April 24, 2016 “Information Clearing House” – On 19 April 2016, China was rolling out its new gold-backed yuan. Russia’s ruble has been fully supported by gold for the last couple of years. Nobody in the western media talks about it. Why would they? – A western reader may start wondering why he is constantly stressed by a US dollar based fiat monetary systems that is manipulated at will by a small elite of financial oligarchs for their benefit and to the detriment of the common people. 

In a recent Russia Insider article, Sergey Glaziev, one of Russia’s top economists and advisor to President Putin said about Russia’s currency, The ruble Is the most gold-backed currency in the world”. He went on explaining that the amount of rubles circulating is covered by about twice the amount of gold in Russia’s Treasury.

In addition to a financial alliance, Russia and China also have developed in the past couple of years their own money transfer system, the China International Payment System, or the CIPS network which replaces the western transfer system, SWIFT, for Russian-Chinese internal trading. SWIFT, stands for the Society for Worldwide Interbank Financial Telecommunication, a network operating in 215 countries and territories and used by over 10,000 financial institutions.

Up until recently almost every international monetary transaction had to use SWIFT, a private institution, based in Belgium. ‘Private’ like in the US Federal Reserve Bank (FED), Wall Street banks and the Bank for International Settlements (BIS); all are involved in international monetary transfers and heavily influenced by the Rothschild family. No wonder that the ‘independent’ SWIFT plays along with Washington’s sanctions, for example, cutting off Iran from the international transfer system. Similarly, Washington used its arm-twisting with SWIFT to help Paul Singer’s New York Vulture Fund to extort more than 4 billion dollars from Argentina, by withholding Argentina’s regular debt payments as was agreed with 93% of all creditors. Eventually Argentina found other ways of making its payments, not to fall into disrepute and insolvency.

All of this changed for Argentina, when Mauricio Macri, the new neoliberal President put in place by Washington, appeared on the scene last December. He reopened the negotiations and is ready to pay a sizable junk of this illegal debt, despite a UN decision that a country that reaches a settlement agreement with the majority of the creditors is not to be pressured by non-conforming creditors. In the case of Argentina, the vulture lord bought the country’s default debt for a pittance and now that the nation’s economy had recovered he wants to make a fortune on the back of the population. This is how our western fraudulent monetary system functions.

China’s economy has surpassed that of the United States and this new eastern alliance is considered an existential threat to the fake western economy. CIPS, already used for trading and monetary exchange within China and Russia, is also applied by the remaining BRICS, Brazil, India and South Africa; and by the members of the Shanghai Cooperation Organization (SCO), plus India, Pakistan and Iran, as well as the Eurasian Economic Union (EEU – Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan). It is said that CIPS is ready to be launched worldwide as early as September 2016. It would be a formidable alternative to the western dollar based monetary Ponzi scheme.

The new eastern monetary sovereignty is one of the major reasons why Washington tries so hard to destroy the BRICS, mainly China and Russia – and lately with a special effort of false accusations also Brazil through a Latin America type Color Revolution.

In addition, the Yuan late last year was accepted by the IMF in its SDR basket as the fifth reserve currency, the other four being the US dollar, the British pound, the euro and the Japanese yen. The SDR, or Special Drawing Right, functions like a virtual currency. It is made up of the weighted average of the five currencies and can be lent to countries at their request, as a way of reducing exchange risks. Being part of the SDR, the yuan has become an official reserve currency. In fact, in Asia the yuan is already heavily used in many countries’ treasuries, as an alternative to the ever more volatile US dollar.

It is no secret, the western dollar-led fiat monetary system is on its last leg – as eventually any Ponzi scheme will be. What does ‘fiat’ mean? It is money created out of thin air. It has no backing whatsoever; not gold, not even the economic output generated by the country or countries issuing the money, i.e. the United States of America and Europe. It is simply declared legal tender’’ by Government decree.

No pyramid scheme is sustainable in the long run and eventually will collapse. It was invented and is used by a small invisible upper crest of elite making insane amounts of profit on the back of the 99% of us. Since these elitists are in control of the media with their lie propaganda, as well as the warmongering killing machine, US armed forces, NATO, combined with the international security and spy apparatus, CIA, MI6, Mossad, DGSE, the German Federal Intelligence Service (BND) and more, we are powerless – but powerless only as long as we ignore what’s really going on behind the curtain.

Our western monetary system is based on debt has all the hallmarks of a failing global monster octopus. The US banking system was deregulated in the 1990’s by President Clinton. The European vassals followed suit in the early 2000’s. About 97% of all the money in circulation in the western world is ‘made’ by private banks by a mouse click in the form of ‘loans’ or debt. Every loan a private bank hands out is a liability on that bank’s books; a liability that bears interest, the key generator of the banks’ profits. Profit from thin air! No work, no production, no real added value to the economy.

If and when the banks within this web of debt begin recalling their outstanding liabilities, they may set a non-stoppable avalanche in motion – leading to a chaotic end of the system. This end-run may have just begun. We have seen a gradual build-up since the end of WWII with the armament of the Cold War farce, and a high point with the manufactured sub-prime crisis of 2007 / 2008 / 2009, prompting an artificial and endless global economic crisis which may come crashing down in 2016 / 2017.

The damage may be humongous, leaving behind chaos, poverty, famine, misery – death. With the invisible ruling elite having cashed in, remaining on top and being liable to start again from scratch. – If we let them. It always boils down to the same: An uninformed people can be manipulated at will and is left in awe when hit by unexpected events, like acts of terror by bombs or banks.

Let us be crystal clear – we are all uninformed as long as we listen to and believe in the mainstream media – which are controlled by six Anglo-Zionist media giants, feeding the western public with 90% of the information, the so-called ‘news’ that we consume so eagerly every day; the barrage of lies that repeat themselves in every western country every hour on the hour – and, thus, become the truth. Period.

We must get out of our comfortable armchairs, listen to that innermost spark in the back of our minds, telling us against all avalanches of lies that there is something wrong, that we are being fed deception. We have to dig for the truth. And it is there – on internet, on alternative media, like Global Research, Information Clearing House, VNN, The Saker, NEO, Russia Today, Sputnik News, PressTV, TeleSUR – and many more credible sources of truth-seekers.

Back to the impending collapse. – The ground rules for our pyramid monetary scheme have been laid in 1913 by the creation of the FED. Again, the FED is an entirely private, Rothschild dominated banking institution that serves as the US Central Bank. It is the omnipotent dollar making machine. It was fraudulently and secretly conceived in 1910 on Jekyll Island, Georgia, and described by Jekyll Island history (http://www.jekyllislandhistory.com/federalreserve.shtml ) as the duck hunt” which

included Senator Nelson Aldrich, his personal secretary Arthur Shelton, former Harvard University professor of economics Dr. A. Piatt Andrew, J.P. Morgan & Co. partner Henry P. Davison, National City Bank president Frank A. Vanderlip and Kuhn, Loeb, and Co. partner Paul M. Warburg. From the start the group proceeded covertly. They began by shunning the use of their last names and met quietly at Aldrich’s private railway car in New Jersey.”

The concoction of these secretive duck hunters” became in 1913 the privately owned Rothschild dominated Federal Reserve System, the US central bank by deceit.

After signing the FED act into existence, President Woodrow Wilson declared,

I am a most unhappy man. I have unwittingly ruined my country. A great industrial nation is controlled by its system of credit. Our system of credit is concentrated. The growth of the nation, therefore, and all our activities are in the hands of a few men. We have come to be one of the worst ruled, one of the most completely controlled and dominated Governments in the civilized world no longer a Government by free opinion, no longer a Government by conviction and the vote of the majority, but a Government by the opinion and duress of a small group of dominant men.”

The Anglo-Saxon system had a central bank in England since way back in 1694. It was then already controlled by the Rothschilds, as was the entire banking system. Baron Nathan Mayer Rothschild once declared:

I care not what puppet is placed upon the throne of England to rule the Empire on which the sun never sets. The man that controls Britain’s money supply controls the British Empire, and I control the British money supply.”

The Rothschild family’s fortune cannot be properly estimated, but it must be in the trillions. What Baron Nathan Mayer Rothschild may have said some 300 years ago, still holds true to this day.

No wonder, breaking loose of this sham monetary scheme is number one priority of most countries that treasure sovereignty, autonomy and freedom, though they do not dare say so openly, lest the empire lashes out at them punishing them with the very financial terror they want to escape from. And lashing out at the unaligned world the empire does, like a dying beast, attempting to pull with it much of the living world into its own shoveled grave.

Is it therefore coincidence or a rather a purposefully planned convergence of several events as a last ditch effort first to ravage then to salvage as much as possible before the collapse?

On 10 April, Zero Hedge reports Austria Just Announced A 54% Haircut of Senior Creditors in First Bail In” Under New European Rules”. The Austrian bad bank”, the failed Hypo Alpe Adria, that became Heta Asset Resolution AG after the government’s nationalization, found a US$ 8.5 billion hole in its balance sheet, enough to trigger the new European ‘bail-in’ rule. Is it coincidence that also in Austria a major bank failure triggered the Great Depression also on a 10^th of April – in 1931? – This is a first in Europe. Be prepared for others to follow, as over-extension of European banks is estimated in excess of a trillion dollars.

On 15 April, the New York Times reported that – Five of Wall Street’s eight largest banks are in defiance of the US banking regulator. The FED and FDIC said that JP Morgan, Chase, Bank of America, Wells Fargo, State Street and Bank of New York, all lacked ‘credible‘ plans to enter bankruptcy in the event of a financial crisis.” These banks have until October 2016 to comply. Under the new rules a tax-payer bail-out would be unlikely. Hence ‘bail-ins’ could affect millions of depositors and shareholders, their funds being stolen in order to self-rescue the too-big-to-fail banks. After all, non-compliance with the regulator’s requests, or insolvency, can easily be manufactured as a legal base for stealing common people’s savings. No worries, the TBTF banks will not go away, but your savings may.

The CIA released Panama Papers (for who still doubts about the CIA involvement in the release of the Panama Papers,

aimed in a most rudimentary way at defaming the ‘usual suspects’, Presidents Putin and Assad, as well as Iran, Venezuela, Brazil, of course – and others. Strangely no notable EU or US citizens or corporations were on the list. Would anybody seriously believe that Mr. Putin, a former KGB agent, would be so ignorant as to putting his fortune (even if he had any to hide) into Panama, the epitome of a US puppet state, where you can’t flush a toilet without Washington knowing it?

Some token neocons appear in the published papers, like Argentina’s new ‘Washington appointed’ President Mauricio Macri, who is running amok ruining his country. Within less than four months he has rolled Argentina’s economy back by ten years, raising poverty from below 10% in November 2015 to 34% by the end March 2016. The Empire needs him to keep gradually turning Argentina into chaos, however not too quickly, lest he may be ‘deposed’ and replaced by a US adversary – that would not at all be appreciated in Washington. For the types of Macri that made it on the list, the Panama Papers are a warning signal to keep them in-check.

The publication of the Panama Papers may also be an incentive for US citizens and corporations to bring home trillions of undeclared dollar holdings stacked away in overseas tax havens into homeland financial shelters like those in Delaware, Wyoming, South Dakota and Nevada, thereby helping strengthen the gradually decaying dollar.

Simultaneously, some European countries and Japan introduced negative interest rates, so as to increase monetary liquidity, thereby hoping stimulating an ever stagnant economy. That’s the pretext. In reality however, negative interests are but a precursor to a wholly bank controlled financial system. Normally ‘bail-ins’ and negative interest would cause a run on the banks. This has not happened yet.

In Switzerland, one of the first countries to introduce negative interests, the Swiss National Bank reported that the demand of the 1,000 franc notes – one of the world’s highest value denominations (apparently to be maintained despite ECB Draghi’s call for elimination of high denomination bank notes) – increased by 17% (by CHF 4.7 billion – US$ 4.85 billion) in December 2014, the month following the introduction of negative interests. May it be an indication that the Swiss have quietly started hoarding big-denomination cash?

Future hoarding and runs on the banks will be countered by the introduction of a cashless society, i.e. all monetary transactions will gradually become electronic. The process has already begun. In Sweden and other parts of Europe, as well as Japan, cashless supermarkets and department stores claim big success, especially with the young consumers, who happily play along paying electronic cashiers by swiping their cell phones in front of an electronic eye.

The Young and Innocent – if they only knew that the banking oligarchs want to control their money and enslave them with a ‘fun gadget’, they may decide to resist.  But well know those who control the system that the young are the drivers of the future. We, the old resistance will eventually die out. Problem solved. – But we are not dead yet. The Times are A-Changing… (Bob Dylan, 1964).

The nefarious trio – ‘bail-ins’, negative interests, and a cash free society – will make living in the industrialized ‘first world’ a sheer nuisance, a stressful dance on toes, as the emperor’s proverbial Damocles Sword hangs intimidatingly above us.

Washington may have one last joker up its sleeve – reintroducing the ‘gold standard’, the very gold standard that Nixon abandoned in 1971. The US have also been accumulating huge amounts of gold over the past 25 years. A new US dollar gold standard would most likely be set at a ratio that would wipe out all US debt, including future ‘unmet obligations’ (GAO – General Accounting Office) of about US$ 125 trillion. It would attempt to keep the western industrialized world in Washington’s orbit, but might lose most of the developing world owning natural resources coveted by the west. These countries oppressed and colonized for centuries are likely to gravitate to the new China-Russia alliance – leaving the outsourced and outwitted west alone without workforce – and with a massive but outdated military power.

To counter the build-up of this criminal last ditch sham by the western Zionist banking czars, China and Russia have been preparing over the last few years an independent financial system, delinked from the US dollar and which now incorporates the BRICS, the SCO nations, as well as the Eurasian Economic Union. This association of countries and economies account for about half the world’s population and at least one third of the globe’s economic output; a fact totally ignored by the mainstream media, for obvious reasons. The Machiavellian sinking ship does not want its passengers to jump to safety.

The 19 April 2016, announcement by China of its gold-backed yuan, no longer convertible into dollars, may just trigger an economic shift into the ‘eastern camp’. Many countries are wary and tired of western exploitation, enslavement, threats of sanctions, oppression and an ever present danger of invasion by the killing machine. The decoupling of the dollar by a third of the world economy may indeed open new horizons, creating new alliances, new hope for a more equal and just world.

Citizens Electoral Council of Australia Media Release Thursday, 5 May 2016

In light of the political furore that has erupted in the USA over the Bush and Obama administrations’ cover-up of Saudi Arabia’s role in the September 11, 2001 terrorist attack, the British government must end its parallel cover-up of how the British-Saudi al-Yamamah arms deal generated funds for the 9/11 attackers. In particular, the House of Commons committees now examining British arms trade with Saudi Arabia must pursue these revelations regarding 9/11. Otherwise the continuing cover-up will ensure that a near-term mass terrorist attack in Britain itself is a certainty, an attack which MI5 and MI6 chiefs have repeatedly warned is coming.[1]

The UK Committee on International Development’s 2 February call for the UK to suspend all arms sales to Saudi Arabia, following exposure of the fact that UK arms have been used by the Saudis to bomb civilians in Yemen, and the ongoing Committees on Arms Export Controls hearings on those sales, will end up being nothing but a sideshow unless the veil is lifted on the connections between the UK-Saudi arms trade, and Saudi support for international terrorism.

The real story behind 9/11

The 14-year suppression of 28 pages of the Joint Congressional Inquiry into 9/11, which detail the financing of that attack, started to unravel on 10 April when the CBS TV prime time 60 Minutes program reported on the 28 pages, ahead of Barack Obama’s visit to Saudi Arabia and the UK the week of 28 April. A number of U.S. Congressmen, including former Senator Bob Graham, who chaired the 2002 Joint Congressional Inquiry and authored its report, including the 28 pages, together with families of the 9/11 victims and the LaRouche movement in the United States, have long campaigned to have the 28 pages declassified. Now, following the 60 Minutes broadcast, the issue has exploded into a global media storm.

To end the cover-up—and thus to forestall future attacks—the 28 pages must be declassified, as every top U.S. Congressional leader from House Democratic Leader Nancy Pelosi to Senate Democratic Leader Harry Reid, to Speaker of the House (Republican) Paul Ryan and House Intelligence Committee Chairman (Republican) Devin Nunes has now demanded, as did the Editorial Board of the New York Times in a signed editorial on 22 April. In parallel, the British Serious Fraud Office (SFO) investigation of al-Yamamah, which then-PM Tony Blair shut down in 2006, must be re-opened. What is known about both the 28 pages and al-Yamamah implicates high levels of the British Establishment not only in the cover-up, but in the actual 9/11 attack, and in ongoing international terrorism.

The al-Yamamah oil-for-arms deal is the UK’s biggest-ever arms contract, negotiated in 1985 between then-PM Margaret Thatcher and Saudi Prince Bandar bin Sultan, the long-time Saudi ambassador to the USA and one of the Saudi Royals identified in the suppressed 28 pages. Under the deal, British defence contractor BAE Systems supplied fighter jets and infrastructure to the Saudi Air Force in exchange for 600,000 barrels of oil per day—one full oil tanker—for every day of the life of the contract, which as of 2005 had netted BAE Systems £43 billion. But beyond that £43 billion, al-Yamamah generated a secret US$100 billion-plus off-the-books slush fund, which was used to finance coups d’état, assassinations, and terrorism, including the creation of al-Qaeda in Afghanistan, as Prince Bandar’s biographer recorded.

What was the role of Prince Charles?

Since the early 1990s, Prince Charles has personally handled negotiations with the Saudis over the al-Yamamah contract, using his close friendship with Prince Bandar and Bandar’s brother-in-law Prince Turki bin Faisal, the former chief of Saudi intelligence and former ambassador to the UK. When Charles married Camilla in 2005, Bandar and Turki were among only eight foreign royals invited to the wedding, and both men are funders and among the past and present board members of the Oxford Centre for Islamic Studies, with which Charles has long been associated and of which he is the official patron. The CEC’s 25 November 2015 Media Release Prince Charles and Saudi-backed terrorism: Demand answers!” details the questions that need to be put to Charles.

In 2003 the Serious Fraud Office commenced an investigation into allegations that al-Yamamah had generated a slush fund, which was used to pay kickbacks to the key parties to the deal, including Prince Bandar and his agent Wafic Said (also close to Prince Charles). In April of that year, lawyers for the 9/11 victims’ families held a meeting at New Scotland Yard with Britain’s top anti-terror officials. Mark Hollingsworth reported in Saudi Babylon: Torture, Corruption and Cover-up Inside the House of Saud that when asked by the 9/11 families’ lawyers, Have the UK authorities uncovered anything to show that charities run by some members of the Saudi royal family were channelling money to terrorists?”, Detective Chief Inspector Stephen Ratcliffe looked hesitant and a little sheepish. ‘Our ability to investigate the Saudis is very limited’, he said. He then paused, looked across at a photograph of Prince Charles on the wall, raised his eyebrows and smiled knowingly without saying a word. ‘He did not say anything but the message was crystal clear when he looked at the picture’, said a police officer who was present. ‘It was Prince Charles’s special relationship with the Saudis which was a problem. He gave no other reason why they were restricted’.”

On 5 December 2006 Prime Minister Tony Blair intervened to shut down the SFO investigation into al-Yamamah, which his attorney-general announced on 14 December, citing national and international security”. In 2013 the SFO revealed that it had lost” 32,000 pages of data and 81 audio tapes from its al-Yamamah probe.

From the Bank of England to 9/11

Beyond the bribery and kickbacks investigated by the SFO, the deeper scandal of al-Yamamah is that the British government oversaw the transfer of funds that went to finance at least some of the 9/11 hijackers. In 2007, the Guardian reported that legal sources familiar with records on the al-Yamamah deal had revealed that Bandar was receiving money regularly from a confidential account held at the Bank of England that had been set up to facilitate the al-Yamamah deal”, in which as much as £2 billion of al-Yamamah proceeds was deposited annually. That account was administered by the UK Ministry of Defence. According to the Guardian and the BBC, BAE Systems sent payments to Bandar at the Riggs National Bank in Washington, DC. Funds from the Riggs accounts of Bandar and his wife (the sister of Prince Turki bin Faisal, who resigned suddenly as Saudi intelligence chief 10 days before 9/11) were funnelled through Saudi intelligence officers to Khalid al-Mihdhar and Nawaf al-Hazmi, two of the 9/11 hijackers.

