A total of 5,286 frontline healthcare workers have received the Oxford-AstraZeneca vaccine on the first day of coronavirus vaccination drive which kicked off in Sri Lanka today (29).

Approximately 1,886 persons were administered the vaccine at the National Hospital of Sri Lanka, 803 persons at Colombo North Teaching Hospital, 781 at Colombo South Teaching Hospital, 600 at Army Hospital and 400 at Army Camp Panagoda.

Another 382 were vaccinated at the Lady Ridgeway Hospital for Children, 190 at Homagama Base Hospital, 108 at Mulleriyawa Base Hospital, 80 at IDH and 56 at the Welisara Navy Camp. 

The Epidemiology Unit of the Ministry of Health stated that health staff and other frontline workers in Covid-19 prevention activities attended very enthusiastically” for the immunization programme. 

It said that no side effects were reported and that the programme will be carried out across the country tomorrow. 

We hope to immunize a large group of healthcare staff and other frontline workers in Covid-19 prevention, tomorrow (30),” the Epidemiology Unit said.

The Director General of Health Services confirms 08 more Covid-19 related deaths in the country increasing the death toll due to the virus to 305.

One of the victims is a 65-year-old male from Kolonnawa who was transferred from Colombo National Hospital to Iranawila Treatment Center after being identified as Covid-19 positive. He had passed away at that center on January 27 while the cause of death is Covid-19 pneumonia. 

A 67-year-old woman from Panadura had passed away at the Panadura Base Hospital on January 27 also due to Covid-19 pneumonia.

A 58-year-old male from Galle who had been identified as Covid positive while being treated at the Karapitiya Teaching Hospital and later transferred to Mulleriyawa Base Hospital had passed away on January 28. The cause of death is cited as Covid-19 pneumonia and a heart attack.

A 90-year-old woman from Kalutara had passed away at the Kalutara General Hospital on January 24 due to complications related to Covid-19.

An 80-year-old male from Moratuwa who was transferred from a private hospital in Colombo to the Pimbura Base Hospital after testing positive for the virus had passed away on January 28. The cause of death is heart failure caused by Covid-19 infection, high blood pressure and sugar levels. 

A 43-year-old woman from Piliyandala had passed away on January 29 while being treated at the Kothalawala Defence University Hospital, due to Covid-19 pneumonia and blood poisoning. 

A 63-year-old male from Sainthamaruthu 12 area had been identified as Covid-19 positive at the Sammanthurai Base Hospital and transferred to IDH, where he passed away on January 29 due to shock caused by blood poisoning, Covid-19 pneumonia and health disease.

A 66-year-old woman from Ratnapura had been transferred from Ratnapura teaching Hospital to IDH after testing positive for coronavirus. She had passed away at IDH on January 28 due to Covid-19 pneumonia, shock caused by blood poisoning and heart failure.

The Government Information Department says that another 465 persons have tested positive for Covid-19, increasing today’s tally of confirmed cases to 859.

Seven of the new cases are from the prisons cluster while the remainder (458) are close contacts of Covid-19 patients from the Peliyagoda cluster.

This brings the total number of coronavirus cases from the Minuwangoda, Peliyagoda, and prison clusters to 58,489.

The tally of Covid-19 cases reported within the country thus far has risen to 62,445 while the number of total recoveries has climbed to 55,398.

Presently a total of 6,742 infected patients are being treated at hospitals.

  Adani’s Australian CEO was Director of Operations at another mining company when it  poisoned a river in Zambia that people relied on to survive. Adani hid this from the Australian government. Adani can’t be trusted with Queensland’s water.

  There have been deaths, illness and injuries at Adani workplaces. Reports show Adani have exploited and underpaid their workforce, including using child labour. Adani can’t be trusted to follow the rules and look after workers in Australia.

  Adani uses dodgy tax havens in the Cayman Islands to hide assets and revenue. 13 of the 26 Adani subsidiaries registered in Australia are ultimately owned in the Cayman Islands. Companies who pay their taxes don’t register themselves in the Cayman Islands.  

  Adani was involved in a bribery scandal that involved bribing customs officials, the police, the State pollution control board and more. Companies who obey the law don’t have to pay bribes.

Do they think that we are a Colony or a protectorate of theirs? In a way it is no surprise as our own so-called leaders except Sir John and Mrs Bandaranayaka no other had understood that we are an independent and sovereign country. What a tragedy not to be blessed with at least one national leader of that genre since Keppetipola Adikarama was beheaded. We bemoan this lacuna. But how long are we going to do that even-if we have to continue until the Maitree Buddha is born one should not be surprised, the way how our successive backboneless political leaders are crawling naively and limping before these forces with no shame as Sinhalese. This situation will continue as long as the Colombian leaders and their acolytes who are only the hybrid black white mostly of mixed genetic and brainwashed by Portuguese, Dutch and British masters. Many people thought things swill change when leadership is shifted from Colombo based social strata to Hambantota but sadly it has not. The status quo continues prevails. It is always Colombo based politicians, business men, financiers and administrators and social elite, who run   the country whatever Party comes to power.

On the other hand how long are we going to tolerate this never ending nuisance of Interference by the Western and Indian bullying? Surely there must be a limit for anything

But with these former colonial powers and their allies there is no end. Daily they have something to issue statements interfering with the internal policies and domestic matters of the country and it has become a routine nuisance as if these Ambassadors have no other work .All the time it was human rights .Now against cremating Muslim Covid 19 dead trying to raise a religious issue thereby creating communal and religious tension. Tomorrow it could be gay marriage. Yesterday the US Ambassador spoke on the Colombo Eastern Terminal.

US Envoy pushes for Indian stake in ECT

Amidst heated nationwide debates on the matter, US Ambassador Alaina B. Teplitz believes that India should have a stake in the Colombo Port’s East Container Terminal (ECT).

Obviously, with India being the beneficiary of Sri Lanka’s port facilities through all trans-shipment activities that take place, along with the unloading and shipments to smaller Indian ports, having an Indian company with a stake here, I would think, is essential to Sri Lanka’s maritime future,” she told reporters yesterday (26).

She expressed these views in response to a question posed during a virtual meeting held with a group of journalists.

.Ambassador Tirpitz added that Sri Lanka should be looking for the best value in its economic arrangements and that in this regard, having private sector involvement was very good”.

Looking at the business arrangements, and finding something that is sustainable and beneficial and gives your key business partner a stake, is a no-brainer in terms of a deal for this country,” she added.

US and India enjoy a strong relationship, with the former viewing the latter as its greatest ally in Asia, and a counterforce to its main rival China’s dominance in the region, due to the similar populations of the two Asian giants and India’s economic potential. The relationship between US and India is expected to be strengthened further under new US President Joe Biden.”

 Meanwhile it is also reported that the Indian Foreign Minister of India wants the control of Palale Air Port and Trincommallee harbor in the event of not giving ECT to India and abolishing the 13th Amendment

India has the same incurable disease, often much worse. No wonder Indian had been suffering from this pregnancy craving from the days of Ramayana to annex this resplendent Isle. So it is not something new to us Sri Lankans. But I vouch you my dear friends you will never succeed.

Obviously here you see the cat has come out of the bag that US want to help its friend India even Sri Lanka goes to hell, it does not matter for US. The primary concern here is her own economic and strategic interests in the now waning global political leadership specially in the Indo-Pacific region. Had at least Premadasa being there by he would have asked Ambassador Alaina B. Teplitz to go home and hang as he did to British Ambassador, once over a speech he had made in Matara area. As the Ambassador to Sri Lanka this is very unbecoming and highhanded statement where she tries to dictate terms to the Sri Lanka Government when the whole country is up in arms against handing over CET to India. I presume she is Ambassador to this country and not to India.

Why can’t these Diplomuts limit their talks and actions to diplomatic issues without unnecessarily interfering with our domestic matters and without giving us a chance even to breath? Why can’t they understand that we are no longer a colony under them and we are a free and independent sovereign country? In spite of the differences in size each sovereign state has its own say and equal rights when it comes to its domestic matters. If Cuba with 109,884 km² could stand up to the US economic and military giant and if British Islas only six time the size of our country in a faraway corner of the world with almost three months freezing during 3 months of the year, why can’t we, with the best strategic, naval and Air hub location in the world map with 365 days of equinoxes, a salubrious climate and rain throughout the year  blessed with an ingenuous people who has a rich legacy of a glorious  past running in to millennia follow suit and assert dispelling the myth of small size in world politics. Our only shortfall to steer the nation in to power, prosperity and fame, in my opinion, is the absence of the correct type of national leadership that was extinguished by 500 years of Western colonial suppression and annihilation. Discovering those past heritage and building upon that foundation making use of the present strengths fired by patriotism, vision, self-reliance, dedication and full commitment to nation building based on Buddhist principles of state craft is the only way for future prosperity.

In that process these nuisance makers should be deported and even diplomatic relations should be ended. Why can’t we show them that we too have a government elected by the people of this country and tell them we govern this country the way the voters of this country want to do it and not the way the Ambassadors of unfriendly countries wants us to do.

If President Premadasa could Sent back Gladstone Ambassador to UK overnight and John Kotalawala could tell Nehru that we are two Independent countries and there is no reason as to why he should consult him to Nehru before opens his mouth.at the Bandung Conference, why can’t the present day leaders also ask these nuisance makers either to act and behave within diplomatic norms and confine to Diplomatic norms for mutual benefit based on the principles of equality, justice and, self-respect or go home and discontinue all relationships with such countries. What is the use of having Diplomatic relationships with enemy countries that are trying to destroy the millennia old Sinhala Buddhist civilization in this Island and hatching coups to install minorities rule on the debris of a nation destroyed.

The United State of America is getting ready for war in the Bay of Bengal and plans to drag Sri Lanka into that war to fight on behalf of USA. Sri Lanka does not welcome this.  We are caught up in this power game between India, China and the US because of our geostrategic location, complained Sri Lanka.

In the coming years, Sri Lanka, like the other states in the Bay of Bengal  will be forced to pick a side as China–U.S. relations continue their downward spiral, said analysts.   They   will have to choose,  but they all want to avoid taking sides.

There are   just two possibilities for Sri Lanka in this matter. Sri Lanka can try to sit this out. Wait till the threat of war fizzles out. That is a sound possibility. It is unlikely that US and China are headed toward military confrontation any time soon, said Ian Brenner in TIME (January 2021). The gap between US and China’s military is narrowing. Gone are the days when a warning from Washington was enough. The Covid 19 pandemic would have also upset the financial plans of the Neo cons who mastermind these wars.

USA is still in shock after the storming of the Capitol. This event   has been recognized as a symptom of deep divisions in USA. The division is so deep that some members of Congress are opposing a second impeachment of Trump. We already have a flaming fire in this country and the impeachment is like pouring gasoline on it, said one US Senator.

