ජනමාධ් නිවේදනයයි ජාතික භික්‍ෂු පෙරමුණ

දෙමුහුන් ආණ්ඩුව තතන තතනා සිට කළ ඇමති මාරුවෙන් පෙන්නුම් කරන්නේ කුමන වෙස් පැලැන්දුවත් නටන්නේ බීපු ඇදුරා බවයි. රටට අවශ්‍යව ඇත්තේ තත්වයේ වෙනසක් නැතිව ස්ථාන මාරුවලින් කරන ඇස් බැන්දුම් ඇමති මාරුවක් හෝ මුහුණු මාරුවක් නොව 69 වසරක් තිස්සේ ජනතා ගැටලූ වලට උත්තර නැති මේ පිරිහුණු ධනපති ක‍්‍රමය වෙනුවට සමස්ථ ක‍්‍රමයේ මාරුවකි.

    මෙවර ඇමති මාරුව ගැන ජනතාවට සිතෙන්නේ ”වෙස් මුහුණු බැඳන් ආවට අපි නෑ රැවටෙන්නේ ” කියා මිස දැන් අපේ සියලූ ගැටලූ මේ ඇමති මාරුවත් සමග සිදුවේය කියා නොවේ. තවද මෙවර ඇමති සංශෝධනය මෛතී‍්‍ර පිළ හා රනිල් පිළ යන පිල් දෙක අතර උග‍්‍රවන ගැටුමේ ප‍්‍රකාශනයකි. නොපෑහෙන දීගයක් කන දෙමුහුන් ආණ්ඩුවේ නොගැලපීම දැන් දැන් වැඩිපුර සමාජගතවෙමින් ඇත. කැබිනට් ප‍්‍රකාශක තනතුරු, මුදල් අමාත්‍යංශ ඇමති මාරු ආදී මේ සියලූ කි‍්‍රයා අතර ඇත්තේ නොගැලපීමේ ගැටුමයි.
 
    ”කිරි දියෙනි දෙවියත් අඟුරු සුදුවන කලෙක් නම් නැත් ”කියා කීවා සේ පක්‍ෂ මාරු කර කර, පාට මාරු කර කර රට ගැන, ජනතාව ගැන කිසිදු හැඟීමක් නැතිව නාස්තිකාරයින් පිරිසක් වී සිටින මේ ඇමතිවරුන්ට අමුතුවෙන් කළ හැකි කිසිවක් තවත් ඇතැයි අපි නොසිතමු. අද මුළු රටටම හෙණ ගෙඩි වන් විපතක් වී ඇත්තේ රටට බරක් වී ඇති මේ ඇමති කට්ටුවේ කි‍්‍රයාකාරකම්ය.

    ජනාධිපතිවරයාටත්, අගමැතිවරයාටත් රට ගැන සිතා කරනවා නම් කළ යුතුව තිබුණේ වහාම රටට බරක් වී ඇති, නාස්තිකාර මේ ඇමති මණ්ඩලය වහා අඩුකර, නාස්තිකාර වියදම් කපා හැර ඵලදායී අර්ථවත් කි‍්‍රයාවලියකට ආණ්ඩුව මෙහෙයවීමයි. වැටත් නියරත් ගොයම් කන මේ ආණ්ඩුවට හා ඊට නායකත්වය දෙන මේ දෙපලට එවැන්නක් සිතෙන්නෙවත් නැතිබව ජනතාව දැනගත යුතුය.
 
    අඩු තරමින් මැති ඇමතිවරුන්ට වැළඳී ඇති රථ ගායවත් පාලනය කිරීමට නොහැකි ජනාධිපති, අගමැති ප‍්‍රමුඛ ආණ්ඩුව ඇමති සංශෝධන කියා තව මොන වෙස් පැළැන්දුවත් නටන්නේ බීපු ඇදුරා බව ජනතාව අවබෝධ කරගත යුතුබව අප ජනතාවට නැවත අවධාරණය කරන්නේ ඒ නිසයි.
 
    මැති ඇමතිවරු පුද්ගලික මුදලින් කවර ප‍්‍රමාණයේ වාහන මිලදී ගත්තද කම් නැත. අඩුතරමින් රථ ගාය ඇති මැති ඇමති වරු මහජන මුදලින් මිලදී ගෙන ඇති කෝටි 4, 5 සිට කෝටි 30, 60 දක්වා වූ වාහන සියල්ල වෙන්දේසිකොට සියලූ මැති ඇමතිවරුන්ට මහජන මුදලින් එක් වාහන වර්ගයක් හෝ අඩුතරමින් කෝටි 2 උපරිමයට යටත්කොට වාහනයක් ලබාදීමට මේ ආණ්ඩුවට තීරණයක් ගත හැකිව ඇත.

    අපි ජනාධිපතිතුමාට හා අගමැතිතුමාට අභියෝගාත්මකව කියා සිටින්නේ හැකිනම් ජනතාවට ආදර්ශයක් පෙන්වමින් මේ තීන්දුව භාවිතාවට නගන ලෙසයි. එසේ කරන්න සිතන විටම ආණ්ඩුවේ ආයුෂ නිමාවන බව මේ දෙදෙනාම දන්නා කරුණකි.
 
    මේ ඇමතිවරු සිටින්නේ රට ගැන සිතා නොව බඩ ගැන සිතාය. ඔවුන්ට කුමන අමාත්‍යංශය භාරදුන්නත් ඔවුන්ගේ නාස්තිකාරකම් සඳහා අනුබලයක් මිස රටට වැඩක් නැත. ඇමති මැරුවට දින තුනක් තිබියදී රේගුවේ තිබූ රෝස් වුඞ් දැව තොගයක් ඇමති අනුබලයෙන් අපේක්‍ෂිත මුදලට වඩා අඩුවෙන් හිතවත් ව්‍යාපාරිකයෙකුට ලබාදී ඇතැයි අප පුවත්පත් වලින් කියවූයේ ඊයේය. ඉන් රටට අතිවිශාල මුදලක් අලාභ කර ඇත. එම නිසා මෙවර ඇමති මාරුවත් පය බරවායට පිටිකර බෙහෙත් බැඳීමක් බව ජනතාවට අවධාරනය කරන්නෙමු.

ආණ්ඩුවට හුස්මක් ගන්න ඉඩක්

 වරින් වර කල් ගිය ඇමති මණ්ඩල වෙනසක් කරලා. ඉස්සරහට තවත් පොඩි ඇමති වෙනස්කම් කෙරෙනව කියලයි කියන්නෙ. මේක හිසරදේට කොට්ට මාරු කිරීමක් නො වෙයි. බෙල්ල රැක ගැනීමක්. අපේ බෙල්ල මිරිකීමට අවස්ථාව ලබා ගැනීමක්. ආණ්ඩුව ඇතුළෙ ප්‍රශ්න රාශියක් තිබුණ. රවි කරුණානායකට විරුද්ධ ව තිබූ චෝදනා එක් කරුණක් පමණයි. අමරවීර කියන්නෙ රවි හොරකු නොවන බවයි. හොරුන් ඉන්නව නම් ඉවත් කරනවලු. හොරුන් නැත්නම් අමරවීර තියා මෛත්‍රිපාලවත් මොනව කරන්න ද? ඒත් මේ ආසියාවේ හොඳ ම මුදල් ඇමති මාරු කළේ අහවල් දේකට ද? දේශපාලනඥයන් ඇත්තක් කිව්වෙ කවද ද? ඉවත් නොකර මාරු කෙරුවෙ ඇයි කියලා අමරවීර අපට කියලා දෙනවා ද? හොරුන් නොවන ඇමතිවරුන් ගැනත් ඒ එක්ක ම කියනවා ද?

රවි කිව්වෙ මුදල් ඇමති කම නැත්නම් පසු පෙළට යනව කියලා. එහෙත් එහෙම ගියෙ නැහැ. කොන්දේසි දාල කියලා කියනවා. ඇත්ත ද කියලා ගැසට් පත්‍රයෙන් බලා ගන්න පුළුවන්.  ලොතරැයි මණ්ඩලය, මහපොළ, එයාර් ලන්කන්, විදේශ අමාත්‍යාංශයට මොකට ද? විදේශවලට යෑමට ගුවන් සේවය අවශ්‍ය නිසා වෙන්න පුළුවන්. කොහොමත් ඉස්සරහ පෙළේ ඉන්නෙත් පසු පෙළේ ඉන්න ඕන අය. ඒ නිසා ඉස්සරහ ඉන්න එක ගැටළුවක් නො වෙයි. ඕන නම් පසු කියන එක පශු හැටියට කියෙව්වත් කමක් නැහැ. ඒක අර පඬියන්ගෙ ඊනියා කියවීමක් එහෙම නම් නො වෙයි. දැන් රවිට ලෝකෙ ම හොඳ ම විදේශ ඇමති වෙන්න පුළුවන්. රවිට හුසේන් කුමරු සමග සම්බන්ධකම් ගොඩනගා ගන්නත් පුළුවන්. මේ සම්මාන දෙන අයට සම්මානයක් දෙන්න විධියක් තියෙනව ද? අර ඊනියා ලෝක සිනමා සම්මාන දෙන අයටත් සම්මානයක් දෙන්න ඕන.

සිනමා කිව්ව ම එක් පඬියකුට අනුව මංගලගේ පූර්ව හැසිරීම හොඳ නිසා චිත්‍රපටි ජනමාධ්‍ය අමාත්‍යාංශයෙ තියෙන එක හොඳයි. මංගල කවුද කියලා අප නම් දන්නවා. ඔහු අපේ දේ රැකගන්න අයකු කියලා මේ පඬියන් හිතනවා ද? සිංහල බෞද්ධ විරෝධී චිත්‍රපටවලට සමලිංගික චිත්‍රපටිවලට මංගලගේ ආශිර්වාදය ලැබේවි. අර පඬියන්ට එවිට අපේ දේ රැකගන්න පුළුවන් වේවි. කොහොමටත් මේ අමාත්‍යාංශ නම් කරන්න ඕන ඇමතිවරුන්ට අයත්වන දෙපාර්තමේන්තු ආයතන නමින්. එතකොට රවි විදේශ, මහපොළ, ලොතරැයි, ශ්‍රී ලන්කන් ගුවන් ඇමති. 

කවුරු කවුරුත් මාධ්‍යයට නම් කිව්වෙ තම තමන් සතුටු වන බවයි. මේ රටේ හරිහමන් මාධ්‍යයක් නැති එකේ මාධ්‍යයට මොනව කිව්වම මොකෝ. මැකෝ ගැන මොන විවේචන තිබුණත් ඔහු කියන විධියට ම මාධ්‍ය ප්‍රචාරය කරන්නෙ හිට් කෑලි විතරයි. ඊනියා කැබිනට් වෙනස ගැන හොඳ ම කතාව කී දේශ විමුක්ති පෙරමුණේ අයකු කී දේ අයින් කරලා අනුර කුමාරගෙ සුලබ කීමකට ප්‍රසිද්ධිය දෙනවා. ගයන්ත කිව්ව තමන්ට ජනතාවට සේවය කරන්න රට වටේ යන්න පුළුවන් කියලා. මේ මැති ඇමතිවරුන්ට බැරි ද  ජනතාවට සේවය නොකර ඉන්න. මේ අප ඉන්නව වගේ. ඒකෙන් සෑහෙන මුදලක් ඉතුරු කර ගන්නත් පුළුවන් වේවි. ජනමාධ්‍ය ඇමතිකමත් මංගලට පවරලා. ඒක බොහොම කල්පනා කරල කරපු එකක්. ගොබෙල්ස් ක්‍රමයට එක් පැත්තකින් තැන ලැබෙන අතර අනෙක් පැත්තෙන් ජනමාධ්‍ය පාලනයක් ද ඇති වේවි. දැනටමත් වැඩ පටන්ගෙන ඇති. ජඩමාධ්‍යයට ම සරිලන ඇමති කෙනෙක් හමු වෙලා.

කරුණාරත්න පරණවිතාන කී එක දෙයකට මා එකඟ වෙනවා. ඔහු කලිනුත් මංගල එක්ක වැඩ කරලා තියෙනවා කියන එක ඇත්ත. අනූහතරෙ මැතිරණයෙදි එකල ජනතා මිතුරෝ හරි වෙනත් එවැනි සංවිධානයක හරී හිටිය අය මාතර ගිහින් පැල් බැඳගෙන මංගලට වැඩ කළා. කොහොමත් පරණවිතානලා, චම්පකලා දැන් එක්සත් ජාතික පෙරමුණේ ඇත්තන්. දේශපාලනය සඳහා පමණක් ජාතිකත්වය යොදා ගන්න අය අවසාන වශයෙන් නවතින්නෙ එ ජා පක්‍ෂයෙ හරි එහි පෙරමුණක හරි. රනිල් විරෝධය නොවන්නට දැනටමත් ඇතැම් භික්‍ෂූන් වහන්සේ ද තවත් පිරිස් ද එ ජා පක්‍ෂයට ගිහිල්ලා.

ආණ්ඩුවේ අර්බුදය උග්‍ර වෙලා තිබුණෙ. එය පෞද්ගලික ප්‍රශ්නයක් නො වෙයි. ශ්‍රී ල නි ප ප්‍රතිපත්ති හා එ ජා ප ප්‍රතිපත්ති අතර ගැටුමක්. සංස්ථාපනයට පක්‍ෂ හා විපක්‍ෂ අය අතර ගැටුමක්. ජාත්‍යන්තරවාදී සුපිරිව්‍යුහයට පක්‍ෂ හා විපක්‍ෂ අය අතර ගැටුමක්. එය ඇත්තට ම ශ්‍රී ල නි පක්‍ෂයට ඡන්දය දෙන්නන්ගෙ වුවමනාව නිසා ඇතිවන්නක්. ඇමතිවරුන්ට ඒකට යම් ප්‍රමාණයකට හරි සවන් දෙන්න වෙනවා.  ගැටුම එළියට ආවෙ අර ඇමති හා මේ ඇමති අතර ගැටුමක් විධියට. මේ ගැටුම එන්න කලකට පෙර ම අප යෝජනා කළා මහින්ද අගමැති කරමු කියා. මාධ්‍යයට එය හිට් කෑල්ලක් වුණේ නැහැ. ඔවුන් හිතන්න ඇති කරන්න බැරි මෝඩ අදහසක් කියලා. අප නම් මෝඩ කමට ඒ මෝඩ අදහසෙ දිගට ම හිටියා. ඒත් පඬියන් එසේ හිතුවෙ නැහැ.

අපේ ඉල්ලීමෙ තේරුම රනිල් ඉවත් කර ඒකාබද්ධ විපක්‍ෂෙ අයකු අගමැති කරමු කියන එක. මෙහි අගමැති මහින්ද ම වෙන්න ඕන නැහැ. කොහොමටත් මෛත්‍රිපාල මහින්ද වෛරය නිසා මෛත්‍රිපාල මහින්ද අගමැති කරන්නෙ නැහැ. එහෙත් මහින්දගෙ කැමැත්තක් ආශිර්වාදයක් නැතිව ඒකාබද්ධ විපක්‍ෂෙ වෙනත් අයකු අගමැති කරන්නත් බැහැ. අප වෙනත් අයකු අගමැති කිරීමට අපට හැකි ප්‍රමාණයට කටයුතු කළා. එහෙත් දේශපාලනඥයන් එක්ක අපේ ඇයි හොඳයියක් නැහැ. ඔවුන් අපට සමීප නැහැ. ඔවුන් අප ගණන් ගන්නෙත් නැහැ. ඔවුන් එකතු කරගෙන මෛත්‍රිපාල ළඟට යෑමට අපට හැකි කමක් නැහැ. එසේ කිරීමට පුළුවන් අය එය මග හැරියා. අප කතා කළ ජනමාධ්‍ය ලොක්කකු කිව්වෙ මා ගේම් කාරයකු බවයි. ඔහු කිව්වේ නුවර යුගයේත් මා ගේම් ගහන්න ඇත කියා. හොඳ වෙලාවට ඔහුට අනුරාධපුර යුගය මතක් වුණෙ නැහැ. දේශපාලනයේ දී තබා කිසිවක මා ගේම් ගසා නැහැ. මා වැඩ කරන්නේ හිතේ යම් යම් දේ සඟවා ගෙන නො වෙයි.

මේ බොහෝ දෙනකු දේශපාලනය කරන්නේ ඊළඟ මැතිවරණ දෙස බලාගෙන. ප්‍රශ්නය ඒකයි. අපට සුද්දන් දුන් වෙනත් බොහෝ දේ වගේ ම ඊනියා ප්‍රජාතන්ත්‍රවාදයත් අප අල්ලා ගෙන ඇත්තේ වැරදි පැත්තෙන්. මහින්දට ජනබලය තියෙන නිසා ඒකාබද්ධ විපක්‍ෂෙ මැතිවරණ දිහා බලන් ඉන්න අය මහින්ද කියන දේකට විරුද්ධ වෙන්නෙ නැහැ. එබැවින් රනිල් ඉවත් කරන්න බැරි වුණා. වැඩිකල් යන්න ඉස්සර රනිල් සම්පූර්ණ බලය තමන් අතට ගන්නවා. අප දරුණු මර්දනයකට ගමන් කරමින් සිටිනවා. සයිටම් සඳහා ආණ්ඩුව විසඳුමක් දීලා තියෙන්නෙ. ඒත් ජනමාධ්‍ය පඬියන්ට ඒක තේරෙන්නෙ නැහැ. ඔවුන් මා වගේ මිනිස්කමක් සමාජවාදයක් නැති අය නොවෙයි හරි ප්‍රගතිශීලින්. වෛද්‍ය නිලධාරීන්ගේ සංගමය සටන් පාඨ වෙනස් කරනවා. සයිටම් අහෝසි කරනු කියන එක පසුකාලීන ඉල්ලීමක්. වෛද්‍ය සංගමයෙ එ ජා ප හිතවතුන් ඉන්නවා. ඔවුන් මරදනයට අත වනනවා. අප බොහෝ වෙලාවට කිව්වෙ මැතිවරණ ලබා ගන්නත් රනිල් ඉවත් කරන්න වේවි කියලා. ඒත් රනිල් ඉවත් කරන්න මෛත්‍රිපාල එක්ක එකතු වෙන්න ඒකාබද්ධ විපක්‍ෂෙ අය බයයි. ඒ මහින්දට බය නිසා. ඒකට බය නැත්තෙ වාසුදේව විතරයි. ඔහු මැතිවරණය ගැන හිතන්නෙ නැහැ. ඔහු රනිල් ඉවත් කර අන්තර්කාලීන ආණ්ඩුවක් පිහිටුවිය යුතු යැයි කියා තිබුණා. අපත් දිගින් දිගට ම කිව්වෙ එයයි.

එහෙත් එය සිදු වුණේ නැහැ. මෛත්‍රිපාල ඒකාබද්ධ විපක්‍ෂෙ අය එනකම් බලං හිටියා. ඒත් ආවෙ නැහැ. ඔහු හොඳ අයකු නොවෙයි. එහෙත් ඔහු නැතිව රනිල් ඉවත් කරන්න බැහැ. අද මෛත්‍රිපාල නැවතත් රනිල් සමග එකතු වෙලා. ආණ්ඩුවට හුස්මක් ගන්න ඉඩක් ලැබෙන විධියට අමාත්‍යවරුන්ගෙ වෙනසක් සිදු  කරලා. ආණ්ඩුවට එසේ ඉඩක් ලබා දීම ගැන ඒකාබද්ධ විපක්‍ෂය වග කිව යුතුයි. මේ අමාත්‍ය මණ්ඩල වෙනසින් රනිල් දිනුම්. ඔහු තවත් බලවත් වේවි. රවිත් බලවත් වේවි. මර්දනය දැන් වැඩි ඈතක නො වෙයි. ව්‍යවස්ථා සංශෝධනය, එට්කා, හම්බන්තොට වරාය හා ඉඩම් චීනයට දීම, තෙල් ටැංකි හා භූමිය ඉන්දියාවට දීම මර්දනය හා සම්බන්ධයි. විද්‍යුත් ජඩමාධ්‍ය අප කියන දේට කිසිම ප්‍රසිද්ධියක් දෙන්නේ නැහැ. හුස්මක් ගන්න ඉඩක් ලබා ගත් එ ජා පෙරමුණ අපේ හුස්ම හිර කරාවි. විද්‍යුත් ජඩමාධ්‍යත් එදාට පාඩමක් ඉගෙන ගනීවි. ඒත් එවිට ප්‍රමාද වූවා වැඩියි.

