The publication of Salman Rushdie’s fourth novel The Satanic Verses very nearly cost him his life. This was because he was trying to live up to his ideal of asserting his freedom in thinking, saying and doing things through the medium of his art. Rushdie holds that literature is not ‘a purely aesthetic enterprise; the use of form is not purely technical, but it has meaning’. Before briefly looking at the form and the meaning of the initially controversial novel (not that it is not controversial now!), I would like to begin by sharing with my readers an outline account of the violently hostile reaction it provoked among people who, unfortunately, didn’t seem to understand it for what it really is and the ‘long-term chilling effect’ that that reaction produced on Rushdie. This is in order to put the subject of my essay into perspective.

The Satanic Verses was published in the United Kingdom by Viking/Penguin on September 26, 1988. By then, Rushdie had become a fairly well  established popular writer. The book was given the Whitebread Award for Best Novel in November the same year. The recognition it thus earned among the reading public was soon bedimmed by controversy. It was alleged that the novel was blasphemous: it charged with insulting the founder of  Islam and ridiculing his revelations. (In the novel, the fictitious name Mahound is considered analogous to Muhammad, the name of the prophet of Islam). Some British Muslim groups started giving vent to their anger against the book with protests and book burnings in Bolton, Bradford and London.  Similar demonstrations, sometimes murderously violent, swept the Islamic world that lay mostly outside of Europe. The Ayatollah Khomeini of Iran issued a fatwa on February 14, 1989, demanding the execution of author Salman Rushdie and the publishers of the novel, and the next day an Iranian cleric by the name of Hassan Sanei offered a reward for the person who would carry out the execution. The UK and Iran broke off diplomatic relations over what came to be known as ‘The Satanic Verses Controversy’ or the ‘Rushdie Affair’. Reputed senior Indian journalist Khushwant Singh who reviewed the book for the Illustrated Weekly of India proposed a ban on it fearing the passionate reaction he thought it might provoke among the people. In the period 1988 to 1989, the offending book was banned in a number of (both Muslim majority and non-Muslim majority) countries around the world including India, Bangladesh, Sudan, South Africa, Indonesia, Singapore, Thailand and Sri Lanka.

Rushdie went into hiding with his wife Marianne Wiggins, who soon left him for  reasons not difficult for us to guess. He was forced to  live under police protection for the next nine years. But he continued his writing, producing such works as the children’s book Haroun and the Sea of Stories (1990), the essay collection Imaginary Homelands (1991), both these works having been published by Granta, the short story collection East, West (1994) and The Moor’s Last Sigh (1995); the last two books were published by Jonathan Cape . Some of these books won awards. The seriousness of the assassination threat gradually wore off, though it was manifestly still there revealed in intermittent bursts of menacing fury here and there. And in 1997, the fugitive writer entered into marriage with Elizabeth West, who gave birth to his son Milan the same year. The pressure of the murder threat on Rushdie considerably eased with the statement on September 24, 1998, following long diplomatic negotiations, by Iran’s foreign minister of the time Kamal Kharrazi, that his government had no intention of pursuing  the death sentence. This enabled Rushdie to emerge into a more conspicuous public life. But the fatwa’s faint shadow hasn’t still left him, for nothing like a final closure of the Rushdie affair seems to have been announced, nor such an explicit settlement to have been deemed necessary. I nostalgically remember how we (my friends and I) followed the interesting episodes of the evolving Rushdie affair on the BBC World Service Radio right through that decade.

Much later, in an interview with BBC’s William Gompertz on December 17, 2012, Salman Rushdie said: “The only way of living in a free society is to feel that you have the right to say and do stuff….my view was and is that nothing is off limits when you are writing about the stuff which is the central experience of your life…..(but)…free expression is being attacked by religious extremism….blasphemy, apostasy, insult, offence……this kind of medieval vocabulary (is being used, even) at the turn of the second millennium..”. By writing The Satanic Verses Rushdie asserted his right to freedom of speech, but was horrified and disoriented by the murderous hostility it provoked against him among religious extremists. I am proud of that book,” Rushdie declared in the same interview, Maybe it is one of the best books I wrote…I would like to talk about it as a work of art”. He felt that a book like that would be difficult to publish then (2012). It would not be surprising if we felt that something of the ‘climate of fear and nervousness’ (Rushdie’s phrase) that built up in the wake of the book’s publication twenty-seven years ago still persists, considering the current goings on in Syria and elsewhere, in the context of which freedom of expression is an inevitable casualty. But there is no reason for despair. Rushdie suggested during the above interview that the solution to the issue of threats to free speech (from extremist or fundamentalist challenges) was for its defenders (writers, publishers, and other activists, obviously) to be braver”. He was hopeful that he could probably emerge from the ‘climate of fear’ because he had noted that on the 20^th anniversary of the death penalty on him some of the protestors ‘seemed to accept the free speech argument and understood if they had the right to say what they felt, it was wrong to prevent people who felt differently from having their say’.

To broach the subject of The Satanic Verses may not be as risky an affair today as it used to be in the recent past; neither should it be considered a waste of time. The novel is a noteworthy product of a literary genius of great intellect, who, with his extraordinary linguistic legerdemain, is putting to good use his rare creative powers for dealing with themes that touch our lives on both physical/material and psychological/spiritual levels. Rushdie achieves this through a faultless fusion of the real and the imaginary in the novel.

The February 1989 Viking Press edition of The Satanic Verses (which I managed to read in the early 1990’s despite the ban on it where I was working then) ran to 560 pages. What I am looking at now is the Amazon Kindle version of the book; I read the book through to the end recently without any of the feeling of drudgery-induced boredom I had experienced while plodding through the first few pages of the book for the first time (a common experience, as I learned later). But even on that earlier occasion, after the few opening pages, I found myself launched into the irresistible magic of it for the whole rest of the fairly long story that delights the reader with its scintillating humour. We Sri Lankan readers find much to enjoy in Rushdie because of the deep cultural links we share with him.

The narrative is in nine parts. In Part I, four Sikh nationalist activists highjack Air India jumbo jetliner Bostan, Flight AI-420, and have it landed in the middle of the desert and hold it there for 111 days. They take off from there, demanding to be flown to London. While flying over the English Channel the hijackers have some dispute among themselves and there is a scuffle, and a bomb they are carrying explodes accidentally, blowing the plane up. Two Indian actors – the famous Bollywood star ‘prancing Gibreel’ and the obscure voice impersonator from London ‘buttony, pursed’ Mr Saladin Chamcha who are among the passengers – fall into the sea together ‘like titbits of tobacco from a broken old cigar’ and are rescued.

Now, Gibreel Farishta, orphaned as a child after his parents’ death, was raised by a foster family; he had a difficult childhood and worked as a delivery boy. His foster father helped him to become an actor. He achieved the status of ‘for 15 years the biggest star in the history of the Indian movies’. Not long before the flight, he suffered a mental breakdown, but recovered. The experience caused him to lose his faith in God. He met and fell in love with an English mountain climber named Alleluia Cone. Gibreel’s former Indian love Rekha Merchant commited suicide in anger. Gibreel is haunted by Rekha’s ghost for the rest of the novel. He follows Alleluia Cone to London hoping to start a new life, but their affair does not last long.

Saladin Chamcha, who grew up in Bombay (now Mumbai), was sexually abused as a child by an older man. He disliked his father Changez Chamchawala. Saladin was dreaming of moving to London. His dream was fulfilled when he was sent there by his father for his studies. He became more estranged from his father because he married again. Saladin was particularly incensed when he found that the new wife had the same name as his dead mother Nasreen. Chamcha was obsequious towards the whites. He wanted to forget his Indian roots, and become like one of the native English. After university, he became a voice actor. He married a beautiful, but mentally disturbed white woman named Pamela Lovelace. Shortly before the doomed flight, he had returned to India to perform in a George Bernard Shaw play. There he started an affair with an old friend, Zeeny Vakil. He fell in with her friends George Miranda and Bhupen Gandhi. But Chamcha broke up with Zeeny because he found that she was too sympathetic to his father.

In Part II, during the fall from the plane, Gibreel has the first of his four visions or dream sequences which alternate with actual happenings in the story. The other three visions are found in Part IV (second and third visions), and in Part V (fourth vision). The visions parody scenes from the early history of Islam. It is these visions that upset Muslim believers. But Rushdie justifies these as the harmless fantasies of a fictional character, a demented Indian actor named Gibreel Farishta.

Part III describes the strange transformations that Gibreel and Saladin undergo during their descent from the sky, taking on respectively the personalities and physical characteristics of archangel Gibreel and Satan. They are picked up on the English coast by a kindhearted old woman named Rosa Diamond. But the two men are mistaken for illicit immigrants by the police. They want to arrest Saladin who is turning into a goat. He asks his fellow survivor for help, but Gibreel does nothing to help him. The police don’t want to arrest Gibreel because he is dressed in the clothes of the white woman’s dead husband.  While Saladin is being taken to London, he is mercilessly beaten up by the police, kicked in his testicles, made to eat his own excreta, and so on. They refuse to believe that the bleating goat-man is actually a British citizen. Somehow, he is later cleared and taken to a hospital for treatment. When he manages to call home, instead of his wife Pamela, his friend and rival Jumpy Joshi answers the phone. Pamela has an affair with the latter….

The long, rambling narrative, part (plausible as) real, part (purely) imagined, ends with the two principal characters it started with, going their separate ways. Hearing that his father is dying, Saladin returns to India, forgives him, and tenderly cares for him. He also makes up with his stepmother, Nasreen. Saladin gives up the earlier anglicized form of his name and changes it back to the original Salahuddin Chamchawala, and resumes his friendship with Zeeny, George, and Bhupen. He even joins a Communist Party demonstration, something that would have been unthinkable for him before. Gibreel also returns to India after making two of his dream visions into films, which both fail. S.S. Sisodia, the Indian  filmmaker  tries to bring about a reconciliation between Gibreel and Alleluia Cone, hoping that a happier love life would enable the actor to regain his box office appeal. But Gibreel murders them both. He goes to Saladin, confesses his crime to him, and ‘before Salahuddin could move a finger, Gibreel put the barrel of the gun into his own mouth; and pulled the trigger; and was free’. ‘My place’, Zeeny offers. ‘Let’s get the hell out of here’. Saladin follows her.

As usual the Yahpalanaya Government, buried to the neck in its power hungry, selfish and short sighted political agenda without being able to identify its public, socio-economic, cultural and religious priorities, always put the cart before the horse or mixes up priorities and gets in to a no return situation, utterly confusing and clumsy and get bogged in a huge labyrinth of political and social mess. How unfortunate it is that it has not realized the fact that the heart beat of this Island nation is found in the rustic country side, more particularly among the Sinhala Buddhist majority, and not with the NGOO and civil societies based in the posh Colombo metropolis or not in foreign countries like USA,UK, Norway or India or neither with the ethnic Tamil people who had left the shores of this country for good long time ago for different reasons expecting to return to the EELAM after Pirapaharan establishes his mono Tamil Kingdom, after all the Sinhala people in this country are killed or defeated with the help of India.

In the wake of ‘Vivasta Rukada Nadagama’ now being staged by this hybrid Government at the command of the Western neo-Imperialist forces, India, so-called Tamil Diaspora and the anti Sinhala and anti Buddhist bunch of NGOO, it reminds me of Chandrika’s famous Package of 1997, (popularly called Pottaniya as JR named it) a monstrous attempt made by Chandrika,  through which she tried to hand over the North and East to Prabhakaran through a similar Constitutional reforms.

In an article in the Divayina daily 4^th Feb 1998 written at the request of Upali Tennakon (Chief Editor) I called her attempt ‘Sinhalaye Maha Pawadiima’. We defeated her betrayal with the help of the Mahasangha of this country under the able leadership of most Venerable late Palipana Chandanada, Mahanayaka Thera of Asgiriya Chapter, Rambukwelle Vipassi Mahanayaka Thera, the Mahanayaka Thera of Malwatta and Madihe Pannasiha Mahanayaka Thera and also Weweldeniye Medhananda Mahanayaka Thera of Ramanna nikaya. I also remember an eminent group of patriotic people like Raja Wansundara, Dr.Piyasena Disanayaka and  S. W Walpita of the Sinhala Commission, S.L. Gunasekara, Harischandra Wijetunga, Gamini Iriyagolla, Prof. C.M.Maddumabandara.(Ex VC Peradeniya UNV) and Ven Maduluwawe Sobita Thera together with a large number of other patriotic people. Unfortunately it is hard to of such miracles today as almost all of them are gone except Harischnadara Wijetunga, Maddu and myself.

I am afraid the present Government is trying to re enact even a Greater Betrayal by the proposed ‘Constitutional Nadagama’ hatched perhaps by the same Chandrika who mothered 1997 drama and conspired by the leaders of this Government, pushed and supported by all the anti Sinhala and anti Buddhist forces in the world led by the Imperial West and supported by India.

Prime Minister Ranil Wickremesinghe appears to have initiated action on this Great betrayal last week. It was reported that he has appointed a 24-member committee to obtain views on constitutional reforms from public as a priority buy this Government. He is also now going to convert the Parliament into a Constitutional Assembly on the 9^th for this purpose.  It is also said that the members of the above Committee are drawn from political and civil society sectors. Under what Constitutional provision this Committee was appointed is not clear and therefore how valid will be their findings is also a subject to controversy.

The Committee is headed by 1 Attorney-at-Law Lal  Wijenaike and comprised of, 2 Faizer Musthapha PC, 3 Dr. Navaratna Bandara, 4 Prof. M.L.A. Cader, 5 N. Selvakumaran, 6 SThavarajah, 7 Kushan de Alwis PC, 8 Dr. Harini Amarasuriya, 9 Dr. Kumudu Kusum Kumara, 10 Attorney-at-Law Sunil Jayaratne, 11 Dr. Upul Abeyratne, 12Themiya Hurulle, 13 Winston Pathiraja,  14 S. Vijesandiran, Attorney-at-Law  15 M.Y.M. Faiz,16 Nadika Damayanthi, 17 Attorney-at-Law Kanthi Ranasinghe, 18 S.C.C. Illangakone and 19 Samarasiri Hapuarachchi.20 Prof. Gamini Samaranayake

The news item says this Committee has been mandated to seek oral and written submissions from the public and

Thereafter their report will be considered by a Cabinet Sub Committee on Constitutional Reforms again appointed by Ranil. The design and Constitution of these Committee obviously looks as if ‘Naduth Hamuduruwange Baduth Hamuduruwange’.

There is also wide controversy among the legal fraternity over the legitimacy of going for a new Constitution and converting the Parliament in to a Constitutional Assembly. Neither the President nor the present Parliament, either at Jan 8 or August 17 elections   has got a mandate to replace the present Constitution. So it is a matter for the legal circles to contest this issue in court and stop this madness by an illegitimate government and save the country getting in to a no return situation.

