Head of the World Civil Service

Ban Ki Moon is the head of the world civil service structure as the Secretary General of the United Nations set up at the aftermath of the world war replacing the defunct and inactive League of Nations for the world peace and Good Governance of the Family of Nations. He has been a politician as the Foreign Minister in South Korea before the appointment as the Secretary General of the United Nations on 1st January 2007, as the 8th Secretary General, and re-elected on 21st June 2011 with the help of U S A and the allies which is an indication of his capabilities to be with the winning and powerful power block for survival. USA as the main funder of the UN, nominates the future UN Head working along with the Western allies. He must be able, shrewd, trust worthy, and obedient person to the Master” to be elected the most powerful international position for two terms for ten long years in very stormy and controversial situations including the Middle East crisis which destroyed Iraq and destabilized the entire Middle East. Now he is running   for the Presidency for the South Korea, created after the invasion of the USA in 1950, dividing North and South as enemies and fighting the war to date and the political campaign for Presidency has started with local and international support. He needs the fullest support from the USA to be elected as the next President of South Korea due to complicated influence and association of USA and South Korea. He has only three more months to be in office as the UN Chief and now getting ready for the Presidential Race in South Korea – a divided nation with UN and USA forces active and remaining on the ground as the satellite states of the USA like Taiwan.  United Nations Organisation set up under the United Nations Convention is a political organisation governed by international law which is a slow and inactive Organisation. It is more politicized than the most political members of the Global Community with undercutting corruption and inefficiency to the maximum. Moon smiles as the moon and appear to be pleasant and harmless, but controversial with charges of Nepotism about his son -in – laws appointment to a High Post and other involvements and controversies in in the UN system, charges with corruption  and an ambitious person with long term plans for his success.   Now that his assignment is ending soon he should satisfy the master for assistance for his next aim to be the President of South Korea – a closest ally of USA with permanent Army installed to diffuse the threat from North Korea with nuclear capabilities. Moon is now looking for a peaceful and powerful exit from the UN leaving the legacy and the homework to his successor nominated with the influence of the USA the main funder of the organization. Sri Lanka is the soft target and the gunny pig though senior in the UN system not experienced and equipped with experts on international affairs and shrewd and able strategists unlike India – the giant neighbour with regional mentality and western countries conversant and engaged in the UN system. Moon is careful in dealing with India, USA, Britain and powerful members of the world body despite accusations on war criminals and abuse of human rights. How the new UN Secretary General will act and react on Sri Lanka is not clear but most probably he will make use of the home work and the officials assisted Moon in his manoeuvring diplomacy.

Sri Lanka a Soft Target

Sri Lankan assignment for him has been a soft target of the country engaged and engulfed with war over three decades against LTTE – the most feared and ruthless terrorist outfit of the world. West considered winning over unwinnable LTTE is impossible and advised Sri Lanka to negotiate with the assistance of the United Nations Non-Governmental Organisations and mediators whilst LTTE was flexing muscles worldwide in all sectors locally and internationally. Obviously west considered Rjapaksa a nuisance and worked out for a regime change with India in line with regional mentality and west adopting Middle East Strategy”. Close rapport with China irked the neighbour India and the West.  Same time   President Rajapaksa was immensely popular in the country – a fearless personality which the West would wish to have a control over. Moon is prepared to wait any longer and interact with anybody to achieve his end and objects. He patiently waited for six long years until the fall of Rajapaksa with the assistance of the west and the immediate neighbour with the Local NGOs and the political parties united against him. It was to the dismay and disbelief that the world saw Rajapaksa won the war on terror engulfed the country for three decades by the most feared and ruthless terrorist group in the Globe according to the estimates of the USA and considered unwinnable by the world. Barely two weeks after the end of war with ferocious LTTE Moon was sent to Sri Lanka to find the alleged massacre of 330,000 trapped citizens using LTTE as a human shield. Entire world watched the humanitarian operation on the exit of the trapped citizens for freedom. Moon was the architect of the long-term operation of the planned action of the west on monitoring Rajapaksa and the forces won the war on terror the world considered impossible. Soft spoken experienced head of the international civil servant appointed the controversial Advisory Committee claiming initially for his guidance which he readily made available to the UN system to be used against Rajapaksa and the group. Unfortunately Rajapaksa was ill advised and steps have not been taken for reconciliation, reconstruction, and mending bridges at the end of the war as in the wounded South Africa for take Sri Lanka reaping the harvest of the regained freedom obtained with the blood and sweat of the security forces and the people of Sri Lanka which would have taken the history on a different route with the freedom and the relief of the peoples of Sri Lanka. Instead they spent colossal amounts for railway lines, expressways and improvement of the infrastructure.

Moon is a Diplomat with Great Ability

Moon is a diplomat with great ability who will make no mistakes on using words and planning out for the future. He watched long years Sri Lanka cornered by the west with motions, attempted resolutions and the difficult customer Rajapaksa’s exit with the pressure and assistance from the west and the giant neighbour for reasons confined to themselves. Moons arrival to Sri Lanka after six long years have made a big impact and difference to Sri Lanka with the new Government committed to reconciliation and mending bridges of among the different ethnic groups. Again Sri Lanka was unfortunate to have misled and misdirected by themselves and the advisers dragging Sri Lanka to unknown destiny in the international arena. His statement 1994 in Rwanda there was a massacre where one million was massacred. UN had not been able to take preventive measures for Rwanda and Srebrenica and commenting on Sri Lanka that we did again in Sri Lanka and never again!!!  is a bombshell and similar to parting devil kicking the rice pot” after enjoying the traditional Sri Lankan hospitality after visiting Temples, Kovils and carrying children talking to the villagers following Mahinda Rajapaksa who was famous for such moves to be with the common man.    Sri Lanka government has soft peddled and disingenuous in denying the interpretation as an innocent statement. Had he dared say anything to US, UK, or a powerful western country he would have been in great danger? His statements are carefully worded and aiming only at soft targets.

Every Politician is Selfish

Every politician is selfish. Moon got the best of Sri Lanka for his future to the satisfaction of the master who is now pleased with the ground situation with Rajapaksa is difficulty despite immense popularity as the most popular individual of the country today when the followers and the family is pressurised with accusations and litigation on local and  international crimes. Now moon is planning for a successful exit from UN and to be powerful in South Korea with the support his Master. We are entangled with the selfish nations and the world body.

Moons Exit and Impact on Sri Lanka

Moon is facing difficulties at the exit from UN with charges of nepotism corruption and inefficiency. UN and NGOs are generally accused of demanding the accountability of others when they themselves are accused of corruption bribery and nepotism. Philippine President Rodrigo’s statement that Moon is a fool may be the tip of the ice bag at the last stages in power. What is the impact of his exit concerns Sri Lanka as he will leave all his homework, experiences, and the research to the successor who too will be an appointee of his master and the main funder of the United Organisation, While we are struggle with the new appointee and the new set up, Moon will enjoy power as the President of South Korea with the help and assistance of the same master. UN is not as hard on us  as before due to unprecedented concessions offered by Sri Lanka at the highest long and short term cost, having agreed to a joint resolution and allowing UN free access to Sri Lankan unlike more experienced India always cautious on UN and NGOs with limited access to the country. Neither UN nor Moon has given Sri Lanka a guarantee returns for the concessions offered by GOSL which is a gamble towards an uncertain future in the unpredictable world body.

  යහපාලන රජය පෙරලා දැමිය යුතුමය  කතා දෙකක් නැත එයින් රටත් රටේ saඋරුමක්කාරයිනුත් බේරාගෙන අනෙක් සුළු ජනතාවටත්  ඒ උරුමක්කාරයින්ගේ  සෙවන හා ආරක්ෂාව ලබාදීමට එකාබධ්ධයෝ කටයුතු කල යුතුය එකාබධ්ධය ජාතික සඳුන් ගසක් වියයුතුය .සඳුන් ගසට නියඟලා වැනි විසකුරු පැල” වර්ග ” කෙසේවත් බද්ධ නොකළ යුතුය ..තම සටන ”’ජාතික අරගලයක්  ”’ බව පැහැ දිලි ලෙස ප්‍රකාශ කර  එකා බධ්ධයෝ සිය ”’ජාතික ගීය ” ගායනා කලයුතු අතර යහපාලන විරෝධය පමණක් ඇති ජාතිකත්වයක් නැති අ  යට අවශ්‍ය නම්පසෙකින් සිට අත්වැල් ගායනයට සම්බන්ධ වීමට ඉඩ හල යුතුය . බොහෝ වෙළෙන්දොත් විවිධ අපේක්ෂාවන් ඉටුකර ගත නොහැකිවුවොත් යහපාලනය ගැන  කලකිරී ඇති නිසා උන් සිය ආත්ම ලාභය සඳහා පමණක්  යහපාලනය පෙරලා දැමීමට එකා බධ්ධයට හේත්තු වීමට  එනු පෙනේ  .
              ඔවුන් ඇවිත් ඒකාන්තයෙන්ම  අනාගත් එකාබධ්ධ රජයකට හෝ එම ව්‍යාපාරයට ඉහඳ තියනු ඇත .
එජාපය පෙරලා දමන්නට චන්ද්‍රිකා ට චන්දය දුන් පසු සිදු වුයේ කුමක්ද  චන්ද්‍රිකා  එව්වේ බටහිර අධිරාජ්‍යවාදීන් බව ජාතික වාදීන් කොතෙක් කිව්වත් මෝඩයෝ එය පිළිගත්තේ නැත .එදාටත් වඩා අද හොඳ දේශපාලන දැනුමක් ජන තාවට ආව්ශ්ශයය .තිබ්බොටුවාවේ සුමංගල නායක හිමි විමල් වීරවංශට නොබෝදා උපදෙස් දුන්නේ  ”සමාජය කළඹමින් නැති ප්‍රශ්න ඇති කරන්න එපා ”’කියලය් නව ව්‍යවස්ථාවෙන් බෞධයින්ට හානියක් නොකරන බව ජනාධිපතිත් අගමැතිත් ප්‍රකාශ කර ඇති  නිසා එය විශ්වාසකලයුතු බව නාහිමියන්ගේ අදහසය් . එතුඋමා රනිල් වාදියෙකි ඉංග්‍රීසින්ගේ කාලයේ සිටි කොබ්බැකඩුව නාහිමියන්ටත් වඩා බටහිර ගති ධනවාදී අදහාස් ඇත්තෙකිඑදා චන්ද්‍රිකා ගැන අපි ජනතාවට කරුණු කියන විට මේ හිමියෝ සිටියානම් කියනු ඇත්තෙත් ”’හා හා රට කළඹන්න එපාඑතුමිය විශ්වාසය් ”’යනුවෙන් බව අපට විශ්වාසය .දේශපාලනය ගනා කතාකිරීමටත් රට හා සාෂණය ගැන කතාකිරීමටත්  තිබ්බොටු ගෙඩියකට වඩා මොලයක් අවශ්ශ්‍යය .
                          සමගාමීලැ  යිස්තුව ඉවත් කිරීමට යෝජනා කිරීමෙන් මහින්ද කණ්ඩායමගැන සැකයක් උපදී මෙය කාගේ අවශ්‍ය තාවක් ද යන්න විමල්  දිනේෂ් හා ගම්මන්පිල  වෙන වෙනමත්  මහින්ද වෙනමත් ප්‍රකාශ කලයුතුය .13අ අහෝසි නොකිරීම නිසා මාහින්ද ගැන අපේ කලකිරීමක් ඇත   තවත් එවැනි දේ කිරීමට නම් එකාබධ්ධයකට දරදිය අදින්නට කාටවත් අවශ්‍ය නැත. යහපාලනය පෙරලා තවත් මොකෙකුට හෝ බලය දීමෙන් වෙන්නේ  ක්ෂණික සැපයක් ලැබීම පමණය රට එතනම දුක එතනම  බිය එතනම තිබෙනු ඇත .
 නායක හිමියන් අබිමුවේ විමල් නිහඬ වුනාද  එයාගේ වෙබ් අඩවියේ වත් මේ ගැන නැත්තේ ඇ ය්.බෞද්ධ අධ්යාත්මික  බව ප්‍රමාණවත් නොවී ඉන්දියාවේ හින්දු අධ්‍යාත්මික නායකයන් මෙරටට ගෙන්වා  ඔවුන් ට ගුවන්තුටුපලේදී පාවාද දමා පිලි ගන්නට බෙල්ලන් විල නායක හිමියොත්   ”වැඩ ම ”” කර ඇත . බුද්ධ සාෂණය රක ගැනීමටද මේ  නැත්නම් දේවාල කෝවිල්  සංකල්ප වර්ධනය කරමින් මුදල් ඉපයීමටද .’ජාතියේ මුරදේවතාවුන් කලයුතු වැඩද  මේ . දිනේෂ් සරත් වීරසේකර හා ගම්මන්පිල මේ කවුරු කවුරු ගැනත් සොයා බැලිය යුතුය  මේජර් ජනරාල් කමල් කෙතරම් ශ්‍රේෂ්ටයෙක් වුනත් ලංකරගෙන ඉන්නේ ඔහු කල  ..මානුෂික මෙහෙයුමට විරුද්ධව එය හෙලාදක්ක  දයාන් ජයතිලක හා රොහාන් ගුණරත්න වැනි යය් ප්‍රභා පරදවියාහක බෙඋම්වාදය   පැරදවිය යුතුය යය එකහඩි න් කියූ නලින්ද සිල්වා අනි ය ගැන කමල් දන්නෙත් නැත .එනිසය් කියන්නේ දේශපාලන අවභෝදයක්ද අවශ්‍ය බව  . නැතුව කටකහනවට නොවෙය .  එකාබධ්ධයට  විෂකුරු  දේ බධ්ධනොවේවා  උන් යටතේ වැනි වැනී සිටින්නට එයට සිදුනොවේවා .

Sri Lanka: A Top Buddhist Monk in Anuradhapura presented Holy Qur’an Sinhala Translation.

 A four member delegation from the Ahmadiyya Muslim Jama’at Sri Lanka (AMJSL) comprising Mr.A. Abdul Aziz, Press Secretary and National Director Faith Outreach – AMJSL, Moulavi A.B. Musthaq Ahmad – Chief Missionary (AMJSL), Moulavi K.M. Munir Ahmad (Missionary – Pasyala) and Murabbi Javid Raheem, visited Anuradhapura recently,

The delegation visited Zonal Educational Office and met Mrs. Kumudini Aryawansa (Director) who warmly welcomed the delegation and accepted   Holy Qur’an Sinhala Translation with due respect. She said: This valuable gift will provide us the opportunity to read the scripture of other religion.

 The delegation visited North Central Provincial Council and met Honorable Peshala Jeyarathne, Chief Minister of North Central Province to gift the Holy Qur’an Sinhala Translation.

Then the delegation visited Governor’s Office of the North Central Province and met Mr.Ananda Kularatne, Secretary to the Governor. He warmly welcomed the delegation and spent long time to know about Islam Ahmadiyyath. The delegation took this opportunity to highlight more about the Community and briefed about the tireless efforts being made by the Khalifa and the Ahmadiyya worldwide leader, Hazrat Mirza Masroor Ahmad, by spreading the true teachings of Islam through various means, particularly addressing lawmakers at Capitol Hill, EU Parliament, in Ireland Parliament, and recently the Dutch Parliament. The Secretary remarked

All religions teach love and compassion and rejects violence in any form.

The delegation further pointed out about the unique feature of the Ahmadiyya Muslim Community and said that this is the only Community which has Spiritual Leadership and termed as ONE COMMUNITY – ONE LEADER’. They added that the Community’s motto is ’LOVE FOR ALL; HATRED FOR NONE’. Secretary  arranged cup of tea and instructed to his official photographer to take photos of the event. The Secretary also requested a copy of the Qur’an and another copy of the Qur’an presented to the Private Secretary of the Governor on his request. 

Then the delegation proceeded to Rajarata University and met Secretary to the Vice Chancellor and gifted a copy of the Holy Qur’an Sinhala Translation. Also met the Librarian of the University to gift  copy of the Holy Qur’an Sinhala Translation. The librarian took long time with the delegation as she showed much interest on the topic of Islam Ahmadiyyath. Three copies were presented on request. 

The delegation met Ven. Somaloka of Sri Bodhu Rukka Ramaya Temple and gifted a copy of the Holy Qur’an Sinhala Translation. While accepting, the Thero said: It is an unimaginable thing; a Muslim delegation presents Holy Qur’an by visiting their Buddhist Temple. This is the first ever incident in his life, the Thero added.

The delegation also visited Bhikku University of Sri Lanka – the University for the Buddhist Clergies and met Mr. Thinic Bandara, Asst.Librarian. He warmly welcomed and spent long time as he shown much interest on the topic: islam Ahmadiyyath. He was gifted four copies of the Holy Qur’an Sinhala Translation on request.

The delegation met one of the top Buddhist Clergy Ven. Nugethenne Pangnananda at Sri Samboddha Jeyanthi Viharaya. He welcomed the delegation by saying ‘Assalamu Alaikum Wa Rahmathullahi Wa Barakathuhoo’ and accepted the copy of the Holy Qur’an Sinhala Translation.  As the Monk was about to leave for an important function, Ahmadiyya delegation was unable to sit and talk further .But the Venerable promised to contact the delegation and gave his contact details.

The delegation visited Open University of Sri Lanka – Anuradhapura Region and gifted a copy of the Holy Qur’an Sinhala Translation to the library.

In the end, the delegation visited RAJARATA FM – Radio Station and met Mr. Dayananda Liyanarachchi – Controller, and briefed the purpose of the visit and gifted a copy of the Holy Qur’an Sinhala Translation. Also met another broadcast journalist and a non-ahmadi  employee. Both of them were gifted the copy of the Holy Qur’an Sinhala Translation.

 During this two day visit, Ahmadiyya delegation visited number of schools namely Central College, Anuradhapura, Swarnamali BalikaMaha Vidyalaya, Walisinghe Harischandra Maha Vidyalaya, St. Joseph College, Niwaththaka Chaithya Maha Vidyalaya, International Buddhist Library and Public Library of North Central Municipal Council and its Commissioner.  

 To all of them, along copy of the Sinhala Translation of the Holy Qur’an with some other literatures including Peace Messages in English as well as Sinhala were presented. Moreover, the Sinhala Translation of the book ‘The Philosophy of the Teachings of Islam’ written by Hazrat Mirza Ghulam Ahmad – Founder of the Ahmadiyya Muslim Community in Islam, was also presented.

 True Islamic Caliphate – Caliph Hazrat Mirza Masroor Ahmad – a video documentary – recorded CDs were also presented.

 People should read and understand this Holy Book – that is our prayers and wish.

Human Rights violators cannot use UN/UNHRC to determine other human rights violators or violations

The whole human rights game needs to be exposed. Human rights is being used by countries that claim to be possessing a moral high ground to point fingers. They possess no such moral high ground. Evidence is ample to show they have no rights to accuse others. Their past and present crimes deny them that right and none of their crimes have been accounted for. UN is being used to shamelessly whitewash and cover up their crimes. If UN is a body of integrity why does the UN not stop the US/NATO/EU crimes? Those with unclean and bloodsoaked hands have no moral standing whatsoever to preach and point fingers. “Equity must come with clean hands”. A nation that possesses nuclear arsenal has no rights to complain that another country has nuclear weapons! This entire human rights hoax needs to stop until the real culprits are brought to book.

Colonial crimes

The era of plunder and murder began when European voyagers set sail on orders of their Kings and the Church to declare all territories and lands as ‘discovered’ and made Christian even if they were people living in them. Portugal, Spain, the Netherlands, Britain and later France became the initial colonial invaders and occupiers committing unacceptable human rights violations and stealing people’s nations, their peaceful life and their natural resources. The crimes of the colonial invaders have yet to be accounted for and their legacies continue still with nations grappling to solve the seeds of divide and rule tactics that besiege nations and keep them trapped in debt/interest game subjugating their development forever.

We have no exact figures of the people that these colonizers killed and the methodologies adopted to kill, but these countries continue to preach ‘accountability’ without wanting to take any accountability for their crimes but continuing to plunder these countries.

The Americas

The conquest of the Americas was exploitation. Portugal accidentally discovered Brazil in 1500. In 1549 the first Jesuits arrived to Christianize natives. Importing of Africans began with Angola the main source. According to Bradford Burns by 1822 two million slaves, Africans or their descendants, lived in Brazil where the total populations was four million people.

Terry Lynn Karl contends that Latin American inequality can largely be explained by looking at how the past [still] has its claws in the present’ the perpetual reliance on foreign investment throughout the 19th and 20th centuries” has created a vicious cycle of inequality. The majority of Latin American countries have struggled to find their national and cultural identities, relying on Western philosophical doctrine.

Funnily enough Christopher Columbus and his crimes had been whitewashed with America annually celebrating Columbus Day of a mass murderer!

Estimated figures of genocide of indigenous in the Americas vary. Dominican friar Bartolomé de las Casas in A Short Account of the Destruction of the Indies in 1552 says the indigenous population on the Spanish colony of Hispaniola had been reduced from 400,000 to 200 in a few decades.

