාසය වෙනස් කර ගත යුතු යැයි ව්‍යවස්ථාවේ සදහන් ද නොවේ. යම් පිරිස් විසින් පාර්ලිමේන්තුවේ බලය පෙන්වීම නිසා හෝ තානාපතිවරුන් කියන නිසා හෝ පිරිස් රැස් කිරීම නිසා හෝ වෙනත්  බලපෑමකින් නිසා හෝ ජනාධිපති තුමා තමාට ජනතාව විසින් පවරා ඇති තම අභිමතය මත කටයුතු කිරීමේ බලය අත් හරින්නේනම් එය ව්‍යවස්ථා විරෝධී වේ.

ජනාධිපතිතුමට ව්‍යවස්ථාව අනුව මෙහිදී පැවරී ඇති ජනතාවගේ  ශුභ සිද්ධිය සදහා තම අභිමතය අනුව කටයුතු කිරීමට ඇති අයිතියට බලපෑම් කිරීමට විදේශීය තානාපතිවරුන් යොදා ගැනීම, පාර්ලිමේන්තු මන්ත්‍රී වරුන්ට බලපෑම් කිරීම්  තුලින් බහුතරය පෙන්වීමට උත්සාහ කිරීම, පාක්ෂිකයින් රැස්කිරීම ආදී ක්‍රියාවන් ව්‍යවස්ථා විරෝධී යැයි පැහැදිලි වනු ඇත.

මේ අනුව කටයුතු කිරීමෙන්  නොයෙක් අවස්ථාවාදී දේශපාලන පක්ෂ හා එවන් දේශපාලකයන්ගේ අනිසි බලපෑම් වලට යට නොව් කටයුතු කිරීමට සෑම අගමැතිවරයෙකුටම හැකි වනු ඇත.

අප රටට සාමය හා සෞභාග්‍යය උදා වේවා!

America and its CIA the self-appointed policeman of the world is the most shocked and disappointed over the drama that unfolded on the 26th October 2018 simply for the fact that America and CIA has the monopoly in changing regimes, assassinating leaders that opposed to US system and policies.

It not necessary to recall all events in this aspect from the contemporary history.

Since months America has been mulling about they who will decide the next president in Ceylon against Gota and without any respect for our National heritage and Sovereign rights they went in to say that US will decide who the next President of Ceylon and its future govt. was a shame on them surpassing the will and rights of the owners off Ceylon.

In the background, what happened on 26th October 2018 was a deep shock and surprise to Yankees who never imagined there are smarter people than them on this earth!  The 26th evening plot was not known by Yankees and CIA not even their cohort India and RAW.

No wonder Yankees are having a huge pain in the Ass and shame in front of the world that they missed and deprived of the opportunity proving that we Sinhalese are cleverer than other species on the earth since early history unknown to American infants. Our roots are from Ravana the inventor of nuclear power and flying technology etc.

You damn Yankees, keep your hands off Sinhale, mind your own business!

අගමැතිවරයා ගැන යම් ගැටළුවක් අත්තේ නම් වහාම පාර්ලිමේන්තුව විසුරුවා හැර මහ මැතිවණයක් පැවැත්වීම මගින් එය නිරාකරණය කර ගත හැකි බව පිවිතුරු හෙල උරුමය පවසයි.

කොලඹදී පැවතැවූ මාධ්‍ය හමුවකදී පක්‍ෂ නායක පාර්ලිමේන්තු මන්ත‍්‍රී උදය ගම්මන්පිල මහතා මෙම අදහස් පල කලේය.

පාර්ලිමේන්තුව විසුරුවා හැරීමට ජනාධිපතිවරයාට ව්‍යවස්තාවෙන් බලතල ඇති බවත් මන්ත‍්‍රිවරයා කියා සිටියේය.

රටේ අලුත් සංවාදයක් මතු වෙලා. එක පිරිසක් ආණ්ඩුක්‍රම ව්‍යවස්ථාවේ 33(2)(ඇ) වගන්තිය උපුටා දක්වමින් ජනාධිපතිට පාර්ලිමේන්තුව වහාම විසුරුවා හරින මෙන් ඉල්ලනවා. තවත් පිරිසක් 70(1) වගන්තිය උපුටා දක්වමින් ජනාධිපතිට පාර්ලිමේන්තුව විසුරුවා හැරිය හැක්කේ පාර්ලිමේන්තුව විසින් තුනෙන් දෙකේ බහුතරයෙන් යෝජනාවක් සම්මත කර ඔහුගෙන් ඉල්ලා සිටියහොත් පමණක් බව කියනවා. දෙපාර්ශවයම උපුටා දක්වන්නේ එකම ව්‍යවස්ථාවයි. එහෙම වුණේ කොහොමද ?

1978 දී සම්මත කළ මුල් ව්‍යවස්ථාවේ 70(1) වගන්තියේ ජනපතිගේ පාර්ලිමේන්තුව විසුරුවීමේ බලය තිබුණේ කොන්දේසි දෙකකට යටත්ව. ඒ අනුව ජනපති පාර්ලිමේන්තුව විසුරුවා හැරීමට නම් එක්කෝ පාර්ලිමේන්තුව විසුරුවා හරින මෙන් ජනපතිගෙන් ඉල්ලන යෝජනාවක් පාර්ලිමේන්තුව සම්මත කළ යුතුයි. නැතිනම් පාර්ලිමේන්තු මැතිවරණයේ සිට වසරක් ගත වී තිබිය යුතුයි. 19 වන සංශෝධනයෙන් මෙම කොන්දේසි දෙකම තවත් දැඩි කලා. ජනපතිට පාර්ලිමේන්තුව විසුරුවා හැරීමට නොහැකි කාලය වසරේ සිට වසර හතරහමාරක් දක්වා වැඩි කළා. පාර්ලිමේන්තුව විසුරුවා හරිමින් සම්මත කරන යෝජනාව තුනෙන් දෙකක බහුතරයකින් සම්මත විය යුතු බවට නියම කලා.

නමුත් මෙතන පොඩි ප්‍රශ්නයක් තිබෙනවා. 2002දී ශ්‍රේෂ්ඨාධිකරණ විනිසුරුවන් සත්දෙනෙකුගේ තීන්දුවක් තිබෙනවා. ඒ අනුව ජනපතිගේ මොනවා හරි බලයක් ඉවත් කරනවා නම් ජනමත විමසුමකදී ජනතාවගෙන් අනුමැතිය ගන්න ඕනෑ. ජනමත විමසුම මග හරින්න එජාපයට ඕන වුණු නිසා ජනපතිගේ පාර්ලිමේන්තුව විසුරුවීමේ බලය කොන්දේසි වලට යටත් නොකර 33(2) වගන්තිය ලෙස ව්‍යවස්ථාවට ඇතුළු කළා.

අපි 33(2) වගන්තිය කියවමු. ආණ්ඩුක්‍රම ව්‍යවස්ථාවෙන් හෝ වෙනත් ලිඛිත නීතියකින් හෝ ප්‍රකාශිතවම ජනාධිපතිවරයා වෙත පවරා හෝ නියම කර ඇත්තා වූ බලතල සහ කාර්යන්ට අමතරව ජනාධිපතිවරයාට (ඇ) පාර්ලිමේන්තුව කැඳවීම වාර අවසාන කිරීමට සහ විසුරුවා හැරීමට බලය ඇත්තේ ය. අමතරව කිව්ව ගමන් 70(1)) වගන්තියෙන් සීමා කර ඇති බලයට අමතරවයි මේ බලය දෙන්නේ.

එකම බලය ව්‍යවස්ථාවේ තැන් දෙකක දෙවිදිහකට සඳහන් වෙනවා නම් ඒකට හේතුවත් තිබෙන්න ඕනෑ. 70 (1) වගන්තියේ තිබෙන්නේ සාමාන්‍ය තත්වයක් යටතේ ජනාධිපති කටයුතු කළ යුතු ආකාරයයි. ඒ අනුව සාමාන්‍ය වාතාවරණයකදී පාර්ලිමේන්තුවේ තුනෙන් දෙකේ බහුතර බලයෙන් සම්මත කරන යෝජනාවකින් තොරව ජනපතිට පාර්ලිමේන්තුව විසුරුවා හරින්න බෑ. 33(2)(ඇ) වගන්තියෙන් තිබෙන්නේ අර්බුදකාරී තත්ත්වයක දී කටයුතු කළ යුතු ආකාරයයි. එතැනදී ජනාධිපතිට පාර්ලිමේන්තුවේ යෝජනා සම්මතයකින් තොරව පාර්ලිමේන්තුව විසුරුවා හරින්න පුළුවන්.

දැන් ඔන්න කතානායකවරයා විසින් අවශ්‍ය අර්බූදය නිර්මාණය කර තිබෙනවා. විධායකයේ ප්‍රධානියා පත්කළ අගමැතිවරයාව ව්‍යවස්ථාදායක ප්‍රධානියා පිළිගන්න බෑ කියනවා. එතුමා පිළිගන්නේ හිටපු අගමැතිලු. ඒ බව අත්සන් කරලා ලිඛිතව ප්‍රකාශ කර තිබෙනවා. දැන් විධායකය සහ ව්‍යවස්ථාදායකය අගමැති සම්බන්ධයෙන් ගැටුමක. මේ ගැටුම විසඳන්න පුළුවන් එකම බලධාරියා වන්නේ මේ දෙපාර්ශවයටම බලය දුන්නු පරමාධිපත්‍ය බලය තිබෙන ජනතාවයි. ඒ නිසා පාර්ලිමේන්තුව විසුරුවා හැර තමන් වඩාත් කැමති අගමැති කවුදැයි තීරණය කරන්න ජනතාවට බලය ලබාදිය යුතුයි. වර්තමානයේ කථානායකතුමා ඇතිකර තිබෙන අර්බුදයට විසඳුම ලෙස ජනාධිපතිතුමා ආණ්ඩුක්‍රම ව්‍යවස්ථාවේ 32(2)(ඇ) වගන්තියෙන් තමන්ට ලැබී ඇති බලය පාවිච්චි කර පාර්ලිමේන්තුව විසුරුවා හැරිය යුතු යැයි කියා අප හිතනවා.

මේ වන විට කැබිනට් මණ්ඩලය 29 දෙනෙකු පත් කර ඇති අතර මැතිවරණයකින් පසු නව කැබිනට් මණ්ඩලයක් පත් වන තෙක් එය ක‍්‍රියාත්මකය.

බොහෝ දුරට මැතිවරණය ජනවාරි මස මුල් සතියේ පැවැත්වෙනු ඇත.

The gazette notification with regard to dissolving the parliament of Sri Lanka signed by President Maithripala Sirisena is to be issued tonight, according to reliable sources.

Accordingly, the relevant gazette has been sent to the Department of Government Printing.

Reportedly, the gazette will be issued at midnight today (09).

According to sources, the Cabinet of Ministers sworn in will serve as a caretaker government.

President Sirisena has signed an official notification dismissing the 225-member assembly with effect from midnight, clearing the way for a snap election nearly two years ahead of schedule.

The election is likely to be held in early January,” a minister told AFP on the commission of anonymity.

RanilW is an MP,  not an elected Prime Minister to challenge the President.

Maithreepala Sirisena was elected  as the President of Sri Lanka  by the people of Sri Lanka. Ranil Wickramasinghe was elected a member of Parliament from Colombo by the supporters of his political party-UNP.

The President of Sri Lanka  appointed  Ranil Wickramasinghe, who in  opinion of the President was the Member of the Parliament  who ( at that time in August,2015),  commanded the confidence of the majority in the Parliament.

It is understood that according to the Constitution  the Prime Minister would continue to hold office as long as he Ranil Wickramasinghe MP,  is in the opinion of the President of Sri Lanka continues to command the confidence of the majority in Parliament or if the Cabinet Continues to function as a whole.

In consequence the Prime Minister Ranil Wickramasinghe cannot challenge the President , if the President due to any changed  circumstances appoints another Prime Minister to replace him.

Since the 26 October,2018, the Temple Trees is occupied by the ex Prime Minister , claiming without any proof by an order issued by the Supreme Court that he is still the Prime Minister.

The Temple Trees  is a public property and the taxpayers have the right to ask why no action has been taken to evict Ranil Wickramasinghe  from the Temple Trees. 

Ranil W-MP,   may  claim in defence that he had been  removed illegally from office and that he as the former Prime Minister has the right to remain in the Temple Trees, until the New Prime Minister Mr.Mahinda Rajapakse sworn in by the President shows a majority in the Parliament.

But Ranil W- MP,  was not removed by the President, but he became redundant  as Prime Minister due to some members leaving  the Cabinet.