In 2008 the High Court ruled that the SFO had acted unlawfully” by dropping its investigation. Although the ruling was hastily overturned by the House of Lords, it has been vindicated by subsequent revelations about both al-Yamamah and the suppressed 28 pages.

U.S. Senator Graham: Re-open the 9/11 investigation!”

British MPs must now show the courage exemplified by Senator Bob Graham in his 27 April interview on 9/11 with National Public Radio’s Morning Edition program, and demand the re-opening of the SFO’s al-Yamamah investigation. The transcript includes this exchange:

Sen. Graham: The reason why the 28 pages are so important is that they were the conclusion of the congressional inquiry into 9/11 as to how was that plot financed. Who paid for it? And while I can’t discuss the details of that chapter, they point a strong finger at Saudi Arabia.”

NPR: Do you believe that consecutive administrations have been protecting the Saudi royal family against the interests of United States citizens?”

Sen. Graham: Yes. And I think it’s been more than a cover-up. I think it’s been what I call aggressive deception. There are instances in which the FBI has publicly released statements which I know from personal experience were untrue”.

NPR: Let me get this right, sir. You are alleging that the FBI deliberately lied about this issue and that there has been a cover-up—”

Sen. Graham (interrupting): It’s more than a cover-up. The FBI misstated what is in their own records statements which I know from personal experience were untrue”.

NPR: What do you think needs to happen?”

Sen. Graham: I think we need to have a general re-opening of the investigation into 9/11. Both the congressional and the 9/11 Commission operated under tight time restraints, which precluded the full inquiry that needs to be held when the 9/11 issue is reopened.”

Beyond the 28 pages, Senator Graham has also called for the declassification of hundreds of thousands of additional pages produced by his Joint Inquiry and the subsequent 9/11 Commission. Merely one such document, the 47-page Document 17” of the 9/11 Commission, dated 6 June 2003 and only recently declassified, made clear that that Commission and Senator Graham’s Joint Inquiry had discovered strong links between 21 officials of the Saudi government and some of the 9/11 hijackers, links which were never fully pursued because of the cover-up.

The signing of the Economic and Technological Cooperation Agreement (ETCA) with India that is still at a negotiation stage has become a controversial issue at present. This bilateral agreement is expected to contribute towards development of both countries in four main spheres: trade, economy, investment and technology. However, critics do not believe it would benefit Sri Lanka.

Criticism
The ETCA is the third bilateral agreement between India and Sri Lanka. First, it was Indo-Sri Lanka Free Trade Agreement in 1998/2000 and the second was the Comprehensive Economic Partnership Agreement (CEPA) in 2002. To some critics, the ETCA is the same old CEPA under a different title. However, the difference is that unlike the CEPA, ETCA covers trade in services, especially IT, marine, shipbuilding and engineering. The most controversial clause in the agreement is Mode Four-Presence in person” with regard to trade in services, which has led to huge controversy in the country.

Professional bodies like the Government Medical Officers Association(GMOA) are fearful of intrusion of doctors from India. Their concern is no doubt due to the prospect of their monopolistic private practice and high fees being eroded. The information technology industry is divided on the issue, some favouring while others not agreeable.

Small and Big
One of the concerns is the asymmetry of the two countries. Critics point out that with the significantly large population and labour force, there is massive unemployment in India. It is feared that the signing of the ETCA and inclusion of the section on Services tradewill allow free migration of professionals between the two countries. Furthermore, they contend that with the above labour market in India, there is no opportunity for Sri Lankan professionals to get employed in India. There is a fear that there would be an influx of Indian labourers that would aggravate the unemployment issue in Sri Lanka.

However experts, including the Institute of Policy Studies (IPS) point out that these fears are unfounded. They point out that the fears in entering this agreement is based on the rather wrong delusion that the agreement would be disadvantageous to the country as Sri Lanka is tiny compared to its northern large neighbour. If this is a valid argument, then it would not be possible for small countries to have trade agreements with large countries. In fact Singapore, a much smaller country than Sri Lanka, has a number of economic and trade agreements with large countries. New Zealand has a trade agreement with Australia, her very large neighbour that is of much benefit to the small island. A large number of trade agreements in the world are small country-large country agreements. The asymmetry of the two economies does not mean that the ETCA would inevitably be detrimental to Sri Lanka’s trading and economic interests nor result in a loss of employment.

However, the asymmetry between the two economies has to be considered in framing the agreement. This issue can be addressed by negative/positive lists and transitional arrangements can result in an ETCA, which provides a framework for taking advantage of the proximity to the growing Indian economy and her huge market. It is generally recognised that it is in the interests of smaller countries to negotiate a rules-based regime to manage bilateral relations with much larger economic partners. The challenge is to ensure that the rules maximize Sri Lanka’s interests and that there is a dispute settlement mechanism in place. The prospects of achieving this are likely as both sides have accepted the principles of non-reciprocity, and special and differential treatment.
The other main fear is that the agreement would favour Indian imports rather than Sri Lankan exports. Critics say that if Sri Lanka signs the ETCA, Indian products will come to us without tariff. With low prices, they will become dearer to us. Consequently there is a fear that the trade deficit with India would increase. The possible impact of the ETCA on Sri Lanka’s trade will be examined and discussed in the next column.

මහ බැංකුව විසින් සිදු කරනු ලැබූ භාණ්ඩාගාර බැදුම්කර නිකුතු සම්බන්ධයෙන් විනිවිද භාවයක් ඇති කර ගැනීම සහ දුෂණ වලක්වාගැනීම සම්බන්ධයෙනි.

මහා භාණ්ඩාගාරය විසින් සිදු  කරනු ලැබූ බැදුම්කර නිකුතු සම්බන්ධයෙන් දුෂණ විරෝධී පෙරමුණ අවස්ථා ගණනාවක දී අදාළ පර්ශවයන්හි අවධානය යොමු කොට ඇත.   2015 පෙබරවාරි 27 සහ 2016 අප්‍රේල් 1 දින සිදු කළ භාණ්ඩාගාර බැදුම්කර නිකුතු පිළිබද අප සංවිධානය සිදු කළ නිරීක්ෂණයන් මගින් බලවත් සැක සංකා ගණනාවක් මතු කරනු ලැබීය.
ඉතා අවසනාවන්ත තත්වය නම්, 2015 බැදුම්කර සිදුවීමේ දී පමණක් නොව 2016 අලුත් අවුරුද්දට පෙර බැදුම්කර සිද්ධිය සම්බන්ධයෙන් ද විනිවිදභාවය ඒත්තු ගැන්වීමට මහා භාණ්ඩාගාරයට තවමත් හැකියාවක් ලැබී නොමැතිවීම ය.  පළමු බැදුම්කර සිද්ධිය මේ වන විට මුළුමනින්ම පාහේ අමතක කොට දමා ඇත.  පසුගිය අප්‍රේල් 4 දින අප විසින් ඔබතුමන්ට ද පිටපතක් සහිතව දෙවන බැදුම්කර සිදුවීම සම්බන්ධයෙන් මහා භාණ්ඩාගාරයෙන් සිදු කළ විමසීමට මේ දක්වාම පිළිතුරක් හෝ ලැබී නොමැත.
පසුගිය රජය සමයේ දී මහා භාණ්ඩාගාරයේ කටයුතු සම්බන්ධයෙන් අප විසින් දැඩි විවේචණය කරනු ලැබූවේ එහි කටයුතු සම්බන්ධයෙන් කිසිදු වෘත්තීය භාවයක් නොමැතිවීම හා විනිවිද භාවයක් නොමැතිවීම හේතුවෙනි.   අද වන විට ලංකාව අති විශාල ණය උගුලක සිර කර තැබීමට එක් හේතුවක් වූවේ මෙවැනි විනිවිද භාවයක් නොමැති ගණුදෙනු ය.

ඔබගේ රජය යටතේ මේ වන විට අවස්ථා 5 ක දී එනම් 2015 එක් අවස්ථාවක දී සහ 2016 දී අවස්ථා 4 ක දී භාණ්ඩාගාර බැදුම්කර නිකුත් කොට ඇත.

පසුගිය අප්‍රේල් 1 දින අවසන් වූ අවසන් බැදුම්කර නිකුතව සම්බන්ධයෙන් දුෂණ විරෝධී පෙරමුණ මතු කළ ‘සැක සංකා නිරාකරණය සදහා කිසිදු පියවරක්‘ රජය විසින් මේ දක්වාම ගෙන නැත.

එහි දී, ඔබතුමන් වෙත ද පිටපතක් සහිතව 2016 අප්‍රේල් මස 7 දින, ශ්‍රී ලංකා මහ බැංකුවේ බැදුම්කර නිකුතුව සම්බන්ධයෙන් දුෂණ විරෝධී පෙරමුණ පහත නිරීක්ෂණ ඉදිරිපත් කළේය. 

1. ශ්‍රී ලංකා මහ බැංකුව රුපියල් මිලියන 40,000 ක බැදුම්කර සදහා පමණක් නිවේදනයක් නිකුත් කර ඇත.
2. 2016 මාර්තු 29 දින බැදුකම් සදහා වන ඉහළ ඉල්ලුමක් ලැබුණේ යැයි සලකමින් රුපියල් මිලියන 80,000 දක්වා ඉහළ බැදුම්කර අලෙවියක් සිදු කරනු ලබයි.
3. මෙයින් රුපියල් මිලියන 28,975 ක් අලෙවි වන්නේ වසර 14 මාස 1 ක් සදහා වන රු. 80.52 ක මුදලක් (එනම් 14.23% ඉහළම පොලියක්) සදහාය.

ඉහත නිරීක්ෂණ මත පදනම්ව දුෂණ විරෝධී පෙරමුණ ශ්‍රී ලංකා මහ බැංකුවෙන් පහත පැනයන් සදහා පැහැදිලි කිරීමක් අපේක්ෂා කරයි.

1. රුපියල් මිලියන 40,000 ක් සදහා නිවේදනයක් නිතුක් කොට රුපියල් මිලියන 80,000 ක බැදුම්කර නිකුත්වක් සිදු කරනු ලද්දේ ඇයි?
2. ශ්‍රී ලංකා මහ බැංකුව, ශ්‍රී ලංකා ආර්ථිකයට වැඩිම වියදම්කාරී ලංසුව සදහා එකගත්වය ලබාදුන්නේ ඇයි?
3. වසර 14 මාස 1 සදහා ලංසු තැබූ ප්‍රාථමික සමාගම් මොනවාද? ඔවුන් ලබාගත් කොටස් ප්‍ර‍මාණයන් සහ ඒ සදහා වන පොලී අනුපාතයන් මොනවාද?

ශ්‍රී ලංකා මහ බැංකුව විසින් පොදු ජන යහපත සදහා ඉහත තොරුතුරු හෙළි කොට රාජ්‍යයේ උපරිම අභිවෘද්ධිය සදහා බැදුම්කර නිකුතුව සිදු කර ඇති බව තහවුරු නොකරන්නේ නම් ඒ සදහා මැදිහත්වීමේ වගකීමක් ආණ්ඩුක්‍ර‍ම ව්‍යවස්ථාවේ ප්‍ර‍කාරව විධායක ජනාධිපතිවරයා වශයෙන් ඔබතුමන් සතු වේ.

2015 ජනවාරි මස යහපාලන රජය බලයට පත්වීමෙන් පසුව මේ දක්වා සිදු කල භාණ්ඩාගාර බැදුම්කර නිකුතු සම්බන්ධයෙන් විමර්ශනයක් සිදු කිරීම සදහා සුදුසුකම් සහිත ජනාධිපති කොමිෂන් සභාවක් හෝ ඔබතුමන් සුදුසු යැයි හැගෙන වෙනත් විමර්ශන යාන්ත්‍ර‍ණයක් ඇති කිරීම සදහා කටයුතු කරන මෙන් ඉතා කරුණිකව ඉල්ලා සිටිමු.

1. පිලිප් ගුණවර්ධන මහතා විසින් සර් ජෝන් කොතලාවල මහතා ට පාර්ලිමේන්තුවේ කොරිඩෝවේ දී සිදු කළ පහරදීම ලංකා ඉතිහාසයේ පාර්ලිමේන්තුවේ මන්ත්‍රීවරුන් දෙදෙනෙකු අතර සිදු වූ පළමු ගුටි බැට හුවමාරුවයි.

2. 1956 ආණ්ඩුවේ මැද කොළඹ තුන්වන මන්ත්‍රී ඇම්.අස්.තේමිස් සර් ජොන් කොතලාව ට ‘හලෝ ජෝන්‘ යැයි ඇමතීමෙන් පසුව ඔහුට පහරදීමට කොතලාවල මහතා ඔහු බිත්තියට හේත්තුකොට ඇත. මේ ගැන බණ්ඩාරනායක මහතා පවසා ඇත්තේ මමත් ජොන් ට කථා කරන්නේ සර් ජොන් කියාල යි. හලෝ ජොන් කිව්වාම නොගහ ඉදීද?” (කෙසේ නමුත් තමන්ට සර් ජෝන් පහර නොදුන් බව තේමිස් මහතා ඉතා මෑතක දී පුවත්පතකට ප්‍ර‍කාශ කොට තිබුණි)

3. බණ්ඩාරනායක ඝාතනය සම්බන්ධයෙන් වූ විවාදය පැවැත්වෙන අතර තුර ඩඩ්ලි සේනානායක සහ මෛත්‍රීපාල සේනානායක මහතා ට පහරදීමට උත්සහ දැරීය. ඩඩ්ලි සේනානායක මහතා කථා කරමින් සිටින අතර මෛත්‍රීපාල සේනානායක මහතා අසා ඇත්තේ How? (ඒ කවුද?) කියා ය. නමුත් එය ඩඩ්ලිට ඇසී ඇත්තේ YOU (ඔබ) කියාය. සාමාන්‍යයෙන් ඉතා නිහඩ පුද්ගයෙකු වූ ඩඩ්ලි තමන්ට ඇසුණු දේ වැරදියට වටහා ගැනීමෙන් කෝප වූ නිසා මෙම සිදුවීම සිදුවූ අතර ඉලංගරත්න මහතා වැනි කිහිප දෙනෙකු සිද්ධිය වළවක්වා ගෙන ඇත.

4. 1965-70 ආණ්ඩු සමයේ වලපනේ මන්ත්‍රී පී.බී.එම්.හේරත් හා රඹුක්කන මන්ත්‍රී සමාජ සේවා අමාත්‍ය අශෝක කරුණාරත්න අතර කුල ප්‍ර‍ශ්ණයක් සම්බන්ධයෙන් වචන හුවමාරුවක් සිදු විය. සභා ගර්භයෙන් පිටතට පැමිණෙන තෙක් රැක සිටි හැඩි දැඩි අශෝක කරුණාරත්න ශරීර ප්‍ර‍මාණයෙන් කුඩා මිනිසෙකු වූ හේරත් මහතාට සැගවෙන තෙක් පන්න පන්නා පහර දුන්නේය.

5. 1974 දී සෞඛ්‍ය අමාත්‍ය ඩබ්ලිව්. පී.ජී. ආරියදාස මහතාට කර්මාන්ත අමාත්‍ය එස්.කේ.කේ.සුරිආරච්චි විසින් සිදු කළ පහරදීක් සිදු විය. එකම ආණ්ඩුවේ අමත්‍යවරුන් දෙදෙනෙකු පාර්ලිමේන්තුවේ ගුටි ඇණගත් පළමු අවස්ථාව මෙය යි.

6. වාසුදේව නානායක්කාර මහතා ට ගාමිණී ලොකුගේ අතුළු කණ්ඩායමක් විසින් පාර්ලිමේන්තුවේ දී පහරදෙනු ලැබූවේ වාසුදේව සොන්කෝලය ඔසවාගෙන යාමට උත්සහ දැරීමේ දී ය. 2003-2004 දී එම ප්‍ර‍හාරයට සම්බන්ධ වූ කිහිප දෙනෙකුම වත්මන් පාර්ලිමේන්තුව නියෝජනය කරයි.

7. මර්වින් සිල්වා ඇතුළු කණ්ඩායමක් ජාතික හෙළ උරුමය කොළාන්නාවේ සුමංගල හිමියන්ගේ ලිංගික අවයව මිරිකා පහර දෙනු ලැබූවේ ය. පාර්ලිමේන්තු සභා ගර්භය තුළ ඇති වු බලවත්ම ප්‍ර‍චණ්ඩක්‍රියාව එය විය.

8. කෑගල්ල දිස්ත්‍රික් මන්ත්‍රී සන්දීප් සමරසිංහ මහතාට ගම්පහ දිස්ත්‍රික් මන්ත්‍රී ප්‍ර‍සන්න රණවීර විසින් 2016 මැයි 3 දින පහරදීම හා පාලිත තෙවරප්පෙරුම සම්බන්ධ වූ ගුටි හුවමාරුව ලංකාවේ පාර්ලිමේන්තු සභා ගර්භය තුළ දී මන්ත්‍රීවරයෙකු තවත් මන්ත්‍රීවරයෙකු ගේ ලේ සෙලවීම සිදු කළ පළමු අවස්ථාව යි.

The report compiled on the clash which broke out in Parliament yesterday recommends the highest possible disciplinary action against MPs Palitha Thewarapperuma and Prasanna Ranaweera for causing the tense situation to escalate into an exchange of blows, according to sources.

Cabinet Minister for Regional Development Field Marshal Sarath Fonseka was delivering a statement regarding the decision to replace the military security of the former President with police personnel when certain opposition MPs raised objections clashed with government MPs on Tuesday (3).

This prompted Speaker Karu Jayasuriya to adjourn Parliament until today and call for a report from the Deputy Speaker and the Deputy Chairman of Committees in connection with the incident. He also informed Parliament that suitable action would be instigated against the MPs involved in the incident.

The report, which was handed over to the Speaker today at the Parliament premises, has reportedly made several observations and recommendations.

According to sources, it is recommended that a strong warning be issued to the MPs from both sides who gathered at the center of the chamber at the time and caused a disturbance to proceedings.

No words to articulate the wonderful evening on last Saturday(April 30th) was a very entertaining and diverting moment .  Sri lankan music lovers  have flocked to the Don Bosco auditorium  in Toronto with their families and friends to listen the mesmerizing, soothing, meaningful songs of both Edward Jayakody and his cherished wife Charitha Priyadarshani Peris.

Edward absorbed the audience with his fantastic stories while singing songs.
Charitha captivated the crowd  with her soothing songs and their lovely daughter Sharanya Jayakody sang “sulngak se man enawa ” song with her dearest father Edward Jaykody ..

For sure the beautiful and attractive dances performed  by the young dancers of the dancing group of illustrious and eminent  dancing queen in Toronto Upekha Gangodawilla (Jayasekara)for Edward and Charitha’s songs, gave a superb, priceless and incredible value .

Upeka’s husband renowned vocalist Kithsiri Jayasekra who organized the “marambari”in Toronto did a marvelous task to success the show conducting it ..well known realtor  in Brampton and  enthuastic  lover of music Kapila Samararathna worked tirelessly to organize the show successfully ..
Spectators exited  the hall  after  “marambari”   thanking Edward and Charitha for giving a   joyful  and exhilarating moment ..

Guwahati: Four books related to healthcare initiatives, published by the city based down town hospital, were released at Guwahati Press Club on 4 May 2016. All the books, written by medical consultants of the pioneer private hospital in northeast India, were officially released by Kanaksen Deka, former president of Asom Sahitya Sabha and Dr Ramesh Deka, vice-chancellor of Assam down town University, Panikhaiti (also former director of All India Institute of Medical Sciences).

The writers of the book namely Dr NN Dutta (Soru Soru Kothar Sophura),  Dr Rupam Das (Diabetes- Protirodh Kenekoi), Dr Ramen Baishya (Aponar Brikkadway Surakhit Kori Rakhok), Dr Dhruba Jyoti Dutta (Handbook on medical & surgical emergency- second edition) etc were also present on the occasion.

Guwahati: Understanding the  growing influence of alternate or social media across the globe, the Cambodian Center for Human Rights (CCHR) has taken the help of new media outlets to release a series of infographics as part of a campaign to highlight the situation of press freedom and access to information in Cambodia on the occasion of World Press Freedom Day.

Freedom of the press is a basic component of any democracy. For Cambodia to enjoy genuine press freedom, the judiciary and government need to stop targeting those who dare to expose corruption and criticize the powerful,” said a statement issued by the CCHR on 3 May.

The non-aligned, independent, non-governmental organization which has been working to promote & protect democracy and respect for human rights throughout the southeast Asian country also added, Additionally, the enactment of the access to information law would hopefully improve transparency and offer better protection to journalists, provided the final draft is in line with international standards.”