ආචාර්ය නාලක ගොඩහේවා

පසුගියදා රූපවාහිනී නාලිකාවක පැවති දේශපාලන වාදයකදි, හම්බන්තොට පාර්ලිමේන්තු මන්ත්‍රී නාමල් රාජපක්ෂ එක්සත් ජාතික පක්ෂයේ ආචාර්ය හර්ෂද සිල්වා මහතාගෙන් ඉතා කාලෝචිත ප්‍රශ්නයක් ඇසුවේය. ඒ 2016 මහ බැංකු වාර්තාවේ සඳහන් වන රැකියා ආශ්‍රිත සංඛ්‍යාලේඛන වන නිරවද්‍යතාවය පිළිබඳවය. ප්‍රශ්ණය නිසා අන්දමන්ද වූ නියෝජ්‍ය ඇමති වරයා තම දුරකථනය ඔස්සේ මහබැංකු වාර්ථා පිරික්සා පැවසුවේ 2015 හා 2016 වසරවල මහ බැංකු වාර්ථාවල දක්වා ඇති සංඛ්‍යාලේඛනවල යම් ගැටලුකාරී තත්වයක් තමන්ටද පෙනෙන නමුත් එයට හේතුව මහ බැංකුවෙන්ම නොවිමසා සිදුවී ඇත්තේ මන්දැයි මෙම වැඩ සටහන තුලදී පැහැදිලි කිරීම අසීරු බවය.

බැලූ බැල්මට මහබැංකු සංඛ්‍යාලේඛනවල වරදක් පෙනෙන්නට තිබෙන බව අවංකවම පිළිගැනීම පිලිබඳව නියෝජ්‍ය ඇමතිවරයාට අප ප්‍රශංසා කලයුතු නමුත්, එදා විපක්ෂයේ සිටින කාලයේ එවකට පැවත් රාජපක්ෂ රජයේ සංඛ්‍යාලේඛණ වැරදියැයි මහා ඝෝසාවක් නැගු ආචාර්ය හර්ෂ ද සිල්වාටම සජීවී රූපවාහිනී වැඩ සටහනක අතරතුර තමුන්ගේම රජයේ වැරදි සංඛ්‍යාලේඛණව සැකකටයුතු භාවය පිළිබඳව මෙවැනි පිළිගැනීමක් කිරීමට සිදුවීම දෛවයේ සරදමක් විය යුතුය.

ලංකාවේ සමස්ථ ජනගහනයෙන් යම්කිසි ආදායම් මාර්ගයක් ලැබෙන රැකියාවක හෝ ස්වයං රැකියාවක හෝ ව්‍යාපාරයක නිරතව සිටින්නේ මිලියන 8.3 ක් පමනි. එය වයස 15ට වැඩි ජනගහනයෙන් 53.8% පමන වේ 2016 ශ්‍රී ලංකා මහබැංකු වාර්ථාව අනුව 2016 අවසන් වන විට 7,948,000 ක පමන ජනතාවක් යම් රැකියාවක නිරත වී සිටින අතර 2015 දී එම පිරිස 7,831,000 ක් පමන විය. මතක තබා ගැනීමේ පහසුව සඳහා මේ සංඛ්‍යා ලේඛණ සියල්ල අවසාන 1000ට රවුම් කර ඇති බව සලකන්න.

2016 මහ බැංකු වාර්ථාව – 2015 රැකියා නියුක්තුය ලක්ෂ 78.3 ක් ලෙස සඳහන්ව ඇති ආකාරය
මේ අනුව 2016 මහ බැංකු වාර්ථාව පෙන්වන්නට උත්සාහ කරන්නේ 2015 සිට 2016 දක්වා කාලය තුල රටේ අලුතින් රැකියා අවස්ථා 117,000 ක් පමන ජනිත වී ඇති බවයි. බැලූ බැල්මට මෙය නරක තත්වයක් නොවේ.

නමුත් එකාබද්ධ විපක්ශයේ තරුණ මන්ත්‍රීවරයා වැඩසටහනේදී ප්‍රශ්ණ කල ආකාරයට මෙහි යම් ගැටලුවක් ඇත. ඒ 2016 මහ බැංකු වාර්ථාවේ සඳහන් වන 2015 රැකියා ප්‍රමාණය 2015 දී මහ බැංකුව විසින්ම නිකුත් කරන සංඛ්‍යාලේඛණ සමඟ නොගැලපීමයි.

2015 මහ බැංකු වාර්ථාව – 2015 රැකියා නියුක්තුය ලක්ෂ 85.5 ක් ලෙස සඳහන්ව ඇති ආකාරය
2015 මහ බැංකු වාර්ථාව අනුව 2015 අවසන් වන විට රටේ රැකියා තිබූ ජනගහනය 8,554,000 විය. මේ සත්‍යය නම් අනුව 2016 දී සිදුවී ඇත්තේ රැකියා වැඩිවීමක් නොව අඩුවීමකි. දැන් මතුවන ප්‍රශ්ණයනම් සත්‍යය වසන් කිරීම සඳහා යමෙක් විසින් 2016 වසරේ වාර්ථාවේ සඳහන් විය යුතු 2015 රැකියා ප්‍රමාණය අඩුකොට පෙන්නුවාද යන්නයි. එසේ කලානම් එදා මහබැංකුවට ඇඟිල්ල දිගුකල හර්ෂද සිල්වා මහතා අද තමුන් දෙසටම ඇඟිල්ල දිගුකරගත යුතුය.

මෙහි වඩාත් වැදගත් කරුණ වන්නේ එයත් නොවේ. 2016 මහබැංකු වාර්ථාවේ සංඛ්‍යාලේඛණ සමඟ ගනිත සෙල්ලම් දැමූ අයට ඔවුන් විසින්ම නිකුත් කරන ලද 2014 හා 2015 මහ බැංකු වාර්ථා දැන් වෙනස් කල නොහැකි වීමයි. මේ වාර්තා දෙකටම අනුව 2014 මේ රටේ රැකියා 8,424,000ක් තිබුනි.

මහ බැංකු වාර්ථා දෙකකම එකම අගය සඳහන් වන නිසා එය නිවැරදි දත්තයක් ලෙස අපට පිලිගැනීමට සිදුවේ.

එසේනම් යතාර්ථය රජයට හිතකර දෙයක් නොවේ. ඇත්තටම සිදුවී ඇත්තේ 2014දි 8,424,000 ක්ව තිබූ රැකියා ප්‍රමානය 2016 වන විට 7,948,000 ට අඩු වී තිබීමයි.

එසේනම් වසර 5ක් තුල රැකියා 10 ලක්ෂයක් බිහිකිරීමට පොරොන්දු වී බලය ගත් යහපාලන රජය තමුන්ගේ පලමු වසර දෙක තුල රටට රැකියා 476,000 අහිමි කොට ඇත. දිගින් දිගටම රාජ්‍ය දේපල විකුණමින් ආර්ථිකය අවකලමනාකරණය කරමින් මේ ආකාරයටම රජය පවත්වාගෙන ගිය හොත් ඉතිරි කාලය තුල කුමක් සිදුවේද යන්න ජනතාව කඩිනමින් අවධානය යොමු කල යුතු ප්‍රශ්ණයකි.

වසර 5ක් තුල රැකියා දශලක්ෂයක් බිහිකරනවා යනු එදා රනිල් වික්‍රමසිංහ මහතාගේ ප්‍රධාන මැතිවරණ පොරොන්දුවක් විය. එය ලොකු වැඩක් ලෙස මැතිවරණ වේදිකාවල විරුද්ධ පක්ෂයේ කථිකයින් පෙන්වන විට සෑබෑ සංඛ්‍යාලෙඛන භාවිත කොට මෙය රටට කරන මහා සේවයක් නොව අලුතින් පත්වන ඕනෑම රජයක අවම වගකීම බව පෙන්වාදෙන්නට බලයේ සිටි මහින්ද රජපක්ෂගේ කන්ඩායම අසමත් වූ බව අප මතක් කල යුතුය.

දැන් අපි යලිත් මහ බැංකු වාර්ථා සසඳා බලමු. 2010 ජනවාරි මාසයේ මහින්ද රාජපක්ෂ ජනාධිපතිවරයාගේ දෙවන පාලන කාලය පටන් ගන්න විට රටේ සමස්ථ රැකියා ප්‍රමාණය 7,602,000 විය. මෙම සංඛ්‍යාව 2014 දෙසැම්බර් වන විට වසර පහක් තුල 8,424,000 දක්වා වැඩි වී තිබුනි. මේ වසර 5ක් තුල රැකියා 822,000 ක වැඩි වීමකි. මෙම කාලය තුල රටේ ශ්‍රම බලකාය 8074,000 සිට 8,805,000 දක්වා 731,000 කින් වැඩි වී තුබුන අතර රැකියා අවස්ථා 822,000 ම ජනිත කිරීම නිසා විරැකියාව 472,000 සිට 381,000 දක්වා අඩුවී තිබුනි. .

නමුත් මේ කරුණු එදා කිසිවෙක් ජනතාවට පැහැදිලිකලා අපට මතක නැත.

2015-2020 කාලය තුල රටේ ශ්‍රම බලකාය දශලක්ෂයකට වඩා වැඩිවන බව රටේ ජනගහන වර්ධනය ආශ්‍රිත සංඛ්‍යාලේඛන වලින් පැහැදිවම පෙනී යන නිසා මේ කාලය තුල රැකියා දශලක්ෂයක් බිහිකිරීම අලුතින් පත්වන කුමන හෝ රජයක මූලික වගකීමක් මිස මහා උදව්වක් නොවන බව පෙන්වා දෙන්නට එදා කිසිවෙකු ඉදිරිපත් නොවීම ඉතා කනගාටුදායකය.

මෙයට මූලික හේතුව වන්නට අතේ සමහරවිට එදා බලයේ සිටි දේශපාලනඥයින් පොතක් පතක් කියවා සංඛ්‍යාලේඛනයක් සොයාබලන්නට දැක්වූ අලස කමයි. නමුත් අද විපක්ෂයට ගියපසු අඩු වශයෙන් තරුණ මන්ත්‍රීවරුවත් රටේ ඇති තතු හොඳින් අධ්‍යයනය කොට වාද විවාද වලට එනවා දැකීම සතුටට කාරණයකි.

පාර්ලිමේන්තුවේ ජේශ්ඨ මන්ත්‍රීවරයෙක් වරක් මා සමඟ කනගාටුවෙන් පැවසූයේ පාර්ලිමේන්තුවේ සිටින සෑම මන්ත්‍රීවරයෙකුටම පර්යේෂණ සහායකයෙකු තබාගැනීම සඳහා දීමනාවක් ලැබෙන නමුත් ඔවුන් බොහෝදෙනෙකු එම රැකියා අවස්තාව ලබා දී තිබෙන්නේ රියැදුරෙකුට හෝ රැකියාවක් දෙන්නට අවශ්‍ය පවුලේ කෙනෙකුට හෝ යම් හිතවතෙකුට බවය. මේ තත්වය ඉදිරියේදී වත් වෙනස් වී මහජනතාව වෙනුවෙන් සැබෑ යුතුකම් ඉටුකිරීමට තමන්ට ලබා දී ඇති පහසුකම් නිසි ලෙස භාවිතකිරීමට පාර්ලිමේන්තු මන්ත්‍රීවරු වැඩි පිරිසක් යොමු වනු ඇතැයි යනු ඔහුගේ බලාපොරොත්තුව විය.

දැන් අපි යලිත් මූලික ගැටලුව දෙස බලමු වත්මන් රජය යටතේ මහබැංකුවේ කුමන සංඛ්‍යා ලේඛණය පිලිගන්නටදැයි අපට විශාල ගැටලුවක් මතු වී තුබුනද 2014,2015,2016 යන වාර්ථා තුනම අධ්‍යයනය කිරීමෙන් ඉතාමත්මපැහැදිලිව පෙනී යන්නේ රටේ රැකියා ප්‍රමාණය 476,000 කින් යහපාලනයේ පලමු වසර දෙක තුල අඩු වී ඇති බවයි. තමුන්ගේම සංඛ්‍යාලෙඛණ වැරදියයි ඉදිරි දිනයක රජයේ බලධාරියෙක් ප්‍රසිද්ධියේ පාපොච්චාර්ණය කරනු තුරු අපට සිදුවන්නේ මෙය යථාර්ථය ලෙස පිලිගැනීමටයි. එසේ නම් එය භයානක තත්වයකි.

එක පැත්තකින් රටේ ජීවන වියදම දිගින් දිගටම වැඩි වන තත්වයක් තුල මෙම රජය බලයට ඒමට පෙර ක්‍රමාණුකූලව අඩුවෙමින් පැවති රැකියා වියුක්තිය යලි වැඩි වන්නේ නම් එය අනාගතයේ තරුණ අසහණය වැඩි කිරීමට හේතුවක් වනු ඇත.

රජය කල යුත්තේ ප්‍රශ්ණයක් තිබෙනවානම් අවංකව එය පිළිගෙන විසඳුම් සොයනවා විනා ප්‍රශ්ණය වසන් කිරීම සඳහා රජය මගින් පලකරණ සංඛ්‍යාලේඛණ විකෘති කිරීම නොවේ. හැංගි හැංගි වෙස් බැන්දට නටන්න වෙන්නේ එලිපිට කියන පැරණි කියමන බලධාරීනට මතක් කර දෙන්නට සිදුවන්නේ ඒ නිසාය.

THE NEW CONSTITUTION & THE MODI-WICKREMESINGHE PLAN

The print media seems to have missed the most vital news story of the past week. TV news cameras caught the PM disclosing in Mannar that Indian Prime Minister Modi had urged him, President Sirisena and ex-Presidents Kumaratunga and Rajapaksa to solve the ethnic problem by bringing in a new Constitution without delay.

The PM said that this will indeed be undertaken, and a draft document presented in a week or two, with a draft Constitution ready for adoption in two or three months.

The making of a new Constitution in any country is a supremely sovereign act except in an invaded and occupied State such as Iraq after the 2003 invasion or Ceylon prior to Independence.

Why is the PM anxious to move the new Constitution in three months? Why does he intend to push for a new constitution instead of an amendment which addresses the ethnic problem? Why does he want to do either without concentrating on economic growth and effective governance?
I would guess that the PM wants to have the new Constitution ready before the MoU between the UNP and the SLFP comes up for renewal in August. If the SLFP opted to go its own way, the PM wouldn’t mind so long as they’ve done the job that he and CBK had in mind, of endorsing the new Constitution in Parliament.

Even if they do not, he can use the new Constitution as a magnet to bring the TNA into the Government, and a wedge to split the official SLFP, a splinter of which will join him to solve the ethnic problem”.

Since such a realignment will not, in and of itself, guarantee a two thirds majority, the PM is probably counting on the JVP, the currently misguided Communist Party, and more cannily, the Mahinda-led Joint Opposition or at least its SLPP (‘Pohottuwa’) component, to support him on the abolition of the Executive Presidency and thereby, in effect, the new Constitution itself.

What the new Constitution really hopes to achieve are the political and economic aims of the PM and his allies and the economic and strategic aims of his foreign patrons. What is the underlying intent and core content of the new Constitution? What is its very logic?

Lenin said that politics cannot but be the concentrated expression of economics”. The new Constitution is but the superstructure, the edifice of the new political economy for Sri Lanka that Prime Minister Wickremesinghe has outlined, most specifically in the Mega MoU” or Umbrella MoU” (As the Delhi media called it) with India, and Prime Minister Modi has placed in macro-perspective in his Vesak speech to this country’s power elite, both Government and Opposition.

Prime Minister Modi’s Vesak oration outlines it:

We believe that free flow of trade, investments, technology, and ideas across our borders will be to our mutual benefit…In infrastructure and connectivity, transport and energy, we are poised to scale up our cooperation…Our development partnership stretches across nearly every sector of human activity such as agriculture, education, health, resettlement, transport, power, culture, water, shelter, sports, and human resources…The economic and social wellbeing of the people of Sri Lanka is linked with that of 1.25 billion Indians.”

The quality Delhi press has spelled out the important implications of the proposed ETCA:

Geethanjali Natraj, professor at the Indian Institute of Public Administration, points out that …the Economic and Technological Cooperation Agreement (ETCA), which is expected to be signed by the end of 2017, will enhance trade in services, investments, and technology cooperation with India’s five fastest-growing southern states — Karnataka, Tamil Nadu, Kerala, Andhra Pradesh, and Telangana. Given these states’ proximity to Sri Lanka, the ETCA would leverage Sri Lanka’s unique geo-strategic location, which is at the crossroads of major shipping routes…” (Aditi Phadnis, Business Standard, 16 May 2017, emphasis mine-DJ)

With the free flow of capital, goods, services and labour through ETCA from the powerful economies of the Southern Indian states, national capitalism and the national capitalist class built up from the days of D.S. Senanayake will be overrun.

The new Constitution will dismantle the biggest impediment to the implementation of the Modi vision, which is the existing Sri Lankan State with its strong centre.

It will (a) decentralise power to the provinces, thereby weakening the centre, thus (b) providing unfettered access to foreign capital, goods and manpower, and (c) facilitating the divestiture to foreign powers of the strategic national assets and resources of the country, while it will (d) centralise political power in the hands of the Prime Minister and his allies, the Chief Ministers of the North and East.

Mr. Modi’s dramatic declaration that Whether it is on land or in the waters of the Indian Ocean, the security of our societies is indivisible” adds to the economic and strategic dimension. What the new Constitution does is to enable India, or more correctly the India-US-Japan triad to guarantee its foothold in strategic Trincomalee as per the MoU, by securing its immediate environment, the Northern and Eastern Provinces, through autonomising (i.e. loosening) them from the Sri Lankan State’s Centre by granting quasi-federal powers.

With India’s implantation in the North and East, the new Constitution will turn Sri Lanka into a de-facto confederation within a federation i.e. a confederation of two ethnic zones, the Northeast and South of the island, while the island itself becomes a de facto federal state unit of India.

Sri Lanka’s supine political class –Government and Opposition—seems to have agreed to abide by the neighbouring giant’s rules, neither standing strong like Cuba on the doorstep of the world’s greatest superpower, nor Vietnam on the doorstep of China. The price of unprincipled compliance seems to be that India extends patronage this way, for reinsurance”.

It’s the old protection racket. Does no one care what will be left of Sri Lanka well before 2020, if Modi’s predatory plan works, so long as they or their descendants can wear the crown in what’s left of this shrunken, half-swallowed land?

If India has our entire political class co-opted, the momentum at Galle Face against Indian economic annexation will be turned down, becoming low intensity”.

More: the Opposition to the new Constitutional package at a referendum will be soft-peddled on the grounds of the ‘principle’ of the abolition of the Executive Presidency, and a parallel track or pincer move in collaboration with Mr. Wickremesinghe will be unilaterally undertaken (Once again behind the backs of most JO leaders and Parliamentarians).

Looking back at age 60, I have never been prouder to have supported and worked with President Premadasa who had the guts and principles to openly demand that 70,000 Indian troops leave our soil (Following it up in a written polemic with the Indian leader).

Let me go beyond Premadasa to invoke the words of the finest, most courageous, exemplary and successful leader a small island on the doorstep of a predatory giant ever had:

…this little island will always be a revolutionary wall of granite and against it all conspiracies, all intrigues, all aggressions will be smashed to splinters. And high upon this revolutionary wall there will fly forever a banner with the legend: Patria o Muerte! Venceremos! (Fatherland or Death! We Shall Triumph!)”–Fidel Castro, Closing speech to the OLAS, 1967.

Only People’s Power, spearheaded by an alliance of Labour and Knowledge, i.e. the organised working class (the TUs) and the patriotic professionals, pulling or propelling the vacillating Opposition, will protect our independence and sovereignty.

Our own little island home can be saved from the dreadful fate of disappearing from future history as an independent entity only if we, the people, the citizens, eviscerate the monster of the new Constitution at a Referendum this year or next.

Having raised the threat level from ‘severe’ to ‘critical’ following the Manchester blast, Britain is bracing itself for another possible terror strike. Manchester Mayor Andy Burnham has vowed that his city will not succumb to division and anger due to the terror strike. But, Monday’s attack is likely to stoke tensions over race and religion. Prime Minister Theresa May has reportedly decided to deploy the military to operate alongside police to ensure public safety. This is how societies plagued with terrorism get militarised slowly.