Big Business however, is taking a strong line. USA’s blue chip companies said they would halt campaign donations to Congressmen who had   voted    to halt the Presidential elections. Some companies are not going to donate to either Republican or Democratic Party.   CEOs of the nation’s biggest corporations said they would not invest in the states of ‘seditious Congressmen.’

The division in the US has seeped down to churches and families, said TIME. Families and Churches have been deeply divided by Trumpism, TIME said. US economy still continued to be in difficulties, made worse by the Covid pandemic.  The USA will soon have two Presidents, pulling in opposite directions. The news has just come in that Trump has set up an Office of Former President.

The   international image of the US, which was always poor, is now even worse. US policy is to make countries dependent on them rather than improve the quality of life in those countries, said critics.   At the NBC coverage of the Biden inauguration, one reporter stated that 1 in 3 Europeans thought US cannot be trusted. 

China said that since 2001, the US has spent over $6 trillion on military operations and war, money that might have been invested in the infrastructure at home. China meanwhile, built its nation pouring more cement every three years than America did in the entire twentieth century.

USA however is still dreaming of a possible war. US would like to enlist Sri Lanka into this war.

 US has decided to woo Sri Lanka using India. India and USA have one thing in common. They both believe in antagonizing the countries they wish to dominate.

But in this case, India has persuaded the local media to draw attention to India. The local newspapers are suddenly full of India.  India’s education system, India’s constitution, India’s billionaires,  India’s freedom fighters, Indian judgments on contempt of court  and the new  India-Sri Lanka Friendship logo.

However, we need not be intimidated by India, said K Godage. Sri Lanka does not have a land border with India, making it more independent that most other SAARC countries.  Also Sri Lanka found during Eelam war IV, that India’s support   is not essential for Sri Lanka.

Sri Lanka says it plans to stay neutral in any future   US –China war. It is possible to stay neutral only as long as the US-China War is a War of Words. But if it becomes   an armed conflict, then Sri Lanka cannot stay neutral, it will have to take sides. Countries which are physically in the war zone can never stay neutral. Switzerland and Thailand, are popularly supposed to have been neutral in World War II. They were not neutral. They struck deals with both sides. (See Appendix 1 and 2)

If war breaks out Sri Lanka will have to choose between US and China.  Yahapalana government tilted towards USA and India, at time when the US is declining and India turns out to be a non-starter.  A country is expected to link with the rising power not the fading power. US is fading, China is the emerging power.  Pohottu should link with China.

LSSP also thinks so. Under no circumstances should Sri Lanka support USA military aggression against China, said LSSP. Pakistan has taken China’s side and Sri Lanka too must do the same, Philippines President Duterte has said that he is not ready to go to war with China. European Union led by Germany has recognized that China is only interested in trade, and it is refusing to support the USA’s military attack on China, continued LSSP.

What right has the USA to claim that China poses a military danger to it, when its boundaries are thousands of miles away? It is the USA that has over 400 military bases around China, while China has only one outside its boundaries”, said LSSP. The SOFA agreement would have allowed thousands of armed troops from the USA to use the whole of Sri Lanka as a military base.

LSSP appeals to the Government to take a non-aligned stance and support China concluded LSSSP,  happily ignoring the fact that you cannot be ‘non-aligned’ and ‘supportive’ at one and the same time.

CA Chandraprema called for a Defence Pact with China. Trincomalee and Hambantota should be full of Chinese warships, he said. USA anticipated this. Hambantota Port might soon become a forward military base for China’s growing blue-water navy, complained USA, or dual use commercial/military facility. In 2019, Sri Lanka said No.  China has control over Hambantota port but it does not have rights to build a naval facility there.

China is blooming. China is the only one of the big economies that did not shrink in 2020. China’s gross domestic product expanded 6.5% in the fourth quarter of 2020, making the country one of the few to register positive growth for 2020. The Asian Development Bank says Asia will need US$ 16 trillion for infrastructure development between 2020 and 2030. China is the only country that has such money, pointed out Colombage.

China continues to leap ahead. China had published more high impact research papers than US in 23 of 30 ‘hot’ research fields, said Economist. This finding came from a 2019 survey by Elsevier and Nikkei . China in 2020 had more powerful supercomputers than any other nation. It had 214  supercomputers, compared with 113 for the US and 91 for the EU.

China is home to the world’s largest high-speed rail network, which stretches over 37,000 kilometers, and the fastest commercially operating train, the Shanghai Maglev. China has   developed a prototype for a new high-speed Maglev (magnetic levitation) train that is capable of reaching speeds of 620 kilometers (385 miles) per hour. The train runs on high-temperature superconducting (HTS) power that makes it look as if the train is floating along the magnetized tracks. The sleek 21-meter-long (69 feet) prototype was unveiled at Chengdu, in January 2021.

China has also developed a new high-speed bullet train designed for extremely cold climates.

The CR400AF-G train, which can operate at speeds of up to 350 kilometers per hour (217 mph) in temperatures as low as -40 degrees Celsius (-40 degrees Fahrenheit), is part of the Fuxing series of high-speed electric multiple-unit (EMU) trains developed and operated by the state-owned China State Railway Group.

A number of countries, including Egypt,  UAE, Jordan, Indonesia, Brazil, Pakistan, Turkey, Bahrain, Dubai, Seychelles, are using the COVID-19 vaccines produced by China. And many more countries, including Chile, Malaysia,  Philippines, Thailand and Nigeria have ordered Chinese vaccines, said China.

China, unlike the USA  is already at war. China needs the trade routes across the Indian Ocean and intends to protect them. India is not an exporting nation the way China is, observed Chandraprema. 

US  sent an aircraft carrier group  sailing between Taiwan and the Philippines into the South China Sea.  China immediately sent large groups of fighters and bombers into   Taiwanese airspace two days in a row. This was not illegal, said Gwynne Dyer. The Chinese aircraft only entered Taiwan’s unilaterally declared “Air Defence Identification Zone”, which is not sovereign Taiwanese territory.

India and China have, according to reports, mobilized troops and tanks all along the 3488 km Line of Control from Ladakh to Arunchal Pradesh.  The aggressor is China. China has constructed a settlement  of 101 houses, inside Indian Territory in Arunachal Pradesh. There was no such village in satellite images taken in August 2019.  They appeared in images taken in November 2020 .

China has  also  tried to  enter Indian Territory  in Sikkim twice, first  in  May 2020 . In January 2021 troops again tried to cross the border into Indian territory, near Naku La. There was a brawl  and soldiers on both sides were injured.

India  approached the Seychelles in 2020, with a proposal to build a military facility on Assumption Island, which will include an airstrip, naval jetty and a garrison of 500. There was a strong protest against it  and the proposal was abandoned. China however, has a presence in Seychelles. China has built a new Parliament building and a Supreme Court in the Seychelles. China has also donated two light aircraft and two naval vessels.

Sri Lanka has always had a cordial relationship with China. China and Sri Lanka have had long standing diplomatic, religious and trade links. There were   cordial diplomatic relations between the Sinhala king and the Chinese emperor in ancient and medieval times. This was an unbroken relationship which continued through various Chinese dynasties. A Chinese coin from a particular dynasty, which is rarely found in foreign countries was found in Sri Lanka . 

The Buddhist link is well known, with Fa Hsien coming here and Sinhala bhikkunis going there to advise on Buddhism, probably Mahayana. Sinhala ships went to China. They  received special mention in the Chinese  records. It was said that of all the ships coming to China, the stairways in the Sinhala ships were the biggest.

We were able to end the Eelam war because China threw its weight behind us and sent us the required arms. It was China that supplied much needed weapons, at a time when Western countries refused to do so citing human rights concerns, recalled Sri Lanka . China has always supported Sri Lanka at UN and HRC.  Only China condemned India when India did its parippu drop in 1987 violating Sri Lanka airspace.

In 2009, when the war ended, India and Japan funded important projects, but the main support was from China. If we did not take what China offered, today, 11 years on we would be still be where we were in 2009, said Colombage.

China had helped financially from the time of the Eelam war and much of this was grants and not loans.  The loans also were low interest and affordable. China is offering trillions of dollars which no other country can match, but they do not bully us. When the west helps it leads to bankruptcy as in the case of Greece, said Palitha Kohona.

Present day Sri Lanka recognizes modern Chinese culture. When University of Colombo held its 100^th anniversary celebrations in January 2021, Faculty of Arts had a research session on ’Understanding Chinese language and culture.

China has been very supportive of Sri Lanka and very encouraging. China told Sri Lanka in 2016 You have 65,000 kilometers of land.  You    always say a small island country. No. Sri Lanka is a big country. It is a great country. You have good culture. You have long history. You have a legal system. Education is okay. You should be proud of the culture, history and your country’s conditions. So why do you call yourself a tiny island”.

The rise of China has seriously challenged the unipolar orientation of international relations, but the world must now come to terms with China.  Western countries cannot continue to treat China as an outcast and do its utmost to undermine its development and influence, said analysts. They must realize that trying to contain and confront China is a waste of time. It is hoped that West will adjust to China’s new assertive and confident style and accept peaceful coexistence with a powerful China, analysts said.   On that hopeful note, I end this set of essays on the US-China war. APPENDIX NO 1

Switzerland is well known for its supposed neutrality in WWII. It was never neutral. Germany planned to invade and annex Switzerland, but got diverted elsewhere. Skirmishes between German and Swiss troops took place on the northern border of Switzerland throughout the war.

Both sides violated Swiss airspace. 6,304 Allied aircraft violated Swiss airspace during the war. Nazi Germany repeatedly violated Swiss airspace. During the Battle of France, German aircraft violated Swiss airspace at least 197 times.

Switzerland served as an espionage camp for both sides. In 1942, the United States established the Office of Strategic Services in the city of Bern. Switzerland turned back or deported over 20,000 Jewish refugees during the Second World War but did take in over 50,000 refugees, mostly rich Jews.

Switzerland continued trading with Germany through the war. Germany became the main market for Swiss weapons components. Germany became the largest importer of Swiss goods including specialized items such as time fuses. Swiss companies made fat profits from this. Export credit given to Germany meant Switzerland was actively financing the Nazi war machine.

Switzerland helped finance Hitler’s war. Swiss banks loaned money to German enterprises which were involved in armaments.  Between 1940 and 1945, Germany sold 1.3 billion francs worth of gold to Swiss Banks. A total of 581,000 francs’ worth of gold taken from Holocaust victims was sold to Swiss banks.

APPENDIX NO 2

Thailand in World War II was never neutral.  Instead it achieved the rare feat of supporting and attacking both sides, and gaining from both. Japan invaded Thailand in December 1941 and Thailand signed a treaty of military alliance with Japan. Thailand thought this preferable to outright conquest. Prime Minister Pibul Songgram cooperated with Japan. However, Thailand retained control of its armed forces and internal affairs.