In the late 16th century, England, France, Spain and the Netherlands launched colonization efforts in the part of North America that is now the United States. Letters of British commander Jeffery Amherst indicate that he authorized the intentional use of disease as a biological weapon against indigenous populations during the 1763 Siege of Fort Pitt. In 1837 Secretary of War Lewis Cass prohibited vaccinations. John Ehle says missionary Elizur Butler, who made the journey with one party, estimated 4,000 deaths in the famous Trail of Tears.

Damn any man who sympathizes with Indians! … I have come to kill Indians, and believe it is right and honorable to use any means under God’s heaven to kill Indians. … Kill and scalp all, big and little; nits make lice” (Sandy Creek Massacre 1864)

Alexander Hinton claims over 80 indigenous tribes disappeared between 1900 and 1957, and of a population of over one million during this period 80% had been killed through deculturalization, disease, or murder.

Australia-Asia

The extinction of the Tasmanian Aborigines is regarded as a classic case of genocide by Lemkin. According to Raymond Evans white settlers killed more than 10,000 Aborigines between 1824 and 1908. These white settler regarded the aborigines as ‘vermin’ and killed them as a sport!

Crimes of Anglo-European nations cannot be just shoved into a corner claiming them to be crimes of the past. Even the crimes after 1945 have not been accounted for still. Nations cannot be threatened with sanctions, overthrow of their leaders and destabality because they point fingers at these perpetrators. Injustices cannot be allowed to continue just because the violators have taken every international body under their dictate.

The words of Winston Churchill are important because Britain with 8.6m people ruled over 458million people by 1922 (1/5 of the world controlling land mass of 33,700,000 km2)

We are not a young people with innocent record and a scanty inheritance.

We have engrossed to ourselves – an altogether disproportionate share of wealth and traffic of the world.

We have got all we want in territory, and our claim to be left in the unmolested enjoyment of vast and splendid possessions, mainly acquired by violence, largely maintained by force, often seem less reasonable to others than to us” –

Africa

In 1884-5, the African continent was divided among 14 countries simply by taking a pen and dividing territory to call their ‘own’ to plunder. They did not care that families and tribes were being divided. These 14 countries did not care for any of the human rights of these people. These countries together committed atrocious human rights violations while ‘whitening’ the Africans and taking them on a mentally programmed journey that would denounce their autonomy, their dress, the way they slept, prayed and replace them with Western models and value systems. In short their identity was snatched and replaced with what the West deemed was their identity. These were all violations of the very rights that these same Western countries today preaches.

The Conference met at Berlin from November 1884 through February 1885 resulted in the Berlin Act of 1885. It was attended by representatives of Great Britain, Austria-Hungary, France, Germany, Russia, U.S.A., Portugal, Denmark, Spain, Italy, the Netherlands, Sweden, Belgium and Turkey.   • What is the difference in slave trade of the past and the present refugee migration tactics adopted by bombing nations forcing people to flee their homes and beg to survive in nations that are waiting to use them as cheap labor? Britain and Portugal accounted for 70% of the African slave trade to Americas.
  • What is the difference in the calculated policies of divide and rule, encouraging internal conflicts by inciting communal/religious conflicts adopted then to the same policies continuing now?
  • Gross violations like mass rape began with colonial invaders who used it as a government policy & tactic. There are no evidence of such existing in pre-colonial eastern civilization. These very nations are bringing laws without accounting for thousands raped on their orders!

Wasteland Ordinance 1840 gave British to take every piece of land to cultivate and as a result wildlife started to perish, cattle died, elephants had to migrate.
  • What is the difference in Churchill’s crimes receiving a Nobel Prize in 1953 and the Nobel Peace Prize given to Obama – they all end up congratulating each other for their crimes and arranging award ceremonies for each other.

The Blood Never Dried” is recommended reading for people to realize the extent of the crimes committed by the British Empire and these crimes are archived and kept hidden and some evidence have even been burnt while the Foreign & Commonwealth Office has even lied that such records do not exist.

All former colonies must demand restitution – Britain, Portugal the Dutch and all other colonial invaders must atone for their sins before they preach human rights. If the Israeli’s can continue to demand compensation for the holocaust and countries are continuing to pay why cant the former colonial occupiers do the same?

If international conventions and human rights statutes drafted by these very violators recognize without qualification that a victim is entitled to a remedy, reparation for harm inflicted then all former colonial invaders and present invading occupiers must pay for their crimes. The Prime Minister of Saint Vincent and the Grenadines Ralph Gonsalves even declared at the UN General Assembly that the European nations must pay for their misdeeds and crimes.

Every crime – physical, psychological, political, cultural, educational, economical, social, historical and many more have been committed in the past by the same countries that are committing virtually the same sets of crimes in the present while hiding behind a charade of being the custodians and champions of human rights.

This farce and hoax cannot go on. People are unnecessarily dying and getting killed, entire countries are getting environmentally poisoned, natural resources are being stolen from a nation and put into corporate private hands – the Nestle CEO now says water is not a human right. Who is he to say water is not a human right and justify its privatization?

744millon in EU, 34m in Canada, 313.9m in the UN are conniving together using the UN and international laws created for their own benefit and advantage to reign over 1.1billion Africans, 4.3billion Asians and 599million Latin Americans. We must not bow down to these bullies.

It’s time the Third World stood up and demand international investigations on colonial crimes not by the violators but by a jury comprising members of victim nations.

  • What was excused as ‘civilizing the uncivilized’ then has now become ‘liberating from dictators and delivering democracy now’
  • What was invasions and occupations of ‘discovered’ nations (though these were very much inhabited by people) has now become ‘R2P – military interventions / humanitarian interventions’

  • What is the difference in the Viceroys and Governors that ruled invaded nations and the team of US/NATO & UN officials that dictate to nations that have been craftily brought under the UN ‘protection’.
  • What is the difference in the Colonial Office Administration by invading nations and the UN Peace Missions in countries which are of geopolitical interest to the West which uses the UN to advance their agendas?
  • What is the difference in the same nations that currently make up US/NATO members destroying destroying nations to the manner they have destroyed native civilizations and states in Latin America. Where is the accountability for the crimes against the Aztecs, Incas and the Mayas?
  • What is the difference in the manner that these native populations were infected with disease resulting in upto 90% of the population of Latin America getting killed and the US/NATO forces using banned chemicals and dropping bombs on civilian targets in over 37 victim nations since 1945 and brushing the killings as collateral damage or getting the UN to whitewash these crimes?
  • What is the difference in the genocidal policies adopted by colonial invaders and the manner that US/NATO have killed millions with their interventions, secret wars, covert & overt operations, creation, funding and training of armed militants unleashed upon countries that imperial West wish to devour since 1945?

For the argument let’s put all past crimes aside and take the past 2 decades only. What has been done about the war crimes and lies against Yugoslavia that resulted in its balkanization and the creation of independent states? Kosovo is in a state of poverty and all of the countries and persons cheering for independence have deserted Kosovo after they established what they wanted – a military base to attack Russia. What has been done about the foreign mercenaries in that collaborated in the mass murders in Rwanda?

9/11 remains the world’s biggest lie. Afghanistan has paid the price being attacked without evidence or investigation and there are now 2.5m Afghan refugees.

Iraq was invaded on lies. Iraq had nothing to do with 9/11 and Iraq continues to be occupied on lies. Saddam Hussein was publicly hanged for no reason. There are now over 3million displaced Iraqis. Was this not why an Iraqi journalist threw his shoe at George Bush no different to the naval rating who went to hit Rajiv Gandhi following the Indo-Lanka Accord in 1987.

Gaddafi of Libya was killed for no reason. The developed Libya is now in a state of ruin thanks to US & NATO and the mercenaries they have unleashed. In the US the House of Representatives have voted to enable victims of 9/11 to file charges against Saudi Arabia, we now hear that the US President plans to use his veto powers to deny this right.

The findings of the European Scientific Institute concludes the 9/11 took place as a result of a controlled demolition and not the planes as was presented to the world. If so the US government, European allies, the media and all those party to invading Afghanistan, Iraq and Libya are accountable.

The US, Turkey, Israel, Saudi Arabia, Qatar, and European Union NATO allies and other [Persian] Gulf state allies in the region have been absolutely decimating Syria,” says Scott Rickard a former US intelligence officer. These same countries are bringing hate speech and religious accusations against countries but little is said about more than half of British mosques being attacked. Saddam was a captured as a Prisoner of war. Since when did the United States hang prisoners of war while being filmed for the public.?..

We are all in favour of accountability for human rights violations, but the countries pointing fingers and drafting the laws cannot omit their own accountability first – past & present.

මහින්ද රාජපක්‍ෂ යුගයේදී එකතු කළ අගය මත එකතු කළ බදුවලින් 2014 වර්ෂය වන විට ලැබුණු ආදායම රුපියල් බිලියන 275ක්. මේ රජය ඇතිකළ විකාරරූපී වෙනස්කම් කරණකොට ගෙන 2015දී එකතු කළ අගය මත අය කළ බද්දෙන් ලැබූ ආදායම බිලියන 220ක්. මහින්ද රාජපක්‍ෂ යුගයේ බිලියන 275 ලබා ගත්තේ පෞද්ගලික අංශයේ සෞඛ්‍ය සේවයේ රෝගීන්ට බදු පනවලා නෙවෙයි. විදුලි සන්දේශවලට බදු පනවලා නෙවෙයි. සිල්ලර තොග වෙළෙ¼දාමේ පුංචි සිල්ලර වෙළෙන්දෝ, මධ්‍ය පරිමාණ වෙළෙන්දෝ බද්දට යටත් කරලා නෙවෙයි. මහින්ද රාජපක්‍ෂ යුගයේ සිල්ලර වෙළෙඳුන්ගෙන් බදු අය කළේ කාර්තුවක පිරිවැටුම රුපියල් මිලියන 250කට වැඩි නම් විතරයි. වර්ෂයකට කාර්තු හතරයි. වර්ෂයකට මිලියන 1000 වැඩි නම් පමණයි සිල්ලර වෙළෙඳුන්ට බදු ගෙවන්න සිද්ධ වුණේ. 2015 වර්ෂයේදී බිලියන 275 බිලියන 220ට අඩුවෙනවා. බිලියන 55කින් අඩුවෙනවා. එහෙම දේවල් සිද්ධ වෙද්දි මහින්ද රාජපක්ෂ යුගයේ ගත්ත ණය ගෙවන්න වැට් එකතු කරනවා කියලා කියනවා. ණය පියවන්න නම් නෙවෙයි. එයාලා විසින්ම තිබුණ ආදායමත් නැති කළා. මේ විකාරරූපී වෙනස්කම් තුළින් ආදායම බිලියන 55කින් අඩුකරගෙන.
රාජිත සේනාරත්න ඇමැතිතුමා කියනවා දුම්වැටි, මත්පැන්, මත්ද්‍රව්‍යවලට බදු පනවන්න විවිධ නිලධාරීන් හරස් වෙනවලු. මේක විහිළුවක්. ජනාධිපතිතුමත් කියනවා මම දන්නවා කවුද ඒ නිලධාරීන් කියලා. මේක ජනාධිපතිතුමාට එක රැයකින් කරන්න පුළුවන් වැඩක්. අසරණ සිල්ලර වෙළෙන්දෝ, ගෙන් ගෙට යන අය, පොළේ බඩු විකුණන අය, පුංචි කඩයක් දාගෙන ඉන්න අයගෙන් බදු එකතු කරගන්නේ නැතිව නිෂ්පාදන විශේෂ විධිවිධාන බද්ද වෙනස් නොකර අල, ලූනු, මිරිස්, පරිප්පුවලට වගේ විශේෂ වෙළෙඳ භාණ්ඩ බද්දක් විදියට සිගරැට්වල මිල රුපියල් විස්සකින් වැඩි කරන්න පුළුවන්. සිගරැට් එකක මිල රුපියල් 20කින් වැඩි කළොත් වර්ෂයක් තුළදී රුපියල් කෝටි අටදහස් දෙසීයක් ලබාගන්න පුළුවන්. වැට්වලින් නැතිවුණු ආදායමටත් වඩා වැඩියි. වර්ෂයකට සිගරැට්වලින් ලැබෙන ආදායම බිලියන 80ක්. මේ ක්‍රමයෙන් තවත් බිලියන 82ක් හොයාගන්න පුළුවන්. එතකොට සාමාන්‍ය අසරණ මිනිස්සු මත, රෝගීන් මත බදු පනවන්න අවශ්‍ය නැහැනේ. සිගරැට් බීම අඩු වුණාම ලෙඩ වෙන එකත් අඩුකරගන්න පුළුවන්. රජයේ ආදායම වැඩි කරන්නේ කොහොමද කියලා තව කාගෙන්වත් අහන්න ඕනේ නැහැ. ඕන තරම් පහසු ක්‍රම තියෙනවා. අපෙන් ඇහුවා නම් අපි කියලා දෙනවා.

රනිල් වික්‍රමසිංහ අග්‍රාමාත්‍යවරයා කියනවා 2020 වන විට මේ රටේ සියලුම ණය බර ඉවර කරනවා කියලා. සියලු ණය බර 2020 වන විට අවසන්. මහින්ද රාජපක්‍ෂ ජනාධිපතිතුමාගේ රජය කාලේ ජාතික ණය හා දේශීය දළ නිෂ්පාදනය අතර අනුපාතය 70%ක්. මේ අවුරුද්දේ 76%කින් ණය බර වැඩිවෙලා. ලබන අවුරුද්ද වන විට 80% ආසන්න මට්ටමකට ළං වෙනවා කියන එකත් ස්ථිරයි. ණය බර ක්‍රම ක්‍රමයෙන් අඩු වීමක් නෙවෙයි වර්ෂයෙන් වර්ෂය විශාල ලෙස ණය බර වැඩි වීමක් තමයි අපිට දකින්න ලැබෙන්නේ. ඉතිහාසයේ කිසිම දවසක නොදැකපු විදියට පරිපූරක ඇස්තමේන්තු හරහා රජයට ආදායම් ලබා ගැනීමේ උත්සාහයක නිරත වෙලා ඉන්නවා.

ඒ කිසිවක් නැතිව දින 14කින් ටෙන්ඩර් අවසන් කරලා ඉල්ලුම්කරුවන්ට ඒක පිරිනමනවා. තරගයක් නෑ. එක ඉල්ලුම්කරුවයි අඩු තරමින් මේකට අවශ්‍ය ආයතන ගැන කිසිම පසුවිපරමක් නෑ. ඉතාම පැහැදිලියි මේක සංවිධානාත්මකව කළ ගනුදෙනුවක්. අවශ්‍යතාවට එහා ගිය ජාවාරමක්. ඒ ජාවාරමේ සත්‍ය තොරතුරු විවේචන ඉදිරිපත් වෙද්දී මහජන බැංකුව ලක්‍ෂ ගණන් වියදම් කරලා දැන්වීම් දානවා. තමන් නිවැරැදි නම් කරන කටයුත්ත නිවැරැදි නම් ප්‍රශ්නයක් නෑ. මේ ගැන අමාත්‍යාංශයට, අමාත්‍යවරයාට, ඒ ඒ ආයතනවලට, මාධ්‍යට දැනුම් දෙන්න ඕනෑ. මේ එල්ල වෙන විවේචනවලට ඒවා වහන්න තමයි දැන් දැන්වීම් පාවිච්චි කරන්නේ. මේ දැන්වීම්වලට වියදම් කරන්නේ ජනතාවගේ සල්ලි. නැතිව බැංකුවේ අධ්‍යක්‍ෂවරුන්ගේ සල්ලි නෙවෙයි. එතැනත් සිද්ධ වෙන්නේ මුදල් අවභාවිතයක්. ඒකද වෙන්න ඕනෑ.

ගල් අඟුරු ගනුදෙනු ආන්දෝලනය ආවෙත් ටෙන්ඩර් පටිපාටිය උල්ලංඝනය කිරීමෙන්. මේ දැවැන්ත ගනුදෙනුව අදාළ ගැනුම්කරුවා පිළිබඳ බරපතළ ප්‍රශ්නයක් තිබෙනවා. ඔහු ශ්‍රී ලංකා ටෙලිකොම් ආයතනයේ මිලියන 200ක බැඳුම්කර තැන්පතුවෙන් වූ පාඩුවට වගකිව යුත්තෙක්. ජාත්‍යන්තර සමාගම සමඟ මේ ගනුදෙනු කරද්දී එදා විශාල ලෙස මුදල් අවභාවිත වුණා.

Buddhists call upon World Fellowship of Buddhists (WFB) to lobby for Recognition of Buddhism as an official religion in non – Buddhist countries

The German Dharmaduta Society, Regional Centre of the World Fellowship of Buddhists (WFB) based in Sri Lanka has submitted a Resolution to be tabled at the forthcoming 

28th General Conference of the WFB to be held in Seoul, South Korea from Sept. 26 -30, 2016, calling on WFB to join hands with Governments of pre-dominantly Buddhist countries and well – wishers world wide to engage actively in lobbying the international community to confer recognition to Buddhism as an official religion in non – Buddhist countries.

Outside Asia only two countries recognise Buddhism as an Official Religion, namely Russia and Austria, despite Buddhism being recognized as a global religion by the United Nations (UN) and a special day being allocated in the UN Calendar for celebration of Vesak ( Buddha’s birthday).

The non – recognition of Buddhism as an Official religion in Europe has led to discriminatory treatment  such as categorizing Buddhists as being members of ‘sects’ and ‘cults’ among other things. Official Recognition would allow Buddhists certain rights such as access to the media, financial support, legal standing, and recognition equal to those of Christian Churches, and right to teach in a school. It would allow them the legal right to form voluntary societies as exclusive Buddhist Societies with membership restricted only to Buddhists.

The absence of State recognition to Buddhism in almost all European countries bar Russia and Austria functions as an impediment to the proper practice and development of Buddhism in Europe.

There are no public holidays for Buddhism or any other non – Christian religion in the Public Holiday calendar of European nations i.e. with a Christian heritage.

Even UK denies Official Recognition to Buddhism. It does not allow the construction of new Buddhist Temples. But allows Buddhists to occupy existing Buildings and use them for their religious functions. This is also true of several other West European countries.

However, despite restrictive laws, there is growing public acceptance and accommodation of Buddhism in several European countries including UK, France and Germany.

The World Fellowship of Buddhists (WFB) is mandated in its Constitution to propagate the sublime doctrine of the Buddha (Article 3.3). A reasonable construction of this mandate empowers the WFB to take all possible lawful steps to facilitate the spread of the Buddha Dhamma in both Buddhist and non – Buddhist communities and countries world –wide.

It is estimated that there are now altogether between 1 and 4 Million Buddhists in Europe, the majority being in Germany, Italy, France and the United Kingdom. Despite a commitment to ‘multi – culturalism’ and ‘religious pluralism’ in Europe, the official recognition of Buddhism is confined only to two States i.e. Russia and Austria.

This discriminatory treatment meted out to Buddhism in Europe and other parts of the world despite Buddhism being recognized as a global religion by the United Nations (UN) and a special day being allocated in the UN Calendar for celebration of Vesak ( Buddha’s birthday), must be reversed by active lobbying on the part of Governments of pre-dominantly Buddhist countries,  premier International Buddhist organizations such as the WFB  and well wishers.

The pitiful plight of the Kandyan Peasants

Writing his forward to the booklet on the Proposals under the first 6 year Plan 1954/55-1959/60, this is how Mr A. Ratnayaka then Minister of Home Affairs scribed his great expectations on the outcome of the Kandyan Peasantry Commission Report of 1951.

At last justice is being meted out to two Provinces of Ceylon-Central and Uva which enshrine some of the most glorious chapters of our Island history. In the fight for liberation from British these two Provinces were in the vanguard, and inevitably they paid the toll of the two rebellions of 1818 and 1848. It was a happy augury that the dawn of Independence in 1948 saw in motion persistent efforts by Kandyan Members of Parliament in particular for adequate redress after decades of neglect.

It fell to my happy lot both as a Member of Parliament in a Kandyan area and as Minister of Home Affairs to spearhead the agitation.

May the coming years bring up to view a grand vista in these two Provinces redolent of the glories of the pristine past!”

As I turned over the pages of this slim document few days ago, which was given to me in 1966 by my friend Ekanayaka the Head Clerk of the Coordinators Office of the Kandyan Peasasntry Rehabilitation as it was called then, (I was a cadet attached to Kandy Kachcheri at that time), I find that not even 5 % of its recommendations in that report are completed up to date. For example the Mahaoya and Heenganga schemes in my own Village, Meemure, that were expected to be completed by end of 1958 are still uncompleted up to date. If you go through the other works the situation want be better.

What happened to the spirit of the persistent efforts by those great Kandyan  Members of Parliament. They would definitely turn in their graves If they could come to know this pathetic situation and the  inexcusable  betrayal and neglect by the these post- independent politicians and their failure to redress  their own people on whose shoulders they have gone to Parliament,  even after  68 years of Independence, I have no doubts they will rise from their graves.  These sons of the soil who had been subjected to one and half centuries of subjugation, destruction, vandalism and exploitation by the British colonial mongers are left high and dry by their own politicians. What the hell the present day spineless and ungrateful politicians are doing when their own people and a great nation is being buried alive or left fall a prey to vultures of Indian expansionism? Do these idiotic politicians realize that they will not get a single vote from these estate Tamils in future. Do they know that they will also have to get passports and visa to enter this region already called MALAYAHA by the Wijenayaka committee under the Yahapalanaya government.