Regarding the Committee already appointed by Ranil, there is no provision for such a Committee in Sec 75 of the Constitution which deals with legislative powers of Parliament. As such even though talking about this committee appears to be  a waste of time I propose to make some relevant observations only on the quality and the capacity of the committee as I see it and the overall subject of constitution making for this country for the attention of patriotic citizens of this country, since the Constitution of a country forms the basic and supreme law that governs it that has to be a flawless and perfect legal document, leaving the legal aspect to be dealt by legal luminaries.

Though the news item says 24, the above list has only 20 members. Even without those missing 4 members, going by the names already given in the list and looking at their social stature, academic and legal backgrounds and known past records, I  have my serious doubts whether there is a single person in this list who knows in depth the answers to the following three issues. .a) as to why a new constitution is sought at this juncture, b) For whom and what country this Constitution is meant and finally c) for what purpose it is going to be designed. Next going by the list I don’t see a single person in this list who is conversant with the long and illustrious history, (political ,legal, social, cultural or religious), of this country or the long standing traditions and customs that had been the solid foundation of the state of this country over the past 2500 odd years. Other than general antipathy towards the Sinhala Buddhist majority, their political, ethnic and ideological affiliations with the masterminds of the ruling elite and their readiness to subscribe to the needs of the Government in power, I do not see any other plus factor in their selection.. Few of them may know the flaws of the existing Constitution as any ordinary person in this country knows by heart. But their lack of expertise in the aforesaid backgrounds and Constitution making, make them utterly unsuitable for the task in hand.

First of all, with the exception of one who had been a Professor at Peradeniya all others are drawn from a list of people who are directly associated with the political thinking of the present government. Except that person, all others including the Chairman of the Committee appear to represent the various groups who supported this government to come to power on Jan 8^th and August 17 2015.They represent different shades of political thinking that who supported this Government. They are eitherTrotskyites, LSSP, Cp or strong supporters of federalism, separatism and devolution. The Government may already have the draft Constitution in hand made long before this committee was appointed. At least I know of one person who was in the team who drafted the famous 1997 Package playing the major role in making this Constitution.  It is very clear that none of them is pro Sinhala or pro Buddhist. Or at least none of them have any sympathy for the Sinhalese Buddhists who constitute the overall majority in this country. They all are advocates of equal rights to all including even illicit immigrants. They also completely reject any preferential treatment to Sinhala people constituting 75% of the total population of this country and who are the architects of the civilization and culture of this Island. In fact all of them advocate preferential treatment for minority communities.  Remember this bunch of betrayers is headed by none other than Chnadrika who once said that she feels ashamed to  be called a Sinhala Buddhist and also at some other time who said that the Sri Lankan problem could never be solved until the Sinhala Majoritarianism is totally defeated.  This in fact is exactly what Chadrika, Ranil My 3 Government wants them to say at the end to satisfy their Western masters. They can definitely sign any document without wasting public funds and time. It is only a matter of time for them to subscribe their signatures for which they will be rewarded with suitable positions, some as Ambassadors and others with lucrative positions in public or corporate Sectors and even as Cabinet Ministers since such decision depend entirely in the hands of the Big Troika, who make all the vital decisions on Governance in this country at present. They don’t care the Constitution or any other law provide for such decisions.  All the rest in the government are only yes-men who make mechanical gestures at the end of each decision as those who shout ‘Ayubova: at a village bali ceremony.

I also don’t see a single eminent constitutional lawyer or a senior Statesman of refute like what we saw in 1948, 1972 or 1987 Constitution making in this Committee. This situation becomes even more serious when you look at the quality of those who will form the Cabinet subcommittee. For example say men of the caliber of Sir Ivor Jennings (1948), Colvin R De Silva, N.M. Perera and Peter Keuneman (1972) and H.W. Jayawardhana (1987).Thirdly and more importantly there is none representing the traditional Sinhala majority view. It is also surprising that there is not a single Sinhala Buddhist leader from the majority community to represent the interests of 75% of the total population of this country and who knows the history, traditions and the aspirations of the Sinhala Buddhist majority. No need to say the absence of a single scholarly Buddhist monk belonging to that fraternity who not only made constitutions for this country but also who made and unmade the Kings in the past, who ruled this country for 2500 year. Isn’t it a right royal disgrace and humiliation to the Sinhala Community and the Buddhist fraternity headed by the four Mahanayaka Theras and the three other High priests of the Kelaniya, Dambulla and Rohana. Sectors?.

Remember this committee is expected to seek oral and written submissions from the public and submit a factual and accurate report on the aspirations of the general public to the Cabinet subcommittee. I wonder how a bunch of people who are alienated from the majority and tied up with personal agendas and foreign ideologies will be able to understand the true feelings and aspirations of the people at the grass root level.  So it want be difficult even for a tiny tot to understand the type of report one could expect from this group.

As it had been already revealed by the Prime Minister at the Sujtha Jayawardhana Memorial Oration few days back the shape of the Constitution to come is very clear. The cat has already been let out of the bag. At this lecture Ranil had mentioned three things, a) Abolition of the Executive Presidency. b) Electoral reforms ad solving the national problem. Of these the first one will not happen immediately as they have decided for the time being to allow the incumbent to enjoy that privilege until 2020. Therefore the first promise is a blatant lie. Whom are they trying to deceive? As it stands the blue print of the proposed Constitution appears to be finalized. Later he has said lot of things like devolving executive power to the Chief Ministers and more powers to the PCC like land Police powers. He also had indicated many other models like the Australian, which mean complete federal status even exceeding those of the Indian model. In other words full independence and autonomy to the provinces with provision to amalgamate two or more Provinces that will pave the way to the formation of the EELA, including North, East and the dream Malayanadu at the centre of the country. This probably will be the entire central province as he and Minister Kiriella has already started giving permanent deeds to estate Tamils before the last General election. The lattter programme will be completed by 2025 as has already being arranged by the Government before the last general election by the PM and Minister Kiriella as Minister of Plantations at that time.

Therefore by 2025, if not before, with 1/3 in the North and East and 1/3 at the centre forming 2/3 of the area of the Island, the Tamil EELAM under this government will become a reality, a dream British made as far back as1833 when they first divided the Sinhala Kingdom in to Five Provinces and laid the foundation for a divided Lanka on ethnic lines as a basic strategy in their divide and rule colonial policy. THE NEXT STEP British colonial rulers made was systematically empowering of Jaffna Tamils by opening up 45 English schools in Jaffna District out of 103 for the whole Island by 1845 to built up a formidable educated political power against the Majority Sinhalese and also probably to take over the administration of the Island after them. It was followed by settlement of a South Indian Tamil labour force right at the centre of the country on new coffee plantations opened by them, as suggested by Governor Torrington in 1848 after the Matale rebellion as they call it (the second freedom struggle) by the patriotic natives as a long term strategy to keep the Sinhala nation suppressed. Then in 1948 when they left the country, they got the Sinhala leaders to blindly accept the Soulbury Constitution that introduced three poisonous germs in to the body politic of this 2500 year old nation. They were a) the minority concept for the first time in the history of this country under the Sec 29, b) the idea of presence of many nations in this country by introducing the word UNP (United National Party that implies there are more than one nation in this country) where as there was only one nation- Sinhala- before 1815 and lastly c) by changing the name of the country Sinhale, that was ceded to the British in 1815 as Ceylon, thereby removing the Sinhala identity of this land that was there from 6^th century BC. It was that Constitution imposed on us by the British imperialists that laid the legal foundation for separatist politics in this country. Furthermore it is the same British conspiracy and strategy that continues up to date to subjugate and destroy this nation.

Meanwhile India which got its Independence in 1947 started its discussions on Constitution forming in 1930 at the Lahore Convention under Nehru and got an Indian Constitutional expert Ambedkar to prepare its National constitution and established the Indian Republic in 1947. This country became Independent in1948. But Lankan politicians never had the brain to learn from India and adopt a patriotic Constitution that suits this country and declare a Republlic. Wasn’t it a tragedy Sri Lankan politicians, even in spite of a major national reawakening taking place in 1956, had to wait until 1972, to make a Republican Constitution with a national touch. Unfortunately again within 15 years, local remnants of imperial forces backed by the western hawks managed to upset the apple cart in 1978 by amending the 1972 Constitution with an American- French-British hybrid Constitution. Although the architects of 1987 Constitution said they repealed the 1972 Constitution in fact it was not so as the 1987 included large number of vital sections that was there in the earlier Constitution. Thus it was not a complete replacement of the 1972 Constitution. But it introduced the concept of the Executive Presidential System with full immunity to the President. An elated President JR himself boasted about his Constitution by saying the only thing he can’t do under that constitution is ‘to Make a man a woman and a woman a man’ Unlike the 1972 Constitution this was not made after consulting the people of the country, though we are supposed to be a democratic country.  He got his brother H.W.Jayawardena QC to write it according to his own wishes and political strategies which finally ended up as a national disaster. Within eleven years he made sixteen amendments to it and people on the street used to refer to it as a ’Daily’ rather than a Constitution. This alone I think speaks volumes on its consistency and the flaws as a sound legal document. In fact the 13^th Amendment imposed on his government by India in1987 almost made the 1978 Constitution a virtual dead letter, although every government condemned it, Chandrika calling it ‘”A Bahubhuta Vivasthava”.

All subsequent Presidents, including the present incumbent, while promising to abolish the Executive Presidency at the elections, conveniently forgot it after they assumed office, for the obvious reason that no one wanted to part with those monstrous powers which no democratically elected Head of any State anywhere else in the world enjoys, including the President of USA who is supposed to be the most powerful Head of State in the world.

In January 2015 the present incumbent came to power as the common candidate promising to abolish it. But he too did not do it in spite of strong protest by Sobita Thera the chief agitator on this issue. Sobita Thera, people think passed away prematurely with a broken heart as President Sirisena betrayed him immediately after his election.. After the August 17 General election the President again made another public statement at the Sobita Theras funeral oration that he will do it. But it is still there. It reminds me of that proverbial hanging bodily part of the goat that never fell. As the people know the face value of what politicians, whom they fondly call ‘magodistumas’ say they are not surprised. All politicians are alike. It was Machiavelli, in his The Prince, who once said ‘a prudent ruler cannot, and must not, honor his word when it places him at a disadvantage and when the reason for which he made his promise no longer exits’. So it is natural all politicians make promises when the need for it is there and they conveniently forget them when the need for that is not there.

Is it not interesting and also a mockery of fate, that JR’s own nephew Ranil as Prime Minister after 27 years has to preside over the last rituals of this much hated Executive Presidency hoping to become the Executive PM in 2020. Instead of just doing that by passing a simple amendment to the Constitution to achieve that political goal, and doing away with undesirable elements like the PR system, that have killed representative democracy in this country, it now appears that he is trying to introduce a new Constitution. From what he has already disclosed I do not think his formula will meet the aspirations of the majority of people. I opine his proposed remedy will be worse than the malady. It he pursues with what he has in mind without listening to good counseling and objections he will go down in history as the number one betrayer of this nation even overtaking people like Don Juwwan Dharmapala of Kotte. Anyway I don’t think the Sinhala Buddhist majority of this country will ever allow Ranil to do that classic betrayal

Although much controversy has been generated around the Executive Presidency, in my opinion, its abolition should not be given that high priority. After all ours is a nation that had been ruled by 186 Kings for 2500 years That is why the young Samanera at Gangaramaya Mahanuwara, expressed his feelings on sands lamenting ‘Ane kumbiyane  topatath Rajek inne ect when the Kandyan King was taken a prisoner in 1815. In fact I told this to my good friend Sobita Thera as well when he was in Mahanuwara some time back for a meeting of his organization Sadharana samajayak Sandaha before his passing away, But unfortunately he could not understand what I was trying to tell him.. Talking about Executive power, the point is, whether it is exercised by a PM or a President it has to be exercised by somebody in a State. The office or person is not that important so long it is properly exercised. The problem arises only when it is not properly exercised and abused. Such improper exercise could be done both by a President as well as a PM. To prevent this there has to be clear constitutional provisions and checks and balances. This could be easily done by bringing in the necessary amendments, without much ado and ceremony within a short time without replacing the present Constitution. Therefore why not confine the present amendments to things like reforming the electoral system. Reintroducing the former first-past-the post system where every citizen in this country will have a simple way of sending his representative to parliament without getting entangled in Constitutional tangles is a case in point.

If the PM is really concerned about this country and the wellbeing of its people, rather than collecting ‘never grtaeful’ minority votes and seeking protection for his hybrid Government from the West and India, he should make a Constitution that is suited to this country and its people who had made it their home for the last 2500 years. It should fit in to their history, traditions, customs, culture, religion and aspirations. In doing so one must take care to behave like a Statesman of this country and certainly not like an agent of the Imperial West and a cheap political by product of the post 1815 colonial culture.. He also has to remember that he is making a constitution for the people of this country and not those in other countries like USA, UK, Norway or the so-called Diaspora (Tamils who have shunned this country and live in other countries) or India.

First it should guarantee the political stability, of this country and its people who have made this country their home for 2500 years and that of their posterity who are going to make this land their only motherland.. Second it should guarantee the legitimate rights of the 75 % Sinhala majority who have built up the civilization with so much sacrifices in defending the motherland against the invaders first from South India  from 2^nd century BC to the 14^th century AD and then against the Western Colonial Imperial hawks starting from 1505 up to 1815. Thereafter deal with the legitimate rights of the minority communities not exceeding the boundaries of the above framework. Then it must also ensure economic, social and cultural progress of the entire Lankan society without radically disturbing the solid foundation of the Sinhala Buddhist civilization that has thrived for 2500 years. No politician or a political group should either try to compromise or disturb this situation for political gain. None, who work against this socio-cultural dynamics, will have a place in the annals of history of this Island nation.

In this political backdrop I would like to make the following suggestion to the government with the best of intentions both for the government and the country in general.

1 Drop the idea of replacing the existing Constitution forthwith as neither the President nor the Parliament has got a mandate to do so.Let it be done at a future day by a more representative, legitimate and patriotic Government

2 Stop forthwith increasing Ministers and reduce the so-called Cabinet to 30 members as you have promised before the elections,

3 Rectify the blunders done in the past such as appointing defeated candidates to political and other positions, often even violating the Constitution, by this Government just to collect votes to maintain majority in Parliament.

4 Abolish the 13^th A and declare all decision taken under it by JR Government such as the Provincial Councils, Making Tamil   an Official Language null and void.

5 Ban all communal political parties like TNA, SLMC and TC etc

6 Restore the status of the National Anthem as laid down under Sec 7 of the 1987 Constitution

7Scrap the ‘Upcountry Estate village and Infra Structure Development Ministry set up for Digambaran since it                                         discriminates against the Kandyan Sinhalese as it is was explicitly set up on an ethnic basis to capture the Estate votes by creating mono-Tamil villages right at the center of the this Land of the Sinhala people and immediately        restore the Kandyan Peasantry Development Authority that was scrapped in Jan 2014 by the previous Government and open up Sinahala-Tamil mixed villages on marginal Tea estates on land below 5000 ft msl.