Thailand wanted to use WWII to establish a Greater Thailand and persuaded Japan to get back Thai territory taken by France. France gave back some territory from Laos and Cambodia, but not all. And they had to pay for it. Thailand also took four Malay states. Thai army annexed the Shan states of Burma and established a border with China near Keng Tung. Thailand was also interested in the activities of Mussolini and Berlin advised Japan to keep a close watch on the Thai, lest they turn into an “Oriental Italy.”

Then things soured between Thailand and Japan. There were several reasons, one was that the Japanese claimed the right to import goods duty-free, which reduced Thailand’s revenues. Thai government   split into two factions, pro- Japan and anti- Japan. Anti- Japan faction the Free Thai Movement,  was a well-organized, pro-Allied resistance movement .It  engaged in espionage and sabotage on behalf of the Allies. Thanks to this, after the war, Thailand  was not punished for its support for Japan.

Thai government declared war on Britain and the United States on January 25, 1942 . The Thai ambassador in London delivered Thailand’s declaration of war to the British government, but  the Thai ambassador in Washington ,  refused to do so. Accordingly, the United States refrained from declaring war on Thailand but the British did. In 1945, Britain’s  Indian 7th Infantry Division landed,  in Thailand, accompanied by Edwina Mountbatten.

When the tide began to turn against Japan, the Thai government started distancing itself from the Japanese. And used this to wriggle out of the need to surrender. Thanks to the  work of the Free Thai Movement, the United States  did not treat Thailand as an enemy country in post-war peace negotiations.

Before signing the peace treaty, however, Britain demanded war reparations in the form of rice shipments to Malaya. An Anglo-Thai Peace Treaty was signed on 1 January 1946. France refused to permit admission of Thailand to the United Nations until Indochinese territories taken by Thailand during the war were returned. The Soviet Union insisted on the repeal of anti-Communist legislation.  ( End)

දුරුතු පුර පසලොස්වක පොහොය දිනය බුදුරජාණන් වහන්සේගේ පළමු ලංකාගමනය සිහිපත් කරවන බව සදහන් කළ මහාචාර්ය කොල්ලුපිටියේ මහින්ද සංඝරක්ඛිත නාහිමියෝ, අග්‍රාමාත්‍ය මහින්ද රාජපක්ෂ මහතා නව වසරේ පළමු පොහොය දිනයේ කැලණිය රජ මහා විහාරය වැදපුදා ගැනීමට පැමිණීම අගය කරන බව පැවසූහ.

රටේ දේශපාලන, සමාජීය හා ආර්ථික ක්‍රියාපිළිවෙතට අදාළ ධර්මානුකූල පිළිවෙත් පිළිබඳව අනුශාසනා කළ මහාචාර්ය කොල්ලුපිටියේ මහින්ද සංඝරක්ඛිත නාහිමියෝ, අග්‍රාමාත්‍යතුමාට නිදුක් නිරෝගී චිර ජීවනය ප්‍රාර්ථනා කරමින් ආශිර්වාද එක් කළහ.

කැලණිය රජ මහා විහාරයේ දායක සභාවේ සභාපති අග්‍රාමාත්‍ය උපදේශක වෛද්‍ය සමන් වීරසිංහ මහතා ඇතුළු පැමිණ සිටි මහජන නියෝජිතයන් සමඟ ද අග්‍රාමාත්‍යතුමා මෙහිදී සුහද පිළිසදරක නිරත විය.

අනතුරුව අග්‍රාමාත්‍යතුමා, තරුණ තරුණියන් 500 දෙනෙකු ශීල සමාදානය වූ කැලණිය රජ මහා විහාරයේ පැවැති ශීල වැඩසටහනට හා සම්බන්ධ විය.

එහිදී ජාතික සංවිධාන සම්මේලනයේ සභාපති පූජ්‍ය බෙංගමුවේ නාලක හිමියෝ විසින් උන්වහන්සේ රචිත තරුණ සිතට බුදු දහම කෘතිය අග්‍රාමාත්‍යතුමාට පිළිගන්වනු ලැබූහ.

අග්‍රාමාත්‍යතුමා මෙම අවස්ථාවට එක්ව සිටි මහා සංඝරත්නයට නා පැළ ඇතුළු ශාක විශේෂ රුක් රෝපණය සදහා පුජා කළේය.

අග්‍රාමාත්‍ය මාධ්‍ය අංශය

අග්‍රාමාත්‍ය මහින්ද රාජපක්ෂ මහතාගේ සංකල්පයකට අනුව සෑම පුන් පොහෝ දිනකම පවත්වන අමාදම් සිසිලස” ධර්ම දේශනා මාලාවේ 206 වැන්න අද 2021.01.28 දින විජේරාමේ පිහිටි අග්‍රාමාත්‍ය නිල නිවසේ දී පැවැත්විණි.

ප්‍රථමයෙන් ආගමික වතාවත්වල නියැළුණු අග්‍රාමාත්‍යතුමා, ධර්ම දේශනය සඳහා වැඩම කළ කොළඹ, මාලිගාකන්ද විද්‍යෝදය පිරිවෙනේ ආචාර්ය, ගෞරවාර්හ කෙහෙල්වල නන්ද ස්වාමීන්ද්‍රයන් වහන්සේට දැහැත් වට්ටියක් පූජා කරමින් ධර්ම දේශනාවට ආරාධනා කළේය.

අග්‍රාමාත්‍යතුමාගේ සංකල්පයකට අනුව සෑම පුන් පොහෝ දිනකම පැවැත්වෙන අමාදම් සිසිලස” ධර්ම දේශනා මාලාවේ 206වැනි ධර්ම දේශනාවට මතෘකාව වූයේ සංයුක්ත නිකායේ මහා වග්ගයේ සතිපට්ඨාන සංයුක්ත සේදක සූත්‍රයයි.

අත්තානන් භික්ඛවේ රක්ඛන්තෝ පරම් රක්ඛති – මහණෙනි යම්කිසි කෙනක් තමන් රකිනවාද හේ අනුන් රකිනවා වේ පරම් රක්ඛන්තෝ භික්ඛවේ අත්තානන් රක්ඛති – යම් කිසි කෙනක් අනුන් රකිනවද හේ තමන් රැකගත්තා වෙනවා.

පාලකයෙක් හැටියට ඔබතුමා ජනතාව රකිනවා කියන්නේ ජනතාව ඔබතුමා රකිනවා කියන එකයි. අපි සෑම කෙනක්ම අනුන් වෙනුවෙන් යම් කිසි වැඩ කොටසක් සිද්ධ කරනවනම් එ්ක තමන්ට එක පැත්තකින් පිංකමක් තමන්ගේ මෙලොව පරලොව සුරක්ෂිත බව පිණිස උපකාර වෙනවා කියන එක යැයි ගෞරවාර්හ කෙහෙල්වල නන්ද ස්වාමීන්ද්‍රයන් වහන්සේ දේශනා කළහ.

ගෞරවාර්හ ආචාර්ය  කෙහෙල්වල නන්ද ස්වාමීන්ද්‍රයන් වහන්සේ මෙසේ ද කීහ.

අග්‍රාමාත්‍ය මහින්ද රාජපක්ෂ මහතාට මහා සංඝරත්නය ආදරෙයි. ඒ ආදරය ඔබතුමා රටට ආදරය නිසයි. මේ සම්බුද්ධ ශාසනයට ආදරය නිසයි.

1873 ආරම්භ කළ මාලිගාකන්ද විද්‍යෝදය පිරිවෙනට තමන්ගෙ ධුර කාලය තුළ රාජ්‍ය නායකයෙකු වැඩිම වාර ගණනක් පැමිණ තිබෙන්නෙ අග්‍රාමාත්‍ය මහින්ද රාජපක්ෂ මහතායි. එම ආයතනයේ දියුණුව වෙනුවෙන් සුවිශාල අනුග්‍රහයක් අග්‍රාමාත්‍යතුමා දරලා තියෙනවා.

විද්‍යෝදය පිරිවෙනට විතරක් නෙමෙයි රටේ සමස්ත පිරිවෙන් පද්ධතිය වෙනුවෙන්ම අග්‍රාමාත්‍ය මහින්ද රාජපක්ෂ මහතා සුවිසල් වැඩ කොටසක් කළා. අග්‍රාමාත්‍යතුමා ජනාධිපතිධූරය දරන සමයේ වැටිලා තිබුණ, මළානික වෙලා තිබුණු මේ රටේ පිරිවෙන් අධ්‍යාපනය නගා සිටුවන්නත් පිරිවෙන් ගුරුවරයා ශක්තිමත් කරන්නත් විශාල අනුග්‍රහයක් ලබා දුන්නා. රජයේ පාසල් ගුරුවරයාට තිබෙන වරප්‍රසාද පිරිවෙන් ගුරුවරයටත් ලබාදී එදා පිරිවෙන් සේවය සුරක්ෂිත කළා, ස්ථාපිත කළා.

කෘතවේදිව එය මේ මොහොතේ සිහිපත් කරනවා යැයි  ආචාර්ය කෙහෙල්වල නන්ද හිමියෝ පැවසූහ.

කොවිඩ්-19 වසංගත තත්ත්වය හමුවේ නිසි සෞඛ්‍ය උපදෙස් පිළිපදිමින් පැවති ධර්ම දේශනාව සැදැහැවතුන්ගේ සහභාගීත්වයකින් තොරව අග්‍රාමාත්‍යතුමා ප්‍රමුඛ පවුලේ කිහිපදෙනෙකුගේ සහභාගීත්වයෙන් පැවැත්විණි.

අමාදම් සිසිලස ධර්ම දේශනාව ශ්‍රවණය කිරීමට බුද්ධශාසන, ආගමික හා සංස්කෘතික කටයුතු අමාත්‍යංශයේ ලේකම් මහාචාර්ය කපිල ගුණවර්ධන මහතා ද එක්ව සිටියේය.රී ඩී. ටී. රාජසේකරන්  මහත්වරු සහ  රාජ්‍ය නිලධාරීන් රැසක් එක්ව සිටියහ.

චන්ද්‍රසේන පණ්ඩිතගේ විසිනි.

දැන් 73 වෙනි නිදහස් සැමරුම ඉතාම ආසන්න දිනකදී සමරනවා. ඔබ අප ලබා ගත්තාවූ නිදහස සම්බන්ධව මොනවාද හිතන්නේ?

විශේෂයක් දැනෙන්නේ නැහැ. ඒ උනාට හොඳයි.

ඒ මොන කෝළම් කතාවක්ද? තමන්ට දැනෙන්නේත් නැති හැඟෙන්නේත් නැති දෙයකට හොඳයි කියන එක?

සමහර දේවල් තියෙනවා අපට හැඟෙන්නෙ නැති හොඳ දේවල්. ඒ වගේම තියෙනවා තමන්ට කිසිවක් දැනෙන්නේ නැති හොඳ දේවල්; ඉතින් මට දැනුනේ නැහැ කියල හෝ මට හැඟුනේ නැහැ කියල, මේ රටේ අති බහුතරයක් මහත් භක්තියකින් සමරණ දෙයකට නරකයි කියන්න පුළුවන්ද? මට ඒක කරන්න අයිතියක් නැහැ. මේ නිදහස අපූරුයි කියල මම කියනවා.