Prime Minister May has condemned the Manchester blast as a ‘callous terrorist attack’ which ‘stands out for its appalling, sickening cowardice deliberately targeting innocent defenceless children and young people.’ One cannot but agree with her. Pictures of lifeless victims, mostly tweens and teens, were shocking. What the world witnessed was a ‘tableau of horror’ as someone has rightly said. One can only hope that the ISIS savages who have taken the responsibility for Monday’s attack will be made to pay for the heinous crime.

Besides the Manchester killings, terrorists have so far carried out deadly attacks in Paris (130 killed in Nov. 2015), in Nice (86 killed in July 2016), Brussels (35 killed in March 2016), in Munich (9 killed in July 2016) and in Berlin (12 killed in Dec. 2016). At least now, the world powers must sink their differences and unite in the war against terrorism, which is as dangerous as Black Death or smallpox. Only a truly global effort will help eliminate it. Mere rhetoric won’t do.

The Manchester suicide bomber has been identified as a young British citizen of Libyan descent. What drove him to target defenceless, carefree youngsters and children at a musical event? A friend of his family has told the media that he had been travelling frequently between Britain and Libya, which is full of ISIS terrorists. He may have been brainwashed in Libya, but his handlers must still be in the UK. The question is how many other youth have undergone ISIS training?

Thoughts of all right-thinking people the world over are, no doubt, with the victims of the Manchester blast and their families. But, who weeps for the innocent men, women and children being massacred in post-Gaddafi Libya, which was plunged into anarchy by western-backed ‘rebels’ with hardcore Jihadist fighters among them? The violent elements who captured power in that country have resorted to savage tribal warfare at home and terror attacks in western cities. In a recent raid carried out by the soldiers loyal to the UN-backed factions of the Libyan army on an airport left 141 dead. Many of the victims were civilians and, media reports say, the attackers executed most of their captives.

The Arab Spring has given way to a winter of despair for the hapless Libyans. The UK is one of the countries responsible for making the streets in Libya dangerous for civilians, especially women and children by backing a bunch of desperadoes masquerading as rebels.

It may be recalled that Gaddafi warned former British Prime Minister Tony Blair over the telephone twice in 2011 that his ouster would enable the Jihadists hell bent on gaining control of Libya and attacking Europe to achieve their macabre ends. The British Foreign Affairs Select Committee, which probed the western air attacks that facilitated the regime change in Libya and the assassination of Gaddafi in 2011, has published the transcripts of the aforesaid telephone conversations. In one of them Gaddafi says, “They [Jihadis] want to control the Mediterranean and then they will attack Europe.” If only the western powers had taken Gaddafi’s warning seriously!

Time was when Sri Lankans resident in western cities used to worry about the safety of us lesser mortals living in fear of terrorist bomb blasts in Colombo. Explosions used to kill scores of civilians in buses, trains and in public places. Whoever would have thought at that time the day would dawn one day when we, free from terrorism, would have to fear for the safety of our dear ones in western capitals?

It is hoped that the yahapalana government, which has naively allowed itself to be lulled into a false sense of complacency, will desist from subjugating national security to its political agenda. It must realise that its weakness is not a virtue and do everything in its power to ensure that Colombo won’t find itself in the same predicament as London, Manchester, Paris, Brussels etc. again.

Defeat attempts to punish War Heroes through trials overseas

Despite assurances given by Eunuch Sirisena and foreign slavish Ranil that foreign judges will not be brought in to hear cases relating to  the so-called alleged missing persons the government is making arrangements to betray the war heroes who are alleged to have been involved in activities relating to making persons missing in an indirect and devious method.

The old hag Chandrika however told a media conference recently that the government should give priority to address the missing persons issue and said it is advisable to allow foreign judges to get involved in this matter.  She said that foreign governments, various foreign and local organizations and many people in the country have lost confidence in the local Courts as these Courts were highly politicized recently and very often top politicians instructed the Courts by telephone calls on how to deliver judgements in respect of some cases.

The government by co-sponsoring the obnoxious UNHRC resolution brought by the United States against Sri Lanka has consented to hearing cases related to alleged persons responsible for war crimes by foreign judges and prosecutors. As a result of the pledge given by co-sponsoring this resolution our then Foreign Minister fashion designer and Tamil diaspora stooge Mangala Samaraweera, the foreign slavish government has introduced a Bill in the Parliament to adopt ‘the international convention on protection of people from making them missing’. If this Bill was passed in the parliament instead of holding trials in this country the government will become obligatory to handover the persons alleged to have been involved in making persons missing and or those who have been responsible for giving orders to make such persons missing to foreign countries to face trials there.

Given below is a translation of a speech made by the Deputy Leader of the National Freedom Front and the General Secretary of the National Movement for Protection of War Heroes Parliamentarian Jayantha Samaraweera addressing a media conference held to warn the people on the dangers of this Bill. He said that the time has come to protect the war heroes who valiantly fought in the war and liberated the people of this country from the fears of war and death.

He said the Bill relating to establishment of an office for missing persons which has been already approved and the proposed Bill to adopt ‘the international convention on protection of people from making them missing’ which is being carried out by this inept puppet government on the instigation of Tamil separatists and the powerful countries who look forward  to make this country a colony of theirs will pave the way to destroy the commander in chief and the gallant war heroes who ushered in the war victory.

Speaking further MP Jayantha Samaraweera said that since 8th January 2015 this puppet regime has acted to destroy the gallant war heroes who rescued the Sri Lankan nation comprising Sinhla, Tamil, Muslim, Malay and Burgher from the fear of death and provided consolation. These treacherous elements are trying to lay down a dangerous trap for the war heroes who made a great victory for this country even at the 8th anniversary of the greatest war victory.

One clause in the obnoxious US resolution No, 30/1 of 2015 against Sri Lanka co-sponsored by the foreign minister of this country proposes to formulate Laws to investigate about the missing persons of Sri Lanka. It was according to this proposal this puppet government making use of their majority got the Bill for establishment of an office to identify the missing persons approved.  At the time they obtained the cabinet approval for that Bill they clandestinely laid another trap to send the war heroes to gallows.  That was getting cabinet approval for the Bill relating to adopt ‘the international convention on protection of people from making them missing’. The general tradition in the event of getting the approval of the cabinet for adoption of an international convention is to keep the parliament intimated of such a Bill. But the Sirisena-Ranil Junta took the preliminary step to empower this international convention within the Laws of this country by getting cabinet approval for it covertly without intimating to the parliament.  The Bill relating establishment of an office to identify the missing persons was later approved by the parliament.  Through this bill it will become possible to establish a judiciary commission on missing persons that can function as a factory of making charges against the war heroes and that can act over riding the ‘witness ordinance act’.

MPs have also been blind folded

The Prime Minister has tabled in parliament on 77th March 2017 the bill to adopt and empower ‘the international convention on protection of people from making them missing’ under the Laws of this country.

Here also the Sirisena-Ranil Junta misled the MPs.  When the Prime Minister submitted this proposed Bill for first reading he should have submitted copies of the relevant international convention in Sinhala, Tamil and English.  But this bandit government did not do that. We must scrutinize how this international convention would affect the sovereignty, the people and the war heroes of this country.  But without providing copies of this international convention to the members of parliament, this government is trying to mislead the MPs and the nation.

The international convention Bill being introduced on the sly

On 5th of April 2017 I wrote to the speaker that along with the Bill to adopt an international convention to the Laws of this country that would endanger the whole nation, Sinhala, Tamil and English copies of the relevant international convention have not been provided to the MPs and asked him to provide the relevant copies.  The speaker was also not aware about it until I informed him this matter.

Now let us look at why this Bill related to the international convention is being attempted to adopt on the sly?  If this Bill was adopted all war heroes including the Commander in Chief responsible for the war victory will confront a great danger. The adoption of the Bill will make it possible for anyone to file a case against our war heroes in a foreign country in which this international convention prevail as a Law of that country.  For instance an individual of the Tamil diaspora can file a case in Canada, Germany, France or any other European country against one of our war heroes saying that he was responsible for making missing the Sinhala tiger terrorist Ekneligoda who pretended as a media personnel. At the same time the country in which the case has been filed will get the right to request the Sri Lankan government to handover to them the concerned war hero and in return the Sri Lanka government will become obligated to deport the concerned person.  It is very clear that this Bill has been brought to make a foreign country to hold trials against our war heroes and send them to gallows if it is not possible to get it done here.  Not only that under this convention it becomes possible to indict the commander in chief or a higher authority of the forces as responsible for giving the command to make the relevant person missing. Therefore we should not allow to get this new Bill adopted in the parliament.  The public should emphatically urge the members of parliament they have elected to oppose this Bill and not to vote in favour of it.

At the same time we urge the Sirisena-Ranil Junta to immediately stop this day light betrayal and sacrifice of our War Heroes. (niz)

Mourning LTTE – India bans, yahapalana allows. Who is mourning whom?

LTTE was an India-created militant organization that was militarily defeated in May 2009. Its rule of terror ran for 30 years amidst failed negotiations, peace talks and peace agreements. After refusing the 3 offers given to lay down arms and surrender, the LTTE was militarily defeated. LTTE’s reign of terror resulted in the deaths of innocent Sinhalese, Muslims, Tamil civilians, Sri Lankan armed forces & police, politicians, academics, media personnel, clergy and even foreigners as well as LTTE’s own cadres and cadres belonging to other Tamil militant groups that India created. 32 countries including India have kept the ban on LTTE despite its military defeat. What is ironical is that while India not only has kept the ban on LTTE in place, India has taken action not to allow any commemoration of LTTE in Tamil Nadu while Sri Lanka has cancelled the Victory Day celebrations while allowing LTTE’s representative the TNA to hold commemorations for dead LTTE cadres to which even the Jaffna University academics have taken part. However, neither the TNA, the Northern Chief Minister nor the Jaffna University are even bothered to say even a silent prayer for all the Tamils killed by the LTTE. This is not only a grave injustice but it is laughable that the Government of Sri Lanka knowing this is allowing this farce to continue.

Mourning LTTE is not mourning Civilians

Mahaveer Naal or Great Heroe’s day is not a Tamil civilian event, a Tamil religious festival but a purely LTTE event to remember all LTTE cadres who had died fighting against the Sri Lankan state. It was first held on 27th of November 1989 and has been held annually since in Sri Lanka & overseas since then. It was held after Prabakaran’s birthday on 26th November. Mano Ganeshan is on record saying people can celebrate Mahaveer Naal without mentioning LTTE by name!

The GOSL allowed LTTE dead to be again openly commemorated. Not a word was said against any Tamil killed by the LTTE in any of the speeches delivered by the NP Chief Minister or the TNA head who happens to be the country’s Opposition Leader. World War 2 & Victory Day

Ever since the defeat of Germany & Japan and the end of World War 2, Victory Day has been celebrated by the very countries demanding Sri Lanka not to celebrate the victor over the LTTE terrorists. The West and Russia have not stopped Victory Day celebrations just because it hurts the feelings of the Germans & Japanese. The very countries demanding accountability from Sri Lanka are reminded that 11million German civilians and German soldiers are said to have been killed AFTER the war ended. Five million Germans were starved to death in occupied Germany (Richard K. Mariani) 2 million German Soldiers died in allied captivity while performing slave labor.

Best of Tamils were killed by LTTE

The best of Tamils – Tamil leaders, Tamil politicians, Tamil academics, Tamil civil society heads were killed by LTTE not by Sinhalese. Lakshman Kadiragamar, Jeyraj Fernandopulle, Neelan Tiruchelvan, Amirthalingam, Sam Thambimuttu, Alfred Duraiappah, Sajorini Yogeswaran just to name a few.

We do not even know the number of LTTE cadres including kidnapped Tamil children that the LTTE killed or how many died unable to bear the gruesome training given.

We cannot forget that the LTTE put scores of injured LTTE cadres into buses and blew them up killing their own men & women because they did not want them to be taken into custody by the Sri Lankan military. We also do not know how many LTTE cadres committed suicide as part of LTTE cult to bite the cyanide capsule before getting caught.

Yet to prove Tamil civilians over Tamil LTTE cadres died in the conflict

As for Tamil civilian deaths – the figures are obscured. Firstly, LTTE had a civilian armed force so we do not know how many of these civilians trained in armed combat actually engaged in hostilities. If so according to international law they lose any rights accorded to civilians. We do not know how many LTTE cadres fought in civilian and died (they cannot be regarded as civilian). We do not know how many civilians LTTE shot dead or how many civilians died out of fatigue and injuries or natural causes. Without knowing or differentiating these factors it is absurd to accuse the Sri Lanka military of war crimes and murder when the UN and foreign envoys made appeals to the LTTE to stop shooting fleeing civilians.

We have been given estimates ranging from 40,000 to 200,000 as being killed but none of these allegations have been backed by the simplest of evidence – not even names of the dead, not even addresses of the dead, not even birth certificates of the dead, not even family members of the dead, none of those making the allegations have even a dead body or even skeletons to claim they were murdered. None of those making allegations have even given the details of the dead to the Presidential Missing Persons Commission or the UNHRC or even logged their deaths with the police to obtain death certificates. 13 March 2009 – UN Human Rights Commissioner Navi Pillay’s press release said that ‘as many as 2800 civilians ‘may have been killed’. As of 9 April 2015 only 16,179 civilian ‘missing’ have been logged with the Presidential Missing Person’s Commission However, details of 5000 missing soldiers have been lodged with the Presidential Commission. UN country team in Sri Lanka placed the dead as 7721. A Survey by the Government in the North at the end of the conflict done by Tamils placed the number of dead and missing at 7400 dead (included LTTE killed in combat) and 2600 missing (of this 1600 had been with LTTE whereas only 438 had disappeared in areas under military control). The satellite analyst report by the American Association for the Advancement of Science identified 3 graveyards of which one had 1346, and one of the 3 was a LTTE graveyard with 960 bodies. No satellite images detected 40,000 – 125,000 or even 200,000 dead! In July 2011 Tamil teachers of the North did a population survey of the North covering migration, deaths, untraceable persons from 2005 to 2009 – their report revealed 7896 dead including LTTE while the dead from natural illness and sickness was 1102

The population figures do not make sense

The Vanni comprises the districts of Mullaitivu, Mannar, Kilinochchi & Vavuniya. Mullaitivu district is 2516.9(km2) it was the LTTE’s chosen hideout from where they recruited and trained the bulk of cadres from low caste impoverished Tamil homes. Mullaitivu population in 1981 was 77,512 of which Tamils were 69,670, Sinhalese were 3948 and Muslims 3777.  However, the 2007 population estimate placed Mullaitivu population as 220,311 (when areas was under LTTE rule) while the 2012 census gave Mullaitivu population as 91,947 (post-LTTE). The population figures do not make sense. 1981 was an actual census while the 2007 was estimated and LTTE is on record for claiming 35% of its cadres were Indians. It is important to investigate how many Indians are illegally living in Sri Lanka as our citizens.

Also it is very clear that inflated figures were given helped by foreign payrolled NGOs because it would enable them to get additional food and other provisions in case the conflict got delayed. We know from civilian witness accounts that LTTE did not give the essentials sent by the GOSL to them and instead distributed them amongst LTTE families ONLY.

Farcical ‘genocide’

Sri Lanka must be the only country were the people who are alleged to be killed statistically increase in population figures! UN has failed to even distinguish LTTE from Civilians and to ascertain how many civilians LTTE killed and how many civilians died from SL Army fire keeping in mind that collateral damage does take place and that had it been intentional there would be dead bodies that would have been proof that people were killed. Instead we are going by hysterical figures minus any details.

Sri Lanka’s army was not sent to kill civilians as is being currently promoted by media but to kill the enemy combatants. A combatant’s privilege is that he has every right to kill his enemy – the LTTE. There is no doubt that civilians would have died – it does not mean civilians were targeted as is being implied.

Therefore, a weak government facing rising public disdain, unable to hold even an election but pulling all types of stunts to stay in power have humiliated the armed forces by cancelling their victory day celebration while allowing a public display of mourning to LTTE cadres that had died in the final battle – not a word is mentioned about the many Tamils that the LTTE killed over the years. None of their names are even read, none of their families are even invited and none of their deaths are attributed to the LTTE.

How long is this farce to continue???

 I am prompted to pose this million dollar question to all Sri Lankans in the light of the following news item that appeared in May 22 NDTV.

Chennai Police Warns of Action against Protesters who wanted to light candles on Marina Beach to commemorate Sri Lankan LTTE casualties in the war (News Item, May 22 NDTV)

While, Sri La Government provided police protection for those who commemorated LTTE casualties at several places in the North.  At the same time Sri Lankan Government also baned Ranaviru commemoration organizes by the Joint Committee of National Organizations at the Independence square

It appears that the Tamilnadu is more concerned about the threats from the LTTE to India at least and its security. Not that they love Sri Lanka or Sinhala people more but the fact remains they love India than the LTTE whereas our so-called Sri Lankan leaders love LTTE, because they are Tamils. They also Tamils and Muslims as their vote is more important in Sri Lankan politics than the vote of the Sinhala fools who fight among themselves, divided in to UNP, SLFP and JVP completely not realizing that they are together taking the Sinhala nation to a world of no return.

None of them seems to understand that it was divided party politics planted by the British that has ruined this country and the Sinhala nation for the past 70 years since 1948. Our leaders even provide platforms for Indian leaders, as they did recently by taking Modi the Indian Prime minister to Dikoya, to lay the foundation for the future Mlayanadu, right at the heartland of the Sinhala nation and indirectly tell the Tamils eluthu Tamils” as Vigneswaran the mad hatter Chief Minister NPC is doing in the north.

The latest is Sivajilingam warning the Government to withdraw all army units and personnel from the North within two years as it he has decided the date for the establishment of the EELAM dreamt by his Brother in law Prabhakaran. Every time  I hear frequently this  type of extremist communal calls I begin to ponder whether there is a Government at all in this country at the moment? And if there is one where does it exist?

මිණිපේ සෞඛ්‍ය සේවා අධ්‍යක්‍ෂක ලෙස සේවය කල සමයේ මා රාජකාරී වැඩ සඳහා මහ නුවර පළාත් සෞඛ්‍ය සේවා අධ්‍යක්‍ෂක කාර්‍යාලයට ගියේ හුන්නස්ගිරිය හරහාය​. හුන්නස්ගිරිය ආසන්නයේ විශාල නිසරු මුඩු ඉඩමක් දක්නට ලැබේ. 

” සර් දන්නවද මේක ඉස්සර සරු තේ වත්තක් කියලා ? රියැදුරු පුංචි බණ්ඩා මට මේ මුඩු ඉඩම පෙන්වා කීවේය​. 

පුංචි බණ්ඩා ගේ විස්තර අනුව මෙය ඉතා සරුසාර තේ වත්තකි. එහි අයිතිකරුවා සුද්දෙකි. දැන් සුද්දා මිය ගොසිනි . ඔහුගේ මහළු බිරිඳ තවමත් බංගලාවේ ජීවත් වන්නීය​.

” සර් වත්ත පවරා ගත්තට පස්සේ මිනිස්සු මේකෙ තිබ්බ ගස් කපලා විකුණ ගත්තා. තේ ගස් පවා උදුරලා දරට ගත්තා. හොඳ ආදායමක් තිබූ වත්තක් විනාස කරලා දැම්මා. අපේ මිනිස්සු තමයි මේක කාබාසිනියා කලේ  ” ඔහු කීවේය​. 