8 Scrap the MPP pension scheme and enormous privilages

9 Introduce Electoral reforms like abolishing the PR system,

10 Abolish the Provincial Councils that will save billions and re-establish the Tun Rata political divisions that had been the solid foundation of political, economic and social stability in this country for a period over 2000 years that will also that will also settle all ethnic problems in the hill country for ever and finally lay the permanent foundation economic, social and cultural progress and harmony in this Island nation. With the consolidation of this socio-political system, concepts such as we Sinhalese, we Tamils and we Muslims will disappear forever and once again it will get converted to a blessed country in the East admired by all countries in the world.

11 Introduce  a strict code of conduct for politicians and state officers and

12 Restore Independence of the Judiciary and Public Service to restore good governance, while retaining good qualities in the present Constitution.

If this Government can do at least these few things Maithree and Ranil  will go down in history as heroes who rescued this country from the mess in to which JR had put it. They will also go down on record who did, what Mahinda Rajapaksa could not do in spite of defeating the Tigers in 2009 and commanding a massive 2/3^rd majority in Parliament.

Finally, I must also state it very clearly here that this Government has not got a legitimate mandate from the people to replace the constitution. Neither the people have asked for a new Constitution. On JA 8^th they have voted for a change of President and the president had promised to change the executive Presidency which not only he has not done so far but has decided to stick on to it until 2020. Only the chief agitator Ven Sobita Thera has passed away without seeing his mission unfulfilled. Reg his powers only the immunity was removed under the 19^th A. But judging by what is happening, in practice the monstrous powers of the Presidency remains unchanged. It must also be noted that it is immoral and unethical too for this Parliament to enact a new Constitution since it is illegally constituted as some of its members are defeated candidates rejected by the people at the last general election. It is high time that at least now the President,. PM and the top-notch advisors of the government should realize that they want be able to buy over the Sinhala Buddhist majority in the whole country at a referendum the way they have bought over the defeated, selfish and corrupted politicians by offering them different types of political bribes such as Cabinet and other Ministries etc to maintain the majority in Parliament. You may also be able to get the boot licking media agencies including those state controlled media channels to stage massive pro- government propaganda displays to deceive those in the seats of power and to suppress eruptive public opinion. But please remember you want be able to deceive all the people all the time, as the saying goes.

Don’t forget that the majority in this country have no faith in the present Parliament as it is an ill constituted body and they, particularly the Sinhala Buddhists, are thoroughly disgusted over the way things are happening in this country today. It is only a matter of time for the huge volcano to erupt.  Remember you are sitting on a huge volcano. No one knows at what moment it will erupt, may be consuming even the whole Parliament in the furry of the Nation, together with the bunch of traitors who betray this 2500 year old unique Sinhala Buddhist civilization by using ill-gotten dictatorial political power.

In the light of this grey and gloomy background with dark clouds hanging over the Sri Lanka skies I suggest all political parties agree to drop this dangerous exercise of replacing the existing Constitution as dictated by external forces, if they really wish to save this country from being converted to a battle ground of world power struggle in the near future.

But finally as a person who don’t trust any politician I plead to all patriotic people of this country, particularly the Sinhala Buddhists patriots to oppose tooth and nail against this unconstitutional and dangerous move by these unpatriotic, self seeking and power hungry politicians who do everything under the sun for their personal gain.

Look at the way how our politicians, with the rare exception very few like C.W.W.Kannangara (Free education), D.S. Senanayaka (Opening up of Dry Zone), S.W.R.D.(1956 National awakening and giving a place to the common man), Sirimavo (Putting Sri Lanka on the world map), Lalith Atgulathmudali (Mahapola) and Mahinda Rajapaksa (Defeating the LTTE) have acted and behaved and what contribution they have made for their motherland. If they have done their duty by the country since 1948 could the country which had the highest per capita income in Asia in 1950 be like this today.

Don’t you think that the fault is ours and not theirs? Because we as a nation have left everything in the hands of politicians far too long, blindly going after them and venerating them without questioning them at all. May be we did not evolve such a political culture. Why don’t we resolve at least now to change this ‘system of government by the politicians, for the politicians and of the politicians’ over to a ‘system of government by the people, for the people and of the people’ so that this power hungry, self-seeking and treacherous ‘magodis’ political culture will come to an end in this blessed Island.

2016 is the 60th anniversary year of many significant historical landmarks, local and global, that studded the year 1956. Internationally this is the 60th anniversary year of Nikita Khrushchev’s ‘secret speech’ to the 20th Congress of the Soviet Communist party, which led to the Sino-Soviet schism and the eventual downfall of global communism; the Hungarian and Suez crises; and the landing of the yacht Granma, carrying Fidel, Raul and Che on the shores of Cuba on December 2nd — the day that is celebrated as the founding of the FAR, Cuba’s Revolutionary Armed

 

Forces. (If I may strike a personal note, half way across the world and by the next dawn, which meant probably around the same time, I was born.) Nationally, it was the MEP victory of April 1956, led by SWRD Bandaranaike and amounting to what was dubbed ‘the Silent Revolution’. Following that socio-political upheaval, Sri Lanka (Ceylon at the time) would never be the same again.

The UNP-CBK bloc is determined to attempt five huge experiments amounting to a total rupture and meta-transformation within the year 2016, which no other country I can think of, even ones with revolutionary administrations, has attempted either simultaneously or in rapid uninterrupted sequence. Each one of these changes would be regarded as polarizing in any society. Any pair would be considered risky. A combination or continuum of three or more would be avoided as incendiary if not suicidal.

What are the five big-ticket items that form Agenda 2016?
Firstly, the new Constitution which will dislodge the unifying power centre that is the nationally elected executive presidency while de-constructing the country’s unitary state framework and reassembling Sri Lanka as a mere collage of self-governing provinces.

Secondly, the initiation of extraordinary measures such as introduction of special laws, setting up special courts and a special prosecutors’ office and inducting foreign forensic experts to prosecute a popular military and political high command of a large military which won a thirty years war against secessionist terrorism.

Thirdly, the initiation of an underwater tunnel and road and rail bridge which will eliminate after millennia, the protective natural barrier, the narrow sea wall that keeps Sri Lanka separate, independent and distinct from the Indian behemoth and its billion people, and what is more, will bridge this country’s Tamil majority North and Tamil Nadu. If anyone should be whipped with a stingray’s tail for posing danger to our culture and traditions, it is the one who agreed to close Nature’s protective gap with India which enabled us to evolve and preserve a distinct, independent, demographic, cultural and religious identity.

Fourthly, the ECTA which is to be signed in February, the economic pact with India, which will liberalise” Sri Lanka’s labour market in the IT sector and the ship/boat building sector, going by the recent joint communique issued after the meetings of the Secretaries of the Commerce Ministries of India and Sri Lanka. Thus Sri Lanka’s IT sector will be swamped by graduates from India’s IT universities and colleges.

Fifthly, the adoption of market fundamentalism and deep and extensive privatization as Government policy, as symbolized by the forthcoming appointment (if one is to go by mass media reports) of Prof. Razeen Sally as Secretary to the Treasury. In an essay in the Daily FT Prof Sally charged Mahinda Rajapaksa with caveman economics” and with no trace of irony suggested as a model of economic policy and management for Sri Lanka, that of Chile in 1973-’74. Those were the years in which Gen. Augusto Pinochet bloodily overthrew the democratic soft-left regime of President Salvador Allende and inducted US economists led by Milton Friedman from the Chicago School, to erect a model which laid waste to Chile’s social welfare system and imposed ruthless free market fundamentalism. So the elected Rajapaksa was a caveman” while the neo-fascist dictator Pinochet was not!

Prof Sally is an adherent of Friedrich Hayek and a member of the Mont Pelerin society, a freemasonry of ultra-rightwing, anti-state, neoliberal economists. The PM’s Austrian federalism and Prof Sally’s Chilean privatization will fuse and ignite.

The Sri Lankan model of a strong State which combines the centripetal unitary system, the directly elected executive presidency, multi-party electoral democracy, devolution of power to the provinces, a large state sector and social welfare, has proven a conspicuous success in prevailing over suicide bombing and mid-intensity war, two ultra-left xenophobic uprisings, a military coup conspiracy, cross-border terrorism based in an ethnic kin-state, and an interlude of a foreign intervention and peacekeeping troop presence. The Sri Lankan system succeeded in protecting and preserving independence, sovereignty, territorial integrity, multi-party democracy and a market economy. It not only enabled victory in war but also a rapid postwar reconstruction and a fast-growing postwar economy. Why attempt to dismantle rather than gradually reform it?

Why such a surreal agenda and where from? The agenda is overcrowded because it is a grab-bag of tattered pre-war/antiwar appeasement wish-lists, namely those of Chandrika Bandaranaike Kumaratunga, Ranil Wickremesinghe, Mangala Samaraweera, the TNA, the CFA Co-Chairs, India, the Tamil diaspora, Colombo’s civil society, the international human rights NGOs, and some UN players. It’s got everything ranging from CBK’s ‘union of regions’ packages, Sudu Nelum anti-military ideology, Bergh of Foundation Federalism, the PTOMS, Ranil’s CFA, the ISGA, and radical privatisation, to the Ranil-Mangala’s West-dependent foreign policy. This system-transplant project is being introduced in a political context that is utterly unconducive to its furtherance:

(a) The two-thirds majority that was cobbled together after the August 2015 parliamentary elections do not represent anything remotely like the mandates of the Constitution-making electoral avalanches of 1970 and 1977

(b) The character of the political power play today is multi-polar: Ranil, President Sirisena, Mahinda Rajapaksa and the TNA. The main arena is tri-polar: Ranil, Maithri and Mahinda. The three poles are not static but tend to form ephemeral patterns –a fluidity that my father Mervyn de Silva used to call ‘kaleidoscopic’. This is confirmed by the pragmatic interview President Sirisena has just given The Hindu (Jan. 3rd).

(c) The atmosphere has been vitiated by a witch-hunt via the FCID and the Special Commission on Bribery. Any serious reform needs dialogue and broad consensus, but that is exactly the opposite of the dynamics generated by the witch-hunt.

Ideologically we now have the most rightwing pro-Western government we have had since 1952-1956, which triggered the Bandaranaike–DA Rajapaksa breakaway, the founding of the SLFP and the MEP victory of 1956. Having found our way as a nation to a truly historic zenith in 2009 under Mahinda, we have lost our way since (Just as we had before Mahinda arrived at the presidency in 2005), because we have strayed too far from the social democratic Middle Path in one direction or another.

Postwar, we needed reformist change, but not just any change. We needed to evolve beyond the hyper-securitised developmentalist model to a more liberal progressive agenda while consolidating the historic victories this nation achieved under MR’s leadership. Instead we have returned to an obsolescent pre-MR agenda, piloted by pre-MR leaders, who failed the greatest test history set us for centuries. Their agenda targets, subverts and aims to dismantle our hard-won victories. That isn’t progress, it is rollback and retrogression.

Society needed a measure of ‘Glasnost’ i.e. openness, but we are going too far in an entirely wrong direction with ‘Perestroika’ i.e. restructuring, as reform metastasizes into anarchic, nihilistic trashing of the state and its successful achievements, risking an uncontrollable chain reaction culminating in chaos. The article titled Heritage Catholic Churches of the Kalpitiya peninsula” written by Wiruma based on Sagara Jayasinghe’s book Santhanadeepaya” may include a collection of historical and architectural heritage of Catholic Churches in the Kalpitiya peninsula, but it also attempts to promote the theory that if not for the Portuguese and in particular Catholicism Sri Lanka would have been turned into an Islamic state. If the book attempts to suggest that allegations against the Church have been as a result of private agenda, it behoves a response in that very few historical accounts have praised the Portuguese or any European ruler for invading nations out of goodwill.

While this response does not in any way attempt to question the architecture of the Churches in Kalpitiya what is important is that the present and future generations do not forget the manner that the Europeans invaded Asian and African nations and the brutality with which they treated the natives.

The nations that Europeans invaded were already civilized, natives had their own agricultural systems, they followed their own cultures and customs but the vandalism, murder, destruction and crimes that these natives were subject to by European rulers is not worthy of being termed glorious”. How can vandalism, murder, destruction  profess to offer the gratitude of Sri Lankans on the grounds of architectural designs of its Churches which stand erect having destroyed Buddhist temples and by building Churches over these same sites?

There is little to the imagination when a Pope (Alexander VI) declares the Christian conquest of the world and gives Catholic rulers permission to invade, search out, capture, vanquish and subdue all Saracens and pagans…to take their possessions and… reduce their persons to perpetual slavery” – 4 May 1493. If we accept Sagara Jayasinghe’s version that the arrival of the Portuguese was a remarkable event” – why is there thousands of local and international studies, research and findings that cover European colonial rule as those of brutality and human crimes! Colonial treacheries are far too many to brand them as Saints or Angels when they did not spare even infants!

Therefore, Sagara Jayasinghe, Wiruma or any other espousing the theory that Sri Lanka should be grateful to the colonialists needs to first negate the accounts of brutality attributed to their rule in not just Sri Lanka but all other nations they invaded!

 It was in 1542 that Father Bartoleme de Las Casas estimated 15m natives had been killed in Caribbean and Mexico, when Vasco de Gama landed in India in 1498 he forced Indian Christians to pay allegiance to Rome or die, 40,000 Jews in India were destroyed and the Pope apologized to Israel in 2000. The crimes are far too many to list.

The simple fact is that Europeans arrived in Asia not to shake any Asian hands. They came with 2 intentions – to explore trade and exploit natural resources and to convert natives to Christianity/Catholicism. This was a State objective not just the desires of the explorer traders.  To Christianize non-Christian Asia, European rulers had to suppress and destroy the religions being practiced so Buddhism, Hinduism and Islam became targets.

Sir James Emerson Tennent describes the conduct of the Portuguese in Sri Lanka as gloomy and repulsive………….. we are ill-prepared to hear of the rapacity, bigotry and cruelty which characterised every stage of their progress in the East. They appeared in the Indian seas in the three-fold character of merchants, missionaries and pirates. Their ostensible motto was amity, commerce and religion. Their expeditions consisted of soldiers as well as adventurers, and included friars and chaplain majors. Their instructions were to begin by preaching, but, that failing, to proceed to the decision of the sword.” Are these the people we have to be grateful for?

Historian Paul E Peiris says that the Portuguese succeeded in producing nothing but chaos” while G P Malalasekera says that Portuguese rule was marked by a rapacity, bigotry, cruelty and inhumanity unparalleled in the annals of any other European colonial power…..their inhuman barbarities were accompanied by callousness which knew no distinction between man, woman and child….…people were … mashed to pulp between millstones, while their mothers were compelled to witness the pitiful sight before they themselves were tortured to death. Men were thrown over bridges for the amusement of the troops to feed the crocodiles in the river”. Is this what the Sinhalese need to now be grateful for?