What happened to the proposal made by the patriotic members of that 1951 Commission ‘to set up a Development Board nominated by the Governor General on the advice of the Prime Minister to prepare a plan and programme for the development of these areas. This Development Board was to have its own Secretariat, funds and staff. The finances were to be provided by Government contributions and Development Tax on plantations, firma or persons carrying on business within specified areas. This was never set up as the then Cabinet was against regional development and regional Taxation. Wasn’t it a tragedy that even at that time there wasn’t a single Kandyan Mp  who had the guts to stand up against the non –Kandyan politicians lead by MDH Jayawardhana the then Minister of finance.

Years after, in 1958 an Administrative Officer designated as the Coordinating Officer for Kandyan peasantry rehabilitation was set up under the Home Ministry sans wings or teeth. In the year 1964, this officer was re-designated as the Commissioner of Kandyan Peasantry Rehabilitation, and a separate c” Grade Department was established on 01.04.1968 to implement the development projects of the Upcountry Peasantry Rehabilitation: it was upgraded to class B” in 1990, and subsequently to class A” in 1994. A similar powerless Ministry of Upcountry Development (rather feeling shy or afraid to use the word Kandyan) was created without a Minister and after years of shifting from one to another finally it was brought under M/Economic development and Basil Rajapaksa who put the last nail to the coffin of the subject of Kandyan Peasants on Jan 2014abolishing it.

This is how all post- Independent Governments have treated the Kandyan peasants who fought against the invaders and died to protect their country for posterity for the past 68 years.

Furthermore,

  1. Not an inch of over 600, 000 acres of their land robbed by the marauding British has been returned to them up to date.
  1. No Ministry, no Minister or a programme of development or even a C grade Department for 6 million Kandyan Peasants living in 16 Districts.
  1. Kandyan areas Development Authority proposed in 1951 to rehabilitate the natives who lost their ancestral land and all what they had, was never established up to date.
  1. The toothless Kandyan Peasantry Commissioner’s Department that had been crawling on its fours for 40 years without any notable rehabilitation or development of these areas was also finally closed down on Jan 1, 2015.
  1. All those Sinhala people donated their ancestral lands for the Kotmale and Victoria Projects, numbering thousands, were chased out to the downstream area like system C and not a single family was given an inch of land from the hill country tea lands, while all those Tamil labourers who were victims of Koslanda landslide and Upper Kotmale project etc were given lands on the nearby tea estates which were lands denied for the sons of the soil to lay their feet.
  1. Almost all natives who lost their land during the colonial times to the invaders, and who are still living in secluded valley bottoms in abject poverty without roads, drinking water, water for their paddy fields, schools, health facilities, employment and minimum facilities to sell their paltry produce are completely forgotten.
  1. Why is that not a single Sinhala politician, supposed to represent them either in Parliament, Provincial Councils or Pradesiya Sabhas, highlights the plight of these hapless human beings?
  1. Is there any other single country in the whole world where politicians betray their own country, their own people and their own heritage in this manner?
  1. Do these politicians know that their names will go down in history as shameless traitors who betrayed their own people and their motherland for personal gain?

I sent a letter under registered cover to the President on 20th of Dec 2015, requesting an appointment from him to discuss this all important national issue. I note with much concern and sadness to say that I haven’t got even an acknowledgement up to date.

This also clearly shows the duplicity of this Yahapalanaya Government and the open discrimination it displays against the Kandyan peasants.

On the other hand to collect the Estate Tamil Vote Bank

A separate Ministry for Hill Country Village and Infrastructure Development has been set up with a ten-year special development Project with UNDP funds obtained as loans to develop the Tamil settlements on the hills

This government has already started a programme of giving 10 perches per Tamil family in 2015 and collected the entire hill country vote bank at the last election. It is this factor that enabled Minister Kiriella to increase his votes to 1,99.603 in August 2015 from 53,3o6 he got at the 2010 election.

In addition hree separate Ministries have set up for estate sector Tamils. Besides, there will be a “Hill Country New Villages Development Authority, with “strong institutional mechanism” to carry out the functions of planning and coordination. A few days ago, the Cabinet gave its nod for a Bill in this regards. This Programme is scheduled to be completed in 2025.

This is the tragic way how our politicians have treated the Kandyan Peasants and continued to be  treated with impunity.

Where are those great Kandyan Members of Parliament of the pre-Independence who fought for their people. What are the nearly 80 odd so-call d representatives who have robbed the votes of these poor and enjoying the luxuries of office, the Nilames and Buddhist monks who subsist on these peasants are doing

Instead of taking corrective measure to restore this national damage  the present government has now created  an all powerful ministry called the Upcountry (Malayaha) Estate Tamil Development and Infrastructure Development) as Wijenayaka Report on Constitutional reforms has named it

Under these circumstances what is the future of the Sinhala pe0ple, the sons of the soil called the Kandyan Peasants?

Who will liberate this great nation and when? is my million dollar question I pose to you my dear Sinhala brothers and sisters.

The most fundamental problem as I see it is we don’t have a leader or leaders to liberate our people from this Augean mess. Tamils and Muslims have them in dozens. But we don’t have a single. Even the Me harakas (water buffaloes) have leaders. But alas! We have none.

The road from Nandikadal: A NEW REVIVALISM

The TNA-Tamil Diaspora-UNP project is a frail, minimalist State with a weak centre

Would India have allowed Ban Ki moon to travel to Kashmir and have a political dialogue with strident Kashmiri nationalists?

The Sri Lankan Government permitted and facilitated a meeting between the UNSG with the Northern Provincial Council and its Chief Minister. Every parent knows that you do not reward bad behaviour with a gift. Chief Minister C.V. Wigneswaran presented the infamous Genocide Resolution to the Northern Provincial Council and then handed it over to a visiting senior UN political official. He was rewarded for that move with the kind of meeting that no Sovereign State arranges between the UN Secretary General and the Chief Minister of a restive border province, in which a truculent separatist psyche is far from dead.

The TNA’s Sampanthan told the UNSG that he expected the emerging Constitution to provide a political solution to the Tamils, based on the right of self-determination. The SL Government has signalled that a certain province, its elected council and Chief Minister can have political relations with the United Nations. This feeds dangerous delusions of independent statehood.


The outgoing UNSG called for a reduction of the military presence in the North. Such a remark is way outside his mandate, but there was no one from the Government to gently point that out. He went off script and bracketed Sri Lanka with Rwanda and Bosnia in his speech in Colombo, and there was no contradiction or objection from the Government of Sri Lanka.
These awful trends will crystallise in the new Constitution. The TNA insists that the new Constitution reflects the multi-national” character of Sri Lanka. There is a huge difference between the recognition of the multi-ethnic, multi-religious, multi-lingual and multi-cultural, i.e. pluralist character of Sri Lanka, as the Indo-Lanka Accord and the ensuing 13th Amendment rightly did, and recognition of an alleged multi-national” character of Sri Lanka. India does not define itself as multi-national because it has suffered the results of the two nation theory”—bloody partition.

Multi-national” allows communities in Sri Lanka to call for the recognition of the right of national self-determination, initially prefaced with the adjective internal”.
This will result, down the road, in a call for a referendum in the North (Or the North and East) on federalism or an even an independent State itself.

The demographic reality of an island on which almost two-thirds of the population belong to one ethno-lingual community, renders it impossible to classify as multinational–which implies communities of roughly comparable size.

The Tamils, Muslims, Burghers and Malays of this island are variously national minorities or minority nationalities. If the Tamils are/need/want a nation, that be way over in Tamil Nadu, India, baby.
The TNA eschews the term ‘unitary’, and pushes for a system in which the ‘centre’ i.e. the Sri Lankan State is limited to keeping the island together by wielding only those powers, which relate to managing the country’s interaction with the rest of the world, while all other powers are devolved to regions” (e.g. a re-merged North and East).

The Tamil people already have an arrangement of this sort -in Tamil Nadu. There is no logic by which an ethnic community, which is one and a half million strong in two strategically sensitive border regions of a small island, should enjoy the same quasi-federal powers that eighty million Tamils enjoy in Tamil Nadu.

The TNA urges shared sovereignty” among the peoples” of Sri Lanka, while our Republic rightly regards sovereignty as indivisible and flowing from the Sri Lankan people as a whole, not peoples” (ethnic communities).
The island of Sri Lanka has only one neighbour and that’s to its North. The North of Sri Lanka with a million Tamils is only 18 miles away from Tamil Nadu, which has 80 million ethnic Tamils.
The Southern two thirds of Sri Lanka has no neighbours, no co-ethnics, no adjacent co-religionists, and no speakers of the same language. The geopolitical realities faced by the Sinhalese, including their exceptional collective situation and consequently exceptional vulnerability, require a strong State with a strong centre i.e. precisely a Unitary State.

The TNA-Tamil Diaspora-UNP project is a frail, minimalist State with a weak centre.
But just when you think it’s all going south—in this case, north – something good and important happens. A man or woman stands up and strides forward. A book appears. Society rallies. The retreat stops, the fight-back starts.

Can a book save a nation? World history says yes. The most important book on Sri Lankan matters authored by a Sri Lankan and published here or abroad in my lifetime of reading, appeared on September 6th. It was as a pair: a Sinhala original (The author has a gift of verbal and literary expression in Sinhala) and an English language version, which reads easily and arrestingly. The launch was one of the most impressive, indelibly memorable and emotive events that I have attended in a lifetime of attending public events. It may turn out to be a true social tipping point”, where the tide of public opinion turned.

I refer to Major General Kamal Gunaratne’s Road to Nandikadal (The Sinhala original is Ranamaga Ossey Nandikadal),and the event was the book-launch at Ananda College with an overflow crowd of well-dressed invitees constituting the elite of the generation that fought and won the Long War in the military and non-military (Political, administrative, diplomatic, ideological and legal) battlefields.
This patriotic elite has been overthrown and replaced by the puppet elite, the elite of the unworthy, the collaborator elite, the ‘ancien regime’ of appeasers and cowards (With the exception of Field Marshal Fonseka). As Gen. Gunaratne unflinchingly testifies:

During his lifetime, Prabhakaran had the power and capability to get almost all the leaders of Sri Lanka, such as Presidents J.R. Jayewardene, R. Premadasa, Chandrika Kumaratunga and Prime Minister Ranil Wickremesinghe, with the exception of President Mahinda Rajapaksa, to kneel before him…Each of these the times, the Army was shackled and embarrassed in society which hurt us deeply. During the peace process initiated by Prime Minister Ranil Wickremesinghe, it was no different and perhaps the worst.”(Road to Nandikadal, Maj. Gen. Kamal Gunaratne, Pp. 8, 463)

This is the book of our time, the true history of our times, a text to be treasured. A harrowingly authentic first person narrative, it is also a Great Chronicle.
With this literary long-range artillery, Major General Kamal Gunaratne has recaptured the most valuable strategic real estate: the moral high ground.

Road to Nandikadal should be in every Sri Lankan home and in the possession of every Lankan family here and overseas. Every library—municipal or school—should have copies. It should be a prize book at school prize-givings and a birthday gift. The author should be invited to speak at schools and civic associations. Anyone who wants the truth of our times to be known and transmitted down the generations and across borders, must buy, read and gift this book.

Ananda College was the product of the patriotic Buddhist revival under colonialism, while this massive tome is a chronicle of the cycles within the great cycle of the fall, revival and rise of the nation. Naow the cycle is being repeated.

The assembly of the organic yet modern elite at the event, the re-invocation of heritage and tapping of the well-springs of patriotic discourse; the solidarity that Ananda College showed Gen. Gunaratne, whose book launch was shunned by the State institutions, which are disowning the war and the warriors; the example shown by this solitary soldier in exchanging his T-56 for a computer keyboard and taking the fight to the enemy in the war of ideas” instead of surrendering to a silent retirement, may mark a new revivalism of the nation’s sagging spirit in these warped, wretched times of self-abasement and disgrace.

2016 සැප්තැම්බර් මස 09 වැනිදා සිකුරාදා දින පාර්ලිමේන්තු සංකීර්ණයේ දී ජනමාධ්‍ය අමාත්‍යාංශයේ නිලධාරීන්/ආයතන ප්‍රධානීන් සමග ඔබතුමන් පැවැත්වූ ප්‍රගති සමාලෝචන රැස්වීම හා සම්බන්ධයෙනි.

උක්ත ප්‍රගති සමාලෝචන රැස්වීමේ දී ශ්‍රී ලංකා ගුවන්විදුලි සංස්ථාවේ අධ්‍යක්ෂ භාතිය ජයතිලක මහතා විසින් කැෆේ සංවිධානය හා එහි විධායක අධ්‍යක්ෂවරයා ලෙස මාගේ නම සදහන් කරමින් සිදු කළ ප්‍රකාශය සම්බන්ධයෙනි.

  1. ශ්‍රී ලංකා ගුවන්විදුලි සංස්ථාවේ සේවය කරන සුභාරතී ඇතුළු වැඩසටහන්වලට සම්බන්ධ සුධර්මිකා විජේරත්න මහත්මිය ඇයගේ සේවා වගකීම්වලින් ඉවත් කිරීම සදහා උත්සාහයක් කරන බව අප වෙත දැනගන්නට ලැබුණි. සුධර්මිකා විජේරත්න මහත්මියගේ ස්වාමියාගේ දේශපාලනය කටයුතු හේතුවෙන් ඇයගේ රැකියාවේ වගකීම්වලින් ඉවත් කිරීමට දරණ උත්සාහයට යුක්ති සහගත නොවේ. එබැවින් ඒ පිළිබදව කැෆේ සංවිධානය ගුවන්විදුලි සංස්ථාවේ නිලධාරීන් වෙත ලිඛිත දැනුම්දීමක් සිදු කරනු ලැබීය.
  2. මේ සම්බන්ධයෙන් ගුවන්විදුලි සංස්ථාවේ ජාතික සේවක සංගමයේ ලේකම් භාතිය ජයතිලක මහතා අපගේ මැදිහත්වීම සම්බන්ධයෙන් උක්ත රැස්වීමේ සත්‍ය නොවන කරුණු දක්වා ඇත. මා විශ්වාස කරන අන්දමින් වෘත්තීය සමිති නායකයින් සිදු කරනුයේ වෘත්තීය අයිතීන් රැකීම මිස ලැජ්ජා සහගත පිළිකුල් අන්දමින් සේවකයින් (සිය කලාත්‍රයාගේ දේශපාලන මතය හේතුවෙන්) ඉවත් කිරීමට දේශපාලන හා ආයතනික බලධාරීන් යොමු කිරීම නොවේ. 
  3. පසුගිය රජය සමයේ, දේශපාලන කටයුතු නිසාත්, පාර්ලිමේන්තු මැතිවරණයේ දී එක්සත් ජාතික පක්ෂයේ ජාතික ලැයිස්තු අපේක්ෂිකාවක් ද වූ ගුවන්විදුලි සංස්ථාවේ ප්‍රියානි ගුණරත්න මහත්මියට මෙවැනි තත්වයක් මතුවිය. එදා ගුණරත්න මහත්මිය අනුරාධපුරයට මාරු කිරීම වලක්වා ගැනීමට කැෆේ සංවිධානය මෙලෙසම මැදිහත් විය. එදා, ‘කොටි ගෑනි‘ යැයි ලේබල් ගසා එලවා දැවීමට උත්සාහ ගත් එජාප ජාතික ලැයිස්තුවේ අපේක්ෂිකාව වෙනුවෙන් එදා ගුවන්විදුලි සංස්ථාවේ ජාතික සේවක සංගමය පෙනී නොසිටි බව ඔබට ද මතක ඇතැයි සිතමි. 
  4. එදා රජයේ මර්ධනයට පමණක් නොව ගුවන්විදුලි සංස්ථාවේ හඩු පාලනයට එරෙහිව කටයුතු කිරීමට අපට සිදු විය. එදා ජාතික සේවක සංගමයේ ලේකම් ජයතිලක මහතා මහින්ද රාජපක්ෂ රජයේ ‘ලැප්ටොප්‘ ලාභි මාධ්‍යවේදියෙකු වූවේ යි.   එවකට ජනාධිපතිවරයාගේ ප්‍රවෘත්ති ආවරණය සිදු කළ මාධ්‍යවේදීන්ට නොලැබුණු ‘ලැප්ටොප්‘ එජාප වෘත්තීය සමිතියේ නායකයාට ලැබිණි.
  5. ගුවන්විදුලි සංස්ථාවේ ජාතික සේවක සංගමයේ නිලධාරීන් පාලන අධිකාරියට බලපෑම් කරමින් සිටින්නේ සුධර්මිකා විජේරත්න මහත්මියට වැටුප් ගෙවමින්, කිසිදු වැඩක් නොගෙන, පැත්තකට කර දමන ලෙසයි. මේ සම්බන්ධයෙන් කැෆේ සංවිධානයේ මුල් ලිපියට ප්‍රතිචාර දැක්වූ නැගෙනහිර පළාත් සභාවේ ගරු ආණ්ඩුකාර ඔස්ටින් ප්‍රනාන්දු මහතා අපගේ ෆේස් බුක් පිටුවේ මෙසේ සටහන් තබා ඇත.  ‘I dont know who Ajith Prasanna is. Not worried either. But I must say I have participated in Subharathi and Sudharmika has been coordinating it appreciably well. I wish her talents are made use of rather than to lose them!   
  6. එජාප වෘත්තීය සමිති නායකයෙකු වූ හිටපු පාර්ලිමේන්තු මන්ත්‍රී පර්සි සමරවීර මහතා එදා තමාට එරෙහිම වැලිමඩ මැතිවරණ ව්‍යාපාරය මෙහෙයවූ පුද්ගලයා ලේක් හවුස් ආයතනයෙන් පන්නා දමන්නට උත්සහ කරන විට එය වැලැක්වූ පුද්ගලයා වූවේය. ‘දේශපාලනය එකක්.  වෘත්තීය හැකියාව තවත් දෙයක්.‘ එදා රාජ්‍ය සේවා ජාතික වෘත්තීය සමිති සම්මේලනයේ සභාපති සමරවීර මහතා ප්‍රසිද්ධියේ පැවසුවේය.  දක්ෂයින් විනාශ කිරීමේ ක්‍රමයට එරෙහිව කැෆේ සංවිධානය අදත්, හෙටත් අඛණ්ඩව කොන්දේසි විරහිතව පෙනී සිටිනු.  ඒ සදහා අප පාඩම් ඉගෙන ගෙන ඇත්තේ එජාපයේ දැවැන්ත වෘත්තීය සමිති නායකයින්ගෙනි.   
  7. දක්ෂයින් විනාශ කිරීමේ අපරාධයක් බව මා පුද්ගලිකවම උගත්තේ ද ගුවන්විදුලි සංස්ථාවෙන්මය. මා හිත මිතුරු තිස්ස ජයවර්ධන පපුව පැලී මියගියේ එදා දේශපාලනය විසින් ගුවන්විදුලියේ සයිබීරියාවට තල්ලු කිරීමේ වේදනාව නිසාය.  මා මිතුරු තිස්ස ට එදා පාලකයින් උදාකළ ඉරණම තවත් කිසිවෙකුට ගුවන්විදුලිය තුල හිමි නොවිය යුතුය.  
  8. ජනමාධ්‍ය අමාත්‍යවරයා වශයෙන් ඔබට හෝ නියෝජ්‍ය අමාත්‍යවරයාට ගුවන්විදුලිය නගා සිටුවීම හැර තෝරාගත් සේවකයින් මර්ධනයට න්‍යාය පත්‍රයක් නොමැති බව කැෆේ සංවිධානයේ විශ්වාසයයි. ගුවන්විදුලි සංස්ථාවේ සභාපතිවරයා හෝ අධ්‍යක්ෂ ජෙනරාල්වරයා ද දේශපාලන දඩයමක යෙදෙන පුද්ගලයින් නොවන බව මාගේ අත්දැකීමයි.  එසේ කිරීමට වෙර දරණ පුද්ගලයින් වෙන කිසිවෙකුත් නොව එදා එජාප ජාතික ලැයිස්තු අපේක්ෂිකාව වෙනුවෙන් හෝ පෙනී නොසිටි ‘ලැප්ටොප්‘ මාධ්‍යවේදීන් බව ඉතා පැහැදිලිය.
  9. මේ සියල්ලටම වඩා මෙම ලිපිය ඔබ වෙත යොමු කිරීමට හේතු වූවේ මුද්‍රණාලයේ වෘත්තීය සමිති නායකයෙකු විසින් ‘මුද්‍රණාලයේ ක්‍රමයට‘ – එනම් පහරදී එලවා දැමීමේ ක්‍රමයට – ජනමාධ්‍ය අමාත්‍යාංශයේ ප්‍රශ්ණ විසදීමට යෝජනා කිරීම නිසාය. එයට අමාත්‍යාංශයේ ඉහළම නිලධාරියෙකු ගේ වක්‍ර අනුග්‍රහය ප්‍රගති සාමාලෝචන රැස්වීමේ දී පළ වූ නිසාය.  යම් සංස්ථාවක පරිපාලන නිලධාරීන් ‘පහරදී එළවා දැමීමට‘ වෘත්තීය සමිති යෝජනා කිරීමත් එයට අමාත්‍යාංශයේ ඉහළම නිලධාරියෙකු අනුබල දීමත් ඉදිරියේ දී ඇති විය හැකි තත්වය පිළිබද අනතුරු ඇගවීමක් ලෙස අප දකිමු.  
  10. කැෆේ සංවිධානය හෝ මම පුද්ගලිකව සහභාගි නොවු, ජනමාධ්‍ය අමාත්‍යාංශයේ සහ ආයතනවල ඉහළම නිලධාරීන් සියලු දෙනා සහභාගිවූ රැස්වීමක ඉදිරිපත් වු කරුණු පිළිබද අපගේ ස්ථාවරය පැහැදිලි කිරීම සදහා මෙම ලිපිය ඔබතුමන් වෙත යොමු කළ බව ඉතා කරුණිකව සලකන්න.