Guwahati: Senior journalist of northeast India and a member of Guwahati Press Club,  Naba Sarma (79) passed away on 3 May 2016.

Sarma, who worked both in regional and national media outlets, breathed his last at Gauhati Medical College  Hospital on Tuesday morning after a massive heart attack. He left behind his wife Anima Sarma, only daughter Karishma Sarma and a granddaughter.

A resident of Guwahati, Sarma hailed from Dibrugarh of eastern Assam.

He started his journalistic career from Dainik Asom of Assam Tribune group of publications  and later worked with Janambhoomi group, Economic Times, Hindu Business Line with few others. He was also involved with All India Radio as  a news reader theatre artiste in radio dramas.

Soon after his demise, Sarma was taken to his residence for necessary rituals. His body was also taken to  All India Radio Guwahati,  The Assam Tribune and Guwahati Press Club, where his former colleagues, fellow journalists and Assam students union leaders paid last tributes before his cremation in the city. Assam chief minister Tarun Gogoi also expressed his profound grief at Sarma’s sudden demise.

  World War 2 ended in 1945. A victor’s justice prosecuted the Germans and Germany and none of the pre & post war crimes by the Allies ever saw any trial (Allies were both prosecutor & judge). There was no justice only vengeance. Status of Forces Agreement ensured the US & UK troops remain stationed in Germany. 11million German civilians and German soldiers are said to have been killed AFTER the war ended. As Mark Weber, director of the Institute for Historical Review rightly says We hear a lot about terrible crimes committed by Germans during World War II, but we hear very little about crimes committed against Germans” in what can be called an ‘Unknown Holocaust’. Similarly the UN and the International Community are making it a point to target only the Sri Lankan Army who were only defending the nation against the brutal LTTE terrorists and not a hum comes out of any UN official or foreign envoy for the need to punish the LTTE for its brutal murders of civilians and unarmed personnel over 30 years, instead they are being treated as POWs when legally they have no right to be and calls are being made for their release despite arrests have been made of LTTE cadres with arms and ammunition.  

Germans killed by Allies after World War 2:

§  Richard K. Mariani  claims that five million Germans were starved to death in occupied Germany according to estimates by the Canadian James Bacque, and 2 million German Soldiers died in allied captivity while performing slave labor (Sri Lanka’s soldiers saved close to 300,000 Tamils with an unknown number of them likely to have been voluntary/involuntary civilian combatants)

§  American historian and jurist Alfred de Zayas, along with other scholars, has established that in the years 1945 to 1950, more than 14 million Germans were expelled or forced to flee from large regions of eastern and central Europe, of whom more than two million were killed or otherwise lost their lives.

This is not done as an act of war, but as a part of a deliberate policy of ‘peace’.”

Arrests have been made of people in their 80s, 90s – most of them probably due to age may not even be able to recall what they are alleged to have committed. But the arrest goes to show that the hunt for Nazi’s remains alive but questions why internationally banned LTTE terrorists are allowed to go scott free including all those who have been accessories and providing material support from foreign destinations. If Nazi’s can continue to be hunted for their crimes why is the LTTE being treated differently and arrests are being made only after allowing/watching LTTE to revive and regroup?

Very few persons in Britain or the United States spoke out against the Allied policy in the 1940s… is it a surprise that they are silent now on LTTE atrocities over the years when their politicians are being wined and dined by the LTTE kitty and none of these governments are investigating the linkss.

Sri Lanka faulted in not de-nazifying the LTTE (remove the political ideology & associated entities following the military defeat of the LTTE’s ground force)

Calls have increased since the new Government took office in January 2015 for the release of LTTE cadres. However, a spate of discoveries of arms, ammunition & suicide vests have raised questions of whether LTTE cadres that fled the country have now returned through legal channels that have been opened. Some of the cadres that have been arrested were formerly on the ‘disappeared’ lists with the former government being accused of ‘disappearing’ them. The LTTE cadres arrested are key leaders LTTE Ampara Commander Ram, Nagulan of the Charles Anthony Brigade, Thalaiarasan, Praba Subramaniyam Sivakaran who was the ITAK Youth Wing Leader. ITAK is a main constituent party of the TNA demanding a merger of the North & East and denying Sinhalese their right to return to their original homes in the North. 65 arrests in just March 2016 is no small number and should alarm and alert the Government & the security establishment that cadres that fled the country may have returned following the easing of restrictions across the country with the removal of military bases, closure of camps, reduction of high security areas we have foolishly fallen into traps laid out by our enemies.

In the wake of these arrests it is puzzling why the GOSL should suddenly decide to remove the elite commando security of the former President and replaced with police which automatically brings a threat to his life given that he holds the place of being the world’s only President to defeat a terrorist movement.

In the case of the Allies, they wrote history according to the Victor’s standards because of the well-organized Jewish community. Isnt the same scenario applicable in Sri Lanka’s case – the LTTE diaspora is cash-rich, well-organized and well-connected too? The former UNHRC heads’ invitation to a LTTE front overseas recently showcases why LTTE’s crimes have never gotten justice nor will ever get due justice.

If a film has never emerged of how Germans have been treated, the explanation can be found in virtually all the senior executives at the major studios being Jews. Writers, pro­ducers, and to a lesser degree directors are disproportionately Jewish and the political power they have is nothing no one is not aware of. Joel Stein a writer boldly declared in 2008 As a proud Jew, I want America to know about our accomplishment. Yes, we control Hollywood … I don’t care if Americans think we’re running the news media, Hollywood, Wall Street or the government. I just care that we get to keep running them.”

Perhaps its good to compare the comparisons in the counterpart’s influence in Sri Lanka of late as well.

හැම සංස්කෘතියක් ම මොන මොන විදිහට හරි වෙන වෙන අයත් එක්ක ගනුදෙනු කරලා, නෑදෑකම් යාළුකම් ඇතිකරගෙන තියෙනවා. ඉතින් මෙයට පෙර ලිපි කිහිපයකින් විස්තරකරපු විදිහට අපේ සංස්කෘතිය විවිධ බාහිර අංගවලින් පෝෂණයවෙලා තියෙන එක අරුම පුදුම දෙයක් නෙවෙයි. ඒත් අපේ තියෙන වෙනස තමයි මේ රටේ අධිපති සංස්කෘතියක් නැතිකම.

 ඩොමිනන්ට් කල්චර්” කියන්නේ සංස්කෘතික අධ්‍යයනවල දී යොදාගැනෙන මූලික ම සංකල්පයක්. අධිපති සංස්කෘතියේ සන්නිවේදන චර්යා, අදහස්, අගයයන්, විශ්වාස සහ භාවිතාවන් තමයි සමාජයක රජකරන්නේ. උදාහරණයක් විදිහට ගත්තොත්, ඇමෙරිකා එක්සත් ජනපදයේ දැන් රජකරන්නේ සුදු-අංග්ලෝ-සැක්සන්-රෙපරමාදු සංස්කෘතිය. ඒ අතරිනුත් සුදු-වැඩිහිටි-පිරිමි ආධිපත්‍යය තමයි මුල් තැනැක් ගන්නේ. කළු හමක් තිබුණත් බැරැක් හුසේන් ඔබාමාට ඇමෙරිකා එක්සත් ජනපදයේ ජනාධිපති වෙන්න පුළුවන් වුනේ ඔහු මේ අධිපති සංස්කෘතියෙන් මේච්චල් වුනු පුද්ගලයකු බව ඒ රටේ මිනිස්සු හඳුනාගෙන තිබුණු හින්දා. ඔහු ඒ රටේ අධිපති සංස්කෘතියේ භාෂාව ඉතාමත් චතුර විදිහට හසුරුවනවා. ඒ වගේ ම, රෙපරමාදු ආගම අදහනවා. ඒ රටේ අධිපති සංස්කෘතියේ අගයයන් අඩුවක් නැති ව පිළිගන්නවා. ඒවා මත පදනම් වෙලා හොඳ-නරක, හරි-වැරැදි දකිනවා.

බැරැක් ඔබාමා සහ කීර්ති ශ්‍රී රාජසිංහ රජතුමා පිළිබඳ මේ විස්තරයෙන් පැහැදිළිවෙන්නේ රටක රජවීමට යමකු ඒ රටේ අධිපති සංස්කෘතිය පිළිගැනීම සහ ඒ අනුව කටයුතුකීරීම මූලික අවශ්‍යතාවක් බවයි. ඒ වැඩේට උපත හරි වර්ණය හරි අදාළ වෙන්නේ නෑ. මේ කාරණය තහවුරුකරන්න උදාහරණ වශයෙන් ගෙනහැර දැක්විය හැකි අවස්ථා තව ඕන තරම් තියෙන බව අපේ පාඨකයෝ දන්නවා. අධිපති සංස්කෘතිය කියන්නේ රටක පොදු අනන්‍ය බව පෙන්වන දෙයක්. සමාජයක් ඇතුළේ මොන බෙදීම් තිබුණත් ඒවා ඇතිවෙන්නේ මේ පොදු අනන්‍ය බව ඇතුළේ. උදාහරණයක් විදිහට, ඇමෙරිකා එක්සත් ජනපදයේ ප්‍රධාන දේශපාලන පක්‍ෂ දෙක රිපබ්ලිකන් සහ ඩිමොක්‍රටික් අගයයන් වටා සංවිධානය වී තිබුණට ඒවාට සම්බන්ධ වෙලා ඉන්නේ සුදු-අංග්ලෝ-සැක්සන්-රෙපරමාදු අධිපති සංස්කෘතියේ පාර්ශ්වකාරයෝ. ජාතික ප්‍රතිපත්ති කියන ඒවා හැදෙන්නේ, රැකෙන්නේ මේ පොදු බව ඇතුළේ. අපි වගේ ම බටහිර යටත්විජිත බලපෑමට කාලයක් තිස්සේ යටත්වෙලා හිටියත් මැලේසියාවට පුළුවන් වුනා තමන් ගේ අධිපති සංස්කෘතිය යම් ආකාරයකින් රැකගෙන වර්ධනය කරගන්න. ඉස්ලාම් ආගමේ ආභාෂය ලබපු සංස්කෘතියක් බටහිර ලිබරල් අගයයන්ට ඒ තරම් මුල් තැනක් නොදෙන එක මේ කාරණයට හේතු වෙලා තියෙනවා කියන්න පුළුවන්. කොහොම හරි භුමිපුත්‍ර සංකල්පය මුල්කරගත්ත තමන් ගේ ම වූ ජාතික ප්‍රතිපත්ති ගොඩනගාගන්න මැලේසියානුවන්ට පුළුවන් වෙලා තියෙනවා.

අධිපති සංස්කෘතියට අමතර ව සමාජයක විවිධාකාර සහ-සංස්කෘතීන් තියෙනවා. ජනවර්ගය, ආගම, භාෂාව, ස්ත්‍රී-පුරුෂ සාධක, වයස, ලිංගික නැඹුරුව වගේ කාරණා මත තමයි මේ විදිහේ සහ-සංස්කෘතීන් ඇතිවෙන්නේ. එක් එක් සහ-සංස්කෘතිය අනෙක් සහ-සංස්කෘතීන්ගෙනුත්, සමාජයේ ප්‍රධාන අධිපති සංස්කෘතියෙනුත් යම් යම් ආකාරවලින් වෙනස්. එහෙම නැතිනම් ඒ සහ-සංස්කෘතීන්ට අනන්‍යතාවක් ලැබෙන්න විදිහක් නෑ. මේ සහ-සංස්කෘතින්වල අය තම තමන් ගේ අයිතීන්, උවමනාවන් වෙනුවෙන් විවිධාකාරයෙන් සංවිධාන ගතවෙනවා. මේ වගේ වෙනස්කම් හින්දා ඕනෑ ම සමාජයක් ඇතුළේ යම් යම් ගැටුම්, අලකලංචි ඇතිවෙන්නත් පුළුවන්. ඒවා ගැන කවුරුවත් ඕනවාට වඩා කම්පාවෙන්නේ නෑ.

ඒත් අද අපේ සමාජය සංස්කෘතික ජංජාලයක් බටව පත්වෙලා. ප්‍රධාන සංස්කෘතික අගය පද්ධති දෙකක් ඒ ඒ පුද්ගලයා තුළත්, සමාජය තුළත් රජකරනවා. එක පැත්තකින් අපිට ම ආවේනික වූ සංස්කෘතික අගය පද්ධතියක් අපි හැමෝ ම ළඟ අඩු වැඩි විදිහට තියෙනවා. කලින් ලිපියකින් කියපු විදිහට අපේ මේ පැත්ත ඉතාමත් ශක්තිමත්. බ්‍රිතාන්‍ය කිරීටයට මුළු ලෝකය ම යටත්වෙලා තියෙන කාලෙත් අපි ඒ බලවතා ගේ පාර්ශ්වකාරයොත් එක්ක වාද විවාද කරලා අපේ කොඩිය ඉස්සුවා. අනෙක් පැත්තෙන්, අපි හැමෝ ම පුද්ගලාන්තික අගය පද්ධතියක් උඩ ගොඩනගපු ලිබරල් අදහසුත් යම් යම් ප්‍රමාණවලින් පිළිගන්නවා. ඒවාට ගරුකරනවා. අපේ මේ පැත්තත් ඉතා ම ශක්තිමත්. ලිබරල් අදහස් පිළි නොගන්න අයකු අපේ රටෙන් හොයන එක සමාන කරන්න පුළුවන් කෙනකු නොමැරුණු ගෙයකින් අබ ඇට ටිකක් ඉල්ලන වැඩේට.

මේ විදිහට එකිනෙකට හාත්පසින් ම වෙනස් අගය පද්ධති දෙකක් එක විදිහට ම ශක්තිමත් ව ඉදිරියට ඒම හින්දා අද මේ රටේ අධිපති සංස්කෘතියක් නැති සමාජයක් බිහිවෙලා තියෙනවා කියලා කියන්න පුළුවන්. මේ ගැන එක්තරා ආකාරයක වාදයක් තියෙන බව ඇත්ත. අපට ම ආවේනික අගයයන්ට මුල් තැන දෙය අය කියන්නේ අද මේ රටේ රජකරන්නේ ලිබරල් අදහස් කියලා. මේ නිරීක්‍ෂණයට පදනම් වුනු හේතු තියෙනවා. සමාජයේ ආධිපත්‍යය හොබවන සංස්කෘතිය නියෝජනය කරන අය තමයි ඒ සමාජයේ තීරක කාර්යයක් ඉටුකරන්නේ. මේ බලය හොබවන පිරිස සංඛ්‍යාත්මක ව විශාල විය යුතු නෑ. ඒ කියන්නේ සමාජයේ ජීවත්වන බහුතරයේ නියෝජනයක් අධිපති සංස්කෘතියක පැවැත්මට උවමනා කරන්නේ නෑ. ඒ විදිහට සංස්කෘතික ආධිපත්‍යය දරන අය තමයි සමාජයේ ආගමික සංස්ථා, රජය, අධ්‍යාපනය, ජනමාධ්‍ය, මුදල් ක්‍රමය, හමුදාව සහ ඒ වගේ තවත් තීරක දේවල් මෙහෙයවන්නේ.

අපේ රටේ මේ ආයතන නිශ්චිතව ම එක පැත්තකට බරයි කියලා කියන්න බෑ. කොහොම වුනත්, අපි කලින් ලිපියකින් පැහැදිළි කළා මේ සියලු ආයතන කොළඹ මුල් කරගෙන මෙහෙයවන ආකාරය. ඒ වගේ ම, ඒ ලිපියෙන් විස්තර කළා කොළඹ කියන්නේ මොන විදිහට හැදිලා වැඩිලා ලොකුවෙච්ච නගරයක් ද කියන එක. මේ නිරීක්‍ෂණය මත පදනම් වෙලා මේ රටේ ජනමාධ්‍ය ආයතන දෙස බැලුවොත් ඔබට පෙනේවී ඒවායේ අයිතිය කවුරුන් අතේ ද තියෙන්නේ කියන කාරණය. ඇත්තෙන් ම අයිතිය විතරක් නෙවෙයි. ඒ ආයතනවල සේවය කරන ජනමාධ්‍යවේදීන්ගෙන් අතිමහත් බහුතරය පවා ලිබරල් අදහස්වලින් පෝෂණය වුනු අය. ඔවුන්ගෙන් සෑහෙන ප්‍රමාණයක් කොළඹ, ගාල්ල, මහනුවර නගරවල හරි ඒ ආශ්‍රිත ව හරි ඉගෙනගත්ත අය. එහෙම නොවන අය ඉන්නේ ඉතා ම සීමිත ප්‍රමාණයක්. මේ රටේ බොහෝ රාජ්‍ය අයතනවල මුල් පුටුවලට පවා එන්නේ ඒ විදිහට ලිබරල් අදහස්වලින් හොඳින් පෝෂණය වුනු අය. ඒ හින්දා තමයි මේ රටේ අද රජකරන්නේ ලිබරල් අදහස් කියන චෝදනාව ඉස්මතු වෙලා තියෙන්නේ.

ඒත්, අපිට එහෙම ම කියන්න බෑ. උදාහරණයක් විදිහට ගත්තොත් ජනමාධ්‍යවේදීන් කටයුතුකරන්නේ රික්තයක නෙවෙයි. ඒ අය ලියන දේ, කියන දේ රටේ බහුතර ජනතාව විසින් පිළිගත යුතුයි. එහෙම නැතිනම් ඒ අයට රැකෙන්න බෑ. අඩු ගණනේ හොඳින් වෙළෙඳ දැන්වීම් ටිකක් ලබාගැනීමටවත් පත්තරයක් හොඳට අලෙවි කරගන්න ඕන. ගුවන්විදිලිය, රූපවාහිනය වගේ මාධ්‍යයකට නම් හොඳ ශ්‍රාවක, ප්‍රේක්‍ෂක ප්‍රතිචාරයක්, පිළිගැනීමක් ලබාගන්න ඕන. ඒ හින්දා ජනමාධ්‍යවේදීන්ට බෑ හිතු හිතු විදිහට හැසිරෙන්න. තමන් ලියන දේ, කියන දේ රටේ අතිමහත් බහුතරයේ අගයයන්ට ගැලපෙන විදිහට ඉදිරිපත්කරන්න ඒ අයට සිද්ධවෙනවා. රජය කියන ආයතනයට රටේ බහුතරය ගේ අගයයන්, උවමනා එපාකම් ඍජුව ම බලපානවා. ඒ අය ජනතාව ගේ ඡන්දයෙන් තේරිලා බලයට එන අය. ඒ වගේ ම, අපේ රටේ භික්‍ෂුන්වහන්සේලාටත් විශාල සමාජ බලයක් තියෙනවා. මොන රටක වුනත් හමුදාව වගේ ආයතන පුද්ගලාන්තික ලිබරල් අදහස්වලින් පාලනය කරන්න, මෙහෙයවන්න බෑ. ඒක ඇමෙරිකා එක්සත් ජනපදයට වුනත් පොදුයි. අපේ රටෙත් හමුදාව ඇතුළේ සෑහෙන්න සමූහාන්තික, ලිබරල් නොවන අදහස් රජකරනවා. ඉතින් ලිබරල් අදහස්වලට වැඩියෙන් නැඹුරු අය පිළිගන්නේ නෑ අපේ රටේ තමන්ට ආධිපත්‍යයක් තියෙනවා කියලා. ඒ අය දකින්නේ ඒකේ විරුද්ධ පැත්ත.

ඇත්ත කතාව තමයි අපේ සමාජය තුළ මේ කාටවත් හරි හමන් ආධිපත්‍යයක් නැති එක. ඒ කියන්නේ දැන් මේ රටේ අධිපති සංස්කෘතියක් නෑ. දැන් අපේ රටේ තියෙන්නේ බිඳුණු, ඉරි තැලිච්ච සංස්කෘතියක්. සමාජය පුදුමාකාර විදිහට බෙදිලා. අපි හැම වෙලාවේ ම වගේ කරන්නේ එකිනෙකා එක්ක ගැටුම් ඇතිකරගන්න එක. එකිනෙකා විවේචනය කරන එක. විවේචනය කියන්නේ අපි පිළිගන්නා අගයයන්ට සාපේක්‍ෂව සිදුකරන දෙයක්නෙ. ඒ අගයයන් මත පදනම් වෙලා අපි කියනවා මේ දේ හරි, මේ දේ වැරැදි කියලා. ඒ වගේ ම මේ දේ හොඳයි, මේ දේ නරකයි කියලා. ඒත් කවුරු හරි ළඟ එකිනෙකට වෙනස් අගය පද්ධති දෙකක් රජකරන කොට මොකද වෙන්නේ? තමන් කියන්නේ මොකක් ද කියලා තමන්වත් නොදන්න තත්ත්වයකට පත්වෙනවා. අද මේ රටේ තියෙන්නේ ඒ විදිහේ වාතාවරණයක්. ඉතින් අපි දවල් රෑ නැතිව එකිනෙකා ව විවේචනයකරනවා. බැණගන්නවා. කා කොටාගන්නවා.

