Kumar David was attempting to throw cold water on the massive protest rally organized by the Joint Opposition in his puffed up
style (sunday island  16/09/2018).  Irrespective of his stance on the JNB , I wish to draw the attention to his comments on war winning soldiers and the
members of the Maha Sangha. He equates the  war heroes who defeated the racist,terrorists and liberated 20 million Sri Lankans to war criminals. I am
sure that the majority of you readers who are grateful to the members of the Sri Lankan defense forces will not go with this do one down

Then he refers to Maha Sangha in general and indulges in a bow wow, I have to mention that the vast majority of the Maha Sangha are respectfully treated by the Sri Lankan Sinhala Buddhists
and the Buddhists of other nations. They have not only preserved the Buddhism but also are the custodians of the Buddhist civilization and the languages associated with Buddhism.
Therefore, the majority of the Buddhists deservedly look up to them.

I wish to reiterate that his derogatory comments  reminds me of a white sepulchre, a hypocrite who fails to hide his wicked thoughts.

There is however one useful thing Dead-Left leaders can do prior to their long overdue final public appearance in the obituary columns. They can campaign within the Joint Opposition in favour of the new constitution. It is no secret that Dead-Left leaders and cadres (I am in contact with dozens) know full well that the term ‘separatist constitution’ is racist rubbish. They know that many so-called ‘war heroes’ are war criminals. As for justice-obstructing, novice-monk sodomising, late dining men draped in saffron robes, sometimes referred to as clergy, every soul in the Dead-Left despises them. The problem is that most cadres and two leaders believe that they must turn a blind eye for the sake of playing along with the Rajapaksas. But with their mortal souls in exit mode in the departure lounge, if they were to take a stand against chauvinism inside the Opposition at least the last page on their copybooks will not be blotched and besmirched.

Let me sign off by saying that the JBD challenge fell flat; it was game and set (only) to Yahapalana. But no, not yet match! There is time more; but Yahapalana shows no inclination towards reincarnation, the constitution seems a non-starter. So, what do we have? A championship match where both contenders wrestle with one hand tied behind their back and their mouths stuffed with crap. Consequently, the outcome of the parliamentary elections in 2020 is far from certain; the presidency is floored by uncertainty. Hmm time for a short nap you might say.

Not a flop (about 75,000), but it was fun and frolic not a political avowal

After a tamasha comes the time of reckoning and by this I mean not the day of judgement, but as an accountant would reckon, the balance sheet – the profit, the loss and the balance. First on the plus side, it was big, not massive but not a flop either. The organisers promised 200,000 and ferried in about 75,000 – you think a bit more? Ok I won’t quarrel. My estimate relies on aerial photos on the web and in the newspapers. If I spent an hour dividing photos into 1cmx1cm counting squares I could make a more accurate estimate, but who cares? The point is that though only a third of the promise materialised it is comparable to Wembley Stadium on Cup Final Day (90,000); not bad. Second on the plus side is that the revellers had a good time. Like the Royal-Thomian of old, two or three sakkili bands, folks dancing in the streets, merrymaking and phoney slogan shouting. The organisers proved that they have access to numbers and can induce the faithful with offers of transport and the promise of a good time to visit the capital city and enjoy a day out. Gastronomic delights, like rice and curry packets and in the case of the men, tots of liverish if anti-social libations of the ‘old-stuff’ to wash it all down with were on generous offer.

Is this damning with faint praises? No; not at all. Yahapalana cannot repeat this feat on any comparable scale. It’s no secret that this is all about girding up to the next election cycle. Then the all-important question is ‘who do you despise less’. From the vantage of elections; the planners displayed another upside. They had access to boodles of cash and cash makes the electoral cow moo. February 10 showed that the Sinhala-Buddhist electorate was fed up with incompetence in bringing rogues to justice, Sirisena fifth-column inspired infighting, and two years of economic stagnation. “You have had two years and bungled. Enough is enough!” the electorate said. The query on every tongue was did the Jana Bala Demonstration (JBD) affirm that this trend has gained strength. I make no secret of my greater distaste for the despotic Rajapaksa power centre than the incompetent Ranil-UNP outfit, but believe me I am scientist enough to distinguish between what I like and an objective assessment. For reasons I will now outline I doubt that the ‘Rajapaksa cause’ has consolidated its advantage or made visible progress in the months since February.

It has been reported that Mahinda Rajapaksa declared during run up preparations for JBD that his forces would converge on Colombo, make the country ungovernable and had declared: “We will surround the capital, camp in the city and stay put until this government is evicted.” But mass power to disrupt governance did not materialise, instead it was a carnival of fun and frolic. Those who recall May Day rallies of yore, or old enough to remember the August 1953 Hartal will recall how deadly serious the mood, how thoroughly demonstrators grasped the matters in conflict and above all the timbre of leadership – Hyperion to a Styr. Simply put, JBD was not a gathering of conscious and motivated citizens who understood the issues around which they had supposedly mobilised.

What were the supposed issues? Here is how Colombo Telegraph summarised it: “The protest, organised by the Youth Wing of the Sri Lanka Podujana Peramuna led by Namal Rajapaksa, agitated against the proposed ‘separatist constitution’, selling national assets, protecting the accused in the Central Bank bond scam, exacting political revenge, attacks on the Buddhist clergy, imprisonment of ‘war heroes’ and imposition of new taxes. It drew crowds from all parts of the country”. OK there is one point here that has merit; the government is dragging its feet over the bond scam. The reason is that the actual beneficiary (via the said ‘accused’) is the current incumbent and then candidate in the 2008 presidential tussle. It is also correct that value added tax has gone up but it is too complicated to undertake an assessment of the government’s failed economic strategy here. That will have to await a fuller critique, best done after 2018 all-year economic data become available. Watch this space!

Exacting “political revenge” is code for indicting, prosecuting and imprisoning Rajapaksa era rogues and murderers; this is exactly what this government has failed to do. And there is no reason to believe that these impotent UNP leaders will at this late stage sprout scrota and grow guts to drag villains off to court and lockup. What people should be demonstrating against is the incapacity to seek “revenge” on those who pillaged the nation, raped, abducted and murdered during the Rajapaksa decade. President Sirisena according to reports is now making himself an obstruction to justice. Folks in the rally know all this but their attitude is “Our lot are only slightly worse scoundrels than the other lot” – ung okoma horu.

Now to the most important of the opposition’s rallying cries, distributed in three points in the Colombo Telegraph summary. Let’s pull them together. The ‘separatist constitution’; attacks on the Buddhist clergy; imprisonment of ‘war heroes’. The purpose of this portfolio of slogans is unmistakable, it is to incite racial tension, fall back on wells of deep chauvinism and provoke anti-Tamil and anti-Muslim sentiments in the bleaker psyche of susceptible citizens. This wicked agenda did not resonate with on-lookers nor did it enthuse the marchers themselves. Bahu claims the racist cry (https://www.youtube.com/watch?v=JnQryg2hKfw – in Sinhala) did not echo in the streets and was not taken up by the public. My other sources agree. So, is chauvinist incitement beginning to fall flat? I hope so, but I am not reassured. But he is right on another point: Salvation for this government lies in enacting the new constitution. He is, however, far more confident than I am of the ability of Ranil and the UNP to get anything important done in the next two years.

Then there is the Namal factor; or rather the war of the Rajapaksas which was evident in the jamboree. Basil seems to have been left on the side-lines. A high-profile attendee, Gota, has previously been touted as the opposition’s presidential candidate; but there’s a hitch! Big Brother himself rode in (not on a piebald stallion but standing in a grey-green jeep) charming, resplendent in white, a twinkle in his eye and a smile that does credit to his dentist. Reading the leaves, it seems the opposition has swallowed Nihal Jayawickrema’s shifty story hook line and sinker and is set to petition the Courts in earnest seeking a third innings for Big Brother.

If GL and his bunch of black cloaked dimwits proceed along these lines one possibility is that the government may find reasons to drag the match on for as long as possible in order to compound uncertainty in the SLPP. The worst would not be the uncertainty of candidature but the multiplication of infighting in the ranks of the hopefuls. Will Court interventions flop? Will the Courts play along with parliamentary (with Mr Speaker’s connivance) or government procrastination? Will Gota abandon the Stars & Stripes, if so how long can he delay jumping flagship America? The leading role given to Namal, the side-lining of Basil and the de-facto side-lining of Gota (that else is the message of Big Brother striding into JBD to the rapturous adoration of the flock) surely implies that the game plan is as follows: Another innings or two for Big Brother and thereafter the succession to pass directly to Eldest Son. Do you foresee another civil-war, this time inside the Rajapaksa wildlife park?

Two of the Dead-Left’s aging helmsmen showed their faces while their parties lie in tatters. Greed for one final round of Cabinet perks springs hope eternal in their asthmatic breasts. The Dead-Left is a cranky existential nonentity, but in the context of this pandemonium it has taken to promoting its own Quixotic challenger. But every SLPP and JO body I have quizzed declares that brother Chamal has as much chance as a three-legged donkey at the Ascot Derby.

Lanka yet to finalise project proposals for 2 bn yuan grant * China made pledge in May 2017

Sri Lanka is yet to receive a two-billion-yuan (nearly USD 300 mn) grant from China as project proposals have not been finalised.

President Maithripala Sirisena revealed that the Chinese offer in late July, 2018, at a ceremony to launch construction of a Chinese-funded kidney hospital in Polonnaruwa.

Turning towards the Chinese Ambassador in Colombo Chang Xueyuan, President Sirisena said that he had received the Chinese offer when the top Chinese envoy visited his official residence to fix the date for the Polonnaruwa ceremony. President Sirisena quoted the Chinese ambassador as having told him the Chinese President Xi Jinping had sent him another gift.