වෛද් රුවන් එම් ජයතුංග 

1999 – 2009 අතර කාලය තුලදී මම අධ්‍යාපන ප්‍රතිකාර විෂය පිළිබඳව විශේෂ උනන්දුවකින් ක්‍රියා කලෙමි. ළමුන් බොහෝ විට අධ්‍යාපන දුර්වළතා පෙන්වන්නේ කායික සහ මනෝ විද්‍යාත්මක හේතූන් නිසා බව මගේ උපකල්පනය විය. මේ අනුව අධ්‍යාපන ප්‍රතිකාර මගින් ළමුන් ගේ අධ්‍යාපන දුර්වළතා වලට පිළියම් යෙදිය හැකි බව මම පෙන්වා දුනිමි. මගේ අත්දැකීම් අළළා අධ්‍යාපන ප්‍රතිකාර නමින් පොතක් 2002 වසරේදී එළි දැක්වූයෙමි. 

අධ්‍යාපන ප්‍රතිකාර විෂය සම්බන්ධයෙන් කටයුතු කරන විට චර්‍යාත්මක  ආක්‍රමතා මෙන්ම මනෝ කායික ආබාධ සහ චිත්තාවේගීය ගැටළු තිබූ ළමුන් කාණ්ඩයක් මගේ අවධානයට යොමු විය​. මෙම ළමුන් කාණ්ඩය තුල එක් පොදු ලක්‍ෂණයක් මම දුටිමි. එය නම් මෙම ළමුන් ගේ අධ්‍යාපනික දුර්වළතා, චර්‍යාත්මක ගැටළු සහ මනෝ කායික ගැටළු ආරම්භවී තිබුනේ පියාගේ ස්ථිර හෝ තාවකාලික වියෝගය සමගය​. මෙම නියැඳියේ බහුතරයේ පියවරු ඉතාලි ගොස් තිබූ අතර ළමුන් බොහෝ විට සිටියේ මව සමගය​.

ළමා මනෝ විද්‍යාවේ මාතෘ දුරස්ථකරණය (Maternal Deprivation ) පිළිබඳව ඔටෝ රෑන්ක් , ඇනා ෆ්‍රොයිඩ්, ජෝන් බෝල්බි ,  මේරි ඇනිස්වත් වැනි මනෝ විද්‍යාඥවරු / විද්‍යාඥවරියන් ගැඹුරු ලෙසින් අධ්‍යනය කර ඇති නමුදු පීතෘ වියෝග සහලක්‍ෂණය (Paternal deprivation Syndrome ) අධ්‍යනය කොට තිබෙන්නේ සාපේක්‍ෂව අඩු මට්ටමකටය​. එසේම  පීතෘ වියෝග සහලක්‍ෂණය ලංකා සමාජයේ   අධ්‍යනය කොට තිබෙන්නේ ඉතාම සීමිත පිරිසකි. 

පියාගේ ස්ථිර හෝ තාවකාලික වියෝගය සමග කායික සහ මනෝ විද්‍යාත්මක සිම්ප්ටෝමයන් පෙන්වන ලද ළමුන් මම වැඩිදුරටත් අධ්‍යනය කලෙමි. පියාගේ මරණය​, පවුල් ආරවුල් නිසා පියාගේ නික්මයාම ,  පියා ඉතාලියට යාම යන සංසිද්ධීන් නිසා මෙම ළමුන් තුල අධ්‍යාපන ගැටළු , චර්‍යාවේ ගැටළු  මෙන්ම සමහරක් විට හිටි හැටියේ ගොත ගැසීම​, ඇඳ තෙමීම වැති තත්වයන් නිරීක්‍ෂණය විය​. එසේම සමහර ළමුන් තුල මනෝ කායික ආබාධ ද හඳුනා ගැනුනි. මෙම තත්වය මම පොදුවේ ඉතලියානු සින්ඩ්‍රෝමය ලෙස නම් කලෙමි. 

ඉතලියානු සින්ඩ්‍රෝමය ද මාතෘ දුරස්ථකරණ සින්ඩ්‍රෝමය මෙන් ක්ලමථ-ජනකය​. පීතෘ වියෝග සහලක්‍ෂණය නිසා පසුකාලීනව වැඩිහිටි සමයේ විශාදය , කාංසාව වැනි අක්‍රමතා මතු වීම මෙන්ම සමාජ විරෝධී  පෞරුෂ ලක්‍ෂණ මතු වීමේ අවධානමක් තිබේ. මෙම සින්ඩ්‍රෝමයේ ලක්‍ෂණ පෙන්වන ළමුන්ට වෛද්‍ය විද්‍යාත්මක මෙන්ම මනෝ විද්‍යාත්මක ප්‍රතිකාර අවශ්‍ය කෙරේ. තවද මෙම තත්වය ගැන ලංකාවේ ළමා වෛද්‍යවරු මෙන්ම මනෝ චිකිත්සකයන් තව දුරටත් අධ්‍යනය කිරීම වැදගත් වේ.

මහි කළුතර දත් දොස්තර ආදී සකලවිද සතුරන් කන්න බලන්නෙත් මහින්ද රාජපක්‍ෂව. සියලු සතුරන්ට මහින්ද රාජපක්‍ෂ වටා කැරකැවෙමින් තමයි තමන්ගේ දේශපාලනය කරන්න වෙලා තිබෙන්නේ. කලින් මේ රටේ දේශපාලන භූමියේ කේන්ද්‍රයේ හිටියේ ප්‍රභාකරන්. එදා ප්‍රභාකරන් වටා තමයි කාටත් කැරකැවෙන්න සිදු වුණේ. දැන් එතැනට මහින්න්ද රාජපක්‍ෂ සාධකය දේශපාලන භූමියට නැවත ආගමනය වූයේ නැතිනම් මේ වන විට ජාතියේ ‘නහය’ අල්ලලා බලෙන් වතුර පොවලා ‘තිත්ත බෙහෙත් පෙති’ ටික ඔක්කොම ගිල්වලා ඉවරයි. ජනාධිපති සිරිසේනට මේ ‘තිත්ත බෙහෙත්’ පෙත්තෙන් පෙත්ත පොවන්න වුණේ රාජපක්‍ෂ සාධකය මෙරට දේශපාලන භූමියේ ‘කේන්ද්‍රය’ බවට පත්වූ නිසයි. බලන්න මැලේසියාවට ගියාම කොටි ‘කන්න බලන්නේ’ මහින්ද රාජපක්‍ෂව. අද මෛත්‍රීපාල සිරිසේන, රනිල් වික්‍රමසිංහ හා රතු කමිසධාරී රතු අලි පැටියා, පා.ච රණවකලා,ද රාජපක්‍ෂ සාධකය පැමිණ තිබෙනවා.
මේ නිසා තමයි එක්සත් ජාතින්ගේ මහ ලේකම් බැන් කී මූන්ට ළං වෙලා සිරිසේන ජනාධිපතිවරයාට කියන්න සිදු වුණේ ‘මම හිතුවේ නැහැ මහින්ද ආයෙත් මෙතැනට එයි කියලා. ඒත් දැන් එයා ඇවිල්ලා කේන්ද්‍රයේ ඉන්නේ. එයා කේන්ද්‍රයේ ඉන්නකොට මට ඔයගොල්ලෝ කියන වැඩ ටික පටපට ගාලා කරන්න බැහැ. එකින් එක කරන්න ඉඩ දෙන්න’ කියලා. මහින්ද රාජපක්‍ෂගේ යළි ආගමනයක් සිදු වෙයි කියලා මේ සතුරන් හිතුවේ නැහැ. යළි ආගමනයක් සිදු වූවාට පසුව මහින්ද රාජපක්‍ෂ ඇතුළු ඒ සමඟ සිටින පිරිසට ‘හොරු’ කියන ලේබලය අලවනවා. රාජපක්‍ෂ පවුලේ එකිනෙකා සිරගත කරමින් සිටිනවා. බැසිල් රාජපක්‍ෂ, යෝෂිත රාජපක්‍ෂ, නාමල් රාජපක්‍ෂ සිරගත කළා. දැන් ගෝඨාභය රාජපක්‍ෂ සිරගත කරන්න පුළුවන්ද, කියා බලනවා. රාජපක්‍ෂ පවුලේ අය හිරේ දමලා මහින්ද රාජපක්‍ෂ යටත්කර ගන්න බැරි බව දැන් මේ සතුරන්ට තේරුම් ගොස් තිබෙනවා.

‘විමල් 2005දී දුටු මහින්දගේ විශේෂ ලක්‍ෂණය’

මම 2005දීත් දුටුවා මහින්ද රාජපක්‍ෂ මහතාගේ තිබෙන එක් සුවිශේෂී ලක්‍ෂණයක්. ඔහු ප්‍රතිප්‍රහාර එල්ල කරන්නේ සතුරා පහර දුන්නොත් පමණයි. මම ජවිපෙ දේශපාලන මණ්ඩලය තුළ එදා තර්ක කළා ‘මහින්ද රාජපක්‍ෂ යුද්ධය කරනවා’ කියලා. ජවිපෙ දේශපාලන මණ්ඩලයේ ඇතැමුන් කීවා,‘නැහැ ඒක වෙන්න බැහැ’ කියලා. නමුත් මම පෙන්වා දුන්නා, ‘මහින්ද, සරත් ෆොන්සේකා හමුදාපති කළේ, ගෝඨාභය රාජපක්ෂ ආරක්‍ෂක ලේකම් කළේ යුද්ධය හරියට කරන්න’ කියලා. මහින්ද කොළඹ කුල්ටූර් සමාජයේ ප්‍රොඩක්ෂන් එකක් නොවෙයි, රෝයල් හෝ සෝබෝන් ප්‍රොඩක්ෂන් එකකුත් නොවෙයි. හම්බන්තොට මැදමුලන ඔර්ජිනල් ප්‍රොඩක්ෂන් එකක්. ඒ ස්වාභාවික චරිතය හැසිරෙන විදියක් තිබෙනවා. ඒ තමයි, ගැහුවොත් ගහනවා. එදා මහින්දට ප්‍රභාකරන් ගැහුවා. ඊට ප්‍රතිප්‍රහාරයක් විදියට මහින්ද ගැහුවා.

‘අහවල් එකෙන් ගහපු විදිය වැරදිලු’

එදා ජවිපෙ සහ මහින්ද රාජපක්‍ෂ ජනාධිපතිවරයා අතර පැවැති සාකච්ඡාවකදී සෝමවංශ අමරසිංහ මහතා ජවිපෙ වෙනුවෙන් කීවා, ‘ආයුධ නැතිනම් අහවල් එකෙන් ගහලා හරි යුද්ධය කරන්න’ කියලා. ඒ අවස්ථාවේ ජවිපෙ ප්‍රධාන ලේකම් ටිල්වින් සිල්වා සහ මමත් සිටියා. කොහොමහරි ‘අහවල් එකෙන්’ ගහලා හරි යුද්ධය දිනපුවාම අද ජවිපෙ නායකයා කියනවා, ‘අහවල් එකෙන් ගහලා තිබෙන්නේ වැරදි විදියට’ කියලා. ඒක යකාගේ කතාවක්නෙ.

දැන් සිදුවෙමින් තිබෙන දේ අපි ඉතා හොඳින් තේරුම්ගත යුතුයි. ෆෙඩරල් ව්‍යවස්ථාවක් හදනවා. රාජ්‍යය දුබල කරනවා. උතුරු-නැගෙනහිර ඒකාබද්ධ කරනවා. සමූහාණ්ඩු සංගමයක් බවට ශ්‍රී ලංකාව කැබලි කරනවා. ඒ අතරේ අතුරුදහන් වූවන් පිළිබඳ කාර්යාලය පිහිටුවලා රණවිරුවන්ට එරෙහි චෝදනා එකතු කරනවා. යුද අපරාධ අධිකරණය පිහිටුවලා ඉහත චෝදනා මත රණවිරුවන්ට එරෙහිව නඩු අහනවා. වසර එකහමාරකින් පමණ යුද අපරාධ සිදු කළ බවට තීන්දුව දෙනවා. මේ තීන්දුව ආවාට පසුව සිදුවන්නේ කුමක්ද?

‘සර්බියාවේ සිදු වූ දෙය ලංකාවටත්…’

එදා ‘සර්බියාවේ සිදු වූයේ කුමක්ද?’ කියලා අපි බලමු. කොසෝවෝ, සර්බියාවට අයත්ව තිබූ ප්‍රදේශයක්. සර්බියාව බෙදන්න කොසෝවෝ බෙදුම්වාදීන් උත්සාහ ගනිමින් සිටියා. සර්බි ජනාධිපති මෙලොසොවික් එදා කොසෝවෝ බෙදුම්වාදය පැරදවීමට සර්බි හමුදාව යොදවනු ලැබුවා. කොසෝවෝ බෙදුම්වාදීන් පරාජයේ ඉම වෙත පැමිණියා. එවිට නේටෝ හමුදා බලහත්කාරයෙන් කොසෝවෝ වෙත ගොඩබැස්සා. එහිදී සර්බි හමුදාව පලවා හැරපු නේටෝ හමුදාව කෙටි කාලයක් කොසෝවෝ ප්‍රදේශය අල්ලාගෙන හිටියා. ඒ අතරේ හේග්වල ජාත්‍යන්තර යුද අපරාධ අධිකරණය විසින් සර්බි ජනාධිපති සහ හමුදාපතිට එරෙහිව නඩු පැවරුවා, ‘කොසෝවෝ ජනතාව සමූහ වශයෙන් ඝාතනය කිරීම’ යන චෝදනාව යටතේ. 2015 ජනවාරි 08 වැනිදා වගේ දවසක බටහිර අධිරාජ්‍යවාදීන් සර්බි ආණ්ඩුව කුමන්ත්‍රණයක් මගින් ගෙදර යැව්වා. රට ත්‍රස්තවාදයෙන් ගලවා ගත්තු මෙලොසොවික් ජනාධිපතිවරයා ගෙදර යැව්වා. ‘රුපියල් 10,000ක් දෙනවා’ කිව්වාම රට, ජාතිය, ආගම ආදී සියල්ල අමතක කරපු ‘අයියලා ටිකක්’ එදා සර්බියාවෙත් හිටියා.(සභාවේ සිනා) පුංචි කාර් එකක්, ප්‍රී වයි-ෆයි’ දෙනවා කීවාම ඒකට අහුවුණු අයියලා ටිකකුත් එදා සර්බියාවේ හිටියා(තදින් සිනා)

‘එක්සත් ජාතීන්ගේ මහා මණ්ඩලයට ආ යෝජනාව’

මෙලොසොවික් පැරදුනාට පසුව හේග් නුවර යුද අපරාධ අධිකරණයට ගෙනගියා. හිරේ දමලා නඩුව ඇහුවා. මේ නඩුව අහන අතරේ එක්සත් ජාතීන්ගේ මහා මණ්ඩලයට යෝජනාවක් එනවා, ‘සර්බියානු ආරක්‍ෂක හමුදා විසින් කොසෝවෝ වැසියන් සමූහ වශයෙන් ඝාතනය කළ බවට වන චෝදනා සනාථ වී ඇති බැවින් ද කොසෝවෝ වැසියන්ට සර්බි රාජ්‍යය යටතේ ආරක්‍ෂාව සැලසෙන්නේ නැති බව සක්සුදක් සේ පැහැදිලි වී ඇති බැවින් ද එම ජනතාවගේ ආරක්‍ෂාව තමන් විසින්ම සලසාගනු වස් ‘ආරක්‍ෂාව සඳහා වගකීම’(Responsibility to Protect) යන ජාත්‍යන්තර නීති මූලධර්මය යටතේ කොසෝවෝ වෙනම රාජ්‍යයක් ලෙස අද පටන් එක්සත් ජාතීන් විසින් පිළි ගත යුතුයි’ කියලා. යෝජනාව සම්මත වෙනවා. කොසෝවෝ වෙනම රාජ්‍යයක් වෙනවා. හේග් නුවර යුද අපරාධ අධිකරණය දිගටම නඩුව අහමින් යනවා. ඒ අතරේ සිරගත කළ සර්බි හිටපු ජනාධිපති මෙලොසොවික් මිය යනවා. මියගියාට පසුව තමයි දීර්ඝ කාලයක් අහපු මේ නඩුවේ තීන්දුව ලැබෙන්නේ. ‘යුද අපරාධ සිදු වී නැත’ කියායි අවසානයේ හේග් නුවර යුද අපරාධ අධිකරණය තීන්දුව ලබා දෙන්නේ. ‘කොසෝවෝහි සමූහ මිනිස් ඝාතන සිදුව නැත. හිටපු සර්බි ජනාධිපතිවරයා සහ හමුදාපතිවරයා නිදොස්කොට නිදහස් කරමි’ කියලයි ඒ තීන්දුව ලැබී තිබුණේ. නමුත් ‘යුද අපරාධ සිදුවී ඇත’ යන උපකල්පනය මත ඒ වන විට සර්බියාව සතුව තිබූ කොසෝවෝ ප්‍රදේශය වෙනම රාජ්‍යයක් බවට පත්කොට අවසන්ව තිබුණා. බොරු යුද අපරාධ චෝදනා දමලා බටහිර අධිරාජ්‍යවාදීන් කොසෝවෝ, සර්බියාවෙන් වෙන් කළේ එහෙමයි. අද ශ්‍රී ලංකාවට කරන්න යන්නෙත් ඒකයි.

‘මියගිය කොටි මළසිරුරු ගොඩදැමීම’

අර මියගිය කොටින් වල දමපු භූමියේ තිබෙන හමුදා කඳවුර ඉවත් කළා, කියලා හිතන්න. එතැන තිබෙන මළමිනී ටික ජාත්‍යන්තරව විකුණුවා, කියලා හිතන්න. ඒ අතරේ ෆෙඩරල් ව්‍යවස්ථාවත් සම්මත කළා, කියලා හිතන්න. ඒ සමඟම අර මළමිනී ටිකත් පදනම් කරගෙන නඩුව යනවා. එහි තීන්දුව එනවා, ‘සමූහ මිනිස් ඝාතන සිදුව ඇත. යුද අපරාධ සිදුව ඇත’ කියලා. ඒ නඩු තීන්දුව අනුව යමින් එක්සත් ජාතින්ගේ මහා මණ්ඩලයට යෝජනාවක් ගෙන එනවා, ‘ශ්‍රී ලංකාවේ උතුරු නැගෙනහිර ප්‍රදේශවල ජීවත් වන දෙමළ ජනතාවට ආරක්‍ෂාව සැලසීමට ශ්‍රී ලංකා ආරක්‍ෂක හමුදා අසමත්ව ඇති හෙයින් ද එම හමුදාව විසින් දෙමළ ජනතාව සමූහ වශයෙන් ඝාතනයකර ඇති බව ඉහත නඩු තීන්දුවෙන් ද සනාථව ඇති හෙයින් ද ‘ආරක්‍ෂාව සඳහා වගකීම’(Responsibility to Protect) යන මූලධර්මය යටතේ එක්සත් ජාතීන් ශ්‍රී ලංකාවේ උතුරු – නැගෙනහිර ප්‍රදේශය වෙනම රාජ්‍යයක් ලෙස පිළිගත යුතුයි’ කියලා. යෝජනාව සම්මත වේවි. ඉතා හොඳින් තේරුම් ගන්න, අද බටහිර අධිරාජ්‍යවාදීන් යුද්ධ කරලා නොවෙයි රටවල් බෙදන්නේ. මේ භයානක ක්‍රියාවලියට බාධාවකින් තොරව ඉදිරියට යන්න ඉඩ දුන්නොත් ජාත්‍යන්තර පිළිගැනීමක් සහිතව නීත්‍යනුකූලව ඊළම නිර්මාණය වේවි.