It was at the behest of the Roman Catholic Emperor of Portugal, his Viceroy at Goa and the Roman Catholic priests in Sri Lanka that resulted in the systematic campaign to burn and destroy all Buddhist temples, kovils and mosques. Natives were forced into converting. In 1567 it was declared that all religions other than orthodox Roman Catholicism were wrong and that converting to Christianity must be by force. The Portuguese declared that all non-Christian clergy, teachers and holy men had to be expelled, their sacred texts seized and destroyed. Buddhists and Hindus were prohibited from visiting their respective temples and even non-Christian weddings and events were forbidden. When present day Europeans promote equality, respect and tolerance of other religions – did the Portuguese show such to the natives of nations they invaded?

Buddhist temples, hindu kovils, mosques were all systematically destroyed by the Portuguese and in its place Roman Catholic churches were built – that was how the architectural structures of the Churches in Sri Lanka and elsewhere emerged using the income from the lands belonging to non-Catholics! They introduced the principle that Ruler and the Ruled must belong to the same faith which meant the need to convert the Kings to force their subjects to follow them. The result of this was the grandson of King Bhuvanekabahu renouncing Buddhism and adopting Roman Catholicism and baptized as Don Juan Periya Bandara while his Queen became Dona Catherina in 1557.

While Buddhism propagates reverence for all forms of life, Christianity and Islam are of the view that animals are created by God for human consumption. This is why along the coastal belts where fishing is a livelihood many Sinhalese were quick to fall prey to Christian missionary conversion tactics.

The Church used deceitful methods to convert Hindus – Catholic priests pretended to be of superior caste and took Hindu names, they wore orange colored robes to resemble the Saniasses, they put a spot of sandalwood powder on their foreheads and began doing poojas, fasts, prayers for the dead – all with the final objective to enlist non-Catholics to convert.

While Santhanadeepaya boasts of the cultural and architectural heritage of the Portuguese, it was because of the Portuguese that we cannot find Buddhist temples over 150 years old in the areas Portuguese ruled! The author may like to offer an explanation as to why the Portuguese would destroy and plunder temples and kovils in Devundara, Trincomalee, Saman Devale, Sunethra Devi Pirivena (kotte), Vidagama Pirivena (Raigama), Wijebahu privena (Totagamuwe), Nawagamuwa, Kelaniya, Mapitigama and Wattala. The Kelaniya temple was destroyed in 1575. The author may also like to explain why we should be grateful to the Portuguese who not only destroyed temples and kovils but used the materials from these sites to build churches on the same sites (ex:Roman Catholic churches in Kalutara, Keragala, Wattala, Totagamuwa etc) something even the South Indian invaders did not opt to do? Some 500 such temples are said to have been destroyed by the Portuguese.

So here were invaders completely taking over a nation, humiliating the natives who had been practicing their religion, customs and traditions peacefully and thereafter forcing natives to convert and completely turning their pious living to that of slaughtering animals, consuming liquor and instilling a totally abhorrent new culture. So what is there to be grateful to the Portuguese given these facts? Are we to presume that slaughtering and eating meat, consuming liquor is to belong to a high class or refined class of people? There are many who believe that it was because of the European invaders that natives became refined” totally ignoring the manner in which these Europeans destroyed life, carried out mass murder, sexual abuse of women, cultural genocide, slavery, religious and ethnic cleansing, mass expulsions all of which would by virtue of modern definition rule crimes against humanity.

So if Pope John Paul can apologize to China, Ukraine and Greece in 2001 for colonial misadventures and ask forgiveness in 2000 from Israel for the wrongs done to the Jews – it is time the Roman Catholic Church apologize to both India and Sri Lanka for these same crimes. Had it not been for the Sinhalese Buddhists who braved the massacres and killings and stood against the European invaders using their stones and sticks, Sri Lanka would have been turned into Philippines where the indigenous peoples traditional religion and culture were annihilated. It may be interesting to observe that while Christian missionaries converted non-Christians all over the world by persuasion, Muslim conquerors converted people of other faiths to Islam, at the point of the sword.

Arabs came to Ceylon in the 15th century not as conquerors or missionaries but as traders and they did not come to Ceylon in their thousands and therefore the Arab factor would not have altered the ethnic or demographic pattern of the Tamil Muslims from Tamil Nadu in the 14^th century to warrant the fear of Islamization of Sri Lanka. If this were so India would have been the first victim.

Having said that it is important to again reiterate that one of the two objectives of European colonial rulers was to convert natives to Christianity. Ironically, in China where there are 12m Catholics whilst conversions do take place no person is allowed to have allegiance above its State Government – even the Catholics in China whose Vatican is the only religion to have a State must at all times show allegiance to China and only China –  can this be said of Catholics in other nations and if not may we know why China’s case is different?

While this response is not to question anyone’s faith, it goes without saying that the Portuguese, the Dutch and the British arrived and conquered nations not for any love for these nations but to plunder their wealth, to convert the natives and to use them as slaves in order to systematically tap into every resource that would fill their coffers while in Sri Lanka, the Sinhalese Buddhists offered whatever opposition thereby accounting for hundreds of thousands of their deaths as a result of the desire to save their nation from colonial treacheries – has the situation changed since, one wonders!

Those that quote the handful of instances like how the colonists developed road infrastructure may like to note that these were built not to facilitate the natives but to facilitate the transport of what the colonials were plundering out of these nations including Sri Lanka!

It is left for the readers to decide if Sri Lanka should be grateful to the Portuguese or any other European ruler given their history and the manner our ancestors suffered and the sacrifices they made.

මම කල්පිටිය රෝහලට යන විට රෝහලේ ඩී.එම්.ඕ වෛද්‍ය සන්දිරසේකරන් හෙදියන් හා පවුල් සෞඛ්‍ය සේවා නිලධාරීන්ට  රැස්වීමක් පවත්වමින් සිටියේය​. එම නිසා මම ඔවුනට බාධා නොකර පසුපස අසුනක වාඩිවී සිටියෙමි. වෛද්‍ය සන්දිරසේකරන් රැස්වීම පැවැත්වූයේ තල් අත්තට බොරළු ගසන්නක් මෙනි. දෙමල උරුවට ඔහු සිංහල කථා කල අතර ඔහු තම කාර්‍ය මණ්ඩලයට බනිනවාද කියා මට වටහා ගැනීමට නොහැකි විය​. රැස්වීම අවසානයේදී මා ඔහු වෙත ගොස් මා කවරෙක් ද කියා හඳුන්වා මගේ අවශ්‍යතාවය ගැන කීවෙමි. වෛද්‍ය සන්දිරසේකරන් වහාම මගේ ඉල්ලීම ඉටු කරමින් ද්වී භාෂා හැකියාව ඇති කම්කරුවෙකු මගේ සහයට එවීය​. එය අපගේ පළමු හමු වීමයි. ඉන් පසු මා හා වෛද්‍ය සන්දිරසේකරන් අතර මිත්‍රත්වයක් වර්ධනය වූ අතර ඔහු මා විසින් සංවිධානය කරන ලද මානසික සෞඛ්‍ය වැඩසටහන් වලටද ආවේය​.

වෛද්‍ය සන්දිරසේකරන් බොහෝ පත පොත කියවන්නෙකි. රාජකාරී වෙලාවෙන්  පසු පුද්ගලික සේවයේ යෙදීම වෙනුවට  ඔහු බොහෝ විට කලේ පොත් පත්තර කියවීමයි. මධ්‍යම රාත්‍රිය වන තෙක් පොත් පත්තර කියවීම ඔහු නිති පතා කලේය​. එසේම ඒඩ්ස් රෝගය පිලිබඳව ඉංග්‍රීසි භාෂාවෙන් ඔහු පොතක් ලියුවේය​. එම පොතෙන් එක් පිටපතක් වෛද්‍ය  සන්දිරසේකරන් මටද පරිත්‍යාග කලේය​.

බොහෝ පොතපත කියවන වෛද්‍ය සන්දිරසේකරන් පොත් මිලදී ගැනීම සඳහා බොහෝ මුදල් වැය කලේය​. එසේම වසරකට වරක් පරණ පොත් ඉවතලෑම ඔහු විසින් කරන ලදි.   වරක් ඔහු තම නිල නිවාසයෙන් ඉවතලන ලද පරණ පොත් තොගයක් කල්පිටිය රෝහලේ බෙහෙත් ශාලාවේ ඖෂධවේදියා ඉල්ලා ගත්තේය​. ඔහු එසේ පරණ පොත් ඉල්ලා ගත්තේ රෝගීන්ට බෙහෙත් දෙන කවර අවසන් වී තිබීම නිසා පරණ පොත් වලින් ඉරාගත් පිටු වලින් ඖෂධ ඔතා රෝගීන්ට දීමටය​.

දිනක් මෙසේ පරණ පොතකින් ඉරාගත් පිටුවක එතූ ඖෂධ ලබා ගත් රෝගියෙකු උරණ වී ඖෂධවේදියාට බැණ වැදුනේය​. පසුව බලන විට ඖෂධවේදියා ඖෂධ ඔතා තිබුනේ කුරානයෙන් කඩා ගන්නා ලද පිටුවකය​. පැය කීපයක් යන විට තත්වය තවත් නරක් විය​. ආගම්වාදී ගැටුමක් යන්නට තරමට තත්වය ආතතිජනක වූයේය​​. කුරානයට අපහාස කලා යන්න ඔවුන් ගේ චෝදනාව වූ අතර ගැටුම්කාරී පිරිස් කල්පිටිය රෝහල වට කොට ඖෂධවේදියා ඔවුගේ අතට පත් කරන ලෙසට බල කළහ​. තැතිගත් ඖෂධවේදියා ඩී.එම්.ඕ නිල නිවසේ සැඟවිනි. ​

One-time Defence Secretary Gotabhaya Rajapaksa yesterday alleged that former British Prime Minister Tony Blair had talked about accountability issues in Sri Lanka, whereas the UK was yet to release its own war crimes investigation report that dealt with alleged atrocities committed by British forces during six-year deployment in Iraq. UK quit Iraq in 2009.

War veteran Rajapaksa told The Island that Blair himself had been under investigation as he ordered the British deployment on the basis of falsified intelligence reports pertaining to non-existent Weapons of Mass Destruction (WMDs) in Iraq.

The former Defence Secretary was responding to Opposition Leader R. Sampanthan discussing accountability issues with visiting former British leader.

They discussed current political situation, release of Tamil political detainees, inquiry into missing persons, military presence in the Northern Province, releasing of land held by the military. The TNA quoted Sampanthan as having told Blair that accountability needed to be addressed on the basis of truth, justice, reparation and the assurance of non-recurrence.

The Blairs visited Colombo last August.

“The LTTE resumed war in August 2006. We didn’t have any other option but to fight back. In fact, the Norwegian-led Sri Lanka Monitoring Mission blamed the LTTE for resumption of offensive action with simultaneous attacks on Jaffna front lines.”

Rajapaksa said Blair made a desperate effort to halt the Sri Lankan military offensive in April 2009. Had former President Mahinda Rajapaksa given in to British pressure, the top LTTE leadership would have survived and the TNA would still be under Prabhakaran’s thumb, Rajapaksa said, adding that Blair sent his Foreign Secretary David Miliband to force a halt to the offensive. “Former President Rajapaksa earned the wrath of the British for turning down Blair’s ultimatum.”

The former Defence Secretary stressed that the TNA had been one of the major beneficiaries of the LTTE’s annihilation, though the four-party alliance never appreciated the freedom now enjoyed by them.

Responding to a query, Rajapaksa said Blair should request former Whitehall official Sir John Chilcot at least to give a definite date for the publication of Iraq war crimes report. Chilcot launched the investigation in 2009.

Asked whether the British High Commission in Colombo had facilitated Blair’s visit, a BHC spokesperson said; “Former UK PM Tony Blair is here on a private visit and the British High Commission in Colombo is not coordinating his visit or meetings.”

Blair arrived in Colombo last Sunday. He is scheduled to attend a government organised two-day economic forum on January 7 and 8 at the Cinnamon Grand. Among other guests are international investor George Soros and Nobel Laureate Joseph Stiglitz.

Rajapaksa said Blair wouldn’t have even considered visiting Colombo if not for Sri Lanka’s triumph over terrorism over six years ago.

The former Defence Secretary emphasized that the previous government had created a climate here to attract foreign investment. Pointing out that Trincomalee District MP Sampanthan during discussions with Blair had called for a comprehensive development plan for the Northern and Eastern Provinces, Rajapaksa said that wouldn’t have been realistic if the LTTE survived. The LTTE would never have allowed large scale infrastructure and livelihood development projects under any circumstances, he said.

In a bizarre turn of events, the newly appointed Director General of the Telecommunications Regulatory Commission (TRC), Sunil S. Sirisena has decided to discontinue the National Broadband Initiative (NBI), which ensured high speed broadband internet access to citizens at affordable prices, Mirror Business learns.

It is also learnt that the man who spearheaded the NBI for three years, Sanath Siriwardena, has been shown the door from the TRC, effective from December 31, 2015, for reasons best known to the new Director General.

However when inquired, Sirisena denied such moves to shut down the NBI but said he had taken a decision to discontinue the contracts of all consultants at the TRC, including that of Siriwardena’s.

Despite his claims to run the unit with the leadership of another senior official at the TRC, it is uncertain as to how to continue the NBI without the required expertise at the TRC for broadband technology.

Mirror Business later discovered that the contracts of three other consultants at the TRC have not been terminated as claimed by Sirisena but only of Siriwardena’s.

The termination of Siriwardena’s services is suspected of the culmination of a personal grudge wielded by a section of the top brass at the TRC against Siriwardena for some time.

It is also speculated that the possible shutting down of NBI is also part of a scheme by a certain operator as Siriwardena saved billion of tax payers’ money being siphoned off to such an operator under the guise of providing internet to schools.

Either way, the biggest losers will be the country’s citizenry who had hitherto enjoyed one of the world’s fastest internet services at an extremely affordable price.

The NBI was established under the guidance of the then Secretary to the President and the Chairman of TRC, Lalith Weeratunge as an extension to the National Broadband Consultative Committee which was established in 2010 to spearhead broadband Internet development in Sri Lanka.

Since the formation of the initiative, Sri Lanka has made significant strides in the development of its broadband platform.

In 2014, Sri Lanka was ranked among top 50 countries with access to high speed broadband (speed above 4 Mbps), outperforming countries like Australia, Malaysia, China and India.

This was possible in a very short span of time by continuously making broadband affordable while increasing the quality of services; the two goals simultaneously pursued by the NBI.