The Island initially sought explanation from the Department of Treasury Operations but was told the External Resources was responsible for the release of the required information.

The Island: Did China officially inform Finance/Foreign Ministry regarding its 2 bn yuan grant offer?

DER: During the Belt and Road Forum in Beijing in May 2017, at a meeting held with Prime Minister Ranil Wickremesinghe, the President of the People’s Republic of China Xi Jinping pledged a grant of RMB 2 billion to Sri Lanka for the period 2018 to 2020.

The Island: Did Chinese embassy and Finance/Foreign hold talks on the Chinese offer?

DER: Ambassador of China to Sri Lanka Chang Xueyuan recently held a discussion with the officials of the Department of External Resources regarding this grant. At this discussion, it was said that Government of Sri Lanka should forward suitable project proposals to materialize this grant.

The Island: Did Sri Lanka receive similar grants previously from China or any other country?

There had been a similar grant pledge announced in September 2014 during the state visit of President of China to Sri Lanka. This grant pledge was for the implementation of projects that were mutually agreed upon between the two countries for the period of 2015 to 2017.

The DER is responsible for coordinating foreign funds received for development projects.

Sashikala Gunasekera, Assistant Director (China & AIIB Division), Department of External Resources, Ministry of National Policies & Economic Affairs on Sept. 18 responded to The Island queries.

The Sirisena-Wickremesinghe enacted the RTI Law last year and now Sri Lanka ranked third in global RTI rankings.

President Sirisena’s Office said that President Sirisena on Sept 18 met Chinese delegation headed by Chang Xueyuan at the Presidential Secretariat to discuss the progress of ongoing Chinese projects and problems faced in the implementation of projects.

Ports and Shipping Minister and SLFP spokesman Mahinda Samarasinghe recently told The Island that the government would soon finalise plans for the utilisation of the Chinese grant. The minister pointed out that the Chinese grant underscored the importance of Sri Lanka-China relations.

Sri Lanka imposes new measure to deter vehicle imports, aid faltering rupee

COLOMBO, Sept 20 (Reuters) – The Central Bank of Sri Lanka said it had enacted a new measure to deter vehicle imports and take pressure off the rupee, which is hovering at a record low, and to restore macro-economic stability.

The new measure will require vehicle importers to deposit the full value of the cars they intend to import via letters of credit from banks, instead of the current practice of depositing only a proportion.

The move comes as the Sri Lankan rupee hit fell to an all-time low of 167.20 per dollar on Wednesday. It has hit record lows for sixth straight sessions on dollar demand from importers and from banks to facilitate foreign bond outflows.

The central bank said the new move, along with tax measures on vehicle imports taken by the government, is expected to curb non-essential imports of motor vehicles, and ease undue pressure on the current account of the balance of payments” and the rupee.

The rupee has weakened 4 percent so far this month after a 1.2 percent drop last month, and has declined 9.4 percent so far this year.

Vehicle imports soared 119.5 percent to $812.7 million in the first six months of this year while fuel imports rose 28.9 percent from the same period last year to $2.1 billion, central bank data showed.

In August, Sri Lanka raised the import duties on small hybrid cars by more than 50 percent aiming to boost state revenue and curb a sharp fall in the rupee currency.

The rupee has been falling steadily since April and is on course to retest recent historic lows. Exporters expect the rupee to depreciate further in the face of a strengthening dollar, ongoing imports, and exporter reluctance to sell dollars.

The central bank has also cut the net open positions of banks on Sept.6 to increase dollar liquidity, forcing commercial banks to sell dollars.

Foreign investors have sold government securities worth 55.9 billion rupees ($333.13 million), central bank data showed.

Thailand sees shortcut to Belt and Road with Sri Lanka trade deal

BANGKOK — Thailand sees a planned trade deal with Sri Lanka as an opportunity to tap into China’s signature Belt and Road Initiative while hedging against fallout from the escalating global trade war.

Representatives of the Sri Lankan government are in Bangkok on Thursday for two days of talks regarding the pact with their Thai counterparts. This follows Thai Prime Minister Prayuth Chan-ocha’s state visit to Colombo in July, when the two countries agreed to seek ways to triple bilateral trade to $1.5 billion by the end of 2020.

The move comes as prospects dim for a seven-nation trade deal between Bangladesh, Bhutan, India, Nepal, Sri Lanka, Myanmar and Thailand. Bangkok sees bilateral deals as a way to move forward, saying it is making good progress in setting up pacts with nations such as Turkey, Pakistan and Chile.

Auramon Supthaweethum, director general of the trade negotiation department under Thailand’s Commerce Ministry, said this week that massive Chinese infrastructure investment in Sri Lanka has made the island attractive as a short cut to other regional markets, as it has pacts with India and other South Asian nations.

The Belt and Road Initiative refers to planned transport routes through Asia into Europe and Africa. It aims to support infrastructure construction in more than 70 countries to create channels for Chinese businesses to expand in these markets, while also increasing Beijing’s political and military influence.

Some analysts are skeptical about Chinese loans to emerging economies, calling China’s aid a debt trap. In return for aid, recipient nations are expected to cede control of facilities or operating rights, as is the case for ports in Sri Lanka and Pakistan.

Massive debt burdens forced Sri Lanka to obtain financial help from China, as well as grant Beijing a 99-year lease on a new port along one of the world’s biggest shipping routes.

But despite skepticism over the Belt and Road Initiative, Thailand hopes the talks will pave the way for business opportunities across Asia and the Middle East.

Auramon said that Sri Lanka itself has robust economic growth of 5.8% and that Thai hotel chains are starting to invest in tourist attractions there.

“The FTA with Sri Lanka will pave the way for Thai companies to invest, produce and export products originating from Sri Lanka to other countries with which Sri Lanka has FTAs,” said the trade negotiator.

SriLankan Airlines to deploy A330 to Melbourne, Singapore; suspend Hong Kong operations

SriLankan Airlines stated (19-Sep-2018) it plans to make progressive changes” to its winter 2018/2019 schedule. As part of the changes, the carrier plans to deploy A330-300 aircraft on daily Colombo-Melbourne service from 28-Oct-2018 with plans to increase Colombo-Singapore capacity from 29-Oct-2018 with the deployment of A330 aircraft on the route. Frequency will also be increased from 17 to 21 times weekly, of which seven weekly services will operate with A330-300 and 14 weekly A320/A321neo aircraft, for a total of over 2400 additional seats per week. The carrier will also suspend operations to Hong Kong from 27-Oct-2018 amid careful assessment of commercial results over a significant period of time”. The carrier further noted: The airline will continue to evaluate future opportunities in the Hong Kong region, as it does with all its markets”.

DIG Nalaka de Silva has LTTE connections: National Freedom Front

Former in charge of the Terrorist Investigation Division (TID) DIG Nalaka de Silva, against whom allegations had been levelled over his alleged plot to assassinate President Maithripala Sirisena and former Defence Secretary Gotabaya Rajapaksa, had connections with the LTTE, the National Freedom Front charged today.

Addressing a news briefing, NFF National Organizer Jayantha Samaraweera said they had evidence to prove that DIG Silva had had close relationships with LTTE personnel in Chavakachcheri among whom some of them still have contacts with the DIG.

Namal Kumara who is a reliable spy attached to the Sri Lanka Police recently leaked a phone conversation, which was reported to have had with DIG Nalaka Silva, where he has revealed facts related to a conspiracy to assassinate Maithripala Sirisena and Gotabaya Rajapaksa,” Samaraweera said.

When the evidence is clear, we can’t fathom as to why the Governmnt is not active to take any legal action against Nalaka Silva,” he added.

Joint Opposition claims IGP ‘mentally unwell’

The Joint Opposition alleges that the Inspector General of Police (IGP) is clearly not in a good mental health condition according to medical observations.

A group of Joint Opposition Parliamentarians stated this today (20), joining a press conference held in Colombo.

The IGP could be seen laughing and crying at times, then he assaults the employees on other occasions and these are symptoms of two mental disorders, the Joint Opposition claimed.

They further stated that, even if the IGP is removed from his post, it is assured that he would receive an Ambassador position at a Sri Lankan mission abroad.

The whole of the police department is contaminated with this mental illness, the JO members pointed out.

UPFA MPs Ramesh Pathirana, Tharaka Balasuriya and Thenuka Vidanagama participated in the press briefing.

 

Top army intel officer arrested over Eknaligoda disappearance

Army Intelligence Officer Lieutenant Colonel Erantha Peiris has been arrested by the Criminal Investigations Department (CID) in connection with the disappearance of Journalist Prageeth Eknaligoda.

The CID has arrested several army intelligence members including high-ranking officers in connection with the mysterious disappearance of the journalist.

A cartoonist, political analyst and journalist, Eknaligoda was reported missing on January 24, 2010 – two days before the presidential polls.

Calls to medicalise female circumcision grow

Muslim religious organisations in Sri Lanka have called on the government to ‘medicalise’ female circumcision to ensure the procedure is done under hygienic conditions. In their submission before the Parliamentary Committee on Women and Gender early this month, the Muslim groups stated that the Muslim community was very concerned about moves to ban the procedure on the grounds that it was Female Genital Mutilation.

Spokeswoman Noor Hazeema Haris said that although Muslims wholeheartedly supported the abolition of traditional practices harmful to women and children such as FGM, the Islamic practice of female circumcision was very different.