‘ප්ලෑන් A වෙනුවට ප්ලෑන් B

එදා ඊළම ලබා ගැනීමට බටහිර අධිරාජ්‍යවාදීන් හඳුන්වා දුන්නේ ‘ප්ලෑන් ඒ’නම් වූ ‘ප්‍රභාගේ අවි බලය හරහා ඊළම ලබා ගැනීම’ සඳහා වූ සැලැස්මක්. ඒක මහින්ද රාජපක්‍ෂ පාලනය විසින් පරදවනු ලැබුවා. පසුව ඔවුන් ‘ප්ලෑන් බී’ හඳුන්වා දුන්නා. ඒ මගින් යුද්ධයක් නොකර රාජ්‍යය බෙදා වෙන්කිරීම සිදු කෙරෙනවා. ඉහතදී අප පෙන්වා දුන්නේ එයයි. එම නිසා ඔවුන් සර්බියාවට කළ දේ ලංකාවටත් කරනවා. ඇමෙරිකාවට අවශ්‍යව ඇත්තේ ශ්‍රී ලංකාව දුබලකොට දකුණු ආසියාවේ දියාගෝ ගාර්ෂියාව බවට පත්කර ගැනීම. ඉන්දියාවට අවශ්‍යව ඇත්තේ ද ශ්‍රී ලංකාව කැබලි කොට දකුණ එට්කා ගිවිසුම හරහාත් උතුරු නැගෙනහිර ‘හනුමාන් පාලම’ ඉදි කිරීම හරහාත් තම ග්‍රහණයට ගැනීම. ඒ අනුව ශ්‍රී ලංකාව බෙදාවෙන්කර දුබල කිරීම ඇමෙරිකා එක්සත් ජනපදය සහ ඉන්දියාව යන දෙදෙනාටම අවශ්‍යයි. අද ඔවුන්ගේ උවමනාවන් සමපාතයි. නමුත් ඉදිරියේදී ශ්‍රී ලංකාව තුළ සිය ආධිපත්‍යය පතුරවා ගැනීමේදී එකිනෙකා අතර ගැටුම්කාරී තත්වයක් ඇති වීමට පුළුවන්. අද ඇමෙරිකා එක්සත් ජනපදය ඇතුළු බටහිර උවමනාව වෙනුවෙන් අගමැති රනිල් වික්‍රමසිංහත් ඉන්දියානු උවමනාව වෙනුවෙන් ජනාධිපති මෛත්‍රීපාල සිරිසේනත් කටයුතු කරනවා. මෙතැන ඇතිව තිබෙන්නේ කසාද දෙකක්. මෛත්‍රීපාල සිරිසේන බටහිරට යටත් නොවී ඉන්දියාවට උවමනා දේ පමණක් කළොත් වන දේ තමයි පසුගියදා අපට දකින්න ලැබුණේ. ඕස්ට්‍රේලියානු පුවත්පත් මගින් එළියට ආවේ සිරිසේනට කළ ඒ බටහිර අනතුරු හැඟවීම. කෙසේ වෙතත් මේ සියලු දෙනා අද ඉටු කරමින් ඉන්නේ විජාතික උවමනාව. රටට සතුරු න්‍යාය පත්‍රයන් තමයි ඔවුන් ඉදිරියට ගෙන යන්නේ. එය පැරදවීම තමයි අප කළ යුත්තේ.

‘අලුත් පක්‍ෂයට නමක් විතරයි අඩු’

අද මෛත්‍රීපාල සිරිසේන මහතාට ජනබලයක් නැහැ. ශ්‍රී ලනිප ජනබලවේගය ඔහු සමග නැහැ. ශ්‍රී ලනිප ජනබලවේගය සිටින්නේ මහින්ද රාජපක්‍ෂ මහතා සමඟයි. ජනබලවේගයක් තිබෙන කෙනාට පක්ෂයක් හදන්න බැරි කමක් නැහැ. නමක් විතරයි තවම අඩු. ඒ නිසා සිරිසේන මහත්තයෝ අලුත් පක්‍ෂයක් බිහිවන එක වළක්වන්න ඔයාට බැහැ.

‘පළාත් පාලන ඡන්දයට කලින් ජනමතවිචාරණයක්?’

අද ශ්‍රීලනිප බෝඞ් ලෑල්ල විතරක් හිමි මෛත්‍රීපාල සිරිසේන මහත්තයා, පළාත් පාලන ඡන්දයට ගියොත් තමන්ට ලැබෙන්නේ තුන්වන හෝ හතරවන තැන කියලා දන්නවා. ඒ නිසා ෆෙඩරල් ව්‍යවස්ථාව සම්මතකර ගැනීමේ ජනමතවිචාරණය, පළාත් පාලන ඡන්දයට පෙර පැවැත්වීමේ ඉඩකඩ තිබෙනවා. එවිට ඒ ‘කලගෙඩි – ලාම්පු’ සෙල්ලමේදී එජාපය, දෙමළ ජාතික සන්ධානය, මුස්ලිම් කොංග්‍රසය හා ඇතැම් විට ජවිපෙත් කලගෙඩිය තෝරා ගනීවි. එතැනදී මෛත්‍රීටත් ශ්‍රී ලනිපය බෝඞ් ලෑල්ල එතැනට හේත්තු කරන්න පුළුවන් වේවි.

බටහිර අධිරාජ්‍යවාදය සහ ඉන්දියානු ව්‍යාප්තවාදය ආපසු හැරවීමට නොහැකි ලෙස ශ්‍රී ලංකාව තුළ දිගේලි වෙමින් තිබෙන මේ මොහොතේ අපි මේ රටට ආදරය කරන සුජාත දූ පුතුන් ලෙස ඊට එරෙහිව නැඟී සිටිය යුතු වෙනවා. ඒ සඳහා පෙළගැසෙන්න. එක්වන්න.”

 ඩාලි පාරේ බෝඩ් ලෑල්ලක් ඇති ගොඩනැඟිල්ලක තනතුරු ලබාගැනීමෙන් පසු අනිත් අය කපා හැර කටයුතු කරගෙන යද්දී බණ්ඩාරනායක මහතාගේ ප්‍රතිපත්ති සහිත පක්ෂය රැක ගැනීමට කටයුතු කරන්නේ අප විසින් බව හිටපු ජනපති මහින්ද රාජපක්ෂ මහතා පවසයි.

ශ්‍රීලනිපය අද ඉන්නේ එක්සත් ජාතික පක්ෂය සමග බවත්, මේ නිසා සැබෑ බණ්ඩාරනායක ප්‍රතිපත්තිය රැක ගැනීමට අපට සිදුව ඇති බවත්, ඒ මහතා කියයි.

ආචාර්ය ගුණදාස අමරසේකර මහතාගේ “සභ්‍යත්ව රාජ්‍යයක් කරා” කෘතිය ජනගත කිරීම නිමිත්තෙන් තුංමුල්ල, ශ්‍රී සම්බුද්ධත්ව ජයන්ති මන්දිරයේදී අද (13) පස්වරුවේ පැවැති උත්සවයේදී හිටපු ජනාධිපතිවරයා මේ අදහස් පළ කළේය.

අලුත් ව්‍යවස්ථාවක් හදා රට කෑලි කිරීමට  යන බවත්, රණවිරුවන්  29,000ක් ජීවිත පරිත්‍යාගයෙන් බේරාගත් රට බෙදීමට ඉඩදිය නොහැකි බවත්, තමන් බලයේ සිටියදී බැංකී මුන් ලංකාවට ඇවිත් නොකී කතා දැන් ඇවිත් කියන බවත්, ඒ මහතා එහිදී පැවසීය.

රට, ජාතිය, ආගම ගැන ඕනෑම අයෙකුට ආඩම්බරයෙන් කතා කළ හැකි බවත්, එහෙත් දැන් ජාතිය ගැන කතා කළොත් ඔහු ජාතිවාදියෙකු තත්ත්වයට ඇද දමන බවත් පෙන්වාදුන් හිටපු ජනාධිපතිවරයා බුද්ධිමතුන් පවා මේ ගැන නිහඬව සිටීම කනගාටුදායක බවත් කියා සිටියේය.

අද විදේශිකයින් විසින් අපව නටවමින් සිටින බවද, අප එම රටවල ගැත්තන් වී සිටින බවද, පැවසූ හිටපු ජනාධිපතිවරයා මෙවන් වාතාවරණයක යුද අපරාධ සෙවීමට ජාත්‍යන්තර විනිසුරුවන් ගෙනඒමට අප විසින්ම යෝජනා කරන තත්ත්වයක් උදාවී ඇති බවද, වැඩිදුරටත් එහිදී පෙන්වාදුන්නේය.

The Joint Opposition has become the guardians of the policy of S.W.R.D. Bandaranaike as true SLFPers, former President Mahinda Rajapaksa says.

The observation was made at an event held in Colombo this afternoon (12).

He also pointed out that since the SLFP has formed an alliance with the UNP, they had to take over the task to safeguard the policy of S.W.R.D Bandaranaike.

He also alleged that a plan is underway to divide the country through the proposed new constitution.

Any chance could not be given that to happen. Over 29,000 soldiers have sacrificed their lives in there bid to protect the country from terrorists, he said.

Leader of Democratic Left Front (DLF) MP Vasudeva Nanayakkara says that the leader of the SLFP participating in the UNP convention as the chief guest shows the harmony existing between the two parties.

However, this harmony has become the cause for the splitting of the Sri Lanka Freedom Party (SLFP), he told reporters in Colombo today (13).

He charged that in a way former President Chaindrika Bandaranaike Kumaratunga is also an agent” in this conspiracy” to split the SLFP.

He said that the Local Government election is expected to be held soon and if it is not held the people will rise up against the government.

The former minister said that this election will show the reducing support for the SLFP leadership which is engaging in politics in unity with the UNP ahead of the LG polls.

IMF Agreement hurts

Alliance for Economic Democracy (AED) is an organization formed by a group of persons who insists upon the importance of economic justice. Ceylon Today interviewed Ahilan Kadirgamar, a member of the AED, who in the course of the interview insisted how the possible outcomes of the IMF Agreement hurt the ordinary people of the country. Very often, when tax increases are suggested it is the indirect tax such as Value Added Tax (VAT) that increases, which hurts the public. Most importantly, in
Sri Lanka 80 per cent of tax revenue come from indirect taxes such as VAT. That means the ordinary people will pay for it. It seems that, it is the ordinary people who pay for the government’s economic mismanagement, of the country.
Following are excerpts of the interview:

?: You have been very vocal about the loan from the International Monetary Fund. What are the reasons behind your strong opposition to this IMF loan?

A: Before we come to the IMF Agreement, we should understand why the government had to go for this agreement. There was an economic crisis that pushed us towards it; a lot of people interpret this as a Balance of Payments (BOP) crisis. In other words the country does not have sufficient foreign reserves to pay for all our imports. That means our exports do not bring sufficient revenue to fill the expenditure for imports. Then it becomes a crisis.

This government introduced a mini Budget in 2015; and then came up with the Budget 2016 in November. By then elections were over; they could have addressed all the economic issues through the Budget 2016, but they did not. By March they suddenly said we are in an economic crisis. They said that we do not have sufficient foreign reserves and our debts are too high and our revenues are too low. The question is, why were they not aware of this when the Budget 2016 was prepared. They came up with Amendments to the Budget and increased the VAT.

The Government of Sri Lanka entered into an agreement to obtain a loan of US$ 1.5 billion with the International Monetary Fund (IMF) in June 2016. In addition, loans worth US$ 650 million were raised via bi-lateral and multi-lateral donors including the World Bank (WB) and Asian Development Bank (ADB). Under this Extended Fund Facility Agreement, the IMF is prescribing medium-term structural reform policies for Sri Lanka. While the conditions proposed by the IMF will have far reaching impact on the Sri Lankan economy, there has been very little public discussion about it.

The issue is, why the government was not prepared for such a crisis? The problem with the IMF Agreement is that the conditions of the IMF Agreement will be reflected in the Budget 2016. That will not be beneficial to the ordinary people in the country as there will be a lot of austerity measures.

?: In the context of opposing the option of going for a IMF loan, what is the alternative you suggest?

A: The question here is that the crisis hit us in March; what was the government doing from November to March to prevent such a crisis. In fact, the government through Budget 2016 made it much easier for imports to come into the country including luxury items. That was what led to a very large import bill which subsequently resulted in the BOP crisis. If they wanted to address this crisis, the government could have reduced imports and increased our exports. However, no action was taken to do so. Increasing exports takes a long time, but reducing imports is something we can do in the short run. Yet, the government did not do that. As we see the government does not have a clear policy on trade or industry. There is no proper strategy regarding increasing exports or reducing imports. The government just follows the neoliberal ideology of trade liberalization. While we are in this crisis what we do is expanding the trade liberalization which increases the chances of future BOP crisis. If imports increase again we will again face the same crisis. The crisis is also linked to the massive loans taken. It is true that most of these loans were obtained by the Rajapsksa Government, but this government is not doing anything different. After the IMF Agreement, it had made it easier for our government to obtain more and more loans; and the government did so. Recently, the government sold sovereign bonds for US$ 2 billion. They are not thinking of any alternative. The government is not thinking about economic reforms to increase exports or reduce debts.

?: Do you think that the government has any long-term plan to address BOP crisis?

A: There is no long term plan of the government to address the BOP crisis. The previous government too did not have one; I will talk about two first conditions of the IMF Agreement. First one is raising tax revenue and the other was to bring down the Budget deficit. Both these targets are fiscal targets and both are not directly related to the BOP crisis. In economics we call this a twin deficit. BOP deficit is about current account deficit affiliated to external trade. Budget deficit is mostly about the government revenue and expenditure. As a result of this the people too are confused. IMF is using the BOP crisis, to urge the country to reduce the Budget deficit and increase revenue.

How such revenue does it generate? Taxes imposed on ordinary people, most often tax increase is suggested. It is the indirect tax such as VAT that increases, which hurt the public. Most importantly, in Sri Lanka 80 per cent tax revenue comes through indirect taxes such as VAT. That means the ordinary people will pay for it. It seems that for the government’s mismanagement of the economy, the ordinary people will have to pay.

If they do not increase the revenue, the government will have to bring down the expenditure in order to reduce the Budget deficit from 6 per cent of the GDP to 3.5 per cent. When the government cut the expenditure it is likely that they will cut funding for education, health or the Samurdhi payments. Again the ordinary people pay the taxes. As we do not have a proper plan to address the BOP crisis in the long term, in a few years the government will ask the people to pay more taxes again. In that context, we are caught in a trap.

In 2009, Mahinda Rajapaksa went with the IMF Agreement and in seven years we find ourselves in the same crisis again.

?: Although you criticize the IMF, the reason for setting up the IMF was to provide assistance to countries to overcome BOP crisis. In that context, the option was picked up by the government. Doesnt it seem to be correct?

A: The IMF is insisting on several structural changes in the years ahead, including the consolidation of the fiscal deficit to 3.5 per cent of GDP by 2020, increasing taxes, restricting public expenditure, reforming state-owned enterprises, liberalising trade and deepening financialization. At the outset, these recommendations may seem necessary and even beneficial to the country. However, these solutions result in increasing the economic burden on the people.

The IMF and the World Bank were formed soon after the end of world war, in 1944, at the Bretton Woods Conference. The initial mandate of the IMF was to address short-term inconsistencies in the balance of payments and foreign exchange rates. The WB’s role was to enable reconstruction and development through long-term loans. However, with the breakdown in the Bretton Woods Agreement in 1970s and abandoning of a pegged foreign exchange system and the gold standard, the IMF and the WB took on a new agenda and new roles. Together, the IMF and the WB began dictating structural economic reforms to countries. The mandate of the IMF had changed after the so called Washington Consensus. Now the IMF acts beyond its mandate. For example, the IMF is advocating for trade liberalization which is none of their business.

For example, instead of increasing direct taxes (i.e. income taxes, corporate taxes and capital gains tax) which target the rich, taxes affecting ordinary people, like the recent VAT increases, are imposed. Similarly, while reforming loss making State owned enterprises may seem essential, they are transformed to operate as commercially focused private companies, including allowing electricity, fuel and water to reflect market prices, disregarding how it might affect the people. Can fishermen cope with the sudden fluctuations in market prices of kerosene to run their boats? The IMF encourages Free Trade Agreements and facilitation of foreign investments and loans. However, workers’ wages and labour rights are threatened by such moves. While liberalisation of capital flows and deepening of financial markets are encouraged, no consideration is paid to the cost of capital flight and the financial crisis. Furthermore, the aggressive fiscal consolidation targets set by the IMF are likely to restrict the Budget for 2017, with cuts to spending on essential services.

Such IMF interventions have been based on problematic assumptions. Firstly, the inevitability of neoliberal globalization; particularly, the free flow of capital and goods, along with a floating foreign currency. Therefore, the IMF sanctioned liberalisation of capital markets and trade led to increased global flows of capital and goods, with tremendous market fluctuations.

?: While insisting upon increasing tax revenue, has the IMF insisted upon increasing indirect taxes? If not, does the government have the option of increasing direct taxes?

A: What IMF has insisted upon is, is the increase of revenue and they have not mentioned about increasing indirect taxes. In fact, IMF itself notes that the indirect taxes are very high in Sri Lanka. IMF also stated that the government expenditure in Sri Lanka is not too high; it is the revenue that should go up. But they put strict conditions to reduce the Budget deficit, and then what does the government do? They just increase indirect taxes and take the easy way out.

Recently, a research conducted by a few IMF researchers also highlighted the danger of neoliberal policies. In the article ‘Neoliberalism oversold’ it was noted that the evidence of the economic damage from quality suggests that policymakers should be more open to redistribution than they are. Of course, apart from redistribution, policies could be designed to mitigate some of the impacts in advance – for instance, through increased spending on education and training, which expands equality of opportunity (so-called predistribution policies)

Bar Association of Sri Lanka (BASL) attempt to undermine the Supreme Court and Parliament

It has been reported in the press that the Bar Association of Sri Lanka (BASL) will be filing papers in the Supreme Court, seeking a revision of the apex court’s judgment in the landmark 2006 case Nallaratnam Singarasa v. The Attorney General, popularly known as the Singarasa case. The Secretary of the Bar Association Amal Randeniya confirmed this when contacted by this writer. The BASL’s proposed action will have far reaching implications for Sri Lanka and the public should be made aware of what exactly the Bar Association intends to do. The importance of the Singarasa case is that it was a landmark judgment which defined the limits of executive power.

Singarasa was convicted by the High Court on five charges that he, between 1 May 1990 and 31 December 1991 together with LTTE leaders like Sornam and Pottu Amman, conspired to overthrow the lawfully elected government and attacked Army camps in Jaffna Fort, Palaly and Kankesanthurai. The charges against him had been brought under the Emergency Regulations and the Prevention of Terrorism Act. He was sentenced to 50 years RI. Singarasa appealed against his conviction to the Court of Appeal, which dismissed his case on 6 July 1999, but they reduced his sentence to 35 years RI. Singarasa then sought special leave to appeal from the judgment of the Court of Appeal and a Bench of the Supreme Court comprising of Justices Mark Fernando, Wadugodapitiya, and Wijetunga refused special leave to appeal on 28 January 2000.

On 19 June 2001 Singarasa petitioned the Human Rights Committee in Geneva. The Human Rights Committee should not be confused with the Human Rights Council which is a body made up of states representatives. The Human Rights Committee on the other hand is an international tribunal set up under the provisions of the International Covenant on Civil and Political Rights (ICCPR) to hear petitions from citizens of member states about the violations of rights guaranteed under the ICCPR. Sri Lanka had acceded to the International Covenant on Civil and Political Rights on 11 June 1980 and to the Optional Protocol of the ICCPR on 3 October 1997. It is under the provisions of the Optional Protocol that states recognize the competence of the Human Rights Committee in Geneva to receive petitions from individuals in member states.

Since Sri Lanka had acceded to the Optional Protocol of the ICCPR, Nallaratnam Singarasa appealed to the Human Rights Committee in Geneva claiming that Article 14(1) of the ICCPR which guarantees the right of persons facing criminal charges to ‘a fair and public hearing by a competent, independent and impartial tribunal’ had been infringed by the Sri Lankan state in his case because he had been convicted on the sole basis of his alleged confession, which had not been made voluntarily. Singarasa argued that reliance on his confession, in a situation in which (under the PTA) the burden was on him to prove that the confession was not made voluntarily, rather than on the prosecution to prove that it was made voluntarily, amounts to a violation of his rights under Article 14(3)(g) of the ICCPR which guaranteed the rights of the accused ‘not to be compelled to testify against himself or to confess guilt’.

On 30 July 2004 the Human Rights Committee in Geneva held in favour of the petitioner and recommended that the Sri Lankan state should provide Singarasa with ‘an effective and appropriate remedy, including release or retrial and compensation’. Armed with this ruling, Singarasa’s lawyers filed an application in the Supreme Court on 16 August 2005 for revision of the SC judgment of 28 January 2000 which refused Singarasa leave to appeal, and to set aside the conviction and sentence imposed on him. This case was heard before a five-member bench with Chief Justice Sarath N Silva and Justices Nihal Jayasinghe, N.K. Udalagama, N.E. Dissanayake and Gamini Amaratuga. In its judgment, the SC made the following observations.