මේ විදිහේ කා ගොටාගැනීම් හැම තැන ම දකින්න පුළුවන්. උදාහරණයක් විදිහට දැන් වෙබ් අඩවිවල වාර්තාකරන ප්‍රවෘත්ති, ලිපි ආදියට පාඨකයෝ දක්වන ප්‍රතිචාර ගෙනහැර දක්වන්න පුළුවන්. මේ අයගෙන් වැඩි දෙනෙක් කරුණු කාරණා සළකලා යමක් කියන්නේ නෑ. හුඟක් වෙලාවට කරන්නේ අසභ්‍ය වචනවලින් බැණගන්න එක විතරයි. එකිනෙකට වෙනස් අගය පද්ධති දෙකක් පිළිගන්න කෙනකුට පුළුවන් තමන් පිළිගන්න ප්‍රතිපත්ති පැත්තකට දාලා ඉතාමත් කෙටි කාලයක් ඇතුළත ඊට පටහැනි ප්‍රතිපත්ති ටිකක් කර පින්නගන්න. මේ දේශපාලනඥයන්ට විතරක් වැළැඳිලා තියෙන රෝගයක් නෙවෙයි.

අපේ සමාජයේ හැම තැන ම ගැටුම්. උද්ඝෝෂණ. වැඩවර්ජන, කලකෝහාල, කඩාකප්පල්කාරී වැඩ නැති දවසක් හොයාගන්න අමාරුයි. හැමෝ ම වගේ ඉන්නේ අතෘප්තියෙන්. අනාගතය ගැන වැඩි විශ්වාසයක් නෑ. මොනවාගෙන් මොනවා වෙයි ද කියලා කාටවත් හිතාගන්න බෑ. ඉතින් බොහෝ දෙනෙක් කෙටි කාලීන ඉලක්කවලින් ඔබ්බට හිත යොමුකරන්නේ නෑ. සෑහෙන පිරිසක් පුරුදුවෙලා ඉන්නවා බඩ පලලා බිත්තර ගන්නවා වගේ වැඩකරන්න. බිත්තර දාන කල් බලාගෙන ඉන්නේ කොහොම ද? ඒ එක්කම එක්තරා ආකාරයක භීතියකුත්, එහි ප්‍රතිඵලයක් විදිහට යම් විදිහක අකර්මන්‍යකමකුත් සමාජය තුළ පැතිරිලා. මේ අසහනය දැකලා ඒකෙන් තමන් ගේ බඩ පුරවාගන්න විජ්ජා පෙන්නන අයත් ඉන්නවා. ඉතින් බොහෝ පිරිස් කාලෙන් කාලෙට එක එක රැළි පස්සේ දුවන්නත් පුරුදුවෙලා. තමන් තුළ ඇතිවෙලා, පැතිරෙන අතෘප්තිය ඒ මාර්ගවලින් සමහන් කරගන්න පුළුවන් කියලා ඒ අයට හිතෙනවා වෙන්න පුළුවන්.

මේ කියන්නේ විවිධ අදහස් සමාජයක නොතිබිය යුතු බවක් නම් නෙවෙයි. දහසක් ගුරුකුල ඇතිවෙන එක සමාජයේ ප්‍රගමනයට හේතුවක්. ඒත් ඒවා ගොඩ නගාගන්න ඕන දැනුම උඩ. කරුණු කාරණා මත පදනම්වෙලා. ඒත් දැන් අපේ සමාජයේ අතිමහත් බහුතරයක් යමක් දැනගන්න, තමන් දන්න දේ තව තවත් වැඩි දියුණුකරගන්න උනන්දුවෙන්නේ නෑ. ඉගෙනගැනිල්ල විභාග පාස්කිරීමට සීමාවෙලා. ඊට අමතරව බොහෝ හිතලු පවා දැනුම විදිහට සමාජය ඇතුලේ බෙදා හදාගන්නවා. ඉතින් මේ විදිහට ප්‍රමාණවත් දැනුමක් නැතිව අන්ධවුනු සමාජයක් රවට්ටන්න හරි ලේසියි

Public Meeting at Ananda College, Colombo on May 30, 1953

Minutes

The main purpose of this meeting was to make public the findings of the survey carried out by Asoka Weeraratna on the current state of Buddhist activities in Germany and the prospects for a Buddhist Mission to Germany before the Buddha Jayanthi celebrations in 1956, and to embark on a membership drive.

Hon. C.W.W. Kannangara, Minister of Local Government presided at the Meeting, which was largely attended and comprised a very representative gathering of leading Buddhists. 

Ven. Baddegama Piyaratana Maha Nayake Thera, Principal of Vidyodaya Pirivena, administered ‘ Pansil’.   

Mr. Asoka Weeraratna in welcoming those present explained the object of the meeting  and presented a detailed account of his survey of the present state of Buddhism in Germany made during his recent visit. He pointed out the importance of Germany and the unique contribution it has made towards the enrichment of European thought, culture and science. He stated that Germany was the pulse of the European continent, and that the largest number of Theravada Buddhists of Europe was at present found in Germany. 

At the end of Asoka’s detailed presentation, Hon. C.W.W. Kannangara moved the following Motion:

  This House is of the opinion that the public of Ceylon should fully support the efforts of the Lanka Dhammaduta Society for the establishment of the Sambuddhasasana in Germany and propagate Buddhism in Europe ”

 Ven. Pandit D. Revata Thera seconded the Motion, which was unanimously adopted by the House.

Next, Mr. C.D.A. Gunawardena moved the following Motion:

  This House is of the opinion that the Lanka Dhammaduta Society should take immediate steps to send a Buddhist Mission to Germany before 1956 in order to commemorate the 2500^th year of the birth of the Buddha and further that the Society should take immediate steps to establish a permanent Buddhist Centre in Germany comprising a Vihara, Preaching Hall, Library, and Settlement for Upasakas ”.

 Ven. Pandit Akuretiye Amarawansa Thero seconded the Motion, which was unanimously adopted by the House.

 Ven. Baddegama Piyaratana Maha Nayake Thera, Principal of Vidyodaya Pirivena, Ven. Kirivattaduwa Pannasara Nayaka Thera, Principal of Vidyalankara Pirivena, Ven. Nyanatiloka Maha Thera (the German monk) and Mudaliyar P.D. Ratnatunga and Mr. H.L. Caldera all spoke in support of the work of the Society and the great importance of sending a Buddhist Mission to Germany before the Buddha Jayanthi celebrations in B.E. 2500 (1956 AD).

 Ven. Balangoda Ananda Maitreya Maha Thera added that one of the greatest services that one can do to the Sasana is to help the Society to establish the Buddhist Dispensation in Europe with Germany as its center. 

Hon. C.W.W. Kannangara, Minister of Local Government, speaking from the Chair said that he had known the Hon. Secretary of the Society, Mr. Asoka Weeraratna from his boyhood and that he could vouch for his integrity. The Hon. Minister added that the Society was going to serve one of the greatest causes of Buddhism launched after the Great Emperor Asoka of India. He therefore urged that all Buddhists should back the Society in every way in order to help it to establish the Buddhasasana firmly in Germany before the Buddha Jayanthi of 1956.

A well attended public meeting was held at the Colombo Town Hall on September 06, 1954 sponsored by the German Dharmaduta Society to raise funds ( One Million Rupees – Dasa Laksha Aramudala ) to sponsor a Buddhist Mission to Germany. Mr. Dudley Senanayake presided at this meeting.

Laying of the Foundation Stone

This photo was taken on December 9, 1955 on the occasion of the laying of the Foundation Stone to construct the headquarters of the German Dhramaduta Society at No. 417, Bullers Road (later known as Bauddhaloka Mawatha), Colombo 7.

 Allocate Sufficient Number of Houses for the Internally Displaced Sinhalese in N & E or Arrange Payment of Compensation

The unenviable bleak situation faced by the Sinhalese who were earlier residents in the Northern Province is being ignored continuously and it is nothing but fair to consider allocating a sufficient number, of the proposed 65.000 new houses to alleviate their misery.

The government’s plan in rehabilitating the IDP’s should not be restricted to only the Tamil people but should equally consider the plight of the Sinhalese who were ousted from their residences from 1970s and 1980s in the North and East  provinces and many of them are living in temporary makeshift sheds in the North Central Province, Eastern Province and villages in the district of Vavniya.

On the basis of census carried out by the department of Census and Statistics of the Sinhala population in the flowing districts were as follows.

In Jaffna, the Sinhalese were engaged in businesses such as owning bakeries, jewellery shops, carpentries, vegetable stalls. They were threatened initially by the militant Tamil groups in the 70s and subsequently some of them were  killed by the LTTE Tamil terrorists and the others were forced to run to save their lives mainly to the North Central Province. Their houses and the business premises were given over to the families of the LTTE members who belonged to the so called maha veer families, as the LTTE called them.  Under the reconciliation process launched by the Government in order to have a meaningful unbiased and real reconciliation mechanism, the Government should make all possible arrangements to give back those properties appropriated by the LTTE  to Sinhala people.

The affected Sinhalese submitted their claims for the return of the properties taken by force by the Tamil groups but to date have not received any response. The majority of the victims now live in the North Central Province leading a hand to mouth existence.

To be fair in the allocation of 65,000 houses which are going to be built for the internally displaced persons the Government has the duty to consider the plight of the Sinhalese, The total number of Sinhalese ethnically cleansed will be around 30,000 persons when the data from Kilincchchi, Kokavil, Mulativ  and other places in the Northern province are added.

We therefore,, request you to CONSIDER allocating a sufficient number of houses out of 65,000 houses to the Sinhalese IDPs on an equal footing with the Tamils from the Northern and Eastern Provinces or arrange payment of due and fair compensation to them.

ශ්‍රී ලංකාවට බහු ජාතික සමාගම්වල කිරිපිටි හදුන්වා දුන්නේ 1927දීය. ඒවා මුල් යුගයේදී රෝහල් මගින් නොමිලේ ලබාදීමට ඔවුහු නිර්ලෝභි විය. මව්කිරි බහුල ලෙස ලමයාට පෙවීම සඳහා මව්වරුන්ට කිරි එරීමට විදේශවලින් ගෙන්වන කිරිපිටි සුදුසු බවට 1936 ජනවාරි මස සඳරැස සහ දිනමිණ පුවත්පත්වල වර්ණ දැන්වීම් පලවිය. ශ්‍රී ලංකාවට 1948 නිදහස ලැබීමෙන් පසු රජයේ ප්‍රවෘත්ති දෙපාර්තමේන්තුව 1949දී එළකිරිවල ගුණය කියාපාමින් පුළුල් ප්‍රචාරයක් සිදුකරන ලදී. එහෙත් සංවිධානාත්මක බලවේගයන් විසින් රජයේ නිලධාරින්ට විදේශ ශිෂ්‍යත්ව සහ ත්‍යාග ලබා දෙමින් එය ලත් තැනම ලොප් කෙරිණි. විදේශයෙන් ආනයනය කරන කිරිපිටි රාජකීය දරුවන්ගේ ආහාරය ලෙස හදුන්වා 1965දී බහුජාතික සමාගම් තවත් ප්‍රචාරයක් සිදු කළේය.

ශ්‍රී ලංකාවේ වර්තමානයේ ලියාපදිංචි කිරි ගොවීන් සංඛ්‍යාව 238,332කි. ලියාපදිංචි නොවූ සුළු ගොවින් ලක්ෂයකට ආසන්නය. කිරි ලබාදෙන එළ ගවයින් 251,490කින් වාර්ෂිකව නිපදවන කිරි ලීටර් දශලක්ෂ 240කි. මී ගවයින් 86,226ක් සිටින අතර එමගින් වාර්ෂිකව නිෂ්පාදනය කරන කිරි ලීටර් සංඛ්‍යාව දශලක්ෂ 55කි. ශ්‍රී ලංකාවේ දිනපතා නිපදවන කිරි ලීටර් සංඛ්‍යාව ලක්ෂ 8කි. කිරිවලින් ශ්‍රී ලංකාව ස්වයංපෝෂිත වීමටනම් දැනට කිරි ලීටර් දශලක්ෂ 259ක්වන වාර්ෂික කිරි නිෂ්පාදනය ලීටර් දශලක්ෂ 702 දක්වා ඉහළ නැංවිය යුතුය. ශ්‍රී ලංකාවේ දැනට කිරි අවශ්‍යතාවයෙන් දේශීය වශයෙන් නිෂ්පාදනය වන්නේ සියයට 33ක ප්‍රමාණයකි. ඉතිරි සියයට 67 විදේශයන්ගෙන් ආනයනය කිරීමට සිදුවි තිබේ. ඒ සඳහා රටට වාර්ෂකව ඩොලර් දශලක්ෂ 300ක විදේශ විනිමයක් වැයවේ.

වසර 2005 සිට 2012 දක්වා සසදන කල  මුළු කිරි නිෂ්පාදනය දශලක්ෂ 107කින් වැඩිවී ඇත. එය සියයට 56ක වැඩිවීමකි. කිරි දෙනුන් සංඛ්‍යාවද 155,000කින් වැඩිවී ඇත. තව කිරි දෙනුන් ලක්ෂ 3කගේ කිරි දොවාගත් විට ශ්‍රී ලංකාව දියර කිරෙන් ස්වයංපෝෂිත කල හැකිය. එය අසීරු ඉලක්කයක් වුවද ඒ සඳහා අදාළ අංශ උත්සාහය අතහැර නැත. මේ සඳහා උසස් තත්ත්වයේ කිරි එළදෙනුන් 25,000ක් ඔස්ට්‍රේලියාවෙන් ගෙන්වීමට තීරණය කර ඇති අතර ඉන් කිරි එළදෙනුන් 5000ක් 2014 අවසන් වන විට ගෙන්විමට කටයුතු කරන ලදී. එම කිරි දෙනුන් පැටවුන් බිහි කිරීමෙන් පසු පැටවුන් සුළු සහ මධ්‍යම ප්‍රමාණයේ කිරි ගොවින් වෙත බෙදාහැර ඇත.

එහෙත් කිරිගව ආහාර, බෙහෙත් මිල ඉහළයෑම වැනි ආදායමට වඩා නිෂ්පාදන මිල ඉහළයෑම නිසා කිරි ගොවියෝ බරපතල ගැටළු රැසකට මුහුණදී අසරණ භාවයට පත්වී ඇති බව 2016 අප්‍රේල් මස අවසානයේදී කුරුණෑගල, බදුල්ල සහ නුවරඑළිය යන දිස්ත්‍රික්කයන්වල අප කල මාධ්‍ය වාර්තාකරන වැඩසටහනකදී හෙළිවිය. කිරි ගොවිතැනට බැංකු මගින් ණය සහන පොලියට ලබාදෙන බව කීවද ගෙවීමට සිදුව ඇති බැංකු පොලිය සියයට 12කි. අධික පෑවිල්ල නිසා තෘණ සොයා ගැනීමට අසීරුවීමෙන් කිරි එළෙදෙනුන්ට  විකල්ප ආහාරයක් ලෙස බියර් මණ්ඩි කෑමට දෙන අතර එහි කියුබ් එකක මිල රුපියල් 15,000කි. කිරි ලීටරයක් සඳහා රුපියල් 70ක සහතික මිලක් තිබුණද රජය මැදිහත්ව සහනදායි වැඩපිලිවෙලක් සිදු නොකරහොත් නුදුරේම මෙරට දියර කිරි නිෂ්පාදනය නඟා සිටුවීමට ගත් ප්‍රයත්නය බිඳවැටීම කිසිවෙකුට නවතා ලිය නොහැකි වනු ඇත.(ධර්මන් වික්‍රමරත්න විසිනි) The writer is a senior journalist who could be reached at ejournalists@gmail.com OR 011-5234384

වෛද්‍ය රුවන් එම් ජයතුංග 

නිර්වින්දන වෛද්‍යවරයෙකු ලෙස මම වසර කීපයක් සේවය කලෙමි. මම නිර්වින්දන වෛද්‍ය පුහුණුව ලැබුවේ විශේෂඥ නිර්වින්දන වෛද්‍ය ප්‍රියංගනී ආරියරත්න මහත්මිය යටතේ රාගම රෝහල හෙවත් උතුරු කොලඹ ශික්‍ෂණ රෝහලේදීය​. මෙම පුහුණුව ලැබූ කාලය 1999 වසර අග භාගය විය​. මේ කාලයේදී මා සමග වෛද්‍ය ග්‍රේශන් ජයවර්ධන , වෛද්‍ය විරාජ් පෙරමුණ වැනි ජොලි සීයලාද සිටි හෙයින් නිර්වින්දන   පුහුණුව ඉතා විනෝද ජනක විය​. එය මාගේ වෘත්තීය ජීවිතයේ රසවත් කාලයකි.

1999 අග සිට 2000 වසර අග දක්වා වසරක් ආසන්න කාලයක් අප උතුරු කොලඹ ශික්‍ෂණ රෝහලේ සිටියෙමු. මුල් කාලයේදී වෙහෙසී පුහුණුවීම් කල අප විශේෂඥ නිර්වින්දන වෛද්‍ය ප්‍රියංගනී ආරියරත්න , විශේෂඥ නිර්වින්දන වෛද්‍ය කාමෙල් විජේසේකර , විශේෂඥ නිර්වින්දන වෛද්‍ය දුෂ්‍යන්ති පෙරේරා යන මහත්මීන් ගෙන් බැනුම් ද ඇසුවෙමු.

ඒ කාලය පාසල් කාලය මෙන් විය​. අපට මේ විශේෂඥ නිර්වින්දන වෛද්‍යවරියන් තිදෙනා සමග ගුරු ශිෂ්‍ය සැබැඳියාවක් තිබූ අතර බැනුම් ඇසීම​, කට්ටි පැනීම , ශේප් ටෝක් දැමීම , අසරණ පාට් දැමීම , මැඩම්ලාට තරහා යන විට මාරු වීම , ඔවුන් සමග වෛද්‍ය නොවන දේවල් (සිනමාව , ගීත , පිටරට සවාරි) ගැන කතා කිරීමද යහමින් තිබුනේය​. කෙසේ නමුත් මාස දෙක තුනක් යන විට අප තනිවම රෝගීන් නිර්වින්දනය කිරිමට සමර්ථ වූ හෙයින් විශේෂඥ නිර්වින්දන වෛද්‍ය ප්‍රියංගනී ආරියරත්න මිය අපව තනියම ශල්‍යාගාර වලට දැමුවාය​. මීට අමතරව සවස් කාලයේද , රත්‍රී කාලයේද නිර්වින්දන රාජකාරී කිරීමටද නියමිත විය​. මේ නිසා වැඩ පෙන්වීමට ගොස් අප කෙලවාගත් බව වැටහෙන විට අප ප්‍රමාද  වී තිබුණි​.

මේ මේ හේතුවෙන්  මමත් ග්‍රේශනුත් විරාජුත් අපට වූ හදිය ගැන කතා කිරීමට රාගම කසා රෙස්ටුරන්ට් එකට ගියෙමු. රාගම කසා රෙස්ටුරන්ට් එක උතුරු කොලඹ ශික්‍ෂණ රෝහලේ වෛද්‍යවරුන් අතර ප්‍රසිද්ධය. එහි කෑම රසය​. වරක් ශල්‍යාගාරයේ හෙදියක් කසා රෙස්ටුරන්ට් එකේ කෑම රස මොකද කියා විමසූ විට විරාජ් කීවේ වැලිසර කාස රෝහලේ   ප්ලුරීය ආසක්තිය  ( pleural puncture ) කොට ගන්නා ශ්‍රාවය මේ කෑමට දමන නිසා එය රසවත් බවයි. මෙය ඇසූ හෙදියන්ට ඔක්කාරය ආවෙන් අප විරාජ්ට බැන්නෙමු.