Ranil Wickramasinghe MP, cannot claim that he is still the Prime Minister and the President swore in a new Prime Minister illegally,  as it is the right of the President of Sri Lanka Maithreepala Sirisena to take a decision when circumstances change, and it becomes necessary to appoint another Prime Minister.

 It is then normal that the President would in terms of the Constitution swear in a person who in his opinion commands the confidence of a majority in the Parliament as his New Prime Minister

But if RanilW-MP, believes that he has  a majority in the Parliament, then it is for him to go to the Supreme Court and ask for an opinion about his  right to be in office and therefore to continue to reside at the Temple Trees.

The President of Sri Lanka need not  go to courts on the issue as he had been elected by the people of the country, and he has the right to act in terms of the Constitution-  taking  where necessary legal opinion.

The Prime Minister Ranil Wickramasinge was not elected by the people, but was  only sworn in by the President as it was his opinion that at the time of swearing him in as the Prime Minister  he commanded the confidence of a majority in the Parliament.

Situation has now changed and the President Maithreepala Sirisena has sworn in a new Prime Minister a member of the Parliament  who in his opinion commands the confidence of a majority in the Parliament.

It is the President’s opinion which is  necessary in terms of the Constitution and  not the necessity for  the new Prime Minister to show a majority in the parliament. The deposed Prime Minister has no right to question the new Prime Minister to show a majority in the Parliament. It is for him to show the contrary by taking an opinion  from the Supreme Court.

Therefore, when Ranil W –MP  lost his position of Prime Minister when the cabinet became dissolved by a number of Ministers leaving the Cabinet. Ranil W-MP has  no legal right to oppose the decision of the President of Sri Lanka.

If he  claims that he  did not loose the Office of  the Prime Minister, when a number of Cabinet Members left the Cabinet,   then he has to prove  that despite some members leaving the Cabinet he is still the Prime Minister by getting an opinion  from  the Supreme Court.

Until then he has  no right to remain in the Temple Trees. The Office of the Prime Minister Rajapakse  should serve a notice on  Ramil Wickramasinghe demanding him  to vacate the Temple Trees immediately.

If not the Government has the right to deploy the Police Force and even the Armed Forces if necessary to remove Ranil Wickramasinghe  whois illegally  occupying theTemple Trees. The Government should claim from Ranil Wickramasinghe compensation for the period he had remained in the Temple Trees.

Ranil was appointed the PM in 2015 first lap not in accordance with the constitution. Subsequently, he shaped up, maybe with collaterals and Barter agreement and was appointed the PM.

Although Sirisena was the President, Ranil took the upper hand and was directing the President as if he is the Chief executive. HE Sirisena being pleasant, honest, moderately soft person he gave into Ranil. We had to point out to the President that he is the Chief Executive and Ranil is working for the President and not vice versa. All politicians are working for the common man, i.e. the people. Well, studying the UNP politics, we all know that UNP is a slave to the west, particularly the USA and UK. The USA wants a piece of the North for offshore petroleum in Mannar and Point Pedro, and use Trinco as a port. USA and UK can get it only through the imbecilic Tamils. Studying the history of Tamils, it is clear that Tamils can be fooled, with Collaterals and barter arrangement. There are western Tamil slaves in the USA and UK who will give support and act as a go in-between USA/UK/TNA.

The USA knows that if Ranil becomes the President, then they can fool him to divide the country and then they can walk into the North. From the good governance activities within the last three years since 2015, we know that there has been a significant amount of irregularities accomplished by RW & Co. Another hypothetical assumption is that if HE Sirisena is assassinated, then automatically RW becomes the president. This is similar to the Johnson becoming the president on the assassination of Kennedy. Ranil and UNP will do anything to win the re-election in 2020. Historically Tamil political parties have been supporting the UNP and non-else. That’s a historical connection.

News reveals that Sarath Fonseka is behind the plot. It will be acceptable to assume with proof that the Prime Minister would have approached a military person for help. Maybe that’s why Sarath Fonseka was moved and given a ministerial position. It is incongruous to assume that Ranil has that brain to do things, however, a powerful nation is behind the mastermind. Can we dispute if this was not a plot to murder the president with the help of some ex-military soldier?

With all illegal activities the PM has done, such as Bond Scam, selling of bonds, selling of lands etc, he (RW) has not explained to the citizens of SL about Arjuna Mahendran and his SIL. Migrant Indians in SL, with no knowledge of what happened to them historically, are supporting UNP. TNA is a corrupt party formulated by LTTE for their benefits. However, LTTE is gone and the AVA sword culture has crept in the North. Has Ranil made any statement on the AVA group?

In 2015 when UNP got more seats Ranil approached MR and ordered MR to leave the residence. MR left quietly as a decent human.

TNA politicians are vultures. In the North and East, they preach casteism and discriminate on caste. Close to the election, they shout for rights and Eelam. The poor peasants believe that and support them. The poor peasants are not intelligent enough to understand the corruption of the racial and caste-oriented TNA buffoons. Barter system gives the TNA clown to accrue wealth. How much do the poor people get? NIL. It’s because of the Diaspora the N&E people are able to live and party. Do those people know what type of jobs their children and relations are doing overseas? Most of them in Jamaica live in detention and do cleaning jobs.

I have seen myself Tamils who cannot speak a word of English, they survive locked up in rooms and cleaning toilets. Some operate cleaning companies and employ uneducated coolies to do their cleaning. Unless they are educated and have a good standard of English, they do menial work. It’s a retributory effect by the god for punishing the Indian labor in the N&E.

Its wise for Ranil to move out of the residence and handover power to MR and leave everything to the President and the people. RANIL DOES NOT OWN SRILANKA. Citizens own SL. Let SL be calm and cool for people to live and move freely.

As far as the TNA is concerned, its best for Sambanthar and Co to support Mahinda and the President expecting for the best. TNA should not trust the West. When the West gets what they want they will suppress the people and walk over them. Remember the past in India and Ceylon under the British. The British are out of the EU now. Do the Tamils want to go through another round of fiasco? They have to remember the past how the Indians (Cholas, Pandyans & Pallavars) massacred millions of Sinhalese over 500 years, and millions of Indians were brought to Ceylon by the British in the name of plantation development. Indians massacred for over 1500 years and the Portuguese walked in massacred, then the Dutch came in and massacred, the British came in and massacred. Finally, LTTE massacred for 30 years. How long do we think a race can tolerate this ethnic cleansing? The Portuguese terrorists destroyed Buddhist temples and erected Catholic churches. These are intolerable acts by megalomaniac humans.

It is the SINHALESE people who suffered enough over the last 2000 years.

Tamil Nadu is an occupied state. Hindis are moving into Tamil Nadu and the majority speak Hindi. Speaking Hindi is prestigious in India. India is closely watching the Tamils in SriLanka. Internal movement into Tamil Nadu is making some politicians nervous of their political stand. That’s why they cry and shout for Tamil Eelam. Nedumaran is one kind.

මේ දවස්වල අපි කතාකරන්නේ 19 වැනි ව්‍යවස්ථා සංශෝධනය කියන එක ගැන. මේ කතාවේ දී අපි 19, 19 කියලා කියන්නේ 2015 අවුරුද්දේ මාර්තු 24 වැනි දා පාර්ලිමේන්තුවේ න්‍යාය පත්‍රයට ඇතුළත් කරපු පනත් කෙටුම්පත මත පදනම් වෙච්ච ව්‍යවස්ථා සංශෝධන කටයුත්තට. මේ 19 ට අමතරව තවත් 19 ක් තියෙනවා. ඒකත් නම් කරලා තියෙන්නේ 19 වැනි ව්‍යවස්ථා සංශෝධනය කියලා. හැබැයි ඒ ව්‍යවස්ථා සංශෝධනය ඇතුළත් පනත පාර්ලිමේන්තුවේ න්‍යාය පත්‍රයට ඇතුළත් කරලා තියෙන්නේ 2002 අවුරුද්දේ සැප්තැම්බර් මාසයේ 19 වැනි දා.

2002 අවුරුද්දේ ඉදිරිපත් කරපු ජනතාවගේ විධායක බලය කප්පාදුකිරීමේ පනත ගැන ශ්‍රේෂ්ඨාධිකරණය විභාග කළේ සප්ත පුද්ගල අධිකරණ මඬුල්ලක් පත්කරලා. ඒ විනිසුරු මඬුල්ලට අගවිනිසුරු සරත් නන්ද සිල්වා, එස් ඩබ්ලිව් බී වඩුගොඩපිටිය, ශිරාණි බණ්ඩාරනායක, ඒ ඉස්මයිල්, පී එදුස්සූරිය, එච් එස් යාපා, ජේ ඒ එන් ද සිල්වා කියන ශ්‍රේෂ්ඨාධිකරණ විනිශ්චයකාරවරු හත්දෙනා ඇතුළත්වුනා.

අගමැති සහ ඇමැති මණ්ඩලය පත්කිරීමට සහ අස්කිරීමට අදාළ ජනතාවගේ විධායක බලය ගැන සඳහන් කරලා තිබුණු 43 සහ 49 කියන වගන්ති සහ පාර්ලිමේන්තුව විසුරුවීමට අදාළ ජනතාවගේ විධායක බලය සඳහන් කරලා තිබුණු 70 වැනි වගන්තිය තමන්ට අවශ්‍ය විදිහට වෙනස් කරගැනීමත් මේ විදිහට කරන්න උත්සාහ කරපු සංශෝධන අතර මුල් තැනක් ගත්තා.

මේ සංශෝධන යෝජනා මුළුමනින් ම ව්‍යවස්ථාවට පටහැනියි කියලා ඒවා සම්මත කරගන්න නම් පාර්ලිමේන්තුවේ මන්ත්‍රීවරුන් තුනෙන් දෙකකගේ අනුමැතියට අමතරව ජනමත විචාරණයක අනුමැතියත් අවශ්‍යයි කියලා ඒ සප්ත පුද්ගල විනිසුරු මණ්ඩලය ඒකමතික තීන්දුවක් දුන්නා. ඉතින් ඒ ව්‍යවස්ථා සංශෝධන යෝජනා අකුලාගන්න රනිල් වික්‍රමසිංහ මහත්තයාට සිද්දවෙලා තියෙනවා.

ජනතා පරමාධිපත්‍යයට අදාළ ඉතාමත් ම වැදගත් කාරණා ගණනාවක් ම ඒ තීන්දුව ඇතුළේ ඉතාමත් පැහැදිළිව විස්තර කරලා තියෙනවා. ජනතාවගේ පරමාධිපත්‍යය ගැන කියැවෙන 3 වැනි වගන්තියත්, ඒ බලය ක්‍රියාත්මක කරවන විදිහ ගැන කියැවෙන 4 වැනි වගන්තියත් එකිනෙකින් වෙන්කරලා සළකන්න බෑ කියන එක ඒ තීන්දුවෙන් විස්තරකරනවා. ඒ වගේ ම, බලය සඳහා ජනතාවට ඇති අයිතිය ඒ තීන්දුවෙන් ඉතාමත් හොඳින් විස්තර කරනවා. ඒ තීන්දුවෙන් මෙහෙම කියනවා.

විධායක බලය ජනාධිපතිවරයා සතු දෙයක් විදිහට හරි ජනාධිපතිධූරය දරන පුද්ගලයා සතු දෙයක් විදිහට හරි හඳුනාගත යුතු නෑ. එය ජනතාවට අයිති බලයක් ලෙසින් හඳුනාගත යුතුයි. ඒ වගේ ම, ව්‍යවස්ථාදායක බලයත් අගමැතිවරයාට හෝ පාර්ලිමේන්තුවේ ඉන්න පක්‍ෂයකට හරි කණ්ඩායමකට හරි අයිති දෙයක් ලෙසින් හඳුනාගත යුතු නෑ. ඒ බලය පක්‍ෂ අනුව බෙදිච්ච එකක් කියලාත් සළකන්න බෑ. මේ බලය හැම වෙලාවේ ම හඳුනාගත යුත්තේ ජනතාවගේ බලයක් විදිහටයි.”

මේ තීන්දුවෙන් තවත් වැදගත් දෙයක් අවධාරණය කරනවා. ඒ තමයි විධායක, ව්‍යවස්ථාදායක, සහ අධිකරණ බල වෙන් වෙන්ව පැවැත්මේ වැදගත්කම. ඒ කියන්නේ ජනතාවගේ විධායක බලයට අයිති කටයුතු ව්‍යවස්ථාදායක බලයත් එක්ක හුවමාරු කරගන්න බෑ. ව්‍යවස්ථාදායක බලයට අයිති කටයුතු විධායක බලයත් එක්ක හුවමාරු කරගන්න බෑ. මේ බලතල ව්‍යවස්ථාවේ තියෙන විදිහට ඉතා ම පැහැදිළිව වෙන්කරලා හඳුනාගන්න ඕන. ඒ විදිහට ම ඒවා ක්‍රියාත්මක කරන්න ඕන.