She pointed out that female circumcision practiced by Muslims was a very minor procedure similar to male circumcision where the prepuce of the clitoris was removed. It is something that is arranged and done by women. Those who say this is male oppression against women are mistaken. It is we who do it just like our mothers and grandmothers and countless generations of our women have done. We continue to practice it because we know it benefits us. Even educated Muslim women support it wholeheartedly”, she said, adding If as medical complications have arisen among some women circumcised by Osthamamis (traditional female circumcisors without medical training) as alleged by women’s rights groups, it is all the more reason to medicalise the procedure instead of prohibiting it, which will only drive the procedure underground and put girls and women at unnecessary risk”.

The move is a very dangerous one since it could lead to greater acceptability of FGM among the country’s Muslims. There have been many complaints raised against the traditional practitioners including use of unsterile instruments and harming the clitoris in some cases. However the solution is to ban it altogether rather than medicalising it.

But analysts warn this could lead to an uproar from religious parties and have political implications since parties that come out against FGM risk losing a large and influential Muslim vote bank. The All Ceylon Jamiyyathul Ulama, an organization of religious scholars issued a fatwa in 2008 stating that female circumcision was obligatory, and were among the parties that made representations to medicalise the practice early this month.

It is a also matter of concern to women’s rights groups that the said Parliamentary committee agreed to accommodate the representations and requested that medical evidence be submitted to prove that female circumcision of the type prescribed in Islam causes no harm and benefits women as stated by the representatives.

A female doctor who performed the procedure before a health ministry circular came into effect last month prohibiting medical professionals from performing it, and whose name has been withheld here at her request, said that she welcomed the move to medicalise it. I performed about 25 circumcisions a day in a private clinic, mostly infants. But there were women too. Some were newly married and wanted to be circumcised at their husbands’ request. All I do is remove a little bit of skin covering the clitoris. I use a very fine instrument for the babies. It takes only a few minutes. In the case of adults, I inject an anaesthetic before proceeding to circumcise them. My patients tell me it’s only the injection that hurts a bit and that after that they don’t feel a thing. It’s sore for a few days, but heals fast. There is a huge demand for this service. It’s a shame that its now going back into the hands of untrained women who have no proper medical knowledge and who use unsterilized instruments for the purpose.”.

A young mother who had her infant daughter circumcised by a traditional practitioner also agreed. Doctors refuse to do this now, and I was forced to get it done by an Osthamami. She took out a blade which looked as if it had been used many times and made a cut to my daughter’s genitals. Some blood came out. I could not bear to look. Later I checked it and noticed a cut had been made in the skin over the clitoris but the foreskin had not been removed. This is an improper circumcision according to my sister who is an Aalimah (Religious scholar) and so I will have to get her circumcised again. Why are these so-called women’s groups against doctors doing it? We will practice it whether they ban it or not” she said irately.

However a member of a prominent women’s organization said that prohibiting the practice is the right thing to do. FGM has been condemned as a violation of the rights of women and girl children by the World Health Organisation. WHO makes no distinction between FGM and the type of circumcision practiced here. It’s all the same. How can you cut these girls and call it a religious obligation. I understand there is a strong religious argument for the practice, but we cannot let religion affect the health of girls and women”, she added.

And so the debate goes on – to ban or medicalise. But one thing is for sure. It won’t be an easy battle. Not only does the religious establishment support the practice, but most local Muslim women are very much for it. The government and women’s activists will have a hard time convincing them to abandon it.

YAHAPALANA AND THE ECONOMY Part 10

Yahapalana started its economic activity, by howling that the country was deeply in debt.  Central Bank of Ceylon said Sri Lanka’s total debt   at the end of September 2014, stood at around Rs. 7.369 trillion.

Between 2009 and 2014 Sri Lanka’s total government debt tripled and external debt doubled said Yahapalana in 2016. The total debt is $64.9 billion. To this must be added the loans taken   by the state-owned enterprises. We still don’t know the exact total debt, said Yahapalana in 2016. Debt is going to be huge by 2019, agreed economists.

 We are ensnared in a debt trap, screamed Yahapalana. Sri Lanka was heading for a debt crisis.  Debt payments, which included capital and interest, would reach US$2.84 billion in 2018  and USD 4.28 in 2019  2018 and 2019 will be tough years for Sri Lanka. This will decrease towards 2025.   We should make use of all our unused assets to settle the loans.

The foreign debt that was US$ 21.4 billion in 2010 doubled to US$ 43 billion in 2014, when the previous government left office, said  economist Nimal Sanderatne. The rise in foreign indebtedness was particularly sharp in the single year 2010-11, when it increased by US$ 11.3 billion. The foreign debt was as much as 57.4 percent of GDP in 2014.and debt servicing required one fifth of the country’s earnings from exports of goods and services in 2014. This is a huge burden for any country to carry, continued Sanderatne.

These debts arose because of the unproductive development projects of the Rajapaksa administration. Mahinda Rajapaksa said, in reply that that the loans were long term and carried a low interest rate of 2 per cent, the payments were arranged for, and second that the massive borrowing was for infrastructure development and not for consumption, concluded Sanderatne.

Not everybody agreed with Yahapalana‘s gloomy forecast. Chamber of Young Lankan Entrepreneurs (COYLE) pointed out in 2017 that Sri Lanka has had the lowest Debt to GDP ratio from 2010-2015.  The rank order for national debt as part of the GDP in 2016 was no 1 Japan 229.30 then  Singapore 104.70, (no 10) USA 104.17 (11) France 96.10, (14) UK 89.20, (19) European Union    85.20 (23)  and Sri Lanka 76.00 (32). The Sri Lanka debt is mainly one of domestic debt. It is not in a debt trap, said COYLE.

Dhammika Perera  said that Sri Lanka debt was relatively low. Government debt to GDP is 253% in Japan. USA debt to GDP is 105%, Sri Lanka’s debt to GDP is 80% he said. Public debt can be managed without tripping up economic growth. It’s just like you manage your home finances. You spend less interest payments than you earn every month and you ensure that you get the most out of your borrowed funds and then you have a sense of control over your money. Not all of the debt Sri Lanka has is harmful. Without debt you can’t grow. If you manage your recurrent expenditure, if you have a good business plan and you have a realistic strategy to anchor it to an adequate return on your investment, everything should be fine, Dhammika concluded.

Analysts said that Yahapalana had added to the debt. Forbes says under Yahapalana domestic debt grew by 12% and external debt by 25% without starting any new large-scale infrastructure projects. Other analysts  observed that Yahapalana borrowing had reached approximately Rs 9.387 trillion by December 2016. This had risen to approximately Rs. 10.269 trillion by April 2018.

Mahinda Rajapaksa  spoke up. Under my government, Sri Lanka Development Bonds (SLDBs) were issued only twice a year to borrow an average of around USD 350 million per year. This, too, was at the height of the biggest infrastructure building programme since independence.

However, in the year 2015, without any such projects, the Yahapalana government issued SLDBs on no less than nine occasions, followed by six in 2016 and four in 2017 and have up to now borrowed USD 7.7 billion from this source alone.”In the past three years, a further USD 9 billion has been borrowed through sovereign bonds, currency swaps, syndicated loans and the IMF Extended Fund Facility, a total of USD 16.7 billion in foreign currency borrowings alone.

During this same period they have made Rupee borrowings of around Rs.6 trillion as well. Even though a part of this massive volume of debt, like the Indian currency swaps and the shorter duration SLDBs and rupee bills and bonds have been paid off, from their first year in power this government has been borrowing and repaying, and borrowing to repay in a vicious cycle that has been rapidly gaining momentum.

The Debt to GDP ratio which my government managed to reduce from 91% in 2005 to 71% by the end of 2014, had shot up to nearly 81% by the end of 2015 according to IMF report No: 16/371.  A Peradeniya University don estimates it to be bordering on 90% by the end of 2017, continued Rajapaksa .

“The Yahapalana government’s borrowing spree was occasioned by the huge increase in expenditure in 2015 due to the special salary allowance given and the reduction in the prices of fuel and gas and certain commodities, made to win the last parliamentary election.

Even though the government claims they have been forced to borrow in order to pay back the loans taken by my government for infrastructure projects, the biggest such projects including the Norochcholai power plant, the Southern Expressway, the Hambantota harbour, the Colombo-Katunayake expressway and the Mattala airport all put together cost less than USD 3.9 billion and repaying these long term loans taken at concessionary rates of interest was never a strain on the economy. The Yahapalana government has been irresponsible and reckless in borrowing money from its inception, Rajapaksa said.

Nivard Cabraal took over. He made two consecutive statements on the subject. Sri Lanka’s debt related relevant data, as at the end of 2014, shows that Sri Lanka was never in a Debt trap., said Cabraal. Cabraal  gave the following data:

Debt to GDP ratio: 71% (down from 91% in 2005)”:* Total Debt – LKR 7,391 billion; of which, External Debt – LKR 3,113 billion: Domestic Debt – LKR 4,278 billion* External Debt to GDP: 30.0% (down from 39.0% in 2005)* Domestic Debt to GDP: 41.3% (down from 51.6% in 2005)* Average time to Maturity of Domestic Public Debt: 5 years and 8 months (up sharply from 2 years 5 months years in 2005) %.* Total Chinese Debt, mainly Project-related: USD 4.5 billion* Percentage of Chinese Debt out of Total Debt: 8%* Total International Sovereign Bonds outstanding: USD 5.5 billion* Percentage of ISBs, mainly held by US and Western Investors out of Total Debt: 10%.

Lanka’s Debt to GDP ratio was a very high 91% in 2005, when the Mahinda Rajapaksa administration took office, said Cabraal. Thereafter, through a process of sustained growth of the economy, stabilization of the rupee, increased local and foreign investment, reduction of interest rates, compression of the budget deficit, and containment of inflation, the authorities were able to reduce the Debt to GDP ratio to 71%, by the time that administration was voted out of office in early January 2015, said Nivard Cabraal in June 2018.