අප තනිවම නිර්වින්දකයන් ලෙස රාගම රෝහලේ විශේෂඥ ශල්‍ය වෛද්‍යවරුන් වන වෛද්‍ය නීල් ෆොන්සේකා, වෛද්‍ය ඩී. ඩබ්. වීරසූරිය, වෛද්‍ය රනිල් ප්‍රනාන්දු , වෛද්‍ය සරත් කොල්ලූරේ , වෛද්‍ය ජයන්ත ආරියරත්න  මෙන්ම විශේෂඥ නාරි හා ප්‍රසව වෛද්‍යවරු වන වෛද්‍ය අජිත විජේසුන්දර , වෛද්‍ය අසෝකන් යනාදීන් සමග වැඩ කලෙමු.

ඒ කාලයේ උතුරු කොලඹ ශික්‍ෂණ රෝහලේ නිර්වින්දන වෛද්‍යවරියන් බොහෝ දෙනෙකු වූ අතර පිරිමි නිර්වින්දන වෛද්‍යවරු සිටියේ පහකට නොවැඩි ප්‍රමාණයකි. අප තිදෙනා නවකයන් වූවද දඩි බිඩිගා සාර්ථකව රෝගීන්ට නිර්වින්දනය ලබා දුන් හෙයින් වෛද්‍ය කොල්ලූරේ , වෛද්‍ය රනිල් ප්‍රනාන්දු , වෛද්‍ය අජිත විජේසුන්දර අපට විශේෂ කැමැත්තක් දැක්වූහ​. එසේම හදිසියේ අපගේ වැඩ පිරික්සීමට මැඩම් ආරියරත්න හෝ මැඩම් කාමෙල් විජේසේකර එන විට ඔන්න ට්‍රැපික් පොලිස් එනවා කියා මේ වෛද්‍යවරු අපව දැණුවත් කලෝය​. මේ හැර ශල්‍යකර්ම කරන ගමන් ආතති සමනයට ඔවුන් විවිධ විෂයන් ගැන අප සමග කතා කලෝය​.

විශේෂඥ ශල්‍ය වෛද්‍ය රනිල් ප්‍රනාන්දු මා සමග සයිමන් සහ ගාෆන්කල් යන සංගීතඥයන් ගැන කතා කලේය​. වෛද්‍ය සරත් කොල්ලූරේ රුසියාව , එංගලන්තය , නැගෙනහිර යුරෝපය , දේශපාලනය වැනි විශයන් ශල්‍යකර්ම කරන අතරතුර මා සමග කතා කලේය​.  වෛද්‍ය නීල් ෆොන්සේකා ඔහු මැදපෙරදිග රෝහලක සේවය කල කාලයේ ලැබූ අත්දැකීම් මා සමග කීවේය​. වෛද්‍ය ජයන්ත ආරියරත්න ක්‍රිකට් ගැන කතා කලේය​.

වෛද්‍ය සරත් කොල්ලූරේ ඉතා වේගවත් ලෙස සාර්ථකව ශල්‍යකර්ම කරයි.  ඇපෙන්ඩික්ස් ශල්‍යකර්මය විනාඩි කීපයකි. ඔහු තරම් වේගයෙන් සාර්ථකව ශල්‍යකර්ම කරන වෛද්‍යවරයෙකු මෙතෙක් මා දැක නැත​.

අපගේ වැඩ පරීක්‍ෂාවට මැඩම්ලා එන විට අප වෙන මාතෘකාවක්  තෝරාගෙන මැඩම්ලා සමග කතා කිරීමෙන් ඔවුන්ව ඩිස්ට්‍රැක්ට් කිරීමෙන් බැනුම් සහ අමතර බර වැඩ වලින් බේරුනෙමු. වෛද්‍ය දුශ්‍ෂන්තී පෙරේරා  ඇල්ෆ්‍රඩ් හිච්කොක් ගේ චිත්‍රපට වලට කැමතිය​. ඇය දෝස්මුරයක් දීමට එත්ම මම සයිකෝ , වර්ටිගෝ , ෆැමලි ප්ලොට් වැනි චිත්‍රපට ගැන ඇය සමග කතා කරමි. එවිට සංවාදය පැය භාගයක් සමග ඇදේ. ඒ සමගම ඇයට දෝස් මුරය අමතකව යන්නීය​.

මේ කාලය තුල විවිධ විනෝද ජනක දේ සිදු විය​. වරක් විරාජ් වෙසක් කාලයේදී අප සැමට වෙසක්  කාඩ් එවන ලදි.  මේ කාඩ් වල සිරිත් පරිදි කවි තිබූ අතර  වෛද්‍ය කාමෙල් විජේසේකර මහත්මියට යවන ලද වෙසක් පතේ ” ආසිරි පතමු ඔබට මේ වෙස ෙඟ්  කියා කවි පදයක් තිබූ හෙයින් ඇය මඳක් වික්‍ෂේපණය වී මේ විරාජ් මොකක්ද ඕන නැති කවි එවලා කීවාය​. වෛද්‍ය කාමෙල් විජේසේකර ක්‍රිස්තියානි තැනැත්තියෙකි. එසේම සිංහල ගැඹුරු දැණුමක්ද නැත​. මේ නිසා අප වහාම වෙස ෙඟ්  යන වචනයේ තේරුම කියා දී විරාජ්ව පෝරියල් එකකින් බේරා ගත්තෙමු.

තව දිනක්  විරාජ්ගේ රෝගියෙකු නිර්වින්දන ලැබිමෙන් අවදි නොවූ නිසා අප කලබල වූයෙමු. ඇත්ත වශයෙන්ම සිදුවී තිබුනේ රෝගියාට නිර්වින්දන ඖෂධ මඳක් අධිකව දී තිබීම නිසාය​. මා මෙය වටහාගත් පසුව නිර්වින්දන ඖෂධ නිෂ්ක්‍රිය කිරීමට බෙහෙතක් විද එතෙක් ආතතියෙන් සිටි විරාජ්ගේ සිත සැහැල්ලු කිරීමට විහිලුවක්ද කලෙමි.

මම සත විසිපහක් ගෙන එය ගෝස් කැබැල්ලකින් ඔතා නිර්වින්දන යන්ත්‍රයේ යකඩ කණුවක ගැට ගසා ඔන්න මම ගම්බාර දෙයියන්ට බාරයක් උනා කියා කීවෙමි. මේ අතරවාරයේ ලෙඩාට සිහිය ආවේය​. මා විසින් නිර්වින්දන යන්ත්‍රයේ ගැට ගැසූ පඞුර  දුටු නිර්වින්දන වෛද්‍ය රූබි පෙරේරා බඩ අල්ලාගෙන සිනාසුනාය​.  එම පඞුර  බොහෝ කාලයක් තිබුනු අතර පසුව මම එය කපා ඉවත් කලෙමි.

2000 සහස‍්‍රවර්‍ෂය  එළැඹෙන විට විද්‍යුත් උපකරණ අඩාල විය හැකි බවට මතයක් වූයෙන් 1999 දෙසැම්බර් 31 දින සවස නිර්වින්දන උපකරණ අක්‍රිය වේද යන බියෙන් අප සිටියෙමු. මේ නිසා අප සැම දෙනාටම එදින රාත්‍රියේ සූදානම් පිට ඉන්නට කියා නියෝග ලැබුණි. එහෙත් ජනවාරි 1 දින කිසිදු වියාකූලතාවයකින් තොරව ශල්‍යාගාරයේ සහ දැඩි සත්කාර ඒකකයේ  නිර්වින්දන උපකරණ ක්‍රියා කලෙන් අප සැනසුම් සුසුම් හෙලුවෙමු.

වරක් ජා ඇල බෝම්බය නිසා තුවාල ලැබූ රෝගීන් බොහෝ ගනනක් රාගම රෝහලට ගෙන එන ලදි.  අප දිවා රෑ නිවාඩු නොබලා ඔවුන්ට ප්‍රතිකාර කලෙමු. මේ රෝගීන් අතර සිටි ගායිකා රූපා ඉන්දුමතීද අප නිර්වින්දනයට ලක් කලෙමු.

වරක් වෛද්‍ය වර්ජනයක් පැවති විට බසයක හැපුණු තරුණයෙකු ගෙන ආවේය​. අප සැම ( විශේෂඥ නිර්වින්දන වෛද්‍ය ප්‍රියංගනී ආරියරත්න මහත්මිය ද ඇතුළුව ) වර්ජනය පසෙකලා රෝගියාට ප්‍රතිකාර කලෙමු. නමුත් පත්තර වල ගියේ වර්ජනය නිසා සිදුවූ අපහසුතාවයන් ය​. එහෙත් ඒ ගැන කම්පාවක් නැත​.

මෙසේ වසරක කාලයක් ආසන්නව පුහුණුව ලැබූ අප තිදෙනාට ස්ථානමාරු ආවේය​. මට හලාවතත් විරාජ්ට පුත්තලමත් ග්‍රේශන්ට මාරවිලත් ලැබී තිබුණි. රාගම සේවය කල අවසාන දිනයේදී අප කසා අවන්හල වෙත ගොස් අවසානය සැමරුවෙමු. මේ හැර සති අන්තයේදී අප විරාජ් පෙරමුණ ගේ නිවසේ නිර්වින්දන මැඩම්ලා තිදෙනාට දහවල් භෝජන සංග්‍රහයක්  ද සංවිධානය කලෙමු. වෛද්‍ය දුශ්‍ෂන්තී පෙරේරා මිය ඩියුටි වැටුණු හෙයින් වෛද්‍ය ප්‍රියංගනී ආරියරත්නත් , වෛද්‍ය  කාමෙල් විජේසේකරත් ආවෝය​. මේ හැර විශේෂඥ නාරි හා ප්‍රසව වෛද්‍යවරුන් වන වෛද්‍ය සුනිල් ප්‍රනාන්දු සහ වෛද්‍ය ප්‍රශාන්ත විජේසිංහත් සාදයට ආ බැවින් එය ආලෝකමත් විය​. විරාජ්   වෙහෙසී සාදයට   ආහාර සකස් කොට තිබූ අතර වල් ඌරු මස්  රසවත් ලෙස උයා තිබුණි.

අපට මෙතෙක් තදබල මුහුණක් පෙන්වා සිටි මැඩම්ලා අප තිදෙනා ඉතා හොඳින් පුහුණුව ලැබූ බවත් හොඳින් සේවය කල බවත් කියා අපව ප්‍රණයනය කලහ​. එවිට වැඩිවියට පැමිනුනු බවක් අපට දැණුනි.  මැඩම්ලා අපව කළයකින් නහවා ලේන්සු පෙට්ටියකුත් දුන්නේ නම් අගේ බව අප සිතුවෙමු.

අප මාරුවීම් ලබා ගියෙමු. මම ගියේ හලාවත රෝහලටයි. හලාවත රෝහලේ විශේෂඥ නිර්වින්දන වෛද්‍යවරයෙකු නොවූ  අතර අපට තනිවම වැඩ කිරීමට සිදු විය​. එම නිසා රෝගියාගේ ජීවිතය මුළුමනින්ම රැඳී තිබුනේ අපේ කර මතය​. එය විශාල වගකීමක් විය​. එහෙත් විශේෂඥ නිර්වින්දන වෛද්‍යවරයෙකු නොමැති වූවද කිසිදු සංකූලතාවයකින් , රෝගී මරණවලින් තොරව අප සේවය කලෙමු.

හලාවත රෝහලේ විශේෂඥ ශල්‍ය වෛද්‍ය බී . ජී. එන් රත්නසේන මහතාද අපට මනා සහයෝගයක් දුන්නේය​. වරක් දින 3 වයසැති අළුත උපන් දරුවෙකුගේ බඩවැලේ තිබූ සංකූලතාවක් නිසා ශල්‍යකර්මයක් කිරීමට නියමිතව තිබුණි. විශේෂඥ ශල්‍ය වෛද්‍ය බී . ජී. එන් රත්නසේන මහතා මේ බිළිඳාව නිර්වින්දනය කල හැකිදැයි මගෙන් ඇසීය​. හදිසි තත්වයක් නිසා මම වගකීම ගෙන බිළිඳාව නිර්වින්දනය කලෙමි. වෛද්‍ය රත්නසේන මහතා සාර්ථකව ශල්‍යකර්මය කලේය​. බිළිඳාගේ ප්‍රාණය අප බේරාගත්තෙමු. මෙය සිදු වූයේ 2001 වසරේදී පමණය​. මේ වන විට උක්ත බිළිඳා වයස 15 ක ඉලන්දාරියෙකු විය යුතුය​.

නිර්වින්දන වෛද්‍ය වෘත්තිය ඉතා ආතතිජනකය​. නිර්වින්දන වෛද්‍යවරු අතර රාජකාරීමය දැවීයාම් ( Occupational burnout ) බහුලය​. එහෙත් හාස්‍ය බෙහෙතක් ලෙස යොදා ගනිමින් 1999 සිට 2002 දක්වා මම නිර්වින්දන වෛද්‍යවරයෙකු ලෙස සේවය කලෙමි. මා වෘත්තීය දැවී යාමකට ලක් නොවූයේ හාස්‍ය අනුපාන ලෙස යොදාගත් බව නිසා බව සිතමි.

Today my wife who works in a private hospital came home disgruntled  and disappointed ,reason being the barrage of abuse from patients who have bitterly complained about rising of the charge to OPD treatment from 350 rs to a whapping increase of 75 Rupees !

Cost of all tests such as X ray ,blood has the same fate and I am sure the whole country is cursing some one

Isn’t there any other way of scraping the kitties of richer people or politicians rather than these poor patients who prefer to come to a private hospital rather than waiting in queues in government hospitals ???

Can the hospital owners reduce their profits and absorb the added VAT and provides release to the masses ?

I feel so angry and helpless that we cannot do much to convince the law makers to do something else to generate income to cover debt burden ?

VAT is the most hated word today among the people and the next phrase of words  preceding being This lot has bungled up and we are doomed !

When I read the news above in a state controlled news paper ,I was surprised about the way the media with the state apparatus behave.

Why should FCID prosecute the Chinese Company who has executed a contract for  the government ?

If they think that the Chinese Company has donated money to any party to distribute among the people by way of handing over Silredi or caps or any other tea shirt they should prosecute the parties whi requested the bribe .

They also should have more important items to attend

During the regime of Premadasa similar things happened Companies which executed state   contracts were required to contribute to Gangramaya to distribute umbrellas to the ( mahouts)  keepers of elephants who attend a the annual pageant ,and next year they  had to donate over 100 bicycles to each elephant keeper !

When the May Day comes ruling parties collect money from many contactors to pay for expenses during may day rally

They were companies who donated money  for tea shirts and caps

It is high time that government get on with development program and stop witch hunting pretending to be in glass houses and throwing stones !

This is third world and we have no ethics hence let us live with it and be sensible !

The Dutch, British and post-independent administrators have left behind in their records grim accounts of how the Saivite-Vellahla casteists distorted and perverted the Jaffna political culture. Modern scholars (Jane Russell and Prof. Bryan Pfaffenberger etc), who had studied the socio-political conditions of Jaffna, too confirm that Saivite casteism and Tesawalamai endorsed and legalised the dehumanisation of individuals, reducing the low-castes to irrelevant non-persons. No other society had stripped the basic rights of the individuals, leaving them without a modicum of self-respect. Robbing the less fortunate Tamils of their humanity has been the most disgraceful  obscenity of the Vellahla political culture.

In comparison it seems that the cattle of Jaffna had been blessed with better opportunities to lead lives of quality and dignity than some of the non-Vellahlas. For instance, the cattle in Jaffna could walk in daylight without any obstruction from anyone. But the low-castes were denied that basic right. The Turumbas, one of  the lowest  of  the low-castes, could  walk only at midnight just to prevent them crossing  the path of Vellahlas in daytime and polluting the purity of their eyes.

The cattle  of Jaffna could drink water from any available source. But the low-castes could not  drink water from the high-caste wells.

The cow, indeed, was considered a sacred animal and was treated with respect. But human beings were not even allowed to step in  to the outermost  court  of their Hindu temples.

The bull was elevated to be the highest symbol when the bovine was placed at the centre of the Tamil traditional flag, before Velupillai Prabhakaran replaced  it  with the snarling tiger, a la MGM’s roaring lion.  But the low-castes were condemned as pariahs and excluded from society.

Even the grass that comes out at the other end of the cattle is turned into holy ash” which they wear on their foreheads as a symbol of their religiosity and purity.

In Jaffna it was glorious to be cattle but not human.

Casteism, however, was only one factor. On top of that came slavery, carrying with it all the accretions of inhuman cruelties. It is casteism combined with slavery that warped and dehumanised Jaffna. Casteism and slavery became interchangeable terms with slaves being absorbed into the lowest ranks of the caste hierarchy.  These are two internal factors that dominated the Jaffna political culture and gave Jaffna its unique identity of being  the fascist hell-hole of the oppressed. The mainstream politics of Jaffna, as it unravelled in the colonial and post-colonial periods, cannot be understood without factoring in these two forces, particularly Vellahlaism. Every action and  reaction that emanated from Jaffna was based on Vellahla interests. Saivite-Vellahlaism was the life force that made Jaffna tick. Jaffna  did not / could not / exist without  it. Emphasising the necessity of the caste system to Jaffna society, the leading English publication of the Hindus in colonial times, The Hindu Organ, editorialised  : The caste system which constitutes the hall-mark of Hindu society is indispensable to us Hindus if we are to exist as a corporate body” – p.24, July 18, 1918, The Present Crisis in Hindu Society).

Social scientists too have focused specifically on casteism and slavery as the two conditions necessary to understand the internal dynamics of Jaffna. Dr. H. W. Tambiah, a distinguished legal scholar, dealing with the  caste system in The Laws and Customs of the Tamils of Jaffna said : The caste system in Jaffna is a vital institution. The Vellalas, the landed gentry of Jaffna, had their adimas (slaves) and kudimakkal (persons who were not slaves but who performed customary services to the Vellalas.) Caste impinges in various ways on the question not only of race and religion but of economics law and the customs  of the people. Many institutions and customs  will not be understood by foreign readers  unless they understand the social structure of Jaffna. (p.87 ). He had stopped short of saying that the Vellahla factor proved to be the dominant force that determined not  only peninsular politics but also national politics in the post-colonial period.

Recognising also the dehumanising role played by slavery he states  : Slavery as it existed under the law of Thesawalamai has become  extinct. But the student of the social science will not understand the structure of Tamil Society unless he has studied the law of slavery and the caste system prevailing in Jaffna. Even a student of law will not understand the legal institutions and the law applicable to the Tamils in its proper setting unless there is a discussion of this subject. Hence, an attempt is made to deal with the incidents of slavery under the Thesawalamai.” (p. 74 –Ibid).

Casteism and slavery converged into one solid force during the Dutch period, making it the turning  point in Vellahla, and consequently Jaffna, history. The  rise and consolidation of Vellahlas as a dominating  political  force took place decisively under the Dutch. Under the Portuguese it was the Catholic Karayar (Karawa – fisher folk) in the coastal belt that were privileged. The Protestant Dutch, who brought with them their anti-Catholic politics from Europe, favoured  the Vellahlas by granting them land and government jobs. Four main factors combined in this period to make the Vellahlas the dominant force  : 1. the codification of Tesawalamai which became the Magna Carta of the Vellahla supremacists, giving them the right to own and exploit slave labour and exploit the customs and laws drawn  in favour  of the Vellahlas ; 2. the opening up of the tobacco plantations, with the land grants from the Dutch,  which made the Vellahlas rich and powerful, 3. the importing of cheap slaves from Coromandel to work in the  tobacco plantations and 4, replacing the Catholic appointees of the Portuguese with the Vellahlas recruits to the Dutch administration. The recruitment of Vellahlas to the public service led to a virtual monopoly of the jobs in the public service. Hendrick Zwaardecroon, Dutch Commander  of Jaffna, later complained that this recruitment went so far as to the appointment of even (Vellahla) schoolboys as Majoraals and Cayaals from the time they left school.”

Dr. Tambiah states that the slaves of Jaffnapatnam were  divided into four castes, viz. Koviyars, Chandars, Pallas and Nallavars.” (p. 76 – Ibid).