මම තව තවත් හාර හාරා විස්තර ඇසුවෙමි. සිදුවී ඇත්තේ මෙයයි. රන් පවුම් වතු ජනසතු කල යුගයේදී මෙවැනි සරුසාර තේ වතු රජයට පවරාගෙන ඒවා පාලනය සඳහා තමන් ගේ දේශපාලන හෙන්චයියන්ට භාර දෙන ලදි. හාමතෙන් සිටි උන් ඉහගෙන කන්නාක් මෙන් මොවුන් මුලින්ම වත්තේ තිබූ වටිනා ගස් විකුනාගෙන කන ලදි. ඉන් පසු වත්තේ තිබූ කළුවර ගෘහ භාන්ඩ , පියානෝ යනාදියට වග කියන ලදි. ඉන් පසු වත්තේ ආදායම හොරා කන ලදි. තේ ගස් නඩත්තුවට පෝර සඳහා මුදල් වැය කරන බව පෙන්වා  මුදල් ගසා ගෙන  කෑම නිරන්තරයෙන්ම කෙරුනේය​. . පොහොර හා නඩත්තුව නොමැතිව තේ ගස් මැරුණු විට ගම්වාසීන් සමූහ වශයෙන් වත්තට පැන තේ ගස් උදුරාගෙන යන ලදි. ඉතා හොඳ ආදායමක් ලැබූ දැකුම්කළු වත්ත විනාස කිරීමේ ශෝකය නිසා සුද්දා මිය ගියේය​. ලංකාවට බෙහෙවින් ඇළුම් කල ඔහුගේ බිරිඳ ගරා වැටුණු බංගලාවේ ජීවත් වූවාය​. පසුව මිනිසුන් බලෙන් වත්තේ ඉඩම් අල්ලගෙන පදිංචි වූහ​. දැන් තිබෙන්නේ අතීත ශ්‍රී විභූතියේ නටබුන් පමණි. 

ඉතා හොඳ කළමනාකරණයක් තිබූ ආදායම් ඉපැද්දවූ තේ වත්තක් අපේ අයියලා මෙලෙස විනාශ කලහ​.මේ විනාශය කලේ අධිරාජ්‍යවාදී විරෝධය , වතු ජනසතු කිරීම  ආදී වචන යොදා ගනිමින් ගැලරිය පිනවමිනි.  තේ වගාව ගැන දැණුම තිබූ විශේෂඥයන් ඉවත් කොට එ් හිඩැස තම නූගත් දේශපාලන ගැත්තන් ගෙන් පුරවා කරන ලද විනාශය අති මහත් ය​. මේ දේශපාලන ගැත්තන් තේ වගාව තබා මිරිස් පාත්තියක් වත් වගා කිරීමට නොදත් අඳ බාලයන් වූහ​. 

තේ වතු වලින් තේ පැළ උගුල්ලවා ඒවා වල බතල සිටවනවා කී විජේවීර 1971 දී  සහ  1988 දී  තම අනුගාමිකයන් යොදවා තේ ෆැක්ටරි වලට ගිනි තැබුවේය​.  මේරිස්ටන් තේ ෆැක්ටරිය යනු ජවිපෙ විසින් 1971 දී විනාශ කල ඉතා විශිෂ්ඨ තත්වයේ තිබූ තේ කම්හල් වලින් එකකි. තේ වතු කෙරෙහි විජේවීරගේ වයිරයට එක් හේතුවක් වූයේ යූ.එන්.පී  විරුද්ධවාදීන් විසින් දෙනියාය ප්‍රදේශයේ වතු කම්කරුවන් ලවා  පහර දී ඔහුගේ පියා සදාකාලික අබ්බගාතයෙකු කිරීමය​.  තවද තේ වතු නිසා නියඟය එනවා කියා ඔහු විශ්වාස කලේය​.  මේ හැර ඇන් ඇම් පෙරේරා විසින් අධිරාජවාදීන්ට පාඩමක් ඉගැන්වීම සඳහා වතු ජනසතු කිරීමට සිරිමාවෝ අගමැතිනියට බලපෑම් කලේය​.  මේ වතු ඉඩම් උඩරට ගැමියන් ගේ ඒ නිසා ඒවා අපි පවරා ගන්නවා කියමින් ලෝකයේ තිබූ ඉතා හොඳ කෘෂි  වියාපෘතියක් මෙයාකාරය​ට සමතලා කරන ලදි. ජනසතුවෙන්   පවරාගත් වතු දුර්වළ කළමනාකරණය නිසා  පිරිහෙන්නට විය​. 

මෙලෙස කඳුකරයේ තිබූ සරුසාර ආදායම් ඉපැද්දවූ තේ වතු විනාශ මුඛයට යන ලදි.  දුර දිග නොබලා න්‍යායන් මත පදනම්ව ගත් දේශපාලන තීන්දු නිසා ලෝකයේ හොඳම තේ නිෂ්පාදනයක් තිබූ ශ්‍රී ලංකා තේ නිෂ්පාදනය පහල වැටුණු අතර ලංකාවේ මෝඩකම් තම වාසියට හරවා ගත් කෙන්‍ යාව තම තේ වතු  වැඩි දියුණු කලහ​. ලංකාව පයින් ගසා එලවූ තේ ආයෝජකයන් , තේ වගාව පිලිබඳ විශේෂඥයන් ඔවුන් කෙන්‍ යාවට ගෙන්වා ගෙන තේ වගාව ආරම්භ කලහ​.  2012 වසරේදී කෙන්යාව තේ අපනයනයෙන් ඩොලර් බිලියන 1.45 මුදලක් උපයා ගන්නා ලදි.

Beef is very unhealthy to eat due to research evidences

However much it is stated that beef is unhealthy to eat due to a number of reasons, still people eat beef in their daily diet. It may be in the form of beef burgers, also called hamburgers, stakes, roast or cooked. The number of reasons why beef is unhealthy to eat are far too many to mention here but a few are as follows. Sometimes the supermarkets sell beef in attractive prices to keep the business going and the customers find it is too difficult not to buy beef for their daily meals.

Far too many chemicals are either injected or fed the cattle during it’s life time and eventually those chemicals enter into human digestive system when people eat those kinds of beef. That may be because they are not properly cooked still some chemicals remain in beef even after cooking. In cooking for a reasonable time, some chemicals get destroyed or decomposed so they are not harmful to consume but sometimes they do not get properly cooked.  Just watch some British TV cooking programmes where they toss these pieces of beef on a hot cooking pan just a few times then they shout, It’s cooked”. When they are cut to eat, you would see virtually red, blood still dripping red meat. Even the cooking programme judges eat them happily and enjoy that kind of raw beef. You might have heard some judges shout out, Wow” or sometimes, It’s divine”.

Some chemicals in beef may be antibiotics, anti-parasitic drugs or growth hormones fed or injected to cattle. Apart from the chemicals fed and injected to cattle, the supermarkets add more chemicals to beef to keep them fresh looking.  Have you not noticed the packs of beef or lumps of beef displayed are always look pink and fresh looking? Those packs might have done a week ago but still they look quite fresh due to carbon monoxide and other chemicals added to them.

You want more evidences to say why beef is unhealthy to eat

Eating beef products, which are loaded with artery-clogging cholesterol and saturated fat, is a good way to increase both your waistline and your chances of developing impotence and diseases such as heart disease, diabetes, arthritis, osteoporosis, Alzheimer’s disease, and asthma. Research has shown that vegetarians are 50 percent less likely to develop heart disease than are meat-eaters, and they have 40 percent of the cancer rate of meat-eaters.

Plus, meat-eaters are nine times more likely to be obese than vegans are that means they are extremely fat throughout the body. They even find difficult to walk about easily. Every time you eat animal-derived products, you’re also ingesting bacteria, antibiotics, dioxins, hormones, and a host of other substances, some toxic, that can accumulate in your body and remain there for years.

 Dioxin is one of the most toxic chemicals known to humankind

Deposition of airborne dioxins onto plant and soil surfaces, and subsequent ingestion of this contaminated vegetation and soil by food animals, is considered the primary pathway by which dioxins enter the food chain (Fries, 1995).

Dioxins belong to a class of 75 chemicals with similar properties; the most toxic is 2,3,7,8-tetrachlorodibenzo-p-dioxin (TCDD). Dioxins are known to cause cancer, immune suppression, and birth defects in animals. They can act as endocrine disruptors, which means that they have the ability to mimic or block hormones in the body.”

Where does it come from?

“The main sources of dioxins are municipal waste incineration, metal smelting, medical waste incineration, chemical and plastic manufacturing, and pulp/paper bleaching. Dioxins can travel long distances in the atmosphere via air currents. Rain, snow and dust carry it to the ground, and it eventually enters the food chain when animals, such as cattle, graze on the dioxin-contaminated crops. According to the U.S. Environmental Protection Agency, over 90% of our exposure to dioxins is through food, with major sources including beef, dairy products, milk, chicken, pork, fish and eggs. Dioxins are also passed from mother to developing infant across the placenta and through breastfeeding.

“Dioxins and related compounds are highly persistent in the environment and in living organisms. It is believed that almost all living beings on earth have dioxin-like compounds in their body tissue. No amount of dioxin exposure can be considered safe, as very small amounts have been associated with impaired development, reproduction, neurological, and immune function. The EPA’s most recent report concluded that the cancer risk to the general population from dioxin is now as high as one in one hundred people.

 Dioxin in beef

Beef contains significant quantities of the most toxic organic chemical known – dioxin. This chemical is toxic in the trillionths of grams. (A trillionth of a gram, called a picogram, is one million millionth of a gram. A gram is about 1/30th of an ounce.) Dioxin has been linked to cancer, endometriosis, Attention Deficit Disorder (hyperactivity in children), reproductive systems defects in children, chronic fatigue syndrome, immune system deficiency, and rare nerve and blood disorders. A single hamburger (a little less than 1/4 lb, or 100 grams) contains up to 100 picograms of dioxin. That is 300 times as much as the EPA says is “acceptable” for a daily dose for an adult!  Beef has a high amount of saturated fat, which harms your heart. These fats have no C=C double bonds in the structure. Saturated fats elevate low-density lipoprotein, a bad form of cholesterol. LDL can build up in the insides of your arteries, causing narrowing, which requires your heart to work harder. The strain on your heart not only elevates your blood pressure, but it also puts you at risk of having a heart attack. You should not get more than 10 percent of your daily calories from saturated fat, according to the Dietary Guidelines for Americans 2010.

Consuming too much beef further damages your heart by altering your good-to-bad cholesterol ratio. High-density lipoprotein is the good cholesterol that transports LDL to your liver, where enzymes break it down and get rid of it through waste. When your HDL levels become too low, LDL concentrations continue to rise, increasing your chances of cardiovascular disease.

Beef can harbour a deadly new germ, called e. coli O157:H7. This new germ is now a major cause of serious food poisoning. Beef and dairy cattle can carry the germ with no apparent adverse health effects. The germ, found in cattle faeces, has contaminated beef and produce grown with cow manure.

Antibiotics and hormones increase the cow’s growth and the farmer’s profit. Mass-production of beef cattle is a huge industry in the U.S with animal-fattening facilities known as feed lots used to produce the most beef in the shortest possible amount of time. Chemicals and hormones are commonly given to beef cattle to prevent disease, tranquilize the cows and stimulate growth. These chemicals can remain in the beef you eat, even after it is cooked that means when people eat those beef containing antibiotics and other chemicals injected to cattle goes into human digestive system.

Some British TV chefs cook lumps of beef in a matter of minutes by tossing up and down then quickly cut and serve the presenter but showered with different sources as well to cover up the uncooked situation. When it is cut, one can see just the outside is grey looking while the inside is red or pinkish red that means it’s not cooked properly. The presenter must say Yummy” to the TV as that is meant to be but the question is who would agree it’s healthy? The presenter knows as well but he or she cannot help, it’s a part of the job.

Antibiotics

Antibiotics are commonly fed to feedlot-raised cattle in the U.S, although Europe and other areas of the world do not allow antibiotic feeding to meat animals. Small doses of antibiotics can increase an animal’s weight gain by as much as three percent overall, so ranchers and farmers commonly feed these small doses of antibiotics to cattle throughout their lives. Some 15 to 17 million lbs. of antibiotics are used annually in U.S. meat animals.

Anti-Parasitic Drugs

Veterinary drugs called anthelmintics are used widely for the treatment of parasitic worms in beef cattle. A study reported in the February 2011 issue of the journal “Food Additives and Contaminants” indicates that many of these drugs remain in the beef through the processes of cooking and consumption. The anthelmintic drugs such as oxyclozanide, clorsulon, albendazole, closantel, ivermectin, mebendazole and fenbendazole all remained in beef throughout a roasting or frying cooking process also in BBQ. The drugs nitroxynil, levamisol, rafoxanide and triclabendazole were reduced, though not eliminated, by conventional cooking.

Hormones

According to Professor Epstein of the University of Illinois, beef cattle are commonly dosed with a range of hormones intended to promote faster growth. In 1990, the “International Journal of Health Services” indicated that the beef industry switched to natural sex hormones as replacements for the growth promoter diethyl-stilbestrol which was banned in 1979. Natural sex hormones used in the beef industry include testosterone, progesterone and estradiol. All these hormones are potentially carcinogenic to humans, as stated by Professor Epstein of the University of Illinois.

Effects on Human Health

Antibiotic use in beef cattle poses a risk to human health when bacteria in the animal become antibiotic-resistant. If a human becomes sick after eating antibiotic-resistant bacteria, those same antibiotics cannot be used as an effective cure. Dear friends,

The Asian Human Rights Commission (AHRC), received information concerning Mr. Ranjith Sunil Jayatissa (55) of No: 114, Walgowwagoda, Danture in the Kandy District. On 6 July 2016, while being treated at the Kandy Teaching Hospital, he died due to medical negligence by the doctors. He underwent hernia surgery at the hospital on 27 June. He developed post-surgical complications which resulted in severe pain. Though the wife made continuous complaints about the pain he was experiencing, the doctors angrily refused to even examine him. Finally, when they did look at him they found a surgical mistake. The surgeon had cut the patient’s colon necessitating a second surgery to repair it. After surgery, on 6 July 2016, while being treated in the Intensive Care Unit (ICU), the patient. Jayatissa’s relatives, seeking justice, and considering credible investigations, made one complaint after another to the authorities. However justice was denied them.

CASE NARRATIVE:

Ranjith was a professional cook. He was married to Jesmine. They lived together with 2 daughters and a son. He was well-built, healthy, had no ailments and took no medicine of any sort for a long time.

In June, 2016 he was diagnosed with a hernia. He was admitted to the Kandy Teaching Hospital ward No: 18 on the 27th June 2016. He underwent surgery on 29 June 2016. Dr. Pitagalaarchchi and his team performed the surgery. Soon after the operation, when Ranjith was given food, he complained of severe pain in the stomach. The doctors were informed. They said it was due to the surgery. Nevertheless, while still experiencing severe pain, he was discharged on 30th June 2016. Since Ranjith was in pain, his wife requested that the doctor do an abdominal scan. The house officer in the ward scolded the wife and tried to force her to take him home.

But Jasmine adamantly refused, leaving him in the ward. When Ranjith started screaming at night with the pain, his wife informed the doctors. She asked Dr. Pitigalaarchchi to do a scan and examine her husband physically. She begged the doctor to initiate a more proper treatment to support Ranjith’s life.

At last, the doctor ordered an abdominal scan which showed the colon was cut and damaged initially. There was an urgent need for a second surgery. It took place on 1 July, lasting for nearly 5 hours

As his condition turned serious, Ranjith was immediately admitted to the Intensive Care Unit (ICU). Throughout this entire period he was on life support systems including artificial ventilation until 6 July 2016. On that day the wife was informed that her husband had expired.

A Death Inquest was held on 8 July, 2016. The wife, Jesmine, objected to the Post Mortem Inquest being conducted at the Kandy Teaching Hospital. She candidly informed the authorities that she believed her husband died due to criminal medical negligence by the Doctors of the hospital. She requested the authorities to allow the Post Mortem Inquest to be carried out by a senior, independent, Judicial Medical Officer (JMO) at another hospital. Her requested was not honored and the Inquest was performed at the JMO’s office at the Kandy Teaching Hospital. She learned that, JMO Dr. Subramanium, conducted the Post Mortem Examination. In summary, the doctor informed her that, the colon of the deceased had been cut during the hernia surgery and the patient had died due to complications septicemia. The cause of death was concluded as due to post-surgical complications. They told her that parts of Ranjith’s intestine were sent to the government laboratories for further analysis and investigation.

The coroner who conducted the Death Inquest declared that the death was suspicious. It needed to be reported to the Magistrate’s Court so further steps could be taken under the Criminal Procedure Code of Sri Lanka. All the facts were reported to the Magistrate’s Court as case No: B/39075/16 on 7 July 2016. When the wife questioned this, the coroner explained the situation to her. It was now up to the Magistrate’s Court and the Police Department to investigate and initiate prosecution against those who were responsible. It takes in all the illegalities of a wrongfully conducted surgery and also all the illegalities and irregularities in post-surgical care. Immediately after conclusion of the examinations, on July 21 2016, the JMO reported his findings to the Magistrate’s Court. The JMO and several witnesses were summoned to appear. The Government Analysis report was requested and received by the Courts in November 2016.

But the JMO did not submit his report to the Courts on time. Instead, he sent the report through a second person, Nilantha, who is attached to the staff of the Kandy Teaching Hospital. Seemingly, the report from the Court had gone missing! Without the relevant JMO medical reports, the case at this stage could not proceed. To save something of the situation, the Magistrate’s Court Registrar, asked the victim’s wife, Jesmine, for her record of the postmortem to submit to the Court. Jesime was asked to retrieve the report and Nilantha would bring it to the Court from the hospital.

Jesmine states that the State Health Department Officers, the JMO’s office and the Judiciary are working together to cover up her husband’s death. There appears to be a conflict of interest among these officers as they try to subvert the course of justice.

She learned that police officers of the Kandy Headquarters Police Station were requested to conduct a criminal investigation and report to the Court regarding the death of her husband. Jesmine approached the police officers and asked for a copy of the necessary medical reports that they had collected. The officers refused, stating that they were instructed by Health Ministry Authorities not to hand out any reports to private parties.

Finally, Jesmine’s lawyer wrote a letter on 3 May 2017 addressing the Officer-in-Charge (OIC) of the Kandy Headquarters Police Station. He requested information (under the provisions of the Right to Information Act (RIA)) about the statements of the doctors and nurses responsible for conducting the two surgeries and post-surgery care. His letter was ignored by the police.

Jesmine took recourse with the higher authorities of the Ministry of Health. She asked for a prompt, efficient, credible and independent investigation into the death of her husband. The Ministry of Health responded by letter on November 2016, stating that Mr. G.A S.K Abeysinghe had been appointed to investigate her complaint. When she looked into this, she learned that the only work the investigator had done was to speak to her son. As a result, the family feels that they have not received any justice as yet,

Jesmine filed a written complaint to the Sri Lanka Human Rights Commission (HRCSL) recorded under reference No: HRC/14/633/16-1. However, no progress was made regarding the investigation.

They have also suggested that the Medical Council of Sri Lanka (SLMC) reappraise their Medical Code of Ethics. Adjustments need to be made in relation to surgery, medical treatment and informed consent for every patient to prevent such a future tragic event.

State obligations for the highest attainable standards for physical and mental health:

The State of Sri Lanka has signed the International Covenant on Economic, Social and Cultural Rights (ICESCR) on 28 Sept. 1976 and made its Accession on 27 Apr 1977. Following that the state of Sri Lanka is supposed to fulfill its obligations within Article 2 of the convention, undertake steps, individually and through international economic and technical assistance and co-operation, to the maximum of its available resources. This is with a view to achieving, progressively, the full realization of the rights recognized in the present Covenant by all appropriate means, including the adoption of legislative measures. The state of Sri Lanka has undertaken to guarantee that the rights enunciated in the ICESCR Covenant will be exercised without discrimination of any kind as to race, color, sex, language, religion, political opinion, national or social origin, property, birth or other status”

According to Article 12 of the ICESCR, the state of Sri Lanka recognizes the right of everyone to the enjoyment of the highest attainable standard of physical and mental health. It is obligated to take steps to achieve the full realization of the rights envisaged in ICESCR. This includes the prevention, treatment and control of epidemic, endemic, occupational and other diseases and the creation of conditions which would insure the provision of medical attention and medical services in the event of sickness”

Right to Informed Consent:

We recall the rights of patients to all the details of the prognosis which is also strictly emphasized and stressed by the World Health Organization. These rights are a protection of every citizen of Sri Lanka.

Please send a letter to the authorities listed below expressing your concern about this case, requesting:

1. Investigation into alleged negligence by surgical and medical doctors at the Kandy Teaching Hospital.
2. Prosecution of those proven to be responsible under the Law.
3. Internal investigation of police officers involved for breach of Departmental Orders.
4. The Inspector General of Police (IGP) investigate the professional conduct of the surgical and medical doctors as to their involvement in this felony.