Thereafter, continued Cabraal, Yahapalana has increased the indebtedness of the country to unacceptable levels, with a ballooning of the Debt stock and the escalation of the Debt to GDP ratio. Central Bank Annual Report 2017 stated that, as at the end of 2017,the Government’s Debt stock has increased to Rs.10,313 billion and the Debt to GDP ratio had increased to 77.6%; up from Rs.7,391 billion and 71.3% as at end 2014, reported Cabraal.

However, the Auditor General’s Report on the Financial Statements for 2017 of the Ministry of Finance  the figure of Rs. 10,313 billion is incorrect, the actual Debt is Rs. 10,702 billion—a staggering Rs. 389 billion (about US$ 2.5 billion) higher. Such a sum is equivalent to the cumulative investment made by the Rajapaksa Government on the Colombo-Katunayake Expressway, the Norochcholai Coal Power Plant, and the Hambantota Port, continued Cabraal.

The government’s total external debt had also since increased by a massive 33%: from USD 23.7 billion at end 2014 to at least USD 35.4 billion by July 2018, of which, International Sovereign Bonds which are mainly held by US and Western investors, now account for about USD 11.6 billion continued Cabraal.

In financing the current account deficit in 2018, the government is reported to have so far raised a sizeable USD 3,838 million, of which USD 2,500 million has been from International Sovereign Bonds, USD 1,000 million has been from a China Development Bank Syndicated Loan, and further Forex loans of USD 338 million.

This debt escalation has taken place in an economy that has recorded a serious declining GDP growth rate; from a healthy average of 6.4% from 2010 to 2014 to a dismal 3.1% in 2017. The GDP growth rate for the first half of 2018 has also not shown any signs of recovery, and key sectors such as construction have experienced significant negative growth. Accordingly, the Central Bank of Sri Lanka has reduced its 2018 GDP growth projections to under 4% though most analysts now expect it to be considerably less than 3% said Cabraal.

Sri Lanka’s external finances have tumbled and the debt situation has now become seriously risky. In fact, by end July 2018, Sri Lanka’s Public Debt had zoomed to around LKR 11,971 billion: a staggering increase of LKR 4,580 billion or 59%, from the 2014 level. In addition, the estimated interest cost for 2018 has jumped to LKR 820 billion, or nearly double that of the 2014 interest cost of LKR 443 billion. The Debt to GDP ratio as at 31st July 2018 has also shot up to an alarming level of 87%, from 71% in 2014,  ” Sri Lanka has now moved into a “Highly Indebted State” category, and it is only a matter of time before that dubious status would seriously impair Sri Lanka’s ability to raise funds, emphasized Cabraal

Yahapalana brought China into their Debt story. Yahapalana blamed the debt on China.According to Treasury data   of 2016 the total debt of Sri Lanka is about $70 billion, of which over $8 billion is owned to China. Several Western analysts have carried out a relentless media campaign in keeping with their own geopolitical agenda to suggest that China was luring Sri Lanka into a carefully engineered Debt Trap said Cabraal. .Sri Lanka’s public debt was at a value of LKR 7,391 billion as at end 2014. Of it, the loans from China amounted to approximately LKR 585 billion (USD 4.5 billion), or 8% of the total. At the same time, the Debt to GDP was at a manageable 71%, (down from 91% in 2005) and the interest cost in 2014 was LKR 443 billion or 4.2% of GDP, said Cabraal.

The debt incurred by Sri Lanka for the construction of the Hambantota Port was USD 1,322 million (or about LKR 158 billion), and such Debt was only about 2.1% of the Total Debt of LKR 7,391 billion that Sri Lanka owed as at the end of 2014. Further, the total loans from China as at the end of 2014 amounted to approximately LKR 585 billion (USD 4.5 billion), or 8% of the total. said Cabraal. Hence, by no stretch of imagination could it also be claimed that the Sri Lankan government was in a “Debt Trap” due to the Hambantota Port loan..

Yahapalana hastily alienated the Hambantota Port (which many consider as one of Sri Lanka’s most strategic assets in the Indian Ocean).  Yahapalana declared that the proceeds would be used to retire the loan but instead utilized those funds to finance the budget expenditure, and left the loan outstanding. Hence, Sri Lanka still has the same or more debt due to China in spite of the divestment of the Hambantota Port.

The Hambantota loan can be easily repaid, said COYLE. The total loan for Hambantota is USD1265.8 million, this has been repaid from 2010. The highest payments were to start in 2016 at USD 60 million.  The highest point of repayment would be in 2017 then it gradually tapers off to end in 2030. However, Yahapalana has valued Hambantota port only at USD 1,400 million and expect only USD 1120 million for 99 year lease.

Yahapalana is not deterred by any of this. Yahapalana introduced the Active Liability Management Bill to Parliament seeking authorization to borrow over Rs. 1 trillion from local and foreign sources, over and above the yearly borrowing limit set by Parliament.  This Bill was meant to bypass existing controls in respect of loans obtained from foreign and local sources.

Under this proposed law, the executive will be able to raise over Rs. One trillion in debt and make regulations about how that money will be used. Even if Parliament subsequently refuses to endorse the manner in which the money has been utilized, what was done on the authority of the Minister in the intervening period, would still be legally valid, observed Mahinda Rajapaksa.

Furthermore, so long as it can be established that they acted in good faith, no civil or criminal liability whatsoever will attach to those involved with regard to the manner in which this money is used. Given the scandals that have already taken place in the issuance of public debt under this government, the danger inherent in this proposed law is obvious. Therefore, the Active Liability Management Bill should be resolutely opposed by every citizen of Sri Lanka, concluded Rajapaksa.

“Parliamentarian Bandula Gunawardena petitioned the Supreme Court pointing out among other things that this Bill undermines the authority of Parliament over financial matters, undermines the Central Bank’s management of public debt and vests the executive arm with unrestricted power in utilizing the money borrowed.  However, the Bill was passed with amendments, in Parliament, after a row, in March, 2018.

Cardinal Malcolm Ranjith – Explain why Catholic Fathers attended the LTTE Pongu Thamil in Jaffna University

Cardinal Malcolm Ranjith by virtue of being President of the Catholic Bishops Conference is the head of all Bishops & representative of all Catholics in Sri Lanka. We would therefore like an explanation for two incidents that have occurred in August & September 2018. First was the public demonstration headed by a Catholic priest against Sinhalese being given land deeds in the North & the second the official unveiling of a commemorative plaque for LTTE pongul Tamil inside the Jaffa University again by a Catholic priest.

 

Pongu Tamil (Tamil National Resurgence Convention) is an LTTE event and has nothing to do with any Tamil traditional event. It is not even a Hindu event. LTTE started it on 17 January 2001. In 2002 it was held on 17 April when LTTE opened its first political office after the 2002 CFA in Jaffna after 1995. Pro-LTTE TNA also participated. In 2003, the pro-LTTE Jaffna University Students’ Union called for the closure of all businesses and government offices in Jaffna. In 2016, Jaffna university students even attacked the Sinhala students studying at the university. So why is Jaffna University a state university with staff salaries paid by the tax payers commemorating a banned terrorist movement inside the university premises. Shouldn’t government be taking immediate action against them? These are all violations of the Constitution (6th amendment) and the Penal Code section 120.

We cannot forget August 2018

 

When Church fathers led demonstrations against Sinhalese returning to live in North Sri Lanka organized by a movement called Anti Mahaweli Tamils’ Heritage Forum led by Rev. Father Leo Amstrong. Thousands had participated against giving land deeds to Sinhalese in the Mullaitivu district. There are even rumours that many of these protestors were brought in from India. These are seriously allegations and require a proper investigation though it is pointless requesting it from a government that does nothing against violations by their own government in particular when just days earlier under instructions of MP Sridaran an archaeological site in Kilinochchi was bulldozed.

 

Does reconciliation not include Sinhalese & Muslims? Were Sinhalese & Muslims not chased out of their lands & homes in the 1980s by the LTTE…..how can LTTE or Tamil separatists declare and demand that ONLY they live in the North or East AFTER chasing out Sinhalese & Muslims and not allowing them to return. Where is the fairplay & justice. What kind of sham reconciliation and peace is it to only look into the interests of one minority completely ignoring other parties that were victims too and for no fault of theirs. These innocent victims were farmers, villagers, children, babies & people who had done no wrong to LTTE or Tamil separatists. But their lives were cut short, their families remain mourning their dead but no foreign envoy, no UN, no UNHRC not even Sri Lanka’s own so-called rights activists are bothered to look into their plight. Is it because no one is paying them in dollars & sterling pounds that they are not bothered about their plight?

All the rhetoric on reconciliation & peaceful coexistence mean nothing if a handful of people are given freedom to create animosities & tensions by their action and authorities do nothing against them. Those that represent these trouble makers cannot point fingers at the reaction completely ignoring the actions that have led to the reaction.

 

We are generally in unison that the ordinary people of all ethnicities & faiths have cordial relations with each other but we are very saddened by the fact that it is the representatives of these ethnic groups & faiths who are drumming the animosities or planting the seeds to create such & these incidents in no way can be brushed aside as isolated incidents. We can list out pages and pages of instances where Church fathers have aligned with LTTE separatism and Bishop Rayappu Joseph & Father Emmanuel are living examples of such with neither the Church heads in Colombo or the Vatican taking action against them for promoting separatism & a terrorist organization.