පනවලා තියෙන සීමා උල්ලංඝනය කරලා කටයුතුකරනවා නම් හරි ධූරය දැරීමට නුසුදුසුයි කියලා හිතනවා නම් හරි ජනාධිපතිවරයාට විරුද්ධව දෝෂාභියෝගයක් ගේන්න ව්‍යවස්ථාදායකයට පුළුවන්. පවත්නා ව්‍යවස්ථාදායකයත් එක්ක රජය පවත්වාගෙන යන්න අමාරු නම් ජනාධිපතිවරයාට පුළුවන් පාර්ලිමේන්තුව විසුරුවා හරින්න. මේ වැඩ කරන්න ඕන විධිවිධාන ව්‍යවස්ථාව තුළ පැහැදිළිව ම දක්වලා තියෙනවා. ඉතින් විධායක බලයත් ව්‍යවස්ථාදායක බලයත් එකට හොඳින් ගැලපෙන විදිහට ක්‍රියාත්මක කරවන්න අවශ්‍ය විධිවිධාන අපේ ව්‍යවස්ථාවෙන් ම සලස්සලා දීලා තියෙනවා. ඉතින් මේ කාරණය ගැනත් ඉතාමත් හොඳින් පැහැදිළි කරලා දෙන්න ශ්‍රේෂ්ඨාධිකරණයේ ඒ සප්ත පුද්ගල විනිසුරු මඬුල්ල කටයුතුකරලා තියෙනවා.

ඉතින් අගමැති සහ ඇමැති මණ්ඩලය පත්කිරීමට සහ අස්කිරීමට අදාළ ජනතාවගේ විධායක බලය ගැන සඳහන් කරලා තිබුණු 43 සහ 49 කියන වගන්ති සහ පාර්ලිමේන්තුව විසුරුවීමට අදාළ ජනතාවගේ විධායක බලය සඳහන් කරලා තිබුණු 70 වැනි වගන්තිය වෙනස්කරනවා නම් ඒක කරවාගන්න පාර්ලිමේන්තුවේ මන්ත්‍රීවරුන්ගේ තුනෙන් දෙකක අනුමැතිය සහ ජනමත විචාරණයක අනුමැතිය අවශ්‍ය බව මේ තීන්දුවෙන් පැහැදිළිවම පෙන්නලා දීලා තියෙනවා.

70 වැනි වගන්තියට අනුව මැතිවරණය තියලා අවුරුද්දක් ගත වුනු වහාම අවශ්‍ය නම් පාර්ලිමේන්තුව විසුරුවන්න තියෙන ජනතාවගේ විධායක බලය සුළුවෙන් හරි අඩුකරන්න බෑ කියලා එච්. එල්. ද සිල්වා මහත්තයා කියලා තියෙනවා. ඒ කියන්නේ අදාළ අවුරුද්දේ කාලය දවසකින්වත් දීර්ඝ කරන්න බෑ කියන එක තමයි ඒ මහත්තයාගේ මතය වෙලා තිබුණේ. ඒත් ජනතාවගේ අනුමැතිය ලබාගෙන මේ කාලය පාර්ලිමේන්තු කාලයේ හරි මැද වෙන කල් (2002 හැටියට අවුරුදු තුනක් ගත වෙන කල්) දීර්ඝ කරගන්න එකේ වැරැද්දක් නෑ කියලා මේ සප්ත පුද්ගල විනිසුරු සභාව මතයක් ඉදිරිපත් කරලා තියෙනවා. හැබැයි ඒ සීමාව ඉක්මවලා ඉතාමත් දීර්ඝකාලයකට විධායක බලය සීමාකරන එක නුසුදුසු බවත් ඒ අය පෙන්නලා දීලා තියෙනවා.

රනිල් වික්‍රමසිංහ මහත්තයාගේ ආණ්ඩුවෙන් ඉදිරිපත් කරපු ඒ 19” ට විරුද්ධව බොහොම තර්කානුකූලව කරුණු ඉදිරිපත් කරපු මහත්තයෙක් තමයි ආචාර්ය ජයම්පති වික්‍රමරත්න. ඒත්, ඒ උත්සාහය අසාර්ථක වෙලා අවුරුදු දොළහයි මාස පහක් විතර ගතවුනාට පස්සේ ඒ 19” ට විරුද්ධව හිටිය ජයම්පති වික්‍රමරත්න මහත්තයා රනිල් වික්‍රමසිංහ මහත්තයා එක්ක එකතුවෙලා මේ 19” ගෙනාවා. ඒ සංශෝධන යෝජනා ඇතුළත් ගැසට් නිවේදනය නිකුත්කළේ 2015 අවුරුද්දේ මාර්තු 16 වැනි දා. පාර්ලිමේන්තුවේ න්‍යාය පත්‍රයට ඇතුළත් කළේ මාර්තු 24 වැනි දා. ඉතින් විරෝධතා ගොනුකරන්න ලැබුණේ දවස් හතක කාලයක් විතරයි.

දැන් මේ විදිහට පාර්ලිමේන්තුවේ න්‍යාය පත්‍රයට ඇතුළත් කරපු මේ 19” ගැන විභාගයට ශ්‍රේෂ්ඨාධිකරණයෙන් පත් කළේ ත්‍රිපුද්ගල විනිශ්චයකාර මඬුල්ලක්. අග විනිසුරු කේ ශ්‍රී පවන්, චන්ද්‍රා ඒකනායක, ප්‍රියසාද් ඩෙප් කියන ශ්‍රේෂ්ඨාධිකරණ විනිශ්චයකාරවරු තුන්දෙනා ඒ විනිශ්චයකාර මඬුල්ලට ඇතුළත්වුනා. මේ හා සම්බන්ධ විභාගය පවත්තලා තියෙන්නේ 2015 අවුරුද්දේ අප්‍රේල් 1, 2, සහ 6 කියන දවස් තුනේ.

කොහොම වුනත්, අධිකරණ විභාගය පැවැත්වෙන අස්සෙත් පිටු 12 ක සංශෝධන ලේඛනයක් ඉදිරිපත්කරන්න නීතිපතිවරයා කටයුතුකරලා තිබුණා. මේ අමතර ලේඛනයේ තිබුණේ මාර්තු 16 වැනි දා ගැසට් නිවේදනයේ නැති කරුණු. විභාගයට අදාළ වුනත් මේ ලේඛනය ප්‍රසිද්ධ කළේ නෑ. කොහොම වුනත්, තමන්ගේ තීන්දුව දෙද්දි ත්‍රිපුද්ගල විනිශ්චය මණ්ඩලය ඒ ලේඛනයේ කරුණුත් සැළැකිල්ලට ඇරගෙන තියෙනවා.

අමාත්‍ය මණ්ඩලයේ ප්‍රධානියා විදිහට අගමැතිවරයාව නම්කරන්න, ඇමැතිවරුන් ගණන තීරණය කරන එක සහ ඒ අයට පවරන විෂයයන් පිළිබඳ තීරණයගැනීම අගමැතිවරයාට පවරන්න, ඒ ඒ ඇමැතිවරයාට පවරන විෂයය ඕනෑම වෙලාවක එහෙ මෙහෙ කරන වැඩේ සහ ඇමැති මණ්ඩලයේ සංයුතිය වෙනස්කරන වැඩේ අගමැතිවරයාට පවරන්න, ඇමැතිවරු පත්කිරීමට අදාළ ගැසට් නිවේදන පළකරන වැඩේ අගමැතිවරයාට පවරන්න මේ සංශෝධනවලින් මූලිකව ම යෝජනා කෙරුණා. ඊට අමතරව 70 වැනි වගන්තියෙන් ජනාධිපතිවරයාට පවරලා තිබුණු පාර්ලිමේන්තුව විසුරුවාහැරීමේ ජනතාවගේ විධායක බලය මුළුමනින් ම අඩපණ කරලා දාන්නත් මේ සංශෝධනවලින් යෝජනා කෙරුණා. (මේ සංශෝධනවලින් යෝජනා කෙරුණු ජනතාවගේ විධායක බලයට අදාළ කරුණු විතරක් මේ ලිපියේ සාකච්ඡා කරන්නේ ඉඩ සීමාව ගැන සළකා බව කරුණාවෙන් සළකන්න).

අමාත්‍ය මණ්ඩලයේ ප්‍රධානියා බවට පත්වෙන්නත්, ඇමැතිවරු පත්කරන්න සහ ඒ අයට විෂයය පවරන්නත් කරපු යෝජනාව 3 වැනි වගන්තිය උල්ලංඝනය කරනවා කියලා ඒ විනිශ්චයකාර මණ්ඩලය තීරණය කළා. ඉතින් ඒ කරුණු ටික සම්මත කරගන්න නම් පාර්ලිමේන්තුවේ මන්ත්‍රිවරුන් තුනෙන් දෙකකගේ අනුමැතියට අමතරව ජනමත විචාරණයක අනුමැතියත් උවමනා වෙනවා කියලා ඒ විනිශ්චයකාර මණ්ඩලය පාර්ලිමේන්තුවට දැනුම් දුන්නා. මේ කාරණය හැරෙන්න අනිත් හැම යෝජනාවක් ම පාර්ලිමේන්තුවේ තුනෙන් දෙකක ඡන්දයෙන් අනුමත කරගන්න පුළුවන් බවකුයි ඒ විනිශ්චයකාර සභාවේ තීන්දුවෙන් කියැවිලා තියෙන්නේ.

හැබැයි මේ සම්බන්ධයෙන් කරපු සාකච්ඡාවට 70 වගන්තියට අදාළ කරුණු කිසිවක් ඇතුළත් කරලා නෑ. ඒ වුනත්, මේ කාරණයට අදාළ 2002 අවුරුද්දේ යෝජනාකරපු ඒ 19” සම්බන්ධයෙන් සප්ත පුද්ගල විනිශ්චයකාර මණ්ඩලය ලබාදුන්න තීන්දුව කියලා තේරුම්ගන්න පුළුවන්. ඉතින් ඒ සප්ත පුද්ගල විනිශ්චයකාර මණ්ඩලයේ මතය අනුව ජනතාවගේ අනුමැතිය ලබාගෙන පාර්ලිමේන්තුව විසුරුවීමට සඳහා ජනතාවට අයිති විධායක බලය අවුරුදු දෙකයි මාස හයක කාලයක් දක්වා දීර්ඝ කරවන්න කියලා ත්‍රිපුද්ගල විනිශ්චයකාර මණ්ඩලයට යෝජනා කරන්න තිබුණා. ඒත් එහෙම දෙයක් වෙලත් නෑ.

ඇත්තෙන් ම, සංශෝධනයට අදාළ ගැසට් නිවේදනයේ අංක 19 යටතේ දක්වලා තිබුණු 70 වැනි වගන්තිය සංශෝධනය කිරීම ගැන යෝජනාව ගැන වචනයක්වත් ඒ ත්‍රිපුද්ගල විනිශ්චකාර මණ්ඩලයේ තීන්දුවේ නෑ. 2002 දී ලබාදුන් තීන්දුව ඉතාමත් පැහැදිළි නිසා එහෙම කළා වෙන්නත් පුළුවන්.

ඒත් අන්තිමේ දී – 2015 අප්‍රේල් 28 වැනි දා; පාර්ලිමේන්තුවේ සම්මත කරගත්තේ මොකක්ද? පාර්ලිමේන්තුව විසුරුවීම සඳහා 70 වැනි වගන්තියේ දක්වලා තිබුණු ජනතාවගේ විධායක බලය අවුරුදු හතරයි මාස හයක් දක්වා අකර්මන්‍ය කරපු, අගමැති ඉවත්කිරීම සඳහා 47 වැනි වගන්තියේ දක්වලා තිබුණු ජනතාවගේ විධායක බලය නැතිකරලා දාපු ලේඛනයක්. ජනතාවගේ විධායක බලයක් නැති කරලා දාන්න, තවත් බලයක් අකර්මන්‍ය කරලා දාන්න ව්‍යවස්ථාදායකයට පත්කරපු නියෝජිතයන්ට බෑ. මේ කාරණය ගැන ඉතාමත් පැහැදිළි තීන්දුවක් ඒ 19” ඉදිරිපත් කරපු 2002 අවුරුද්දේ දී සප්ත පුද්ගල විනිශ්චයකාර මණ්ඩලය විසින් ලබාදීලා තියෙනවා.