The Yahapalana Mountain, having been in labour for several months, delivered a tiny mouse yesterday. The country saw a mini Cabinet reshuffle. Those who had naively expected a radical Cabinet shake-up were disappointed. The government has sought to pull the wool over the eyes of the irate people who are demanding some economic relief immediately. The task of improving the performance of a government is not something that could be accomplished through a Cabinet reshuffle.

There is reason to believe that differences between the SLFP and the UNP over sharing ministerial posts compelled the government to scale down yesterday’s Cabinet ‘reshuffle’. Some UNP backbenchers representing the UNP’s ginger group made their ministerial ambitions known to their leaders, but in vain; they must be disillusioned and incensed.

Mangala Samaraweera has lost the foreign affairs portfolio and got finance instead. Ravi Karunanayake has been stripped of the finance portfolio and made the Foreign Minister. This is the only significant change in the Cabinet, we reckon. Now, we have a former finance minister with an economist as his deputy handling the country’s foreign affairs and a former foreign minister running the Finance Ministry!

Yesterday’s minor Cabinet reshuffle must have caused some embarrassment to the prestigious Banker magazine, which adjudged Karunanayake the best finance minister of Asia-Pacific. The yahapalana leaders have apparently considered Samaraweera without such credentials better than the Banker’s choice!

The government is mistaken if it thinks it can lay the blame for its failure on the economic front at Karunanayake’s doorstep, and dupe the public into believing that everything will be rosy after his removal from the Finance Ministry. That particular change may have gone down well with the public, but there is no way an individual minister can succeed when the overall performance of the government remains abysmally low. It is doubtful whether Samaraweera will succeed where Karunanayake failed. For, all vital decisions on the national economy are taken by a cabal.

The government has craftily used yesterday’s Cabinet ‘reshuffle’ to increase the number of ministers with Tilak Marapana, who resigned as Minister of Law and Orders over a conflict of interest as regards the Avant Garde issue being appointed Special Development Assignment minister. One wonders why there should be a minister in charge of something that is conspicuous by its absence under the present regime—development.

Arjuna Ranatunga has lost Ports and got Petroleum. He will now have to bite the bullet and do as his leaders say in respect of the government move to hand over the Trincomalee oil tanks to India or face trouble. Earlier, he had to contend with trade union unrest over the Hambantota port and land deal. He won’t have any peace of mind, given the oil workers’ campaign against the Trinco deal.

Curiously, Samaraweera has been given the media portfolio as well. He is a former media minister. Is it that the government wants a person to carry out its propaganda campaign aggressively and does not consider Gayantha Karunathilake equal to the task?

The government cannot shore up its crumbling image through Cabinet reshuffles. President Maithripala Sirisena ought to explain why no action has so far been taken against any minister over the Treasury bond rackets. A fish, as they say, rots from the head down, and the President is making a vain attempt to sanitize its tail!

This country has too many ministers. They are a colony of leeches thriving at the expense of the public. If Japan, an economic powerhouse, can manage its affairs with a 20-member Cabinet, Sri Lanka, dependent on economic aid from that country must not have more than 12 Cabinet ministers. Increasing the number of ministries to please greedy politicians, especially defeated candidates, is tantamount to a gross abuse of public funds. Realpolitik cannot be cited in justification of violating the principle of good governance.

How Sri Lanka Won the War

Lessons in strategy from an overlooked victory  -By Peter Layton Courtesy The Diplomat

How to win a civil war in a globalized world where insurgents skillfully exploit offshore resources? With most conflicts now being such wars, this is a question many governments are trying to answer. Few succeed, with one major exception being Sri Lanka where, after 25 years of civil war the government decisively defeated the Liberation Tigers of Tamil Eelam (LTTE) and created a peace that appears lasting. This victory stands in stark contrast to the conflicts fought by well-funded Western forces in Iraq and Afghanistan over the last decade. How did Sri Lanka succeed against what many considered the most innovative and dangerous insurgency force in the world? Three main areas stand out.

First, the strategic objective needs to be appropriate to the enemy being fought. For the first 22 years of the civil war the government’s strategy was to bring the LTTE to the negotiating table using military means. Indeed, this was the advice foreign experts gave as the best and only option. In 2006, just before the start of the conflict’s final phase, retired Indian Lieutenant General AS Kalkat in 2006 declared, There is no armed resolution to the conflict. The Sri Lanka Army cannot win the war against the Lankan Tamil insurgents.”

Indeed, the LTTE entered negotiations five times, but talks always collapsed, leaving a seemingly stronger LTTE even better placed to defeat government forces. In mid-2006, sensing victory was in its grasp, the LTTE deliberately ended the Norwegian-brokered ceasefire and initiated the so-called Eelam War IV. In response, the Sri Lankan government finally decided to change its strategic objective, from negotiating with the LTTE to annihilating it.

To succeed, a strategy needs to take into account the adversary. In this case it needed to be relevant to the nature of the LTTE insurgency. Over the first 22 years of the civil war, the strategies of successive Sri Lankan governments did not fulfill this criterion. Eventually, in late 2005 a new government was elected that choose a different strategic objective that matched the LTTE’s principal weaknesses while negating their strengths.

The LTTE’s principal problem was its finite manpower base. Only 12 percent of Sri Lanka’s population were Lankan Tamils and of these it was believed that only some 300,000 actively supported the LTTE. Moreover, the LTTE’s legitimacy as an organization was declining. By 2006, the LTTE relied on conscription – not volunteers – to fill its ranks and many of these were children. At the operational level some seeming strengths could also be turned against the LTTE, including its rigid command structure, a preference for fighting conventional land battles, and a deep reliance on international support.

Grand Strategy

Second, success requires a grand strategy. A grand strategy defines the peace sought, intelligently combines diplomacy, economics, military actions, and information operations, and considers the development of the capabilities the nation needs to succeed. The new government decided not to continue with the narrowly focused military strategies that had failed its predecessors, but rather adopt a comprehensive whole-of-nation grand strategy to guide lower-level activities.

In the economic sphere, the new government decided to allocate some 4 percent of GDP to defense and increase the armed forces budget some 40 percent. This would significantly strain the nation’s limited fiscal resources so annual grants and loans of some $1 billion were sought from China to ease the burden. Other forms of financial assistance, including lines of credit for oil and arms purchases, were provided by Iran, Libya, Russia and Pakistan.

Diplomatically, the government took steps to isolate the LTTE, which received some 60 percent of its funding and most of its military equipment from offshore. This succeeded and over time the group was banned in some 32 countries. Importantly, a close working relationship was formed with India, the only country able to meaningfully interfere with the new government’s grand strategy. The U.S. in the post-9/11 counterterrorism era also proved receptive to the government’s intentions of destroying the world’s premier suicide bomber force. America assisted by disrupting LTTE offshore military equipment procurement, sharing intelligence, providing a Coast Guard vessel, and supplying an important national naval command and control system. Canada and the European Union also came on board by outlawing the LTTE’s funding networks in their countries, severely impacting the group’s funding base.

Internally, the government set out to gain the active support of the public. By 2006 many Sri Lankans were war weary and doubted the new government’s abilities to achieve a victory no one else could. To win popular support the government realized that development activities had to be continued, not stopped while the war was fought. Moreover, various national schemes addressing poverty needed to be sustained, a prominent example being the poor farmer fertilizer subsidy scheme. These measures made financing the war very difficult and foreign financial support important, but were essential to convincing the people that there was a peace worth fighting for. The measures worked. Before 2005, the Army had difficulty recruiting 3,000 soldiers annually; by late 2008, the Army was recruiting 3,000 soldiers a month.
The increased budgets and popular support allowed the Sri Lankan armed forces to grow significantly. The Army in particular was expanded, growing from some 120,000 personnel in 2005 to more than 200,000 by 2009.

Astute Tactics

Third, to meet the ends that the grand strategy seeks, the focus of the lower-level, subordinate military strategy needed to be exploiting the enemy’s weaknesses while countering its strengths. The LTTE had limited numbers of soldiers, fielding only some 20,000-30,000, and with astute tactics could be overwhelmed. In this regard, the government forces had already won a major success before Eelam War IV started in mid-2006.

In late 2004, a senior LTTE military commander, Colonel Karuna, defected, bringing with him some 6,000 LTTE cadres and seriously damaging the LTTE’s support base in Eastern Sri Lankan. The mass defection provided crucial intelligence that offered deep insights into the LTTE as a fighting organization. Crucially, for the first time, the government intelligence agencies now had Lankan Tamils willing to return to LTTE-held areas, collect information, and report back. The scale of the defection also clearly showed that the legitimacy of the LTTE was waning.

At the start of Eelam War IV, the LTTE were able to operate throughout the country. There were no safe rear areas as high-profile suicide attacks on the foreign minister, defense secretary, the Pakistani high commissioner and the army chief underlined. This capability was countered by using the enlarged armed forces and police on internal security tasks, and by developing a Civil Defence Force of armed villagers. Operations were also conducted to find and destroy LTTE terrorist cells operating within the capital and some large towns. This defense-in-depth neutralized the LTTE’s well-proven ability to undertake both leadership decapitation strikes and terrorist attacks on vulnerable civilian targets.

These defensive measures in the south and the west of the country allowed the Sri Lankan military strategy in the north and east to be enemy-focused rather than population-centric. The primary aim there was to attack the LTTE and force them onto the defensive rather than try to protect the population from the LTTE – the conventional Western doctrine. The areas under LTTE control were accordingly attacked in multiple simultaneous operations to confuse, overload, tie down and thin out the defenders. Tactical advantage was taken of the Army’s new much greater numbers.

In these operations, small, well-trained, highly-mobile groups proved key. These groups infiltrated behind the LTTE’s front lines attacking high-value targets, providing real-time intelligence and disrupting LTTE lines of resupply and communication. Groups down to section level were trained and authorized to call in precision air, artillery and mortar attacks on defending LTTE units. The combination of frontal and in-depth assaults meant that the LTTE forces lost their freedom of maneuver, were pinned down, and could be defeated in detail.

The small groups included Special Forces operating deep and a distinct Sri Lankan innovation: large numbers of well-trained Special Infantry Operations Teams (SIOT) operating closer. The considerably expanded 10,000 strong Special Forces proved highly capable in attacking LTTE military leadership targets, removing very experienced commanders when they were most needed and causing considerable disruption to the inflexible hierarchical command system. Of the SIOTs, Army Chief General Fonseka, who introduced the concept, notes that: we also fought with four-man teams… trained to operate deep in the jungle…. be self-reliant and operate independently. So a battalion had large numbers of four-man groups that allowed us to operate from wider fronts.” When Eelam War IV started there were 1500 SIOT trained troops; by 2008 there were more than 30,000.

Learning Organization

With enhanced training in complex jungle fighting operations, Sri Lankan solders generally became more capable, more professional, and more confident. The Army could now undertake increasingly difficult tasks day or night while maintaining a high tempo. The Army had became a ‘learning organization’ that embraced tactical level initiatives and innovations.

The LTTE was unique amongst global insurgency groups in also having a capable navy that conducted two main tasks: interdiction of government coastal shipping and logistic sea transport.

For interdiction operations the LTTE developed two classes of small, fast boats: fiberglass-hulled, attack craft armed with machine guns and grenade launchers, and low-profile, armored suicide boats fitted with contact-fused, large explosive charges. In Eelam War IV, sizeable clusters of some 30 attack craft and 8-10 suicide craft operated as swarms, mingling with local trawler fleets to make defense difficult. These were eventually defeated by even larger counter-swarms of 60-70 government fast attack craft that used targeting information from some 20 shore-based coastal radars coordinated through the command and control system the U.S. had provided.

For sea transport operations the LTTE used eleven large cargo ships that would pick up military equipment purchased from around the globe, station themselves beyond the Navy’s reach some 2,000 kms from Sri Lanka and then dash in close to the coast and quickly offload to waiting LTTE trawlers. In Eelam War IV though, the Navy used three recently acquired, second-hand offshore patrol vessels (including the donated ex-U.S. Coast Guard Cutter) combined with innovative tactics and intelligence support from India and the U.S. to strike at the LTTE’s transport ships. The last ship was sunk in late 2007 more than 3,000 km from Sri Lanka and close to Australia’s Cocos Islands.

The combination of the three factors of adopting a strategic objective matched to the adversary, using a grand strategy that focused the whole-of-the-nation on this objective, and adopting an optimized, subordinate military strategy proved devastating. The LTTE was completely destroyed. The government proved able to change its strategies in response to continuing failure and win, whereas the LTTE doggedly stuck to its previously successful formula and lost.

Some have criticized the Sri Lankan victory as only being possible because the government disregarded civilian casualties and used military force bluntly and brutally. This view correctly emphasizes that wars are by their nature cruel and violent and should not be entered into or continued lightly. However, it unhelpfully neglects critical factors and explains little. As this article has discussed, victory came to the side with the most successful strategies – even if it took the government more than 22 years to find them.

In this regard, a comparison with the two other Western-led counterinsurgency wars of the period comparing soldiers and civilians killed is instructive:

These were three different civil wars that each featured counterinsurgency strategies that progressively evolved. All involved significant civilian casualties with Iraq markedly the worse with 61 percent of those killed being civilians and Afghanistan the best at 25 percent. The Sri Lankan war with 34 percent of those killed overall being civilians, and thus broadly comparable to Afghanistan, then seems somewhat unremarkable except that the Sri Lankan war was decisively won. In Iraq and Afghanistan there was no victory, there remains no peace and people continue to die.

In Sri Lanka the guns fells silent in 2009, there is 7 percent GDP growth, low unemployment, and steadily rising per capita incomes. Even an economically poor country it seems can win the peace in a civil war. The key is to focus on getting the strategy right.

YAHAPALANA AND INDIA Part 4

India   has regional ambitions and is alarmed by the arrival of China, the emerging superpower,    into what India considers to be India’s sphere of influence. China is entering the Indian Ocean with its OBOR. Also China says it is a part of South Asia, it shares borders with Pakistan, India and Nepal.

China has never been frightened of India. China sees India as a land of irreconcilable socio-religious cleavages, unstable polity and weak leadership. ‘TIME’ says China views India with disdain. China thinks India can be easily dissolved into its composite, regional parts.

In the last three decades, China has overtaken India in economic performance. The Indian economy is one fifth of China and the defence budget is way below.  In 2011, admirers said India has a superior economic model to China. Its companies are very strong, better managed than China’s.  It has Infosys, Tata and Wipro, which dominate the off shore IT service industry. India operates core manufacturing and service business in advanced economies and Indian managers can compete with foreign top CEOs in the most demanding markets.

One year later, in 2012, Murthy, Founder of Infosys, said that the world expected a lot of us, but we have fallen far short of the expectations. Earlier chief executives mentioned India once every three time China was mentioned, now if China is mentioned 30 times, India is not mentioned even once.

India is now   in danger of being outrun in its own neighborhood. China has undertaken large-scale port development projects in Pakistan, Bangladesh, Myanmar, and Sri Lanka as part of its String of Pearls” strategy. These pearls are a necklace  of naval choke points around India.  The Indian Navy holds an edge at present but it may not for long, as China is rapidly developing its naval power, said retired Major General Karkar. Agni V is no surprise to China either. India has been working on developing this capacity for a number of decades. China possesses nuclear capability to target most Indian cities.

China is now militarily active in the Indian Ocean. China and Nepal began their first-ever joint military exercises in April 2017. The Chinese Minister of Defense was present as the inauguration. China is selling weapons to countries that surround India, Pakistan has recently purchased eight Chinese-made submarines, while Bangladesh bought two. These submarines will,  regulate India’s naval activities because the Indian Navy must have sufficient ships to maintain regular oversight over the locations and purposes of other countries submarines, said observers. India objected to Sri Lanka purchasing a Chinese built JY-11 3Dradar system in 2007,  on the grounds that it would ‘overarch’ into Indian air space.

India has decided to ‘oppose’ China. India boycotted China’s One Belt One Road (OBOR) summit in Beijing in May 2017. India announced that it has “serious reservations” about China’s One Belt, One Road (OBOR) plan. India had earlier protested to Beijing over the USD 46 billion China Pakistan Economic Corridor (CPEC),  saying it passes through Pakistan-occupied Kashmir and violates India’s sovereignty and territorial integrity. However, India has prudently joined the Bangladesh-China-India-Myanmar (BCIM) economic corridor.

India is  deeply concerned about China’s   cozy relationship with Sri Lanka. India fears that China will win over Sri Lanka   and therefore does not want Sri Lanka to have anything to do with China. India’s National Security Adviser,  Doval wanted all Chinese funded infrastructure projects stopped.  He had said so on several occasions to the former Defence Secretary Gotabhaya Rajapaksa.  India   says China is carrying out “military intervention in the guise of trade”.

India wanted  the Port City project   stopped.  A Chinese presence in Colombo port was a threat to India’s security.  India  also demanded that Sri Lanka take over Colombo International Container Terminals Limited (CICT), a joint venture between China Merchants Port Holdings Company Limited (CMPH) and the Sri Lanka Ports Authority (SLPA). India is greatly alarmed by the current Yahapalana deal with China on the Hambantota Port. India   wants Sri Lanka to have full control of Hambantota port.

The two visits of Chinese submarines  to the Colombo harbor during the Rajapakse government  greatly upset India. The explanation that the submarines were on their way to the eastern Indian Ocean to join in anti piracy activity and were routine calls on Colombo did not improve matters.  There were diplomatic protests from India when  the first Chinese submarine  docked at the International Container Terminal in the Colombo Port in November 2014. India had not been notified. Indo Lanka agreement of 1987 had included a promise that Sri Lanka would not let foreign powers use its ports for military use in a way prejudicial to India.

Now another problem has arisen. India plans to sign a new FTA with Sri Lanka, known as the ECTA. But it appears that China is also going to sign a FTA with Sri Lanka . India wants to know the details of the  Chinese FTA. Chinese companies setting up manufacturing bases in Hambantota and Monaragala could use the Indian ECTA to push Chinese goods into India.

India  has  shown arrogance towards  Sri Lanka .Indian National Security adviser Doval had told Wijedasa Rajapakse in 2016, ‘Sri Lanka is a small country. You don’t need such development projects. At CHOGM in 2013 when bilateral talks were taking place between India and Sri Lanka, the  Indian delegates had suggested that Sri Lanka cancel the Tuesday night dinner scheduled for visiting official delegations, in order  to continue the talks with India. Sri Lanka had flatly refused to do so.

But now, in 2017, with China getting  a firm hold  in Sri Lanka , India  finds that it has to change its tune.   In addition to showing arrogance and asserting its superiority, India now  has to woo and placate Sri Lanka as well.  It is now singing a second song alongside the first.  The relationship between our two countries is more than 2500 years old, burbled India. There is a long legacy of intellectual, cultural, religious and linguistic exchange. There is a common heritage.

Examples of cultural support  were provided. ‘We have participated in the setting up of the International Buddhist Museum in Kandy, following the setting up of a similar institution at Dalada Maligawa, and the restoration of the Thirukeeteswaram Temple in Mannar. The Kapilavastu Relics were brought to Sri Lanka in 2012 by the Indian government.’ Several wrong historical facts were added , that the ‘Lanka’ in the Ramayana is Sri Lanka    and  that Odissi and Udarata dance are similar.

India said, truthfully, ‘There are some concerns that China’s interest in the Indian Ocean would undermine our own historical links and cultural ties built over centuries. What we offer is not a roar of a super power but certainly something better than being one among the several jewels, pearls or otherwise of another country’s geopolitical miscalculations.’  India also added that in ancient times, relations with China have not been good. Cheng Ho had captured the Sinhala king and taken him to China. This was  immediately challenged by the Sri Lankan intelligentsia, who gave the correct interpretation.

The media observed that no Indian Prime Minister had visited Sri Lanka in the past 28 years. The last visit was in 1987. But the current  Indian Prime Minister Modi has visited twice , in March 2015  and  May 2017. The second visit has been described as ‘a charm offensive as New Delhi seeks to reassert its influence on the island amid signs of a Chinese comeback’.

‘Last time Modi visited Sri Lanka, he made a highly symbolic trip to the war-ravaged north in a demonstration of support for Sri Lanka’s mostly Hindu Tamil minority, who share close cultural and religious ties with counterparts living in southern India. This time, he will be guest of honor at a major Buddhist festival, a move seen as aimed at winning the support of the Sinhalese majority, many of who are suspicious of India, said the media before the second visit. For Modi to visit again so soon is clearly an expression of India’s concerns about China’s deepening economic roots in Sri Lanka and the potential strategic, even military, advantages this might ultimately bring, the media added.