1. Our constitution is based on the dualist theory where there are two separate and independent legal systems, one national and the other international.

2. In our constitution, there is a functional separation in the exercise of power by the three organs of government, the executive, legislature and the judiciary.

3. International treaties entered into by the President and the Government of Sri Lanka which are consistent with the Constitution and written law would bind the Republic but still has to be legislated for by the Sri Lankan parliament to have internal effect.

4. The limitation on the power of the executive to bind the Republic is contained in Article 33(f) which states that the president has the power ‘to do all such acts and things which are not inconsistent with the provisions of the Constitution or written law’.

5. If the President enters into a treaty or accedes to a Covenant the content of which is inconsistent with the provisions of the Constitution or written law it would be a transgression of the limitation in Article 33(f) cited above and ultra vires. Such act of the President would not bind the state.

6. Thus, the President is empowered to represent Sri Lanka and enter into a treaty or accede to a Covenant, the contents of which are not inconsistent with the Constitution or written law.

7. Judicial power forms part of the sovereignty of the people and could be exercised in terms of Article 4 (c) of the Constitution only by courts, tribunals or institutions established or recognized by the constitution or by law.

8. The Petitioner cannot seek to ‘vindicate and enforce’ his rights through the Human Rights Committee in Geneva, which is not reposed with judicial power under our constitution.

9. The President is not the repository of the legislative power of the people which in terms of Article 4(a) is exercised by Parliament and by the people at a referendum.

10. The Supreme Court quoting Article 2(2) of the ICCPR observed that the Covenant itself is based on the premise that legislative measures would be taken by each state party to give effect to the rights recognized in the covenant. Under Article 2(2) of the ICCPR each state party undertakes to take the necessary steps to adopt ‘such laws as may be necessary’ to give effect to the rights recognized in the Covenant.

11. No legislative measures were taken to give effect to the Optional Protocol of the ICCPR and therefore it does not have internal effect in Sri Lanka.

12. A recognition of the power of the Human Rights Committee to receive and consider petitions from Sri Lanka is an exercise of legislative power which comes within the realm of Parliament and the people at a referendum.

13. According to Article 76(1) of the Constitution, Parliament shall not abdicate or in any manner alienate its legislative power and shall not set up any authority with any legislative power.

14. Under Article of the constitution,76(2) the only instance in which Parliament could even by law empower the President to exercise legislative power is restricted to the making of regulations under the law relating to public security.

15. Therefore the accession to the Optional Protocol of the ICCPR in 1997 by the then President is in excess of the power of the President as contained in Article 33(f) of the Constitution and does not bind the state.

The foregoing would show that what the Supreme Court said in the Singarasa case was very simple. There are certain limits on the power of the executive arm of the state headed by the President. The executive arm can enter into treaties and international conventions that are not inconsistent with the constitution of Sri Lanka. If the executive arm enters into treaties or accedes to conventions that are inconsistent with the constitution, such acts are ultra vires. Even when the international treaties and conventions entered into by the executive arm are consistent with the constitution, they still have to be legislated into law so as to have effect in Sri Lanka. Article 2(2) of the ICCPR itself expects all member states to pass laws to give effect to the convention within those states. However Sri Lanka had not passed laws to give effect to the Optional Protocol of the ICCPR which allows for petitions to be addressed from Sri Lanka to the Human Rights Committee in Geneva which means that rulings of the Human Rights Committee have no legal effect in Sri Lanka.

If the necessary legislation had been passed, the Supreme Court would of course have given effect to the law. Now by petitioning the Supreme Court to have the judgment in the Singarasa case overturned, the Bar Association of Sri Lanka is in effect asking the Supreme Court to submit itself to the Human Rights Committee in Geneva without parliament having passed laws to give effect to the Optional Protocol of the ICCPR. This will have a direct impact on the judicial structure in this country and the authority of the Supreme Court as the highest court in the land. Any attempt to get the Supreme Court to accept the ruling of the Human Rights Committee in Geneva without the necessary legislation being passed by Parliament smacks of an attempt to get the Supreme Court to circumvent the legislative power of the parliament and the people.

Any attempt on the part of the BASL to move the Supreme Court to accept the ruling of the Human Rights Committee in Geneva will undermine the legislative authority of parliament and also the authority of the Supreme Court as the highest court in the land. In recent times, the Supreme Court has upheld the authority of parliament as in the VAT case where the SC held that parliament has to pass legislation to enable VAT to be increased and that taxes could not be imposed or increased simply through executive fiat. Then when it came to the Coal tender case, the Supreme Court once again very clearly pointed out the limits of executive power. That is one of the factors that made Noble Resources International Pte Limited v Minister of Power and Renewable Energy et al, a landmark case in its own right. Nallaratnam Singarasa v The Attorney General was an earlier case which dealt with similar issues. The question that arises here is, instead of asking the government to pass the necessary laws to give legal effect to the Optional Protocol of the ICCPR why is the BASL trying to get the Supreme Court circumvent the legislative power of parliament while at the same time undermining its own authority by overturning the judgment given in the Singarasa case? This is not merely an appeal to the Supreme Court in a criminal case. Singarasa initiated this particular case in the Supreme Court on 16 August 2005 and asked for a revision of the earlier decision of the court regarding his case entirely on the basis of the findings of the Human Rights Committee in Geneva and it is not possible to overturn the judgment in Nallaratnam Singarasa v the Attorney General delivered on 15 September 2006 without very serious and far reaching constitutional implications.

The issue here is not about Singarasa as an individual. If anybody feels that he has been denied a fair trial because he was charged under the provisions of the PTA, they can always ask the President to give the person concerned a pardon. Given the kind of former LTTE functionaries who have been released, it would make no difference if Singarasa himself was given a full pardon and let out of jail. The reason why the President has been given sweeping powers to pardon just about anybody regardless of the crimes he may have committed is to be able to fine tune the relationship between the criminal justice system and wider society. However, we don’t hear anybody talking about Singarasa as an individual. Everybody seems to be interested only in the constitutional implications of the Singarasa case. That is precisely what worries us as well.

Message for C V Wigneswaran from Sinhala Youth

C V Wigneswaran Chief Minister of Northern Provincial Council, one of 9 provincial councils in Sri Lanka has written ‘My Request to Sinhala Youth’. It is a pity he never chose to write anything to the Tamil youth who were taking up arms to kill innocent civilians or the LTTE who were training Tamil children to become child combatants instead of studying to educate themselves to become somebody’s in life just as how C V Wigneswaran studied at a Sinhala school, lived all his life in Colombo, went on to become a judge in the Supreme Court.

The message from the Sinhala youth to Chief Justice Wigneswaran

  • Please admit that it was the political issues and activities of the Tamil vellala high caste political leaders together with the LTTE who made life precarious for the people of the North and no other.
  • Please admit that the Tamil youth did not revolt, they were taken secretly to India under the Indira Gandhi government and trained in numerous camps in Tamil Nadu. These are detailed in the Jain Commission report. Therefore any ‘revolt’ came only after training and when these armed militants were sent back to Sri Lanka by India.
  • The Tamil Mayor of Jaffna Alfred Duraiappah was killed in 1975 the same year Prabakaran changed his militant group’s name from New Tamil Tigers (formed in 1972) to LTTE (1975). When LTTE leader did not even study beyond grade 8 is it the fault of the Sinhalese? When Prabakaran did not do a job his entire life is it the fault of the Sinhalese?
  • The rest of the world believing the lies of the separatists need to remember that separatism started in 1949 with the forming of ITAK by Chelvanayagam (translate its tamil meaning and it is separate state – the English name Federal Party was just to hoodwink the people), where was the discrimination in 1949 barely months after independence? The first victim of LTTE was a Tamil mayor, the 2nd victim of LTTE were Tamil policemen on duty…so how can the Chief Minister refer to discriminations! These are all nothing but lies spun over the years and believed by naïve people and manipulated by people for their own agendas.
  • LTTE and Tamil separatism arose not because of Sinhalese but because of their own inclinations and aspirations. The Sinhalese became an easy political scapegoat. If the Tamils are angered by riots were these riots not instigated by the UNP governments? Why do the Tamils continuously vote for the UNP yet complain about the riots?
  • It is the country that has one identity combining the history and heritage of those who toiled to build the country. No provincial or district identity can become the country’s identity and come above that of the country’s identity. It is the island-nations identity that has to be incorporated into the Constitution not one province only.
  • The whole reconciliation game is a hoax and a means to fool people into abdicating their history and heritage in the false premise that they are bridging bridges. Sri Lanka’s Army fought against terrorists and terrorism not against Tamils. No country reconciles with terrorists without punishing them for destroying people and property. Sections of the Tamil political leadership cannot ride on the reconciliation bogey by trying to steal power upon themselves to fulfil their insidious agendas.
  • We would like to ask why the Tamil politicians objected to the 1957 Social Disabilities Act and even went to the extent of writing to the Colonial British office to plead with them to stop the act. This Act gave to Tamil low caste and poor youth the opportunity to attend school and study. The Tamil leaders today bragging about ‘our community’ and ‘our rights’ have conveniently forgotten that they objected to their own people studying and attending school and when these poor children were admitted to schools they high caste/class children and teachers forced them to sit on the floor and study. Please don’t preach forgetting facts!
  • We are also well aware that the whole ‘military control’ is just another Tamil propaganda stunt taking people on a guilt trip and projecting as if the military are evil and wicked people. When Justice Wigneswaran did not raise a single word to the LTTE in fear of their dear lives, it was the Sinhala soldiers who saved close to 300,000 Tamils from being shot at by the LTTE when fleeing. We have enough of the lies, distortions and fabrications by groups who are now netting themselves in their own lies because one lie leads to another bigger lie to conceal the first. C V Wigneswaran your 70 plus years life was spent mostly in Colombo amongst the Sinhalese and after living just 4 years in the North you have hardly any right to make any comments! Did you raise one objection with Prabakaran when he was forcibly taking Tamil adults and children? You did not, and if you did not you can hardly talk now! The Sinhalese people opposed the JVP when they went on a killing spree and so they have every right to have their say…. The Tamil leaders did nothing against the LTTE and the TNA manifestos have openly advocated LTTE militancy (refer 2004 and 2010 TNA manifestos)
  • There is no such ‘traditional homelands of the Tamil people’ – there is nothing to even prove with historical evidence that the Tamil race evolved in Sri Lanka, Upto 1911 all Tamils were referred to as Malabar Tamils by the colonials. Every aspect of Tamils – language, religion, behaviors etc are all rooted to Tamil Nadu.
  • The standardization is another battering ram used often to fool gullible people. This system enabled people from rural areas to gain admission to university for higher education. Prior to that the high caste Tamils were privy to the best of missionary education, jobs and well secured life. This ended with the standardization which allowed poor Tamil people to gain admission as well. What is wrong with that? Without admitting this the propagandists went on a guilt trip and the authorities are faulted for not correcting the story with statistics and facts. C V Wigneswaran says that youth took up arms because of standardization in 1974 but why kill Alfred Duraiappah in 1975? Does it mean that anyone going against Tamil leaders have to get killed?
  • Good question by C V Wigneswaran ‘how could the unfortunate parents who had lost their dear ones accept them as incidents of the past’please explain to the parents of every man, woman, child the LTTE killed since 1980s… this includes the many unarmed soldiers and others killed by LTTE and 5000 missing soldiers whom their brothers, sisters, mothers, fathers, children mourn every day….the CM and the TNA are dutibound to explain given that they supported the LTTE and were part of the LTTE. What is the relief to these innocent people that the LTTE used by killing them to instil fear to the country and the world? Yes ‘those who have lost their loved ones have a right to expect justice and fair play’ – the people who were killed by LTTE must deserve justice before those who killed LTTE terrorists can be brought to any trial. And certainly ‘these are questions that loom large among’ ALL PEOPLE who are not supporters of LTTE or separatism.
  • We have some questions about treatment of the people of the South … why are you and TNA calling for the destruction of all Buddhist temples in the North, why are you forbidding Tamils to marry Sinhalese when your own sons are married to Sinhalese politically connected people too?   • All these calls for independence are coming Tamil politicians who had been living in the South amongst the Sinhalese and parachuted to the North like CV Wigneswaran and other Tamils living overseas holding foreign passports and coming to Sri Lanka only on holidays. We do not hear anything from the Tamil ordinary people calling for independence. What we cannot understand is how for over 70 years C V Wigneswaran lived without speaking a word on self-determination and no sooner he goes to live in North in 2012 all that he vomits is self-determination and homelands!
  • The reference to ‘united’ are oft used in confederacy which is a step towards separatism. The US gave up confederacy because it was too vulnerable to hold a country together. We should not make the same mistake.
  • In reference to foreign leaders coming and TNA sharing their dreams with them… we can say that we know the drill pretty well. That was how Kosovo and South Sudan were created and then the same leaders dumped the newly independent countries and now they are worse off and their dreams have turned into nightmares.   • The reference to South Africa Truth and Reconciliation Commission is good – what has it achieved, have the blacks got back their lands from the white occupiers. South Africa cannot be compared to Sri Lanka, South Africas case was one of apartheid where the people of South Africa were discriminated by foreigners who took over their lands and natural resources. Sri Lankas case was a non-international armed conflict with LTTE using terrorism. All the communities were targets and TNA at that time were dead scared to utter a word against the LTTE for fear of ending up like Amirthalingam and a host of other Tamil leaders.
  • If youth are the backbone of our country, why did the Tamil leaders including Justice Wigneswaran keep silent while LTTE were denying the fundamental rights of children and even their parents, kidnapping them and turning them into killers, handing them not books but cyanide capsules and ordering them to commit suicide if caught. Why did Wigneswaran and Tamil leaders as well as the Tamil Diaspora now quoting human rights books not tell LTTE to leave their children alone, these children never enjoyed their youth or their teenage? The only sports they did were digging underground bunkers, marshalling their way through dirty and muddy waters to escape their enemy, staying up guarding their leaders who were sleeping while they were getting bitten by mosquitos,
  • Was it not the Sri Lanka Army who rehabilitated these cadres and allowed them to study and pursue their goals – some of these child soldiers are today film stars and some are singers and having their own business ventures. All these facilitates were not given by LTTE, TNA, the UN or foreign governments or even Tamil Diaspora but the Sri Lankan Government and the Sri Lankan Army.
  • Why is the Chief Minister silent on IPKF war crimes – did the LTTE not say that 3000 Tamil women were raped by the IPKF who were garlanded by the Tamils as being their savior? Did these Indian soldiers not end up killing innocent Tamils and LTTE had to turn their guns on them when Prabakaran himself realized the foolishness of getting Indian involved and his anger was such that Prabakaran forgot the gratitude for Indira Gandhi for training him and others and assassinated her son Rajiv Gandhi in India and even the Indian intelligence failed to foil the plot! This too after Rajiv Gandhi had gifted his own bullet proof vest to Prabakaran – we can well understand why Tamil leaders like Sambanthan and even Wigneswaran would have lived in fear! They are lions now but when LTTE and Prabakaran were alive they were silent as mice!
  • Good that you have mentioned drugs and alcoholism – who are bringing drugs, where are they coming from – are these not coming from India and does LTTE not continue to have an illicit narcotic network running globally.

Chief Minister, the Sinhala youth do not need preaching’s from you unless you are willing to admit and place facts out into the open. Why do you know address Tamil Nadu leaders and complain to them about poaching on Sri Lanka’s waters and stealing profits that should come to Sri Lanka? Why don’t you demand Indian fishermen stop stealing the livelihoods of the Sri Lankan Tamil populace, why don’t you say a word against the Tamil Nadu fishermen who are destroying the marine bed of the coast belonging to Sri Lanka? You cannot be selective in your preachings! We view these Tamil Nadu incursions no different to the 17 times South India invaded our island nation and destroyed the many Buddhist temples and historical artefacts and killed many Sinhalese as well. Where is the accountability for these deaths and destructions? The ICC ruling has created cultural genocide as a war crime and all the destructions of ancient Buddhist sites by either LTTE or TNA will constitute a war crime. The late Cyril Mathew has documented these destructions well and has submitted to UNESCO in 1983.

The Sinhala Youth of Sri Lanka wish to tell the Tamil Youth to be aware of the enemies within them – the Tamil leaders who lived in the South, educated their children overseas, married their children overseas and happily stood silent while LTTE kidnapped children from remote villages where poor and low caste Tamils lived. Where are the children of Sambanthan and other bigwigs – all are living overseas! Let us also remind the Chief Minister that when the UN govt unleashed their thugs in 1983 it was the Sinhalese people who saved their Tamil friends and neighbors and this is why the Sinhalese will never accept any guilt trip to feel sorry for 1983 – the Sinhalese had nothing to do with the attacks and therefore should not be apologizing. The people who stole from Tamil homes included thugs and thieves from all communities who were happily removing items from households.

The Tamil leaders are eternally putting the reconciliation card and is asking what Sinhalese have given, we would like to in turn ask what has Tamils given to nation building prior to colonial rule and even after independence other than eternally moaning about what they have not been given.

The youth certainly have a role to play. Tamil youth must now identify the bogus politicians and other Tamil leaders living in Sri Lanka and abroad and completely shun them. Some of them need to now retire and allow the youth to take over – they have done enough damage to the country and people. The same applies to the Sinhala youth – they too must identify the bogus politicians and other Sinhala leaders who are continuing to fool the masses and completely shun them. Voters must cease voting them into power to fool the people once more.

There are smart and young leaders with vision. They must inspire others by coming forward. The system where money rules who leads and who comes to power must stop. Only people who has money to throw and buy over voters end up in Parliament. This is not a healthy democracy.  Elsewhere the same trend prevails and that is why all nations of the world are in peril. None of the leaders elected are listening to the people are leading in the interests of the people except to ensure they remain in power and after them their children are propped into power. We must end this system. We are not getting anywhere with such a system. Youth of the North and South should refuse to be misled once again by the same set of evil politicians who are manipulating media and propaganda just so that they can sit and enjoy power for eternity.

We need more youth to tell all politicians are Emperor’s in clothes.

Mahinda in Malaysia

A group of Tamils initially identified as members of the so-called Tamil Diaspora in Malaysia held rowdy protests against former Sri Lankan president Mahinda Rajapaksa who was visiting Malaysia to attend the 9th General Assembly of the International Conference of Asian Political Parties (ICAPP) held at the Putra World Centre in capital Kuala Lumpur from September 1 to 4, 2016. It has now been found that the protesters were mostly Eelamist Indian Tamils. But there were some Sri Lankan Tamils as well. (The anti-Sri Lanka Tamil diaspora does not comprise voluntarily dispersed Sri Lankan Tamils alone; their ranks are surreptitiously augmented by Tamil economic refugees from other countries. Sri Lanka has no way to counter this circumstantial anomaly.)

Mahinda Rajapaksa addressed the ICAPP assembly as its past president (Some Malaysian and Sri Lankan media tried to underplay his role as well as his high profile image as the war winning former Sri Lankan president). On his return he told reporters that he cancelled only one scheduled visit at a temple on his itinerary because he didn’t want to put the chief monk of that temple in trouble as he (the monk) had been warned by some Tamil persons of serious consequences if he allowed Rajapaksa to enter that temple. This must be the temple known as the Sri Lanka Buddhist Temple at Sentul in Kuala Lumpur. The Tamil intruders assaulted Ven. Saranankara Thera, the head monk of the temple and some novice monks, allegedly as a warning to monks in other Buddhist places of worship that the former Sri Lankan president was to visit. As far as we know, Malaysia, unlike present day Sri Lanka, is a democratic country run by a government that is not subservient to unreasonable pressure from minorities or to Western dictates. But these unruly individuals were violating the democratic right of Malaysian Buddhists of Sri Lankan origin of meeting and greeting former president Rajapaksa who is himself known to be a devout Buddhist. (Buddhists form 20% of that country’s Muslim majority population, whereas Hindus only about 6%.)   In another place, protesters were shouting  slogans calling on the Malaysian authorities to expel ‘war criminal’ Rajapaksa immediately, and others holding placards demanding ‘killer’ Rajapaksa to be hanged. Then, after many insulting rituals such as slapping his picture with slippers, and trampling on his picture underfoot, he was burnt in effigy. It was very painful to see the most popular, and the single most acceptable,  Sri Lankan national leader alive today, conspiratorially ousted from power in January 2015,  who has not done anything wrong other than rescue all Sri Lankans from the scourge of thirty long years of mindless terrorism insulted in that manner by  a few rootless ruffians.

The worst outrage in this rash of riotous displays of hatred on foreign soil against Mahinda Rajapaksa was committed when the Sri Lankan High Commissioner in Malaysia, Ibrahim Anwar, was mercilessly assaulted; he was kicked and punched for no reason by a gang of five or six cowardly attackers. It has been reported that even the Second Secretary, a female, (Mrs) L.R. Sandanayake, was similarly physically attacked. They had just escorted to the Kuala Lumpur airport some Sri Lankan MPs including Minister Daya Gamage and Deputy Minister Mrs Gamage, his wife, of the ruling UNP, and former minister Dinesh Gunawardane of the UPFA, a prominent member of the Joint Opposition, leaving Malaysia for Sri Lanka after the conclusion of the ICAPP meeting.