ඒ හින්දා, මේ 19” ට අයිති සංශෝධන විශාල ප්‍රමාණයක් තවමත් මේ රටේ මූලික නීතියට ඇතුළුවෙලා තියෙනවා කියලා පිළිගන්න පුළුවන්කමක් අපිට නෑ. මූලික නීතිය බවට පත් නොවුනු ව්‍යවස්ථා සංශෝධන යෝජනා ගැන අපි සළකන්න ඕන නෑ. ඉතින් මේ කාරණය ගැන ජනතා සංවාදයක් ඇතිකරන අතර ම නියමිත විදිහට සම්මත කරගෙන තියෙන මූලික නීතියට අනුව කටයුතුකරන්න අදාළ බලධාරීන්ට පුළුවන් වෙන්න ඕන. මොහාන් පීරිස් මහත්තයා ගෙදර යවලා ශිරාණි බණ්ඩාරනායක මහත්මිය නැවත වැඩට ගෙන්නගත්තේ ඒ වැඩේ දැන් සිද්දවෙලා ඉවරයි. ඉතින් අපිට දැන් කරන්න දෙයක් නෑ” කියලා කියවා කියවා ඉඳලා නෙවෙයි. ජනතාවගේ බලයට ඔය මොන ලෝ පොයින්ට්” එකත් යටයි.

ඒ හින්දා අද අපිට ඕන මේ 19” පෙන්නලා කරන්න හදන මගඩිය පරද්දවන සෘජු දේශපාලන ක්‍රියාමාර්ගයක් කියන එක අපි තේරුම්ගන්න ඕන. මේ දේශපාලන ක්‍රියාමාර්ගයට ශක්තිය සපයන්න පුළුවන් වෙන්නේ ඊට අදාළ කරුණු ගැන ජනතාව දැනුම්වත් කරලා ප්‍රබල ජනතා මතයක් ඇතිකරනවා නම් විතරයි. මේ ලියන්නේ ඒ වෙනුවෙන්!

වත්මන් ජනපති මෛත්‍රීපාල සිරිසේන මහතා ලංකා පාර්ලිමේන්තුවේ 2018 වසරේ සැසිය අවසාන කර කල් තැබීම ව්‍යවස්ථානුකූලව කර ඇති බව විද්වතුන් පෙන්වා දී තිබේ. පරිණත දේශපලනාඤයෙකු වූ වි.ජ.මු. ලොකු බණ්ඩාර මහතා මේ සම්බන්ධව දරන අදහස ඉතාමත් ම නිරවුල්ව ඉදිරිපත් කර ඇත. ඒ මතය අපට ඉතා වැදගත් වෙයි.ජනාධිපතිවරයා මෙවැනි තීරණයකට එළඹියේ කුමන කාරණයක් නිසාදැයි ඔහුගේ කතාවේ  පැහැදිලි කරන්නට ද යෙදුණි.රටට ජනතාවට අහිතකර ලෙස කටයුතු කිරීම ජනතාව පීඩාවට පත් කිරීම රටේ ඉඩම් හිමි කම් අන්සන්තක කිරීම ආදී ක්‍රියා කාරිත්වයන් නිසා තම පරමාධිපත්‍ය බලය යෙදවීමට සිදු වූ බව සිරිසේන ජනාධිපතාවරයා ඉතා පැහැදිලිව ප්‍රකාශ කළේය. වසර තුනහමාරක් පමණ කාලයක් තුළ මෙවැනි තත්ත්වයන් වර්ධනය වද්දී නිහඬව එම විනාශයන් දර ගෙන සිටීම පිළිබඳවද ඔහු වගකිව යුතු නමුත් අවසාන වශයෙන් හෝ තම බලය අනුව ජනතාවගේ පැත්නේ හිතා බලා කටයුතු කිරීම පැසසුම් කට යුතුය.අසාධ්‍ය රෝගියෙකු වෛද්‍යවරයෙකු වෙත පැමිණි විට චක්‍රල්ඛන  වලින් හෝ යම් නීතියකින් වෙදකමකරන්නට බාධාවක් ඇති විට ගන්නා තීරණය කුමක්ද. රෝගියා සුවපත් කරලීමට ක්ෂණිකව කටයුතු කිරීම නොවේද.

    ලංකාවට නිදහස ලැබීමෙන් පසුව ඇති කළ වෙස්ට්මිනිස්ටර් ආණ්ඩුක්‍රමය යටතේ ලංකා පාර්ලිමේන්තුව තුළ සිදු වූ බල පෙරළි කලබගෑනි ඉතිහාසයේ ලියැවී තිබේ. ඇතැම් අවස්ථාවලදී අස්ථාවර ආණ්ඩු බිහි වීම දක්වා මේවා වර්ධනය වූ බව පැහැදිලිය. නිදහස ලැබී මුල් කාලයේ තිබූ එක්සත් ජාතික පක්ෂයත් සමසමාජ පක්ෂයත් ශ්‍රී ලංකා නිදහස් පක්ෂයත් අතර මේ බල හුවමාරුව සිදු වුවද ඒ ක්‍රමය තුළ ජාතිවාදී අන්තවාදී සවරූපයක් ක්‍රියාත්මක නුවුණි. නමුත් අවාසනාවකට 1965 න් පසුව උඩරට වතු කම්කරුවන්ට අනවශ්‍ය ආකාරයට පුරවැසි බලතල හිමිකර දීමත් ඒවා  දෙමළ දේශපාලනඥයන් කොල්ල කෑමත් නිසා ජාතිවාදය තුළින් බල දේශපාලන කේවල් කිරීම ඇරඹුණි. මේ තත්ත්වය වඩාත් නරකට හැරුණේ මුස්ලිම් පක්ෂ පිහිටුවා ගනිමින් අන්තවාදයට තල්ලු වී යෑමෙන්ය.මේ නිසා එදා ජේ.ආර්.ජයවර්ධන මහතා ඉතා කාල්පනාකාරීව කටයුතු කරමින් ජනපති තනතුර රටේ ප්‍රධනතම ජනතා පරමාධිපත්‍ය බලය බවට පත් කරන ලද්දේය.ඒ මුළු රටේම ජනතාවගේ චන්ද බලයෙන් පත් කරන්නෙකු වීමෙන්ය.

         ජයවර්ධන හිටපු ජනාධිපති වරයා 1977 වසරේ බලයට පත් වූ විගසම සිය ව්‍යවස්ථා සංශෝධනය රටට ඉදිරිපත් කලේය.1966 වසරේ දී ඔහු මෙම අදහස ප්‍රථම වරට ඉදිරිපත් කොට ඇත්තේ එම වසරේ දෙසැම්බර් මස 14 දි විද්‍යාභිවර්ධන සංගම් ශාලවේ පැවති රැස්වීමකදීය.මේ එහිදී ඔහු පළ කල අදහසයි. විධායකය තෝරා ගැනෙන්නේ ජනතාව විසින් වන අතර එය ව්‍යවස්ථාදායකයට නියමිතව ඇති කාලසීමාව මත රඳා පවතින්නේ නැත. එබඳු විධායකයක් ශක්තිමත් විධායකයක් වේ. එය නියමිත කාලසීමාවක් සඳහා බලයට පත් කොට සිටින අතර ජනතාව තෝරා ගෙන ඇති විධායකයක රුචි අරුචිකම්වලට යටත් වන්නේ නැත. එසේම ජනප්‍රිය නොවූවත් තම පාර්ලිමේන්තු කණ්ඩායමෙහි අප්‍රසාදයට පත් වීමට බිය නැති නිසා අවස්ථාවට අවශ්‍ය පියවර ගැනීමට එය බිය නොවන්නේය. අද අප මුහුණ පා සිටින්නාක් වැනි බරපතළ ප්‍රශ්ණයන්ට මුහුණ පාන අප වැනි සංවර්ධනය වෙමින් පවතින රටකට අත්‍යන්තයෙන්ම අවශ්‍යව ඇති බව මගේ විශ්වාසයයි. මේ යෝජනාව ඊට  අවුරුද්දකට පසු ඔහු සාකච්ඡාවට ගත් කල ඩඩ්ලි සේනානායක මහතා ඊට විරුද්ධ විය. නමුත් ආර්.ප්‍රේමදාස මහතා එම යෝජනාව ස්ථීර කළ බව පැවසේ. ආචාර්ය කොල්වින් ආර්.ද සිල්වා මහතාද සමගි පෙරමුණ කණ්ඩායම මෙහෙයවමින් ඊට විරුද්ධ විය.

          1978 ව්‍යවස්ථාවට ජනාධිපති තනතුරු පිළිබඳ ඉදිරිපත් කළ අදහස අද අර්ථයෙන් ගත් කල්හි ඉතා කාලෝචිත බව දැන් පසක් වනු නිසැකය. ඊට හේතුව වන්නේ පසුගිය වසර තුනහමාර තුළ සිදු වූ ක්‍රියාදාමයන් සිහිපත් කරන විටය. රනිල් වික්‍රමසිංහ මහතා ජනපති ගේ බලතල සියතට ගෙන ඉතා අත්තනොමතික ලෙසට හැසිරුණු ආකාරය ජනපතිවරයාගේ කතාවෙන්ද පැහැදිලි විය. රනිල් වික්‍රමසිංහ මහතාගේ ඒකායන අරමුණ වූයේ දෙමළ ජාතිවාදය ට ආවඩමින් තම බටහිර හාම්පුතුන් සතුටු කිරීමයි. දේශීය කර්මාන්ත ගොවිතැන සංස්කෘතිය පිළිබද ඔහු කිසිම තැකීමක් නොකළේය. බ්‍රිතාන්‍ය පාලනසමයෙන් පසු ඉතා වෙහෙස මහන්සියෙන් ගොඩ නගාගෙන තිබූ දේශීය කර්මාන්ත ඇද වට්ටවීම පිණීස ඔහු හිතා මතා කටයුතු කළේය.මහා සංඝ රත්නය සිරගත කොට කුමන්ත්‍රණ මගින් මුස්ලිම් අන්තවාදයට සහ දෙමළ ජාතිවාදයට සිංහල ජාතික ව්‍යාපාරයේ ක්‍රියාධරයන් තල්ලු කොට අත් අඩංගුවට ගැනීම නිතිපතා සිදු විය. දහනව වන ව්‍යවස්ථා සංශෝධනය රනිල් ගේ වුවමනාවට ඉංග්‍රීසීයෙන් පිටපත් කර පවතින ව්‍යවස්ථාවට රිංගවන ලද්දේ කිසිම ප්‍රජාතන්ත්‍රවාදී නීතියක් හෝ පාර්ලිමේන්තු සම්ප්‍රදායයක් අනුගමනය නොකරමිනි.2014 වසරේදී පූජ්‍ය අතුරලියේ රතන හිමියන් සංවිධානය කළ පිවිතුරු හෙටක් සමුලුවේදී ජනපති අගමැති ව්‍යවස්ථා සන්ධානය යනුවෙන් ලියැවිල්ලක් රනිල් වික්‍රමසිංහ මහතාට පිළිගන්වනු ලැබීය. දනවයට මුල් වූයේ මේ ලැයැවිල්ල බවට සැක නැත. එය බටහිර තානාපති කාර්යාලයකින් හෝ වෙනත් ඔත්තු සංවිධානයකින් කෙටුම්පත් කරවූවක් බවට ඉතා පැහැදිලිය.

        රනිල් වික්‍රමසිංහ යනු වඳ පීදුණු කෙසෙල් ගසක් වැනියෙකි. එවැනි පුද්ගලයෙකු නායකත්වය දෙන රජයක් ප්‍රදේශයක්  හෝ පවුලක්  සශ්‍රීක නොවන බව පසුගිය කාල වකවානුවේ ඔප්පු කර තිබේ. රජරට වසර තුනහමාරක් තිස්සේ බරපතල නියඟයට මුහුණ පෑහ.රජයේ ආර්ථිකය කඩා වැටීම සිදු වූයේ ඉඳ හිට නොවේ. දිනපතාම මේ කඩා වැටීම මගින් සුළු ව්‍යාපාරයක්වත් හරිහැටි ක්‍රියාත්මක කරලීමට අසීරු විය.මේ නිසා ඇතිවූ අර්බුදය අස්ථාවරත්වය ජනාධිපතිවරයා දකින්නට ඇත. නමුත් දෙවරක්ම රනිල් වික්‍රමසිංහ මහතා ආරක්ෂා කළ පුද්ගලයෙකු වශයෙන් ඔහු නැවත වරක්  පසුතැවිලි නොවන්නට හිතා ගන්නට ඇත.. එහෙත් ජ.වි.පෙ. ලවා ජනපති බලතල කප්පාදු කරවීමට තැත් කළ පසුව සහ ඝාතන කුමන්ත්‍රණයේ තොරතුරු හෙළි වූ  පසු කවදුරටත් මෛත්‍රීපාල මහතාට පිළිසරණක් නොවුණු බැව් පැහැදිලිය.  ක්ෂණිකව කේන්ති යන පහරදෙන පුද්ගලයෙකු ලෙසට මහින්ද රාජපක්ෂ මහතා  ප්‍රකටය. එහෙත් කෙනෙක් පසු පස්සේ ගොස් දිගින් දිගටම කුමන්ත්‍රණ මගින් පහර දීමේ පුරුද්දක් ඔහුට නොමැති බව  සිරිසේන මහතා දනී. එම නිසා ඔහු අවසාන වශයෙන් මහින්ද අගමැති කොට පාර්ලිමේන්තුවේ වාර අවසාන කළේය.