 

Every time it is ONLY the majority Sinhala Buddhists who are issued demarches & ridiculed and humiliated completely ignoring these acts & it is time that we call a spade a spade & a statement is issued by the Cardinals office apologizing to the country for these Catholic priests taking part in separatist & terrorist initiatives. In the meanwhile the Government of Sri Lanka cannot ignore that a state university has been regularly using the state property, state assets to hold separatist programs inside the university. This is a violation of every act of decency and unacceptable for the supposed educated academia to be garlanding murderers. The University Grants Commission & Sri Lankan Government must take immediate action against the Vice Chancellor and all staff involved in this commemoration & completely ban the university from being used for any LTTE separatist ideology promotion. LTTE remains banned in Sri Lanka.

Sri Lanka Snubs India, Says Have No Intention of Handing Over Strategic Palaly Airport

Sri Lankan civil aviation minister said that the airport would be developed in partnership with the Tourism Development Fund and the Civil Aviation Authority.

 New Delhi: Sri Lanka has decided against giving control of Palaly Airport to India just days after the state-run Airport Authority of India made a move to develop it.

Sri Lankan civil aviation minister Nirmal Sripala De Silva told the parliament that the government had no intention of handing over the airport to Indian authorities.

He further said that the airport would be developed in partnership with the Tourism Development Fund and the Civil Aviation Authority.

His statement comes as the AAI, in a statement issued on Monday, said that it has signed an agreement with External Affairs Ministry for “preparation of a Detailed Project Report for development of Palaly airport in Sri Lanka”. Silva, in Parliament, junked the statement and said that not just Palaly, but the government had no intention of handing over Higurakgoda, Baticaloa, Koggala, Digana and Trincomlee airports to other countries and that all the airports would be developed as domestic airports.

AAI’s bid to develop the airport was being seen as a strategic move as Palaly is in Jaffna, a predominantly Tamil territory. It was also dubbed as a move to counter China’s growing presence in the region by developing critical infrastructure.

The handover of the Palaly airport is the latest in the issues that Sri Lanka and India face.
Last month, Silva had told Lankan parliament that the country’s government had asked the Airports Authority of India (AAI) to submit its business plan to operate the loss-making Mattala Rajapaksa International Airport.

However, De Silva’s Indian counterpart Jayant Sinha earlier told Parliament that there was no proposal under consideration for the AAI to buy a controlling stake in the airport. Sinha also clarified that there were no plans for the AAI to build a flying school and a maintenance, repair and overhaul unit at the airport.

However, the confusion refused to die down as just days later, the Ministry of External Affairs said New Delhi was considering Sri Lanka’s proposal

බුදු දහමට නිගා නොකරන යුගයක් ආරම්භ කරලා ළමයින්ට බුදුදහමින් පිරි යහපත් අධ්‍යාපනයක් ලබාදීලා පිරිපුන් දරු පරපුරක් රටට බිහිකරලා ජනතාවට නව යුගයක් කරා ගෙන යෑම මගේ අපේක්ෂාවයි. ඒ යුගය අෑතක නෙවෙයි කියන එකත් මම සතුටින් මතක් කරනවා.

1815 දී ලංකාවේ පාලන බලය හිමිකරගත් ඉංග්‍රීසීහු වෙල්ලාල දෙමළ ජනතාවට සෙසු ජන කොටස්වලට වඩා ප්‍රමුඛතාවක් ලබා දුන්හ. 1833 පළමු ව්‍යවස්ථාදායක සභාව පිහිටුවන විට රටේ ඉතිහාසය ගැන හෝ ජනකොටස්වල සංයුතිය ගැන කිසිදු තැකීමක් නොකළ ඉංග්‍රීසීහු සිංහල, දෙමළ, බර්ගර් ජනයා වෙනුවෙන් එක නියෝජිතයකු බැගින් පත් කළේය. එවකට වසර දෙදහසකට වඩා ඉතිහාසයක් පැවති රටේ ජාතිය, භාෂාව,සංස්කෘතිය නිර්මාණය කළ මුළු ජනගහනයෙන් 75% නියෝජනය කළ සිංහලයන්ට මෙන්ම එවකට වසර 200 ක ඉතිහාසයක්වත් නොපැවති මුළු ජනගහනයෙන් 10% වත් නොවූ දෙමළ ජනතාව ව්‍යවස්ථාදායක සභාව තුළ සම නියෝජනයක් ලබා දීම කිසිදු ප්‍රජාතන්ත්‍රවාදී මූලධර්මයකට අනුකූල නොවේ.

බ්‍රිතාන්‍ය පාලකයන්ගේ ආශීර්වාදය ලැබූ දෙමළ වෙල්ලාල නායකයන්ට අවශ්‍ය වූයේ මුළු රටේම නායකයන් වීමටයි. කෙසේ නමුත් 1931 වසරේදී සර්වජන ජන්ද බලය හඳුන්වා දීමත් සමග මුළු රටේම නායකයන් වීමට නොහැකි බව වෙල්ලාල නායකයෝ අවබෝධ කර ගත්හ. මේ නිසා අඩුම තරමේ දිවයිනේ උතුරු සහ නැගෙනහිර පළාත්වල පාලකයන් බවට පත් වීමට ඔවුන්ට අවශ්‍ය වූහ. බෙදුම්වාදී ව්‍යාපාරයේ ආරම්භය මෙයයි. එනම් දෙමළ බෙදුම්වාදී ව්‍යාපාරයේ ආරම්භය සිදු වූයේ දෙමළ ජනතාවට ශ්‍රී ලංකාව තුළ කිසිදු අසාධාරණයක් සිදු වීම නොව දෙමළ වෙල්ලාල ජනතාවට මුළු රටේම නායකයන් වීමට නොහැකි වීම හේතුවෙනි. 2009 වසරේදී මුළුමහත් දෙමළ ජාතිවාදී ව්‍යාපාරයම නන්දිකඩාල්හිදී යුදමය වශයෙන් පරාජය කිරීම ඒ සඳහා ලබා දුන් දේශපාලන විසදුම ද වේ. එහෙයින් තවදුරටත් විසඳුමක් ගැන කතා කිරීම අනර්ථකාරීය. ශ්‍රී ලංකාවේ සැබෑ ඉතිහාසය අධ්‍යයනයෙන් පෙනී යන්නේ ශ්‍රී ලංකාව තුළ ජනවාර්ගික ප්‍රශ්නයක් නැති බවයි.

No ethnic problem in Sri Lanka – Prof. Channa Jayasumana tells UNHRC

Professor Channa Jayasumana says that the mythical history created by racists in Sri Lanka has led to violation of human right in all Sri Lankans.

The Tamil Vellalar leaders aspired to be the leaders of the country under the auspices of the British. In 1931 the British introduced universal franchise and the Vellalar leaders found that they could not become the leaders of Sri Lanka.”

Then they wanted to become the rulers of the Northern and Eastern Province. This was the beginning of the separatist movement,” the Sri Lankan academic said, addressing the 39th session of the UN Human Rights Council in Geneva on Tuesday (18).

Thus the Tamil separatist movement sprang up not because of any injustice to the Tamil speaking people but due to the fact that the Vellalar Tamils could not become leaders of the entire country, said Prof. Jayasumana, Executive Committee member of the World Patriotic Lankan Forum.

He stated that in 2009 the entire Tamil racist movement was defeated and there is nothing to talk further as the military solution given in Nandikadal is nothing but a political solution.

Studying genuine history shows there is no ethnic problem in Sri Lanka.”

Mr. President,

The mythical history created by racists in Sri Lanka has led to violation of human right in all Sri Lankans. Scholars including Prof. Karthugesu Indrapala has pointed out that there were no permanent Tamil settlements in Sri Lanka before 13thcentury. When the Portuguese arrived in Sri Lanka the Sinhalese people were the majority in the Jaffna Peninsula as well in the rest of Sri Lanka. The Dutch who occupied the coastal areas of the country around 1650 brought the Vellalar Tamils from present Tamil Nadu for their tobacco plantation in Jaffna.

The English who occupied the country in 1815 gave preferences to the Vellalar Tamils. In 1833 when the Legislative Assembly was established, the British Governor appointed one Sinhala and one Tamil speaking person to represent the communities without any semblance to democracy ignoring that the Sinhalese constituted 75% of the population with a history of more than two thousand years and Tamil speaking people who constituted around 10% of the population with a history not going back to more than two hundred years.

SL has no plan to hand over strategic Palaly Airport to India – Transport Min.

Sri Lanka has decided against giving control of Palaly Airport to India just days after the state-run Airport Authority of India made a move to develop it.

Sri Lankan civil aviation minister Nirmal Sripala De Silva told the parliament that the government had no intention of handing over the airport to Indian authorities.

He further said that the airport would be developed in partnership with the Tourism Development Fund and the Civil Aviation Authority.

His statement comes as the AAI, in a statement issued on Monday, said that it has signed an agreement with External Affairs Ministry for preparation of a Detailed Project Report for development of Palaly airport in Sri Lanka”. This would have been the first project for the AAI in the island nation.

Silva, in Parliament, junked the statement and said that not just Palaly, but the government had no intention of handing over Higurakgoda, Baticaloa, Koggala, Digana and Trincomlee airports to other countries and that all the airports would be developed as domestic airports.

AAI’s bid to develop the airport was being seen as a strategic move as Palaly is in Jaffna, a predominantly Tamil territory. It was also dubbed as a move to counter China’s growing presence in the region by developing critical infrastructure.

The handover of the Palaly airport is the latest in the issues that Sri Lanka and India face.

Last month, Silva had told Lankan parliament that the country’s government had asked the Airports Authority of India (AAI) to submit its business plan to operate the loss-making Mattala Rajapaksa International Airport.

However, De Silva’s Indian counterpart Jayant Sinha earlier told Parliament that there was no proposal under consideration for the AAI to buy a controlling stake in the airport. Sinha also clarified that there were no plans for the AAI to build a flying school and a maintenance, repair and overhaul unit at the airport.