ඇත්ත වශයෙන්ම ඔබ අවංකව හිතේ තියෙන දේ ප්‍රකාශ කරන්නේ නැහැ කියල මම ඔබට චෝදනා කරනවා. ඔබ අපව සතුටු කරන්න යමක් කියනවා විතරයි.

මම ඉන්නේ මඟුල් ගෙදරක, හැමෝම කමින් බොමින් ප්‍රීතිවෙමින් සතුටින් ඉන්න මොහොතක්. යමෙක් මා ලඟට ඇවිත් කොහෝමද මනමාලි කියල ඇහුවොත් මම ගෞරවණීය මිනිහෙකු නම් මට දීමට ඇත්තේ එකම පිලිතුරයි. ඒ ඇය ඉතා සුන්දරයි, ප්‍රියකරුයි, ලස්සනයි යන්නයි. හැමෝම මහත් උත්කර්ෂවත් අන්දමට නිදහස සමරණ මේ මොහොතේ මම වෙන මොනවා කියන්නද?

ඔබ කියන්නේ මොනවාද කියලා මට තේරෙනවා!

නැහැ නැහැ මම මොනවාද කියන්නේ කියල ඕගොල්ලන්ට තේරෙන්නේ නැහැ.

හොඳයි දැන් මොහොතකට පෙර ඔබ කීවා නිදහස අපූරුයි කියලා. ඔබ ඒ දක්වන නිදහසේ අපූර්වත්වය දකින්නේ කොහොමද?

ඔබ පොඩ්ඩකට ඉහළ බලන්න. ඉමක් කොනක් නැති අහස, පාවෙන වලාකුළු, පියාසර කරන කුරුල්ලෝ, අපට නිදහස සම්බන්ධව යමක් කියනවා. මේ අපි දකින හැම දෙයකටම ස්වභාව ධර්මයේ නීතිය හෑරෙන්නට වෙන කිසිම නීතියක බලපෑමක් නැහැ. මගෙන් ප්‍රශ්න කරන ඔබදෙස බලන්න. ඔබ මහ නීති රීති කන්දරාවකින් මනාව වටකර බැදපු ජීවියෙක්. ඉහල අහසේ පියාසර කරන ඒ කුරුල්ලාට කරන්න පුළුවන් දේ වලින් එකක්වත් ඔබට කරන්න බැහැ. ඒ සතාත් ඔබත් ස්වභාවයේ නිර්මාණයක්  නමුත් ඒ කුරුල්ලා කවදාවත් නිදහස සමරන්නේ නැහැ. එත් ඌ නිදහස භුක්ති විදිනවා. ඒ නිදහස ඌට උපතත් සමග උරුමව ලැබුණ දායදයක් නිසා. අපි කිසිවෙකුටත් උපත සමඟ ඒ දෙය උරුම වන්නේ නැහැ. අපි අපේ සතුරන් විසින්ම අපේ ශුභ සිද්ධිය සඳහා යයි අටවන ලද මහා නීති කන්දරාවකින් අල්ලා ගැට ගසන ලද වහළුන් කොට්ඨාශයක් බව ඔබලාට තේරෙන්න මහා කාලයක් ගතවෙනවා. ඒ නීති රීති සමාජ සංස්කෘතීන් ඔබව වෙලාගෙන තියෙන තාක් කල් ඔබ නිදහස් පුද්ගලයකු නම් නොවේ. එසේ තියාගෙන ඔබ සමරණ නිදහසේ මහා අපූර්වත්වයක් මට පෙනෙනවා. ඒකයි මම අපූරු නිදහස කියන්නේ!

ඔබ කියන්නේ මේ සමාජයට හදුන්වා දීලා තියෙන නීති රීති අපේ නිදහස උදුරගෙන කියලාද?

සත්තකින්ම ඔව්! ඔබලා මේ සමරන්නේ ඒ නීති රීති මනාව සුරක්ෂිත කරගනිමින් ඒ පරදේශක්කාරයා මේ රටතුල ස්ථාපිත කල ඒ සමාජ ක්‍රමය ඔබලා විසින්ම මනාව රැක ගැනීම සම්බන්ධව පවත්වන ප්‍රීති සම්භාෂණයයි. ඔබලා නිදහස කියන්නේ එයටයි.

ඔබට ලොකු වැරදීමක් වෙලා. බටහිර ජාතීන් මේ රටට දායාදයන් රාශියක් උරුම කලා. ඉන් එකන් තමයි නීතිය. ඔබ අප හැමදෙන පවසන රෝම ලන්දේසි නීතිය. මේ නීතියෙන් මේ රටේ සිටින හැම පුරවැසියකුගේම ආරක්ෂාව සුරක්ෂිත කරනවා. රටතුල විනය මනාව පවත්වා ගැනීමට මේ නීතිය කොතරම් උපකාරී වෙනවාද?

ඔබ ඉදිරියේ මහා කඩතුරාවක් තියෙනවා. ඒකට කියන්නේ නීතිය කියලා. ඔබට මේ කඩතුරාවෙන් එහා කිසිවක් පෙනෙන්නේ නැහැ. ඊට හේතුව වන්නේ මේ ඇත්තේ සැබෑ ලෙසම ඝන කඩතුරාවක් බැවිණි. නිදහස් ලෝකය දකින්නට නම් සැබෑ ලෙසම මේ කඩතුරාව ඉරා බැලිය යුතුයි. ඒකට ඔබ බයයි. ඒ නිසා ඔබ මියයන්නේ සදාකාලික අන්ධයෙක් විදියටයි. ඔය කියන නීතිය යටතේ මේ රටේ ජනතාවට එකද සුද්දෙක් වරදක් කරලා නැහැ. කැප්පෙටිපොල මහා අධිකාරම්, පුරන් අප්පු, හෙන්රි ප්‍රේද්‍රිස් යන ජාතික විරුවන් ඝාතනය කර දැමීමට භාවිතා කලෙත් ඔය ඔබ ගුණ වයන කඩතුරාව බව අමතක කරන්න එපා..

ඔබ මගේ මනස අවුල් කරනවා. විශේෂයෙන්ම මම නිදහස සම්බන්ධව දරණ ආකල්ප වලට පහර ගසනවා. ඔබ සිත තුල මේ නිදහස සම්බන්ධව ඇති දේ අවංකව එලිදරව් කරන්න ඔබට බැරිද?

මට ඇත්තටම පුළුවන් ඒ උනාට මම ඒ කරන කාර්යය පලක් නැති කාර්යයක්, ඒ සම්බන්ධවත් කථා කරන එකවත් වැඩක් නැහැ. පලක් නැති දෙයක් සම්බන්ධව ඇයි අපි කථා කරන්නේ?

ඔබ කියන්නේ ඔබ කියනදේ සමාජයට තේරෙන්නේ නැහැ කියලද?

අපෝ නැහැ.නමුත් මට පෙන්නේ ඔය කියන තරම් සමරන්න නිදහසක් නැති බවයි. බලන්න මෙරට ජනතාව ලක්ෂ 69ක් චන්දය ලබාදී බලයට පත්කළ ජනාධිපතිවරයාගේ වසරක ධුර කාලය දෙස. එතුමාට පුර්ණ වසරක කාලයක පාලනය නිසිලෙස කරන්නට එතුමාට නිදහසක් තිබුනාද? සත්‍ය වශයෙන්ම එතුමාට සිය සෞභාග්‍යයේ දැක්මේ කීසිවක් නිසිලෙස ආරම්භ කිරීමට නිදහසක් තිබුනේම නැති බව ඔබත් මමත් මෙරට ජනතාවත් ඉතාම හොදින් දන්නවා. අඩුම තරමින් එතුමාට පොරොන්දුවූ ආකාරයට උපාධිදාරින්ට රැකියාදිමටත්ද, දුප්පත් පවුල්වල දරුවන්ට රැකියා ලක්ෂයක් ලබාදීමටත් නිදහසක් තිබුනාද? ඇත්තටම එහෙම නිදහසක් තිබුනේ නැහැ. ඒ සඳහා එතුමාට වසරක කාලයක් බලා සිටීමට සිදුවුයේ ඇයි? එතුමාට එහෙම හිතුනාට ජනතාවට සේවය කරන්න නිදහස නැති නිසයි. තවමත් එතුමාගේ අතපය ගැට ගසා ඇති යදම් ප්‍රමාණය විශාලයි. මේ යදම් වලට කියන්නේ නීති රීති කියලයි. එහෙම තත්වයක් ඇති සමාජයක නිදහස සමරනවා කියන්නේ මහා පිස්සු වැඩක් ලෙසයි මට පෙන්නේ. මට මම දරණ මතයට එරෙහිව යන්න තරම් සාධක මට ලැබිලා නැති නිසා මම ඒ මතයේම එල්බ ගෙන ඉන්නවා. මගේ මතය සමාජයයේ මතය නම් නෙමෙයි. ඉතින් සමාජයට පිලිගන්වන්න අසීරු මතයක් මම ඇයි සමාජ ගත කරන්නේ?

කරුණාකරල අපිටත් පොඩ්ඩක් කියන්නකෝ, මොකක්ද ඔය මතය කියලා.

හ්ම් එහෙනම් අපි මෙහෙම පටන් ගනිමු. ඇත්තටම අපි නිදහස ලබාගත්තේ කාගෙන්ද කියල ඇහුවොත් ඔබ කියාවි බ්‍රිතාන්‍ය කිරීටයෙන් කියල; ඔව් සත්‍යය කථාව ඒක තමයි. නමුත් සත්‍ය වශයෙන්ම එදා මේ රට ආක්‍රමණය කලේ කවුද? බ්‍රිතාන්‍ය පෙරදිග වෙළඳ සමාගම්. බ්‍රිතාන්‍ය පෙරදිග වෙළඳ සමාගම් ආක්‍රමණය කරපු රට, බ්‍රිතාන්‍ය කිරීටයෙන් නිදහස ලබා ගත්තා යන මතයේ මේ රටේ ජනතාව අවුරුදු 63ක් ම බැදී සිටියහ. එතකොට සැබෑ ලෙසම අපිව ආක්‍රමණය කල ඒ වෙළඳ සමාගම් පද්ධතිය අද කෝ? එදා මේ රටට කඩා වැදුන ඒ වෙළඳ සමාගම් ජාලය එදාටත් වඩා ප්‍රබල ලෙස මේ රට වෙලමින් ජනතාව පෙලමින් එදාට වඩා ප්‍රබල ලෙස මේ රටතුල අධිරාජ්‍යහිතවාදී කාර්යයක්  ඉටුකරමින් ඉන්නවා. අපි සැබෑ ආක්‍රමණකයාගෙන් මේ රට ගලවා ගත්තේ නැති අතර, ඒ සතුරා අප අතරටම වී අපවම විනාශ කරමින් සිටින මොහොතේම, අප ඒ ආක්‍රමණිකයාගෙන් රට නිදහස් කර ගත්තාය යන මතයේ එල්බගෙන, විශාල වියදමක් දරාගෙන නිදහස් උත්සවයක් පවත්වමින් ඉන්න බවක් මට හැඟෙනවා..