A High Commissioner (in  the Commonwealth organization consisting of countries of the former British empire like Malaysia and Sri Lanka) ranks the same as an ambassador. An ambassador is the highest diplomatic official appointed by one sovereign state to be its resident representative in another sovereign state. Sri Lankan High Commissioner in Malaysia, Ibrahim Anwar, is not an ordinary Sri Lankan visiting or working and residing there. He is entitled to all the honour and recognition that is due to the representative of the Sri Lankan head of state the president within Malaysia to which he has been accredited. By attacking HC Ibrahim Anwar the Tamil terror sympathizers have knowingly created a potential threat to diplomatic relations between the two countries. The long standing mutual trust and friendship between them is a different matter. The Sri Lankan government has already asked HC Anwar to come back to Colombo apparently in protest against the incident, as reported in Lankan papers today (September 7, 2016); he is secure in his job, a foreign ministry source was quoted as saying; he has only been called back until the Malaysian authorities finish investigating the matter. Obviously, the assault on the diplomat will have international implications involving not only Sri Lanka, but India as well, besides Malaysia’s own internal security (vis-à-vis suspected international terror sympathizers  active against a friendly neighbouring country while enjoying economic refugee status among Malaysians).

The Sri Lankan government’s response has been strangely low-key  because the incident centred on the former president’s visit in Malaysia; it has been a rather sheepish protest for fear that it might be risking an arousal of Tamil diaspora misgivings about its vaunted reconciliation process (My foot!). A certain deputy minister has suggested that Mahinda himself had engineered these demonstrations and attacks against him! That is his way of insulting the real national leader Sri Lanka now needs whom he is not even worthy of speaking about.

The fact that Indian Tamil Eelamists are mainly involved in the protests suggests that once virtual separation is achieved in the form of a federal state in the north and east of Sri Lanka, its annexation to Tamil Nadu, the original homeland of the Tamils, will be the next stage; Tamil separatism will first destroy the unitary status of Sri Lanka, and then begin to plague India. India which is now opportunistically conspiring with the so-called international community (the West) to destabilize Sri Lanka will eventually find that chickens come home to roost. India knows this, but does not seem to be so concerned, because it is confident that the powerful centre can easily deal with it. The present Indian attitude to the problem appears to be: ‘Let us cross that bridge when we come to it. Meanwhile, in collaboration with the West, we will (virtually, for the time being)separate the north and east provinces from the rest of Sri Lanka through fake constitutional reforms, and allow the new unit to assume statehood as a federal state to satisfy the Eelam objective that Prabhakaran fought for and that the TNA is committed to. But that new ‘autonomous state’, whether it is called Eelam or something else, will be a part of Tamil Nadu for ever, or it will be made the 30th state of the Republic of India. Then the mineral oil resources being discovered in the region will be ours. The fish in the sea north of Sri Lanka will be ours too, without Tamil Nadu Tamils having to steal it from their Sri Lankans co-ethnics (as they are doing now) ’.

But, in the event of their current goal of a federal solution being realized, the Lankan Eelamists are not likely to agree to such a finale willingly. With their co-ethnics across the Palk Strait they will lead the struggle for the greater Tamil state of their dreams, which will be a permanent pain in the neck for India. Prabhakaran did not dream of being under Indian hegemony in that way after the ‘liberation’ he wanted to achieve. That is why he rejected the 1987 Indian intervention in Sri Lanka, and fought the IPKF, and slaughtered some 1500 Indian jawans.  India’s current policy is to try to offer the small unitary state of Sri Lanka (one fiftieth of its size in area)to the lurking Tamil separatist demon astride the Palk Strait as a sop to Cerberus.

India will not create another Prabhakaran under the current circumstances as it did the one that died in Nandikadal in 2009. It didn’t mind the elimination of Prabhakaran then because he was not the sort of puppet it wanted him to be. Had there been no independent minded leader like Mahinda Rajapaksa, Prabhakaran would still be alivetoday and our agony would have continued. By balking the West’s wish to keep the terror leader alive and his ability to create trouble intact for its own purposes in the region, Rajapaksa earned their wrath, and is now paying the price. UN chief Ban Ki Moon’s baseless disgraceful  remark comparing the Vanni war to the genocidal conflicts in Rwanda and Bosnia in the mid-90s is a cynical lie nonchalantly uttered to add cogency to the necessity of Sri Lanka implementing the Geneva resolution. This is in pursuance of big power geopolitical ends in the region. Geography is destiny for Sri Lanka in a very negative sense.

A strong national leadership that is acceptable to all Sri Lankans across the country, like the one provided by president Rajapaksa, is urgently needed to save the unitary status of Sri Lanka. Who else is there to do that at the moment except Mahinda himself?

How the Glyphosate ban will trigger political violence in the hill country.

It is well known that ecosystems and societies are complex systems that do not permit careless tinkering. Social revolutions led by visionaries – usually with tunnel vision narrowed down by some ideology- have almost always ended in reigns of terror or long-lasting social chaos. However, when the government, goaded by eco-extremists and fanned by the fear of an epidemic of kidney disease in the Rajarata announced the ban on a popular herbicide, it did not think of this except as a “move towards a toxin-free nation”. Never mind the fact that the nation is awash in a sea of diesel fumes, mounds of rotting garbage,  pits of pollutants and noxious plastics. The traditionalists, tied down by their tunnel vision, dazzled by ancient dreams of being the “granary of the orient”, hold that traditional farming with home-grown compost, manual weeding and traditional agriculture can sustain the nation without the need for mineral fertilizers and modern herbicides to rid weeds.

Just recently (9. Sept. 2016), a number of scientists, doctors and academics submitted an appeal to the president in the following terms *: “We the undersigned bring to the kind attention of His Excellency the President and the government of Sri Lanka the need to consider, as a matter of highest priority, lifting the ban on the weed killer Glyphosate, in order to save Sri Lanka’s agricultural sector from an unprecedented decline, at least until such time that an alternative, equally safe and cost–effective weed control method is made available.” [* The present author is a signatory to the document.]

The agricultural sector consists of the tea, rubber, coconut, paddy as well as the vital vegetable  and horticultural crops (e.g., cut flowers). Most of these depend crucially on Glyphosate as a weedicide since the manual labour needed is unavailable, and even if available, the added labour force will over-whelm the financial, housing and infrastructure resources available to the land.  Consequently, plantations are forced to close down and release their existing labour force and swell the ranks of the unemployed.

While this will affect all types of farming everywhere, let us simply examine the hill country where tea and vegetables are the main crops. These heavily depend on large inputs of mineral fertilizers and correspondingly large quantities of herbicide. Thus we can expect a rapid decline in production and closure of plantations due to unprofitability in the hill country, and indeed in other plantation areas as well. This deadly BOLO PUNCH on the hill-country plantation sector is just one of a series of debilitating attacks on it. The first of them was land-reform and nationalization that brought many extremely well-run profitable plantations under a government corporation. That nationalization hardly had time to prove or disprove itself when it was de-nationalized and plantations were handed over in 1992 to political buddies who ran Regional Plantation Companies (RPCs). An estimated 0.8 million workers were employed in RPCs as well as in smaller private holdings, vegetable farming etc. All these actions were driven by political ideology (“political science” !) and not agricultural science or principles of good business! The new owners of RPCs quickly began to resell or mortgage even the door knobs, and take assets away, if possible out of the island. Meanwhile, more recently, self-styled “eco-activists”, NGOs led by the concerns of Californians about a few parts of Glyphosate in a billion parts of water, and the “psychic visions” of a Kelaniya lady successfully used public fear to ban glyphosate.

The ban on glyphosate has not been gradual, but abrupt and unplanned. It is like the effect on an economy of banning gasoline  (petrol)  overnight. The over a million employed in the hill country in the tea sector, vegetable farming sector, in their transportation, distribution and retail will rapidly see their employment vanish within an year or two. Many of these workers are young Tamils who have so far remained at arms length from the Tamil militancy that morphed into LTTE terrorism in the North. Although the LTTE was vanquished in 2009, the problems of the Tamil youth have languished unresolved. LTTE recruitment was strongest in the Roman Catholic Tamil villages where family planning in any form was unacceptable, with bulging youth populations with no gainful employment. While the current youth unemployment levels in the Vanni and in the Jaffna peninsula are an order of magnitude higher than in the Western province, the Glyphosate ban and the consequent closure of the plantation sector will push unemployment in the hill country to unprecedented levels well beyond those in the Vanni. There is thus the necessary and sufficient conditions for the rise of violent political movements in the Hill country, and these are very likely to take a sharply ethnic character.

The situation in the low country will also become worse with the decline in the coconut, rubber and paddy sectors faced with rapid weed growth, parallel growth of rodents, snakes, mosquitoes and other pests characteristic of unmanaged tropical ecosystems. Such new and unregulated ecosystems take decades to self-regulate  and become healthy.

Meanwhile, the rising youth unemployment will add to the increasing militancy of the students in universities and schools. Today, the government is approaching the status of a failed state, with many of its bills, and even the budget, being mere pieces of irregular legislation. The parliament itself no longer functions smoothly. The administrative system cracks under the strain of the times, and impending social chaos is the only certain prediction. The big powers interested in Sri Lanka sitting on the silk route will certainly welcome such a weakened country that will be malleable to their whims.

When can we expect the next youth uprising? It takes about 15-20 years for a new group of young people to grow up and become militant. Thus the 1971 JVP uprising was followed by 1989, while the 1957 Tamil Sathyagraha militancy fanned by Sinhala-only agitation was followed by the 1977 rise of armed Tamil youth groups. The Eelam-war provided a killing machine that engaged the youth of both ethnicities. Now, after 2009, and hastened by the collapse of farming employment due to the Glyphosate ban, we can expect the next youth uprisings by 2020-2024, i.e., within the span of this government.

Hopefully, the government and also the opposition will understand that they have to leave their personal political agendas aside and review the nation’s problems within a scientific, evidence-based and humane perspective if much misery and bloodshed are to be avoided in the near future.

US response to 9/11 caused chaos & hurt France – Hollande

acebook post commemorating the victims of the 9/11 attacks, Hollande criticized the way the administration of then President George W. Bush responded to the tragedy.

“The response that the American administration gave to these attacks… far from eradicating the threat, expanded it over a wider area. Namely to Iraq,” the French leader wrote, as quoted by AFP.

“And even though France, through [ex-President] Jacques Chirac, rightly refused to join the intervention [in Iraq] which it condemned, it has nonetheless been a victim of the consequences of the chaos it caused.”

The French president added that Islamists are targeting democracy, freedom, tolerance and culture, but that those values would ultimately triumph.

On September 11, 2001, terrorist group Al-Qaeda organized the hijacking of four planes, resulting in the biggest attack on America in modern history. Washington’s immediate response was to attack Taliban-controlled Afghanistan, which harbored the terrorist organization’s leader, Osama bin Laden.

Two years later the US invaded Iraq, with the allegations that Saddam Hussein’s government had links to Al-Qaeda being among the key arguments for the move. No such links were found after the country was occupied.

Islamic State (IS, formerly ISIS/ISIL) – the most notorious modern terrorist organization and the perpetrator of a number of high-profile terrorist attacks on Western countries – rose to power in Iraq, which descended into sectarian violence after the US installed a new government.

France has seen the heaviest toll in civilian lives among Western countries targeted by IS.

In his post, Hollande said each such attack was like a re-enactment of 9/11, with its consequences of “buried lives, broken destinies and grieving families.”

One of the largest losses of life took place in November 2015 in and outside Paris, when terrorist attacks claimed the lives of 137 people and injured 368 others. Claimed by Islamic State, the attacks targeted the Stade de France stadium in Saint-Denis and various locations across the capital, including the Bataclan Theater where hostages were taken. The attack was the worst in France since World War II and the deadliest in the EU since the 2004 Madrid train bombings, when 192 people were killed.

යහපාලනයක් කියා ආන්ඩුවක් හදාගෙන මේ හැත්තක් ලංකාවට කරන විනාශය නතර කරන්න සිංහලයන් දැන්වත් අවදිවිය යුතුයි.  මම දන්නවා සිංහල ඉස්කෝල ගුරුවරුන්  රුපියල් දහදාහකින් පඩි වැඩිකරනවා කියල ඇතිවුණු තන්හාවට සතාට කතිරෙගහන්න කියා කියා උන් උන් අතර කතා කරගත්තා. ඒ වගේ  කරලා දිනවපු ආණ්ඩුව අද කොහාටද අපේ රට ගෙනියන්නේ. රටේ දියුනුවටකියල බෝක්කුවක්වත් හදලානැති  යහපාලනය කරන එකමදේ රාජපක්ෂලා පොලිසියට ගෙනියන එකයි තවත් අය බ්‍රය්බරි කොමිසමට ගෙනයනැ එකයි .

මේකද මුන්ගේ යහපාලනය. රනිල් වික්රමසින්හ කියනවා ලෝකේ දියුනුරටවල් එක්ක ලංකාව යාලුයිලු. එහෙනම් මොකද ලංකාවට විරුද්ධව ජිනීවා  යෝජනාව අහක්කරගෙන නැත්තේ.  දියු නුවෙට්චි රටවල් යහළුකරගන්න මේ හැත්ත කරන්නේ උන්කියන හැමදේටම  හා කියන එක නේද ?.

ඊයේ පෙරේද බැන්කිමූන්  එක්සත්ජාතීන්ගේ මහලේකම් ඇවිත් ගියා.   ඒකට යුඇන්පී කාරයින්ගේ සතුට ඉහවහ ගිහිල්ලා. ඊටත් වඩා සතුටින් ඉන්නේ  මහින්ද සමරසින්හ. මොකක් හරි තනතුරක් බලා පොරොත්තුවෙන් එයා තමා සිරිසෙනට දැන් වැඩියක්ම පන්දන් අල්ලන්නේ.හැමෝටම ඇහෙන්න බැන්කිමූන්  කිව්ව රුවන්ඩාවෙ  හා සර්බියාවේ  මනුස්සගාතන සිදු උනා ඒවා නතර කිරීමට  එක්සත්ජාතින්ට මැදිහැත්වීමට බැරි උනා  ලංකාවෙත් සිදුවීතිබෙන එවැනි  මනුස්සගාතන නවත්තා ගන්න පුළුවන්කම  තිබුණා  නමුත්  එක්සත්ජාතින්ට නැවතත් රුවන්ඩාව සර්බියාව මෙන්ම ලංකවෙදීත්  මැදිහැත්වීමට බැරි උනා කියලා. ලංකාව මෙවැනි ම්ලේච්ච රටක් වශයෙන් ලෝකයට පෙන්වාදෙන උත්සාහයක යෙදුනු බැන්කිමූන්ට් ආවඩන මේ යහපාලන හැත්ත අපේ රට කුමන තැනකටද  ඇද දමන්න හදන්නේ ?

සිංහලයිනි මෙවැනි රට අගාදියට ඇදදමන යහපාලන ආණ්ඩුවකට තවත් මේ රට කරවන්නට ඉඩදී නොහඩව සිටිය හැකිද ?       

නමුත් මහින්ද සමරසින්හ කියනවා එහෙම  දෙයක් බැන්කිමූන්  කීවේ නැ වෙලාතියෙන්නේ වැරදි තෙරුම් ගැනීමක් කියල. හර්ශ දසිල්වා ත් කියන්නේ බැන්කිමූන් ලංකාවට වරදක්වන දෙයක් කීවෙනෑ නමුත් ඔහු ලංකාවට ලෝකයෙ ප්‍රසන්ෂාව දිනාගන්න හැකිවිධියේ කතාවක් කලයි කියල. ඒ එක්කම කරුණාරත්න පරණවිතාරනත් කියනවා  බන්කිමූන් එහෙමදෙයක් කීවේ නැකියල. එක්කෝ මුන්ට් ඉංග්‍රීසි තේරෙන්නේ නැ  නැත්නම් අමුබීවා වගේ බන්කිමූන් ගොත ගහගහ කීව කථාවට වශී වෙලා ඉන්න ඇති.

මේ යහපාලන හැත්තට වෙලාතියෙන්නේ උන්ගේ බටහිරින් එන හැම එකාටම ගැති මානසික තත්වයේ වෙනසක් වෙලා නැති එකයි. බැන්කිමූන්ට ලංකාවෙන් තේ  එකක්වත් දෙන්න සුදුසු මිනිහෙක්නොවෙයි. මේ මිනිහා  කලින් එක්සත් ජාතීන්ගේ මහකොමසාරිස් දෙමළ ත්‍රස්ත වාදින්කෙරෙහි මහා අනුකම්පාවෙන් යුතුව කටයුතුකල නවි පිල්ලේ ගේ හිතවතෙක් දරුස්මාන් කොමිසමේ  එක සමාජිකාවක්වූ  යස්මින් සුකා නවි පිල්ලේ සමග  දකුණු අප්‍රිකාවේ එකම උසාවියේ වැඩකළ නඩුකාරවරු. ඔවුන් හොඳ  මිතුරියෝ.

මෙවුන් ප්‍රභාකරන් ත්‍රස්තවාදියාට නොහැකිවූ ලංකාව දෙකඩ කිරීමේ කාර්ය නිමකිරීමට බැදී සිටින දෙමළ  දයස්පොරාවට සම්බන්ධ  විදේශීය දෙමළුන්.  මේ දෙමළ ඩයස්පෝරාවේ ඕනෑ විධියටයි අමෙරිකාවත් යුරෝපීය රටවලුත් බන්කිමූන් ගේ එක්සත් ජාතික සංවිධානයත් කටයුතු කරන්නේ. මේක අමතකකරන්න එපා . කලින් ඇමෙරිකාව හා බටහිර රටවල් දෙමළ ඩයස්පෝරාව කියනහැටියට ලංකාව දෙකඩකර උතුරේ ඊලාම් රාජ්‍යයක්  සැදීමට සිරිසේන රනිල් චන්ද්‍රිකා සමරවීර උපයෝගිකරගන්න වායයි කීවාම බොරු බිල්ලොමවනවා කීවා. නමුත් දැන්වෙනදෙවල් හොඳට හිතාබැලුවොත් ඇත්ත පෙනේවි. තාමත් නොපෙනේනම් සිංහලයෝ තාම නින්දේ ?

යහපාලනය ගැත්තෝ ආණ්ඩුවක් හදාගෙන මොකද කරන්නේ ?

ඔවුන් කරන්න හදන්නේ ලංකාවේ දේශපාලන ප්‍රතිරූපය සම්පුර්නයෙන්ම වෙනස්කරන්න. ඒකට සමාන්තරව තමයි උතුරේ යුදකදවුරු අහක්කරලා ඉඩම් දෙමළ වැසියන්ට ආපහුදෙන්නේ. ඉන්දියාව සම්බන්ධකරගෙන එට්කා ගිවිසුම අත්සන්කර තමිල්නාදුවත් ලංකාවත් සම්බන්ධ කරන හනුමන් පාලම හදන්නේද මේ ලංකීක දේශපාලන ප්‍රතිරූපය වෙනස්කිරීමේ සැලස්මේ කොටසක් වශයෙනි.

ඔවුන් එයින් නවතින්නේ නැ. හදිසියේ කරන තවත් වැඩසටහනක් තියෙනවා ඒක තමා  අලුත් ව්‍යවස්තාවක් සෑදීම. ජයම්පතී වික්රමරත්න කියල නීතීඥ වරයෙක් ලවා එහි මුලික කටයුතු කරගෙන යනවා. ඔහු කියන  හැටියට බහුතරයක් ජනතාව සම්බන්ධ කරගේනලු ව්‍යවස්ථාව සස්කරන්නේ . නමුත් ලංකාවේ මිනිසුන්ගෙන් ඇහුවොත් කියයි කීදෙනෙක් ජයම්පතී වික්රමරත්න සමග  අලුත් ව්‍යවස්ථාවක් පිළිබඳව කථාකලාද  කියලා.

නමුත් ඇමෙරිකාවේ තානාපතිවරයා මෑතකදී කීවා ලංකාවේ අලුත් ව්‍යවස්ථාව ලියන්න අමෙරිකාවත් සම්බන්ධවෙනවා කියලා. උතුරේ මහා ඇමති විග්නේස්වරන් කියනවා දෙමලමිනුසුන්ගේ ඕනේ එපාකම් අඩංගු ෆෙඩරල් ක්‍රමයට බර ව්‍යවස්ථාවක් සකස්කලයුතුලු. ටිඑන්ඒ මන්ත්‍රී සුමන්දිරන් කියනවා දෙමළ ජාතිකයෝ රටේ දෙවන රටවැසිකොටසක් හැටියට සැළකීම නතරකර සිංහලයන්ට ව්‍යවස්තාවේ දීතිබෙන විශේෂ තැන නැතිකර හැමජාතිකොටසකටම සමතැනක් දිය යුතුනිසා දැන් ව්‍යවස්ථාවේ 9වෙනි වගන්තිය සම්පුර්ණයෙන්ම අස්කලයුතුලු. (දෙරන අලුත් පාර්ලිමෙන්තුවක් නම් 7.9. 16 වනදින වැඩසටහන බලන්න ).  