However, the confusion refused to die down as just days later, the Ministry of External Affairs said New Delhi was considering Sri Lanka’s proposal.

Tamils should fight to death against Sinhalara colonization – Sridharan

The Tamil people must wage a war unto death against forcible colonization by the Sinhala people  as well as the setting up of Buddhist temples in the North, said TNA Kilinochchi District MP S. Sridharan.

He was speaking at a programme, on 15 September, to commence a voluntary organization at village level in the North against forcible colonization and constructing of Buddhist temples. The first group was launched at Sridharan’s office in Kilinochchi.

He pointed out that a group, including Bhikkhus, who came to the Kurundumal village first, on the pretext of archeological  development activities, installed a Buddhist statue and sought to build a Vihara, which was thwarted, because of the alertness  of the ordinary people.

Already 480 acres of land for construction of the housing complex for the Sinhalese, another 50 acres for archeological activities and 10 acres have been allocated for a Buddhist temple, the MP lamented.

As all these land allocations have been made forcibly and unlawfully, the Tamil people of the areas have a right to protest against it, and vigilance should be maintained on the construction of Temples and the Buddha statues that are being installed in their areas, the MP told the voluntary committee members.

There is nothing wrong if the Tamils of the North take steps to protect their religious places and lands in the same way as the Sinhala Buddhists are taking steps to protect their Sri Dalada Maligawa in Kandy and the lands at Sigiriya, the MP pointed out.

DOWNFALL OF SRI LANKAN CRICKET

We have lost so much interest in the game as we have lost confidence in the Sri Lankan squad.  In fact writing or commenting about them itself is an absolute waste of time.

In the first game SL lost to Bangladesh.  Around 260 runs was not a formidable task in modern day ODIs.   Our bowlers did very well contain BD players with an enormous apitite to win, with or without HATHURUSINHE.    It was the batsmen who crumbled, very early days definition of SL cricketers as Wooden Spooners, is still valid.

So the surgery for the next match should be looking at our batsmen, not bowlers.

The disgusting selectors omitted SURANGA LAKMAL, APONSO AND DILRUWAN PERERA. When there is a problem, you need to follow a certain sequence, such as :

  1. Define the problem
  2. Analyse the problem
  3. Develop  alternative solutions
  4. Make a decision

Everyone knew the difficulty factor faced by the batsmen, but our selectors chopped the bowlers but retained the same bunch of batsmen with Shehan Jayasuriya, Dushmantha and Akila joining the team.

At the beginning of match against Afgan match,  Angelow Mathews was visibly freightened,  he said, We forget the past and JUST GO AND HAVE FUN”.  Are you guys are paid to have fun? By looking at Angelow Mathews facial expressions at the commencement, I knew we do not have an aggressive leader and will lose the match.

In the past few years, Rangana Herath, Chandimal and Lakmal have delivered results, not Angelow.   As Rangana is semi retired, Lakmal should take over for the world cup preparation, if Chandimal is constantly either sick or vulnerable to other adverse situations.

There is no doubt that Sri Lanka should have more and more investors, paving the way for economic growth, but not at the cost of environment and its people. A country must have development that is sensitive to the concerns of its people. Therefore, the responsible authorities must strike a balance between environment and development.

The Daily Mirror on September 13 published an Expose’ titled ‘Nuisance next door’ quoting a group of residents in Off Buthgamuwa Road, Rajagiriya who stated that an Indian property developer, Iconic Developments Private Limited, was allegedly involving in the illegal filling of a marsh, forcibly using a private road and building an unauthorised bridge as the main access to the company’s new super-luxury condominium project named ‘Iconic Galaxy’.

Although an official of the SLLRDC initially denied having given permission to construct a bridge, subsequent to residents providing a copy of a letter signed by GM of SLLRDC confirming that permission was granted for a bridge at the planning committee held on 7th Dec 2011, officials of SLLRDC admitted having granted approval for it. Residents questioned as to who approved the design of the bridge because what the developer is constructing is not a bridge, but a massive ramp; which stretched from one side of the canal right up to their building. This goes over the canal and canal reservation. It was further pointed out that if the design of the ramp was approved by SLLRDC, only residents of Iconic project would be able to use the bridge and that the residents’ right of way into the area and to cross the canal would be denied. Further it was pointed out that if this design had been approved, it would have effectively conceded the canal and canal reservation to a private Indian company. The minister mentioned that this had to be the only bridge of this kind in Sri Lanka.

When I read above article today , an incident which took place when I was Heading SLLRDC during President Premadasa related to Royal  Park which was  one of the first high-rise development put up by a Korean Company by the side of  Lake drive in Rajagiriya.

Land was purchased from a person who was a supporter of the government at that time .Marshy Land was filled with no approval before I took the helm of the corporation.

Land owner started building a culvert without permission along the canal by Lake Drive. SLLRDC  engineers have requested the land owner to stop building the culvert but the owner refused to budge.

I was told about the situation, which prompted me to visit the site to inspect. Owner’s relative who was at the site came to the car and I told him that they should not build the culvert with such a narrow span which may affect free flow of rain water

This person abused and threatened me and I hurriedly retreated and complain to Borella Police

ASP of the police contacted the owner to come police to be arrested for threatening a public officer.

Early morning next day I got a call around 4 am from the President himself who asked me about the incident and requested me to settle as he was a party supporter.

I conveyed the message to the then secretary of the ministry and contacted the police to ask him to apologize to me and settle the matter to avoid any repercussions from the President.

An inquiry was held in the ministry and the land owner was told to stop construction of the culvert and forced to build Bridge with a wider span.

Land owner did not stop at that and handed over s file full of allegations to the President accusing me of a stooge of Minister Athulathmudali whom I have never met at that time

I was called by the President who confronted me but after Secretary of Ministry none other than one of the finest civil servant Mr Aillaperuma intervened and explained to the President that the allegation was baseless.

Same person hang some banners against Athulathmudali and Gamini when they fell out with Premadasa .

After the demise of President Premadasa .Gamini and Athulathmudali re-joined the GOP under President DBW .

Same person hanged banners praising both rebel minsters afterwards.

This is the type of people in our resplendent island and what is happening in Buthgamuwa is of similar nature where the developer may have some connection to a politician other than the Minister who visited the site.

I will be surprised if the developer removes the culvert and build a proper bridge ever.

ශ්‍රී ලංකා විශ්ව විද්‍යාල වල පවතින නවක වධය අහඹු සිදුවීම් නොවේ. මේ වන විට නවක වධය යනු ඉතා සැලුසුම් සහගතව කරනු ලබන පර පීඩක කර්තව්‍යකි.  හිටපු විශ්ව විද්‍යාල නවක වධකයෙකු විසින් හෙළි කරන ලද තොරතුරු අනුව මේ සඳහා දේශපාලන ඉලක්කයක් තිබේ. විශ්ව විද්‍යාල නවක වධය පවත්වාගෙන යාම සඳහා  එක්තරා  අන්තවාදී දේශපාලන පක්‍ෂයක් සහ ඇතැම් අන්තවාදී ශිෂ්‍ය සංවිධාන කටයුතු කරති. මේ සඳහා වාර්‍ෂිකව  නවක වධකයන් බඳවා ගැනීම සිදු කරනු ලබයි.  ජ්‍යෙෂ්ඨ නවක වධකයන් විසින් නවක වධ සැලසුම් කරන අතර ඔවුන්ට පක්‍ෂය හරහා ගෙවීම් කරනු ලැබේ. තවද ඔවුන්ට මෝටර් සයිකල් මෙන්ම ජංගම දුරකථනද ලබා දී තිබේ. 

නවක වධකයන් බඳවා ගැනීම සිදු කරන්නේ  ඉතා සියුම් ආකාරයටය. නව අධ්‍යන වසර ආරම්භයේ අළුත් සිසුන් නවක වධයට පත් කරන අතර ජ්‍යෙෂ්ඨ නවක වධකයන් මෙම අළුත් සිසුන් අතර නවක වධකයන් බවට පත් වීමට සුදුසු පුද්ගලයෝ නිරීක්‍ෂණය කරති. හිටපු විශ්ව විද්‍යාල නවක වධකයෙකු විසින් හෙළි කරන ලද පරිදි නවක වධකයට ලක් වන අළුත් සිසු සිසුවියන් අතර නවක වධය ආශ්වාදයකින් යුතුව භාර ගන්නා දරදඬු පුද්ගලයෝ අනාගත නවක වධකයන් වීමට සුදුස්සෝ වෙති. මේ සඳහා ඔහු උදාහරණයක් දෙයි. එක්තරා විශ්ව විද්‍යාලයකදී නවක වධය සඳහා පිරිමි සිසුන් නිරුවත් කොට ඔවුන්ට ව්‍යායාම කිරීම සඳහා බල කරන ලදි. බොහෝ සිසුන් මෙම නවක වධය හමුවේදී පසුබාන ස්වභාවයකින් සිටියහ. එහෙත් සිසුන් තිදෙනෙකු  සිනහ වෙමින්  ජේෂ්ඨයන් ගේ එකඟතාව ලබා ගනිමින් ව්‍යායාම කරන ලදි.  ඔවුන් තිදෙනා  ජේෂ්ඨයන් ගේ නොමඳ අවධානයට ලක්වූහ. ඉන් පසු එලැඹුනු වසරේදී නවක වධයන් ලෙස ක්‍රියා කරන ලද්දේ මේ සිසුන් තිදෙනා ය    

නවක වධකයන් බවට අනුවර්තනය වන සිසුන් බොහෝ දෙනෙකු ග්‍රාමීය පසුගාමීත්වයෙන් ඔද්දල් වූ ආර්ථික ගැටළු වලට ලක්වී සිටි , තම තමන් ගේ ගම් වල කුල පීඩනයට ලක්ව සිටි , මාතෘ දුරස්ථකරණය / පීතෘ දුරස්ථකරණය මෙන්ම ළමා කාලයේදී කායික වාචික සහ ලිංගික අපයෝජනයන්ට ලක්වූ පිරිස් වෙති. මොවුන් තුල සමාජය කෙරෙහි අගතියක් සහ වෛරයක් දැකිය හැකිය. මොවුන් බොහෝ දෙනෙකු පාසලේදී හුදකළාව සිටි සිසුන් වෙති. මොවුන් අතර දුස්සාධ්‍ය විශාදය (Chronic Depression) , පශ්චාත් ව්‍යසන ක්ලමථ අක්‍රමතාවය (PTSD) මෙන්ම සමායෝගී ආබාධ ද (Ajestment Disorder)   බහුලය. මොවුන් තුල පර පීඩක ආශයන් බහුලව පවතියි. මේ නිසා මොවුන් විශ්ව විද්‍යාල නවක වධකයන් වීම සඳහා හොඳ උපස්තර වෙති. 