In 2012, Sri Lanka was ranked world’s number one for the lowest entry level fixed broadband charges by the International Telecommunication Union.

Senior retired public servant, Sirisena, who served 36 years as a member of the Sri Lanka Administrative Service was appointed as the TRC Director General on October 15, 2015 subsequent to the President’s Counsel M.M. Zuhair’s tenor as the Director General came to an abrupt ending after a few months in office under the good governance regime.

Sirisena had previously served as the Secretary to the Ministries of Education, Co-operatives and Internal Trade and Foreign Employment Promotion and Welfare. Siriwardena is a highly regarded expert in the mobile broadband technology who has been working as a consultant to the TRC since 2010 before taking the reins as the head of the NBI in 2013.

He was instrumental in setting the standards for broadband in Sri Lanka and they are now being benchmarked by several other countries in the region to uplift their broadband service quality. During his 5-year tenor at the TRC, the broadband subscriber base increased from 500, 000 to 2.6 million as of today. He introduced many industry firsts; one of which was the speed testing facility which enabled subscribers to measure the broadband internet speed enjoyed by them, compelling the service provider to keep to the advertised speeds. After seeing the system, Maldives had asked TRC to implement the same in their country.

Absence of the NBI will leave the subscribers at the mercy of the operators as there will be no state body to lodge complaints against unscrupulous service providers.

The JVP has started kicking the government it has been kissing for months. It is going to stage a protest on Jan. 08, when the first anniversary of defeat of the Rajapaksa government and President Maithripala Sirisena’s first year in office will be celebrated. What has prompted it to do so?

The JVP’s smooch-and-spurn method is not of recent origin. In 1970, it was supportive of an SLFP-led coalition, which captured power in Parliament. It then took up arms to topple that administration in 1971. Following the UNP’s victory in 1977, which led to the release of Rohana Wijeweera from prison, the JVP started playing political footsie with the UNP so much so that its critics derisively dubbed it Jayawardena Vijeweera Peramuna. A few years later, the JVP took on the UNP and went so far as to unleash mindless terror to dislodge the governments of J. R. Jayewardene and Ranasinghe Premadasa in the late 1980s.

In 1994, the JVP cosied up to the SLFP again and backed Chandrika Bandaranaike Kumaratunga’s presidential bid. But, towards the end of her first term, it became one of her bitterest critics. In 2004, it opted for a political marriage with the SLFP and received 39 seats as a wedding gift at the parliamentary polls in that year. Interestingly, the then Opposition Leader Mahinda Rajapaksa opposed a coming together of the JVP and the SLFP, tooth and nail, but in vain. The following year the JVP broke ranks with the Kumaratunga administration but threw in its lot with Rajapaksa in the presidential race. Thereafter, it backed Sarath Fonseka, who unsuccessfully challenged Rajapaksa in the 2010 presidential race and threw its weight behind Maithripala Sirisena at the last presidential election. Now, it has turned on the incumbent government.

The JVP wants to keep the polity in a state of flux and thrives on disorder, promising to bring order out of chaos. To achieve this end it is willing to share bed with anyone and its political alliances are ephemeral.

The coming together of the UNP and the SLFP to form a joint administration would have created a situation where the JVP could project itself as an alternative to both parties at the next general election; its plan went awry because of the so-called Joint Opposition consisting of UPFA dissidents loyal to former President Mahinda Rajapaksa. The JVP is bent on eliminating the Rajapaksa factor which has become an obstacle in its path, but this is a task it cannot accomplish on its own. It is co-operating with the government for that purpose as evident from the friendly Q&E sessions its leader and the government have in Parliament; they go to the mat with each other on many issues. It has in the process come to be seen as an appendage of the government. This may explain why it could secure only six seats at the last general election.

JVP leader Anura Kumara Dissanayake has publicly declared his party’s intention to capture state power in 2020. The need has, therefore, arisen for it to look more anti-government than the Joint Opposition if it is to gain the lost ground and improve its performance at the next local government polls let alone win the 2020 parliamentary election; it has been left with no alternative but to launch a frontal attack on the Sirisena-Wickremesinghe administration to shore up its crumbling image and arrest the erosion of its support base.

Having been an integral part of the oppositional movement which brought about the Jan. 08 regime change and paved the way for the present state of affairs, the JVP will find it difficult to absolve itself of the blame for the wrongs it is accusing the incumbent government of. As a prominent member of the so-called National Executive Council under the UNP-led interim government, it is also responsible for the unfulfilled promises it is now flaying the government for.

The JVP may be able to hold a successful rally on Jan. 08 thanks to its dedicated, indefatigable cadres, but whether it will be able to pull the wool over the eyes of the discerning public remains to be seen.

‘Flog them, flay them,’ screamed the head of the yahapalanaya administration. Not to be outdone, the leader of the BBS joined the clamour. And, whose scalps were they all baying for? Those of the organizers of a music show featuring an iconic international singer!

It is hardly the fault of the organizers (or the singer himself for that matter), that a woolly-headed bimbo threw her bra at her idol. This sort of behaviour is usual at musical shows in the west. If our young women decide to ape the West––why is it always women, one never hears of young men throwing their jockstraps and amudes in this fashion––must it necessarily be the duty of the leaders of the land to correct it?

To get back to this flagellation business, OK, let’s go for it, but with a proviso! The treatment must be extended to much more serious transgressions such as looting the public purse, defrauding business partners, inciting racial tensions, defender abductions, etc., yes, even bribery and corruption and of course, nepotism. Would that not send a powerful message to the sort of people really ruining the country’s morals? Why are our leaders getting their priorities consistently wrong? The public is left dumbfounded.

This whole business points to a huge attempt on our leaders’ part, to draw our attention away from the more serious stuff taking place with abductions and the like, currently on show. The chaotic web of lies and deceit our current set of politicians are weaving is fooling nobody. The general public sees through their white clothing.

So, come on you, the self-professed representatives of the people! Forget the business of enforcing cultural purity through the adoption of corporal punishment. Start doing some constructive work to reduce the burden placed on the masses. Their patience is surely running out. If you do not pay attention to this, you may soon be voted out of office by an exasperated public.

Had the UN acted swiftly, and decisively, Sri Lanka wouldn’t have had to experience terrorism for nearly three decades. In actual fact, the UN, and its agencies, deprived successive Sri Lankan governments of much needed support during her battle against terrorism.

Last week, The Island examined the failures on the part of the UN, against the backdrop of a commemorative event, held at Sri Lanka’s Permanent Mission, in New York, to celebrate the 60th anniversary of the then Ceylon’s entry in to the United Nations, where the gathering was reminded of sometimes strained relations between Sri Lanka and the global body, with special emphasis on the situation during Mahinda Rajapaksa’s presidency.

Sri Lanka’s Permanent Representative in New York Dr. Amrith Rohan Perera, PC, told the gathering: “As in other relationships, the relationship between Sri Lanka and the United Nations has, at times, undergone stresses and strains. This was particularly so during the conflict, and in its immediate aftermath.”

Sri Lanka was among over a dozen countries admitted to the UN, on Dec 14, 1955.

UN policies contributed to spread of terrorism in Sri Lanka. Having immensely contributed to a catastrophic situation here, by neglecting its responsibilities, for over two decades, the UN made its biggest blunder at the onset of Sri Lanka launching the Vanni offensive, in early, 2007. Instead of taking tangible measures to thwart the LTTE from preventing Tamil-speaking people taking refuge in areas under government control, the UN facilitated the terrorist project. The Colombo-based UN mission secretly communicated with the LTTE in a bid to secure the release of Tamil employees, of the UN, accused of helping civilians to flee the war zone.

The UN mission, in Colombo, conveniently failed to immediately bring the Vanni situation to the notice of the then government. The mission negotiated with the LTTE, clandestinely. The UN, in New York, too, wasn’t briefed of the crisis. The UN mission in Colombo never explained its decision not to bring the detention of two UN workers immediately to the notice of the government.

Having failed to secure their release, in spite of secret negotiations, for perhaps over a month, the UN brought the situation to the then government’s attention in April 2007 (LTTE detains UN workers-The Island, April 20). The UN mission in Colombo never responded to The Island revelation. The four-party Tamil National Alliance (TNA) comprising the Illankai Thamil Arasu Kadchi, TELO, PLOTE and EPRLF, too, remained silent. In fact, none of those, who had been demanding accountability on the part of the then administration for causing civilian deaths during the final phase of the offensive, ever bothered, at least, to issue a statement calling for the release of UN workers and an immediate end to restrictions imposed on the movement of people. The Norwegian-led five-nation Scandinavian truce monitoring mission, as well as Co-Chairs to Sri Lanka’s Peace Process, refrained from commenting on the incident.

The UN and LTTE, in May, 1998, agreed that free movement/resettlement of civilians should be respected. (The UN-LTTE agreement was dealt comprehensively last week.).

The UN, and a section of the Colombo-based diplomatic community, had desperately tried to settle the issue without involving the government. Prominent Diaspora activists, particularly those with the influential British Tamil Forum (BTF), remained mum. The Colombo-based UN bigwigs kept the seizure under wraps believing the LTTE would eventually release them (‘UN had talks with Tigers on the sly’ with strap line UN workers in LTTE custody-The Island, April 23, 2007).

The UN policy eventually led to the LTTE forcing the vast majority of the Vanni population to retreat, along with its fighting cadre, across the Kandy-Jaffna A9 road, towards the Mullaitivu coast, where Velupillai Prabhakaran made his final stand, in May, 2009. The retreat began in early 2007.

The then Defence Secretary, Gotabhaya Rajapaksa, strongly condemned the UN’s approach towards terrorism. The war veteran alleged that Western powers, Diaspora activists as well as an influential section of the media, which champion human rights, remained silent. Both print and electronic media, including Colombo-based international news agencies ignored the UN-LTTE dispute. Gotabhaya Rajapaksa revealed the abduction of UN workers took centre-stage at a meeting of the Consultative Committee on Humanitarian Assistance held at the Defence Ministry in April 2007. Chaired by the then Human Rights Minister, Mahinda Samarasinghe, the CCHA met bi-weekly to discuss the situation in operational areas. The consultative apex body first met on Oct 14, 2006. Among those who had been present at the CCHA discussion, on the plight of UN workers, was the then US Ambassador in Colombo, Robert O. Blake. The LTTE resented UN workers interfering with its strategy. The UN was told in no uncertain terms that anyone challenging its authority would have to face the consequences.(Lanka urges UN not to shield Tigers with strap line UN workers in LTTE custody-The Island, April 25, 2007).

In late April, 2007, the UN admitted that its Colombo mission had withheld information pertaining to the detention of UN workers. When the issue was raised at the daily press briefing, at the UN, on April 25, 2007, UNSG Ban Ki-moon’s spokesperson, Michele Montas, acknowledged that its mission in Colombo hadn’t informed New York of the incident. Without referring to exclusive The Island reportage of the incident, Montas said: “We don’t have any confirmation of those newspaper reports. We have heard them. As soon as we have a confirmation, we’ll get something for you on that. I’m checking with the UN presence there (in Sri Lanka.” Montas stressed that the Colombo mission hadn’t confirmed the newspaper reports. “I don’t know. We don’t have any confirmation. They have not confirmed those reports. I heard them through the press also.” Two days before the UN briefing, the then government strongly condemned the UN’s approach towards the abduction of UN workers (UN HQ admits Colombo office kept it in the dark with strap line The Island expose of UN employees abducted by LTTE-The Island, April 28, 2007).

Now that the Maithripala Sirisena-Wickremesinghe government had co-sponsored a resolution in Geneva paving the way for a comprehensive judicial investigation into alleged atrocities committed during the eelam war IV (Aug. 2006-May 2009), the culpability on the part of the UN, too, should be investigated. Had the UN and other members of the CCHA took tangible measures in the wake of the abduction of UN workers, the LTTE could have been discouraged from carrying out their dastardly project to use the Vanni population as human shields. The LTTE needed the population to ensure conscription of fighting cadres as well as use them as a tool to protect their military assets/positions.

It would be important to keep in mind the circumstances under which the LTTE moved to block those living in Vanni from seeking refuge in the government-held area. By February, the military had taken the upper hand in the Eastern theater of operations. Major LTTE bastions had been under heavy pressure in the Eastern Province while the Army was preparing to open up a new front west of the Kandy-Jaffna road. The LTTE realized that there could be an exodus of people from the Vanni in case stringent measures weren’t taken. Having lost the Jaffna peninsula, in early 1996, and its Eastern cadre in total disarray, due to split in the organization, caused by one-time field commander Karuna Amman, the LTTE couldn’t under any circumstances deprived itself of the population. The LTTE needed fresh fighting cadre. The top leadership obviously feared an exodus of civilians could have affected the morale of fighting cadre. The then Army Chief Lt. Gen. Sarath Fonseka was on the verge of opening up what was later called the Central front where the newly raised 57 Division fought. The Division was tasked with the liberation of Kilinochchi, a task it achieved on January 1, 2009, jointly with the celebrated Task Force I (later named 58 Division).

Perhaps, it would be pertinent to examine the detention of UN employee, secret negotiations between the UN and the LTTE meant to secure their release, and correspondence between the UN mission in Colombo and its headquarters in New York. Although the then UNSG’s spokesperson Montas promised to reveal its stand on the issue, it never materialized.

Let me mention the countries/ organizations and their representatives informed in late April 2007 of the February 2007 abduction of UN workers by the LTTE, namely US (US Ambassador Robert O. Blake, European Union (Head of Delegation Julian Wilson), Representative of the President to the Council of the European Union (Ambassador to Germany Juergen Weerth and UK High Commissioner Dominic Chilcott), Japan (Ambassador Kiyoshi Araki), UN (Frederick Lyons and Neil Bhune), UNHCR (Amin Awad), UNICF (Ms Joanna Van Gerpen and Philippe Duamelle), UN Office for the Coordination of Humanitarian Affairs (Valentin Gatzinski and Ms Zola Dowell), WHO (Dr. Agostino Borra), WFP (Taft-Dick, Mohamed Saaheenn and Adhnan Khan), Food and Agriculture Organization (Marc Bellemans), ILO (Ms Tine Staermose), UN department of Safety and Security (Security Advisor Chris du Toit), European Community Humanitarian Office (David Verboom), ICRC (Toon Vandenhove and Paul Castella). In addition to foreign representatives in the CCHA, the apex body included two representatives of the Consortium of Humanitarian Agencies, namely Executive Director Jeevan Thiagarajah and Deputy Executive Firzan Hashim.

As CCHA had met on 28 occasions (first meet on Sept. 14, 2006 and the final one on May 11, 2009), its minutes can facilitate ongoing efforts to establish the ground situation in the Vanni region during the war. Mahinda Samarasinghe, who had chaired CCHA can as a member of the new administration speak on the deliberations at CCHA meetings, including detention of UN workers.