        මෙලෙස නොකලා නම් රනිල් වික්‍රමසිංහ මහාතාගේ පීඩාකාරි පාලනය තුළ ඉතා ඉක්මනින් රට තුළ කැරැල්ලක් මතු වීම වළක්වන්නට නොහැකි වනු ඇත. එවිට ආරක්ෂක අංශ ලවා මේ කැරලි කරුවන් මර්දනය කිරීමට ආණ්ඩුවට සිදුවේ . රට බෙදන ආණ්ඩු ක්‍රම ව්‍යවස්ථාවද එවිට සම්මත කර ගත හැකිය.මේ කැරලි වලින් සිද්ද වන්නට ගිය ජීවිත හානි සියල්ල වැලකී ජනපති ගේ බලතල මත මේ බල පෙරළිය සිදු වීම දෙවියන්ගේ බැල්මක් ලැබීමක් බව කිව යුතුය. වර්ෂ 1592 වර්ෂයේදී බල පෙරළියකින් කොනප්පු බණ්ඩාර උඩරට සිංහාසනය අල්වා ගෙන පරංගින්ට විරුද්ධව සෙංකඩගල නව පාලනය ආරම්භ කිරීම මෙහිදී මට මතක් වේ. එහීදීද ජනතාව හානියට පත් වූයේ නැත සිදු වූයේ කීප දෙනෙක් මිය යෑම පමණකි. ඉතින් රනිල් වික්‍රමසිංහ මහතා ඇද වැටීම මේ රටේ සංස්කාතිය අගයන ජාතික අනන්‍යතාවයන් අගයන සියලු දෙන ගේ සැනසීමට හේතුවකි . නමුත් මේ රටේ සවාධීනත්වයත් ඇති කළ හැක්කේ මේ බල පෙරළියෙන් පසුව යන්න අපගේ වැටහීමයි.එයට ඉතා ඉක්මනින් මැතිවරණයකට යා යුතුය.  දළදා වහන්සේට වග කියන ප්‍රඥාවන්ත නායකයෙකු බිහිකළ හැක්කේ  ඉදිරි අස්ථාවර තත්ත්වයන් සමහන් වූ විටය.එහෙත් ජාතික ව්‍යාපාරය නැවතත් නිද්‍රාශීලී වුවහොත් සතුරා යළි හිස එසැවීම සිදු විය හැකි බව ද අවසාන වශයෙන් සඳහන් කළ යුතුය.

 

Sri Lanka’s October Revolution –  Part I

All these years when we talk about October Revolution” there was no parallel for the great October revolution launched by the great Russian legendary Bolshevik Leader Vladimir Ilyich Lenin in which the tyrant Emperor Tsar of Russia who was also known as Nicholas the Bloody and who ruled Russia from 1894 to 1917 was deposed by what is called in Soviet literature as the Great October Socialist Revolution and created the world’s first people’s government.

We, Sri Lankans also became claimants for Sri Lanka’s October Revolution on 26th October this year by ousting a tyrant who is branded by some people as a reincarnated Portuguese whose main objective was foreignization of county’s national assets and natural resources including water in our centuries old tanks and reservoirs, discourage paddy cultivation saying that it is cheaper to import it, make the country a neo liberal State, bowing down to all requests by westerners including castigating our war heroes who liberated this country from 30 years terrorist scourge, to enact a federal and secular constitution and divide this country to nine or eight separate entities etc.

The people received the announcement of his dismissal by President Maithripala Sirisena and inducting the former President Mr. Mahinda Rajapaksa as the new Prime Minister with very much joy and jubilation like how they reacted for the news of killing the terrorist megalomaniac Prabhakaran.  It was to pay gratitude to the President and welcome the new Prime Minister that people despite continuous heavy rains assembled in the Parliament area and its access routes on 5th November in the Janabala Meheyuma.

President Maithripala Sirisena made a very significant speech addressing this mammoth crowd and as only certain parts of the speech appeared in English newspapers hence, we give below the full translation of this historical speech: reported in the Mawbima newspaper

This unity cannot be broken by anyone through carrying tales.  No one should suspect about the 113.

Do not think about 113.  We have already made 113.  President Maithripala Sirisena said that he is requesting Mr. Ranil Wickremasinghe to allow them to strengthen the Parliament and carry forward the administration of the country within their political vision.

The President categorically stated that regardless of any force that may come, despite whatever threats and whatever form of pressures that may applied he would march forward with the decision taken by him and would never take a step back.

The President said that in the deposed government   all decisions were taken by the butterfly clan headed by Ranil Wickremasinghe.  The President said that Mr. Ranil Wickremasinghe instead of taking decisions needed to solve the problems faced by the country entered a butterfly life.

I am happy that after a lapse of 4 years I was able to get on to a same stage in my country with Prime Minister Mr. Mahinda Rajapaksa.  This month of November is a peculiar month.  It was on 21st November 2014 I got separated from the Sri Lanka Freedom Party government.  After a period of 4 years we have come together on to the same stage.

What was the reason for constitutionally ousting Ranil Wickremasinghe who was ruling as the Prime Minister of this country and instead making the former President Mr. Mahinda Rajapaksa as the new Prime Minister? It was not two bodies that were changed to this chair.  It was not two human parts pr two individuals that were changed.

What was ousted from this chair was the leadership with the vision that was not suitable for this country, that was not conducive for this country, that did not comprehend the indigenous values of t things in his country and that functions according to foreign political agenda. Instead, I appoined to this chair a leader who is fritting for our country, a leader who understands our culture and indigenous values, and who rejects foreign political agendas. What I did was placing on the Prime Minister’s chair was rather than changing personalities installing a wide political vision and a positive political value.  It was placing in the chair the suitable political vision by removing the unsuitable political vision.

You who are here at this moment is not a UNPer.  I am talking to those who love the UNP similar to the love they have for their life.  You are asking why Ranil Wickremasinghe.

was ousted and replaced with Mr. Mahinda Rajapaksa. This question was asked from me, 4 days ago, by the Speaker Mr. Karu Jayasuriya as well.  I spoke to him for one whole hour and explained the reason for my change.  People may be asking that whether I who came to power with the dedicated cooperation of UNPers had no other alternative than appointing Mr. Mahinda Rajapaksa as the Prime Minister. I spoke to Karu Jayasuriya for one hour and reminded him that I offered that alternative to him.  After the No Confidence Motion against Ranil Wickremasinghe I told Karu Jayasuriya that Ranil’s policies are not compatible with my policies and appealed for him to take up the Prime Minister post.

I only did not prostrate before him.  He told me that he would agree to my request and on the following day evening he came to my official residence accompanied by Ranil Wickremasinghe and with shivering lips he apologized to me saying that he cannot go against his Prime Minister.  That day Karu Jayasuriya put me in trouble.

I did not cease my exercise with that.  Two months ago, I called the Deputy Leader of the UNP Sajith Premadasa to my residence and told him that Ranil does not suit for this country and hence I cannot work with your leader and suggested to remove him and I also requested him to take up the post of Prime Minister.  Like Karu Jayasuriya Sajith also told me that he cannot confront the Leader. Therefore, I decided to take a decision about a leader who suits our country.  I searched then for a person compatible to me and who loves the indigenous nature of this country and who can march together with me to go on a democratic journey.  Karu said he cannot and Sajith also said that he too cannot.  Then I appointed a person not only he can confront Ranil but who can also walk over Ranil knocking him down.

Mr. Ranil Wickremasinghe entered a butterfly life. It was not the President and the Ministers that took government decisions. It was Ranil Wickremasinghe and his butterfly clan that took decisions.  Now he is worshiping in front Embassy and High Commission offices.    The new Prime Minister Mr. Mahinda Rajapaksa has visited the Maha Nayake Theros of Tri Nikayas, worshipped at Sri Maha Bodhi, and has visited Cardinal Dr. Malcolm Ranjith Has Ranil Wickremasinghe visited the Maha Nayaka Theros? Did he worshipped at Sri Maha Bodhi? But he is genuflecting in front Embassy and High Commission offices I have a political life of 51 years.  I have not taken decisions during this period without consulting experts in the relevant fields and such decisions have always been taken in accordance with constitutional providence and respecting the law of the country.  This country has a commendable legal framework to seek impartial solutions for any legal problem.  Do not have any suspicion about 113.  We have finished forming 113.  Mr. Ranil Wickremasinghe, kindly allow us to strengthen the parliament and let us go ahead with our political vision.

Taxes were imposed even to King Coconut vendors. Taxes were imposed on lottery sellers and even on vendors of fruits at5 the road side.  I fought against these measures for more than three years.   Mr. Ranil Wickremasinghe’s only attempt during this period was to provide misinformation to the international community. Our greatest strength is that despite that we have taken all decisions constitutionally, legally, and infallibly.  Like that it is very clear that most of the people in this country, 80% of them stand with us with this decision we have taken. Therefore, do not play with the People’s Power.  Therefore, I ask Mr. Ranil Wickremasinghe and his colleagues to understand the people’s appreciations, and their consciousness and work accordingly

In future we would clearly make the changes that need to be done.  I must also clearly state that together with Prime Minister Mr. Mahinda Rajapaksa we would solve the economic problems prevailing in the country and we would fully commit ourselves to solve the problems prevailing in the North.

The Ministers fought with each other to claim for the ownership of the 50,000 Housing Units project envisaged for the innocent people of the North.  Not a single housing unit was constructed.  Other projects however were implemented. Large amount of funds was received for this 50,000 Housing Units project. Mr. Ranil Wickremasinghe submitted a Cabinet paper to get these funds. Mr. Ravi Karunanayake also as the Minister of Finance submitted a Cabinet memo to get these funds.

The Secretary General to the United Nations talked to me about a programme acceptable to the country and a programme acceptable to the International Community. I explained to him about the new appointment I made.  He told that they would clearly support me about the decisions being taken by me to strengthen the democracy and there is no question in them about it. I appreciate very much that expression of support extended to us as a member of the UN organization and a friendly country of the United Nations.

Mr. Ranil Wickremasinghe and his team are carrying out a malicious propaganda programme to distance us from our neighbour India which is a very friendly country with a cordial relationship extending to several centuries. Mr. Ranil Wickremasinghe and his team acted melancholy to distort to the media what I revealed to the Cabinet about the information received on the investigation activities of the plot to assassinate me and they attempted to impair our relations with India.

I clearly state that we got our Buddhist philosophy from India.  We have several thousand years of economic and cultural friendship with India.  I clearly state at this moment I always endeavour to further strengthen our relations with India our Non-Aligned foreign policy under which we endeavour to have cordial relationship with all countries.

Let us all get together and build a better country.  Let us together go on a better journey.  Let us rectify our mistakes and shortcomings.  Let us be on the right path.  Let us fulfil the anticipations of poor and innocent people of this country.   Let us build a prosperous economy. Let us all dedicate ourselves to ensure peace in the country patiently, strengthening peace, protecting public property, national resources and by pacifying the political uncertainty and rivalry. Do not inconvenience anyone. Do not resort to any form of confrontations.

Protect public property. . Protect national resources.  Talk to political extremists and chauvinists kindly and passionately.  Explain them the true facts. With all these things let us bui8ld a better country.  Let all of us together with Hon. Prime Minister Mahinda Rajapaksa, the new Minister and in accordance with the advice and guidance of the Maha Sanga and other honourable religious leader’s rand giving prominence to our heritage and considering our culture and traditions as our own build our beloved motherland, strengthen it and march forward.

In conclusion I must say something to the Speaker Mr. Karu Jayasuriya.  Hon. Gentleman, you are a good Sinhala Buddhist leader. You are a person who closely associates with the honourable Buddhist monks.  You are a person who is having an honourable life.  Therefore, take advice and guidance from our Mahanayake Theros. By safeguarding peace and harmony and by providing cooperation to actions taken by me legally and constitutionally and as a democratic leader without creating conflicts among the peoples let us work together in unison to build the motherland of yours as well as mine.