තෝරාගත් නවක වධකයන්ට ජේෂ්ඨ නවක වධකයන් විසින් පුහුණුවක් ලබා දෙයි. මේ සඳහා බොහෝ විට පක්‍ෂයේ අරමුදල් වලින් කුලී පදනම මත ලබ ගත් නිවාස භාවිතා කෙරේ. විවිධ ආකාරයේ නවක වධ අළුතින් පුහුණු වන්නන්ට උගන්වනු ලබයි. මෙම නවක වධ වල අරමුණ නවකයාගේ ස්වීයත්වය ( Personality  ) සම්පූර්ණයෙන්ම බිඳ දමා ඔහු හෝ ඇය බියට පත් කොට අනුකූලත්වය ලබා ගැනීමයි. මෙම අනුකූලත්වය අදාල පක්‍ෂයේ දේශපාලන ක්‍රියා සඳහා යොදා ගැනේ. මේ සඳහා මුදල් මූලිකව ලැබෙන්නේ විදෙස්ගත පක්‍ෂ සාමාජිකයන් විසින් එවන පරිත්‍යාග මගිනි. නවක සිසුන් කණ්ඩායමක් වධයට ලක් කරන්නේ ඊට පෙර වසරේ සිටි නවක වධකයන් වූවද ඔවුන්ව ඉතා තියුණු ලෙස ජේෂ්ඨ නවක වධකයන් නිරීක්‍ෂණය කරති. එසේම අදාල අවස්ථා වලදී ගුරුහරුකම් දෙති. නවක වධ අවස්ථා වලදී ඔත්තු බැලීම සඳහාද කොටසක් ක්‍රියා කරති.

විශ්ව විද්‍යාලයේ අධ්‍යාපනය ලබා නිම වීමෙන් පසු සහ   පක්‍ෂ දේශපාලනයෙන් ඉවත්  වීමෙන් පසුව විශ්ව විද්‍යාල නවක වධකයෝ බොහෝ දෙනෙක් හුදකළා චරිත බවට පත් වෙති. බොහෝ දෙනෙකු තම අපකීර්තිමත් ඉතිහාසය සැඟවීමට උත්සහ දරති. තවත් සමහරක් විශ්ව විද්‍යාලයේ තමන් අයත්ව සිටි දේශපාලනයට හාත් පසින්ම වෙනස් දේශපාලන පක්‍ෂ වලට සම්බන්ධ වෙති. එහෙත් සමහරක් දිගින් දිගටම තම මතවාදයේ එල්බ ගෙන සිටිති.

විශ්ව විද්‍යාල නවක වධය මේ වන විට එක්තරා ආකාරයක  නවක වධ කර්මාන්තයක් බවට රූපාන්තරණයවී හමාරය. මේ සඳහා වාර්ශිකව රුපියල් දහස් ගනනක් පොම්ප කෙරේ. මෙය එක්තරා ආකාරයක ඉතා ශක්තිමත් මාෆියාවක මුහුණුවරක් ගනී. මෙම නවක වධය සාධාරණීකරනය කිරීම සඳහා අතීත නවක වධකයන්ව සිටි වර්තමානයේ ඉහල රැකියා කරන කොටස්ද සිටින අතර ඔවුන් මතවාදීව මෙන්ම අනෙකුත් ක්‍රමයන් හරහා මෙම ම්ලේච්ඡ ක්‍රියාවලියට සහාය දෙති. එම නිසා විශ්ව විද්‍යාල නවක වධයට තිත තැබීම අතිශයින් දුෂ්කර කාර්‍යකි.

The 20th amendment

These clear and distinct provisions illustrate that the sovereignty of the People were to be exercised by separate and distinct organs of government namely, the Legislature and the Executive, both elected by the People. What the 20th Amendment hopes to achieve is to eliminate one of the distinct and separate organs of government elected by them to exercise their executive powers. What this amounts to is an assault on the sovereignty of the People and this has nothing to do with whether Article 4 is included in the list of Article 83 as an entrenched Article.

The JVP has presented to Parliament the 20th Amendment to the Constitution under provisions of a Private Member’s Bill. The primary objective of the 20th Amendment is to abolish the Office of an Executive President being elected by the People as stated in Article 4(b) of the 1978 Constitution. It is reported that several petitions have already being filed in the Supreme Court.

The ongoing debate is whether the 20th Amendment would require ONLY a 2/3 majority in Parliament for the amendment to become law, or whether it would require a 2/3 majority in Parliament as well as approval by the People at a referendum for it to become law. Another angle to the debate is whether some provisions in the 20th Amendment would require a 2/3 approval by Parliament as well as an approval by the People at a referendum, while other provisions would require ONLY a 2/3 approval by Parliament. The pertinent question in such an eventuality is whether the Constitution permits provisions in a Bill to be subjected to different standards, or whether the entire amendment should be subjected to one standard as in Article 120 wherein the ONLY determination for the Court is whether a Referendum is needed or not. .

Article 120 (a) states:

“In the case of a Bill described in its long title as being for the amendment of any provision of the Constitution, or for the repeal and replacement of the Constitution, the only question which the Supreme Court may determine is whether such Bill requires approval by the People at a referendum by virtue of the provisions of Article 83”.

The fact that the ONLY question that needs to be determined by the Supreme Court is whether a Bill to amend any provision in the Constitution requires approval by the People at a referendum was made crystal clear by Ranasinghe. J, during the petition filed against the 13th Amendment to the Constitution. Having stated that “The provisions of Clauses 154 G (2) (b) and (3) (b) of the Bill to amend the Constitution of Sri Lanka…require approval by the People at a Referendum by virtue of the provisions of Article 83” he went on to state:

“There is just one other matter to be referred to. Article 123 (2) of the Constitution provides that, where this Court ‘determines that a Bill or any provision thereof is inconsistent with the Constitution’, this Court ‘may’ also ‘specify the nature of the amendments which would make the Bill or such provision cease to be inconsistent’. I have considered whether such a statement should be made. In view, however, of the fact that the Reference requires the Court only to state whether a Referendum is required, the fact that it was also submitted at the hearing that the only jurisdiction the Court exercises in these proceedings is to determine, in terms of Proviso (a) of Article 120 of the Constitution, whether the Bill referred to requires the approval by the people at a Referendum…”

Having stated that in the case of an amendment to the Constitution, the ONLY determination for the Court is to determine whether a referendum is needed or not, Ranasinghe. J goes on to identify the particular provisions that require a referendum. Whether such incursions into constitution making amount to judicial transgressions into the domain of the Legislature as called for under separation of powers or not, the fact remains that the provisions of Article 120 have been violated. The hope is that petitions against the 20th Amendment would be addressed by the Court in strict conformance of the provisions of Article 120 and not compromised by provisions of Article 123.

ABOLISHING the EXECUTIVE PRESIDENCY

Perhaps, the expectation of the JVP when they presented the 20th Amendment was that Court would rule that a referendum would not be needed. Such assurances would obviously be based on expert legal opinion. Such opinions rely on the fact that Article 4 is not listed in Article 83 as an entrenched Article requiring a special majority of 2/3 approval of Parliament and an approval by the People at a referendum. This is a simplistic and mechanical approach which ignores the very foundations of the separation of powers on which the Constitution is based.

When the sovereign People of Sri Lanka accepted the 1978 Constitution they accepted the principle of separation of Legislative, Executive and Judicial powers. This concept is embodied in Article 3 that state:

“In the Republic of Sri Lanka sovereignty is in the People and is inalienable. Sovereignty includes the powers of government, fundamental rights and the franchise”.

Article 4 starts by stating: “The sovereignty of the People shall be exercised and enjoyed in the following manner”:

And 4 (a) states: “the legislative powers of the People shall be exercised by Parliament…” and 4(b) states: “the executive power of the People …shall be exercised by the President of the Republic elected by the People”.

These clear and distinct provisions illustrate that the sovereignty of the People were to be exercised by separate and distinct organs of government namely, the Legislature and the Executive, both elected by the People. What the 20th Amendment hopes to achieve is to eliminate one of the distinct and separate organs of government elected by them to exercise their executive powers. What this amounts to is an assault on the sovereignty of the People and this has nothing to do with whether Article 4 is included in the list of Article 83 as an entrenched Article.

As a matter of historical interest, the former Chief Justice, Sharvananda, C.J. in his determination during the hearing of the 13th Amendment stated:

“The Bill for the repeal and replacement of the 1972 Constitution included Article 4in the category of entrenched Articles. However when the Bill was passed, Parliament omitted Article 4 from the list of entrenched provisions”. This statement is incorrect because a reference to the Hansard of the day reveals that it was included with the rest in Article 83. What we see today is a sleight of hand by those responsible for the edited version.

