Continuous power cuts have adverse impact on economy – Chambers of Commerce

The continuous power cuts carried out by the Ceylon Electricity Board has adversely affected exports and potential Foreign Direct Investments, claimed Executive Committee Member of the Federation of the Chambers of Commerce, Dr. Krishanth Wisenthige today (10).

He was speaking at a ‘Professionals for a Better Future (Viyathmaga)’ press conference held at the Viyathmaga headquarters in Ethul Kotte.

People can think that it’s only large companies in Sri Lanka that export products. But that’s not true because there are many small scale manufacturers of coconut related-products which export. When you’re exporting products, it’s essential to earn the trust of the overseas buyer by delivering the products on time, but due to these power cuts these entrepreneurs are unable to meet the demands,” he noted.

Wisenthige further added that potential foreign investors would also have second thoughts about investing in a country that has three hour power cuts.

Who would want to invest in Sri Lanka with all these power cuts? There are plenty of developing countries out there that do not have this sort of energy crisis,” he added.

Meanwhile, Chartered Engineer Sanjeewa Anupama also speaking at the Press said the country needed more dis-patchable energy generation.

Most of the energy sources such as solar, wind and even hydropower are non-dispatchable energy sources. We only get them when there is wind, sun or water. At a time when non of this is available, we need energy sources that are dispatchable, which means energy sources that will continuously be available on demand such as coal,” he added.

Wisenthige further said the economy could have benefitted from the addition of the Sampur Power Plant, and added that while there would have been a certain amount of environmental repercussions, the benefits would have outweighed the drawbacks

Germany indicts LTTE suspect over war crimes in Sri Lanka

German authorities have indicted a Sri Lankan man suspected of involvement in killing 15 captured government soldiers while fighting for the Tamil Tigers terrorist group.

Federal prosecutors said Friday that 37-year-old Sivatheeban B. is accused of membership in a foreign terrorist organization, war crimes, two cases of manslaughter and 11 cases of attempted manslaughter.

The man, whose surname wasn’t released due to German privacy rules, was arrested in August.

Prosecutors allege that in 2008 the suspect guarded 15 captured soldiers as they were driven to a site where they were executed, and later helped burn their bodies.

In a separate incident a year later, he fired on 13 soldiers, two of whom died.

The LTTE terrorist group, which fought for a separate state for ethnic minority Tamils, was defeated in 2009.

Steps to renounce US citizenship successfully concluded – Gotabaya

Former Defence Secretary Gotabaya Rajapaksa says all necessary steps have been successfully concluded to renounce his US citizenship.

He made these comments upon his arrival in Sri Lanka this morning (12) following his personal visit to the United States.

Reportedly, a huge crowd had gathered at the Bandaranaike International Airport to welcome the former Defence Secretary.

Gotabaya Rajapaksa made a three-week personal visit to the US to complete the necessary measures regarding the renouncement of his American citizenship.

He received local media attention as two lawsuits were filed against him at a US court during his visit.

Further speaking to the media, he said the lawsuits were against him alleging that he is responsible for the arrest of two individuals including a media person and that he should pay compensation for this.

According to the law in the United States, a private institute has to issue notices in this regard, however, anything as such has not taken place, Gotabaya commented further.

Gotabaya added that his lawyers in the US are currently in working on voiding these two lawsuits.

These lawsuits were filed targeting the upcoming elections and the Diasporas that underpin LTTE, and certain Sri Lankans have supported these lawsuits, he commented. Gotabaya said even the Office of Consulate General in California has steered the filing of these lawsuits.

Sri Lankans as well as Americans, however, had rendered massive support for him in this regard, Gotabaya said addressing the media.

Gotabaya further said that levelling such allegations against him has downgraded the entire country and all his service rendered as the former Defence Secretary.

A non-governmental organization called the International Organization of Truth and Justice Project, issuing a press release April 8th, stated that their organization and a private legal office in the US had taken steps to file a civil lawsuit against Gotabaya Rajapaksa at a court in California.

ජෝන් ඩෙන්වර් ; සංගීතය සහ ස්මරණය

අවාසනාවන්ත ගුවන් යානා අණතුරකින් ජෝන් ඩෙන්වර් මිය ගියේ නොමැති නම් ඔහු මේ වන විට තම ජීවිතයේ 70 සැතපුම් කණුව පසු කරන්නේය. එහෙත් 1997 වසරේදී ඔහු මිය ගියේය. 

ජෝන් ඩෙන්වර් ගේ ගීත අප අසන්නේ 1970 දශකයේ මුල් කාලයේ ශ්‍රී ලංකා ගුවන් විදුලි සංස්ථාවේ ඉංග්‍රීසි සේවය හරහාය. 1978 වසරේදී වරක් මමත් ප්‍රියදර්ශන අබේවීර ගුණවර්ධනත් ජෝන් ඩෙන්වර් ගේ කන්ට්‍රි රෝඩ්ස් ගීතය පාසලේදී මේසය ඩ්‍රම් එකක් ලෙස වාදනය කරමින් ගායනා කලෙමු. පසු කාලයක ශ්‍රී ලංකා ගුවන් හමුදාවට බැඳුනු ප්‍රියදර්ශන අබේවීර ගුණවර්ධන ඊලම් යුද්ධයේදී තම ගුවන් යානාව කඩා වැටීම නිසා මිය ගියේය. 

1985 වසරේ මමත් රාජකීය විද්‍යාලයේ තුසිතත් ඔහුගේ නිවසේදී  ( තුසිත පදිංචිව සිටියේ බම්බලපිටිය හංදිය ආසන්නයේ නිවසකය) අප දෙදෙනා සේනාරත්න සර් ගේ භෞතික විද්‍යාව ටියුට් වල ගනං හදන්නේ ජෝන් ඩෙන්වර් ගේ සිංදු වලට සවන් දෙමිනි. තුසිත වර්තමානයේ එක්සත් රාජධානියේ ජීවත් වෙයි. 

1987 වසර එලැඹෙන විට මමත් ධම්මික රත්නායකත් යූක්‍රයීනයේ විනිට්සා වෛද්‍ය පීඨයේදී ජෝන් ඩෙන්වර් ගේ කන්ට්‍රි රෝඩ්ස් ගීතය ගායනා කල අතර ධම්මික රත්නායක ගිටාරය වැයීය. 

2012 වසරේදී මා විසින් ලියූ මානසික රෝගියාගේ පරිකල්පනය ( මෙම පොත 2013 රාජ්‍ය සාහිත්‍ය සම්මාන ප්‍රදානය සඳහා සමීක්‍ෂණයට තෝරා ගනු ලැබුණි) මානසික රෝගියාගේ පරිකල්පනය පොතේ එන මනංකල්පිත චරිතයක් වන වින්සන්ට් ලංකාතිලක  සවුත් ඩැකෝඩාවලදී ඇමරිකානු යුවලක් ඉදිරියේදී ජෝන් ඩෙන්වර් ගේ ඇනීස් සෝං ගීතය ගායනා කරයි .

2018 වසරේදී බෆලෝ සිට නිව්‍ යෝක් දක්වා රිය ධාවනය කරන විට ගමන් වෙහෙස සහ කාන්සිය මම නිවා ගත්තේ ජෝන් ඩෙන්වර් ගේ ගීත වලට සවන් දෙමිනි. ඔහුගේ  ලීවිං ඔන් එ ජෙට් ප්ලේන් සහ සන් ෂයින් යන ගීත මම බොහෝ වාරයක් වාදනය කලෙමි.

ජෝන් ඩෙන්වර් වියට්නාම් යුද්ධයට එරෙහිව ගීත ගායනා කලේය. එසේම පරිසර විනාශය ගැන ඔහු ජනතාව දැණුවත් කලේය. ඔහු ජනතාවාදී ගායකයෙකු විය. ජෝන් ඩෙන්වර්  මිය ගියද ඔහු අදත් ලෝකය පුරා මිලියන ගනනක් ජනතාව ගේ හදවත් වල ජීවත් වෙයි.

ICC rejects a request to investigate war crimes in Afghanistan

The International Criminal Court (ICC) has rejected its prosecutor’s request to investigate alleged war crimes in Afghanistan.

Court judges highlighted instability and the lack of co-operation with investigators in the country.

The ruling was hailed by US President Donald Trump as a “major international victory” but human rights group Amnesty International criticised it.

It comes a week after the US revoked ICC prosecutor Fatou Bensouda’s visa.

That was thought to have been in response to her request to investigate possible crimes committed by US forces in Afghanistan.

Explaining their unanimous decision, the three ICC pre-trial chamber judges said such an investigation “would not serve the interests of justice”.

Mr Trump said it was a victory “not only for these patriots, but for the rule of law”.

In his statement, he called the ICC “illegitimate” and said it would be met with a “swift and vigorous response” if it tried to prosecute citizens of the US or its allies.

Amnesty said the refusal to investigate was a “shocking abandonment of victims” that would “weaken the court’s already questionable credibility”.

Amnesty’s Biraj Patnaik said the decision would be seen as a “craven capitulation to Washington’s bullying”.

ICC prosecutors have been examining alleged abuses committed by all parties in Afghanistan’s long conflict for more than a decade.

A formal examination of potential crimes began in November 2017.

But while the court said there was “a reasonable basis” to believe crimes had occurred, judges said Afghanistan’s current situation “make the prospects for a successful investigation and prosecution extremely limited”.

They also cited the long period that had passed since the investigation began in 2006, and said the court needed to “use its resources prioritising activities that would have better chances to succeed”.

What is the ICC?

The court investigates and brings to justice people responsible for genocide, crimes against humanity and war crimes, intervening when national authorities cannot or will not prosecute.

The ICC was established by a UN treaty in 2002, and has been ratified by 123 countries, including the UK.

However, several countries – including China, India, Russia and the US – have refused to join, while some African countries say the court is unfairly focused on Africans.

Why is the US opposed to it?

US administrations have long criticised the ICC, arguing its soldiers could become the subject of political lawsuits.

President Bill Clinton signed the treaty establishing the court before the end of his term in office, but Congress never ratified it.

While the UN at one point gave US troops immunity – after the country threatened to withdraw its troops from peacekeeping in Bosnia – this exemption was cancelled in June 2004, two months after pictures of US troops abusing Iraqi prisoners shocked the world.

Last September National Security Adviser John Bolton threatened the ICC with sanctions if they pursued cases against US citizens.

THE REIGN OF MAHINDA RAJAPAKSA Part 6

The Rajapaksa period saw several advances in the university sector. The Ocean University was established by Act No 31 of 2014 to provide graduate and diploma level training in fisheries, marine and nautical engineering.  It is located in Mattakuliya, Colombo. It offers degrees in Fisheries, Marine Science, Marine Engineering, and Transportation Management & Logistics Coastal & Marine Resources Management. There are certificate courses in Diving, Welding and mechanics of Floating Vessels. The first convocation was held in 2016.