The minutes of CCHA deliberations are available with those who had been tasked for that particular assignment.

Although the previous government lashed out at Western powers and occasionally criticized the UN as well as the NGO community, for want of an effective strategy, it never conducted a thorough investigation into their activities. CCHA minutes should be made available to the proposed war crimes court. Although the government and the Geneva-based United Nations Human Rights Council (UNHRC) are yet to announce the composition of the war crimes court, the government should endeavor to produce all relevant information before the investigative mechanism.

The UN still retained vital documentary evidence which can be used to counter accusations that the Sri Lankan military had killed over 40,000 civilians during the final phase of the government offensive. In fact, the Report of the Secretary General’s Panel of Experts on Accountability in Sri Lanka in March 2011 repeated widespread accusations as regards the death of 40,000 civilians. The panel asserted: “In the limited surveys that have been carried out in the aftermath of the conflict, the percentage of people reporting dead relatives is high. A number of credible sources have estimated that there could have been as many as 40,000 civilian deaths. Two years after the end of the war, there is no reliable figure for civilian deaths, but multiple sources of information indicate that a range of up to 40,000 civilian deaths cannot be ruled out at this stage. Only a proper investigation can lead to the identification of all of the victims and to the formulation of an accurate figure for the total number of civilian deaths.”

However, those who had been demanding accountability on the part Sri Lanka over the deaths of 40,000 deaths during the last phase, are yet to specify the period the killings took place.

Interestingly, UNSG Ban Ki-moon’s panel rejected a comprehensive study conducted by his own mission in Sri Lanka with the support of the ICRC as well as NGOs based in the war zone during August 2008 to May 13, 2009 period. In spite of it being the only such study which placed the number of deaths at 7,721 including those of the LTTE during that period, Western powers, too, rejected the report. The previous government never raised the issue publicly at Geneva. Instead of countering propaganda with solid information, the previous government engaged in wasteful and futile projects such as employing expensive PR firms. Such image building exercises certainly didn’t help Sri Lanka. Those still loyal to former President and Kurunegala District MP Mahinda Rajapaksa are yet to review their previous strategies. They seemed to be still thinking that the proposed war crimes court can be averted and in case the present government accepted foreign judges the issue exploited to its advantage. A rethinking of their strategies is necessary.

Against the backdrop of Sri Lanka and UN celebrating the 60th anniversary of the then Ceylon’s entry in to the United Nations, a genuine reexamination of ties will help both parties. Those genuinely interested in knowing the truth, pertaining to the number of persons, both civilians and the LTTE dead, should reveal the still classified UN report which placed the number of wounded during Aug. 2008 to May 13, 2009 at 18,479. Those who contributed to the report can be summoned by the proposed court. Those who had declared that the UN report cannot be accepted because the figures pertaining to the number of dead and wounded were, too, low, readily acknowledged unsubstantiated accusations propagated by persons whose identities remained confidential until 2031 in accordance with UN requirement. The UN confidentiality clause relating to nameless witnesses remains in force with Sri Lanka officially taking it up with the global body. Sri Lanka needs to request the UN to review its confidentiality clause and present the UN report on the Vanni war to the proposed court. Those who had been opposed to the Maithripala Sirisena-Wickremesinghe government should pressure the new administration to take up relevant issues with the UN, instead of playing politics with accountability concerns. Having caused irreparable damage to Sri Lanka’s cause due to foolish handling of the accountability issue, decision makers of the previous government should at least now rectify their mistakes.

Germany’s Angel Merkel from the Christian Democratic Party says Germans must stand up for Christian values. There are only 58% Christians in Germany. The state religion in Norway is Protestant Christian (Evangelical-Lutheran). All Muslim majority nations have Islam as state religion. Roman Catholics are the only religion to have a country (The Vatican). In 2015 Liberia’s constitutional amendments include introducing Christianity as state religion. On what grounds is the foremost place given to Buddhism to be removed from the Constitution when over 70% of the populace are Sinhala Buddhists?

Buddhism was the chosen religion of the 180 rulers that ruled the Sinhale nation. Even Elara followed the precepts of Buddha. Buddhism was sent to Sinhale by royal invitation. It has been the endeavour of the colonial rulers and post-independent interfering nations to do their utmost to dilute the status of Buddhism because the nations they represent were either Christian or Islam with solid funding to cause mischief via NGOs, trade and other scheming mechanisms. This is a primary cause for Buddhism’s ceremonial status with these entities able to tap into the weaknesses of Sri Lanka’s post-independence politicians.

Thus with each change of government and in the present precarious case of attempting to change the constitution we see a well thought out plan to slowly remove the place of Buddhism because the enemies know that so long as Buddhism prevails the sanctity of the nation will remain and the Sinhalese would rally to save their nation and the civilizational heritage and legacy they are bound to protect. Why should individuals and organizations funded or on payroll of foreign nations be tasked with drafting a country’s constitution. These are civil society organizations working for the agenda of other nations and not in the interest of what is best for the citizens of this country.

New cultures, slogans like multiculturalism and multi-faith are attempting to enter the hinterland of the Buddhists, remove the foremost place given to Buddhism by plugging in Christian or Islamic values with a larger plan to make Sri Lanka into a South Korea or Maldives.

It is for the Sinhala Buddhist politicians who have selfishly contributed to the erosion of the space and place of Sinhala Buddhists to realize the historical mistake they are making.

It was with the Sinhale nation that the British signed the 1815 Treaty, the British should have returned the Sinhale nation in 1948 not as Ceylon. It is surprising that no political party of politician brought out this valid point.

The Sinhale Buddhists will continue to fight for their nation taken from them since 1815. It is the Sinhale Buddhists whose rights need to be restored and no one else. All other ethnic groups are not indigenous to Sri Lanka and came as migrants or traders and were allowed to stay on out of the goodwill and generosity of the Sinhale Buddhist leaders. The gratitude for that is now being shown by trying to displace the Sinhale Buddhists from the land they built over centuries where archaeological and historical evidence prevails of their existence from North to South and East to West in every inch of Sri Lanka.

The government had omitted certain significant Articles of the 1978 Constitution, including those on upholding the Unitary State of the country and giving foremost place to Buddhism from the new Constitution, Mahajana Eksath Peramuna (MEP) MP Dinesh Gunawardane charged today.

Speaking at a media briefing MP Gunawardane said the people were not informed about the omission of two Articles, which mainly affect the country. He charged that the government’s intention was to obtain approval of the people through a referendum only for two issues – to abolition of the Executive Presidency and replacement of the Proportional Representation System with the First Past the Post System.

He claimed that the clauses about the Unitary State and place of Buddhism had not been mentioned in the document submitted to MPs with regard to the proposals to be presented to Parliament on January 9. He said he suspected whether the changes were a result of the proposals presented by the Tamil National Alliance, and the Muslim Congress.

Even though the first anniversary of the government is falling on January 9, pledges made by the government to the people have not yet been fulfilled. The so-called good-governance and economic development are not established in the country. Meanwhile, the country is being going to another dangerous situation. If these proposals are made laws, eventually the country will be divided into two.

The government should carefully work on the proposals which affect the country without being relied on political parties. We should stand against this dangerous situation irrespective of caste and religion,” MEP Leader said.

He said before major changes regarding the Unitary State or the place of Buddhism are made in the proposed new Constitution, people should be consulted at a referendum.

Speaking on the abolishing of Executive Presidency, he said even if the Executive Presidency should be abolished, certain powers which decide on the national security should remain as they are needed to make strong decisions on issues pertaining to national security. (Piyumi Fonseka)

The current Parliament has no right to form a ‘Constitutional Council’ to formulate a new Constitution, President of the National Movement to Protect Soldiers Ven. Bengamuwe Nalaka Thero says.

The observation was made at a press conference held in Colombo this afternoon (05).

Some politicos, who had been rejected by the people at the election, are still in Parliament. Thus, the present Parliament does not represent the voice of the people”, said Nalaka Thero.

The Thero pointed out these ‘rejected’ politicians have no right to be a part of the Constitutional Council. This is against the democracy,” Nalaka Thero said.

Nalaka Thero also slammed the government for not doing ‘enough’ to ensure the National Security. After this government came to power, it did nothing, but trivialized and undermined the National Security,” the Thero said.

Since Mohamed proclaimed to the world his religion of peace”, it has been bumping off people left right and centre in the name of Allah (or God or whatever)! This, by invoking a simple formula, which he relayed to the believers as commanded by Allah. Popularly these were known as the five injunctions; and were termed:

1: There is no god but ALLAH and MOHAMMAD is the Holy Prophet [Faith or E-mann].

2: Perform Prayers

3: Pay the Zakat [Payments to Poor]

4: Make the Pilgrimage [Hajj]

5: Fast in the Month of Ramadan [Fasting]

Now most Muslims follow these Injunctions, and they sound simple enough, but entrenched deep within its wording, there is a death trap to unbelievers. Indeed the Muslims separate believers from the rest of the humans by stipulating those who do not subscribe to their version of the truth SIMPLY as: UNBELIEVERS!

In fact it’s another one of ‘God’s (Allah’s) clubs and no different from Catholic, Jehovah’s witnesses or what have you… But members of this club had being allocated some special privileges: they have the right to bump off anyone who does not believe in their obvious, ‘Truths’!   Strangely enough, they cringe and solicit (human) rights when they find themselves in a minority, but never consider giving others any rights, once they gain a majority status in a society! A good ensample is Saudi Arabia; where if an unbeliever was to bring a picture or a small stature of a Buddha it would be thrown in a dust bin at the customs. Indeed if someone has smuggled such an item in to the country and be apprehended with such an item, then the punishment would be; off with that persons head!

In fact the Judeo-Christians have specific words to describe such people who do not belong to their club such as: heathen, kaffir unbeliever, a pig dog or idol worshipper (in which category Buddhist and Hindus were placed) and quite demeaning!

Indeed if some has been a believer and subsequently was to become a un-unbeliever; then he is termed an apostate; and such a man should be shunned or killed according to the Prophet’s injunction!

Burdened with such precise and concrete dogmas its logical why they did, what they did, in Paris recently!

Such brain dead Muslims have got carried away by such injunctions so they entered a nation of unbelievers and began executing whoever they netted!  Indeed these un-believers did not sit around passively as the Buddhist had done in the Silk Road, but they in their own turn bumped off the ones who fell into their clutches and hunted the ones who escaped with impunity.

As far as those members of ISIL, who lost their lives for such acts of valour after serving Allah, they would wake up in paradise and get some virgins thrown into the pot as well! In fact they must be enjoying the virgins as we speak in paradise!

There is nothing worse than apostasy; that is a Muslim cannot change his religion for fear that; in such cases the true believers have the right to kill such a person as an apostate! No wonder no one with any sense would change their faith and become unbeliever thus exposing oneself as an apostate; it as good as owning a death wish?

Under the circumstances what they did in Paris recently was logical!

The actors who took part in that exercise were brain dead Muslims and got carried away by such injunction that they entered a nation of unbelievers and began executing the innocent people for them being just that: unbelievers”!

In this connection Holiness H azrat Mirza Masroor Ahmad declared in JAPAN to his flock;

You should reflect upon the blessings God has manifested upon you as a result of living here. There are no restrictions upon your worship. You are not imprisoned for referring to your Mosques as ‘Mosques’. Rather than resulting in a prison sentence, your salutations of ‘peace’ are appreciated and welcomed in this nation.”

 I view of his above utterances we need to establish his Holiness’s assertion as a Muslim; does he accept the first injunction of Islam which informs: There is no God but ALLAH and MOHAMMAD is the Holy Prophet [Faith or E-mann].

That is to say MORE CONCREALY; does HE believe that Mohamed is the Holy Prophet and the Koran?

Now 80% of Muslims are Sunni and they do not consider you or your flock as being a bona fide Muslim sect! So why should you go on and on, hitting you’re head on a wall; just change your name and be done with it!

Calling yourself as Muslim would jeopardize your believer’s existence and jeopardize even YOUR HOST THE Japanese, who are mainly Buddhist or Shinto, besides as far as I know Muslims are not welcome in Japan? So with a simple name change, you could achieve peace, harmony and respectability? As Putin Brazenly put it: To Forgive the Terrorists (or believers) is up To God, but dispatching them to Him is my Duty”

In fact just a few days back, UN Security Council took a vote to declare ‘war on Islamic state of ISIL’?  Naturally you would, and should query if you were a Muslim; how come all of us were put into one basket by the UN Security council?

For indeed the Security Council believe to give out such a declaration must be under an opinion, that ISIL ‘hangers own’ aren’t bona fide believers (Muslims) or do not subscribe to the holy Koran and the prophet?  But according the ISIL Members they are Sunni hence; pure Muslims. So what is this difference of a born again believer of Koran and the believers of a watered down version of the holy book! This is vital to establish right now, for once they finish off with the ISIL bunch, and they would be looking out for the gray areas of Islam believers! Hence it’s vital that you seek an answer to this vital question straightaway?

In Islam there is no democracy to be found when it comes to apostasy; that is, a Muslim cannot change his religion for fear that as their creed blatantly decrees it that the true believers must execute an apostate! No wonder anyone with any sense would refrain from exposing oneself as an apostate!

Now Sunni is a majority of 80% of the Muslims and Saudi Arabia, Turkey, Pakistan, Qatar are within Sunni orbit hence they are true believers.

Though turkey was under the cliché’s of true believing Sunnis, Ataturk (the father of turkey) was totally against this absurd belief!

Indeed Afghanistan was one of the most prosperous Buddhist Nations and was 100 % Buddhist before the arrival of Muslim hordes? Today not a single Buddhist is left in that country. Ditto all the nations along Silk Road?  One can imagine how the Buddhist has been massacred alone the Silk Road, now they grieve about poor palatine Muslims; do we hear anyone grieving about those tolerant Buddhist who were massacred mercilessly en-Toto by these true believers.   Thus keeping to injunction of the prophet! So why did USA and UK back the Murderous ISIL for so long? In fact ISIS can be an extension of Saudi mind set? So what was the USA and UK aim for propping up such brutal feudal tribal mishmash?

Indeed USA & UK were minting money (or oil) from the Saudi state, for anyone buying oil had to pay in dollars!  In fact why did they bump off Sadam Husain and Kaddafi? Due indeed to an inescapable fact; for these two requested for payment for their oil in Gold and not in some printed paper called $’s on which was written ‘In God we trust’.

And these dumb Saudi Arabs buying advanced weapons technology had to pay them with oil, for dollars they can get printed as much as they want!!

Now Syria is a thorn in Saudi Arabia’s in particular and Sunni believer’s butt!

So with the massacre in Paris everything stood on its head Vis a vis European attitude to terrorism! 5: Fast in the Month of Ramadan [Fasting]

Now most Muslims follow these Injunctions, and they sound simple enough, but entrenched deep within its wording, there is a death trap to unbelievers. Indeed the Muslims separate believers from the rest of the humans by stipulating those who do not subscribe to their version of the truth as: UNBELIEVERS!