As usual India blundered.  In his  Wesak speech Modi said that India’s and Sri Lanka’s ‘security is indivisible’ and this annoyed many people. After Modi came and went, Udaya Gammanpila observed that Modi had utilized  the international Vesak Day celebrations to deliver a political speech in which he stepped up pressure on Sri Lanka. Premier Modi’s assertion that Sri Lanka’s security couldn’t be separated from that of India wasn’t  acceptable. Further,  Modi had declared at Dickoya, Indian plans to  provide 10,000 housing units for plantation workers and the extension of the  ambulance service  presently confined to Western and Southern Provinces to  the rest of Sri Lanka . PM Modi acted as if he was addressing people of newly established Indian state in the presence of President Sirisena and PM Wickremasinghe, concluded Gammanpila.

India has now realized that it cannot go it alone in  the Indian Ocean. It needs support. It has now  linked with USA, though USA is on the decline. US President Trump and  India’s Prime Minister Modi  have resolved that the ‘US and India stand shoulder to shoulder in the global fight against terrorism.’  Trump  said the US considers India “a true friend and partner in addressing challenges around the world.”

On taking office, Trump had   called New Delhi before calling Moscow, Beijing, Tokyo or any of the European capitals. Modi is listed as one of the  TIME’s 100 most influential people for 2017 and his name appears on the cover of the magazine too. The five Indian-American Congress members in the USA were nominated to influential Congressional panels. There are huge US investments in India.

This India-US link is nothing new. Indian Prime Minister Nehru had written to USA and UK during the India-China war of 1962, asking for   military assistance. Nehru asked for 350 combat aircraft with crews, almost a separate air force of its own.   US President Kennedy had planned to give India a USD 500 million military aid package which included an US-India air defense progamme and aid to developing armed divisions for the Himalayas.  The India-USA link did not end there. It is now known  that USA  was involved in the Indo-Lanka Accord of 1987.

There are several military agreements between India and USA  today. India and USA have agreed to give access to each other’s military bases. They can make changes to each other’s facilities in a way that it allows for easier conduct of military exercises and cooperation pertaining to geospatial intelligence requiring sharing information on maps and satellite imaging for defence purposes. There is a special unit in Pentagon for India, and   Indian Defence minister Parrikar had visited Washington six times in 2016 to discuss matters. There are also agreements on nuclear facilities and joint naval exercise with US.

There have been hiccups. USA said in 2010 that India will be a net provider of security in the Indian Ocean and  beyond, once its military capabilities are increased. India can do so in cooperation with USA.  But India at that time, said  it does not want this role. USA ignored this.

India will play a critical role in resolving global challenges, said John Kerry at  the Indian institute of Technology, Delhi in 2016. US Pacific Command chief  visited India in 2016  and spoke of a quadrilateral security dialogue between India, Japan, Australia and USA. But India  refused  this too. India  also  rejected a US proposal for joint patrolling of Asia-Pacific region to counter China.  India will participate in joint naval exercises, that is all.

But in April 2017, Gen H.R. McMaster, US National Security advisor visited India, emphasized the importance of US-India strategic relationship and reaffirmed India’s designation as a major defence partner. Prime Minister Modi spoke of the importance attached by both sides to the strategic partnership and to stepping up India-US engagements across the board.

All these developments point to ominous prospects for the future of the South Asian region, said Kamal Wickremasinghe , with India propping up the declining economic power of America, possibly with the help of UK and other European countries,.  Facing them will be Pakistan, backed by the growing economic might and the strength of union between China and Russia.

For all the acolades you’ve received re- the Cowdrey Lecture etc etc., your glorious accomplishments as a national cricketer and world recognition of your class as a cricketer you seem to have forgotten that by continuing to play in overseas teams and perform brilliantly, there are  those who wonder why you seem to have forgotten your country which you chose to bypass at a time when it could have benefitted greatly had you continued to represent it a tad longer. Is this a kind of patriotism that leans towards” purse triotism” where moneymaking seems to be your motivation.It seems to show you up in poor light ? It is not that you are being slighted for your choices but in the greater scheme of things you seem to have failed your country in an hour of need where you could have carried it to greater glory. Others like Dishan, Mahela who bowed out of the game did so when they realized their time was up although Mahela still basks in the glory of the IPL and Big Bash leagues not that he owes anything to India and the“ pursefulness “ seems to also be the incentive but perhaps not to the degree of your illustrious colleague Sanga but it is mind boggling.In the end does it all boiled down to Money Money ans if so what a shame!!!

Thank Heavens for the true patriotism shown by the likes of Malinga, Murali and others who have indicated their love of Motherland through their words and actions and all the cricketers of yore who have wielded the banner of loyalty to a greater part despite their involvements with the IPL  and other sources where surely, the commitment to serve and improve the quality of the National Game could have been prioritized rather than turning their backs on it in a manner of speaking .

Breathes there a man who never to himself has said `this is my land ! My Own Native Land!“

And of what use are all the glory and accolades one recieve in his name if incorporates mere jargon towards accepting them and in the greater scheme of things forgets the single most detail of priorities.

Corruption, Building Collapse and Human Misery

Illegal construction is construction without a valid construction permit. Illegal building activity can be a major environmental violation when the works encroach upon preserve areas like nature reserves. Likewise, illegal building can have serious political implications when it is practiced as land grabbing or for illegal settling in territories belonging to public. This may be perhaps due to profitable speculation with and exploitation of valuable real property. Even construction works with apparently valid permits can of cause be a result of bribery. Increased landslide risk has been found to be associated with illegal building in hillside regions of densely populated urban areas. Welalwatte is the recent most example we have for encroaching river embankment.

Aftermath the 5 storied building collapse, The Ministry of Disaster Management said that it is hoping to locate substantive information. When questioned if there are concerns on the standard of the building, the Ministry said that it cannot be ascertained as yet” without proper information. The situation is risky because the building has tilted.” despite being repaired, the building standards are quite old”. We know, even to make repairs, and there is a need for approval from the Urban Council’s Planning Unit. The building owner’s relative said in media that they have approval. Planning unit says if it is true, they are inquiring as to whether this process has been followed. I suggest the question must be in other way round. Who took bribes? Who is responsible for not monitoring? Who ignored enforcing legal remedies if the building owner disregarded approval process?

Whatever said and done, correspondingly, when corruption is widespread, it can have devastating effects on a society. Economic effects of corruption can be severe. It often harms the poorest in a society. The badly needed are often fallen into utter neglect. Meeriyabedda and Meethotamulla were the recent classic examples we surpassed, the context which I tried to lay down a couple of concerns from the stake of the public, in form of a book.

During my literature survey before taking the pen to start writing the book titled Taming Construction related Corruption, I came across one interest paragraph in a book written by Frank Vogel. He says, Corruption needs to be seen in terms of the full scale of the human misery that it creates. Corruption traps hundreds of millions of very poor people in utter squalor. Building contractors in Haiti paid off officials to circumvent building codes. Buildings collapsed in the earthquake of January 2010, killing tens of thousands of people- the same story in China and Turkey in the recent past. We know more today about the scale and scope of bribery and how it most affects the general public. These surveys track the staggering scale of human impoverishment that can directly and indirectly be attributed to bad governance”.  I am now asking ‘did you pay any ransom to the TO (Technical Officer) in the municipality to get approval for your house design? If you say No, you are lucky that you have compromised your own safety.

Corruption kills. In nutshell, corruption is the abuse of public power, resources and belongings for personal ends.  It takes many forms and shapes. Despite the fact that there are systems in place, perpetrators are yet skilled in developing new ways to be corrupt and cover their trickeries, frauds and scams. Opportunity costs of corruption are much more than the actual prima-facie direct losses. It goes beyond money. That means, corruption kills. Countries with the weakest governance structures tend to be those that most involved in corruption. Sri Lanka is a classic example.

Simply put in laymen’s jargon, it may be your uncle that died in a road traffic accident, due to bad roads; your cousin who died in childbirth; the people that have died from lack of infrastructure in hospitals would stay dead; similarly, those who had to leave their lives due to garbage heaps forcefully stockpiled adjacent to living areas by municipalities. So it’s not about getting the money back. It is about ensuring that the money doesn’t get stolen in the first place.

Truly, the citizens are compelled to pay for services that should be free; state budgets are pillaged by corrupt politicians; public spending is distorted as decision-makers focus spending on activities likely to yield large bribes like major public works; foreign investment is stymied as businesses are reluctant to invest in uncertain environments; and economies suffer. Now, Wellawatte is a just a retail corruption.

Corruption not only costs in terms of money. It costs in terms of public trust and citizens’ willingness to actively participate in their societal functions. Most of the time, corrupt officials are like parasites that feed off society and benefit only themselves. Technical officers at municipalities are well known corrupt agents. Furthermore, as corruption becomes more prevalent, ethical people lose faith in the system and are sapped of their drive to work honestly. Therefore, corruption is a serious public issue causing heavy public injustice.

Corruption often fosters, and thrives, in conflict and war. Indeed, high levels of corruption can increase the likelihood of a protracted conflict. For example, efforts to tackle climate change can also be undermined by corruption as bribes are paid to ignore environmental protection rules in the pursuit of quick profits. Just talk about mosquitoes. Who are at the payroll of mosquito ring manufacturers? None other than the dirty politicians! In these ways state security and the very values of democracy can be undermined. Finally, the development goals turn out to be a myth.

There is a proper function of opportunity cost in corruption. On one hand, it takes place due to the intention of officials to acquire additional benefit out of their legal remunerations. They are assuring of accusation in any time. They are aware of the aftereffects of the practice. So they will compare the benefit, which acquired in illegal manner and the humiliation due to being accused. The premise is that corruption occurs only if anyone offers an amount which compensates the cost of being accused and humiliations. What a saga!

INSSSL Threat Lens on “Cyber Security: The Evolving Threat Landscape in Sri Lanka”

INSSSL’s Threat Lens on Cyber Security: The Evolving Threat Landscape in Sri Lanka” was held on Thursday, 18th May at the Ministry of Defence with the presence of experts in cyber security and information technology in the country. Representatives from the Ministry of Telecom and Digital Infrastructure, Central Bank of Sri Lanka, Informatics, Sri Lanka CERT, CICRA, and senior officers of the tri forces were invited for the discussion. Secretary Defence, Eng. Karunasena Hettiarachchi Chaired the discussion while Additional Secretary Defence, Mr. R.M. Sarath Kumara were also present.

In the wake of last week’s Ransomware cyber attack using the malicious software WannaCry that created mayhem with more than 200,000 attacks recorded in countries such as UK, Russia, India and China crippling several industries, the Institute of National Security Studies Sri Lanka believed that conducting a discussion among experts on this very relevant topic was of the utmost importance. The main purpose of this forum was to obtain expert views to instigate research that will assist in producing a framework for the country’s potential cyber threat to national security. It is hoped that the framework will provide as assessment mechanism that will enable the Sri Lankan government to determine their cyber security capabilities, set individual goals and establish a plan for improving and maintaining cyber security programs. The framework is also expected to contribute to cyber security awareness and education as it is evident that knowledge is viewed as an important factor that contributes to the cyber threat.

In recent years, Sri Lanka’s greater dependence on critical infrastructure, industrial automation and cyber based control systems has resulted in a growing unforeseen vulnerability to a cyber security threat. Protecting and assuring the availability of critical infrastructure is thus vital to for both the Sri Lankan and South Asian economies. It is therefore crucial that cyber security professionals understand  and have the knowledge to address these issues. INSS’s Director General Asanga Abeyagoonasekera provided an introduction to the day’s theme and its scope whilst the institute’s Research Analyst Ms Priyanka Moonesinghe presented the forum with recent data and statistics with regard to cyber crime. Her presentation focused on what defence strategies and mechanisms can be applied to counter cyber attacks and touched upon a national mechanism; legal mechanisms; an efficient legal framework; as well as intelligence and military mechanisms, the convergence of all of which are required to combat this type of threat.

Several expert views were shared in the discussion that ensued. The fact that a cyber attack can destabilise the whole country including the armed forces, Head of State, a country’s electrical grid, communication systems, media and telecommunication gateways was a point that was highlighted. While Sri Lanka fortunately encountered just one attack from Ransomware, there is a greater possibility that more severe damage could take place in the future as hackers would keep developing new systems that can penetrate any firewall. The most sensible and practical approach to such attacks is by educating users through comprehensive and simple awareness training from user level. It is also important as to how soon an attack can be detected and responded to. There was a suggestion to introduce a national cyber security strategy with inter-agency cooperation and cyber operation command centers. A collaborative effort and an implementation mechanism was recommended as right now in Sri Lanka, different components of cyber security fall under the purview of different ministries. An institute to train youth on this very crucial subject is also of the greatest importance.

On a positive note, it was pointed out that the tri-forces in the country, specifically the Army conducts workshops and sessions on cyber security as it is not believed that this non-traditional threat carries as much security hazards as traditional threats. The fact that implementation of such measures should be top-driven with higher authorities and policy makers making this subject a priority is of paramount importance. Government departments and staff using confidential information that is not secure itself is a threat to security, therefore users themselves and individuals should have adequate knowledge and awareness to be proactive and not just reactive. It was also pointed out that rather than concentrating on external attacks, it is necessary to pay attention to possible internal threats and leaks. Protecting mobile phones as well as computers is of importance in the present day. A suggestion for the government to set up a task force in collaboration with the private sector and formulate an action plan which includes sharing of and disseminating knowledge was well received.

Finally, it was reiterated that every institute should have an ICT policy. The new Counter Terrorism Act proposed by the government to replace the existing Prevention of Terrorism Act consisting sections on cyber terrorism is expected to be implemented in the near future. Thus, the government itself has made this security threat a priority.

අද ජනරජ දිනයයි. තරුණ පරම්පරාවේ කී දෙනකු ඒ ගැන දැනුවත් ද දන්නේ නැහැ. අවුරුදු හතළිස්පහකට ඉහත 1972 මැයි මස විසිදෙවැනි දා අප ජනරජයක් වූවා. මැයි විසිදෙවැනි දා එකල මෙරට නිවාඩු දිනයක් වුණා. එහෙත් පසුව එය නැති වුණා. 1978 ජේ ආර්ගේ දෙවැනි ජනරජ ව්‍යවස්ථාව ක්‍රියාත්මක වීම ඇරඹුණේ පෙබරවාරි හතරවැනි දා.  නව සමසමාජ පක්‍ෂයේ අප හත් අට දෙනකු එදින කළුකොඩි දැම්මා. අප කණ්ඩායම් දෙකකට බෙදී පේරාදෙණියේ ඉංජිනේරු පීඨය අසළින් පටන් ගෙන කළුකොඩි දැමීමට ගියා. වික්‍රමබාහුගේ කණ්ඩායම පොලීසියට හසු වුණා. අප හසු වූයේ නැහැ. එහි බලපෑමක් රටට දැණුනේ නැහැ. වික්‍රමබාහු තුන්වැනි ජනරජ ව්‍යවස්ථාව (සහසන්ධීය රාජ්‍යය) බිහි කිරීමට ජේ අර්ගේ රනිල් බැණාට ආධාර කරනවා. දේශපාලනයේ හැටි ඔහොමයි.

අද ජනරජ දිනය සැමරීමට රජයේ වෛද්‍ය නිලධාරීන්ගේ සංගමය සංකේත වැඩ වර්ජනයක් කරනවා. ඔවුන් කියාවි වර්ජනයේ අරමුණ වෙනත් එකක් කියා. කොහොමටත් වෛද්‍ය නිලධාරීන්ට අමතක ඇති අද ජනරජ දිනය බව. කාලෝ ෆොන්සේකා ද ඇතුළු මෙරට බොහෝ දොස්තරවරුන්ට තර්ක කරන්න බැහැ. ඔවුන් අද සයිටම් උපාධියට විරුද්ධව බොරු තර්ක ඉදිරිපත් කරමින් ජනතාව නොමග යවන්න උත්සාහ කරනවා. ඔවුන් සටන අතර මැද සටන් පාඨ ඉල්ලීම් වෙනස් කරනවා. බොහෝ ජනමාධ්‍යවේදීන් ද ජාතික ව්‍යාපාරයෙහි බොහෝ අය ද සයිටම් විරෝධීන්. ඔවුන්ට මා කියන දේ නයාට අඳුකොළ වගේ. ජාතික ව්‍යාපාරයෙහි බොහෝ අයටත් ජනරජ දිනය අමතකයි.

මේ අතර අද අමාත්‍ය මණ්ඩල සංශෝධනයක් වන බව කතා පැතිරෙනවා. තවම වෙසක් අව පක්‍ෂය. මාසෙපෝයට තව දින කිහිපයක් තියෙනවා. අමාත්‍ය මණ්ඩල සංශෝධනය කල් යන්නත් පුළුවන්. බැරි වෙලාවත් අමාත්‍ය මණ්ඩල සංශෝධනයක් අද වුවහොත් ඒ සිදු වන්නේ ජනරජ දිනයෙහි. රනිල්ට නම් ඒ ගැන වගේ වගක් නැතිව ඇති. මෛත්‍රිපාලට ජනරජ දිනය මතක ද? මහින්දට මතක ද? ජනරජ දිනය පසුව වීර දිනය වී එදින නිවාඩු දුන්නා. පසුව එයත් නැති වුණා. අද ජනරජ දිනය ජනරජයේ නිවාඩු දිනයක් නො වෙයි. ලෝකෙ මෙහෙම ජනරජයක් තවත් නැතිව ඇති. මහින්දටත් තම කාලයෙහි එදින නැවත නිවාඩු දිනයක් කරන්න බැරි වුණා.

අවුරුදු හතළිස්පහක් කියන්නෙ පොඩි කාලයක් නො වෙයි. හතළිස්අටේ සිට ගත්තොත් අප වැඩි කාලයක්, තුනෙන් දෙකකට ආසන්න කාලයක් ගෙවල තියෙන්නෙ ජනරජයක. ඒ හින්ද වෙන්නැති බොහෝ අයට ඒක අමතක. ජනරජයක් යටතෙ තමයි අපට ජනාධිපති කෙනෙකු ඉන්නෙ. මෛත්‍රිපාල ඒ බව අමතක කරන එක හරි නැහැ. විධායක ජනාධිපතිකම නම් ලැබුණේ ජේ ආර්ගෙ දෙවැනි ජනරජ ව්‍යවස්ථාවෙන්. තුන්වැනි ජනරජ ව්‍යවස්ථාවෙන් ඒක මෛත්‍රිපාලට අහිමි කරන්න රනිල් උත්සාහ ගන්නවා. රනිල් බටහිරයන්ගෙ සැලැස්මකට අනුව වැඩ කර ගෙන යනවා. අප බලන් ඉන්නවා.

ජනරජයක් වෙන්න කලින් ලංකාව ඩොමීනියන් තත්වයේ රාජ්‍යයක්. එංගලන්තයේ රජු හරි රැජන හරි අපේත් රජු හරි රැජන හරි වුණා. එංගලන්තයේ රජුට මෙහෙට එන එක අපහසු නිසා ඔහුගේ නියෝජිතයකු මෙරට සිටියා. ඔහුට කිව්වෙ අග්‍රාණ්ඩුකාරයා කියල. ඔහු පාර්ලිමේන්තු සැසිවාර  පටන් ගන්න විට රාජාසනයේ කතාව පැවැත්වුවා. ඒකෙ ආඩම්බරේ කාට ද කියලා මගෙන් අහන්න එපා. මන්ත්‍රීවරු රාජාසන කතාවට ස්තුති යෝජනාවක් සම්මත කර ගත්තා.

එකල මෙරට ශ්‍රෙෂ්ඨාධිකරණයෙන් දෙන තීන්දුවලට විරුද්ධව එංගලන්තයේ සාමි මන්ත්‍රී මණ්ඩලයේ විනිශ්චය සභාවට අභියාචනා ඉදිරිපත් කිරීමේ හැකියාව තිබුණා. දෙමළ ජාතිවාදීන් එය රාජ්‍ය භාෂා පනතට එරෙහි ව උපයෝගී කර ගත්තා. බණ්ඩාරනායක මහත්මියගේ ආණ්ඩුවට විරුද්ධව 1962 දී රවි කරුණානායකලාගේ සියා ඇතුළු ක්‍රිස්තියානි හා කතෝලික හමුදා හා පොලිස් නිලධාරීන් කරන ලද කුමන්ත්‍රණයෙන් විත්තිකරුවන් වැරදිකරුවන් වූ විට ඔවුන් සාමි මන්ත්‍රී සභාවට අභියාවනයක්  ඉදිරිපත් කළා. තාක්‍ෂණික හේතුවක් මත ඔවුන් නිදහස් වුණා.