අපට සිදුව ඇත්තේ කුමක්ද? ඔබ මොහොතක් සිතන්න. එදා මුඩුබිම් පනත නීතිගත කොට ඒ  මගින් අපේ ජනතාවගේ ඉඩම් කොල්ලකාගත් ආක්‍රමණකයා, අපේ රටේ මනා කෘෂිකර්මය සම්බන්ධව නිපුනතාවයකින් යුත් ජනතාවට රැකිය ලක්ෂ ගනනාවක් නිර්මාණය කර, එම රැකියා කරන ලෙස  බලකලවිට, අපට තොපේ රැකියා එපා අපට අපේ ඉඩම් දියව්! යන මතයේ එල්බගෙන සිටි මෙරට ජනතාව, වර්තමානයේදී, ඉඩම් ඉල්ලනවා වෙනුවට, අපට රක්ෂාවල් දියව්! යන සටන් පාඨය පෙරට දමාගෙන පාරක් පාරක් ගානේ සිටින විට නිදහස ලැබිලා තියෙන්නේ කාටදැයි ඔබට වැටහෙන්නේ නැද්ද?

එදා මුහුද බඩ තීරුව ආක්‍රමණය කරමින් මෙරටට සංක්‍රමණය වූ ඒ ආක්‍රමණිකයා, පසුව මෙරට නගර සියල්ලම සිසාරා ගොස්, අද ගම් දනව් සියල්ලම ආක්‍රමණය කර හමාරය. එහෙත් ඒ බවක් අප සමාජයට නොහැඟෙන්නේ ඇයි?

මේ වනවිට මේ සතුරා  අපේ ගෙවල් තුලටද කඩා වැදී අප සතු සෑම දෙයක්ම ඩැහැ ගනිමින් සිටියද, ඒක නොපෙනෙන, ඒ බවක් නොහැඟෙන ජාතියක් බවට අප පත්ව හමාරය. ඒ ඇයි? ඒ පමණක් නොව මේ සතුරා ජාතියක ආක්‍රමණය කලයුතු අතිවැදගත්ම මූලස්ථානය වූ ජන මානස කේෂ්ත්‍රය තුල විශාල පරාශයක් ආක්‍රමණය කරල ඉවරයි.. ඒ සිඳුවීම් කිසිවක් අපට තේරෙන්නේම නැහැ. ඔබ කන බොන දේ, ඔබ ඇඟේ තවරන සබන් වර්ගය, ඔබ අත සෝදා ගැනීමට භාවිතා කරන සබන් වර්ගය, ඒවා භාවිතා කරන වාර ගනන, ඔබ දත් මැදීමට භාවිතා කරන, දත් බුරුසුව, ඔබේ රූප ලාවන්‍ය සඳහා භාවිතා කරන සකල විද ක්‍රීම් වර්ග, සුවඳ විලවුන් වර්ග සියල්ලක්ම තීරණය කරන්නේ ඒ ආක්‍රමණිකයා බව ඔබට තේරෙන්නේම නැහැ. ඒ තේරුනද එය එතරම් බරපතල ආක්‍රමණයක් බව වත් ඔබට තේරෙන්නේ නැහැ. මුළු රටම ආක්‍රමණය කරන ලද ඒ සතුරා, ඔබගේ මොලයේ විශාල පෙදසක්ද මේ වන විටත්  ආක්‍රමණය කරල ඉවරයි. මේ වනවිට රට බේරගන්න පෙර ඔබේ මොලය මේ ආක්‍රමණිකයාගෙන් බේරා ගැනීමේ සටනකට යන්න ඔබට සිද්ධ වෙලයි තියෙන්නේ; එහෙත් ඒ බව වටහා ගන්නවත් බැරි තත්වයකයි ඔබ සිටින්නේ. තමන්නේ ශරීරාංගයක් වන තම මොලයේ හිමි කමක්වත් නැති ඔබට සැමරීමට කොහේ තියෙන නිදහසක්ද?

මේ වනවිට අප ජනතාව ආක්‍රමණිකයාගේ රොබෝවරුන් බවට පත්ව හමාරයි.

ආක්‍රමණිකයා, මේ රටේ ජනතාවගෙන්  පැය අටේ නීතිය  අහෝසි කර ඇති අතර, මේ මිනිසුන්ට ඒ බවක් වැට හෙන්නේ නැත. සෙල් ෆෝන් එකක් හා ලැප්ටොප් එකක් අතැති මේ සේවකයා පැව 24 පුරාම රාජකාරියේ නියෙලෙන බව ආක්‍රමණිකයා ඉතා මැනවින් දනී. නමුත් එම කාර්යයේ යෙදෙන සේවකයාට නොවැටහේ. එපමණක්ද නොව මේ රටේ ජනතා කලා කරුවන්ට උරුමව තිබූ වෙළඳ දැන්වීම් ප්‍රචාරණය සඳහා විදේශීය ශිල්පීන්ව යොදවමින් මෙරට කලා කරුවන්ගේ ආර්තික අවස්ථාවන් අමු අමුවේ උදුරා ගත්තද, ඒ සම්බන්ධව  ජනමාධ්‍ය ඇමති හෝ සංස්කාතික කටයුතු පිලිබඳ ඇමතිනි හෝ එයින් බැටකන කලාකරුවන්වත් හඬක් නැංවීමට ඉදිරිපත් නොවන්නේ මහා බ්‍රිතාන්‍යයටත් වඩා මේ බහු ජාතික සමාගම්වල ප්‍රබලතාවයයි.

ප්‍රචාරණය සඳහා මහා මුදලක් වියදම් කරන මෙ බහුජාතික සමාගම් අහිංසක සිල්ලර කඩ මුදලාලිලාගේ වෙළඳ මධ්‍යස්ථාන වල ඔවුනගේ ප්‍රචාරක පුවරු සවිකරන්නේ සතයකදු මුදලක් ප්‍රචාරණය සඳහා එම කඩ හිමියන්ට නොගෙවමිණි. එම කඩහිමියාට හිමිවන්නේ එම ප්‍රචාරක පුවරුවේ කුඩාවට සටහන් කරන එම වෙළඳ සැලේ නාමය පමණි. මෙවන් වූ ආකාරයට මෙරට තුල හැසිරෙන මේ ආක්‍රමණිකයා, තමන්ගේ නිශ්පාදිතයට තමන්ට හිමිවිය යුතු මුදල පමණක් නොව, කඩහිමියා ලබන මුදලත්,  පාරි භෝගිකයා ගෙවන මුදලත් නියම කරන්නේ තමන් සර්වබලධාරී යක්ෂයා බවට මේ රටට පෙන්වමිණි. නමුත් එය වටහා ගන්නා මුදලාලි කෙනෙක්වත් පාරිභෝගිකයකුවත් දේශපාලකයෙකුවත් මේ රටට අහිමි කර ඇත්තේද එදා මේ රට ආක්‍රමණය කල ඒ වෙළඳ සමාගම් ජාලයේ වර්තමානයයි. මේ රටේ බඩුමිල පාලනය කරන්නේ කවුදැයි ඉහත සඳහන් කල කරුණු පොජ්ජෙන් මනාව පැහැදිලි වුවද, එම සමාගම් වලට එරෙහිව නැගිටීමට කිසිවෙකු ඉදිරිපත් නොවීම මෙරට ජන මනසහි ස්වභාවය විදහා පායි.

ඔය  ප්‍රකාශ කලේ දිග අරින්න තියෙන මහා කථාන්දරයක ඉතා ස්වල්පයක් පමණයි. එම දිග හැරෙන කථාන්දරයේ නිදහස හිමි එකම ලාභියා වන්නේ එදා මේ රටට කඩා පැන මහා සංහාරයක් සිඳුකර ඔවුනගේ යාන්ත්‍රණය මෙහි ස්තාපිත කල ඒ සමාගම් ජාලයයි. එවන් තත්වයක් යටතේ අපි 73වන නිදහස් සමරු උත්සවයක්ද පවත්වමු.
අපට උරුම, ඒ හා සමානව දිනා ගැනීමට උස් නිදහසක් ඇත. එය අවබෝධ කර ගැනීමට තරම් මෙරට ජන විඤානය ඉහල තලයක නොමැති වූ බැවින් එදා එස් මහින්ද හිමියන් ඇසූ ඇස් ගෙඩි වලට හෙන ගැහිලද සිහළුන්නේ යන්න අදටත් වලංගුය.

අනුතුන,අනුහතරවර්ෂවලදී වලදී සිදු වුයේ දවසින් දෙකින් කන්වල සැදුනු සැරව ගැලීම් වැනි රෝගවලට ක්ෂණයෙන් යාච්ඤා වලට කන්දිමෙන් සුවවන බව සහිත අත්පත්‍රිකා බෙදා හැරීමය. නමුත් දැන් දැන් මේ කාලයේ මේ පැතිරෙන උගුරේ අමාරු හා කැස්ස, සොටු ගැලීම්, ආදියත් මහත් වාසියක් ගෙනදීමට පාස්ටර් වරුන්ට කදිම අවස්ථාවක් වී තිබේ. දම්මිකලා  පැනිවලින් කාලි අම්මලා හරා වැඩ පෙන්වන විට පාස්ටර්ලා ”දෙක” වීමට කැමති නැති නිසා උගුර කැඩෙනකන් මයික්‍රෝෆෝන් වලින් දෙවියන්ට කැ ගසා කර ඇති කියා හිතන හදි හූනියම් කැපීමටදඟලයි . දම්මිකගේ පැනියටනම් කුමක් හෝ ඖෂධයක් එකතුවී තිබුනත් මේ පාස්ටර් වරුන්ගේ ශබ්ද  දුෂණය නම් අසා සිටීම නොහැකිය.

අද වෙනවිට අඩුම ගානේ ලෝකය දින ගණනකින් මැවූ ඒ මහා එකාධිපති දෙවියන් පවා කොරෝනා හමුවේ සැඟවී සිටින ස්වභාවයක් දිස්වේ. අද  මිනිසාගේ ආරක්ෂාවට මිනිසාම ඉදිරපත් වී තිබේ.කොරෝනා උවදුර පැතිරුණු මුල් කාලයන්වල සියලුම යාච්ඤා කරන මධ්‍යස්ථානය වසා ලෝකයේ සිටින පාස්ටර්වරු ඔවුන් ඔවුන්ගේ පවුල් රකිමින් සිටියේය. දැන් දැන් යළි කල එලි බසින්නේ අඩුපාඩු වසා ගැනීමටය.