In fact it’s another one of ‘God’s (Allah’s) clubs and no different from Catholic, Jehovah’s witnesses or what have you… But members of this club had being allocated some special privileges: they have the right to bump off anyone who does not believe in their obvious, ‘Truths’!   Strangely enough, they cringe and solicit (human) rights when they find themselves in a minority, but never consider giving others any rights, once they gain a majority status in a society! A good ensample is Saudi Arabia; where if an unbeliever was to bring a picture or a small stature of a Buddha it would be thrown in a dust bin at the customs. Indeed if someone has smuggled such an item in to the country and be apprehended with such an item, then the punishment would be; off with that persons head!

In fact the Judeo-Christians have specific words to describe such people who do not belong to their club such as: heathen, kaffir unbeliever, a pig dog or idol worshipper (in which category Buddhist and Hindus were placed) and quite demeaning!

Indeed if some has been a believer and subsequently was to become a un-unbeliever; then he is termed an apostate; and such a man should be shunned or killed according to the Prophet’s injunction!

Burdened with such precise and concrete dogmas its logical why they did, what they did, in Paris recently!

Calling yourself as Muslim would jeopardize your believer’s existence and jeopardize AND YOUR HOST THE Japanese, who are mainly Buddhist or Shinto, besides as far as I know Muslims are not welcome in Japan? So with a simple name change, you could achieve peace, harmony and respectability? As Putin Brazenly has put it: To Forgive the Terrorists Is up To God, but dispatching them to Him is my Duty”

In fact just a few days back, UN Security Council took a vote to declare ‘war on Islamic state of ISIL’?  Naturally you would query if you were a Muslim; how come all of us were put into one basket?

Colonial British control of the Indian sub-continent by the late 18th century up to 1940! It gave them an extraordinary possibility of manipulating grabbing wealth and power and at the same time keeping the good name for the empire!

So they had laid their plans covertly! They fathomed the Indian Psychology perfectly. Indians had class, cast, language divisions and myriads of other differences. If they pacify the upper crust leadership the lower level masses can be exploited as slaves. They called it indentured labour, in order to provide employment to masses of people but in fact it was slavery by another name

On the other hand ablution of slave trade was done with fanfare by the British. As they were the epitome of decency and enlightenment.

In such a manner British exported Indian slaves and pulled the rug from under from the rest of the slave trading colonial powers such as Spain, Portugal, Holland, Denmark and USA.

Indeed by 1833 after reinstating their estates with Indentured slaves British declared that no one can transport slaves or use slaves in the plantations. In such a way they knocked out other slaving nations as they had the gunships to back up the claim.  Read the following;

• Although pre-war Germany had a private central bank, it was heavily restricted and inflation kept to reasonable levels. Under government control, investment was guaranteed to internal economic development, and Germany was seen as a major power. So, in the media of the day, Germany was portrayed as the prime opponent of World War One, and not just defeated, but its industrial base flattened. Following the Treaty of Versailles, Germany was ordered to pay the war costs of all the participating nations, even though Germany had not actually started the war.

• As a side note, we need to step back before WW2 and recall Marine Major General Smedley Butler. In 1933, Wall Street bankers and financiers had bankrolled the successful coups by both Hitler and Mussolini. Brown Brothers Harriman in New York was financing Hitler right up to the day war was declared with Germany.
• And they decided that a fascist dictatorship in the United States based on the one on Italy would be far better for their business interests than Roosevelt’s New Deal” which threatened massive wealth re-distribution to recapitalize the working and middle class of America. So the Wall Street tycoons recruited General Butler to lead the overthrow of the US Government and install a Secretary of General Affairs” who would be answerable to Wall Street and not the people, would crush social unrest and shut down all labor unions. General Butler pretended to go along with the scheme but then exposed the plot to Congress. Congress, then as now in the pocket of the Wall Street bankers, refused to act.

When Roosevelt learned of the planned coup he demanded the arrest of the plotters, but the plotters simply reminded Roosevelt that if any one of them were sent to prison, their friends on Wall Street would deliberately collapse the still-fragile economy and blame Roosevelt for it. Roosevelt was thus unable to act until the start of WW2, at which time he prosecuted many of the plotters under the Trading with the Enemy act. The Congressional minutes into the coup were finally released in 1967 and became the inspiration for the movie, Seven Days in May” but with the true financial villains erased from the script.

I spent 33 years and four months in active military service as a member of our country’s most agile military force — the Marine Corps. I served in all commissioned ranks from second lieutenant to Major General. And during that period I spent more of my time being a high–class muscle man for Big Business, for Wall Street and for the bankers. In short, I was a racketeer, a gangster for capitalism. My mental faculties remained in suspended animation while I obeyed the orders of the higher-ups. This is typical with everyone in the military service. Thus I helped make Mexico and especially Tampico safe for American oil interests in 1914. I helped make Haiti and Cuba a decent place for the National City Bank boys to collect revenues in. I helped in the raping of half a dozen Central American republics for the benefit of Wall Street. The record of racketeering is long. I helped purify Nicaragua for the international banking house of Brown Brothers in 1909-12. I brought light to the Dominican Republic for American sugar interests in 1916. In China in 1927 I helped see to it that the Standard Oil went its way unmolested. During those years, I had, as the boys in the back room would say, a swell racket. I was rewarded with honors, medals and promotion. Looking back on it, I feel I might have given Al Capone a few hints.

I have written about if the Muslims were to come out of this circle of violence, they have to do certain specific things? IF Saudi Arabia didn’t have the oil reaches no one would have bothered and Muslim creed bite would be without any teeth!

They would soon realize with the free energy and all sort of things such as carbon as new material and capacitors replacing batteries, so their days are also numbered.

No wonder the British premier was in awful rush to bomb ISIS Sites!

If Muslims are to avoid the blow back efforts they have got into, and then have to get away from;

• Undemocratic mental set up and refrain from killing of apostates! That is disregarding the first injunction!
• Women should not be used as production machines and curtail the production of children to one or two!
• Abstain from terror thoughts and let Allah look after his patch.
• Government of Lanka. Should regulate reproduction of one child to a family!
• In such a manner; Water air and the rights of all creatures are to be maintained!

Now the most vital point of cutting the head of this multithreaded Muslim hydra is; Global society must make it possible get new identities and find refuge for such escapees, if they are to escape from the fate of being born into? That is IF THOSE WHO DO NOT Want to remain as Muslims and practice their democratic right?

Create a TV channel to debate all sects’ points of view. WHEATHER IT BE ISLMIC, CHISTIAN, JEWISH, Hindu or atheist, this would be the absolutely certain way to break the fundamentalists back. This TV station should be kept in neutral territory and couldn’t be approached by any fundamentalist grope especially Muslim?

PPFA bats for early completion of Guwahati War Memorial By Our Correspondent Guwahati, 5 January 2015: Patriotic People’s Front Assam (PPFA) in northeast India has urged the Assam government to complete the construction of proposed war memorial on the northern bank of Dighalipukhuri in the city at the earliest.  The forum, while supporting the arguments of All Assam Ex-Servicemen Association that ‘the project would in no way distort the heritage appeal, aesthetic beauty and ecological sanctity of the historic water-body’ also appealed to the section of citizens, who are opposing the endeavour, not to hinder on its earliest completion.

It may be mentioned that a citizens’ body, led by noted academician Dr Hiren Gohain, had opposed the project arguing that the concrete structure has violated ‘norms concerning preservation of heritage/historical sites and water-bodies, besides impacting the tank’s ecology adversely’.

However, Col (retired) Rabin Das, who is the secretary of the ex-servicemen association, commented, It’s unfortunate that some citizens have raised objections to the construction of the proposed war memorial at the portion of the land which had been lying absolutely disused with a dilapidated Assam-type house.”

Das pointed out that the war memorial is being constructed on the available vacant land in the northern bank of Dighalipukhuri and that it is no way over the water-body to disturb the aquatic animals and ecology of the historic pond.

Das, further pointed out that the proposed war memorial would comprise the statues of Mohabir Lachit Barphukan with other soldiers in the Battle of Saraighat,  an Amar Jawan Jyoti reverse rifle with a helmet on top, an uniformed soldier with his rifle reverse arm salute and also relevant murals depicting various battles of post & pre-independent India.

The PPFA, in a statement issued today, reiterated that a war memorial in the city was a long standing demand from the patriotic people of the alienated region and hence the project must not get suffered at the final stage of construction. The forum also urged the political parties and civil society groups to avoid using the southern bank of Dighalipukhuri as their frequent protest-demonstration venue.

Yet, Adelaide is Australia’s  best kept secret.  Anyone who may have lived in other cities of Australia will testify the people of Adelaide  or South Australia are different to most Australians in other States.  They are very kind and understand compassion, even though they are not Buddhists.  The city’s main attractions apart from the University of Adelaide and University of South Australia, includes the world’s most picturesque  cricket ground, The Oval.

The Sri Lankan Legend Mahela Jayawardene, representing the Adelaide Team, known as Adelaide Strikers, illuminated the Adelaide Cricket Ground today in a sparkling manner.  Usually come into bat at the first drop, today he was promoted to open.  With 37 balls faced, Mahela scored 57 runs, including 2 towering sixes.

Dear Prime Minister,

As a patriotic SriLankan (SL) Australian I am compelled to write this letter to you, as the sovereignty, democracy, and national security is growing to be under threat as a result of significant number of actions by GOSL, since takeover on the 8^th of January 2015. Please do not consider this as an allegation, but look on a lateral view as a patriotic politician/leader of SriLanka.

Competency

Politicians in the third world, particularly Asia, Africa, Middle East, South America, are deemed to be incompetent, and greedy for power and wealth, and their avidity for such thing grows while in power. We SriLankan Diaspora are forced to view the politicians of SriLanka, the same as African politicians and may be also the citizens. Notwithstanding India has to be placed within this category.

In SriLanka, we can place the Tamil politicians as first class, top, unpatriotic, incompetent politicians. We talk of Rights” What rights don’t we have in SriLanka? Every Tamil degree holder in engineering, medicine, arts, science and PhD, had their education fully free of charge out of SriLankan citizens wealth. These people have now earned millions of dollars on foreign soil, and they still demand Rights & Tamil Eelam”. TGTE personnel Rudrakumaran received his Law degree from SriLanka free of charge. In my view these people are ungrateful, unpatriotic creatures. The reason is that the Tamil Politicians are unable to understand and grasp what is required for the Tamil people of SriLanka. Although they sprint to qualify and get a Law degree, their appreciation of the theoretical and practical training acquired can be regarded as nothing. May be, the main reason could be attributed to the perception, knowledge and intelligence of the Tamil Community. The direction in which the politician drive is to maintain their seat in parliament by the worthless, truth less, Tamil Eelam” (TE). There was never, ever, a country called Tamil Eelam” in the Island. God knows who created this land called TE.

In my book titled, SriLanka, Sovereignty, Democracy and Terrorism” I have addressed the migration of Tamil people into the North. Although, Indians invaded SL over several centuries, the kings who were not really Tamils, were unable to establish their own land, because the Sinhala people were bold and courageous enough to drive them out of SL. The rowdy who invaded the North was Magha” of Kalinga with his own people plus a few people from South India in 14 AD. (1215-1624 CE) Magha relates to the Sinhala people, and not definitely Tamil. Since then People from Malabar (Kerala), Andhra, Karnataka, and Tamil Nadu migrated into the East and North. Subsequently Arabs, called, Pattanis” migrated to the East and assimilated with certain caste called, Mukkuvars” of the East, and became Moors. Over years Tamil historians misled SL by rewriting history. Tamils are cowards: they invaded Java, Sumatra, South Eastern Asian states, and also Ceylon, but nowhere were they able to establish their root as Tamil Land. They were chased out of those countries. Then under the British, Portuguese and Dutch, Tamils opted to go as slaves. It is for this reason that Tamils are everywhere. Today Tamils go as refugees and live in detention camps. Most of them work as security guards, cleaners etc. That’s our nature and culture. The reason for this is Greed”.

Tamil politicians wanted to find a suitable platform that will enable them to be in politics for ever. SJV Chelvanayagam who was born in Malaysia, chose the word Federalism, but in Tamil he propagated words such as, Tamil Kingdom”. The shortfall of intelligence of these politicians is that they never thought of economics, technology, industrialization, expanding the agrarian, fishing and Palmyra industry, provide a stable continuous work platform to the Tamil people in the N&E. People blame SWRD Bandaranaike, which is incorrect. SWRDB introduced the Sinhala only bill only after SJVC formed the Federal Party. Well, every patriotic politician has the right to protect his own language, culture and religion.

I need not rewrite history, as Hon PM should be aware of the occurrences and frequencies that struck since 1949-1970, and then 1970 to 2009. Please instruct your finance minister to carry out a quantitative and qualitative analysis of the losses, damages, and destruction to assets, property, lives, caused by LTTE over the 39 years. Who is responsible for these losses? Will Sambanthar, Sumanthiran, Mavai Senathirajah or Vigneswaran take accountability and economic responsibility for the losses?

Every Tamil is blaming the racial riots and the losses. However, the losses caused by LTTE can be quantified to be hundred thousand fold than that of the racial riots. This is the shortfall of the Tamil man. We are selfish and have a high degree of egotism, not to admit our faults and failures, but blame others.

Sir, I would like to address some of GOSL failures since 8^th January 2015, and highlight certain international political contriving.

Neo-Colonialism

There are several modes of invasion and or control over geopolitics by super powers or higher power countries on smaller countries.

1. Military invasion like that of US on Iraq, Afghanistan and some other countries.
2. Invasion by a mode called Neo-colonialism”.
3. Introduce instability in one country to spread to the region chosen by the super power, thereby taking control over the region.
4. Disintegrate a country’s intelligence unit(s) and military capability.

1. Invasion:

US thinks that they have the right to invade any country on some rubbish context. While US is unable to solve their own problem, they mislead their citizens by distracting them from local activities to that of their foreign activities/invasion to boast of their courage. It is a belief that US destroyed the entire South America for their own geopolitical control. France did the same thing in Vietnam etc. Today it is a payback, where Muslims are destroying the country. Recent bombing of Paris is an example. The west invaded Middle East, Asia, and the Far East. Time has come for payback where Muslims are flooding Europe and soon they will take over Europe. Are these activities driven by a super power for their geopolitical control?

1. Neo-colonialism

Definition by Britannica: Neo-colonialism, the control of less-developed countries by developed countries through indirect means. (Ref: http://www.britannica.com/topic/neocolonialism)

Less developed countries are forced to privatise all of their industries and business. A system of stock exchange/market will be introduced. Shares will definitely be bought by the powerful countries, here the super powers. The country’s economy is in control of the super power. The super power will drain all the profits, meaning the people of SL, for example own nothing. How can you call yourself a sovereign Republic?