The Sri Lanka Technological Campus was started in September 2015. It is a subsidiary of Sri Lanka Telecom. It is a private institute conducting programs in electronics, telecommunications and computing. The main campus is at Padduka in the former satellite station premises. It is the first corporate funded, fully residential non-state university in Sri Lanka.  The curriculum is fashioned after the global standards set by Washington Accord for Engineering degrees and Sydney Accord for Technology degrees. Its degree programmes are recognized by the University Grants commission.

Kotelawala Defence Academy started to train doctors, because the armed forces needed more doctors. There was a shortage of doctors in the army, said Gotabhaya Rajapaksa in 2017. Our goal was to find a solution to this problem by establishing a new medical faculty.” The First Batch of Officer Cadets of the Faculty of Medicine of the General Sir John Kotelawala Defence University were conferred with the Degree of Bachelor of Medicine and Bachelor of Surgery (MBBS) in 2014.

University of Moratuwa had produced very good electronic graduates but   there were no opportunities in electronics in Sri Lanka. The big companies were not interested and there was no local electronics industry, the graduates were going elsewhere.  In 2014, government granted Rs 160 million for an Advanced Electronic Design Centre at University of Moratuwa. This grant enabled them to purchase electronic design automation tools, software for designing circuit board and chips through automation process. These were very expensive and no   local company could afford them. The centre was functioning by 2015.

Mahinda Rajapaksa made a considerable contribution to the energy sector. Both ‘Norochcholai’ and ‘Kerawalapitiya’ were started during Rajapaksa’s period of rule. The Lakvijaya Power Station is in Norochcholai, Puttalam. It is the largest power station in Sri Lanka. Construction began on 11 May 2006, with the first unit commissioning on 22 March 2011. There was an awful fuss when Norochcholai was considered, saying it was bad for the environment, because Norochcholai is coal fired.

The Yugadanavi Power Station (also known as Kerawalapitiya Power Station) is a 300 MW, oil-fired power station located in Kerawalapitiya in Wattala.  It uses heavy fuel oil. Kerawalapitiya power plant is owned by, West Coast Power Ltd, a government owned entity

Construction of the power station began in November 2007, the first 200 MW phase was completed in a record 10 months and was inaugurated by President  Rajapaksa on 8 December 2008. The plant had to be available to the CEB by November 2009 to avoid power cuts. The second phase was completed in February 2010. Kerawalapitiya is today one of the largest power plants in the country with 300MW capacity. It is second only to the 900MW Norochcholai coal power plant.

Eng. J.A. S Perera, CEO of WCPL, provided a history of the project, in an interview with the media. This land was owned by Ceylon Electricity Board for a long time and it was intended to put up a combined cycle power plant by CEB, he said. There had been several attempts by the CEB to build a power plant but none of them succeeded for various reasons. The Rajapaksa government which came to power in 2005 made a fresh attempt.

Lakdhanvi Ltd was selected as contractor to build the plant by a Cabinet appointed tender board to build a 300MW plant that can operate on liquefied natural gas, heavy fuel and auto diesel. That attempt also failed as the Ministry of Finance did not permit the CEB to borrow USD 300 million for the purpose or get a loan to build it.

The Finance Ministry told the Power Ministry that the project would have to be outsourced. They wanted private investors to invest. The war was at its height and it was not easy to get investors. A new company was set up in the name of West Coast Power Ltd to raise around USD 300 million for the purpose.

The WCPL went to banks but no Sri Lankan bank was able to give such a large amount. Finally HSBC Hong Kong agreed to give loan for 70 per cent of the project cost but demanded a government guarantee, since the WCPL was a new company. Euro 152.2 million loan was given by HSBC PLC-United Kingdom and France to finance the project, in four 12-year tranches and one 10-year tranche.

Even then the WCPL still needed to raise 30 per cent of the cost by way of equity. The EPF agreed to invest Rs. 2,975 million while Lanka Electricity Co. (LECO) agreed to put up Rs. 2,000. The National Savings Bank and ETF also agreed to give loans. These were converted to WCPL equity. Ministry of Finance including the NSB and ETF has 50%, EPF has 27.05%, LECO has 18.18% and Lakdhanavi 4.77% of the shares. Unlike in a normal equity investment scenario, the interest to NSB and ETF was also used to finance cost of the project.

Equity investors usually do not take equity until funds for the entire project is secured. In this case, the investors put in their money without waiting for this, taking a very high risk. If WCPL failed to get the loans, these equity investments of EPF, LECO, NSB and ETF would have led to a major crisis for those organizations. That was the kind of risk they took. The WCPL never had to spend more than its original equity of 12,425 million rupees and 152 million Euros, said Perera.

We have kept this power plant in an excellent condition. We have won many international awards. It is one of the very few combined cycle power plants in the entire world running on heavy fuel oil, which is cheaper than diesel. CEB only wanted a diesel operated power plant. Operation with diesel, which is a much cleaner fuel, is lot easier. But by operating on heavy fuel oil, we save this country more than ten billion rupees a year.

The Kerawalapitiya power plant helped to avoid power cuts on many occasions. We came on line in 2009 and avoided the predicted power cut.  There were several dry years for the CEB after that. During those years, this power plant did the bull work for the CEB.  There were many failures at Norochcholai too.

No other power project has been as unfairly criticized as this. Now the plant is operational and making profits, so it is easy for people to criticize. Nobody now appreciates the situation which had prevailed when this power plant was constructed. There was a global financial crisis. Banks would not lend any money. Many big banks collapsed. There was a war going on and security threats. Even the engineering drawings of this very power plant had once been found in an LTTE camp in the North, concluded Perera.

The Rajapaksa government was a pioneer in solar energy. LOLC Group Company Sagasolar Power opened Sri Lanka’s first ever utility scale solar power plant in Baruthankanda, Hambantota in 2016. The construction had started in 2010 and was completed in 2015 at a cost of US$ 18 million. This plant is over seven times the size of the largest solar project in Sri Lanka, said the media. It has the capacity to produce 10MW of power that will be given to the national grid.  The project will provide 20GWh which will be sufficient to provide the annual electricity needed so 15,000 typical Sri Lanka homes.

Sri Lanka Navy had re-established its Hydrographic Wing in 2012.  In 2018, it had earned Rs. 1.69 million by providing professional consultancy services and bathymetric surveys for private sector institutes. In 2017, there was an MOU with Netherlands to use the Sri Lanka Navy store in Galle, to store       weapons needed by its personnel for protection of vessels. They were storing them in Singapore till now. Sri Lanka, under Mahinda Rajapaksa had provided this storage for many private firms. This is the first with a government, stated the media.

The Rajapaksa government opened a newly built state-of-the-art fish trade centre at Peliyagoda in the outskirts of Colombo In 2011. This replaced the St. John’s fish market built in 1894 in Pettah, Colombo. The new Central Fish Market Complex, situated on a 3.17 hectare reclaimed marshy land along the main Katunayake airport expressway, was built at a cost of 1.7 billion rupees. The Asian Development Bank provided 675 million rupees and the government provided the remainder.

This wholesale fish complex has 148 stalls on the ground floor. The top floors have been allocated for banks, post offices, police services, a restaurant, and a quality control room. The complex also had 25-metric tonne ice factory, three cold storages, and a water purifying plant. A modern parking facility to accommodate 500 cars   was planned for. Sri Lanka Fisheries Corporation had   in 2011 signed an agreement with the Power Asia International Company for this car park. The Peliyagoda fish market complex is expected to become a distribution and selling centre of fish to all corners of the country, said the media in 2011.

Mahinda Rajapaksa had, in March 2012, negotiated a Japanese Development Assistance (ODA) loan package to Sri Lanka administered through Japan International Cooperation Agency (JICA) to supply of 124 ambulances and provide four secondary hospitals Galgamuwa, Kalawanchikudy, Teldeniya and Warakapola, with facilities and necessary equipment to implement early detection, treatment and prevention of non-communicable diseases.

Kaluwanchikudi Base Hospital and Warakapola Base Hospital were refurbished first.  Theldeniya Base Hospital complex was done in 2017. Theldeniya Base Hospital was revamped with a five storied Operation Theater Complex, Medical Intensive Care Unit (MICU), Judicial Medical Office Unit and latest bio medical equipment.

Rajapaksa supporters complained in 2015 that the UNP had removed the Mahindodaya” name board from the technology labs set up in schools country wide. They also complained that Yahapalana was sabotaging the projects started by Rajapaksa.

 Construction work on the multi million rupee Information Technology Park at Hambantota was stopped after Yahapalana came in, observed COPE in 2017. The construction work was stopped after completing three stories out of seven because the constructor failed to finish the work on time, said the Telecommunication Regulatory Commission. Several investors including Intel Corporation, IBM, two universities from India and Singapore, Tech One Global, and Mobitel had expressed willingness earlier to set up IT ventures at this IT Park.

The Rajagiriya flyover, touted as Sri Lanka longest flyover, a four lane structure, was completed in January 2018. It was initiated by Rajapaksa. Yahapalana government had modified the plan and the traffic jams are continuing despite the flyover.

Gotabhaya Rajapaksa had made improvements to the parks and central spaces, through the UDA. Daily Mirror of 5.5.17 had a two page spread on the jogging tracks and walking paths round Colombo. There was Diyath Uyana opened in 2011, which was attracting scores of locals, non locals and also cyclists.  Crowds come flooding in, said the report.

There was the Diyawanna jogging track, well lit by solar powered lamps and with benches to sit and enjoy the breath taking view of Parliament and Diyawanna oya. The Kumbulewewa jogging track which overlooks a picturesque stretch of paddy fields is located near the Diyawanna track. Occasionally, one may observe local farmers tending to their harvest.  

The Bellanwila jogging track also had benches and a breathtaking view of lake around Pillawa temple .The  Beddegana wetland park, was  a tranquil haven of 18 hectares rich in lush foliage, marshy land home to several endemic birds dragonflies and butterflies. Urban wetland park Nawala, was used for jogging. It had lotus shaped ponds. Independence Square is now a jogging and cycling track with an open air gym. Viharamaha Devi Park was well lit by solar powered lamps. There were public toilets. There were bins along the pathways.

But these walkways and cycling paths were neglected when Yahapalana government came to power. Under the Rajapaksa   government these parks were looked after by the military, Yahapalana withdrew the army.  Authorities, such as RDA, Municipal council,   and the   Provincial road development authority   were not prepared to look after them. Today these parks and walkways are neglected. They are also dangerous, with snakes and crocodiles, complained users.  Bellanwila jogging track is going to rack and ruin, thousands used it, they said.

The 450 meter-long Wattala exercise track   used by hundreds of residents daily for walking, jogging and practicing yoga,  was destroyed in 2016  in a spectacular manner, at midnight with crowbars and bulldozers.   The solar powdered lamps also went. It was alleged that the track was destroyed so that a powerful insurance company could build a massive housing complex. The argument that it was built on private land was dismissed. The SLLRDC said the exercise track had been built on a canal reservation area that came under the purview of the SLLRDC and therefore it was state land.   The track was restored following public outcry, but it was no longer usable.