මේ අභියාචනා බලය 1972 ජනරජ ව්‍යවස්ථාවෙන් නැති වුණා. අද රනිල්ගේ ආණ්ඩුව බටහිරයන් සමග එක් වී ඒ බලය වෙනත් ක්‍රම මගින් දෙමළ ජාතිවාදීන්ට ලබා දී රණවිරුවන් හා රාජපක්‍ෂලා දඩයම් කිරීමට සැරසෙනවා. ජනරජ ව්‍යවස්ථාවක් නොතිබුණා නම් මෙළහකටත් රණවිරුවන් හා රාජපක්‍ෂලා ඊනියා යුද්ධාපරාධවලට වරදකරුවන් වී අවසන්. ජනරජ ව්‍යවස්ථාවෙන් අග්‍රාණ්ඩුකාර ධුරයත් නැති වුණා. ඒක අපරාධයක්. ඒ දවස්වල ඔලිවර් ගුණතිලක අග්‍රාණ්ඩුකාරයාට ඇන්දම හරි හැඩයි. විලියම් ගොපල්ලව ජාතික ඇඳුම ඇඳලා ඒ විකට ඇඳුම ඉවත් කළා.

ජනරජයක් වීමෙන් පසුවයි අපට නියම නිදහස ලැබුණෙ. ඒත් අප එදින ඒ සමරන්නේ නැහැ. ඒ වෙනුවට දොස්තරලා වැඩ වර්ජනය කරනවා. ඇමති මණ්ඩල සංශෝධනය වැනි විහිළු රඟ දක්වන්න හදනවා. අපට ජාතිකත්වයක් ඇත්නම් අප කළ යුත්තේ අත්වැසුම් නැතිව එලිසබෙත්ට අතට අත දුන්න එක ගැන උදම් අනන එක නොවෙයි. මැයි දහඅටවැනි දා අප දෙමළ ත්‍රස්තවාදයත් ඒ සමග 1833 බෞතීස්ම කළ දෙමළ ජාතිවාදයත් පරාජය කළ දිනය. මැයි දහනවය සයනයිඩ් නොකෑ නිවට ප්‍රභාකරන් බටහිරයන්ට සවන් නොදී ඝාතනය කළ දිනය. මැයි විසිදෙක එංගලන්ත රජු ඉවත්කළ දිනය. අප මැයි දහඅටවැනි දා සිට විසිදෙවැනි දා දක්වා දින පහක් එක දිගට උත්සව පැවැත්විය යුතුයි. එහෙත් එය කරන්න මහින්දටත් බැරි වුණා. දින පහක් නිවාඩු දුන්නෙත් මෙරට දේශප්‍රේමි ජනතාව ට්‍රිප් යන්නත් ඉඩ තියෙනවා. ජාතියට ම ට්‍රිප් එක (ස්විචය) යන්න තව වැඩි කාලයක් නැහැ.

ජාතික හිමිකම් සංවිධානය මුල් වී ඊයේ (20 වැනි දා) නිදහස් චතුරස්‍රයේ රණවිරුවන් සැමරීමට යොදා ගෙන තිබුණා. ඒ සඳහා නීතිඥ බැල්ලන්තුඩාව සංස්කෘතික අමාත්‍යාංශයෙන් නියමිත මුදල් ගෙවා අවසර ගෙන තිබුණා. පසුව ඇතැම් සංවිධාන ද එයට එකතු වී තිබුණා. එහෙත් ඒකාබද්ධ විපක්‍ෂය කණ්ඩායමක් ලෙස එකතු වී තිබුණේ නැහැ. මට දැන ගැනීමට ඇති ආකාරයට ඒ රැස්වීමට සහභාගි වන ලෙසට ඒකාබද්ධ විපක්‍ෂයට කළ ආරාධනයවත් නිළ වශයෙන් පිළිගෙන තිබුණේ නැහැ. ඒ ඇයි ද කියන්න මා දන්නේ නැහැ. එහෙත් පසුව ඒකාබද්ධ විපක්‍ෂයේ ඇතැමුන් එය සංවිධානය කෙරුණේ තමන්ගේ ද සහභාගීත්වයෙන් කීමට උත්සාහ ගත්තා. එසේ කෙළේ රැස්වීමට අවසර නැති බව ප්‍රකාශ වීමෙන් පසුව!

නිදහස් චතුරස්‍රයේ පැවැත්වීමට නියමිත ව තිබූ රැස්වීමට දී තිබූ අවසරය අවලංගු කළ බවට එයට පෙර දින (19 වැනි දා) සවස පහට පමණ සංවිධායකයන් වෙත දැනුම් දී තිබෙනවා. එසේ දැනුම් දී ඇත්තේ සංස්කෘතික අමාත්‍යාංශයේ ලේකම්වරිය. ඇය කියා ඇත්තේ එදින ඒ වෙලාවට ම  නිදහස් චතුරස්‍රයේ තවත් රණවිරු සැමරීමක් පැවැත්වෙන බවත් එබැවින් ජාතික හිමිකම් සංවිධානයට දී තිබූ අවසරය අවලංගු කිරීමට ඇයට උපදෙස් ලැබී ඇති බවත්.  මෙය හතර බීරි කතාවක් යැයි කියන්නට මා පෙළඹෙන්නේ නැහැ. දේශපාලනඥයන්ට ඇත්තේ බිහිරි අලින්ටත් නැති බිහිරි බවක්.

ජාතික හිමිකම් සංවිධානයේ රැස්වීමට මුලින් ම අවසර දුන්නේ නිදහස් චතුරස්‍රයේ එදිනට වෙනත් රැස්වීමක් නොතිබූ නිසයි. ඒත් පසුව වෙනත් රැස්වීමක් තිබෙන බව ලේකම්වරිය පවසන්නේ කෙසේ ද? නිදහස් චතුරස්‍රයේ එදින ඒ වෙලාවට වෙනත් රැස්වීමක් නොතිබූ බව එහි ගිය සියල්ලන්ට ම පෙනී ගියා. කෙසේ වෙතත් ඒ වන විට ජාතික හිමිකම් සංවිධානය තීරණය කරළා නිදහස් චතුරස්‍රයේ සිට පෙරහැරකින් විහාර මහා දේවී උද්‍යානයට ගොස් එහි බුදු පිළිම වහන්සේ අබියස පින්කමක් පැවැත්වීමට. ඒ බව පූජ්‍ය බෙංගමුවේ නාලක හිමියන් උන්වහන්සේගේ කෙටි අනුශාසනයකින් දැනුම් දුන්නා. උන්වහන්සේ විහාර මහා දේවී උද්‍යානයේදීත් ඉතාමත් සංයමයකින් කටයුතු කළා. තැන්පත් ව අනුශාසනා කළා. එහෙත් ඇතැම් භික්‍ෂූන් වහන්සේ ගැන එසේ කියන්නට බැහැ. ගිහි තරුණයන්ගේ බසින් නම් උන්වහන්සේලා පොර ටෝක් දීම පමණයි කරන්නේ. ඒ රනිල්ට ඉණිමං බැඳීමක්.

නිදහස් චතුරස්‍රයේ පැවැත්වීමට තිබූ රැස්වීම අවලංගු කෙරුණේ කාගේ උපදෙස් මත ද? සංස්කෘතික ඇමතිගේ ද, විපක්‍ෂ නායකගේ ද, විපක්‍ෂ සංවිධායකගේ ද, ආණ්ඩු පක්‍ෂ සංවිධායකගේ ද, පොලීසිය භාර ඇමතිගේ ද(රැස්වීම අවලංගු කළ බව දැන්වූ ලිපියේ පිටපත් පොලීසියට ද යවලා) පොලිස්පතිගේ ද, ආරක්‍ෂක ඇමතිගේ ද, වයඹ සංවර්ධන ඇමතිගේ ද,  ආරක්‍ෂක ලේකම්ගේ ද, අගමැතිගේ ද, ජනාධිපතිගේ ද ඔවුන්ගේ ලේකම්වරුන්ගේ ද වෙනත් කාගේවත් ද කියා අපට දැන ගැනීමට ලැබෙන එකක් නැහැ. එහෙත් ඒ ගැන ජනාධිපති කියන්නේ මොකක් ද කියා දැන ගැනීමට කැමතියි.

අද ශිවාජිලිංගම්ට උතුරු පළාතේ ඇති නිදහස පූජ්‍ය බෙංගමුවේ නාලක හිමියන්ට කොළඹ නැහැ. උන්වහන්සේ මෙහෙයුම් පැවති කාලයේ නොවැඩි හමුදා කඳවුරක් තිබුණේ නැහැ. ශිවාජිලිංගම්ලාගේ ගෝලයන් ඒ කඳවුරුවලට අභියෝග කරනවා. බටහිර සිටින විසුරුණු දෙමළ ජනයා මත පදනම් ව දේශපාලනයේ නිරත වන විග්නේස්වරන් උතුරු පළාතෙන් සියලු හමුදා කඳවුරු ඉවත් කිරීමට ආණ්ඩුවට බල කරනවා.  ශිවාජිලිංගම් කිහිප දෙනකු සමග එක් වී කොටි ත්‍රස්තවාදීන් සමරණ විට එයට ජනමාධ්‍ය පඬියන්, ප්‍රවෘත්ති සංස්කාරකවරුන්, විශාල ප්‍රසිද්ධියක් ලබා දෙනවා. 

රනිල්ට අවශ්‍ය කුමක් ද කියන එක කවුරුත් දන්නවා. ඔහු බටහිරයෙක්. ඔහුට අවශ්‍ය සිංහලයන්ට, විශේෂයෙන් ම සිංහල බෞද්ධයන්ට විරුද්ධව දෙමළ ජාතිවාදියට කප්පන් දීම. අලුත් ව්‍යවස්ථාවක් අසම්මත ලෙස සම්පාදනය කර සහසන්ධීය රාජ්‍යයක් පිහිටුවීම. මෛත්‍රිපාල එයට උදවු දෙනවා ද? ජාතික හිමිකම් සංවිධානයේ රැස්වීමට දී තිබූ අවසරය අවලංගු කරනු ලැබුයේ මෛත්‍රිපාලගේ අනුදැනුම ඇතිව ද?

අද ඇත්තේ මෛත්‍රිපාල රනිල් ආණ්ඩුවක් නොව රනිල් සම්බන්ධන් ආණ්ඩුවක්. මෛත්‍රිපාල මේ ආණ්ඩුවට ඉඳහිට බාධා ඇති කරනවා පමණයි. මෛත්‍රිපාලගේ ඇමතිවරුත් ආණ්ඩුවට විරුද්ධව ඉඳහිට කෑ ගහනවා. එහෙත් රනිල් තමන්ට අවශ්‍ය ආකාරයට ආණ්ඩුව ගෙන යනවා. රනිල් ශිවාජිලිංගම්ට දෙමළ ත්‍රස්තවාදීන් සැමරීමට නිදහස දෙනවා. එහෙත් ඔහුගේ ආණ්ඩුව පූජ්‍ය බෙංගමුවේ නාලක හිමියන්ට රණවිරුවන් සැමරීමට නිදහස දෙන්නේ නැහැ. රනිල්ගේ ආණ්ඩුව ත්‍රස්තවාදීන් හිරෙන් නිදහස් කරනවා. රණවිරුවන් හිරේ දානවා.

මෛත්‍රිපාල රනිල්ට තව දුරටත් ඉඩ දෙනවා ද? මහින්ද හා මෛත්‍රිපාල රටට හෙණ ගැහුවත් තම පෞද්ගලික එදිරිවාදුකම් ඉදිරියට ගෙන යනවා ද? මෛත්‍රිපාල මහින්දට ද්‍රෝහී වූ බව ඇත්තයි. ඒත් රනිල් ඉවත් කිරීමට ඒ දෙදෙනා එකතු වීිය යුතුයි. දිගට ම රනිල් පවත්වාගෙන යෑම රටට කරන බලවත් ම ද්‍රෝහිකමයි. එහි දී මහින්ද මෛත්‍රිපාල එකතුවකට විරුද්ධව ජී එල් වැනි අය කියන දේට සවන් නොදිය යුතුයි. 

කවුරු කවුරුත් 2019/2020 මැතිවරණ ජනාධිපතිවරණ පමණක් නොව පළාත් පාලන මැතිවරණත් අමතක කර රට ජාතිය ආගම ගැන පමණක් සිතා දේශපාලනයහෙි නිරත විය යුතුයි. මැතිවරණ දිනාගැනීමට වුණත් මහින්ද මෛත්‍රිපාල එකතුවීමට අවශ්‍ය තැනකට රට තල්ලු වී ගෙන යනවා. එසේ එකතු නොවුණහොත් ශිවාජිලිංගම්ලා තමන්ට අවශ්‍ය අන්දමට රට පාලනය කරාවි. ජාතියේ මූරදේවතාවුන් වහන්සේට නිදහස් චතුරස්‍රය පමණක් නොව නිදහස ද අහිමි වේවි.

Cabinet reshuffle a damp squib

The much spoken of cabinet reshuffle has now been completed and in the end it turned out to be a damp squib. Whether this will help the government to get its act together is highly debatable. As foreign minister, how different will Ravi K be to Mangala Samaraweera? Perhaps Ravi K may not have agreed to the controversial UN Human Rights Council resolution of October 2015 with the same enthusiasm as Samaraweera had he been the foreign minister at that time. But that depends on the extent to which that decision was actually taken by the foreign minister. If the decision not to contest or negotiate the Obama administration’s draft resolution actually came from Colombo as we suspect, Ravi K would have had no option but to fall in line even if he had been holding that portfolio at that time. Ravi K may be less controversial as foreign minister than Samaraweera. But then all the major foreign policy issues have already fallen into certain tracks from which there will be little deviation for the rest of this government’s term and Ravi K will find himself administering what has been bequeathed to him by Samaraweera.

Samaraweera for his part will not get into the same controversies in the financé ministry that Ravi K seemed to always found himself in. But as far as running the economy is concerned, Samaraweera will find himself administering what was bequeathed to him by Ravi K. The latter implemented the yahapalana election pledges of increasing the salaries of government servants, and reducing the taxes on fuel, gas, and some selected foodstuffs so as to win the August 2015 parliamentary election and the country went into a tailspin after that and taxes on cars, liquor, tobacco and the VAT was increased to earn more revenue to meet the election related expenses. With the IMF breathing down Sri Lanka’s neck the government has had no option but to put various assets on sale to meet the shortfall in revenue. Whoever comes into the finance ministry will have to follow through with that programme. Hence there will be little or no difference policy wise in the way the finance ministry functions either.

The removal of Arjuna Ranatunga from ports and shipping portfolio may have been to facilitate the lease of the Hambantota port to the Chinese. Arjuna and his brother Dhammika had been trying to negotiate a better deal for Sri Lanka. If the government thinks that by putting Mahinda Samarasinghe there the lease of the Hambantota port will become easier, that may not turn out to be so because it was not just the Ranatungas who wanted a better deal but the employees of the Ports Authority in general. In fact the removal of Ranatunga may galvanise the Port unions into putting up a stiff resistance the same way the Ceylon Petroleum Corporation workers are opposing the leasing of the Trincomalee oil tank farms to India. The government has been given notice by the CPC unions of a strike without advance warning unless the government shelves all plans to lease the Trinco facility to the Indians.

The CPC has also asked for the bunkering facility in the Hambantota harbour and hey feel that the government was trying to fast track the lease of the Hambantota port to the Chinese by changing the minister in charge, there will be strident calls for tranferring that facility to the CPC immediately. So in the end, what we may end up with may be more trouble rather than less as a result of this cabinet reshuffle. Other than the changes of Karunanayake, Samaraweera and Ranatunga, none of the other changes signify anything. After all the hype over a cabinet reshuffle that had built up for months, by noon on Monday people were already talking of other things and everything was back to business as usual. The government and especially the SLFP component of that government may try to gain some political mileage by making public statements to the fact that they got rid of Ravi K from the finance ministry,

How Ravi K reacts to any SLFP attempts to portray his ouster from the finance ministry is yet to be seen. Over the past two years and more, the SLFP element in the government has been using the UNP as a doormat. They have been telling the public that it is they who had been preventing all the bad things that the UNP has been trying to do to the country and the UNP for its part has more or less been passively accepting this portrayal. Ravi K, who became embroiled in various unpleasant controversies in trying to recover the money spent to implement Maithripala Sirisena’s election pledges was shown by the SLFP group in a bad light and now he has been removed from that ministry by Sirisena himself.

After that removal, President Sirisena has been reported in the press as having said that the cabinet reshuffle will provide new impetus to development. That is an indirect way of saying that ministers like Ravi K and Arjuna were obstacles to development. The truth however was that Ravi K only implemented the economic policy of the yahapalana camp and he tried to manage the fallout from that very policy as best as he could. As for Arjuna, he was trying to protect the interests of the Ports Authority as best as he could. Ravi K has been offered as a sacrifice to placate public opinion but whether the public is impressed is another matter altogether.

Speculation was rife in political circles that India was behind the election and installation of the Sirisena- Wickremesinghe unity government. That was not only reported and published in the local media but also the Indian mainstream media as well. Even former President Mahinda Rajapaksa mentioned this in various interviews that he gave not only the local media but also the regional media as well. India was widely believed to have been behind the regime change in Sri Lanka 8 January 2015.

One of the biggest downturns in the local political economy at the time that the unity government assumed office was the temporary cancellation of the mega buck Port City Project, in which Sri Lanka was to be the beneficiary of an astronomical US$ 1.4 billion which is expected to be in the State coffers at the end of another two years with the filling up of the land at Galle Face, which was confirmed to this newspaper by Central Bank Governor Dr. Indrajit Coomaraswamy in the lead story in its 24 April 2017 Edition.

It is also true that there were concerns by India about the ever growing presence of China in Sri Lanka economically. It’s also known that Sri Lanka at the very outset cancelled the Port City project due to Indian insistence in that direction and that was due to China’s growing presence in Sri Lanka in airport and sea port projects.

The project was stalled due to Indian domination here, but, the hard reality is that it was the GOSL which was left carrying the baby. It was up to the Chinese Government to seek damage control and where a compromise solution was arrived at with the GOSL not having any option but to increase the land in the Port City project to the benefit of China. This, ethically and technically, should have been India’s liability, which the GOSL has decided to “carry the can”!

It is true that there are issues which are historic between India and China which have persisted over centuries and throughout the sands of time but those are well beyond the territorial boundaries of Sri Lanka.

SL to negotiate $125 m penalty by Chinese firm over Port City delay

Prime Minister Ranil Wickremesinghe was heading to Beijing in April 2015 to negotiate a $125 million penalty that a Chinese State firm is seeking from Sri Lanka for suspending work on a big port development project.

Sri Lanka ordered a review of the $1.4 billion Colombo Port City project last year, citing irregularities in the award of the contract to state-owned China Communication Construction Company (CCCC) by the previous government.

In March 2016, the Sri Lankan Government, facing a difficult economy, ordered the Chinese firm to resume work on the port city, being the biggest foreign investment project, that includes apartments, shopping malls and marinas near the capital, Colombo.
But CCCC, which had estimated that the shutdown would result in losses of more than $380,000 a day, has sought compensation of $125 million.

Sri Lanka has sought to balance ties with China and India under President Maithripala Sirisena.

There should be a limit to the Indian dominance on Chinese influence here. The One Belt, One Road (OBOR) which is initiated by China has a monumental influence on Sri Lanka. Sri Lanka could dominate by providing its physical resources to that project. It is true that the previous government also made various blunders with regard to the Hambantota Port project, but, it is up to the present regime to make all the infrastructure, viable ones.

There is also another development to that in that India and its media are carrying out a despicable campaign towards scuttling and wilfully sabotaging that process which it has no business to do.

The alleged purpose of that story or rather “plant” was to undermine the excellent relationship that Sri Lanka was having with China towards the OBOR.