9වන වගන්තියේ තියෙන්නේ  බෞද්ධාගමට ප්‍රධානතැන දිය යුතු අතර බුද්ධසාසනය රැකබලා ගැනීම රජයේ යුතුකම විය යුතු අතර අනිත් ආගම්වලට 10 හා 14 වගන්තිවලින් දී තිබෙන අයිතිවාසිකම්ද සහතික කලයුතුබවයි.

බෞද්ධ සිංහලයිනි අවදිවව්. මේ මගඩි  යහපාලනය කොහේ යන්නේදැයි බලා සිටිව්. දැනටවත්  මේ යහපාලනය යන ගමන හරි නැති බව වැටහෙනවාද ?

ලංකාවේ දෙම්ළ සංහාරයක් සිදුඋනායයි කියන බන්කිමුන් තමා දරුස්මාන් රපොර්තුව සකස්කරවාගත්තේ . එතකොට බන්කිමූන් කීවේ දරුස්මාන් රපොර්තුව ඔහුගේ උවමනාවට පිලියෙලකරගත් පුද්ගලික වාර්තාවක් නිසා එය එක්සත්ජාතීන්ගේ නිල රපොර්තුවක් නොවන බවයි. නමුත් නවි පිල්ලේ එක්සත් ජාතීන්ගේ මානව අයිති පිලිබඳ කොමසාරිස් වශයෙන් පත්කළාට පසුව ඇය මෙ දරුස්මාන් රපොර්තුව ජිනීවාහී  මානවහිමිකම් කෞන්සිලයට ඉදිරිපත්කලා. ඊට පසුව එය එක්සත් ජාතීන්ගේ නිල වාර්තාවක්  වශයෙන් පිළිගෙන තියෙනවා.

මේ දරුස්මාන් වාර්තාවේ ලංකාව දෙකඩකර දෙමළ ඊලාමයක් සෑදීම සඳහා අවශ්‍ය අඩිතාලම තබන්න පුළුවන් කරුණු තිබෙනවා. බන්කිමුන්ගේ දෙමළසංහාර කතාවත් මෙයට සම්බන්ධයි.

මේ විදේශිකයන්ට  පුලුවන්නම් ලංකාවේ සිංහල මහජාතිය දෙමලජනතාවට විරුද්ධ බවත්  එක එක සිංහල රජයන් විසින් දෙමළ ජනතා සංහාරයන් කර තිබෙනබවත් පෙන්වන්න  (වීග්නෙස්වරං කියලා තියෙනවා 1948 ඉඳන් දෙමළ සංහාරයන් පැවතී බවක් ), උන්ට පුළුවන් ඒ නිසා දෙමළ ජනතාවට වෙනම රාජ්‍යයක් නැත්නම්  ඊලාමයක් දීම යුක්තිසහගතබව.

මේක ගොනිබිල්ලෙක් මැවීමක් නොවේ.  උනයින් පස්සේ නොවෙයි දැන් මොකක්ද කරන්නේ  කියල හිතන්ට තියෙන්නේ, නමුත් දැනුයි මේ වෙන්ටයන විනාශය ගැන හිතන්ට තියෙන්නේ.

දරුස්මාන් කමිටු වාර්තාව  කිසිසේත්ම නීතියෙන් පිලිගන්නපුලුවන් වාර්තාවක් නොවෙයි. කවරෙක් හෝ  මේ වාර්තාවට විරුද්ධව සුප්‍රීම් උසාවියට යා යුතුයයි මම හිතනවා. ඉන්දුනීසියාවේ මර්සුකි දරුස්මන් කොමිට්යේ නායකයා වශයෙන්ද දකුණු අප්‍රිකාවේ යස්මින් සුකා හා ඇමෙරිකානු ස්ටීවන් රැට්නර් කොමිටියේ සාමාජිකයන්වශයෙන්ද එක්සත් ජාතීන්ගේ සංවිධානයේ  කාර්යාල කාමරයක්තුල රැස්වී දරුස්මන් වාර්තාව සකස්කලා.

මොවුන් මේ වාර්තාව හදන්න ඉස්සෙල්ලා හෝ පස්සේ  ලංකාවට ආවේ නැ. ඉතින් කොහොමද ලංකාවට එතරම් විනාශකාරී  රපොර්තුවක් පිලියෙලකලේ.

මොවුන් පළමුව ලංකාවේ යුද්දකාලයේදී සිදුවූ  අක්‍රමිකතා මීනිස් ඝාතන පිලිබඳ තොරතුරුදන්නා අයට පැමිණ සාක්ෂී දෙන්න ආරාධනා කළා. නමුත් සාක්ෂී කරුවන් නොපැමිනිනිසා  පෝර්මයක්  සකස්කරැ අන්තර්ජාලයට දැම්මා පෝර්මය පිටපත්කරගෙන  තමන්  දන්නා තොරතුරු එහි ලියා දරුස්මාන්  කොමිටිය වෙත එවන්න කියා.  ඊටපසු තොරතුරු සඳහන් මේ පෝරම දහස්ගනනනින් ගලා එන්ට පටන්ගත්තා. මේ පෝර්ම සඳහන් තොරුතුරු  රැස්කරගෙනයි දරුස්මාන් වාර්තාව සකස්කළේ.

ඒ පෝරමවල  තොරතුරූ ලියා  අත්සන් කර තිබුනත්  එව්වා එව්වෙ කවුදැයි නිශ්චයවශයෙන් දැනගැනීමට පිළිවෙලක් තිබුනේ නැත. ලංකාවට අඩියක්වත් නොතැබූ දයස්පොරාවෙ දෙමළ ජාතිකයන් එක්කෙනා පෝර්ම ගණනාවක් එවන්න ඇති. ඒ කියන්නේ මේ දරුස්මාන් වාර්තාව පිලියෙලකර තිබෙන්නේ පොර්මවල ලියා තිබුණ බොරු තොර තෝරු එක්කාසුකරගෙන.

මේ තොරතුරුවල  අසත්‍ය භාවය  හන්ගවාගන්නට දරුස්මාන් වාර්තාව සඳහන් කරනවා  වාර්තාව සඳහා තොරතුර දුන් සාක්ෂිකරුවන්ගේ  නම් ගම්  අවුරුදු 20 ක් රහසිගතව තබාගන්නවා කියලා.  එතැනින්ම මේ වාර්තාවේ නීතියෙන් පිළිගත නොහැකි වාර්තාවක් බවට පත්වුවා. යම් කිසිකෙනෙක් තවත් කෙනෙකුට විරුද්ධ සාක්ෂියක් දුන්නොත් එම සාක්ෂියයෙ සත්‍ය අසත්‍ය සොයන්න සාක්ෂිකරුවාගෙන් හරස් ප්‍රශ්න ඇසීමක් කලයුතුයි. නැත්නම් එම සාක්ෂිය නීතියෙන් පිළිගන්නේ  නැ.

නමුත් මේ දරුස්මාන් වාර්තාවමයි එක්සත්ජාතීන්ගේ මානව අයිතීන් පිලිබඳ කොමසාරිස් සයිඩ් කුමාරයා ඔහුගේ වාර්තාවටත්  ඇතුලත්කලේ. මේ නීතියෙන් පිළිගත නොහැකි  වාර්තාව මයි  ඇමෙරිකාව ලංකාවට විරුද්ධ ජිනීවා යෝජනාව සකස්කිරීමට යොදාගත්තේ. 

ඒ යෝජනාවමයි  යහපාලනයේ විදේශීය කටයුතු පිලිබඳ අමාත්‍ය මංගල සමරවීර ජිනීවා  මානව හිමිකම් කෞන්සලයේදී ඇමෙරිකාවට මෙහෙමයෝජනාවක් ගෙනැ ඒම ගැන ලංකාව වෙනුවෙන් ඔහුගේ  ප්‍රෂන්ශාව කරුණාවෙන් පිළිගන්වමින් අපි මේ යෝජනාවට සම්පුර්ණයෙන් එකඟයි  ලන්කාවවෙනුවෙන් මමත් ලංකාවට විරුද්ධ මේ යෝජනාව ගෙන එනවා කියල ප්‍රකාශකලේ. මේ යෝජනාවට විරුද්ධව සිටි  චීනය හා රුසියාවත් පුදුමවෙලා යහපාලන ලංකාවෙන් ඈති උනා.

ඇමෙරිකාවට මේ යෝජනාව ගෙනෙන්න අවශ්‍ය උනේ  දරුස්මාන්වාර්තාවේ තියෙන ත්රුස්තවාදීන්ට විරුද්ධ යුද්ධයෙ අන්තිම භාගයේදී 40 000 ක් දෙමළ සිවිල් ජනතාව මැරුවායයි සඳහන් කරතිබීමයි. මේ තරම් විශාල දෙමළ ජනයා මළ බවට ඔප්පුකලහැකි වාර්තා නැත. ලංකා දෙමළ ගුරුවරුන්ගේ සංගමය  මරණ සංක්‍යාව  7472 වශයෙන්ද, එක්සත් ජාතීන්ගේ දේශීය කාන්ඩායම මරණ සංක්‍යාව  7721 වශයෙන්ද  ඇම්නස්ටි ඉන්ටනැෂනල් මරණ සංක්‍යාව 10000 වියහැකියි පවසද්දී දරුස්මාන්වාර්තාවේ මරණ සංක්‍යාව 40 000 ක් වන්නේ කොහොමද?

මෙම මරණ සංක්‍යාවෙ අවශ්‍යතාවයක් එක්සත් ජාතින්ටත්  ඇමෙරිකාව ඇතුළු බටහිර රටවලටත් දෙමළ දයස්පොරාවටත් තියෙනවා. මරණ සංක්‍යාව 25000 කට වැඩිනම්  එය මිනිස්ඝාතනයක් හැටියට සලකන්න පුළුවන්. මේක තමයි මොවුන් ගේ  ලංකාව දෙකඩකිරීමේ මර උගුලේ අවශ්‍යතම සාධකය.

දැන් මොවුන්  ශ්‍රී ලංකාව හෙමිහීට හෙමිහීට ගෙන යන්නේ යහපාලන හැත්ත අතකොලුවක්කරගෙන ලංකාව දෙකට බෙදන්නයි. ලගදිගෙනා අතුරුදහන් වූවන්ගේ  පනත ද  මේ කාර්ය ඉටුකරගැනීමේ තවත් පියවරකි.

මේ පනත පිළිබඳව මානව හිමිකම් පිළිබඳ නීතිවේදී සංවිධානයේ විධායක අධ්‍යක්‌ෂ
නීතිඥ කල්‍යානන්ද තිරාණගම මහතා මෙසේ පවසයි,

« මේ පනතෙ අඩංගු වගන්ති දෙස බලන විට මෙබඳු භයානක පනතක්‌ අපේ රටේ ඉතිහාසයේ මීට පෙර සම්මත වෙලා නෑ. අතුරුදන් වූවන්ගේ කාර්යාලයට ලබා දී ඇති බලතල දෙස පමණක්‌ බැලුවත් මෙයින් රටේ නීතියට හා ආරක්‌ෂාවට ඇතිකරන තර්ජනය වටහාගන්න පුළුවන්.

විදේශයක සිට සාක්‌ෂි දෙන පුද්ගලයකු මෙරටට නොගෙන්වා අන්තර්ජාලය ඔස්‌සේ වීඩියෝ දර්ශන මගින් දෙන සාක්‌ෂි භාරගැනීමටත් මේ කාර්යාලයට බලතල තිබෙනවා. මුහුණ වසාගෙන වුවත් සාක්‌ෂි දෙන්න පුළුවන්. අපේ රටේ නීතිය අනුව වගඋත්තරකරුවකු හමුදාවේ හෝ පොලිසියේ නිලධාරියෙකුට දුන් කටඋත්තරයක්‌ ඔහුට එරෙහි සාක්‌ෂියක්‌ ලෙස ඉදිරිපත් කරන්න බෑ. නමුත් මේ කාර්යාලයට අවශ්‍ය නම් චූදිතයෙක්‌ ඔවුන්ට දුන් කටඋත්තරයක්‌ එම චූදිතයාට එරෙහිව සාක්‌ෂියක්‌ ලෙස ඉදිරිපත් කිරීමේ බලතල ලබාදී තිබෙනවා. අපේ රටේ නීතිය අනුව ප්‍රවාද සාක්‌කි එනම් මට මේක අහවලා කිව්ව. ඔහුට කියල තියෙන්නෙ අහවලා ආදී වශයෙන් දෙන සාක්‌ෂි අපේ උසාවිය පිළිගන්නෙ නෑ. නමුත් මේ කාර්යාලයට ඒ බලතලත් දීල තියෙනව. ඇත්තවශයෙන්ම මේ කාර්යාලය පිහිටුවා තිබෙන්නේ නැති සාක්‌කි හදන්න. මේක සාක්‌කි නිෂ්පාදනාගාරයක්‌.

එපමණකුත් නෙමෙයි, අතුරුදන්වුණා යෑයි පැමිණිලි කළ කෙනෙක්‌ වෙනත් රටක සැඟවී සිට හෝ හමුවුණොත් දිගටම ඔහුට සැඟවී සිටීමට අවශ්‍ය නම් ඒ සඳහාත් පහසුකම් සපයන්න මේ කාර්යාලයට බලතල තිබෙනවා. මේ කාර්යාලය පිහිටෙව්වේ කාට දඬුවම් කරන්නද යන්න ඒ අනුව ඉතා පැහැදිලියි. »

Govt. in classical Catch 22 situation

“All of the problems we’re facing with debt are manmade problems. We created them. It’s called fantasy economics. Fantasy economics only works in a fantasy world. It doesn’t work in reality.”

This profound quote came from Michele Marie Bachmann (6 April 1956), an American Republican politician. She is a former member of the United States House of Representatives, who represented Minnesota’s 6th congressional district and she was a candidate for the Republican nomination in the 2012 US Presidential election…

Prime Minister Ranil Wickremesinghe, addressing the 70th Anniversary celebrations of the United National Party, of which he is also the Leader, at Campbell Park in Colombo on Saturday, said, inter-alia, that he and the government were to reduce the government debt by the year 2020.

All well and fine. If the government has such lofty ideals for the economy, all it has to do is to stick resolutely to its Financial Consolidation Plan which is envisaged from the time it was in the Opposition and when the development plans were strategized at that time.

The eventual target to reach that elusive goal is the reduction of the Budget Deficit to 3.5% of GDP which is also in consonance with the dictates of one of the two Bretton Woods Institutions, the International Monetary Fund. If these lofty plans are stuck to, the plan is to bring the budget deficit to 5.4% in 2016, 4.5% in 2017, etc which will also mean that the target will be 3.5% in 2020. The lesser the budget deficit is, this will also mean that there will be lesser need for borrowings, both locally and overseas.
This will also mean that the Revenue will also have to improve which has to be ahead of the 12% of GDP now. This will have to be raised to around 20% of GDP by 2020. Then the first step would have to mean that the tax revenue also has to increase.
The increase of export revenues will also mean that there will be less pressure on the Balance of Payments (BOP) and the Current Account deficits. It will also address the concerns in the Balance of Payments issues. Then the government will not have to borrow from the Current Account.

That is essentially and effectively what the Prime Minister is saying. He is saying that we have to reduce the budget deficit and increase revenue.

While lauding the Prime Minister for his noble economic ideals, it will only remain to see how it would be practically implemented. It also depends on what commitments that the government is having with so many Bond issues and what fate these have on the future.

One has to decide which is better. The economy and its growth have to improve. There are three options for the government. The first is to ensure that there is higher economic growth while the second is to reduce borrowings as a percentage of GDP which were hitherto for mega infrastructure projects which have yet to generate any form of returns and the third option is to repay all the loans.

Let us now compare the Sri Lankan economy and its taxation. According to the Central Bank Annual Report 2015, the debt to GDP ratio stands at 76%. However, few months back, the government claimed that the real debt to GDP ratio in the country exceeds 80% as the previous government had borrowed large sums of money through State-owned enterprises. The massive amounts of debt certainly reflect the crisis that the government has faced. What is more concerning is the increasing foreign debt and the increase of commercial borrowings. As per the Annual Report, domestic debt amounted to 44.3% of the GDP while foreign debt amounted to 31.7% of the GDP. The increase of foreign borrowings can cause serious economic issues, including a Balance of Payment crisis which the country faced early this year.

Sri Lanka, also, cannot raise loans at concessionary rates. It is now a middle income country and Multilateral and Bilateral institutions will also not have concessionary funding at the time it had only the status of a low income country.
However, contributing lavishly to the precarious situation is the foreign debt which is a legacy left behind by the previous regime from China, predominantly at prime Commercial rates which have not brought in any returns. That had made the situation from bad to worse.

These loans, despite being given as professional loans for Hambantota Port and Mattala Airport, have to be collected. We are eagerly awaiting your reminiscences. Ambitious plans are good but, these debt- driven funds would have benefitted of the money circulation locally. Now who is going to bell the cat? The government in its bid to pamper the voters, who brought them to power, lowered the fuel prices. Also the Rs 10,000 allowance which it promised, which has come a cropper.
There is also the need to increase the Direct Taxes but whom is the government targeting? The poor and the masses also have to pay for the settlement of the loans which have been taken at exorbitant interest rates and they are not even drawing the benefits. For instance, loans being paid for the expressways do not benefit the masses as they cannot even take a trishaw on those. So, there!

Conclusion

It is also a strange paradox, that this government is also adopting the practices of the previous regime. There has been a tender given to Indian company to repair the Northern railway line when the Railway Department had the capacity to do the same task at a lower cost which is the exact same thing that Rajapaksa regime did. Taking loans at a higher interest rate and awarding tenders to foreign companies will bring no good to the country.

There is also no proper plan to address the Balance of Payment issues.
The economic woes of the country are not something that this government has suddenly found out in a major discovery.
So, in order to have higher revenues, will the government stop or reduce subsidies such as Samurdhi, health and education?
At the moment the government has been caught in a catch 22 situation. The increase of revenue is not an option, but a must.

Given the conditions of the IMF, revenue increase alone may not be sufficient. The government will likely have to cut the expenditure. However, it is the job of the government not to hurt the common man in the process of implementing these reforms. Failing to protect the common man, will certainly not be an element of so-called social market economy which the government is boasting about.

2020 වන විට රට ණය බරින් නිදහස්‌ කරගැනීමට කටයුතු කරන බව අගමැති රනිල් වික්‍රමසිංහ මහතා ප්‍රකාශ කර සිටියේය.

අගමැතිවරයා මේ අදහස්‌ ප්‍රකාශ කළේ පෙරේදා (10 දා) බොරැල්ල කැම්බල් පිටියේ පැවැති එක්‌සත් ජාතික පක්‍ෂ 70 වැනි සංවත්සරය අමතමිනි.

රාජපක්‍ෂවරුන් ඇති කළ ණයබරින් රට නිදහස්‌ කරගත් විට අනාගත පරම්පරාවට රාජපක්‍ෂවරුන්ගේ ණය ගෙවීමට සිදුවන්නේ නැති බව අගමැතිවරයා ප්‍රකාශ කළේය.

රැකියා දසලක්‍ෂයේ ඉලක්‌කය සපුරා ගනිමින් රටේ මධ්‍යම පන්තිය ශක්‌තිමත් කිරීමට ද ආණ්‌ඩුව කටයුතු කරන බව ද හෙතෙම අවධාරණය කළේය.

එක්‌සත් ජාතික පක්‍ෂය හැම විටම දේශප්‍රේමී පක්‍ෂයක්‌ බවත් තමා කිසිදු අවස්‌ථාවක මැතිවරණ ජයග්‍රහණය වෙනුවෙන් එල්. ටී. ටී. ඊ. සංවිධානය සමඟ ගිවිසුම් ගසා නැති බවත් පැවසූ අගමැතිවරයා එල්. ටී. ටී. ඊ. ය සමඟ ගිවිසුම් ගසා ඡන්ද දිනනවාට වඩා පරාජය වීම සතුටට කාරණයක්‌ බවත් කියා සිsටියේය.

අද රටේ ජනතාව දේශප්‍රේමියා කවුද දේශෙද්‍රaහියා කවුදැයි හොඳින් දන්නා බවත් අගමැතිවරයා ප්‍රකාශ කළේය.


Stressing the importance of rescuing the country from the debt trap, Prime Minister Ranil Wickremesinghe yesterday expressed confidence that the government would overcome the obstacle “without leaving the challenge of resolving it to the future generations”.

Addressing the UNP Convention to celebrate its 70th anniversary in Colombo, he assured that “we will resolve it without leaving the burden to generations to come”.

 

“As a UNPer, I am proud of the immense good the party had done to the nation. But as a party, we may have taken wrong decisions as well. I apologize for all the wrong the UNP has done,” he said.

 

“This is not the time to talk about the past as the county should steadfastly move forward. It should forge ahead to fulfill the aspirations of the people and rescue the country from the debt trap,” the UNP leader stressed.