එය හොඳින් පැහැදිලිය…එය අන්‍යාගමික කරණයේ මුලික පියවරවලින් එකක් වන බැවිනි.

ජේසු තුමන්ද කියා ඇත්තේ තමා වෙනුවන් ආගමික ප්‍රචාරයන්වල නියයතු වන අය අනිවාර්යෙන් ස්වර්ගයට නොයන බවයි. ඉතින් මේ ලිපිය කියවන පාස්ටර් වරුන් හට මතක් කරන්නේ ඔබත් ඔබගේ දෙවියන්ගේ පණිවිඩය ගැන දෙපාරක් සිතන ලෙසය . ඒ යි කිවහොත් කපටියන් හට ඔහුට අනුව ස්වර්ගයේ තැනක් නැති හෙයිනි.

ඒවගේම පහත සදහන් ශෙ‍්‍රෂ්ඨාධිකරණය තීරණය කෙරෙහි අවධානය යොමු කරණ මේ කරුණාවෙන් ඉල්ලමි. යමක් කිරීමට පෙර දෙවරක් සිතන්න.

දැනට තිබෙන හෝ තිබුණු කිසිම රජයක් නිසියාකාරයෙන් අන්‍යාගමික කරණය නැවැත්වීමට ක්‍රියා නොකරයි. එම නිසා විශාල බෞද්ධයන් ප්‍රමාණයක් වෙනත් ආගම් වලට බලහත් කාරයෙන් හෝ රවටා හරවා ගැනීම සිදුවේ.

එය නීති විරෝධී වේ…

සැමරීමට (උත්සව මඟින් ) විශාල පිරිසක් එකතුවුනත් සම්බුද්ධ ශාසනය රැක ගැනීමට කිසිවෙක් නිසියාකාරයෙන් උත්සහා නොකිරීම බර පතල වරදක්. සිවුනක් පිරිසගේ අවධානයට මේ ලිපිය යොමු කරමි.

අති පුජ්‍ය මහනායක හිමිවාරුනි , ජනධිපතිතුමනි, බුද්ධශාසන, ආගමික හා සංස්කෘතික කටයුතු ඇමති තුමනි මෙවැනි පෞද්ගලික සිද්ධීන් මාධ්‍යය මඟින් අති ශෝක්තියෙන් හුවා දක්වා ඉවැන්ජෙලිකල් කල්ලි මඟින් පතුරවා හරින්නේ කුමකටද ? ඒ ඔබේ පවුලේ හෝ රටේ සිටින බෞද්ධයෙකු මොවුන් ආගමට බිලිබා ගැනීමටයි. පොඩ්ඩක් හිතා බලන්න.

Among certain individuals, confusion seems to be evident with regard to disposal of dead bodies of Covid 19 victims and what they call ‘human rights’.  

However, the issue here seems to be not a question of ‘human rights’, but the most prudent form of disposal of these dead bodies, given the uncertainties regarding the survival of the specific virus.

As a minister he could have done something with the help of his 

Cricketers brother  – chairman who followed him from one ministry to another project   to support to develop Galle project and it was never done 

Colombo Port also did not see much of a growth and Trincomalee also

It would have been better that Arjuna stayed as a veteran cricketer and give full support to develop the game rather than now lamenting about the game  

His other younger brother who was  in the other side of politics has not done much either 

General opinion is that he cannot make comments  about cricket which he abandoned for a lucrative political carrier where he has miserably failed

The government will continue 289 infrastructure projects  worth more than  rupees five trillion  despite current economic challenges,  State Minister for Money and Capital Markets and State Enterprise Reforms Ajith Nivard Cabraal said.

” Sri Lanka was able to pull through a very difficult period due to the Covid 19 pandemic. Despite those challenges  the government was able to maintain macroeconomic fundamentals reasonably well. Further, the rupee has  depreciated  by  6.8 percent last year  and to prevent further rupee depreciation, the Central Bank has taken prudent decisions, State Minister Cabraal said at the Annual General Meeting of the National Chamber of Commerce of Sri Lanka. The event was held at Kingsbury Hotel last Tuesday. At the event Nandika Buddhipala was elected the new President of the National Chamber of Commerce of Sri Lanka for the year 2021.  

‘In 2020 the government set up macro environmental fundamentals in a proper manner that have set up the platform for stable economic growth  this year. Due to the Covid 19 pandemic situation we were quite resilient and  our exports touched US$  2  billion and imports touched US $ 3 billion and, therefore, we were able to reduce the balance of trade by US$ one billion, Cabraal said.     

Further, foreign remittances increased by 6 percent during last year. Due to the placing of macro environment fundamentals Sri Lanka could achieve  4 percent to 5 percent GDP growth, Cabraal said.

Cabraal added – Despite all odds we will increase public investments in a reasonable manner to move forward infrastructure projects, which had come to a standstill during the last regime.

‘The Port City project would be a very good project for Sri Lanka and it  would start its development work soon. Once it’s started it would generate many employment opportunities for the country.

‘As the Chamber is involved in supporting the SME sector we need equity funds to develop, apart from bank debt capital. With the development of the stock market activities, SME sector should inject not only debt capital but also equity capital.’

Newly elected president Nandika Buddhipala said it is vital for SMEs and micro SMEs in Sri Lanka to access overseas markets through a credible authentic platform. By creating such a platform for Sri Lanka, the National Chamber believes that Sri Lankan products will reach their market destinations easily.

 ‘To meet this requirement the National Chamber has embarked on a nationally important mission to develop and professionally    manage a web based platform, he added.

The COVID-19 situation in most of the areas in the country has gone out of hands due to the negligence and poor sense of responsibility from the part of general public, the Public Health Inspectors’ Union claimed.

Speaking to the Daily Mirror, Union Secretary M. Balasuriya said people have taken the gravity of the COVID-19 situation in the country for granted.

People living in areas where curfew and isolation status are imposed, have forgotten to follow the basic health guidelines. This is a very pathetic situation and we, as health officials felt very sad to note this,” he stressed.

We can’t go behind them and ask them to adhere to the guidelines. There is always limits for everything. Nevertheless, it has to be said that we have not yet given up,” he underlined.

He reiterated that people’s negligence had led to the present alarming situation in terms of COVID-19 spread in the country.

Therefore, he requested people to cooperate with health officials, so that the situation would bounce back on correct track with the rollout of vaccination.

Health Minister Pavithra Wanniarachchi who was infected with the coronavirus has been admitted to the IDH Hospital for further treatment.

The Minister who was under quarantine at a hotel in Hikkaduwa was transferred to the IDH Hospital after initially being admitted to the Kothalawala Defense Hospital.

However, the Ministry of Health stated in a statement that the health condition of the Minister of Health Pavithra Wanniarachchi who is receiving treatment for covid infection is improving.

Seven more persons who were infected with COVID-19 have succumbed to the virus, the Director-General of Health Services confirmed.

According to the Department of Government Information, total lives claimed by the virus outbreak in Sri Lanka now stand at 297.

One of the victims was identified as an 86-year-old from Colombo 06. He has passed away on January 26 on admission to Iththepana District Hospital. The cause of death was cited as diabetes and high blood pressure exacerbated by COVID-19 infection.

Another man, aged 73, meanwhile fell victim to the virus today (January 28) at his home in Nittambuwa area. COVID-19 infection, heart attack, diabetes and high blood pressure have been recorded as the cause of death.

Further, a 76-year-old woman from Gallela area in Ratnapura died of heart disease, blood poisoning and COVID-19 pneumonia. She had been under medical care at the Ratnapura Teaching Hospital at the time of her passing today (January 28).

A 61-year-old man who was residing in Colombo 13 meanwhile died yesterday (January 27). He had been transferred from Colombo National Hospital to Mulleriyawa Base Hospital after testing positive for the virus. The cause of death was recorded as severe COVID-19 pneumonia and heart failure.

As per reports, an inmate of Colombo Prison, aged 61, has succumbed to the virus on January 16. He had been transferred from Prison Hospital to Colombo National Hospital after testing positive for the virus. The cause of death was cited as COVID-19 pneumonia, heart attack and diabetes.

The sixth victim was identified as a 67-year-old woman from Colombo 06 area. She had been receiving treatment at a private hospital in Colombo where she passed away on January 24. She was reportedly suffering from asthma exacerbated by COVID-19 pneumonia.

In the meantime, a 62-year-old man from Enderamulla area died in January 21 on admission to Colombo National Hospital. The cause of death was recorded as kidney disease and COVID-19 pneumonia.

Sri Lanka’s confirmed COVID-19 infections count saw another uptick today (January 28) as 501 more persons were tested positive for the virus.

Department of Government Information said 501 of the newly-identified patients are close contacts of earlier cases linked to the Peliyagoda cluster. The remaining 40 are reportedly arrivals from the United Arab Emirates (33) and Oman (07).

The country has registered 892 positive cases of novel coronavirus within the day. 

With today’s development, total COVID-19 cases confirmed in the country have soared to 61,586.

Reports revealed that 54,435 persons who were previously infected with the virus have made complete recoveries to date.

In the meantime, 6,854 active cases are still under medical care at multiple hospitals and treatment centres.

Ceylon/Sri Lanka has never been part of India, is not now and never will be. We are not in “India’s backyard”. This is an independent country.

This President it seems – like his predecessor – lacks the spine, the patriotism and the will to do what is necessary.

Elected servants of this country would do well to remember that their allegiance should be to the people of THIS nation. Not to India.

That our leaders cancel various beneficial South Korean, Chinese and Japanese projects (which often included actual legal agreements) and would sell out to the Indians speaks volumes about their competence and allegiance.

The Indo Lanka Accord is also illegal and has no validity. The Port of Trincomalee and other assets should not be under Indian control either.

If India is deciding what happens here, there is no point of an independent Ceylon/Sri Lanka. Corrupt and treasonous politicians who are absolutely useless have ruined this beautiful country which has massive potential.

ALL citizens – irrespective of party, ethnicity, region of residence, age, etc – should be appalled at this dreadful decision which is nothing short of high treason.

With eyes on growing Chinese influence, New Delhi ensures its interests get priority

BANGKOK — Sri Lanka’s hawkish President Gotabaya Rajapaksa has caved in to Indian pressure for a stake in the Port of Colombo, the busiest harbor in the strategically located South Asian island where China already has a foothold.

Rajapaksa’s retreat came on the heels of a visit earlier this month by Indian External Affairs Minister Subrahmanyam Jaishankar to India’s smaller southern neighbor, where he laid down unequivocal terms for Indian-backed development of a container jetty in the port. The Sri Lankan government has given the nod after taking into account “regional geopolitical concerns,” a statement from Rajapaksa’s office said after the talks.