The Vellahla migrants came from Malabaar in  the the west coast of India and colonised Jaffna in the 12 and 13th centuries. They arrived carrying their casteist baggage. Slavery came later when the Vellahlas were rising as a wealthy tobacco planters. Like the British they needed cheap labour and like the British the Vellahlas reached across the Palk Straits to recruit the S. Indians as slaves. This trade reached its peak in the Dutch period. Hendrick Zwaardecroon gives a glimpse of the thriving slave trade at the time. He wrote: Slaves from the opposite coast are brought here in large numbers, because the accounts state that from December 1, 1694, to the end of November, 1696, no less than 3,589 slaves were brought across, on each of whom was paid to the Company as duty for admittance the amount of 11 fanams, making a total of 39,424 fanams or 9,586 guilders. The people of Jaffna import these slaves only for their advantage, as they find the sale of the creature more profitable than the trade in rice or nely, these grain being at present very dear in Coromandel, which again is a reason why these slaves are very cheap there, being procurable almost for handful of rice.” (p. 29 — Dutch Memoirs, Zwaardecroon). By 1824 the British registers had recorded 15,350 Tamil slaves, according to Colebrook Commission report. .

The tax on slaves benefited the Dutch Company no doubt. But the Vellahla slave masters were the real beneficiaries. They profited the most.  With their newly acquired wealth they also consolidated their base under the Dutch and became the most powerful political force. In fact, the noveau riche Vellahlas were willing to risk a political riot the moment the Dutch dared to replace a Vellahla Cannecapul (writer / clerk) with a Madapally, a rival caste of the same, if not higher, rank. Vellahla politics persistently aimed at retaining their supremacy at the expense of the other Tamils. Even under the colonial masters the Vellahlas ruled according to their traditional rules which were made by the Vellahlas to preserve the supremacy of the Vellahlas. It is their traditional laws and customs that was turned into Tesawalamai.

Describing their supremacy, M. Banks wrote: They (Vellahlas) suppose that  the whole social system  is centred and focused on Vellahlas. All other castes are thought of as satellites to the Vellalas, as their servants and retainers. Those castes which do not fit into this  picture, either  because they never have done (for example, the fishing castes) or because of changes in the social system (artisan castes), are brushed aside as irrelevancies. Alternately, the more historically minded deplore the present time as a sad decline from the golden age when the Vellalas ruled all.” (p. 71. – M. Banks, Caste in Jaffna in E. R. One of the most noteworthy characteristics of the Vellahlas was their undying attachment to their traditions, customs and laws which were embedded in the Tesawalamai, the legal Bible of the Vellahlas which guaranteed them their right to own and use slaves. The Tesawalamai that covered the main aspects of the Vellahla interests gave them the whip hand to rule Jaffna as casteist slave-owners who were no better than those who had power over life and death of the Negro slaves in the Bible Belt of America. Jane Russell who studied the social conditions in Jaffna wrote that the pallas, landless labourers, were however, treated much  like helots or serfs by the vellahlas who formed the powerful landowning class. Their position after the abolition of slavery was not much improved. As (H. W.) Tambiah observed : Although slavery was abolished legally (in 1844), many of the depressed classes remained as de facto slaves of their masters for economic reasons. Even by the mid-20th century the status of the pallas, for example, was hardly any better than a century before. Tambiah quotes from the Manual of Madura District published in 1868 to describe the position of the pallas in 1951 : They are numerous but abject and despised  race. Their principal occupation  is  ploughing the land  of the more fortunate Tamils, and though normally free, they are usually slaves in almost every sense of the word.  The outcasts or  parayas had a deplorable social status.  Among this  group, there was a caste unique to Jaffna, the turumbas or washermen  to the parayas. They were not allowed to be seen in the daylight and could only travel by night.”

According to the Thesawalamai, you can become a slave by birth, purchase, by some other mode of acquisition, or by recall into slavery”(p. 80 – Ibid). The slaves had to get the consent of  their masters to marry. The children of the female slaves belonged to the masters. A freed slave can be recalled and turned into a slave if he was insolent to the old master.

There was slavery even among the Sinhalese in the Kandyan province. But as in the case of caste, slavery was prevalent in the mildest form. The main difference is that the combined power of the casteism and slavery had grown into monstrous proportions, making the Vellahla slave-owners a formidable political force, with power to suppress rival castes and, later, going on the offensive against the rest of the nation.  In the North caste, slavery, racism, Vellahla violence snowballed and grew into a menacing proportions as it rolled down the decades of the 20th century. But this happens to be the very factor that had been overlooked by our theoreticians, diagnosticians, social scientists who had probed into every nook and corner of the Sinhala-Buddhist society. No perceptive observer cold have missed the elephant in the room. But that is exactly what happened.

The role of our pontificating intellectuals who brushed aside the Vellahla factor as an  irrelevancy needs a special study. More so, because  of the dominance of Vellahla casteism as a political force till late in the 20th century, and even today, according to some  research studies, has been a remarkable phenomenon. This reveals its innate power not only to survive but also in its rubbery tendency to bounce back each time it goes down. The British with their active enforcement of the abolition of slavery in 1844 succeeded in eliminating it. They went as far as buying the slaves from their Vellahla owners at 4sh. 6d. But casteism remained as a live political force.  Neither the violence of Prabhakaran which was considered to be anti-Vellahala casteism, nor the Prevention of Social Disability Act, 1957 of S. W. R. D. Bandaranaike had succeeded in eliminating Vellahlaism, root and branch. And the debate continues to this day as to whether it has been eliminated altogether.

What is equally phenomenal was the manner in which the Vellahlas got away with it, either by justifying it, or by covering it up, or by diverting attention to their bete noir, the Sinhalese. How did the Vellahlas manage to hide their crime against their own people, most of which were crimes against humanity, for nearly seven centuries? Why wasn’t it dealt with as a political evil the way the other oppressive regimes were exposed? While the Vellahlas were oppressing their own people under their casteist and fascist jack boots how was it possible for them to claim that they were the victims of the Sinhala majority?

The ability to cover-up their own crimes against their own people and paint the other”, the Sinhalese, as the victimiser of the Tamils, has been a success story of the Vellahla elite manipulating peninsular politics. They are prone to point fingers at others while pretending  that they are pure as new flakes of snow falling from heaven. S. J. Tambiah’s book titled Buddhism Betrayed? is a classic example. It would have shown not only his breadth of knowledge but also his depth of understanding the North-South forces that confronted each other and eventually clashed so violently, if he also wrote a book titled Hinduism Betrayed, with or without  question mark. But like most Tamil intellectuals he refused to look into his own backyard. He was quite  content to look into Sinhala-Buddhism on a lucrative contract given to him by Lal Jayawardena, who was then the head of WIDER, a UN organisation through which he pushed his anti-Sri Lankan political agenda, aided and abetted by his anti-Sinhala-Buddhist wife, Kumari Jayawardena, a thorough bred researcher and a noteworthy academic whenever she was not peddling her anti-Sinhala-Buddhist propaganda.

The role of our public intellectuals in plugging a mono-causal theory, blaming only the Sinhala-Buddhists, is partly responsible for the exacerbation of the North-South relations. They collectively tut-tutted about the violence against the Tamils by the lunatic fringe of the Sinhalese  in the post-1956 period. That was fair enough. But why weren’t they outraged with the same vehemence, if not more, against the violence of Tamils by the Tamils? Why did they pretend that the Tamils were the victims of the Sinhala-Buddhist violence when the Tamils have been the victims of the worst kind for centuries by their Tamil masters? Why did they refuse to even peep over the cadjan curtain and look at the cruelties of the Saivite Vellahlaism? Was  it because it was too shocking for them to view it? Or was it because the architect of Saivite Vellahlaism, Arumuka Navalar, had  no inhibitions about preaching  Hindu violence? His doctrine was spelt out clearly when he said : It is the duty of every Saivite to kill those who steal Sivan’s property or revile him. If one is not strong enough to kill the blasphemer , one must hire another to do it. If one has nothing to hire with, one leave the country where the sinner lives. By remaining in the country one becomes a participator in the sin. (Cited as a footnote in p. 80 — The Bible Trembled, The  Hindu-Christian Controversies of Nineteenth-Century Ceylon,  R. F. Young and Bishop S. Jebanesan, Vienna, 1995).

Chilling, isn’t it? On what humane, or decent principles could any ethical / religious / moral leader ever goad  his followers to kill the  non-Saivites?

Western libraries are groaning with the unbearable weight of volumes written to condemn the Koran, accusing it  of encouraging  the  killing of infidels. But when the Father of Saivite-Vellahlaism utters this barbaric statement there is either a total blackout, or thrown into marginalised footnotes, in academia, media and NGOs dominated by pro-Prabhakaranists and Hindus. Why are the Hindus  of Jaffna who unleashed the Tamil Pol Pot exempt from the same judgment  passed on the Muslims? In fact, the Muslims have been the victims of some  of the most gruesome violence of the Vellahlas throughout  their  history. The Vellahlas, however, hate to be reminded of their inhumanity to their fellow- human beings, particularly the Tamils. To this day, they prefer be with Arumuka Navalar and his avatar, Prabhakaran,  to any other Tamil leader.  Both are worshipped to this day  by the Vellahlas.

Shocked by the Vadukoddai violence unleashed by the LTTE against the Tamils, Prof. Rajan Hoole, one  of the rare Tamil polymaths who had the  courage to look at the internal dynamics of Jaffna objectively, once asked how such brutal violence could come  out  of the womb  of Jaffna. He was looking for an answer to explain the rise of the bloody brutal culture of Jaffna and the mindless violence of Velupillai Prabhakaran.

In the light of what I have  quoted above is there a need to go beyond Arumuka Navalar, the great  hero of the Vellahla cult?

Is the voice of the TNA separatist elements more important than the Tamil people who just want to rebuild their lives, educate their children and live with the rest of the communities together in Sri Lanka? Where has a pen demarcating and dividing territory based on ethnicity or religion worked especially when there is no historical basis to claim homeland or self-determination? Is the world going to listen to a handful of power hungry politicians or the will of the people? When the people are saying they wish to live together why are others wanting to create divisions which goes contrary to the peace, reconciliation, unity and other buzzwords being promoted by these very parties over the years.

We must again remind all that the Eastern Province was under the Kandyan Kingdom and never part of the North while the North was a sub-kingdom under the Emperor of Ceylon. The island nation of Sinhale (now called Sri Lanka) always had only one leader/king/emperor. The historical writings of Portuguese, Dutch and British will reveal that all Tamils were referred to as Malabars (even the Thesavalamai law mentions it is for Malabars) and the term Ceylon Tamils was used for the first time in 1911 only. Therefore there is absolutely no claim to demand self-determination, self-rule, autonomy and the homeland notion is also a total farce if the international community reads the historical evidence that will reveal Sinhalese were living in the North before Malabars came from India.

Devolution hasn’t helped the people as can be seen by the failure of the provincial council systems that has prevailed since 1987 following the signing of the Indo-Lanka Accord and the introduction of the 13^th amendment under threatening influence of India.

Though 36 of the 37 subjects have been devolved the performance of these provinces have poor records in the 36 subject areas devolved. TNA has never utilized the funds they have requested from the Centre though TNA has all the time to go globetrotting demanding police and land powers which have not been devolved for national security reasons. Additionally the international community must also take note that some of the people who are supposed to have been ‘forcibly disappeared & made missing’ are suddenly emerging alive too. This is a major jolt to all the sensationalized stories that human rights groups and various others have been making since 2009. It would be good for foreign nations to seriously look at how many of these ‘disappeared’ are living in their own nations living off welfare handouts that should go to deserving people.

A President of a Country once elected becomes the President of every one.  He will  not only  be the President of the Party he represents, but also those opposition parties which may have voted against him.  Therefore he cannot be a  friend of some of the people and the enemy of some. Because once he is elected President he becomes the President of every Citizens in the country

Therefore we cannot understand Maithripala Sirisena treating  the former President and his supporters different from those who voted for him and promised their support.  Even if those who voted against Maithripala Sirisena speaks against him and his policies  Maithripala Sirisena has no moral right to take vengeance from them. To love your enemy as you love yourself is a great human quality, a way to get into the hearts of the people.

The President  should be able to accept   criticism, and  remain honourable and equanimous  without reacting to critics.  That would show  the greatness of a man who holds the highest office of the Nation.  This is equanimity(upekkha), which  distinguishes the goodness of the character of a person, from others.

But can we say this  about  Maithripala Sirisena ? No, unfortunately not.

He is acting like a cheap  village thug, trying his best to use all the power of his office to take  revenge from his enemies.  He even stops the Joint Opposition from holding a separate May day Rally and gets his Judiciary to issue court orders to  stop the use of the ground for their rally.

It is a shame for Maithripala Sirisena to come down  to that low level of a thug using his force to  stop his enemies  from using their rights.  His stopping the conduct of the Joint Opposition rally is anti democratic.  His fear is that the Galle Rally of his will have a lesser attendance, that should not be the reason for him to act like an authoritarian leader without consideration for other people.

He is becoming an adharmistaya ( අධර්මිෂ්ඨයෙක්). The President of Sri Lanka should be  a man of merit ( පින්වතෙක්). Therefore it is the Buddhist monks who should take him  in hand to make of him a  good  Buddhist leader. 

President Maithripala Siriseana is very boastful. He tell the people at meetings his generosity towards his enemies, like providing security to the former  President and providing him with a helicopter to take him to Medamulana after  the election.

He takes pride in the fact how well he is received by the West. He speaks of how the Queen Elizabeth took her gloves off to shake hands with him.  He tell how the Prime Minister of UK  David Cameron came up to the car that took him to 10 Downing Street, and opened its door for him to get down. He tells of him being invited to attend the G7 Summit meeting. But he little realises that these are the flatteries of Western Suddho to keep Sri Lanka within the Western fold. In reality  it is sure these Western Leaders have a good laugh at his expense dressing him as a man to please ( ගොණාට අන්දනවා). Otherwise what could Maithripala Sirisena contribute to the G7.  He is only the  leader of Sri Lanka, a country which is in the grip of financial bankruptcy.

Even the UNP leader, his Ministers, and  Chandrika flatter him without any great respect or affection. Maithripala Sirisena has served their purpose, and to that extent they speak respectfully of him. The President Sirisena  is weak of mind  not to understand that.

He does not realise that  he will receive  respect and affection of the people by changing his present position  of an angry, vicious, revengeful man taking every opportunity to condemn and assail the former President Mahinda Rajapakse  his family and those who are close to him.

Maithripala Sirisena should accept that Mahinda Rajapakse will remain a popular and a respected man amoung the people of this country. Mahinda Rajapakse’s service to the people cannot be equalled by another leader- past, present and perhaps  in the near future..

As long as the memory of  his elimination of the feared terrorism last,  even if it is not for any other contribution he has made to the country, people will still be grateful to him and show their respect and affection.  That cannot be removed by Maithripala Sirisena or even by any other National leader of Sri Lanka for years to come.

Maithripala Sirisena should stop his anger and vengeance against Mahinda Rajapakse. More he attacks the former President Mahinda Rajapakse, more will President Maithripala Sirisean be hated by the ordinary people of Sri Lanka. It is a fact that a large majority of the Sinhala Buddhists did not vote for him, and still refuse to accept him in preference to Mahinda Rajapakse.

Maithripala Sirisena has nothing to fear from  Mahinda Rajapakse or his supporters, as he  will be the President of Sri Lanka for the next four or five years.  Mahinda Rajapakse is now only a Member of the Parliament and will not be a rival to him in any way other than perhaps taking away the affection of the people from him.

President Maithripala Sirisena should cleanse his mind with thoughts of Buddhist kindness (metta) and compassion( karuna) towards his supposed enemies.  If he begins to understand his enemies and  show sympathy, it will reflect back on him, turning his enemies to be his friends.

Therefore, please be advised  Mr. President to stop your meetings to slam  the former President Mahinda Rajapakse , to speak ill of him and ask people not to attend his May Day rally to be held in Kirilepone. 

If Maithripala Sirisena could do that, even if he were to have a lesser number of people attending his May Day Rally in Galle, the people will reflect on Maithripala Sirisena’s goodness and begin to respect and show their affection to him  in return.

“Those who know how far Baseline Road is from the Lalith Athulathmudali grounds will have some difficulty in believing that all four lanes of Baseline Road were a sea of heads as far as the eye could see.”

May Day this year was different to any previous May Day that we can remember, because this became a test of strength among the contending political formations in the country. Perhaps this ‘test of strength’ element may have been present at previous May Days as well, but it was never so pronounced. On the one side was the government formed for the first time by both the main political parties – the UNP and the SLFP. On the other side was the Joint Opposition made up of several minor parties and about four dozen UPFA parliamentarians most of whom are still representatives of the bifurcated SLFP. It was a lopsided test of strength as the Joint Opposition still does not have a legal standing as a political party and draconian measures were taken by the SLFP in the run up to May Day to prevent their members from attending the Kirullapone rally. Two sitting parliamentarians Geetha Kumarasinghe and Salinda Dissanayake were removed from their SLFP electoral organiserships as a warning to those who wanted to go to Kirullapone.

The SLFP held its May Day in Galle with the publicly stated objective of preventing their members from going from the SLFP rally to the Kirullapone rally in a replay of what happened last year. Holding the rally as far away from Kirullapone was the SLFP’s method of preventing ‘leakage’. However on May Day, it became clear that political polarisation takes place as anti-government and pro-government and not by the names and symbols of political parties. If the two main political parties are serving in a government, it is taken as one government regardless of the rhetoric about being different. In politics there can be no hunting with the hounds and running with the hare at the same time. This writer went around to the UNP rally at Campbell Park, the JVP rally at BRC grounds and the Kirullapone rally of the Joint Opposition to observe the rallies at their peak between 4.30 and 5.30 pm on May Day.

The biggest rally by far was the one at Kirullapone. Not only was the Lalith Athulathmudali grounds in Kirullapone jam packed with people, the entire High Level Road (all four lanes) from near the Kirullapone public market up to and beyond the Y junction past the Lalith Athulathmudali grounds was one sea of heads and so tightly packed that this writer was not able to weave and push through the crowd to see how far beyond the Y junction the crowd extended. Because the High level Road was blocked, a vast crowd had accumulated on Baseline road as far as the eye could see. Those who know how far Baseline Road is from the Lalith Athulathmudali grounds will have some difficulty in believing that all four lanes of Baseline road were a sea of heads as far as the eye could see. People were so tightly packed together that it was not possible to move through Baseline Road to see how far the crowd extended. This writer turned back after trying to push through the crowds along High Level Road as well Baseline Road.

The Siyapatha website which had aerial footage of the Kirullapone rally had described it as the ‘Vishmitha’ (astounding) Kirullapone rally. Indeed that is what it was. This writer was with an older friend who was an avid follower of Colombo politics.He was told that this was the biggest crowd ever to assemble for a political rally in Kirullapone or indeed anywhere else in Colombo. The only comparison he could think was the UNP’s final rally in Maradana before the 1977 general elections. But he was not sure even of this. Having come to Kirullapone at around 5.30 pm after doing the rounds at Campbell Park and the BRC grounds, this writer can say with confidence that the Kirulapone rally was much bigger than the Cambell Park and BRC rallies put together. Nothing can be said about Galle as we did not personally witness it. You can’t really get a feel of a political meeting unless you are present physically at the venue. Drone footage may not show the crowds properly.

Campbell Park

The UNP had put in an incredible effort into this year’s May Day. Theirs too was an impressive turnout. When the UNP rally was well under progress in Campbell Park, Vadivel Suresh’s contingents were still in Panchikawatte. The impression that this writer got was that there were more buses brought by the UNP than last year. All the buses with a few exceptions belonged to the CTB. UNP buses were parked in the Armour Street area and all along Ward Place and mostly along Baseline Road with buses being parked in double rows on both sides of the Baseline flyover which was closed to traffic. The UNP rally this year was less orderly than last year’s rally. Dr Rajitha Senaratne’s political party sporting the yellow colour came down Ward Place with a crowd of about 1000 to 1500 people obviously moving toward Cambell Park from Hyde Park in a separate procession. Buses with Dr Senaratne’s posters were parked all along Darley Road.

A funny sight was that of UNP buses parked right in front of the Communist Party headquarters in Borella. Hirunika Premachandra had gone all green and was in the mainline UNP procession in an open vehicle. Both Hirunika and Dr Senaratne are really Sirisena loyalists but obviously did not dare go to the Galle rally for fear of ticking off the UNP voters who elected them to parliament. The UNP put their best foot forward but the Joint Opposition prevailed against all the odds. Whether Kirullapone was bigger than the UNP, JVP and the SLFP (Sirisena faction) rally all put together can be said only by someone who had personally witnessed all four rallies.