Projects started by Mahinda Rajapaksa were not completed because Mahinda Rajapaksa in his greed for power failed to complete his term of office. He had two more years to go.  If he had stayed on,   the projects he started would have been completed.  Now Yahapalana government   is completing the projects started by Rajapaksa. Rajapaksa supporters cannot bear this. 

Former Minister of Prison Reforms and Rehabilitation Chandrasiri Gajadeera accused Yahapalana government of taking credit for constructing a modern prison to international standards at Angunakolapelessa. “Former Speaker Chamal Rajapaksa and I laid the foundation stone for the Angunakolapelessa prison and all work was done by the previous government, but this government will open it   next month,” he said in February 2017.

A test run on the Matara-Beliatte stretch of the southern railway extension took place amidst cheers and boos, in January 2019. A group of protesters, holding photographs of former President Mahinda Rajapaksa, delayed the start of the train at the Beliatta station by blocking the line. A   second   group stopped the train midway, demanding compensation. A third group of Rajapaksa supporters protested at the Bambarenda station.

When the Matara- Beliatta line was completed, and the first train was ready to depart from Matara railway station, in April 2019, these supporters turned up again. They put up a banner congratulating Mahinda Rajapaksa for initiating the project. Mahinda Rajapaksa supporters were highly worked up and it was a strong protest. Television cameras recorded Rajapaksa supporters and Yahapalana supporters, yelling and hitting each other. This was shown on evening news.

The matter did not end there. Television news on 10.4.19 showed Mahinda Rajapaksa turning up at Matara railway station. He bought a ticket, got on the Matara- Beliatta train and sat down at a window seat. The Matara railway platform was bursting with his supporters and as the train left Matara station, television cameras showed Rajapaksa with his hand extended out of the window, greeting supporters and patting children’s heads. Another throng of excited supporters were waiting at the next station, Kekunadura.  This would have been repeated at the three remaining stations, Bambarenda, Wevurukannala and Beliatta too. Mahinda Rajapaksa supporters, it appears, feel strongly about Mahinda Rajapaksa.  (Continued)

CMC raids Colombo supermarkets

A number of supermarkets within the Colombo Municipality were raided by the Colombo Municipal Council’s (CMC) Health Department officials today to check the hygienic conditions and food safety regulations.During these raids, many outlets were found to have violated food safety regulations, especially in terms of storage regulations.

Medical officer-in-charge of the City Food Safety and Hygiene Promotion Unit Dr. Subash Mendis said many deep freezers were found over-stocked.As per the storage regulations, at least 20% of free space in a deep freezer should be maintained. Many freezers, as well as cold storage rooms, were filthy as they have not been cleaned properly. Some outlets had stored both raw materials and pre-cooked food together in the freezers,” Dr. Mendis said.

He said they would continue to inspect the temperature of meat and fish samples put on display where the temperature was mostly higher than the normal level.The temperature of fish and meat on display should not exceed five degree Celsius. However, we witnessed that the temperature of the frozen food display was up to 15 degree Celsius at some supermarkets,” he said.Some supermarkets had also violated label regulations as they have failed to mention the importer and distributor information on the imported food items.The raid was part of the CMC’s special food inspection programme which was launched under the instructions of CMCs Chief Medical Officer (CMO) Dr. Ruwan Wijayamuni targeting the New Year festival.Meanwhile, on Tuesday, about 1,000 kg of food items unfit for human consumption was destroyed by health officials.Dr. Wijayamuni, six Medical Officers of Health (MOH) and 40 Public Health Inspectors (PHI) participated in Tuesday’s programme, in which 65 outlets were inspected.A total of 21 outlets were prosecuted for violating food safety regulations and outdated food items at 34 outlets had been destroyed. Approximately 800 kg of apples, oranges, mandarins and grapes, 134 kg of dry fish and 15 kg Parata were destroyed. About 250 varieties of snacks, such as vegetable rottis, egg rottis and samosas were also destroyed,” Dr. Mendis said. (Lahiru Pothmulla)

There should be large hoarding along road side with a convincing picture to educate the public to watch food quality and indicate telephone numbers 24/7 to complain .

It is a good idea to check the all the supermarkets. Prolonged power cut would have contributed immensely for deterioration of food quality. I personally noted that when you enter some supermarkets and also certain main Poultry – supplying company you get unbearable smell emanating from meat counter.When you express your concern you get a frowned face from the managers who will also shoot back and say speak to the power Minister

As I am in the business of shipbuilding and repair ,where we try to improve fish quality delivered to the customers by fishermen ,I have come across the fact that 70% of frozen fish we consume are unsuitable for humans .Once we had  some Japanese trade representatives sent from the prime minister’s office to Dikovita Harbour to witness unloading of fish early morning by fishermen ( who have been in the sea over  three weeks with only few tons of ice to preserve the fish) ,they were asking Is this fish for humans or for animals (like dogs ?We were dumbfounded .

Japanese were studying ways of providing cooling  facilities to fishing boats and onshore .

Sri Lankan meat and fish products are never fresh unless you buy then at the butcher shop or at the shore from boats .What we eat is rotten .

Government should look at this problem not only during power failure times  but all the times there should be quality check of what we consume

Get compensation if you have a power cut

You might be able to claim compensation if the electricity or gas supply to your home goes off.

Supermarket should make sure that power generators are used to provide power supply during power cuts to avoid food items getting ruined.

නමුත් වර්තමාන පාලනයේ අදක්‍ෂ අකාර්‍යක්ෂම කළමණාකරණය හේතුවෙන් රටතුළ සිදුව ඇති ආර්ථික කඩා වැටීම හමුවේ වෙනදා දකින අවුරුදු උත්සවශී‍්‍රය, මෙවර දක්නට නැත.

The Parliamentarian mentioned this at a press conference held in Colombo, today (11).

The arrest of Julian Assange in London after an extradition request from the US, and the way the WikiLeaks founder was treated by a British judge, made Thursday a shameful day” for UK justice, commentators told RT.

The UK’s legal system is but a plaything of the US legal system. Britain is a vassal of Washington as it’s been confirmed by today’s events,” political commentator John Wight said.

Earlier in the day, UK police forcibly removed Assange out of the Ecuadorian Embassy in London. The 47-year-old was then delivered to the Westminster Magistrates Court where a judge labeled him a narcissist, who can’t get beyond his own selfish interests” and found him guilty of failing to surrender to bail in 2012.

As for Assange’s extradition request by the US, the judge said the American side must produce its case by June 12. We have to focus on the precedent, but not the words emanating from the US. And the precedent it that Chelsea Manning was imprisoned for over 35 years for her role in uncovering the crimes of the US military in Iraq and Afghanistan.

Manning was pardoned after serving seven years, but was returned behind bars this March for refusing to testify against WikiLeaks.

Former Ecuadorian president Rafael Correa explained to RT why he calls his successor Lenin Moreno the “worst traitor” in the country’s history for handing over WikiLeaks founder Julian Assange to British authorities.

Assange was dragged out of the Ecuadorian Embassy in London by British police on Thursday after Moreno revoked political asylum. The published and journalist spent almost seven years in the building after being welcomed there by Correa. UK law enforcement arrested him for skipping bail and under a previously secret US indictment – a development that Assange predicted and stated as his reason for going into the embassy in the first place.ALSO ON RT.COMWho is Lenin Moreno and why did he hand Assange over to British police?

Correa spoke to RT Spanish to explain why he publicly branded Moreno the “greatest traitor in Ecuadorian history.” The former president says his successor is no better than the disciple Judas Iscariot or Ephialtes of Trachis, the man accused of betraying Greek forces defending the pass of Thermopylae from invading Persians.

Unconstitutional deal with the US

“It was not Rafael Correa, who gave asylum to Julian Assange. It was the state of Ecuador. And the state of Ecuador had to protect the person it pledged to protect according to international law and its national pride. Instead they gave him up, allowed the British police to enter our embassy,” he said.

He added that the move also violated the constitution of Ecuador, since Assange is now a citizen of the Latin American country and is owed protection accordingly. “This is unheard of. These actions cannot leave one not outraged,” he said.

Correa said Moreno basically sold “Assange’s head” to the Americans. The US wants to prosecute Assange for allegedly conspiring with former US Army soldier Chelsea Manning in her leaking of classified US documents to WikiLeaks.

Revenge for allegedly publishing documents incriminating Moreno

Moreno’s decision was partially motivated by various benefits Ecuador and the president personally got in return, Correa believes. But another motive was revenge on WikiLeaks, he told RT. Moreno believes that the site was responsible for publication of explosive documents, which implicate him and his family members in corruption.

“Paul Manafort, the head of the Trump presidential campaign, visited Ecuador on May 30, 2017, weeks after Moreno took the office of the president. “In 2018, [US Vice President] Mike Pence visited Ecuador, and he and Moreno agreed on three things. Isolate Venezuela, which Moreno did with great enthusiasm. Drop a case against Chevron, which he gladly did as well. And hand over Assange,” the ex-president said. “WikiLeaks publishing documents about [Moreno’s] blatant corruption was the latest straw.”

The corruption case Correa referred to is dubbed “INA Papers” after the name of an offshore company, which was allegedly used by the incumbent president for corrupt dealings. Materials exposing the link between the firm owned by the president’s brother and various shady operations were leaked in February and triggered a congressional probe in Ecuador. WikiLeaks denies being behind the leak, but Moreno insists otherwise.

“Moreno knows that he and his family will go to prison for corruption and money laundering. So before he leaves, he wants to harm as many people as possible, including Julian Assange,” Correa alleged. “He decided to ruin another person before going to prison. He is moved by pathological hatred and in his desire to take revenge, that’s why he gave out Assange to the British police.”

Moreno tried to break Assange and make him leave

Correa added that Moreno’s government previously tried and failed to break Assange, hoping to get rid of him in a less explicit way.

“They tried to make him leave the embassy voluntarily with this ruthless isolation and harsh rules. They couldn’t make him. They hope he would get ill and require treatment at a hospital so that he could be arrested there. Assange was kept incommunicado since March last year, with only his legal council allowed to meet him. Ecuador said the isolation was needed because the guest of the embassy was violating rules and meddling in international politics in a way detrimental to Ecuador’s interests.

When Assange was evicted by force from the embassy, he looked noticeably pale, possibly corroborating earlier reports that his health deteriorated during years of confinement. A UN panel of experts ruled in 2016 that his stay at the embassy amounted to arbitrary detention by the British authorities.

Three Lessons from Bolivia

Compared to Sri Lanka (25,330 sqkms.), Bolivia (1,098, 581 sqkms) is relatively a large country. However, Sri Lanka with around 22 million is more populous than Bolivia, the population of which is estimated at 11 million. Since 2005, a sea change has been taking place in Bolivia covering every sphere of life of its people and society. Being a pluri-national state, Bolivia is successful in resolving inter-ethnic issues within a unitary state. However, this is a different subject that is to be discussed at length in a separate column.  