Under the terms, the Eastern Container Terminal will be developed to ensure that the Sri Lankan government will have a 51% stake and the remaining 49% will be handed to Adani Group, an Indian business empire with investments in domestic and foreign megaprojects. The Indian conglomerate’s founder, Gautam Adani, is often said to have close ties to Indian Prime Minister Narendra Modi.

For the Colombo-based diplomatic community, the muscle that Jaishankar flexed over the port deal has left little room for doubt that New Delhi will “assert its regional weight” selectively. “India has sufficient strings to pull to remind the Sri Lankan government that its interests should be a priority over others,” a diplomatic source told Nikkei Asia. “The ECT has become a new strategic marker by which India-Sri Lankan ties will henceforth be measured.”

Foreign affairs observers in India reckon that its assertive role in Sri Lanka is part of a broader push back against the strategic ground it has lost to its Asian rival China in its own backyard, a trend that has unsettled New Delhi.

“India is a hegemon in South Asia and would not allow countries like China to exert influence,” said Pankaj Kumar Jha, professor of defense and strategic studies at the New Delhi-based O.P. Jindal Global University. “India feels that the accommodative stances toward the Maldives, Sri Lanka and Nepal have ceded too much strategic space to China [resulting in] China building bases and at times stationing its naval vessels for longer time in those ports [of Sri Lanka and the Maldives].”

Such alarm is not misplaced in Sri Lanka. The Port of Colombo already has the Colombo International Container Terminal, a $500 million project built by the Chinese, in which it maintains an 85% stake, with the state-run Sri Lanka Ports Authority holding the remaining 15%. It was to this terminal, commissioned in 2013, that Chinese submarines made an unannounced call in 2014, exposing the then Sri Lankan government’s tilt toward China.

The pro-Western government that was elected soon after, in January 2015, sought to make amends by offering the development of the ECT to a “non-Chinese venture,” as a government official revealed to Nikkei at that time. It paved the way for a tri-partite deal between the Sri Lankans, Indians and Japanese to extend the deep-sea, half-built quay from its existing 600m to its full length of 1,350m.

But Indian patience was tested after an agreement that was finally signed in 2019 by the then government — including terms about financing the planned ECT through two concessionary loans from the Japanese, totaling $690 million for both phases — was nixed by the Rajapaksa government in a display of its ultra-nationalist fervor after its electoral triumph at the November 2019 presidential polls. That was the second multimillion-dollar Japanese funded infrastructure project that the Rajapaksa government unilaterally scrapped.

The concessions Rajapaksa made to India for the ECT come at a time when Sri Lanka has sounded increasingly desperate to seek New Delhi’s favors. The Rajapaksa government has been holding out a virtual begging bowl for a $2 billion financial lifeline — a $1 billion currency swap and $1 billion debt moratorium — from India to save it from sinking into a sea of foreign debt.

According to the Central Bank of Sri Lanka, the $88 billion economy has been burdened by $51.6 billion in foreign debt as of September 2020. The country’s bill to service this debt stands at $4 billion annually through 2024. The situation is growing worse due to shrinking foreign reserves, which dropped to $5.5 billion as of November 2020, down from the $7.6 billion held as of December 2019.

Consequently, the Sri Lankan leader’s image on this front runs counter to the one he has cultivated of a tough-talking ultranationalist who has been governing to champion the interests of the country’s Sinhala-Buddhist majority. The shift has already angered politically active Buddhist monks and ultra-nationalist trade unions, with some snipping at Rajapaksa’s concessions to India — foreshadowing the troubled waters he could find himself in over the port deal.

According to political observers, global trends will make it unlikely for Rajapaksa to stick to his guns and sound anti-Indian in the hope that the Chinese will bail his government out, as Beijing did before 2015 for the previous Rajapaksa regime, then headed by former President Mahinda Rajapakasa, Gotabaya’s elder brother. “The China card may backfire,” said Ram Manikkalingam, a visiting political science professor at the University of Amsterdam.

“There may be a domestic political price to pay as China is suffering adverse publicity due to what many consider predatory investments and loans, and an international price as Delhi openly aligns with the U.S., Japan and Australia,” Manikkalingam added.

India’s eye on the Port of Colombo raises its value as the most prized of Sri Lanka’s three main maritime assets. The harbors have consequently propelled the country into the heart of geopolitical conflict involving India, China, Japan and the U.S. in the latest version of the South Asian Great Game. Besides the Colombo harbor, where 70% of the transshipment cargo is linked to India, the island has another in the northeast, the Trincomalee harbor, which is the world’s second-deepest natural harbor.

The newest is in the south, the $1.2 billion Hambantota harbor. It was built with Chinese loans and subsequently handed over to a Chinese company to run on a 99-year lease as debt-strapped Sri Lanka sought dollars to settle its multimillion dollar international sovereign bonds. The harbor sits on the edge of one of the world’s busiest shipping lanes, plied by over 60,000 vessels annually.

ඒ නිමිත්තෙන් සුභාශිංසන එක් කළ අග්‍රාමාත්‍යතුමා අනුනාහිමියන්ට නිදුක් නිරෝගී චිර ජීවනය ප්‍රාර්ථනා කළේය.

රටේ දේශපාලන, සමාජීය හා ආර්ථික  ක්‍රියාපිළිවෙතට අදාළ ධර්මානුකූල පිළිවෙත් පිළිබඳව සෝභිත අනුනායක ස්වාමීන්වහන්සේ මෙහිදී අග්‍රාමාත්‍යතුමාට අනුශාසනා කළහ.

When I was a kid while helping with homework, my mother told ‘’look at this eraser, it is made in England, but do you know this is made out of rubber from our country?’’ That was in early sixties. Then in mid-sixties my father showed me a newspaper heading ‘’Soviet Union to build a Tyre factory in Kelaniya.’’ Since I was fascinated by motorcars, although our family couldn’t afford one, I thought ‘’how nice if I get an opportunity to work in that factory.’’

I got that opportunity. In March 1982 I was appointed as the Cost Accountant at Sri Lanka Tyre Corporation (SLT). As a cost accountant my work cannot be limited to a routing deskwork. I had to interact with all the technical personnel such as technologists, engineering, marketing etc. I had to get their inputs to prepare the Annual Budget, monthly progress reports and costing of products and processes that were under my purview. These officers were very knowledgeable and competent and majority of them were trained in Russia and German Democratic Republic (GDR) as East Germany was then called. I learnt from them the tyre manufacturing process from A to Z. I also learnt about Rubber plantation and Industry in Sri Lanka from which the main raw material, sheet rubber was procured. 

According to statistics published by Rubber Research Institute (RRI) about 133,000 MT of rubber were produced in Sri Lanka in 1980. If my memory serves me right, only about 15% or 19,000 MT of rubber was locally used and the balance was exported in raw form. Out of the local use about 8% was consumed by SLT to manufacture pneumatic tyres and tubes. Other manufacturers used the balance 7% in tyre re-treading, toys, mattresses, floor tiles, carpets etc. During the period I was at SLT, the technical experts were experimenting to produce Radial Tyres in collaboration with BFGoodrich of USA. Radial tyres compared to cross ply tyres have a longer tread life, better steering characteristics, and less rolling resistance, which improves fuel economy. Bearcat of Ireland, the largest solid tyre manufacturer of the world at the time provided solid tyre manufacturing technology to SLT to produce and export their brand.These are typical examples of a Sri Lankan public sector institution reaping the benefits of the open economy introduced in 1977.

SLT, the first tyre factory in Sri Lanka was privatised in early nineties and it is now called Ceat Kelani International Tyres Pvt Ltd. It consist 2 plants, Ceat Kelani International Tyres and Associated Ceat Kelani Radials.

During last 40 years rubber based industries have grown by leaps and bounds in Sri Lanka. Mainly a private sector driven industry in the country it consist of a few large scale manufacturers as well as many small and medium scale manufactures. Sri Lanka has become one of the largest producers of solid tyres and latex gloves in the world.  In addition to that Sri Lanka also produce pneumatic tyres, rubber flooring, mats, automobile components, sealing rings, rubber bands, straps, hoses and hot water bottles for the export market. The rubber based manufacturing industry is the most important value added industry in the country with over 50% value addition.

On the 14January 2021 the phase 1 of the largest tyre factory in South Asia Ferentino Tyre Corporation (Pvt) Limited, was opened by the President Gotabaya Rajapaksa in Horana. It is reported that, US$ 250 million state-of-the-art European technology modern tyre factory situated in a 50 acre property is expected to export 80% of its production of cross ply and radial tyres and earn much needed foreign exchange for the country. The second phase of the project will be commissioned in March 22. The project will create 3,000 direct employment.

A Chinese firm Shandong Haohua Tire Co. Limited has decided to establish a manufacturing facility within the premises of Hambantota international harbour due to the high quality natural rubber available in the country and the strategic location to ship efficiently to the South Asia, Middle East and Africa. The investment is US 300 million. The factory that will be in a 121 acre space in the Hambantota Port industrial zone is expected to employ 2,000 workers and export 9 million tyres in the first phase.

Rubber is the most important agro based industrial raw material produced in Sri Lanka. The country facing near starvation in early fifties was rescued by ‘’Rubber Rice Pact’’ signed between Sri Lanka and China under which former received rice at lower than world market price while rubber was sold to latter at a slightly higher price than the world market. The pact was wound up in late seventies as it was no longer needed when Sri Lanka achieved near self-sufficiency in rice when accelerated Mahavali Programme was implemented.

Our scientist should be commended for their research work utilising every part of rubber tree for producing value added products. The seeds are converted to oil to be used as an accelerator in vulcanisation process, seed shell (RSS) uses as precursor for preparing activated carbon, rubber wood chemically treated and furniture is made and remnants are collected and used to make plywood, tree leaves are a good fertilizer for the rubber plant itself. Today rubber tree could be considered as a ‘’Tree of economic development’’ like the coconut tree that was called ‘’Tree of Life’’.

The demand for rubber will increase in the country when above mentioned tyre factories achieve full production capacity. This 140 year rubber plantation industry is consist of large plantations managed by well established companies as well as many small holders. Tragedy is production has dropped from 133 MT in 1980 to 83 MT by 2018. The local demand from manufactures of rubber based products at present is about 70 MT and some of them are compelled to import natural rubber. Though local use of natural rubber has increased compared to early eighties still there is room for improvement.

While land area under rubber plantation has come down from 171,126 Hectares in 1982 to 125,645 Hectares by 2010 (source RRI) contributed to drop in production, main reason is productivity. Our yield in 2018 was only 774 kg per Hectare whereas Cambodia had a yield of 1,090 kg per Hectare. According to an article published in Daily News of 7 December 2019 by Dr. L.M. Tillekeratne, former Executive Director of RRI titled ‘’Impact of declining Rubber production to the economy,’’ Cambodians followed the recommendations of Sri Lankans. He further said that the RRISL scientists helped improving rubber plantations in Myanmar and Cambodia to overtake total rubber production in Sri Lanka in less than a decade.