In any case, the turnout at the May Day rallies fundamentally changes the political equation. The government may have the upper hand because they wield political power but there is a new challenge they have to contend with. All those SLFP parliamentarians who lost their SLFP organiserships for siding with Mahinda Rajapaksa now need not lose any sleep over their losses. Not even the most starry eyed optimist would say that all those who attended the SLFP rally in Galle would vote with the Sirisena faction of the SLFP at an election. Most of those who attended the Galle rally were there due to open threats of disciplinary action and removal from their positions in the party and being denied nominations for election. Such threats may not be able to motivate SLFP members to play safe after Kirullapone. Indeed being identified with the Sirisena faction will now be as serious a debility as during the parliamentary election last August.

Game changer

It was clear from the May Day contest that the government weakened itself by splitting up to hold separate May Days. When the present government won power in January 2015, it was in an everyone against Rajapaksa contest. The message from Kirullapone is that all those opposed to Rajapaksa will have to gang up once again if they are to survive at an election. If they split up at the next election to maintain the fiction that the SLFP is ‘in the government but not of it’, they will run the risk of being routed. Even at the presidential election in January 2015, Maithripala Sirisena won only by a margin of less than 450,000 votes which is roughly equivalent to the vote of the JVP. If the JVP had fielded a separate candidate, Sirisena may have lost even the presidential election.

At any future election, it is very doubtful whether the JVP will throw their weight behind any other political party or candidate. Quite apart from joining the yahapalana coalition K.D.Lalkantha was heard predicting at the JVP rally that this government w ould not last till 2020. That does not sound like the words of a potential political partner. So the remaining partners of the yahapalana coalition will have to strategise carefully for the local government election. The most significant point is that this opposition upsurge has taken place before the people have really begun to feel the effects of the economic crisis in the country. When the tax increases and other economic issues come to a head in and after the month of May, the political climate will be even more favourable for the opposition.

President Sirisena may however not realise that Kirullapone has changed the political equation. After the Nugegoda rally last year, he was telling anybody who would listen that only 14,000 odd attended it. Likewise after the recent Hyde Park rally he was saying that only some 11,000 attended it. Likewise he was shown saying in Galle that according to police reports, the biggest may Day Rally of all was in Galle! This despite the fact that aerial footage clearly appears to indicate that the SLFP rally in Galle was much smaller than even the JVP rally at BRC grounds.

Some members of the government especially in the Sirisena faction have a tendency to say that though there were huge crowds for the ‘Mahinda sulanga’ meetings before the August parliamentary election, the UPFA still lost the parliamentary election. This was due to the fact that the UNP dominated government had given state sector employees a pay hike of Rs. 10,000 and reduced the prices of various commodities including fuel and it seemed as if the new government was one that fulfilled its promises. There was also the political issue of President Sirisena stating in writing that he would not appoint MR prime minister even if the UPFA won the election and to show the voting public that he meant what he said, he sacked the general secretaries of the SLFP and the UPFA 48 hours before the voting began.

Now however starting from Hyde Park and conformed through Kirullapone, the Joint Opposition has begun forging its own path forward and is no longer a captive political force. Furthermore the government has started slipping up badly in economic management which is now working to the advantage of the opposition. That too is another reason why Kirullapone is a game changer in local politics – we are seeing a new political formation that has now successfully occupied the opposition space in a situation where the government’s popularity is in palpable decline.

ඒ මහතා මෙසේ පෙන්වා දුන්නේ කිරුළපන ලලිත් ඇතුළත්මුදලි ක‍්‍රීඩංගණයේදී ලක්‍ෂ සංඛ්‍යාත ජනකායකගේ සහභාගීත්වයෙන් පැවැති වැඩකරනා ජනතා ඒකාබද්ධ මැයි රැලිය අමතමිනි.

එහිදී වැඩිදුරටත් අදහස් දැක්වූ විමල් වීරවංශ මහතා මෙසේ ද පැවසීය.

‘‘ජාත්‍යන්තර කම්කරු දිනය වෙනුවෙන් අද තිබෙනවා මැයි රැලි කිහිපයක් කැම්බල් පිටියේ තිබෙන්නේ ‘කැප කරන්නන්ගේ මැයි රැුලිය.’ මම නම් මේක දකින්නේ කැත කරන්නන්ගේ මැයි රැලිය ලෙසයි. 2015 ජනවාරි 08 වැනිදා ඉදන් ලස්සනට තිබුණු රට ආපස්සට දාපු රැුල අද රාජ්‍ය බලය උපරිමයෙන් යොදාගෙන, සල්ලි බෙදලා කැම්බල් පිටියේ පවත්වන්නේ රට තවත් කැත කිරිමේ මැයි රැුලියක්. තවත් රැුලියක් තිබෙනවා ගාල්ල සමනල ක‍්‍රීඩාංගණයේ. මම දන්නා විදියට අතීතයේ මේ ක‍්‍රීඩාංගණය පාව්ච්චි කළේ හරක් ගාල් කරන්න. ඔන්න අවුරුදු ගණනකට පස්සේ, ආයෙත් එතැන අද ඒ වැඬේ පටන් අරගෙන තිබෙනවා. රතු අලි පැටව් ඉන්නවා මේ කිට්ටුව බී.ආර්.සී. පිට්ටනියේ. රතු අලි පැටවුන්ගේ නායකයා උතුරු අයර්ලන්තයේ මාසයක නිවාඩුවක් ගත කරලා ඊයේ සවස ඇවිත් තිබෙන්නේ. අද දෙනවා ඇති කට උල් කරන් ‘මහින්ද රාජපක්‍ෂ’ කියමින්. රතු අලි පැටව් හිතන්නේ තාම මේ රට පාලනය කරන්නේ මහින්ද රාජපක්‍ෂ කියලයි.

‘ආණ්ඩුවට ඇත්ත අභියෝගය එල්ල කරන තැන’

අද මේ ආණ්ඩුවට ඇත්ත අභියෝගය එල්ල කරන තැන කොතැනද? සිරිසේනගේ ගාල්ලෙද? වික‍්‍රමසිංහගේ කැම්බල්ද? රතු අලි පැටියාගේ බී.ආර්.සී ද? නැහැ. මේ පරගැති ආණ්ඩුව, අධිරාජ්‍යගැති ආණ්ඩුව, ජනතා ද්‍රෝහී ආණ්ඩුව එලවන ජනතා බලය රොද බැඳ ගත්තු එකම තැන කිරුළපන. දහසක් බාධා මැඩගෙන මෙතැනට පැමිණි ලක්‍ෂ සංඛ්‍යාත ඔබ සැමට මා හිස නමා ආචාර කරනවා.

‘වහල්ලූ සහ හිවල්ලූ’

පළාත් පාලන මැතිවරණය කල් දමනවා කියන්නේ ජනතාවගේ පරමාධිපත්‍ය බලය සම`ග සෙල්ලම් කිරීමක්. ජනතාවගේ පරමාධීපත්‍ය බලය කොල්ලකන ආණ්ඩුවකට ඉන්න දීලා බලන් ඉන්නවාද? පාරට බැහැලා එලවනවාද? ඔව්ෟ පාරට බැහැලා එලවිය යුතුයි. ගොවියාට ලැබුණු පොහොර සහනාධාරය කැපුවා, අලූතෙන් රාජ්‍ය සේවයට බැෙ`දන අයට විශ‍්‍රාම වැටුප් අයිතිය කැපුවා. සමෘද්ධි සහනාධාරය කපන්න දැන් පිඹුරුපත් සකස් කරලා ඉවරයි. ‘ශ‍්‍රී ලන්කන්’ ගුවන් සේවය ‘පාඩුයි’ කියමින් විකුණන්න හදනවා. මේ ගුවන් සේවයට අලූතින් ගුවන් යානා 03ක් එකතුවීමට නියමිතව තිබියදීයි මෙසේ විකුණා දමන්න හදන්නේ. තමන්ගේ ගුවන් සේවයට අලූතින් ගුවන් යානා තුනක් එකතු වෙන්න නියමිතව තිබියදී ඒක විකුණා දමන්නේ මොන ගොනාද? දැන් ගුවන් සේවය විකුණා දමලයි මේ ආණ්ඩුව විකුණා දැමීමේ ක‍්‍රියාදාමය ආරම්භ කරන්න හදන්නේ. 2001 දෙසැම්බර් සිට 2004 අපේ‍්‍රල් දක්වා කාලය තුළ රනිල් වික‍්‍රමසිංහ පාලනය රාජ්‍ය සේවය කප්පාදු කළා. රාජ්‍ය සම්පත් විකුණා දැම්මා. දැන් නැවත ඒ ‘සෙල්ලම’ පටන් අරන් තිබෙනවා. සිරිසේන මහත්තයා කියනවානේ මෙතැන ඉන්නේ ‘වහල්ලූ’ කියලා. මෙතැන ඉන්නේ ‘වහල්ලූ’ නම් සිරිසේන මහත්තයා ගාව ඉන්නේ හිවල්ලූ. අන්න ඒ හිවල්ලූත් එක්ක තමයි මේ ආණ්ඩුව මේ පරගැති ගමන යන්නේ.

‘එට්කා එනවා’

ජුනි මාසයේදී එට්කා ගිවිසුම අත්සන් කරන්න මේ ආණ්ඩුව සූදානම් වෙනවා. මේ ගිවිසුමෙන් ඉන්දියානුවන්ට සේවා ක්‍ෂේත‍්‍රයේ ශ‍්‍රී ලාංකික ආයෝජකයකුට තිබෙන අයිතියම ලැබෙනවා. ඒ විතරක් නොවෙයි, සේවා ක්‍ෂේත‍්‍රයේ රැුකියා වෙළඳපොළ ඉන්දියානුවන්ට විවෘත වෙනවා. ඉන්දියාවේ විරැකියාව මිලියන 400කට වැඩියි. මෙයින් 2%-3%ක් ආවත් අපේ දරුවන්ගේ රැකියා ටික අහිමි වෙනවා. ඒ වගේම ශ‍්‍රමයේ මිල පහත වැටෙනවා. අද කුලී වැඩක් කරන අයකුත් රුපියල් 1500-2000ක් ඉල්ලනවා. අනාගතයේදී ඒ මිල බහිනවා. බත් පැකට්ටුවටත් වැඩ කරන ඉන්දියානුවන් මෙරටට පැමිණේවි.

‘දේශද්‍රෝහී ආණ්ඩුවක්’

ඊළ`ගට දෙමුහුන් යුද අපරාධ අධිකරණය එනවා. ‘අපේ රටේ හමුදාව යුද අපරාධ කළා. ඒ පිළිබඳව පරීක්‍ෂණයක් කළ යුතුයි’ කියලා එක්සත් ජාතීන්ගේ මානව හිමිකම් කවුන්සිලයට යෝජනාවක් ගෙනවිත් එක සම්මත කරපු ලෝකයේ එකම රට ශ‍්‍රී ලංකාව. ඒකට අත්සන් තැබුවේ මංගල පින්සිරි සමරවීර විදේශ ඇමතිවරයා. තමන්ගේ රටේ හමුදාවට එරෙහිව ජාත්‍යන්තර යුද අපරාධ අධිකරණයක් පිහිටුවීමට තම අත්සන යෙදූ ලෝකයේ එකම විදේශ ඇමතිවරයා තමයි මේ පින්සිරි. තමන්ගේ රටේ හමුදාවට එරෙහිව ජාත්‍යන්තර යුද අපරාධ අධිකරණයක් හදන්න අත ඔසවපු දේශද්‍රෝහී ආණ්ඩුවක් අද තිබෙන්නේ.

‘විජයග‍්‍රහණයට වෛර කරන ආණ්ඩුවක්’

අපි රටක් විදියට අවුරුදු 30ක් තිස්සේ බැට කාපු ම්ලේච්ඡු, ජාතිවාදී බෙදුම්වාදී ත‍්‍රස්තවාදය පරදවලා විජයග‍්‍රහණය ලැබුවේ 2009 මැයි 19 වැනිදා. එතැන් පටන් අපි රටක් විදිහට මැයි 19 වැනිදා ඒ විජයග‍්‍රහණය සැමරුවා. මේ පාර සිරිසේන – වික‍්‍රමසිංහ දේශදෝහී ආණ්ඩුව ඒ අභිමානවත් සමරුව නතර කරලා. එදාට මොකක්ද බජව්වක් දාන්න සූදානම් වෙනවාලූ.

‘වැරදිකාරයා හමුදාවලූ’

පසුගියදා විපක්‍ෂනායක සම්බන්දන් මහත්තයා හමුදා කඳවුරකට කඩා පැන්නා. දැන් සම්බන්දන් මහත්තයා වෙනුවෙන් අගමැති වික‍්‍රමසිංහ කියනවා ‘සම්බන්දන් හමුදා කඳවුරකට ගිහිල්ලා තිබෙන්නේ ඒ ගොල්ලන්ගේ ඉඩම් බලන්න’ කියලා. එතකොට දැන් හමුදාව තමයි වැරැද්ද කරලා තිබෙන්නේ අනුන්ගේ ඉඩම් අල්ලන් ඉදලා. මේක තමයි අද සිද්ධ වෙන්නේ. හමුදාවට එරෙහිව මේ අය චෝදනා පත‍්‍රයක් සකස් කරමින් ඉන්නවා. උතුරෙන් සම්පූර්ණයෙන් හමුදාව ඉවත් කරලා, දෙමළ ජාතිවාදී, බෙදුම්වාදයට ඕනෑ විදියට නටන්න දෙන්නයි හදන්නේ.

‘සහජීවනය කියන්නේ කුමක්ද?’

මෙහේ මුස්ලිම් පල්ලියක්, හින්දු කෝවිලක් ජේසුස් වහන්සේගේ ප‍්‍රතිමාවක් හදනකොට කවුද විරුද්ධ වෙන්නේ? නමුත් අද මේ දෙමළ ජාතිවාදී බෙදුම්වාදී කල්ලි යාපනයේ නාගදීපයේ බුදු පිළිමයක් හදන්න දෙන්නේ නැහැ. සහජීවනය කියන්නේ එක ජාතිවාදයකට උඩ පිනුම්, බඩ පිනුම් ගහන්න දීලා අනෙක් මිනිස්සු ඔක්කෝම අතපය හකුළන් බලන් ඉන්න එකටද? නැහැ. සහජීවනය කියන්නේ සියලූ දෙනා ජාතික සමගිය වෙනුවෙන් පෙනී සිටින එක, සෑම ආගමකටම තිබෙන අයිතිය සහ නිදහස වෙනුවෙන් පෙනී සිටින එක. උතුරේ, නැගෙනහිර, දකුණේ හෝ බස්නාහිර යන කොතැනක වුණත් සියලූ ජනතාවගේ ගෞරවයට සහ නිදහසට තිබෙන අයිතිය ආරක්‍ෂා කරන එක. අද උතුරේ සිංහල මිනිස්සුන්ව ගම්වලින් එලවනවා. ඒ අහිංසක මිනිස්සුන්ට කන්න දෙයක් නැති කරලා අවතැන්වූවන්ගේ තැනට අද මේ ආණ්ඩුව විසින් ඇද දමලා තිබෙනවා. මේ ගැන කථා කරපුවාම අපට කියනවා ‘ජාතිවාදීන්‘ කියලා. උතුරේ ජාතිවාදීන්ට ඒ අහිංසකයන්ව එලවන්න පුළුවන්. එහෙම එලවනවා කියන මිනිහා විතරයි ‘ජාතිවාදී’ වෙන්නේ. මේක පුදුම සහජීවනයක්. ගාල්ලෙන් යන බස් එකට යාපනයේදී විදුරු කුඩු වෙන්න ගල් ගහනවා. ගල්වලින් ගහලා බස් එකේ විදුරු කුඩුපට්ටම් කරන එක සහජීවනයට බාධාවක් නොවෙයිලූ. ඒ ගැන රටට කියන එක සහජීවනයට බාධාවක්ලූ.

‘බම්මන්නෝ දෙදෙනා සහ කෝලම් මඩුව’

අද මේ රට හැම පැත්තකින්ම සතුරු වටලෑමකට ගොදුරු වී තිබෙනවා. ආර්ථිකය දවසින් දවස කම්බස් වෙනවා. හෙට ඉදන් බදු පෝරියල් එක පටන් ගන්නවා. ජනාධිපතිවරයා කියනවා, ‘වැට් එක මේ විදියට වැඩි වෙනවා කියලා මම දැනන් හිටියේ නැහැ. මම ඒක දැනගත්තේ පත්තරෙන්’ කියලා. කැබිනට් මණ්ඩලයේදී වැට් ගැන කථා කරන කොට එතුමා හිතන්න ඇති ‘මේ කථා කරන්නේ වැට් 69 ගැන’ කියලා. පස්සේ පත්තරේ යන කොට තමයි දැන ගෙන තිබෙන්නේ ‘එදා කැබිනට් එකේ කථා කරලා තිබෙන්නේ වැට් බද්ද ගැනනේ’ කියලා. අනේ අපේ වාසානාවට පහළ වුණු ජනාධිපතිතුමෙක්. මාධ්‍යවේදී සහෘදයිනි පත්තර වෙලාවට ගහලා මුල් පිටපත එතුමාට යවන්න. නැත්තම් එතුමා මේ රටේ සිදු වෙන කිසිම දෙයක් දන්නේ නැහැ. (ජනතාවගේ සිනා) යුද්ධය අවසන් කරලා, මේ රට 7.5%ක ආර්ථික වර්ධන වේගයක් සහිතව වේගයෙන් ඉදිරියට ගියා. නමුත් අද මේ බම්මන්නෝ දෙන්නෙක් ඒක බදාගෙන විහිළු සපයන කෝලම් මඩුවක් බවට පත් කරලා ඉවරයි. මේ විදියට අද විනාශ කරන්නේ තමුන්නාන්සේලාගේ දරුවන්ට අනාගතයේදී දියුුණු කිරීමට තිබෙන රට.

‘ජන සටනට පණ පොවමු’

ඒ නිසා අපි ජන සටන අරඹන්න ඕනේ. වැඩකරන ජනතාව සම`ග එකතු වෙලා එට්කා ගිවිසුමට එරෙහිව ලක්‍ෂ ගණනින් පාරට බැහැලා මේ ආණ්ඩුව යටත් කරන්න ඕනේ. රනිල් වික‍්‍රමසිංහ මහත්තයා හිතාගෙන ඇති මාධ්‍යට තර්ජනය කරලා එහෙට. මෙහෙට බඩ හොලවලා මොනවාහරි කියපුවාම මිනිස්සු බය වෙයි කියලා. අපි ජනතාවට කියනවා ‘බටලන්දට බය කරන්න බැරි වුණු මේ රටේ ජනතාව, වික‍්‍රමසිංහ මහත්තයාගේ පාට්වලට බය කරන්න අපි කිසිසේත්ම ඉඩ තියන්නේ නැහැ’ කියලා. ඒ හින්දා මේ අභියෝගය, අපි, ඔබ සැම භාර ගනිමු. එට්කා නතර කරන සටන පටන් ගනිමු. අපේ අයිතිවාසිකම්, සුබසාධන කප්පාදුවට එරෙහි සටන, රාජ්‍ය සම්පත් විකුණා දැමීමට එරෙහි සටන, රණවිරු දඩයමට එරෙහි සටන, දේශපාලන දඩයමට එරෙහි සටන පටන් ගනිමු. ඒ ජන සටන වෙනුවෙන් ලක්‍ෂ සංඛ්‍යාත ජනතාව පාරට බැසිය යුතුයි. ඒ වෙනුවෙන් රොද බැඳ ගනිමු.