Has Aljazeera become a tool of the West – Sri Lanka the latest victim

Al Jazeera is no stranger to controversy. It has been accused of siding with the western lobby in toppling the Libyan leader, it has been criticized over unfair coverage in Syria, links to US forced Al Jazeera’s English director to resign in 2011, while another reporter was accused of links to Al Qaeda, in 2012 its own correspondents resigned objecting over Al Jazeera paying $50,000 to smuggle phones & satellite equipment to Syria’s ‘rebels’. Iraq too accused Al Jazeera of sectarian bias in 2013 & the same year Egypt arrested some Al Jazeera reporters too while even India banned Al Jazeera for 5 telecasts over repeatedly relaying disputed maps of India. Therefore, in its reporting of Sri Lanka, the question of bias by Al Jazeera is nothing new or unexpected. On 31st October 2018 Al Jazeera invites 3 Sri Lankans to answer their question Is Sri Lanka on the path to dictatorship?”. When viewers are presented 3 controversial characters viewers are unlikely to derive at a proper assessment of the situation. Let us therefore take the sentiments expressed by these viewers & facilitated by Al Jazeera so that post-interview the readers can conclude how mainstream media manipulates people’s opinion.

The Inside Story presented by Al Jazeera’s Imran Khan who says ‘the political crisis in Sri Lanka is spiraling out of control’ – on what basis is he coming to such a conclusion? and what are the examples to justify this statement? Nothing. Just blabber something & air it on prime time & it takes its own course. He goes on to say ‘Parliament has been warned of a bloodbath’ – again who is giving these ‘warnings’ we are into the 12th day after the change-over & no such bloodbath has occurred. However, there has been 1 death and that death is as a result of one of the former Prime Minister’s Minister ordering his security to shoot resulting in the death inside the Ceylon Petroleum Compound.

What is the ‘democracy’ Al Jazeera may term for a Prime Minister who is removed & replaced & the new appointment is also gazette but the sacked PM refuses to leave the official residence & has been staying put for the past 12 days and not only that Temple Trees the official residence of the Prime Minister has been turned into a UNP family fun house. Oh but no one will say anything against such.

Al Jazeera selects 3 controversial panelists Jehan Perera of the Church funded National Peace Council, Alan Keenan of the regime change expert International Crisis Group & Dilantha Withanage of the Bodu Bala Senawa – Jehan Perera does not represent the majority opinion or even the minority opinion. But he does represent the opinion of the NGOs & the Church which funds him. He is one of the best speakers & writers who have a prepared dictionary of ‘democratic’ words & phrases which get circulated. We can predict his sentences before he even says it!

Jehan Perera says the sacking of Ranil & appointment of Mahinda ‘goes against democratic norms’ reasoning that it took place ‘without prior’ warning. Oh yes, President tells Prime Minister ‘I’am going to sack you’ and the Prime Minister will say ‘OK, please go ahead’ – and this is the same PM who is refusing to evacuate Temple Trees even after his official sacking! JehanP also speaks of ‘prior processes’ Al Jazeera may like to ask him where was the prior process when Ranil was appointed PM in 2015 without removing the sitting PM and when Ranil had only 46  MPs – was this democratic?. In the removal of Ranil as PM in 2018 there was a gazette notification sacking him & a gazette notification appointing Mahinda Rajapakse as PM. Al Jazeera readers please take note.

Jehan Perera also finds fault with the President ‘proroguing Parliament’ according to Jehan Perera ‘people are talking about it at home & on the streets’ but he makes no mention of the crackers that were lit or the statement made by Gangarama Thero who said everyone slept peacefully that night including himself. Jehan Perera admits that there has been tensions between Maithripala & Wickremasinghe but both were not racists” or ‘hard nationalists’ but he says that the President has gone ‘outside the democratic process’ accusing him of shutting down the Parliament which according to him sets a bad ‘precedent for the transfer of power’. He goes on to say this is the first time a prime minister has been unseated – which is factually incorrect as Chandrika Bandaranaike by sacking 3 MPs in Ranil’s government virtually nullified Ranil’s term as PM in 2003. This Jehan Perera who bemoans Ranil has a parliamentary majority in 2018 did not make the same cry against ‘democratic process’ being violated when Ranil did not have any parliamentary majority when he was made PM in 2015 (UNP had just 46MPs) Basically Jehan Perera is accusing he present government of taking a ‘shortcut’ and creating a ‘dangerous’ situation for Sri Lanka. A lot of people who had been misusing, abusing & manipulating the system enjoying free state perks & privileges are the one’s who are actually worried because the change is affecting a lifestyle they are unlikely to loose. The vomiting of democratic slogans is just a cover to hide their personal anxieties that can’t be said publicly.

The question posed to Dilantha Withanage of the Bodu Bala Sena was whether the 26th October 2018 sacking of PM Ranil expected or was it a complete surprise. He says that the BBS leader predicted that such an eventuality would happen in 2015 explaining that both ousted PM & President were culturally, politicially & socially poles apart. Dilantha also goes on to say that the other panelists are speaking of democracy only when their people are in trouble which reiterates the anxiety factor. He says that the issue is such that people are fed up with the entire system.

Disagreeing with Dilanthe’s position on reconciliation Jehan Perera mentioned that entire north east voted against Rajapakse he faulted Rajapakse for not removing military, not giving land, not giving compensation and that everyone was excited into ‘shell call – country going to be divided, LTTE is going to return’ but when arms are emerging, when LTTE cadres are returning don’t the people have a right to be worried & demand the state take precautions?

He boasts about the achievements of the Ranil administration – He speaks of office of reparation to compensate war victims. He says 80% of lands has returned to Tamils. Military is mostly in barracks. He boasts that the Ranil government has done all of that. But he doesn’t answer the question that the tax payers ask – why should they fund compensation for LTTE when LTTE should be held accountable for the victims of LTTE first.

Dilantha also pointed out that unlike in other countries where people come to the streets if a situation similar to Sri Lanka occurred, that did not happen in Sri Lanka. An interesting point he brought out is that the UNP leadership had to ask UNP supporters to attend the rally & it was nothing that the people had organized. He also pointed out that hardly 10,000 attended though the expectation was 100,000. Jehan Perea jumped in to defend this by claiming that the psyche of the people in Sri Lanka is likely to be different to other countries.

Dilantha also added that Ranil’s government had failed in its reconciliation efforts. He stressed that when there is no reconciliation between the Prime Minister & President of Sri Lanka while ministers of Ranil’s government are fighting amongst each other. Reconciliation he said was just subject to songs & slogans. What is also interesting is that while the former accusation was against ‘Rajapakse family’ the change resulted in ‘Wickremasinghe clan’ & accused them of trying to ‘run the government without looking into the people’s voice’. He goes on to point out that in 2002 MPs were bought over for Rs.20m but now that price tag for cross overs is Rs.300m. People are worried about agriculture, education, health – Ranil Wickremasinghe’s govrnment was not worried about these, he said.

People aren’t supporting Ranil’s government because of systematic structural failure’ was his final conclusion.

Alan Keenan who is no stranger to controversy in Sri Lanka & everyone is requested to first read Malinda Seneviratne’s article A Lullaby For Alan Keenan” https://www.colombotelegraph.com/index.php/a-lullaby-for-alan-keenan/ which clearly exposes who Alan Keenan is.

Keenan agrees that a ‘dangerous precedent’ has been set. He also takes the same route of blabbering words that make no sense ‘civil war with the Tamil tigers’ excuse us but can you ask him to please explain this statement! This constitutional expert says that the present action is ‘not allowed by the constitution’ can he first explain what that violation is with clauses! He says that the proroguing of parliament was to give enough time for Mahinda Rajapakse to ‘cajole, buy, influence, to promise perks’ who are currently aligned to PM” Wickremasinghe to join Rajapakse’s side. He goes on an harangue about ‘democratic norms’ and we have to wonder what type of democratic norms are taking place bombing Yemen & leaving children in hunger & starvation. Keenan goes on to say how a government goes is important’, he uses the interview to build an environment of fear by freely using empty rhetoric ‘history of Rajapakse rule was brutal for Tamils and Muslims’ and his response to Dilantha’s statement that no one came out to protest against Ranil’s sacking is that ‘people are not on the streets, because they are afraid of the Rajapkase’s’ and he claims that fear is says is because people were picked up on the streets and disappeared and never to return” wonder where he was in the 1980s and 1990s when this was exactly what the UNP government & the JVP were doing and unlike the nameless ‘thousands’ that Keenan claims to be missing under Rajapakse, there are names to every person that went missing never to return under UNP-JVP terror period. Al Jazeera readers please note this & please also search & read on the terror period of the 1980s & 1990s under UNP-JVP first.

When the opportunity to speak was returned to Dilantha he stressed that countries were now trying to manipulate the situation, he stressed that there was international support to defeat Mahinda Rajapakse in 2015 and he made a very good statement that the plan was only to defeat Rajapakse & had no future plan or program to develop the country. He corrects the notion of both Jehan & Keenan to say that it was during Ranil’s leadership that clashes between minorities escalated and before he could elaborate on the Kandy incident fabricated by the UNP the presenter cut short his speech.

JehanP exposing his ignorance claims that there is a big competition for international presence in Sri Lanka & that Sri Lanka has to be mindful of India’s security concerns & that China’s unlimited loans have created white elephants including an airport in the middle of a bird sanctuary totally displaying his ignorance that the Port-Airport & Industrial zone was to function together & uplift the development of the country. According to JehanP Ranil had no choice but to sell Hambantota port to China because of these loans. And there are people to believe this stuff without questioning what about the excessive loans that Ranil’s government has taken since coming to power & how much the sale has actually reduced the loan component.

Al Jazeera is not the only media channel trying to manipulate sentiments of international viewers against Sri Lanka & towards the person they will should rule Sri Lanka. When a country is sovereign & independent it is the people who decide what they want – not foreign governments & certainly not foreign media or NGOs funded by foreign governments.

Anyone without a basic background of the panelists & what they have been up to over the years, will actually accept the sentiments they are expressing. Today’s media is trying to drill perceptions into people without presenting them with both sides & allow people to decide who they think is right or wrong & what actions should be taken in the best interest of the country & the citizens not to fulfil agendas of the international players or the locals working for them.

I want   all patriotic people, first read the following news item and make your own independent reactions to this most dastardly and unpatriotic action by Nesiah

 

In a show of defiance, former civil servant and former Jaffna Government Agent Dr. Devanesan Nesiah has returned the country’s second highest National Award, the `Deshamanya’ Award along with the medal and the citation certificate to President Maithripala Sirisena saying that he was disappointed over the latter’s blatant flouting of the country’s 70-year-old democracy in the recent weeks.

85-year-old Dr. Nesiah is a civil servant who served as a Government Agent of Jaffna from 1981 to 1984. He is the son of Jaffna-based educationist K. Nesiah.

Dr. Nesiah was one of the 10 recipients of the Deshamanya award, which was awarded to him at the National Awards ceremony which was held after 12 years in March 2017 in Colombo.   

Dr. Nesiah who is presently domiciled in Melbourne, Australia has sent a letter yesterday (7) to President Sirisena confirming of the returning of his Deshamanya Award along with the medal and the citation certificate.

The letter sent by Dr. Nesiah to President Sirisena is as follows: 

I write as a loyal citizen of Sri Lanka and a proud recipient of the great titular honour of ‘Deshamanya’ that Your Excellency saw fit to confer on me in March of 2017. My children, grandchildren, other relatives and close friends gathered from three continents in celebrating the award and the Presidential recognition of my services to our great nation.

I barely knew you earlier but my family, friends and I were greatly elated when you were elected President. That elation and hope, Your Excellency, has given way to disappointment over your very blatant flouting of our 70-year-old democracy, in recent weeks.

As a loyal and patriotic Sri Lankan, I see no alternative but to regretfully return the ‘Deshamanya’ medal and certificate that you awarded me. I am currently overseas and will make arrangements to return the medal and certificate to your office, when I come back to Sri Lanka.

Your Excellency, my decision isn’t one that I’ve taken lightly, or in haste. To always act in accordance with my principles is a burden that I’ve embraced with pride for nearly 60 years, since I first enrolled as a cadet in the Ceylon Civil Service. My long career in the civil service, was often stymied under both United National Party and Sri Lanka Freedom Party regimes for my refusal to compromise my values.

Since I can no longer take pride in the title of ‘Deshamanya’ that you’ve conferred on me, I have no option but to return my treasured medal and certificate.”

My comments on this un- patriotic ungrateful and dastardly act.

No wonder when a man who is unworthy of such high title is given undue recognition by our foolish politicians hastily to satisfy minority Tamils. On his part this ungrateful communal Tamil man is only trying to hit cheap headlines in the western media against the Sinhala nation. This is not only a hard hitting knock on the head of the President of Sri Lanka who ceremonially awarded this most prestigious to him in 2017 but also a fatal stabbing in the heart of the Sinhala nation. Any way I am happy that an unworthy award had boomerang on the man who awarded it to a traitorous man like this.