Won

Evo Morales won the 2005 presidential election with 53.7% of the votes, an absolute majority, unusual in Bolivian elections laying a strong foundation for a revolution that was initiated by Simon Bolivar in Venezuela.One year after swearing in as the President of Bolivia, On 1 May 2006, Morales caused controversy when he announced his intent to re-nationalise Bolivian hydrocarbon assets. Fulfilling a campaign promise, on 6 August 2006, Morales declared open the Bolivian Constituent Assembly to begin writing a new Constitution aimed at giving more power to the indigenous majority in Bolivia. After the demise of Hugo Chavez, President Morales has become a leading figure in the continuation and consolidation of the Bolivarian Revolution, the very existence of which is being now threatened by the US and its allies.


Resistance

This column is not about the resistance of Latin American countries to US imperialism but about peoples’ attitudes and state policies in Bolivia that throw some light on how less-developed country could open up an alternative development path to overcome the problem of underdevelopment resisting hegemonic power of global finance capital. 

After four decades of development failure, Sri Lanka, I think, should draw some lessons from this Andean country. Among many, I would focus in this column only on three policies Lesson ONE: No to Fast-Food Industry
Bolivian peoples’ displeasure over the fast food industry has forced the US giant fast food chain, McDonald’s, to close its doors. Thus, Bolivia became the first McDonald’s-free Latin American nation. After 14 years in the nation and despite many campaigns and promos McDonald’s was forced to close in 2002, its eight Bolivian restaurants in the major cities of La Paz, Cochabamba and Santa Cruz de la Sierra. Similarly, in early 2010 the Coca-Cola faced the same threat, but the Bolivian Government stopped taking further action. The fast food industry has become not only a global industry but also a maker of food habit diverting people from their traditional food and destroying local food and beverages industry. So, Coca-Cola and Pepsi are not just two varieties of drinks and McDonald’s, Burger King and KFC are not just providers of food.

Encroaching

Moving away from fast food chains owned by multinationals (MNCs) has political significance as these MNCs are encroaching the local food and beverage market by using million-dollar promotional campaigns. The most detrimental effects are two-fold. First, it indirectly affects the nutritious level of the people, especially its younger segment. Secondly, as a result of the popularity of ‘fast food’, the local entrepreneurs are also trying to emulate these global food chains producing similar kind of products. One may argue that people have a right to choose whatever they prefer to eat or drink so that the restrictions by the state or by the community over their ‘demand’ may be a gross violation of their democratic rights. Nonetheless, the market behavior is more complex, and the ‘demand’ does not always come from needs but is created and imposed by Media and advertising industry.


So, Bolivian resistance to giant fast food MNCs should be looked at from a broader political economic perspective, rather than from a simple ‘demand and supply’ function.


Lesson TWO: Food Independence through Small Farmer Production
Sri Lanka has been facing a growing deficit in its trade balance and it has put enormous pressure on the Sri Lanka rupee especially in the last ten years. In encountering this issue, the prescriptions offered by the neoliberal economists include further liberalisation of trade and taking steps to increase exports.

Miserably

Both have failed miserably in the last 40 years. Our imports consist of many agricultural goods that can be produced locally. Production of food is not a goal in itself. Increase in food production should be organised to meet the ecological requirements with less emissions and lower green-house effects.


Recently, The Government of Bolivia has announced that it is expected to achieve food independence through green production by empowering small producers. In this respect, it has invested $40 million to support small and medium farmers in food production. Deputy Minister of Rural Development and Agriculture, Marisol Solano, stated that over 20 food security projects are already underway across the country, with financial support so far being given to breeding livestock and fish farming, as well as increasing the production of crops like potatoes, tomatoes, wheat, vegetables, coffee, and cocoa.


The studies initiated by the Movement for National Land and Agricultural Reforms (MONLAR) have shown that traditional varieties are less vulnerable to diseases and shifting to organic farming without reducing the output is possible. Small farms with collective input and market structures would contribute to achieve agricultural trade balance thus reducing the pressure on Sri Lanka rupee.


Lesson THREE: Keep the IMF Out Washington Consensus (WC) was initially articulated for the countries in Central and Latin America. Even prior to its adoption, the same policy package was put into practice in Chile after Pinochet came to power killing a duly elected socialist President, Salvador Allende. The implementation of the WC marked the ‘Lost Decade’ in Latin America with multiple economic ills such as sluggish growth, unemployment, indebtedness and deteriorating living standards. This situation in turn paved the way for radicalisation of politics resulting in the election of left governments in many countries, including Bolivia.

Neoliberal principles

Evo Morales as the President has initiated series of economic and political reforms questioning neoliberal principles and empowering masses of the bottom rung of the Bolivian society. About a year ago he announced that he and his government would not engage hereafter in any business with the International Monetary Fund. Of course, this is a revolutionary decision and also a dangerous decision as it questions the global neo-liberal hegemony. Nonetheless, President Morales has realised that had the IMF been allowed to influence the domestic policy decisions benefitting the bottom rung of the society, far-reaching social and economic reforms would be introduced and implemented. We have witnessed that many left governments in Latin America have failed to fulfil their promises to the lower classes of their respective societies primarily because of the fact that even the limited actions they had taken were thwarted by the IMF and the global finance capital.


These three lessons are of paramount importance to less developed countries that are trapped in neoliberalist trap by the IMF, WB and WTO and their regional partners. As the Finance Minister, Mangala Samaraweera has himself shown Sri Lanka has lost its economic independence and all the major decisions are in fact taken either in New York or in London. However, drawing lessons from Bolivia needs a new form of government with necessary political will.

Sri Lanka’s political landscape is set to change with the dawn of the Sinhala-Tamil New Year with decisive political changes that could cause a serious impact on the current regime, sources said.

According to Informed political sources, President Maithripala Sirisena is slated to kick off these political changes by making a controversial statement along with certain political decisions.

It is also said that once the investigations into the alleged plot to assassinate the President and the former Defence Secretary Gotabaya Rajapaksa is concluded, President Sirisena is likely to make a special statement to the country regarding the assassination conspiracy.

Investigations into the VVIP assassination plot are currently on its final phase and sources claim that the name of a prominent local politician has also immerged linked to the alleged plot.

Meanwhile, a special announcement regarding the former CBSL Governor and names of politicians who had maintained links with underworld kingpin Makandure Madush are also likely to be revealed as part of the political changes that are set to take place in the aftermath of the Sinhala-Hindu New Year festival.

Sources stated that after the decision taken by the SLFP to seek the views of the Supreme Court (SC) regarding the precise time of the expiration of the President’s term in Office, these political changes could further reach a climax.

Speaker informed of a violation of parliamentary privileges

Two parliamentarians have informed the Speaker that parliamentary privileges have been violated through a letter sent to the Sri Lankan missions abroad by the then Secretary of the Foreign Ministry during the crisis period of regime change in November.

The two parliamentarians presenting the issue, MP Mujibur Rahman and MP Prof. Ashu Marasinghe, have requested the Speaker of the Parliament Karu Jayasuriya to take action with this regard.

The parliamentarians claim that the relevant letter has insulted the parliament led by the Speaker.

The MPs handed over a letter to the Speaker with this regard today (11).

THE RIGHT WAY TO HONOUR MINORITIES

Conversion from one religion to another most of the time becomes a serious issue because of the social pressure. Same thing happened a few weeks back when two Hindu girls embraced Islam in Daharki area of Sind. Their conversion to Islam was not accepted by their own people. Police took action and the matter was brought to the honourable court. Unfortunately some secret hands started exploitation of the situation by staging demonstrations in different cities of Pakistan including Karachi. Social media was also used vehemently in maneuvering the situation against the country.

This is one side of the picture; let us see to the other side. Recently a Christian officer of the Pakistan Army Major Saiqa Gulzar attended a military training program at USA. There were about 52 officers in that training course and she remained at the top. This lady officer not only brought honour, dignity and fame but also a very beautiful gold-medal for Pakistan. Major Saiqa belongs to Vehari, a very fertile city of Punjab. Her father Gulzar Masih is a school teacher who considers her daughter’s achievement the biggest success of his life.

The whole nation is appreciating, admiring and celebrating her achievement as a national victory. Her achievement is no doubt an honour for the Pakistan Army too at professional level but at the same time her success has dispelled the fake-impression that minorities in Pakistan are leading a life of suppression. Now brilliant achievement of Major Saiqa Gulzar has told the world that the minorities in Pakistan are never in trouble.

They are always treated as citizens of Pakistan not as minorities. You see that just a few weeks back the conversion of Hindu girls to Islam was being exploited as violation of basic human rights of minorities and now medal winning by Major Saiqa Gulzar has altogether changed the scenario. A Christian lady might not have reached the rank of Major and her name would not have been forwarded for the training course in US if minorities were not enjoying equal rights in Pakistan.

 Pakistan is a very safe land for the minorities, we have a lot of Pakistanis belonging to the minorities who are playing a leading role in progress and prosperity of the country; a Christian lady police officer Helena Saeed is also among such Pakistanis; she is the ever first Pakistani woman who became the first female Additional Inspector General of Police in the country’s history. Media says she is the highest ranking female officer of the Police Service of Pakistan. Helena has proved herself as an example of motivation for our women. A more interesting fact is that Helena belongs to Baluchistan, a province which is always wrongly-painted as ‘the most deprived and most troubled’ province of Pakistan.

The minorities living in Pakistan have a very strong love for the country. The youngsters from the minorities are always ready to sacrifice their life for the safety and security of their motherland Pakistan. The young Hindu soldier of Pakistan Army, Lal Chand Rabari was also one of brave sons of Pakistan. It was his dream to protect his country from the enemies since his early days and that is why he had joined the Pakistan Army. He sacrificed his life when he was deputed at the Mangla front in May 2017. He used to say, I would take revenge of every drop of blood from those who have inflicted loss to the children and people of our country.” After his death, his elder brother Bhemon had said talking to media, My brother used to say again and again, the country we are living in is like our home and whosoever would attack on it would have to face serious retaliation till the last breath in my body.” Same is the story of Ashok Kumar, a Hindu soldier of Pakistan Army. He laid down his life fighting against the terrorists in Waziristan in 2013.

On 23rd March 2014, the government of Pakistan awarded the Tamgha-i-Bisalat to this brave Hindu son of Pakistan.  While talking of the admirable role of minorities in Pakistan, the name of Labha Masih must never be forgotten. That Christian young man appeared in the Competitive exam of Punjab Public Service Commission and was selected as a Judge. A very astonishing fact is that the parents of Labha Masih kept sweeping streets and bazaars of Okara city to earn livelihood throughout their life. If Pakistan were not a safe country for the minorities, Labha Masih would never have risen to such a precious position.