‘මහින්ද සටන අතහරින්නේ නැහැ’

ඒකාබද්ධ විපක්‍ෂය මහින්ද රාජපක්‍ෂ මැතිතුමාගේ නායකත්වයෙන් තිබෙනවා. එතුමා සටන අත හරින්නේ නැහැ. ඒ නිසා මේ දවස්වල ආණ්ඩුව ජප කරන මන්තරය තමයි ‘ ඕං රීං තාජුඩීන් වර වර…’ කියන එක. එක කාලයක් යෝෂිත රාජපක්‍ෂව ඉලක්ක කරගෙන ‘තාජුඩීන් වර වර’ කිව්වා. පස්සේ බලපුවාම තාජුඩීන් මැරුණු දවස්වල යෝෂිත ඉඳලා තිබෙන්නේ පිටරට. ඊට පස්සේ මැයි දිනය ඉලක්කකර ගෙන මහින්ද රාජපක්‍ෂ මැතිතුමාගේ ආරක්‍ෂාව ඉවත් කරන්න බැලූවා. ඒකත් හරි ගියේ නැහැ. ඔන්න දැන් නාමල් රාජපක්‍ෂ ඉලක්කකරගෙන ‘තාජුඩීන් වර වර’ කියනවා. ආණ්ඩුව හදපු මුල්ම කතාව තමයි, ‘යෝෂිතගේ පෙම්වතිය සම`ග තාජුඩීන්ගේ සම්බන්ධයක් තිබුණා. ඒ නිසා තාජුඩීන් මරා දැම්මා’ කියන එක. දැන් කතාව තමයි ‘නාමල් රාජපක්‍ෂ සහ තාජුඩීන් අතර එක්තරා ක‍්‍රීඩා සමාජයක් සම්බන්ධයෙන් තිබුණු තරගය නිසා තාජුඩීන් මරා දැම්මා’ කියන එක. එක මිනියයි කතා දෙකයි. ඉන්දියාවේ මසාලා චිත‍්‍රපටයකවත් නැහැ මේ වගේ ජෝක්. අපි දන්නවා නාරාහේන්පිට පොලීසියේ අපරාධ විමර්ශන අංශයේ ඕ.අයි.සී මහත්තයාගෙන් ටයිප් කරගෙන ආපු ලියවිල්ලකට අත්සන් ලබා ගත්තු බව. එයාගේ සාක්‍ෂියට නොවෙයි, නාමල්ගේ සහ ගෝඨාභයගේ නම දාපු ටයිප්කරගෙන ආපු ලියවිල්ලකටයි අත්සන් ගත්තේ. අපි කියනවා ‘මේ රටේ අධිකරණය ස්වාධින නම්, මේ තක්කඩිකම, දේශපාලන දඩයම නතර කරන්න පියවර ගන්න ඕනෙ’ කියලා, අපි සූදානම් වෙන්න ඕනෙ මේ පාපතර දඩයම නතර කරන්න.

මාතෘභූමිය ආරක්‍ෂා කරන සටන, දඩයම පරදන සටන ඔබේ සටනයි. ඒ සටන වෙනුවෙන් රොඳ බැඳ ගනිමු. පාරට බහිමු. සිරිසේන – වික‍්‍රමසිංහ ආණ්ඩුව ගෙදර යවන සටන අපි මෙතැන සිට අරඔමු. ඒ සඳහා ඔබ සැමට ධෛර්ය, ශක්තිය ලැබේවා! යෝධ බල, යෝධ විර්යය ලැබේවා! මාතෘභූමියට ජයෙන් ජයම වේවා! කියා ප‍්‍රාර්ථනා කරනවා’’

මේ වන විට දිවයිනේ විවිධ ස්ථානවල, මැයි දින සැමරුම පිනිස ජනතාව පෙල ගැසෙති. වැරදීමක් ! පෙල ගස්වති. එමෙන්ම මැයි දිනයට අයිතිවාසිකම් කියන්නට දඟලන ඇත්තෝ බොහෝය. සමහරු මෙය තවත් දේශපාලන රැලියක් ලෙස පවත්වන අතර තවත් සමහරු විවිධ උදාහරණ ගෙන දක්වමින් තමන්ට මිස අනිත් අයට මැයි දිනය සමරන්නට අයිතියක් නැති බව පවසති. රජය පාර්ශ්වයෙන් එන අය නම් කතා කරන්නේ තනිකරම විකාරය. මන්ද ඔවුන්ට ඇති ප්‍රධානතම ඉලක්කය නම් තම මැයි රැලිය සාර්ථක කරගැනීම නොව කිරුළපන මැයි රැලිය අසාර්ථක කිරීමය.

මෙම විකාර රූපී නාටකයේ අලුත්ම ජවනිකාවන් කිහිපයකි. ප්‍රධානතම එක නම් ‘ඒකාබද්ධ විපක්ෂය ‘ යන වචනය භාවිතා නොකරන ලෙස ජනමාධ්‍ය ආයතනවලට දැනුම් දුන් ජනමාධ්‍ය අමාත්‍යාංශ ලේකම්ගේ ලිපියයි. ඒ මාධ්‍ය නිදහස රැකගැනීමටලු ! නීතීඥවරයෙකු වන මෙම තැනැත්තාගේ අදහස, මේ වන විට එක්සත් ජාතික පක්ෂය හා ශ්‍රී ලංකා නිදහස් පක්ෂය එක්ව රජයක් පිහිටුවා ඇති නිසාත්, වෙනම විපක්ෂයක් ඇති නිසාත්, ඒකාබද්ධ විපක්ෂය නමින්, ශ්‍රීලනිප යේ කොටසකට පවතින්නට බැරි බවය. ඉතින් ඔහු මාධ්‍ය වලට පවසන්නේ මේ නම භාවිතා කරමින් මෙවන් වැරදි ක්‍රියා මාර්ග වලට අනුබල නොදෙන ලෙසයි. එනම් මොහුගේ අදහස ඉතිරි සන්ධානයේ මන්ත්‍රීවරු ටිකත් බලහත්කාරයෙන් හෝ රජයට ඇදගත යුුතු බවද?

මෙතැන ඇති යටි අදහස නම් ඒකාබද්ධ විපක්ෂයේ මාධ්‍ය හමු ආවරණය නොකරන ලෙසට ජන මාධ්‍ය ලවා සහතික වීමයි. මොහු දන්නා මාධ්‍ය නිදහස මෙයද? ජනමාධ්‍ය ඇමති, මෙම ලිපිය නිකුත් කිරීම  පිලිබඳ තමා නොදන්නා බවත්, කෙසේ වෙතත් එය නියෝගයක් නොව ඉල්ලීමක් පමණක් බවත් පවසා   ලිස්සා ගියේය. කෙසේ වුවද මෙවැනි ‘ඉල්ලීම්‘ තුලින් මාධ්‍ය නිදහස පමනක් නොව අදහස් දැරීමේ අයිතිය ද උල්ලංඝනය වී යයි. ජනමාධ්‍ය ඇමතිවරයා පවසන පරිිදි මෙය අමාත්‍යංශ ලේකම්ගේ වුවමනාවට වූ දෙයක් නම්, ලේකම්වරයා ඉටු කරන්නේ ද අර පැරණි රජ කතාවක එන රජුගේ ඇඟේ වැසූ මැස්සාට කඩුවෙන් පහර දුන් වඳුරාගේ භූමිකාවමය.

2015 ජනවාරියේ දී සිදුවුනා යැයි කියන්නේ ‘විප්ලවයක්‘ නම් එය සැබෑම විප්ලවයකි. ශ්‍රී ලංකා නිදහස් පක්ෂයෙ සභාපති සහ මහ ලේකම් යන දෙදෙනාම එකා වන්ව එක්සත් ජාතික පක්ෂය දිනවන්නට ක්‍රියාකලේ මේ යුගයේය. ශ්‍රීලනිප ලේබලය යටතේ හිඳිමින්, තනතුරු කෙරෙහි ඇති කෑදර කමින් එජාප රජයේ ඇමතිකම් ලබාගෙන, හිස පාත් කරගෙන නිවට වී සිටින කණ්ඩායම මිතුරන් ලෙසත්, ඊට එක් නොවී තම ප්‍රතිපත්ති (කුමන ඒවා හෝ වේවා ) මත ක්‍රියාකල පිරිස පක්ෂයේ සතුරන් ලෙසත් හංවඩු ගැසුනේ මේ යුගයේය. මනාප ලැයිස්තුවේ ඉහලම සිටින පුද්ගලයින් ඉවත්කර, අවම මනාප ලබා ගත් පිරිසකට එම ආසන සංවිධායක කම් ලබාදී, මනාප ප්‍රකාශ කරන ජනතාවගේ සිතුම් පැතුම් තුල මහා පෙරලියක් අපේක්ෂා කරනුයේ මේ යුගයේය. යුද්ධය අවසන් කර, උතුරු නැගෙනහිර නිදහස්ව, අලුතින් ඉදිකල දුම්රියවල නැගී සංහිඳින්නට යන ගමන් එම කාර්යභාරය ඉටු කල පුද්ගලයාගේ පතුරු අරින්නේ මේ යුගයේය. අතුරුගිරිය මිලේනියම් සිටි පාවාදීම, ඊනියා අවබෝධතා ගිවිසුම් තුලින් ත්‍රස්තවාදීන්ට දරදිය ඇදි අගමැතිවරයා යුද්ධය ජයගත් පුද්ගලයාට සෝපාහාසයෙන් ‘දුටු ගැමුණු‘ යයි පවසමින් විනෝද වන්නේ මේ යුගයේය. කියනවා නම් මෙම ලැයිස්තුවට එක්විය යුතු දේ බොහෝය.

මේ නාඩගමේ අලුත්ම අංගය නම් ඇමතිවරයාගේ අනුදැනුමෙන් තොරව අමාත්‍යංශ ලේකම්ගේ හිතු මනාපයට තහනම් නිවේදන නිකුත් කිරීමයි. මේ නම් සැබෑම විප්ලවයකි !

ශ්‍රීලනිපයේ මහ ලේකම් දුමින්ද දිසානායක, ආසන සංවිධායකයන් කිහිප දෙනෙකුගේ තනතුරු අහිමිකර, ඒ වෙනුවට අලුත් සංවිධායකයින් පිරිසක් පත් කලේය. ඊට හේතුව ලෙස ඔහු පැවසුවේ තම පක්ෂයේ ප්‍රතිපත්ති වලට අනුකූලව ක්‍රියා නොකරයි නම් එවන් අයට තම පක්ෂයේ තනතුරු දැරිය නොහැකි බවයි. නමුත් මෙහි සැබෑ අරමුණ කිරුළපන මැයි රැලියට සහභාගි වීමට අපේක්ෂා කරන සියලු ශ්‍රී ලංකා නිදහස් පාක්ෂිකයන්හට කරන අනතුරු ඇඟවීමකි. හරියට එදා 1980 දී ජුලි වර්ජකයින්ට රැකියා අහිමිකල ජේ ආර් පැවසූ ‘අලියා ගේ හොඬවැල සෙලවීමේ ‘ කතාව මෙනි.

මේ පක්ෂ ප්‍රතිපත්තිය කුමක්ද? ඔහු ද 2015 ජනවාරියේ දී සිදු වූ බව කියන ඊනියා විප්ලවයේ ප්‍රධාන කොටස් කරුවෙකි. එදා මෙෙත්‍රීපාල සිරිසේන ජනාධිපති බවට පත් වූ පසු, එකට ආසන 42 ක් පමණක් හිමිව සිටි එජාප නායකයාට අගමැති තනතුරත්, ඉන් අති බහුතරයකට ඇමති තනතුරුත් ලබා දී, ඔවුන්ගේ රාජ්‍ය බලය ස්ථාපිත කර, ඔවුන්ට අගෝස්තුවේ පැවැත්වූ පාර්ලිමේන්තු මැතිවරණ ජයග්‍රහණය බන්දේසියේ තබා පිලි ගැන්වීමට විශාල භූමිකාවක් ඉටුකල අයෙකි. ඊලඟට තම පක්ෂයේ සිටි දුර්වල කොඳු නාරටි ඇති පිරිස හඳුනාගෙන ඔවුන්ට රටේ ලෝකේ නැති ඇමතිකම් මවා දී එකම පක්ෂයේ කොටසක් නිවට නියාලුවන් බවට පත්කර, ඉතිරි කොටස සමග හතුරුකම් නිර්මාණය කර භේද භින්න කලේ මොහුය. අද වන විට සමහර එජාප ඇමතිවරු, සන්ධාන ඇමතිවරුන්ට ප්‍රසිද්ධියේ කතා කරන ‘අපතයා‘ වැනි වචන ඇසූ  විට මෙය මනාව පිලිබිඹු වේ. ඉතින් මේ පුද්ගලයා පවසන ශ්‍රීලනිප ප්‍රතිපත්ති මේවාද? ඔවුන් බලයට පැමිනියේ පසුගි රජයේ දූෂණ වංචා ගැන මහා හඬක් නගමිනි. දැන් මොවුන් කරන්නේ ද එයම නොවේද? අවුරුද්දට නෑගම් යන්නට හෙලිකොප්ටර්, ඤාති සංග්‍රහ, දූ දරුවන්ගේ දේශපාලන බලය අවභාවිතාවන් ! සේවකයන් 300 ක් පමණ සිටින කෘෂිකර්ම අමාත්‍යංශයට විධිමත් ටෙන්ඩර් පටිපාටියකින් තොරව මාසික කුලිය රු. කෝටි දෙකහමාරකට වඩා ගෙවමින් අති සුඛෝපභෝගී ගොඩනැගිල්ලක් කුලියට ගෙන තිබෙන්නේ මොහුය. ඒ අතරම ගොවීන්ගේ පොහොර සහනාධාරයත් කප්පාදු කරමිනි. ඔහු පවසන පක්ෂ ප්‍රතිපත්ති මේවා විය යුතුය.

මේ අතර එජාප පාර්ලිමේන්තු මන්ත්‍රී නලින් බණ්ඩාර ද අපූරු කතාවක් කලේය. සුපුරුදු පරිදි ඔහුද කතා කලේ කිරුළපන මැයි රැලිය ගැනයි. පෙර යුගයේ සිටි දූෂිතයින්ව ලං කරගන්නට තම රජය කටයුතු නොකරන බවයි. ලං කරගෙන සිටින හරිය ඉහටත් උඩින් බව ඔහුගේ බලයෙන් (හෝ කිරුළපන භීතිකාවෙන්) අන්ධ වූ ඇසට නොපෙනේ. ඔහු ‘තම රජය‘ කියා හඳුන්වන්නේ එජාපය ගැන පමනක් සිතාද, නැතිනම් දුමින්ද දිසානායකලා කියන සම්මුතිවාදී රජය ගැනද? කෙසේ වුවද වත්මන් මහබැංකු අධිපතියාගේ පැටිකිරිය ජනතාවට රහසක් නොවේ. ඊලඟට ඔහු සඳහන් කරන ගාල්ලේ මැයි රැලියේ සංවිධායක කවුද? මේ නමගිය දූෂිතයෙකු හා චණ්ඩියෙකු වන සජින් වාස් ගුණවර්ධනයි. වත්මන් සරළ ජනාධිපතිට, මේ පුද්ගලයා බ්‍රිතාන්‍යයේ මහ කොමසාරිස්ගේ කණට ගැසුවත්, අලි පැටව් ලඟ තබා ගත්තත්, හෙලිකොප්ටර් යානා අයිති කරගන්නට තරම් මුදල් ඉපයූවත් ප්‍රශ්ණයක් නැත. ඕවා ගැන ප්‍රශ්ණ තිබුනේ බලයට පැනගන්නා තෙක් පමනි. පසුගිය ජනපතිවරණයෙන් මහින්ද රාජපක්ෂ පරාජය වූ විට සිංගප්පූරුවේ රෝහලකට ඇතුලත් වූ ඔහු යලි මෙරටට රිංගාගත්තේ කෙසේද, කිසිදු කරදරයකින් තොරව ජනාධිපති සහ අගමැති ඇතුලු රජයේ අනුග්‍රහය ලබමින් වැජඹනේනේ කෙසේද? මේවා අසන්නට කෙනෙක් නැත. ඇසුවාට වැඩකුත් නැත. 

ඒකාබද්ධ විපක්ෂයද සටන අතහරින පාටක් නොපෙනේ. 77-94 කාලයේ තිබූ එක්සත් ජාතික පක්ෂ රජයේ කල්ක්‍රියාව අනුව මෙවර මැයි දිනයේදී මොනවායින් මොනවා වෙයිද කියා කිව නොහැකිය.

මේ මෑතකදී එජාප ඇමති කබීර් හෂීම් බ්‍රිගේඩියර් ජානක පෙරේරාගේ ඝාතනය පිලිබඳව අපක්ෂපාතී පරීක්ෂණයක් ඉල්ලීය. ඒ එල්ටීටීඊ බෝම්බකරුට එන්නට ඉඩ සැලසෙන පරිදි ආරක්ෂාව ලිහිල් කර තිබූ බව පවසමිනි. මෙය කාලෝචිත ඉල්ලීමකි. මන්ද දැන් ඔවුනුත් හිටපු ජනාධිපතිවරයාගේ ආරක්ෂාව ලිහිල් කරන බවට ඉඟි පල කරන බැවින්ය. 

නමුත් මේ සමගම ලලිත් ඇතුලත්මුදලි මහතාගේ ඝාතනය පිලිබඳව මතකයට නැගෙයි. ඒ ගැනද යලි සෙවිය යුතුය. 1993 අප්‍රේල් 23 දා එම ඝාතනය සිදුකලා යැයි කියන, සයනයිඩ් ගිල මියගිය  පුද්ගලයාගේ සිරුර ඒ අසල මුගලන් මාවතේදී පසුදින හමුවිය.  පුදුමය කියන්නේ ඔහු මිනීමරන්නට පැමින තිබුනේ තම ජාතික හැඳුනුම් පතත් රැගෙනය. එය තිබුනේත් ඔහුගේ සාක්කුවේ නොව ඔහු අසල බිම වැටීලු. සමහර විට සියදිවි හානි කරගන්නට පෙර අවසන් වතාවට තම මුහුණ බලන්නට කැඩපතක් නොතිබූ නිසා හැඳුනුම්පතේ සේයාරුව දෙස බැලුවා විය යුතුය. එකල රජය විසින් ජනතාවට පැවසූ මේ මුග්ධ අඳබාල කතාවන් මේ වේදනාකාරී සිදුවීම් මැද වුව කදිම විහිලු සැපයීය. එමෙන්ම ගාමිණී දිසානායක ඇතුලු පිරිසගේ ඝාතනය. මේවා සිදුවූයේ කවුරුන් විසින් ආරක්ෂාව ලිහිල් කල නිසාද? ආර්. ප්‍රේමදාස ඝාතනය ! එය සිදුවූයේ මැයි 1 දිනකමය. මේ සියල්ල ගැනම අපක්ෂපාතී පරීක්ෂණ අවශ්‍යය. මේ ඝාතන සිදුවුනේ එජාප පාලන සමයේය.

1994 දී පමන නිකුත් වූ රාවය පුවත්පත් බලන්නට ජාතික ලේඛණාගාරයේ ඉඩ ප්‍රස්ථාවක් ඇත්නම්, එහි එකල රාවය ප්‍රධාන කතෘ වික්ටර් අයිවන් විසින් කොටස් දෙකකට ලියා පල කරන ලද ලිපියක් සොයාගත හැකිවනු ඇත. එහි ලියා ඇත්තේ එකල ආර්. ප්‍රේමදාසගේ මූලස්ථානය වූ සුචරිතයේ සිට ඔහු සමග දුරකථනයෙන් නිතර කතාබහ කල නාඳුනන පුද්ගලයෙකු පිලිබඳවය. සැම විටම මැදියම් රැයේ කථා කරන්නට පුරුදුවී සිටි මේ තැනැත්තා ඔස්සේ සුචරිතයේ සිට දියත් වූ බොහෝ රහසිගත සැලසුම් ගැන වික්ටර් අයිවන්ට දැනගත හැකිවූ බව එහි කියවේ. 1993 අප්‍රේල් 30 දා රාත්‍රී කතාකල ඒ තැනැත්තා, පසුදින මහා ව්‍යසනයක් සිදු වීමට කටයුතු සැලසෙමින් තිබෙන බව පවසා ඇත. වික්ටර් අයිවන් තම ලිපිය අවසන් කර තිබුනේ එදායින් පසු කිසි දිනෙක යලි එම කටහඬ නොඇසුන බව සඳහන් කරමිනි.

ඉතින් මේ කරුණම ඉතා සැක සහිත නොවේද? එජාප රජයක් තිබියදීම එජාප ජනාධිපතිවරයා ඝාතනය වීම !

මේ සියලු කරුණු සැලකූ විට, මෙවර මැයි රැලියේ දී කුමකින් කුමක් වේද කියා නෙත් අයාගෙන බලා සිටින්නේ හරියට සන්ත්‍රාසය කැටිවූ චිත්‍රපටයක් බලා සිටිනවාක් මෙනි. මන්ද දැන් බලයේ සිටින්නේ ඉතා විශිෂ්ඨ ගනයේ භීෂණ ඉතිහාසයකට උරුමකම් කියන පිරිසක් බැවිනි.