To achieve this the super power needs a puppet government and a puppet leader. This is what happened to South America. South America has the richest countries in the world with significant amount of natural resources. However, the people/citizens there live in poverty with little or no education. If the head of state does not bow down to the super power, then he will be somehow replaced.

If we carefully analyse: Today, there is an influx of Arab refugees flowing into Europe. Why not UK, Canada or US. Who is behind this Arab refugee influx into Europe? If all the countries recognise Euro, and start to by all of their imports and pay with Euro, what will happen to the US dollar and the economy of US? US economy will be threatened and the dollar will be weak as Zimbabwean dollar. May be that’s why Gadhafi was eliminated.

It is a belief that GOSL is embarked on privatization. Is SL a fit enough country with intellectuals, to go for privatization? Is it because your economists and financial experts are not competent enough to custom design a suitable framework for SL.

What happened to the Central Bank Bond scam? Isn’t there a competent expert in SL to manage the Central Bank? A real patriot.

Sir, SL is a country full of bribery and corruption. No one is patriotic. How do you propose to control these activities? Once SL was known to be the best country in the Indian Ocean free of Bribery and corruption. In my experience, I can vouch, because when I visited India in 1975, I had to face with lots of bribery demand by Indian government staff. However, in SL, I was able to walk into any office and get things done quick and easy with NO demand of bribery. Can anyone vouch that it is the same now in SL?

1. Geopolitics

A superpower is interested in causing political instability in SriLanka. This instability will automatically extend to the neighboring region, which is Tamil Nadu, and hence India. The advantage is that the super power will then be able to take control over the region in addition to the neo-colonialism. For example: Why is Tony Blair visiting SriLanka. He made the blunder of joining George Bush to invade Iraq under the pretext WMD, which was truth less and rubbish. Will the UN stamp Tony Blair as a war criminal. For SriLanka to entertain such a person, it has become suspicious. These are preliminary tasks of super power in their project plan. What right has TB got to talk with Sambanthar? Is Sambanthar an incapable and incompetent politician not to conduct talks with GOSL to solve their issues? Well, that seems to be the case.

1. Dismantle intelligence Units and military command(s).

Sir, you are aware the SriLankan military was praised to have defeated the foremost terrorist outfit in the world, which is the LTTE. We can observe that GOSL is in the run to disband this superior command and send them home. Is this a punitive act to pave the way for a super power’s geopolitical activity? Why disband intelligence units? Why make SriLanka a dumb country, not to monitor anti legal activities? Or is GOSL paving the way to make SriLanka another colony of the US, like Hawaii?

Issues among Tamils

You are aware of the caste issue among the Tamils. The Tamil elites who are descendants of Magha, and Kalinga, Kerala, and Andra, were discriminating and oppressing the lower and middle caste Tamils for years. It was only after independence, the SriLankan government placed all Tamils equal. Lower and middle caste Tamils were able to get suitable employment in government services, only afterwards.

The elite Tamils thought is that of the orthodox illiterate people in that, a toddy tapper’s son should become a toddy tapper, and a barber’s son should become a barber, and that they do not need education. Last year’s poisoning of a village school drinking water is a typical example. Even if someone gets a job and gets posted to Jaffna, then they will suppress the person’s credibility and put a stop to their promotion of becoming a manager.

Absolute power to the Tamils will be devastating as there will be disaster, lead to future violence and pogroms among the Tamils.

49% of the Tamils live outside N&E. What is the necessity of devolution of power to the North? To whom are they going to show their credibility in governing? The NPC, in their last budget allocation, have spent only 40%. Why have they not spent the balance? The main reason is they spend their time planning and scheming to fight GOSL for more power, and/or they do not want to develop areas of lower/ middle caste people. The Jaffna municipality and the NPC have not got the guts to plan a garbage disposal scheme, but dump hospital infectious wastes, sewerage, and garbage at Kallundai. Please see the pictures below. People living in Navaly South are subject to infections and deceases. This garbage disposed place is only 2 miles from the City of Jaffna. Jaffna has become a city of dump, stray dogs and wandering cows.

From such activities, as the PM of SL, you should be able to evaluate the competency, credibility, and honesty of your government officials and politicians in Jaffna. It’s disgusting, Sir. Jaffna man has proved that he is worse than the Africans. However, we are of the same stock anyway.

What Tamils need is development of the North, which can be done by the SriLankan government.

What is required in the North is:

1. A reservoir with a large catchment area. Already Thondaimannar/Vallai area has been proved suitable by competent SriLankan engineers. Plus the required distribution schemes for agrarian services.
2. Small boat docking platforms for fishing.
3. Loans for boats and fishing establishment on a co-operative basis or individual basis.
4. Development of the Palmyra industry.
5. Cattle and chicken farms. Provision of the cattle or suitable loans for purchase of cattle.
6. Promote cottage industry among the Northerners to maximize productivity, rather talking and wasting time on Tamil Eelam.
7. Promote Sole Trader business.
8. Introduce a system of building permits to be approved by Councils (rural areas). The reason is most masons who call themselves builders (uneducated) oversize building, wasting resources. This will engage small sole trader civil designers to design plans for small dwellings. Well, of course, the scheme should be corrupt and bribery free within council. This scheme will generate employment. (This scheme could be introduced island wide to minimize unemployment rate)

These developed industries could be owned by GOSL or on a combined basis.

If GOSL will do all of this then why talk of federalism, separate country, equal rights etc.

Sir, you will agree that when a person receives a degree from the University of Jaffna, he/she wants to leave Jaffna, and seek employment in Colombo or overseas.

We Tamils have hundreds and hundreds of associations, Sangam, organizations etc. The reason is power avidity. We want to show that we are somebody. We have no talent to be creative, innovative, and set example to others as role models. Just talk and fool people. It’s a megalomania symptom.

GOSL’s Punitive Actions

1. Since taking over the government, UNP and SLFP joined hands to govern, which is unbelievable. Both are like the magnetic poles of the planet. You promised a maximum of 30 Ministers. What is the strength of the Cabinet and non-cabinet ministers now?
2. 500 staff were transferred out of the Bank for leaking information on the 2 billion bond scandal.
3. Police and army personnel were transferred with no cause.
4. Several army command officers have been retired, suspect forcibly.
5. Nepotism practiced by several ministers.
6. Economy is down.
7. GOSL promise to import foodstuff cheap from overseas, thereby forcing people to lose their productivity and look for other jobs. Has GOSL got alternative training scheme for those who lose their industry?
8. The recent handling of the NDT student protest. Have seen the massacre and ill treatment of female students, just like that of Assam Dalit people.
9. Forcing officers and people to falsify evidence to enable arrest of opponents.
10. The whole SL is aware of Pillaiyan and Karuna being murderers. However, GOSL is taking things easy with the two culprits. In your opinion, do you think that these two should be active in politics?
11. What happened to the code of Conduct and the activity of some ministers? A poor peasant, if he steals a loaf of bread, he is bashed, punished, and may be jailed. What about your minister’s activity. How is that ministers become rich when they assume power?
12. Wilpattu is been invaded by insects. What is GOSL doing about it?
13. SriLankans are aware of your portfolio holders sleeping in parliament. If a shift officer sleeps on his job he is punished and may be sacked. What are your thoughts on this please?

Constitutional Amendments

Sir, SriLanka has to be a unitary state. What Tamils have been allocated on Provincial Administration is far mode adequate for the population strength and our mentality. There can be no division.

Any more division or increasing powers to the PCs will cause political instability in the region. Tamil Nadu will start their secessionist demand, generating political instability and adding advantage to a super power for their geo-political control.

What the Northern peninsula needs is what has been discussed above. If SL can provide all those, then why do we need another separate administration for a small minority of one million people against the 22 million?

Already NPC Tamil administration has proved that they are incapable and incompetent in governance. What more can they provide with a new constitution and any division?

We know that right from 1949, Tamil politicians are incompetent. They never wanted to develop Jaffna because they live in Colombo. They live with their legs on two boats.

Sir, please check your revenue from the North. Apart from tax on buying and selling products from the South, do we produce, and pay tax?

Today Jaffna is infected with the following:

1. Worms in food.
2. Worms in Kottu Roti.
3. Worms in rice flour.
4. Sewerage in food supply.
5. Oil contamination in water.
6. Rowdies fighting and killing with swords.
7. Child rape.
8. Student’s sex increase.
9. Girls at 15 become pregnant.
10. Drug trafficking and usage on the increase.
11. Brothel house on the increase.
12. Dumping of hospital infectious waste, sewerage and garbage in the Northern City of Jaffna. This dump could be easily converted and developed as a tourist spot.
13. Do you think that the Chief Minister could not act on these with the help of the police? CM does not need police power to act on illegal behavior.

Are Tamils planning to ask for another Tamil Eelam in Toronto in 50 years’ time?

නුවරඑළියේ  කානේෂන් මඩකලපුවේ  සිටුවන පරිපාලන ක්‍රමයක් මේ වන විට මෙරට පළාත් පාලන ආයතන රැසක ස්ථාපිත වී ඇති බව කැෆේ සංවිධානයේ විධායක අධ්‍යක්ෂ කීර්ති තෙන්නකෝන් මහතා පවසයි. අද (5) වන දින පෙරවරුවේ කොළඹ පදනම් ආයතනයේදී පැවති මාධ්‍ය හමුවකදී ඒ මහතා මේ  බව පැවසීය. මහජනතාවගේ දෛනික ක්‍රියාවලියට  අත්‍යවශ්‍ය වන පළාත් පාලන ආයතන රැසක කටයුතු  මේ වනවිට අක්‍රිය වීම නිසා රටතුළ බරපතල තත්වයක් උද්ගත වෙමින් පවතින බව ඒ මහතා පැවසීය. දිවයිනේ පළාත් පාලන ආයතන රැසක් මේ තත්වය යටතේ නීති විරෝධී අන්දමින් කොමසාරිස්වරුන් යටතට පත්කර ඇති බව ද ඒ මහතා අවධාරනය කළේය.

කසල එකතු කිරීම, මාතෘ සායන, ළමා සායන, ආදී සියලු මහජන කාර්යයන්  සඳහා  අත්‍යවශ්‍ය වන පළාත් පාලන ආයතන අක්‍රිය වීම නිසා මේ වන විට දැවී ගිය විදුලි බුබුළක් මාරු කිරීමට වත්  නොහැකි  වාතාවරණයක් උද්ගත වී ඇති බව කීර්ති තෙන්නකෝන් මහතා අවධාරණය කලේය.

පළාත් පාලන ආයතන  කොමසාරිස් වරුන් හා පරිපාලන නිලධාරීන්  අතට පත්කිරීම  තුළ  ජනවරම ට පිටුපෑමක් සිදුව ඇති බව ද ඒ මහතා කීය.එහිදී වැඩිදුරටත් අදහස් දැක්වූ කිර්ති තෙන්නකෝන් මහතා

මේ වනවිට පළාත් පාලන ආයතන බහුතරයක් නීති විරෝධි ලෙස පවත්වාගෙන යන්නේ.පොදු මහජනතාවගේ සියලු කාර්යයන් වලට මැදිහත් වන ඒ කාර්යයන් පවත්වාගෙන යාමට උපකාරී වන  මේ පළාත් පාලන ආයතන  ප්‍රජාතන්ත්‍ර විරෝධි විදිහට තමයි පවත්වාගෙන යන්නේ. ඒ කියන්නේ මහජන නියෝජිතයින්ගේ මැදිහත්වීමකින් තොරව පරිපාලන නිලධාරීන් තමයි මේ ආයතන වල තීරණ ගන්නේ.මේ තත්වය වහා වෙනස් විය යුතුයි. වහාම පළාත් පාලන මැතිවරණය පවත්වලා ජනතාගේ නියෝජනය ස්ථාපිත කළ යුතුයි  

මෙහිදී අදහස් දැක්වු දෙහිවල ගල්කිස්ස මහ නගර සභාවේ හිටපු නගරාධිපති කේසර ලාල් ගුණසේකර මහතා පෙන්වා දුන්නේ පළාත් පාලන ආයතන සක්‍රීයව ක්‍රියාත්මක නොවීම නිසා මහජනතාව දැඩි අසීරුතාවට පත්ව ඇති බවයි.පාර්ලිමේන්තුව සහ පළාත් සභාවට මාසයක් වුව ක්‍රියාත්මක නොවී සිටිය හැකි නමුත් පළාත් පාලන ආයතනයකට එලෙස ක්‍රියාත්මක නොවී සිටිය නොහැකි බව ඒ මහතා පැවසීය.මහජන නියෝජිතයින් රහිතව ගන්නා තීන්දු තීරණ මහජනතාවගේ අවශ්‍යතාවන් වලට අනුකූලව ක්‍රියාත්මක වීම පිළිබඳ ගැටළුවක් පවතින බව ද  කේසරලාල් ගුණසේකර මහතා පෙන්වා දුන්නේය.

මහරගම මහ නගර සභාවේ නාගරික මන්ත්‍රී නීතිඥ තුෂාර දිසානායක මහතා අදහස් දක්වමින් සඳහන් කළේ මන්ත්‍රීවරු නොමැතිව ක්‍රියාත්මක වන පළාත් පාලන ආයතන  මනාලිය නොමැති මඟුල් ගෙදරකට සමාන කළ හැකි බවයි.

මහජනතාවට සේවය කිරීම සඳහා පිහිටුවා ඇති ආයතන මහජන නියොජනයකින් තොරව පවත්වාගෙන යාම නීති විරෝධී බව පෙන්වා දුන් ඒ මහතා වැඩිදුරටත් පැවසුවේ පළාත් පාලන මැතිවරණයට බාලගිරි දෝෂය වැළඳී ඇති බවයි. වත්මන් සම්මුතිවාදී ආණ්ඩුව සම්බන්ධයෙන් තමන් නියෝජනය කරන පිවිතුරු හෙළ උරුමය එකඟතාවක් නොමැති වුවද පළාත් පාලන  ආයතන නිසි පරිදි ස්ථාපිත කිරීමේ සටනට තමන් අන් පක්ෂ හා එක්ව සහයෝගය ලබා දෙන බවද ඒ මහතා පෙන්වා දුන්නේය.

මෙම අවස්ථාවට මාතර මහ නගර සභාවේ හිටපු විපක්ෂ නායක උපුල් නිශාන්ත,බොරලැස්ගමුව නගර සභාවේ හිටපු  නාගරික මන්ත්‍රී අරුණ ප්‍රියශාන්ත,  වලිකාමම් ප්‍රාදේශිය සභාවේ  හිටපු මන්ත්‍රී එස් සුගීධරන් සහ මහරගම හිටපු නාගරික මන්ත්‍රීනි චන්ද්‍රිකා දහනායක ඇතුළු පළාත් පාලන නියෝජිතයෝ රැසක් එක්ව සිටියහ.