All these examples and references are more than sufficient to prove that the minorities in Pakistan are enjoying equal rights, complete protection and all possible opportunities of making progress. Though sometimes there are a few incidents which create troubles for the minorities but such incidents occur everywhere in the world, even in the most developed countries like US and UK. On the basis of a few incidents , it is unfair to label a country as extremist country.

අපොස උ/පෙළ, සා/පෙළ විභාග රාජකාරි සඳහා ගුරුවරුන් සඳහා ගෙවිය යුතු දීමනා ආණ්ඩුව මේවනතාක් ගෙවීමට කටයුතු කර නැත. එහිදී 2018 සා/පෙළ විභාගයට අදාළව ගුරුවරුන් සඳහා ලැබිය යුතු විභාග ශාලා නිරීක්ෂක, උත්තර පත‍්‍ර ඇගයීම් හා ප‍්‍රායෝගික පරීක්ෂණ නිරීක්ෂක යන රාජකාරී සඳහා ගෙවිය යුතු දීමනාද, 2018 උසස්පෙළ විභාගයට අදාල ප‍්‍රායෝගික පරීක්ෂණ සඳහා ගෙවිය යුතු දීමනාද ගෙවීම් ප‍්‍රමාද කර ඇත.

වෙනත් වසරවලදී මේ සියලූ විභාග රාජකාරී සඳහා ගෙවීම් මාර්තු මාසය වන විට ගෙවා අවසන් කරන නමුත් මේ වසරට අදාලව තවමත් මෙම ගෙවීම් ප‍්‍රමාදවීමෙන් ගුරුවරු විශාල අපහසුතාවයකට මුහුණ දී සිටිති. ගුරුවරුන් සඳහා ජීවත්වීමට ප‍්‍රමාණවත් වැටුපක් ලබාදීමට බලධාරීන් කටයුතු කර නොමැති අතර ඒ නිසා වැටුප් වැඩිකරගැනීම සඳහා මේවන විටත් ගුරුවරු හා විදුහල්පතිවරු ඒකාබද්ධ අරගලයකට ප‍්‍රවේශවී සිටිති. එවන් තත්ත්වයක් යටතේ ඔවුන්ට ලැබිය යුතු දීමනාවන් පවා නොගෙවා සිටීමෙන් සිදුවන්නේ ඔවුන් තව තවත් ආර්ථික වශයෙන් පීඩාවට පත්වීමයි.

ඒ නිසා මෙම ගෙවීම් තවත් ප‍්‍රමාද නොකර වහාම ලබාදෙන ලෙස අප බලධාරීන්ට බල කර සිටිමු. එසේ නොවන්නේ නම් ගුරු සංගමයක් විදිහට අනෙකුත් ගුරු සංගම්ද සමඟ ඒකාබද්ධව වෘත්තීය ක‍්‍රියාමාර්ගවලට යාමට සිදුවනු ඇති බවද අවධාරණය කර සිටිමු. මෙම ගෙවීම් ප‍්‍රමාදවීම පිළිබඳ විමසීමේදී බළධාරීන්ගේ පිළිතුර වී ඇත්තේ ඒ සඳහා මුදල් නොමැතයි බවයි. ඒ අනුව ආණ්ඩුව ආර්ථික වශයෙන් වැටී ඇති බංකොළොත්භාවය ප‍්‍රකාශයට පත්වේ. නමුත් ගැටලූව වන්නේ විභාග දීමනාවත් ගෙවාගන්නට බැරි බංකොළොත් ආණ්ඩුව තඹ සතයකින් වුව සිය නාස්තිකාර වියදම් හෝ මර්දනය සඳහා කරනු ලබන වියදම් අඩුකිරීමට සූදානම් නොවීමයි.

අධ්‍යාපන ක්‍ෂේත‍්‍රය තුළ මේ ප‍්‍රශ්නය දිගින් දිටම පවතින අතර පසුගිය කාලයේදී ඌව පළාත් සභාව තුළ ගුරුවරුන් සඳහා ගෙවිය යුතු උත්සව අත්තිකාරම් දීමනා නොගෙවීම, ගුරු හිඟ වැටුප් වසර ගණනාවත් තිස්සේ නොගෙවා සිටීම ආදිය නිදසුන් කිහිපයක් පමණි. ඒ සඳහා දිගින් දිගටම සිදුවන අධ්‍යාපන ප‍්‍රතිපාදන කප්පාදුව ප‍්‍රධාන හේතුවක් වී ඇති අතර මෙම තත්ත්වය දිගටම පැවතිය හොත් ඉදිරියේදී ගුරුවරුන්ගේ වැටුපත් නොගෙවා සිටින තැනටම ආණ්ඩුව පත්විය හැකිය.

එය ගුරුවරුන් විෂයෙහි පමණක් නොව අනෙකුත් සියලූ සේවාවන්ටද පොදුවේ බලපෑ හැකි තත්ත්වයකි. ආණ්ඩුව ආර්ථික වශයෙන් බංකොළොත්වී ඇත්නම් ඒ ආණ්ඩුවේම වරදක් මිස රටේ ජනතාවගේ වරදක් නොවේ. ඔවුන් ක‍්‍රියාත්මක කළ වැරදි ආර්ථික ප‍්‍රතිපත්තිවල ප‍්‍රතිවිපාකවලට ජනතාව වගකිව යුතු නැත. ඒ නිසා උදාවෙමින් ඇති අනතුර හඳුනාගනිමින් සියලූ රාජ්‍ය සේවකයින් ලෙස සිය අයිතීන් වෙනුවෙන් අපි සියලූදෙනා එක්ව නැගී සිට සටන් කළ යුතු තත්ත්වයක් රට තුළ නිර්මාණය වෙමින් ඇති බව අපි අවධාරණය කර සිටිමු.

The Sri Lankan government on Monday inaugurated its fastest railway line, which has been built with the assistance of the Chinese government. Sri Lanka finished the construction of first 26.75-km Matara-Beliatta railway extension first time after the island nation got independent in 1948. The new railway line was inaugurated by Arjuna Ranatunga, Sri Lanka’s Transport and Civil Aviation Minister, Finance Minister Mangala Samaraweera, and other parliamentarians.

The project was financed by the Export-Import Bank of China (China Exim Bank) and the contract was awarded to the China National Machinery Import and Export Corporation. A major portion of the construction was carried out by the China Railway Group 5 (CR5) and Sri Lanka’s Central Engineering Consultancy Bureau (CECB). According to Sri Lankan media reports, the cost of the rail project was $278 million.

Chinese Foreign Ministry spokesman Lu Kang said, “The railway line is the first railway project contracted by the Chinese company in Sri Lanka under the BRI and it is indeed the first railway built after country’s independence.” The project will make regional transportation more convenient and facilitate  local economic and social development, said Lu Kang.

The construction of the rail track from Matara to Kataragama was started in 1991 by former president Ranasinghe Premadasa, reported Sri Lankan news portal. The Matara-Beliatta railway extension includes the longest and second longest railway bridges of 1.5 km and 1.04 km, respectively. The railway line also includes one of the tallest railway bridges, the longest railway tunnel and the most modern railway station buildings in the country.

China is Sri Lanka’s biggest lender. The country has made an investment of $8 billion in the island nation. Moreover,  Beijing already has a 99-year lease of Sri Lanka’s Hambantota port, as Colombo failed to repay Chinese debts.

Canadians to help Sri Lanka build 100-MW floating solar park

April 10 (Renewables Now) – The governments of Sri Lanka and Canada have signed a cooperation agreement for the construction of a 100-MW floating solar park in Sri Lanka’s Maduru Oya Reservoir.

The pact between Sir Lanka’s Ministry of Power and Energy and Business Development and the Canadian Commercial Corporation (CCC), a federal Crown corporation dealing with international trade issues, comes less than a month after Sri Lanka gave the go-ahead to the project in the Mahaweli Economic Zone. The scheme will be implemented by a joint venture of the Sri Lanka Mahewali Authority, state-run Ceylon Electricity Board (CEB), the Sri Lanka Sustainable Energy Authority and the Canadian Solar Institute.

The floating solar park will be coupled with battery storage capacity and will use less than 4% of the Maduru Oya Reservoir’s surface area. The first 10 MW of it will be become operational by the end November, while the whole complex is expected to switched on by end-September 2020.

The 100-MW project is part of a larger proposal calling for the construction of several such facilities across Sri Lanka.

Buying Power from Multinationals

Power Cuts to the extent of 2 to 3 hours has been the order of the day and the news is just out that we are about to buy 500MW of Power from three Multinationals Agrico, V Power included, our estimated excess requirements for the next 5 years..

What is also important is to note that we are due to buy power at 28 to 30 rupees a kv/hr, when our current rate is in the area of 24 rupees. 

Compare this price with the rate at which the USA produces power- at 5 cents (US) a kw/hr, which is around Rs. 8.5.

Why have we got into this plight of non having sufficient power. The immediate cause is that we have stopped the Sampur Coal Power Plant and all the sources we currently have cannot meet the demand.

I have been an ardent advocate of wind power ever since the day I gazed at the thousands of wind turbines at Altamont Pass, California turning out power. I stopped my Nissan 300ZX  by the roadside and gazed for over fifteen minutes, because I could not believe my eyes. I was wondering why we did not tap our mountain resource of wind power. At Altamont Pass the power of the wind was nothing like at Madugoda or Ohia, or Ramboda- many vantage points came to my mind- all places where I had  been almost blown off on my eternal  circuits.

I wrote, first to the LMD and the editor was kind enough to publish my Paper:” Candle in the Wind”. That was long ago.

I wrote again and again and questioned why Sri Lanka was always building the wind turbines on the coast and not on the mountains, when every country to which I have happened to travel- to Scotland, to England, to France, to Spain, to Portugal to the USA, to Canada- everywhere the authorities are building the wind turbines in the mountains and never at the coast

Finally my cry reached the ears of Kananga, the engineer who put up the wind turbines at Hambantota. He says that in Sri Lanka the environmentalists have declared that no wind turbines should be put up in the mountains. Instead they have to be on the coast.

I continued my crusade, supported by  the editor of the Sunday Observer and by Noor Nizam,  and finally I have written a book- a compendium of my writings which is due to be published shortly- WIND POWER FOR SRI LANKA’S POWER REQUIREMENTS..

I enclose a few sections of my conclusion and hope that this Paper will reach the higher portals for scrutiny.

10.Conclusion

I am pleased to submit the Papers I have so far written on Wind Power as a source of Energy, in a booklet in the sheer hope that someday this will be read by one of our leaders who will be convinced that Wind Power is the form of energy that Sri Lanka is blessed with in abundance and will get going all out.”

I have  summarized the case for concentrating on wind turbines to produce power

Firstly, the country will not depend on the supply of coal and oil for power plants and the country can save all the millions and billions  being spent today to import oil and coal.