It is a good time for all stakeholders to get together and review Sri Lanka’s Rubber Industry Master Plan 2017-2026 and find solutions faced by Rubber Plantations to achieve what RRI scientists achieved elsewhere. Remember ‘’Sri Lankans got the talent.’’

(Bloomberg) — Sri Lanka stocks have returned a world-beating 30% so far in 2021 as domestic investors get more active.

Local individuals were responsible for 79% of total market turnover last year, according to the nation’s stock exchange, amid a 70% increase in new accounts from 2019. At the same time, overseas investors were exiting — they sold $272.8 million of shares, data compiled by Bloomberg showed.

As the pandemic rebound got underway, abundance of global liquidity, substantial rate cuts and domestic retail participation have helped fuel the rally,” Joshua Crabb, a Hong Kong-based money manager at Robeco, said in an interview. Keep in mind the currency has also weakened, which makes exports more competitive, encourages tourism and introduces inflation, which helps nominal assets like equities.”

The March selloff saw the CSE All Share Index plunge 32% as a dearth in tourism, increased political uncertainty and concerns about debt sustainability weighed on risk appetite. Since then, the central bank cut its key rate by 200 basis points and provided liquidity, helping the island nation beat a recession. The country has even reopened its airports for international tourism. Equities have now more than doubled to records from their 2020 lows, and trading volume on the Colombo Stock Exchange hit a record $77 million this week.

Progress in accessing Covid-19 vaccines has also provided a tailwind. Sri Lanka approved the Oxford University-AstraZeneca PLC vaccine for emergency use last week after a surge in cases since October. Some 500,000 doses are scheduled to arrive from India on Jan. 28, the government said.

It’s encouraging to see Sri Lanka taking action on the vaccine front but developments still need to be monitored, Robeco’s Crabb said. After the rapid rally, he says stocks may be due for a pause.

In the near term, I would expect the market to consolidate its gains,” he said. At current valuations, we really need to see an improvement in the economy and in company earnings to see another leg up.”

ri Lanka will purchase 2 to 3 million doses of Oxford-AstraZeneca vaccine from its Indian manufacturing company Serum Institute of India during the next two days, a top Sri Lankan official said here on Wednesday. Lalith Weeratunga, the advisor to President Gotabaya Rajapaksa said that purchasing from India will follow Thursday’s arrival of India’s free vaccines to Sri Lanka.

He said the Indian Covishield vaccine is to arrive tomorrow and the consignment will be accepted by President Rajapaksa at the Colombo international airport. A total of 250,000 people, mostly health frontline workers, members of the security forces and police and the vulnerable aged, will get the vaccine on a priority basis.

The vaccination programme for which dry runs were made over the weekend will commence on Friday. Weeratunga added that 300,000 free vaccines from China are also due and the government would be requesting Russia also for the vaccine.

Sri Lanka has recorded a near 60,000 cases till January 26, with 288 deaths from the pandemic since it was found in the island nation in mid March last year. India is one of the world’s biggest drug makers and an increasing number of countries have already approached it for procuring the coronavirus vaccines. In the last few days, India has sent consignments of domestically produced coronavirus vaccines under grant assistance to Bhutan, Maldives, Nepal, Bangladesh, Myanmar, Mauritius and Seychelles.

It is also undertaking commercial supplies of the doses to a number of countries, including Saudi Arabia, South Africa, Brazil and Morocco.

GENEVA (Reuters) – U.N. human rights chief Michelle Bachelet called on states on Wednesday to impose targeted sanctions” on former Sri Lankan military commanders implicated in alleged war crimes during the final years of a 26-year civil war that ended in 2009.

States can consider targeted sanctions, such as asset freezes and travel bans against credibly alleged perpetrators of grave human rights violations and abuses,” she said in a report on Sri Lanka to the U.N. Human Rights Council.

Bachelet voiced concern that since 2020, President Gotabaya Rajapaksa had appointed at least 28 serving or retired military and intelligence personnel to key civilian posts, including some implicated in United Nations reports in alleged war crimes and crimes against humanity during the final years of the conflict”.

Travellers visiting the Indian Ocean country must have a negative PCR test result, take another test upon arrival and stay in a government-approved hotel

Sri Lanka has reopened to tourists for the first time in almost a year.

The island nation, which is a favourite with holidaymakers from the UAE, closed to international travellers in March 2020, and has remained shut to tourists for almost 10 months owing to the coronavirus pandemic.

Following a pilot programme during which approved groups of tourists visited the country in December, operations at Sri Lanka’s international airports have resumed and tourists can once again fly to the South Asian destination.

There are several new regulations in place designed to protect travellers and citizens during the pandemic. In a media briefing with the Sri Lanka Tourism Development Authority (SLTDA) on Tuesday, chairwoman Kimarli Fernando set out the new policies.

“Travellers are most welcome in Sri Lanka. If you are an independent traveller, please book whichever Level 1 hotel you would like to stay in, then ask them to arrange your transportation from the airport. What is different from pre-Covid-19, is that you cannot just walk out of the airport and use public transport.”

All visitors travelling to Sri Lanka must show a negative Covid-19 PCR test result before flying, then take another test on arrival. Tourists must also stay in government-approved hotels for the first 14 days of any trip, although they can leave the premises for organised sightseeing purposes.

There’s also a limit on the number of passengers who can fly to Sri Lanka. This is currently capped at 3,300 per day to help prevent crowding.

As one of the country’s biggest industries, employing more than two million Sri Lankans, tourism is on course to restart in an effort to help boost the nation’s economy.

If you are thinking of paying Sri Lanka a visit this year, here’s what you need to know before you go.

Can anyone travel to Sri Lanka?

There are only a few limits on foreign travellers planning to visit Sri Lanka. The most notable exception is the UK, with travellers from the country currently not permitted and flights to Sri Lanka cancelled.

Before flying to Sri Lanka, all tourists must apply for an online visa. This can be done via the Immigration ETA portal. To complete the process, travellers first need to book and pay $40 for each PCR test they will require during their stay. For visits of up to seven days, two PCR tests are required. For stays of more than seven days, three tests will be needed.

Tourists must also take out compulsory insurance that covers treatment for Covid-19 before submitting their visa application. There is a mandatory policy that costs $12 per person. Finally, all travellers must have a reservation in a government-approved Level 1 “Safe and Secure” hotel before visa applications can be processed.

Do I need a PCR test before flying?

Yes, in addition to booking a PCR test on arrival and during their stay in Sri Lanka, travellers must also take a Covid-19 test before they fly. This includes children. Negative results must be received within 96 hours of arrival in Sri Lanka and will be requested by airlines before boarding is allowed.

At the moment, the rules are the same for all travellers, whether people have been vaccinated against Covid-19 or not.

Which airlines are flying to Sri Lanka?

Sri Lankan Airlines is flying in and out of the country to several destinations. From the UAE, Etihad is operating three times per week to Colombo, while Dubai’s Emirates says it is operating four flights per week. Tickets for seats on these flights remain limited at this time.

A spokeswoman from flydubai told The National that “flights to Colombo have not resumed yet”, however, tickets for this route are available to book on the low-cost airline’s website from Sunday, March 28.

Do I need to stay in Sri Lanka for 14 days?

“There is no mandatory minimum quarantine, meaning you can come for any number of days, whether it’s one day, two days, five days … Sri Lanka has not indicated that you need to stay for a specific number of days, it’s up to you,” said Fernando.

However, for the first 14 days of any visit, travellers must stay only in Level 1 certified “Safe and Secure” hotels. If travellers have received their negative on-arrival PCR test result, they are allowed to change to other Level 1 certified hotels, and can stay in several different resorts located across the country. This means that travellers don’t need to spend their entire trip in one region of Sri Lanka.

For those staying in the country for more than four days, another PCR test will be conducted at approved hotels on days five, six or seven. A third PCR test must be carried out for travellers staying longer, with tests conducted at hotels between days 10 and 14.

Tourists will not be in strict quarantine in their hotel and will be able to use all the facilities, including pools, spas and restaurants with social-distancing in place. Shoreline hotels that have worked with the country’s tourism development authority have to ensure there is no mingling between locals and tourists can also offer guests beach access.

Tourists can also leave their hotel to visit approved tourist sites under the safety of what authorities are calling a “bio-bubble”.

Hotels are responsible for alerting medical officers at these tourist sites that guests will be visiting and should also arrange transportation and share itinerary details with local authorities. Staff accompanying tourists on these visits will have either quarantined for 14 days or will be wearing full PPE.

Which hotels can I book?

There are currently nearly 50 hotels designated as Level 1 “Safe and Secure” by Sri Lankan authorities. These hotels are set up to ensure that tourists have a safe but enjoyable stay in the country.

Each has a dedicated medical officer on site, an isolation room and a specific QR code that tourists can scan to get more information on health services, restrictions and other information during their stay.

The hotels are dotted around the country and range from five-star hotels in Colombo to guesthouses in Tangalle and eco-safari camps in Yalla. The variety of accommodation on offer means that there’s something for every budget – the complete list of approved accommodation can be found here.

What is there to do in Sri Lanka?

There’s an approved list of more than 15 tourism sites that travellers can visit which can be downloaded from this site. This includes some of Sri Lanka’s most popular attractions such as The Temple of the Sacred Tooth Relic in Kandy, Sigiriya Fortress in the Central Province, whale-spotting in Mirissa and several national parks.

Restricted opening times are in place at these sites, as well as additional safety measures such as limited visitor numbers, social distancing and separate counters for foreign tourists.

Can I stay in Sri Lanka longer than 14 days?

After the first 14 days in the country, tourists who have not had a positive PCR test result are free to stay at any hotel or guesthouse in Sri Lanka and can explore the country freely. Travellers must adhere to rules in place for all citizens and residents such as compulsory face masks, no public gatherings and social distancing.

Tourists are advised to refrain from using public transport in Sri Lanka, even when they have been in the country for longer than 14 days.

What happens if I test positive for Covid-19 in Sri Lanka?

Travellers will be covered for any positive Covid-19 test result.

You should not worry, because if you are positive, you will simply be asked to rest in your hotel room,” said Fernando. “If you have symptoms and need medical assistance, you will be sent to a private hospital, and your Covid-19 insurance will cover everything including the ambulance journey, any care in the hospital, tests, X-rays etc.”

Sri Lanka reported 431 new infections of the novel coronavirus today (27), Army Commander General Shavendra Silva confirmed.

Accordingly, a total of 742 cases have been reported within the day.

This brings the total count of Covid-19 cases reported in the country to 60,694.
 
According to the Health Ministry’s data, 52,566 of the confirmed patients have made complete recoveries from the virus.

However, 7,838 active cases are still under medical care at selected hospitals and treatment centers located across the island.

Meanwhile, Sri Lanka has witnessed 290 deaths from the virus so far.