Be that as it may, the issue at hand is that what is being attempted by the 20th Amendment is that it impacts on the sovereignty of the People because their expectation was that an Executive directly elected by them would be responsible for exercising their executive powers while their elected representatives in Parliament would exercise their Legislative powers. What is being attempted by the 20th Amendment is to transfer such powers to an individual to be elected by Parliament thereby impinging on the sovereignty of the People to elect their President.

Continuing, the former C.J. stated:

“Similarly, an amendment to Article 4 (b) can be enacted by providing for the exercise of the executive powers of the People by a President and a Vice President elected by the People. However, to the extent that a principle contained in Article 4 is contained or is a necessary corollary or concomitant of Article 3, a constitutional amendment inconsistent with such principle will require a Referendum in terms of Article 83, not because Article 4 is entrenched, but because it may impinge on Article 3. In our view, Article 4 is not independently entrenched but can be amended by a two third majority, since it is complementary to Article 3, provided such amendment does not impinge on Article 3”.

The fact that Article 4 is complementary to Article 3 was recognized by Court during the 19th Amendment to the Constitution when it stated:

“…the Court in the Nineteenth Amendment Determination came to the conclusion that the transfer, relinquishment or removal of power attributed to one organ of government to another organ or body would be inconsistent with Article 3 read with Article 4…Though Article 4 provides the form and manner of exercise of the sovereignty of the people the ultimate act of decision of his executive functions must be retained by the President”.

CONCLUSION

The 20th Amendment is an attempt for a President to exercise executive powers of the People together with “…the Cabinet of Ministers as provided for in the Constitution” as per Article 4 (i) in the amendment. This provision impacts on the sovereignty of the People because as stated in the determination relating to the 19th Amendment “So long as the President remains the Head of the Executive, the exercise of his powers remain supreme or sovereign in the executive field…”. The attempt by the amendment for the President to share executive powers with the Cabinet of Ministers would be to dilute the exclusive executive powers the People expected the President to exercise on their behalf. Such an amendment has to require the approval of the People at a referendum.

The 20th Amendment also attempts for Parliament to elect the President as per Article 30 (ii) of the amendment instead of by the People as in Article 30 (2) of the 19th Amendment. This amendment too impacts on the sovereignty of the People because it denies the opportunity for the People to elect a President of their choice. This would be a serious dilution of the sovereignty of the People for which the consent of the People would be required through a referendum.

These two amendments alone would require the approval by the People at a referendum because they both impact on the sovereignty of the People and the Courts have ruled (cited above) that whenever such instances occur it is imperative that a referendum is held. There may be other amendments in the 20th Amendment Bill that may not meet the threshold to require a referendum. This means that they could be passed by a 2/3 majority. However, Article 120 very specifically does not make such distinctions. What it states instead is “whether such Bill requires approval by the people at a Referendum”, meaning that if only certain amendments require a referendum the entire Bill should be subjected to a referendum.

This principle was violated by Ranasinghe. J. when he identified which provisions required a referendum, and which did not. A similar approach was adopted during the determinations relating to the 19th Amendment. Such practices amount to the Judiciary participating in constitution making; a task the Judiciary is not expected to undertake under separation of powers. Instead it is the responsibility of the Attorney General’s Dept. to advise the government which provisions in a Bill require a referendum and which do not. Expecting the Judiciary to fulfill such a function is a dereliction of duty. The expectation of the People is that the Courts would abide strictly by the provisions of the Constitution, particularly in respect of compliance with Article 120, and not drift into fields assigned to ordinary Bills that come under provisions of Article 123.

The material presented above addresses the constitutional aspects of the 20th Amendment. However, the political implications of abolishing the Executive Presidency would inevitably lead to political instability because both Legislative and Executive aspects of the sovereignty of the People would be addressed by elected Members of Parliament. Since electoral practices both current and what is proposed are not likely to return stable majority governments, it would be foolhardy to abolish the Executive branch which by its very nature of being elected by the People has the potential to be stable.

House calls for arrest of DIG Alleged plot to kill Prez, Gota:

UPFA MPs, yesterday, demanded that DIG Nalaka Silva be arrested over an alleged plot to assassinate President Maithripala Sirisena and former Defence Secretary Gotabhaya Rajapaksa.

Provincial Councils and Local Government Deputy Minister Sriyani Wijewickrama called for the arrest of DIG Silva, sacking of incumbent IGP and conducting investigations into the alleged plot under a new IGP.

MEP leader Dinesh Gunawardena said that the entire country was shocked by the recent revelation of a plot to assassinated the President and the former Defence Secretary. “There is a serious allegation that the DIG was planning to secure the support of the underworld to kill the President and the former defence secretary. There are audio tapes of the conspiracy being circulated. The security authorities are very slow in conducting investigations into the conspiracy. Other countries must have been shocked to hear that police of this country were working hand in glove with underworld to carry out political assassinations. The President had promised media that there would be an investigation. We want to know whether the government will take action against the senior police officers concerned. If the president was assassinated, then the Prime Minister would the President as per the constitutional provisions. This is a serious situation.

Leader of the House Public Enterprise Development Minister Lakshman Kiriella: This statement is inimical to the investigations in progress. This is an attempt to interfere in the investigation. I am a lawyer. I understand the danger this statement can inflict on the investigations.

Law and Order Minister Ranjith Maddumabandara:  Namal Kumara, addressing a press conference, alleged that he had audio tapes of DIG Nalaka Silva speaking of killing the President. The matter was reported to the Fort Magistrate. Court orders have been obtained to secure the video and audio records from media organisations of the event Namal Kumara making those allegations. The CID has obtained the mobile phone Namal Kumara had used to record the alleged conversations. DIG Nalaka Silva has been transferred from the Terrorist Investigations Division to the Information Technology Division of the police to facilitate investigations.

NFF leader Wimal Weerawansa: This issue raises many questions. Namal Kumara has stated that there was a link between police and the underworld in perpetuating crimes during the Sinhala-Muslim riots in Digana and Kandy. There are many other accusations of serious nature. The DIG should be arrested. We cannot believe that these investigations will be impartial.

Minister Madduma Bandara: We are conducting investigations. We have to consider the evidence. There will be actions on the basis of findings of investigations.

MP Dullas Alhapperuma: This plot has been hatched by the head of the Terrorist Investigations Division. The Government media does not publish anything of this incident. This is the worst ever accusation against the Police Department in its 152 year history.

Minister Madduma Bandara: The President is the first citizen of this country. We have provided necessary security to him. The other person alleged to have been under threat is not a citizen of this country, but we are ready to provide security to him.

MP Vasudeva Nanayakkara: We cannot ensure an impartial investigation under the incumbent IGP. The IGP has taken DIG Nalaka Silva to the Kelaniya temple for a Bodhi pooja to invoke blessings on the latter several minutes ago. That has been reported on news websites.

The Speaker: The Minister could look into that.

Minister Madduma Bandara: I do not know of Bodhi poojas. You can ask the Buddha Sasana minister about  that.

UPFA MP Shehan Semasinghe: The DIG concerned has been transferred to the Information Technology Division. The IT Division plays a vital role in providing evidence to this investigation. Now the DIG could meddle with evidence.

UPFA MP Kanaka Herath: One of the sniper guns of the TID went missing last week. We have serious doubts about what happened to that gun and for what purpose it would be used.

Minister Madduma Bandara: If you submit that question in writing to me, I can ask for an investigation.

MP Mahindananda Aluthgamage: Namal Kumara should be given police protection. There are plans to send him abroad. We think that he will be sent abroad so that there will be no investigation.

Minister Madduma Bandara: If he asks for security we are ready to give him security.

MP Kanchana Wijesekera: The DIG should be produced before courts and his passport should be impounded.

Minister Madduma Bandara: We will inform the relevant authorities to do so.

UPFA MP Sisira Jayakody: MP Dinesh Gunawardena directed this question to the Prime Minister. The Prime Minister is there in the chamber. He will always find time to answer other questions. But he is silent today.

Prime Minister Ranil Wickremesinghe: When there is an investigation in progress, we cannot reveal everything jeopardising it. We are happy that you are very concerned of the safety and wellbeing of the President. But it was you who removed his security when he was the presidential candidate. Did you have the same concerns then?  Our security forces are ready to provide security to Gotabhaya Rajapaksa if he has any threats. I know that there are crises in that party. Under such situation he may need security. You started this issue from the President and now you are talking of IGP. If the IGP is not suitable for the post, you can raise that issue.

Provincial Councils and Local Government Deputy Minister Sriyani Wijewickrama: This is a serious issue. The DIG should be interdicted and arrested if the investigations are to continue without his influence. The IGP should be removed and a new one should be appointed to ensure impartial investigations.

Speaker Jayasuriya:  As soon as this was reported to me I discussed the matter with relevant authorities. I summoned the IGP yesterday and discussed the issue with him. I, too, have a responsibility to ensure the security, safety and wellbeing of the President and Gotabhaya Rajapaksa.

State Minister Sriyani Abeywickrame said yesterday TID’s DIG Nalaka Silva should be interdicted and arrested immediately over the alleged plot to kill President Maithripala Sirisena and former Defense Secretary Gotabhaya Rajapaksa.

She told parliament that it was a serious matter and added that when there was an allegation involving criminal activity, what was done first was to interdict and arrest the person.

She said they as government members, were not satisfied with the conduct of IGP Pujith Jayasundara.

“We request that the IGP be removed and investigations initiated under a new IGP,” she said.