Secondly it will provide employment for thousands in erecting the turbine towers, in establishing the wind turbines and in the manufacture of the turbine mechanism itself at the later stages. In my travels in France, Spain and Portugal I have seen workers making  the towers, blades, transporting them in long trucks, erecting the towers and maintaining them. That is no difficult task for our engineers and workers.

 One of my readers happened to be an engineer, Mr Kanaga. who was involved with establishing the five wind turbines at Hambantota, the first to be built in Sri lanka. What is most interesting in his comment which I have totally enclosed in this book, is that the  environmental lobby had decided that the turbines should only be erected on the coasts and not in the mountains where there is ample wind force.

Kanaga, that engineer supports my recommendation that  we should use the wind in our mountain area to provide the energy we need.

To my mind it is a crime not to use the wind power available and to spend millions and billions to purchase oil and coal.”

Many opine that wind is undependable.  To them my answer is that the wind is an utterly dependable source of energy. Spain has gone all out to build wind turbines and even sells power to France.

A reader of my Papers, Susantha Wijeytileke has even commented that once at Madugoda he saw a cyclist being blown off the road by the power of the wind.

I must mention that I am not alone in advocating the siting of wind turbines in the mountainous areas of Sri Lanka.

In Windfair, on line  editorial journalist  Trevor Sievert  quotes Lakshman Guruswamy, Sri Lanka has the potential to generate 24,000 MW electricity from wind.” (http://w3.windfair.net/wind-energy/news/1q543-sri-lanka-high-wind-energy-potential) Professor Guruswamy further states that studies have shown that nearly 5000 square KM of windy areas are available for potential wind power generation in Sri  Lanka.” (Dated 12/04/2018.)

In  www.windpower.lk, it is stated that in wind power the potential for Sri Lanka  is 20,740MW”

Wind Power in Sri Lanka,a publication by The Asia Business Office (//www.asiabiomass.jp/English/topics/1601_04.html) states that the wind potential in Sri Lanka is 20,740 MW. In  its words there is strong potential for wind power in the North Western coastal regions of Northern Province, the highland areas of the Central Province, Sabaragamuwa and Uva.”

This Study  states that the windy land   can provide 50,000 MW.”.

My thanks are also due to the Editor of the Sunday Observer.lk who in Let there be Light” (Sunday Observer:06/09/2009) commented that my suggestions are very valuable. Referring tro my suggestion that the wind power in the Central Highlands should be harnessed says, This is a timely and valid proposal and the authorities should take  appropriate action to locate wind turbines in  areas which will enable them to reach their maximum potential.”

I am also thankful for Noor Nizam for his Wind Energy Electricity generation is a reality” (Sri Lanka Guardian:27/08/2009)  In his words, Garvin should be commended for his boldness to take to task the lethargic and selfish bureaucrats on this issue of renewal energy development of electricity energy in Sri Lanka…. His message should be well taken  by others too handling  national planning and development strategies  to assist the little island of 21 million to come out of the rut of poverty, misery, the destruction of the civil war and the dependence on foreign powers.”  He adds in the affirmative, As Garvin Karunaratne  wishes Wind Energy Electricity Generation  will be a reality in Sri Lanka for the next generation”.  It is my fervent hope that this will be realized.

The contents of this book convinces any sane thinking person that wind power can be harnessed. We have to learn from mistakes, not make the mistakes rule us. As a country we have to find ways and means of forging ahead,  heedless.

This study proves  beyond all doubt that there is ample wind capacity in Sri Lanka for self sufficiency in our power requirements through harnessing the wind.. There is no question about this..

I am dead certain that Sri Lanka can become self sufficient in all its power requirements not for its present stage but also for its future development through using wind power. The wind power in the Central and Sabaragamuwa Hills is vast. Methods and systems have to be found to harness this energy. However as long as we build wind turbines on the coastal areas and ignore the areas where there is real wind power and satisfy ourselves with studies of the difficulties and constraints,  our attempt will be like  that of a squirrel trying to empty the water in the ocean , carrying a bit of water on its tail,  endless.”

Let us try to look at our situation today. We are short of around 500 MW and we are purchasing it from Power Suply Multinationals and that at a staggering high cost of Rs 28 to Rs 30 per kw/hr. In short we are unable to avoid the power cuts totally.

I am of the firm opinion that Sri Lanka can become self sufficient in all its requirements of power through erecting a few hundred wind turbines in our hill country. Working in the Administrative Service my home was in the hills at Nuwara Eliya, at Kandy, at Kegalla, at Ratnapura, at Matara(including Sinharaja) and for the full eighteen years I worked my traveling claim on circuits equalled or at times surpassed my salary. 

I am aware that some foreign experts have ruled that the coastal areas in Puttlam are ideal. The foreigners would have seen Puttlam. I am dead certain. Why were they not housed in the Forest Circuit Bungalow at Ohia. My take is these days even the prestigious IMF clandestinely made President Jayawardena and Minister Ronnie de Mel accept the neoliberal development model of Milton Friedman and we all fell a prey resulting in Sri Lanka becoming indebted. Anyone doubting can read my book: How the IMF Sabotaged Third World Developmenmt(Godages/Kindle).

Even if our leaders decide to go ahead with Sampoor, it will easily take four years and a massive loan, which we have to pay back.

Instead, let me recommend that our leaders decide to put up a few hundred wind turbines in our hills, instead of building them on the coast trying to fool our leaders that wind pohey have actually become steamrollerwer does not work.

Let me make a suggestion. On my recent visit to worship the Avukana Buddha statue I saw thin tall concrete pillars made by our State Engineering Corporation holding the canopy.  Let us find the engineers who designed it and the unit that made it and ask them to design and make the wind turbines. I am certain that they can do that task. Import the turbine mechanism and get them installed.  Let our Administrators who have got blown off on circuit decide the sites. We have had administrators who knew no lunch intervals and no hours when they get activated. They become steamrollers, urging ahead, unstoppable even facing the wrath of local Ministers who at best can get them an immediate transfer. They would pack their bags and move on to another assignment, yet moving as steamrollers. Our leaders have to find them  and get them going.

If only our President will dare to get into the shoes of our great leader D.S. and get going in the manner DS directed the colonies and Gal Oya, and allow a few of us administrators to tackle this task it can be done. In my days we did  similar tasks. We can be self sufficient in all our Power requirements in a single year. I am dead certain about that. The foreign exchange needed to import the power sets can easily be re couped within six months. The rest of the expenses is in local Rupees- printed money. We will create employment for thousands and save foreign exchange in millions of dollars. We do not require any foreign exchange or foreign loans. Just buy the power sets with the dollars being used to buy coal and oil. That was how I secured an allocation of dollars to buy dyes for the Crayon Factory at Deniyaya in 1972. It was from the funds separated to import crayons. Minister Illangaratne and Controller Harry Guneratne  saved foreign exchange by reducing the imports of crayons.

These words come from a son of Sri Lanka who as the Commonwealth Fund Advisor on Youth to the Ministry of Manpower in Bangaladesh did design and establish the Youth Self Employment Programme of Bangladesh in two years- resulting in an ongoing programme which has guided over two million youths(upto 2011) to become self employed. An entire Ministry of Youth spend 95% of itstime to find drop out children, train and motivate them to become entrepreneurs- 160,000 a year>  It is easily the premier employment creation programme in the world today. That was a task which the ILO had failed to do in Bangladesh in the earlier three years.

It is a far  easier task to get a few hundred wind turbines erected than to motivate and guide youths to become entrepreneurs.

The vicious cycle of increasing election related govt. expenditure, increasing govt. debt and increasing taxation

According to the provisions in the Budget for 2019, all government servants are to be given a special allowance of Rs. 2,500. Pensions are to be increased. Samurdhi benefits are to be extended to an additional 600,000 families. Existing Samurdhi beneficiaries are to be allowed to withdraw up to Rs. 30,000 in two instalments this year from their accumulated funds in the Samurdhi Banks as spending money for the New Year and Christmas. The newly set up Office of Missing Persons is to pay a monthly allowance of Rs. 6,000 each for the families of all missing persons until the Office of Reparations is established and a larger sum paid. The fact that this is an election year, will naturally lead many people to suspect that all these provisions are election related.

The government seeks to justify extending Samurdhi benefits to an additional 600,000 families on the grounds that ‘deserving families’ had been kept out of the scheme for political reasons. It appears that the government suddenly became aware of that alleged long standing injustice only after ruling the country for over four years. The rhetoric of the government makes it obvious that the additional 600,000 Samurdhi recipients will be selected on political criteria for reasons more to do with elections than with poverty alleviation. There is an inherent contradiction in the government claiming on the one hand that poverty has been reduced and then increasing the number of Samurdhi recipients by over 40%. Furthermore, spending money for the New Year and Christmas is being released from the compulsory savings of Samurdhi recipients in 2019 when such a thing never happened in previous years. After releasing Rs. 30,000 in a single year, it is obvious that there will no money to be released in that manner in the coming years.

The purpose of having compulsory savings for Samurdhi recipients is to encourage the savings habit and to enable them to utilize that money for self-employment and other livelihood related activities. We have not heard of the compulsory savings of Samurdhi recipients being released as spending money for festivals. Except for this Rs. 30,000 coming out of the compulsory savings of the Samurdhi recipients, all the other measures mentioned above will result in an increase in government expenditure. Through their first Budget in 2015, the yahapalana government gave a special allowance of Rs. 10,000 to all government servants, reduced the price of fuel and gas and certain foodstuffs so as to win the Parliamentary election on August 2015. Thereafter, the taxes collected from the people were increased from Rs. 1,050 billion in 2014 to Rs. 1,355 billion in 2015 – an increase of Rs. 305 billion in a single year.

Such an increase would have been spread out over at least three years under my government. As a matter of policy, we kept the year-on-year increase in taxes within the range of Rs. 50 to 100 billion a year so as not to oppress the public. Under my presidency, the economy grew at an average annual rate of 6% from 2006 to 2009 despite a raging war and at 7.4% in the five post war years from 2010 to 2014. No government in post-independence history has achieved an average growth rate of 6% leave alone 7.4%. Because of that growth, the economy was able to absorb the relatively modest annual increases in taxation under my government. In 2019, the government hopes to collect Rs. 2,077 billion as taxes – twice the amount that was collected 2014. All that money is to be wrung out of the public in a context where the annual growth rate has declined to 5% in 2015, 4.5% in 2016, 3.1% in 2017 and it is expected to be around 3% in 2018.

The total outstanding government debt increased from Rs.7,391 billion in 2014 to more than Rs. 11,859 billion by the end of 2018 – an increase of 62%. This increase in debt has been incurred for no other purpose than paying for the cost of inducing people to vote for the yahapalana government. These enormous borrowings were not spent on any development work. When government salaries are increased, and various other concessions given, it may give the recipient the feeling that he has got something. But very soon, he finds that whatever is given by this government with one hand is taken away by the other. Due mainly to excessive taxation and currency depreciation, any salary increase given by this government disappears almost immediately.