These politicians do everything under the sun to collect the minority votes should at least now learn lesson not to misuse official position for narrow political gains. I am asking those who awarded it to this LTTE man as to whether they have found any worthy contribution made by this man to this country and the nation other than enjoying the privileges of being a Civil Servant at the expense of the poor tax payer.

This type of titles should be awarded only men and women who have rendered some distinguished service to this country only. If he loves this country then why has selected Australia as his home. I do not propose to go in to his records in public service as his contemporaries will know better. As a matter of fact with very few exceptions none of the Tamils love this country. Their Motherland is India, Language is Tamil, religion is Hindu. They eat and dress Indian and even breathe Indian. They learn English but never the language of the country. 24 hours of the day they dream of EELAM and hate the sons of the soil the Sinhalese as they have been doing from prehistoric times to grab this Paradise Island on earth. Even some colonial Englishmen like Parker, Hue Neville, H. P. C. Bell. Le Mesurier, Baily, J F. Dixon, Lenard Woolf and R. L. Brohier loved this country and its long civilization much better than these parasites. Of the latter Sri Lankan Civil servants whether they were Sinhala, or Tamil I really find it difficult to figure out many. I can think of only few names like Paul E Peris. Ananda Coomaraswamy, E M D Wickramasinha of the older generation and few like N.Q Dias, Nisssanka Wijeratna, Hemasiri Premawardhana, D.S Dayaratana, Leel Gunasekara, Ridgeway Tilakaratna and among the Tamil should neve politicians I single out a man called Luxman Kadiragamar  and the latest is Muttaiya Mudalidharan.  So it is this type of people who have left an indelible mark in the service to people and the country we should be honoured with this type of prestigious awards. Giving this type of honours to unpatriotic and anti- Buddhist, anti-Sinhala fellows, in this land of the Sinhala Buddhists by the State, should never be condoned.

Contrary this political gamble if I have the power I will give this award to people like Lord Nasby of UK and Swamy Narayanasami of India as they love this country, its people and the Sinhala Buddhist civilization much more than any of our own politicians and even better than some of our living religious dignitaries.

Now that Nesiah has declared war against the State and the President in his true colours as an LTTE remnant and that he wants to return his award when he comes to this country should be told to return it by post without trying to exhibit his ungrateful face to get international publicity and ungrateful traitors like this should not be allowed even to step on to this sacred land of ours

I hope our politicians at least In future will think twice before they commit this type of serious political blunders.

The Speaker’s farthing dip

 The Speaker of Sri Lankan Parliament disclosed that he still consider the former Prime Minister is the legal holder of the office confirming that he is still

a UNP member first and his party affiliations are more important than the constitutional provisions governing the office of the speaker.

As per current constitutions the duties and the powers of the Speaker are as follows

The Speaker presides over the House’s debates, determining which members may speak. The Speaker is also responsible for maintaining order during debate, and may punish members who break the rules of the House. The Speaker remains strictly non-partisan, and renounces all affiliation with his or her former political party when taking office for

the duration of his term. The Speaker does not take part in debate or vote (except to break ties). Apart from duties relating to presiding over the House, the Speaker also performs administrative and procedural functions….”

The Speaker in this instance has clearly taken a political stand violating the provisions in the constitution. The Speaker has made rod for his own back

 

Sinhala Only’ in Retrospect

The ‘Sinhala Only’ legislation of 1956 was immediately turned into a bogey by anti-majority propagandists to frighten off progressive political reforms aimed at redressing the historical injustices perpetrated against the nation by European occupations of the previous 450 years. But the dethronement of English by making Sinhala the only official language ‘in 24 hours’ (as SWRD Bandaranaike had pledged) was not the renegade step which it was made out to be. An obviously well informed senior citizen signing as ND, in an opinion piece published in The Island/November 1, recalled that even (prime minister) John Kotelawala of the UNP, during electioneering that year, promised to make Sinhala the official language, although it was Bandaranaike who was elected to power and was able to implement the proposal. Making the language of the majority Sinhalese the official language was one of the well meant ‘affirmative actions’ taken to put an end to the oppressive discrimination that, particularly, they were made to endure under the British and even under their native successors who got into their boots on the former’s departure. ND also recollected that it was JR Jayawardane who moved in the State Council that Sinhala be made the official language in 1944. In other words, it was a necessary transitional first step taken towards a fuller realization of national independence from foreign domination; it was not intended to further disadvantage any section of the broad mass of the Lankan population that had long been oppressed and dispossessed by British colonialism. Affirmative action regimes implemented by some progressive governments since 1956 including language policy reforms have generally failed due to non-cooperation from certain opportunistic minority politicians who exploit race or religion to win votes at elections, for whom politics is everything and national interest is nothing. It has often been charged that so-called Sinhala-Buddhist chauvinism has done a lot of damage to Sri Lanka. The truth is that the Sinhala Buddhists have always been victims of chauvinists of other brands.

The 1956 ‘Sinhala Only’ slogan has to be understood in terms of the political context that prevailed at that time. The existing political reality then was characterized by the majority of the common people being oppressed by an English speaking Westernized native ruling elite (a privileged minority) that followed at the heels of the recently departed European colonizers in government. Whereas English was a key to privilege and a badge of prestige for this elite, it was a sword of oppression (kaduwa) for the masses. The Sinhala Only policy knocked it off its pedestal.

The Sinhala Only legislation was before long amended in parliament allowing ‘reasonable use of Tamil’. This reformative trend continued until Tamil was also made an official language in the early 1980s, and today both languages enjoy the same official language status. However, there are still lapses in the implementation of the official languages policy, which affect both communities. Scarcity of Sinhala and Tamil bilingual proficiency among government servants has been a perennial problem, but this is not an insurmountable obstacle, provided politicians in power make themselves responsible for the implementation of official language policies made into law. Such issues need to be addressed by those elected to power without unnecessarily politicizing them.

Language policy changes introduced in 1956 and appropriately reformed since have done a lot of good to the common masses of the country, particularly in the education of the young. Though  ‘language management’ began to rouse wide popular awareness only after 1956, the subject had already engaged the attention of the patriotic segment of the country’s intelligentsia decades before that date. This was mainly due to rising levels of education among common Sinhala and Tamil speaking masses who had been deliberately denied it in colonial times; at that time a decent education was available only in the English medium for the children of the privileged class, and it prepared them to serve as cogs in the colonial government machinery, in the businesses, and in the professions such as law, medicine, and engineering. This English medium education was  superior to the rudimentary kind of Swabhasha or vernacular (Sinhala and Tamil) medium instruction that catered to the rural poor who far outnumbered the privileged minority. The instruction provided in English medium schools cost the government many times more than what it spent on vernacular education. This was deliberate government policy. To prevent poor parents from sending their progeny to English medium schools, the authorities introduced a fee levying system. The fee charged was not very high, but it was high enough to be too prohibitive for poor parents to afford. The education minister of the State Council C.W.W. Kannangara succeeded in 1944 in seeing his free education bill through after an intense six year struggle against severe opposition mounted by the privileged class. Initially, his reforms benefited the minority of children attending English medium schools more than it did rural children, because the former didn’t have to pay for their education any longer. But this was insignificant compared to the immense benefit that the free education policy brought to the rural children studying in the Swabhasha mediums. It was not possible to provide English medium education to all the children at that time, and it is not possible even today for a variety of reasons.

It is sometimes argued that Bandaranaike played the official language card to gain power in 1956. This is wrong. Bandaranaike left the UNP in 1951 on a principled basis to form his own SLFP. He later conceived of the country’s polity as a close knit society consisting of a Fivefold Great Force or Pancha Maha Balavegaya spelt out as Sanga-Veda-Guru-Govi-Kamkaru or Buddhist Monks-Native Physicians-Teachers-Peasant Farmers and Workers. This was seen as an authentic analysis of the prevalent socio-political reality of the time. It seems that the small Westernized ruling elite represented by the UNP was excluded from this formula. Thus dawned the Era of the Common Man (as Bandaranaike often described it). It is nonsense to say that Mr Bandaranaike did away with English as the medium of instruction in all educational institutions, as someone said recently

The minority of schools that had English medium education continued to function as before while Swabhasha education greatly expanded. Kannangara reforms started the Central School system in order to extend English medium education to the villages, where well performing rural students were selected at a competitive examination to study in the English medium from Class Six onwards. However, since it was held that children learn best in their mother tongue, the pioneers of free education decided to phase out the English medium from government schools completely by 1960. And this is what happened.

Though the limited English medium instruction in the government school system thus came to an end, the importance of English for a proper education was never lost sight of. All post-independence governments, particularly, those after 1956, paid the highest attention to the teaching of English as a second language. But the effort became a failure for various reasons, which I don’t want to elaborate on here. It is not true that nationalist politics led to an abandonment of English. The truth is that English was made available to children from all classes irrespective of their economic or social background only after free education was introduced. This was done in compliance with the advice of the farseeing political and civil nationalist leaders of the past century who unerringly recognized English as the indispensable key to modernization.

All nationalist intellectuals of the time emphasized the importance of English for a decent education. Even Anagarika Dharmapala (1864-1933), who used to be condemned, until recently, for his alleged racism, chauvinism, fanaticism, etc., (though he was not guilty of any of these) stressed the need to learn English, in addition the mother tongue; he also wanted young people to learn science and technology, for these were indispensable for creating a modern independent progressive society. He was not averse to the adoption of good social etiquette from the Westernized class. For example, he wrote articles in Sinhala explaining, for those who liked to use forks and spoons during meals, how to do so in the proper manner. Anagarika Dharmapala was a passionate anti-imperialist, and he made no secret of this, either in his words or in his deeds. But he was careful to ensure that his criticism of the government was within the law. The Anagarika was primarily a Buddhist missionary, and secondarily a fervently nationalist social reformer. In both roles, he was a prodigious writer and speaker. According to the late Ananda Guruge, who researched into the Anagarika’s life and work for over fifty years, the bulk of his writings and speeches (75%) was done in English. All the pioneering nationalists who worked for freedom from foreign rule  were English educated, and acknowledged the value of the language for the betterment of the future of the Sri Lankan people.

The language policy changes that began with Sinhala Only were meant to eliminate English language based discrimination that prevailed even after independence was achieved in 1948. Sinhala is our birthright. It is an inalienable legacy of profound importance for us. Sinhala is a most ancient language. Even Mahinda Thera who formally introduced Buddhism to Sri Lanka more than two thousand three hundred years ago preached in the language of the islanders, Sihala/Sinhale. While preserving that invaluable linguistic heritage, we need to learn English with the same dedication that we learn Sinhala for our survival as a modern nation. There has never been a question about this need over the past one hundred and fifty years, though colonial discrimination against the dispossessed majority of the population prevented its fulfillment over most of that period. However, English language learning in combination with ICT and even English medium education received a new impetus in the last fifteen years. This trend must be fostered and properly channeled in the broad national interest, while preserving our own proud linguistic heritage.

 එළියකන්ද වධකාගාරයේ  සිටි රැඳවියෙකු වූ අජිත් පැරකුම් ජයසිංහගේ කේ පොයින්ට් නවකතාව පදනම් වන්නේ සත්‍ය අත්දැකීම් මතය.එය මිනිස් අත්දැකීම් වලින් ඔබ්බට ගිය කතාවකි.  නට්සීන් ගේ වධ කඳවුරු , ස්ටාලින් ගේ ගුලාග් වධ කඳවුරු,  පොල් පොට් ගේ   Tuol Sleng  මරණයේ ගොවි බිම් ආශ්‍රිත වධ කඳවුරු, ඇමරිකානු හමුදාව විසින් පවත්වාගෙන ගිය  Abu Ghraib සහ  , ග්වන්තනමෝ බේ වධ කඳවුරු ආදිය පිලිබඳව සත්‍ය තොරතුරු කියවා සිටින පාඨකයන් වූවද කේ පොයින්ට් නවකතාව කියවීමේදී තිගැස්සීමට පත්වෙති. 

කේ පොයින්ට් නොහොත්  එළියකන්ද වධකාගාරය පිලිබඳ කතාව දේශීය කතාවකි. එය නට්සීන් හෝ සෝවියට් එන් .කේ. වී. ඩී. හෝ කෙමරූජ්වරු හෝ ඇමරිකානු හමුදාවේ ලින්ඩී රානා ඉඞ්ලන්ඩ් ඇතුළු පිරිස විසින් දියත් කල වධයන් වලට වඩා වෙනස් මගක කිය කතාවකි. මේ කතාව සිදු වන්නේ අපගේ භූමිය මතය. දේශීය වධකයන් බොහෝ විට යොදා ගන්නේ දේශීය වධක ක්‍රමයන් වෙති. මේ කතාව සිදු වන්නේ අපගේම ජීවිත කාලය තුලදීය. 