The distortion is that the Indian newspaper has quoted Dr. Sarath Amunugama as having said that Sri Lanka backs India in the Kashmir issue . but nowhere in the story does it say anything at all to substantiate it, giving the entire story a political twist, which suggests that India is to undermine Sri Lanka’s positive relations with China.

The report says: “Sri Lanka, which attended the recently concluded Belt and Road Forum in China, has backed India’s concern over the Kashmir issue, saying it is difficult for New Delhi to accept the China-Pakistan Economic Corridor (CPEC) as it goes through the ‘heart of Indian interests,’ the Economic Times reported last Wednesday quoting a Press Trust of India news report.

“Special Assignments Minister Sarath Amanugama has said India, which skipped the high-profile meeting, would have joined ‘very happily’ in the One Belt One Road (OBOR) initiative of China.

“Unfortunately, the issue is going through the heart of Indian interests. If it is some uncontested region, India would have negotiated its way out. Here especially the Kashmir issue getting dragged into it, makes it difficult for India to be flexible,” Minister Amunugama, who accompanied Prime Minister Ranil Wickremesinghe was quoted by PTI.

He said “India, China and Sri Lanka were very much part of the ancient Silk Road route as the Chinese Buddhist scholars like Fa Hsein visited both India and Sri Lanka (in 5th Century BC) leading to big discoveries of Buddhist relics in Sri Lanka, and President Xi Jinping has emphasized connectivity.

“These countries were connected many centuries ago. This will link up these countries on a certain rational basis. Once the regional problems are resolved, then India has to play a big role in the initiative,” he said adding that India anyway has to play a big role. “You cannot think of a belt and road without going over and close to India,” he said.

India skipped the meeting due to its sovereignty concerns over the US$ 50 billion CPEC, which goes through Pakistan-occupied Kashmir. The two-day conference in Beijing brought together leaders from 29 countries. Besides Premier Wickremesinghe, the summit was attended by Pakistan Prime Minister Nawaz Sharif, Russian President Vladimir Putin, Turkish President Recep Tayyip Erdogan and several other leaders, Heads of UN, World Bank and IMF,” the ET report said.

Cabinet Reshuffle – Another hoax

The guessing game over the cabinet reshuffle which was ongoing since January this year and was re-ignited by Sirisena with promised date shifting without any reason took place at last this morning.  There was no major shift other than change of portfolios between Ravui Karunanaayake and Mangala Samaraaweeraa.

The shameless and spineless Karunanayake was boasting for weeks that he will not accept any other portfolio if he was removed from the Finance portfolio and also stated that in such a situation he would remain as a backbench MP and divulge all secret activities of the government. At the same time the bone chewing lapdogs of the SLFP Sirissena faction in the government openly castigated Karunanayake as a big thief and said he was responsible for all economic ills and unpopularity of the government.  Several UNP Ministers and MPs, probably sponsored by big unscrupulous businessmen and vehicle importers extensively benefited from Karunanayake meanwhile came forward on his behalf and pledged to resign from the government in the event of removing Finance Ministry portfolio from Krunanaayake and said that they would remain as an independent group.  We have to wait and see whether this would happen?

The Finance Ministry portfolio has been entrusted to the most treacherous Tamil diaspora stooge and westernophile individual in the government Mangalaa Samaraweera who betrayed this country endangering the unitary status, sovereignty and territorial integrity by co-sponsoring the horrendous UNHRC resolution against Sri Lanka brought forward by the United States which is an unprecedented perfidious act not done by a foreign Minister of any country.  In addition to the Finance Ministry portfolio he has been given the Media Ministry as well which he once abandoned during old hag Chandrika’s time saying he is unable to carry out the duties of that Ministry.  However we can expect a spate of misinformation and malicious character assassinations from the Media Ministry over emphasising Goebles’ theory. It is certain that the Finance Ministry under this treacherous individual Sri Lanka would soon become a hunting field for World Bank and IMF. He may also tie Sri Lanka to other international lending agencies as well since what fiscal management you can expect from a fashion designer?

In addition to this the pint size Sirisena’s laundryman Mahinda Amaraweera who claimed that vast changes will be made in the cabinet reshuffle which would surprise everyone has been made the State Minister for Mahaweli Development in addition to his current portfolio of Minister of Fisheries and Aquatic Resources Development.

The ‘newly shaped’ Cabinet is expected to be briefed by Sirisena when it meets at 9 a.m. on Tuesday for its weekly session.

Commenting on today’s cabinet reshuffle hoax Sirisena has said that the reshuffle will give a new life to development activities.  He has said that the cabinet reshuffle was made to march forward as a new country. (niz)

Sri Lanka president replaces chartered accountant finance ministers with a London qualified clothing designer

Sri Lankan President Maithripala Sirisena switched the foreign and finance ministers in a major cabinet reshuffle on Monday.

Managala Samaraweera, who has been foreign minister since January 2015, was appointed as finance and media minister. He swaps roles with Ravi Karunanayake who is a chartered accountant who will takes over the Ministry of Foreign Affairs.

New finance minister in Sri Lanka is a graduate in Clothing Design and Technology at St. Martin’s School of Art in London, he served as a design consultant to the National Design Center of Sri Lanka prior to his political career.

Saint Martin’s School of Art was an art college in London, England. It offered foundation and degree level courses. It was established in 1854, initially under the aegis of the church of St Martin-in-the-Fields. Saint Martin’s became part of the London Institute in 1986,[1] and in 1989 merged with the Central School of Art and Design to form Central Saint Martins College of Arts and Design.[2]

Eight more ministerial portfolios of Cabinet Ministers and a State Minister have also been changed today, as the much awaited cabinet reshuffle took place this morning (22) today.

The ministers took oaths in their new portfolios at the Presidential Secretariat before President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe.

This Cabinet reshuffle will provide a new impetus to Sri Lanka’s development,” the President said in a Twitter post.

‘US, EU meddle in other countries & kill people under guise of human rights concerns’ – Duterte

There’s not even a whimper” when powerful nations bomb civilians or invent” WMDs to invade other countries, Philippines President Rodrigo Duterte told RT, arguing that the West pretends to care about human rights only when it suits its agenda.

The Philippines leader sat down to speak with RT’s Maria Finoshina ahead of his five-day visit to Moscow that is kicking off on Monday.

Maria Finoshina:Mr. President, it has been almost a year since your inauguration. Have you faced anything that you were not expecting when you took office?

Rodrigo Duterte: I did expect almost everything that came my way. I’ve been a politician for almost 40 years – excluding the term now. So I would say that on the national front I was kept informed all the time by the news and, of course, by sources in government. But I never realized the magnitude of the contamination of the Filipinos in so far as drugs are concerned.

When I became president and everything was available to me for information, I was almost appalled. I didn’t know that we have reached millions of contaminated. So, when I was mayor, I said, do not destroy my city. And do not destroy the young people of Davao City, because they are our assets. We are not rich. Most of us are poor. And we depend on our sons and daughters to feed us when we get old. We do not have any housing here for – few and between. And we need our children to buy the medicines, pay the hospitals, pay for our burial. Do not corrupt them with drugs. Do not destroy their minds.

And I said, because I will kill you.” I was very clear with that. Do not destroy my country. Do not destroy our young people, because if you do that, I will kill you. And when I became president, I said, Do not destroy the Filipino youth. I’m the president, I’m supposed to take care of them.” There are so many criminals walking around. They stopped it when I said that. When I was mayor, I told them: I’m not a policeman but I build the city as mayor.” As president now, I am not a wholesale violator of human rights. I’m not the police – I just give orders. But I build the country.

My orders were very clear: Go out and hunt for them, the drug lords. Arrest them if possible, but if they confront you with violence that placed the lives of policemen or security forces in danger, kill them. Because in the past this was what really prevented policemen and the military from doing it. Why? Because they were so afraid of the human rights thing, which is a new phenomenon. Actually, in the guise of the human rights, countries like EU and America are interfering into the affairs of other nations. In the guise of human rights.

MF:The bitter irony is that, while you are trying to protect civilians, to protect the youth, you sometimes – and you admitted that in one of your interviews – innocent civilians can become victims. Do you think it is a fair price to pay?

RD: Yes. Even in war, even in your own country, if there is fighting between the police and security forces, and civilians are hit, accidentally, and they die. That is not a crime for the police or the security officer. Because they use automatic guns. And when you are confronted with automatic guns, several bullets go out of the barrel, and some of those would penetrate the walls of the houses, and some will go long way and hit another one. But it is really in connection with the fight between law and order and criminals. But you have to pay, the state has to pay. But – sorry. Just like Americans. When they drop the bomb there, it is so powerful that it also kills others there.

But we are talking about human liability. So, it doesn’t say that, because they are Americans, they are exempted. And just because I am a small time government official, I am not exempted. So, where’s the fairness there? No? When they drop bombs, they kill so many villages, and there’s not even a whimper. America invaded Iraq. What was the excuse? That there were weapons of mass destruction. And yet when they invaded Iraq, so many people were killed. So where is justice now?

MF:So you think it’s really hard to avoid civilian casualties?

RD: We need to say, justice has to be equal. It cannot be a justice for one, and another set of standards of justice for another. It has to be equal.

MF:Is that the reason why you’re turning away from America?

RD: Because they refused to understand my predicament when they knew that they were also in the same predicament, only on a larger scale. Remember Panama? Okay, they invaded Panama, a sovereign state in Central America. So what was the purpose there? They went inside, seized the country, arrested the president, brought him outside the country, placed him in a detention cell in New York. He faced a trial in the Federal Court and is convicted. What happened to the invasion? And what was the reason? Drugs.

You invade a country. Me, I’m just fighting the criminals in my country. I never invaded a country. You have to look at it this way: there is so much incongruity in the principles that are being followed by nations. The powerful ones, they can invent the weapons of mass destruction or they can invade your country. Me, I never touch anybody. I do not even go to the United States. And then they criticize me for the criminals that I have killed!

MF: Your relations with the previous US administration were far from perfect. Will you give Trump’s administration a chance?

RD: This is really on record. I said, Mr. President, I’m President Duterte of the Philippines, I’d like to congratulate you on your election as president, on your victory.” He said, Oh, I was expecting your call. You’re doing it alright. They are flooding my country with drugs, too.” And you must have heard three nights ago, or four nights ago, when they said he said he’s going to go after drugs harshly. And it was my word when I was campaigning. I used the word harsh.” You know, I have to protect the innocent so that my country can prosper and live in peace. If I allow these criminals to overwhelm, and there are already 4 million [drug users], where will that put my country ten years from now? Tell me.

MF: Hard to say. And speaking about the US, Donald Trump has invited you to the White House, and you said that you don’t have time.

RD: Yes, I said I’m sorry. I cannot go because I’m busy. That’s actually the truth, as I said before. You might as well have noticed that during the election I was severely criticized by America, and it was during the election time. They ought not to have said words that would either be in favor or against a candidate, or sway the votes. Because it was an election, and you are interfering with the sentiments of the people about who to vote for. Just look what is happening now! They’re insisting that Trump – what’s all that about Trump talking about the ISIS (Islamic State, formerly ISIL)? I can talk to anybody. I can even talk to emir in Jordan and tell him about what’s wrong with the ISIS. So look at this, America.

MF:So how do you feel about that behavior?

RD: You know, they’re talking about a worldwide problem. Why can’t Trump just be open and just tell his counterpart President Putin or maybe [someone else]: We have the same problem so what’s your strategy there?” How would it affect your national security in a bad way? Tell me. They are discussing a problem which is worldwide, the problem of terrorism, which has happened in his country, and it happened in Chechnya, and even in the theater that was captured, and you had to gas the people, because it was the only way to [do it]. It’s terrorism!

Nationalizing SAITM would be a mistake

Former State Minister of Higher Education, Rajiva Wijesinha spoke to Ceylon Today about the current controversy regarding SAITM. During the interview he stressed that SAITM was started in good faith, and the then government was at fault in not smoothing out any contentious issues immediately. But the questions with regard to quality are specious, because similar standards are not applied to government universities.

Following are the excerpts of the interview:

?: Last week the government requested SAITM to refrain from recruiting new students amidst threats of another general strike by the GMOA and other trade unions. Do you think that the government can resolve this issue through a consensus? If so how do you think that the two sides should proceed?

A: I think a consensus is essential, but it should be preceded by setting out principles with regard to education. This should involve establishing the obligations of the State with regard to education, as well as the rights of individuals with regard to obtaining education.

This should be accompanied by revision of the acts governing education in Sri Lanka. I am sorry to say the last government, which began this process, completely abdicated responsibility and failed to fulfil either expectations or obligations. The Education Act was practically finalized, but the minister was just not interested in getting it through. With regard to Higher Education, my predecessor as Minister, S.B. Dissanayaka, had prepared a good draft, but it was killed by the Legal Draughtsman’s Department. As I took office I started work on the Act, using the previous draft as a basis, but taking into account changing social requirements. Helped by an excellent committee of Vice-Chancellors and the Colombo University Professor of Law, we finalized a draft, but none of my successors was interested. I am not even sure that Lakshman Kiriella, who sees rent seeking as an occupation, can even understand the need for a clear vision.

?: What is your opinion of SAITM and the criticism levelled against it by various actors?

A: I think that SAITM was started in good faith, and the then government was at fault in not sorting out any contentious issues immediately. But the questions with regard to quality are specious, because similar standards are not applied to government universities. When I was minister, I had regular discussions with university students, and one of the most interesting was with students of the Rajarata Medical Faculty, which was hopelessly short staffed. But I was deeply impressed by the calibre of the students, and also what they said about the dedication of the few permanent staff members they had.

I was reminded then about the criticisms of all new Medical Faculties when they were started. I returned to working in the State sector at Sri Jayewardenepura, in 1994, when the Medical Faculty was started there, and I recall the snootiness of the established universities. But through dedicated work on the part of the staff there, it soon caught up and its products are now generally admired – not least I should note because of a dynamic English programme run by Oranee Jansz, so that our students were soon on a par with those who saw themselves as an elite.

These issues should not be approached dogmatically, especially since there is a dog in the manger attitude amongst Sri Lankans, and they are resentful of any broadening of opportunities – as I found also, for instance, when I opened English degrees to those who did not have Advanced Level English, and found myself the butt of criticism from both Peradeniya and Colombo.

But certainly with regard to medicine there is need for ensuring professional capacity, and that is why the licensing of doctors should be subject to further testing, after a degree has been awarded. That is what the GMOA should concentrate on, not denying opportunities for degrees to those who cannot qualify academically through the State system.

?: One of the arguments against SAITM is that it is a profit oriented entity, whereas other private universities in developed countries, for example MIT or Harvard, while they make profits, are not mainly oriented towards making money?

A: That is simply not true, in that there are profit oriented universities also in other countries, which provide a quality education – and those which are not mainly oriented towards making money, such as those you cite, have already made enough money to allow for more philanthropy than others. But in any case even SAITM is not mainly oriented towards making money, because it also provides a social service – and certainly the hospital that was associated with it was much more reasonable in its charging than most other private hospitals.

But I would agree that the State should monitor such institutions – including all private universities – not to stop them functioning but to ensure that they also provide a certain number of scholarships. One reason Harvard and so on are so generous with their scholarships is that they know there are very bright youngsters who cannot afford their fees who will contribute immeasurably to the wider learning a university should provide. Universities that do not have a good social mix generally do not provide a rounded education, and for this reason, as private education develops in Sri Lanka, there should be mechanisms to encourage diversity – which will require a proportion of scholarships with preference to educationally deprived districts.

?: Government has decided to take over Neville Fernando Hospital, which once again makes SAITM a Medical University without a teaching hospital. Given that how do you feel about proposals to nationalize SAITM?

A: Nationalizing SAITM would be a mistake because it would tie up more government resources, which should rather be used to provide better English and maths and science in rural schools, to train up more teachers in these subjects and ensure that they are deployed where they are needed. It makes no sense to meddle with something that is working relatively well; all that is needed is to resolve the questions that have arisen with regard to quality, while also introducing a mechanism to make it clear that the country is also benefiting from the institution.

?: What do you think of government maintaining non-profit yet fee levying universities without reducing present university intakes for State universities?

A: That would be a disaster because of the appalling rent seeking that has become endemic in government institutions. You saw how Kiriella thought it his right to put people into academic positions, and he is not the only one. Even in the Vocational Training sector, where the minister is trying to stop fees for regular courses, officials are demanding massive sums for certification.

Recently the Treasury had to step in when the National Apprenticeship and Industrial Training Authority wanted to charge 1 million rupees for this, and brazenly said that the Chairman, Vice-Chairman and Director General would be paid Rs 27,500 between them for one day’s supervision.

Government is seen as a bottomless pit into which the hogs dip their snouts and, when State resources run out, potential beneficiaries are charged, ruthlessly. Well, because it is claimed that education is free, they cannot question the plundering that goes on. So who can blame these hogs, when hogs such as Mahendran and his masters go scot free?

?: You were a lecturer as well as a Dean of a Government University. How do you see the approach of students in expressing their concerns over SAITM?

A: Part of our problem is simply a refusal to listen. I must confess given the sheer dishonesty of this government, I am glad that I am not part of it. But I am sorry that the type of work I did as a minister, talking regularly to the students, and trying to solve their problems immediately, had to stop, because I know that I could have led by example – and no one else in the education sector is able or willing to do that.

You know what I achieved in the various government positions I held, introducing English medium in government schools, expanding numbers in English degrees, running a very productive GELT course – I am still greeted all over the country by youngsters whom I met on those courses, since I made it a point to visit all centres – and I know that the sort of change I could accomplish is beyond other politicians. But on our present system, politicians who are qualified and can think and plan have no place – which is why the genuine talent in the UNP is squashed and prominence given to jokers such as Kiriella and Malik and Sagala and Akila Viraj and of course the delightful John Amaratunga.

During my tenure I found that most problems could be resolved very easily, and also that in most cases the students had good reason to complain, but the administration of the various universities simply had no mechanisms to look out for problems and deal with them promptly – squalid toilets in hostels at Ruhuna, long delays in establishing new departments as at Sabaragamuwa, failure to respond promptly to requests for transfers when there are vacancies. I did what I could, and in three months more I would have done much more – as I am now doing at the Tertiary and Vocational Education Commission, where we have made English and Soft Skills compulsory, introduced short courses developed by industry, and produced trainer guides and quality manuals – but productivity is not what the Prime Minister and his sidekick Chandrika want.

I should add that, even with regard to SAITM, which came up often in our discussions, I found students willing to listen provided one took their arguments seriously. I still recall talking about the issue with Economics students at Sabaragamuwa – who had an antiquated syllabus, which as one of them ruefully told me was all about Adam Smith and Keynes (Friedman had been dropped after I stopped being Dean, and obviously Stiglitz was beyond the staff there). They appreciated the need for a new approach to State involvement, though obviously one needed to have mechanisms in place to prevent exploitation as well as to reduce shortcomings in the State sector.

I am sorry that now the issue has turned violent, and I am not sure, given the bitterness those who are not profiting feel about this government that it will be easy to resolve the issue amicably. I am reminded of the situation in 1988, which the UNP overcame by getting rid of its leader. I suspect that, until that happens; the problem will not be resolved. I can only hope that Karu Jayasuriya had the courage, as Premadasa did, to make it clear that he was willing to lead – but he is so nervous, that once again the chance of serving the country will pass him by.

KP exposes how MGR and Indira Gandhi supported LTTE

Former prominent Liberation Tigers of Eelam (LTTE) leader Kumaran Pathmanathan, who was the chief international financier and helped smuggle weapons for the terror outfit, spoke to WION in an exclusive interview. KP, as he was known, took over leadership of the LTTE following the death of Velupillai Prabhakaran and was wanted in India in connection with Rajiv Gandhi’s assassination.

Ironically, as KP revealed, it was Rajiv Gandhi’s mother Indira Gandhi who asked RAW to aid LTTE. In his heydays, KP was a reclusive, overseas financier for the LTTE based in Thailand and avoided capture by constantly changing addresses and aliases. He would later repent and become an orphanage father.

He also revealed that former Tamil Nadu Chief Minister Marudur Gopalan Ramachandran, popularly known as MGR, supplied the terror outfit with money.

KP was the subject of a worldwide manhunt, with organisations including the CIA and MI-5 on his tail.

He is believed to possess crucial information about the LTTE’s vast international assets. A former CBI inspector, who took voluntary retirement in 1997, had alleged that the explosives used in the assassination of Rajiv Gandhi were sent to Chennai from Singapore by KP.