The Rupee depreciated from Rs. 131 to the Dollar at the end of 2014 to reach around Rs.180 under yahapalana rule, driving up the prices of all imports. Under my government, taxes were much lower, and the exchange rate was controlled to prevent increases in the prices of imports. So whatever was given by my government as salary increases actually stayed in the hands of the recipients. The yahapalana finance minister who became popular by increasing government salaries by Rs. 10,000 and reducing the prices of fuel and foodstuffs was forced out of the finance ministry and assigned the foreign ministry within a couple of years after he became unpopular for increasing taxes to pay for those concessions. That gives an indication of the turnaround time between doling out concessions to win votes and having to pay for them under the yahapalana government.

Sri Lanka is now caught up in a vicious cycle of increasing government spending for the electioneering needs of the incumbent government, heavy borrowing to finance that expenditure and increased taxation of the public to service those loans.

2019 අයවැයට අනුව සියලුම රජයේ සේවකයින්ට රුපියල් 2,500ක විශේෂ මාසික දීමනාවක් දීමට නියමිතය. විශ්‍රාම වැටුප් ඉහළ දැමීමට නියමිතය. පවුල් 600,000ක් අලුතින් සමෘද්ධි ලාභීන් හැටියට බඳවා ගැනීමට නියමිතය. දැනට සිටින සමෘද්ධි ලාභීන්ට මෙම වසරේ තමන්ගේ අනිවාර්ය ඉතිරි කිරීම්වලින් අලුත් අවුරුද්දට හා නත්තලට වියදම් කිරීමට කොටස් දෙකකින් රුපියල් 30,000ක් මුදා හැරීමට නියමිතය. අලුතින් පිහිටුවන ලද අතුරුදහන්වුවන්ගේ කාර්යාලය විසින් සියලුම අතුරුදහන් වු පුද්ගලයින්ගේ පවුල්වලට රුපියල් 6,000ක මාසික දීමනාවක් ගෙවීමටත්, එම දීමනාව වන්දි කාර්යාලය පිහිටුවා වන්දි මුදල් ගෙවනතුරු පවත්වාගෙන යෑමටත් නියමිතය. මෙය මැතිවරණ වසරක් වන නිසා මේ සියල්ල මැතිවරණයට සම්බන්ධයක් තිබෙන බවට බොහෝ අය සැක කරනු ඇත.

ආණ්ඩුව තවත් පවුල් 600,000කට සමෘද්ධි ප්‍රතිලාභ ලබා දීම සාධාරණීකරණය කරන්නේ දේශපාලන හේතුන් මත සමෘද්ධිලාභීන් විය යුතු පවුල් විශාල ගණනකට එම ප්‍රතිලාභ අහිමි කර තිබු බව කියමිනි. මේ ආකාරයට දිගුකාලයක් තිස්සේ පැවතුනා යැයි කියන අසාධාරණයක් ආණ්ඩුවේ අවධානයට යොමු වී ඇත්තේ අවුරුදු හතරකට වඩා කාලයක් රට පාලනය කිරීමෙන් පසුව වීම මවිතයට හේතුවකි. ආණ්ඩුව මේ ගැන කරන ප්‍රකාශ වලින් පැහැදිලි වන්නේ අලුතින් බඳවා ගන්නා සමෘද්ධිලාභින් 600,000ය දේශපාලන නිර්ණායක මත තෝරා ගන්නා බවය. මෙවැන්නක් ඔවුන් කරන්නේ දුගීභාවය තුරන් කිරීම පෙරදැරි කරගෙන නොව ඡන්දය පෙරදැරි කරගෙන බව පැහැදිලිය. රටේ දුගීභාවය අඩු කළ බව කියන අතරම සමෘද්ධි ලාභීන්ගේ ගණන  42% කින් වැඩිකිරීම තුළ නෛසර්ගික පරස්පරතාවයක්ද ඇත. එමෙන්ම සමෘද්ධිලාභීන්ගේ අනිවාර්ය ඉතුරුම්වලින් අලුත් අවුරුද්ද හා නත්තල වෙනුවෙන් වියදම් කිරීමට මුදල් ලබා දීම වෙනත් වසරවලදී සිදු කර නැත. එක් අවුරුද්දක් තුල රු.30,000ක් මුදා හැරීමෙන් පසු ඉදිරි අවුරුදු වලදී එවැනි දීමනා ලබා දීමට මුදල් නැතිවන බවද පැහැදිලිය.

සමෘද්ධි ලාභින් සඳහා අනිවාර්ය ඉතුරුම් පවත්වාගෙන යන්නේ ඔවුන් තුළ ඉතිරි කිරීමේ පුරුද්ද ඇතිකිරීමටත්, ස්වයං රැකියා හා ජීවනෝපාය පවත්වාගෙන යෑම වැනි කටයුතුවලට යෙදවීම සඳහාය. උත්සවවලට වියදම් කිරීම සඳහා සමෘද්ධිලාභින්ගේ අනිවාර්ය ඉතිරි කිරීම් මුදා හැරීමක් ගැන මීට පෙර අපි අසා නැත. සමෘද්ධිලාභින්ගේ ඉතිරිකිරීම් වලින්  මුදාහැරීමට නියමිත මේ රුපියල් 30,000 හැරුණු විට ඉහත සඳහන් කරන ලද සියලුම සහන හේතුවෙන් ආණ්ඩුවේ වියදම් විශාල වශයෙන් වැඩි වනු ඇත. 2015 යහපාලන ආණ්ඩුවේ පළමු අයවැයෙන් සියලු රජයේ සේවකයින්ට රුපියල් 10,000ක විශේෂ දීමනාවක් දීම, ඉන්ධන හා ගෑස් මිල මෙන්ම ඇතැම් ආහාර ද්‍රව්‍ය වල මිල පහත දැමීමද සිදුවිය. මෙයින් ඔවුන් බලාපොරොත්තු වුයේ 2015 අගෝස්තු මහ මැතිවරණය ජය ගැනීමය. ඉන්පසුව ඔවුන් කලේ 2014 දී රුපියල් බිලියන 1,050ක්  වු ආණ්ඩුවේ සමස්ථ බදු ආදායම 2015 අවුරුද්ද ඇතුළතම රුපියල් බිලියන 1,355ක් දක්වා වැඩි කර ගැනීමයි. මෙය එක් අවුරුද්දක් තුළ රුපියල් බිලියන 305 ක වැඩිවීමකි.  

රුපියල් බිලියන 305 ක් යනු අපේ ආණ්ඩුව යටතේ නම් අවම වශයෙන් අවුරුදු තුනක් පමණ මුළුල්ලේ සිදු කළ බදු වැඩි කිරීමකට සමාන මුදලකි. මහජනතාවට පීඩාවක් ගෙන නොදීම සඳහා අපි ප්‍රතිපත්තියක් හැටියට වසරකට සමස්ථ බදු ආදායම වැඩි කිරීම රුපියල් බිලියන 50 සිට බිලියන 100 දක්වා සාධාරණ පරාසයක් තුළ පවත්වාගෙන ගියෙමු. අපේ පාලන සමය තුළ 2006 සිට 2009 දක්වා දරුණු යුද්ධයක් තිබියදී වුවත් ආර්ථිකයේ සාමාන්‍ය වර්ධන වේගය වසරකට 6% ක් විය. යුද්ධය අවසන් වු පසු 2010 සිට 2014 දක්වා වූ වසර පහේදී  සාමාන්‍ය ආර්ථික වර්ධන වේගය 7.4% දක්වා වැඩි විය. නිදහස ලැබුණ දා සිට කිසිම ආණ්ඩුවක් 7.4%ක තබා 6%ක සාමාන්‍ය  වර්ධන වේගයක්වත් පවත්වාගෙන ගොස් නැත. අපේ පාලන සමය තුළ ආර්ථිකය ඒ ආකාරයට වර්ධනය වු නිසා ඒ කාලයේ පනවන ලද සාධාරණ බදු ආර්ථිකයට ඉතා පහසුවෙන් අවශෝෂණය කර ගැනීමට හැකි විය.  

2019 වසරේදී වත්මන් ආණ්ඩුව රුපියල් බිලියන 2,077ක සමස්ථ බදු ආදායමක් මහජනතාවගෙන් එකතුකර ගැනීමට බලාපොරොත්තු වේ. එය 2014 දී එකතු කළ බදු ආදායම මෙන් දෙගුණයකි. ඒ ආකාරයට මහජනතාවගෙන් මොවුන් මුදල් ලබා ගැනීමට බලාපොරොත්තු වන්නේ ආර්ථිකයේ වර්ධන වේගය 2015 දී 5% දක්වාත්, 2016 දී 4.5% දක්වාත්, 2017 දී 3.1% දක්වාත්, අඩුවී තිබෙන තත්වයක් තුළය. 2018 වර්ධන වේගයද 3% ක් පමණ නොඉක්මවන බවට ගනන් බලා ඇත. මේ අඩු වර්ධන වේගය නිසා රටේ ජනතාවට වත්මන් ආණ්ඩුවෙන්  පනවන ආකාරයේ බදු බරක් දැරීමට ශක්තියක් නැත.

රජයේ සමස්ථ ණය බර 2014 අවසානයේදී රුපියල් බිලියන 7,391ක් වු අතර, 2018 අවසන් වන විට එය රුපියල් බිලියන 11,859ක් ඉක්මවා 62% කින්  වැඩි වී තිබුණි. මේ ආකාරයට ආණ්ඩුවේ ණය බර වැඩි වුයේ යහපාලන ආණ්ඩුවට ඡන්දය දැමීමට මිනිසුන් පොළඹවා ගැනීමට ගිය වියදම් පියවා ගැනීමට මහා පරිමාණයෙන් ණය ගැනීම නිසාය. මේ දැවැන්ත ණය කන්දරාවෙන් පසුගිය අවුරුදු හතර මුළුල්ලේ කිසිදු සංවර්ධන වැඩක් සිදු වී නැත. ආණ්ඩුවෙන් වැටුප් වැඩි කරන විට නැතිනම් වෙනත් සහනයක් ලබා දෙන විට ඒ සහන ලැබූ අය තමන්ට යමක් ලැබුණා යැයි සිතා සතුටු වේ. නමුත් වත්මන් ආණ්ඩුව එක් අතකින් දෙන දෙය අනෙක් අතින් ඉතා ඉක්මනින් ඩැහැ ගනී. වත්මන් ආණ්ඩුව යටතේ සිදුවන කෙළවරක් නැති බදු ගැසීම  හා රුපියලේ අගය කඩා වැටීම නිසා ලැබෙන වැටුප් වැඩිවීම් ඉතා ඉක්මනින් අතුරුදහන් වේ.