එළියකන්ද වධකාගාරයේ සත්‍ය මෙන්ම බිහිසුණු අත්දැකීම් ලබන රචක හෙවත් කතුවරයා මේ කෘතිය හරහා ඔහුගේ ආත්මය නිරාවරණය කරයි. එහි බොරු වීරකම් හෝ පුරාජේරු නැත. එය මරණය අද්දරට තල්ලු කරන ලද මිනිසෙකුගේ අසරණ විළාපයකි.   

1988-89 සමයේදී ජවිපෙ කැරලිකරුවන් රිසි සේ තම විරුද්ධවාදීන් ද්‍රෝහියන් ලෙස ලේබල් කොට මරා දමති. ඔවුන් සමහරක් විට කිරි දරුවන් පවා මරා දමන්නට නොපැකිලෙති.  මේ භීෂණයට  රාජ්‍ය හමුදාවෝ භීෂණයෙන්ම ප්‍රති උත්තර   දෙති. එහිදී අඩු අධ්‍යාපනයක් ලත් ග්‍රාමීය සොල්දාදුවන් නිලධාරීන් ගේ මෙහෙයවීම මත වධකයන් බවට පත් වෙති. ඔවුන් ඉතා නිර්දය ලෙස මෙන්ම පර පීඩක කාමයෙන් අත් අඩංගුවට ගත් කැරලිකරුවන්ට වධ බන්දනය කරති. 

මින්ස්ක් සහ කියෙව් නගර වල යුදෙව්වන් සුවිසල් වලවල් අසල පෙළ ගස්වා මරා දැමූ වාෆන් එස් එස් භටයෝ මේ ඝාතන නිසා කම්පනයට පත් වූහ. මේ නිසා හිට්ලර් මෙන්ම අයික්මාන් හට යුදෙව්වන් මරා දැමීම සඳහා වඩාත් සුමුදු මෙන්ම මානුෂීය ක්‍රමයකට යන්නට සිදු වූ අතර ඔවුන් ඒ සඳහා ගෑස් කාමර විකල්පය ඉදිරිපත් කළහ. එහෙත් එළියකන්ද වධකාගාරයේ වධකයන් තුල මේ අන්දමට වත් මානුෂික භාවයක් තිබුනේ නැත. ඔවුන් වඩ වඩාත් නිර්මාණශීලී වෙමින් විවිධාකාරයේ වධක ක්‍රම බිහි කලහ. 

 යුදෙව් සහ ජිප්සි ළමුන් මරා දැමීමට පෙර නට්සි වෛද්‍ය ජෝස්ෆ් මැංගලී ළමුන් හට ලොලිපොප් දුන්නේය. එහෙත් ජවිපෙ කැරලිකරුවන් විසින් කිරි බොන දරුවෙකු අමු අමුවේ වෙඩි තබා ඝාතනය කල අයුරු රචක විසින් හෙළි කරයි. තවද වධ කඳවුරක් තුලදී වධකයන් සහ වින්දිතයන් අතර ඇති වන අසාමාන්‍ය බල තුලනය මෙන්ම අති පීඩාකාරී පරිසරයක ජීවත් වීමේදී මිනිසුන් ගේ අසාමාන්‍ය චර්‍යාවන් ද රචක විසින් පෙන්වා දෙනු ලබයි.   ඒ අතර යම් යම් මානුෂික ගනු දෙනුද ඔහු සඳහන් කරයි. භීම සමයකදී මිනිස් මනස දෝලනය වන ආකාරය ඔහු හෙලිදරව් කරයි  එම නිසා මනෝ විද්වතුන්ට මේ පොත අාශ්‍රයෙන් මානව චර්‍යාව පිලිබඳව බොහෝ දේවල් අධ්‍යනය කල හැකිය. එබැවින් කේ පොයින්ට් පොත ඉංග්‍රීසි බසට  පරිවර්තනය කිරීම සුදුසුය. 

කේ පොයින්ට් නවකතාව හුදු නවකතාවක් ලෙස නොව සත්‍ය සිදුවීම් පිලිබඳ ආත්ම කථනයක්  ලෙස  එළි දැක්වූයේ නම් එය වඩාත් යෝග්‍ය බව මම සිතමි. වධකයන් මෙන්ම වින්දිතයන් ගේ නියම නම් ගම් සහිතව මෙකී සත්‍ය සිදුවීම් වැල රචනා කලේ නම් මෙම පොතට වඩාත් වැඩි වටිනාකමක් මෙන්ම අප ජීවත් වූ ඒ අවලස්සන කාලය පිලිබඳව සාක්‍ෂාත්කරයක් වන්නටත් ඉඩ තිබුණි. 

Ambassador Azeez co-chairs the WHO Global Coordination Mechanism for the prevention and control of non-communicable diseases

The WHO Global Coordination Mechanism for the prevention and control of Non-Communicable Diseases (GCM/NCD) concluded its General Meeting in Geneva on 6 November 2018. The two- day Conference brought together delegates and activist from Member States, UN organizations, and non-State Actors. The participants along with other stakeholders from the private sector, philanthropic foundations, and academic institutions, discussed means and modalities of strengthening the implementation of the SDG Agenda- 2030 and follow-up on the Political Declaration adopted at the Third High-level Meeting of the General Assembly in September 2018 on the prevention and control of NCDs.

Under the co-chairmanship of Ambassador Azeez, Permanent Representative of Sri Lanka, and the Representative of the host country, Switzerland, the Meeting facilitated stakeholder interactions at policy and political levels, regarding enhancing the effective coordination of prevention and control-related activities. The continued importance of multidisciplinary and multisectoral engagement, aimed to promote implementation of the WHO Global NCD Action Plan 2013-2020, and SDG 3.4 – NCD-related targets, was emphasized as was the need for building upon the existing networks of stakeholders bringing in industries, research institutions and local government bodies. A primary objective of the GCM was to assess and renew commitments that had emerged from the recently held UN High-level Meeting of the General Assembly, and its preceding High-level Conferences in 2011 and 2014.

Addressing the forum as the co-chair, Ambassador Azeez emphasized the necessity of transforming the high level political commitments into evidence-based, data-informed policy interventions and practices and of increased international cooperation and support to effectively respond to NCD challenges. Multisectoral and multistakeholder collaborations is a prerequisite to achieving tangible progress in NCD prevention, thereby showing early results in the implementation of SDG 3.4 and and other inter-linked targets in the overall SDG Agenda,” stated Ambassador Azeez, stressing further that this required sharing of knowledge, expertise, technology and resources to make the transformative change. He also highlighted the importance of sustained engagement of stakeholders, national and local ownership of programmes and initiatives and  appropriate funding mechanisms at national levels, in countries which are still striggling to make progress, for speedily addressing this growing epidemic.

The GCM Meeting had been structured around three plenary sessions and six parallel working sessions as well as an opening and two closing sessions, of which one session was devoted to high level policy discourse.

Tackling noncommunicable diseases, such as cardiovascular diseases, cancer, chronic obstructive lung disease, diabetes and mental health is timely as it is considered the number one killer in the world causing 41 million deaths each year. This includes 15 million people dying within the ages of 30 and 69 years. More than 85% of these premature deaths take place in low- and middle-income countries, negatively affecting macroeconomic productivity, national growth, healthcare costs and household incomes. Shared risk factors causing NCDs include tobacco use, harmful use of alcohol, unhealthy diets and physical inactivity, as well as air pollution. Sri Lanka was commended by participants for its cost effective NCD prevention and control programmes and for the progress made in SDG 3 4.

China Center for South Asian Studies and the Pathfinder Foundation Consolidate Ties

A senior academic delegation led by the Vice President of Sichuan University Prof. Yan Shijing and the Director General of the newly established China Center for South Asian Studies (CCSAS) Prof. Sun Shihai visited Pathfinder Foundation (PF), to discuss ways and means of further strengthening links between the two institutions through partnership and collaboration.

CCSAS of Sichuan University is authorised by the Central Government as one of China’s top think-tanks. CCSAS is committed to play a catalytic and decisive role in analysing the economic, social, security and strategic issues, as well as progress of the countries within the South Asian region, provide policy recommendations to the government, and to act as a platform for academic exchange and research cooperation between China and countries in Indian Ocean Region.

Sichuan University (SCU), established in 1896, is one of China’s top universities. SCU has a comprehensive range of disciplines covering 12 categories, and has shown great strength in research and made remarkable achievements over the years. SCU receives around 4000 overseas students from all over the world, including some from Sri Lanka, most of whom study medicine, civil engineering, humanities, economics and management.

The visiting delegation consisted of Prof. Yan Shijing – Vice President of Sichuan University; Mr. Sun Shihai – Director General of CCSAS; Prof. Zhang Li – Professor at CCSAS; Prof. Li Zhiqiang – Executive Dean of the School of International Studies; Prof. Huang Yunsong – Coordinator at CCSAS & Associate Dean of the School of International Studies and Dr. Chen Changning – Deputy Director of Center for American Studies at the School of International Studies.

The Pathfinder Foundation was represented by Bernard Goonetilleke – Chairman; Lalith Weeratunga – Senior Fellow; Mr. Luxman Siriwardena – Executive Director and Director, China Sri Lanka Cooperation Studies Centre; Admiral Prof. Jayanath Colombage- Director Centres for Indo-Lanka Initiatives and Law of the Sea; Mr. K. Balasundaram – Chief Executive Officer MMBL group of companies; Dr. Zhou Ying – Associate Director of the China – Sri Lanka Cooperation Studies Center; Ameera Arooz – Program Manager;  Gayathri Nanayakkara, Research Analyst, Yasalani Amarasekera, Asst. Program Manager and Sarah Hettiarchchi – Project Executive.

A round table discussion was conducted by the visiting delegation and Pathfinder Foundation focusing on political, strategic and economic areas impacting on both China and Sri Lanka.

Prof. Sun Shihai and Bernard Goonetilleke were signatories to the Memorandum of Understanding signed between the two think-tanks. Both institutions committed to designing and implementing a realistic roadmap that will strengthen and build institutional capacity, joint research projects and exchange of scholars, which would be beneficial to enhancing linkage between the two countries.

උතුරු පළාත් සභාවේ හිටපු ප්රධාන අමාත් සී.වී.විග්නේස්වරන් මහතා ඉලංකෙයි තමිල් අරුසු කච්චි පක්ෂයෙන් ඉවත් වන බවට වූ නිල ලිපිය 8 දා එම පක්ෂයේ නායක මාවෙයි සේනාධිරාජා මහතා වෙත බාරදී තිබේ.

මේ අනුව සී.වී.විග්නේස්වරන් මහතා 8 දා සිට තවදුරටත් දෙමළ ජාතික සන්ධානයේ සාමාජිකයෙකුද නොවේ.

යාපනයේ පිහිටි දෙමළ ජාතික සන්ධාන පක්ෂ කාර්යාලයට පැමිණි විග්නේස්වරන් මහතා මාවෙයි සේනාධිරාජා මන්ත්රීවරයාට පක්ෂයෙන් ඉවත් වීමේ ලිපිය බාර දීමෙන් පසුව පැයක පමණ කාලයක් දෙදෙනා අතර ඉතා සුහද සාකච්ඡාවක් පැවතුණි.

එහිදී සී.වී.විග්නේස්වරන් මහතාගෙන් ඔහුගේ දේශපාලන අනාගතය පිළිබදව මාවෙයි සේනාධිරාජා මහතා තොරතුරු විමසා තිබේ.

තමන් විසින් පිහිටුවා ගන්නා ලද ටී.එම්.කේ.පක්ෂය ඔස්සේ ඉදිරියට තමන්ගේ දේශපාලන කටයුතු කරගෙන යන බවත් තමන් කිසි විටකත් උතුරු පළතේ දේශපාලන කටයුතු වලින් බැහැර නොවන බවත් මෙහිදී පවසා තිබේ.

මාවෙයි සේනාධිරාජා මන්ත්රීවරයා මේ අවස්ථාවේදී විග්නේස්වරන් මහතාගේ දේශපාලන ගමනට සුබ පතා ඇත.

රටේ වත්මන් තත්ත්වය ගැන සාකච්ඡා කළ අවස්ථාවේදී විග්නේස්වරන් මහතා මාවෙයි සේනාධිරාජා මහතාට පවසා ඇත්තේ ප්රධාන දේශපාලන පක්ෂ සමග දෙමළ ජාතික සන්ධානය ගණුදෙනු කිරීමේදී මීට වඩා පරෙස්ස්සම් වියයයුතු බවයි.