2014 දී ඇමරිකානු  ඩොලරයට රු.131ක් වු විනිමය අනුපාතය යහපාලන ආණ්ඩුව යටතේ  රුපියල් 180 දක්වා වැඩි වීම හේතුවෙන් සියලුම ආනයනික භාණ්ඩවල මිල ඉහළ ගොස් ඇත. අපේ  ආණ්ඩුව පැවති සමයේදී මහජනතාවට දැරීමට සිදු වු බදු බර අදට වඩා බෙහෙවින්ම අඩු වු අතර ආනයනික භාණ්ඩවල මිල වැඩිවීම වැලැක්වීම සඳහා විනිමය අනුපාතයද අපි පාලනයකට යටත් කොට පවත්වාගෙන ගියෙමු. එම නිසා අපේ ආණ්ඩුව විසින් ලබාදුන් වැටුප් වැඩිවීම වැනි සහන සත්‍ය වශයෙන්ම ජනතාවගේ අතේ රැදිණි. රජයේ සේවකයින්ට රුපියල් 10,000ක විශේෂ දීමනාවක් ලබා දී ඉන්ධන හා ඇතැම් ආහාර ද්‍රව්‍ය වල මිල අඩු කළ පළමු යහපාලන මුදල් ඇමතිවරයා අවුරුදු දෙකක් වැනි කෙටි කාලයක් තුළ බදු වැඩි කිරීම හේතුවෙන් ජනප්‍රියතාවයෙන් පිරිහුණු නිසා ඔහුව මුදල් අමාත්‍යංශයෙන් ඉවත් කොට විදේශ අමාත්‍යංශයට  යවනු ලැබුවේය. යහපාලන ආණ්ඩුව විසින් සහන ලබාදිම, හා ඒ හේතුව නිසාම වැඩියෙන් බදු ගෙවීමට පටන් ගැනීමට සිදුවන කාල පරාසය පිළිබඳව යම් අදහසක් ඒ සිදුවීමෙන් අපට ලබාගත හැක.

පවතින ආණ්ඩුවේ මැතිවරණ අවශ්‍යතා සඳහා ආණ්ඩුවේ වියදම් වැඩි කිරීම, එම වියදම් පියවීම සඳහා  මහා පරිමාණයෙන් ණය ගැනීම, හා එසේ ලබා ගත් ණය ගෙවීමට මහජනතාව මත මහා පරිමාණයෙන් බදු බර පැටවීම යන විෂම චක්‍රයට ශ්‍රී ලංකාව අද  හසුවී සිටී.

Neoliberal economic invasion of SL led by U.S.

BMost people in Sri Lanka are unhappy (Sri Lanka has dropped from the 116th place to the 130th place in the United Nations global ‘Happiness Index,’ out of 156 countries, this year), deeply concerned and bewildered by what is going on in our country. They keep asking what is happening, what is going to happen?”. The Ranil Wickremesinghe (RW) Administration is breaking down, and instead of the promised good governance there is a failure of governance, featured by open corruption from the very top, waste, disregard for the law of the land including the Constitution, nepotism, partisan abuse of State resources and lack of clear and consistent policy decisions, leading to a collapse of most utility services. 

The level to which the RW-led Government has sunk is clear from one example: The day light robbery at the Central Bank which is covered up and not taken up by the Financial Crimes Investigation Division (FCID), set up to take speedy action against financial fraud. The FCID has failed to get the evidence even to back up the serious allegations made against the previous regime, and is being used mainly to harass and take revenge from RW’s political opponents. There is a growth of the underworld and an increase in the drug trade with a breakdown of societal values. 

Administration and society itself is in a State of virtual chaos.


The economy too is in deep crisis bordering on bankruptcy. Prices are soaring, incomes are falling, personal debt is widespread, poverty, malnutrition and suicides are on the rise. The average economic growth rate has dropped from 7 per cent, during the Mahinda Rajapaksa (MR) regime, to 3 per cent with the RW regime. Small and medium-sized enterprises (SMEs) are closing down. Foreign debt has soared, reaching a debt repayment level of US$ 6 billion for this year, and similar levels for the next five years. The wrong tax policy, where 87 per cent of Government income comes from the people (99 per cent) and only 13 per cent is from the rich (1 per cent) is a major factor causing the adverse foreign trade balance, where the cost of imports is double the export earnings. The increased demand for US dollars (USD) has led to more and more foreign borrowing by the RW Government, and also opened the door for the sale of our assets to multinational corporations (MNCs), which had been banned earlier.


Superficially, these appear to be an outcome of mere incompetence and the clash of policies and personalities at the top. But they are part of, and hide, a well thought out and meticulously executed plan that commenced with the foreign plot led by the USA that toppled the MR regime in 2015, and installed a UNP/SLFP Unity Government, really led by RW. It is a part of the USA global pattern of regime change to install puppet regimes to implement neoliberal change.


Neoliberalism


Neoliberalism originated at a meeting of leading capitalist economists held in France in 1947, led by Prof. Milton Friedman, Head of the USA’s Chicago School of Economics, among others. These ideas were aimed at finding a means of sustainably emerging from the deepening global crisis of capitalism which was affecting the USA and Europe worst. The basic concept was that State regulation of the economy should be taken over by market forces. There should be maximal privatisation of the State sector. 

The development of the individual and private companies, maximising their profit, should be supported by the State, and not impeded in any way. Any action of the State for the common good that interferes with the advancement of the individual or private company is considered to be against human and fundamental rights. In fact, these ideas are included in the USA’s company law. The welfare State must be dismantled and handed to the private sector. With globalisation, the barriers of the nation State, acting in the interest of its people and national economy must be removed, to enable the free flow of money, goods, and services across countries. 

This enables private capital and giant multinational corporations from the USA and Europe to freely exploit our resources, like in the colonial period, without the need to physically occupy our territory. What is required is to have a puppet regime in power, which will facilitate the implementation of the neoliberal agenda. To ensure that this would be done globally the Washington Consensus was signed in the 1970s between the Government of the USA, the International Monetary Fund (IMF), and World Bank (WB).

Role of USA/IMF/World Bank

To compel our countries to fall in line with this neoliberal agenda, the internal policies should make us fall into a position of increased foreign debt. For this, our USD outflows should exceed inflows, by making Sri Lanka give up its self-sufficiency policy and become import-dependent. By minimising the tax burden on the rich (24 per cent upper slab), they can increase the import of luxuries (vehicles and similar items). 

The Government is thus forced to take more and more foreign loans and get deeper into debt. The IMF/WB then step in to help with concessionary loans (around 6 per cent interest), provided we conform with their conditions. This includes the complete dismantling of the welfare State and its sale to local and foreign private capital. Along with this the ban on the sale of land, and our national assets to foreigners, should be removed. The restriction of land holdings to 50 acres must go. The door must be opened for the free outflow of profits. The UNP Government has agreed with the IMF so that foreign MNCs can take over our economy.


One would expect RW as Premier not to allow such a thing to happen. But he is also Chairman of the Asia-Pacific Chapter of Conservatives International (headed by the Republican Party of the USA) and it this role that he fulfils. Agreements enable the USA military to make full use of our bases, including Trincomalee, and US troops while here are not bound by Sri Lankan law, but that of the USA. 

The UNP has surrendered our independence and sovereignty. In addition, the proposed Labour legislation, (12-hour working day, Saturday half a day with no salary increase) will help foreigners to further exploit our workers. The draconian Counter Terrorism Act (CTA) will enable the ruling Party to establish a Police State, and stay on in power without elections.

Court told “Madush to be deported”

Deputy Solicitor General (DSG) Dileepa Peiris informed Colombo Fort Chief Magistrate Ranga Dissanayaka today (9) that underworld kingpin Makandure Madush, who is currently detained by the Bur Dubai Police, is to be deported to Colombo during the course of this week.

He was representing the Attorney General when the case against imprisoned former Deputy Inspector General of Police Nalaka de Silva was taken up for hearing at the Colombo Fort Chief Magistrate’s Court today.

Nalaka de Silva is a suspect in the alleged plot to assassinate the President and former Defence Secretary Gotabaya Rajapaksa.

Magistrate Dissanayaka ordered the Criminal Investigation Department to submit the evidence related to the case when it is next taken up for hearing on 23 April.

The Court also announced that at the next hearing it will be decided on whether to enlarge the suspect de Silva on bail or not.

Magistrate Dissanayaka also ordered the CID to provide security to the Operations Director of Anti-Corruption Force, Namal Kumara, who spilled the beans regarding the alleged assassination plot, under the provisions of the Assistance to and Protection of Witnesses and Victims of Crime Act

Gota committed to giving up US citizenship: SLPP

Amid reports of lawsuits being filed against former defence secretary Gotabaya Rajapaksa in the US, the Sri Lanka Podujana Peramuna (SLPP) said he had made an irrevocable decision to renounce his US citizenship despite it being the best source of protection against allegations of war crimes.

At a news conference SLPP chairman G.L. Peiris referred to the remarks made by Secretary of State, Mike Pompeo on Friday that international officials trying to prosecute American military personnel will not be allowed to enter the US.

We are determined to protect the American, allied, and civilian personnel from living in fear of unjust prosecutions for actions taken to defend our great nation,” Mr. Pompeo told reporters at the State Department.

Commenting on these remarks Prof. Peiris said Mr. Rajapaksa as a US citizen had the best protection from war crimes allegations but however he would say goodbye to all these facilities by renouncing his US citizenship.

He said he wondered how frivolous attempts by some elements could thwart the renunciation of his US citizenship. Prof. Peiris said the attempt by Sunday Leader Editor Lasantha Wickramatunga’s daughter Ahimsa was in connection with an incident that took place more than ten years ago. He said there was another action being pursued against Mr. Rajapaksa in connection with an incident that took place in 2007.

Prof. Peiris said Mr. Rajapaksa had visited the US every year, but no case had been filed. However, he said the action which had been initiated so suddenly could be connected to the presidential election.  (

Namal Kumara to be given witness protection

The Colombo Fort Magistrate’s Court today instructed the police to provide necessary security to anti-corruption activist and police informant Namal Kumara, under the victims and witness protection act.

The attorneys representing Namal Kumara had requested from the court that police security be provided for their client, who is a main witness in the case pertaining to the alleged VIP assassination plot, under the aforementioned act.

When the case was taken up for hearing today (9), the magistrate allowed the request and instructed the Criminal Investigations Department (CID) to proceed with the request and make the necessary arraignments. 

Meanwhile former DIG Nalaka de Silva, who was arrested by the CID over the suspected plot to assassinate President Maithripala Sirisena and former Defence Secretary Gotabaya Rajapaksa, was further remanded until April 23.

In September last year, the self-styled Director (Operations) of Anti-Corruption Movement, Namal Kumara had revealed information of the conspiracy and the alleged conversations that he has had with former DIG Nalaka de Silva regarding the assassination plot.

The CID subsequently commenced investigations regarding the alleged conspiracy and has recorded statements from both Namal Kumara and the former DIG on multiple occasions.

Nalaka de Silva, the former Director of the Terrorism Investigation Division (TID) was arrested by the CID on October 25, 2018.
